Government lost $55m in revenue in one year FROM April 1, 2007, to March 2008, the Turks and Caicos Islands Government, headed at the time by Michael Misick, lost $55 million in revenue due to duty that was foregone in several areas. In court last week, former customs collector Terry Selver testified about a number of discrepancies in the system, revealing that the Government collected just under $10 million in import duties in that one year. The highest loss was recorded as result of legislative exemptions, which related to exemptions given under development orders. This sum was $18 million. The second highest recorded loss was in goods imported where the importers only paid five percent, this figure was $14.5 million. Within government bodies, where goods valued at $27 million were imported, the revenue foregone was seven million. These items included goods for government and statutory bodies such as furniture, specialised equipment, regular equipment, and supplies. For goods that attracted only 10 percent duty, $8.1 million worth of duty was foregone. These goods were valued at $41 million. In that same period, $1.171 million was also granted in ministerial exemptions. Selver testified that between 2003 and 2009 the ministerial exemption for import duties for various

developments was used quite a lot, more than it was before 2003 or after 2009. Selver said he had no discretion when it comes to the waiving concessions Asked how he learned about the ministerial concessions, Selver said it was usually contained in a letter from the finance. He said that there were a fair amount of concessions given. Asked to approximate how often these concessions were arriving/ being granted, he said at least weekly. The categories they were being granted for included developments that were being undertaken, new construction or outfitting of a business, and a number of other things. He explained that these ministerial

waivers were not the same as development orders, and that they were sometimes granted to facilitate the early stages of a development. Selver said these granted concessions were never published in the Gazette as the ordinance dictates they should; and that as far as he knew they never were before he became the customs boss. However, he did say that there came a time when publication did start again, but only for a short period. Asked if he ever raised concerns about the amount of concessions that were being granted by ministers, Selver said yes, he raised it with the finance ministry. The witness said he had a responsibility for revenue protection which included managing

concessions. He added that in his view he was seeking the ministry’s cooperation to help him better manage the concessions that were being given. He explained that it is the customs department’s responsibility to manage the concessions being granted by the ministry of finance in a better way, and had as such outlined several recommendations in a document to the ministry. While there is no required date limit for items imported into the country on concession, Selver stated that from a revenue protection standpoint there should have been a date limit, value limit and other things in order to better manage the concessions. He testified that for most of the concessions he did not get a date

limit on them, and asked if he ever spoke to the subject minister at time, defendant Floyd Hall, Selver stated that he wrote to the ministry with recommendations he would like to see enacted. These recommendations were proposals to standardise concessions. Selver said the categories he outlined included clear description of the items that were included in concessions, a time limit, value limit and ways in which to advice the importer about restrictions on the use of the goods and to advice importers that the customs department will be following up. The prosecutor then asked the witness if these ministerial waivers resulted in revenue being reduced to the country, the witness answered: “Yes, of course.”

$8m earmarked for Grand Turk masterplan SOME $8 million has so far been designated for the execution of the works detailed in the Grand Turk masterplan. This was recently revealed to the press by Premier Rufus Ewing. Premier Ewing stated that the money is coming from the Carnival Infrastructure Fund, as well as from the Government. He noted that the scope of work is expected to span several governments and is intended to be a work in progress. The plan was first put to the House of Assembly back in 2014. Earlier this month the public was invited to witness the presentation of the plan in the nation’s capital and discuss some of the projects that are being proposed for implementation. It was later presented to Cabinet on May 12 where it was agreed to in principle. The Premier explained: “The masterplan calls for more detailed sub-plans such as the district planning within the town area of Grand Turk. “Those will be developed in the future, but we hope we will be able to execute quite a bit of it, some of it this year, some next year and in subsequent years.” The plan addresses areas such as land use planning, site planning, tourism planning, historic preservation and transportation planning. Some years back the ambitious plan was commissioned by the Government in collaboration with

Carnival. It was intended to set out all the physical infrastructure in Grand Turk and provide a more orderly town. The idea is recreate the old Grand

Turk, by designating and preserving a historic district on the island. The identified area for this district started at the Osprey Hotel corner and ended at the former Cow House

corner. Since that time the masterplan was developed by Atkins International, and last week Cabinet was presented with it.

The plan was agreed to in principle by the members and a further review of the priority list of projects will soon be undertaken in order to establish a project timetable.

Court staff strike following alleged mistreatment

Magistrate Jolyon Hatmin. According to one official at the court who opted to remain anonymous, workers of the court are being subjected to hostile working conditions. The official said several attempts were made by the staff to voice their concerns with management but those efforts yielded no results.

The spokesperson said that when grievances with working conditions were brought to management’s attention they were told that if they are unhappy they could leave and find another job. Speaking on behalf of other staff members, the official told this publication that the protest action

came as a last resort, to demonstrate their frustration and to bring some degree of resolution to the problems they face on a daily basis. The official pointed out that there is a consistent lack of respect, poor communication and unfairness at the courthouse. Information received revealed that

there was grave dissatisfaction among staff members as it relates to their relationship with the management style of a newly-appointed court administrator and the chief justice. The court staff fall under the purview of the Chief Magistrate Jolyon Hatmin who has been acting in the post since Clifton Warner

retired back in December 2015. The sick-out ultimately indicates that important criminal and civil matters will be on the back burner until the ongoing matter is addressed. Several attempts to reach magistrate Hatmin and the office of public prosecutions by the Weekly News up to press time proved futile.

Premier says no victimisation of Jamaicans BY OLIVIA ROSE PREMIER Rufus Ewing has dismissed claims of victimisation against Jamaicans residing in the Turks and Caicos Islands. According to recent reports in the Jamaican Gleaner some Jamaicans alleged that they are being harassed and singled out by TCI immigration officials. However Premier Ewing during a recent media conference told reporters that this is not the case. “I would like for us to really dismiss this notion that there’s an issue of divide regards to Jamaicans in Turks and Caicos and how they are treated and so on. “I’m not saying that there are not small instances that it does happen, but by and large that is not the case. “We welcome everyone in this country and I would not like for those small issues to affect relationships at higher levels of government. “Jamaica for many years has been the source of education for our people going all the way back from when we were under governorship of Jamaica and I would like for that to continue and blossom.” Allan Hutchinson, Jamaica’s honorary consul in the Turks and

Caicos Islands, told the media that he is unaware of the reports. Looking ahead, the Premier revealed that the government of the Turks and Caicos Islands is looking to strengthen its bilateral relations with Jamaica. This follows a recent courtesy call he made on the newly elected prime minister of Jamaica Andrew Holness. Ewing said it was important for him to pay a courtesy call on the prime minister since he came into office to establish cordial relations and to formulate talks on how both countries can strengthen their long standing partnership. He said: “We had a good meeting where we discussed challenges in the region and areas where we can have relationships especially in the area of trade and things that he is passionate about with regards to how we can partner within the region.” He noted that the talks also focused on improving affairs of Jamaicans residing in the Turks and Caicos Islands and increasing trade between the two countries. “I’m sure that we can support each other with the various products and services that exist and we can have a better trade relationship, which would be better for us.”

Maritime Department goes solo AS OF April 1 the Maritime and Shipping Department separated from the Department of Environment and Maritime Affairs (DEMA). As a result of this separation, the Maritime and Shipping Department is once again operating on its own. Although the department is still currently located at the National Environmental Centre on the Lower Bight Road, Providenciales, it will be relocated in the near future. A Government press release read: “The department would like to advise all local captains or skippers who are operating small commercial vessels, in the waters of the Turks and Caicos Islands, and carrying passengers, that they

are to be in possession of a boat master’s license. “Where the vessel that is being driven is a dive boat, ferry, cargo vessel or recreational vessel, that the vessel is to be fully compliant and in possession of a certificate of inspection from the Maritime and Shipping Department. “Where the captain or skipper of a vessel is operating the vessel and is not in possession of a boat master’s licence, and where the vessel does not have a certificate of inspection, the captain, skipper or owner are to immediately contact the department.” Anyone failing to comply with these regulations will be prosecuted to the full extent of the Merchant Shipping Regulations and the Small Commercial Vessel Code.

SHOULD UK PAY UP?

LAST week Minister of Finance Washington Misick declared that the UK government should foot the bill for the SIPT trials. What are your thoughts?

Not about guilt

Absolutely. The UK should pay for the SIPT trials. The TCI is not getting any financial help or burden from the UK. The least they can do is pay for this business deal that is going on in the TCI. This has nothing to do whether the individuals are guilty or not. The UK does not provide any sort of aid to the TCI. They provide to so many other countries. I do not think the TCIG wants any aid from the UK but when it when comes to SIPT trials which were ordered by the UK then yes they should pay. However, they think we have so much money and they think that we supported the lifestyle of the former ministers and so they say we must pay.

Only the accused

In a perfect world Mike Misick and co would foot the bill.

Punish first

The UK is right to punish the TCI elite. Unfortunately they blundered in tax design and used import duties and sales taxes to do that, which crush the poor. The TCI political elite is entirely corrupt and the developers and their financial experts exploit that at the expense of ordinary folk. The UK has not solved that yet, and is unlikely to do so until the key influencers here and in London, and their local stooges are justly exposed and punished.

Not the Brits

Did Mr Washington give his reasons?

I don’t think the British government should have to pay the SIPT bills to bring to justice the TCI criminals who stole millions of dollars and Crown land that was entrusted to them. The British people didn’t do it.

Gravy train

It is beginning to look like a gravy train for sure and if that is the case, then the UK should foot the bill and they can stay as long as they wish. The UK has a reputation for this kind of behaviour in the past so we all need to call them out on this concerning matter.

Life insurance

These trials have been expensive, are taking far too long and as I see it are fraught with unnecessary risks, namely a single very elderly judge (about 80-years-old) presides over all. So Minister Misick has a valid point in asking the UK to foot the bill. I would suggest that at least the UK buy life insurance for this elderly judge so that if, God forbid, something was to happen, we can use the proceeds of the policy to pay for the retrial and not have to

bear that burden as well.

Holiday money

Absolutely! They have fooled around long enough on our dime. I have never seen an investigation and prosecution on such a straight forward issue take so long. Enough island getaway for Helen and her band of layabouts!

Scam

Hell yes. The scam of money in the sunshine for England’s incompetence should be running thin with even the slowest thinkers amongst us. We can use that money to establish a defence force to protect or borders from thugs and thieves illegal immigration or booster our poorly performing police force in order to fight this crime escalation. That is the only responsibility England has towards us that they continue to fail this country with. Give us our money back. The TCI should sue England in the European Court of Human Rights, but then comes the question: Does the judiciary have independence from the Governor sufficient to make a reasonable, just and fair decision?

Public consultations for energy sector reform begin BY OLIVIA ROSE IN A bid to promote the use of renewable energy in the Turks and Caicos Islands, the Ministry of Infrastructure Housing and Planning is hosting a series of town hall meeting to garner input from the public on the drafting of the policy. A draft report for the reform of the energy sector will be shaped with vital input from key stakeholders. The goals of policy as outlined in a release are to, ensure and promote healthy and sustainable development in the sector, to foster renewable energy technologies and to introduce ways to measure and shore up service standards. The consultants, RAP, were retained to assist the Government with the reform of the legislative and regulatory framework of the TCI energy sector. The consultative meetings started on Wednesday (May 25) in Grand Turk at Dillon Hall while a similar meeting will be held in Providenciales on Tuesday, May 31, at 6.30pm at the Tropicana Show and Supper Club, located on 58 Sibonne Road, Grace Bay. Work on the amendment of the Electricity Ordinance and the improvement of the regulatory framework initially began with Castalia Strategic Advisors in 2012 and was restarted in 2015. The legislative and regulatory reform of the energy sector was highlighted by the Minister of Infrastructure, Housing and Planning Amanda Misick, during her budget presentation on Monday (March 21) in the House of Assembly. Misick said electricity plays a fundamental role in every economy, and efforts must be made to ensure that it receives the necessary attention to transform the legislative

generating facilities can connect to the electricity grid, provided they satisfy the necessary technical requirements.” Misick outlined other goals and objectives to improve the efficiency of the energy sector. These include improving the legislative and regulatory oversight structure for the water and sewerage sector, completing qualitative risk assessment of the petroleum sector and putting measures in place to improve regulatory oversight and management for improved safety. Plans are also in the pipeline to intensify programmes aimed at evaluating, auditing and retrofitting

Focus on foster care THIS May the Government put foster care under the spotlight, thanking carers and encouraging others to take on the role. The Department of Social Development, Ministry of Home Affairs, Transportation and Communication recognised May as Foster Care Month under the theme, ‘Be the change a child needs: Foster care is the way to go!’ According to a Government press release: “Foster care parents provide a safe haven, centred with love, security and support that affords a child the opportunity to develop healthy emotional intimacy, trust, self-esteem and the chance to learn valuable life skills. “While Foster Care parenting is not without challenges, it is one of the most emotionally and rewarding jobs one can do. “Witnessing the sparkle in a child’s eye, hearing the laughter in their voice and seeing the joy in their spirit, knowing that someone is on their side fighting for them, is an amazing feeling.” As the Turks and Caicos Islands continues to develop, the social issues will surge, and

become more complex and the need for more loving, dedicated and committed foster care parents will increase. Social development minister George Lightbourne said: “The department has come a long way in foster care but we still forge ahead to make a dream of safe homes for every child a reality. “It is my hope that one day there will be no need for foster parents because that would mean every child is in a loving home. “Until such time I encourage you to open up your hearts and your homes to a child who is in need and be that change a child needs.” The Department of Social Development encouraged interested and responsible adults to become a foster care parent and be the change a child needs. The department is conducting a foster care parent drive throughout the month of May and June. “To all who have given their time, love, and commitment to the children in foster care and their families, on behalf of the Department of Social Development, we say a huge thank you,” the release read.

Early childhood education on the front burner BY OLIVIA ROSE IN AN effort to improve the standards and experience of childhood education, early childhood educators will be trained over the next six weeks in Grand Turk. The training course began on Monday, May 23, with three two and a half hour sessions per week. The training will be facilitated by the TCI Community College following an official launch of the initiative on Friday, May 27, at the TCI Community College Grand Turk Campus. According to education minister Akeirra Missick during this year’s budget speech, the training is in

collaboration with the Caribbean Development Bank’s Basic Need Trust Fund and forms part of the ministry’s holistic approach to improve the schooling experience for every child in the Turks and Caicos Islands. The CDB’s trust fund is also responsible for constructing four state of the art early childhood centres in Grand Turk. The second phase of the project speaks to the training of educators to work in the model classrooms which the college is providing. She said: “Working in conjunction with CDB, the Turks and Caicos Islands Community College was identified to build a programme

that will be used as a continuing education model programme for teachers of early childhood classes. “It is the aim to have the skills of all teachers in this area upgraded to provide new approaches to teaching in early childhood. “The first batch of teachers will attend classes during the summer month’s period; we look forward to

building on their foundation. “No educator will be left behind on this Government’s watch - that is progress. “The improvement to the physical structures of our campuses is not the limit to the continued upgrades in the TCIG education system.” In 2014, the Ministry of Education embarked on a skill upgrading programme to ensure all educators within public schools are holders of a Bachelor’s degree (at a minimum). Missick said: “We want to not only ensure that we have a learning environment that is conducive to learning but that our students are continually taught by the most qualified and passionate educators in

this country.” A whopping $35.7 million was allocated in this year’s budget to continue the upgrading of physical infrastructure for schools, sporting facilities and boosting the training curriculum. The minister noted that wellqualified and motivated teachers will make well taught and motivated students. The education ministry’s budget was touted under the theme, ‘The success of every child’. Finance minister Washington Misick during his budget speech noted the importance of this key sector to the human development potential of the Turks and Caicos Islands.

Inmates are given graduation certificates for completion of an anger management course

Prisoners receive certificates in anger management NINE inmates at Her Majesty’s Prison in Grand Turk received training in how to control their temper recently. On Tuesday (May 24) they were given graduation certificates for completion of an anger management course. The programme which started in 2007 and runs two cycles each year has helped more than 120 inmates to resolve conflicts through calm and controlled methods. Government substance abuse counsellor Stanley Been currently

runs the course after taking over from senior substance abuse counsellor, the Reverend John Malcolm. At the graduation ceremony Been told participants: “I encourage you all to lose sight of your past afflictions and focus on your future, using the negativity that you once bottled inside as fuel for something positive.” Meshelle Jennings, Assistant Superintendent of Her Majesty’s Prison, hosted the event which was attended by George Lightbourne,

Minister of Home Affairs, Transportation and Communication, Raymond Grant, Acting Superintendent of HM Prison, Dr Alicia Malcolm, Director of the Department of Mental Health and Substance Dependence and the Rev John Malcolm. The Department of Mental Health and Substance Dependence, has been allotted future calendar dates to assist the prison with these support services. The second cycle for 2016 is set to begin on August 2.

James Smith Jr is in police custody

Wanted man captured JAMES Smith Jr, who was wanted for numerous serious offences, was captured on Thursday, May 19. The 23-year-old man, who was believed to be armed and dangerous, was discovered at

a home in Blue Hills during the execution of a search warrant He was immediately arrested on a bench warrant for his appearance in the Supreme Court for another matter.

Students tour international airport PUPILS from two schools were given educational tours of Providenciales International Airport recently. A group of 20 students and four guides from the Alpha Christian Academy of Providenciales were the first to visit the facility. According to a press release from the TCI Airport Authority (TCIAA), the group included students aged from four to six-years-old along with one two-year-old toddler. For some of the students, it was their first time visiting the international section of the airport. A behind the scenes tour of the airport was the first activity on

the cards followed by a visit to the Airport Fire Station. The students watched the firemen put on their fire gear and spray water from a fire truck. The highlight of the tour for the students was watching the planes land and take off from the upper viewing gallery of the airport. The students were amazed by the little and large planes that they saw on the runway. Teacher and guide Dawn Forde said: “School trips such as this are very important for young learners. “At this age, what they see, hear and feel outside of the classroom

leaves a lasting impression on their little minds, and we are grateful to the TCIAA for this opportunity.” According to the tour guides, one of the main purposes of the tour was to enhance the vocabulary of students and guide them on jobs related to the aviation industry. After returning to school students were asked to draw a picture of what they saw at the airport. Some drew the terminal building, while others drew the firemen with truck or the aeroplanes. The second tour group consisted of older students from the third form of South Caicos based, Marjorie

Basden High School. The focus of this tour was to highlight the many career opportunities available within an international airport and to enhance the students’ knowledge of general aviation. The group consisted of 12 welldressed students and two teachers that travelled to Providenciales to visit not just the airport, but also tour a number of local businesses. The students were excited to enter the recently expanded upper international departure lounge and have a full view of the aerodrome and all flight operations.

There, a large discussion ensued of possible careers in and around the airport, such as pilots, air traffic controllers, firemen, maintenance engineers, support staff, IT staff, finance, retail business and even aviation management. “The TCIAA takes its commitment to social responsibility very seriously and makes time to embrace positive relationships within the community and support education however possible,” the press release read. Both tours ended with students receiving Providenciales International Airport pencils and pens.

TCI hyped as diving hotspot THE ANNUAL Premier’s road show is on again and this year the Ministry of Tourism is emphasising the incredible diving opportunities in the Turks and Caicos Islands. The team, headed by Premier Rufus Ewing and comprised of representatives of various hotels and resort on the Islands as well the Hotel and Tourism Association, departed on Sunday, May 22. Tourism minister Porsha StubbsSmith, who is of course a part of the team, told the press last Thursday afternoon that she is very excited about opening up the TCI’s diving sites to the world. “With us having the number one beach, number one island destination, it is important for me to be able to maximise our product and be able to maximise elements of our products. “So this trip… I will be promoting diving in the islands of South Caicos and Grand Turk, so you’re going to hear the tagline ‘diving with luxury’. “I’m excited as the minister to say that even though we haven’t had an official opening of East Bay resort,

it is an excellent diving location and of course we have excellent diving in Grand Turk,” Stubbs-Smith said. She added that they are looking to increase airlifts into the sister islands with this new diving initiative, particularly in the two above named islands. Meanwhile, a new city has been added to the itinerary – Las Vegas. Stacy Cox, executive director of the TCI Hotel and Tourism Association, said they are looking to tap into the LA market and see a lot more flights coming out of that part of the US. However, those flights will not be direct flights immediately. But she said that they would be working with airlines in the coming months to introduce direct flights from LA. Islands. “It is very important for us to keep in contact and network with our travel partners in the US – building that relationship is critical and when we build that relationship we build that relationship at all levels with the tourism system,” Ewing said. However, over the years the extravagant show has been on the road, there has been criticism of the not only the money spent, but the seeming lack of a trickle-down effect.

The Premier addressed this: “We may not be able to be able to measure directly, but most of the arrivals we see here are guests who came due directly to our relationship with those travel hosts and agents and our travel partners in the US, and selling Turks and Caicos. “We go there and make it important enough to host them, get to know them better on a one and one basis.” He noted that the other factor is the expression of interest in terms of investing in the TCI. “We know that most of investment comes out of their [visitors’] first visit – they visit the place, they like it and they get to buy real estate, they buy their second home, and we see a lot of that happening just because of those kinds of networking relationships that we have developed.” Ewing added that even major infrastructure projects have come out of these road show trips. The team returns this Saturday (May 28) but before that, they will appear for the first time ever on the Today Show, on NBC on Friday.

Big changes at South Caicos animal clinic BY KATHI BARRINGTON LOTS of things are happening in the Big South these days, but one thing that isn’t is multiple births of unwanted puppies left to fend for themselves in the bush. Turks and Caicos Society for Prevention of Cruelty to Animals (TCSPCA) director Susan Blehr said they have been receiving requests for puppies. There are no longer hordes of abandoned, pitiful pups in the bush on South Caicos. Thanks to the TCSPCA’s consistent, affordable spay and neuter clinics, which have been held six times in the past three years, owned, cared for dogs rule on South. During the latest clinic, held from May 11 to 16, many cats were brought in for surgery.

The five person team including Dr Rich Sefcik, who once again returned to the TCI, where he was the TCSPCA volunteer vet for four years, and vet tech Erin Carston from Kindest Cut/IPAW, out of Minnesota, performed the surgeries. TCSPCA volunteer Diane Guess handled paperwork and director Susan Blehr and volunteer Peter Halstead picked up, or trapped and delivered animals to the clinic. As always, the clinic was hosted by Heidi Hertler at the School for Field Studies, who is an ardent supporter of the TCSPCA. She provided accommodation and meals for the small group. Her students canvassed their families and friends, prior to each clinic, to raise funds to cover some of the costs of the mobile clinic. They

raised $1,900 for the May clinic. Sailrock South Caicos also made a very generous $2,000 donation towards the cost of this clinic. TCI Government’s Department of Agriculture loaned the group their dog traps for the clinic, which the team employed to safely transport injured and fractious animals. Fifty-four animals - 29 dogs and 25 cats - were spayed or neutered in just five days. Most of them were five to six months old, before their first heat, so they will not be producing litters, ever. Blehr said it was encouraging that they saw only two cases of TVT, which is a sexually transmitted cancer, which was widespread on South Caicos when the TCSPCA first began visiting the island.

She also noted that they did not witness one single case of sarcoptic mange. And there were just a few cases of demodectic mange in dogs. These changes indicate a great improvement in the overall health of the dogs on South Caicos. The TCSPCA clinics are held in addition to the DOA’s unowned dogtrapping programme. These two programs must run concurrently in order to achieve a decrease in the overall population of dogs on the island.

The TCSPCA is currently finalising details to return to Grand Turk at the end of June/early July to run another spay/neuter clinic. It will be their fourth clinic on the capital island. Once again, the vet team from Kindest Cut, Minnesota will help make a serious dent in the numbers of unwanted puppy litters during the summer breeding season. What is the purpose of our political parties? SINCE the institutionalisation of political parties in our society, some of us have been questioning what purpose they really serve. We know historically they were formed in reaction to the new political situation that emerged in 1976. Here, it was realised that for any serious changes to occur in the advancement of the quality of life of our citizens, a political path through political parties was necessary. And although throughout the years we have had challenging experiences, the political party remains a feature of our system However, in recent years, a certain unease has been experienced by many of our citizens leading them to ponder whether the political party as a tool of national development is still fit for purpose. They see unemployment, an apparent gulf between governments and citizens, and no real change in their personal circumstances as reasons to worry whether the parties still have relevance. Some even wonder whether the parties now represent voters, those who run them or outside others. We see construction going on, which suggests development, but many of those on the job are not

indigenous voters. New business start-ups seem to be the province of others, voters complain of absentee representatives and claims of budget surpluses seem not to matter to locals who see no impact on their lives. In addition, politicians seem to have become the new economic elites and running for office a ticket to the good life. Further, announcements of help for small businesses are wrapped in requirements many feel they cannot meet. Others seem to be the beneficiaries. While political leaders doze off, the country drifts into the arms of others. And this is why many are now asking: What is the purpose of our political parties? They see our parties not as agents of change but of affluence and influence for personal benefit, not for voters or the country.

This results in a gap between people’s hopes and what the parties do for them, and has given rise to the PDA. This political party has its origins in the frustrations and denied expectations of voters who look elsewhere for a real deliverer. Our traditional parties have become vote-getting machines not developers of the people and transformers of the system. Politicians have become civil servants not innovative leaders. The political party has become a lodge not an engine of change. And the selection of candidates for office is like vetting for membership of a cult. Not making a choice of the best and brightest. The political party in the TCI has lost its way and needs to get back on track with a forwardlooking vision as its guide.

Helen Capron celebrates her 90th birthday

Aunty Capron celebrates 90th birthday HELEN Capron, also known as ‘Aunty Capron,’ of Grand Turk recently celebrated her 90th birthday with family and friends. Dozens of well-wishers gathered in Providenciales on Saturday, May 21, to help her blow out her candles and thank God for 90 years of life. “I had a wonderful time, it was a beautiful dinner party. Thank you all so much, my friends and family. I love you all,” Capron said. Born in Salt Cay on March 10, 1926, Helen Capron came into the world as a child of a salt minor. In her early 20s she migrated to Grand Turk and raised 11 children, nine of whom are still alive today. She is also proud to boast of her adopted sons Pastor Brian Cox and Johnny Gardiner who were present to celebrate the day with her. Aunty Capron was always a hard working homemaker and said her proudest achievements were being able to watch her children and grandchildren grow and flourish in

their lives and careers. She is grandmother to 15 children and has a number of great grandchildren that all bring a smile to her face. The secret to a long life might be simpler than anyone imagined, according to Aunty Capron. She insists that God has seen fit to give her grace and blessed her year after year. For this reward she is a Christian and a woman of strong faith. Her faith has led her to the Christian Radio Station where a Jamaican DJ (Andre) gave her the nick name ‘Aunty Capron’ and it has stuck with her ever since. “She has seen so much and with God’s continued grace, she may live to see so much more,” a press release read. “Aunty Capron is in great health and has no existing medical conditions. She has all of her faculties in full order and is happy to be enjoying life day by day.”

Art promotor to launch island wide art programme OFTEN referred to as the ‘father of the TCI art scene,’ Titus de Boer, has made a proposal to the Government to launch an island wide art lecture and art promotion programme. De Boer, who came to the Turks and Caicos Islands in 1989, founded the country’s first professional art gallery in 1990 and is credited for not only launching dozens of artistic careers but also laying the foundation for the artistic scene in the country. Following a leave of absence in the UK and Germany, De Boer returned to the Islands in September of last year with the aim of putting his contacts of some of the world’s leading artists, collectors, publishers and promotors to good use. The philosophy behind his initiative is simple - helping artists to help themselves in pursuing sustainable artistic careers. With almost 30 years of experience in the field of art promotion, it become clear to De Boer that the main obstacle to many an artist’s career are the artists themselves, as they struggle with the departure from the proverbial artistic ivory tower to successfully pursuing a sustainable artistic career. By giving young artists the advice

of art professionals, they will not only see a practical path to their future career but also - through meeting established artists - have living proof that artistic careers are achievable. When asked to elaborate on his proposal, De Boer said: “The prime objective of this initiative is to expose the young people of the Turks and Caicos Islands to professionals from the world of international fine arts, be they artists, art dealers, art promoters, collectors, art historians, art journalists, art publishers, auctioneers, etc. “In practical terms this means that visiting art professionals will volunteer their time and expertise to students in the TCI, through lectures, presentations and art lessons. “Long term, the objective is for talented TCI students to partake in exchange programmes, thereby exposing their talent and work to the wider world.” The Art Lecture and Art Promotion Programme is expected to be launched this summer with a number of workshops. Pronouncements of prejudice I RECENTLY ran across a year old article in a Jamaican newspaper reporting the prejudiced pronouncements of our finance minister Washington Misick. The article reported: “Turks and Caicos Islands finance minister Washington Misick last week launched a blistering attack on foreigners, including Jamaicans, bluntly telling them to stay out of his country if they want to engage in public celebration of their cultures. “‘We have something coming up here called Haitian Flag Day. We got Haitian Flag Day. We got Jamaica Day. We have got Bahamas Day. When the hell we going to have Turks and Caicos Day?’ said Misick, a former chief minister.” The last published census illustrated that the TCI is a

melting pot. Other nationalities actually outnumber TC Islanders. The people Misick calls unwelcome, because of pride of their heritage, actually represent more than half of the economy. Other nationalities have invested their capital and their very lives building up this territory and the one single industry, tourism and international residency. Why is the population trend going against Washington’s wishes? TC Islanders have increased

their exodus in the last dozen years. Further foreign investors have all but halted their inward business investments. This is counter to our needs. With the amount of debt and obligations now loaded on top of the people of this country we need to expand the economy by backing off on Washy’s taxes to encourage a resumption of investment and population growth. By mentioning Jamaicans, Minister Misick slapped the biggest resort owner in the face.

Jamaican, Bahamians and Dominicans now treat our sick folks in their countries. By preaching against Haitian Day Misick ignored a shared history and culture! Our people sailed back and forth to Haiti to trade goods and produce not that long ago. In the USA Washy will find that 99 percent of the population trace their heritage outside US borders. The Irish holiday of St Patrick’s Day is celebrated in the largest US cities when people of mixed heritage march with their Irish neighbours. As an American youth I spent time at a park called German Central. My family on both sides had been removed from Germany since the 18th century but the pride remained. When Yvette and I had a home in Florida we displayed the TCI and American flags. Whatever is wrong with Washy

My pastor replied: “You should lose the weight before I have another funeral and stop concentration of praise and worship.” I was so angry at my pastor that I almost curse a bad word. The memorial service was three minutes late, the town hall meeting started on time (to my great surprise as I casually walked in, 15 minutes late) and the said noon meeting at the ministry commenced at 11.57am. Shocking! Readers who are now considering moving to Djibouti, where I am told they still take ‘island time’ seriously, will take some comfort in the fact that I did manage to witness some examples of the time treasured concept. Still, time’s running out on island time - at least in some quarters. I must confess that having been born in the country that epitomises punctuality like no other, Germany, my conversion to island time took a few years but once I was ‘deprogrammed,’ I had gotten rather used to it. And so I do of course ask myself to what we owe the arrival of ‘real time’ in the TCI? The answer I think can be found, not surprisingly, with a new generation of TC Islanders, many of whom have travelled and/or studied abroad or have worked alongside professionals who, when they say “lets meet at 11,” mean just that. So whether or not you view punctuality as the thief of time or virtue of the bored, something tells me that we’ll witness more of it here, in the years to come. Got to go...I am running late for a dinner.

Healthy teeth, healthy heart IT HAS been known for some years that there is a correlation with poor oral hygiene and heart disease, but the evidence to support maintaining good oral heath has recently become even more compelling. A study in which 100,000 people were followed over a seven year period has found that people who visited the dentist for check-ups and cleaning twice a year had a 24 percent lower risk of heart attack and a 13 percent lower risk of stroke, compared with people who never visited a dentist or went once in two years. Regular brushing of teeth and good dental care helps to prevent the accumulation of plaque which is the substance that builds up on teeth from food, drinks and saliva. Plaque build-up over time leads to gum disease. It is the bacteria involved in gum disease that can enter the blood stream and it is thought that this causes artery walls to become inflamed which can lead to heart attacks or strokes. Talking about the professional removal of dental plaque, Dr Nigel

Carter, Chief Executive of the British Dental Health Foundation said: “If this is not taken away then the gums will become inflamed, causing gingivitis and eventually gum disease. “This is when your general health, not just your oral health could be effected. “Gum disease has been linked to many diseases and illnesses in the body, an increased likelihood of suffering a heart attack being one of them.” The good news is that it does not take major lifestyle changes to get your teeth and gums in good shape and therefore help protect your heart. Twice daily brushing of teeth, first thing in the morning and last thing at night, with a small headed tooth brush and toothpaste will remove much of the food debris and plaque deposits from the teeth. Regular flossing is also important as this helps remove deposits in hard to reach places between the teeth. A check-up with the dentist will identify if you are suffering with gum disease.

Airport introduces parking for disabled passengers AN AREA for handicap parking has been reserved to accommodate disabled travellers using Providenciales International Airport. The TCI Airports Authority (TCIAA) identified a suitable area and has erected a handicap parking sign. Noting that the space had to be painted in a visible manner, the Guyanese Association of the Turks and Caicos Islands volunteered to paint the markings. A member of the Guyanese Association said: “We saw fit to establish markings for disabled travels in the TCI though they are few. “This is our way of giving back to the community which has given so much to all of us. “We offer our sincerest appreciation to all of the TCI and we hope to be more active within the community in the coming years.” Before designating an area for handicap parking, Lori MorrisHughes, a frequent visitor to the Turks and Caicos Islands in an email noted that she and her family love the warm and beautiful weather of the TCI but with her medical condition, she was not able to park in the paid lot and walk the distance to the terminal. When people park in a spot neither created nor at any time meant for them, they contribute to handicap parking abuse. The TCIAA will tow any vehicle that does not have the proper documents that park in this position at the expense of the owner. Owners of towed vehicles will be subject to pay a fee of $175 in addition to daily storage fees. Unauthorised parking and obstruction may also be ticketed at a rate of $250 as specified in the Road Traffic Ordinance. “The intent is not to make money, but to serve as a deterrent for people that do not follow proper protocol,” a press release from the authority read. “It has been the intention of the TCIAA to better serve the travelling public in all ways possible and this is the perfect example of synergy.” The paint for the exercise was provided by the TCIAA and the handicap stencil was donated by Hertzog Caribbean.

The evening began with a word of prayer from Pastor Mary Forbes, former Chief Nursing Officer, and past Health Disaster Coordinator. Then an official welcome and tributes were given by Tamera Robinson, Deputy Secretary at the ministry. She invited everyone to relax, socialize and enjoy the evening and acknowledged that the nursing profession is not easy as it takes a special person to be a nurse. Dr Rufus Ewing, Premier and Minister of Health, Agriculture and Human Services, honoured the civil servants from Grand Turk, Salt Cay and South Caicos. He stressed they are the “six senses of the health system” and without them the health system would not function. Doctors perform surgery and treatment, he said, but nurses provide the care necessary to heal patients, restore health and save lives. George Lightbourne, Minister of Home Affairs, Communications and Transportation, said nurses are not just nurses, but they are caregivers, confidants, parents and friends. They provide for the needs of their patients in hospitals, health centres and communities. Exim, China State Construction enter ‘framework agreement’ to complete Baha Mar PRIME Minister Perry Christie announced in the House of Assembly on Wednesday afternoon that the Export Import Bank of China (EXIM) and China State Construction Engineering Corporation (CSCEC) have entered into a “framework agreement” to complete the stalled Baha Mar resort “as expeditiously as possible.” Mr Christie made the comments as he delivered his 2016/2017 Budget Communication in the House of Assembly. Authorities in Trinidad investigate alleged ISIS plot to bomb shopping malls NATIONAL Security Minister retired Major General Edmund Dillon Tuesday urged residents to remain calm as police continue their investigations into the authenticity of a recording shared in a Whatsapp group, warning of a plot to bomb several shopping malls in the country. In a statement, Dillon said that he is telling citizens “not be guided by rumours and remain calm and vigilant and report any suspicious activity”. He has given an assurance that this country’s intelligence agencies “are working to authenticate the origin of such threats and findings will be generated in a timely and accurate manner”. Collie: No high-level talks on DNA coalition

THERE has been no “executive level discussion” between the Free National Movement (FNM) and the Democratic National Alliance (DNA) over the potential for a coalition, according to FNM Chairman Sidney Collie. Mr Collie made the comment at the conclusion of a series of meetings at the party’s Mackey Street headquarters on Monday night at which four more election candidates - including former Education Minister Desmond Bannister - were ratified. “There are no negotiations, absolutely no negotiations by the leader and none by the chairman,” Mr Collie told The Tribune. “The statement has been tossed around by a lot of political groups and personalities. But as of today, there has been no

communication between the FNM and the DNA about a coalition. “While it is a great idea, the statement has always been that the FNM was interested in a coalition of all major oppositional forces in an effort to rid this country of the Progressive Liberal Party. No FNM ever used the term coalition; that is term that the press invented or Mr (Branville) McCartney invented, but, never the FNM. Our position calls for all of these forces to come together - under the banner of the FNM - and focus our energy on defeating the PLP.” Mr Collie reiterated comments by Long Island MP Loretta Butler Turner on Sunday, suggesting that the FNM’s brand was stronger than all of the other opposition parties throughout the country.

Same-sex marriage referendum in Bermuda facing legal challenge THE government’s move to hold a referendum on same-sex marriage and civil unions is being challenged in court. The watchdog organisation, Centre for Justice said it has been granted leave by the Supreme Court of Bermuda to apply for judicial review of the June 23 referendum, saying the questions proposed by the Government will breach a variety of fundamental rights related to due process. It said these include equality of treatment, freedom of thought, freedom of religion, and freedom of association guaranteed by the Bermuda Constitution, and that it will also give rise to discrimination on the grounds of sexual orientation and family status prohibited by the Human Rights Act 1981 and by the European Convention on Human Rights. In the referendum Bermudans will be asked: “are you in favour of same-sex marriage in Bermuda?” And “are you in favour of same-sex civil unions in Bermuda?” But the independent, non-

governmental organization said it is gravely concerned that the referendum will likely set a dangerous precedent. “Unless the legality of such a referendum is carefully scrutinized by the court, the Government [whether in the form of current or future administrations] is likely to rely on the fact of this referendum as justification for holding future referenda whenever Government faces issues involving fundamental and individual human rights, simply because those issues might prove to be difficult politically, or unpopular with the majority of voters,” the centre said in the statement. “Furthermore, given the nature of the questions posed by the Referendum, CfJ is concerned by the fact that six of the 12 polling stations chosen [and the only polling station chosen for advanced polling] are church halls, in circumstances where representatives of at least three of those churches have openly expressed opposition to same-sex unions in the past.”

Santo Domingo “vulnerable to catastrophic earthquake” THE inhabitants of the Dominican capital of Santo Domingo are vulnerable to a catastrophic earthquake, from unplanned growth, overpopulation in dangerous areas, buildings that don’t comply with technical standards and lack of budget to reduce risk. The geologist Marco Antonio Giraldo said Santo Domingo’s accelerated development in recent decades has increased the vulnerability of its population, its means of production and services whether from quakes, tsunamis and cyclones. He cautioned that the current model on land use require urgent policies to protect the people, their lives and their livelihoods from

The expert spoke to start a course for communicators on disaster risk and climate change sponsored by the UN Development Program (UNDP) together with the Latin American Faculty of Social Sciences (FLACSO), as part of the project “Actions to save lives.” He said Santo Domingo had 239,464 inhabitants in 1950, and 2,908,607, now, or 10 times more in 50 years. JAPANESE investments in financial securities in the Cayman Islands have hit a record high according to the Bank of Japan. Those investments stood at a total value of 74.4 trillion yen (about $675 billion) as of the end of 2015--up about 20 percent from a year ago-the BOJ’s statistics on international balance of payments showed when they were released on May 24. The amount was also more than double the corresponding figure at the end of 2005, and the largest ever since 1996, when comparative data became available. The figure represents the amount of money invested by Japanese companies, institutional investors and wealthy people in stocks and bonds of companies set up in the Cayman Islands or in investment funds established there. The Cayman Islands is one of Japan’s two most favoured overseas places for investments in securities, second only to the United States, where 165 trillion yen is invested, mainly used to buy U.S. government bonds. The 74.4 trillion yen figure is larger than the corresponding figures

invested in France and Britain, the BOJ statistics showed. The Cayman Islands, with a population of about 60,000, is noted for the fact that neither corporate taxes nor taxes on capital gains, which are benefits from the rise in values of financial assets, apply there. However, another factor important in the financial world is that it is easy to set up subsidiaries or funds, which gather investments, with a high level of anonymity on the islands. Regulations on the establishment and operations of companies or funds in the Cayman Islands are even looser than those on other tax havens, such as the British Virgin Islands. Therefore, it is said that it is possible to create financial products with high yields there. Consequently, companies and asset management firms throughout the world, including those in Japan, have set up investment funds or subsidiaries for fund procurement in the Cayman Islands. They have created financial products, using real estate and other assets in regions such as the United States and Asia as collateral, and have

accumulated money by selling them. Due to the effects of the “Abenomics” economic policies of Prime Minister Shinzo Abe, many Japanese companies, especially larger ones, are making increasing profits. In addition, because of the BOJ’s monetary-easing policies, financial markets are awash with cash. However, the money is not used for effective investments in Japan, and some of it is invested in overseas financial assets. Meanwhile, some wealthy people in Japan who tried to hide their assets by using companies registered in the Cayman Islands or other areas have been notified by Japanese tax authorities that they have failed to declare income. “Among wealthy people, there are some who conceal their assets by setting up many paper companies and do not declare their incomes appropriately to Japanese tax authorities,” said Go Kawada, a former official of the National Tax Agency, who is now serving as an advisor to Yamada & Partners Certified Public Tax Accountants Co. Butler doubts ‘Yes’ vote will win in the Bahamas LONG ISLAND MP Loretta Butler Turner on Sunday admitted that she was “not confident” the proposed gender equality referendum will pass. Mrs Butler Turner explained that the general public does not trust the current government, and when combined with the government’s handling of the previous Gaming referendum and opposition claims of a “gay agenda”, she is not sure how the vote will turn out. However, she said, her view has not changed on the subject and she will continue to support the referendum and help to educate the public – just as she did in 2002. “I will continue to support this, it is not a PLP initiative in fact I feel strongly that this vote was driven by the policies and philosophies of the FNM. The PLP have played political games with this process and that is why we are in the position we are in today but I have taken the stance that this issue is bigger than the politics,” Mrs Butler Turner said. “The trans-gender, bi-sexual, homosexual conversation is secondary. WTO warns Brexit would cause an extra £9 billion in trading costs BRITAIN would be hit with an extra £9 billion in trading costs if voters back Brexit in June’s referendum, the head of the World Trade Organisation (WTO) has warned. Roberto Azevedo said Brexit would leave ministers with the unprecedented task of having to strike new trade deals with 161 countries, warning that Britain would not be allowed to simply ‘cut and paste’ existing EU terms. Thousands of new deals would have to be agreed on tariff and quota levels on agricultural produce, for example, while officials would also have to negotiate new terms for access to international markets currently enjoyed by British banks and the UK’s booming service industry. ‘Pretty much all of the UK’s trade [with the world] would somehow have to be negotiated,’ Mr Azevedo told the Financial Times. He also warned that British businesses would face a £5.5 billion increase in tariffs when exporting their products abroad. Trade is one of the Remain campaign’s strongest areas, with polls showing Britain’s future trading relations is one of the biggest concerns among voters. State department faults Clinton over email security A STATE department inquiry has accused Hillary Clinton and other former US secretaries of state of poorly managing email security. Mrs Clinton failed to comply with rules on record-keeping, the inspector general found, and used private email for official business without approval. But there are “longstanding, systemic weaknesses” in recordkeeping that pre-dated her tenure, it said. Mrs Clinton said the report showed she was no different from her predecessors. “Contrary to the false theories advanced for some time now, the report notes that her use of personal email was known to officials within the department during her tenure,”

said a statement from the campaign. It added that there was no evidence of any successful breach of her server. The FBI is also investigating whether there was a security breach and but has not yet interviewed her. She has denied handling any classified information in her private emails. The likely Democratic presidential nominee’s use of private email has been a talking point in the election, with critics saying Mrs Clinton believes she is above the law. Mrs Clinton’s campaign says it showed that her practices were consistent with those of other secretaries of state who “also used personal email” and she was “not unique” in doing it.

Net migration to UK rises to 333,000 - second highest on record NET migration to the UK rose to 333,000 in 2015, according to Office for National Statistics estimates - the second highest figure on record. Net migration is the difference between the number of people coming to the UK for at least a year and those leaving. The net migration figure for EU citizens was 184,000 - a record number. Boris Johnson said David Cameron had been “cynical” to promise to bring net migration down to below 100,000 while the UK was part of the EU. Speaking to BBC Political Editor Laura Kuenssberg, the Conservative MP and former London Mayor said it was “cynical and unacceptable to say you can fulfil that pledge”. “I think that they (the figures) show the scandal of the promise made by politicians repeatedly that they could cut immigration to the tens of thousands and then to throw their hands up in the air and say there’s nothing we can do because Brussels has taken away our control

of immigration,” he said. Mr Johnson, a leading figure in the campaign to get Britain out of the EU in June’s referendum, said he was proimmigration but there was “no public consent for the scale of immigration we are seeing” and the situation was “completely out of control”. He said that the only solution was to leave the EU, saying that a vote to stay in the union would mean people “kissing goodbye permanently to control of immigration”. Indonesia approves castration for sex offenders who prey on children In a sign of growing confidence, oil companies have started preparing for higher prices.

Oil hits $50 a barrel for first time this year The price of oil has gone above $50 a barrel for the first time in 2016 as supply disruptions and increased global demand continue to fuel a recovery. Benchmark Brent crude hit $50.22 per barrel at one stage on Thursday, its highest level since early November. The rise followed US data showing that oil inventories had fallen after supply disruptions due to fires in Canada. Brent crude has now risen 80% since it hit 13-year lows of below $28 a barrel at the start of the year. US crude oil inventories fell by 4.2 million barrels to 537.1 million barrels in the week to May 20, according to US Department of Energy data. Canada is the biggest supplier to the US and wildfires in the western provinces have reduced supplies by

about a million barrels per day. Talks in recent months between Opec and Russia about freezing oil production had already encouraged a price rise. Short-term disruptions to oil supplies have also lifted the price, offsetting higher production from Iran and Saudi Arabia. As well as the disruption to key oil production facilities in Canada, attacks by militant groups continue to restrict oil pipelines in Nigeria. Demand has also been better than expected from major economies such as China, India and Russia. Michael Hewson, chief market analyst at CMC Markets, said: “We do now appear to be seeing the effects that the decline in US output is having, and while supplies remain elevated, the glut does now appear to be diminishing.”

INDONESIAN president, Joko Widodo, signed a decree on Wednesday authorizing chemical castration for convicted child sex offenders and requiring those released on parole to wear electronic monitoring devices. The new punishment comes in response to the brutal gang rape and murder in April of a 14-yearold girl on her way home on the island of Sumatra. Seven teenage boys were each sentenced to 10 years in prison for the crime, which prompted national outrage and revived previous calls for chemical castration as a punishment against child sex offenders. Mr. Joko told a news conference at the presidential palace in Jakarta, the Indonesian capital, that he had signed a decree amending the country’s 2002 law on child protection to enable judges to hand down the punishment at their discretion. “The inclusion of such an amendment will provide space for the judge to decide severe punishments as a deterrent effect on perpetrators,” Mr. Joko said. “These crimes have undermined the development of children, and these crimes have disturbed our sense of peace, security and public order,” he said. “So, we will handle it in an extraordinary way.” Mr. Joko said that “sexual

Luis Ramos’ victims ranged in age from 17 to 63, CBS in San Diego reported. Ramos now faces up to 15 years in prison when he is sentenced in August. “They’re relieved to have this over,” Deputy District Attorney Martin Doyle told the station, referring to the victims. “A lot of them were scared and frightened to testify, and they’re pleased that Mr.

Ramos won’t be out there doing that to someone else.” The 36-year-old Ramos sexually assaulted the victims as the anesthesia was wearing off after procedures at Park Boulevard Oral & Maxillofacial Surgery. A LONG Island priest remains on the job despite twin lawsuits accusing him of being a sexual predator of children — and a police probe of his alleged sick behaviour. The Rev. Gregory Yacyshyn’s position as pastor of St. Jude Church in Mastic Beach is safe due to a lack of “credible allegations” in the case, said a Rockville Centre Diocese spokesman. Yacyshyn, in a brief conversation Wednesday with a Daily News reporter, offered a handshake and a “no comment” in the lobby of the church rectory. “I can’t say anything because of the pending litigation,” he said, referring questions to his attorney. Lawyer Elizabeth Kase said the priest is an innocent man and the target of a smear campaign. “Father Yacyshyn has always and continues to deny any and all accusations of wrongdoing,” said Kase, calling the allegations baseless and defamatory. But the choice to keep Yacyshyn in the pulpit and the parish as the case plays out comes from Bishop

Concern Zika causes baby eye problems

SCIENTISTS studying the Zika outbreak in Brazil are becoming increasingly concerned the virus may cause eye damage in babies. Stanford University researchers found abnormal bleeding and lesions in the eyes of three infant boys whose mothers had caught Zika while pregnant. They want any babies known to be affected by Zika to have eye checks. The journal of Ophthalmology findings

follow another recent study that saw similar eye problems in Zika babies. The disease is already known to cause a serious baby brain defect called microcephaly. What is not clear is whether eye problems might be a complication of this rather than the Zika infection itself. Either is possible. All of the three infants the researchers from Stanford and the University of Sao Paulo examined also had

microcephaly. The eye damage they found in the baby boys was to the light-sensitive layer of tissue at the back of the eye, called the retina. There was abnormal blood vessel growth, bleeding and torpedo-shaped lesions. Researcher Dr Darius Moshfeghi said the next step was to determine the root cause - Zika or microcephaly - to better understand which infants would need eye checks.

Regular curry consumption may help protect against dementia, scientists say WHILE the merits of Guyana vs. Trinidad curry continue to be hotly debated, a new study has put an entirely new twist on the term “crazy about curry.” The study suggests that eating curry at least once a week may help ward off dementia. The research shows that curcumin, the key chemical in the curry spice turmeric, boosts brain power, protects against memory loss in old age, and is thought to delay or prevent dementia symptoms. The findings add to evidence that older people living in cultures where curry is a staple food have better cognitive function and a lower prevalence of dementia.

You don’t necessarily have to eat it, moreover. A study of middle aged and elderly people found those who popped a curcumin capsule three times a day had better memories than those given a placebo. A year-long trial published in the British Journal of Nutrition found evidence that curcumin blocks beta amyloid proteins which clump together and destroy neurons. Over the 12-month period, 96 participants aged between 40 and 90 were given either 1,500 mg of curcumin or a placebo daily. About half of the participants took a 500mg curcumin capsule three times a day after meals with water.

The placebo group took a placebo capsule at the same times. In tests of memory and verbal skills, the participants on the placebo experienced a decline in mental function after just six months that was not seen in those taking the curcumin. The study is among a significant body of new research exploring how medicinal foods, if not drugs, may be the answer to taming this debilitating disease. One of the issues with curcumin is poor intestinal absorption, however, and food ingredient formulators are seeking to overcome this limitation with a variety of corrective approaches.

Alzheimer’s disease may stem from infections A PROVOCATIVE new study suggests Alzheimer’s disease may stem from the brain fighting off infections. Alzheimer’s disease may be the result of byproduct that builds up in the brain when it fights infections, according to a new study. The new study, if proven, could change the way the medical community thinks about the disease, and the development of drugs to treat it. For a long time, researchers believed that a protein called amyloid beta had a role in causing Alzheimer’s by building up plaque in the brain that destroyed its ability to make connections, ultimately leading to memory loss. Now, the new

research which is published in the journal Science Translational Medicine suggests that amyloid buildup may actually happen as a protective measure when the brain is trying to fight off infections, and that Alzheimer’s disease may be caused when an infection causes too much amyloid buildup. As people age, it may be easier for infections to reach the brain, triggering the amyloid and spurring the cascade of problems that lead to the disease. The study authors made the discovery by infecting brain cells in lab dishes, worms and mice with bacteria and studying how the brain creates amyloid and plaque in response. If the research is

confirmed with more evidence, then the way scientists go about developing drugs for the disease could change. As Scientific American reports, it may be that a little amyloid protein is good for the brain, and instead of getting rid of all of it, researchers may want to focus on ways to lower the levels. “We might want to think about just dialling it down,” study author and neurologist Rudolph Tanzi of Harvard University, tells Scientific American. More research is needed to determine whether the link is definitive, but other experts in the field are calling the findings “provocative.” (Time. com)

Ancient crayfish and worms may die out together

The study found that four lifestyle factors were key: Maintaining a healthy weight; not smoking; limiting alcohol; and not using hormone therapy after menopause.

Women who carry common gene variants linked to breast cancer can still cut their risk of the disease by following a healthy lifestyle, a large new study suggests. In fact, lifestyle might be especially powerful for women at relatively high genetic risk of breast cancer, researchers found. “Those genetic risks are not set in stone,” said senior researcher Nilanjan Chatterjee, a professor at Johns Hopkins Bloomberg School of Public Health in Baltimore. The study found that four lifestyle factors were key: Maintaining a healthy weight; not smoking; limiting alcohol; and not using hormone therapy after menopause. The researchers estimated that if all white U.S. women did those things, almost 30 percent of breast cancer cases could be avoided. And a majority of those averted cancers would be among women at increased risk because of family history and the gene variants they carry. The study did not include women with the BRCA gene mutations that substantially raise the risks of breast and ovarian cancers. Instead, it focused on 92 gene variants that, individually, would make only a small difference in a woman’s breast cancer risk. But the variants are much more common than BRCA mutations, Chatterjee said. And their effects on breast cancer risk add up, he explained. One question has been, how much does lifestyle matter for those women? The answer: “Lifestyle

factors may be even more important for women at higher genetic risk than for those at low genetic risk,” he said. The findings were published online May 26 in JAMA Oncology. The results were based on records from more than 40,000 women tested for 24 gene variants previously linked to breast cancer risk. Chatterjee’s team created a “model” for predicting a woman’s risk of breast cancer, using that genetic information plus other factors. Those other factors included ones that can’t be changed -- such as family history of breast cancer and the age menstruation started -along with lifestyle habits. The researchers then added one more element to the mix: They estimated the effects of 68 other gene variations that the women weren’t tested for. Overall, the study suggests, the average 30-year-old white woman has an 11 percent chance of developing breast cancer by age 80. Some women would face higher odds because of their genes and other factors they cannot change. But lifestyle choices would actually make the biggest difference for them, Chatterjee said. Even women with the highest risks (the top 10 percent) could get their breast cancer odds down to average by maintaining a healthy weight, not smoking and drinking, and not using hormone therapy, the study suggests. “The bottom line is, this study provides evidence that, on a population level, a certain number of breast cancer cases would be prevented if women did these things,” said

William Dupont, a professor at Vanderbilt University School of Medicine in Nashville, Tenn. He added a word of caution on hormone replacement, though. The evidence suggests that a short period on menopausal hormones has only a small effect on breast cancer risk. “I don’t think women should take this to mean that they have to go ‘cold turkey’ after menopause,” said Dupont, who co-authored an editorial published with the study. Dupont also stressed that the model the researchers created has limitations. So it should not be used to “predict” any one woman’s risk of breast cancer. Of course, other than the small number of patients tested for BRCA mutations, most women would not know if they carry genes tied to a higher breast cancer risk.

RESEARCH suggests that bizarre, tentacled worms which live attached to crayfish in the rivers of Australia are at risk of extinction - because the crayfish themselves are endangered. It would be an example of coextinction, where one organism dies out because it depends on another doomed species. Just a few millimetres long, the worms eat even tinier animals in the water or inside the crayfish gill chamber. This symbiotic relationship stretches back at least 80 million years. The new study maps out that shared history based on genetic analysis of 37 different species of spiny mountain crayfish and 33 varieties of their “temnocephalan” flatworm passengers. Published in the Proceedings of the Royal Society B, it was a collaboration between

Australian and UK scientists. They compiled a detailed evolutionary tree of both groups of animals and integrated it with the species’ geographical distribution. This revealed a lengthy tale of shared evolution with an apparent starting date of 80-100 million years ago, as determined by a “molecular clock” calculation based on the steady accumulation of mutations. At that time, Australia was about halfway through its gradual northward march to its current position on the globe. As the continent inched closer to the equator and steadily warmed up, the habitat of these creatures started to fragment and shrink. Today, spiny mountain crayfish - a genus called Euastacus - live in dwindling patches of eastern Australia. In the warmer, northern part of

their range they are restricted to lofty forest streams. Those northern crayfish lineages, as well as being closest to extinction, tend to be the most distinctive in their physiology and their DNA. The worms show a very similar pattern. Dr Jennifer Hoyal Cuthill, first author of the paper, studies evolutionary patterns at the University of Cambridge. She told BBC News: “Overall what we found was that in the north, where the crayfish live in cool streams on the top of hills and mountains where little patches of high-altitude rainforest are left, they’re very isolated. So the worms that live on them are specialised and only live on that crayfish, and there’s very little opportunity for them to switch hosts. “In the south, there’s a slightly different picture, where there’s been more switching around.”

Turks and Caicos Islands Sailing Association travels to the Bahamas BY KEIR CLARKE OUR recent trip that we made to the Bahamas is a first, and therefore a landmark moment for sailing in the TCI. We have been training hard for a number of years to get our relatively new sailing association off the ground and up to speed, with the ultimate goal always being to make waves internationally. After Daniella Douglas represented us so well in the 2015 ISAF Youth Sailing World Championships in Malaysia, we were all hugely motivated and inspired to follow in her footsteps. On May 21/22 a small team of sailors, Grace Mann, Grace Reaston Brown and Charlie Downes, made up our team that were able to travel to the Bahamas for this big event. In the Laser, Grace Mann performed extremely well over

the seven race series to take second girl, and an impressive eighth place overall. After gear failure and a premature start on day one, she sailed an incredible regatta on day two, often pushing hard at the front of the fleet. Most of her competitors have been sailing and racing since a young age and have spent a lot of time at professional training camps in Florida and elsewhere in the US designed to turn them into expert racers. For Grace to show up and land in the middle of the fleet like she has done is simply amazing. So much more to give in the future! The Laser radial is the female Olympic class in sailing, and is widely recognised as the most competitive boat to sail in the world. The Turks and Caicos

Sailing Association, thanks to a heavy fundraising campaign, were recently able to purchase 6 of these Olympic Class Boats. Since December, we have been training three times a week with our Laser Youth Team, and Grace, who has only recently turned 15, has been at the forefront of our youth squad programme. After this promising performance, she is really looking forward to go back to Nassau next month, to compete

in the Laser Junior Bahamian Nationals on June 11/12. ‘Little’ Grace Reaston Brown (who is only nineyears-old) and another young youth squad rising star, Charlie Downes were competing in the Optimist Class, which is the world’s largest and most competitive fleet for sailors under the age of 15. It was the two young sailors first ever time sailing and racing the Optimist, and what an amazing performance they put on. Finishing seventh and eighth in the silver fleet respectively, they both showed a lot of skill, talent, courage and determination to finish every single race in the eight race series! Coach Keir and the parents were so proud to see them starting their first races in the fleet of 17 boats and often pushing hard for places close

to the front of the fleet. Such an amazing achievement for two very young and inexperienced races. There is a lot more in the tank to come from these two and indeed the rest of our youth team of eight sailors, whom sadly couldn’t join for the regatta due to exams. The Optimist is a totally new class for these guys, so for them to post these kind of results is nothing short of mind blowing in their first big regatta. Here in the TCI, the kids train on our fleet of Laser ‘Picos’ which is a training boat designed for a good transition to the Laser. We are now looking to join the rest of the world’s under 15 competitive sailors and are going to campaign to bring in six of these optimists, in order to keep on racing, competing, and making big

waves internationally. The next big race for our future Optimist sailors will be the Bahamian Optimist nationals in October of this year. We expect there to be more than 100 boats present, and we hope to have a team of at least six young sailors ready to race in October. Most of the team were hosted by sailing families form the Bahamas, and it worked out to be an excellent opportunity to make good friends and most importantly great connections in the world of sailing. The TCISA are looking forward to welcoming a team of about 10 Bahamian sailors and their coaches/supporters for our annual Fool’s Regatta which takes place on June 18 this year. We can’t wait to show them how we put on our racing regattas, with a healthy mix of fun, games, community involvement and of course some good old competition! The TCISA would like to think coach Keir, team mums Bex and Krys, and team dad Nick Downes for travelling and looking after the team for the regatta. Most importantly a huge well done to the three sailors for representing our Islands so well. We can’t wait to do it all again!

Winnie-the-Pooh and the Royal Birthday sees the much-loved bear travel to Buckingham Palace with Christopher Robin and friends, Piglet and Eeyore. The free story has been written by Jane Riordan and is illustrated in the classic EH Shepard style. It is available as an audiovideo download, narrated by

Jim Broadbent. The Queen officially celebrates her 90th birthday on 11 June, although her actual birthday is 21 April 1926. The first Winnie-the-Pooh book, written by AA Milne, was published in October 1926, though the bear ‘of very little brain’ had previously featured in a poem and a tale in a newspaper. Broadbent said he had “loved being part of” the new adventure. “I have been a fan of Winnie-the-Pooh since I was

a boy. In fact I named my very first and much loved teddy Pooh and that can only have been after the AA Milne character,” the actor said. “It’s been an honour to narrate such an iconic story and I want to wish both Her Majesty The Queen and Winnie-thePooh a very happy 90th.” In the new story, Pooh and his companions travel to Buckingham Palace to deliver a special present to the Queen. The present turns out to be one of Pooh’s famous “hum” songs.

A DEAL has been agreed for Jose Mourinho to become Manchester United’s new manager, after three days of talks. Negotiations between Mourinho’s agent Jorge Mendes and senior United officials have concluded, although no contract has been signed. An official announcement from the club is expected on Friday. ARBROATH FC’S world record 36-0 win is safe despite an Ecuadorian third division team recording a 44-1 victory. Pelileo Sporting Club beat Indi Native in front of just 200 supporters, with striker Ronny Medina scoring 18 goals. But it will not be ratified as a Guinness World Record as it did not occur at a high enough sporting level. Arbroath FC chairman John Christison said he was “absolutely delighted” his team’s record 1885 defeat of Bon Accord still stood. Mr Christison told BBC Scotland: “Obviously it’s a record we’re very proud of. “Our thanks to Guinness for clearing that up, that’s tremendous news. “We would probably have had to rebrand a lot of our stuff because it has ‘world record holders’ on it. Nadal becomes eighth man to win 200 matches in tennis majors RAFAEL Nadal became the eighth man in history to win 200 matches at Grand Slam tournaments with his second-round victory over Facundo Bagnis in the French Open on Thursday. Nadal fell behind 2-0 against the 99th-ranked Bagnis of Argentina, then cleaned up his act and took 14 of the next 15 games Thursday en route to winning 6-3, 6-0, 6-3. A record nine-time champion at Roland Garros, Nadal has won 200 of 230 matches in majors, a winning percentage of .870. Only seven other men have earned that many victories at Grand Slam tournaments; Roger Federer, who is missing from this year’s French Open because of injury, holds the record of 302. The fourth-seeded Nadal has 14 Grand Slam titles -- tied with Pete Sampras for second most behind Federer’s 17 -- including a record nine at Roland Garros. “I think this year I played better than last year,” said Nadal, who lost to Novak Djokovic in the quarterfinals last year, ending his 39-match winning streak at Roland Garros. “I’ve been able to play some really good matches against the best players in the world. COLLINS Injera became the leading try scorer in rugby sevens on Saturday, and it was a family celebration for the Kenya star. Injera crossed the line four times on the opening day of the final round of the 2015-16 Sevens World Series in London, taking him past the previous record of 230 set by Argentina’s Santiago Gomez Cora. He had much reason to thank older brother Humphrey Kayange, who set him up for his 231st try in the dying seconds of Kenya’s 29-12 defeat by France. Injera sank to his knees and looked to the gray skies above Twickenham, before running off the field to celebrate with his parents watching proudly in the stands. “I’ve played this sport since high school, and when I started out I wanted to go for the record,” the 29-year-old said pitchside after the game. “It was a huge thing -- getting it with my brother, who was mentoring me a lot, telling me what to do and

Report: Manning won’t sue Al Jazeera over HGH report WHEN a stunning report from Al Jazeera emerged before the Super Bowl implicating Peyton Manning in an HGH scandal, the then-Broncos quarterback was adamant he would sue the news network. Manning has reportedly changed his mind on that front, however. According to Christine Brennan of USA Today, in a column wondering why the NFL hasn’t harassed the players named in the report, Brennan cites sources close to Manning who say the legendary quarterback won’t be filing a lawsuit. At the CONCACAF Women’s Football Day, last Saturday, a large turnout of U15 footballers from

several islands impressed the TCIFA president Bien-Aime. “It is a true example of you the players, you the parents and volunteers showing that we are serious about developing and raising the profile of women’s football in our region.” Deputy Governor, Anya Williams noted that the TCIFA has been one

of the fastest growing organisations within the TCI, especially since North/Middle Caicos and Grand Turk are now onboard. “Thank you for doing your part in the community to involve the youth and getting them involved in a very positive programme,” Mrs. Williams stated. Over 40 youngsters in the U7, U9 and U15 filled the Academy as

TCIFA hosts first ever FIFA Grassroots coaching course in GT TWENTY four persons are now equipped with grassroots football knowledge after participating in the first ever FIFA Grassroots coaching course in the capital island. The May 18-22 TCIFA organised course in Grand Turk was led by FIFA instructor, Marcos Tinoco, who also serves as FIFA Technical Development Officer for the NorthWest Caribbean. According to a release from the TCIFA, the “purpose of the course was to encourage practices that are based on organising fun football exercises to help children build a love for the game and to ensure that prospective coaching educators foster our children’s development in sporting, social, psychological and educational aspects.” The course involved three afternoon sessions, one full day, and one morning session of practical and theoretical work. Persons were assigned to demonstrate correct methods of coaching young children between the ages of 6-12, and the programme then concluded with the organisation of a festival for the children. the development of our players, our main focus is to promote football, and to get as many people as possible involved in the sport, regardless of their age. The Grassroots Football Programme gives us that opportunity to lay the necessary foundations required for us to nurture our very own Turks and Caicos Islands players, and coaches, all whilst having fun.

“I’m Ironman” - Lynn Robinson successful at North American Championships If her former Physical Education teacher Ms. Potter from the Goole Grammar School in East Yorkshire saw Lynn Robinson today she would not recognise her. In her teens Lynn would frown upon any physical challenge— especially running. Recently she found an old report card from Ms. Potter and was amused at what was written: “Lynn needs to make more effort if she wants to get fit.” Twenty two years later Lynn is

just not fit, she is super fit—so much so that she has one of the most sought after extreme fitness labels in sports under her belt: an Ironman medal of participation. On May 14, the 48-year-old completed the gruelling course in less than 12 hours in the woodlands of Texas. Competing in the 45-49 age division, she swam the 2.4 miles in 1:35.00; rode her bike over 94 miles in 5:36.51 hours and ran the 26.2 miles in 4:24.42 hours for a total

WIS hosts second mother/ daughter walk in GT IN an effort to promote fitness within the family, local organisation Women In Sports held its second mother/daughter walk recently. The fun/health walk began at 5:30h, two Saturdays ago, under the gazebo and walkers moved briskly to the Governor’s beach. Some of the participants receive prizes, including the oldest mum: Ms. Delores Berry (63 years old) while Bianca Williams received the gift for

being the youngest mother. Little Maliah Lightbourne, (age seven) was the youngest walker. Janet Williams and Graceann Malcolm captured the gifts for having three generations of women in attendance. In a release WIS said that the event would not have been successful without the support of: “Fortis TCI, Gold Smith, Fabotique Fashions, Durhams Treasures, Dale Grant Variety Store and E&R Mini Mart.”

The Provo resident made the journey in the final leg with the rain beating on her face, yet it was not felt, as she neared the finish line she had one thought on her mind, and then it became legitimate—she was now an ‘Ironman’. In the months leading up to May 14, Lynn was focused and trained more intensely than ever before. “Without a doubt it has been the hardest event I have ever had to train for. My friend Cath put together a training schedule which I had followed pretty rigidly since November, fitting it in between work, pets and fostering puppies.” She biked during the winter months, mainly indoors with her bike set up on an indoor trainer for the darker nights, while she faced unpleasant hours in choppy waters during her “least enjoyable event”. “Training for an event like Ironman is both physically and mentally challenging and is a constant battle between the body and the mind. My motivation to keep going has stemmed from my desire to prove to myself that I can complete the distance and my mantra is: ‘If you say you can, you will’. It’s amazing what people can achieve with a positive outlook.” Lynn said that despite some long tough days of training and many times of wanting to stop, she found the strength to stay focused till the end. Last month, Lynn almost had her dreams shattered when a car damaged her bike on South Dock Road. “Thankfully I was going up a slight incline and therefore a little slower than normal when a car overtook me then pulled over to the side of the road. Just as I was about to overtake the car, the driver pulled out in front of me to do a U-turn in the road. I yelled, and as I pulled on the brakes, my bike slid out from under me and I went crashing to the ground, narrowly missing the back tire of the car. Luckily I came off lightly with just minor grazing and bruising, however my bike was badly damaged and unable to be fixed in time for the race. The car driver didn’t stop and I never had a chance to see the license plate.” Despite the accident and the loss of her bike, Lynn was still 100% committed to the race. VEGAN DIET Lynn is a devoted vegan and is positive than her diet is perfect for fuelling her lifestyle and was key in her finishing the race. “Following a plant based (vegan) diet and including nutrient dense food in my meals such as turmeric, ginger, moringa, garlic, spirulina,

leafy greens, beets and many other “superfoods” has helped to keep my immune system strong, fight inflammation and recover from workouts quickly, as well as giving me the extra energy to tackle long days of training.” EARLY RUNNING DAYS Lynn has had her fair share of training over the years and has achieved numerous feats in the process. “I never really enjoyed running while at school, it wasn’t until I was about 25 when a colleague at the bank I was working in at the time suggested we go along to the beginner’s night at the local running club. After a little apprehension I agreed to go along and was amazed how anyone could run for more than a mile without stopping. Needless to say I struggled on that first introduction into running but persevered with the encouragement and support of the more established members of the club.” Lynn was then hooked, within six months she had completed her first half marathon, along with various 10K events and 10-mile runs.

The avid runner was not satisfied, she wanted more—running had become an obsession. After three years of running and various competitions Lynn attempted her first full marathon, since then she has competed in the London Marathon three times (1996, 1997 and in 2002). In her last try, she ran the course in under four hours. Running changed her thinking, so much so that in 2002, as a 34 year old, she quit her bank job and pursued a career as a scuba diving instructor, firstly in Turkey before she followed the waves to the TCI in November of that year. With her time taken up in the sea, Lynn eased up her miles on the road and for seven years she took it easy. It was not until 2009 that she returned to the lengthy distances after a few friends suggest they run together. In September 2010 Lynn was back at it, she ran the Tamarindo Marathon in Costa Rica then decided to follow up with New York Marathon the following year. Along with the Ironman she has now ran 14 marathons, including the ill-fated Boston in 2013.

Knights shock defending champs in semis - Ballers extend series THE FIVE Cays Knights ensured that the once unconquerable GT Stallions will be looking at the Provo Amateur Basketball Association (PABA) Night League final from the stands after defeating them in the semi-finals last weekend. Creating history by becoming the first eight seeded team to knockout a number one seed (Flyers) in the first round was not all the Knights wanted to achieve this season. They have also solidified themselves as the giant killers and are now clear favourites for the title after the 3-1 games win against the three-time champions Stallions in their best-infive series at the Gus Lightbourne Sports Complex court. Down 0-2 the Stallions were able to avoid the sweep with a 8373 win on Friday night after guard Kino Williams went on a shooting rampage with 36 points. Levenskay Missick added 12 points and seven rebounds. Melvin Elsie, who has been outstanding this season, continued his scoring with 18 points, while his Knights’ teammate Evelson Jean added 15. Academy can win PPL title on Tuesday – Full Physic and Beaches in the mix THE Gilley’s Enterprises Provo Premier League will go down to the last two games of the season this Tuesday and Wednesday evening and three teams are in the mix for the title. With a win in the Turks Head Cup the AFC Academy team are favourites, and unlike their opponents: Full Physic and Beaches, they control their fate. Since Academy (on 25 points) are leading both Full Physic and Beaches by a single point, a win against Cheshire Hall on Tuesday will hand them the title. If they lose or draw,
