Desarrollos Hotel Group tightlipped on Ritz Carlton hotel going forward BY DELANA ISLES THE DEVELOPERS for the proposed Ritz Carlton resort in Gracebay has refused to say what progress they have made, if any, with the current government regarding the new development going forward. When this publication contacted the TCI point person for the group, real estate agent Walter Gardiner, he would only say that they have “nothing to say at this time” and that the matter is still engaging the attention of the courts. However, Gardiner’s statement is not quite accurate as the most recent court matter in which Dessarollos was named as an interested party has since been resolved, paving the
way for the planning process for the resort to be restarted. That process had been halted since the court became involved. Strata Corporation, under which the Venetian and Tuscany hotels fall, had started the court matter in 2015, and earlier this month the Appellate Court had pounded the proverbial nail in their coffin with a dismissal of the hotel’s last appeal. But there is one last ditch effort the hotels can pursue, that of an appeal to Her Majesty’s Privy Council. When contacted on Thursday, legal eagle for Strata, Conrad Griffiths indicated that his client is still awaiting the court’s written judgement, which will contain their reasons for denying the appeal.

Griffiths had previously told the media that his client will make a decision on whether they will move to the Privy Council after they have reviewed the appellate court’s reasons. But while Dessarollos remains quiet on their progress, Premier Sharlene Cartwright told the press two weeks ago, that her government has already met with the Group’s officials to find out what direction they would like to go. She had indicated that the developers are eager to go forward, but she had also stated that while her government is willing to go forward with any development, they are only prepared to go ahead with ones that benefit the people of the TCI. She had also denied allegations by the Opposition that the PDM Government is not in favour of the project. The Premier’s cautious attitude to the Ritz Carlton project has stirred speculation that the government does not intend to follow through on the project. Her position is the polar opposite of the former government’s, which was eager to bring in the Dessarollos Group over the past four years they were in office. The group had first proposed to construct the JW Marriot Hotel in the TCI, but shortly after announced that they would instead be switching to the Ritz-Calton brand. The Marriot was to have been a nine-story hotel, scheduled to open in early 2016, to be built on an11acre site along the Grace Bay beach in Providenciales. After Dessarollos switched the brand, in April 2015, the Rufus Ewing government signed a development agreement with them to build a $224 million Ritz Carlton hotel, resort, casino and spa in the Grace Bay area. That development is expected to consist of 124 luxury hotel guest rooms, penthouses, resort residences and associated facilities.
THE GOVERNOR’s office has confirmed that they are in the process of recruiting a financial advisor to replace the controversial position of Chief Financial Officer (CFO) when the post comes to an end on March 31. On Tuesday (March 14) David Moore, Head of the Governor’s Office, confirmed the news, which was initially reported by a sister publication in the TCI over the weekend. Moore said that the advisor has not been recruited as yet as they are still in the process of looking for someone. Asked which country they are looking to hire that individual from, Moore would only say it is an ongoing process and that, that person could be from anywhere. However, he was keen to point out that the new post and its responsibilities will be very different from that of the CFO’s. “Initially the CFO had a wide range of powers, but the financial advisor will not have the same powers. It is just to advise the Governor on what is going on with the finances in the Turks and Caicos Islands,” Moore said. The position of CFO has been held by Stephen Turnbull, who has held the controversial post since March 18, 2013. The position was enacted by way of a Chief Financial Officer Ordinance 2012 following a Constitution Order. It was first assigned to help the TCI Government to continue on its path towards sustainable public finances. The local media house that broke the story alluded to a document alleged to be a “Turks and Caicos Islands (Finance) Order 2017” that will come into force on April 1, 2017, when the role of CFO will be abolished and section 7 of the TCI Constitution Order 2011 is revoked and the CFO Ordinance repealed. This new Ordinance reportedly confers on the Governor powers to ensure that “reasonable funding” is provided for specified matters, including those for which the Governor has a special responsibility under the Constitution, upholding the rule of law and judicial independence, and ensuring compliance with international obligations to which the TCI is subject. The media report stated that the official document from the United Kingdom states that the Turks and Caicos Island Government was “fully consulted in the preparation of the instrument and is content”. reach the Premier who is also the Minister of Finance to confirm this statement, all proved futile. The newspaper report further states that under the new law, the Minister of Finance - Premier Sharlene Cartwright-Robinson - “must ensure that appropriate facilities are made available” to the financial adviser in order to enable the financial adviser to work within the ministry of finance, investment and trade.” The article states: “According to the document in recognition of the progress that the Turks and Caicos Islands has made to restore TCI’s public finances “from a point of near bankruptcy to a healthy surplus and delivery of strong economic growth”, the United Kingdom does not consider that there is a continuing need for the office of the Chief Financial Officer.” In 2012 when the CFO Bill was passed the Premier, who was at the time the leader of the opposition, had slammed it calling the high level of “meddling” in the TCI’s affairs allowed under it “unacceptable”. She stated at the time: “I cannot accept this level of meddling to the extent that he is empowered to under this bill during an elected government’s regime...it makes a nonsense of the functions and powers of a Minister of Finance, as he who holds the purse controls the priorities and policies by extension. “This in effect waters down not just the role of the elected Minister of Finance but also an elected government.” According to her, the role of the CFO was one of establishing strong fiscal management systems through policies and laws. She said: “I did recognise his continuing role in the 2011 Constitution and expected that his role will become somewhat of an Advisor to the Governor and the government generally to ensure the systems are maintained.” Last November, at the Joint Ministerial Conference meeting in London it was reported that the minister of the foreign commonwealth office, Baroness Joyce Anelay had committed to removing the position of Chief Financial Officer by the end of March 2017.

PNP takes disciplinary actions against Misick, Hanchell and Boyce BY DELANA ISLES IN THE wake of their massive loss at the polls on December 15, 2016, the Progressive National Party (PNP) has taken disciplinary action against three registered members of the party. Those three persons are Michael Misick and McAllister Hanchell – both of whom contested the elections as independent candidates – as well as Lillian Boyce, who campaigned for the People’s Democratic Party (PDM) in the run-up to elections day. Misick who was denied the opportunity to contest the general elections under the PNP umbrella when he expressed an interest in doing so, had taken action and contested as an independent all islands member, as did Hanchell. Misick pulled in 1,629 votes, while Hanchell received 97 votes as an independent candidate, contesting in South Caicos. Both candidates, along with Boyce, have been staunch PNP members, and have all served as
ministers of government several years ago. The popular former Premier has on many occasions affirmed that he has and will always be a faithful supporter of the party. The disciplinary action was confirmed by PNP Chairman, Royal Robinson on Thursday (March 16) when Weekly News contacted him. Robinson said that the matter is being dealt with internally and has only just started. “It is a process in our constitution that deals with any member that is found wanting by another member and even though Mr Misick has posted something out there, it is an internal matter between the party and the individuals,” he stated. Robinson reiterated that it is an internal investigation, and while it may manifest itself in the public domain at some point, until the process has been concluded, he can comment no further. However, documents obtained by this publication outlined the exact grievances the party has taken up
with at least one of the members. In a letter addressed to Misick on March 8, Robinson as chairman of the disciplinary committee informed him to respond in writing within 14 days to complaints arising from his participation in the 2016 general elections. The disciplinary committee is made up of Robert Hall, Madlin Potter, Emily Saunders, Donhue Gardiner, Carlos Simons, Arabella Smith and by invitation Sonia Williams. The complaint against Misick was made by unnamed members of the party’s national executive committee, the document revealed. As stated in the document: “The complaint is that during the 2016 general elections you campaigned as an independent candidate in the all island electoral district (AIED) and had yourself nominated as such in breach of Article 4A and 4.5 of the party’s constitution and also in breach of a specific pledge signed by you on 17 June, 2016 by which pledge you promised to
abide the results of the party AIED selection process and not to contest the elections otherwise than as a candidate of the party.” This publication also received a copy of Misick’s response to the PNP missive. He first enquired as to who exactly had made the complaint against him. He then went on to accuse Robinson of deliberately sabotaging him in the last elections by “intentionally not putting my name on the original list of persons contesting to be a candidate”. Reaffirming his commitment to the PNP, the former Premier pointed out that he has seen many people breach the party rules and many others run as independent candidates with no action being taken against them. He further stated: “I find it shocking that after a devastating loss at the elections, the leadership that the people rejected should be wasting their time trying to penalize one of their own rather than making moves to heal the wounds and bring
the party together.” He suggested to the party chairman that instead of blaming him for the loss, that they look within themselves to see why the public rejected them and make the necessary changes in order to be a viable contender in the 2020 general elections. He added: “Quite frankly I see this is an old vendetta between the present acting leader and myself. “He still has not come to grips with me winning the leadership against him in 2002.” He further suggested that the party’s time would be best used to reclaim the party’s lost support base. Misick stated that he does not have the time, will or wish to engage in a fight with the party he loves and helped to build, while he is already in a legal fight for his “rights and freedom”. He further suggested to Robinson to let sleeping dogs lie, and concentrate on getting all hands on deck – including his – to rebuild the party.

PRIVATE BEACHES IN THE TCI?
Does the law allow for private beaches in the TCI? Well, residents and tourists have complained to this newspaper of being denied access to Taylor Bay, because the developer has installed gates at the two access points to keep beach goers out. What are your thoughts?
No tents or structures Beaches should not be private, but the government may consider properly regulating certain water sport operators in how they set up their shops, buildings and signs on our public beaches. Maybe the developer at Taylor Bay does not want tents, structures and various advertisement signs erected all over the public beach with all manner of businesses being operated out these temporary structures on a daily basis, hence the gates to try to preserve the peace and tranquility of this beautiful peaceful private beach.
Same law
Under British law, as transferred into the Commonwealth countries, it remains that up to the high water mark there is public access. What is otherwise termed as the high water mark ( the “Queen’s bottom”). So there unless someone recently changed the law.
Beaches are public
The law is quite clear : beaches are open for public. Can anyone break the law and block access ?

No private beaches here
There are no private beaches here, and gates are not supposed to prevent locals from going to the beaches in any way. I have traveled and seen this game before. It’s used to keep locals away from what is publicly theirs and usually go unreported. It is abusive to islanders and crosses the line. It works in places with weak government. This is a government issue to immediately correct. If not corrected it will
cause division and anger and unfortunately like I have seen before, protest.
Beaches are for everyone
The beach belongs to everyone…that is the beauty of the islands…..and no one has the right to block the beach or any portion of it without going through a permit process…. including any resort or entity. This should be made clear to them in the planning stages of their proposed plan whether it is new construction, any renovation or even special attractions that are of a temporary or limited nature. All of the world knows of the uninterrupted stretch of ‘white sand beach’ and to limit or impede that perception of the islands is to take away what attracts tourists to the islands and prevents many worldwide tourism publications from saying that the beautiful beach stretches for 12 miles. You don’t want a story to come out when someone is booking a stay. Yes, it is one beautiful beach that is the best in the world….. except for a blockage in two or three places.

Those never were public accesses. The developer has the full right to close them.
Tomfoolery
We have a cocktail here and it’s been around a long time. It’s called a TCI Tomfoolery. It is lethal; with prime ingredients of greed, stupidity and pig ignorance. Government has the patent on this concoction.In short and legally, any owner of property fronting the beach owns a boundary to midway between the high and low tide, which of course is variable. Government insists it is merely to the edge of vegetation. If accretion occurs, as often happens, the
owner finds he has separate land, not his, between himself and the beach. In other words he no longer has beach front property. You can guess the serious consequences of this and governments have made mileage out of the issue, by selling the accredited land to the owners, with the prospect of the whole rip-off being repeated if further accretion occurs. It ‘s political, as they have a dread of the public being prohibited from accessing the beach. Although whether there is a public right on account of historic use is another matter Either way you look at the issue it represents the usual mess and shortsighted approach to issues here, along with access to property and easements. The stock phrase to the gullible is “that’s the way things are done here”. Meanwhile, the litigation lawyers are rubbing their hands with invisible soap!

What thoughts? If the fencing is legal, we have to live with it. If not, have the Government IMMEDIATELY remove any offending fences or gates, regardless of whether it is Michael Ashcroft’s property!
Dollars speak
When it comes to beach access, we are second to no class citizens. There is hardly a beach that is truly accessible in Providenciales. These developers have long dollars, so they just pay their way through. Such a shame.

Former Premier says CFO and Financial Advisor positions the same BY OLIVIA ROSE FORMER Premier Michael Misick says replacing the Chief Financial Officer (CFO) post with Financial Advisor to the Governor is merely a change of title, the powers remain the same. Misick in his comments on Monday March 13, alluded to public`s perception that the person who holds this position, intrinsically pulls the country`s purse strings. Following the recent announcement by the United Kingdom (UK) government to abolish the contentious post of Chief Financial Officer (CFO) from TCI`s Constitution, and appoint a Financial Advisor to provide assistance to the Governor in the exercise of his powers relating to Government finances, Misick took to Twitter to voice his opinion on the matter. The Former Premier in his Twitter rant said: “We need real change”. Misick further is adamant that the Turks and Caicos Islands should follow in the footsteps of Scotland and seek an Independence referendum. Emphasizing that the will of the people is paramount in this decision he said: “Let the people decide.” In retrospect, former Premier Rufus Ewing at the UK Overseas Territories Attorneys General fourday symposium last September, called the position of Chief Financial Officer (CFO) a flagrant violation of the Turks and Caicos Islands’ democracy. Ewing lashed out at the British for imposing a Chief Financial Officer (CFO) upon the country under the new 2011 constitution. He said it was sold to the people that the position would remain until such time that the Loan Guarantee was lifted after repayment of the UK guaranteed bond. Ewing at that time revealed his plan to introduce a CFO Repeal bill to the House of Assembly to forcefully demonstrate his Government`s will to remove the CFO. He said: “This Government upon assuming office took the stance as communicated in my letter to the UK Secretary of State in February 2013 that the position of CFO was a violation of the principles of democracy. “The responses received made it blatantly clear that we would be fighting an uphill battle against the UK’s position and this administration made the decision to focus efforts on governing this country and aggressively embarked upon one of the most successful economic recovery strategies seen in modern times.” “We deemed it essential to fortify ourselves to fight another day and relied on the guarantee of the UK Government that the position of

CFO would be extinguished upon retirement of the UK Guarantee.” Ewing reminded that his government has toiled arduously and the people have made tremendous sacrifice to achieve the economic recovery of the country. “We have retired our debt in February of this year and discussions had commenced with the Overseas Territories Minister and FCO from December last year as we demanded that the U.K. Government uphold its end of the agreement with the people of these islands.” It was agreed in the Government`s discussion with the UK Government that there would be a six- month transitional period following the repayment of the bond, he added” Several residents on the popular facebook page “Speak your Mind TCI” also weighed in on the announcement, one person wrote: “The UK government attempted to water down the post, but it is still the same CFO in some respects. “If the Governor needs a financial advisor to assist with his special responsibilities in relation to institutions of good governance, the judiciary and the police, and to advise him on those related financial matters, than that is fine. “However, for that person to be working within the finance ministry gives the impression that the minister is not in charge of the country’s finances. “If it is ever the case that person attempts to interfere directly in the affairs and or operations of the ministry of finance that would be highly irregular and undemocratic. “So I see the potential for conflict if the post holder is a power hungry person, who does not know the limits of their authority. “The Governor should clearly outline to that person what they can and cannot do, or they are asking for trouble. And there should be clear stipulations as to what that person can and cannot do.” Another contributor pointed out
that the actions of unscrupulous politicians placed the country in the predicament it currently faces. He said: “Do we need a CFO or Financial Officer? (Not necessarily) however “ Let’s remember why we are in this position. “We had politicians who were so happy living the big life and emptied the treasury when Hurricane IKE hit, lo and behold nothing was left and now we are fighting to get out of the situation that the former politicians put us in.”

Stacy Cox elected as new president of CSHAE BY OLIVIA ROSE SEASONED hotel industry professional Stacy Cox is the new president of the Caribbean Society of Hotel Association Executives (CSHAE). Cox was recently appointed to the leadership position during board meetings that preceded the Caribbean Hotel and Tourism Association’s (CHTA) annual Caribbean Travel Marketplace event in The Bahamas. CSHAE is an independent organization aimed at advancing professional development and strengthening networking among Caribbean hotel and tourism association executives. Cox, who has served as the Executive Director of The Turks and Caicos Hotel and Tourism Association (TCHTA) since September 2011, is a native of The Bahamas and a citizen of the Turks and Caicos Islands. She has amassed more than 20 years of hospitality experience in both destinations. As Executive Director, she represents the membership of TCHTA on matters affecting the tourism and hospitality industry, both locally and internationally,

including advocacy issues and marketing initiatives, which help build a sustainable tourism product through awareness, outreach and educational programs. “To be elected by my counterparts
throughout the Caribbean for such a role speaks volumes and I am truly honoured,,” said Cox, who promised she will not take the role lightly. She looks forward to continuing her advocacy efforts
for local members, while “taking our collective voice to CHTA, with the hope of having our issues addressed at the top of the regional association’s agenda.” “It is a blessing to have Stacy in this leadership role,” said Director General and CEO of CHTA Frank Comito. “She has been a model member of this group for several years and we always look forward to her wise counsel and enthusiastic, solutions-driven approach to addressing challenges for our members. Cox began her hospitality career as an activity coordinator in 1991 at what is now the world-famous Atlantis Paradise Island, Bahamas, and quickly moved her way up the ranks, receiving the coveted “Cacique” award prior to leaving her island home. In 1997, she moved to the Turks and Caicos Islands, where she held general manager positions at Windsong Resort and Royal West Indies Resort. The hospitality professional is committed to the advancement of the tourism industry and believes
that education and awareness of opportunities within the sector are critical in the region. “One of my first tasks as President of CSHAE is to meet with the team to determine how we can better raise the profile of the Society and to identify networking and developmental opportunities for all Associations,” she said. Cox volunteers her time to organizations and events such as Youth Explosion, Maskanoo, TCI Shines Clean-up Campaign and TCI Little Chefs. She has also served on various executive boards, including TCHTA, Turks and Caicos Tourist Board, Turks and Caicos Animal Welfare Committee, CHTA, CSHAE, Junior Achievement Turks & Caicos Islands, and The Salvation Army. An advocate of continuing education, she has furthered her own professional development through online courses at Cornell University and the American Hotel & Lodging Association. “Obesity identified as potent risk factor for development of kidney disease” BY OLIVIA ROSE OBESITY has been identified as a potent risk factor for the development of kidney disease. According to the World Health Organization (WHO) obesity increases the risk of developing major risk factors of Chronic Kidney Disease (CKD), like diabetes and hypertension, and it has a direct impact on the development of CKD and end stage renal disease (ESRD). The WHO also noted that in individuals affected by obesity the kidneys have to work harder, filtering more blood than normal (hyper filtration) to meet the metabolic demands of the increased body weight. The increase in function can damage the kidney and raise the risk of developing CKD in the long-term. The good news is that obesity, as well as CKD, is largely preventable. Education and awareness of the risks of obesity and a healthy lifestyle, including proper nutrition and exercise, can dramatically help in preventing obesity and kidney disease. The role of the kidneys is often underrated, but the kidneys play a vital role in the daily workings of your body. The kidneys play a major role in maintaining your general health and wellbeing. They sort, non-recyclable waste from recyclable waste, 24 hours a day, seven days a week, while also cleaning the blood. World Kidney Day was observed across on Thursday March 9, this year the day sought to promote

awareness and education about the harmful consequences of obesity and its association with kidney disease, advocating healthy lifestyle and health policy measures that make preventive behaviors an affordable options. Locally, the Ministry of Health and InterHealth Canada partnered to spread awareness across the Turks and Caicos Islands on the disease, prevention and treatment. During a television program on PTV8 news InterHealth Canada Nephrologist and Nutritionist from the Ministry of Health shed light on the disease and what the populace can do to lower risks associated with the disease. InterHealth Canada Nephrologist, Dr. Vancelee Forbes during the interview noted that chronic kidney
disease is basically any condition that causes kidney damage. She said: “It’s a condition whereby there`s a varying degree of kidney impairment or kidney damage and its present for more than three months, so the word ‘chronic’ denotes duration of the condition rather than severity of the condition. “There are different stages of kidney disease, from stage one which is the mildest stage to stage five which is also towards the end and stage renal disease.” She explained that renal disease or renal failure occurs when the kidney is completely damaged or nonfunctional. Dr. Forbes pointed that kidney disease often goes undetected because it lacks physical symptoms until the very late stages.
By then the organs have already failed. But early detection, healthy lifestyle changes and proper treatment can slow the progress of kidney disease. Those at risk should have simple blood and urine tests to check if their kidneys are working properly. She said: “symptoms usually occur at stage four stage five and these are non-specific so they may include nausea and vomiting, loss of appetite, and swelling in the ankles or feet or shortness of breath, so there not specific because you can think of other conditions that may have similar symptoms but the concern is that once symptoms develop they are a sign of very severe kidney disease.” Meantime Lakeisha Wilson, Nutritionist at the Ministry of
Health emphasized the importance of dieting and exercise to prevent kidney disease. She said: “Diet is very important, if we really take stock of the way we eat locally, we definitely have to say that our diets have played a significant role in the number of persons that are now on dialysis, and particularly those persons that are diabetics and hypertensive patients they really have to consider what they`re eating. “So when it comes to diet, you have to really think about the protein, the sodium, the phosphorus, the potassium and all of the nutrients or minerals really have to be seriously considered.” She pointed out that in the Turks and Caicos Islands, many local cuisines are loaded with salt, and the sodium intake per household is alarming. “Watch your salt or sodium intake, its particularly important and I cannot emphasize this enough, but we do live in a society where we consume large amount of sodium in the form of package and processed foods we eat these on a regular basis, we don`t give it any thought, it’s convenient its readily available, its affordable and so we gravitate towards those foods.” She urged locals to monitor their salt intake and strive for healthier choices. World Kidney Day aims to raise awareness of the importance of our kidneys to our overall health and to reduce the frequency and impact of kidney disease and its associated health problems worldwide.

Two local charities are recipients of cheque donations BY DAISY HANDFIELD THE TURKS and Caicos Islands Diabetic Foundation and the Rotary Club of Providenciales were both recipients of cheque donations made by the chain of IGA supermarkets in Providenciales on March 10, 2017. A cheque presentation was held at the Graceway IGA on the Leeward Highway to present these funds raised from cash boxes which the supermarket places at the cash registers stationed at all of their supermarkets. Shade Wilson, front-end manager of the Graceway IGA supermarket who was present at the handover, said that said that the chain of supermarkets is always willing to assist the community. Treasurer for the Rotary Club in Providenciales, Ralph Patrick, who was handed the cheque for US $3,000 said that the funds will go a long way in giving back to the TCI. Mr Patrick said that some of the main initiatives that the Rotary Club is involved in includes an eyeglass testing that is carried out throughout all the elementary
schools in Providenciales. He said that for the last five years an optometrist has visited the schools to test the eyes of the students, to make sure that they have good eyesight and if they do not, the Rotary Club ensure that the students receive glasses. Another initiative includes the donation of dictionaries to grade three students in the TCI. Elaine Clare, founder of the TCI Diabetic Association, received the cheque for US $3,220 on behalf of the Association. She said that this sum was the largest donation they have ever received and that it will be used to purchase more blood testing meters and strips to give way to those suffering from diabetes. “Just about every day I have diabetics who are calling asking for blood testing meters and for strips. We give away those things so that people can know their numbers so when they go back to their doctors they can tell their doctors that they have done their blood sugar testing at home. That way they know if they are running high levels and if they are running normal. Those things are important for them to better take care of themselves,” she said.
Sunny Foods trial delayed THE trial of the four men charged with the April 10, 2016, robbery and shooting at the Sunny Foods supermarket in Providenciales has come to a temporary halt. Information reaching the Weekly News is that on Thursday (March 9) the case was adjourned as the presiding judge had personal matters to attend to. As such, the judge will resume sitting on Tuesday, March 21 in the Grand Turk Supreme Court. The trial is expected to resume with the defence presenting their case, as well as arguments by the three attorneys followed by Judge Joan Joyner’s summing up to the jury. The brief adjournment will now see the trial lasting an additional two or three days before the jury deliver its verdict. The defendants in the trial are: 27-year-old Ewing George, who is charged with robbery, and inflicting grievous bodily harm; while the three others 33-year-old Reginald Presil, 32-year-old Fritzer Prevalus, and
Wilbert Almonor, all face charges of conspiracy to commit robbery. The three charged with conspiracy to rob are Haitian nationals. The case against the men stemmed from an armed robbery and shooting of a local security official and exsuperintendent of police Alboin Williams outside of the Five Cays store in Providenciales last year. Witness accounts of the brazen daylight robbery stated that the assailants were waiting for Williams – who is also the owner of Tag Security Services – to exit the store with the bag of money he normally collects from that location. When he came out of the supermarket the men allegedly knocked him to the ground, grabbed the bag of money, fired three shots into Williams’ back and made good their escape. The men were arrested in June last year and were charged with the crime. George was arrested and charged later in the year. (DELANA ISLES)

CDB’s VYBZING Programme announces 2017 Challenge for TCI Youth BY OLIVIA ROSE THE CARIBBEAN Development Bank (CDB), through its youth outreach programme, VYBZING, has launched a contest for youth of the Turks and Caicos Islands (TCI). Young people between the ages of 16 and 29 are being invited to take part in the Snapchat Story Challenge, an interactive initiative that aims to engage youth on the topic of creative entrepreneurship. CDB’s 2017 VYBZING Snapchat Story Challenge is being hosted under the theme, “Start Up and Stand Up: Creative Enterprises as the Engine of Growth in Turks and Caicos and the Region.” Young Snapchatters are invited to create a three-minute video highlighting the increasing importance of the creative industries to the economic and social well-being of the Turks and Caicos Islands and the Caribbean Region. Participants in the contest have the opportunity to win prizes ranging
from USD750 to USD1,500 There will also be a People’s Choice Award, based on the submission with the most votes on the VYBZING Facebook page. Online voting takes place during the period May 8-19, 2017. The highest voted Snapchatter will receive USD250. The winners will be notified by CDB on May 22, 2017 and prizes will be presented on May 25 during the Closing Ceremony of CDB’s 47th Annual Board of Governors’ Meeting. VYBZING Coordinator, and CDB’s Information Services Unit Manager, Angela Parris commented: “We are excited to see the submissions from the youth of TCI. The winning entries will be determined by a specially chosen judging panel, who will assess the submissions, based on a number of criteria, including message content and relevance to the theme, innovation and creativity, and originality.” The Snapchat Story Challenge is one of the three activities, which will be held under the VYBZING Youth
Outreach Programme in TCI this year. 2017 VYBZING Turks and Caicos Islands, is being held in collaboration with the Government of Turks and Caicos Islands (TCI) Ministry of Education, Youth, Sports and Library Services. Departments of Education and Youth Affairs; the Centre for Entrepreneurial Development and Invest Turks and Caicos Islands. VYBZING is the youth outreach programme through which CDB engages directly with youth on regional development issues. The programme, part of the agenda of the Annual Meeting of the Bank’s Board of Governors, aims to inspire participants to take action to build a better Caribbean. The Challenge begins March 15, 2017 and the deadline for submissions is April 30, 2017. Entries must be submitted through the VYBZING Facebook page, www.facebook.com/ CDBVYBZING. Grand Turk court matters IN THE Grand Turk Supreme Court, several criminal cases involving murder, firearm, wounding, robbery, and attempted murder among several others were recently dealt with by both senior judges of the court. Appearing before the acting Chief Justice (at the time), Joan Joyner for his sufficiency hearing on March 3, was Bendy Brutus. He is charged with two counts of wounding with intent. During the incident Brutus inflicted wounds on two persons with a firearm. He also faces three charges of discharging and three counts of keeping ammunition. Meanwhile, on February 24
several others appeared before Chief Justice Margaret Ramsay-Hale for their plea and direction hearings. Carlos Pena pleaded not guilty to murder and not guilty to robbery. His trial is set for October 10 to 30 in the Grand Turk Supreme Court. Leonard Pratt pleaded not guilty to attempted murder, wounding with intent and discharging ammunition. His trial is fixed for May 9 to 13. Alexander Cuesta also pleaded not guilty to two counts of keeping firearm (two guns), one count of keeping ammunition, and one count of conspiracy to rob. His trial date is fixed for April 3 to 29.
Joselito L. Campusano is also charged with conspiracy to rob. His trial will run from October 10 to 31. Jouvly Inelus pleaded not guilty to carrying firearm and carrying firearm with intent to cause fear. His trial is fixed for April 3 to 7. Jean Max Germain pleaded not guilty to carrying firearm and carrying ammunition. His trial date is April 18 to 21. And finally, Leial Missick, he pleaded not guilty to causing grievous bodily harm, carrying ammunition, possession of a firearm and discharging ammunition. His trial date is currently underway.

THE FOYER at Cheshire Hall Medical Centre on Providenciales was donned in the symbolic green on Thursday, March 2nd to raise awareness of Kidney Disease in an early observance of World Kidney Day 2017. The number of dialysis patients in Turks and Caicos Islands has nearly doubled over the past six years from 23 in 2010 to 41 patients in 2016. At least five patients are being diagnosed with chronic renal failure every year and must utilize the country’s in-centre Hemodialysis unit at TCI Hospital for essential treatment. The event dubbed ‘My Kidney Story’ featured a diverse range of speakers which included dialysis patients who shared their innermost thoughts about their journey pre and post-chronic renal failure. These individuals included Banker and General Election candidate, Keno Forbes, who was diagnosed with chronic renal failure shortly after becoming a newly-wed and witnessing the birth of his first child. Forbes, the youngest of all speakers, encouraged persons not to allow their health conditions to define their lives. He has been on dialysis for nearly five years. “We have things going on in our bodies that we don’t know of sometimes. This is why regular check-ups are very important…It was a very grey area for me when I first got my diagnosis…Renal failure is not a death sentence. A lot of people had questions. I said I’m going to live my life and continue to do all the things that normal people do. My son and I still play soccer. You can live a normal life, if you take your medication, follow your treatment schedule and doctor’s
advice. My faith in God was a big factor,” said Forbes. Dialysis can be a life-saving treatment but is also a life-changing experience. Elizabeth “Vikki” Jones, 65, spoke about the difficulty breaking the news to her relatives that life on Dialysis would become her new normal. She was formally diagnosed on her daughter’s birthday, March 25th, 2006. Jones has lived on dialysis for nearly 11 years. The crowd applauded Jones for her positive spirit, spunky attitude and overall resilience. “I didn’t know anything about Dialysis except for the name. We went to about six or seven doctors in Miami. On April 6th, 2006 I received a call to undergo my operation to start treatment. I thank god for all the people who were there for me. It was kind of rough at first…but what you put into it, you will get out,” said Vikki Jones. In hemodialysis, an artificial kidney (hemodialyzer) is used to remove waste products, extra chemicals and fluid from your blood. Patients are required to undergo treatment three times per week. Anthony Jones of Grand Bahama has been on dialysis for nearly 13 years and relocated to Turks and Caicos Islands last December. He partly attributes his illness to the mental anguish of dealing with news that one of his twin children required both open heart surgery and brain surgery. “I left a lot of my friends back in Grand Bahama on Dialysis and so far five of them have died. I am still feeling the pain because I left everyone in good spirits…The patient’s [in TCI] have a good staff support in the Dialysis Unit. Not one day for the past 9 weeks did I have any backlash from staff. I have so much information to take back home with me. My unit [in Grand Bahama] deals with 120 patients. We have five shifts and that is really hard. The nurses and technicians are burned
out because they are going six days a week,” said Anthony Jones. Kidney Transplant Recipient, Groverner Hamilton of Salt Cay shared his experience being diagnosed with chronic renal failure in 2005 and undergoing a kidney transplant eight years later in England. Groverner’s kidney donor was his daughter, Janell Hamilton. “I went to the doctor to carry someone - not to check myself. When I arrived, I felt a pain in my head. The nurse took my pressure which was 270/180. When I got renal failure, all of children came to me. My 13-year-old daughter asked me to take her kidney. I waited five years before I even decided to accept a kidney from one of my children…. When you get sick, your children care for you. As the parent, you have to think for your children too,” said Grovernor. Janell, a Pharmacist who appeared via video-cast from Cockburn Town Medical Centre, said even her coworkers were unaware of her selfless act to donate a kidney to her ailing father. She described her decision to donate one of her kidneys as an “intensely personal decision” which required extensive thought. Becoming more knowledgeable— knowing what to expect—helped her to better cope better with the decision. “My siblings and I were there to witness everything from the very beginning. I’ve seen just about everything that could happen to a person, short of dying, on dialysis. We have an open relationship with our dad and we told him ‘you look like death’ and he laughed. He was literally like a balloon filled with water... His arm was twice the size of his thigh. We all offered to donate a kidney. As a child, I don’t want to see a parent go through anything like that. When we saw how well dialysis worked for him, it was shocking,” said Janell. Most people are born with
two kidneys, but only need one. Each kidney contains 1.5 million filters for blood called nephrons. Nephrons purify blood and remove waste products. The human body can survive on as few as 300,000 nephrons, but if the number of nephrons drops below 300,000, dialysis treatment is needed. Most people can live perfectly normal healthy lives with only one kidney. Groverner also provided essential points for dialysis patients to consider while waiting for a kidney transplant along with post-surgery advice. But a common theme among all speakers hinged on the importance of family support, caring for one’s health and appreciating the independence of not having to rely on a machine to sustain one’s life. The kidneys play a crucial role in maintaining overall health, but are rarely appreciated until they become damaged and can no longer do their jobs. Anyone at any age can be affected by kidney disease. An essential fact is around 90% of persons who experience kidney failure do not experience any warning symptoms. Kidneys for transplantation come from two sources: living donors and deceased donors. Nurse Elaine Clare, the mother of 26-year-old Sasha Clare who died in a motorbike accident on Leeward Highway, Providenciales in August 2006 spoke about her decision to donate most of her son’s organs. South Caicos-born Sasha died after being thrown from his blue Yamaha Ninja. He was not wearing a helmet. He was airlifted to Miami for with severe head injuries but died a short time later. “When I was asked to donate his organs, at first I said no. On second thought, I said yes. It was the best yes I’ve ever said. His heart was donated to a Michael in Hollywood, Florida who has now been living 10 years with Sasha’s heart. Michael visits Turks and Caicos. An 11-yearold boy got one of Sasha’s kidneys. A 75-year-old man received Sasha’s
other kidney. Sasha’s eyes and lung bones were donated…His skin tissue and pancreas was donated. It was a lot of what I never thought could help make other people’s lives better. The longest surviving organ recipient noted in the United States are as follows: kidney recipient (47 years), Liver (40 years), Heart (31) Pancreas (26 years),” said Nurse Clare. TCI Hospital Chief of Allied Services, Eleanor Hall who is responsible for the dialysis unit shared from ‘whence we came’ and reflected on the era when patients were required to travel overseas for dialysis treatment. “The Dialysis Unit came about in 1996 in Grand Turk in collaboration with TCI Government and persons in the Health Department such as Dr. Hugh Malcolm, Nurse Mary Forbes, Beatrice Williams and a few other staff. Our patients had to travel and live in Nassau, Bahamas to receive dialysis treatment three times a week. As patient volumes increased, these health professionals got together and opened the unit in Grand Turk. We had six patients in Nassau at the time. The patients from Provo were then required to travel from Providenciales to Grand Turk three times a week. Dialysis is not a cheap treatment; it is very expensive. Today at TCI Hospital we have 30* patients in Providenciales and 11 patients in Grand Turk,” said Hall. Other speakers included IHC Chief Executive Officer - Daniel Carriere, IHC Chief of Medical Services Dr. Denise Braithwaite-Tennant, a member of IHC Dialysis Unit Team and IHC Nephrologist, Dr. Vancelee Forbes who highlighted risk factors and preventative measures for Kidney Disease/Renal Failure. A media blitz was also conducted this week involving visits to four media outlets in a single day and an information boot set-up in the foyer of both TCI Hospital facilities on World Kidney Day to raise awareness and promote healthy lifestyles.

Lobster season 2016-17 will soon come to an end
Lobster season 2016-17 to close off on March 31 LOBSTER season 2016-17 is scheduled to close on March 31, 2017, according to a statement issued by the Department of Environment and Coastal Resources (DECR) on Tuesday. After midnight on that day, no lobster may be caught, landed, or sold and those who fail to comply with the closed season will be prosecuted in court under Section 3, Part 1 (12) of the Fisheries Protection Regulations. The DECR added that during the closed season it is illegal for fishermen to land or trade in lobsters and for restaurants and hotels to
serve lobsters. Dr John Claydon, director with the Department of Environment and Coastal Resources told this publication on Thursday that the DECR did not apprehend any individuals this season for the poaching of undersized lobster, and that general compliance appeared to be high. “Compliance with the regulations are generally very good and we are thankful to the fishermen for their cooperation and adherence to the closed season, after March 31,” he said. The 2016-17 kicked off on August 15, 2016 with what officials
considered to be a bountiful start to the season. The opening catch landed at processing plants in South Caicos and Providenciales totalled 43,206 pounds (lb.), approximately 80% of the landings recorded for the first day of the open season in 2015. Dr Claydon said that although the preliminary data shows that they did not capture as much lobster this season in comparison to the 201516 season, the catch did however exceed the 2014-15 landings. Collaring crime Crime has grown in the blue collar sections of society among the folks. What conditions caused the crime wave? Jobs became scarce, the future uncertain. Promises made were not promises kept for the general population. Those affected by low wages, missing employment and low pensions were civil servants, teachers, construction workers, shop keepers, fishermen, home makers, parents, children, retirees. White Collars, the upper echelon did very well. Government upper echelon and a small portion of the private white collar society. Private industry with hopes of “making it” was divided. Those connected to the government prospered. Those not connected struggled hard to make it

Murder and robbery in Provo an everyday event. Recently blue collar crime has touched a former white collar parliamentarian and private businessman. Galmo “Gilly” Williams has been robbed and shot. Happily he is OK. Making news is a white collar parliamentarian who only now speaks about crime. The same man who desperately tries to assume credit for paying off his own parties debts by assessing taxes on frustrated blue collar folks. This man who stayed legal on a razors edge to milk the pension fund, resort and real estate industries put hundreds of thousands in his white
collar pocket. Another man rich with land and government assignments now joins him in “crime speak”. Where have they been the last 10 years ? Sure we are glad they are against crime......now that they are in danger. Crime has also been on the rise in the USA. Government’s promises called “Great Societies”, “Bigger Better” and “Progressive” caused disappointment and frustration. Politicians promoting these blue collar enrichment promises made themselves white collar rich while citizen’s jobs, wages and futures dried up. Frustration, confusion and hunger for a good life causes crime..and...idle hands are the devils workshop.

THE IRIS Stubbs Primary School in South Caicos and the Food For Thought organization will both benefit from the funds raised at the ‘La Fete under the Moon’ charity event, a recent celebration held at the Beach House in Providenciales on March 11, 2017.
The cover charge of US $80 included a welcome drink, a chance to win prizes from various raffles and live entertainment. Friends of the organizers flew in from Canada, the United States and several parts of the Caribbean to bring a carnival environment to the event. The ladies walked around throughout the night in carnival inspired outfits as they posed for
photos with attendees and kept them entertained. Cofounder of La fete TCI Foundation, Kanzy Dillon, told this publication during the event that she was pleased with the turnout and the enthusiasm from attendees. “The event was a great success and as always it was a fun social gathering for both the local and expat community involved. For next year we would like to further broaden
its scope of assistance to the TCI education,” she said. La Fete TCI Foundation was started up in 2013 by Kanzy Dillon and Joycelyn Menzies to provide children in the Turks and Caicos Islands with additional tools for a better education. The first event was held back in 2013 at Mother’s House villa in Blue Mountain, Providenciales, to raise funds to provide primary schools in South Caicos with computers and
AC units for their classrooms. Last year La Fete TCI Foundation was able to provide the Iris Stubbs Primary School and Marjorie Basden High School with 200 educational tablets. Food For Thought is a non-profit organization based in Providenciales, which aims at providing children with well balanced meals so that they can concentrate on their studies better with full stomach.

Soroptimist International of Providenciales held a women and girls empowerment workshop BY DAISY HANDFIELD THE SOROPTIMIST International of Providenciales recently held an empowerment workshop for mothers and daughters, in celebration of International Women’s Day 2017 at the Edward Gartland Youth Centre. The initiative was held on March 8, 2017 under the theme, ‘Be Bold for Change’ and saw girls from the Oseta Jolly Primary School and the
Enid Capron Primary School along with their mothers. Deputy Director of Public Prosecution (DPP), Angela Brooks served as the motivational speaker and facilitator of the workshop. She told media houses that her main goal is to encourage the parents and the mentees to have a sense of purpose. She said: “During my talk with them I wanted to be interactive so
that they would leave with a sense of purpose and confidence to know that regardless of their circumstances or whatever position they may find themselves in, they know that they can do all things. I wanted them to know that there are possibilities out there for them and they do not have to succumb to the stereotypes of the things that women cannot do, but once they empower themselves through education, they can aspire
for great jobs and be better citizens in the Turks and Caicos Islands.” Program actions leader, Rachel Taylor who was present at the event told media houses that Soroptimist International of Providenciales was all about empowering women and girls. “We are a group of women whose mandate is women and the girls. We saw it fitting today to invite the mothers of our mentees to a short little
workshop as we celebrate International Women’s Day,” she said. Soroptimist International, which consists of Soroptimist International of the Americas, Soroptimist International of Europe, Soroptimist International of Great Britain & Ireland and Soroptimist International of the South West Pacific, is a global volunteer movement working together to transform the lives of women and girls.
Nine Einstein Nebbia students participate in culinary exchange program in TCI BY OLIVIA ROSE NINE STUDENTS from the IIS Einstein Nebbia University in Italy are on a short stint at the Turks and Caicos Community college in an effort to expand their culinary skills. The exchange initiative forms part of the activities slated for College month 2017. The group, which consists of ten students and three lecturers, will participate in hospitality and culinary training over the next four weeks. The objective of the program is to share best practices, skills, techniques and exquisite cuisines between the visiting delegation and local students. Chairperson of Hospitality, Tourism and Culinary Arts at the
TCI Community College, Michelle Hutson, welcomed the delegation to the Providenciales campus on March 6. Speaking at a press conference on Thursday, March 9, she wished the delegation a fruitful and exciting training experience and urged local and foreign students to pay keen attention to the techniques and skills displayed during the training sessions. Also speaking to the media, Coordinator of the IIS Einstein Nebbia institute, Raffeella Lodivici, explained how the institute chose the Turks and Caicos Islands to conduct the exchange program. She said: “We deal with the European project and this particular one involves four weeks placement

Beaches recognizes local educators for Teacher’s Appreciation Day BEACHES Resort and its philanthropic arm, the Sandals Foundation celebrated Teacher’s Appreciation Day, with over sixty educators from two government institution in the Turks & Caicos. Last week teachers from Raymond Gardiner High School in North Caicos and teachers from neighbouring school Ianthe Pratt Primary were invited to celebrate their 2017 Teacher’s Appreciation Day in style at the resort’s compound. The grand occasion included a lavish luncheon and prize giving celebration at the resort’s renowned five stars restaurants and also included an elaborate resort tour featuring some exiting surprises from some Sesame Street furry friends. “This is the second year that we are celebrating Teacher’s Appreciation Day with Beaches Resort. It is nice to be appreciated for the all work that we do”, said Janet Walkin, Principal Raymond Gardiner High School,
“Celebrating teacher’s appreciation day at Beaches gave the staff a different feel on how it is to vacation in TCI, and the management and staff went over and beyond to make us feel special. It was an amazing day; we have created fulfilled memories to last a life time. We are very grateful.” She concluded. This is the fourth year the resort and the foundation is celebrating Teacher’s Day with local government schools and the charity is looking forward to working diligently with the group of educators not only to enhance the overall operation of the schools but also to work closely with the teachers by providing support. inclusion of a Cultural Showcase featuring items from different Caribbean Islands. The regional spirit of the UWI Mona Campus was ignited with music, culture and cuisine at the Caribbean Day Festival of Food and Culture. The campus was engulfed with tasty delicious delights from the 16 contributing Caribbean countries that make up the institution.

Keeping the garden safe for the children Once your toddler’s mobile, there’s a whole new world for her to explore! But you’ll want to make sure she’s safe as she learns about the great outdoors. Here are our safety tips for when you’re out and about. GARDEN SAFETY TIPS • Never leave your toddler unsupervised in the garden. Make sure that you or another trusted adult is always around to keep an eye on her. • Check that the area has no sharp objects, such as gardening tools or broken bottles. • Watch your toddler particularly closely if she’s playing in a paddling pool, or near water. If you have a pond, fence it off, cover it securely or fill it in.
• Make sure your toddler can’t get out onto the road or into other gardens. Fix any gaps in fences and make sure that there are no exposed nails. If garden railings or hedges have openings wider than 3 inches, block them up with boards or safety netting. • Create a separate pet area in your garden. If this isn’t possible, clear up any mess before your toddler goes on the grass. • If you have a dog flap, make sure it’s locked when your toddler’s around. It may offer an easy escape route into the garden. • Check your garden for poisonous plants and remove them or fence the area off. Even if you put them out of reach, the berries or leaves may fall on the floor. Berries can also be a choking hazard.

• 1. Make the Burgers: Preheat oven to 375 degrees F. In 3-quart, shallow baking dish, toss mushrooms with walnuts, garlic, 1 tablespoon oil, 3⁄4 teaspoon salt, and

1⁄4 teaspoon pepper; spread in even layer. Bake 20 minutes or until mushrooms are tender. Set aside to cool. Turn oven off. • 2. Transfer mixture to a large bowl and stir in quinoa and cornstarch until well-blended. Cover bowl with plastic wrap and refrigerate 2 hours or overnight • 3. Preheat oven to 375
degrees F. Line baking sheet with foil. Form mixture into 5 patties. In a 12” nonstick skillet, heat remaining 1 tablespoon oil on medium. In 2 batches, cook patties 5 minutes or until well-browned, turning over
once. Transfer seared patties to prepared baking sheet. Bake 10 minutes or until hot in centers. • 4. Make the Rosemary Mayo: Meanwhile, combine ½ cup vegan style salad dressing, 1 tsp rosemary, 1tsp lemon juice, and

Water-pick vs. flossing: What is best? Most people know they should brush and floss their teeth regularly. However, many people have questions about whether water flossing is a better alternative to traditional flossing. Flossing Brushing the teeth is an effective way of removing food plaque from the surfaces of the teeth. However, it is not a great way to get rid of food that is in between the teeth or below the gum line. The process of flossing uses a thin piece of ribbon that is passed in between each of the teeth. This ribbon gently cleans up and down each surface of the tooth to move plaque and food particles from between the teeth and out from under the gums. The main upsides of flossing is that it is inexpensive and for most people it is an effective and easy routine to perform. However, there is a level of dexterity that is required that some people may not have, particularly in the harder to reach areas of the mouth. From a clinical perspective, flossing is not particularly effective at disrupting biofilm on the teeth, which is one of the causes of tooth decay HOW TO USE FLOSS • Take a piece of floss around 18 inches long and wind it around the middle fingers of each hand.
• Pinch the floss between the thumbs and first fingers on each hand, leaving around 1-2 inches free between the two hands. • Pull the floss tight between the two hands and use the index fingers to guide the floss between two teeth with a gentle sliding back and forth motion. • Wrap and hug the tooth and gently slide the floss up and down along the surfaces of the teeth and under the gums. • Start on the bottom teeth, moving from one side of the mouth to the other and repeat on the upper teeth. • Use a clean section of floss for each gap WATER PICKING Water picking is also known as water flossing and is different to traditional flossing. Water picking utilizes a special machine that directs a stream of water into the mouth and gums. Rather than scraping the teeth to remove plaque, water flossing uses the pressure of the water to massage the gums and push the food away from the teeth. Water picking has many advantages; it is easy to use, especially for people with braces, or other types of dental work like permanent or temporary bridges; the massage action can also improve

If required, mouth wash or other liquid medications can be added to the water supply tank thus enabling good application and finally waterpicking is known to disrupt biofilm so helping to reduce decay. There are, however, downsides to waterpicking including the cost of the machine and, the fact it requires water and electricity- plus it’s sizemeans it is relatively unportable, so use outside of the home is not an option. HOW TO USE A WATER-PICK • Place the tip into the holder. Fill the water reservoir with warm water and place it back into the
base of the device. • Plug in the device, if required and adjust the pressure control. It is better to start with a low pressure and adjust it to be higher if necessary. • Lean over the sink and place the tip into the mouth with the lips closed and turn the unit on. • Start with the back teeth, aiming the tip at just above the gumline and work toward the middle of the mouth. • Pause briefly with the tip between each tooth to allow water to flow out of the mouth and into the sink. WHICH IS BETTER? A study published in the Journal of Clinical Dentistry compared the

efficacy of a water- pick to ribbon floss used in combination with a manual toothbrush. The researchers found that the group who used the water-pick had a 74.4 % reduction in plaque as compared to a 57.7% reduction in the group who used the ribbon floss. Other studies also found that people who used water picking saw a greater reduction in gingivitis and gum bleeding as compared with ribbon floss. MY ADVICE For me a water-pick is a ‘nice-tohave’ if you can afford it, have the space and time for it. However, I would always recommend daily flossing due to its ease of application and low cost.

Tornado damages Bahamasair plane and cars A TORNADO at the Lynden Pindling International Airport early Tuesday morning caused significant damage to a Bahamasair plane and minor damage to several cars at a nearby car rental agency. According to Basil Dean, Deputy Director at the Department of Meteorology, the tornado formed from an isolated cumulonimbus cloud in the vicinity of LPIA around 5am. Mr Dean said pre-frontal showers and thunderstorms moved across the northwest Bahamas during the early hours resulting in light rains and strong gusty winds at LPIA. When asked why the Met Office did not send a severe weather warning prior to the storm, Mr Dean said the tornado formed “rather quickly” and was not detectable beforehand. “This happened in an isolated area of the airport,” Mr Dean told The Tribune, “a small, confined area. If you notice, other parts of the airport were untouched. So this storm formed rather quickly and was not detectable at the time.” He said the rain started around 4.10am and lasted for about 50 minutes. The tornadic activity was limited to the LPIA and caused minor damage. “The following damage was observed; rental vehicles were completely moved from their designed parking slot resulting in damage to the doors, fenders and light casing. There was also wind

damage to the roof of a ticket booth in the eastern car parking lot,” Mr Dean said. “A Bahamasair aircraft was also rocked off its landing gear and there were some broken tree branches. The wind damage observed are more consistent with an F0 tornado, which could have formed from an isolated cumulonimbus cloud in the vicinity of LPIA. “A typical F0 Tornado is associated with wind speeds between 40 to 70mph, an average damage path of 10 to 50 metres, damage to tree branches, trees broken off and sign board damage, which are consistent with the damage observed at LPIA.” The strong winds, according to Bahamasair Chairman Valentine Grimes, knocked a $20 million ATR

He said Bahamasair contacted the manufacturer and technicians and engineers are on their way to the Bahamas to access the damage. He said while flights will have to be shifted, things are relatively slow meaning there will be no significant delays. “We are not in a high demand period but we will see what happens once we get into the Easter season,” Mr Grimes said. “It is only one of two 70-seaters we have and we did discuss adding a third plane to the fleet because the size of the airplane is a tremendous help to us. It will affect our services but we will be able to manage it without any hiccups.”
Haiti president demands investigation into bus tragedy HAITI’S President Jovenel Moïse has called on the competent authorities to investigate “as soon as possible” a crash that occurred on Sunday resulting in the death of 34 people and injuring 17 others. The bus, which was coming from Cap Haitien to the capital Port-auPrince, crashed outside the town of Gonaives at around 3am on Sunday, the authorities said. Marie-Alta Jean Baptiste, the director of the Civil Protection Authority, told Agence FrancePresse the bus first hit two people, killing one and wounding another, before the driver, while attempting to flee, hit three bands of Rara musicians – a type of traditional Haitian street performer – during a parade. In a statement, Moise said he was dismayed by the “terrible accident” and expressed his “deep sadness. “The head of state conveys, on behalf of the Government, his sincere condolences to the families and relatives of the victims of this

Bermuda’s former premier hit by more corruption allegations FRESH challenges are looming for former Bermuda Premier Ewart Brown who has been dogged by corruption allegations. A Commission of Inquiry investigating issues raised in the Auditor-General’s report into fiscal years 2009 to 2012 when Brown’s Progressive Labour Party (PLP) was in power, said it had found “possible criminal activity” in five contracts linked to him. And in a step further, the commissioners have referred the contracts to police for investigation. The commissioners expressed concern about Brown’s involvement in the contracts, which they noted often involved friends and relatives. They also pointed out that some of the agreements should not have been under the former Premier’s portfolio. According to the Royal Bermuda Gazette, at issue is a $14 million advertising contract, awarded in 2009 to GlobalHue, a company run by Brown’s friend Don Coleman. The Commission said money would have been saved if the contract was tendered. Ambling Consultancy Firm has also come under the microscope. It was hired for $3.2 million in 2008 and 2010 to provide consultancy services for planning, engineering and hotels. The Commission said there are no coherent records of any services they performed. The Commission also pointed to the vehicles safety and emissions testing programme, given to

Bahamas: PM ordered to pay legal costs for Save the Bays PRIME Minister Christie has been ordered to pay the full legal costs incurred by Save The Bays (STB) after his recusal application was rejected by the Supreme Court. The Prime Minister, in his capacity as Minister for Crown Lands - appears with several other senior officials and controversial developer Peter Nygard - as a respondent in three Judicial Review cases brought by STB to challenge the environmentally destructive construction works that were allowed to take place at Nygard Cay over the past three decades. In January, attorneys for Mr Christie filed a motion to have Justice Rhonda Bain recuse herself from these cases, and from a fourth Judicial Review brought by 103 of Mr Nygard’s Lyford Cay neighbours, on the basis that she is set to reach the legal age for retirement in April. Justice
Bain has filed an application for extension that would have to be authorised by the Governor General on the advice of the Prime Minister in consultation with the leader of the Official Opposition. On February 7, Justice Bain ruled that Mr Christie’s application had “no merit” and reminded him of the independence of the judiciary, stressing that the Chief Justice’s role in deciding which judge hears a given case cannot be “usurped by the Prime Minister”. On Tuesday, Dawson Malone, attorney for STB, successfully argued that the environmental non-governmental organisation should be awarded full costs for the failed recusal hearing, which has since been appealed. NO one has yet been charged – and no possible motive revealed by police – after gunmen carried out an attack at the home of Deputy Prime Minister Shawn Richards last Friday morning. While media reports indicated that police had picked up several people for questioning, they were released and investigations into the incident are still continuing. According to police, they received a report around 3:15 a.m. of gunfire at Richards’ Sandy Point residence. While the deputy PM and family escaped injury when the house was shot at, the house and his vehicle were damaged. Superintendent Lionel Moore described the incident as “rather troubling” and urged anyone with information to share it with police, either by anonymously calling any station or Crime Stoppers, or by using the SKN Crime Reporter App. In a strong statement, Prime Minister Dr Timothy Harris condemned the shooting and vowed that the perpetrators would be hunted down. “The security forces have been

Northern Ireland vote jolts already disunited Kingdom A NATIONALIST surge at elections in Northern Ireland and a Scottish demand for a second independence referendum have raised doubts over whether the United Kingdom can hold together after it leaves the European Union. Last year’s referendum on EU membership saw England and Wales vote to leave while Scotland and Northern Ireland voted to remain, straining the ties that bind the UK together. Scottish leader Nicola Sturgeon dealt a blow to British Prime Minister Theresa May on Monday by demanding a new vote on independence in late 2018 or early 2019, making her move much sooner than expected. But while the Scottish issue had been well flagged since the Brexit vote, a snap provincial assembly election in Northern Ireland produced a genuine shock: for the first time since the partition of Ireland in 1921, unionists lost their majority. Nationalist party Sinn Fein, backed by many of Northern Ireland’s Catholics, narrowed the gap with the Democratic Unionist Party, whose support base is among pro-British Protestants, to just one seat. This has revived the slow-burning question of whether Northern Ireland will stay in the United Kingdom over the long term or become part of the Republic of Ireland. This could be achieved by a referendum, often
referred to as a border poll. “A border poll might be 10 years away and it might still be lost, but clearly this election has shown a different dynamic in Northern Ireland politics,” said Peter Shirlow, Director of Irish Studies at the University of Liverpool. “This opens the door for a different scenario.” Nationalist leader Gerry Adams, who is 68 and still hopes to see a united Ireland in his lifetime, told Reuters Sinn Fein had sensed new interest in Irish unity from voters. But May, whose party is officially called Conservative and Unionist, has stated a deep personal commitment to keeping the 300-year-old UK together and is determined not to go down in history as the prime minister who allowed it to fall apart. Opinion polls in the past have shown only limited support for Irish unity, including among Catholics. That is partly because of high awareness of the province’s dependence on public sector jobs, welfare benefits and other flows of UK cash. Senia Paseta, a professor of modern Irish history at the University of Oxford, said the economic context was a key part of the picture south of the border as well. “I don’t think reunification is likely in the short to medium term, not least because the Irish Republic is rightly wary of taking on Northern Ireland,” she said.

But while Irish unity may not be on the cards anytime soon, the balance of opinion could change over time under the combined impact of Brexit and of demographic shifts that could favour Irish nationalism. Renewed momentum towards a united Ireland and an independent Scotland is the last thing May needs as she begins the mammoth task of negotiating the terms of the UK’s exit from the EU and of its future trading relationship with the bloc. Brexit is particularly disruptive for Northern Ireland because its border with the Republic is the UK’s only land border with the EU, raising the prospect of tougher border controls when the UK leaves the European single market. “On this issue, as on so many others, Brexit changes everything,” wrote political columnist Noel Whelan in the Irish Times last week. “Northern nationalists have cause now to fear being marooned economically and politically behind a hard border and living in a polity where greater sovereignty over their lives is restored to British institutions.” May has said she wants the border to remain open, but has given no details as to how this can be achieved post-Brexit. “No border, hard of soft, will be accepted by the people of Ireland. What British armored cars and tanks and guns couldn’t do in Ireland, 27 member states will not be able to do,” said Martina Anderson, a Sinn Fein member of the European Parliament, speaking in the chamber this week.

It’s another thing to go ahead and do it. But that’s exactly what seems to be happening, at least in one distant corner of the world. In New Zealand, the number of Americans who applied for a grant of citizenship rose by 70 percent in the 12 weeks following the election of President Donald Trump when compared to the same period a year earlier, immigration records obtained by The Associated Press show. Figures also show the number of Americans who obtained a New Zealand work visa in January was up 18 percent from a year earlier, as was the number of Americans who visited the country. In New Zealand, a grant of citizenship is the pathway for people without a family connection. Among those Americans with a New Zealand parent, citizenship applications after the election were up 11 percent from a year earlier. Irving said his visit exceeded his expectations. “So that was really symbolic to me that there were people in the United States who feel like things are going in a very different direction than they want for their future, or for their children, and they’re looking to New Zealand as perhaps an alternative,” she said. Most Americans who apply for New Zealand citizenship must first
live in the country for five years. Cameron Pritchard, an immigration consultant at Malcolm Pacific Immigration in Wellington, said the increase in citizenship applications could be a result of people wanting to feel more settled in their adopted country, given the uncertain nature of the world. It’s about “getting a bit more security or really making a longerterm decision that New Zealand is the place they want to call home,” he said. He said his company noticed a big spike in inquiries from the U.S. during the election. “It’s been more of a flurry of excitement initially than anything that’s translated into a huge avalanche of numbers,” he said. Irving said she plans to apply for New Zealand citizenship this year and doesn’t foresee ever returning to live in the U.S. She said she misses the excitement that some U.S. innovators and companies can offer, although technology allows her to stay connected with that world. Man killed daughters before telling wife to ‘live and suffer’ AN Illinois father killed his twin daughters, shot his wife in both legs and told her “to live and suffer” before killing himself. Police have released a detailed timeline of the murder-suicide that occurred Friday evening, PEOPLE reports. In a nearly eight-minute recording, Randall Coffland is heard admitting to the murder of his two daughters and shooting his 46-yearold wife. “I just shot and killed my two kids and I shot my wife and I’m going to shoot myself now,” the father is heard telling the dispatcher. “My two girls are dead and I’m killing myself.” He then tells his wife, “I want you
to live and suffer like I did.” When St. Charles police first arrived at the condo they had a good idea of the horrific scene that awaited them. 16-year-old twins Tiffany and Brittany were found dead. Police say Coffland also shot his wife Anjum once, but the bullet struck both her legs. She made the second call to 911. 4 to 5 minutes later the first officers arrived and carried Anjum out of the apartment. As they searched the house, police found the bodies of the twin daughters. Both had been shot in the head. One was found on a couch, and the other in their bedroom, according to WGN.

But the ban must be based on internal company rules requiring all employees to “dress neutrally”, said the European Court of Justice (ECJ). It cannot be based on the wishes of a customer, it added. This is the court’s first ruling on the wearing of headscarves at work. The ECJ’s ruling was prompted by the case of a receptionist fired for

A BRUTAL pimp from Queens kidnapped a 15-year-old girl and a 21-year-old woman and forced them into prostitution, using a cigar to burn the teenager’s leg when she wanted out from under his thumb, prosecutors said. Corey Hannah, 34, of Hollis, met his teenage victim when she was just 14, and, over the course of two months in 2016, raped her and forced her to have sex with men in hotels, officials said. Hannah, who’s served three stints in state prison, has been indicted on sex trafficking, kidnapping, rape and other charges, Queens District Attorney Richard Brown said Monday. “If convicted, the defendant faces a lengthy prison term for sex trafficking - one of the most exploitive and degrading crime against women and society,” Brown said. He lured the 21-year-old victim into prostitution after meeting her on a phone dating service, prosecutors said.

For the next three months, he put up ads online and took her to hotels in Queens to meet men, and kept all the money from the encounters, prosecutors said. He told her he’d kill her if she didn’t go along, choking her in one instance, and scratching her above her eye in another, prosecutors said. He forced the 15-year-old girl into a similar arrangement in May and June of 2016, burning her leg with a lit cigar and scarring her when she refused to work for him, prosecutors said. Hannah, who was indicted last month in connection with the 21-year-old victim, was brought before a judge Monday to face a second indictment for the 15-yearold girl. He remains held on $750,000 bond or $375,000 cash bail. His lawyer did not immediately return messages seeking comment Monday night. (NYDailynews)
Woman’s headphone caught fire mid-flight, Australian authorities say A PASSENGER on a flight from Beijing to Melbourne, Australia, was listening to music on her own personal headphones when the headphones suddenly caught fire, the Australian Transport Safety Bureau says. The ATSB assessed that the batteries within the headphones were probably the cause of the fire. The Australian safety agency released information about the incident on its website, omitting the woman’s name and any details about the kind of headphones she was using. They quoted the woman’s description of what happened, beginning with the loud explosion she heard while she was sleeping: “As I went to turn around I felt burning on my face. ... I just grabbed my face which caused the headphones to go around my neck. “I continued to feel burning so I grabbed them off and threw them on the floor. They were sparking and had small amounts of fire. “As I went to stamp my foot on them the flight attendants were already there with a bucket of water to pour on them. They put them into the bucket at the rear of the plane.” The ATSB says the battery and cover of the headphones melted to the floor of the aircraft, and the smell of melted plastic and burnt hair filled the aircraft. Between March 1991 and December 2016, the Federal Aviation Administration documented 138 incidents at airports and in airplanes of devices smoking and catching on fire. in seat-adjusting mechanisms. There are several documented incidents of fires erupting on cargo planes carrying large volumes of lithium-ion batteries, causing at least one deadly crash. Last year, the U.N. urged national aviation regulators to ban such batteries from being carried as cargo on passenger planes. Tammy Brawner, 30, cited irreconcilable differences in her new filing obtained by the Daily News and suggested she’s worried about the safety of the couple’s 1-year-old daughter Zoey. A former member of the Harlem Globetrotters, Brawner asked for both legal and physical custody of Zoey and that McCrary get courtordered counselling. “I request (McCrary)

B vitamins may have ‘protective effect’ against air pollution B vitamins may offer some protection against the impacts of air pollution, a small scale human trial suggests. Researchers in the US found that high doses of these supplements may “completely offset” the damage caused by very fine particulate matter. The scientists involved say the effect is real but stress the limitations of their work. Follow up studies are urgently needed, they say, in heavily polluted cities like Beijing or Mexico. While the impacts of air pollution on health have become a cause of growing concern to people all around the world. the actual mechanics of exactly how dirty air makes people sick are not clearly understood. According to the World Health Organization (WHO), over 90% of the world’s population live in areas where air pollution exceeds safety guidelines. One of the pollutants that is considered the most dangerous is very fine particulate matter, referred to as PM2.5, where particles have a diameter of less than 2.5 micrometres. These complex particulates come from diesel cars, wood burning stoves and as a by-product of chemical reactions between other polluting gases. At around 1/30 the width of a human hair, PM2.5 fragments can lodge deep in the human lung and contribute to lung and heart health issues in the young and old. Scientists have long suspected

that PM2.5 causes what are termed epigenetic changes in our cells that can damage our health. The genes in our DNA contain the instructions for life, but epigenetics controls how those instructions are used - it’s like the relationship between an mp3 track and the volume control, you can only hear the musical notes (genes) when you dial up the volume (epigenetic changes). The study shows the very presence of environmental factors like air pollution seems to alter genes in the immune system at the epigenetic level - switching them on or off, and inhibiting our defences. Researchers had already seen that nutrients could somehow stop this process in animal studies with the chemical Bisphenol A. Now in this new human trial, an international team of scientists wanted to see if exposure to
concentrations of PM2.5 could be mitigated by a daily B vitamin supplement containing 2.5mg of folic acid, 50mg of vitamin B6, and 1mg of vitamin B12. Ten volunteers were tested initially exposed to clean air while given a placebo to measure their basic responses. The same volunteers were later tested with large doses of B vitamins while exposed to air containing high levels of PM2.5. The researchers found that a four week B vitamin supplementation limited the PM2.5 effect by between 28-76% at ten gene locations. They found a similar reduction in impact on the mitochondrial DNA, the parts of cells that generate energy. “Where we quantify the effect, it is almost close to a complete offset on the epigenome of the air pollution,” said Jia Zhong from Harvard School of Public Health, who led the study.

Mammals shrink when Earth heats up, study says GLOBAL warming shrank certain animals in the ancient past, and scientists worry it could happen again. Warm-blooded animals got smaller at least twice in Earth’s history when carbon dioxide levels soared and temperatures spiked as part of a natural warming, a new study says. University of New Hampshire researcher Abigail D’Ambrosia warned that mammals—but not people—could shrivel in the future under even faster man-made warming. “It’s something we need to keep an eye out for,” said D’Ambrosia, who led the new work. “The question is how fast are we going to see these changes.” Three different species shrank noticeably about 54 million years ago when the planet suddenly heated up. One of them—an early, compact horse—got 14 percent smaller, going from about 17 pounds (7.7 kilograms) to 14.6 pounds (6.6 kilograms), according to an analysis of fossil teeth in Wednesday’s journal Science Advances. Another creature that contracted was a lemur-like animal that’s the earliest known primate. It shrank about 4 percent; while it may not seem like much, it’s noticeable because studies of the animal over millions of years showed it was usually getting bigger over time, D’Ambrosia said. Previous studies have documented a similar shrinking of mammals, including another early horse ancestor, during an earlier warming about 56 million years ago. Scientists and farmers have also long
tracked animals, such as cows, that shrink and give less milk during hotter stretches. This latest work shows heating and shrinking are connected over millions of years. “These results are very significant because they provide another independent test of whether climate drives changes in body size in mammals,” said Jonathan Bloch, curator of vertebrate paleontology at the Florida Museum of Natural History, who wasn’t part of the study. “If we start to see patterns repeat themselves, we can learn from that. And what we learn from these lessons will certainly be important as we think about the possible response of plants and animals to future climate change.” Both D’Ambrosia’s study and that of the earlier warming are based on fossils recovered from the Bighorn Basin of Wyoming. D’Ambrosia said it’s unlikely that the shrinking only happened there. In hotter climates, mammals and other warm-blooded animals need to shed heat so they shrink. Smaller animals have more skin—or fur— per pound than bigger animals so more heat can escape, making them better adapted for warmer climate. Larger animals do better in the cold because they have less skin per pound and keep their heat. The bigger natural warming—56 million years ago—saw temperatures rise 9 degrees (5.8 degrees Celsius) or more probably from giant belches of methane from dead plants and animals that had accumulated on the sea floor, said Princeton University climate scientist Michael Oppenheimer. USA Hockey responded later Wednesday saying that the organisation has increased its financial commitment to the players but will only support them, not employ them. The reigning world champions were set to arrive at training camp on March 21. Players said they believe meaningful progress was not being made in the negotiations and, as a result, informed USA Hockey on Wednesday that unless that happens,
they will not report to Michigan. “We are asking for a living wage and for USA Hockey to fully support its programs for women and girls and stop treating us like an afterthought,” said captain Meghan Duggan. “We have represented our country with dignity and deserve to be treated with fairness and respect.” “We acknowledge the players’ concerns and have proactively increased our level of direct support to the Women’s National Team as we prepare for the 2018 Winter Olympic Games,” said Dave Ogrean, executive director of USA Hockey, in a statement. “We have communicated that increased level of support to the players’ representatives and look forward to continuing our discussions.”

Reyes breaks national 800M record KEN Reyes shaved almost two seconds from his national 800M record when he competed in the Digicel Grand Prix finals last Saturday at the National Stadium in Jamaica. The Jamaica College student ran 1.53.77s, to eclipse the 1.55.43s he ran at Jamaica’s Champs last March. The 17-year-old said that although it was a great run (which earned him a bronze
medal), he could have gone faster. “It feels great to run that fast, but I personally feel like I could have gone faster, but I made a bad decision by trying to pass my opponent from the inner lane where he blocked me in and killed my momentum. I had to start over again and build up speed to catch 3rd place.” Reyes is confident of going faster in the coming weeks.

Delano Williams’s Foundation makes donations to schools and TCAAA THE Delano Williams’s Foundation made a sizable donation to TCI athletics this week. The foundation which has teamed up with Nike over the last four years to assist athletes in these islands, contribute $20,000 worth of equipment and gear to the TCAAA as the association prepares
to send a team to the CARIFTA Games over the Easter Weekend. The foundation also supported the Clement Howell High School and the HJ Robinson High School with training equipment and the Grand Turk Racers Club with a small cash donation.
The presentations were made by Chairperson of the DWF Mrs Rita Gardiner and Delano himself, who travelled for the National High School Track and Field championships from his home in Jamaica. Mrs Gardiner said that she was honoured to make the presentations.

The Sharks looked better in the second period and managed to pull a goal back 1-3, but Jean Bernard sealed the win for Full Physic.
THE much anticipated Provo Amateur Basketball Association (PABA) 2017 All-Star Weekend will tip off on Friday evening with both high school students and the best senior players in the TCI competing. The event, which has not taken place in two years, will start with the three point shooting competition, the dunk competition and skills challenge on the opening night. One of this season’s best shooters Clifton Jean said he is ready for the event. The Stallions’ shooter said he expects challenge from several current players including the Flyers’ Anthony Cash and the Knights Andujar Gardiner. On Saturday night, the teams take to the floor. Unbeaten Nuff Said record sixth consecutive win THE Le Bouchon Nuff Said are now favourites for the Carlisle Supplies Spring Tag Rugby League title. Last Thursday they recorded their sixth win (18 points) in as many games, due mostly to the fire power from female players Cara Buddle and Cesca Pierce. The pair scored a hattrick of tries (nine points each) in the 27-20 win against Coast Red Mist, at the Meridian Field. Megan Harper led Red Mist, who played solid rugby, with six points, from two tries. While Luis Turbyfield at home for holiday from St. Mary’s College in the USA scored one. The Meridian Marauders and the BCB Wahoos, who were both defeated by Nuff Said are just a game behind on 15 points. In the opening encounter Paul McKenzie powered the defending champions, the Wahoos, to a 20-13 points win over the Alexandra Resort Tipsy Turtles. McKenzie scored five tries (five points). In the second game Augustine Modeste scored six tries (12 points), but it was not enough as his

A goalless draw between the Bestof-the-Best and Champions opened the inaugural North Caicos Five-ASide Men’s Football competition at the RGHS Field last Sunday. The four-team, 50-minute per game, competition was not without thrills and both teams had chances with the former guilty of missing a penalty. The competition, a first of its kind in the island, was organised by Karmeta Burke, who spearheaded the historic North and Middle Caicos Youth 8-a-side competition last April. This league, which also includes
the Physic Strikers and Tiger Warriors (the teams slated to battle this Sunday from 17:30h), will run for 10 weeks. Burke said that the competition was important to the development of North Caicos football. “This is a great initiative for the young men of North Caicos to display their talents, it not only provides an avenue for recreational, but also a chance for eligible males to represent their island or even their country at the national level.” Burke added that financial support in the form of league sponsorship would be welcomed.

Forbes breaks 34-year-old TCI high jump record
SEASONED athlete Sanadia Forbes broke a 34-year-old TCI high jump record when she competed at this week’s National High School Track and Field Championships at the
National Stadium in Providenciales. The three-day meet was won by Clement Howell High School, with HJ Robinson finishing second and Raymond Gardiner third.
The 18-year-old BWIC sixth form student jumped 1.63M to eclipse the 1983 record of Mary Lightbourne, now Mary Kemp. “I did not know for sure that I
broke the national record, but I am happy and proud that I did so.” Forbes, who did not train for the event, had jumped 1.50M last year at the school championships.
On Monday she cleared all her jumps. She started at 1.30M and progressed to the new record. Forbes also has a record in the 100M hurdles and the heptathlon.
