Royal Navy ship redeployed to help with TCI border protection BY DELANA ISLES ON MONDAY (March 19) a directive from the United Kingdom government saw the Royal Navy ship, RFA Mounts Bay being deployed to the waters of the Turks and Caicos Islands. A request for assistance from the TCI Government was aired locally on Friday, March 16, during a press conference hosted by the acting Governor Anya Williams, Premier Hon Sharlene Cartwright Robinson, Deputy Premier Hon Sean Astwood, Attorney General Rhondalee Braithwaite-Knowles and acting Commissioner of Police Trevor Botting. The ship was redeployed at short notice from regional operations, arriving on Monday to assist the Royal Turks and Caicos Islands Police and border control authorities with tackling the recent upsurge in the number of illegal sloop landings in the TCI. Crew have since been working alongside the TCI enforcement authorities and regional partners to boost the maritime and aerial surveillance and interdiction capability of the TCI authorities. The main task of the ship is usually to supply naval warships at sea, and some of its other roles

include aviation support to Royal Navy, amphibious support to Royal Marines, HADR/CN OPS. The ship is part of the Royal Fleet Auxiliary, founded in 1905, which is a civilian manned fleet of 13 ships and owned by UK Ministry of Defence. Commenting on the arrival of the ship in the TCI, the acting governor said: “I am grateful that the UK government swiftly responded to the request to deploy RFA Mounts Bay to the Turks and Caicos Islands. “The Royal Navy ship will provide invaluable support to the RTCIPF to help detect and interdict the illegal sloops heading to TCI while we focus on our internal operations.” She stated that she has been in contact with the commanding officer of RFA Mounts Bay, Captain David Buck to welcome and him and his crew. Premier Cartwright Robinson also expressed similar sentiments: “We are pleased that the British government has responded positively to a request from TCI’s Government to provide immediate assistance in maritime coverage.” She also pointed out that the Government has made other requests of the UK government for manpower to help officers on the ground and for a devised sustainable approach

and way forward in tackling border patrol issues. “We will, as promised, identify ways to receive ideas from our people in a secured fashion and will continue the successful efforts of Operation Guardian.” She added that the TCI, with its wide coastline, requires much resources and the bolstering of patrol at this time is much needed together with regional and other international

support. “We continue active discussions with the Bahamas on how its defence force can assist. We are also pleased to welcome the aerial support also now in country.” The premier said that these “brazen attacks” are an assault on the UK’s sovereignty and that the UK must do more in a sustainable way to fulfil its constitutional mandate for external and internal security.

“We encourage residents to not harbour or employ any undocumented individual. We will strictly enforce the laws and will deal with any and all culprits to its fullest extent.” She added that as the territory bolsters its patrol, upgrades the radar and carries out special operations, residents must remain vigilant and report all suspicious activities and individuals.

‘Human smugglers are making a fortune’ – Deputy commissioner appeals to public for info BY DELANA ISLES DEPUTY Commissioner of Police, Trevor Botting has confirmed that there were five police confirmed landings of illegal Haitian migrants to the Turks and Caicos Islands over the past week. Up to press time on Thursday afternoon (March 22), as reported by police press officer Takara Bain to the Weekly News, there have been no other confirmed landings of Haitian sloops for this past week. She said there have only been sightings of what police believe to be undocumented persons who arrived on previous boats. They have since been arrested and detained. At an emergency press conference last Friday, March 16, with members of the Government, Botting - who was acting as commissioner of police at the time - called on the public to provide police with any knowledge they may have of incoming boats, so that the security of the territory will not spiral out of control. He said that the facilitators of these illegal actions are making a “fortune” on human smuggling, and causing untold misery to the hapless immigrants who are encouraged to break the laws of the Turks and Caicos Islands in search of betterment. One such case is that of an

unconscious woman found on the highway in Blue Hills, who upon her arrest recounted to police that she had been hiding in the bushes after arriving on a sloop last week. “It is my view that the illegal migration of people to the TCI is highly organised and they are creating criminal offences, not the people necessarily entering, of course they are entering illegally, but we have people who are facilitating, managing, moving and organising people into TCI,” Botting said. “Those people are making a fortune out of other people’s misery

and desperation and then causing problems, risks and security issues for us here in the TCI.” He further warned that anyone caught facilitating, helping or being involved in any sort of organised migration of illegal migrants into the TCI will be arrested and the full weight of the law and the judicial system will be thrown at them during prosecution. “They are causing great harm not only to those they are trafficking but also to this territory and the people CONTINUED 

Opposition says halt new work permits for Haitians – Claims Haiti government is ‘not an honest partner’ BY OLIVIA ROSE NO NEW work permits should be handed out to Haitian nationals in a bid to stem illegal migration, according to Leader of the Opposition Hon Washington Misick. He said the move will send a strong message to the Haiti government which has not been “an honest partner”. “And as a neighbour we should have a relationship with them, but we need to speak sternly to them, we need to make sure that they understand that we’re not going to allow our Islands to be colonised by Haiti.” The suggestion comes following a recent influx of illegal migrants, which has prompted the deployment of Royal Navy ship RFA Mounts Bay to the TCI. It arrived on Monday (March 19) to assist the police and border control authorities in tackling the upsurge in the number of illegal sloop landings. At a press briefing on Tuesday (March 20) Misick urged the Government to impose a moratorium as a temporary solution to the problem. “I think we all agree that if the economy is going to grow we are going to have to import labour,” he said. “We have a choice to either restrict that growth or put measures and policies in place to manage that growth to the advantage of our own people. “So one of the things that we need to do is look at the makeup of the population and I think we have to draw the line. “The largest immigrant population in this country is from Haiti, and the second largest is from Jamaica. “With the exception of those persons who are already in the system, it is time for us to say that we’re not going to issue any more work permits to Haitian nationals until we get this problem under control. None.”

Misick said that in the last census TC Islanders did not make up the majority of the population. He added that a large percentage are from “one particular demographic” which he said “can’t be healthy”. “So what we need to do is to come up with a policy that puts a quota for different countries and we put a moratorium on the Haitian quota for now. We can revisit it in the future, but for right now we need to put a quota on it.” The opposition leader reminded that as a member of Caricom it is imperative for the TCI to have a relationship with Haiti. But he said the Turks and Caicos Islands Government needs to send a strong message to the Haitian administration. ULTERIOR MOTIVES Misick believes that efforts on the part of the TCI Government to foster better bilateral relations with Haiti has proved futile because the Haitian government has ulterior motives. He said: “There is suspicion as to who is behind the immigrants coming in. I was very critical about the aid that was received from Haiti. “But I want it to be very clear that the Haitian government is not an honest partner, it’s not in their interest, they generate significant foreign exchange, foreign reserves from Haitians who send their money back home.” He said he saw statistics from the Financial Services Commission which indicated that about $30 billion was sent to Haiti through the money transfer companies in an unspecified period. “There’s a lot more that is sent by envelopes by people going back into the country and so they see places like Turks and Caicos as a way of generating foreign currency for Haiti.” He reiterated that the Haitian government has no interest in stemming that flow of traffic into the

TCI. “And they may not even have the capability of doing so, but even if they do or did, they don’t have any interest in doing so. “So I think we have to hold their feet to the fire, we have to have a frank and open discussion with the Haitian consul here.” He further suggested the need for

an honest broker who understands the problem and the long term strain these issues puts on the relationship between two countries to be consulted. Misick turned his attention to the arrival of Royal Navy ship, which will provide essential support to the police force in helping to identify and interdict the illegal sloops heading to TCI. “The British has arrived and unlike some other people I welcome the intervention that they will make. “I think we have to be realistic; we curse them when they don’t intervene and we curse them when they do intervene, so we need to make up our mind. “I’d like to make a point they’re not here for long; as soon as the situation is brought under control, that may be a matter of days or weeks, they will be gone again.” He further propounded the need for the TCI to have a comprehensive plan to address the immigration issue on all fronts.

“What we need to do is to have a strategy to contain the problem. We have the financial resources to do so, we have money in the sovereign wealth fund. “I think it’s currently up to $16 million thereabout, so under the arrangement we have with the United Kingdom we could actually use some of those funds if necessary to balance a deficit budget or use it in ways that are going to enhance the security and then replenish it later. “But we don’t even need to do that at this juncture; there’s a huge surplus and we need to come up with a strategy to ensure that our borders are protected and this is an area as far as I see it, it is an existential strength. “This economy has been doing well but the social cost of illegal immigration both in repatriating them and caring for mothers’ prenatal care, those are some of the areas that are costing us a lot of money.”

Woman, 30, killed in nightclub shooting THIRTY-year-old Andreika Stubbs died after being shot outside a Providenciales nightclub early on Friday morning (March 23). A 17-year-old was also injured in the shooting which took place at about 3.20am in the Versace Bar and Lounge parking lot on Leeward Highway. Stubbs was taken to Cheshire Hall Medical Centre but did not recover from her injuries and was pronounced dead. A message on a public Facebook forum on Friday read: “Management and staff of the Versace Bar and Lounge are deeply saddened by the unfortunate events that occurred early this morning in the surrounding parking lot of our establishment, that claimed the life of a young lady and left others injured. “We were made aware of

several messages that have been circulating via social media and various media houses, stating that this incident occurred inside our establishment and would like to take this opportunity to clarify that this information is false and that our establishment was in fact closed and patrons had already vacated the building at the time of the incident.” The statement stressed that staff have “very little control” over anything that transpires following closing hours. “We would further use this opportunity to plead with law enforcement to assist in this regard wherever and whenever possible and to also encourage the general public not to resort to violence as means of resolving any issue. “Once again our hearts go out CONTINUED 

Recruits clean up a section of roadway

Belongers benefit from cash for work programme MEN and women working shoulder to shoulder have been cleaning up hurricane debris while earning some home repair money. Over a four week period starting in February, teams clad in bold orange and yellow workman vests dumped the last remnants of Irma and Maria’s fury into trash bags. The residents earnt money for their efforts through a ‘cash for work’ initiative launched by the United Nations Development Programme (UNDP) in Jamaica. The project saw 103 people combing roadways and verges with rakes and machetes in South Caicos and Grand Turk as part of the debris removal process. According to a press release issued on Monday (March 19), Aubrey Forbes said his roof was battered during the storm and he found it hard to come by the money to repair it. “I can now buy some material to repair my roof,” he said, “I thank God for everything, for the help they give us because things were very rough for us - very tough.” Richard Kelly, programme specialist at the UNDP country office in Kingston, Jamaica, said under the hurricane relief project it was mandatory to recruit workers who

were most impacted by the category five storms. Kelly said this approach has resulted in injecting much needed cash into hurricane affected communities, and provided temporary training and employment opportunities to the recruited workers, of which 30 percent were women. Yvette Cox, District Commissioner in South Caicos, has called the strategy a success. “It went well and served the purpose twofold - by helping those most vulnerable and significantly affected by the hurricanes, and the island benefited through the clean-up. “I feel the programme has been a success in that although we had done a great deal of clean up, there was still small debris stuck between trees and on sidewalks like bottles, cans, plastic, wood zinc, etc, that might not have been cleaned up earlier.” Garvin Thomas, Assistant Deputy Director of Public Works in the Ministry of Infrastructure, Housing and Planning, said the clean-up project lasted for 15 work days spanning four weeks, and was monitored by the Public Works Department and the Red Cross. He said he admired the integral role played by the Red Cross, and deemed the project a success and an

inspiration. One Turks and Caicos Islander whose house was damaged during the storm is one of those sources of inspiration. “I had no job, nothing to do. Now I get something to do to help my children and my house,” she said, thanking God. Ava Whyte Anderson of the UNDP said the project provided immediate short-term livelihood to 42 beneficiaries on South Caicos and 61 on Grand Turk. In addition, the UNDP is supporting the creation of a debris and waste management plan for the TCI comprising of medium to longterm management and recycling strategies, and is supporting the Government’s disaster recovery and resilience plans. Support is also being made available for the development of a financial protection strategy and disaster risk reduction training and recovery grants for micro, small and medium enterprises, to be completed by the end of May. When category five hurricanes Irma and Maria passed the Turks and Caicos Islands in September 2017, severe damage was caused, particularly to the islands of South Caicos, Grand Turk and Salt Cay.

to the families of the victims and we would finally like to reassure the general public that it is safe to socialise at the Versace Bar and Lounge.” Police are investigating the

incident. Just hours earlier on Thursday (March 22) the body of a man was found on a beach in the North West Point area. It was seen by helicopter patrols and reported to the 911 Centre at 6.20pm. Police and medical personnel

A good move

I think it is great for the PDM party that Josephine has defected. It was only a matter of time. After Josephine was rightfully fired as the minister of education, she was all over Instagram and Facebook making negative comments about the PDM party and liking anything negative others posted about the PDM. It is only a matter of time before Josephine joins the PNP party. Everyone knows that’s where her true loyalty lies.

Josephine Connolly needs to know it does not matter where she sits in the HOA, she is irrelevant. When persons do not produce,

they are fired. I’m glad Josephine has finally decided to stop weighing down the PDM side of the HOA and gone sit next to her nephew George. Many persons in this country only voted for her because she was on the PDM ticket. I wish I could take my vote back a million times over.

All about the money

Josephine, money can’t buy and rule every party. Maybe now you are on the right side where that sort of thing works more effectively.

I’m not surprised by Josephine’s dramatic move. She took too long to do it. Having been humiliated by Sharlene when she fired her, and having been further humiliated when she was replaced by someone who doesn’t have her experience, and having to endure the daily humiliation of whisper and innuendo from her senior colleagues that reach all the way to the top of her party, I can’t fault her for making such a move. She has been a good representative of her people at large, and I wish her and this country all the best.

Connolly says she is not with the PNP – She declares herself an independent BY DELANA ISLES ALL island elected member, Hon Josephine Connolly has this week clarified any misconceptions that may have been created when she crossed the floor of the House of Assembly to the side of the opposition. Speaking with the Weekly News, and as stated in a subsequent statement to the public, Connolly said that while she is now seated on the same side as the opposition in the House of Assembly, she is not a part of the Progressive National Party (PNP). She also cleared up oft repeated statements that her rift with the People’s Democratic Movement (PDM) had anything to do with her alleged participation in a matter last year related to relatives of hers who were involved in an issue with the

NHIP’s overseas care rendered. Connolly told the Weekly News that the issue was one touted by Premier Hon Sharlene Cartwright Robinson to propel her exodus out of the government as the minister of education. She stated that it bears no relation to the facts of the matter, adding that she and the premier have long been unable to see eye to eye as she believes the premier does not like her. In relation to last Thursday’s bombshell move by the long standing PDM member, Connolly said that she is now an independent candidate, affirming once again that she is not a member of the PNP. On Tuesday (March 20), the member said she believes she owes the public and her supporters an explanation for her actions.

and communities here. “What we need from you is the public support - we need eyes and ears and we need information. “I have absolutely no doubt people who will hear this press conference will know who is involved in people smuggling and getting people on to this island. “If they want to help they need to tell us who they are, they need to tell us what they suspect and we can investigate it,” the deputy commissioner appealed. CONFIRMED LANDINGS On March 9, there was a confirmed landing at South Dock, Botting said. On March 11, partners from the US Coast Guard intercepted two sloops and they were turned back to Haiti, as such these boats did not actually make landfall. On March 12, there was a confirmed landing at Chalk Sound. On March 15, there was a landing near the Amanyara resort, and in the early hours of Friday morning, March 16, there was a confirmed landing again near to Amanyara resort, the Deputy Commissioner reported. As of last weekend, immigration and police officers were carrying out intense search

operations in the vicinity of the resort to detain people who may have arrived on those two landings. “This is what we know to be the confirmed landings. There is some chatter about there being other landings but they aren’t confirmed, and particularly one in Chalk Sound which there is no evidence that there was a landing at there at the time of report,” he stated. Botting said that while there have been a number of illegal migrants arrested from those landings, what is even more important to the force is capturing those who are suspected of facilitating the smuggling of people into the TCI. Botting said that there is a lot of operational activities going on constantly - not just in the last week - with the Royal TCI Marine Branch patrolling the waters around the TCI. “It’s a big case line, so they can’t see everything and they can’t be everywhere but there are very clear patrol strategies that we have regulated to make sure we are working on the best intelligence so we can try to put the boats in the right place at the right time.” He said that ‘Operation Guardian’ is a joint operation led by immigration with heavy police involvement.

“I was voted in by more than 3,000 people in the 2016 election to represent them and to help bring about the change that the country wanted. “Since being fired by the premier as a minister in June 2017, without explanation, I have been sidelined. “For the last nine months I have not been contacted by the premier nor anyone in Government. I have not been asked to comment on any bill, nor asked if I can assist with the hurricane assistance programme, nothing. Not one communication in nine months.” She said that as a backbencher, she believes that she still has much to offer the Government in both ideas and practical solutions to the many problems the territory faces. “The premier has chosen to ignore me and disrespect the people who voted for me because of her long standing personal animosity towards me. “I have wrestled with my conscience as the problems for this country have multiplied and as this Government under the dominant leadership of the premier has floundered. “I have watched in silence, as our borders are breached, our children are left to study under atrocious

conditions, our tourists are left to collapse from heat in long immigration lines, and Salt Cay, Grand Turk and South Caicos are ignored.” She added that the premier’s public pronouncement last week Wednesday (March 14) on local radio and internet programme ‘Exhale’ where she indicated that Connolly is not part of her team and will never be part of her team has cleared up all doubt that her exclusion was an oversight. “What in fact the premier was saying was, ‘I will ignore the representative of more than 3,000 people, nearly half the voting population, because I do not like her’,” Connolly alleged. “To repeat what I said during election time, for me, ‘enough is enough’. “My silence, up to now, has been out of loyalty to the party and the people who elected me, but I have come to the realisation that if I am to be loyal to the party and the people of this country I need to take a stand against the failings of this Government and the lack of

leadership before it is too late.” She said that if she cannot represent her people inside the Government, she will represent them as an independent member outside of the Government. “I have spoken to many PDM supporters who agree with my stance and are unhappy with the way this Government has performed. “The PDM voters know that this present Government does not reflect the values and principles of the PDM party, but their protests are muted because of the fear of retribution,” Connolly stated. Connolly was first appointed as minister of education, youth, sports and library services after helping to propel the PDM party to a landslide victory at the December 15, 2016, polls. She gained the second highest number of votes with 3,019. The question now remains as to what will happen come 2020 without Connolly’s strong voter appeal for the PDM party, when the territory returns to the polls to vote in a new government.

Bipartisan leaders ‘must unite’ to address immigration issue – Misick says flip flopping around the issue has to stop BY OLIVIA ROSE LEADER of the Opposition Hon Washington Misick said both political parties need to meet in the middle in order to create an effective immigration policy. Misick, who made these remarks at a recent press conference, said national issues require parties to put aside petty politics and adopt a bipartisan approach to address them. “There are some big issues in this country that there should be no difference about both the Progressive National Party and the PDM. “There are some things we need to get together on and make sure, whoever is in office, there’s no deviation and immigration is one of those things

“I think we have to be factual and we have to be realistic. Political parties in some way have seen immigration either as vote loser or a way of gaining votes and until we take the politics out of it and let the chips fall where they may we’re going to have this problem.” In acknowledging the rising tensions across the territory as numerous sloops made landfall this week, Misick stressed the imperative need for an immigration policy. “What we need to do is to manage immigration in such a way that creates a win-win outcome and that is why we need to stretch hands across the aisle and decide what that policy is going to be. “So what we need is serious decision making and the flip flopping

around this issue has to stop.” He reminded that immigration has dire social and economic implications when a holistic strategy to properly manage and control the issue is absent. “Immigration has implications for social harmony and integration of the different societies, so we need to have social harmony in the immigration strategy to make sure we don’t have any social problems which we’re beginning to see already.” He listed them as “poor housing degrading the environment, degrading the citizenship, creating health problems in our resorts”. “So we need to have a policy that helps to integrate those people who CONTINUED 

BY OLIVIA ROSE THE TCI’s current perilous state of affairs is due to a lack of systematic governance, according to Leader of the Opposition Hon Washington Misick. He dished out a hearty serving of criticism for the Sharlene Cartwright Robinson led administration during a press conference held at the Prestigious Properties office in Grace Bay on Tuesday (March 20). Misick lambasted the Government for its lack of vision and aptitude to affect the necessary changes that would ensure the territory’s development and security. He said his intention is not to bash the Government but to simply point out the facts and issues that they are seemingly turning a blind eye to. “There’re so many examples and so many instances of the inertia and failure on the part of this Government that one does not need to embellish the reality,” he said. “It has been going on to 15 months since this Government has taken office and there been no systemic approach to governing the country. “This Government came to office with a huge majority and a high popularity rate and with grandiose promises to fix everything from immigration to the healthcare system to making sure that hospitality workers get what they deserve. “But you know everything has to start with a plan, even the creator when he decided to make the Earth, the scriptures tell us that he started

with a plan and so one would expect that the PDM would’ve followed through on the plans that they presented to this country in their change document. “Unfortunately the only thing that has changed or the only change that they have made clear and pronounce is the intention to change the time.” The opposition leader stressed the absence of key safety net policies that should have been drafted and implemented to guarantee the territory’s stability during a crisis. He emphasised: “Fifteen months and this Government has still not produced a fiscal policy, they haven’t produced a recovery policy. “We’re heading back into

hurricane season and may God help us that we don’t face another serious catastrophic storm. “As it relates to fiscal policy, just to clarify what I mean, there’s been no attempt to speak to the country about how Government intends to raise revenue or make any change in existing systems and how it intends to pay for the social services that the country needs. “I think everyone understands what I mean by a recovery policy, in terms of after the storms, there is no recovery plan. “I haven’t heard of any recovery plan by this Government to make sure that people who have been badly impacted by the storm, particularly

FISCAL SURPLUS Misick further chided the Government for its lethargic approach to the territory’s recovery following the hurricanes last September. “We haven’t heard anything about the construction or the expansion or the identification of new hurricane shelters. “We have the elderly and vulnerable who are still living in appalling conditions with their roofs leaking, we have our schools that haven’t been repaired, we have children attempting to learn in deplorable conditions. “After the storm it was said that we would have a deficit but I can tell you today that this Government will close the year with a huge surplus.” He said the exact figure of the surplus is unknown because attempts to get hold of it were unsuccessful. “Based on the estimates of the supplementary appropriation that were brought to the House last week and everything else that I know about what is happening, their lack of their ability to draw down on the money to spend the money to repair schools, to repair government buildings to make sure that the vulnerable are cared for, none of that is happening so the funds have just been building up.

“Make no mistake that surplus was not due to the deficiency of the power of Government, it is due to their inefficiency to draw down on funds because they have not spent the money that they have collected from the tax payers.” He informed reporters that due to a lack of expenditure on restoring and repairing institutions across the territory, the fiscal year which will conclude on March 31 will end with a huge surplus. Turning his attention to several capital projects that were expected to be brought to fruition during the 2017-2018 fiscal year and were not completed, Misick said the Government’s selective approach to public sector investment is to be blamed. “The whole approach has been to see who they can punish. If it’s not a constituency that didn’t support them, it would be a contractor who they thought got a job that he shouldn’t have gotten and we see that in the case of the South Caicos terminal, we see it in the case of the fish fry village development and we see it in the case of others. “One of the big problems that we face today is one where we don’t actually have a democratic approach to delivering for the people of these Islands because we’ve got a leadership that is positional…and using that to victimise rather than to empower people and as long as that is the approach nothing is going to happen. We’re not going to make real progress.”

are here legally and who are making a contribution to the community.” The opposition leader zeroed in on the recent completed National Skills Audit, and pointed out several aspects of the report that are in his view inaccurate. He said: “The skills audit was meant to inform a population policy, apart from the fact that it is in my view inaccurate in a number of cases. “First of all the deficit that I see in the report, the kind of information it fleshes out if you look at for example the kinds of jobs they say we would need in the future, some of those have no relevance to our economy. “As it relates to that particular skills audit, it was hardly meant to inform a population policy and to also determine what the skill gaps in our communities and countries are and how to tweak the immigration policy to make sure that those gaps are filled.” Misick posited that the National

Skills Audit should in essence inform the quantity and quality of workers needed in the TCI and the skills required. “Most of all we need a policy that seeks to upgrade the local pool of skills because part of what I would call the anxiety is, on one hand we have a business community where some of the people have some degree of anxiety that an immigration policy that is too restrictive is going to impede growth, and the other hand is another anxiety by Belongers who feel like they’re being marginalised and left out.” Commenting on the financial issues plaguing the National Health Insurance Plan (NHIP) and lowcost labour sourcing Misick said: “Part of the reason we’re facing challenge for example with NHIP is because the quality of the jobs that are being attracted are jobs that are minimal wage jobs so therefore the contribution to NHIP can not necessarily sustain the programme.”

Grand Turk man deported to Provo GRAND Turk native Omar Harvey has been deported by the courts to Providenciales as part of his bail conditions on several offences for which he has been charged. Harvey, 30, was arrested and charged by police almost two weeks ago with violent language, bribery and interfering with justice and subsequently granted $3,000 bail. Earlier this week he appeared before a judge in Grand Turk in relation to the offences and was ordered to reside outside of Grand Turk until the conclusion of the cases against him and another man to whom the charges are related. Harvey was remanded to Her Majesty’s Prison (HMP) for a few hours until flight arrangements were made for his deportation to Providenciales. The other man to whom Harvey’s crimes are related is Dominic Swann, a remand inmate at HMP. Reports are that Swann, who is currently on remand for a firearm offence, allegedly gave money to others to bribe the virtual complainant in his case. It has been alleged that one of the individuals, whose hands the money was supposed to pass through on its way to the complainant in Swann’s case, reported the matter to the director of public prosecutions and the police. Following police investigations into the report, they arrested Harvey and charged him with the aforementioned crimes.

Salon robber remanded to prison De'Angelo Harvey, 27, of Glass Shack, Providenciales, has been charged with robbery and remanded to Her Majesty’s Prison in Grand Turk. Reports are that on June 5, 2016, Chimene Prince was at her place of business, Chinou Beauty Salon located in downstairs Frances Plaza on Airport Road, Providenciales, with two of her employees when the incident occurred. Reports are that at about 4pm a slim built male entered the salon armed with a silver coloured firearm and demanded cash. He was dressed in blue Dickies pants, a green hat with white t-shirt covering his head. The robber opened a drawer in the salon and took out $2,500 before making good his escape at the back of the plaza. Harvey will appear in court again for his sufficiency hearing on May 4.

Man who raped toddler bailed

Illegal migrants arrested in Five Cays on reaching TCI POLICE and immigration officials were in the area of Five Cays on Monday (March 19) following reports of the landing of an illegal sloop at about 4am. While patrolling the area, two men were apprehended and taken to the Detention Centre for processing. A blue and red boat about 30 feet in length, was later discovered in the vicinity of the Five Cays Fishing Plant.

Unconscious woman found at roadside arrived on illegal sloop An unidentified woman who arrived aboard one of the many illegal Haitian sloops was last weekend found lying unconscious on the roadside. Over the weekend, police said they received several reports from residents of a female lying near the Millennium Highway in Blue Hills. When they responded, they found the woman who was then taken to the Cheshire Hall Medical Centre for treatment via emergency medical personnel who also responded to the scene. According to police, when questioned the woman said she had arrived in the Turks and Caicos Islands on aboard an illegal sloop five days prior and had since been hiding in some nearby bushes.

Police nab three illegal immigrants

Thirty-six-year-old Kenrick Forbes of Five Cays, Providenciales, has been charged with unlawfully having sexual intercourse with a child. Forbes is also charged with indecently assaulting the toddler. He was granted $10,000 bail on Wednesday (March 21) but is presently at the Grand Turk prison awaiting proper surety. Forbes’ case will go to sufficiency hearing on May 4 in Grand Turk Supreme Court.

On Monday (March 19) police in Providenciales apprehended three undocumented people from the Downtown area. The officers converged on the scene after receiving reports from members of the public of sightings of illegal migrants in that area. The three individuals have since been taken into custody and are currently awaiting processing at the Detention Centre for repatriation.

Haitian national Frandy Cesaire, a 39-year-old man living in Kew Town, Providenciales, has been remanded to prison on charges of rape, buggery and remaining in the territory beyond the permitted time. He was remanded to prison without bail when he appeared in court on Wednesday (March 21). He too will appear in Grand Turk Supreme Court for sufficiency hearing on May 4.

Local pastor gets court bail on rape charge Suspended police constable and local pastor Huntley Forbes Jr on Wednesday (March 21) appeared in the Grand Turk Magistrates’ Court to answer to rape allegations. He was granted $7,000 bail and will return to court for his sufficiency hearing on May 4.

In other illegal entry news, police and immigration officials are investigating the recent sightings of illegal migrants in the Blue Hills area, following a report to the 911 Centre on March 16. According to reports, they were seen trying to flag down transportation. When officers responded to the reports, they were able to nab a total of seven people. These seven individuals are currently at the Detention Centre awaiting processing.

He has since been released from custody on a $20,000 bail and is scheduled to appear at Providenciales Magistrates’ Court on Tuesday, March 27, to answer to the charge.

Man who overstayed time charged with serious sexual offences On Friday, March 16, an unnamed man was formally charged with two counts of rape and one count of sodomy. He is also charged with remaining in the Turks and Caicos Islands beyond his permitted time. Police reported that they picked up the man and subsequently charged him with the offences after having received a report of his alleged crimes on March 9. The man is currently awaiting a court hearing.

Teen charged with theft on $3k bail A 19-year-old woman was on Monday (March 19) arrested and charged with the offence of theft with a chose in action (theft of a credit card of cheque). The arrest was made following a report that was made to police on February 8. She has since been placed on $3,000 police bail and will soon appear in court to answer to the charge.

Projector, speaker and hamburger patties stolen from school As has been seen quite a lot in recent months, thieves are targeting schools across Providenciales. The latest break in was carried out at the Ianthe Pratt Primary School in the Bight. Police reported that thieves were able to gain entry into the school’s building and made off with a white Epson projector valued at $260 and a black speaker valued at $30. The bandit (s) also made off with a case of hamburger patties valued at $46 from the school’s canteen. Police said that the burglary was reported to them on Monday, March 19. Investigations are continuing.

Young men charged with drug possession Two young men have been nabbed by police while in possession of a controlled drug. The men, 22 and 28-years-old, were charged with separate offences of possession of a controlled drug and both placed on $3,500 bail. They will both appear in the Magistrates’ Court on March 26.

Grand Turk business robbed Grand Turk police are investigating a burglary that took place at a place of business on the Ridge. The complainant reported to police that upon arriving at his business place on Saturday (March 17) he discovered that it had been burgled. Missing were ten buckets of elastomeric silicone, valued at $150 each. Investigations are continuing.

The blame game crisis Dear Editor, As a human being it never ceases to amaze me the way we react to situations in our lives. When everything is going well, we like to assume credit for it even if we had nothing to do with it but as soon as something negative happens, we simply do not accept the responsibility but rather blame others for the downfall. In families, when a child is doing well one of the parents will say that child obtained that positive trait from his or her side of the family. When a child is not doing well, one parent may blame the other parent for the child’s behaviour. Somebody will get blame. Even though a child may be acting as a result of a myriad of issues, the parents must assess the issues, accept responsibility and try to fix the issues. The blame game will not work as the problem will still be there. In politics (applicable to both political parties), when the economy is doing great the incumbent government loves to take credit, however when there is a downfall in the economy the current government will blame the previous government

or other circumstances. When crime is at a high level, the opposition blames the government for the high crime and convinces the electorate that they have the solutions to reduce crime if they get in power. When the opposition now becomes the government, the commissioner of police or the governor gets blame for the high crime because crime is under their portfolio. However, as soon as crime is reduced, the government wants to take credit. When the civil servants are doing great and are able to prepare the budgets for the elected government in record time, the elected government takes the credit for having the budgets completed in record time. But when the civil servants are not performing up to par, the deputy governor gets the blame. If you want to take credit for the good, you should also take credit for the bad and the ugly. It is just simple like that. Stop using the blame game methodology. The recent crisis at the airport resulted from a change in the working schedule for the immigration officers.

The elected government nor the deputy governor should be blamed for this crisis. While the deputy governor is the head of the public service, there are also individuals who are responsible for the various departments in government. In fact, the department in question has one permanent secretary, two deputy secretaries and a director. They should be empowered to make executive decisions. This is what leadership is all about. Even if there was a change in the working schedule, as soon as management became aware of the crisis at the airport, an executive decision should have been made to deploy additional staff to accommodate the needs of the incoming travellers. In fact, there should be staff on duty for call out and as substitutes if a crisis does take place. This crisis perhaps could have been avoided as management should have been made well aware in advance (and based on the past) of the flight schedules and the number of guests arriving especially in the month of March which is the peak

month for our tourism season. Some will say we experience long queues in the USA. Yes, sometimes we do but we are not the USA, we are the Turks and Caicos Islands depending on the USA tourists for survival. As a result of the blame game, we start attacking our elected and our non-elected officials. However, what is ironic is that some of the same supporters that want people to respect our elected officials are the same ones disrespecting our deputy governor. The deputy governor gets blame for almost everything when it comes to the public service. However, the deputy governor has many subordinates that have different roles and responsibilities. For instance, when a job is advertised and the applicant is interviewed, the deputy governor does not participate in the interview process. The Human Resources Department along with senior officials from the relevant department is on the interview panel. Once a candidate is selected based on a score card, the Public Service

Commission (a non-partisan group) vets the application and interview processes to ensure that the selected candidate chosen by the panel meets the criteria. The commission then advises the governor on their decision. I have never been on the board so I do not know if that process works that smoothly. The point I am making is that the deputy governor plays no role in the selection process. Being in leadership is not easy. Everyone thinks they can do a better job until they get there and realise it is not how it appears on the outside or what they read in a text book. Managing human beings is the most difficult task a leader faces. In fact, a leader will find him or herself spending more than 75 percent of their time dealing with human resources issues and consequently not able to achieve his or her main objectives. This is one of the reasons why we are not moving ahead. We are spending all of our time trying to fix the human issues when it seems like it is almost impossible to resolve. No matter what you do, you will get blame either due to lack of understanding, lack of communication or simply a deliberate careless act by certain individuals. Rather than blaming someone or CONTINUED 

The lost Salt Shaker SALT Cay is our small occupied island. Home to many expats as well as a goodly number of our native folks. Salt Cay has suffered out of proportion to its size. Hurricanes did extensive damage and now winds wash salt tides over the land. Much has been printed about the proposed Salt Cay development of the Michael Misick years. Remember Devco? A real Salt Cay shaker-upper. Now it is expected that the PDM Government can fix in weeks what has taken 15 years of corrupt and benign administrations to create. Czechoslovakian developer Mario Hoffman found himself under the microscope of the British Special Investigation and Prosecution Team (SIPT) justice system.

About 1,506 acres were returned to the Crown land bank - 222 acres had been designated as a future golf course promised to Michael Misick’s brother Chal Misick for one single dollar. Did Chal ever pay the dollar or get it back? The Misick ‘Midas Touch’ struck again. Did everything that King

Misick touched turn to dust? Mike Misick, McAlister Hanchell and Lisa Raye McCoy Misick were given Czech black American Express cards with seemingly unlimited credit limits. It was discovered by SIPT that millions were transferred about to pay for the bills arising from the credit cards. Some $1.6 million came in through Washington Misick’s real estate firm according to SIPT’s

research. Millions charged to the cards for personal goods. Hundreds for a bottle of wine. All paid for by hungry TCI folk indirectly. An additional $6 million was loaned by Hoffman’s bank to certain 2003-2009 government folk. Hoffman was fined $7 million; $11.5 million more in fines came from Dellis Cay and Provo’s Third Turtle developers. Millions due in the Treasury as the Ewing/Washington administration took over in 2012. They had $18 million in windfall money to build a seawall in Salt Cay. The loan for $6 million could have made it $24 million! Attorney General Huw Shepheard said four months before the 2012 election that the Government will conduct wide consultation on the fate of Salt Cay. Nothing happened and as usual

the mess but not the money has ended up falling to the PDM government, years late. In fact, due to the actions of Rufus Ewing, AG Shepheard went home to England to sue the Ewing/Misick government. Ewing later flew off to England to settle with Shepheard. I have to side with now disenfranchised Mario Hoffman. He was victimised by the PNP and the British who ignored the possibility of ‘fixing’ the allegedly corrupt deal. The real victims are Salt Cay property owners and residents. Salt Cay could have had a Hoffman-built strong high seawall and marina as part of a modern huge development. Hoffman lost his huge investment and the PNP went to court, but Salt Cay is the real loser!

Fishery products continue to dominate TCI’s exports BY OLIVIA ROSE THE VARIETY of goods exported by the Turks and Caicos Islands continues to be narrow, with fishery products being the largest export category. This was revealed in the territory’s latest merchandise trade report which was compiled and published by the Department of Statistics on March 8. The report, which cited data from the Customs Department, disclosed that total exports of merchandise goods from the territory were valued at $2.3 million at the end of 2017, compared to the $4.5 million at the end of 2016. This figure represented a stark decline of 48.5 percent or $2.2 million in total exports over the recorded value in 2016. While marine products, primarily spiny lobster and conch, continue to be the main exports, the sector is marred with challenges. Chief among these is the influx of foreigners illegally fishing in the TCI’s waters.

The report also said that fishermen catching undersized lobster, using chemicals on coral reefs and fishing outside of the allocated season are all major problems for the industry. Over the last few years the TCI Government has implemented several initiatives, geared at diversifying and boosting the performance of this traditional domestic export sector, but is yet to reap the benefits. According to the report, stakeholders are of the view that the new initiatives implemented by the Government have not been effective because of a lack of proper policing. It stated: “It is however understood that the Government will continue to be vigilant despite being hindered by the lack of resources. “With the recent introduction of a closed season for conch it is expected in the short term that conch export will decline but in the longterm conch export should increase. “This recent announcement is a policy designed to allow sufficient time to facilitate the vital growth and development stages of the baby

conch.” With greater diversification of the fishing industry it is expected that the export of fisheries products will increase in the long run, the report said. It is also expected that domestic demand will increase which will in turn minimise the importation of these products and will help to lower the trade balance. SENSITISING STAKEHOLDERS Hone Ralph Higgs, Minister of Tourism, Environment, Heritage, Maritime and Gaming, along with the Fisheries Advisory Committee members, the director and staff of the Department of Environment and Coastal Resources (DECR) held a series of meetings recently to engage key stakeholders of the fishing industry. On February 13, Higgs met with fishermen and processing plant staff at Enid Capron Primary School in Five Cays, Providenciales. The interactive forum presented an opportunity for the minister to

RFA Mounts Bay provides ‘much needed support’ UPON its arrival in TCI waters, the Royal Navy ship RFA Mounts Bay immediately hosted acting Governor Anya Williams and Commissioner of Police James Smith. On Tuesday (March 20) the two met with the Commanding Officer of RFA Mounts Bay, Captain David Buck and crew to discuss how best to assist TCI police and immigration authorities in boosting both maritime and aerial surveillance following the recent increase in the number of illegal sloop arrivals from Haiti. In officially welcoming the ship to the Turks and Caicos Islands, acting Governor Williams said: “We are grateful to the UK Foreign and Commonwealth Office, the Ministry of Defence and other agencies for swiftly deploying support to the Turks and Caicos Islands and to RFA Mounts Bay for coming to TCI at such short notice. “The Royal Navy ship will be providing much needed support. At the time of our request, RFA Mounts Bay was deployed on other operational duties. “The shift in deployment has altered several of the ship’s operational plans and has also come at significant costs, but for this we are grateful.” She stated that the RFA Mounts Bay will work very closely with the Turks and Caicos Islands Police Force maritime vessels, Sea Defender, Sea Guardian and Sea

Justice, to ensure that the territory’s borders are protected and its waters are significantly patrolled. This will be supplemented by aerial helicopter support as well while the Government focuses on internal operation guardian efforts. Captain Buck confirmed that the ship immediately established maritime security operations on arrival in the TCI. He said: “The ship is delighted to be here to assist and we’ve met for an operational brief and are looking forward to supporting the Islands.” Commissioner of Police James Smith also welcomed the crew,

stating that the ship will assist the force with valuable support enabling them to combine assets to boost patrols and combat the increase of illegal sloops coming to the Turks and Caicos Islands. RFA Mounts Bay was launched in April 2004 and accepted into service in July 2006. It is currently on a deployment to the North Atlantic, performing patrol duties after taking over from RFA Wave Knight in 2017. The ship is not new to Turks and Caicos Islands waters as the ship provided hurricane relief and support following hurricanes Irma and Maria in September and October 2017.

Cop charged with rape of young boy POLICE Constable Anthony Skippings was suspended from the Royal TCI Police Force this past week after allegations of rape committed against a child surfaced against him. Following weeks of investigations into the allegations of serious sexual assaults, on Friday, March 16, police administration placed Skippings on administrative leave. On Tuesday (March 20) investigators formally charged the constable with rape, indecent

assault and attempting to pervert the course of justice. He was then suspended from active duty. The suspended officer appeared before the Grand Turk Magistrates’ Court on Wednesday (March 21) charged with the offences and was granted undisclosed bail. Police said that the offences were not committed recently and according to information received by Weekly News the victim is a male child. (Delana Isles)

Female cop charged with money laundering POLICE have arrested and charged one of its own with money laundering, following investigations by the Financial Crimes Unit. District Police Constable Bethsadia Lewis was on Thursday, March 15, arrested and charged with nine offences under the Proceeds of Crime Ordinance. Her arrest came after weeks of investigations into allegations, and she is now suspended until the case is concluded. Lewis was granted bail in the sum of $15,000. She was scheduled to appear

in Providenciales Magistrates’ Court on Wednesday, March 21, to answer to the charges. Following Lewis’ arrest, another police constable (unnamed so far) was arrested on Monday (March 19) on suspicion of theft with a chose in action (theft of cheques or credit cards). The officer was granted police bail in the sum of $3,000 and was placed on administrative leave pending further investigations into the allegations. This officer has so far not been charged. New tactics in illegal sloop arrivals likened to drugs running BY DELANA ISLES A COMING construction boom and the territory’s bounce back post hurricanes are just two of the factors that the minister of border control has cited for the high rate of illegal migrants entering the TCI in recent months. In an invited interview with the Weekly News on Thursday (March 22), Hon Sean Astwood, Minister of Border Control and Employment and Deputy Premier, said the people who are bringing in the illegal migrants have changed their tactics and as such the Government is devising ways to keep up with this change. However, he stated that publication of the issues at the radar station certainly did not help the situation. “But we also saw where persons seem to be sending or organising these sloops in multiple sections, and you can almost compare it to a drugs type scenario where multiple runs are being done at the same in an effort to get at least some of them making landfall. “So, previously we would have heard about one boat coming in on a particular night, but over the last number of weeks we have been hearing about two and three and sometimes even more than that on the water at the same time. “That is a new dynamic that we have not seen before and a new tactic that the smugglers are using.” Asked if he has any opinions on what is causing this change in tactic, the deputy premier said: “I believe

the change in tactics stems from a number of factors, first being the constant public statements about the radar being inoperable. “The sense that the country is rebounding better than most countries after the storms which created a lot of employment. “And also the general feeling that we are about to experience a construction boom, is creating the allure for migrants looking for employment opportunities.” However, he does believe that with the new upgrades and the repairs currently underway at the radar station, border protection officers will be in a better position to detect multiple targets and to intercept them. RADAR REPAIRS Minister Astwood stated the radar system has needed repairs for some time now, but after the hurricanes caused damage to the equipment, its operation has been sporadic. “We also took the opportunity to move forward with some planned upgrades, so we were able to solicit the UK government to assist us with that and we have added some additional equipment that would allow the radar technicians to be able to have better visuals on the targets they are looking at, be able to identify what type of marine vessels they are seeing and be able to communicate better to the marine branch.” He noted that the fact that the radar system was down was certainly conducive to so many sloops getting through undetected.

something, why don’t we play our part in resolving the issues in our community. If you see something needs fixing and you can fix it, just do it. No one needs to know you did it. Just do it without trying to get praise or credit for it. For example, if you see the streets need cleaning, coordinate a group of individuals together and clean the streets. If you see our young people in need, volunteer at the youth centre and the Junior Achievement Programme. The government is not in a

position to do everything and quite frankly the government should not be doing everything. If we as individuals unite and help each other, oh what a different little territory this would be! This is evident in some of the neighbourhood watches that have been established in some of the communities on the island of Providenciales. Stop the blame game and assume responsibility. “We have been also fast tracking the repairs to the police boats - those are the two boats that came into the fleet last year - and getting some of the original boats repaired and back into the waters, which has now

So the actual marine fleet has now increased. “We are also looking presently at supplying the police force and the Immigration Task Force with more manpower, so not only on the marine you should a greater presence but also on land.” He added that in addition to that and as stated by the premier last week, a request has been made to the UK for boots on the ground. “So that is another measure that is being explored in order to not just stop the sloops from coming in but being able to now deal with those who may have made it to the land in the last few weeks and even previously.” On Wednesday, the deputy governor, the police commissioner and other officers visited the radar station for a brief tour of the changes and upgrades being carried out at the Five Cays location.

Financial institutions must file accounts reports HEADS of financial institutions face a fine of up to $10,000 or two years in prison if they fail to make the necessary accounts reports. The reminder came in a statement from the Ministry of Finance, Trade and Investment this week. It stressed that the deadline is approaching for filing information on reportable accounts held by financial institutions in the TCI. “The Exchange of Information Unit would like to remind financial institutions of their obligations, the deadlines and the penalties for failure to file reports on reportable accounts through the TCIG – Automatic Exchange of Information (AEOI) and IDES portals,” it read. Under the Foreign Account Tax Compliance Act (FATCA), financial institutions outside the US are required to report information on financial accounts held by their US customers to the Internal Revenue Service (IRS). In 2015, financial institutions based in the Turks and Caicos Islands were required to provide the requisite information to the TCI Exchange of Information Unit via the TCIG - IDES or AEOI portal. Once that information is provided, the unit is then able to forward that information onto the competent authority in the US. If financial institutions do not comply with the US regulations with

regard to the reporting and filing of returns, a 30 percent withholding tax is imposed. The withholding tax is imposed on the US source income of that financial institution, and is done on both its own US investments and those held on behalf of its customers. Financial institutions are also required to close accounts where their US customers do not provide the requisite information to be collected by the financial institution. Where there are no accounts to report, financial institutions are required to file a nil return. The Turks and Caicos Islands Government and the IRS have reached an agreement with regard to mutual assistance in joint audits. As the TCI currently does not have an income tax regime, the Government signed a non-reciprocal BCAA with treaty partners and as such is required to provide the relevant information as required. Financial institutions will be required to notify and report information to the ITA via Exchange of Information Unit (EOIU). The ITA will then exchange this information with the relevant partners that have satisfied the confidentiality and data safeguards standard, and have the appropriate legal instruments and legislative frameworks in place. A jurisdiction may require the

filing of a nil return by a reporting financial institution to indicate that it did not maintain any reportable accounts during the calendar year or other reporting period. The International Tax Compliance Regulations 2016 which came into force on April 1, 2016, gives the competent authority the power to require a reporting financial institution to provide to them with the information, including copies of any relevant books, documents or other records, or any electronically stored information. Where a financial institution fails to make a report under or to implement arrangements or procedures in order to comply with FATCA or CRS, that they will have committed an offence under regulation 17 of the Regulations and will be liable on summary conviction to a fine of $10,000, or to imprisonment for a term of two years, or both. Due to the passage of hurricanes Irma and Maria, the date for reporting of information for 2016 data has been extended by the IRS until September 2018. TCI reps attend real estate exhibition in France INVEST Turks and Caicos and partners flew out to France recently to attend an international real estate exhibition. Le Marché International des Professionnels d'Immobilier (MIPIM) is a four day annual networking event that attracts tens of thousands of property professionals. Held in Cannes from March 13 to 16, the 2018 instalment saw participation from 26,000 real estate, city and political leaders, including 5,400 investors from more than 100 countries. The TCI delegation, led by Invest TCI, consisted of members of the Turks and Caicos Tourist Board, the Turks and Caicos Hotel and Tourism Association, Rock House Resort Turks and Caicos, Windward Development and Vista Development TCI. The team spent the event presenting “a unified voice” to investors, industry partners and decision makers from international companies, according to a press release from Invest TCI. Members created a “vibrant and attractive” exhibit that was located in the Tourism and Hospitality Zone. They also ran an activity of programmes which promoted investment opportunities in the TCI and showcased the tourism industry, beautiful luxurious resorts and new developments. Angela Musgrove, acting CEO for Invest Turks and Caicos, said: “Having attended MIPIM last year, we got a strong feeling that this is an event where investors are engaged, and relationships are formed. “By having such a loud presence at this event, we sent the message that we are ready to engage and do business. “We forged new relationships with potential developers, investors and industry partners. “We also took advantage of every opportunity to make new connections with those involved in the related professional services.” Trina Adams-Smith, vice president of marketing and

It also works actively to support the growth of local businesses, including the management and delivery of the micro small and medium enterprise programme which provides concessions and reliefs to locally owned businesses.

YELLOW elder grows as a densely branched shrub or small tree. It has bright green opposite leaves, which are pinnately compound. Common yellow elder (Tecoma stans var stans) is a Central and South American tree that can grow up to 25 feet, but in the TCI it will be around 12 to 15 feet. It has bright yellow flowers and dense, lush foliage that is evergreen. Common names include yellow trumpetbush, yellow bells, yellow elder and ginger-Thomas. Tecoma stans comes from desert shrub lands and dry forests in the region from Texas and Arizona southward to Argentina. It has become established in many parts of the Pacific and is naturalising in the Turks and Caicos Islands. In some places, it invades dry disturbed sites. Yellow elder will grow on a wide variety of soils, including sand and lime rock. The plants can be cut to the ground for rejuvenation in the early spring or carefully sheared during the growing season to control shape and size and promote new flushes of flowers. The flowers attract bees, butterflies and hummingbirds. The yellow elder needs full sun and likes well drained soil. Potted plants should be given minimal water when not in active growth. Fresh seeds germinate readily in sandy soil in the spring. Cuttings root easily under mist in the summer. Choose vigorous young semiwoody branch tips and not old woody stems or fresh green

shoots. Yellow elder may have a rather awkward shape, so it is best set among more consistent shrubs where it can contribute colour to a border or screen. The yellow blooms are spectacular behind blue agave or a lower hedge of bougainvillea. Since this species drops its abundant blossoms before they wither, it can advantageously be placed where the fallen blossoms will form a pool of gold on the ground. Yellow elder has been used for a variety of purposes in herbal medicine. Its primary applications have been in treating diabetes and digestive problems. Extracts from Tecoma stans leaves have been found to inhibit the growth of the yeast infection, Candida albicans. Yellow elder also contains several compounds noted for their catnip-like effects on felines. Yellow elder is just beginning to get the horticultural recognition it deserves. This is an easy to grow and gloriously floriferous plant that has great potential in the nursery industry. The yellow elder is the official flower of the US Virgin Islands, where its cheerful yellow blossoms have long been appreciated for their contribution to tropical colour. In the TCI it seems only moderately invasive, but readily establishes naturalised colonies on some parts of the islands. Notice that it has become a serious problem in French Polynesia, where it forms dense stands that inhibit regeneration of other plant species.

Resort manager is TCI’s first to get regional promotion NORTH Caicos born Fedeline Julian has been promoted to group children’s activities manager for Sandals Resorts International. She becomes the first Turks and Caicos Islander to be promoted to a regional level within the company. Julian said it is an honour to be recognised for the work that she does. “It speaks volumes that they are really paying attention to the people who are working and putting their best foot forward. “I’m also humbled by the fact that Turks and Caicos Islanders can now look and say that’s one of us.” The new role, which was officially announced in January 2018, took immediate effect and gives Julian direct oversight for the supervision of all Kids Camp managers and childcare programmes for Beaches Resorts in Turks and Caicos, Jamaica and soon to be Barbados. Her role will include auditing of Beaches Kids Camp activities, ensuring safety standards are upheld throughout all Beaches resorts, implementing Sesame Street programmes, raising awareness of the Kids Camp, increasing training

for the Kids Camp employees and implementing Early Childhood Certification for team members across all Beaches resorts. David Ellis, director of entertainment for Beaches TCI, has been a mentor to Julian for many years. “We are so proud of Fedeline’s promotion, I couldn’t think of a better candidate to take over the children’s programme for the brand regionally which will eventually impact our entertainment programme here.” He added: “This is a true success story. She started here as a babysitter and has worked her way up the rank to the local management team and now she is the first Turks and Caicos Islander to work with the regional management team. “Under her direction, she will tackle some of the major transformations in childcare that we have not had the capacity to undertake.” Julian began her career with Beaches Turks and Caicos in December of 1999 as a babysitter and private nanny. She was later promoted to camp counsellor in 2000, kids camp supervisor in 2003, and kids camp

acting manager in 2004. In 2005, Julien received a scholarship from Beaches Resorts to pursue a Bachelor’s Degree in Hospitality from the Hocking Technical Institute. She returned to the resort in 2007 where she then trained for Room Divisions Training Manager Programme and was subsequently promoted to Kids Camp manager which she held between 2013 and 2018. Managing director Donald Dagenais said that Julian has taken the children’s entertainment programme to a new height. “Fedeline has been a part of the Beaches TCI Family for 18 years and our kids entertainment program has grown from strength to strength. “Her remarkable leadership and enthusiasm will certainly be an asset to the regional team. “We are so proud of her and we are excited to see her work to develop programs that will be rolled out across the brand.” Julian said there are a lot of great individuals that played a major role

‘Bring your creativity’ Celebrate, recognise celebrates first anniversary and support SPECIAL needs experts in the TCI celebrated people with Down Syndrome this week during an international and nationwide event. World Down Syndrome Day (WDSD) on March 21 is a global awareness day that has been officially observed by the United Nations since 2012. Its message is to be inclusive and understanding of all people whatever their unique needs. A Government press release read: “Let us as a country join hands, minds and with love celebrate, recognise, support and create our own national voice for advocating for the rights, inclusion and holistic development of all individuals among us with Down Syndrome.” There are fewer than ten people with Down Syndrome registered in the TCI so it is important they are heard and allowed to influence government policy, the statement continued. Special Needs Unit Director Betty-Ann Been and Education Officer of Special Needs Jasmin Walkin were particularly vocal this week. They said they are committed

with the support of their respective ministries to advocate for the education and successful inclusion of these individuals in the TCI community. Down Syndrome is a congenital disorder arising from a chromosome defect which can cause intellectual impairment and physical abnormalities. Children with Down Syndrome do best in an inclusive learning environment, and other children do best when they learn about diversity, kindness, and friendship at an early age. “People with Down Syndrome contribute to their families, their schools, their co-workers, their employers, and society,” the press release read. “People with Down Syndrome are beautiful. A person’s facial features do not determine cognitive ability. “Just because someone has many of the characteristic physical feature of Down Syndrome does not mean they have a lower intelligence quotient (IQ).” In 1983, the average life expectancy of a person with Down Syndrome was only 25-years-old. Today, it’s 60.

OVER the past year, leading TCI songbird and entertainer Chrystal ‘Tess’ Charles has created a platform for young creatives to showcase their talent in a friendly and relaxed atmosphere among their peers, branded Bring Your Own Creativity (BYOC). The once a month on Tuesdays event encourages young people to literally ‘bring their own creativity’ to her backyard where they can without judgement, refine and hone their talents. As Tess explains it: “It was set to be an informal gathering of creatives from all areas to express themselves and their art and build a community of artists that would be able to be the iron that sharpens each other.” That event created in March 2017 has now been going on for one year, and has expanded to more than just a relaxed and friendly entertaining hang with fellow creatives, to something much more than that. Tess explained that BYOC has since seen personal success stories, such as the release of local rapper Lady Livz’s mixtape ‘Daddy Issues’, Sir Clarke and Aysha (Vibrant Vibrations), a jazzy paint duo dazzling art lovers all over town, Ballerina Buoy who is now teaching

dance at the Edward Gartland Youth Centre and the collaboration of so many artists producing original music. “It was something I needed, the people I needed to commune with, the ones that I knew would understand me and cast no judgement,” Tess said. “I know if I needed that - they did too. “We’ve come together and been able to slowly build a platform for Turks and Caicos excellence and

creativity. It’s just the beginning.” The consecutive winner (2016 and 2017) of the Turks and Caicos Hotel and Tourism Association (TCHTA) Stars Awards Entertainer of the year will be hosting BYOC’s first anniversary party at the NightLife Club in Coconut Grove on April 27. The celebration starts off at 8pm with an open mic and then heats up at 10pm as the BYOC Allstars entertain the crowd with their best original pieces. Performers will include poet and graphic artist Hezron Henry, poet Dominique Rolle, vocalist Tess, saxophone and flute player Sir Clarke, culture band Rebel Impulse, dance group Too Lit to Quit, and so much more. Of course, any local event is not complete without the exceptional talent of the local DJs - as such, TCI’s Most Wanted, DJ Shakes and special guest DJs will be taking attendees on a musical journey from Africa, through the US, Europe and back to the Caribbean with eclectic mixes. Regional election consultants reveal they use Bahamas: Mitchell raises bribes and sex workers to entrap politicians flag over ‘full residency’ AN undercover investigation by Britain’s Channel 4 News has revealed how Cambridge Analytica secretly campaigns in elections around the world. Executives were secretly filmed saying they could entrap politicians in compromising situations with bribes and Ukrainian sex workers. Minnis: Government will stop selling crown cays in the Bahamas THE Bahamian government will stop selling crown cays for private purposes, Prime Minister Dr Hubert Minnis announced during his midbudget communication this week. As minister responsible for land, the revelation came as he comprehensively addressed his administration’s land policy. Among other things, he said the government “will preserve the seabed for the crown, approving only leases of it.” He said the government will “retain for the crown a crown reserve between ocean/sea, front/inland lake property, granted for private development, where un-alientated crown land exists at the seashore, to preserve windows to the sea and open green and beach front spaces for the enjoyment of the public.” He said the government will also “regularise long-term occupation of crown land developed or cultivated by individual Bahamians and/or families at concessionary rates” and “make crown land available to Bahamian nationals for residential, commercial and touristic development, particularly in the Family Islands.” Dr Minnis said a new Land Reform Unit will be established to “examine, organise and monitor activities.” He also said the government will

FORMER Immigration Minister Fred Mitchell this week questioned whether the government’s newly announced limitation on citizenship can be done constitutionally, expressing concern the change could grant a general right for permanent residency “to all and sundry”. A new round of public debate regarding the immigration landscape in the country was reignited Monday with Immigration Minister Brent Symonette’s announcement at Parliament that people born to foreign parents in the Bahamas, but fail to apply for citizenship by age 19 as allowed by law will only be granted permanent residency with a right to work. It is one aspect of proposed changes to immigration laws that are excepted in coming weeks. Noting statute law cannot give right to citizenship that the Constitution does not grant, Progressive Liberal Party Chairman Senator Mitchell further questioned why the government would bring an amendment to law for something it already has the power to do. He said this would not be a useful way to spend parliamentary time. “Right now the minister and the immigration board (the Cabinet) can grant citizenship or permanent residence to those people who are in that position without any need for an

amendment to the law,” Mr Mitchell said in a press statement. “We hope they are not proposing to create a new right which becomes or can become a vested one, because that would be difficult for the PLP to support. We are not sure they can do that constitutionally in any event. “The statute law cannot give a right to citizenship which the constitution does not grant. “In cases where people were born in The Bahamas and lived here all their lives and missed the deadline of their 18th birthday and applied for citizenship, the PLP would rely on the general law to grant citizenship to those individuals as a matter of policy. “In addition, in cases where part of their lives was lived here and part in their home countries, permanent residence was often granted in the first instance until they proved that they had the necessary attachment to the country in order to get citizenship.” He continued: “We hope that the FNM is not proposing to give a general right to get permanent residence to all and sundry who are born here, leave the country and come back years later claiming permanent residence or a right to citizenship. That would be wrong and therefore difficult to support.

JUST hours before residents of Antigua and Barbuda went to the polls on Wednesday morning, Prime Minister Gaston Browne announced that his administration had fully paid off the twin-island nation’s debt to the International Monetary Fund (IMF). At a press conference held on Tuesday, ahead of the general election, he said his government had given instructions to the Eastern Caribbean Central Bank to make the final payment of EC$12 million (US$4.4 million) to “retire that EC$320 million (US$118.5 million) loan in its entirety”. “It means therefore that from today we will no longer be indebted to the IMF and that would have signalled to the international community and to investors that the Antiguan economy is strong,” Browne told reporters. The IMF loan was approved back in 2010, under a United Progressive Party (UPP) administration – led by Baldwin Spencer and in which current UPP leader Harold Lovell was Finance Minister – to support the government’s plan to address

rising debt, weak economic growth, and the effects of the economic crisis. Questioned about the timing of the debt repayment, Prime Minister Browne was forthright about it potentially benefitting his Antigua and Barbuda Labour Party (ABLP) going into today’s poll. “It so happens that we would have paid it down to $12 million on the eve of elections, so why not pay it off and get the credit going into elections? So I will accept that it is politically opportune to do it at this time; I’m not going to hide from that. But the reality is it was done and it will ultimately benefit the people of Antigua and Barbuda,” he said. “So I want to ask the people of Antigua and Barbuda a very simple question: I want to know if they’re going to support the leader and the party who took them to the IMF or the leader and the party who took them out of the IMF?” Browne also announced that Venezuela would be writing off a significant portion of Antigua and Barbuda’s PetroCaribe debt, which stands at half a billion dollars.

Sad ‘no one paid’ for CLICO collapse –Bajan activist THE woman who has been leading the fight on behalf of former local policyholders of CLICO International Life Insurance said it was unfortunate that no one has yet been charged in connection with the company’s2009 collapse. But chairperson of the Barbados Investors and Policyholders Alliance (BIPA), June Fowler, does not expect any arrests to be made. Fowler was speaking in the wake of Friday’s Court of Appeal decision, which overturned one given by Chief Justice Sir Marston Gibson, and removed the injunction freezing $3.3 million in assets of former chairman of CLICO Barbados operations, Leroy Parris. While Parris’ attorneys were rejoicing, attorney for the judicial manager, Ramon Alleyne, explained that a garnishee order at the Bank of Nova Scotia prevented Parris from touching any of the money. “No charges have been brought against anybody from the perspective of the regulator,” Fowler said. “The case that was brought against Mr Parris was done because of a forensic audit, and it wasn’t even a comprehensive forensic audit. It was a forensic audit that was done by the judicial manager and they were able to come across the discovery of the $3.3 million. “So it is a sad thing for Barbados and the Caribbean that, to this day,

nobody has really faced the law courts for the debacle of CLICO and British American,” she declared. While Fowler believes it is not too late for someone to be held accountable, she does not believe it will happen. “Nothing will be done. There will be a lot of talk; there will be a lot of fuss being made, but in the final analysis, nothing really will be done to help the regional governments to recover what they had to put up to make the policyholders whole. “Nobody will touch it because there are too many incestuous relationships between that organisation and the governments in the region, whether it is one party or the next. And I think that is a sad thing for us in the region,” the BIPA chairperson noted. Fowler further told the Sunday Sun the court matter was between the judicial manager, Deloitte Consulting Ltd, and Parris. As a result it was “outside of our fight”. “If, as Ramon Alleyne said, the $3.3 million is part of the proceeds that should go to the policyholders, then kudos to the team for continuing the fight to get whatever they can to put into the pot for the policyholders. “So we will continue to monitor the outcome and look forward to when that transfer takes place,” Fowler said.

Jamaican man among six killed in bridge collapse at Florida University ONE of the six people killed when a pedestrian bridge collapsed at Florida International University (FIU) in the United States has been identified as a Jamaican, Navaro Brown. The 37-year-old died in hospital after being injured when the bridge collapsed onto a bustling roadway in Miami last Thursday. Brown had been employed at Structural Technologies VSL – a company that provides products to strengthen bridges, buildings and other structures – and was one of three employees injured in the collapse. His two colleagues were hospitalised and have been listed as stable. Michael Biesiada, a spokesman for Structural Technologies, did not say what Brown was doing at the time of the collapse but said he was “working on the project providing installation support for our products”. Minnis admits Oban ‘missteps’ PRIME Minister Dr Hubert Minnis admitted this week that his administration has made mistakes with the $5.5 billion Oban Energies project. But following his admission in his much-awaited mid-budget speech critics said key questions about the oil refinery and storage project remain unanswered. Dr Minnis, pictured, said the beneficial owner of Oban Energies LLC is the K Family Irrevocable Trust. However, he gave no details about the people behind this trust and scant details about it. In addition, although funding concerns were cited as the chief reason the longmooted project went nowhere under the last Ingraham administration, Dr Minnis provided no proof of funding nor did he mention the issue. However, he confirmed that Peter Krieger, the company’s infamous non-executive chairman, resigned effective March 1, 2018. He said Mr Krieger has no beneficial interest in the K Family Irrevocable Trust. The Tribune understands, however, Mr Krieger is the husband of the granddaughter of one of the beneficial owners in Oban Energies, and he is said to have owed his role in the project to that connection. One month after questions were first raised over the people fronting Oban, followed by a ceremonial Heads of Agreement signing that plunged the administration into one of the most sustained controversies of its term, Dr Minnis confessed to some mistakes. “The Oban Energies LLC project was intended to bring growth and jobs to Grand Bahama,” he said. “In our haste to boost the economy of Grand Bahama, we made a number of mis-steps in the Oban Energies Project. While our heart was in the right place, these mis-steps should not have happened. We must, we can, and we will do better.” Dr Minnis said “more comprehensive due diligence” should have been done and “wider environmental consultation” should have been engaged. “Mr Satpal Dhunna, President of Oban Energies LLC, arrived in The Bahamas on 6th February with the expectation to sign the Heads of Agreement on the 7th February,” he said. “The document was not ready for signature, so he remained in The Bahamas until 10th February, at which time he signed the agreement and then left the country to attend to other business. The Heads of Agreement was subsequently signed by the Secretary to the Cabinet. In recognition of its promise to keep Bahamians informed, the government arranged for a ceremonial signing on the 19th February, 2018. We accept that we should have clearly indicated on the 19th February, 2018, that it was a ceremonial signing. It should

be noted that it is not unusual for a Heads of Agreement to be signed before a ceremonial signing so as to ensure that there is a firm agreement between the various parties. It is unfortunate that at the ceremonial signing Mr. Peter Krieger wrote the name of Satpal Dhunna whose name was printed under the signature line in the space provided for the signature of Mr Dhunna. He should have noted that he was signing on behalf of Mr Dhunna and signed his name as the authorized representative of the K Family Irrevocable Trust on the ceremonial document.” Although Mr Dhunna signed the Heads of Agreement on February 10, Dr Minnis said the administration made the “effective date of the Heads of Agreement the 19th of February to conform with the public ceremonial signing.” The Bahamas National Trust (BNT) has announced its opposition to the project. Critics have knocked a clause in the Heads of Agreement that prohibits the administration from terminating the deal regardless of what an environmental impact assessment (EIA) concludes. Dr Minnis said: “The Grand Bahama project must go hand in hand with the protection of our environment and the conservation of our natural resources. Accordingly, the government will do a more comprehensive review of this matter. This review will include our due diligence process at BIA and all environmental and land use issues, including laws relating to environmental impact assessments and consultation processes, including with residents of Grand Bahama, in particular East Grand Bahama.” Dr Minnis noted the Heads of Agreement empowers the minister responsible for the environment to penalise the developer for environmental infractions and to force any equipment that causes an infraction to be discontinued. He did not address critics’ concern that with the absence of an Environmental Protection Act

in the country, the government lacks the statutory power to enforce such provisions in the agreement. Dr Minnis portrayed the Progressive Liberal Party (PLP) as a hypocritical critic of the Oban Energies project. He noted Mr Krieger was the chairman and CEO of the company when it came before the National Economic Council (NEC) under the Christie administration. An approval in principle was subsequently signed on November 15, 2016. “Most cabinet ministers were present at that NEC meeting,” Dr Minnis said, “including members who are now the opposition in both houses of Parliament, here and in the Senate.” He said on March 30, 2017, a second proposed Heads of Agreement was forwarded to the Christie administration for review, but was not executed. “It should be noted that in this Heads of Agreement, Mr Peter Krieger was to sign on behalf of Oban Energies LLC,” he said. “Note that the PLP agreed to the development, despite the hypocrisy they are now displaying.” On Tuesday, the Bahamas Information Services (BIS) and the Free National Movement (FNM) circulated videos of Mr Krieger and former Grand Bahama Minister Dr Michael Darville surveying “the original site” for the proposed development in 2016. “And yet the Member of Parliament for Engerston referred to the principals of Oban Energies LLC as a cornucopia of crooks,” Dr Minnis said in parliament. The PLP, however, emphasized the Christie administration never signed a Heads of Agreement with the company, unlike the present administration. Opposition members said it was clear future approval of the project would be subject to due diligence by various government departments under its watch.

Sarkozy: ‘I am accused without physical evidence’ FORMER French President Nicolas Sarkozy says there is no evidence to support allegations he illegally accepted money from Libya to finance his 2007 election campaign. “I am accused without any physical evidence,” Sarkozy wrote in an opinion piece published Thursday in French Newspaper Le Figaro. A source close to the case told CNN Wednesday that the 63-yearold had been placed under formal investigation for illicit campaign financing, passive bribery -- illegally receiving money -- and concealment of embezzlement of Libyan public funds. Sarkozy has also been placed under judicial supervision, a step investigators in France can take to limit the movements of a suspect, according to the source. It’s not clear what specific restrictions have been placed on Sarkozy. The former French leader was summoned for questioning Tuesday, which he voluntarily attended, according to an official at the court. The official, who did not want to be named, said Sarkozy was being investigated by anti-corruption authorities.

Sarkozy is alleged to have accepted money from Libya to fund his 2007 election campaign.

Sarkozy, leader of France from 2007 until 2012, has been dogged by accusations of financial wrongdoing. In July 2012, shortly after he was ousted from office by the Socialist François Hollande, police raided Sarkozy’s home as part of an investigation into alleged illegal assistance from L’Oréal heiress Liliane Bettencourt during the 2007 election campaign. May warns EU leaders of Russian threat to democracy THERESA May told a summit of EU leaders in Brussels that they must remain united against a threat from Russia to all European democracies. The prime minister said that the nerve agent attack in Salisbury shows Moscow has no respect for international law. A senior Whitehall Official said Russia had “shown itself to be a strategic enemy not a strategic partner”. European leaders are also due to decide whether or not to agree to the terms for a 21-month Brexit transition period. Mrs May, who will not be present when the other EU leaders discuss Brexit on Friday, briefed her counterparts on Thursday on the poisoning of former Russian spy Sergei Skripal and his daughter in Salisbury. The European Council is expected to adopt conclusions strongly condemning the attack, which the UK government has said the Russian state was culpable for - but which Russia denies. Mrs May told the EU heads of state that although the attempted assassination of the Skripals took place on UK soil, the Russian threat does not respect borders and it places all European nations at risk. Russia’s flagrant breach of international law represents a threat to the basis of democracy across Europe, she added. But Mrs May will welcome the solidarity shown by allies across the world who have backed the UK’s assessment that Russia is to blame for the attempted murders. “As a European democracy, the UK will stand shoulder to shoulder with the EU and with Nato to face these threats together. United, we will succeed.” Meanwhile, the Whitehall official stressed that the UK’s response to the Salisbury attack had been carefully calibrated to remain within the law, and that the UK is “not looking for some big confrontation with Russia or regime change”. The EU’s Donald Tusk said on Wednesday he had recommended a

draft legal text on transition, citizens’ rights and other withdrawal issues to its members. It followed Spanish concerns over how the accord would affect its demands for a say on how Brexit affects Gibraltar. The transition is set to start on exit day, on 29 March 2019. It is due to continue until the end of 2020. Prime Minister Theresa May has said what she calls the “implementation period”, in which the UK will have to adhere to EU rules, will be a bridge to a new economic and political partnership with the EU. Under the terms of the agreement, the UK will be able to negotiate, sign and ratify its own trade deals while EU citizens arriving in the UK will enjoy the same rights and guarantees as those who arrive before Brexit. To the dismay of many Tory MPs, the UK will effectively remain in the Common Fisheries Policy until the end of 2020. And a solution to avoiding a hard border on the island of Ireland has yet to be agreed, with the EU insisting on a “backstop” option of Northern Ireland remaining in the customs union and single market. In a message on Twitter, Mr Tusk said he had urged the other 27 EU leaders to welcome, in principle, the agreement on transition and other matters at a session expected to take place on Friday. “In practice, the transition phase will allow to delay [sic] all the negative consequences of Brexit by another 21 months,” he wrote. He told reporters he was “absolutely sure” the two sides would find a lasting solution to prevent the return of physical checks on the border between Northern Ireland and the Republic of Ireland. However, a written declaration issued by the European Council on the eve of the summit noted that agreement had not been reached in some areas, including both Northern Ireland and Gibraltar. “Negotiations can only progress as long as all commitments undertaken so far are respected in full,” it said.

Unarmed man killed by US police who fired 20 rounds at him STEPHON Clark was in his grandmother’s backyard, trying to get into the house Sunday night when two Sacramento police officers loosed a fusillade of 20 bullets, killing him, Clark’s family told ABC News. Police were responding to reports of a black male breaking into a car and hiding in a backyard in the 7500 block of 29th Street, officials said. When officers arrived, they saw Clark and he advanced toward them, holding an object in his hand, according to police. Initially, police reported that Clark, 22, was armed with a gun, then with a “toolbar,” but all that was found on him was a cellphone. On Wednesday, police released video from the officers’ body cameras as well as night-vision, thermal-imaging video from a Sacramento Sheriff’s Department helicopter. The chopper video shows Clark running from a neighbor’s yard and leaping a fence into his grandmother’s property. The deputies in the helicopter can be heard saying the suspect had broken a window on the house next door and was checking out another car in the driveway. In that video, Sacramento police can be seen approaching Clark in the driveway before the view is obscured by the building’s roof. The video picks up with

With option to rule for life, China’s Xi sets sights on Taiwan XI Jinping began his second term as China’s president with a blunt warning for Taiwan, an island it views as a breakaway province. “All acts and tricks to split the motherland are doomed to failure and will be condemned by the people and punished by history,” Xi said Tuesday at the close of the National People’s Congress, Beijing’s rubberstamp legislature. “Every inch of our great motherland’s territory cannot be separated from China,” he said, drawing loud applause from his audience inside the Great Hall of the People. The tough talk on Taiwan isn’t new. But Xi now has the option to serve as president for life, meaning he can execute strategies that last decades rather than years. That long leash could give Xi opportunity to focus on achieving something that’s eluded Chinese Communist leaders for nearly seven decades since the founding of the People’s Republic: regaining control of Taiwan. “Taiwan is very important and he wants to do it within his lifetime,” said Willy Lam, a professor at the Center for China Studies at the Chinese University in Hong Kong. “If Xi Jinping can pull off this national reunification by so-called liberating Taiwan, then he has something in the history books,” Lam said. AMID an acute national shortage of banknotes, the town of Elorza in western Venezuela has started issuing its own paper currency. Local officials said that the currency would make it easier for residents and visitors to trade during the town’s festivities, which start on Monday. They said rampant hyperinflation and a scarcity of bolivares, the national currency, had affected trade in Elorza. The new currency can be bought at the mayor’s office via bank transfer. The paper bills feature the face of independence hero José Andrés Elorza and, like the town, are named after him. “People don’t have bolivares to spend, that’s why we have created bills of two denominations... and we’ve already sold 2bn bolivares worth,” mayor Solfreddy Solórzano, from the governing PSUV party, said.

Facebook’s Zuckerberg ‘sorry’ over Cambridge Analytica ‘breach’ FACEBOOK founder Mark Zuckerberg has admitted that the social network “made mistakes” that led to millions of Facebook users having their data exploited by a political consultancy. Cambridge Analytica is accused of improperly using the data on behalf of political clients. In a statement, Mr Zuckerberg said a “breach of trust” had occurred. In a later interview with CNN he said he was “really sorry”, and pledged to take action against “rogue apps”. He added that he was “happy” to testify before Congress “if it’s the right thing to do”. In his statement posted on Facebook, he promised to make it far harder for apps to “harvest” user information. “We have a responsibility to protect your data, and if we can’t then we don’t deserve to serve you,” Mr Zuckerberg said. any app with suspicious activity • ban any developer that did not agree to a thorough audit • ban developers that had misused personally identifiable information, and “tell everyone affected by those apps” In future, he said Facebook would: • restrict developers’ data access “even further” to prevent other kinds of abuse • remove developers’ access to a user’s data if the user hadn’t activated the developer’s app for three months • reduce the data that users give an app when they sign in to just name, profile photo, and email address • require developers to obtain approval and also sign a contract in order to ask anyone for access to their posts or other private data Mr Zuckerberg added: “While this specific issue involving Cambridge Analytica should no longer happen with new apps today, that doesn’t change what happened in the past.

“We will learn from this experience to secure our platform further and make our community safer for everyone going forward.” WHAT IS THE ROW ABOUT? In 2014, Facebook invited users to find out their personality type via a quiz developed by Cambridge University researcher Dr Aleksandr Kogan called This is Your Digital Life. About 270,000 users’ data was collected, but the app also collected some public data from users’ friends. Facebook has since changed the amount of data developers can gather in this way, but a whistleblower, Christopher Wylie, says the data of about 50 million people was harvested for Cambridge Analytica before the rules on user consent were tightened up. Mr Wylie claims the data was sold to Cambridge Analytica - which has no connection with Cambridge University - which then used it to

psychologically profile people and deliver pro-Trump material to them. The firm’s chief executive, Alexander Nix - who was suspended on Tuesday - was secretly recorded in a Channel 4 investigation saying the London-based company ran Donald Trump’s digital campaign during the 2016 US election. “We did all the research, all the data, all the analytics, all the targeting, we ran all the digital campaign, the television campaign and our data informed all the strategy,” he added. Dr Kogan has said he was told by Cambridge Analytica everything they had done was legal, and that he was being made a “scapegoat” by the firm and Facebook. Cambridge Analytica denies any wrongdoing. Facebook says users’ data was obtained legitimately but Cambridge Analytica failed to delete it when told to do so.

The Duke of Cambridge bestowed the honour on the Liverpool-born star at a ceremony at Buckingham Palace. “It means a lot actually,” the musician told the BBC. “It means recognition for the things we’ve done. I was really pleased to accept this.” The honour comes 53 years after the Beatles were all awarded the MBE - and

Starr said he had missed his bandmates’ companionship this time round. “I was a bit shaky today on my own,” he said. When The Beatles received their MBEs in October 1965, the occasion was not without controversy. Rock and roll was still viewed with suspicion by the establishment and several previous honourees returned their medals in disgust. Saunders win Overall Champion Boy’s title at Inter-High School Track and Field Championships – Butler and Gardiner share Girl’s award NATIONAL athletes Latrell Saunders, Tanesha Gardiner and Zoe Butler were adjudged the best participants from last week’s Inter-High School Track and Field Championships, which was held at the National Stadium in Providenciales. The Marjorie Basden High School student Saunders amassed 40 points in the Class 2 Division to win the Overall Champion Boy’s title. He

finished first in the high and long jumps. First in the shot put and first in the 100M. In the female division, Class 4 athlete Gardiner from the Long Bay High School finished with 30 points after wins in the 800M, 1500M and the 3000M. Also finishing on 30 points was Class 2 CHHS athlete, Butler, who copped first place finishes in the 400M, the 800M and the 1500M. The two will share the

top female honours this year. The other outstanding athletes included Class 4 Boy’s winner, Dashawn Gray from the Raymond Gardiner High School (30 points: first in the 100M, the 200M and the 400M); schoolmate Sarah Forbes who finished with 22 points (first in high jump, third in the 100M and third in the 200M) to win the Class 3 Girl’s award. Wooslyn Harvey finished with 25 points to win the Class 3 Boy’s award. He leaped to a silver medal in the high jump, while he won the 400M and finished second in the 200M. In the Class 1 division, Daria Coakley from the CHHS was adjudged female winner after finishing with wins in the 100M and the 200M, while her schoolmate Reynaldo Germain finished with wins in the 100M, the 200M and the

South Caicos ecstatic after trio make CARIFTA team CARIFTA bound athletes Latrell Saunders, Gregory Fulford and Katrell Pierre have made their school and by extension their island, South Caicos, very proud according to Sports Development Officer on the island Camiko Lewis. Lewis, who assisted head coach Donovan Garvey when the trio and other athletes helped Marjorie Basden High School to a third place finish last week at the Inter-High School Track and Field Championships, said that he is extremely proud of all athletes, but more so the trio who worked extremely hard under difficult circumstances. “I am very proud and excited for these boys for making the CARIFTA

team to represent Turks & Caicos Islands in the Bahamas.” Their accomplishments were great because of the field where we do our sports on, here in South Caicos. We are the only island with a field made up of dirt and rocks and to see the hard work and dedication that these kids display on the track in Provo and to watch them never giving up and just doing their best— it’s amazing to see that they were chosen. I pray that they do their best and make the community of South Caicos proud. We will be cheering them on at the CARIFTA Games.” Saunders was adjudged overall Champion Boy after amassing four wins at the Championships.

Shot Put to claim the male title. According to the official results, CHHS ended with 599.5 points, while Raymond Gardiner finished second with 506.5 points. Marjorie Basden High School copped third with 383 points. Long Bay High School placed fourth with 286 points, ahead of HJ Robinson (272), MAHS (191), BWIC (133), TCPS (111), HFA (58), ELHS (13) and INTC (8).
