FSC urges voluntary company registration under new ordinance BY DELANA ISLES COMPANY owners have until December 31 to voluntarily register their firms under the new Companies Ordinance 2017 - and only until the end of this month to register for free. The new legislation came into effect on February 1 this year and since that time the Financial Services Commission (FSC) has been encouraging local companies to register. This was announced on Thursday (October 11) by registrar of companies Karlene Ferrier and Marc Rawlins, legal enforcement consultant with the FSC, at a press briefing at the agency’s executive offices in Providenciales. The passage of the 2017 ordinance repealed the old ordinance, and from the end of the year the old legislation will no longer be in effect. When the transition phase is up on December 31, any company not voluntarily registered will be automatically registered under the new ordinance, Ferrier advised. The owners will then be responsible for paying several associated fees. She further advised that under the new ordinance all companies must appoint a registered agent. That person must be a licensed company manager or agent, a list of whom the public can find on the FSC’s website. The registered agent will be responsible for maintaining the company’s records with the registry. This agent also has certain compliance responsibilities under

this and other related ordinances and will provide details on the registration requirements to companies, the registrar stated. During the initial voluntary registration process, which ends of October 31, companies will not be charged. However, if registering after November 1, the process will attract a reduced registry fee of $50. Once registered a company has 14 days to file details on its beneficial owners. Ferrier said that any company which fails to register before January 1, will be automatically registered by the FSC registry department.

Once automatically registered the company will have until February 28, 2019, to file a list of mandatory documents through its registered agent. Those documents are: notice of

appointment of registered agent, registered agent consent, notice of directors (Form 6) and notice of members (Form 7). These filings will attract a fee of $175.

The registrar added that failure to comply with the above requirements will result in the company being struck from the register of companies. Unregistered companies will then have up until 10 years to go through the process, and if that times expires without action, they can contest the matter in a court of law. Any company that is not fully registered by the February 28 deadline, will be operating illegally, Ferrier advised. In addition, she said that it is highly recommended that companies file amended articles of incorporation which are compliant with the new ordinance. This process attracts a registry filing fee of $125 and companies have six weeks after automatic registration (February 28) to file details on their beneficial owners. The registrar added that the registry is not the competent authority to advise on the advantages or consequences of voluntarily and/ or automatic registration. She advised that persons seek independent legal advice or consult with a licensed company manager or agent.

Deadly earthquake in Haiti triggers warning for TCI BY OLIVIA ROSE A 5.9 earthquake rattled neighbouring Haiti last weekend leaving at least 15 people dead and more than 300 injured when several buildings collapsed. The US Geological Survey (USGS) said the quake hit at 8.11pm on Saturday night (October 6) and was centred 12 miles (19 kilometres) northwest of Port-de-Paix, which is about 136 miles from the capital of Port-au-Prince. The quake was said to be 7.3 miles (11.7 kilometres) below the surface and resulted in tremors being felt in the Turks and Caicos Islands – which is 200 miles from Haiti. One Providenciales resident wrote on Facebook that she felt her house shake for about two minutes. It was reported that Bahamians in Inagua also felt tremors. Although no damage was reported in the TCI or the Bahamas, the strong aftershock triggered a warning for both countries. The Department of

Meteorology in the Bahamas issued an alert for the TCI and the southeast Bahamas on Saturday night. “An earthquake warning is in effect for the southeast Bahamas and the Turks and Caicos Islands and their adjacent waters,” it read. “At 8.35pm an earthquake measuring 5.9 on the Rictor Scale occurred in the Mona passage between Haiti and Cuba.

“No tsunami warnings have been given at this time, this system is being closely monitored for future development at this time,” the department noted. A significant aftershock occurred some 15.8 kilometres north-northwest of Port-de-Paix at about 3pm on Sunday, Paul CONTINUED 

Nearly 1.5k illegal migrants repatriated by August 31 BY DELANA ISLES

STARTLING figures released this week show that just eight months into 2018 the number of illegal migrants repatriated back to their native countries surpassed the total recorded in 2017. Director of Immigration Derek Been spoke with the Weekly News this week and confirmed that between January 1 and August 31, 1,476 people were sent home. Last year 1,335 people were repatriated in total. This year’s number, Been said, includes 888 from illegal vessel landings during this time. He added that Haiti received the majority of these repatriations. In addition to repatriations, 36 people have so far been charged with unlawfully entering the Turks and Caicos Islands via illegal sloops or through apprehension by officers. Back in April, Deputy Premier and Immigration Minister, Hon. Sean Astwood confirmed that for the whole of 2017, 1,335 people were repatriated to various countries. Haiti again receiving the highest number. Also at that time, he revealed that 432 people were sent back to their native countries in the first quarter of 2018. According to the Royal Turks and Caicos Islands Police Force, over the past several months of 2018, sloop arrivals saw a marked uptick due in part to issues with now repaired radar system equipment and other societal factors. Due to this uptick, in August, Deputy Premier Astwood convened an illegal migration and security summit to pick the brains of former and current high ranking Government members who would have dealt with immigration issues in their government portfolios. Given the reported success of that August 9 meeting, the minister stated that he intended to host others to target all sections of society in order to gather their input for possible solutions to help stem or alleviate the

He further explained that deportation and repatriation are treated as part of the Immigration Department’s recruitment budget, and that adequate funding is available for deportation and repatriation. “Deportation is a legal meticulous process that involves senior ranking public officials. It is time sensitive and balanced to avoid infringement of rights of detainees. “Each deportation is aligned with specific person and each detainee has a right to appeal during the deportation process. “Repatriation is a quicker process than deportation and usually takes two to three days, subject to number of persons. “This process entails statement taking, medical triage, photo taking, fingerprinting, etc. of each person.” Director Been noted that there are rare instances when the person’s status has to be verified, which requires additional time and instances where detainees do not have the required documents to enable travel back to their homeland. He said in some instances, the relevant diplomatic clearance has to be negotiated to return nationals through third countries and this again can delay the process.

Impoverished Haiti, where many live in tenuous circumstances, is especially vulnerable to earthquakes. A vastly larger magnitude 7.1 quake damaged much of the capital in 2010 and killed an estimated 300,000 people.

INQUIRY INTO RATE INCREASE

FORTISTCI is not happy with Governor John Freeman’s decision to refuse its application for an increase in fees for electricity service in the TCI. It has served him a notice requesting the appointment of an inquiry into “the reasonableness of the rate variation application.” That inquiry is now set to commence sometime in the coming weeks or months. What are your thoughts?

Another firm

There needs to be more than one electricity company. This company has great workers who do a good job but the owners of the company are looking at money mostly. Either it’s them or someone else wants too much. Big companies who come into these Caribbean islands do not care about the people. Neither do many of the small business ones.

A mistake?

How can this be? Washington Misick reported he had the inside word. The rise in rates was already approved.

Join forces

First of all, and without any further ado, the PDM Government elected overwhelmingly in December 2016 to protect the rights of TC Islanders has done the right thing by refusing the application to increase fees for electricity service in the TCI. All those seats are a daunting task to begin with. The decision in and of itself by Hon. ministers to reject the suggestion to increase electricity fees by FortisTCI, is reasonable. The public, the PNP, the PDM, must join forces to protect TC Islanders, residents, tourists etc from any further increases, reasonable or unreasonable. The governor himself, meaning the governor in council, sitting with ministers in Cabinet should reject the request. If the governor decides that he has the unilateral power to do this, ie. go ahead with an inquiry, then ministers ought to grant him TC Islander status so that he may run for premier, get duly elected and make decisions which are decidedly political and ministerial. There is too much gubernatorial interference into things which are decidedly ministerial and the exclusive province of duly elected ministers in the TCI. A warning to the wise, the interim government should be deemed ‘over’ for all and sundry, unless we elected puppets for the governor, which cannot be the case. Basically, a hard stance ought be taken as there is no reason, real or imagined for there to be any further power fee increase.

There is no official policy by this Government to consider fee increases. The TCI is already considered an expensive jurisdiction to do business in. Further increases will negatively impact the TCI business model and affordability in doing business. No one in the community, legal profession, political world, civil service etc, unless they harbour silly thoughts, could agree to any fee increase. It makes no sense and the request to force an increase is unreasonable.

Good job gov

Although this governor is most aloof and arrogant to have been sent to these Islands in recent times by the Foreign and Commonwealth Office, we must commend him for this one. Good job governor and the PDM Government for refusing FortisTCI’s application for a fee increase for providing electricity service. We also welcomed the appointment of an inquiry into its operation. Let us hope the commissioner unearths the truth about FortisTCI’s shenanigans. While he is at it, please find out how customers deposits are being used and whether they form part of FortisTCI’s working capital pool and if not, but instead are being invested, then why are we the customers not getting any interest or dividends credited to our accounts? If FortisTCI chooses not to have invested our deposits, then the Government should assess what the minimum accrued lost revenues could have been saying for the past 10 years. Then use such earnings to offset the proposed increase in rates.

Well done PDM

If FortisTCI wants to give up its stakes in the TCI, there would be another power company here in a heartbeat to provide to the market. Hats off to the PDM for understanding this and sticking up for the people!

Pay attention

This appears to be a change in policy from

both FortisTCI and the Governor’s Office. The British Foreign and Commonwealth Office has always directed its governors to protect the Canadian Commonwealth private firms. FortisTCI has never called for an inquiry and easily doubled its prices during the 12 years it provided electricity here. Let FortisTCI continue its current obvious extravagant management excesses and the resorts will leave the TCI. Pay attention Sharlene and Goldray.

Full transparency

FortisTCI must understand that the free ride is over. If it wants to continue to enjoy the monopoly on the generation and distribution of electricity and with the kinds of guaranteed rate of return on its investments, then it must subject itself to full transparency of its operation. How can it continue to purchase fuel from one main source without going to tender on the open market to get the best price and then tell the public that the price for fuel is the most competitive rate available, when this is a very significant part of the energy cost impacting our energy bill? To say that it had to invest $10 million to replace poles which were destroyed as justification for the increase is also rubbish. Proper planning and management should have recognised that this is a financial exposure since the poles are not insurable and make provision for such eventuality by way of a reserve fund. Instead it declares dividends to its shareholders and is now asking us to again bail them out. FortisTCI has been playing games with its customers for years and despite the fact that we do enjoy a very good and stable electricity service, management must understand that if it wants to continue to be the sole provider of power, it must lay bare the books for us to inspect. It must also conduct its affairs in a manner which engenders fairness and equity. No hanky panky.

How reasonable?

Let’s see who sits on the board of inquiry, for I can guarantee you that the Government has nobody capable of properly reviewing the FortisTCI figures, so the input of a person(s) properly qualified in this field is essential to an accurate assessment of their request. Without seeing the calculations FortisTCI submitted in support of its rate application, one cannot comment on how reasonable its request was. Let’s be sure to look at: -The tremendous expenditure by FortisTCI on bringing in emergency vehicles, crews and equipment that saw power restored in this county long before it was in most of the other Caribbean nations affected by the same storms. Somebody has to absorb these costs, and why should it be anyone other than the FortisTCI customer? -Have any reviews been conducted of the FortisTCI rate base to take into account the much-improved efficiency of their new generators? Are they now producing power at a lower cost per kwh than when the rate base was set? -With the tremendous growth of these Islands, FortisTCI is now selling much more power per month that they used to. Does the rate base accurately reflect the spreading of their fixed costs over this much higher volume? -How long will it take for any approved increase to recover the extra storm costs incurred? Perhaps it would be appropriate to mandate some roll-back of any approved increase after a certain period.

‘Our biggest threat is a tsunami’ DDME stresses the importance of education and preparedness BY OLIVIA ROSE THIS week’s earthquake in Haiti has demonstrated how critical the need is for earthquake and tsunami preparedness in the Turks and Caicos Islands. This is according to Dr Virginia Clerveaux, Director of the Department of Disaster Management and Emergencies (DDME), who said that hurricanes are not the territory’s only potential threat. A tsunami is a series of waves generated in an ocean or other body of water by a disturbance such as an earthquake, landslide, volcanic eruption or meteorite impact. Dr Clerveaux, during a recent television interview, said: “Our risk is ranging from low to medium so it’s not absent. “In 2010 when Haiti experienced a major earthquake, persons in the Turks and Caicos Islands reported feeling the aftershock. “Some tremors were felt as far as here in the Turks and Caicos Islands in Grand Turk, Salt Cay and South Caicos in particular. “While we may not be sitting in top of a plate tectonic it is important for us to be prepared in the Turks and Caicos Islands because as you are aware, earthquakes do at times generate tsunamis and our biggest threat is a tsunami.” Given the geographical location and topography of the TCI, there is a low to moderate risk for seismic activity. The primary source of high seismic activity and tsunami hazard in the area is the Septentrional fault system. According to the TCI’s risk profile, this fault system marks the major North American-Caribbean plate boundary in Hispaniola (Haiti and Dominican Republic) which runs several hundred kilometres south of the territory. Therefore, any earthquake or tsunami generated along the North American-Caribbean plate margin represents a potentially significant threat to the TCI. The TCI is also vulnerable to seismic activity generated along the Puerto Rican trench. Dr Clerveaux said: “Reading our Caribbean Catastrophe Risk Insurance Facility report, it indicated that if we were to experience earthquake impact in the Turks and Caicos Islands that resulted in severe damages we can have a loss of $1.5 billion in infrastructure, in critical facilities being damaged. To me that is significant.” She noted that even though the

tsunami risk to the Caribbean is not very well defined, the threat is very real, and all residents of the region should know the warning signs and the basic precautions.

Information, over the past 500 years the region has been exposed to approximately 100 tsunamis, of which 20 have been confirmed to have caused significant damage. This relatively high frequency one every 25 years - is noteworthy because the Caribbean region is home to about 40 million people, with a growing coastal infrastructure, tourism industry and population.

LACK OF RESOURCES The DDME director bemoaned the lack of financial resources for tsunami preparedness and other critical warning systems in the TCI. She said: “One of things that DDME is lobbying for is to be able to work with international and regional agencies to assist in mapping the bottom of the sea, just to determine its depth and other features. “Because when a tsunami is travelling, as it reaches closer to the shore that’s when the waves really get high and so if we know the layout of the ocean floor around the Turks and Caicos Islands then we are in a better position to map how far inland different heights of water would reach.” She said the department has also been lobbying for the implementation of more advanced and critical early warning systems that have been adopted by many countries in region. “In terms of early warning systems we have been lobbying for this for the past five to seven years we have approached the private sector, Government, NGOs, regional and international entities and so far, we have not been successful.” She pointed out that these systems if implemented would improve hazard mitigation since it would be easier to warn the population of an impending tsunami while enhancing disaster response across the territory. Clervaux revealed that the department is looking to secure funding to implement a tsunami siren system which is used to detect tsunamis in advance and issue warnings to the entire country to prevent loss of life and damage to property.

“What we’re asking for is nothing unique. It exists in the British Virgin Islands, it exists in Anguilla, Montserrat has it, Jamaica also has early warning system for different types of hazards whether it’s for flooding or otherwise, so it exists. “Nassau has siren systems which they recently implemented so we’re actually behind.” According to scientists at the National Centres for Environmental

Of particular concern is how the enclosed nature of the Caribbean basin means that tsunami waves can reach the coastlines in as little as a few minutes to three hours, in contrast to the 15 to 20 hours it can take a tsunami to cross the Pacific basin. The DDME has recently been running drills to ensure the populace is prepared in the event of an earthquake or tsunami.

Final preparations underway for Lucayan village dig BY GEMMA HANDY ARCHAEOLOGISTS probing the subterranean secrets of an ancient Lucayan village in Providenciales will begin their much-anticipated dig on Monday (October 15). Nineteen volunteers have signed up to help unlock the mysteries of the very first people to call the TCI home at the site said to date back to at least the 14th century. The 10-day dig is being headed by eminent expert Dr Shaun Sullivan who has investigated the TCI’s rich past for decades. The large amount of imported pottery found in the area – where construction on the 90-unit South Bank residential development is due to begin next year – has made it of particular interest. Dr Sullivan says the pieces offer valuable insight into who prehistoric indigenous people encountered and traded with around the region. Decorative images on the pottery, along with analysis of the mineral content, help determine their origin.

The pre-Columbian ceramics will allow the team to “map maritime trade routes” and “identify exchange partners among the Taino Indian groups” from Hispaniola and Cuba, the archaeologist told attendees at a meeting at the site last month. Islanders were also treated to a lecture and discussion at the Grace Bay National Museum on September 13 which sought to shed light on Lucayan astronomical time-keeping, among other topics. Dr Sullivan first discovered the centuries-old village in 1976. Artefacts previously uncovered there also include remnants of the fish, turtles, crabs and molluscs the Lucayans ate. The upcoming dig came about after Dr Sullivan revisited the area last spring. Developers Windward Long Bay gave permission for it to be investigated and provided funding to do so. Further artefacts unearthed will be given to the National Museum, along with equipment purchased for

the dig to assist with future research projects. Volunteers taking part include museum director Dr Michael Pateman, local residents and British West Indies Collegiate pupils. Students from other schools are also set to pay a visit to witness the works in progress. Dr Sullivan told the Weekly News he was keen to pass his archaeological techniques on to local youngsters in a bid to develop indigenous successors. A branch of the Tainos, the Lucayan people were the original inhabitants of the TCI and Bahamas and those encountered by Columbus in the late 15th century. By the early 16th century they had been entirely wiped out. Dr Sullivan’s team still needs an additional $1,000 to fund the $24,000 project. A CHANGE in stevedoring tariff, the opening of conch season and a new TCI National Sports Policy were all discussed at the latest meeting of the Cabinet. Governor John Freeman chaired the 23rd meeting on Wednesday (October 10) at the Hilly Ewing Building in Providenciales. All ministers were present except Hon. Ralph Higgs, Minister of Tourism, Environment, Heritage and Gaming, and Hon. Goldray Ewing, Minister of Infrastructure, Housing and Planning. Public input needed on notary public bill A DRAFT bill which seeks to update and replace the current dated law on notaries public in the TCI has been created – and public input is needed this week. According to a Government statement, the bill seeks to provide for a “comprehensive and revised law” to regulate the profession, and will repeal the existing Notary Public Ordinance. The general public is being invited to participate in providing feedback on the draft bill, but consultation closes next Thursday (October 18). “Your comments are necessary in finalising this bill which is beneficial to the entire Turks and Caicos Islands,” the statement released on Wednesday (October 10) said. The bill will detail requirements for eligibility to be appointed as a notary public and obligations to be met by those appointed to this office. The current Notary Public Ordinance was enacted as far back as 1894 and has been enforceable since

December 8, 1894. It was only amended in 2000 to update the notary acts and fees. The existing ordinance limits the number of appointments to only five notaries public. This number has “proven impracticable in this current age” and has warranted a decision on the ground for the appointing authority to appoint more notaries than is required by the ordinance. “It is proven that with the advancement of time and with the development and growth in the Islands, there are more persons qualified to be appointed and to hold the office of a notary public and to perform such services,” the Government statement said. On Thursday tropical storm Nadine was moving northwest at 8mph

Tropical storm strengthens in mid-Atlantic EMERGENCY personnel are keeping a close eye on tropical storm Nadine as it moves northwest across the Atlantic this week. On Wednesday (October 10) the Department of Disaster Management and Emergencies (DDME) issued a statement warning that it was strengthening. But at time of press on Thursday, meteorologists predicted that the storm would weaken over the

coming days. According to the National Hurricane Centre, at 5am Atlantic Standard Time the centre of the storm was near latitude 14.1 north, longitude 33.3 west. It was moving northwest at 8mph with maximum sustained winds of 65mph with higher gusts. “This general motion is anticipated to continue during the next day or so,” the centre said. “A

turn toward the west-northwest or west is forecast to occur on Friday.” It went on to say that gradual weakening is expected during the next couple of days, and Nadine is forecast to degenerate into a trough of low pressure over the weekend. The storm is currently of no threat to the Turks and Caicos Islands. The DDME will continue to monitor the storm and provide information of any changes.

Woman jailed for indecent assault on minor

A JURY has found a Haitian woman guilty of indecent assault on a female child. The verdict was returned on Tuesday (October 9) following a trial and brief jury deliberations in a Providenciales courtroom. Divina Divilus, who was represented by attorney Lara Maroof-Misick, was subsequently sentenced to one year imprisonment for unlawfully sexually touching the minor on her breast and vaginal area. In summing up the trial during her hand over to the jury, presiding judge Joan Joyner told jury members that is was a matter of who they believed - the defendant, who claimed that her touch was innocent, or the prosecution who claimed the touch was inappropriate and of an indecent and sexual nature. The defence’s case centred on the fact that Divilus did touch the girl, but not sexually, unlawfully nor inappropriately. Her lawyer argued that her client was just being friendly when she explained to the girl that she does not need a brassiere yet and when she demonstrated to the child that she would soon be starting her menstrual cycle. The jury rejected the defence’s case.

Man found not guilty of indecent assault

A SECOND indecent assault trial started this past week in the Providenciales Supreme Court, and ended with a different result. The trial began on Tuesday (October 9) and by Wednesday it was over when Justice Joan Joyner ordered the jury to return a verdict of not guilty.

Beaches employee and Jamaican national Levern Dave Stewartson was put on trial for the alleged indecent assault of a local woman while they were both travelling in a jitney hire car to different destinations in Providenciales. The jury began hearing evidence from the virtual complainant (VC) on Tuesday. She testified to being repeatedly touched and rubbed inappropriately by the accused, whom she alleged attempted to reach between her legs to her private area while they were in the jitney. When the trial had reconvened on Wednesday, the prosecution continued with its first witness, the VC. However, when defence counsels Ashwood Forbes and Kerchelle Bain cross examined the complainant, challenging the identification of the accused, the Crown was forced to discontinue the matter after offering no evidence to substantiate the VC’s accusation that Stewartson had indeed committed the act. Justice Joyner then told the jury that they must return a verdict of not guilty. Stewartson has since been discharged.

Not guilty for cocaine possession

WITHFIELD Duncan, another Beaches employee, was found not guilty of illegal possession of cocaine on Wednesday (October 10). According to the allegation against Duncan, three police officers who were executing a search of the defendant found cocaine in bushes near him. All three of the officers gave evidence in a Providenciales magistrate’s court, but only one of them testified that they saw Duncan throw a package into the bushes as they were approaching him.

Attorney Ashwood Forbes challenged that evidence and Chief Magistrate Tanya Lobbon Jackson found the accused not guilty.

Other criminal court matters heard this past week

BEFORE Chief Magistrate Tanya Lobban Jackson this past week were: Jaquon Stevenson Astwood for possession of controlled drugs and possession with intent to supply. He has since been granted bail. Stephenson Morris appeared for trial on allegations of theft. He too remains on bail. Evertte C Williams Jr appeared for possession of controlled drugs and possession with intent to supply. He is on bail. Cyril Smith Snr faced the magistrate on two counts of possession of cannabis, possession of cocaine, and possession with intent to supply same. He has been released on bail. Chantel Barnaby is currently on trial before Chief Magistrate Lobban Jackson for wounding. Shanga Rigby appeared in court on two charges of handling stolen goods. Remanded inmate William Penn will soon be sentenced for several offences for which he has already been found guilty. Those offences are four counts of burglary, five counts of theft, two counts of malicious damage to property, possession of controlled drugs, taking a motor vehicle without authority, unlicensed driving and using a motor vehicle without insurance.

A WEB-BASED career portal has been recently launched to make job hunting and recruitment just a little bit better in the Turks and Caicos Islands. The platform was launched by the Turks and Caicos Hotel and Tourism Association (TCHTA) as part of its commitment to improving the TCI labour force. The platform is intended to create a greater synergy between local businesses and those looking for employment opportunities by making the job search easier for all, both locally and internationally. Speaking on the recently refreshed career portal was CEO of the TCHTA, Stacy Cox. “We are excited to relaunch this effective and resourceful portal which will link interested persons with employers, while creating a good avenue to reach those that are unemployed,” she said. Cox said the web portal creates a fresh approach in recruitment efforts as job seekers can easily see available positions throughout the TCI, and employers can browse through resumes uploaded to the portal to find suitable candidates for their openings. “We encourage all job seekers to take advantage of this platform, upload their resumes immediately, and to check the portal regularly for new openings as businesses will be constantly updating their listings.” She further stated that the goal of the portal is to create avenues to employment within the hotel and

Dark secrets

AS MAJOR road upgrades finally roll out in Grand Turk, residents are being urged to remove all derelict vehicles and other debris from the roadways that may obstruct the project. Several roads throughout Grand Turk will be graded, tarred and paved for the first time in the island’s history. The Public Works Department has advised residents of the upcoming road works through Palm Grove, North and South Backsalina and upgrade works to the drainage channels along with scarifying of existing roadways. The department on Wednesday (October 10) called on owners of derelict vehicles and community members in general to be responsible and remove any obstacle from the road edge to limit the interruption of activities. “Residents are also asked to reduce the amount of times they travel these routes although right of way will be provided,” a statement from the department read. “This is to reduce the number of interference by the contractor. “Residents are also asked to be cordial to surveyors who may have to enter their property to obtain the correct boundary and implement correct markers.” Island Drilling has been awarded the contract for the roadworks and is working with the community to facilitate access through the course of the project. Contractors and agencies recently

met to discuss issues relating to which electrical poles will have to be moved, location of water pipes and service lines, traffic flow and other technical issues. The department further pointed out that in the interest of safety, the Government and the relevant authorities will implement appropriate traffic management measures, such as a flag man and appropriate signage, to direct and assist vehicle users during this time. “Residents are asked to drive with due care and consideration during the course of this project as we facilitate the necessary infrastructural upgrades of our developing society.” The scope of work which includes the construction and upgrading of many community roads that are littered with huge potholes was budgeted for and expected to begin since 2017. However, according to Member of Parliament for Grand Turk South, Hon. Edwin Astwood, the slothful tendering process stalled the project. Astwood recently expressed his frustration with the sluggish system and said his Government had been jumping through hoops for months to bring this project to fruition. Meanwhile Premier Sharlene Cartwright Robinson said that while there was no shortage of political will or funds, a lack of consensus at Cabinet level delayed many initiatives. A total of $4 million was budgeted for road repairs and improvements throughout the Islands in 2017.

Investor owned, private, like Fortis as well as small government owned operations. We spent long hours discussing how rates were set by our industry. US electrical firms are all under a continuous inquiry. Each of the 50 US states has a utility commission. The basis of the rates is twofold: 1) The power company is granted a monopoly to supply power to a specific territory. 2) The firm is guaranteed a certain profit on its investment - usually about 10 percent. Their corporate records must be made available for the inquiry commissioners and auditors. If they realise a profit in excess of their prescribed profit rate, the rate they charge is forced down. They must keep good records and exercise good judgment in managing their business. This includes the purchase of fuel and equipment. We were always under pressure as a supplier to keep our equipment costs in line with value.

Can Fortis justify the cost it is paying for fuel? Can it justify purchasing equipment in Canada and transporting it 1,000 extra miles to the TCI? Can it justify that fancy office building? Deluxe for a utility. What does our agreement with FortisTCI prescribe? The public needs to know. Any proposed utility commission must start with what the Misick Government negotiated on our behalf in 2006 when Fortis bought PPC. This has never been openly discussed. Is it a dark secret? The rate was half of what it is currently - double today what it was in 2006. Did their wages double since then? InterHealth Canada is only a consultant with a sacred 8,000 page contract negotiated by Mister Mike Misick and Doctor Rufus Ewing. Kept from the public eye by Governor Gordon Wetherell? Why? Another dark secret?

COMMENTARY

WE HAVE two Canadian private companies that landed in the TCI during the 2003-2009 Government’s administration. Canadian Fortis is our electrical power supplier. InterHealth Canada is the manager of our hospitals and healthcare operations. Millions of the TCI’s US dollars flow to Canada from our people’s pockets every year for the services they perform. Do the customers, voters, residents, citizens and resort owners of the TCI have any idea of what agreements were signed by that now infamous 2003-2009 Government? What are your rights? What are these firms obliged to provide for the big bucks we pay them?

charges are very high. The company claims the fuel costs are high. Governor John Freeman and our Government turned down another rate increase and now an inquiry will be conducted. My career included years of designing, building and supplying equipment to the USA’s electrical power companies.

Hope Foundation accepts donation from Filcom THE FILIPINO Community (Filcom) in the Turks and Caicos Islands hosted a raffle recently to raise money for autism awareness in the TCI. On Wednesday (October 10) the proceeds – a grand total of £3,000 - were handed over to the Hope Foundation. Director of the foundation Maxcia Rigby accepted the donation in the form of a cheque from Filcom president Alfonso Palatino at a simple handing over ceremony in Providenciales. The recently concluded ‘Raffle for a worthy cause’ was an initiative put on by members of the Filipino Community Savings Programme (Filsave). Palatino said the community is delighted to have pulled off another successful project that extends assistance to those who are in need. “We hope that the amount of $3,000 would be able to assist the Hope Foundation to carry its mission in its autism awareness campaign in the country,” the Filcom president said. He added: “We thought of Hope Foundation from the inception of this project as our way to give back to the community.”

Palatino noted that autism is a growing concern in the local community, and that the organisation wishes to be part of the campaign. “Our commitment to our vision remains steadfast and this is to say that we are here to serve our community and the whole TCI through worthwhile projects. “As shown in the past, we have supported other foundations such as the Ashley Learning Centre, we’ve helped Oseta Jolly Primary School in their music room, we’ve donated an amount of money to Edward Garland Youth Centre and now to the Hope Foundation.” He thanked all members of the local Filipino community for the support they all extended to all of Filcom’s projects over the past year, and encouraged them to continue. Palatino also extended thanks to IGA supermarkets and Do it Centre for allowing Filcom members to sell their raffle tickets at their locations. Tech company advances identity verifier FINANCIAL technology company Domus Semo Sancus (DSS) announced recently that is using a new identity verification product. AssureID by Acuant powers DSS’s SafetyNet which authenticates driver’s licences, passports and other government issued IDs. DSS chairman and CEO E Jay Saunders said: “We needed an identity verification provider that could quickly and effectively verify global IDs. “The sophistication and ease of use of Acuant’s AssureID blew away the competition.” There are about 1.7 billion adults worldwide who are unbanked, meaning they have no ability to provide financial institutions with the necessary documentation to prove they are who they say they are. SafetyNet provides a technological solution to international Know Your Customer (KYC) regulations by using AI to generate a profile report in the click of a button to verify the user. “Living in the Caribbean, I am acutely aware of the challenges that

Was the TCI the first fully self-governing Caribbean country? DR CARLTON Mills in a chapter his book ‘A history of the Turks and Caicos Islands’ writes about the administration of the first president Captain Frederick Henry Alexander Forth. Dr Mills notes that this was during a period which marked a major political step in decisionmaking, since matters that would affect the Islands directly were now being made at home (within the Islands) rather than being externally imposed, as was the case when the Islands were administered by the Bahamas. Is this not a case of being internally self-governing? Some local historians feel that the TCI and the Bahamas were associated with each other, because at the time the Bahamas was a colony administered by the Metropole and this was done for administrative convenience. Even then governance there was by those with a certain shade, possessing great wealth. Those lacking this could not participate in the governmental process. Dr Mills goes on to say that president Forth was the first president of the TCI, and initiated schemes to promote the increase in salt production on which the economy depended. Salt was produced in South Caicos and salt ponds were developed on West Caicos. West Caicos was also given the status of a port of entry making the marketing of salt easier. And it was during this time, 1852, that the Grand Turk Lighthouse was constructed to encourage trade by the ships carrying salt. These decisions were all made internally and designed to enhance

employment through the development and expansion of the economy. It also meant that infrastructure would be fostered and small businesses further developed, since money would circulate. The president was also influential in establishing the first board of education and liquidated the debt the TCI owed to the Bahamas. This shows his sentiments towards education, and in organising it through a board to structure the process which made policy-making more feasible. The paying off of the debt to the Bahamas is an indication of how robust the TCI’s economy was. These decisions represent those of a self-governing country with powers to advance its interests and make the TCI the first fully selfgoverning territory in the Caribbean, not being externally dictated to. To me, the period of the first presidency could also be described as democratic. According to Dr Mills, when president Forth sought to recruit white convicts from Britain who were sentenced to work on constructing the Royal Naval Dockyard in Bermuda to expand the salt industry, he was opposed by the public who protested against this happening and was forced to abandon the plan. This represents a high level of political consciousness by the public

and a good deal of organisational ability. The public protest showed that the TCI public was aware of its rights and resorted to political action to thwart the president’s plan. Also since no security was brought out to deal with the protesters, testifies to the skill of the president in not following this route. This could only happen in a situation where the citizens had power through a democratic system and were prepared to exercise it. And this power came from a system of self-governance or rule by the people which is a fundamental principle of real democracy. The fact that the president introduced the Royal Standard and Gazette newspaper which was published weekly and used to inform the public about the activities of the Government, shows the role of information in raising awareness of public issues which is part of the democratic ethic. The administration of president Forth and the policies associated with it could indeed be said to represent a period of full internal self-government in the TCI, which makes it a Caribbean first.

UN urges the world to empower girls in innovation and automation BY DELANA ISLES A DAY that focuses attention on the challenges girls face with the aim of promoting empowerment and human rights was celebrated in the TCI this week. International Day of the Girl was first designated in 2012, and this year United Nations (UN) SecretaryGeneral António Guterres urged everyone to “recommit to supporting every girl to develop her skills, enter the workforce on equal terms and reach her full potential”. The day was observed worldwide on Thursday (October 11) and year’s theme was, ‘With her: A skilled girl force’. It marked the beginning of a year-long effort to help girls to attain skills for employability through a campaign that will bring together advocates and supporters to highlight the most pressing needs and to identify opportunities for investment. Adolescent girls have the right to a safe, educated and healthy life, not only during their critical formative years, but also as they mature into women, the UN said. If effectively supported during the adolescent years, girls have the potential to change the world – both as the empowered girls of today and as tomorrow’s workers, mothers, entrepreneurs, mentors, household heads and political leaders. The UN urges that an investment in realising the power of adolescent girls, upholds their rights today and promises a more equitable and prosperous future, one in which half of humanity is an equal partner

in solving the problems of climate change, political conflict, economic growth, disease prevention and global sustainability. The global body also noted that today’s generation of girls are preparing to enter a world of work that is being transformed by innovation and automation. Such educated and skilled workers are in great demand, but roughly a quarter of young people most of them female - are currently neither employed or in education or training. “Of the one billion young people, including 600 million adolescent girls, that will enter the workforce in the next decade, more than 90 percent of those living in developing

countries will work in the informal sector, where low or no pay, abuse and exploitation are common.” In light of this, the UN has pledged and encourages governments and societies to work alongside all girls to expand existing learning opportunities and chart new pathways. They also called on the global community to rethink how to prepare girls for a successful transition into the world of work. The body also observed that over the last 15 years, the global community has made significant progress in improving the lives of girls during early childhood. In 2015, girls in the first decade of life are more likely to enrol in primary school, receive key vaccinations and

are less likely to suffer from health and nutrition problems than were previous generations. However, there has been insufficient investment in addressing the challenges girls face when they enter the second decade of their lives. This includes obtaining quality secondary and higher education, avoiding child marriage, receiving information and services related to puberty and reproductive health and protecting themselves against unwanted pregnancy, sexually transmitted disease and genderbased violence. As the global community launches the Sustainable Development Goals (SDGs) for implementation over the next 15 years, October 11 is a good

time to recognise the achievements made in supporting young girls, while at the same time aspiring to support the current and upcoming generation of adolescent girls, to truly fulfil their potential as key actors in achieving a sustainable and equitable world, the UN stated. Secretary General Guterres in his message said that today 600 million adolescent girls are preparing to enter a world of work. “They are the largest generation in history and a vast source of ideas and solutions for all career fields. “Yet far too often, girls are not given the space and opportunities they need to achieve their full potential. Multiple barriers include systematic discrimination, biases and lack of training.” He called for concerted efforts to be made to overcome these obstacles. He added that women make up less than 30 percent of graduates in information and communications technology and occupy less than 30 percent of research and development jobs worldwide. Also, negative gender stereotypes related to girls’ education in science, technology, engineering and mathematics begin as early as primary school, and have the devastating effect of making them doubt their own potential. “We need to equip girls with transferable and lifelong skills such as critical thinking, creativity and digital awareness. “Having role models will also be critical, especially in the sciences and other fields where the presence of women is sparse,” Guterres urged.

Junior minister gives ‘exceptional’ presentation at youth congress JUNIOR Minister of Tourism, Zoe Butler, represented the TCI at the Caribbean Tourism Youth Congress last week. The event was held at Atlantis, Paradise Islands in the Bahamas on October 4, a Government statement on Wednesday (October 10) said. The regional congress is an integral part of the Caribbean Tourism Organisation’s annual State of Tourism Industry Conference. It involves students between the ages of 14 and 17 from Caribbean Tourism Organisation (CTO) member countries. The main aim of the congress is to stimulate greater awareness and excitement about tourism among young people in Caribbean communities. It allows them to research various

facets of the tourism sector and share their ideas and vision with respect to future directions for Caribbean tourism. Zoe Butler, a fifth form student from Clement Howell High School, gave a speech accompanied by a video presentation which was lauded by her peers and event organisers. She participated among 17 other junior ministers and commissioners from throughout the Caribbean region. The CTO declared 2018 as the year of ‘Wellness and rejuvenation’ in the Caribbean and Butler was tasked with selecting one wellness sector and sharing how her ministry plans to tap into this area. The plans had to incorporate designing and creating a new

wellness and rejuvenation tourism product or service offering with a Caribbean flair, feel or touch. Butler proposed and presented a solid case for the development of a wellness and rejuvenation centre in Middle Caicos. Her three minute presentation, which was supported by months of research and preparation, was coached by Blythe Clare, training manager at the TCI Tourist Board. Clare said: “Zoe’s presentation was exceptional and she represented the Turks and Caicos Islands well. “I was extremely proud of her as I have been of all our participants over the years.” The Turks and Caicos Islands has participated in the CTO’s Caribbean Tourism Youth Congress for over 10 years.

Premier’s Golf Cup is back on this December BY DELANA ISLES THE SEVENTH annual Premier’s Golf Cup is officially back on this year. The event, which took a brief hiatus, will be returning this December as the first golf cup for charity event under the current administration. Last Friday evening (October 5) Premier Sharlene Cartwright Robinson, several other Government ministers, sponsors of the event and members of the charities who will be the recipient of funds raised, gathered at Coral House in Grace Bay to announce the comeback of the charity scramble. The festivities for the two day event will start on Saturday, December 8, with a DJ, dance and cocktail party at the Provo Golf Club, Sean Wilson of Provo Golf Club said. Sponsors, players and other special invited guests will dance the evening away under the stars. The golf tournament will then kick off on Sunday, December 9, at noon with a shotgun start. Players will be required to sign up individually, following which there will be a blind draw to pick the teams prior to the event, Wilson said. “We’re looking to have about 100 players for the tournament on Sunday, and we’re hopeful that the invitations will be out by middle of October to participants,” he added. After the tournaments, players and attendees will be led by a junkanoo band over to the Opus restaurant for live entertainment, dinner and a prize giving ceremony. Wilson said they are hoping to raise about $50,000 this year. The last tournament in 2016 raised $55,000, with the combined six year total being about $300,000. The two charities receiving the proceeds this year are TCI Cadet Corps and TCI Aquatics. In brief remarks, Premier Sharlene Cartwright Robinson expressed her enthusiasm that the event is back on and about this year’s recipients. “I am so elated that we are starting back the Premier’s Cup. It is something that began several years ago and it is the first opportunity that I have as premier to be serving in this capacity and to choose the charities that would benefit. “The cadets programme is a programme that is very dear to me. It is something that my Government is going to look to grow and grow rapidly because we see the benefit it brings and look at it as a way of making sure that our children are

disciplined. “We are also looking to ensure that we have a ready pool from which we can draw future police officers and persons in law enforcement. “And very new to the TCI scene is the TCI Aquatics. It’s a swim club, coach Lenny…was a competitive swimmer and he brought his talent along with him in his club for children of all ages...when you visit and see the work that he does with TCI Aquatic Swim club you would understand why he caught our eye and is flying so high this year as one of the beneficiaries.” The premier, who admitted that she cannot swim, also acknowledged how critical swimming is to territories like the Turks and Caicos Islands that are surrounded by water. “Swimming is critical. It is unfortunate that so many people, myself included, on an island surrounded by water don’t appreciate the survival techniques that swimming brings and all of the health benefits for our young people. “It also gives them another opportunity to be competitive, to be disciplined and to recognise and represent the Turks and Caicos.” Lenin Hamilton of TCI Aquatics said that the proceeds from the event will be a great help to the organisation continuing to make a difference in the lives of young children and keeping smiles on their faces. Hamilton formed the organisation a few short months ago, with the aim of teaching swimming and water survival skills to young and older children in the territory for a nominal fee. Similarly, the TCI Cadet Corps, which has been a recipient of the tournament in the past, targets young people from the age of 12 to 18. Select officers of the Royal TCI Police Force work with these youngsters to help mould then into good citizens. The organisation has continuously received a lot of support from the wider community. President of Premier’s Golf Cup this year is Mervin Cox. Major sponsors of this year’s event are Herzog Caribbean, Provo Golf Club and The Wine Cellar and Gilleys Enterprises. Representatives of the three sponsors organisations also expressed their commitment to the tournament and helping advance the various charities and causes in the Turks and Caicos Islands that have been and are recipients of proceeds from the event.

TCI recognises World Rabies Day THE TURKS and Caicos Islands joined the global community for the first time to commemorate World Rabies Day on September 28. The day of action and awareness for rabies prevention is facilitated by the international charity, Global Alliance for Rabies Control (GARC). It aims to help prevent the spread of one of the most fatal zoonotic diseases – those that can be transferred from animals to people - in the world. World Rabies Day was initiated by GARC in 2007 to create a global opportunity for people to unite and increase awareness of rabies prevention. The theme for this year was,

‘Share the message. Save a life’, a press release from the department of Agriculture said on Tuesday (October 9). Rabies is a deadly viral disease that attacks the brain and spinal cord of mammals, including humans. It is a zoonotic disease meaning that it can be transmitted from animals to humans. The virus is found in the saliva of infected animals and is usually transmitted by animal bites and scratches. It spreads to the nervous system and eventually to the brain causing inflammation. Signs of rabies in animals include aggression or confusion, abnormal behaviour, excessive

salivation, difficulty eating or drinking, weakness, paralysis and eventual death. Rabies is 100 percent preventable but continues to cause death and suffering to people and animals with about 59,000 human rabies cases worldwide each year, most of which are transmitted by dogs. Through the continued efforts and prevention programmes by the Department of Agriculture, the TCI continues to maintain its internationally recognised ‘rabies free’ status. As part of the department’s awareness drive, an information segment highlighting rabies was aired on Radio Turks and Caicos’ programme ‘Agriculture Today’ on Tuesday.

CHILDREN are the most important group in society, we have the responsibility to care for them in the present and they are our hope for the future. The children going to our schools today will be the future movers and shakers of our country tomorrow. There can be no more important group of individuals in our society than children. The United Nations Convention on the Rights of the Child (CRC) clearly lays out the minimum standards to be met for our children to grow up safely and develop into the capable and confident adults that we need them to become. These standards are broadly similar to the standards laid out in the International Bill of Human Rights which comprises of the Universal Declaration of Human Rights, the International Convention on Civil and Political Rights and the International Convention on Economic, Social and Cultural Rights. They are a simply designed set of minimum standards to be met to ensure that our children grow up healthy and happy. There are several American designed school buses in Providenciales and it has been brought to the attention of the commission that there is a fundamental design flaw in this method of transporting our children to school. These buses have been designed to drive on the right-hand side of the road where as in the Turks and Caicos Islands we drive on the left. This means that the school bus door opens into the road and not onto the pavement. This is made worse by the fact that these buses are often overcrowded and, consequently, many of the children must be transported standing up. The National Highway Traffic Safety Administration (NHTSA) in the USA states that ‘the greatest risk to your child is not riding a bus but approaching or leaving one’. Getting on or off the school bus is the time of greatest risk to the child. Of the 119 school-age pedestrians

who died in school-vehicle-related crashes in the USA between 2003 and 2012, 30 percent were struck by another vehicle. The NHTSA goes on to provide advice to parents about road safety and the importance of children being aware of road traffic safety rules. In the US, however, the children get on and off school buses from the pavement side of the road at purpose designed bus stops. In the Turks and Caicos Islands children are getting on and off buses directly into the flow of traffic. This is an accident waiting to happen and the Government and the Education Ministry must act quickly to resolve the issue. The roads in the Turks and Caicos Islands, and more specifically in Providenciales, are well known to be dangerous for a variety of reasons and it is true that the Government is addressing some of these issues with the current road works being completed in Providenciales. However, it is not just the roads themselves that are dangerous, we are visited by many tourists from Canada and the US and both these countries drive on the right whilst we drive on the left, this has often led to accidents in the past. Additionally, there are a number of persons driving in the Turks and Caicos Islands who do not have the

basic required road worthiness skills - the skills that all drivers must learn in order to be aware of the potential risks whilst operating a vehicle. When you consider these risks and then acknowledge that our children are walking off of school buses directly into the road it becomes clear that we are leaving our children at a significant risk of tragedy. Subsection 3 of Article 10 of the International Convention on Economic, Social and Cultural Rights (ICESCR) states: “Special measures of protection and assistance should be taken on behalf of all children and young persons without any discrimination for reasons of parentage or other conditions.” The commission can see no efforts being made to ensure the safety of our children in their journey to and from school. There are very few bus stops on the island and no protected laybys. Whilst the commission recognises that this will be a significant expense in constructing regular purpose designed bus stops along our highways, money spent protecting children is an investment in our future. The United Nations Convention on the Rights of the Child (CRC) addresses the safety of our children under Articles 3 and 6. Article 3 of the CRC states in subsection

3: “Parties shall ensure that the institutions, services and facilities responsible for the care or protection of children shall conform with the standards established by competent authorities, particularly in the areas of safety, health, in the number and suitability of their staff, as well as competent supervision.” Article 3, subsection 3 of the CRC makes clear the responsibility of government to ensure that the school buses are safe for our children. Clearly, the “services and facilities responsible for the care and protection of children” do not “conform with the standards of competent authorities”, when children are getting off school buses into the path of oncoming traffic. Generally, school buses are significantly safer for children than traveling to school in private cars. Research undertaken by the NHTSA in the USA notes that when comparing the number of fatalities of children aged five to 18 during normal school transportation hours, from 1989 to 1999, school buses are 87 times safer than private cars. Research undertaken by the Scottish Executive Central Research Unit with the purpose of increasing the proportion of non-car travel to school, reveals that travelling by bus or coach appears to be by far the safest method.

Statistics suggest that a child travelling by car is seven times more likely to take part or be involved in a road traffic casualty than a child travelling by bus. These statistics, however, stem from countries with the appropriate infrastructure to support a school bus service and, sadly, the Turks and Caicos Islands do not. It is tragic that the Government, whether the current or a previous administration, has brought an initiative to the Islands that could help save children’s lives but has implemented it in such a poor fashion that they are putting those children’s lives at risk. Article 6 of the CRC is more direct in the onus it places upon countries that are signatories of the Convention in respect of protecting the lives of children. “Parties recognise that every child has the inherent right to life. “Parties shall ensure to the maximum extent possible the survival and development of the child.” The Human Rights Commission recognises that the current situation places the children on school buses at significant risk of a tragic accident and contends that measures must be put in place to limit this risk in the short term and eliminate the risk in the long term.

World Mental Health Day puts focus on young people BY OLIVIA ROSE YOUNG people were the focus of this year’s World Mental Health Day which was observed in the TCI on Wednesday (October 10). According to the World Health Organisation (WHO) some of the issues facing youths today include bullying, suicide, the onset of major mental illnesses, the effects of trauma and gender identity discrimination. Time and attention, global awareness and compassion, as well as new programmes and guidelines are needed to protect and empower the next generation, the organisation said. World Mental Health Day aims to empower people suffering from mental health problems and encourage them to open up about it. The 2018 theme, ‘Young people and mental health in a changing world’ focused on adolescents and

the mental health problems that they deal with. They can include growing up on the internet, experiencing online bullying, watching violent or upsetting content and being bombarded with an endless stream of bad news and unachievable lifestyles. However, the WHO pointed out that there is now a growing recognition of importance of helping young people build mental resilience at an early age. Locally, the Department of Mental Health and Substance Dependence raised awareness and offered treatments and solutions on mental health through several activities. The department held a Mental Health Conference at the Airport Inn in Providenciales on Wednesday. It also hosted anxiety and depression screenings on Thursday at First Caribbean International Bank in Grand Turk and Providenciales.

This year, marks the TCI’s fifth celebration of the global initiative to raise awareness about mental wellbeing as a priority health issue. Department director Dr Alicia Malcolm, in a statement on Wednesday said despite continued efforts globally, mental health is still treated as an undercover mission. “Young persons aged nine to 13 and young adults are at a pivotal life stage where many changes occur, for example standardised examinations, changing schools, leaving home, relocation and new relationships/ encounters. “For many these may seem exciting, however, these experiences may also bring about a sense of stress or anxiety all of which can become overwhelming. “In some cases, if not recognised and properly managed, these feelings can lead to mental health concerns or diagnosable conditions.”

She added: “Fortunately, in these Islands progress has been made since the recognition of the importance of helping young people build mental resilience, in order to cope with the challenges of today’s world. “Research provides evidence that promoting and protecting adolescent health brings benefits not just to adolescents’ health, both in the short and the long-term, but also to economies and society, with healthy young adults able to make greater contributions to the workforce, their families and communities and society as a whole.” She said that it is time for the TCI and other nations to look at mental

illness in a different light. “Practising emotional first aid may be the saving factor for this generation.” The WHO states that half of all mental illness begins by the age of 14, but most cases go undetected and untreated. In terms of the burden of the disease among adolescents, depression is the third leading cause. Suicide is the second leading cause of death among 15 to 29-year-olds. Harmful use of alcohol and illicit drugs among adolescents is also a major issue in many countries and can lead to risky behaviours such as unsafe sex or dangerous driving.

The news caught many members of the gym off guard when operator and owner John Wright made the announcement on Facebook on Wednesday (October 10). In a brief post to his customers Wright said: “I write to advise you that due to circumstances beyond my control the Wrightfully Fit gym on Leeward Highway will cease

operations effective October 21, 2018. “The owner of the premises housing the gym has decided to terminate the lease with Wrightfully Fit. “We apologise for any inconvenience this change will create, however the good news is that the Wrighfully Fit gym in the Salt Mills Plaza will continue to serve you with world class fitness and lifestyle opportunities. “Thank you for your understanding and continued support.” The gym will be liquidating its inventory which will see all gym equipment and materials on sale

from Friday, October 26, to Sunday, October 28. The news came as a shock to those using the gym, with many expressing their sadness on social media. Writing on Facebook, one person said: “Sorry to hear. What a lovely gym it was too! Best of luck to all the staff for future endeavours.” Another added: “Oh no! This is the only gym I’ve managed to keep motivated at…so sad to hear this. Thank you to all the staff though, you’ve helped me a lot.” Wright Hook boxing gym on Leeward Highway opened in April 2016.

THE US military has temporarily grounded its entire fleet of F-35 fighter jets in the wake of a crash in South Carolina last month. Inspections are to be carried out on faulty fuel tubes. An official report questioned earlier this year whether the F-35 was ready for combat after dozens of faults were found. The F-35 is the largest and most expensive weapons programme of its type in the world. The programme is expected to last several decades and global sales are projected to be 3,000. The US government’s accountability office estimates all costs associated with the project will amount to one trillion dollars. In a statement, the F-35 Joint Program Office said the US and its international partners had suspended flight operations while a fleet-wide inspection of fuel tubes was conducted.

“If suspect fuel tubes are installed, the part will be removed and replaced. If known good fuel tubes are already installed, then those aircraft will be returned to flight status. “Inspections are expected to be completed within the next 24 to 48 hours.” The aircraft, which uses stealth technology to reduce its visibility to radar, comes in three variants. The crash in South Carolina involved an F-35B, which is able to land vertically and costs around $100m (£75m). The pilot in that incident ejected safely but the aircraft was destroyed. The plane, manufactured by Lockheed Martin but including parts made in several other countries, has been sold to a number of nations, including the UK, Japan, Italy, Turkey and South Korea.

Death toll from Haiti earthquake rises THE death toll from the 5.9 magnitude earthquake that struck northwest Haiti over the weekend has risen to 17. And officials say the number of injured is now around 333. And as the French-speaking nation continues assessing the damage, the Organisation of Eastern Caribbean States (OECS) Commission has called on the international community to launch a swift, coordinated and aggressive relief effort to assist the people and government of the country. Speaking from OECS Commission Headquarters, OECS Director General Dr. Didacus Jules said on Tuesday that the OECS stands in strong solidarity with Haiti and urges a rapid international relief effort to support, in particular, Portde-Paix and other regions where hospitals are struggling to cope in the aftermath. “Geographically, Haiti is among the most exposed nation globally to natural disasters and regrettably the least able economically to withstand such shocks both in terms an immediate response but long term recovery. In the wake of other headline grabbing recent earthquakes and natural disasters, I urge the international community to remember that the size of a natural disaster does not always reflect the

experienced several aftershocks, including two of 5.2 magnitude and another of 4.2 magnitude. According to the situation report from Haiti’s Directorate of Civil Protection (DPC) nine people died in Port-de-Paix (North-West department), one in Saint Louis du Nord (NorthWest department) and seven in Gros Morne (Artibonite department). According to initial estimates by the DPC, 7,783 households were affected as a result of the partial or total destruction of their homes. (Caibbean360)

Bermuda: Objection to British barrister for SSM case AN OBJECTION is understood to have been made against a request for a top London barrister to fight a Supreme Court ruling that quashed a ban on same-sex marriage. It is believed lawyers argued that the Crown failed to show why an overseas counsel was needed after an application was made for James Guthrie QC to lead the appeal. The barrister is a member of London-based 3 Hare Court. The chambers website said he was a “leading silk in civil liberties and human rights work”. Mr Guthrie has appeared in island courts before. Walton Brown, the Minister of Home Affairs, confirmed in July that the Government was to appeal against a landmark court judgment that reversed the same-sex marriage ban. It came a month after then Chief Justice Ian Kawaley struck down parts of the Domestic Partnership Act, which aimed to replace same-sex marriage with civil partnerships.

A request for a special practising certificate must be made to the Bar Council for an overseas lead counsel before they can appear in Bermuda courts. Permission was sought for Mr Guthrie to act for the Crown when the case is called at the Court of Appeal next month. It was estimated his fee for the job could be up to $400,000. Legal teams acting for the respondents, which include gay rights charity OutBermuda and Maryellen Jackson, had until the end of September to challenge the request. The Royal Gazette understands at least one formal objection was submitted. It was said to be on the grounds that lawyers felt the Crown had not made a “full and proper application” in line with Bar Council practice to show that the QC was needed. A source close to the case said: “These policies and procedures are in place for a reason and clearly they’ve not been followed; that’s the basis for the objection.”

The Bermuda Bar Association website outlines the procedure for hiring an overseas lawyer. It said: “Under the guidelines, Bar Council review the propriety of the use of foreign leading counsel for each hearing in which a client wishes them to appear before the Bermuda courts and for each application for a work permit from the Department of Immigration. “If Bar Council determines that the use of foreign leading counsel is appropriate, then it issues a special practising certificate to that counsel for that hearing.” The Bar Council is consulted by the minister for its view on whether a QC will be admitted under immigration laws. The council must consider the legal complexity of the case and its importance before deciding if there are “exceptional circumstances” that need foreign expertise. It also takes into account the availability of local counsel who can “adequately present the case” and “the impact of the case upon the individual client”.

IMMIGRATION Minister Brent Symonette agrees aid does not need to be offered to Haiti in the wake of Saturday’s earthquake, noting the most recent natural disaster did not rise to level of devastation left behind by a similar incident to that country in 2010. “I would imagine from the prime minister’s comments, no,” the minister said when he was asked about The Bahamas possibly relaxing borders in response to the ruin brought by the 5.9 magnitude earthquake on the weekend. In January 2010, the Ingraham administration controversially offered temporary legal status to Haitians and released those being detained at the Carmichael Road Detention Centre. It was the government’s response to a magnitude 7 earthquake that struck 25 kilometres west of Port-au-Prince – Haiti’s capital. Some 250,000 people were said to have died as a result. Mr Symonette continued: “The earthquake in Haiti this time is not the same magnitude if my memory serves me correct as the one before. It has not caused the amount of destruction. That was a particularly strong earthquake that left thousands of people homeless, dead and caused damage to the infrastructure this one is not of that magnitude.” This time around, the death toll is said to be about 15 with some 333 injured. Several buildings have also collapsed including an auditorium and parts of a hospital, international news agencies have reported. Mr Symonette was referring to Prime Minister Dr Hubert Minnis’ response to a Tribune question on Monday when he was asked if reprieve would be offered to Haitian nationals affected by the earthquake as was the case with Dominicans in the aftermath of Hurricanes Irma and Maria in 2017. In response, the prime minister said on Monday: “At this point in time, I am looking at moving the Bahamas forward, Bahamas first.” Mr. Symonette also gave his understanding as to how the

government intended to strengthen border protection, adding that a drone system was now being piloted by the Ministry of National Security. “The government of the Bahamas has put its various agencies on alert in the event there is an influx of persons resulting from the earthquake in Haiti. So they’ll be increasing their normal border patrol between the defence force, air wing, immigration, police so on and so forth.” “The government has been looking (and) being piloted by the Minister of National Security (Marvin Dames) with the whole question of using drones as a way of assisting with border control and other security devices,” Mr Symonette also said. However, he said, questions regarding a timeline for the system’s implementation should be directed to Mr Dames. Additionally, he said, changes to the Immigration Act would be forthcoming before the end of the year. On Monday, Dr Minnis told The Tribune he was greatly “concerned” that Saturday’s earthquake in Haiti could trigger an influx of undocumented migrants, including dangerous criminals who may wreak “havoc” in the country. As he warned authorities will not tolerate harbouring such immigrants in any form and foreshadowed a doubling down of border patrols, the prime minister called on Bahamians to be vigilant in the coming days. In view of the situation, which has the potential to stress already “strained” healthcare and other social systems, he said officials are aggressively implementing a new drone system to monitor borders where there may be a shortage of Royal Bahamas Defence Force patrols. US Congresswoman calls on Bahamas and CARICOM to modernise outdated immigration laws A US Congresswoman on Tuesday called on the Bahamas government to modernise “antiquated” immigration laws that she claims disenfranchises communities and disadvantages future generations. South Florida representative Frederica Wilson also called on CARICOM to prioritise growing migration issues on the sidelines of a tear-filled medical consultation for sick teen Taranique Thurston at Jackson Memorial Hospital. The consultation comes more than a year after the 16-year-old first started experiencing blinding headaches that at times rendered her unable to see clearly or walk unsupported. Taranique does not have a passport, and her journey to gain entry to the United States on an emergency medical visa has renewed concerns over the unregularised status of Bahamas-born children of second generation foreigners, mainly those of Haitian descent, who were also born in the country. “These antiquated laws have not kept up with today’s society,” Mrs Wilson said. “CARICOM needs to place this issue of immigration at the top of its agenda, and tackle it as a problem.” She continued: “Because what’s going to happen is we’re going to find ourselves more and more stateless people, which is unfair to the next generation that we’re trying to raise and unfair to the people who

So we have to look at those antiquated laws and adjust them to today’s population and how we live across the world.” The Bahamas government has insisted descendants of Haitian migrants born in the country are legally entitled to Haitian citizenship, and as a result, have no claim to statelessness. People born in the Bahamas to non-nationals are entitled to apply for citizenship at the age of 18, and the government’s policy mandates children seek out the nationality of their parents in the interim period to satisfy requirements for all residents to be documented. However, Taranique’s mother Ginette Caty claims her repeated attempts to regularise her daughter

were unsuccessful. Ms Caty was reportedly born in the Bahamas to a Mexican mother and a Haitian father, and was naturalised in 2013. Taranique’s father, who is not married to her mother, is also a Bahamian. Under Bahamian law, if the two were married at the time of Taranique’s birth, the child would have been considered a Bahamian. “Even though she was born there in the Bahamas, and I was born there in the Bahamas, we are not considered Bahamian,” said Ms Caty, who yesterday expressed gratitude to officials, friends and family whose efforts have put her daughter within reach of potentially life-saving medical treatment. “I had days I couldn’t sleep, I couldn’t eat,” Ms Caty said. “My

daughter kept saying ‘so what they’re going to leave me here to die?’ I had some money saved up to get my home, I’m a single mother. I took that money and took her to Doctors Hospital, and that’s where we got the diagnosis and referral to Jackson Memorial - that was April of this year.” “We’re here,” she continued. “We’re happy to be here. The most important part is we just want to get it over with and behind us.” Taranique is slated to receive an MRI scan today and told The Tribune she was scared but happy to be finally making progress on her medical journey. The past few months have been emotionally taxing on the teen, who was said to have experienced intense social media backlash since her mother began publicly appealing for government intervention in her case, and medical assistance. She was reportedly found in her bedroom with a knife by an aunt earlier this year, according to her mother, who said attempts to shelter her daughter from vitriol due to her ethnic background both online and in her community has proven difficult. On Tuesday, Mrs Wilson described the Bahamian government’s response on the matter as slow and uncooperative. “It took a lot of communicating with the State Department, and with the Bahamian government who was unable to understand the urgency and they were unwilling to work with

us,” she said. Taranique was issued a certificate of identity in August, and it lists her as a Haitian national. Mrs Wilson drew parallels between the Bahamas’ immigration policy and that of the Dominican Republic, which began to retroactively strip people of Haitian descent born in the country of their prior entitlement to citizenship and deport them following a 2013 court ruling. The Dominican government has denied claims that thousands of people were made stateless by its regularisation plan. “There are a lot of similarities,” Ms Wilson said. “They (the Bahamas government) need to figure out a way that they can to make this amenable to the people that they have. See that might have been ok 50 years ago, when we didn’t have all of these open borders and immigration going on and parents inter-marrying with people from different parts of the Caribbean. “When it was just Bahamians or when it was just Haitians or when it was just Dominicans. When you begin to intermarry and you begin to travel, and you begin to emigrate to different parts of the Caribbean, then that’s an issue that CARICOM needs to take up. That needs to be at the top of their agenda because what are they gaining by disenfranchising people? Except a lot of suffering, which is half of a Haitian, half of a Bahamian, half of an American, half of a Dominican, all of these people are the same.”

CLICO Clients told: ‘keep faith’ for another payout THE Bahamian Government is working on a fourth CLICO (Bahamas) payout to come as early as next month, with a well-known pastor yesterday urging the insolvent insurer’s clients: “Keep the faith.” Bishop Simeon Hall, himself a former CLICO (Bahamas) annuity holder, told Tribune Business he had been informed that there was “reason to be hopeful” as the 10th anniversary of the insurer’s February 2019 collapse nears. Tribune Business sources, speaking on condition of anonymity, confirmed to this newspaper that the Government was working with CLICO (Bahamas) liquidator, Craig A ‘Tony’ Gomez, the Baker Tilly Gomez accountant and principal, to determine the mechanism and timing for such a payout. They added that November was the intended timeline to pay further compensation to the insurer’s former annuity holders and pension beneficiaries, with the Government having allocated $12.403m in the

2018-2019 budget to fulfill what are termed “CLICO obligations”. It is unclear whether all, or part, of this sum will be paid out next month, but the Government has allocated the same $12.403m amount for CLICO in the next two Budgets covering the 2019-2020 and 2020-2021 fiscal years. This indicates an intent to compensate CLICO (Bahamas) clients for their loss as fiscal circumstances and cash flow allow, with Bishop Hall suggesting that “regulatory negligence” by The Bahamas’ financial services supervisory body has contributed to the insolvency and thus compelled the Government to step in. “They’re simply saying we have reason to be hopeful,” Bishop Hall told Tribune Business of the message received from his contacts. “By the end of the year, we’re hoping it will be finalised. “I wish to encourage those policyholders negatively impacted by the CLICO debacle....... to “keep

the faith. I have been led to believe that consideration is being given to bringing this unfortunate economic event to a favourable conclusion before the year’s end. “The previous administration

was moved enough to begin its attempts to redress those affected by the CLICO fiasco, and the current administration has been magnanimous to continue the efforts to bring closure to this nightmare that has left thousands of unsuspecting Bahamians disadvantaged.” Bishop Hall expressed hope that the November payout would also include CLICO (Bahamas) former 700 medical insurance policyholders, whose coverage was cancelled by the liquidator due to the financial drain imposed on the company’s remaining assets, and others who had let their coverage lapse. Tribune Business understands, though, that they will not be included. Suggesting that the Government had “a moral imperative” to act, Bishop Hall said: “The Government was kind to look at it because it was a private commercial interest, but the Government gave them their licence. “To the degree there was negligence in regulating this thing is the degree to which the Government

There’s a degree of culpability that the Government bears when something like this goes awry.” Bishop Hall said he had recovered “just over half” his annuity investment through previous payouts, but recalled the history of major financial institution failures in The Bahamas, including Gulf Union Bank. “These things ought not to happen in a progressive society,” he told Tribune Business. “If the Bahamian community continues to be so passive these things could happen. Passivity is not always a virtue. “We have to more aggressively demand that those we elect protect us. It [CLICO] ought not to have happened, it ought not to have happened.” Pointing out that many CLICO (Bahamas) clients had been left in financial distress, Bishop Hall continued: “To be honest with you, some form of formal investigation ought to have taken place into this debacle.

DUP threatens ‘serious action’ over Brexit THE Democratic Unionist Party has threatened to take serious action if it remains unhappy over the government’s Brexit plans. Sammy Wilson MP said the party’s abstention on the agriculture bill on Wednesday night was a warning to the government. The DUP of Northern Ireland previously said it could vote down the Budget later this month. Theresa May relies on DUP support in key votes because she does not have a majority in the House of Commons. Mrs May is to brief key ministers on negotiations with the EU later. Conservative MP Helen Grant said she believed the DUP was “bluffing” about withholding its support. Mr Wilson said the party was unhappy with what it had been hearing about the Brexit negotiations. Ethics complaints against Kavanaugh have not been resolved yet A NUMBER of ethics complaints filed against Supreme Court Justice Brett Kavanaugh have yet to be resolved and will be transferred to a new jurisdiction, Chief Justice John Roberts wrote in a letterWednesday. The complaints, which concern public comments that Kavanaugh made during his confirmation process, will be reviewed by the U.S. Court of Appeals for the 10th Circuit, according to the letter. The 10th Circuit has jurisdiction over several district courts in the western United States. In recent weeks members of the public had filed multiple judicial misconduct complaints against Kavanaugh with the D.C. Circuit Court of Appeals. Kavanaugh was a member of that court until his elevation to the Supreme Court over the weekend. The chief judge on the D.C. appeals court, Merrick Garland,

whom President Barack Obama nominated to the Supreme Court in 2016, recused himself from reviewing those complaints. After his recusal, Karen Henderson, another judge on the D.C. appeals court,

Mexico Beach is ‘wiped out’ by Hurricane Michael as other Florida cities are smashed WHAT used to be a gorgeous beachfront city now looks like an apocalyptic mess after Hurricane Michael shredded Mexico Beach, Florida. “Mexico Beach was wiped out,” said Brock Long, head of the Federal Emergency Management Agency. “That’s probably ground zero.” Michael made landfall Wednesday near Mexico Beach as monstrous Category 4 hurricane, annihilating homes with its 155-mph winds. “It feels like a nightmare,” Mexico Beach Councilwoman Linda Albrecht said. “Somebody needs to come up and shake you and wake you up.” Other catastrophic scenes are emerging across the Florida Panhandle, where Michael left more than 350,000 without power and entire neighborhoods in ruins. In the decimated city of Callaway, pieces of obliterated houses litter rain-drenched roads. Every telephone pole in sight has snapped in half. “It’s very hard to explain,” said Jason Gunderson, a member of the Cajun Navy rescue group. “The only way I can explain it, through my eyeballs, is a Third World country war zone.” The storm has already killed a man in Florida and a girl in Georgia. And as rescue workers sift through the debris Thursday, many fear the death toll will rise. After slamming Florida and lashing Georgia, Michael is now threatening the storm-weary Carolinas. Tornadoes, dangerous winds and more flooding are possible in many of the same areas still recovering from Hurricane Florence. Michael was expected to dump 4 to 7 inches of rain from eastern Georgia to the southern mid-Atlantic and up to 9 inches of rain in parts of North Carolina and Virginia, the National Hurricane Center said. Uprooted trees, downed power poles and limited communications have greatly hindered first responders and families trying to reach residents

The planet has warmed significantly over the past several decades, causing changes in the environment. Human-caused greenhouse gases in the atmosphere create an energy imbalance, with more than 90% of remaining heat trapped by the gases going into the oceans, according to the National Oceanographic and Atmospheric Administration. Trump’s UK visit cost police nearly $24 million US President Donald Trump’s visit to the UK in July cost police around £18 million ($23.8 million), police estimate. The amount is more than 10 times the cost for Barack Obama’s last journey to Britain as president in 2016. After being delayed several times, Trump’s controversial four-day visit encountered large protests in London and throughout the country. Organizers estimated that 250,000 people took part in the main rally, which required police to close off Trafalgar Square in the center of the capital after it reached capacity. THIS week, courts issued decisions on voting restrictions in two US states that could decide which party controls the Senate after the upcoming midterm elections — ruling against restrictions in Missouri but in favour of them in North Dakota. In Missouri, a judge on Tuesday ruled that the state can’t tell voters they need an ID with a photo to vote, because the state technically allows other IDs. “No compelling state interest is served by misleading local election authorities and voters into believing a photo ID card is a requirement for voting,” Cole County’s Senior Judge Richard Callahan said. Studies have found that stricter photo ID requirements can benefit Republicans, because minority voters more likely to vote for Democrats are often less able to get the specific IDs demanded by such laws. The state said it will appeal the ruling. In North Dakota, the Supreme Court on Tuesday allowed a lower court ruling that lets the state enforce its voter ID requirement. The rule asks voters to present a current residential address to vote, but Native Americans living on a reservation — potentially thousands who are more likely to vote Democrat — don’t have a typical residential address, instead relying on PO boxes. As Huffington Post reporter Kevin Robillard noted on Twitter, many Democrats say the law “was explicitly passed in reaction to [Sen. Heidi] Heitkamp’s upset win in 2012.” Democratic senators are currently

With control of the Senate expected to come down to as little as one or two seats, losing either election could doom Democrats’ chances of controlling the legislative body. It’s unclear just how big of an effect the latest rulings will have. The decision in Missouri could be good news for Democrats, and the ruling in North Dakota could be bad for them. Since studies suggest that voter ID requirements swing turnout by a few points at most, that all comes with the caveat that the elections have to be fairly close — which is definitely true in Missouri but not so much in

North Dakota right now, based on polling — for voter ID requirements to have a significant impact. But this is part of the Republican plan: Over the past few years, GOP lawmakers took advantage of their victories in state legislatures to enact all sorts of new restrictions on voting to give themselves an advantage, however slight, in elections to come. Republicans are creating more barriers to the voting booth According to the Brennan Center for Justice, 23 states, predominantly controlled by Republicans, have enacted new voting restrictions since 2010: “13 states have more restrictive voter ID laws in place (and six states have strict photo ID requirements), 11 have laws making it harder for citizens to register, six cut back on early voting days and hours, and three made it harder to restore voting rights for people with past criminal convictions.”

Egypt sentences 17 to death for Coptic Christian church attacks SEVENTEEN people have been sentenced to death by an Egyptian military court over their involvement in bomb attacks on Coptic Christian churches. A further 19 people were handed life jail terms over the attacks, which took place in 2016 and 2017, state news agency Mena reported on Thursday. The Islamic State (IS) group said its militants were behind the suicide bombings that killed dozens of people. Amnesty International described the death sentences as “grossly unfair”. “There is no doubt that the perpetrators of these horrific attacks should be held accountable for their crimes,” Amnesty said in a statement on Thursday. “But handing out a mass death sentence after an unfair military

Standing-desk workers ‘less tired, more engaged’ NEW research suggests that standing desks, which allow employees to alter their position during the day, may boost performance at work. A number of NHS staff were given new desks and set goals for standing time. After a year, researchers found sitting time was reduced by more than an hour a day compared with their colleagues. Employees who reduced time sitting, by using desks that also allowed them to work while on their feet, also said they were less tired and more engaged. The research team, led by Loughborough University and experts from Leicester, assessed 146 mainly sedentary NHS staff. Seventy-seven were put in an intervention group and given height-adjustable

A questionnaire filled out by the participants also suggested employees who used the sitstand desks were less anxious and cited an improved quality of life - but no notable changes were found for job satisfaction, cognitive function or sickness absence. Medical research has suggested constant sitting is harming our health potentially causing cardiovascular problems or vulnerability to diabetes. A survey by the British Heart Foundation in 2015 found that the average person sat for almost all of the nine hours spent in the office.

Researchers find link between erectile dysfunction and men’s genes RESEARCHERS for the first time have found a genetic link to erectile dysfunction in men. In a new study published in the journal Proceedings of the National Academy of Sciences, study researcher Hunter Wessells, from the University of Washington School of Medicine, and colleagues found that variants of a single site on Chromosome 6 were linked to a significantly increased risk of developing erectile dysfunction. Earlier studies involving twins have shown that at least a third of the risk for erectile dysfunction is heritable but until now, researchers have not identified a site in the genome that confers this risk. Researchers of the new study, which analyzed the complete genomes of more

than 36,000 American and 222,000 British men, picked out a single area, known as locus, in the DNA that interacts with a gene called SIM1 that correlated with erectile dysfunction in participants of the study. The SIM1 gene plays a role in regulating body weight and in a pathway that produces two hormones that stimulate erections. Mutations in the nearby locus change how this gene works in the body, which the researchers said potentially leads to erectile dysfunction. After controlling for other common factors such as body weight, diabetes, cardiovascular diseases, and smoking, the researchers found that the genetic factor remained relevant in risk for erectile dysfunction.

According to research intermittent fasting can be helpful in a number of ways.

Fasting may help control type two diabetes OCCASIONAL fasting may help control type 2 diabetes, a small Canadian study suggests. “The use of a therapeutic fasting regimen for treatment of [type 2 diabetes] is virtually unheard of,” said Dr. Jason Fung, of Scarborough Hospital, in Ontario, and colleagues. But this trial showed that 24-hour fasting regimens can significantly reverse or eliminate the need for diabetic medication, the study authors said. Three men, aged 40 to 67, were taking various drugs and daily insulin injections to

control their diabetes. They also had high blood pressure and high cholesterol. After a six-hour training seminar, two of the men fasted on alternate days for a full 24 hours, while the third fasted three days a week. On fast days, they were allowed to drink very low calorie drinks (tea/coffee, water or broth) and to eat one very low calorie meal in the evening. All three were able to stop their insulin injections within a month of starting their fasting schedule. For one man, this took only five days.

It comes after Taylor Swift broke her political silence and joined Chance the Rapper and John Legend by campaigning. The registration period has or is about to run out in a number of states ahead of the November mid-terms. Rihanna wrote to her 65 million followers, “Good Morning America. Who is awake this morning? And who’s woke?” She accompanied the post with a picture of the deadlines for registration in various states, adding: “You have one job today and that is to properly register to vote. “I don’t care what responsibilities you have today, there’s no greater responsibility than being in control of your future and the future starts now! “We don’t have time, no procrastinating, don’t let the discouragement take you off course, that’s not how my people or my generation will

Same-sex mice have babies Increased production of fruit and vegetables will be needed if diets change.

‘Flexitarian’ diets key to feeding people in a warming world IF the world wants to limit climate change, water scarcity and pollution, then we all need to embrace “flexitarian” diets, say scientists. This means eating mainly plant-based foods, and is one of three key steps towards a sustainable future for all in 2050, they say. Food waste will need to be halved and farming practices will also have to improve, according to the study. Without action, the impacts of the food system could increase by up to 90%. Fast on the heels of the landmark report of the Intergovernmental Panel on Climate Change (IPCC) comes this new study on how food production and consumption impact major threats to the planet. The authors say that the food system has a number of significant environmental impacts including being a major driver of climate change, depleting freshwater and pollution through excessive use of nitrogen and phosphorous. The study says that thanks to the population and income growth expected between 2010 and 2050, these impacts could grow between 5090%. This could push our world beyond its planetary boundaries, which the authors say represent a “safe operating space for humanity on a stable Earth system”. However the study finds that no single solution will avert the dangers, so a combined approach is needed. So when it comes to climate change, the authors looked at what they called a “flexitarian diet”. “We can eat a range of healthy diets but what they all have in common, according to the latest scientific evidence, is that they are all relatively plant based,” said lead author Dr Marco Springmann from the University of Oxford. “You can go from a diet that has small amounts of animal products, some might call it a

Mediterranean based diet, we call it a flexitarian diet, over to a pescatarian, vegetarian or vegan diet - we tried to stay with the most conservative one of these which in our view is the flexitarian one, but even this has only one serving of red meat per week.” If the world moved to this type of diet, the study found that greenhouse gas emissions from agriculture would be reduced by more than half. But as well as altering diets, the research says that farming practices need to change significantly. This involves boosting yields from existing cropland, improving water management and restricting and recycling fertiliser use. “We looked at improving agricultural yields in particular of more health sensitive crops like fruit, vegetables and legumes,” said Dr Springmann. “In the past there has been lots of invest in the stable grains like maize and corn, but now we really need to move it to the crops we need more of. We also looked at increasing the efficiency of water use, and we looked at better monitoring and recycling of fertiliser - lots of it is lost and it runs off into rivers and causes dead zones in the oceans.”

BABY mice have been made with two mums and no dad, say researchers at the Chinese Academy of Sciences. It took a substantial feat of genetic engineering to break the rules of reproduction. The scientists said the “bimaternal” (two mammas) animals were healthy and went on to have pups of their own. But there was bad news on the all-male front. Mice with double-dads were attempted, but died within days of being born. WHY EVEN TRY? The researchers were trying to answer fundamental questions about why we have sex. Mammals, including us, can make babies only through sexual reproduction - aka you need an egg from mum and a sperm from dad. But the rest of the natural world doesn’t play by the same rules; some female fish, reptiles, amphibians and birds can go it alone. Welcome to the bizarre world of virgin births known officially as parthenogenesis. The aim of the Chinese researchers was to work out which rules of reproduction they needed to break to make baby mice from same-sex parents. That in turn helps understand why the rules are so important. “It’s an interesting paper... they’re trying to work out what you would have to do to turn us into turkeys,” said Prof Robin Lovell-Badge at the Francis Crick Institute. (Yes, your Christmas dinner can reproduce without having sex too.) Go on then, how did they do it? In short, with a lot of

cutting-edge science. It was easier with double mums. The researchers took an egg from one mouse and a special type of cell - a haploid embryonic stem cell - from another. Both contained only half the required genetic instructions or DNA, but just bringing them together wasn’t enough. The researchers had to use a technology called gene editing to delete three sets of genetic instructions to make them compatible (more on that later). The double-dad approach was slightly more complicated. It took a sperm, a male haploid embryonic stem cell, an egg that had all of its own genetic information removed and the deletion of seven

genes to make it all work. So they broke the rules, what did they learn? The reason we need to have sex is because our DNA - our genetic code - behaves differently depending on whether it comes from mum or dad, the study in Cell Stem Cell suggests. And without a female copy and a male copy our whole development gets thrown out of whack. It’s called genomic imprinting with parts of the DNA in sperm and parts of the DNA in eggs getting different “stamps” that alter how they work. Errors in genomic imprinting have been implicated in some diseases such as Angelman syndrome.

Unless you’re a mouse reading this, and a female one at that, then the answer is not any time soon. Dr Teresa Holm, from the University of Auckland, thinks there is a chance in the long run. “[The research] may even lead to the development of ways for same-sex couples to reproduce healthy children of their own,” she says. But she points out there are “significant ethical and safety concerns that would need to be overcome”. It would not be allowed to happen until scientists could be sure any resultant children would grow up mentally and physically normal. Some people have doubts that the mice were completely OK.

German magazine ‘stands by reporting’ of rape allegation against Ronaldo THE German magazine that reported a rape allegation made against footballer Cristiano Ronaldo says it has “no reason” to doubt the authenticity of key documents used in its story. Ronaldo, 33, denies assaulting Kathryn Mayorga at a Las Vegas hotel in 2009. Lawyers representing the Juventus player said on Wednesday that documents had been “completely fabricated”. But Der Spiegel said: “We have hundreds of documents from different sources that substantiate our reporting.” It added in a statement: “We stand by our reporting. ‘Everyone’ to blame for Manchester United’s problems -- Louis Saha MANCHESTER United, the most successful club in English football, is enduring its worst start to a league campaign in 29 years. There is uncertainty over the future of manager Jose Mourinho, talk of player unrest, reports of leaks from within to the media, and distinguished ex-players have been venting their ire. Former striker Louis Saha admits all is not well at Old Trafford, that the situation is “not normal” and that everyone at the club is to blame for the torrid start to the season. “It has been intense. They [the players] seem lost,” Saha, signed by Alex Ferguson from Fulham for $16.40 million in 2004, tells CNN Sport. “Right now, there’s not enough connection.” United has lost three of its opening eight games in the English Premier League, while ahead of the team’s home match against Newcastle on Saturday -- which

Brees needed 201 yards to overtake Manning’s record of 71,940, and he completed the feat in the second quarter of his side’s Monday night game against Washington Redskins. After Brees found Tre’Quan Smith with a 62-yard touchdown pass, play was temporarily suspended to celebrate the achievement and to award the 39-year-old with the record-breaking ball. “I will remember that one for a long time,” Brees said. “It has truly been a dream come true. Truly proud and very grateful.” As the Mercedes-Benz Superdome showed its support to the recordbreaker, a host of stars were busy sending their own congratulations. Denver Broncos posted a video of Manning sending a tongue-in-cheek message to the man who broke his record. “Drew, for 1,000 days, I’ve held the record for all-time passing yards in the NFL, and I’ve got to tell you, it’s been the greatest 1,000 days of my life,” Manning said. “And thanks to you, that’s over now, and you’ve ruined that for me, so thank you very much.” With 499 career touchdown passes, Brees is also well on track to break Manning’s NFL record of 539. “Let this serve as the congratulations for the touchdown record, because as you can see, I’m very busy, I don’t have time

RUSSIA president Vladimir Putin has asked Khabib Nurmagomedov’s father “not to punish him too severely” for his part in a brawl which followed his defeat of Conor McGregor in Las Vegas. Nurmagomedov retained his UFC world lightweight title and then jumped the octagon fence to fight McGregor’s team. The Nevada State Athletic Commission, which sanctioned the bout, has withheld his fight purse while it investigates. UFC president Dana White says he should keep his belt, even if he is banned. Nurmagomedov’s father said after the fight he “will impose a punishment tougher than the UFC’s”, adding: “I warned him. For me, discipline comes first.” But in a meeting between the
