‘Connectivity was sub-optimal’ – Governor weighs in on telecoms provision post-hurricanes BY DELANA ISLES THE PASSAGE of two major hurricanes has undoubtedly left the territory with many lessons learnt and improvements to be made to better prepare for future natural disasters. Over the past several weeks one of the biggest challenges, aside from lack of electricity due to the destruction of key infrastructure, has been a lack of telephone and internet connectivity. This is something with which many officials, personnel who were volunteering in the Turks and Caicos Islands such as the British military and others, and of course residents have expressed dissatisfaction. The telephone companies, in the meantime, are mostly silent in the public domain about the major hurdles they have had to overcome and the issues they encountered that caused these connectivity issues. This past week, Governor John Freeman, in an exclusive interview with the Weekly News, expressed concerns with the telecommunications issues experienced, and stated that the Government has been in contact with the two companies and is working
along with them. “I think personally one of the biggest points we have learned, and one area which is so obvious and it is irresistible to remark upon, is connectivity,” he said. “We are islands here, so the degree to which we are connected is vital to those communities in the family islands.” He added: “I recall when I went to Grand Turk, which was a day or so after Irma… the first thing that everybody asked me when I got over there and when I got into a meeting was: ‘Is everybody alive, had anybody been hurt?’ because they were worried about their families in South Caicos or wherever it was, and they didn’t know. “I was able to go and say, and this was actually the first piece of news, that nobody died in this hurricane. “It’s that sense of ‘cut-off-ness’ which has continued in parts of these Islands, and even now Grand Turk does not have a fully restored connectivity in terms of internet and telephony.” Dr Freeman said that from what he observed, that was the single biggest point of complaint and anxiety for residents. “I think that the effect of the
hurricanes on the resilience of the connectivity has lessons for us, and we should learn the lessons that we need to enhance it.” BETTER PREPARATION Asked if he believes the communications companies could have been better prepared, the Governor said that he really could not say, but he also offered some insights. “I have a number of times personally enquired where we are from the telephony companies as well as the power companies, and I’ve had meetings with them; this is something that affects everyone. “This isn’t a narrow government issue, it’s an Islands issue, an Islanders issue, and in so far as it is an Islands issue that is something that is of interest to me as Governor. “Obviously, when you [telecommunications companies] have yourself spread across a series of islands, particularly when the capital is in one island, and a large concentration of the population is in another island like Providenciales, there are challenges between those

two things. “But you have to make the challenges work because that is where the capital is and the degree of connectivity is really important in terms of functions of government. “If the treasury function isn’t working in Grand Turk and isn’t connected to Providenciales, then the ability to actually carry out payments, etcetera, is obviously impaired. “So, connectivity is a big lesson learned. Could things have been done better? I really don’t know. “I’m concerned for the people who were affected because it was so difficult for them to communicate,”
Dr Freeman remarked. He added that the connectivity was indeed “sub-optimal”, and that it was not as good as it could have been. “Whether that’s to blame the individual companies, whether it is about the resilience of the links in terms of the lines and all the rest of it that is another issue to be looked at. “But the core point to be made is that it is a big lesson learned, and if the companies know it, we know it, we must work together to try and make that better in the future.” He added that it is for the companies to answer these questions.

BY OLIVIA ROSE A FORTY-eight-year-old labour officer has been formally charged with 13 counts of issuing forged documents, one count of corruption and one count of use of criminal property. This comes on the heels of an investigation and subsequent arrest in March of two employees from the Employment Services Unit in the Immigration Department. The nearly year-long investigation began in November 2016 after a number of allegations surfaced about forged Turks and Caicos Islands work permits being issued to residents of Haiti and the Dominican Republic. Back in March, the Integrity
Commission and the police launched a joint crackdown and raided various locations seizing several files from the Ministry of Border Control and Employment as the alleged malpractice morphed into a rigorous effort to weed out corruption. They discovered that after valid work permits expired, payments were made through an agency for renewal and instead of receiving renewed valid work permits, forged work permits were issued. The money made from the illegal activities was allegedly pocketed by the suspects. According to a recent police press release, only the 48-year-old labour officer from Providenciales was formally charged.
She appeared in court on Tuesday (October 31) and was not allowed to enter a plea. She was granted $10,000 bail. At the time of the arrest, Minister of Border Control and Employment, Sean Astwood emphasised that the Government supports a corruption-free public service and any activity that leads to the accomplishment of this state of being. He urged other employees to cooperate with the police while they conduct their investigation. “I want to encourage the many honest and hard-working men and women under my ministry to continue to uphold the principles of integrity without fail and will cooperate fully with the RTCPF and Integrity Commission.”

Opposition leader calls Gov’t naive for accepting Haiti’s hurricane aid BY OLIVIA ROSE LEADER of the Opposition Washington Misick says accepting relief from Haiti is enabling the exodus of Haitians to the Turks and Caicos Islands. In a strongly worded statement on Thursday (November 2), Misick made reference to a recent contribution by the Haitian government to the people of the TCI. On Monday (October 30) it donated 630 generators, 1,000 sheets of plywood, 4,500 tarps, 2,000 sheet rocks and 4,000 metal roof sheets to aid in the TCI’s recovery process. Misick pointed out that the donation was made against the threat of the Government’s plans to eradicate illegal shanty towns where many Haitian immigrants reside. According to the opposition leader, this is a brilliant tactic by the Haitian government to allow its people to reside in the TCI. Misick called the Government’s

a month ($36 million annually), the physical remittances is also considerable. “These sums will increase during the rebuilding stage of the TCI recovery from the recent hurricanes. “There is something absurd when
the UK (the world's fifth largest economy) ranks the TCI too rich to be an aid recipient, and Haiti (with an economic ranking of 146 out of 157) decide to provide relief for the TCI with a GDP per capita of $26,000 compared with its own GDP per capita of $750.” Misick pointed out that the TCI takes its UN human rights regulations seriously and would not jeopardise its status by acting without due diligence. “Therefore, any policy to demolish these shanties must rightfully be made in the context of a country housing strategy which must provide for adequate housing for all who have a legal right to reside in the Islands. “Second, given the dependence of the Haitian economy on receipts from its citizens abroad, it is in Haiti’s best interest to export as many of its people as other countries would accommodate, and therefore she has no interest in stemming the
exodus. “As well, it is worth noting the not so subliminal reference by the consul, of TCI being a second home, inferring and reinforcing the mindset of the need to repatriate their earnings to their first home. “The idea that within days of the worse Atlantic hurricane on record, Haitians would be fleeing their homeland to impacted countries reinforces the desperation of life at home.” Misick stressed that by making this gift against its own abysmal housing crisis, Haiti is sending a message to those of its citizens who are illegally invading the TCI that it has made provision to accommodate them. The opposition leader suggested that the Government use the contribution to assist with the construction of a multi-family shortterm accommodation facility, as part of a strategy to replace the shanties with strictly controlled adequate housing.

TCI to benefit from UK’s £13 billion relief fund BY OLIVIA ROSE THE TURKS and Caicos Islands along with several British overseas territories will now be eligible to
receive official development aid. Changes have been made to international rules which previously barred the territories from UK financial aid as they were deemed
too rich. Amendments agreed in Paris by the Organisation for Economic Cooperation and Development (OECD).
These changes will now enable the Turks and Caicos Islands to benefit from a £13 billion relief fund to aid in the territory’s recovery. The OECD, the body that sets
the rules, recently agreed that aid could be used for short-term help for middle-income countries. CONTINUED

Haitian Gov’t donates relief items to TCI BY DAISY HANDFIELD A LARGE number of generators and building supplies were the latest aid donations received by the Turks and Caicos Islands Government this week. The Haitian government donated 630 generators, 1,000 sheets of plywood, 4,500 tarps, 2,000 sheet rocks and 4,000 metal roof sheets. The donation arrived in Providenciales on October 30, direct from Port au Prince, Haiti.
Haitian consulate Adolphe Jacques commented on the donation, stating that the Haitian government was committed to providing assistance to neighbouring Caribbean countries. “After the passage of hurricanes Irma and Maria that caused a lot of damage to the TCI, in the spirit of solidarity and fraternity, the Haitian government on behalf of the people of Haiti decided to grant an aid relief consisting of building materials,” he said. “It is a simple gesture of support
to our neighbour, the TCI, where so many of our compatriots reside and even consider this ‘beautiful by nature’ as their second home.” Coordinator of the initiative Stan Wojewodzki said that his vision was to see Caribbean countries unite and help each other in their times of need. He explained how the donation was made possible. “I am currently an advisor to the Haitian presidency, but first and foremost, I am a resident of the Turks and Caicos and I have invested
Household furniture and appliances exempt under extended Customs Order THE CUSTOMS (Import Duty Exemption) Order includes goods such as household furniture and some kitchen appliances. That order, which has been extended from October 31 to December 31, was signed on November 1 and has now come into force. On Wednesday (November 1), Premier Sharlene Cartwright Robinson signed the Customs (Import Duty Exemption) (No. 2) Order. Those who have suffered loss during the passage of hurricanes Irma and Maria on the provision of proof of loss and damage, ownership and long established ties to the property and value of goods to be imported, will now be able to apply for an exemption from payment of duty. The order contains a list of the items exempted such as sofa, love seat, accent chair, cocktail table, sofa table, end table, bed frame, bed headboard, bed footboard, dining room tables, dining room chairs, mattresses, box springs, dresser drawer and mirror, night stands, chest of drawers, televisions (one

per importer/declarant), refrigerator, stove, microwave, and ceiling fans. The public is no longer required to submit individual applications to the Minister of Finance. All evidence to be supplied, must be supplied to the Collector of Customs. Commenting on the extension was Premier Robinson: “I know that this is a welcomed initiative and as we continue to monitor our financial position, we will make decisions that we deem prudent and in the best
interest of our people.” The initial six week order was extended just before its October 31 deadline, and was made after calls for more time were issued by residents. Premier Sharlene Cartwright Robinson recently confirmed the extension to the Weekly News, stating that the Government had only initially instituted the waiver for six weeks as it needed to take into account what officials can do at the time and for how long. She said that the review of the country’s financial position was done, and a decision was made and recorded in the Gazette to extend the date. The customs processing fee (CPF) of 7.5 percent of all imports, which was waived along with the import duty, is being extended only up to November 10. The customs processing code for the customs duty remains 494, same as before, and which when entered into the system will automatically calculate the customs duty at zero percent. (DELANA ISLES)
interest in seeing that the Turks and Caicos gets back on its feet immediately after the hurricanes. “After both hurricanes, I contacted senior authorities in the Turks and Caicos Islands to ask exactly what was needed in immediate relief aid. “The Department of Disaster Management and Emergency Services submitted a list of essentials which I then submitted to the Haitian presidency and suggested that Haiti
show a gesture of good will and fraternity to the Turks and Caicos Islands.” He added that time for relief was soon closing, so all that can be done should be done, at a Government level, for those communities that are most in need. But at some point leaders need to sit down and think about what those 21 century policies are going to be, in terms of construction and interregional trade, he said.
Post cabinet meeting statement GOVERNOR John Freeman chaired the meeting of the Cabinet on Wednesday (November 1) at the N J S Francis Building on Grand Turk. All ministers were present except the deputy premier. At this meeting Cabinet: -Received from the premier, as Minister of Finance, an up-dated revenue and expenditure budget forecast for the remainder of the fiscal year post hurricanes Irma and Maria including possible measures to address current and projected revenue shortfalls. Cabinet requested that the Ministry of Finance submit a paper following consultation with relevant departments setting out specific recommendations for expenditure reductions and new revenue streams. -Advised the governor to approve conditionally Planning Application PR 12887 by Sky Poultry Farm for outline development permission and change of zoning from Medium Density Residential
Class C to Agriculture Related Development over Parcel 60509/3 on Providenciales in accordance with the Physical Planning Ordinance 2014 for the development of a chicken farm. -Approved the implementation of an order made by the Minister of Finance under Section 70 (1) (C) of the Customs Ordinance CAP 19.04 to waive import duties on furniture and appliances imported by individuals into TCI during the months of November and December 2017 to mitigate the effects of damage caused to household furnishings and appliances as a result of hurricanes Irma and Maria. -Noted the recommendation of the Procurement Board to award contract TR17/24 for the installation of fencing at South Dock Port in Grand Turk in line with the Public Procurement Ordinance 2012. Further information on these matters will be provided by ministers in due course.

Raising prices in difficult times is an assault, says Governor BY DELANA ISLES UNSCRUPULOUS business practices in the form of driving up prices in the aftermath of hurricanes is an assault, says Governor John Freeman. In a one on one interview with the Weekly News on Tuesday (October 31), the governor spoke about the issue. He said the purpose of the recent exemptions of customs duty and customs processing fee were to keep prices down. “Not just to provide assistance to people, but to help re-motivate the economy, get everybody functioning
again in terms of repairs etcetera. “Those concessions are given for a purpose and of course concession means revenue foregone... “I think therefore that those who are providing services should ensure that where they are being given concessions that it is reflected in the prices and services they are given,” the Governor stated. He added: “Leaving aside the concessions part, for companies and businesses that deliberately try to push the prices up in difficult times, I think that is an assault.” Governor Freeman was adamant about not condoning such actions, and has stated to this publication

Under previous OECD rules, the Turks and Caicos Islands, Anguilla and the British Virgin Islands that were hit by hurricane Irma last month were unable to receive Official Development Assistance (ODA). All three territories had gross national incomes higher than the benchmark set for countries or territories to be eligible. The OECD’s Development Assistance Committee (DAC) rejected a UK plan for small island states to be allowed to waive the rules in crisis. But instead the 30 member countries backed a different plan to use official aid in temporary emergencies but on the crucial condition that no ODA is diverted from existing recipients in the process. The DAC also agreed to establish a new mechanism for middle-income countries to be reinstated on to the list of ODA-eligible recipients if they suffer a long-term economic decline. BACKLASH There was much controversy after it was revealed that Britain’s £13 billion aid budget could not be used to help repair the Islands. Former Premier Rufus Ewing lashed out at the UK calling the government “hypocritical and convenient” for neglecting the needs of the Turks and Caicos Islands after the catastrophic impact of hurricane Irma. He said the British government opportunely categorised the TCI as a “foreign” and “wealthy” nation to avoid aiding the territory in its recovery efforts. “The Turks and Caicos Islands,
otherwise known as British overseas territories, yes British overseas territories of which the Queen is Head of State where her appointed Governor represents her interest, are now conveniently considered to be foreign. “I cry shame on the British government with a department for international development that can find £25 million of aid to help Rohingya Muslims being driven from their homes by the military but cannot support its own.” He said that during the declared state of emergency where the UK Governor was fully in charge, he brought in British troops without the consent of the people. “Coming to our shores with guns and boots doesn’t bring our people relief they need, you need to instead come with some of the £13 billion in aid funds that have been earmarked for the British overseas territories.” He urged the UK government to alter the OECD regulations or fund the relief effort out of its own pockets since he said the TCI is owed this and much more. International Development Secretary Priti Patel described the changes to the regulation as a “real step forward”. She said: “…we welcome the clear support from the head of the OECD for our efforts.” Patel previously argued that the rules needed to be “relevant and up to date”. “We believe that the international rules should take into account the vulnerabilities of small island states. “These rules were first established over 40 years ago, the world has changed dramatically since then, and we will work constructively with international partners to ensure the rules remain relevant,” Patel said.

It is now the responsibility of the Attorney General’s Chambers to bring the law into force. The Weekly News, is hereby offering a correction to an article published in the October 28 November 3 issue, headlined ‘Washy fact checks the premier on consumer protection issue’ in which the leader of the opposition advised the premier to ask the governor to assent to the Consumer Protection Legislation. In seeking to verify the party leader’s claim, this publication had approached the Governor’s Office for verification, which came in after the newspaper had gone to press. The office clarified that Dr Freeman had assented to the ordinance and a notice was posted in the Gazette shortly after. Further queries however revealed that once the legislation is assented to by the Governor it then goes back to the Attorney General’s Chambers whose office brings it into force, following which another notice is posted in the Gazette. Efforts were made, and will continue to be made, to contact the Attorney General’s Chambers’ Legislative Drafting Division to ascertain what are the difficulties

She also firmly believes in the consumer price index, which is a means for the Government, through the Statistics Department to collect the prices of consumer goods sold in order to afford the Government to measure the changes in the general level of prices of consumer goods and services purchased by households.

Governor Freeman recounts first time hurricane experience BY DELANA ISLES GOVERNOR John Freeman told the Weekly News that his biggest challenge during his 12-month tenure as Governor of the Turks and Caicos Islands has been the two major hurricanes from which the Islands is still recovering. Dr Freeman previously served as British Ambassador to Argentina from June 2012 to October 2016 and had carried out various jobs in the Foreign and Commonwealth Office as well as in multilateral diplomacy in the United Nations. The Governor, who has been quite active around the territory welcoming and offering his diplomat services to incoming British and other countries’ personnel during the storms, recounted his experience to this publication and offered some insights on his tenure so far. BIGGEST CHALLENGE SO FAR “I think it has got to be the hurricanes - not the politicians no, I am used to dealing with politicians,” he laughingly replied to our query. “I never expected the hurricanes and I have not experienced it before,” he said. Dr Freeman’s official residence in Grand Turk was severely damaged during the hurricanes, and luckily he had weathered the storms in Providenciales. “The deputy governor and I decided that we should split ourselves between Grand Turk and Providenciales. It is the obvious thing to do and because that’s the way it has been in the past. It could have been the other way around. “She was over there [Grand Turk], and as it happens it is a good thing I wasn’t there during the hurricane as my bedroom and all the other things fell off the house. “I’m not sure what I expected apart from strong winds and water and all of that given what I have seen elsewhere. “In fact, when the hurricanes were coming up here, like everybody else I was looking at the photographs from the TV of the effects Irma was having on its way here which was devastating in other territories as well, so to that extent I was used to the idea to what was coming. “I’d also done some preparations, I mean I had been preparing myself against what has happened in the past and therefore I suppose like a lot of people here I expected there would have been more of what was forecast and water damage in the form of rain, sea surges both of which were forecast by the meteorologist and that was part of the preparation to take account of those possibilities. “And in the past this territory has been severely water damaged; as it’s a very low-lying territory.”
NATIONAL PREPAREDNESS On the issue of the territory’s preparedness for the hurricanes, the Governor noted that one of the things he learned from the hurricane was that preparing for it is a very difficult thing to do. “You’re not entirely sure how much time it is going to be caused, you’re not entirely sure what force it’s going to be and the difference between a category one and a category five is very different. “And this was an unprecedented hurricane in terms of its ferocity, in terms of its wind damage, particularly the speed of those winds. “It went across all of the islands, as I understand it is the first time in living memory all of the islands in some way or another in TCI was impacted,” he reflected. He observed that it is difficult to be fully prepared against something like that. “There are preparations of many kinds, some are longer term, how well we on these Islands are in terms of building structures. “Had the building code been applied, what do we learn from where it was applied as opposed to where it wasn’t applied, are the lessons there. “And that’s not just about the three months before, that’s about the lessons of [hurricane] Ike.” He added that in terms of the preparation, there were several meetings held to discuss the approaching hurricane season from as early as January, which increased as the hurricane season drew closer and as it became clearer the scale of the likely impact. “We therefore readied the shelters making sure that the right numbers of satellite and mobile phones were available and making sure that the clinics etcetera in the family islands are properly equipped and that the hospital is equipped, that is all part of the process. “It was a very inclusive process. “I’m sure there are lessons that we should learn, there are always lessons to be learned from any kind of disaster man made or natural. “That is part of the process we are moving into now which is learning the lessons and seeing what adjustments can be made - both as government and as private sector.” IMPROVEMENTS TO SYSTEMS Asked what, from his observations are some of the improvements that can be made, the Governor replied: “I have some acute listening to do because this process of considering what lessons are learned is a holistic one. “We will be having an upcoming meeting very soon to pull together some of those lessons and see it from all the various angles.” He added that far more

importantly, in thinking about the lessons is implementing the correctives that come from those lessons. “And I am particularly interested in looking at that and going forward how do we make ourselves more resilient. “It’s both protection of people and resilience now and in the future. Quizzed about his active role during and after the hurricanes, he stated that as governor it is his responsibility to play his part. “I was genuinely interested to reach out, be seen, be listening, engaging with those who are doing so much. “For example, the people who engaged in the clean-up, working with Government but also with external agencies that were coming in - the NGOs, the UK military, all of that… I think it is only right for the governor to be involved in those things.” As for aid given to and which is still ongoing from the British government in the TCI’s recovery
efforts, Dr Freeman expressed his satisfaction. “I was very pleased that the UK government decided to do so much. “Actually, £57 million was set aside for relief and recovery from this hurricane for the UK overseas territories impacted and I think what I saw being done here by the UK military in terms of delivering aid from the Department of International Development, all of those things I think were demonstration of the fact that TCI and the other UK overseas territories are part of the wider UK family. “And as families, when one of their members faces disaster or troubles what you do is try and come to their aid and help, and that I think is what the UK government did. I am pleased and proud they did so.” He recalled that at one stage the maximum number of UK military personnel was some 1,000, with over 200 tonnes of aid being handled and distributed by the task force in TCI. “A huge amount of work was also done… the feedback that I got
in South Caicos, Grand Turk, here (Providenciales) was that people felt that a tremendous amount had been done and that the military had gone out and engaged.” He stated that since the territory moved into stages of immediate relief and then recovery there has been a recovery advisory team in the TCI, deployed from the Department of International Development as well as from the British Foreign Office. The advisory team was on island a few weeks ago with a group of experts on infrastructure and various dimensions who were here to listen, talk to people and government and are now reflecting on what other assistance and aid would make sense and would be welcomed by the local government, Governor Freeman said. “That is a key point too, it is not being done to TCI, it is done with TCI and therefore with the government,” he stated. Shabby illegal homes in Blue Hills
Gov’t grapples with challenging squatting issue BY OLIVIA ROSE RELOCATING residents from substandard illegal developments is a challenge, according to Premier Sharlene Cartwright Robinson. On October 4 the Department of Planning announced that within 28 days all illegal substandard homes that could become flying debris during storms and cause further damage to other residences and buildings, will be demolished. It strongly advised residents to cease any reconstruction or repairs of illegal development across the Turks and Caicos Islands. The department further stated that all illegal development will be demolished and the rubble removed to an authorised location. Speaking on radio show
‘Expressions,’ Premier Sharlene Cartwright Robinson admitted that the demolition and relocation is complicated and must be addressed holistically. “Now, I do foresee that we will have the challenges that we had post Ike where persons may not be living on property that they own, so we then see the need for housing that is built to standard,” she said. The premier assured residents that the Government is working to put systems in place to facilitate a smooth relocation process. She said: “We’ve already made the statement that anybody who wants to get into low cost homes or apartments, that there will be special concessions and we’ll complete that package to encourage persons. “Because if we’re going to be moving legal residents from illegal
homes and buildings, and we need to force them into rental property, it must be available. It is a challenge for us.” Planning laws “We will ensure that persons build to a higher standard and we’ve given notices already because it’s important,” the premier said. She adamantly underscored that the Government intends to fully enforce planning laws. “Planning has taken on the initiative of ensuring that persons build according to standards, those that are illegal they would have been given notices already and it’s important that we make sure that we don’t have even the level of devastation that we had, because of the substandard homes throughout
the communities.” Cartwright Robinson recently credited the territory’s stringent building code for alleviating the level of destruction consistent with a category five storm. She explained that following hurricane Ike, the territory modified its antiquated building code to change several building guidelines including the roofing structure. “You would find that a lot of the Ike homes, not the EU homes but homes that received roofing after Ike, may have just received the level one or level two damages where there is a little tarpaper, shingles or tiles lost because of the tight cap. “We cannot be complacent in allowing people to live in such dangerous conditions.” She pointed out that the Caribbean Disaster Emergency Management
Agency (CDEMA) recommended residents use standing seam material for roof construction. “Those tools alone can strengthen and protect roofs so we would look at all of that because tarpaper and shingle is cheaper; not everyone can afford the wooden shingles or the standing seam and we need to put it within people’s reach as well.” She continued: “We must pay attention to the issues brought to the forefront and ensure that all efforts are made to eradicate the conditions under which many choose to live or find themselves living. “To aid in this, all laws of Turks and Caicos Islands will be fully enforced.” The Government has committed to reviewing the current planning and building code and strictly enforcing it.
Confiscated fish may be sold to recoup seizure costs – Tourism minister comments on poacher incident FISH confiscated from the nine Dominican poachers who were recently arrested for fishing illegally in TCI waters will be sold to the general public to pay expenses. Minister of Tourism Ralph Higgs expressed these sentiments during a recent interview with a local television news station. He said: “The products that were seized from their boats are in the DECR custody. “There is a process under the Procurement Ordinance for the disposing of those products and we will have to, by law, follow that process.

“If there is any product that can be donated to the public, as we did with the large catch recently, we would be happy to do so, but clearly, we would like to sell it in the public domain
via sales to try and recuperate some of the costs associated with apprehending, holding and disposing of the product. “So, we are moving as fast as we can, now that the trial is behind us to dispose of that product and I certainly hope that we will be able to do so, not much later than by the end of this week.” The poachers were captured and charged for fishing illegally within the Fisheries Limits of the Turks and Caicos Islands on October 6. The fish on board the 45 foot vessel named MV Yaniret were confiscated. Eusebio were arrested and charged for two marine offences. After a court appearance on October 17, the poachers were sentenced to three months at Her Majesty Prison in Grand Turk. The nine men were found guilty of taking marine products without a licence and using an unlicensed boat
for commercial fishing. They have each been sentenced to three months imprisonment for each charge. The charges will run concurrently. An order was made by the court for the vessel and its contents to be forfeited to the Government, and to be disposed of it as they please.

The life of Charles Hubert James
BY HOPE JAMES-HAMILTON AND CARLTON MILLS CHARLES Hubert James was born in Bottle Creek, North Caicos, on July 4, 1916, to parents Nathaniel and Isabella James. He grew up in the area that is called Richmond. His parents were hard-working, strong disciplinarians, loving and caring. Hubert came from a humble beginning. He knew what it was to go without shoes as he walked the dusty roads of Bottle Creek. Richmond was a farming area. As such, he developed a touch for plants. He took pride in keeping his kitchen garden where he grew his products for consumption. EDUCATIONAL CAREER Hubert attended the Bottle Creek All Age School (now Adelaide Omeler Primary School). He was tutored by Ms Albertha Seymour a lady who was very influential in his life. Ms Seymour actually was the one who encouraged him to go into teaching. She detected that he had exceptional qualities which should not be left to chance and therefore saw the need for him to pursue this calling further. In order to pursue this dream, she recommended that he attend the Grand Turk High School (now Helena J Robinson High School) where Mr C E Crawford was principal. This was a challenge for Hubert. Being a poor boy from North Caicos, going to high school in Grand Turk was not only a privilege, but very few parents from the Caicos Islands had the financial resources to sustain their children in Grand Turk. Hubert also had to follow in the footsteps of the late Raymond Gardiner who was also from Bottle Creek and who had recently completed his high school education in Grand Turk. Raymond had performed most outstandingly. A lot was therefore expected from him. This was not the only challenge that he had to face. Shortly after attending high school, it was discovered that he had problems deciphering information from the chalk board. As a result, he only spent one year in high school as his sight began to deteriorate. He was eventually sent to Nassau, Bahamas to seek further treatment where he was fitted with glasses. This was the solution to his problem. TEACHING CAREER Hubert credits Ms Seymour the head teacher at Adelaide Oemler Primary School and Mr Crawford
the principal of the Grand Turk High School for influencing him to pursue teaching. As a result, following his return from Nassau, he took up the post of assistant teacher at the Adelaide Oemler Primary School. In July 1944, on the recommendation of Ms Seymour, he was appointed as head teacher at the Blue Hills School (the only school at the time on Providenciales). This new position also brought a new set of challenges for him. Some of these challenges included overcrowding, delinquency, truancy and under-staffing. He believed that if he was to run an effective and efficient organisation, these challenges needed immediate attention. He was very outspoken about them to the extent that he was labelled as being ‘a thorn in the flesh of the authorities’. This did not discourage or deter him. He could be seen walking the beach and going through the communities of Providenciales looking for his students when they did not attend school. This inspired him to develop a good rapport with parents. With such initiatives he saw several of these challenges improving. His concern was the welfare of his students. The year 1945 was a turning point in his career. He was appointed as head teacher at the Kew Primary School, a position in which he was reluctant to accept. He felt that the announcement was too abrupt hence he resisted going for several months. What further impacted his move was the onslaught of the 1945 hurricane which claimed the lives of 45 men at sea in Providenciales. This hurricane reaped havoc in Providenciales not only killing people but destroying homes and many of the fishing boats hence having an impact on the economic life of the island. The Government continued to insist that he be transferred to Kew. This transfer eventually took place in July 1947, two years following the initial appointment. The Kew Primary School served the communities of Kew, Whitby and Sandy Point. Based on his experience of involving parents and the community in Providenciales, he was quick to foster the same kind of relationships. He gained the respect and trust of members of the community in these settlements.
THE SPIRIT OF THE MAN Hubert was not only a teacher in the various communities in which he served, he can also be described as a community activist. Following the hurricane in 1945, rather than immediately moving to North Caicos, he spent a considerable amount of time helping the people of Providenciales to rebuild their lives. Even though he was head teacher with responsibility for the school, he severed multiple roles such as Justice of the Peace and chairman of the District Board. As chairman of the board, he was the key link between the Government of the day and the community. He and his members were responsible for determining the needs of the community and therefore representing these needs to the Government on behalf of the community. Following the hurricane, he was also responsible for leading the relief effort. His challenges did not end in Providenciales. In 1960, while still in Kew, disaster struck once again. Hurricane Donna struck the island levelling homes and dumping inches of rain resulting in severe flooding. Mr James recovery skills which he acquired in Providenciales were once again called into action. He was so concerned about the welfare of his people that he overworked himself resulting in him
falling ill and having to take a three months break from work. Despite his health challenges, when Governor Kenneth Blackbourne of Jamaica with responsibility for the Turks and Caicos Islands came to visit, it did not prevent him from writing a song called ‘Hurricane Donna’ and training the children to sing it during the visit of the Governor. This song was enlightening and well received. REFLECTIONS In July 1969, after serving some 25 years at the Kew Primary School and a total of 37 years of his life in education, Hubert decided to retire. Despite retiring, he continued teaching children privately, writing wills for people, settling disputes between family members, assisting persons with the administration of their properties and sitting on various boards. In 1972, he was one of the leading voices along with Ms Omeler, and Ms Jessie Campbell (two former head teachers in North Caicos, now deceased), agitating for a high school on North Caicos. They knew what children from North Caicos who attended the high school on Grand Turk experienced. They felt that it was time for North Caicos to have their own high school where their children could be close to their parents while receiving
their education. The trio went about garnering signatures from the community. Their efforts were not in vain. One year later, in September 1973, the North Caicos Junior High School opened its doors to 99 students and three teachers, with his daughter Hope James-Hamilton as the first principal. The school was later named after his predecessor in high school, Raymond Gardiner. It became a fully-fledged high school a few years later. Mr James was a loving, caring and kind man. He was devoted and passionate about education. As a head master, he had the distinct honour of meeting several administrators and commissioners of the Islands. He also served as Returning Officer in three general elections. He was also a Justice of the Peace. Mr James composed a number of songs for the children in Kew. Some of these include: ‘Welcome to Kew,’ ‘He thinks of me,’ ‘Sweetly sings the donkey,’ ‘Buy the Conch News’ and ‘The pelican’. Because of his stellar service, he was appointed to various government boards in the Islands. He was appointed as a Justice of the Peace in 1956 and reappointed in 1970. In July 1966, he was awarded The Queen’s Badge of Honour which was personally bestowed on him by Her Majesty during her visit to the Islands. In 1974, he was awarded The Member of the British Empire (MBE), in 1983 Notary Public, in 1984 The Kew Primary School was renamed in his honour Charles Hubert James Primary School. In June, 1997, he received an accolade from the Providenciales Native Men’s Fellowship for his outstanding work. Mr James can be described as a patriot. He dedicated his life to the education system of the Turks and Caicos Islands. He was not afraid to speak his mind as he represented the interests of those who were voiceless. He was a true example of a man who cared about the welfare of his students who he served with dignity and pride. Mr James’ life is a true tribute in one of the lines of the National Song ‘Our allegiance Turks and Caicos we pledge and we affirm’. He certainly pledged his allegiance to making the Turks and Caicos Islands a better place. Unfortunately, he departed this life on August 18, 1997, at the age of 81 years.

Why farm fish in the TCI?
Dear Editor, Experts are warning that global fish stocks are being depleted at “alarming” levels due to overfishing, pollution, habitat destruction and global warming. The Food and Agriculture Organisation (FAO) of the United Nations, which keeps global catch statistics, recently published data in the journal Science which grimly predicted that if fishing rates continue at the current pace, all the world’s fisheries will have collapsed by the year 2048 (32 years from today). New analysis shows populations of tropical species are plummeting and humanity’s demands on natural resources are sky-rocketing to 50 percent more than the Earth can sustain. The global fishing fleet is two to three times larger than what the oceans can sustainably support. At present, around 85 percent of global fish stocks are over-exploited, depleted, or fully exploited and as many as 40 percent of the world’s fishing grounds are now in waters
deeper than 200 metres. In other words, people are taking far more fish out of the ocean than can be replaced by those that are remaining. Last year, global fish consumption hit a record high of 17 kilograms (37 pounds) per person per year, even though global fish stocks have continued to decline. On average, people eat four times as much fish now as they did in 1950. An estimated 1 billion people depend on fish as their main source of animal protein and demand will only rise as the world population soars, and the population is soaring. The global population is growing at a breath-taking pace. In 1950 the world had a total of 2.5 billion people, a figure that had burgeoned to seven billion by 2012. According to United Nations estimates, this number could exceed the nine billion mark by mid-century. As populations increase, so too does the need for food. Fish CONTINUED

FOLLOWING the passage of hurricanes Irma and Maria back in September, the Turks and Caicos Islands Government (TCIG) received a $14.8 million and a $443,000 pay out respectively, totalling $15.2 million from the Caribbean Catastrophic Risk Insurance Facility (CCRIF). These disbursements are usually paid within two weeks following any catastrophic incident, and given that nearly two months has passed, the question bears asking: Where has the CCRIF money gone? The first clue was given when the premier stated during her recent ‘Expressions’ appearance that the money had been deposited to TCIG’s Consolidated Fund. Having the money deposited into that account causes several issues for the monies to be utilised for repair of critical government infrastructure and other recovery related expenditures. Any money deposited in the Consolidated Fund cannot be earmarked for any specific purpose such as a roofing repair programme, debris removal, infrastructural repairs etc. The Consolidated Fund is set up in a first come first serve manner; essentially whatever expenses are due first will be paid from those funds. In the absence of a recovery plan, it is safe to say that that money is all but gone by now. I would note here that TCIG spends on average $7.4 million a month on emoluments,
wages, and allowances; $3.7 million a month on hospital contracts and treatment abroad programme and $1.9 million a month on operating and maintenance expenses. This grave blunder can prove costly for recovery efforts as TCIG should have used the Development Fund which is specifically set up to receive money for specific projects and programmes as outlined in both the Disaster Management and the Public Finance Management Ordinances. This is important, because given the pre-storm revenue and expenditure projections, TCIG could have continued to meet its obligations even in a low revenue uptake environment. Based on the budget, the average monthly expenditure and revenue are $19 million and $22.8 million respectively. The TCIG at the last fiscal update reported upwards of $20 million in working surplus. It is required by the Public Finance Management Ordinance to have contingency funds which can be accessed by the Minister of Finance for urgent and unforeseen expenditure ie. in the aftermath of a storm. Note here that the TCIG could not have taken that great a hit in revenue, as September and October are considered slow months during the tourism season - as most hotels are closed annually for renovations at any rate. Also, at TCIG’s disposal is the reprogramming of the capital works programme which restricts you from issuing tender notices until moneys are in the bank for the specific
project. For instance, just think about this - do we really need an $850,000 promenade in North Caicos which largely benefits one MP and his immediate family members, rather than using it to repair schools in North and Middle Caicos? The icing on this cake is not only does our premier have to go to the Joint Ministerial Council (JMC) meeting with hat in hand to beg for UK funding for a recovery programme, but we have moved so slowly that the Haitian government has come to our aid with a donation of supplies comprising 630 generators, 1,000 sheets of plywood, 4,500 tarps, 2,000 sheet rock and 4,000 metal roof sheets. Think about that for a minute. The poorest country in the western hemisphere has spent more money to help us rebuild than our very own Government! An absolute crying shame! This Government needs to be transparent, come clean and let us know how they used the CCRIF money which could have bought us 30 times the amount of supplies than what we accepted from the Haitian government. We the public have a right to know. Unfortunately, we find the premier grinning in front of a camera and trying to bluff us. This poor management of funds and cavalier attitude most certainly cannot be tolerated any further, particularly when a large segment of our people are still hurting from the ravages of the two recent hurricanes!

FATS Domino is dead. Rock and roll inventor Fats Domino has gone to God, passing away at 89 years of age in his daughter’s home in New Orleans, USA. Domino was born in New Orleans, the jazz capital of the world, in 1928. Yes, Fats had Haitian roots and unwittingly fought ‘the solid’ Jim Crow south of the states. The solid racially divided south was the strong hold of the USA Democratic political party run by the likes of Governor George Wallace (D), Alabama, Governor Lester Maddock (D), Georgia and Senator Robert Byrd (D), West Virginia, a chieftain of the KKK. Fats Domino used his musical roots to overwhelm first the rhythm and blues

David is a retired mobile hydraulic engineer and business executive. He has been married to Middle Caicos native Yvette Robinson Tapfer for 27 years and has lived in Conch Bar, Middle Caicos, since 2002. David formerly served as branch chairman of the PDM from 2008 to 2011
charts of the 1950s. He then sold more pop records than Chuck Berry, Buddy Holly and yes even Elvis Presley in the early to mid-1950s. Domino’s rock recording of country song Blueberry Hill was his number one hit. The Domino band featured Fats at the piano, three saxophones, trumpet, bass and drummer. Set to a boogie woogie beat it appealed to the youth of the day which
included yours truly. The special piano bass fingering called ‘boogie woogie’ was created by pianist Pete Johnson, Albert Ammonds and others. It kept Fat’s left hand busy and provided the rhythm that helped the youth of my day move from the gymnastic jitterbug dances of 1940s swing music to the rock and roll of the 1950s. Interesting is that the Domino’s
chart busters appealed to white and black youths putting both on the dance floor together. The Reverend Martin Luther King spoke of Fats Domino’s contribution to the beginning of the breakdown of racial barriers his music started. Domino just pounded out the hits and in his peak years drove 30,000 miles a year making appearances. In one year the Domino band made 325 appearances. We identified with this music and my good high school friend Chuck was an expert on the boogie woogie piano left hand long before the electronic key board was invented. Our band, which we started in high school, had two saxophones, Chuck at the piano, a big bass and pink mother of pearl drum set. I had a solid body white mother
of pearl guitar with classic Fender amp. Our pink sport coats, white on white shirts, black bow ties and zoot suit black peg trousers set the stage for the jam sessions we put on in my hometown of Cleveland, Ohio. As our life moved forward our musical interests not only included rock, but also popular, folk, country, Hawaiian and all types of music. Our music students in Middle Caicos enjoyed a cross section of musical sounds. We hope all our music students keep this legacy alive. We encourage all of you to use your computers to sample Fats Domino’s music. What seemed like my youthful breakthrough can be rediscovered. Enjoy it my children!

Chamber of Commerce hosts business recovery expo BY DAISY HANDFIELD A BUSINESS recovery exhibition was hosted by the Chamber of Commerce over the weekend, where various businesses participated, showcasing their ability to recover after a major disaster. The initiative was held at Digicel’s main office on Leeward Highway in Providenciales on Saturday (October 28). Chamber of Commerce president Kyle Smith spoke on the initiative, stating that he was elated to see so many businesses supporting the
event. “The vendors are out here and we just completed the opening ceremony where we had presentations from the HE Governor, myself, as well as my vice-president and other members of the Government. “People are really excited to be out here supporting the local businesses that are here…,” he said. The event was geared towards providing information to business owners on how to adjust after devastation. Dr Bernard Young, presenter from Genesis Leadership Institute, said that attendees

discussed ideas on how to restore and build an even better Turks and Caicos Islands. He said: “We are specifically examining from a story of where destruction, mayhem and total obliteration of a people happened and how
leadership arose to revive, to build and restore that which was lost. “We are going to parallel some of the nuggets from that story and look at our most recent situation with hurricane Irma and the devastation created and see if we can cherry pick how to restore ourselves back to a position of resolve to build, and a position to reassess and to put back
what we have lost and to in fact, make it even better.” Dylan Czarnecki, owner and manager of Grace Bay Paint and Supply, stated that his businesses is new to the TCI, so it was a good venue for him to come out and learn skills to take proactive steps with his business. He said: “We have seen a lot of people come through with a lot of questions; there
have been some good speakers and a lot of presenters. “It is good to see people back and active and really supportive community from the businesses and everyone else.” Other businesses including TC Crystal Water and Digicel along with a number of other small organisations such as the Young Corporate Alliance were also in attendance.

is a widespread, affordable and healthy source of valuable protein. There is no question, therefore, that the global demand for fish will intensify in the future. When we consider that the amount of wild-captured fish has not increased in recent years, only one alternative remains; fish farming, or aquaculture, must fill the gap. Fish farming has become the fastest growing food production industry in the world and that could mean jobs for the TCI. Already, more than half of the fish we eat comes from farms - in China, it’s as high as 80 percent. While farming fish and other marine species offers an alternative to overfishing wild populations, aquaculture will need to triple or quadruple output by the year 2025 in order to meet the anticipated rise in demand for seafood and that could mean jobs for the TCI. No other food industry has shown such growth as aquaculture in recent decades and that translates to employment. Between 1970 and 2008, annual production worldwide increased by an average of 8.4 percent; much more than poultry farming and egg production, which have the second highest growth rates after aquaculture. In 2016 the TCI’s biggest neighbour, America, consumed over five billion pounds of seafood, or approximately 15.8
pounds of fish and shellfish per person (both wild-caught and farmed), according to the latest data collected by NOAA. The US continues to be ranked the third largest consumer of fish and shellfish behind China and Japan. Over 90 percent of the seafood consumed in the United States of America in 2016 was imported from abroad, primarily from China, India and Vietnam. America’s aquaculture industry currently supports only five percent of the US seafood demand, producing primarily oysters, clams, mussels, and some finfish, including salmon. The world’s third largest consumer of seafood, the USA, is only 575 miles from the clear, clean, pristine waters of the TCI where every week more than 100 jumbo jets depart for major cities in the United States, Canada and the UK with nearly empty cargo holds because the TCI exports almost nothing. The US Consumer Price Index (CPI), is a measure of economywide inflation in America. The current fish and seafood price level is up from one year ago and is expected to continue rising in 2017 and beyond. Why farm fish? Food security for the TCI, living-wage jobs and financial diversification of the economy. Richard Berke

Freud said: “Anxiety is the price we pay for civilization.” Friends, after the passage of such devastating hurricanes that caused so many damages in assets, it is hypothesised that several cases of posttraumatic stress disorder (PTSD) will be surveyed in the TCI. Your employees are not different. Be mindful that you may experience depression, stress, and anxiety in both employees and customers alike at the workplace. Therefore, it is strongly advised that the business community implements ‘psycho-support programme’ in the workplace. Don’t be afraid to invest in your employees’ well-being, because it will be rewarded with four-fold advantages. World Mental Health Federation held an expo this year in the Bahamas under the theme, ‘Mental health in the workplace.’ Dr Thompson famously said to the gathering, “A $1 investment in the treatment of depression or anxiety leads to a return of $4 in better health and the ability to work.” Now that you know the importance of your employees’ mental health, let me tell you about another key element that maintains the operation
of your business. Motivation is one of the most crucial elements of an organisation that maintains its operation. This element drives people to get the work done in the best possible way. Motivation is given a high consideration because it influences every fragment of the organisation. No organisation can function without people. It cannot be successful without the contributions of the employees working collectively toward the same goal. However, motivating people can be one of the most problematic tasks for every administration. First of all, every worker in the company is a distinct individual. Secondly, like any person, each employer has his or her own needs and beliefs. Therefore, managers have a crucial role in intensifying ways to set a proper environment for everyone to feel comfortable to exercise their duty. One of the prime queries, which is constantly being posed by the majority of the managers is, how to motivate a worker in order to be productive in the workplace and to establish a safe environment within an organisation? Dr John Maxell answers the question in his five - levels of leadership model. He maintains, “There was a time when people used the term leadership and management interchangeably. “But now, most people recognise that there is a significant difference between the two. “Management is at its best when things stay the same. Leadership deals with people and their dynamics, which are continually changing.” The challenge of leadership is to create change and facilitate growth. That’s why, if your business is to
recover, you need to shift from being managers to dynamic leaders. Employers, in this crucial time in the history of business in our country, you must be mindful that to have a healthy and thriving business; there must be healthy symbiotic relationships in the context of CEOS. I am not referring to the chief executive officers; I am talking about the customers, the employees, the owners and the suppliers. This depicts the ideas that if you don’t meet the needs of your customers, someone else will. The same principle is true with employees, if their needs are not met, there will be depression, anxiety, low morale, low trust, and low commitment, resulting in low productivity. Let me take this a step further. The stockholders have a genuine need to get a fair return on their investment, and so, if the needs are not met, then, the organisation is in serious trouble. Equally, the same relationships principle is valid for vendors or suppliers whether it be parts, services, or funding to operate the organisation, if their needs are not met, there will be a complete shutdown of the business. Let me conclude to say this; effective leaders understand this simple principle. People are the ultimate resource to any organisation. UN advises Caribbean nations to adopt disaster risk management BY OLIVIA ROSE INTEGRATING disaster risk management into development policies will minimise damage and loss incurred from natural disasters. This is according to a timely publication released by the UN Economic Commission for Latin America and the Caribbean (ECLAC), following on the heels of hurricanes Irma and Maria, which devastated several Caribbean islands during the last few months. Against this backdrop the publication is urging countries to adopt the concept and practice of reducing disaster risks through systematic efforts to analyse and manage the causal factors of disasters.
The publication is particularly apt for the Turks and Caicos Islands since the territory recently suffered some 79.6 percent damage to its housing stock and critical infrastructure during the passage of hurricane Irma. ECLAC further underscored the importance of countries incorporating these practices to mitigate exposure to hazards while lessening the vulnerability of people and property when disaster strikes. These disaster risk management strategies will also ensure there is wise management of land and the environment, and improve preparedness for adverse events. According to ECLAC, disasters have more significant effects and impacts in developing countries than in developed countries.

On average, the cost of a disaster in low-income countries is equivalent to one percent of the Gross Domestic Product (GDP), while in high-income countries it is reduced to 0.25 percent. Consequently following a disaster, Caribbean countries face a potentially greater setback in the economic and social improvements achieved in recent years. ECLAC’s policy brief outlines several indicators that can be used
to assess the integration of a Disaster Risk Management strategy in the development policies and strategies of the countries of the region. Building on ECLAC’s extensive experience in the area of damage and loss assessment, accrued over the years by virtue of its continued support to countries in Latin America and Caribbean, the publication used information elicited from five member states of the Caribbean Development and
Cooperation Committee (CDCC), namely the Bahamas, Belize, Dominican Republic, Haiti and Jamaica. Premier Sharlene Cartwright Robinson recently disclosed that a team from UN ECLAC recently visited the Turks and Caicos Islands and is expected to return this week to present the territory’s economic damage and loss assessment following the two major hurricanes.
TCI team attends first inter-territorial conference on child safeguarding A TEAM of four from the TCI recently jetted to the UK recently to attend the very first Inter-Territorial Conference for British Overseas Territories on Co-Operation in Child Safeguarding. The group included Deputy Permanent Secretary for Home Affairs, Bridgette Newman, Deputy Director of Social Development, Ashley Adams, child safeguard lead for the police, Assistant Superintendent Irene Butterfield, and child safeguarding adviser Samantha Dunn The conference was held at the Foreign and Commonwealth Office from October 16 to 17 and saw participation from key stakeholders across a number of territories. In November 2016, a Memorandum of Understanding was signed by governments of the British overseas territories and the government of Great Britain and Northern Ireland to facilitate the joint sharing of information for the purpose of more effective safeguarding of children. The vision was birthed by the Government of the Falkland Islands. A steering committee was subsequently formed and the MoU was put into practice through four projects that were each led by a

territory. The conference facilitated the presentation and focused discussion of the projects, and discussion of detailed measures to change the way the OTs work together in sharing information when children in need and risky adults cross each other’s borders. Attendees also discussed when people are recruited to roles working with children and when courts need to address the differences between
legislative provisions for children when alternative care is provided for those in need and at risk. Additionally, the conference sought to forge and further consolidate links with UK safeguarding agencies, take advantage of London’s location to hear speakers in relevant disciplines, afford the opportunity for discussion and shared problem-solving in a highly complex and sensitive area of policy in challenging OT contexts
and consider presentation of progress to Joint Ministerial Council/set future priorities under the MoU and Roadmap into 2018. The conference began with an opening address by Peter Judge, former Attorney General for the Falkland Islands and the lead drafter of the MoU and Roadmap. Delegates then engaged in an intense two days of presentations and discussion of the tabled projects, all of which gave participants an
opportunity to share the progress of individual territories and learn from each other. Participants from the TCI were particularly pleased to hear of the progress being made in the area of child safeguarding. They are currently in the process of developing a National Action Plan and Working Together in Turks and Caicos Protocol, which is due to signed by the end of the month. The report of progress made by territories so far will form a part of the agenda for the next Joint Ministerial Council meeting to be held in the United Kingdom in November of this year. It will be attended by the Minister of Home Affairs, Transportation and Communication, Vaden Delroy Williams. While in the United Kingdom, the team visited a Secure Care Centre in Manchester where young males between the ages of 10 and 17 are placed by the courts for rehabilitation. They also visited a Multi-Agency Safeguarding Hub which aims to improve the quality of safeguarding decisions by improving access to information about children, young people and their families.

Durham is TCIG’s new senior quantity surveyor BY OLIVIA ROSE THE GOVERNMENT has appointed Dominique Durham as the new senior quantity surveyor within the Ministry of Infrastructure, Housing and Planning. According to a release from the Government, Durham in his new post will be responsible for preparing tender and contract documents, including bills of quantities and cost estimates and will undertake feasibility studies and cost analysis for repair and maintenance project works. He will perform risk, value management and cost control management in response to commercial risks and will serve as a member of the TCIG Project Management Team. Commenting on this appointment Anya Williams, Deputy Governor and Head of the Public Service, said: “It is with great pleasure that I take the opportunity to officially welcome Mr Dominique Durham to the Turks and Caicos Islands civil service. “When this post became available having at the same time read of Mr Durham’s successful RICS accreditation and other accomplishments, I immediately contacted him and told him that it was time for him to return home! “He was in Malta at the time working on a multi-million dollar project that far outweighs many of the projects here in the TCI, but I am pleased that his love and devotion to country steered him in the right direction and was a factor in his decision to return to the Turks and Caicos Islands and to join the civil

service. “As the senior quantity surveyor within the Ministry of Infrastructure, Mr Durham will be an invaluable member of our Project Management Team and has already proven to be so as he took up employment on September 4, 2017, just a few days ahead of hurricane Irma and has been heavily engaged since then in carrying out damage assessments and costing for our Government estate. “We are pleased to have him as a member of our team and look forward to great results from him.” Durham is a former student of the British West Indies Collegiate where he graduated in 2007 with 10 IGCSE’s and in 2009 with three A Levels in mathematics, geography and business studies. He holds a Bachelor’s Degree (First Class Honours) in Quantity Surveying and Commercial Management from the University of Greenwich (2012), a Master’s Degree in Quantity Surveying from the University of South Bank (2015) and in November 2016 was elected a professional member of the Royal Institution of Chartered Surveyors (RICS). He began his career as a site labourer with Swann’s Construction in 2006 and then as a part time trainee quantity surveyor with the HAB Investment Group from 2007 to 2012 while he pursued his studies in the United Kingdom. Durham on completion of his Bachelor’s Degree took up employment in 2013 as an assistant quantity surveyor at Bouygues in the United Kingdom before being
promoted to the role of quantity surveyor in October 2015, a role he held until March 2017 when he took up employment as a surveyor at CBRE Limited in the United Kingdom. He served as a member of the Cost Consultancy Department which was responsible for advising lending institutions on projects in the range of £60 million to £400 million. Durham commenting on his appointment said: “I am pleased that the Turks and Caicos Government has acknowledged my most recent accomplishments and experience and has considered me for this appointment. “I am very confident about the role and believe that I am fully equipped with the necessary skills and expertise for the given tasks. “More importantly, I feel proud to be back home as a valuable asset to the Turks and Caicos Islands. “My appointment could not have been more perfectly timed as the past few weeks have kept me very busy and I am excited to be a part of rebuilding the Turks and Caicos Islands post hurricanes Irma and Maria. “With the majority of my experience gained internationally, I am furnished with a lot of innovative thoughts, procedures and best practices that will assist in revamping the industry and the way things are done here in the Turks and Caicos Islands. “My hope is to accomplish implementing the aforementioned that will hopefully contribute to a construction industry that is safe, efficient, dispute free and modernised in order to compete internationally.”
Iris Stubbs students receive donation of school supplies BY DAISY HANDFIELD STUDENTS of Iris Stubbs Primary School in South Caicos were the recipients of a donation of school supplies this weekend. It was part of an annual gesture from the Grace Bay Club Community Foundation, which aims to increase charitable and community initiatives throughout the Turks and Caicos Islands. Members of the foundation travelled to South Caicos over the weekend to formally handover the supplies to representatives of the school. Sheba Wilson, director of human resources for the Grace Bay Club, said that the annual initiative is normally scheduled for September, but due to the two recent hurricanes it had to be postponed.
“I think it is no more than a fitting time for us to be able to give back to the students of the Iris Stubbs Primary School, especially in the face of such tragedy and significant loss for them.” Earleen Elliot, principal at Iris Stubbs Primary School, thanked the foundation for their generous donation. She added that in an effort to help the youngsters cope with loss from the hurricanes, the students have been engaged in the UNICEF’s Return to Happiness programme. “We began by having them draw, sing and just tell us about what their experiences were during the storms. “They inspired us. Some of the drawings were graphic and some were coming from a happy place. “So for those of us who received

damages, we were encouraged by just listening to the children, interacting with them and being able to associate with their challenges and our owns at the same time… we

In the Pink, a powerful and inspiring event, was created nine years ago to honour breast cancer survivors, raise awareness about steps people can take to reduce the risk of getting breast cancer, and raise money to assist those locally who require additional assistance with extensive treatment. This free entry pink affair promises to deliver a delightful night of bonding, incorporating fun activities, music, food and drinks, and will especially excite the ladies with a fabulous array of fashion including new and gently used designer clothing, accessories and shoes. Hostesses Mary Lou VanderHeide, Foluso Ladejobi and Josephine Connolly work diligently annually to convert three suites into a shopping paradise with loads of items to satisfy every taste. A press conference was held at The Palms in Providenciales on Tuesday (October 31) to discuss the
lineup for this year’s event. Rosemary Jolly, president of the National Cancer Society, explained that most of the nonprofit’s fundraising events for this year have been cancelled, so she is encouraging residents to show as much support as possible for In The Pink. She also added that some of the funds raised from this year’s event will go towards providing gifts for children from government primary schools throughout the territory. “We are asking of you to wholeheartedly support In the Pink because we have decided to share the funds with the National Cancer Society and with the children, by way of giving gifts for Christmas to all of our government primary school children. “I think that this touches the heart of the Turks and Caicos on a whole when you give back to the children. So this is what we want to do this year.” In 2016 In the Pink raised just over $50,000 for the National Cancer Society. New voters’ register to be published in March 2018 THE TURKS and Caicos Islands’ Register of Electors is being updated and a new register will be published on March 31, 2018, according to Supervisor of Elections Lister Dudley Lewis. People who are not on the current register but who wish to be included in the new one will have until November 30 to contact the Elections Office with the relevant documents. Registration for the Register of Electors is an ongoing process, and
in accordance with the Elections Ordinance an updated register is due on March 31 every year. Lewis is focusing particularly on those who have turned 17 since March 1, and those who are over 18 and did not apply to join previous registers. He said: “Eligible voters on the present Register of Electors do not need to reapply to be included in the new one. “They will be automatically included unless they notify the
Elections Office that they have changed their name or place of residence, or no longer meet the eligibility criteria. “This includes being resident in the Turks and Caicos Islands for at least 12 out of 24 months.” The elections supervisor said his office will await the approval of applicants of TC Islander status by the Ministry of Border Control and Employment Services before adding names to the list. Potential new electors should
complete the required voter registration application form and those who have already obtained a status card, but did not submit application forms are encouraged to prepare and submit it during this process. Lewis added that if people do not register their names they will not be added to the preliminary list or register for 2018. Application forms for inclusion on the TCI Register of Electors can be collected from the temporary
Elections Office located at the Strategic Policy and Planning Unit, South Base, Grand Turk, the Elections Office, Butterfield Square, Providenciales and the District Commissioner’s Officers in Salt Cay, South Caicos, Middle Caicos (Conch Bar) and North Caicos (Bottle Creek). TCI joins Freemasons for 300th anniversary celebrations FREEMASONS from around the world this week gathered at the Royal Albert Hall in London to celebrate the culmination of the United Grand Lodge of England’s (UGLE) tercentenary. On Tuesday (October 31), representatives from the districts lodges of the Turks and Caicos Islands and the Bahamas were in attendance at the celebrations. The historic occasion saw more than 3,900 Freemasons from Provinces, Districts and other Grand Lodges from around the world present. It has been 300 years since four lodges met at the Goose and Gridiron Tavern in St Paul’s Churchyard on St John’s Day, June 24, 1717, to establish the world’s first Grand Lodge. The celebrations at the Royal Albert Hall were the high point of a year-long programme of varied events which have taken place throughout the Provinces and Districts. This important milestone has
been embraced with services of thanksgiving at cathedrals, car rallies, family fun days, balls and banquets and music concerts, while UGLE gave a film crew unique access to the people and traditions behind Freemasonry to make a five part documentary. The event at Royal Albert Hall highlighted who Freemasons are and what they have done, and included addresses and processions, professional musicians and performers and a lavish theatrical extravaganza. Attendees included UGLE’s Grand Master, HRH The Duke of Kent, HRH Prince Michael of Kent, HRM Otumfuo Osei Tutu II and HE John A. Kufuor. The event was also live-streamed to wider audiences at UGLE’s headquarters at Freemasons’ Hall in Covent Garden, London. Back to school woes PICTURE this: Summer is going well, you are enjoying time spent with the children as they are out of school. One day you look at the calendar and realise it is September, the month that school gets back in. You realise that supplies are needed for your children, books, pens, rulers, erasers, uniforms, and the list goes on. You run to Kishco only to find nothing in stock. You rush over to Business Solutions only to realise the type of pencils they sell aren’t the type needed for the school year and the tailors are bogged down by countless uniform requests. You decide that flying away to Miami for a few days to gather some materials might be a good idea and realise that the ticket is either too expensive or booked out due to, oh yes, that’s right, Irma and Maria! Stress would not be the word to begin to explain how some of us may feel when it comes to dealing with and managing stress, even two months after such disasters. Here are some tips that parents and even students can use to deal with the stress that comes from situations like these in life. 1) Plan for the best and the worst outcome. In the weeks leading up to the start of school, your children and teens can begin to
exhibit tell-tale signs of anxiety. This could be for various factors including grades pressure, social pressure, and more. One way that parents and caregivers can help their children to reduce stress and anxiety is sit down and plan out the best way to handle certain situations that may arise when children and teens are in school. According to Brian D Johnson PhD and Laurie Berdahl, MD, when interviewing numerous 13-year-olds entering a new year in secondary school, students provided an extensive list of worries they had for the new school year which included fears of being bullied, sexual pressures, and even sports pressures in high schools that place a major importance on sports teams. Ironically, the children interviewed were all middle-class students with supportive family members who benefited from group discussions that allowed for them to brainstorm plans of action when it came to such anxiety-inducing pressure. Though the anxiety may not completely go away, the goal is to reduce it so that children readily enter the new school year prepared for what may come. When parents and caregivers provide the level of environment and

our District to London to attend this significant milestone in the history of Freemasonry.” He added: “In the Bahamas, Freemasonry is recorded to have been present from as early as 1750 in the form of Military Lodges. “From these early Lodges, we have our two oldest active Lodges - Royal Victoria Lodge which was consecrated in Nassau in 1837 and Turks Island Forth Lodge which was consecrated in 1855 in Grand Turk. “Today, our District has grown to 12 Lodges with three Lodges on Grand Bahama, one on Abaco, four on New Providence, one on Long Island, one on Providenciales and two on Grand Turk.” There are around six million Freemasons worldwide, over 200,000 in the UK and a few thousand in the Bahamas and the Turks and Caicos Islands. Freemasonry is one of the world’s largest non-religious, non-
political, fraternal and charitable organisations, and its symbolic origin lies in stonemasonry. The United Grand Lodge of England (UGLE) is the governing body of Freemasonry in England, Wales, the Isle of Man and the Channel Islands (and some Districts and groups of Lodges overseas). A key aim of Freemasonry is to ‘make good men better’ and it does this by teaching moral lessons using symbols and allegory. The fundamental principles of Freemasonry are brotherly love, relief and truth. The popular theory is that Freemasonry evolved from the guilds of the stonemasons who built the great cathedrals and castles of the Middle Ages. The All-Seeing Eye is one of many Masonic symbols and acts as a reminder that a Mason's thoughts and deeds are always observed by a higher being.

Ever heard of the saying ‘hearing is a biological function, however listening is a learned skill’? It is true. Sometimes it is easy to hear what someone is saying, but because we are not actively listening to what they have to say we miss out on how they are feeling and truly trying to express. Especially when it comes to stressful concerns that children have towards school, it is important that parents, caregivers and even teachers take time to listen to their children’s concerns. Whether this is done in a group discussion or one-on-one, depending on the personality and comfortability of the child or teen can make a difference in how they perceive guidance and help from others during such stressful times in school. Johnson and Berdahl further contend that listening to understand versus listening to judge is a strong predictor of a stronger relationship between child and adult that can truly make a positive difference during the tough adolescent years. 3) Learn about and practice destressing tools. It is important
to state that not all stress is bad stress. We all need some levels of stress whether that be to finish a term paper, complete chores, or to get up early for a work presentation. However, when stress levels are too high, it can take a toll on us especially children and teens. Research shows that there is a high correlation between high levels of stress in students at the beginning of the school year than there is before and throughout the school year. Because of this, learning about and teaching de-stressing tools can help teens to reduce and monitor their stress levels about school. According to Melanie GreenBerg PhD, who studies the adaptation of the mind to new environments and trauma, contends that these three destressing tools can be significantly beneficial in the reduction of stress that children and teens face: i) reframe the way we think about the situation, ii) change the time frame, iii) accept and label negative emotions. When children and teens learn ways to reframe positively, for example, their view of the situation, realise that their pace may be faster, slower or on average as others as well as accept the reality of tough situations at school, such as bullying or failed examinations, in addition to the negative emotions that can come with this, this is where resilience

grows and mental health increases. This can only really be done when communication is made and maintained throughout the school year with parents, caregivers, teachers and students alike. FINAL THOUGHTS Stress is something that we all will go through periodically throughout our lives. Though this is true, we all have our ways we have dealt with and continue to deal with stress whether it is the most effective method or not. Specifically, when it comes to the levels of stress for children and teens, identifying stress triggers is important to find the right tools and interventions needed, so their experiences are not thwarted due to uncontrollable feelings of stress. As mentioned before, it is important for parents, teachers, and caregivers to provide opportunities for children and teens to have an open line of communication when it comes to concerns of stress as it can affect their mental health. Dominica suffered hurricane damage of around US$1.3B – assessment AN international assessment has determined that Hurricane Maria inflicted around US1.3B worth of damage on Dominica in September. Prime Minister Roosevelt Skerrit and World Bank Vice President Jorge Familiar met this week in Dominica to discuss the initial findings of the Post Disaster Needs Assessment and the World Bank support for resilient recovery and reconstruction, according to a joint release from Dominica and the World Bank. The visit, following the high-level Caribbean roundtable in Washington on October 13, signals the World Bank’s continued commitment to fast track aid to Dominica in building back better following the Category 5
battering by Maria, the release said. A World Bank team was deployed to Dominica to assist the government in assessing the damage and to start planning the reconstruction. As part of the hurricane response, the release said that the World Bank is preparing a financial package of over US$100 million for Dominica to provide immediate support to farmers, rebuild resilient public infrastructure, bolster resilience, and help promote financial buffers. “In the face of a disaster such as the one faced by Dominica where every small town, every street, every person has been affected, recovery requires support from all partners for reconstruction and resilience”, Familiar said.

World Bank Approves US$35 Million for Clean Energy and Improved Electricity Access in Haiti THE World Bank has approved two grants totaling US$35 million to improve access to electricity for more than two million Haitians, and to scaleup investments in renewable energy in underserved rural and urban areas. “Haiti has significant untapped sources of renewable energy”, said Anabela Abreu, World Bank’s Country Director for Haiti. “The country is taking an important step in creating the enabling environment for private investors and in boosting access to electricity. The World Bank Group will continue to support the
country in providing sustainable renewable energy to increase access for families, businesses and community services in underserved areas, diversify its energy mix, and reduce electricity cost.” Renewable energy sources such as solar, hydropower, wind and biomass, and off grid electrification have great potential. Over five million people could be reached through solar photovoltaic (PV). Yet, only one in three Haitians has access to electricity and access is very limited in rural areas.
BRITAIN will now be able to spend official development aid on hurricane hit-islands, like the Turks and Caicos Islands, after changes to international rules agreed in Paris. During this year’s hurricane season the UK government was not able to release funds to its Caribbean territories as they were deemed too rich. But the body that sets rules on aid said money could be spent when catastrophic humanitarian crises hit. The international development secretary described it as a “real step forward”. The Organisation for Economic Cooperation and Development (OECD) ruled on Tuesday that aid could be used for short-term help for middle-income countries. Under current OECD rules, some of the small island nations in the Caribbean that were hit by Hurricane Irma last month were unable to receive official development assistance - known as ODA - because their national incomes are too high. The OECD’s development assistance committee (DAC) rejected a UK plan for small island states

But there was controversy after it was revealed that Britain’s £13bn aid budget could not be used to help repair the islands. All three had gross national incomes higher than the benchmark set for countries to be eligible for ODA.
Davis ‘will encourage more women into frontline politics’ THE Progressive Liberal Party’s newly elected leader will give women the encouragement they need so more of this demographic enters politics, former PLP MP Philip Galanis believes, adding the rough nature of the profession deters many women from entering. “Brave will provide women with the encouragement to come forward,” Mr Galanis said Wednesday, as he acknowledged the need for more female political participation in the Bahamas. Mr Galanis spoke at a Rotary Club of South-East Nassau meeting, where he was asked by a member about his views on the small number of women that ascend to top posts in the PLP. Mr Galanis replied: “The bench with women is deeper than you think – there are lots of women who are interested in politics, they have just not been provided with the encouragement to come forward.” Speaking to The Tribune afterwards, Mr Galanis elaborated: “Generally you don’t find women are inclined to get involved in politics because I think of the rough and tumble of it all, and you need to have very thick skin. So what has to happen is that more and more women need to be encouraged to

Glenys Hanna Martin, the first woman to challenge for the PLP’s
leadership position, was soundly defeated by Mr Davis in a leadership race on Wednesday. Despite his interest in more women entering the political fray, Mr Galanis supported Mr Davis for the PLP’s top post. Mr Galanis made it clear that while he has a “very high regard” for the Englerston MP, he supported Mr Davis because he is “best suited to rebuild, restructure, rebrand and re-engineer the PLP and restore the Party to its former glory days.”

Williamson replaces Fallon as UK’s defence secretary CHIEF Whip Gavin Williamson has been appointed as the new defence secretary after Sir Michael Fallon’s resignation. Sir Michael quit on Wednesday saying his past behaviour may have “fallen short” of the standards expected by the UK military. He became the first politician to quit following recently revealed claims of sexual harassment in Parliament. Mr Williamson has been replaced as chief whip by his former deputy, Julian Smith. In that role Mr Smith will be in charge of enforcing party discipline in the Commons, and his deputy will be Tatton MP - and former GMTV presenter - Esther McVey. BBC assistant political editor Norman Smith said Mrs May’s decision to move her chief whip at such a difficult time had come as a surprise to many people. HOLDING another referendum on Brexit would be the most “divisive” moment in British politics for more than 100 years, Lord Hague has said. The former foreign secretary warned of the risk of a “hatefilled” campaign if the government attempted to revisit the issue and tell people “they were wrong” when voting to leave in 2016. He said he would be “more likely” to vote leave if there was another poll. “You can’t go around in circles. We have to stick to the decision.” Speaking on BBC Radio 4’s Today programme, he said the UK’s negotiations with the EU had taken a “fairly predictable” course up to now and it was incumbent on both sides to try and secure a breakthrough.

Tunnel collapse at North Korea nuclear test site may have killed 200 workers: Japanese media A TUNNEL collapse at North Korea’s nuclear test site in September may have killed more than 200 people, according to Japanese media. The tunnel collapsed at the Punggye-ri nuclear site on approximately Sept. 10, days after North Korea’s sixth atomic test, unnamed sources informed TV Asahi. The collapse affected about 100 workers, the Japanese broadcaster said, but a second collapse likely killed an additional 100 people during a rescue mission. On Sept. 3, North Korea performed its most powerful nuclear test. Analysts estimated the regime had detonated a thermonuclear device at least 17 times the size of the American bomb dropped on Hiroshima in 1945, enough to create a magnitude-6.3 tremor. The U.S. Geological Survey recorded a second event after the detonation, according to the BBC,

Scientists have warned these tests could cause Mount Mantap, the 7,200-foot-high peak that hosts North Korea’s nuclear tests, to collapse. Catalonia crisis: Spain’s prosecutors ask for eight leaders to be jailed PROSECUTORS in Madrid have asked for eight sacked members of Catalonia’s regional government to be jailed over their role in October’s disputed independence referendum. Nine Catalan officials testified at Spain’s high court over accusations of rebellion, sedition and misuse of public funds. Ousted Catalan leader Carles Puigdemont and four others disregarded a summons. The deposed leader, who is in Belgium, said the trial was “political”. Spain has been gripped by a constitutional crisis since the referendum was held on 1 October in defiance of a constitutional court ruling that had declared it illegal.
Last week, Spanish Prime Minister Mariano Rajoy imposed direct rule on Catalonia, dissolving the regional parliament and calling snap local elections for 21 December. This came after Catalan lawmakers voted to declare independence of the affluent north-eastern region. The Catalan government said that of the 43% of potential voters who took part in the referendum, 90% were in favour of independence. Prosecutors asked the high court judge to jail eight of the nine members who turned up for questioning. Those included sacked deputy leader Oriol Junqueras, Interior Minister Joaquin Forn, foreign affairs chief Raül
Romeva and spokesman Jordi Turull. The ninth, Catalonia’s former business minister Santi Vila, should be granted a €50,000 ($58,000; £44,000) bail, prosecutors said. He resigned before the Catalan parliament voted for independence on Friday. The Catalan leaders are yet to be formally charged. They were accused of rebellion which carries a maximum 30-year jail term - as well as sedition and misuse of funds. A judge will decide whether the officials should go to jail, pending an investigation that could potentially lead to a trial. The judge can also grant them conditional bail and order them to surrender their passports.
U.K. hikes interest rates for first time in 10 years UK’s interest rates are doing something they haven’t done in a decade: Going up. The Bank of England hiked its key rate on Thursday from a record low of 0.25% to 0.5%, a shift that economists widely expected. It’s the first time the central bank has increased the cost of borrowing since 2007, but many analysts fear the move
may yet be premature. Britain’s economy has struggled to move out of first gear following the Brexit referendum in June 2016. Unemployment has continued to fall, but a sharp drop in the value of the pound has hurt consumers by making imported goods more expensive. Wages have also been squeezed and the housing
market has slowed. Higher interest rates will benefit savers, who have for years seen paltry returns on their deposits. But it will also make borrowing more expensive for consumers who are already facing tighter household budgets. The worry is that hiking rates too early will cause economic growth to slow further.

RESPONSIBILITIES:

SUMMARY OF RESPONSIBILITIES:
Reporting to the Bar Manager, responsibilities and essential job functions include but are not limited to the following: • Consistently offer professional, friendly and engaging service • Maintain a professional but engaging interaction with Resort’s guests and colleagues. • Assist guests regarding all beverage menu items in an informative and helpful way • Mix drinks and control the beverage stock as per guidelines • Extensive knowledge of beer, wine and spirits • Have full knowledge of beverage lists and promotions • Have full knowledge of all menu items, garnishes, contents and preparation methods • Follow outlet policies, procedures and service standards • Follow all safety and sanitation policies when handling food and beverage • Other duties as assigned
QUALIFICATIONS:

Former Cayman Islands football official sentenced to federal prison in US COSTAS Takkas (61), the former general secretary of the Cayman Islands Football Association (CIFA), has been sentenced to 15 months in federal prison for his part in the FIFA corruption scandal, according to reports coming from the US. He worked as Jeffrey Webb’s attaché when the former CIFA president was also vice president of FIFA. Takkas, who pleaded guilty to one count of money laundering conspiracy, played a relatively minor role in the massive football scandal compared to Webb, helping to launder $3 million in bribes his boss took during his time
at the helm of CONCACAF Takkas has already served some ten months in custody when he was held in Switzerland after his arrest in May 2015 and his lawyers were hopeful he would actually serve no more than a few weeks in a US prison. The court also ordered him to pay $3 million restitution, along with Webb, who pleaded guilty in November 2015 to much more serious charges and who
is expected to be sentenced in January. “It was a massive fraud,” said Judge Pamela Chen, who heard the case. “This is a serious crime.” Takkas was born in Cyprus and holds both dual UKGreek nationality but he lived in the Cayman Islands, and is understood to have Caymanians status and will likely be deported back there after he is released. While he was living in Cayman he became involved in local football, and was working with Webb when he soared to dizzy heights in international football administration.

At a FIFA Council meeting in India last Friday the local FA president was appointed to help administer a newly created body, the FIFA Foundation. Bien-Aime, FIFA’s President Gianni

Mann set to represent TCI at Youth Sailing World Championships NATIONAL youth female laser champion Grace Mann is set to represent the Turks and Caicos Islands next month at the Youth Sailing World Championships in Sanya, Hainan Island, China. The 16-year-old will be the second TCI representative to participate in the prestigious tournament, following in the footsteps of Daniella Douglas in 2015. At the one-week championships, the teenager is expected to compete in the women’s laser radial against participants from 40 other countries. Grace’s mum, Krys Mann, who is set to travel as support told the Weekly News that: “Grace will be one of the younger competitors. Most countries’ representatives will be 18 and many will be in college. We are hoping this event will be a good learning experience. If she does well at the TCI National Championships (December 2 and 3 in Provo) then she can go to the Youth World Championships next year in Texas and will be more competitive.” To gain selection for China, Mann was impressive at the World Sailing Emerging Nations Clinic in the Dominican Republic in August. “Each country decides their representatives so she won last year’s nationals, but she also had to participate in the Emerging Nations Clinic to show she is at the level of

anniversary of Sir Durwood Knowles the first Bahamian sailor to win an Olympic gold medal. Mann was the lone female and one of the youngest participants in the Laser Class. She finished seventh overall (14 participants).
Former TCI coach Keir Clarke won the event. The BWIC student, Brown (the youngest in her fleet) finished as the second best female and 11th overall (22 participants) in the Blue Optimist fleet.

Scott wins class, just miss pro card DENIQUE Scott just missed going pro after an excellent performance at last month’s Ben Weider Legacy Cup IFBB Pro Qualifier in Toronto, Canada. The Canadian based TCI bodybuilder won his class, the Men’s Physique A (170 cm and under), and finished third overall. However, only the top two finishers became professionals. Scott, a former national athlete, has been sensational in his first bodybuilding season having won his class four times and overall competitions twice. IMPROVEMENTS
The former Saint Mary’s University student told the Weekly News that he worked with his coach, Mr. Canada 2017, Jonathan Shreve, to improve his body. “I had my eyes set on the international stage and after 11.5 weeks of dieting and training with coach Jonathan Shreve every step of the way we managed to make overall changes while keeping the focus on bringing up weaker points in the back and shoulder areas.” The 26-year-old said that posing and stage presence were major components that he and his coach also worked on.
PLEASED WITH THE OUTCOME “This was my 1st International show and am pleased with the outcome. I won my class, battled in the overall where I missed out on the pro card. This win means a lot to me! Considering that I’ve only been competing in the sport for less than a year and accomplished what I have... It just means I got a little bit more to do and I’ll be a professional athlete (bodybuilder) in due time.” Scott’s intends to rest for the remainder of the year and get back on stage in 2018.
