TC Islanders should have access to affordable Crown land - PDM BY OLIVIA ROSE THE ISSUE of access, ownership and affordability of Crown land for Turks and Caicos Islanders has been highlighted in the House of Assembly by Opposition members who said the laws must be amended to give Islanders a piece of their inheritance. Last week on May 11 in the House of Assembly leader of the People’s Democratic Movement Sharlene Cartwright Robinson brought her fifth motion which was seconded by the member Delroy Williams. The private motion sought to obtain a resolution from the House of Assembly to get the Government to

address and review the Crown Land Ordinance. The Opposition leader told the House that in November 2012 she extended the olive branch to the Premier to work with the Government in the best interest of the people specifically on legislation that was introduced by the interim administration. She said: “In fact, we listed Crown land legislation as top priority in our blue print/manifesto for review and amendment. “Now three and a half years later the law remains unaddressed and we are baffled that it did not receive the priority that it should have from this Government.

“This legislation when passed was offensive to many and while we understand the background of alleged abuse, misuse and mismanagement of land, we continue to find bits of the legislation offensive and an affront to the people.” Cartwright Robinson said that the country’s small land mass must be managed well. “I believe that the audit of Crown land is a must so that we can ensure as many persons as possible are able to get a piece of their inheritance. “This calls for a comprehensive review and we are happy to hear that the Government for the first time today after three and a half years has addressed this law in the Premier’s ministerial statement. “I had the fortunate experience to speak with a promising young man who shared with me his concerns over the process where he was included in the recent casting of lots

for land. “A whopping 500 plus applicants were said to have applied, and following a screening process the numbers were reduced to about 321 for 36 lots. “The names were placed in a container and persons were invited to draw names. I understand that additional names were drawn in the event that persons do not take up their offer for whatever reason. “They each had to pay a fee of $100 for a chance and this Mr Speaker is a raffle and gamble and our people deserve better.” The PDM leader said her party strongly believes that the ability to own land, a home or a business is an empowerment tool and for the Government to continue on this path is nothing short of insulting and inhibiting. The Opposition leader underscored that while the reform and the law are necessary, certain

provisions that are offensive should be amended. “We believe that the policy and law must be clear, must be followed, must be fair and transparent and it must afford an opportunity in a much more dignified and civil process than what transpires now.” Also weighing in on the motion deputy leader of the PDM and Five Cays representative, Sean Astwood pointed out some of the party’s greatest concerns as it relates to accessibility and affordability of Crown land for Islanders. He highlighted the clause that speaks to the “independence” of Crown land which places land under the Attorney General’s Chambers and the “lottery” approach to the grant of land. Cartwright Robinson said the party is looking forward to the amendments and promised legislation in July as announced by the Premier.

Work permit advertisement requirement NEW rules are in place for employers applying for or renewing work permits for their staff. The Immigration Ordinance 2015 was brought into force on April 1. It established new conditions for advertising jobs which must be met when recruiting new staff or seeking a work permit renewal. The Ministry of Border Control and Employment issued a press release this month detailing the law. The Immigration Ordinance states the following:

The advertisement condition is satisfied if the employer has advertised the position in at least two consecutive issues of a newspaper published in and sold or distributed on the Islands. The advertisement must describe the nature of the position available in sufficient detail to enable persons reading the advertisement to have a reasonable indication of the nature of the work and conditions of employment. It must contain the name of the employer and details of the whereabouts of the office or other

place to which the application is to be submitted together with contact details, including telephone and fax numbers and an email address. It must set out clearly the salary package relating to the position. It must invite prospective applicants who are Islanders to send copies of their applications to the board. UK should fund SIPT costs – Finance Minister BY OLIVIA ROSE THE COST of the Special Investigation and Prosecution Team (SIPT) trial of former Premier Michael Misick and other corruption accused should be footed by the UK government. This sentiment was expressed by Minister of Finance Washington Misick during an exclusive interview with PTV8 News on Monday, May 16. The SIPT and civil recovery process records indicate that the price tag has amounted to some $36 million to date, half of which was paid by the UK government. Six months into the trial and prosecutors are already of the view that the trial could last way into 2017. This realisation has evoked widespread concern about the cost of the SIPT trials. The finance minister said: “My view is that those costs should be borne by Her Majesty’s UK Government.” Misick said that the funds being spent on the trial could be used to further develop the country. “We have a lot of things that we could be spending that money on, but at the end of the day, it says justice must not only be done it must be seen to be done, and sometimes the wheel of justice turns very slowly. “My opinion and the opinion of

the government and I believe the majority of the people of the Turks and Caicos is that, if whatever purported wrong was done, it was done while we have a British Governor here and they were sleep walking. “If they can indeed prove that there’s been wrongdoing they should pay for it. “That is unfortunate and unfair to the people of the Turks and Caicos who have to foot that bill.” According to the 2016/2017 budget statements the SIPT judicial cost was laid at some $5 million under revised statement for 2015 and 2016, while $4 million is slated for 2016/2017. The Myrtle Rigby Health centre renovation for the SIPT trial was funded to tune of $1 million through a UK grant. Since 2009, when they were accused of widespread corruption in the Sir Robin Auld report, Michael Misick and others have awaited their time before the judge. Former Premier Michael Misick and several others are accused of defrauding the Government of millions of dollars. Former Premier Misick, who is named as the main defendant in the trial, has since the beginning of the proceedings against him stated that he is being persecuted by the British government. The SIPT trials began on

December 18, 2015, after an indepth four year investigation into widespread Government corruption. The hearings were expected to last six months but the trial has seen many delays since it began. THE CHARGES Floyd Hall, McAllister Hanchell, Jeffrey Christoval Hall, Clayton Greene, Thomas Misick and Lisa Hall, are alleged to have conspired together and with others to receive bribes between August 1, 2003 and August 31, 2009 to enable Michael Misick, Floyd Hall, Hanchell and Jeffrey Hall to accept inducements by unlawful corrupt payments or other rewards while they were serving as ministers of Government. In another count, Floyd Hall, McAlliser Hanchell, Jeffrey Hall, Lillian Boyce, Clayton Greene and Thomas Misick were charged with conspiring between August 1, 2003 and August 31, 2009 together with Michael Misick and others to defraud the Government and/ or the Belongers of the Turks and Caicos Islands whilst they – with the exception of Greene - were ministers of the Crown by acting in a way that was contrary to the economic interests of the said Government and/or Belongers in respect to Crown land. In this count the Crown alleges that contrary to the Crown Lands Policy, they agreed that Crown land

be sold to particular Belongers at a value or in circumstances that were disadvantageous to the TCI Government and Belongers. The Crown also accuses the six of agreeing that particular Belongers become owners of Crown land at a value disadvantageous to the TCIG knowing that said land was not owned by the particular Belongers on terms consistent with the relevant and prevailing Crown Land Policy. In the same charge, the six are further accused of agreeing to the sale of Crown land at an undervalue thereby reducing the revenue to be obtained from the sale including the stamp duty. The Crown further alleges that they agreed that planning permissions and/or development rights would be granted to prospective developers on terms and conditions adverse to the interests of the TCIG and Belongers. Another count names Floyd and Jeffrey Hall, Lillian Boyce, Samuel Been and Melbourne Arthur. They are accused of conspiring together between January 1, 2004 and June 30, 2006 with Michael Misick and other persons to defraud the TCIG by arranging the transfer of Crown land at North West Point on terms that were contrary to the economic interests of the Crown. A similar count of conspiracy to defraud has been laid against Clayton Greene. That charge alleges that between January 1, 2004 and

July 31, 2008 he conspired with Michael Misick and other persons to defraud the TCIG by arranging the transfer of Crown Land at Juniper Point on terms that were contrary to the economic interests of the Crown. Yet another count of conspiracy to defraud has been laid against Floyd Hall and Thomas Misick. The Crown alleges that between January 1, 2006 and August 31, 2009 they conspired with Michael Misick to defraud the TCIG by arranging the lease of a Gulfstream jet on the basis that this was for the benefit the Government when in fact it was intended that the jet would be for the personal use of Michael Misick. A final count of conspiracy to defraud names Floyd and Jeffrey Hall, McAllister Hanchell, Lillian Boyce and Thomas Misick. They are charged with conspiring with Michael Misick and others between July 1, 2002 and August 31, 2009 to defraud the Progressive National Party (PNP) and its members. In this charge the five are accused of seeking and procuring donations in the name of and for the benefit of the political movement when in fact and truth the donations were applied for their own personal benefit. Alternatively or in addition to that accusation, the Crown alleges that they received and used the donations procured for a purpose which was not for the benefit of the political party.

POLICE SHUFFLE Gary Lightbourne, ex-bodyguard and driver of former Premier Michael Misick

Bodyguard of former premier testifies GARY Lightbourne, ex-bodyguard and driver of former premier Michael Misick, on Monday (May 17) testified in the SIPT corruption trial of Misick and seven others former government officials. Lightbourne’s testimony was deemed as very prejudicial by Misick’s lawyer, Queen’s Counsel, Ralph Thorne. He said it added nothing of substance to the trial and that it had no relation to any of the many charges against any of the defendants, particularly the former premier. He also protested that the witness could speak nothing to the functions of government. Thorne’s objection on that issue was one of many others, from him and other defence lawyers who felt Lightnbourne’s testimony was irrelevant. The former bodyguard was called to the stand to testify about an alleged meeting Misick had with Salt Cay developer Mario Hoffman in Prague. However, Crown prosecutor, Queen’s Counsel Andrew Mitchell was allowed to proceed with his examination of the witness. The court heard that Lightbourne had accompanied the former premier and other officials to the meeting where Misick met with Mario Hoffman, a wealthy Slovakian investor. However, the former bodyguard told the court, through questioning by the Crown, that he was never in any setting where Misick and Hoffman were discussing business in his presence. He did however tell the court that he had overheard a 30 minute conversation about a casino, between Hoffman and some other people, but was unable to say what casino or where it was located. Mitchell however, asked the witness if a casino was being constructed at that time in Providenciales, to which the witness said yes.

Lightbourne then testified about a meeting between Misick and Galmo Williams, who was also at the Prague meeting with Hoffman. According to Lightbourne’s testimony, there was really bad weather in Providenciales at the time they were in Prague, which had resulted in flooding to many areas. At this point, before the prosecutor could go any further, Queen’s Counsel Malcolm Bishop, lawyer for Thomas Misick the former premier’s brother, protested the line of questioning and where it was leading. Bishop told the judge that the prosecution was going in a direction intended show that Michael Misick had a bad character. His objection was not sustained as the judge stated that the prosecutor should be allowed to ask the question. Further questioning about that meeting with Williams, revealed that Williams had told Misick that Providenciales sounded like it was in trouble. Lightbourne told the court that Misick’s reply to Williams’ concern was: “Well you go.” The former bodyguard then testified that as far as he knew, Williams went back to the TCI, while he and Misick left Prague, then to Monte Carlo where Misick met with a woman. At this point the prosecutor stopped him, stating that the court doesn’t need to know about his personal affairs. Lightbourne testified that while there he stayed in his room. Mitchell then asked the witness about Misick’s living conditions when he became Premier. Lightbourne said that he helped the former Premier to move out from a condo he shared with his brother on the golf course. He was moving to a rented house in Leeward. He told the court that all Misick had was two suits and a few other things in the rental van when he

moved. Lightbourne then told the court about his resignation as Misick’s driver and bodyguard in February 2006, changes to the date of his resignation that he did not do and about his many applications for land. He told the court about two residential conditional purchase leases he was given first by Misick in December 2006 for land in Proggins Bay on Providenciales, and then by the then education minister Lillian Boyce, just a few days after for land in West Caicos. Lightbourne told the court that he had never applied for land at either location. Under cross examination the defence lawyers pointed out some discrepancies in Lightbourne’s witness statement, which he said he recalls signing on November 14, 2011. However, contained in the statement, there is a line that states that Lightbourne gave some documents to a Stephen Hopwood of the Royal Turks Caicos Islands Police Force on November 18, 2011. Repeated questioning by the prosecutor about whether he had signed a pink label that was placed on the documents, elicited from the witness that he could not recall signing the slip. The slip produced in court showed the date November 18, 2011, the name of the officer, and signature purported to be Lightbourne’s. Under continuous questioning, Lightbourne maintained that he could not remember signing the label, or the dates that he visited the Chalk Sound Police Station. The only thing he seemed quite certain of was that he had signed the witness statement on the day that he gave his statements to investigators. That date, Lightbourne said, was November 14, 2011. All the defendants deny all the charges against them. The trial continues.

ACCORDING to a recent police announcement there has been a shake-up at the top, which has resulted in the assignment of new roles and responsibilities for some members of the higher ranks. What are your thoughts?

Appearances

The more things change, the more they remain the same. The Romans had a saying that the best way to appear to be doing something was to reorganise. And this from a force that admits to leaving 75 percent of the reported crimes in this country “undetected” (I presume this to mean “unsolved”), while the United States expresses a serious concern about the role of the TCI in the shipment of drugs to their country. As much as we hate to, we really are forced to admit that all policing in this country is a joke. They could cover a significant portion of their operating expenses by just enforcing the stop signs at the Suzie Turn roundabout, and they can’t even do that! Is it any wonder the public is reluctant to come forth with crimerelated information, only to wonder how effectively or confidentially it will be dealt with by this collection of clowns?

Band aid

This is a start in the right direction but is a bandage. Solution is to retire some of the officers in the interest of the public good and let the ones who really care about this country help to fix the crime problem. A 75 percent un-detection rate is unacceptable in any society the size of the Turks and Caicos Islands.

Trust issues

The police department has long been dysfunctional and criminal activity on Provo has reached new highs. There is widespread belief in the Belonger community that corruption is rampant in the department and that members of the rank and file are actually engaging in criminal activities. Whether these issues can be addressed by changes at the top is anyone’s guess, but it can’t hurt.

Getting worse

Hope springs eternal. After numerous changes in the management of the police someday maybe, just maybe, our people will see some improvement. The constant turnover is an indication of the inability to find leaders to organise and manage a police force which has the ability to prevent and solve crimes. This condition also exists in all departments of the civil service which has been seriously underperforming for years. All the problems just keep getting worse.

More changes

We need a governor who has experience with security forces and we need permanent secretaries and ministers with management experience who are inclined to work not play. We are suffering from the Bar Association poorly managed to the police force which is full of corruption down to the government departments that fail to issue a simple birth or death certificate. We are rolling in taxes and surplus budgets but everything from the police force on down are in need of top management changes. Foreign force Yes demote the top and bring in all Canadian, Irish, and British, fully trained police and detectives. Get people with new ideas to curb the increase in crime, ie. stealing, homicides, to make our home a safer place.

Gov’t boasts $10.3m surplus this quarter

Twenty-two potential candidates in line for PDM BY OLIVIA ROSE AS ELECTION day approaches, 22 people have signalled their interest to fill the eight candidate vacancies for the People’s Democratic Movement (PDM). According to the party’s national chairman Douglas Parnell all current party position holders must reapply. Parnell told the Weekly News that the application process for potential candidates for the upcoming elections is now closed. He explained that moving forward the Candidates’ Committee, which is led by Carl Been, will shortlist the two at large and six district candidates. Parnell said the bulk of the applications submitted to the PDM for selection reflect vibrant intellectuals whose portfolios demonstrate professionalism and integrity. A public meeting scheduled for Thursday, May 19, in Providenciales at the party’s headquarters will be used as a platform for potential candidates to get acquainted with the committee, which is also staffed with the party’s leader and deputy leader. The PDM’s national chairman said the selection process will be swift although a survey will be conducted

within the electoral districts to ascertain which potential candidates are the preferred choices. Parnell has already signalled his interest in the Cheshire Hall, Richmond Hill district. He said: “We are waging a campaign to win and to put forth candidates who are electable and can win.” The party opened its process for candidate selection on January 25. The party’s constitution makes provision for the selection of candidates and qualifications for elected office in section 24. Candidates were required to, a) be members of the party in good standing, b) be registered voters and c) satisfy the qualifications for membership of the legislature as laid down by the constitution of the Turks and Caicos Islands. Additionally, prospective candidates for elections should be either, a) recommended to the candidates committee in writing by the branch of the party in the constituency concerned, b) recommended to the candidates committee by an affiliated member of the party or c) an individual member of the party in good standing who applies in writing to the Candidates’ Committee.

THE GOVERNMENT can again boast a positive financial position as the fourth quarter financial report recorded a surplus of $10.3 million. A total surplus of $68.6 million was recorded for the year ending March 31, 2016, according to a Government press release on Thursday (May 19). The country’s fiscal position is more favourable than the original and revised estimates for the year. Minister of Finance Washington Misick said that despite the positive results the TCI must not become complacent. “There is still much work ahead of us, as we continue our work in ensuring sustained economic stability and also the continual improvement of the standard of living of all residents of our Islands.” The result was largely due to the extraordinary returns in areas such as import duties, hotel and restaurant tax and stamp duty on land transactions, the release stated. Appropriate legislative compliance measures continue to be enforced and emphasis continued on adherence to both the Public Finance Management and the Public Procurement Ordinances. Fourth quarter results recorded a

surplus $10.3 million resulting in a total surplus of $68.6 million for the year ending March 31, 2016. Recurrent revenue for the fourth quarter totalled $70.7 million. Total recurrent revenue for the year was recorded at $259.8 million. This is a favourable variance of 12 percent ($27.9 million) against the budgeted amount, while realising a growth of five percent when compared to the previous year. Growth in import duties totalled $67.3 million at the end of the fourth quarter - up 12 percent from the budgeted amount. Strong performance was recorded in the real estate sector with stamp duty on land transactions totalling $26.9 million for the year, being 45 percent above budget. Favourable results came from the hospitality sector, recording $58. 2 million at year end for hotel and restaurant tax. Recurrent expenditure made up somewhat for previously shortfalls during the fourth quarter, being up 33 percent ($14.0 million) from the budgeted amount. Full year expenditure however, was six percent ($11.8 million) below budget, while recording a growth of 14 percent over last year’s outturn. The total amount spent on

capital projects at the end of the fourth quarter was $11.6 million representing a $14.8 million or a 56 percent shortfall from the budgeted amount of $26.4 million. This $14.8 million however, will be retained in the Development Fund to cover the cost of projects that were deemed committed as of March 31. Major projects during the year included $2.2 million spent on Long Bay High School phase two, $2 million spent on repairs to the Causeway Bridge, $0.5 million spent on repairs to the Wellness Centre in Grand Turk, $0.5 million spent in on various Carnival infrastructure projects and $0.4 million spent on Glass Shack road development. Misick said: “With the help of our taxpayers, vendors, civil servants and lenders we have managed to advance many of our projects that focused on infrastructure within the Islands and the education sector, while delivering a budget surplus for FY 15/16.” TCIG’s total outstanding debt as of March 31 was $44.3 million including $28 million borrowed from Royal Bank of Canada in February as part of a refinancing arrangement and a $5 million policy based loan received from the Caribbean Development Bank in March.

CJ throws out judicial review of magistrate’s decision THIS past week Chief Justice Margaret Ramsay-Hale dismissed an application for a judicial review requested by the Director of Public Prosecution John Masters. The matter was heard in the Supreme Court on March 3 and April 15 this year. The parties involved were Masters from the Office of the DPP, and the Attorney General Rhondalee Braithwaite-Knowles, who represented the respondent, Magistrate Jolyon Hatmin. Queen’s Counsel Ariel Misick, also appeared and made submissions in defence of the magistrate’s decision, on behalf of the Bar Council, which was an interested party in the proceedings. The issue surrounded the magistrate’s decision not to allow Stephen Hill, an attorney from the United Kingdom and who was contracted by DPP’s office, to be heard in his court last July. Hill was contracted by the DPP to appear in court as and when instructed to do so. But on July 24, 2015, when he appeared in the magistrate’s court to represent a matter for the DPP, Hatmin refused to hear him on the grounds that he was not qualified to practice law in the Turks and Caicos Islands. This is because he was not

admitted to practice in the TCI nor deemed admitted under the provisions of the Legal Profession Ordinance which regulates the practice of law within the Islands. In seeking a review of this decision, Masters, who represented the matter in person before the Chief Justice, submitted to the supreme court that Hill was at that time a subordinate officer of the DPP under section 100 (3) of the constitution. He also submitted to the court that Hill was therefore exempt from the provisions of the Legal Profession Ordinance. He was also seeking an order from the Chief Justice directing Hatmin to allow Hill to appear in his court. Masters’ argument was that the constitution gives him unfettered powers to appoint subordinate officers as is the case with Hill, and that the legal profession ordinance does not come into play in these instances. However, the court disagreed, stating that while the DPP is at liberty to make application to the court for the admission of any attorney that he wishes to appear in any cause or matter, the Legal Profession Ordinance provides that it is a matter for the Chief Justice, and not the DPP, to determine whether the applicant is a fit and proper person to be admitted to the Bar. The Chief Justice also found

that while the DPP an independent prosecuting authority established by the constitution that independence is intended to free the DPP from political oversight or interference when carrying out his constitutional mandate to institute, take over, continue and discontinue proceedings. But that it does not free him from due observation of the law or the provisions for appointing public officers set out in the constitution from which he himself derives his authority to act. The judgment read: “Mr Master’s submission that the LPO applies to everybody who practices law in the TCI except the DPP who is not in any event required to be an attorney and who is at liberty to instruct persons who are not attorneys, or persons who are attorneys but are not admitted to the practice here, to appear in our courts, is frankly startling.” It goes on to read that the LPO restricts the practice of law to persons who are admitted to the local Bar and to the Crown law officers who the Ordinance deems admitted under section 14 (1), and that breach of its provisions constitute a criminal offence which would be prosecuted by the Crown Prosecutors in the usual way. The CJ added: “It cannot be

that the DPP is above the law he is appointed to uphold.” The Chief Justice stated that as an institution of good governance the DPP must uphold the rule of law, and that he cannot give himself the power to appoint officers subordinate to him within the office of the DPP, when constitutionally that power resides solely in the Governor, or his delegate, acting on the advice of the Public Service Commission. She further found that no person is entitled to practice law in TCI unless he or she is admitted to the Bar under and in accordance with the provisions of the Legal Professional Ordinance and that any attorney engaged by him to conduct matters in any of the courts who is not a member of the local Bar or a

Crown law officer must be admitted in accordance with the provisions of the LPO. In her judgment the Chief Justice stated that the Magistrate Hatmin was correct in refusing to hear Hill in his court, as he was not entitled to appear in criminal proceedings before the Magistrate’s Court, not having been admitted to the bar as required by the Legal Profession Ordinance. She noted that had he been permitted to appear, he would have been committing an offence under the LPO, aided and abetted by the magistrate. As such the DPP’s application for a judicial review was refused. She is expected to hear counsels on the issue of costs soon.

IN AN effort to curb Haitian sloops transporting illegal migrants to the Turks and Caicos Islands, Minister of Border Control Ricardo DonHue Gardiner met with the Haitian counsel to discuss possible solutions. The Ministry of Border Control in a recent release explained that there has been an increase in the number of illegal sloops entering the TCI recently. The subject minister met with the Haitian counsel to discuss the issue and to stem the tide of illegal migrants to the Turks and Caicos Islands. Gardiner before the meeting stated that: “The issue of illegal migrants to our Turks and Caicos Islands is an ongoing security concern that requires vigilance and effective policies to deter those who

would transport and smuggle illegal migrants into Turks and Caicos Islands. “We are taking measures to enhance our border security and I continue to work with the Haitian consulate here as well as the Haitian government to address this issue.” Over the next few months, the Ministry of Border Control will be implementing additional security measures to further enhance the protection and integrity of the Turks and Caicos Islands’ borders. According to reports from the ministry three sloops were detected and intercepted within the last seven weeks of which two were intercepted within three days of each other; the combined total was 230 people. The ministry has since cautioned those who would attempt to illegally migrate to the Turks and Caicos Islands that these vessels will be

detected by Turks and Caicos Islands radar systems, and passengers will be repatriated to their homeland. While reminding those in the TCI that might be inclined to harbour illegal migrants that the penalties for harbouring illegal migrants have been increased effective April 1. “If you are caught providing assistance or shelter to an illegal migrant, you are subject to a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or to both, as well as the possibility of revoking your status in Turks and Caicos Islands.” The Opposition last week lambasted the Government for not doing enough to address the issue of illegal entry. Leader of the People’s Democratic Movement (PDM) Sharlene Cartwright Robinson said real efforts must be made by the Government to

address the entry of illegal sloops into the country. “For a few years the Governor and members of the Government travelled back and forth to Haiti and have reportedly engaged in talks with the Haitian government and other authorities. “As shadow minister for border control, I posed questions over the years on the progress of these talks.” She noted that a few weeks ago the permanent secretary of the Ministry of Border Control and Labour reported that there was a decline in the number of sloops. “And within a week we have seen three, with a report of 12 escapees from the detention centre and one escapee from the airport ranks (a deportee). “We recognise the efforts of the CONTINUED 

The union believes that the contractual agreement between Beaches and some taxi drivers is depriving them of a decent life.

“This is the same as not paying TCIG minimum wage, it’s all about greed, plain and simple. “Greed on Beaches’ part and greed on the part of the drivers who engage in this nefarious act.” The taxi drivers union is calling on the Government’s swift intervention to address the issues and to take immediate action against those who disrespect the laws of the Turks and Caicos Islands. George Lightbourne, Minister of Home Affairs, Transportation and Communication, was present during two consecutive days of the protest in April and spoke to the taxi drivers to get a better understanding of their

concerns. Lightbourne said that they outlined in detail to him what their concerns are and he is committed to looking into them to determine their legitimacy. The taxi drivers also committed to giving him in written form a copy of all of their concerns. “We will be looking at them and analysing them to determine whether or not they are legitimate. “They have a right to protest so I am not here to say to them get away and don’t protest. “We now as the Government have to look at these concerns and analyse them,” Lightbourne said.

Food for Thought hosts sold out fundraiser MORE than 200 guests attended a buffet brunch at Mango Reef in Providenciales on Sunday (May 15) in support of new charity Food for Thought. The charity’s first fundraising effort was a chance for attendees to learn more about its goals. Food for Thought was founded by sisters Karen and Jeanne Savory in order to provide free breakfast to all children in the TCI’s government schools. The first phase, due to begin in September, will provide a healthy breakfast on every school day to the government primary schools in North, Middle and South Caicos and Salt Cay. The charity has already partnered with Caicos Express Airways, Lew 1 Shipping and Quality Food Centre to bring the food items in and transport to the schools. This means that all fundraising efforts can go towards purchasing nutritious food for the students. On a sunny morning at the popular restaurant Mango Reef guests were treated to a welcome mimosa (donated by Wine Cellar), a wonderful buffet brunch spread prepared by chef Florent Sourmont and his team, a raffle, a variety of fantastic silent auction prizes, quizzes, and face painting for the kids by the lovely Rogdreka Rolle. One of the highlights of the event was delightful steel drum music by the talented Val Kalliecharan. A good time was had by all. Karen and Jeanne thanked everyone who attended and gave their support to the important

initiative. “We are really appreciative of all the community support we have received so far – it was a good feeling when our first fundraiser sold out! “We have already had several people asking when our next event will be. “We are so grateful to Florent, Alexis and the brilliant staff of Mango Reef who really went above and beyond to make sure the event was a success.” The event raised about $8,500 thanks to the generous support of the guests and sponsors. It is estimated that it will cost about $200 per child per year to implement the programme. Presently the charity is about a third of the way towards raising enough funds for the first year. The Savory sisters said that they are pleased with progress so far but acknowledge there is much to do. Political Culture in the TCI

WHAT’S the story? This is a question that I have heard so often while I was at university, it is a question aimed to get at the heart of every issue. In the retelling of life this question focuses on ‘the main issue,’ a question that I believe we must now ask ourselves as a people. In exploring the national landscape of the TCI it is important for us to first discover which of our many issues is the most significant, in terms of its impact on other aspects of the TCI society, that one issue at the core of everything. That one issue that could change everything and which most likely needs change itself. For the TCI, I believe that issue is the matter of our political culture, an issue that seems to be the most impactful matter of our time, and one that is the least talked about. After all, the word ‘culture’ by definition isn’t just our past or our future, but it is especially our

present. It is what we are consciously and unconsciously doing because of the past, and what we will continue to do in the future if uninterrupted. While I am no political or cultural expert, I understand that ‘political culture’ describes the characteristics of a democratic society’s political structure. It is the attitudes, beliefs and practices held by a nation or group of people, which gives meaning to the political process and shapes behaviour in a political system. There is no political system without consensus between the politicians and the electorate. In the 1970s the political system shifted significantly. This shift was based on the belief by Islanders that they were entitled to the benefits of the activities of their own society and their willingness to take action in order to change the political system. Since, many politicians and others have manipulated this political philosophy, ingraining a sense of entitlement often without responsibility, thus creating a ‘me

first’ mentality with an attitude of blind allegiance to the political leadership, particularly along party lines. Hence, it is rarely about the country and always about ‘my party’ because we’re next in line to receive. This partisan sense of entitlement has fed political stagnation and senseless bickering that has led to political regression in most instances. The bestowing of all authority to political parties, rather than the enforcement of sensible laws and policies, has caused the TCI to fall into several political ditches over the past four decades. Consensus between government and electorate often being based on large scale partisan political appeasement. While particular appeasements may not be supported by all, as a whole, we often support many appeasements with the hopes of being the next to benefit. Don’t get me wrong, this doesn’t only happen in the TCI; political appeasements of some kind

happens in every country and often lead to problems and deficiencies in regards to national needs. The TCI is no different in this regard, as globally many politicians look at appeasements as ‘playing to your base,’ however, this global attitude still doesn’t make it right. So, how do we change this? I believe that, like every learned behaviour, attitude or belief, the current political culture in the TCI can be changed, as a matter of fact I am already seeing signs that it is already starting to change. The first step is to be aware of what’s happening, take stock of where we are as a nation and begin to hold accountable those given stewardship. The electorate must realise that it holds the real power, but as often said, with great power comes great responsibility. Next, I believe that political parties must change their behaviour, attitudes and beliefs – this can only come from those base supporters within the party, as party leadership will not make significant changes or stand on

principle without pressure from within. Pressure from external forces outside the parties has proven useless in creating sustainable change, as persistent attitudes prevail and win out. Lastly, our acceptance that ‘this is the way things are, we can’t change them and we have to go along with it’ continues to keep the negative aspects of the political culture alive. This is a false narrative that is consistently feed to the electorate in order to keep us pacified. The political culture must change if we wish to truly move ahead and build a society to benefit us all and not just a selected few. Hence, I firmly believe that one thing which may break the stronghold of the status quo is the emergence of credible political parties and/or independent candidates. These must be parties and candidates that seek to positively change the political culture and not benefit from it. Will this happen? That still remains to be seen and elections will tell.

COMMENTARY

Systemic weakness ONE conclusion of the Commission of Inquiry was that the TCI, an overseas territory of Britain, had suffered “systemic weakness”. We found this not only true but a basic fault of the British parliamentary system. In this system, which is a poor fit for a country as tiny and politically partisan as the TCI, the elected government has all the power. It is assumed that the people will pay attention to the opposition’s oversight and not re-elect ministers who are either incompetent or corrupt. This did not work in the TCI because we had a government so allegedly corrupt the entire cabinet had to be charged and taken to court. The entire government

including a new cabinet had to be removed and an interim administration installed for three years. Were the voters paying attention? Obviously they were not quite on board. They re-elected the leftovers from the party that was charged with corruption and incompetence. Three new ministers closely are related to the charged leader. Now after four years and $1 billion more gone we are waiting

for a second chance to return to a government of and for the people. It is long past time to complete the allegations of corruption and put aside current incompetence. Then we can start the long term healing which will allow the TCI to fulfil its destiny. Look around you my friends! Puerto Rico, an island territory of the USA but independently run, is now in massive bankruptcy. Most jobs in Puerto Rico are

government jobs. The USA will have to prop up the Puerto Rico economy the way the British propped up the TCI. Brazil, the temporary hideout of our errant leader, is a nation of 220 million and is now ready to impeach its leader because of corruption. Even the USA which has become top heavy in government and which lost its manufacturing value added business structure due to excessive taxation and government regulation is beginning to shake. Crazy politics from nasty Donald Trump to the social-communism of Bernie Sanders. The US is seeking some type of balance from voters so young they never lived through the era of USA self-contained prosperity this old hat enjoyed. The TCI is once again on the

launch pad of true prosperity foreseen by our National Hero PDM’s JAGS McCartney. It is long past time to learn our lesson and turn our backs on the likes of Saunders, Francis, Skippings, Misick(s), and now Rufus Ewing. Where have they left us? Our system assumes cooperation from the elected government with the opposition. The system provides for the opposition’s ‘private members motions’ with at least some support from the government members. “No,” says the PNP leaving the PDM opposition unable to do for the people until after election. Pay attention, petition for immediate election and show that after 13 years of disaster, enough is enough.

Now how exactly did the schnitzel find its way to Grand Turk? As with so many things, it depends who you ask and not surprisingly you can ask the same question a dozen times in the TCI and get a dozen different answers. Not so, thankfully, as far as the schnitzel’s culinary invasion of Grand Turk’s dinner plates is concerned. On this subject (most agree) the credit goes to Erika, manager of the Salt Raker Inn, who moved to the island in 2003. About four years ago, she decided to add the dish to her menu and it wasn’t long until it was the undisputed hit it is today. Says Erika: “Our schnitzel is so successful that it’s now being copied by others, in fact we are locally known as Schnitzelville.” And what’s the secret to making a good schnitzel? Suddenly Erika and team, especially Mitzy the cook, become very tight lipped and I almost feel like I’ve asked for the Coca Cola formula or the White House atomic code. Millipedes GARDENING 

Because they’ve got nothing else to do! Actually they are not worms but millipedes. Now you wonder if I’m talking about a millipede or centipede, read on. Millipedes are similar to centipedes but they have two pairs of legs per body segment where centipedes have only one pair of legs per body part. Both have one thing in common, they will both give you goose bumps. The common millipede that we find in the Turks and Caicos Islands is dark brown and reaches one to one and a half inches when fully grown. They are round and elongated, with many small legs. When dead or disturbed, they tend to curl into a tight coil. Millipedes do not bite or pose any danger to humans. They feed on rotting organic matter such as leaves and wood and rarely feed on tender green leaves and roots. They spend almost all their time in moist areas, such as under rocks or dead woods and in lawn thatch. Movement into houses often is sudden and sporadic, and you probably notice that invasions

often take place shortly after a period of wet weather and end as suddenly as they start. Because millipedes require high moisture, they usually die in a home within a day or two. Chronic problems are associated with damp conditions. Measures taken to dry out moist areas usually are sufficient. The hard body of the millipede, however, remains intact for a considerable time after it is dead. Because millipedes cause no damage in homes other than a minor annoyance, the best way to handle infestations is to wait a few days for the problem to subside, and then vacuum the bodies that remain. Remove debris and other favourable habitats from around building foundations to help reduce problems and seal or caulk openings around the house to reduce future millipede problems. Where problems are persistent and severe, insecticides may help reduce invasions. These may be applied around the house.

Pyrethroid insecticides (e.g. bifenthrin, cyfluthrin, lambdacyhalothrin, permethrin) are recommended for this use. Garden baits that contain carbaryl (Sevin) may also be used to control millipedes in gardens. Insecticides with these active ingredients are widely available at the nursery, sold under various trade names. Usually only shaded sides of the home need treatment. Whole yard treatments are unnecessary and not recommended. However, most sod webworm and white grub treatments applied to lawns will also control millipedes. When millipedes damage garden plants several practices can limit injury. Ripening fruit should be lifted off the soil, on mulch or other surfaces. Fruit that is overly ripe may be left in the garden to divert and concentrate feeding by millipedes. Similarly, millipedes can be concentrated under fruit rinds or moistened newspapers.

Labelled the event of the season, the party held under the theme, ‘Red, white and gold’ was held in the Palms ballroom. Guests were welcomed with a refreshing strawberry mojito and then led into the beautifully appointed ballroom decorated in the colours of the evening. There they were treated to a delicious three course meal, a press release from the charity said. Attendees were kept entertained throughout the evening by the beautiful and effervescent Bianca HarveyJoseph. Digicel began the night with a bang giving away ten vouchers containing variety of prizes, from cell phones to spa days. Patron of the Red Cross Jill Beckingham was in attendance with her husband Governor Peter Beckingham. Mrs Beckingham brought remarks commenting on the importance of the work of the charity and welcomed everyone to the event. The Bahamas: DNA leader open to FNM coalition DEMOCRATIC National Alliance Leader Branville McCartney on Tuesday confirmed he had been approached “several times” by senior members within the Free National Movement, as well as sitting FNM MPs, to join the official opposition. Mr McCartney said while the DNA will never “fold up” and join a “sinking FNM” he proposed for the two parties to “join forces and work together” to oust the Progressive Liberal Party government. However, Mr McCartney said FNM Leader Dr Hubert Minnis “is so full of himself and bad at politics” that he refused the offer unless the DNA disbands – something the DNA leader said “will never happen”. “The FNM is in the worst state they have ever been in. They have lost traction, they don’t have any money and they don’t want their leader,” Mr McCartney said. “They have a leader who lost five senators in the last four years, a leader who no one wants, a leader who let the PLP grab his testicles, tie them together and wrap them around his back. Dr Minnis cannot keep his party together and they want the DNA to join them.” “We have been approached but the bottom line is the DNA will not fold up,” he said. “I am not going to the FNM but I gave them a scenario where accommodations can me made. Why would we disband the DNA when the DNA is stronger than the FNM? At the rate the FNM is going, the

In late February, the DNA announced that Podestra Moore would be the party’s standard-bearer in Elizabeth and spokesperson for social services and women’s affairs. Emily Williams was ratified for Marathon and named spokesperson for culture. Additionally, Bushceme Armbrister was introduced as the candidate in Carmichael and party spokesperson for transport, while Brenda Harris was ratified as the DNA’s candidate for Bain and Grants Town and named spokesperson for financial services. Deadly attack on Haiti police headquarters as tensions escalate GUNMEN stormed a police headquarters in southern Haiti on Monday leaving at least six killed in a shootout and a related accident in an apparent uprising attempt days after the volatile country missed a deadline to sign in a new president. The police chief for Haiti’s southern region, Luc Pierre, said gunmen in military fatigues attacked at night in the coastal city of Les Cayes. They seized automatic weapons and killed a policeman before officers shot one of them dead. “Gunmen in military fatigue attacked police headquarters around 2.30 am, they beat several police officers and took away a number of weapons,” Pierre said, adding that several policemen had been wounded, one seriously. DR’s Medina claims election victory THE Dominican Republic’s President Danilo Medina has claimed victory in Sunday’s election as partial results show him ahead by a wide margin. With 67% of votes counted, Mr Medina had 62%, well ahead of his rival Luis Abinader on 35%. Mr Abinader admitted defeat but accused the president of misusing state resources to win re-election. Mr Medina’s Dominican Revolutionary Party also looked to have kept control of the Senate and Chamber of Deputies. At a rally for supporters, President Medina said the people had voted to “continue on the path that we started”. “We have received the support of the majority of the Dominican people,” Mr Medina told cheering supporters at his campaign headquarters in the capital Santo Domingo. Mr Abinader, addressing his

supporters, listed a series of alleged abuses. He accused Mr Medina’s party of paying people not to vote to reduce the opposition and said the governing party had swayed the electorate by being able to grant or remove publicsector jobs. “You should be aware that there were many Dominicans who did not vote for you,” he said in a remark aimed at Mr Medina. Electoral rules were changed to allow the president to run for a second consecutive term. Cayman rank third among foreign holders of U.S. debt A CARIBBEAN financial centre favoured by hedge funds is now the third-biggest foreign owner of U.S. government debt. The Cayman Islands, where more hedge funds are domiciled than anywhere else in the world, held $265 billion of Treasuries as of March, up 31 percent from a year earlier, according to data the U.S. Treasury Department released Monday. It was the first time that the U.S. released details of bond holdings among OPEC and Caribbean countries, and it came in response to a Freedom-ofInformation Act request submitted by Bloomberg News. The stockpile makes the British territory, an offshore tax haven with about 60,000 residents, the largest holder after China and Japan. Those nations, the world’s second- and third-biggest economies, each own more than $1 trillion of Treasuries. The surge in ownership of U.S. debt for the Caribbean getaway shows that hedge funds are joining

more traditional mutual fund managers in buying Treasuries amid lackluster returns in other assets, with many global stock indexes posting losses in 2016. UN ‘deeply disappointed’ over missed election deadlines in Haiti

Royal Bahamas Defence Force (RBDF) conducted an exercise early this month focused on reviewing plans for disaster response in the event of an active hurricane season.

Bahamas already preparing for active hurricane season FORECASTERS are predicting an active 2016 storm season in the Atlantic region, with as many as eight hurricanes forming, of which three are projected to be major storms. Experts suggest that this year’s season - which starts officially on June 1 - would be above average, with the most active forecast since the 2012 storm season. On Tuesday, the Bahamas’ National Emergency Management Agency (NEMA) director Captain Stephen Russell told The Tribune he endorsed forecasts published by a number of international meteorology institutions. The National Hurricane Centre (NHC) is predicting 12 to 14 named storms, of which eight are expected to intensify to hurricane strength, with three becoming major storms – category three or higher. The forecast provided by the NHC differs slightly from forecasts being offered

by other institutions but was supported by AccuWeather, which expected the formation of 14 named storms this season, with eight predicted to be hurricanes and four major hurricanes. Global Weather Oscillations (GWO) has predicted the formation of 17 named storms, with nine hurricanes and four major hurricanes. In comparison to the 2015 forecast, this year’s predictions call for two more major storms (0-1 in 2015), at least four more hurricanes (1-4 in 2015) and nearly double the amount of named storms (5-10 in 2015). The 2015 forecast was considered the one of the more calm compared to 30year averages. Experts contend that while there is no direct correlation between prediction and occurrences, in recent history predictions have often proved accurate. Despite its calm forecast, two of the storms from the

2015 Atlantic basin storm season have now been officially retired due to their destruction - Erika and Joaquin. Joaquin devastated the southern islands of the Bahamas last October as a category four hurricane with strong winds and storm surge. The two storms were the 79th and 80th Atlantic storm names to be retired since 1954. The naming list is recycled every six years and Erika and Joaquin will be replaced by Elsa and Julian. The 2016 Atlantic storm names are Alex, Bonnie, Colin, Danielle, Earl, Fiona, Gaston, Hermine, Ian, Juli, Karl, Lisa, Matthew, Nicole, Otto, Paula, Richard, Gary, Tobias, Virginie and Walter. Capt Russell told The Tribune that his office is already working to implement a number of “course corrective measures” throughout many of the Family Islands adversely affected by Hurricane Joaquin last year.

On 14 February, the Haitian National Assembly elected Jocelerme Privert as the island nation’s interim president, one week after former president Michel Martelly demitted office without a successor. On 25 April, UN SecretaryGeneral Ban Ki-moon said he was deeply concerned that the agreed-upon date for holding elections in Haiti – 24 April – had not been met. That date had been set following an agreement – known as the 5 February Agreement – between Haitian stakeholders to preserve institutional continuity and further the electoral process. THE United Nations Security Council has expressed its deep disappointment that Haitian officials have failed to meet the election and inauguration deadlines agreed upon in the February political accord, calling on all concerned to ensure the prompt return to constitutional order. In a statement, the council welcomed, however, the reconstitution of the Provisional Electoral Council (CEP) and noted the establishment of a commission to evaluate and verify the elections held in 2015, stressing the need for the commission to be technical, apolitical, transparent and complete its work within its 30-day mandate. “The members of the Security Council noted the increasing number of challenges Haiti faces; they can be best resolved through close coordination between a democratically elected government, Haitian civil society, and Haiti’s international partners,” the statement said. US election: Trump ‘has regrets’ but ‘had to fight campaign’ that way PRESUMPTIVE US Republican presidential candidate Donald Trump has admitted he “has regrets” about his US election campaign but said he would not have been successful otherwise. He was speaking to Fox News presenter Megyn Kelly, with whom he has had a feud since a TV debate last August. When pressed about why he retweeted “bimbo” jibes about her, he said: “Did I say that? Ooh. Excuse me.” In another interview, he said he was open to meeting North Korea’s leader. The interview with Ms Kelly was largely seen as an attempt to bury the hatchet after months of rancour between the two, with the journalist taking the initiative to set it up. During the August debate, Ms Kelly had probed Mr Trump on his comments about women. Afterwards, he insinuated she had treated him unfairly because she was menstruating. “You could see there was blood coming out of her eyes, blood coming out of her - wherever,” he said. In March, Fox defended Ms Kelly, saying: “Donald Trump’s vitriolic attacks against Megyn Kelly and his extreme, sick obsession with her is beneath the dignity of a presidential candidate who wants to occupy the highest office in the land.”

AN EgyptAir flight from Paris to Cairo made two sharp turns before plunging into the Mediterranean Sea, Greece’s defence minister says. Panos Kammenos said the Airbus A320 had “turned 90 degrees left and a 360-degree turn to the right” and dropped more than 6,700m (20,000ft) before disappearing from radar. Sixty-six people were on board, most of them from Egypt or France. A major search is under way in seas south of the Greek island of Karpathos. Greek and Egyptian armed forces are involved in the effort, and France has offered to send boats and planes. Egypt’s Civil Aviation Minister Sherif Fathi told a news conference it was too early to rule out either terrorism or a technical failure as the reason behind the plane’s disappearance. He said search efforts were concentrating on an area of the Mediterranean near the Greek island

of Karpathos, but no wreckage had yet been found. Of those on board, 56 were passengers, seven were crew members and three were security personnel. A Briton was among those on board. Flight MS804 left Charles de Gaulle airport in Paris at 23:09 local time on Wednesday (21:09 GMT) and was scheduled to arrive in the Egyptian capital soon after 03:15 local time on Thursday. EgyptAir said the plane had been flying at 11,300m (37,000ft) when it disappeared from radar shortly after entering Egyptian airspace. Greek aviation officials say air traffic controllers spoke to the pilot when he entered Greek airspace and everything appeared normal. They tried to contact him again at 02:27 Cairo time, as the plane was set to enter Egyptian airspace, but “despite repeated calls, the aircraft did not respond”. At least 37 people have died and 21 are missing after three days of incessant rains that came just a couple weeks before the monsoon season. Emergency workers have been rescuing people trapped in their homes by rising waters. Fields and streets are submerged throughout the country. The Colombo-based Disaster Management Centre says 223,687 people have been affected by the floods and landslides. Some 200,000 people are currently being housed in hundreds of welfare centre across the country. Gun that killed Trayvon Martin ‘sold’ in private auction THE handgun used to kill unarmed black teenager Trayvon Martin in 2012 has been sold in a private auction, according to the website that hosted the sale. George Zimmerman, who was acquitted of Trayvon’s murder, auctioned the gun, calling it an “American icon”. Auction host, UnitedGunGroup. com, did not disclose the sale price, but persons are claiming that the final bid was well over $100,000. The sale of the gun has drawn criticism from those claiming Zimmerman was seeking to profit from Trayvon’s death. Gun rights advocates have applauded him for exercising his legal rights under current US law. There were two separate auctions being hosted on UnitedGunGroup. com - one for prequalified bidders and one for the general public.

UnitedGunGroup.com said that the highest public bid of $138,900 (£95,219) by “John Smith” was not authentic. “He was on the fake auction page, we had two auctions going at the same time,” they said in a tweet. Another gun auction website and two other prominent gun auctioneers had previously refused to sell the weapon. Earlier attempts to sell the gun online were hacked and fake bids were placed, causing that auction to be cancelled without a sale. Last week’s highest bid of $65 million was posted by one “Racist McShootFace”. Texas man who ran orphanage in Malawi admits sexual abuse A TEXAS man who managed an orphanage in Malawi has pleaded guilty to sexually abusing orphans at the East African facility. Gerald Campbell pleaded guilty before a U.S. magistrate Wednesday in Midland, Texas, to one count of engaging in illicit sexual conduct in a foreign place. The 66-year-old Odessa man could get 10 years to life in prison. Sentencing hasn’t been scheduled yet. Campbell admitted to sexually abusing eight orphans at the Victory Christian Children’s Home in Malawi between 1997 and 2009. Campbell was general manager of the orphanage. To entice the children, Campbell said he offered access to better accommodations and amenities such as hot water. Campbell also said he sent hush money to some victims. (NYDailynews)

THE Sun breached press regulations with its front page headline suggesting the Queen was in favour of the UK leaving the EU, the press watchdog has ruled. The headline, “Queen backs Brexit”, published on March, was “significantly misleading”, the Independent Press Standards Organisation (Ipso) said. Buckingham Palace complained, insisting the Queen was “politically neutral”. Editor Tony Gallagher said he did not accept an error had been made but had published the judgement as required. He told BBC Radio 4’s Today programme: “We made a judgement that the headline was right and that it was backed up by the story. “We are members of Ipso and we respect the Ipso code and that’s why we publish their judgement in full. You’re asking me if I accept we made a mistake - in all conscience I don’t.” Ipso said the newspaper was ordered to publish the decision “as a remedy”. It appears at the bottom of page two of the paper - although there is also a headline on the Sun’s front page referring to it. The paper also leads its editorial column with its own verdict on the decision, saying that it respects Ipso and understands the Queen’s complaint - but that it stands by all details in its story.

But Buckingham Palace said the headline meant the Queen was a supporter of the Leave campaign in the 23 June referendum - which it said was “misleading, distorted, and unsupported by the text”. Mr Clegg called the story “nonsense” but the Sun said it stood by its story and would defend itself “vigorously”. Mr Gallagher said: “I don’t think were I doing this again tomorrow I would act in any way differently whatsoever, given what I know about the detail of the sourcing and given what I know about the detail of the conversation.

Areas most at risk are those where Aedes mosquitoes may spread the virus, like the Black Sea coast of Russia and Georgia and the island of Madeira. Countries with a moderate risk include France, Spain, Italy and Greece, while the risk in the UK is low. The UN agency is not issuing any new travel advice at this time. The WHO is calling on countries to eliminate mosquito breeding sites and to make sure that people particularly pregnant women - have information on the potential harmful consequences of the disease. The agency says most countries that could be affected are well prepared to pick up any new cases and deal with them quickly - but others must bolster their ability to diagnose the virus. Such is the case with the death of Prince. But in a ruling published Monday, the Minnesota judge overseeing Prince’s estate has said anyone claiming to be the

late entertainer’s heir could be subject to genetic testing. And District Judge Kevin Eide ruled potential heirs will need to pay for the testing themselves. But anyone who really is the Purple One’s descendant could probably get reimbursed for the cost: they would stand to inherit at least part of an estate worth millions of

dollars. A special administrator still trying to find all the assets spread across multiple states and potentially even countries. The decision comes after the special administrator overseeing Prince’s estate, Bremer Trust, asked the court to put in place a procedure to test those who are claiming to be Prince’s heirs. Ukraine’s Jamala wins Eurovision competition UKRAINE’S Jamala has won this year’s Eurovision Song Contest, held in Stockholm, Sweden. The country scored 534 points with its song 1944, about the deportation of Crimean Tatars under Josef Stalin. Australia finished second with 511 points, while Russia - which was the favourite going into the competition - was third with 491 points. Joe and Jake, who represented the UK with their song You’re Not Alone, finished in 24th place with 62 points. Jamala is the first Crimean Tatar to perform at the contest and her song caused controversy because of alleged political overtones. The patient is expected to regain normal urination and sexual function in the next few months. The 15-hour operation took place

earlier this month at Massachusetts General Hospital and involved more than 50 doctors from many departments including urology, psychiatry, plastic surgery, and several others. Although penile injuries are not always fatal, “the psychological aspects of such an injury can be overwhelming” hospital officials said in a press release. Mr Manning hopes that by speaking publicly about his experience he will remove the stigma of genital injury and inspire other men to remain hopeful about recovery.

TRACES of tsunamis on Mars are the newest clues yet that the Red Planet once had oceans, which could have supported life, researchers said. These killer waves might have been triggered by giant meteor impacts, scientists added. Although the surface of Mars is now cold and dry, there is a great deal of evidence suggesting that an ocean’s worth of water covered the Red Planet billions of years ago. Since life is found on Earth virtually wherever there is liquid water, some researchers have suggested that life might have evolved on Mars when the planet was wet. Life could survive there even now, hidden underground, some scientists have said. Still, there remains much debate over the existence and extent of ancient seas on Mars. For example, until now, scientists lacked concrete evidence of ancient shorelines cut by waves on the Red Planet. But new thermal images of the northern plains of Mars reveal what may be ancient scars left by two mega tsunamis about 3.4 billion years ago, researchers said. That was

long-lived oceans on Mars,” study co-author Alberto Fairén, a planetary scientist at the Center of Astrobiology in Madrid and Cornell University in New York, told Space.com. The scientists examined ancient Martian shorelines for anomalies and discovered lobes modifying portions of these coasts. “Lobes are curved, roundish projections formed by deposits of sediments,” Fairén said. These objects are huge, reaching up to hundreds of miles long and wide, said study lead author Alexis Rodriguez, a planetary scientist at the Planetary Science Institute in Tucson, Arizona. Similar but smaller lobes are seen on Earth after catastrophic waves. The researchers suggested that the Martian lobes were caused by two giant tsunamis, which extended over a wide range of elevations, from gently sloping plains to cratered highlands. The older tsunami inundated an area about 309,000 square miles (800,000 square kilometers) in size, while the younger one drowned a region about 386,000 square miles (1 million sq. km) large, the researchers said.

Scientists warn many popular vitamins and supplements are hazardous to health A JOINT investigation by the New York Times and the PBS Frontline programme has raised concerns about the quality and safety of vitamins and dietary supplements. The report, aired earlier this week, asked leading clinicians and researchers for their assessment of whether products actually did consumers any good. On the contrary, it found that in the multi-billion-dollar industry, some supplements and vitamins could actually be harmful. According to paediatrician Paul Offit, from the Children’s Hospital of Philadelphia: “We love the notion of a magic pill. It’s something that makes it all better. It’s just too seductive.” Dr Offit went on to question why people were taking supplements and vitamins in the first place. “You need vitamins to live. The question is, do you get enough in food? And I think the answer to that question is yes,” he said. “Then you look on the back [of vitamin and supplement bottles] and you find that a number of these vitamins are contained in amounts that are much greater than

the recommended daily allowance (RDA). Now there are studies done showing if you take a mega vitamin, you actually can hurt yourself.” “You actually can increase your risk of cancer, increase your risk of heart disease. I think few people know the risks they’re taking. If you take large quantities of Vitamin E as a supplement, you clearly and definitively increase your risk of prostate cancer,” he added. “And in a better world, in a regulated world, were Vitamin E a regulated product, it should have a black-box warning on it that says just that.” He added pills that contained 1,000mg Vitamin C went “against what nature intends” as people had to eat eight rockmelons to make up that amount. “It’s a dangerous thing to do,” Dr Offit said. And when it came to vitamin D, Brigham and Women’s Hospital’s Dr JoAnn Manson told PBS Frontline that people were “taking too much.” “The [US] Institute of Medicine recommended avoiding getting above 4,000 IUs daily because that could be associated with adverse events – calcium in the urine, which can be associated with kidney stones, high blood calcium, calcium in the arteries, vascular calcification, as well as soft tissue calcification,” she said. “And there are now studies that show a U-shaped curve that those who have high as well as low blood levels of Vitamin D have higher risk of cardiovascular disease, as well as all-cause mortality.”

IOC says 31 athletes could miss Rio after positive Beijing drugs re-tests THIRTY one athletes from six sports could be banned from this year’s Rio Olympics after failing dope tests when 454 samples were re-examined from the 2008 Beijing Games, the International Olympic Committee said on Tuesday. The IOC also said it would start re-testing Sochi 2014 winter Games samples after allegations of tarnished samples were made last week by Russia’s former top anti-doping scientist. Some 250 samples from the London Games will also be reexamined. In an effort to crack down on cheats during the Olympics, the IOC said this was targeted re-testing on athletes likely to be at the Rio Games starting on Aug. 5, and those found to have tested positive would not compete. An IOC official told Reuters no names would be made public at this stage until athletes had been informed and a second sample, or B-sample, tested as well. “The aim is to stop any drugs cheats coming to the Olympic Games in Rio de Janeiro,” the IOC said. “The (IOC) Executive Board agreed unanimously to initiate proceedings immediately, with the 12 National Olympic Committees concerned informed in the coming days.”

The UWI student ran 46.22s for a fifth place finish—his best time so far this season. “I’m getting better each race. I’m not race fit yet, but my coach is happy because I had a little hamstring issue which I’m sorting out slowly, so I

should be running fast in a couple of weeks.” The Grand Turk born British sprinter has had a relatively calm season, with a lot less races than last year, due mostly to not being 100% fit and because he is in preparation mode for the Olympics trials. “I felt great in the race and I feel confident in my preparation for the [British] Olympic trials in June.” The trials are set for Birmingham, England from June 24-26.

Delano Williams will continue to work on his speed as he prepares for the British Olympic trials in late June.

Knights and Police looking to close out opponents THE FIVE Cays Knights and the Police Badgers will look to close out their semi-final series against three-time defending champions the GT Stallions and the South Caicos Harbour Ballers respectively. The Knights, who finished eighth in the regular season, have truly morphed into a cohesive unit and look like championship material. After beating the top seeded Flyers 2-1 in the first round they are now 2-0 ahead of the dominant Stallions in the best-in-five series. On Friday last at the Gus Lightbourne Sports Complex the Knights surged to a 90-84 win against the Stallions in game one even without their big men Mike Cumberland and Mark Handfield. Melvin Elsie, was key, the shooting guard fired from all cylinders for a game high 38 points, four rebounds and three steals. Off guard E. Jean also shot the ball well with 27 points and two boards. Levenskay Missick led the Stallions with 27 points and five rebounds, while Clifton Jean, who dominated the first round, added 12. The experience Cumberland continues to impress. In game two, on Saturday night, he scored 22 points, pulled down seven rebounds, dished out six assists and made three steals. Elsie added 20 points, three boards, three assists and three steals. Jean bounced back with 22 points

and four boards for the Stallions. INJURIES In the other series the Badgers are also 2-0 ahead. The dominance of the Ballers in the first half of the regular season is a distant memory. In game three the Ballers however feel they can perform better more so because they have been plagued by injuries so far this series. After losing starting guard Yamarli Amparo, who has since returned home to the DR, the Ballers are without a driving force at point. Additionally the Parker brothers have not been their dominant selves. Alvardo injured his back in game one and since then he has not been able to dominate the post, while big brother Alvin has been down with a stomach virus. Alvin told the Weekly News on Thursday afternoon that he has been working out and is ready to give it his all in game three. In the opening game of the series last Friday the Lawmen romped to a 114-82 win with Eventz Kobe Dubois and Peterson Sylvain leading the charge. Dubois scored 28 points and five assists while Sylvain finished with 25 points and three assists. Rookie Dwayne Simmons chipped in with 16 points. seven boards. If either of the games goes to game four, the series will continue on Saturday night at the same venue, but if the semi-finals end on Friday night, the finals will start next Friday.

Burey fires Academy to Turks Head Cup title RAYMOND Burey scored four goals to lead the AFC Academy to a come-from-behind 5-2 win against rivals Beaches FC in the final of the Turks Head Cup on Saturday last at the TCIFA ground in Providenciales. With both teams in a close battle for the league title, a Cup victory was also a momentum and confidence builder. Beaches took the initiative early as an unmarked Coy Haughton headed in from a corner. The side had another header chance, but that was well saved. The resort team continued to press forward and were the aggressors—until Burey took

control. Using his speed, he converted a through ball from Ras Diamond to equalise and then took his team ahead with a hard left foot shot, which keeper Grant parried, but could not keep out. Beaches began the second half a lot like the first, aggressive and with a lot of energy, and it almost paid off after a couple of good attempts, but it was the Academy team through a Wilkins Sylvain strike that changed the score (3-1). A great through ball by Markenly Amilcar set up Burey to make it 4-1 in the 68th minute, before the teen

struck his fourth with a looping shot over the keeper after a good crossfield assist from Sylvain. Beaches had at least two other

good shots on goal: one was cleared from the line and the other rocketed over the bar. With the game already decided the

eventual second placed finishers got some comfort towards the end when Dwayne Lindsay struck one through the uprights.

Quality Super Kings defeat Kishco in cricket opener THE QUALITY Super Kings recorded a six-wicket win over Kishco in the opener of the TCI Cricket Association Summer T20 Cricket Competition last Sunday at the Downtown Ballpark. Medium pacers Robert Johnson and Naga Kuthalingam were outstanding with the ball after the Kings won the toss and inserted their rivals to bat first. The veteran Johnson led the attack with a man-of-the-match performance of 4-17 from four overs, while opener Kuthalingam took 3-14 from 3.1 overs. Jittu Ganlani showed form after leading Kishco with 55

runs (8X4s, 1X6). Whereas Pawan Kumar added 27 as the side mustered 120 before being bowled out in 17.1 overs. When the Kings batted, Odane Ewart led the attack with 44 (4X4s), while Kuthalingam chipped in with 22 (3X4s) as the eventual winners raced to the winning total in 14.2 overs. Smijo Devassey, Lloyd Lynch, Kumar and Vinod Panekar took one wicket each. The T20 tournament which is expected to run until August includes Police, Beaches, the Mitsubishi Electric Tigers and the two teams which played the opener.

Ifeanyi Otuonye also ran a personal best split in the 4X400M relays.

NATIONAL athlete Ifeanyi Otuonye missed defending his Big XII Outdoor title by the smallest of margins when he competed in the long jump event last Saturday at the Lowdon Track and Field Complex, in Fort Worth, Texas. The Kansas State University senior, who will graduate later this year, jumped 7.74M for a silver medal. The first place finisher jumped 7.75M. Otuonye, who won the event last year, was favourite for the title after nabbing the indoor Big XII title earlier this year. “I was blessed to have come out and competed in my last Big XII and was grateful for the opportunity.” An “angry” Otuonye then pulled his team from an eighth rank to fourth place in the 4X400M race. Running the second leg, the national long jump champion (both indoors and outdoors) clocked 46.3s which bettered his previous outdoor best of 46.8s. “I ran pretty angry because of what happened in the long jump. But we ended up finishing 4th which was very good because we came in ranked 8th, so we upset a lot of teams.” Although his Big XII days are over, the 21 year-old is in the thick of his outdoor season, since he has his eyes on the Regional and National university competitions.
