Court cleared Lyndon Gardiner in Michael Misick restraint order THE Supreme Court has long since removed Lyndon Gardiner’s name from the list of individuals who the Special Investigation and Prosecution Team (SIPT) believes are holding assets of former premier Michael Misick. This week, our publication was provided with court documents from Gardiner advising of the removal of his name, since July 15, 2011. However, while an amended restraint order was drafted and submitted to the court on June 23, 2011, the amendment was not finalised until October that year. That amended order has never been made public however. In the new order, all references to Gardiner were removed from the original document, and the SIPT was ordered by the Chief Justice at the time Gordon Ward to pay Gardiner’s court costs - $3,500 - related to the action seeking the amendment. Gardiner had been named as holding asset - namely land parcel 61203/55 – for the former premier. That has of course since been removed in the amended document. However, the other persons alleged to be holding assets for Misick in the original order, remain the same, as far as this publication has been able to ascertain. The order prohibits all persons dealing with all or any of the assets in which Misick has an interest, whether directly or indirectly, wherever they may be situated in the world, and in whosoever’s name the said assets may be held. Named persons are prohibited from removing any of these assets
from the TCI, disposing of, dealing with or diminishing its value where ever it may be located. The order also applies to all of Misick’s assets, even those that are transferred to him after the order was made, and it also applies to assets jointly owned. Those assets named in the order include – Misick’s former residence ‘Belview Villa’; 10.45 acres of land in North Caicos; parcel of land and condominium at the Provo Golf Club; 1.2 acres of land on which the TCI’s only cinema sits; 18.28 acres of land in North West Point; two plots of land in Leeward (.97 and 1.08 acres); two plots of land in the The Bight and Thomas Stubbs area of Providenciales (0.35 and 1.01 acres); 0.7 acres of land in Bottle Creek; an additional three plots of land in Leeward (1.53, .64 and 0.65 acres); and a condominium in the Alexandra resort held in the name of Windsor West Limited. The restraint order applies to numerous bank accounts as well, namely – one at TCI Bank limited in the name of Michael Misick and/or Lisa Raye Misick; at First Caribbean in the former premier’s name; mortgage load account at First Caribbean; three accounts at British Caribbean Bank (BCB); another one at BCB in the name of Grace Bay Plaza; one other at BCB in the name of My Way Productions 2 Limited; account at HSBC Coral Gbales Florida in Misick’s name; another at HSBC California in Misick and his former wife’s name; account at Nettie Becker Inc. Dead man discovered in pool of blood BY DAISY HANDFIELD A man was discovered dead, lying in a pool of blood, in Kew Town, Providenciales, on Saturday, June 18. Jeanisland Michael Monhomme, who is believed to be a Haitian, died from apparent gunshot wounds. He was wearing a white tee shirt, black track pants with white stripes, and white sneakers. Police officers on patrol in the area around 5:48am were alerted to the apparent murder near the public park. Police spokesman Kevin Clarke confirmed that there was an event at the park the previous night. He said officers patrolling the area that night heard gunshots in the nearby distance. Clarke said that during routine patrol police observed that a party was taking place in the vicinity where the body was found. “We have beefed up patrol in this area, as well as other areas,” Clarke said. He is reminding residents to continue to be vigilant in securing their surroundings. “We want people to know that if they see an unknown vehicle

parked outside of their home, they should call the police so that they can check it out. If you see someone suspicious roaming around your home, you should call the police,” Clarke said.

Homeowners blast Priton Development
– lawsuit could be filed THE issues bedevilling Priton housing development phase two, came to head again on Saturday, June 18, when homeowners complained of being ignored by the company. The Millennium Heights residents held a press conference to air their grievances and call out the company for the deplorable work they carried out in constructing what many homeowners were hoping to be their dream homes. Instead, what they ended up with was poor workmanship, popping and leaking tiles, sink holes on their properties, mildew, no drainage system on the roadways, unfinished roads and none of the promised community facilities. The homeowners are now saddled with a 25-year mortage, unsellable houses, and a company that refuses to address their issues, or even give them a listening ear. Phase two is located off Millennium Highway, and there are some 300 houses built there by Priton. Properties are priced at some $169,000 for a semi-furnished, three bedroom house built on a quarter acre of land. Homeowners paid as low as $3000 down payment for what is now a deal that was definitely too good to be true. Some of the homeowners have indicated that they are prepared to file a lawsuit against Priton if they continue to ignore their concerns. HOMEOWNERS VIEWS EXPRESSED Home owner Azzizi Parker told this reporter: “Me and my family are still in the house because the bank refuse to help, I still have to make the payment, I came out of the house for almost three months, but while I was out of the house I still had to pay my mortgage, and I was paying be other places, which was a double inconvenience for me.
“Priton Development is not answering anything, they refuse to do anything. I have my kids, they can no loger go in the yard, the kids have to play in the street; don’t talk about the street because the street dropping in holes too…. I have neighbours, their yard is dropping off at the back. No one can tell us anything… what do I do, hurricane season is coming again.” She added that she has appealed to the Governor and the Turks and Caicos Government ministers to no avail. Parker said when phase one had their own share of problems, they received a grant to fix it, but now that phase two has their own set of problems, they are being ignored, yet the Government is allowing Priton to go on to phase three. Another homeowner said: “I bought my house in 2009. I moved in it in April. Before the end of December of 2009, I was reporting that my tiles were cracking all over my house. Priton moved us out and they replaced the floor. Less than six months later the tiles started cracking again… I don’t know what what is going on underneath my house. I have water coming out of my house, there is mold, I have a six-year-old daughter with severe asthma. I went to Priton and complain to them. They told me could replace your floor while I am in the house. I said no, because I have a child with asthma. They said: oh nothing will happen to your child.” She also bemoaned the money – some $200, 000 she has already paid for her home – stating that she will end up paying the bank an additional $200,000 in interest, and for that price, the house should not be in the state it is. Zika virus still a major concern BY OLIVIA ROSE THE LINGERING threat of the Zika virus is still a major concern for health officials across the Caribbean. The threat of the Zika virus in the Caribbean was the focal point of a wider discussion on health issues affecting the region at the recently convened Chief medical officers’ conference held in the Turks and Caicos Islands from June 18-21 at the Palms Resort. The Ministry of Health, Agriculture and Human Services hosted 20 member countries of CARICOM for a four days intensive workshop under the theme: “Risk Communication Training to Help Senior Health Officials Better Manage Health Threats.” The aim of the workshop was to discuss a coordinated and joint approach for the eradication and prevention of the zika virus. To date 15 countries in the Caribbean region have been affected by the dreaded Zika virus, a mosquito borne disease often associated with microcephaly. The Zika virus infection is caused by the bite of an infected Aedes aegypti mosquito, the same mosquito responsible for the transmission of dengue and chikungunya. The most common symptoms of zika virus infection are mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. Zeroing on the issue, program Health Director of Caricom Dr.Rudolph Cummings noted that there might be many unreported cases

He said: “For every positive test there are probably 3 other cases associated with that positive test, so when a country says we`ve had 75 positive tests that probably would be as much as 375 cases.” Addressing Chief Medical Officers at the workshop ,Executive Director of the Caribbean Public Health Agency (CARPHA), Dr. C. James Hospedales) said: “Risk communication is an important tool in managing health threats such as Ebola, which posed a threat to Caribbean society, and now Zika.” Dr. Hospedales added that the issue of risk communication remains very relevant at the regional and national levels. The workshop provided delegates with an avenue to share national and
regional experiences in response to communicable diseases. Participants discussed the threats created by stigma, as well as principles and practices of risk communication. The senior officers also participated in simulation exercises using current and potential public health risks and also discussed dealing with the media and social media in emergency situations. The Risk Communication Workshop, which was funded by the Inter-American Development Bank (IDB), is one of several satellite events hosted by CARPHA during the period of the Agency’s 61st Annual Health Research Conference. The training was facilitated by Mr. John Rainford, Director of The Warning Project.
Blood Bank in critical need of blood BY DAISY HANDFIELD THE TURKS and Caicos Islands Blood Bank is currently in critical need of blood. This newspaper became aware of it through a resident who was urging other residents through social media to donate blood to her friend. And according to medical technologist at the hospital, Ricardo Missick, people with all blood types are welcome to donate blood at the Cheshire Hall Medical Centre in Providenciales or the Cockburn Medical Centre in Grand Turk.
ILLEGAL BEACH VENDING & LITTERING
Missick said: “Blood stocks are down and we need to get it up. We usually try to keep at least 15 units of blood for Providenciales and at least five units or more for Grand Turk.” He added that even though although the TCI population is increasing on an annual basis only a small percentage of blood donation is able to be used, because of a number of reasons. He is asking everyone in good health, who is seventeen or older, to go to the hospital, between the hours of 8am and 4.30pm, and make a donation. If the contributors are part
of a group, the blood bank will facilitate them on the weekend. The blood bank and the blood supplying system have been divided into two major activity centres: One is the inventory and the supply chain side, which falls under the administrative control of the Ministry of Health ; the other side is the transfusion service, which is under the laboratory at InterHealth Canada. When blood donations are made, the blood receives initial testing, then goes to the main hospital lab, where it is further tested before being administered to a patient in need.
1. Tourists really hate being harassed on the beach and, if they are, they give bad Trip Advisor reports to the detriment of the reputation of our lucrative tourist industry. Vendors are entitled to try and make a living. The answer for both sides is for beach vendors to be properly licensed and regulated. A condition of the licence should be compliance with an agreed Code of Conduct. Unlicensed vendors to be barred. It is not difficult, all it needs is Government willingness to address the problem, right away, before we lose more business.

In Grand Turk littering, appalling roads, free roaming large animals, broken down walls, derelict buildings etc. are providing Carnival with an invitation from the Government to “please go somewhere else, we are too lazy and can’t be bothered to reinvest the income you provide in order to make Grand Turk the cruise destination jewel it should be”.

2. How difficult would it be for the police to patrol the beach by the cruise ships once a day, and ask vendors to produce business licence, AFTER announcing that they were going to start this practice on such and such a date?

3. I think beach vending is a good way for locals to participate in the tourist economy, HOWEVER, they must be regulated and restricted to certain areas. We, otherwise, are in danger of becoming a little Jamaica, where the beach vendors actually drive the tourist off the beaches with their aggressive tactics.

4. As a frequent visitor to the Turks
and Caicos (over forty years) I am appalled you would allow Beaches Resort to put out such a monstrosity on the Beach. I wouldn’t give up the islands beauty and especially its heralded beach for any amount of money.

5. The littering all over the islandincluding the beaches- is appalling. Garbage bins are not emptied so overflow and are smelly and unsightly and the sidewalks are strewn with broken glass, plastic bottles and general garbage. When I’m walking I regularly see island residents throwing garbage from their car windows. More must be done to educate people and protect our environment.

6. Enact and enforce anti-littering laws; licence the vendors. Politics say - ain’t going happen.
A plague
7. I don’t know about illegal vending, but littering is a plague on the Turks and Caicos in general. One wonders what tourists attracted by the “Beautiful by Nature” slogan must think when they see the condition of the highways, sea bottom and beaches in many areas.
Honest living
8. Ms Connolly needs to leave the vendors alone. They are trying to make an honest living to feed their families and to keep a roof over their heads.Public Health and sanitation need to post signs or give citations for littering. The vendors need to clean up after themselves.

Finance Minister named chairman Shakeup within PNP as party releases list of the CDB`s Board Of Governor’s of potential candidates BY OLIVIA ROSE
BY OLIVIA ROSE AS THE country prepares for a general election, which is likely to be held this year, the Progressive National Party (PNP) has released the names of potential candidates who will be vying for seats. National Chairman of the PNP, Royal Robinson, on June 17 issued the statement which indicates there has been some shakeup within the party. This list also indicates that several seats held by incumbents will be challenged. Robinson said: “There will be a selection process to determine the five standard-bearers for ED 11, all islands. “The candidates listed have signed the Party’s Pledges; most particularly the one provided in Schedule 2 Part A of our party’s constitution will be part of the primary or selection process by the National Executive Committee for recommendation to the National General Council for ratification.” The shakeup will see North and Middle Caicos Member of Parliament (MP) Don Hue Gardiner running at large, as well as South Caicos MP Norman Saunders. There will be no challenge to MP`s in Providenciales including the Deputy Premier Akierra Missick of Leeward & Long Bay. No challenge to Cheshire &

Richmond MP, Amanda Missick and no challenge to Porsha Smith of the Bight. The party is also looking to add Rachel Taylor, former Enid Capron Primary school principal, to the candidates vying for Five Cays and Chalk Sound Districts of Providenciales. For Blue Hills candidates, Adrian Williams and Claudene Pratt, they will compete in a primary to determine who will challenge the PDM candidate for that district. For the Wheeland constituency, Elery Lightbourne and Dameko Dean will challenge each other. Some ten candidates will run at large to compete with party incumbents, Rufus Ewing and Washington Misick. Sheba Wilson and Alicia Swann, Trevor Cooke, Earle Barranco, former Government minister, Samuel Been and Rev. John Malcolm, will also be running at large.

any trees in it for fear of digging a hole would cause the house to fall in. The woman said that her kids cannot go out in the backyard to ride their bicycles because she does not know what danger lurks out there. She added that sometime back she saw a hole in a plot of land a few houses down from hers and now, she said, Priton has put a house on top of that hole. She said that family is living in serious danger. There is one common thread in the grievances expressed by all of the homeowners, that of the lack of concern on the part of Government, which has no measures in place to ensure that buyers were getting value for their money. “Who is prepared and willing to stand up for them against this crooked development
company ? she asked. Currently the company is focused on building phase three of the home development, located in Long Bay, just up the road from the entrance to the Long Bay high school. But their offices, located in The Bight, have been closed for some time now. In January 2015, PDM member of parliament, Delroy Williams had addressed the issue of the sinkholes that were rapidly appearing in the community. Williams had brought it to the attention of the House of Assembly, calling on the Government and the Governor to do something about the problems, which have plagued the homeowners for several years. Sinkholes in the community were first seen in 2014, said homeowner Parker, after the passage of Tropical Storm Cristobel, when Parker woke up to five huge openings in her yard.
THE MINISTER of Finance Investment and Trade, Washington Misick, has been appointed as Chairman of the Board of Governors of the Caribbean Development Bank (CDB). According to a release from the Government, Misick assumed the position of Chairman during the closing ceremony of the 46th Annual Board of Governors Meeting of the Caribbean Development Bank on Thursday, 20th May, 2016. Misick, takes over the Chairmanship from Jamaica’s Minister of Finance and Public Service, Audley Shaw, this puts the Turks and Caicos Islands in the position of hosting next year’s meeting in May 2017. The recent Board of Governors Meeting spanned over a five-day period from 16th to 20th May, 2016 was held at the Montego Bay Convention Centre in Jamaica. According to the release, the prestigious occasion presented the opportunity for finance leaders from all over the region to meet and engage in dialogue centered on this year’s theme: “Economic Growth for Transformation and Poverty Reduction”, and included related seminars on topical issues specific to current matters throughout the region including concerns of Maritime Transport and Small and MediumSized Enterprises.

invaluable; bringing new possibilities and benefits that go beyond national and even regional boundaries.” Recently, the Turks and Caicos Islands Government in its Country Strategy Paper of 2015 reported that it was considering accessing funding of US$100 million to finance a number of investment projects throughout various sectors amongst the islands. Coupled with this achievement, Misick was also the recipient of an Inspiration and Empowerment Award. Misick who spoke at the United Nations’ IAMNESS Lioness Global Economic and Empowerment Summit in New York City on 10th June received the accolade on behalf of the Turks and Caicos Islands. That summit highlighted and brought recognition to the efforts of various individuals holding leading roles within their countries that are centered on promoting strategies and opportunities to increase business ownership as a means of transforming poverty-classed communities. The Award marks the Turks and Caicos Islands as an outstanding leader among the region in economic recovery as well as social and trade transformation. In addition, the Turks and Caicos Islands, along with other regional countries made history; being among the founding leaders to sign the first Economic Emancipation Proclamation during the Summit.

Be it the ladies in the post office, the warden at my daughters school, the owner of a beach bar or even the radio show host on RTC, who recently interviewed me and couldn’t resist commenting on the seeing me on “your blue bike”, this fairly simple, two wheeled vehicle has been the subject of many a conversation. I should add that there are few jobs it isn’t saddled with (forgive the pun). I take my daughter to school with it, do the shopping and yes, occasionally even cycle to meetings on it. Do I sometimes wish for motorised transport, especially on sweltering, hot afternoons? Of course I do. But here is the point: As opposed to the hustle and bustle (and increasingly dangerous traffic) of Providenciales, where I recall driving even to get to a destination 500 feet away and playing chauffeur for the kids all week long (because there was no alternative), at least in Grand Turk one can cycle, if one chooses to and having that choice is very satisfying. Indeed at a recent town hall meeting which focused on Grand Turk’s newly devised “master plan”, one of the central messages was: “Grand Turk needs efficient transportation that allows both locals and tourists to move around the island freely. Connecting people with people is not about optimising an environment for cars. In fact , carcentric environments disconnect and isolate people”. Not everyone in the hall was thrilled about the prospect of switching from the comfort of their air conditioned SUV to a bicycle but again, the central issue here is not forcing people to do anything but giving them the choice and perhaps emphasising that around the globe people, including those residing in very wealthy countries such as the Netherlands and Denmark, take great pride in the fact that they are moving away from “carcentric” environments. Environmental and traffic concerns aside, it is quite conceivable that once the health benefits of cycling are added to the debate, even the staunchest Grand Turk motorists may even consider a bike ride, if only for recreation. As for my famous blue bike, I certainly have never felt in better and have and am really enjoying the conversations it has generated...and so I’ll cycle on a bit more - for now.

PDM to host annual convention and name all-islands candidates

AS ELECTION season draws nearer, the People’s Democratic Movement (PDM) will hold its annual convention on June 24th and June 25th, under the theme “VICTORY IS A MUST”. According to a party release, the convention which is the highest decision-making body of the party will meet to conduct party business, which will include a review of its platform and the general work and administration of the party. The PDM Party has been meeting in convention since 1975. This year the convention will convene in Providenciales, the release read. As the party gets in gear for its convention, it is currently completing its selection process for its candidate. Party Leader, Sharlene Cartwright Robinson said: “We are proud to have been a part of such a transparent process which involved people throughout. “Whilst many would have ideas for how we can improve the process going forward, we have introduced many firsts.

“We have for the first time met with all applicants individually in a meet the applicants series of meetings. “We then met with each applicant collectively to inform them of the process agreed by the National General Council (NGC). “In the approved process, we have also for the first time conducted an official “Meet the Branch”initiative, a tour for all Island applicants will also conclude this week.” The party has already stated on
many occasions publicly, that it will conduct surveys within the various constituencies. Cartwright –Robinson said as leader of the party she is pleased with the process which has been executed in the most transparent and people centered manner. The Candidates Committee will meet to agree recommendations to be presented to the NGC. The Party has agreed that all five island candidates will be presented at this year’s Convention and this
announcement will take place during the Opening Night of Convention. THE PEOPLE`s Democratic Movement (PDM) has begun readying its troops to campaign forthe upcoming general elections since April of this year. Although Premier Rufus Ewing is yet to announce a date for the elections the main Opposition party said it is ready and has begun to fan out across the country, holding public meetings with supporters. Speaking at a press conference
held at the party’s headquarters in Providenciales on Monday (April 11) PDM national chairman Doug Parnell said: “We are seven months away from the date that an election must be called, and that would be November 12, 2016. He said: “The House of Assembly must be dissolved by that day and an election date set. “We’re here to put our people in the mind-set that we will be launching a campaign that addresses their needs and their concerns.”

Health Care, a few personal stories The National Health Plan is long overdue for independent audits from clinical and financial perspectives. Are residents receiving the healthcare they need and deserve and are they receiving value for the dollars spent ? Our Premier. a physician, has been in charge of healthcare for over a dozen years. We are told that primary care will improve and he will hire “some company” he selects to perform a financial audit of the secondary system. Meanwhile here are some personal stories from the population. My brother James a mentally challenged person whose general heath was marginal, lived with us in Middle Caicos from just after the turn of the century. Jim was the dependent of two belongers

David is a retired mobile hydraulic engineer and business executive. He has been married to Middle Caicos native Yvette Robinson Tapfer for 25 years and has lived in Conch Bar, Middle Caicos, since 2002. David formerly served as branch chairman of the PDM from 2008 to 2011
Yvette and I. One day we recognized he was suffering from congestive heart failure. His legs and feet were swollen and he was short of breath. We took him to Myrtle Rigby Health center in Provo where he stayed for a week in a ward. 40 pounds of water were removed and his condition stabilized. Yvette took Jim to the USA where he received surgery and lived on for 7 more years. Cost at Myrtle Rigby 350 dollars.
A foreign dependent, (husband), of an expat worker needed his gal bladder removed. He scheduled this in advance and surgery was performed by a visiting surgeon at the brand new Cheshire Hall hospital where he stayed overnight. 10 dollar copay plus 6 % of his working wife’s salary. The salary is not known but she reported she paid 14 thousand dollars for her annual work permit. She managed a tiny resort consisting of 5 cottages.
A close friend and long term government manager known to have high blood pressure and sugar had a stroke. She lingered at the CH hospital then was shipped out to Nassau where she eventually passed away. She had been ignored by primary care which was aware of her dangerous condition. Another close friend who drank too much ended up at the CH hospital. He passed away there. Primary care had ignored him because he lived in a community with a closed clinic. Previously the settlement had weekly primary care nursing visits that stopped in 2005. A relative was short of breath and checked in at the Provo hospital. They failed to diagnose his problem and sent him home. Hours later he returned already at deaths door. More hours elapsed until he was flown to the DR where he was immediately
diagnosed with a serious case of pneumonia. Chest tubes, medication and weeks of bed rest returned him to health, overseas. Our hospital could not diagnose or treat pneumonia ? Another friend felt terrible and checked into the hospital. He was put to bed and a week later was released. As a retired expat and long term belonger, (20 years) he was not qualified for a health care card. Cost over $ 5,000.00.out of pocket. Cases of serious male prostrate issues have sprung from lack of primary care awareness and an apparently missing on-staff urologist or medications. We are aware of 5 prostrate cases, 4 are dead. Fish farming is the future of protein production Dear Editor , I recently visited the Conch Farm to introduce my friend the new Director of Agriculture Wilhelmina Kissoonsingh to the CEO Mr Richard Berke. We were accompanied by the Chief Veterinary Officer Dr Mark Butler. To say that both these senior civil servants were astounded is an understatement. Readers will recall that in 2011, the then Governor Ric Todd signed a defective Development Order which was at variance with the Development Agreement signed several years previously by Governor Wetherill. For reasons that are currently both sub-judice, and in any case completely without reason, it is not possible to say why, when this defective document (there was no mention made of farming fin fish in the “Order”) was brought to the attention of the government, no apology, no explanation, and certainly no adjustment was made to a now illegal document. Despite this, and despite the on-going and costly legal battle to achieve redress with the Her Majesty’s Government, the board of the Conch Farm have soldiered on to show us what they are trying to accomplish. Let me now explain something to your readers. The Food and Agriculture Organisation (the FAO) of the UN states quite clearly and unequivocally that A. The seas are rapidly being emptied of commercial quantities of fish - probably by 2040. B. The future of protein production
is in danger as a result. C. Fish farming is the future of protein production. D. On land fish farming is growing faster than any other agricultural sector - ever. The scientists at the Conch Farm are now producing limited quantities of beautiful fresh fish - snapper, amberjack, pompano, grouper and cobia. I have eaten some of this fish and it is the most exquisite fish I have tasted. It has flavour, texture, and “zing”. What is the zing? It is LOCAL fish produced LOCALLY from LOCALLY caught breed stock. The males and females were trapped at a very early age right here in the TCI, and are now spawning regularly. Hormones? NONE. Anti-biotics? NONE. All natural and fed on a largely sustainable vegetarian diet ( more on that next). The feed for these fish is an interesting topic - TCI farmers could actually be growing much of this feed right here. Then. Fish waste - perfect organic fertiliser. Produced right here in TCI. Employment 1 - the proposal is to build a large air conditioned processing house. From pond to plate in less than 24 hours. Employment 2 - the Conch Farm will need boat drivers and divers for their off-shore operation. Upwards of 70 people. Export - from pond to New York in less than 48 hours. We import around 90% of the fish we eat. Most of this imported fish is farmed somewhere else in highly

questionable conditions. Much of the the tilapia we eat is farmed in fenced off ponds in the Mekong River downstream from human settlements. The Conch Farm is without question employing clean, creative, cutting edge science and technology. TCI could be a world leader in this system of agriculture, but instead appears to want to wallow around in the tired old notion that “only tourist related industry is all we need”. What we need is diversification. We need more agriculture, not less. We need a government committed to a broad based economy not a narrow focus on tourism. We need the Conch Farm to be allowed to function as the Development Agreement specifically addressed. Why does our government continue to put its head in the sand and hope the problem will go away? Tapfer agrees with Oliver Mills Dear Editor, We wish to praise fellow columnist Oliver Mills for his column last week. Mills has pointed out that the character of political candidates must be a prime consideration for earning voters support. Character according to Oliver is indicated by the person placing the rights and issues of the public above his or her own. We heartily agree. The electorate has a easy choice in the coming election. Simply refer to history. Which party and which individuals have twice brought official Inquiries to our territory and what parties elected candidates have allegations of self enrichment, corruption, leveled against them. Also consider the methods of operation of the current government ministers. Mills says that the ability to perform the function their assignment requires is secondary to character and we agree. National Trust hosted annual general meeting BY DAISY HANDFIELD THE TURKS and Caicos National Trust hosted its Annual General Meeting (AGM) on Thursday (June 23) to discuss the Trust’s progress and some of their upcoming projects moving forward. The meeting was held at the Blue Haven Marina conference room in Providenciales. During the conference the executive director for the Trust, Ethlyn Gibbs said that the main objective of the conference was to use the session as an awareness forum whereby members could obtain a clearer understanding of the purpose and function of the Trust. She said: “The National Trust is a developing organization. “The reason why the constitution calls for the Trust to have an annual general meeting is because the Council is accountable to the members of the Trust. “The AGM is the time the board and council gives an account of its stewardship. “The executive director participates in council meeting but as a non-voting member. “From my position as head of operations, I would like to see the Trust working the constitution more. ““So in this institutional year 2016-2017 more recommendations being implemented which would include more interactive forums with members.” Gibbs went on to say that the purpose of the Trust was to safeguard the cultural, historical and natural heritage of the Turks and Caicos Islands (TCI) through
the preservation of areas, sites, buildings, structures and objectives of cultural, historical or natural significance. The executive director said that some of the plans and goals for the Trust in the coming years were to continue with monitoring and public awareness through invasive alien species management project titled, ‘securing pockets of paradise in the Caribbean, embedding capacity for invasive alien species management’ in United Kingdom Overseas Territories (UKOT) based organizations’. Manager for the education, outreach and marketing department for the Trust, Jonathan Sayao, explained in an interview that the last time that the conference was held was in December of 2014. He said: “This meeting is beneficial because it is an overview of the progress the National Trust has made and tells how it could be used to care on its mandate of safeguarding our heritage.” Sayao said that he was impressed with the response he received from attendees who even expressed interest in helping the Trust put forward more projects on the outer islands. He added: We even got some volunteers that will reach out to the sister islands to conduct some projects so that the Trust can expand some work, not just to Providenciales but to the outer islands.” Sayao gave an advance notice, stating that the Trust will hold a big celebration next year to commemorate their 25th year anniversary in the TCI.

Beaches honours over 1000 male employees OVER 1000 male employees from over 30 departments at Beaches Turks and Caicos were honoured during the company’s first annual men’s week celebration which was celebrated from June 13 to the 19. The week kicked off with a special devotion of prayer and thanksgiving hosted by the ladies of the resort. During the special devotion speakers touched on the importance of the male role in the home and in the communities which set the tone for the week. Hotel manager and one of the key speakers at the event, Jamie McAnally said that it was important to the company that men were honoured this year.
He said: “During the devotions I felt the need to remind them of their importance and value not only to Beaches TCI but in the home and in the communities.” There was also a special departmental lunch where the men sat with McAnally to discuss current issues affecting men in the community. Bar attendant, Ronald Dean said that he and fellow employees were able to take a quick break from the work and talk about topics men love. “It was pleasing to see the executives support and participation and it felt good to be honoured for our role as men,” Dean said. The week festivities also included
Miss TCI beauty pageant postponed to a later date BY DAISY HANDFIELD THE MISS Turks and Caicos Universe 2016-17 beauty pageant has been postponed to a later date after being scheduled to take place sometime around the last week in July, according to the new executive producer of the pageant, Olincia Missick. Missick told this newspaper on Thursday (June 23) that the committee was still not ready to share in on the new date, but the pageant would be held before the end of this year. She said that they would also re-launch their public relations campaign, in order to get more support from the corporate community. The executive producer did not confirm whether or not the committee was still searching for more girls to participate in the pageant. Missick also promised to share more details on the structure of the pageant at a later date. Several months ago locally based company called Island Arrangements took on the task of putting on the Miss Turks and Caicos Universe 2016-17 pageant after a year of the event’s dormancy. After the agreement between the Turks and Caicos Tourist Board

and Island Arrangements was made official, Missick who is also the managing director for Island Arrangements said that her company already had a reputation for producing ‘awesome’ events and that this was a great opportunity to put more of their expertise on display. She said: “We jumped at the opportunity to produce Miss Turks and Caicos, which we thought is one of the spectacular events on the calendar every year, or should be every year. “So, we reached out to the Tourist Board and submitted our proposal to produce the pageant and we got a favourable reception from them, so here we are.” The Miss Turks and Caicos beauty pageant scouts young ladies between the ages of 18 and 26 with a minimum height requirement of 5’5. Before dormancy, the final pageant was hosted by local fashion designer, Kazz Forbes who coached the last beauty queen who represented the Turks and Caicos Islands in the Miss Universe 2014-15 pageant, Shanice Williams. The men were educated on dental health by Dr. Jamika Harvey of Paradise Smiles, nutrition with local registered dietician LaKeisha Wilson, chiropractic care with Dr. Lise Cloutier of Court Yard Chiropractic and general men’s health with Dr. Sam Slattery of Grace Bay Medical Centre. Wilson said that she was surprised at the number of men that came out to get health checks. She said: “We attended women’s week and that went very well but I
must say the men came out in even larger numbers to get all areas of their health checked. “It was very surprising as men tend to be the ones less concerned and more fearful about their Health. “I think Beaches did an amazing job with the event and we look forward to coming back next year.” Thursday (June 16) was celebrated with the highly anticipated “Blue Shirt Day” where hundreds of male talents proudly wore their men’s week T-Shirts which read, ‘Beaches Celebrates Men’s Week 2016, celebrating and appreciating our
men’. The men gathered at the Beaches main stage for group photo followed by a BBQ and domino competition at the chit chat employee café. HR Coordinator of beaches TCI Tavardo Reasias said: “It was a great feeling. “I remember during women’s week thinking to myself men should have a week too, and we did. “What I love about Beaches is they go above and beyond to make staff feel appreciated and this week was another example. “Men’s week was great.”
Police gives summary on recent crime BY DAISY HANDFIELD ONE man has been found guilty for a series of offences. Police are investigating a recent burglary at an establishment and four men have been charged for a robbery at a bar in Grand Turk. A 36-year-old was found guilty for three charges at the Providenciales Supreme court on June 20. Sherrington McIntosh of Five Cays, Providenciales, was found guilty of false imprisonment, burglary and common assault. The charges are in connection to a report that was made on December 3, 2015 at 4am where the complainant contacted the police station and reported that McIntosh was trying to burglarize her home. When police arrived at the scene in Kew Town, McIntosh had already gained entrance into the house where he slapped the complainant and held her, and her 10 months daughter at the time, hostage while making threats to burn the house with a gas tank. He was found with matches in his possession. After several hours of negotiation with officers, he agreed to come out of the house and free
the victims. He was immediately arrested and later charged for the aforementioned offences. He has since been remanded to custody. In Grand Turk, a business establishment was burglarized on Tuesday (June 21). The complainants reported to police that at 6:20pm, the day before the office of Digicel located on Old Airport Road was properly secured, but upon her arrival to work at 8am on Wednesday (June 22), she noticed the building was broken into. An undisclosed number of CAT and DLS cellular phones were stolen along with two white deposit bags containing large sums of money and a dark blue Dell laptop. Investigations into this matter are ongoing and the police are asking anyone with information on this crime to call crime Stoppers on 1-800-8477 or use the Crime Stoppers online reporting page: www.crimestoppers.tc. On June 18 four men were charged for a robbery at Ocean View bar on West Road, Grand Turk. Police officers on Grand Turk
have arrested and jointly charged four men ages 14, 16, 17 and 18 for that same bar robbery which was reported on Tuesday(June 14). It was reported that shortly after 12am that morning the men robbed the bar. The culprits were slim built, dark, unknown height dressed in dark clothing and wearing masks. The men entered the bar with a baseball bat and demanded money. After taking the cash register containing an unknown amount of cash and a lady’s handbag one of the man hit the baseball bat causing injuries to her forehead and both arms. The men then made their escape in an unknown direction. The victim was taken to the Cockburn Town Medical Centre where she was treated and later discharged.During the execution of a Search Warrant at the home of the 18-year-old, a quantity of suspected cannabis was found. He was immediately arrested and charged for Possession of Controlled Drugs and Possession of Controlled Drugs with intent to supply. All about cavities VOL 2 TYPES AND STAGES OF DECAY Dental decay, also known as dental caries, begins first inside the tooth. A white spot appears on the enamel where the tooth has started to weaken inside. At this stage, the tooth can repair the weakened area with the help of fluoride and minerals in saliva. But if the decay continues and breaks through the surface of the enamel, the damage is permanent. The decay must be cleaned out and the cavity filled by a dentist. Left untreated, the decay will worsen and destroy a tooth all the way through the outer enamel layer, through the inside dentin layer and down to the pulp or nerve of the tooth. A type of decay called baby bottle tooth decay or early childhood caries destroys enamel quickly and is common in children. This type of decay can eat through enamel and leave a large cavity in a matter of months.
Older adults sometimes have chronic caries: cavities that get worse at a very slow rate. Teeth with chronic caries will tend to be darker in color because the edges of the cavities become stained from normal eating and drinking. This change in colour from lighter to darker could also be indicative of arrested caries ie. Caries that is now inactive and not progressing further. Root caries (decay in the roots of the teeth) are more common in older adults. Older adults are more likely to have gums that have receded from years of hard brushing or periodontal disease. They also are more likely to have dry mouth (xerostomia), which increases the risk of decay. Dry mouth is caused by many common medicines. Be sure to ask the doctor or pharmacist if any of your medicines cause dry mouth. Decay can form beneath fillings or other restorations, such as crowns. Sometimes, bacteria and food particles can slip into a tooth if a filling hasn’t been placed properly

requires only a few simple changes that will help make your job easier, safer, and more efficient. The Keyboard: Position it above your lap. Some prescription mouthwashes (those that contain chlorhexidine) can help prevent decay by reducing the number of bacteria in the mouth. Chewing sugarless gums, especially those with xylitol, can help reduce decay and increase the flow of saliva. In my experience, families that complain of ‘weak teeth’ often just all have the same poor diet plus possibly poor dental hygiene and it is this, not ‘weak teeth’ that is the cause of the problems.

Creamy Lemon Crumble Bars - YUM!!!
INGREDIENTS • 155g plain flour • 110g rolled oats • ½ tsp salt • ½ tsp bi-carb soda • 100g raw sugar • 80g packed brown sugar • 170g unsalted butter, melted • 1 tsp vanilla extract • 1 X 395g can sweetened condensed milk • 1 tbsp finely grated lemon zest (approximately 1 lemon) • ⅓ cup fresh lemon juice • 2 large egg yolks • ½ tsp lemon extract INSTRUCTIONS 1. Preheat oven to 350 Farenheit. 2. Grease and line a 17X28cm slice tray with baking paper, allowing the edges to overhang. 3. In a large bowl, whisk together flour, rolled oats, salt and bi-carb soda. 4. Stir in the raw sugar and brown sugar and mix until smooth. 5. Stir vanilla into melted butter and pour mixture over dry ingredients. 6. Stir mixture until well combined. 7. Pop half of the crumb mixture into the bottom of the prepared tin and press into an even layer. Bake in preheated oven for 15 minutes. 8. Remove from oven and put aside (leave the oven turned on). 9. In a bowl, whisk together sweetened condensed milk, lemon zest, lemon juice, egg yolks and lemon extract until well blended. 10. Pour mixture over crumb crust in baking dish and spread into an even layer. 11. Sprinkle the remaining crumble mixture over the top of the lemon layer. 12. Bake in oven for 23 - 26 minutes or until lightly golden. 13. Remove from oven and allow to cool. 14. Cover and refrigerate for at least 2 hours (preferably overnight) then take it out and cut into squares. 15. Store in airtight container in refrigerator.

Clinical exploration program begins this July SECONDARY school and college students who would like to be a part of the clinical exploration program, an initiative put on by the Minister of Health, can still apply to be a part of the one month long programme. Last Thursday (June 17), the coordinators officially launched this year’s programme at the Cheshire Hall hospital, along with some this year’s sponsors – Flow and GraceBay Pharmacy. CEP is a mentorship programme modeled for secondary students giving them first hand experiences in various departments within the medical sector. Dr Jameiko Harvey, Clinical Exploration Coordinator said: “This year we are really looking to get out into the public and get everyone involved, we are targeting 70 students, up to today (Thursday) we had up to 40 applications, we still have a number of slots available. “Any individual who is interested can send an application through tcicep@gmail.com or drop it off at the hospital.” PROGAM LAYOUT FOR 2016 On July 1 there will be the orientation workshop from 2pm to 4pm. During the orientation students will receive their lab coats and nametags and will be introduced to the programme team for an overview into the health sector.
Participants will also be briefed on customer service within the health sector, communication skills, infection control, confidentiality and safety in the work place. Following that, from July 4 to 6, there will be food handling work shop put on by the environmental health department. This programme is to assist students who would like to enter into the hospitality industry immediately upon leaving school, as it certifies the students to get jobs upon completion. The health symposium follows that on July 7, where the Premier will present the keynote address on theme “The evolution of health care in the TCI… Honouring the pioneers.” One of the new addition to the CEP programme will the university fair on July 8, with students from various American and regional universities participating. Other events include – an emergency care and treatment in disaster where students will learn things like cardio pulmonary resuscitation (CPR); there will be a dissection workshop where instructors will show students the basis techniques to employ in animal dissection. This programme also has a certifies all students who participate. Coming on to the end of the programme there will be lectures on
career guidance, and to close off this year’s programme there will a dinner reception and awards presentation on August 6. Through this period, following the orientation, all students who take part in the programme will rotate through selected health care facilities. There will a maximum of one or two students at each site per week, and each student will complete at least 40 hours of volunteer service. Students that are eligible to participate in the programme are TCI students who are studying abroad and have returned for the summer break, students from the TCI Community College and upper class men from various high schools – both public and private – across all of the islands. The CEP programme forms part of the health ministry’s initiative targeting and exposing students to various careers available within the local health sector. It was developed to create awareness of the wide range of careers available in public and private health sector in the TCI, while also providing adequate and modelled mentorship to participating students. In addition to the first-hand experience in the health sector, the programme also prepares them for the world of work and provides relevant experience for their resumes and university applications.
TCI Care Campaign launched BY OLIVIA ROSE IN AN effort to boost responsiveness, monitor and control the spread of communicable diseases, an initiative dubbed “TCI Care Campaign” was launched on Wednesday June 22 at the Grace Bay Club The TCI Care Campaign is geared at ensuring strict protocol is established as it relates to the control of viruses such as Norovirus at hotels, resorts and other places tourists and residents frequent. Premier Rufus Ewing told the media at the event that the campaign makes it easier for health officials to be alerted in cases of disease outbreaks, where they would be adequately equipped to respond in an efficient and effective manner. He explained that: “If we got the reports from the various sentinel sights, a nurse’s station and Beaches, a nurses station at Grace Bay Club, a nurses station or nurses station at Club Med, and they report these cases to the primary health care manager. “But those things sometimes take a day or two for you to actually see a trend, but if you have persons who are reporting online, real time, then you can see in a flash what the trend is.

Haiti’s presidential election rerun draws at least 24 candidates THE top finisher in Haiti’s disputed presidential vote confirmed his participation Wednesday in a rerun of the first round, legitimising the scheduled Oct. 9 elections despite his party’s threat to protest. Jovenel Moïse — who goes by the Creole nickname “Neg Banana Nan,” which translates to “Banana man” and the pick of former President Michel Martelly — registered on the final day that the 54 original contenders had to confirm their participation. Former Sen. Moïse Jean-Charles, who finished third, also confirmed his candidacy as he led supporters to the elections office on horseback. Martelly’s PHTK party had vowed not to go into elections with interim president Jocelerme Privert still at the helm. Privert remains in office even though his 120-day mandate under a Feb. 5 political accord expired on June 14. On Tuesday, a session of both houses of parliament that was supposed to decide Privert’s fate was aborted after some lawmakers cited security concerns when rocks were thrown at parliament. Some parliamentarians responded by pulling out guns. On Wednesday, the head of the U.N. Stabilization Mission in Haiti, Sandra Honoré, strongly condemned the acts of violence inside the parliament. The former head of the state construction agency, Célestin registered on Tuesday, celebrating the act by walking on top of a parked car to greet cheering supporters. He received the endorsements of three other top presidential vote finishers, who accompanied him to the registration. Célestin and other opposition candidates had alleged that the
earlier election was tainted by “massive fraud.” As a result, Célestin had refused to participate in a January runoff until a verification and evaluation of the vote occurred. Earlier this month Haiti’s Provisional Electoral Council announced that it would accept the recommendations of a special verification commission to rerun the vote because it was plagued with irregularities and fraud. FREE National Movement Leader Dr Hubert Minnis said he has no doubt that when his organisation convenes its highly anticipated threeday national convention next month he will remain the FNM’s chief. If the event goes as Dr Minnis has confidently predicted, it would be the third time that he was voted into the party’s top post. Dr Minnis told reporters this week that he had no concerns about a leadership challenge from his party’s former deputy leader, Long Island MP Loretta Butler-Turner. Mrs Butler-Turner and Senator Duane Sands have joined forces to contest the FNM’s top two leadership positions, with the latter vying for the deputy leader spot. Following the morning session of the House of Assembly, Dr Minnis

Cayman premier says refusing work permits would be disastrous CAYMAN Premier Alden McLaughlin has told opposition members that their idea of refusing work permits to create opportunities for Caymanians is “completely fallacious” and said it would have “disastrous consequences” for the country. As Finance Committee scrutinised the employment minister’s budget Monday, local unemployment and career development issues were hot button topics. Ezzard Miller (North Side) wanted to know how government was squaring its employment policies with the projected increase in permit numbers of some 2,000. Both the premier and Finance Minister Marco Archer, who is chairing the committee, argued that the increase in projected earnings from permits was not a policy in itself but a consequence of government policies that were leading to economic growth. With that economic growth comes jobs, they explained, and while that would result in more work for Caymanians, it inevitably meant that permit numbers, already around 22,000, would increase over the next

eighteen months. Growing permit numbers in the face of concerns that Caymanians, both professional and unskilled, cannot find work, despite claims by government that local unemployment is falling, is still a major problem for the Progressive administration, and opposition members grilled Employment Minister Tara Rivers and her staff on the matter, taking aim at the National Workforce Development Agency and the broader efforts by government to
help locals find work. Ministry staff revealed that the NWDA now feeds information to the work permit boards but the boards are not yet feeding information back to the NWDA or registered applicants who had applied for posts that ultimately went to work permit holders. But with plans afoot to make the agency a full clearing house for all job vacancies in the Cayman Islands, government officials said they and immigration staff were discussing how to close the gaps so all parties involved, including job-seekers, employers, work permit boards and enforcement officers, would be able to see all parts of the puzzle. However, employment ministry staff were quick to emphasise that, regardless of their efforts to create transparency, it was the immigration boards who made the decision to grant permits and the NWDA could not force employers to take on anyone. Arguing that the department is not a job-placement agency, they said the online portal, where jobs are advertised and details of applications tracked, had helped 239 Caymanians this year find work.

Victims of Bahamas plane crash were reportedly testing repaired plane THE pilot of the private plane that crashed off the South Bimini Airport and an airplane mechanic have been identified as the two who lost their lives in the accident on Sunday evening. Terrence ‘Tango’ Gibson was piloting the twin-engine aircraft when it went down shortly after 4 p.m., after taking off from the airport in the Bahamian island. The plane
crashed in the bushes adjacent to the runway. His only passenger was Anthony Smith. Reports indicate that the two were testing the plane which had just undergone repairs. Minister of Transport and Aviation Glenys Hanna-Martin told Parliament on Monday that the bodies were being taken to New Providence.

Hotel chain Sandals threatens to sue Antigua prime minister A ROW between Sandals and the Antigua and Barbuda government could be headed to the law courts, if the hotel goes ahead with its threat to sue Prime Minister Gaston Browne for statements which it says are defamatory and have the potential to hurt the hotel chain’s reputation and brand. Sandals Antigua and the Browne administration are at odds over the plan by the government to bring an end a 65 per cent concession on Antigua and Barbuda Sales Tax (ABST) on room rates, which was written into the hotel’s agreement with the previous United Progressive Party (UPP) administration in 2009. Sandals Resorts International (SRI) has accused the government of unilaterally reneging on the agreement, “without cause or notice”. And it is now alleging that during the public spat, Prime Minister Browne made two “very serious and highly defamatory allegations against Sandals”. “First you assert that Sandals is billing guests for 100 per cent of the Antigua and Barbuda Sales Tax and paying over to the Government only 35 per cent of the amount collected.

How could you, Honourable Prime Minister, possibly conceive that such a practice could ever occur? It is simply not true — it does not now and has never occurred. published in the Daily Observer newspaper in Antigua. It further sought to explain: “Where the guest incurs charges at the hotel which are not covered by the ‘all inclusive charge’ – for example spa services or special wine service – those charges are added to the bill and ABST charged at the applicable rate of 15 per cent. The full amount is paid over to the Government. In no circumstance did we operate a system of charging ABST at a higher
rate and accounting to Government at a lower.” “Our accounts at Sandals Antigua, as long we can remember, have been audited by internationally recognised accounting firms – first PricewaterhouseCoopers, and more recently by Grant Thornton International. How could they possibly account for the extra 65 per cent of ABST that you have accused us of retaining for our benefit?” SRI further accused Browne of making a “grossly irresponsible and incendiary statement” that Sandals Resort pays zero taxes into the Government Treasury and will do so for 25 additional years. It said the comment has no factual basis. Furthermore, the hotel chain stated, government taxes and imposts for the fiscal year ending May 31, 2015 stood at more than US$5.2 million, while the amount for the 2016 financial year was US$5.8 million. SRI further contended that it estimates its direct contribution to Antigua and Barbuda exceeds US$27.5 million per annum, it earns more foreign currency than any other resort chain on the island, its advertising budget for the island
surpasses that of any other tourist operator on the island, its wage bill competes only with that of the Government, and its efforts to increase airlift to the island is unrivalled. “In light of all the foregoing and the damage which your letter of June 17 has done to the reputation and good name of Sandals and its many loyal employees in Antigua, we respectfully submit Honourable Prime Minister that it behoves you, Sir, to set the record straight and withdraw your letter of June 17, 2016 for, as you will learn, it is grossly defamatory. As the Daily Observer seems to have received a copy of your letter… it is only fitting that we request that you likewise release a copy of this response to the newspaper as well. “The contents of your letter have gone well beyond Antigua and have been picked up by social media including Facebook and other international media. The potential irreparable damage is enormous and we are compelled to take the necessary legal steps to protect our sterling reputation and our brand,” the correspondence ends. (Caribbean360)
IMF praises Jamaica’s economic programmes, growth THE International Monetary Fund (IMF) says after several decades of low growth and rising public debt, Jamaica has made significant progress in restoring economic stability due mainly to strong policies and programme ownership. The Washington-based financial institution said the Government’s reform programme, supported by a four-year IMF loan approved in 2013, has been a turning point for the Jamaican economy and a case study in ownership and collaboration. It said the Government took on the programme to break the cycle of high debt and low growth that has afflicted Jamaica for decades. “Although the economic recovery continues, growth remains weak,” the IMF said in a report on a survey conducted on the Caribbean island. It said as a result, the latest assessment of the Jamaican economy, is projecting economic growth at 1.7 per cent this fiscal year and that the Government will therefore need to implement bold structural reforms to unleash the island’s potential. However, the IMF noted that the obstacles to Jamaica’s growth and job creation are numerous and severe. It said key among them are: crime, the cost and availability of credit, tax compliance costs,
unreliable and expensive electricity, and a large informal economy. The large size of the public sector has also stifled private sector dynamism and places too much emphasis on Government as the engine of growth and employment. The IMF said the Andrew Holness Government is now working closely with it and other international partners to tackle key roadblocks to development and help expand the private sector. It said five key reform areas top the list including increasing access to finance by increasing banking sector competition and reforming financial sector taxation; downsizing the public sector through improving efficiency and reallocating public functions back to the private sector and cutting red tape and unnecessary “gatekeeping” at all levels of Government to aid the business climate and strengthen productivity and competitiveness. It is also noted the need to implement labour market reforms that strengthen the link between pay and performance and increase labour market dynamism and reducing crime and tackling both its economic and broader social ramifications. “These measures will take time to bear fruit. But they can only take

place in an environment of fiscal discipline and economic stability. Despite the difficult road ahead, Jamaica can rise to the challenge and seize the moment,” the IMF said. The international financial institution said that years of high fiscal deficits, public enterprise borrowing, and financial sector bailouts led to rapid debt accumulation, crowded out private credit, and stifled growth. Low growth, in turn, further weakened the fiscal situation and
raised social pressures as standards of living stagnated. “Jamaica’s historical vulnerability to natural disasters reared its head when, in October 2012, Hurricane Sandy brought the economy to a screeching halt. The current account deficit soared, reserves plummeted, and public debt reached 147 per cent of GDP (Gross Domestic Product), one of the highest levels in the world. But it said that the Government’s economic reform programme,
bolstered by the IMF programme in May 2013, focused on boosting growth and employment, improving external competitiveness, achieving fiscal and debt sustainability, strengthening the financial system, and protecting the poor by requiring a minimum level of spending on social programmes. The IMF said that sceptics had regarded its programme’s challenging targets, including a primary balance of 7.5 per cent of GDP at the time, and relaxed in December 2015 to seven per cent of GDP for fiscal year 2016/17, as unattainable. “Jamaica’s patchy track record of reform did not help. But implementation has been extraordinary, over 95 per cent of programme conditions were met. The creation of the Economic Programme Oversight Committee (EPOC), a civil society group made up of representatives from the private sector, public sector, and civil society and a first in an IMF programme, has ensured strong programme ownership.” The IMF said that the goal was to build recognition of the challenges, keep an open channel of communication with both the IMF and the Government, and hold all sides accountable for achieving the programme’s commitments.

Asian millionaires ‘top wealth rankings’ ASIAN millionaires now control more wealth than those in North America, Europe and other regions, according to a report from finance firm Capgemini. Driven by China and Japan, Asia’s millionaires saw their wealth jump by 10% in 2015, the firm’s World Wealth Report found. Millionaires held nearly $60 trillion (£40 trillion) worldwide last year, four times higher than 30 years ago. That could rise to $100 trillion by 2025, Capgemini said. 0 Asia’s growth in high net worth individuals - defined as having $1 million in assets - came despite slowing economic growth in China and a weak Japanese economy. Capgemini found the growth in
Asia was driven mainly by financial services, technology and health care industries. The region’s millionaires held $17.4 trillion of wealth, compared with $16.6 trillion in North America, the report said. “If past growth rates hold, AsiaPacific is likely to continue to be a dominant force over the next decade, representing two-fifths of the world’s HNWI wealth, more than that of Europe, Latin America, and the Middle East and Africa combined,” Capgemini said. Poor performance in US equity markets slowed growth in North America to 2.3% last year, although the US still had the highest number of millionaires with 4.45 million.
Europe’s millionaires saw a 4.8% increase in wealth, which was led by Spain despite the country’s record unemployment. The UK had the fifth highest number of high net worth individuals, although it only increased 1% to 553,000. Latin American millionaires suffered a decline in net worth of 3.7%, driven by political volatility and a turbulent stock market in Brazil. Worldwide, the wealth controlled by millionaires grew 4% last year to $58.7 trillion (£39.5 trillion). Earlier this year, Oxfam found that the richest 1% now have as much wealth as the rest of the world combined. (BBC)
UK population increased by half a million, official figures show THE UK population grew by half a million last year to 65.1 million, according to the latest Office for National Statistics official estimate. The rise of 513,300 in the year to June 2015 was in line with average annual rises over the last decade, it said. The increase was driven by “natural growth” (excess of births over deaths) of 171,800 people, and net migration of 335,600, according to the ONS. The largest percentage increase was in England and the lowest was in Wales. An increase of 5,800, covering armed forces personnel stationed in the UK and the prison population, was also a factor in the estimated growth of the population, according to the ONS. The older population has continued to rise, with more than 11.6 million people (17.8% of the population) now aged 65 and over, and 1.5 million people (2.3% of the population) aged 85 and over in mid-
A BALTIMORE judge found Officer Caesar Goodson, who drove the police van where Freddie Gray’s neck was broken, not guilty of “depravedheart” murder on Thursday. Circuit Judge Barry Williams also acquitted Goodson of manslaughter, assault, reckless endangerment and misconduct in office in the bench trial. Twenty-five-year-old Gray died a week after suffering a spinal injury in Goodson’s wagon last year, where officers left him handcuffed and shackled but unrestrained by a seat belt. His death set off protests and violence, and prompted State’s Attorney Marilyn Mosby to bring charges against six officers. The sweeping case ended the career of the police commissioner and aborted the political future of the mayor. Prosecutors said Goodson was criminally negligent when he failed to buckle Gray into a seat belt or call for medical aid after Gray indicated that he wanted to go to a hospital. But Goodson wouldn’t talk

NEARLY 200 refugees fleeing Boko Haram militants have starved to death over the past month in Bama, Nigeria, the medical charity MSF says. A “catastrophic humanitarian emergency” is unfolding at a camp it visited where 24,000 people have taken refuge. Many inhabitants are traumatised and one in five children is suffering from acute malnutrition, MSF says. The Islamist group’s seven-year rebellion has left 20,000 people dead and more than two million displaced. Nigeria’s military has carried out a large-scale offensive against them but Boko Haram still attacks villages in the north-east, destroying homes and burning down wells. Displaced people in Bama say new graves are appearing on a daily basis, according to a statement from
MSF. It quoted inhabitants as saying about 30 people died every day due to hunger or illness. Although the area has been unsafe to travel through, MSF says one of its teams reached Bama on Tuesday. It went in with a military convoy from the city of Maiduguri in Borno state. “This is the first time MSF has been able to access Bama, but we already know the needs of the people there are beyond critical,” said Ghada Hatim, MSF head of mission in Nigeria. “We are treating malnourished children in medical facilities in Maiduguri and see the trauma on the faces of our patients who have witnessed and survived many horrors,” he said. Gun-control protest sparks chaotic scenes in US Congress THERE have been chaotic scenes in the lower house of the US Congress as Democrats staged a sitin to demand a vote on gun control legislation. The protest comes in the wake of the recent shootings in Orlando, the deadliest in modern US history. Republicans adjourned the House early on Thursday to try to quash the sit-in, switching off the TV cameras. But some Democrats remained, streaming speeches live via phones despite breaking rules on broadcasting. The transmissions via Periscope and Facebook Live were taken up by the C-Span network, which provides continual coverage of Congress. One Democrat congressman, Scott Peters, who provided a feed, said the sit-in was breaking rules anyway. The Democrats’ protest follows the gun attack on 12 June, when a man claiming allegiance to the so-

called Islamic State group, Omar Mateen, killed 49 people at the Pulse club in Orlando, Florida. By Wednesday evening, some 168 House Democrats (out of 188) and 34 senators (out of 44) were on

He banged his gavel and tried to ignore the outbursts but amid Democrat shouts of “Shame! Shame!” he left the podium. Democrats began singing “We shall overcome” and held up the names of gun attack victims. Some Democratic representatives brought in sleeping bags, pillow and blankets, others doughnuts for colleagues. After a brief adjournment, the House resumed business at 02:30, with the majority Republicans voting through a number of bills, but granting no vote on gun control. They then called an adjournment until after 4 July, reminding lawmakers that transmitting images and video broke House rules. But Democrats shouted their new campaign slogan “No bill, no break!” and some remained on the floor, streaming speeches live.
Representative Eric Swalwell told the BBC that the lawmakers would stay through the night. Associated Press reported that about 16 lawmakers remained at 06:30, including House Minority Leader Nancy Pelosi. She said: “Just because they cut and run in the dark of night, just because they have left, doesn’t mean we are taking no for an answer.” The BBC’s Laura Bicker in Washington says the protest follows years of Democrat frustration at being unable to pass stricter gun control measures. She says that although 100 bills have gone before Congress in the past five years and all have failed, this is an election year and Democrats are making it clear to the electorate that if they want change, they know which way to vote in November. Video shows China bank employees being spanked A VIDEO has surfaced online showing staff at a Chinese bank being publicly spanked for poor performance during a training session, sparking outrage. The video, first posted by the People’s Daily, shows a trainer asking eight employees why they did not “exceed themselves” at training. He then spanks them with what looks like a stick. Reports say he later also cut and shaved their hair. Two executives at the bank have been suspended. The incident took place at a training session for more than 200 employees at Changzhi Zhangze Rural Commercial Bank in northern China on Saturday. The trainer, Jiang Yang, has issued an apology, saying the spanking was “a training model I have tried for years” and had not been instigated by executives at the bank. The video, which first surfaced on Monday, appears to have been taken
by someone in the audience on a smartphone. Mr Jiang is seen reprimanding eight bank employees on stage, asking them why they received the lowest scores in a training exercise. The employees give answers including “I did not exceed myself”, “I did not co-ordinate with my team” and “I lacked courage”. Mr Jiang then says “get your butts ready” and proceeds to spank them with what appears to be a thick piece of wood. It shows at least four rounds of spanking, with one woman recoiling each time, apparently in pain. At one point, that woman places her hands over her behind, but is told to “take your hand off”. The spanking was followed by a “hair cutting punishment”, a statement (in Chinese) by the Changzhi local government said. Chinese media reports said the men had their heads shaved, while the women had their hair cut.
THE man arrested for trying to disarm a police officer inside a Donald Trump rally in Las Vegas Saturday told authorities he intended to use the gun “to kill Trump,” according to a new criminal complaint. Police arrested the 19-year-old after he attempted to pull a police officer’s gun from its holster inside a Las Vegas theatre where Trump, the presumptive Republican nominee, was holding a campaign rally. Police said Michael Sandford, a Briton, struck up a conversation with a Las Vegas Metropolitan Police officer under the pretense that he was seeking to get an autograph. During the conversation, police said Sandford tried to pull the officer’s service weapon from its holster. Other officers also assigned to provide security at the event were quickly able to detain Sandford and authorities said there was no further disruption to the event. Sandford told police that he drove to Las Vegas from California “to kill Trump,” according to the complaint, after hearing a few days earlier in the news that he was expected there. He was in the country illegally, his visa having expired. He had been living out of his car in California for a month, according to CNN affiliate KSNV. On June 17, he practiced shooting a gun for the first time at a gun range in Las Vegas. “(Sandford) further stated that if he were on the street tomorrow, he would try this again,” reads the complaint, obtained by CNN. “Sandford claimed he had been planning to kill Trump for about

a year but decided to act on this occasion because he finally felt confident about trying it.” He made an appearance before a federal judge Monday, and has been charged with committing a violent act in a restricted area, according to KSNV. A message left with his attorney was not immediately returned. Sandford also told authorities that had he not tried to assassinate Trump at the Las Vegas event, he had planned to go to his next rally, in Phoenix, Arizona, and try again there. Trump is under U.S. Secret Service protection but local law enforcement often supplements them at campaign events. The Secret Service says it has charged Sandford with violating
two federal laws following the incident, including assault, and he could face up to a decade in prison if convicted. Because he was considered a flight risk, a judge on Monday ordered him to stay in custody until his next court appearance, which is a preliminary hearing scheduled for July 5. Many of Trump’s rallies throughout the campaign have been contentious, with protests both inside and outside the events. Secret Service agents had to run to Trump’s side during a campaign rally earlier this year in Ohio to protect him against a man attempting to rush the stage during his remarks. Caribbean Sea emits mysterious noise which can be ‘heard’ from space THERE’S a whole other world under the sea and it appears now it’s making a mysterious whistling noise which humans can’t hear, though it can be detected in space, according to new research. Scientists at the University of London have found that due to the size of the sea, it’s producing a sound from its seafloor which plays a note of A-flat, although many octaves lower than a piano and not audible to the human ear. Southeast of the Gulf of Mexico, the Caribbean Sea covers over 1 million square miles and is bounded by South America, Central America and the Caribbean islands. Initially looking at ocean pressure in the area, Chris Hughes and his team discovered “inexplicable pressure oscillations”across the sea’s basin and decided to look closer at what was going on. To do this, sea levels and pressure readings spanning almost 60 years were analyzed by the team of researchers using four different models of ocean activity. They also looked at data from tide gauges and satellite measurements of gravity to see if there was an obvious explanation. What the researchers found was that the noise was being generated by a Rossby wave and its interaction with the seafloor. A Rossby wave is, in general terms, a wave generated by differences in temperatures of oceanic water levels and by the

This whistle noise is emitted when a large wave dies out on the western boundary of the basin before then reappearing on the eastern side, which the researchers described as a ‘Rossby wormhole’. Only waves of a certain length survive the wormhole, however, and it is these which create the mysterious noise by producing an oscillation over a 120-day period. “We can compare the ocean activity in the Caribbean Sea to that of a whistle,” says Hughes. “When you blow into a whistle, the jet of air becomes unstable and excites
the resonant sound wave which fits into the whistle cavity. Because the whistle is open, the sound radiates out so you can hear it.” Comparing it to the ocean, Hughes says that as the ocean current in the Caribbean “becomes unstable,” it “excites a resonance of a rather strange kind of ocean wave called a ‘Rossby wave’.” “Because the Caribbean Sea is partly open, this causes an exchange of water with the rest of the ocean which allows us to ‘hear’ the resonance using gravity measurements,” he added. As it occurs over such a time frame, it can cause the Earth’s gravity field to fluctuate, which can be measured by satellites in outer space.
A NEW supercomputer from China has topped the latest list of the world’s most powerful machines. The 93 petaflop Sunway TaihuLight is installed at the National Supercomputing Centre in Wuxi. At its peak, the computer can perform around 93,000 trillion calculations per second. It is twice as fast and three times as efficient as the previous leader Tianhe-2, also from China, said Top500 which released the new list on Monday. Its main applications include advanced manufacturing, weather forecasting and big data analytics, wrote Jack Dongarra in a paper about the new machine. It has more than 10.5 million locally-made processing cores and 40,960 nodes and runs on a Linuxbased operating system. For the first time since the list
began, China has overtaken the US with 167 computers in the top 500 while the US has 165. “Considering that just 10 years ago, China claimed a mere 28 systems on the list, with none ranked in the top 30, the nation has come further and faster than any other country in the history of supercomputing,” said Top500. The US has four supercomputers in the top 10 of the Top500 list, while China has two which currently occupy the top two places. The other positions in the top 10, published twice a year, are occupied by machines from Japan, Switzerland, Germany and Saudi Arabia. “As a computer scientist it’s difficult writing software that can take advantage of and control large numbers of computer cores,” said Professor Les Carr from the University of Southampton.
Ginger and acupressure ‘options for morning sickness’ TAKING ginger or using acupressure on the wrist may help some women with mild morning sickness, the Royal College of Obstetricians and Gynaecologists (RCOG) says. Its guidance suggests these therapies could offer alternatives to women who want to avoid medication. But it says anti-sickness drugs and hospital treatment are important in more severe cases. The recommendations are in line with advice from NHS watchdog NICE. Nausea and vomiting affects about 80% of pregnant women. For many, it disappears within the first four months - though symptoms are not confined to the morning hours as its commonly used name suggests. In its first guidance on the issue, the RCOG says treatment can vary around the UK and there is an occasional lack of understanding of the condition’s severity. Its guidelines weigh up the

evidence for a range of treatments including complementary therapies and set out specific options depending on how severe the condition is. Anti-sickness drugs can help in the many cases, it says. And some women may need day visits to hospitals or longer admissions for fluids and medication.
Meanwhile, for women with mild or moderate symptoms who do not want to use drugs, acupressure (wearing a special bracelet that applies pressure) may help. The guidance also mentions studies showing that ginger can provide some relief - including one study using ginger biscuits.
But NHS Choices warns that as ginger products are not licensed for medical use in the UK, supplements should be bought only from reputable sources. And anyone still experiencing problems should seek medical advice. Meanwhile, the RCOG says hypnosis is not recommended as there is not enough evidence to establish whether it is effective. For women with more difficult symptoms, including a very severe form, known as hyperemesis gravidarum (HG), specialist treatment, including hospital admission and mental health support, should be offered, it suggests. Caitlin Dean, who chairs the Pregnancy Sickness Support charity and had HG in three pregnancies, said: “On top of the nausea and vomiting (this could be up to 30 times a day), I had a pounding headache, incredibly heightened sense of smell and excessive saliva. “My days would be spent lying
in bed with a quiet audio-book as I couldn’t read or watch TV because it all made me sick. “I soon became very dehydrated and was admitted to hospital at eight weeks pregnant. “I was housebound for most of the pregnancy, which made me feel incredibly lonely.” Dr Manjeet Shehmar, lead author of the guidelines, said many women with persistent symptoms were not receiving the treatment they needed. “Women with persistent nausea can often feel that there is a lack of understanding of their condition,” she said. “They may be unable to eat healthily, have to take time off work and feel a sense of grief or loss for what they perceive to be a normal pregnancy. “It is therefore vital that women with this condition are given the right information and support and are made aware of the therapeutic and alternative therapies available to help them cope.” (BBC)

Solar Impulse 2 makes history with successful Atlantic crossing EXPERIMENTAL solar plane Solar Impulse 2 has made history by crossing the Atlantic without a single drop of fuel. Flying into the southern Spanish city of Seville as the sun rose behind him, pilot Betrand Piccard was flanked by an honour guard from the Spanish formation flying team Patrulla Aguila. The elegant solar aircraft, which has the wingspan of a Boeing 747 but only weighs about as much as an SUV, took off from New York’s JFK airport Monday night after mission engineers identified a narrow weather window in which to undertake the nearly four-day flight. Piccard, a Swiss national who is a trained psychiatrist and balloonist, flew a total flight time of 71 hours and 8 minutes before landing in Seville. He had had a backup plan to land at various French sites if the weather made
things difficult for him. But for the modern-day adventurer, the longer the flight, the better, Piccard says. “For an airplane that has endless endurance, you want to do the [most] you can,” he said. Piccard sent a series of tweets after takeoff, including one just as he hit the Atlantic, showing a pod of whales far below the aircraft, an iceberg that had calved from an ice floe and an oil tanker, spurring him to make the comparison between fossil fuels and the green technology employed by Solar Impulse. Piccard had been preparing for the flight for “years and years,” saying he’d been long inspired by the pioneers who wanted to cross the Atlantic to prove their way of transportation was mature. “I met [American aviator] Charles Lindbergh when I was a child. I saw the balloons, the airships, the hot air balloons, steamboats -- you

know, every means of transportation wanted to cross the Atlantic, and now for the first time it’s a solar-powered airplane,” he said. “What I’d like to show with my team is that clean technology today is showing incredible goals. You can fly now longer without fuel than with fuel, and you fly with the force of nature, you fly with the sun. It’s the new era now for energy and this is really what we’d like to inspire people to do,” he said. The Solar Impulse 2 project is the brainchild of Piccard and Andre Borschberg, a Swiss engineer and
businessman. The aircraft is a singleseater, so the two men have shared the flying by taking different legs of the journey. The plane -- powered 100% by the sun -- has now completed 15 legs of its journey. It was originally supposed to land in Abu Dhabi, United Arab Emirates, where it began the trip in March 2015, by the end of last summer. But a series of frustrating weather delays in China slowed progress for weeks, followed by an unexpected diversion to Japan, where the aircraft was damaged on the tarmac by a
storm. Borschberg flew the plane from Nagoya, Japan, to Hawaii last July in a leg that took just under 118 hours. That flight marked the first oceanic crossing for a solarpowered plane. After crossing the Atlantic, Borschberg is now scheduled to fly to Egypt, and Piccard will likely pilot the plane on the final, historic leg from there back to Abu Dhabi. They plan to fly the final leg of the journey by late summer, completing a 27,000-mile (35,000-kilometer) trip around the world. (CNN)
Pluto may harbour a liquid ocean THE underground ocean that produced some of the stunning features on Pluto’s surface may still be splashing around beneath the crust today. If Pluto’s subsurface ocean had frozen over completely, it would have formed highly pressurized ice that would have caused the dwarf planet to shrink, according to new research. The canyons and valleys on Pluto seem to have formed as the dwarf planet swelled up, rather than as it shrank, indicating that a liquid ocean most likely sits beneath the thick ice crust today, researchers said in the study. “Thanks to the incredible data returned by [NASA’s New Horizons mission], we were able to observe tectonic features on Pluto’s surface [and] update our thermal evolution model with new data,” Noah Hammond, a graduate student at Brown University, said in a statement
from the school. Hammond worked with his advisers — Amy Barr, of the Planetary Science Institute, and Marc Parmentier, also at Brown — to study the likelihood that a liquid ocean hides beneath Pluto’s surface. When the New Horizons probe flew past Pluto last July, its images of the dwarf planet’s surface revealed deep faults, or fractures in the surface, hundreds of kilometres long, according to the statement from Brown. The long canyons appeared to form as Pluto’s crust expanded, Hammond said. “A subsurface ocean that was slowly freezing over would cause this kind of expansion,” he said. It didn’t take long for scientists to conclude that Pluto once housed an ocean, but the question of whether it had already frozen over remained. Using updated measurements of Pluto’s diametre and density, Hammond’s model revealed that a
frozen ocean beneath the crust would have changed from conventional water ice to a more compact, crystallised structure known as “ice II.” As the ice changed, the frozen ocean would have shrunk, creating an entirely different type of feature known as compressional fractures, which are not seen on Pluto’s surface. “We don’t see the things on the surface we’d expect if there had been a global contraction,” Hammond said. “So we conclude that ice II has not formed, and therefore that the ocean hasn’t completely frozen.” Ice II would have formed only if the dwarf planet’s outer shell were at least 160 miles (260 kilometers) thick, putting sufficient pressure on the underlying ice, the statement said. Under the thinner shell, the ocean could have remained regular ice, not shrinking at all. Hammond’s model suggests that the shell might be closer to 190

The addition of nitrogen and methane ice spotted on the surface of the tiny world may also help keep the water warm. “Those exotic ices are actually good insulators,” Hammond said. That means oceans could lie not only inside tiny Pluto but also in other similar worlds in the far reaches of the Kuiper Belt, the sphere of ice and
rock at the edge of the solar system. “That’s amazing to me,” Hammond said. “The possibility that you could have vast liquid water ocean habitats so far from the sun on Pluto — and that the same could also be possible on other Kuiper Belt objects as well — is absolutely incredible.” The research was published online on June 15 in the journal Geophysical Research Letters. Williams, 39, filed legal documents last month stating his mother had unprotected sex with the pop music icon at a Kansas City hotel in 1976. But the DNA showed there’s a 0.0% chance he’s
Prince’s son, TMZ reports. The test results mean Williams — who is in prison for gun possession — will not inherit the singer’s estate, which could be worth up to $300 million. Prince died at 57 in late April without a will. MUSICIANS including Taylor Swift, U2 and Sir Paul McCartney have called for online copyright laws to be reformed. More than 180 artists have signed an open letter criticising the Digital Millennium Copyright Act (DMCA). One journalist said the music industry was “making mischief” to get more money from sites such as YouTube. NBA champions Cleveland Cavaliers took the city’s streets by storm on Wednesday as they rode through town, celebrating the franchise’s first win in 52 years. Derrick Rose was once writing a great NBA story, the hometown kid leading the Chicago Bulls to their greatest heights since Michael Jordan. Then injuries set in, and Rose may never again play at that dazzling level. The player he is now could still be an upgrade for the New York Knicks. The Knicks acquired Rose from the Bulls on Wednesday, hoping the former NBA MVP can be their answer at point guard. New coach Jeff Hornacek said recently the Knicks needed a point guard and Rose was one of the NBA’s best before multiple knee injuries slowed the former No. 1 pick’s career. He played in 66 games last season, his most in five years, and averaged 16.4 points. “This is an exciting day for New York and our fans,” Hornacek said in a statement. “Derrick is one of the top point guards in the NBA who is playoff battle-tested. James to get less than elsewhere with one-year Cavs deal LEBRON James stands to make less money on a one-year contract resigning with the Cleveland Cavaliers than he could earn by going to the Los Angeles Lakers, New York Knicks or Miami Heat. It’s an example of the “unintended consequences” that commissioner Adam Silver has discussed of the salary-cap jump coming to the NBA ahead of the 2016-17 season. James removed doubt about his intentions on Wednesday when he told ESPN’s Dave McMenamin, “I love it here in Cleveland. I have no intentions of leaving. There are some technicalities to take care of I’ll leave up to my agent. That’s right from the horse’s mouth.” Those technicalities include perhaps leaving $3 million on the table if he wants what is his nowcustomary one-year contract plus a player option with the Cavs, as he’s signed the past two summers. James is not expected to pick up his player option for next season, which is $24 million. If James takes another one-year contract from the Cavs, he would make $27.5 million for next season. This is because the Cavs don’t have salary-cap space and don’t have James’ full Bird rights, which limits the size of the raise he can get. Another team with cap space --

and there are more than 20 of them -- could give James $30.8 million for next season. The reason for this is complicated in contract language and math. Summarized, the salary cap is leaping so much -- $24 million -that the increase in the max-contract parameters exceeds the 20 percent raise the Cavs can offer James. As is the case with almost everything else involving NBA numbers this summer, this is a new situation. The only way James could get $30.8 million next year from the Cavs is if he took a two-year deal
under league rules. In this case, he could sign for two years and $64 million. James has been planning to take one-year contracts until the summer of 2017, when an even higher salary cap and potential new collective bargaining agreement rules would enable him to sign one of the largest deals in professional sports history if he wanted to. In the meantime, if James sticks to his plan of taking one-year deals, a veteran player such as Al Horford could pass him in salary. Horford is expected to get max contract offers from several teams. Former India cricket captain Kumble named as new head coach INDIA have appointed former captain and leg spinner Anil Kumble as their new head coach on a oneyear deal. Kumble, 45, has no international or first-class coaching experience but is India’s leading Test wicket taker with 619 wickets in 132 games. India have been without a head coach since Duncan Fletcher left the role after the 2015 World Cup. Former team director Ravi Shastri has overseen India’s recent World Twenty20 and Asia Cup campaigns. The Foxes said the 29-year-old, whose goals helped the club claim a shock title success last season, will sign an extended four-year contract. “Both parties hope this announcement will end recent speculation regarding Jamie’s future,” a club statement said. Vardy was the subject of a reported £20m bid from Premier League rivals Arsenal before the start of Euro 2016. That bid activated a release clause in his contract, with the Gunners offering him a deal reported to be worth £120,000 a week. Leicester responded with an offer said to be worth £100,000. Vardy, who joined the Foxes from non-league Fleetwood Town for £1m in 2012, had already signed a new threeyear deal with the club in February. In a statement Tuesday, Australian Olympic team Chef de Mission Kitty Chiller said the mugging was a “major concern” and called for extra police and security for athletes. “The Paralympic sailors were confronted by the men in broad daylight, it was 7.30 in the morning, and right near their accommodation. There were people around but noone came to their assistance,” she said. Questions have previously been raised over whether Brazil is ready to host the Olympic Games in August, asviolence, governmental chaos and the worries about the Zika virus continue to plague the event.

TCI U20 football team had little to show for their efforts last week in the Caribbean Football Union (CFU) U20 Qualifying Tournament Group 2, but Technical Director Daz Meehan is optimistic about the team’s development in the next few years. He said that the teenage team is about two to four years from becoming competitive at the regional level. TCI lost all their games, but were not comprehensively beaten; in fact they held St. Lucia, who finished join top of the group, 0-0 in the first half before conceding two goals in the second. DESIRE TO SCORE Elsie scored 23 points in game 1, when they had defeated the Police team by a single point 87-86, while in the second game which they had won by 24 points, 101-77, he led all scorers with a game high 35. In the third and final game last Friday evening he was again in shooting mode, as he chalked up 29 points, seven rebounds, four assists and two steals in his team’s 89-87 win. “I was unstoppable because of my speed and my desire to score,” he told the Weekly News. “They had to spread the floor because of our 3pt shooting and that was where I was able to attack the basket.”

Elsie spoke highly of centre Mike Cumberland and game-one heroes: back up power forward Harry Copper and guard Andujar Gardiner. Although all the players played their part, the trio had “stepped up big”. Cooper and Gardiner had scored critical basketballs in the dying moments of the first game—the
former had scored six unanswered points, while Cooper buried a threepointer to seal the win. In game three the Badgers attempted to extend the series, but as game one, they again failed to close out. Gardiner and Cooper were both in double figures for the winners. Gardiner scored 14 points
to go with five assists and four steals, while Cooper finished with a double double 13 points, 11 rebounds and three assists. Saundro Germain and Dwaine Simmons led the Lawmen with 26 points and eight rebounds and 25 points and three rebounds respectively.
