OTs Heads discuss BREXIT vote ahead of London JMC HEADS of the many British Overseas Territories on Wednesday (July 20) met for the first time in the Turks and Caicos Islands for the annual pre-Joint Ministerial Council meeting. The morning gathering of the two -day session was held at The Palms in Providenciales, presided over by Premier Dr Rufus Ewing and the head of the Overseas Countries and Territories Association (OCTA), Dr Orlando Smith, who is also the Premier of the British Virgin Islands. “As the head of OCTA I think it is important that we continue to have these meetings, and this one is particularly important because we meet together to discuss how we, with our common causes, should approach the United Kingdom so we can continue to have a good relationship, one that is based on mutual understand, mutual respect between overseas countries and territories and the UK. “It is particularly important now because of the BREXIT vote, which just took place a little while ago, and the possible changes which may result as a result of that decision by the United Kingdom. “We have to be prepared to understand where the United Kingdom is going and where we need to position ourselves in the very near future,” Dr Smith said during a brief photo opportunity for the media during the mid-morning break of Wednesday’s session. As for what the heads discussed during that morning first session, TCI’s premier Dr Rufus Ewing explained what they intend to get out of these discussions going forward to the October JMC meeting in London. “The concerns are varied, impacting different territories

differently, but some of the main issues range from trade agreements - for example the Falkland Islands and Gibraltar have significant trade with the European Union via its relationship with the UK, and also Gibraltar directly being a member of the EU. “We also have some security issues that depend on how and when the UK exists the EU that needs to be taken care of. “Others like the Turks and Caicos have issues with regard to movement in the European Union by British citizens and also not having a visa waiver as a BoTC; that would also likely be impacted.” The Premier added that the relationship that the overseas territories have with the UK could also be impacted, given the various changes that are going on within the UK. He stated that while the exit is still in evolution the main goal coming out of the pre-JMC is to collectively and individually convene bilateral meetings with the UK’s ministry responsible for the exit to communicate the OTs concerns and other issues to the UK Government in order that these issues can be taken into consideration during negotiations between the UK and the EU during the departure. The heads of government of OTs in attendance are: Premier of Cayman Islands, Alden McLaughlin; Premier of Bermuda, Michael Dunkley; Premier of Monserrat, Donaldson Romeo; Chief Minister of Gibraltar, Fabian Picardo; representing the Government of Anguilla, McNeill Rogers; Falklands’ Minister of Social Development Roger Edwards.

The Secretary General of CARICOM, Irwin Larocque, was expected to attend Wednesday’s session to meet leaders of the Caribbean Overseas Territories.

Territories that were unable to send a representative, did join the conference via teleconference. These were Pitcairn Islands, Tristan Da Cunha, St. Helena and Ascension

Island. The Joint Ministerial Council will be held in London from October 31 to November 4, hosted by the Foreign Commonwealth Office (FCO).

BY OLIVIA ROSE THE GOVERNMENT is looking to install closed-circuit television (CCTV) cameras on every street as part of its plans to curb the country’s escalating crime. Premier Rufus Ewing on Friday, July 15, met with members of the CCTV committee to discuss the progress of the CCTV program. At the meeting a report on the advancement of the program was presented to the Premier by the committee. Following the presentation of the report, Premier Ewing made a Government commitment to phase one of the project, which includes the installation of over 100 IP based cameras and real-time video monitoring system.

Phase one of the installation process is expected to be completed by November 2016. Phase two will commence thereafter to include additional cameras on Providenciales and Grand Turk and the incorporation of the ‘adopt a camera initiative’ in partnership with the private sector. Calls for the installation of CCTV cameras resurfaced after the gruesome discovery of the decaying and partly burnt body of Dominican National Sorineida Moreno-Arias, who had gone missing for days and was seemingly murdered. Her death sparked massive outrage in the Dominican community and among political leaders as well. To this end, Former Premier Michael Micisk called on the Premier to fast track the CCTV program in an

effort to protect the citizens. He said: “I am calling on Premier Dr. Rufus Ewing and his government to urgently provide funds for the installation of closed-circuit television (CCTV) throughout the islands in order to protect our citizens, residents and tourists alike.” Also weighing in on the dire need for the installation of this crime fighting mechanism, Leader of the Progressive Democratic Alliance (PDA) Oswald Skippings bashed the Government for what he called a lack of positive administrative influence. He said this lack of administrative authority is demonstrated by the fact that it’s Commissioner reportedly refused public funding in anticipation of the hoteliers providing such funding for CCTV’s.

Twelve storey developments get the green light from court ON THURSDAY (July 21), the Supreme Court dismissed an action brought against the Government by the Tuscany and Venitian hotels in an ongoing battle to disallow twelve storey developments in the Islands. The hotels, represented under Strata Corporation, appeared in court in June to present arguments why the court should review the Government’s February 26 decision to amend the planning standards for developments which are set out in the development manual to allow taller and denser structures in TCI. Queen’s Counsel, Conrad Griffiths, represented the hotels while Queen’s Counsel Ariel Misick and Queen’s Counsel Helen Mountfield appeared on behalf of the Government – officials named included the Governor, the Minister of Infrastructure of Housing and the Director of Planning. Today, Chief Justice Margaret Ramsay-Hale before whom the matter was heard, delivered the long awaited judgment, dismissing the application. Below is the summary of the Chief Justice’s findings, as disseminated:PRESS SUMMARY In late December 2015 the Physical Planning Ordinance was amended by the Legislative Assembly to provide, that where no development plan has been approved the Governor may make regulations as to planning standards, including setting the building height, density etc. Pursuant to this section and after a period of consultation His Excellency the Governor issued a Notice amending the Development Manuel. The amendment allowed, amongst other things, for the construction of 12 storey apartments, condominiums and hotels. The applicants seek Judicial Review of the Governor’s decision to so amend. HELD: APPLICATION DISMISSED The consultation process to change the building heights commenced in 2014; with public consultations occurring in 2015 and 2016. While it is right to say that the public had no information about how the 12 storey developments might affect the environment or on what evidence the Government relied to say that a policy which permitted building

heights of 12 storeys would be economically favourable, I am satisfied, on the evidence in front of me, that the public had sufficient information about the proposal and the reasons It was under positive consideration to make an intelligent response. The application of the duty of fairness is intensely case-sensitive. The fact is that ours is a very small community where information is rapidly disseminated. The consultation period in the present case, was, in my judgment, sufficient time for the public to respond to the proposal. Indeed, the Applicants were, despite their protests, able to make both oral and written submissions in the time allotted in which they restated their complaints about the shortcomings of the consultation process, including the lack of any documents relating to the proposals, and their belief that a development plan should be prepared before any changes were made to the built environment of Provo. I do not accept that the Turks and Caicos Island Government’s failure to disclose the KPMG report

or any advice it had been given undermines the consultation process. It is not required that the proposals be put into writing, neither did the Government err by failing to tell consultees that, by promoting the development of more 7 storey developments or increasing building heights to something less than 12 storeys, the Government could also achieve its stated objective. None of the alternatives referred to by the applicants have been excluded by

the Government. No doubt 7 storey developments will continue and no guarantee has been given by the Government that all proposals for 12 storey developments on parcels over 5 acres will be approved. The Government did not disguise its reasons for making the proposal and no group was excluded from the process of consultation. The fact that the Government changed the law to permit building heights to be changed by regulations without promulgating a development plan and was seeking to develop draft regulations in advance of the consultation could admittedly give rise to the inference that it was committed to allowing 12 storey developments. This, however, does not infringe the principle that consultation must take place at a formative stage. The principle does not require the decision-maker to have an entirely empty mind nor does it require the decision-maker to approach the consultation exercise without having formed a preliminary view on its policy preference. Whether the decision to adopt the proposal was the right one and whether

12 storey developments will in fact enhance the Turks and Caicos Islands tourism product and grow the economy are questions on the merits of the decision which fall outside the ambit of judicial review which in the present case is concerned only with the process by which the decision was made. Whether the prospective gains justify a change in policy is a political decision, not reviewable in a court of law. The resolution of the issue of whether section 18 was breached depends on the content of the duty to give ‘due regard’ to particular considerations where that duty is to be balanced against an initiative introduced to promote the Islands’ economic and social development. The test of whether that duty has been properly exercised is not whether the TCIG or the Premier was right when it determined that the impact of such developments on the environment would be considered at the stage when planning approval is sought but rather whether they understood the Constitutional objectives of fostering and protecting the environment and took those objectives into account. It is plain from the evidence that they did.

TCI has one of the fastest growing populations in the Caribbean –ECLAC – Belongers population on decline BY OLIVIA ROSE THE POPULATION of the Turks and Caicos Islands could reach 55,498 people by the year 2027 – compared with 32,199 in 2012. This is according to a new medium projection report launched on the July 16 by the Economic Commission for Latin America and the Caribbean (ECLAC) sub regional headquarters for the Caribbean and the Statistics Department of the Turks and Caicos Government. The report stated that the net migration accounts for 68 per cent of this projected increase, with

natural change (births less deaths) accounting for the remaining 32 per cent. The Immigration of people from neighboring countries seeking employment created by the development of tourism has been the main driver of population growth in the Turks and Caicos Islands since 1980, when the population was just 7,413. The ECLAC report noted that citizens of the Turks and Caicos Islands, formerly called ‘Belongers’, constitute a declining proportion of the population. “They represented 69 per cent of the total in 1990, falling to 37 per

cent in 2012 and, if current trends continue, could represent less than a quarter of the population by 2027. “The Turks and Caicos Islands currently have one of the youngest populations in the Caribbean. This is partly because immigrants tend to be younger working age people. “In 2012, the most populous age group was persons between 25 and 44 years (comprising 39 per cent of the population). However, the population is ageing; by 2027 the most populous age group will be those between 35 and 54 years (again 39 per cent of the total). “The proportion of persons aged over 65 will remain relatively low, increasing from 3.5 per cent to 7 per cent over this period, but continuing to increase rapidly after 2027.

“The projections are based on census data, vital statistics and assumptions about future patterns of fertility, mortality and international migration.” ECLAC worked in collaboration with the Statistics Department of the Turks and Caicos Government to develop the population projections and also provided training to the staff of the Statistics Department in the methods and software used to produce the projections. Population projections are used by policymakers and planners to analyze population trends and their implications for social and economic development including the future demand for resources and services.

PDM Unveils constituency candidates BY OLIVIA ROSE THE People`s Democratic Movement (PDM) has unveiled some of its constituency candidates who will be contesting the upcoming general elections. Speaking at a press conference on Monday July 18 at the party`s headquarters Leader Sharlene Cartwright-Robinson named the party`s candidates and dubbed it the ‘winning team’. The candidates for various constituencies are: ProvidencialesSean Astwood - Five Cays, Goldray Ewing - Blue Hills, Vaden Delroy Williams – Wheeland, Douglas Parnell - Cheshire Hall, George Pratt - The Bight ,Ezra Taylor - Leeward & Long Bay and for South CaicosKeno Forbes. The new members of the team spoke to the media on their platforms and the contribution they intend to make to their constituency`s and by extension the country. South Caicos-Keno Forbes highlighted several areas in his platform aimed at improving the lives of all , these include; youth empowerment, building stronger families across the islands, the improvement of public health and public sanitation services on the island and the revitalization of South

Caicos economy. He said: “I am indeed excited to be a part of the change that we need in Turks and Caicos, for too long we have sat back and complained and I said to myself it’s time to take action.” Meanwhile, Leeward & Long Bay- Ezra Taylor said he is very passionate about serving the people. He said: “I am going to ensure that I put every ounce of energy that I have into serving the people, I personally and I’m sure everyone`s that listening we want our country back, we want to feel safe in our homes again, we want our children to have genuine educational opportunities, we want a health care system that we can depend on, we want to ensure that our law enforcement personnel have their resources to work with.” Also delivering brief remarks, the Bight candidate George Pratt spoke of his commitment to the development of the Bight and the country at large. He said it is imperative for people to have a sincere love for their country in order to turn the tide and help create better conditions for themselves and future generations. “I believe that we need more people in the Turks and Caicos who love this country beyond self, we

have a real problem, and too many of us say we love our country but we love ourselves, we need to love our country first and then love ourselves. “This country must exist, it must be successful for you to be successful and if we continue to love self and be divided there will be no Turks and caicos, we don’t a Turks and Caicos that is made of people who came here and decided that this is how they want our Turks and Caicos to look and exist. “We as indigenous Turks and Caicos Islanders must play our role in being responsible and loving our country and making decisions that are best for the future of this country.” Pratt highlighted the need for special education schools aimed at helping children with learning disabilities; he also noted that his work will be centered on building a healthier nation as he underscored the dire need to address the prevalence of non-communicable diseases in the country. The party`s at large candidates are; Karen Malcolm, Robert Been, Derek Taylor and Josephine Connolly. The PDM is confident that its winning team will be victorious in the upcoming elections. Candidates for North & Middle Caicos and Grand Turk North will be announced soon.

Let’s not make same mistake

Is he forgetting everything that the UK is doing for the islands? Putting money in for education etc? Let’s not make the same mistake as many other Caribbean islands, shall we? Look at the UK referendum and what disaster that brought.... the answer is in working together, not pointing fingers and arguing. Look what we have built together so far, all of us. Islander and expat.

Not feasible

Independence for just over 7500 voters is not feasible. We barely have the voting population of a small village! Upon independence, the giant sucking sound you hear will be expat money leaving the islands.

At risk from terrorism

We are going to need an army or a new defence treaty with an Atlantic power. A glance at the news shows that all are at risk from terrorism, and it would not take the terrorists long to discover a defenceless innocent paradise.

I am confused

Premier Ewing has flippedflopped on this issue too often to be taken seriously. He said in a Town Hall that he will not work another term under this

Constitution, because he had his hands tied from doing all that he is doing now in anticipation of an Election. We heard no more. Then Mike calls for Referendum and within hours he said yes I agree. Then his Chairman Royal within days contradicted the Premier’s position. I am confused. No not really, the Premier is confused. This is too serious an issue to have a confusing position from your leader. Can not take him seriously.

They want to escape justice

As long as PNP remains the government people will reject independence and the British will not give TCI the 2006 constitution back. They blew it ! What has independence done for Haiti, Jamaica, and other regional countries. Their people want to come here and take the few jobs we have left. ? The PNP party leaders want independence to escape justice and fill their leaders deep pockets without British oversight.

Look at the Bahamas

We were just in the independent Bahamas, Freeport, and their economy is terrible. Two dollar minimum wage just raised to 5 dollars is causing layoffs. After the Bahamas VAT tax and National Insurance tax is removed from paychecks nothing is left. Had Mike Misick won his fight against extradition the independence issue would not be on the Premiers agenda. Mike would be in Brazil and his cabinet would be in court taking the fall alone. The PNP party has lost the moral authority to talk independence.

Dominicans march for justice BY DAISY HANDFIELD HUNDRENDS of Dominicans and other nationalities marched the streets of Down Town, Providenciales on Sunday to protest against violence towards Dominican women, women at large and violence against the community in general. The march was triggered by the murder of Sonrineida Moreno-Arias who was discovered dead in bushes off Crystal Bay Road, Providenciales on July 13. From 2:30 pm that day, individuals began crowding the Kishco parking lot on the Airport Road in their black clothing, holding up large signs that read, ‘we want justice’. After lengthy speeches from members of the Dominicans United committee, the large group marched around the Down Town area and then back to the Kishco parking lot. One participant told this

Stop politicizing the issue of crime-PDM to Rufus BY OLIVIA ROSE THE PEOPLES’ Democratic Movement (PDM) says Premier Rufus Ewing is politicizing the issue of crime. PDM`s Deputy Party Leader Sean Astwood, in a release, said the actions of Premier Ewing are too predictable and useless in these times. Astwood called on the Premier to abandon what he described as ‘tactics’ of talking to the media with a tough speech when it is crime that he needs to get tough on. Astwood said: “We have all watched as serious crimes continue to escalate to unsettling levels in our Country. “As residents become more frustrated, hopeless, and fearful, particularly of the growing list of unsolved murders from 2004 to present, I along with countless others, was deeply disappointed with the Premier’s response in a recent press conference. “During this press conference the Premier stated that he and his Government have given the police all the resources needed. “Many interpreted this statement to infer that if any additional crime should occur, do not blame me or my Government because we have already done our part. “As a member of the House of Assembly, there is no evidence that the Premier and his Government have taken crime seriously. “ “Instead of these staged politicized press conferences to shift blame directly to the police force, the Premier should make genuine efforts to assist the police in getting crime

under control.” Astwood noted that the PDM brought a motion to the HOA in 2014, which called for biometric testing, fingerprinting, cctv, drones, etc. He believes that because this motion was passed without the support of the government they have done nothing to ensure these mechanisms for crime fighting are in place. However , PDM in an effort to provide solutions to solve the country’s crime problem crafted a12 Point Crime Plan approximately two months ago, which incorporated every component necessary to prevent and/or reduce crime in communities. Astwood said : “I am calling on the Premier and his Government to demonstrate political maturity and implement the PDM’s 12 Point Crime Plan, which includes building better relationship with our communities, border protection, better training for officers and rehabilitation programs for offenders to name a few. “Enough is enough and it’s time for a change.”

Scores of Dominicans and other nationalities marched against abuse and violence

Dominican to have been murdered in such a manner in the Turks and Caicos Islands (TCI). Moreno Arias was the second Dominican to be murdered in the Turks and Caicos Islands in the space of three months. The body of 27-year-old Yuneiry Veras as discovered on April 23 at about 1.04pm on Saturday (April 23) in Pirate’s Cove located on Tom Lightbourne’s Drive, in the north western area of Providenciales. Another man said: “This is a very sad time for the Dominican community and especially for the family of Moreno-Arias who are in the Dominican Republic and are basically confused as to what

happened. “I do not want to say that there is a serial killer targeting Dominican women, but it appears to look so. “It’s even sadder to see that a situation similar happened recently [Yuneiry Veras’ murder] and nothing has come out of that case as yet; I just hope this one doesn’t just turn into another statistic.” Another person said: “I am a Turks Islander and I am marching because I want to see authorities of this country get to the bottom of these murders. “I have lost a love one due to violence and I think the situation is getting out of hand and we need to stand together as a people to show

that we are fed up with this. “This country is too small for this.” Sonrineida Moreno Arias, a 26-year-old Dominican woman, who was reported missing from Sunday, was found in the bushes naked, with burn marks to the private parts of her body. The last time Moreno Arias was seen was around 4 am that morning leaving her residence on Robinson Street, Five Cays. According to reports, around or before 4am she was picked up by an unknown driver. She reportedly left work at the Shadow Bar around 3 am Sunday morning and was dropped off at her home by a co-worker.

The TCI and national sovereignty The issue of independence, or national sovereignty has again come to the forefront of TCI politics. TC Weekly News has reported the Premier as saying that the decision to make the TCI a sovereign nation rests with the populace, and that the people will have to first signal their intention to the Government. The Premier is a pragmatic thinker, and looks at the benefits and shortcomings of any decision, since it will always affect the people. I agree with him that sovereignty or independence are for the people to determine, and this will guide the Government’s position. He also states that some education about independence is required. My view is that not just some education is required, but that education is pivotal, since it has to deal with what independence means, and what is required of the population. For example, independence requires a new way of thinking about the country, new efforts by the people to develop the economy, and a sense of nationalism and unity, so that efforts are combined to achieve national objectives. Independence requires we manage our defence, have representatives in selected capitals to foster our policy interests, and collaborate with

other democracies to deal with national and regional concerns. We do this at some level now, but with independence, we choose on a broader scale what is in our interest. This is why it is important the people decide, since the onus is on them to transform the society. I also agree with the Premier that we should continue to seek for greater autonomy in managing our affairs. This is because political development is incremental. Government’s resources come from building an economy that works. Corruption undermines this, since resources are squandered without evidence of progress on initiatives that matter for the country. Furthermore independence does not mean opponents are persecuted, and party supporters enjoy the spoils of office. But since there are some obvious benefits to our relationship with the UK which include education, support for government institutions, and security, why is independence an issue for us in a world so volatile, unpredictable and dangerous?

Flanked by a row of silent ministers, Ewing sat behind his desk at the Hilly Ewing building, while media personnel jostled for standing room, and blasted the Commissioner for not only the lack of progress on the recent murders, but for the lack of progress on any of the murders that have been gathering dusk on the shelves for several years. The Premier, who does not think the Force is doing as much as it can to fight crime in the islands, said he will see to it that the Police get the tools they need to fight crime,

Most persons know that the responsibility for national security and policing in this country is that of the Governor and that of the British Government, but this is our country.” The Premier added that with this in mind he has seen it fit to put the Commissioner of Police on notice. He said that as far he was concerned his Government had done everything possible to give the police all of the resources that were necessary to try to prevent, as well as to solve, crime in the Turks and Caicos Islands. “Every time we meet with the Commissioner of Police we ask what else do you need to help assist and address the matter of crime and solve some of the countless murders that remain unsolved in these islands. “And to date, since coming into office, they asked for police cars. We have provided police cars… bullet vests, we provided them… more police boats, we provided the budgetary support and also have that on order right now… I went out of my way and made provisions for closed circuit tv in this country, and was prepared to put it in this budget. “And the Government would be fully responsible for outfitting the entire of Grand Turk and Providenciales with closed circuit tv. It was stated that this would be done in partnership with the Hotel and Tourism Association and Crime Stoppers and that the Government don’t need to put anything into it right now. “But I can tell you that this government cannot sit and wait for crimestoppers or the hotel and tourism association to address the matter of closed circuit tv in the Turks and Caicos Islands,” Ewing stated. He added that his Government had taken the initiative and will soon be purchasing closed circuit tv system within the next few months. When questioned about this allocation, the Premier said that the money for the new system will be allocated in an upcoming supplementary budget. Acknowledging that CCTV would not necessarily help prevent crime, Ewing said that it would certainly help to deter and as officers in solving crime. He said that and on the request of the Commissioner, the Serious Crimes Unit was established with the mandate to solve the crimes in the Islands, yet crimes remain unsolved.

Mayhem after police attempt arrest BY OLIVIA ROSE PANDEMONIUM broke out downtown Providenciales last Sunday July 17, as police officers arrested a 36-year-old male from the Dominican Republic for numerous offenses. The Incident occurred around 5pm Sunday, on the Airport Road in the vicinity of Max’s Mini Mart. According to the police, the man was arrested for multiple offences during an organised anti-crime protest held by several Dominican nationals which was meant to promote non-violence against women in response to recent dreadful events which adversely affected the Dominican community in the Turks and Caicos Islands. The police said the man who at the time appeared inebriated had a small knife in his possession got angry and pushed a police officer after he was informed that he was not allowed to

Indian men jailed for illegally entering TCI THE TWO Indian nationals, who were arrested and charged earlier this month with illegally entering the Turks and Caicos Islands, have been sentenced to six months in prison. The men appeared before the Magistrate court this week to answer to the offence, to which they pleaded guilty by means of an interpreter. Harwinder Singh and Kulwinder Kumar Chopra had arrived in Providenciales on Sunday, June 19 from Nassau Bahamas, via InterCaribbean Airways flight #JY27. After being processed by Immigration and Customs, they were then escorted to the InterCaribbean checkedin counter by the airline’s agent. However, shortly after reaching the desk, the men disappeared. Intensive checks around the airport by authorities did not reveal any sign of them. But acting on a tip off, on Friday, July 1, a joint operation by a Police and Immigration Task Force in the Blue Hills area at around 1pm found the two men in a home in that community. They were arrested and taken to the Detention Centre for processing. Last week, a 41-yearold man was charged with assisting their illegal activity.

Commenting on what transpired, Edwin Hernandez, Assistant Consular for the Dominican Republic in the Turks and Caicos Islands in a release said: “The march was an event with the intention of promoting peace, non-violence, no crime, no violence against women and response to the recent shocking events which have hit our community particularly hard. “It is worth noting that this assembly was not just for the Dominican community purposes only, this was a peaceful march to bring awareness to these crimes against humanity and express our grief. “On behalf of the community I want to inform you that we respect the human rights of everyone and respect the laws and authorities in The Turks and Caicos Islands. “We held a short assembly and at the conclusion an incident transpired across the road from where the

activity was concentrated, which had to do with a person buying an alcoholic beverage and may have been under the influence. “We thank the authorities for allowing the community to assemble peacefully and express itself. Even though an incident took place during this time it was the act of a single man and not to do with our organization. It was also out of our hands. “On behalf of the community we appreciate the protection and support provided by the authorities and the community that I work in support to this important and peaceful march for peace and non-violence of all.” The incident has since raised wide spread condemnation by political leaders who have since urged the Dominican community to respect law enforcement in the Turks and Caicos Islands. Sunny Foods accused re-arrested after release by Supreme Court – now on remand at HMP Police have re-arrested Haitian nationals Reginal Presil, Fritzer Prevalus and Wilbert Almonor in connection with the armed robbery at the Sunny Foods store in Five Cays last April 10. The men were previously arrested and charged with conspiracy to commit armed robbery, but had been released due to insufficient evidence being submitted to the court at the time of their sufficiency hearing last month. On Monday, Police took the men out of the custody of the Immigration officials at the Detention Centre, where they were awaiting deportation. September 2. According to police sources, additional evidence has been discovered to support their case, resulting in the re-arrests. During the robbery, a male was shot multiple times by three masked men who escaped in a vehicle with an undisclosed amount of money. Since their release from police custody, following the failed sufficiency hearing, the men were arrested by Immigration officials and charged with overstaying in the Turks and Caicos Islands. They then appeared before Magistrate Carlos Simmons on July 6 and were ordered to be deported back to Haiti. They were also given a two-year suspended sentence, which they would have to serve if they returned or attempted to return to the TCI.

Turks and Caicos Islands is a country that is governed by the constitution and the rule of law and as such people should respect law enforcement authority. He said: “My fellow Turks and Caicos Islanders, I address you on the events as they unfolded yesterday during what should have been a peaceful demonstration by the Dominican community by way of expression of their grief over the recent loss of one of their own. “As a law abiding nation we all subscribe to the principles of justice and the desire to see those who are guilty of breaking the law brought to justice. “However, we must all respect persons of authority at all levels, and especially our law enforcement officers. “Let me say that I absolutely

condemn the events of yesterday as this is not the Turks and Caicos that we know where police officers would come under attack for trying to enforce the laws of this country and leaving them no recourse but to use forceful tactics to restore peace and order. “We appreciate that there are many persons who are upset about the recent murders, we all are, but that does not give anyone the right to abuse the police and take the law into their own hands and where such situations exist, the police must do their utmost to protect themselves and to restore law and order.” Leader of the Opposition Sharlene Cartwright Robinson also echoed similar sentiments of condemnation and called on the Dominican community to respect the work of police officers.

Rooster fight gets two men five years in prison TWO Kewtown men have been returned to her Majesty’s prison to serve three and two years, separately, for a 2015 wounding with intent offense. Twenty three year old Derrison Missick and Cherven Almonor appeared before Judge Joan Joyner on Tuesday (July 19) and were found guilty of the crime. The three charges stemmed from an incident that took place on June 28, to which police responded to a report of a fight. Upon arrival, officers met a man with a deep cut on his forehead and a female with a deep laceration to her right hand. The victims told the police that during the fight Almonor, Missick and another male hit them with cutlass causing them to receive the injuries. Missick was subsequently charged and found guilty of two

counts of wounding with intent and was sentenced to three years imprisonment. He was ordered to pay compensation of $3,500 or face an additional year in prison for count one. One the second charge Missick was sentenced to two years imprisonment to run at the same time as the three year sentence. His accomplice, Almonor, had only one charge of wounding with intent against him. He was sentenced to two years in prison. Almonor was also ordered by the court to pay compensation of $500 to the victim or face nine months additional months in prison. The trial for the third man will appear in court next month for his trial.

THE CAPITAL NOTE Dear Bishop Williams: If I had only listened to the advice of my mother, I would not be in such a mess…. I mean a bad mess today. I am an average professional woman of 28. All of my life I took exceptionally good care of myself in hygiene, education and attending church. I gave my single mother no problems at all but contributed to the overall cost of the house. I am an only child. Six months ago, my best childhood friend held the Christening of her son; naturally I was the God mother. At the reception, my wondering eyes got a hold of one of the Godfathers: a very Hampson dark skin man of about 30 years old. Bishop, I don’t know what came over me; I was steering at him and blushing so much that it was noticeable to all. But we spoke no words; body chemistry was in charge of me. At the end of the reception, I made my move and gave him my phone number and insisted that he call me as soon as possible. Finally, after two days, he called and I am sure that he could hear my heart beating rapidly. He will not give me his phone number despite my repeatedly asking him, so I hired a private investigator to find out where he was working. Bishop to make this long story short, I must tell you that my mother told me in the most certain terms that I should abandon my aggressiveness in chasing this man otherwise I would get more than I want. She was right. I have always had problems with my immune system, but now I am HIV positive because of him and my aggression. I have been hospitalized three time for treatment of my HIV infection. When I found out that I was infected, I informed him and he told me that I was the pusher and the aggressor, that I only wanted him for his good looks and body. Bishop, he never apologized but told me that he is not sorry for me. I cried for days, but with the support of my mother, I am feeling much better now and taking my medication. But Bishop, I still have feeling for him. I want to go after him. My rationale is that since he gave me HIV, I just might as well try to be with him. I know what my mother will say, but what will you say. HIV PUSHER FROM BIMINI Dear HIV pusher from Bimini No more pushing from you. You are digging yourself a slow but sure grave. Do not go after a man who clearly shows little or no respectable interest in you. From my experience, you are spending time and money going after someone who does not respect you and you don’t respect yourself either. Your self- esteem is too low. The view from above

Even though I’ve done it countless times, like so many others, I couldn’t help but marvel once again at the sheer beauty of the waters and landmass below, as I flew to Provo this last Sunday. Somehow, seeing this country of ours, this blessed archipelago, from above, puts things in perspective and makes one realise how fortunate we are BY TITUS DE BOER to be able to contribute to Titus de Boer, who originally nation building. It also makes moved to the TCI from you think about the pace of Germany in 1989, is a development, especially as journalist by training and the plane approaches Provo currently works as an art and how to best manage promoter and consultant in sustainable development. Is Grand Turk and internationally. there a realistic way to stop a place from overdeveloping in practice, not just in theory? But allow me to take a step back. Having being on Grand Turk for the past three months without getting “off the rock”, I was wondering whether there’d come a point when I’d be sticken with a first, serious bout of island fever but alas, I can’t say that I was. What did intruige me was the question whether during a two week absence, I’d miss it. The answer came sooner than expected, namely as soon as I landed in Provo, with its relative hustle & bustle and realised that I was really longing to be back in Grand Turk. Home is, as they say, where the heart is. As I write these lines I find myself in the UK, in the midst of what the Brits like to call a “heatwave”. In the TCI we would call it just another warm day but fair enough, all things are relative. The weather aside, I have returned to a changed country. A new prime minister, a country about to start negotiations about its exit, “Brexit”, from the European Union and yes a place where, when I entered it with my TCI passport, made me cue with “all other countries” passport holders. There’s nothing bad about that experience but it does make you realise that, despite the occasional rhetoric from politicians, there is really no longer a tangible, lasting bond between us and the “mother country”. Indeed, speaking with most people in this part of the U.K. (Brighton), arguably one of the more enlightened places in the country, one hears the “Turks and what?” in about nine out of ten conversations. The view from above and beyond, would perhaps have been a better title for this piece. We often read about “The Brits” in the local papers and the agenda they may or may not have. Fact is, the average Brit not only doesn’t have any concept of any agenda as regards the TCI, but indeed hasn’t got a clue what and where we are. Full stop. Their worries are focused on the NHS, the looming Brexit, the economy, immigration, the housing market, etc, etc. Whatever issues we, or any of the other remaining overseas territories, may have is so far removed from people’s minds here, we might as well be talking about the plight of the inhabitants of Timbuktu or Vladivostok. And so back to that stunning view of our truly amazing island nation. I, like all of us, have my weaknesses and I certainly don’t have all the answers, but being a radical is not one of my shortcomings. That said, I think the time has come to have a serious, well informed, national conversion about our place in the world. Britain’s moving on - so should we.

Men who What will it take robbed US for us to wake up? tourists on trial REAL TALK

TWO males are set to appear in the Supreme Court for trial following a robbery in a hotel room at the Ocean Club East Hotel in Gracebay. Twenty-four year old Jamal Missick Thompson and 23 year old Paul Missick are both accused of entering the hotel room of Shameika Watson and her fiancee, at about 1:58am on July 10. One of the two men escaped with several expensive items - watches, gold and diamond rings, wallets, gold necklaces, New York Licenses of the two victims, and approximately ten credit cards. However, his younger alleged accomplish, Paul, was overpowered and subdued by the male occupant of the room, then handed over to police when they arrived on the scene. The men were granted $10,000 bail each with one surety by Magistrate Jolyon Hatmin and are to appear in the Grand Turk Supreme Court on September 2 for trial. They were both put on curfew of 9:30pm to 5am. The court also heard a separate charge related to Paul Missick. He is also charged with aggravated burglary and handling

stolen goods, but only the handling charge was dealt with in court this week. Missick is alleged to have entered the home of Louis De La Cruz on May 30, along with a number of unknown males. The homeowner was awakened by a noise in his home, and upon checking he was confronted by the strangers in his house. The thieves robbed De La Cruz of a wallet, $200 cash, a canon TS Rebel camera worth $500, memory cards and a Samsung cell phone. The robbery was conducted with what the victim thought was a gun, but what turned out to be a toy gun. Later that same day Missick tried to sell the camera to someone in a WhatsApp conversation, leading to his arrest. Police said that Missick told them he saw someone place the camera in the bushes and that he only recovered the discarded item. Misick pled guilty to the charge of handling stolen goods, and the magistrate recommended probation. He will return to court on August 23 for mitigation the presentation of his probation report.

Sleep is a condition of body and mind such which typically recurs for several hours every night, in which the nervous system is relatively inactive, the eyes are closed, the muscles relaxed, and consciousness practically suspended. If that is the case, when it comes to the state of affairs in this country and our citizens’ response to them, too many persons in the TCI are relatively inactive, their eyes are closed, and their consciousness has been suspended for far too long. This brings me to the question “What will it take for us to wake up? Over the last ten years in this country we have experience turmoil after turmoil. We have endured a commission of inquiry, British intervention and the suspension of constitution and democracy. We currently still going through the fallout from the inquiry in 2009. We have seen the crime rate increase and the solving and prosecution rate decrease. Still we are sleeping. We have heard the cries of families seeking justice for their loved ones and all they are comforted with is a crime tip hotline reward and the promise of closure to come. We have allowed murder and retribution killing to take the lives of young people in the presence of others who refuse

What will it take to wake us up? Persons have disrespected our Police Force with statements expressing no confidence and appreciation of role and sacrifices many good officers are making; yet we wonder why an expat feel free to attack or abuse law enforcement? So many social issues have gone unsolved for so long they are becoming a part of culture. Too many simple situations that needed leadership have become so huge until we forget when it was a simple fix. What will it take to

wake us up? I have said in private so now I say it in public; too many people in leadership in this country whether civic, political or religious; have been sleeping on the job and the city is under attack. When people are sleeping too much, they sometimes require a wake-up call. There have been several wake-up calls in this country in recent years and still people are sleeping. I have reach the stage where I wonder if I am confusing sleeping people with dead people. Nevertheless, everybody his not sleeping. Jasmin Salisbury Walkin is wide awake you will hear me roar. I hope my roaring wake up some people before it is too late; because by the time some folks decide to wake up, people like me will be fast to sleep.

Health Care management decisions In both business or government needs are addressed by management decisions. In the course of the last 13 years decisions regarding health care have left TCI with tremendous financial obligations which have moved huge portions of the countries income into the hands of contractors. One of these is Interhealth Canada. They have the responsibility for providing secondary care. They also had and have the responsibility for the construction, equipping and maintaining of our two small hospitals in Provo and Grand Turk. The hospitals were estimated under the 1995/2003 government to cost under 50 millions. We are paying 120 million plus interest bringing the total cost to over one quarter of a billion dollars. Honorariums are usually given by the government for work well done, not by the contractor who benefited from receiving the contract. Does this explain the tremendous extra cost ? According to the interim governor the PNP agreed to pay 30 millions per year to Interhealth Canada for secondary top end health care.

Workers pay 6 % of their wages which only covers a small portion of the 30 million. The rest is raised by direct and indirect taxation and copays made by the patients. By direct examples the cost of spending rose from one week in the Myrtle Rigby clinic at 350 dollars to a week in the Cheshire Hall Hospital at 5,000 dollars. Are we receiving value for the dollars we are spending ? Is the care patients are receiving first class ? Why are we double farming out health care ? We are paying Interhealth Canada to staff and provide care but numerous patients are being shipped overseas for diagnosis and care. Why is this ? Does Interhealth Canada own and run any hospitals in Canada ? None that we can find. It appears Interhealth Canada is a consulting organization operating from rented offices in Ontario Canada. We welcome any clarification on their

qualifications. The contract we have with Interhealth Canada has provisions for clinical and financial audits at year five, (2015), of the contract. Have the people of the TCIG seen the results of these audits ? The audits must be done by a reliable third party organization not someone selected by the people who made the decision to award Interhealth Canada with the exclusive contracts. Those who by the grace of God received adequate care may or may not disagree with our findings Those who passed away have no voice. It will soon be up to the people to decide if a new government will look into these matters. What about the primary care clinics ? This is where preventative care and treatment begins. Let us look into this PNP managed system next

Britain’s EU exit makes clear its contempt for overseas territories like Turks and Caicos BY BEN ROBERTS Ben is a writer and published author of the novel ‘Jackals of Samarra’ at Amazon.com. (PART 1 OF A 2 PART SERIES) The British ability to demonstrate arrogance, superiority, elitism, and the pretense that they have an inalienable and divine right to do as they please, is matched only by their giant capacity for hypocrisy. Their recent BREXIT from the European Union (EU) demonstrates all of the above in full regalia. They held a referendum on the matter of EU exit that resulted in 52% voting FOR and 48% AGAINST. Now let’s be clear. British citizens have a right to vote for whatever they want. The problem is not their voting, or even the outcome. The problem is with the UK government.

It is incomprehensible that these ‘cultural elites’ in this so-called ‘Mother of All Parliaments’ where debate, discussion and reasonable argument is cherished, carried this out with zero input from Overseas Territories, where the British flag still flies, or independent Commonwealth countries where it used to. This is not a full list, but these Territories include Turks & Caicos, Bermuda, Cayman Islands, Falklands, Pitcairn, Gibraltar, and Diego Garcia. Except for the Falklands, where the British introduced White sheepherders, the people of these Territories are, for the most part, non-Caucasian and African-skinned, or the indigenousskinned from these regions. So let us grasp what happened here. With Britain joining the EU these fledgling Territories, remotely and poorly overseen by them, and financially strangled by a stingy and parasitic colonial mentality of ‘if you have it then it’s mine, mine, mine,’ received an upgrade. As subjects of the British Crown these peoples qualified for EU benefits somewhat similar to UK-born citizens. These included education assistance, capital development project funding, disaster relief, technical assistance, and EU

passports that allowed for ease of travel and ability to work in the EU countries if the subjects so chose. To these people this was a welcome advancement and progressive upgrade to the tight-fisted, me-first, host-parasite relationship that reigned prior to this. Now, with the BREXIT vote, the sea of humanity in all these Territories have, in one fell swoop, had these benefits yanked out from underneath them. Let us take the Territory of Turks & Caicos as a case in point. The photo above is an actual passport document recently issued to a Belonger in that Territory. He simply submitted for renewal his aboutto-expire passport, not seeking or expecting anything different, and received his new passport indicating EUROPEAN UNION at the top. It was then that he realized he was now being afforded benefits similar to EU citizens. Now, with their vote, UK citizens have deprived him of something they themselves, and their government, never provided in the first place. In essence this subject, and every subject in Turks & Caicos, as well as every subject in all the British Overseas Territories, have lost substantially due to a vote they played

no part in. In fact in this process the British government, by its actions, made clear that the throngs of human souls in these Territories were of no consequence, and mattered not in the least in this decision. A decision that would negatively impact them more than UK-born citizens. This is absolutely reprehensible, but standard procedure for the British in dealing the peoples of these Territories, no matter which century we happen to be in. Such conduct exposes their Commonwealth Day and Queen’s Birthday Parade call-tocommunity speeches as nothing more than hollow utterances, and their White Papers ‘For Partnership and Progress’ as nothing more than dusty useless stationery. It would be gross negligence for Turks & Caicos Islanders, and all those in the Overseas Territories, to accept this BREXIT move without as much as a whimper. The same thing applies to peoples of Commonwealth Territories, as well as UK cheekby-jowl neighbors such as Ireland, Wales, and Scotland. There should be total solidarity on this, as the people and governments of all these Territories combine to stop the British government in its tracks by filing an

international class-action lawsuit on behalf of all, holding the UK liable for a to-be-determined amount that should run into the billions of Euros, due to lost benefits accruing from its actions. Such an undertaking is more than justified, given the fact that at no point in this BREXIT process did the UK government think it necessary to include the peoples of these Territories in as much as an opinion poll, straw poll, questionnaire, or call for submissions to hear their input on the matter. They simply decided these peoples did not matter. Enough! The pre-Magna Carta days are long gone. The peoples of these Territories can no longer continue to inherit the misery, inconvenience, and misfortunes of decisions made by those who lead the British citizenry. In discussing their dismay at this appalling British action with calls for a lawsuit to rescind this decision Gerry Adams of Ireland’s Sinn Fein, and Alex Salmond of Scotland’s Independence movement, should realize they have, in the sea of humanity in these Territories, the perfect storms, hurricanes, and tidal waves of collaboration to make such legal action a reality to stop this British assault on their collective progress.

Premier and team visit frustrated Priton homeowners – to meet with Priton ELECTION fever is in the air, and many of the representatives from both of the major political parties and even those running independent are getting in touch with the people whose votes they need to put them in office. Last Friday (July 15), Premier Rufus Ewing, Minister of Housing Amanda Missick, the Chief Environmental Health Officer and the Deputy Director of Planning paid a long overdue visit to Phase Two of the Priton homes development. The homeowners who have been suffering for months, and in some cases years, recently became frustrated with the disregard with which they were being treated. During the visit they were not coy about airing their problems to the team. Several of the residents left their jobs to return home to meet with the Premier when they heard the early afternoon walkabout. One homeowner became emotional while describing the conditions she and her small children have had to endure – living in a house that smelled strongly of mold; the smell of which was evident when the media crew entered the premises. Homeowners pried up broken floor tiles, displayed nails poking through

walls, faulty plumbing system, leaky roofs, and massive sinkholes resembling deep canyons, as the visitors examined the shoddy work that was carried out in constructing the homes and setting the foundations upon which they rest. Representatives from the Millenium Heights Associaiton said they are looking forward to some swift actions on the part of the Government now, as Priton continues to ignore them and their complaints about the homes they built. For his part, Premier Ewing said he will be investigating the issues and that he will be meeting with members from the home development company along with representatives from the planning

Priton Development is the company that constructed affordable housing project in Blue Hills and off Millennium Highway Phase 1 and phase 2 respectively. Phase 1 consists of 130 homes and phase 2 consists of 297 homes from which approximately 250 homes were completed and received occupancy certificate. The homes are a prefabricated building system that was approved by the Physical Planning Board.

Hanchell, in a release on Tuesday July 19, said: “As a servant of the people of the Turks and Caicos Islands and particularly the Island of South Caicos, I have decided to answer to the numerous requests from persons living in the community of South Caicos who wants me to run as a candidate in the upcoming General Elections.” Staying true to his roots he noted that, South Caicos is his hometown and will forever hold it dear to his heart. He said: “Many persons in the community have reached out to me requesting that I return to elected politics and champion the progress that I began while in Government. Price Club to close, leaving over 40 workers jobless BY DAISY HANDFIELD PRICE Club Supermarket in Providenciales will be closing its doors for good and nearly 40 workers will be left without employment. It has been confirmed that the store will close and reopen under a new name and under new management. A concerned employee, Camilaire Compere told this news reporter that the management of the supermarket issued a letter stating that the store will close its doors on August 7, but that there was no mention of compensation for all of the years that he and other employees have been working with the company for. The letter read: “As you know and have seen our sales have been declining over this past year. “The store has been losing money and in this very competitive market it does not look like we will rebound. “It is with great sadness that I must inform you that Price Club will be closing its doors for the last time on Sunday (August 7). “I know this will create a great hardship on you and your families as it has with mine. “We hope nothing but the best for you and wish to thank you for all your help and work you have given Price Club.” Compere, who said he has been working with the company as a shelf stocker for the last 18 years, alleged that the owner of the supermarket,

Gus Karajianis told him that he was not paying anyone any money, when approached with the subject of compensation. He said: “He don’t make any meetings with us; he did not tell us anything. He only give us the letter to say that August 7, everybody should be out. “I spoke to him about pay and he said that he has nothing to pay anyone. “Everybody feels bad because we worked a long time and he is supposed to give us something like every company does in the world. “When you try to do something like that, you are supposed to make a meeting with the people and give them something, according to the law. “Then you can go ahead and do whatever it is that you want to do.

“For him, he does not make many meeting, he said that he has no money to pay anybody.” The man stressed that it was unfair and inhumane to have workers dedicate a vast majority of their lives to a company and not be compensated for their time. “At my age I would like to get my money. “I am 55-years-old and I need to do something for myself. “I feel all my body broke so I do not think that I can go and get a new employment. “He is supposed to give me money and I am supposed to do something for myself. “I have my family to take care of; maybe he does not think about that,” Compere said. The man said that he has taken the matter up with the Labour Board and was informed that the owner of the supermarket will be contacted and that the situation would be dealt with from there. The owner for Price Club supermarket, Gus Karajianis was contacted by the TC Weekly News and when asked about paying the employees for their time at the company, he said that the matter will be discussed during the time of closing. He did not confirm nor deny the allegations of denying to pay employees who have been working with the company for long years.

SEVEN new officers were sworn into the TCI Toastmasters Club on Tuesday, July 19, to serve for the 2016/2017 Toastmasters year. At a simple swearing-in ceremony at the Vix conference room, a team of seven dedicated and hardworking members were elevated to new ranks in the club The aim of TCI toastmasters is to help individuals from all professions develop their speaking and leadership skills. The Immediate Past President Toastmaster Sanfra Foster gave a rousing farewell address titled ‘The Road to Charter and beyond.’ In her speech Foster recounted the journey to charter and spoke passionately about her dreams to create an environment for people to develop, practice, encourage and aspire toward competent communication and leadership in the Turks and Caicos Islands. The Immediate Past President’s speech was followed by the installation ceremony which was officiated by Toastmaster Cheryl-Ann Foreman. The following officers were installed:Toastmaster Jacqueline Moe-Cox as President, Toastmaster Paul Coleman as Vice President Education , Toastmaster Rose Hall as Vice President Membership, Distinguished Toastmaster WM Martin as Vice President Public Relations, Toastmaster Sheryl McLaughlin as Secretary, Toastmaster Sanfra Foster as Treasurer, and Toastmaster Arielle Williams as Sergeant-at-Arms. The newly installed president Toastmaster, Jacqueline Moe-Cox, shared her vision for the club in her presidential address. The president created intrigue as she shared perspectives on whether leaders are born or made. She delivered a competent phase 7 speech, leaving the audience captivated with examples of great leaders including Aristotle, Hitler, Harriet Tubman, Martin Luther King and our own J.A.G.S. Attorney General announces new Senior Legal Appointments ATTORNEY General Rhondalee Braithwaite-Knowles on Wednesday July 19 announced four new senior legal appointments within the Attorney General’s Chambers. Three new appointments as Principal Crown Counsel saw Mrs. Khalila Astwood-Tatem becoming the first Principal Crown Counsel with responsibility for International matters, Ms. Yaa McCartney as the Principal Crown Counsel with responsibility for commercial matters and Ms. Clemar Hippolyte taking the reins as Principal Crown Counsel with responsibility for litigation. First, Mrs. Khalila AstwoodTatem, a Grand Turk native, practiced for many years in the Bahamas, first as an Associate and then as a Partner at Evans & Co. Now, she returns home to the Turks and Caicos Islands Attorney General’s Chambers, where she became Senior Crown Counsel and then Principal Crown Counsel and lead on commercial matters. Through training and development opportunities, Mrs. Astwood-Tatem has gained quality experience and expertise in commercial law. These include; Development Agreements, land acquisition, public-private partnerships, company law, civil litigation and appeals, industrial relations and employment, probate and wills, real property and

conveyancing, personal Injuries. Whilst also offering legal advice/ opinions on a wide spectrum of issues such as; constitutional and administrative law, international compliance, combatting antimoney laundering, and mutual legal assistance. Governor and police commissioner discuss security issues with Dominican Republic community The Governor, Peter Beckingham, met separately on July 19 ,the Premier and Police Commissioner and representatives of the Dominican Republic community to discuss the recent murder of a DR Citizen, and developments since then. The Governor said, “I told Edwin Hernandez, a member of the DR ConsulateGeneral, and members of the community how saddened I was to hear in London, when I was there last week on official business, of the tragic murder of Sorineida Moreno-Arias. Following the earlier murder of another DR citizen this is a tragic loss of a young life. I told the community that we have also reported these incidents to our Ambassador in Santo Domingo. “I said to the community that I had complete confidence in the Police Commissioner and his team who I knew were doing everything in their power to bring the perpetrator of this awful crime to justice. Commissioner Smith, who joined me for the meeting, and I underlined that the Royal Turks and Caicos Islands Police Force would leave no stone

unturned to arrest the individual or individuals concerned. “Commissioner Smith and I also said to the DR representatives that we had no objections to the community arranging lawful events to express their anxiety at these recent incidents. I was grateful for the reassurances of the DR community that any gatherings should be peaceful, and that they regretted the isolated attacks on the police by a small number of their group. “The Premier, Minister of Finance, Commissioner of Police and I also had a useful discussion about wider security issues. We agreed that we should consider a number of options to strengthen security measures across the community, as well as providing our reassurance to the public at large that we believed the RTCIPF, who had our full support, were working as hard as possible to solve all outstanding murders in Grand Turk and Providenciales regardless of when they were committed. We will consider options at a further meeting of the National Security Council next week, and subsequently hold a further meeting of the Security Council Advisory Group.”

A practicing barrister appearing on a near daily basis before courts, tribunals and decision-makers for many years in Criminal and Civil litigation, Dr. Dillon brings to the Attorney General’s Chambers in the Turks and Caicos Islands, significant advisory experience involving opinion work. He has expertise in criminal law especially involving any issue of intoxication or mental disorder, significant Judicial

review experience, commercial law including franchise law and breach of confidentiality, mental health law, administrative law, professional negligence, financial services law, personal injuries, human rights and civil liberties, and constitutional law. Weekly crime update BY DAISY HANDFIELD A WHITE sack containing 32 packages of cocaine was found washed up on the shore of one of the islands in the Turks and Caicos. Police officials said that the cocaine weighed a total of 36.846 kilograms, with a street value of $736,920.00 US. The drugs were handed over to the Tactical Unit officers of the Royal Turks and Caicos Islands Police Force (RTCIPF) and a Drug Enforcement Administration agent. By order of the Commissioner of Police, the drugs were destroyed on July 16, but up to now no arrest has been made. Meanwhile, two men of Kewtown, Providenciales were charged and sentenced to prison time for an incident which transpired on June 28, 2015. The afternoon of the incident, police officers responded to a report of a fight in ‘Rooster Black’ yard, Kewtown. On arrival, officers met a man

with a deep wound on his forehead and a female who also had a deep cut to her right hand. They both informed the police that during a fight, Almonor Missick and another man hit them with a cutlass, causing them injuries. After a successful trial in the Supreme Court, which lasted from June 7 to June 14, the two accused were found guilty. Missick was charged and found guilty of two counts of wounding with intent and was sentenced to three years imprisonment and ordered to pay a compensation of $3,500 or a one year extra imprisonment for count one, and for count two, he was sentenced to two years imprisonment, to run concurrently. Almonor was charged and found guilty for one count of wounding with intent and was sentenced to two years imprisonment, ordered to pay compensation of $500 US to the victim or nine months imprisonment. The final incident was an arrest

of a 36-year-old Dominican man on Sunday for numerous offenses during a protest. It is alleged that at the time of the arrest the man appeared to be under the influence of alcohol, got angry and pushed a police officer after he was informed that he could not consume alcoholic beverage during the protest and that it was illegal for it to be sold at the time. When the officer approached the man, he noticed he had a small knife in his possession. With the assistance of other officers, the man who was resisting and behaving aggressively was arrested. A group of people approached the officers by making threats and use of abusive words in their native language while trying to take the man away from the police lawful detention. A number of police officers were assaulted during this incident. The man was later release on police bail.

The sunscreen that you dutifully slather on before a swim on the beach may be protecting your body but a study finds that the chemicals are also killing coral reefs worldwide. Four commonly found sunscreen ingredients can awaken dormant viruses in the symbiotic algae called zooxanthellae that live inside reefbuilding coral species. The chemicals cause the viruses to replicate until their algae hosts explode, spilling viruses into the surrounding seawater, where they can infect neighboring coral communities. Zooxanthellae provide coral with

food energy through photosynthesis and contribute to the organisms’ vibrant color. Without them, the coral “bleaches” turns white and dies. “The algae that live in the coral tissue and feed these animals explode or are just released by the tissue, thus leaving naked the skeleton of the coral,” said study leader Roberto Danovaro of the Polytechnic University of Marche in Italy. The researchers estimate that 4,000 to 6,000 metric tons of sunscreen wash off swimmers annually in oceans worldwide, and that up to 10 percent of coral reefs are threatened by sunscreen-induced bleaching.

Danovaro and his team studied the effects of sunscreen exposure on coral samples from reefs in the Pacific, Atlantic, and Indian Oceans. Even low levels of sunscreen, at or below the typical amount used by swimmers, could activate the algae viruses and completely bleach coral in just four days, the results showed. Seawater surrounding coral exposed to sunscreen contained up to 15 times more viruses than unexposed samples. said the new results are further evidence of an alarming trend. “Other factors such as coastal pollution, overfishing, and sedimentation all contribute to coral reef habitat degradation, and this work continues in that vein,” said Vega Thurber, who was also not involved in the research. “But before we ban sunscreens, we must first determine if local ambient concentrations of sunscreens are positively correlated with coral bleaching events.” Danovaro says banning sunscreen won’t be necessary, and points out two simple things swimmers can do to reduce their impact on coral: Use sunscreens with physical filters, which reflect instead of absorb ultraviolet radiation; and use eco-friendly chemical sunscreens. Australian researchers are also working to develop a sunscreen based on a natural ultravioletblocking compound found in coral.

• Prepare roasted tomatoes. • Toss all of the ingredients to combine. Set on baking sheet and place in preheated oven of 425 degrees. Bake for 8 minutes. • Remove from oven and cool on pan. • Boil a large pot of salted water of medium-high heat. Add penne and cook according to the package directions. Once noodles are al dente, reserve ½ cup of pasta water, and then

drain the remaining water from the noodles. Make sauce while pasta is cooking. • Heat a medium skillet over medium-high heat. Chop up bacon and add to the skillet, cook. Once thoroughly cooked, drain and place pan back on

the heat. Add 1 tablespoon olive oil; add onion and cook for 2 minutes, then add garlic and cook until onion is translucent. Add roasted tomatoes and spinach. Remove from heat. Add in mascarpone, 1 cup parmesan cheese, ½ cup reserved pasta

water and chili paste, if desired. Stir until cheese is melted and smooth. Stir in bacon and pasta. • Stir in remaining fresh tomatoes. And serve topped with additional parmesan cheese, if desired.

NEARLY 50 children participated in the first ever National Football League (NFL) summer camp hosted by the Turks and Caicos Islands American Football Academy (TCIAFA) last weekend. The camp started from July 13 to the 16 and welcomed a number of former and current NFL players from the United States, who helped train the participants. Defensive tackle for the Houston Texans, Vince Wilfork; retired wide receiver in the NFL, Randy Moss and former running back for the NFL, Matt Lawrence are among the NFL players that visited the islands for the camp. President for the TCIAFA, Daryll Williams, told this news reporter that the overall camp was very successful. He said: “The NFL players taught these students all of the fundamentals

of the sport and through this, the children grew more interested in the sport. “Day one and day two demonstrated the basic fundamentals of football and in the last two days of camp, we basically put some more emphasis on what was taught during the first two days.” Williams confessed that this initiative was a way to give children something productive to do when they had breaks from school. “Since I have started working with this program, I have noticed a decrease in problems with the young men that they would normally have; their focus levels in school and their grades are improving. “The students are starting to grasps the opportunities that are being presented to them. “They are very much excited to be a part of initiatives such as this and to meet these athletes.

“The athletes are also excited about seeing American football expand in the Turks and Caicos Islands,” Williams said. The president said that the NFL players vowed to return next year for a second edition of the camp and that the committee was also looking to introduce more beneficial camps such as this one. He said: “This program is moving forward. We are looking to introduce coaching and referee clinics before the end of the year where people who are interested in coaching and refereeing could participate.” The TCIAFA was established three years ago by Ryan Jones, who wanted to bring American football to the TCI. He is hopeful that this will be an avenue to secure scholarships for TCI youths to go off to play professional football.

Saharan Dust slows down storm activity in Caribbean hurricane season’s second month EVEN before the 2016 Atlantic Hurricane Season started, the storms were forming. First there was Alex in January, then Bonnie in late May, then Colin and Danielle in June. Since Danielle’s June 20 formation, there has been calm in the Atlantic. And meteorologist with AccuWeather, Ed Vallee says Sahara Dust has something to do with that. An unusually strong highpressure system in the northeastern Atlantic Ocean is kicking up plumes of Saharan dust. Tropical systems need sea surface temperatures of at least 80 degrees, as well as moisture in the atmosphere to feed. So the dry Saharan dust is starving potential systems. “The water temperatures are plenty warm, but the dry, dusty air is really inhibiting development,” he told the Palm Beach Post. Vallee added that heavy wind shear, another tropical cyclone killer, is also occurring with the Saharan dust. Hundreds of millions of tons of dust are picked up from the deserts of Africa and blown across the Atlantic Ocean each year. So don’t write off experts’ predictions, of an average hurricane season that will be the most active since 2012, as being off the mark. According to meteorologist John Gerard, the busiest part of the June 1 to November 30 season is ahead. “Since we got off to a quick start, many assumed it was going to be an extremely busy season – and it still might be,” he says. “There is no connection to what occurs early in the season with how the rest of the season will transpire… Don’t let this quiet July fool you. If history means anything, we should

expect this calm July – so far – to become much more active in the weeks and months ahead.” Earlier this month, the Colorado State University released an adjusted forecast which projects 15 named storms, 6 hurricanes and 2 major hurricanes, close to the 30-year average of 12 named storms, six hurricanes and three major hurricanes. The National Oceanic Atmospheric Administration issued its forecast at the end of May, calling for 10 to 16 named storms, 4 to 8 hurricanes and 1 to 4 major hurricanes. (Caribbean360)

Health concerns rise with 3rd Zika case in Cayman Islands WITH three cases of the Zika virus now confirmed in the Cayman Islands, the delay in the planned release of bio-engineered mosquitoes to control the Aedes aegypti has fuelled public health concerns. The release set for last Thursday was deferred when activists objecting to the proposed project to try and eliminate the invasive species using genetically modified male insects bred by the bio-technology company, Oxitec, managed to secure a court stay. Justice Ingrid Mangatal was expected to hear arguments for a judicial review of the decision to pursue the pilot project in court this week. Activists are hoping to stop the planned project, which was due to start in the North West Point area of West Bay on Thursday, 14 July. They are concerned that Oxitec has not been fully transparent about the research and that the National Conservation Council licensed and approved the proposed released based only on research conducted by the UK-based bio technology firm. They are worried about the lack of public consultation and the concerns surrounding the gene technology.

However, the Mosquito Research and Control Unit is fully behind the release and believe the science is sound. Acting Medical Officer of Health Dr Samuel Williams-Rodriguez has voiced concerns about the delay of the project in Cayman because of the Public Health Department’s obligation to protect the health, safety and well-being of all residents and visitors. “That being said, I remain confident in the system of justice and it is my hope that both legally and scientifically all agencies will be permitted to move forward in implementing this worthwhile project,” he said in a release Monday. MRCU Director Dr Bill Petrie echoed his sentiment: “Two weeks ago we had our first two confirmed imported cases of Zika and last week we had another confirmed imported case, making it more urgent than ever that we use all the tools at our disposal to provide vector control,” he said. “It is therefore regrettable that there is any delay to this project, which is being launched to deal with a public health imperative.” Activists, however, hope the

release can be indefinitely put on hold and some pf the objectors are asking the MRCU to consider alternatives, such as the release of bacteria infected insects that researchers in Australia have been working on for several years. Recent reports in the scientific press have revealed that mosquitoes harboring the Wolbachia bacterium in pilot studies in Colombia, Brazil, Australia, Vietnam and Indonesia helped control the spread of dengue virus as the bacteria appears to prevent the mosquitoes from spreading disease. Described as a self-sustainable and very low-cost approach for controlling mosquito-borne viral diseases, the research has been endorsed by the World Health Organization’s Vector Control Advisory Group, paving the way for scientists to conduct further scaled up pilot studies. However, this method is not without controversy of its own. Research has indicated that mosquitoes infected with Wolbachia are more likely to become infected with West Nile virus and more likely to transmit the virus to humans.

Bahamian dollar devaluation possible – Opines former Chamber of Commerce chairman A FORMER Bahamas Chamber of Commerce chairman on Tuesday warned that devaluation of the Bahamian dollar “is not a question of if; it’s a question of when”, describing the country as “a rudderless ship”. Robert Myers, now a principal with the Organisation for Responsible Governance (ORG), a newly-created civil society group, said none of the political parties had shown they have what is needed to steer the Bahamas back on track. He argued that politicians were too focused on “shiny object issues”, such as crime and Baha Mar, and the symptoms of the Bahamas’ current economic and social malaise, rather than the causes such as poor governance, lack of accountability and an under-performing education system. Turning to the stalled $3.5 billion development at Cable Beach, Mr Myers said that even if it and all ‘pipeline’ foreign direct investment (FDI) projects were to complete in short order, this would still “not be enough” to generate the higher economic growth rates that the Bahamas so desperately needs. “We’re going to make some recommendations as to what needs to be done,” Mr Myers said of ORG, “but I don’t see these people [politicians] doing it, quite frankly. Emphasising that he was referring to all political parties, not just the Government, he added: “I don’t hear enough from political candidates about the real fundamental issues. “All they’re talking about are crime and Baha Mar. Those are not real issues; they’re shiny object issues. They’re not the real thing. “The only thing that’s going to save us is creating a robust economy, and we’re not hearing anything from the politicians about public sector management, fiscal reform and a

Fiscal Responsibility Act, which is desperately needed,” Mr Myers continued. “We’ve got to put all these things in place, which are needed to correct. Where’s the real issues? Where’s the real leadership? Where’s the discussion about how to improve education and improve the economy? “Baha Mar, if it gets open, it’s a fraction of what we need to correct... We need to be thinking much further out.” While Baha Mar promises to create 5,000 direct jobs, and numerous indirect ones, if and when it can open, Mr Myers said the Bahamas needed much more to escape its high debt/low growth trap. The International Monetary Fund (IMF) previously projected that the Bahamas needed to achieve an average 5.5 per cent GDP growth rate between 2013-2018 to both absorb all school leavers and cut existing unemployment by 50 per cent. Yet with just 0.5 per cent GDP growth projected for 2016, and around 1.5-1.7 per cent forecast the following year, the Bahamas is well short of what is required. “It’s not enough,” Mr Myers told Tribune Business of Baha Mar. “We could have every FDI project complete and open, and still be hard pressed to get GDP growth.” And with indicators such as unemployment, FDI and the fiscal numbers all trending in the wrong direction, he added: “Devaluation is a question of if; it’s not a question of when” if the Bahamas fails to change course and tackle its shortcomings. Devaluation of the Bahamian dollar would be a disaster for an economy that consumes virtually all it imports, as the living standards of Bahamian consumers and households would be drastically slashed.

Cruz booed for failing to back Trump TEXAS Senator Ted Cruz was booed as he failed to endorse Donald Trump as the US Republican nominee, during a speech at the party convention in Cleveland. Mr Cruz only went as far as congratulating the man who had been his bitter rival in the primary contests. Angry chants of “We want Trump!” and “Endorse Trump!” grew louder as the senator came to the end of his speech. Indiana Governor Mike Pence then took centre stage to give his vice-presidential acceptance speech. Mr Pence praised Mr Trump’s record as a businessman and said the country had “but one choice” in November. “It’s change versus the status quo, and when Donald Trump is president,

the change will be huge,” he said. In his speech, Mr Cruz told supporters to “vote [with] their conscience” and not to stay at home for the general election. He finished second to Mr Trump in the delegate count during a campaign that featured personal attacks by the New York businessman on Mr Cruz’s wife and father. The boos that drowned him out stopped when Mr Trump entered the convention hall before Mr Cruz had finished speaking. Mr Trump later said he knew Mr Cruz would not endorse him but had let him speak anyway. Ohio mum sentenced for allowing her pre-teen daughter to be raped for drugs A CINCINNATI mum will spend at least 51 years in prison after she was sentenced this week for sexually trafficking her daughter – 11 at the time – for heroin, PEOPLE has confirmed. “I can honestly say that, in three and a half years on the bench, this is by far the worst thing that has come before this court,” Judge Leslie Ghiz of Ohio’s Hamilton County Pleas Court said Tuesday at April Corcoran’s sentencing, according to the Washington Post. Corcoran, 32, was sentenced to prison for 51 years to life, following her guilty plea in June, prosecutors tell PEOPLE. She admitted she let her drug dealer perform sexual acts on her preteen child, in exchange for drugs, prosecutors say. Corcoran also admitted to forcing the girl to take heroin, prosecutors say, after which the girl reportedly would vomit. Corcoran pleaded guilty to four counts of trafficking in persons, four counts of complicity (rape), one

TURKEY’S president has declared a state of emergency for three months following Friday night’s failed army coup. The emergency allows the president and cabinet to bypass parliament when drafting new laws and to restrict or suspend rights and freedoms. Speaking at the presidential palace in Ankara, Recep Tayyip Erdogan vowed that “all the viruses within the armed forces will be cleansed”. Thousands of people have been arrested or sacked since the failed coup. More than 600 schools have also been closed and thousands of state workers sacked in a crackdown by the president. “This measure is in no way against democracy, the law and freedoms,” said Mr Erdogan after announcing the state of emergency. The BBC’s Nick Thorpe in Turkey says that the government will be allowed to rule by decree, with the powers of regional governors increased. Our correspondent says a re-organisation of the police, intelligence services and the command structure of the armed forces is also expected. Critics of Mr Erdogan have accused him of consolidating power on a scale largely unprecedented since Turkey’s first democratic elections in 1946 and of using the emergency to acquire more power for the presidency. They say the president normally would need to alter the constitution to create an executive presidency and win back some of the powers he relinquished when his tenure as prime minister ended in 2014.

Mr Erdogan praised those who were killed fighting against the coup as “martyrs”. Some 246 people were killed resisting the attempted coup, according to the government. He was speaking after holding meetings of Turkey’s national security council and the cabinet in the capital. German Foreign Minister FrankWalter Steinmeier responded to the president’s speech by urging the Turkish government to maintain both the rule of law and a sense of proportionality in its response to the coup attempt. “Only provable involvement in illegal acts, not suspected political leanings, should trigger governmental action,” Mr Steinmeier said. “It’s also critical that the declaration of emergency be the truly necessary length of time, and to end the measure as quickly as possible.” The president has blamed the coup attempt on US-based cleric Fethullah Gulen, a former ally whose followers

run a worldwide network of schools. He has called for Mr Gulen to be extradited to Turkey, but US Secretary of State John Kerry said on Wednesday that Turkey must provide hard evidence the cleric was behind the coup attempt for any extradition to take place. Earlier, Mr Erdogan warned of further arrests and suspensions to come as Turkish authorities continued to pursue those they believed responsible for the thwarted putsch. More than 50,000 state employees have been rounded up, sacked or suspended in the days since the coup attempt. On Wednesday, 99 top military officers were charged in connection with the events of the weekend. Officials continued to take action against university and school employees, shutting down educational establishments, banning foreign travel for academics and forcing university heads of faculty to resign.

A TOUR bus carrying visitors from China burst into flames on a highway near Taiwan’s capital on Tuesday, killing all 26 people on board, officials said, in the deadliest incident involving Chinese tourism to the island. The accident took place on the No. 2 national highway in Taoyuan county, south of Taipei, where Taiwan’s international airport is located, the county’s fire and rescue service said in a statement. It said 24 of those on board were visitors from northeast China’s Liaoning province who had been scheduled to fly home on Tuesday afternoon. The others killed were the driver and a tour guide, both Taiwanese. Sports Interational Russia Olympics: Russian athletes lose doping ban appeal

Brazil has increased their armed forces presence leading up to the Olympics.

10 arrested for allegedly planning attack involving Rio Olympics BRAZILIAN authorities arrested 10 people loyal to the Islamic State who were believed to be planning attacks during the Summer Olympics, a government official confirmed Thursday. Investigators say those arrested were discussing targets in Rio, which leads them to believe they were planning attacks during the Olympics. Justice Minister Alexandre de Moraes said the group was part of a “novice cell” and that “they went from simply making comments about the Islamic State and terrorism to preparatory acts.” The arrested were in nine different states and are accused of having made contact online with the self-proclaimed Islamic State. The suspects are Brazilians. Ten people were arrested and two others were being sought. The arrests come just two weeks before the Summer Olympics open in Rio. Brazilian magazine Epoca

reported that the anti-terrorism division of Brazil’s federal police agency made arrests as part of a covert operation. Moraes said there were no specific targets for an attack. Federal police monitored messages exchanged on social networks, where the individuals allegedly laid out plans to attack Olympic venues and talked about purchasing weapons, Epoca reported. The court-approved intercept of the communications found the group had sworn an allegiance to the Islamic State. Investigators referred to the group as an ISIS cell in a news release. Moraes said the communications including messages sent and received from WhatsApp, a smartphone application that has drawn the ire of the Brazilian government. WhatsApp has been shut down by judicial order multiple times in Brazil in recent months, barring mobile carriers from transmitting data from the app.

RUSSIA has reacted with anger after its bid to have a ban on its track and field athletes lifted to allow them to compete at the Rio 2016 Olympic Games ended in failure. The Court for the Arbitration of Sport rejected the appeal made by the Russian Olympic Committee and 67 athletes Thursday, a decision that has led to the country’s sports minister calling for the disbanding of the world’s athletics governing body. Russia was suspended from track and field events by the International Association of Athletics Federations -known as the IAAF -- back in November 2015. “It’s time to disband the IAAF,” said Russia’s Sports Minister Vitaly Mutko on Twitter, who also tweeted ‘”Corrupt judges! How can you deprive clean sportsmen of their dream, and what’s more WADA didn’t present either facts or evidence.” Yelena Isinbayeva -- a two-time Olympic pole vault champion, has called on the IOC to have the final say after labeling the verdict as “purely political.” “Thank you everyone for the funeral of athletics,” she said. The IAAF suspension last year came after an independent World Anti-Doping Agency (WADA) report which uncovered a culture of statesponsored doping. “Today’s judgment has created a level playing field for athletes,” said the IAAF in a statement Thursday. “The CAS award upholds the rights of the IAAF to use its

Froome wins stage 18 to extend overall lead BRITAIN’S Chris Froome won the stage-18 time trial to edge closer to winning his third Tour de France title. Team Sky’s Froome finished 21 seconds ahead of Dutchman Tom Dumoulin to win the hilly 17km stage in 30 minutes and 43 seconds, with Fabio Aru third. Froome, the 2013 and 2015 Tour winner, now leads the 2016 edition by three minutes and 52 seconds. The stage started in Sallanches and featured an 11km section where the race ascended almost 700m from 566m to 1,279m before a technical descent into the finish in Megeve. With the riders going out in reverse order, Dumoulin, who won the time trial on stage 13, again set

His time of 31 minutes, four seconds, bettered that of Thomas de Gendt by 41 seconds and the Team Giant-Alpecin rider then sat in the winner’s chair, watching the race unfold on television. TCI U19s improved after Mexico defeat TCI U19 rugby players got better after their opening defeat to three-time and current reigning champions Mexico, but the rebuilding side could not stop the Cayman Islands or Bermuda in the other clashes of the Rugby Americas North Championships last week in Florida. Since eight members of the junior team moved onto the senior side and were barred due to age restrictions from competing in the event, a number of new faces had to play their first international game against some of the best juniors in the region. The opening 79-0 defeat to Mexico was less than the 96-0 which the senior side suffered while playing Mexico in 2014. The U19s coach and President of the TCIRFU, Keith Burant was quoted as saying this season is a “learning” year, with many of the

new players stepping up still finding their feet in the game. TCI rebounded in their second clash and got on the score sheet. Against the well-funded Cayman Rugby team, the young boys lost 4512. The youngsters displayed more organisation, determination and ability in match two. The third and final play-off match for fifth place in the tournament was against Bermuda, another team TCI are yet to beat. However, this time, the U19s were learning fast. They reduced their loses, and responded with some great phases of play by the forwards, who were regularly able to feed the ball out to the backs. Several times throughout the match, TCI hopes were raised with some solid runs from AJ Forbes, and Kaylam Pratt, plus some blistering tackles by CJ Outten, but Bermuda held strong to win 20-7.

Appeal over ‘shockingly lenient’ Pistorius sentence

Germany striker Gomez shuns Turkey, citing political instability ONE of the biggest names in Turkish club football has declined to return for a second season, citing political unrest in the country. Striker Mario Gomez released a statement addressed to fans of Besiktas on his Facebook page, saying that the “difficult decision” is “completely down to the political situation.” Turkish president Recep Tayyip Erdogan declared a three-month state of emergency Wednesday, following a failed military coup attempt over the weekend which left more than 250 dead. Germany international Gomez, on loan from Italian club Fiorentina, scored 28 goals for the Istanbulbased team, which topped the Turkish Super Lig last season. His deal had the option of a

permanent transfer, but the 31-yearold former Bayern Munich forward has ended Besiktas’ hopes of signing him. “There are no sporting or any other reasons that have made me make this decision. It is purely down to the terrible events that happened in the last few days,” Gomez wrote. “Huge thanks to the club, to you fans and to all the people with whom my family and I had a lot of wonderful times! It was a fantastic year with the Championship providing the absolute highlight. I hope that these political problems can be solved in a peaceful manner soon. “Then it would be my great wish to play for Besiktas again! SOUTH African prosecutors say they will appeal against Oscar Pistorius’s six-year sentence for murder, calling it “shockingly too lenient”. The National Prosecuting Authority said the sentence was “disproportionate to the crime” and could bring the justice system “into disrepute”. The Olympic athlete was jailed earlier this month for murdering his girlfriend Reeva Steenkamp in 2013. He admits killing her but says he mistook her for an intruder. The 29-year-old was initially given a five-year term for manslaughter, but was found guilty of murder on appeal last December. A statement released by the National Prosecuting Authority said that an application for leave to appeal against Pistorius’s sentence was submitted on Thursday. “We hope that this appeal will also clarify further the principles of sentencing, particularly in crime categories for which there are prescribed minimum sentences ordained by legislation,” it says. Prosecutors point out that Pistorius’ jail term was less than half the 15 years sought by them and that he has shown inadequate remorse for the murder. In explaining her decision to give him six years, Judge Thokozile Masipa said mitigating circumstances, such as rehabilitation and remorse, had outweighed aggravating factors, such as his failure to fire a warning shot.

A longer sentence would not serve justice, she said: “Public opinion may be loud and persistent but it can play no role in the decision of this court.” But the sentence caused outrage among some, who argued he had

Ms Steenkamp’s family issued a statement on Thursday saying only that they “have always fully supported” the prosecuting team, and added that they were focusing their energy on launching a charitable foundation in their daughter’s name.

Joseph, who assisted greatly in pulling off “Summer Rumble”, was exhausted on fight night. And despite three knock downs, the Bahamian was able to keep his composure to win on punch counts. Joseph credited the “humble fighter” for taking the fight at a late notice and for being “a great strategist in the ring”.

The 21-year-old, who was this week named in the Bahamas’ team for the Rio Games, told the Weekly News that he will take his 200M competition in stages. “My main goal is to make it out of the 200m heats, where I will

have to fight in the semi-finals to get a spot in the final.” The US born athlete, whose parents are from the TCI and the Bahamas, ran the qualifying time last year. His goal this year was to break the Bahamian national record. In Brazil, he hopes to also better his PB (20.34s). Smith, who represented the TCI in his early years, is a junior at the Auburn University in the US.

Otuonye says gold medal performance “most significant” to date

NATIONAL long jump record holder Ifeanyi Otuonye feels that his North American, Central American and Caribbean (NACAC) U23 Championships gold medal performance is his “most significant” to date. The 22-year-old, who broke the national record again in the process, said that the win last weekend in El Salvador, his first gold medal, was dedicated to the people of TCI. “It feels good to finally obtain a gold medal for the Turks and Caicos jumping against elite athletes. I want to thank all the supporters, especially those from the TCI who have supported me and continue to push all the overseas based athletes to be better every day.” At the meet the Kansas State University senior competed against some of the best jumpers in the region, including two “great jumpers” from the US. Both the eventual second and third place finishers have jumps of over 8.20M this year. At the competition though, with a low wind, it was the TCI athlete who leaped to 7.88M just ahead of his previous record of 7.87M for the win. “It was just my day I guess.”

When he achieved the previous record in May of 2015, it was with a wind assistance of 1.4. In the Central American nation, the wind speed was only 0.6. “This jump was a much better technically executed jump because I had less wind, but I still jumped further.” The 22-year-old acknowledged that he has been motivated since his second place performance at last month’s British Athletics Championships in England. WISH TO CONTINUE “I wish I had another meet though, because this meet really proved what I felt at the [British] trials.” Otuonye added that over the last two meets his body has really kicked in and that he has been in tip-top shape. “I’m positive I could have gone over 7.9M and maybe will a little wind assistance, like 1.5, I could have reached 8M.” Despite his desire to jump more this season, the ace athlete said he is ecstatic that he delivered in his last event. I know that I’ll be better next season, I’ve learnt a lot over the last two years and I’ll continue to learn and grow.”

Grand Turk throws support behind first Olympian Williams DELANO Williams was not in Grand Turk last Saturday evening, but that did not stop his followers and well-wishers from coming out in their numbers to show support after he became the first Olympian from the Turks and Caicos Islands. Despite switching allegiances to Great Britain a few years ago, the national 100M and 200M record holder has supported the TCI and its athletes at every turn. On Saturday the residents of Grand Turk and even a few from Provo, assembled to show their respect and gratitude. “Turks and Caicos Golden Boy”, “First Olympian”, “A Trailblazer”, “A Mentor”, “A Role Model” and “Game Changer”, were just some of the names that speakers attributed to TCI’s most accomplished athlete after a motorcade and walk was held in his honour. Every time the Mistress of

Ceremonies, Ms. Lynette Thomas said the name Olympian, she beamed with pride and blushed as she said she couldn’t believe she actually was saying the word in the context of a Turks and Caicos Islander. “I have to get used to saying it”. Chairperson of the Delano Williams Sports Foundation, Rita Gardiner, who has been instrumental in Williams’s career, noted in a release that: “The motorcade travelled throughout the streets of Grand Turk with bystanders coming out at every corner waving their flags in jubilation, you could see the pride on so many faces from the adults to the children, who were all in awe of the excitement and the honour that was bestowed on this man who is nothing but a true ambassador for the Turks and Caicos Islands and one who has opened the door for them to

things also credited Mrs. Gardiner for her help. The night ended, as it started, with prayer sessions. Mrs. Gardiner expressed appreciation for the Ministry of Education, Youth and Sports and Flow for their assistance in making the event possible.
