Homeowners woes to be addressed Where was Planning Dept. when Priton development was building? THE question of who is to blame for the plight that Phase Two homeowners now find themselves in came up recently when the Premier, Rufus Ewing was approached for comment on the issue. While assuring that the government is aware of the problems, expressed most recently on June 18, the property owners are facing with the sinkholes in the community, the Premier did indicate that Planning department and the ministry of infrastructure are looking into having studies of the area done. However, he did also state that assessments should have been carried out in the initial stages of the developer’s planning application process. The major and most dangerous problem faced by the homeowners is that of sinkholes that have appeared in parts of the housing area since the last major hurricane in the TCI. “It is about doing the proper study of the land and for the developer to find out where the holes are and how you can build around them or how you can cover them up properly, compact them, but that is something that planning has to do as part of your planning applications, as part of your development permissions and those things - and that is why we are asking planning to look into it,” the Premier stated in response to questions.
While noting that the matter is still a private issue, Ewing said that he has spoken with the subject minister and planning department has been engaged to look into the matter. “Now it is a private issue but it also is a security issue so we have to have assessments done such as studies of the areas, but we also have to engage the developers themselves because much of the responsibility rests with the developers who sold the land, from a safety standpoint and that is the aspect which we are focusing and engaging planning department along with ministry to look at some of those issues,” he stated. Last week Saturday the homeowners complained not just of sink holes – but about homes that are practically falling apart around them, some only months after they were purchased. They also feel ignored by the government and the Priton Company, as their complaints have seemingly fallen on deaf ears for years. They spoke of and showed photographs of poor workmanship, popping and leaking tiles, mildew, lack of proper drainage system, and unfinished roads in the community. Some of them are quite peeved that Priton is being allowed to go on to Phase Three - located in Long Bay – while the problems of Phase Two persist and are going unheeded. Many also feel that the Government should not allow this to happen until

they have made proper provisions for them and proper studies are conducted. When asked about this, and if the government should not put some measures in place to ensure that the company does not create the same or similar problems in phase three that occurred in phase one and two – the Premier was quick to quash speculations. “I don’t think we can speculate like that, because it has nothing to do with the developer because if you have areas of sink holes and suck in land, you can’t change that, but you should know where sink holes are before you clear the land, but in most cases sinkholes are a reflection of the topography of the land, but not all areas have sink holes, so not because you find it in phase one, or find it in phase two – you will more likely find it in Chalk Sound – but people identify them before they go and bulldoze the land and level it off, then hide the sink holes before they put down structures.” The Premier did assure that the planning department is looking into all aspects of the problem. Efforts to contact the subject minister proved futile, but Weekly News will follow up on this report in a subsequent publication. In the meantime, the homeowners are still grappling with the harsh reality of their situation, during yet another hurricane season that is forecasted to be active. Their homes are unsellable in its current state, their lease is for 25 years, and they are threatening legal action against Priton development. Phase two is located off Millennium Highway, and there are about 300 houses priced at some $169,000 for a semi-furnished, three bedroom house built on a quarter acre of land.
PNP Chairman, Royal Robinson
“There is no such entity as an Independent PNP” – Party Chairman IN the wake of Michael Misick’s announcement that he will be running in the next general elections as an Independent PNP candidate, the party machinery kicked into high gear, attacking the announcement. On Thursday (June 30), Weekly News was provided with correspondence informing PNP supporters, members and prospective candidates that the party remains strong, united and will not allow itself to be torn asunder as it was back in 1988 when it lost the election by a slim margin. The correspondence emanated out of the office of the party chairman, Royal Robinson. The statement said in part: “Let it be clearly known and understood that there is but ONE Progressive National Party. The party is firstly registered as a non-profit company with the Companies Registry. “Secondly the party is registered under the Political
Activities Ordinance with the Integrity Commission. “No other party or entity can use name, colours or symbols. To do so would be a breach of the law and as such, adverse consequences will flow to the offending party, entity or person. No one is entitled to use the letters “PNP” or the words “Progressive National Party” in anyway shape or form without the express written permission of the officers of the Progressive National Party who have the authority so to do. “There is no such entity as an Independent PNP, as stipulated above, in law, there is but one entity within the Turks and Caicos Islands that can use the letters “PNP” or the words Progressive National Party. “Anyone or entity purporting to use those letter letters or words will be guilty of an offense under the appropriate law. The PNP announcement appears on page 41.

Former Premier Misick to run as Independent PNP candidate – after failed bid under PNP umbrella FORMER Premier Michael Misick has put to bed any speculations that he will be excluded from contesting the upcoming general elections, constitutionally due before the end of this year. At a press conference he hosted at the Alexandra resort in GraceBay on Wednesday of this week, Misick announced his bid to run as an independent candidate of the Progressive National Party (PNP). And while the move raised many eyebrows and stirred up some debate about whether such a move is possible, Misick was undeterred and outlined that he is not the first candidate to so run. “I am a PNP; you can’t re-join something that you never left. I am PNP but I am running as an independent. Norman Saunders ran as an independent PNP, Bernie Saunders is an independent senator for Vermont, but he is running in the democratic nomination, so what I am doing is not new,” Misick told the small gathering of friends, wellwishers and media present. According to Misick, the most important and pressing issue in the Turks and Caicos Islands, is one of

representation and empowerment. “Our people are disillusioned because everyday people are losing their jobs, they are losing their jobs because maybe they can’t get along with an expat who works at the same company,” he said, adding Islanders are being frustrated by these employers who only want to hire their friends. He continued: “These things cannot continue to go on, so what is the most important thing in our country now is representation for our
Another snag for Mike MIKE Misick’s second attempt to get involved in politics since his return to the Islands in January 2014, has hit another snag. The first attempt was when he indicated he would run for the PNP chairmanship, prompting the party machinery to put off the selection of a chairman for several months. At that time Chief Justice Margaret Ramsay-Hale had warned
Misick that such a move could jeopardize his bail arrangements. But in an interview with the SIPT Prosecutor, Andrew Mitchell, he said the courts could not interfere with the former premier’s political ambitions. However, he stated, that given the circumstances, the sensible thing for Misick to do would be to get through the trial process first.
people; and unfortunately – as I said I am a PNP.... but unfortunately this PNP.....people don’t feel that they can call them for representation, and people feel that even if they call them they would not get the representation they deserve and need. We need to go back to a system where foreign business owners respect ministers, respect the Government, unfortunately today they have no respect.” CORRUPTION TRIAL As for the impact his candidacy would have the trial currently engaging the court’s attention, Misick said he refuses to put off his plans and aspirations for a process he believes is being used as a deterrent to his political ambitions. “That is in God’s hands and in the lawyers hands. There are so many examples of politicians who have gone through trials,” a visibly frustrated Misick stated, adding: “I shouldn’t have to delay my career…mind you I am not a young man anymore. They have already taken six years of my life. They are dragging this trial on for the
exact reason, to try to keep me out of politics, to try to keep me from representing my people But I am saying, no more. Let it be...whatever will happen will happen...but I believe... I have faith... I have faith that God will see us through.” He adamantly stated that he is not going to allow “them” to determine his future or that of “my country”, or cost him to delay any further. In outlining his plans for the TCI, Misick said he will ensure that Islanders are put in high ranking positions within the judiciary and the police force, he will build a bridge connecting Providenciales and North Caicos, invest more in scholarships; and bring back the TCI Music and Film Festivals, among a host of other ambitious plans. There was also much said about taking the TCI independent, the failures of the current PNP to adequately represent the people and the recent happenings in the United Kingdom that led up to its exit from the European Union. Misick was also very vocal about the successes of his two
premierships, the suspension of the constitution and what he saw as the failures of Britain’s direct rule over the TCI. PNP ABANDONMENT While Misick was clear that he remains a PNP, there appears to be tension within the party ranks, as the former premier’s bid to contest for the North and Middle Caicos constituency and then as an At Large candidate, failed to gain the party’s blessings. Meanwhile, PNP chairman Royal Robinson has published a statement in today’s paper warning candidates that the Progressive National Party is a registered entity under the laws of the Turks & Caicos Islands and no one is permitted to use the name PNP without permission of the party. “There is no such entity as an Independent PNP....there is but one entity within the Turks & Caicos Islands that can us the letters PNP the words Progressive National Party. Anyone or entity purporting to use those letters or words will be guilty of an offense under the appropriate law,” the announcement reads.

A Weekly News column that puts you on the spot for your opinions on the issues of the day
BREXIT AND TCI Last week Thursday a majority of UK citizens voted to leave the European Union, of which they have been a part for the last 40 years. What effect could this decision have on the TCI? Almost none
Almost none. Cash receipts from Brussels are tiny, UK passport will be the same, if a different colour. TCI is in all but name a colony of America, and that will not change.
No maturity
Elected TCI officials may be tempted to have referendums on such similar issues. The reality is that our electorate has not shown the level of sophistication and maturity to be given the awesome responsibility to decide such serious matters. The sad news is that small nations such as ours will continue to field politicians who are both in-experienced and self-centered and is willing to put party and self interest above that of the future of a nation with a fragile economy.
Miscalculation
See below excerpt from the Cayman Compass editorial dated June 27th which summarises the consequences of the “leave” vote.
“Considering the magnitude of the issue, its impact over generations, and the international/intergovernmental nature of the U.K.’s relationship with the EU — the Brexit decision should have been made by the U.K.’s elected representatives, not by individual voters in polling booths throughout the nation. In choosing to call the Brexit referendum, while counting on its failure, Prime Minister David Cameron committed a colossal and cowardly political miscalculation that will be read about in history textbooks for ages to come. For the sake of his own political career, and the myopic interests of his party, Mr. Cameron wagered the future of his nation — and personally lost. Mr. Cameron and U.K. officials should never have ceded responsibility for such a dire decision to “citizen-experts.” Now that we are in the TCI election season, it is my belief that all political parties should use the opportunity to place on the agenda for discussions, the way forward and include in their Manifesto a plan to respond to this recent development. The electorate should be not be expected
to micro-vote on each on every issue but is expected to elect persons who have the best mission and vision for the TCI following this serious political mis-step by the UK since there maybe opportunities emerging as well.
Let us decide our future
Turks and Caicos: Britain has “democratically’ voted (I use quotes because TCI wasn’t voting) to remove your access to the EU. The time is right for independence! Let Belongers decide on their children’s futures, not a population thousands of miles away who couldn’t even locate TCI on a map
No price on self determination
Less bureacracy with any luck. Have you noticed the deluge of legislative diarrhoea we have to put up with, like a garbage truck emptying its load. Much of it petty and anti-business. 60% of laws and 70% of regulations are foisted on the UK, simply ramrodded through without debate, and in turn we suffer the same fate courtesy of the Treaty of Rome. No wonder people complain about lack of consultation on new laws; it is simply “non-negotiable”.You cannot put a price on self determination, it is sacrosanct. Can you see America being bossed around by a bunch of unelected , anti-democratic, bureacratic muppets based in Buenos Aires! Fat cats to boot; their snouts firmly immersed in the pubicly funded trough which ordinary folks pay for. However, don’t hold your breath on this one. The elitest Establishment in power favours this racket and thrives on prevarication.
British for 200 years
TCI has been British 200 years before the UK joined the EU. We will remain British for the foreseeable future. The finances of the western world, including our source of tourists the USA, are deeply in debt and have been living on printed money and a zero interest rate provided by the Federal Reserve. This has inflated the American stock market. If the EU begins to break up because of the British voters decision to leave causes American investors to sell their inflated stocks our high end tourist industry could dry up. In any event we can expect tourism to slow. The good news is American and possibly German investors will be looking for somewhere new to invest. Germany is the strongest country in the present EU. Ralph Higgs of the Tourist Board advertised TCI not very long ago at a German tourisminvestors convention. We will need a capable honest government in place ready to promote and encourage these new investors to widen our economy. We will need honest capable government to pay down the remaining debts and obligations left behind by the PNP from less income.

PNP discloses dates for the party`s primary voting process BY OLIVIA ROSE PREPARATIONS are well underway for election in the Turks and Caicos Islands, although a date is yet to be set for the impending national election. To this end the incumbent administration ,the Progressive National Party (PNP) has revealed dates set for the party`s primary voting process. According to the party`s National Chairman, Royal Robinson, the party will conduct its first primary voting to elect candidates on July 11 in Providenciales; in North and Middle Caicos on July 12; in South Caicos on July 13 and in Grand Turk candidates will be chosen on July 14. Subsequently an all island voting
will be conducted within the party on July 15. When the primaries conclude, candidates who will represent the party in the upcoming general election will vie in an open selection process; this process will see the casting of secret ballots. However, on June 17 the party`s national chairman issued a statement which indicated that there has been some major shakeup within the party. This list also showed that several seats held by incumbents will be challenged.Robinson said: “There will be a selection process to determine the five standard-bearers for ED 11, all islands. “The candidates listed have signed the Party’s Pledges; most particularly the one provided in

Schedule 2 Part A of our party’s constitution, which will be part of the primary or selection process by the National Executive Committee for recommendation to the National General Council for ratification.” The shakeup will see North and Middle Caicos Member of Parliament (MP) Don Hue Gardiner running at large, as well as South Caicos MP Norman Saunders. There will be no challenge to MP`s in Providenciales including the Deputy Premier Akierra Missick of Leeward & Long Bay. No challenge to Cheshire & Richmond MP, Amanda Missick and no challenge to Porsha Smith of the Bight. The party is also looking to add Rachel Taylor, former Enid
Capron Primary school principal, to the candidates vying for Five Cays and Chalk Sound Districts of Providenciales. For Blue Hills candidates, Adrian Williams and Claudene Pratt, they will compete in a primary to determine who will challenge the PDM candidate for that district. For the Wheeland constituency, Elery Lightbourne and Dameko Dean will challenge each other. Some ten candidates will run at large to compete with party incumbents, Rufus Ewing and Washington Misick. Sheba Wilson, Alicia Swann, Trevor Cooke, Earle Barranco, former Government minister, Samuel Been and Rev. John Malcolm, will also be running at large.

TCI political leaders have mixed reactions to Brexit vote BY OLIVIA ROSE AFTER the shock of Britain’s vote to leave the European Union, local politicians have expressed mixed views on the possible adverse political , economical and social implications this new development might have on the Turks and Caicos Islands. On Thursday, June 23, the people of Britain voted for a British exit, or Brexit, from the European Union in a historic referendum. The outcome has prompted jubilant celebrations among Eurosceptics, around Europe and sent shockwaves through the global economy. Although it will take Britain at least two years to leave the EU, the shift has already changed the financial dynamics of the entire world. It resulted in the slowing down of commerce in the UK and brought the British pound down to its lowest in history, not to mention the escalation of the volatility of the financial markets. Since the Turks and Caicos Islands is a British Overseas territory, the risk of an economic and political change has boggled the minds of local politicians, who have since expressed mixed reactions to the referendum. Leader of the Progressive Democratic Alliance (PDA),Oswald Skippings, in a release said: “The recent advent of BREXIT afforded the British people an opportunity to make a bold move to determine their own destiny, as they decided by majority, and to the dismay of their Prime Minister, to exit the European Union. “While the British populace is uniting and embracing the timely opportunity to take authority and control of their destiny as it relates to issues such as their money, their immigration, their security, their
jobs and their social services, the British Government and its local administrators, in collusion with locally elected officials, seem hellbent on opening up our doors for mass immigration to the extent of widening the franchise, leaving our borders unprotected, facilitating the escalation of mass and dangerous crime, taking away from us the control of our money, and giving our jobs to foreign work permit holders, thereby impoverishing and disempowering our people.” Skippings noted that, the threat of a United Kingdom breakup has become even more real and does nothing to calm the fears of the global community, including the Turks and Caicos and its remaining Overseas Territories. He said: “Moreover, during the next few years while Britain negotiates what their actual relationship with the EU will be, the possibility of an even greater economic fallout is possible. “One possibility is that our freeflow immigration relationship with the EU will automatically change, along with the likely British passport changes, and the future of EU grant funds to the Turks and Caicos will also be uncertain. “Closer to home, the economic stability of the United States is heavily dependent on its ability to negotiate mutually beneficial arrangements with allies and other friendly jurisdictions and because of the global political, economic and industrial intricacies, that ability may now decrease, not to mention that when the US sneezes, the Turks and Caicos catches influenza. “However, regardless of past mistakes and misdeeds, we cannot as a Turks and Caicos people continue any longer to be apathetic and complacent and remain immersed and lamenting in our dreadful past, we must awake and arise and take our country back.” Skippings is adamant that this
is a wakeup call for the Turks and Caicos leaders to end the political mediocrity and step up both their political and economic governance to avoid a relapse into recession and economic disruption. The PDA leader noted: “Because of a Draconian Colonial constitution and an impotent political directorate, we are left drifting, merely going along with the flow, and now more than ever, we need gifted, bold and visionary political leadership with
proactive, creative and innovative ideas. “Leaders who are able to plan and put in place strong economic, social and political strategies and progressive policies that would demonstrate that we are prepared for self-determination when the Turks and Caicos people so decide.“ “Therefore for this upcoming election, the Turks and Caicos electorate has to become more politically conscious and much more

People with mental disorders to be given optimal health care, support and protection BY OLIVIA ROSE PEOPLE with mental disorder will be given optimal health care, support and protection under the new ‘Mental Health Bill 2016’, which was passed on 17 June in the House of Assembly. People who suffer from mental disorders can be particularly vulnerable to abuse and violation of their rights, due to this reality the new legislation is designed to make better provision for treatment and care for these persons. The Mental Health Bill 2016 will also provide for the recognition of the role of care givers and families who will provide care and support. Premier, Rufus Ewing, who is also the Minister of Health, told the House that this bill is aimed at improving the lives of people suffering from mental diseases in the Turks and Caicos Islands.
He said: “I see this Ordinance as a part of our total health strategy. It is an indication that we are taking another step towards bettering the lives of persons with mental illness and we will work to ensure that continued progress is made in this area.” He explained that there are a number of benefits that will come with this new legislation. “ For instance, it will protect and promote human rights of persons with mental disorders; safeguard against discrimination; facilitate greater access to quality mental health care; promote the least restrictive form of care; make provision for monitoring involuntary admission and treatment as well as appeal for care related decisions and increase respect for the dignity of mentally ill persons.” The last piece of mental health legislation was enacted in the TCI in
Young artist sells art pieces to raise university funds BY DAISY HANDFIELD ARTIST and aspiring tourism major, Davidson Louis is continuing his pursuit to raise funds to cover his university expenses, through a recent art show at Melt in Grace Bay Village, last Friday. In an interview with this paper Louis said that he managed to sell about 75 percent of the paintings he displayed at the art show. “It was all phenomenal,” he said. It was a lot better than the first one, and I can actually see my work getting better in comparison to last year. “It went so well that I am thinking about having one more in August just before I go, even if it just consists of small pieces.” The 21-year-old explained that his pieces are tropical based and focus on attributes of the Turks and Caicos Islands (TCI) such as trees, fish and beautiful crystal water. He has been working hard since graduating from the British West Indies Collegiate in Providenciales and saving every penny to study for a Bachelor’s Degree in international tourism
management. Louis has been accepted to Brighton University in England from last year, but because of a lack of funds was unable to attend. He will start studying at the school in September of this year. Louis will be undergoing a three-year course in international tourism management, while continuing with his art in his spare time. “The prime reason I picked (International Tourism Management) is because I ultimately plan to come back to the Turks and Caicos Islands and sort of give back to my community,” Louis said. The aspiring tourism major said that after completion of his degree he is looking to work with the Tourist Board in either the Turks and Caicos Islands or the United Kingdom to help sell the TCI as a tourism destination. Davidson Louis currently is employed at Melt, a dessert bar in Providenciales, where he serves as manager. Louis said that he is still accepting donations, big or small. Two shootings, 1 man injured BY DAISY HANDFIELD ONE MAN was hospitalized after a shooting incident that took place in Blue Hills during the early morning of Friday (June 24). At 5:10am, police officers were called to the Cheshire Hall Medical Centre in Providenciales where the injured man was seen and interviewed. He told officers that he was a passenger in a vehicle with a few friends heading through Mary Jane Lane, Blue Hills, when he heard sounds like two gun shots, one hitting the rear of the vehicle and the other hitting him on his shoulder. The driver of the vehicle managed to drive to the hospital with the injured man, who received treatment for his injuries and was discharged. Meanwhile, a robbery took place on Sunday in the parking lot of the Airport Inn, where shots were fired before three masked men escaped with an undisclosed amount of cash after a man was robbed. The two-phase construction programme is expected to be completed within a year at an approximate cost of $700,000 and will also offer acute care services as well as areas for group therapy and recreation. Director of the Department of Mental Health and Substance Dependence, Dr Alicia Malcolm said at the event: “There are a number of
persons in the TCI that will benefit from the future group home and this project symbolises a strong demonstration that persons with mental illnesses are not forgotten. “It says that they are valuable and that they deserve the best care that can be afforded them in their own country. The start of work on the home came several months after urgent questions were put to the Governor from attorney Courtenay Barnett regarding the state of provisions in the criminal justice system for people suffering from mental health problems.

people.” Also commenting on Brexit, the People`s Democratic Movement (PDM) National Chairman, Doug Parnell told the Weekly News that the decision of Independence is solely in the hands of the people of the Turks and Caicos. In this regard he noted: “Brexit referendum should not be seen as a cause for hasty action. Independence is up to us, it shouldn’t be something we jump to because of forced circumstances such as these. “The Turks and Caicos constitution is an order in the Privy Council and has nothing to do with the European Union, so our relationship with the UK remains even though they have decided to exist the EU. “One of the major differences is that some of the agreements between the EU and the UK that we are a part of ,may no longer apply to us but that will take some time to work out.” Parnell also believes that the Leader of the Turks and Caicos Islands should start forging direct relations with the British Government. “I believe that we have to vigorously negotiate with the British Government for better
terms in our constitution that’s our first step, so that Turks and Caicos people could have more autonomy over their day to day affairs.” On the other hand, Governor Peter Beckingham, commenting on the UK`s decision said: “It is still too early to say what the timetable will be leading to the UK’s departure from the EU. That will be the subject of negotiation between the UK and the EU, which will be led by the next Prime Minister. “It will be a gradual process. The UK will remain a member of the EU until the negotiations are concluded. “As I said to the Premier this morning, it is too early to say what impact Britain’s eventual withdrawal from the EU will have on TCI and the UK’s other Overseas Territories.” He revealed that there is likely to be a meeting of the UK Overseas Territories Association with Foreign Office officials shortly where the TCI Government will be kept closely informed as negotiations progress. Several attempts by this publication to reach the Premier and other Government officials on this issue proved futile.

Man dies at sea after boat sinks BY DAISY HANDFIELD A MAN was found dead in the waters off Leeward Channel, after the vessel he and a friend were in sank in the Leeward Channel, near Heaving Down Rock in Providenciales on Saturday (June 25). Police officials said that the vessel was a white 20 foot speed boat with two 250 HP engines. At 6:07 pm a tour boat operator contacted central and reported that he had just rescued a man he found floating on the water. Survivor Bernardo Delancy informed the operator that two of them were on the boat when it began to take in the water from the stern. The boat began to sink very fast, he said. It is alleged that Delancy and Arthur Morris got off and started swimming to shore. As result of this marine police and other boat operators began a search and rescue operation. The search was suspended at 9:45 pm on that day due to the poor visibility and resumed at 5:45 am the following morning. Around 10:30 am, during a search carried out by the Department of Environment and Maritime Affairs (DEMA) and other private boats, the body of 29-year-old Arthur ‘A.J’
Arthur Morris’ body was brought to shore by marine police officials

Sunny Foods robbery accused released – lack of evidence cited THE shocking daylight robbery which left security boss Alboin Williams critical and nursing gunshot wounds to his back has hit a major snag, as the three men accused of the crime have been discharged by the court. Last Friday (June 24), the trio - Reginal Presil, Wilbert Almonor and Fritzner Prevalus - all of Haitian descent and in their 30s, were released when they appeared for their sufficiency hearing in the Providenciales Supreme Court. The case against three men accused of conspiracy in the armed robbery and shooting of a local security official outside Sunny Food Store on April 10 was discharged Friday afternoon due to lack of evidence. In its dismissal of the case, the Court found that the Crown’s case against the men was too weak to proceed to trial.
The men were charged with conspiring with other unknown persons to rob Williams of an undisclosed sum of money belonging to Sunny Foods, located in Five Cays. Witness accounts of the brazen robbery was that the assailants were waiting for Williams - owner of Tag Security Services – to exit the store with the bag of money he normally collects from that location. When he came out they knocked him to the ground, grabbed the bag of money, fired three shots into Williams’ back and made good their escape. The men were arrested earlier in June and were charged with the crime. Police have so far made no statement relating to them refiling the charges, or that of any new or additional suspects in the armed robbery.

Beaches Resort Employees getting screened for Food Handlers Certification Beaches TCI continues to promote excellent food and health safety practices through its Environmental Health and Safety Department as this week the all-inclusive resort held its third annual Food Handlers Screening in collaboration with Grace Bay Medical. The food handlers screening includes the examination of the ears, nose, throat, teeth, scalp and hands to exclude infections liable to be transmitted by food. Beaches EHS Coordinator Shuntal Gibson says that through staff completion of this exercise the resort remains in line with applicable environmental and safety laws and regulations which states that at least once in every calendar year a person carrying on a food business shall at his own expense cause any person engaged in the handling of food to be medically examined. According to Gibson well trained food handlers can improve food safety and decrease risks and behaviors normally associated with foodborne illnesses and outbreaks. “It is part of our commitment not only to our guest but to our staff. We see to it that this is carried out annually and that the majority of our staff completes the program to ensure the highest level of health and food safety practices within the resort.” Although the course would only be required for those who deal with the handling, cooking and serving of food, the EHS Department has ensured that persons who do not deal with food directly completed this certification as well. “Our aim is that everyone in the
Food Handlers Professionals
stewarding, kitchen, dining room, weddings, food and beverage, bar and concierge department be screened. However, it is very important that at least one person from each department, even those that do not deal with food directly are screened to reduce the possibility of food contamination and exposure to foodborne illnesses even more.” A foodborne illness is a disease resulting from the food spoilage of contaminated food, pathogenic bacteria, viruses, or parasites that contaminate food. Such illnesses range from minor aches and pains to serious and life threatening complications. Shuntal explained that the 1200 plus staff members that are certified make up more than 80% of the complete staff number. Grace Bay medical Certified Nurse Cynthia Joseph says that this year team members came in impressive numbers as the medical team examined more than 400 team members in the first week. “It has been a very busy week for us but Beaches has for the past
few years ensured that this exercise is carried out. The results have been impressive and as the program continues we plan to implement even more strategies to prevent food contamination and exposure to foodborne illnesses.” She added, “With this exercise, in the event something comes up we are able to inform the talent, send them to the nurses office where they are further examined and if there is anything that contradict proper food safety then that person is treated and put on leave until the concern is rectified, they then need to get do another screening for safety before allowed back on the premises. It is a very complex but necessary process and it ensure safety for all guests and team members alike.” Shuntal says that with new Food and Safety laws in place the next step will be training for staff and proper food handling. “This will take safety practices a step forward. We have used a method of training called Serve Safe before in the past and we plan to do it again pretty soon.”

THE CAPITAL NOTE
Donkeys & Panthers What a week. Now that a majority of UK voters have decided to transform Great Britain into Little England, I have of course been asked by local friends how I felt about the “Brexit” and what effect - if any - all of this will have on the TCI. The answer is, it’s early days and hard to predict how exactly it will all play out. That said, Turks and Caicos Islanders BY TITUS DE BOER who hold British passports Titus de Boer, who originally will eventually see the link moved to the TCI from Germany in 1989, is a to the EU disappear, which journalist by training and should not affect their ability currently works as an art to travel but will some day in promoter and consultant in the future affect residency in Grand Turk and internationally. the EU. Access to EU funding is also an area that could be affected. As for my personal opinion on the subject, allow me to refer to my twitter account @tdbtci66, which should give readers a pretty good idea of how I would have voted, had I been in the UK. Although the headline in the New Yorker Magazine, “British lose right to claim that Americans are dumber”, sums up my sentiments rather well. One of my favourite poems, is “The Panther” by Rainer M Rilke (1875-1926). “His vision, from the constantly passing bars, has grown so weary that it cannot hold anything else. It seems to him there are a thousand bars; and behind the bars, no world. As he paces in cramped circles, over and over, the movement of his powerful soft strides is like a ritual dance around a center in which a mighty will stands paralyzed. Only at times, the curtain of the pupils lifts, quietly--. An image enters in, rushes down through the tensed, arrested muscles, plunges into the heart and is gone.” While it is a bit of a stretch to make a connection between a caged animal in a European Zoo and the donkeys of Grand Turk, I must confess that driving past them daily is a pretty sad experience as well. Historically, the donkeys came to Grand Turk during the days of the salt industry and eventually were abandoned when that industry came to an end and motor vehicles replaced donkey carts as modes of transport. Realising that it made far more sense to wall in properties than try and fence or wall in the donkey population, islanders chose the latter. For a while this system seemed to work, but as populations grew and donkeys gained access to people’s garbage or indeed the public dump, these four legged residents became increasingly unpopular in some circles. Almost everyone in Grand Turk has a donkey story or at least an opinion on what should be done with them. A recent plan to create a donkey sanctuary on “the island”, in the center of Grand Turk, appears to now be in question after it was re-discovered that the area is a historical grave site. And so the donkeys continue to wander freely, which some would claim may just be the best for them, given how dry and sparse Grand Turk is. I am not a donkey expert but I do see and hear of the abuse these animals are exposed to. So once again, to my valued readers, if you have a donkey story to share or wish to suggest how best to deal with them, let me know (thdbart@gmail.com).

Mother says, daughter was cheated 20 marks at GSAT
– Lashes out at Ministry of Education for unprofessionalism BY OLIVIA ROSE NIKIESHA Seymour, mother of a 12 year old student, who recently completed the Grade Six Achievement Test (GSAT) said she is disgruntled with the way she was treated by officials of the Ministry of Education after contesting her child`s results. Speaking to the Weekly News on Monday, Seymour said her daughter, Taven Seymour who wrote the recent GSAT examination at the Mills Institute ,was cheated by 20 marks on her English paper 2. Armed with evidence of the revised English paper 2, which showed that
her daughter had gained 26 marks on the test initially, which was later revised to 46 marks, Seymour believes that Education officials are toying with the children`s future. Seymour said her bone of contention does not lie solely with the mistake made by the ministry, but the way she was treated by Education officials after she contested her daughter`s English grades. She said: “I know my daughters potential, she has always been a straight A- student and did extremely well throughout her years at the Mills Institute. “She has always been an outstanding English student, and it
was just too off for me to believe that she did so poorly at her favorite subject but come on, an entire 20 marks is certainly unacceptable.” She explained that after uplifting her daughter`s results from the Ministry, she subsequently submitted her request for a revision of the marks, since she was dissatisfied with the results. This request she noted took some time to be acknowledged by Ministry officials, she then proceeded to call the GSAT coordinator who allegedly spoke to her in a rude manner. “I was trying to get my child`s correct marks, because the graduation for Mills Institute was the next day and the school has already declared a top student based on the results submitted by the ministry to the school.“ “They said to call back, when I called back they kept pushing me
around that entire day, and they were very unprofessional. “I swear it’s like they all took a course on how to be rude to people, they were totally unprofessional, at one time I was told “lady wait you`re not the only parent we have to attend to.” “They said in an email , please note that Taven`s new percentage has placed her as the top student at your school. Now, after the review, she is the top student at the school Before the review, she was number four at the school. “So, had I not taken the responsibility as a parent, had I not known my child and what she is capable of, this would have gone with the wind.“ “In this day and age, GSAT is something that has been ongoing for years, we cannot allow these people
to rob our children, and it affects the children. “And then you have these people in positions when you`re trying to get answers from them, they`re being so rude and disrespectful about it, and god knows how many students out there face the same predicament.” Seymour is urging parents to keep a watchful eye and to query whenever in doubt; she is also calling on the Ministry of Education to act with more professionalism when it comes to dealing with the public. She noted the ministry has to do its best to ensure that children who work hard at these exams receive accurate marks and are not robbed of what is rightfully theirs. This publication sought a response from the Ministry of Education. However, two officials refused to comment on the matter.

However the vote that took Britain from the European Union and out of the duty free common market surprised the world including the TCI. We doubt if it will shake the core of the EU or the UK but it might begin to change the direction the western world is moving. Venezuela rich in oil. A hamburger costs 170 bucks and if you find one it may not be made of beef ! TCI can not afford even a quiver not alone a shaky world economy. After 13 years of progressive ism which made the people poor and the Ministers rich we are now dependent on huge taxes imposed on the people and tourists who just might begin to stay away from the huge vacation costs of the TCI.
Our Premier who brags about surpluses not seen by the people now complains the EU might no longer grant his government money without Britain’s encouragement. Why did British voters decide to go back to a separate economy ? It was not economics ! Britain’s economy was growing faster than the EU. The pound was never surrendered for the Euro in the UK. The EU bureaucracy also had the power to recently move 330,000 Middle Eastern refugees into the British Isles. With the Middle East on fire and terrorism happening worldwide.... isolation seemed a better choice for 54 % of the voters. The British people made their decision. In days and weeks to come this will all be sorted out. Over priced stock markets should calm and move forward. However
could this be a trigger that starts a domino downturn leaving the question ... are we on the verge of a world wide depression ? TCI must now move to a PDM government who can instill faith in outside investors to grow our economy as before. Investors will be looking for a stable place to invest. Meanwhile fish and conch are still in the sea and crabs in the bush. Rain will grow bananas, peas and potatoes. Life will go on. The trial will continue, TCI customs duty will go on, taxes imposed and then the polls will open as people decide if enough is enough ! FortisTCI President & CEO Signing - FTCI RMI-CWI MOU
German Honorary Consul Titus de Boer and Governor Peter Beckingham FortisTCI RMI-CWI Signing
FortisTCI Signs MOU with Rocky Mountain Institute and Carbon War Room FortisTCI Limited Partners With the Rocky Mountain Institute (RMI) and Carbon War Room (CWI) on Turks and Caicos Islands Renewable Energy Effort Providenciales, Turks and Caicos Islands (Wednesday, June 29, 2016) FortisTCI (the Company) continues to advance its goal of being a leader in renewable energy in the region by recently signing a Memorandum of Understanding (MOU) with Carbon War Room (CWR) and the Rocky Mountain Institute (RMI) to undertake a number of joint initiatives. This collaborative approach to integrating renewable energy onto the FortisTCI grids across the Turks and Caicos Islands is anticipated to help meet renewable energy targets set by FortisTCI in 2015. The signing took place on Tuesday, June 28, 2016, at the FortisTCI headquarters in Providenciales. Some of the work that the CWR will do by way of this MOU is: assess potential sites for the integration of a total of 1 Mega Watt (MW) solar
PV projects across the Company’s service territory, assess the potential development of a micro grid on Salt Cay, assist with the Request for Proposal (RFP) process, and review the ten year FortisTCI Integrated Resource Plan (IRP) - which maps objectives to meet energy-mix diversification (including renewable energy); ensure that the country continues to have reliable, least-cost electricity; and to meet the energy demands of the county’s growing economy. In November 2015, FortisTCI launched renewable energy programs called Customer Owned Renewable Energy (C.O.R.E.) and Utility Owned Renewable Energy (U.O.R.E) available to all customers on Providenciales and Grand Turk. The Company’s overall renewable energy program targets include the integration of 6MW or 10,500,000 MWh of solar production on the grid by 2018 and 7MW or 12,200,000 MWh of solar production on the grid by 2020.
FortisTCI President and CEO Eddinton Powell said, “We are pleased to partner with the Carbon War Room and Rocky Mountain Institute, and consider this a strategic approach that will help FortisTCI and the Turks and Caicos Islands not only lead the transition to a multisourced energy model, but will lead to the uptake of renewable energy in a way that is good for all customers in the Turks and Caicos Islands. A methodical, sensible approach to the integration of renewables is necessary and is the only way to ensure that our customers continue to receive the high-level service and reliability that FortisTCI is known to deliver. The Company is focused and working to ensure all customers benefit from a shift to what is a new energy paradigm.” “We are delighted to partner with FortisTCI and to support them with their renewable energy transition.” said Chris Burgess, Operations Manager at Rocky Mountain Institute and Carbon War Room.
German Embassy reestablishes representation in TCI The German embassy in Kingston once again has a contact person (“Person of Trust”) in the Turks and Caicos Islands. Titus de Boer who served as Embassy Representative from 1991-2007 and Honorary Consul from 20072013, will be resuming his former role and has already provided the embassy with updates about the TCI, such as tourism statistics, emergency procedures as well as useful contacts within the TCI government and private sector. Asked whether he envisioned the appointment of a Honorary Consul again, de Boer pointed out that the German Foreign office appoints honorary consuls, as and a when the number of German residents, tourists and commercial ties with the host country justify such an appointment. “After the downturn in the economy in 2009, the number of German
residents, which was never that high, decreased to such as level that the need for a full honorary consulate was no longer apparent. That said, now that a German company is establishing itself on Grand Turk and new links to the German tourism market are being forged, time will tell”, commented the former Consul. Meanwhile, German residents in the Turks and Caicos Islands are being given the opportunity to voluntarily register with the German Foreign Office, in case of emergencies, natural or otherwise. The link for the registration is https://service. diplo.de/elefandextern/home/ registration!form.action. Local Taxi driver makes visiting Provo fun for deaf tourists
BY OLIVIA ROSE
A local taxi driver with a big heart is making it easier for deaf and hearing impaired tourists to explore the beauty of the Turks and Caicos Islands. 56-year-old Reuben Missick told the Weekly News on Thursday June 30, that he has taken up the initiative to offer deaf visitors an exclusive tour of Providenciales in his personal
taxi at a reduced price. The tour has since given eight deaf and hearing impaired people an opportunity to experience the crisp breeze and tranquil atmosphere of the islands. Missick said the underlying aim of the simple yet exciting initiative is to raise awareness for these persons living and visiting the TCI a chance to get out and have fun since they are often excluded from
many activities because of their disability. “I have found that things are slanted to an extent and many hearing impaired people do not even qualify for even a decent job, they are often times left out of the fun.” Missick revealed that he has a special connection to people with hearing disabilities since hisgrandfather was also deaf and along with two of his cousins.
Growing up his late Grandfather imparted in him the value of looking out for people with disabilities. Shedding some light on how the initiative started Missick said: “I just happened to find these lovely ladies at the Sands hotel as I was doing my daily taxi work, and they were impressed that I was able to communicate with them and they decided to have me take them along
for the week.“ “I am very happy to do the little that I do and we are enjoying ourselves.” The tour allowed the visitors to visit a few popular local spots such as Bugaloos Conch farm, Mr. Groupers, the conch shack among other places. All eight tourists hail from New York and are on their first visit to these shores.
Bush tea makes a comeback BRINGING something truly authentic to their guests, Grace Bay Club has partnered with new start-up company – Caicos Tea – to add some island spice to tea time at the resort. With four traditional ‘bush’ tea flavours – Soursop, Fever Grass, Moringa and Peppermint – which are no doubt known to many from their small days, Donna Gardiner, owner and the brains behind the operation will be adding several more flavours in due time. On Wednesday afternoon (June 29) Grace Bay Club’s Wellness centre, which is headed by local Yoga Guru David Bowen, launched their exciting new addition to their 3 to 5 pm tea time. Bowen said that the aim is to give their guests something that is authentic to the Turks and Caicos Islands, and which is known for the many uses locals find for what grows in abundance across a number of the sister islands – natural leaves and roots with healing and restorative properties. Gardiner who was on hand to speak a little about her business venture, spoke of her first forays into the tea business and how she came to

be at this present point. From making her own tea from the bush she grew for personal use and sharing with her co-workers, to being encouraged to set up shop and market her skills, to the assistance she received from the newly relaunched Invest Turks and Caicos, a beaming Gardiner stated that while the venture is currently not a ‘money-maker’ it is something she loves doing and is passionate about.
She said the entire process is grown, processed and packaged – all in Bottle Creek, North Caicos. And while the company is still in its infancy – started earlier this year – Gardiner has visions of expanding and making not just tea available to tourists, but giving them a ‘look-see’ at the entire process, with lounge area where they can relax and enjoy a nice cup of freshly brewed TCI bush tea. This entire set-up would also be
located in North Caicos. But for now, anyone who wishes to enjoy an aromatic and very tasty (we tasted it and it lives up to the hype) cup of tea, they can purchase a box of any of the six flavours currently out (Mint and Fever Grass blend being the other two), from FOTTAC, Art Provo, among a number of other locations in Providenciales. Trina Adams-Smith, Invest TCI investment and promotions manager,
who was also present at the launch, said that Caicos Tea was one of the earliest applicants the agency received when they re-opened their doors. She assured that the agency will be with Gardiner as she grows and expands her business, and is encouraging anyone with exciting and innovative ideas to visit their office and get started on their dream of owning their own business.

A Irrigation system smells bad! Let’s talk dirty, I mean real dirty… I’m talking about the complex, bacterial interactions that take place deep within the bowels of your septic tank. Are you looking to make your own septic tank treatment? Septic tanks are most commonly made with concrete but they are also sometimes made with fiberglass. They are intended to hold a large amount of waste, so your toxic or unsanitary discards such as cleaners and bleaches, are handled with no problem by your septic system. As long as you care for and maintain
the system properly on a regular schedule and you seek professional help if you can’t fix something on your own, you should have no problems with your septic tank. What usually does cause the problems with your system is low microbial activity, meaning not enough (good) bacteria functioning in the tank. The bacterial acts as an agitator that breaks down waste materials that forms in the tank. This allows the system to operate most efficiently. So the key is to keep up good microbial activity in the
tank and, to that end, there are many treatments available to help you do that. The only issue you’ll need to stay aware of in using a treatment for your system is that as these solutions work to establish biological activity, they also often kill the good microbial activity as well, since they are harsh chemicals. This, of course, can cause harm to your system. Another major issue is the expensive of purchasing treatments for the tank. So, how do you get around these problems? Well, one sure-fire way of preventing harsh chemicals from ruining the bacterial activity in your septic tank is to make your own treatment that is comprised of all-natural ingredients. The great

CARPHA sets out ambitious goals for TCI, other members THE Turks and Caicos Islands just concluded a successful stewardship of the 61st Caribbean Public Health Agency (CARPHA) health research conference in Providenciales. During the four day event, the TCI also came out on top by officially launching – the Tourism Health and Safety programme – the first of its kind in the Caribbean. The conference was officially opened on Thursday evening (June 23) at Beaches resort with CARPHA’s Executive Director Dr James Hospedales and Premier and Minister of Health Dr Rufus Ewing delivering key addresses to the diverse gathering at the French Village. The Premier’s address focused on the theme of the summit – “Good Family Health: A Contributing Factor to a Strong Economy’. He observed that nations within the
region need to get back to the basics of the family if they are to successfully address issues such as mental health, teenage pregnancy and the all too prevalent youth violence. He further noted that most Caribbean countries are still grappling with the burden of chronic non-communicable diseases and the Zika virus, among other health threats. The Premier stated that the financial and economic impact of these threats can make countries and individuals poor in an instant, and put to the delegates that the time for sharing ideas and looking towards implementation of these ideas, is now. Meanwhile, CARPHA’s Director focused more on the research side of things, and the need for implementation of these research findings which form policy, within the Caribbean region.
Dr Hospedales noted that funding for research is direly needed, stating that the newly formed CARPHA foundation will focus its energies on mobilising funding for future research in the coming months. During the summit a silent auction was held by the foundation to garner resources for its coffers. Dr Hospedales told the audience, comprising of public health professionals, policy makers, clinicians and students, that there is a need to strengthen the ethical framework for research, but just as important was the ability to translate research into policy and then implement same. In this vein, the director outlined a number of policies the Caribbean needs to put in place sothat policies can be successfully implemented and effect change. “The future of research in the Caribbean is going to play a very
important role in guiding policy choices, in guiding practise in the region; and we need to do a lot of different things to make sure research is integrated into the planning of the Caribbean Cooperation and Health Phase four, which will be the policy agenda for the next five to ten years. “We need funds, we need to strengthen the partnerships, we need to introduce implementation research, and we have a lot of presentation on the problem but we need more work on how you solve the problem; we need to increase policy relevant research, and build capacity in research that translates research data more into policy.” He stated that there needs to be legislation in the Caribbean countries, and that CARPHA will play its part to continue to champion the cause. However, he noted that one
of the gaps too often seen is that there is a lot of evidence, but no implementation; naming the Early Childhood development and the research work done on sickle cell as two areas where a lot has been done to gather information, but implementation is sorely lacking. As for the TCI, the Premier is confident that the implementation is not as lacking as other places, noting that the research presented during the summit by team TCI will impact the country’s health policies as they feed right into the national action plan for non-communicable diseases and hypertension. This year’s Health Research Conference was jointly hosted by the Government of Turks and Caicos Islands and CARPHA. Next year’s event will be held in Guyana under the theme ‘Climate Change: The Environment and Human Health’.
Positive Communication at Home Reduces Teen Depression BY OLIVIA ROSE YOUNG PEOPLE between the ages of 15 to 19-yearsold, who have a positive home environment, are less likely to be depressed, even if they experienced violence, or came from a poor family, or had no religious affiliation. This was revealed by Epidemiologist, Shelly Mc Farlane at the 61st CARPHA Annual Health Research Conference on June 23, held here in Turks and Caicos Islands. Mc Farlane and coresearchers, Younger-Coleman, Gordon-Strachan, D. Francis and R. Wilks conducted a study of 1,317 Jamaican youths who suffer from depression. During her presentation, Mc Farlane explained that a positive home environment,

where young persons had someone to communicate with and received nurturing and support, reduced the odds of adolescents becoming
depressed by a whopping 50 per cent. According to Mc Farlane, studies also revealed that there was
a higher prevalence of females with depression, as much as two times more than their male counterparts. However, Mc Farlane pointed out that youngsters who were part of a nuclear family (two parents) or female teens, who were in a positive single parent environment, were still less likely to become depressed. According to Mc Farlane, communication in the home has a positive impact on young people, she also pointed out that communication levels appear to be reduced with age. She explained that the findings showed 74 per cent of 15 -year-old reported positive communication in the home. By age 18 this figure dropped to 59 per cent. Mc Farlane said: “There is a need for interventions that focus on improving parental practices, which include nurturing and active communication, especially for youth during their mid adolescent stage
that is 17 – 18 years.” The role of the home environment in adolescent depression was one of several public health issues being discussed at the CARPHA Annual Health Research Conference at Beaches Resort in Providenciales last week. It is hoped that the study conducted on Jamaican teens could serve as a catalyst for the rest of the Caribbean and help to spark the necessary awareness to bring about the much-needed change in the parent/s to child relationship, thus helping to foster more meaningful communication which in the long run would reduce the risk of depression. The CARPHA conference was held from June 23 – 25 under the theme, Family Health: Living Healthy at all Ages.

UK’s exit from EU a threat to the Caribbean, Bermudians vote no warns leading regional academic to same-sex unions VICE-CHANCELLOR of the University of the West Indies (UWI) Sir Hilary Beckles has warned the region to brace for the impact of the United Kingdom’s (UK) break with the European Union (EU), as he predicted that every aspect of life in the Caribbean will be negatively affected. The Brexit (British exit) vote last Thursday has already caused ripples across the world, with the value of the pound falling and stock markets dipping among the immediate effects. And Sir Hilary says the region’s fragile economic recovery is now under threat and Britain’s exit should trigger immediate strategic regional reactions, even before Heads of Government meet in Guyana for their July 4 to 6 Summit. “The predictable, highly individualistic action poses both a short-term as well as a longterm threat to the performance of CARICOM economies,” he said in a statement issued yesterday. “From trade relations to immigration, tourism to financial relations, and cultural engagements to foreign policy, there will be a significant redefinition and reshaping of CARICOM-United Kingdom engagements,” Sir Hilary further warned, as he urged CARICOM to use the development to deepen and strengthen its internal operations

and external relations with the wider world. “It’s a moment for CARICOM to come closer together rather than drift apart. The region should not be seen as mirroring this mentality of cultural and political insularity, but should reaffirm the importance of regionalism within the global context for the future.” Sir Hilary said the UWI will host a symposium this week to discuss the implications for the Caribbean, with a view to facilitating regional action ahead of the meeting in Guyana. “This UK development should
not be taken lightly. It should be fully researched as it constitutes an obvious structural threat to the sustainability of economic institutions in the region,” he said. The top UWI official argued that on reaching the limits of emotional despair over how to manage its postimperial, ethnic nationalism, and challenged to participate in the global world as an equal partner, the English have retreated to their traditional identity base at the expense of every other consideration. “It has taken this strategic step in order to go forward as old England versus the world. This is a desperate attempt to reinvent a still idealized past in which Englishness is celebrated as a distinct standard not to be entangled or diminished by deep association,” he said. “Those driving the ‘Leave’ agenda knew very well the likelihood of broad-based negative global effects of their option, but chose to jettison external obligations, a critical feature of hyper-conservative, extreme nationalism.” On the heels of the referendum, UK Prime Minister David Cameron announced that he would step down in October. He had urged the country to vote “remain”, but that campaign was defeated 52 per cent to 48 per cent, although London, Scotland and Northern Ireland backed staying in.
THE results of last week’s referendum showed a clear “no” vote for both same-sex marriages and same-sex unions in Bermuda, but with less than half the registered voters turning out to cast their ballots, the government says the referendum questions were “unanswered”. The island’s 44, 367 registered voters were asked to vote on two questions yesterday: Are you in favour of same-sex marriage in Bermuda? Are you in favour of same-sex civil unions in Bermuda? Of those who cast their ballots, 14,192 voted “no” to same-sex marriage, while 6,514 voted in support of it; while there were 13,003 “no” votes for civil unions and 7,626 in favour. But the voter turnout was only 46.89 per cent – 20,804 people – and, according to the Referendum Act 2012, “a referendum question shall be taken to be unanswered if less than 50 per cent of the persons registered in the parliamentary register vote at the referendum.” “With last Thursday’s referendum, Bermuda has expressed its democratic right to vote on two questions that have been the focus of discussion and debate for more than a year,” Premier Michael Dunkley said. “And with the results indicating a majority ‘no’ vote, and a less than 50 percent turnout, the Government will now consider the next steps that

respects and reflects the views of the people.” The referendum had always been expected to be “non-binding”. Dunkley said that he expects the results to trigger court challenges in Bermuda. “There has been much discussed, much said and much shared throughout our community regarding the issue of same sex relationships. And what is evident is that ?there are very passionate advocates for and against the matter. This has been and will continue to be a highly sensitive matter,” he added, expressing the hope that even in disagreement on the issue, those on either side of the divide can continue to be respectful and civil and the country can progress. Brexit has important lessons for Eastern Caribbean — ECCB Governor THE decision by voters in the United Kingdom (UK) last Thursday to leave the 28-member European Union (EU) has serious implications for the Eastern Caribbean Currency Union (ECCU), the Governor of the Eastern Caribbean Central Bank (ECCB), Timothy Antoine has said. Antoine has described the decision as “a really big move” and urged Caribbean nationals to appreciate the value of their own regional integration institutions. “A lot of this creates a sense of uncertainty,” he said, noting that the International Monetary Fund (IMF) and other institutions have projected that the British economy, the world’s fifth largest, could go back into recession as early as next year. “Obviously, we are very concerned because the UK is an important source market for us in terms of tourism and that could affect us,” Antoine told reporters here. He said that the withdrawal of the UK from the EU could, over time, affect aid to the Caribbean, even as

he noted that the UK has about two years before leaving the 43-year-old grouping. “But clearly, any downturn in the UK economy can have a potential adverse impact on the Caribbean economies, especially with regards to tourism and, to some extent, trade and remittances.” Britons last week voted by a margin of 52-48 to leave the EU
prompting the resignation of Prime Minister David Cameron, who has indicated that he will step down in October. Antoine said it is important to recognise that the single biggest concern that central bank governors and persons in the financial sector have is uncertainty. “We know what could happen, but we are not sure what would happen because it depends on how the negotiations take place, how fast they exit, how the global economy responds. But uncertainty is never a good thing. It affects confidence, so, obviously, we are very concerned about that.” Uncertainty has seen the value of the pound sterling against the Eastern Caribbean Dollar falling by almost 50 cents since the results of the referendum. Antoine said the ECCB is well organised in terms of its portfolio and, therefore, does not have any particular concerns in that regard. (CMC)
Haiti’s deeply divided lawmakers met at the National Assembly but were unable to make progress toward a vote on the interim president, Jocelerme Privert, mandate which expired two weeks ago.
Haiti’s bickering lawmakers avoid vote on interim leader HAITI’S fragmented Parliament failed again Wednesday to decide what to do about the caretaker president whose term has expired but remains in office in the absence of a vote resolving the latest leadership disorder. A joint National Assembly session adjourned after grandstanding speeches, arguments over agenda items and breaks for closed-door
negotiations went on for hours. No vote was taken. For two weeks, Haiti’s bickering senators and deputies have avoided a vote on whether to extend the mandate of acting President Jocelerme Privert or pave the way for another provisional leader. Privert’s 120-day mandate expired two weeks ago under the terms of a February accord that helped bring him to power.

Sands: I’ll quit senate if Cayman seeks opportunity Minnis stays as leader in Brexit aftermath DUANE SANDS announced this week that he will resign from the Senate if Dr Hubert Minnis wins the leadership contest at next month’s Free National Movement (FNM) convention. Dr Sands - who was appointed to the Senate by the FNM’s leader only last month - has said he is running for the post of deputy leader on a ticket with Loretta Butler-Turner, who will vie for leader, when the party elections take place at the end of July. They are challenging the incumbent leadership team of Dr Minnis and K Peter Turnquest. On Tuesday night, he told a radio talk show that if the present leaders were victorious at the convention he would step down from the Senate. Dr Sands, who replaced Lanisha Rolle when she resigned her Senate seat in mid-May after becoming embroiled in controversy over criticising fellow FNM MPs, said that his push to be deputy leader was started with the aim of uniting the party and advancing the best

On Sunday, he told The Tribune he was “amazed and confused” to be told that former Prime Minister Hubert Ingraham had said last week that he had recommended Dr Sands’ appointment for the past four years. Dr Sands said the delay to appoint him to the upper chamber, despite countless calls by “respected persons” within the party, shows that the organisation’s current leadership is not focused on putting the “best effort forward”.
Seventeen travellers turned back or quarantined in Jamaica over yellow fever worry NINE passengers who flew into Jamaica on Monday were refused entry, while another eight were quarantined because of yellow fever concerns. The 17 were among travellers who flew into the island from Trinidad & Tobago and Panama and were unable to produce evidence that they were vaccinated against the virus, according to the Jamaica Gleaner newspaper. It quoted Minister of Health Dr. Christopher Tufton as confirming that five of the passengers arrived on Caribbean Airlines from the twinisland republic and they were all sent back home, while the other 12 came in from Panama. Of those 12, four were refused entry and the other eight quarantined. Tufton said Jamaica has to take the threat of yellow fever seriously. Yellow fever is an acute viral disease transmitted by infected mosquitoes. Symptoms include fever, headache, jaundice, muscle pain, nausea, vomiting and fatigue, and according to the World Health Organization (WHO), a small proportion of patients who contract the virus develop severe symptoms and approximately half of those die within seven to 10 days. Earlier this month, the Jamaica government issued a statement indicating that all travellers over

the age of one year who arrive in Jamaica from countries where there is risk of yellow fever transmission – including those passengers transiting those countries – would be required to produce a valid certificate to show they have been vaccinated. It said it was taking the step to prevent the importation of the virus into Jamaica where the disease does not occur but where the mosquito vector and human hosts are present. “Failure to produce a valid yellow fever vaccination certificate at a Jamaican point of entry may lead to refusal of entry, or quarantine until the traveller’s certificate is produced,” the government advised.
CAYMAN Islands leaders are seeking silver linings amid global political and economic turmoil in the wake of Britain’s decision to leave the European Union. The Brexit referendum result Friday immediately led to the resignation of British Prime Minister David Cameron and saw financial markets tumble, while the British pound plunged to a 30-year low against the U.S. dollar. The result has already led to calls for a second Scottish independence referendum, while leaders across Europe are bracing for a period of prolonged political uncertainty. In the Cayman Islands the decision could impact the ability of citizens to live, study, work and travel freely within the European Union. There is also expected to be some impact on the financial services industry, though business leaders said it was too early to tell whether the changing landscape was a threat or an opportunity for the territory. Cayman Islands Premier Alden McLaughlin, in a speech to the Legislative Assembly Friday afternoon, said the decision had repercussions far beyond the shores of the United Kingdom. He said the Cayman Islands had benefited from Britain’s relationship with the EU, including though freedom of movement for Overseas Territories’ citizens. He predicted the prospect of new governments in the U.K. and the U.S. would mean a period of “great uncertainty” for world politics, including for Cayman. But he said the island could prosper amid the turmoil. “In this sea of uncertainty, Cayman is an increasingly attractive place to live, work, invest and do business. “The sound financial position of the Cayman Islands Government and the growing strength of our economy make us an excellent option for businesses and investors looking for a safe haven amid the current political and economic turmoil.” Jude Scott, the chief executive officer of Cayman Finance, said in a statement Friday that the industry would do its part to ensure the success and stability of the global financial economy in a period of uncertainty. He said, “Short term we will see some volatility in the financial markets, however we will continue to monitor the political and economic situation and plan for the long term to ensure we are well prepared for any implications this decision has over the next few years.” Independent legislator Winston Connolly said the full impact of Britain’s exit from Europe remained to be seen. But he suggested there

was opportunity for Cayman in the fallout to attract high-net worth individuals to the island. “A number of people will be uncertain and looking for certainty and Cayman should seize this as an opportunity to offer them that. It’s an incredible opportunity to grow our economy,” he said. The timing of Britain’s withdrawal from the European Union and the shape of any future relationship between the country and its continental neighbours remains to be established. Some forecasts suggest it could take more than two years for a new formula to be put in place, sparking fears of prolonged uncertainty in financial markets. Mr. Cameron will officially relinquish the leadership in October with former London mayor and leading Brexit campaigner Boris Johnson the early favourite to replace him. Mr. McLaughlin said he would be meeting with other overseas territories leaders and speaking to Overseas Territories Minister James Duddridge in the coming months to get a clearer picture on the likely impact of the decision. “It is too early to make predictions or to be able to say what the full impact of the leave decision will be. But certainly it will be profound. It will impact not just the U.K. and its citizens resident there, but the overseas territories, crown dependencies and indeed the wider world.” Tim Ridley, former chairman of the Cayman Islands Monetary Authority, said the decision of the U.K. to leave the EU was “perplexing and foolish.” He added, “The ‘Dad’s Army’ brigade, who still dream of days of the Empire, and the generally disaffected have very possibly and irresponsibly thrown Britain’s youth and future over a cliff. They may come to rue their votes in the next few years. Likewise, the EU may come to regret the loss of the huge stability and influence the U.K. brought to the table. The only thing certain right now is uncertainty.” He said the two key issues in any
future negotiations between the U.K. and Europe were trade and financial services and freedom of movement, both potentially impacting Cayman. “Any limitation on British passport holders’ ability to study and work and travel freely in the EU will similarly impact Caymanians who hold full British passports. This could be a significant downside. It certainly concerns me very much. “Cayman has already met with difficulties in offering its financial products and services in the EU, e.g. passporting of Cayman funds. Those difficulties will be much greater with the U.K. out of the EU. On the other hand, both the U.K. and Cayman will have greater freedom to maintain and develop their tax and regulatory regimes without the heavy hand of Brussels bearing down on them. The U.K. will have far greater flexibility in its dealings with Cayman and particularly with respect to financial services and our regulatory regime. This could be a very significant advantage, but very much depends on the U.K. approach.” Nicholas Dixey, a British lawyer with Nelson and Company in Grand Cayman, said the reality of Britain’s exit would take a while to sink in. “Nobody really believed this was going to happen. Many Brits who voted “remain” are presently feeling sad, anxious and bewildered about the result. While many who voted “leave” are delighted, many are also apprehensive about the future. “As the dust settles, Britain now has a real opportunity to reach out to European partners and make the case for a new, leaner, more flexible Europe of vibrant sovereign nations working together in friendly solidarity. “We do not need an overbearing unelected European Commission to impose laws and regulations for mutual success, nor do we need to sing ‘Ode to Joy’ together. Only by empowering citizens and rebuilding and strengthening the relationship between the voters and their representatives can the darker rising forces of fascism be defeated.” (Cayman Compass)

Could Brexit be cancelled? 0MOST Brits voted to leave the European Union, so at some point that’s what the government will do. Simple, right? Perhaps not. Secretary of State John Kerry echoed many analysts Tuesday when he said “there are a number of ways” the Brexit vote might be reversed — meaning the U.K. might remain part of the EU after all. Here are some possible scenarios of how that might happen.
WILL ANYONE ACTUALLY TRIGGER ARTICLE 50? Everyone agrees that the only way the U.K. can leave the EU is by triggeringArticle 50 of the Lisbon Treaty, a set of rules EU members signed in 2007. Pressing this imaginary button would begin a two-year countdown for Britain to negotiate its divorce with the EU and set out the terms of their future relationship. Prime Minister David Cameron said during the campaign in February that the British public could “rightly expect” Article 50 to be triggered “straight away.” Except he hasn’t done that. The morning he lost the referendum, Cameron announced he would quit as leader and that Article 50 would be triggered by his successor, who likely won’t be elected until September. “That collides with two political difficulties,” according to Professor Robert Hazell, an expert
The people have voted, but there is a possibility that Brexit might not happen.
in constitutional law at University College London. The first is that this delay has put the U.K. under increasingly pressure from the remaining 27 EU member states, “who want the negotiations to start asap in order to end the uncertainty,” Hazell said. The second is that many of the 17.4 million Brits who voted “Leave” did so because they wanted tighter controls on immigration. However, since winning the vote, several leading “Leave” voices have admitted that Britain may be forced to keep its borders open to EU citizens if it wants access to the bloc’s lucrative single market. “It’s an issue that [anti-EU
leaders] did not want to expose during the campaign, but as soon as they got the vote, it’s clear as day,” according to Professor Steven Fielding at Nottingham University. This might lead to a situation where the next leader of the ruling Conservative party — most likely former London mayor and proBrexit campaigner Boris Johnson — would be faced with triggering Article 50, but not giving millions of “Leave” voters the immigration controls they wanted. Hardly an enviable position for a new leader. Other Brexiteers — as anti-EU campaigners are known — have since said they would be able to
retain border controls and still have access to the single market. However, it’s not clear why the EU would agree to a deal that essentially rewards a member state for leaving the bloc. Cameron met with EU leaders Tuesday and said Britain “will not and should not” turn its back on Europe — but acknowledged retaining trading ties without conceding border control would be a “huge challenge.” Immigration is just one of the promises that, according to “Remain” campaigners, have evaporated into thin air now that the referendum is over. Hours after the last ballots were counted, Nigel Farage, leader of the right-wing United Kingdom Independence Party (UKIP), distanced himself from a pledge by fellow campaigners to divert £350 million ($470 million) on other areas such as the state-run National Health Service. “That was one of the mistakes made by the ‘Leave’ campaign,” Farage told Good Morning Britain, the breakfast show of NBC News U.K. partner ITV News. There are also questions over how Article 50 would actually work. Its text is just 261 words long, leaving the never-tested process open to interpretation. As Britain does not actually have a written constitution, it’s not clear who would be responsible for triggering it. Cameron implied that the
next leader would do it using the government’s executive powers, but the U.K. Constitutional Law Association argues it would need to be put to a parliamentary vote. Some might see this as a formality, but the referendum was an advisory, non-binding decision. Most lawmakers are actually against leaving the EU and could conceivably use the opportunity to halt what they see as a one-way ticket into the abyss. “As some of the core claims made by the leave campaign unravel, Parliament might decide that the case for Brexit has not been made — or was gained under a false prospectus,” according to the U.K. Constitutional Law Association. This uncertainty has led some to suggest Brexit may never happen. “In my view, if the Article 50 notification was not sent … the very day after the ‘Leave’ result — there is a strong chance it will never be sent,” wrote David Allen Green, a lawyer and political commentator. Kerry also mentioned the uncertainty over Article 50 during a panel discussion at the Aspen Festival of Ideas, in Colorado, on Tuesday. “I think there are a number of ways [Brexit might not happen],” he said. Fielding says failing to invoke this divorce clause is not impossible, but unlikely while the largely skeptical of the EU Conservatives are still in power.
Gove and May head five-way Conservative race Justice Secretary Michael Gove and Home Secretary Theresa May lead a five-way race to be the next Conservative Party leader and UK prime minister. Mr Gove was a surprise addition to the race, having been expected to back Boris Johnson, who shocked the political world by ruling himself out. Minister Andrea Leadsom, MP Liam Fox and Work and Pensions Secretary Stephen Crabb are also in the running. The winner of the contest is set to be announced on 9 September. The leadership battle has been sparked by David Cameron’s decision to step down as prime minister after losing the EU referendum, which saw the country vote by 52% to 48% to leave the EU. Mr Gove’s announcement early on Thursday that he would challenge the leadership was unexpected, as the justice secretary had been expected to throw his weight behind fellow leading Leave campaigner Mr Johnson for Conservative leader.
Explaining his decision, he said: “I have repeatedly said that I do not want to be prime minister. That has always been my view. But events since last Thursday have weighed heavily with me. “I respect and admire all the candidates running for the leadership. In particular, I wanted to help build a team behind Boris Johnson so that a politician who argued for leaving the European Union could lead us to a better future. “But I have come, reluctantly, to the conclusion that Boris cannot provide the leadership or build the team for the task ahead.” Setting out his pitch for the leadership, the cabinet minister - best known as a controversial education secretary before becoming one of the faces of the Leave campaign said: “I want there to be an open and positive debate about the path the country will now take. “Whatever the verdict of that debate I will respect it. In the next few days I will lay out my plan for the United Kingdom which I hope

can provide unity and change.” Conservative MP David Davis told BBC Radio 5 Live Mr Gove’s decision must have been taken “very late”, as Mr Gove’s assistant had asked him on Wednesday night to attend Mr Johnson’s campaign launch on Thursday. Justice minister and Leave campaigner Dominic Raab, who switched his support from Mr
Johnson to Mr Gove, told the BBC’s Daily Politics that “Boris was cavalier with assurances he made” and had failed to put together a “strong unifying team”. Launching her leadership bid in central London, Mrs May - one of the longest-serving home secretaries in history - said the UK needed “strong proven leadership to steer us
through this period of economic and political uncertainty and to negotiate the best possible terms as we leave the European Union”. Although she backed Remain she maintained a low profile during the campaign and, in her speech, insisted she would not back away from last week’s vote. “Brexit is Brexit.” But she said Article 50 - the formal mechanism for leaving the EU should not be triggered until the UK had agreed its negotiating strategy probably before the end of year. She set out plans for a new government department to oversee the UK’s withdrawal from the EU and said it would be headed by a proBrexit cabinet-level minister. Mrs May also said that, as prime minister she would drop her call for Britain to withdraw from the European Convention on Human Rights, saying she did not expect there to be a parliamentary majority for it. Mrs May - the daughter of a vicar - also pitched herself as the candidate that could “unite our party and our country”.

Cameron to Corbyn: Istanbul terror deadly attack: Erdogan For heaven’s sake, go says Turkey will not be divided PRIME Minister David Cameron has told Jeremy Corbyn to resign as Labour leader, claiming it is not in the national interest for him to continue. During Prime Minister’s Questions, the PM criticised Mr Corbyn’s efforts during the EU referendum, telling him: “For heaven’s sake man, go.” A challenge to Mr Corbyn’s Labour leadership is expected following a no-confidence vote by MPs. The Labour leader says quitting would betray all the members that back him. Allies of Mr Corbyn, who has strong support among the party’s members, have called on his critics to trigger a formal leadership contest. Mr Corbyn’s predecessor, Ed Miliband, has joined calls for him to quit, telling BBC Radio 4’s The World at One his position was “untenable”. The revolt among Labour MPs was triggered by the UK’s vote to leave the European Union, after which Mr Cameron announced his resignation. The PM said Mr Corbyn should “reflect on” his role in the campaign,

adding: “He said he put his back into it, I would hate to see him when he wasn’t trying.” Mr Corbyn, who like Mr Cameron had called for a Remain vote, pressed the PM on the economic uncertainty in the aftermath of the Brexit vote, asking for reassurances about investment and calling for the government to relax its fiscal rules and hold off on further austerity measures. “Our country is divided, so we must heal that division,” he said. “Our economy is fragile so we must begin to rebuild it.
WITH flags across Turkey at halfstaff and the nation observing a day of mourning, President Recep Tayyip Erdogan proclaimed the terror attack on Istanbul’s airport “will not divide or split our country.” Erdogan promised the government will “not let down our people.” He said by killing dozens of civilians, including women and children, the terrorists were not true Muslims. “This is not Islamic. Taking one person’s life means going straight to hell,” he said Wednesday from the capital of Ankara, adding, “No terrorist organisation will come between what we are.” Erdogan’s televised comments came a day after he said in a written statement that an attack during the final days of the holy month of Ramadan show the attackers had no regard for faith or values. No terror group has taken responsibility for the attack, in which three men arrived by taxi at the international terminal and launched their horror armed with rifles and suicide bomb vests. Speculation, based on the nature of the attack, has focused on the Islamic State, which has struck in Turkey before but rarely taken credit for those bombings. Interior Minister Efkan Ala said “all information and evidence” points to ISIS. “But nothing is for certain.” Prime Minister Binali Yildirim said initial findings “suggest all three attackers first opened fire then

ISIS claimed responsibility for that massacre, which left 89 people dead. ISIS has a history of airport attacks. In March, it claimed responsibility for dual suicide bombings at the main airport in Brussels, Belgium. At least 10 people died in those blasts. And just like the Brussels attack, the terrorists in Istanbul took a taxi to the airport. The Istanbul taxi driver was interviewed by police and released, the Turkish state news agency Anadolu reported. The director of the U.S. Central
Intelligence Agency, using another acronym for the Islamic State, said he thinks the terror attack “certainly bears the hallmarks of ISIL’s depravity.” John Brennan said he wasn’t surprised that ISIS hasn’t said it was responsible. The group rarely takes credit for attacks in Turkey. “I think what they do is they carry out these attacks to gain the benefits from it in terms of sending a signal to our Turkish partners,” he told an audience at the Council on Foreign Relations in Washington, “(and at) the same time not wanting to potentially maybe alienate some of those individuals inside of Turkey that they may still be trying to gain the support of.”
Trump has only 1% of black voter support in latest Quinnipiac poll A general view shows a meeting of the United Nations Security Council at the U.N. headquarters in New York April 16, 2010.
Italy, Netherlands propose split U.N. Security Council seat for 2017-18 ITALY and The Netherlands proposed on Tuesday splitting a two-year term on the United Nations Security Council after the U.N. General Assembly was deadlocked on which to choose following five rounds of voting for the final 2017/18 seat. The 193-member General Assembly elected Sweden, Kazakhstan, Ethiopia and Bolivia on Tuesday to replace Angola, Malaysia, New Zealand, Spain and Venezuela on the council from Jan. 1, 2017. The Netherlands and Italy were tied with 95 votes each. Countries need more than two-
thirds of the vote to win a seat. Italy and The Netherlands are competing for a seat belonging to the “Western European and Others” regional group, which is due to meet on Wednesday to approve splitting the term. The General Assembly would then need to vote in favor of the action. Just days after Britain voted to leave the European Union, Italian Foreign Minister Paolo Gentiloni said Italy and The Netherlands believed their Security Council deal could “send a message of unity between two European countries.”
DONALD Trump has the backing of the 1% — of black voters. A Quinnipiac University poll out Wednesday shows the presumptive GOP nominee has only the support of 1% of black voters. His presumptive Democratic challenger, Hillary Clinton, has 91% support from the black voting bloc. “You’re not going to find a lot of black people who openly support Donald Trump,” said Pastor Mark Burns, an African-American preacher in South Carolina who has stumped for Trump. “If they openly supported Donald Trump, they’d get viciously attacked within their own community.” Trump’s pathetic polling with black voters is worse even than his standing with Hispanics — even though he has vowed to build a wall on the Mexican border, and spewed racist attacks at the Hispanic-
Donald Trump’s numbers position him to finish the general election with the lowest black support in recent history.
American judge overseeing Trump University lawsuits. Trump earned 33% of Hispanic voter support, the Quinnipiac poll says. Clinton earned 50%. Republican presidential candidates routinely lose the black vote in a landslide. Even so, Trump’s
numbers position him to finish the general election with the lowest black support in recent history. Even Arizona Sen. John McCain — when running against Barack Obama, who would become the first African-American President — won 4% of the black vote in the 2008 race. Mitt Romney, who lost to Obama in 2012, did a little better than McCain by getting 6% of the black vote. George W. Bush, who Kanye West said in 2005 “didn’t care about black people” for his response to Hurricane Katrina, fared even better, attracting the support of 11% of black voters in his 2004 contest with John Kerry. Trump has not vilified AfricanAmericans on the campaign trail the way he has targeted Hispanics and Muslims — but he has still blundered chances to win their support.

TCI swim federation teaches residents how to swim BY DAISY HANDFIELD THE TURKS and Caicos Islands Swim Federation was revived in 2012 after dormancy for about nine years, in hopes of teaching residents how to swim and educating them on the importance of knowing how to swim. The association is the governing body for aquatic sports in the Turks and Caicos Islands (TCI) and their job is to facilitate swimming programs on the islands. In an interview with swimming instructor and president for the federation, Ben Stubenberg, he said that a number of times people overlooked the importance of learning how to seem, not only for recreational reasons, but also for safety purposes. He said: “The main mission of the swim federation is to expand ‘learn to swim’ programs in the Turks and
Caicos and we have already done quite a few. “All of us volunteer our time to teach children how to swim.” The federation has dedicated it’s time to the Department of Environment and Coastal Resources (DECR), the TCI Red Cross, the Edward Gartland Youth Centre, Provo Children’s Home and to students of the Raymond Gardiner High school in North Caicos. Stubenberg added that last year the federation taught 38 students from the Raymond Gardiner High school how to swim. He mentioned that the association was looking to develop a 25 metre training pool in Providenciales to teach people how to swim in it. The president said that it was still something that the association was looking into so he did not want to create

“I don’t encourage anyone to go and teach themselves, it is better to learn with an instructor in order to do it right,” Stubenberg said. The president concluded that it was important that if people are standing on shore and they are not good swimmers, they should not try to go and rescue someone who may be drowning. He said that it was better to
call for help or look for some kind of flotation in order to assist that person in need of help. The Swim Federation is made up of an executive body of seven people and they include Ben Stubenberg, Chloe Zimmerman, Morgan Luker, Kevin Bethel, Dan Redmond, Dorn Fulfordand Jill Swann. Stubenberg said that aside from the Swim Federation there were three separate companies that offered swimming classes to those interested in learning. Caicu-Naniki is operated by Ben Stubenberg and it means ‘island reef, where the festive spirit lives’ in the Indian language. Surfside Ocean academy and Total Adventure were the other two companies. Oscars push for more gender and ethnical diversity THE organisers of the Oscars have invited a record number of new members to vote in next year’s Academy Awards, in response to criticism of a lack of diversity at this year’s ceremony. Nearly 700 people were invited, with a focus on women and ethnic minorities. Should all of those agree to join, the demographic of the membership would only slightly change from being mostly white, male and over 60. Male membership would slip from 75% to 73% - white
membership from 92% to 89%. There are currently more than 6,000 members of the academy. Almost half the people who have been asked to join are women and almost as many are people of colour. The new invitees include Star Wars actor John Boyega, Swedish Oscar winner Alicia Vikander, Beasts of No Nation star Idris Elba and Tina Fey the Academy said in a statement, which listed the invitees in full. Boyega tweeted his gratitude at being invited
to join, saying that it was “always a blessing to be one of the many Oscar voters that will hopefully spark change”. Other British inclusions include Harry Potter star Emma Watson and Belle director Amma Asante, who wrote: “I cannot lie. I like this!” Brie Larson, who won the best actress Oscar this year for her performance in Room, was also invited. She tweeted: “I got in! Excited to use my vote to nominate talent that reflects the real world we live in DIVERSITY.”
The teenage contestants will no longer be required to wear the famed two-piece swim suit.
Miss Teen USA to eliminate the swimsuit portion of the pageant MISS Teen USA is jumping ship on the swimsuit segment. The acclaimed beauty pageant is removing the age-old bikini portion of the competition in an effort to promote feminism and equality, USA Today reports. That part of the show —
where contestants are judged for their appearance in twopiece swimwear — has long felt outdated in today’s progressive society. So organisers decided to take the plunge. “This decision reflects an important cultural shift
we’re all celebrating that empowers women who lead active, purposeful lives and encourage those in their communities to do the same,” Miss Universe President Paula Shugart explained in a memo to the state directors.

TURKS AND CAICOS WEEKLY NEWS
Johansson named highest-grossing actress in Hollywood history WITH a diverse filmography including standalone action vehicles, critically-lauded independent films, and several franchise blockbusters to her credit, Scarlett Johansson has been named the highestgrossing actress of all time by Box Office Mojo. The tracking site recently released an updated version of its top-earning actors list, which ranks the 31-year old star of films like Captain America: Civil War and The Avengers at No. 10 among Hollywood performers, with North American box office receipts totalling over $3.3 billion. Johansson began appearing in feature films as a child actor in the mid-1990s, though her career took off in the early 2000s with roles in prestige pictures like Ghost World, The Horse Whisperer, Lost in Translation, and Match Point. Since then, she has branched
off into the superhero genre, appearing as comic book character Black Widow in five films since 2010. In 2016 alone, Johansson has already appeared in two films that have grossed hundreds of millions of dollars in North America. Captain America: Civil War, released in May, has earned $404.3 million domestically (and counting), while The Jungle Book, in which she voices the ominous python Kaa, has thus far earned $358.4 million from the United States and Canada. Other top-earning hits among Johansson’s filmography include the fifthhighest grossing movie of all time, 2012’s The Avengers ($623.4 million), and its 2015 sequel, Age of Ultron ($459 million). Iron Man 2 made $312.4 million in 2010 and 2014’s Captain America: The Winter Soldier pulled in $259.8 million, while the
actress’ standalone action vehicle Lucy earned $126.7 million nearly two years ago. Johansson is the youngest actor, male or female, appearing in the top 30 of Box Office Mojo’s list. She’s also the only woman in the top 10. Harrison Ford, 73, occupies the No. 1 slot, with his movies grossing a record $4.88 billion domestically throughout his 50-year career as an actor. The only other female in the top 20 is Cameron Diaz, 43, whose collective total at the domestic box office sits just above $3 billion. The actress recently spoke about the gender wage gap in Hollywood during an interview with Cosmopolitan in May. “There’s something icky about me having that conversation unless it applies to a greater whole,” Johansson told the publication. “I am very fortunate, I make a really good living, and I’m

proud to be an actress who’s making as much as many of my male peers at this stage… I think every woman has [been underpaid], but unless I’m addressing it as
a larger problem, for me to talk about my own personal experience with it feels a little obnoxious. It’s part of a larger conversation about feminism in general.”
On deck for Johansson is the upcoming big-budget, live-action adaptation of a popular Japanese anime series, Ghost in the Shell, which is set to be released in 2017. (EW)
Stacey Dash, one of Hollywood’s loudest conservative pundits, was very critical of Jesse Williams’s speech made at the BET awards on Sunday night.
Dash calls Williams a ‘Hollywood plantation slave’ for his ‘racist speech’ SOMEHOW, Stacey Dash has turned Jesse Williams’s eloquent and emotional BET Awards acceptance speech into motivation for an attack. “You’ve just seen the perfect example of a HOLLYWOOD plantation slave!” Dash wrote on her Patheos Blog. “Sorry, Mr. Williams. But the fact that you were standing onstage at THOSE awards tells people you really don’t know what you’re talking about. Just spewing hate and anger.” Dash, 49, continued to blast the “Grey’s Anatomy” star for his critique of “the bystander” - a term she seemed to equate with white people in general - when it comes to matters of
equality and fighting racism. “You my man are just like everyone else hustling to get money,” Dash wrote. “But your cognitive dissidents has you getting it from THAT BYSTANDER who YOU DON’T NEED. Yes. BLACK ENTERTAINMENT TELEVISION is WHITE OWNED. “Get over yourself and get on with it.” Dash, one of Hollywood’s loudest conservative pundits, also called out the BET network for “keeping racism and segregation alive” and cited Sunday’s award show as evidence. The Fox News
commentator, who has made similar remarks about the television network in the past, was quick to hone in William’s widely praised acceptance speech for the 2016 BET Humanitarian award. She called it a “tirade” and “nothing short of an attack on white people.” The former “Clueless” star wrapped up her online rant by telling Williams the racial tension he perceives in society is a byproduct of his own mind. “If anyone is making you feel this way it’s you,” Dash wrote. “Living in a psychological prison of your own making.

Laurie and the Rock among new Hollywood Walk of Fame star recipients HBO has not yet confirmed an episode count for Season 7 and there’s been no official announcement regarding seasons after the next one.
‘Game of Thrones’ creators talk end of HBO drama For “Game of Thrones” fans, the question now is when will winter end? As viewers go through withdrawal following Sunday’s season six finale, the series’ creators, David Benioff and D.B. Weiss, don’t appear to be backing away from talk that there will be fewer episodes on the way in coming seasons. The pair talked to Deadline about the popular HBO drama on Monday, and said that for them the show is at the beginning of its end. “From pretty close to the
beginning, we talked about doing this in 70-75 hours, and that’s what we’ll end up with,” Benioff said. “Call it 73 for now.” The season six finale, “The Winds of Winter,” was the show’s 60th hour of television so that means viewers’ time in Westeros may be down to about 13 episodes. HBO, however, has not yet confirmed an episode count for Season 7 and there’s been no official announcement regarding seasons after the next one.
HUGH Laurie, Dwayne “The Rock” Johnson, Ryan Reynolds and Eva Longoria are to be awarded stars on the Hollywood Walk of Fame. The brass stars emblazoned on Hollywood Boulevard honour personalities from music, film and TV for achievement in the entertainment industry. Mark Ruffalo, Amy Adams, Goldie Hawn and Chris Pratt have also been announced as star recipients. They will be honoured at the famous landmark in Los Angeles in 2017. Laurie, who was born in Oxford, is best known in the US for his lead role in the medical drama House - which ran from 2004 to 2012. Dwayne Johnson first became famous as his wrestling alter-ego “The Rock” - but later turned to acting and has recently appeared in San Andreas and Central Intelligence.
Hugh Laurie and the other recipients will be honoured at the famous landmark in Los Angeles in 2017.
Longoria rose to prominence in 2005 when she played a leading role in Desperate Housewives, while Ryan Reynolds’s best known films include Deadpool and The Proposal. Mark Ruffalo’s credits include Spotlight - which won
the Oscar for Best Picture earlier this year. Musicians to be be awarded a star include Ice Cube, John Legend, Hall & Oates and NSync - Justin Timberlake’s former boyband. The group split up in 2002 but, until recently, held the
record for the fastest-selling album in US history for their 2000 album No Strings Attached. Adele’s 25 broke the record last year. Actress and TV presenter Tyra Banks and Night Of The Living Dead creator George A Romero have also been announced as star recipients, along with actress Rita Wilson, Transparent star Jeffrey Tambor, Precious director Lee Daniels and comic Sarah Silverman. Mexican-American singer Selena will be posthumously honoured. She was fatally shot at the age of 23 by the president of her fan club, Yolanda Saldívar, in a motel in 1995. The Hollywood Chamber of Commerce said the Walk of Fame selection committee had received “hundreds of nominations” for the latest round of stars.

But after we have done the yeoman’s job to bring us to where we are, it would be foolhardy for us to let selfishness cause us to turn a table set for future progress and success over to the PDM as happened in 1995, the PDA, or any other political entity for that matter!

Our Party is made up of a collection of persons from diverse backgrounds and personal views. However, we are bonded by the Constitution, Rules and Regulations of the Party that have been agreed by all as a way to govern our actions towards one another while we remain true to the ideals and principles of the Progressive National Party. Any deviation from the agreed precepts would result in chaos. Lest we forget, the last time that we had any real chaos within the Party was in 1988 when we lost the elections by an 11 to 2 margin!I have no interest in presiding over a Party in disarray. I am therefore urging all of you to stay the course with the core of our Party and not be persuaded by any renegade who is hell bent on perpetuating a fraud on the fragile mind of some of our members for their own personal gains and not the interest of this our great Party! I therefore urge you to stick with the structure of our Party and do not be persuaded to do otherwise.
It is incumbent on all of us to set aside any petty personal difference in order to win the next General Elections, whenever they are called. God Bless you, our Party and these “Beautiful by Nature” Turks and Caicos Islands! Royal S. Robinson Chairman 27 June 2016

NCAA Final Four last season. He will be expected do that and more as a professional with the Pelicans, who made Hield the NBA’s sixth overall draft pick on Thursday night. “What everybody’s trying to do is put him in this label as just a shooter and he’s much more than that,” Pelicans coach Alvin Gentry said, emphasising what he saw as the shooting guard’s potential to be a strong defender. “He wants to be a complete player.” Hield, who averaged 25 points last season and made about 46 per cent of his threepointers, said he figured he would be a good fit in New Orleans because even the threat of his outside shot would create more space for All-Star forward Anthony Davis on the offensive end. Hield also likes Gentry’s up-tempo system that yields a lot of shot attempts during the course of a game. And Hield said he became even more comfortable with the idea of playing for the Pelicans after working out for the club in southern California before the draft. “The workouts were serious, but after workouts they were just joking around, so it felt like family and I felt comfortable and I felt welcome,” Hield said. “It was the perfect fit and I’m glad I’m here now.”
The Bahamian born, shooting guard, was selected sixth overall last Thursday night in the 2016 NBA draft.
Hield was joined at Pelicans headquarters on Friday night by second-round pick Cheick Diallo, who turned professional after one season at Kansas. Hield had one of his more memorable games against Kansas last season, scoring 46 points in a triple overtime loss to the Jayhawks. “I was like, ‘Wow, No. 24 is good’,” Diallo recalled. “I was like ‘Wow, someone needs to stop him’ ... he was getting buckets everywhere.” Unlike Hield, the 6ft 9in Diallo has much to prove after averaging only 3.0 points and 2.5 rebounds during his lone college season. He did, however, demonstrate
potential by hitting 57 per cent of his shots and blocking 23 shots in 27 games. The Pelicans had scouted him since high school and felt comfortable enough with his potential that they traded up to get him, dealing the 39th and 40th overall picks to the Clippers in exchange for Los Angeles’ 33rd pick. “A lot of people doubt me and think, ‘He wasn’t playing at Kansas because he wasn’t good enough.’ So I have to prove people wrong because I know people don’t know who I am,” Diallo said. “People don’t know what kind of things I do. People say, ‘Oh, second-round pick’.

Grant elated with skill level of young South Caicos footballers FOOTBALL coach Damien Grant said he was excited about the development of the young footballers in South Caicos who competed in Wednesday’s Football Fiesta at the Iris Stubbs Primary School ground. “It was an amazing experience, first event like this and the kids were thrilled to showcase their talent…. I was elated to see how much these
kids have grown and improved in soccer within a year and I hope for this progress to continue for years to come.” The one-day, seven-a-side event was divided into two competitions. In the high school department, there was a single game and Barcelona FC defeated Real Madrid 4-1 after attacking midfielder and captain
Alenus Augustine scored a pair. The primary school competition was more competitive with six teams battling in a round robin format. In the end Hurricanes won all their games to take the title. Strikers FC took second while the Lions FC finished third. The Strikers’ Arrent Cherenfant led all scorers with five goals.

SEVENTH ANNUAL “RACE FOR THE CONCH” ECO-SEASWIM:
Approximately 200 swimmers expected to compete SOME 200 swimmers are expected to participate in the 7th annual “Race for the Conch” Eco-SeaSwim this Saturday. As in previous years, the “Race for the Conch” Eco-SeaSwim will take place in front of Rickie’s Flamingo Cafe and feature three race distances: 2.4 miles, 1 mile, and 1/2 mile, plus a free100 metre Children’s Swim for youngsters 10 and under. This year, race organisers are offering a special entry fee to TCI residents—$60 for the 2.4 mile and 1 mile events and $40 for the half mile event, if they sign up before the July 2 race day at Marco Travel, located in Caicos Cafe Plaza, Grace Bay. The popular open water swim event in Grace Bay actively promotes swimming in TCI and has also created a significant sports tourism niche with a large number of new and repeat swimmers flying in with friends and family every year
just to participate in the race—some with the hope of winning a conch trophy. Many compete in the event to do their personal best in a benign and welcoming race environment. Co-founder and director, Ben Stubenberg stated: “In addition to showcasing world class swim conditions in Grace Bay, overseas swim visitors tell us time and again how friendly everyone here is to them—a huge compliment of local character we can all be proud of.” “Just as important,” co-founder and director Chloe Zimmermann said, “The race encourages learning to swim and swimming competitively in TCI, a key mission of the swim event. We have a lot of great sponsors and volunteers to thank for this kind of success, that in turn enables us to give more to local non-profits like the Provo Children’s Home, TCI Swim Federation,

Caribbean Olympic swimmer rocks at swim federation event LEAH Martindale Stancil, one of the top Caribbean swimmers of all time, enchanted attendees at the annual TCI Swim Federation beach BBQ fundraiser at Bay Bistro with a heartfelt story of her journey to Olympic stardom. As the Swim Federation’s Guest of Honour at the June 17 event, Ms Stancil spoke movingly about being encouraged by her mother and practicing in hotel pools as a child growing up in Barbados. She said she really wasn’t that competitive, but swam mainly to be with friends and socialise. But in 1994 at age 16, a top coach spotted her potential to qualify for the 1996 Olympics in Atlanta. She trained hard in Trinidad for two years as a freestyle sprinter. Not only did she qualify for the Olympics, but was a finalist in the 50 metre freestyle sprint—racing to an impressive 5th place. She went on to represent Barbados in the 2000 Olympics in Sidney as well. TCI’S OWN OLYMPIC SWIMMER Ms Stancil, currently Assistant Swim Coach at the University of Florida, ended her presentation with an inspiring call for the development of a proper training pool so that one day TCI would have its own Olympic swimmer.
“We promote responsible products that don’t spoil the ocean and marine life like using biodegradable straws, non-plastic garbage bags, and reef-safe sunscreen. We also support efforts to produce bio-degradable water bottles locally and an end to plastic bags. These are the kinds of things that create a healthier environment and society, as well as attract discerning visitors who base their vacation decisions in part on local environmental stewardship.” The organisers also draw on the talents of local artists and designers such as Stanford Hanfield to make the conch medals and trophies, Lucie Stubbs to create the trophy base, and Carol Potter and Alizee Zimmermann for this year’s T-shirt
design. Race sponsors include: Marco Travel, Caicu Naniki Sports Adventures, Royal West Indies Resort, Grace Bay Club, Blue Haven, Colonial Insurance, Wine Cellar, Bay Bistro, SURFside Ocean Academy, Turks & Caicos Tourist Board, Tranquility Vacation Rentals, Power 102.5 FM, Finishing Touch, Driftwood Studios, Adventurescape, Blue Loos, Caicos Express, TCI Waste, Graceway Supermarket, British Caribbean Bank, and TurquoiseInk. Race support also comes from Grace Bay Medical Centre, Carolina Medical Centre, Grace Bay Osteopathy, Provo Ambulance Service, Big Blue, the Philippine Community, DECR, TCI Royal Police Force, Royal TCI Marine Police and Cocovibes.
HAB GROUP/TCICA SUMMER CRICKET COMPETITION:
Olympian Leah Martindale going through a swimming session with a TCI youngster.
The next day, Ms Stancil gave a swim lesson to aspiring young TCI swimmers in front of Rickie’s Flamingo Cafe which was organised by the TCI Swim Federation. TCI Swim Federation president, Ben Stubenberg, said: “We could not be happier with Leah’s visit to TCI with her husband Mike Stancil. She not only connected so well with everyone at the fundraiser, but generously shared her swimming expertise with very some lucky local youngsters. How often do you get to be coached by an Olympian?” Funds raised at the Swim
Federation fundraiser will go towards expanding the ability to swim for all youngsters in TCI, as well as advancing plans for the development of what may one day be called the TCI Aquatic Centre. In a release the TCI Swim Federation expressed thanks to all those who attended the fundraiser at Bay Bistro, the many generous sponsors who provided products and services for the silent auction and raffle prizes, Lovey Forbes for great music, and Windsong Resort that lodged the Stancils during their TCI stay.
Lewis and Alexander lead Beaches to victory DANAR Lewis produced with both ball and bat, while Jessie Alexander finished with a fivewicket haul as Beaches rolled to another win in the HAB Group sponsored TCICA Summer Cricket Competition. In the game against Kishco last Sunday at the Downtown Ball Park, Beaches were inserted to take first strike after losing the toss, but it did not matter as they tallied a respectable 153-6 in their allotted 20 overs, with Kareem Jack and Lewis scoring half centuries.
Jack hit six fours and a six in his 59, while Lewis struck two sixes and five fours in his 54. Kishco’s Smijo Devassey led his team with 3-33 from four overs. In reply Kishco never looked solid and folded for 107 in 14.2 overs as Alexander ripped through the line-up with 5-21. Lewis, who was later named man-of-thematch, also picked up 3-39 from his four overs. Pawan Kumar led Kishco with 40 runs (4x4s and 3x6s) while Lloyd Lynch added 27 (3x4s and 2x6s).

Delano Williams is scheduled to run the 4X400M relays.
Williams named in British team for European Championships Ifeanyi Otuonye was better than 14 other jumpers at the event.
Long jumper Otuonye finishes second in British Athletics Championships NATIONAL long jumper Ifeanyi Otuonye finished second in the 2016 British Athletics Championships which was held from last Friday to Sunday at the Birmingham’s Alexander Stadium in England. Competing at the Championships for the first time with the hope of making the distance for next month’s Rio Olympics, the 22-year-old finished with a best jump of 7.66M, just off the winning mark of 7.67M made by Daniel Gardiner. In contrasting styles Gardiner made his mark with his first jump, while he failed to better his distance with his other attempts, while Otuonye, the TCI national long jump record holder (both indoors and outdoors) started with a foul jump before he progressed to 7.66M in his penultimate jump. In his very last jump Otuonye attempted to get past the eight metre plus mark in a hope of reaching the qualifying distance, but overstepped. A total of 16 jumpers competed in
TCI national 100M and 200M record holder Delano Williams was given another chance to make the British Olympic team after he was selected this week to compete in the 4X400M event at the European Athletics Championships from next Wednesday to Sunday in the Netherlands. Williams, who has had several
injuries this season, missed last weekend’s British Athletics Championships and Olympic trials, due to an injury sustained (a slight tear to his left hamstring) a few weeks ago. “I’m truly grateful to get another chance to make the team again. [I’m] trying to keep my emotions on a level so I can focus on the prize at hand,”
the 22-year-old told the Weekly News. Williams, who switched allegiances in 2013 to Great Britain, is no stranger to the 4X400M event, given that he was instrumental in leading Britain to a bronze medal at last year’s IAAF World Championships in Beijing, China. The British Olympic team will be named on July 11.
the event. TOP JUMPER The Championships which normally targets the best athletes in the UK was not easy for the island boy. “It was the best I felt all year, but it just was not a good place to try and PR or anything because of the conditions—like 50-60 degrees, but it was a great experience,” the Kansas State University jumper told the Weekly News. The former Munro College student said he was elated with his performance. “To go all the way over there and for all the trouble it took to get there, I’m happy with this performance, and with it, I’ve proved that I am one of the top jumpers in the UK.” Unlike his former schoolmate Delano Williams, Otuonye has not switched his allegiance, but because the TCI is without an Olympic Committee he was given a chance to compete at the event.
