Statutory body bosses’ extortionate salaries revealed – Due to inequitable regional benchmarking BY OLIVIA ROSE SENIOR officials of several statutory bodies in the TCI are matching their salaries to non-comparable countries in the region, which has resulted in extravagant salary increases. This was revealed in the comprehensive Statutory Body Review report undertaken by former chief financial officer (CFO) Stephen Turnbull, who examined the state of affairs of the semi-autonomous bodies in the territory. Major salary differences across the boards were highlighted with a common thread of inflation for the chief executive officers or managing directors of these organisations. The report disclosed that when some statutory bodies conducted job evaluation exercises inequitable salary comparisons were made and often adopted. Turnbull stated: “There was also evidence that when evaluation exercises were undertaken, statutory bodies were comparing themselves against what can be considered to be non-comparable countries for example, Cayman Islands, Bermuda or British Virgin Islands or selffinancing statutory bodies, usually those with higher salaries.” These practices have undeniably created a culture of ever increasing rates being applied for many of the senior officials. This coupled with a lack of strategic planning and senior leadership performance management has also fashioned a paradigm that does not promote effective accountability, the report stated. Other factors impacting the overall
payments at statutory bodies were highlighted. For example, some staff are paid housing allowances despite being ordinarily resident in the island of their employment or have excessive vehicle allowances that would allow them to purchase a new vehicle every couple of years, the report added. “Notable in their extreme was the CEO of the TCI Airports Authority and Telecommunications Commission at $169,000 and $159,000 excluding allowances respectively. “Furthermore, the salary of the CFO at the Airports Authority was almost $30,000 per annum higher than the next highest paid CFO or financial controller.” It was further revealed that salaries for chief executive officer and managing directors tend to be approved by the minister responsible for the body although there are circumstances where the board is charged with this responsibility. Coupled with this, some ordinances did not contain any clauses relating to setting terms and conditions which has left the remuneration for these positions susceptible to increases. This approach has led to an inconsistent adoption of salaries, terms and conditions being set for the statutory body management. “As this tends to be used as the threshold for which all other salaries are set if the CEO/MD salary is incorrectly configured it is probable that so is the entire organisation.” Average salaries for the statutory bodies are approximately $4.3k higher than that of the Government. “If this variance was applied to the total number of staff it shows that

the average staff cost of statutory bodies is $3.2 million higher than it would have been had these functions operated in a similar manner to the TCIG. “The average salary for statutory bodies at $36,700 per annum is suppressed by cost containment measures at the TCIAA which represents almost half of the statutory body staff employed. “The Telecommunications Commission has the highest average salaries across the entire government at $79,700 per annum followed by Invest TC at $67,000 per annum. “The National Trust at an average
salary of $17,500 per annum is the lowest although this is suppressed as a result of a large proportion of casual and part time employees. “Overall both salaries and the processes for determining salary levels are not defensible across the statutory bodies and an exercise independent of the bodies themselves needs to be completed to determine if these are adequate. “The Telecommunications Commission has factored inflationary pay awards into their contracts of employment which is not consistent with any other statutory body. “It is suggested that this is
undertaken by a board or commission that is developed and responsible for not only the recruitment but also recommending terms and conditions.” It was explained that the majority of the salary levels in place across the bodies were derived historically from when the functions were originally part of TCIG leading to various unstructured increases being made over time. The report recommended a structured and consistent approach be developed to guide the process for salary setting of the most senior official on these boards.

FORMER president of the Labour Tribunal, Arthur Forbes, has been found not guilty of three counts of rape. The jury trial started on Monday, March 6, in Providenciales Supreme Court, with Forbes being represented by attorneys Clayton Greene and Keith James. It concluded on Thursday (March 15) with a jury verdict of not guilty. Forbes was accused of having sex on three separate occasions with a woman without her consent. The matter was heard by Judge Joan Joyner and was prosecuted by Director of Public Prosecutions Jillian Williams. When the trial resumed after the holiday weekend on Tuesday (March 13), the defendant took the witness stand with the claim, interspersed with many intimate details, that the two were involved in a love affair. Under questioning by his attorney,

the court heard that Forbes and the woman had sex many times at Bambara Beach, and twice at a hotel
in Grace Bay, Providenciales. He denied the victim’s statement that he forced her to have sex with him in his office at the Labour Tribunal. On the stand, the former labour president also revealed a lot of intimate sexual details from his alleged love affair with the victim and statements the woman allegedly made to him when they were consensually engaging in intercourse. He also told the court that he gave the woman money to send to family, and to look after a medical condition he said she claimed she contracted from him. Forbes also denied a suggestion from the prosecutor that he pushed the woman down and raped her, while threatening her. Forbes further testified that he was not making up a love affair to defend himself against the rape charges before the court. (Delana Isles)

MP Josephine Connolly now sits with opposition in HOA BY DELANA ISLES ELECTED all island member and former government minister, Josephine Connolly has requested to be seated away from the Government benches in the House of Assembly. The issue was raised during the House of Assembly sitting on Thursday morning (March 15) during a personal statement made by the member. The member took her grievance to the House in the form of a personal statement, in which she said that she feels disrespected by the Government, and requested a different seating arrangement. Connolly, who is the former minister of education in the PDM government and is still a member of the PDM party, sits in her old position on the Government’s side of the House. After delivering her contributions to a bill that was debated in the assembly on Thursday afternoon, Connolly requested that she be removed from her current seating to a new position. The Weekly News learned from another member of the House who was present, that Connolly’s request was respected and she was moved to a new seat behind the official opposition members. The member stated: “She [Connolly] cannot, according to convention, sit in front of the bench with the official opposition.” Following the reassignment of seating, the Speaker of the House Dwayne Taylor confirmed the arrangement for the listening public, stating: “With regards to the second all island elected member, she now sits in this House of Assembly as indicated as an independent member of this House. “But it must also be known that while we do have a loyal opposition, the second all island elected member, be it known that she is in opposition to the Government, and that process takes place once that person or that member would have crossed the floor.”
Initially, the member was denied the ear of the House to air her statement by the speaker. Taylor denied the member a hearing, stating that he had not been made aware of what her statement entailed beforehand and as such she could not speak. However, this was disputed by the member who called on the Attorney General Rhondalee Braithwaite-Knowles for legal guidance. The attorney general stated that while it is prudent for a member to let the speaker know what it is they want to explain, it is not strictly required under the Standing Orders of the House. She explained that members should however not bring any controversial matters before the House. A MATTER OF RESPECT After a ten minute break requested by the speaker following this legal advice, Connolly was allowed to offer her personal explanation. She stated: “I trolled the internet over the last few months to determine if the word respect has been redefined, it has not. “It means to treat people with courtesy, politeness and kindness, encourage co-workers to express opinions and ideas, listen to what others have to say before expressing your point and use people’s ideas to change or improve work. “In 2016, the people of this country overwhelming elected me as an all island candidate, with the second largest number of votes. “There are many who will question this result, but be that as it may these people elected me to represent their views and advocate for positive change. “Unfortunately, a number of bills brought to this honourable House including bills on this order paper are not in stream with positive change and it has become increasingly difficult for me to align myself with…” At this point, the speaker
interrupted her, claiming that the member is leaning on the side of controversy and is trying to provoke a debate, which she denied. Hall continued to claim that Connolly’s statement was trying to create a debate, which would bring controversy. However, his efforts to get her to be quiet were futile, as she was allowed to continue. Connolly stated what she is saying is merely her opinion, and she was allowed to continue with her statement. “Furthermore, having regard to the fact that I am not privy to any prior discussions that will greatly affect the lives of our beloved people, nor extended the principles of respect outlined above, it is in the interest of this country that I sit somewhere else,” Connolly said in closing. The rift between the member and her long-time party came about last year involving a matter with a relative of hers, which she was accused of wrongfully interfering in. Connolly was the education minister at the time of the incident; the position was shortly terminated by the premier, who it has long been said had a contentious relationship with the member. As Connolly is no longer a member of Cabinet, she is not privy to any of the details of government business, rendering her role in the House merely that of an elected member. While the Government at times reaches over party and political lines to engage the opposition in certain matters related to government business, Connolly as an excised member of Cabinet has not been afforded the same courtesy, even as she represents a large percentage of the people of the Turks and Caicos Islands. Following her contributions to the Public Finance Management Bill in the House, the member requested that she is ready to take up her new seat in the assembly.

North America continues to dominate imports into the TCI – Gov’t makes moves to improve trade with Caribbean neighbours BY OLIVIA ROSE THE NORTH American Free Trade Agreement (NAFTA) continues to dominate imports into the Turks and Caicos Islands, accounting for $394.1 million or 91.1 percent of the total import bill for 2017. And according to the merchandise trade report released by the Statistical Department on Thursday, March 8, more than 99 percent of the NAFTA imports came from the US which continues to be the territory’s main trading partner. This trade domination by NAFTA is partly because the TCI continues to have direct trading links with the continental United States via sea and airport, the report revealed. “DHL, Tropical, along with other cargo carriers continue to provide weekly and daily services out of Florida.” While no significant improvement was recorded in the importation pattern by trading blocks, it was noted that imports from NAFTA countries increased by some 10.5 percent when compared to the same period in 2016. Similarly, the goods recorded as coming from the European Union are significantly lower than goods coming from the other trading blocks. NAFTA is an agreement signed in 1994 by Canada, Mexico, and the United States, which created a trilateral trade block in North America. On the other hand, there continues
to be poor trading arrangements between the TCI and its Caribbean neighbours and other countries outside of North America even though the territory is permitted to trade with all countries except those listed as restricted. Despite the TCI ‘s present status as an associate member of Caricom, the territory has not fully embraced the trade regime established by this organisation, the report highlighted. The poor trading arrangement with Caricom has been partially attributed to indirect shipping links with these countries. It is suspected that a portion of the merchandise goods, which are registered under the US, should be classified as goods coming from other countries including Caricom nations, since most goods are transhipped through the US. The goods imported from Caricom countries show a significant increase of 10.9 percent and accounted for $27.9 million or 6.4 percent of the total import bill for 2017. The Bahamas continues to be the main Caricom country that the TCI trades with and represents the second largest contributor to the TCI merchandise imports bill, accounting for 6.4 percent of the total imports. The Statistics Department stressed that efforts to improve trade with other Caribbean countries are being restricted by lack of proper transport and direct shipping and air links, however the TCI Government is pushing to improve trading within the region.
A great idea
I think it is wonderful idea. As a Caribbean born person, I have thought about this growing up. It’s a great thing for the Islands, and can also profit the territory by collecting bridge toll payments. That money can be used to upkeep the roads and schools. We need other things to rely on to bring in money. This is a good question for the native Turks and Caicos Islanders about their territory.

Minister, let’s try and build better schools, better train our teachers, provide adequate resources for them to work with first. Let us also focus our attention on constructing a proper TCI Community College campus.

Pure folly
The recent suggestion by Minister Ewing of building a system of roads, bridges and causeways to connect all of the islands in the group is absolute folly! Without being sure how the Government intends to finance even the initial engineering evaluation, environmental impact assessment and preliminary budget, it certainly does not have the financial capacity to carry out this project on its own. The minister proposes that this will be built with a combination of public and private funds, without having even the vaguest notion of what the total cost will be. Given the rate at which the Government has not remedied the
hurricane damage to schools and other public structures, it must be assumed that there are no surplus funds in their coffers to contribute to this project, so virtually all of the cost will have to be borne by the private sector - a sector that expects a reasonable return on its investment! And where is the revenue to provide this return to come from? Surely there is no thought of making this a toll road? The concept of a spine road throughout the territory is an admirable idea, but our past experience with inter-island causeways has been fraught with shoddy construction, inadequate maintenance and quick deterioration. So perhaps the Government should display both the will and the ability to properly maintain the roads it already has before it even considers a project of this magnitude and complexity.
A move too far?
More importantly, it will ruin the unspoiled beauty that brings people here and export crime from Provo to the other islands.
Overdevelopment
As long as we are willing to accept the influx of people and social ills that all the development will bring, then perhaps we can continue to overdevelop this territory. However, I don’t think that the development is for our people. We must stop and ask the question. Who are we doing this for? Why do we need to do what we intend to do? Have we considered all the social and economic ills that will accompany linking these islands at a time when we only have about ten to 12 thousand local people?

A very bad idea, indeed, that seems to pop up every 10 years or so. It will be extremely expensive, unless corners are cut, as occurred before with the causeway connecting North and Middle Caicos.

TCI to receive extra support for post-hurricane recovery BY OLIVIA ROSE THE TURKS and Caicos Islands along with several other Caribbean countries and territories will receive monetary and technical support from the Caribbean Tourism Organisation (CTO) to aid in post-hurricane recovery efforts. In the wake of the massive category five hurricane Irma last September, the CTO activated its ‘CTO Relief Fund’ through GoFundMe, a free online fundraising platform. The aim was to help families and nations to rebuild from the destruction of the unprecedented natural disaster. The fund has since attracted donations from hundreds of individuals, industry partners and corporate sponsors. In a press release on Wednesday (March 14), CTO secretary general Hugh Riley said all of the money raised will be sent directly to CTOmember destinations. “The damage caused by the force of hurricane Irma is an important example of why we must do whatever is possible to provide financial relief to those who need it most. “It’s through this fund that the CTO channels monetary assistance to our impacted member states. The CTO appreciates all donations to assist in the recovery efforts in these countries.”
In keeping with regional best practices, the organisation has also provided member nations with several recommendations on how to use the funds for maximum benefit. It has suggested members use the cash to support the establishment of a Coordination Unit within the Ministry of Tourism for Disaster Risk Management to include procuring equipment such as satellite phones, first aid kits, and other emergency gear. “Facilitate clean up and rehabilitation of key tourist sites or attractions, or access roads to those sites. Restore signage and interpretation of visitor sites. “Purchase auxiliary power sources for tourism sites and attractions, e.g. solar panels and solar lighting. “Sponsor an identified legacy project that commemorates the community’s resilience and recovery.” The CTO further advised member states to develop and implement an Emergency Response Plan for the tourism sector. “This could include crafting a visitor management plan and an emergency response strategy for use before, during and after a natural disaster.” Minister of Tourism Ralph Higgs in a statement issued on Wednesday (March 14), expressed gratitude to the CTO for its contribution and recommendations. He said that the ministry and

Tourist Board will work together to review the areas and determine how best the funds should be used, in accordance with the prescribed guidelines. “We are grateful to the CTO for their support,” he said, “this is
an important gesture and is a true reflection of the sense of commitment to the development of member states, which is expected at vulnerable and critical times, from our colleagues within the industry and beyond.” Headquartered in Barbados, the
CTO is the Caribbean’s tourism development agency. Its objective is to provide the necessary services and information for the development of sustainable tourism for the economic and social benefit of the Caribbean people.
Three undetected Haitian sloops land in seven days BY DELANA ISLES THREE sloops carrying scores of illegal Haitian immigrants have landed in the Turks and Caicos Islands over the last seven days. And the majority of the boats’ passengers have escaped detection and are currently on the run from authorities, police reported this week. On Thursday (March 15) police reported that the third sloop landed at about 3am that same day in the North West Point area of Providenciales. Officers received reports that a two-engine boat dropped off about 30 people near a beach in North West Point.
Of the 30, a total of six immigrants were apprehended and are awaiting processing. Just three days prior, on March 12, police and immigration officers were grappling to locate scores of other Haitian residents who evaded capture after sailing to these shores from their homeland. The first landing occurred on Friday, March 9, while the other landing occurred sometime between Sunday, March 11, and Monday, March 12. Officers were only alerted to the landings after calls were made to the police by residents who reported seeing people they suspected to be illegal immigrants in the vicinity of

the Caicos Oil gas station. The March 9 landing near the South Dock area was reported to police via the 911 Centre at about 12.43am. Police said that from that landing, a total of 13 immigrants were apprehended by the police
and immigration officials so far, with an unknown number currently being questioned and processed. Meanwhile, police said they believe the second landing between March 11 and 12 occurred at about 12am in Chalk Sound.
There is suspected to have been more than 60 people on board that vessel, police said. A number of the boat passengers were seen running in the area of the Chalk Sound Police Station, seven of whom were eventually apprehended.

CRIME UPDATE BY DELANA ISLES Venezuelan woman robbed at gunpoint
A WOMAN was on Thursday, March 8, robbed by an armed man while walking in Kew Town, Providenciales. Police said that the woman reported to them that the incident occurred between 10pm and 11pm. The culprit got away with a brown bag containing a Venezuelan passport, immigration documents, a brown Samsung Galaxy cellular phone, valued at $700 and $25 cash. Investigations are continuing. ‘A seawall is coming’ - Govt assures Salt Cay residents BY DELANA ISLES OVER the past two weeks, residents have been dismayed at images and reports coming out of Salt Cay about the destroyed seawall and destruction to property. As news of the island’s plight reaches the wider Caribbean with claims that nothing is being done to help or restore the island posthurricanes Irma and Maria, many have called on the Government’s intervention. This prompted Premier Sharlene Cartwright Robinson and her ministers to address the issue at a press conference last Thursday afternoon, March 8, and to outline what they have been doing and will continue to do for the people of the sister island. The premier firstly stated that the Salt Cay situation is not unique to the Turks and Caicos Islands, as it is something that has occurred before in the territory and has previously been rectified. She said that while she does understand that Salt Cay has been the most affected by the recent adverse weather conditions, efforts are and have been made to help mitigate the impact of the sea on not just Salt Cay, but other salt islands such as Grand Turk and South Caicos. Speaking about the criticisms of the Government in regard to the Salt Cay situation particularly the state of the seawalls, the premier said that since coming into office 15 months ago one of the first things the Government did was to accept an offer from the Caribbean Development Bank (CDB) to assist them in funding proper consultancy on how to build strong climate resilient seawalls in the salt islands. “Unfortunately, there is nothing that we could have done to prevent the high seas, and unfortunately the state of the seawalls in Salt Cay presented and resulted in one property that I am aware of being broken down on the coastline. “So while we continue to boast
and love the idea of being coastal islands, we are also open to nature’s fury.” Cartwright Robinson stated that the Department of Disaster Management and Emergencies (DDME) and other officials have travelled to the island to conduct a full assessment, following which the Government will report fully on the level of damage. She said that while a seawall could have prevented the greater extent of flooding, it would not have stopped it because of the extremely high waves that have been experienced lately. “We regret the loss in property, the loss in business. Unfortunately, we are a coastal country and we have properties on the coastline and I believe we will have to look at it differently… we are going to have to build stronger and more resilient.” She stated that the Government will be continuing with the consultancy that it has already undertaken. CONSULTANCY VS ACTION Addressing public views that the Government ought to use the money from the consultancy to build a sea defence wall, the premier said that the money in that fund is $700,000 and as such is not sufficient for that purpose. She said that the Government is prepared to fund the defence wall for Salt Cay, South Caicos and Grand Turk but it has to be properly instructed on how to do it to ensure that it is done right, that it is built strong to last and that it can do what it is supposed to do. Also addressing the issue was Minister Edwin Astwood, who is the elected member for Grand Turk South and Salt Cay. He said that it is unfortunate that this event occurred but the territory will be seeing even more of this as the climate of the world changes. Astwood also assured that efforts are being made to help mitigate the situation for residents on the islands.
He added that the Government is examining the possibility of building a sandbag wall to prop up the existing and failing infrastructure there until the sturdy wall is built. “I can assure all the residents of Salt Cay and the people of the Turks and Caicos Islands that whatever we can do at this time to mitigate against the sea tides before it happens again, we will do that, but the seawall is on the way and it is coming,” Minister Astwood said. The Caribbean Development Bank (CDB) funded programme which the premier alluded to, was approved in May 2017 by the board of directors. It is intended to enhance capacity to protect and manage the Islands’ coastlines using climate-resilient approaches. The funding will support a feasibility study and designs for coastal protection works in Grand Turk, North Providenciales and Salt Cay, and the development of a Shoreline Management Plan. O’Reilly Lewis, division chief of the Economic Infrastructure Division, CDB, noted at the time that the feasibility study and designs derived from the technical assistance project will provide the TCI Government with viable designs for climate-resilient infrastructure solutions to safeguard social and economic development, economic growth and livelihood security. The Shoreline Management Plan will strengthen the TCI’s capacity to sustainably monitor and manage the territory’s beaches and related coastal assets. It will also assist the Government with the development of a more comprehensive Integrated Coastal Zone Management Plan. The project is being supported by a $440,000 loan, a $50,000 grant allocated from resources provided by the European Investment Bank under the Grant Facility for Climate Action Support to CDB, and counterpart funding of $289,000 from the TCI Government.
Leeward highway gas station robbed
Police in Providenciales are investigating a burglary at a gas station located on the Leeward Highway. The incident took place on Friday, March 9, between 12am and 3am. The culprit or culprits gained entry through a window, cutting the burglar bars. Missing items are currently unknown at this time.
Masked gunmen rob man
Providenciales police are investigating another robbery that was reported to the 911 Centre on Friday, March 9. The incident occurred at 9.24pm in the Bight, near Princess Drive, where a man was robbed of $650 by two masked gunmen, dressed in dark clothing.
Gun-toting bandit robs tourists
Just half an hour later an armed robbery involving tourists took place in the vicinity of Donkey Lane, Turtle Cove on Friday, March 9, at 9.55pm. The victims were a couple on vacation in the Turks and Caicos Islands. While walking in the Donkey Lane area, they were approached by an armed man, who demanded cash and valuables. The visitors complied with the demands, handing over $60 and several identification cards to the armed man. Police reported that the masked man fired one round of ammunition into the air before fleeing the scene with his stolen loot. Following the incident, the Royal Turks and Caicos Islands Police Force has again issued a warning to residents and tourists alike, to always pay attention to their surroundings, be aware
of their environment and avoid walking alone in dark, isolated areas such as dark parking lots.
Armed man robs barmaids
On Saturday, March 10, a female employee of a bar and grill in Kew Town, along with three other women were victims of a robbery. At about 3am, while closing the bar the women were approached by an armed man who demanded money. The gunman made way with $787, keys, identification cards, and two cellular phones, value unknown. Police said they are still investigating the incident.

Yet another gunpoint robbery occurred on Saturday, March 10, this time in Blue Hills. In this instance a female was robbed at gunpoint as she was entering her home on Millennium Highway in Blue Hills. This incident took place at 5.52pm by two masked men. The woman was robbed of $500, a cellular phone valued at $200, identification cards and other important documents. Police are still investigating.
Gunman robs Cooper Jack family
On Sunday, March 11, a couple along with another relative had just arrived home to their Cooper Jack Bay home at about 11.27pm when they were confronted by an armed man. The masked gunman demanded money while holding the trio at gunpoint. He made away with $150 as he fled on foot. The incident was reported to police, who are still investigating.
US Coast guard intercepts Haitian illegals, escorts them back home
On Sunday, March 11, at 4.25pm the United States Coast Guard reported to local police that they had intercepted two vessels located south of West Caicos, in international waters. Both vessels were occupied with about 60 people each. They were subsequently escorted back to Haiti by the coast guard officers. The Royal TCI Police maritime division team are continuing their patrols in Sea Guardian.

Shift system created for airport immigration officers BY OLIVIA ROSE THE MINISTRY of Border Control and Employment has introduced a shift system for airport immigration workers to help deal with problems brought on by a shortage of staff. This comes on the heels of a protest staged by several irate immigration officers on November 5, last year, to demonstrate their frustration with management. The protest disrupted operations at Providenciales International Airport just before the Southwest Airlines inaugural flight into the Turks and Caicos Islands was due. Only one officer reported to work while others called in sick leaving multiple posts unattended. The industrial action was taken by workers to demand better wages and outstanding overtime payment. Management of the airport in a press release issued on March 9 stated: “It is unfortunate that on implementation, shortfalls on human resource resulted in excessively long lines and unduly long waits in the entry process for visitors and other travellers arriving on Sunday and Wednesday, March 4 and
7, respectively. “The ministry and department appreciates and recognise the value of tourism to the TCI economy and the critical role that immigration officers play in welcoming our visitors, and on receipt of these reports, management immediately consulted and further met with the deputy governor and minister of border control and employment to address concerns, with a view of implementing mitigating measures.” The shift system which was recommended by an Internal Audit Report conducted in 2017 is expected to remedy a host of problems currently facing airport immigration staff. The Internal Audit Report exposed historical anomalies in staff earnings, inefficiencies in operations and expenditure on overtime paid to airport staff. The newly introduced shift system is expected to regularise pay rates for overtime, normalise the long work periods that staff are currently exposed to and improve the overall efficiency of the department’s operations. “The shift system has major benefits

Haitian man jailed for assisting illegal entry SENAT Chafant, a 36-year-old Haitian man, has been sentenced to eight months in prison for assisting with the illegal entry of other Haitian nationals into the Turks and Caicos Islands. The man was charged with assisting the entry of several illegal immigrants who arrived in the TCI aboard sloops in 2016. Reports are that the defendant was living in Providenciales on a work permit when he assisted in trying to get others out of Haiti and to the TCI unlawfully. Chafant was last week tried before Chief Magistrate Tanya LobbanJackson, convicted and sentenced to serve time at Her Majesty’s Prison. He was represented by attorney-at-law Guy Chapman.
Guinness bottle beating lands man in jail RONEGO Missick of Grand Turk has been charged with wounding another male with a Guinness beer bottle during an altercation. Missick, who is currently on remand at Her Majesty’s Prison, was charged by the police last week and remanded to prison. He is now awaiting a bail hearing before the Supreme Court. Missick is also one of the men who was involved in the robbery and killing of a Dominican barmaid at the Sailing Paradise restaurant and bar in Blue Hills in 2011. He was charged, tried and convicted to seven years in prison for his role in the heinous crime. His other co-accused, both of whom were convicted, are also serving time for the crime. Lavardo Smith is currently serving a life sentence for the murder in a St Lucia prison, while Collin Delancy is serving a 12 year sentence for manslaughter in Her Majesty’s Prison, Grand Turk.

However, management recognised that in order for a shift system to be effective, it required additional human resources and budget appropriation for
the payment of overtime. “The report further identified that staff previously worked excessive hours without days off and that this was impacting the work of the organisation. “This move presented an increase of 100 percent of the current overtime payments; funding which the department could not sustain.” Staff members’ push for equitable payments in accordance with the public service handbook rates compelled management to implement the system.
Nearly 300 illegal migrants sent home since January BY OLIVIA ROSE MORE than 290 illegal migrants have been deported since January, as immigration officers swooped down on bars, construction sites, restaurants and business places throughout the TCI. This was revealed in a press release issued by the Ministry of Border Control and Employment on Thursday (March 15) after numerous sloops made landfall in Providenciales this week. In response to the illegal migrant problem faced by the Government, a multi-agency operational response dubbed Operation Guardian was established in January of this year. According to the statement this operation has been quite effective thus far in capturing and repatriating illegal migrants back to their homeland. “The main objective of Operation Guardian is to carry out enforcement and compliance activities across the Turks and Caicos Islands by identifying those persons who are illegal migrants or who may be working without the necessary permits and authorisation.
“This is an ongoing exercise as the department continues their compliance and enforcement activities with joint agencies.” The ministry stressed that the protection of the TCI’s borders remains top priority. Minister of Border Control and Employment Sean Astwood reiterated the Government’s commitment to improving the security of the TCI’s borders and tightening the immigration process. He said: “Illegal migration threatens the lives and livelihood of our people and those persons found to be engaged in the smuggling of humans would be prosecuted under the law.” He advises everyone to observe the immigration laws of the Turks and Caicos Islands as anyone found in breach will be dealt with accordingly. Coupled with these measures the department has since promoted seven immigration officers, recruited three additional staff members and employed temporary staff to ensure that critical positions are filled. In wake of recent events where several sloops went undetected by the territory’s radar resulting in illegal
migrants making landfall, residents have voiced their dissatisfaction with operations. As a result, the Government secured funding through the Foreign and Commonwealth Office (FCO) to facilitate the repair, upgrade and maintenance work on the radar system. These ongoing upgrades and improvements which began earlier this week and will continue over the next few days, will also see staff at the radar station receiving additional training in the use of the upgraded equipment. The ministry has reminded the public and those who might be inclined to harbour illegal migrants, that as a result of the new Immigration Ordinance which came into effect on April 1, 2016, penalties for harbouring illegal migrants are bigger. As such those involved now face a fine of $20,000 on summary conviction or to a term of imprisonment of four years or both. Additionally, those convicted of such offence, face the possibility of having their status in the Islands revoked, making them liable to deportation.

Abolish the political parties and unite PART TWO Dear Editor, I further think we should eliminate the constituency representatives. I know the purpose is to ensure the electorate gets representation for their area but the electorate get can get representation in many other ways. In place of a constituency representative, each island or constituency should have a board of directors or a national council and budget allocation should be made for each island to meet the financial needs based on a needs assessment for that constituency or island. The island council can either be appointed or elected. These island councils should replace the posts of the district commissioners in the islands. The island councils should be empowered to make decisions for the constituencies as long as it complies with the needs assessment of the constituency. I hope by now you understand what I am suggesting and why I am suggesting it. I know many persons may say, why write this article because it will never happen? In order for a change to take place,
we must do things differently. If you continue to do things the same way, you get the same results. Therefore, we must change the way we do things to get different results. I will illustrate some examples below as to why the two party system is not working in our favour. For example, a contract may be awarded fairly to a contractor, for a capital expenditure or any other expenditure in the TCI, who happens to be a support of the sitting government. There was a change in the government, and the new government now is stalling the start of this capital expenditure because of the political affiliation of the contractor. The new government will justify its actions by saying they need to ensure the contract was awarded fairly and to ensure they are getting value for money. At the end of the day, the people of the Turks and Caicos Islands suffer because the capital expenditure never materialises, the contractor suffers also by encountering major financial setback because he or she goes ahead and recruits individuals. We have now created further animosity among ourselves because a contract that was rightfully awarded
to a local was denied or delayed because of political persuasion. Another example is our calibre of candidates. Because of our political system, anyone can put their names forward to run as candidates in a political party when we know some of them are not competent to carry out the role. However, because they are in an area that is well known to be a stronghold of a party they win. But in the end our country suffers. After the election is won and because the choices for capable ministers are so limited we are forced to make people ministers who cannot perform. This creates problems and setbacks in our country. Another example is the appointment of board members. We appoint individuals to boards based on political affiliation. I believe persons should be appointed to boards who are knowledgeable and can make significant contribution in that area no matter which political party they support. Supporters should not be rewarded positions on boards because they campaign for the party. Another example is the constant personal attacks on individuals
because of their political affiliation. What is ironic is that as soon as the attacked individual decides to switch and join the next party, he or she is the best person ever but because he or she was with a particular party previously, he or she was the worst person ever. However, that individual is the same person no matter which party he or she joins. Jane Doe is Jane Doe. John Doe is John Doe. You cannot change Jane or John Doe’s DNA or personality because she or he joins a particular party. The parties do not have a DNA or certain characteristics. The parties are the same but yet we crucify each other so badly solely because candidates make the choice to join a particular party that we do not like. Another example of division is that some politicians of the political parties are double minded. They claim they care for all no matter what one’s political affiliation is but in reality, the actions of the politicians indicate they are very much with partisan politics. As a result, opportunities are denied, people are hurt and divided because progress appears to be one sided. Let us get rid of the political
parties and make an effort to unite us so that we can take this country forward. We cannot move forward if we are divided. The physical development of our islands will be in vain if our people are not united. While we are busy fighting with each other, the expatriates are moving forward because they have developed a united front with other expatriates especially if they are from the same country. Some say the solution is to change the constitution. Yes, we need an improved constitution but you can have an improved constitution and still not be united. An improved constitution may just empower your decision making but it will not unite us as long as we have this current two party system. At the end of the day politics should not be about catering only to the people that supported you, it should be about enacting policies and legislation to improve the lives for all. We need to transform our minds and stopped being caught up as PNP or PDM. We say one party is corrupt and CONTINUED

Long skirts and short memories THE RATTLES of discontent are out there. After celebrating our first woman premier, Sharlene now seems to rub it in with more gender based affairs. The question is being asked, are Sharlene’s skirts long enough to survive the discontent? Some from PDM supporters. She is after all from South Caicos, an island cursed by PNP leaders who either ended up in a US jail or who were plucked from leadership and accused of gross incompetence. My loyalty to the PDM is based on its sound principles, not just because of JAGS, Derek or Sharlene. It requires short memories to forget the disasters of the PNP. Their once male leader made the term male chauvinist seem totally inadequate. He plucked a Hollywood star

The PDM cannot rely on the incompetence and alleged corruption of the PNP. As it turns out the 20032009 PNP cabinet will die of old age before the British legal girls and boys finish the trial. In fact, the Special Investigation and Prosecution Team (SIPT) female
leader tired of sun, wind and upscale wine sipping. Does the PNP have anyone strong enough to revise its platform of selfindulgence? Their latest leader will now watch his mess, the National Health Insurance Board (NHIB), taken apart piece by piece. The dismantling is a product of Sharlene’s leadership as the head of the opposition. No one could have done better.
She was the strongest island voice during the British administration. We must overcome short memories. In my opinion the survival of our female premier depends only on her. She must delegate some of her power. Let go and do not be fearful of strong males, or females, in her organisation. There were early indications that Sharlene, best at figuring out what works in government, was not wise at election politics in the TCI. She overlooked certain strong candidates for the PDM. Both long term loyalists and the strongest newcomers. One also a gal. Sharlene picked some weak candidates costing the PDM a 100 percent win at the polls. I am not being Middle Caicos selfish when I shout, do something for the largest most beautiful island. We have a huge unfinished government-owned building with an
ongoing open contract that only needs updating to finish. Build a university here. Conch Bar will make a wonderful quiet college town. It would give Middle/North students a head start. The building could be Selvers’ learning resort. Students on the job trained for running Provo resorts. Visitors beg to stay over in ‘Beautiful by Nature’ Middle Caicos. The building could have rooms and also manage newly updated now abandoned properties in Lorimers, Bambarra and Conch Bar. The future of North and Middle Caicos is in the PDM’s hands. Minister Ralph, the PDM general and subcontractors can get it done! Everyone is waiting and watching Premier Sharlene. Short memories get longer every day.

Premier returns troublesome public finance bill to HOA BY DELANA ISLES THE CONTENTIOUS amendments to the Public Finance Management (PFM) Ordinance has finally reached the House of Assembly for debate, and true to their promise PNP members are staunchly opposing its passage. Many of the opposition members questioned the motives of Premier Sharlene Cartwright Robinson who moved the amendment bill that will see the governor being granted additional powers over statutory bodies in the Turks and Caicos Islands. In her presentation of the bill (which has been before the House since early 2017) on Thursday morning (March 15) for its second reading and debate, the premier gave a lengthy explanation and sought to dispel members’ misgivings about the amendments. “This bill seeks to amend the public finance management ordinance to allow the governor, and again governor, unless it is followed by the words ‘in his discretion’, it means the governor in Cabinet, we have had all of our legislation pretty much refer to governor. “I look at the Investment TC Ordinance and there is no mention of minister, all through that ordinance it’s governor. “We understand that when it was passed under the former administration and what is being offered here today to be the same language as has been with other legislation brought to this House.” She said that the public finance management ordinance is being amended to enable the governor to appoint a person as examiner to look
at the financial affairs of the statutory body or to appoint a person to take over the management of a statutory body that poses a systemic risk to public finances. “We know the challenges that we face. We have just completed a statutory body review, the consolidated report has been made public, there is of course more details that will be discussed with each statutory body. “The situation is that the statutory bodies… pose a significant financial risk to the Government of the Turks and Caicos, and one in particular… is the National Health Insurance Board.” She stated that there is no one in the TCI who could disagree with this, adding that the Government has asked the former administration to look at the liability and the risk the body poses to the Turks and Caicos Islands Government. “There is no power under this ordinance that would be able to go in and pretty much put it [statutory body] into receivership, not to wind up the company, but to take over and make sure that the finances are managed and managed properly. “This bill is going to aid us in moving forward in that sort of direction,” the premier said. She also outlined that the amendments and stated that where the board of a statutory body is found to be in contravention of this ordinance or any other law, the governor may remove the members of the board from office and appoint a new board. Adding that where it appears to the governor on reasonable grounds that the financial viability of a statutory body is at risk or poses

systemic risks to the public finances, the Governor may appoint a person, as examiner, to examine the financial affairs of the statutory body. The premier stated that the governor may also remove the members of the board of such statutory body from office and appoint a new board or a person to take over the management of that statutory body. OPPOSITION As promised, the opposition to the bill came fast and plenty, starting with opposition appointed member, Royal Robinson who called the bill “the biggest piece of baloney sandwich” during his hour long castigation of the amendments, and questioned the motives of the Government. Elected member for Leeward and Long Bay, Akierra Missick, stated that a lot of the amendments contained in the bill, the Cabinet already has the power to do and make said decisions. While she accepted the tourism minister’s point that all legislations
should be reviewed, Missick questioned whether this is the solution to the many issues statutory bodies are faced with today. “The answer to that question is categorically no,” Missick said. Leader of the Opposition, Washington Misick also staunchly opposed the bill. He suggested that before the Government accepts the recently released report on the statutory bodies it ought to be peer reviewed by independent people who know nothing about the Turks and Caicos Islands. He stated that this should be done before the Government fully accepts it. Misick said that to him the report is not objective. The party leader also disputed the premier’s statements that legislations in the TCI refer to the governor and not the minister. “First of all I am general agreement about the corporate governance and as it relates to the ability to have someone examine the functioning of an institution, I think that is pretty standard. “Now, I am sort of concerned about what sort of cemented this as it related to the terminology in this piece of legislation between a minister and the governor, because in most cases, not in all cases, the legislation refers to the minister. “Now if the minister means the minister in Cabinet, and he derives his authority from the Cabinet, and the governor also means governor in Cabinet, why is it necessary to change to governor. “Because at the end of the day the Cabinet makes the decision by consensus so it raises suspicion in my mind as to if there is somehow
some other piece of legislation coming.” He pointed out that in the TCI the governor is obliged to take the advice of the Cabinet members, and if he does not take the advice of the members he has to go to the secretary of state. “But I think we all know if we want to be skeptical, it is hardly unlikely that the secretary of state is going to go against the governor. “I have not seen or known of a single instance in these overseas territories where a secretary of state went against the governor, so it just means that if the governor disagrees with something it will get done a lot quicker if Cabinet disagrees….” Misick stated. Newly branded opposition member, Josephine Connolly was also in complete opposition to the bill, stating that coupled with the newly released report on the statutory body and the placement of the controversial bill on the order paper seven times, the bill appears to be a tactic by the Government to feel the pulse of the people. “Either way, the people have responded with a resounding no,” Connolly stated. The opposition member said that she cannot support the amendments the way the Government is going about making them. Elected member for Grand Turk North, George Lightbourne in his opposition to the bill, called on the premier to resign give the people back the power if she does not want it. “She needs to come clean with the people,” Lightbourne said after stating that the premier appears to have an ulterior motive in bringing the amendment.

Customers were treated to live music, giveaways, refreshments and discounts on a variety of smartphones when doors opened on Wednesday (March 14). The remodelling and unveiling of the flagship store is one of the many initiatives the firm is carrying out to honour its 120 year anniversary. the other is not. We say one is for the people and the other is not. We say one party is more intelligent than the other. We say one party is more godly than the other. At the end of the day, our labelling of parties and individuals are creating hatred, jealousy, bitterness, envy and division in these small Turks and Caicos Islands. Quite frankly the labelling of the parties is a myth. There is corruption in both, there are people that care for the locals in both parties, there are intelligent people in both parties. There are Christians in both parties. There are sinners in both parties. Some would then say let us vote for the better of two evils. If we choose to have that mentality, our problems will continue as stated above. My wife and I have five children and each child is different, even our twins. So how can one say that all candidates in PDM are of the same nature and all candidates in PNP are of the same nature? They are not. They are all different on an individual basis so stop attacking and let us break up this PNP and PDM party and have a group of capable men and women united to make lives better for all us in the Turks and Caicos Islands. Skippings said: “We cannot afford to finance this atrocity that is being deliberately imposed on us as a struggling, regressing nation and our mistake is over exerting ourselves in an attempt to support such atrocities.” He said that this is more a matter of security than it is of immigration, stating that security is the governor’s responsibility constitutionally and refugees are the responsibility of the UNCHR. The party leader questioned why these avenues are not being pursued
by the Government as it was done before in situations involving illegal Haitian migrants. “The UNHCR was invited here, they came and set up camp and did a timely repatriation and the illegal traffic was stopped because all parties were involved. The precedent has been set,” Skippings stated. “Why haven’t the first thousand work permits been cancelled with employers given a month’s notice to replace them?” He said the TCI is being perceived as weak because the territory does not appear to be serious about dealing with the problem. “We are not using the leverage and taking the necessary action that we have at our disposal,” he said. Skippings further stated that the governor, the British government, the United Nations and the Haitian government should not stand by and see illegal Haitians in the TCI being subjected to substandard housing and inadequate dietary conditions.
“But we [the TCI] are foolish because we work budgetary magic to accommodate them in comfort, neglecting our own children, our own infrastructure, our own scholarship and everything else that is conducive to our wellbeing and progress.” He said that by doing this, the TCI is inadvertently inviting illegal immigrants by embracing them and accommodating them as tourists or invited guests. Skippings added that if the TCI would demonstrate that it is not able to do these things, the situation would change. The party leader stated that the UNHCR is a United Nations programme with the mandate to protect refugees, forcibly displaced communities and stateless people, and assist in their voluntary repatriation, local integration or resettlement to a third country. “For God’s sake my people, let’s wake up before we wake up in captivity in our own country,” Skippings implored.
‘Child abuse is everyone’s business’ BY OLIVIA ROSE PROTECTING children from neglect, exploitation, and maltreatment is everyone’s business. This was the resounding message at the recently concluded two-day Child Protection Workshop hosted by the Office of the Director of Public Prosecutions in partnership with the Department of Social Development in Grand Turk. The seminar, which was held last week, targeted teachers from private and public schools, members of police force, personnel from the Department of Social Development, truancy officers as well as school crossing guards, according to a Government press release. The workshop which was held under the theme, ‘Child protection, law awareness - Saving our children by educating everyone,” sought to inform participants on how to protect children against all types of crimes and abuse. During the sessions, discussions focused on mental effects, available resources and procedure, laws and penalties relating to investigation and prosecution of abuse against children. Much emphasis was placed on the responsibility of those who come in

direct contact with abused children to report what they observed, were told or suspect to have taken place. A similar workshop is expected to be rolled out in Providenciales later this month. Facilitators of the workshop are also scheduled to conduct school visits and talk with children and other teachers about child abuse. The Department of Social
Development is urging the public to report cases of child abuse to the nearest social worker or directly to the police. The Government on November 15, last year, signed a multi-agency protocol to protect children from abuse and neglect. The protocol helps to establish standards for points of contact, methods of contact and purpose of
contact between relevant agencies. It also outlines concrete and practical procedures for handling special issues while defining professional roles and responsibilities. The inking of the modus operandi signalled a commitment of stakeholder agencies to work together in the interest of children in the TCI.

Avoid stress at work WITH the different demands of work that come with those that are employed by a corporation, themselves and the various hours that can be worked, sometimes putting in extra hours at our jobs can leave us feeling even more stressed and frustrated. FIND SHORTCUTS TO SELFCARE Dissatisfaction with the work environment has been linked to burnout, poor relationships and poor decision making for those that tend to work long stressful hours. Finding time to take care of ourselves for a substantial amount of time can prove trying. SET A ROUTINE Now I know for most of us, we cannot possibly go a day without trying to engage in something that helps us to de-stress from work, be it
going to the gym, social gatherings, relaxing at home, etc. However, there are moments especially when working long hours where it can be hard even to enjoy the relaxing activities we love. Be that as it may, studies have shown that when we create a routine such as devoting certain amounts of time in our day to spend time with ourselves, our loved ones and doing the things that will make us generally happy, we manage stress better. Oftentimes, it is not hard for us to do what we enjoy doing; it’s natural for us to gravitate to the things that make us happy. However, sometimes the very things that make us happy we do not have the amount of time for each week, month and even throughout the year depending on the level of our work commitments. Regardless, finding shortcuts or skills that can help with managing the things that you love doing are important as well as compromising on the things we may want but do not have the time or means to have at that very moment in time. In the end, what is most important is our ability to understand how vital it is to take care of ourselves. We cannot pour from an empty cup, so when we are able to take care of ourselves fully, work, relationship and life satisfaction are sure to follow.

1½ cup of all-purpose flour 1 teaspoon of baking soda 1 teaspoon of baking powder 4 bananas, very ripe Half lime juice 1½ cup of a can of coconut milk ½ cup of melted butter 1 cup of sugar 1 egg 1 tablespoon of rum - Are you kidding me? Put two or three tablespoons (or one teaspoon of vanilla flavour)
METHOD
Heat the oven and prep the pan. Arrange a rack in the middle of the oven and heat to 350°F. Combine the flour, baking soda and baking powder in a bowl. Put it aside. Mash in the bananas and add the lime juice and the coconut milk. Put it aside. Place the melted butter and sugar in a large bowl and whisk until combined. Add the egg and add the rum or vanilla flavour.

Holocaust survivor gives moving and inspiring talk NEARLY 500 people attended an inspiring talk by 88-year-old holocaust survivor Eva Schloss in Providenciales on Wednesday (March 14). The step sister and friend of Anne Frank spoke about her life during World War II under Nazi rule at the Shore Club event. Rabbi Bluming, director of the Provo Jewish Community, said the unexpected number of attendees is a testament of the thirst the people of TCI have for stories of inspiration and knowledge about history. “Perhaps it’s because many people are experiencing difficult challenges in life and hearing Eva’s story shed light on her strength and resilience, which in turn gives them hope in their own life to never give up.” Thanks to a generous group of sponsors Eva Schloss took the audience through the journey of her life. It started out with a happy childhood and morphed into an existence in hiding with family, living in two different homes, before being reunited, engulfed with love and warmth. But any hope that such good fortune would continue was dashed as Jews were increasingly isolated and marked for camps, the audience heard. No longer was it just a matter of going to separate schools or no

school at all, or being allowed to enter stores at only certain hours, it was now a struggle just to escape capture from the Nazis. Hiding places got smaller and smaller, eventually becoming hiding places within hiding places. She recalled the moment of the unfortunate capture and the years that followed, the three day transport to the camp at Auschwitz, 800 to a cattle car with two slop buckets a day. “It is so ironic,” she said, “I remember many years later they were transporting 40 sheep in a cattle car and everyone was outraged at how
inhumane it was. And yet I wondered where was the world when this was happening to human beings?” She spoke of the indignities of life in a concentration camp. “They lined us up and went through the selection. It would take about two hours every week as we stood naked.” Only a large-brim hat her mother had given her to make her look older as she dropped her head as low as she could, saved her from being sent to the gas chambers the first time. She was 15-years-old and small and the Nazis had no use for such a specimen.
The new prisoners were ordered to strip, their clothes tossed away. They endured being sprayed with icy water and de-loused. It was freezing. A large heap of clothing stood nearby, and they were told to take one garment to wear until they or it wore out. The work routine was harsh, the starvation even worse. “Sometimes on a Sunday the soldiers would make a big pot of potatoes and we could smell them. “Sometimes they would give us the potato water and we were so hungry for it. Other times they would bring it to us and dump it on the ground and laugh.” The horrors left a scar far deeper than the branding. Even as the war ended and the Russians came in to the camp to free the prisoners, there were cruelties and confusion. People did not know where to go or who to trust. They had nothing, they did not know where family members were or even if they were still alive. Only Eva’s mother survived. Her only brother was murdered and so was her father. But Anne Frank’s father, who had possession of his daughter’s now famous diary, sought out what was left of Eva’s family and entrusted the diary to Eva who had been her best friend in a far happier childhood. For years, she tried to get it
published, but no one was interested. “Who would want to read a story of a child?” she said. Until finally, sometime later it was published. Eventually, Eva’s mother married Otto Frank, Anne’s father, and the two enjoyed a love that to this day Eva calls “blessed”. “For many years I did not want to share my own story and then one day, through an unplanned request from two friends to explain the background of a new Anne Frank exhibition, I opened up. I talked for hours.” It was then she decided to write a book, to go on the road and to share her story with the world. In Providenciales, she shared it with more than 350 students from ten high schools who attended a special event the day before the crowd gathered to hear her story. “Eva left us with two important lessons from her talk,” said Rabbi Bluming, “the first was not to turn a blind eye to the intolerance and genocide that is happening in the world around us today. “We must stand up to indifference and not allow injustice to threaten the lives of those who cannot stand for themselves. “The second message is to find the silver linings even in the darkest moments of life; for in great challenges you can find the strength to overcome it.”
First local Grand Turk hotelier honoured by tourism ministry AS THE accolades abounded for the exceptional women of the TCI last week in observance of International Women’s Day, Tina Fenimore was singled out for special mention by the Ministry of Tourism. At a special ceremony and cocktail reception at the Osprey Hotel in Grand Turk, Minister of Tourism Ralph Higgs and several of his staff members paid tribute to Fenimore for her immeasurable contribution to national development. The recognition ceremony was held on Wednesday, March 7, one day before International Women’s Day, observed around the world under the theme ‘Press for Progress’. Fenimore was the first local, female hotelier in Grand Turk and has been an instrumental part of both the Grand Turk and Providenciales Chambers of Commerce. Higgs said that Fenimore’s dreams of turning the Turks and Caicos Islands into a tourism destination can truly be seen today.
He added that her actions were a part of the engine that still assists in driving the local economy. Her business - which was owned and run alongside her husband Kit provided employment for a number of residents and hosted countless guests. Fenimore has also mentored and trained many local employees, allowing for a direct socio-economic injection to the community. She also operated a travel agency, T&C Travel, along with other tourism related businesses from the early 70s to the 90s. Higgs said: “It is an honour and pleasure to recognise Mrs Fenimore for her unselfish contribution to the tourism industry. She has always been a champion for our destination since its modern infancy. “She has historically promoted the Turks and Caicos, which we are grateful for, especially today. “We are happy to highlight the accomplishment of women in the
various sectors as their efforts have paved the way for the empowerment of women in leadership across every sphere.” He further stated that there are many women, past and present who have played key roles in developing the TCI’s tourism industry, and the sustained growth over the years is testament to their ingenuity and involvement. “The Turks and Caicos Islands is truly a place of gender equality as women play leading roles at the executive level. “As we pay special recognition to accomplished women, we must be mindful of young aspiring women who seek to follow their lead in breaking through glass ceilings. “Let us thank God for all he has given as we reflect on all accomplishments of women throughout the country; the Ministry of Tourism, Environment, Heritage, Maritime and Gaming extend best wishes to the hardworking women

Bahamas government asks country Mitchell leads NNP to historic victory in Grenada not to panic over blacklisting THE Bahamian government was “optimistic” this week that its blacklisting will be “quickly reversed”, suggesting the European Union (EU) had ignored top-level pledges to meet its demands. KP Turnquest, the Deputy Prime Minister, urged Bahamians - and especially the financial services industry - not to panic as removing this nation from Europe’s listing was “number one priority for me right now”. Mr Turnquest, who is heading a Government delegation that was scheduled to meet with EU officials this week, told Tribune Business that letters he had personally signed committing The Bahamas to compliance with its anti-tax avoidance drive were “obviously not taken into account” in the ‘blacklisting’ decision. The 28-nation EU, unveiling its rationale for “blacklisting” The Bahamas, St Kitts and Nevis and the US Virgin Islands as ‘noncooperative jurisdictions’, said this action was taken “because they have failed to make commitments at a high political level in response to all of the EU’s concerns”. Mr Turnquest revealed that this statement likely stemmed from the fact that the Bahamas’ initial compliance commitment was signed by Marlon Johnson, the Ministry of Finance’s acting financial secretary, rather than himself or a Cabinetlevel minister. He added that when the EU expressed this concern to the Government on March 2, he immediately responded by sending them the same letter signed by himself. Had the EU recognised this,

Mr Turnquest said, its statement and ‘blacklisting’ rationale “could not hold up”. The Deputy Prime Minister argued that “timing and miscommunication” were largely responsible for the Bahamas’ ‘blacklisting’, but the EU had warned the Government - almost two weeks before the letter signed by Mr Johnson was dispatched - that it wanted “a firm commitment at high political level” that its concerns would be addressed. Besides the absence of a “high level political commitment”, the EU also justified its treatment of the Bahamas by arguing this nation had not done enough to prevent its corporate vehicles and structures from being used by clients especially multinational corporations - for tax avoidance purposes.
“The Bahamas is added with the following text: ‘Bahamas facilitates offshore structures and arrangements aimed at attracting profits without real economic substance, and did not commit to addressing these issues by December 31, 2018’,” the EU said of its ‘blacklisting’ rationale. Financial services industry sources, speaking on condition of anonymity, said the Bahamas’ inclusion on the nine-strong ‘blacklist’ had provoked widespread dismay and concern throughout the sector. Besides the potential damage to the Bahamas’ reputation, the sector fears the EU’s action may cause existing clients and their assets to depart as they will not wish to be domiciled in a ‘blacklisted’ jurisdiction. And such a status could also deter new business from coming. “This was not well received,” one highly-placed financial services executive revealed. “Persons are concerned. They are concerned about loss of business, and if we come off the blacklist the damage may have been done, as no one will want to do business in a ‘blacklisted’ jurisdiction.” The EU’s 28 member states have yet to agree a co-ordinated package of sanctions/penalties against ‘blacklisted’ jurisdictions, but Bahamian companies - and individuals - doing business with Europe may see their transactions subjected to greater scrutiny and vetting as a result. This, in turn, would slow the pace of commerce, while there could also be negative fall-out for the correspondent banking and custodial relationships enjoyed by Bahamian financial institutions.
A Vincentian judge will be the new president of the Caribbean Court of Justice JUSTICE Adrian Dudley Saunders, a citizen of St. Vincent and the Grenadines, has been appointed as the incoming President of the Caribbean Court of Justice with effect from July 4, 2018. The Heads of Government of CARICOM made the appointment at its last meeting, held in Haiti from February 26-27, 2018, acting on the nomination of the Regional Judicial and Legal Services Commission (RJLSC). The RJLSC had selected Justice Saunders after a competitive merit-based process. President of the CCJ, Sir Dennis Byron, said his successor’s appointment has been greeted with pleasure by the entire Bench of the Court.
Adrian Dudley Saunders was appointed a judge of the CCJ in 2005, when the Trinidad-based court was inaugurated.
“He has served with distinction and has exhibited qualities of excellence, sharp intellect, strong moral values, leadership skills and encyclopaedic knowledge for the law tempered by things Caribbean,” Sir Dennis said. Justice Saunders was appointed a judge of the CCJ in 2005, when the Trinidad-based court was inaugurated. Before that, he was in private practice as a barrister and solicitor from 1977 until 1996 when he was appointed a judge of the Eastern Caribbean Supreme Court (ECSC). In 2003, he was confirmed as a Justice of Appeal of the ECSC and one year later he was appointed to act as Chief Justice of that court. (Caribbean360)
PRIME Minister Dr Keith Mitchell led his New National Party (NNP) to a historic clean sweep of all 15 seats in a general election this week, making it the third time he has achieved the feat in electoral politics in Grenada. The 71-year-old Mitchell, who led the NNP to a consecutive sweep following his 2013 victory, immediately called on the leadership of the main Opposition National Democratic Congress (NDC) to be part of the social partners that will chart the way forward for the triisland state. “It feels good, the people of my country have shown the level of confidence in the way I have governed; it is a humbling experience,” Mitchell said after the preliminary results showed that the party had swept all the seats in Parliament. “Whatever achievement we have had I first have to give thanks to Almighty God and the people of this country,” Mitchell said, adding that the election was the “most stressfree I have ever had in my 34 years in politics”. Mitchell said that, unlike 2013 when he won the general election and had no idea as to the state of the local economy, this time around, “I don’t feel the pressure because I am in the seat and I know what the plans are.” “Therefore I feel very confident I will meet the aspirations of the people of this country,” he said,

In the St George South constituency, Health Minister Nickolas Tang Conway Steele polled the most votes in the election, receiving 3,536 votes as against 2,679 for former public servant and trade unionist Raymond Roberts of the NDC.

US Coast Guard repatriates 201 migrants by sea to Haiti A TOTAL of 201 Haitians were returned to Haiti Wednesday by the U.S. Coast Guard, the agency said, after two overloaded boats were intercepted near the Bahamas. A Coast Guard MH-60 Jayhawk helicopter spotted a 50-foot freighter Sunday 30 miles east of Great Inagua Island. The 86 migrants from that freighter were picked up by the Coast Guard cutter Tahoma. The next day, the Tahoma gathered 115 migrants from a 50-foot sail freighter three miles east of Sunday’s pickup. Migrants get food, water and medical attention when picked off by
Coast Guard cutters. “The waters of the Caribbean and Florida Straits are dangerous and unforgiving for migrants on illegal voyages, in overloaded vessels with little or no safety gear, needlessly placing lives at risk,” said Rear Adm. Peter Brown, commander of Coast Guard 7th District. “The Coast Guard and its partner agencies continue to maintain a strong presence along our maritime border and will continue to interdict and rescue those who embark on these illegal and ill-advised voyages in these unsafe vessels.”

Russia says it will attack U.S. military if Trump strikes Syria again TOP Russian officials have threatened to retaliate with force if President Donald Trump orders an attack that could endanger the lives of its soldiers stationed there in support of Syrian President Bashar al-Assad’s campaign against rebels and jihadis near Damascus. Army General Valery Gerasimov warned on Tuesday that the U.S. was preparing to launch raids against Moscow’s ally, the Syrian government, as it attempted to clear bastion of jihadis and rebels—some of which were once backed by the West—in the suburbs of the capital city of Damascus. The leading military official claimed that the U.S. would strike under the false pretense of a chemical weapon attack—a tactic that Russia has denied the Syrian military utilises—and vowed to fight back. “In the event of a threat to our military servicemen’s lives, Russia’s Armed Forces will take retaliatory measures to target both the missiles and their delivery vehicles,” Gerasimov said, according to the state-run Tass Russian News Agency. Happiness report: Finland is world’s ‘happiest country’ - UN THIS year’s happiest place on Earth is Finland, according to an annual UN report - toppling Norway from the top spot. The World Happiness Report measures “subjective well-being” how happy people feel they are, and why. Nordic countries regularly appear in the top five, while war-hit countries and a number in sub-Saharan Africa regularly appear in the bottom five. Burundi was the least happy, taking over from the Central African Republic. It was thrown into crisis when President Pierre Nkurunziza’s bid for re-election to a third term in 2015 sparked protests by opposition supporters who said the move was unconstitutional. Moscow ‘will expel British diplomats soon’ RUSSIA will expel UK diplomats “soon”, its foreign minister has said, in response to the expulsion of 23 of its diplomats by Britain. Sergei Lavrov told Russian media the expulsions would “definitely” happen. The UK took its action after Moscow refused to explain how a Russian-made nerve agent was used on a former spy and his daughter in the UK. Russia denies it was involved. Its foreign ministry called the allegations by Prime Minister Theresa May “insane”. Russia described the UK’s position as irresponsible and not backed up by evidence. When asked when the expulsions would happen, Mr Lavrov was quoted as saying: “Soon. I promise you that.” He reportedly referred to the UK allegations against Russia as “absolutely boorish”. Mr Lavrov also said the UK’s approach to the matter was partly prompted by the government’s problems over Brexit. YouTube prankster jailed for shooting boyfriend dead A US woman has been sentenced to six months’ imprisonment for shooting dead her boyfriend in a botched stunt they hoped would go viral on YouTube. Monalisa Perez, now 20, was asked by Pedro Ruiz, 22, to fire a gun from a foot (30cm) away, believing a thick book he held in front of his chest would shield him. The bullet pierced the 1.5in book, fatally wounding Ruiz last June. Perez, a mother of two, later pleaded guilty to second-degree
manslaughter. Minnesota Judge Jeffrey Remick set out the terms agreed under plea bargaining on Wednesday. Perez will: Serve a 180-day jail term. This will be an alternating 10 days in jail and 10 days out for the first six months, amounting to 90 days behind bars. The remaining 90 days can be served in home confinement. The jail time can be served in South Dakota, where she now lives

Judge enters not guilty plea for accused Florida high school shooter A JUDGE on Wednesday entered a not guilty plea on behalf of the teen gunman charged with killing 17 people at a high school in Parkland, Fla. Nikolas Cruz, 19, shackled and wearing red jail clothes, sat in the jury box with his head bowed and said nothing during the brief hearing.
His relatives sat in the courtroom, some wiping tears from their eyes. Because Cruz refused to announce his plea, the judge entered it for him on each of the 34 counts he faces. His lawyer said he’d plead guilty if prosecutors waived the death penalty; they refused. (NYDailynews)
THOUSANDS of students across the United States walked out of class Wednesday to demand stricter gun laws in a historic show of political solidarity that was part tribute and part protest. From Maine to California, the 17-minute walkout -- one minute for each of the 17 people killed at Florida’s Marjory Stoneman Douglas High School one month ago -- began around 10 a.m. in each time zone. Some participants read the names of each victim; others stood in silence around sets of empty chairs. At Granada Hills Charter High School in Los Angeles, students lay down on a football field to spell out the walkout’s rallying cry: “Enough.” The demonstrations continued throughout the day in numerous cities. Participants waved signs and chanted enough as they marched through the streets and rallied in front of government buildings, including the White House. They called on lawmakers to do something before another school falls victim to gun violence. “This is not a matter of left versus right. Merkel sworn in for fourth term as German chancellor ANGELA Merkel has been sworn in for a fourth term as German chancellor, after months of political wrangling that left her weakened. Germany’s parliament earlier approved her re-election by 364 votes to 315. Mrs Merkel has vowed to get to work quickly after the longest period of coalition-building in post-war Germany. It is nearly six months since the election. Mrs Merkel’s conservative CDU/CSU bloc had its worst result in almost 70 years. But she finally secured a coalition deal with the Social Democrats (SPD) earlier this month following a
painful stretch of political deadlock. It cost her several key posts - including finance and foreign minister - in Germany’s new cabinet. UNILEVER, the consumer goods giant that makes Marmite and Dove soap, has chosen Rotterdam over London for its headquarters. The Anglo-Dutch firm said it would now be one legal entity in the Netherlands in a bid to become “more agile”. Unilever’s dual-headed structure has existed since 1930, when Dutch margarine firm Unie merged with British soap maker Lever Brothers. The company said the decision over its HQ was “not about Brexit”. At the same time, Unilever which also makes Pot Noodle and Ben & Jerry’s ice cream - said it would be reorganising its business into three divisions: beauty and personal care, home care, and foods and refreshment. The Beauty and personal care and home care divisions will be headquartered in London, while foods and refreshment will continue to be based in Rotterdam. Unilever chief executive Paul Polman told the BBC the leaders of the first two divisions were being brought to the UK from the US and Singapore, “and related to that, there

Rotaract takes 30 pupils on exciting career day tour BY OLIVIA ROSE THIRTY boys from Oseta Jolly Primary School were exposed to exciting career choices as part of Education Week activities on Thursday, March 8. The Career Day Tour was planned by members of the Providenciales Rotaract Club to give the students a better understanding of what courses to pursue and the skills they need. Brigida Walkin, president of the Providenciales Rotaract Club,
told the Weekly News that the club took up the initiative in response to an invitation from a guidance counsellor. The students, who were selected from grades five and six, were divided into groups of five and were supervised by members of Rotaract as they interacted with the new Director of Sports Jarrett Forbes at the Graceway Sports Centre. Walkin said: “Students also met with the Royal Turks and Caicos Islands Police department.

personnel, we were able to take them to those places. “This was a worthwhile exercise and the students responded well to this exposure. They asked and answered questions and showed great interest in what they saw and heard. “The Rotaract club is pleased to have embarked on this first initiative and we hope to have similar initiatives in the future. “We would like to thank all of the career placements that agreed

BUTLER DUTIES AND RESPONSIBILITIES:
• Take care of all guests and coordinate with the villa team and the property manager to fulfill guest needs and requests. • Fully aware of the Chef menus, answers questions on menu selections, communicates with the kitchen regarding menu questions and product availability. • Keeps concerned departments informed about the guest allergies and food preferences. • Follows all the guest needs until they are completed to the total guest satisfaction. • Welcomes the VIP guest at the airport and other guests availing butler service. • Serves welcome drinks and escorts the guests to their assigned rooms. • Takes care of the guest's requests and liaise with respective departments: laundry, wake up call, spa bookings, concierge and any special requests etc. • Knowledge of using the Property Management software and any other system or software to perform the duties. • Updates guest feedback and comments to Management. • Helps monitor the stock inventory and to follow up on any pending issues Related to the guest stay. • Checks in with guests to ensure satisfaction with each food course and/or beverages. • Informs housekeeping department the time desired for the daily cleaning and turn-down service. • Fully conversant with accommodation features: lay-out, room type, location, decor, in room facilities and equipment. • Fully aware of operating procedures for all electrical and electronic equipment in the villa. • Serves the guests in a calm, discrete and courteous manner, respecting timing standards. • Supports the rest of the villa and management team with their assignments. • Maintain cleanliness of work areas, china, glass, etc., throughout the day. • Performs all his/her duties with the sense of priority and dedication. • Hosts and welcome all guests in a gracious and polite manner, and to have the ability to hold a conversation with the guest in a natural and spontaneous manner. • Carries out checkout in efficient manner, offering luggage assistance and transportation. • Wishes fond farewell to the guest at the time of departure. • Takes notes of all the information, updates and instruction and giving proper handover before signing off from the shift. • Understands and strictly adhere to the Rules & Regulations of the Company and the Villa’s policy on Fire, Hygiene, Health and Safety. • To attend and contribute at all meetings, Departmental and Villas training as scheduled and other related activities. • Carries out any other reasonable duties and responsibilities as assigned out of the list. SPORTS fans will be up to date with next month’s Indian Premier League (IPL) cricket competition and the Commonwealth Games on Flow’s newest sports channel—Flow Sports 2. The premium sports channel was launched this week in the Caribbean. Flow Sports 2 will be exclusively available to TV customers of Flow, according to a release from the company. Greatrex and Messieur emerge victorious in FLOW/ Manchester United Ultimate Football Experience SEVERAL young footballers from the Turks and Caicos Islands experienced the FLOW/Manchester United Skills Ultimate Football Experience last Saturday, but it was Carson Greatrex in the 12-13 age group and Rosmith Messieur in the 14-16 age group who emerged victorious. The winners, along with their respective coaches and a parent, were expected to travel to Trinidad for the second phase of the competition next Tuesday. According to a release neither Messieur nor first runner up, Junior Paul, were available, so third place finisher in the 14-16 age group, Thomas Stephens would represent the TCI in the Twin Island Republic.
The initial country-stage clinics are constructed by local coaches, with a series of specially designed skills tests recommended by the Manchester United Soccer School (MUSS). This involves dribbling, and short passing/ shooting sessions, as scores are based on timing and the number of goals achieved. In Trinidad, the two TCI representatives will join 28 other young footballers from across the region for a two-day skills session, and one-on-one training with CFU and MUSS coaches. All will vie for the ultimate prize of a trip to Old Trafford, the home of Manchester United, and a chance-of-a-lifetime to participate in a talent development football camp.

Registre, Hernandez and Gardiner record wins FRIEDISE Registre, David Hernandez and youngster Ethan Gardiner all recorded wins in the second annual Commonwealth Day Cycling Race, which was held last Sunday in Providenciales. Registre won ahead of Shanwell Gardiner and Joe Rousseau (who was visiting the islands from Canada) in the 25 miles advance division, which spanned five laps between the
Tropicana and IGA roundabouts. Hernandez claimed victory in the intermediate division, which was a six laps (20-mile) race between Tropicana and Beaches roundabout. Second place in that division went to Matthew Williams, while Gabriella Hegedus finished third. Ethan Gardiner was the best cyclist in the Children’s division, which took participants two laps
between Beaches and Tropicana roundabouts. Kymani Ewing finished second while Audrey McAnally placed third. All three races started and ended in front of Zanzi Bar on the Leeward Highway. Next on the agenda for the Turks and Caicos Cycling Federation is the First Circuit Race on April 28th, 2018.
SEVERAL coaches attached to the TCI Football Association successfully completed an Advanced Beach Soccer Coaching Course last Sunday in Providenciales. Sixteen coaches, a mixture of established coaches, players and new comers took part in the course. UEFA Pro Football Licensed coach and author of the new FIFA Beach Soccer Coaching Manual, Angelo Schirinzi instructed the coaches over five days. Schirinzi also shared his wealth of experience with the local coaches. The current Switzerland National Beach Soccer team coach has made over 19 appearances in FIFA tournaments. He also participated as a coach in the FIFA Beach Soccer World Cup 2013 in Tahiti. There, he guided the Tahiti National Team. In total, his 10-year instructing passage has carried him to regions like Africa, Asia, Oceania, Europe, and CONCACAF member associations, where he has completed 30 courses, since 2008. According to information from the TCIFA, as beach soccer sees a rapid increase in popularity, so
too will the FA push to equip its volunteers with the latest coaching concepts and tools, in its attempt to build a quality-coaching base, and promote structured sessions with its players. “This positive experience for coaches, and players alike, is also intended to serve as a recruitment drive, increasing the amount of persons interested in coaching, as TCIFA extends invitations for every educational course to its wider community, free of charge”. Commenting on the course, TCIFA President Sonia Fulford remarked that: “The opportunity to equip our volunteer coaches with the educational and technical resources provided by these type of courses, will serve the objective of overall improving the programme. Given our size and the accessibility to the sport of beach soccer in the TCI, it is one of the TCIFA’s objectives, to place attention to this area of football as we have the ability to excel at the international level. This FIFA course enables us to take a giant step in that direction.”

Nine swimmers selected to represent TCI at CARIFTA NINE top swimmers will be representing TCI in the upcoming 2018 CARIFTA Aquatics Championships in Kingston, Jamaica (March 31 – April 3). This year’s team includes six swimmers who participated in the 2017 CARIFTA. The team is well prepared to take on the best young age group swimmers in the Caribbean despite not having a proper competition pool. According to TCI National Team CARIFTA swim coach Jessica Soderquist, “These games will be our best yet. The swimmers are better prepared physically and
mentally, and we have a great mix of swimmers who train locally and abroad (in UK, Bahamas, and US).” She continued, “Those who live and train here fulltime show great determination despite lack of competition swimming facilities. And those who train off-island will bring their experience and mentor the others.” CARIFTA Team Manager Caren Castillo added, “Although our swimmers do not have great training facilities, nothing fazes them. Their resilience amazes me every day. If it’s important, you will find a way. If not, you will find an excuse.” No excuses for this team. The swimmers

Hurricanes end Penguins unbeaten PHL run THE Turkberry Hurricanes got their first victory this season—a 3-1 win against the previously unbeaten WB Financial Penguins when the Provo Hockey League (PHL) continued last Saturday at the Graceway Sports Centre. Rodley Yliodos scored the opening goal in the sixth minute of play, before Aaron Ellis equalised a little over a minute later, but Andrew Beavis ensured that the Hurricanes would finish the period on top. In the second period, Tom Phillips converted from a Samuel French pass to seal the game. In the other Bantam Division clash Max Scholar scored six goals and an assist to lead the Coco Bistro Bruins to a 7-6 win over the Projetech Predators. Maddox Zaidan-Jones led the Predators with four goals and an assist, while Moses Vargas and Ella Mcgurk added the other goals. In the Novice Division, the Grace Bay Car Rentals Islanders recorded two draws. In the opener, they drew 1-1 with the Scotiabank Red Wings. Aiden Bromley carried the Islanders ahead in the opening period, before Jake Haggie equalised in the second. Against the Grace Bay Resorts Conchorers, Bromley again scored the opener, but Matt Phillips answered in the fourth minute of the second period. The pair scored the opening four goal (two each) to carry their team comfortably ahead after the first period, but goals by Harry Schofield, Ronin Maclaren and Zachary Scholar brought the Gators within one. Two additional goals from Grandsire late in the second period sealed the win. In their second clash, the Gators edged out the Saunders Greyhounds 6-5. Scholar led the attack with three goals and three assists, while Maclaren added two goals, an assist and Schofield one goal, and two assists. Sebastian Turbyfield with two goals and Bradley Ayer, Joshua Saunders and Sam Emmanuel with one each, led the Greyhounds.

CHHS retain Inter-High School National Track and Field Championships title THE CLEMENT Howell High School Eagles defended their InterHigh School National Track and Field Championships title, but they faced some stern test from the everimproving Raymond Gardiner High School. The two-day meet, which featured 30 athletes each from 12 high schools in the TCI, was well supported at the National Stadium last Sunday and Monday. According to the official results, CHHS ended with 599.5 points, while Raymond Gardiner finished with 506.5. Marjorie Basden High School finished third with 383 points. Long Bay High School placed fourth with 286 points, ahead of HJ Robinson (272), MAHS (191),
BWIC (133), TCPS (111), HFA (58), ELHS (13) and INTC (8). Coach of the CHHS, Randy Ford told the Weekly News that he was pleased with most of the performances of his athletes. “The younger athletes did exceptionally well. It was their first championships and some performed according to expectations, nobody disappointed.” The coach also praised Zoe Butler for her 400M and 800M runs and Junior Paul who also ran the same distances. Large team named by TCAAA for CARIFTA Games AT least 29 athletes will represent the Turks and Caicos from March 30 to April 2 in the Bahamas. The team will include Jamaica College trio of Wikenson Fenelon, Ken Reyes and Colby Jennings. The three national record holders are expected to lead a team with some exciting up and coming athletes.
