Misick narrowly escaped sting operation – former governor tells the court IN one of the more dramatic revelations in the corruption trial, former Governor Richard Tauwhare confessed on the stand that he had orchestrated a set up to entrap Michael Misick during his years in office. The revelation came during cross-examination by the former Premier’s lawyer, Queen’s Counsel Ralph Thorne on Friday (November 11). The court heard that Misick was to have attended some meetings in Miami to speak with a few prospective investors into the Turks and Caicos Islands, but that it never came off. After being repeatedly questioned about the operation by the lawyer, Tauwhare confessed that the supposed investors were actually law enforcement officials posing as businessmen. He revealed that the agencies involved in the sting operation included the federal bureau of investigations and a number of law enforcement officials. According to the former governor, Misick was only to be arrested if he committed a crime during those transactions with the investors. When questioned by the lawyer he assured the court that the operation was not a set up, stating that he did not regard his actions as a betrayal and dishonourable.

Three Dominican men charged for the alleged murder of Gary Mead BY DAISY HANDFIELD The court heard that Misick was to have attended some meetings in Miami to speak with a few prospective investors into the Turks and Caicos Islands, but that it never happened
He defended this as him being the British appointed watchdog over the TCI Government - s a British Overseas Territory. He explained that he had dual roles - to work along with the government as well as to be the Crown’s eyes and ears on the ground. He said that he had to balance these two responsibilities. Asked if he believed Misick’s continuing as Premier was unacceptable, given the amount of allegations and suspicions of corruption he had received from other people about him, Tauwhare said that he and advisors did not consider it wise to challenge Misick’s Premiership without substantive proof of wrongdoing. In earlier testimony solicited by
the defense lawyer, Tauwhare had stated that he received numerous complaints about the Misick government from the People’s Democratic Movement (PDM), which was headed by Floyd Seymour at the time. The complaints, Tauwhare testified, were that of opposition members’ suspicions of corruption in the Misick administration. Tauwhare said that his office was provided with specific acts of corruption in these letters and that they were sent both before and after the 2007 general elections. When questioned, the former governor stated that he did not believe the complaints were that of a defeated opposition suffering from a case of ‘sour grapes’.
THREE Dominican men who are facing charges in relation to the death of American business man Gary Mead, appeared in the Magistrates Court number in Providenciales on Tuesday. The men, Carlos Peña, Alexandre Cuesta and Joselito Lafaontaine Campusano appeared before Chief Magistrate Tanya Lobban Jackson, who remanded them to the Grand Turk prison until January 6, 2017. On that date, the suspects will appear in the Supreme Court in Grand Turk for a sufficiency hearing. Peña who was represented by attorney Ashwood Forbes, is being charged for the alleged murder of Mead, on September 30, in the parking lot of the Slots-O-Fun casino, airport road Providenciales.
Peña was also charged with robbing Mead of a box containing money and items valued between US $21,000 and US $31,000 and a firearm. The accused, who spoke with a slight American accent, was not required to enter a plea at the time. Cuesta was charged with two counts of keeping a firearm, one count of keeping 10 rounds of ammunition and for conspiracy to rob Mead. The firearm which Cuesta was charged with, fits the description of the gun court officials believe was stolen from Mead before he was killed. The third accused, Lafontaine Campusano, was charged with conspiracy to rob Mead, and he was also not required to enter a plea. Mead, 55, a casino operator, was a long-time resident of Providenciales.

AS NOMINATION Day approaches, ten sites were named by the Elections Office where the candidates can officially register to contend the upcoming General Election. Only recently candidates who have expressed interest in running for the upcoming General Elections were furnished with “Candidates Nomination Packs” which contains various items that every candidate or political party will need to complete to ensure they are correctly nominated, and that they have met all of the necessary legal requirements to allow them to stand for election. The Nomination Packs include detailed guidance notes about these requirements and a helpful checklist so that candidates can ensure that their nomination paper has been properly completed. Coupled with this, the pack also
contains other required forms that must be submitted to either the Returning Officer or the Supervisor of Elections. Speaking at a press conference at the Airport Inn conference room, Supervisor of Elections Dudley Lewis advised candidates to submit their nominations at the venues specified in the notices between the hours of 10am and 1pm and then 2pm and 4pm on Nomination day. He said: “All nominations have to be made by that last time stipulated.” Lewis remarked that : “Although many people have come forward and said that it is their intention to stand for election, they cannot do so unless they have met all the requirements stated in the nomination pack and they submit the correctly completed application by the deadline and pay the required deposit of $500.00.” As Election jitters consume the nation, five Independent candidates
have started the ball rolling when they officially registered with the Integrity Commission to run in the December 15 General Elections. According to a release from the Integrity commission, the Commission was satisfied that none of the conditions for registration disqualification set out under section applied to any of the candidates thus far. “In furtherance of its statutory responsibilities under the Political Activities Ordinance as amended, the Integrity Commission, at a special meeting held on 9 November 2016, considered the applications by various individuals to be registered as Independent Candidates. “The Commission was also satisfied that each applicant met the conditions set out under section 67(AX6 &7) of the Ordinance, CONTINUED

TCI land belongs to the Crown – former Governor tells court QUEEN’s Counsel Jerome Lynch, defence lawyer for the former Natural Resources Minister McAllister Hanchell, this past week grilled the former Governor and SIPT’s main witness on his understanding of his role as Governor of these islands, particularly where it concerned the allocation of Crown land. Pointing to the constitutional powers granted a Governor of the TCI, the lawyer stated that nowhere does it say that a governor needs or ought to be involved in the sale of land in this country. But Tauwhare disagreed, pointing out that as a member and more significantly the chairman of Cabinet he had to be integrally involved in Crown land allocation where it concerned inward developments that
were seeking Cabinet’s approval. When asked by Lynch who he believes owns the land in the Turks and Caicos, Tauwhare said the Crown does. Asked who he believed the Government, during his tenure, believed the land belonged to, he again responded, The Crown. When prompted by a highly skeptical lawyer to clarify his answer, and Tauwhare replied that he believes this to be true because the ministers never had an issue with the land being referred to as Crown land, which he opined meant that they accepted that the Crown owned it. However, in further cross examination, this time by Thomas Chalmers Misick’s lawyer, Tauwhare backtracked on his previous
testimony concerning Crown Land ownership. Queen’s counsel Ian Bishop asked the former Governor that if land is considered an asset of the Government, and the proceeds of sale of land goes to the Government, and not to London, shouldn’t it be the ownership of the Government. Tauwhare replied: “Yes, in
practice.” The issue of Crown land is central to the SIPT’s case as a significant portion involves abuses of the Crown land policy for the personal gain of chief defendant Michael Misick and several others on trial with him. When pressed about the relationship he had with the late TCInvest boss Conrad Higgs and under whose responsibility inward investment into the islands fell, Tauwhare revealed that Higgs would always ignore him when he sought answers about various developments. He said this prompted him to turn to other sources of information to carry out due diligence about the investments. He named Clayton Been, the valuation officer, and the then Attorney general Kirk DeFreitas as his sources of information that Higgs was refusing to supply him with.
He said they did supply him with some of the information he needed, however unwillingly. The cross examination then turned to a common topic throughout Tauwhare’s testimony - that of the ministers’ unwillingness to waste time on doing due diligence and the proper checks before Cabinet approved several developments. The former governor said that at one point he warned them that they ran the risk of being accused of corruption if they continued on that path. He said he told them that if the developers were genuinely interested in coming to the TCI, they would not mind a short delay for due diligence to be done and the appropriate reports to be produced. Lynch asked him what he considered to be a short delay, and Tauwhare said a few short months.
Premier dishonest about CFO`s removal - PDM BY OLIVIA ROSE OPPOSITION Leader Sharlene Cartwright-Robinson has accused Premier Rufus Ewing of hoodwinking the public on the CFO`s removal. The position of the Chief Financial Officer (CFO) has been the subject of discussion and controversy in recent times after Premier Ewing called the position a flagrant violation of the TCI`s Democracy. The position was imposed upon the country under the new 2011 Constitution, until the loan guarantee was lifted after repayment of the UK guaranteed bond. Ewing had planned to introduce a CFO Repeal Bill to the House of Assembly to forcefully demonstrate his Government`s will to remove the CFO. However, his plan was cancelled when he dissolved the House of Assembly to usher in the constitutionally-due general elections. Subsequently, at the Joint Ministerial Conference (JMC) meeting in London this month, it was reported that Minister of the Foreign & Commonwealth Office (FCO), Baroness Joyce Anelay, committed to removing the position of Chief Financial Officer by the end
of March 2017. The PNP has since touted the CFO`s removal as a major achievement on its campaign trail. However, Opposition Leader Sharlene Cartwright-Robinson, in response to a question from the media on Wednesday, November 16, vehemently exposed the truth about the CFO`s removal. The party leader made it clear that that position is not being revoked because of the Government`s lobbying but is in fact being terminated constitutionally. She said: “Turks and Caicos once again, your Premier has been less than truthful; that position is not being revoked, the contract has expired.” Cartwright-Robinson explained: “We were opposed to the position of the CFO. Our position has not changed. There`s one thing that we need to clear up: an email was leaked that was shared between the two highest offices in this country -- the Governor`s office and the Premier’s office. And we are surprised to this day that there is no investigation as to how some sensitive email would have made its way to the media. “But that email that speaks solely about constitutional issues as it relates to the People`s Democratic Movement, said that the Leader of

the Opposition was opposed to the removal of the CFO and wanted to stall it. “I reiterate my position: the conversation was limited to the Constitution the CFO was a part of. We had not gotten any wind that the Premier would be picking this public fight with the CFO again, and those talks were stalled in terms of the Constitution, because to this day the PDM has not been given a clear process, like in times passed, where there would be so many rounds of talks or negotiations at certain levels. “But what was not disclosed publicly from that email is that the CFO`s

position has already been discussed with the Premier and the former Baron Duddridge; he had told the Premier that he would not be touching the position of CFO, contrary to what the Premier has said to this country. “That he would not be touching the CFO`s position until his contract was expired March 2017.” She said that her party is the only party that had an unwavering position on the position of the CFO since the constitutional amendment in October 15, 2012. “Our description at the time of the CFO was that the position was undemocratic,” she said. “Our position remains the same;
we felt that there were systems that were strong enough. We have strengthened Leader of the Opposition; we have strengthened the oversight committees, (we have) a stronger Public Accounts Committee, and other bodies that can oversee the financing. She revealed that the PDM stood together with the PNP and communicated to the Solicitor General that both party strongly opposed the continuing of that role, once the guarantee was paid off. The CFO, under the provisions of the CFO Ordinance, has absolute authority over public finances.

NHIP COLLAPSING? The National Health Insurance Plan (NHIP) is in turmoil, as staff members are calling for the removal of Chief Executive Officer, Zaneta Burton. What has to be done to save this important Government agency from collapsing?
What else is new?
The NHIP has been in turmoil since its inception. What else is new? Why are the staff calling for her removal? That is the big question.
The NHIP is a swamp!
The NHIP has enough problems without Zaneta Burton – it is financially unsound, as those who know anything about the funding of public health plans always said it would be, and it has yet to provide (at least not to the public, who are the primary stakeholders in this scheme) ANY of the audits required under the terms of its enabling Ordinance. Wonder why this might be? Perhaps their operating expenses are running above the percentage-of-premiums limit imposed by that same Ordinance? Don’t forget that Hugh McGarel-Groves described the NHIP program as a huge scam foisted on the people of the Turks & Caicos Islands, and admitted their financial records were in such poor condition that they could not even begin to put together any kind of financial statements. And then we have the illustrious Ms. Burton, whose staff and her own Board of Directors recommended that her contract NOT be renewed, but enter the Dufus who, looking for yet another chance to screw up healthcare in this country (remember that he has still not come clean about his role in the offshore
treatment scandal that enveloped us before he became Premier), overruled those who should be most knowledgeable about Ms. Burton’s (lack of) ability, and went ahead and renewed her contract anyway! Sounds like just another way to funnel more money to the Burton family (isn’t her husband the Treasurer of the PNP and also involved with the Airports Authority?), and now we are probably facing a ridiculously expensive contract buyout penalty just to get rid of an acknowledged non-performer! Ms. Burton is fond of reminding people that she doesn’t have to stay here and can always return to the Bahamas – there are several flights a week to Nassau, so PLEASE GO! But could it be that she stays because there is no cash cow like the NHIP waiting for her back in her own country - perhaps the Bahamians already know what we are painfully finding out? And the Dufus has the nerve to suggest that we should re-elect he and his party on December 15 – seems not to give the citizens of this country credit for much intelligence, does he? Stay tuned, because the hits just keep on coming!

Man arrested after a convenient store robbery goes wrong DWIGHT Simmons was arrested on Monday night for attempting to rob City Market convenient store on the Millennium Highway, in Providenciales. The 34-year-old TC Islander, from Kew Town, was escorted into the police vehicle in handcuffs for what has been described as a robbery gone wrong. According to reports from police, around 9pm that night Simmons allegedly fired a single shot to alarm shoppers in store, but he was tackled and subdued by customers.
The accused was restrained and handed over to police along with the black handgun which he carried. Kevin Clarke, PR for the Royal Turks and Caicos Islands Police Force (RTCIPF) applauded the public for their assistance in combating criminal activity. He said: “While Police do not encourage members of the public to take direct action, in these circumstances we thank those who assisted with the apprehension of this male.

The real issue is that the CEO is the wife of the PNP Treasurer and despite the recommendation of the NHIP Board to not renew this woman contract, the Minister and Cabinet believe that her interest trumps that of the country’s . We certainly need a Donald Trump phenomenon in the next general election so we can drain the proverbial political swamp. We should thank him for taking the time to explain the crisis in the local health care system and proffering solutions free of charge to our policy makers. Hope they take his advice but I am sure its unlikely they will.

Let it collapse, people are dying being sent away to die and our primary clinics are not doing their job. Have SIPT investigate why we are paying so much to a little office way up in Canada. We are their only hospital general health care customer. Who is benefiting ? Premier Ewing was central in its set up but will not openly discuss it. Ewing and his mentor Mike are now at odds fighting over votes. Let them all collapse.

Can we please close this mess down and plead with the US hospitals to take us back. Use the millions we sending to Canada and to some PNP pocket to hire real doctors for each clinic and bull doze the Cheshire Hall Medical mess.

A blessing
The removal of the former CEO of NHIP I am sure is a blessing for the employees. However, although her replacement is a local, what new insights and initiatives this new appointment will bring? Normally, one would expect that the person who fills this position have some training in Business Management or Accounting. The new appointee does not have either. She has been in the government service all of her life. Will this be a challenge for her? Sometimes we should consider our limitations before diving into a situation and later finding that the water is too deep.

It seems that the issues surrounding the CEO, Burton must be greater than a few personality conflicts. Albeit she’s politically connected through marriage, one can hardly see what the issue is. There are wider and far more relevant policy issues that need to be addressed and this personnel issue is a chance to bring it up ad to go into that past we like to play as if it never happened. Couldn’t an independent board of directors, employing proper Corporate Governance procedures, address these issues? Why can’t the chairman enable a policy and discipline review to deal with far-reaching matters of this nature. It is a failure of management, ie the real management at law,
the Board of Directors. Not the CEO.Of greater value concern in the actual NHIP Plan itself. If you consider the National Insurance Plan, piloted under the Government of Oswald Skippings,1988-91 a process spearheaded by former Director Trevor Cooke, under the auspices of the Hon Wendal Swann, one did not see these issues with NIS. Although it was the PNP government that enacted the law, all the work was done by the time they got to office. Why all of this history? A much needed comparison with a plan that was taken around the islands, you had public buy in and the rest is project that worked since 1991. Why is NHIP so different? What is the problem? Why is it that unlike NIS, another social security plan, that nothing works with NHIP. Pardon me, Mr Editor, but They problems from the start of NHIP, Brian Hogan and all of them. All Turks & Caicos Islanders, know, that from the beginning, that there was always something “fishy” about NHIP. The fact that after a few years of implementation, none of us really know what’s going on. That certain population groups are preferred over the other. That we wonder where the moneys are going? That after four years of Elected Government and the game is up, that there were no real audits into that plan and the Hospital deal. They’re all the same thing and through debt, something the SIPT have allegedly been told, not to look into, we are all being screwed. Why are there no public accounts on NHIP? Why are there no audit reports. ? It is also alleged that the idea is to save so that the money’s could go to Interhealth. You must ask yourself, why is staff being treated so badly? Normally when people get angry, agitated so easily, refuse to discuss or debate an issue, they usually have something deep and sinister to hide. Why can’t the Premier and his Parliamentary colleagues take to the streets on this issue, i.e. the no accounts or audit issue?. Why the top secrecy. Why the need for secrets. We need to ask ourselves if NHIP and Inter-health Canada, have represented over $200 Million so far, since 2010 and threatens a further $ 2Billion here and there, not much money in the scheme of things debt related, why can’t we all just live? Why are students being told, we have no money for certain scholarships? Why are there slum areas. Why is there no effective border control? Why are public servants not making any money and salaries only go up election time? Think of all the opportunities lost all because there is this need for secrecy. Let a properly managed Board of Directors deal with these personality and personnel issues. Zaneta Burton. The issue can be contained and dealt with. Let us deal with the real underlying issue- the cost, the debt, that threatens our future and viability as a people. NIS was a success story why can’t NHIP work?

PDM pledges to create more jobs, fight crime and improve infrastructure BY OLIVIA ROSE THE PEOPLE`S Democratic Movement(PDM) has pledged to create more jobs, strategically fight crime, improve social services and critical infrastructure when they become the elected government. This was revealed by Leader of the PDM Sharlene Cartwright-Robinson at a press conference on Wednesday, November 17, where she was flanked by the party`s National Chairman Doug Parnell and the Deputy Leader Sean Astwood. Speaking at the party`s headquarters in Providenciales Cartwright-Robinson said her party is revved up and ready to deliver a government that has the people’s best interest at heart. “Last week the PDM Party had a series of rallies throughout the Turks and Caicos Islands and we are pleased to report that the people are excited and are uniting around the very clear message that they themselves crafted: “Enough is Enough” and, “It Is Time for a Change” She noted that at the party`s recent major rally in Providenciales,

She said her party believes the current economic system has failed the people of these islands. “Our response must be peoplecentered decisions and peoplecentered development. “We will not continue to grow this country and allow our people to be left behind.” Emphasizing her party`s eagerness to better the social and economic construct of the Turks and Caicos Islands she said: “Governments are elected to improve the lives of its citizens and the building of roads, schools and basic infrastructure is a duty.” The PDM’s leading lady said the party plans to use its position on the National Security Council Advisory to make real strong representation for the people. “We will provide the resources and support needed to reverse this rise in crime in our Islands. Our 12-point plan was again presented in 4 points: People/
Police relations; Resources and Training for our Police; Incentives to attract and retain our Police and Rehabilitation and Reentry for would be reoffenders. “There must be jobs and job placement, promotion and protection. This will be immediately addressed by a stimulus package that will inject monies in the Islands with depressed economies and high unemployment. “There is an immediate need to clean up these islands and to begin to repair crumbling infrastructure, and we will begin these works through this stimulus package. “That there is access to real capital for those who want to own businesses “That there is a real effort to determine the number of unemployed in these Islands and the creation of a jobs policy.” The party also plans to improve the lives of single mothers by providing strong support especially after school support for their children and the elderly by providing hospice care in Providenciales. Taxi drivers and industry workers will also get their fair share of the pie, once a PDM government is elected promised the party leader. She said: “The Youth have been crying out for attention and we will ensure that youths are central to our plans. The building of a high performance center and creative arts centers is a must for the PD, with a return of the Sports Commission to ensure the proper development of sports. “We will ensure that there is a second chance program for those who may have been offenders of the law, so that they are able to re-enter society successfully. We will address the use of police records as a stumbling block for jobs in the public and private sector.
“We will continue the push for a full investigation of the healthcare system and will properly resource all of our clinics ensuring through programs that we have a strong primary health care system. “We assured the staff of NHIP that we will fix the issues that affect them, and we assured our people that we will review the referral system that has presented serious challenges to our people. “Education is key and central to our plans. We will transform education and will concentrate on children as well as adults learning. “We must repair our schools through an aggressive program; we will build a purpose- built college and university campus, the introduction of vocational as well as a hospitality training school.” Big plans are also in the pipelines to improve the lives of islanders in the North , South and Middle Caicos under a PDM administration according to Cartwright-Robinson. “We will govern on a strong labour platform and ensure that labor is reviewed and that resources are adequately placed and provided for it to carry out its mandate for the placement of jobs for our people, and to ensure promotion and protection on their jobs. “We will have a labour presence in North Caicos as well as South Caicos. “We assured the fishermen that we will review the recently passed regulations that sought to make criminals out of them and will together with them position a fishing industry that can once again become a strong pillar in our economy “What seems to have excited even the youth of this country is the PDM’s plan to construct a spine link highway that will in its first phase connect North Caicos to Providenciales and we will deliver. “We have created a plan to support those who want to own homes and will immediately address the challenges of the Crown Land Ordinance to ensure that our people are able to obtain crown land in a fair and dignified manner. “The elderly, the special needs, and physically challenged will not be ignored and special plans will be introduced to them with a properly resourced and supported Social Services Department. “Civil Servants can expect real change under a PDM government, and in a few weeks we will remind them of the challenges that remain after four years of a Rufus Ewing-led government.” Cartwright-Robinson pointed out that the party will fulfill its basic duties, but will also present realistic cutting edge plans that are innovative and represents the change that the people need and deserve.

Dear Editor, One of the most sensitive issues in the Turks and Caicos is the fact that there are more non Turks and Caicos Islanders than there are Turks and Caicos Islanders living in this country. As long as the Turks and Caicos Islands continue to develop, this trend will continue unless persons of Turks and Caicos descent return home to fill the gap. According to the 2012 census, there are 31,459 persons residing in the Turks and Caicos Islands. Of the 31,459 persons, 13,370 are Turks and Caicos Islanders. I do not have any data to provide the accurate amount of adults in TCI but based on the voters list, the number of persons registered to vote is 7,200. Obviously not everyone who is eligible to vote is registered so let us say there is another 300 adults giving a total of 7,500 persons. A further assumption is made that there are 1,400 adults over the age of 64 and older leaving a total working Turks and Caicos population of 6,100 persons. (Please also note that a number of families have migrated to the UK and US and of course there are students abroad attending college and university). Based on further research, there are over 17,000 work permit holders and about 5,500 Turks and Caicos Islanders in the work force giving a total of 22,500 legal workers in the Turks and Caicos Islanders. ( I know that the country poverty assessment reports indicates that the labour force is around 18,000). Assuming my data is correct and I am quite sure I am not far off, this means that there are sufficient jobs in the Turks and Caicos Islanders for locals and work permit holders. This also means that the fee for work permits automatically is a revenue earner because of the dynamics of our country. This also means that
there will be companies offering work permit services due to the number of persons on work permits in the Turks and Caicos Islands. I personally do not have an issue with employment or work permit agencies companies as long as those agencies do not collude with Government departments and Boards for approval of labour clearances and work permits. In my opinion, our concerns therefore should be as follows: 1) Are Turks and Caicos Islanders in the right positions? 2) Are all working Turks and Caicos Islanders employ? 3) Are Turks and Caicos Islanders getting the same pay as work permit holders? 4) Is there room for advancement on the job for Turks and Caicos Islanders? 5) How can we maintain a Turks and Caicos Culture? 6) How can we live in harmony with over 100 nationalities in TCI? 7) Are many Turks and Caicos Islanders in positions of authority? Obviously we cannot be in every position due to the size of our labour force? 8) Are Turks and Caicos Islanders businesses able to obtain work from non Turks and Caicos Islanders businesses? 9) Are the majority of the Turks and Caicos Islanders exceeding their job objectives? In order to address some of these concerns, I recommend the following 1) I do not think is logical to say that we should discontinue the issuance of work permits as work permit holders are needed in TCI. We should consider a quota system on work permits by country of origin. 2) We should encourage more locals in both the public and private sector to pursue one to two years

of secondment in another country giving them the opportunity for greater exposure and experience and upon their return, hopefully they will have an opportunity for advancement. While these locals are away, we can promote other locals or have an exchange program for persons to come here on a temporary basis to occupy those positions. 3) There are many areas in the business licences that are reserved for belongers. This list has also recently increased. There are also areas such as real estate agents that are restricted to belongers. I encourage the TCIslanders to take advantage of these opportunities and become entrepreneurs. Rather than you working as an employee for an expat, the expats can work for you. This is one way to take the country back. Capitalize on the grants offered via Invest TCI. If I knew what I knew now, I would have started my business a long time ago. 4) I know this is sensitive but I think we should encourage our TCI descendants who are in the Bahamas to come to TCI. Our cultures are similar and we are one people. TCI is not better than Bahamas and the Bahamas is not better than TCI. We just have to learn to accept that we are one and see each other as one and stopping acting or thinking we are better than one another. 5) Maybe we should consider have legislations in place to ensure that there is equality in pay for positions no matter who the holder of that position is. 6) We need to invest heavily in the Department of Culture and we need to ensure that TCI studies are implemented in our schools from primary to tertiary level. We must ensure that when we have our local events such as heritage day etc, let us promote our local musicians. In fact we should have events monthly promoting our culture and then during National Heritage Month we can highlight all events throughout the month. 7) I encourage all employees to work exceptionally hard on your job. Go to work on or before time, don’t take long lunch break. Have the right attitude and learn as much as you can on the job. Do not work just for a paycheck. 8) I believe that if we learn to appreciate each other differences, integrate with each other and give opportunities to each other despite who you are or where you are from and discontinue this talk about what country is better than the other country, whose food is better than the other country, who is more educated, who dresses better and who talks better, we can live in harmony. Immigration: selling our future for money and marriages of convenience Dear Editor, The Turks & Caicos Islands have reached a point where it is being invaded from within and from without. The army of illegal immigrants has overwhelmed a weak immigration system. The system is setup so that all who come to these islands can get in without going through the proper checks. The system is now set-up to get around the checks that are designed to protect locals. Work permits are for sale so that the Government can raise revenue. This has to change because money is depriving locals of a job, a future and a career. Immigration in this region is a serious and critical issue. It goes beyond Politics, personalities or the PDM, PDA, PNP and all those independents out there “seeking to make a change for the better”. It is a vital issue that concerns all of us, you, me and “all of them”. For the upcoming election 2016, in the Turks & Caicos Islands, and previous elections it remains a defining issue. After 40 years of doing the same thing it cannot be political but it is. The immigration system is weakened by all of these job advertisements asking for two and three languages, 40 years’ experience in Siberia, a Ph.D, Fighting under Napoleon, World Wars 1 & 2, all because, quite cynically, most of our tourists are coming from the Alaskan Type Climate. It really means that they do not want our people working in our Country. They are prepared to pay the Government $9, 500, plus the fast track fee, so that they can bring somebody in. The Government in “balancing the budget” for the Chief Financial Officer, to make the final decision will not pass up that kind of money. It means that if you are a Belonger, Native TCIslander, PRC, Haitian, Dominican, Jamaican, Bahamian, with TCIslander status (a Local), forget about it, the job is not “for you”. It must go to those people that the Big Resorts prefer over what’s local. Somebody needs to call this out. Somebody running at large, running in a seat, must be brave to see
it what it is -Racism. Nothing less than apartheid promoted and support by your own Government and for a dollar or two. Anything but a local. Election after election we go through this but ‘nothing’ ever changes. Sad conclusion is that there is really no place in the TCI job market for a Local. If you look at the Newspaper you will see marriages of convenience. This is Where the local, on the other hand, selling himself or herself, for a monthly salary, without caring for one’s dignity, status and self-respect, has become another norm. You have people who get “married” in name only, not living together, pursuing other relationships, heterosexual or homosexual, “none of our business”, yet the public is fully aware that it is a marriage of convenience but this Government will not do anything about it. If they are “living under the same roof’ they are really not together. The Public would expect the Minister, the Director of Immigration, the Chairman of the Immigration Board to be aware of these things and to put a stop to it. Yet these marriages of convenience are being posted in the local media for approval on TCIslander status. A person would wonder, how the fake application got past the Minister, Director, Chairman of the Immigration Board and the Cabinet? We must ask ourselves, is this where we have come down to as a people? Are we that desperate for things like this that would defile who we are as a people? It is time that we wake up and protect each other. Strengthening the immigration system, moving away from seeing immigration as a means of revenue should be a step in that right direction. What kind of Government or political system do we have? A country where a local must compete for a job, in his own country, against $9,500 and these marriages of convenience.? Time for a moratorium to be placed on the importation of cars Dear Editor, Please allow me a bit of space to ask the question “what the hell is going on”?. Everywhere I go I see people selling cars, there are so many car lots and mechanic shops, this seems to be the biggest business of late, where do they get the license from to sell and rent cars. Something must be done, there are too many cars in this country, everybody selling cars. It is time for a moratorium to be placed on the importation of cars, there has to be a limit on the year make of the cars imported. A lot of these cars are being used for jitneys. I do not understand why it
is so easy for persons from our neighbouring countries from the South can come here and set up so many businesses and seem to flourish, I am sure all of these places that sells food or call themselves restaurants do not have licenses, but they operate, every corner people are selling food and clothes, and it appears that we are turning a blind eye or simply do not care. TCI community college making strides or marking time? Dear Editor, The Turks & Caicos Islands Community College (TCICC) was established over two decades ago in order to provide post secondary education to our students and to reduce the burden of astronomical expenditure on overseas scholarships. During this period of time (1994 to 2016), the College has made some significant strides. Some of these include local leadership, introduction of a number of Associate Degrees and more recently, partnering with the Council of Community Colleges of Jamaica (CCCJ) to offer much needed degree programmes such as Bachelors in Hospitality, Tourism, Education and Business. Despite these achievements, the College still faces a number of challenges. One such challenge is its inability to attract a consistent cohort of students to pursue the programme offerings. In order to offset the low student intake this year, the Ministry of Education flung open the College’s doors and offered full scholarships to the ‘who so ever will’. This initiative on the Ministry’s part begs the questions, if everyone is allowed to register, what impact will this have on the quality of education being offered? Has the scholar been taken out of scholarship? When students are questioned about their lack of interest in attending the college, the common response is that it is a waste of time. Others divulge that many of the lecturers do not attend classes and
bemoan the slackness that they (the students and lecturers) are allowed to get away with at the college. References are also made to the long delays students experience when requesting their grades or a transcript to pursue further studies. Whether these allegations are true or not, they must be investigated, as failure to do so can result in a further lack of desire on the part of future potential students. In addition, the Turks and Caicos Community College needs to ensure that the programmes that are being offered are accredited by regional and international accreditation agencies. We should also seek to ensure that when our officials engage in accreditation related discussions, emphasis is placed on articulating advance placement for graduates of the College. This initiative would further help to significantly reduce time and money spent overseas in pursuit of higher education as programmes being offered at the College will gain the desired value and currency to propel our students in their quest for higher education at top Universities overseas. There is also a pressing need to extend the collaborative arrangement of the College beyond the Council of Community Colleges of Jamaica (CCCJ). The College once had a blossoming relationship with the American Association of Community Colleges where officials from the CONTINUED

We need to stop rewarding failure
Over the last few years my uncle Steven and I have always conversations about everyday topics especially politics in the Turks & Caicos Islands. During one of our discussions of TCI politics; I asked uncle Steven the question “what has been the reason for this country’s struggle politically over the last forty years?” My uncle paused for a few seconds to gather his thoughts and then said to me: “nephew we need to stop rewarding failure.” Truer words have never been spoken by a voter who has not just participated in voting but also actively campaigned for parties’ candidates for many years. I am in total agreement with his assessment because one of this country’s main problems in politics and why we have not moved further as a nation is because we continue to continue to reward failure when we go to the polls to vote. One may the question, “what do you mean when you say we reward failure?” if the member of parliament you have elected four years ago has not fulfilled the promises or plans they proposed in the last election campaign, then why should you go back to the polls and vote for them again? That is an example of rewarding failure. If the people who are seeking to be elected have been unsuccessful

If a candidate was dishonest and defrauding people before he or she was elected, what do you think that individual will do with more power and opportunity? Stop rewarding failure. If your government or constituency representative have not effectively sought ways of making your life better than it was four years ago and still you go and vote for them again; that is what I call rewarding failure. If a company did a bad job on a big project wasting tax payer’s dollars and the government decides to award them with another contract; that is what I call rewarding failure. Bombs Away Political campaigns are off and running. Rally’s, radio programs and social media are at a higher level than the public expected this early.. The major parties have been seeking political bombs to drop on the other party. Time has caught up with the two candidate PNP Premiers. Mike Misick who fled TCI was extradited, is now in TCI on trial. Premier Ewing four year term.... expired. They are now asking for the same votes, seemingly time bombs ? If elected how can former Premier Misick be present in Parliament and court at the same time ? Presence is required in both places ! Twin Family Islands are now in the wartime spotlights.

Twin Islander Ralph Higgs as tourist board director received numerous accolades from insiders and outsiders for bringing in thousands of new visitors while on a small budget. Ralph decided to put his talents to work in the Twin Islands as a PDM candidate. Mr. Higgs now demonstrates faith in his consistency. He is building a real resort there while his
adversary folds paper airplanes to drop bombs. After resigning as tourism director candidate Ralph had come into contention with PNP loyalist Fulford. A Twin Island Fulford Rally was planned and Premier Rufus announced he would drop a huge bomb on his former tourism, champion... Ralph. The premier seemingly fabricated a bomb. Blaming Higgs for wasting or sidetracking 500 k given him to promote the Twin Islands. Higgs picked up the unexploded bomb and tossed it right back at the Premier. Ralph revealed that the 500 K was not invested through the Higgs tourist board for the twin islands but was passed directly to the Provo Beaches resort by then

My beloved citizens, no longer are your backs against the wall when you go to the polls and you are faced with no options besides failure and broken promises. You do not have to reward failure this time around. It makes no sense allowing yourself to be failed by people who have failed you already. The change we seek for this country cannot be rooted in looking back and rewarding failure. We cannot get change by doing the same thing. Hence, whatever decision you decide to make on December 15th 2016, I am pleading for the present and future generations of this country: DO NOT REWARD FAILURE.

A family quarrel ? PNP voters might reject relativity altogether turning to the other Progressive party with the companion anti British mindset, PDA. Bombs away today, Votes away on December 15.

English head on a Caribbean problem Dear Editor, Let me begin by first admitting as a person of some knowledge I do accept that there are universal principles of policing that can be applied to any jurisdiction and be effective. I also accept the fact that effective policing is a community based exercise, thus effective policing and also tactics have to be based on the character of the community they are employed into. So although there are effective policing principles that may be universally employed, one must also acknowledge the fact that what may work in one jurisdiction/society may not necessarily be effective in another. We have been experiencing a major upsurge in crime in the recent months and if left unchecked has the potential to have devastating effects on our economy. Being tourism based, our economic survival hinges on our ability to attract visitors. We have market ourselves as a high end destination, with virtually no crime as compared to our Caribbean neighbors. It is with some certainty that I can say persons who visit our shores have the ability and resources to go almost any place else in the region. Therefore, we can safely assume that one of the factors that they take into consideration when deciding where to spend their vacation/money is whether they will be safe or not. As it presently stands but subject to change, we are still one of the safest places to visit in the world. It is therefore important for our economy that we continue to create an atmosphere in which our visitors feel safe, for it only takes one killing, one bad robbery where a visitor to our shores is injured to send us spiraling downward. While it is essential for our visitors to feel safe, it is equally important that persons who live and work here also feel safe. In fact I will take it a step further; we have a right to safety. It is my unequivocal belief that as a Turks and Caicos Islander I have a right to feel safe in my country and the Government has an obligation to provide all in their powers to give me that feeling of safety. Let’s not go overboard, I am not saying that they will prevent every crime and I be given a guarantee that I will never be a victim ,what I am saying is that their actions should result in giving me a feeling of confidence that I am being protected, that my family, my home and business are safe. The police force is the entity that is charged with the mandate of keeping us safe, even if they are not in reality doing an efficient job the mere appearance of them being on the job should give us an assurance .The commissioner is head of the force and as such is responsible to enact policies that will result in effective policing. This should result in a visible reduction in crime on
the island and foster in us a feeling of confidence in the force and at the same measure instill fear in our criminals. As head, through the enactment of effective policies and his ability to motivate his officers to carry them out there should be visible results , his efforts will be reflective in the community’s perception of whether he is doing a good job or not. If he is doing a good job there will be a visible reduction in crime and if not the opposite which unfortunately has been our recent reality will happen. As a matter of fact, it appears that the criminal elements have been emboldened for there is a greater frequency and seriousness of publicly committed acts. Gunplay seems to be the order of the day. The realty is the frequency and seriousness of crime is on the increase and detection on the decline. I dare say the commissioner’s policies seem to be ineffective and it appears he lacks the ability to motivate his force . The effectiveness of the force is directly related to the effectiveness of its head. We have seen this played out more than once in the United States where the head of police is called in to account for the action of his officers, as it regards their policing. What I perceive here in the Turks and Caicos is a lack of accountability, there has not been a serious call for the police commissioner to given an account. In fact, not give an account but demand his resignation if he is not man enough to take responsible for the failure of that body over which he is in charge . Why is he not being called to give account but be allowed to continue to head this essential institution which he is clearly ineffective? The level of crime was not this bad when we had others in charge, and I make specific reference to local commissioners, and the excuse is not that there are more people here, the problem is that the criminals have no fear of or respect for the police given their perceived ineffectiveness to detect them .I dare say that it appears the head does not know what to do and in fact I will go further and say things will only get worse until we employ an effective head. Employ a head with experience in dealing with the same or similar problems as ours, one from the Bahamas or Jamaica or even better an experience local. You cannot say that there are none presently in the force that has the ability to turn this nightmare around . You see it appears that our colonial master have no appreciation for the ability of people from these territories. Perhaps it has to do with their perception that we from the colonies are inferior in terms of knowledge and ability and that we are all corrupt. I know I may have offended some who would deny this fact but I know that perception
is alive and well among them and indeed is perpetuated in their dealings with us. What we have is a Caribbean problem that needs a Caribbean solution an English head quite frankly will not work. Let me explain, gun crime of the nature that we are experiencing is relatively new to the U.K. In fact most of it that they have been experiencing have been perpetrated by Caribbean elements, the Brits have no experience and in fact just learning how to deal with it. Compare their position with a place like the Bahamas who has been dealing with this type of crime for years, they know what pressure has to be exerted on the criminal for the suppression of crimes of this nature. They understand the importance of the tourist industry to the economic survival of their people. This is our country we have to live here we should demand accountability from this vital institution. We should not have to put up with a head that is not competent to operate in this jurisdiction, our safety is at stake; he needs to be recalled no matter who may ‘lose face’. The head it appears does not have the knowledge to combat the problem. While I can admit that he may have years of experience, his experience does not qualify him for the Turks and Caicos. We need Caribbean experience to deal with this Caribbean problem. While there are those, and I agree, that are looking for long term solutions, we need immediate measures. I remember a time when the police were pulling over everything that looked suspicious they were setting up road blocks at every round –a-bout looking for guns. We need that again and not only in a reactive mode, but proactive , getting the guns before they are used . I can guarantee that if we institute a program of random stop and search and I don’t mean just between the hours of 3 and 6 in the evening, they will turn up weapons as they did in Grand Turk a few nights ago. At the very least the criminals knowing that there is a possibility of the police being on the road they will think twice about driving round with guns in their cars. Stop and search everything. I would submit to a program of profiling as the police know who the criminal elements are .To add to the stop and search, there should be a program of random house searches. Profile individuals and get warrants to enter their homes 2-6 in the morning on week nights; keep the criminals uneasy about having guns. Her face expression was as pained and concerned as that of all the other Grand Turk residents I had been speaking with that morning, four weeks ago. In my many conversations with a large cross section of Grand Turk residents, locals and expats, there wasn’t a shortage of advice aimed at the Police force. While this is understandable, I’d like to focus on the bigger picture. I am not a law enforcement expert and will leave the criminalistic analysis to those who are. With the world reacting to bad news in record real time, via social media, all of us in the TCI have to be very concerned about what can happen to (any) destination when crime gets out of hand. The following is now sadly an all to common impression about the crime situation in Nassau: “Crime has gotten worse in Nassau. We receive more complaints about crime in Nassau than all of the other ports in the Caribbean combined. Armed robberies, sexual assault of teenagers and young women, and the murder of a tourist makes this port a dangerous place to take your family. The second you step off the cruise ship you’re likely to be offered drugs” (Cruise Law News). The following is the official blurr from the U.S. State Department:” The U.S. Embassy has received multiple reports of tourists robbed at gunpoint or knifepoint in tourist locations in the downtown areas of Nassau, to include the cruise ship docks and the Cable Beach commerce areas; several of these incidents occurred during daylight hours.” The State Department also warns of burglaries, larcenies, and “snatch-and-grab” crimes in Nassau, as well as assaults (including sexual assaults) in casinos, outside hotels, and on cruise ships. The U.N. says the Bahamas has the highest occurrence of rape in the entire Caribbean region. Thankfully the Turks and Caicos are still considered one of the safest destinations in the region, indeed the world. But here’s the point: Jamaica and Nassau were perfectly safe destinations as well once upon a time and no doubt the vast majority of hard working, law abiding Jamaicans and Bahamians now wish - with the benefit of hindsight that they had dealt with the cancer of crime more effectively, when they had the chance. Well, we still have that chance - just. And we should take note of what has happened to other destinations, before we become a nasty headline. “He who does not prevent a crime when he can, encourages it”,

TCSPCA ‘Just for Fun’ dog show THE ELEVENTH annual TCSPCA Dog Show supported by Lead Sponsor Fortis TCI went off flawlessly on November 12. More than 200 dog fanciers, with and without four footed companions, enjoyed the four-hour event which culminated with winner of Best in Show, Bless, much to the delight of her proud owner, Maggie Missick. However, the other 39 canines in the events performed beautifully and usually barklessly during the show. As always, the Obstacle Course was a popular and demanding event but Buggy, owned by Jasmine Young, took top honours. MC Mary Lou VanderHeide was in fine form, keeping the show running seamlessly, while entertaining the crowd with her pithy comments. The judges, Karen Whitt, Vice President of the Hartling Group, representing Gold Sponsor The Regent Palms, Dr Mark Butler – Chief Veterinary Officer, Ingrid Forbes from the once again Lead Sponsor, Fortis, and Justin Okoye from Konk Apparel, had a difficult task which they met with good grace and humour. This annual, family friendly event would not happen without the tireless efforts of the TCSPCA volunteers, and the community as a whole, which always supports the show. This year main sponsors Graceway/ IGA donated the dog food prizes, Pedigree provided the “Goodie” bags for all contestants, Turtle Cove Marina donated the venue and the big white tent and twelve Fortis employees helped with set up on the morning of the show, Power 92 & Kiss FM, Tradewinds and PTV8 publicized the show and Mango Reef

The colourful Dog Show posters and programs were designed by Louise James who, with help from Charlotte Robinson, obtained some fabulous raffle and silent auction prizes this year including Beaches day pass, a two night stay at the Sands, one night stay at Parrot Cay, dinner for two at Amanyara, and a two night stay Blue Horizon on Middle Caicos. The show was honoured with the attendance of special guests Allan Robinson, Fortis Vice President of Customer and Corporate Services, Jessica Kyle, Cofounder of the Potcake Project, and Pet Food Institute’s Sandra Kemp from the
Bahamas. Kissing Fish Catering provided delicious dishes and beverages throughout the show, keeping the participants and audience well fuelled for their events. TC Sanitation provided the loos and Lucky, the TCSPCA Mascot, gambolled about, intriguing kids and Potcakes. It was a great show: the weather cooperated and the pups performed. Ministry of Health, announces new hire at TCI’s Wellness Centres THE MINISTRY of Health, Agriculture and Human Services is carefully adhering to its strategic plan to care for the ill and underserved population. Via a press release on Thursday, it announced the new hire of Vanderzee K. Forbes Warlock RN, BSN, as the new Nurse Supervisor for the Wellness Centres of the Turks & Caicos Islands (TCI). Daughter of the soil Mrs Forbes Warlock brings nearly 15 years of experience to this role. Prior to joining the Turks & Caicos Islands Government, she was a senior Nurse at the TCI Hospitals with responsibilities for Infection Control and Emergency Triage Training. Prior to that, Nurse Forbes Warlock was the manager of Provo’s Children Home and Nurse Supervisor at Florida Infirmary. She graduated from Barry University in 2011 with a Bachelor’s Degree and gained her registration and licensure through the Florida Board of Nursing. She is now in the process of pursuing her Master’s Degree in Management specializing in Public Sector Management and is also pursuing her licensure in infection control. In her new role at the Wellness Centres, she will work as a Nurse Supervisor. Her responsibilities include managing staff and ensuring quality care for the clients utilizing her experience in the nursing field. Her particular interest and expertise is in implementing services and maintaining nursing standards. As a result, she will help staff and the community to understand their responsibilities pertaining to the
elderly, mentally ill and disabled. Nurse Forbes Warlock shares the same ideals and values as The Turks & Caicos Islands Wellness Centres when it comes to service, she stated; “Customer service is vital in this arena. My daily objective is to work as hard as I can, be as flexible as I can be, and more importantly to be reliable to my staff members and patients. Three new Zika cases surface BY OLIVIA ROSE THREE new Zika cases have been confirmed in the Turks and Caicos Islands, as recent rains increase mosquito activity. This is according to the Ministry of Health, Agriculture and Human Services, which informed the public on Wednesday, November 16, that one of three was confirmed in Grand Turk. These new cases bring the total number of confirmed cases in TCI to fifteen (15), which includes 12 females and 3 males. The Ministry said the concern with Zika is a growing body of evidence regarding the connection between infection with Zika in pregnancy and microcephaly. Microcephaly is a condition where a baby’s head is smaller than expected, which can be a result of
poor development of the brain and other complications. In addition there has been an association with Zika and other neurological complications such as Guillain-Barré syndrome. During a press conference held at the Premier`s Office, at the Hilly Ewing Building on October 24, the Government updated the media on its efforts to combat the dreaded virus. It was noted that every precautionary measure continues to be taken to enhance prevention and control measures. According to the Government, there is a vigorous action plan in place to deal with households where Zika infection has been confirmed to combat the further spread of Zika to other members of the same household. “All cases of Zika infection are on the island of Providenciales with no

areas of concentration. The recently approved funding in the sum of $500k towards the management of Zika in the TCI by the Government will be utilized to strengthen efforts aimed at mitigating the impact of the Zika virus. “The Environmental Health Department continues to conduct premises inspections, school visits, swamp monitoring, fogging
activities and the distribution of mosquito repellents to households. The removal of derelict vehicles also continues throughout the islands. “The department has also received 2400 mosquito larvicide briquettes and purchased an additional 330 gallons of fogging chemicals. “The department also purchased 100 in2care traps to aid in the fight against zika. “Three temporary vector control officers have been hired; one on the island of North Caicos and two in Grand Turk.” Residents are reminded to keep their premises and surroundings clean as waste which is not properly disposed of can collect water and become mosquito breeding sites. “Because of the ability of the Zika virus to affect an unborn baby possibly resulting in microcephaly and other neurological and developmental complications, pregnant women should take special precautions to ensure that they are not bitten by mosquitoes. “Mosquito nets are available for all pregnant women and can be collected from all Primary Health Care clinics throughout the TCI.
“Additional precautions should be taken to prevent mosquito bites when travelling to Zika affected areas and countries.” Premier and Minister of Health Rufus Ewing, has cautioned residents and tourists alike to use approved repellents when outdoors. He also urged communities to play their part to take immediate steps to help stop Zika by eliminating all mosquito breeding and potential breeding sites. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI. Most persons with Zika are not aware that they have the illness as they may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include skin rash, mild fever, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness.

TCICC attended their conferences and were able to network with top Community Colleges in the USA. These relationships need to be reignited as they can aid the College in expanding its programme offerings and provide guidelines in respect to ensuring quality assurance. Thirdly, the Providenciales Campus needs to be given some urgent infrastructural care in order to reflect a ‘real” College Campus. The time has come for the Turks and Caicos government to invest in building a proper campus for the island of Providenciales. This is the most populated, tourism driven island where the demand for skills is overwhelming. The college needs to be able to address the growing needs of its populace. This new campus will provide the much-needed space to adequately accommodate the desired programmes. A proper, on-campus library facility is also essential to support pertinent research. A college cannot operate effectively without a suitable library. I am furthermore of the view that, by now, the College should have significantly reduced its dependency on the government for financial handouts. After over twenty years of existence, the College should be more financially self-sufficient. This will be made possible with the introduction of the afore mentioned accredited programme offerings. Once programmes at the College are accredited, more students from the
local area and regionally would most likely enroll. They would be able to obtain quality education at a reasonable cost. Financial independence will also come about if the College introduces short courses such as Quick Books which is currently in high demand. In addition, there is the need to develop more hands on programmes to meet the growing developmental needs of the TCI. These can be done in collaboration with local business partners. Such arrangements can give rise to internship programmes, job placement and eventually, full time employment. It will also result in financial stability, prestige, further recognition and acceptance of the College and strengthen relationships between the College, local businesses and the country at large. There is also the need for ongoing development of faculty. It is of paramount importance for the College to establish a policy that a Masters Degree should be the minimum qualification to obtain employment within the institution. Lecturers need to be highly qualified and encouraged to engage in research and publications. There are areas in this country where research is urgently needed. This will place the College on the cutting edge of knowledge. In conclusion, for many years, politicians have been suggesting that the College transition into a University. Some have even gone as far as saying that it is
their dream for the TCICC to become the University of the TCI especially since this has been the road that the College of the Bahamas has taken. This is not an impossible goal to achieve. This is not an impossible dream. However, before this can be realized, the above mentioned challenges must first be addressed as a matter of urgency. We can’t just speak the University of the TCI into existence, there is much work to done. We can’t have a University if our College is not respected. After over twenty years of existence, it is imperative that more attention be paid to the TCICC. Politicians are spending far too much time arguing over which party established the College. More energy needs to be put into how we are going to advance the College. To quote Mr. Oliver Mills, “The College should be an institution designed to create knowledge and dispense it thus enriching the lives of the people of the TCI to foster a new level of consciousness while maintaining international prestige and recognition”. The pressing question is who in the government has the courage to seriously address the issues raised and who has the courage to lay the ground work that will make our Turks and Caicos Islands Community College first choice for post secondary education in the TCI and beyond? TCI Hospitals advance in an infant feeding global initiative BY DAISY HANDFIELD A PRESS conference was held at the Cheshire Hall Medical Centre in Providenciales last Friday, to discuss the hospital’s advancement in the Baby Friendly Hospital Initiative (BFHI). The initiative which is geared at encouraging mothers to breastfeed their new-borns, is a collaborative effort between the Department of Primary Health Care, the Caribbean Public Health Agency (CARPHA) and the Pan American Health Organization (PAHO). During the press conference, it was said that the TCI Hospitals have already completed the first consultation and that staff members will commence training as early as February of next year. Representatives from CARPHA and PAHO spoke to media officials
about the reviews that they have been carrying out throughout the public and private healthcare offices. Sharlene Higgs, director of Health, Disaster Education and Training, made reference to the training, stating that these staff members will be trained to become trainers. “This training is going to be taking place in February, with staff from both Primary Healthcare, which is TCI Government and Interhealth Canada, to ensure that these persons are trained as trainers, so that training will take place throughout Family Health Care on the islands of Grand Turk and both Providenciales facilities. “This is to ensure that staff are adequately trained to know how to assist the breastfeeding mothers,” CONTINUED FROM

Scores attend Remembrance Day services BY OLIVIA ROSE A DOZEN wreaths were laid on the cenotaph at St Monica’s Church in Providenciales on Sunday, November 10, to honor those who gave their lives in war. The ceremonial offering was all part of a Remembrance Day service, attended by scores of dignitaries, police officers, representatives of local organisations and members of the public. The event began at 12.30pm with the arrival of Deputy Governor Anya Williams to a musical fanfare. When the attendees were all seated, lay minister Alice Malcolm read the opening prayer. Father Donald Kerr gave the homily, after which the audience sang the hymn, “fight the good fight with all thy might”. Further passages from the Bible were read, followed by more hymns and prayers and a sermon by the local priest. Attendees were then led outside to the Cenotaph, in the Garden of Remembrance. Prayers were again said, followed by a two-minutes silence in respect of the fallen soldiers, while the
RTCI Police Force band provided special music for the occasion. Among those who laid wreaths at the monument were the Deputy Governor Anya Williams, the Minister of Border Control and Labour, Hon. Ricardo Don Hue Gardiner, Leader of the Opposition, Hon. Sharlene Cartwright-Robinson and other dignitaries. Representatives from the ExServicemen Legion, the Medical Department, Brownies, Red Cross, Rotary, Kiwanis and Soroptimists also laid flowers. The ceremony ended with the singing of the National Anthem and the benediction, after which the police force drill squad performed an impressive march-past, closing out the ceremony. A similar ceremony was held at St Mary’s Pro-Cathedral on Front Street in Grand Turk, which was attended by Governor John Freeman. Following the service uniformed groups attended the ecumenical service at New Testament Church of God on Pond Street. During the service the Governor laid a wreath in memory of all the soldiers who fell in the two world wars of 1914-1918 and 1939-1945.
He was joined in the wreath laying by the Hon. Minister of Finance, Trade and Investment, Hon.. Charles W. Misick, representing the TCI Government, and by the Hon. Derek Taylor, on behalf of the Opposition. Others participating in the service included the Hon. Minister of Home Affairs, Transportation and Communication and the Assistant Commissioner of Police and representatives of several Non- Governmental organizations (NGO`s) Reflecting on Remembrance Day, Governor Freeman said: “Remembrance Day is a time for reflection. “A time to recall with deep gratitude the sacrifices made by others on our behalf a time for quiet prayer and thanksgiving.” Also on display at the Cenotaph were display panels courtesy of the Turks and Caicos National Museum depicting the role played by those from the Turks and Caicos Islands and the wider Caribbean in the two World Wars. Remembrance Day is a memorial day that has been held in Commonwealth countries since the end of World War I to remember the members of their armed forces who
have died in the line of duty. The red poppy has become a familiar emblem of Remembrance due to the poem “In Flanders Fields”, these poppies bloomed across some
of the worst battlefields of Flanders Belgium in World War 1, their brilliant red color an appropriate symbol for the blood spilled in the war.

She said: “As a nutritionist, this is something really big for me because breastfeeding is ideal. It is giving your baby the best start in life and I cannot be happier to see this initiative move forward. I am happy to know that Interhealth Canada is on board 100 percent and to see that the Ministry of Health is willing to see this come to pass.” Wilson added that in order to limit illnesses that could develop
in babies later on in life, a baby should be exclusively breastfed from zero to six months. She said that this also gives them the proper nutrients that they need during the first months after birth. The Baby-Friendly Hospital Initiative (BFHI) is a global program that was launched by the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF) in 1991, to encourage and recognize hospitals and birthing centres that offer an optimal level of care for infant feeding and mother/baby bonding.

Ramon Andrews appointed new Director of the TCI Tourist Board WELL-KNOWN local hotelier Ramon Andrews has been appointed the new Director of the TCI Tourist Board, succeeding Ralph Higgs who resigned this past summer to pursue a career in politics. The announcement was made during a Cabinet meeting last week. Mr Andrews will serve for two
years as the TCI Tourist Board Director. Andrews, who has managed a number of small resorts in the TCI before moving to Harbour Island in the Bahamas, where up to his appointment, was managing an upscale resort there, holds a Bachelor’s Degree in hospitality from Johnson and Wales University in the United States.
HUNDREDS of residents, including tourists, supported Sand Jam 2016, an annual reggae concert which was held at Flamingo Café on the Beach in Providenciales last Saturday. Funds from this year’s event will go towards the improvement of choir programs at the Clement Howell and the Long Bay High School, both in Providenciales. These improvements will fall under a non-profit called Music is Life, which was created by the organizers of Sand Jam to advance Government schools’ choir programs throughout the Turks and Caicos Islands (TCI). In comparison to last year, the number of people in attendance was larger, said organizer of the event, Donna Davis. During the festivities, attendees had the opportunity to purchase a variety of local delicacies and alcoholic and nonalcoholic beverages. There was an array of local and international talents, which kept the crowd hyped and jumping. In a previous interview, Davis explained that the event became a reality after she and co-founder Karen Whitt, came to the realization that there was not any music foundations in the TCI that supported children who are talented in music, but do not have the opportunity or means to pursue their careers further.

soil = poor results. WRONG CLIMATE Planting a palm tree in right the climate. Some gardeners get palms without checking if they can grow in the Turks and Caicos Islands. Tropical palm trees that like humid weather don’t do well in here. Just get a different palm tree. There are many palms that can tolerate the weather here. All you need to do is to check which palms grow in your weather conditions. SUNBURN Planting a very young palm tree in the full sun without providing a cover. The palm leaves will start turning yellow and might look colorless in some areas. If you don’t cover your palm, the leaves will begin to dry and turn brown. If your palm tree (or any other plants) is from a greenhouse or shade-grown environment, it is NOT USED to full sun. You need to acclimatize it first.
OVER-PRUNING I keep seeing articles online that tell people to cut brown part of the leaf because it will save the palm tree from wasting nutrients on the dying leaf. Makes sense right? Wrong. Palm trees need dying leaves for nutrients, and when you cut them off, your palm tree doesn’t like it. Palms move nutrients from the older fronds to the new growth. Tooth sensitivity is a relatively common problem and can range from mild discomfort to sharp, sudden, shooting pain. It is triggered by a range of factors including eating or drinking something hot or cold, sweet or sour or it can be as simple as just breathing in cold air.
Maintaining good oral hygiene is a basic step to ensure strong and healthy teeth and reduce the chances of sensitive teeth.
CAUSES OF SENSITIVE TEETH In healthy teeth, a layer of enamel protects the crowns of your teeththe part above the gum line. Under the gum line a layer called cementum protects the root of the tooth. Tooth sensitivity occurs when the tooth enamel or the cementum is compromised and the dentine is exposed. Dentine is the porous layer underneath which has microscopic
tubules (small hollow tubes or canals) leading to the tooth’s nerve. A stimulus from the outside such as eating or drinking generates movement of the fluid within the tubule and it is this that causes the nerve to react and cause discomfort or pain. There are a number of factors that can cause dentine to be exposed and therefore lead to sensitive teeth. These include worn tooth enamel (from over-brushing or tooth grinding), gum disease (often from poor oral hygiene), gum recession (due to over-brushing or previous gum disease), tooth decay, chipped teeth, worn fillings or eating acidic foods. TOPICAL FLUORIDE TREATMENT Topical fluoride can help desensitize exposed dentine. I recommend a daily rinse with a fluoride mouthwash which can also be used in combination with a sensitive toothpaste. Most of the major manufacturers produce a sensitive toothpaste, for example Sensodyne or Colgate Sensitive Prorelief. Please note it can take up to a month of use for the sensitivity to reduce and because the different brands have several different modes of action I recommend choosing a brand and staying with it.
COMPOSITE BONDING If a patient over-brushes, grooves can form on the outside of the teeth at the gum margin where the enamel is worn away and the dentine exposed. This causes sensitivity. It is a very straight forward procedure to replace the enamel by bonding a tooth-coloured filling to the exposed dentine. If a tooth has a small chip or fracture this can also cause sensitivity and a similar procedure of building it up with white composite bonding will cover the exposed dentine and stop the sensitivity. IMPACT OF WHAT YOU EAT Eating acidic foods and drinks such a citrus fruit or diet soda can also

We all have gone through some level of stress in our lives. Whether it is waiting in line at the traffic department, working out at the gym, or going on a date; stress is soon to follow. Though we may be accustom to the feeling of stress, finding ways to help reduce it can be unique depending on the person, activities they can do and the time they take to do activities that reduce stress. In addition, understanding not only different forms of stress can help in its reduction but also understanding that not all stress is bad! You heard right! In fact, we need some level of stress in our lives to simply get through the day! The key is understanding the difference between stress that promotes productivity versus stress that can be quite harmful to our mental and physical health. Here are the two main forms of stress that we should be mindful of. DISTRESS Distress is the unhealthy, negative and at times chronic stress that is often associated with stressors such as work and relationships. From work demands to chronic problems
in relationships, and even trauma from childhood can lead to distress that can affect the individual mentally, and physically. This is impart due to when we are going through an extremely stressful time our bodies enter a state of chronic “ fight or flight” mode where we are trying to simply “ survive” the stressful experiences. For example, the death of a loved one can lead to distress even long after the loved one has past away. When thinking about the event or even experiencing the loss first hand, distress symptoms can be overwhelming. Your Heart rate beats harder and faster, breathing gets shallow as the body prepares for defense. Another example of distress can come from losing your job. Often times it is difficult to deal with the loss of a job especially when you are unsure if there will be another one available to you. Oftentimes people go through high levels of distress that if chronic, can lead to physical health problems such as stokes, heart attacks and even a weak immune system, making you more

vulnerable to sicknesses. In regards to mental health, a person may experience fear of the unknown or loss, constant worrying and may constantly focus on the negative of the situation, to name a few. Being in a constant state of distress can cause significant damage mentally, physically and emotionally and if certain resources and support are not utilized it can have negative lasting affects overall. Fortunately, there are a number of resources and interventions that can be used to help individuals cope and even lessen the affects of distress such as breathing exercises, meditation, prayer and exercise to name a few. EUSTRESS Eustress is considered to be the healthiest form of stress. According to Dr. David Vago, an associate psychologist in the functioning neuroimaging laboratory, Eustress is the normal and positive psychological stress that we put on ourselves each day in order to carry out routine functions. For example, in order to get to work on time, one may get up earlier and complete
tasks before heading to work. Another example of Eustress could be the level of stress a student may feel knowing a challenging exam is coming up and may feel hurried to study well. Eustress simply put, is a form of pressure that allows us to carry out tasks that usually benefit us in the end such as arriving to work on time or doing well on a challenging exam. Furthermore, when Eustress is experienced through our daily challenges, we naturally seek out appropriate support and resources that aid us in completing them. According to clinical psychologist Melanie Greenberg, who also specializes mindfulness, managing anxiety and depression, after we find ways to overcome the challenge we can then turn stressful events into positive experiences and opportunities to grow from. Soon excitement, happiness and even pride in getting through the day can be motivation and encouragement to do it again the following day. So how does Eustress relate to our “fight or flight” response when we are in uncertain situations? Let us take riding a roller coaster as an example. While standing in line to experience a ride you may start to feel your palms sweating, your heart rate rising as you get closer and you may even begin to shake a little (no shame in admitting that!). Now most would say this is just your “nerves”. You may even start thinking, “should I stay or should I go?” Let us say that you decide to ride the roller coaster and you enjoyed it. It may even be such a good experience that you ride it several times more. The feeling of excitement and accomplishment you may feel at the end of the ride paired with the nervousness experienced prior, can act as a motivator to try again; a healthy form of Eustress. In contrast, the feeling of frustration
may motivate you to seek other forms of excitement. Simply put, the level of Eustress indicates if you stay away from experiences or if you go towards them. Another example can be found in competition. Whether you are training for track and field, trying to raise your grades in a class, or trying to gain a promotion at work, healthy levels of Eustress can motivate you to do the best you can regardless of the outcome. The level of pull to improve in a sprint, to understand a subject more and to move up the corporate ladder can all be healthy ways of achieving growth. However, it is important to note that those who are too competitive can easily slip into distress when applying unrealistic expectations and pressure on oneself or even others; Understanding when Eustress becomes distress is important. FINAL THOUGHTS What we can draw from these studies is that one of the main differences between Eustress and distress is how we perceive them. If the experience we are having causes us to experience more negative responses such as the physical stress in our bodies and negative thinking, chances are we are in distress. While if we view the experience as possibly being a positive one, as in the example of the roller coaster, Eustress is present. Stress is an inevitable experience we all go through. Though we experience it in different ways one thing remains constant, understanding the ways it affects us then enables us to find the support needed to cope with the level of stress in our lives. Whether the support comes from family, spouse, friends or a medical or mental health professional, taking the simple step in the direction of awareness may help you and a loved one cope with stress.

IMF approves US$1.64 billion stand-by arrangement for Jamaica THE executive board of the International Monetary Fund (IMF) on Friday approved a three-year standby arrangement (SBA) for Jamaica to support the authorities’ continued economic reform agenda. Access under the SBA arrangement amounts to about US$1.64 billion (SDR 1,195.3 million), the equivalent of 312 percent of Jamaica’s quota in the IMF. The Jamaican authorities have indicated that they will treat the arrangement as precautionary, and do not intend to draw on the new SBA unless exogenous shocks generate an actual balance of payments need. The executive board approval will make about US$411.9 million (SDR 300.1 million) available, and the remainder in six tranches upon completion of semi-annual programme reviews. Following the executive board discussion on Jamaica, Tao Zhang, deputy managing director and acting chair, said: “Jamaica has established a commendable track record of program ownership and implementation under the extended fund facility (EFF). Macroeconomic stability has been entrenched, evidenced by low inflation, the build-up of foreign currency reserves, and a decline in the current account deficit. Fiscal discipline and proactive debt management have helped place public debt on a
downward trajectory. Still, growth is low, poverty and unemployment are high, and crime and security challenges impose a serious drag on growth. “The authorities’ request for a stand-by arrangement (SBA), which they intend to treat as precautionary, will provide insurance against unforeseen adverse external economic shocks, while focusing reform efforts to deliver better growth and job outcomes, as well as reduce poverty, while sustaining macroeconomic stability. “Fiscal discipline and public debt reduction will continue to anchor Jamaica’s reform program. Public sector transformation, another key pillar of the program, will seek to re-orient public resource allocation toward infrastructure, social protection, and security-related spending, while delivering more efficient public services. The on-going growthfriendly shift from direct to indirect taxes will continue to broaden the tax base and improve the efficiency of the tax system. The program will continue to protect social spending, while also instituting reforms to strengthen the social safety net. “The Jamaican authorities recognize that enhancing monetary policy credibility and operations for an eventual move to inflation
targeting is critical. Key reforms include strengthening the operational autonomy of the Bank of Jamaica, refining the monetary policy signalling and liquidity provision framework, and improving macroeconomic modelling and forecasting. Toward this end, the authorities are committed to maintaining exchange rate flexibility and continuing to build international reserves through marketbased purchases of foreign exchange. Furthermore, concrete steps will be taken to further enhance financial sector resilience and promote greater access to credit and financial inclusion. “Supply side reforms are critical to unlock Jamaica’s growth potential and create more private sector jobs. In this context, every effort is needed, in collaboration with development partners, to execute the structural growth reforms recommended by the authorities’ Economic Growth Council. Resources will have to be redirected to combat crime and ensure national security. Easing of growth bottlenecks will facilitate a stronger private sector job creation, as the government refocuses and streamlines its role. “The authorities’ commitment and commendable track record, together with continued broad-based support for the reform agenda, should help foster its successful implementation.”
University head calls on Obama to pardon Marcus Garvey VICE Chancellor of the University of the West Indies (UWI), Professor Sir Hilary Beckles, has added his voice to calls for outgoing US President Barack Obama to grant a posthumous pardon to Jamaica’s first national hero, Marcus Mosiah Garvey, for his 1923 mail fraud conviction in the United States. In a statement issued over the weekend, Sir Hilary said that Marcus Garvey was the victim of “trumped up charges orchestrated by the late J Edgar Hoover, the famously antiblack director of the US’s Federal Bureau of Investigation (FBI).” Noting that Obama was himself the victim of racist campaigns, Sir Hilary added that the US president should exonerate Garvey before he leaves office as it is “the right and proper thing to do.” “Garvey’s call for the upliftment of all Caribbean citizens through education and political engagement
constitutes a critical part of the ideological and philosophical currents that gave birth to the University of the West Indies almost 70 years ago,” Sir Hilary continued. “UWI’s mission and mandate are manifestations of Garvey’s struggles for quality education for the masses of Caribbean peoples, for self-respect, self-determination and cultural awareness in our region.” Beckles’s call to exonerate Garvey comes as the Caribbean and the world observes the UN’s “Decade for People of African Descent.” The campaign has the backing of the Caribbean Reparations Commission, the Jamaican Government, the New York-based Institute of the Black World 21st Century, and by members of the Congressional Black Caucus in the US House of Representatives, among others. The campaign is currently being
led by the Garvey family, headed by the Jamaican national hero’s son, New York surgeon Dr Julius Garvey. It aims to secure 100,000 signatures. Dr Garvey presented his case for justice for his father to the Caricom Caucus of Ambassadors and embassy staff in Washington on September 6 at the headquarters of the Organization of American States (OAS). At the meeting, Dr Garvey explained that the appeal for the pardon was on the grounds that Marcus Garvey was unjustly prosecuted. “Garvey’s charges and conviction effectively ended his political movement and eventually led to his deportation to Jamaica, his country of birth. The family, 93 years later, now seeks justice for Marcus Garvey with their campaign to have his charges exonerated,” Dr Garvey said. (Caribbean360)
Flooding from the heavy rains has caused major damage.
Torrential rains creating crisis in DR THE Dominican Republic is facing a massive repair bill as torrential rains continue to wreak havoc across the country. At least eight of the country’s 31 provinces are under a state of emergency declared by President Danilo Medina, as his government grapples to cope with the unfolding crisis. According to disaster official Jose Manuel Mendez, more than 20,000 people on the country’s north coast have already been displaced, amid the heavy rains that have pounded the country for more than two weeks. “More than 130 rural towns in that region were cut off by heavy rains that destroyed 50 homes and severely damaged 62 others,” he told the Associated Press. “No one should cross rivers by car, on foot, and much less swim across them.” Thousands of people along the hard hit north coast have been
evacuated, including 700 inmates in Santiago. The military also rescued more than a dozen people who were left stranded in Los Naranjos, in the north east of the country. Relief efforts were underway to dispatch emergency supplies to affected families, but were being hampered by the continuing rainfall. The National Office of Meteorology of the Dominican Republic has warned that the rain is likely to continue through to the weekend. “For tomorrow, another trough will be approaching the national territory, providing conditions to increase rainfall,” it said in a statement. It also cautioned residents in living along rivers on hillsides to exercise caution and beware of flash floods and landslides. The flooding comes less than two months after the passage of Hurricane Matthew which resulted in minor damage.
Panama Papers law firm fined $440,000 by BVI regulator The British Virgin Islands independent regulator, the Financial Services Commission (FSC), has fined the local arm of the Panama Papers law firm, Mossack Fonseca, $440,000 for its contravention of numerous sections of the AntiMoney Laundering and Terrorist Financing Code of Practice and BVI Regulatory Code. The fine, which is the largest ever issued by the FSC, relates specifically to failures in record keeping, risk assessment and adequate updating of customer due diligence by Mossack Fonseca & Co (BVI) Limited. Commenting, Premier Dr Orlando Smith, said, “Today’s
enforcement action clearly demonstrates the effectiveness of the territory’s independent regulator, the seriousness with which it tackles any breaches of its code and, through the adjustments made to its risk assessment framework, an ongoing commitment to strengthening its regime to ensure this remains fit for purpose.” He said, “The BVI remains an engaged participant in the international community and is fully involved in initiatives aimed at creating a global tax and regulatory framework that can be implemented consistently to create a level playing field upon which all countries can fairly compete.”

World News Most common surnames in Britain and Ireland revealed THE origins of more than 45,000 surnames have been revealed by a new study. A four-year project investigating the history and geographical distribution of family names found almost 40,000 were native to Britain and Ireland. The study’s authors said they had explained 8,000 surnames for the first time. Project leader, Prof Richard Coates, said the list was “more detailed and accurate” than those before it. The team, led by the University of the West of England, analysed sources dating from the 11th to the 19th Century to fully explain the origins of the names. It found 80% of the most common surnames were native to the UK and Ireland, among them: Smith (more than 400,000 bearers according to the 1881 census, compared with 500,000 today) Jones (more than 300,000 in 1881; currently 400,000) Williams (just over 200,000 in 1881, nearly 300,000 now) Brown and Taylor (both just under 200,000 in 1881, now more than 250,000) Johnson (just over 100,000 in 1881, now more than 150,000) Lee (just under 50,000 in 1881, now nearly 84,000) “Some surnames have origins that are occupational - obvious examples are Smith and Baker; less obvious ones are Beadle, Rutter, and Baxter,” Prof Coates said. “Other names can be linked to
a place, for example Hill or Green, which relates to a village green. “Surnames which are ‘patronymic’ are those which originally enshrined the father’s name - such as Jackson, or Jenkinson. “There are also names where the origin describes the original bearer such as Brown, Short, or Thin though Short may in fact be an ironic ‘nickname’ surname for a tall person.” Prof Coates said the remainder came from a diverse range of cultures and languages of immigrants who settled in the country from the 16th Century onwards. One of those included for the first time is Farah - a rare English name recorded with just five bearers in the 1881 Census who lived in Middlesex and northern England. The name was derived from the northern pronunciation of the much better known Farrer, based on the occupational name from Middle English, ‘ferrour’ meaning ironworker or blacksmith. Ferrour is itself a borrowing of the Old French word, ferreor. Although it is rare as an English family name, it is more common among Muslim families. The Arabic word of farah means joy, happiness and delight. Another name identified for the first time was Li, the most common Chinese name in the UK. There were over 9,000 bearers in 2011, not counting those who spell it Lee, which will multiply the number considerably.
Thieves shoot and kill 4-year-old while trying to steal mother’s purse A 4-year-old Texas girl was shot and killed by a robber trying to grab her mother’s purse. Ava Castillo, her mother Diana and her 10-year-old sister Betsy were all shot by an unidentified assailant while they were carrying groceries into their Houston apartment Monday night. Police say that at least two attackers tried to steal the 27-yearold mother’s purse, and that nine shots were fired after she refused. Harris County Sheriff’s Office Deputy Thomas Gilliland told the Houston Chronicle that Gomez went into “mother mode” trying to protect her children and did not realise she had been hit until an officer noticed blood on her shirt. Gomez’s younger daughter died Tuesday, with her sister released and her mother awakening to learn that Ava had died. “She has a breathing tube so she couldn’t speak. She just cried,”

Britain’s Brexit policy chaos is unacceptable, Italy says THE British government’s Brexit strategy is chaotic, and it’s unacceptable for the European Union to be held hostage to the ruling Conservative Party’s infighting for the next two years, said Italy’s economic development minister. “Somebody needs to tell us something, and it needs to be something that makes sense,” Carlo Calenda said in an interview at his Rome office on Tuesday. “You can’t say that it’s sensible to say we want access to the single market but no free circulation of people. It’s obvious that doesn’t make any sense whatsoever.” The remarks by Calenda, a former Italian envoy to Brussels, provide a glimpse of the dismay in some EU political circles at the spectacle they perceive of U.K. government disarray and disagreement on how to approach the country’s departure from the bloc. On Monday, officials denied authorizing a report that another 30,000 civil servants would be needed to deal with the growing workload leading up to the start of Brexit negotiations in March. “There’s lots of chaos and we don’t understand what the position is,” Calenda said. “It’s all becoming an internal U.K. debate, which is not OK.” The British government “needs to sit down, put its cards on the table and negotiate,” he said. Tuesday ruffled European feathers by telling a Czech newspaper that the U.K. could probably leave the region’s customs union and still enjoy free trade. He also described as a “myth” the idea that freedom of labour movement is a fundamental right in Europe. The customs union allows members to trade with each other tariff-free, while setting common duties on other nations, yet staying in it prevents the U.K. from striking its own trade deals. The question of participating in it has divided British Prime Minister Theresa May’s government, with Johnson, Brexit Secretary David Davis and Trade Secretary Liam Fox agitating to leave and Chancellor of the Exchequer Philip Hammond counselling caution. Guy Verhofstadt, the European Parliament’s representative on Brexit matters, posted on Twitter on Tuesday that he “can’t wait to negotiate” with Johnson so he could read him Article 3 of the Treaty of Rome, one of the central compacts of the EU signed in 1957 that established common duties and commercial policies toward third countries. Dutch Finance Minister Jeroen Dijsselbloem said on BBC Television’s “Newsnight” program that it would be “impossible” for the U.K. to be outside the customs union but still inside the single market, which focuses on reducing non-tariff barriers. Johnson “is saying things that are
intellectually impossible, politically unavailable,” Dijsselbloem said, predicting Brexit would be a “lose-lose situation” for both the U.K. and EU. Calenda told Bloomberg Television that he had “loved” the biography of Winston Churchill written by Johnson, “but on Brexit we are on opposite sides.” Johnson told him during a recent meeting that Italy would grant Britain access to the EU’s single market. “He basically said, ‘I don’t want free movement of people but I want the single market,’” said Calenda. “I said, ‘no way.’ He said, ‘you’ll sell less prosecco.’ I said, ‘OK, you’ll sell less fish and chips, but I’ll sell less prosecco to one country and you’ll sell less to 27 countries.’ Putting things on this level is a bit insulting.” Calenda said that a balance needs to be struck because the U.K. is a very important partner. “I respect the British vote, England is to me a source of great inspiration -as you can see from Winston standing there,” Calenda said, pointing to a life-size cardboard cutout of Churchill in his office. Mayor resigns over Michelle Obama ‘ape in heels’ post THE mayor of a town in the US state of West Virginia has resigned after she was caught up in a controversy over racist comments about Michelle Obama. Beverly Whaling had appeared to applaud a Facebook post referring to Mrs Obama as an “ape in heels”. She wrote that the post had made her day, but later said she was referring to the election outcome. A petition calling for the mayor’s resignation had gathered over 170,000 signatures. Ms Whaling was the mayor of the town of Clay, which has a population of just 491. The town has no African American residents, according to the 2010 census. In Clay County as a whole, more than 98% of its 9,000 residents are white. Ms Whaling had responded to a Facebook post by Pamela Ramsey Taylor, a local resident who runs a non-profit group in Clay County, which referred to the first lady as an “ape”.

Prince estate locks horns with Tidal over streaming rights to the star’s music and Apple Music in July 2015. A month later, he released a new album, HitNRun: Phase One exclusively on Tidal. In a statement at the time, the star praised Jay Z’s artist-centric business model, saying it would allow him and his associated acts “to continue making art in the fashion we’ve grown accustomed 2 [sic]”. Albums like Purple Rain, 1999 and Diamonds and Pearls subsequently became available exclusively on Tidal. After his death this year, the service also began to stream rare and obscure albums such as Crystal Ball - which features unreleased songs from the star’s prolific
1980s output. However, in papers filed in Minnesota, Prince’s estate and his NPG record label said Tidal and its parent company Roc Nation “have not provided any documentation substantiating Roc Nation’s claim that it has rights to exploit any Prince Copyrighted Works in addition to the works that comprise the HitNRun: Phase 1 album”. If such a licence had existed, they continued, it should now be considered terminated. Roc Nation countered that Tidal and Prince had entered into an Equity Term Sheet (essentially an agreement to agree) in 2015, which would
give the service worldwide streaming rights to his next two albums, as well as one “previously unreleased fulllength studio album” over a five-year period.

A COURT battle over the streaming rights to Prince’s back catalogue has been triggered, after the late singer’s estate and Jay Z’s Tidal service filed competing claims in the US. Costa Rica pummel USA, puts World Cup Qualifying in doubt THE defense was a shambles. The midfield had little presence. The attack, such as it was, just spun and sputtered. How bad was it? It is difficult to know where to start. There was no fluidity from the United States national team here on Tuesday night against Costa Rica. No flow, no rhythm, no concentrated push, either early or late. There was no sturdiness or stoutness or resilience in a game that felt critical. There was no creativity. Mostly, there were a lot of mistakes. And moments of confusion. And missed passes. Never before has the United States lost the first two games of the sixteam final qualifying round known as the hexagonal, but after a 2-1 defeat to Mexico last Friday in Ohio, the Americans will have to wait four months to play again — knowing all the while that, with zero points, they are tied for last place. Klinsmann’s status will be the obvious talking point for the foreseeable future, and U.S. Soccer President Sunil Gulati, who said before the Mexico game that he expected Klinsmann to finish this qualifying cycle, declined to offer a similar statement of support in the aftermath of Tuesday’s nightmare. Gulati said he will review the performance of Klinsmann, and the program as a whole, in the coming days. He was careful to say he does not want to make a snap decision at an emotional time, but also conceded that it was difficult to gloss over the ugly results of the past two games.

lack of fire from the Americans. “It’s definitely the defeat that hurts the most in my five years,” he said. Coaching aside, it was also impossible to overlook the general rottenness of the on-field performances. Jermaine Jones struggled to complete passes all night. Omar Gonzalez was slow to close down. Timmy Chandler seemed to be often lost up the field. John Brooks, the young defender, had the ugliest evening as he gave the ball away constantly and was directly involved in giving the Ticos two of their four goals. Johan Venegas scored the opener just before halftime when Brooks — who apologized to the team after the Mexico game for losing his mark on the game-winning goal — was missing again, letting Venegas slip in front for a header. Lewis Hamilton: ‘Title win against the odds’ LEWIS Hamilton says that the odds will be against him in Formula 1’s final-race title decider in Abu Dhabi. Hamilton took the championship battle with Mercedes team-mate Nico Rosberg to the final race with a superb victory in treacherous wet conditions in Brazil. But he is 12 points behind Rosberg, who will be champion if he finishes third on 27 November even if Hamilton wins. “Right now, it is going to be very hard to beat him but it doesn’t mean I can’t win the race,” Hamilton said. “I am going to take the energy I have at the moment and really try to push as hard as I can in that race to get as far ahead and that is all I can do.” Hamilton’s win in Sao Paulo was his ninth of the year, equalling the number Rosberg has achieved, and his third in a row. It came after his 11th pole position in 20 races, and was the 52nd of his career, moving him one ahead of Alain Prost into second in the all-time list behind Michael Schumacher, who took 91 wins. Hamilton again brought up the fact that he has had much the worse of the reliability at Mercedes this season. This has included three engine failures that have directly impacted
his points tally, especially one while leading in Malaysia last month. Hamilton said: “I am going to continue what I am doing. Nico has finished every single race this year apart from Barcelona which neither of us finished. “I’m hunting. All I can do is do what I’m doing right now. The team are giving me a great car. I am going to give it everything I’ve got and all I can do is try to win the race. Right now I am just enjoying the moment.” Assuming neither has a technical problem, the advantage is very much in Rosberg’s favour as Mercedes have dominated the season and it is highly unlikely that any other team will be able to compete with them at the Yas Marina circuit. Rosberg said: “It is going to be a great, exciting race weekend, a great battle for sure. I would like to win the race, definitely. I am going to try to do that. Feeling good, so let’s see.” Mercedes F1 boss Toto Wolff said: “As Bernie [Ecclestone, F1’s commercial boss] would have ordered it, showdown in Abu Dhabi. They are going to drive it out on track. “We just have to give them two cars so they can fight it out on the track. Ron Dennis loses power battle at F1 team McLaren FORCED to quit the company he transformed into one of the most successful in Formula One, a defiant Ron Dennis says he will continue to shape the future of the McLaren Group. The 69-year-old has been “required to relinquish his duties” at the British automotive firm, he confirmed in a statement released late Tuesday and shared widely on social media. “Ultimately it has become clear to me through this process that neither TAG nor Mumtalakat (McLaren’s other major shareholders) share my vision for McLaren and its true growth potential,” Dennis said. McLaren had confirmed earlier Tuesday that the group’s longtime CEO and chairman had been put on gardening leave, though he remains a shareholder and director in the company. Dennis has been a key figure at the top of McLaren and its F1 team for 35 years, although his statement and subsequent media reports suggest one of the reasons given for his removal was his style of management. “The grounds they have stated are entirely spurious; my management style is the same as it has always been and is one that has enabled McLaren to become an
automotive and technology group that has won 20 Formula One world championships and grown into an £850 million a year business,” he said. “Throughout that time I have worked closely with a series of talented colleagues to keep McLaren at the cutting edge of technology, to whom I will always be extremely grateful. Reports over the weekend suggested Dennis had failed in a court bid to prevent his removal after he had sought to bring in investors to back him in gaining full control of the company. Dennis said he will still seek to pursue new opportunities while maintaining his interest in McLaren as a shareholder. Bahrain’s Mumtalakat Holding Company reportedly has a 50% stake, while Mansour Ojjeh’s TAG Group and Dennis own 25% each. “I will continue to use my significant shareholding in both companies and my seats on both boards to protect the interests and value of McLaren and help shape its future,” he added. “In addition I intend to launch a new technology investment fund once my contractual commitments with McLaren expire. World Rugby is considering whether to sanction temporary rule changes at youth level following analysis of 600 videos of head injuries by its medical team. That analysis found that 72 per recent of “head injury events” occurred in the tackle, with 76 per cent of those who suffer such injuries being the tackler rather than the ball carrier. That proved to be the case on Saturday when England’s win over South Africa witnessed a sickening
clash of heads between Billy Vunipola and Eben Etzebeth, who was forced from the field. Although there are no current plans to ban tackling above the waist in the professional game, World Rugby will meet next week to discuss implementing further concussion-prevention measures, including legislative and sanctioning changes at all levels. Speaking at its ConfEx in London, chief medical officer Dr Martin Rafferty said: “We’ve found that if the ball carriers bent at the waist then he has reduced injuries. If the tackler’s bent at the waist, he has reduced injuries.” Dr Ken Quarrie, the senior scientist
for New Zealand Rugby and a member of World Rugby’s medicine, science and research advisory group, added of banning tackling above the waist: “I’d certainly like to see a trial at the junior levels for a start. “Already, it’s below the chest at – I think – eight, nine, 10, 11 year olds in New Zealand. I don’t think it would be a major change to bring it down to the waist. “So, trialling that, perhaps, is something we can look at and seeing what effect that has.” Even if trials are sanctioned, it could be years before enough data is gathered to determine whether a permanent rule change is warranted. Reedie feels sport can recover from “dreadful” period WORLD Anti-Doping Agency president Sir Craig Reedie has insisted sport can recover from a “dreadful” period. Wada was heavily criticised by Olympic officials for its handling of the Russian doping scandal in the build-up to this summer’s Rio Games. Reedie’s future at the agency has been called into question just days before he stands for re-election. But the 75-year-old Briton told BBC Sport he would fight on as “the integrity of sport is at stake”. Tensions over Wada’s attempt to get Russia banned from the Rio Olympics were laid bare at this week’s general assembly of the Association of National Olympic Committees (ANOC). “There was irritation from a number of national Olympic committees,” said Reedie, who is also a member of the International Olympic Committee (IOC). “Just before Rio they would rather sport had not been involved in accusations of the breaching of rules by the Russian authorities, and I understand that, so I had to deal with it and I did deal with it.” IOC president Thomas Bach told BBC Sport this week he has “no regrets” about letting Russia compete at Rio 2016. But ANOC president Sheikh Ahmad Al-Fahad Al-Sabah - an influential powerbroker in the Olympic movement - has called for a “neutral” leader to take charge of Wada. Andy Woodward - who played for Bury and Sheffield United - was abused while at Crewe Alexandra from the age of 11-15. His abuser, Barry Bennell, was sentenced to nine years in prison in 1998 after admitting sexual offences against six boys. Mr Woodward spoke out after waiving anonymity offered to sex abuse victims. The 43-year-old told the BBC’s Victoria Derbyshire programme the abuse had a “catastrophic” impact on his life.
He struggled with depression and suicidal thoughts in the years following Bennell’s conviction and suffered severe panic attacks including during a match for Bury in which he had to be substituted. Mr Woodward - who explained it had taken “30 years” to speak openly about the abuse - said he suffered a lack of support from Crewe Alexandra when the abuse was first revealed. “With regards to the sport - there was nothing, it was brushed under the carpet,” he said. “It’s in the mentality of football that nothing comes out.” The former defender said he “tried to put it in a box and focus on
football, because that was all I’d ever dreamed of”. A spokesperson for Crewe Alexandra said the club did not wish to comment. Barry Bennell, who worked as a football scout and coach at Crewe Alexandra in the 1980s and 90s, was sentenced to nine years in prison in 1998 after admitting 23 specimen charges of sexual offences against six boys, aged nine to 15. Bennell scouted Mr Woodward, then aged 11, while he was playing for Stockport Boys. Mr Woodward said that within “three or four weeks” Bennell invited him to stay over at his home.

The renowned theoretical physicist has gone as far as providing humanity with a deadline for finding another planet to colonise: We have 1,000 years. Remaining on Earth any longer, Hawking believes, places humanity at great risk of encountering another mass extinction. “We must ... continue to go into space for the future of humanity,” the 74-year-old Cambridge professor said during a speech Tuesday at Oxford University Union, according to the Daily Express. “I don’t think we will survive another 1,000 years without escaping beyond our fragile planet,” he added. During his hour-long speech, Hawking told the audience that Earth’s cataclysmic end may be hastened by humankind, which will continue to devour the planet’s resources at unsustainable rates, the Express reported. His wide-ranging talk touched upon the origins of the universe and Einstein’s theory of relativity, as well as humanity’s creation myths and God. Hawking also discussed “M-theory,” which Leron Borsten of PhysicsWorld.com explains as “proposal for a unified quantum theory of the fundamental constituents and forces of nature.” “Our picture of the universe has changed a great deal in the last 50 years, and I am happy if I have made a small contribution,” he added. Speaking to audience members
in a public Q&A session ahead of the annual BBC Reith Lectures, Hawking also said that leaving the planet behind was our best hope for survival. The key, he noted, was surviving the precarious century ahead. “Although the chance of a disaster to planet Earth in a given year may be quite low, it adds up over time, and becomes a near certainty in the next thousand or ten thousand years. By that time we should have spread out into space, and to other stars, so a disaster on Earth would not mean the end of the human race.” Since 2009, NASA has been hunting for Earthlike planets with the potential for human colonisation. Researchers have discovered more than 4,600 “candidate” planets and another 2,300 or so confirmed planets, according to the agency. “The first exoplanet orbiting another star like our sun was discovered in 1995,” according to NASA. “Exoplanets, especially small Earth-size worlds, belonged within the realm of science fiction just 21 years ago. Today, and thousands of discoveries later, astronomers are on the cusp of finding something people have dreamt about for thousands of years.” Before we have a chance to relocate, Hawking says, we’ll first need to solve the potential threat created by technology. While Hawking thinks technology has the capacity to ensure mankind’s survival, previous statements suggest the cosmologist is simultaneously grappling with the potential threat it poses. When it comes to discussing that threat, Hawking is unmistakably blunt.

TCI female footballers were “committed and played as a unit”
– Opines Coach Grant NEW national women’s coach Damien Grant is elated with the performance of the TCI Women’s Select team who got the upper hand in their two-game series last week against the USVI Women’s Select side. The 3-0 win on Friday night and 1-1 draw on Saturday is a big improvement from the team’s performance last October when our national team travelled to the USVI and suffered two defeats. Grant stated that the players were committed and played as a unit on both nights. He also lauded the women’s strength, their trust in him as a new coach and their belief in his philosophy. “They were the winners and deserved it because they have worked hard in the last eight weeks leading up to this series, so hats off to them, they
did their country proud.” Grant, who is also a youth development officer for South Caicos, added that the side was balanced. “We have a good mixture of youth and experience.” The coach said that the aim is to get the female players on par with other nations in the region; to this he feels that TCI is moving in the right direction. “As coach I think it’s a good start in re-developing the female national programme, they have been without a coach since March and it’s a step in the right direction, a year ago they lost this series to USVI in USVI and I think it’s a big turnaround, it can only get better from here, well done by the ladies.” Sydney Campbell, who scored once on Friday and the lone goal on

Rugby coaches optimistic about teams’ future after T&T tournament TCI male team recorded a win over St. Vincent and the Grenadines and the females got a walkover victory over the Dominican Republic last weekend in the Rugby Americas North Sevens in Trinidad and Tobago. Coaches for both the male and female teams, Simon Taylor (men) and Keith Burant (women) were optimistic about going forward. Both lauded the performances of the national Sevens teams and acknowledged that TCI is still in a development phase. For Burant, the games proved to be great experience for the female players. TCI started against eventual second place Jamaica, then they challenged Olympic medallist Canada in their second game and “did well to keep the score respectable”. He noted that although the side struggled at times, they grew in confidence and were ready for their DR clash. “The ladies all worked hard to prepare for the tournament and will certainly be able to build on this first victory in international play.” TCI males, without some of the veteran names this year, also had learning experiences. In their win against St. Vincent and the Grenadines, TCI started at great pace, scoring two early tries through Paul McKenzie and
