Mark Fulford needs to stop spreading falsehood – PDM leader addresses recent allegations made by Fulford against Ralph Higgs BY DAISY HANDFIELD THERE are so many things that Mark Fulford could be speaking to, rather than spreading falsehood and showing people that he is not abreast with the law, under which he practices, or running his candidacy, said PDM Leader Sharlene Cartwright-Robinson. This was the Leader’s response to a recent allegation made by the PNP North and Middle Caicos candidate, Mark Fulford against PDM North and Middle Caicos candidate, Ralph Higgs. Fulford alleged that Higgs stole school supplies from his office,
during a recent visit. The subject resurrected during a press conference at the PDM headquarters in Providenciales last Wednesday where one of the media houses asked the PDM Leader whether or not the issue between the two candidates was resolved. The Leader’s response was that it was not something that needed to be resolved and that it was not a major issue, like Fulford purported it to be. She said: “The North Caicos incident was blown out of proportion and we are learning in the Turks and Caicos Islands that Mark Fulford does not like truth. “We know that his eyes are set

on leadership of the party that he is running in and certainly I believe that he is trying to make national headlines, but he is certainly doing it in the wrong way. “I would like to say to him that if he wants to become leader; if he wants to capture headlines; go ahead and find issues that people are not talking about and in fact, that may be hard pressed because the Opposition has been dealing with all of the issues. “This is a different league and he has to behave as if he is in a different league and he has to get it right. If he does not, I really believe that the leader of his party must certainly set him in the right direction.”
PEOPLE in the Turks and Caicos are hesitant to provide Crime Stoppers with tips that could help put some of these criminals behind bars, said Rufus BoClaire III, police sergeant with the Miami Dade Police Department in the Crime Stoppers Unit. Crime Stoppers in Miami Dade, which is also the Caribbean headquarters for Crime Stoppers, has only received seven tips from the Turks and Caicos Islands, so far for the year. This has put the TCI at the bottom of the chart for Caribbean countries that have been helping the non-profit in the solving of crimes. In an interview last Friday with BoClaire III, he added emphasis on the anonymity of the program, in an effort to get more people in the TCI to call in with tips. He explained in detail how the process worked when an individual called into the centre with a tip. “The calls are handled just like all the calls in Miami Dade County; they call by phone and the tips are handled by our crime centre… The calls are identified by the initials of the island; for example, if a call came in from the Turks and Caicos it would start with TC. “The individual would call in to the call centre, give us the information and we would give the person a tip number which they would use when calling us again in regards to that tip, in order for them to remain anonymous. “We would not ask their gender or any personal information about them. We would take the information
and send it over to the detectives in that country, and they would send it back to us and notify us whether or not the information helped make an arrest. “The tipster would be told to call us back within 30 days to see what the outcome of the case was,” he said. The police sergeant added that when the tip is sent back to the TCI, the officers are not given any information that would allow them to know who provided the tip. The Crime Stoppers’ phone lines do not have caller ID. If the tip is useful, the tipster receives a pay-out. So far, there has only been one pay-out in the TCI and that was of $2,500 US, several years ago. Believe it or not, a ‘small’ tip could make a big difference in an investigation, said Mr BoClaire III. “It is extremely important to share information because if you help your country, you help your people. “I am hoping that from that conversation, it would get more people to call in Crime Stoppers and we can get more people to share in information,” the police sergeant said. The Crime Stoppers headquarters has received 107 calls from Nassau Bahamas; 50 from Bermuda; 14 from the Cayman Islands; eight from Belize and seven from the Turks and Caicos Islands for the year, so far. Crime Stoppers is a program, separate from the emergency telephone number system or other standard methods of contacting police that allows a member of the community to provide anonymous information about criminal activity.
Region of the Americas becomes first to eliminate measles The Region of the Americas has successfully eliminated Measles, Rubella and Congenital Rubella Syndrome. The announcement was made, September 27th, 2016 at the World Health Organization for the Americas’ 55th annual Directing Council in Washington DC. It is the first region to have eradicated small pox, the first region to have eliminated poliomyelitis and now it is the first region to have eliminated Measles, Rubella and Congenital Rubella Syndrome (CRS). The process began within the Americas in 2007 where countries were urged and agreed to work towards the elimination of Measles, Rubella and Congenital Rubella Syndrome (CRS). Measles and Rubella are highly infectious diseases which affect the respiratory system; CRS can be contracted by infants born to mothers who have not received the rubella vaccine. The last reported case of Rubella
within the Americas was in 2009, this allowed the International Expert Committee (IEC) to validate the region as having eliminated Rubella and CRS in 2015. Measles was scheduled to be a part of this validation, but because of the outbreaks in Canada, the United States, Brazil and Ecuador during the period in which the region was to be validated, the verification was withheld. Elimination means that a region would have had to interrupt endemic transmission of Measles over a period of time. Simply put, all the countries in the Americas would have needed to have zero cases of Measles, Rubella and CRS contracted within any of the countries for a period of time. The last outbreak of Measles in the region was in 2015 in Brazil as a result of an imported case from another region. “Today we say bye-bye to indigenous transmission of Measles. We celebrate this historic day in which the scourge has been eliminated,” said Dr. Carissa Etienne, Director of the Pan American Health
Organization (PAHO). Premier Dr. The Hon. Rufus Ewing stated; “The Turks and Caicos Islands is elated to be a part of this great success. The country has always boasted of its high coverage in Measles and Rubella vaccination over the years, due to the hard work and dedication of our public health staff and public health policies over the years. We will continue to work to maintain a high coverage in all vaccines and to go even higher.” Elimination does not mean eradication and so the work must continue to ensure that we keep the TCI Measles, Rubella and CRS free. In attendance at the 55th Directing Council and also the conference on Medical Health Tourism is the Hon. Premier and Minister of Health Dr. Rufus Ewing, Permanent Secretary Mr. Wesley Clerveaux along with other members of staff from the Ministry of Health, Agriculture and Human Services and the office of the Premier.

Ewing calls for inquiry into SIPT’s endless spending BY OLIVIA ROSE PREMIER Rufus Ewing, in an attempt to “recover every cent of monies spent on the Special Investigation and Prosecution Team (SIPT),” is calling for an inquiry into the ‘unaccountable and endless’ expenditure of the ongoing trial. This demand came at the time he blasted the British for reneging on the agreement to rescind the appointment of the Chief Financial Officer (CFO) after the $260 million loan was paid off, an appointment he calls “a flagrant violation of the Turks and Caicos Islands’ democracy.” The Premier`s strong views were expressed at the recently-held UK Overseas Territories Attorneys General symposium held in Providenciales recently.
He charged that the CFO has absolute authority over the public finances under the provisions of the CFO Ordinance. Ewing said: “Through the CFO`s actions, and by exercising his authority, he has unilaterally appropriated funds whose expenditure were not sanctioned by the duly elected members of Cabinet.” He pointed out that in several instances Cabinet opposed these appropriations, especially to the SIPT where they were deemed not to be in the best interest of the people of this country, but the decisions were later overruled. Only recently Cabinet denied a request for additional legal aid funds made by the judiciary for (SIPT) corruption trials. But the Foreign and
Commonwealth Office (FCO) vetoed Cabinet’s decision and granted the $3 million dollars. The Governor’s office told the Weekly News that the decision was made to ensure the continuation of good governance. “The Minister for the Overseas Territories, Baroness Anelay, wrote to the Governor on 13 September instructing him under Section 3(4) of the TCI Chief Financial Officer Ordinance 2012 to direct the CFO to make the necessary arrangements for the budget allocation primarily for legal aid for the defendants in the trial as requested by the Chief Justice to be made available.” According to the Governor`s Office the Minister’s decision was taken to ensure that the defence in the trial has access to the appropriate

resources to which it is legally entitled so as not to compromise the compilation and presentation of its case. “The Minister believes that this is essential for the continued good governance of TCI and the proper administration of justice.” Since its beginning, civil recovery process records indicate that the trials has a price tag of some $36 million to date, half of which was paid by the UK government. Already nine months into the trial and prosecutors are already of the view that the trial could last way into 2017. This realization has evoked widespread concern about the cost of the SIPT trials and its impact on the public`s purse. In this vein Ewing stated that: “In addition to authorizing the spending of millions of dollars to the benefit
of a UK initiated legal trial and investigation team, for which there is no accountability, an undertaking with no end in sight, the CFO has denied and delayed major policy initiatives and decisions of the duly elected government with no regard as to the far-reaching implications for the livelihood of our people and our businesses. “In my meetings with all three of the successive Overseas Territories Ministers, who held office since we were elected to office, the Secretaries of State and DFID Ministers, I have discussed the following issues of concern: The UK Funding of the endless SIPT Trial, Constitutional Amendments and the role of the CFO and, to date, the UK government has continued to disregard the wellbeing of the people of this nation and has continued to abuse its responsibilities as a sovereign state.”

official address at the podium. When he finally mounted the podium after introduced by his wife, Walkin called for a moment of silence for the fallen ‘soldiers’ – his father, his two grandfathers, Clement Howell, Conrad Howell and the TCI’s national hero JAGS

Who is telling the truth
We are all so tired of accusations being thrown around without proof. Often baseless and blatant lies. It’s like Donald Trump has infected every politician’s mind. We all seriously need a Pinocchio rating for all comments made by public officials. Rufus says they promised to remove the CFO six months after the debt guarantee was removed. The CFO says that is not true. Any arrangement like this will be official and in writing somewhere. We need proper investigative journalism in this country. Do your job Weekly News – you are after all the most reliably balanced and truthful newspaper. Why don’t you find out who is telling the truth and let us know?
The CFO needs to control the PNP
The CFO needs to control the PNP from their reckless spending, but also look into the Washington Misick TCI Bank closing, which cost the widow’s pension fund almost 24 million. Washington then awarded himself 500 thousand retroactive retirements from the pension fund while he collected a huge salary from the Ewing administration. The CFO needs to look into the Premier’s unaffordable Interhealth Canada contract, which is hamstringing the Government’s finances for the next 20 years. Once these problems are solved he can go back to the UK.
Too little too late
One can sympathize with any Government that may find itself in the position as this
current Government is, where the British master maintains veto control over the day to management of the Nations affairs. Premier Ewing is also blaming the Opposition for not joining in his efforts to change the Constitution. This can hardly be a realistic Position. History records well the Unilateral and singular stance this Would be Premier took when he demonstrated by himself against the British Interim Government. He needed a similar resolve to force constitutional change. There was a Constitutional Commission and it recommended the removal of the Chief Financial Officer but there was no real push or daily ansgt by the Premier or any elected official. It is now too little “Too Late”. One cannot forget that it was the former PNP Government that created this debt, whose bad behaviour created the need for the Constitution to be removed and for the British SIPT To come in and start these trials. This is their legacy which they have yet to deal with. It would seem, without any notice to the contrary, that Premier Ewing’s Government has adopted the policies, Good, if any, and “bad” of the Former PNP Government 2003-2009. Reason they have yet to call any former Minister to account. They have yet to condemn or question the actions of any former Minister. Yet we are faced with their debt and a setback over 50 years again. Students are being told “we do not have monies for scholarships, because we the people are still paying the debt. There is no separation. After 2009 or 7 seven years we are all tired of them and these trials. Yet don’t we want to know why and what happened? millions of Dollars lost, higher taxes taken from we the people and Premier Ewing you don’t want trials? Why don’t you want to know why we had to spend $250 Million? Why don’t you want to know why the Hospital deal was contracted out at $125 Million, alleged to be $65 Million? If the Governor agrees to get rid of the SIPT,
would you, your current ministers and former ministers submit to the Select Committees doing an investigation? Would you submit to the Director Of Public Prosecutions doing the investigations. Or is it simply that US$250 M taken from TCI taxpayers and much more, including Crown lands, are not worth anything so there should not be any trials or investigations. Is this the absence of responsibility? How can we prove that we as a Government have the maturity and responsibility and maturity to fully control the Ministry of Finance?
He knew these things in advance
The CFO was prescribed in the 2011 Constitution. The same constitution Rufus was free to read before he decided to run for premier and be guided by it. He also knew he faced the debts left by his party and he faced the 42 million dollar yearly cost to pay off the hospitals and Interhealth Canada 8,000 page contract. He knew these things in advance and he has to live with it. He has enjoyed a huge salary, unlimited expense accounts two fancy limos, free phone and free wine to sip with the resort leaders. He has no right to complain about anything. What will he do when his 48 months are up in November.He got what he wanted by a one seat victory now he has to live with it.

Sadly, if the Government didn’t have oversight, they would simply buy more care, increase their salaries more and spend, spend, spend. So serious and firm oversight is necessary.
I think it’s about ego
I agree with the Premier. But he is helping to keep the spending focused. Sometimes though they go too far and prevent elected leaders from doing what needs doing. It is unfair that the CFO believes he can delay what the people need so that he can have some legacy of running a country always in the black. I think its about ego and the country is in dire need of an infrastructural overhaul.

Our Premier has peaked singing his swan song trying to lay the blame on scape goats other than his own PNP party. He blamed the former AG and had to pay a slander suit behind closed doors in Britain. He never was able to obtain title to the PNP headquarters and had to dig up hidden cash to pay the rent. He could not blame the CFO before he paid off a good portion of the loan. Now the remaining debt is fresh he can start to take after the Brits who previously saved his party from total bankruptcy. He is frustrated because he still owes millions more including his NHIP. He is trying to blame the Interim Government and Sharlene who held the Brits to account during the interim period. The people are not stupid and they know they made a mistake putting him, and Mike’s relatives in power.
“And the Golden Rat award once again goes to...................Let’s really hear it for them folks, as they have really earned it this time.” No surprise really. If you put the FCO on Mastermind the specialist subject would be ‘Duplicate Waffle in the TCI, circa 2016’. You could be forgiven for concluding that these mendacious and disingenuous weasels don’t give a fig for the well being of the Islands. They always seem to be implementing some underhand and damaging agenda of their own (remember VAT). They have been miserable guardians of the nations interests (viz. border control and policing). Contributarily negligent, resulting in the SIPT fiasco (at great cost to the Islands), Other accreditations? Bureaucracy and importing laws and regulations hamstringing businesses, making life stressful and difficult. A parsimonious attitude towards monetary issues that make Scrooge look benign. What an epithet!

Premier lauds TCI`s strides in universal health - Still many challenges to overcome BY OLIVIA ROSE THE TURKS and Caicos Islands is well on its way to attaining universal health, however illegal migration has placed a significant burden on the sustainability of the health financing mechanism. This is according to Premier Rufus Ewing, who lauded the strides made in the local health sector but admitted that many challenges are yet to be addressed. Ewing`s remarks were made on Wednesday, September 28, during his address at the 55th Directing Council of PAHO/WHO in Washington DC on ‘Migrant and Universal Health’.
He said: “The Turks and Caicos Islands being a UK Overseas Territory recognizes and endorses the constitution of the World Health Organization (WHO) which states that, “The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, and political belief, economic or social condition.” To this end he noted that the TCI is underway towards full implementation of the “Strategy for Universal Access to Health and Universal Health Coverage”. This he pointed out is not without its fair share of challenges, the

government and representation for the people of the Turks and Caicos Islands. “One day I was driving on the road and I was thinking about some of the missed opportunities that we have had as a country from 1976, to really propel this country to the next level and I said to myself Jas if you could summarize what has been the downfall of Turks and Caicos Islands government after government whether it was the PNP or the PDM Government the term came to me that we take too many shortcuts. “And I have been thinking about the many projects that should have gone one way we end up into trouble because of shortcuts.” He referenced the first economic model from which he says the TCI does not benefit, the leaking airport in Providenciales, the North to Middle Caicos Causeway being built twice, the Carnival deal, and the biggest short cut according to Walkin is that of Interhealth Canada. As explained in his manifesto Walkin’s decision to become a candidate came from his students, who he said urged him to put into action what he was teaching them. “I taught them that if men do not learn from history they will repeat it. I have taught me students to have faith in almighty God and develop faith in themselves and in their dreams. I taught my students that history is an account of the lives of ordinary men and women who did extraordinary things. “When my students told me that this country had nothing to offer them I tried to convince
them that they must create the country they wish to have and then offer opportunities to the next generation.” As he further explained, Walkin said he is running because change cannot be achieved by doing the same things over and over again, because there needs to be a new mandate for government, trust issues with the Government and that he wants to be the voice of a silenced generation. Walkin’s life story is one of adversity and his resilient spirit. As he captions it – “Fighting on arrival, fighting for survival “and fight he did, as during his delivery into the world his naval cord was tied tightly around his neck, cutting off sufficient oxygen to his brain, this subsequently caused a neck injury accompanied by damage to his motor skills and nervous system. This did not prevent the 32-year-old man from achieving his dreams, in spite of a tough childhood dealing with insensitivity to his disability. He graduated as the valedictorian of the Raymond Gardiner High in Grand Turk, and went on to attend the College of the Bahamas where he graduated with a Bachelor’s degree in Education. Still not done with his success story – Walkin most recently (January 2016) graduated with his Masters degree in Educational Leadership. Now the passionate young man is asking the people of the Turks and Caicos Islands to stand behind him as he embarks on the next phase of his remarkable life and while he takes “No shortcuts to progress”.

He told the Council that in 2009 his Government completely reformed the health care system with the introduction of the National Health Insurance Plan, thereby setting the foundation for universal access to health care for primary and secondary care to both its resident and migrant population. He said: “In 2006 and subsequent years thereafter, on average there are over 2028 illegal immigrants intercepted by local authorities. “These are significant numbers, given the size of the Territory. This translates to approximately 3% of the size of the resident population intercepted each year. “To put this into context, this percentage is the equivalent to the population of New York City for
the US or a population the size of Birmingham for the UK.” Notwithstanding these immigration burdens, Ewing noted that the TCI recognizes that enjoyment of the highest attainable standard of health is one of the fundamental rights. He revealed that significant financial resources are spent in not only providing migrants with health benefits on islands, but also to specialists and hospitals overseas to address the more complicated health care matters. Putting this into perspective he noted that: “Approximately 25% of our patients that are treated overseas for complicated interventions are migrants. “For example, one of these cases was for neurosurgery at a cost of over $0.5M.

“Madam President, The UK and its overseas territories are aware of the public health challenge that migration can pose and support efforts to respond to the health needs of migrant populations. However, we would wish to point out and emphasize the significant burden that illegal migration has on small island populations and the inherent risk on the sustainability of the health financing mechanism. “ Therefore, it is imperative for small island states such as the UKOT that the policy document acknowledges and emphasizes the peculiar burden and risk to sustainable health care in our countries. “We welcome and endorse the recommendations for the Director to use the policy document as a tool to advocate and mobilize technical and other resources in support of its implementation.” Health Ministers from around the world met from September 26 to 30 at the 55th Directing Council of the Pan American Health Organization (PAHO) in Washington, D.C. to seek agreement on new plans to eliminate malaria, and several neglected infectious diseases. They also discussed new frameworks to prevent and control HIV, and the diseases caused by airborne viruses such as Zika and dengue. They also addressed an action plan to reduce the risks presented by disasters and will discuss how to make health systems resilient to disasters.

Would the TCI prefer to remain with the EU ? Dear Editor, I am sure that almost every person in the TCI, and beyond, is aware of the recent referendum that asked if the UK should leave the EU. The electorate expressed support for leaving the EU, with 52% in favour on a 72% turnout. The referendum, held on June 23 under the provisions of the European Union Referendum Act 2015, did not make any legally binding conditions on the UK Government or Parliament in respect of the result. It is universally accepted that that there are no binding legal consequences as a result of the vote to leave. However, the UK government has taken the position that it is “politically” bound to leave the EU wholly on the grounds of the referendum result. The UK government has also taken the position that the “decision”
to leave the EU is an executive act. Therefore, Parliament will not be required to debate or vote on leaving. It will be exclusively an executive act of government using its prerogative powers. These circumstances have created what can only be described as a major constitutional crisis in the UK. Proceedings have been taken in the UK courts to establish whether the government have the power to leave the EU without first obtaining the consent of Parliament. The logic of the argument is quite simple. While the administrative act of joining the EU, or leaving it, is ultimately a prerogative act of government, the decision must be ultimately controlled by Parliament. When the UK joined the European Community in 1972 it was done initially through a prerogative act
of government; as all international treaties and conventions are done. However, the act of joining the EC would have had no practical effect unless the decision was effectively ratified by Parliament through the European Communities Act 1972. The decision to leave cannot now be an executive act alone, but the government must seek Parliamentary approval prior to exercising the prerogative. Any such an act would effectively neuter the European Communities Act 1972. It is constitutionally impossible for the executive branch of government to circumvent or abrogate the sovereign power of Parliament in this way by repealing an act of Parliament through the executive. As Lord Browne-Wilkinson observed in R v SSHD ex parte Fire Brigades Union [1995] 2 AC 513 at

The politics of trust Throughout the Caribbean, the issue of trust in politicians seems to be high on the social agenda. There is a growing doubt about politicians, and their ability to tell the truth, or deliver on their promises. In fact the idea of a politician produces negative reactions, since it is associated with trickery, and being evasive when attempts are made to hold them to account. People also see politicians as always dodging, and not being transparent with respect to their demands. Trust, then, becomes a minus factor. This notion of trust is taken up by Canute Thompson, a lecturer in the School of Education at the University of the West Indies in a recent article in the Jamaica Observer. He states that the most important asset a leader must acquire and retain is trust, and that trust arises from a demonstration of competence in dealing with commitments made, keeping a link between word and action, being accurate in what is said, and willing to be held accountable. To me, Thompson clearly articulates what trust entails in relation to political leadership. Trust certainly comes from demonstrating competence in whatever one does, and when

words connect with action. This means something has been successfully achieved consistently, which builds confidence in the individual performing the action. Credibility is then established, and belief in the person’s capacity to accomplish things is reaffirmed. When the political leader continues to bring home the bacon, people see practically what has been done, and their trust in politics is confirmed. When the politician is truthful and accurate in what he or she says, things materialise, so that any suspicions are put to rest. This builds up political capital for the leader, which endears him or her to those who follow. And when the political leader builds up hope and cannot follow through, he or she should admit it, and not engage in making excuses. Admitting personal accountability then becomes a political asset, and strengthens trust in the
system. In the TCI, trust is a big factor in politics. People are now demanding that those who seek to represent them show some record of accomplishment, as an indicator of what they could do. From past experiences many promises were not delivered, and they saw their elected representatives only at election times. Trust therefore withered in them. Even presently, people see the large numbers entering politics as self-servers, not their servants. They feel the country is being held hostage by political buccaneers, while they remain powerless. Political trust in the system is therefore foreclosed. But the politics of trust requires being genuine, and having moral values which nullify deception, and promote truth and honesty.
p. 522: “it would be most surprising if, at the present day, prerogative powers could be validly exercised by the executive so as to frustrate the will of Parliament expressed in a statute … The constitutional history of this country is the history of the powers of the Crown being made subject to the overriding powers of the democratically elected legislature as the sovereign body. The prerogative powers of the Crown remain in existence to the extent that parliament has not expressly or by implication extinguished them” (emphasis added). While the above set of circumstances may be of no more than academic interest to the people of the Turks and Caicos Islands, it is fair to say that there are some very wide ranging practical implications for the Islands if the UK were to leave the EU. We are recipients of significant benefits from the EU in terms of grants, technical support and above all, laws. In addition, we are subject to political support from the EU that assists us in our international relations and trade. It may well be that the people of the TCI would prefer to remain part of the EU because it is a great benefit to us. Under these circumstances, it is surprising that the TCI and all the other Overseas Territories and Crown Dependencies, with the exception of Gibraltar, were not allowed to vote in the referendum. Do we not have the right to have our say? It could be said that the referendum result, that the UK government seems so ardently bound, is flawed. The executive decision for leaving the EU must consider not only the Crown in the right of the UK but also the Crown in the right of its territories. A referendum without the

consent of the OT’s and CD’s is not truly representative of all the people who are legitimately affected and for which the Crown is responsible. It is an abrogation of our political rights. Even more importantly, the result of the referendum is undermined because it is not truly representative. Even accepting that there are not enough people in the OT’s and CD’s to have overturned the result. It could have made the vote very much closer. Gibraltar voted almost unanimously to stay in the EU and it is likely that would have been similar across the other OT’s and CD’s. It is also impossible to judge if the influence of the OT’s during the campaign leading up to the referendum might have influenced the vote. Under the circumstances it is doubtful whether the degree of weight being given to the referendum result by the UK government is justified at all. It is also of considerable doubt that the prerogative power exists for the UK government to effectively repeal a law made by Parliament. Brexit exposes divide between Britain and its Overseas Territories Dear Editor, The decision to leave the EU will create years of uncertainty for Britain’s overseas territories, new research suggests. Dr Matt Benwell from Newcastle University and Dr Alasdair Pinkerton from Royal Holloway, University of London, argue that the role of the European Union in fostering their political, economic and regional security was ignored during the referendum even by so-called friends and supporters. The authors say the campaign has “exposed deep and uncomfortable fissures about the security and sovereignty of the UK’s Overseas Territories”. Discussion about these places
during the referendum focused on the military, for example whether the British armed forces could still defend the Falkland Islands if Britain left the EU and the fact this location was seen as a ‘strategic gateway’ to Antarctica. In Gibraltar, the only territory allowed to vote and which was overwhelmingly in favour of remaining, benefits to its economy, workforce and security were ignored or underplayed. The authors suggest this means the UK needs to find a new way to relate to these territories. As a result, I have interviewed over Sixty-Nine firms with a total employee count of over 5,000, with representations of over twelve industries, including Financial and Insurance activities, Agriculture, Manufacturing, Wholesale, Retail, Accommodation and Food Services. In general, 60 of those establishments expressed positive growth and were of the perception that the economy of the TCI is improving and things are better in the country than it was in 2012. With regard to the Financial and Insurance industry, 87% of those

interviewed expressed positive growth and expansion in activities, with a net increase in the Human Resource count. The only exception was with one institution which will reduce the number of staff in favour of massive technological development. In the Accommodation and Food Services industry, the same trend of positive growth exists with over 90% of respondents expressed a positive outlook for the future. More such statements will follow as the UK prepares for a future outside the EU. Low self esteem in TCI youth
Confidence in one’s own worth or ability is known as self esteem. Low self esteem in youth around the Turks and Caicos is on a rampage. Researches have proven that low self esteem can be caused by neglect or abuse, failing to meet parental or peer standards, an absents of praise or warmth and by being the odd one out at school or home. Youths that suffer from low self esteem struggle to perform at expected standards, fail to fight for what they believe in,give up on their dreams, give in to negative peer pressure, fight against themselves mentally which encourages depression. Truth is there is a little low self esteem trait in all of us whether it is noticeable to others or not constant however with a few strategies such as; affirmation, meditating and exercising low self esteem can be diminished. Affirmation is a strategy that allows you to be who you say you are. By speaking positive things about yourself you are bound to become a positive person, eliminating negative energy that feeds low self esteem. Something as simple as chanting a four word sentence “I Can Do This” to yourself can be very effective. Affirmation also gives you a chance
to set realistic goals for yourself. The strategy of meditating gives you a chance to bring yourself back to focus, it helps the air in your body to circulate giving you a sense of calmness and relief. Meditating opens your mind to think rational rather than making decisions out of anger or rage causing the end product to be not such a good one. This calming strategy is not time consuming and can be practiced daily. Exercising has many benefits but in this case exercising releases a chemical called endorphin that gives us a feeling of euphoria or happiness, causing us to feel better about ourselves causing us to love ourselves. The release of this hormone also allows us to deal with disturbing news and encounters in a civil manner avoiding violence. Exercising whether in groups or by yourself is definitely a strategy that should be taken into consideration. Is it easier or harder to start and run a business ? In 2003 the government treasury had 36 million dollars and 10.8 million dollar EU causeway grant on hand and no debt. We now have 30 million in debt and ¾ of one billion dollars healthcare obligations. Do you as a voter approve of this financial status and the current financial policies ? After 4 years of tax surplus are last minute investments in roads and civil service..... election trickery ? Voters must decide !

Sharlene calls new primary school curriculum a ‘political gimmick’ BY DAISY HANDFIELD SHARLENE Cartwright-Robinson, PDM Leader is not convinced by the new curriculum that the Government has recently implemented in six Turks and Caicos primary schools through the country. The grades one and two curriculum that is being advertised as a syllabus to reform and revise the way Turks and Caicos schools teach and how TCI students learn, is being called another ‘political gimmick’ by the PDM Leader. The topic was brought up last Wednesday at a PDM press conference at the party’s headquarters in Providenciales. Cartwright- Robinson said: “We are not aware of the new curriculum, but I have been made to understand from private schools that it is not as national as we think, or not as widescope as we think… I believe that this is just a failed attempt on the part of the [Minister of Education Akierra Missick] to have something to campaign on. “To say that there has been a change in the curriculum; when the curriculum has been ignored for well over a decade. “However, we appreciate the effort of the lady that is doing it, but there has to be a complete overhaul and review of the curriculum and any piecemeal approach will be something that we cannot welcome, and I do not know if it will be in the best interest of the schools.

“At the end of the day I am not an educator, but I would like to think that if we are going to change the curriculum, we would go the entire primary school level instead of grades one and two, or at least begin at the infancy. “…This Government is famous for that -- carrying out decisions without consultation. That is why you would have rejection and that is why we always push for consultations…” The curriculum has been implemented in all three Government primary schools in Providenciales, Eliza Simons and Ona Glinton in Grand Turk and private school, Best Institute. The new curriculum was launched on September 14, with a goal to advance and improve the learning experience of every child in the
Turks and Caicos Islands. The prospectus which is being touted under the slogan ‘no child left behind,” aims to boost the holistic potential of students through improved teaching strategies. Speaking at the press conference, Education Minister Akeirra Missick lauded the new curriculum as historic. She noted that the new curriculum seeks to create a well-rounded ‘21st century child’. “We seek with this review that this child will be not only a mover and shaker in the development of this country, but would be a free thinker. “It has been a long time coming that we moved away from the standardized teaching methods that has been very traditional around the world, but also here in this region where the teacher is the star of the classroom and the students are just the sponges, and they`re there to soak up what is being provided to them in terms of learning from their teacher. “This 21st century child that this curriculum will now develop will put the emphasis on the child; we have modeled this curriculum for a childcentered approach. “We envision that this approach will assist us in developing necessary teaching methods and retraining of CONTINUED

TCIG legal authorities attend Interpol anti-human trafficking training On Monday 12th September 2016 three members of the Turks and Caicos Islands Government participated in a week long training under the theme “Human Trafficking Training for Legal Authorities”. The training was hosted by INTERPOL in Port of Spain Trinidad. Chief Magistrate, Tanya Jackson, Public Prosecutor, Shatelia Hall and Senior Crown Counsel, Clemar Hippolyte, attended a course with an initiative in Combatting Human Trafficking. This training areas focused specifically on identifying the gender specific phenomenon of trafficking persons, studying the Legal Framework in Ensuring Access to Justice for Victims, Techniques in Presenting cases of Trafficking, Comparing Legislations of the different countries represented, making Compensation Applications and the Psychological Assessment of the victim. Among the panel of presenters was the Senior Deputy Director of Public Prosecutions of Jamaica, Ms. Lisa Palmer-Hamilton, Dr. Ramona Biholar, Lecturer at University of
Law-Jamaica, Dr. Diana Douglas, Doctor of Clinical Psychology and Ms. Dianna Wheeler, Director of Counter Trafficking Unit, Trinidad and Tobago. There was also a session where participants were presented with several case scenarios, some stemming from actual case facts. Participants had the opportunity to identify the trafficker, the victim and the elements present in proving the offence. Participants also had opportunities to put forward an idea of how they would deal with the case
study at hand. Among the participants were High Court Judges, Magistrates, Prosecutors and Police Prosecutors from regions such as Jamaica, Belize, Trinidad & Tobago, Guyana, St. Lucia and Barbados. Within the weeks to come the training will become more intense focusing on the various standpoints and ways of combating Human Trafficking. Premier blasts top cop for sidelining local senior officers
– concerned with strategic direction of police force BY OLIVIA ROSE PREMIER Rufus Ewing said he is ‘troubled and concerned’ with the strategic direction of the Royal Turks and Caicos Islands Police Force (RTCIPF). The Premier, speaking recently on the recent radio show “Expressions”, said that while Governor Peter Beckingham has expressed his confidence in Police Commissioner James Smith, he is a bit apprehensive as it relates to the direction of the force. He said: “You cannot have a force where you sideline the senior officers of the force in preference to other officers who are here temporarily and you`re sharing information with them and not sharing information with senior officers locally resident here. “Those are the ones who need to be put in position of training, of understudying to be able to take his position when time comes for him to go and so his performance should be based on his ability to groom the next Commissioner of Police from among our force” “To be able to see Turks and Caicos islanders who are in the senior ranks being promoted and retained by training and promotion in those ranks and to higher ranks rather than replacing them with other foreign officer not of our cultural makeup.” Ewing asserted that he will not stand for local senior officers in the force being replaced, by foreigners. “I know we already have a Commissioner of Police who is from the UK, the Deputy Commissioner
of Police is from the UK and as far as I’m concerned I don`t need anyone below that, because we should be able to find within our ranks right here, and if they need a little bit more skills and training then make sure they get it.” “But you cannot sideline, you cannot not involve the senior ranks of our police force; we cannot make major policy shifts and changes without the senior ranks of the police force knowing what the policy shifts are, so that they can be able to have their input or by-in.” He said he plans to have these discussions with the Governor in an effort to resolve ongoing internal rifts within the force so that the unit can be more cohesive and effective in their fight against crime. “Yes, it’s under the authority of the Governor and the authority of the Commissioner of Police to have a strategic direction, but I’ve asked for a number of things and I’m looking forward to those meetings. “I’m looking forward to meeting with the entire police force. I think we had a meeting about two and half years ago at the Palms, and I want a similar one to gage the temperature of officers in the force and what we as a Government should do to continue to support them in the hard jobs they have to do. And the leadership of the force needs to give them all of the support they need. He pointed out that the trickledown effect of support is vital in addition to other resources required to proactively address the rising crime rate in the Turks and Caicos Islands.

Opposition calls on Government to reveal Islands affected by Zika BY OLIVIA ROSE OPPOSITION Leader Sharlene Cartwright-Robinson has urged the Government to reveal which islands are affected by the Zika virus. This comes as the Caribbean Public Health Agency (CARPHA) Laboratories recently confirmed eleven cases of the infection in the TCI. Cartwright-Robinson, who made the call during the House of Assembly`s sitting on September 23, said that this information is crucial in the prevention of the virus. She said: “I believe that the Government should state the Islands on which these cases are so as to raise a different level of awareness so that individuals themselves will also take care of their surroundings and Islands.” Speaking of her own experience in South Caicos where mosquitoes are widespread, she called on the Government to pay more attention to this island and others with large mosquito population. The Government recently announced that it is pumping some five hundred thousand dollars to actively fight the dreaded Zika virus. According to a Government release issued Monday, September 22, 2016, the monies were recently approved from the contingency fund and will go directly towards the management of Zika in the Turks and Caicos Islands. According to the release, approximately eighty thousand dollars will be used for promotion and awareness initiative by Health Promotion and Advocacy Unit, while another twenty-five thousand dollars
will be used for street cleaning by Public Works Department. The balance is expected to be expended by the Environmental Health Department for staff support and other resource needs. This is being done in an effort to minimize the spread of Zika,in the islands. With the recent confirmation of eight Zika cases in the Turks and Caicos Islands, the Government has since intensified its house-to-house inspections and increasing fogging exercises throughout the country. A total of 402 derelict vehicles have been removed and properly disposed in a manner to reduce these vehicles from servicing as breeding sites. The Minister of Health, Agriculture and Human Services and Premier Rufus Ewing are reminding residence and tourist alike to use approved repellents when outdoors, in order to minimize the risk and further spread of the Zika virus. Residents are being urged to take immediate steps to stop Zika by eliminating all breeding and potential breeding sites on or near their premises. In addition to Zika, the TCI is still on alert for other mosquitoborne viruses such as Dengue and Chikungunya, both of which have been public health concerns here in the islands in recent years. Officials from the Department of Environment recently told the Weekly news during a telephone interview that they are working with an outlined programme of action to delineate the various resources and needs that will be required to step up efforts. our teachers.” Blackman-Smith called the new curriculum fun and said this first of its kind developmental tool will run this school year for kindergarten to grade 2 and be evaluated at the end of the 2017 academic year. Also speaking to the importance of the curriculum and its revolutionary approach, curriculum development officer Rhonda Blackman-Smith, noted that the era for chalk and talk is over. “Our model is where the child is at the center of what we are doing. That being said, we have started to develop a curriculum that is broad, balanced, relevant and coherent, that meets the diversity of the Turks and Caicos Islands.” In this vein Blackman-Smith asserted that the new approach will spark a more engaged classroom
experience, where children are able to ask questions and freely expresses their interests. “We are looking at materials where children will be able to manipulate and take active learning in the process. “WE are looking at a process where teachers will no longer be the face of the stage but they will be facilitators of knowledge, guiding our students along in the process.” Consultations for the crafting of the new curriculum started in 2013 in a highly publicized launch, then there was silence, but today the Ministry said that silence did not mean the plans were forgotten; in fact were media was informed that there has been a laying of the proper foundation, with grants and support from entities like the Caribbean Development Bank and the European Union.

Recently the Director of Environmental Health, Kendrick Neely, outlined some of the measures that will be implemented and those that are already ongoing. He said: “We have increased house-to-house inspections, because the Aedes aegypti mosquito, we call it the house mosquito. They live around our homes and hotels, so we’ll be stepping that up.” He is urging the community to support the department in this effort by ensuring their surroundings are kept clean. “We’re also going to be having meetings with the pastors’ fraternity throughout the Turks and Caicos Islands. “The reason why we are taking this approach with addressing pastors and educating the pastors is because we want them to assist in passing the
message on to their congregation and educating them. “We will also be meeting with civic groups, and we’re in the schools, and we’re going to youth fellowships to talk to persons there as well.” According to Premier Rufus Ewing, the Government dipped into its contingency fund to provide the necessary financial resources to procure the essential equipment, such as additional foggers. “Getting more manpower to provide fogging in Providenciales, North and Middle Caicos, the islands that have the highest index of mosquitoes.” Mosquito nets will also be procured and distributed throughout the islands. The Zika virus has since been reported in 20 countries and territories in Latin America and the Caribbean from February 2014 to January 26, 2016. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI.
Most persons with Zika are not aware that they have the illness and may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include mild fever, skin rash, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness. Zika virus can cause Microcephaly in the unborn foetus of a pregnant woman. Pregnant women should take special precautions to ensure that they are not bitten by mosquitoes. Extra special precautions should be taken when travelling to affected areas and countries. Persons are advised to adopt safer sexual practices e.g the use of condoms during sexual activity; this includes pregnant women for the duration of their pregnancy.
The National Cancer Society will host annual walk to benefit cancer victims BY DAISY HANDFIELD WHILE most are aware of cancer, many forget to take the steps to have a plan to detect the disease in its early stages. Sadly about 256 people are registered with cancer in the Turks and Caicos Islands (TCI), said president of the National Cancer Association in the TCI, Rosemary Jolly, during a recent interview. The NCS will be hosting their annual Breast Cancer Awareness Walkathon on Saturday, in an effort to continue to raise awareness and to generate funds to assist cancer victims in the TCI, who are undergoing various treatments. Jolly explained on Thursday that the Society has been organizing this walk for over a decade now. She said: “Well, October is Breast Cancer Awareness Month basically all over the world, in most countries. “The National Cancer Society has basically joined with the rest of the country to not only celebrate, but to bring awareness and to promote awareness of breast cancer in the Turks and Caicos.” Jolly added that last year the walk saw a turnout of over 400 participates, and that on a yearly basis the Society expects a turnout

of between 400 and 500 people. She went on to explain that cancer is escalating in the TCI and that more than 20 additional people have been diagnosed with cancer in the last five months. “I would like to encourage people to be proactive about getting themselves screened for various cancers because early detection is so vital,” said Jolly. The walk will commence at the IGA Gourmet at 5:45 am, continuing on to the International School in Leeward and then back to the IGA Gourmet supermarket. Tickets will be on sale on Friday at the IGA supermarket on the Leeward Highway and also on the morning of the event, at the IGA Gourmet. The registration fee is $15 US,
which includes a shirt or $25 US, which includes a shirt and a hat. Other initiatives to commemorate the month include the In the Pink event on October 8 and an all island walkathon in North, Middle and South Caicos on October 15. The walk will be held simultaneously at 5:45 am on all of the mentioned islands. The month will conclude with a Breast Cancer Awareness Luncheon at the Beaches resort on October 22; with an entry fee of $60 US. Jolly said that this year the Society is incorporating some elements of entertainment to the luncheon, along with their regular raffle.

20 participants successfully complete DDME shelter preparedness workshop BY DAISY HANDFIELD APPROXIMATELY 20 people not only participated, but successfully completed a four-day workshop, geared at training participants in becoming shelter managers and instructors. The workshop was hosted by the Department of Disaster Management and Emergencies (DDME) at their headquarters on the Leeward Highway, and was referred to as a “Training for Shelter Managers and Instructors” course. This initiative was under the leadership of Ms Shania Armstrong and Mr Cecil Jeffrey, both visiting from the DDME in the British Virgin Islands. The primary objective was to ensure that there were sufficient shelter managers trained that could deploy throughout the Turks and Caicos Islands (TCI), in an event that DDME had to active their shelter because of an impending storm, or any other hazardous event. The training of instructors was the second component of the workshop, where individuals were trained in order to travel throughout the TCI to conduct further training to ensure that the shelters throughout the nation had sufficient managers who could react in the event of a natural disaster, if and when need.

Participants learnt about the roles of shelter managers and their responsibilities; how to set up a shelter; the importance of developing and maintaining a good shelter management team; the range of shelter activities that they are expected to participate in; the contents of the shelter; how to keep records and maintain the rules of the shelter. The individuals also received background knowledge on the range of threats that would prompt the opening of a shelter such as hurricanes, floods, earthquakes,
or a fire displacing a large resident population. Dr Virginia Clerveaux, director for DDME, said in an interview that additional hazardous scenarios included aircraft or cruise ship emergencies, which would both warrant an emergency shelter. She said: “There has been cases where we had to activate shelters in the past for a fire incident. If sufficient family members are impacted, or a large number of people are impacted, we may have to use our shelters. Once we do that, we have to follow international
rules and regulations which require us to have a shelter manager and a shelter manager assistant. We must have police there for security and we must have some basic first aid such as a nurse, or a Red Cross volunteer who could provide basic health services. “It is important that we ensure that we have these skill sets in the Turks and Caicos Islands because as I have always said, we are not only concerned with hurricanes, but we are concerned with all the hazards that the Turks and Caicos Islands is vulnerable to.”
To date, the DDME has trained a total of 64 people throughout the islands and hope to train sufficient people to effectively manage all of the shelters throughout the islands. All participants were awarded certificates after the completion of the training. The group also participated in a simulation exercise at the Gus Lightbourne Sports Complex in Providenciales on Thursday. The feedback from Dr Clerveaux indicated that the team did extremely well and that they used the knowledge that was learnt during the workshop.
TCI Human Rights Commissioners attend human rights conference in London The Turks and Caicos Islands Human Rights Commission Chairman Mrs. Cheryl AstwoodTull and Director Doreen Quelch Missick attended the recent Human Rights Conference in London. The conference was sponsored by the Foreign and Commonwealth Office, Overseas Territories Directorate and was the first of its kind whereby representatives from the various human rights institutions from the UK and Overseas Territories were in attendance. The broad aims of the conference was to explore the key priorities, opportunities and challenges faced by Overseas Human Rights Commissions in the execution of their responsibilities as well as their role within the wider society. Participants from all the territories were given the opportunity to
promote a shared understanding of the UK and OT shared international human rights obligations, compliance monitoring and how HRCs can more effectively engage in the process. Some critical topical human rights issues e.g. Women and Children’s Rights, Illegal Migration, LGBT etc. were discussed and how the HRCs can play an important role in championing and/or developing public awareness and engagement in these areas. The TCI Human Rights Commission played an integral role in the discussions and was very pleased to cite its successes obtained over the years, it must be noted that the TCI HRC became the second UK Overseas Caribbean Territory to establish a full fledge Human Rights Commission, second only to Bermuda. only OT that has the extension of all Six (6) Core UK United Nations International Conventions. The HRC is proud of its continued relationship, mentorship and close relationship forged with Bermuda and the Northern Ireland Human Rights Commissions with the NIHRC providing training opportunities for staff and board members.
The TCI HRC was complemented for its robust educational and outreach programs and for its active engagement with the various government and non-government institutions for the protection and promotion of people’s rights. The TCI HRC will continue to provide support for colleagues in the remaining OTs who do not yet have Human Rights Commissions in

Governor salutes TCI resident, Mrs Rita Gardiner, with award from Her Majesty the Queen The Governor, Peter Beckingham, presented the award of the British Empire Medal on behalf of Her Majesty the Queen to Mrs Rita Gardiner for her services to sport and women in the Overseas Territories, especially TCI, on 29 September. At the presentation ceremony which was attended by members of Mrs Gardiner’s family and friends the Governor said:”I am thrilled for Mrs Gardiner to receive this great distinction, and I am pleased to have the opportunity on behalf of Her Majesty The Queen to present this award to her. “Rita has made a big contribution to society in Turks and Caicos. She has been instrumental for longer than I know in raising our profile in sport, and for ensuring our rightful place in the region and the Commonwealth. “I saw first-hand in 2014 her enthusiasm for organising the Commonwealth Baton relay which landed in TCI on its way across more than 60 nations. Her support for Delano Williams is fantastic, and it is clear from meetings with them both that our first Olympian has benefited from her advice, guidance and enthusiasm. Rita travelled with Delano’s mother, with support from the Premier’s office, to Rio to watch Delano compete in the Olympic Games. “Finally we should not forget the work Rita has done to improve the lot of women in TCI society. Her path-breaking work as Director of the Gender Unit has been important in raising the profile of women in society, and she has been actively engaged in striving to reduce domestic
violence. “We should salute Rita for what she has achieved for TCI in sport and the promotion of women. The Award of a British Empire Medal is a wonderful recognition of her work, and she and her family and friends should take great pride in this important honor.” Commenting on her award, Mrs Gardiner said:”I am honored and delighted to be a recipient of this Award by Her Majesty. Coming in the same year as TCI’s first Olympic athlete, my good friend Delano Williams, took part in the Olympic Games this is a big recognition of the strides we have made as a sporting nation competing on the world stage. I am pleased to have played a part in that progress through my work with the Amateur Athletic Association and the Commonwealth Games Association. “I am pleased too that my work in helping to promote and safeguard the place of women in society is recognised with this Award. “This is an important and memorable day not only for me, but also for my wider TCI family. I am grateful for all the support I have received from so many people here and overseas.” In addition to receiving the British Empire Medal Mrs Gardiner will be entitled as a member of the Order Of the British Empire to use a special chapel in St. Paul’s Cathedral for baptisms of grandchildren. There is also a special service in St Paul’s in November for new members, and a Ceremonial Service in Spring 2017 to mark the Order’s Centenary.
A group of women continues to raise funds for cancer BY DAISY HANDFIELD WORLDWIDE October is recognized as Breast Cancer Awareness Month, and the National Cancer Society (NCS) of the Turks and Caicos, in conjunction with other philanthropic associates, are partnering to host the eight annual In the Pink fundraising event. A press conference was held on Monday at Coral Pavilion, in Providenciales, so that affiliates of the event could elaborate more on this year’s plans. Hostess Foluso Ladejobi said that the committee was hoping to raise at least US $40,000 and that they are anticipating an attendance of 800 people, minimum. Ladejobi explained that shoppers who do not like the rush, would be able to pay a fee of US $50 and attend the event during the ‘VIP hour’ and shop with a bit more comfort. “VIP hour will also include a 40 percent discount gift certificate from
Luxury spa, who will be launching their new spa in October. Shoppers will also get the nice comfort of being able to shop at their leisure in all of the rooms,” the hostess said. The VIP hour will be held from 6 pm to 7pm. Then at 7pm to 9 pm the doors will be opened to the public, free of charge to join in on the shopping. The hostess was very optimistic during the interview and said that the committee is looking forward to passing their US $100k mark. She said that the pink affair promises to deliver a delightful night of bonding, incorporating fun activities, music, food and drinks, and will especially excite the ladies with a fabulous array of fashion, including new and gently used designer clothing, accessories and shoes. In the Pink is scheduled to be held on October 8 at the Palms, in Providenciales. After attendees ‘shop ‘til they drop’, they can just walk downstairs
to the courtyard of the resort, to join in on the after party at 9pm. The after party will feature prime DJs, silent auction prizes and raffle draws. Members of the community are encouraged to support the activities and are reminded that all proceeds go to the NCS, to aid local patients with travel and other non-medical expenses. The team urges everyone to help in whatever way they can – by donating, buying goods, buying raffle tickets or any ticket for the various events. The event is always held the second Saturday of October, coinciding with the National Breast Cancer Awareness Month. 100 new In2Care mosquito traps to fight Zika BY OLIVIA ROSE 100 NEW ‘In2Care’ mosquito traps will be installed throughout the islands around areas where the Zika mosquitoes frequent. This is according to a release from the Environmental Health Department, which stated that an official from Intuitive Pest Management, Jeffery Weisberg, visited the Turks and Caicos Islands to train members of the Environmental Health Staff in the use of the traps. The In2Care Trap is a novel and green control product for mosquitoes. According to the department it is safe and easy to use in the environment and only affects the mosquitoes. “The traps are designed to target Aedes mosquitoes that are ready to lay their eggs. The mosquito eggs when laid in the trap, hatches into larva, but do not emerge into adult

mosquitoes. “The adult female, while laying her eggs become contaminated with the chemicals in the trap, which she then transfers to other breeding sites on her legs and subsequently kills other mosquito larvae and pupae. “In addition to the adult female mosquito spreading the chemicals to other breeding sites, the mosquito herself becomes ill and is less likely
to bite humans and eventually succumbs to the infection and dies within 8-10 days.” According to studies, the trap utilizes the knowledge of the mosquito behavior to target hard to reach or hidden breeding sites that are often difficult to access by vector control officers using conventional methods. The science behind allowing the mosquito to live 8-10 days between using the trap and death is to utilize the knowledge of the mosquito behavior of laying eggs in several breeding sites during her lifetime. This way the mosquito not only contaminates other sites killing her offspring and the offspring of other mosquitoes but effectively treating hidden breeding sites the vector control teams might not find. Research has shown that the traps can reduce the mosquito populations by as much as 60%.

HOW DOES YOUR GARDEN GROW
Agapanthus African Lilies or Agapanthus are Bold and architectural, they are strikingly beautiful plants. There are many species of Agapanthus, all native to southern Africa. Agapanthus praecox, A. africanus and various hybrids are most often grown in American gardens. African lily grows as an ever expanding clump of evergreen strap shaped leaves around 12 inches or a little more in length. There are up to 18 leaves, arranged in two ranks. The dark blue flowers are trumpet shaped and borne in rounded umbels containing as many as 30 blossoms. These flower clusters are 6-12 inches across, and held above the leaves on scapes 2-3 feet tall. Flowers appear in late summer and are long lasting. The African lily
cultivar ‘Peter Pan’ is a dwarf, with its scape reaching little more than 18 inches in height, but what it lacks in stature is compensated for by its profusion of long lasting deep blue flowers. ‘Albus’ is a white flowered cultivar. The Headbourne Hybrids (aka Palmer Hybrids) include several cultivars that are hardier than the species and available in various shades of blue and violet as well as white. African lily is a strong evergreen perennial that tolerates neglect, poor soils, and salty coastal conditions. It does best in full sun, but can take some afternoon shade. Water African lilies regularly in summer, but reduce watering during the winter dormant season.
Well established plantings are fairly drought tolerant, but may not bloom if not given plenty of water during spring and summer. It’s easy to propagate African lilies by dividing the clumps of thick, fleshy roots. This is best done in spring, at the start of new growth. Bury them 2-3 inches deep. Plants grown from seed will take 2-3 years to flower and may not resemble the parent. African lilies are usually grown in borders or as edging along a driveway or path, but I like to see them in irregular clumps in perennial beds or in planters. They seem to do best when a little overcrowded, and are therefore well suited to container cultivation. They are popular as potted
Constipation Constipation is one of the most common problems of modern times. It is a disorder of the colon producing infrequent or difficult emptying of the bowels. The stools are hard and dry. Other symptoms may include: dull headache, abdominal discomfort, lack of energy, poor appetite, and low back pain. It is important that the bowel move on a daily basis. The colon is a holding tank for waste matter that should be removed within eighteen to twenty- four hours. In most cases, constipation arises from insufficient amounts of fiber and fluids in the diet. Other factors may include inadequate exercise, advanced age, muscle disorder, bowel diseases, repeated failure to heed the signal to eliminate, or excessive fatigue, nervousness, anxiety, stress, or emotional tension. How often should one eliminate? We should eliminate at least twice daily. HERE ARE A FEW RECOMMENDATIONS TO FOLLOW: A diet high in fiber is essential for constipation. {oat bran, wheat bran, flax meal a ¼ cup added at meal
time is helpful, they can be mixed with 1\2 cup of your preferred liquid or added to breakfast cereal.} These foods are also very effective or helpful in eliminating waste: Whole grain cereals, leafy vegetables, fruits, fresh or cooked. A small cold enema is often effective for retraining the bowel. Use cold tap water in the rectum, hold for one minute, and expel. A
bowel movement will generally follow. Use this treatment at the same time each day to establish a pattern of regularity. Four to five olives eaten everyday with your meal may be helpful. All animal products are low in fiber and tend to be constipating, therefore we should reduce our intake or eliminate all together. Milk and cheese, which are animal

plants at poolside, and on decks and porches. The flowers of African lily last quite long and are great as cut flowers. Even the seed pods are attractive and can be used in dried arrangements. The most popular lily-of-the-nile grown in America is A. praecox although it is often sold as A. africanus. Not to worry, though as they are very similar to one another and every bit as desirable.
Bees visit and pollinate the Agapanthus flowers, but then again, are there any bees in TCI... The Agapanthus seeds are dispersed by wind. Agapanthuses are easy to propagate by division. Divide between spring and early summer, or after plants have finished flowering. Avoid splitting plants too often as this will reduce flowering. Large clumps should only be split every four to six years.

Placing your feet on a small stool is helpful. Ideally the thighs should be against the abdomen and the higher the stool the closer the thighs come to the abdomen. Leaning forward will bring the abdomen closer to the thighs. Adequate fluid intake is essential in preventing constipation. Six to eight glasses of water daily are recommended. A glass of hot/warm water with added fresh lemon juice before breakfast may stimulate elimination. The juice of one lemon is sufficient. Tea has been known to induce constipation. Avoid all clothing that constricts
the abdomen. Clothing should not leave red marks on the skin. Some foods are known to have laxative action. Prunes,{6 daily with your meal} the most common of them has been proven to be a laxative, apples, figs, licorice, raw spinach, and strawberries are also helpful Eat smaller portions- no large, heavy meals For quick relief drink 1 glass of water every 10 minutes for half an hour. The following HERBS are also very useful: Alfalfa, cascara sagrada, milk thistle, senna leaves, aloe vera gel, and take as directed on the package. Supplements: do we need them? This is a question I am asked all the time. The answer needs to be made on an individual basis but I can tell you that very often the answer is yes. As many of us are seeking optimal health, supplementation becomes important to create the best internal environment. This is because nutritionally depleted foods and our modern lifestyle can lead to vitamin and mineral deficiencies. Digestive issues make it difficult for some individuals to absorb and utilize the food they eat. Some specific conditions have increased requirements for various nutrients. Finally at certain times in our life we may need extra support, such as during pregnancy or in old age. Now I must say right off the bat, not all supplements are made equal. Although there is a considerable lack of regulation of the supplement industry by groups such as the FDA (Food and Drug Administration of the United States), there are companies that are committed to providing pure, unadulterated (uncontaminated) products. These companies have their products undergo independent third party testing. There are many inexpensive brands and products on the market. These often do not contain the advertised quantities of
supplement or vitamins, and several have been found to contain traces of toxic substances. This is a multibillion dollar industry with huge profit incentives, so doing your homework on the company you are purchasing from is very important. You should be able to find the following on any company’s website: • What is their commitment to Quality Assurance? (Meaning, how do they guarantee the product has what it says it has on the label). • Is there third party testing, or do they test their own products?
(Third party testing eliminates the bias of wanting your product to pass the test). • Do they use “proprietary blends” or do they tell you exactly how much of each ingredient is in the mix? (proprietary blends are meant to protect the company’s “secret formula” but also allow them to contain very little of the most expensive part of the combination and a lot of the cheaper ingredient without being obvious about it. • What is their commitment to sustainability (if they are using herbal products for example) • Do they use methylated forms of vitamins? (This is the form of the vitamin as found in nature. For example, methylfolate, which is the natural form of folic acid, and much better for you). • How do they ensure their capsules are easily digestible? (Because if your gut can’t break it down, even the best vitamins are not much good to you). As for whether or not you need to take supplements, this is a more complicated question. How well you digest and absorb food is a major part of this picture. I would also argue that many people eat far too many processed foods and therefore don’t really get the balance of nutrients they need. Even for those of us making a conscious effort to eat well, due to lack of crop rotation, pesticides, and practices such as hydroponic growing, many fruits and vegetables are not as nutritionally wholesome as they were even a generation ago. A major factor that plays in here are the microorganisms found in soil. Many of these are killed off with pesticide application or simply not present in hydroponic cultivation. Understanding of the critical role of soil microorganisms like bacteria and fungi in food quality is just in its infancy, but suffice it to say that

they contribute a huge amount to the quality of our produce. Too much of anything is not a good idea. This holds true for supplements as well. Megavitamins are probably not good for you and may well do harm. Taking a good look at daily dose, cycling nutrients, and using strong herbs sparingly are all important considerations. Moderation is key and you can’t necessarily rely on what is written on the packaging of the bottle. If you are taking certain medications, doses may need to be raised or lowered, and interactions with other foods, herbs and pharmaceuticals must be taken into account. How many times have you heard to be careful with grapefruit juice? Some facts are common knowledge, some are lesser known, and some aren’t even true. The health food world is full of opinions as well as facts. Doctors and other healthcare workers are often as confused as their patients. To be safe as well as spending your hard earned money wisely you must do careful research. A better approach is to speak with someone who is appropriately trained and keeps up to date in this rapidly changing and complex area of wellness. US to step up deportations of Haitians THE United States government, responding to an extraordinary wave of Haitian migrants seeking to enter the United States, said today that it would fully resume deportations of undocumented Haitian immigrants. After an earthquake devastated parts of Haiti in 2010, the United States suspended deportations, saying that sending Haitians back to the country at a time of great instability would put their lives at risk. About a year later, officials partly resumed deportations, focusing on people convicted of serious crimes or those considered a threat to national security. But since last spring, thousands of Haitian migrants who had moved to Brazil in search of work have been streaming north, mostly by land, winding up at American border crossings that lead to Southern California. Few have arrived with American visas, but nearly all have been allowed to enter the United States because immigration officials were prohibited, under the modified deportation policy, from using the so-called fast-track removal process often employed at the border for new, undocumented arrivals. Instead, the migrants were placed in a slower deportation process and released, with an appointment to appear in immigration court at a later date, officials said. Since early summer, most have been given permission to remain in the country for as long as three years under a humanitarian parole provision, immigrant advocates said. With the full resumption of deportations, which took effect this morning, Haitians who arrive at the border without visas will be put into expedited removal proceedings. statement that conditions in Haiti had “improved sufficiently to permit the U.S. government to remove Haitian nationals on a more regular basis.” While his statement did not mention the recent influx of Haitians along the southwestern border, Homeland Security officials, during a conference call with reporters, cited the migrant wave as the other key factor in the administration’s decision. Since last October, officials said, more than 5,000 Haitians without visas have shown up at the San Ysidro crossing that links Tijuana, Mexico, with San Diego. By comparison, 339 Haitians without visas arrived at the San Ysidro crossing in the 2015 fiscal year. An additional 4,000 to 6,000 Haitians were thought to be still making their way from Brazil, immigrant advocates in San Diego and Tijuana said, based on estimates from shelters along the Brazil-toMexico migration route.
The message to those Haitians from the Obama administration, however, seems clear: Turn around or go elsewhere. An uptick in deportations might not occur immediately. Removals require the cooperation of and paperwork from the receiving country, and Homeland Security officials said they were still in negotiations with the Haitian government about the policy shift. In the meantime, officials said, nearly all Haitians stopped at the border and scheduled for accelerated deportations would be put into detention centres. Officials clarified, however, that asylum law would continue to apply to newly arriving Haitians. A migrant who feared returning to Haiti because of the threat of persecution or torture would be interviewed to determine whether that fear was credible. If an immigration officer determined it was, the immigrant could apply for asylum.
Cayman rises 13 spots in Global Financial Centre Index THE Cayman Islands has risen 13 spots in the latest Global Financial Centres Index, released this month. Cayman ranks 28th, ahead of Bermuda and the British Virgin Islands in 35th and 36th position, respectively. All offshore financial centers recovered lost ground in the ranking, which is based on two separate sources of data – instrumental factors and responses by financial services professionals to an online survey. Jersey, Guernsey, the Isle of Man, the Cayman Islands, Bermuda and the British Virgin Islands are all up in the GFCI 20 ratings. Cayman’s index score increased by 35 points to 676 compared to the last survey six months ago.

Matthew could affect eastern Cuba and the Bahamas TROPICAL Storm Matthew was nearing hurricane strength in the Caribbean Sea on Thursday and is anticipated to poses a danger to Jamaica, parts of Hispañola, eastern Cuba, and The Bahamas early next week. Although TCI is not anticipated to be in the direct path of the hurricane, current estimations indicate that it will be affected by heavy showers. Matthew was located just under 300 miles south of San Juan, Puerto Rico, as of late Thursday morning. A Hurricane Hunters reconnaissance mission early Thursday measured flight-level winds a few thousand feet above the sea of just over 90 mph. So, Matthew is teetering with hurricane status, despite the wind shear. Radar from Meteo France shows the heaviest rain has ended, but a few bands of rain are still lingering over parts of the Lesser Antilles, but will slowly diminish the remainder of Thursday. George F.L. Charles Airport on St. Lucia picked up 9.21 inches of rain Wednesday. On the south side of the island, Hewanorra Int’l Airport picked up 13.19 inches of rain in just 12 hours from 8 p.m. Wednesday through 8 a.m. Thursday, according to the Antigua Met Service. For most, total rainfall accumulations of 4 to 8 inches are expected across the Windward Islands and the southern Leeward Islands through Thursday. Lifethreatening flash flooding and mudslides are possible. Rainfall of 1 to 2 inches was expected farther north across the northern Leeward Islands plus the Virgin Islands and Puerto Rico. Accumulations will range from 1 to 3 inches across the Leeward Antilles, including Aruba, Bonaire
and Curaçao through Friday. A wind gust to 89 mph was reported in St. Pierre, Martinique, Wednesday evening. Some stations are elevated at 50 to 100 feet. Sustained winds of 39 mph were reported on the island of Barbados. Matthew is currently experiencing some wind shear provided by southwest winds several thousand feet above the surface, which has blown convection away from its centre of circulation. This wind shear may temporarily pump the brakes on any significant intensification of Matthew the next day or so. First up, given the southern track, outer bands of rain and winds to trpoical storm-force are possible in the typically drier “ABC Islands” – Aruba, Bonaire and Curaçao – as well as parts of coastal Venezuela and Colombia Thursday through early Saturday. Beyond that, uncertainty is still considerable on the critical details of this system. Over the next couple of days, Matthew should continue to move west as it rides the southern periphery of the Bermuda high. Sometime this weekend, Matthew should make its long-anticipated northwest or northward turn in the Caribbean Sea, as the system reaches the southwestern edge of the Bermuda high. The critical details regarding when exactly that turn is made, how sharp it is, and Matthew’s intensity at that time will dictate the impacts for Jamaica, Hispañola, and eastern Cuba. Unfortunately, there is still some important forecast uncertainty regarding those important details, which is common for a tropical cyclone forecast several days out.

Regional News Bahamas urged to ‘immediately’ seek 50-60 tax partners A PROMINENT QC on Monday urged the Bahamas to “immediately” begin the process of seeking out automatic tax information exchange partner countries, arguing that it needed to seal 50-60 such agreements by the 2018 deadline. Brian Moree QC, senior partner at McKinney, Bancroft & Hughes, told Tribune Business that the Bahamas should not wait to pass the enabling legislation, and accompanying regulations, to deliver on its international commitments. He recommended that the Government start sending out “invitations” to other countries, in a bid to initiate automatic tax information exchange agreement negotiations, within the next two weeks - a timeline that coincides with when the draft legislation should be released for industry/public consultation. Faced with an OECD-inspired media onslaught, Mr Moree warned that the Bahamas could ill-afford to be ‘blacklisted’ by either this organisation or the European Union (EU), as this would be “extremely dangerous” for the financial services industry’s health. With both the Organisation for Economic Co-Operation and Development (OECD), a front for the G-7/G-20 nations, and the EU threatening such action, Mr Moree
urged the Bahamas to respond proactively and ‘get ahead’ of the timelines for implementing its Common Reporting Standard (CRS) obligations. “In my view, the Bahamas should not wait until the enabling legislation has been passed to send out invitations to countries to become information exchange partners under the CRS,” Mr Moree told Tribune Business. “This process should start immediately; within the next two weeks. Because we have chosen the bilateral route, an approach approved by the OECD itself, the process has to begin as soon as possible.” The well-known QC implied that doing so would be the best possible defence to charges by The Economist magazine, and International Consortium of Investigative Journalists (ICIJ), that the Bahamas is a rogue, uncooperative nation that is singlehandedly undermining global efforts to crack down on socalled “tax dodgers”. The international media attacks appear to have the blessing, if not the full support, of the OECD, which is trying to build enough pressure to force, or bounce, the Bahamas into abandoning its chosen bilateral approach to CRS implementation in favour of the multilateral route.
Jamaica PM says no need for state of emergency DESPITE a spike in violent crime in western Jamaica, Prime Minister Andrew Holness says the government is not considering declaring a limited State of Emergency – at least not yet. He said he remains confident the security forces have the capacity to effectively address the problems. Over the past few weeks, there has been a spike in gun violence – resulting in death in some instances – in the western parish of St. James. “The Government is not afraid to call a State of Emergency but at this point, a State of Emergency, in my mind, is not a tool that needs to be deployed. I think the police force has the capacity, our army has the capacity…I think with the other strategies and plans we have in place, we will be improving the capacity of the police and the army to respond,” Holness said at a press conference that followed a meeting between the Prime Minister and the leadership of the Jamaica Constabulary Force, Jamaica Defence Force and other key security stakeholders to discuss crime-fighting strategies. He added that he did not want a sense of siege to take over Jamaicans through the implementation of a State of Emergency, but will be keeping that option open. “If the Government deems it necessary, we will, but we are not at

that point so I don’t want criminals to feel that we have any hesitation if it is required. Jamaica is a functioning state, we do have elevated levels of crime…It is associated with the phase of development that we find ourselves in. The truth is that much of our crimes is driven by economic motives.” Holness pointed out that once the country’s economy starts growing at an acceptable rate, crime should fall. “One has to be careful, however, that in tackling crime you don’t shut down
the entire economy…you need to be pulling people out of crime and into jobs and so the Government is putting into place those strategies,” he said. Meanwhile, Prime Minister Holness is appealing to citizens to take information about criminals and their activities to the police. “Information is probably the greatest weapon against the criminal. The criminal exists and thrives in areas where he is protected because citizens don’t share the information,” he argued.

Death threats, government order block Haiti gay festival ORGANISERS have called off a festival celebrating Haiti’s AfroCaribbean lesbian, gay, bisexual and transgender (LGBT) community because of threats of violence and government opposition. Jean Danton Leger, commissioner of Port-au-Prince, said he had blocked the Massimadi festival to
protect public morals. The decision followed Haitian lawmaker Senator Jean Renel Senatus calling for the four-day film, art and performance event to be banned. Senator Senatus had previously condemned the attempt to start the Massimadi festival in Haiti.
BERMUDA’S economy grew in real terms last year for the first time in seven years, according to government statistics released today. Gross domestic product — the value of all the goods and services the island produces — was $5.9 billion last year, up 4 per cent compared to 2014. After being adjusted for inflation, the increase was 0.6 per cent, the first time real GDP has risen since the 1.1 per cent increase in 2008. The rise in economic growth translated into a 4.1 per cent gain in GDP per capita which was measured at $96,018 per person in 2015. The growth was broad based, with 13 of the total 15 industries recording growth in value added, led by international business and retail, which produced the largest increases by dollar value. The figures also provided evidence that the massive makeover of the Hamilton Princess hotel and America’s Cup-related projects boosted the economy, as the
construction sector’s contribution to GDP grew by 6.7 per cent. International business activity represented 28 per cent of the island’s GDP and the sector’s value added rose 5.3 per cent from 2014 to $1.66 billion, driven by increases in wages, salaries and benefits, and investment compensation. Ross Webber, chief executive officer of the Bermuda Business Development Agency, said: “This a very encouraging milestone. The fact this is real GDP growth, led by international business, is reassuring and underscores the BDA’s mission — to raise GDP and create jobs. “Through the BDA Concierge Service, we are certainly seeing more companies establishing in the jurisdiction across industry sectors, and we will continue our efforts to keep the trend on track.” After international business, the next biggest sector was real estate and renting activity, which climbed 2.1 per cent to $983.55 million.
The wholesale, retail trade and repair services segment saw strong growth, with value added increasing 10.9 per cent. Within this industry, growth in value added was led primarily by sales and repairs of motor cycles, up 43 per cent, sales of motor vehicles, up 32.3 per cent, and sales by food stores, up 12.9 per cent. Grocery stores’ sales increases were probably helped by the reduction of the 10 per cent Wednesday discount to 5 per cent, as of March last year. Value added by businesses selling household appliances and equipment rose 27.2 per cent, while businesses trading in hardware, paints, glass and other construction materials increased 11.9 per cent. Value added for hotels and restaurants was 3 per cent higher in 2015. Restaurants saw a $7.3 million, or 7.1 per cent, improvement over the previous year, despite a 2 per cent decline in visitor arrivals last year.

Howard: UK does not need to be in EU single market BRITAIN should not remain a member of the single market once it leaves the European Union, former Conservative leader Michael Howard has said. Lord Howard told the BBC the UK should secure “access” to it instead. He also said Brexit negotiations should be concluded “as soon as we can” to avoid prolonged uncertainty about the UK’s future relationship with the EU. The government has not said when it will start the formal exit process, other than it will not begin this year. There is also uncertainty over the nature of the UK’s relationship with the bloc post-Brexit, especially whether it intends to remain a member of the single market, which offers free movement of goods, finance and people around the EU without any tariffs, quotas or taxes. European leaders have repeatedly stressed that the UK cannot stay in the single market without accepting the free movement of EU citizens. The UK voted to end its EU membership by 51.9% to 48.1% in a referendum on 23 June. Speaking to BBC Radio 4’s Today programme, Lord Howard - who backed the Leave campaign - said the British people voted for control of their own laws, immigration and borders and for the UK to have the right to make free trade agreements with other countries. “I don’t think you can have those things without leaving the single market. I don’t think we should be or need to be members of the single market. “Of course we want access to the

single market which is an entirely different thing”. The peer, who led the party 2003 to 2005, said “every country in the world” had access to the single market to sell their goods and the “important question” was “what are the terms on which you have access”. “Every European country which is not a member of the EU, with the exception of Belarus, has a freetrade agreement on goods with the European Union. That means no tariffs, no tariff barriers, free trade on goods. “I have no doubt that’s what we’re going to get,” he said, saying that it was in the EU’s own interest. Rejecting the argument that Britain may not be able to get the deal it wanted, he insisted: “We are not a supplicant. We will get a good deal.” Lord Howard said it would be a good idea “to bring these negotiations to a conclusion as soon as we can” and while it was perfectly
reasonable for the government to take time to look at all the angles “uncertainty is something we don’t want to prolong”. He also said terms such as “hard” or “soft” Brexit were unhelpful and unnecessary, saying a “fair” Brexit deal - to both the UK and the EU was what was needed. Prime Minister Theresa May has insisted “Brexit means Brexit” but she is coming under sustained pressure from political opponents to set out the government’s Brexit strategy and its vision for the UK’s future outside the EU. Mrs May has refused to give a “running commentary”, saying it would be an error to “reveal our hand prematurely”. But she has said the government was committed to securing the “right deal” for Britain, that includes a “good deal” in trading goods and services, as well as controls on immigration. Meanwhile, French presidential hopeful Nicolas Sarkozy has said, if elected, he would give Britain an opportunity to reverse its vote to leave the EU by negotiating a new treaty with Germany for EU members, the Financial Times reports. The paper quotes him as saying: “I would tell the British, you’ve gone out but we have a new treaty on the table so you have an opportunity to vote again. But this time not on the old Europe, on the new Europe. “Do you want to stay? If yes, so much the better. Because I can’t accept to lose Europe’s secondlargest economy while we are negotiating with Turkey over its EU membership.

Brexit: Italian PM Renzi warns UK over EU rights IT WILL be “impossible” for Brexit talks to result in a deal that gives Britons more rights than others outside the EU, Italy’s PM has told the BBC. Matteo Renzi warned that leaving the EU would be a “very difficult process” - but the problems could be solved only after the UK began the exit procedure. He said the Brexit vote had been “a bad decision” but had to be respected. Meanwhile a German business leader said a so-called “hard” Brexit, rather than a “fudge”, was the only option. Following the UK’s vote to leave the EU in June’s referendum, attention has focused on the government’s likely demands in Brexit negotiations. Mr Renzi said he had been shocked and saddened by the referendum result, but repeated Mrs May’s vow that “Brexit is Brexit”, saying democracy had to be respected. Asked about whether there could be “flexibility” over EU rules on freedom of movement and access to the single-market, he said “I think
this is a very interesting debate, because this debate will be a debate about the concept of rules in the EU.” But he said that debate could only begin once the UK had triggered article 50 - the official procedure for it to start leaving the EU - and he warned: “It will be impossible to give to British people more rights than other people outside the EU.” “The people of the UK decided the way for the future,” Mr Renzi said. “Now the situation is that we can - and we have to - build the best alliance between the UK and the EU for the future because we will be the best friends for the next years. “And at the same time I think this decision could push European leaders to invest in a new way for Europe.” Mr Renzi said Brexit discussions would be handled by the European Commission - not individual leaders or countries. However, he added that he was ready to work with Mrs May “to support this very difficult process”. He said questions over the UK’s departure from the EU need to be solved “as soon as possible”.
Poll: After Debate, Women Think Less of Trump and Better of Clinton DONALD Trump has said, “I would be the best for women.” But according to a new NBC News|SurveyMoney poll taken after the first presidential debate, a majority of women aren’t convinced. Twenty-seven percent of likely women voters said the debate made them think worse of Trump. Meanwhile, nearly a third, or 30 percent, said their opinion of Clinton had improved, compared to 22 percent of men. Women were also far likelier to say Clinton won the debate, by a 10-point margin over men. “I’m undecided, but I’m leaning more towards Hillary than I ever have before because of the debate,” said Joan Hume, a 71-year-old retiree in Fairfield, Ohio who said she voted for Trump in the Republican
primary because she wanted to “see Washington shaken up.” Hume added, “There’s a side of him that’s scary to me that I’m seeing more of. I thought maybe he would change when he got the nomination, but he’s getting worse.” Only 11 percent of women voters said their opinion of Trump had improved after the debate. Thirteen percent said their opinion of Clinton had worsened, compared to 21 percent of men who thought less of Clinton after seeing her debate. Women were also likelier, by a 12-point margin, to doubt Trump’s personality and temperament, while men were likelier to doubt Clinton’s, by a near-identical margin of 13 points. Obama: Congress veto override of 9/11 lawsuits bill ‘a mistake’
US President Barack Obama has said Congress made a “mistake” by overriding his veto and pushing through a bill that allows legal action against Saudi Arabia over the 9/11 attacks. He said the bill would set a “dangerous precedent” for individuals around the world to sue the US government. Wednesday’s vote was the first time Mr Obama’s veto power was overruled. CIA Director John Brennan agreed that the bill carried “grave implications” for national security. He added: “The downside is potentially huge.” The Justice Against Sponsors of Terrorism (JASTA) legislation opens the door for victims’ families to sue any member of the Saudi government suspected of playing a role in the 9/11 attacks. Fifteen of the 19 hijackers were Saudi nationals, but the oil-rich kingdom - a key US ally - has denied any role in the attacks, which left nearly 3,000 people dead. While US intelligence raised suspicions about some of the hijackers’ connections, the 9/11 commission found no evidence that senior Saudi officials, or the government as an institution, had
funded the attackers. Almost 3,000 people were killed when they deliberately flew planes they had seized into the World Trade Center and the Pentagon. Another hijacked plane was brought down in a field in Pennsylvania. Reacting to the congressional vote on Wednesday, Mr Obama told CNN: “It’s a dangerous precedent and it’s an example of why sometimes you have to do what’s hard. “And, frankly, I wish Congress here had done what’s hard. “The concern that I’ve had has nothing to do with Saudi Arabia per se or my sympathy for 9/11 families. “It has to do with me not wanting a situation where we’re suddenly exposed to liabilities for all the work that we’re doing all around the world and suddenly finding ourselves subject to private lawsuits.” But families of the victims and their lawyers have dismissed these concerns. “We rejoice in this triumph and look forward to our day in court and a time when we may finally get more answers regarding who was truly behind the attacks,” said Terry Strada, national chair of the 9/11 Families & Survivors United for Justice Against Terrorism.
Young girl runs over 2-yearold sister while starting car A 2-YEAR-OLD New Hampshire girl is recovering at a Boston hospital after her 7-yearold sister accidentally ran over her while starting the family car. Police say the girl’s mother told officers she gave her daughter permission to start the car around 6:30 p.m. Tuesday. The 2003 Ford Focus was parked in front of the family’s apartment in Salem when the 7-year-old mistakenly put the
vehicle into reverse and backed over her sister. The toddler suffered broken bones in her legs as well as injuries to her chin, scalp, rib cage and upper right arm. The injuries aren’t considered lifethreatening. Police say this isn’t the first time the 7-year-old was allowed to start the vehicle. They are considering filing criminal charges against the girls’ mother.

TCI hospital attends World Medical Tourism Congress A DELEGATION from Turks and Caicos Islands (TCI) hospital attended the ninth World Medical Tourism & Global Healthcare Congress in Washington D.C. at the Gaylord National Resort & Convention Centre from September 25 to the 28. The congress is one of the most comprehensive international healthcare conference and trade shows in the medical tourism industry and attracts up to 3,000 participants, 400 qualified buyers of healthcare along with industry forums and executive summits. TCI Hospital Chief Executive Officer, Daniel Carriere and Chief of Medical Services, Dr. Denise Braithwaite-Tennant participated in the 2016 Global Medical Directors Summit and the Caribbean Roundtable Forum. Turks & Caicos Islander Julianna Musgrove graduates from Sandals’ management trainee program AFTER a two-year journey which saw them working the ranks in every department in various resorts all across the region, TCI native Julianna Musgrove along with 24 other participants in Sandals Resorts International’s (SRI) Management Trainee Programme have officially shed the trainee title and will now move into management roles, following a graduation ceremony held last weekend. “I am so proud to be the first Turks & Caicos Islanders to be inducted and complete this prestige Management Trainee Program” said Julianna Musgrove, “Being a part of
such a change-included programme has been the highlight of the last two years of my life. I can definitely say that the experience has been wonderful having worked in the Turks and Caicos, Jamaica, and St. Lucia.” The new managers were selected from a pool of 1500 applicants two years ago and include a number of Jamaicans as well as nationals from St. Lucia, the Bahamas, Grenada, Barbados, Antigua, the Turks and Caicos Islands and both previous employees of the Sandals/ATL Group and new recruits. “My passion is helping people

The TCI Hope Foundation for Autism Awareness, a non-profit organisation, was founded in the Turks and Caicos Islands on April
16, 2013, to cater to autism awareness, diagnosis, and treatment. The Hope Foundation classroom currently caters to seven children. Members estimate that there are hundreds of undiagnosed cases of children with autism spectrum disorder (ASD) in the TCI. More than 20 children in the TCI benefit from the assistance of the TCI Hope Foundation. These children are helped through free evaluation and consultation for seven weeks during the summer. They are also provided with information through the foundation’s website and support is given to parents through the autism classroom.

Ryder Cup 2016: McIlroy says he wants to win for Darren Clarke RORY McIlroy says he will be driven by the desire to win for childhood hero Darren Clarke as Europe aim for a fourth Ryder Cup victory in a row against the United States. Europe begin the defence of their trophy in Minnesota on Friday. McIlroy was only 10 when he first met Europe skipper Clarke, 17 years ago. “I’ve always wanted the win for the captain, but probably even more so this year because of Darren and the relationship we have,” said McIlroy. He added that being a player under fellow Northern Irishman Clarke is “special for both of us”. Four-time major winner McIlroy has never been part of a losing Ryder Cup team since his debut at Celtic Manor six years ago, and will be his team’s de facto on-course leader as the US

In a team featuring six players making their Cup debuts, the world number three’s experience and charisma will be critical for Clarke, who was a vice-captain of the successful Europe teams in 2010 and 2012. “McGinley was the best captain that I had ever played under - I had a very special relationship with Paul,” said McIlroy. “I met Darren for the first time on my 10th birthday on the practice range at Royal Portrush Golf Club and we’ve known each other ever since. “That was my birthday present, to play Royal Portrush, or actually the Valley Course next to it. THE BCB Wahoos gained revenge over defending champions of the Turks and Caicos Islands Rugby Football Union (TCIRFU) Tag Rugby League the Meridian Marauders with a 14-9 win on Thursday evening (September 29) at the Meridian Field. Shalone led the attack for the winners with five points. The defending champs have only themselves to blame after one of their players was ejected for speaking to the referee in an unsportsmanlike fashion (after he was previous warned). The third round of the competition started with the Unicorns of Doom edging past the Tipsy Turtles 19-18. Shrimpy led the Turtles with two tries, but the eventual winners held on after a late try from Levardo. Nuff Said also got into the scorebook with their first win of the season. Against Red Mist they won 16-11 with Francesca Pierce leading the charge with six points. Jolly Ranchers, who were winless last season, got their second victory with a 22-5 win over the Reef Rovers. Janine Taylor scored nine points, while Ben who transferred from Red Mist, finished with six points for the Ranchers. The competition continues next Thursday.

NBA superstar Wade spreads hope to TCI youngsters THE Chicago Bulls’ newest superstar Dwyane Wade had a very interactive session with 50 students from schools across Providenciales last Saturday. The 34 year-old, who was hosting his Wade Brand Summit for the third year in a row at the Beaches Turks & Caicos Resort Villages & Spa, helped the TCI students design vision boards while he also spoke about preparedness, hard work, and overcoming adversities. He and his sister Tragil, who serves as president of his charitable organisation, stressed the importance of having a vision and mapping out those visions and reevaluating them to stay on track. As last year, the former Heats shooting guard reminded the young players to keep fighting for their dreams. He added that not reaching an intended goals or career aim is not failure. “Sometimes the road takes you to a different path and a more successful and happier outcome.” The students were also invited to ask questions and share their career goals and dreams for the future. Wade had started with an overview of the partnership between the Sandals Foundation and Wade’s World Foundation. The relationship between the two aims to raise awareness and funds in support of Game Changer – an integrated sports programme to benefit youths

TCI sailing team set for Bahamas competition A team of pre-teen TCI sailors will compete for the first time ever in the Bahamas Optimist National Championships this weekend. Charlie Downes, Maya Lopes Wilson, Grace Reaston Brown, Jay Scott and Tristan Grandsire (all 12-and-under) are excited to compete in the regatta, where there is expected to be over 100 boats from the US, all over the Bahamas, St Lucia and Grand Cayman. The Optimist, which boasts the most competitive racing fleet in the world, is a new addition to the TCISA’s fleet of boats. For the competition, Coach Keir Clarke has been putting the sailors through a tough training schedule out on the water three times a week. “We’re really excited to show the Bahamas what we are made of…
Hopefully some exciting results will gain us the increased exposure we need.” Clarke is also hoping that the TCISA can get more optimists (small singlehanded boats for children) and possibly host an international regatta in the future. Under Clarke, sailing has grown expeditiously in the TCI and he promises that with the right assistance from the relevant authorities the sport can be taken to the next level. “We would love more recognition and even funding from the TCIG. Our goals for the near future would be to add to our current facility in the night park with a club house, changing rooms and generally more space, ultimately being recognised as the Turks and Caicos National Sailing Centre open to residents and tourists alike.”
The TCI 12-and-under sailors will compete against some outstanding young sailors from the Caribbean.
