TCI bans Brazilian corned beef amidst expired meat scandal BY OLIVIA ROSE ALL BRAZILIAN Corn beef and meat products will be removed from the supermarket shelves across the Turks and Caicos Islands. In light of a major “bad meat” scandal in Brazil local authorities on Wednesday March 22, in an effort to safeguard the health of the populace issued an immediate withdrawal of corned beef and other meat products from Brazil amidst reports of alleged corruption of government meat inspectors allowing card board, expired meat and carcinogenic products to be exported. Some of the biggest consumers of Brazilian meat have suspended imports over allegations that companies have been selling unsafe produce for years. China has banned red meat imports from Brazil, while the European Union said it would stop buying from companies implicated in the scandal, several Caribbean countries have also imposed a temporary ban on Brazilian meat products including Jamaica and Trinidad. The crisis was triggered by a huge federal police operation on Friday March 17. It found evidence that meatpackers had been selling rotten and substandard produce for several years. Brazil is the world`s second largest exporter of meat, that industry plays an important part in the country`s economy, with exports worth more than $12bn (£9.7bn) a year. red meat and poultry exporter. On Friday, federal police raided meatproducing plants and arrested more than 30 people. The Government suspended more than 30 senior civil servants who should have spotted the unhygienic and illegal practices. They are currently being investigated for corruption. During an exclusive interview with the Weekly News on Wednesday March 22, Director of the Department of Agriculture, Wilhelmina Kissonsingh, made it clear that her department is not taking any chances and has been working assiduously to ensure the proper recall process is executed. The Agriculture Director stressed the importance of safeguarding the welfare of consumers.

She explained that supermarkets locally are cooperating with the department to ensure that all Brazilian meat products are removed from the shelves. “They`ve been very cooperative, at least one of the largest ones in particular, they`ve been willing to work with us, because at the end of the day if the consumer gets sick from a product they bought they won`t go back and shop there, so the consumers safety is always paramount. “The Environmental Health Department is responsible for going into the supermarkets and looking for foods that are expired on the shelves and getting them out of there.” Kissonsingh further pointed out that corned beef and other meat products are not directly imported to the Turks and Caicos Islands from Brazil, it is however imported from Jamaica which imports from that market. She emphasized that while many local grocery proprietors may find it burdensome to go through the department’s strict importapplication process, it is necessary to ensure that products are safe for human consumption. Kissonsingh emphasized that this is the reason her department is strict on biosecurity measures in an effort to avoid importation of rotten and substandard produce that would pose harmful health threats to consumers. She also revealed that Jamaican health officials are planning to embark on a fact finding mission in Brazil to do its own investigation into the allegations, after which information will be shared with the relevant authorities in the Turks and Caicos Islands. The Brazilian government has done all it could to avoid a total or partial ban on meat imports from other countries. Brazilian President Michel Temer, held emergency meetings during the weekend and even invited foreign diplomats to a steak house on Sunday evening to try to reassure them according to Brazilian news reports. “The Brazilian government reiterates its confidence in the quality of a national product that has won over consumers and obtained the approval of the most rigorous markets,” said Mr Temer. But the effort was in vain. China, the EU, South Korea and Chile have now announced restrictions on Brazilian meat products. Together they accounted for nearly one third of Brazilian meat exports in 2016, O Globo newspaper reported. Three meat-packing plants have been closed and another 21 are being investigated. Mr Temer said the plants under scrutiny represented

a tiny proportion of Brazil’s meat industry. “Only 21 units out of 4,837 in Brazil subject to government inspection are facing allegations of irregularities. And only six of them have exported in the past 60 days,” said Mr Temer at a meeting with foreign diplomats on Sunday. Operation “Weak Flesh” was launched in the early hours of Friday in six Brazilian states after a twoyear investigation. Federal police carried out raids in 194 locations, deploying more than 1,000 officers. The investigators allege that some

managers bribed health inspectors and politicians to get government certificates for their products. They accuse more than 30 companies of a number of unhygienic practices. Among them are JBS, the world’s largest beef exporter, and BRF, the world’s top poultry producer. “They used acid and other chemicals to mask the aspect of the product. “In some cases, the products used were carcinogenic,” the police said. Both JBS and BRF said they followed high quality standards and sanitary regulations.

Last supplementary estimates for financial year tabled in HOA THE fifth and last supplementary estimates for financial year 2016-2017 has been tabled in the House of Assembly. The estimates, which is now with the appropriations committee, was tabled in the House by Premier and Minister of Finance, Sharlene Cartwright Robinson on Wednesday, March 22. She explained that the money is being taken from projects that did not have successful bidders or where there was no response to tenders as well as savings in other areas of the budget which would have been lost when the 2016-2017 financial year comes to an end on March 31. “As a government, we have decided to use these monies as best as we can before we close out the financial year.”

The Premier further explained that the money will go towards settling litigation (claims against the government), property acquisition, and the repatriation of the 40 poachers who were captured in TCI waters this past week. As previously reported, the 2017-2018 budget is expected to be tabled in the House of Assembly later than the government expected. This was according to the Premier during a press conference earlier this month. The government is constitutionally bound to pass the budget by July, the Premier assured at the time. She further stated that her government is on track to do that and that the country can expect it much earlier than the constitutional deadline.

Premier a hypocrite for ignoring 100% Service Charges Amendment Bill - Royal Robinson BY OLIVIA ROSE APPOINTED member of the PNP Opposition, Royal Robinson has labeled Premier, Sharlene Cartwright-Robinson a hypocrite for not bringing the Service Charge Amendment Bill 2017 for its first reading in the House of Assembly yesterday (March 23). Royal Robinson earlier this week issued a statement calling on the Premier to step up to the plate and to deliver on her ardent position. Robinson cited the Hon Sharlene Robinson`s position and her enthusiastic behavior on the service charge issue when she was Leader of the Opposition in the House of Assembly , he recalled her eagerness to see her private members motion be reinstated as TCI law. He said : “Now is the time for the Premier to step up to the plate, or be seen as just grandstanding when she had an opportunity, but really and truly not having a care for those hospitality workers that supported her in the numbers that they did in the recent elections. “The Service Charge (Hotel and Restaurants) (Amendment) Bill 2017 that I have had caused to be published in the Gazette for the requisite amount of times as a Private Members Bill, is on the Order Paper for this sitting of the House of Assembly on Wednesday, 22nd March, 2017. “This Bill asks for, among other things, that the full 100% Service Charge that is collected be paid to the workers; that an accounting of the collection and distribution be mandatory and making it illegal for the penalization of staff for collecting tips.” This means that thousands of industry workers will have significantly more take-home pay. “I am therefore calling on the Premier to move a motion in the House of Assembly to have this amendment Bill be taken through its three (3) readings at this sitting and that she ensures its passage in the House by impressing on her colleagues to support this Bill as they did the resolution that she had previously made. However, yesterday`s sitting of the House of Assembly adjourned “sine die”, without the bills being read. According to the PNP`s appointed member, this move reeks hypocrisy.

He said: “The self-proclaimed ‘Best Man for the Job’, Premier Cartwright-Robinson, refused to bring the Servant Charge Amendment Bill 2017 for its first reading at the latest sitting of the House of Assembly by closing the proceedings sine die. “Having been a supporter of a similar Private Members Bill brought by then Opposition Appointed Member, Hon. Clarence Selver, it baffles my mind why the Premier, who is directly responsible for the order of the proceedings of the House, did not even allow for the Bill to be presented for a first reading. Robinson added that: “Having previously stated “that both parties campaigned on this (Re: 100% Service Charges) and that this is still right for the people who work tirelessly and hard in the hospitality industry. The Premier missed an opportunity to ensure the quick passage of a Bill that would see hospitality workers realizing a 66% increase in the total amount of service charge payments received on a monthly basis.” He explained: “If you currently take home $300 per month on average, you will instantly start taking home $500 per month and if it’s currently $600 then it would be

$1,000. It is really a no- brainer. “My further disappointment was to have the first major piece of legislation, save and except for a few money Bills to keep the Government functioning, brought to the House by this “Change” Government, be a Bribery Bill and co-signed by our Honourable Premier.” Robinson asserted that the bribery bill comes at a time when various aspects of the Political Activities Ordinance, the Integrity Commission

Ordinance, and the Public Service Ordinance, all covering how bribery, should be dealt with in the Turks and Caicos Islands. “This is in the face of all those promises made for their first 100 day agenda.” He called on the Premier to have the Service Charges Amendment Bill 2017 read three (3) at the next sitting of the House of Assembly on 27 March. In jest he said: “Lest she

finds herself in the category of a “Blowhard”. A change in the law would give hotel workers 100% of the service charge collected, and not just the 40% they are reportedly now receiving. Paradoxically, the Progressive National Party while in Government did not support the resolution on gratuity or the private members motion on service charge when they were brought to the House in 2016.

Sunny Foods defendants sentenced to 10 and 11 years AFTER three hours of deliberation, the seven-member jury in the Sunny Foods trial came back with a verdict of guilty on all counts for the three defendants. Late Thursday afternoon (March 23), news of the verdict broke after the extended trial of the three Haitian men. Over these past several weeks they have been on trial for offences stemming from the April 10 robbery and shooting at the Sunny Foods supermarket. Those now convicted are 33-year-old Reginald Presil,

32-year-old Fritzer Prevalus, and Wilbert Almonor, all of whom faced charges of conspiracy to commit robbery. Prevalus got 11 years while Presil and Almonor got 10 years each. The case against the men stemmed from an armed robbery and shooting of a local security official and exsuperintendent of police Alboin Williams outside of the Five Cays store in Providenciales last year. Witness accounts of the brazen

daylight robbery stated that the assailants were waiting for Williams – who is also the owner of Tag Security Services – to exit the store with the bag of money he normally collects from that location. When he came out of the supermarket the men allegedly knocked him to the ground, grabbed the bag of money, fired three shots into Williams’ back and made good their escape. The men were arrested in June last year and were charged with the crime. (DELANA ISLES)

The Cabinet has released the names of those who will serve on the new Government Boards for the next year or two. While some people welcome the announcement as a “good pick”, others see it as just an appointment of “family and friends.” What are your thoughts It’s tough

It’s tough to NOT pick friends and family here!

Why so many Boards?

Committee appointments are accepted ways of rewarding the “party faithful”, one must question whether the appointees have any knowledge of, or experience in, the areas they are now expected to influence.

What guidance?

Firstly, one must ask why this country needs such a proliferation of Boards and Committees in the first place? It seems that these will only backlog the operation of the affected Government Departments, without really bringing any real benefit to the underlying processes. One need only look at the delays and frustrations occasioned by the Immigration Board failing to meet on a sufficiently regular basis to know how true this assumption is. Then, even if we must reluctantly acknowledge that these Board and

What guidance is given to those who are to sit on the Work Permit Board, for example? Are they given any details on exactly what skills the country seeks to import, or is the work permit process going to continue to be just another means of raising revenue for the Government, without any thought being given to the social problems that arise from the importation of minimally-paid labourers? Perhaps what we need is a properly-constituted “Illegal Immigration Board”, to advise and assist Government in dealing with what is KNOWN to be a huge problem, and SUSPECTED to be

a source of much of the crime prevailing in our community these days.

Call it what you will

Another Misick nephew became the rich owner of our domestic airline after he received huge subsidies under the 2003/2009 government of Uncle Mike. Nothing could ever be as inbred as those governments. We need more citizens. Our people are leaving. Time for Premier Robinson to do something with the mess we call immigration. 10,000 dollars for a poor immigrant to pay for a PRC without the right to vote. Otherwise we will continue with a government and boards of friend’s neighbors and relatives.

Small population

Turn it or twist it, it is cronyism it is nepotism; the PDM needs to do better than the PNP and be mindful of who they select as members for these boards.

It would be difficult

I haven’t seen the list....but in a country as small as the TCI it would be difficult to fill all those Boards with non-family, or enemies.... Just sayin.

Cronyism, nepotism, call it what you will, always rule the waves. Talking of Britannia, the U.K. side of things doesn’t fare better; full of political correctness and hubris being the words that springs to mind. In fairness, there are some really good people; especially in the Cabinet. It’s a truism that really talented people don’t need to advertise themselves and unlike so many empty vessels they don’t make the most noise. We need them, given the frightening problems of crime, porous borders (which those who are responsible simply will not tackle), endless SIPT nonsense, we exude instability and investors stay away.

The TCI has a small population that is getting smaller. It is hard to find qualified people other than your friends and some relatives. We need real legal immigration to swell the population. Hopefully the new minister of immigration will take that department apart and open the legal doors. In the meantime who could complain about the new government when the people ignored what the former government did. NIB Board members ErvIn Quelch and Trevor Cooke transferred over 20 million of the pension funds to political friend Washington Misick’s high risk private bank. For 4 years Washington served with his niece Akierra and his nephew DonHue. Norman Saunders son became Digicell chief for years.

The Talbots to be honoured for 77 combined years of ministry IN OCTOBER 2016, the Talbots were honoured by Dr Bill Hamon and the Christian International Family at the 49th gathering of apostles and prophets in Santa Rosa Beach, Florida. Kingdom Advancement: Dr’s. Jim and Judy Stevens oversees the Global Network which comprises of over three thousand churches worldwide. The family connection to Dr. Bill Hamon and the Global Network family began in 1984 when Apostle Oscar Talbot attended one of the first gatherings in Santa Rosa Fla. Unaware of her father’s previous visit to Santa Rosa, Apostle Elva Talbot made her first visit in January 2010. That was the first of many, the Talbots would return yearly.

In October 2011 they were ordained By Dr. Bill Hamon and the Christian International Presbytery. Last year, October 2016, Apostle Elva Talbot led a delegation of 13 to Santa Rosa Florida to attend the 49th International Gathering of Apostles and Prophets (IGAP) 2016. On Wednesday they sat in the congregation amidst hundreds of international delegates, cheering and celebrating the honourees of 2016. Their cheers turned to shock and surprise when they saw the TC’s pristine beaches and turquoise

water, and familiar faces of the Talbots and the CI TCI Family appeared on the monitors in the sanctuary. They were ushered to the platform to receive their awards for Ministries of the Year. On Monday, April 1st, 2016 at 7:30 pm, The Turks and Caicos Network along with their church families and friends will gather at the New Life Global Harvest Sanctuary on Leeward Hwy. (Opposite Fortis) to once again honour Apostles Oscar Elva and Ophelia Talbot. This parent-daughter team

has a combined 77 years in Christian ministry. Both parents and daughter began their ministry as preaching evangelist to date. Both are serving as pastors. Apostle Elva also serves as Executive Director for the TCI Network. Apostles Oscar and Ophelia have been ministers of the Gospel for half a century and their daughter Elva, who began ministering as a youth, is still pioneering after twenty seven (27) years. Family, friends and well wishers are invited to attend this special celebration for the Talbots.

“Appalling” Bribery Bill divides House BY DELANA ISLES OPPOSITION members, under whose administration the controversial Bribery Bill was first tabled in the House of Assembly, were this week up in arms about it when it again made its way to the Assembly. On Wednesday (March 22), Opposition appointed member Royal Robinson along with PNP elected member for Grand Turk North, George Lightbourne were very vocal in their disapproval of the proposed law. During their contributions, the members called the bill “appalling” and “dangerous”. Robinson said: “This Bill starts out by offending a number of serious principles that have been adhered to over time, the first principle is that you cannot legislate morality, the second principle is that you are innocent until proven guilty. “This Bill presupposes guilt on behalf of a number of persons before you are brought to trial.” Robinson stated that the Bill “appalls and horrifies” him to core of his being. He further noted that the Bill appears to target civil servants.

While Lightbourne stated that the Bill is very dangerous and “goes against the culture and norms, as well as being too far reaching. In her contribution, Premier Sharlene Cartwright Robinson upbraided the members of their interpretation of the proposed law, stating that she is offended that anyone would think civil servants are being singled out in the Bill or would even suggest that all civil servants are inherently corrupt. In stark contrast to the contributions of her fellow party members, Akierra Missick sought clarity on issues she had previously raised with regards to the Bill and whether these were dealt in the revised document currently before the House. Meanwhile, in presenting the Bill to the House, Attorney General Rhondalee Braithwaite-Knowles noted that the Bill is substantially the same Bill as was presented in the last term of the House but which had had not made it all the way through to completion before the term’s end. The attorney general advised the assembly that a significant change has since been made to the Bill which resulted from the debate in the last term.

SIPT Trial to resume April 24 THE TRIAL of former premier Michael Misick and several others has been delayed even further by the court. The court, which was initially slated to resume on Monday, March 20 after an extended adjournment, will now resume its sitting on April 24.

The third delay is a result of an application by Misick’s new attorney, Reginal Armour, for additional time to review trial documents as he is new to the case. Armour had only joined Misick’s case earlier this month after his last lawyer, Ralph Thorne, resigned from the trial.

CORRECTION WEEKLY News wishes to correct an error printed on page 9 of our March 18 to 24 issue, which listed Ewing George as a defendant in the Sunny Foods trial currently underway in Grand Turk. George, who was first arrested in the matter, was

subsequently released by police due to lack of sufficient evidence. This publication regrets the error and hereby apologies to Mr George for any embarrassment or inconvenience caused by the mistake.

The Bill seeks to reform the criminal law of bribery to provide for a new consolidated scheme of bribery offences to cover bribery in the Turks and Caicos Islands and abroad. It seeks to replace the offence of bribery as certain offences contained in the integrity commission ordinance and the elections ordinance which would be repealed with two general offences. It first covers the offering,

promising or giving of an advantage or the offence of bribing another person, the second deals with agreeing to receive or accepting of an advantage or the offence of being bribed. She said that the formulation of these two offences abandons the agent or principle relationship on which some of the previous law was based in favour of a model based on an intention to induce improper conduct. She added that the Bill creates the discreet offence of bribery of a foreign public official and a new offence where a commercial organization fails to prevent bribery. The consequences of offences related to commercial organisations are dealt with in the Bill, this was changed from the last version of the bill to ensure that the prohibition against individuals doing business with government where they had been found guilty of bribery for a period of years applies equally to corporate entities in the same way. She noted that the main provision of the Bill includes a maximum penalty of $50,000 and five years

imprisonment for all the offences except the offence relating to commercial organization, which will carry a higher imprisonment penalty and an unlimited fine. It also speaks to extra territorial jurisdiction to prosecute bribery committed abroad by a British Overseas Territory citizen, a Turks and Caicos Islander, a person ordinarily resident in the TCI as well as TCI nationals and TCI corporate bodies, the attorney general stated. She said that these provisions are consistent with national convention that require jurisdictions to implement legislation to deal with bribery especially in relation to foreign corrupt officials and that these provisions are in line with those in the United Kingdom and will be instituted across the territories. Of note in the amended Bill, she added, is where the Ordinance will be applied to individuals in the public service of the Crown. They will be liable to prosecution if their conduct in the discharge of their duties constitutes an offence under the Ordinance.

DDME and CDEMA collaborate to host emergency training workshop BY DAISY HANDFIELD THE DEPARTMENT of Disaster Management and Emergencies (DDME) collaborated with the Caribbean Disaster Emergency Management Agency (CDEMA) to host a four-day National Emergency Operations Centre (NEOC) training. The initiative was held at the DDME’s Providenciales headquarters on the Leeward Highway from March 20- 23, 2017. The program was facilitated by operations specialist, General Earl Arthurs and Miss Joanne Persad, manager of Program Response and Recovery for CDEMA. Both instructors have extensive emergency management experience in multi-agency coordination responsibilities, processes, and procedures. During the workshop Miss Persad told media houses that the focus was to ensure that the participants understood how to work and operate in an Emergency Operations Centre (EOC) and to understand the purpose of an EOC. “This is all about ensuring when disaster strikes, there is a coordinated effort nationally and from island to island to ensure that needs are met, priorities are highlighted and decisions are made in a timely and effective manner,” she said. Participants took part in a full scale table top exercise where they had the opportunity to put into practice what

they learnt and better understand what normally takes place in an EOC during an emergency. The facilitator and manager said: “We focus of course on the role, the purpose and the functions of an emergency operated centre. There is a theoretical aspect where we discuss some of the main concepts and the main issues and challenges and priorities of an EOC and then there is a practical aspect of it where we do a lot of exercises and we take the exercises from a table top to a functional exercise in the room. We ensure that the participants are playing the role that they would normally play in an emergency. So, there is an EOC director who will be assigned and there is a role for permanent secretary for the National Disaster Management Office here at DDME. The participants play their role and we provide them with scenarios of what could happen in a disaster.” Persad added that at the end of the workshop she hopes that the participants will completely understand what an EOC is and that their ability to operate in an EOC context is strengthened. She said: “We want to see overall a strengthened Turks and Caicos Islands disaster management system, specifically Emergency Operations Centres function.” The CDEMA program manager expressed that it is very important for Governmental bodies and the private sector to come together for training, stating that when they come together

it builds partnerships. “When they come together and they train like this it builds partnerships; it builds networks and it builds an understanding of who we are and how we work so it is easy to collaborate on communicating times of emergencies. That is one of the hidden gems and positivity that comes out of training such as this; the network that is built. Not just

and recovery activities. As such, this workshop is geared towards persons who are expected to report to the NEOC to respond to a disaster event; and aims to increase the resilience of National Disaster SubCommittee Chairs, Deputy Chairs and other Emergency Agencies to effectively deal with disasters and emergencies that may negatively impact the Turks and Caicos Islands.

Munich Olympic survivor shares his story BY DAISY HANDFIELD DAN Alon, survivor of the 1972 Munich Olympic Massacre was recently in the Turks and Caicos Islands, speaking at the Brayton Hall in Providenciales last Tuesday on his experience during that tragic day. The 72-year-old Munich Olympic survivor’s world was shattered on January 5, of that year when a group of terrorists called Black September invaded the building where he and his fellow 15 athletes were. Eleven were murdered in cold blood; only five managed to escape. Alon was one of them. During the event Mr Alon told the audience that he was grateful to be alive and to be able to share his story with the world. He said: “Well as you know the story, the Israeli delegation, we were in Munich in 1972 and

unfortunately we were attacked by a group of terrorists and they killed 11 Israeli athletes. There were only five survivors and I am one of those survivors.” The event was hosted by Rabbi Sholom Bluming, head of the TCI Jewish community. Mr Bluming said that this event was important because it brought about unity. “We live in a beautiful island and a beautiful country; Turks and Caicos Islands. When we come together in unity, we strengthen ourselves as a people, as a nation and as a country. “I think today people are looking for messages of hope, resilience and healing. Dan Alon’s story is a story of rebuilding his life; a story of a man who faced the toughest and most difficult moments that anyone could ever imagine. He went to the Olympics in the hope and in

the prayer of sportsmanship and of brotherhood, but he went home carrying the coffins of his fellow teammates. Even yet with that, he is a man who is optimistic, a man who is hopeful for a peaceful future. I think that people are looking to tap into that spirit and into that energy,” he said. TCI Olympian, Delano Williams was present at the event and stated that he himself experienced trials during his time at the Olympics and that he was excited to have Mr Alon in the TCI sharing his story. Dr John Freeman, Governor of the TCI, said he remembered the events of 1972 quite clearly and that any form of attack on anyone is distasteful. “I remember the great tragedy on our television screens and the shocking effects…Indeed, it is a privilege to be here this evening with

Dan Alon, a survivor from that and a man who has a made a marvelous example of himself in the period since then,” he said. Premier of the TCI, Hon Sharlene Cartwright-Robinson was also in attendance and she thanked the Jewish community for bringing in Mr Alon.

Hon Cartwright-Robinson said: “I would like to thank the Jewish community for bringing yet another person to this country. I was here a few years ago when they brought in the holocaust survivors… I find that these stories are actually very inspiring and I think that we can learn a lot from their lives.”

Premier calls on society to give ex-cons a second chance BY DELANA ISLES

Beaches TCI invites locals to attend free training in traditional folk art BEACHES Turks and Caicos Resort and Spa will be embarking on a new training workshop that aims to equip young Turks and Caicos Islanders with the skills needed to become entertainers in traditional folk art through stilt walking and fire breathing. Described as a community outreach program, Beaches Turks and Caicos is generously opening the training to members of the public free of charge. Director of Entertainment at Beaches Turks and Caicos, David Ellis says of the new workshop, “Beaches Turks and Caicos has lots of opportunities that persons who are trained can be employed at the resort.” He continued that persons would be trained to walk on stilts and how to construct them, “we want them to learn the art of making the stilts, which means somebody in South Caicos can make their own stilts, someone in Provo can do it,” he added. The training will be provided by experts from St. Lucia and is open to islanders, men and women, from the age of 18 and is hoped to address the shortage in skilled entertainers in the traditional art field. Ellis explained that the training allows residents to provide variety to tourists who visit the Turks and Caicos Islands looking for an authentic island experience, “We often find that guest coming here will say we wanted to see something more island like… as opposed to something they know they could see back home.”

Ellis says the training would give the Islanders the opportunity to join the skilled entertainers at the Beaches Turks and Caicos Entertainment Department if they so wish or use the life-long skill to capitalize on new business opportunities in the community. Ellis said, “This an option which is open to those individuals who may not want to be a part of a structured 9-5 work environment, this will still give them the opportunity to take part in contractual work on a need basis or in the community.” The Entertainment Department at Beaches Turks and Caicos Resort provides some of the most elaborate entertainment for guests in the form of Creative Arts such as Cabaret, Samba and tango. The department hopes to revamp its entertainment slate by providing guests with more variety in the show line up with the introduction of stage plays. Audition are open to all TCI Belonger and PRC holders only, individuals must be between the ages 19 -25 years have a genuine interest in the performing arts. They must be willing to be trained in acrobatics, dance, creative activities and athletic. Both male and female are welcome and successful persons will be contracted to participate in the weekly Sesame Street Parade and Beach Party. PREMIER Sharlene Cartwright Robinson is again pleading with employers and members of the community to give persons who have served their time in prison a second chance at leading a law-abiding and productive life. The call, which was made in the House of Assembly on Wednesday (March 22), is not the first of its kind from the Premier. She has consistently called for increased rehabilitative initiatives to be put in place so as to help ex-prisoners with their re-assimilation into society so as to prevent recidivism. On Wednesday, she reminded that her government is committed to putting a national rehabilitation program in place that the country can expect soon. “We are very quick and very easy to lock up and enforce the law but there is very little public education, rehabilitation and prevention. “What we can do as a government, we are committed to doing that, and we are focusing quite a bit of our efforts this year on rehabilitation and ensuring that we reduce the repeat offender ratio.” She pointed out that the majority

of the persons who are locked up in Her Majesty’s Prison are oftentimes repeat offenders. She added that the community has a very important role to play in ensuring that it does not aid and abet criminals by alienating them, thereby forcing them back into a life of crime to sustain themselves. “When young men or young women are released from prison, as employers and as citizens we do not embrace them; and sometimes by our lack of action and lack of support they are forced back into a life of crime. “We need to accept responsibility and recommit ourselves to ensure that no young person, or no person

who has served their time in the Turks and Caicos Islands is left behind, kicked out or booted out of society forever,” she said. The Premier stated that her government will thereby be calling on every member of society to step up to the plate and assist her government in the rehabilitation of young people who largely make up the population. She further pointed out that the Grand Turk prison is bursting at the seams and that something needs to be done to keep people out of jail. Pointing to the recent capture of some 40 poachers in the Turks and Caicos Islands waters, the Premier noted that the prison which was built for eight something persons now has more than 50 persons in excess. As such, she added, the prison is unable to house these poachers. “That should tell us something as a people that we are quite content to sit leisurely by on occasions and watch our young men go to jail and not be in uproar about it.” She reiterated that it was time that the country started talking about preventing and rehabilitating those who may have gone the wrong way and give them a second chance in society.

Founder of DWF, Delano Williams himself, stated that these funds were donated in an effort to improve the sporting programs at the schools. Economic death by Attorney General Dear Editor, The time has come to direct the people’s attention to the risk of economic death by Attorney General. In recent years the people of the Turks & Caicos Islands and their economy have repeatedly suffered the unnecessary and negative consequences of corrupt and or inept decisions emanating from the Office of the Attorney General. Nobody in the Turks & Caicos Islands could ever forget our infamous Attorney General Kurt de Freitas who perpetually catered to the whims and desires of the Michael Misick Government, no matter how outrageous the request. For years Kurt de Freitas was known throughout the Turks & Caicos Islands as the “deaf, dumb, blind and narcoleptic” Attorney General. Mr. de Freitas was described in a March 2010 UK House of Commons Foreign Affairs Committee report on the Turks & Caicos Islands as turning a “blind eye” to rampant corruption in the Turks & Caicos Islands. Unfortunately for the people of the Turks & Caicos Islands, the UK Foreign & Commonwealth Office added insult to injury by finally replacing Kurt De Freitas with a marginally qualified London Barrister, Mr. Huw Shepheard, who had previously served in a rather junior Crown Council post in Bermuda. Huw Shepheard was widely regarded as being arrogant, stubborn and lacking respect for the culture or people of the Turks & Caicos Islands. His constantly stormy relationship with the Dr. Rufas Ewing-led Cabinet resulted in Ewing filing a court action seeking clarity on the constitutional powers of the post of Attorney General. In addition to offending investors and developers with his rude and

flippant attitude, a physical tussle with one of his own colleagues, veteran prosecutor Leonard Franklyn, prompted Franklyn to report Attorney General Huw Shepheard to the police for assaulting him. The real facts of the matter are that Huw Shepheard, in my opinion, was a hopeless alcoholic who could be found sitting drunk most nights on a bar stool at Baci Restaurant in Turtle Cove. Shepheard, a sickly man throughout his tenure in the TCI who was routinely absent from his Government responsibilities due to illness, resigned under a cloud of controversy and then demanded a million dollars in compensation from the Government of the TCI for “constructive dismissal”. Attorney General Huw Shepheard caused and presided over one of the most costly and contentious legal eras in the history of the Turks & Caicos Islands and that era has continued under the leadership of Attorney General Rhondalee Braithwaite-Knowles. Numerous Developers and investors from the islands of South Caicos, West Caicos, Grand Turk and Providenciales, too many to count, have accused the Attorney General’s Offices of failing to honor existing Development Agreements, land grants or Government commitments and changing policies and procedures that effectively circumvent existing commitments or concessions from the TCI Government. The Attorney General’s Office has already spent millions and millions of tax-payer dollars on lawyers and court fees fighting and losing with some of these developers and there appears to be a mounting number of offended developers threatening more litigation in the near future. This issue continues to foster the

perception that the TCI Attorney General’s Office cannot be trusted to honor commitments, land grants, promises or Development Agreements and has been discouraging potential developers and investors from taking risks in the TCI. That’s why our development economy remains almost dead or miniscule at this time. The commercial economies of America, Britain and Canada have been robustly recovering from the last economic downturn as objectively evidenced by the visible development and investment in those countries over the past few years. But there has been almost no visible new investment in the TCI since 2008. The reason? Despite former Premier Rufas Ewing’s past public proclamations that “the TCI is open for Business” the Government of the Turks & Caicos Islands (specifically the Attorneys General’s Office) is publicly known throughout the international business community for “failing to honor existing Development Agreements and commitments or changing policies and procedures that effectively circumvent existing commitments or concessions from the TCI Government”. In business this unethical tactic employed by the TCI Attorney General is referred to as “bait & switch”. The TCI cannot hide these negative facts and consequences from potential developers or investors. Due diligence will expose an unreliable or untrustworthy Government every time. Economies function on cycles often averaging six or seven years of a positive commercial growth period followed by four to six years of a negative growth period and the TCI has not been getting our share

of positive commercial growth over the past few years. Will we get our share of growth before the current cycle ends? Many experienced businessmen believe that the lack of commercial growth and development in the TCI is a direct result of the contentious relationship that the Attorney General’s Office often creates with developers and investors. It is inherently unwise to allow a lawyer with no practical business experience, Attorney General Rhondalee Braith-Knowles, to act as the point person or to be involved in representing the TCI when negotiating

or structuring Development Agreements with developers or investors unless we wish to continue discouraging developers and investors from investing and expanding the TCI economy. A lawyer’s place in a courtroom. Not obstructing business negotiations and alienating developers and investors. Economic death in the TCI by Attorney General? A very real possibility if the TCIG continues to allow Attorney General Rhondalee Braith-Knowles to do it her way. Edith Delancy

Private beaches Dear, Editor As somebody says in previous comments here in the UK the basic legal situation is that all land between the high and low water marks belongs to the Crown and has done for many centuries. Depending on the terrain that may only be a few feet at the base of cliffs, or in our very gently shelving Eastern beaches it can be a mile or two. Thats the very ancient legal position, which still prevails. For instance if you as an individual or a small sailing club want to build a concrete ramp to launch small boats permission from the Authorities has to be obtained before work starts. Even for the lifeboat ramps. Whats more interesting, much more recent UK specific law has extended the ‘’Crown Estate’’ outwards across

the sea bed out to territorial limit mileages. This last really to control the oil industry, but it has major implications for oyster beds and the like. Whether this applies in the TCI I do not know. But generally speaking all UK beaches are for public access despite efforts by a very few hoteliers to the contrary. Whats more important, the public at large knows this and like it that way!. Try putting a fence up at Blackpool and see how you get on! Americans - coming from a revolutionary country - for understandable reasons - have different feelings about this. TCI observes World Down Syndrome Day 2017 BY OLIVIA ROSE THE TURKS and Caicos Islands joined with the rest of the world on March 21 to observe “World Down Syndrome Day” under the theme “My Voice My Community”. The Ministry of Health in a statement noted that although there are less than 10 persons with Down Syndrome registered in the Turks & Caicos Islands, the aim is to enable people with disorder to speak up, be heard and influence government policy and action and to be fully included in the community. Down Syndrome and other disabilities have gained increased attention over the years in the Turks and Caicos Islands.

To this end Government has crafted several policies aimed at addressing special needs in the, especially in the Education sector. On December 7 2016, Cabinet agreed to the policy to deal with special education needs of students in the Turks and Caicos Islands. Former Education Minister, Akierra Missick, on this signal achievement said: “Over the past years we have seen an increase in demand for these services. The Ministry is supporting two special programs that it believes adequately meet the governments’ standards and will continue to do so in special public/private sector initiatives.” She said a comprehensive approach involving key ministries,

enhancement of current services and the involvement of parents and care givers in a well-structured and coordinated response to this area was needed. The suite of policies also included the school inspection policy, zero tolerance policy, the alternative education policy and the teaching standards framework. Here in the TCI there is a growing number of children within schools who have been diagnosed with special educational needs, and while the exact number is unknown, it is thought to be in the region of five per cent of the school population, the minister observed. The term Special Educational Needs covers specific learning

difficulties such as Down Syndrome, Dyslexia and Attention Deficit Hyperactivity Disorder (ADHD), pervasive disorders such as Autism and physical disability, hearing impairment, visual impairment, as well as gifted and talented students. The United Nation defines Down Syndrome as a genetic occurrence caused by extra material in chromosome 21 that results in intellectual disability. It is not yet known why this occurs. The UN estimates the prevalence of Down Syndrome incidence between 1 in 1,000 to 1 in 1,100 live births worldwide. Each year approximately 3,000 to 5,000 children are born with this chromosome disorder and it is

believed there are about 250,000 families in the United States of America who are affected by Down Syndrome. According to the United States National Down Syndrome Society, people with Down Syndrome have an increased risk for certain medical conditions; such as congenital heart defects, respiratory and hearing problems, Alzheimer’s disease, childhood leukemia and thyroid conditions. However, many of these conditions are now treatable, so most people with Down Syndrome lead healthy lives. Life expectancy for people with Down Syndrome has increased dramatically in recent decades from 25 in 1983 to 60 today.

FortisTCI supports South Caicos Regatta’s Golden Jubilee In anticipation of the South Caicos Regatta’s 50th Anniversary this May, FortisTCI representatives presented Regatta committee members with a donation of $8,000 towards the event’s sailing activities. During the presentation held at FortisTCI headquarters on March 23, 2017, a framed copy of this year’s FortisTCI calendar - focusing on the History of Sailing in the Turks and Caicos Islands - was also handed over to honour those who contributed to the growth of the islands in the ‘Age of Sailing’. FortisTCI Senior Vice President of Corporate Services and CFO Ruth Forbes said that the production of the calendar is an initiative that the company has been doing for a number of years to showcase different aspects of history and heritage of the Turks and Caicos Islands. She added that it has been an anticipated piece of work that the customers and community members have come to look forward to. This year the calendar honours TCI Maritime history and sailing, which has had a significant contribution on the economic growth and development of the islands. South Caicos Regatta’s Committee Spokesperson Bill Clare, who received the framed copy of the calendar, has been involved in the Regatta since the 1970s and also played an instrumental role in making the production of the publication possible. Clare reminisced that the Regatta was formed 50 years ago to remember Her Majesty’s visit to the

islands. He said that the memory of the scene in which 30 or 40 sloops sailed pass before the Queen left was an unforgettable sight that will never be seen again. Sailing has been a part of the lives of the people of these islands and though through the years the Regatta celebrations have been changing, it has always continued to celebrate local culture. This year’s events are scheduled for May 25 – 28 and will include sail boat and speed boat races, battle of the bands, Little Miss Regatta and Miss Regatta pageants, competitive cultural activities like donkey race, hop scotch, conch knocking, darts, dominoes and marbles. Everyone is encouraged to head over to South Caicos and enjoy the events of the oldest festival of the Turks and Caicos Islands.

the representatives of the owner of the parcel of land which comprises the path to Taylor Bay Beach. The path is private property, presumably owned by Lord Ashcroft. The owners of the residences on Oceanpoint had nothing to do with the construction of the lockable

In our TCI parliament, prior to 2003, our first man to become premier belittled our then chief

minister for chief’s proclamations of faith. Later as premier, laws and rules based on the word of God were ignored. Now that former premier and his associates are in some kind of trouble. Defense attorneys jumping ship. The new change government is spending a large part of their political capital making God first in all the processes of government. We have experienced too much of the devils work from voodoo to blatant disregard for common sense. Let us be patient and promote this change back to Christianity. We all know why we have crime among our youth, That same problem exists in America. USA manufacturing with its jobs for designers, managers and well paid workers dwindled, youth has limited hope for the future.

TCI economic growth greatly slowed due to prior government corruption and left our youth confused and frustrated. If America and TCI put God first again He will guide us back to our destiny. God put man on earth for His honor and glory. We are made in His likeness to prove God’s experiment with free will given the children of Genesis will be proven right. We notice on social media one strong TCI based voices speaks out in favor of American abortion clinics and against the American idea of school vouchers which give USA parents the right and resources to send their children to a private often religious based schools. It’s time for him to change.

Funnel web spiders are milked using a pipette that sucks up their venom.

Spider venom may offer stroke therapy A PROTEIN in spider venom may help protect the brain from injury after a stroke, according to research. Scientists found a single dose of the protein Hi1a worked on lab rats. They said it showed “great promise as a future stroke treatment” but had not yet been tested in human trials. The Stroke Association said the research was at its early stages but it would “welcome any treatment that has the potential to reduce the damage caused by stroke”. The researchers, from the University of Queensland and Monash University, travelled to Fraser Island in Australia to hunt for and capture three potentially deadly Australian funnel web spiders. “We regularly collect spiders

from Fraser Island off the south coast of Queensland,” explained lead researcher Prof Glenn King. “The reason for this is that funnelweb spiders dig burrows that can be as deep as 20-30 cm. Thus, digging them up from hard clay soils is very difficult. Fraser Island is a sand island which makes it easy for us to extract the spiders from their burrows.” The team then took the spiders back to their laboratory “for milking”. This involved coaxing the spider to release its venom, which could then be sucked up using pipettes. Next the scientists dissected the venom gland of the spiders and honed in on a protein in the venom to recreate a version of it in their lab. They then injected this Hi1a into the lab rats.

They found that the protein blocked acid-sensing ion channels in the brain - something the researchers say are key drivers of brain damage after stroke. Prof King said the protein showed “great promise as a future stroke treatment”. “We believe that we have, for the first time, found a way to minimise the effects of brain damage after a stroke. “Hi1a even provides some protection to the core brain region most affected by oxygen deprivation, which is generally considered unrecoverable due to the rapid cell death caused by stroke.” The research was published in Proceedings of the National Academy of Sciences. Sea otters use rocks to crack open shellfish.

Sea otters ahead of dolphins in using tools Sea otters may have been using stone tools for thousands or even millions of years, according to scientists. It appears otters learned how to use tools long before other marine mammals. Sea otters are often seen floating on their backs, using rocks to break open shellfish for food. A genetic study of more than 100 wild sea otters living off the Californian coast suggests their ancestors living millions of years ago showed this behaviour. Dolphins in Australia have been seen to use sponges to protect their noses when scouting for fish on the sea floor. However, this seems to be a relatively new invention, happening less than 200 years ago. Dr Katherine Ralls of the Smithsonian Conservation Biology

Institute in Washington, US, said they were surprised to find sea otters using tools were not from the same family group, suggesting the behaviour originated in the ancestors of modern sea otters. “It’s older in sea otters,” she told BBC News. “They’re very smart; they’ll use rocks as anvils and as hammers.” Unlike dolphins, using tools seems to be innate in all young sea otters, said the researchers. “Orphaned otter pups raised in captivity exhibit rudimentary pounding behaviour without training or previous experience, and wild pups develop tooluse behaviour before weaning regardless of their mother’s diet type,” they wrote in the Royal Society journal Biology Letters. The mistakes, or mutations, cause cancer to happen because even a tiny error in DNA can make cells multiply out of control, the study said. Scientists had thought these mutations resulted mainly from two things: Either the mutation was inherited, or it was caused by outside factors that can damage DNA, such as cigarette smoke or ultraviolet radiation, the researchers wrote. But a third cause — random mistakes — actually accounts for two-thirds of these mutations, said the new study, published today

(March 23) in the journal Science. When a cell divides, it copies its DNA, so that each of the new cells will have its own version of the genetic material. But each time this copying happens, it creates an opportunity for a mistake to occur. And in some cases, these mistakes can lead to cancer. About 66 percent of cancers were due to random mistakes, 29 percent of cancers were due to environmental factors or people’s lifestyles, and 5 percent of cancers were due to inherited mutations, the study found. This result, the researchers noted, lined up somewhat with an estimate from Cancer Research UK that 42 percent of cancers could be prevented with changes to lifestyle. Some types of cancer, such as brain and prostate cancer, are nearly entirely attributable to random mistakes, the study said. The researchers found that random

UK: Teachers’ unions merge to make super-union THE members of two teaching unions have voted to merge to form a new super-union, to be called the National Education Union (NEU). The merged National Union of Teachers and the Association of Teachers and Lecturers will become the biggest union of teachers and educators in Europe. ATL general secretary Mary Bousted said with nearly half a million members, the profession would have a stronger voice. NUT head Kevin Courtney said

the union would be a game-changer. The NEU will be formed on 1 September and will represent some 450,000 teachers, as well as other education workers such as teaching assistants and support staff. Ms Bousted said the merger was a “historic moment”. “With nearly half a million members, we will speak with a stronger voice on behalf of education professionals and the children, young people and adults they support,” she said.

Haiti police dispute there was attempt on Aristide’s life HAITIAN police on Tuesday rejected claims by ex-President Jean-Bertrand Aristide’s lawyers and associates that the twice-elected, twice-ousted former leader was the target of an assassination attempt. Shots were fired at the former president’s motorcade Monday as it passed through an intersection in downtown Port-au-Prince. Aristide ally Yvon Feuille and lawyers have described the incident as an “assassination attempt” and allege the shooters were police. But in an interview with The Associated Press, Deputy Commissioner Jean Alix PierreLouis said Tuesday that the chaos was caused by partisans of two political factions who hurled rocks and fired guns when Aristide’s motorcade passed by following his testimony at a court hearing. A cellphone video made public by Aristide’s Fanmi Lavalas political movement doesn’t capture the full incident, but shows rocks raining down on police officers, who take cover behind cars. At least two officers are clearly seen firing their weapons toward the opposite side of the intersection. Police Inspector Prenel Duval said that officers with the Motorized Intervention Brigade fired live rounds, but he asserted the intention was to disperse people. He said there was

Ingraham hits out at ‘lack of transparency’ on Bahamian economy FORMER Prime Minister Hubert Ingraham yesterday criticised government’s lack of transparency over the economy this term, challenging that the Christie-led administration’s fiscal performance over the past five years could not rival his party’s governance during the Great Recession. Mr Ingraham lamented that the government has not made much information available to the public, and as such, he did not know very much about the current state of the economy. During an interview on Bahamas at Sunrise, the former Prime Minister said that public concerns over the national debt and Value-Added Tax (VAT) would be eased by greater transparency. “I don’t know very much about the current state of the economy because the government is not very transparent in its dealings,” he said. “It doesn’t make available very much information in public places. The State Minister for Finance was on the radio the other day and he was asked a very basic question about the

He continued: “If you take those two periods and you see what it is that the FNM left in place from the monies that were borrowed and you compare it to now, you will have to ask the question ‘wow, what is this all about?’” (Tribune242)

Four dead following dynamite explosion in St Lucia FOUR people are dead and more than a dozen are being treated for serious injuries following an explosion in St Lucia’s north on Tuesday evening. It occurred at a quarry as workers welded a container carrying dynamite. Neighbouring Martinique is helping the Eastern Caribbean island treat the injured, with four of them being airlifted to the Frenchspeaking nation for treatment early this morning. Three doctors from Martinique are also at the Victoria Hospital in St Lucia to assist. The explosion, which could be heard from miles away, occurred at Farrand Quarry, operated by Rayneau Construction, in Cul de Sac, Castries. Three people died on the scene while a fourth, who was among 15 rushed to the hospital, later succumbed to his injuries. The incident had triggered the full mass casualty response from the Victoria Hospital – a baptism by fire for the facility’s Acting Executive

Director Brenda Calixte who took up duties just one day before the incident. But she assured that the hospital was adequately managing the situation. Calixte said patients who had been on the wards but could safely be managed at home, were discharged to make more bed space available for the injured from the explosion, while other people who showed up at the A&E Department agreed to wait a little longer to be attended to by medical personnel. Prime Minister Allen Chastanet has called on the nation for prayer and support for the families of those impacted by the incident. Speaking from the hospital where he was joined by Castries South East MP Guy Joseph, he said: “Our hearts go out to those who lost loved ones and those who are still waiting to find out information about their family members. You are all in our prayers in this difficult time. We must all support each other at this time and pray for our fellow St Lucians.”

Trump may be doing something amazing for the Caribbean In the words of British comedian John Oliver, “…sometimes out of sheer coincidence he (US President Donald Trump) happens to do something amazing.” In this instance, that something amazing for the Caribbean may be “draining the swamp” in the State Department by means of significant budget cuts, which could root out some or all of the career civil servants who have not served the region at all well. The latest example is the recently released State Department’s Bureau for International Narcotics and Law Enforcement Affairs 2017 International Narcotics Control Strategy Report (INCSR 2017), which in Volume II thereof contained assertions in relation to Antigua and Barbuda, all of which

on their face are factually incorrect in general or in detail. No evidence is offered or sources quoted in the report for such false statements, which have accordingly been rejected publicly by the government of Antigua and Barbuda. According to senior sources in other US government agencies, this has given rise to some very serious concern on the grounds that, if the State Department’s assertions of fact are shown to be baseless and/ or unsupported by other government departments and agencies that should have been consulted, the inescapable implication is that US foreign policy is flawed because it is being driven by flawed or false intelligence and reporting.

Barbados’ position in the Henley & Partners Visa Restrictions Index closely mirrors its performance on Passportindex.org’s rankings released earlier this year. The rankings are based on the number of visa-free regions and countries to which a passport has access. Barbados’ passport is immediately followed by Mexico and The Bahamas in 26th and 27th place respectively. Antigua & Barbuda and St Kitts & Nevis tied in 30th place. Trinidad & Tobago and Venezuela landed the 32nd and 34th spots, slightly ahead of St Lucia and St Vincent & the Grenadines (tied

36th) and Grenada and Honduras in the 37th and 38th slots. Dominica rounded off the Caribbean top 40. Stop the hypocrisy over arrested Haitian senator, says justice minister ON Friday, during a presentation to the media of his performance report as the head of the ministry of justice, Camille Junior Edouard, following a resolution adopted by the Senate in support of senator Guy Philippe, explained that, as minister of justice, he had processed Philippe’s arrest and transfer to the US justice system, under the principle of continuity of the state, not mentioning “extradition” at any time. In addition, he pointed out that since 2002 until his arrival at the ministry, “81 people were arrested and handed over to the American courts” [still avoiding the use of the term ‘extradited’], stressing that “Guy Philippe, who is on the front page of the news, is only the 82nd case to be dealt with by the ministry of justice,” HaitiLibre reported. “We must stop this hypocrisy,” the minister insisted, calling on society to question the interests and foundations of reactions in connection with this particular issue. SEVERAL Caribbean islands have ordered the immediate ban on the sale and importation of corned beef from Brazil, following reports that several major meat processors in the South American nation have been selling rotten beef and poultry. Several countries have gone as far as banning all meat and meat products from Brazil, where it is alleged that companies involved in the illegal practice paid hefty bribes to auditors in exchange for fraudulent sanitary licences. The European Union, China and Chile decided to halt some meat imports from the South American country, and Jamaica was the first Caribbean island to follow suit, with the Ministry of Industry, Commerce, Agriculture and Fisheries saying the companies implicated by the Brazilian authorities in the scandal supply 99.5 per cent of the corned beef on the local market. Minister Karl Samuda on Tuesday called an emergency meeting with officials from the Ministry of Health, the Consumer Affairs Commission, the Bureau of Standards Jamaica, the National Compliance Regulatory Authority, and the Jamaica Customs Agency. The ministry also convened a meeting with major distributors and importers of corned beef. Besides the temporary ban, a temporary hold has been placed on all permits for the importation of corned beef from Brazil; and all corned beef is being pulled from supermarket shelves. In the interim, the ministry said the Bureau of Standards Jamaica will conduct chemical test profiles to ascertain the contents of corned beef on the market, and the ministry’s Veterinary Services Division will conduct microbiological and residue tests to ascertain whether contaminants are present in the products on the local market.

Jamaica, Trinidad and Barbados have banned meat from Brazil, while a few others are contemplating similar action.

Jamaican conglomerate GraceKennedy, although complying with a directive to withdraw from sale its corned beef from Brazil, said in a release last night that its suppliers in Brazil have consistently qualified for and retained the British Retail Consortium (BRC) standard which sets out stringent requirements related to manufacturing, food safety and quality control systems. “As a result of this issue, a team from Grace Foods has planned an urgent trip to Brazil to meet with our suppliers and do further investigations around the concerns raised. The company has already been working proactively with retailers to pull the product from the shelves in the Jamaican market . . . and intends to do the same in all affected markets,” it said, adding that consumers would be fully refunded for Grace Corned Beef returned to any retailer. In Trinidad, the Ministry of Agriculture also issued instructions

for a recall of the potentially tainted products. Minister of Agriculture, Lands and Fisheries Clarence Ram­ bharat announced a hold on the issuing of any new import permits for Brazilian meat and a recall of corned beef, chicken nuggets and patties imported from Brazil. However, president of the Supermarkets Association Dr Yun­us Ibrahim has urged consumers not to panic. He said it was highly unlikely customers have been consuming spoilt meat. The ban on the importation of all meat and meat products from Brazil is in effect in Barbados as well, pending further investigation as to whether any of the tainted products had reached the island. AMID a rapid escalation in crime, British Virgin Islands (BVI) Premier Dr D Orlando Smith says that overseas help should be sought and highly trained police officers returned to active service from retirement if such actions are needed to help arrest the situation. Since the start of this year, three persons have been murdered in separate incidents. Two of them were found murdered within 24 hours of each other just over a week ago. This compares to a total of four murders and 18 gun robberies for the whole of 2016 in the British Virgin Islands, according to information provided by Commissioner of Police Michael Matthews. Faced with the sudden upsurge,

Premier Smith was adamant that the situation must be brought under control. “No stone should be left unturned in bringing the perpetrators to justice of all crimes, and particularly the heinous crimes that have been committed in this territory. If this calls for bringing in assistance from abroad, let’s do so immediately,” he said in a press release. “We must provide the police with financial resources. In addition, the Commissioner [of Police] and the Force must continue to be innovative and creative in carrying out their duties. Several suggestions have been made in this regard, including bringing back recently retired and highly trained officers to help with

policing in these challenging times. I trust that such measures will be heeded,” the premier added. He made the recommendations after Governor John Duncan told journalists that he was using his constitutional power to force government to add $800,000 to the police budget for this financial year. In the budget for this year, the government had allocated $16.1 million dollars to the Royal Virgin Islands Police Force, BVI News reported. Governor Duncan noted that he was reluctant to resort to the use of such constitutional power, but he noted that the police force is underfunded at a time when crime is a big concern. London attack: Four dead in Westminster terror incident FOUR people, including an armed police officer and a man believed to be the attacker, have died in a terrorist incident near the Houses of Parliament, Scotland Yard has said. One of the victims was among several pedestrians hit by a car on Westminster Bridge, before it crashed. An officer protecting Parliament was stabbed by an attacker, who was shot by police. At least 20 people were injured, including three other officers. The identity of the attacker was not known up to press time. Acting Deputy Commissioner and head of counter terrorism at the Metropolitan Police, Mark Rowley, said a major terrorist investigation was under way. He said the attack started shortly before 15:00 GMT when the car was driven over Westminster Bridge, hitting and injuring a number of members of the public and the three police officers, who were on their way back from a commendation ceremony. Mr Rowley said after the car crashed, a man armed with the knife “continued the attack and tried to enter Parliament”. Witnesses say there was what appeared to be a warning shout and then the crack of three or four shots before the attacker fell to the floor. Failed North Korean missile exploded ‘within seconds,’ US says A NORTH Korean missile fired Wednesday exploded “within seconds of launch,” according to US Pacific Command. US officials confirmed North Korea had attempted to launch a missile near Kalma, on the country’s east coast, but early reports suggest it failed. “South Korea and the US are aware of the missile launch and to their knowledge North Korea’s missile was not successfully launched,” South Korea’s Ministry of Defense said in a statement. Neither the US nor South Korea have released information on what type of missile was fired, or why it failed. The US Pacific Command said it was working with partners to assess it further. At a daily press briefing Wednesday, China’s foreign ministry spokeswoman Hua Chunying again called on all parties on the Korean

BA and Easyjet laptop ban ‘in force by Saturday’ THE cabin baggage ban on laptops and tablets on direct flights to the UK from six countries will be in place by Saturday, the government has confirmed. Passengers travelling from Turkey, Lebanon, Egypt, Jordan, Tunisia and Saudi Arabia must put big electronic devices in the hold. BA, Easyjet, Jet2.com, Monarch, Thomson and Thomas Cook flights are affected. Transport Secretary Chris Grayling said the move was in response to an “evolving threat” from terrorism. He told the Commons the government’s decision was thought necessary to protect the safety of UK passengers, but would not give any more detail. “We have taken the steps for good

reasons,” said Mr Grayling. The ban applies to any device larger than 16cm long, 9.3cm wide or 1.5cm deep. It includes smart phones, but most fall inside these limits. Under the new rules, all large electronic devices, including Kindles and similar e-readers, must be packed into luggage going into the hold. Mr Grayling told MPs he would write to insurers to ask them to be mindful of the changes. She added that passengers “should go to the airport with the expectation that the measures are already in effect”.

A HETEROSEXUAL couple have lost their Court of Appeal battle to have a civil partnership instead of a marriage. Rebecca Steinfeld and Charles Keidan, from London, challenged a ruling that said they did not meet the legal requirement of being the same sex. The judges said there was a potential breach of their human rights, but the government should have more time to decide the future of civil partnership. The couple said there was still “everything to fight for”. They intend to appeal to the Supreme Court. A government spokesman said it welcomed the ruling and would take the judgement into account during its evaluation of civil partnerships. The BBC’s legal affairs correspondent Clive Coleman said the couple had lost by the “narrowest of margins”. Our correspondent said: “The government’s ‘wait and see’ policy, which is based on looking at the take-up of same-sex civil partnerships, was found by Lady Justice Arden not to be not good enough to address the discrimination faced by heterosexual couples. “However, her fellow judges were prepared to let the government have a little more time and so the case was lost on that issue alone.” Ms Steinfeld, 35, and Mr Keidan, 40, want to secure legal recognition of their seven-year relationship but do not consider marriage suitable for them.

The soldiers, two sergeants from the national guard, were stabbed to death near a bar in the capital, Caracas, last weekend. The crime has shocked the country, as the ages of the children now in custody range from six to 15 years. They are said to belong to a gang called Los Cachorros (The Puppies). The sergeants, Yohan Borrero and Andres Ortiz, were wearing civilian

clothes at the time of the attack. They were smoking cigarettes outside the bar in the early hours of Sunday when two children approached them and stole one of their bags. They promptly ran after them but were met on a dark street by several other children with knives, police said. The sergeants were overwhelmed by members of the gang, who stabbed them several times. One of the men died on the spot, while the other died later at a hospital.

GERMANY’S cabinet has backed a bill to clear men handed sentences for homosexuality after World War Two under a Nazi-era law. The notorious Paragraph 175 of the penal code was eventually relaxed in 1969, but not before 50,000 men were convicted. Many were sent to jail and some took their own lives because of the stigma. Justice Minister Heiko Maas said it was a flagrant injustice and those still alive would be given compensation. The German government’s decision comes months after the UK said it was pardoning 65,000 gay and bisexual men who were convicted under the Sexual Offences Act that criminalised private homosexual acts in England and Wales until 1967 and later in Scotland and Northern Ireland. Prime Minister Allen Chastanet, in a brief address, offered condolences to his family, noting that his death was also a great loss for the entire country and the rest of the world. “When everyone speaks of excellence, the two names that stand tall in St Lucia’s history are Sir Arthur Lewis, and Sir Derek Walcott. As such, today is a historical day, as it marks the passing of Sir Derek,” he said. “His is a household name, as he made himself so available and participated in many national and local events in St Lucia. It has become customary for all of us to see Sir Derek, and to know that he was here all the time. There is one thing that Derek truly was—a Caribbean patron. He was always very consistent about being Caribbean, and being original.” Chastanet added that in recognition of the statesman that Sir Derek was, the flags will be flown at half-mast until next Tuesday. He said he is also in discussions with the late national icon’s family and the artistic fraternity to discuss what tributes can be paid. Sir Derek received the Nobel Prize for Literature in 1992. household, said it was a mistake that he continued his

mistakes throughout my life,” the 48-year-old “Empire” star

told People. “I was dragging baggage with me that was crippling me mentally and physically. But I finally feel I can put that to rest. I can breathe again.” When Howard was 2 years old, his father stabbed and killed a man in front of him while they waited to see Santa at a Cleveland mall. His dad served just 11 months in prison, then returned home and “whooped (Howard) every day until I was 14.” Years later, in 2001, Howard was arrested in Pennsylvania for punching his estranged wife and mother of three of his children, Lori McCommas. He was charged with simple assault, terroristic threats, harassment and stalking, but pleaded guilty the following year only to disorderly conduct. In 2010, a week after marrying second wife Michelle Ghent, she accused him of punching her in the face. She filed for divorce in January 2011 and a restraining order against him in December 2011. Ghent also accused of him assaulting her three years later in a civil complaint filed in

2015. While staying at a rental house in Costa Rica in July 2013 during an attempted reconciliation, Howard “followed Plaintiff into the restroom of the rental house and punched her on the left side of her face. Defendant also grabbed Plaintiff by her neck and pushed her against the bathroom wall and strangled her for several seconds,” according to Ghent’s complaint. She also said he “grabbed her neck again and pinned her against the shower glass and her head hit the wall.” Ex-girlfriend May Seng Yang, who had an affair with Howard while he was still married to Ghent, accused the actor of choking her, pushing her to the ground and punching her in 2012. In 2013, Yang claimed that he threatened her with an X-Acto blade to his wrist after she confronted him about a half dozen phone numbers for women and a 17-year-old girl she found in one of his bags. Ukraine bars Russian singer Samoilova from contest UKRAINE has barred Russia’s Eurovision contestant because of a visit she made to Crimea, annexed by Moscow in 2014. Julia Samoilova was banned from Ukraine for three years because she had entered Crimea “illegally” entering directly from Russia, not via Ukraine. Samoilova, 27, has confirmed that she sang in Crimea in 2015. Ukraine is due to host Eurovision in Kiev, in May. The European Broadcasting Union (EBU), which founded Eurovision, said it was “deeply disappointed” by the news. “We have to respect the local laws of the host country, however we are deeply disappointed in this decision as we feel it goes against both the spirit of the contest and the notion of inclusivity that lies at the heart of its

values,” it said in a statement. The EBU said it would “continue a dialogue with the Ukrainian authorities with the aim of ensuring that all artists can perform” in Kiev. Senior Russian politicians called for a boycott of the event. The Eurovision song contest just got political. Russia and Ukraine are now locking horns over Moscow’s choice of competitor. There is already a predictable chorus of fury here. A deputy foreign minister called the ruling outrageous, cynical and inhumane - no less. One MP is demanding that the contest is moved to another country while a second warns that Russia will boycott every Eurovision to come unless organisers intervene to resolve this. Major shake-up suggests dinosaurs may have ‘UK origin’ THE first dinosaurs may have originated in the Northern Hemisphere, possibly in an area that is now Britain. This is one of the conclusions of the first detailed re-evaluation of the relationships between dinosaurs for 130 years. It shows that the current theory of how dinosaurs evolved and where they came from may well be wrong. This major shake-up of dinosaur theory is published in this weeks’s edition of the journal Nature. The reassessment shows that the meat eating beasts, such as Tyrannosaurus rex and Velociraptor, have been wrongly classified in the dinosaur family tree. One of the implications is that dinosaurs first emerged 15 million years earlier than previously believed. And the fossil evidence suggests that this origin may have occurred further north than current thinking suggests - possibly in an area that is now the UK, according to the new study’s lead author, Matthew Baron of Cambridge University. “The northern continents certainly played a much bigger role in dinosaur evolution than we previously thought and dinosaurs may have originated

in the UK,” he told BBC News. The previous version of the dinosaur family tree was developed 130 years ago by Harry Govier Seeley, a palaeontologist also working at Kings College, London. By comparing the size, shapes and arrangements of fossilised bones of different species of dinosaurs and how they changed over time, he devised a theory of how they were related and how they evolved. He concluded that there were two main groups of dinosaurs: those whose hip bones were like those of modern-day birds, which Seeley called Ornithischia, and those whose hip bones were more reptile-like, which he named Saurischia. The bird-hipped group were all exclusively plant-eaters and included familiar creatures such as Stegosaurus and Triceratops. The lizard-hipped group had two branches: the plant-eaters, such as Brontosaurus, and the meat-eaters, such as T. rex. This organisation has been unchallenged until now. In redrawing the relationships, researchers studied many more bones and included more species, quite a few of which have been discovered only in the past 30 years.

Risky operation removes parasitic twin farom baby A BABY girl whose twin failed to develop properly and fused to her growing body in the womb is recovering after a successful operation in the US. A team of five surgeons at Advocate Children’s Hospital in Chicago removed baby Dominique’s parasitic twin. In this extremely rare case, her parasitic twin was attached to her back and shoulder. This made her look like she had two extra legs and feet. Dominique travelled from Ivory Coast for the operation and will return soon. Dr John Ruge, who led the surgery, said one of the biggest challenges had been to ensure Dominique was not left paralysed. He said: “There was a lot of challenges to her skeletal system... we could destabilise her spine and cause her impairment.” Another of the surgeons, Frank Vicari, said: “We had an enormous amount of imaging, specialised imaging that would allow us to

identify her own native anatomy, the anatomy of the parasitic twin and anticipate the problems we might see... So that we could pre-plan what we intended to do and minimise any opportunity for a surprise during surgery.” Dr Ruge said the operation had been vital because of the strain on Dominique’s heart and lungs of having to “provide nourishment to another almost individual”. Also, the parasitic twin had been attached at a very important junction between the neck and the thoracic spine and “that amount of mass and disturbance in that area would cause her significant spinal problems as she grew”. Dominique’s foster carer in Chicago Nancy Swabb said: “She has touched our hearts. She is a member of our family. “We know that she will go back to her loving family, and we’ll keep in touch - but this has changed our lives. She is pretty amazing.” (BBC)

NASA won’t face the same cuts as other science and medical agencies, which stand to lose huge portions of their budget under the president’s proposal. Sending humans to Mars by the 2030s remains NASA’s long-term goal, and Congress will continue to fund the construction of the Space Launch System rocket and Orion crew capsule for that mission. “I think it’s really more of a vote for stability,” said Scott Pace, director of the Space Policy Institute at George Washington University. He noted that the passage of the last NASA authorization bill in 2010 was fairly chaotic, since it involved ending the Constellation program that would have sent astronauts to

Olympic Games: Paris and LA ‘only want 2024 Games’ PARIS and Los Angeles say they are only interested in hosting the 2024 Olympics and Paralympics - and not the 2028 Games. There have been suggestions the International Olympic Committee may award both the 2024 and 2028 Games in September. “2024 is now or never for us,” cochair Tony Estanguet told BBC Sport. The LA 2024 committee later issued a statement saying their bid represents “the right city at this critical time”. The American city’s statement added: “With all permanent venues already built and 88% public support, only LA 2024 offers the lowest-risk and truly sustainable solution for the future of the Olympic movement in 2024 and beyond.” The 2024 Games are scheduled to be awarded at September’s IOC summit in Lima, Peru, with Paris the favourite to win. “We believe we have the strongest

Behind a brilliant performance from starter Marcus Stroman and a relentless offensive attack, Team USA defeated previously unbeaten Puerto Rico 8-0 to win its first World Baseball Classic. There’s been a lot of talk about the stars that didn’t suit up for Team USA at this year’s WBC. Hopefully the focus will turn to those who did, because many of them shined brightly in Wednesday’s historic win. That includes Marcus Stroman, who five days after struggling early in a loss to this same Puerto Rico team, bounced back to throw an absolute gem. On that night, Puerto Rico opened the game with six straight hits against Stroman. On this night, Puerto Rico wouldn’t get its first hit until Angel Pagan’s double leading off the seventh inning. Stroman’s dominance quieted a Puerto Rico offense that had racked up 55 runs over its previous seven wins, and earned him the honor of tournament MVP. Aleksander Ceferin, president of European football’s governing body UEFA, says a “luxury tax” on rich clubs and squad limits could also help to stop elite clubs dominating the game. He said the “excessive

concentration of talent with a few teams” had to change. “UEFA has a duty to protect the whole of football and not just the elite,” Ceferin told a conference in Lisbon. The Slovenian lawyer, who was elected to the role last September, told a conference in Lisbon that UEFA needed to address a “decrease in competitive balance” within

European club football. “We need to assess whether the transfer market is the best we can do,” he said. “We cannot be afraid to touch it. We do have to examine new mechanisms like luxury taxes and in particular sporting criteria like squad limitations and fair transfer rules, to avoid player hoarding.” He did not give any further details

on what he meant by luxury taxes or fair transfer rules, but added that UEFA could work with global governing body FIFA to make changes to the transfer market - or do so via its own licensing regulations. Favourite Arrogate primed for $10 million race THE overwhelming favourite for the Dubai World Cup title ran “perfectly” in a pre-race drill at the Meydan circuit. Arrogate, from the prolific stable of trainer Bob Baffert, has won six races on the bounce and is odds on to scoop the $6 million prize pot Saturday. The race has a $10 million purse, which had been the largest in the world prior to the running of the inaugural $12 million Pegasus World Cup Invitational Stakes. That race in January was also won by Arrogate and if the threeyear-old triumphs on Saturday the colt would confirm its status as one of racing’s superstars. “They just walked and it was nice and cool for them, which was great,” Baffert said of Arrogate and his stablemate Hoppertunity on the Dubai Racing Club’s official site. Hall of famer Baffert has won a host of famous races, including four Kentucky Derbies, and his horse American Pharoah won the Triple Crown in 2015. “I know I have a great horse,” he added when quizzed by reporters. “If he just repeats his last race we’ll be in good shape.”

Gators sneak into PHL Midget final A LAST game victory over regular season winners the Villa del Mar Flyers resulted in the Gansevoort Gators sneaking into this Saturday’s final of the Provo Hockey League. The Gators had their best playing day over the last three weeks of Playoffs, give that prior to last Saturday they had suffered two defeats. They opened the day with a 9-9 tie against the Saunders Greyhounds. The teams had a digdong battle with five goals each in the second period. Bradley Ayer led the Gators’ attack with four goals and an assist, while Brook Rivers added a pair and two assists. Zachary Scholar finished with four goals and an assist for the Greyhounds, whereas Dylan Ayer was equally impressive with two goals and four assists. Bradley Ayer was also instrumental in the 5-2 win against the Flyers. He scored three goals and made an assist, while Jake Whent and Oliver French added the others. Darius Coakley and Carson Greatrex

scored the Flyers’ goals. The Gators advanced to the championship clash because of a better goal difference over the Greyhounds (both teams ended the Playoffs with three points). The Flyers had already booked their spot. Also advance to this Saturday’s finals at the Graceway Sports Centre are the Scotiabank Sailfish and the Grace Bay Car Rental Islanders. Ironically, the Grace Bay Resorts Conchorers, who dominated the early rounds of the Novice Division, were knocked out despite a late win. The Sailfish finished with five points, while the Islanders finished with three points and the Conchorers two. The Turkberry Hurricanes were the only unbeaten team (nine points) in the Playoffs. The Bantam Division side easily advanced to the final clash. Regular season leaders the Coco Bistro Bruins (four points) will be their opponents. THE TCI Cycling Federation will select seven riders to represent us at the 18th annual John Memorial Cycling Championships, billed for Anguilla in July. The invite is the first ever at the regional level for the recently formed TCI Cycling Federation. The local body, led by its president Shanwell Gardiner, has already obtained membership to the Caribbean Cycling Confederation and has had success on the local roads. The national riders will be selected based on their performance over the new few months. On April 22nd, the federation will host its first circuit. After the international race, cyclists will get a chance to compete in the Conch Bar Rally on August 6th. That

event is a 50-miler between North and Middle Caicos. Plans are also in the pipeline to have a 70-miler and a 100-miler later this year. COMMONWEALTH DAY CYCLING Earlier this month the federation held its first Commonwealth Day Cycling race. The proposed annual event, which was sponsored by Coca Cola, had 30 cyclists battling over four categories in Providenciales. In the junior category (8-14), participants raced 2.75 miles (one lap: from Tropicana roundabout to Beaches roundabout). Eight-year-old Ethan Gardiner won the event, followed by a fellow eight-year-old Ethan Burbaker and 13-year-old Dylan Burbaker. In the adult division, Borg Dio

finished ahead of Alber Dayupay and Gerry Lopez respectively. A total of six cyclists raced 5.5 miles (two laps: from Tropicana roundabout to Beaches roundabout). In the Category two (intermediate level) 11 cyclists raced 19 miles (four laps: from Tropicana to IGA roundabout). Terrence Astwood won, with Shane Whyte finishing second and Renno Palmer third. In the feature race, for advanced cyclists (Category 1) Luc Despins got the better of Yoshi Ono (second place) and VP Sean Rogers (third). The federation’s head, Gardiner, did not complete the 23-mile race, although he was one of 10 persons who started. Gardiner instead stopped to assist a fallen cyclist from the intermediate race.

West beat East in PABA All-Star Games THE Western teams in the Provo Amateur Basketball Association (PABA) won the senior players and two high school games in last weekend’s All-Star Games. In the senior division the West won by 10 points, 85-75. Although there was no MVP, Johan Mesies from the Predators led the winning division with 19 points and seven rebounds. The Stallions’ guard, Kino Williams, led the East with 18 points, seven rebounds and three steals. The West team included the Flyers, Knights, Predators and Sonics, while the East included the Stallions, the Hustlerz, the Spartans and the Kings. In the senior high school competition, the West won 60-55. Deon Gibson finished with 10 points for the winners. In the junior category, the West edged past the East 43-42. The game proved to be very exciting and it took three clutched free throws by young Tamiko Robinson to separate the sides. In the individual division, Solomon Dormeus of CHHS won the free throw contest, while Long Bay’s Ashaam Astwood won the three point competition. The two-day event started

Four senior national record holders in CARIFTA Games team ALTHOUGH TCI would be without veteran youth athletes Courtney Missick and Woodens Corvil this year, the 2017 CARIFTA side is still one of the strongest in years with four national record holders set to compete. National sprint record holder Akia Guerrier leads a team of strong seniors and hungry juniors. A total of 18 athletes will compete in Curacao from April 15th-17th. Also in the squad is Sanadia Forbes, who broke a national 34-year-old high jump record last week. The other national record holders are current Jamaica College students: Ken Reyes and Wikenson

Fenelon, who will both make their U20 debuts. Ken will focus on the 800M (he holds the national record), while Fenelon will compete in the individual pole vault (relatively new for him, but still the record holder) and the Octathlon. Another U20 debutant and fellow Jamaica College student, Amard Hilaire is set to compete in the 200M and 400M events. Helcy-Ann Brianna Sauver, who was injured last year, is the other senior selected. Sauver, who attends Holmwood Technical High School in Jamaica, is a veteran at CARIFTA. This will be her fifth Games and as

Six TCI swimmers for CARIFTA Swimming Championships SIX swimmers, based on qualifying times, have been selected to represent TCI at the upcoming CARIFTA Swimming Championships, which is set for mid-April in Nassau, Bahamas. Laura Shaw, the lone swimmer last year, will be joined by Luke Haywood, Alex Maclaren, Jack Parlee, Caylen Castillo and Lillian Taylor, according to a release from the TCI Swim Federation. Jennifer Martel would travel as head coach with Morgan Luker as team manager. Other officials are Dave Bott (assistant coach) and Caren Castillo (assistant team manager).

Martel said that she is impressed with her squad. “The swimmers showed huge improvement over the past year, made even more impressive because of the limited pool facilities here.” Luker, from SURFside Ocean Academy, said: “We could not be prouder of these youngsters who worked so hard to make the team.” In March, SURFside Ocean Academy Swim Club took several swimmers to Nassau to compete against swim clubs there to give them more experience and make the final qualifying selections. Shaw, who is affiliated with Swim & Surf TCI, and Haywood, qualified on times from

races in the UK earlier this year. After a long absence, TCI returned to CARIFTA swimming in 2015 in Barbados with Shaw. “The larger team of six swimmers this year represents a big advancement in swimming in the islands thanks to committed organisers and dedicated swimmers,” TCI Swim Federation President Ben Stubenberg said. “We expect that number will continue to grow with more talented young swimmers emerging in TCI.” TCI Swim Federation and the TCI CARIFTA team express their deep appreciation to the International School and Grace Bay Club for generous use of their pools for
