Electorate should return PNP to Government –Premier BY OLIVIA ROSE THE Rufus Ewing led administration is optimistic that the Turks and Caicos electorate will return them to power. As the country slips into election mode, Premier Rufus Ewing during a press conference on Monday July 4, at the Opus Restaurant told the media that his government is hopeful that voters will return his administration to Government. He said:”In preparing for this upcoming election I can say that we have every right to expect and hope that the electorate of this country should return the Progressive National Party back to government on Election Day.” In justifying his reasoning, Ewing pointed out that under the stewardship of his administration the Turks and Caicos Islands has developed immensely, despite a plethora of overwhelming challenges. “This government has done a marvelous and awesome job, over the past three years, I’ve said time and time again that we were dealt, we were faced with the most adverse conditions, the finances of this country were in a state of austerity that when we came, the treasury was broke, we hardly could’ve paid salaries. “But this government came to office with a mission and the first mission to restore the economy back to where it was that we could now begin to work honestly for the people in providing them with the necessary resources, social services and infrastructure that we are now delivering on.” Premier Ewing further

propounded that from day one, his administration has delivered on its manifesto which was aimed at holistically improving the lives of residents. He said: “Even though we were broke this government signed to deliver on its mandate from day one, education was our second priority and from day one we began building things that were demolished such as the Ona Glinton Primary school we put millions of dollars into rebuilding that primary school. “We continued to build on education and rebuilding the HJ administration block that was destroyed by fire, the first time in this country`s history over the past 25 years that any government has ever invested in a high school. “This government, because education is important to us, spent millions of dollars in developing and building the new high school, the Long Bay High. “We might not have had the scholarships funding as they were in previous years when monies were flowing, but with the little funds we had we ensured that those persons who were in need of scholarships were provided with opportunities to provide educational training at the tertiary level ,here in the Turks and Caicos islands.” Highlighting his government`s track record of delivering on promises, Ewing noted that significant funds were expended on improving health care delivery across the country. “Dealing with health care our focus according to our manifesto was ensuring that we can have a strengthened and strong primary

health care system, from an infrastructural and system standpoint. “And I can say that we have delivered on that promise because we have delivered on that promise in creating a new wellness center on the island of Grand Turk, we`ve built a new clinic on the island of salt cay, we`ve reopened and completed the middle Caicos clinic, we already broke ground for the building of a clinic in North Caicos.” He underscored the Government`s proactiveness as it relates to the restructuring of the primary health care system. While, Premier Ewing went

on to dole out some of his party`s infrastructural, social, cultural and economic achievements since its

time in office, he still remained mum on announcing the official date for the general elections.

Leader of the Progressive Democratic Alliance (PDA) has blasted the Government for attempting to hoodwink the electorate with road construction and other infrastructural projects. Oswald Skippings leader of the PDA, told reporters on Thursday July 7, at a press briefing that it’s “game over”for the incumbent administration, after this general election. Skippings lashed out at Premier Rufus Ewing`s recent remarks where he underscored the country`s infrastructural development under his administration. Ewing spoke of the Government’s hefty financial injection into building new roads and upgrading old ones throughout the country among other infrastructural improvements. However, Skippings is not sold on the political rhetoric, he urged

the electorate not to get caught up in what he believes is a political ploy by the Government to secure voters in this upcoming election. Skippings said: “All you need to build roads is money, building roads doesn’t take innovative thinking, it does not take engagement, that’s the engineer’s job, it does not take confrontation and negotiation. “So let’s not be fooled when all these testy issues prevail and are getting worse by the day and instead for example, of seeing that the immigration functions, the labour board functions and those civil servants who are responsible do what they have to protect our peoples jobs and protect them on the job, you cop out, you withdraw, you wash your hands off it and desert your people and shirk your responsibility and talk about a union. “Believe it or not your game is over, your money will do you no good

in these elections, your roads will take you nowhere, what or youth and older people are looking for is a road to prosperity, a road to a safe country, a road that will take them to the top, a road that will empower them and a road that will take them to the place of being a proud Turks and Caicos islander and the PDA has mapped out a highway that will take them there steadily, safely and certainly.” Skippings in turning his attention to land raffles, called out the Government for not doing enough to ensure locals are given priority with regards to land ownership. He said: “We have to raffle for our own land to build a house and bid against expats for land to do a business. it is incredible, can you imagine how disgrace all this sounds to the people abroad who are listening and watching on the internet, but the sad part about it is that it is all the truth.”

TCI continues to see strong economic growth – Standard and Poor’s BY OLIVIA ROSE THE TURKS and Caicos continues to experience strong economic growth in its tourist-based economy. According to the global ratings agency, Standard & Poor’s (S&P) recent review of the TCI`s economic performance, the country`s economic growth has been largely attributed to the ongoing economic recovery in its largest visitor market, the United States. According to S&P the TCI has maintained its BBB+ rating with a stable outlook, the agency announced on Wednesday, 29th June 2016. This is TCI’s third consecutive year with such a strong grading. A team from S&P made the annual visit to the islands in May and met with a range of officials as part of the review process. The Global Rating Report stated

that: “TCI continues to see strong economic growth in its tourist-based economy, largely due to the ongoing economic recovery in its largest visitor market, the U.S. “However, we expect that with existing hotels at capacity, tourist activity is likely to moderate in 2016, with real GDP growing about 3% in 2016, down from nearly 6% in 2015. Real GDP growth has been very strong in recent years and we expect it return to more sustainable levels in the medium term. “We project that per capita GDP growth could average 1.3% annually in the next three-to-four years.” Commenting on the ratings, Finance Minister Washington Misick said: “This rating represents continued recognition of TCI’s economic growth and stability due to sound fiscal policy and prudent financial management.

“However, as pointed out by S&P, growth is now restricted by short supply in available rooms as new

construction is being frustrated by ongoing litigation.” The S&P report reiterated that

TCI’s relationship with the U.K. provides a benefit to local economic policies and judicial and institutional stability, all of which further support the ratings. The BBB+ rating is a strong factor in attracting foreign direct investment to TCI and building confidence amongst its existing business community. Also, weighing in on the announcement, Governor Peter Beckingham said; “This is great news for the TCI, and a welcome reaffirmation from a top rating agency that our economy is fundamentally sound and that we continue to strengthen our finances.” He added; “This is to the credit of everyone involved, and more significant given the recent market turmoil. I am delighted we have kept this rating for three consecutive years.”

Police officer shot during a gas station robbery BY DAISY HANDFIELD A WOMAN police officer was shot in her right leg, just above her knee while on duty, during a gas station robbery on Monday. According to a police report, shortly after 1pm the Tactical Unit officers were heading east up the Millennium Highway when they noticed two men running across the street, opposite the Petro Plus Gas Station. When the officers turned in their direction, the culprits started shooting at the officer’s vehicle from the bushes. One of the bullets entered through the rear left side door hitting Kedkrizia Missick in her right leg,

just above the knee. Missick was taken to the Cheshire Hall Medical Centre where she was treated for her injuries and released. Meanwhile, the robbery victim said she was parked in front of the gas station when she was approached by two men in black, with cloth over their faces, who pointed a gun at her and demanded the bag she was carrying. She handed them the bag which contained an undisclosed amount of cash as they made their escape towards Millennium Highway, where they were pursued by the police. The thieves, however, managed to escape through the nearby bushes.

Superintendent in charge of Tactical Unit, Darron Williams, reflecting on the dangers officers face daily, said: “I am happy that the officer’s injuries were not lifethreatening and I am hopeful for her speedy recovery, and I am grateful

for the many expressions of concern and support from the public on her behalf.” The police are asking anyone who may have information about the incident to contact the Chalk Sound Police Station at 338- 5901.

MIKE TO RUN Former Premier Mike Misick has formally announced his intention to run in the upcoming elections. Is this move good or bad for the Turks & Caicos? What are your thoughts? A bad move

It is a very, very bad move on the part of Mike. He ought to resolve his legal issues before venturing into politics again. Can you imagine the embarrassment if he wins his at large seat and is then convicted? Mike is selfish and he does not care for the Islands’ reputation. What can one say, we as a people elected a convicted criminal many times over before. We will continue to be the laughing stock of the region and the world.

An embarrassment

Mike is free to run in the election just like any other citizen who has not been convicted of a serious crime. However his running is an obvious embarrassment to the UK Government and SIPT, whose combined ineptitude and staggering technical incompetence has allowed what was supposed to be a “simple open and shut case” run for years and years, with more years to come - at an outrageous cost to the taxpayers of TCI. The move can be

seen as good in the sense that we are shown to be a democratic country and at the same time bad, for the media coverage that will be generated overseas.

He should not be able to stand

I don’t believe that anyone standing trial, especially for such serious charges, should even be allowed to stand for office. It totally distracts from real candidates.

A man of vision

Personally I think he is a man of vision. He just got greedy. But no one under suspicion on such level of corruption should be allowed to run until they are fully cleared. At this point it is a bad move.

It is insulting

Anything Mike does is bad for the TCI at this point. It would appear that he has always been

concerned only with HIS welfare, not the country’s. Now he is quoting ‘God’ this and ‘God’ that, invoking the Lord’s name because he cannot create a sentence that makes any sense whatsoever. AND the other phrase he parrots incessantly is ‘ for My Country and my people’. When that comes from Mike’s mouth, it is insulting and nauseating.If Mike is legally able to run in the election, that, coupled with a hideous 12 story monstrosity on Grace Bay and a freaking dolphinarium on Grand Turk, are going to show the world that the TCI can definitely be bought. And that it has been.

Terrible for this country

How can this be anything but a TERRIBLE move for this country? Mike has always fed us the line of “empowering my people” when he really means “enriching myself”, and has plundered this country to a far greater extent that the pirates of old could ever have done! Now he has the nerve to stand in front of a “black power” symbol and try to make us believe the country’s problems are all the result of some vast white conspiracy, when they were all 100% home grown and brought upon us by he and his native cronies alone. Just maybe it is a good sign that the PNP has refused to endorse Mike as a candidate (are they beginning to see the light?), but how can our vaunted Integrity Commissions allow his name to stand for election? Oops – I forget that this is the same body that whitewashed a senior Government official bringing numerous undeclared suitcases of merchandise into Grand Turk – how silly of me to think they know anything at all about integrity! If the voters of the Turks & Caicos Islands are naive enough to re-elect Michael to any position whatsoever, then they deserve exactly what they are going to get!

Not good for the country

No , Mike`s running in the upcoming elections is not good news for the Turks and Caicos

.Suppose he wins his seat ?Everyone knows if Mike wins his seat at large it would only be a matter of time before he becomes the leader of the PNP and Premier once again. The kid has blood in his eyes ! That Black power sign he raises is not for show, he means IT.HE HAS ALREADY WARNED:”When they had me in jail in Brazil , they shoulda kill me .”A word to the wise is sufficient .

Mike knows how to market TCI

I think Mike Misick’s move will be warmly welcome by the people in TCI. Many still have faith in his capability to rule the country and it was during his time when businesses sprouted in the island. Mike knows how to market TCI very well and a good strategist in attracting big investors which is very favorable for the country’s economy. Besides, he is still very qualified and unless proven guilty with all the accusations hurled against him he could still run for the highest post. Nobody had ever equaled Mr. Mike Misick’s achievement during his term and I believe he is the only person who could restore this country back in its previous glory!

12-storey litigation could affect the economy THE ECONOMIC advancement of the Turks and Caicos Islands could well be affected by the ongoing litigation and a political climate that could have a destabilizing effect on the country. This was the view of Minister of Finance Washington Misick when asked how the TCI could maintain its BBB+ rating and even improve on it in the coming years and months. This past week global rating agency Standard and Poor’s announced that the TCI has maintained it BBB+ rating with a stable outlook. A significant point noted by the agency’s report was that of availability of rooms and lack of new construction. Speaking to these two potentially negative effects on the economy, Misick pointed to the so far unresolved issue of the court matter brought against the Government by the Strata Corporation. The hotel group is asking the court review a decision by the government in February this year to amend the building height regulations to allow

12-storey structures in the Islands. “Economic growth in the TCI in terms of the tourism industry could well be affected by the number of beds that are available particularly when that sector is growing – this is even more so in light of the matter that is unresolved in relation to what could be built and what can’t be built or what should or shouldn’t be built,” the minister said in reference to the court case. Asked if there are any other developments that could boost the economy apart from the proposed 12-storey Ritz Carlton hotel that is currently tied up in court, Misick said yes. He added that while some would not be affected by the decision of the court in the Strata Corporation matter, some would be should the court dispute the Government’s decision to allow such developments. These other developments are in various stages of planning awaiting the court’s decision. “The matter is not helpful to the

Sunny foods robbers to be deported – two year suspended sentence imposed THE Three men who were arrested and later freed in relation to the robbery and shooting at Sunny Foods in Five Cays in April, appeared in the Magistrate court on Wednesday (July 6). Reginal Presil, Wilbert Almonor and Fritzner Prevalus appeared before Magistrate Carlos Simmons in the downtown courthouse charged with overstaying in the Turks and Caicos Islands. One of the men was on work permit that had expired in March, another one was only granted 10 days stay in TCI and the third man had not arrived legally in the islands. The men were picked up by police in Grand Turk and handed over to immigration officials, the court heard. All three men pleaded guilty to the charge and before handing down his decision the Magistrate asked the prosecutor if the court should take the robbery offence the men were first arrested for into consideration in determining what sentence to impose.

However the defense lawyer objected to this stating that the men were freed of the charges due to lack of sufficient evidence. The magistrate proposed that he will put aside the robbery, but he said that he is minded to impose a two year suspended sentence of imprisonment and deportations and if they resurface in the TCI they are liable to serve that time. The defence attorney said that surely there is some leniency; to which Simmons responded that “they just don’t have to come back”. The first matter against the three men had failed at the sufficiency hearing. The court finally settled on deportation and a suspended sentence. The men were then handed over into the authority of immigration officials to be held at the detention centre until they are deported to Haiti. The two year suspended sentence would only take effect if they return or try to return to the Turks and Caicos.

Government making headway with CDB loan BY OLIVIA ROSE CABINET recently gave the green light to Minister of Finance Washington Misick, to commence negotiations with the Caribbean Development Bank for a $100.8 million dollars loan aimed at improving the standard of living in the Turks and Caicos Islands. The loan is expected to address social, economic and environmental challenges facing the country through a rigorous four year strategic plan. CDB board of directors approved $100.8 million dollars, country strategy for Turks and Caicos Islands for the period 2015 to 2018 on November 2, 2015. Director of Economics at the Caribbean Development Bank, Dr Justin Ram, last year spoke of the CDB’s commitment to fostering a plan for macro and micro economic stability in the TCI. He noted that plans, recommendations and strategy bear global and regional economic factors in mind and chart a path that factors the foreseen elements that affect the TCI. He asserted that the current economic climate of the country forms a solid basis for the CSP to be effectively crafted and implemented over the next four years. “The economy of Turks and Caicos Islands performed admirably during the decade preceding the financial crisis that arose in 2008/2009 with growth averaging 8.7 percent for the years 2001 to 2008. He said: “Unfortunately, the onslaught of the financial crisis and the impacts of two natural disasters exposed significant vulnerabilities in the Turks and Caicos Islands economy including declines in the main sector of economic growth tourism - and public finance stress.” He further noted that in 2009, the TCI’s economic growth contracted by 19.6 percent and the fiscal deficit was 9.2 percent of gross domestic product (GDP). “Since then, the Government of the Turks and Caicos Islands (TCIG) has made bold decisions and has adhered to a path of fiscal consolidation and public financial management reform which paid off with TCI turning a corner and achieving economic growth of about

4.6 percent in 2014.” Dr Ram said: “Projections show that economic growth has continued at a moderate pace in 2015. “Additionally, the fiscal accounts are in surplus, debt is on a downward trajectory, and Standard and Poor’s rating agency in July 2015, affirmed Turks and Caicos Islands’ credit rating at BBB+. “CDB commends the TCIG for its fiscal efforts, the results of which make Turks and Caicos Islands an exemplar for other Caribbean states in this regard.” While commending the Government for its efforts in turning the TCI’s economy around, Dr Ram acknowledged that many challenges still confront the country which if not addressed could curtail its ability to realise its full development potential. Premier Rufus Ewing, expressed gratitude to the CDB for its efforts, assistance and commitment to bettering the country’s economic standing. “We do look forward to working with the premier regional institution the CDB, our relationship with the CDB has seen them assisting us in the area of high technical assistance has helped us to develop our various policies and improving our infrastructure. Premier Ewing said the benefits of this new partnership will trickle down to the populace almost immediately. “One of the key deliverables was the development of the CSP that provides the road map as to what are the priority areas for us to focus on even provisions within the next budget cycle will be made for us to be able to draw down on funds. “To implement major capital projects as well as technical assistance as required developing the necessary policies behind those projects.” The Premier asserted that several infrastructures will be targeted through comprehensive projects such as roads, seaports and the Grand Turk seawalls. “We spoke of proper solid waste management systems and we know that is one of the areas we have major complaints about. We have done a lot of work in it, but there’s still a lot left to be done. “We spoke of education; some funds will be going towards

developing a technical policy behind educational programmes and with the EDF were working enhancing the deliverables of the technical vocational education programme in high schools and college. So they will be able to see the immediate benefits from the relationship.” The CDB has outlined support for Turks and Caicos Islands in five main areas which will be underpinned by a focus on gender equality, regional cooperation and integration, and energy security. Meanwhile, Minister of Finance Washington Misick said one of the main elements that he is particularly happy about is the technical assistance that will be given to the TCI. “In the area of policy development it will assist us in building capacity, Dr Ram referred to the deficit in human resources and we have a serious deficit in capacity within the ministry. “I know the public has been concerned about the rate of drawdown and expenditure in the area of both social and infrastructural development and that’s a concern that the government has as well.” He reiterated the Government’s commitment to work with the CDB to expedite programmes that will positively impact and enhance the lives of citizens at the grassroots level. These are: enhancing the quality of life for citizens through infrastructural improvement, enhancing water and sanitation systems as well as road drainage. Improving, environmental sustainability by addressing issues such as inadequate solid waste management and the impacts of climate change. Improving macro-economic policy and development planning by providing resources and technical assistance to entrench fiscal discipline, improve economic resilience, and improve governance systems.

Increasing access to finance and provision of business development services for micro small and medium enterprises to boost their competitiveness and strengthen their technical and management capacity. Strengthening the impact of the education system by ensuring equitable access to education; improving the quality of teaching

and learning; providing opportunities for all learners; and supporting the establishment of a technical vocational education and training system that meets the country’s needs. The bank’s 2015 to 2018 support for Turks and Caicos Islands closely aligns with the Government’s national development priorities.

National Security Council reviews recent crimes, road safety, and private security Governor Peter Beckingham, Premier Rufus Ewing, Minister of Border Control and Immigration, Donhue Gardiner, Police Commissioner and his deputy, and the Deputy Governor and Attorney General all attended a meeting of the National Security Council on Thursday, 23 June, in Providenciales. The Commissioner gave an account of recent criminal activities, and informed the NSC that further investigative teams would be supporting the Police Force with some unresolved cases. The Council discussed the work of the road safety department, and agreed that the Commissioner should commission a study to consider a more joined up IT system across government which should enhance the work of the Force. The Council discussed the regulation and control of private security companies and agreed that the Cabinet

should consider a short paper from the Commissioner recommending measures to implement supervision, along a UK model. The Council recommended that the matter of drink driving provisions of the Road Traffic Ordinance be referred to Cabinet and that the Attorney General draft regulations relating to the apparatus and calibrations for measuring alcohol content in the blood for consideration by Cabinet; The Council also discussed changes to security at the National Detention Centre, illegal immigration, the use of drones for policing purposes and other issues. It agreed that a short ordinance about the National Security Council and its Advisory Group should be brought to the House of Assembly, and that a further meeting of the Council and the Advisory Group should be held in July or August.

PDA, the Government in waiting – Skippings BY OLIVIA ROSE THE PROGRESSIVE Democratic Alliance (PDA) is appealing to the electorate to give the party a chance in the upcoming general election to localize the civil service, protect their jobs, and provide meaningful representation in all spheres of Government. These sentiments were expressed by party leader Oswald Skippings on Thursday July 7, during a press conference at the party`s headquarters. Skippings who listed a number of errors made by the incumbent Government during their tenure, said his party is the Government in waiting. “Give the PDA a chance to give you the kind of representation that you deserve and are not getting and put your country back in the prosperity bracket, where you too are feeling the prosperity and benefitting from the progress, and feeling safe and secure in your country once again; feeling and knowing and being proud of being a Turks and Caicos islander,” he said. Skippings lashed out at the Rufus Ewing led administration for not addressing critical, economic, and social issues and admonished the electorate against the passivity of the main parliamentary opposition the People’s Democratic Movement (PDM). “Our leaders have failed you and failed you miserably, so the PDA has been birthed to deal with complex and crucial issues such as the constitution that has been ripped out of our hands. “An issue on which they have failed drastically and the British are of the opinion that both the government and the opposition are unworthy of that level of respect to even entertain their proposals for constitutional reform, that would give us back a democratic government and the pride and dignity of knowing that we are indeed custodians of our political and economic destiny, which is sad and speaks volumes of exactly how far this country can get with a PNP or a PDM government. “After being truthful to yourselves and understanding that it is not about legacies that have been trampled on and conveniently prostituted for the benefit of egomaniacal and opportunistic politicians. “We have no choice but to understand that the time to understand that it is not about traditional party loyalty, but that the time has come and the urgent expediency is now, that we wake up and recognize that it’s about country loyalty, loyalty to our youth, loyalty to ourselves as a people, and loyalty to our children and generations to come.” He urged the electorate to

realise, that it is more important for a political party to be loyal to the electorate than the electorate to be loyal to the political party. Skippings said: “Unfortunately, politicians have succeeded in convincing too many unsuspecting people, that it is expedient to be loyal to their party even when they are not loyal to them, or loyal to their country, even when they are failures and are agents of gloom and doom and destruction and retrogression. “Parties were formed to serve the people and not the other way around, the intention of a political party and a government should be that of empowering its people and not empowering themselves at the expense of the people. “These are hallmarks of a true government; these are hallmarks of the progressive democratic alliance, the electorate is now forced to realize that this is no longer a political game of who has the best political rhetoric, who can bring the most celebrities and broke the country who is a product of a political dynasty and

think that they have an inherent right to rule this country irregardless of the incompetence or non-commitment. “While you the people are suffering, starving, broke, busted and disgusted and losing everything you worked so hard to achieve, your jobs, even your respect, your pride, your land, your security, your heritage and prominence in your own country.” Skippings stated that the country needs a paradigm shift; a complete turnaround a new beginning and that can only be done by a competent government, the PDA party. He said: “My people of the TCI, that is the choice you have, pray about it, be fer real, be honest with yourself, go with your conscience, because I’m certain that the PDA is your only choice for a new beginning!” The PDA which was formed by Skippings after he severed ties with the Opposition, the People’s Democratic Movement (PDM), promises to address unemployment, crime, human and sex trafficking, and also to resuscitate vital industries in the Turks and Caicos Islands.

Two stabbings during Grand Turk festival BY DAISY HANDFIELD TWO STABBINGS took place during the Beer Fest event on July 2 in Grand Turk. The first incident was reported at 9:55 pm where a man was stabbed during a fight. He received stab wounds to his abdomen and upper arm and was taken to the Cockburn Town Medical centre where he was rushed to undergo a surgery. Meanwhile, at 10:05pm a

second report was made where a woman reported that she was stabbed in her right hand by a man known to her. She told to the officers that she received the injury as she was attempting to pull her son away from a crowd of young men who encircled and tried to hit him. She was taken to the hospital for treatment. Preliminary inquiries reveal that both incidents are connected and investigations are ongoing.

The party is being touted as the dawn of a new era and a party with a difference, and officially announced it will be contesting in this year`s general election on (January 8) at the

Ocean Club East resort in Grace Bay. The party’s icon is a dove carrying an olive branch branded by a ribbon bearing the words ‘A new beginning ‘and its official color is green.

THE CAPITAL NOTE Dear Bishop Williams: Bishop Williams, I am an adult male at the age of 45 and I have not set foot in a church door for over 35 years. Irrespective of who invites me, I will not attend a church or any kind. Mark you, Bishop, I don’t hate anyone or any church in particular and I will not tell my wife or children my real reason for not wanting to go to church. They just think that I am a heathen. I decided to get this off my mind and tell you what happened so that you can advise me. When I was about nine years old, my father tolled the church’s bell for weddings, funeral, death in the community, etc. A relative of his died and I went along with him to toll the church bell. He had to climb to the top of the bell tower which was about fifty feet as the rope from the tower to the ground was broken. (I watched him climbed to the bell tower and he gave three single strokes about thirty seconds apart when I heard a noise and he fell to the concrete floor where he died just in front of me. I saw his last breath. He was not able to say a word although I called out to him for well over five minutes. I started to cry so loud that the church neighbours came rushing over. I was in shock for day and never told anyone what really happened. My father, who did not normally drink, was drinking when he tolled the bell. I felt that God killed him, so I did not want to go to church. Now that I am getting older and I read in one of your columns that I should move on with life and not death…. I now want to move away from that memory which had saturated my mind for too long. HOW SHOULD I MOVE ON FROM LONG ISLAND? Dear How should I move on from Long Islands I sincerely want to express my sincere belated sympathy to you on the death of your father so many years ago. You had one of the most unusual experiences that I have ever heard of. Now listen! Your revered father is dead, but you are alive and well, get a hold of yourself and put that past behind and move on. The best way to do this is to face that old shock and immediately go to the same church and begin to participate in the singing. Afterward have a conversation with the Pastor, he or she will understand and offer prayers and counselling. This will help you. Do not stay at home grieving and thinking about the past that you had no control over – both then and now, you will only waste your life that will end in death. Now learn this! Dear Need advice before tripping out: Firstly, let you parents lock your brother’s door for the time being and that they should keep one of the keys. Most sleep walkers normally grow out of it by your age, therefore you must have your parents take you to an Internist (a medical doctor) for a more thorough physical examination. I think that you are not getting enough sleep. Immediately reduce by fifty percent you time watching non academically induced television and cut in half all of your texting in addition, stay entirely away from face book. Stop watching scary movies and find more to sing sacred and educational song. I am not sure if sleep walking is a medical disorder, but from what I have seen, if you exercise a little faith and patience in addition to the aforementioned things, you might come out alright. Red Tape, Bonfires & Beer It’s been another eventful week in the Nation’s capital. The vets from Provo were in town, or to be precise a group of American vets, technicians and volunteers from Minnesota whose one week stint in Grand Turk was organised by the TCSPCA. They and all their local volunteers, both from Provo and in Grand Turk, have to be commended for a job BY TITUS DE BOER very well done. Working long Titus de Boer, who originally hours out of an impromptu moved to the TCI from Germany in 1989, is a clinic, which was set up in journalist by training and an empty unit on Middel currently works as an art Street, they neutered, promoter and consultant in spayed, checked, vaccinated Grand Turk and internationally. and performed surgeries on scores of animals, both wild and domestic. That’s the good news. As they packed up to leave, I overheard someone from the TCSPCA mention that the next clinic will be in January. That is in six months and simply not good enough. Grand Turk needs a vet and it looks like this will have to be taken up by the private sector if government can’t or won’t step up to the plate. Perhaps as an interim solution, funding a once a month visit by a vet may be the way forward. However it is resolved, the status quo is unacceptable and needs to be addressed. A premiere of sorts was the first ever Beer Festival on Governor’s Beach, this last Saturday. The atmosphere reminded me a little bit of the Provo Day celebrations in the early 90’s, in Downtown Providenciales. These used to go until the early hours of the morning and everyone came together, grabbed some local food and beer and simply had a good time, listening to the local bands of the day. It’s a real shame that this event, which appeared to be well organised and fun for the most part, was overshadowed by a stabbing in the parking lot, later that evening. “That’s the kind of stuff that happens in Provo”, commented one local, “not Grand Turk”! Well, it did happen and I just hope that it won’t discourage the organisers from putting it on again. By contrast, Grand Turk also witnessed a low key 4th of July celebration on the beach, which featured a great atmosphere, good food and a bonfire. Here again, one could see local volunteerism at it’s best. What’s more, it demonstrated that often the low key, unpretentious events are the best. Readers of this fine publication may have picked up on the fact that a German group is looking to invest in Grand Turk. It is not a massive project by any stretch of the imagination, no huge hotel development with hundreds of jobs created but rather a project specifically aimed at diversifying the economy of the island, with excellent long term prospects, including the creation (potentially) of a dozen private sector jobs. As someone who has been involved with bringing this project to fruition, I was heartened to hear in private conversations with bureaucrats and technocrats, that even they feel that the red tape and time frames investors (and potential investors) currently have to deal with, are soul destroying - to say the least. Seriously: If we wish to attract more investment to the TCI, we need to start thinking about how to make the process more streamlined and “user friendly”. No doubt the folks over at Invest TC are aware of that... good luck with it!

Sean Astwood complains about Five Cays roads BY DAISY HANDFIELD THE MP for Five Cays, Sean Astwood, has complained that for many years he has pleaded with the Government to repair the roads in the constituency he represents. Mr. Astwood told this newspaper that he has been reaching out to the current Government for over three years now in hopes of them doing something about the roads in Five Cays. At his invitation this reporter drove into the affected areas and noted some of Mr. Astwood’s complaints. They included a number of potholes, unpaved roads, lack of street lights and the need for maintenance work. He said: “I am once again calling to the Government to do their job and give the people what they deserve. The people in Five Cays are

sees Five Cays as a ghetto, but I see it as a community that is waiting on a caring Government that can and

is willing to address their needs and concerns. “This should be done to a point where our community and its infrastructure could be modernized to first world standards that will express the dream and aspirations of our residences. “My community deserves more and I demand more.” The MP explained that every time he reached out to the road department he was told that ‘they were getting to Five Cays’. I do expect that now that we are just months from elections, I hope that debt will urge them to find a way to the Five Cays community.” He said that many times Five Cays community members would complain to him about the condition of the roads. “One of the things that people are most upset about is that every year,

for the last three years, they have seen this Government boast about multimillion dollar surpluses, and yet no infrastructural development or investment into Five Cays,” Astwood said. This newspaper contacted the Minister for Environment, Amanda Missick, but she contradicted Astwood’s charges. She said: “Five cays is one of the segments that we have done work on. As we speak now, there is work going on in Five Cays. “The same process is being taken throughout the Turks and Caicos. It is just that it is a process and these processes take long. There is no need to say that Five Cays is being neglected, because it is a part of the Turks and Caicos and we want to work on all the roads in the Turks and Caicos.”

More on Healthcare Two weeks ago we provided some factual personal stories on health care in the TCI. We believe they were typical. According to Interim Governor Wetherell TCIG is paying 30 million dollars a year for secondary care which is only partially performed in the two hospitals totaling 30 beds. The hospitals cost an additional 10 million per year said the governor. The 40 million dollar yearly costs go forward for 20 plus years. In year six we have already spent about one quarter of a billion dollars and we continue to ship our people out for secondary care. These dollar figures do not include the costs of the primary care clinics ! NHIP claimed that healthcare would be universal covering all belongers and residents. This is

not true. Yvette my wife is a nurse, an educated native who served in clinics around the Turks and Caicos islands years ago. She is well known as a provider of healthcare in past days. After residing in the USA she worked in nursing in several institutions in Florida. She performed nursing at one of South Florida’s largest full service hospitals. When we returned to her birthplace of Middle Caicos she was a US retiree and was refused

a health care card. Others applied for a NHIP card and were refused. Retirees bringing and spending their savings in the TCI are refused but workers sending their wages overseas are covered. After seeing the NHIP health care experiences of others we saw no advantage in pursuing coverage. Years ago we visited our primary care clinic monthly for blood pressure checks and medications. As

time went by medications became unavailable. We use simple generic prescriptions which we began to obtain for pennies during trips to the USA. We visited the government paid Doctor at the North Caicos primary clinic who misdiagnosed a painful ailment. One trip to a US Doctor, a proper diagnosis and one simple out patient surgery...pain gone ! TCI folks are all paying at least 40 million dollars a year for pretty hospitals, checkered and overseas secondary health care. Recently a friend traveled to Provo because his heart was not ticking right. Sent back home because the hospital does not have a physician familiar with heart care. He was told to return on a certain date when a heart doctor would visit. He returned on schedule. The doctor had already come and

gone but the hospital staff had failed to summon him. Why we are paying millions to Interhealth Canada ? We have relatives in Canada. One needed emergency surgery. A surgery rescheduled three times because the hospital was small and the surgeon was a visitor. My daughter, also a Canadian resident waited months in pain for gall balder surgery. I had mine done in the USA the day I wanted it. Are we using Canada as a standard ? Could TCI do better by operating secondary health care itself ? Perhaps, but not under the administrations of the last 13 years. They have managed to raise the costs and lower the level of both primary and secondary healthcare.

PDM reps declare victory for the party in upcoming general elections BY DAISY HANDFIELD At the PDM’s national convention last week, the party’s representatives declared victory in the upcoming general elections. Party leader Sharlene CartwrightRobinson, gave a powerful speech at the event where she spoke of a PDM victory and ‘a change in the atmosphere’. “I want to say, what an honor it is to be serving as leader in such an exciting time in the People’s Democratic Movement. “Some exciting things are happening in the Party, and there is no stopping us now. This is a war and we cannot afford to lose this war. We are on the brink of history and it feels good,” Cartwright-Robinson said. The two-day national convention was held at the Kalooki’s restaurant in Providenciales on June 24 and on June 25 under the theme, ‘Victory is a Must’. During the convention the five at-large candidates, who will be competing in this upcoming general election, were introduced. Karen Malcom, founder of the local Heart Foundation and Robert Been Jr. local businessman, were introduced as the two new at-large candidates for the PDM, who will join Sharlene Cartwright-Robinson, Derek Taylor and Josephine Connolly, to complete the five candidates required. During the event Been Jr. told his supporters that he will work hard and try his best to not give them any reasons to doubt him. He said: “I want to start by giving thanks to the Almighty God for his countless blessings, favour, wisdom, protection and guidance. “I am who I am and where I am today because of His hands on and in my life. I also want to say thank you to the PDM party; it’s heads, members, supporters and followers

Loudmie St. Fleurant: The 2016 Recipient of the Mark Fulford Inspirational Award BY MARGUERITE ANDERSON Raymond Gardiner High School’s Graduation Ceremony was held on Wednesday, June 29th and a number of the graduates were awarded for their accomplishments in various areas of school life. One of the merit awards is that sponsored by attorney, Mark Fulford, who himself is a former student of the North Caicos’ noble institution. “You were put on this earth to achieve your greatest self, to live out your purpose, and to do it courageously” – these are the words of Ralph Waldo Emerson and these are the words which aptly mirror this year’s recipient of the “Mark Fulford Inspirational Award”. A well-known chorus of one’s childhood years holds lines which say, ‘Jesus bids us shine with a pure, clear light….you in your small corner and I in mine’. The lines of this song resonate as the school reflects on the fight of a timid little giant who entered Raymond Gardiner High at 3rd form level, with barely the linguistic competence to understand

the lessons and directions given in her new school environment. Yet in her ‘small corner’, and despite countless obstacles, she shone. As if the language barrier were not enough, she was ostracized as most misunderstood individuals have been. Albert Einstein claims that every pure and wise spirit that ever took flesh and who is destined to be great has always been misunderstood. Likewise, such was the scenario of the recipient of this coveted award. With great humility, the journey saw this young lady persevering in the face of grave socio-economic situations. She wears a pride and a presence that would not betray the measure of her struggles. The recipient of the ‘Mark Fulford Inspirational Award’ is a quiet student whose strongest voice is heard when she takes the form of a melodious nightingale. She has kept many an audience listening with abated breaths when she sings at various school functions. Her hunger for knowledge led her to securing a permanent position on the ‘Stars List’ which was posted at

the end of every academic assessment period . Among her greatest feat is her acquisition of constantly placing among the top-three achievers in Literature-a subject that requires elevated critical thinking and writing. She is a Haitian national and a student who entered the school with a grave language barrier. She is applauded for overcoming an obstacle such as this. It is no wonder that, in no time, the young lady earned the respect and admiration of her peers and of her teachers. She is unafraid to chart her own course even when it means walking alone. RGHS’s nightingale grew from timid to formidable, and had risen to become a leader in the school, serving as a member of the prefect body. She now shines in her ‘small corner’ as one of the top achievers in the graduating Class of 2016. The young lady worthy of this honourary award is none other than the graduating class’ 2nd RunnerUp, Miss Loudmie St, Fleurant. Mark Fulford believes in supporting and rewarding the accomplishments of those who pass through the walls of the small but

noble institution called Raymond Gardiner High. Fulford decided to give back to young students by founding The “Mark Fulford Inspirational Award” to encourage students of his alma mater to beat the odds and stigma in life.

The recipient for the award must demonstrate an ambitious attitude, marked academic improvement or achievement, be an exemplary figure to other students and should be one who excels in other social areas of school life.

TCI joins the world to celebrate International Day of Yoga 2016 BY DAISY HANDFIELD FOR THE second consecutive year the Turks and Caicos Islands (TCI) joined the rest of the world in the recent celebration of International Yoga Day 2016. In an interview on Wednesday with the wellness and entertainment director at the Grace Bay Club, David Bowen, he said he and two other colleagues put on two free yoga events. Bowen said the events included a special evening class at the Retreat Yoga and Wellness studio on June 21, that he taught and a two hour morning class on the lawn of Le Vele on June 25, which was taught by a mix of local teachers including Lindsey and Laura Mensen along with Kim Mortimer and Regina Radisic and Bowen himself. Bowen said that at both of the classes he explained the definition of yoga, the breathing and importance of aligning the mind and body together and the overall benefits of yoga. “There were also some meditation and instances where the instructor spoke about breathing in the five senses,” he said. “We want to be a part of anything like that [International Day of Yoga], especially with all the health benefits

Tropical Milkweed Tropical Milkweed (Asclepias curassavica) is technically not a native to the Turks and Caicos Islands. Additional common names for this plant include tropical milkweed, scarlet milkweed, swallow wort, Indian root and matal. Asklepios is the Greek god of healing. Tropical milkweed is widely popular in butterfly gardens. Growing as a naturalized perennial plant in the Islands, it can also be easily started from seeds. A South American native, Tropical Milkweed grows 30”-36” high and produces clusters of bright yellow

or yellow-orange bi-colored flowers and blooming over a wide range of months. Flowers are followed by long, narrow seed pods (3-4” long) which split open when ripe releasing silky tailed seeds for dispersal by wind. Grows best in light, rich, evenly moist, well-drained soil in full sun. It tolerates some light shade and tolerates some soil dryness. milkweed is a popular as both a caterpillar food plant and butterfly nectar plant. Hummingbirds and bees are also attracted to the flowers. No serious insect or disease problems. Somewhat weedy but not invasive and can spread where it will self-seed. The one problem that plagues the appearance of tropical milkweed in the garden are aphids. Aphid control on plants may be as simple as spraying the plants with a burst of water from the hose which will dislodge the aphids (and which will have to be repeated all the time).

Generally, aphid infestations are a bit unsightly but do not impair blooming or plant growth. A second problem that can impact the appearance of tropical milkweed is a result of the severe defoliation caused by Monarch and/or Queen caterpillars. This problem of course has the tradeoff of providing great caterpillar watching while helping to produce more butterflies. Once the plants are defoliated or the caterpillars have moved on, it is a simple matter of cutting back the tropical milkweed, which will resprout from the plant’s base.

Regrowth is fairly fast and the plant will rebloom. Milkweed can also be beneficial to nearby plants, repelling some pests, especially wireworms. Milkweed also contains cardiac glycoside poisons which inhibit animal cells, as a result, many natives of South America and Africa used arrows poisoned with these glycosides to fight and hunt more effectively. Milkweed also causes mild dermatitis in some who come in contact with it so consider wearing gloves when working with these plants.

Beaches recruits over 100 students for summer internship program OVER 100 high school and college students have been recruited by Beaches Turks and Caicos to participate in the resort’s summer internship program. The students will be placed in over 30 different departments. Spearheaded by the Human Resource team this year’s program focuses on giving students an opportunity to not only selects their desired department placement but also to work in areas that will enhance their choices of career goals and future aspirations. Human resource assistant manager, Deleria Simms said that the resort has completed the recruitment phase and now 100 students are moving forward with the program. She said: “It started with examinations and interviews and now those students will go into orientation and then begin their internship in the department chosen for them. “For the next five weeks these students are expected to learn as much as they can that will contribute to their future and career. “We here at Beaches TCI are excited about the calibre of students who applied for the program this year. We wish all of them much success now and in the future.” The summer internship program which will run from the July 13 to August 16 and will feature a one day orientation seminar aimed at familiarizing students on the resort’s mission statement as well as the policies and procedures of the Sandals brand. CARICOM Chairman critical of the UK vote to leave the EU THE United Kingdom has been criticised by the Caribbean Community over the referendum vote to leave the European Union. The matter was raised by new CARICOM Chairman Roosevelt Skerrit, the Dominica prime minister, at the opening of the regional grouping’s annual summit in Guyana Monday. Prime Minister Skerrit said Britain appeared to be bucking the trend of integration in various parts of the world. “That I also take the Chair of CARICOM at a time when the world is still in a state of shock at Britain’s decision to leave the European Union (EU) after 43 years of membership. At a time when the rest of the world is moving towards regional integration in order to carve out an economic space in the global marketplace and to balance the might of the emerging superpowers, Britain has chosen to retreat to insular nationalism. Already the political, economic and social fallout from this decision to go it alone is causing considerable concern within Britain, Europe and the rest of the world.” The impact on CARICOM the Brexit vote can have is something being discussed at the heads of government meeting. “This Conference gives us a wonderful opportunity to seriously consider the effect that Britain’s exit from the European Union will have on CARICOM, and to demonstrate real leadership by showing the way forward. He identified what he sees as the two main reasons why Britain is opting to leave the EU. “The first is the historical fear of losing their sovereignty. From the

British point of view nearly every nation in Europe has over the years, tried to conquer and rule Britain. Secondly, EU citizenship brings with it, not only free movement but also automatic access to welfare and other benefits. This created anxieties in Britain where the average English voter saw membership of the EU as opening the floodgates for countless Europeans and refugees from Syria, Iraq and wherever there is conflict, to pour into their country through any of the EU ports of entry. This is something which Britain, still hamstrung by austerity measures, could not afford indefinitely. On the other hand, CARICOM is the fulfillment of a long-standing aspiration of our peoples. It is an important staging post on the way to creating what scholars like Dr. Ralph Gonsalves call a unique Caribbean civilization.”

Stolen millions reportedly moved into Cayman Islands hedge fund PRIVATE investigators have reported that two of the “Cayman Gang of Four”, Derek Buntain and Sharon Lexa Lamb, the fired president, and senior vice president respectively of closed Dundee Merchant Bank, used their shell company, Winterborne Management Ltd (WML) to steal and move tens of millions of dollars into a Cayman Islands-based hedge fund that they were connected to. The Cayman Gang of Four illegally transferred client funds to WML without authorization, and the money has disappeared. Fraud, securities fraud, money laundering, and racketeering have been allegedly among the many criminal acts that both Buntain and Lamb have committed. Winterborne is not to be confused

with Winterbourne, though many financial criminals form companies with names that are deceptively similar to those of well-established firms with a long track record, which leads the victims to believe that they are dealing with an old legitimate company. Sharon Lexa Lamb, who, as a fiduciary, was personally responsible for millions in client assets, has repeatedly threatened victims, who were seeking their money, with notification to taxing authorities, claiming tax evasion. While the circumstances surrounding the termination of Buntain and Lamb from their senior positions at Dundee are not known, it is believed to be upon the grounds of fiduciary misconduct. Buntain has also been dismissed as a director of

Dundee Precious Metals, Inc. Mak-Ro Capital International Ltd, a Cayman-based hedge fund, whose local representative in Grand Cayman is Winterborne, and which reported new investment capital in the amount of $22 million in 2015, is reportedly the recipient of funds stolen by Buntain and Lamb from elderly Canadian pensioners who believed that their life savings were safe and on restricted deposit in the Bank of Butterfield. Calls to Mak-Ro Capital One, the offices of the fund administrator, have resulted in a blanket denial of its relationship with Buntain and Lamb, and even a denial that the listed executive, Michael Kaufmann, exists. Buntain and Lamb are both listed as directors of Mak-Ro in public filings with regulators.

AS Caribbean Community (CARICOM) Heads of Government prepare to receive an overview on the CARICOM Single Market and Economic (CSME), SecretaryGeneral Ambassador Irwin LaRocque stated that it remained the only workable option for economic growth. “Our Member States remain resolute that it is the only viable option for sustained economic growth. While we have made progress, there is no denying that we could have been further ahead, although challenges remain in some areas. We must do what is required to move the process forward,” the Secretary-General said at the opening ceremony of the 37th Regular Meeting of the Conference of Heads of Government of CARICOM. The CSME is a key agenda item the Heads of Government considered this week. Acknowledging the challenges related to the free movement regime and the facilitation of travel, LaRocque also reiterated the right of Member States to deny entry.

He noted, however, that the Caribbean Court of Justice (CCJ) had ruled on the specific circumstances under which they may do so. To help in remedying some of the problems associated with the movement of CARICOM nationals, training and sensitisation of immigration officials must increase for them to “act more closely in line with the policies agreed to by their governments”, the SecretaryGeneral said. As CARICOM marks the 43rd Anniversary of the signing of the Treaty of Chaguaramas, he stated that “we can look back with pride on the progress of our integration process, and forward with confidence to what we can continue to achieve together”. “As a grouping of small, vulnerable states it is integration that will allow us to achieve the level of development that our people desire and deserve. Two cases of Zika confirmed in Cayman ALTHOUGH Cayman managed to remain Zika free for a considerable time as the virus raged across the region, public health officials confirmed Tuesday the first two Cayman Islands cases of the virus, imported by returning residents who contracted the virus overseas. Acting Medical Officer of Health Dr Samuel Williams-Rodriguez said the patients are both female residents. One travelled to a country where there is an outbreak of Zika last month and reported onset of symptoms to the HSA on 25 June. The second recently completed high school in a country where there is a Zika outbreak. After she returned home on 19 June she also sought medical treatment on 25 June after two days of symptoms. Dr Williams-Rodriguez said there is still no evidence of local transmission of Zika in the Cayman Islands. For Aedes aegypti

Zika is linked to microcephaly, a condition where the size of an infant’s head is smaller than normal because of slowed or incomplete brain development. “While the Zika virus is mainly transmitted through Aedes aegypti mosquitoes, other modes of transmission, in particular sexual transmission, have been documented,” he said. “We cannot over-emphasise that all men returning from where local transmission of Zika virus is known to occur, should adopt safer sexual practices or consider abstinence for at least four weeks after return. Continue to be alert, and practice preventative measures, to ensure minimal to nonrisk of being bitten by the carrier mosquito, Aedes aegypti.

Mr Wilchcombe also criticised the FNM as a whole for its lack of “stability,” saying that the party’s infighting “sends the wrong message for an organisation that says they want to lead the country”. not going to resolve it.” Mr Wilchcombe’s comments come after months of reported infighting in the FNM centred on the leadership of Dr Minnis. “They’ve never allowed (Dr Minnis) to settle and perform as leader,” Mr Wilchcombe said. “He’s been trying to survive. So fighting to survive every single day, how could you perform as leader? You’re supposed to let the leader lead. But what they’ve done is they have from day one put pressure on him, seek to remove him from office, so every single day he’s been fighting a game of survival. “Trying to build blocks, trying to build strength. That’s all he’s been able to do. He’s not been

able to sit down and really show whether or not he can lead. So at the end of it all he’s going to be stuck with individuals who for the most part will never support him, and that’s the reality of it. That’s what the country sees.” He added: “You have a leader in place now who wanted to hold a convention sometime in November, you rushed this convention because you say he should leave. Suppose he wins tomorrow, then what? And what is he to do tomorrow if he wins? And how is he to trust those individuals after he wins? And if they win tomorrow, then what are they going to do with him and how is he going to work with them? Sounds like a real quagmire. I think the FNM right now is in the midst of a quagmire.” Last month, The Tribune exclusively reported on an email in which Central Grand Bahama MP Neko Grant was critical of Dr Minnis’ performance during the wrap up of the 2016/2017 budget debate. He said the Killarney MP showed “no interest” in the head-by-head exercise and seemed unprepared. Mr Grant, leader of opposition business in the House of Assembly, said he was sure Dr Minnis had not studied the budget and that his behaviour was “most disturbing” and “disrespectful.” And that attack came weeks after the “gang of six,” which also includes St Anne’s MP Hubert Chipman, Montagu MP Richard Lightbourn,

North Eleuthera MP Theo Neilly, Long Island MP Loretta ButlerTurner, and Fort Charlotte MP Dr Andre Rollins, wrote a letter to the party’s Central Council outlining Dr Minnis’ weaknesses as a leader. Those six MPs were initially dubbed the “gang of six” after they threatened to have Dr Minnis removed as leader of the opposition in Parliament. Mr Wilchcombe also said all of the infighting is an indictment on the FNM as a whole, which he said creates the perception that the Official Opposition lacks stability. “How can you lead a country if you can’t lead the people within your organisation? How can you lead the country when you have strife within your organisation? “Who would want to trust you in leading the country when they’re not sure if everyday you’re going to be bickering, whether or not the leader is going to get the full support, whether or not he’s going to be undermined? Who’s going to do that? I think that’s the real issue they face that the country is going to ask.” On Monday, Dr Minnis suggested that his “close and personal” relationship with the FNM’s more than 400 delegates places him in a position to, for a third time, be elected as head of the opposition party. However, Dr Minnis dodged the question of whether he would still work with the six MPs who have opposed him.

‘Fire Moody’s if Bahamas is given a downgrade’ The season, which is set to end on November 30, has seen four named storms so far -- three tropical storms and one hurricane.

Hurricane season: Researchers increase their storm estimates slightly TWO groups of forecasters have upped their estimates slightly for the number of storms that will emerge this season. The Colorado State University Tropical Meteorology Project now calls for 15 named storms, up one from its estimate before the season began June 1. Six of those storms will become hurricanes, with two of them Category 3 or stronger, with winds of 111 mph or greater. “We continue to foresee a nearaverage 2016 Atlantic hurricane season,” lead researcher Philip J. Klotzbach says in the latest report, issued Friday. “We anticipate a near-average probability for major hurricanes making landfall along the United States coastline

and in the Caribbean.” The team forecasts a 50 percent chance at least one hurricane of Category 3 strength or higher will hit somewhere along the U.S. coast, compared to a 52 percent average. The chance is 30 percent for the East Coast, compared to a 31 percent average; and 29 percent for the Gulf Coast, compared to a 30 percent average. The HUGO Hurricane Landfall Outlook Program at Coastal Carolina University in Conway, S.C., is now calling for 14 named tropical storms this season, with one hurricane landfall on the East Coast and one on the Gulf Coast. That’s up by one hurricane and one tropical storm compared to the program’s April forecast.

FORMER State Minister of Finance James Smith said he would suggest that the government fire Moody’s if the ratings agency follows through on its threat to downgrade this country’s credit rating. Arguing that although the state of the country’s economy is relatively weak, Mr Smith said many countries not under threat of a credit downgrade have even worse performing economies or greater levels of debt. The government pays agencies like Moody’s thousands of dollars a year, he noted, explaining that back in the 1990s when he was governor of the Central Bank, $40,000 per year was being paid to each of the credit rating agencies. “It’s probably even more now,” he said. A top-ranking official in the Christie administration did not respond to The Tribune’s question yesterday about how much exactly is being paid now. “I don’t believe given the circumstances that a downgrade ought to be in the making,” Mr Smith said. “If they go through with it I would suggest the government fires them.” Mr Smith said he believes

agencies like Moody’s and Standard & Poor’s offer harsh assessments of countries like the Bahamas to make up for their favourable ratings of debt securities that played a major role in the Great Recession. “Moody’s missed the ball at the beginning of the recession when they rated those in the housing market and it turned out they were literally compromising their services by knowingly giving good ratings to worthless papers which played a role in the meltdown of the world economy,” he said. “So they decided to toughen up after that, trying to make up for big mistakes. I don’t think the Bahamas and other small countries should have to suffer for that.” Another credit downgrade would be a “serious thing,” Mr Smith said, as it would mean that the Bahamas would have to pay even more money against its existing levels of debt. “We’ve had questionable policy decisions and the debt has been growing at a much faster level than I would’ve liked but we’ve never defaulted on our loans and there is no prospect of that happening,” he said. “This has to be a factor in their decision making. We’ve never been a part of an International Monetary

Fund (IMF) programme to pay back our debts or to trim employment in the public sector and other things that happens to countries that struggle to pay their debt.” Mr Smith said the country’s foreign debt level is relatively low and much of its domestic debt is owned by the government itself through the holding of National Insurance Board (NIB) stock. “I would make the case that as bad as the numbers may appear by themselves, comparatively in my view they don’t qualify for a rating downgrade. That would be unnecessarily harsh and unfair.” Shortly after the May 2012 general election, Mr Smith was appointed as a consultant to the Ministry of Finance. Last Friday, Moody’s announced it was placing the country “on review” for a potential downgrade, due to both its unexpected economic contraction and further deterioration in the government’s fiscal position. Moody’s pointed out that “debt accumulation” has continued to increase, with the government consistently failing to hit its budget projections, and the adequacy and effectiveness of its policy responses to the Bahamas’ problems.

After the second MPs’ ballot, Home Secretary Mrs May finished with 199 votes, Energy Minister Mrs Leadsom 84 and Mr Gove, the justice secretary, 46. Conservative members will now decide the winning candidate, with

the result due on 9 September. The winner will become the UK’s second ever female prime minister. Mr Cameron resigned after finishing on the losing side in the UK’s EU referendum, in which there there was a vote to leave. The results were announced at Westminster by Conservative MP Graham Brady, the chairman of the backbench 1922 Committee. There had originally been five

contenders to succeed Mr Cameron, with MPs voting in two rounds to get that number down to two. FRANCE and Britain were vying for fifth place on the list of the world’s biggest economies on Wednesday, with France nudging ahead after a renewed slump in the pound in the wake of the Brexit vote, Reuters calculations showed. Britain’s gross domestic product stood at 1.864 trillion pounds in 2015, according to the last available figures from the International Monetary Fund. The average exchange rate for the year in question is commonly used for comparisons between countries. But using the current exchange rate, France has pulled slightly ahead. With the pound falling below 1.17 euros overnight for the first time since 2013, that means the size of the British economy in 2015 is now equivalent to 2.172 trillion euros - less than France’s official GDP of 2.182 trillion

euros last year. Britain’s vote in a referendum on June 23 to quit the EU has hammered financial markets, rattled businesses and punished the pound, which was trading at 1.1650 euros as of 1440 GMT. GBPEUR= But volatile exchange rates meant the figures were hard to pin down. Britain briefly regained fifth spot after the pound broke above 1.17 euros for a few hours on Wednesday, only to sag again in mid-afternoon trade. Brexit: Dual nationality might be on the table for Britons THE UK remains part of the EU, for now, so freedom of movement still applies. This means a British citizen currently still has full rights to move to any other EU country to work or study, as many have already done. While it is not clear what will happen to those residents once the UK “brexits”, they may well be able to stay, and, in time, apply for citizenship. For example, residents of Germany can apply for citizenship after eight years - less in some circumstances - as long as they pass an assessment of their German language skills and a naturalisation test, among other criteria. A spokesman for the German interior ministry told the BBC that, while up-to-date figures were not available, he would not rule out an increase in applications for German nationality from Britons in light of the Brexit vote. This is because German law requires non-EU citizens to give up their existing nationality when applying for German citizenship - so British citizens are currently able to hold on to their UK passport and get a shiny new German one. The ministry confirmed that a Briton in this situation would not

be deprived of their newly acquired German nationality even if/when the UK subsequently leaves the EU. Mr Gabriel’s SPD - the junior coalition partner in the German government - told the BBC that the vice-chancellor’s comments about dual nationality for young Britons referred specifically to Britons living in Germany, so that they would be able to retain their UK citizenship even if applying for German naturalisation in a post-Brexit world. France and Sweden are among several EU countries which set a shorter period for residents to gain citizenship. Adults must have lived in Sweden for at least five years, children as little as two years, before they can apply for naturalisation (again, other conditions apply). Grandpa from Galway? Nonna from Napoli? Then you may be entitled to claim a second nationality by descent. If you have a parent born in another EU country, your route to citizenship may be reasonably clear, but if the link is more distant you need to look in detail at the relevant country’s nationality laws. Ireland in particular allows people with just one Irish grandparent to claim Irish citizenship - and if each

generation registers before the birth of the next, it is possible to keep passing the Irishness down the generations, even if you do not live there. He was shot as he reached for his driving licence, she said. It follows the death of Alton Sterling, who was shot dead by police during an incident in Baton Rouge on Tuesday. Hundreds of people have protested for two nights over Mr Sterling’s killing. The deaths follow a long line of high-profile incidents involving African-Americans at the hands of the police, igniting a national debate about the lethal use of force.

Mr Castile had been stopped in Falcon Heights, a suburb of St Paul, because the car had a broken rear light, the woman, identified in local media reports as Lavish Reynolds, said. Before he was shot, he told the officer that he was licensed to carry a concealed gun and had one in his possession, she said. “You shot four bullets into him, sir. He was just getting his license and registration, sir,” Ms Reynolds says in the video. A child, Ms Reynolds’s daughter, was also in the car at the time. Police said an investigation was under way and the officer involved had been put on leave. Mr Castile, 32, worked as a cafeteria supervisor at a Montessori school. Chilcot Iraq war report claims Blair told Bush to ‘act now, explain later’ TONY Blair’s reputation was this week lacerated by the damning Iraq War report as it revealed he told George W Bush they should ‘act now, explain later’ in a secret memo sent two years before the invasion of Iraq in 2003. The former UK prime minister was also accused of twisting intelligence about the threat posed by Saddam Hussein to justify the war that led to the deaths of 179 British soldiers and left hundreds of thousands of Iraqis dead - but Mr Blair insisted: ‘There were no lies - there was no deceit’. After seven years of deliberations, the Chilcot report found that the former prime minister overplayed evidence about the dictator’s weaponry and ignored peaceful means to send troops into the country. In a devastating set of conclusions, Sir John found Blair presented the case for war with ‘a certainty which was not justified’ based on ‘flawed’ intelligence about Iraq’s supposed weapons of mass destruction (WMD). It also said Blair had ‘overestimated’ his ability to influence US president George W Bush and the way the legal basis was established was branded ‘far from satisfactory’ and bypassed the UN and undermined the international system. And Blair was not prepared for the consequences of Iraq War despite ‘explicit warnings’ as he doggedly pursued an invasion, Sir John’s report said. 29 secret letters Mr Blair wrote to George W Bush were published for the first time today and in July 2002, eight months before MPs voted to back an invasion, Mr Blair had told the president: ‘I will be with you, whatever’. On the day after 9/11 he told President Bush: ‘Act now, explain later’. But after Sir John published his report Blair gave a 45-minute speech where he said Sir John proved ‘there were no lies, Parliament and the Cabinet were not misled, there was no secret commitment to war, intelligence was not falsified and the decision was made in good faith’. And in a message to the families of the 179 servicemen and women who died in the Iraq War - who say Chilcot shows him to be ‘the world’s worst terrorist’ and he should be prosecuted - Mr Blair told them: ‘I express more sorrow, regret and apology than you may ever know or can believe.’ He added: ‘I can look those families and the country in the eye and tell them I did not mislead them.

What I cannot do, and will not do, is say that the decision was wrong. I think the world is a safer and better place because of it. I cannot accept that they (British soldiers) died in vain’. Unveiling his 2.6 millionword report into the UK’s most controversial military engagement since the end of the Second World War, Sir John said: ‘We have concluded that the UK chose to join the invasion of Iraq before the peaceful options for disarmament had been exhausted. Military action at that time was not a last resort. ‘We have also concluded that the judgments about the severity of the threat posed by Iraq’s weapons of mass destruction - WMD - were presented with a certainty that was not justified. ‘Despite explicit warnings, the consequences of the invasion were under-estimated. The planning and preparations for Iraq after Saddam Hussein were wholly inadequate. The Government failed to achieve its stated objectives.’ Among the main conclusions in the 2.6 million word report are:4 · There was no imminent threat from Saddam Hussein in March 2003 and Mr Blair took us to war ‘before the peaceful options for disarmament had been exhausted’. Previously unseen letters sent from Mr Blair to Mr Bush also show that nearly two years before the invasion the PM was suggesting they needed to ‘act now and explain and justify later’ to stop the spread of WMD.

Delivering the report’s damning findings – which will inevitably spark renewed calls for action against Mr Blair - Sir John Chilcot said: ‘The evidence is there for all to see. It is an account of an intervention which went badly wrong, with consequences to this day.’ Announcing the dramatic conclusions, Sir John said: ‘More than 200 British citizens dies as a result of the conflict in Iraq. Many more were injured. This has meant deep anguish for many families, including those who are here today. ‘The invasion and instability in Iraq had, by July 2009, also resulted in the deaths of at least 150,000 Iraqis – and probably many more – most of them civilians. More than a million people were displaced.’ As he fought to save his reputation after being savaged by Sir John Chilcot’s long-awaited report on the Iraq War, the former prime minister insisted his decision to take military action against Saddam Hussein was taken ‘in good faith and in what I believed to be the best interests of the country’. He vowed to take ‘take full responsibility for any mistakes’ made in Iraq but insisted it was still ‘better to remove Saddam Hussein’ than allow the tyrant to continue in power. In a defiant statement issues minutes after the Chilcot report was published, Mr Blair said it had proved he did not act in ‘bad faith’ or ‘deceit’. Shadow Commons leader Paul Flynn said the Chilcot Report amounted to an ‘utter condemnation’ of Mr Blair’s ‘terrible’ decision to commit British troops to the US-led invasion. But he said the whole of Parliament was ‘on trial’, because it

voted in favour of military action on the eve of the 2003 invasion. Mr Flynn, who was one of 139 Labour MPs to vote against war in the crucial division, said Mr Blair had only ‘slight and sporadic’ evidence of the threat Saddam Hussein posed and indulged in ‘definite deception’ to win Parliament’s support. He told BBC2’s Daily Politics: ‘I’m afraid this is an utter condemnation of that terrible decision to go to war that resulted in immediate deaths and injuries to our troops and the 150,000 deaths of Iraqis and the chaos that country is in. ‘I think there should be serious consideration of him being prosecuted for this.’ But Tory stalwart David Davis suggested Tony Blair may have lied to the House of Commons over why Britain went to war in Iraq. In a now infamous claim, Mr Blair told MPs Saddam Hussein was developing weapons of mass destruction (WMD), and later said intelligence showed the Iraqi tyrant could deploy chemical and biological weapons within 45 minutes. Mr Davis, a longstanding critic of the Iraq War, said: ‘The Prime Minister referred to the cause or the aim of this war as weapons of mass destruction, but if I can bring his attention again back to the document from Tony Blair to the American president. ‘It goes on later, after it says ‘I’ll be with you whatever’, later on in that document it says ‘the reason for this is getting rid of Saddam Hussein is the right thing to do.’ Regime change - not WMDs. ‘And this fact, and the fact that as Sir John Chilcot says Blair’s commitment made it very difficult for the UK to withdraw support for military action later on, this actually amounts to a deceit and a misleading of this House of Commons’. Britain’s only Green MP said Tony Blair is a ‘war criminal’ and laws should be changed so he can be punished as such. Caroline Lucas said everything she’d read in the Chilcot Report implies that Iraq ‘was an illegal war’, adding: ‘He lied when he said the threat from Weapons of Mass Destruction was growing when he knew they was no evidence to make that case. ‘We are right to say that he should be held to account at the highest possible level’. Tony Blair’s former Chief Whip today said it was the right of the people to try and bring the ex-PM to trial if that is what they want, but Chilcot offers no more evidence for them to use against him. Using the power of music to unite and change lives BY OLIVIA ROSE TCI Beat Records will be hosting a music telethon to raise funds for cancer victims and other needy causes in a bid to strengthen communities in the Turks and Caicos Islands. Speaking at a press conference on Wednesday at Digicel`s Head office, President of TCI Beat Records Herbert Swann better known as (JR Swann) told the media that the telethon was birthed from the realization that cancer and other terminal diseases have impacted greatly on the lives of many locals. Organizers’ are hoping that the first annual fund raiser will take wings and become an intricate part of modern society here in the TCI and throughout the Caribbean to raise awareness of these illnesses. Swann said: “In having this event, we hope to bring the communities together while championing the cause to fighting cancer. “Approximately some 300 persons are registered cancer patients, with many who are not diagnosed due to fear of not wanting to know their status.” He noted that this year Cancer, HIV and Autism were chosen as the main focus of the event due to the high prevalence of both diseases on the islands. Swann revealed that 50 percent of the proceeds will go directly to the cancer society; 20 percent to other foundations while the remaining 30 percent will go towards covering this year`s expenses and preparation for hosting next year`s event. “The Hammer” gets new opponent for “Summer Rumble” JIMKELLY “The Hammer” Joseph has a new opponent for next Saturday’s TCI Boxing Federation’s “Summer Rumble” after Bahamian Levi Missick dropped out. The unbeaten heavyweight TCI fighter will battle another Bahamian, Davian Smith from Nassau. The new fight was confirmed this Monday, by PACBO regional director for the Bahamas Meacher Major who organised it. Missick initially told Joseph he was having passport issues, but it

seemed that it would have been sorted out in time. Communication, however, completed broke down between the two boxers after the Bahamian saw a video of our heavyweight in action. “He was hype at first, but he asked me to send him a video of me fighting or hitting the bags, after that I’ve not heard from him.” The 12-0 Joseph, with a perfect knockout record, had promised to knockout Missick. With Smith, he said nothing has changed.

“I don’t know anything about him (Smith), but what I know is that he will get knocked out.” Smith is a hungry young boxer, who is also talented. In late May, he won his fight within two rounds and claimed the most improved boxer title at the 2th Annual Wellington ‘Sonny Boy’ Rahming Silver Glove Boxing Tournament in the Bahamas. Along with Joseph a number of teenage local boxers will also be in action.

NFL Summer Camp will be the biggest TCI American football moment – Says Coach Jones AMERICAN football will springboard in the TCI with the star power expected for the TCIAFA NFL Summer Camp in Providenciales next week. Founder and head coach of the TCI American Football Academy Ryan Jones told the Weekly News that: “I would say that it would be hard to find any U.S camp to rival the star-power and quality that will be there.” The camp scheduled for July 13-16 has a star studded line up, including the best wide receiver in the NFL since Jerry Rice, the now retired Randy Moss (who is a definite for the NFL Hall of Fame). Denver Broncos’ Aqib Talib, arguably one of the top cornerbacks in the NFL and another Superbowl winner, defender Vince Wilfork and the retired Baltimore Ravens running back Matt Lawrence. The visitors are expected to pass on their knowledge to their young fans.

Matt O’Neil, who played offensive line-back (centre and guard) for the Oklahoma University is also expected to teach the youngsters. O’Neil, who was drafted by the NFL, but did not play, is now a coach in California. The camp is a collective effort. “The genesis of the camp was a collaboration with one of our sponsors and then support from the others - Grace Bay Club hosts Randy Moss and other athletes regularly and when Randy attended last year’s game he was so impressed he wanted to do an annual camp and we all agreed.” Jones added that Grace Bay Club decided to help by hosting the athletes at the hotel and the NFL Pro’s reception dinner on Saturday July 16th (where people can mingle with the stars). EXPOSE AMERICAN FOOTBALL IN THE TCI Jones said that the major objective of the camp is to raise the level of the sport locally. “Our hope for the camp is that it will bring exposure to TCI American

Football locally and internationally (we have Sky News - the European NFL coverage team - from the UK covering the event), it will bring more youth into the programme, the kids will have a chance to meet athletes and dream a little about what they can do and who they can be if

they work hard, and the instruction will be second to none and thus I am sure some of the kids will learn a lot.” Jones said that he is expecting approximately 200 youngsters to take part in the camp. “There are 100 youths on our list of kids showing up to practice and then we imagine another 100 who will show up the first day at the downtown field.” The sport’s local founder said that TCI American Football has had a lot of help and support from, “the directors Natalie Zaidan and Cesare Castilo, and Daryll Williams and coach Mike O’Brien who all dedicated a lot of time to the youth and cause. Mr. Daryll Williams is the new President of TCI American Football Academy and he will be working to grow the programme and also looking at bringing it to Grand Turk. We do however need help in coaching and organisation and we are looking for interested people who we can work with and train.”

SEVENTH “RACE FOR THE CONCH” ECO-SEASWIM:

Mario di Filippo wins both 2.4M and 1M events – but youngsters steal show ITALIAN born American swimmer Mario di Filippo won both the 2.4 miles and one mile events, swimming them back-to-back on Saturday last in the seventh edition of the “Race for the Conch” Eco-SeaSwim, but it was the youngsters who excited the spectators at the Grace Bay beach. In perfect open water conditions, 160 swimmers battled over three distances, while there was also an exciting 100 metre Children’s Swim (10-years-and-under) for youngsters just getting started in open water swimming. For the Italian born it was a big comeback five years after he finished second in the shorter race and fourth in the 2.4 miles. In 2011 he clocked 1:04:34 in the longer race, significantly slower than the 54:30 he swam on Saturday. His one-mile time of 22:14 was however slower than the 21:42 he made in 2011. In the longer version he got past Karl Fischer, who finished just two seconds behind. Second place in the one miler went to former threetime winner, Provo resident, Dan Redmond. One of the day’s outstanding youngsters, 12-year-old Richard Rush, won the ½ mile event in a time of 12:10, approximately three minutes faster than last year’s winner.

Co-Founder and Co-Director Ben Stubenberg added that there were two big wins for the race: “First is seeing more TCI residents taking up swimming and testing themselves in open water swim events. Second is taking handshakes and hugs from very experienced open water swimmers with numerous races to their credit, who tell us this is the best one ever. It’s humbling for sure and a reminder of the many talented

and dedicated volunteers, along with generous sponsors who make it happen.” CONTINUE TO GROW Stubenberg added that: “We want to see this race continue to grow, but we must leverage the “Race for the Conch” to develop swimming in TCI, especially for youngsters.” This year, registered swimmers were treated to a professional open

water swim clinic by Australian open water swim teacher and competitor Becci Gardiner the day before the race. Race organisers received numerous compliments for an outstanding lesson. SPECIAL EFFORT AWARDS Of the swimmers, the crowd’s favourite was nine-year-old Provo resident Grace Reaston Brown, who competed in the 2.4 miles. The youngster did her best in the event and with coach Jill Swann swimming at her side, she managed to finish the distance with energy to spare. Also showing resolute determination was Regina Russo, who is completely deaf. Both swimmers received Special Effort awards at the awards ceremony. “We were so happy with the wonderful turn out on such a beautiful

After just losing to the Cayman Islands last

year (26-29) the youngsters are confident of a win when the two sides battle on Monday (July 11). Prior to that clash TCI have to compete against the powerful Mexico side on Saturday afternoon at the Vizcaya Park. Information from the TCIRFU indicates that:
