‘The success of every child’ Education, youth, sports and library services budget passed BY OLIVIA ROSE A WHOPPING $35.7 million will go directly towards the continued upgrading of physical infrastructure for schools, sporting facilities and boosting the training curriculum. This comes as the 2016-2017 budget allocation for the Ministry of Education, Youth, Sports and Library Services was passed in the House of Assembly on Tuesday (March 22). The education ministry’s budget was touted under the theme, ‘The success of every child’. Finance minister Washington Misick during his budget speech noted the importance of this key sector to the human development potential of the Turks and Caicos Islands. He said: “The services it provides are crucial to the continued training of our youth and emerging professionals. “It is they who will comprise the next cadre of professionals and the custodians of our future growth and development.” This year this ministry has received 13.91 percent or $35,079,235.27 of the total budget. A further total of $15 million is to be invested through the European Union to strengthen primary education infrastructure. Akeirra Missick, Minister of Education, Youth, Sports and Library Services, during her passionate budget presentation noted that her ministry has made significant strides over the years.

She said: “The ministry started out with 11.5 percent of the budget in 2013-14. This increased to 13.3 percent in 2015-16 of $224,000,000, to 13.6 percent of over $250,000,000 million in this current fiscal year. “That is progress. This party campaigned on education and education is what we delivered.” The minister outlined the ministry’s strategic goal and some of the major accomplishments and challenges encountered. She pointed out that in 2012 the ministry faced overcrowding and the threat of gang violence at Clement Howell High School (CHHS), lack of equipment and resources, and outdated laboratories at high schools. “An escalating need for spaces at primary and secondary levels, lack of avenues to address skills

development among teachers and students, outdated equipment, lack of sports programmes and the need for upgrading of sporting facilities,” she added. Adding to the plethora of issues facing the ministry it was also noted that there was no clear talent management programmes for sports and other departments as well as outdated policies that needed to address new and emerging situations. The issues of underpaid teachers and principals, and demotivated staff were also highlighted. MAKING IMPROVEMENTS Minister Missick told the House of Assembly that during the course of the past fiscal year, many of the campuses benefited from much need physical upgrades and construction of amenities and facilities. This included the upgrading of science laboratories in all schools. She said: “This year will be no different as we continue to upgrade the physical infrastructure of our campuses. “We have allocated the following sums as part of our upgrading of school exercise. “Nine hundred and forty thousand in the first instance. This sum will begin the painting of schools as well as critical works to CHHS. “A total of $3 million is budgeted for this project over the next two years. This will ensure that all schools are brought up to the ‘state of art’ PNP standard. That is progress. “As we progress with the building works of Long Bay, phase three, it is the plan to make the CHHS just as ready as Long Bay High School. “The works here are simultaneously planned to ensure that both campuses are up to par and meet required standards for learning and development, creativity and excellence.” Turning her attention to the Eliza Simons Primary School she revealed that some $1,800,000 has been allocated to be spread over two years for the replacement of the destroyed blocks and furniture. “That school will benefit from

a new school block and improved early childhood development centre that will be fashioned on the scale of Ona Glinton’s early childhood development centre being funded through the Caribbean Development Bank. “The physical upgrading of campuses is necessary to create an environment that is conducive to teaching and learning. “It is imperative that this is accomplished if we are to see the benefits of the other strategies which are integral to education and the other areas. “We are cognisant that resources need to also be focused in other areas, allow me to outline some of these, because we must continue the progress.” As it relates to strengthening education through additional human resources, an additional teacher will be placed in zone one at Mary Robinson Primary School in Salt Cay. While an additional school warden will be placed to improve safety there at Eliza Simons Primary School. The education minister said a robust plan has been crafted to strengthen the primary school curriculum. “There is some recognition, by this PNP Government, that the system may not be meeting the needs of all children.” She said that the Government aims to have a draft national curriculum for infant one to grade two and grade three to grade six within the next few months. “The national curriculum will be rich, broad and balanced, inclusive and culturally and morally relevant.” On the high school curriculum she said: “The ministry rolled out the Caribbean Vocational Qualification programme at the commencement of the 2015-16 school year. “This is a technical certification that students will receive on completion of high school. “We will continue to refurbish the specialist rooms at each centre to enable them to fully deliver a quality

programme. “To support the CVQ initiatives we have again allocated $122,000 aimed at CVQ teacher development and the provision of critical resources. “Additionally all four secondary schools have increased allocation to provide for resources to enable further implementation. “The ministry continues to support placement for children entering the education system at the commencement of compulsory school age (four-year-olds) through the private school subsidy programme.” The ministry is also working on strengthening access to continued education through scholarships. Minister Missick told the House of Assembly that her ministry’s goal is to develop a robust scholarship programme that will adequately meet the needs of the population. She said: “Last year we distributed 83 awards for international study and 107 local scholarships and grants.” The national scholarship programme aims to equip Turks and Caicos Islanders, who meet the criteria, with skills and knowledge to contribute to the development of the Turks and Caicos Islands. “We are constantly reviewing the policy to ensure that it is relevant to our students who apply. “It is also to ensure that it addresses the needs of this country the secretariat will ensure that students are attending reputable institutions, that studies are supported in the Caribbean and United Kingdom in the first instance for full scholarships. “Your Government will support you, but you must ensure that you adhere to the requirements.” Minister Missick said the Government’s investment in technical and vocational training, its revised policies, upgraded campuses, and the provision of additional resources for schools, upgraded sporting facilities and new partnerships is testament to its commitment to changing the landscape of prospects for the nation’s youth.

First mental health facility in TCI BY JOHN TONER WORK has finally begun on the Turks and Caicos Islands’ first dedicated mental health facility. A ground breaking ceremony took place in Grand Turk on Wednesday (March 23) attended by Premier Dr Rufus Ewing as well as a host of other Government officials. The Mental Health Group Home will stand on the former hospital grounds and once completed will provide a 24 bed facility accommodating those with chronic and persistent mental illnesses that need supportive housing care. The two phase construction programme is expected to be completed within a year at an approximate cost of $700,000 and will also offer acute care services as well as areas for group therapy and recreation. Director of the Department of Mental Health and Substance Dependence, Dr Alicia Malcolm, said: “There are a number of persons in the TCI that will benefit from the future group home and this project symbolises a strong demonstration that persons with mental illnesses are not forgotten. “It says that they are valuable and that they deserve the best care that can be afforded them in their own

country. “The ministry would like to express its sincere thanks to all the persons who played a critical role in bringing the project to this point.” The start of work on the home comes several months after urgent questions were put to the Governor from attorney Courtenay Barnett regarding the state of provisions in the criminal justice system for people suffering from mental health problems. In a letter dated September 25, 2015, Barnett asked the Governor: “Can His Excellency the Governor by way of an Executive Order approve the imprisonment of the mentally ill in Her Majesty’s Prison when certain mentally ill persons had committed no offence? “Since the European Convention on Human Rights applies to the TCI and we are therefore required to uphold those principles - how then does the Governor square, or distinguish as not being official approval of double-standards, when His Excellency’s Executive Order to imprison the mentally ill as not being a violation of the convention? “I have researched and found 25 cases from the court in Europe confirming that this practice is unlawful. “It also is necessary under the convention to provide humane

medical care for inmates and this requirement extends to proper professional medical treatment for the mentally ill if they happen to be imprisoned. “But, on what lawful basis does the Governor designate, in effect,

TCI’s top prosecutor is under investigation by the Integrity Commission. The Office of the Director of Public Prosecutions (DPP) has admitted that an investigation is ongoing but the man in charge, John Masters, has said it is due to his shake up of “unbelievable” bad practice at the department. Masters, appointed in April last year, says that given his changes

to “entrenched” unsatisfactory behaviours at the Office of the DPP it is “no surprise” this investigation by the Integrity Commission has surfaced. He said: “I start by simply stating that whilst I know that there is an investigation taking place with the Integrity Commission I do not know any details. “I have not been contacted by the Integrity Commission but I believe that members of the Office of the DPP have been spoken to.

“I add at this time it was with my full encouragement that they cooperate with the Integrity Commission whatever their investigation is about. “I take this opportunity to say that it comes as no surprise that such a complaint has been made because I have made a lot of changes to unsatisfactory practices that have become entrenched in the Office of the DPP (ODPP). “There has been a culture of internal bullying and self-interest

by a few members of staff and I emphasise, only a few members of staff. “The bulk of the staff, both administrative and lawyers, is professional. I am proud and feel privileged to be working with them. “Some of the matters that I have been forced to address are frankly unbelievable for an institution that should attract the respect and CONTINUED 

THE GOVERNMENT is failing to address reports of prostitution in the Turks and Caicos Islands, according to People’s Democratic Movement leader Sharlene Cartwright Robinson. What are your thoughts?

We must act

The Government has every single operative in place not to control but to encourage, and they very well know it. Every time a bar licence is approved those girls are brought in. That’s being complicit and understandingly approving the illicit activities. But the sad part about it is that all over the vehicle of prostitution is owned by members of Government, or friends of members of Government, or friends of the Opposition, or friends of the approver of the licences or friends of the church pastors. Let us be real, if we want to stop prostitution we must want to and to want to do something. We must act and to act will hurt businesses. We are back to where we started, pretending and pandering. Check and see who owns the bars and then talk! An empty drum making a lot of meaningless noise.

Men have a hunger

There is nothing the PDM can do about prostitution. The age old profession. Most of the women engaging in this behaviour do it by choice. They go back and forth from the TCI to their countries. Many of them are in the country legally.

They use their own private or rental residences. No one can invade their privacy. If there is a problem with sexual slave trade, then that’s another issue which needs to be addressed. This is how they chose to deal with improving their economic situation because of the poverty in their countries. They have jobs but they see a need for quick money and our men are immature and are not monogamous, they have a hunger and need to be with more than one woman. These women send their money to their homes to take care of their families. Many of them have built their homes in their countries and improved their economic situation. There is very little that the PDM can do about it because there is no limelight street in TCI or streets or areas that prostitutes hang out and can be arrested.

Honest and humane

Get real - since Biblical times it has been around. The Muslims pretend it is anti-religion and their richest go to Europe to buy a piece of you know what, or even many pieces since they can afford. The Europeans, say in Holland, legalise and regulate it.

The religious in the Caribbean, pretend that maybe the parsons don’t get their nose and other parts in it from time to time. Let us get real, grow up, all of us, and start an absolutely honest debate about this important issue, including the healthcare concerns and the related legislative and/ or potential necessary intelligent legislative aspects to change in a truly progressive, honest and humane direction.

Widespread

This problem is caused by Dominican woman who are here on work permits. How did they pass the immigration regulations and labour laws? This was very widespread during the Misick administration and never went down to previous limits. The current administration under minister Gardiner is turning a blind eye to the problem because the Ewing administration is frightened at the prospect of Cuba opening up to our US tourists. Girls for hire are readily available in Havana.

Ignored

We find it a serious threat to our Christian heritage. Politicians of recent years attend church then ignore and encourage this serious social problem. Our medical doctor premier was reported to open our doors to HIV patients. Now we are on the verge of an epidemic of sexually transmitted diseases.

Tension relief

too many of them are complicit in these sex trade operations! Is anyone naïve enough to think that there could not be an effective crackdown on the work permits (temporary or otherwise) that are being issued to these young women if the political will were there? That it does not happen is testimony to the number of Government officials being paid off, in cash or services, by the operators of these illegal businesses. Where are the inspections by the Business Licensing Branch that could identify likely offenders for follow up by the police or immigration departments? Since most of these sex trade operations are plied from restaurants and bars, where are the public health inspections that could also highlight locations of interest? As long as those in a position to crack down on these operations are offered cash, drinks and ‘tension relief’ to look the other way, these operations will continue to flourish, the women will continue to be victimised, and the blot on the reputation of the Turks and Caicos Islands will continue to grow!

Police warn about business email fraud THE ROYAL Turks and Caicos Islands Police Force (RTCIPF) is warning business owners to be on their guard after a spate of new email based crimes. Financial crime investigators from the RTCIPF say that a new trend of hacking has emerged involving emailed invoices and that several victims have lost substantial amounts of money. The new-age fraud falls into two different methods, officers say. The first involves the

fraudster posing as a vendor familiar to the victim’s company and sending a bill via email with different payment instructions that the company pays in good faith due to their familiarity with the vendor. This kind of fraud is often not noticed until the receipt of a late payment invoice from the real vendor and “puts the money right into the pockets of the hacker” according to the RTCIPF. The second method involves

the hacker posing as the CEO of a company and emailing the accounting department to request a wire transfer with new account information for a new or current vendor. This is done by setting up a forwarding system to receive all emails sent to the CEO of the victim’s company. Once the hacker is comfortable with the email exchanges within the company they strike by sending an email from the CEO’s email

account, or a similar bogus email account, with the request. Cops have issued four main pieces of advice to help people avoid falling victim to this sort of crime: Verify a change in payment with the vendor over the phone with a previously established phone number (not one that was provided in the email). Keep a hard copy of vendor contacts who are authorised to approve changes in payments.

Use a dual-approval system for any wire transfer requests that meet specified requirements. Send a PIN number via text or require verbal communication before submitting payment. The RTCIPF is urging anyone with information or who may have noticed suspicious activities in their company to call Crime Stoppers on 1-8008477 or use the Crime Stoppers online reporting page at www. crimestoppers.tc.

Renewable energy high on Government’s agenda

A LEGISLATIVE and regulatory reform is slated for the energy sector as the Government pushes to promote renewable energy in the Turks and Caicos Islands. This was revealed by Amanda Misick, Minister of Infrastructure, Housing and Planning, during her budget presentation on Monday (March 21) in the House of Assembly. The budget for the Ministry of Infrastructure, Housing and Planning is set at about $27 million with an operating budget of $16 million and a capital budget of $11 million. Misick in revealing plans for her ministry told the House that electricity plays a fundamental role in every economy, and efforts must be made to ensure that it receives the necessary attention to transform the legislative and regulatory framework governing the sector. The reform is scheduled to be completed in the second quarter of 2016, enabling fundamental changes that lead to the promotion and increased uptake of renewable energy and energy efficiency measures. These changes are also expected to effect the implementation of service level and quality of standards, the reform of the power cost adjustment mechanism, review of the utility profitability margins

and the establishment medium and long term sustainable energy plans. She said: “The reform will ensure customers with solar and wind generating facilities can connect to the electricity grid, provided they satisfy the necessary technical requirements.” Misick outlined other goals and objectives to improve the efficiency of the energy sector. These include improving the legislative and regulatory oversight structure for the water and sewerage sector, completing qualitative risk assessment of the petroleum sector and putting measures in place to improve regulatory oversight and management for improved safety. Plans are also in the pipeline to intensify programmes aimed at evaluating, auditing and retrofitting Government buildings to reduce energy usage and costs. She said: “Seeing the completion of the energy audit and evaluation of Hon NJS Francis building; some measures will be implemented in the 2016-2017 year to realise energy savings and cost reduction, with more robust measures to be implemented over time.” The housing and planning minister noted that works that will lead to the much needed transformation of the energy sector to ensure a modernised framework that takes advantage of the positive trends of

confidence of the community. “It has undoubtedly become apparent to those opposing change that it is going to happen unless I can somehow be undermined or made scared of reprisals unless I back down. “But let me tell you, I do not react to threats. “The bottom line is that I will not tolerate this type of conduct or environment and I will not react to bullying. “No-one in the ODPP has a rite of passage, advancement will be on merit and tasks assigned on a needs and capabilities basis. I expect all staff to come into work on time and to work and most do. “We all hear of the cases where if a person offends the wrong person that they get an unannounced visit from immigration who are compelled to investigate the legitimacy of their entitlement to be in the TCI.

“This sends a clear message from the complainant not to cross them: well this type of bullying won’t work with me. “The offenders know that the writing is on the wall and I will not facilitate any diversionary tactic. This is one of the reasons that the DPP is extended constitutional independence.” The complaints came to light after an investigation by The Sun newspaper and Masters thanks them for reaching out to him for comment in his statement. The prosecutor, who has 27 years experience in both the Cayman Islands and Australia, said when he took on the role that he wanted to make TCI public prosecution “world class” and Masters says he remains dedicated to that aim despite these proceedings. The director of the Integrity Commission, Eugene Otuonye QC, said: “Regrettably I am unable to comment on this matter at this time.”

renewable energy, energy efficiency and improved standards have begun. She said: “The sector has also commenced the risk assessment of the petroleum sector to improve regulatory oversight going forward. “Staff from the Energy and Utilities Department will continue to participate in various renewable energy and regulatory forums and workshops across the region and will be instrumental in contributing to the design of an energy roadmap for overseas countries and territories.” Also for the 2016-2017 year there are several initiatives proposed for the water and sewerage sector. As the United Nations General Assembly Resolution 64/292, recognises the human rights to

safe and clean drinking water and sanitation the ministry has undertaken work to review and upgrade the water and sewerage policy and regulatory structure of the water and sewerage sector. This initiative will ensure increased synchronisation of activities of the various monitoring and oversight departments but will also ensure the allocation of dedicated resources to improve effective monitoring and enforcement, thereby ensuring that water and sewerage operators comply with minimum established standards. The work will also result in the strengthening of the legislative authority of the Grand Turk water operations.

‘Budget a travesty of political justice’ - PDA BY OLIVIA ROSE LEADER of the Progressive Democratic Alliance (PDA) Oswald Skippings said the 2016/2017 parliamentary budget debate is a travesty of political justice to the people of the Turks and Caicos Islands. Skipping’s remarks come on the heels of the recently concluded 2016/2017 national budget which has been dubbed historic since some members of the Opposition party did not make any contribution to the imperative debate while two Government ministers failed to present their budgetary report. In a release Skipping’s said: “The Turks and Caicos people waited in vain and in disappointment as they listened to the budget session in the House of Assembly these past few days with the expectation of hearing what is supposed to be the peoples’ Opposition, expose a padded, defective and deceptive election budget presented by the defunct PNP administration, that has failed miserably at governance for the past three years plus.” The PDA leader said that the electorate was left in awe and disbelief when members of the PDM Opposition did not respond to what was the most important budget address since becoming members of the House of Assembly, and more so the last budget before the upcoming general election. He said: “After the Opposition members having the budget in their

possession for more than a week, a total of five PDM members, including four of their shadow ministers, and most important including the shadow minister of finance, made absolutely no contribution to the budget debate; the budget was subsequently passed without their participation in the

debate. “Some members from the Government side also did not make any contribution to such an important parliamentary debate and it is clearly a travesty of political justice that such important affairs of the people of this country are treated as unimportant and trivial by both the Government and Opposition. “That is why the masses of this country are looking forward in anticipation to the upcoming general election when a real, experienced, caring, and competent, Progressive Democratic Alliance government may be elected by the people, for the people and of the people to deliver our country and people.” The $256 million budget was passed at 3am on March 22, and is up from $224 million passed in the 2015 fiscal year.

More transparency and accountability from statutory bodies – Phillips BY OLIVIA ROSE THE TRANSPARENCY and accountability of statutory bodies has been called into question by the Governor’s appointed member John Phillips, who said some statutory bodies are operating as a law unto themselves. As the 2016-2017 budget debate intensified in the House of Assembly on Monday (March 21), Governor’s appointed member John Phillips during his budget presentation noted that statutory bodies have a stringent responsibility to be accountable to the Turks and Caicos Islands’ people. He said: “Some statutory bodies are spending a great deal of money on themselves whilst there are others who need the money. “For example the Complaints Commission, they don’t even have enough money in the budget to spend the time they need to spend in Providenciales where most of the complaints are received.” Phillips highlighted the trend of unaccounted expenses, the lack of proper budget reporting and extravagant salaries by some of the authorities. He further noted that he was very disappointed with the budgetary reports emanating from the Telecommunications Commission. “They estimated last year on a strange basis but this year we have figures that are quite amazing. “The year 2015-2016, there was zero contributions to Treasury and yet they had a forecast outturn of over $800,000 and in that $800,000 there was an additional amount overspent in the sum of $260,000 under the heading miscellaneous.

“When asked, they indicated that this was spent as part of celebrations for their 10th anniversary as a commission and included a conference.” Phillips pointed out that this wanton spending by some statutory bodies is quickly becoming a noteworthy trend, one that should be nipped in the bud. He said: “This is the people’s money and we put our hammer down on Government departments and the minister of finance who keeps control of what’s spent in Government departments. “We trust statutory bodies to do right and it’s not happening, they cannot be a law entirely unto themselves, they cannot set their own pay scales way above everything else. “They cannot go and spend $200,000 just because they feel like it, they’re spending the people’s money and they shouldn’t be allowed to, we have to look at it.” Turning his attention to the Financial Services Commission (FSC), Phillips said: “Last year I drew attention to the House that whilst our budget predicts almost $3 million of income from FSC, the FSC’s budget indicates that they intend to pay us $615,000. “Now we should be able to rely on such bodies to make a reasonable estimate, a close estimate of their income and expenditure, and to actually give us something that makes sense.” The Governor’s appointed member zeroed in to the Airports Authority and the Ports Authority noting that both bodies have failed to submit plans for the 2016-2017 fiscal year.

Illegal Haitian boat intercepted with 54 on board A RICKETY wooden boat with more than 50 Haitians on board was intercepted by marine cops this week. The illegal sloop was detected at 9pm on Saturday, March 19, two miles off the coast of Providenciales by the Coastal Radar Station and intercepted by the Royal Turks and Caicos Islands Police Force Marine Branch. The blue and red 27 foot boat with an outboard Yamaha 40 horse power engine was then escorted to

South Dock port. Border control, government and non-government agencies were on hand to help process the individuals made up of 14 women, 38 men and two boys. All 54 individuals were later taken to the detention centre for further processing and detention. Over the next few days all of the people on board the boat will be repatriated to Haiti. Officers searched the vehicle but no illegal items were found.

Kind cop turns boy’s life around A BENEVOLENT police officer with a big heart turned the life of one young man around when he adopted him after an arrest for burglary. In 2007 Sergeant Wilson Grant was called to a break-in at a home in the Bight, Providenciales, were a young man had been found hiding in a closet with food and a bottle of coins in a bag. The complainant demanded prosecution and so the police officer had no choice but to go through the necessary procedures. However, when the matter reached court, Sergeant Grant stood next before the magistrate and social welfare officer and pleaded with them to let him take responsibility of the boy who was “troubled and needed assistance”. The court granted his request and he says “without any consultation with my wife, I took him to my home.

“I went home and told my wife, ‘Ingrid, this our son and he will be living with us until he can support himself’’ and without hesitation she accepted him.” The boy, who was 15-years-old at the time the Grants took him in, had been born on Grand Turk and was living in Providenciales in a makeshift one bedroom shack after the death of his mother and the absence of his father. In 2011 the lad was officially adopted by the Grants and was sent to Clement Howell High School where he achieved five CXC passes and studied technical drawing at the TCI Community College. Now 23, John Chalky Grant said: “I struggled throughout my primary and secondary school years, I would steal and sell drugs to make money to get food to eat throughout the day. “Those who I sold drugs for only encouraged me to it and I thought it

was okay because it helped me to feed myself, but that very day the law caught up with my bad decisions. “It was a day that changed my life forever, but if it weren’t for the police officer who is now my father, I probably would have already gone to prison and lost in doing illegal things. “Today, I am a better man; I thank my mother Ingrid Grant for accepting me into her home and my brother Malique and sisters Malieka and Atiah, who adores me and love me just as much I love them. “I always thought the police were heartless and were in my way when I wanted to do wrong things at the time. “Those thoughts have changed, and there are compassionate and loving police officers out there and my dad Winston Grant is a prime example.” The 23-year-old graduated from Clement Howell High School and

Gunman jailed Lengthy probation for three years sentence for young burglar AN ARMED gunman has been locked up for three years. Lavern Smith, of the Bight, Providenciales, was seen acting suspiciously by the Royal Turks and Caicos Islands Police Force while out on routine patrol in October of last year. Officers from the tactical unit approached the 23-year-old, who was wanted in relation to another matter, and he began to run. He was apprehended behind a nearby building and officers searched his backpack. Inside they found one black Hi-Point 40 calibre pistol, nine

rounds of 9mm ammunition, two rounds of 22mm ammunition, one black holster, two face masks, a black and white glove and a pair of scissors. When asked if he had a licence for firearms he said no and was arrested and later charged. On Wednesday, March 9, Smith pleaded guilty to carrying a firearm and three counts of carrying ammunition and on Monday (March 21) he was sentenced to three years in prison to be followed by two years and six months’ probation upon release.

Man being held over firearms incident A 24-year-old man is in police custody following an incident in which a gun was fired. The Royal Turks and Caicos Islands Police Force were called to reports of gun shots in the vicinity of the Gustarvus Lightbourne Sports Complex in Downtown Providenciales on Saturday (March 19). The man in custody is now assisting officers with their

investigations and has not been charged. There was a number of people present at the time of the incident who police believe can help them with their inquiries. A TEENAGE thief has avoided jail after admitting theft, attempted burglary and burglary offences. Brian Blenman, 18, from Grand Turk, stole a beach bag on Bajari Beach, Grand Turk, on Wednesday, January 16. The bag contained a black Canon camera, one blue Nike sports watch, one black iPhone, cash, a US driver’s licence and a ship card. After an investigation Blenman was arrested and charged with theft, he was taken to court and pleaded guilty but was bailed while awaiting sentence. While out on bail Blenman

committed further offences and was arrested and charged with burglary and attempted burglary. On Friday, February 26, at 11am a neighbour saw the teenager trying to gain entry to a house on Frith Street, Grand Turk. When officers attended the scene they found a window screen had been removed but the suspect had fled. However, shortly afterwards cops were able to apprehend Blenman as he matched the description given by the neighbour and was wearing the exact clothing described. When he was searched a backpack belonging to Blenman was found to

contain a blue and green Samsung Tab 3. On the same day a woman had reported a Samsung Tab 3 of the same description had been stolen while she was away from her home in South Back Salina along with $900 in cash. Blenman was charged and cautioned for burglary. He pleaded guilty to theft, attempted burglary and burglary and was sentenced to 12 months of probation for the theft and 18 months of probation for the burglary offences to run consecutively totalling 30 months.

Cop injured in gun incident discharged same day BY DAISY HANDFIELD AN OFFICER from the Royal Turks and Caicos Islands Police Force (RTCIPF) who was injured during a firearm incident last week was discharged from Cheshire Hall Medical Centre in Providenciales the same day of the incident. The incident took place in Kew Town, Providenciales, at 1.22am on Thursday, March 17. Takara Bain, public relations and marketing manager for the hospital, confirmed that the officer was

discharged shortly after 9am that same morning. Bain could not confirm exactly on which part of his body the officer was injured but said that the injuries were not as severe as spectators claimed. Kevin Clarke, press officer for the RTCIPF, said that he had no updates on the incident. However, he did provide precautionary advice for everyone in the TCI. Clarke said that he always recommended for individuals to

notify someone of where they are going, who they are going with and what time they are expected back, as a measure of safety. The press officer said that it is advised that when people visit any shops or establishments, to try and park near a light. It is not recommended to park in an area where heavy or big vehicles could block the vehicle or in any bushy areas. He concluded that everyone should be mindful of their surroundings.

South Caicos Airport expansion meets delays THE EXPANSION of South Caicos Airport (XSC) is running behind schedule, according to airport bosses. The three phase process will see a tower, airside works and a terminal facility constructed at the site. However works on the control tower are “progressing a bit slower than anticipated” and other scheduled work is yet to begin. The Turks and Caicos Islands Airports Authority (TCIAA) issued a press release on Wednesday (March 23) with details of the airport’s progress. It read: “The TCIAA cautions the expectations of the public, that the experience conducting business in South Caicos is very challenging and costly. “The TCIAA intends to move swiftly and we are doing our best to better the passengers and people of South Caicos.”

Commenting on phase one it said: “Contractors are working hard to have this phase completed within the next three months contingent upon the resources and materials that can be accessed in South Caicos.” The second phase of the project, the construction of airside works, has been successfully tendered and has been awarded to Hertzog TCI. Airside works includes the resurface and extension of the apron, resurface and extension of the taxiway, a new lighting system, as well as new perimeter fencing. These were all due to begin in February. “The re-engineering exercise has however delayed works as we attempt to get better value for money to be spent as this phase exceeds its projected budget,” the release read. Work on this phase is now slated to begin towards the end of March

while prerequisite work has already been completed. Phase three will consist of the design build of the terminal building and fire hall. This phase remains out to tender with a closing date of mid-March. Once closed the process of assessment and selection will begin immediately and the TCIAA plans to share conceptual drawings from the short listed applicants. The TCIAA was designated to oversee the expansion of South Caicos Airport. “The Airports Authority has taken steps towards restoring full flight operations to this facility as soon as is practical, despite the challenges being faced on island. “Some of the challenges have been a limited access to resources as well as the limited continuous supply of materials.”

Arrogance in politics: Is it healthy? MOST persons would respond to this question with a strong ‘no’. But there are others who see arrogance as a strategy to command respect, get attention and to fake being right on any issue. In politics arrogance as a practice is taken up by Raulston Nembhard, a commentator for the Jamaica Observer. He traces arrogance to the way political governance operated since independence, represented in the idea of a Messianic, or deliverer complex found in the political psychology of power. For him the nature of the constitution aids arrogance by vesting power in the ruling party and its leader, the latter seeing himself or herself as not answerable to anyone, and is able to call elections and distribute benefits at will. To me this Messianic or deliverance complex is shown in the peculiar behaviour of politicians who feel their mission is to rescue people from their hopelessness and that they have the power to do so. They think they have unquestioned knowledge of what is appropriate and persons should be grateful to them for solving their issues. The power fostered by this attitude feeds political arrogance.

I would go further in saying that not only does a constitution provide the soil that breeds arrogance but it is also used to justify the arrogant behaviour of leaders in power because of the functions it allocates to them. The leaders of government can appoint ministers, dismiss them and negotiate on behalf of their countries. This kind of power creates a psychology of being untouchable since people fear the consequences of challenging the leader. And this power promotes arrogance reflected in an unfriendly personality and in appearing to be unapproachable. There is also an authoritarian tone to the person’s voice designed to project no nonsense and to scare others which is not healthy. Arrogance therefore breeds an unhealthy situation for the ruling party’s leaders and the people. It creates a sense of anxiety and fear among the electorate, impacts

productivity negatively, causes tension and uncertainty in leaders and followers, and results in splits within the ruling parties and between their supporters. Arrogance in politics happens because of leadership and team incompetence. They do not know what to do, will not accept advice and when there are complaints, blame others. There is no self-reflection that would reveal a lack of accountability, sensitivity and good judgment by the political class. And the use of humility, motivation and encouragement as strategies is absent, contributing further to the political system being unhealthy. The ultimate cure for arrogance is the type of leadership that listens, is open-minded and respectful of all parties. But this comes from self-respect and selfknowledge.

Former Caribbean statesman to speak at company meeting POWER company FortisTCI is gearing up for its fourth plenary session to be held in Providenciales at the end of this month. The event on Wednesday, March 30, will be held under the theme, ‘Caribbean opportunities and threats in the information age’. Headlining this year’s session at Beaches Resort and Spa Turks and Caicos is Owen Arthur, former prime minister of Barbados. The session is one of the company’s primary annual community events and precedes the FortisTCI internal strategic planning meetings. The purpose is to provide a platform in which all stakeholders can discuss and engage in a politically neutral environment, current global, regional and local matters affecting the country and the economy. The keynote address from the Owen Arthur will highlight global and regional economic development. Other guest speakers will include Melissa Marchand, Caribbean strategy director for Global News Matters, presenting on ‘The digital

age’, and economist Professor Gilbert Morris, who will address the audience on ‘Caribbean prosperity in a technologicallydriven world’. This year’s plenary will also feature a panel discussion led by the Reverend Father Bernard Been. Guest panellists will include Oswald Simons, deputy chairman of the Financial Services Commission, and Larry Lawrence, country manager at FirstCaribbean International Bank. The panel will engage on topics relating to education, finance and the opening of Cuba’s tourism industry. Family robbed in Blue Hills at gunpoint A TERRIFIED family have been robbed by a gang of masked armed gunman. The victims were walking across the street from Conch Shack in Blue Hills, Providenciales, to their parked vehicle at 10.35pm on Wednesday (March 23) when the mob struck. Three men wearing face masks, dressed in dark clothing and brandishing guns demanded everything the stunned family had. Before making a getaway from

the popular eatery the suspects took a white Michael Kors designer hand bag with an undisclosed amount of cash, credit cards and an iPhone 6 inside. One of the men is described as 5ft 10ins with dreadlocks. Quarter of a million allocated for college training BY OLIVIA ROSE THE TURKS and Caicos Islands Community College (TCICC) has been allocated some $250,000 to continue its work towards the expansion of technical and vocational subject areas. This sum will ensure that the college develops suitable labs for all of the technical areas at the existing sites that are industry compatible. This was announced by the minister of education Akeirra Missick during her 2016-2017 budget address in the House of Assembly on Monday (March 21). She said: “Over the years we have seen an increase in the number of students requesting assistance to study A levels abroad. “This must mean that there is a need or gap to be filled, we will fill that gap at our own community college and ensure that we have robust programmes for our people to utilise.” The minister remarked that the college will continue to expand its programme offerings to ensure education and professional development of the people of the Turks and Caicos Islands. Preparations have progressed

to offer Caribbean Vocational Qualifications at levels three and four; this will ensure that all tradesmen can become certified and that new avenues for skill development will be opened. She revealed that talks for developing partnerships with the Bahamas Technical Vocational Institute for development of key skills areas have already commenced. The education minister noted that the college serves as a ‘bridge to university’ and will be afforded to all students meeting the entry requirement. Missick said: “This means free education at the TCICC for Turks

and Caicos Islanders. “Students must and will have to apply to the college; once accepted they will be given a full scholarship to study at the Turks and Caicos Community College.” “This progress will continue for years to come and this PNP Government believes in educating its people, but further knows that this institution will grow and offer innovative programmes that students would look forward to studying and developing.” She urged students to use the post-secondary two years to qualify themselves for university or work. “We are progressing to take over

Barbados and be the most educated population in the region.” The Bridge to University Programme is aimed at affording all high school graduates the opportunity to study at the community college or pursue advanced levels or other postsecondary pre-university courses. The plan is to strengthen skills and knowledge, to enable a more educated workforce and strengthen the foundation of graduates for the workplace and readiness for university. The minister said: “The introduction of CAPE/Advanced Levels at TCICC, as the Bridge to University Programme is

implemented; we have asked the college to begin preparations for the introduction of CAPE (Caribbean Advanced Proficiency Examination) and Advanced level studies. “This programme will allow students another pathway to tertiary level education. In some instances will improve their chances for acceptance to top regional and UK universities. “A recent visit by my team at TCICC to technical schools in Trinidad and Tobago resulted in solidifying partnerships with other technical associations but also helped steer us as to how we should develop the existing technical areas to make our students more ready for the workplace or the creation of their own businesses.” In an effort to better inform the public the ministry hired a public relations officer and is now looking to develop talk shows and work with schools to share programme offerings. Efforts are also being made to raise and promote the college as a first choice for post-secondary education, develop fund raising initiatives and gather the relevant information to ensure that the expansion of programmes meet the needs of the populace.

National development through a revolution National development refers to the ability of a nation to improve the lives of its citizens. It entails measures of improvement which may be material, such as an increase in the gross domestic product, or social, such as literacy rates and availability of healthcare. In other words, national development is supposed to level the employment playing field, stimulate economic growth and create leaders in positions needed to maintain society. For many countries since the fall of colonialism and widespread imperialism, national development was achieved through an evolution of initiatives and implemented policies; brought into existence by civic leaders who saw the need to empower the people they were responsible to lead. However, the history of colonialism has demonstrated that many colonists and conquered countries suffered

through many years of neglect, underdevelopment and frustration with their colonial power failure to address their respective countries desire and need for national development. What did these countries do? Did they wait for the colonial power to deliver national development? The answer is no. Instead they went after their national development through revolution. The United States founding fathers had reached a boiling point with Great Britain over the neglect of their colony, heavy taxation without representation, little to no investment in education and economic infrastructure and no realistic promise of change. They decided that change was needed and it was needed right away, so they began a revolution and embarked on a journey towards national development to likes of which the world has never seen. No nation before or since the US has symbolised the elements of a successful national development

plan like the United States. Let us consider another country. Regardless of what you may think about Fidel Castro and the ideology of communism, you cannot ignore the significance of the second Cuban Revolution he led in 1959. While Jose Marti might have led Cuba first revolution against Spanish colonialism in 1895, and propelled Cuba into nationhood; Fidel Castro was needed to lead another revolution against post-colonial corruption, neglect and mal-administration by Batista and the control of Cuba’s economy by the United States. Adding fuel to Castro’s revolution was that while Cuba was politically an independent state; it was the economic colony of the United States. Additionally the Cuban President, Fulgencio Batista’s second term was defined by the misuse of government funds to buy support for his government, unprecedented illiteracy, and a sharp decline in the international price of sugar leading to a decline of the national income by 18 per cent

between 1952 and 1953. Small farmers who depended on the sale of their sugar were the hardest hit by the declining sugar prices. Under-employment and unemployment were everywhere. Strikes became more and more extensive, and poverty was on the rise. Faced with discontent and opposition, Batista’s government became more repressive. What did Fidel Castro and 12 Cuban patriots decide to do? They staged a revolution and took the steps they thought necessary to give Cubans the opportunity to go to school, pursue careers, become farmers, run businesses and implemented several initiatives focus on national development. It is imperative that we look at another type of national development through revolution. A revolution does not have to include war or bloodshed but it must include a change taking place. A revolution must have a seismic

shift in what was happening to a shift to what needs to happen. In 1967, the Bahamians staged a similar revolution in national development when after 200 years of white imperialism in their country, the black Bahamians achieved ‘majority rule’ by forming a black government. Immediately after this revolution, the government began an unprecedented campaign of national development initiatives which took the Bahamas from a colony to a nation. What do these stories in history say to us as a nation? It says that when national development does not come through evolution, the people must achieve it through revolution. PNP budget fails to support tourism industry, says Astwood BY OLIVIA ROSE SEAN Astwood, Shadow Minister for Tourism Investment, and Trade, said that the recently passed budget fails to support the tourism industry. Astwood in a release said the tourism industry is the country’s number one revenue generator and many residents are directly or indirectly working in tourism and dependent on its growth. He expressed disappointment with the Government’s apparent complacency with the Turks and Caicos Islands’ tourism product. He said: “The Government continues to reinvest as little as possible into growing the tourism industry. “Our Islands have been blessed with sand, sun, and sea, however we are not the only country that possesses these attributes and we do have competitors vying for the same tourist dollars.” He cited a report that was prepared by Klynveld Peat Marwick Goerdeler (KPMG) titled National Tourism Policy and Strategic Implementation Plan for the Turks and Caicos Islands. Astwood noted that the report which was also commissioned by the Government included a lot of useful information, which should have encouraged the Government to take the tourism industry more seriously. The report pointed out that tourism is an enormous global industry accounting for nine percent of global GDP in 2013 and one out of every 11 jobs worldwide. He said: “According to the World Travel and Tourism Council (WTTC) there is no region in the world more dependent on tourism than the Caribbean.” Astwood said: “Had TCI been included in the WTTC report it would have ranked third out of a total of 185 countries in terms of tourism’s direct contribution to GDP, behind only the Maldives and Macau. “Tourism dominates TCI’s economy and is likely to do so for the foreseeable future.” He said: “Our tourists are looking for an authentic experience and locally made products.

“It has to be recognised that TCI’s success to date has been achieved in something of a vacuum currently there is no national development plan, tourism market development strategy or tourism marketing plan. “The report goes on to say that ‘It therefore follows that whatever can be done to support TCI’s tourism industry must be done.’” Astwood said it is obvious based on the Government’s budget that either the Government has not read KPMG’s report or has rejected its findings. “Being that this report cost the taxpayers over $200,000, one would hope that the report would have been taken seriously. “The successes we have had in our tourism industry currently is a direct result of God’s blessings of natural beauty on our Islands, an aggressive Turks and Caicos Hotel and Tourism Association, and the efforts of the hard working employees of the Turks and Caicos Islands Tourist Board, who continue to do their best with the little resources allocated to them.” He noted that this upcoming fiscal year the Government budgeted $3.3 million, compared to $3 million last financial year.

Astwood said a mere $300,000 increase is not a serious investment in the tourism industry. In outlining the PDM’s strategy for the tourism sector he noted that a PDM government would significantly increase the budgeted amount to allow for a national development plan along with a tourism marketing strategy. Some of the components of this plan include developing a tourism product or further enhancing the tourism product on each of the inhabited islands and showcasing each island’s unique features without compromising the natural beauty or uniqueness of that island. The plan would also include funding a hospitality training school which would help people already working in the industry and those interested to gain the requisite knowledge and skills. Providing real financial support to local vendors wanting to produce and market authentic local products. Funding for a proper clean-up programme which would see people being hired to keep all inhabited islands clean from 6am. And enforcing litter laws while adopting a zero tolerance for litter bugs.

TAKARA Bain, public relations and marketing manager for the Turks and Caicos Islands Hospital, has announced that she will be resigning from her post next month. The resignation will become effective as of April 22. In an email sent out by Bain on Thursday (March 17) she said that it was with a heavy heart that she wrote to inform media officials of her resignation. She said: “I have thoroughly enjoyed my tenure here at the Turks and Caicos Islands Hospital, and my decision to resign was a difficult choice after careful consideration of several factors. “Ultimately, I decided to accept a new position with new challenges and adventures, which I think would be most beneficial to my career goals and objectives.” Bain will begin her new role on May 2 and she said that an announcement on that will follow from that organisation. Bain sent out a further statement which read: “On any one day, hundreds of people access our services receive the very best care from a variety of people – from doctors and nurses, to physio-therapists and technicians, attendants, administrators, managers and I am proud to have been a part of such an amazing team. “I want to express sincere thanks and appreciation to InterHealth Canada Limited board of directors, and the senior management team at the TCI Hospital who always believed in me.” TCI Hospital’s chief executive officer Daniel Carriere acknowledged the two years of commitment to InterHealth Canada that was provided by Bain. He said: “When Takara Bain arrived in the health system in early 2014, she had no knowledge of the

sector. “She will leave us having built up a remarkable amount of knowledge and has been a guiding force and support to hundreds of people during that time. “I know that whatever she does now, she will do it with the same passion and loyalty as she did while at the TCI Hospital. “She will be missed and the entire InterHealthCanada family wishes her all the best in the future.” Prior to joining the InterHealth Canada and TCI Hospital team, Takara Bain served as a broadcast journalist and television anchor woman at WIV Channel 4 News for four years. Additionally, she was previously junior manager at Parrot Cay Resort and Spa where she worked closely with hotel managers, taking on a wide range of responsibilities, covering everything from front office and reservations to customer service. Bain has a Baccalaureate Degree in radio, television and internet media from Lynn University in Boca Raton, Florida.

Phone company releases updated app DIGICEL announced the release of the latest version of its ‘My Digicel’ app for Android smartphones this week. The interactive and userfriendly tool allows customers to manage their overall mobile experience. The newly updated app boasts a whole host of new features including data and credit balance widget on the smartphone home screen, a simple to follow graphic display of customers’ usage, plan filtering and the ability to activate, deactivate and upgrade data plans. In addition, the app is free to use as not a single MB of a customers’ data allowance is used to access the information and

New computers to boost ICT learning in schools BY OLIVIA ROSE ALL schools across the Turks and Caicos Islands will be furnished with 30 new computers each this year. This was announced by the minister of education Akeirra Missick during her 2016-2017 budget presentation in the House of Assembly recently. This new upgrade to schools forms part of the ministry’s information communication technology (ICT) drive to boost learning through the use of technology in all schools. Missick said: “We have made significant allocation for the upgrade of ICT within all schools. “This project along with the implementation of the education information management system, which is due for implementation this year, will improve the management

of information for schools, and increase parental involvement and records related to our scholarship programme.” She told the House of Assembly that in addition to this, the ministry purchased and installed interactive whiteboards called smart boards in 12 of the country’s 14 public schools. “The use of smart boards in schools will transform the teaching and learning experience. Our students are excited about this roll out.” As part of the comprehensive technology project teachers will also have access to a range of technological tools, software and the required training, aimed at improving hands on collaboration and creating the ideal learning environment. Through the use of the smart

boards teachers will cater to the needs of each learner and their learning styles. She said “Each of our five public schools and the TCI Community College campuses have been outfitted with a smart classroom courtesy of an agreement with Digicel and the Telecommunications Licensing Authority.” This saw three teachers from each school being trained to use the technology and they will in turn serve as lead trainers for the other staff members at their respective schools. Several other training initiatives were conducted for computer teachers from all schools. Minister Missick said: “Training our teachers to lead the way with technology in the class room, that is progress.”

Pupils treated to a day of fun BY DAISY HANDFIELD SIXTY students from three Government primary schools in Providenciales participated in an afternoon of fun and entertainment at the Club Med resort in Grace Bay, Providenciales, earlier this week. This initiative was a collaborative effort between Forbes Concierge and Mike Bookalam, both community activists who have been making the fun day possible for the children for four consecutive years. Students from Ianthe Pratt, Oseta Jolly and Enid Capron primary schools all attended the resort on Monday (March 21) between 11am and 2.30pm to take part in the fun. Chief-of-village at the resort, Frances Lacoste received the students along with their teachers and chaperones. The students were super excited as the group took in the acrobatic show

Charity hosts marathon animal clinic

A WHOPPING 291 animals were spayed or neutered during the International Pet Aid Welfare (IPAW) marathon clinic this month. The Turks and Caicos Society for the Prevention of Cruelty to Animals (TCSPCA) wound up the month long event in Providenciales on Friday, March 11. Along with spay and neuter surgery IPAW’s Dr Meghann Kruck and veterinarian technician Lauren Hofland performed dozens of wellness checks, administered more than 100 core vaccines and performed 28 specialty surgeries ranging from various tumour removals to an enucleation. Since the inception of IPAW in January 2014 the team has performed a total of 1,027 spay, neuter and specialty surgeries in the Turks and Caicos Islands.

During the recent clinic the team was backed up by TCSPCA volunteers who brought animals in for surgery, handled all paperwork, comforted waking animals and assisted in the surgeries. According to a press release from the TCSPCA: “The small team works like a well-oiled machine, having participated in dozens of these clinics here and on all the sister islands.” It added: “What this clinic actually means to residents and visitors to Providenciales is that literally hundreds of puppies and kittens will not be born in 2016. “That gives animal welfare workers at the TCSPCA more chances to find homes for both young and older animals that are already living in the bush or people’s yards. “It also frees the animals

themselves from the burden of procreation, which will help them live longer, healthier lives.” The TCSPCA receives dozens of calls every month from tourists who are appalled at the number of starving, sick animals they see as they drive the roads and walk the beaches. With no existing vet care on the family islands the visiting volunteer veterinarians are a “godsend” to the animals of the TCI, the release said. Dr Meghann has three affordable spay and neuter clinics in Minnesota, Kindest Cut, and she does outreach in her home state as well as internationally. “Fortunately for us, she loves Providenciales and the TCSPCA team, hence the month long visit which included her husband Matt and seven year old son Jackson. “They did find some time to

enjoy the islands this time, and dove here and in Grand Turk during their stay. Sailing, beaching and snorkelling were also on their agenda.” The TCSPCA holds mobile spay and neuter clinics twice a year to coincide with the two breeding seasons on each of the family islands. “This tactic is seeing a real, countable reduction in the number of homeless animals on these islands.” Core vaccinations and general wellness checks are also provided at these clinics. The TCSPCA is also supporting the Government with their efforts towards maintaining a humane programme to prevent bush dogs from procreating. More information is available at www.tcspca.tc.

O’Brien Forbes, director of Forbes Concierge and a coordinator for the initiative, said in an interview that a reason for this initiative was because there was a usual inherent disconnect between corporate and private citizens in most societies. He said: “Forbes Concierge is pleased to have wooed Club Med to the wisdom of deepening their ties to the community of the Turks and Caicos where they have had a presence since the early 1980s. “The look on the faces of the little TCI darlings, that attend this annual event, is its own reward and inspires hope in the organisers for a bright future looming for these islands of eternal spring. “The potential of the next generation begs to be tapped into and influence toward productivity, volunteerism and nation building.” Forbes said that while there is an element of entertainment with this event, the students are exposed to the team spirit and interdependence of the well run resort and the social focus it has, that is the backbone of any professional individual or business entity. He concluded that they were committed to steering this event into the foreseeable future as a means of giving back by paying forward to the beneficiaries of the Turks and Caicos Islands.

“HE IS risen, as he said” Matthew 28:6. Archer T Gurney wrote a well-loved Easter hymn, inspired by the above verse from St Matthew’s gospel. The words of the first two verses are: Christ is risen! Christ is risen! He hath burst his bonds in twain; Christ is risen! Christ is risen! Alleluia! Swell the strain! For our gain he suffered loss By divine decree; He hath died upon the cross, But our God is he. See the chains of death are broken; Earth below and heav’n above Joy in each amazing token Of his rising, Lord of love; He forevermore shall reign By the father’s side, Till he comes to earth again, Comes to claim his bride. This reminds us that Easter is about the breaking asunder of some heavy chains which had restricted humans up until that point. At Easter we celebrate the resurrection of Jesus from the dead. It is the principal festival on the Christian calendar. It is at the heart of our faith, and let us never forget this fact. In the noise, haste and troubles of life, we must also embrace and live Easter. We cannot let life rob us of the belief and joy that has reigned supreme in human history and that has changed more lives than any other person or thing over the past 2000 years; no other life has had the same influence as the ‘One solitary life’ of Jesus. But Easter is more than that: it is also a symbol of the power and preeminence of God over the world and over creation. It is our reminder that there is no human experience, circumstance, dilemma or malady that cannot be overcome by the power of God. At Easter, Jesus’ victory therefore gives us victory. These benefits kick in when we believe in God and trust in him to be the Lord of our lives. The Easter story is 2000 years old but it is ever new once our faith in the living God is the compass leading our living, our priorities, our actions and our goals. This faith and this relationship ushers us into a place of solitude and solace that cannot be found anywhere else. The great writer, George

Beaches staff receive university credentials BY DAISY HANDFIELD MORE than 200 employees from Beaches Turks and Caicos received certificates from the Sandals Corporate University during a graduation ceremony in the resort at the Caribbean Village Conference room in Providenciales on Wednesday (March 22). There were about 250 team members and 24 craft vendors who successfully completed one or more courses. Training development manager for Beaches TCI, Peta-Gaye Tain, said that the resort started offering the courses back in 2012 and that the first graduation ceremony was held in 2013. She explained that any Sandals employee automatically qualifies to take courses after the completion of probationary period, once they registered. Tain explained that the classes are delivered by the training department and are offered at three different times for the day to accommodate the working schedules of the employees. She said that the shorter courses are the six weeks courses which are known as core courses and many are free. The first year of the course, 125 people graduated and Tain said that every year since they have not seen below 200 graduates. “These certificates, they don’t limit them to just the Sandals resort Beaches property, these are certificates that offer lifelong skills so they are transferrable anywhere they go in the world. “They can take them to any institution or establishment that they chose to go in the world.” Cordero Cash, acting

supervisor for the entertainment department, said that he has been with Beaches TCI for about a decade and has taken advantage of these courses, already completing most of them. He said: “Each course that they have offered, I have jumped right on and I have learned and gained a lot of knowledge on how to do my day to day tasks. “I have learned how to be more efficient in communication, on how to work with diversity in the job place and in the community as well as being more confident in myself.” Cash said that through these courses he has been taught how to market himself as a brand. Professional Communications,

Art of Selling and Leadership are among some of the courses that he has completed. He encouraged other employees to take full advantage of these courses because not only are they essential for work, but also for day to day living. “Jump on board, this establishment has given to us tools that we cannot only use in our professional life, but also in our day to day life. “They have made it affordable and half of them are free,” Cash said. Craft vendor Edline Pubien said that she was grateful for the opportunity she was given to complete a hospitality course because she would have not been able to afford it on her own.

TRUTH: Modern methods of teeth whitening, using hydrogen peroxide or carbamide peroxide gel (with or without the ‘laser light’ treatment) do not damage tooth enamel and are not harmful to teeth. Nevertheless teeth whitening is not recommended for everyone especially people with particularly sensitive teeth. Personally I don’t recommend it for anyone under 20-years-old.

In fact it can be even more important during pregnancy as it is common for the gums to bleed more and experience increased sensitivity. The Tropi Beach Party at Kalooki’s on the Beach in Blue Hills, Providenciales, will provide a platform for up and coming businesses to promote their home grown talents. Times touts TCI THE TIMES of London newspaper has promoted the resurgence of the Turks and Caicos Islands. An article appeared in the broadsheet this week entitled ‘Happiness is restored as the storm clouds are blown away,’ describing how the Islands have overcome recent difficulties. The piece, written by Florida based freelance journalist Jacqui Goddard, says “After a low period these beautiful islands are back in business.

“It was an ill wind that once blew through the Turks and Caicos Islands, with first a hurricane then a series of economic and political crises forcing the idyllic Caribbean archipelago into the doldrums. “Now, however, after setbacks that included hurricane Ike in 2008, a government corruption scandal that toppled premier Michael Misick and the suspension of home rule in 2009 - combined with the ravages of global recession - the storm

clouds have finally cleared.” Goddard goes on to describe how the Islands had the fastest growing economy in the Caribbean last year, have been able to pay their way out of debt to the UK government and achieved BBB+ credit rating from Standard and Poor’s. The piece also talks about the growth in tourism over the last few years and the resurgence in investment including the new $224 million Ritz-Carlton resort, hotel and casino.

Senate president: Bermuda “divided by racial lines” SENATE president Carol Ann Bassett has called for unifying talks between blacks and whites to heal Bermuda’s racial tensions. Drawing on her family’s personal experiences of racism, Ms Bassett delivered an impassioned speech to the Upper House, declaring herself encouraged by the highly charged demonstrations of last week. Such actions allow for the release of toxic pressure that has been threatening to explode for generations, Ms Bassett said. “We are so divided by racial lines,” she said, before quoting Bob Marley. “He who feels it, knows it.” Ms Bassett continued: “When the people of colour in Bermuda come together and show their displeasure at not being heard, there’s so much under that we don’t understand. If you haven’t lived it, you don’t know it.” She said she grew up in the knowledge that her father had worked as an entertainer in hotels that her mother was not allowed to go inside, while her 91-year-old aunt was a brilliant woman who was held back by a glass ceiling. Her aunt was a staunch protester last week, she said. “Being raised on those stories, that anger and that hurt that comes from that, what I see and what I felt, in the last week there’s so much healing in our community that needs to take place,” she said. be encouraging economic signs, for many people that is not their reality, as they do not see themselves as “getting a piece of that pie”. “What I really, really witnessed and what encouraged me in the midst of all that is there has to be that clearing, that bubbling up, of all that poison,” she said. “We have to come to a point where we can march, where we can protest, where we can air what we feel at the core level because if we don’t this island is going to explode. “We came close to that. We haven’t even been able to clear out that stuff that being institutionalised instilled in generations.” Talking about such issues in a gentle manner is not enough, she continued. She said the protesters were observing on the proposed

immigration reform: “This is our home. You are not going to do this in our home without saying we have a place at the table.” Ms Bassett continued: “This economy is more than just an economy. It’s people. If we can’t hear and we can’t listen to what people are saying, even if it’s just a small group of people ... “Bermuda needs to get to that point where we can get around the table and be honest about what we really feel. The conversation of whites only, and the conversation of blacks only, is totally different. “Until we can get that unity in our community, where we can be real about what we are really, really feeling — that anger, that hurt, that resentment is real; it’s real, it’s real people that are feeling that anger.

‘No evidence that Belgium bombing suspect is Bahamian’-Nottage THERE is no evidence that one of the men suspected of Tuesday’s bombing attacks in Belgium is a Bahamian, according to Minister of National Security Dr Bernard Nottage. After telling the House of Assembly on Wednesday morning that the Royal Bahamas Police Force (RBPF) was investigating if one of the men had Bahamian nationality, Dr Nottage later told Parliament that “there is no reason for concern here”. “Prior to the suspension, I indicated certain information about one Khalid el-Bakraoui,” Dr Nottage said in Parliament on Wednesday afternoon. “I wish now to inform Parliament that I have been informed that the Royal Bahamas Police Force has been in touch with the National Criminal Bureau of Belgium and the information that they have is that he is a Belgian and no evidence of him being a Bahamian and that he is deceased. So even if there is concern there is no reason for concern here.”

Interpol had listed suspected bomber Khalid el-Bakraoui of having dual Belgian and Bahamian nationalities.

Belgian officials identified two suicide bombers in the deadly attacks on an airport and subway station in Brussels as brothers with criminal records. One of the brothers, 27-year-old Khalid el-Bakraoui, had been wanted by Interpol before the attacks, according to a red notice posted to the agency’s website. Interpol listed that el-Bakraoui had dual Belgian and Bahamian nationalities and had been wanted in Belgium on charges of terrorism.

In Parliament on Wednesday morning, Dr Bernard Nottage said there was no evidence to suggest the man was a Bahamian at this time. “There has been a red notice published by Interpol which suggests that one of the persons who they are seeking, his name is Khalid el-Bakraoui, it (his nationality) is listed on the Interpol site as a Belgian confirmed and then it says Bahamian not confirmed. So there is a query as to the nationality of the individual.”

Minnis met “criminal” but did not discuss Nygard FREE National Movement (FNM) Leader Dr Hubert Minnis on Monday admitted that he met with Livingston “Toggie” Bullard, one of two men named in an affidavit filed in court by Save the Bays (STB) as being allegedly hired by Peter Nygard to commit criminal acts. Dr Minnis told The Tribune that Mr Bullard, his constituent in Killarney whom he said he met three times, contacted him to pass on a warning to then-FNM Chairman Michael Pintard that he was about to be allegedly “set up” by a high ranking member of government and others. Dr Minnis was adamant that the two men never discussed Mr Nygard, adding that he did not hear of the alleged murder-for-hire plot

until The Tribune published claims in an affidavit filed on March 9 by directors of Save the Bays. “One of the chaps, ‘Toggie’, called me, a constituent, and said to me that Michael Pintard is going to a meeting and (a member of government) going to set him up,” Dr Minnis said. “He stopped by me and said the same thing. I called Pintard and told him.” “His exact words were ‘Pintard is going to a meeting, warn Pintard not to go because (name omitted) and them trying to set him up’. That would have been the end of it.” Dr Minnis said he did not know what Mr Pintard’s meeting was about, but he did warn the former senator not to go to any sit down.

Bermuda government withdraws controversial immigration legislation AFTER five days of protests and strike action over planned immigration changes, the Bermudian government last week agreed to withdraw the controversial Pathways to Status legislation. As a result, bus and ferry operations, garbage collection and port services which have stalled since strike action began last Friday resumed. “The agreement . . . will see us press the reset button on the immigration reform schedule, setting the stage for wider input in specific reform proposals,” Premier Michael Dunkley said last night. “This is a good result and it emerges after days of disruption and duress.” He disclosed that consultative working groups will discuss the various elements of the immigration initiative – with the principles of the original legislation forming the basis of their terms of reference – and then make recommendations before any legislative changes are made. “The working groups are to submit their input to a fixed schedule that would allow Parliament to consider immigration reform in stages, through the current session

to the start of the next session in November,” Dunkley said. The Pathways to Status initiative which the ruling One Bermuda Alliance was trying to implement, seeks to allow people not born in Bermuda but working there for at least 15 years to gain permanent residency, and then citizenship after 20 years. But it faced stiff opposition from the Bermuda Industrial Union (BIU), a pressure group called the People’s Campaign and other groups who insisted there should have been wider consultations on the proposals. Early in the week, more than a thousand protesters linked hands and surrounded the Parliament building, preventing legislators from entering to debate the Bermuda Immigration and Protection Amendment Act 2016 which would have facilitated the changes. Tourism Minister Shawn Crockwell resigned later in the week, partly because of government’s insistence on pressing ahead with the immigration plan. Haiti names a new interim prime minister DAYS after Haitian lawmakers rejected a notable economist to help lead a caretaker government, interim President Jocelerme Privert is now placing his bets on a seasoned lawyer and presidential adviser to take the country to elections. Enex Jean-Charles was tapped to be the next prime minister after meetings between Privert and parliamentarians Tuesday to find a consensus over his nomination. A university professor who has been behind the scenes in the National Palace for years, Jean-Charles is considered to be a well-read and experienced lawyer. He has served as a presidential adviser to former presidents Boniface Alexandre, who headed the U.S.-backed transitional government from 2004-06, and most recently René Préval and Michel Martelly. He was in Préval’s private cabinet and served as executive director of the council of ministers under Martelly.

Jean-Charles is scheduled to go before parliament Thursday when he could face tough questioning about his role in the proposed amendment of the 1987 Constitution, which has been a source of controversy. He was Preval’s judicial counsel and has never said anything publicly about the accusations surrounding the illegal introduction of items that were not part of the proposed amendments during the controversial process. “He has a huge capacity to work,” said presidential candidate and former senator Moise Jean-Charles, who is no relation but worked with him during Préval’s 2006-11 administration. “He talks to everyone in the country.” The former senator, who led street protests over his third-place finish in the Oct. 25 first round presidential vote and is demanding a verification of the vote, said he will reserve judgment on the new prime minister nominee’s politics.

Bermuda’s opposition leader recovering after suspected stroke Marc Bean is “doing well” after suffering a suspected stroke. The Leader of the Opposition, 42, is taking a medical leave of absence, according to a statement from acting Progressive Labour Party leader David Burt. The Warwick South Central MP, who has been PLP leader since after the General Election defeat in 2012, was taken to hospital due to the illness. Mr Burt said in a statement this afternoon: “On behalf of the Bermuda Progressive Labour Party, I would like to acknowledge the sincere inquiries from the Bermuda community regarding our party leader, Marc Bean. “I have just spoken to party leader Bean by phone, and he is doing well. He thanks all of Bermuda for their prayers and well wishes. “The party leader has informed the party chairman [Maynard Dill] that he will be taking a medical leave of absence. “While he is on leave, it is our party’s hope that all Bermudians will

A JUDGE on Tuesday convicted Tamara Butler of murder in the killing of her 6-year-old daughter Bethany in the Cayman Islands. Judge Alastair Malcolm, delivering his verdict in the judgealone trial, said he did not have evidence that the mother had an “abnormality of mind” that would have warranted a lesser sentence of manslaughter. Central to the defense case was testimony from mental health professionals, including psychiatrist Dr. Marc Lockhart, that Butler said she heard voices and that God told her that her daughter was a demon and to kill her. Butler sat silently in the court as the judge read the lengthy verdict, her hands folded. Her gaze wandered from the judge to the ceiling and to the people assembled to hear the verdict. “There was no evidence she was hearing voices,” the Grand Court judge said in his verdict. Instead, he said, Butler did not talk about hearing voices until her second interview with Dr. Lockhart. Butler killed her daughter on the night of Oct. 26, 2014. Prosecutors say she stabbed the child dozens of times in the master bedroom of the family’s home in Savannah. Defense attorneys argued that

Butler kept her mental illness to herself because of the stigma associated with psychological troubles. Justice Malcolm said that argument did not make sense. He asked, “The stigma of being mentally ill is greater than the stigma of killing your daughter?” Additionally, psychologists testified that Butler did not have significant symptoms after the arrest. The judge said he agreed with one of the expert witnesses that “the symptoms would not have disappeared the way they have.” Butler’s husband, Lenford Butler, a sergeant in the Royal

Cayman Islands Police Service, sat in the courtroom to hear the sentencing. In full uniform, he listened attentively, holding his chin in his hands, as the judge read the hour-long verdict. Mr. Butler had testified during the first day of the trial, telling the court of his wife’s increasingly troubling behaviour in the years and months leading up to the murder. He said she stopped going to church and became more erratic, at times worried that people were reading her emails and listening to her conversations. She would get angry, her husband testified, when people touched her. “If you ask her if she is all right, she’d say everything was OK,” Mr. Butler said, but “you can see everything was not.” The night their daughter was killed, Mr. Butler told the court, his wife shaved her head and her eyebrows. He found her sitting on her bed and staring into a mirror. Asked why she, who was normally so proud of her hair, had shaved her head, she replied, “I don’t know.” Psychologists later testified that Butler said she shaved her head because God said she would have to do so in order to get into heaven.

Regional tourism market big enough to accommodate Cuba-Opines Jamaica’s tourism minister JAMAICA’S Tourism Minister Edmund Bartlett says that the Jamaican Government believes that the northern Caribbean’s tourism market is big enough to include the newest competitor for United States visitors, Cuba. Bartlett told the Jamaica Observer earlier this week that, with the northern Caribbean attracting some 80 per cent of the total regional market, there is space for Cuba to join her neighbours, including Jamaica, the Dominican Republic, The Bahamas, the Turks and Caicos islands, and Cancun. “This region has enormous potential for multi-destination tourism, including multiple destinations in a single package,” he said. Bartlett’s comments came during US President Barack Obama threeday visit to Cuba, which is just 90 miles away from Jamaica, but has been an American pariah since the communist revolution that brought the Castro brothers to power in 1959. The US broke off diplomatic relations after the revolution and imposed a trade embargo. But two years of secret talks between the Cuban government and the current Obama administration led to an

announcement in December 2014 that the two countries would restore diplomatic relations. Obama’s visit, accompanied by his family and a delegation of about 1,200 US government and private sector representatives, is seen as the first major step towards renewed cooperation. However, it has raised some concerns among citizens of other countries in the region, including Jamaica, who feel that US focus on Cuba could affect their economies. But Bartlett insisted that, despite a 17 per cent jump in tourist visitors to Cuba last year, Jamaica is well positioned to continue its growth as well, and saw no threat to the local industry. According to Bartlett, Cuba’s tourists are all stopover visitors, unlike Jamaica which benefits from both stopover and cruise visitors. Reacting to the news that cruise line, Carnival, and the Marriott hotel chain would also be investing in Cuba, Bartlett said he saw no threat there, either. “It will expand Cuba’s appeal, but the US is a large market; there are nearly 100 million American travellers annually. Our share is only

three per cent, but even if Cuba gets five per cent of that market we would still have another 92 million visitors to aim at,” he stated. “Our job is not to moan, but to go out there and ensure that we remain the destination of choice. Cuba will be moving up but in the long run, the benefits will extend to the entire region,” he said. Bartlett also pointed out that Cuba has a slightly different demographic from Jamaica, in terms of visitors, although this is likely to expand with major investments. “We have the highest repeat business in the Caribbean, because 42 per cent of our visitors are repeats and that is because we are an iconic destination. Our main attraction is our people. Our people are the most hospitable, and we have a very high quality of service. So we have a lot to build on, while countries like Cuba try to catch up with us,” he added. He said that the new Jamaica Labour Party Administration will seek to improve how the country does its tourism business, in terms of attracting additional investments, “because investment goes where it is invited and stays where it is appreciated”. Obama tells Raul Castro: Cuban embargo is going to end U.S. President Barack Obama put the authoritarian government in Havana on the spot Monday, taking questions from reporters and insisting that his Cuban counterpart also deliver answers to pointed queries on human rights, political prisoners and economic reforms. Though they both acknowledged deep disagreements on these issues, the two leaders found common ground on the topic of the economic embargo on Cuba, which both want lifted. Obama went so far as to declare that “the embargo’s going to end,” though he couldn’t say when. In an extraordinary sign of the shifting attitudes, Castro was willing to answer one question on why his regime was keeping Cubans incarcerated for expressing anti-government views. But his response only underscored the schisms between himself and Obama. “Did you ask if we had political prisoners? Give me a list of political prisoners and I will release them immediately,” Castro said defensively when asked by CNN’s Jim Acosta why his government was incarcerating dissidents. Unaccustomed to press conferences, Castro at first appeared confused at whether the question was directed to him and later asked for it to be repeated as he juggled the headphones he wore to hear its translation. forward and not looking backwards.” “We will continue to stand up for basic principles that we believe in,” said Obama, who at points insisted that Castro answer the questions posed to him by American journalists. “America believes in democracy. We believe that freedom of speech, freedom of assembly, are not just American values but universal values.” Obama was speaking following an hours-long meeting with Castro at the Palace of the Revolution in Old Havana, his third meeting with the Cuban leader since work began to reopen diplomatic ties to the island. Castro, making a statement before the reporters’ questions, said that work toward improving economic conditions in his country was progressing. But he added that a longstanding trade embargo prevents a full restoration of ties.

Pope more popular than world leaders - poll POPE Francis is more popular than any political world leader, an opinion poll has suggested. The poll by WIN/Gallup International indicates that Roman Catholics and Jews have the most favourable opinion of the Pope. More than half of the world’s protestants and even the majority of atheists and agnostics view him favourably. About 1,000 people were questioned in 64 countries. BBC religious affairs correspondent Caroline Wyatt says that, three years into his papacy, Francis has enjoyed enormous goodwill and won the hearts and minds not just of Roman Catholics but also of people from other religions and the non-religious. Those taking part in the poll were asked: “Irrespective of your

own religion, do you have a very favourable, somewhat favourable, somewhat unfavourable or very unfavourable opinion of Pope Francis?” The Pope was most popular with Roman Catholics, of whom 85% said they had a favourable opinion of him, and among Jews questioned the figure was 65%. Among the 64 countries polled, Portugal and the Philippines were most enthusiastic, with 94% and 93% thinking favourably of the Pope respectively. Pope Francis’s lowest ratings came in Tunisia, Turkey and Algeria, while most people in Azerbaijan said they did not know much about him. WIN/Gallup said that the Pope heads the rankings when compared to the global popularity of political world leaders.

Nixon aide reportedly admitted drug war Flydubai plane crashes in Russia; was meant to target black people AN EYE-OPENING remark from a former aide to President Richard Nixon pulls back the curtain on the true motivation of the United States’ war on drugs. John Ehrlichman, who served 18 months in prison for his central role in the Watergate scandal, was Nixon’s chief domestic advisor when the president announced the “war on drugs” in 1971. The administration cited a high death toll and the negative social impacts of drugs to justify expanding federal drug control agencies. Doing so set the scene for decades of socially and economically disastrous policies. Journalist Dan Baum wrote in the April cover story of Harper’s about how he interviewed Ehrlichman in 1994 while working on a book about drug prohibition. Ehrlichman provided some shockingly honest insight into the motives behind the drug war. From Harper’s: “You want to know what this was really all about?” he asked with the bluntness of a man who, after public disgrace and a stretch in federal prison, had little left to protect. “The Nixon

Brussels attacks: Terrorists ‘will get through in UK’

The garden will be the fourth London memorial to pay tribute to Diana if it reaches completion.

Princess Diana memorial garden being planned A MEMORIAL garden in honour of Diana, Princess of Wales, is being planned ahead of the 20th anniversary of her death, Kensington Palace has said. Historic Royal Palaces, the charity responsible for overseeing the plans, said the garden was in the “very early stages of development”. It will be the fourth London memorial created in tribute to Diana if it reaches completion. Diana died in a car accident in Paris with her partner Dodi Fayed in 1997. Historic Royal Palaces recently advertised for a new gardener to help with the project, which is expected to be completed before the anniversary on 31 August 2017.

A spokesman for Kensington Palace confirmed that plans were being explored by palace officials and management at Historic Royal Palaces. He said Diana’s sons, the Duke of Cambridge and Prince Harry, were being kept “informed” about the garden project. A spokeswoman for Historic Royal Palaces said: “Our plans are still at the earliest stages of development, and we’re recruiting for staff to help us explore the possibilities.” The other London memorials are the Diana Memorial Playground at Kensington Palace, the Diana Memorial Fountain in Hyde Park, and the Diana Memorial Walk at St James’s Palace. FORMER Toronto Mayor Rob Ford has died, according to his chief of staff, Dan Jacobs. Ford, who had been battling an aggressive form of cancer, served for a decade as a city councillor before being elected mayor in 2010. The 46-year-old Ford gained international notoriety after a video surfaced in May 2013 that apparently showed him using

crack cocaine. He was re-elected to the City Council in 2014 and was serving in that role at the time of his death. His family had said Monday that he was “resting comfortably” in palliative care at Toronto’s Mount Sinai Hospital, adding he was sometimes being sedated to help him deal with pain. (CNN)

TERRORISTS “will get through” the UK’s defences to carry out an attack similar to that in Brussels, former home secretary Lord Reid has told the BBC. He said: “Politicians ought to be honest with the British people and tell them, ‘This will happen.’” Four Britons were injured in explosions at an airport and metro station in Brussels on Tuesday; 34 people died. There are also fears for David Dixon, an IT programmer from Nottingham, who has not been seen since the attacks. Security has been stepped up at key sites across the UK, and on Wednesday morning David Cameron chaired a second emergency Cobra meeting in the wake of the events in Brussels. Afterwards, Number 10 said: “We are concerned about one missing British national and we are in close contact with the Belgian authorities. “We are aware of four British nationals who were injured in the attacks - three are being treated in hospital, one has already been discharged. Our embassy staff are working to assist all British nationals affected.” At the start of Prime Minister’s Questions, Mr Cameron told the Commons: “Britain and Belgium share the same values of liberty and

democracy. “The terrorists want to destroy everything our two countries stand for, but we will not let them win.” Home Secretary Theresa May is to make a statement to the Commons on the UK response after PMQs. The Queen, meanwhile, has sent a message of condolence on behalf of the UK to those affected by the “terrible series of events” in Brussels. Lord Reid, who was Labour home secretary until shortly before the 7 July 2005 bombings in London, told the BBC’s Victoria Derbyshire programme: “It will happen here because the terrorists only have to get through once. “So you can quote the statistics on how many plots have been foiled, but the terrorists will get through.” Lord Reid said terrorists were now more likely to focus on “soft targets” like the transport network

and crowded public places, because the security services had been so successful at preventing “spectacular” plots, for example, mid-flight attacks on aircraft. Deputy assistant commissioner Neil Basu, from the UK Counter Terrorism Policing Network, said that shift was “a very dangerous phenomenon”. But he insisted it was not a new one, and that police and security services in Britain had been preparing for such an incident since the Mumbai attacks in 2008. Twin blasts hit Zaventem airport at about 07:00 GMT on Tuesday. Another explosion at Maelbeek metro station near EU headquarters happened an hour later. Bush endorses Cruz over ‘vulgar’ Trump FORMER Republican presidential candidate Jeb Bush has endorsed Texas Senator Ted Cruz for president, calling him a “principled conservative”. Mr Bush, former governor of Florida, dropped out of the race last month after poor showings in state contests. He said Mr Cruz has shown the ability to appeal to voters and win primary contests, like in Utah on Tuesday. Republicans must “overcome the divisiveness and vulgarity” Donald Trump has introduced, he said. If not, the party will certainly lose the White House to Democratic front-runner Hillary Clinton, Mr Bush wrote in a Facebook post. “Republicans can win back the White House and put our nation on a path to security and prosperity if we support a nominee who can unite our party and articulate how conservative policies will help people rise up and reach their full potential,” he wrote, and linked to Mr Cruz’s website. Mr Cruz, speaking to CNN on Wednesday, said Mr Bush’s endorsement proved his candidacy had garnered support among Republicans.

If Republicans do not rally behind Mr Cruz they will lose to the Democrats, said Mr Bush.

Former 2012 Republican presidential candidate Mitt Romney also recently endorsed Mr Cruz, strongly urging fellow Republicans not to back Donald Trump, a billionaire businessman from New York with no prior political experience. Mr Trump, the party’s frontrunner, currently has the highest delegate count and has said there may be “riots” if he is denied the Republican nomination come the party’s convention this summer. Anti-Trump Republicans are hoping for a brokered convention, in

which party officials, not delegates, would chose the nominee, but that is only possible if Mr Trump falls short of the 1,237 delegates needed to secure the nomination. After contests in Utah and Arizona on Tuesday, Mr Trump has 739 delegates and Mr Cruz has 465. Former Republican presidential candidates Carly Fiorina and Lindsey Graham have also endorsed Mr Cruz. Mr Cruz has urged Ohio Governor John Kasich to drop out of the race, and said he would probably find a place for him in his administration.

Shakespeare’s skull ‘probably stolen’ from Stratford grave

Investigators found Shakespeare and his relatives were not buried in a large family vault, but in shallow graves beneath the church floor.

A hi-tech investigation of William Shakespeare’s grave has concluded his skull was probably stolen. The discovery gives credence to a news report in 1879, later dismissed as fiction, that trophy hunters took the skull from his shallow grave in 1794. A team used a groundpenetrating radar (GPR) scan to look through the grave at Holy Trinity Church in Stratford in the first archaeological probe of the site. It allowed investigators to see below ground without disturbing the grave.

Archaeologist Kevin Colls of Staffordshire University, who carried out the project with leading geophysicist Erica Utsi, concluded: “We have Shakespeare’s burial with an odd disturbance at the head end and we have a story that suggests that at some point in history someone’s come in and taken the skull of Shakespeare. “It’s very, very convincing to me that his skull isn’t at Holy Trinity at all.” The investigation was carried out to coincide with the 400th anniversary of Shakespeare’s death.

The documentary Secret History: Shakespeare’s Tomb will be shown on Channel 4 on Saturday 26 March at 20:00 BST. The playwright’s final resting place has long been the subject of argument among historians and archaeologists, because it is too short for an adult burial. It also carries no name, only the chilling curse: “Good friend, for Jesus’ sake forbear, To dig the dust enclosed here. Gaynor’s I Will Survive preserved for posterity GLORIA Gaynor’s I Will Survive will be preserved for posterity, after being selected to enter the US National Recording Registry. It joins Metallica’s Master of Puppets and Mahler’s Symphony No 9 on the list of culturally significant recordings. Twenty-five such works are selected for preservation every year by the US Library of Congress. This year’s picks also include comedian George Carlin’s notorious “seven words you can’t say on television” sketch. The routine, which appears on the star’s 1972 album Class Clown, lists the “heavy seven” profanities which even today would cause problems for censors. “Those are the ones that’ll infect your soul, curve your spine, and keep the country from winning the war,” Carlin observed, challenging the government’s ability to define acceptable language. Ironically, an uncensored broadcast of the monologue led the US Federal Communications Commission to issue an order prohibiting the words as “indecent”. In 1978, the Supreme Court upheld the order, establishing a decency standard that remains in effect today. “These words have no power,” Carlin later argued. “We give them

TWO of the comic book world’s biggest heavyweights, Batman and Superman, are ready to square off on the big screen, and possibly knocking out a few box office records. “Batman v Superman: Dawn of Justice,” opens in 4,200 theatres domestically this weekend and is projected to bring in a North American opening weekend of around $150 million, according to box office analysts. This would put the film in striking distance of the March box office record that belongs to “The Hunger Games,” which made $152.5 million in 2012. The film by DC Entertainment and Warner Bros., which like CNN, is owned by Time Warner (TWX), also opens in 65 markets around the world on Friday including the world’s second biggest market, China. This

roll out has led analysts to predict a global opening that could gross over $300 million this weekend. The superhero mashup starring Henry Cavill as the Man of Steel and Ben Affleck as the Caped Crusader could be one of 2016’s biggest blockbuster films thanks to the DC heroes finally sharing the screen, and also an early spring opening. With a release on Easter weekend, rather than in the competitive summer, it clears the way for the two heroes to pummel the box office for weeks to come. Hillair claims it put up millions of dollars in July 2014 to help the sisters salvage the struggling beauty line after former distributor Boldface went belly up amidst legal and financial troubles. Exercise may keep your brain 10 years younger, study suggests OLDER adults who exercise regularly could buy an extra decade of good brain functioning, a new study suggests. The study found that seniors who got moderate to intense exercise retained more of their mental skills over the next five years, versus older adults who got light exercise or none at all. On average, those less-active seniors showed an extra 10 years of “brain aging,” the researchers said. The findings do not prove that exercise itself slows brain aging, cautioned senior researcher Dr. Clinton Wright, a neurologist at the University of Miami Miller School of Medicine. It’s possible, he said, that there are other reasons why active older adults stayed mentally sharper. The researchers accounted for some of those other explanations -- including people’s education levels, smoking habits and health conditions such as high blood pressure and diabetes. And exercise levels were still connected to the participants’ performance on tests of memory and “processing speed” -- the ability to digest a bit of new information, then respond to it. Plus, Wright said, it’s plausible that exercise would affect those mental skills. Other research has

A new study reveals that a diet high in Vitamin C reduces the risk of cataracts — an eye disorder that can lead to blindness. “We may be able to delay their onset and keep them from worsening significantly by eating a diet rich in vitamin C,” Dr. Christopher Hammond, professor of ophthalmology at King’s College London, said in a

statement accompanying the study in the journal Ophthalmology. Researchers followed 2,000 people over a decade and determined that diet and other environmental factors comprised 65% of the cause of cataracts, with genes providing the other 35%. Scientists say vitamin C — which is present in the liquidy inner eye — inhibits cataracts by preventing oxidation that clouds the lens. (NYDailynews)

Daytime sleepiness, long naps linked to heart risks: Study

Moon used to spin ‘on different axis’ THE Moon used to spin on a different axis and show a slightly different face to the Earth, a new study suggests. Using data collected by Nasa’s Lunar Prospector mission in the late 1990s, scientists spotted two hydrogen-rich regions near the Moon’s poles, probably indicating the presence of water ice. The icy patches are opposite each other - the line between them passes through the middle of the Moon - so it appears that this used to be its spin axis. The work appears in the journal Nature. It describes a gradual wobble, or “true polar wander”, adding up to about a six-degree shift altogether. A likely explanation for this shift, which the researchers suggest took place over several billion years, is volcanic activity in a region called the Procellarum. This swathe of territory includes most of the Moon’s dark patches that are visible from the Earth. Volcanoes and associated geological activity would have made it warmer and lighter than the rest of the Moon. According to Matt Siegler, from

Dr Siegler and his colleagues discovered the hydrogen-rich patches

in data from the Lunar Prospector’s neutron spectrometer: measuring the neutrons bounced off the Moon’s surface by incoming cosmic rays. That hydrogen signal is taken to indicate the presence of water ice, which can - and does - exist in permanently shaded craters at the Moon’s poles. Precisely why it has persisted in these regions, which have now drifted away from the poles and into sunlight, is a mystery.

WHILE getting enough sleep is key to health, a new study suggests that long daytime naps may not be doing your heart any favours. The researchers found that long naps and excessive daytime sleepiness were associated with an increased risk for a combination of health problems that are collectively known as metabolic syndrome. And that can boost the risk of heart disease and diabetes. Metabolic syndrome includes conditions such as high blood pressure, high cholesterol, high blood sugar and excess fat around the waist.

The investigators analysed the findings of 21 studies that included a total of more than 307,000 people. The research showed that people who napped for less than 40 minutes were not at increased risk for metabolic syndrome. In fact, those who napped less than 30 minutes had a slight decrease in risk. But there was a sharp rise in risk among those who napped for more than 40 minutes, the study authors said. For example, napping for more than 90 minutes appeared to increase the risk of metabolic syndrome by as much as 50 percent, as did excessive daytime sleepiness.

THE ash tree is likely to be wiped out in Europe, according to a review of the evidence.

The study, published online recently in the journal Health Psychology, suggests a mother’s cortisol patterns before pregnancy affect a baby’s birth weight.

Pre-pregnancy stress may affect baby’s size STRESS hormone levels before pregnancy may affect a woman’s risk of having a low birth weight baby, a new study suggests. Typically, levels of the stress hormone cortisol are high when you wake up in the morning and decline through the day. But some people have a low cortisol level in the morning, and a smaller-than-normal decline during the day, the study authors said. That abnormal pattern -associated with chronic stress and a history of trauma -- has been linked to progression of a number of diseases, including cancer and hardening of the arteries, the researchers said. It may also predict the weight of your baby. “We found that the same cortisol pattern that has been linked with chronic stress is associated with delivering a baby that weighs less at birth,” study author Christine

Guardino, a postdoctoral scholar in psychology at the University of California, Los Angeles, said in a university news release. She and her colleagues looked at 142 pregnant woman in Baltimore; eastern North Carolina; Lake County, Ill.; Los Angeles and Washington, D.C. To assess the women’s stress levels, the researchers analysed blood pressure, body mass index, cortisol levels in their saliva and other factors. The study, published online recently in the journal Health Psychology, suggests a mother’s cortisol patterns before pregnancy affect a baby’s birth weight. Each year, more than 300,000 babies with a low birth weight -- less than about five-and-a-half pounds -are born in the United States. These babies are at increased risk for health problems and even death.

People with autism ‘die younger’, warns charity PEOPLE with autism are dying earlier than the general population, often through epilepsy or suicide, a charity has warned. Citing recent research carried out in Sweden, the charity Autistica described the problem as an “enormous hidden crisis”. The study, in the British Journal of Psychiatry, suggested autistic people die on average 16 years early. The charity now wants to raise £10m for more research into the condition. In the UK it is estimated 1%

of the population - or 700,000 people - have autism and it causes difficulties in how they communicate and relate to others. The Swedish study looked at the health records of 27,000 autistic adults and used 2.7 million people as a control sample for the general population. The research, carried out by the Karolinska Institute, found that those with autism and an associated learning disability, died more than 30 years early with the average age of death being 39. (BBC)

The trees are being killed off by the fungal disease ash-dieback along with an invasive beetle called the emerald ash borer. According to the research, published in the Journal of Ecology, the British countryside will never look the same again. The paper says that the ash will most likely be “eliminated” in Europe. This could mirror the way Dutch elm disease largely wiped out the elm in the 1980s. Ash trees are a key part of the treescape of Britain. You don’t have to go to the countryside to see them. In and around towns and cities there are 2.2 million. In woodland, only the oak is more common. However, according to a review led by Dr Peter Thomas of Keele University and published in the Journal of Ecology, “between the fungal disease ash dieback and a bright green beetle called the emerald ash borer, it is likely that almost all ash trees in Europe will be wiped out - just as the elm was largely eliminated by Dutch elm disease”. Ash dieback, also known as Chalara, is a disease that was first seen in Eastern Europe in 1992. It now affects more than 2 million sq km, from Scandinavia to Italy. It was identified in England in

2012 in a consignment of imported infected trees. It has since spread from Norfolk and Suffolk to South Wales. Caused by the fungus Hymenoscyphus fraxineus, it kills the leaves, then the branches, trunk and eventually the whole tree. It has the potential to destroy 95% of ash trees in the UK. The emerald ash borer is a bright green beetle that, like ash dieback, is native to Asia. It’s not yet in the UK but is spreading west from Moscow at a rate of 25 miles (41 km) a year and is thought to have reached Sweden. The adult beetles feed on ash trees and cause little damage. However the larvae bore under the bark and in to the wood, killing the tree.

According to Dr Thomas: “Our European ash is very susceptible to the beetle. It is only a matter of time before it spreads across the rest of Europe - including Britain - and the beetle is set to become the biggest threat faced by ash in Europe, potentially far more serious than ash dieback.” This won’t just change our landscape - it will have a severe impact on biodiversity. 1,000 species are associated with ash or ash woodland, including 12 types of bird, 55 mammals and 239 invertebrates. Mr Thomas said, “Of these, over 100 species of lichens, fungi and insects are dependent upon the ash tree and are likely to decline or become extinct if the ash was gone.

Cancer scans ‘reduce risky operations’ USING a scanner rather than a scalpel could spare hundreds of thousands of cancer patients from risky surgery, a study suggests. Head and neck tumours are treated with chemotherapy and radiotherapy, but then need an operation to visually check whether the growth has gone. A study on 564 patients, published in the New England Journal of Medicine, showed 80% of them could be spared surgery by scanning instead. And survival rates stayed the same. The operation to check a cancer in the head or neck takes three hours, and patients spend at least a week in hospital recovering. It also risks complications, including disfigurement or movement problems in the arms if key nerves are damaged. Positron emission tomographycomputed tomography (PET-CT) uses a radioactive dye that is picked up by rapidly dividing cancer cells. This allows doctors to see if any of the head or neck cancer is still active. Prof Hisham Mehanna, from the University of Birmingham, told the BBC News website: “Cancerous cells hide among the dead cells, with PET-CT you can call them out and find out whether they’re alive or not. “We can now use this new

The world number one suggested on Sunday that male players should earn more as they generate more income. But the Serb says he has been in touch with fellow players, including Murray, who criticised his initial stance. “I never had any intention to offend them or come up with any negative connotations,” he said. England’s former football star Johnson jailed for six years on child sex charges FORMER England soccer star Adam Johnson has been jailed for six years after being found guilty of three child sex charges. Prosecutors told Bradford Crown Court the 28-year-old’s offences were “calculated, considered and carefully orchestrated,” according to a report by the Press Association. Kate Blackwell QC said the victim, who was 15 at the time, had suffered “severe psychological harm.” In a statement the victim said she’d “entered many dark places” in the past year. Sacked by English Premier League club Sunderland in the wake of his conviction, Johnson admitted to grooming a girl under the age of 16 and one charge of sexual activity but was found guilty of a further charge he had contested. They related to an incident in Johnson’s car on January 30, 2015, after he met up with the girl -- a Sunderland fan. Police said Johnson initially told them he was unaware of the girl’s true age and claimed he only kissed her. The girl told the court that Johnson put his hands down her pants and that she performed an oral sex act on him. The charge related to the girl performing oral sex on him wasn’t proved and Johnson was cleared. Sentencing, Judge Jonathan Rose told Johnson: “You made a deliberate decision to engage in sexual activity

THE NFL omitted concussion cases when it downplayed the effects of head injuries on players based on studies conducted from 1996 through 2001, according to a report by The New York Times. More than 100 diagnosed concussions were left out of the studies, based on confidential documents The Times obtained. Star quarterbacks such as Steve Young and Troy Aikman were among the players who suffered concussions that were not counted, and zero concussions involving Dallas Cowboys players were documented in NFL research during that period. The research, published in 13 peer-reviewed articles beginning in October 2003, was supposed to be based on a full account of all diagnosed concussions team doctors had reported between 1996 and 2001, but the missing concussions accounted for about 10 percent of the total number of cases, according to The Times. “It should be an unmistakable red flag that a team does not report any concussions over multiple years,” Dr. Robert Cantu, one of the peer reviewers who at the time criticized the committee’s analyses, told The Times. The NFL responded to the Times on Thursday in a statement, saying the report was “contradicted by clear facts that refute both the thesis of the

South Caicos Sharks beat NC Knights in rugby clash

Angela Brooks was recently elected president of the Women in Sports (WIS) organisation. Brooks, who is the mother of US college basketball player Ashley and local track star Alivia, stated through a press release that the vision of the organisation is “that the Turks and Caicos have a holistic and equitable sport and physical activity system where all girls and women can participate.” She said that the organisation is opened to women of all ages. “If you have a passion to see the young women in your community actively involved in sporting activities and ultimately have a passion for youth and sports come out and support our activities and be a part of Women in Sports.” In the first order of business the new executive made donations of

THE South Caicos Sharks RFC were out to impress the national selectors in a quest of having a few members of their team make the national squad for the Bayonne Bombers RFC’s visit next month. They played solid rugby at the Meridian Field last Friday night to register a 19-7 win over the North Caicos Knights in the final warm-up clash before the visit. The Sharks came out of the gate with a disciplined attack and structured hitting rucks to suck in the Knights’ defence. After three solid phases of forward running out-half Emilio Butler spun the ball wide for eventual man-of-the-match Norven Princima who sliced through the Knights’ defensive line to open the scoring for the Sharks, with Butler converting the score. The Knights contested the following kick off and were creeping into the Sharks half when Joe Ryan came in for a huge hit from Sean

WIS was formed in April of 2013 in collaboration with the Commonwealth Games Association and Gender Affairs to promote gender equity and awareness in sports and recognise female achievements.

O’Neill after Ryan’s out-half Ugo Teixidor allowed the Sharks prop to line up the Knights’ Captain. The Knights were unlucky to come away without any points as the Sharks defensive line showed its worth with a goal line stop. Butler cleared the kick and strong running up the wing by Brennen Guy gave the Sharks a good attacking platform. Teixidor managed to steal the ball back for the Knights before Callis Jones intercepted Mark Francis’ pass. A younger Jones would have seen nothing but the tryline with 50 metres in front of him, but he was caught five metres short and his supporting backline put Martin Rich over to double the Sharks lead. The Sharks managed to tag on another try before halftime with great link play between the backs and forwards. Dean Griffith’s line out throw found Nik Hight and from there CJ Outten unleashed the best back line move of the evening.

Paul McKenzie took a hard line at his opposing man releasing Princima who split two Knights defenders to put Trevaan Garland over in the corner (Butler unable to convert). The Knights started the better in the second half with Trevor Watkins stealing the kick off and storming up the field to give Myron Rolle a short run over the line for a score, Teixidor with the conversion. The Sharks managed to steady the ship and despite playing the last twenty minutes out of their own half they ended comfortable winners. In a release the TCIRFU thanked a number of persons for making the game memorable. Among them include: “Aussie and his team of players, DJ Viper for supplying the awesome entertainment, Ben Gearing for his superb linesman duties, and, of course, all the fans who support TCI’s rugby talent.”

Two national records broke at Champs TWO TCI national track and field records were broken at the 2016 Boys and Girls Championships last week in Jamaica. Woodens Corvil and Ken Reyes increased their national records in the pole vault and 800M respectively. Colby Jennings and Derrio Duncan also competed. The four, along with Courtney Missick and Wikenson Fenelon make up the six Jamaica based students who were selected for CARIFTA Games 2016, which was scheduled to start on Friday in Grenada. Corvil, who took part in the gruelling 10-event decathlon finished fourth overall. The disappointed Jamaica College student said Champs was intense and he became very nervous. He however did jump 3.35M in the pole vault, to eclipse his previous national record of 3.10M. Corvil however struggled in the hurdles, discus (28M) and the shot put

(11.18M). “My performance at Champs wasn’t my best; the main thing that prevented me to do better was nervousness. I reached to a point where I couldn’t even eat, that’s how nervous I was.” Reyes, who bettered his 800M record several times this year, had two 1:55+ runs at Jamaica’s National Stadium—it was the first time he ran under 1:56. He clocked 1:55.44 in the heats (his new national record), before running 1:55.96 in the semi-finals. The youngster is hoping to use his experience this weekend. Jennings finished seventh in both the 200M and the 400M. He clocked 22.46s in the 200M heats and 22.36s in the semis, while he ran 49s flat in the 400M heats and 22.36s in the semis. Duncan competed in the 200M, while Fenelon was involved in his school’s relays, but did not compete.

Six TCI, Jamaica based school athletes at the Norman Manley International Airport on Thursday afternoon en route to Grenada for the 2016 CARIFTA Games. Four of the athletes competed at last week’s Boys and Girls Championships.

Ifeanyi Otuonye made a top jump of 7.40M at the event on Sunday.

Otuonye finishes 11th at World Championships NATIONAL long jump record holder Ifeanyi Otuonye finished 11th at last weekend’s IAAF World Indoor Championships, which was held in Portland, Oregon, USA. Ifeanyi fouled by the slimmest of margins in his first attempt. His failed jump was however 8.10+. His next two attempts

were somewhat conservative with him finishing with jumps of 7.38M and 7.40M. The Kansas State University student, who was the lone TCI rep at the event, has been in good form, but he has struggled with his fouls in recent jumps. He’s now looking forward to a productive outdoor season.

Grenada bound

The local athletes left Provo on Thursday to compete in this weekend’s CARIFTA Games in Grenada. Coach of the team Randy Ford told the Weekly News that “the athletes are in good spirit and excited about competing, especially in the relays.”
