US tourist shot in Grace Bay robbery – Ministry of Tourism says that no criminal act will be taken lightly

BY DAISY HANDFIELD AMERICAN tourist Kevin Newman, who was shot and robbed in Providenciales while vacationing with his family, is recovering in a Florida hospital.

According to a police statement, at about 1.43am on Friday, June 23, officers responded to a report of a shooting in the Grace Bay area.

It was established that a man had been shot and was being treated at the Cheshire Hall Medical Centre for a wound in the abdominal area.

Newman, was travelling with his wife, Tiffany, and son, Gavin.

A GoFundMe page has been set up to support medical costs and as of Monday (June 26) has raised nearly $25,000.

According to the page, Newman had surgery and was put in a medically induced coma at a local hospital before he was flown to South Florida by air ambulance Angel MedFlight.

In a Facebook post, Newman’s wife said the gunshot damaged his liver and that his right kidney was

for serious offences including robbery, burglary and handling stolen goods.

“Of course, we cannot do this alone and we need the community to share what they know about the offences that are causing harm to the local community and those who visit the Islands.

Following the incident, the TCI Ministry of Tourism issued a statement expressing shock and sorrow towards the incident.

It read: “He [Kevin Newman] and his family continue to be in our thoughts and prayers while doctors continue to monitor his recovery.

“A criminal act, whether against a resident or visitor, is never something taken lightly and there is a heightened and concentrated effort to identify the individual(s) responsible.

“The Turks and Caicos Islands are a popular and peaceful destination known for its pristine beaches and relaxed atmosphere and this type of occurrence sends a ripple through the entire community.”

He stressed that the safety of everyone in the TCI is always a top priority.

“The Ministry of Tourism is in complete cooperation with our acting police commissioner who has increased visible security.

“We ask that everyone cooperate with authorities as needed.”

Young woman dies in early morning car crash

BY DAISY HANDFIELD THE LIFE of 25-year-old Idette Pierre was cut short after she was fatally injured in a two vehicle collision on Wednesday morning (June 28).

The Grace Bay Club employee was driving a silver Honda Accord on Millennium Highway in Providenciales at about 8.45am when it collided with a flatbed truck.

Pierre, a Turks and Caicos Islander of Haitian descent, was pronounced dead at the scene.

Two people travelling in the truck also suffered injuries and were taken to Cheshire Medical Centre where they were treated.

Police are investigating the cause of the crash.

Acting Commissioner of Police, Trevor Botting extended his thoughts and prayers to the family and friends of Pierre, on behalf of the Royal Turks and Caicos Islands Police Force (RTCIPF).

He said: “My officers will be working hard to establish the cause of the collision and I would urge anyone who may have witnessed the crash to contact my officers as soon as possible.”

Traffic officers from the RTCIPF are investigating the circumstances of the collision and are asking witnesses to contact the investigating officers on 941-3327.

Government ‘doing nothing’ to cut crime

BY OLIVIA ROSE FORMER Premier Rufus Ewing said this week that the Government is doing nothing to curb crime.

His comments came in light of the robbery and shooting of a US tourist in Provienciales last week.

Dr Ewing called on all residents with information concerning this violent crime to share their intelligence with the police or Crime Stoppers.

He further called on the Governor, the Government, the leadership of the police force and the judiciary to do what is necessary to the fullest extent of the law to bring those responsible to justice.

“This is not the Turks and Caicos that we grew up knowing and this is not the Turks and Caicos that is on

the bucket list of many tourists and potential investors,” he said.

“Our survival as individuals and businesses and the prosperity of our country depends on our ability to not only solve this and other serious crimes but our ability to prevent and solve future crimes.

“Yes crimes, and more so serious crimes, did not just start today with this elected Government, but has it been increasing for some time now despite the recent report to the contrary, and will continue to do so until we as a people and the Government do what is necessary to combat crime.”

Ewing stressed that his administration did a great job in restoring the country’s economy and provided ample resources to curtail crime.

“Such as police vehicles, police equipment, police officers and significant financial resources in the procurement of police boats, CCTV and serious crimes experts.

“It has now been over 180 days since this new ‘Change’ administration was elected by the people to change things and make life better for all.”

INSTANT ACTION He lamented that it was expected of the new Government to have already executed their 12 point plan or to at the least use the PNP’s Safe Communities and border security plan to address this crime situation.

He acknowledged that the root cause of crime is multi-factorial and some of these factors will not be addressed overnight.

However, he also pointed out that there are many causes, re-enforcing factors and prevention strategies that are considered low hanging fruit that could be addressed immediately to bring about the desired outcome.

Ewing underscored that all it takes is for the Government and Governor with vision to take crime seriously.

Biometrics legislation will become a reality, says Gov’t

BY DELANA ISLES THE PDM Government fully intends to implement its biometrics programme which will be used as a crime fighting tool.

Recently, Government ministers met with the local press to update the public on some of its promised initiatives, among those, their biometrics legislation.

Biometrics is the science and technology of measuring and analysing biological data.

In information technology, biometrics refers to technologies that measure and analyse human body characteristics, such as DNA, fingerprints, eye retinas and irises, voice patterns, facial

patterns and hand measurements for authentication purposes.

Premier Sharlene Cartwright Robinson assured that the biometrics legislation will be coming on stream as one of the new crime fighting initiatives and tools, with public education following closely behind.

“We certainly have announced on several occasions the purchase of the former Carlos Simmons building to assist the police in their new efforts and to ensure that we have all of those things in place to support their crime fighting initiatives,” the Premier again promised.

Deputy Premier and Minister of Labour and Immigration, Sean Astwood responded to a question on

how far along the new Government is in rolling out its biometric programme.

He stated that when the new work permit system is fully on stream there will be provision in the immigration ordinance to allow for biometrics.

He added: “However, we do see where it is necessary to make further amendments to that ordinance and also the regulations to describe how the data collected is kept.

“In terms of how quickly it’s going to be rolled out, the software that is being produced now to deal with work permits specifically doesn’t have that component readily available, but that is the second phase of the programme that

has to happen.”

Minister Astwood further stated that as far the processing of biometrics as it ties into work permits, there is no question about whether they are going to do it.

HISTORY OF BIOMETRICS Back in 2014, the then PDM Opposition had introduced a motion for a law governing biometric surveillance to be introduced in the Turks and Caicos Islands in the fight against crime.

The motion had come at a time when crime was escalating in the country, and was touted primarily as a crime fighting tool for the police force.

Goldray Ewing told this publication at the time: “We asked

them [the PNP Government] about finger printing laws and surveillance laws and they said that they had no appetite for that at the time.

“But after the police commissioner came out with the statistics for last year, I decided that we wouldn’t leave it up to the Government or to the police to determine what type of tools they need to fight crime.”

He added that the decision was made to take the proposal to the house and let members recommend that the laws be put in place.

“If they choose not to use it, once the laws are in place, then it’s a different matter. But we must give them the tools to work with so that they would be very effective in fighting crime.”

Crime fighting is everyone’s business, says Premier

BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson says fighting crime has to be everyone’s responsibility.

Her sentiments come on the heels of a violent attack against US tourist Kevin Newman, 38, in Grace Bay, Providenciales.

The man from Smiths Station, Alabama, was robbed and shot on June 23 while on vacation with his wife Tiffany, 40, and his son Gavin.

The incident sparked local and international outrage which saw many calling on the Government to address the escalating crime forthwith.

Citizens have openly expressed their concerns on petty thefts, breakins and snatch thefts, which in some cases have led to serious injury and even death.

On Monday (June 23) Premier Cartwright Robinson in a release said that while the Government and the police are at the helm of crime fighting, citizens also have a major role to play.

She said that the increase in violent criminal activities in the TCI is directly related to the reluctance, failure and refusal within communities to face down criminals.

“Crime fighting is everyone’s business and while in Opposition we continued to lead on this dialogue.

“We acknowledge that many of these measures are not yet in place and can look forward with great anticipation.”

She said she acknowledges the “awakened consciousness” of the public and a willingness to act.

“In what is now a challenging period, we see a readied people ready to assist and play its role and commend those who have stepped forward to play a more active role as a citizen.”

The TCI has recently been painted in a negative light in US media, she said.

“This day was feared by many, but we believe with the response we see especially among the people of this country, that this can be a turning point in addressing crimes among our residents and visitors.

“I am excited that our people are keen to be greater participants in this fight against crime and I call on us all to remain interested and to know that the best help that can come forward from you now is information.”

She said that no matter how insignificant information may seem it must be reported to the police.

“I encourage residents and visitors alike to be vigilant and to not take any unnecessary risks by making yourselves an easy victim.

“The response of our people shows that this level of crime, though comparatively very low, will not be tolerated and as Premier, I am confident that serious crime strategies together with tougher penalties and a plan to save our youth are the keys to lowering crimes.”

The Premier revealed that

the police have since ramped up operations in an effort to stop gun related offences.

She highlighted several areas where the Government has been instrumental in supporting the police over the past six months.

“I made a request to the UK for assistance and the resultant UK Security Assessment as early as February this year during my first visit to London,” Cartwright Robinson said.

“The purchasing of a building to house the highly anticipated CCTV programme and other new crime fighting initiatives.”

Coupled with these efforts, the Government approved funding for additional police officers including managers of the CCTV project was recently passed in the budget.

“The approval of $1.2 million in the purchase of new cars in the recently passed budget and the agreement in the National Security Council to devise a national security strategy.

“The inclusion of modern crime fighting initiatives and other legislative support for the police in our legislative calendar.”

She pointed out that her Government has made significant strides in coordinating operations between the police and immigration to seek out and to repatriate undocumented people.

Jogger robber pleads guilty

BY OLIVIA ROSE STEVE Remy Gardiner, 21, who was arrested for robbing two female joggers has pleaded guilty to robbery and assault.

He appeared before Supreme Court on Friday, June 23, and is now awaiting sentencing for the offences.

On March 6 two women who were running in two different areas of Providenciales were attacked.

At about 6am on that date Gardiner demanded cash from the first female in the Lower Bight, the court heard.

He then drove down Leeward Highway where the second woman was seen.

Gardiner ran across the road and tackled her to the ground. He stole her cell phone and escaped in a black SUV. While both women managed to escape the chilling ordeal physically unhurt, they were traumatised according to reports.

A police investigation was

immediately launched which resulted in the apprehension of Gardiner on March 10. Detectives arrested him on suspicion of robbery.

A search warrant was executed at his home where 535 grams (approximate street value of $5,350) of cannabis were found.

In April Gardiner pleaded guilty to drug possession charges and was sentenced to nine months in prison.

Steve Remy Gardiner will be sentenced for the robbery and assault with intent to rob on Wednesday, August 9.

Public relations officer Kevin Clarke told the Weekly News that joggers had become fearful following the robbery.

He said: “I would like to thank the officers for their hard work in quickly apprehending Gardiner for these dreadful attacks.

“It is my hope that now that he is behind bars it will bring a sense of security to the residents of Providenciales who regularly exercise during the early mornings.”

“Where is the CCTV initiative that my Government left well advanced in its planning and procurement?

“Where is the police boat that my Government left well advanced in procurement?

“Where is the Turks and Caicos Islands’ application to the UK to access the Overseas Territories Complex Stability and Security Fund of £25 million to address an issue of critical importance to any of the OTs? “Whatever happened to the 100 days in office promise to the people of these Islands as outlined in the PDM’s April 11, 2016, press conference and statement and 12

point plan?

“Is this administration holding the feet of the Governor and leadership of the police force to the fire as it did when they were in Opposition?

“Or have things changed and they are now happy with the status quo?

He stressed that the people do not only need answers to these questions but demand tangible solutions from their leaders.

He said: “As saying nothing and doing nothing makes our criminals braver and our residents ever more fearful and hopeless, silence and doing nothing kills.

“We, the people, are here to be critical of all those persons from the Governor down, who were appointed and elected to address crime and we must also be critical of ourselves as residents with the responsibility to report crime and do all that’s necessary to provide an anti-crime environment that we can all live in.”

Connolly accuses Premier of using, disrespecting and discarding her

BY DELANA ISLES FORMER minister Josephine Connolly has called on Premier Sharlene Cartwright Robinson to reveal the real reason why she fired her from her position.

At a press conference last Friday (June 23), Connolly revealed her shock and dismay at having her appointment revoked.

She said she believed she was performing exceptionally well in the position in the past six months the People’s Democratic Movement (PDM) has been in Government.

The ex-Minister of Education, Youth, Sports and Library Services also pointed out that her and the Premier had always struggled to maintain a harmonious relationship.

However, she said, during the election campaign the hostility towards her stopped, as she worked as part of a team to ensure victory for the PDM and for the Premier.

“I used platform after platform to extol the Premier’s abilities and leadership. I had hoped that after the election victory there would be a fresh start, the start of a new and improved relationship, but it was not to be.

“I am left wondering whether my appointment as Minister of Education, Youth, Sports and Library Services was always intended to be temporarily and there are those

who might say that the Premier had a good reason to remove me from office.”

However, she stated that if someone does not get along with another person they should not use them to gain support or appoint them in the first place.

She noted that even if the appointment was made, then that person ought to be shown some respect if they are removed from their position.

“There are some who would say that if I am loyal to the PDM I should just walk away; I should just walk silently into the night and accept the decision from the Premier.

“Despite everything, had I been treated decently with respect and fairness I would have done just that, but because of the way it was handled rumours continue to fly with me being accused of all manner of things some of which include a private family tragedy.”

FIGHTING RUMOURS Connolly said that she cannot sit quietly and not answer the “wicked and malicious” rumours that are circulating.

The former minister expressed that she hopes the next minister that is fired is treated much better than she was – with decency, transparency and respect.

He met prison officers at the introductory training on June 20 at the Salem Baptist Church in Grand Turk.

The Governor took the time to meet each new officer and spoke to the group about the importance of the role that they are about to take on.

He told them: “The prison and prison officers are a vital part of the total security and crime prevention effort in TCI. “The Superintendent of HM Prison, Mr Steven Barrett, who is doing an excellent job, and his staff deserve our support in an often difficult and challenging task.

Pointing to the initial press statement from the Office of the Premier informing the public of her removal as minister, Connolly said that it implied that she was responsible for the social media rumours to which Cartwright Robinson was referring, and that she lacked competency and respectfulness.

“Obviously there was no discussion and I had no opportunity to defend myself as the deed had already been done.

“Becoming a Cabinet minister and taking on a new department and a new job is very challenging - it takes time to settle in and get a better understanding of the issues. I met challenges in my ministry but I do not think I am alone.”

She stated that while all of the ministers were working in a new environment, there seemed to be a focus on her ministry that did not apply to the others.

Department, I met with the NGBs and we were able to come to some agreement on how we were going to provide some after school sports for these schools.

“They have also promised to provide equipment for the schools and this was a huge step for me that I undertook.

“I also had the football association committed to bring more events to the Turks and Caicos.”

The former minister further recounted her other many successes while she held the post, stating her ministry has made great strides.

Wishing the new minister of education every success, Connolly expressed the hope that Karen Malcolm builds on the work that she has done so far and had hoped to complete.

New members get parliamentary training NEWLY elected members of the Turks and Caicos Islands judiciary were recently schooled on the crucial role of good governance.

The members took part in a post-election seminar put on by the Commonwealth Parliamentary Association (CPA).

It was aimed at strengthening parliamentary practice and procedure following the recent elections.

The CPA is the only Commonwealth body that works to strengthen territorial assemblies and legislatures such as the House of Assembly in Turks and Caicos Islands as well as national, state and provincial legislatures.

The CPA post-election seminar provided an opportunity for newly elected members of the House of Assembly to ask questions about parliamentary practice and procedure.

It also provided members with a better understanding of the parliamentary system and democratic processes in other Commonwealth jurisdictions.

The seminar was opened by Dwayne Taylor, Speaker of the House of Assembly, and commitment to improving democratic processes

about what unites them with each other and with others across the Commonwealth.

Shirley Osborne spoke about the work of the Commonwealth Women Parliamentarians (CWP) as representative for the Caribbean region and she highlighted the great success of women’s representation in the TCI with women occupying many senior positions in all three arms of the state – executive, legislature and judiciary.

She also reminded young people that parliaments work best when all people including women govern together.

Primary healthcare gets electronic immunisation record system

BY OLIVIA ROSE THE GOVERNMENT is making notable strides in developing and implementing an electronic immunisation registry (EIR).

This system, allows a child’s immunisation record to be accessed electronically from any participating clinic on any island in the TCI. The EIR is expected to increase efficiency in locating child health data from 2012 going forward.

The Ministry of Health, Agriculture and Human Services welcomed Hayden Hopkin, a Pan American Health Organisation (PAHO) consultant, to the Turks and Caicos Islands on Thursday (June 29).

Hopkin will be working with the Primary Healthcare Department over the next five months to develop the registry.

The system was introduced to the Expanded Program on Immunisation (EPI) managers at their annual meeting in Grenada in November 2016.

According to a release from the ministry, the demonstration at the meeting was impressive and the TCI capitalised on the opportunity to request PAHO’s assistance in acquiring the system for the country, to further strengthen the already robust EPI programme.

Subsequently, the TCI along with three other Caribbean countries received a grant from the Centre for Disease Control (CDC) through PAHO for the introduction and implementation of the system.

During Hopkin’s visit, he met with the Minister of Health, Agriculture and Human Services Edwin Astwood and senior members of the health team who will be involved in the process, along with other key stakeholders

who will be the end users of this system.

Challenges with the current paper based system were identified and ways in which the system can be improved were presented to the group.

The country also had the opportunity to request modification to the system which will cater to the needs of the TCI. The system is expected to be operational by November 2017.

The minister said that roadworks will cause disruptions to the flow of traffic, particularly at the roundabout leading to Millennium Highway in Blue Hills.

“I am begging the public to be patient with the roadworks that will be carried out soon.

“It is for the good for all of us who are using that road, because it will allow the traffic to flow much easier coming out of Blue Hills into Downtown.”

He added that road grading exercises will be carried out on a number of roads which the Government currently cannot pave.

The minister added that the Government will have these roads put into the budget for the new year or the one after.

“So, I am begging the general public to bear with us while we carry out this road exercise.”

Although there is no allocation in the budget for sidewalks in

this financial year, the minister promised that work will be done to ensure that roads are cleared and maintained.

“We’re going to cater to the maintenance of roadways, especially in the Leeward, Long Bay area where no work was done in the last clean-up campaign... to make sure all the bush is cut back further away from the edge of road.”

Blue Hills will not see any sidewalks being created, however the minister reminded that the Blue Hills Master Plan when it is rolled will cater for that.

In addition to the promised roadworks, Minister Ewing also said that the Department of Planning will be stepping up its inspections around the country for illegal structures.

He said: “There will also be some exercises carried out by the Planning Department as far as checking on people who are building without the approval and permission of the department.

“We intend to make sure that people in this country abide by planning laws and regulations.”

Noting that this is overdue, Ewing said that the Government is doing everything in its power to make sure they create an affordable housing programme to eliminate squatting.

Risk management is focus of new workshop

BY OLIVIA ROSE MEMBERS of the public and private sector met this week to comb through the TCI’s challenges with anti-money laundering and terrorist financing.

The country’s first National Risk Assessment was held on Monday, June 26, at the Blue Haven resort in Providenciales.

It saw about 50 stakeholders and representatives from both the public and private sector convening for a two-day workshop.

Understanding the money laundering and terrorist financing risks is crucial to developing and implementing national anti-money laundering and countering the financing of terrorism.

With increasing globalisation and liberalisation, money laundering and terrorist financing have become a global phenomenon.

They pose real and significant threats to nations, their people, their financial systems and their security apparatus, no matter the makeup of the economy or the size of the country.

All nations, particularly small and developing jurisdictions are susceptible to disruption from

criminal and terrorist activities.

Corruption, money laundering and its associated economic and financial crimes tend to impact and undermine good governance and rule of law, which are core values of regional constitutions.

A risk assessment allows countries to identify, assess and understand its money laundering and terrorist financing risks.

Once these risks are properly understood, countries can apply AML/CFT measures that correspond to the level of risk.

In this vein, the workshop was aimed at putting together comprehensive action plans to decrease the levels of risks, and strengthen controls and supervisory oversight in each sector while submitting ideas to impact legislative changes in this regard.

Speaking at the opening of the workshop, managing director of the Financial Services Commission (FSC), Nigel Streete, underscored the importance of implementing money-laundering legislation in the Turks and Caicos Islands.

He said: “It’s especially important for a small jurisdiction like ours where you have limited resources.

“What it allows you to do is

an internal assessment and that assessment allows you to further identify and deploy resources.

“So when you have limited resources you have to make sure you get it right the first time so that those resources can be deployed appropriately, but it also a comprehensive framework.

“The emphasis is on anti-money laundering and terrorist financing so it’s looking primarily at those risks.”

Streete noted that in order to mitigate those risks a number of

agencies must be involved.

“You would note from the composition of the anti-money laundering committee, that it brings together law enforcement, regulation and the AG`s chambers, it brings together customs and immigration.

“Because what you want to do is make sure that your risk management framework is sufficiently comprehensive, that it guards against the various entry points for that risk into the jurisdiction.”

Streete noted that training in this

regard is pivotal.

Attorney General Rhondalee Braithwaite Knowles OBE, chair of the national Anti-Money Laundering Committee, said that the workshop was designed to ensure a buy-in of senior officials from both sectors.

She explained: “This is a major initiative here in the Turks and Caicos Islands which will enable us to develop an effective framework to prevent money laundering and combat terrorist financing.

“We have arranged a number of sessions of training over the next several months leading up to the assessments by the Caribbean Financial Action Task Force (CFATF).

“We have, this month, a training that will be conducted by the CFATF and that is going to target members, so the FSC, the police, customs, the DPP and those persons who are actually on the ground dealing with these issues at hand.”

World Bank experts Emily Adeleke and Roberto Biel facilitated the various workshop sessions which took place on June 26 and 27 with a closed half day workshop for policy makers on June 28.

Recommendations made at this meeting will be taken to parliament.

Radar station detection rate remains high - Astwood

BY OLIVIA ROSE THE RADAR station in South Dock, Providenciales, continues to detect illegal vessels on TCI waters at an astonishingly high rate.

This was disclosed by Minister of Border Control and employment Sean Astwood who said contrary to the public’s misconception, the radar station is indeed functional and very effective.

Speaking at a recent press conference Astwood said: “I’ve seen a number of comments on social media and general conversation as I move around

and interact and I wanted to make it clear to the people of the Turks and

Caicos that with the introduction of the radar station, detection has been extremely successful.

“The radar station continues to enjoy above 90 percent detection rate and I need to repeat that because it’s important for people to understand we detect above 90 percent.

“By any measurement, anywhere around the world, that is a success story.”

In light of the recent events where several sloops went undetected by the radar resulting in illegal migrants escaping and making their way into the islands, residents have voiced their dissatisfaction with operations.

However, minister Astwood assured that stringent enforcement

measures are in place to curb the influx of illegal vessels into the Islands.

He said: “We’ve seen good results.

I’ve made mention of numbers at our town hall meetings that we recently held.”

The security of the Turks and Caicos Islands received a major boost with the official opening of its $2.84 million coastal radar station back in 2012.

The radar is used to help the TCI authorities better tackle illegal immigration, the smuggling of goods, and transhipment of drugs, weapons and people trafficking.

The TCI system has been designed for a maritime environment

and provides a cost-effective contribution to securing the territory’s borders, boosting the work of immigration and customs officials, the Royal Turks and Caicos Police Force marine unit and maritime patrol aircraft.

It uses short pulse, dual band, X-band frequencies to detect and track a variety of marine objects in all weather conditions.

It employs five Turks and Caicos Islanders as site supervisor and radar operators.

The South Dock location was chosen due to its proximity to the waters around West Caicos and French Cay, the busiest waterways around the Islands.

Service charge debate – Deceit or naivety?

Dear Editor, The confusion around the equitable distribution of what has become known as ‘service charge’ is cause by a combination of the inexcusable deceit and naivety by some politicians who have misled hospitality workers and the public for their own ends.

On this issue, the Premier prevarication is most offensive to a block of voters who she unequivocally pledged to ensure that 100 percent of the service charge is given.

Since it is now clear that she has wised up to the fact that that promise was impractical and not one that she can

deliver - the poetry of campaign must now give way to the prose of governing.

That requires a clear policy decision anchored in legislation.

The truth is that today’s ‘service charge’ defined in the ordinance as: ‘Any amount of money charged over and above the price of accommodation in a hotel, or the selling price of a meal or intoxicating liquor or beverage purchased by a customer, for service to a guest or customer, in a hotel or restaurant, but does not include any tax to be paid under any ordinance’ is an amalgamation of two add-ons to the published rates for the provision of

hospitality services provided by some establishments prior to January 2004.

In any case, there were no obligations by establishments to collect or pay neither gratuity or service charge to employees; and in fact, all-inclusive properties did not collect nor pay gratuity to employees.

To remove subjectivity from the system, the ordinance made it mandatory that all-inclusive properties levy and pay a 10 percent service charge to their employees.

At the same time, recognising the practice of other categories of hotels

The things some students say MOST teachers, particularly those who are professionally close to their students, which makes the latter feel free to express themselves, have experienced interesting sayings from them.

Irrespective of the type of school, the students’ reaction is instructive.

One teacher who was away from the TCI for a period was having a class when unexpectedly a student asked: “Miss, where you from?”

The teacher asked the class to guess the country, although she was a TCI native.

After some silence, one student replied: “It’s either Jamaica, or England.”

This teacher was educated in both countries, so the student must have recognised something in her speech and mannerisms which caused that student to ask the question.

All were surprised when the teacher told them she was born in the TCI. In a different school, a teacher assigned a project, and after marking it gave the students their grades.

A student approached her and said: “Miss, I see you gave me a ‘C’ grade, but I’m not a ‘C’ person.”

This class was fairly big, so the teacher did not know this

student closely, but remembered through intuition that she hardly ever attended class.

The teacher decided to check the class register and noticed this student had only attended class once for the semester.

She told her that because of her attendance record, she missed important classes, information about research techniques, and did not present any papers.

She also missed the opportunity to participate and sharpen her skills.

The student did not comment.

Another occasion concerned a student from a challenging background who did classwork sporadically, despite professional encouragement.

She was disruptive and whenever the teacher approached her to advise about her behaviour, she quickly got up from the desk and ran down stairs.

The school was a two-storey building with a long stair case

leading from the top floor to the ground. When asked to return to her class, the student refused.

One instance when she did this the teacher approached the exit door and she stood outside looking up at him.

He encouraged her to come back in class telling her she would not get good grades if she continued this behaviour.

And would benefit by staying at her desk, and “learn her lessons.” He added that if she did not return to her class, she would not be allowed to come back to ‘his school.’

The student looked up at the teacher from the bottom of the stairs, her face creased, and with her left eye closed because of the sun’s heat said: “Your school?

You say your school? You ain’t got no school. You carry your school everywhere you go!”

(that levied a 10 percent charge broken down into a six percent gratuity and a four percent resort fee) it left it to the discretion of management of the individual hotels to collect a service charge.

However, the ordinance does provide that if a service charged is collected 60 percent must be paid to employees.

This is reasoning is flawed unless of course those establishment levy a charge sufficiently above 10 percent to equate to the effective rate of the all-inclusive.

Considering that all employees are required to pay the minimum wage whether all-inclusive or otherwise, and assuming parity of wage rates and other benefits across categories of employment obtains those persons working in non-inclusive hotels may very well be at a disadvantage.

The existing legislation is clear that the service charge levied by non-all-inclusive hotels is intended to be share at minimum in the ratio 60:40 to employees and the business - reflecting the practice of many hotels at the time the ordinance was introduced.

Establishments that are not adhering to the law are stealing from employees.

On the other hand, there is much confusion in the terminology gratuity, service charge and tips.

It is therefore necessary to contextualise the argument and possible solution by defining the terms.

Gratuity (tip) a voluntary payment by patrons to service professionals as an expression of gratefulness for extraordinary service.

Albeit the subjectivity of the judgement of patrons impacts the aggregate amount of gratuity available to be shared among the staff.

While a service charge is also additional payment on a service provided by a service professional it is mandatory rather than elective, and may or may not deliver additional pay to the service professional who provides the service unless required by law.

In my view, the provision of hospitality services is a profession like any other, and it is right that it should not be left up to the discretion of a patrons or hotel operators to, effectively set the pay for hospitality employees.

Therefore, the idea of legally establishing an add-on to guests’ bills ringed fenced for hospitality workers is reasonable.

On the other hand, a cover charge to a hospitality service establishment is standard in the industry; additionally, in a high-end tourism destination where customised service

is demanded the level of hidden cost to a business is high.

Allowance should also be made for non-cash benefits to employees including meals, transportation, uniform and training.

Under those circumstances businesses not only earn a legitimate claim to a portion of the service charge but it is necessary for them to compete and prosper. We must remember that our survival depends on our ability to compete.

Finally, the current range of service charge in the TCI varies from 10 percent to 18 percent depending on the establishment – with allinclusive properties pegged at 10 percent of which 100 percent goes to the employee.

It therefore stands to reason that the amount paid to employees ought to be synchronised at an effective rate of 10 percent across categories of properties.

This effective rate may be achieved through benefits in cash and kind.

A common-sense compromise among all stakeholders encourages productivity, improve customer satisfaction and improves the bottom line of the business.

Employees should not have to wait until Christmas for the necessary adjustment. The necessary amendment to the legislation to achieve a win-win solution should be done imminently.

Stifling of debate by the majority on issues it deliberately or obliviously misrepresented does not of itself dispose of the problem, especial one that relates to the life-blood of the economy and the livelihood of people they purport to represent.

Tourism and the welfare of hospitality workers should never be treated as a game of cricket.

While I understand that the Premier faced batting from a self-inflected sticky wicket it is disappointing that she pulled up her stumps instead of defending her wicket.

Expectations Crime - Eight point solution

Dear Editor, Shortly after the December 2016 general elections I ran into a good friend of mine who happens to be a high ranking PDM official in the front of the CIBC First Caribbean Bank in Grace Bay. As we were catching up, my friend boasted to me about how their government would be in office for the next eight to 12 years minimum.

This, owing to the 10 to five victory margin by the PDM, which was called a landslide by many media outlets in the country.

I told them that the only way that they would be right if the Government was able to properly manage the expectations of our people.

I gave the example that if you promised someone 20 things but only delivered 10, they would be disappointed; even if they only previous had two things.

It’s always better to promise five things and deliver 10!

Six months has passed since the country went to the polls. Let us now look at some of the things that we, the people, expected of this change government by now: In relation to the Crown land reform to ensure that it’s back under ministerial portfolio and the abolishment of the land lottery: No movement.

In relation to the reform of the National Scholarship Policy to include US-based universities: No

movement.

In relation to the implementation of the 12 point crime plan and curbing the increase of violent crimes: Little to no movement.

In relation to the review and reform of the NHIP treatment abroad policy to include US facilities: No movement.

In relation to the reinstatement of gratuities for post 1992 staff and reintroduction of pensions for civil servants: No movement.

In relation the regulation or eradication of illegal jitneys: No movement.

In relation to the reinstatement of 100 percent service charge for hospitality employees: Amendment Bill killed in House of Assembly.

In relation to the repeal and replacement of the Immigration and TCI Status Ordinances: No movement.

In relation to the introduction of measures to reduce cost of living: No movement.

In relation to articulating a clear policy outlining Turks and Caicos Islander preference in hiring practices in the Public and Private Sector: No movement.

Just a word of advice, if you fail to pick the low hanging fruit quickly, you will never get to those up high.

Dear Editor, Crime continues to be the number one threat to our country and the livelihoods that we all currently enjoy.

We unfortunately had to witness family after family, both citizens and visitors alike endure the traumatic experience of robbery and gun crime.

These experiences as you hear about them leave us all with a loss of our sense of security.

For the persons who have had to look down the barrel of a gun, the effects are even more traumatising and long term.

No one should have to face this reality. We should not accept this as a new norm.

Crime is no respecter of persons and we have seen our second premier of the country Hon Galmo Williams robbed and shot; we could not believe it could have hit so close to home.

Eventually it will hit us all in our pockets. It is sad that it has taken an incident such as this for many persons to speak up and speak out on crime.

When the pastors had their march on crime, the attendance was moderate but we saw that no action

followed.

When the Government and the Opposition had their joint press conference on crime we also saw that no action followed.

When the police commissioner had his press conference on crime, little action followed.

Who else has to undergo the frightening experience of robbery?

Who else must suffer the traumatic experience of gun crime?

It is unfortunate that in this day and age the British still believe that crime and safety can only be secured and effectively carried out by the Governor.

Waterloo’s record on crime speaks for itself. We are no safer with the Governor being at the helm of security.

We have tried them all - we watched crime spiral out of control under British Governor after Governor, from ‘Pink Pants’ Ric Todd to this new bullet proof obsessed Freeman.

It is clear that we have tried everything foreign to help with crime and that approach has not worked, so here is my opinion on what we should now try.

Let’s try local in the following way:

A new Ministry of National Security transferring powers from the Governor to the local minister.

A local Commissioner of Police and a local Deputy Commissioner in whom the police and the public have confidence.

A local Special Task Force, made up of senior retired policemen who are connected to the community and trusted by the community.

Search and seizure of all homes in known conflict areas for illegal firearms.

Implement the CCTV system island wide in Providenciales.

Constant patrol in the attackprone areas.

Citizen speak up awareness campaign – You see something, you say something.

Change in shift – more police officers to work nightshift rather than dayshift.

It is either we choose or lose!

No cultural hiccups COMMENTARY

WE SUGGEST that the current Government or a third party group put together a cultural profile that reflects the unique history of the Turks and Caicos Islands.

Politics has simmered down and one by one, problem and problem, people are being dealt with.

Problems that are hiccups in our very recent history and which have no long term bearing on TCI culture.

From my perspective as a naturalised citizen and having lived and slept the TCI for 30 years, I feel the need for a defined culture as much as any of our folk.

Residing in culture rich Middle Caicos amplifies my call. We will point out certain differences that make the TCI

Fellow commentator Mills pointed out certain important aspects in his column recently.

We have travelled the Eastern Caribbean from Antigua to Grenada and visited almost every island in between more than once.

We spent weeks in St Vincent and the Grenadines and travelled the local mail-boat down through

the Grenadines.

All Caribbean islands have a common culture that started in Africa centuries ago. That is the ancient beginnings. Afro Americans share the same beginnings but not the culture.

My family three generations before me were born in Germany, but I do not muse over Kaiser Wilhelm, Hindenburg and certainly not Hitler.

African blood lines in TCI are but a strong DNA element joined with the DNA of many other areas of the world. It is the experiences of living and growing TCI that becomes our culture.

Eastern Caribbean nations were populated with African workers imported directly from Africa to work in the sugar cane industry on the EC islands.

TCI workers came from the USA with loyal British landlords leaving America after the American war of Independence in 1776. Caribbean folk were emancipated by the British act of 1840.

When TCI farming did not make economic sense TCI workers were left to their own resources.

Bambarra is unique with escapees from a slave ship settling there.

All Caribbean folk share the marvellous West Indian story

of survival and progress with minimal physical and educational resources.

A culture of living from the sea and land. Is this much different from many other national histories?

The American military bases played a significant role in the more maturing culture of the TCI and together with national hero JAGS brought us the valuable US dollar and 10 year US visa.

Before the TCI culture is watered down it needs to be collected, assembled and celebrated.

Thank God that Conrad gave us our national song. This needs to be joined with the folk songs of Lovey Forbes and others.

Will someone put it all together? It will make you proud!

TCI needs a SMART approach to tackle crime - Opposition

BY OLIVIA ROSE THE PROGRESSIVE National Party (PNP) has called on the Government to adopt a SMART approach to cutting down on crime in the Turks and Caicos Islands.

SMART stands for S – specific, M – measurable, A – achievable, R – results orientated, and T – timed.

The party, in a press release, said that is tempting for the Government to have a knee-jerk reaction to critical events, especially gun crimes that endanger the lives of tourist and undermine the livelihood of all who invest and work in the tourism sector.

However, it has called on the Government to take a more proactive approach to this troubling issue.

The Opposition vehemently denounced all violent criminal acts but acknowledged that this is not enough to combat the increase in violent crime.

The party said: “While we must speak-up and out forcefully against violence of all types, our denunciations are meaningless unless solution-base strategies with full stakeholder buy-in replace domestic political rhetoric and apathy on the part of HMG in the UK.” The party called on all stakeholders to work together to defeat the violence that threatens the prosperity of the TCI. “TCI has proven that when stakeholders work together we can defy the odds – proven by our triumph over the decimation of the economy and indebtedness.

“TCIG’s economic recovery

was made possible by SMART objectives.

“TCI can defy the odds against crime and not succumb to the criminal malaise that is keeping visitors away from some other destinations in our region by SMART goals,” the release read.

The Opposition party reasoned that a SMART approach to addressing the rising crime rate means that everyone must become engaged and everyone must become his brother’s keeper.

The party lambasted the UK Government for not making the immediate security needs of the TCI a priority.

“The UK Government cannot and should not cherry-pick, based on convenience, what parts of its constitutional obligation it discharges.

“National security is a responsibility with equal weight to that of good governance, and needs radical actions.”

“HMG needs to bring the same resolve to the eradication of border control and serious crimes as it brought to the allegations of corruption in government.”

The party also questioned the long drawn out SIPT trials in which close to $70 million has been spent.

The PNP said that the hefty cost of the trials should have been borne

by HMG since the unavailability of funds has had a direct impact on funding for the security of the Islands.

The party stated that: “While it is important to recognise the

performance lapses on all sides, it is in crisis moments like these when our common destiny dictates that regardless of how we got here, or whatever our distinct roles are, we must join hands to triumph over threats to our prosperity and way of life.”

The Opposition stressed that a smart solution must be to identify the cause of the problem then work can begin on formulating strategies to address it.

“We have instead made timid attempts to treat the symptoms: we have spent more, prayed longer, and talked excessively “In the process, we have even identified a specific number of problems broadly categorised under boarder protection, parent and juvenile delinquency, inappropriateness of the education curriculum to the demands of the economy, and housing and urban decay.

“These are all high level social issues each of which requires drilling down through the core to the granular reality and then addressing the root cause.

“The solution requires hard adaptive work by all. The process must start with a response that goes beyond knee-jerk superficial rhetoric.”

The party further called for a national conversation that will make way for a tripartite framework agreement between TCIG, HMG and the TCI private sector with SMART goals broken down into short, medium and long-term targets.

No new zika cases since January – But residents should stay protected against mosquitos MINISTER of Health Edwin Astwood has assured that although there have been no new cases of the zika virus since January residents should remain vigilant.

The minister noted that during the past year the Turks and Caicos Islands have been very fortunate.

He said that there has been a total of 25 cases within the territory with no new cases since the first week of January this year.

Astwood encouraged residents to stay protected as there has been frequent rainfall which usually leads to an increase in the insect population.

Therefore, people should continue to keep their surroundings free from all standing water even in flower

pots.

For those who have not yet removed old tires and derelict vehicles, he encouraged them to ensure that this is done, and keep gutters clean and free of debris.

Astwood stated: “Reduction of any contact between the mosquito and our people and those visiting us is critical.

“We encourage you to remove any stagnant water, use mosquito nets where possible and use appropriate repellents.”

He added: “My ministry remains committed to ensuring that residents and visitors alike, continue to enjoy safe surroundings by minimising and eventually eliminating major threats posed by vector borne and other

illnesses.”

The efforts of public health professionals and the multiple agencies who collaborate with the Government continue to fog, remove derelict vehicles and waste appliances, place traps along courses that capture larvae and conduct clean up campaigns around the Islands.

Aldora Robinson, Director of Health Promotion and Advocacy Unit, said: “We can halt this big threat, but it requires the full cooperation of everyone alike to actively engage in a search and destroy mission of mosquito breeding sites whether big or small, inside our homes or around our homes, workplaces, schools, churches or playgrounds are destroyed. Let’s find them.”

This being the last stop of their all island town hall meetings, they assured the assembled crowd that, “We’ve left the best for last.”

While it is an open secret that I don’t do party politics and (as a former journalist) have an almost in-bread distrust of politicians, I will say, in fairness, that each minister took their time to make their individual presentations and didn’t shy away from the subsequent Q & A session.

Mind you, Salt Cay is an easy crowd. Still, the willingness of the elected officials to listen the resident’s concerns seemed genuine and as one Salt Cay native said to me after the meeting; “If only 50 percent of what they promised comes to fruition, that’s good.” Time will tell.

Key issues, in case you’re a reader not too familiar with Salt Cay, are the upgrade of the island’s runway and finding a way to revitalise the local economy, especially its tourism product.

I’ve always had a slight issue with the word “product” in conjunction with “tourism,” especially when it comes to smaller, unique communities such as Salt Cay. “Tourism Experience” would be my preferred term - and here’s why.

Salt Cay, as opposed to Providenciales or even Grand Turk with its million cruise ship tourists a year, can - in my humble opinion - only create a unique tourism experience if it focuses on its natural beauty, history and traditions.

There will never be a massive condo development on Salt Cay, nor should there be.

That being said, Salt Cay is ideally positioned to be the true antithesis to the hustle and bustle of Providenciales or even the pace of the nation’s capital.

Here one envisions charming, old world B&Bs and hotels, island style eateries, cultural/historical points of interest and “wellness tourism” - throw in some of the best diving imaginable, seasonal whale watching and one truly has a gem.

It is not my place to tell Islanders whether perfectly paved, black topped roads are a necessity on an island that boasts a dozen cars or whether it is wise, in the long term, to encourage thrill seeking cruise ship tourists to come over from Grand Turk on day trips, as was suggested by some.

When it comes the future planning and development of an island like Salt Cay, opinions (like in other communities) will be diverse - and that’s only to be expected.

What I will say is this: Salt Cay is the only island in the Turks and Caicos, with perhaps the exception of parts of North and Middle Caicos, where the visitor can truly make a trip into the past of not just the Turks and Caicos but indeed the West Indies.

Anyone familiar with Ernst Hemingway’s ‘Islands in the Stream’ and Patrick Leigh Fermor’s: ‘The Traveller’s Tree’ will know what I mean.

Both these works of literature superbly illustrate life in the West Indies during the 1930s and late 1940s.

Walk down Salts Cay’s Victoria Street on any given day and this ‘old world’ atmosphere comes alive.

That is the true magic of Salt Cay. Let’s preserve it for future generations and yes – let’s share it with the world!

Post Cabinet meeting statement GOVERNOR John Freeman chaired the 16th meeting of Cabinet on Wednesday, June 21, at the Hilly Ewing Building in Providenciales.

All ministers were present except the Deputy Premier and Minister of Home Affairs, Transportation and Communication.

At this meeting Cabinet: -Noted the financial performance of the TCI Government for the first month of the financial year as submitted in the Financial Report for the month of April 2017 by the Accountant General.

Cabinet further noted the Government’s strategy and proposals to mitigate against the risk of not meeting revenue targets including regular monitoring of departmental and statutory body spending and budget plans.

-Advised the Governor to approve the Hotel, Restaurant and Tourism (Taxation) (Designated Restaurant) Order 2017 and to approve commencement of the Order and of the Hotel, Restaurant and Tourism (Taxation) (Amendment) Ordinance 2017 with effect from 1 August 2017.

-Received an information paper on the state of preparedness in TCI for the 2017 hurricane season.

Cabinet agreed the need for ministers to raise significantly the level of hurricane readiness across all TCI Government departments, agencies and national disaster subcommittees as a matter of urgency.

-Received an up-date by the Minister of Health on the reconciliation exercise on the InterHealth Canada contract.

A full report on the reconciliation exercise will be

submitted to the next meeting of Cabinet.

-Received an up-date on the outcome of the public consultation on the proposed change of use of the Green Door on Grand Turk for temporary prison accommodation.

-Received an up-date by the Premier on funds held by the TCI statutory bodies which are to be remitted to central public funds.

-Received an up-date on the terms of reference for the accountancy audit of the NHIP. -Received an up-date by the Premier on progress on and plans for implementation of the capital projects programme.

-Received an up-date by the Minister of Environment on the disposal of the seized catch of marine product from the Capitan Blaze fishing vessel.

-At the request of His Excellency the Governor, received an up-date by the Minister of Environment on the salvage of the Mega-One Triton vessel on Governor’s Beach on Grand Turk including on measures to address His Excellency the Governor’s concerns about the immediate threat posed to public safety by the vessel in its present state.

-Received an up-date by the Premier on the Government’s proposed investment and refurbishment policies.

-Received an up-date by the Minister of Environment on the public consultation on a proposed shark sanctuary in the TCI and on his attendance at the recent Caribbean Tourism Organisation (CTO) ‘Caribbean Week’ meeting in New York.

Conagra brand Chef Boyardee spaghetti and meatballs recalled

Conagra brand spaghetti and meatballs recalled by US – Some of the product was exported to the TCI

BY DAISY HANDFIELD MORE than 700,000 pounds of Conagra brand spaghetti and meatballs have been recalled by the company due to misbranding and undeclared allergens.

The products contain milk, a known allergen, which was not declared on the product label.

The United States Department of Agriculture has learnt that some of the recalled product was exported to the Turks and Caicos Islands.

The TCI Government’s Agriculture Department has ensured that all remaining product is removed from the shelves.

Residents who have bought the product before learning about the recall, are urged to not consume it, but to return it.

Director of Agriculture Wilhelmina Kissoonsingh provided

a more detailed explanation on the recall earlier this week.

She said: “Now, an allergen is basically any type of product that people can be allergic to, which is why they label products, so people with severe allergies would know that the product is not safe to use.

“The company, on June 6, realised that the bread crumbs that they use to make their meatballs, had milk in it.

“So, as a safety precaution, they recalled that particular batch of product that was manufactured on January 5 and January 12, 2017.”

Import and export licences are provided by the Department of Agriculture so that matters such as these can be dealt with properly.

“The United States Department of Agriculture informed us that some of those products from that batch came

into TCI. “Again, that is why I stress the importance of import and export permits.

“That is why countries issue these things, so that we can trace and ensure that the consumers are always safe.”

After tracking the recalled products to local grocery stores, the department notified management of the establishments, who removed the items from their shelves.

“As usual, the supermarkets in the TCI are always cooperative with us anytime we have recalls.

“In fact, one supermarket contacted the US directly, got their stuff off of the supermarket shelves before we even contacted them. I am very happy about that,” she said.

Farmers display their locally grown crops

BY DAISY HANDFIELD THE DEPARTMENT of Agriculture hosted its first annual Agricultural Open Day in the Butterfield Square parking lot in Providenciales.

The event on Friday, June 23, was well attended and according to the feedback it helped farmers who needed publicity to push their products.

“Grow what you eat and eat what grow,” was the message that the department communicated to attendees.

North Caicos farmer Courtney Missick displayed an array of locally grown crops and explained he has had great support since he starting farming on a commercial scale.

However, he said, it is harder for

other farmers to promote their products without an established venue.

He said: “Well, I have been doing farming most of my life; since I was in high school and I left high school in 1990.

“But I really started doing it in 2005 on a commercial scale. This is a thing that I have been doing for years and I love it. I have a farm and a nursery together.

“If the Government would set up a proper market, be it just a few days of the week, where farmers could come out and bring their products, it will and can work.

“I know for sure… The response that I see here, it can work,” he said.

Minister of Health Edwin Astwood said that it was very encouraging to see how well attended the event was.

“I am very happy to see the turnout here. I am very happy to see the support that we are getting from the general public.

“I am especially happy to see the vendors who came over from Middle and North Caicos.

“Of course, like I said earlier, I would have wanted to see more participation from the other islands, especially Grand Turk, Salt Cay and South Caicos.

“That is something that we need to work on, reaching out to them also so they can be a part of this.

“The department gave me their word that they are reaching out to those farmers to get them to be a part, nonetheless, this is has been a successful event,” he said.

“The minister and I are going to sit down to see how we could make this bigger, what we can improve on

TCI Scotiabank to join mass regional HIV testing

BY DAISY HANDFIELD THE TURKS and Caicos Islands is one of 17 countries or territories across the Caribbean that is participating in Scotiabank’s 10th annual mass HIV testing.

On Friday (June 30) the bank will hold tests for the public at three locations from 9am to 4pm.

Participating branches are on Cherokee Road and Grace Bay in Providenciales and at Waterloo Plaza in Grand Turk.

A press conference was held on Friday, June 23, at Scotiabank’s main branch in Providenciales, to discuss the upcoming initiative.

Coordinator of the HIV Prevention Unit, Aldora Robinson, explained that it is a collaborative effort between the bank and the Ministry of Health, and by extension the Health Promotion Advocacy Unit.

She said: “What we would like to see is more persons coming out…

Turks and Caicos; we need to play our part.

“It is important that everyone knows their HIV status.

“It is important for a number of reasons; it is important so that you know if you are negative, or you are positive. If you are positive, there are steps that you can take.”

Robinson explained these steps, stating that they include medication, which may be a big change in lifestyle for many.

“No one is really dying from HIV and infection now because we are trying to end Aids, which is the opportunistic infection caused by the HIV virus.

“Now, if we are trying to end Aids by 2025, we need to test and test now.

“Why? Because if you are HIV positive and you take medication, you will not get to that stage where you will have Aids.

“Just how we have eliminated mother-to-child transmission of HIV and syphilis, we want to end Aids,” she said.

Branch manager of Scotiabank, Ira Taylor, explained the testing process, stating that it will only take about 20 minutes to complete.

been partnering [with Government], we tested over 700 persons locally, as well as over 13,000 persons in over 20 countries.

“The testing is free; it is quick and confidential. Professionals from the Ministry of Health and Human

Services will provide pre and post counselling.”

Major black hole discovery shines new light on how the universe formed

After adjusting for confounding variables including age, gender and socioeconomic status, the team found that a higher childhood IQ was associated with a lower risk of dying by the age of 79.

Higher childhood IQ linked to longer life, say researchers THE finding comes from the largest study yet to examine this association.

Researchers from Edinburgh University, Oxford University and University College London followed more than 65,000 individuals (33,536 men and 32,229 women) who completed The Scottish Mental Survey in 1947 at age 11 and who could be linked to cause of death data up until December 2015 (when they would be 79 years old).

After adjusting for confounding variables including age, gender and socioeconomic status, the team found that a higher childhood IQ was associated with a lower risk of dying

by the age of 79.

Every additional 15 IQ points was associated with a 28% lower risk of death due to respiratory disease, a 25% lower risk due to coronary heart disease and 24% lower risk due to stroke. The risk of death from injury, digestive disease and dementia was also lowered.

The risk of death from lung cancer and bowel cancer (smokingrelated cancers) was also reduced, by 19% and 25%, respectively, whereas no significant link was found between childhood IQ and death from cancers that are not smoking related.

RESEARCHERS at the University of New Mexico (UNM) have made an incredible discovery that could help us better understand not just black holes, but also the universe.

For the first time ever, astronomers have observed and measured two supermassive black holes orbiting one another. The black holes are hundreds of millions of light-years from us, but that just happens to be the perfect distance from the Earth for optimal observation.

The observation process was an undertaking 12 years in the making.

“For a long time, we’ve been looking into space to try and find a pair of these supermassive black holes orbiting as a result of two galaxies merging,” Professor Greg Taylor explained in a UNM news release.

“Even though we’ve theorized that this should be happening, nobody had ever seen it until now.”

The team used the Very Long Baseline Array (VLBA) to plot the black holes’ trajectories and confirm that they are indeed in orbit with one another. However, the size of the black holes makes their orbital period around 24,000 years, so even after viewing the binary system for over a decade, the scientists have yet to witness any curvature in their orbit.

teach us a great deal about our universe. “Supermassive black holes have a lot of influence on the stars around them and the growth and evolution of the galaxy,” Taylor explained. “So, understanding more about them and what happens when they merge with one another could be important for our understanding for the universe.”

Bob Zavala, an astronomer with the U.S. Naval Observatory, likens the potential of this discovery to what astronomers were able to learn

about stars from studying their binary orbits. “Now we’ll be able to use similar techniques to understand super-massive black holes and the galaxies they reside within,” he told UNM. The UNM team plans to observe the black holes again in three or four years to confirm their findings and get a more precise reading of the orbit. This discovery will undoubtedly provide a wealth of new knowledge for many years to come. (NBCnews)

Inmarsat’s European short-haul wi-fi spacecraft launches A NEW Europe-wide wi-fi service for aeroplanes came a step closer on Wednesday night with the launch of a key satellite from French Guiana.

Airline passengers will soon be able to connect to the internet either through this spacecraft or a complementary system of cell towers on the ground.

The company behind the socalled European Aviation Network is Inmarsat, the UK’s biggest satellite operator.

It is building the system in tandem with Deutsche Telekom of Germany.

The pair hope to start services at the back end of the year, with IAG Group (Aer Lingus, British Airways, Iberia and Vueling) being the first to equip their planes with the necessary equipment. Lufthansa will be trialling also.

This would include an antenna on the top of aircraft to connect upwards to space, and another terminal in the belly of the plane to link down to what initially will be 300 4G-LTE towers concentrated along Europe’s main short-haul routes.

The hybrid system would be a first for the continent.

The European Commission first awarded two licences for satellite communications operating in the S-band part of the radio spectrum

back in 2009; and expected services to be up and running by December of last year.

But both Inmarsat and the other licence holder made slow progress

in developing a business case that would make best use of the frequency allocation.

In the beginning, many commentators thought that case might involve mobile phones which could connect either to a satellite or a local cell network.

However, this was before inflight connectivity (IFC) became a boom market.

Wi-fi on planes has traditionally had a wretched reputation, but the technologies are changing and the user experience is fast improving.

“We conjured lots of business cases and then during that journey along came IFC and it’s a perfect fit,” said Rupert Pearce, the CEO of Inmarsat.

“The short-haul market is growing twice as fast as in North America in terms of planes and passenger journeys, and it’s set to become the largest short-haul aviation market in the world. Only briefly because I think China will over take it. China are going to build 50 airports in the next five years, so it’s very hard to compete with them; but absent that, the European opportunity is very exciting.”

Former Bahamian minister dies FORMER Bahamian Minister of National Security Dr Bernard Nottage has died at the age of 71.

Dr Nottage was airlifted to a hospital in Florida on Friday after falling ill last week.

Over the course of his political career, the former Bain and Grants Town MP served as a Cabinet minister in one Pindling and two Christie administrations.

Prime Minister Dr Hubert Minnis has released a statement paying tribute to Dr Nottage, calling him an “outstanding medical doctor and political leader”.

The statement reads: “I am deeply saddened to learn of the passing of my parliamentary and medical colleague and friend, Dr. Bernard J. Nottage, former Minister of National Security and former Member of Parliament. Dr. Nottage was an outstanding medical doctor and political leader.

“But he was first and foremost a Bahamian patriot and native son, who at his core, was deeply committed to the development of The Bahamas and the Caribbean.

“B.J. as he was affectionately known to us all, was born into a sporting family and so it was no surprise that he went on to become

“He served for a time as Chief Executive Officer and Leader of the Coalition for Democratic Reform (CDR), along with individuals such as the late Charles Maynard. The CDR was an incubator for many innovative policy and programmatic ideas which endure.

“Our compatriot, brother and friend, B.J has finished the race.

He has passed the baton on to a new generation of Bahamians. His commitment, caring and all around good nature will be missed.

“In due course, the Government will announce an appropriate tribute to this Bahamian patriot.

Bahamas: ‘20,000 people’ without indoor toilet facilities BEFORE the Minnis administration rolls out legislation to regulate its inner-city incentives plan - an initiative which was a part of its 2017 campaign - the government plans to carry out an intense study of Overthe-Hill areas taking into account very specific factors to improve the way of life for residents, Attorney General and Senator Carl Bethel said on Tuesday.

These factors, he said in the Senate, include whether homes are equipped with running water and inside toilets.

According to Labour Minister and Senator Dion Foulkes, there are more than 3,300 households without running water or indoor toilet facilities. He explained during his 2017-2018 budget communication in the Upper Chamber that this number affects close to 20,000 people, opening them up to indignity and health hazards because of the use of outdoor toilets.

During his wrap up of the debate, Mr Bethel said: “When we are able to do it, we want to have real businesses that are going to be in the Over-theHill area as defined right now, the traditional inner-city. They will set up, renovate or build buildings (and) people will want to move to the area.

“The Bahamian people will develop their own ancestral homes

and want to live there and want to live on wider streets with better street lighting, with better police protection, with better traffic flows, with a sewerage system.

“Right now, the government is on the verge of considering whether to do a full house-to house survey where we will map out with the help of the NGIS unit of the government dealing with all of the technologies.

We will have photographs. We will have satellite documentation of exact locations. We will go street by street, house by house, yard by yard, apartment by apartment.

“We will know the ownership structure, the occupational structure of every building whether it has running water (or) whether it has toilets. We are going to do this so that when we bring that incentive act in we will have empirical evidence and we will have a standard by which our effort can be judged but before we can do that we have to set the ship of state aright.”

He continued: “This year is our year of testing. This year we would have sought wherever possible to restrain public spending. We have sought to keep the budget as close as possible in terms of appropriated revenue account spending to its predecessor. Yes, we are some $250m or so above last year’s appropriated limit but we are working every day in all of our ministries to cut

back the excessive expenditure,” Mr Bethel said.

For his part, Mr Foulkes said he was pleased that the government was addressing the serious situation present in the inner-city.

“I fully endorse the prime minister’s initiative to revitalise and rejuvenate the Over-the-Hill communities. Most of the crime committed in our communities is rooted and is a result of the poor social and economic condition of our people especially the young.

“We will never have a significant reduction in crime unless we address the social and economic roots of crime.

“I compliment the prime minister and other colleagues who have shone their commitment to eradicate the social ills in our communities.

I assure them of my unequivocal support,” he said in the Senate.

While on the campaign trail ahead of its stunning victory over the then governing Progressive Liberal Party, the FNM proposed tax breaks including the duty-free importation of construction materials for residential and commercial properties; no business licence fees or real property taxes; no taxes on household furniture; no taxes on capital goods and business equipment “after proper vetting”; and lower import duties on business vehicles.

HIV-positive Jamaican who infected women in Canada extradited to face charge FOUR years after Canadian authorities demanded the extradition of Jamaican George Flowers, he has finally returned to Toronto.

On Thursday, law enforcers escorted the 48-year-old HIVinfected man to Canada where he is charged with 12 counts of sexual assault.

It is alleged that Flowers knowingly engaged in sexual intercourse with several women without disclosing his HIV status.

Four women have brought cases against him.

According to information released by the Office of the Director of Public Prosecutions (ODPP) in Jamaica, “three of the four complainants subsequently contracted HIV, and all the complainants swore in affidavits that they would not have had sexual intercourse with him had they known he was HIV positive.”

Toronto police told the Globe and Mail in an article published in October 2012, that Flowers worked in Toronto in the entertainment business and met women in bars and other venues.

It’s alleged he has known since 1996 that he carries the HIV virus, which causes AIDS, but did not

The article further pointed out that Canada’s Criminal Code specifies that anyone who is HIV positive must apprise their sexual partners, and charges can be laid regardless of whether the infection is transmitted.

Mr. Choudhury has served as the U.K.’s ambassador to Peru since 2013.

According to biographical details available online, Mr. Choudhury was born in East Pakistan in June 1959 (before it became Bangladesh). His nationality is

British and he has lived in Britain since he was a child.

He is married to Momina Choudhury and has three children, one from a previous marriage.

In the decade before taking the post as the Peruvian ambassador, Mr. Choudhury served as the foreign office director of “diplomatic excellence” from 2012 to 2013 and director of “international institutions” from 2008 to 2011.

Before that he was the British High Commissioner in Dhaka, Bangladesh from 2004 to 2008.

It was during that posting that Mr. Choudhury was targeted by Islamist militants in connection with a grenade attack in Sylhet, a city to the north-east of the country’s capital.

Sarkis: Halt the Baha Mar sale FORMER Baha Mar developer Sarkis Izmirlian called for a moratorium this week on the mega-resort’s sale to Chow Tai Fook Enterprises Ltd and a full investigation into the deal struck by the former government citing “unusual, one-sided” concessions and openly accusing the Christie administration of “self-dealing” and “state-sponsored discrimination”.

Days after members of the new administration said it saw no cause to renegotiate the terms of the sale, a statement from Mr Izmirlian’s BMD Holdings Ltd explained the demand for the sale process to be halted was motivated by a review of the recently released heads of terms between the Export Import Bank of China (CEXIM), China State Construction and the government.

The statement reiterates the former developer’s pledge that he is fully prepared to purchase the beleaguered resort, complete construction and operate it with a full Bahamian workforce and organisation.

It also notes that BMD is now considering legal options against the parties involved in the heads of terms.

It read: “In BMD’s view, these documents confirm the nation’s fears that the previous administration had engaged in the wholesale giveaway of hundreds of millions of dollars in tax waivers and concessions that the country could not afford and that rightfully should have been earmarked for the Bahamian people, solely to facilitate a charade of a sale in the lead up to the general election last May. “The agreement also clearly raises the concern about the

potential of corruption and selfdealing by members of the previous government, even beyond the now public self-dealing by the former attorney general,” the statement also alleged.

It is likely that the statement is referring to part of the agreement that stipulates Bahamians who owned and held shop leases and concessions in the Baha Mar project were permitted by CEXIM and the preferred purchaser to continue to hold them under the existing terms and conditions.

In 2015, former Attorney General Allyson Maynard-Gibson revealed that her husband Maxwell Gibson owns the retail jewellery store chain that had been granted storefront leases in Baha Mar. At the time, she rejected accusations that she had a conflict of interest due to her role as government

negotiator for the stalled resort.

The BMD statement continued: “The heads of terms also underscores the extremes to which the former government of the Bahamas and China EXIM Bank conspired to impair the economic interests and reputation of the original developer, Sarkis Izmirlian. Not content to stop at the confiscation of the resort, the heads of terms expressly prohibits any payments to companies associated with Mr Izmirlian, a long-time resident and the largest foreign investor in the history of the Bahamas, as well as payments to the former expatriate executives of Baha Mar. “This is state-sponsored discrimination, contrary to the laws and constitution of the Bahamas, and sets an awful precedent for foreign investment in the Bahamas.

Accordingly, BMD is considering

its legal options against the parties involved in constructing these highly questionable agreements.”

The BMD statement calls for a moratorium on the completion of the sale and other transactions resulting from the deal struck by the former government, and for the investigation undertaken by the Gaming Board to grant CTFE’s casino licence to be reopened, and its findings made public.

It also refers to the alleged “extensive, disturbing public record of potentially extensive criminal associations of Chow Tai Fook’s owners,” and suggested it was a factor that the previous administration “appears to have been intentionally and conveniently ignored.”

CTFE has repeatedly denied claims that its operations were linked to organised crime in Asia, an allegation that was also raised by then FNM candidate and former Baha Mar Director Dionisio D’Aguilar last year.

As minister of tourism, Mr D’Aguilar, along with Prime Minister Dr Hubert Minnis and Deputy Prime Minister Peter Turnquest, has rejected accusations by Progressive Liberal Party Chairman Bradley Roberts that his ties to Mr Izmirlian put him in a “conflict of interest” position regarding the resort.

Mr D’Aguilar did not respond to calls placed up to press time.

Attorney General Carl Bethel told The Tribune he did not want to comment on the matter.

The Christie administration released the heads of agreement— which detailed many concessions given to the property—with Baha

Mar and the government at the end of April.

The heads of terms relating to Baha Mar’s sale was tabled in the House of Assembly last week; however, Mr Bethel explained in the Senate that the government agreed to keep elements of its Baha Mar agreement with CEXIM sealed because of the commercially sensitive nature of the material.

“We are cognisant that there remain commercially sensitive documents which were sealed at the request of the private parties to the Baha Mar matter, and which remain sealed pursuant to the court’s order,” Mr Bethel said on Friday. “After careful review and discussion with the other parities, we are of the view that those documents should remain sealed for the time being, for the legal reasons which have been given by the judge. Those reasons were that the documents should remain sealed to preserve the integrity of the sales process, which remains a commercially live issue.”

The tabled heads of terms allowed for up to 1,200 work permits to be issued to China Construction America (CCA) and 30 work permits for all necessary staff of the asset special purpose vehicle (SPV) during the remobilisation and construction phase.

The project was also to benefit from exemptions of value added tax and import taxes of goods and services for completion.

Earlier this week, the former developer described the concessions outlined as egregious giveaways and an insult to the Bahamian people.

Bermuda under threat from EU – finance minister FINANCE Minister Bob Richards says Bermuda will fight to maintain its international standing as a business destination after it again came under attack by the European Union (EU).

Richards told reporters earlier this month that the Bermuda government received a questionnaire from the EU’s Code of Conduct Group which he said was intended to damage the island’s position in international business.

“The questionnaire is designed to lead to a predetermined conclusion that Bermuda is a tax haven that is harmful to the global economy, and the EU in particular, and therefore should be placed on an economic blacklist,” he said.

“This (is) despite the fact that the Organisation for Economic Cooperation and Development (OECD)

and the Financial Action Task Force to combat money laundering have concluded that Bermuda is not ‘harmful’ in its conduct or the application of its laws in the global economy.

“The first attempt by the Code of Conduct Group to blacklist Bermuda in 2015 was thoroughly repudiated by the OECD and was dropped, but this latest attempt has been more cleverly constructed and poses a much greater threat.

“We believe it constitutes a clear and present danger to our international business sector.”

Richards said the questionnaire was received by e-mail on June 9, and if the government fails to respond by July 7, the island – a British Overseas Territory -will be deemed non-compliant by the organisation.

Richards said he believed the questionnaire had been sent to multiple jurisdictions, not just Bermuda, and that the government would be willing to release the questionnaire — and government’s response publicly.

Richards defended the island’s reputation, saying Bermuda had spent a great deal of time and money to stay ahead of the curve for international taxation and information sharing, complaining that the island is being used as a political scapegoat.

“Bermuda does not hide beneficial ownership from tax, regulatory or law enforcement agencies.”

“Bermuda does not create structures designed to obscure where income is earned. Bermuda is not the jurisdiction of choice for hundreds of thousands of multinationals seeking to create shell corporations. Other jurisdictions are.

“Scapegoating Bermuda plays well in some European countries for political reasons. It also assumes that Bermuda is weak and defenceless.

“But we are not. We will fight.

We will fight this unjust attack on the livelihoods of thousands of Bermudians employed in the financial services business or those who depend indirectly on that sector for support. We will fight to preserve our sovereign right to determine tax policy for Bermudian companies.”

While he said that Brexit – Britain’s decision to leave the EU ,had reduced the UK’s influence on the EU, he said Bermuda still had “private sector partners and overseas-based friends” who will work with the island as it defends its reputation.

“Our first priority is to answer

the questionnaire clearly and logically,” he said. “If there are any biases in the questions, we will point them out and propose alternatives that demonstrate our role in co-operation, transparency and reporting.

“With the questionnaire submitted by the deadline date, we will follow with a campaign enlisting the support of our contacts within the EU and elsewhere that we have built up in recent years.

“I am confident we will prevail.

We have worked long and hard to establish our reputation as a jurisdiction with integrity and the highest standards of transparency and best practice.

Florida woman arrested for having sex with 11-year-old boy, giving birth to his baby A WOMAN in Florida faces multiple charges after having sex with and becoming impregnated by a young boy.

Detectives said Marissa Ashley Mowry started the sexual relationship in January 2014 when she was 22 and the boy was only 11 years old, WTSP reports.

Mowry became pregnant and gave birth to a child in October of that year, police said.

She continued to sleep with the boy until he turned 14 years old, according to authorities.

The now 25-year-old Port Richey resident was arrested Tuesday following a police investigation and charged with sexual battery, ABC Action News reports.

On Wednesday, 14 additional charges were filed against her, including three counts of sexual assault by an adult over 18 years old with a victim under 12 years old.

Police said Marissa Mowry started the sexual relationship in January 2014 when she was 22 and the boy was only 11 years old.

Vatican treasurer charged with sex offences THE Vatican treasurer and Australia’s most senior Catholic figure Cardinal George Pell has been charged with sex offences in Australia.

The charges relate to alleged “historical” incidents, police in the state of Victoria said.

The allegations were made by more than one person, said Police Deputy Commissioner Shane Patton.

Cardinal Pell, who is based in the Vatican, has vehemently denied the accusations.

As Vatican treasurer, Cardinal Pell is considered the third-ranking official in the Catholic Church.

“Cardinal Pell will return to Australia, as soon as possible, to clear his name following advice and approval by his doctors who will also advise on his travel arrangements,” the Church said in a statement on Thursday.

“He said he is looking forward to his day in court and will defend the charges vigorously.”

Cardinal Pell is not just Australia’s most senior cleric, he is one of the highest-ranking officials in the Catholic world.

For two decades, he has been a frontline figure in the Church’s debate over controversial issues such as homosexuality, Aids and stem cell research.

He has also handled the Church’s official response to allegations of sexual abuse within its Australian ranks during a series of inquiries.

When he gave evidence via video link to a Royal Commission into abuse last year, some abuse survivors flew all the way to Rome to watch.

Military action prepared as an option for US against North Korea US military options for North Korea have recently been updated and are ready to be presented to President Donald Trump if Pyongyang conducts an underground nuclear or ballistic missile test that indicates the regime has made a significant progress towards developing a weapon that could attack the US, two US military officials told CNN. National security adviser HR McMaster also confirmed publicly Wednesday that military options had been prepared.

“What we have to do is prepare all options because the President has made clear to us that he will not accept a nuclear power in North Korea and a threat that can target the United States and target the American population,” McMaster said during remarks at a Washington think tank.

A day ahead of the visit to Washington by South Korean President Moon, McMaster told a group of defense stakeholders that South Koreans were being “held hostage” by the North Korean regime.

“The threat is much more immediate now. We can’t repeat the same failed approach of the past,” McMaster said. “The President has directed us to not do that and to prepare a range of options, including a military option, which nobody wants to take.”

McMaster said Moon’s visit would include discussions on a new approach to North Korea.

“There’s recognition that there has to be more pressure on the regime. I think what you’ll see in coming days and weeks are efforts to do that,”

US lawmakers believe that Kim Jong Un’s regime is less than five years away from achieving its ambition of being able to deliver a nuclear weapon to the US.

Three NYC babies tragically suffocate while sleeping with family members within week FOR the third time in a week, a city baby died from suffocation while sleeping in bed with a family member, cops said.

Bronx Mom Crystal Alleyne, 36, woke up to find 3-month-old Jernard Moore unconscious inside her apartment on Metropolitan Ave. in Parkchester at 3:50 a.m. Wednesday.

Medics rushed the infant to Jacobi Medical Center, where he died.

Police believe Alleyne accidentally rolled on top of her son.

The newborn’s death comes a month into the city’s latest campaign to educate parents and caretakers about safe sleep practices for infants.

“My heart goes out to these families,” said Dr. Deborah Kaplan, the assistant commissioner for the Health Department’s Bureau of Maternal,

Infant and Reproductive Health.

Each year, there are 40 to 50 babies lost to sleep related injuries, city records show.

The top causes are babies who were placed into their cribs on their stomachs, sides or with toys or a blanket. Infants who co-sleep in their siblings’ or parents’ beds are also at risk of death.

There were 40 such fatalities in 2014 and 48 in 2015, the latest year data is available.

“We’ve found over the years that these rates have not gone down,” Kaplan said.

People in low-income neighborhoods in the Bronx and Brooklyn had much higher rates of sleep-related injury deaths, according to the data.

Two of the three deaths this week

occurred in the Bronx. The other happened in Queens.

In an effort to reduce the tragedies, the de Blasio administration has set aside $500,000 annually for a multifaceted education campaign.

The plan, in partnership with the city’s Administration for Children’s Services, includes a one-page “safe sleep” instructional flyer that will soon be mailed with every birth certificate.

“We are using every avenue,” said Lusta Phanord, the deputy director for the citywide safe sleep initiative.

The campaign will be featured in bus shelters, hair and nail salons, bodegas and laundromats in East and Central Harlem, throughout Brooklyn and the Bronx, as well as in parts of Queens and Staten Island.

ACS has also given out 902 cribs,

2,200 Pack N’ Plays, and 3,159 cribs that convert into toddler beds over the past fiscal year.

City health officials previously held focus groups with new parents and other family members to find out how to best educate them about sleeping hazards.

Parents explained that they wanted to know more about why some of the common practices were dangerous.

Taking that message to heart, the current campaign aims to educate parents.

“Stomachs seem more comfortable but it is fact more dangerous,” Kaplan said. “Their airways are pressed down on, even a little thing like a bumper or a stuffed animal, can suffocate them.”

Last Thursday, a 4-month-old Bronx boy died after he got tangled beneath the legs of an older sibling he was sleeping beside, police said.

The infant, Urijah Murray, was in the same bed as his two siblings, ages 5 and 8.

His mother discovered the tyke unconscious and pinned under the weight of the 8-year-old’s legs in their Morrisania apartment.

Relatives found little AnayahLynn Howard unconscious on her mom’s bed inside their apartment on 238th St. in Cambria Heights, Queens, at 6 a.m. last Saturday.

Cops believe the girl’s mother rolled on top of the infant while she slept, accidentally suffocating her.

Cosby may be going back to court WITH a possible retrial looming in the case of Andrea Constand, Bill Cosby has been given yet another date in court. A California judge has set a start date of July 30, 2018, for Cosby to be tried for allegedly sexually assaulting Judy Huth at the Playboy Mansion in 1974, when Huth was 15 years old. Though the statute of limitations on Huth’s case ran out long ago, she was able to file in 2014 because she was a minor at the time of the alleged assault.

The new trial would come long after a trial in the Constand case, which ended in a mistrial less than two weeks ago in Pennsylvania. Montgomery County District Attorney Kevin Steele said immediately that he would retry Cosby on all three counts of aggravated indecent assault against Constand, a former Temple University employee who alleges that Cosby assaulted her in his home in 2004. Cosby already gave a deposition in Huth’s case, which is now sealed, but Los Angeles Superior Court Judge Craig Kaplan said he would grant a second deposition from Cosby depending on

Big Bang Theory star’s house burns down THE Big Bang Theory’s Johnny Galecki has said he is “relieved no-one has been hurt” in a fire which burned down his house.

The actor’s large ranch was engulfed by a bush fire in San Luis Obispo, located between Los Angeles and San Francisco.

Galecki’s representative told Variety the actor was not at the property at the time of the 1,200acre fire.

The spokesman added Galecki had not yet seen the damage, but would visit the scene once the fire was contained.

The actor’s rural holiday home was one of several properties which were destroyed following the blaze, which began on Monday night.

The California Department of Forestry and Fire Protection said on Tuesday night the fire was 60% contained.

The “Clueless” star said she’s “confused” about the acclaim of “Wonder Woman” because “there have been many movies with female leads.”

U.K. withholds approval for Rupert Murdoch’s $15 billion Sky deal RUPERT Murdoch’s attempt to build out his media empire in Europe by buying pay-TV group Sky suffered a major setback on Thursday.

The British government ruled that Murdoch’s 21st Century Fox (FOX) should not be allowed to purchase Sky (SKYAY) without a further investigation.

U.K. culture secretary Karen Bradley said the transaction could give the Murdoch family too much influence over British media.

Bradley said the proposed company would have the third largest total reach of any news provider in the U.K., uniquely spanning

television, radio, newspapers and digital publications.

“The proposed transaction would give the Murdoch Family Trust material influence over news providers with a significant presence across all key platforms,” she told parliament.

U.K. media regulator Ofcom said there was a risk the deal could increase Murdoch’s influence over British politics and public opinion. He already controls three newspapers -- The Sun, The Times and The Sunday Times.

Fox and Sky have until July 14 to respond to Bradley. If not swayed by their response, she will refer the deal to the Competition and

US woman fatally shoots boyfriend in YouTube stunt A MINNESOTA woman has been charged over the fatal shooting of her boyfriend, in what authorities say was a social media stunt gone wrong.

Monalisa Perez, 19, was booked into county jail after shooting at Pedro Ruiz as he held a book to his chest, believing it would stop the bullet.

The couple’s three-year-old child and nearly 30 onlookers watched as she fired the fatal bullet into his chest.

Ruiz’s aunt said they did it to increase their social media following.

Claudia Ruiz told WDAY-TV that her nephew had told her he wanted to do the stunt “because we want more viewers, we want to get famous”.

“He had told me about that idea and I said, ‘Don’t do it. Don’t do it.

Sheeran ups fight against ticket touts with strict rules for 2018 gigs ED Sheeran is hoping to stop touts selling tickets to his 2018 tour with strict rules about entry to his gigs.

Ed and his team have previously said they are “vehemently opposed” to ticket re-sales.

So when fans turn up to see him perform one of his seven 2018 UK stadium gigs, they’ll need four forms of ID. The strict rules are meant to make sure no one is ripped off by inflated prices on secondary tickets sites.

“Ed and his team have a strict stance against anyone using secondary ticketing websites for profit,” says a statement from Ed’s record label, Atlantic Records.

There is only one place ticket holders can sell unwanted tickets and it’s not one where you can make money from a resale.

“On this tour, any tickets that are resold will not be valid unless they are bought and sold through Ed’s official resale partner, Twickets,

which allows fan to fan sales at face value plus booking fee only.

“This means no profit to touts and no one getting ripped off.

Their statement also tells fans that without four forms of ID, they may not get into shows.

“On all the stadium dates, you will be required to bring your tickets, booking confirmation and credit card, plus a valid form of ID or you will not be granted entry to the show.”

Ed Sheeran and his team have previously said they are “vehemently opposed” to ticket re-sales.

INVESTMENT SERVICES EXECUTIVE - AFTERCARE The Aftercare Executive is a key member of the Agency team with the responsibility of providing support and assistance to current domestic and foreign investors. The position is responsible for administering a relationship management programme with key investors and becoming a trusted advisor to company executives. As Account Manager, the role involves working closely with the CEO, SVP and Chairman to show support and encouragement to businesses with a propensity to expand or invest elsewhere on the islands. This position is vital to improving business retention and expansion and to encourage positive perceptions of the country through providing a strong ‘post-investment’ support programme.

The work includes developing and maintaining account plans for a group of selected businesses (key accounts); as Account Manager arranging proactive meetings for senior staff (Account Directors) with key accounts; as Account Director, taking the lead on relationship managing a further group of key accounts; monitoring operational businesses with Development Agreement commitments; monitoring trends in investor issues and preparing reports to Government; assisting any existing overseas investor, when requested, to address administrative hurdles related to their projects; and to take the lead in advocating for improvements to the business environment.

KEY DUTIES AND RESPONSIBILITIES:

1. To develop, on an annual basis, an aftercare plan and budget that will ensure that all existing clients can be properly supported.

2. To create a database of all foreign-owned businesses on the islands, including their commercial activities; 3. To be the first point of contact for general enquiries by existing investors on the islands; 4. To identify a list of key businesses (domestic and foreign) that are strategically important to the islands and have a propensity to invest further; 5. To maintain up to date Account Plans for the top 15 companies identified as being Tier 1 accounts and to arrange at least twice yearly meetings with their key executive for the Account Director of Invest TCI; 6. To maintain up to date Account Plans for 12 Tier 2 companies and to lead on aftercare services for these companies, including twice yearly visits; 7. To lead on arranging a twice-yearly meeting involving key accounts with the Premier/Minister of Finance to discuss matters of interest; 8. To collaborate with domestic and foreign investors to identify impediments to business development, conduct research on those various aspects of the business environment and make recommendations to the Board and Government on specific ways to enhance the business environment of the TCI; 9. To conduct an annual survey of investors and prepare a report for Government on the main findings of the investor contacts and identify what actions may be needed to assist investors in general and specific investors as appropriate.

10. To monitor progress for all Development Agreements, post business opening and alert Government Departments and the investors regarding key milestones in the Agreements; 11. Liaising with VP MSME over any issues affecting businesses in that programme;

12. Through CRM, to produce a quarterly report on all Aftercare contacts. Contents of report to be defined but should include activities and results of individual investor visits, surveys and advocacy work set against the initial objectives.

13. To assist the Marketing and Communications team to identify and target investors who would participate in Team TCI and assist in the various marketing efforts.

14. To undertake any other relevant activities or duties as deemed by the CEO.

PERSONAL SPECIFICATIONS

Education and qualifications: A Bachelor’s degree in finance, business, economics or related field. A Master’s degree will be an asset.

Experience and Knowledge: 1. A minimum of five years’ experience in project development, with knowledge of TCI laws dealing with investment projects.

2. Experience dealing with domestic and foreign investors in a commercial law environment.

3. Experience in marketing and sales and knowledge of networking and contact management.

4. Strong background in using various types of office related software and preparation of presentations and reports.

Reporting Officer: Director of Ports Salary Grade: 5 Supervises: N/A Date of Appointment: The Ports Authority of the Turks and Caicos Islands is seeking an outstanding professional for the role of Human Resources Manager posted in the Providenciales office.

GENERAL PURPOSE:

Under policy direction, the candidate will plan and implement comprehensive programs within The Turks and Caicos Islands Ports Authority Human Resources Department, including recruitment, classification, compensation, employee relations, labour relations, equal opportunity management, performance appraisals, benefits and other services. Also, provides professional assistance and guidance to management on human resource, employee relations matters, and performs related duties as assigned. The post holder will be located in our Providenciales office.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Plan and develop managers and staff through key performance indicators, monitored work plans and organizational processes to achieve The Ports Authority mission and strategic goals.

2. Implement strategic organizational change to increase productivity and employee satisfaction.

3. Provide leadership and work with managers to develop and retain highly competent, service-oriented staff through selection, compensation, training and day-to-day management practices.

4. Plan and evaluate the performance of assigned managers and staff, while demonstrating professional objectivity and neutrality.

5. Participate in the development and implementation of strategic and business plans, goals and objectives; lead and direct department staff in the development and application of new processes and technologies to achieve higher efficiency, productivity and customer service in department work processes.

6. Develop and implement comprehensive human resources management programs, policies, guidelines and procedures across all departments, consistent with Turks and Caicos Islands labour requirement and sound professional principles and practices; confer with and coordinate the implementation of programmes, policies and practices with other departments.

7. Participate in negotiating and administering employment contracts until agreement is executed; advise the department heads and other managers, supervisors on employee relations matters, including grievance and disciplinary procedures and actions.

8. Direct recruitment, testing and selection activities for salaried and wage positions; direct the development and maintenance of comprehensive classification and compensation plans; approve completed classification and job evaluation studies; direct administration of performance appraisal practices and programs; oversees administration of any scholarship programs; direct the

maintenance of a centralized personnel records.

9. Identifies legal requirements and government reporting regulations affecting human resources functions, policies and procedures to ensure organizational compliancy.

10. Direct the investigation and resolution of staff complaints; ensure clear transparency with complaints review to provide all parties with behavioral factors, for a resolute outcome.

11. Direct the development and delivery of training for managers and supervisors on Ports Authority policies and procedures, and all related areas concerning the Ports Authority Ordinance.

12. Monitor developments in areas of staff productivity and accountability, provide coaching and counseling if necessary.

13. Plan and conduct new employee orientation to foster a positive attitude and understanding towards the organizational goals.

MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIREMENTS:

Applicants must possess a Bachelor’s Degree in Human Resources Management, Business; and at least ten years of progressively responsible human resource management experience (at least seven of which were in a supervisory position) including labour management relations.

Experience in a public sector setting is preferred.

Salary: $64,572.00 per annum.

JAMAICA’S SENIOR NATIONAL TRIALS:

Otuonye registers another 7.8+ performance IFEANYI Otuonye registered another 7.8+ performance when he competed at Jamaica’s Senior National Trials last weekend at the National Stadium in Kingston.

The US based TCI athlete, jumped 7.82M into a negative wind for a fourth place finish at the meet.

This is the most consistent the 23-year-old (celebrated his birthday this week) has been this season. Earlier this month he equalled his national record of 7.88M. “The fact the I can equal my PB in one year with less meets than when I was in NCAA is a

good sign leading up to upcoming years.”

Otuonye opened with 7.60M, before fouling twice, which forced him to adjust his run-up.

Instead of 20 steps, he took 18 for the first time in a competition. He again fouled when he attempted his first jump in the final, while the second was no good so he walked back in the sand. In his third and final attempt, he leaped to 7.82M. The Kansas State University graduate student is still hopeful of jumping 8M this year.

Approximately 111 jumpers competed in the meet.

Global United won three straight games to take the title.

Smith ready to embrace new FA role LONG serving official of the Turks and Caicos Islands Football Association (TCIFA) Oliver Smith is ready to embrace his new position as General Secretary of the association.

Smith, who previously served as second vice-president of the FA, told the Weekly News that he was excited about his new role.

“Football is my passion and this is an appointment that I eagerly and readily embraced.

I thank the Executive Committee for the confidence they have shown in me

by appointing me to this position.”

The new general secretary spoke highly of the vision of the local FA. “The TCIFA is a growing entity and one being led by a passionate and enlightened President Sonia Bien-Aime and the Executive Committee.

I look forward to working towards implementing the visions and goals as set out by our President and Executive Committee as we all seek to grow and develop the sport of football in the Turks and Caicos Islands.”

Oliver Smith is now the General Secretary of the TCIFA.

A release from the FA indicated that the lawyer took up his new position on Monday.

“We are delighted to have Mr. Smith in this capacity [General Secretary] as he brings a wealth of

football experience (both on and off the field) to the role and his legal background provides an additional tool that can only be an asset to our Association.”

Jennings cops bronze at Jamaica’s Trials Colby Jennings won a bronze medal when he competed in the U18 400M race at Jamaica’s Senior National Trials last weekend at the National Stadium in Kingston.

The teenager, who won a bronze at this year’s CARIFTA Games in Curacao, clocked 48.27s, .01s slower than his time at CARIFTA. Jennings, who has had a successful season, had to pace

himself to finish on the podium.

“I paced myself on the backstretch. I realised how far they were getting ahead, so I just pulled it together.”

The Jamaica College student competed against two CARIFTA medal winners in the race on Saturday.
