Dan Alon, survivor of 1972 Munich Olympic massacre, to speak at Brayton Hall Providenciales, Turks and Caicos — Hundreds are expected to flock to Brayton Hall on Thursday, Dec. 1 to hear the story of a man who survived the first live-broadcasted terrorist attack. Dan Alon, an Olympic Fencer and the event keynote speaker, will share the harrowing tale of his narrow escape from the 1972 Munich Massacre in Germany. The event, which is free and open to the public, is organized by the Provo Jewish Community and sponsored by Casablanca Casino, Fortis TCI, Gansevoort Resort, Grace Bay Car Rentals, Misick & Stanbrook Attorneys, E. Jay Saunders & Family and TCBC. Doors open at 6:30 pm, and the event will begin at 7 pm. In addition to the community event, we are thrilled to announce Alon will be speaking at a separate program for all the high school students on the island. “Our children will have a unique opportunity to witness history as a living experience, not from academic books, but from a man and athlete whose dreams of sportsmanship
and fraternity were shattered in a brutal act of terrorism. and come together in unity to find love and connection between all people.” For more than three decades, Alon remained tight-lipped about his harrowing experience. But in recent years he decided to break his silence and share his experience with others to keep the story alive. That goal has taken him around the world,
and now, to the Turks and Caicos. “We are grateful to our sponsors whose partnership is a testament to their concern towards the danger of indifference and the value they put on education”. “It was too emotional to talk about,” Alon has said. “The memories were harsh realities that I had to face on a daily basis.”
When Dan Alon left his native Israel to participate in the 1972 Munich Olympic Games at the age of 27, he was the country’s top fencer and had dreams of returning with gold medals. However, the Munich Massacre cut that dream short, and he found himself on a flight home with the coffins of his friends and teammates instead. The terrorist attack, captured in Steven Spielberg’s 2005 film Munich, claimed the lives of 12 people, including 11 members of the Israeli team and a West Germany policeman. The tragedy was later blamed on a Palestinian terrorist group called Black September. This is not the first lecture of its kind that the local Jewish community has organized. In 2013, the group hosted Rena Finder, a Schindler’s List survivor, drawing an audience of nearly 500 people to Brayton Hall and leaving a lasting impact on all who attended. “It is our goal to bring speakers who can impart an uplifting message and bring together all people on the island, regardless of their cultural and religious backgrounds,” Rabbi Bluming says.

Government negotiating alternative tsunami routes BY OLIVIA ROSE THE GOVERNMENT is in the process of negotiating with private land owners to create alternative disaster routes in the event of Tsunami. At a press conference recently held to commemorate the first World Tsunami Day, it was revealed that the planning department has started to consult with land owners in the Blue Hill area to create more routes. November 5 was designated World Tsunami Awareness by the United Nations General Assembly. According to Assistant Director of Planning Toriano Williams private land owners must consider the public good. He revealed that the negotiations are centered on addressing the issue of congestion in the event of major disaster. He said: “That’s one of the issues on our table; the Government is currently working with different private land owners and trying to provide the different routes.” He noted that: “There was one that was coming out of Chalk Sound; however, that would only deal with taking parts of some Blue Hills to Chalk Sound area. “But now that we are currently looking at from Blue Hills into the town, I think we’re on a table and we’re working on that currently, so at this stage it will come on stream
next year fully.” He noted that: “Blue Hills front road, we can probably connect from the front road leading directly into the town or more up to the highway, or we look at the back road, there’s a route coming from out of Blue Hills that can take you towards the airport. “So we`re looking at different options and doing case studies and analysis.” The date for the annual celebration was chosen in honor of the Japanese story of “Inamura-no-hi”, meaning the “burning of the rice sheaves”. During an 1854 earthquake a farmer saw the tide receding, a sign of a looming tsunami. He set fire to his entire harvest to warn villagers, who fled to high ground. Afterwards, he built an embankment and planted trees as a buffer against future waves. The UN General Assembly has called on all countries, international bodies and civil society to observe the day, in order to raise tsunami awareness and share innovative approaches to risk reduction. The debut World Tsunami Awareness Day focuses on education and evacuation drills. For the pass five (5) years here in the Turks and Caicos Islands (TCI) the Department of Disaster Management and Emergencies (DDME) has embarked on raising Tsunami Awareness by working with the public and private schools here in the Turks and Caicos Islands.

DEMA has also worked assiduously to draft a National Tsunami Response Plan and Standard Operating Procedures. Additionally, recently following the Haiti Earthquake January 2010, the Turks and Caicos Islands were
placed under a tsunami watch. In light of this DEMA says the country can longer afford to focus on just hurricanes and flooding but need to look at other hazards that give very little to no warning but their impact is far more dangerous and deadly.
Mercy committee pardons first convict THREE years after its formation the Mercy Committee has finally shown mercy on a convicted prisoner at Her Majesty’s Prison. Judith Swann is now a free woman, thanks to one of the final sets of approvals made by former Governor Peter Beckingham, who chaired the committee. Confirmation from the Governor’s office this week revealed that Swann was released due to a medical condition from which she suffered. The request for the release was made to the committee from Swann’s relatives and was approved in September. On November 16, 2015, the woman – a former reservations manager at the Amanyara resort – was convicted to two and a half years in prison for stealing $146,894 from the resort. However her share of that amount was approximately $122,000, while the remaining went to reservations employee at the same hotel - Brittany Harvey. Harvey had paid back her $25,000 take, and was spared any jail time. The two women had carried out the scheme by booking several
reservations by entering them into the hotel’s system as direct bookings attributing them to what was later discovered to be five fake travel agencies. The travel agencies – Starfall Travel Agency, Mocha Elite, Winding Palm, Zalda Travel and NC Travel were all Florida-based, all of which the resort had never dealt with prior. The theft was discovered during a routine audit of the resort’s system in January 2014 when it was uncovered that 100 revision bookings were attributed to the agencies in total. Seventy-nine of the revisions were attributed to Swann and 21 to Harvey with $146,894 being paid over to the agencies. The money was wired out to WPS, payment facilitator, which then wired the funds to the accounts of the counterfeit travel agencies. It was later discovered that the five phony travel agencies were registered beginning in January 2013, but the two women reworked the sales and marketing report to indicate that the agencies were conducting business with the resort since 2010. Three of the travel agents,
financial unit investigators found, were registered to Swann’s close relatives. Starfall was registered to daughter Shani Smith; Mocha was registered to sister Tekorah Swann; and Winding Palm was registered to her son Winston Smith. The other two agencies, Zalda Travel and NC Travel, belonged to Kelcy Arthur and Kelcine Gardiner respectively, who were said to be Swann’s friends. A production order was later obtained for Judith Swann’s accounts, which revealed that she received wire transfer from Mocha and Elite totaled $9,000, in September 2013. On December 31, 2013, she received a further $5,280 in wire transfer on her CIBC FirstCaribbean account from Kelcine Gardiner. After police from the financial crimes unit arrested her, Swann confessed that after the agencies were formed, she informed Harvey of her criminal scheme, and invited her to become part of it. Swann also admitted liability in a civil action taken against her by the resort, which indicated that if she repaid the money, it would drop the case.

Tauwhare admits Misick and his ministers deserve credit for economic growth AFTER five days of direct testimony in which he laid a foundation for his claims that Michael Misick and his ministers intimidated and took advantage of him, former Governor Richard Tauwhare is now facing questions from the defense. First shot, as usual, was given to Misick’s lawyer - Queen’s Counsel Ralph Thorne - who got right to the heart of the problem – that of collective responsibility and where exactly Tauwhare thought he fit in, given that he was chairman of the Cabinet. Laying his own foundation for subsequent questions, Thorne asked the former Governor to outline the legal infrastructure of the executive council (Cabinet). Tauwhare outlined, as he had in his direct testimony, that he was chairman with the other members being the Premier, the ministers of government, the attorney general and on his request, the deputy governor. He also outlined that a day or more before each Cabinet meeting he would meet with the attorney general and the deputy governor – both of whom he has repeatedly said he trusted and respected – to discuss upcoming matters in Cabinet and seek their guidance and advice. The lawyer then moved on the political atmosphere in Cabinet, which through his own testimony, the former governor has indicated was hostile at best. He reiterated this point when

asked by Thorne if he stands by his words that the ministers and Misick particularly was aggressive in their promotion of economic development for the Turks and Caicos Islands. Tauwhare replied yes, his dealings with Misick in Cabinet were aggressive. When asked if he would agree with the statement that during the time of his tenure, if there was “outstanding economic growth” in the country, the former governor said yes. However, he went on to state that Misick’s attitude to him was aggressive and intimidating. Thorne then turned his attention to the 1999 UK White Paper on the future of the Overseas Territories (OTs) and the relationship they were seeking to build, strengthen and

maintain with the OTs. He asked the governor if the relationship between any governor of an OT would not be strained, given the colonial past that Great Britain has with these and other countries. Before the former governor could answer, the judge protested this line of questioning, telling counsel to move on. However, Tauwhare later admitted that it was his perception that the TCI Government felt that it did not need a Governor, and certainly not one looking over their shoulders, ensuring that the proper procedures were followed in certain deals they were trying to get approved. BEACHES DEAL As one of the many developments at the centre of the trial – the Beaches
2006 deal has undergone a lot of scrutiny. Asked if he sought advice from any of his colleagues in other jurisdictions before approving the vast concessions for Beaches, Tauwhare said yes. He told the court that he did consult with various High Commissions as well as with other colleagues in London. However, he said that he got the view from these discussions that there was no one model to be taken with negotiations such as these and judgment calls have to be made based on particular cases. Through further questioning on the deal by the lawyer, Tauwhare admitted that he conceded to the majority of Cabinet when he approved the Beaches agreement. He insisted that he acquiesced to the arguments and demands of the ministerial Cabinet members to sign off on the deal, as there was a threat of them losing it if they did not act fast. Asked if he thought he gave adequate consideration to the Beaches deal, Tauwhare expressed that he believed he had, adding that the ministers were very insistent that it be approved. Thorne then questioned him about the mechanisms he had at his disposal to ensure that the Beaches deal was a good one for the country. The former governor said there
were routine procedures that he would go through with the deputy governor and the attorney general before every Cabinet meeting at which they would discuss issues for the upcoming sessions. He later testified that he was faced with a decision of asking for more time to consider the deal and its implications, and being abused by certain officials for this, or that of losing the development, as the ministers claimed was a possibility. He insisted that it was a judgment call he had to make and that in most instances he conceded to the wishes of the government because he was swayed by their arguments. When asked, Tauwhare said he took the ministers at their word when they argued that they could lose a particular development, due to too much time being taken to approve it. He insisted that he had no reason to doubt them, and that in his reports to London he relayed as much. He also admitted that the arguments ministers put forth for some developments had some logic to them, and that he reported this as well to London. Asked if he gave any credit to Misick for the economic growth of the country at the time, Tauwhare said yes. He stated that he had acknowledged that the ministers’ efforts during his tenure had a lot to do with the economic growth of the country.
More arrests made in Gary Mead murder BY DAISY HANDFIELD THREE additional Dominican nationals have recently been arrested for their alleged involvement in the murder of North American businessman, Gary Mead. Police confirmed at press time that four Dominican men and one Dominican woman have been detained in connection with the Mead incident. Kevin Clarke, PR for the Royal
Turks and Caicos Islands Police Force (RTCIPF), listed the ages of the men to be 22, 24, 30 and 44, further stating that the arrests were made on the islands of Providenciales and on Grand Turk. The age of the woman involved has still not been released. Mead, a 55-year-old California man, was killed on September 30, in the parking lot of Slots-O-Fun on the airport road in Providenciales. Following the nabbing of the
fifth suspect, Police Commissioner James Smith said that the arrests were the result of the relentless hard work and determination of officers of the RTCIPF, underscoring their commitment to continue bringing offenders to justice and making the Turks and Caicos Islands’ communities safe. Meanwhile, according to another police press release, officers of the RTCIPF teamed up with Immigration officials on Wednesday to conduct a

joint operation in the Barcy Yard area of Five Cays, Providenciales. The joint operation, which will be an ongoing activity, was carried out around 3 am in search of illegal
immigrants and other criminal offenders. According to reports, a number of illegals were rounded up for deportation.

Turn the boats back instead of escorting them to detention, regardless of how overloaded or unseaworthy they might be – make the Haitians realize that there is a SERIOUS downside to trying to enter this country illegally!
Consult The Donald

No, we don’t.
Short and simple, No! We do not have what it takes to secure our borders!!! There has to be a will to do so. It saddens me every time I look around this country and to see what we have become. It is so easy to just enter into the country and those who are carrying out the activities have no fear. It ought not be so easy for people to arrive on our shores and then find protective shelter among the various communities that we have allowed to flourish simply by our tolerant attitude. Until we wake up and realize that the large influx of illegal migrants have the potential to destroy our country we will only continue to pay lip service and try to put a band aid on a
big old sore. I am tired of the excuses ‘let the UK handle this, it is their responsibility’ and or “let us broker a deal with Haiti”. There is no political will for Haiti to stem this illegal activity and we ought to no longer accept lip service. The people of the UK took a stand against migration and so should we. The entire landscape of the country has changed, every corner has a tire shop or a food shop, our way of life has completely changed. But we must not only look at the boats arriving, we must also look at those arriving on the planes too, yes they do have so called valid documents for entry, but they never go back and set up their lives right here. Something has to be done and MUST be done! Time has long past for serious talk, the UK must help us, it is time to act just as they did to protect their citizens in the UK.
Blame the UK
The UK should live up to its duty for border security. It takes very little for the HMG to i) provide two reasonable size patrol vessels to do rotating 24/7 border patrol ii) have at least one place covering the air space by way of surveillance; and two planes would be better and iii) ensure that the radar and human intelligence surveillance are efficient and operated effectively. If those simple operations
do not work then someone else from the FCO and the Governor’s office might provide better solutions.
Enough talk
Enough talk, discussions and rhetoric. Stakeholders go and get the job done. Lets take back our country since no one who is transient really cares about the long term future of these Islands.
See what other countries are doing
Let’s not reinvent the wheel here. Lets simple do what other countries have done successfully. Look at what other countries are doing in the region, tweet their approach if necessary and get on with it.
Was radar off?
Rumour has it that the radar was turned off AGAIN! As long as we have this kind of behaviour from those charged with protecting us, we have no hope!
We’re like the duck
Alone, virtually nothing can be done. We are like the Aflac duck trying to plug the holes in the boat constantly sprouting leaks. Only the U,K, can, but it avoids its responsibilities. They have played the clever racket of getting us to look within ourselves for a solution which we cannot come up with, as if it is our responsibility (by the way, who were the halfwits responsible for leaving the radar detection equipment in a warehouse for two years without it being used?). Probably the extent of the problem is far worse than they would have us believe, as governments are renowned for covering up or playing down matters which
are unsavory the public ear; even more likely they do not know themselves. Only please don’t give us another imported nincompoop expert to assess what already is ‘the bleedin obvious’ or refer it to the the impotent National Security Council. Action is needed, not words. It is on the cards that the Islands will become overwhelmed (we ‘re like a microcosm of what is happening to Europe from Libya and the like). The pressure on services cannot be met with our limited resources. Only here the existing indigenous population, at this rate, will become a minority in their own country, with all that entails. Ask the Palestinians about that one!
No training
(1)We don’t have Border Surveillance(2). We don’t have trained persons or equipment(3). Too interested in Independence, instead of using what the British have/are offering us and send our unemployed or underemployed young men and women to be trained in England in border control (or what ever expertise our country need instead of issuing thousands of scholarship money for junk degrees) so that they can return to and serve the country.(4) Believe it or not, they have to go into talks with the British leadership, requesting assistance, their navy, to protect our borders until we can get our armed ships and trained TCIs to man the ships.

The Ministry of Education updates the public on the Early Childhood Pilot Program BY DAISY HANDFIELD DURING a recent press conference, Government officials from the Ministry of Education updated the media on its Early Childhood Pilot Program, a curriculum advertised as a syllabus to reform and revise the way Turks and Caicos schools teach and how students learn. The new curriculum was launched on September 14, with a goal to advance and improve the learning experience of every child in the TCI. The press conference was held on Tuesday, in the conference room at the Hilly Ewing Building in
Providenciales. The prospectus, which is touted under the slogan ‘no child left behind,” aims to boost the holistic potential of students through improved teaching strategies. Rhonda Blackman-Smith, curriculum development officer with the Ministry of Education, said during the press conference that she has received positive feedback from the participating teachers, at least from five out of six schools that the curriculum has been implemented in. “Our teachers felt that it was what was needed and they welcomed the document. They felt that the
curriculum was relevant, it was broad and it was balanced and it created the length of content and depth that they wanted. Our teachers felt that working with the document was easier for them because it lends itself to content, objectives and right down to the assessment,” BlackmanSmith said. Blackman-Smith further explained that the curriculum is more child-centred and more active learning. Laranda Parker, teacher at the Ianthe Pratt Primary School, who was present during the press conference said that the experience
with the new curriculum has been great so far. She said: “I was one of those persons that was able to help out with the writing of the math curriculum and giving ideas for others. What I like about it is that with this curriculum, it is not just a document handed to you, without further guidance.” Akierra Missick, Minister responsible for Education, said that the program was important because it was a way to engage all of their educators and stakeholders. The Minister added that the feedback is of paramount
importance, as the Ministry solidifies the program, the curriculum, the document for the younger citizens of the Turks and Caicos Islands. “This is just a first step, when we have a solid foundation at the early childhood level, we will see our children blossom,” Ms Missick said. The curriculum has been implemented in all three Government primary schools in Providenciales, Eliza Simons and Ona Glinton in Grand Turk and private school, Best Institute. The focus subjects are mathematics, science, social studies and language arts.

CEO Zaneta Burton has to go – NHIP staff petitions her removal BY OLIVIA ROSE STAFF MEMBERS of the National Health Insurance Plan (NHIP) are calling for the removal of Chief Executive Officer, Zaneta Burton. In a correspondence received by the Weekly News staff members with the exception of one person have signed a petition to remove the current CEO from office. Prior to this move, a number of Sick-outs and sit-ins were planned and executed by irate staff of the NHIP to demonstrate their frustration with management. Workers last month staged a noshow, leaving many visitors upset and management scrambling to rectify the situation. The petition which was addressed to the NHIP chairman, who since the inception of the saga, has allegedly not intervened, stated: “Under the leadership of Mrs. Burton, we the people of the Turks and Caicos Islands have been oppressed, victimized and demoralized. “Mrs. Burton’s leadership skills leave much to be desired and at this time we feel that we have had enough. “After much consideration, we as a united group have decided to go forth and make all concerned aware of what has transpired at this organization and demand that Mrs. Burton be removed from office. “We believe that we can no longer
work with Mrs. Burton and it is in the best interest of all concerned that she be replaced.” The staffers also bemoaned the lack of action by the Minister of Finance Washington Misick and Premier Rufus Ewing, who has direct jurisdiction for the National Health Insurance Board (NHIB). An insider told the Weekly News that Burton ‘lacks the caring temperament for her staff and the people of the Turks and Caicos, as she would always state that she ‘is a Bahamian and has somewhere to go’.” Coupled with the removal of the CEO the staff is calling for a salary increase. A document entitled, “Staff Proposals and Grievances and a Way Forward has since been submitted to the board. The document outlines several proposals with the objective to “affect change in the organization, promoting a healthier/positive image, providing greater customer service, increasing personal and professional development and implementing a cohesive, highly structured management team to carry out the proposed strategies.” It further stated that the general consensus of the members is the replacement of Mrs. Burton as CEO since she demonstrated lack of leadership skills, inability to promote a team and productive environment
Former Government workers get increase in pensions AT THE end of November, the Turks and Caicos Government will pay out more than half a million dollars to all former Government workers. The payment is reflective of a Cabinet approved 2.5 per cent increase in the pensions for these persons. The TCIG is also expected to be making payments to persons who were put on retirement back in 2010, as ex-gratia payments. The increase is being backdated to April 1, 2016 and the payment to persons who were retired in 2010 will be capped at one third of their final annual salary. Earlier this week, Minister of Finance Washington Misick told
press that these persons to whom the ex-gratia payment will be paid out to are employees whose service were terminated by the interim administration and who had expectations of receiving payment. The minister said these persons include former legislators. He stated that the ex-gratia payment is potentially going to be a continuing exercise because there are bound to be some people who were left out in the original list. Misick added that the Government expects that there will be people who have legitimate claims coming forward for payment over the next few months.

Gratuity scheme for civil servants in 2017 IN the new financial year, which starts on April 1, 2017, public servants will see a return of their gratuity. That decision was announced in the last Cabinet meeting. While the Minister of Finance was firm about the scheme being reintroduced (when contacted), the Cabinet decision has so far only agreed to its reintroduction in principle and is subject to further work being undertaken on the proposed policy. Misick told the press that the money has to first be budgeted before it can be paid out, as such,
the new Government will be responsible for allocating the funds to ensure that public employees draw down on this long awaited incentive. Two years ago, the Government had come up with a scheme to grant public workers incentive packages in lieu of gratuity payments. The main Opposition party has for years been lobbying for the reinstatement of workers’ gratuity, with a motion being taken to the House in 2014 for its introduction. While the motion was passed, nothing was done to actually reinstate workers’ gratuity; instead
the government decided on a different route, that of an incentive package. That scheme was to have been a spin off of the wider assessment of the pay re-grading system for public employees, which was fully rolled out this year. The incentive package was to have included things like housing allowance and a slew of other perks. However, since that time, there has no word on that package, until this latest announcement to reintroduce the old gratuity scheme.

TCI hosts first Caribbean Financial Action Task Force plenary session THIS week, the Turks and Caicos Islands hosted for the first time, the Caribbean Financial Action Task Force (CFATF) Plenary and Working Groups Meetings at the Tropicana Plaza, Providenciales from 7-10 November 2016. By way of background, the Turks and Caicos Islands was unanimously elected as Deputy Chair of the CFATF, the premier Anti-money laundering and combating terrorism financing regional compliance body, at its XLII Plenary in Port of Spain, Trinidad and Tobago on 24th November 2015. Attorney General Rhonda lee Braithwaite Knowles holds that position as Attorney General and Prime Contact of the Turks and Caicos Islands. That election lead to the Turks and Caicos Islands becoming the Chair of the CFATF during this week’s Plenary hosted by the Turks and Caicos Islands on Providenciales. The current chair of the CFATF is Trinidad and Tobago and that position is held by Trinidad and Tobago’s Attorney General Hon. Faris Al Rawi. The CFATF is an FATF-style inter-governmental regional body for the Caribbean which plays a critical role in promoting compliance through monitoring and evaluating member states in an effort to achieve compliance with the FATF Recommendations. The FATF is the premier global inter-governmental organization
that sets the standards for preventing money laundering, combating terrorist financing and the financing of weapons proliferation (AML/ CFT). Globally 180 jurisdictions have joined the FATF and FATFstyle bodies. Compliance with the FATF internationally endorsed standards protect the integrity of the global financial system by increasing the transparency of the financial system (making it easier to detect criminal activity) and give countries the capacity to successfully take action against money launderers and terrorist financiers. The benefits of compliance with the FATF standards include; securing a more transparent and stable financial system that is more attractive to foreign investors. While ensuring that financial institutions are not vulnerable to infiltration or abuse by organized crime groups. Building the capacity to fight terrorism and trace terrorist money and meeting binding international obligations and avoid the risk of sanctions or other actions by the international community and avoiding becoming a haven for criminals. The CFATF comprises 26 countries from South and Central America and the Caribbean, with a total population of approximately 80 million persons. These countries include Jamaica, the Bahamas, Venezuela, Bermuda, the Virgin Islands, Belize and the Cayman Islands.
The Turks and Caicos Islands was last evaluated by the CFATF in 2008 and will be assessed again under the new FATF standards as to the effective implementation of the AML/CFT public sector and private sector systems in the first half of 2017. Work has begun on the completion of a National Risk Assessment within the Turks and Caicos Islands with public and private sector participation. This week’s meetings will primarily deal with the recent evaluation of Jamaica. About 175 delegates from regional governments and public bodies charged with monitoring compliance with AML/CFT matters have travelled to Providenciales to attend the Plenary and related meetings and events hosted by the Attorney General’s Chambers partnering with the Ministry of Finance, the Customs department, the Ministry of Tourism, the Office of the Director of Public Prosecutions, the Financial Intelligence Agency, the Financial Services Commission, the Financial Industry Association, the Bar Council and the British Caribbean Bank. Braithwaite Knowles said: “It is an honor to accept the Chairmanship of the CFATF on behalf of the Turks and Caicos Islands. This demonstrates the commitment and capacity of the Turks and Caicos Islands to transparency in our financial systems and to playing a key leadership role in regional efforts to achieve compliance with these important standards.”
Judge finds sufficient evidence to continue Christopher Forbes murder cases BY DAISY HANDFIELD A GRAND Turk Supreme Court judge last Friday found that there was sufficient evidence to continue the case against a Bahamian man facing charges of two counts of murder, which tie him to the deaths of two Dominican women. The case was sent to a plea and direction hearing in Grand Turk last week, where the judge concluded that there was enough evidence for trial. Christopher Forbes, a 33-year-old resident of Blue Hills, will reappear in court on November 24. Two Dominicans, Yuneiry Veras and Sonrineida Moreno Arias, were found dead in Providenciales, within three months of each other, in a secluded area in the western district of Providenciales.

The body of twenty-six-year-old Sonrineida Moreno Arias was found naked in the bushes on July 13. She was last seen before her death, wearing a blue skirt and black top, after leaving her residence in Blue Hills According to reports, she was picked up around 4 am by an unknown driver. She reportedly left work at the Shadow Bar around 3 am Sunday morning and was dropped off at her home by a co-worker. The body of Yuneiry Veras was also discovered in the bushes in them same area of Providenciales at about 1.04pm on Saturday, April 23. Forbes was arrested by detectives of the Royal Turks & Caicos Islands Police Force at his home in Millennium Heights on August 31.

I congratulate each of the persons selected to stand in parliament tomorrow. As this is an academic endeavour, the entry threshold, of necessity, must be a standard not achieved without effort. I pay tribute to the teachers who took the time to coach them and I recognise the large team of support behind the scenes at each school, without whom this event would not be realised. I especially recognise the Clerk to the Legislative Council, Mrs Blackman, who, as one of the most experienced Clerks in the Atlantic and Caribbean Region and perhaps the entire Commonwealth Parliamentary Association, has been selfless and untiring in her support, cooperation and encouragement for, with, and to the Junior Parliamentary Debate for fifteen years. Yours is a generation of privilege and opportunity. When I was born, North Caicos, the Caicos Islands, were not, so far as participation in the legislative process is concerned, part of the Turks and Caicos Islands. It was the work of people like Paul Higgs and Gus Lightbourne which brought about a change in the constitution in 1956 that for the first time gave the people of the Caicos Islands a place and a voice in the legislative affairs of their country. Some of you barely know the name JAGS McCartney. But if it was not for JAGS you might not be here today participating in this very special educational process, the Junior Parliamentary Debate. You see, JAGS led the agitation for a constitutional change and as a direct result, we now have the ministerial form of government, thus allowing me the opportunity to become a minister in government. Through the desire to raise the profile of education in the country, we introduced the concept of Education Week and the Junior Parliamentary Debate, because we genuinely believe that the future of the nation is in the hands of the youth of the nation. But enough about me already. Let’s talk about parliament. Parliament was never intended

to be the slave of party government but the servant, the advocate, the very hope, the embodiment of the highest aspiration of the people. Parliament, in England, was the direct result of the agitation of people who were discontented, disappointed, fed up with the tyranny of the monarchy. Parliament was supposed to involve the people in the decisions as to how they are governed. Enoch Powell is not often quoted in any positive light and particularly not by people of colour. But in 1979 he said, “Take Parliament out of the history of England and that history itself becomes meaningless”. That’s how central Parliament is to the life of the English. Our humble Legislative Council is supposed to be patterned after the British Parliament. Our parliamentarians have every power and privilege of those of the Parliament of Britain. And I’d leave you to ask the questions on that issue. Sadly, it appears that in most socalled parliamentary democracies, the people are only very occasionally involved in anything done or debated by parliament and are, for the most part, relegated to the dark corner of ignorance while the party in power, which is only in power because the people determined that they should be, strives to bring all things under subjection. Parliament has, or should have, four main functions: i. To enact legislation ii. To provide the finance for carrying on the work of government iii. To scrutinise government policy and administration, particularly proposals of expenditure CONTINUED

iv. To debate the major political and social issues of the day And that’s why we’re here today. This exercise is not to give you the occasion to mimic current personalities, but the opportunity to raise the questions that have not yet been asked; to demonstrate to the current occupants of your parliamentary seat that there might be a better way; to show the people that they too have a part to play in the political growth and direction of their country; and thus change the way we think of government and the political and parliamentary process. A special word to those who have been selected to represent the Opposition. The duty of the Opposition is not to oppose for the sake of opposition. The Opposition Members are elected to parliament by the exact same process, at the exact same time and for the exact same purpose as those who end up being government members. Consequently, those who have the privilege of becoming Members of Parliament in Opposition ought to change their way of thinking as the PDM did in 1988 and recognise that the job of the Opposition is to assist in government. I wish for each of you that the experience tomorrow is a very pleasant one, one that is not just memorable, but that helps to shape the future of your life and the life of this country. All candidates should be held to similar standards
I have had a very interesting experience thus far since and before the official launch of my campaign as an Independent AllIsland candidate. One of the most reoccurring experiences have been the gauntlet of questions posed to me regarding my decision to run as an independent candidate rather than on a party’s ticket. I have been asked: what impact do you believe you can have as an elected member of parliament? What difference can you make? How can you implement the ideas in your platform if elected? How will you vote in the House of Assembly if you are elected? And of course, the most popular question of all: if you were to win, which side will you join? I believe anyone who has posed these questions to me can attest that I have endeavoured my very best to answer them as honestly as possible. Nevertheless, I have listened to several party candidates being interviewed and I am left with the sentiment that independent candidates are being held to a higher standard that political parties’ candidates and their motives and platform for running are questioned far more than the political parties’ candidates. I
find this very interesting. While I do not mind being questioned, or asked to justify my decisions as an independent candidate, I want this electorate to question the motives and platform of the political parties’ candidates as well. As a matter of fact, you should question the candidates running for political parties even more because traditionally, they share a single platform and so called vision outlined in the party’s manifesto (which we can often describe as recycled dreams and ideas) and traditionally, have not been required to articulate what they bring to the table as potential members of parliament. Secondly, may I remind this country that despite the tradition of political parties seeking to get ‘a majority of their candidates” elected to form a government, section 32 of the constitution which speaks to the formation of government, only refers to ‘elected members’. It does not specify whether they were elected on a political party’s ticket or as independent candidates. This brings me to my next point. Since only elected members can form a government and opposition regardless of the engine that got them elected; constitutionally, all fifteen elected members and four appointed members are law makers

You have given them a free pass long enough. For these reasons, make sure ask the party candidates which laws they intend to address or amend if elected. Ask them: “if your party is supporting a legislation that conflicts with your personal conviction or against the interest of this country, how will you vote? What difference you intend to make as member of parliament? Why did your party select you as a candidate, was it your popularity, history of public service or simply because you could defeat the other candidate at the polls?

Happy days Happy days celebrate the December TCI election. TCI has wanted to deny or possibly confirm confidence in the current administration for a long time. Unity a non partisan issue does not have legs. After 4 years of turning their back on opposition’s parliamentary motions the PNP unity call seems hollow. No unity call from the newest party formed behind the leader who committed internal party treason after unsuccessful leadership tries going back 20 years. As with commies Stalin and Chavez it has been PNP leaders who got steak,wine, trips, businesses, casinos, fat salaries,a huge pension payment, big fancy cars and previously mansions and jets while the TCI people went bankrupt and

Washington has to live down his painful heavy taxes, raiding the pension fund and his failed bank. Doctor Ewing has to live down his management tactics, his ministers, their policies and his brain child the National Health Plan which is absorbing so much government income the civil servants can’t get a raise. If re-elected will PNP tax property ? Rufus blamed his failures on everyone from Britain to opposition members. The mother country kept TCI financial affairs intact. The opposition kept hope in the future

By the way, for those candidates who switched parties, were you not with the other party, four years ago? Why have you switched to this party? Are you seriously interested in advancing the platform of this party, or are you an opportunist desperately trying to get elected? By now everyone should know that I am not afraid to ask or answer tough questions. Therefore, the only thing I ask is that the rules for independent candidates be applied to political parties’ candidates as well. Remember, I run the “No Spin Zone” so I can identify ‘spin’ when I see it.

Candidates receive nomination packs BY OLIVIA ROSE CANDIDATES who have expressed interest in running for the upcoming General Elections were furnished with “Candidates Nomination Packs” on Friday November 4. In keeping with the electoral process, Supervisor of Elections Lister Dudley Lewis launched the Nomination Packs, which contains various items that every candidate or political party will need to complete to ensure they are correctly nominated, and that they have met all of the necessary legal requirements to allow them to stand for election. The Nomination Packs include detailed guidance notes about these requirements and a helpful checklist so that candidates can ensure that their nomination paper has been properly completed. Coupled with this, the pack also contains other required forms that must be submitted to either the Returning Officer or the Supervisor of Elections. Lewis advised candidates to submit their nominations at the venues specified in the notices between the hours of 10am and 1pm and then 2pm and 4pm on Nomination day. He said: “All nominations have to be made by that last time stipulated.” Lewis remarked that : “Although many people have come forward and said that it is their intention to stand for election, they cannot do so unless
they have met all the requirements stated in the nomination pack and they submit the correctly completed application by the deadline and pay the required deposit of $500.00.” As Election jitters consume the nation, five Independent candidates have started the ball rolling when they officially registered with the Integrity Commission to run in the December 15 General Elections. So far, former Premier Michael Misick, who is slated as an At Large Independent candidate, was the first candidate to register with the Integrity Commission. McAllister Hanchell was next in line to register as an Independent for the South Caicos seat. Jasmin Walkin, Clarence Selver and Damian Wilson were the other three candidates who registered to become official nominees before the nomination day is declared. According to the election timetable, the Governor has issued the formal Writ for election on Monday, 31st October, 2016 and the published notice for nomination day is November 18th 2016.
Second Caribbean charity receives funding for Haiti relief effort A SECOND Caribbean charity has received funding from CIBC FirstCaribbean to assist with relief efforts in Haiti, which was severely affected by the passage of Hurricane Matthew last month. J$1.6M, has been donated to Haiti relief through the Jamaica-based Food For The Poor (FFTP) which is working to disseminate food and other supplies to Haitians affected by the hurricane which hit the island on October 3, 2016. Nigel Holness, Managing Director, CIBC FirstCaribbean International Bank in Jamaica said that the bank was “very concerned for the well-being of our neighbours in Haiti.” Speaking at the presentation of the cheque to Food for the Poor Executive Director, David Mair, he said that FFTP has a respected history of relief work in Haiti hence the bank’s decision to work with it to assist the communities devastated by Hurricane Matthew. Commending FFTP for its efforts, Mr. Holness noted that “clean water, food and shelter are a major priority after a national disaster and we are proud to do our part in ensuring our Haitian brothers and sisters are provided for.” He said that “while CIBC FirstCaribbean International Bank does not operate in Haiti our neighbor was not spared the wrath of Hurricane Matthew and we must help them however we can.” In his remarks, Mr. Mair said that “CIBC FirstCaribbean must be

applauded for their generosity.” He said the humanitarian response from businesses in Jamaica was outstanding resulting in over seven container shipments to date, of donations of canned food, water and a host of nonperishable items to Haiti. Food For The Poor, headquarters in Florida, he said, had shipped multiple amounts of relief items as well and the organization’s representatives in Haiti, were focused on feeding and providing shelter for displaced Haitians and helping them develop sustainable incomes. Last month, shortly after the hurricane hit Haiti, BDS$25,000 was
presented to the United Caribbean Trust (UCT) in Barbados to facilitate the purchase and distribution of water filters for the community tanks in the areas in Haiti hardest hit by the Hurricane. The water filters or purifiers which will be installed in schools, orphanages, prisons and churches will give close to one million Haitians access to safe drinking water. The bank is also finalizing plans to make a sizeable donation to the relief effort in the Bahamas, where one of its largest businesses is located, and which was also significantly affected by Matthew.

It is, I am sure, an open secret that the writer of this column finds dayto-day politics nauseating at best, which is exactly why this is not a political column. Some of these speeches were better than others – none were brilliant. In fairness though to the various local speakers, one should add that a truly brilliant speech is a rare thing. With any luck you can point to a superb piece of oration half a dozen times during a century; sometimes you have to wait longer. A superb speech informs AND inspires an audience. An average speech may not necessarily inspire, but should at least be informative in an entertaining manner, whereas a poor speech makes you wish it would end soon and/or puts you to sleep. A poor speaker, repeats himself, pays little or no attention to diction and vocabulary and usually has the charisma of a dry bun. History has left the world with a treasure trove of great political quotations and if there is a word of wisdom (or rather a source of entertainment) for this country’s next elected representatives (be they re-elected or newly elected), it is perhaps to reflect from time to time on the verbal outbursts and writings of politicians from centuries past. Irrespective whether you think “enough is enough” or are inclined to want to reach “the next level”, Benjamin Disraeli (1804-81), who coined the phrase ”Change is inevitable in a progressive country. Change is constant”, is a good one to start with. And while General De Gaulle asked himself upon becoming French President, “How can you govern a country which has 246 varieties of cheese?”, his successor to the job ,Georges Pompidou (1911-74), wisely stated that “A statesman is a politician who places himself at the service of the nation, while a politician is a statesman who places the nation at his service.” In a similar spirit, Thomas Jefferson (1743-1826) observed that “When a man assumes a public trust, he should consider himself as public property.” Asked what qualities a politician required, Winston Churchill (1874-1965) replied, “The ability to foretell what is going to happen tomorrow, next week, next month and next year. And to have the ability afterwards to explain why it didn’t happen”. Meanwhile President Harry Truman’s (1884-1972) suggestion to all budding politicians and leaders was, “Always be sincere, even if you don’t mean it.” The list goes on endlessly. As I write, the U.S. elections are being held and the outcome of that event will not be known until after I have dispatched this piece. While I would rather “plead the 5th”, than comment on what has been referred to as the “nastiest U.S. election campaign” in recent memory, I will say that TCI politicians can hold their heads up high for not having lowered themselves to the levels of their American counterparts. In the end it all comes down to the following, be it in the TCI or anywhere else: “Every nation gets the government it deserves” (Joseph de Maistre 1753-1821). Enough said.

TCI healthcare PPP: ebony or irony? The state of healthcare in the Turks and Caicos Islands is continuously subjected to public scrutiny. Some categorized it as deplorable, particularly in the pre-2010 era. Post 2010 was presumed to be the dawn of modern, high quality, healthcare services with the launch of TCI’s first Public Private Partnership (PPP) project in health care. The intentions may have been good, but careful analysis reveals extensive and expensive repercussions. I wish to highlight some of the challenges and proffer solutions based on research evidence in the field. In simple terms, the game-changer for the TCI came approximately in 2007/2008 when the powers-that-be opted to ‘contract out’ significant healthcare infrastructure and services to a private, profit making organization. While PPPs have been utilized in various sectors in developed and developing nations, in the global scheme of things, they are not a common or ideal method for procuring public healthcare infrastructure and services. Researchers as far back as the 1970’s have highlighted the problems that arise from ‘contracting out’ (Stephen Ross, 1973; Barry Mitnick, 1975; Eugene Fama & Michael Jensen, 1983; Kathleen Eisenhardt, 1989; Ekaterina Osipova, 2015). PPPs give rise to compounded agency problems. Systematic literature reviews in the past two decades also highlighted some crucial pitfalls of PPPs. Healthcare systems are complex, adaptive and laden with uncertainty. In this setting PPPs are expensive because of the high cost of capital, high transactional costs, and high costs associated with monitoring subsequent PPP contracts. In this regard some PPPs: 1. Do not live up to the claim of value for money 2. Do not automatically deliver innovative and quality services above and beyond what the public sector can deliver with equivalent resources 3. Result in the public sector being asymmetrically locked into a PPP contract It is therefore not surprising that the TCI’s PPP is turning out to be very expensive. What is not readily apparent is how expensive??? According to the TCIG’s published financial records and on average, around U.S. $24 million has been circulating annually (unitary payment, reconciliation, windstorm insurance) for infrastructure and related services and another U.S. $18 million goes to NHIP for overseas treatment and as TCIG’s contribution to the Health Plan. A debt amount of U.S. $118.7 million is recorded, with unitary payments continuing until 2033. This is a staggering figure for a population of less than 35,000 but

the full story is yet to be told. NHIP’s total collections and expenditure are NOT accounted for in TCIG’s books. We know NHIP collects from the populace and directly from the government. In the absence of a public record, it is reasonable to assume that whatever NHIP pays for services on behalf of the PPP is not less than the unitary and related (infrastructure) payments???One really should not have to guess.... at least 5 years of financial records should now be available to the public on tax payers’ contributions and how these contributions are spent. In short, the PPP policy and the PPP component of the TCI health care system is bleeding the public purse to the tune of approximately U.S. $1million or possibly more per week. Will this trend continue to the year 2033? To further put these costs in perspective, researchers Sekhri, Feachem and Ni (2011) analysed similar PPP models using TCI and PPPs in Lesotho, Africa, and Valencia, Spain. The following was revealed: Capital cost in TCI - $124 million Capital cost in Lesotho - $120 million Capital cost in Valencia - $98 million Lesotho has 425 hospital beds 1 gateway clinic 3 filter clinics Caters to 20,000 inpatients and 310,000 outpatients Valencia has 300 hospital beds 13 surgical suites, 22 emergency room beds 22 ICU beds, 7 paediatric ICU beds 4 Integrated Health Centres 46 Primary Care Clinics Spain advanced a further U.S. $92 million on improvements during the life of the PPP contract and the catered to 250,000 residents. TCI’s PPP is recorded as delivering 20 hospital beds (10 in practice) in Grand Turk 40 beds (20 in practice) in Providenciales Primary care clinics and dental clinics for 35,000 residents. Take careful note of the variation in what was delivered for the stated initial cost. In this study, TCI is noted to have the SMALLEST population and the LEAST infrastructure, but capital costs SURPASSES countries catering to populations almost TEN
TIMES the size of TCI’s, But the outrageous expense is not the only problem. The ethos embedded into modern healthcare delivery is the tax payer, end user or patient choice and voice. The policy decision has effectively removed choice and voice even at the most basic level of healthcare and financially penalizes the tax payer or resident who does otherwise, particularly on the island of Providenciales where over 75% of the population resides. TCIG led primary healthcare services are free but remains underfunded. Some of the same services through the PPP attracts a $10.00 or $50,00 co-pay, with the remainder of the UNDISCLOSED bill being paid by NHIP. In the private sector, the system contributes $35.00 and the tax payer absorbs the rest of the medical bill. This set up has created an inequitable access in primary healthcare and is undoubtedly the underlying reason why residents have a tendency to seek primary care services at the emergency room. The government’s attempts to address this problem was to extend the hours of its primary healthcare sign posted as TCIG’s clinical services within Cheshire Hall Medical Centre. Ironically, this is the very same facility for which TCIG pays top dollar to its private partner to deliver primary healthcare too. The paradox here is residents show up to the emergency room because of the inequity of access to primary care created by TCIG through NHIP in the first place. Extension of the government led primary care services does not address the root problem of INEQUALITY IN ACCESS in the entire health system. Furthermore, combining primary healthcare and hospital services into the same central physical location is counterproductive to ‘evidence based practice’ in primary healthcare delivery. The evidence overwhelmingly supports decentralizing primary healthcare. Policy decisions supporting centralization are therefore fundamentally flawed. Given the level of TCI healthcare expenditure, and like the U.K., Valencia, Lesotho and (closer to home) the Bahamas, Jamaica and other neighbours, all TCI residents should by now be receiving FREE community based primary health care across the length
and breadth of the entire country Research has also been highlighting an increasing number of governments find they lack the capacity to properly negotiate and monitor PPP contracts. Contracts for health infrastructure alone are complex. When medical services are added to the mix, the complexity of these contracts is taken to a level that requires significant financial and human resources. Experts suggests at least 2% of PPPs total project cost be allocated for effective monitoring. In the context of TCI where an integrated PPP exist, total infrastructural costs exceeds U.S. $124 million and total yearly payments to private partners approximates to over $48 million, suggesting that a conservative estimate of investment into monitoring should be around U$ 1 million for the PPP alone. This figure escalates a bit if the entire health system in TCI is considered. From the 2016/2017 budget, TCIG has just over $370,000 allocated yearly for the PPP contract management. Moreover, the research of The Global Health Group (2009) provides a schematic representation of part of the intended health system for TCI subsequent to the PPP policy decision. A key component is a ‘health regulatory authority.’ This entity similar to the U. K. Care Quality Commission is most vital for all concerned (patient, tax payer, government, and health care providers) for independent local assurances in the quality of care at all levels. Yet, after 2 years of interim government, 4 years of local government and 6 years of exorbitant health expenditure, vital components of the TCI health care system remain etched only on paper. The policy decision has further complicated (disintegrated) the health system by placing infrastructure and related services under the Ministry of Health and health benefits, overseas treatment and clinical services or NHIP under the Minister of Finance. These are but few of the issues related to the PPP policy decision. The system needs to change for the benefit of and with due consideration to the views of its users/tax payers. I openly offer a few suggestions in accomplishing this: 1. Government led primary healthcare needs to be decentralized across the entire country. 2. The inequity in primary healthcare needs to be removed and patients given the option to choose their primary healthcare provider at NO additional cost. That is ‘levelling the playing field’ by paying ALL primary healthcare providers the same, including paying the selected PPP partner the same as everyone else for primary healthcare. This will solve a myriad of problems in the current system.
3. Introduce patient voice to the system. Patient and tax payers’ concerns should be continuously factored into shaping the healthcare system at all levels. 4. Promote patient-focused-care. TCIG has the option of not renewing the shorter term service contract which according to Sekhri et al (2011) is 5 years. After all, significant profits are built into the current arrangement. TCIG has the option to seek out a not-for-profit service provider. There are mounting case studies that show the not-for-profit private organization drives quality, focused care much better than the profit making organization in PPPs. Alternately, I put to the people of TCI to lobby for the establishment of a statutory hospital authority. Either way the research evidence supports a better outcome. 6. Local healthcare monitoring and quality assurance need to move forward by huge leaps and bounds. This should have been done prior to the launch of the PPP. Our current state leaves much to be desired. Efforts to date are rather piece meal. The time is past due to aggressively grab the ‘healthcare bull by horns’. 7. In the midst of limited public resources, government cannot be regulator, facilitator, payer and provider. IT DOES NOT WORK!! The PPP policy changed the system and TCIG needs to now understand how the policy decision changed the system and where pubic funded efforts should be intensified to bring effective, innovate, quality care and better value to tax payers and residents. Alas, this is only a glimpse into the problems with the policy decision on PPPs. There are other implications to the relevant public and private healthcare organizations and practitioner-patient relationship and wider health systems that are not addressed. Modern healthcare and more efficient use of public resources in healthcare has most notable achievements when the users and ultimate tax payer views are continuously taken into account. Paramount to all this is the free flow of information. The most progressive societies in the 21st Century are those in which information is unrestricted. It is hoped that this article has provided more information and clarity to readers, particularly residents in TCI as well as to challenge current and aspiring policy makers to be visionary in determining where we are and where we need to be going as a country moving towards ‘evidence based decision making’ in delivering modern 21st Century healthcare. Whether the current PPP has brought us closer to this reality is questionable.

PDM pulls hundreds to first rally in Provo BY OLIVIA ROSE WHILE it’s true that rallies aren’t votes and what really matters is ground game, it’s also true that the People`s Democratic Movement (PDM) supporters are “fired up and ready to go” to the polls. This was demonstrated at the Party`s first major rally in Downtown, Providenciales, which has seen the largest turn-out so far on Tuesday, November 8 on the grounds of the party`s headquarters. The enthusiasm and size of the ‘blue” -crowd energized many staunch PDM supporters to rally their troupes as the countdown to Election Day gains momentum. Candidates all dressed in the party`s color “blue” mounted the stage to appeal to their constituency to vote for the PDM. Grand Turk & Salt Cay, incumbent Edwin Astwood reminded voters of the importance of electing the entire team. He said: “Please remember we cannot share any votes, there`s no time for sharing. It could be your friend...you cannot share. Tell them you`ll owe them that vote some other time, but this election is too important to share. You must vote straight down the line. “Vote for your PDM constituency candidates, vote for your five at large, you have to vote for your five At Large. It’s no good of me being in the house and the other members are not there; we need the entire team. We want you to bring the entire PDM team.” He told the crowd that the PDM will be securing two seats in the House of Assembly from Grand Turk South Caicos candidate, Keno Forbes said only a person who`s committed to the enhancement of their community would leave their profession of 15 years to help the people. “I don`t want anything; I want to help the people of South Caicos. They’ve been questioning my medical record, so I asked the people: do you want somebody with a medical record or a criminal record.” Taking the stage after Forbes, candidate for the twin islands(North Caicos and Middle Caicos) Ralph Higgs, said for the first time

in years the people in his district will get true representation. “North and Middle Caicos I, don`t want you to have any doubts, there’s no competition, my opponent doesn’t have a record; he doesn’t have a record to run on, so he`s going about trying to distort and destroy my record. But my record is well documented.” Candidate for Long Bay and Leeward, Ezra Taylor, said for four years the people were subjected to meager representation under the incumbent administration , however that is about to change. “Change means inclusiveness, change means nobody will be left behind, change means prosperity is going to come to you under the blue.” The Bight candidate, George Pratt, promised to holistically address the issue of mental health in the Turks and Caicos Islands once elected. “It’s my job to understand what the community needs; I want to know what my people need.” He said: “Whether it’s a learning disability, Attention Deficit Disorder, Autism, oh my God, Autism, this is something that the world is paying attention to, this is serious business, and we need serious people to go out to the polls and vote this change so we could have a serious Government who are serious about the issues of

She said: With the help of my party, I want to assist women in our community who are in need. Addressing the problems of single moms, she said there are children going to school with no lunch, and we`re going to ensure that you get help once we are elected.” Pledging to tackle the issue of rising violent crime in the Turks and Caicos Islands, All Island candidate Josephine Connolly said : “When we get in power we`re going to deal with crime , its affecting you the people, and it’s also affecting our tourism. “The PNP has never had a viable

Williams reminded the people of the Government’s incompetence to address a myriad of national issues. He said: “We have the opportunity to elect a Government who cares about the people, a Government who will represent the people. “For four years now I begged the Premier to do something for Wheeland, I said you`re from Blue Hills , Blue Hills is in Wheeland. I finally got him to commit to fifteen thousand dollars, said he was going to build a boat ramp. Nothing happened. The money disappeared in the budget. “Now that. its election year they say they’re going to build a community center. But they don’t even know where the land is to build it on.” The Party`s national chairman and candidates for Cheshire Hall,
plan in place for these islands, not in 2002, not in 2006 and not in 2012, and you can rest assured that this PDM government will do it for you in 2017.” The PDM`s Leader, Sharlene Cartwright –Robinson, closed off the night with a sterling speech. She told the crowd that the PNP Government had repeatedly failed the people of the Turks and Caicos Islands. “The PDM recognizes that much of what we campaigned on in 2012 remains the same, not because we did nothing as the Opposition; we used every tool we had, some of them brought great success. “It was my private motion that stopped value added tax, and I’m saying that my on a team, the PDM , they would tell you that she made a lot of noise, but the noise brought real change. “It was the PDM,s stance presented by me on payroll tax that stopped that tax from altering and changing the way we market this country.” She informed the people of the Opposition`s constitutional role of a watchdog, with limited powers, their role is to keep the Government in line. The PDM Leader promised to create more jobs for Islanders, craft proper strategies to take crime by the horns and to effectively address other social issues affecting the populace.

Open letter to British Foreign & Commonwealth office Sir Simon McDonald: Permanent Undersecretary & Head of Diplomatic Service Hon. James Dudridge: Minister for Overseas Territories & Caribbean Mr. Peter Hayes: Director Overseas Territories Dear Honourable Sirs: It is inconceivable that I am writing to let you know we are facing crises in Turks & Caicos. As the agency charged with the welfare of Overseas territories, your job is to be fully aware of this. If not, your newlyarrived Governor, HE John Freeman, should have sized up the situation by now, and informed you of the dire circumstances. But if the usual dismal governance, that has been a centuries-old staple of British T&C oversight, is anything to go by (Yes, as I write this one of your former Governors, a Mr. Richard Tauwhare, is right now sitting in the evidence box of a T&C courtroom explaining to a judge how he, the top choice sent by your Crown, allowed our country to fall into an abyss of corruption during his tenure here) you need all the help you can get. Governor John Freeman, your choice for T&C oversight and not ours, foot has hardly touched the ground here before he was immediately pressed into service in dissolving Parliament to make way for new elections. No harm done here, as this happens to be one of his ceremonial duties. But what happened next speaks to the poor state of local T&C representation. The sitting PNP government called elections for this 5th December. The Governor was made aware of this and responded with this release: “It has been brought to my attention that the Proclamation fixing the date for 5th December 2016, will not give officials sufficient time to prepare for the election, as envisaged by section 26 of the Elections Ordinance.” The upshot of this was that the Governor and the Leader of T&C Government, Premier Rufus Ewing, met and it was decided to extend the date by ten days to 15th December. Yes, that is what I said. 15th December. Honorable T&C-Overseers-In-London, let me explain this development in terms you can understand. This is nothing more than a lame joke by trifling individuals set on having, not an election but a free-for-all. T&C Islanders like most of the world, but even more so, are legendary for their all-out preparation for, and celebration of, Christmas. For the sitting Government to call elections a week before Christmas confirms what everyone knows: “Locally elected T&C governing officials care little for the concerns and interests of the citizens.” If they did would they call elections at a time so inconvenient for the people they claim to represent?
What is more is that these officials, who desire to be taken seriously and thought of as mature Parliamentary thinkers worthy of making their own way, has to have a White Englishman newcomer from across the ocean come to tell them that this 5th December election decision is unsound, and not in the interests of the country and its people. How embarrassing, shameful, and child-like! With such behavior why should these local officials be thought of in any terms other than ‘incapable of governing themselves!’ In calling for December elections, something unheard of in T&C politics, are these sitting PNP Government officials: attempting to have their way and catch a newly-arrived Governor off-guard before he gets the lay of the land; catch the Opposition, and independent candidates, off-guard and unable to adjust to the short notice, knowing that such a snap election maneuver is always to the advantage of a sitting government; and catch the voters off-guard in the calculation that their supporters would make every effort to turn out and vote for them whereas non-supporters, fed up with this inconvenience messing up their Christmas chores, would choose not to visit the polls. Or, is it a low-down attempt by the sitting government to call elections at this time so they can dole out ‘Christmas gifts’ of ham, turkey, money, added phone minutes, and alcohol-soaked parties, to come away with an election win? Election Corruption 101! Any, and all of these possibilities, are nothing more than trifling child’s play. If Turks & Caicos is truly the Oversight responsibility of your offices, and your government, elections in this country SHOULD NOT take place until after the New Year when all the revelry, and increased opportunity to compromise the process, has subsided. Elections in December? The people of T&C deserve better consideration than this. Honorable gentlemen, Turks & Caicos should be so lucky to have only to deal with this homegrown nonsense of self-interested elected officials out to steer elections in their favor by calling it in December. But there is another assault looming. This one is external. It is illegal immigration, and has to do with our neighbor, Haiti, ninety miles away. But this time it is more alarming than ever, and blame can be thrown squarely at the feet of your British
Government, who claim to be the Overseeing Authority for T&C. This illegal immigration from Haiti has been going on for many a decade, and tiny Turk & Caicos has silently absorbed it in a GoodSamaritan-like manner for all this time. But enough is enough! T&C is in no position keep this up. The severity of this current situation now makes it a crisis. This current T&C news release explains why: “Immigration and Border Control officials in the Turks & Caicos Island are on ‘heightened alert’ after 174 inmates escaped from a prison in northern Haiti on Saturday October 22.” The report goes on to say that the escapees killed a prison guard and made off with five rifles, and that the US has warned it people in Haiti that this is a ‘violent prison,’ and that they should avoid the area. What is alarming about this is that some of these escapees might already be in T&C because, since the prison break, there has been another illegal landing in Providenciales of what authorities estimate to be more than 100 individuals, with none of them having been caught so far Strangely, in this instance in which the US has strongly warned its citizens about their safety and security, your newly-arrived Governor seems to be so lacking in voice as to be practically non-existent. The December elections shenanigans was ‘brought to his attention,’ but here he seems to be’ virtually in the dark,’ and unresponsive to this looming law enforcement and immigration threat to a Territory you sent him to ‘oversee.’ How is this possible? This is quite puzzling because your Governor: a.) Is charged with being responsible for law enforcement, and the internal and external security of this Territory of T&C, as per our Constitution b.) Hails from a UK that itself has been dealing with a recent influx of refugees, something we have been dealing with for decades, and you have taken severe measures to stem this problem. Yet he is mum here. Should he have not by now contacted you requesting one of your Navy’s men-o-war be dispatched to that ninety miles of ocean between us to impede, until further notice, anything from tthat island. c.) Hails from a UK whose Ministry of Defence sets aside 0.5% of its overall budget of £35.1 billion pounds (I am a literary man, and do not claim to be an arithmetic wizard, but if I am correct that works out to £175.5 million pounds)
on the security of sister territory of The Falkland Islands. Now the main difference between these two Overseas Territories is that the T&C populace is majority Black, while that of the Falklands is almost exclusively White Brits who the MoD website boasts “can trace their British lineage back 9 generations.” Bravo! So the home country that sent this new Governor to T&C to oversee its governance spends £175.5 million pounds for the security and border integrity of an OT that is majority White, but in the majority Black territory of T&C, with a bigger populace, the anemic sea patrol boats most times either have no money for fuel, or are inoperable. What a shameful and embarrassing display of White preference and privilege, racial bias and discrimination, and selective utter neglect on the scale of a fiddling Emperor Nero while Rome burned. This is most definitely something of keen interest to the UN Committees on Decolonization, on which UK representatives sit (see the document of our June 24, 2011 TC Forum appearance before this committee, with Mr. Alpha Gibbs presenting). d.) Hails from a country that does a decent job of solving crime but in the territory of T&C, which it allegedly oversees, crime is spiraling out of control. Since your Governors arrival there has been a never before heard of broad daylight attempt to steal an ATM machine, and when police arrived on the scene they were fired upon by the thieves. This is in a territory where law enforcement falls under his domain. Yet the good man remains mum about this. Should he not by now have contacted you, his bosses, to ask for law enforcement help from your Scotland Yard and Interpol? Is it not that important to him, or you? e.) Hails from a UK that has, in its Parliament, an All Party Parliamentary Group (the equivalent of a lobbying interest group) for the Falkland Islands but none for Turks & Caicos with a population in excess of this sister territory. Is it any wonder that T&C continues to stagnate after centuries of this ‘Overseeing Authority’s’ oversight and what does this new Governor, and your offices, plan to do to remedy this situation? This, like the security expenditure on the Falkland Islands, exposes another instance of blatant racial discrimination and neglect of the United Nations Charter article 73 which your country claims to be committed to, and has solemnly agreed to uphold. Said article highlights, among other elements, the following as its leading objectives: a. to ensure, with due respect for the culture of the peoples concerned, their political, economic, social,
and educational advancement, their just treatment, and their protection against abuses; b. to develop self-government, to take due account of the political aspirations of the peoples, and to assist them in the progressive development of their free political institutions, according to the particular circumstances of each territory and its peoples and their varying stages of advancement; c. to further international peace and security; Honorable Sirs, your country has shockingly not lived up to any of these listed obligations. These are pressing and longstanding matters in Turks & Caicos that are long overdue for addressing, and I expect you to deal with them posthaste. Me, and the NGO group of which I am a part of, Turks & Caicos Forum (TC Forum) stand ready to speak with you, meet with you, and work with you, in ensuring the progress of Turks & Caicos. I need no introduction as I have been in contact with your Foreign & Commonwealth Office before. Another Founding member of TC Forum, along with myself, have in the past have met with one of your Governors and his CEO to discuss your installation of Interim Government in T&C some years ago; and, on introducing myself to your three member Constitutional Reform fact-finding team, was told pleasantly by one of the group ‘You don’t have to introduce yourself to us Mr. Roberts. We are quite familiar with who you are from your correspondence and enjoy contact from you, and hearing what you have to say. However this is woefully inadequate. I would wish more than this, and call on you, your offices, and your country, to fully live up to its obligations and responsibilities towards Turks & Caicos and its peoples under the obligations of UN Charter Article 73 and the contents of a plethora of well-typed White Papers and handsomely-bound reports published by your Government, that have amounted to precious little over these many years. InterCaribbean to boost regional connectivity With its new, enhanced winter timetable, interCaribbean Airways substantially boosts regional connectivity and convenience via its fast-growing hub at Providenciales, Turks & Caicos. “Both the passenger’s connecting experience at Providenciales and the flight connecting schedules are now much improved” explains Trevor Sadler, interCaribbean CEO. Connecting passengers will in the near future bypass immigration, proceeding directly through international security screening and into the departures lounge. This “via Provo” connection will be completely hassle-free, following global best practices and avoiding what passengers inevitably experience at mainland hubs. This new hassle-free connection means transit passengers will rapidly progress on arrival to the departures area, for the next flight. This also
allows the airline to schedule more efficiently. “We can now focus on the needs of travelers in the region, implementing the Turks & Caicos Premier’s bold Hub of the Caribbean vision”, says interCaribbean Chairman Lyndon Gardiner, adding that good air service is crucial and integral to business location decisions. John Smith, CEO of the Turks & Caicos Airport Authority said “we are pleased to partner with our immigration authorities and with interCaribbean in facilitating the process of in-transit passengers at the Providenciales International Airport”. Effective Monday November 14th, interCaribbean will operate these expanded services to/from the Providenciales connecting hub: San Juan, Puerto Rico, 4x weekly Santiago DR, 4x weekly Santo Domingo, DR, 4x weekly
Puerto Plata, DR, 3x weekly. Port-au-Prince, Haiti, 4x weekly Cap Haitian, Haiti, daily Kingston, Jamaica, daily Santiago, Cuba, 3x weekly Nassau, Bahamas, 6x weekly Havana, Cuba 2x weekly Montego Bay, Jamaica, daily 1-stop via Kingston + 1x weekly non-stop Tortola, BVI, 4x weekly 1-stop via San Juan with onward connections to Antigua. Grand Turk and South Caicos connectivity to other islands is also offered. Connections linking most of the above points to each other will be offered via Providenciales, with a typical 45 minutes hassle-free transit. Few connections will be longer. Turks & Caicos is hardly the first small territory to energetically position itself as a connecting hub.
“The book” has already been written by Antigua, Panama, Iceland, Halifax, Dubai, Singapore and other such “mice that roared”, notes interCaribbean’s Gardiner. The difficulty of inter-island travel has been much documented and lamented by countless economists, executives, development experts, politicians, NGOs and others. Caribbean islands close to each other have been mutually accessible only through extraordinarily circuitous airline routings, expensively via very distant hubs. “We are changing this, with huge passenger savings in time, comfort and trip expense” says Lyndon Gardiner. A side-benefit of the Providenciales hub build-up is that regional services will be viable, that simply would not work without connecting passengers. This means non-stop travel options between Providenciales and other regional
points are greatly expanded, which will in turn be positive for the Turks & Caicos economy. interCaribbean Airways founded over 25 years ago is based in the Turks & Caicos. Adam Stewart receives national award for contribution to tourism DEPUTY Chairman and Chief Executive Officer of Sandals Resorts International, Adam Stewart has been conferred with the Order of Distinction (Commander Class) for outstanding contribution to Jamaica’s tourism and the hotel industry. Invest Turks and Caicos launches “Empowering MSMEs” campaign INVEST TURKS and Caicos launched its “Empowering MSMEs” campaign with the goal of empowering small business owners to fulfill their entrepreneurial ambitions by ensuring financial and technical support through the Government’s Micro Small and Medium Enterprise (MSME) programme. April 2016 saw the commencement of the Government’s Micro Small and Medium Enterprise (MSME) programme which is managed by Invest Turks and Caicos with support from the Centre for Entrepreneurial Development (CED) and Ministry of Finance, Investment and Trade. Governed by the MSME Development Ordinance 2015, the programme makes provision for the Government to provide Concession Orders to qualifying locally-owned businesses operating in any of the identified priority business sectors. The Concession Orders permit the company or start-up to specific benefits, namely: Cash Grant, Customs Duty Reduction and/or Technical Assistance depending on the size of the business.

Ladies hat luncheon continues to raise funds for education BY DAISY HANDFIELD FUNDS raised from the fourth annual Ladies Hat Luncheon will go towards the betterment of the Enid Capron Primary and the Holy Family Academy, both located in Providenciales. The luncheon, a non-profit event, will be held on November 19 at the Grace Bay Club in Providenciales, between 11:30 am and 4:30 pm. Hazel Hegewald, committee member, said last year they raised approximately US $20,000 that was split between the Ianthe Pratt Primary School and the Holy Family Academy. She said this year they are looking forward to increasing that amount to
US $30,000. Hegewald said this event, as usual, will create an opportunity for the women to dress up and show off their fancy hats, and at the same time raise funds for a worthy cause. “We all know that ladies love dressing up and getting together, so we thought that there was no better way to do it than with a cause. We started this event four years ago, because we felt there was a need within the schools of the Turks and Caicos Islands. One of our first initiatives was the extension of the Holy Family Academy. But after we started growing, we opened it up to others schools in the TCI,” Hegewald said. This year’s entertainment will
be provided by songbird, Barbara Johnson, who will be performing in conjunction with the Enid Capron choir. These students recently collaborated with Johnson for her new album. Why is rainwater such a preferred water source? There is more than just one reason in fact there are many: Rainwater is 100% soft water, free of the salts, minerals and treatment chemicals. Rainwater is slightly acidic naturally! Green gardeners know that most organically grown plants prefer soil pH levels between 5.5 and 6.5. This is on the acidic side of the neutral pH 7, and by nature’s design, it is the exact pH range for rainwater. Stored rainwater contains some organic matter. If collected from your rooftop, rainwater contains traces of organic material. While the water is very clean and should run clear, it has been exposed to anything on your roof. First Caribbean raises US $25 for the Turks and Caicos Islands National Cancer Society APPROXIMATELY US $25,000 was raised by the CIBC First Caribbean banks in the Turks and Caicos Islands, to benefit the National Cancer Society of the TCI. These funds were raised over a three-month period, to aid cancer prevention, care and research. The bank organized a series of community, staff and client events to raise the money for donation. Since July, branches have held monthly bake sales; the goods made from scratch by bank employees. In addition, the bank has held Jeans Days, where the staff members paid to work in casual wear and a yard sale. Spare change collection containers were placed throughout the branches as well so that clients could contribute to the cause. As a climax, the staff put together a team to participate in the National Cancer Society’s annual fun run/
walk. CIBC FirstCaribbean Country Manager Larry Lawrence said he was proud of his team’s efforts on behalf of those touched by the disease. “I was very proud to see the staff of CIBC FirstCaribbean come together this year to raise $25,000, our highest total yet! This is an issue that hits very close to home; we have all been touched by this awful disease. We hope that through supporting charities like the National Cancer Society of the Turks and Caicos which dedicate their resources to cancer detection, prevention and care that we can make a positive impact in the lives of others who have been affected by this disease.” CIBC FirstCaribbean has staged the Walk for the Cure fundraising campaign since 2012. In its five years the bank has raised close to $60,000 in Turks & Caicos and over US $1million across the Caribbean.

Trump’s victory could result in billions drained from Cayman entities BILLIONS of dollars held by U.S. multinationals in Cayman entities could be repatriated to the United States, if president-elect Donald Trump’s tax plans come to fruition. During the election campaign, most of Mr. Trump’s policy plans were a black box. On taxes, however, the surprise winner of the U.S. presidential election has been both outspoken and specific. Donald Trump’s tax plan would end the deferral of taxes on corporate income earned abroad and charge a one-time, 10 percent tax on cash held overseas so it can be repatriated. The goal is to halt the practice of U.S. multinationals holding hundreds of billions of dollars in offshore accounts, many of them in the Cayman Islands, to reduce their U.S. tax liability. Earlier in October, Trump told reporters “they think it is $2.5 trillion” in corporate cash that is held offshore. “I think it is much more than that and boy, if it is, we have hit pay dirt.” The Congressional Research Service estimates large corporations are legally avoiding $100 billion in U.S. taxes by not repatriating profits earned abroad. Activist group Citizens for Tax Justice believes the figure is much higher. A March 2016 report by the organization said last year Fortune 500 companies alone avoided $695 billion in U.S. federal income tax on $2.4 trillion in offshore holdings. Technology company Apple, for instance, maintains about $200 billion in foreign earned income

as cash, cash equivalents and marketable securities in offshore entities. “We are used to hearing around election time in the U.S. that there will be further clampdowns on the use of offshore centers. This normally amounts to no more than campaign rhetoric,” said Paul Byles, CEO of First Regents Bank and Trust. “On this occasion, it is safe to say that nothing looks normal, so we should monitor things closely.” If Cayman continues to educate U.S.-based policymakers on how Cayman Islands services help keep U.S. companies competitive globally and create jobs and investment in the U.S. economy, Mr. Byles said, “common sense should prevail.” Former Chairman of the Cayman Islands Monetary Authority Tim Ridley, in turn, sees positive signs in Mr. Trump’s agenda to roll back
regulation. He said Cayman has seen American presidents come and go, and has a remarkable ability to navigate change very well. “I am optimistic that Mr. Trump will take serious steps to reduce unnecessary regulation that will convert into less burdensome and intrusive limits, particularly on financial institutions. That will be helpful to all offshore jurisdictions, Cayman included,” Mr. Ridley said. Mr. Trump’s plan to target U.S. offshore holdings is part of a larger tax plan that seeks to reform U.S. income taxes across the board. The president-elect proposes to cut the current seven income tax brackets to three at rates of 12 percent, 25 percent and 33 percent. He would align the preferential rates for dividends and capital gains to these new brackets and eliminate the net investment income tax.
Bermuda: Burt named new opposition leader DEPUTY leader of the Progressive Labour Party David Burt was voted in as Leader of the Opposition in a tightly fought contest on Monday night. The former Shadow Minister of Finance and chairman of the Public Accounts Committee replaces Marc Bean who retired from politics on Friday, bringing to an end a tenure fraught with unrest and division within the party. During the delegates conference held at Devonshire Recreational Club, Dennis Lister made a bid for the leadership but was beaten to the post by 39 votes to 35. After his victory, a cool and collected, Mr Burt, addressed the media to say he was “gratified and humbled” by the trust put in him and vowed to unify the party. Walter Roban was named the new deputy leader, beating out competition from Kim Wilson. Mr Roban did not reach the necessary 38 votes, but Ms Wilson, who gained
27 votes, conceded. Asked whether the party could be better unified under his leadership, especially alongside Mr Roban, who had expressed disappointment at Mr Bean’s retirement, Mr Burt said: “The PLP is going to be moving forward and this man [Mr Roban] works hard and we will work very well together. “During the period of time that the former leader was on medical leave, I was the acting leader and he was the acting deputy and we worked excellently together, so I am looking forward to working together. Meanwhile, Makai Dickerson stepped down as branch chairman for constituency 34 and member at large for the central committee in protest at the election of Mr Burt as leader. He said Mr Burt was part of the crew that led to Marc Bean retiring: “I’m done,” he said. “I won’t be for the OBA but I will continue to represent the people of Bermuda.”
Brexit won’t change relationship between UK and territories THE UK government has said that the referendum result that saw the British people vote to leave the European Union earlier this year does not change the position on sovereignty between it and the overseas territories. The Brexit issue was a key element during last week’s annual Joint Ministerial Council in London, when the leaders of the British Overseas Territories met with UK officials. The parliamentary under-secretary at the department for exiting the European Union (EU) also attended the JMC and in the communiqué emerging from the meeting the UK said it would involve the territories in the exit talks. BOT leaders are also expected to hold a special JMC Brexit meeting in London early in 2017 before the UK invokes Article 50 of the Lisbon Treaty to begin the formal separation negotiations, which is currently scheduled to happen before the end
of March. “UK ministers and OT leaders committed to taking forward future engagement through the creation of the UK – Overseas Territories Joint Ministerial Council on European Negotiations (JMC – OT EN), to meet in the first quarter of 2017,” the communiqué confirmed. While Brexit was a key talking point this year, many other issues were addressed and the communiqué reflected the goals and ambitions on diverse topics, such as selfdetermination, pensions, human rights, corruption, government infrastructure and the environment. “The UK and the overseas territories have a shared ambition to set world standards in stewardship of the territories’ unique natural environments,” the communiqué also stated. The UK has faced international pressure to ensure that environmental issues in the territories are prioritised

because of their rich biodiversity. The Cayman Islands benefits from support from the UK in this area with grants from the Overseas Territories Environment and Climate Fund – Darwin Plus. The Pitcairn Islands and St Helena recently created designated no-take Marine Protected Areas around their territories, and Tristan da Cunha has plans to establish a regime for
protecting the waters across its entire maritime zone by 2020. “This, together with an evidencebased MPA around Ascension by 2019, will more than double the protected ocean around the overseas territories to an area of around 4 million square kilometres by 2020,” the communiqué stated. “We acknowledged the ongoing work and achievements made in
the other territories to improve the management and protection of their marine environments and welcomed UK support available for this work through the Blue Belt programme.” Cayman, however, has still not addressed its marine park enhancement proposals. Although the Cayman Islands adopted marine protections long before other territories, experts there have been long warning that the current protections are now inadequate to meet the modern challenges coming with climate change. In the JMC communiqué, the UK and territories have committed on paper their acceptance of the impact that climate change has on the economies, infrastructure and ecosystems across the territories and the importance of combating the effects. “The UK committed to consult territory governments on the issue of application to the Territories of the Paris Global Climate Change Agreement,” the communiqué stated.

Bermuda: MPs criticise AG over paedophile’s release

Bahamas opposition leader warns against Chinese agriculture investment OPPOSITION Leader Dr Hubert Minnis on Sunday called on Bahamians to mobilise against the $2.1bn agriculture and fisheries proposal with Chinese investors for Andros that he believed would bring the country one step closer to “being colonised once again”. The Free National Movement (FNM) leader also called for the Minister of Agriculture and Fisheries V Alfred Gray to resign from his Cabinet post. Additionally, Dr Minnis put the government of China “on notice” that if elected, his party would review and reverse any “secret deal” that gives land or fishing rights to foreigners. He said that the Bahamian people “were hoodwinked” by the government into believing that the Bahamas Agriculture and Marine Science Institute (BAMSI) “would provide opportunity for local entrepreneurs to create a directto-market supply line that would stimulate the economy and benefit Bahamians, leading to the further development of the agricultural sector of our economy, and ultimately greater food security.” He stressed: “But if this under the table deal is allowed to stand, only the Chinese will benefit. We must not - under any circumstances - allow these negotiations to go on. “As leader of the Free National Movement, as leader of the (Official) Opposition, we call upon the Christieled government to cease and desist in the underhanded deals that would give away our land, give away our heritage, give away our birthright, give away our fishing grounds and finally, give away our sovereignty. During his term in office, the Prime Minister and his PLP government have kow-towed, bowed and scraped to the Chinese overlords from time and time again. “But this time, this time, he and his minister have gone too far. And they know that they’ve gone too far to give away our people’s rights, resources, land and birthright for a

Dr Minnis said he and his opposition team are unified and opposed “to this giveaway”. “And we put the Chinese government on notice that upon election to office, the Free National Movement government will immediately and vigorously review and cancel any secret agreement or deal which proposes to give away our land, or rights to our fishing ground for years to any foreign government.” According to an earlier report the proposed partnership will entail the incorporation of 100 companies, with the agricultural products and seafood to be used for local consumption, and exported to China and the United States for sale. The proposal also includes the option to lease 10,000 acres of Crown land in Andros. Prime Minister Perry Christie, meanwhile, insisted on Friday that he is not “easy” when it comes to Crown land approvals when pressed about the controversial proposal. Mr Christie said while his administration continues to be accused by critics, he would soon release every proposal that was submitted to the government in relation to Andros, dating back to the very first administration.
TWO MPs have questioned why the public was not notified about the release from prison of a former policeman who lured young boys to his home to rape them. Mark Pettingill and Zane DeSilva, chairman and vicechairman, respectively, of the joint parliamentary select committee on safeguarding children, claimed Attorney-General Trevor Moniz should have issued a notice when John Malcolm “Chalkie” White left jail. White is understood to have been released from Westgate on October 31 after serving 12 years of a 25year sentence for crimes including buggery, attempted buggery and sexual exploitation in Smiths and St George’s between 1996 and 2001. Opposition MP Mr DeSilva chastised Mr Moniz for staying quiet about White’s release, querying why the AG didn’t issue a notice and photograph of the convicted paedophile. “This man has been locked up for a most horrific offence,” he said. “The AG has the power to publicise that he is out and the power to put a picture of him in the public domain. “Why is he not dealing with this? People have a right to know where he is.” Mr DeSilva said he understood that White had not taken part in any rehabilitation or treatment while locked up. “What should worry all of us, [is] if this man could end up committing further crimes. For this reason, I think the AG needs to get off his hands and do something. It’s children that we

worry about.” Government backbencher and former Attorney-General Mr Pettingill cited section 329H of the Criminal Code, which allows the Minister, after consultation with the Commissioner of Police, to issue a notice to the public or specific groups or individuals, if he believes there is a need to protect them. “This is a matter of public protection and interest and the law is in place to deal with the issue,” he said. “There is no excuse for delay and it is nothing short of dangerous to prevaricate on an issue like this.” It is understood that Jeff Baron, the Minister of National Security and a former policeman, alerted the One Bermuda Alliance’s parliamentary team to White’s release at the end of last week. Mr Baron became aware by chance of the situation only after White had left jail and immediately
flagged it up to his colleagues because of the very serious nature of the convict’s crimes, which involved three boys, the youngest of whom was ten when he was raped. Mr Baron declined to comment on the specific case but said: “We need to achieve a balance between shielding our vulnerable population from sex offenders, recognised as such by our courts, and assisting offenders with getting critical help to address a very serious illness they have. “My priority is with the vulnerable persons, with child victims. No person deserves to become a victim of a sex crime and no person or society deserves to feel victimised by persons who have yet to confront or who have failed to manage such significant mental health issues.” Mr Moniz did not respond to an e-mailed request for comment.
US to deport around 60 Haitians per week THE US is about to begin amping up its programme to deport Haitians shortly after a cholera outbreak and Hurricane Matthew ravaged the country. The Department of Homeland Security has scheduled two flights per week to deport around 60 people back to Haiti every seven days. The deportation programme was temporarily suspended on 12 October while one of the poorest countries in the world was dealing with the immediate after effect of Hurricane Matthew, which killed more than 1,000 people and put thousands of pregnant women at risk, wiping out hospitals, infrastructure, crops and livestock. Thousands of Haitians ended up sleeping in homeless shelters in towns along the Mexican border as they had to wait for weeks to get an appointment with an immigration official before entering the US.
Congresswoman Yvette Clarke said she was “deeply saddened” by the news that deportations have resumed. “The majority of the people DHS intends to remove have not been accused of any crime. Poll shows Clinton would have won the election if women backed her like Obama THE crucial supporters Hillary Clinton needed to send her to the White House didn’t show up the way she needed — especially women. Surprisingly, President-elect Donald Trump attracted a higher percentage of white women than Clinton — 53% to her 43%, the CNN exit poll data show. But among women of colour, she trounced him, winning 94% of black women’s support, and 68% of Hispanic women voters. The droves of black voters who helped elect President Obama twice clearly weren’t as inspired by his secretary of state, election data show. And Hispanic voters — despite Trump’s inflammatory antiimmigrant, anti-Mexican rhetoric — did not provide the extra push Clinton needed to become the nation’s first woman President. Despite long lines at poll sites, overall turnout was actually down from both 2008 and 2012 when President Obama was on the ticket. About 128.8 million turned out, 55.6% of eligible voters. That compares to 131.4 million (62.3%) in 2008 when Obama was elected the first black President, and 130 million when he was re-elected in 2012 (57.5%). Trump was especially able to capitalise on whites with no college degree — a core constituency that supported him through the primary and general election — getting 67% of that vote compared to Clinton’s 28%. Brexit means Brits might work longer and have fewer rights BRITAIN leaving the European Union will lead to secondary legislation that allows the government to pick and choose what workers’ rights it wants to change, and it is most likely to be a boon for companies but not necessarily for the employee, says an employment lawyer. Michael Farrelly, employment lawyer at Excello Law told Business Insider in an interview that since Britain voted to leave the European Union on June 23, it has created a period of uncertainty where previously “progressive” employment policies were being created to in keep with EU standards. But now they are being put on ice because a Brexit would mean UK companies would not have to enact such policies. The government’s Great Repeal Bill, which was announced on October 12, also poses a huge issue to what will happen next for employers and employees. It essentially means the UK will automatically carry over all the rights and structure of EU employment rights in a secondary legislation once there is a Brexit. This includes absorbing the whole body of EU law – including case law – into UK law. However, “with the termination of EU law authority in Britain, the UK Government will have the ability to amend, repeal and improve any law of choice; ensuring the same rules and laws will apply to workers and businesses after Brexit as they did before,” warned Farrelly to BI.
“Coming out of the EU, we still have a Conservative government. Their plan [pre-Brexit vote] was to dilute down employment rights to give businesses a lot more freedom. So there are a protective discussions over a number of workers’ rights.” Farrelly said this includes increasing the qualification period for unfair dismissal and caps on compensation for discrimination cases. “[Increasing the number of hours employees work a week] is a possibility. Under EU directive, contractual working hours are capped at 40 hours per week, but the repeal bill would give businesses the freedom to set more than 40 hours per week. The UK has always pushed the European limit,” said Farrelly. “The option for government [to change the] limits on working hours and might be necessary if immigration means a much smaller workforce, so people may be expected to work longer hours — but this is purely speculation.” While Britain voted for a Brexit with a slim majority of 51.9%, nothing has actually changed since June 23. Prime Minister Theresa needs to triggers Article 50 — which starts the formal two-year negotiation period for the UK’s exit from the EU — in order to officially put the UK on track to leave the 28-nation bloc. Even if Article 50 is triggered, nothing changes in terms of the UK’s membership in the EU for at least two-years when a deal is agreed upon.
UK trader admits role in $1tn ‘flash crash’ A TRADER who operated from his parents’ home in London has pleaded guilty in the US to helping trigger a 2010 Wall Street “flash crash”. Navinder Sarao, 37, pleaded guilty to wire fraud and spoofing. Sarao, from Hounslow, who was shackled in the Chicago courtroom, was told he faces up to 30 years in prison after admitting the charges in a plea deal. The crash on 6 May 2010 wiped nearly $1tn off the value of US shares. Sarao, who traded futures on the Chicago Mercantile Exchange from west London, was sent to the US to face federal charges after last month losing a legal challenge against his extradition. US authorities say he manipulated the market by “spoofing” over a five-year period, contributing to

The crowd around Trump Tower swelled to around 8,000 strong, according to estimates. Chanting “Not my President,” and launching a top-trending hashtag with the same sentiment, hundreds of protesters gathered in Union Square, blocking traffic and clogging Midtown streets. “He is not my President. He’s a bigot.” Protester Jose Hernandez, 33, of Brooklyn, who emigrated from Mexico and became a U.S. citizen, wanted to know why USA voted that way. Hernandez came with his boyfriend, Eokin Barrios, and said he was worried about gay rights in a Trump administration. Protesters marched in the rain along Sixth Ave. waving signs and umbrellas until police stopped them at W. 34th St. and put several people into custody. Russell Coutts: Expand America’s Cup to 12 teams to graow sailing THE America’s Cup should be expanded to 12 teams as a way of growing the sport of sailing worldwide, five-time winner Russell Coutts said. The 2015-16 Louis Vuitton America’s Cup World Series, which concludes in Fukuoka this month, is being contested by teams from Britain, New Zealand, Japan, Sweden, France and the US. Those six syndicates will take part in two qualifying competitions next May and June, with the winner to take on defending champion Oracle Team USA in the main event in Bermuda. “It will be a goal for anyone involved in the America’s Cup in the future to have more competitive teams involved,” Coutts, the chief executive officer of the America’s Cup Event Authority, told CNN by phone from New Zealand. Expansion to “10 or 12 teams” is
“definitely a goal for the future,” he added. The America’s Cup is the oldest trophy in international sports, dating back to 1851. Hamilton has ‘nothing to lose’ as he aims to deny Rosberg in Brazil LEWIS Hamilton says he has “nothing to lose” in Sunday’s Brazilian Grand Prix, as he attempts to stop Mercedes team-mate Nico Rosberg clinching the title. German Rosberg, who has a 19-point advantage, will seal the championship if he is victorious at Interlagos, where he has won the past two seasons. The Briton has never won in Brazil but clinched his first title here in 2008. “I have had lots of experiences here. It’s tough to come here and win, that’s the goal,” said the world champion. “I don’t really know why I have not won here. “It is the right time to right that wrong and make that change. Farah and Bolt among IAAF World Athlete of the Year contenders GREAT Britain’s Olympic champion Mo Farah is one of three athletes still in contention for the men’s IAAF World Athlete of the Year award. The 33-year-old will go up against Jamaican sprinter Usain Bolt and South Africa’s 400m star Wayde van Niekerk. The women’s award is between Ethiopia’s 10,000m champion Almaz Ayana, Jamaican sprinter Elaine Thompson and hammer thrower Anita Wlodarczyk from Poland. National rugby teams set to battle some of the region’s best TCI male and female teams will challenge some of the best nations in the region when they compete in the Rugby Americas North Sevens this weekend. The males will play Jamaica, Martinique and South American side Guyana in Pool D, while the females will compete against powerhouse Canada, Jamaica, Cayman Islands and Bermuda in Pool A. Public Relations Officer Dan Willis said that the national teams have been improving over the years. He said that the male team, which includes two US college players, has a good chance of claiming a few wins. “On the day, we have a good chance against all sides, even Jamaica. We’ve been progressing well. Mexico and Canada are the ones to watch.” Hendricks Joseph and schoolmate Kadis Simmons from the Louisiana State University and Mark De Fraine from Canada and Alyx Williams from Miami will travel from North America. The final day of the league will have four games which will separate the top eight teams. Battling in the Shield final are the Meridian Marauders and the Tipsy Turtles, while in the Bowl final also at 18:00h, Red Mist will play Pampered Paw Reef Rovers. The Plate final, 19:00h, will be between Nuff Said and Unicorns of Doom, before the Cup final at 19:45h.
Last Thursday Jolly Ranchers defeated Nuff Said 10-4 in the Cup semi-final. The winners were led by Lincoln Outten who scored three and Anna who scored her first try. Wahoos reached the championship game after beating the Unicorns of Doom 18-10. The undefeated side did just enough to keep out a depleted Unicorns team, before blowing up the score in the last five minutes with three points from Amanda O’Connell and an extra two tries from Steven Parnell to take his tally to a round-high six.
USVI Women’s Select team for TCI games A SELECT Women’s team from the US Virgin Islands will challenge a Select side from the TCI on Friday and Saturday at the TCIFA National Academy. The opening game will kick off at 18:30h, while on Saturday (November 12th), the teams will
battle from 16:00h. Admissions to the games are free, but the TCIFA will hold a raffle ($5 per ticket) and the funds raised will go towards women’s football. According to a release from the FA donations are also welcomed.

young boys and girls teams who competed at last weekend’s KPMG Football Fest, hosted by Lyford Cay
International in the Bahamas. At the fifth annual event for 13-and-under footballers, the boys finished second, while the girls won the fifth place shield trophy. “Winning games is always a bonus and of course we celebrated, but we are exceptionally proud of the young boys and girls teams’ performance throughout the tournament. Their performance speaks volumes to the work put in by the coaches and the commitment and dedication of the players. Hopefully, the results can be
used as a motivational factor for not only that age development group, but for all the other youth development groups in the FA.” In the boys’ championship game, the TCI side lost via penalties against Cedar International School (BVI), after a 1-1 fulltime score. To reach the final, the boys defeated Aisk from Jamaica, 6-0, LCIS1 5-0, and Cayman Prep 2-1. The girls, who had a few losses on Friday, were able to end the day big with an 8-1 win over Aisk.
FOCUS ON YOUNG PLAYERS Bien-Aime, an FIFA executive member, said that the TCIFA will focus more of its attention on giving the young teams competitive games. “We are also looking to organise at least one match with an international team or a tournament for each age group starting in 2017 as part of the development process.” Furthermore the local FA will run off some youth development leagues for both boys and girls ages U9-U13 in January.

New look Sonics tip off PABA 2016/2017 Night League THE most prolific basketball league in the TCI, the Provo Amateur Basketball Association (PABA) Night League tips off this Friday evening with a new look HAB Sonics side battling in the opener. The team will see the likes of Harbour Ballers’ centre Alvardo Parker and point guard Jonathan Paul joining the ranks. Also coming on board are former Flyers Dorado Fulford and Jordan Garland. Galvin Hall Jr. and Darly Francois, the two main players on the Sonics last season, have joined the Predators, while a few new faces will play for the Five Cay Flyers, including Kijauana Doughty and Jake Been from Police and Ray Harris from the Stallions. Eight teams will battle in the seven month league which will be played on Fridays, Saturdays and
some Wednesdays. In the opener, at the Gus Lightbourne Sports Complex court (the venue of the league), Sonics will meet the Kirk Adams’s led Hustlerz from 19:00h. In the feature clash it will be a battle of the Five Cays as the Flyers will play defending champions the Knights. On Friday night the Knights will also collect their championship rings. On Saturday evening, former champions the Grand Turk Stallions will battle the Nazarene Kings, while the Spartans will challenge the Predators. Meanwhile the High School Development League starts this Saturday from 09:00h at the same venue. Eight teams will battle this season.

Jericho Baptist win title THE JERICHO Baptist Church regained the Church Co-ed Softball League trophy after defeating the Roman Catholic Church 3-1 in the best-infive series last Saturday at the Downtown Ball Park.
Last season’s winners Roman Catholic looked in control of the fourth game in the series two Saturdays ago, but bad light had stopped play at the top of the fifth at 16-10. After a two-week wait, Jericho were able to rebound and
score 11 runs, nine of which came from the bottom of the seventh for the 22-21 win. Troy Darwin brought in the winning run, but it was Tamara who scored two of her four runs in the innings.
