Higgs says he will not resign – Calls on Integrity Commission to act quickly BY OLIVIA ROSE TOURISM Minister Ralph Higgs says he will not resign, calling the PNP’s former tourism minister’s ploy to besmirch his character ‘unfortunate and reckless’. The incumbent tourism minister this week in a letter to the media attempted to clear the air on damning allegations made against him. He described the vitriolic attack on his character as malicious. This comes as the Progressive National Party’s (PNP) former tourism minister Porsha StubbsSmith last week called for Higgs to resign from office with immediate effect amid a “conflict of interest” concern. In an impromptu meeting in front of the Office of the Integrity Commission (IC) on Wednesday, April 26, Stubbs-Smith accompanied by the party’s Chairman Royal Robinson called for the minister’s resignation before filing an official compliant with the IC. According to Stubbs-Smith’s allegation, Higgs negligence to declare the accurate cost of the Silver Palms Hotel and Promenade project, located in Bottle Creek, North Caicos, during his budget presentation is sufficient justification for him to step down. Higgs in his response to the accusation said: “I wish to advise the public, especially the people of Middle and North Caicos, that I will not resign my post as minister as there is no basis for this.”

Higgs called on the Integrity Commission to move expeditiously to carry out its work and get to the bottom of the allegations. “As Hon Stubbs has asked the Integrity Commission to carry out an investigation into the construction of the craft market and promenade for Middle and North Caicos and my efforts to help my constituents. “I am requesting that commission move expeditiously to carry out its work to get to the bottom of the false assertions made by Hon Stubbs so that clear and unambiguous closure can be brought to this matter. “I have worked hard, played by the rules and I have been careful to ensure that all of my actions, in my public and private life are in grounded in the policies and laws of our country.” Higgs asserted that he will not be disheartened and will continue to work diligently without fear or favour for the people of the Turks and Caicos Islands and especially for my people of North and Middle Caicos. “I will also take every measure to defend my character, when it is falsely being attacked and await the conclusion of this matter. “Again I urge the Integrity Commission to move quickly so that this cloud that is being maliciously cast over the Government’s important work can be removed and that the actions of those that knowingly seek to retard progress for selfish and political reasons is exposed.” Stubbs-Smith told the media

that: “In recent days we have learnt during presentations in the House of Assembly that the Member of Parliament for North and Middle Caicos and Tourism Minister Ralph Higgs has seemingly neglected to consider the rule of conflict of interest and is proposing to spend nearly $1 million of public funds on a project that could potentially double the value of a project for which he is

a beneficial owner. “This is wrong and must be investigated; Ralph Higgs has been in government for over 30 years and he’s heavily invested in the tourism industry providing resort, refuelling and car rental services. “He has also announced his involvement with the development of hotel property in North Caicos.” Stubbs-Smith argued that this revelation means that decisions made by Higgs would potentially affect his businesses and the TCI cannot comfortably trust his personal conscience to protect the public interest if it is in contrast with his own. According to the ex-tourism minister the Silver Palms Hotel and Promenade project was initially listed for $550,000, but only when asked for clarification did Higgs confirm the real value at $850,000. She emphasised that the people of the Turks and Caicos Islands deserve a fair and free government that places the country’s interest at the forefront. “In recent years a number of laws and policies have been enacted to ensure the law makers function in a

fair and unbiased manner. “Much effort has gone to ensure that persons in public life act in the best interest of the TCI and that conflicts of interest or the appearance of such conflict is declared and the person or persons involved recuse his or herself from decisions that would bring about this conflict.” In the interest of good governance she urged the Integrity Commission to conduct a thorough investigation in to the matter. PNP Chairman Royal Robinson also said: “We have a responsibility to inform the public and those persons in the competent authorities to deal with those issues and we find that this is an issue that needs and requires some investigation and we’re asking the Integrity Commission to do its job that is being mandated to do.” Stubbs-Smith called on the premier to make every effort to ensure that her Cabinet is free of potential conflicts as they may have detrimental effects on the TCI economy and the function of Government.

Ocean Club hotel robbers found guilty BY DELANA ISLES TWO men were found guilty on Wednesday (May 3) of stealing $40,000 in jewellery and cash from a Providenciales hotel room. Jamal Thompson Missick and Paul Missick raided the Ocean Club East condo in July 2016 as guests slept inside. A seven member jury returned unanimous verdicts on the charge of burglary for both following a six day trial. Justice Robert Shuster, who presided over the trial in the Supreme Court, ordered a presentencing report be submitted to the court, and the defendants will return for sentencing on May 30. Jamal Thompson Missick was represented by attorney-at-law Lara Maroof-Missick and Paul Missick’s defence was handled by Guy Chapman. The charges were laid against the two men shortly after the shocking robbery against a vacationing couple. On the day in question, at the Ocean Club East resort in Providenciales, at about 1.58am, one of the victims contacted 911 and reported that two men entered their hotel room and stole over $5,000 in cash, two Rolex watches, along with an engagement ring and IDs. One victim, Shameka Watson, told the police that one of the culprits was being restrained by her boyfriend, Tyshawn Corbett. Just three days afterwards, police officials announced that the

second man, Jamal Missick, turned himself in to police authorities after a nationwide ‘wanted’ poster was issued for his arrest. In an interview with this publication at the time of the incident both Corbett and Watson expressed disappointment and fear after their ordeal. Corbett said: “My girlfriend and I were sleeping when I heard someone removing my chain [jewellery] off of the dresser. I woke up. I then saw two guys running out of our room. “I thought it was a dream, but I just reacted. I chased them outside and I caught one of them, and he had my chain in his hand. I just restrained him until the police came.” The victim explained that the burglar fought back and that there was a struggle among the two of them. Corbett added that his girlfriend celebrated her birthday just days ago and that he had plans to propose to her for her birthday, before the

robbery happened. “We are just blessed to be here, because they could have killed us,” Corbett said. Watson described the situation as “unfair” and said that she was thankful that it did not have a more severe outcome. She said: “It’s not even the materialistic stuff, because we can get those things back. It is the fact that I haven’t been able to sleep since Saturday, and every time I hear a noise or a sound, I am jumping up. “I am paranoid. You close your eyes and you think there’s someone standing over you, watching you sleep. “That’s an unsettling feeling. I will never be able to go to another resort anywhere in the world because of this experience. “This was supposed to have been an occasion of me to celebrate my birthday, and we weren’t even on the island for four hours before this happened.”

SIPT trial will likely plough on into 2018 - Crown Prosecutor BY DELANA ISLES WHILE the Special Investigation and Prosecution Team’s (SIPT) trial of Michael Misick and several others from all appearances appears to be laboriously dragging on, the lead prosecutor assures that progress is being made as it draws to a conclusion. The Weekly News spoke with the Queen’s Counsel Andrew Mitchell on Wednesday (May 3) outside of the Supreme Court’s annex on Leeward Highway when he gave this assurance. However, while Mitchell is confident of the progress being made, he was almost as certain of it not coming to close in 2017. Part of this is due in no small part to the very lengthy delays in the trial – due to the lead defendant changing lawyers and the defence being allowed to put their defence of the charges. “When I told you last time that the Crown’s case was going to finish by June of course I didn’t have in mind a three month delay, which followed Mr Misick and his lead counsel parting company. “He has instructed new counsel, that new counsel has had a chance now to read into the papers, but giving him that time in order for him to understand the case, of course has meant that we have lost effectively three months and so my June deadline in that case was optimistic. “I would have thought that we would have reached a conclusion and I am keeping my fingers crossed that we will reach a conclusion of the Crown’s case by the time we are slated to rise for the summer holiday. So that would mean by the beginning of August,” Mitchell told this publication. Asked for an update on the advancement thus far, the prosecutor explained that since the trial’s resumption last week Monday, he and his colleagues representing the Crown are indeed making progress. “We are making progress; we have called a lot of witnesses over the last two weeks. “We are going through members of the public who were beneficiaries of cheques for not doing anything;

other people whose names were used for developments that they didn’t know their names were being used and those people have come into box and given their evidence. “Today [Wednesday] we called evidence from Miami. These are witnesses who worked for UVI who are part of the Sandals Group to prove around $900,000 being sent to Prestigious Properties, which we, the Crown, say was for the benefit of Michael Misick and other monies being sent to Chal Misick, again being used by Chal and to the benefit of his brother.” As for how many witnesses are left to be called, Mitchell said that the Crown is currently awaiting feedback from the defence on how many witnesses they are prepared to allow them to read. This, he further explained, is because the defence had challenged some of these witnesses, some of whom produced bank accounts and similar things to the prosecution. All told, Mitchell said that he would estimate the Crown has just below 50 witnesses left to call to give evidence. Asked for a guesstimate on the length of the defence’s case, the prosecutor was unable to provide one. He said that he has no idea whether

Everybody is working a lot more industriously.” However, the defendants will certainly get an opportunity to either defend themselves against the charges in the witness box, recall witnesses, or even call rebuttal witnesses, if they so choose. As such, it is extremely hard to anticipate when the trial will end. To date, the SIPT has taken one year and about five months, with another four months to go, to present the Crown’s case against the defendants. And with eight defendants on trial, all of whom are represented by no less than two lawyers, there is no telling when they will conclude their case of refuting the numerous charges laid against them.

HIGH PROFILE WITNESSES Over the past year, quite a few high profile and sometimes controversial witnesses have taken the witness box, with still a few more expected. But asked about this, Mitchell responded: “Not quite as many as you would think, we have one of the lawyers who worked in the Attorney General’s Chambers who will deal with matters that were on her desk before Rhondalee BraithwaiteKnowles became senior commercial counsel, and we are still anticipating

LisaRaye McCoy coming to give evidence. “But I’m afraid I can’t yet tell you when. That is definitely a high profile witness but otherwise these witnesses are just people who are giving light evidence and witnesses that we are calling to prove they received money or earnings use, or were involved in small parts of discussions or negotiations.” Asked about the Crown’s expectations of an outcome to the case that favours them, Mitchell explained that the system here is vastly different from an American style prosecution, and that the way in which he is conducting the trial is in accordance with that of English common law. As such, he added that it is not for him to be confident about the outcome. “I am a minister of justice, I have got a case to present; I wouldn’t be presenting it if I didn’t think it was obviously a good case. “If you were to ask me, do I think that our case has been fundamentally shaken to the point that there is no case left, the answer is no, on the contrary I think our case has only enhanced and developed our views of what has been going on during those [Misick’s] years,” the Crown Prosecutor stated.

Woman dies after being struck by water truck A 55-year-old woman was tragically killed when she was hit by a reversing water truck in Blue Hills on Thursday (May 4). The woman, who was affectionately known in the Dominican community as ‘Reyita,’ was a long-time resident of Providenciales. The community is mourning her death and has taken to social media to express their grief. According to a police statement, at about 9.45am

officers and paramedics responded to the scene on Bible Street where it was reported that the woman was hit by a white Suzuki water truck while reversing. She was pronounced dead shortly after the incident. An autopsy will be conducted into the cause of death. The police is urging anyone with information on the accident to contact the Traffic Unit on 9462371. (Daisy Handfield)

THOUGHTS ON CRIME STATS

ACCORDING to Commissioner James Smith crime in the Turks and Caicos Islands is down by 14 percent. Breaking down the numbers from 2016 to 2017, he stated at a press conference that 2,626 crimes were committed during that period, compared to 3,068 during the same period of 2015 to 2016, making the number of crimes 442 less than last year. What are your thoughts?

Define ‘crime is down’ please. Fewer cell phones stolen, but plenty more armed robberies? Nice spin Commissioner, but really?

Everyone is afraid

You know, you have to sympathise with him. He seems a very personable and competent professional, but he is having to front for the employer from hell, whose representative is the incumbent at Waterloo. The FCO are legally responsible for policing under the constitution and yet it is incredible the lengths they will go to in abrogating that responsibility. Actually, you have to hand it to them, because with their spin on the topic and bleating for help, they have actually got us into thinking we are responsible (well, being good citizens of course that’s right up to a point, but put it in its correct context). The Commissioner has to be tactful, but the hard fact of the matter is that he is underfunded. Can anyone forget the fiasco of just a few years ago when, through crass negligence, we had no police cars to patrol the roads. Crunching out figures and statistics from a computer is not going to cut it with the public at large. It doesn’t apprehend villains either. In any case how many crimes resulted in arrests and convictions? Not to mention the large numbers that go unreported simply because people consider it a waste of time. Nearly everyone deep down is afraid and simply do not swallow this stuff. Remember, our ONLY industry now is tourism and if that goes down the Suwannee we are sunk.

Crime is still too high for such a small

jurisdiction as ours. Notwithstanding the fact of the decrease in crimes committed, the crime detection rate is still dismal. It would also be great to know the conviction rate of charges brought before the courts.

Wrong priorities

The figures should be broken down further into crimes committed with weapons as most of us believe that the armed robberies are much more common place now than at any time previously. It would be prudent to have those figures published so we, the public, are aware. The police obviously can’t handle all the crime taking place which is evident by the fact they do not even follow up on statements much less try to find the perpetrators. We all can agree that the criminals are getting smarter as they ensure they wear masks and gloves so identification proves difficult. The police commissioner needs to appeal to the UK to provide an armed rapid response team with trained canines for armed robberies, employ up to date technology such as drones and start networking the communities to get the information required to identify these gangs. Immigration needs to employ more units to handle all the illegal aliens entering the country at will. The UK again should be asked to assist with more coastal patrols, radar tracking and defence of our borders, rather than spend another fortune on the non-ending SIPT farce. Just a small portion of the massive expense already flushed away by SIPT would have boosted the police and immigration to do their jobs properly and with the appropriate manpower needed. We are a tourist economy and we know that having zero tolerance for any crimes is key to protecting ourselves and our

economy. This is the most vital issue. It seems ridiculous to have Government approving 12 story buildings which are so invasive and against our ‘beautiful by nature’ low density appeal without having any infrastructure in place instead of keying into making the reduction of crime the number one priority. Allowing more workers into the Islands to build this new 12 story ill-conceived development will only add to the pot of mistrust, crime, disenfranchisement of Turks Islanders and introduce further burdens on our too crowed school systems, job markets for Belongers and pride in our country. It is time to get our priorities right!

Not time to be proud

What categories of crimes? Are we talking speeding tickets vs armed robbery where people get held at gunpoint in their bed? We desperately need help. We need police officers who are impartial, and highly trained. This is definitely not the time to be proud, but the time to bring experienced people from the UK. Everybody’s livelihood in the entire TCI depends on tourism. If word spreads that we are unable to control crime, we are all doomed.

What is a crime?

What about violent crime? The world’s tourist trade thinks of the Turks and Caicos Islands as having the most peaceful people who live in a virtual paradise. Should we and they be concerned? To me 2,626 is a lot of crimes. What is a crime? Is a parking ticket a crime or are these real crimes like assaults, robberies, burglaries? If so that number is extremely high and if the general travelling public were ever to find out you would see tourism to the Islands drop substantially. When people travel they want to feel they are safe and not subject to being preyed upon. I’m someone who provides free health services to the Islands on a regular basis but I can’t send down doctors and clinicians if

they are apt to become victims of crime. Is it safe to walk the streets or the beaches at night? I doubt it.

What is the source?

Again, the question is data source. Does Mr Smith get all this from the back of his mind or from a strong real database? Data is the key.

A long way to go

A 14 percent reduction in crime is welcome but we have a long, long way to go. Most of the crime is committed in Provo with a population of approximately 25,000 people. Less than 7,000 families. Therefore one in every three households is affected by crime. This is a terrible. Our family has been victimised. The crime wave began in the middle of the Misick administration and that administration itself is charged with crime. While it is good our British police have reduced crime, why has the British justice system allowed the former politicians to continue to stall their trial? Their speedy conviction could set an example.

Not reported

The stats may be correct, but a lot of crimes are not reported. It is time they invest in the CCTVs and train personal to monitor them. More frequent police patrols are necessary as well. There are too many illegal guns out there. That needs to be dealt with. CONTINUED 

Premier has full confidence in Ralph Higgs – Calls Bight MP’s move a cheap shot BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has expressed her full support and confidence in Tourism Minister Ralph Higgs and has emphasised that the promenade project will boost tourism in North Caicos. This comes after concerns were expressed by former tourism minister Porsha Stubbs-Smith who called for the resignation of Tourism Minister Ralph Higgs over his negligence to declare the accurate cost of the Silver Palms Hotel and Promenade project, located in Bottle Creek, North Caicos. Stubbs-Smith called on the premier to make every effort to ensure that her Cabinet is free of potential conflicts as they may

have detrimental effects on the TCI economy and good governance. Premier Cartwright-Robinson lambasted Stubbs-Smith for her scorching attempt to tarnish Minister Higgs’ character. Cartwright Robinson said she is disappointed but not surprised with the opposition’s cheap political stunt. She made it clear that the Higgs’ family project did not influence her decision to give the green light for the promenade project, however the spinoff benefits of the development for the people of North Caicos was paramount in her approval. She said: “This is a project that we promised in our Change Document and we will deliver as we hold this project to be an opportunity to improve on the tourism offerings in North Caicos.

Children and migrants

Fourteen percent reduction is crime. At that rate it will take seven more years to get crime under control. Since a majority of crime comes from our youth we need to ask who has been the minister in charge of education while crime was growing. The inclination to commit crime begins in the home, classrooms and schoolyard. Children 10-years-old in 2003 are now 24. Who did the children have to look up to? Then we have the illegal immigrant factor. The previous government was unable to control the influx of illegals and guns and while encouraging the influx of prostitutes.

In a spin

Latest headline is ‘Crime down, but gun crime and robberies up’. Can you imagine White Star Lines issuing a headline like this on April 16, 1912 - ‘Titanic wine list and orchestra win awards, but ship hits iceberg and sinks’? In both of these cases, the first part of the announcement, while true, is a very poor and obvious attempt to put a good spin on what is absolutely disastrous news!

Not sure exactly what types of offences make up that part of crime that is apparently down, but would be surprised if many of our residents are encouraged by declines in dog-napping, shoplifting or driving without a valid licence if those are the result of diverting scarce police resources away from the crimes that concern us most - those that make it unsafe for us to rest in our homes or walk our streets! Do you think maybe our police force has a problem in setting its priorities? While the control of violent crime is admittedly a big task, we are seeing very little evidence of the police making any meaningful headway in this area. And also to what extent do you think the apparent decline in crime may be the result of residents just not bothering to report many crimes? Not only is there very little likelihood of the culprits being caught, but the whole exercise of having to submit a police report through someone who is barely literate is enough to make one throw up their hands in frustration!

Zero tolerance

Still too high. We should have zero tolerance. We need to repatriate all with criminal history once they have served their time.

The vision of those years ago who first conceived this idea and this continued vision under its current representative Hon Higgs and this Government will bring much needed economic activity to the twin islands with the realisation of this promenade. “The Integrity Commission is the place to lodge concerns about persons in public life and would usually go about its business quietly. “Had the MP for the Bight felt her complaint had merit, the wise approach would be to allow the investigation to take its normal start and course.” The Premier called StubbsSmith’s approach ‘vexatious and malicious’. She said: “It was deliberate and intentional in two respects and that is to try Hon Higgs in a court of public opinion with her vexatious and

frivolous claim that is ill conceived. “Her grandstanding in front of the commission’s office was also an illfated effort to defame the character of an individual whom the MP for The Bight worked closely with as former minister of tourism while in his role as director of Tourist Board and whom she publicly stated in the previous session of the House of Assembly that she had confidence in him. “This has of course only changed since his decision to align himself with the PDM. “We stand by the Cabinet’s decision to deliver this vital project for North Caicos and will not be distracted by the misguided actions of the Bight MP.” The premier reiterated her confidence in the Minister of Tourism and MP for North and Middle Caicos and assured the people of the twin islands that there is no cause for the MP that they elected to resign.

Lightbourne calls prisoners’ relocation to Green Door facility a grave mistake BY OLIVIA ROSE MEMBER of Parliament George Lightbourne has called Cabinet’s decision to relocate prisoners to the Green Door facility a grave mistake. In this vein Lightbourne is urging Governor John Freeman to reconsider and rescind and seek an alternative solution. In a letter to the media on Wednesday, May 3, Lightbourne who is the Member of Parliament for Grand Turk North called Cabinet’s decision an epic demonstration of myopic governance. He said: “The TCI Cabinet has agreed to turn a high-end residential part of Grand Turk into a prison town. “To make matters worse they have decided to establish a prison inside the TCI Community College Campus. “When persons are elected to Government they must always manage the affairs of the people with a 360-degree view and mental balance. “I understand that many in the current government have never had the fortitude building experiences that would equip them to make

logical decisions but as a good citizen and an elected member of the good people, I will lend my expertise and assist with sound reasoning to aid the Government as they clearly need it. “The Green Door is located on the same property as the Turks and Caicos Islands Community College and from this decision, it is apparent that no serious consideration was given to the impact and effect of the college sharing the same property as a jail. “Recently we have all heard reports of inmates escaping, causing fire and sexually assaulting prison officers, using drugs, illegal cell phones and organising crime right in Grand Turk. “Do you think it is wise to extend this same prison population to the Community College Campus? “Can students and staff function in a safe frame of mind knowing that they have to share learning space with persons that the court has ordered to be removed from society because of criminal acts or accusations?” Lightbourne pointed out that the Ridge is the most upscale area in Grand Turk and the introduction

of a prison facility will devalue all property in that area. He said: “Many persons who may have matured mortgages will now have difficulties with refinancing and cash injections; needless to say, resale of property will be seriously affected. “When I was minister an attempt was previously made to put a juvenile centre in the same area and residents protested by presenting me with a petition containing over 100 signatures; as a good steward, I abandoned the idea because I respected the views and wishes of the people and served only as their worker.” He chided the Government for not carrying out any proper consultation in order to hear the views of the residents on the relocation of inmates to a facility on the Ridge. He further highlighted that hurricane season is less than a month away and the building that was turned into a prison is the only fully functioning hurricane shelter in that area of Grand Turk. “The Green Door is also located next to the Grand Turk Lighthouse, which is one of our historical sites.

“Has any consideration been given to the impact of such a move on our tourism product at the lighthouse? “I could go on but it is evident that I have already shone more light on the reality of the situation than the PDM’s entire elected pool of governance. “I understand the PDM’s spite and resentment for the people of Grand Turk North constituency but I beg you to remember that we are all Turks and Caicos Islanders. “Mr Governor, your Excellency, President of the Turks and Caicos

Islands Cabinet, I am calling on you to allow wisdom to prevail by abandoning this decision and rescinding this Cabinet paper and if you or the Government need my help further I can provide contacts and websites for modular prison facilities that can be located elsewhere and provide safety, security and peace of mind to the good people of Grand Turk.” Lightbourne further criticised the Government for being out of touch with the people’s opinion on sensitive matters.

Police release latest crime stats – Increase in aggravated burglaries and drugs possession BY DAISY HANDFIELD COMMISSIONER of Police James Smith has released a detailed breakdown of the latest crime statistics. From April 1, 2016 to March 30, 2017, a total of 2,626 crimes were reported in the Turks and Caicos Islands, a decrease compared to the previous year which saw 3,068 crimes. This means that there were 442 victims fewer this year and overall crime in the Turks and Caicos Islands is down by 14 percent. The Commissioner released the figures during a press conference at the police headquarters in Providenciales last Thursday, April 27. He went on to explain that in the last two years, crime overall in the Turks and Caicos Islands has fallen by 21 percent, which means 704 fewer victims in two years. This year there was a total of 703

burglaries and aggravated burglaries. Smith indicated that this meant a decrease of 159 crimes and 18 percent down on last year. Within that figure there were 45 aggravated burglaries, which meant an increase of 19 for the year. Commissioner Smith said that the Royal Turks and Caicos Islands Police Force (RTCIPF) recorded 97 cases of persons in possession of drugs, which means an increase of 21 cases, an increased detection of 28 percent. In terms of possession of drugs with intent to supply, the RTCIPF detected 24 cases. The year of 2016 saw a count of seven murders, which was a decrease of one from 2015-16. The TCI saw 126 firearm offences this year, which was 26 less offences than last year, according to the Commissioner of Police. Commissioner added that there were 134 robberies this year,

with 130 of them taking place in Providenciales and 96 of them involving the use of a firearm. Some of these cases involved one individual with a firearm committing multiple offences, taking the number of firearms used to commit robbery to 111.

He added that he did not consider that there was an influx in firearms because guns were not just an issue in the TCI, but more so in the entire Caribbean. The Commissioner concluded by stating that a total of 521 people have been arrested during the year. A whopping 271 people have been charged from that number and put before the court in connection with offences contained in the breakdown of the stats. He said that within the number of those arrested and charged, 150 were local men, 98 of those individuals are recorded as expats, with local and expat women making up the remainder numbers. Last year’s detection rate was 23 percent and this year’s was one percent lower. Smith explained during the press conference that the budget settlement will allow the force to allocate more funds to specific units within the

force and assist with the promotion of more officers. He said: “We are using this opportunity to promote experienced, specialised officers to fill the most critical skills gaps that exist in the force, including our Criminal Investigation Department, our Cyber Crime team, our Tactical Units and our Marine Branch officers.” He added that the police “know the challenges ahead,” but that they “are striving for continuous improvement and seek the continued support of the Government and our Government partners to keep the country safe.” He said that the police also rely on the active support and engagement of citizens and visitors to help them in their job. He encouraged the public to take responsibility for their part in reducing crime and identifying offenders.

Renowned Caribbean tourism expert lauds TCI tourism product BY DELANA ISLES VINCENT Vanterpool-Wallace, former Bahamian tourism minister, former Secretary General and CEO of the Caribbean Tourism Organisation, has sung the praises of the Turks and Caicos Islands’ impressive high end tourism product. Speaking last week at a business outlook conference, hosted by FortisTCI, Vanterpool-Wallace urged TCI business, tourism and government leaders to ensure that the valued tourism product is protected and nurtured for its continued survival. The former government minister, a much sought after speaker and advisor to both private companies and governments in the tourism and hospitality arena, spoke on the topic ‘The future of tourism in an age of changing technology and business models – Airbandb/VRBO’. The Harvard University graduate is also the founder of Bedford Baker Group, a collection of independent professional advisors offering services in travel, tourism and

hospitality. He has also served as a former director general of Bahamas Tourism. The conference was held on Thursday, April 27, at The Shore Club, under the theme, ‘Future ready: Opportunities for business in a changing economy’. Examining why the Turks and Caicos Islands has been able to do so well in the area of tourism, even while surrounded by many other equally beautiful locales, Vanterpool-Wallace stated that the reason the TCI does so well is its decided advantage in the warm weather tourism. However, he added that this description is not good enough: “When you look at what the Bahamas has to offer it is very similar kinds of basic products… and so you begin to try to figure out what else is there between what is happening in the Turks and Caicos and what is happening the Commonwealth and the Bahamas.” He also pointed to the concentration of tourism in

Police invest in new marine boats BY DAISY HANDFIELD IN AN effort to continue tackling illegal migration and the smuggling of illegal guns in the Turks and Caicos Islands, police have invested in new marine boats. Commissioner of Police James Smith shared this information during a police press conference held last Thursday (April 27) at the police headquarters in Providenciales. He said that these boats are scheduled to arrive soon and will greatly enhance the force’s marine capacity. With the implementation comes employment, said Commissioner Smith who explained that this will provide job opportunities for people interested in joining the force. “We are using this opportunity to promote experienced, specialised officers to fill the most critical skills gaps that exist in the force, including our Criminal Investigation Department, our Cyber Crime team, our Tactical Units and our Marine Branch

officers,” he said. In addition, the force has invested two additional Canine Units this year, in an effort to detect drugs and illegal guns. The units contain highly trained dogs and handlers. Commissioner Smith said: “I can guarantee you that if we get a point in the right direction these dogs will discover guns for us…” Throughout the press conference the Commissioner of Police appealed to the public to assist with fighting crime. He emphasised that the police force is doing all that it can to tackle crime, but the public has to help in the fight. “The police can do a part of this, and we do. We do proactive deployment, raids on houses… “We need to help and assist the Customs Department and others involved in keeping our borders secure to make sure that they cannot come in here [illegal guns and drugs]. “There must be people here who know where guns are being stored or stashed, and they need to tell us.”

Providenciales, positing a previously touted idea of the concept of ‘business clusters’. “When you begin to look at the Turks and Caicos very closely, you begin to notice something very significant - what you had happen here is a business cluster of investors who adopted a certain way of doing

business and came together, by putting together a certain business model.” He then challenged the attendees to examine any of the other 30 countries in the Caribbean against the TCI and to try to find the same or a similar investors or business cluster as in the TCI, in terms of what they have put forward and how tourism in the country is grown. “That is a very special and significant difference; but there is a little bit more to it, the other thing that you begin to see is something that is very different - and it is an even more important feature - what these investors did is that they created products that attracted a certain quality of customers. “It became the gallery place for a certain high income group of families.” He further stated that the secret

to this is very simple, ‘Birds of a feather, flock together’. “People who are looking for people like them to come to a particular place; that makes a difference. “We all tend to gravitate to places where we feel comfortable among one another, and that is what happened here in Turks and Caicos. “We have this group of investors who created a certain business model and they collectively began to attract a certain quality of people who are coming to a very upscale place, in terms of where they want to go, who they want to associate with.” He further noted that it is very important that the TCI continues to preserve the kind of tourism it has so that visitors will continue to recommend the Turks and Caicos Islands, particularly Providenciales, to their friends and families.

Collin Delancy Jnr gets 12 years for manslaughter – Retrial into death of Sailing Paradise bartender concludes BY DELANA ISLES COLLIN Delancy Jnr was on Thursday (May 4) found guilty of manslaughter and sentenced to 12 years in prison. He and his co-accused appealed their convictions following the 2013 trial into the murder of Dominican barmaid Santa Suarez Ramirez. They both won retrials. Over the past couple of weeks, Delancy once again defended himself against the charge of manslaughter of Ramirez at Sailing Paradise restaurant and bar in December 2011. Reports reaching this newspaper earlier in the week, before the conclusion of the trial, were that Delancy disrupted the proceedings causing about two or three halts to the process, with loud wailing. On those occasions he was removed from Grand Turk Supreme Court to regain his composure before the trial resumed. The felon was represented in his trial by attorney-at-law Ashwood Forbes. Collin Delancy Jnr and his coaccused Lavardo Smith were first charged, convicted and sentenced in 2013 with the death of the Sailing Paradise bartender.

Alongside manslaughter Delancy was charged with conspiracy to rob, and possession of a firearm with intent. They both appealed their convictions and won. The Court of Appeal overturned the convictions and the men were sent back for a new trial. In January this year, when the two men appeared in the Grand Turk Supreme Court for retrial, Delancy’s case was severed from Smith’s after a successful application by his lawyer. Lavardo Smith was found guilty by a 12-member jury, for the second time, for the brutal murder Ramirez on February 1. He was also found guilty of robbery, possession of a firearm with intent, conspiracy to rob and discharging a firearm. Smith - who was 18-years-old at the time of the crime - is currently

serving the mandatory life sentence that comes with a murder charge. The duo committed the heinous crime on July 20, 2011, at about 9.15pm. They, along with a third man, stormed the Sailing Paradise restaurant in Blue Hills, dressed in hooded jackets, and armed with a handgun and a cutlass. There they encountered Ramirez behind the bar from whom they demanded cash. It is alleged that the woman put up a resistance and Smith shot her in the head at point blank range as a result. They then robbed the restaurant of its available cash before escaping. At the time of the incident a female source close to the dead woman said that after she was shot, Ramirez managed to telephone her asking for help.

Government to bolster border security with new automated system BY OLIVIA ROSE THE GOVERNMENT is making significant headway with plans to strengthen border security in the Turks and Caicos Islands. Sean Astwood, Deputy Premier and Minister of Border Control and Employment, led a delegation to Bridgetown, Barbados, on April 24 for the Border Security Professional Exchange Conference. The conference saw the Turks and Caicos become the first of six British overseas territories in the region to sign an agreement with the CARICOM Advance Passenger Information System (APIS) programme. APIS is an automated system established for aviation and maritime operators which has the capability of enhancing border security over the region. It supplies law enforcement officers with data on passengers and crew members prior to arrival and departure from CARICOM member states, United Kingdom, United States and Canada. expressed that the signing marked a momentous juncture on the TCI’s road to strengthening border security. He explained that: “Signing the memorandum was a significant and important step in achieving full implementation of the APIS in the

Turks and Caicos Islands and by extension improves security for our region.” Astwood on April 18 during his 2017-2018 budget presentation pointed out that in recent times and over the past decade, there has

been an increase in threats due to transnational organised crimes, trades in illicit drugs, and other commodities, such as guns, human trafficking and illegal migration. He said: “These threats are a result of many things, from defects such as our porous borders, to the success in the growth of our tourism industry. “Whatever the reason, we continue to experience challenges at our port facilities, especially with limitations in data intelligence and manpower resources.” US Ambassador to Barbados, Linda Taglialatela, said that she was looking forward to additional nations joining the programme and reminded non-members of the advantages that come along with being a member. “I encourage all of you to consider the benefits to your countries of enhanced APIS,” she said. She explained that adopting APIS will further allow countries to secure their airports and ports which lead them to enhancing their regional security. She noted that in order for the region’s borders to be secure, people

must work within the sovereign states to identify issues and discuss implementable solutions. “Adopting APIS, will further allow countries to secure their airports and ports which leads them to enhancing their regional security.” She revealed that there are already ten members of CARICOM that are members of the APIS programme and was delighted to report that the Turks and Caicos is the first associate member. She expressed that there is a continued interest throughout the Caribbean and noted that they are working with various nations to bring them on board. During the conference Senior Immigration Officer Latoya Mitchell gave a brief presentation of the Immigration Department and its role in securing the borders of the Turks and Caicos Islands. APIS is expected to be fully operational in the TCI by September 2017. This system was established by the US Customs Border Protection (CBP) in May 2009.

Attendees ranged from young working professionals looking to gain the confidence to approach their employers about charting a path of upward mobility to established entrepreneurs, doctors, and seasoned professionals looking to sharpen their negotiation skills. Honour our leaders Dear Editor, Dr the Hon Rufus W Ewing, former premier of the Turks and Caicos Islands, is a graduate of the University of the West Indies (UWI), Mona, receiving both undergraduate and postgraduate degrees from this institution. While serving as premier he was instrumental in ensuring that the Turks and Caicos Islands, an associate member of CARICOM, became a contributing territory to the University of the West Indies through a resolution of the House of Assembly. This facilitated the education of an increasing number of Turks and Caicos Islanders at the UWI. Our former premier has also delivered key note addresses to the UWI medical alumni and other affiliate groups in Jamaica, fostering a greater relationship between the Turks and Caicos Islands and the University of the West Indies. Hon Sharlene Cartwright Robinson, the current premier of the Turks and Caicos Islands is also a graduate of the UWI and as an alumnus of this great institution seeks to continue the work of her predecessor. It is therefore with much disappointment to the people of the Turks and Caicos Islands and those Turks and Caicos Islands students in Jamaica that their former premier and current premier are not being

considered to be inducted into the UWI park dedicated to leaders and former leaders who were graduates of the UWI. The people of the Turks and Caicos Islands are disappointed like the people of Jamaica were when Hon Andrew Holness upon assuming office as prime minister was forgotten which prompted a public letter of apology from the UWI. This oversight of the UWI with respect to the former premier was brought to the attention of the UWI without resolution. The people of the Turks and Caicos Islands therefore publicly call on the UWI to correct this grave oversight and bestow the deserving honour to the former premier and current premier of the Turks and Caicos Islands on behalf of its people. Vocational training for youth will boost TCI economy, Premier says BY DELANA ISLES IN YET another plug for her Government’s desire for ramped up vocational training for local youth, Premier Sharlene Cartwright Robinson passionately appealed to a distinguished group of local and Caribbean business and tourism professionals to get behind the idea. The Premier was speaking at a business outlook conference spearheaded by FortisTCI last Thursday, April 27, at The Shore Club, under the theme, ‘Future ready: Opportunities for business in a changing economy’. Premier Cartwright Robinson addressed many issues related to the future of the TCI for 2017 and beyond. However, as she has been passionate about it for the past several years since she was in opposition, the Premier reiterated her Government’s commitment to ensuring and putting in place avenues for young people of the country to be given a second chance, for those who run afoul of the law, and for others to help advance the country’s valued tourism and business product. Reminding the audience of her commitment to rehabilitation of offenders since assuming office in December 2016, the premier said that through numerous discussions with inmates and several others, she has been schooled on the reason for a number of those who are and were locked up committing offences.

She said one of the main reasons is drugs; pointing out that there needs to be more programmes related to drug use and its concomitant effects targeting young people. “Government can’t do every programme, this is where public, private sector and especially the work of the church, helps. “We have in our manifesto looked at the capabilities of our young people, looking at their entrepreneurial ambitions, looking at the type of trade they would want to venture into. “But then we have to look at our culture policies and look at areas that they have interest in; some of them are not into the traditional sectors… and we have to make this country more open to use our young people where they are.” As she has stated several times

before, Cartwright Robinson noted that people learn differently and that provisions should and have to be made for those young people in order to use their own particular skill set. “Our curriculum and our education system cannot afford to leave our young people out because they learn differently. “We have an aggressive special needs programme already, but we also have to go aggressively towards vocational training where there is a serious skill subset. “So, I say to you, some of the things I have learnt about why young people have been committing offences, but at the foundation of it is that they have been finishing school but there are no business opportunities. “We can correct that with our new MSME programme, and of course there are other programmes, but mostly we have to provide them with a skill.” She then pointed to the “coming construction boom,” noting that there are not enough skilled workers from the local youth pool to take advantage of these coming opportunities. She also bemoaned the perception that that young people working with their hands is not good. “So, we have to change the mindset of our young people through various programmes to show them that they are appreciated and that they are as critical - as they should be - to the future of this country,” Cartwright Robinson encouraged.

COMMENTARY

We need a good opposition THE TURKS and Caicos Islands is going forward finally. Elections were less than six months or 180 days ago. The people’s party, after bringing investment into the country 1995/2003, went on life support for years. Years of PNP conflicts that brought the country back in touch with reality. The TCI needed change back to what really worked. ‘Progressive’ conflicted political game players now babble out of touch with reality. Are they serious about what they say or are they just trying to provide comfort for their greatly reduced core of voters, hanging on by party fingernails? Will the PNP survive when people hear the out touch comments of Mr Royal

They ran a converted PNP in the Bight resulting in a tie, now a lotto loss. They ran two political newcomers at large! At large seats normally include well known national names. Party coattails and the personal reputation of one made her a winner. What was thought to be a clever move, running a youth candidate for our young voters - Robbie lost by

only 21 votes. Lost to a senior man with more dirty laundry than an old Miami laundromat. Leader Washy won by a 21 vote margin out of 29,293 at large votes cast, George won by five percent of his districts votes, Porsha tied Pratt. Akierra won a weak 2012 slim victory then purchased her district a school to survive in 2016. Only good old PNP South Caicos came through for Ruth giving her 35 percent of South Caicos votes cast. Will the PNP become the ‘South Caicos and Messy Progressives’ party or SCAMP? Some will complain that the election is over and we need to move on. We say the election reflected the people’s will only six months ago! The people of North and Middle voted Ralph who is creating real

development. That is what makes Mr Royal Unelectable angry. Royal could not recognise a real conflict if he tried. We need a good opposition party. It cannot be led by unelectable, pension fund raiders, court house leftovers, sore losers or babblers. It is time for moderate PNPs to put their act together with honest prospectives, not more progressive angry self-serving nonsense. Carlos anyone? Leave behind the court houses, jail houses and honorariums. Reality may soon convert Progress House to a government structure possibly the Huw Shepheard Building? Rufus, the master of conflicts, created that deal as the integrity commissioners stood by!

LIPSTICKS and Things 2017 has been described as one of the most successful local events of the year so far. The event which featured 28 vendors and more than 300 attendees was held at the Tropicana auditorium in Providenciales on Saturday (April 29). The vendors ranged from hair suppliers, custom-made apparel, makeup brand suppliers, accessories suppliers and more. CEO of Lipstick and Things, Jasmine Pierre explained that it all started because of a small business she has called Every Day Romance, where she provides customers with romantic setups for special occasions. Pierre said that when she realised that she had many friends who were also entrepreneurs, she decided to reach out to them to host an event which featured local businesses. The first Lipstick and Things was held in 2015 and grew as residents understood the concept behind it. Pierre said: “The idea behind the

event is to get small businesses out there so that they can test the market, promote themselves to the public, network and also find new ways to grow.” The CEO added that she was quite overwhelmed by the support received this year, but could not take all of the credit for the major success. She acknowledged the vendors involved and said that she looks forward to next year and in seeing what new vendors will be coming on board. She did not want to spoil the surprises for next year, but did mention that the event will be held at a larger venue and she will do her best to try and keep the creativity alive. Owner of Konk Apparel, Lee Ingham, was one of the vendors featured at the event who stated that he has been a part of the event since inception and that he was always excited to not only showcase his products, but to see what other vendors had to offer. He said: “Personally, I think it is a great thing because it gives young people a platform to showcase their talents. I definitely see this event growing.”

Educators attend children’s safeguarding workshop BY DAISY HANDFIELD THE MINISTRY of Education has collaborated with the Foreign and Commonwealth Office to host a child safety workshop for all the educators in the Turks and Caicos Islands. The first training session was held with principals of various Government and non-Government schools at the Ocean Club conference room in Providenciales on Thursday (May 4).

Julie Dugdali, head of business for Bernardo’s Training and Consultancy, gave a brief overview of the programme. She stated that it will run for two weeks and is designed to provide administrators, guidance counsellors, teaching staff and school leaders with strategies for promoting the welfare of children and protecting them from harm. She said: “This is about laying down some foundation knowledge

and skills and our intention is to return to Turks and Caicos and build on those knowledge and skills and offer some more advanced or specialists training at later stage.” Dugdali explained that child abuse is a pressing issue worldwide and teachers need to be equipped with the proper skills to address it when and if it occurs. “It is crucial to recognise that

children need to be protected from harm that happens to them across the world and this is not something that just happens in Turks and Caicos. “This is something that happens across the UK as well and it is something that happens in all countries. “The nature of child abuse is that children need adults to understand how children become at risk of harm,

they need adults to be able to be brave enough to come forward and support them and be strong enough to work together and tackle the issues,” she said. Minister of Education Josephine Connolly was in attendance for the opening ceremony and in her remarks encouraged attendees to take advantage of this programme. She said: “I just want to encourage each and every one of you to take advantage of this programme. “I know you spend a lot of time with our children and this programme will help you with any challenges that you might encounter in the schools. “Of course, we are the first to receive this programme and I am happy about that. I also want to thank the United Kingdom for partnering with us.”

Hurricane Hunter visits TCI on awareness tour BY DAISY HANDFIELD ABOUT 20 members of the Air Force Reserve and a team from the National Oceanic Atmospheric Association Administration’s Hurricane Centre visited the TCI in a unique aircraft last week. The Air Force Reserve Commands WC 130 J Hurricane Hunter aircraft is visiting islands and countries in the region as part of the National Oceanic Atmospheric Association and the US Air Force Caribbean Awareness tour called CHAT.

During the CHAT tour, crew members offer the public an opportunity to learn how scientists collect hurricane information and help communities become better prepared for the season. During the visit the crew gave media houses and government delegates a tour of the aircraft. Governor John Freeman, Deputy Governor Anya Malcolm, the Minister of Home Affairs Delroy Williams joined for a full tour of the aircraft and were given clarification on the team’s mission.

The group consisted of two pilots, a navigator, an aerial reconnaissance weather officer and a weather loadmaster. Dr Rick Knabb, director of the National Hurricane Centre in Miami, explained that initiatives such as this one are important because it gives them the opportunity to educate people on the importance of early preparedness. He said: “We don’t know how busy the hurricane season will be. We just know that you are vulnerable here and you want to get ready today

while the weather is good, before the next hurricane strikes. “Hopefully it’s not this year, but you want to be ready in advance… I encourage everyone to do at least one thing to get yourself ready in advance for the next hurricane.” Lieutenant Colonel Brian May, commander of the 403rd Operations Group encouraged the public to be mindfulness warnings and get prepared. He added that he was grateful to be able to fly into the TCI to share knowledge on hurricane preparation.

OFFICERS of the Royal Turks and Caicos Islands Police Force (RTCIPF) are mourning the death of Assistant Superintendent James Callender. Callender, who passed away on Tuesday (May 2), was from Barbados and joined the RTCIPF on January 3, 1980. He has worked in numerous units and divisions before he was promoted to the rank of inspector on July 2, 2007, and later in April 2, 2014, was promoted to assistant superintendent. At the time of passing, Assistant Superintendent Callender was posted as Divisional Commander at the Chalk Sound Police Station. Funeral arrangements will be announced at a later date.

South Caicos Regatta celebrates 50 years BY DAISY HANDFIELD SOUTH Caicos Regatta will be celebrating 50 years of existence at the end of the month. The event will be celebrated from May 21 to 27 at the Regatta Village in South Caicos. A press conference was held at the Tourist’s Board office in Providenciales on Tuesday (May 2) to launch the theme song for the 50th year celebration and the Regatta 2017 magazine. Bill Clare, also known as ‘The Man for all Seasons’ who has been a part of regatta since its inception, provided images and information to support the Regatta 2017 magazine. At the press conference Clare reflected on previous regatta celebrations and explained that he gets quite emotional when he thinks of the event’s evolution. He said: “The one in the magazine is a sort of abbreviated one, but I am sure you all would enjoy it. “50 years is a very long time, even if you are 50-years-old, so imagine an organisation for 50 years. “As I look back over the years and I look back at some of the photographs, sometimes the tears come to my eyes because I can remember the hundreds of people

gathered on the waterfront, watching the Regatta… “Time changes and things change and regatta has changed over the years, but we intend to bring it back. “This year without a doubt, we have a number of boats. Four promoted to senior director roles at Fortis FORTISTCI has announced expanded roles for four senior executives as a part of the company’s organisational restructuring exercise. These new appointments took effect on March 1. Don Forsyth, former director of engineering and planning, has been named as senior director of electrical planning, engineering and energy delivery. Aisha Laporte, who served as director of customer services, is the new senior director of customer services and stakeholder engagement. Catherine Buena-Munsayac, former director of internal audit, risk and compliance is now senior director of enterprise risk management and internal audit, and Archie Gaviola, former director of financial services, has been promoted to senior director of financial and treasury services. Forsyth joined the FortisTCI team in 2013 as director of engineering and planning. He is a utility electrical engineering professional with 20 years’ experience in island utility systems. He began his career in the industry at the single generation plant in Grenada and moved through the ranks to become manager of planning and engineering. His expertise includes generation and transmission and distribution operations and maintenance activities, a broad range of engineering studies related to system capacity expansion, system protection, system control,

distribution automation and renewable energy implementation. Over the years he has held numerous technical and managerial roles. Forsyth has a Bachelor’s degree in Electrical and Computer Engineering from the University of the West Indies, St Augustine, Trinidad. He also holds an Executive MBA from the University of the West Indies, Cave Hill, Barbados. Laporte joined FortisTCI in 2008 as supervisor of financial services. In 2011 she was promoted to manager of financial services and played a key role in several major finance projects designed to improve the company’s treasury and financial reporting processes. In 2012 she was promoted to director of customer services. As the leader in customer services, she focused on developing additional customer services in energy audits, automation of customer information and payments via the customer web portal, as well as enhancing revenue protection services. She has also served on the committee that developed and introduced renewable energy programmes in FortisTCI. Prior to joining FortisTCI, she worked as principal auditor for the Turks and Caicos Islands Government from 2003-2006. She also worked as auditor for two years at KPMG, one of the leading professional auditing firms in the TCI. Laporte graduated with a Bachelor’s degree with distinction in

Accounting from Nova Southeastern University in Florida in 2002. A year later she became part of a group of fewer than 10 Turks and Caicos Islanders, at that time, to become a Certified Public Accountant (CPA). Buena-Munsayac joined FortisTCI in 2008 as manager of financial services and was promoted to director of financial services and risk management in 2011. While in the finance department, she led the implementation of financial controls and optimization of the use of the previous enterprise resource planning system. She also facilitated the introduction of the enterprise risk management process. In 2014 she transferred to internal audit where she was instrumental in

the set-up of FTCI’s internal audit department, ERM and SarbanesOxley readiness programmes. She has diverse industry experience covering energy and utilities, food and beverage, logistics, manufacturing, advertising, financing, real estate and banking. She has a Bachelor’s degree in Accountancy and holds both Certified Public Accountant and Certified Internal Auditor certifications. Gaviola joined FortisTCI in 2009 as financial reporting and business planning consultant, focusing on compliance with international financial reporting standards and development of financial models for business planning and analysis. He was promoted to manager of financial services in 2012 and director of financial services in 2014.

He was instrumental in assisting the company with obtaining its investment grade corporate credit rating from Standard & Poor’s and the subsequent inaugural issue of notes in the United States private placement market. He has managed the company’s financial reporting under both IFRS and United States Generally Accepted Accounting Principles. Previously, he worked as audit senior at one of the big four auditing firms and managed assurance engagements for mostly international financial institutions. Gaviola has a Bachelor’s degree in Accountancy and is a certified public accountant. Depression and the five ways to help ourselves and loved ones living with it BY NOW many of us may have watched the recent Netflix phenomenon, ‘13 reasons why’. In the series Hannah Baker records 13 tapes representing the 13 people she blames for her unhappiness in life which led to her suicide. Though controversial in delivery, one thing that this series was able to empathetically reflect was the level of pain and struggle a person goes through each day when dealing with depression. At times, we can miss the signs of depression mistaking it for ‘a phase’ or simply a reaction or response to something that is temporary such as sadness when really depression and sadness are two different things. Here is the difference between sadness, depression and five ways that can help you or a loved one who is facing depression. SADNESS Sadness is a natural state that we all as humans go through. Whether it is a break-up, an argument or an end of a friendship; grief is present yet short lived. Some of us may call it having the blues or being down from time to time but it usually is in relation to a situation that has occurred in the present and does not stay for long. Not only is sadness temporary but it also can increase empathy in ourselves. Studies have shown that when we are sad about a situation or experience, we are able to empathise with those that have been through it themselves or even those currently going through a painful situation. DEPRESSION Depression, in contrast with sadness, provides no near solace for those that go through it. According to psychotherapist Sean Grover, depression is not just one emotion that the individual is dealing with but many; anger, frustration, guilt, hurt, and hopelessness. Though depression is very treatable, an individual may still struggle with depression throughout their life time. Depression is a global epidemic

effecting millions of people around the world. According to the Turks and Caicos Islands department of mental health and substance dependence, 47.6 percent of those admitted to the hospital have had issues connected to depression; this does not include the additional 20 percent of individuals being seen by the mental health department alone. Knowing the difference between sadness and depression, we can understand how debilitating and exhausting depression can be over long periods of time. Here are some ways we can learn how to help those who may be struggling with it. EDUCATE YOURSELF ON DEPRESSION As mentioned before, it can be easy for many of us to misinterpret or not truly understand what depression is or what it is like to go through depression. Educating ourselves over what depression is to help ourselves and our loved ones is important. Whether it is from mental health resources such as articles or psychologist and counsellors alike, increasing self-awareness of depression can make helping ourselves and love ones more beneficial and successful. EMPATHY AND COMPASSION Oftentimes when we see someone who is suffering, we want to solve

the problem. Though understandable at times, we attempt to solve someone’s struggle with depression. It can backfire because we assume providing advice such as “stop thinking about those negative things” or “it will get better soon” become more demeaning then encouraging. Learning to empathise with those struggling emotionally allows for compassion and connection to take place. When we focus on understanding why someone is going through a rough patch instead of only trying to solve it, it can produce a more positive change in a person’s life than simply trying to fix it. In addition, self-compassion is also important and a powerful agent in getting help with depression. Self-compassion allows us to come to terms with and to reduce the level of depression because it encourages us to be easier on ourselves and to reduce the level of beating up on the self that accompanies depression. LISTEN Listening is arguably one of the strongest forms of communication when it comes to understanding someone who is struggling with depression. The reason is because freely giving your time and attention towards someone who is dealing with such emotional turmoil each day may mean the world to someone CONTINUED 

Hospital celebrates medical laboratory professionals BY OLIVIA ROSE HIGH schools students toured the laboratory sub-departments at Cheshire Hall Medical Centre recently and met with behind the scenes medical professionals. The tour on Tuesday, April 25, kick-started a slate of activities planned to observe International Medical Laboratory Professionals Week (MLPW). MLPW is an annual observance held during the last full week of April to celebrate the medical laboratory professionals and pathologists who play a vital role in every aspect of healthcare. During the tour 150 students from Clement Howell High School, Wesley Methodist High School, Champions for Christ, TCIPS Comprehensive School and HJ Robinson High School got the opportunity to interact with medical technologists.

These professionals work behind the scenes and few people know much about the critical testing they perform every day. According to a press release from the hospital, Minister of Health Edwin Astwood who is a former laboratory professional formally declared the week open during a brief ceremony held in the foyer of Cheshire Hall Medical Centre. Astwood reflected on the advancement of the medical technology industry, which has made diagnostic testing easier and more effective for patients with swifter results. He pointed out that just over a decade ago HIV testing in the Turks and Caicos Islands took six hours to complete noting that today these tests are completed within 15 minutes. “Approximately 70 percent of decisions concerning diagnosis, prognosis, treatment, monitoring and

prevention of diseases are based on the laboratory testing performed by medical technologists. “In addition, the processing and preparation of tissue specimen for the pathologist to examine are also done by medical technologists.” The press release noted that although some private medical practices across the Turks and Caicos Islands have capabilities in-house to conduct basic diagnostic testing,

these private facilities depend on the more advanced laboratory at TCI Hospital for comprehensive diagnostic testing. MLPW is aimed at increasing the recognition of clinical laboratory science among the healthcare community and general public. The laboratory at TCI Hospitals in collaboration with the TCI Government Laboratory Department held several activities to increase

public awareness of these essential personnel. Other activities to observe this special week included a church service, appreciation dinner and a visit to Provo Children’s Home to conduct hand hygiene sessions. This was a precursor to a larger multi-year community outreach initiative being planned by TCI Hospitals for public schools over the next few weeks.

struggling with depression. Listening to someone’s concerns is like air to our lungs; when we feel heard, we may find the release and even encouragement to manage the things we struggle with. Moreover, at times we may not fully understand what the other person is going through, but when we give them the opportunity to express how they feel, a connection is formed and that is a powerful force in change. PROVIDE SUPPORT This simply means being there for another person who is struggling with depression. If an accountability partner is needed to encourage this person to become active or even seek help, being a support system is crucial. This is because the most predictable part of change is relapse and depression is no exception. However, studies have shown that the healthier and greater the support system is for those struggling with depression, the less likely we will fall back into depression for prolonged periods of time. TAKE IT ONE DAY AT A TIME Depression oftentimes represents months and years of struggle and emotional turmoil and so the recovery process may take some time as well. Being gracious with ourselves or other loved ones struggling with depression and applying some of the skills listed above allows for the healing process and growth to take place.

Seeking out professional help can also increase the level of support, understanding, and processing through years of trauma and emotional strife. Utilising these forms of support will take some time, but the benefits can be astounding when we give time for it to take its course in our lives and the lives of our loved ones. FINAL THOUGHTS Let me preface this first by saying you can be a mentally strong person and suffer from depression. Depression is not a sign of someone’s weakness, rather it is the contrary. Those who struggle with depression are stronger than most because they have experienced levels of struggle and strife that most cannot attest to. Providing the love, support, and aid is imperative. No one achieves anything on their own and overcoming depression is nothing short of a mountain; but it can be climbed and conquered. We all go through difficulties in our lives, and through the good and the bad, fare better with those around us that love and support us. Seeking professional help and help from others is a sign of selfawareness and strength. For those suffering with depression or know of someone who is, remember: you are important, you are loved, and you can do this. Above all else, regardless of the setbacks, frustration, and even judgment, remember that forward is forward regardless of the pace.

CTO delegation meets with local tourism officials in two day visit THE BEGINNING of a new and restored relationship with the Caribbean Tourism Organisation (CTO) was this week spearheaded by Minister of Tourism Ralph Higgs. In a collaborative effort the Ministry of Tourism, Environment, Heritage and Culture and the Ministry of Education welcomed on May 1, a delegation from the CTO, namely Faye Gill, director of membership services and Bonita Morgan, director of resource mobilisation and development. The group kicked off the first rounds of meetings on Tuesday (May 2) at the Hilly Ewing building following a meeting with the press. The delegation met with Minister of Tourism Ralph Higgs and Minister of Education Josephine Connolly, including senior personnel from the ministries and members of the Turks and Caicos Tourist Board. The primary objective of the meeting was to provide insight and opportunities offered by the CTO and to address avenues of assistance as it relates to the inclusion of tourism subjects in the school’s curriculum. During the brief press briefing, Minister Higgs said: “We are indeed grateful for the opportunity to have met with officials from CTO where we were able to discuss ways to advance cooperation and mutual interests with respect to tourism related topics in our schools. “The Turks and Caicos for a number of years, has enjoyed a solid relationship with the CTO of which we plan to build on.”

Meanwhile, Education Minister Connolly stated: “The tourism and hospitality sector is a major contributor to the Gross Domestic Product (GDP) of the Turks and Caicos Islands. “The tourism industry provides various employment opportunities within its sector and impacts other business entities relating to tourism services. “Development of a curricula for implementation in the high school would give the students the benefit from exposure to the concepts and principles of tourism, and their practical application to the real environment. “The global tourism map today is much richer and wider with more destination options than it was three decades ago, so we here in the Turks and Caicos Islands have to protect our destination and prepare our students entering the hospitality environment

for competition and service.” The delegation departed the country on Wednesday (May 3). CTO is the region’s tourism development agency, whose mission is “to provide to and through its members the services and information necessary for the development of sustainable tourism, for the social and economic benefit of the People of the Caribbean”. There are about 28 member countries, including the Turks and Caicos Islands. The CTO recently launched its digital tourism education learning series which includes four e-tourism workbooks, activities and videos designed for use by teachers and students ages 6 to 11. The aim is to integrate tourism topics in schools curriculum to build greater awareness among young students in the area of tourism.

Ingraham: Fire all of the PLP FORMER Prime Minister Hubert Ingraham on Monday night urged scores of supporters in North Abaco to “fire” the Progressive Liberal Party-led government for “lying” about value-added tax (VAT) and failing to account for government malfeasance. He also claimed to have information about a theft of nearly $1m from the Ministry of Finance. The former Free National Movement (FNM) leader called on supporters to vote for his party as the PLP had lost public trust, adding that there were no “in-betweens, no spoilers, no green,” a reference to third party the Democratic National Alliance (DNA). Taking the stage at Ingraham Park in Cooper’s Town, Mr Ingraham also gave his full endorsement of FNM Leader Dr Hubert Minnis to be the next prime minister of the country. On the issue of lax oversight in government, Mr Ingraham told supporters that when the details on theft in the public sector comes to light after the next election, people will scratch their heads. “T’iefin going on every day,” he said. “I told you about the cookie jar. I’m just told today, yesterday actually, that $860,700 was stolen in the Ministry of Finance under the watchful eyes of, or not so watchful eyes of the prime minister and Mr Halkitis. “Eight hundred and sixty thousand dollars just gone, gone, gone,” the former minister of finance said, however he did not elaborate on this. He also referenced unaccounted for sums in the Road Traffic Department and Department of Social Services. “It’s clear they have no interest in accounting for anything,” he also said. “They can’t even account for the VAT. It’s time for them to go. “I want you to fire them for lying

Alert raised after underwater volcano erupts: More than 40 tremors recorded THE University of the West Indies (UWI) Seismic Research Centre (SRC) is monitoring increased activity at underwater volcano Kick ’em Jenny following scores of eruption over the past few days, but it says there is no tsunami threat so far. The Trinidad-based SRC said the first eruption at the region’s only submarine volcano – which is located about five miles north of Grenada – occurred on Saturday around 5:45 pm, with reports of it being felt in St Patrick’s, Grenada. In its update on Monday, Grenada’s National Disaster Management Agency (NaDMA) said at least 43 “mostly low magnitudes volcanic earthquakes” – in the magnitude range of 1.5 to 2.3 – had occurred between that first tremor and 10:41 a.m. yesterday. There were

a few larger events with the largest at magnitude 3.0. On Sunday, the UWI/SRC recorded a high amplitude signal, lasting about 25 seconds, on one of the Grenada stations. The signal was also recorded on a station in Montserrat. “This signal follows an increase in the number of background events associated with the Kick ’em Jenny volcano,” the SRC said in a release on Sunday. As a result of the eruptions, the Kick ’em Jenny alert has been raised to yellow, which means sea users and ships should stay away from vicinity of the volcano and observe a 1.5 km/0.93 mile exclusion zone. However, as a precautionary measure, the SRC said the marine community should observe a 5 km/3.1 mile exclusion zone.

Cayman Islands court blocks copying of public records IN a significant departure from previous practice, the chief justice of the Grand Court of the Cayman Islands, Anthony Smellie, has approved an order prohibiting the public from making photocopies of court pleadings. According to a notice posted on the door of the clerk’s office, the public can review the court files and take notes, but no method of copying or photographing will in future be permitted. People can still access and take notes on court records after paying a $20 inspection fee. Obtaining photocopies – for an additional fee

of $20 per document plus $0.50 per page – is allowed for “any legitimate purpose,” including investigative journalism, with prior approval from the clerk of court. According to the court, publishing public court documents online could constitute a violation of copyright, an apparently questionable rationale given that the material in question comprises public documents in the first place. The new policy has drawn some critical comment, not least of which was from David Marchant, the publisher of Miami-based financial newsletter OffshoreAlert.

New emails show Clinton Foundation-State Dept Haiti links WASHINGTON-BASED watchdog group, Judicial Watch, on Tuesday released 894 pages of new US State Department documents, including previously unreleased email exchanges between former secretary of state Hillary Clinton’s staff and Clinton Foundation officials following the massive earthquake in Haiti in 2010. On January 17, 2010, five days after the earthquake, former Bill Clinton aide Justin Cooper emailed Hillary Clinton’s then-deputy chiefs of staff, Jake Sullivan and Huma Abedin, to ask if they can do a conference call to discuss Haiti. Clinton Foundation officials Laura Graham and Doug Band are also provided the call-in information for the conference call. Author Peter Schweizer later described in his book “Clinton Cash” how hundreds of millions of dollars in US taxpayer-funded reconstruction contracts for Haiti flowed through the Clinton Foundation during Clinton’s tenure as secretary of state.

According to minutes of a January 27, 2010, meeting between senior State Department staff, US Immigration and Customs Enforcement (ICE) agents uncovered “at least a couple pedophiles” attempting to adopt children in Haiti following the earthquake. The State Department was reportedly working with the Haitian government to expedite adoptions and removal to the United States of Haitian orphans. Emails sent by top Clinton aide Huma Abedin also include repeated instances of Clinton’s detailed daily schedules being sent to top Clinton Foundation officials at unsecured email addresses. The records were produced for Judicial Watch by the State Department from the non-state.gov email accounts of Abedin. The new documents included 29 email exchanges not previously turned over to the State Department, further appearing to contradict statements by Clinton that, “as far as she knew,” all of her government

The State Department through its US Agency for International Development (USAID) disbursed $3.6 billion for Haitian “earthquake relief”. Hillary Clinton, as US secretary of state, therefore handed out billions in USAID money in Haiti. The day she resigned from the State Department in February 2013, her brother Tony Rodham just happened to get lucky and was appointed a director of the company that had acquired a lucrative and unprecedented gold mining contract in Haiti in December 2012, something the company claimed happened virtually out of the blue and the public was asked to believe involved no antecedent discussion during the time Clinton was secretary of state and her husband had control of billions in post-earthquake aid. Leading Haitian lawyer and human rights activist, Ezili Dantò, has charged that Bill Clinton, as head of the Haitian relief fund, was responsible for some US$6 billion of international relief aid received. “Less than one percent of this amount made it to the Haitian government. Facebook set to help Jamaica find its missing children STARTING this week, alerts about missing children in Jamaica, called Ananda Alerts, will be delivered to Facebook users in the country – the first time this has happened in any Caribbean country. The initiative is a partnership between the Ananda Alert Secretariat in the Office of the Children’s Registry (OCR) and the online social media and social networking service for the recovery of the island’s missing children. Ananda Alerts will be delivered to Facebook users’ newsfeeds in targeted search areas once a child has been declared missing/abducted. These alerts will include photographs and other pertinent information about the child. Speaking at the launch on Monday, Minister of State in the Ministry of Education, Youth and Information Floyd Green said the partnership will have a positive impact on the missing children programme. “Through this partnership, Facebook will be ensuring that once a child is reported missing and comes into our Ananda Alert system, the information will appear automatically on the pages of its

May accuses EU of trying to affect UK election THERESA May has accused European politicians of making “threats” against Britain to try to influence the general election result. The PM launched a stinging attack on the “bureaucrats of Brussels” in a speech outside 10 Downing Street after meeting the Queen. She said some in Brussels wanted Brexit talks to fail. Scottish First Minister Nicola Sturgeon said it was “irresponsible” of her to “poison” the atmosphere with the EU. And a senior EU source told the BBC the PM’s suggestion that officials were trying to affect the election result was “pure fantasy”. Parliament was dissolved at midnight, meaning the election is formally under way, and the PM made her speech after visiting the Queen at Buckingham Palace. She said events of the past few days had shown “just how tough” Brexit talks are likely to be. “Britain’s negotiating position in Europe has been misrepresented in the continental press,” she said, in a reference to a German newspaper’s account of her dinner with the EU Commission chief. “The European Commission’s negotiating stance has hardened. Baranetz made the claims in an interview with the Russian news outlet Komsomolskaya Pravda – claiming that the measures are a response to America’s vast military budget. Puerto Rico requests bankruptcy protection for public debt PUERTO Rico’s financial oversight board on Wednesday filed for a form of bankruptcy protection under last year’s federal rescue law known as PROMESA, touching off the biggest bankruptcy in the history of the U.S. municipal debt market. The move comes a day after several major creditors sued the U.S. territory and its Governor Ricardo Rossello over defaults on the island’s $70 billion in bonds. The request came under Title III of the PROMESA law is an incourt debt restructuring process akin to U.S. bankruptcy protection, as Puerto Rico is barred from traditional bankruptcy because it is a U.S. territory. The case was filed in U.S. District Court in Puerto Rico. The process will give Puerto Rico the legal ability to impose drastic discounts on creditor recoveries, but could also spook investors and prolong the island’s lack of access to debt markets. “The governor needed to show that his primary allegiance lies with the citizens of Puerto Rico, and that was the justification for the filing,”

said David Tawil, whose fund, Maglan Capital, held Puerto Rico GO debt but has since sold it. “I’m not sure whether bondholders are going to get any better treatment or recovery under this course of action.” The legal proceeding does not mean negotiations toward a consensual restructuring agreement must stop, the governor said in a statement on Wednesday. “It is my hope that the Government’s Title III proceedings will accelerate the negotiation process,” the governor said in the statement. Rossello’s fiscal plan for the island, approved by the oversight board in March, forecasts Puerto Rico having only $800 million a year to pay debt, less than a quarter of what it owes. The low figure alienated creditors, and negotiations toward a restructuring deal have foundered. In addition to its debt, Puerto Rico is facing a 45 percent poverty rate, a shrinking population and unemployment more than twice the U.S. average.

FBI head ‘nauseous’ over his possible sway on US election Mbah Gotho was believed to be the world’s oldest man with documentation that stated that he was born in 1870.

‘Oldest human’ dies in Indonesia aged 146 A MAN who claimed to be the world’s longest living human has died aged 146. According to his papers, Indonesian national Sodimedjo, also known as Mbah Ghoto (Grandpa Ghoto), was born in December 1870. He would have been 43 at the start of the first world war and turned 70 during the second world war. The heavy smoker, who outlived four wives, died this week in his village in Central Java after being taken to hospital on 12 April with deteriorating health. He insisted on returning home to be with his family and died on Sunday.

Mbah Ghoto was not the recognised longest living human as Indonesia only started recording births in 1900. However, officials told the BBC his residency card, which has his birthdate on it, was valid based on documents and interviews with him. His grandson Suyanto told the BBC that when he came home, he started to eat less and less. “It only lasted a couple of days. From that moment on to his death, he refused to eat and drink,” he added. “He didn’t ask much. Before he died, he just wanted us, his family, to let him go.”

FBI Director James Comey has said it makes him “mildly nauseous” to think that he could have had an impact on the US presidential election. But Mr Comey said he thought concealing the discovery of new Hillary Clinton emails would have been “catastrophic”. The comments came during a Senate panel on FBI oversight, in which Mr Comey faced tough questions about his inquiry into Mrs Clinton’s private email use. Mr Comey added that “even in hindsight I would make the same decision”. The remarks are the FBI chief’s first public explanation of why he reopened an investigation into Mrs Clinton’s use of a private email server just days before last November’s presidential election. “It makes me mildly nauseous to think that we might have had some impact on the election,” Mr Comey said on Wednesday. “But, honestly, it wouldn’t change the decision.” Mr Comey added that failing to inform Congress would have been an “act of concealment”.

Perhaps Trump just ran a great campaign?” The FBI chief on Wednesday also revealed that Clinton emails containing classified information were forwarded to former congressman Anthony Weiner. “They found thousands of new emails. They found classified information on Anthony Weiner,” he said while under questioning from Democrat Senator Dianne Feinstein. “Somehow, her [Mrs Clinton’s] emails were being forwarded to Anthony Weiner, including classified information, by her assistant Huma Abedin.”

A SUBURBAN Dallas police department fired the officer who shot and killed a black teenager as he was leaving a house party on Saturday night, officials announced Tuesday. Jordan Edwards, a 15-year-old freshman at Mesquite High School, died after Balch Springs Police Officer Roy Oliver fired multiple rounds with his rifle into the car he was riding in. The car was filled with five teenagers, including Jordan’s two brothers, who were trying to leave an end-of-the-year party that had become unruly after cops arrived. The freshman’s 16-year-old brother was driving the vehicle during the shooting and noticed his brother’s head was smoking, attorney Lee Merritt said, and then flagged police to help. On Tuesday, Balch Springs Police Chief Jonathan Haber said Oliver, who was the second officer at the scene, had been terminated. The chief said Oliver, who has been with the department since July 2011, violated several departmental policies, but would not elaborate on which ones. Prosecutors are still investigating and could charge Oliver, who has the right to appeal.

The Chief Executive is expected to be a strong leader who can develop a cohesive team within the organisation and across TCI to drive new investment to the country. KEY OBJECTIVES: 1. To manage the day to day operations of Invest TCI through planning, organising, coordinating, directing and controlling the functions of the Agency. This includes developing and implementing a rolling fiveyear Strategic Plan, complete with annual marketing plans and budgets; monitoring financial and operational performance; and ensuring that the organisation has a full complement of operating policies and procedures for both internal operations and for dealing with prospective investors and daily operations. 2. programme, a market intelligence capacity, investor outreach and network maintenance and enhancement using international best practices. 4. To engage constructively with various government Ministries, other relevant organisations and agencies and the private sector, both locally and internationally to support quality investment projects and to market the country. 6. To generate significant domestic investment through various small business programmes, including the MSME programme and financial assistance provided to the Centre for Entrepreneurial Development (CED). 8. To develop and install a client relationship management and tracking systems from initial contact to aftercare. 10. PERSONAL SPECIFICATIONS EDUCATION AND QUALIFICATIONS: The preferred candidate should have a master’s degree in finance, business administration, economics or related field, from a recognised institution of higher learning and a minimum of ten (10) years’ experience or a combination of education and experience sufficient to meet the requirements of the position of CEO at Invest Turks and Caicos. EXPERIENCE AND KNOWLEDGE: Minimum of ten (10) or more years of senior management experience at a public or private enterprise/company/ agency engaged in investment development and/or promotion/ marketing. Clear evidence of strong leadership skills, demonstrated management skills, track record of successful lead generation and marketing along with a proven ability to mentor and grow staff. SKILLS: 1. Track record of excellence in current and previous employment.

PLANS to rewrite world records set before 2005 are “disrespectful, an injustice and a slap in the face”, says former long jumper Mike Powell, who stands to lose his own world record. The proposals by European Athletics are part of attempts to make a clean break with the sport’s doping scandals. If the move is approved, world records would only be recognised if they can stand up to strict new criteria. But Powell, 53, told BBC World Service he would legally challenge any ruling. “I’ve already contacted my attorney,” said the American, whose mark of 8.95 metres set in August 1991 has never been bettered. “There are some records out there that are kind of questionable, I can see that, but mine is the real deal. It’s a story of human heart and guts, one of the greatest moments in the sport’s history. “They would be destroying so many things with this decision, without thinking about it. It’s wrong. Jamaicans win big over USA at Penn Relays REIGNING Olympic 100- and 200-meter champion Elaine Thompson and 4x400 relay runners Fitzroy Dunkley and Janieve Russell anchored impressive Jamaican victories on Saturday at the 123rd Penn Relays. Jamaican and US squads split six races in the USA Versus the World events at the meet in Philadelphia, Pennsylvania. But the visitors were most impressive in the feature showdowns ahead of the World Championships at London in August. “It’s always competitive with the USA and us. It’s great to see that we were able to win and show our heart,” Russell said. “The World Championship is going to be a good one. I know the US is coming but Jamaica has got its gear on again.” Thompson, who last weekend helped Jamaica to the 4x200 title at the IAAF World Relays in Bahamas, outraced US Red anchor Morolake Akinosun down the final stretch to win in 42.25 seconds with the Americans .17 of a second behind and USA Blue third in 42.90. Crooks calls on players to strike this weekend unless Muntari’s suspension is withdrawn EX-TOTTENHAM striker Garth Crooks has called on players in the Italian league to strike this weekend unless Sulley Muntari’s one-match suspension is withdrawn. Pescara midfielder Muntari, 32, was banned after he protested against racist abuse he received from the crowd during Sunday’s Serie A match at Cagliari, which earned him a yellow card for dissent before he walked off. Italy’s football chiefs were branded “gutless” by anti-discrimination organisation Kick It Out. “Those with power in Italy need to take action to stop this happening again,” Kick It Out tweeted. Crooks, an independent Kick It Out trustee, told the BBC: “I’m calling on players in Italy, black and white, to make it absolutely clear to the federation in Italy that their position is unacceptable, and if the decision is not reversed then they withdraw their services until it is.” In a fuller statement on its website, Kick It Out added: “It’s unbelievable that Cagliari escaped punishment as ‘only 10’ fans were involved. This situation should never be allowed to happen again.” Ex-Ghana international Muntari was cautioned for dissent after asking the referee to stop the match, and then walked off in protest - which earned him a second yellow card for leaving the field of play without permission. The Serie A disciplinary committee which issued Muntari’s ban agreed that

the fans’ actions were “deplorable” but said its guidelines meant it could not impose sanctions as only “approximately 10” supporters were involved - fewer than 1% of the Cagliari supporters in the ground. His top wind assisted jump is 7.98m.

Underdogs win South Caicos school basketball competition UNDERDOGS won the South Caicos 3 on 3 Basketball Competition, which was held last week at Pond View Park. The eight-team competition was organised by Camiko Lewis

in association with the Department of Sports and the TCI Basketball Federation. The half court, knockout, competition had a 30-minute running

time. In the final on Thursday last, Underdogs got past Star Boyz by a score of 28-17. Lewis plans to hold a 4 on 4 competition in the near future.

Full Physic stay alive with 6-1 win over Small World FULL Physic led by three goals from national player Fred Dorvil, defeated Small World 6-1 in a Champions Play-offs clash on Tuesday evening at the Academy ground. The second leg of the Gilley’s Enterprises Provo Premier League, for the top four teams, is still led by the AFC Academy with 10 points from four games. Beaches are second on nine points from four games, with Full Physic third with seven points from five games. Small World are yet to register a point in the competition. The four teams will play a total of six

games, with the top two advancing to the final. Meanwhile in the Plate Play-offs Cheshire Hall (nine points from three games) and the SWA Sharks (six points from three games) will meet in the championship clash. In the round-robin girls’ competition, South Caicos earned the most points. Second place went

to Providenciales with North and Middle Caicos finishing third. In the boys’ division, North and Middle Caicos won ahead of three teams from Providenciales. Providenciales Blue finished second with White and Grey tying for third. TCIFA Head Youth Coaching Development Officer, Olivia Graveley, confirmed that the

competition would become an annual one. Through a release, she said: “This tournament will build on the FA’s existing work to offer players a year-round curriculum of competitive tournaments. We intend to offer this opportunity to all age groups within the grassroots programmes; namely U9, U11, U13.”

TCI athletes finish fourth in two events at Penn Relays ALL three TCI athletes who competed at last week’s Penn Relays were able to lead their teams into their respective finals, with two emerging with fourth place finishes. National athletes Ken Reyes and Colby Jennings led their 4X800M and 4X400M teams respectively to fourth place finishes, while fellow Jamaica College schoolmate, Courtney Missick pulled up in the final of the 4X100M in Pennsylvania. Missick, who ran the opening leg for his school, had led them to the best time in the preliminaries, before he pulled his quadriceps. “It was good, but I didn’t expect to get injured. It’s a part of track and field, so I just have to look past this and move on from it. Myself personally, I feel like I let my team down, because we were one of the best teams there and the team had high hopes. As my coach and everyone else said, it was a natural disaster, so we just have to move on from that and use it as motivation to work even harder,” Missick

Knights advance to PABA Night League final – Flyers tie series with Predators DEFENDING champions of the PABA Night League, the Five Cays Knights have advanced to the final after defeating three-time champions the GT Stallions 3-1 in their best-infive series. Meanwhile the Five Cays Flyers drew even with the Predators, who had scored two consecutive wins after the Flyers, the regular season top finishers, won the opener. Flamingos ready to host DR TCI’s senior national rugby team, the Flamingos, are ready for their first fully recognised international clash with the Dominican Republic this Saturday afternoon at the Meridian Field. Captain of the side Simon Taylor said that the Flamingos would choose from a squad of 23 players in the much anticipated 15s clash.
