Historic 19th century Victoria Public library engulfed in flames

Fire engulfs 19th century landmark library in GT BY OLIVIA ROSE AN inferno engulfed the historic 19th century Victoria Public library on Duke Street in Grand Turk early Thursday morning. A library staff member at the institution, who did not want to be named, told the Weekly News that the building was empty at the time of the fire. Although details on how the fire started are still sketchy, many residents were saddened at the news and took to social media to express their sentiments. According to eyewitnesses the fire tender in Grand Turk reportedly rushed to the scene without water, but eventually managed to douse the

fire with the help of local residents after a struggle of nearly two hours. The fire which started around 4.30am quickly ravaged the entire inside of the building due to the combustible nature of books. One eyewitness said that after seeing the flames and the smoke belching out of the building adjacent to his home he raised an alarm and summoned the fire brigade team which rushed to the spot aided in the extinguishing of the fire. Police spokesman Kevin Clarke said officers arrived on the scene promptly and noticed the main building engulfed in flames and completely destroyed. A smaller building located at the

back received damages to the roof. A number of books, files and other items were saved. An Investigation has been launched by the three responding agencies to determine the exact cause of this fire. Minister of Education and Library Services, Josephine Connolly, speaking of the incident said: “This morning I was very shocked and saddened to learn that our dear historic library was destroyed by

fire! “The Victoria Library played a very important part in the lives of many of us; we read there, did research there, met our friends there and learnt a lot there. “At this time we must now give the police and others time to do their investigations to determine the cause of this fire”, according to a Magnetic Media report. Minister Connolly added that the Government is committed to

restoring some kind of library service to the people of the Capital in a timely manner. The Victoria Public Library in Cockburn Town, Grand Turk, opened in 1887 and was dedicated to Queen Victoria of the United Kingdom, to celebrate her golden jubilee. The beautiful iconic library has served the residents of Cockburn Town and Grand Turk continuously since then.

GOVERNOR John Freeman says there is no “magic wand” solution to solve the rampant crime rate that has seemingly plagued the Turks and Caicos Islands. Freeman in a letter issued on Sunday March 5, following the assault on a tourist on March 4, noted that solving crime requires due consideration, proper application and steady determination. Governor Freeman said: “The assault on a visitor to TCI on Saturday March 4th has understandably caused further public anxiety about security. “I have been in touch with the Commissioner of Police over the week-end and also with the Hon. Premier. “Clearly what are immediately important are the care of the victim and the investigation of the crime. The Police are fully engaged on this.” He acknowledged that what concerns the public most is not just this particular incident, but a sense of an upward trend in instances of

violent crime. He said: “With others in Government I am very engaged on this larger issue, both in terms of analysis and of resourcing. “And this involves many Government bodies, i.e. not only the Police but others as well as Border Control, Immigration and also Customs.” He emphasized that the solution entails not just diligent police work but community support as well. The Governor noted he is in

discussion with certain groups as part of an ongoing effort to reach out and provide responsive reassurance. Freeman reminded that: “There is, however, no magic wand in all this. It requires due consideration, proper application and steady determination, as the Police Force is showing already and with some real success. “All of us however have a part to play in this process, including all relevant agencies of Government, the Governor said.”

Gov’t and Opposition take joint stance on crime situation

IN AN unparalleled move on Monday, March 6, the Government invited the Leader of the Opposition and the PNP Chairman to join them in a show of unity against the rising incidence of criminal activities in the Islands. PNP elected members Washington Misick and Royal Robinson joined the head table with Premier Sharlene Cartwright Robinson, Deputy Premier Sean Astwood and Tourism Minister Ralph Higgs, in a press briefing early Monday morning. The briefing came just two days after a tourist was robbed of some $26,000 he won at a local casino, after being stabbed and shot by armed criminals near the lobby area of The Palms resort in Grace Bay. The incident occurred immediately after the tourists was dropped off by a woman. The brazen attack sent shock waves across the islands, prompting the united stance by the government and opposition. But while the joint team has not exactly ironed out the path that they are going to take regarding the rising crime situation, the opposition leader said that the message they are now hoping to convey to members of the public who are committing crimes or harbouring criminals, is that they will all be brought to justice. “Don’t come to me or don’t go to the Premier if you find yourself breaking the law. Particularly when it comes to the issue of armed robberies or using firearms, toying with people’s lives - just don’t expect

me as the leader of the opposition to have any sympathy for you. He added that while there are situations that require some sympathy, serious gun crimes and other opportunistic crimes will not be tolerated. Chiming in, the Premier said that the public needs to appreciate that crime is not a political matter, and that they are all working in harmony to come up with a strategy to present to Her Majesty’s Government (HMG), which will hopefully translate into tangible assistance in curbing crime in the islands. As it relates to the assistance the group is hoping to receive from the HMG, the Premier stated that they are willing to accept any help - be it boots on the ground, skills training, personnel or whatever else can be provided to the country. She noted that it is not always about monetary assistance. HMG is constitutionally responsible for the internal and external security of the TCI, and while over the past few years a number of skills training for local cops have been conducted by UK and or Caribbean law enforcement, the TCI Government wants the UK to “step up to the plate and respond” to the many pleadings of the government and other elected members. This response is needed particularly to help curb the brazen and rising incidences of robberies, burglaries and home invasions that is currently plaguing the country. Misick said: “The incidence is happening far too frequently and it is not something that we as a country

should tolerate and so we condemn these senseless attacks on innocent victims. “It is clear that we have a minority, in fact very few criminals who are intent on terrorizing our community and they show no respect for the law or for that matter the lives of the innocent victims. “So we are here to say that it must stop and we should spare no effort in ensuring that all of the resources are available to this country to put behind preventing crime because if it is to continue it is an existential threat to the economy and our way of life, and we must do everything

we can to stop it.” The party leader also stated that both he and the Premier have met separately with a UK security team that’s currently conducting an assessment of UK overseas territories, and that they hope at the end of the exercise the UK Government will look at the Turks and Caicos as a special case. He explained: “Given the fact that our geographic location places us in a region where we have got unstable politics and an unstable economy, and poverty has always been an incentive for people to commit crime simply because everyone needs to

have a certain level of resources. “What the PNP is asking is that HMG would look at committing more resources to the Turks and Caicos given our unique position.” Echoing the Premier’s call from last week, the Opposition leader said that the public needs to take steps to protect themselves and that home security systems can and should be put in place. He further informed that there is already a 100 per cent duty exemption on surveillance equipment such as cameras and CCTVs, and encouraged people to take advantage of this opportunity.

Hospital apologises to attacked jogger who complained about poor service INTERHEALTH Canada Turks and Caicos, the operators of the TCI hospitals, has apologised to one of its patients for the alleged poor service she received at the Cheshire Hall Medical Centre. The apology came after a local media outlet reported on a review posted by one of the two women who was attacked and robbed earlier this week while jogging at around 5:30am in the Gracebay area. The woman blasted the hospital for “cold and incomplete

treatment”, having to wait too long, “being spoken to without empathy” and not being properly attended to by the medical personnel who dealt with her case. In its response to the bad review, the Hospital stated: “TCI Hospital is aware of the unfortunate report posted via Trip Advisor by a robbery victim expressing dissatisfaction with the level of service provided at Cheshire Hall Medical Centre. “The online commentary is being treated as an informal

complaint and the allegations will be thoroughly investigated and corrective measures implemented where there may have been shortfalls in service delivery. “We value feedback from our patients to help us improve our service. Clinical staff members will be reminded to be more responsive to victims of crime as these types of cases escalate. “Our sincerest apology is extended to the complainant for the overall experience in Turks and Caicos Islands.”

The resorts are concerned because private homes, condos etc are believed to be competition. However tourists renting one of these units is a lost customer because they wanted a private residence. The resorts just want to punish this class of tourists. If there is a condo or time share agency promoting these rentals the Government needs to collect the rental tax. However if an expat friend of a house owner is just staying in the owners place without paying rent..then what ?

Difficult to tax

It seems that unless an organization is advertising the condo room or private home it will be difficult to collect the tax on an unknown amount of rent. Check the big boys and forget chasing the little guys.

The private tourist rental sector is proving to be a great blessing to many home owners and rental agents in our nation, and the individuals

in this business should heed the wise words of His Majesty; ‘Render to Caesar the things that are Caesar’s and to God the things that are God’s. If this done honestly and faithfully then Elizabeth’s officers will with the help of God Most High, will quickly apprehend the rude boys who are up to mischief breaking the houses and peace will prevail. If this is not done, then Elizabeth’s officers with the help of God Most High may well decide instead to target these malfeasances who are unwisely not rendering onto Caesar the things that are Caesar’s and onto God the things that are God’s. May God Most High bless the Turks and Caicos Islands.

This is just a distraction by the hotel upper class whom employ mostly foreigners and pay them above local qualified workers and and want to continue to keep their foot on locals, I Glad they realize that we will no longer beg for their job and get walked on, we will compete with them. They need to treat us RIGHT and equal, however government need some revenue from it so that can seen to at a lower rate than the giants that can afford to pay the expats these bogus salaries under false pretenses, in any event they don’t pay the room tax anyway, I know many of those hotels owe the Government millions on bed tax even after low paying staff and stealing the the gratuity, Why those association don’t see to it that the staff get their GRATUITY.

Be careful here

The same online technology which has facilitated the evolution in tourism of which the hoteliers complain is what has delivered

this season a 17.5% increase in tourism to the TCI, making us by far the fastest growing tourism destination in the Caribbean. Not only that but much greater numbers of natives have been able to directly benefit from the tourism industry in ways never before possible. Consider Airbnb where there is a ready market not only for someone’s inland apartments but even for a spare bedroom in one’s home. Governments govern best with sense, encourage and facilitate free markets instead of making moves which might discourage or strangle them. The Premier would do well to move slowly and with careful deliberations here.

Where is the cheating?

Now that Turks and Caicos Islanders are themselves benefitting (other than a measly pay cheque from a resort) from the tourist industry, the Grace Bay Boys are crying foul. Where is their evidence in their assertion that the government is being cheated in revenues? Where? Why did they not cry for tougher regulations before short term rentals came on stream. Little or no regulations was a great thing when the grace bay boys had a monopoly on accommodation rooms. Shut up, boy, and compete on the level playing field that now exists. Reduce your exorbitant rates if you have to. The Government needs to take heed and not play into the hands of the Grace Bay Boys, like Mike and his miscreants. I would be

utterly ashamed of this present administration if it bows to the will of these special interests groups. They will lie, they will throw their weight around in order to destroy the competition. This Government, I would hope, is wise to these strong arm tactics.

Who are they targeting?

I would like to know whether the complaint is limited to persons who own units in a condominium development and are renting them privately or whether the complaint extends to individuals who rent villas unconnected with condominium developments privately.

Fix crime first

Let’s fix the rising crime first, shall we? Before TripAdvisor is full of crime stories and tourists stop coming in?

EDF 11 to fund new primary school for Provo BY DELANA ISLES PREMIER Sharlene Cartwright Robinson has given assurances that the fourteen million dollars that the European Union has been providing to the TCI for budgetary support

over the years is not threatened by the United Kingdom’s potential exit from the EU. Last week the Premier answered questions from the press about the possibility of the country losing the assistance when the UK finally

UK security team carried out assessment in TCI BY DELANA ISLES LAST MONTH two security representatives from the United Kingdom visited the Turks and Caicos Islands to carry out a security needs assessment (SNA) exercise. During the three day exercise – held from February 20 to 23 – the two person team met with the Deputy Commissioner of Police in the absence of the Commissioner, members of the Royal TCI Police Force, Leader of the Opposition, Washington Misick, Premier Sharlene Cartwright Robinson and key stakeholders. The visit focused primarily, but not exclusively on crime and illegal migration, and was funded by the Foreign and Commonwealth Office (FCO), the Governor’s office informed this publication. The visit to the TCI was one of a programme of SNA visits to all the British Overseas Territories, which are currently being conducted. When these visits are completed, the team will compile their findings in a report which will then be considered for support from Her Majesty’s Government’s Conflict, Security and Stability Fund (CSSF). During the press conference on Monday (March 6), the Premier, other members of government and of the opposition expressed their concern about the mounting crime situation, with both the Premier and Opposition leader calling on the United Kingdom to consider the TCI as a special case for assistance after the SNA report has been submitted. In her address, Cartwright Robinson expressed her government’s deep regrets over the crime wave over the years, and most recently the terrible experiences of many victims of crimes in the country.

“Myself, and the Leader of the Opposition, together with other key stakeholders have held separate meetings with members of the UK’s recently retained security assessment team during the course of last week here in TCI. “Its role is to assess our needs and make certain recommendations to the UK. “We are optimistic that more assistance will be forthcoming, but until then we must do what we can and must to assist ourselves by providing the necessary resources at our disposal,” the Premier said. She promised that her government will do what it can in the area of resources, enactment of legislation and policies, and the creation of critical partnerships in the fight against crime. “We are even more committed to targeting the causes of crime - of laying the axe to the root of the tree so as to reduce the rate of repeat offenders and to discourage deviant behavior generally. “There is no magic wand, but there is an urgent call to address the social issues that are leading to crime and criminal behavior,” Cartwright Robinson noted. The conflict, stability and security fund, which the TCI will hopefully be able to draw down to fight crime locally following the SNA’s report to UK, was created on April 1, 2015. It is a pool of money, over £1 billion pounds per year, for tackling conflict and instability overseas, and is a part of the UK Government’s official development assistance. The CSSF funds a broader range of activities to help prevent conflict that affects vulnerable people in the world’s poorest countries, and tackle threats to British security and interests from instability overseas.

The agreement for the latest grant, dubbed the European Development Fund (EDF) 11, was recently signed by the premier and other government officials during an EU conference in Aruba late last month. The upcoming tranche of the 14 million euro grant will also be used for vocational training, sustainable energy, marine biology and disaster risk reduction related to climate change. “As a new government, we have already agreed with the former government actions – there isn’t much that we can change but education is fundamental, we are able to free certain portions if we aren’t able to meet certain areas but the program calls for certain demands to be met. “The first tranche is to the tune of $3M in December 2017 and that is going towards the building of a new primary school in Providenciales” The money will be used for enhancing the quality of the secondary education curriculum, with information technology enhancement a major focus in that regard. It will also go towards qualifying public primary school teachers with

additional training. She noted that they will be able to use a lot of the funding the education labour market demand, which will help the government enhance local training as well as provide scholarship opportunities overseas. “Big for us as well in the EDF 11 program is the implementation of strong support for vocational training - my government is keen on having that as children do learn differently,” the Premier stated. BREXIT On the issue of Brexit, the premier told the press that the TCI will not be affected in terms of the EDF as the UK has been supporting the European Union with four billion a year. “The commissioner of the program, while in Aruba, stated that he is committed that the ED11 will continue and will be seen through to its forty month end.” She reminded that the UK will be leaving the EU in two years, and that the end of this month they expect to trigger Article 50 will be begin that exit. “So it is not under threat, it will continue, what we don’t know is (if) any other [budget] line items -which we have benefitted from EU how that will proceed.”

EDF10 achievements Asked about the success of the EDF 10, the hallmark of which was the now discontinued One Stop Shop, Cartwright Robinson said that her government is trying to salvage what it can with the remaining money – three million of which was delivered to TCI in December 2016. “The One Stop Shop was cancelled and put inn its place was a new customer service under the former administration and under this administration. We are actually strengthening the customer service centre. “What we are working on is the back office functions and making sure that the services are delivered in a time friendly way. “About 90 per cent of the EDF (10) has been completed, what is outstanding is the area of immigration and work permit and we are going to continue it so that we can benefit from the last one,” the Premier said. Under the EDF 10 program, which ended last December, focus was placed on strengthening and improving the business sector. The EDF 10 saw the TCI benefitting from a total of €10.6m in direct budgetary support.

Women remain the foremost artisans of any society because of the unique perspectives they provide on a myriad of issues in all spheres of life. March 8 , is observed the world over as International Women`s Day , a day designated to reflect on progress made, to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. To this end the country`s first female Premier Sharlene CartwrightRobinson lauded the strides women across the Turks and Caicos Islands have made in advancing national development. In a letter Cartwright-Robinson said: “As we join the billions of people across the world in celebrating International Women’s Day as your Premier, and as a woman, I support the daily recognition of our women, as wives, as mothers, as sisters, as daughters, and as friends, today is especially marked for the reminiscence of the women who throughout time have endured the struggle and those who led and fought the fight for equality within their nations.” “Industrially, it has been a long but good fight for the women of many countries and indeed it has been a victorious fight for the women of these Turks and Caicos Islands.” “Over the years we have witnessed the evolution of the role

Govt and Carnival ready to go ahead with Grand Turk master plan PREMIER Sharlene Cartwright Robinson has promised infrastructural support through the national budget for the island of Grand Turk. The money will be allocated through the upcoming budget, the premier told the media recently during a press conference. She also revealed that she and members of her Cabinet have met with the owners of Carnival Cruise Lines, who were at an impasse with the former government. However, according to the Premier, the new government’s efforts to address the beach vendor situation has rung positively with Carnival’s

owners. “We met with them to look at the master plan and we are left now to decide which will be the most impactful course. “The infrastructure fund is about six million dollars and we do intend to use that fund for the benefit of Grand Turk,” the Premier said. As for the monies being allocated to the island out of the national budget, she said that this will be used to carry out road works, in addition to cash taken from the fund. The master plan addresses various issues such as land use planning, site planning, tourism planning, transportation planning and historic preservation.

stereotypes.: He emphasized that women in the TCI have shattered many glass ceilings. “We are so proud of the many roles our women play in society; of great significance and historic notice is the recent election of our first female Premier, second only to our sister OT Bermuda. “This alone, demonstrates how women in the TCI have taken BOLD steps toward the social, political and economic growth and development of these islands.” “As Minister, I am fully committed to advancing the Gender Affairs’ mandate through legislation and a renewed sense of collaboration.” This will ensure that regulations and policies are gender sensitive in order to create greater opportunities, especially for underprivileged women and girls within society. He encouraged men to continue to support and stand shoulder to shoulder with women as they work together to ensure gender equality in all spheres of life. I join with counterparts around the world in celebration of International Women’s Day and extend best wishes to all our women. Today I am delighted to say that women in the Turks and Caicos Islands have pushed through many boundaries and broken gender stereotypes. They have shattered many glass ceilings. We are so proud of the many roles our women play in society; of great significance and historic notice is the recent election of our first female Premier, second only to our sister OT Bermuda. This alone, demonstrates how women in the TCI have taken BOLD steps toward the social, political and economic growth and development of these islands. As Minister, I am fully committed to advancing the Gender Affairs’ mandate through legislation and a renewed sense of collaboration. This will ensure that regulations and policies are gender sensitive in order to create greater opportunities, especially for underprivileged women and girls within our society. I therefore encourage our men to continue to support and stand shoulder to shoulder with our sisters, as we work together to ensure gender equality in all spheres of society. Once again I bid you ‘Happy International Women’s Day’ and urge you to be “Be Bold for Change”, as we remember it’s all about HER.

Court examines rejected and spoiled ballots for ED6 – in elections petition hearing BY DELANA ISLES ON MONDAY, March 6, Chief Justice Margaret Ramsay-Hale ordered that all of the rejected and spoiled ballots for electoral district six (The Bight) be scrutinised in open court. The order came following arguments by the lawyers for the petition George Pratt and the respondents Porsha Stubbs-Smith, and the ED6 returning and presiding officers. The order was carried out on Tuesday (March 7) by Returning Officer Arthur Forbes, who unsealed the ballot box containing the spoiled and rejected ballots while the lawyers for the parties in the case were allowed to examine the disputed votes. Following this, attorney Alvin Garland, who is representing Pratt, argued his case which is premised on the fact that the three persons who were not initially registered to vote in The Bight were later given permission to do so by way of a corrected notice to the register of voters by the Supervisor of Elections, Dudley Lewis. Those three voters are - Kirlyah Dominique Rigby, Lucille Sonovia Gardiner and Bcrniquea Ikisha Smith. While only two of the three were allowed to vote eventually – Rigby and Smith - Garland’s contention is that the polling station was provided with the corrected voter register long after voting had already begun. He contended that after voting had begun the register in use was the official register and that the women were not on that list, and thus should not have been allowed to vote in ED6. Other arguments put forward by the lawyer related to the claims and objections period, which he stated had already been closed since March 2016, and thus no changes could have been made to the register of voters after that period. He argued that the December 13 notice, titled ‘Additional Correction to 2016 Electors Register that was sent to the Governor was not brought to the attention of his client. And that the notice was unlawful to begin with because the Elections Ordinance does not allow for that

change to be made in that matter. However, this point was refuted by both the Attorney General (who represented the elections commission) and Queen’s Counsel Ariel Misick (who represented Stubbs-Smith). They told the court that during the claims and objections period the changes were made, and that the process was carried out according to law. The Chief Justice sustained the objections. Another issue that Garland raised in his petition, and which he was encouraged by the Chief Justice to reconsider, was that the correction to the register of voters was made, delivered to the parties, and was made public before polling day on December 15. He conceded to this fact, leaving the petitioner with only two issues to be resolved by the court. One – whether the register of voters that was delivered at 7am when polls were to open was the final list and as such negated the one that was dropped off to the polling station after voting had commenced. And two - whether some of the spoiled and rejected ballots should have been so designated. The issue with the three rejected and spoiled ballots, according to Pratt’s petition was that one of them was a perfectly good ballot with a clearly marked X in the center of the box next to his name. The petitioner states that his objection to the ballot being marked as spoiled was denied. His contention is that had that ballot not been declared as spoiled, the election for The Bight constituency would have swung decisively in his favour. On December 16, when all of the votes were counted and declared, Pratt had received 284, Stubbs-Smith 284 and Dozzie Delancy 38. The tie subsequently led to a tie breaker that subsequently awarded the district to Stubbs-Smith. The parties involved in picking the winner – the returning and presiding officers - is also another issue of contention by Pratt. The Chief Justice has not given any indication when she will hand down a decision in the matter.

A CANDIAN Tourist who was subject to a violent attack in Providenciales has reported her harrowing experience on several international travel websites – stating they will never return to the TCI. This latest shocking account is just one of many that have recently been published on the public forum for travellers, detailing incidents of violence, terror, rape and robbery. The popular site, www. tripadvisor.com, reaches thousands of potential holidaymakers across the globe, and has seen hundreds of concerned visitors comment on the latest crime wave. In a letter to the media, which was sent to several other media houses in the Caribbean, Tim Michalak detailed his wife`s traumatic experience in Providenciales on Thursday (February16, 2017) where she was robbed. According to Michalak his wife, Loreen Michalak, a middle-aged woman, was vacationing with three of her friends when she was pulled out of a van, dragged along the road and when her purse strap broke, was robbed of her possessions. He said: “She apparently only has superficial cuts, scrapes, and bruising, however the emotional effect on her has been exceedingly traumatic. “She is a recent retiree and I’m going to retire in a few months. My wife and I often joke about how she’s

“scouting out” vacation locations for the two of us that we feel we’d like to see. Your islands were near the top of our list. “She is a very savvy traveler that takes precautions at all times. However, the incident that happened to her and her friends in Providenciales has changed all that. “Turks and Caicos was touted as a safe Caribbean destination. I don’t feel that’s true! And neither does she. “We’re Canadian citizens who are looking to explore a bit of our surroundings, however, this incident may have changed that. “She is a gentle and wonderful Canadian who was accosted by a local who had no issues revealing his face to all four of the women. To me that reeks of “tourist targeting. “The worst part of this is that I cannot be there for her. She should have been safe.” Michalak noted: “Please know that my concern about the safety of your island is now making me think

that you’re just another Jamaica and Mexico. “These are two places we’ve scratched off our list because they’re not worth the risk. “We don’t like the idea of staying at resorts as it doesn’t give a real impression of life at that vacation location. “Unfortunately our impression, (which will be passed on to our local travel agencies, Trip Advisor and our ministry of tourism), is not a good one.” The concerned husband urged local authorities to work harder to bring the assailants to justice, by “sending a message to all visitors that you are a safe travel destination. Make sure that your locals see us as visitors and not targets.” Police spokesman Kevin Clarke told the Weekly News that a male was arrested on suspicion, but was later released; however they are working unremittingly to capture the culprits. He said: “We are determined to bring these criminals to justice; Mrs Machalak gave us a detailed description of the mugger. Investigations are currently ongoing into the incident.” Clarke acknowledged that the police force is aware that these crimes continue to threaten the tourism industry, noting that tourism is a fragile industry and the country is heavily dependent on it. “So we have to do everything in our measures to make sure that tourists can come here and still feel safe.”

Three men in custody for allegedly shooting and robbing a tourist – Minister of Tourism says attacks on innocent people will not be tolerated BY DAISY HANDFIELD THREE Turks and Caicos Island men are in police custody for allegedly stabbing, robbing and shooting a 50-year-old tourist in the lobby of his hotel before making off with a substantial amount of money. On Saturday (March 4, 2017), Police said that they responded to the Cheshire Hall Medical Centre at around 2:29 am where the victim was met and told officers that he caught a ride from the Casablanca Casino and as he exited the vehicle at his hotel, he was approached by three masked men who demanded his money. The man told officers that he was stabbed and shot by the bandits before they made off with his money. The victim underwent surgery and up to press time is still at the

Cheshire Hall Medical Centre, in stable condition. Three men, one aged 23, the other aged 27 and aged 35 were detained by Police on suspicion of conspiracy to rob shortly after the incident. Meanwhile, the Minister of Tourism, Hon Ralph Higgs said that while the Turks and Caicos Islands remains one of the safest destinations in the region, if not in the world, a single attack against innocent people is unacceptable and will not be tolerated. These sentiments were expressed in a press statement issued by the Tourism Minister on Thursday (March 9, 2017). He added: “As Minister of Tourism I would like to thank our guests for visiting the Turks and Caicos and urge them to have an enjoyable and relaxing vacation but

to exercise vigilance as we seek to restore the Turks and Caicos Islands that you have come to know and love. “The Turks and Caicos Islands is known worldwide for our pristine beaches, exquisite under water sites, and friendly people. We all have a part to play in maintaining this reputation. The Ministry urges you [residents] to join law enforcement and TCIG in the fight against crime for the sake of our beloved country.” In the statement, the minister reminded Turks and Caicos Islanders, residents and visitors alike, legal or illegal, that any crime against citizens can negatively affect the country’s image as a low crime destination and any crime against tourists is an attack on the country’s very livelihood which can contribute to the death of the tourism sector. Residents are encouraged to cooperate with law enforcement to report crimes which will aid in bringing the perpetrators to justice.

INTERNATIONAL Women’s Day (March 8) is a day to honour and celebrate the achievements of women, it is also a day for women around the world to recommit themselves to the fight for equality in all areas of life. Here in the Turks and Caicos Islands women have been breaking many barriers, attaining excellence and being the trail blazers of change over the past several years. In short, they have and continue to “Be Bold For Change” - the United Nations theme for this year’s observances. In the span of just a few years, the TCI has joined the ranks of a few other Caribbean countries in electing the first ever woman to head a government, appointing the first female Chief Justice, the first female Attorney General, the first female Deputy Premier, the first female Deputy Governor and countless other influential government posts. The trail-blazing Sharlene Cartwright Robinson, Premier of the TCI, commemorated the day by expounding on these achievements, while also calling on the nation to continue to nurture the upcoming generation of women so that they too can break barriers and chart a better course for generations to come. Taylor Bay Beach saga Dear editor , I am astonished that no media networks have covered the fact that Belongers, Residents, Tourists, have been denied access to one of the public beaches on the TCI. Taylor Bay. Lockable gates have been put up at the 2 access points, totally against the constitution here, as all beaches are for public use, cannot be private. Your paper covered very well, the Lord Ashcroft case regarding right of way, for a small strip on the beach, that Owners of Sunset Drive made payment to, but Lord Ashcroft didn’t own the whole beach, and certainly Owners of Ocean Point do not have the right to construct a lockable gate at the only other access point.

Now to compound this, the traffic parking up at Sapodilla Bay Beach Access point, is out of control, on a very dangerous bend in the road, as once people have traveled all the way to Chalk Sound to go to Taylor Bay, to discover its locked, then park up on this bend, and spend the day at Sapodilla. Today I returned to TCI, and when I drove past Sapodilla Bay, there were about 25 to 30 cars parked up on the side of this bend, and I thought there must be an afternoon reception at Las Brisas Restaurant, only to realise 2 hours later, as I went for my walk at Taylor Bay, public access point was now a locked gate, over public land!!

Before I wrote this email, I checked with your paper to see any articles, but can find nothing. This needs to be investigated by your team without delay, as its a constitutional issue and also a dangerous public traffic hazard now, which if is not tendered too, will result in a serious accident of some kind. Also, if nothing is done, other associations and developers will argue its a precedent, and beaches will taken away from Belongers, Residents,and Tourists, which will be a disaster for Tourism and General Well Being. “Aren’t you writing your columns anymore?”, one of my favorite Grand Turk shop keepers asked me last week and when this question was repeated for the 10th time, I decided to snap out this current writers block. This much I owed my ten readers. As with all old dogs, who find getting used to new tricks increasingly difficult with advancing age, I am still getting used to a new BY TITUS DE BOER Titus de Boer, who originally deadline set for contributing moved to the TCI from columnists by this fine Germany in 1989, is a publication’s editor. Call it a lack of “joie de vivre”; that genuinely felt enthusiasm I’ve always had for all things TCI, seemed to be waning. Even my dogs picked up on it and tried to cheer me up by being exceptionally well behaved - to no avail. At the heart of the matter, was yet another setback in a project I’ve been trying to guide as carefully as possible through the choppy waters of local bureaucracy, politicking and red tape. Two years into it and after many a hurdle taken, approval/green light apparently given, only to have the goal post moved again and again - and again, I’d had enough, for now. On the surface, it all seemed - seems - quite straight forward: European investor wants to invest in Grand Turk, create half a dozen jobs in doing so and on the back of that look at other areas of the economy to invest in, perhaps buy a home, etc, etc. “Dream on Titus”, I hear your say or think and of course I know you’re right. Bringing a project to the TCI, be it in the tourism or any other industry, is not easy. It’s not supposed to be, for were it a straight forward process, the “raison d’être” (it just sounds so much better in French) of countless civil servants and other titled and untitled pencil pushers would have to be seriously questioned. This is however not a piece intended to have a go at the civil servants, many of whom I have developed a very good working relationship with and who, within the constraints of the system, are really trying their best to assist the public. As one lady civil servant recently told me with regard to another, straight forward matter, “this Mr de Boer, when all is said and done, will take you a year. It shouldn’t take that long, I know but that’s just the way it is...” One year, for a process that should not take more than 6-8 weeks. In stark contrast to the Turks and Caicos, many of our Caribbean neighbors are now capitalizing on the concept of giving investors a 60 days guarantee for investment related decisions. “Dream on”, I hear you say, yet again... The constraints of the system. After two years of working closely with the various players within that “system”, be they civil servants or elected officials, one thing has become painfully apparent: The reluctance of so many of those players to put pen to paper or to make an unequivocal decision - I call it the “rabbit in headlights syndrome”. And it is a phenomenon that I think has only become worse, as genuinely, hard working and well meaning persons within the system are manifestly fearful of who might be looking their shoulders and what repercussions any decision might have - so best to pass the file onto another desk...and another and so on. This must change and I encourage the new government to look at the current modus operandi. Empower your civil service and not only will you have much happier civil servants, but - take my word for it - much happier citizens and investors! That’s the heart of the matter.

Tourism Minister commits to fostering a thriving fishing industry BY OLIVIA ROSE TOURISM Minister Hon. Ralph Higgs has pledged his support to foster a thriving fishing industry, sustainable fish stocks and a healthy marine environment. This comes as the Tourism Minister along with a team from his Ministry, including Permanent Secretary Desiree Lewis, Deputy Secretary Amin McCartney, Director of DECR Dr. John Claydon and Executive Assistant Garde Jones, travelled to South Caicos on a familiarization trip on February 21. According to the Ministry`s statement, the main objectives of the visit was to garner an understanding of the day-to-day operations, challenges and recommendation of departments under the Ministry and to meet with hoteliers, tourism related business operators and the fishing community on the island. With the recent opening of two new hotels on South Caicos, discussions with hoteliers also touched on airlift, local and international, sites and attractions on South Caicos and the general outlook of the island. During his visit Minister Higgs met with a number of the local fishermen to discuss issues facing the fishing sector, conch export quota, the lobster season and harvesting & poaching. Minister Higgs noted: “The representation made by fishing plant operators and local fisherman were insightful and demonstrated good biological and local knowledge of

this important economic contributor.” He said: “With continued oversight from the DECR and input from workers in the field, I believe we can reach an amicable and sustainable position for our fishery and our eco-environment, as a whole.” South Caicos is considered the fishing capital of the Turks and Caicos Islands, since the abandonment of the sea salt industry in the mid1900s, small-scale commercial fishing has been the mainstay of the South Caicos economy. Following this consultation with fishing community and based on data presented by the DECR to support that no harm would be inflicted on the lobster stocks if the harvesting season was extended for an

additional 2 weeks, from 15 March, to 31 March, 2017, the minister and cabinet has recommended to His Excellency the Governor that the season be so extended, according to a Government release. Meanwhile, Permanent Secretary of the Ministry of Tourism, Environment, Culture and Heritage, Desiree Lewis, is urging fishermen on the island of Grand Turk to utilize the newly constructed Fish Market located on West Road. A release from the Ministry stated that the Fish Market has been constructed for use by all fishermen and serve as a sanitary facility whereby daily catch can be cleansed and properly prepared for distribution. Similarly, the Ministry is also encouraging individuals to ensure

Positive and Negative When your car battery goes dead you need a “jump start” . Make sure you use your jumper cables correctly. Positive to positive, negative to negative. Reverse polarity and you can easily blow the diodes in your alternator, fry your car’s computer and cause yourself a whole lot of grieve. The Middle Caicos primary clinic put in place though the positive efforts of Governor Rick Todd and EMS Rodger Harvey never had a vehicle. Seniors and others have not had outgoing primary care for

years. Rufuscare was a disaster. We gave up when simple cheap blood pressure medications ran out. We picked up yearly supplies of our nearly free medications in the USA and brought them back to Middle Caicos. Common medications prescribed by urologists, were never available under NHIP. A

urologist was rarely available. When the doctor dropped in at CHMC he never visited the family islands. Result prostrate issues here, there and everywhere. We have lost valued seniors and more are moving towards the end of their lives prematurely. Minister Astwood don’t believe what you are told.... check it out yourself. Minister Higgs wants to collect the proceeds of time shared and rental condos and homes and that also is a positive thing and proper. Be careful because those that rent are not trapped in a resort where their meals and daily needs are supplied. They are out there purchasing food and supplies from our local merchants. That is a positive and we need to be careful to not scare off our non resort tourists.

The news that the leader of the opposition is calling out the Premier on her relationship with the EU group via all those regulatory numbers is a confusing negative. Washington’s history of milking every governmental cash cow is his personal negative legend. The millions granted the PDM by the EU for the causeway was blown by his brother 4 years before the causeway was built on the negative cheap. Now its clear why the defendants in the corruption trial keep stalling this negative process for years. 78 year old Judge Harrison might wear out from old age. Be careful what you wish for. Any younger replacement might positively expedite the conclusion.

Premier calls for modernization of teaching tools to meet the needs of tech savvy students BY OLIVIA ROSE PREMIER Sharlene CartwrightRobinson says the traditional method of teaching is a disservice to techsavvy students. The premier made these remarks during the Church Service launching Education Week in Providenciales on Sunday March 5. The theme for this year`s Education Week is “Success for every learner is perhaps deeper than we can imagine and cannot be looked at superficially but with depth”. In this vein Cartwright –Robinson posited that in order to solve the technology shortfalls in classrooms, teaching methods must be tailored to the dynamic milieu. The technology currently available in schools across the Turks and Caicos Islands is woefully inadequate for the task of preparing students for the 21st century workforce, enabling smooth postsecondary transition, and ensuring future economic development. The premier in calling for the modernization of teaching tools said: “Success for every learner means that we must be inclusive, yes; it also means that some people work better with their hands but it also means that our teaching methods must be adapted to the changing environment. She pointed out: “We are living in an age of technology and it should pain all of us who allow our children to sit at home on Ipads and tablets and then send them to school only to learn only from chalk board and chalk. “We are doing these techy babies in this technical generation a disservice. We must upgrade the tools with which we give our teachers to teach.” The Government envisages that by bringing together, administrators educators, parents, and community members, in a statewide school modernization initiative that can define the root cause, identifies new sources of funding, and develop transparent implementation systems. She said: “Education Week always organized by the MOE gives too many the impressions that it is only for school aged children, when in fact if we are to move this country and any country forward education must include everyone. “Our Government’s focus on adult training and lifelong learning will set us on an important path. We must change the historical focus of concentrating on school age children in the primary and secondary school. “We must give the Ministry a wider mandate and encourage through strategy the realization that every citizen can be a learner and truthfully much more must become learners. “So if we talk of success for every learner, we must be more inclusive and more far - reaching in our efforts.”

Premier Cartwright –Robinson recognized the need to create comprehensive strategy to achieve the goal “success for every learner”. “We must acknowledge and realize the fact that people learn differently, we must meet each learner where they are – be it the special need student, the school age or adult learner or the student who learns better with his hands. “In fact I wish that I could create a law that stops the use of the phrase “not academically inclined”. “I personally detest this phrase. Some people just learn differently and we must pull out of them the skills and gift that God has given them. “This is why I believe firmly in vocational training, if we continue to ignore this area of teaching and learning we set our country to stand on one leg and we are bound to top over if we do not recognize this important fact.” To this end Premier CartwrightRobinson recently signed an agreement in Aruba; signed the Programming Documents commissioning the official start of the EDF 11 Program. Under this program, the TCI is set to receive an additional €14.6m which is slated for improvements in the Education Sector, particularly in the area of Vocational Training. In her closing remarks the premier acknowledged and thanked educators who travel to the Turks and Caicos Islands to help build the country. She said: “And to those of you who continue to teach year after year and are from the Turks and Caicos Islands, thank you. God bless you. “You are a very important part of our national development. And I am telling you from personal experience that teachers are in fact called, you are called. “I had the experience of teaching at high school, primary school and college and I choose now to stick with Sunday School teaching because on Sunday they are a little holier. “So I thank you for all that you are doing; please know that I know what it is to be teacher and I do appreciate each and every one of you. “You are vital keys to our country and we trust that God will continue to encourage you. We are a long ways of from giving you all the resources you need but you are entrusted with our country’s greatest resources – our babies, our future.” Education Week saw several activities being hosted throughout the islands including a History and Culture Quiz at Brayton Hall. While Oseta Jolly Primary school students and teachers were treated to gifts and surprises by sponsor “Flow”. On Wednesday and Thursday the Annual FortisTCI Science Fair was held at the Gus Lightbourne Auditorium.

Speaking with the media about contract recently, the Premier reiterated her position that a country such the TCI needs an updated development if it intends to grow in a sustainable manner. “Any country with limited resources and small land space as

us, wants to plan how we are going to use the rest of that land, and the national physical development plan is actually something included in legislation which the former government made a commitment to do in two years. “This new administration has just put out the tender for the physical development plan $500,000 this year and $500, 000 next year,” the premier said. She further stated that the country expects her government to be one that manages and plans the finances and development of the country and that she intends to ensure this happens. “Too often we have allowed this country to just boom and then

we woke up and realised that it developed this way and we are stuck with the way it developed. “We should plan for the limited resources in this country and we will never shy away from the fact that we want to and will deliver for this country a national physical development plan,” she stated. She added that the last national physical development plan expired since 1997: “That is irresponsible” The former government had made several promises to review the old plan and update it since 2012 when they won the elections, but not much was done to achieve this. It was, and still is intended to broaden the scope of investment the country can attract.

Govt taking cautious step forward with 12-storey developments BY DELANA ISLES THE New government is not as gungho about 12-storey developments in the Turks and Caicos Islands as the former administration. This was evident last week when questions put to Premier Sharlene Cartwright-Robinson revealed a much more cautious and reasoned approach to allowing taller buildings with increased density in the country. While Cartwright-Robinson was careful to emphasize that her government “is anxious to go forward with development in the country,” she was firm about them ensuring that these developments are ones from which the people of the country will benefit. The question of 12-storey developments is one which has been engaging the courts’ and the public’s attention for several months.

Recently the appellate court dismissed an appeal by local hoteliers that sought to overturn a Supreme Court ruling last year that allowed the government to go ahead 12-storey buildings. So far, the only known developer that has expressed an interest – and even signed an agreement with the former government – to construct a 12-storey hotel in the TCI is the Desarrollos Hotel Group. They are seeking to construct a massive luxury resort branded by the world renown Ritz Carlton group. The premier did state that since assuming office, her government has met with the Dessarrollos developers to find out exactly the direction they would like to go. “My deputy would have already begun some dialogue with the developer – we met them already several weeks ago, myself and the

deputy premier - and I know that they are eager to go forward, but there is still a lot of groundwork to be done because a lot was halted. “So, we do know that the country has to position itself to be ready for anything above seven storeys right now, which is what was validated and what we are used to,” she explained. Cartwright-Robinson was called out by leader of the opposition Washington Misick some weeks back about her party’s alleged lack of support for the project. She told the Press that Misick is mistaken, as the PDM has never condemned any project. “What we have called for consistently is consultation, and that project will certainly need to go through EIA (environmental impact assessment) to see whether where it is located, whether twelve

In her official address to commemorate the week celebrated from March 5, the minister noted that the week offers the opportunity to celebrate the important role that education plays in building the society. “The role of education is to nurture, grow and realize every child’s potential, so this year’s theme ‘Success for Every Learner’ is so fitting. The minister reiterated that education is among her government’s main priorities: “We want to make a positive difference in the lives of our countrymen through the education reforms that will be initiated through our program of change. “There is no doubt that this year’s Education Week theme is a timely one and a reflection of reality in our islands.” To the school children, Connolly reminded them that it is their responsibility to set high standards for themselves. “You must realize that at end of the day, you can have the most dedicated teachers, the most supportive parents, and the best schools in the world – and none of it will matter unless all of you fulfill your responsibilities and put in the hard work it takes to succeed.” She further encouraged them to look for opportunities that hide behind adversities, as there is always another way of looking at the world.” “We must never be complacent with education. Instead, we should always strive to do better and expand our capacity in pursuit of excellence. “We must all strive to improve and excel, no matter which pathway we are going to take.”

Yes, we are, but at the end of the day the environment would dictate whether it is even possible to house twelve storeys, and if it is we are going to make sure that our people are poised to benefit from it.” Two of the major issues that the local hoteliers (under the Strata Corporation umbrella) and local conservationists had with the project are that of faulty consultation on the former government’s part and the need for urgent and early environmental impact assessments to the carried out. However, the issue of consultation was rectified to the court’s satisfaction last year, but only after

the government suffered a major defeat and had to reopen consultation on 12 storey developments with the public. But it is still one which the Strata Corporation believes was not properly or adequately done. Asked if her government, since they had an issue with the PNP’s government consultation process on the matter, would reopen consultation with key stakeholders, the premier responded: “We are not going to be involved, government departments will be, but we will be guided by what the law says.” In April 2015, the Rufus Ewing government signed a development agreement with the Desarrollos Hotel Group to build a $224 million Ritz Carlton hotel, resort, casino and spa in the Grace Bay area. The development is expected to consist of 124 luxury hotel guest rooms, penthouses, resort residences and associated facilities.

42 Kew Town residents screened for diabetes and hypertension through gov’t healthcare initiative BY DAISY HANDFIELD APPROXIMATELY 42 Kew Town residents were screened for diabetes and hypertension last week, through the Ministry of Health’s outreach program, an initiative geared at increasing the accessibility of healthcare for residents in the Turks and Caicos Islands. Out of the 42 individuals, 10 referrals were made to the Blue Hills Clinic for further management. On the morning of Friday (March 3, 2017), a team comprised of personnel representing Primary Healthcare, Health Promotion and Advocacy Unit, the Department of Social Services, Emergency Management Services and the Haitian Consulate visited the community of Kew Town. The objectives of the visit was to engage in health education and screening for HIV, blood pressure, blood sugar levels and cholesterol. The team began the exercise in the area at 10am with an initial walkthrough and were invited to set up screening and education stations on an elevated stage located at the town centre. Members of the community were also seen going to their

neighbours to invite them out to the area where the team was set up. Hon. Edwin Astwood, the Minister of Health, Agriculture and Human Services told this publication on Wednesday that he was very pleased to see the commencement of the Ministry of Health’s outreach program. He said: “As stated in our Government’s Chance Document, we are committed to improving Accessibility to Health Care. “The Ministry’s outreach programs will play a critical role in improving and extending the reach of health care by taking services beyond the health centre walls. It will be incorporating activities such as proving health education, case management, and basic health screening, and facilitating access to services. These activities can directly and indirectly improve health outcomes if individuals and our communities.” Acting Director of Health Services, Dr. King who was present at the community stated: “Our aim was to bring health care to the people and identify any disease in the early stages where it can be easily managed. It was a pleasure being a part of the team, there is a continued need for these services and the community response.”

Residents of Blue Hills unite to clean up their community BY DAISY HANDFIELD ALVANETTA Crystal Williams, a Blue Hills resident, spearheaded a clean-up campaign in her community on Saturday (March 4, 2017), in an effort to maintain a standard of cleanliness that all in that community could be proud of. During the clean-up initiative, Williams emphasized that she has the utmost pride in her community and that every year she organizes a team of volunteers who go into the community to clean up their streets. She said: “What is going on here today is that the community of Blue Hills in particular came together to get our community clean. When you are coming on the Blue Hills strip, the road is a little bit dirty, so we want to make the place more clean and pristine for persons who live here and for those who want to visit our community.” The organizer said that as members of the community, it is their responsibility to keep their community clean at all times. “We have been doing this probably for a year or so and we have been taking little steps here and there. We

go in certain areas and clean it out and then we go back now and again to maintain it. Driving through the community, I really did not like how the side of the road looked; it was dirty and messy. I said to myself that this is my community and we need to get it clean and we need to get it right.” Elected member for the Wheeland constituency, Hon. Delroy Williams was there to assist with the clean-up and said that he was happy to be a part of such a positive initiative. “This is something that we encourage in the communities; community clean-ups. Crystal [ the organizer] has been doing this for a while now and I am happy to be here supporting her today. I believe that she loves this community and the community is well deserving of what she is doing and this is something that we would love to see continued in other communities.” There have been many cleanups in the Blue Hills community over the last few months, with each initiative spearheaded by different organizations who saw the need and volunteered their time to get the community clean.

THE BETHANY Baptist church on Providenciales saw a huge turnout on Sunday at the National Prayer, Praise and Thanksgiving service. Throughout the service Reverend Derek Hamilton prayed for churches, children, youth and schools, all parliamentarians and non-elected arm of Government, law enforcement officers, agencies, civil servants, the private sector and the elderly. The packed congregation was greeted by the premier who jovially remarked that she was delighted with the tremendous attendance of the service. Addressing to the congregation from the pulpit she said: “This is the day that the Lord has made, and we must rejoice and be glad in it.” “As a Government we have responded positively to a call to pray, praise and give thanks, we believe that if we pray, repent and we turn away we will hear from heaven and God will heal our land. “It has been said already today that our land indeed needs healing and though we are challenged we must give praise and thanks to God for his grace and his mercy and his faithfulness to us as a people over the years. “He has indeed been faithful to us from generation to generation.” The Premier extended sincere thanks to Reverend Derek Hamilton and the members of the clergy, students and the combined praise and worship team. She said: “This is the fourth of a series of services we have been moving around the Turks and Caicos. “I believe with all my heart that God wants to move and work among us, and it is not me but he has called us to prayer, I believe that he`s called us to collective prayer and my opinion is that we continue in the

spirit of prayer. “I’m going to ask us to change the conversation, crime is not out of control, criminals are not in control, our youth have not lost their way, and God is indeed positioning people so that he can get all the glory and the praise. “As a people we must return to the place where God is truly the head of our country.” The premier prayed to God for guidance and protection for all Ministers of Government, and by extension the country. She said: “We ask that you`ll covers us in a special way, we believe with all our hearts that chains will break and you`ll change this country for the better. “The only thing I ask at the end of it, especially for politicians is that we be careful not to take any of the glory, any of the honor or nay of the praise.” A few weeks ago, at the launch

of the National Thanksgiving series, Cartwright-Robinson emphasized that: “As Christian nation, it is imperative that we recognize that as we journey through life, we embrace the opportunity to give thanks and praise to the Almighty God for his goodness and mercy that have been bestowed upon us. “God has truly been good to us and we have much to give him thanks and praise for as we reflect on the course of our lives.” She noted that these church services seek to bring all of the Turks and Caicos Islands together, representing all sectors of society in praise and thanksgiving to God for protecting our people and in prayer with one unified voice. “Our country has been faced with an increased number of social ills -- from crime, drugs and self-harm amongst our general population. Undoubtedly, our country calls for desperate prayer and thanksgiving.”

Procrastination: Why we do it and four habits we can learn to address it!

I must admit, I have a weakness for a good meme. People use memes to express anything from political agendas, advice, or even the latest news making headlines. One meme that I really like (out of a sea of others) is one that was related to procrastination. The meme went something like this: * Watches Netflix happily* * remembers homework, exams and responsibilities... * Watches Netflix stressfully*. Though quite comical, many people can relate to this somewhat existential struggle. When there is so much for us to complete within a certain amount of time, why is it so easy for us to sometimes procrastinate, only to stressfully complete a task at the last minute? Here are some reasons why we procrastinate as well as four healthy habits we can adopt to help us procrastinate less.

WHY DO WE DO IT? 1) “I will not do a good job at it”oftentimes we lack the confidence and the drive to complete our responsibilities in a timely matter. Fear of completing a task can come into play when we do not know how to exactly complete it. Because of this fear and dread we rather run away from the responsibility instead of taking it on face value and working through the tasks despite our negative feelings towards them. 2) “It’s too much work”- Much of where the struggle lies is in what we are telling ourselves about the tasks at hand. Oftentimes when we look at the tower of life responsibilities and things that must get done, we convince ourselves that it is just too much of a bother, and rather seek instant gratification while knowing that the more time we spend avoiding the tasks, the less likely we will be able to complete them, let alone complete them well. According to Seth. J. Gillihan, PhD, a clinical assistant professor of psychology in the Psychiatry department of the University of Pennsylvania, we convince ourselves that we would be less happy completing our tasks, and more happy avoiding them. Dr. Gillihan goes on to explain the psychological pull of procrastination as a form of negative reinforcement. This is where the negative feeling we get about completing a draining task, can be the motivating factor in us avoiding it and replacing it with something that give us instant gratification. For instance, if we take the meme example earlier, the

negative feelings one might have towards completing homework, exams or just life responsibilities on a whole, could drive them to avoid the tasks all together or until the very last minute the tasks cannot be avoided any longer. Simply put, we convince ourselves that delay= relief, versus task completion= satisfaction. HOW CAN WE PROCRASTINATE LESS? So now that we understand where the struggle lies, how can we help ourselves to procrastinate less? 1) Just Start- Oftentimes we get so stuck in the worrying stage or the fear that we will not be able to complete the task, we decide to throw up our hands and hope that the meeting is cancelled or somehow we will complete it at the last minute with no problems. Instead of convincing yourself that it cannot be done, dive right into the task and do as much as you can with what you can at that moment. You will be surprised how at times a task that seemed daunting

before, is not as bad as you have made it out to be in your mind. 2) Take it one piece at a timeWhen we leave tasks to be completed at the last minute, we place ourselves in a situation which force ourselves to complete large amounts of work in a small amount of time. This not only makes it difficult for us to complete the task well, but we become hurried, stressed and even more frustrated than if we just took the time to do a task piece by piece over time. To lessen the stress of an already stressful situation, doing the task in increments can help you to complete your tasks in a timely matter without the increased heart rate and frustration of doing it at the last minute. 3) Accountability- no one is successful on their own. All of us need some form of encouragement and accountability to complete tasks, especially those that seem really tough. Finding an accountability partner, whether it is your family member, best friend/s, spouse or

classmate, to hold you accountable to your word will exponentially boost your level of dedication to completing your task. 4) Reward yourself – After the level of energy it took for us to mentally convince ourselves to start the task, invest the time to complete it and check in with our accountability partner, it is only right that we reward ourselves. Whether that looks like netflixing for the rest of the night stress free, or eating something delicious and fattening, rewarding ourselves acts as a motivator for us to complete more tasks in the future; not to mention, we desire it. In the event that we are committed to cutting down on our procrastination habit, Dr. Piers Steel, who holds a Ph.D. Industrial-Organizational Psychology and is a professor of procrastination at the University of Calgary, formulated an online application called guidedtrack.com. This is a free application where it teaches users how to create numerous goals in relation to procrastination.

It also allows users to have access to their goals through e-mail once the user completes them. This is also a great tool in helping those who procrastinate to create realistic, achievable and manageable goals. It even allows users to create rewards for themselves once the goals are completed. FINAL THOUGHTS We all procrastinate with a number of things in our lives and oftentimes can find it hard to stop. So there is no shame in anyone trying to better themselves and lessen the habit of procrastination in order to free up our time and to lessen the unnecessary frustration and stress that comes from it. Whether you are working on a task for work, or a personal desire you have for yourself, using the habits mentioned above and even the application can be great tools that can decrease the habit of procrastination. Even if you find yourself still procrastinating after trying these habits, remember that it will take some time to get accustom to something that is new; give yourself a chance, and remind yourself the positives that can come out of procrastinating less. Two major car crashes in Provo just a day apart AN ACCIDENT involving two motor vehicles left two passengers hospitalized after medical officials had to use Jaws of Life to remove them out of the vehicle. The incident which occurred on Saturday (March 4, 2017) after 8pm in the vicinity of Glass Shack, in Providenciales involved a black SUV and a white Daihatsu Terios jeep. Both passengers were rushed to the Cheshire Hall medical Centre where they underwent surgery and up to press time, are in stable condition. Meanwhile, the following day Police and Emergency Services responded to another collision in the Grace Bay area of Providenciales at around 9:36 pm, which involved two

vehicles. Police officials said that when they arrived on the scene they noticed an overturned grey Toyota Sequoia SUV with extensive damages and a black Toyota Scion car with extensive damages to its front and left fender. Both male drivers of aged 23 were transported to Cheshire Hall Medical Centre to seek further assistance for injuries sustained. Kevin Clarke, police press officer is reminding the public that depending on the severity of an accident, those found guilty could face time in prison, so he is encouraging the public to drive with due diligence. BY DAISY HANDFIELD NINE students from the Einstein Nebbia School in Italy are currently in the Turks and Caicos Islands participating in a student exchange program, through a partnership with the Turks and Caicos Islands Community College (TCICC). The hospitality students will get the opportunity to explore different areas of the industry by participating in internships at some of the resorts on Providenciales. The students’ areas of study range from tourism, bar and service, pastry and restaurant. A press conference was held at the Providenciales branch of the Community College, behind the Butterfield Square on Wednesday (March 8, 2017), where the students were introduced and organizers gave brief remarks on the initiative. Head of the Culinary and Tourism Department at the TCICC, Michelle Hosten, gave an overview of the program and stated that she was delighted to have these students

As soon as I wrote to her, she immediately agreed to take part in the project because she wanted to enlarge the TCICC involvement with other people,” she said. The students are accompanied by three teachers. During the exchange program, the students at the college studying Culinary Arts will learn how to prepare Italian cuisines and the visiting students will teach the students at the college how to prepare local delicacies. The exchange students arrived in Providenciales on Monday, March 6, 2017 and will depart on April 3, 2017.

Nygard guilty of contempt and fined $50,000 in illegal dredging case CANADIAN fashion mogul Peter Nygard was convicted of contempt of court and fined $50,000 by a judge on Tuesday for breach of the Supreme Court’s order concerning illegal dredging near his property in Lyford Cay. On Tuesday night, a spokesperson for Nygard said his team disagrees with the judge’s ruling, adding that while Nygard paid the $50,000 fine before the specified deadline, he will appeal the ruling. If the fine was not paid by March 21, Nygard faced 14 days in prison. He was further ordered to remove the excavated sand and return it to Jaws Beach by April 7 or face additional fines. Govt: Sarkis misleading Bahamian public over Baha Mar THE government on Monday accused former Baha Mar developer Sarkis Izmirlian of misleading the public with inaccurate, unpatriotic and unsubstantiated claims in a bid to conceal his failures and detract from current progress. Mr Izmirlian’s company BMD Holdings issued a press release on Sunday that criticised completion efforts, accused the government of spreading misinformation about the resort’s progress, and insisted that alleged setbacks evidenced proved the ex-developer’s proposal was superior to the government’s track. However, in a statement this week, the government said Mr Izmirlian’s comments demonstrated a “persistent and unpatriotic attempt by the failed project developer to mislead Bahamians, detract from the tremendous accomplishments made by the stakeholders along with government in turning the project around, and to conceal the fact that BMD failed and then failed to recover from failure.” Mr Izmirlian’s comments follow an announcement from Rosewood that it will not open its resort at Baha Mar until 2018, and pointed out that

the Hyatt brand has not given a firm date as to when it will open at the resort. Both brands have confirmed their involvement. The government on Monday argued that suggested delays or staggered opening dates of independent operators did not detract from construction progress, or the scheduled soft opening next month. The government underscored that: the resort’s construction is on track under the direction of Chow Tai Fook Enterprises, a world class hotel and casino operator; former Bahamian resort employees were paid severance in full; more than 90 per cent of Bahamian creditors were paid in full, with the balance received significant compensation on their claims; and the resort is engaged in recruitment for more than 1500 jobs. “BMD had no evidence,” the government statement read, “and still today, has no evidence to suggest that Baha Mar would have opened sooner, had the Chapter 11 plan been left to continue over 1,000 miles away in Delaware, and with contested legal proceedings being pursued against CCA in England.

Karine Gagne, 23, of Quebec, Canada, appeared before Senior Justice Bernard Turner just a month after her case was forwarded to Supreme Court through the presentation of a voluntary bill of indictment presentation concerning the unlawful sexual intercourse charge she is facing. That concerns an alleged incident on January 5 at Great Sturrup Cay with a 15-year-old boy, who cannot

legally give consent to have sexual intercourse. After her formal arraignment in which she denied the allegation, Senior Justice Turner told the accused that she would stand trial on June 6, 2017. A status hearing was fixed for May 26, 2017 ahead of the substantive trial date. She remains on remand at the Department of Correctional Services until her next court appearance. UK parliamentarian blasts Jamaica for rejecting Britain’s prison offer THE Jamaican Government is yet to respond to a scathing rebuke by a British parliamentarian who criticized the island’s rejection of a £25 million (US$30.5 million) offer from the United Kingdom government to construct a new prison. Philip Hollobone, a member of the British Conservative Party, labeled Jamaica’s decision a “complete disgrace”, according to a report in The Sun. So peeved was Hollobone that he proposed that Jamaican nationals in UK jails be immediately deported or the Andrew Holness Government foot the bill to maintain their upkeep in British jails. “Their Ambassador should be called in and urgent arrangements should be made or some other solution to deport convicted Jamaican nationals who are taking prison places in our own jails. “If they won’t accept them we should send the Jamaican government a bill for their annual incarceration,” he said. The UK’s offer to construct the jail was made by former British Prime Minister David Cameron when he visited Kingston two years ago.

After a long wait, Jamaica Foreign Minister Senator Kamina Johnson Smith announced in January that the Government had turned down the offer because it was not in the island’s best interest. Smith explained that Britain had more to gain because the move would save that country £10 million (US$12.2 million) a year. A known condition of the deal was the transfer of 300 Jamaican prisoners to their homeland to complete their sentences. The money which the UK was offering would only have been 40 per cent of the cost of the prison, and the Jamaica government would have had to source the rest of the funds. A British Government spokesperson, however, told The Sun that there were no hard feelings and the UK Government would continue to work with Jamaica on the issue. “We will continue to work with them to deliver the return of Jamaican nationals from UK prisons to Jamaica and we remain committed to an excellent bilateral relationship across a range of issues, including security and prisoner transfers,” the official said.

RESIDENTS of a community near the burning landfill in The Bahamas’ capital are not expected to get the all-clear to return to their homes for another few days. While the massive fire at the New Providence Landfill in Nassau has been contained, Environment and Housing Minister Ken Dorsett said there will still be smoke in the Jubilee Gardens area and it was best for residents to stay away for now. He said the firefighters were battling not only the fire at the landfill but also a forest fire in the surrounding areas. Residents were forced to evacuate their homes when the fire, which began on Sunday, sent thick, black hazardous smoke into their neighbourhood. “We will probably be experiencing smoke for the next five to seven days. That is how long it will take to put this out. It will not be an easy fix,” Dorsett said at a press conference on Monday. “We are still not recommending people return to their homes in Jubilee Gardens. The wind changes direction throughout the course of the day, but from what I have seen I do not think the police have changed their advice thus far in terms in returning to their homes.” Despite an evacuation order being in place for the rest of the week, some residents have returned to their area to assess whether their homes

Former president, government officials arrested in Guyana FORMER president Bharrat Jagdeo was among several high profile members of the main opposition People’s Progressive Party (PPP) arrested on Tuesday as police continued their probe into the acquisition of land by several former ministers and members of the last Guyana government. Members of the Special Organised Crime Unit (SOCU) also arrested Dr Roger Luncheon, the former head of the Presidential Secretariat and the former natural resources minister Robert Persaud. As he was being taken away by officers, Luncheon told reporters that “we are fully supportive and cooperating with the police in their investigations”. Luncheon was taken away from the Office of the Opposition Leader in the presence of Jagdeo and former president Donald Ramotar, as well as former attorney general Anil Nandlall. Brexit: Government suffers second defeat in Lords THE government has suffered a second Brexit defeat in the House of Lords as peers backed, by 366 votes to 268, calls for a “meaningful” parliamentary vote on the final terms of withdrawal. Ministers said it was disappointing and they would seek to overturn the move when the bill returns to the Commons. Lord Heseltine, one of 13 Tory peers to rebel, said he had been sacked as a government adviser on regional growth. The previous defeat was on the issue of guaranteeing the rights of EU citizens. of withdrawal and fulfil its duty to properly scrutinise. “It must be for Parliament to decide whether to prefer no deal or the deal offered by the EU,” he said. “It will guarantee that the government must come back to both Houses and seek approval for the result of negotiations.” But government minister Lord Bridges said once Article 50 had been triggered, the process of leaving the EU was irrevocable and the amendment was totally unclear on what would happen if the UK and the EU were not able to agree a formal deal on the terms of exit. “We will leave with a deal or we will leave without a deal. That is the choice on offer.” Parliament, he insisted, would not be left “in the dark” during the two-year process and would be able to shape future legislation on the incorporation of EU law and potential changes to immigration rules. He also argued the amendment would tie Mrs May’s hands and make her task in getting a good deal “more difficult from day one”. China calls on N Korea to suspend missile and nuclear tests CHINA has proposed that North Korea suspend its tests of missile and nuclear technology to “defuse a looming crisis”. Foreign Minister Wang Yi said that in exchange, the US and South Korea could halt annual joint military drills, which consistently infuriate the North. The appeal comes after North Korea test-launched four missiles on Monday, breaking international sanctions. In response, the US began rolling out a missile defence system in South Korea. Speaking on the sidelines of China’s annual parliamentary meeting, Mr Wang said the Korean peninsula was like “two accelerating trains, coming toward each other with neither side willing to give way”. “Are the two sides really ready for a head-on collision?” he asked. A mutual halt of military

operations would be the first step towards easing tensions and reopening negotiations, he said. Three of the North Korean missiles came down inside Japan’s exclusive economic zone (EEZ) on Monday, prompting Japan’s Prime Minister Shinzo Abe and US President Donald Trump to say the region had entered “a new stage of threat”. Teen allegedly found carrying mum’s head after decapitating her AUTHORITIES say an 18-year-old North Carolina man called 911 on Monday claiming he had decapitated his own mother — and he was found soon after by responding officers allegedly holding her severed head in one of his hands, PEOPLE confirms. Oliver Mauricio Funes Machada is being held without bail after being charged with his mother’s first-degree murder, according to a statement from the sheriff’s office in Franklin County, North Carolina. Investigators claim that Machada stabbed his 35-year-old mother, Yesenia Funez Beatriz Machado, an undisclosed number of times on Monday before beheading her. Machada then called law enforcement to his mother’s residence at around 12:45 p.m. Monday, the sheriff’s office said. He allegedly told 911 operators that he had decapitated his mother. Deputies arrived to find Funes Machado holding the large butcher knife he allegedly used to kill his mother in one hand and her severed head in the other, according to the sheriff’s office. The statement alleges that Machada placed Machado’s head on the ground as authorities began approaching him. He was then taken into custody without incident. Panama’s ex-dictator Noriega ‘critical’ after brain surgery PANAMA’S former military dictator Manuel Noriega is in a “critical” condition after undergoing surgery on Tuesday to remove a benign brain tumor, the 83-year-old’s family and lawyer said. While the operation to cut out the tumor was “successful,” complications set in, the lawyer, Ezra Angel said. During post-operation tests, “it was found there was bleeding, and because of that he was taken back into the operating theater to bring the hemorrhage under control and to stabilize him,” Angel said. The additional procedure was “even riskier” than the first, he added. A daughter of Noriega’s, Lorena Noriega, told reporters that her father had a “big cerebral hemorrhage that is completely inflamed and he is in a critical condition.” Frail and frequently ill from a variety of ailments, Noriega was released from El Renacer prison on the banks of the Panama Canal into home detention in January to prepare for Tuesday’s operation, which had been delayed since February. Noriega had been suffering from a benign meningioma, a tumor on membranes that cover the brain and spinal cord just inside the skull. IS gunmen dressed as medics kill 30 at Kabul military hospital MORE than 30 people have been killed after attackers dressed as doctors stormed the largest military hospital in Kabul, Afghan officials say. Militants armed with guns and grenades gained entry after one detonated explosives at a hospital gate and then opened fire on staff and patients. Commandos who landed on the Sardar Daud hospital roof killed all four attackers after several hours of fighting. The so-called Islamic State (IS) group has claimed the attack. The Taliban has denied any involvement. More than 50 people were also wounded, the defence ministry said. President Ashraf Ghani said the attack at the 400-bed hospital “trampled all human values”. “In all religions, a hospital is regarded as an immune site and attacking it is attacking the whole of Afghanistan,” he said. By having more materials available, the speed at which commercially viable solar fuels could be discovered has increased – a breakthrough that would allow us to replace fossil fuels with clean energy. mass, high-intensity interval training had the greatest effect at a cellular level, specifically on mitochondria. Mitochondria are

commonly referred to as the powerhouses of the cell; their primary function is to produce adenosine triphosphate - the molecule that transports chemical energy within cells. As we age, the capacity of mitochondria to generate energy slowly decreases. By comparing proteomic and RNA-sequencing data across the exercise groups, the team found that exercise encourages cells to make more RNA copies of the genes that code for mitochondrial proteins and proteins responsible for muscle growth. Younger volunteers carrying out interval training showed a 49 percent increase in mitochondrial capacity and, even more impressively, the older group saw a 69 percent increase.

Nutrition workshop held in Providenciales to commemorate National Nutrition Month BY DAISY HANDFIELD NUTRITION in Demand, a nonprofit organization, collaborated with the TCI Heart Foundation and the Centre for Entrepreneurial Development to host a free workshop, in an effort to bring awareness to the importance of health eating. This collaboration is part of National Nutrition Month, which is celebrated worldwide throughout the entire month of March to promote healthy living. The workshop was held at the Chamber of Commerce headquarters in Providenciales on Wednesday (March 8, 2017) and promoted under the theme of “Your health is your entrepreneurial wealth”. Mrs Tamika Handfield, founder of Nutrition in Demand and guest speaker at the workshop told media houses in an interview on Tuesday that this was just one of the initiatives planned to observe National Nutrition Month. She said: “The aim is to bring awareness, which is the main mandate of the non-profit, Nutrition in Demand. The mandate is to raise awareness to health and healthy eating. We know that it is important but getting to it or sometimes doing

it may be a bit more difficult than we actually realize because food is a part of our comfort zone and a habit. We were taught how to eat certain foods from as young as 2-year-old so making those changes now can be a bit more difficult than we actually expect. This non-profit is here to show you how you can make small changes that will take you to your final goal of being healthier.” During the workshop, there were hands-on activities, where participants were able to get involved and ask questions. As it relates to nutrition, Handfield said that everything you eat must be eaten in moderation. “Moderation is the key…I allow myself to enjoy my cultural foods because that is what I know, but I am also mindful that sometimes those cultural foods may not be the best for me. I know that I have to incorporate more fruits and more vegetables and stuff like that.” The dietician said that sometimes one of the pitfalls that we fall in is not having certain food groups incorporated into our diets and then longing for them. She said that when we end up eating them again, we end

Continuing effort to boost autism awareness CONTINUING in their efforts to boost awareness on autism, Beaches Turks and Caicos Resorts and Spa has partnered with the International Symposium on Cognitive Research and Disabilities [ISCRD] to certify over seventy team members at the resort following a workshop hosted at the resort from March 6, 2017 through March 11, 2017. The training is a continuation of a sensitization workshop where over three hundred staff members and teachers and students from various schools in the community were provided knowledge on how to interact with children and families who may be experiencing and affected by autism. Monique Graham, training manager at Beaches Resort TCI, said the sensitization workshops help to ensure that the resort can cater to the needs of all clientele. The certification courses are being offered to front line staff such as team members from the Kids Camp, Housekeeping, and Front Office Agents to name a few. “This certification says that our team members are not only aware of autism, but they are trained and certified into what autism is and how we as a company, sees our clientele to say that we cater to everyone needs,” she said. Not sure I follow what this quote is saying. The training is the resort’s commitment to ensure that the team members who have direct interaction with the children (guests or otherwise) are aware and trained on how to address an autistic child. Kayanne Ajari of the Kids Camp found the autism training beneficial to her daily work because she constantly comes in contact with children with autism, “Working in the kids’

camp we do have a lot of these young guests who come in. This training will reinforce our understanding of the condition and help us treat with, and understand the kids as they come. This is beneficial for the camp and the families that may be affected.” The training focused on Autism and ADHD, the causes, dispelling the misconceptions surrounding children who have these illnesses and recognizing behaviour patterns. The overall goal for executives at the resort is to have at least one in five team members within the resort certified on Autism Awareness in the near future Attendee Rhonda Francis, assistant sales manager at Beaches TCI, said she found the training extremely helpful as the topic also hits close to home; “It’s very important to me because it’s personal to me as my son has ADHD. I don’t know much about it, but because it’s personal for me, it’s going to help me at home and at work whenever I interact with the kids here. We have the kids’ camp and we do a lot of activities with them such as the Sesame Kids Breakfast where we attend and interact with our young guests.” Room Technician Supervisor in the Engineering Department Anesha Beckford, also commented, “Knowing that this is a family resort, it will be more helpful when we encounter those children so we know how best to interact with them.’ Earlier this year, Beaches TCI partnered with Sesame Workshop to sensitize team members to autism, as part of a program entitled, “See Amazing in All Children” Workshop which was originally launched at sister properties in Jamaica.

Entertainment Murphy shows support for ‘A Day Without Women’ ONE of the busiest men in TV has told the women who help him make his can’t-miss shows to take the day off on Wednesday. Producer Ryan Murphy, the man behind “American Horror Story” and “Feud,” is showing his support for A Day Without Women by telling the female employees of his production company not to show up for work. “In honor & support of tomorrow’s A DAY WITHOUT A WOMAN, ALL the women in my company will not be working,” he wrote on Twitter. “So in short, nothing will get done.” A Day Without Women is a oneday strike organised by the team behind the Women’s March on Washington. The March, held in January, attracted large crowds to the nation’s capital and prompted similar demonstrations across the world. Women are encouraged to take the day off from paid and unpaid work, avoid spending money, and wear red on March 8. “There are marches and events happening all over the country. We will be there. You should too,” Murphy added. “Show love and

support!” It is not known how production on Murphy’s shows will be affected for the day. 20th Century Fox and a representative for Murphy have not returned CNN’s request for more information. Mo Farah: Supplement infusion ‘not recorded properly by UK Athletics’ UK Athletics staff may not have properly recorded an infusion of a controversial supplement for its star athlete Mo Farah, the BBC has learned. The infusion of the legal supplement L-carnitine, given to Farah in 2014 before a major race, is being probed by the US Anti-Doping Agency (Usada) to see if it broke rules on infusions. The infusion was carried out by UKA medics under instructions from Farah’s coach Alberto Salazar, who has been under investigation by Usada and UK Anti-Doping (Ukad) since 2015. That followed claims of doping and unethical practices made in a BBC Panorama programme. Both Salazar and Farah have strenuously denied breaking any rules. Despite having provided “information” to Usada on the infusion the BBC understands that UKA may not have recorded all data properly. A UKA spokesperson told the BBC it had fully co-operated with the anti-doping authorities and had provided “information” relating to the infusion, including the amounts, to the doping authorities. UKA did not directly answer repeated requests from the BBC for detail about whether medical protocols on record keeping were followed over the infusion, which was given to Farah ahead of his London Marathon debut in 2014. The BBC understands, however, that UKA staff failed to centrally log key data into the UKA system, and investigators have therefore been unable to establish beyond doubt what the infusion levels were. According to a leaked Usada interim report, passed by the Fancy Bears hacking group to the Sunday Times Insight team, Farah’s L-carnitine infusion remains under investigation by Usada to evaluate whether it broke World Anti-Doping Agency rules on infusion limits.

A spokesperson for Farah said the infusion and was “well below” the 50millilitre limit permitted under the Wada code. The Usada report centres on claims a number of athletes at Salazar’s Nike Oregon Project were given infusions of the chemical L-carnitine - a naturally-occurring amino acid often prescribed as a supplement for heart and muscle disorders. Although not banned by Wada, infusions of more than 50ml in the space of six hours are prohibited. The interim report cites evidence that many of the L-carnitine infusions carried out by Salazar on some of his athletes were “almost certainly” more than 50ml and therefore doping violations. The report revealed Usada was aware of one infusion, involving four-time Olympic gold medal winner, Farah. The report states: “Oregon Project athlete Mo Farah received an L-carnitine infusion from British physician Robin Chakraverty in April 2014.” Salazar had sent instructions by email to Barry Fudge, a UK Athletics physiologist, to assist him in “preparing an L-carnitine infusion for Mo Farah to use prior to Farah’s marathon debut, set to occur in the London marathon” on 13 April, 2014. The Salazar email to Fudge included an infusion protocol used one other, unnamed, NOP athletes. Usada’s investigation revealed its scientists believed that the large increases in L-carnitine levels in several NOP athletes’ bodies after infusion would not be possible if the 50ml limit was adhered to. In Farah’s case, according to the report, Usada had not obtained medical evidence of the dosage taken ahead of the race, in which he finished eighth, four minutes behind the winner. The report adds: “Usada continues to investigate circumstances related to L-carnitine use by Mo Farah.”

Russia doping reforms not happening quickly enough, says Wada chief RUSSIA’S anti-doping reforms are not happening quickly enough, says World Anti-Doping Agency director general Olivier Niggli. Last year’s Wada-commissioned McLaren report claimed more than 1,000 Russians benefited from a state-sponsored doping programme between 2011 and 2015. Russia’s sport leaders have promised to improve the country’s record on doping. “It’s not happening at the speed I would have liked to see but it is happening,” Niggli said. Speaking to BBC sports editor Dan Roan at a Tackling Doping in Sport conference, he added it was too early to say whether Russians will be allowed to compete at the 2018 Winter Olympics in Pyeongchang. Several sports federations, including athletics’ governing body the International Association of Athletics Federations (IAAF), have banned Russian athletes from international competition until the country’s anti-doping work has met requirements. That came after Wada called for a blanket ban on Russian competitors when details of the state-sponsored programme first emerged. However, the International Olympic Committee (IOC) in contrast to the International Paralympic Committee - opted not to enforce a total ban on Russia.

Wada director general Olivier Niggli also told a Tackling Doping in Sport conference that sport needed more whistleblowers.

When asked about next year’s Winter Olympics, Niggli said: “We are working with them to see if things can be put into place and a credible system be reinstated in Russia in the coming months. We will see where they are when we get closer to the Games. They still have a number of months to do the right thing. The ball is in their camp, they know what they have to do.” Russia says it has implemented a series of changes to address the

“roadmap” laid out by Wada that will see it return to competition. Russian President Vladimir Putin said Russia’s own system “didn’t work” and it should acknowledge its failures - though he continued to deny any state-sponsored programme of systematic cheating took place. Both Wada and IAAF president Lord Coe were among those saying they were “encouraged” by the president’s statement, and the IAAF believes Russians could be back

competing by the end of the year. Meanwhile, Niggli told those at the conference that sport’s antidoping authorities needed more whistleblowers to help them identify drug cheats. He also revealed Wada was exploring a complete ban on corticosteroids. Athletes can use the anti-inflammatory medicines out of competition and can even take them in competition if they can prove a medical need, called a ‘therapeutic

use exemption’ (TUE). Britain’s most successful Olympian, cyclist Sir Bradley Wiggins, has faced questions over his use of a corticosteroid in competition after hackers revealed medical records last summer. Wiggins’ TUEs were approved by British authorities and cycling’s world governing body the UCI, and there is no suggestion he has broken any rules. (BBC)

Khan won’t be Manny’s next opponent.” The April fight was originally arranged after Pacquiao’s followers on Twitter voted Khan as the

Khan, 30, who won silver as a lightweight at the 2004 Olympics, beat compatriot Kell Brook, Australia’s Jeff Horn and American Terence Crawford with 48% of the vote carried out by Pacquiao. Arum also told the Los Angeles Times that the $38m (£31.1m) offer for the bout had failed to materialise and that the duo could not face each other until the second half of 2017, under revised terms. Flyers suffer first on-court PABA defeat CURRENT favourites for the title the Five Cays Flyers suffered their first defeat on court this season when they went down to the GT Stallions. The Flyers’ only other loss this season, was via the walkover route after they had refused to field a team. The feature clash last Saturday saw the two powerhouse teams in a close battle. Stallions won 81-75, with Levenskay Missick leading the charge with 20 points and four rebounds. The all-round team effort was obvious since the next best scorer was guard Kino Williams with 12 points.

Flyers were a two-man show with Anthony Cash and Saundro Germain both scoring 24 points. Cash also added nine rebounds, three assists and three steals, while Germain grabbed eight boards. On Friday the Stallions had also recorded a win when they clashed with the Spartans. Clifton Jean led the winner’s attack with 16 points in the 69-55 win. Kino Williams added 14. Devon Williams led the Spartans with 21 points and two steals while Emanio Williams chipped in with 16 points and four assists.

Also on Friday evening, the Predators defeated the Hustlerz 5653. Carlon Bassett led the Predators with 13 points and six boards. Alvin Parker and Duran Dean scored 13 and 12 points respectively for the Hustlerz. The Spartans bounced back from their defeat to beat the Kings 77-56 in Saturday’s opener. Fedlor Semora led the Kings with 22 points and 11 assists. Emanio Williams and Devon Williams tallied 54 of the Spartans’ points. THE much anticipate Fortis Youth Football League kicked off with some superior football last week at the TCIFA Academy ground. In the U9 Boys’ League Lightning City went ahead with two wins. They got past Fusion Milan 2-1, and Power Munich 5-4. Munich had defeated Energy United 5-3 in the opener. In U9 Girls’ League, Power Munich recorded back-to-back wins for six points and the top spot. They defeated Energy United 7-5 before beating Lightning City 2-1. Energy United and Fusion Milan are tied for second. Lightning City were ahead with two wins in the U11 Girls’ League. They defeated Fusion Milan 2-1 and Power Munich 4-1. Fusion Milan

were in second place after a 4-1 win against Energy United. In the U11 Boys’ League, Energy United are ahead after one round. They defeated Power Munich 7-1, while Fusion Milan and Lightning City drew 2-2. Energy United and Fusion Milan are tied on points with a win each in the U13 Boys’ League. Energy United defeated Power Munich 9-1, while Fusion Milan got past Lightning City 5-1. Among the big scorers for week one, were U9 boys: Jack Blain and Maddox Zaidan Jones with five goals each; U11 girls: Olivia Park and Raven with three goals each and U13 boys: Kyle Cushing Meehan and Christopher Louisy with four each.

Forbes impressed with team TCI

BILLY Forbes, TCI’s top international footballer, is ecstatic with his performance and that of the team that competed in last month’ CONCACAF Beach Soccer Championships in the Bahamas. The 26-year-old finished with seven goals, the most for team TCI and the ninth most overall in the competition. He did this without much practice in the sand. “It totally different than real soccer; beach soccer is really hard. I didn’t expect it to be like that at all,” Forbes had told the Weekly News after the opening clash. Nevertheless, the San Antonio FC player found his footing and became a prolific scorer for the side. He got good support from Herby Magny (TCI’s top goal scorer in beach soccer) and Mackenson Cadet. Magny who scored five times, duplicated his performance two years ago in El Salvador when he had also scored five goals. Cadet added four successful strikes. For Forbes, TCI is close to becoming a powerhouse in the region. “I think the team has come a long way. When we played against some of the big teams in the world, it was obvious that the difference is not that big of a gap. What’s exciting is that we only have been playing for a few years. We did really good.” The United Soccer League player lauded the performance of
