OT`s to discuss relationship with the UK, health, economic and social issues at conference BY OLIVIA ROSE ECONOMIC, social, health and environmental issues, as well as the relationship between Overseas Territories (OT`s) and the United Kingdom, will be discussed at the upcoming Pre-Joint Ministerial conference to be held here in the Turks and Caicos islands. Plans are well underway to welcome the leaders from UK Overseas Territories (UKOT) and their delegations for a series of meetings on areas of mutual interest here in the Turks and Caicos Islands for the first time from 20-21st July at the Palms Turks and Caicos. The Pre -Joint Ministerial Conference (Pre-JMC) will be a precursor to the Joint Ministerial Council that will be held in London 31 October – 4th November 2016 and hosted by the Foreign Commonwealth Office (FCO). Ewing who will also chair several of the roundtable discussions said” “The Turks and Caicos Government is pleased to welcome the OT Leaders and delegations to our shores. “While the JMC is the highest political forum between the UK Government and elected leaders and

Former Premier Michael Misick appalled at alarming crime rate BY OLIVIA ROSE FORMER Premier Michael Misick said he is appalled at the level of crime and the spate of unsolved murders in the Turks and Caicos Islands. This comes as the lifeless body of Sorineida Moreno – Arias, a young woman from the Dominican Republic, was discovered disfigured in bushes in Providenciales after she was reported missing for days. Misick in a release to the media said the senseless killing of any human being should not be condoned and must be condemned in the strongest possible terms. “Last evening the discovery of the body of the latest victim catapulted our need for effective crime fighting to a new state of urgency. “While not being officially informed of the details of recent homicide investigations, the general feeling is that there is a morbid trend that indicates a possible serial offender or offenders who are preying on vulnerable young woman in this country, this is a matter that should concern us all.” The former Premier in his strongly worded statement said it is quite evident that the British-appointed Governors and Commissioners of Police are incapable of managing the crime situation in the Turks and Caicos Islands. He said: “They stand accused

of only paying lip service to crime and failing to provide the police force with adequate and necessary equipment and resources. “By their own admission, crime is rising and the detection rate in this country is extremely low. The Turks and Caicos Islands is now paying a very dear price for the gross incompetence of the Governor and the Commissioner.” Misick also called for the resignation of the Commissioner of Police James Smith. He said: “I therefore call on Commissioner of Police, James Smith, to resign and be replaced immediately by a Turks and Caicos Islander Commissioner, in whom the country can have confidence. The powers of control of the force must

be accountable to the people and answerable to the needs of the voters in the TCI.” Misick asserted that it is high time that the Police Force falls within the ambit and responsibility of the local government under a Minster of National Security. “In the meantime, I am calling on Premier Dr. Rufus Ewing and his government to urgently provide funds for the installation of closedcircuit television (CCTV) throughout the islands in order to protect our citizens, residents and tourists alike. “I further call on the government to host a crime symposium in order to engage the community so we all can devise and formulate solutions to the crime situation before it spirals completely out of control. “Now, more than ever, there must be collective effort between law enforcement and the public to combat this worrying crime wave which poses a real and serious threat to the tourism industry which is the country’s economic engine. “May God give you strength in your time of sorrow and may He provide us with the courage and will power to secure our country and make it safe and prosperous for all.” He expressed his deepest sympathies to all of the families who have lost love ones at the hands of gun violence and any other form of violence in recent weeks, months and years.

Independence decision ‘in hands of the people’ - Ewing BY OLIVIA ROSE THE decision to make the Turks and Caicos Islands a sovereign nation rests in the hands of the populace. This view was expressed by Premier Rufus Ewing at a press conference on Monday July 4, at the Opus Restaurant, where Ewing told reporters that in order for the TCI to become an independent country the people will have to first signal their intention to the Government. He said: “My view is that we should continue to seek for greater autonomy in the management of our affairs when that time come as is outlined in our manifesto, that will signal and trigger when its right, then the people are the ones who will tell us, they will signal to us when they think it’s right for us to go to independence, via referendum. “And you as Government have to be sure when you`re going to test the people; you have to be sure that you can win that test. So it’s nothing to take lightly; its nothing to just jump to. He noted that the road to Independence is never an easy one for any nation, but the people and the Government must be resilient and not fearful. “Yes we all require some education about independence, but we have to continue to speak about independence without getting nervous about it. We haven’t been able to do so in this country, because

the minute you begin to speak about independence there`s some fear mongers who make people believe that you`re going to go independent tomorrow, and that a government could push independence down your throat. “No government could make this country independent without you the people. No government has the power; it is with you, not me. I can say I want independence all I like, but it’s all up to the people.” In 2015, a new proposed constitutional provision stipulated that two-thirds of the voter population of the Turks and Caicos Islands can pass a referendum for independence.

The motion was presented by Premier Rufus Ewing during Wednesday’s (February 11) sitting of the House of Assembly. The members were discussing the report of the Constitutional Review Committee and making adjustments and additions to the chairman’s report of proposed changes to the 2011 Constitution. Ewing initially moved for the inclusion in the TCI constitution for an independent referendum to be made in accordance with the provisions within the Cayman Islands constitution. The Cayman Islands’ constitution provision states: “A law enacted by the legislature may make provision to hold a

referendum amongst persons registered as electors in accordance with section 90 of the constitution, on a matter or matters of national importance, when so resolved by the majority of elected members of the assembly…” The Premier suggested that similar language be incorporated in the TCI. However, Minister of Finance Washington Misick stated that the matter should not be left open in that manner. He said there should be language that speaks to the proportion of the vote. Premier noted that the UK government only recognises two pathways for the TCI, contrary to the provisions of the United Nations

(UN) Convention, which recognizes many different pathways - either to stay British, have a free association, go through integration or go independent. He said the British Government only recognizes two – either stay British or get a referendum and go independent within two years. “However, our constitution or any legislation, does not make provision for a referendum, so if we were to go and do a referendum – because they always say do a referendum, do a referendum – it is time the provision is made within the constitution for other pathways other than being British. So we need to put this in the constitution,” Ewing added. Conversely, Governor Peter Beckingham earlier this year, said: “If the people of an Overseas Territory wish to consider the possibility of independence, we will not stand in the way of a referendum.” Beckingham stressed that there are “some obvious benefits to the relationship with the UK” including education, access to Europe, support for government institutions and security. “But it would be for the people of TCI to make up their own minds about whether those benefits outweigh the advantages of becoming an independent country.” The Governor was guest of honour and speaker at the annual dinner of the Soroptimists Grand Turk branch on April 15.

Government seeks Caricom`s advice on Brexit BY OLIVIA ROSE TALKS on ‘Brexit’s’ impact on the Turks and Caicos Islands and other overseas territories is high on the Joint Ministerial Council`s (JMC) agenda when the council convenes here in the TCI later this month. Following the shock of Britain’s vote to leave the European Union, local politicians have expressed

mixed views on the possible adverse political, economical and social implications this new development might have on the Turks and Caicos Islands. On Thursday, June 23, the people of Britain voted for a British exit from the European Union in a historic referendum. While it is still early to determine the effects of the UK`s vote for a British exit from the

European Union on the overseas territories, such as the Turks and Caicos islands, there still remains some concern. To this end the Government of the Turks and Caicos Islands will be seeking Caricom`s advice on the way forward. Premier Rufus Ewing told reporters at a recent press briefing that the Secretary General of CARICOM has been invited, along

with other officials, to discuss effects of Brexit on overseas territories (OT`s). He said : We, the OT’s, need to have the discussion with CARICOM as to what is in it for us and how best CARICOM can represent us as overseas territories in this jurisdiction.” When asked about some ways the TCI will be affected by Brexit the Premier said : “Turks and Caicos is

affected in the manner that right now, as BOTC citizens, we have visa-free travel into the Schengen Region, as part of the EU block. “And we also have free access to those persons who are British citizens, with the British passport, through the European region. But those will be affected, or may be affected, depending on what is negotiated going forth in the future.”

Simple - the people will decide. Every politician has to say he is confident about his party’s victory; otherwise he would no be an effective politician. Which voter is going to vote for a politician who assures you that he is going to lose? A no-brainer.

A dreamer

Dr. Ewing is definitely a dreamer and is acutely disillusioned. Does he believe the voters are still living in the 90s. The sooner all our politicians realize that we now have a more educated and informed electorate and social media to help them make the right decision. Gone are the days when you give a man few dollars for his vote and you do not represent him or his

needs until the next election cycle. This time around they are going to be shocked to see that not even the party loyalist will vote along party lines.

Fresh resolve needed

The PNP has been in government since 2003 and many of the problems that the country is facing was created under their government, and by extension the interim administration, which was forced upon us because of the PNP mismanagement. How then can they expect the electorate to vote for them again and expect anything new. The present issues require a new pair of eyes and fresh resolve and it cannot be the same, PNP since it will be unable to provide this much needed guidance and hope for something different from the same old same old.

Opposition hell-bent on insuring his return

While I don’t know about the Premier’s perceived rights of expectation and certainly don’t agree with him, it appears that the Opposition Party in parliament is hell-bent on insuring his return to power. One only needs to look at the way in which the PDM party conducted their candidacy selection process in the last couple of weeks.In this day and age it is not only outdated, but also leaves room for mischief.

“Every right to expect” – really?

The currently-touted strength of the TCI economy is more despite Government than because of it! We have enjoyed four years of booming tourism, even though Government has failed to deal with roaming dog packs, escalating crime levels (combined with an admitted 75% unsolved rate), failing infrastructure, garbage littering the whole country, and vendor harassment of our visitors on the beaches, at the same time as the British have controlled the level of Government spending, so how could we NOT have an improved financial position? And the PNP seems poised to run again such failure candidates. Not sure that the PDM and/or PDA will field better candidates or stronger platforms, but the time must surely be right for them to get their acts together. I fear the coming election to be yet another example of choosing which kindergarten class will run the school!

We disagree

We disagree with Premier Ewing. While he and his dormant ministers lived the high life they raised taxes, business licenses, the gas tax, work permits and the costs for tourists. They would not allow the Opposition to pass any bills good for the country. Their health care costs are exorbitant. Ewing defends his health plan that sends millions to Canada every year while the Canadians send us to other counties for care but often too late.They forced the people to pay off their huge bills. Now they want to borrow more and put us in more debt so they can use

the borrowed funds to live a higher life style. We want a more thoughtful honest government which will be good for the country. Lower the taxes and increase development and employment.

Disconnected

Premier Rufus has demonstrated his disconnect from the people. His ministers have been disconnected from the people in their consistencies on all the islands. His party sold the Grand Turk port to the cruise line to gain millions which they spent on themselves. Now they are in court for ripping off the people’s treasury. Ewing is playing the same game by borrowing 108 million dollars after they failed to pay off the debts. If they truly have huge surpluses from the income coming from the resorts approved in the PDM years why do they need to borrow and keep the taxes and fees so high.

No difference

Please do not think it makes a difference. Elected politicians have no power here. The islands are run by the senior civil servants. They take all decisions, do all the work and ignore the cabinet and politicians. They are stooges.

‘Courageous Lioness’ Sabrina Green to run as Independent candidate – After PDM`s rejection BY OLIVIA ROSE SABRINA Green is now in the lineup of politicians contesting the upcoming general elections. Green is the latest candidate to announce she is contesting this year’s general elections as an atlarge candidate. Green, who has been a staunch supporter of the People`s Democratic Movement (PDM) for years, will not be running on the PDM`s ticket, after facing rejection by her party. Although the PDM is still tightlipped about her rejection, Green views it as a ‘redirection’ to better serve the people of the Turks and Caicos Islands. Speaking at her press conference at the Palms on Wednesday, which saw a full room of supporters, she expressed optimism at winning her seat.

Green, who dubs herself the ‘Courageous Lioness’, told the gathering that she is enthusiastic about making a positive change in the lives of the people. She said: “I`ve made it my life`s work of service, it has been demonstrated from my youth into my adult life. There are many people across the length and breadth of the Turks and Caicos Islands who can say what an asset, what empowerment and inspiration Sabrina has been to their lives. “I don`t think I should let this good work go to waste. There are many other ways I can bring about change to my country, but I think front-line politics is the area I will be most impactful. “I want to be about change; I want to inspire hope; I want people to have something to believe in; I want you to believe in positive

change. This is what I demonstrate and represent. I want you to know that voting for Sabrina Green as an independent candidate will mean the answer to all of your life`s questions.” Shedding light on some of the areas she intends to target once elected, Green noted that greatest lack facing the TCI is meaningful representation from elected leaders of the people. “I want to be that voice --I am that voice --I have been that voice, and I want to continue that charge. I want, with your support and backing, to stand with me every step of the way, as I do my part in advancing Turks and Caicos for Turks and Caicos islanders. “We stand to benefit from what our country has to offer. Yes, we are indeed beautiful by nature ,but what is all of this beauty and all of this wealth and development if there is no trickledown effect to the people of this country?.” Green`s has highlighted a list

of issues for her platform, which she intends to play a pivotal role in addressing. Advancing education, tourism, health, labour and youth are some will be her main focus. In the Education sector Green intends to increase budgetary allocations for scholarship funding for primary through higher-level education. She said: “The preparation of standardized curriculum throughout the nation is pertinent. Other areas such as GED programs, college preparation and special needs facilities should be implemented in the educational system. Increased innovation and exposure to today’s technological advancements should be embedded in the system.” Turning her attention to the Tourism industry she noted that Tourism is indeed the bread and butter of the nation and as such the industry should be prioritized. “Collaborate with key stakeholders to develop training

centers in areas such as hospitality and related services.” On Health she underscored the notion that “health is the nation’s true wealth.” She noted that efforts will be made to strengthen the logistics of the health system through service operations management, increased customer services and better options for a reliable and dependable healthcare system. Highlighting her plans for the labour sector, Green said her work will be centered on initiating career awareness workshops, job readiness training and mentored employment to facilitate the working population and decrease the unemployment rate. She underscored the value of youth and the contributions they make to the nation, noting that mentorship and guidance programs to cover areas such as anger management, self esteem, goal setting, budgeting and mental health will be rolled out for youths.

Government failing to address Bread and Butter issues – PDA BY OLIVIA ROSE LEADER of the Progressive Democratic Alliance (PDA), Oswald Skippings, has blasted the Government for failing to address bread and butter issues facing the country. Speaking at a press conference at the party`s headquarters on Thursday July 7, Skippings told reporters that the Government is nursing and nurturing hot-button issues, instead of dealing with them and representing the people. He said: “There are double standards; double standards in pay scales for similar jobs; double standards in allowances and other benefits, including housing and transportation; double standards in

choosing which islands they want to work on -- GT or Provo -- even if the expats have no office to work from in Provo, they are allowed to work from their homes.” The PDA leader added that: “TCI contractors are walking around or under the trees or sitting on walls drinking, or by kischo because they can’t find jobs but expat contractors are working, some even without work permits. This is what matters to these same deserted, abandoned people who are going to the polls.” Skippings lashed out at the Government for their “lack luster” approach to addressing the issues that affect people at the grassroots level, citing the high rate of unemployment among youths . “Our skilled people -- plumbers,

AC technicians, electricians, are jobless--but others from everywhere else beside the Turks and Caicos are working So help me God.” “Our laborers are unemployed, but look at the back of the pickup trucks, filled with workers from near and far. But almost none are Turks and Caicos islanders. Some are illegal, because they don’t even have a work permit. “These are the issues that the PDA will address; this is what is broken and what the PDA will fix with expediency. “High school graduates can’t get a simple job at a hotel, much less an office job. And another few hundred just joined the executive ranks of the Turks and Caicos kick -stone company. “And people are being brought in by

the day taking these jobs that our youths can do, taking bread out of their hungry mouths, robbing them of deserved opportunities in their own country and stripping them of their dignity.” Skippings also raised concerns about the ratio of expatriates’ to islanders registered on the National Insurance board (NIB). “We have 6,254 NIB registered TCI workers as opposed to 12,377 expats workers --doubling our number.” Making his case greater he underscored that the majority of people registered with the NIB have no cultural, political or patriotic ties to the country and putting a union in their hands is akin to putting the economic and industrial future in their hands.

“It is obvious that any unreasonable demands that may shut down the economy of this country would leave us here to suffer, while they are free to return home. “We need to understand the full implications of each step we take as a people and country and understand that idealism is not necessarily ideal in this diverse and complicated ever shifting global political and economic environment. “So we, the PDA, are asking you for your support in this upcoming election. Give us a chance to give you a chance. Give us a chance to take our country back.” The PDA has said that if elected to government, it will put Turks and Caicos islanders back in the driver’s seat of their own country.

TCI CARE programme officially up and running ON Tuesday (July 12), Premier Dr Rufus Ewing and Caribbean Public Health Agency (CARPHA) representative Dr Lisa Indar held the first stakeholder meeting to get the TCI Care programme up and running. Ewing and Indar met with the press on Wednesday at the Hilly Ewing building to discuss some of the areas looked at during Tuesday’s meeting and to map out the way forward for the Care programme. Public and private sector, immigration and customs officials, Office of the Premier, Department of Environment, the Hotel and Tourism Association, Taxi Drivers and persons from the various hotels all participated in the stakeholder meeting. The meeting was aimed at

sensitizing stakeholders as well as members of the public on the new initiative. “…We in the Turks and Caicos want to ensure that our tourism product is sustainable, is number one, is of high class and high quality, and the TCI Care programme seeks to ensure that tourists visiting our shores are safe, are provided with the maximum security possible to make sure they are free of injury and harm to make sure that they have an excellent experience and service possible as tourists visiting these islands….” This is what the programme’s main goal is, the Premier said, noting that this was conveyed at Tuesday’s meeting and all stakeholders are now on board with the programme as they look to make the next step to getting it operational.

He added that the Government is encouraging anyone who has not yet gotten on board with the Care programme to do so, as its goal to ensure the sustainability of the Island’s tourism product for the benefit of all concerned. PROGRAMME COMPONENTS One of the main components of CARE is an early monitoring warning system. This system will indicate to officials whether or not a hotel or resort has persons with various illnesses that are communicable and could result in an outbreak, and which would subsequently have adverse impact on both the hotel and tourism in general. The Premier said this will avoid any issues that the country has had in

The political highway of the PDA Our country is the most politically active when compared with others in the region. Whereas most other countries personalise their politics, our politics, deals with the serious issues of national development. These include education, economic development, meeting social needs, enhancing infrastructure, and immigration. These and others, are dealt with in a recent press briefing, by the leader of the Progressive Democratic Alliance, Oswald Skippings. As the TCI Weekly News reports, Skippings speaks not only of roads with respect to infrastructure, but links them to the social needs of people. He speaks of the road to prosperity, a safe country, a road that brings empowerment, and one which makes them proud, mapped out by a highway that will take them there. The PDA leader then turns to the issue of subjecting land to a raffle, saying not enough is being done to enable local ownership as a priority, and objects to the raffle exercise in order to obtain a piece of property. He implores listeners to give the PDA a chance to represent them as they deserve to, and put the country again in the prosperity bracket, where people feel, and benefit from the progress. political highway the PDA will travel, bringing along accomplishments in the areas noted. In my view, This shows a leadership which is focused, puts people first, is clear about what it wants to accomplish, and is in tune with the neglected aspirations of the people. We can understand Skippings’ view of land being subject to a raffle. This is not the way to run a country, since results are based on chance. It appears childish. A more legitimate process should be instituted involving the elected representatives of the people, following clear guidelines. If we seek to enrich our democracy, then elected members should be involved in governmental processes affecting the people. The safety of a country’s citizens is paramount. A normal life is impossible if it is threatened by acts which harm citizens.

Eventually the country’s economy and image are impacted negatively. Policies need to be put in place to deal with this issue. The road to public safety mentioned by the PDA leader shows sensitivity to this concern. And the political highway keeps efforts on track that produce positive outcomes. Our people definitely need to walk the road of empowerment. Empowerment brings a feeling of self-regard, particularly when citizens feel appreciated. They put out their best efforts, since what they do benefits them, and the country. The political highway of potential accomplishments and strategies noted by the PDA, corrects past miss-steps, and transforms the country’s future for its people.

Another component of CARE is the security of tourists. This directly relates to crime and preventative measures that could be put in place to ensure the security of guests before they become the victims of crimes, and caring for them should they encounter any unfortunate incidents. The Premier said that at Tuesday’s meeting several working groups were formed and lead persons were assigned to ensure the above mentioned objectives could be achieved. He added that the success of the programme not just rests with the government and the stakeholders, but with the entire population, calling on members of the public to come on

board and to ensure that visitors are left with a memorable and pleasant memory after any interaction with them. Dr Indar congratulated the Premier and the TCI for the inaugural launch of the CARE programme, which she said has since been replicated in other CARPHA member states. “CARPHA is really proud to be associated with the Turks and Caicos Government because its leading the way to really offering a more enhanced, better quality, environmentally safer tourism, so therefore it means it is a better tourism product you are offering in addition to the Sun, Sand and Sea,” Dr Indar pointed. Meanwhile, as it relates to the health aspect of CARE, this would require hotel guests and visitors to self-report themselves into a database if any symptom of illness appear. This database will be soon be set up by officials. The TCI Government is standing the entire costs of the getting CARE up and running, the Premier said, when questioned. Although he did not give a figure as to what CARE will be costing the people of the Islands.

16th annual Jadot Cup raised over $30k for charity BY DAISY HANDFIELD OVER $30k was raised for charity during the 16th annual Jadot late last month on the island of Providenciales. This initiative is a collaborative effort between the Wine Cellar and the Turks and Caicos Aids Awareness Foundation (TCAAF) to give back to the community. This year 22 teams participated in the annual golfing tournament on June 26 at the Providenciales golf course. Chairman and director for the event, Terry Drummey said that this year’s event was the most memorable thus far. He said: “Almost 90 golfers came out this year, many of whom take part year after year and we would like to thank all of them for their continuous support.” The dinner took place on June 24 at Stelle in the Gansevoort and included a menu filled with

delectable dishes and intriguing wines. Organizers said that the event was enjoyed by all and a portion of the proceeds was also donated to the TCAAF. A silent auction was held during the evening to raise further funds for the TCAAF. TCAAF Patron, Galmo Williams applauded the team at the Gansevoort for hosting the event. Missing Dominican woman found dead BY DAISY HANDFIELD THE LIFELESS body of another Dominican woman was found on Wednesday afternoon off of Crystal Bay Road, Providenciales. Sonrineida Moreno Arias, a 26-yearold Dominican woman, who was reported missing from Sunday, was found in the bushes naked, with burn marks to the private parts of her body. Officers of the Royal Turks and Caicos Islands Police Force (RTCIPF) told media houses that they are investigating the death of Moreno-Arias, who was a resident of Five Cays, Providenciales. The last time she was seen was around 4 am that morning leaving her residence on Robinson Street, Five Cays. According to reports, around or before 4am she was picked up by an

unknown driver. She reportedly left work at the Shadow Bar around 3 am Sunday morning and was dropped off at her home by a co-worker. Her body was found by a search team on Wednesday afternoon. PREMIER MAKES APPEAL On Wednesday the Premier of the Turks and Caicos Islands, Rufus Ewing, issued a statement assuring the public that all crimes, especially those involving the loss of life, would be treated with high priority. He said: “While foul play has yet to be confirmed, it is suspected and I expect to be updated by the Commissioner of Police as the investigation into this recent discovery continues. “In the meantime, I wish to assure you that this incident, like all

other crimes and especially those involving the loss of life, will be treated with the highest priority. “It is in this vein that I have already reached out to the Governor asking him to begin engaging with criminal investigation units abroad, whose strength we can call on to assist us in bringing the perpetrators to justice. And I will be following up with him and the Commissioner of Police to ensure that all resources are behind bringing to close the spate of murders and other serious crimes within our borders.” Mr. Ewing expressed condolences to the family of Moreno-Arias. And addressing the Dominican community he said: “Our thoughts and prayers are with you at this time and I want you to know that we will do our utmost in bringing those responsible to justice.

A COUPLE who visited the Turks and Caicos Islands (TCI) for the first time, described their vacation as ‘stressful’ and ‘painful’, after being robbed of nearly $40k in jewellery and cash while asleep in their hotel room. On Saturday at the Ocean Club East resort in Providenciales, at around 1:58 am, one of the victims contacted 911 and reported that two men entered their hotel room and stole over $5,000 in cash, two Rolex watches, along with an engagement ring and IDs. One victim, Shameka Watson, told the police that one of the culprits was being restrained by her boyfriend, Tyshawn Corbett. When officers arrived on the scene, the victims pointed to one of the culprits who was unsuccessful in getting away. On Wednesday police officials announced that the second man, Jamal Missick, turned himself in to police authorities after a nationwide ‘wanted’ poster was issued for his arrest. This reporter conducted a one-onone interview with Tyshawn Corbett and Shameka

Watson, who both expressed disappointed and fear after their ordeal spoke to this reporter. Corbett said: “My girlfriend and I were sleeping when I heard someone removing my chain [jewellery] off of the dresser. I woke up. I then saw two guys running out of our room. “I thought it was a dream, but I just reacted. I chased them outside and I caught one of them, and he had my chain in his hand. I just restrained him until the police came.” The victim explained that the accused fought back and that there was a struggle among the two of them.

Corbett added that his girlfriend celebrated her birthday on Monday and that he had plans to propose to her for her birthday, before the robbery happened. “We are just blessed to be here, because they could have killed us,” Corbett said. Watson described the situation as ‘unfair’ and said that she was thankful that it did not have a more severe outcome. She said: “It is not even the materialistic stuff, because we can get those things back. It is the fact that I haven’t been able to sleep since Saturday, and every time I hear a noise or a sound, I am jumping up. “I am paranoid. You close your eyes and you think there’s someone standing over you, watching you sleep. That’s an unsettling feeling. I will never be able to go to another resort anywhere in the world because of this experience. “This was supposed to have been an occasion of me to celebrate my birthday, and we weren’t even on the island for four hours before this happened. “The two accused have been arrested and are now in police custody.”

Where art is joy On 28 April of this year, I made a proposal to the minister of education, to commence an extensive art lecture and promotion programme at the the local schools. To her credit, the minister politely replied the same day and informed me that a formal proposal had to be submitted to the director of education; the next day a formal proposal was sent. A week later it was resent and another 2 weeks later a polite enquiry was made as to whether the proposal was received, to no avail. Not that I am complaining, I am just a bit surprised. Amongst others, the following activities were part of the proposal: “Regular art lectures by art professionals at all the primary and secondary schools of the TCI. Summer programmes for young people, in the fields of painting and sculpting, art history, promotion and marketing. Regular work shops with visiting Artists for young artists of the TCI. Exhibiting work by local artists locally. and internationally. Exchange programmes between UK/EU institutions and the TCI, by year two”. There is a German saying that goes, “he who asks lots of questions, gets a lot of answers”. How true. Years ago, during the 1990’s, I went around the country lecturing about art and the art business at the local schools. To be honest, I asked no one for permission. A call to the school’s principal and/or art teacher, a few days in advance, would do the trick. Of course my initial gut feeling was to do just that this time around, however as we are involving foreign art professionals and elevating things to a whole new, international level, I decided it was best to go via high level, official channels. To date, there still has been no reply from the education department. “Where one door closes (or in this case doesn’t open at all), another door opens”, goes another saying. Although the door that opened next, was the one to HM Prison on Grand Turk. It’s eduction officer had seen an article in the paper about the lecture programme and wasted no time in inviting me. Out of respect for the privacy of the inmates I met, I shall refrain from going into details about my experience “on the inside” but what I will say is, that the talent I saw first hand and the enthusiasm expressed by these artists, proved once again that artistic talent knows no boundaries - or in this case prison walls. I was very impressed. A subsequent thank you note “for that very informative lecture last Thursday; we are excited about the prospect of future lectures”, from the education officer, made me realise that sometimes volunteerism takes you on very rewarding, unexpected paths.

Man charged for harbouring illegal immigrants BY DAISY HANDFIELD A MAN was formally charged and cautioned on Monday by Immigration officials for two counts of assisting immigrants and one count of harbouring. The 41-year-old Blue Hills, Providenciales man is facing charges in connection with a report made last month about two missing Indian nationals, Harwinder Singh and Kulwinder Kumar from Chopra. The two men arrived in Providenciales on June 19

from Nassau, Bahamas, via interCaribbean Airways. They were to supposed to be intransit to the Dominican Republic the same date of arrival, but they escaped before reaching the check-in counter and fled the airport. At about 1 pm on July 1, during a joint operation by the Royal Turks and Caicos Islands Police (RTCIPF) and Immigration Task force, the duo were found at a home in Blue Hills. They were immediately arrested and taken to the detention centre for processing.

was all going to a worthy cause.” The event not only helps to raise awareness of the TCAAF but also assists with funds towards its flagship project - the Edward Gartland Youth Centre in Downtown, Providenciales. The funds raised by TCAAF assists the Centre with their various

extracurricular programmes and projects for the young people who are frequent the centre and for the operational costs of the centre. This initiative makes a difference in the lives of the youth in the Turks & Caicos Islands through the various programs, including volleyball, basketball, tennis, art and craft, computers and dance to name a few, is very rewarding.

Are we doing political recycling in TCI? Over the last few months there has been a constant cry for belongers, residents and visitors a like to keep our environment clean. One way to keep our surroundings untarnished by waste is to promote recycling. I do not know how much love recycling for the environment, but we sure love to do political recycling. What do I mean by political recycling? Has anyone checked the potential candidates list of the political parties recently? If you did, you would notice that every elected leader of the TCI whether Chief Minister or Premier is vying for a seat in the next House of Assembly. This has several implications; first of all, the fact that five of candidates have already served as chief minister and is still seeking to be elected as a MP is eyebrow raising. How often do you find politicians in the Caribbean after serving at the highest level in their profession, constantly trying to mount a comeback over and over again? Even Michael Jordan eventually stopped trying to make a comeback. Secondly, does the number of

Thirdly, if their reason for returning to frontline politics is because they have no confidence in the current political leaders, then one must ask who did the current leaders get the baton from? Leadership is not just a reflection of what you do while in office but it is reflected in leaders you developed or lack thereof. Another point to note is that many of the former leaders now running are citing their years of experience in politics as reason to elect them again, last I checked, the Generals with experience do not go on the battle field to fight, they stay in the

war room advise, strategize and promote diplomacy. In other words, there is more than one way to serve your country. Know when your season is over, accept it and help guide someone else into their season. As I have stated before, the life span of a generation is 40 years; and after one generation ends, another begins. We need to ask ourselves: “are we recycling politicians because we have not developed innovative, transformational leadership that will take this country to the next level?” Or is it a case of politicians not wanting to let go of power? If the answer to both of those questions is yes, then I need not tell this country what to do.

Who made Restitution? We all need to question the current political nonsense being preached to voters who might rationalize the damage the Progressive party has done to the territory because PNP claims they “fixed it”. When the Interim government took over in 2009 we were told the PNP party had saddled the territory with 300 million dollars in debt. Further, beginning 4/1/2010 PNP had obligated TCI to pay 40 million dollars each year for over 20 years, nearly 1 billion dollars, for the construction and maintenance of the hospitals and Interhealth Canada’s contracted secondary care. In three years the Interim Government paid down and renegotiated all but 170 million dollars of the debt without new taxes. Healthcare obligations

The 170 million loan paid off suppliers bills that were years old. It would be up to the 2012 elected government to pay off this 170 million loan by March 31, 2016, this year. Had PDM been elected in 2012 a case could have been made that British oversight had failed and

Britain must eat or compromise the remaining debt. That would not be the case after PNP was returned to power. PNP had to make restitution ! But did the PNP party make restitution ? The former PNP ministers went to trial obliging everyone to pay more millions for their defense. The current PNP layered tax after tax on the citizens raising direct and indirect costs on each and every resident, citizen and work permit

holder. Tourist tax rates rose. PNP frightened investors away. Despite heavy taxation and no spending 4 years later only 142 million dollars of the 170 was paid back leaving 28 millions plus interest in new direct TCI debt that must be paid in 3 years. The surpluses you have heard about did not exist because of debt. In 2015 we had the possibility to review Health Care, get out from under the contract and hire the doctors ourselves. No review, the contract remains with its terrible costs, clinical and financial. Meanwhile the PNP Ministers continue to collect fat salaries, drive 2 new fat vehicles each, have free phones and free fuel otherwise taxed at $ 1.50 per gallon. They do not have to submit receipts for what they spend on overseas trips. Roads flood, the causeway remains vulnerable, South Caicos airport must be replaced, Grand Turk

infrastructure crumbles. TCI Bank is gone with 23.5 million of the pension fund and the deposits of 4,000. Insurance firms are bankrupt because PNP FSC was asleep. We do not call this PNP restitution. It is God’s retribution on the residents for ever voting PNP ! Now we understand a new loan of 35 million has been added to the 28 plus interest loan and 100 million more has been requested and offered by Caribbean Development Bank. If PNP remains the territory will soon have a new 165 million dollars of debt with hundreds of millions remaining in contracted healthcare. Zero progress. Meanwhile as before PNP hurries to start long overdue projects as temporary election ploys without proper planning.

Planning halts Priton development BY OLIVIA ROSE The Department of Planning has halted the construction of new prefab homes by Priton Developmnet until the concerns by residents are addressed and resolved. Priton development has been at the center of controversy recently after homeowners bitterly complained to the media and the Government about shoddy construction by the developer. The issues bedevilling Priton housing development phase two,

came to light on Saturday, June 18, when homeowners complained of being ignored by the company. The Millennium Heights residents held a press conference to air their grievances and call out the company for the deplorable work they carried out in constructing what many homeowners were hoping to be their dream homes. Instead, what they ended up with was poor workmanship, popping and leaking tiles, sink holes on their properties, mildew, no drainage system on the

roadways, unfinished roads and none of the promised community facilities. The homeowners are now saddled with a 25-year mortage, unsellable houses, and a company that refuses to address their issues, or even give them a listening ear. To this end the Minister of Infrastructure, Amanda Missick, issued a statement to the media noting that the Planning department has informed Priton that no more occupancy certificates will be issued until outstanding matters are

The healthcare fix Dear editor, Since the introduction of the NHIP and Interhealth Canada Ltd. (ICL) systems in the TCI, healthcare provision has continued to be a hot button issue. I’ve written in the past about my personal healthcare experience with ICL; but now I turn to a simple fix for the system. First, let’s do away with nonsensible solutions like scratching the hospitals and NHIB altogether. I would hasten to bet that many people who have called for this solution haven’t read the thousand plus page hospital contract in its entirety and by extension - are not likely to know the cost of the early buyout provision. What is more, once we have the hospitals back - are we positioned to have them fully staffed by locals? This is highly unlikely at best. Frankly, for a starter, the truth is that the contract must be managed better and ICL held accountable to their Key Performance Indicators (KPI) so we can properly and analytically know if it can work for the people of the TCI in the longterm. During the first two and a half years of the contract operation under the Interim Administration, ICL had a pass because the Turks and Caicos Islands Government (TCIG) was so cash strapped they could not enforce the KPI’s properly as they were defaulting on their payment terms and obligations. The actual cost of the program for the next 19 years needs to be looked at in two areas: The cost of the buildings and the cost of clinical services. The former is fixed pretty much like any other mortgage term for a home owner. We all know that if you borrow money

from a bank or any other lending institution for a 25 year term, we are likely to pay at least twice as much as the principal borrowed over the payment term. So, to purport to expect anything different is disingenuous. If you want to argue about the cost of construction, that’s another story that doesn’t change our reality; however, we will get them back like they are practically new due to the maintenance provision in the contract. Now on to the cost of clinical services and the area where real savings can be achieved. With an increase in the contract management team with a greater focus on KPI’s, operational cost can be monitored and brought down before capitation take’s place. (Capitation is a fixed term for payment.) One of the reasons given for moving to a broad base NHIB system was that at its height the treatment abroad program cost approximately US$36 million for about 12,000 TC Islanders or US$3,000 per person per year - all paid by TCIG. This was in addition to treatment and staffing cost locally. The concept was to add more people to share the cost. However the result was that you would have 36,000 persons who have access to treatment both locally and overseas, thus still keeping the overall costs high for NHIB and TCIG. The simple fix is to reduce the NHIB contributions for not free from immigration control to 4% or 5% and reduce the services offered to that group to whatever treatment that can be offered locally. This will reduce the added strain on the system in relation to overseas referral costs by at least 50%. These savings can

be in turn invested in strengthening primary healthcare delivery and preventative programs. The rationale here is simple, if a “work permit holder” is here for three to four years and contributes during that period and gets severely ill, why should they have the same benefits as someone that has to pay NHIB for a life time? I will further demonstrate with an example: a work permit holder who earns US$3,000 a month would pay U$4,320 over four years at a 3% rate then leave the TCI; while a Turks and Caicos Islander earning the same US$3,000 salary a month would pay US$37,800 over a 35 year career. Do note here that the figures do not include the employer’s contribution. Fundamentally, what it boils down to is equity and fairness, in addition to my core belief that the responsibility of the Turks and Caicos Islands Government is first to its people than everyone else. You reduce the percentage the permit holder pays as they access fewer services than a Turks and Caicos Islander, which is more than fair. The spin offs are a vibrant overseas referral insurance opportunity for private insurers on island, plus employers can invest the savings from the decrease in NHIB contributions for work permit holders into their businesses. The amount in savings received by the reduction in persons who TCIG is responsible for in overseas treatment will far outweigh the reduction in what is collected by NHIB. Politics is not the only solution to our problems Dear Editor, I know this period in the TCI is commonly known as “Silly Season” as we all gear up and wait with much anticipation for General Elections. However, let us pause for a moment and take a deep breath. I was once told by a Bahamian History lecturer that everything can be political but politics is not everything. I believe these words are so relevant for what I perceive is a national struggle in this country where we believe politics will solve most of our problems. May be this mentality is tied to our history of trusting elected representatives to advocate for issues on our behalf or it is tied to our current lack of community leadership and activism that was once the staple of our societies prior to the formation of political parties and ministerial government. Whatever the case may be, we have to stop looking at politics and politicians to solve most of our social problems when they themselves are struggling to solve their own or simply not interested in what we deem important issues which need to be addressed. Instead, we need to be our brother’s keepers, and look out for each other the way we once did. We need persons who have responsibility for certain tasks to wake up and start doing it. We need communities to find their voices again and work together

as they did prior to political parties. Truth be told, I believe politics have divided our communities more than bring them together. Politics has its role in addressing several national issues which require new or amended legislations, aggressive agendas to promote economic growth and development. It can be used to drive a vision for national development and selfempowerment. Nevertheless there are several everyday issues that we can solve without politics. For instance; we do not need politics to: be a good citizen and support neighborhood watches, provide support to single parents, provide information in assistance with solving crimes, conduct charity work and promote volunteerism, become more environmental friendly, and respect the individual rights of others to live as happy and free as you do within the perimeters of the law. Remember that in politics, ‘Silly Season’ traditionally comes around once every four years. What we do as a people to support each other and build our communities in between ‘Silly Seasons’ will determine how far we go as a nation and how long it will take us to get there. Hospital clinic now opened till 9pm on weekdays THE PUBLIC can now have longer access to Government clinic at the TCI hospital because of a recent agreement between the Ministry of Health, Interhealth Canada and the National Health Insurance Plan. The agreement, which will allow the public additional time to visit the clinic, was announced on Monday, July 11. Formerly, clinic hours was from 8am to 4:30 pm Mondays to Fridays, but with the launch of the extended hours, the clinic will now run from 8:30am until 9pm during the week, and from 9 am to 1pm on Saturdays. While the official launch of the Government funded primary healthcare initiative (extended hours clinic) was officially announced this past week, it had been in place since June. Now with the success of the programme, the Government has put it fully into place. Director of Health Services, Dr Nadia Astwood outlined the services that will be available at the government clinic. “Clients will be seen by medical

officers and nursing staff, both on a walk-in basis, in addition to clients being referred from the emergency room, who are accessed as requiring non-emergency care; Services will include preventative and curative and promotive services for a range of conditions. “This is new extended hours clinic has several benefits in allowing persons to access care after they come home from work or school and alleviate the utilisation of the emergency room for normal medical routine complaints.” Dr Astwood added that this will assist in relieving some of the congestion being experienced by the emergency department while at the same time reducing waiting time for patients who are really in need of emergency care. Bringing remarks at the occasion was Premier Rufus Ewing, who noted that a significant step-forward in primary care was boosted in the TCI, which for many years his government had promised. “For many years the major

The Clement Howell High School family mourns the loss of a stalwart, Mrs Louise Thomas, who has made her mark in the school and the country. Mrs Thomas will be remembered for her tremendous contribution to the development of the school in her years as its Principal and then continuing as Education Officer. We mourn the loss of this great educator, educational administrator and teacher. In whatever role we knew her or from whatever vantage point, she stood apart as an extraordinary leader. In her role as an Education Officer, Mrs Thomas was committed and passionate about improving schools and school system putting strategies in place to facilitate meaningful educational reform. As Principal she endeared herself to enable her school to become a better place for students to learn and for teachers to work. Staff members under direction and tutelage remember her with her tenacious spirit as a leader who remained focused towards transforming the landscape of the school to excellent performance. Mrs Thomas will be missed by many, but will never be forgotten by those who were fortunate enough to have known her and worked with her. emphasis was on delivery of secondary and tertiary services, but we are now refocusing our efforts on primary healthcare and preventative services. This is indeed a significant investment in the health and wellbeing in our people and our nation. He noted that an investment could be little in monetary terms, but the return at the end of the day could be quite significant. Dr Ewing also outlined the objective they hope to accomplish with the extended hours clinic. “The objective is to create an avenue for better access to primary health care services. That access will come in the form of reducing the barriers that limit persons to getting healthcare.” One of those barriers that existed,

the Premier said, was that persons going home from work after 5pm would find themselves in a congested emergency room, as there was nowhere else to go, since both government and private clinics closed early. He said that with the extended clinic hours they have achieved the objective of reducing the cost to individuals and the government. The clinic can also be accessed by individuals not covered under the National Health Insurance Plan. “Even though we encourage individuals to get enrolled and registered with the national health insurance plan, and through the recent amendment to the national health insurance plan regulations that will come into force in a few weeks… but even if you don’t have coverage, the clinic is here for you.”

Dr Ewing said that nonregistration with NHIP is not a barrier to any member of the public visiting the clinic. He further explained that once the program runs efficiently it would be extended to government clinics around the Islands. He said they would also be implementing additional programs focused on chronic disease management and preventative care, with specific focus on the non-communicable diseases such as diabetes, hypertension, cancer screening, cancer care, and prevention strategies so that the population could be healthier. He also said private clinics were invited to be a part of the scheme, in order to provide the public with a range of skills and expertise on a rotation basis.

She said: “Approximately 65% of roads have been completed, some street lights have been installed, however the park is not yet developed and the drainage system is not yet completed. “It was found that one of the parcels had a natural hole and the Department of Planning investigated the problem and the initial investigation revealed that the building itself is not affected. Priton was instructed to conduct further structural assessment.”

According to reliable sources Priton hired Civil and Structural Engineering Limited (CSE) and a foreign engineering firm to investigate the problem. Both companies reported that the natural hole had no impact on the building and recommended to fill back the hole with stones and quarry. The Minister noted that recently it had come to the Department’s attention that some houses had problems with storm water leaks, which caused damages to the tiles and walls. Missick said the Development Control Engineer is in the process of conducting urgent investigation, and if it is determined that the responsibility for repairs rests with Priton, the Company will be contacted and asked to resolve the problems.

This philodendron prefers moist but well-drained soil and some humidity. As a vining plant, it should be grown on a stake or trellis. This hybrid tropical herbaceous

vine originated in Australia through breeding of South American native plants. Although a vine, ‘Pink Princess’ grows slowly, looking more like a clumping mass of leaves rather than a lush, aggressive tropical vine. Each leaf is a plump pointed arrowhead that grows from the tip of the vine. New leaves emerge hot pink to burgundy in color. As leaves mature and enlarge, they become rosy pink and reveal random streaks and specks of ivory and gray-green. Some leaves take on a purplish black

NFL players hold camp the TCI BY DAISY HANDFIELD THE TURKS And Caicos Islands American Football Academy (TCIAFA) welcomed a number of former and current National Football League (NFL) players from the United States on Tuesday. These players will be helping out with the annual TCIAFA summer camp. This reporter spoke to the players upon their arrival at the Providenciales International Airport on Tuesday. Retired wide receiver in the NFL, Randy Moss said that his goal is to push American football in the islands, and that he was working on teaching the players the fundamentals of the sport. He said: “I think this is like my

eighth or ninth time here, I met a lot of wonderful people, so anytime I can come here and spend time with the people, and it is a blessing.” Defensive tackle for the Houston Texans, Vince Wilfork, also said it was his first time in the Turks and Caicos Islands and that he was very delighted to be visiting these islands. “I have been hearing nothing but wonderful things about it, so I am looking forward to having a lot of fun with great people.“ That is what it is all about; something that we look forward to,” Wilfork said. Former running back for the NFL, Matt Lawrence, explained that he has visited the TCI on a number of occasions and that he enjoyed working with the children. “Everything that has to do with

Want to be a Dentist? We are, once again, at the time of year when the ‘Turks and Caicos Clinical Exploration Program’ commences, enabling young students to understand more about different areas of the medical field. Mark Osmond Dental Clinic are proud to be hosting some students here on Provo. This is a great initiative facilitates aspiring medical students in TCI to visit various different medical establishments and experience the day-to-day running of the organization. At my clinic the students are able to watch the full range of dental treatments plus see ‘behind the scenes’ at the equipment we use and the strict protocols we follow in order to maintain a hygienic environment and instruments. Therefore I thought I’d use this week’s column to look at the process of how one becomes a dentist and the types of things a dental school may be seeking in the recruitment process. I will mainly refer to the process in UK as this was where I qualified and where I recruited new dentists to my dental practices. However, broadly speaking the same would apply to other countries such as US or Canada. Not surprisingly science subjects at ‘AS’ and ‘A’ level are an entry requirement to all dental schools. All courses will ask for chemistry or

biology (usually both) and it is also common to also have a third science, either physics or maths. Most UK universities are looking for straight As at ‘A’ level. As competition to get a place is pretty fierce, many UK University Medical and Dental Schools also require the student to pass The UK Clinical Aptitude Test (UKCAT) which helps universities to make more informed choices from amongst the many highly-qualified applicants who are applying. Additional to this the universities favour students who done some work experience in a caring/health environment and/or observation in a dental clinical setting. (Just like our Clinical Exploration students are doing!) Once at dental school you study for a minimum of 5 years. A typical UK course has three main components. The first consists of subjects common to medicine and dentistry, progressing from biomedical sciences, through behavioural sciences, epidemiology, pathology and microbiology to human disease. The second includes oral and dental aspects of the biological sciences leading to an understanding of the diagnosis, prevention and treatment of oral and dental diseases and disorders and the effects of systemic disease on

US cuts off funding for Haiti elections ADD one more headache for officials planning Haiti’s presidential elections. The United States says it’s not putting one more cent into funding the electoral rounds planned for later this year and early next year. But US State Department spokesman John Kirby is insisting that it doesn’t mean the US is no longer supporting Haiti. “Suspension of US electoral financial assistance does not signal a reduction in US support for the people or development of Haiti; rather, we believe it allows us to maintain assistance in other priority areas such as health, economic growth, and infrastructure. This decision enables the United States to retain vital humanitarian and development programs that help ordinary Haitians improve their lives,” he said at a press briefing this week. The US provided US$330 million in assistance for the 2015 electoral cycle. But Kirby says the government had notified officials in Haiti at the beginning of the month that it has suspended its assistance toward completion of the presidential electoral process. He said it was a decision the government had been considering “for quite some time”. Last month, Haiti’s Provisional Electoral Council (CEP) has accepted a recommendation from an independent commission to start presidential elections from scratch,

BCCC sees bright future for Caribbean tourism despite ‘Brexit’ THE British Caribbean Chamber of Commerce (BCCC) has asserted that Caribbean tourism will continue to have a bright future, despite the ‘Brexit’ vote. The chamber made the assertion earlier this week in a statement welcoming the announcement of new UK PM, the honourable Theresa May. The BCC has observed that Mrs. May has made an unequivocal statement, for the avoidance of doubt, that her policy is that “BREXIT means BREXIT”. “She has indicated that she will negotiate a fair arrangement for both the United Kingdom and the European Union, recognising the outcome of the Referendum in Britain last month,” the BCCC statement noted. It said the UK now has stable leadership with a strong message and a clear mandate for a properly negotiated and well-ordered exit from the political structures of the European Union. The Chamber stated that as well as challenges, new opportunities lie

Moody’s now challenges Bahamian government over debt ratios MOODY’S is now questioning another key fiscal projection by Prime Minister Perry Christie’s government, warning that the Bahamas’ uncertain outlook makes it hard to forecast how high - and when - the debt-to-GDP ratio will peak. The rating agency, which is threatening to potentially downgrade the Bahamas’ sovereign creditworthiness to ‘junk’ status by end-August, also joined calls for the Government to “rein in” its spending. Providing more detail on the areas it will assess to determine if another Bahamas downgrade is warranted, the New York-based credit rating agency also plans to examine whether further revenue measures are needed to boost fiscal consolidation. Moody’s latest issues and concerns were detailed in a July 5, 2016, missive released to the international capital markets some four days after announcing it was placing the Bahamas’ sovereign rating under a two-month review. The ‘credit opinion’ indicates it has clearly taken note of the major revision to the Government’s 20142015 fiscal year performance, where initial estimates of a $198 million deficit ended up a year later at $381 million. This was a near $200 million ‘difference’ that placed the 20142015 deficit some $95 million above the $286 million ‘target’ for the year, a development that threatens to undermine trust and confidence in the Government’s numbers. The implications have not escaped Moody’s, which said: “On the fiscal front, during the presentation of the 2016-2017 Budget, the fiscal deficit for 2014-2015 was revised to 4.4 per cent of GDP from a previous estimate of 2.3 per cent. “This was due to a revision of expenditures, which were increased by 1.6 per cent of GDP, while revenues were 0.5 per cent of GDP lower than previously estimated. Authorities estimate that the fiscal deficit in 2015-2016 came at 1.7 per cent of GDP.”

The latter projection has yet to be confirmed or tested, and Moody’s queried another of the Christie administration’s fiscal assumptions - namely whether the Government’s direct debt-to-GDP ratio “peaked” during the recently-closed 20152016 fiscal year. The rating agency explained that the increasingly uncertain GDP growth and economic outlook made it virtually impossible to determine when the Bahamas’ debt-to-GDP ratio will peak, and at what level. “In terms of debt dynamics, the Government’s debt-to-GDP ratio reached 64.4 per cent in 2014-2015, up from 60.2 per cent in 2013-2014, and we estimate it rose to 65.2 per cent in 2015-2016,” Moody’s said on July 5. “While the rate of increase in the debt ratio is slowing, and despite the authorities’ continued fiscal consolidation efforts, it is difficult to assess at what level - and when - this ratio will peak, given the uncertainty on the economic outlook. “Consequently, during the review, Moody’s will examine the macroeconomic and fiscal conditions that would support the stabilisation of the Government’s debt metrics.” Moody’s analysis contrasts sharply with the Prime Minister’s optimism during the 2016-2017 Budget communication, when he forecast that the Government’s direct debt-to-GDP ratio had already peaked. “The ongoing rise of the Government debt burden will be arrested and the ratio of debt to GDP will decline to 64.1 per cent in 20162017, down from the peak of 64.6 per cent in 2015/16. It will fall steadily, thereafter, to stand in the area of 59 per cent in 2018-2019,” Mr Christie forecast. However, Moody’s latest data predicts that the Government’s direct debt-to-GDP ratio (excluding contingent liabilities such as loan guarantees) will actually increase over the same period, rising from 65.2 per cent in 2015-2016 to 65.8 per cent in the current fiscal year.”

US hits back with Bahamas travel advisory THE United States Embassy released a security message on Tuesday urging its citizens and US visitors in Nassau and Paradise Island to exercise heightened personal security awareness, pointing out that armed robberies and violent crime remain primary criminal threats. The security message is the second advisory issued by the local mission this year and notes that the embassy has received reports of a significant increase in armed robberies throughout New Providence over the past six months. It comes days after the Bahamas government issued its own travel advisory warning Bahamians, particularly young men, to be compliant and exercise extreme caution when interacting with American police due to escalating tensions over recent fatal police shootings in the US. Embassy spokesperson David Allen insisted that there was no link to the July 8 advisory sent out by the Ministry of Foreign Affairs. Mr Allen explained that the embassy recently put its staff and their families on alert due to increasing reports of armed robberies, and as such was legally required to issue a similar message to its citizens. “The protection of US citizens is US Embassy Nassau’s top priority,” he said. “In carrying out this responsibility, we periodically send messages to ensure that US citizens are aware of ongoing issues and trends that may

surroundings at all times and employ practical personal security awareness when in public and at home to avoid being a victim of crime. “Over the course of the past six months,” it continued, “the US Embassy has received reports of a significant increase in armed robberies throughout New Providence, specifically targeting patrons of ATM machines, parking venues at various retail locations, and armed carjackings.” Five police officers were killed and seven wounded last Thursday during a protest in Dallas, Texas, over the fatal shootings of two black men by police, Alton Sterling in Louisiana, and Philando Castile in Minnesota. Two other countries, Bahrain and the United Arab Emirates, have also warned their citizens travelling to the US to be careful in view of the incidents last week, according to international reports. The US Embassy’s security message is the second warning of its kind this year. The first was sent out in January after an American woman was allegedly raped by a man riding a jet ski at Cabbage Beach. Days after that incident, the local mission warned American citizens and visitors to “be aware of their surroundings and remain on heightened alert to avoid being victims of crime” and to not patronise jet ski operators in this country. It further noted that US Embassy personnel were “prohibited” from

using jet ski rentals in Nassau, saying the industry is “minimally regulated”. Tuesday’s advisory urged US citizens to avoid using ATM machines in isolated areas or when alone, and to keep car doors locked and windows rolled up when driving. Other tips included how to act in a violent or threatening situation, if followed or confronted by armed criminals. “Do not display or wear expensive jewellery that may make you a target for criminals,” the advisory read. “Avoid wearing gold necklaces, bracelets, expensive watches, or other flashy jewellery.” It continued: “In traffic or in a stopped line of cars, leave at least a half a car length between your vehicle and the car in front of you to provide an escape path. This also prevents a chain reaction accident in the event that you get hit from behind and pushed into the car in front of you.” Last month, Minister of National Security Dr Bernard Nottage said that overall crime in the Bahamas had dropped by 29 per cent from January 1 to June 14 compared to the same period in 2015. In 2015, the US Embassy issued just one security message to its citizens living and travelling to the Bahamas appealing for heightened security awareness during the holiday season. Cayman Islands premier hopes for stability with new British PM Cayman Islands Premier Alden McLaughlin has said the quick leadership change in the UK will bring a “semblance of certainty and stability” for the British overseas territories (BOTs) as well as Britain and help “move along the process” of Britain leaving the European Union. In the wake of Monday’s announcement that Theresa May will be the new leader of the Conservative Party and by default the British prime minister, Cayman’s leader was hopeful that the news would help address the on-going uncertainty. But most pundits believe there is a very rocky road ahead for Britain and Europe, both politically and economically, which will have global implications.

Although May has broad support within the Tory party in parliament and across the membership, there is very likely to be mounting pressure in the coming weeks for her to call an election in the UK to secure her position nationally. However, the leadership issues in the Labour Party in the wake of Brexit, which are likely to lead to a bitter fight, may distract the opposition from mounting a serious campaign to pressure government into an early election. Even if there is no general election, the coming months will be far from certain or stable in Britain, as May begins talks with the leaders of the European Union nation states to extricate Britain from its 43-year trade, economic, social and political

In phone conversations with the leaders of Germany, France and Ireland, who called to wish her well as Britain’s second-ever woman prime minister, May underlined her commitment to a British exit, or Brexit. “On all the phone calls, the prime minister emphasised her commitment to delivering the will of the British people to leave the European Union,” a spokeswoman for May said, according to a Reuters news agency report. “The prime minister explained that we would need some time to prepare for these negotiations and spoke of her hope that these could be conducted in a constructive and positive spirit,” the spokeswoman said. NEW PM Theresa May is undertaking a swift and sweeping reconstruction of her cabinet, removing four senior ministers, including Michael Gove the justice secretary and Nicky Morgan, the education secretary, and promoting ministers including Justine Greening and Liz Truss. The departure of Gove was among May’s first moves on Thursday, after she made six key appointments the evening before. Among the other casualties were John Whittingdale, the culture secretary, and Oliver Letwin the Cabinet Office minister. However, following numerous reports that Jeremy Hunt was going to lose his job as health secretary, Downing Street said he would remain in the role. Theresa Villiers, the Northern Ireland secretary, left after refusing a move. She said on her Facebook page: “The new prime minister was kind enough to offer me a role but it was not one which I felt I could take on.” Villiers did not say what role she turned down. In the first new appointment of the morning Truss, previously environment secretary, emerged from No 10 Downing Street to announce she had been appointed justice secretary and lord chancellor. She is the first woman in either role. Greening has been promoted to education secretary and minister for women and equalities, moving from international development. She is the first education secretary to have attended comprehensive school and will run a beefed up department, taking in higher and further education from the department for business, innovation and skills. Other changes to Whitehall departments were rumoured, but nothing had been confirmed The transport secretary, Patrick McLoughlin, had been moved to become chancellor of the Duchy of Lancaster and Conservative party chairman, No 10 said. The former, non-portfolio job does not usually

come with full cabinet status, though incumbents often attend. Gavin Williamson, a Staffordshire MP who spent nearly three years as David Cameron’s parliamentary private secretary, was promoted to become chief whip, Downing Street said. The first Downing Street statement said four cabinet ministers had left the government. It added: “Their replacements will be announced in due course.” Gove, who fell out badly with May over religious extremism when she was home secretary and he was education secretary, was dismissed on Thursday morning, according to sources. Gove had stood against May to replace David Cameron as Conservative leader but fell in the second round of voting. Shortly after his departure was confirmed, he wished best of luck to the new government. Morgan, who supported Gove’s leadership bid, has also been dismissed as education secretary. Ahead of the official announcements of new ministers, another incumbent left, announcing the news via Twitter. Whittingdale. whose tenure as culture secretary had seen a major re-examination of the BBC, tweeted that he had left the job. Obama: US must bridge divide between police and public PRESIDENT Barack Obama has said the US is “not even close” to where it needs to be in bridging the divide between police and the communities they serve. He said more must be done to build trust among black and Hispanic people that police violence would be investigated properly. Mr Obama was speaking in Washington after meeting activists, politicians and law enforcement officers. It follows recent killings of black men by officers in Louisiana and Minnesota. The killings triggered a revenge attack by a black army veteran who shot dead five police officers in the city of Dallas last week.

“We’re going to have to do more work together in thinking about how we can build confidence that after police officers have used force, particularly deadly force, that there is confidence in how the investigation takes place and that justice is done,” Mr Obama said. He suggested a set of practices may have to be established to ensure investigations are effective and fair. “What’s been apparent is that it’s not enough just for us to have a task force, a report and then follow up through our departments. “We have to push this out to communities so that they feel ownership for some of the good ideas that have been floating around this table,” the president said.

A STATION master in southern Italy has admitted he allowed a train to go on a single track, minutes before a deadly collision with an oncoming train. Twenty-three people died and 52 others were hurt in the head-on crash on a single track between Andria and Corato in the Apulia region on Tuesday. “I let the train go, I was the one who gave the signal,” Andria station master Vito Piccarreta told Italian media. But he was adamant he was not the only one at fault. Mr Piccarreta, a railway employee with 24 years of service, was quoted by La Stampa and other newspapers as saying: “I’m not the only one at fault, everyone is blaming me. But I’m a victim too.” While he and the station master at Corato have both been suspended as part of an investigation into multiple manslaughter, local prosecutors are also looking into safety procedures on the single-track line and why the line had not been upgraded to a double track. “The investigation will not only look into human error, we must

Successful TCSPCA spay and neuter clinic on Grand Turk Following the success of the January 2016 clinic, the TCSPCA has completed yet another very well organized spay/neuter clinic in the nation’s capital Grand Turk. Between June 30th and July 6th fifty nine companion dogs and cats were spayed or neutered plus several specialty surgeries were performed, including mass removals, rabbit check ups and numerous heartworm tests plus nearly 50 core vaccinations were administered. Also, a wellness clinic was set up on Saturday July 2nd which was attended by 47 pet owners who took full advantage of having a professional vet team on their island. Each time a wellness clinic is held on Grand Turk more and more residents bring their pets to the clinic which is a clear indication that people care about their pets and have become “Responsible Pet Owners”. The clinic was run in collaboration with the Department of Agriculture under the guidance of Chief Veterinary Officer Dr. Mark Butler and Animal Welfare Officers Mr. Patrick Inniss and Mr. Dujohn Fulford. Minnesota based veterinarian Dr. Hillary McCulloh DVM from IPAW together with highly qualified IPAW vet technicians Erin Carston and Mallory Houle performed

and assisted with the surgeries. IPAW inc. (International Pet Aid and Welfare) is an all volunteer non-profit organization which has been assembled to allow people with highly developed skills in the veterinary field to work in remote places. IPAW works in collaboration with established in-country organizations that need assistance with the veterinary care of the animals that surround them whether they are owned, rescued, or feral. Accommodation for the volunteer vet team was generously provided by Erika Butterfield from the Salt Raker and Jenny Carn owner of the Osprey provided rooms for the Provo SPCA representatives. Meals for the vet team were generously provided by the Grand Turk Inn, the Osprey Beach Hotel, the Sand Bar, the Turks Head Inne and Jack’s Shack and water was donated by Island Pure Water. The very successful clinic would not have been possible without a very generous donation from Donna Brooker who offered the use of a vacant apartment building across from the clock tower to set up the clinic and recovery area. The donated apartment proved to be a perfect space for the clinic and thanks to Fortis TCI who went beyond the call of duty the power was turned on in a

very short amount of time. Loyal supporter of the TCSPCA Spay/Neuter Program, John Thomas, founder of Potcake Project once again purchased roundtrip airline tickets from the states for the vet team. Much needed daily help came from many volunteers who manned the phones, arranged surgical appointments, handled the paperwork and documentations for all the procedures and help educate animal owners on how to take care of their pets. Special mention should be made of lead volunteer Lisa Wandres for her tireless efforts throughout the week that helped to make the running of the clinic so smooth.

The iconic TCSPCA Animal Van, usually seen in Provo, was buzzing through the streets of Grand Turk all week long and acted as a billboard for the TCSPCA publicizing that much needed vet care was accessible for pet owners. The bus driven by TCSPCA Executive Director Susan Blehr and assisted by Provo volunteer Peter Halstead was very busy transporting animals to and from the clinic and helped the vet team to move around the island to do house calls. The TCSPCA spay/neuter program is a crucial part of animal control in the TCI and pet owners from all local communities are

making appointments for their animals to have the surgery and to keep their vaccinations up to date. Every year in the TCI hundreds of stray dogs of all ages are euthanized or suffer a sad life in the bush. These high numbers are the result of unplanned litters that could have been prevented by spaying or neutering. The local phone number for the Grand Turk chapter of the TCSPCA is 241 4378 . Marvel kills off Bruce Banner, Hulk’s alter ego He’s tried to do it himself, countless super-villains have attempted the feat, as have giant, mutated cockroaches. He’s even been exiled into deep space, but Marvel this week did what Bruce Banner could never manage to do to the Hulk -- kill off the longrunning character. In the latest issue of “Civil War II,” in which the superhero alliance the Avengers -popularised by Marvel’s staggeringly successful movies -- are divided into two opposing teams, Banner’s comrade Hawkeye shoots the Hulk’s human alter ego in the eye, killing him. Teens ready for “Summer Rumble” JIMKELLY “The Hammer” Joseph’s heavyweight fight against Bahamian Davian Smith will be the main attract this Saturday, but the supporting bouts between a number of up and coming teens are also expected to be exciting. Five fights, including a female clash will make up the other attractions on the “Summer Rumble” card. The event slated for the Gus Lightbourne Sports Complex will open with a battle between newcomers: 15-year-old Timothy Irwin and 13 year-old Louis Miguel. Sixteen year olds Kimberlyn Angelo and Theondre Bain will battle afterwards, while females Elcherlande Pierre (15) and Calribel Mercedes (15) will also showcase their skills. Kensly Siede (16) will meet Adrian Alezandre (16) in the fourth fight before Shadelyn Laurent (17) battle Jerome Frazer (18) in the supporting bout. Joseph, who has been training the youngsters, said that they are ready for the fights. “We have been training hard and learning new drills.”

The card, which among other things will help a cancer patient from the Clement Howell High School, was this week officially sponsored by Chinson’s Grill Shack. Despite being busy with the training of the young fighters and helping to organise the event, Joseph

is confident of a victory in his bout. He was a bit down with the weather this week, but said he will be “good” in time for the fight against Smith, who he promises to knockout. The Hammer is brutal in the ring after having won all his previous 12 bouts by knockout.

Police beat Nassau’s Cybots to win title POLICE Badgers bounced back from their opening loss to the Flyers last Wednesday evening to win the Provo Amateur Basketball Association (PABA) first Senior League Invitational Tournament which was held last week at the Gus Lightbourne Sports Complex Court.

The Badgers used their outside shooting to defeat the previously unbeaten visitors 62-56 in the final last Saturday evening. Eventual MVP Saundro Germain, Jakee Been and even big-man Alvardo Parker fired shots from beyond the arc to undermine the game plan of the

Cybots from Nassau, Bahamas. Dwaine Simmons led the attack with 19 points and nine rebounds, while Been added 12 points, four rebounds and three assists and Germain 11 points, three rebounds and two assists. Ugene Baim led the visitors

with a game high 27 points and six rebounds. The PABA will now host its much anticipated Mallory McCormish 19-and-under Summer Tournament scheduled to begin next Wednesday. The defending champions, the Lions led by Philip Roker will look

to retain their title, but six other teams including the Randy Mac Tigers of Nassau, Bahamas will try to dominate. The tournament, which runs until next Saturday aims to honour Mr. Mallory McCormish, one of the local pioneers of the sport.

Olympic dream comes true for Williams

DELANO Williams has a strong and confident voice, but it was almost unrecognisable when he re-lived the moment he found out he was selected for the Rio Olympics. From his entry into athletics, going to the Olympics has always been his dream. Switching allegiance to Great Britain a few years ago was aimed at accomplishing it. Williams did not qualify for the London Olympics in 2012; he however persisted and was confident that 2016 would be his year. In 2015 he was above par and his 4X400M bronze medal for the British team at the IAAF World Championships in Beijing seemed to have solidified his place in the relay team. Entering 2016 he had lots of expectations, but injuries affected him at different times during the

season—especially when it matter the most, the British Athletics Championships which was used to selected the squad for the Rio Olympics. Williams missed that event. He was elated when he was named for the European Athletics Championships, he called it his second chance, and he made it count. Collecting the baton in the second leg of the 4X400M finals, Williams carried GB into the lead with a commanding run. In the end GB settled for third place, but Williams’s blistering run had turned heads. He ran 44.7s in the heats and 44.8s in the final. “I did not run the (Great Britain) trials, so it was all about delivering at the (European) championships,” Williams told the Weekly News.

“Here’s a dream come true, I just really want to thank all the persons who supported me from 2012; it’s been four years since I’ve been trying to make this team and it finally came true.” The 22-year-old, who still holds the 100M and 200M sprint records in the TCI, added that: “I’m just happy I’m the first Olympian from Turks and Caicos. “I’m ecstatic and really speechless and I’ve been getting a lot of congratulations from people around the world thus far.” CONGRATULATIONS Some of those persons were proud TC Islanders who took to social media to relay their excitement. One such was former TCI Commonwealth Games Association president Rita Gardiner.

The former TCAAA head, who has dedicated decades to local sports, was overjoyed with the news. I’m just so proud of Delano Williams, he is an exceptional athlete, he lives by example and his 3 Ds are what propels him to greatness. He is a great athlete and a humble human being, someone our youths can emulate. I’m so proud and thankful that I had the tenacity to have taken this phenomenal journey with him. He was no different from other athletes, but his consistency, determination, discipline is what kept me going and working with him all these years.” Current head of the TCI CG Association Alvirto Smith proclaimed: “We are extremely excited, it’s like we are all a part of the Olympic Movement.” Smith said that 2016 has been a

rather quiet, but exciting year for the sport of athletics in the TCI. The national coach said Williams’s selection, long jumper Ifeanyi Otuonye’s second place at the British Athletics Championships and sprinter Akia Guerrier’s qualification for an IAAF event (the first female TCI athlete to do so) has carried the sport forward. RALLY To celebrate Williams’ historic event of becoming the first TCI athlete to qualify for the Games, the Delano Williams Foundation in collaboration with the Grand Turk community has organised a celebration rally this Saturday (July 16) from 17:00h at the Clock Tower to the Parade Ground. Persons are encouraged to attend.
