Minimum penalties increased for firearm related offences

THE GOVERNMENT has increased the minimum term of imprisonment for any person convicted of firearm or imitation firearm related offences. The increase in penalties was made with an amendment to the Firearm Ordinance earlier this year. The bill was assented to by Governor John Freeman on March 20 and published in the Gazette on March 23, effectively bringing the amended law into force on that date. Minimum sentences have increased to up to ten years in some cases, and seven years in others. AMENDMENTS SECTION 3 AMENDED: FIREARM TO BE LICENSED The penalty has increased from five to seven years’ imprisonment for anyone (other than a licensed gunsmith in the course of his trade) who keeps, carries, discharges or uses any firearm or ammunition unless he is the holder of a firearm licence for the gun in his possession or in the case of ammunition, unless he is the holder of a licence for a firearm that takes such ammunition. SECTION 21 AMENDED: PENALTY FOR POSSESSION OF FIREARMS WITH INTENT TO INJURE Anyone who has in their possession any firearm or ammunition with intent to endanger life or cause injury to property, or to so enable any other person, whether or not such injury to person or property has been caused,
commits an offence and will now be liable on conviction to a mandatory term of imprisonment of not less than ten years with a maximum term of imprisonment of life and a fine without limit. Previously the minimum years of imprisonment was seven years.
SECTION 22 AMENDED: PENALTY FOR POSSESSION OF FIREARM OR IMITATION FIREARM IN CERTAIN CASES. Subsection 1: Any person who has a firearm or imitation firearm on him with intent to commit a serious offence or with intent to resist or prevent his lawful arrest or detention or that of any other person, or someone who has intent to put fear into someone else, commits an offence and is now liable on conviction to a mandatory term of imprisonment for no less than seven years but not exceeding fifteen years and a fine without limit. Subsection 3: Any person who at the time of committing, or at the time of his apprehension for any serious offence, has in his possession a firearm or an imitation firearm commits an offence and is now liable, in addition to any penalty for which he was sentenced for the first mentioned offence, on conviction to a mandatory term of imprisonment of no less than seven years but not exceeding fifteen years and a fine without limit. Previously these two subsections provided only a minimum term of imprisonment of five years.
SECTION 27 AMENDED: PROHIBITED WEAPONS AND AMMUNITION Any person who unlawfully and without the authority of the governor manufactures, sells, transfers, purchases, acquires or has in his possession a weapon so designed or adapted, that if pressure is applied to the trigger missiles continue to discharge until pressure is removed from the trigger or the magazine is empty; any weapon that is designed or adapted to discharge noxious liquid, gas and other thing and any ammunition similarly designed, that person commits an offence and is liable on conviction to a mandatory term of imprisonment of not less than ten years with a maximum term
of life in prison and a fine without limit. The minimum term of imprisonment for these offences was seven years in the original ordinance. A new section, Section 29A, has been added to the original ordinance that looks at when a mandatory minimum sentence should and should not be imposed. The court is now required to impose a term of imprisonment of at least the required mandatory minimum unless the person convicted is under the age of 18 at the time the offence was committed, or if the court is of the opinion there are exceptional circumstances relating to the offence or the person convicted of the offence which

warrants it not doing so. However, when considering a less than minimum mandatory sentence, the court should take into consideration whether the convicted person has a previous conviction on another firearm related offence and the public interest in preventing the unlawful possession or use, manufacture, transfer, sale, acquisition of firearms would be served by the imposition of a lesser sentence. The new section also outlines what a court should not consider as exceptional circumstances justifying a less than minimum mandatory sentence for a convicted person. Such circumstances that ought not be considered are whether the person pleaded guilty to the offence or whether the person materially assisted in the investigation of the offence. If anyone has already been convicted of a firearm offence before the amendments came into effect on March 23, and if under these amendments the term of imprisonment for their offence has been increased, that person should receive the penalty in force at the time the offence was committed.
A NEWLY revised Public Finance Management Ordinance (PFM) that expands the powers of the governor to be the overseer of investigations into financially insecure statutory bodies, was passed in the House of Assembly on March 15. The amendments to the bill, which saw much opposition these past few months, was again not without controversy from the opposition benches during the debate. The main thrust of the protest, was that the powers now granted to the governor were previously that of the minister of finance. Many have protested that Premier Sharlene Cartwright Robinson, who is the Minister of Finance and the member that took the amendments to the House, was giving up her powers to the British appointee. However, in spite of the opposition to the amendments to the ordinance, the amendment bill was passed by a majority vote. The premier has maintained that the governor would be acting in consort with the Cabinet on this as he does in any other matter related

to the Turks and Caicos Islands Government. Under the original ordinance the governor was already granted the power to remove the members of the board of a statutory body and appoint a new board if the board was found in contravention of the law.
Under the newly expanded addition to the original ordinance, he is now empowered to appoint an examiner to examine the financial affairs of the statutory body if he has reasonable grounds to go on that the body is at risk or poses a systemic risk to the public finances. The revised law also provides that the examiner shall make his report in writing to the governor on conclusion of his investigation into the body. The governor is also now empowered to give directions to the examiner concerning the scope of the examination, the period of the examination and the manner in which the examiner’s report should be made to the governor. The law also now provides that the examiner will be able to request records, accounts and property of the statutory body, from a member, staff or agent of the statutory body, including its attorneys, accountants and bankers. It is then the duty of that person who receives such a request from the examiner to comply with it as soon as reasonably practicable, the revised law outlines.

Students protest unsanitary conditions at Grand Turk campus
College students protest unhygienic conditions at Grand Turk campus BY OLIVIA ROSE STUDENTS of the TCI Community College came out in their numbers on Tuesday (March 27) to protest about unsanitary conditions at the campus in Grand Turk. The students also staged a walk out a day earlier to demonstrate their frustration with the lack of running water, lack of bathroom facilities, lack of classroom space, supplies and overall unhealthy conditions of the college. One student, who spoke to the Weekly News via telephone, said the campus had been without clean running water for months before the protest. This resulted in filthy restrooms and disruption of classes at the campus, the student who asked to remain anonymous said. Coupled with these issues, the campus has become rodent infested, dilapidated and unsightly for quite some time, they added. During the protest the students said they were unhappy with the way the facility is being managed. They explained that this is not the first time they have aired their grievances to their teachers and
administrators but their plight has fallen on deaf ears. This week’s protest coincided with a sitting of the House of Assembly. Picketers stood together armed with placards outside the NJS Francis Building on Pond Street in Grand Turk calling for the Government’s swift intervention. One student held a placard that read: ‘A restroom without water is like a classroom without lectures.’ Students demanded adequate lecturers and facilities to study since they are paying tuitions to the college, and they also called for more resources and updated books for the library. These issues and complaints have been written and submitted to the president of the Turks and Caicos Community College Dr Hubert Fulford. Minister of Education Karen Malcom has since met with the students and staff to listen to their concerns and is expected to make an official announcement on the issue soon. Premier Sharlene Cartwright Robinson, who spoke with the students, promised to resolve some

of the issues including the lack of bus services. She told them that while funds have been allocated from the supplementary budget to upgrade the facility, the shortage of classrooms was not considered. However, she informed the
students that she will address the chairman of the Community College Board to discuss the problems highlighted during the protest. A report on a Statutory Body Review in the Turks and Caicos Islands recently unearthed major financial and management
inadequacies. It made a recommendation to dissolve the TCI Community College Board and return its functions to the Government. The review was conducted by former chief financial officer Stephen Turnbull.

‘Contract killing’ leaves innocent WORK PERMIT CONTROLS bystander dead and another UK to blame injured
LEADER of the Opposition, Hon C Washington Misick, has called for a halt to new work permits for Haitian nationals in a bid to help stem the flow of illegal migration to the Turks and Caicos Islands. What are your thoughts?
SWIFT police action and video surveillance evidence led to the quick capture of two young men in the tragic March 23 murder of Andreika Stubbs and shooting a 17-year-old schoolboy. Up to press time, police reported that the two men, who will remain unnamed at this point, are still in their custody assisting them with investigations into the early morning deadly shooting outside the Versace nightclub on Leeward Highway, Providenciales. After being arrested on Friday and Saturday the two men - aged 19 and 20 - were taken before the Supreme Court on Sunday where a judge ordered that they could be detained beyond the lawfully stipulated 48 hours without them being charged, and while investigations continue. The Supreme Court has the power to order the police to hold suspects for up to two weeks for investigative reasons. The incident occurred at about 3.20am in the parking lot of the Leeward Highway nightclub. Information reaching this publication is that 30-year-old Stubbs was standing outside along with several others when gunfire broke out in her vicinity. She and the teenager were hit by the bullets, which sent those nearby running for their lives. Stubbs later succumbed to her injuries at the Cheshire Medical Centre where she and the injured teen were taken for treatment. According to sources, shortly after the shooting police requested and reviewed security cameras located on the Fortis TCI compound, which is situated directly opposite the nightclub. From those tapes, they were able to identify the suspected shooters, one of whom acted as the getaway driver. Two men were subsequently arrested, one later on Friday and the other on Saturday. Reliable reports are that the two young men are alleging to police that they were hired to kill a man who was at the nightclub, but missed and shot the two victims. The intended victim, it has been revealed to this publication, is a man who has had several run-ins with the law and the local courts. It has also been alleged that one of

A message on a public Facebook forum on Friday read: “Management and staff of the Versace Bar and Lounge are deeply saddened by the unfortunate events that occurred early this morning in the surrounding parking lot of our establishment, that claimed the life of a young lady and left others injured. “We were made aware of several messages that have been circulating via social media and various media houses, stating that this incident occurred inside our establishment and would like to take this opportunity to clarify that this information is false and that our establishment was in fact closed and patrons had already vacated the building at the time of the incident.” The statement stressed that staff have “very little control” over anything that transpires following closing hours. “We would further use this opportunity to plead with law enforcement to assist in this regard wherever and whenever possible and to also encourage the general public not to resort to violence as means of resolving any issue. “Once again our hearts go out to the families of the victims and we would finally like to reassure the general public that it is safe to socialise at the Versace Bar and Lounge.” Police investigations into the deadly shooting are continuing. From what I can see, work permits need to be halted on a whole. Philippines are the biggest problem of chain migration to this country, taking jobs from everyone. Where is the action on that? This along with the fact that the majority of foreign owned businesses do not even hire native people. It’s a shame that Haitians are the only ones being looked at. People are taking your country, and it’s not the Haitians only.

Typical of our political elite. If you can just about read and have no ability to understand the labour market statistics recently issued by the TCIG, you will not understand that forcing wages to rise temporarily whilst throttling economic investment and consequent growth will combine and have precisely the opposite effects to those being sought. We desperately need a new, young, educated political elite.
Six point plan
I think that it’s a good idea. 1) Send the Haitian diplomat back to Haiti. We don’t need him. His presence makes the Haitians believe
that they have the right to come and go. 2) Levy big fines on TC Islanders who hire them. 3) If we need them, and we do, find a way to set up a labour board in Haiti or the Dominican Republic, advertise positions in the Philippines, to get the labourers, skilled workers etc. 4) Immigration and Border Control need to monitor visitors with intent to stay, with proper name and address and the person responsible for inviting them to the TCI. Fine them for visitor overstay if they don’t go to proper channels to ask and get an extension. Have them be present to come inside to immigration to sign off their guest(s). 5) Haitians working in the Bahamas with work permits mandates that they leave the Bahamas every six months to be able to keep and renew their work permits. 6) Pregnant women must return home to give birth to their children unless they are married to a TC Islander. Illegals put stress and burden on our social care, healthcare and education.
Citizens first
The way forward is not to give work permits for illegals or to legals who arrive in the correct manner. When unemployment goes up among citizens their counts for work permits goes down, employment among citizens goes up, work permits go up among them! This policy takes no rocket scientist to figure out - put your citizens first and then your guests second.
It’s unconstitutional
Discrimination is prohibited in our constitution on the basis of things like race, creed, colour, sex and nationality. As a country, we need to determine a clear focus for any moratoriums. Are we doing it to block a certain class or nationality? Are we doing it to crack down on the illegal practice of all kinds of people working in the Turks and Caicos without legal status? Are we doing it to fill all levels of employment with Turks and Caicos Islanders first? We can easily mimic countries like Canada and Australia where there are criteria for application and
you apply. If you qualify with the requisite points, you may get the opportunity and because the process at least appears unbiased, if you do get approval there is a gratitude. I think that kind of system naturally engenders a different attitude among the expat workers. The TCI cannot take on some elitist attitude that we have too many of any group, because we need people at all skill levels. We are but a tiny people. What if some accomplished Haitian doctor or lecturer or hotelier or farmer wanted to come into the country - we just eliminate him or her because they are Haitian, even though they are adequately qualified and suited to the work we need done? Nonsense. We need to obey the laws, which all stem from the Constitution of the Turks and Caicos Islands. No discrimination. Here is what it reads verbatim: Protection from discrimination 16 (1) Subject to subsections (4), (5) and (8), no law shall make any provision which is discriminatory either of itself or in its effect. (2) Subject to subsections (6), (8) and (9), no person shall be treated in a discriminatory manner by any person acting by virtue of any law or in the performance of the functions of any public office or any public authority. (3) In this section, ‘discriminatory’ means affording different treatment to different persons attributable wholly or mainly to their respective descriptions such as by race, national or social origin, political or other opinion, colour, religion, language, creed, association with a national minority, property, sex, sexual orientation, birth or other status whereby persons of one such description are subjected to disabilities or restrictions to which persons of another such description are not made subject or are accorded privileges or advantages which are not accorded to persons of another such description.

Opposition rejects dissolution of Community College Board BY OLIVIA ROSE A RECOMMENDATION to dissolve the TCI Community College Board and return its functions to the Government has been wholly rejected by the Progressive National Party (PNP). Opposition Leader Washington Misick said any move in this direction is akin to backward thinking. His remarks came weeks after a government ordered Statutory Body Review in the Turks and Caicos Islands unearthed major financial and management inadequacies. Although the deficiencies of all statutory bodies were exposed, the review strongly recommended the dissolution of three boards on the basis that they had failed to demonstrate adequate control over the entities leading to a collapse in governance. The review, which was conducted by former chief financial officer (CFO) Stephen Turnbull, disclosed that the Community College Board, Tourist Board and the National Health Insurance Board (NHIB) have over the years demonstrated poor standards of governance which have resulted in significant contingent liabilities being incurred by the Government. However, Leader of the Progressive National Party (PNP) Washington Misick, said the mere suggestion of dissolving these semiautonomous bodies and subsuming their functions back into Government is regressive.

Misick who was speaking at a press conference on Tuesday, March 20, said alternatively the boards should be revitalised and revamped. He said: “The consolidated Statutory Bodies Review report; I believe it’s not balanced it is purely a quantitative number based report that does not take into consultation or reflect any kind of system state. “It suggests that the Community College Board should be closed or abandoned and the functioning or the management of the college should be subsumed into the Ministry of Education. “I think you will all agree with me that the system that we have and I’m not pointing fingers at nobody in particular, but the whole system of the public sectors, the system is broken and it needs to be revisited and recalibrated. “And so to suggest that you would close the board and subsume it into
Ministry of Health staff now enforcing tobacco control law AN AMENDMENT to the Tobacco Control Ordinance will now see the Ministry of Health overseeing the enforcement of it. The original law provides for the establishment of a unit comprised of a separate coordinator and staff, but this has not been done as yet. As, such, last week the bill was amended and taken to the House of Assembly to vest the authority to conduct the functions of the unit in a committee set up within the health ministry. The committee shall be comprised of members the
minister of health considers equipped to carry out the functions of the unit. These members will be sourced from public officers. The functions of coordinator and staff will now be carried out by the director responsible for substance abuse and by staff under the ministry. These persons now have the legal authority to carry out the functions, powers and duties conferred on the unit, coordinator and staff in the original ordinance, and all legal privilege provided to them. Government is backward, thinking you have a labour report which actually contradicts the Statutory Bodies Report, the labour skills report speaks to the need for increasing the skills level of the local population so that their level of participation in the economy is increased.” He further called on the Government to invest more into skilled based training, that would ensure more spinoff benefits for the populace and by extension the economy. “If you look at the stats you will see that we, in most cases, are at the bottom of the round particularly when it comes with entrepreneurial involvement in this economy, in terms of the management positions. “Most of the management positions according to that report are held by British nationals who make up a very small portion of the population and then the second are the Americans and the third are the Canadians. “The Turks and Caicos Islanders have I believe, 13 percent. I’m not sure but it’s very small.” He argued that taking away the autonomy of these organisations would cripple the longstanding governance structure of the territory. “And so how do you expect Turks and Caicos Islanders to participate in the growth of these Islands if you’re going to close down and take away the autonomy.”
EMPOWERMENT “I believe what is necessary is empowerment that would seek to upgrade the whole education particularly at the tertiary level or the trade level,” Misick said. “We’ve been talking about this from time immemorial, about the need for trades.” The former finance minister stressed that while investing in academia is imperative, investing and capitalising on the prospects of technical and vocational education and training is equally important. Misick said: “And even though we’ve got that TVET programme, there’s been no significant investment in that. “Instead of attempting to reduce the level of investment in education by subsuming the Community College back into Government I think we should look at how we could significantly increase the amount of investment we put into education but make sure it is appropriate. “I’m not suggesting that Government should not invest in some of the professions like business administration, accounting, and the legal profession but I think there needs to be more investment into trades, whether it is electrical air conditioning, spa therapist and so if we’re going to do that the remit

of the Community College would be expanded or the Community College could in fact take on the responsibility of chaperoning these other departments under it. “If I were to make one criticism of the Community College and not the individuals, that if you look at major institutions across the world a lot of them, particularly in North America, the head of those institutions are businessmen who can drive the organisation to raise capital. “That is not to take anything from academicians, academicians in most universities are head of the academic programmes.” Misick pointed out that many similar learning institutions around the world find ways to generate income that would allow them to be self-sufficient. “If you look you’ll see that the people who run these organisations run them as for-profit organisations and they go out and they find ways of generating from the public and private sector involvement to provide the funding that is necessary to provide scholarships and other programmes that would help to educate the population. “So there needs to be a whole system review of how we can get to that point, and any idea of dismantling the board is something that we should reject entirely.”

Hotels to pay settlement to Gov’t in 12 storey legal battle BY DELANA ISLES THE GOVERNMENT of the Turks and Caicos Islands will receive a $112,000 settlement from the two hotels with whom they were entangled in a year long building height increase legal controversy. The terms of the settlement between the parties was revealed on Tuesday (March 27) by Premier Sharlene Cartwright Robinson during a sitting of the House of Assembly in Grand Turk. The premier was responding to questions posed by Opposition Appointed Member, Royal Robinson when she made the disclosure. Robinson’s questions on the withdrawal of the appeal to the Privy Council by The Tuscany and The Venetian Strata Corporation hotels and the settlement to be paid to the Government as part of the litigation have been pending for quite some

time. As explained by the premier this week, she has now received the go ahead to speak about the terms of the agreement. “The agreed terms of the settlement was that TCIG notes the development manual contains restrictions and in particular notes
that current setbacks outlined in the development manual as amended legal notice 11 of 2016 are the setbacks currently enforced. “Two, that a sum of $112,000 will be paid to the TCIG within two months on account of all the cost in the litigation and no cost ordered today [day of withdrawal] will be enforced. “Three, it is not the intention of the appellants or the respondents to make any announcements, save to confirm the withdrawal of the appeal having agreed to terms, but it is knowledge that the parties will refer to the terms of the withdrawal of the appeal if they are required to do so,” Cartwright Robinson reported. She added that as part of the agreement reach, the Court of Appeal was asked not to deliver a ruling on cost. The premier said that the Government agreed to those terms.
Tourist Board is ‘archaic’ says opposition leader – But insists it should not be scrapped BY OLIVIA ROSE THE TOURIST Board is indeed antiquated and needs a complete overhaul yet should not be dissolved, according to Opposition Leader Washington Misick. His comment came following the release of a report on a Statutory Bodies Review conducted by former chief financial officer (CFO) Stephen Turnbull. The report stated that the Tourist Board had not been subject to adequate levels of oversight and there is no compelling reason why it should function as a separate legal entity when its primary purpose is marketing. Speaking at a press conference on March 20, Misick said: “The Tourist Board Ordinance I think came in 1960. This is 2018 - you can count the years so I agree that the system that we have is archaic it needs to be scrapped.” Misick suggested the establishment of a more robust organisation that would promote and ensure the stainability of tourism in the territory. “What is needed in Turks and Caicos is a destination management organisation that is fit for purpose. “These Islands have been doing well in tourism and due respect to those persons who have been involved on both sides of the political aisle, whether it’s PNP or

PDM, it has had very little to do with politicians and very little to do with even the directors of tourism. “It has everything to do in my view with the God given attributes of this country, its strategic geographical location and hotspots around the world and the weather and climate and ‘beautiful by nature’ oceans that drive people here.” Misick reminded that rankings and destination popularity are fleeting triumphs hence the need for stringent strategies that will capitalise and preserve the territory’s tourism product. “We brag about our ranking; well, ranking changes and unless we manage this product properly we may one day not be in the position that we’re in. “So we need to come up with an organisation that works, that
promotes tourism, the sustainability of it, in terms of the human resources but also in terms of the organisational structure and the people who are mostly involved in the business who understand the business and who will be able to drive it successfully. “Why is it necessary every time to bring a junkanoo band out of Five Cays, out of Blue Hills, to a hotel environment when we should be developing facilities whether to stay there or other facilities to take the tourists from the hotels into our communities so that they can leave money in that community. “Have a system whereby hotels are encouraged to twin with small farmers to grow things organically so that they can feed that into the tourism sector, that’s the kind of tourism destination management organisation that is needed.” The opposition leader said more needs to be done to improve the work and impact of the Tourist Board. “But I cannot support and the PNP cannot support the closure of the board and the subsuming into Government and I believe the Government has taken a position that they have no intention of doing that either.” Despite several bailouts by the Government the liabilities at these statutory bodies continue to be incurred and in some instances, grow according to the analysis.
In January 2015, the former PNP administration hosted public consultations on the then proposed 12 storey development, which was in equal parts rejected, roundly criticised and welcomed by various sections of the local society. As a result of what was eventually deemed unsatisfactory consultations, The Venetian and The Tuscany filed legal action later in 2015 questioning the decisions to allow 12 storey developments. After a two year battle in the local courts to ensure that environmental guidelines are followed and adhered to in allowing the building height to be increased from seven to 12 storeys, last June the hotels decided
against taking their legal fight to Her Majesty’s Privy Council after suffering losses in the local courts. At the time of the withdrawal the parties involved would only say that they have reached agreed terms and had decided not to pursue further action. Those parties involved in the legal action were the Governor of the TCI, Minister of Infrastructure, Housing and Planning, and the Director of Planning along with Desarrollos Hotelco TCI as an interested party. On February 26, the Ritz Carlton Hotel, being developed by the Desarrollos Hotelco, broke ground and construction on a 12 storey resort, residences and spa began.

Price Club robbers sentenced to six years each DOMINICAN nationals Tito Reyes and Nelson Luciano have each been sentenced to six years imprisonment after admitting to a 2017 robbery at a local supermarket. The men had previously pleaded guilty to the June 19, 2017, robbery, and were remanded to prison until sentencing. On Tuesday (March 27) they were handed their sentence by Judge Robert Shuster at supreme court. The men were represented by attorneys Noel Skippings and Finbar Grant. The facts of the robbery are that one of the robbers, an employee, planned the robbery and both men hid in the roof of the newly renamed store - now Provo Cash and Carry - waiting for it to close. However, at about 8pm, while waiting in the roof of the building, one of the men fell through the ceiling and broke one of his arms. That did not deter the robbers, as they proceeded to execute their nefarious plan, holding an employee against her will and demanding cash as she was tallying the day’s sales. The men then made off with the employee’s cell phone and nearly $4,000 in cash. They were caught on their way out of the Providenciales store as someone had called 911 during the commission of the crime. Initially three men were arrested and charged for the crime.
Fake gun lands airport staff in jail Leighton Dixon, who ran away from airport security earlier this year after the discovery of what appeared to be a gun showed up on the scanner, has been placed on $10,000 cash bail. Dixon has been charged with possession of an imitation firearm with intent to commit a serious offence, and was granted bail when he appeared before Judge Robert Shuster on Tuesday, March 27. At the time of the offence, Dixon was an employee at the Providenciales International Airport when he allegedly carried what appeared to be a firearm through the airport and it was seen on the scanner as his bag was going through the machine. When confronted about the suspected weapon by airport security, Dixon grabbed his bag and ran away. Dixon is currently still awaiting payment of his bail before he is release from the Grand Turk penitentiary. He is being defended by attorney Ashwood Forbes.

Former prison boss calls HMP ‘a real mess’ HER Majesty’s Prison (HMP) in Grand Turk has received some very harsh criticism from former prison superintendent Steve Barrett. Barret, 55, now serves as the interim prisons director of Her Majesty’s Prison in the Cayman Islands. He exited his post in the Turks and Caicos Islands in January this
year and moved to take up his new position in February. As reported by the Cayman Compass, Barret compared his old posting in the TCI very unfavourably against his new location. Cayman essentially has a welltrained, capable prison staff and a community that is ready and willing to help, Barrett said.

Dead man found on beach
UK-supported aerial teams that are on island boosting local forces in the fight to capture recently landed illegal migrants have discovered a dead body during their surveillance. The search team was surveilling the North West Point area of Providenciales on board a helicopter last Thursday, March 22, when they saw an unmoving body lying on a beach in the area. Upon further checking it, the team discovered that it was a man and he appeared to be dead. The team phoned in their discovery to the 911 Centre at about 6.20pm. Police and emergency personnel responded to the scene and confirmed that the man was not alive. Police have so far not determined the identity of the dead or the cause of his death. Investigations are continuing.
Woman charged with perverting justice
Police have arrested a 23-year-old woman on suspicion of perverting the course of public justice. The arrest was made on Wednesday, March 22, on Grand Turk, following a report made to police on February 21. The woman was released on $5,000 police bail. No charges have been laid as yet.
Bandits cart off Samsung tablet from local pub
An Airport Road drinking establishment was robbed by two bandits last Wednesday night. Police reported that at about 11pm on the day in question they received a call to the 911 Centre about the robbery. The victim, a woman, reported to police that she was approached by two masked gunmen who demanded money. She said that they eventually stole a black Samsung tablet valued at $600 after which they both fled by foot.
‘Peel and Seal’ bandit strikes again Another robbery of a hardware store in Grand Turk was last week reported by police. Grand Turk Police said that the incident is believed to have taken place between Wednesday, March 21, at 6pm and Thursday, March 22, at 6am. The culprit stole six rolls of peel and seal, valued at $158.
The Royal Turks and Caicos Islands Police Force is appealing to any member of public who may have any information on these crimes. They can contact Chalk Sound Police Station on 338-5901 or make use of the confidential reporting system through Crimestoppers on 1-800-8477.
And former prisons director Neil Lavis did excellent work in setting up prison programmes and rehabilitative services. “What we do have here is a real appetite among the communitybased partners to come and be involved with us,” he said. This is a key difference from the interim prisons director’s previous experience in the Turks and Caicos Islands. “The prison in the TCI is so impoverished environmentally to the people that are held there and the people who work there,” Barrett said. “The [Turks and Caicos] prison is in a real mess.” The veteran prison officer, spent two years running the TCI prison before taking up his new post. In another report out of Cayman - the Cayman 27 News - Barrett also stated: “Let’s be very blunt, the facilities built here are not fit for purpose.” This statement was immediately followed by the good news: “The Cayman Islands government has been extremely acknowledging and accepting of that fact,” he said. Last year, TCI Government announced that they had a number of plans to improve the local prison systems including increasing manpower and improving infrastructure. In October, the local prison service welcomed 22 prison staff from the United Kingdom following their deployment to Her Majesty’s

At the time of the deployment of the new officers Barrett has said: “This is a significant investment in the prison by Her Majesty’s Government and one which is intended to deliver long term benefits to the delivery of our business. “I am particularly pleased that our
staff will be exposed to the skills of the UK prison officers. “In real terms, this constitutes the best possible learning and development opportunity for our people.” Efforts to reach the Ministry of Home Affairs for a report on any improvements planned for HMP, and a response to Barrett’s condemnation of the local penitentiary’s conditions were unsuccessful up to press time. Bill to keep minors out of bars and nightclubs passed BY DELANA ISLES EARLIER this month, members of the House of Assembly unanimously passed a bill to keep anyone below the age of 18 out of nightclubs, bars and discos across the Turks and Caicos Islands. The Liquor Licensing Amendment Bill 2018 also seeks to increase the punishment for licensed establishments who are in contravention of this newly revised law. The amendment also ups the age of persons allowed into these establishments from 16 to 18. The bill requires employees of these establishments to ask for photographic identification of anyone who appears to be under the age of 18 before they are allowed entry and before they are served or supplied with alcohol. Photographic identification refers to a valid driver’s licence, a valid passport, or any other valid government issued identification, according to section 27 of the
ordinance. Where a patron who is asked for identification, fails to provide such evidence of their age, the licensee or the employee/agent shall refuse to allow entry to that person or to sell or supply liquor to that person. Anyone found in contravention of this revised law will now be liable under section 29 of the ordinance to a fine of $1,000 or six months’ imprisonment. Previously the fine was $50 or one month in prison. Section 30 of the ordinance is similarly revised, where before the fine was $200 or three months in prison, if found in contravention under paragraph (a) persons are liable to a fine of $1,000 or six months’ imprisonment. In paragraph (b), under this same section, the words “a fine of $500 or to imprisonment for six months” is repealed and substituted with “a fine of $2,000 or imprisonment for one year”. During the dissection of the bill in the committee of the whole on March
15, Premier Sharlene Cartwright Robinson said: “This is for the sale and supply of alcohol everywhere. We are trying to stamp out underage drinking.” While throwing his full support behind the bill during the debate segment, governor appointed member Tueton Williams said: “There must be some kind of laws in place that would stop our young people from entering bars, clubs etc. “On a daily basis, whether it is a party, whether it is club, it doesn’t matter, we are aware that these children are underage and we are allowing them to enter the various premises, we are allowing them to buy liquor, we are allowing them to take pictures and post on social media. “It is disrespectful, it is wrong and I am happy that we have this clause in place.” Williams said that bar managers, even though they are aware some of their patrons are underage are still allowing high school students to visit these establishments.

It has become painfully obvious to any American with a fifth grade education that Trump, for whatever reasons, is quite obviously beholding and obligated to Putin as evidence by his almost constant pandering and stated admiration for the Russian president. What does Vladimir Putin have on Trump? It can’t be legitimate, but it must be powerful to compel the president of the United States of America to cater and acquiesce to the desires of the Russian president. Anyone currently watching Turks and Caicos Islands politics knows that one of the most troubling matters to Turks and Caicos Islanders is the support that Premier Sharlene Cartwright Robinson and the PDM Government are giving in the House of Assembly to a proposed amendment to the Public Finance Management Ordinance that will see the British governor being granted greater and additional powers over statutory bodies in the Turks and Caicos Islands. Simply said, this bill increases the British governors’ power and control over Turks and Caicos Islanders and their economy. Is this what the citizens of the
TCI want? Have the previous British governors done so much for Turks and Caicos Islanders and distinguished themselves so well that they have earned or deserve more power? I think not. A reading of the premier’s explanation in the Turks and Caicos Weekly News for supporting this illadvised bill provides no reasonable or logical explanation for her support of the bill other than reading between the lines of her statement. “The situation is that the statutory bodies… pose a significant financial risk to the Government of the Turks and Caicos”. One can only conclude that in the opinion of the premier, neither she nor her PDM Government are capable or qualified to administer, manage or otherwise supervise the TCI’s statutory bodies and in her opinion, the British will do it better. How can we expect the youth and college graduates of the TCI to display the required can do spirit and attitude that is necessary to succeed in life when the premier of the TCI surrenders to the British without a fight? The premier needs to lead, follow or get out of the way, not take us backwards.

Now 2018 in the TCI, the woman’s year begins. Our former minister of education Josephine, brought into the PDM by Oswald Skipping, recently lost her ministry when she questioned Premier Sharlene Cartwright Robinson’s management.
Everyone knew where Josephine came from; she believed in big government principles. Losing her PDM ministry was a humbling experience. No surprise, she has now defected to her roots, the PNP. In fact, Oswald Skippings had thrown away his PDM roots in the 2016 election. Skip got so few votes it appeared his political career was over. What we find interesting is both
Oswald and Josephine have the same basic instincts - a burning need to lead. They have told the country that in no uncertain terms. It is not about Sharlene or party principles, it is all about being leader. “The PDM cannot win without me leading them,” said Skip. The PDM did win without him in 2016 after they had lost with him in 2012! Does pride go before the fall? Now the PNP has a potential leader and the TCI knows they need one. Royal lost placing last in the 2012 election when his party won. He now relies on an appointment. Mark lost in 2016 a seat his party had held for decades. Two election losers? Who then are the PNP winners? Akierra Misick of course and now Josephine. It’s now about PNP gals. Porsha won based on long lasting PNP
control of vote counts. Amanda could be on the comeback trail. We hear she has been shopping clothes in the USA. What about Anya? She has the responsibility to straighten out the civil service. Opposition leader Recognising the says keep NHIB real salesman – PART ONE Dear Editor, There are too many times in our country where history is being rewritten with errors. If one does not know the facts, one takes the revised history as the truth. Therefore, I am going to document Walter Sean Gardiner’s involvement in the Ritz Carlton project in this medium. In my opinion, his involvement was so significant and should not be overlooked. He is the local person that deserves the most credit and recognition for the Ritz Carlton project. Before I proceed further with this article, I must mention that bona fide investors do not care about the political party that is in government. Investors want three main things from a government: 1) Favourable concessions or exemptions on imported goods. 2) The ability to import labourers without major restrictions on labour clearances and work permits. 3) A clear and straightforward development process that allows them to complete their project within the timeframe without unnecessary delays. I believe credit for projects should only be given to a government if the government was proactive in arranging and inviting developers face to face to our country, or the government introduces investment policies to incentivise investors or if the government spends a significant amount of dollars on the marketing or promotion of the TCI so they can attract investors and tourists to these Islands. Governments should not be like lazy salespersons that do not initiate or convince someone to make a sale but rather just taking a sales order
from a client. There are salespersons who want to take a credit for a sale simply because someone came in the store to purchase an item and it so happens that the salesperson was the one on duty when the client came in. The salesperson did not encourage and convince the customer to get any other thing but just waited until the client finish shopping for that item and now wants to take credit for the sale. This is a lazy sales clerk. The sale for that particular item would have happened no matter who the salesperson was on duty because the client wanted that item. On the other hand, an aggressive or proactive sales person would attempt to convince the client to buy other products or services while in the store. A proactive salesperson would also do road shows, meet potential clients and invite them in the store to buy products or even take the products with them to sell them while on the road. If a sale takes place, the credit for the sale of the items rightly should be rewarded to that aggressive or proactive sales person There were so many hurdles and setbacks that the developers and promoters of the Ritz Carlton project encountered and in my opinion, it was a complete disincentive for this developer and future developers. Of course, I am by no means suggesting that opponents to this project should have not use the judicial system as it was their rights to do so. Therefore, I must highlight and recognise the important role that Mr Walter Sean Gardiner played in bringing this project to fruition. Drexwell Seymour, Providenciales
RO plant up and running in Salt Cay SALT Cay’s reverse osmosis plant has been repaired and is now producing water for the wider population. A team from the Water Undertaking Unit within the Department of Public Works and a technician visited Salt Cay on Thursday (March 28) and brought the unit back online. This plant, which has been out of action for “some time” according to a Government press release, is capable of producing a total of 14,500 gallons of water per day.
This can adequately service the residents of Salt Cay as well as provide stores, the statement said. Early last week, a team comprising of a senior member of the Ministry of Infrastructure and members of the Public Works Department Maintenance, Water and Project Management Division, visited Salt Cay. They conducted a damage assessment of the water storage facilities in particular and other areas with the view to begin repair works.
BY OLIVIA ROSE PASSING control of the territory’s National Health Insurance Plan (NHIP) to the Government is not an option, Opposition Leader Washington Misick has stressed. “What we need to do as far as NHIP is concerned is to find ways to make it work to the benefit of these Islands,” he said during a press conference on March 20. Misick was responding to a recent Statutory Bodies Review report which recommended the total dissolution of the National Health Insurance Board (NHIB) due to inefficiency. The NHIB is the body responsible for collecting funds from employers and subscribers to the health insurance plan to purchase healthcare on behalf of and to the benefit of those registered. Healthcare is provided locally by TCI Hospitals, a network of contracted private primary clinics and private pharmacies. The NHIB also manages the procurement of overseas treatment for the beneficiaries of the plan. Misick said devising ways to address a plethora of problems affecting the health insurance scheme, is where the Government should focus. “We need to find a way to fix it, to make sure that the services that are available on island at the primary healthcare level and the secondary level is approved and find ways to reduce the cost.” He noted that the Government is yet to take a definitive stance on the fate of the health insurance plan which covers thousands of beneficiaries throughout the territory. “If you listened to the House last week they said that there is no intention to close the Tourist Board or the Community College Board but there was a deafening silence when it comes to NHIB. “Because there’s this conspiracy theory that NHIP was mismanaged and that in order to help properly manage it, it needs to come back to Government. “Well I believe some of you had experience of what happened before NHIP was established and I don’t think you want to go back to that.” When the report was released on March 1, Premier Sharlene Cartwright Robinson rejected the recommendation to dissolve the NHIB and instead opted for an actuary to assess the situation before any decision is taken. The treatment abroad programme skyrocketed in the first half of the 2017 financial year in amounting to over $5 million of the cost overrun. The opposition leader talked about the financial burden the treatment abroad scheme places on

the territory’s purse. He said: “I think we can all agree that the cost of treatment abroad is getting out of hand, but I also understand before NHIP was in place it was even higher that it is today.” He reminded that the NHIP was established with a view that the Government would divert money that was being spent before on the local health system to provide treatment aboard for people who needed it most. “Now the difference was before NHIP, treatment abroad was restricted to Belongers, today it is everyone who contribute to the state, and that is the element of NHIP that needs to be fixed. “And nobody wants to face up the fact that the whole structure of the deduction to support NHIP needs to be reviewed.” Misick explained that the financial issues plaguing the plan are due in part to low-cost labour sourcing. “Part of the reason we’re facing challenges for example with NHIP, is because the quality of the jobs that are being attracted are jobs that are minimal wage jobs so therefore the contribution to NHIP can not necessarily sustain the programme.” FORMER GOVERNMENT’S INTERVENTION Highlighting the Government’s efforts to mitigate the cost of overseas treatment without compromising care to beneficiaries of the plan, Misick noted that several initiatives were implemented, including the development of a new pharmaceutical policy which would significantly lower the cost of drugs to both patients and NHIP. “When the Progressive National Party was in office we looked at two things. First what could be done to make the system more efficient, we conceived and put together a plan to have a revenue authority and what that revenue authority would do would bring NHIB and NIB together and government revenue together, so you’ll have one revenue authority,
one collection agency and one compliant agency. “We’ve gotten as far as to put together a working team to look at how that could be done, by doing that we came up with a unique identifier today. We have a driver’s licence, we have a NHIP card we have a NIB card. “The system that we were building, this smart system would actually mean that if we were to have one system it would help to deal with the illegal immigration problem, it would help to deal with the illegal jitney problem, it would help to deal with the motor vehicle licensing issue that we face.” Additionally, the former administration established a system that saw free extended hours to all government primary care clinics. Coupled with this, a capitation on overseas care expenditure for work permit holders was also introduced. He reminded the Government of its promise to fix the healthcare system and urged them not to renege on that commitment. “The PDM on their campaign trail or in their manifesto said that they’re going to fix the problem, that they were going to deal with the issue of the management contract of the hospital and one time they even suggested that they were going to close it down or take it back into Government or bring in American operators. “The cost of that would be so extravagant that that would not happen and maybe it is their long-term objective to take it into Government, I don’t know. “But I want you to watch them because they haven’t said anything about NHIP and that is going to determine the quality of healthcare that you get or the public gets into the future.” The NHIP was established in 2009 as a social health insurance plan based on contributions from employers and employees who are legally resident in the Turks and Caicos Islands.

Liquor licences can be revoked at noise nuisance nightspots BY DELANA ISLES NEWLY passed legislation has granted magistrates the power to revoke or suspend the liquor licence of any establishment found to be causing annoyance to people in their vicinity. The legislation - The Liquor Licensing Amendment Bill 2018 was amended and passed two weeks ago with the full support of the House of Assembly. Among other things, the original ordinance - The Liquor Licensing Ordinance - now has two new sections (22A and 22B). SUSPENSION OR REVOCATION OF LICENCE ON GROUND OF CAUSING PUBLIC NUISANCE 22B. A magistrate may, on complaint made in writing by an aggrieved person, suspend or revoke a licence, if satisfied the conduct of any licensed trade or business to which this ordinance applies has caused annoyance to persons in the vicinity of that trade/business by virtue of excessive noise or nuisance. The licensee will then be summoned before the magistrates’ court for a hearing, and if dissatisfied with the magistrate’s ruling, that person may appeal the order to the supreme court. DUTY TO MAINTAIN CONDITIONS UNDER WHICH LICENCE WAS GRANTED The principle ordinance is also amended by inserting after section 22A: “Where a licence has been granted or transferred on a licensing authority being satisfied that certain conditions exist or certain requirements are being fulfilled in respect of the licensed premises, a licensee shall fully comply with such conditions and continue to fulfil such requirements at all times during the subsistence of the licence and shall, at all times and in every respect, conduct a bona fide business in respect of which the licence was granted.” If a licensee fails to comply with subsection (1) they commit an offence and is liable on summary conviction to a fine of $1,000. Meanwhile, anyone who refuses to give his name and address when demanded by a police officer while he is carrying out a search of the establishment under the order of a search warrant, or who gives a false name or address shall be guilty of an offence and liable on summary conviction to a newly increased fine of $500, where previously the fine was $100. Likewise, under section 25 of the
ordinance any licensee or his agent who fails or refuses to close licensed premises when ordered to do so in the case of an emergency such a riot or serious disturbance, and any person who hinders or obstructs the enforcement of such closure, shall be guilty of an offence and shall be liable on summary conviction to a newly increased fine of $1,000 or six months’ imprisonment, where previously it was a $200 fine or three months in prison. PARNELL’S TAKE In his contribution to the bill, Doug Parnell, Elected Member for Cheshire Hall, Richmond Hill and Kew Town was very vocal about his support for the amendments. Parnell has repeatedly aired the complaints of his constituents about the noise nuisance created by many drinking establishments in the Downtown area and has called for the legislative changes to protect residents. “The reason I support this bill is because there are some restaurants that started out as restaurants; they didn’t get enough business as a restaurant so they added a bar. “They didn’t get the right sort of business they were looking for during lunch or dinner time so they extended into the night, they didn’t get enough business when they did that so they added more music, and in the meantime, the neighbours are sitting there saying I have to take care of my children and they have to go to school.” He said that he fully supports the provision that provides for an agreed party to take a complaint to a magistrate. “If you have an area that is normally a residential area… and all
of a sudden you have barrooms and second storey apartment buildings, that just don’t make any sense.” He also pointed to the high incidence of nightclub crimes in the Islands, stating that in any other country these places would be shut down. “But here, because that is so and so [place], or that is this one, or that just happen like that we allow it to continue.” He further questioned how could it be that shootings and stabbings take place at certain places, yet these places are allowed to continue operating. The member said that this is because there is no real provision for the authorities to do anything. “So, I support the ability for licensing of establishments to conform to the original concept of their licence. “If you have a restaurant and you have a little music and you want to extend until 2 or 3 o’clock in the morning, you should probably get a different type of licence or permission, because those in authority need to know that you are going beyond a certain point; it is just good for public safety.” Parnell said the bill is something that is common sense and timely, and certainly not fanatical as other members suggested. He further said that with the influx of non-Turks Islanders, some traditional, cultural norms of the predominantly Christian territory are being changed or challenged. “And it is incumbent on the Government that all can know, this is what we believe needs to happen. “I would encourage all bar owners… if you are on a main street where most of the people are

traversing and cars are going, if you got to open your doors, blast your music, sell rum, have machines and have all manner of entertainment available for patrons, then something is wrong. “Have some respect for the rest of your community,” Parnell insisted. Premier Sharlene Cartwright Robinson, in her wrap up of the bill, said a number of the amendments and adjustments in the Liquor Licensing Bill came from the police who raised them as urgent work that needed to be done to the legislation. She said that she was guided by these people in bringing the bill to the House, adding that many who raised the changes with her are the ones who will be managing and enforcing the changes. The premier also clarified that if establishments want to be nightclubs, they have to be enclosed, and they should apply for their licences with these guidelines in mind. ADDITIONAL AMENDMENTS AS SET OUT IN THE BILL Section two of the principle ordinance amended the definition of
nightclub by repealing the word ‘a’ where it first occurs and substituting “an enclosed and soundproof”. Section five of the principle ordinance is amended by inserting after subsection four: “The governor shall appoint a public officer to perform the duties of secretary to a licensing authority, except in the case of Salt Cay licensing authority, the South Caicos licensing authority, the North Caicos district licensing authority for which the district commissioner for the respective island shall perform the duties of secretary.” The secretary shall assist the licensing authority in the performance of its functions. A member of the licensing authority is entitled to be reimbursed for actual and reasonable expense incurred in carrying out his duties as a member of the licensing authority. Section seven of the principle ordinance is amended by inserting the following after subsection three: “In determining after subsection CONTINUED

3(b) whether premises are suitable for the purpose, a licensing authority shall take into consideration the nature of the amenities, equipment and infrastructure provided for such business and for the entertainment of persons resorting thereto, such as: a. “In the case of an application for a restaurant licence: that the premises are adequately furnished and equipped and of a suitable size and structure for the purpose of habitually providing substantial meals for customers on the premises; and that the premises are equipped with adequate kitchen accommodation and equipment. b. “In the case of an application for a hotel licence; that the hotel is kept mainly for the bona fide entertainment of persons lodging or taking meals therein.” Section nine of the principle ordinance is amended by inserting after paragraph k, the following: “Casino licence permitting the sale on the premises of liquor during the
permitted hours for consumption on the premises.” Section 16 of the principle ordinance is amended by inserting after paragraph j, the following: “In the premises in respect of which a casino licence has been granted from Monday to Sunday (inclusive) 10am to 5pm the next day.” Section 21 of the principle ordinance has been amended to now read: “On such days during such hours an application for the grant of a license under subsection (l) shall be made to the presiding justice not less than 30 days before the event, and the applicant shall at the time deliver a copy of the application to the commissioner of police, chief fire office, chief environmental health officer and the director of planning.” All applications should state the date and proposed time of the event, the location of the event, the type of event and entertainment, the number of people catered for and the security and crowd control arrangements.

At a simple handing over ceremony held at the Wine Cellar on Wednesday (March 28), the Edward C Gartland Youth Centre, Commonwealth Games Association and Carifta TCI were all presented
with cheques to help support the work of their respective organisations. The youth centre, a non-profit organisation which provides a safe place for the youth of Providenciales, received $18,500. Activities provided at the centre range from tutoring to sports and recreation as well as arts and crafts. The Commonwealth Games Association, which is planning to send nine athletes from the TCI to Australia to represent territory at the 21st Commonwealth Games, received $7,500 to assist.
While Carifta TCI Committee, which will be sending 31 athletes to the Bahamas, received $15,000. The golf and fishing three day weekend event got off to an exciting start on March 8 this year at the Blue Haven Marina. The last seven tournaments have raised an incredible $200,000 to help the different youth-oriented charity organisations. This year’s total brings the donations over the past eight years from the tournament committee to $241,000.

Provo to North Caicos channel navigation lights switched on BY OLIVIA ROSE THE NAVIGATIONAL lights for the channel between North Caicos and Providenciales were officially turned on Wednesday, March 21, by Premier Sharlene Cartwright Robinson. The demarcation lights, which play a critical role in marine safety, were damaged during the storms last year, however they were replaced on February 1. Accompanied by ministers, members of the Ports Authority staff and members of the TCI boating club, the premier as Minister with responsibility for the Ports Authority ceremoniously switched on the lights. In her brief remarks, she underscored the importance of the lights to the people of North Caicos especially those whose livelihood depends on the sea. According to a Government press release she said: “This is a critical project for the people of the twin islands. “Lighting in the channel is important for these boating communities especially as medical emergencies often times have to use the sea for transport. “I have had the unfortunate experience of having been stuck at night in this channel on more
than one occasion and believe that something should have been done as a matter of urgency. I am pleased to have given the go ahead and bless this project. “I look forward to its speedy completion and to the joy it will bring the residents of the twin islands.” She wished mariners safe transit through the channel and pledged the Government’s commitment to providing financial assistance in future projects to assist these communities. Minister of Tourism Ralph Higgs stated that the lights would better facilitate the travelling public and movement of cargo to North and Middle Caicos. Chairman of the Ports Authority, Devon Williams, recalled his days as a young boy observing his uncle, who was a seaman, traverse the channel on many occasions. He said his life has come full circle to now serve as Chairman of the Ports Authority Board improving lives of the people of his hometown, North Caicos, and by extension Middle Caicos. Senior port facility security officer, Walter Hanchell of the Ports Authority who gave specifications said the lights are categorised as guiding lights that meet international standards on boats entering harbours. “The lighting path measures 2.5

Former civil servant returns to ministry after UK training LARRY Mills has been appointed as the Government’s new Director of Registration and Citizenship after returning to the TCI from study leave. He recently completed an MA in Law Enforcement and Intelligence Studies at the University of Buckingham in Buckinghamshire, United Kingdom. Deputy Governor Anya Williams congratulated Mills on the successful completion of his studies. “We are pleased to have assisted Mr Mills in his studies through the Civil Service Professional Development Fund and would encourage other civil servants to continue to seek opportunities for development under this programme as well. “Mr Mills has returned to the civil service with great enthusiasm and a keen interest in improving and revolutionising the service delivery of the Registration and Citizenship Department. “We wish him well in his new role and look forward to working

Local man receives Broken Wing Award from US Army NEARLY 48 years to the day after safely landing his aircraft following a catastrophic engine failure, retired master army aviator and Grand Turk native Charles Coverley has finally received recognition for his skill and courage in the cockpit. On February 1, Coverley, 78, was presented with the Broken Wing Award (BWA) by Brigadier General David J Francis, commanding general of the US Army Combat Readiness Centre and director of army safety, during the 2018 Aviation Senior Leader Forum in Fort Rucker, Alabama. According to army regulation 385-10 the army safety programme, the DASAF, awards the BWA to aircrew members who minimise or prevent aircraft damage or injury to personnel during an emergency situation. The commendation was reported by the US Army Combat Readiness Centre’s Michael Negard on March 5. “It’s really fitting that this is where I started my aviation career, to be able to come back and have a general make the presentation,” the Melbourne, Florida, resident reportedly said on receiving the award. One of 12 siblings born in the Turks and Caicos Islands, Coverley emigrated to the United States in 1964 at the age of 25 under a permanent resident visa. With the escalating conflict in Vietnam, he registered for the draft but began considering full-time service after several months living in Washington state. “I knew nothing about the military at that time,” Coverley said, explaining that his brotherin-law, who was serving in the air force, inadvertently helped guide
his decision with a discussion on enlistment commitments. “The air force was four years of service, the navy was four, and the army was three. I chose three.” Shortly after attending basic training at Fort Ord, California, and advanced training at Fort Eustis, Virginia, Coverley served the first of two tours in Vietnam as an aircraft electrician. While there, he applied and was selected for rotary-wing flight training, then split between Fort Rucker and Fort Wolters, Texas. He deployed for his second tour in Vietnam as a UH-1C pilot quickly following flight school graduation and eventually earned 32 Air Medals there. It was during his next assignment in Germany, however, that Coverley experienced the situation that would lead to his Broken Wing Award. During a 30 minute flight back from a maintenance test at a neighbouring installation, the engine on his MEDEVAC UH-1 blew and suddenly lost power. Coverley, the only pilot on the flight, immediately auto-rotated the aircraft and landed in a nearby field. Neither he, his maintenance sergeant nor his crew chief were injured, and the aircraft suffered no damage other than the blown engine. Training, Coverley said, was the key to successfully handling the emergency. “The training really paid off for me,” he said. “As soon as it happened, I knew exactly what to do. I was thinking, ‘You’ve got to sit this thing down, hopefully in one piece.’” Incredibly, this particular situation was Coverley’s fourth auto-rotation. During flight school, he was flying with an instructor pilot when their

aircraft suffered an engine failure. The IP took control of the aircraft, auto-rotated, and landed safely. Coverley also survived two shootdowns in Vietnam by auto-rotating, which he again credited to rigorous training. “With a single engine, you’re committed,” Coverley said of the UH-1. Although Coverley’s chain of command nominated him for the BWA while still assigned in Germany, his awards packet was denied due to an administrative routing error. His commander passed the packet to Coverley with instructions for resubmitting later, but it was soon lost in the shuffle of PCS moves and new assignments. Then, in fall 2017, Coverley rediscovered the paperwork while searching for a file for the Department of Veterans Affairs.
He contacted the USA CRC, which administers the army’s safety awards programme, and was surprised by not only the packet’s quick approval, but also Francis’ invitation to personally present the award in front of the army’s senior aviation leaders. “It was an honour to give Mr Coverley this long-overdue recognition,” Brig Gen Francis said. “His story represents everything good about our aviation training and the commitment of our aviators to always fly the aircraft, regardless of circumstances.” Coverley, who retired in 1988 after 24 years of service, said his return to Fort Rucker served as a reminder of how far army aviation has come since those early days of Vietnam. “Aviation wasn’t a branch at that time, and older commanders considered us aviators as prima
EARLY TCI YEARS “I grew up in a family of 12 children on Front Street on Grand Turk in the house where Della Collymore currently lives [the fourth house south of the museum]. “My parents were Crofton and Helena Coverley ne: Baker,” Coverley told the Weekly News. The army veteran said he left the Islands to seek further education, marrying Genevieve Archer in 1969 and graduating flight training in 1967. He recalled some of his most memorable moments on island as making and flying kites, tops, playing marbles, fishing and being a member of the church choir. “I often talk with others from TCI about growing up there and the wonderful older people like Aunt Bessie Tucker, Clament Kelly and his father. “My godparents Leon Godet Minnie Tatem and her brother Arthur Tatem, and many more whose names escape me.” Coverley said that he does try to get home every few years, but recently it has been a bit longer than unusual since he has been back to the territory. “I own a home there and have many family members who reside there: Carol Hanchell, Della Collymore, Norma Seymour, Clarence Astwood, and others whose names escape me at the time.” As far as returning to TCI, he said: “It is and has always been in my mind to do so especially as I get older.”

Bahamas: Centerville MP might consider suing PM after sacking REECE Chipman, the Centerville MP fired as chairman of the Antiquities Monuments & Museum Corporation, said on Tuesday he is examining the country’s defamation laws and is considering suing Prime Minister Dr Hubert Minnis for “insinuating” he had engaged in impropriety. As the feud escalates, Mr Chipman said up to Tuesday night it remained unclear to him why he had been sacked. He said Dr Minnis has not lived up to his expectations as prime minister, had now “crossed the line” and now he will become a more outspoken critic of the administration, especially in the House of Assembly. Dr Minnis’ comments and handling of the matter has hurt him personally, he said. “You have to be hurt,” he said. “I’m only human and I’m new to the business of politics.” Dr Minnis has not revealed to the public why he fired Mr Chipman. He told reporters on Monday that Bahamians elected him “to do a job” and “if there is undoing” by people in either party, it will be dealt with.
“We said we would root out corruption and bring honesty and integrity into governance and that we will do,” Dr Minnis said Monday when asked about Mr Chipman’s firing. He suggested future administrations will see all the details of why he fired Mr Chipman through government records. It is this suggestion that drew Mr Chipman’s ire. “The public should be outraged that a prime minister of a country does what he has done to someone,” he said. “He crossed the line. The firing is fine but you don’t go over the line and make such insinuations and assertions about somebody. There’s nothing wrong with firing somebody; the person may not be what you wanted for some reason. My concern is when you do something like that you ought to realise that we are all Bahamians, we live in one country; you don’t get in an interview the next day and say you have some things which the next party or whatever will see or will be on the record. This is our highest office in the country and we expect better.”
As the European Union and United Kingdom officially begin talks on a future relationship, the British Virgin Islands has called for inclusion in future arrangements. “Today I reiterated to the UK government on behalf of the BVI, our wish to maintain a relationship with the EU that covers trade, environment, development cooperation and policy dialogue. I previously confirmed this position at a recent UK-OT technical roundtable on the UK’s future relationship with the EU. Our position in this regard is consistent with that of other Overseas Territories classified as OCTs who also see the EU as a trade and development partner,” said Benito Wheatley, the BVI’s EU representative. Wheatley also discussed the BVI’s EU priorities with the European Commissioner for International Cooperation and Development, Neven Mimica at a courtesy meeting between the Commissioner and British Overseas Territories leaders in the margins of the 16th OCT EU Forum held in Brussels last month. Among other things, he made the case for preserving current trade benefits that include continued duty and quota free trade in goods, most favoured nation status in trade in services and favourable rules of origin. He also stressed cooperation on environmental issues such as climate change and disaster response. At the Forum, Wheatley also called on the EU to include Caribbean British Overseas Territories in post2020 arrangements for development

cooperation with partners in Africa, Caribbean and the Pacific. “Post-2020 from a BVI perspective, as a Caribbean OCT, is largely about enhanced development cooperation and coordination between the EU, UK, ACP, ORs and OCTs in our region, which must include the British Overseas Territories regardless of our status post-Brexit,” he said in an official statement made at the meeting. The BVI’s EU representative also encouraged the EU and UK to be partners with the British Overseas Territories in realising the Sustainable Development Goals (SDGs) but reminded them of the importance of also supporting the
services sectors of the OCTs, many of which facilitate international business, particularly in areas such as financial services. Commenting on the BVI’s relationship with the UK and EU after Brexit, Wheatley said, “Brexit now requires the BVI to look at both the EU and UK afresh with a view to repositioning ourselves as a partner to continue benefitting from our UK and EU relationships in the future.” The BVI is currently the co-chair of the OCT/EU Financial Services Partnership Working Party in Brussels represented by Wheatley, as director of the BVI London Office. UK official seeks to block disclosure in Bush lawsuit A Miami-based U.K. Foreign and Commonwealth Office employee is opposing an application for disclosure in a civil lawsuit filed against former top Cayman Islands officials who were accused of conspiring to topple former Cayman Premier McKeeva Bush’s government in 2011-2012. The foreign office employee, Larry Covington, was never named in the 2015 lawsuit filed by Mr. Bush against Cayman’s former Governor Duncan Taylor and former Police Commissioner David Baines. Rather, Mr. Covington was asked earlier this year to provide information that Mr. Bush’s attorneys believe he holds regarding the decision to arrest and prosecute Mr. Bush over various allegations, including that Mr. Bush used government-issued credit cards improperly to gamble. Mr. Bush, acquitted of all charges during a 2014 criminal trial, sued Messrs. Taylor, Baines and the Cayman Islands government over
the prosecution, which he alleged was orchestrated to remove him and his United Democratic Party government from office. Mr. Bush, now the Speaker of the Cayman Islands Legislative Assembly, filed a request for judicial assistance with the U.S. District Court in January to retrieve documents, including emails and other communications between Mr. Covington and Cayman officials covering a period of about six years between 2009 and 2014. Although the civil lawsuit is proceeding in Cayman, the judicial assistance request was filed in south Florida because that is where Mr. Covington resides. According to Mr. Covington’s attorneys, the foreign office employee has sought to oppose Mr. Bush’s request on a number of grounds. “In short, there is no credible evidence to establish that Mr.
Covington was in any manner involved in the prosecution of Mr. Bush, which is the basis for [Mr. Bush’s] civil claims,” court records filed in Miami Tuesday read. Mr. Bush’s attorneys’ submissions, in asking that Mr. Covington disclose any relevant records he may hold, included copies of emails between former Governor Taylor and a U.K. foreign office employee named “Tony” in which Mr. Taylor stated he would be relieved when Mr. Bush was arrested. “I’m not opening any quiet bubbly until it is confirmed,” Mr. Taylor wrote in one 2013 email. “When it is, there will be a huge sigh of relief across the Cayman Islands, including a loud one from this office.” Mr. Covington’s filing in the U.S. district court indicates the former governor’s emails revealed during Mr. Bush’s 2014 criminal trial were not addressed to him and that Mr. Bush had failed to establish
Mr. Covington played “any role whatsoever” in the factual matters at issue in the civil lawsuit. Mr. Covington’s attorneys also pointed out that no similar request had been made to the Cayman Islands court for disclosure and that disclosure was likely protected anyway under U.S.-U.K. diplomatic treaties. Mr. Covington, as a U.K. consular employee, is entitled by the 1952 U.S.-U.K. Consular Convention to “refuse a request from the courts or authorities of the territory [of the United States] to produce any documents from his archives or other official papers or give evidence related to matters within the scope of his official duties.” Mr. Covington has been employed with the U.K. government in the Miami area since January 2007 and largely provides support and advice to law enforcement agencies in the
British Overseas Territories in the Caribbean and the Atlantic. According to Mr. Bush’s initial application for judicial assistance filed with the U.S. District Court in the Southern District of Florida, Mr. Bush and his attorneys have asked for copies of all emails sent or received by Mr. Covington between Jan. 1, 2009 and Dec. 31, 2014 “relating to the intended and actual investigation and subsequent prosecution and trial of Mr. Bush.” The request for the court’s assistance also seeks, “all notes, reports, memoranda or other documents of any kind” created during the same time and relating to the same subject. “Mr. Bush also seeks that Mr. Covington attend a deposition to answer questions as to the role he played in the prosecution of Mr. Bush and to explain the documents that he produced,” the Jan. 18 application states.

Haiti installs leaders of reborn army HAITIAN President Jovenel Moise on Tuesday installed the leaders of his country’s army, a symbolic step in the impoverished Caribbean country’s reformation of a military demobilised 23 years ago after decades of coups and political interference. Human rights activists have criticised the choice of the general and five colonels who will lead the army, as they are members of the old guard. One of the colonels stands accused of extrajudicial killings of civilians in 1994, during military rule. “This is not an emotional or a partisan act, aimed at pleasing one political camp or group -- this is an act of state, one that is patriotic and inclusive,” Moise said at an installation ceremony. Haiti’s armed forces, dissolved in 1995 by then-president JeanBertrand Aristide, were reborn in 2015 under the leader at the time, Michel Martelly. The country’s army, currently at 150 soldiers, was trained in Ecuador. When he took office a year ago, Moise made the restoration of the military a priority, especially as the UN pulled its peacekeepers out in October 2017. Faced with concerns about the military’s intent, and the
Boat sinks in Haiti, 12 feared dead PRESIDENT Jovenel Moise has led Haiti in expressing condolences to the families of those reported missing and presumed dead after a boat carrying 17 people sank in the Canal de la Tortue, off the northern coast of Haiti, over the weekend. “I express all my pain following the sinking of a sailboat on the route Saint Louis North / Turtle Island. A search is currently
underway to find the bodies of the victims and the survivors of this tragedy,” Moise said. Media reports are that the incident occurred last Saturday evening in the waters between the Turtle Island and the coast of Haiti. According to the reports at least 12 people, including a Roman Catholic priest assigned to the Sacred Heart parish on Turtle Island, are missing and feared dead. (CMC)

up. Haiti hopes eventually to field an army of 3,000-5,000 soldiers. The funding of the military raised eyebrows both at home and abroad, given that the defense ministry’s entire budget stands at 6.3 million euros (US$7.8 million). The military brass will return to their old headquarters in the heart of Port-au-Prince, facing the presidential palace. Christie government slowed help for US on crime CO-OPERATION between law enforcement agencies in the Bahamas and the United States “waned” under the Christie administration but has increased under the present administration, a new report from the US State Department says. The International Narcotics Control Strategy Report covers January 1 to December 31, 2017 and was released this month. The Bahamas is identified as one of 22 countries designated by US President Donald Trump as a major illicit drug producing and/or drugtransit country. The country is also listed as a major money laundering country, this defined as a country “whose financial institutions engage in currency transactions involving significant amounts of proceeds from international narcotics trafficking.” The report said a “country’s presence on the foregoing lists is not a reflection of its government’s counternarcotic efforts or level of cooperation with the United States.” In its country report on the Bahamas, the report says: “The new government has increased

cooperation and information sharing between Bahamian and US law enforcement agencies, which had waned under the previous government.” That the new administration “has prioritised addressing public corruption as part of its national agenda” is mentioned, with the US noting three prison officers were arrested and charged with possession with intent to supply following investigations last year by prison management and the Royal Bahamas Police Force. The report also revealed that cooperation between Bahamian law enforcement agencies and Operation Bahamas Turks and Caicos led to the confiscation of 772 kilograms of cocaine, 8.32 metric tons of marijuana, $410,219 in currency and other assets valued at $935,5000 between January 1 and October 25 last year. A marijuana field and 1,501 marijuana plants were also eradicated. The report concluded illicit trafficking through the country “remains high.”
“Smugglers exploit the wide distribution of numerous islands and the high number of recreational vessels flowing through the Bahamas,” the report said. “Large loads are split into smaller loads before entering the southern Bahamas, sometimes bypassing the customs station in Great Inagua, strategically located between the Turks and Caicos Islands, Haiti, the Dominican Republican and Jamaica. Traffickers move cocaine through the Bahamas via ‘go-fast’ boats, small commercial freighters, maritime shipping containers and small aircraft. “Small sport fishing vessels and pleasure craft also move cocaine from the Bahamas to Florida by blending in with legitimate traffic that transits these areas. Large ‘go-fast’ and sport fishing vessels transport marijuana from Jamaica both to the Bahamas and through the Bahamas into Florida. Haitian and Haitian-Bahamian drug trafficking organisations, networked between Haiti and significant diaspora in the Bahamas, continue to play a role in the movement of cocaine.

Hurricane researcher hints at busy season ahead COLORADO State University hurricane researcher Phil Klotzbach has hinted at a busy hurricane season for the Atlantic this year. Speaking at the US National Hurricane Conference in Florida, less than two weeks before he releases his April forecast, he warned that 2018 is going to be active. “If hurricane season started today, it would probably be pretty active,” Klotzbach said. “But a lot can change
between March and the peak of the season. Very small changes in atmospheric patterns can cause big differences in how the oceans respond.” Given the devastating 2017 hurricane season, the conference has drawn a large audience, according to US reports, and Klotzbach gave his presentation to a full house, but he also made it clear that meteorologists are still struggling with long term hurricane forecasts.
Government minister says no to gay marriages in Barbados MINISTER of Social Care and Community Development Steve Blackett is sending a clear message to “external forces and internal forces” that same-sex marriage will not be tolerated in Barbados. In an address at a meeting of the ruling Democratic Labour Party (DLP), he complained that lesbian, gay, bisexual, transgender and intersex (LGBTI) people were “badgering” Government to accept same-sex unions. But he said that
while he was tolerant of the LGBTI community, the DLP administration would not cave to their demands. “This LGBT lobby is so insistent, so persistent, claiming this community is being marginalized and stigmatized…They have been so insistent and persistent that I, as a straight person, you as a straight person, we’re beginning to feel marginalized, harassed and stigmatized by them,” the minister contended.

Brexit: May vows to keep UK ‘strong and united’ THERESA May has pledged to keep the UK “strong and united” after Brexit as she marks a year to go until the UK’s departure from the European Union. The PM is hoping that her visits to England, Scotland, Wales and Northern Ireland, appealing to those for and against Brexit. There are just months left to strike a deal on the future UK-EU relationship. And, with the Irish border remaining a sticking point, Mrs May will promise to ensure “no new barriers are created within our common domestic market”. Since formal negotiations began between the two sides last June, an agreement has been struck on a Brexit “divorce bill” - but the crucial issue of how they will trade together has yet to be settled. On 29 March 2019, the UK will formally leave the EU and is due to enter a 21-month transition period before the final arrangements kick in. But first, the PM must agree a deal in Parliament, with a vote expected in October. Ex-Russian spy was likely poisoned in front of his home in southwestern England The Russian ex-spy and his daughter left critically ill in a nerve agent attack three weeks ago were probably poisoned at the front door of their home in southwestern England, British police said Wednesday. It was the first time police have said where they thought Sergei Skripal and his daughter Yulia might have been poisoned. The highest concentration of nerve agent found so far was on the Skripals’ front door in Salisbury, and detectives plan to focus their investigation in the surrounding area, London’s Metropolitan Police force said in a statement. “At this point in our investigation, we believe the Skripals first came in contact with the nerve agent from their front door,” Deputy Assistant Commissioner Dean Haydon said in the statement. Police have also searched a variety of sites around Salisbury, including a pub, a restaurant and a cemetery. U.S. almost attacked Russians in Syria again but Moscow stepped in, Mattis says DEFENSE Secretary James Mattis revealed Tuesday that U.S. forces nearly bombed Russians fighting on behalf of Syrian President Bashar al-Assad sometime in the past week, but a call with Moscow’s own armed forces defused the situation. Mattis said he believed Russian military officials when they said they were not giving orders to private Russian citizens battling the Islamic State militant group (ISIS) and rebel groups as part of a coalition of pro-Syrian government militias. Following an incident last month, in which the U.S.-led coalition against ISIS killed a large number of these pro-Assad fighters, including Russians, Mattis said another clash was recently avoided after Marine Corps General Joseph Dunford, chairman of the Joint Chiefs of Staff, contacted Russia’s top military leader, Army General Valery Gerasimov, via a deconfliction hotline. “There were other Russian elements like this moving across the deconfliction line, which is the river, as you know, into an area that we’d agreed with the Russians they could operate in, as they had allowed us to operate basically to the west of the river, up at Tabqa and around Raqqa. We’d agreed for them being slightly east of the river at Deir Ezzor,” Mattis told reporters at the Pentagon. “These were forces moving into more advanced positions, too close. Deconfliction discussions between our chairman and his Russian counterpart, General Gerasimov [took place] and those elements fell back. So we have also drawn off slightly in order to maintain a deconfliction between the elements there,” he continued. “So it looks like, this time, it was resolved through the deconfliction communication line. It did not, you know, go into harm’s way, as it did there a month ago,” he added. The battleground in eastern Syria has only grown more complex as
the U.S.-led, mostly Kurdish Syrian Democratic Forces and the Russiabacked Syrian military fought two separate campaigns to destroy ISIS. As the Syrian military, backed by various pro-government militias— many of which were supported by Iran—and Russian warplanes, retook Deir Ezzor city and the border town of Al-Bukamal, they declared victory over ISIS and reclaimed the region for Assad. Not long after, the mostly Arab faction of the Syrian Democratic Forces in eastern Syria said they had come under attack by pro-Syrian government forces. The U.S.-led coalition responded with massive force, killing up to 100 pro-Assad fighters, including at least dozens of Russian citizens—many of which were reportedly operating as part of private military companies.

Kim Jong-un’s China visit strengthens his hand in nuclear talks WITH a dose of mystery and the flair of a showman, North Korea’s young leader, Kim Jong-un, used his debut as an international statesman on Wednesday to present himself as confident, reasonable — and willing to bargain. Mr. Kim’s surprise two-day visit to Beijing, his first known trip abroad since taking power, was effectively a reminder of how much he has set the agenda in the crisis over his nation’s nuclear arsenal — and of what a strong hand he has going into talks, first with President Moon Jae-in of South Korea next month and later with President Trump. Mr. Kim has yet to say what concessions he is willing to make, or what he may demand from the United States in return. But he continued to dominate the diplomatic process, reaffirming his willingness to meet with Mr. Trump and repeating his vague commitment to the denuclearization of the Korean Peninsula in talks with President Xi Jinping of China, according to Xinhua, the Chinese state news agency. and Mr. Xi signaled that they had repaired the relationship between their countries, which had soured as Mr. Kim had accelerated his nuclear program and Mr. Xi had responded by endorsing — and enforcing — more punishing sanctions proposed by the United States. “The friendship between North Korea and China that was personally created and nurtured together by former generations of leaders from both our sides is unshakable,” Mr. Kim told Mr. Xi, according to Xinhua. Mr. Xi went out of his way to recall the warm friendship between his father, a high-ranking Communist Party official from the Mao era, and Mr. Kim’s father, Kim Jong-il, the North’s previous leader. It is too soon to say whether the meeting marks a softening of China’s posture toward Mr. Kim or of its commitment to international sanctions against North Korea. But the visit served to highlight Beijing’s unique leverage over North Korea, even as Mr. Trump is threatening China with a trade war. Mr. Trump can talk about maintaining “maximum pressure” on the North, but ultimately China — the North’s main trade partner — still decides what that means, because it can choose how strictly to enforce sanctions.
“China is saying to the United States and the rest of the world: Anyone who wants a deal on anything on the future of the Korean Peninsula, and certainly something which deals with nukes, don’t think you can walk around us, guys,” Kevin Rudd, a former Australian prime minister who is on good terms with the Chinese leadership, said in Hong Kong on Wednesday. Bruce Klingner, a former Korea analyst at the C.I.A. who is now at the Heritage Foundation in Washington, said China had been bypassed by the diplomatic outreach that resulted in Mr. Trump’s agreement to meet with Mr. Kim. “Beijing has been on the sidelines of North Korea’s recent charm offensive and likely saw it necessary to finally invite Kim for a summit to get a readout of the upcoming diplomatic meetings and to be seen as a major player,” he said. The Chinese government said it had briefed the White House on Mr. Kim’s visit, adding that Mr. Xi had sent a personal message to Mr. Trump. Brittany Velasquez, 20, was taken into custody after the two children, ages 2 and 10 months, were discovered dead Monday night, according to ABC affiliate KNXV. Sheriff’s spokeswoman Navideh Forghani said that evidence indicates foul play and autopsies are underway.
The children’s grandmother told Arizona’s Family that she feels the system has failed her. Other relatives told the news outlet that law enforcement officials and the Department of Child Safety that had been called to the family’s home multiple times. Velasquez faces two counts of murder. She was booked into the Pinal County Jail on Tuesday, jail records show. It was not immediately clear whether she’d entered a plea. (ABC)
RIOTING and a fire in the cells of a Venezuelan police station in the central city of Valencia killed 68 people on Wednesday, according to the government and witnesses. Families hoping for news outside the police station were dispersed with tear gas and authorities did not give information until late into the evening. “The State Prosecutor’s Office guarantees to deepen investigations to immediately clarify what happened in these painful events that have left dozens of Venezuelan families in mourning,” said Chief Prosecutor Tarek William Saab on Twitter. Venezuelan prisons are notoriously overcrowded and filled with weapons and drugs. Riots leaving dozens dead are not uncommon. Kelly accused of ‘grooming’ 14-year-old girl as sexual ‘pet’ in new documentary IN the latest in a long string of allegations of sexual impropriety against underaged or young women, singer R Kelly is accused of sexually abusing a girl since she was 14 years old in a BBC documentary, according to The Guardian. Kitti Jones, who dated Kelly for two years beginning in 2011, makes the claim about another woman in a BBC3 documentary, “R Kelly: Sex, Girls and Videotapes.” In it, Jones says she herself was “groomed” by Kelly and forced to have sex with him and others multiple times in a “sex dungeon.” “I was introduced to one of the girls, that he told me he ‘trained’ since she was 14, those were his words,” she says. “I saw that she was dressed like me, that she was saying the things I’d say and her mannerisms were like mine. That’s when it clicked in my head that he had been grooming me to become one of his pets. He calls them his pets.” She claims Kelly forced the 14-yearold woman, whom she does not name, to “crawl on the floor towards me and perform oral sex on me, and he said, ‘This is my f—ing pet, I trained her. She’s going to teach you how to be with me.’” It is unclear how old the young woman was at the time. Jones, who has spoken about Kelly multiple times in the past, says the singer was “very abusive, physically, mentally, verbally. I think he gets some sort of satisfaction within himself, knowing that he’s taking control over other people.” Neither Kelly nor his representatives would comment to the BBC or the Guardian, but he has previously denied accusations

As stated previously, Mr. Kelly does not control the decision-making or force the actions of any other human being, including Ms. Jones, by her own admission. Any claim of wrongdoing of any kind or of mistreatment of any woman by him is false, ill-motived and defamatory.” Despite the large number of similar allegations against Kelly over the past 20-plus years, the singer has never been convicted of any related
crime. In 2008, he was found not guilty of child pornography charges after he was accused of filming and photographing sexual encounters with a 14-year-old girl. In July, he was accused of sexually abusing and holding young women against their will and in an “abusive cult,” although at least one of the women in question denied the allegations, which Kelly himself called “a bunch of crap.” Kelly allegedly married singer Aalyiah in 1994 when she was 15 years old by faking her age; in the BBC documentary, his former manager Rocky Bivens claims to have attended the wedding, which was soon annulled. Multiple reports over the years claim that Kelly has made out of court settlements with several other women, including Tiffany Hawkins, who claims she had a sexual relationship with him from the age of 15.

Scientists discovered a new ‘organ’ in the body IT’S been more than 2,000 years since Hippocrates first came up with the foundation of modern medicine, so you’d be forgiven for thinking doctors have identified all the organs in the human body already. But in new research published Tuesday in the journal Scientific Reports, researchers at New York University’s School of Medicine announced they had discovered a brand new “organ” called the interstitium – and it may lead to insights about how to treat cancer. For a long time, doctors thought the layers of cells under the skin and lining some organs were just dense collections of connective tissue. Instead, the researchers found that those layers were actually vast networks of fluid-filled spaces, all held in place by strands of collagen and elastin (types of proteins that make body tissues stretchy or taut). The organ’s use seems to be as a sort of “shock absorber” that protects the body’s tissues

Respond professionally to all guest requests, comments and concerns in a timely manner and report issues to Director of Front Office. • Monitor, coach and assign tasks to P&B Supervisors and attendants and offer support as required. • Schedule staff according to hotel occupancy forecast and planned events. • Complete weekly time sheets for payroll and submit on time bi-weekly. • Build and maintain a strong and collaborative working relationship with food & beverage team to ensure guest satisfaction. • Organize and assist with tent rentals, permits, as well as setup and break down to ensure all guests are served well with minimum impact to people and environment. • Ensure team is stocked with necessary supplies to perform duties • Daily inspect all equipment including Rescue boat, chairs, snorkel gear, umbrellas, kayaks, Hobie cat, volleyball set, floats, towels and other items required to maintain for guest service. • Oversee safe usage of all equipment and tools. • Keep daily inventory and manager stock levels, ordering as required to ensure guest needs are met. • Advise Chief Engineer of any upcoming events, maintenance requirements or damaged property. • Maintain coordinate with Guest Services Managers and execute Rainy Day Plan as required. • Support execution of Children’s Program Plan. • Hold daily line up meetings, which includes inspection of uniforms and standard testing. Schedule and complete regular staff meetings to maintain good communication. • Attend Operations Meetings whenever possible to stay informed. • To be aware with the budget and financial targets, and responsible for all assets specifically but not limited to P&B. • To create and maintain a team which is highly adaptive and versatile. • To work closely and communicate with all the other departments in the hotel as and when required. • To be presentable to the best of your ability at all times whenever you represent the Gansevoort Hotel. • To communicate and work closely with all departments. • Ensure prompt and courteous service to guests, and to ensure that all guest experiences are distinctively supreme • Implement annual retraining program for all colleagues and document accordingly. • Implement special project list and monitor and document completion accordingly. • Monitor and evaluate team member performance. • To contribute to the best of your ability to the overall profitability of the Gansevoort hotel. • Establish and maintain effective human relations. • Participate in the preparation of the hotel’s Strategic Plan and Goals. • To ensure all safety procedures are adhered to, and follow all appropriate policies and procedures while constantly striving to improve all standards of operation. Gardiner cops gold in 100M outdoor season opener NATIONAL sprinter Devante Gardiner started his outdoor season in fine style when he copped first place in his 100M dash for the Augustine’s University in the 49er Classic at the Irwin Belk Track and Field Center in Charlotte, N.C, two weeks ago. Gardiner, who has been outstanding for his university this season, ran a personal best of 10.56s.
His timings won him his heat and placed him tied for first overall, but his NCAA provisional time was the fastest among collegians. The Commonwealth Games bound athlete also ran a personal best in the 200M, when he stormed to victory in his heat in a time of 21.61s. In the 4X400M relay, he ran the third leg and split 48.52s.
TCIFA president Sonia Fulford feels that all footballers throughout the Turks and Caicos should be given a fair chance to make the national team. In reference to twins Callie and Kayley Hall, who became the first girls from South Caicos to participate in the Weston Cup, which was held in Ft. Lauderdale, Florida in February, Fulford said that there are several talented young players outside of Providenciales. “The TCIFA through my recommendations have made a firm stand to include players from all of our programmes throughout the islands in all of our international tournaments. We have talented children in all of our programmes and they should be treated equally. Participating in these international tournaments will not only give them that needed exposure to improve their playing technique, but it is also an incentive to motivate the selected players and others to be more committed to the sport.” The 9-year-old twins from Iris Stubbs Primary began playing football at age six under the tutelage of coach, Damien Grant. Their mother, Carla
Twins Callie and Kayley Hall are the future of South Caicos football.
Manswell Hall, said that the girls put a lot of time and effort into their game. “They have been the first girls and twins to be chosen from South Caicos to represent the country on the international scene. They travelled from South Caicos to Providenciales almost every weekend for practice with the team and always showed exceptional eagerness to play at all times.” According to the older Hall,
the Florida U11 competition is just the beginning of the girls’ journey. “They both play different positions, Callie as a forward/ striker known as the “Monster Kicker”” and Kayley as a left defense, the “Beast Defender.” Just as their positions are different so are their personalities, Kayley tends to be the very meticulous, reserved and a bit shy, but Callie is a bit more spontaneous, bold and
carefree. “Callie is the reigning Little Miss Regatta 2017 and Kayley was 2017 Jr. Champion Girl at their school. The girls are able to balance both extracurricular activities and academics, which make them a force to be reckoned with. “The support from their family; the exposure and experience they have gotten so far is priceless and this is just the beginning of their journey.”

Despite sitting on the backburner in acquiring funding and popularity to the men’s game, the TCIFA has pushed female football over the years to the level where it has grown in popularity both on and off the field. Candace Hanchell, TCIFA 2nd Vice President and Chair of Women’s Football, was elated with the support. “I would like to express a heartfelt thank you to Bordier Bank for taking this brave and bold step of granting financial support specifically for Women’s Football. This is a testament of their dedication to empowering girls and women and

THE Turks and Caicos national women’s team will face eighth ranked Jamaica (FIFA Concacaf rankings) host team Haiti (sixth ranked) and FIFA none-members Martinique and Guadeloupe, when they compete in the 2018 Concacaf Caribbean Women’s Qualifiers. The tournament will kick off on May 5, with the top teams advancing to the first round and then to the 2018 Concacaf Women’s Championships. CFU WOMEN’S CHALLENGE SERIES Prior to the Qualifiers, our top female footballers will get solid practice against some of the best teams in the region, when they compete in Group B of the new Caribbean Football Union (CFU) Women’s Challenge Series from April 16-29.
During that competition, TCI will challenge Jamaica, Cuba and Barbados. TCI will open against host nation Jamaica at the newly named Captain Horace Burrell Centre of Excellence on the campus of the University of the West Indies in Mona. After the April 18 clash, TCI will face off against Cuba on the 20th and Barbados on the 22nd. Group A includes: hosts St Kitts and Nevis, St Vincent and the Grenadines, St Lucia and Dominica, while Group C includes: host Haiti, Martinique, DR and the USVI. Group D includes: host Antigua and Barbuda, Curacao, Guadeloupe and Montserrat, while Group E will see host T&T playing against Grenada and South American nations Guyana and Suriname.

FORTIS Youth Football League set to run until November The national male team fought hard in the second half.
Forbes sees positives despite loss to DR TCI’s 4-0 defeat to the Dominican Republic were not without its positives and high on the agenda according to captain of the side Billy Forbes was the team’s ability to play as a unit. “I can’t rate the guys on the island because they have 9-5 jobs, but I think they did the best they can to help out, but our strength was how well we played together.”
Forbes, who plays for the Phoenix Rising FC in the United Soccer League, said that he was proud of the team for not giving up. “The game was a good game for us, we conceded a few goals early, but we fought hard. We went from down 3-0 in the first half, to restricting DR to scoring one more in the second half. We are getting better; we are not there yet with the
elite of soccer but we are getting there.” The 27-year-old said that fitness played a factor in the loss. “Our weakness was how unfit some of the guys were and it affect us big time. For now the structure is not there yet for us to win these games because most of the teams we are playing against have professional soccer league in their country and we don’t.”
THE second annual FORTIS Youth Football League will kick off next Saturday and run until early November. The event, which had its opening ceremony last Saturday at the National Academy ground, will involve all players from the Providenciales Youth Development Football Programme between the ages of 9-13. This year is expected to be bigger than last year, especially since the number of players in the age range have increased. The ceremony began with a parade consisting of the teams in full uniform, coaches, and
referees. This was followed by remarks from TCIFA President, Sonia Fulford and Fortis SVP, Ruth Gardiner. After the speeches, the teams played several smallsided football games. These games were engaging and very competitive. There was also the annual FORTIS TCI Penalty Power Kick for boys and girls. The winners were Louis McCabe and Jodee Harvey. Fortis TCI is the sole provider of electricity in the Turks & Caicos Islands, serving almost 14,000 customers, and is one of the most reliable utilities in the region.
