Reef Fund highlights flaws in Ritz Carlton environmental impact assessment report BY DELANA ISLES FIRE safety at the proposed 12 storey Ritz Carlton development is a major concern that has not been properly addressed, according to some TCI residents. This and other issues were raised earlier this month when the TCIG Planning Department hosted a public consultation to hear what residents had to say on the environmental impact assessment (EIA) report. Presenting his questions, which he initially raised in written form to the department, was Don Stark, chairman of the TCI Reef Fund, a volunteer non-governmental, nonprofit organisation whose mission it is to help preserve and protect the environment of the Turks and Caicos Islands. The proposed project is intended to consists of three up-to-12 storey buildings, in addition to some several lower level buildings, all making up about 317 rooms. Stark pointed out that it is unclear how this room count has been determined as the floor plans for the residences all show three bedroom units. He questioned if each of the bedrooms are counted as separate rooms or if the maximum capacity of the development is intended to be higher than 634 guests. “Fire safety is a major concern that is not addressed in the EIA either during the construction phase or during occupancy. “The EIA acknowledges that the fire department does not have the
equipment to evacuate guests from the top floors of a 12 storey building, but does not address how that will be resolved. “Will this force the TCIG to invest in additional firefighting equipment just for this one development or does the developer plan to pay for the needed equipment?” he questioned. He stated that construction should not begin, and that occupancy should especially not be approved, until this critical issue is resolved. Stark continued that the report does not address the type of construction materials to be used, only stating that “traditional construction materials and methods” will be employed. “As a 12 storey development cannot rely on what would be considered traditional materials and methods (cinderblocks and rebar), it is likely that specialised skills and construction methods will be needed and the likelihood that those skillsets exist in the TCI is low. “The neighbouring Seven Stars development, rising to seven storeys, relied almost entirely on foreign workers for its construction. “This will likely mean a large influx of foreign workers (539 workers are expected during construction) who will have to be housed in a housing market on Provo that was tight before the recent hurricanes and now is even tighter,” the chairman pointed out. an adequate evaluation of the geological strata upon which the proposed development will be built, and that there appears to be no formal assessment of the load bearing capacity of the substratum and whether it is adequate for such a high-rise development. In addition, Stark said that the project site sits directly on top of the Bight freshwater aquifer and the impact of this freshwater lens on the carrying capacity of the site has not been evaluated. “Section 806(a) of the building
code about septic systems states ‘all systems shall be located and constructed so that with proper maintenance the systems will function in a sanitary manner, do not create sanitary nuisance or health hazards and do not endanger the safety and water quality of fresh ground water lens or domestic water supply (emphasis added). “How their sewage treatment system will avoid contaminating the Bight aquifer is not addressed.” He stated that the report also ignores the potential adverse impacts of the high-density development on the Princess Alexandra National Park (PANP), noting that their assessment of marine impacts only looked at an area covering from the beach to 300 feet off shore. “This is inadequate as such a high density, likely high hard surface coverage (although this is not addressed) will result in runoff from chemicals used on the landscaping, petroleum products from roadways and parking areas, and potentially outflow from their sewage treatment facility. “The impact of this runoff will travel far greater distances than 300 feet off shore and may adversely affect the coral reefs in the PANP.”
The chairman also stated that no plan to monitor these potential impacts has been outlined and as seen from the recent hurricanes, the healthy reefs reduced the wave damage potential of both storms. He also pointed out that shadowing of the beach will be much more significant than implied by the EIA report. “Especially during the peak holiday season when the sun is at its lowest point in the sky and in the southern sky. “Although the illustrations show minimal shadowing at 9.30am and 2.30pm, one only has to look at the two diagrams to interpolate that the shadows will move across almost the entire beach at the peak of the day.” This particular concern was raised by another attendee at the meeting, and it was stated by a member of the panel that while provisions were made with the positioning of the taller buildings away from the beach, not much could be done about this as it is weather phenomena that cannot be prevented. Heavy rainfall increases mosquito population BY OLIVIA ROSE HOME owners and businesses are being urged to dispose of all debris and derelict objects from their premises in an effort to reduce mosquito breeding. The Environmental Health Department in a press release this week pointed out that due to the recent and continuous rainfall throughout the Turks and Caicos Islands the mosquito population is booming. The department noted that the Vector Control Unit continues to monitor and treat mosquito breeding sites. However, home owners, apartment owners and business owners have a role to play in eradicating the breeding sites for mosquitoes by checking around buildings for anything that could hold water and conducting weekly inspection of their homes and businesses. The department further advised residents to: “Treat standing water on your premises by using cooking oil or any other environmental friendly oils to prevent mosquito breeding. “Have all debris removed from

their premises and disposed at the public landfill/solid waste disposal sites on your respective island. “With the removal of the debris from your premises it will reduce mosquito breeding and prevention of mosquito borne and other vector borne diseases such as zika virus, chikungunya and dengue fever.” The Environmental Health Department is urging people to follow the steps below to discourage the growth and reproduction of mosquitoes:
- Check around buildings for anything that could hold water. - Inspect homes and yards weekly. - Turn containers over or cover them. - Get rid of or cover old tires. - Properly dispose of all garbage or refuse. - Cover boats, children’s pools, etc. - Clean rain gutters and make sure they are flowing properly. - Check screens for holes. - Tightly cover water drums and rain barrels.

Six-star $100m luxury resort to be built in Turtle Cove – Groundbreaking set for early 2018 BY DELANA ISLES DEVELOPERS of a six-star boutique resort in Turtle Cove are on track to break ground within six months. In a few months, potential investors will be invited to purchase condos at ‘The Cove Resort and Marina’, Sam Hunt of NW Hamilton Real Estate told the Weekly News. He said the developers – Circle Holdings Limited – already have planning permission, and have had it for a number of years. They are now at a stage where they are ready to get things moving and break ground within the latter part of the first quarter of 2018, or early in the second quarter, he revealed. Circle Holdings Limited are developing what they call an ‘ultraluxury’ boutique experience on a 16 acre vacant site, with beach frontage and 1,300 feet of marina frontage. The development is touted as a six star luxury hotel, casino and marina located on the beaches of Turtle Cove, and it is slated to be constructed over a period of two to three years, Hunt said. The property boasts 775 feet

of semi-private beach frontage on Grace Bay and 2,300 linear feet of dockage. On completion the luxurious spread will consist of two main pools, one for adults only both of which are in a sheltered environment, three food and beverage outlets, an 8,000 square feet spa, 14,000 square feet of retail space, a 14,000 square feet world-class casino/nightclub/retail complex, an 8,000 square feet hightech multisport and event facility inclusive of covered multi-sports
hall, squash, racquet ball, fitness centre, and a dynamic kids club. It also includes 140 expansive suites, one of the lowest densities in the TCI, including seven signature penthouse suites with dedicated rooftop pools and gardens. Guests and patrons will enjoy a boardwalk along the marina with luxury boutiques and several dining venues, complemented with a seafood restaurant by the beach. Other amenities will include a cigar and rum lounge. Listed in its proposal, the

developers explained why they chose Turtle Cove in Providenciales. “Positioned in the heart of Providenciales, Turtle Cove is valued for its natural marina and calm waters. “The beach sand is both fine in nature and white in colour, while the water that washes ashore is a deep, dark blue. “It is not by coincidence, that Turtle Cove is the site of the original hotel in Turks and Caicos. “In the future, our hotel will be the closest luxury hotel from

Hurricane will not derail annual conch festival BY OLIVIA ROSE DESPITE the nationwide devastation caused by Hurricane Irma the 14th annual Conch Festival is set to give patrons a weekend of fun and creative conch cuisine to remember. According to the organizers of the annual conch festival although planning for the festival was delayed 2 months, the show will go on. This weekend (November 24-25) popular restaurants will compete for coveted prizes and bragging rights at the entertaining two day event. The popular beachside festival kicks off on Friday (November 24) in Blue Hills, with an inaugural traditional island dishes event which will also feature a dominoes tournament. “Starting at Noon at three Queens in Blue Hills the traditional island dishes will be prepared by Chef Nikki Harvey the very first winner of the “Conch-e-tition” in 2004. “The dominoes tournament features teams from all over Providen¬ciales competing for cash prizes and trophy.” On Saturday November 25 tourists and locals alike will celebrate the islands ‘most famous delicacy, historical icon and number one export ‘conch’. “The marquee event is the “Conche-tition”which pits the island’s best chefs against each other in a hotlycontested tast¬ing competition judged by a panel of experts as well as the Festival attendees. “Categories include Best Conch Salad, Best Conch Chowder, Best Specialty Conch and Best in Show.” 15 to 20 restaurants are expected to com¬pete for the cash prizes, trophies and bragging rights this year. for kids of all ages.” The Conch Festival is a familyfriendly event with plenty of games and activities for the kids, including games on the beach and a showcase of local culture. In 2008 the Conch Festival donated part of its proceeds to help the fisher¬man of South Caicos recover from Hurricane Ike, in 2011 over $4300 was donated to Clement Howell High School for much needed equipment and supplies, and in 2015 a check was presented to the Blue Hills Clinic to help with their day to day operations. This year proceeds will be donated to the Oseta Jolly Primary school to help replace classroom equipment lost in the wake of Hurricane Irma.

had announced the oncoming development, but little progress had been made, except to get planning and other approvals. The development agreement was signed at the Turks and Caicos Islands Cabinet meeting on Wednesday, July 9, 2014. At the time, the Government (PNP) had announced that the development agreement signed by the TCI Government and Circle Holdings was expected to create 300 to 400 jobs and bring
additional tax revenues of around $9 million a year to TCIG when open. The project has outline development permission and after final planning approval, was initially scheduled to start construction in 2015 and open during the 2016-2017 tourist season. Vasco N F Borges, owner and CEO of Circle Holdings Ltd, had at the time of the signing of the agreement said: “The travel industry feedback to our plans has
been fantastic. “The project will add to the outstanding array of hospitality options in TCI, by offering the first European plan luxury resort in Grace Bay, with an unmatched set of amenities and guest experiences.” NW Hamilton Real Estate is the sole listing agent for the six storey property. “We’re acting for the developer – we are going to be the sole sales agent for condo sales,” Hunt stated.
PREMIER Cartwright Robinson has cautioned, during her November 8 half-year financial report to the House of Assembly, that the Government is facing challenges. They include the impact of two recent hurricanes and a global environment of slower economic growth along with susceptibility to other external shocks. What are your thoughts?
Good progress
Politics aside, she is correct. The political folks will want to argue out about more or less spending - 12 storeys, seven storeys or no storeys etc. The premier did not cause the natural disaster of the hurricanes but there has been good progress in restoring towards renewed economic viability post-hurricanes.
No complacency
The local economic challenges from hurricanes, slower global economic growth and susceptibility to other external shocks are real. And that reality should induce the TCI to prepare by enacting laws and regulations that incentivise a diversified economy instead of relying almost entirely on tourism. If quick action is not taken, the TCI could end up with the same curse of many oil exporting countries dependence on the prosperity that oil exports bring precludes incentives to develop other viable industries, so that when oil prices fall, there is nothing else, and the country fails. We cannot be complacent and let that happen.

Mistakes made
That may be true. But haste made waste. The exemption after the storm should have been properly accessed and awarded only on homes that were damaged where proof as such was recorded. Hundreds of thousands have been lost in revenue because all those businesses and resorts took full advantage of that exemption and those businesses still haven’t passed any savings to their customers.

Embattled former AG’s appeal dismissed BY DELANA ISLES A FRUSTRATED Kurt De Freitas appeared before the Court of Appeal of the Turks and Caicos Islands on Tuesday (November 21), where he had his appeal against a decision of the Chief Justice dismissed. In spite of strenuous arguments that the current attorney general is abusing the process of the court in an objection to De Freitas’ appeal, the former chief legal advisor to the TCI was defeated in his attempts to be heard on the appeal by the three justices. The justices ruled that the former government advisor’s appeal is out of time, and that it has to be regularised. “We cannot embark on the hearing of an appeal which we recognised as out of time based on prior decisions
of this court, therefore it requires that the matter be rectified and the only way it could be rectified is by going back to the High Court and having it done,” President of the Court of Appeal, the Justice Elliott Mottley ruled. He assured the appellant that the court’s decision does not shut him out, it only delays the process. De Freitas protested the decision stating that he has been having difficulties with the Supreme Court and to go back to the same court on this matter would be frustrating. “I just don’t know, I really don’t know, I’m at my wits end,” he implored, adding: “These matters have been taking place since 2010 and the Crown has taken every little objection in terms of procedural points and so forth.

beach in front of the proposed development is totally inadequate to handle the number of guests they expect to host, and everyone knows the reason visitors come to the TCI is to enjoy the beaches. He said: “The EIA report ignores the challenges going forward with this 12 storey development which sets a precedent, just as the approval of the construction of the seven storey Seven Stars development resulted in the subsequent development proposals also all going to seven storeys. “The infrastructure of Providenciales is already strained - police services, fire services, traffic, etc. are all strained and the expansion of new developments to a maximum of 12 storeys will only add to that strain.” Pointing to the socioeconomic impact assessment (SECIA), Stark noted that the report contains no quantitative data. “A primary principle for allowing this development to go forward is that the economic benefits outweigh the economic costs related to increased infrastructure costs, etc. “With no quantitative data in the report, one cannot make the assessment that this project is a net gain economically for the TCI.” He continued that if the assumption in the previous section is correct, that many if not most of the 583 workers on the construction staff will be foreign workers, there is no assessment of the impact of the influx of this many people on
the social services and housing markets in the TCI. “This many foreign workers entering the country at a time when rental housing is scarce due to the damage caused by the two recent hurricanes could drive housing prices up for all residents.” He recalled that in 2015 KPMG completed a comprehensive study of TCI tourism and made important recommendations for a comprehensive tourism strategy that go counter to this proposed development. Adding that the previous research found that two thirds of TCI residents favoured luxury, low density resorts, especially ecotourism type developments. Additionally, 51 percent of guests visiting the TCI came for “sun, sea and sand” and this development will only allow less than half their capacity of guests to enjoy the beach at any one time. Because of these findings and others, the KPMG recommendations specifically excluded high-density, high rise developments, he stated. Stark concluded that the Reef Fund believes that the submitted EIA and SECIA reports are inadequate to support the project moving forward. “The EIA is not an objective scientific assessment of the potential positive and negative impacts of the development. “The SECIA contains no quantitative data illustrating the costs and the benefits of this development to the people of the TCI,” he reiterated.
“It is their right to do, but also I look at the mission statement of the Attorney General’s Chambers when I passed and it says we should uphold the symbols to support and be committed to working to ensure the TCI is a just and law-abiding society, an accessible, efficient and fair system of justice, and here it is at every turn I just can’t get before the court to have my matter heard on the merit,” the former AG protested. “This is why I raised the issue that the attorney general who chose to recuse herself thought at the last minute to file an objection preventing this matter,” he stated. During the hearing, De Freitas acted as his own lawyer while Queen’s Counsel Stephen Wilson, of Graham Thompson, appeared on behalf of the current attorney general, whom the court was informed had recused herself from the case. As a result, Wilson represented the Government’s interest in the matter. STATEMENT OF CLAIM De Freitas’ appeal related to a civil case before the chief justice in which she granted leave for a re-amended statement of claim after she struck out large portions of the statement of claim made by De Freitas. The struck-out portions related to the claimant pleading evidence and immaterial facts, Wilson told the court. “Having made the decision, the

chief justice set a deadline by which Mr De Freitas was to file and serve the new pleading. “I have no difficulty with the fact that Mr De Freitas is appealing that decision,” the AG representative added. This means that the initial civil matter has not been heard by the chief justice as De Freitas is now appealing the action taken by the chief justice. There were two cross applications made in the Supreme Court – one made by De Freitas for leave to enter judgement in default against the Crown and the AG’s application to strike out large parts of his statement.

The chief justice had dismissed De Freitas’ application, granted the attorney general’s cross application and as result ordered that the statement of claim was re-amended by a certain date. In addition to appealing the CJ’s move to strike out portions of his statement, De Freitas had also applied to the appellate court for a stay on the time in which he is to file the re-amended statement of claim. He won the second application, as the court of appeal granted him leave for an extension of time in which to file the re-amended claim. Following the hearing, De Freitas was unwilling to speak to the media, and on the advice of his personal lawyer as well as his wife he would only say, “No comment” when approached for a comment on the appellate court’s ruling. However, De Freitas’ lawyer and wife had much to say, as both women stridently protested the treatment meted out to him by the media and other factions in the TCI when he was accused of ignoring government corruption. De Freitas served as attorney general of the TCI for six before he exited his position. He left office in 2010 after results of an investigations alleged that he turned a blind eye to government corruption during the ‘Misick years’, as revealed in a Foreign Affairs CONTINUED

Joy is that feeling of exhilaration when we get good news or when our dreams come true. In our world of modern technology, the use of machines seems to take the place of human interaction and this deprives us of warmth and sensitivity which bring us joy. As human beings, we should embrace joy as the heartbeat of life. It brings clarity, fosters deep relationships and frees us from vexation, unnecessary pain and nurturing ill will against others. Our institutions should be places of joy. For example, education and learning should be undertaken with love, gentleness and sensitivity. But this could only come from a mind of joy.

Our public sector institutions should encourage more interaction among employees, more helpfulness and a spirit of togetherness. This comes from a joyous mind and from people who make it a point to be happy and work at always feeling good. Whenever we meet each other at the workplace we should be brimming with a sense of joy, instead of allowing our minds to lead us into negative thinking which brings on bad moods. But we can sustain our own joy
by living in a joyful state. This involves seeing only the good in everything, making choices that further uplift us, not letting anything unpleasant bother us and thinking thoughts that enrich us further as human beings. And remember to give each other their due. Further, to sustain our joy we need to choose friends with joyful hearts and allow the spirit of joy to fill our personality. We should only go to places and events that reinforce and expand our joyful nature and read literature that fulfils and strengthens our philosophy of joy. Making joy a way of life should be our prime objective. When this happens, we present a new face of joy to the world which responds in kind.

Appellate court orders convicted man to retain counsel IN THE Appeals Court last week, convicted felon Carl Gardiner was ordered by the judges to retain counsel in order to have his appeal finally heard - or face the hearing without legal representation. Gardiner is appealing his conviction for staging the attempted robbery of a large deposit from Butterfield Gold. He was tried, convicted and sentenced to six years in prison. After applying for an appeal of his conviction, in 2013 Gardiner was granted bail pending the hearing of his appeal.
Since that time he has reported to the court that he is experiencing some problems recruiting a lawyer, but when the court met last week the appellate judges ordered the man to retain counsel and show up for his appeal hearing on November 23. They informed him that he has been granted enough adjournments and that the appeal will process on Thursday with or without a lawyer to represent him. The court expressed that this matter was pending too long and he was out on appeal bail since 2013.

He had also told press at the time that he had raised his concerns with former Governor Richard Tauwhare and had called for a commission of inquiry in 2004. Tauwhare has testified in the trial (SIPT) that followed the investigations in which De Freitas’ reputation was called into question. It was reported that De Freitas
subsequently wrote to the FAC chairman Richard Ottoway demanding an admission that the “defamatory” claims against him were “unfounded, unjustified and untrue”. After his contract was not renewed, he was replaced by Welsh barrister Huw Shepheard. Shepheard is yet another controversial figure, one whose tenure was abruptly cut short amid much controversy with the then PNP government, and which led to him suing the Government of the Turks and Caicos Islands for $1 million.

‘Where is the assurance that you will employ us?’ – Young Islander asks developers probing questions BY DELANA ISLES A YOUNG Turks and Caicos Islander has asked whether incoming developers will hire, and train young Belongers seeking jobs. Putting forward the tough questions was Dominique Rolle, chairman of the Young Corporate Alliance (YCA), at the recently held public consultation for the Ritz Carlton 12 storey development in Providenciales. Rolle was among a number of people in attendance who shared similar concerns about Belongers being given first preference for jobs over foreign workers. He questioned the scantiness of the socio economic and cultural impact assessment presented by the KPMG representative at the event, Neil French, stating: “I was surprised that the presentation on the socio economic and cultural impact of this development was so brief.” Acknowledging that there ought to be environmental concerns, he stated that the socio economic and cultural impact is just as important and relevant to the incoming developers to address, and address adequately. “The social economic and cultural impact assessment is what affects Turks and Caicos Islanders. “The representative from KPMG and the report that KPMG did in its continued work with the developers should really be to represent Turks and Caicos Islanders long term for 10, 20, 30 or 100 years from now. “So, what we really need is a strong advocate for Turks and Caicos Islanders because developments in the TCI should first and foremost look at what is the value for our people in country,” Rolle said. “I make these comments as the chairman for the young corporate alliance an organization that represents small businesses, young entrepreneurs and Turks and Caicos Islanders 18 to 40 years old.” He insisted that the impact and the assessment of how it affects the individual is what really needs to be addressed. “I am concerned and I am seeking further guidance and clarity from the representative from KPMG about his assessment - for instance in Grand Turk and even in Grace Bay, some business licences should be specifically for Turks and Caicos
Islanders.” He then referenced businesses such as watersports, marketing and media for which businesses and companies are bringing in foreign workers to take up those jobs when there are locals who can fill the positions. “There are brilliant Turks and Caicos Islanders in America, in England, in places like Hong Kong and all over the world who are facing really uninspiring future prospects when it comes to getting into their industry, building careers and businesses. “What we really need is to work with these developers so they know there are young Turks and Caicos Islanders, and Islanders of every age, that they need to speak to before they look to work permit holders or businesses that are not local.” He also raised concerns about the use of the term "local’ in the assessment, questioning what meaning are they attaching to the word in their exercise - asking if it relates to Turks and Caicos Islanders or persons of other nationalities who are already in the territory. Gov’t welcomes medical team from Bahamas THE MINISTRY of Health in the Bahamas has offered medical support to the Turks and Caicos Islands following hurricanes Irma and Maria. The Pan American Health Organisation (PAHO) Office for the Bahamas and Turks and Caicos Islands which is based in Nassau, Bahamas facilitated the visits to the territory. By the beginning of this week, three medical officers had arrived in TCI and reported to their assigned locations. The physicians plan to provide primary care services at Government run clinics in Providenciales and South Caicos. These medical officers have been assigned to serve for about
one month, providing support for the primary health departments. Dr Kima Scott-Hall, Dr Madeleine Joseph-Petit and Dr Tiara Dorsett-Johnson all gave their time in order to support the clinics in the aftermath of both hurricanes. According to a press release from the Government: “The ministry is truly grateful for the dedicated service offered by the physicians of the Ministry of Health of the Bahamas and for the continued support and partnership provided by the PAHO Bahamas and TCI Office in facilitating this initiative. “The Ministry of Health, Agriculture, and Human Services hopes that each medical officer has a rewarding stay in the TCI.”
but for whom? “I, of course, welcome development and growth, but when you look at reports from the CDB made in 2014 and compare to CARI (Caribbean Development Bank) report made in 2000 which says that the unemployment rate for Turks and
Caicos Islanders between those 14 years hovered at the same 12 percent, and we have several resorts between that 14 year period. “So, the question is, if the unemployment rate for Turks and Caicos Islanders remained the same who is benefitting from these developments? “It isn’t to say that the opportunity isn’t there, it is to say that there is some missing link in connecting the dots between the people who can benefit and can see the opportunity and the individuals who are sitting at the table with the developers saying we need to work with these businesses, we need to work with these individuals and bring these young people home from Manchester and London and those who work in Miami, and we need to look at young professionals and young entrepreneurs.” Rolle further stated that this is not a criticism, but pointed out that young people are excited about the possibilities in the territory, calling on the developers to work with them. Following his presentation, there was little comment from the panel, except from the KPMG representative who said that they are currently awaiting the National Skills Assessment audit to be finalised in order to get a better grasp of the employment prospects of Belongers. On the cultural assessment issue that Rolle raised, French replied that they are still awaiting this as well.
Man threatens to shoot prison ranks and escort vehicle THE BROTHER of Thomas Watkins Jnr has been arrested after assaulting and threatening prison officers who were on court escort, according to reports. On the same day that Watkins lost his appeal before the appellate court in relation to a five year conviction, his brother is alleged to have approached prison officers who transported prisoners to Providenciales to attend their court hearings. He allegedly asked the officers to take a box with goods for his
brother, but the officers refused as it is against prison rules to accept boxes and large items while on escort. The brother is then alleged to have attacked two of the officers, according to sources. He subsequently made threats to the officer before escaping with his imprisoned brother. The incident is now being investigated by the police, and the younger Watkins is expected to be charged. (Delana Isles)

Encouraging messages Dear Editor, Statistics have a sort of magical appeal and are a bit like mathematical enchanted tricks, aren’t they? The worlds of business and politics are littered with statistics. Some individuals using statistics are like the diplomat who always remembers a woman’s birthday but never remembers her age. They are selective about the dates they choose, and about the numbers that they do not want to use in order to keep their audience happy. Statistics can baffle and excite an audience. They can be a calming remedy. Take stabilising statistics. They are like looking through the glass of the oven while baking a soufflé; it may hold but with a little draft of opening the oven door, it will still go puff and fall together. With statistics, one can also tell one positive truth while silencing the negative other half. This tactic is mainly used to prevent that the messenger himself gets hurt. However, it may work on the individual in question like using a silencer on a gun that shoots oneself in the foot, because at some
time the truth will come out. It is a tactic of propagandists using their communication like an equivalent for beauty cosmetics; cover-up that is not waterproof. Even if facts are tough, a message can still encourage the listeners. Like the general telling his troops who were completely surrounded: “We now have the opportunity to attack the enemy in any direction,” or the other military leader who once said: “We’re not holding on to our positions, we’re not going to hold on to anything, we’re going to move ahead.” True leaders don’t use propaganda or statistics; they are in the frontlines to charge and actually and actively make things happen. There was a romantic time when officers pulled their sabre, loudly yelled: “Attack, follow me,” charged in front of their men and they were willing to take the highest risk of being injured first. In politics things are different, “Attack, I follow you!” is the essence of the common slogans of politics from behind. The bugler is also taking a backseat next to his politician; of course, for better communication
they have to be close together. Recently I met a politician and I asked him whether he was resilient. “Like a Jo-Jo” he responded. I was puzzled, and I wondered what to think of the meaning of the word ‘resilient’ because I’m hearing it more often lately. So, I looked it up in the dictionary. The politician was right. Because the first synonym it showed was ‘flexible’. Typical for a politician, I thought. From a populist leader, I would rather have heard that he would have used words indicating that he is persistent or tenacious like a bulldog. Performers and their coaches know where to set the bar that should be jumped; always higher than the previous mark. They always try harder to come out on top and avoid the agony of defeat. As for high hopes, I’ve also heard about doping and drugs addicts saying that they like being high; unfortunately, they belong in the category of helplessly hoping victims. Some people love to use the half-empty and half-full glass
comparison. They think that it is clever way to perplex audiences. If the glass is half either way, it just means something is wrong with the brew or there is a lack of commitment to consume it. This half-half stuff may have been well explained by George Carlin, a five Grammy Award winning standup comedian and social critic, who once said about average persons: “Think about how stupid the average person is; now realise half of them are dumber than that.” I don’t think that anyone will take this personal; after all they considered Carlin only to be a comedian. Plus, even the average person usually thinks he isn’t. The concluding question is, who and what is right? Maybe the pioneers are right. You know? The guys who you can recognise by rolled up sleeves and the first two buttons of their collar open which is their way to dress for success. When they start a business, they don’t even have time for statistics. They work hard and give it all they have in themselves. Those forerunners are typified by
the virtues of being persistent and tenacious like a bulldog. Their attitude is about accomplishment. Growing or improving their activity regardless of statistics either way is not about comparing with the colleagues or the competition; it is about outdoing them, working harder to get new business, and also about finding different ways to increase revenues. If you absolutely insist on some humble guiding statistics of encouragement, I personally don’t consider things encouraging unless growth is stable and consistent, and higher than five percent; and an investment is not an investment unless it yields more than 10 percent net. Even those percentages should be ballpark minima. Anything more than those numbers is just encouraging, anything less is not worth considering seriously unless one wants to run things as a hobby or to keep other people busy. In the worst-case scenario, the latter is the direction towards a breakdown, be it a nervous one or a financial one, or… both. Cdr Bud Slabbaert

The true cost of health
WE WERE filing away some public documents which were issued by the 2003-2009 government. We ran across a small booklet that proposed the current health plan for the TCI. A 20 page colour booklet that turned out to result in a contract with InterHealth Canada, later reported to be 7,800 pages long. A plan kept from the eyes of the public for years by both the PNP and interim governor Gordon Wetherell. The National Health Insurance Plan (NHIP) is compared in the opening pages of this ‘health’ booklet to the National Insurance Plan, the current pension and disability fund. In the opening paragraph of the health booklet, page two, it states: “National Health Insurance is a form of health coverage that insures the entire

population against meeting the costs associated with ill health.” It continues: “The first pillar of our social security system is the National Insurance Board which was implemented in 1992 to provide financial protection to people as they age, through a guaranteed pension programme.” During administrations under the national progressive party, the NIB, pension fund board invested $18,500,000 of workers’ wages intended for pensions into the
privately owned bank known as ‘TCI Bank’. Less than five years after start-up, this private TCI Bank under chairman Washington Misick failed and lost the invested $18.5 million of pension funds, plus the savings and chequing deposits of 4,000 depositors, as well investments from private investors. Three unknown depositors withdrew $5 million days before the bank failed. Still on page two, the booklet continues: “The National Health
Insurance Plan is dedicated to the health and wellness of the people of the TCI, offering security and peace of mind…it will provide protection against the rising costs of healthcare and allow all the people of the TCI to have equal access to the world class health that the new hospital complexes will provide. “National Health Insurance will also provide access to private local and international medical professionals through its contracts with local private providers and coverage of medically necessary overseas care.” The booklet sets out, on page three, the health plans goals as follows: “Security and peace of mind, high quality care at an affordable cost, state of the art facilities, access to local and international medical professionals.” Interesting. On page five the booklet promises “your care will be almost free”, “co-pays should
allow everyone access to needed care, but should prevent overutilisation of services that are not medically necessary.” While the booklet did NOT reveal who would become either the local or international suppliers, it does mention Aruba and Germany which the booklet claims have similar plans that cost workers more. The booklet claims the costs will be only five percent of workers’ wages. Currently NHIP is reported to cost the TCI $30 million per year plus $12 million more annually for hospital construction and maintenance. Workers’ wages are believed to cover only one third of the actual $42 million now spent on health every year. These funds come from other sources that could have been used for other projects.

Immigration officers should not have to suffer Dear Editor, Our service men and women (police, firemen, customs and immigration) in uniform sacrifice their lives to keep us safe. Immigration officers are known all over the world as a country’s gatekeeper and should be compensated commensurate with the task of enforcing border control. In the TCI, the officers, particularly those stationed at the airport, are made to suffer unbearable working conditions and risk being victimised for speaking up for themselves. The bravery shown by the immigration officers sick out for better working conditions and pay must be commended. Their actions are demonstrative of the fact that they too have reached the end of their rope with the myriad of issues that are in need of fixing, which still have not been addressed after months of the officers following the protocols to air their grievances. The immigration officers’ struggle is real and it begs the following questions: How can these immigration officers live on a meagre $1,800 to $2,200 per month in the island of Provo where the cost of living outstrips their salary by 45%? How can these immigration officers continue to be welcoming at our borders when the issue of outstanding overtime pay weighs heavy on their minds? How can these immigration
officers come to work on holidays when they know they are entitled to doubletime for holidays worked and spent away from their loved ones, when they are not being remunerated accordingly for their time and sacrifice? Why are these immigration officers not allowed a staff bathroom at the airport, instead they are required to share bathroom facilities with landed passengers, which potentially means waiting in line? What are they to do in the case of an emergency? Why should the immigration officers have to pay to park their cars, or risk having them towed away for want of designated parking facilities? How can the immigration officers’ supervisor work in the poor sanitary conditions present at the immigration officers’ office, where the septic tank requires sealing and where the TCIAA and TCIG continue to be at a standoff as to whose responsibility it is to keep clean the immigration areas? How can the immigration officers sit comfortably in chairs that are in dire need of professional cleaning and reupholstery? How can the immigration officers take vacation when their vacation requests go unanswered by the authorities? How can the officers appear well presented when only two uniform are given annually to the officer to wear six days a week? Was this the private sector,
the Government would have had the Labour Department shut down such a company responsible for such degrading and demoralising treatment of its employees. Well, it is time for the ‘change’ Minister of Immigration, to change these nine flawed working conditions for the staff in his ministry. The people elected you because they wanted to see change, so be the change you promised these officers you would be. The immigration officers’ jobs are already stressful by the very nature of their work and they often face the most criticism in this country being unfairly characterised as corrupt or ‘on the take’. Well now it is time to show the officers who have served this country loyally that they are appreciated. Do the right thing and pay the outstanding overtime pay, pay double-time for holidays worked by the IO, assign dedicated bathroom facilities for the immigration officers, assign designated parking facilities for the immigration officers, ensure proper sanitary conditions for the immigration officers’ office, replace the immigration officers’ chairs, ensure that the septic tank in the immigration officers’ office is sealed, approve the vacation requests, issue six uniforms per officer for their six days of work. “AN inspirational evening full of love, laughter and amazing community spirit” best sums up last Saturday’s (November 18) In the Pink event held in The Palms courtyard. Amid the challenges the Turks and Caicos Islands have recently experienced, and followed by stormy weather over the past few days, it was nothing short of divine intervention combined with the tenacity and commitment of the In the Pink committee ladies that resulted in the yearly event being such a smashing success.
All of the usual activities that have been held over the nine years of the fund-raising evening were out and received exceptional support. The ladies turnout in their beautiful pink gear, the men were not to be out done as they too got into the spirit of the moment, and the fun and gratitude was evident during the evening’s soiree. Karen Whitt, Vice President Sales and Marketing at The Hartling Group, was ecstatic with the evening’s reception when she spoke with the Press.
“This is our ninth annual In The Pink and it is a little different than any normal year, in that for the first time ever we had to delay the event as normally we hold In the Pink during breast cancer awareness month in October. “Because of the storms and the challenges that the country was facing we made the decision to delay the event.” She added that even when that decision was made and was announced, the committee were still uncertain if they would really be able to pull it off.

“We wanted to wait and see how things were going, how people were responding, and the feedback was overwhelming. “It was amazing when we made the announcement that we had to delay, many people said that you have to do this event, Pink has to go on, its nine years strong. So, the committee came together and we decided let’s just go for it. “We weren’t sure how it would go because everybody is tapped out on resources, and we were a little concerned, there was a lot of donations to people that lost everything during the storm so we didn’t really know but we said at the end of the day it doesn’t really matter, whatever we do is for a good cause. “It also gives the community a chance to come together and have some fun,” Whitt explained. She said that this year’s event is probably the most special one they have ever done because of the circumstances surrounding it. The proceeds from this year’s event

are being split between the Cancer Society and hurricane relief. Whitt said that the committee’s intention is also to provide a holiday gift for every student in public primary schools throughout the territory. “So, we’re hoping that we did really good tonight with the funding because that’s a lofty goal, but we feel it’s a very important one… “We could not be happier with the turnout, the shopping was amazing, we did get a lot of really fantastic donations as usual and our corporate sponsors I don’t even have words to thank them enough. “The same sponsors who have been with us for nine years came through for us again this year and that just shows a lot of team work, community spirit and out pouring of love for such a worthy cause.” Touching on the recent reports of increasing cases of cancer in the Turks and Caicos Islands, Whitt stated that the committee is certainly interested in raising awareness as much as they want to raise funding.
“We can do our part in raising awareness, encouraging persons to get themselves tested really early because early detection is key because it increases your odds of survival and recovery.” The funding raised from the yearly activity mostly goes towards the families of affected persons to assist them with traveling and other incidentals, Whitt said. But unlike previous years, this year the committee did not set a target of what they hope to garner from the event. Whitt explained: “The country is in recovery mode still and we have to be very sensitive to the fact that a lot people suffered a great devastation in September. “We decided to provide the venue and the opportunity, and do our very best with our resources so we didn’t set a target this year.” A tallying of the proceeds from the event is expected to be announced soon and then handed over to the recipients. Volunteers re-paint faded pedestrian crossings in Grace Bay –Emphasizes road safety BY TED GLADSON This project started when I(Ted Gladson) contacted the Hon. Sean Astwood regarding the poor visibility of the faded white stripes on the 4 pedestrian crosswalks around the IGA/Grace Bay Car Rentals/Ports of Call roundabout. Timing was important to the project as our high tourist season is about to begin and tourists are encouraged to use crosswalks and drivers must slow down when they see the crosswalks. However, the faded “white stripes” were becoming harder and harder for the drivers to see, especially at night. Hon. Sean Astwood encouraged me to assemble a team to tackle the project. The project was originally scheduled for the previous Sunday; however the weather did not cooperate and was rescheduled for November 19th. Since the area has extremely high traffic we started the project at 6 am on Sunday and painted all 4 crosswalks simultaneously. Early on the traffic was favorable and the painting went well, however, as the morning progressed, traffic

TCIG Youth Listening Tour Part 2 The Department of Youth Affairs which is under the portfolio of Hon. Karen Malcolm, will be leading a Youth Listening Tour to engage youth on the Government’s change initiative. The Ministry of Education will partner with local youth-serving institutions, clubs, churches and schools to host youth forums throughout the country. The Youth Listening Tour is a part of a greater effort to engage youth, families, and communities in improving our nation’s schools. The Listening Tour is the main opportunity for the Youth Department to consult with a wide-range of young Turks and Caicos Islanders, from all walks of life. The Tour includes meeting and hearing from all private and Government secondary schools. The Tour will enable the Ministry of Education, Youth, Sports and Library Services to understand some of the complex issues facing Turks and Caicos, from a diversity of perspectives. The primary goal is to listen and to seek feedback on the most important issues that young Turks and Caicos Islanders face. The acting National Youth Director will be gathering data on how young people perceive issues affecting them and using that to inform eventual policy recommendations. But beyond this, the aim is to
solidify the path for some young Turks and Caicos Islanders to succeed in their country in whatever path of life chosen by them. Junior achievement innovation camp 2017 a success JUNIOR ACHIEVEMENT TCI hosted yet another successful Innovation Camp. This year’s Camp took place in Providenciales and Grand Turk simultaneously. Seventy-seven students from numerous high schools around Providenciales gathered at The Shore Club for a full day of brainstorming and presentations. The students were broken down into 11 teams between the ages of 14-18 years old. In Grand Turk, 59 students gathered at the HJ Robinson High School, breaking down into 12 teams, they worked diligently to create an innovative proposal. For this year’s challenge, both groups
were to find a solution or a way to prepare and mitigate the effects of a hurricane. There were many creative resolutions. Provo’s winning team, 649 Aerial System, proposed the creation of a drone service as a damage assessment tool. The system would also include an app that not only provided real time damage assessment but hurricane updates and preparedness tips. The team comprised of Zariah Ingham, Rasheed John, Rodiesha Johnson, Anthonique Asamoah, Ernelle Hall, and Robria Clarke. The winning Grand Turk team, Forecast 5, proposed a mobile app that provides hurricane updates and
preparedness tips. The app would also serve as a friend tracker, satellite radar, and first aid assistant. The team comprised of Kendrea Gelcius, Llewandra Basden, Raynae Myers, Samantha Marcellus, and Angelia Ariza. “Each year I’m amazed at the creativity and ingenuity of the young folks that attend the Innovation Camp,” says JATCI board of directors member Angela Musgrove. “The ideas they come up with are very advanced and great business opportunities.” Both teams will face off in January with another challenge. The winner will represent the Turks and Caicos in the regional
Innovation Camp 2017. Judges for this year’s camp were representatives from Scotiabank and the Department of Disaster Management. The duo evaluated each presentation choosing the top 3. Students were judged on their presentation’s content, creativity, quality, as well as team spirit. The winning group of the national challenge will represent the country in the regional online Innovation Camp challenge hosted by JA Americas. Junior Achievement is an international program designed to ready students for the future by instilling skills in financial
literacy, work readiness, and entrepreneurship. Junior Achievement is an international non-profit organization focused on inspiring and motivating kids and youth to be ambitious and goal oriented. At a regional level, Junior Achievement Americas has presence in 31 countries, its programs benefit more than 1 million youth annually. The Junior Achievement Innovation Camp is regionally funded through a partnership with Scotiabank. JATCI and Scotiabank believe in entrepreneurial education as a way to inspire and prepare youth to become role models for their communities.

Sailrock continues support of repair efforts in South Caicos community This past week, the Sailrock team continued forward with its efforts to provide much needed building supplies to the South Caicos community. With the aid of several Sailrock vehicles and a team of Sailrock staff, over 28 local residents received new roofing materials to aid in the repair of their damaged homes.
Matt Bywater, Executive Director, and Brad Brondyke, Director of Sales, are leading the efforts for the distribution of building materials for over 120 residences and businesses in the South Caicos community. The local residents were both thrilled and relieved to receive the supplies that will allow them to fix their roofs and make their homes
water tight. Handshakes, hugs and jubilation abounded as the building materials were delivered to each home. “We are an active participant in this community and we are thrilled to be in a position to assist our neighbors with the needed supplies to repair their homes,” cited Matt Bywater. Distribution efforts will
continue through the coming days until all of the materials are in the possession of those in need. Over 200,000 lbs. of construction materials were delivered to South Caicos through the efforts of the South Caicos Heritage Foundation. These materials included 32,000 square feet of plywood, 125,000 square feet of roofing materials, 21,500 linear feet of framing lumber, and other construction materials like nails, screws, and fasteners. South Caicos was among the many islands in the Caribbean that suffered substantial damage from Hurricane’s Irma & Maria, but has not received as much press as some of the more populated islands.
The majority of the homes on the island experienced structural damage that presented a significant financial burden that many residents couldn’t face on their own. Following Hurricane Irma, the South Caicos Heritage Foundation was founded to provide immediate aid to the residents of South Caicos with the long-term goal of preserving and supporting the rich history and culture of South Caicos. The South Caicos Heritage Foundation’s fundraising efforts are on-going and the organization will continue to work with local leaders and members of the community to identify and prioritize areas of need.

“Stop the Clot” Fitness Event Hosted in Providenciales THE SECOND round of ‘Stop The Clot’ continued this past Saturday, November 18th, 2017 as residents gathered at the Lower Bight Kid’s Park on Providenciales to participate in the fitness walk, run and cycle event hosted by InterHealth Canada - Turks and Caicos Islands Hospital. The fitness event is dedicated to raising awareness of Venous Thromboembolism (VTE). Participants clad in the color red started their journey on foot and bicycle shortly after 6:00 am along the Lower Bight road towards The Sands Resort roundabout and returned to the Kid’s Park as the finish line. Members from the TCI
Cycling Federation embarked on an even longer journey towards Heaving Down Rock in support of the cause. Prizes were awarded to the first male and female runners to complete the route, the youngest person to participate in the race, and the first male and female cyclers to cross the finish line. The event also featured Soca Aerobic sessions under the direction of Natalie Danclar-Rodney, a wellknown local fitness enthusiast. Complimentary blood pressure, cholesterol, glucose and body mass index screenings were also provided to participants at the Providenciales
event. During the event, Chief of Medical Services, Doctor Denise Braithwaite-Tennant explained the signs, symptoms and preventative measures associated with VTE and encouraged residents to live healthy lifestyles. An information booth with resources on VTE was also available. A clot in the vein (usually in the leg or pelvis) is known as a deep vein thrombosis (DVT) and a clot that breaks off and travels to the lungs is known as a pulmonary embolism (PE). Together, DVT and PE make up Venous Thromboembolism (VTE). One in four people worldwide die of conditions caused by thrombosis.

Entertainment Dickinson gets big win in Cosby defamation suit MODEL Janice Dickinson won a major appeals court victory Tuesday in her defamation war against Bill Cosby and his former lawyer Marty Singer. California’s Second Appellate District reversed two lower-court decisions and said Dickinson can add Singer back as a co-defendant in her Los Angeles lawsuit and continue citing a 2014 letter sent by Singer to media outlets as an example of alleged misconduct. The letter, along with a press release also cited in her complaint, claimed Dickinson was telling a “lie” in 2014 when she claimed Cosby raped her in Lake Tahoe in 1982. In its strongly worded ruling, the three-judge panel panned Singer’s argument that Dickinson lost her opportunity to sue him when Cosby stopped the clock by filing his “ultimately unmeritorious antiSLAPP motion.” “We fail to see how justice is served by granting Singer a windfall immunity based on Cosby’s pursuit of a meritless motion,” the panel wrote in its 54-page decision. The court further ruled that Singer’s letter to several media outlets calling Dickinson an “outrageous” liar was not protected

Jamaican dancehall artiste and son found guilty of murder DANCEHALL artiste Ninja Man, his son and another man were yesterday convicted of a 2009 murder, and will know by the middle of next month how long they will spend behind bars for their crime. After a five-week trial, the artiste, whose real name is Desmond Ballentine; his son, Jahneil; and a third man, Dennis Clayton were found guilty of killing Ricardo ‘Ricky Trooper’ Johnson. The verdict was delivered by a jury that deliberated for just over three hours.
Ninja Man was also convicted of a separate charge of shooting with intent, but his co-accused were found not guilty on that count. “A suh it go man,” the Jamaica Gleaner quoted the 51-year-old artiste as saying when he and his co-accused were led away from the court. “Don’t worry yuhself, Jamaica. Science & Technology Scientists predict 2018 will be a bad year for earthquakes THERE is no natural disaster sneakier than an earthquake. Hurricanes can be predicted and tracked weeks in advance, and even tornados, monsoons and blizzards at least have seasons. But earthquakes strike entirely without warning. Now, however, a new study suggests that we may want to brace for a surge of quakes in the year ahead, and the reason for the danger is an unlikely one: the rotation of the Earth has slowed slightly. While accurately forecasting earthquakes is impossible, a backward look through the seismic record allows geologists to detect some distinct patterns. In the new study — which was presented at the annual meeting of the Geological Society of America, in Seattle, and published in Geophysical Research Letters — geologists Roger Bilham of the University of Colorado, Boulder, and Rebecca Bendick of the University of Montana, tracked the incidence of magnitude 7 or greater earthquakes worldwide since 1900. While in most years there is an average of just 15 such major shake-ups — already more than enough —

there have been evenly spaced intervals in the past 117 years in which the annual total jumped to between 25 and 30. A little more than a century on a planet that is more than 4 billion years old is not exactly a representative time sample, but Bilham and Bendick noticed something else about these volatile, quake-prone periods. They seem to follow periodic slowdowns in speed of the Earth’s rotation. Our solid planet is a lot less solid
than it seems, and that’s true not just of its oceans and air, but of its outer core, which is about 1,200 mi. (2,200 km) thick and is composed mostly of liquid iron and nickel. That molten ooze tends to slosh about, following a pattern that oscillates more or less predictably over time, much the way — on a vastly smaller and more fleeting scale — water sloshing in a bucket will move back and forth in a repeating cycle.
Women advised to sleep on side to help prevent stillbirth WOMEN are being advised to sleep on their side in the last three months of pregnancy to help prevent stillbirth. A study of just over 1,000 women found the risk doubles if women go to sleep on their backs in the third trimester. The study looked into 291 pregnancies that ended in stillbirth and 735 women who had a live birth. Researchers say the position which women fall asleep in is most important and they should not worry if they are on their back when they wake up. About one in 225 pregnancies in the UK ends in stillbirth and the study authors estimate that about 130 babies’ lives a year could be saved if women went to sleep on their side. The MiNESS study, published in the British Journal of Obstetrics and Gynaecology (BJOG) is the biggest of its kind, and confirms findings

Missionary says Haiti unprepared to accept thousands returning from US THE Trump administration announced Monday it will be ending protected legal residency for an estimated 60,000 Haitians living in the United States, giving them until July 2019 to return to their country. Thousands of Haitians flocked to the United States in 2010 following a catastrophic earthquake that measured at 7.0 on the Richter scale and which killed more than 200,000, displaced more than 1 million, and destroyed thousands of homes and businesses in and around the country’s capital city, Port-au-Prince. The Department of Homeland Security announced Monday that the “extraordinary conditions” necessitating Temporary Protected Status (TPS) for Haitians in the United States “no longer exists”. TPS, a policy begun in 1990, allows people who are unable safely to return to their home nations because of armed conflict, other violence, natural disasters, or other extraordinary and temporary circumstances to remain in the United States while the situation in their home country resolves. “Significant steps have been taken to improve the stability and quality of life for Haitian citizens, and Haiti is able to safely receive traditional levels of returned citizens,” Homeland Security secretary Elaine Duke said in a statement. “Haiti has

David Quinn is a Catholic missionary from Hastings, Neb. who has lived in Haiti since the spring of 2015 with his wife, Andrea, and their two children. While they did not experience the 2010 earthquake firsthand, they did experience Hurricane Matthew, which struck the nation in
2016. Quinn said the country still has not recovered from the earthquake or the hurricane and is ill-equipped to provide for the people who already live in Haiti. “They have never recovered from the earthquake from what I can see,” Quinn told CNA. “They’ve cleaned up some things here and there, but as far as returning to what they had before? Not even close. Their economy hasn’t improved since the earthquake, it’s been continuing to degrade, and many, many people are without work yet.”
THE Community Services Department of the Adventist Church is preparing a shipment of clothing, bed and bath linens, and non-perishable goods to help posthurricane recovery efforts in the Turks and Caicos Islands. The church is extending a deadline for donations to Tuesday, Nov. 28, according to the church’s Community Services Assistant Director Angela Hall. The items will be shipped by container to Turks and Caicos. Anyone interested in donating items can bring them to Ms. Hall at Cayman Academy.

RICH nations responsible for climate change need to help rebuild the Caribbean island of Barbuda where living conditions remain “primitive” more than two months after Hurricane Irma, Antigua and Barbuda Prime Minister Gaston Browne said on Monday. Ahead of a United Nations summit where countries will be invited to pledge donations to Caribbean nations ravaged by storms, Browne said he hoped at least half of the estimated $220 million needed to rebuild Barbuda could be raised. “You have people who are living there notwithstanding the fact that you don’t have basic services. They’re living there under very primitive conditions,” Browne said in an interview. “We are the injured party, we’re not the ones who are emitting these greenhouse gases into the earth’s atmosphere,” he said at a press conference ahead of the interview. Irma, packing 185 mph (295 kph) winds, ravaged a series of small islands in the northeast Caribbean in early September, with climate scientists saying warmer air and water resulting from climate change may have added to the storm’s severity. The dual-island nation of Antigua and Barbuda, with a population of 100,000, was especially hard hit. The northernmost island, Barbuda, normally home to about 1,800 people, was “decimated” and temporarily uninhabitable, with 95 percent of all dwellings leveled, Browne said. So far, promised donations to Antigua and Barbuda of some $25 million represent about 10 percent of funds needed to rebound, said Browne. Pledges have come from Britain, the United Arab Emirates, India, and China among others. “There’s no water, no electricity, and there’s no functioning police station or … fire station,” said Browne. “We are building a new Codrington,” he added, referring to Barbuda’s main town before the storm which will be rebuilt further inland to prevent flooding.
Browne said he was deeply saddened after surveying Irma’s damage by helicopter but he has since been consumed by the daunting task of ensuring Barbuda recovers despite estimated costs equal to the country’s entire governmental revenue. Browne said he hoped rich countries pledge half of what is needed at Tuesday’s summit, which is held by CARICOM, the Caribbean’s largest cooperation group, and the United Nations. Countries that have said they would attend Tuesday’s donors summit include the United States, Canada, China, Brazil and several European Union nations, said Browne. The gathering will also seek to raise money for victims of Hurricane Maria, with winds near 165 mph (270 kph) that destroyed broad swathes of homes and infrastructure on the nearby island of Dominica only weeks after Irma. Small island nations, including Antigua and Barbuda, have increased pressure for top fossil-fuel consumers whose greenhouse gas emissions drive climate change to help them cope with the devastation wrought by Irma and other recent storms. Browne said the entire Caribbean produces less than 0.1 percent of global greenhouse gas emissions. “It means, therefore, that the developed countries … have an obligation to assist because we are suffering disproportionately from the effects of climate change,” said Browne who has been prime minister since 2014. US$2 million in debt forgiveness and pledges from Venezuela, a quarterbillion-dollar pledge from Haiti, and offers from the region’s established partners and new ones formed part of a US$2 billion-plus package of pledges that came out of Tuesday’s CARICOM-UN high-level pledging conference. Nearly 400 high-level representatives from governments, multilateral and civil society organizations and the private sector gathered at UN headquarters for the conference held to support reconstruction efforts after Hurricanes Irma and Maria in particular devastated parts of the region, and to help affected islands build back better as the first climateresilient countries in the world. And when it was over, the UN said that more than US$1.35 billion was pledged from the region and beyond, and more than US$1 billion was offered in loans and debt forgiveness, in response to the hurricane-hit countries’ urgent needs. The principal economic sectors of tourism and agriculture have been significantly affected, according to assessments made public during the conference which was organized by CARICOM with support from the United Nations Development Programme (UNDP) working with sister UN agencies. “The magnitude of reconstruction will require significant levels of financing which we are unable to generate on our own. Countries are highly indebted, with limited access to financing due to their middleincome status,” said CARICOM Secretary-General, Irwin LaRocque at the conference. “The task of rebuilding is beyond us.”

And the industry is paying out a further $31.2 billion in relation to this year’s major hurricanes, Harvey, Irma and Maria, for which the island’s flagship industry will foot about 30 per cent of the bill. About $30.6 billion of that went to the US and Puerto Rico. The number is significantly higher than the preliminary estimate of at least $25 billion made by the Association of Bermuda Insurers and Reinsurers last month. The monumental sums were calculated from a survey of commercial market claims data by financial regulator the Bermuda Monetary Authority. UK slashes growth projections, sets aside £3 billion for Brexit BRITAIN slashed its official projections for economic growth Wednesday and anticipates it will need to borrow sharply over the coming years. Finance Minister Philip Hammond delivered the U.K. government’s official Autumn Budget at a time when the ruling Conservative party is facing challenging political and economic circumstances. The non-partisan Office for Budget Responsibility (OBR) forecast Britain’s gross domestic product (GDP) would grow by 1.5 percent in 2017 before slipping gradually to 1.3 percent over the next three years. The U.K. had been forecast to grow by 2 percent in 2017. The OBR also revised down productivity growth and business investment. Britain’s changing economic condition has stirred fierce debate over how much should be attributable to the uncertainty surrounding Brexit. Hammond promised to set aside £3 billion ($3.9 billion) over the next two years for Brexit contingency planning. “The negotiations on our future relationship with the European Union are in a critical phase,” Hammond said. “We have already invested almost

Coveney rejects DUP’s ‘reckless’ Brexit claims THE Irish foreign minister has rejected claims his government is being reckless with Northern Ireland over Brexit. Simon Coveney said: “We are asking the hard questions and unfortunately we are not getting credible answers.” He said this was why “some people seem to be uncomfortable”. Mr Coveney would not respond directly to complaints by DUP leader Arlene Foster, but said Dublin had been consistent on Brexit, stressing that its position had not changed. On Tuesday, Mrs Foster said Irish Prime Minister Leo Varadkar “should know better” than to “play around” with Northern Ireland over Brexit. She accused Mr Varadkar of being “reckless” as Brexit talks entered a “critical phase”. Speaking in north Belfast, Mr Coveney said people were beginning to realise the Irish government and the EU were insisting on “credible answers” on how they were going to deal with the Irish border question

Rohingya crisis: US calls Myanmar action ‘ethnic cleansing’ US Secretary of State Rex Tillerson says Myanmar’s military action against the minority Muslim Rohingya population constitutes ethnic cleansing. He said the Rohingya had suffered “horrendous atrocities” and as a result the US was considering targeted sanctions against those responsible. In September, UN human rights chief Zeid Raad Al Hussein also accused Myanmar of ethnic cleansing. Mr Tillerson’s comments come days before a visit to Myanmar by the Pope. The Rohingya are a stateless minority who have long experienced persecution in Myanmar, also known as Burma. More than 600,000 have fled to neighbouring Bangladesh since violence erupted in Rakhine state late in August. “After a careful and thorough analysis of available facts, it is clear that the situation in northern Rakhine state constitutes ethnic cleansing against the Rohingya,” Mr Tillerson said in a statement. “These abuses by some among the Burmese military, security forces, and local vigilantes have caused tremendous suffering and forced hundreds of thousands of men, women, and children to flee their homes in Burma to seek refuge in Bangladesh,” he said. He said the US wanted an independent investigation into events in Rakhine state and targeted sanctions could follow. “Those responsible for these atrocities must be held accountable,” he added. Mr Tillerson’s comments reflect a hardening US stance on Myanmar in recent days. On a one-day visit to the country last week he said Washington was “deeply concerned” by reports of widespread atrocities. He urged the government and security forces to respect the human rights of all those within its borders.
The tougher US rhetoric comes after a delegation, led by Senator Jeff Merkley, recently returned from a visit to Myanmar and Bangladesh. Members of the delegation said they were disturbed by the reports of attacks on Rohingya, including the rape and murder of family members. The BBC has also heard numerous first-hand reports from refugees of killings, rape and even massacres. Inside Rakhine state itself, a BBC crew witnessed burned out homes and a Muslim village being set on fire. Despite widespread accusations of human rights violations, Myanmar has consistently denied persecuting its Rohingya minority. Earlier this month, the Myanmar army released the results of an internal investigation in which it exonerated itself of blame for the crisis. It said “terrorists” from within the Rohingya community (which it called Bengali) were responsible for burning houses and that those who fled did so because they feared those terrorists. Amnesty International dismissed the report as an attempted “whitewash”. Amid growing international concern over the crisis, China recently proposed a three-stage plan starting with a ceasefire to allow refugees to return to Myanmar. China’s Foreign Minister Wang Yi said talks should follow and the final phase would be a long-term solution to end poverty among the Rohingya. Beijing has close ties with both Myanmar and Bangladesh and in the past has had to deal with thousands of refugees seeking shelter in China after fleeing lawless border regions. Pope Francis is due to arrive in Myanmar on 26 November. His visit will include meetings with army chief General Min Aung Hlaing and the country’s de-facto civilian leader, Aung San Suu Kyi, the Vatican has said. (BBC)

UK: Intruder fell asleep eating Doritos A MAN has been discovered asleep and covered in Doritos after allegedly breaking into a house in North Lanarkshire. Police said the man had also eaten half a pie before deciding “on a pit stop”. The alleged break-in happened at a house in Corsewall Street, Coatbridge, at about 23:45 on Monday. Monklands Police tweeted
about the incident, saying the man was no different to anyone who felt tired starting a late shift at work. “He woke up in cuffs,” the tweet added. A Police Scotland spokeswoman said a 46-yearold man would be the subject of a report to the procurator fiscal in connection with the incident. (BBC)

Uber concealed huge data breach UBER concealed a hack that affected 57 million customers and drivers, the company has confirmed. The 2016 breach was hidden by the ride-sharing firm which paid hackers $100,000 (£75,000) to delete the data. The company’s former chief executive Travis Kalanick knew about the breach over a year ago, according to Bloomberg, which first broke the news. The hackers found 57 million names, email addresses and mobile phone numbers, Uber said. Within that number, 600,000 drivers had their names and licence details exposed. A resource page for those affected has been set up. Drivers have been offered free credit monitoring protection, but according to Uber’s statement, affected customers will not be given the same. “While we have not seen evidence of fraud or misuse tied to the incident, we are monitoring the affected accounts and have flagged them for additional fraud protection,” Uber’s chief executive Dara Khosrowshahi said. “None of this should have happened, and I will not make

excuses for it,” he added. “While I can’t erase the past, I can commit on behalf of every Uber employee that we will learn from our mistakes.” In the wake of the news, Uber’s chief security officer Joe Sullivan has left the company. Uber did not confirm precise details of the hack - and it is not known which countries were affected - but according to Bloomberg’s report, two hackers were able to access a private area of Github, an online resource for developers. From there it is understood they found Uber’s log-in credentials to Amazon Web Services. AWS is a cloud computing service used by companies to store data. As is often the case, it will likely be the cover up that proves more bothersome for Uber than the hack itself. Companies are required to disclose significant data breaches to regulators, something it has by its own admission failed to do in this case. Uber has form. In January it was fined $20,000 for failing to disclose a considerably less serious breach in 2014. (BBC)
Zimbabwe’s Mnangagwa returns as Mugabe’s successor ZIMBABWE’S former vicepresident, whose sacking sparked events leading to the shock resignation of long-time leader Robert Mugabe, has returned to take charge of the country, state TV says. Emmerson Mnangagwa, who fled to South Africa two weeks ago, will be made the new president on Friday, it said. His dismissal led the ruling party and the military to intervene and force an end to Mr Mugabe’s 37-year long rule. The news sparked wild celebrations across the country late into the night. The announcement that the 93-year-old president was stepping down came in the form of a letter read out in parliament on Wednesday, abruptly halting impeachment proceedings against him. In it, Mr Mugabe said he was resigning to allow a smooth and peaceful transfer of power, and that his decision was voluntary. A spokesman for the ruling ZanuPF party said Mr Mnangagwa, 71, would serve the remainder of Mr Mugabe’s term until elections that are due to be held by September 2018. The state-run Zimbabwe Broadcasting Corporation (ZBC) confirmed that his swearing-in ceremony had been scheduled for

However, Mr Mphoko - a key ally of Grace Mugabe - has just been fired by Zanu-PF and is not believed to be in the country. Teen commits suicide after ex-boyfriend spread ‘intimate’ photos of her online: report A BRAZILIAN teen killed herself after rumors that her intimate photos were posted online by an exboyfriend and spread throughout her hometown, according to reports. Earlier this month, 15-year-old Karina Saifer Oliveira was found dead on the back porch of her home in Nova Andradina, about 500 miles west of Sao Paulo, Buzzfeed reported. Photos of Karina’s corpse, taken at the scene of the suicide, then appeared on the messaging service WhatsApp. “I wouldn’t wish this on any mother,” said the teen’s mom, Angela Saifer. While Saifer said her daughter didn’t display any signs of distress, her father, Aparecido Oliveira, told Buzzfeed the teen had mentioned rumors of the intimate photos two months ago. “She came to talk to me, saying that she was feeling like a trashy person because this had happened to her. USA gymnastics doctor Larry Nassar pleads guilty to sex charges FORMER USA Olympic gymnastics sports doctor Larry Nassar has pleaded guilty to seven charges of sexual assault against women and girls in his care. He was charged with molesting seven girls, many of whom are gymnasts, while working for USA Gymnastics and Michigan State University. As part of the plea deal, Nassar, 54, could face at least 25 years in prison. The hearing comes after a third former US Olympian, Gabby Douglas, accused him of sexual abuse. In a statement to the court on Wednesday, Nassar said he was pleading guilty to “move the community forward and stop the hurting”. “I’m so sorry that this was like a match that turned into a forest fire, out of control,” he said. “I want them to heal. I want this community to heal. I have no animosity toward any one. I just want healing. It’s time.” “You used that position of trust that you had in the most vile way - to abuse children,” Ingham County Court Judge Rosemarie Aquilina said, noting that sex abuse is a nationwide “epidemic”. “You violated the oath that you took, which is to do no harm, and you harmed them. Selfishly.” Many of his accusers testified that they were abused while he was examining the young athletes, and sometimes while their parents were nearby. He has been accused of abusing more than 130 women - including Olympic gold medalists Ms Douglas, Aly Raisman and McKayla Maroney - during his time as team doctor for the US women’s gymnastics team. Ms Douglas, who was one of the so-called Fierce Five that won gold medals at the
London Olympics in 2012, revealed her accusation on Instagram. “I didn’t publicly share my experiences as well as many other things because for years we were conditioned to stay silent and some things were extremely painful,” she wrote. During the hearing Ms Raisman, a member of the 2012 and 2016 Olympic teams, tweeted that she was “disgusted” that Nassar, who lost his licence, was referred to as a doctor. Nassar’s case was part of a scandal which saw USA Gymnastics president Steve Penny resign last year. Mr Penny was accused by victims of failing to quickly notify authorities about abuse allegations. In a statement after the plea deal was announced, USA Gymnastics - the organisation which determines the US Olympic team - said it is “very sorry that any athlete was harmed” by their former doctor. They added that it was “important” that he acknowledged “his appalling and devious conduct” in court and said the deal “permits punishment without further victimisation of survivors”. Nassar has already pleaded guilty to multiple charges of child pornography in federal court and could face a maximum sentence of life in prison. Before accepting the plea, Judge Aquilina asked him to confirm that he did not wear gloves when abusing his victims between 1998 and 2015, when he was fired. The alleged examinations were “not for any medical purposes is that right? It was for your own purpose, is that right?”, the judge asked. Britain’s two fastest half marathon runners, Sir Mo Farah and Callum Hawkins, will race over the distance in a new event in London on 4 March. Farah set the record in March 2015 when he ran 13.1 miles in 59 minutes 32 seconds, with Hawkins recording a best of 60 minutes in Japan in February. Four-time Olympic champion Farah, 34, retired from track competition to focus on road events earlier this year. Hawkins was fourth in the marathon at the 2017 World Championships in London.
“I’ve made no secret of the fact that I love testing myself against the very best athletes in the world and they don’t come any better than Mo,” said the 25-year-old Scot. Farah won four Olympic and six world gold medals in 5,000m and 10,000m races between 2011 and 2017. Eighty players participate in successful Women’s Football Day
Calvin Francis Jr. is a dominant football player, who is expected to make an impact once he takes to the field in college.
Francis Jr. learnt a lot from the bench TCI’s American football player Calvin Francis Jr. said that he learnt a lot this season although his time was spent on the bench. The 18-year-old, who attends the Southern Illinois University, said that he was able to evaluate the other players on his team while sitting out the season. “I learned from the other guys mistakes.” For Calvin, the decision allowed him to mentally adjust to the college level.
The Grand Turk born told the Weekly News that he is very excited about his future and is pumped up about the Spring season. “I’m very excited, I keep getting better every day.” He is currently lifting weights and running to be game ready as he awaits field practice. The teen started playing American football in high school after moving to the US six years ago. While there, he became a dominant force in the game.
EIGHTY female players from several islands in the Turks and Caicos took part in the CONCACAF Women’s Football Day celebrations on Saturday last at the Academy Field in Providenciales. TCI joined 40 other member associations within the confederation to celebrate the third annual event, which was held under the theme “Every girl can play”. The participants ranged from U9 to women, and were from all four TCIFA Youth Development Programmes (Providenciales, Grand Turk, South Caicos, and North/ Middle Caicos). They later received certificates of participation to commemorate the day. The confederation, on Women’s Football Day, also kicked off preparations for the CONCACAF U15 Girls Championship. Each member association, in this regard, was encouraged to host an activity with an aim to train its U15 girls’ team. THE CONCACAF ‘League of Nations’ which is billed to kick off late next year “should assist with the overall development” of TCI’s male football according to president of the TCIFA Sonia Bien-Aime. “The League Of Nations is indeed a great initiative that would provide more competitive games for our national teams in the region. The TCIFA welcomes and embraces this great opportunity and looks forward to receiving the final logistics of the competition to start preparation,” Bien-Aime told the Weekly News this week in an invited comment. The league, which was announced last week is creating excitement across the region, especially since all national teams of the Confederation’s 41 members will compete. The teams will be divided into three different leagues, based on their football potential during a series of matches beginning in September 2018. NATIONAL U15 footballer Hayden Williams feels he has fully recovered from his injuries sustained in Florida at the CONCACAF U15 Championships in August after a win in last Sunday’s TCI Super Sprint Triathlon (Children) which was held at the Bight Park. The 12-year-old who was out for eight weeks with a broken clavicle (collarbone) and wrist was excited to win the Youth category of the event. “After breaking both bones in my arm, as well as my clavicle, I was worried I would not be able
to participate in sports like I used to. It ended up to be eight weeks of boredom, so going back into a regular sport routine was such a relief – a dream come true. Competing in the triathlon last Sunday proved that I am ready to head back in full force.” Williams, who has already returned to football training, is preparing to participate in another international football event, which is slated for Florida next February. Meanwhile Alice French claimed victory in the U10 category in Sunday’s triathlon.
