TCI used as major transit for drug trafficking BY OLIVIA ROSE THE TURKS and Caicos Islands is being used as a major transhipment point for illegal drug trade. This is according to the 2016 International Narcotics Control Strategy (INCS) report from the US Department of State. It details that the Turks and Caicos Islands is being used as a critical transit point for drug trafficking between countries such as Haiti, the Dominican Republic and the Bahamas. The report highlighted that drug smugglers are incrementally increasing the quantity of cocaine being trafficked between these countries. It stated that: “Strong family connections between the Turks and Caicos Islands and the Bahamas, coupled with direct flights between Haiti and the Turks and Caicos Islands, result in many Bahamian smugglers travelling to Haiti via the Turks and Caicos Islands with large amounts of cash for future smuggling ventures.”

The report further detailed that: “Smugglers exploit the wide distribution of numerous islands and the high number of recreational vessels flowing through the Bahamas.” It also noted that large loads of drugs are split into smaller loads before entering the southern Bahamas, sometimes bypassing the customs station in Great Inagua, which is strategically located between the Turks and Caicos Islands, Haiti, the Dominican Republic, and Jamaica. “Traffickers move cocaine through the Bahamas via go-fast boats, small commercial freighters, containers, and small aircraft. “Small sport fishing vessels and pleasure crafts move cocaine from the Bahamas to Florida by blending in with legitimate traffic that transit these areas. “Larger ‘go fast’ and sport fishing vessels transport marijuana from Jamaica through the Bahamas and into Florida in the same manner as cocaine. “Traffickers also skirt along the

loosely monitored Cuban coast line, then head for Florida through Bahamian waters,” the report stated. According to the report, Haitian and Haitian-Bahamian drug trafficking organisations, increasingly networked between Haiti and the significant Haitian Diaspora in the Bahamas, continue to play a major role in the movement of cocaine. Investigations of these organisations are hindered by a lack of trusted and appropriately assigned Creole speakers within the Royal Bahamas Police Force Drug Enforcement Unit. In 2013 the INCS report stressed that aviation routes are an increasing source of concern, adding that
small, privately owned and operated planes ferry loads of cocaine from and between source countries South America into Haiti and the Dominican Republic. Under Operation Bahamas and Turks and Caicos Islands (OPBAT), US agencies led by the DEA and including the Coast Guard and Customs and Border Protection integrated with the Royal Bahamas Police Force to gather intelligence, conduct investigations, and execute interdictions. In 2012, operations under OPBAT led to the seizure of 236 kilograms of cocaine, 162 metric tons of marijuana, 149,074 marijuana plants, 201 arrests and $122,333 in assets. These operations are supported
by marine and technical resources provided through US assistance programmes. The report added that there has also been a rise in the interdiction of cocaine at the Bahamas international airport by customs and border protection agents working at the pre-clearance facility, with at least one case allegedly involving staff employed by the Nassau Airport Authority. The report also detailed the extensive training of 32 TCI officers who received polygraph examinations to establish the TCI’s first narcotics unit. The unit was expected to work in tandem with the Drug Enforcement Agency.
Corruption accused to take shot at valuation officer AFTER a somewhat disjointed examination on Wednesday morning (May 11) chief valuation officer Shaaban Hoza finished his evidence in chief. Since SIPT lead prosecutor Andrew Mitchell began his examination on May 5, Hoza’s testimony has centred on the valuations he produced during the years of the Michael Misick government. He also spoke about the problems the valuations created when he was allegedly asked to revalue land at a lower price by government ministers. Some of these valuations he was asked to lower were for high profile developments, the court heard. During a brief examination on Wednesday - following a dispute about misfiled documents, which caused the postponement of his cross examination - the valuation officer was taken through documents he produced on several developments and correspondence he exchanged with ministers and other government officials about his valuation reports. He was asked by the prosecutor to verify the documents, all of which he did. The developments he has been

With Hoza’s testimony the Crown sought to prove one of the central points in their case that the political defendants and two lawyers - Michael Misick, Floyd Hall, McAllister Hanchell, Jeffrey
Hall, Lillian Boyce, Clayton Greene and Thomas Misick - conspired to defraud the government and the people of the Turks and Caicos Islands by undervaluing land. On May 31 the defence will attempt to disprove this allegation. All the defendants deny all the charges against them. The trial continues.

A minicab service may soon replace the use of jitney
Minicab service should replace jitneys – Philips BY OLIVIA ROSE GOVERNOR’S appointed member John Philips has suggested the establishment of a minicab service to replace the use of jitneys. Amid reports of sexual assaults and mounted calls for jitneys to be regulated, Philips told the House of
Assembly on Wednesday (May 11) that the creation of a minicab service would be the best short term plan to address the transportation woes of the commuting public. He said: “We talked about the illegal jitneys are they certainly are a problem, however in Provo they are the only form of public transportation
Firms closed down for unpaid business licences ANY business that did not pay its licence fees will be issued with notices of suspension and revocation. The Government’s Revenue Department concluded its business licence renewal period on April 29. All companies with arrears at that date may be shut down as stated in the Business Licence Ordinance. According to a Government release: “A business licence is not transferrable and as such, the sale

for many kids going back and forth to school and for a large percentage of the work force getting to and from work. “I believe there a simple solution, we can’t replace it, we don’t have a bus service, I think we ought to take a look at creating legislation for some minicabs that could operate in a similar manner and at an inexpensive price. “But we could control them. We could ensure that they have safe vehicles we could ensure that they start or stop, or drop in places we consider safe and we would have them under a licence. “I think all in all that might be the simplest short term solution whilst not disrupting the ability of people to come and go.” Jitneys and unlicensed taxis have been burning issues for some time, and residents have called on the Government to regulate these transportation services. Many tourists have complained that the ‘jitney’ cars and minibuses are not only unlicensed but uninsured, poorly driven, and that drivers will often charge tourists inflated rates. In response to Philips’ suggestion
Premier Rufus Ewing said that he has submitted a number of recommendations to Cabinet for amendments to the road traffic regulations that would introduce a new sub-class of taxi-cab. He explained that this will see some taxi-cabs operating specifically at hotels and restaurants, while others will operate as community based taxi-cabs. “In a standardised colour, to operate within the communities in a cost efficient manner as well, we will still be encourage the use of omnibus services, even if that service has to be subsidised by the Government like in most countries.” Only recently leader of the Opposition Sharlene Cartwright Robinson also called for jitneys to be regulated as she expressed her concern for the safety of women and children who use the services of unregulated, illegal jitneys. She told the House of Assembly that these are real issues that continue to be ignored by the Government who has the “power to address these issues”. She said: “The safety of our children, our women and our people
is of paramount importance and I am calling on the Government to address these issues once again. “As I drove to the airport this morning to catch an early morning flight, I saw as usual the little children and young people (especially noting our young girls) waiting on the road side for transport to school. “I stopped and wondered if this Government considered these children, our children, when they changed the time. “People are grumbling from the four corners of this country and tourists admittedly are confused. “I wonder then who did the Government change the time for? But more importantly, did they think of our people, our children, our young girls when they changed the time? Were our people a consideration at all?” She pointed out that many reports of sexual assault by jitney drivers went unaddressed by the relevant authorities. Cartwright Robinson urged the Government to put measures in place to deal with the issue of illegal jitneys and all issues that will seek to keep people safe.

Body of murdered Dominican woman repatriated BY DAISY HANDFIELD SCORES of Dominicans in the Turks and Caicos Islands attended a special ceremony to say their final goodbyes to murder victim Yuneiry Veras before her body was repatriated to the Dominican Republic for burial. The ceremony was held at Our Lady of Divine Providence Catholic Church in Providenciales on Thursday (May 12) with the casket present. After the ceremony, her body was driven to the Providenciales International Airport to be flown back to the DR where she will be received by family members. In an interview with president of the Dominicans United Committee, Candido Moreno, he said that he along with other Dominicans in the TCI and those who have heard the news all over the globe, had faith that justice will be served and that this matter will not turn into another unsolved murder. He said: “We as a Dominican community are willing to assist the Turks and Caicos authorities if that may be the case so that the culprit could face the consequences of this heinous act. “If the Turks and Caicos authorities need assistance from the Dominican Republic we are willing to send representatives from the Dominican Republic.” Candido confessed that he has spoken to family members of the murder victim and that they are highly upset and frustrated that the killer of Veras is still living among society. Dominicans in the TCI described Veras as a kind-hearted individual. Veras’ murder has made headlines on a number of news stations in the Dominican Republic and has also raised fear among Dominicans residing in the TCI. The body of the young Dominican
ACCORDING to police a report 12 male detainees escaped from the Detention Centre in Providenciales last week. The report said a security guard was choked and handcuffed to a cell door while the detainees made their escape. What are your thoughts?

The story is just plain right ridiculous! We must take the security of detainees much more seriously, we have had too many escapees over the years and some of those escapes reeks of ‘opportunity escapes’. There ought to be police and immigration presence at the site especially when there are large number of detainees, no officer should be allowed to open the cell door alone, there should be at least three or four armed officers present with security inside and outside of the perimeter. The security staff puts themselves at risk and some become too complacent and fall for the tricks of the detainees. Some of the detainees see weakness and indiscipline among the security staff and will prey on that. We need to staff the centre with immigration officers once and for all.

A ceremony was held for Yuneiry Veras at the Catholic church in Providenciales
woman was discovered at about 1.04pm on Saturday, April 23, in Pirate’s Cove located on Tom Lightbourne’s Drive, in the north western area of Providenciales. The area is very secluded and is surrounded by bushes. Veras was last seen on April 18 at about 2.15am at her residence in Blue Hills. She was wearing a black top and blue short skirt. Police are seeking public

It is hard to admit but the escape was an improvement. Not many years ago detainees were kept in an unventilated metal building without water and some died. It matters not where you look, this administration has brought everything down to a point of disorder. It now costs much more and takes much longer to obtain a work permit. Foreign workers who have proven to be honest and reliable must be reviewed and reapply for permission to be here every five years. This is a serious hardship on our
own people who need the workers. Immigration department mess.
Third world
More problems in Minister Gardiner’s department. The only one benefiting from illegal immigrants is the airline being paid to carry them one way home. There are numerous human rights issues in immigration. We are operating like a third world country. It will take years and a massive effort to straighten out immigration and lack of direction within the civil service.
Bad maths
Why would one security guard be supervising 12 detainees? We are fortunate that it didn’t get worse. They could have killed him. The police chief should take all the blame for this one, because they should have policies, procedures, and protocols in place with handling detainees, being very specific as to how many guards are needed for 12. I’m quite sure that 12 detainees should be supervised by more than one guard, knowing that these are desperate people trying to flee for a better life. We need to ban all Haitian boats from our shores, period. Follow the Bahamas protocol. It is working for the Bahamas. It will also keep illegal guns and drugs from our shores that come through Haiti to the TCI via their sloops.

Opposition urges Government to address entry of illegal sloops BY OLIVIA ROSE CONCERTED efforts must be made to prevent the entry of illegal sloops into the Turks and Caicos Islands. This view was expressed by leader of the People’s Democratic Movement (PDM) Sharlene Cartwright Robinson in the House of Assembly on Wednesday (May 11) in Grand Turk. It came following reports of 12 people escaping from the detention centre in South Dock and in a separate event a deportee attempting to flee authorities at Providenciales International Airport. The political Opposition is calling for more accountability on the part of the Government and the implementation of stringent measures to prevent future occurrences. According to police reports the vessel was detected by the Coastal Radar Station and intercepted by officers of the Royal Turks and Caicos Islands Police Force marine branch. Some 108 persons were on board the vessel, consisting of 100 men and eight women. They were later transported to the detention centre for further processing and detention. Cartwright Robinson said real efforts must be made by the Government to address the entry of illegal sloops into the country. “For a few years the Governor

and members of the Government travelled back and forth to Haiti and have reportedly engaged in talks with the Haitian government and other authorities. “As shadow minister for border control, I posed questions over the years on the progress of these talks.” She noted that a few weeks ago the permanent secretary of the Ministry of Border Control and Labour reported that there was a decline in the number of sloops. “And within a week we have seen three, with a report of 12 escapees from the detention centre and one escapee from the airport ranks (a deportee). “We recognise the efforts of the radar station personnel and are
Gov’t to host pesticide safety workshop PEST control products will be put under the spotlight this month during a practical safety course. All pesticide operators are invited to take part in the training in Providenciales on Tuesday, May 17. According to a Government release: “Like most countries in the Caribbean, pest control products are used in the Turks and Caicos Islands to improve the efficiency and effectiveness of environmental health and agriculture programmes. “In some instances they’re are used widely in homes and other human dwellings for vermin control.” The Department of Agriculture recently recognised the “obvious information shortage” among farm workers and pesticide operators. As a result it is moving to promote programmes that foster efficient pesticide management and use throughout the country.
The first session will take place next week for pest control operators, government vector control officers, landscaping companies, plant nurseries operators, and anyone whose job requires the application of chemicals. The main objective of the programme is to create an awareness among pesticide operators of the importance of precautionary use of these products. Participants will gain a better understanding of classes of chemicals, be able to interpret pesticide labels, and improve their overall management of pest control products. There will be practical demonstrations and videos, and one kit of personal protection gear will be given to each participant. The programme will be repeated in North Caicos, where the main target group will be farm workers.

Salt Cay, Edwin Astwood said there is seemingly a lack of accountability on the part of the Government. “Up to now no one has been held accountable, no organisation has been held accountable, and I’m wondering why it that the Government is not saying who’s accountable. “We have people escaping, we have persons running away from the airport, this is jeopardy to our national security, and again no-one is being held accountable. “I don’t know if the Premier is afraid to hold his minister of border control accountable, somebody must be held accountable for this.” Astwood believes that the recent escapes are indicative of negligence on the part of some personnel and by
extension the Government. He said: “There’s a lack of paying attention to procedures, there must be procedures in place and the leaders of Government must be held accountable.” Meanwhile Premier Rufus Ewing in response to the comments made by the Opposition leader and elected member of Grand Turk said that negations with Haitian authorities are still open and every effort is being made to intercept every sloop that reaches the shores of the TCI. He said: “The situation with regards to the escapees is an ongoing investigation, not all information could be divulged, but investigations are ongoing, both for the airport and the detention centre.”

Misfiled documents spark defence outrage IN COURT this week, Shaaban Hoza, the Government’s chief valuation officer, continued to be examined by chief prosecutor Andrew Mitchell QC, and was halted after even more issues arose with his testimony. This time the fault was laid at the feet of the Special Investigation and Prosecution Team (SIPT) and the misfiling of documents that are being used during questioning. The matter came to a head on Monday (May 9) when Jerome Lynch QC, lawyer for McAllister
Hanchell, addressed the court on behalf of all of the defendants. The issue arose when Hoza was being questioned by Mitchell about the Salt Cay development was presented with the valuation report. It was previously in what is classified as the unused schedule – documents that were not necessarily going to be used during the course of the trial. The defence protested that the prosecution did not give them adequate time to prepare their case

when they introduce these unused documents, with only 14 days’ notice prior to them being used. Lynch said that in the last three weeks, the defence had thousands of papers filed on them, papers which were misfiled by the prosecution, but which they are now being relied on to prove their case. The lawyer stated that none of the defence counsel had a chance to look at these documents. He pointed out that when Hoza was sworn in on May 5, the
Committee to tackle service charge issue for hospitality workers BY OLIVIA ROSE A SERVICE Charge Committee has been established by the Government to review and properly assess complaints in the hospitality industry. This was revealed by Premier Rufus Ewing who told the House of Assembly on Wednesday (May 11) that the Government is seeking to proactively address issues facing workers in the hospitality sector especially complaints of reduced service charge (tips, gratuity etc). He said: “We heard the call from the Opposition with regards to the reinstatement of a 100 percent of gratuity, and all of these issues are becoming quite confusing to not only members of this House but also members of the public who are confusing terminologies and what is provided for in legislation.” He explained that the committee has been established to allow the Government to fully understand what is taking place in terms of actual practice in the industry. “Because even if today, we were
to just go and give a 100 percent service charge to those individuals without fully understanding what is taking place in the industry, it may not be to the good of those particular individuals. “What is taking place behind the scene is still not accounted for, so we really need to understand what systems and mechanisms accounts for service charge from employers to employees. “There’s no doubt within anybody’s mind that gratuities and tips that are collected or paid by customers for the benefit of employees should be given to the employees 100 percent. “The only difference is in situations where these tips are in non-cash form, meaning that they are collected through a system of payment by credit card. “Those credit cards incur administrative fees in its collection and distribution and so only then employers may be able to take out the administrative cost on behalf of the employee.” The Premier emphasised that this issue requires the Government to
find out exactly what mechanisms can be instated to ensure employees receive their full benefits. “We know there’s a lot of practices taking place in the industry where some establishments actually provide a number of things for staff like transportation or subsidised housing, meals at work, uniforms, training. “Even though I don’t agree that training should be a part of that because training should be an obligation of the institution to provide training for the individual and not take it out of their charge fee.” On Monday, April 19, the Opposition, People’s Democratic Movement (PDM), moved a private motion in the House of Assembly to reinstate 100 percent gratuity or service charge to hospitality workers at establishments where it is charged. In moving the motion Opposition leader Sharlene Cartwright Robinson stated that the right approach must be taken to ensure that people are not treated unfairly as a result of the amended law.

These were documents the defence knew nothing about, that no one told them were there, and which are very difficult to locate on the device, the lawyer claimed. The lawyer criticised the prosecution for submitting the documents so late, even as they have said for years that they are ready for the trial. Lynch said that while it took the Crown years to prepare, they are only giving the defence 14 days to string together a proper cross examination of the newly introduced documents. He clarified that the defence’s protest is not an issue of disclosure, rather it is what appears to be misfiling of documents. Some of the documents the defence expressed concerns about include valuation reports for developments and all of the Cabinet minutes taken during Michael Misick’s administration. The lawyer wanted to know just how much material the prosecution intends to introduce in this manner, and called for the judge to grant them a break to properly prepare and for the prosecution to make up its mind about what they will be
relying on. In his response to the defence submissions, Mitchell acknowledged that the documents were not added to the appropriate schedule, but stated that he does not know why. However, he said that in the case of Hoza, the defence ought to have known that the prosecution was going to be using land valuations of the developments named in the case, and should have prepared accordingly. The prosecutor said that he is happy to carry out an audit of all the witnesses to ensure that whatever documents are being used are in their appropriate schedules, but that this process will take some time. However, in Hoza’s case, the prosecutor said he is prepared to proceed as all of the documents are already in order. Mitchell was allowed to continue, but the defence has been given a chance to come up to speed, and will begin their cross examination on May 31. In the interim, the prosecution will be calling witnesses to the stand where documentation is not an issue. All the defendants deny all the charges against them. The trial continues.
Zap that mosquito, urges Gov’t MOSQUITO breeding sites must be eradicated and it is up to the public to help, the Government stressed this week. May 9 to 15 was named Mosquito Awareness Week across the Caribbean with the objective of destroying means for the virus carrying bugs to multiply. According to a Government press release: “Having a mosquito buzzing around is one of the most irritating experiences for most people. “Bites normally cause itching which leads to scratching and then to skin damage. “Besides this, there is grave cause for concern when bitten by one of these unwanted and unwelcomed pest.” The Ministry of Health, Agriculture and Human Services encouraged the public to get involved and destroy all mosquito breeding sites. This involves the removal of
any stagnant water that people may have around their property. “Empty pots, traps, tools and trash cans that contain any water need to be turned down or removed as they are all breeding grounds for mosquitos,” the release read. During the week, vector control officers within the Environmental Health Department visited schools, and students learnt about the mosquito larvae. Officers also visited homes within various communities, fogging as necessary due to the recent increase in rainfall. The public is reminded to inspect their properties, to ensure that no buckets or containers or anything that can hold water actually has water is removed. Swamp areas will continue to be monitored and mosquito fish will be distributed to communities who are in need.

Court hears of demeaning attitude towards TCInvest workers ON THURSDAY morning (May 12) a combative Lillian Missick brought a touch of hilarity to what has so far been a cheerless process, fraught with tension in the corruption trial. From raised voices - both hers and the defence lawyer’s – to stern responses to questions, and evident frustration at being asked the same thing many times and in many different ways, Missick sparred with attorney Ralph Thorne, lawyer for Michael Misick. The current Governor’s appointed member in the House of Assembly and former head teacher, was sworn in as witness for the prosecution on Thursday. She taken through a brief and somewhat sedate examination by chief Crown prosecutor Andrew Mitchell. Mitchell questioned the assembly member about her involvement in what used to be TCInvest, but was recently rebranded and reopened as Invest Turks and Caicos. She was asked about the practice of concessions, in the form of land and work permits, being afforded to inward investors during her time as a non-executive member on the board of directors between 1995 and 2000, and then as an executive member from 2000 to 2011. This was the briefest examination in chief to date for the Crown, lasting under an hour, but Missick’s crossexamination by the defence team took quite a different turn. Thorne, the former premier’s lawyer, had first shot at the former teacher, as is the norm as his client is the chief defendant in the trial. Thorne proceeded to question Missick about her years on the TCInvest board, and what functions the agency served when it came to investment. It was revealed that even after one year into an investment in the
Islands, the agency was still shoulder deep in some businesses. Upon further questioning about political involvement in the agency, Missick firmly stated that during her tenure there was no political or ministerial involvement in the agency. Things took a turn for the worse, to the amusement of many in the courtroom, when Thorne questioned Missick about any changes to that process after she became an executive member of the agency in 2002, as the small business manager operating out of Grand Turk. She replied that the same practice “should have” applied as the ordinance, which dictated the process, had not changed. Continued questioning by the lawyer, however, made the witness become somewhat combative, at one point addressing him outright, instead of the judge as is the procedure. She said that he (Thorne) could ask the question ten different ways, the answer would still be the same. Yet Thorne persisted, this time asking Missick if she had given any evidence in her examination by the SIPT that there was a departure from the process, as she knew it. After a long pause, Missick restated that the ordinance had not changed, so the process should have remained the same. He then put to her that she was not directly involved after 2002, and as such could not give evidence about the process regarding the granting of concessions of land and work permits. Missick admitted that this was so. Further questioning about her role as a small business manager within the agency, prompted Missick to say, without being asked by the lawyer, that management meetings were called with heads of the department with the sole purpose being to

criticise, demean and diminish employees of TCInvest between the period 2002 to 2011. Again without any prompting, the witness stated that she could say more about those meetings, but that she would not do so, adding, “I hope the person is resting in peace, I hope.” Yet again, Missick stated that the management meetings were held solely and exclusively for the purpose of demeaning, criticising and diminishing employees. When the lawyer asked her about the collaboration between the Attorney General Chambers and TCInvest, and if there was a TCInvest attorney, Missick replied that the CEO was an attorney. Rephrasing the question, Thorne asked her if there was an “in-house” attorney apart from the fact that the CEO was himself a lawyer. Missick briskly replied: “Yes, the in house attorney was fired.” This prompted subdued laughter
in the courtroom. When the lawyer then went back to what she can speak to concerning the granting of concessions after 2002, a somewhat fed-up Missick sternly reiterated that she only gave evidence as to the process she knows and what should have obtained, as the ordinance had not been changed. She again stated that she could not speak of any instance where there were departures from the practice she knew. When asked about the former TCInvest boss who served from 2002, the now deceased Conrad Higgs, Missick did not mince her words when asked if she had a good working relationship with him, replying with: “No.” She then proceeded to add, without prompting: “It is difficult to, when someone is trying to get you fired repeatedly.” However, she stated, when asked, that the friction in the relationship between her and Higgs did not affect
her functions in the agency. Missick also testified that the CEO of the agency had broad discretionary powers when it came to new projects, stating when asked, that he could cut a new project if his investigations revealed that it was not viable. Other interesting moments of Missick’s cross examination came when Earl Witter, lawyer for Floyd Hall, was questioning her. Witter’s questioning, as has been the case with some of the other witnesses, was initially geared towards establishing the supposedly good and honest character of his client. But he was thrown a curveball, which had the courtroom laughing, when he asked Missick, who was the head teacher at Hall’s school, to describe the former Deputy Premier. Missick promptly replied: “He wasn’t the sharpest knife.” However she did acknowledge upon further questioning that he was a hard worker and “a virtuous schoolboy”. The SIPT prosecutor subsequently protested the line of questioning, stating that the questions have no bearing on the witness’s testimony. But Witter told the court that he is indeed going somewhere with his line of questioning. He then proceeded to ask her about her political affiliations – past and current. It was revealed that Missick was a member of the People’s Democratic Party, and had campaigned in 1995 for office. She however stated that she is now a-political, and when asked if it ever occurred to her to be a member of the Progressive National Party (PNP), Missick promptly replied: “No.” All the defendants deny all the charges against them. The trial continues.
Senior police team reshuffle SEVERAL senior police officers have been assigned new roles and responsibilities in a shake-up of the higher ranks. The reshuffle, which comes following the appointment of Deputy Commissioner Marc Callaghan, will also see a switch up of resources and a new community policing programme introduced. Police commissioner James Smith made the announcement on Tuesday (May 10) in a release to press. Smith said: “As commissioner, I believe this will be only the first re-alignment of our resources which may be refined in the light of
experience to ensure we get the best from our people and support vulnerable communities by targeting those who would cause harm to them. “I will continue to utilise outside assistance, at least in the short term, to continue the professional development of the force and assist us in detecting those responsible for the most serious offences.” He added that the new structure of the force will provide clear lines of accountability internally and at the same time ensure officers service the needs of the community. Assistant commissioners will be given
operational oversight of divisions and specialist departments and they will be held responsible for some portfolio areas. In particular, Assistant Commissioner Adams will lead on A Division (Grand Turk, Salt Cay, Ambergris Cay and South Caicos) and the associated specialist functions. He will operate from Grand Turk for a number of days each week to provide a focal point to the many government agencies and other partners based there. This will ensure that the force reflects the importance of the nation’s capital, Smith said.
The Royal Turks and Caicos Islands Police Force is also taking the opportunity to trial a community policing programme to establish how effective that may be on Grand Turk. Assistant Commissioner Jones will lead the B Division (Providenciales, Middle and North Caicos, Parrot and Pine Cay) resources and associated branches of the force. This will bring the criminal investigation and intelligence assets under one command and ensure senior support to the 911 staff and specialist operations.

Philanthropist donates to education in North Caicos BY DAISY HANDFIELD A CHEQUE for $10,000 was donated to Raymond Gardiner High School in North Caicos to assist with the school’s greenhouse project. The cheque was generously donated by philanthropist and general manager of Parrot Cay, Crawford Sherman, and his team at the resort. The donation was made during a special devotional ceremony put on by a combination of schools in North and Middle Caicos on Friday, May 6, at the Church of God of Prophecy, Bottle Creek, to commemorate Sherman for all of his generous gestures as it relates to education. It was also a way to say farewell
to Sherman who has resigned from his general manager position at the resort and will be leaving the country. The theme for the ceremony was, ‘Thanks, thanks, we give you thanks’. In an interview with principal at the high school Janet Walkin she said that Sherman never hesitated to give back to education. Walkin said that the ceremony was quite a good effort and that all the students were quite happy to pay tribute to the philanthropist. Crawford who was present during the event thoroughly enjoyed the performance of each school, conducted by Benjamin Lewis who selected songs specially giving thanks.

Students from the Charles Hubert James Primary, Adelaide Oemler Primary School and Raymond Gardiner High School all demonstrated a high level of appreciation that was felt by all. Teacher at Raymond Gardiner High School, Jas Walkin, brought a sermonette that emphasised the kindness of strangers as with the Good Samaritan. Some of the initiatives that Sherman and his team have taken on include community projects such as the complete renovation of the drug centre in Kew which is
now a thriving youth activity centre and the rebuilding of the Raymond Gardiner’s home economics room block which was destroyed during hurricane Hanna back in 2008. HR manager at Parrot Cay, Tueton Williams, explained that Raymond Gardiner High School was adopted by the resort. He also described Sherman as a kind-hearted individual. “Mr Sherman is very generous and kind-hearted, who believes in Parrot Cay and believes that the only way that Parrot will succeed is with the communities of the Turks
and Caicos Islands, especially the community of North Caicos. “He always insisted on doing anything in his power to help the people in the community of North Caicos.” District Commissioner Cynclair Musgrove said that Sherman will certainly leave a void in every community of North Caicos. She said: “He and team at Parrot Cay could be relied upon to partner in any charitable project. “We wish Mr Sherman well in his new endeavours and wish to assure him that our home will always be his.”

Trump’s political success: A contrary view DONALD Trump has come across as a successful political operative, putting his primary opponents away, while becoming the presumptive presidential nominee of the Republican party. But the new phase will see him taking on the nominee of the Democratic party, and we will see what new political skills he would bring to the process. Stephen Collinson has published an article on CNNPolitics.com, about how Trump defied all odds. He states that initially Trump’s campaign was regarded lightly, and that even Trump was surprised by how quickly he was able to acquire the presumptive nominee status. Further, he transformed how campaigns are won, by mastering social media and utilising targeted marketing strategies. Collinson also notes that by trumpeting a few issues including illegal immigration and free trade, and capitalising on the feeling of a declining country, Trump became a political force that could not be stopped, although his base reflects the opinion of a minority. But his policies will be more deeply looked at and he should not be underestimated. I view this as the traditional way of defining political success. It is based on deductions from

what is perceived to be happening. You cannot isolate issues and say a given result is the cause of them. Also, interpretation of political events reflects preference for a particular outcome, which does not make anything factual or anyone successful. To say Trump defied the odds is a value judgement, which we dupe ourselves into believing is factual. Politics cannot be reduced to conclusions about who defied odds. This is why I now present a contrary view of Trump’s alleged success. I think that Trump’s communication and interactive skills brought success by persuading people that the issues he posed actually existed. He sold a fictional view of America by exploiting people’s psychological weaknesses. When his positions undergo critical analysis the truth will surface. Trump’s height and gestures conveyed authority and appealed
to the need for a hero figure in people’s minds. Giving their support to him made them feel valued, hence his political success with this category of the electorate. Saying he does not need the moneyed class, his energy and ability to skirt questions, along with pretended fearlessness, also contributed to his alleged political success. This is mere ego and demonstrated the need for a political messiah among his followers. Political success therefore resulted from manipulation and the use of myths about the situation in the country. But Trump has also converted his politics into a creed to be defended. We will know whether he has been a political success in a larger sense, when the results of the contest with Hillary are in.
WITH a rapidly growing population the Turks and Caicos Islands Blood Bank is always in constant need of fresh blood. In an interview with Ricardo Missick, medical technologist for the public health lab, on Wednesday (May 11) he said that regardless of the quantity of blood that the bank has, there is an expiration date on the supply. He said: “There is always a need because regardless of using the blood or not, it is only good for 35 days.” Missick explained that the bank tries to keep at least 15 units of blood for Providenciales and at least five units or more for Grand Turk. The medical technologist said that the supply is not only used for accidents, but for surgery and other matters so it is important to keep blood stocks up. He said that he and his team are constantly encouraging their donors and new volunteers to go in and donate blood to the blood bank. He encouraged everyone who is 17-years-old or older and in good
health, to go down to the hospital from Monday to Friday between the hours of 8am and 4.30pm and state that they are interested in donating blood. If it is a large group that is interested in donating blood, the blood bank will facilitate those individuals on a weekend. The blood bank and the blood supplying system have been divided into two major activity centres. One is the inventory and the supply chain side, which falls under the administrative control of the Ministry of Health. The Ministry of Health is responsible for contacting donors and bringing them in to donate blood. Then, there is the transfusion service which is under the laboratory at InterHealth Canada. The donors go and they donate a unit of blood which receives initial testing then it goes to the main hospital lab where the testing is repeated. If the physician deems that the patient needs a blood transfusion, then they complete the testing and do the transfusion at the laboratory.

New deputy boss of disaster management A NEW Deputy Director has been appointed to help run the Department of Disaster Management and Emergencies (DDME). Rikardia Pardo, who took on the role after acting in the post for six months, said it was “an honour” to be selected. Prior to her recent position Pardo worked in the department for several years as a hazard mitigation officer. She explained that her experience led her to have a clear understanding of the needs of the department and how it benefits the TCI in disaster management and preparedness. “As we are a multi-island territory, a sustainable comprehensive approach towards disaster management in an effort to build disaster resilience throughout these islands is a necessity,” Pardo said. “My appointment provides a great opportunity to further contribute to the department’s efforts, ensuring that TCI develops a sustainable culture of comprehensive disaster management.
“As well as, improving and building stronger relationships with other government services, private sector entities and community members in order to collaborate in the continuous team effort to strengthen disaster resilience.” She said that the team at the DDME remains “dedicated, passionate and engaged as ever” to working long hours and going the extra mile. “I am proud to work with such dedicated professionals and thankful to have been given the opportunity.” Pardo joined the DDME team in November 2012 as the hazard mitigation officer with responsibility for the administration of the department’s mitigation and planning programme. This involved analysing hazard data using GIS software, developing hazard maps for the implementation of national pre-disaster planning and prevention measures, and recommending mitigation measures to support sustainable development

and planning in the territory. During this time she also played a key role in the development, maintenance and implementation of
internal disaster plans and standard operating procedures to be used in response to disasters and emergencies. Pardo spearheaded the coordination of trainings and emergency exercises to facilitate capacity building, assisted in the functioning of the National Emergency Operation Centre and on occasions assumed responsibility for the department operations during to absence of senior officers. During the period of October 2015 to March 2016, she acted in the post of Deputy Director for the department where she assisted the Director with the oversight and management of the department; with primary responsibility for the Grand Turk DDME branch. Pardo holds a Masters’ of Science (Distinction) from the University of Bristol, United Kingdom, in water and environmental management and a Bachelor of Science (Hons) in environmental science from the University of Manchester. Since her employment with
the DDME, she has obtained certification in a number of disaster related areas. She has also obtained a certificate in international disaster management from Bournemouth University. Deputy Governor Anya Williams said; “This as you know is a very critical role to not only the department and government, but also the country at large as the responsibilities of the Department of Disaster Management and Emergencies is vital to the country. “Ms Pardo possesses numerous academic qualifications which certainly qualify her for this role and has throughout her tenure in TCIG attended various training and other certification programs which has helped to further expand on her knowledge and understanding in this area. “In interacting with her over the years I have found her to be quite a great resource to the department and I am certain that she will do an excellent job in her new capacity as the Deputy Director of DDME.”

THE QUESTION of who we are as Turks and Caicos Islanders has been one that many have pondered for decades with no definitive answer to date. Our history teaches us that our Islands have been conquered, re-conquered, colonised, and conquered again by the French, the Spanish, and finally settling with the British. From that time to present we have had very few occasions where persons across these Islands have had a singular cause to be unified as one. Little or no development took place for centuries. We were not even used as a traditional colony, where a single industry was developed for the sole purpose of supplying the mother country. Case in point, the salt industry was spearheaded by Bermudian settlers for their own benefit not England’s. Middle Caicos was settled by Africans from the Slave Ship Trouvadore that was shipwrecked off of East Caicos. The sisal, sponge and other plantation related industries
attempted were set up by relocated American Loyalists who were granted land in the Caicos Islands. All these industries never proved sustainable in the long term, nor were they deployed throughout the TCI as a whole. This likely resulted in not producing a revolt in unity by Islanders to stamp our commonality. I say all of that to point to the fact that each Island has essentially developed somewhat uniquely independent of each other save for the commonality of Grand Turk, South Caicos, and Salt Cay during the salt industry. Think about it: ask any Turks and Caicos Islander where they are from and they will tell you which island they were born, grew up or where their family is from rather than saying the Turks and Caicos Islands. In most other countries people would say the country first and only when prompted would they say which state, city or town. This speaks to our tribalism, where a person would prefer an outsider preside over them rather than someone from a different ‘tribe’ to theirs. Some, both local and foreigner
have used the TCI back-story: tribalism, colonialism, geography, or lack on national identity to keep us divided for their own agenda. Some have perpetuated this in ignorance not fully knowing the long term effects. For example, I was born in the USA, grew up in Grand Turk on Good Street, North Back Salina and later relocated to Breezy Brae; my parents are from Grand Turk and North Caicos, and I am a Turks and Caicos Islander. Undoubtedly, there will not be many, if any other Turks and Caicos Islanders exactly like me. My older brother was born in Grand Turk, grew up on Good Street then later relocated to Breezy Brae and has lived in the USA for many years. Though seemingly similar, he is not exactly like me. However, the common thread we share is the fact that we are both Turks and Caicos Islanders in every sense of our national and cultural identity. SO WHAT ARE THE SOLUTIONS?
We need a name change, either in what we call ourselves or completely changing the name of the country.
Hon C Washington Misick proposed Turcaisians many years ago, merging the Turks with the Caicos. This is a start. Whatever the combination, once it serves to unite us, it can work. The country name change may be the answer because historically countries that have an ‘and’ in them, the island coming behind it are treated poorer than the island(s) at the front. Usually, this is because the island before the ‘and’ is the economic hub, the seat of government or just simply bigger. An example here would be Trinidad and Tobago, Antigua and Barbuda, or St Kitts and Nevis. What we have in the TCI is the opposite of many countries. The Caicos Islands are geographically bigger than the Turks Islands. Providenciales is now the economic hub, yet Grand Turk remains the seat of Government. Though, for a brief point in our history, Kew, North Caicos was the capital. The perfect example of a uniting name is the Bahamas. The Bahamas has more islands and cays than the TCI, and like its name, the citizenry also has one
unifying name: Bahamians. They have their issues I’m sure, but their national identity is not one of them. Also of note is that many former African colonies have changed their names on achieving independence, such as Ghana, which was formally known as the Gold Coast. Why should we have to wait for independence if a name change is desired by the people? The other solution or opportunity is that circumstances must get to the point across the length and breadth of this country where we have no other choice but to unite and conquer that which divides. Every Caribbean country has had that moment as a part of their story. We have yet to have ours, though some may opine we did with the Junkanoo uprisings. Nevertheless, what JAGS started in 1975 has yet to take root in this country and what he fought for has yet to be universally respected or accepted across the country. The time must come and I believe that time is drawing near and then and only then will we unite and define both our national and cultural identity.

Three get trained in combatting human trafficking A TEAM of three public officers were taught how to tackle human trafficking during an intensive course in London, England, recently. Assistant Directors of Immigration Peter Parker and Brenda Williams attended the event along with Clemar Hippolyte, Senior Crown Counsel from the Attorney Generals Chambers. The course was designed to provide those involved in investigating, preventing and mitigating the effects of human trafficking with a clear understanding of its nature, evolution and drivers, as well as the tools to tackle the phenomenon. According to a Government press release, human trafficking has quickly become one of the world’s fastest growing criminal enterprises. It has an industry value of more than $150 billion a year and an estimated 27 million victims. “Tackling human trafficking has by necessity become a critical focus

The certification programme took place at the International Centre for Parliamentary Studies in London, England. It was fully funded by the Turks and Caicos Islands Government Professional Development Fund. Attorney General Rhondalee Braithwaite-Knowles said: “Whilst more work will have to be done on training and compliance, the Office of the Deputy Governors’ support of this training initiative signifies a tangible commitment from the Government to ensure that the new legislation designed to combat human trafficking in our Islands is supported by officials who are professionally trained in the handling of such matters.” Having attended the first phase of the training programme, in order to
receive full certification the officers are now required to complete several assignments over the course of the next four months on human trafficking in their local context. This will allow them to use the new skills that they acquired during their recent training exercise. Minister of Border Control Ricardo Donahue Gardiner said: “Recognising our limitations in effectively and systematically addressing the problem of human trafficking, it is necessary for the TCI to create systems and partnerships that function effectively in order to fulfil our joint goals. “There is a need for extensive and continuous training in the area in order to get the TCI in a state of readiness and we intend to fully tap into the network which was created during this initial training programme to see how best we could set up the infrastructure and policies required here in the TCI in order to address this phenomenon.”

The Grand Turk renaissance - Mastering the plan THIS week I attended a town hall meeting which featured a wellspoken, south Floridian town planner/consultant, presenting the Grand Turk Masterplan. Drawing our attention to a screen which alternated from maps to long lists of action plans and visions of the island’s future, he eventually opened up the floor to a Q&A session. The assembled cross section of the Grand Turk citizenry was civil, the questions relevant. Back then, we would look at tourism in the Cayman Islands, the Bahamas and various other destinations and observe what they had done well and perhaps not do well, with a view to hopefully learning from their mistakes. One couldn’t help but feel that we were in a very fortunate position, namely to be living and working in a place where one could still do more right than wrong; we were looking at the proverbial (almost) blank canvas, as far as development of tourism and planning in general was concerned - and that wasn’t a bad place to be. At the risk of sounding like the middle aged man I am today, you had to have been there to truly appreciate the atmosphere of those days. The common denominator of both the Provo of the early 1990s and the Grand Turk of today, was and is the successful alignment of like-minded people, from various backgrounds and walks of life who - for the good of their community - put their community, their island, first. That spirit, mostly private sector driven, is very much tangible in Grand Turk today, which explains why - despite many a reservation and justifiable constructive criticism - the people of Grand Turk are looking at their various options, including this latest Masterplan. Here’s to mastering the plan.

Beaches celebrates women FEMALE staff members were honoured by Beaches resort during a week long list of activities marked by Women’s Week 2016. From May 2 to 9 the women of the resort participated in a new activity each day. The celebration began with morning devotion on May 2, followed by a special lunch with general manager Lucky Kahlon. On Wednesday (May 4) the women of the resort enjoyed a day of sweet treats and on Thursday (May 5) health professionals in dental, skin, nutrition, medicine and gynaecology were invited to the resort to host a health fair. More than 20 women represented the resort at the annual Cancer Walk at the National Stadium. On May 8, a special Mother’s Day
luncheon was held and lots of prizes were given. On May 9 the resort hosted a Blood Drive under the theme, ‘Women: Make a difference’. Celebrations wrapped up Wednesday (May 11) with Pink T-shirt Day as women wore pink shirts that read ‘Beaches Celebrates Women’s Week 2016; Celebrating and Appreciating Our Women’. Beaches employee Shicora Harvey said: “I think it’s a good thing for Beaches to honour its women. “Women work very hard and it was great to see Beaches acknowledge that this week.” She said that as she was still very young, she did not consider herself a woman yet, but she could say that this past week has made her feel proud to be a young woman.

There were 700 women dressed in pink on property for the grand finale. Long-time employee Michelle Parker said: “Wow! This was an empowering week. “Women from all walks of life took part in this week’s activities. “This represents not only the resort’s commitment to staff but to unity, strength and kindness.” Intern Katianna Prospere said that she was truly amazed. She said: “I’m only on internship but it was good to see that Beaches really appreciates their staff and this week specifically women.
“Everyone has been asking how the programme is going and I just say it has been girl power and fun all week long.” General manager Lucky Kahlon said that this was the second time the resort has hosted Women’s Week and he looks forward to next year. He said: “Every single one of our staff members means a lot to us but this week it was all about our women and it feels awesome to see the smile on their faces at every event.” He said that this will definitely be an annual thing for them and that he
wanted to keep this movement going and make it even bigger. Kahlon thanked everyone who took part in making the week spectacular. He said: “We have an amazing team here and on behalf of Beaches I want to thank them for putting this week together and of course those persons that came in to assist with the health fair.” Kahlon hinted that there may be an event to celebrate male staff. He said: “There is something fantastic planned for the men this year, and we can’t leave them out.”
Marine police undergo training BY DAISY HANDFIELD TWENTY-three police officers from the marine branch of the Royal Turks and Caicos Islands Police Force underwent a four week training initiative to improve operational effectiveness and availability. The project was coordinated between the RTCIPF and UK’s Defence Section in Kingston, Jamaica, and has been jointly funded by the UK’s Conflict, Security and Stability Fund, as well as the UK MOD’s Defence Assistance Fund. The training began in mid-April at the marine branch headquarters at the Ship Yard Marina in Long Bay, Providenciales, and was divided in two courses lasting two weeks each. Twelve officers attended the first course and the second course saw 11 officers which tallied up the 23 police officers that participated. The initiative concluded with a certificate presentation on Friday (May 13) at the marine branch headquarters. Martin Powers, warrant officer for second class year of the Royal Marines, said that the classes were basically to increase the skills of the officers in navigation and boat handling. He added that since these were techniques that the officers never really used, this brought them out of

their comfort zones. “Basically, we are from a team of the Royal Navy international maritime training team and we have been out here running maritime and small boats navigation training for the Caribbean overseas territories marine police units for the last four weeks. “They were taught new information and they took in the

He said that it will “enhance their knowledge when manoeuvring and operating the vessels at nights and during inclement weather which can better their skills, especially during search and rescue operations.”

The company made the official announcement during the weekly Fish Fry on Thursday, May 5, and at a cocktail reception at the Beaches resort in Providenciales on May 6. As the company embarked on its phased launch across the Caribbean, the TCI has now become the sixth Lime only and also the 14th market
overall to be transformed to the new Flow. During the cocktail reception, general manager of TCI Flow, Delleriece Hall discussed what these changes meant to the company and to its customers. She said: “I’m delighted to inform you that today is a brand new day in the history of the ‘new’ Cable and Wireless Communications as we have transitioned our consumer brand from Lime to Flow. “We are changing the face and DNA of our brand to embrace

Hall also announced an introduction of a new store for the company that is to be opened in a few weeks.

Rotary celebrates 20 years in the TCI BY DAISY HANDFIELD THE ROTARY Club of Providenciales will be celebrating 20 years of existence in the Turks and Caicos Islands through a banquet where past and present Rotarians and the general public will celebrate the non-profit organisation’s milestone. The 20 year mark is on May 17, but the organisation will celebrate on June 4 at the Beach House restaurant in Providenciales, commencing at 6.30pm sharp. Past and present Rotarians, past and present members of the Rotaract Club, visiting Rotarians and members of the general public will be in attendance for what has been described to be a grand event. In an interview with assistant governor of the club Karl Isaac, he said that this event was significant because within the 20 years of existence in the TCI, the club has embarked on a number of humanitarian initiatives. One of the projects includes an eye testing and eyeglasses programme
where Rotarians visit government primary schools and provide free testing for the children. If after evaluation the child requires glasses, they are provided with a pair free of charge. This initiative is in partnership with Dr Julian Petrucci from Menzies Optometry in Providenciales. Another project is the distribution of dictionaries to all of the third grade students across the TCI. Isaac said that this banquet is also an opportunity to inform attendees about the future projects that Rotary will be embarking on that will benefit the TCI. Former Rotary president Algernon Dean was also present during the interview and he spoke on why it is important for the general public to attend this event. He said: “Rotary is a community club. It supports the community in various ways, not only in the Turks and Caicos but around the world. “The Rotary Club of Providenciales is an active member of Rotary International and like they

The beast behind the lethal yellowing THE AMERICAN palm cixiid, Myndus crudus Van Duzee, is a plant hopper whose adults feed on the foliage of various species of palms. The nymphs of this species develop on roots of grasses. The adult is the only known insect vector of lethal yellowing (LY), a highly destructive disease of palms in the Caribbean.
The nymphs develop in the root zone of grasses. They are present at the soil surface, often beneath small clumps of leaf litter and other organic matter and to a depth of on inch and a half. Moist sites are more favourable for the development of the nymphs than drier sites, and sites with host grass of relatively long length
Bad breath THERE are several reasons why you might experience bad breath or halitosis, with the most common cause being poor oral hygiene. When teeth are not brushed and flossed regularly or well enough, food debris will remain in the mouth and plaque will accumulate which leads to calculus build up. Calculus is the hard, chalk-like material that cannot be removed by brushing alone. When this is allowed to build up, it can lead to gum disease and one of the symptoms of gum disease is bad breath. To get rid of bad breath, it may be

as simple as changing your routine to ensure you are brushing your teeth twice a day (morning and last thing at night) and flossing regularly. You should brush for two minutes each time, with a fluoride toothpaste. This will ensure that all food particles and plaque is removed regularly. A mouth wash may also help. If you have not had a professional cleaning at the dentist for a while, this would also be recommended as this will remove any calculus that you cannot remove yourself. If you have any signs of gum disease such as bleeding, inflamed gums or pain as well as the bad

The adults feed on palm foliage by sucking plant juices. And the females return to grasses to lay eggs. Myndus crudus adults feed on the foliage of many different species of palms. There is no conclusive data on its preferences among different species of palms, but relatively high numbers of Myndus crudus are consistently observed on certain palm species like the coconut palm and the royal palm. Myndus crudus is also commonly seen resting and presumably feeding on plants other than palms like the common screw pine. The nymphs have been reared for research studies on the roots of many different species of grasses, including species cultivated as turf or forage. Some species are highly favourable to the development of the nymphs, while other species are poor developmental hosts of this insect or do not serve as hosts. The St Augustine grass is one of several species that are highly favourable hosts. Lethal yellowing has been most intensely studied as a disease of coconut palm because of that species economic importance. In fact, the coconut palm is
considered one of the 20 most important crop plants in the world, and is a basic element in the agricultural economies of many tropical countries, as well as a source of important products in the world economy. Coconut palm is also one of the most important palms for aesthetic enhancement many tropical countries. The prospects for controlling LY via biological control of the vector were not promising. The insect is native to Florida and the Caribbean region, and is already under a degree of natural control. Several natural enemies of Myndus crudus have been identified (like the sea grape blister gall), but these do not appear to reduce the populations of this insect sufficiently to significantly reduce the spread of LY. During the 1970s to 1980s LY epidemic in Florida, researchers noticed that the disease tended to

odour, a dental visit is also required. Another cause of bad breath is infection. You are likely to experience other symptoms as well, such as pain or swelling. Again a visit to the dentist is necessary which might result in you being prescribed a course of antibiotics or having an extraction. Transitory bad breath can be caused by consuming strong smelling or tasting food for example, garlic, raw onion or blue cheese. This should require nothing more than brushing, flossing and rinsing to resolve. Alcohol- especially the morning after drinking the previous evening - can also cause bad breath. Tooth brushing and rinsing with mouth wash can certainly help reduce this. I am often asked by parents of young children why they can sometimes have bad breath.
In the absence of gum disease or infection, this may be due to ‘morning breath’. This is simply caused by mouthbreathing through the night (a common occurrence in younger children) which causes saliva to dry in the mouth and which leads to the smell. This is nothing to be concerned

Also, observations have suggested that in areas where LY is present excessive irrigation and application of fertiliser may result in a higher incidence of the disease. The relatively slow spread of LY on sandy beaches and other grassless areas compared to nearby grassy areas may be due to differences in the ability of the habitats to support the development of the disease vector.

There are also systemic diseases that can cause bad breath such as stomach problems, reflux and lung infections. People with uncontrolled diabetes can suffer with ketoacidosis which can have associated bad breath. In the case of any of these illnesses the root problem should be treated and you should consult your treating doctor. In summary, the majority of causes of bad breath can be reduced or eliminated by keeping your teeth and gums healthy through regular brushing and flossing and regular visits to the dentist.

Bank donates to support heritage garden A DONATION of $1,800 from the Royal Bank of Canada will go a long way to improving the grounds around a historical landmark. The bank renewed its partnership with the Turks and Caicos National Museum Foundation on Saturday, April 30, when it made the generous donation.

Museum representative Candianne Williams thanked the bank for its continued support. The bank’s staff members have committed to voluntary service in the gardens. Their first project was planting Caicos pine trees in the garden. The Caicos Heritage House garden is the only place in Providenciales

8 ounces ziti or other pasta 1 tablespoon butter 1 lb. chicken, cut into bite sized pieces 1 tablespoon all-purpose seasoning mix for the chicken ¼ teaspoon cayenne 1 7-ounce jar sun dried tomatoes, drained 3 cloves garlic ½ cup half and half 1½ cups whole milk ½ cup chicken broth 1½ cups Mozzarella cheese ½ teaspoon salt 2 cups spinach
METHOD
• Cook the pasta according to package directions. Drain and set aside. • Heat the butter in a skillet over medium high heat. Add the chicken and sprinkle with the seasoning and the cayenne. Saute until the chicken is cooked through. • Drain the oil from the sun dried tomatoes. Chop into smaller pieces if you want. Add them to the pan with the garlic and saute for a few minutes, until fragrant. You will probably still get some of the oil from the sun dried tomatoes – that’s okay. • Add the half and half, milk, chicken broth, and mozzarella cheese. Stir until the sauce is smooth and bubbly and the cheese is melted. It should start to thicken up slightly. • Stir in the cooked pasta and spinach - the spinach will start to cook down almost immediately. • If needed, add extra water or broth or milk to the sauce to thin it out, or add more cheese to thicken slightly.
Hurricane season begins on June 1 RESIDENTS should take all necessary precautions to prepare for the upcoming hurricane season, the Government reminded this week. The 2016 Atlantic Hurricane Season begins on June 1 and will continue until November 30. The Department of Disaster Management and Emergencies (DDME) has named this May as Hurricane Preparedness Month. Several activities are taking place across the country over the coming weeks to remind the public of how to prepare for bad weather. The theme of the month is ‘Preparing makes sense, there is no reason not to prepare.’ DDME Director Dr Virginia Clerveaux said: “The best time to prepare for an event is well before something happens. “With the beginning of the hurricane season, DDME would like to encourage all residents
and businesses to review their preparedness plan if one exist and for those who do not have a disaster or business continuity plan to draft one or contact DDME for assistance in drafting one. “Having a plan is key to determining how quickly your business will recover after an event or how your family will survive.” Events taking place during the month include stakeholder meetings community outreach programmes, a primary school art competition, a culinary competition, press conference and the publication of newspaper supplements and a newsletter. The Tropical Meteorology Project at the Colorado University is predicting the 2016 Hurricane Season to be an average one with 12 named storms. Five are expected to develop into hurricanes with two developing into
a major hurricane. On January 7 Alex was the first named storm of the 2016 Atlantic Hurricane Season. It originated as an extratropical cyclone near the Bahamas and eventually made landfall in the Azores. It was the first hurricane since Alice in 1955 to form in the month of January. Prior to Alice, there was an unnamed storm in 1938. A statement from the DDME said: “DDME, cannot over emphasise the importance of early preparation as hurricane awareness and readiness can help to reduce the impact of hurricane on our lives, communities and businesses. “In fact, research has shown that families, individuals, and businesses, who know their vulnerability and who have taken concrete steps to prepare for an event are more likely to increase their chances of surviving than those who are not prepared.”

Christie: No same-sex marriages in the Bahamas in my lifetime AS debate rages about the implications of the government’s proposed amendments to the Constitution, Prime Minister Perry Christie insisted that same-sex marriage will never happen in the Bahamas during his lifetime. Mr Christie appeared agitated by the continued argument that the fourth Constitutional Amendment Bill could lead to same-sex marriage, telling The Tribune on Friday night that he is “almost embarrassed by” this line of thinking. As for calls from those campaigning against the referendum to be given public funds considering the government has funded the YES Bahamas campaign, Mr Christie suggested he is not swayed by their arguments saying this administration has chosen to be on the “moral” side of the issue. Mr Christie also called talk that the referendum is a smokescreen to legalise gay marriage through the back door “nonsense.” “For me, I’m almost embarrassed by it,” he said on the sidelines of Junkanoo Carnival. On the issue of funding the “no” campaign, he said: “People can ask and they can even go to the courts. We have to do what we have to do. I believe I have taken the morally correct position.” “I hope everything goes well,” he added. “We support strongly the ‘yes’ side. We’ve made an effort to

Cayman Islands says offshore register is ‘pointless’ THE Cayman Islands branded a transparency drive backed by David Cameron as “pointless”, as it mounted a vigorous defence of offshore finance in the run-up to Thursday’s anti-corruption summit. The overseas territory said it had asked to participate in the highlevel summit at Lancaster House, which aims to agree practical steps to “expose corruption”, because it wanted to “add perspective” and address misunderstandings. Wayne Panton, minister of financial services said the Cayman Islands already had a more effective approach to rooting out wrongdoing than the approach favoured by the prime minister, which requires companies to list their ultimate owners on a public register. He said the UK’s decision to push public registers could be criticised as “weak policymaking” because it did not require the information on the register to be verified. “The small

Former Jamaica politician found dead; suicide suspected A FORMER member of the ruling Jamaica Labour Party (JLP) who was found dead on Sunday night is believed to have committed suicide. Police say that Faye Reid-Jacobs, who unsuccessfully contested the by-election in Westmoreland Central in December 2014 after the MP and then Agriculture Minister Roger Clarke died, allegedly ingested a
chemical substance at her Long Mountain, St Andrew home around 6:30 p.m. She was taken to hospital but passed away about two hours later. Reid-Jacobs lost to the PNP’s Dwayne Vaz in the 2014 by-election. And she stepped down as the party’s caretaker for the constituency in September of the following year. (Caribbean360)
Truck accidents are common in Haiti and most result in the loss of lives because of overloading.
Ten killed in road accident in Haiti AT least 10 people were killed and several others injured after two trucks collided over the weekend, the Directorate of Civil Protection reported. It said that the accident on Friday night occurred when one of the trucks trying to avoid a vehicle that had broken down crashed into the second carrying mostly “madansara” (hucksters) with their goods, and overturned. A statement issued by the National Ambulance Centre said 10 people were killed instantly and that as many others were injured and were in a critical condition. It said heavy rains had hampered the rescue operations but that many of the injured were rushed to the hospitals of Quartier Morin and
Milot. Such accidents in Haiti are common, given the condition of vehicles and the roads, forcing thousands of people to use freight trucks, often overloaded. Meanwhile at least four people were killed after heavy rains over the weekend pounded the French-speaking Caribbean Community country. In a preliminary estimate of the damage caused by the rains, officials said that there had been widespread flooding across the country resulting in loss of lives and damage to properties. They said in Morne Caillot, the 6th communal section of Port-dePaix, a husband and wife died and two others were injured after one section of their home collapsed.

Barbados worried about possible repeat EU blacklisting PRIME Minister Freundel Stuart has expressed concern that Barbados and other Caribbean countries could be on the European Commission’s blacklist again, as he lashed out at the body for naming his country among a list of uncooperative tax jurisdictions last year. Addressing a commemorative ceremony for Europe Day 2016 and the 40th Anniversary of the European Delegation’s presence in the island, he said he was surprised at the 2015 designation of Barbados – one of 14 Caribbean countries on a list of 30 – and described it as “unfair and unwarranted”. “There are reports that in the wake of the so-called Panama Papers, the prospect of another list looms,”
Stuart noted yesterday, referring to the leak of 11.5 million documents from the Panamanian law firm Mossack Fonseca which revealed the hidden assets of hundreds of politicians, officials, current and former national leaders, celebrities and sports stars in more than 20 tax havens around the world. Among the companies listed are more than 30 registered in Barbados. “I trust that this [blacklist] will not materialize and that the European Union has by now recognized that the financial services sector is a vital element of the economies of a number of Caribbean countries, touching their very existence,” Stuart continued.
BERMUDA this week figured in a list of more than 200,000 shell companies set up by a Panamanian law firm. Nearly 150 Bermuda entities are named in the massive leak of documents from Panama lawyers Mossack Fonseca, dubbed the Panama Papers. And the latest release of papers lists 402 officers of companies, 29 intermediaries and 218 addresses. The huge data leak — said to be the biggest in history — contains 11.5 million records dating back as far as the 1970s and leaked by an anonymous whistle-blower last year, features on the International Consortium of Investigative Journalists’ website. Mossack Fonseca specialised in setting up shell companies for clients ranging from top company executives and wealthy executives to associates of Russian head of state Vladimir Putin and the family of UK Prime Minister David Cameron. Previous leaks from the Panama Papers have also led to stories alleging the use of offshore companies by money launderers, art smugglers, international criminals and repressive regimes like Syria. The ICIJ, however, stressed that
setting up an offshore company was not illegal — although some have been used by criminals and the wealthy to hide their fortunes from the tax authorities in their homelands. Among the Bermuda names mentioned in the latest release from papers are law firms Appleby, Codan Trust, part of law firm Conyers Dill and Pearman, LOM Nominees Ltd, bankers HSBC and its predecessor the Bank of Bermuda. On Monday night a spokesman for the Ministry of Finance poured cold water on Bermuda’s inclusion in the leaked papers. He said: “Bermuda is one of the world’s leading financial centres. “Considering some of the spurious connections being made in this avalanche of information, it would be surprising if there was no connection whatsoever to Bermuda firms or individuals. “However, the number of connections is small compared to our peer group.” He added: “But it should be appreciated that the International Consortium of Investigative Journalists (take great pains to establish a broad disclaimer that accepts the legitimate uses for offshore companies and trusts.
“They state unequivocally that they do not intend to suggest or imply that any persons, companies or other entities included in the ICIJ Offshore Leaks Database have broken the law or otherwise acted improperly. And he said: “The fact remains that insurance and reinsurance is our principal business and that Bermuda remains a minor player in the type of business activity highlighted in the Panama papers. “This is evidenced by countries that have the most holding companies, the most intermediaries or those allowing bearer shares. “Our screening system and beneficial ownership register is the reason that Bermuda does not feature so prominently in the Panama papers.” Mossack Fonseca has denied any wrongdoing and said that, on the few occasions it learnt that clients were using offshore companies for illegal purposes, it ended its relationship with them. The firm last week issued a “cease and desist” order against the ICIJ and threatened legal action if any more information was released. More than 370 ICIJ reporters in nearly 80 countries probed the files for a year.
Cayman Islands uses genetically engineered Bahamas investigating sexual mosquitoes in fight against Zika assault by male juveniles EDUCATION Minister Jerome Fitzgerald said the Ministry of Education in the Bahamas is investigating the alleged sexual assault of a 19-year-old student by four male juveniles. Speaking outside of Cabinet, Mr Fitzgerald said he “became aware of the incident” on Sunday and immediately contacted the police. “They informed me of the persons that they thought were involved, including the victim, and assured me that they were going to move swiftly to get to the bottom of it and if there was a need to bring people to justice they would,” Mr Fitzgerald said. “They have been keeping me informed throughout. We expect we will hear something from it. “It’s very troubling indeed. It’s very troubling for anyone to be exposed to that. Those kinds of things are happening and it appears that young people in our country think they can post everything on social media and it’s unfortunate. Technology is good if it is used for good, but unfortunately
in times like this people use it to depict the most harrowing of circumstances. We will get to the bottom of it. The police are investigating and persons are assisting them and I’m sure we will hear the outcome of that shortly.” When asked if the students will be expelled or suspended, Mr Fitzgerald said the Ministry of Education “will work with the police to see the nature of the charges and get a better understanding of the facts.” Assistant Commissioner of Police Stephen Dean confirmed on Monday that four boys and a girl are in police custody in connection with the alleged sexual assault. ACP Dean said a “full scale” investigation was launched after a video of the alleged assault was posted on social media on Sunday. He said a formal complaint was made on Monday. The video, which shows two young men and the alleged victim, engaged in a sexual act was shared more than 300 times on Facebook. (Tribune242)
THE Cayman Islands Mosquito Research and Control Unit (MRCU), in partnership with the British biotech company Oxitec, will release genetically engineered male mosquitoes across Grand Cayman in the latest initiative to suppress the population of the Aedes aegypti mosquito that spreads several viruses, including Zika. In March, the World Health Organization (WHO) recommended pilot deployment of the modified insects because of the Zika outbreak and after the US Food and Drug Administration’s (FDA) preliminary findings that there were no significant impacts during a trial in the Florida Keys. MRCU director Dr Bill Petrie said that the decision to deploy the “Oxitec solution” came after the success of the peer-reviewed trial. “We believe this environmentally friendly tool can greatly reduce the population of Aedes aegypti and has the potential to eliminate it from Grand Cayman,” he said. MRCU performed the world’s first trial with Oxitec’s OX513A selflimiting mosquito – a genetically

Rousseff suspended as Brazilian Senate votes to impeach LESS than halfway through her elected mandate, Dilma Rousseff was stripped of her presidential duties for up to six months on Thursday after the Senate voted to begin an impeachment trial. After a marathon 20-hour debate that one politician described as the “saddest day for Brazil’s young democracy”, senators voted 55 to 22 to suspend the Workers’ party leader, putting economic problems, political paralysis and alleged fiscal irregularities ahead of the 54 million votes that put her in office. Rousseff, Brazil’s first female president, will have to step aside while she is tried in the upper house for allegedly manipulating government accounts ahead of the previous election. Her judges will be senators, many of whom are accused of more serious crimes. A final decision, which is likely in September or October, will require a two-thirds majority. Ominously for the president, this margin was exceeded in Thursday’s vote. The impeachment is more political than legal. Similar fiscal irregularities went unpunished in previous administrations, but they are a pretext to remove a leader who has struggled to assert her authority. After Rousseff came to power in 2010, she initially enjoyed some of the highest ratings of any leader in the world. But her popularity has slumped along with the economy, now in its

Philippines’ next president vows to be ‘dictator’ against evil RODRIGO Duterte, who is set to clinch the presidency of the Philippines, said he will be a “dictator” against evil and vowed to step down in six months if he failed to fulfil his promise to stamp out corruption. “I will be strict. I will be a dictator, no doubt it. But only against forces of evil -- criminality, drugs and corruption in government,” Duterte said Tuesday morning in his hometown of Davao City in the southern Philippines. Duterte is mayor of the city. “My message to all government employees -- the police, the military, everyone, including Cabinet secretaries -- stop. You just stop (corruption),” he said. Reprimanded for failing to obey a call to order, he was thrown out of the chamber by house speaker David Carter. Mr Carter said Mr Key had ignored several of his warnings: “He is to be treated no differently to any other in this house,” Mr Carter said.
It is not the first time John Key has been thrown out of the chamber as PM. Parliamentary records show he has been expelled on three other occasions while MP, the New Zealand news website Stuff reports. Nor is he the first New Zealand prime minister to be ejected from the chamber: he follows in the footsteps of Helen Clark, in 2005, and before her, David Lange in both 1986 and 1987. (BBC)

New global rules on firms’ tax disclosure urged by economists NEW global rules forcing companies to report taxable activities countryby-country publicly have been called for by a group of 300 prominent economists. In a letter to world leaders, the group urges the UK to “take a lead” in the push for more tax transparency. Poor countries are the biggest losers from tax havens, they claim. The letter’s signatories, coordinated by charity Oxfam, include best-selling author Thomas Piketty and 2015 Nobel Prize economics winner Angus Deaton. The letter comes ahead of the UK government’s anti-corruption summit on Thursday, which politicians from 40 countries as well as World Bank and IMF representatives are expected to attend. The economists - who include almost 50 professors from British
universities including Oxford and the London School of Economics - argue the UK’s position as summit host as well as its sovereignty over what it says is a third of the world’s tax havens makes it “uniquely placed” to take the lead. “We need new global agreements on issues such as public country-bycountry reporting, including for tax havens. “Governments must also put their own houses in order by ensuring that all the territories for which they are responsible make publicly available information about the real ‘beneficial’ owners of company and trusts,” the economists write in the letter. The letter comes in the aftermath of the Panama Papers leak, which revealed how some rich people hide assets, sparking widespread condemnation that the authorities had failed to act.

Indian woman in her 70s gives birth to healthy baby boy AN Indian woman and her husband who are both in their 70s have celebrated the birth of a baby boy following IVF treatment, their first successful pregnancy in 46 years of marriage. Daljinder Kaur gave birth last month after two years of treatment using donor eggs at a fertility clinic in the northern state of Haryana. Though certainly one of the oldest mothers to give birth, her exact age was unclear. She has said she is about 70 but does not have a birth certificate, which is not uncommon in India. Anurag Bishnoi, embryologist and owner of the National Fertility and Test Tube Baby centre in Hisar, told the Guardian he believed she could be 72. “She has said she is five to seven years younger than her husband, and his birth certificate shows he was born on 12/04/1937,” he said. Kaur said she and her husband, Mohinder Singh Gill, a farmer, had almost lost hope of having their own child and had faced ridicule in a country where infertility is sometimes seen as a curse from God. “God heard our prayers. My life feels complete now,” she told Agence France-Presse from the northern city of Amritsar. “I am looking after the baby all by myself. I feel so full of
energy. My husband is also very caring and helps me as much as he can.” Their son, born “healthy and hearty” and weighing 4.4lb (2kg), has been named Arman. Kaur said: “When we saw the [IVF] advert, we thought we should also give it a try as I badly wanted to have a baby of my own.” Bishnoi, who set up the clinic after gaining a master’s in clinical embryology at the University of Leeds, has carried out successful IVF on several geriatric couples. In 2008 one of his patients, Rajo Devi Lohan, became a first-time mother at 70 when she gave birth to a baby girl. Another woman became the mother of triplets at 66. He said Kaur and Gill had suffered several setbacks in their quest for parenthood and had previously been unable to afford the treatment. After trying unsuccessfully to conceive, they adopted a boy in the 1980s, but he went to study in the US and never returned. “They also had some family problems. A person who is infertile is not given a piece of land or any property by his father,” said Bishnoi, explaining that Gill had to fight his father in the courts. “He won, and then he got this piece of land and he got the money for the treatment.”
Toddler found dead in hot car after mother forgot to drop her at day care POLICE say a Mississippi toddler died after being left in a hot car all day. The little girl’s mother discovered the child after she showed up to the 2-year-old’s day care centre in Glunckstadt Wednesday afternoon, and was told that she had never dropped her off, according to the Madison County Sheriff’s Department. She rushed to her SUV and
found her child strapped in her car seat. Temperatures in nearby Jackson reached highs of 83 degrees on Wednesday, according to the National Weather Service. Sheriff Randy Tucker told the Clarion-Ledger that the incident appeared to be a “tragic accident,” and he does not expect charges to be filed. (NYDailynews)
DAVID Cameron said cracking down on corruption was needed to “tackle extremism”. The prime minister made the comments at an anti-corruption summit in London that he is hosting. Mr Cameron said that people in developing countries wanted justice as much as they wanted clean water and health care. John Kerry, US secretary of State, agreed that corruption fed drug and human trafficking as well as terrorism. “Extremism comes with an utter sense of desperation from people who feel the system is rigged,” Mr Kerry said. The summit is part of Mr Cameron’s attempt to lead a wider global effort to crack down on corruption. The government has announced that foreign firms that own property in the UK must declare their assets publicly in a bid to stamp out moneylaundering. “The absolute key is having greater transparency. And you can see countries committing to exchanging more tax information, exchanging more ownership information and -in the case of the United Kingdom and some others -- actually for the first time, having not just a beneficial ownership register -- who owns what -- but also making that public so it can be investigated by others,” Mr Cameron said. Cameron’s plans for a register of foreign companies owning UK property would include those who already owned property in the UK as well as those seeking to buy. It said the register would mean “corrupt individuals and countries will no longer be able to move, launder and hide illicit funds through London’s property market, and will not benefit from our public funds”. It said foreign companies owned about 100,000 properties in England and Wales and that more than 44,000 of these were in London. World leaders and politicians, including the presidents of Nigeria, Afghanistan and Colombia are attending the summit, as well as organisations such as the World Bank, OECD and the International Monetary Fund (IMF). The gathering
aims to produce a global declaration against corruption. Tax havens with UK links, including Bermuda and the Cayman Islands are represented, but the British Virgin Islands is not at the summit. Neither is FIFA, football’s governing body, which is at the centre of a large bribery scandal. Some of Britain’s overseas territories and crown dependencies will join 33 other countries in agreeing to share automatically their own registers of company ownership, information that will be accessible to the police. There are also plans for a new anti-corruption co-ordination centre in London and a wider corporate offence for executives who fail to prevent fraud or money laundering inside their companies.
US activates missile shield base in Romania THE US has activated a land-based missile defence station in Romania, which will form part of a larger and controversial European shield. Senior US and Nato officials are attending the ceremony in Deveselu, southern Romania. The US says the Aegis system is a shield to protect Nato from short and medium-range missiles, particularly from the Middle East. But Russia sees it as a security threat - a claim denied by Nato. Relations between the West and Russia have deteriorated since Moscow’s annexation of Ukraine’s southern Crimea peninsula in 2014. Russia is also accused of arming separatists in eastern Ukraine and sending its troops there - a claim denied by the Kremlin. Nato Secretary General Jens Stoltenberg and other senior officials from the military alliance are at the opening ceremony at an old Romanian air base in Deveselu.

The US is believed to have spent $800m (£554m) on radar and SM-2 missile interceptors since 2013. The station will have a battery of SM-2 missile interceptors. Nato and US officials say the system has been developed to track and intercept missiles fired from a “rogue” state. In the past Iran was mentioned in that context, but the US has also had North Korea in
mind. For years the US has been testing the Aegis system on warships too. The officials also stress the shield is not directed against Russia. “Both the US and Nato have made it clear the system is not designed for or capable of undermining Russia’s strategic deterrence capability,” US Assistant Secretary of State Frank Rose said on Wednesday.

Bahamian admits to hacking celebrities’ e-mail accounts BAHAMIAN Alonzo Knowles is now facing the possibility of up to 10 years in prison and six years of supervised release, after pleading guilty in Manhattan federal court to criminal copyright infringement of scripts of movies and television shows that had not yet aired, as well as identity theft. He will be sentenced on
August 25. Knowles, 24, had obtained the information by hacking into the personal e-mail accounts of numerous individuals in the entertainment, sports, and media industries. “His crimes did not end with this frightening invasion of privacy, as Knowles then sought to sell what he stole, including unreleased movie and television
scripts, to the highest bidder,” the United States Attorney for the Southern District of New York, Preet Bharara said after the conviction on Monday. “Thanks to the terrific work of the Homeland Security Investigations agents and prosecutors in my office, this story of cybercrime meets celebrity stalking ends well, with the perpetrator caught and
convicted.” According to the Indictment, other documents filed in Manhattan federal court, and statements made at various proceedings in the case, including yesterday’s guilty plea, Knowles obtained the victims’ copyrighted and confidential documents, including scripts, personal identifying information such
as Social Security numbers, and private sexually explicit photographs and videos. He was arrested following a sting operation that began in December last year. Over the course of two weeks in that month, Knowles told an undercover law enforcement agent about the material he would sell to him, claiming that he had “exclusive content”
that was and worth hundreds of thousands of dollars. On December 21, he met with the agent in New York and described two methods he used to hack the e-mail accounts – sending a virus to the victim’s computer that would allow him to access and sending false hacking notifications to the victims and asking for their passcodes.

The college scholarship programme, launched through her Clara Lionel Foundation (CLF), would provide up to US$50,000 in scholarships for successful applications from Barbados, Brazil, Cuba, Haiti, Guyana, Jamaica, or the US who have already been accepted into a bachelor’s degree programme at an accredited four-year college or university in the US for the 2016-2017 year. ”To be able to give the gift of an education is actually an honour. ”Higher education will help provide perspective, opportunities, and learning to a group of kids who really deserve it. I am thrilled to be able to do this,” the star told USA Today. Recipients will receive an award ranging from US$5,000 to US$50,000,
which may be renewed for up to three additional years or until a bachelor’s degree is earned. Renewal is contingent upon satisfactory academic performance, and awards may be used only for tuition expenses. The deadline for applications is June 10. Once applications are submitted, a committee will screen 50 finalists based on academic performance, demonstrated leadership and participation in school and community activities, work experience and a personal essay, and winners will be announced by August. The foundation’s website said the global scholarship programme is designed to assist students who are aspiring to reach their fullest potential. “The goal is to create a cyclical effect with CLF Scholars eventually being able to help others become thriving professionals, educators, and philanthropists,” it said. Young artist sells art to raise university funds BY DAISY HANDFIELD THE SAYING ‘where there is a will, there is a way’ is true for artist and aspiring tourism major, Davidson Louis who is currently selling his art in the hope of raising enough funds to cover university expenses. In an interview with Louis on Wednesday (May 11) he said that since finishing his A-levels at the British West Indies Collegiate in Providenciales, he has been working hard and saving every penny to study a Bachelor’s Degree in international tourism management. The 21-year-old told the Weekly News that his pieces are tropical based and focus on attributes of the TCI such as fish, trees and the beautiful crystal clear water. Louis said that in the past he held an art exhibition where he has raised a substantial amount of money which he will use towards university expenses. He is considering hosting another art show in hopes of raising more funds before heading off to school. Louis has been accepted to Brighton University in England from last year, but due to lack of funds was unable to attend. He is looking to start studying at the school as of September of this year. He said: “This is the second time around and I have saved enough to help me with one
year.” Louis will be undergoing a three year course in international tourism management while continuing with his art in his spare time. “The prime reason that I picked that is because ultimately I want to come back to the Turks and Caicos Islands and sort of give back to my community,” Louis said. The aspiring tourism major
said that after completion of his degree he is looking to work with the Tourist Board in either the Turks and Caicos Islands or the United Kingdom to help sell the TCI as tourism destination. Box office: ‘Captain America: Civil War’ tops $200M in just five days CAPTAIN America: Civil War just passed the $200 million mark at the domestic box office. It did so in its fifth day, becoming the fifth-fastest movie ever to cross said milestone. Its $206.2m domestic cume puts it above fellow five-day champs The Dark Knight ($203.77m), Harry Potter and the Deathly Hallows Part II ($202.6m), and Transformers: Revenge of the Fallen ($200m). Avengers: Age of Ultron did the deed in four days while Star Wars: The Force Awakens ($247m), Jurassic World ($208m), and The Avengers ($207m) snagged $200m+ opening weekends. The third Captain America movie, which pits Captain America against Iron Man in a battle of ideology, has the fifth-biggest five-day total of all time. It already sits ahead of Iron Man 3‘s $196 million respective Fri-Tues cume as well asThe Dark Knight Rises ($198m), Batman v Superman: Dawn of Justice ($193m), and The Hunger Games: Catching Fire ($186m). It sits behind
only Avengers: Age of Ultron ($217m), The Avengers ($244m), Jurassic World ($258m), and Star Wars: The Force Awakens ($325m). Victorious Handfield aggravates ankle injury NATIONAL high jumper Kivarno Handfield claimed victory in the Liberty Twilight Qualifier track and field meet at Matthes-Hopkins stadium last Wednesday, but it came with a price. After a 2.01M jump, which was enough for the win, the Saint Augustine’s University student passed on 2.06M and attempted a personal best of 2.11M, but he aggravated his ankle injury in the process. Handfield is unsure about the rest of his season. The Central Inter-Collegiate Athletic Association (CIAA) Conference Championships winner, who equalled his personal best of 2.10M three weeks ago, has however already qualified for the national championships.
AFTER creating history by becoming the first eighth seeded team to defeat a number one seed in the Provo Amateur Basketball Association (PABA) Night League last Friday night, the Five Cays Knights will attempt to stop defending champions the GT Stallions in round two this weekend. The Stallions have dominated the league in recent years, but had a rather ordinary regular season. They have however played solid basketball of recent, especially with their 2-0 win over the competitive Predators in the best-in-three first round. Turbyfield leads university team to US national rugby title FORMER national senior male rugby player Luis Turbyfield led his school team, the Mount Saint Mary’s University, to victory in the USA National Small College Rugby Organisation National Championships this month. Turbyfield, who was instrumental in the games leading up to the championships, was one of six players named in the NSCRO All-Star team—he was also the only freshman named as a NSCRO fullback of the tournament. Turbyfield, who had represented the USA High School All American squad in the past, led his university to a 10-7 lead in the first half with a try. Bayern ran out comfortable winners 4-0, which could have been a lot more if it wasn’t for some excellent goalkeeping by the Ajax’s goalie Kirk Van Sayo. In the Europa Cup final battle Barcelona and Manchester United drew 5-5 at the end of extra time, which forced the sides to penalties— Barca triumphed 2-1. Man United double coaching team Of Mark Parrish and Joan Whent took on the experienced ex Men’s National Team Head Coach Neil ”Pepe” Coles (Barcelona). The battled proved to be one of the most exciting and evenly fought games of the
whole competition with some extremely brave and gutsy goalkeeping by Jake Whent for Man Utd and Lucas Coles for Barcelona. Barca sneaked ahead in the first half with goals from Brenton Handfield and D’Angelo which were countered by the powerful Dale Taylor. The second half was end to end stuff with the strong running Will Parrish of Man United and Hayden William of Barca countering each other out. With minutes to go Parrish and Taylor scored to put Man United ahead 3-2 only to be hauled back to three each by a goal from Hayden Williams following a mazy run from his own penalty box. The game finished 3-3 at full time, but the battle continued into extra time. This period was every bit as exciting with the game ebbing and flowing. Man United took the lead to make it 4-3 only to be pulled back again by Barca with a goal from Williams. In the last minute of extra time Dale Taylor finally outfoxed the Barca goalie and looked to have clinched the winning goal only for Barca to come roaring back in the dying seconds to tie the game 5-5 with a great move, rocket shot and goal from Curtis. The teams found scoring difficult from the spot as both sides only managed to convert one out of four penalty kicks. Finally after another fine penalty save from Barca’s Coles, Williams stepped up and slotted home the winning penalty. Callum Park won the Champions League Player of the Year and the Top Scorer awards. Will Parrish finished as the Europa Cup’s Player of the Year and Top Goal Scorer. Bien-Aime whips Trinidadian for FIFA seat – Aims to continue female development
TCIFA’s president Sonia BienAime was one of the most popular candidates at the CONCACAF XXXI Ordinary Congress on Thursday in Mexico as she gained the most votes in her quest to retain her voice in FIFA. She had an easier win than both the new president of CONCACAF, Victor Montagliani (won 25-16), and the other FIFA selectee, Cuban federation president, Luis Hernandez (won 24-11). Bien-Aime defeated Trinidadian Joanne Salazar 27-8 to become a member of the FIFA Council. “It was an exciting and very rewarding feeling to be given the overwhelming vote of confidence to continue to serve football, not only to be the voice and an advocate for gender equality but for the further development of football in general,” Bien-Aime told the Weekly News after the vote. Under new FIFA reforms each confederation will make provision
for one female member—and it seemed a no brainer who would have represented the region when 27 of the 35 CONCACAF representatives inked their support for the Turks Islander to represent their interest for four years in the biggest decision making body in global sports. Bien-Aime, who was instrumental in advancing female football while in a similar position, promises to continue her work. “This gives me an opportunity to continue the mandate that I have
started already, which is to be an advocate for gender equality on and off the field and to support more females in management and leadership positions.” The TCI Football Association head also promises to create a department within CONCACAF that emphasises and focuses on the development of women’s football. Bien-Aime, who sits on the CONCACAF Executive Committee, also holds positions in a number of FIFA standing committees.

Beaches and Academy set for Turks Head Cup final THE top two teams in the Gilley’s Enterprises Provo Premier League, Beaches and the AFC Academy will battle for championship honours this Saturday evening in the Turks Head Cup final at the Academy ground. In the league both teams are locked on 24 points, but the Academy boys have played one less game. Prior to the championship clash, Phil Shearer’s talented Under-15 Boys group will play an inter-squad game in the battle of TCI’s up and coming stars.

Burant lauds rugby players after historic win TCIRFU President Keith Burant was high in praises for the current batch of rugby players, especially those who came through the developmental system for their historic win two Saturdays ago against Curacao. The win, in the Dominican Republic, not only handed the TCI their first official victory against another nation in an International Rugby Board sanctioned game, but catapulted the team to the 20th
position in the region in the May rankings of the Americans after lagging at number 40 since January. “TCIRFU has played some very close matches with other international teams, but have come up just short in the past, particularly against Jamaica and the Bahamas. This match, however, was another story. The TCI forwards crushed the Curacao pack and provided lots of opportunity for our fast backs to attack. After
being a bit anxious in the first half, the set plays started to work and the scoreboard really started to move. It was a great job and a testament to the hard work of the players and especially the invaluable contribution from the players that have come up from the junior programme.” A TCIRFU release highlighted the continuous hard work and commitment put in by the volunteers, players and staff at the TCIRFU in
securing the win. “The victory is proof that continuous hard work and determination can yield great results and opportunities for TCI rugby talent, especially for those who came through the TCI Youth Development Programme, and further still, gained university scholarships through rugby, such as Hendriks Joseph and Kadis Simmons; something that has only benefited TCI rugby,” the release stated.
