MORE than 150 illegal Haitian migrants have been apprehended on the island of West Caicos after making landfall in the Turks and Caicos Islands on Wednesday, October 11.

This was confirmed in a statement issued by the Department of Immigration in the Ministry of Border Control and Employment, following the incident.

The Task Force within the Department of Immigration, along with police officials responded to reports received around midmorning that same day.

As a result about 81 people have been apprehended and ferried to Providenciales for processing and more than 80 more illegal migrants

DEFENDANTS in the Special Investigation and Prosecution Team (SIPT) trial that has been ongoing for more than two years now, were on Tuesday (October 10) denied an adjournment of the proceedings by Judge Paul Harrison.

The application for the adjournment, which would have spanned the whole of October, was made by Queen’s Counsel Jerome Lynch, senior counsel for former natural resources minister McAllister ‘Piper’ Hanchell.

Lawyers for six of the other seven defendants all joined in the application for suspension of the trial, with the exception of counsel for Clayton Greene.

In his application, Lynch cited damages to homes of some of the defendants, lack of proper attorney and client communications, and being unable to review financial documents provided by the Crown to the defence attorneys in order to properly defend their clients as a result of poor to no internet and other connectivity.

Lead prosecutor Queen’s Counsel Andrew Mitchell objected to an adjournment, and urged the court to consider the length of time the trial has been going on, pointing to the list of witnesses and other evidence to be presented noting that these can be provided during this session, and time granted afterwards.

In delivering his decision on the application, Judge Harrison stated that while he accepts the hardships wrought on the lives of all affected by hurricanes Irma and Maria, he is not minded to grant an adjournment of the session.

He said that the court will continue to sit for the next two weeks, following which the customary break will be taken to allow the lawyers and their clients to examine the financial documents (in excess of 200 copies) for the following three weeks.

In the statement the Department of Immigration warned the public that harbouring illegal migrants is a crime and culprits can now face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or both.

In addition, those who have acquired status other than by birth that are convicted of such an offence, face the possibility of having their status in the Islands revoked, thereby making them liable to deportation.

The Deputy Premier and Minister of Border Control, Sean Astwood said that anyone found illegally residing or working in the TCI after August 15 would be charged, deported and added to the Immigration Stop List.

He expressed these sentiments on August 26 during a sitting of the House of Assembly, while delivering his ministerial statement, just days after the seven month anniversary of the Government being sworn into office.

Astwood said: “Any company found employing illegal migrants will be charged under the law and we will be working with other Government agencies, like the Business Licensing Authority, for meaningful implications to operations for those found guilty of such activity moving forward.”

Astwood added that any officer or member of any Government agency, especially those charged with the protection of the TCI’s people and borders found to be engaged in human smuggling will be prosecuted.

Previously, the SIPT prosecutor had informed this publication that he anticipates being able to wrap up the Crown’s case in November this year.

However, that timeframe is now in doubt and appears unrealistic given the four weeks during and after the passage of hurricanes Irma and Maria.

The court house being occupied by the lawyers and clients to conduct the trial sustained roof damage, and there is still little internet connectivity at the facility, all due to the passage of the hurricanes.

Repairs to the building were carried out by British troops who were stationed at the building during their stay in the Turks and Caicos Islands.

The delays during the trial, since its commencement in December 2015, have been numerous and lengthy.

So far about 100 witnesses have been called to give testimony in the trial which accuses former premier Michael Misick, some of his Cabinet members and others closely linked to both Misick and his administration of rampant corruption during the ‘Misick years’.

American actress and former TCI first lady LisaRaye McCoy will soon be taking the witness stand, this publication has learned.

But no specific date has been given as yet.

Former Governor Richard Tauwhare will also provide further testimony.

Tauwhare has so far testified about being railroaded by ex-Premier Michael Misick and his ministers during his stint as governor of the TCI. He continues to deny any involvement in or knowledge of the alleged wrongdoings by the defendants.

The defense lawyers are set to put on their defense against the charges immediately following the closure of the Crown’s case.

Premier condemns price gouging

BY OLIVIA ROSE PREMIER Sharlene Cartwright Robinson has condemned the actions of some unscrupulous merchants who exploit consumers after the recent hurricanes.

The premier’s statement comes amid reports that the prices of some goods were raised significantly as those affected by hurricanes Irma and Maria sought food, water and building supplies.

Cartwright Robinson has stressed that price gouging will not be tolerated in the Turks and Caicos Islands.

The Ministry of Finance, Investment and Trade will create a Consumer Pricing Index which will compare prices of commodities before and after the hurricanes, she said.

Speaking at a press briefing on Thursday, September 28, she said that the Government is aware of the plight of the people and is working to introduce a consumer’s protection legislation.

“We regret the constant reports of price gouging and in the absence of consumer protection legislation, the power rests fully in the hands of the consumer.

“My ministry will have a complete analysis of before and after prices and will publish same.”

She said the Government received reports of a sheet of plywood selling for $38 on the day before Irma and for $70 one day later.

“This is heartless. There was a school of thought that prevailed in these Islands that the market should dictate the price; I believe there has emerged an appetite for some measure of price control.”

“We have to isolate these factors and tackle them one by one.”

She said that consumer protection legislation was passed in the House of Assembly under the former administration.

“But there are no regulations in place, no standards and that has to be further developed now going forward.

“We supported its passage; we thought it was an important piece of legislation for Honourable Misick to have brought.

“We support it but we have to work out the regulations and make sure that there are standards.”

The premier pointed out that consumers to have a role to play and are not powerless to incite change.

“So it is not as simple as we would like to think but it is a comprehensive approach that has to be taken.”

She also underscored the importance of having measures in place to ensure consumers experience the trickledown effect of lowered costs on commodities.

“What we have to do for example when we look at goods on the shelf, we have to make sure that when these savings come that the merchants actually pass them on to the consumers, that is important.”

Several local economists have reasoned that if the Government was to implement lower import duties, the suppliers in turn could pass on cheaper prices to the consumers and still make a profit.

EXTEND THE TAX BREAK?

FORMER Minister of Finance Washington Misick has criticised the Government for not giving residents more time to take advantage of the recent import duty exemption. It was introduced last month to assist those who suffered damage from hurricanes Irma and Maria.

Misick has suggested that the period of six weeks should be extended to at least six months to allow more homeowners to benefit from the exemption.

What are your thoughts?

Sensible

Absolutely. We don’t even have our adjusters’ insurance reports back yet, we don’t have our builder’s quotes back yet and therefore there is no material list either.

This must be extended as it’s simply unfair as so many people are in the same position waiting for reports, figures and lists.

Six months is sensible. The Government should adjust this immediately as it is stressing out the very people it is supposed to help!

At least three

Six weeks is definitely too short a time. At least three months is needed, possibly up to six months.

Not everything ordered will be ready on hand in the US.

Extend time

I agree with Washington Misick wholeheartedly! It is a tax break that is only for those with means.

The time ought to be extended to give those of meagre or moderate means time to take advantage of the tax break.

Woefully inadequate

Mr Misick is right. Some homeowners will not know all of the items they need in the way of building materials within a six week window, nor will some be able to afford to buy everything necessary to rebuild within that time period.

Many homeowners did not have insurance. Those who did will find the

insurance claim process to be tedious, often contentious, and time consuming.

Six weeks is woefully inadequate. Even six months may not be enough.

Maybe further extensions could be granted based upon certification by a licensed building contractor, under penalty of perjury, that the materials are necessary to repair hurricane Irma damage.

The little man

Washy is telling the truth. The insurance companies have not paid out yet.

Not all people have the cash to just buy what they need. The little man is being hammered by this and it should be extended.

Not practical

Mr Misick is correct up to a point. It seems that the Government does not want local suppliers and some residents to abuse the privilege.

For example, some stores will surreptitiously use the facility to stockpile and make an unfair profit.

Previously some persons brought in motor vehicles when this did not relate to any legitimate damage suffered. So, we have to be balanced in viewing this situation.

Now, Mr Misick’s strong point is that when we consider the insurance adjuster, builder, loan facility and/or salary advance, estimates from Miami or elsewhere for items to be purchased, payment and arrival at TCI dock time factored in - how in all practicality are persons who are already suffering hardship to meet this six week deadline?

It simply is not a practical time-frame.

However, three to four months can be considered reasonable, for to extend the privilege for too long will lead right back to the abuse which was occasioned in the past.

Too little time

Not everyone will have money within six weeks to purchase goods overseas

Give us a break

I agree that six months would be better. Of course everyone will take advantage but the time involved to find what you need, find a supplier and arrange payment is a lot especially if you don’t have a working phone or internet.

Add in how many homes are unliveable, making simple day to day things difficult, and it seems obvious that six weeks won’t cut it.

Give the people a break please.

Not fair, not logical

Mr Misick is right as there is no way that citizens can have their damages assessed, evaluated by insurances, get estimates, wait to be reimbursed by insurance carriers, place orders to material/lumber providers be it USA, DR etc, have supplies shipped and delivered in that space of time.

Secondly, there are the Government workers who own their homes and have little or no insurance. They have to save money to purchase their building materials.

They have to wait for a few pay cheques, not to mention if we are talking about single parents!

Not enough time, not fair, not logical.

Not to mention that USA is short of supplies because of the three hurricanes affecting their communities!

We can’t think about the country making monies on imports.

Many people would leave the houses, not rebuild, take the money and go rent or move to another island, and we would end up with a raggedy country.

It’s known that people walk away from mortgages especially if there were existing issues.

They need to rethink that 30 to 40 day period.

Immigration taskforce back on the hunt

BY DELANA ISLES THE IMMIGRATION reprieve granted to illegal workers and residents because of the passage of two major hurricanes has now been lifted.

On Tuesday (October 10), the Government put an end to the suspension of the work of the taskforce that was set up to apprehend, process and eventually deport anyone found to be living and/or working in the TCI on expired documents or without a legal right.

The suspension of the taskforce was instituted on September 5, two days before the territory was hit by category five hurricane Irma, followed closely by hurricane Maria.

Announcing the suspension, Deputy Premier and Minister of Border Control and Employment, Sean Astwood had stated that the Government “considers the lives of persons in the TCI, both of legal and illegal status of paramount importance and in light of the threat of possible hurricane conditions, wishes to advise that all task force operations have been suspended”.

He also informed that the Detention Centre, which usually houses people to be repatriated to their home countries, was cleared for the duration of both hurricanes.

The move was made to ensure that those who are residing illegally in the Islands could access the Government shelters without fear of being apprehended and deported.

That period has now ended and those people are again being reminded to leave the country or face prosecution and eventual deportation.

It is an offence to reside and/ or work in the TCI without the appropriate authorisation to do so.

Anyone found to be in breach of the Immigration Ordinances and who cannot show proof of authorisation for them to legally reside and/or work in the Islands will be apprehended.

Residents are therefore cautioned to ensure that their status is current and that they are in possession of proof of such status at all times.

Additionally, anyone found to be harbouring illegal migrants can face a fine of $20,000 on summary conviction or to a term of imprisonment of four years, or both.

Also, those acquiring status other than by birth that are convicted of such an offence, face the possibility of having their status in the Islands revoked, thereby making them liable for deportation.

Marriage for immigration status is also strictly prohibited.

THE CRACKDOWN Since August 15, the Government has been cracking down on illegal

workers and residents in the TCI, threatening them with prosecution and deportation.

On August 26, the move was announced in the House of Assembly

by Astwood on the seven month anniversary of the PDM Government gaining power.

He said: “Today (August 26), the proverbial line has been drawn in the sand, and I invite all persons to be advised of the following: with immediate effect, all persons that have remained in the country on expired visas or permits are being given 14 days to voluntarily leave our country – as failure to do so, will result in serious consequences.

“Any person found illegally residing and/or working here after August 15 will be charged, deported and added to the Immigration Stop List.

“Any person, foreign or otherwise, found aiding or harbouring illegal migrants will be arrested, charged and prosecuted under the law, and all persons found guilty of such acts who would have acquired status prior to then will be at risk of losing said status and those who haven’t will nullify any possible qualification for same.

“Any company found employing illegal migrants will be charged under the law and we will be working with other Government agencies, like the Business Licensing Authority for meaningful implications to operations for those found guilty of such activity moving forward.

“Any officer or member of any Government agency, and especially those charged with the protection of our people and our borders found to be engaged in human smuggling will be prosecuted to the fullest extent of the law.

“And finally, from August 7 until further notice, there will be a cease

on the processing of visas, work permits and other methods of entry for select nationalities while we take specific steps to clean up this nation and take our country back.”

EXEMPTIONS The following exemptions

are

outlined in the Turks and Caicos Islands Immigration Regulations 2016 Sections 38 (3) Extension or renewal of Work Permit (SelfEmployed) and 46 (5) Extension or renewal of Work Permit (Employed Persons): Section 38 (3) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but for the extension or renewal.

Section 46 (5) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but for the extension or renewal.

Therefore, and based on the above, the public is being made aware that the 14-day measure does not apply to the following persons: Those with active applications for renewals or extensions that are already before the Labour Commissioner for labour clearances or the Work Permits Boards for work permits.

Persons with applications in for Freelance Work Permits Persons who have applied for Permanent Residency Certificates, Residency Permits, Naturalisation or registration, nor any other residence product other than those specified.

Persons that have expired work permits or have yet to apply for the Freelance Work Permits, and who desire to remain in the country after the 14 days are able to apply for same during this period.

Persons who have remained here on expired visas without the benefit of an extension must make preparations to leave the country.

Persons that have entered the country illegally must make preparations to leave.

Persons who have matters under dispute with the Labour Tribunal are being asked to contact the Tribunal office for advice on status.

UK prison officers join local ranks – High-profile prisoners shipped off to St Lucia

BY DELANA ISLES A MIX of middle and senior managers and prison officers from the United Kingdom are working alongside local officers to restore order at Her Majesty’s Prison in Grand Turk.

The deployment of the 22 ranks came on the heels of both hurricanes and a spate of incidents at the local facility.

Commenting on the deployment, Superintendent of Prisons Steve Barrett said: “This is a significant investment in the prison by Her Majesty’s Government and one which is intended to deliver long term benefits to the delivery of our business.

“I am particularly pleased that our staff will be exposed to the skills of the UK prison officers. In real terms, this constitutes the best possible learning and development opportunity for our people.”

The UK staff will assist in implementing a raft of systems, processes and procedures which are designed to improve safety, security, care and opportunity.

In addition to this, they will provide a focus on assessing and

challenging those in custody who do not behave in accordance with expectations.

They will also be providing coaching to local ranks to better equip them to implement and enforce the operational instructions of the superintendent in the future.

PRISONERS EVACUATED Shortly after being hit by hurricane Irma and immediately after Maria’s passage, the Turks and Caicos Islands Government reached out to the Government of St Lucia for assistance with the local prison population given the damage sustained to the prison building and recent incidents.

On Tuesday, September 26, prison officers along with Army and police ranks travelled to the Grand Turk location.

They escorted three inmates and a small amount of their personal property to the airport where they were then taken to The Bordelais Correctional Facility (BCF), in St Lucia.

The three prisoners were all serving sentences for serious offences.

Lavardo Smith was tried, convicted and sentenced to serve life in prison for the murder of Dominican waitress Santa Suarez Ramirez.

Clifford Gibson Jr is serving a life sentence for the murder of a 16-yearold school boy killed in January 2008.

The third inmate transferred to the sister Caribbean island is Randel Rigby Jr who is in jail on several counts of robbery and aggravated burglaries.

Director of Corrections, Verne Garde, had last month reported to the St Lucia press that because the region has been in ‘a bit of despair’, the BCF which he described as ‘quite a dynamic holding area’, had been called on to assist.

“We are able to be flexible with regard to the numbers,” the director reportedly said.

The facility, which Garde has been managing for a year and a half, reportedly now has the lowest number of inmates in 11 years since he took office.

As a result of which, the BCF is well within the capacity to be flexible with regard to inmate numbers, the superintendent said.

“It is not an issue for us to house high risk inmates – we have done so before. It is not something that we are not accustomed to.”

No indication has been given from Superintendent Barrett or Garde on

how long the TCI prisoners will be housed at BCF. However, St Lucian media has reported that the visiting prisoners will remain there for an “indefinite” period to allow the TCI, and the

British Virgin Islands (BVI) which has also transferred some of their inmates to BCF, time to rebuild the necessary infrastructure to allow the two British overseas territories to manage their situations.

Month long delay to conch export season CONCH export season will not begin on October 15 and will instead start a month later on November 15.

The Department of Environment and Coastal Resources (DECR) has made the decision to allow time for staff to meet with fishers and other stakeholders throughout Turks and Caicos Islands.

The department will assess the status of the fishing industry and stocks of conch on the banks.

This assessment is a best practice and occurs regionally and internationally following the passage of any major environmental event.

Ralph Higgs, Minister of Tourism, Environment,

Heritage and Culture, said: “This decision was not taken lightly.

“We have taken into account the potential hardship over the short period that this decision could have on livelihoods, however, this decision is made with the best interest of the long term sustainability of the sector and in the best interest of our fishermen.”

In the coming weeks, DECR will conduct high level, rapid damage assessments of fishery, meet with fishers, scientific experts and fishery management members to confirm the start of the conch export season and the CITES quota for the 2017/18 season.

Digicel’s chairman assesses hurricane damage – Company plans further investment in TCI THE CHAIRMAN of telecoms company Digical has paid a visit to the Turks and Caicos Islands to get a first-hand account of the impact of the recent hurricanes.

During his visit, which began on Tuesday, October 3, Denis O’Brien met with Governor John Freeman, Deputy Governor Anya Williams, Premier Sharlene Cartwright Robinson, Deputy Premier Sean Astwood, Minister of Telecommunications Delroy Williams and Minister of Health Edwin Astwood.

During the meetings held in Grand Turk, the group discussed Digicel’s plans for further investment in the

rebuilding of the TCI. O’Brien’s trip also incorporated a meeting with the hard-working Digicel technical team in Providenciales and Grand Turk.

He said: “I am very impressed with the hard work and dedication that the team displayed in such a difficult time.

“It shows in the rapid recovery that I’ve seen here today only two weeks after hurricane Maria impacted the Turks and Caicos Islands.

“I can assure you Digicel will continue to be a pillar of strength in the community as the resilient TCI team continues recovery efforts.”

TCI’s founding directors, said of Denis O’Brien’s visit: “This signals that the TCI is top of mind to Digicel.

“In fact, the urgency with which the network restoration has been treated, with the team of engineers on the ground in quick time, sends a strong message that the loyalty of the people of the Turks and Caicos Islands to Digicel has not gone unnoticed.”

Digicel was the first mobile provider to restore 3G services in Grand Turk, a feat that according to Stephen Murad, Digicel TCI’s chief commercial officer, was a tremendous one.

Saunders added: “Knowing that we were able to connect people in a desperate time of need brought us the greatest satisfaction.

“Our customers have been patient and understanding and we will

continue to honour their commitment to us by working to restore the network fully.”

Confirming Saunders’ sentiment, Digicel’s chief technical officer, Addison Stoddard said full restoration will take more time in some places.

“We will be continuously updating our customers as we complete key areas of our TV and broadband network.”

Hurricane Irma brought record number of C-sections

BY DELANA ISLES BOTH Governor John Freeman and Chief of Medical Services of the TCI Hospital, Dr Denise BraithwaiteTennant, reported an increase in caesarean section deliveries of babies as hurricane Irma raged through the TCI last month.

Late last week, Dr Freeman took the time to meet with Dr BraithwaiteTennant and members of her team to say a heartfelt ‘thank you’ to British troops who worked alongside local hospital staff after Irma and during hurricane Maria, as they prepared to bid goodbye last Saturday (October 7).

The governor expressed: “We’re here in the hospital in Providenciales today to do two things - to thank the hospitals for everything they did during the hurricane, here and incidentally in more challenged circumstances still in Grand Turk to provide continuing help and care for people in these islands and they can tell their own stories.

“The one that I remember is the number of caesarean sections delivered in the midst of hurricane Irma which must have been quite a challenge, hope and patience under the circumstances, but it is a sign of the kind of commitment they have shown to these Islands.

“And the other thank you is to thank the British troops headed by Colonel Tom Salberg from the UK for being here and helping in various challenges over that period and for which we are also grateful and I know the hospital is and I guess every patient who was here were.”

– Two hospitals work to rebuild after damages Also expressing her thanks Dr Braithwaite-Tennant thanked the governor and the premier for their support during the challenging times.

She stated: “Very instrumental to us were the briefings when we got an idea of what was happening to our sister hospital in Cockburn Town because we all are aware of the significant communication challenges we have in terms of being cut off from Grand Turk and of course the ensuing roof damage that took place as a result of hurricane Irma.”

She said those briefings allowed the Providenciales personnel to stay in touch with what was happening at the sister hospital, while assistance was also provided by the Ministry of Infrastructure in getting key personnel over to the Cockburn Town facility.

“Additionally, what is invaluable to us is the help of commander Tom (Salberg) and his team. They helped us with debris management, they helped us with security, communications, even prior to the passage of hurricane Maria.

“I also owe a great debt to our staff who faced two hurricanes and continued to manage and provide services to the community of the TCI. “I would say especially Cheshire Hall that took care of the demand in Grand Turk and the patients over here as well.

“I am so impressed and I am feeling so grateful for the whole overall response. The response of the Government towards us, the UK Army, the team and the patients of the community knowing that we have been impacted but we are doing our very best to build and rebuild stronger than we were before,” the director stressed.

SPECIAL CASES DURING THE STORMS Dr Braithwaite-Tenant reported that during the storms there were several deliveries of obstetrical patients, who normally account for 50 percent of the hospital’s patient load.

“Those patients were all delivered quite safely, are all well and are they are now back home.

“The other challenge was the loss of a portion of the roof in Grand Turk.

“It happened during broad daylight and we have a mixture of staff who are used to hurricanes and those who weren’t used to hurricanes so they were able to witness the whirlwinds and seeing the roof go off.

“But at the end of the day what I have found is that I have an even more resilient team because they have survived the challenge.”

She recounted that in Providenciales, the Cheshire Hall facility took in a lot of water, and

it was impressive to see the team spirit in dealing with the situation, as managers, doctors and all hands that were on deck all came together to clean up.

“So, we are damaged, and we are rebuilding and I believe that we have a stronger team as a result of it.”

Chiming in the governor stated: “I was very impressed just before the hurricane came that you had brought in all your dialysis patients at half past four in the morning all throughout the day and made sure all of them were prepared, and subsequently you also had people coming over from Grand Turk.”

The TCI hospitals were earlier this year deemed A plus hospitals, with the ability to withstand very strong storms.

Dr Braithwaite-Tennant said that while both facilities are built to withstand a category five hurricane, certified by PAHO, they had anticipated that the Grand Turk facility would have sustained more damage than the Providenciales location.

As such, assistance is still being provided to the Cockburn Town hospital with dialysis patients still being taken into the Cheshire Hall facility as the Grand Turk building continues to be refurbished and strengthened.

Two obstetric patients from the capital are still being housed at the Providenciales facility, as they are

too high risk to remain in Grand Turk.

She also pointed to the resilience of the hospitals’ staff, stating that full power has still not been restored to the entire facility.

This is to allow other critical areas that cannot be compromised to operate fully, continued proper storage of medications as well as to mitigate the risk of infections to patients.

Currently the hospital is operating at 50 percent of its normal services.

“We have asked our patients and the community to be patient with us; they may come into the building and notice the change in temperature both in Provo and Grand Turk. But we have fans around and we are doing the best we can to bring it to normalcy again.

“In Grand Turk we are operating the emergency department which is open 24/7 and they are seeing all levels of patients there.

“The operating theatre there is operational, and again we are cooling it but it’s not up to optimum levels for elective surgery as there is an infection risk so therefore it is only for emergencies,” Dr BraithwaiteTennant said.

Meanwhile, government clinics across all of the sister islands have resumed their services.

Grand Turk from 9am to 3pm; Salt Cay from 9am to 12:30pm; South Caicos from 9am to 2pm; Middle Caicos from 9am to 12:30pm; North Caicos from 9am to 3pm; Providenciales and Cheshire Hall from 9am to 9pm and Blue Hills from 9am to 3pm.

Tyler McLean killed in night club car park

BY OLIVIA ROSE THE SON of TCI attorney Hugh McLean was tragically shot dead in a Toronto nightclub car park earlier this month.

Tyler McLean, 25, and his friend Amir Jamal, 26, were killed by gunshot at Rebel nightclub in the Portlands at about 3am on October 1.

The pair had been out with friends as part of a leaving party for McLean who was due to leave for Northern Ireland the following day, according to the Irish News.

The nightclub promoter was to start work at his father’s new technology company in Newry, County Down.

Two men have been arrested and charged with murder.

Speaking to the Irish News, Hugh McLean said the family has been had been left “distraught” by events.

The father-of-four said his son “was a wonderful fella. So kind and caring.”

“He was a great son and a great brother. We are shocked and just distraught. We thought Toronto was a safe city.”

McLean had just returned from a trip to Peru, according to his Instagram page, which has many photos of McLean promoting INK Entertainment clubs.

And just hours before his murder, he posted about the club: “#RebelNightclub is hands down the best venue in #canada. Every Saturday there is something for everyone!”

“Tragic doesn’t begin to describe it. RIP,” one person wrote.

Amir Jamal as the second victim.

“On October 1st, 2017, Amir Jamal was shot and murdered by somebody in cold blood. He was only 26 years old.

“Amir Jamal came to Canada six years ago from Afghanistan with his older brother.

“For the last six years, he has been working 70-80 hours a week in order to save money and support his family back home including his mother, father and other siblings.”

The page seeks money to help his older brother return Amir’s body to Afghanistan for burial.

“To everybody that knew Amir, he was the most genuine and kind person. In all the time that everyone knew him, he didn’t get into one fight or argument with anybody.”

Banshee wailing in paradise – PART ONE THERE is no other way to describe it other than the nerve-wracking sound of a banshee wail.

That is what the category five hurricane Irma with destructive winds of in excess of 185 miles per hour sounded like as it flattened the Caribbean, denuding vegetation, making these indigenous people of mostly a mixture of Carib, Arawak, and African descent homeless in an instant, destroying their agricultural means of feeding themselves in just hours, and bringing their various means of gainful employment to a standstill abruptly.

The only phenomena with more destructive power on this planet is an earthquake, at 25,000 times the power of a nuclear bomb.

A volcano is a mere 1,650 times this power while a hurricane, and an average one at that, is a staggering 10,000 times that of a nuclear bomb.

But what makes the hurricane the more lethal is that it is not centred in one location with widening concentric circles of violent energy.

To the contrary. It is a mobile maelstrom moving along, building up and dumping this energy over its lifetime on anything unfortunate enough to be in its destructive path.

Once all of that has sunk in then consider this; some of these Caribbean locations, tourist meccas and second homes for Europeans and Americans most days of the year, were not hit by a single hurricane but two of the same force category.

Irma first, followed by Maria exactly a fortnight later. Now do you get the picture?

The Caribbean locations that were treated to Maria as an encore are the British Virgin Islands, the US Virgin Islands, Puerto Rico (not as directly from Irma but fullfrontal from Maria), and the Turks and Caicos Islands.

The US Virgin Islands and Puerto Rican peoples are citizens of the United States, so one expects them to be delivered and provided for in a reasonable manner.

As to the other two places, the British Virgin Islands and the Turks and Caicos Islands, whose people are not full-fledged British citizens but instead have been relegated

to the insulting no-man’s-land category of British Dependent Overseas Territories Citizens, their fate is in much doubt if past conduct is anything to go by.

Being familiar with the Turks and Caicos Islands, as it is my home, the focus will be on this much in-demand sunny paradise, with reference to the other hit territories, which deal with the same pitfalls of colonial decay and neglect as my home.

After Irma hit the Turks and Caicos Islands, the British responded by sending their Royal Marines, RAF, and a Royal Navy vessel with contingents of servicemen to assist with clean-up, bolster law and order, and provide food and water relief to the best of their ability.

They have to be commended for this, as this type of response has been unheard of in such previous disasters.

During the powerful hurricane Ike, which blasted the Turks and

Caicos Islands, as well as other past hurricanes decade after decade, the British have not given as much as a sideways glance to the TCI once the winds die down.

Assistance, both physical and financial, has always been nil to negligible at best.

This was the case with the destructive 2008 hurricane Ike until a writer, who often submits articles locally, sent a scathing piece to the papers as well as their Foreign and Commonwealth Office blasting them for their grossly negligent Emperor-Nero-fiddlingwhile-Rome-burns response to this debilitating crisis.

Only then did the British announce provision of £7 million for hurricane relief. And the events surrounding this degenerated into a fiasco that, to this day, warrants investigation into how those funds were accounted for by the never-beforeheard-of disbursement agency that materialised from Europe.

The circumstances were so questionable that one TCI citizen was heard remarking to another: “We have to do something about this. The British sent us corn but sent their roosters too to eat the corn.”

Moreover, the funds were not actually from Britain, but instead from the European Union, for this territory that Britain is allegedly the ‘overseeing authority’ for.

What actually happened in this instance, if anyone cares to recall, is that the TCI had just months earlier weathered a British commission of inquiry into government corruption by local elected officials.

The finding was that there was every indication of such corruption, prompting Britain to impose an interim government on the TCI, meaning they were taking over governance until further notice.

There were a number of harsh measures imposed, almost all financial. One was that the Turks and Caicos Islands had to ‘get its financial house in order’ if conditions were to change.

If you can believe this, the British refused disbursement of this EU provided £7 million until said finances was in order.

So a fledgling colonial territory suffers a crippling natural disaster, causing serious financial dislocation, and the colonial overlords decide to withhold the assistance provided by an entity they are a member of until the Islands show fiscal health.

Simply put, they were hit with two disasters. One natural and the other totally manmade. If this is not questionable, spiteful, and bordering on illegal, one must ask what is.

That was then, this is now with a two-hurricane assault on the Turks and Caicos Islands.

COMMENTARY

The aftermath

NOW we are in the period called ‘the aftermath’. The aftermath of two hurricanes.

The TCI was right in the centre of the path of these tremendous storms. We are a small target and often missed as storms pass nearby.

The year 2017 will be remembered by the names of the storms Irma and Maria. We remember Hanna and Ike back in 2008.

We find it curious that the former financial minister is giving estimates of the damage the storms brought us. We would like to hear the damage his party and his brothers brought us.

His personal business history provides his qualifications, or lack of, for comment on anything financial.

Then we have the last premier picking on the British.

Yes the Brits could do better. However what are those independent Caribbean nations doing for each other or for themselves?

The modern ‘thinkers’ in these modern times are still looking for why little TCI was the bulls eye of this year’s storms.

They only need to look at

commandment number one. There is only one God and there is no other.

For 13 years a certain group, a certain party, a certain family put themselves first. Where are they today? All they can do is speak negative.

Our new government faces tremendous challenges and they are months short of a year in office.

The storms are serious warning

signs.

Where was the TCI 30 or 40 years ago? The same negative group was running drugs while Cable and Wireless charged $ 1.25 for a one minute call to the USA. We did not have the internet or cheap cell phones. It took them four years to build a cheap dirt causeway. Less than one year later little weak Hanna took it out with a five foot wave.

The expert weathermen predicted a 20 foot wave this year.

Their predictions did not come true, thank God. The TCI now faces rebuilding.

Rebuilding at a time when money is tight. This encourages cheap patch jobs while our premier wants buildings brought up to code.

Yes the challenges are great!

Somehow we will manage. We are

still suffering the aftermath of 14 years of gross materialism.

We came to the TCI to escape the materialism of the USA and the promise we saw went astray from 2003 to 2016.

However it is still alive. It will take change and patience.

Voters ignored the aftermath of the 1980s PNP years and put the family in charge. Now we face the aftermath.

The world and the TCI have come a long way in the last 100 years. Have we really achieved progress?

If you want to believe in the future, come to Middle and North Caicos. That is where ‘Beautiful by Nature’ is alive and well.

Yes we can have the information age and a laid back life style. Just keep God first.

Benefit from adversity Dear Editor, Our country has witnessed unprecedented devastation particularly in the Salt Islands from the passage of hurricanes Irma and Maria.

However, despite the devastating impact, I believe there is some benefit that can be derived from this adversity.

We as a people now have an opportunity to chart a new direction and rebuild our physical and social infrastructure.

To do this, it is prudent that we bring all hands on deck irrespective of class, colour, creed or affiliation.

Hurricanes Irma and Maria have certainly been an equaliser, with no regard for the differences.

It is fitting that we acknowledge the response by one of our corporate partners, FortisTCI and its parent company for enabling speedy and efficient resources for the restoration of electricity to these Islands.

However, a decision to install

distribution lines underground would certainly minimise the perennial threat to poles and a duplication of expense.

Perhaps a public private partnership with TCIG could be explored. They say those who feel it know it, well my house has not had power since the hurricane so I believe I know it!

I wish also to express my sincere gratitude to the other corporate partners and external aid bodies, too many for me to name, for responding so generously with water, food and other aid.

It would be remiss of me if I did not mention DDME role during this disaster.

Whilst I applaud their efforts, there are lessons to be learnt. The truth is without the efforts of the churches and the private sector many people would have been significantly worse off.

We needed as a government to be more pro-active with a plan to deal with a significant hurricane.

Texts are useful when they are

accurate, but we should expect more.

More advanced planning and indeed a well thought out pre planning to move into action the day after the hurricane is certainly what is required.

It is nine years since Ike - we should have learnt some lessons.

There is no reason why tarpaulin could not be stored in case of such an emergency, perhaps also water and the ability to supply ice would have been of significant assistance.

The fact that many are now without work, the clean-up that is needed could be married together to provide a short term works programme.

I am not suggesting that this list is complete, but we need to start planning before the hurricane hits not after, if we wish to ease the plight of our people.

I believe the minister and her Education Department are working as hard as they can, but there is a desperate need to get children back to school.

We should also consider a

contingency plan for our children in case of the next hurricane.

Better to be implementing a well thought out plan than trying to deal with these difficult issues at the time.

For instance a shift system might be beneficial at this time perhaps where grades one to three attend school from 7am to 2pm and grades four and five from 3pm until 7pm.

We can ill afford to have our children wait until January 2018 to attend school.

Let us learn from this experience and formulate well thought out plans for our educational system when the next hurricane hits, which it surely will.

Again my thanks to all who have been collectively and individually involved in helping after the passage of the hurricanes.

Why your community would give way to development pressures and let go of one of your greatest assets (low rise on the beach) boggles the mind.

We left other islands due to over development and crowding and we fear you are heading in the same direction.

If you really want high rise dig a massive lake in the middle of Provo then cut a channel out to the ocean and create a middle island high rise resort community with all the amenities that one wishes.

The views would be spectacular and we would preserve the beauty of Grace Bay unobstructed by tall buildings.

We do also wish you well with your recovery efforts.

Canada lauds TCI’s ‘strong and speedy’ recovery the rebuilding process.

“The Turks and Caicos Islands have adapted with resilience. Our ability to foster partnerships with key agencies locally and internationally will accelerate the process of recovery.

“We continue to remain optimistically confident that we will be able to return to providing the quality and excellent service that our islands are known for.”

BY OLIVIA ROSE CANADA, the TCI’s second largest source market has lauded the territory’s “strong and speedy” recovery following the passage of hurricanes Irma and Maria.

This comes as an article posted on Canada’s leading travel website Travel Week on October 4 reported that water and power have been restored in Providenciales, North and Middle Caicos and South Caicos and workers are tirelessly addressing those pending on other islands.

It further stated that all roads on these islands have been cleared and as of September 23 Providenciales International Airport and Grand Turk International airport were back to full operation and all flights in and out have resumed.

Many Canadians, who frequent the website for information on the Turks and Caicos Islands before planning their vacation, were elated by this news.

Several tourists posted well wishes and signalled their interest to travel to the TCI shores soon.

The website, which quoted Minister of Tourism Ralph Higgs, read: “Hoteliers are on schedule with their repairs and annual offseason maintenance schedules in preparation for re-opening, and have demonstrated their support for the welfare of their workers and the greater community as a whole.”

Minister Higgs maintained that the TCI’s tourism product remains resilient in the face of adversity.

“Our tourism product will continue to evolve from the experiences we have undergone, affording us the opportunity to be more creative and innovative with the goods and services we offer.

Higgs in his message to tourists said: “Hurricanes Irma and Maria did not break us, they did not steal our ability to love and serve.

“These storms only exposed some of our vulnerabilities which we must

The move follows the havoc wreaked by the recent hurricanes on the Turks and Caicos Islands, a company release stated this past week.

The rebate is due to the lapse of service, post the weather systems and also in keeping with the company’s efforts to help the public with the return to normalcy.

“Also open are Windsong, The Shore Club, The Palms, Regent Grand, Grace Bay Club, West Bay Club, Villa Del Mar, The Venetian, The Tuscany and Reef Residences.”

The Tourist Board has also reported that several shops and restaurants are open and welcoming local guests and visitors through their doors.

Some of the more popular among tourists that are already open include Coco Bistro, Fresh Catch, Mango Reef and Danny Buoys restaurants.

IGA Gourmet supermarket, Royal Jewels and all shops at the Regent Village are also open for business.

Meanwhile the article zeroed in on the British Virgin Islands, a fellow UK overseas territory which was also pummelled by hurricanes Irma and Maria.

“With the passing of both Irma and Maria the British Virgin Islands ‘are forging ahead’ with dedicated efforts being put toward recovery and relief across the entire territory.”

The BVI Tourist Board says it remains focused on rebuilding a stronger territory and tourism product, “inclusive of its uncompromising hospitality and unparalleled luxury offerings”.

Public Health England offers technical assistance

BY OLIVIA ROSE CONSULTANTS from Public Health England (PHE) have been working with the Ministry of Health to provide technical support to the TCI in the aftermath of hurricanes Irma and Maria.

According to a Ministry of Health release, the consultants were welcomed to the Turks and Caicos Islands from October 2 to 6 to help local health officials formulate plans that will address immediate, medium and long term needs for additional support in relation to supplies.

Coupled with this, the visiting team worked to develop a comprehensive action plan for the territory while conducting capacity building sessions for health personnel.

The ministry in its release pointed out that head of the delegation, Dr Thomas Waite, has been working with the National Epidemiology and Research Unit (NERU) in the Turks and Caicos Islands to strengthen

existing disease surveillance and identify immediate additional needs as well as future planning.

Dr Waite, who has extensive experience in his field, met with key stakeholders focusing on building capacity to rapidly identify clusters of gastroenteritis and vector borne disease, since the risks of these are higher after natural disasters.

“Dr Waite is a medical epidemiologist with the Extreme Events and Health Protection Team at PHE, the focal point for evidencebased health protection advice for planning, response and recovery from extreme weather events and other natural hazards.

“He has extensive experience responding to incidents and outbreaks in the UK, Africa and south-east Asia.

“Alexander Vaux, a medical entomologist at Public Health England focusing particularly on the ecology of mosquitoes also visited the TCI.” During his stay in TCI, he worked

closely with the Environmental Health Department, particularly the Vector Control Unit, visiting the Islands and conducting a needs assessment.

The medical entomology group at PHE is responsible for advising the Government on the public health risks from endemic and emerging vectorborne diseases in the UK and abroad.

“Alex has nine years of experience in the medical entomology team and advises on invasive mosquitoes.”

The release pointed out that he has worked extensively in the Caribbean, providing training and developing mosquito surveillance and control plans with environmental health and vector control teams across the region.

Also visiting the TCI was consultant in communicable disease control with PHE and specialist in infectious disease, Dr Autilia Newton, who joined the Ministry of Health team to provide additional technical assistance over the coming weeks.

Nine Dominican poachers captured and charged

BY DAISY HANDFIELD NINE Dominican poachers have been captured and charged for fishing illegally within the Fisheries Limits of the Turks and Caicos Islands (TCI).

The fish on board the 45 feet in length vessel named MV Yaniret was confiscated on Friday, October 6.

The perpetrators were caught by officers from the Marine Division of the Royal Turks and Caicos Islands Police Force (RTCIPF).

The vessel and crew were escorted to Providenciales and following an investigation as to the circumstances of the MV Yaniret’s presence within the Fisheries Limits of the TCI by the RTCIPF.

The poachers were arrested and they all pleaded guilty at court to the use of an unlicensed vessel for commercial fishing and taking marine products without a licence.

They are scheduled to be sentenced on Tuesday, October 17.

Another incident took place on March 16, involving 40 Dominican

poachers who were caught with some 39,000 pounds of marine product.

The men all plead not guilty to the charges and were remanded to Her Majesty prison in Grand Turk to await trial.

The men were charged for use of breathing apparatus to take marine products, possession

of undersized Nassau grouper, possession of parrot fish, using unlicensed commercial fishing vessel, possession of spear gun, taking marine products by use of spear gun, using any vessel to conduct fishing, engaging in commercial fishing in Mouchier Banks without a licence and taking marine products without a licence.

Director of Youth Affairs receives Chevening Scholarship

BY OLIVIA ROSE DIRECTOR of Youth Affairs Jasmine Parker has been awarded the prestigious UK Chevening Scholarship for the 2017 to 2018 academic year.

The Chevening Scholarship is awarded to outstanding individuals with leadership potential, and offers financial support for a Master’s level degree at one of the UK’s leading universities.

The scholarship is aimed at equipping future leaders with the knowledge and skills necessary to impact change in their respective country or territory.

Despite challenges and setbacks faced by the TCI, as a result of hurricanes Irma and Maria, the commitment to the development of people through UK higher education remains steadfast and strong, according to a release from the Governor’s Office.

The release further stated that Parker will be studying a one year Master’s degree in child youth and international development at Birkbeck, University of London in the UK starting October 2017.

Parker is currently the Director of Youth Affairs, responsible for developing, implementing, monitoring and evaluating the three year strategic plan and National Youth Policies.

In addition, she has responsibility for developing annual national operational plan and forecasting financial allocations.

Further, in her role, she is mandated to promote youth mainstreaming and participation in youth development, democracy, governance at local and national levels, and active citizenship to advance the involvement of youth in the decision making process in the Turks and Caicos Islands.

Professional Islanders are still being urged to take advantage of the opportunities for advanced studies and professional training under the UK’s flagship scholarship programme.

Governor John Freeman, urging professionals to apply, noted that the UK continues to play a leading role globally.

He said: “The UK is home to some of the world’s best universities, brightest students, and most revered academics.

The TCI has been successful in having three talented people awarded this scholarship in the past three years.

These beneficiaries include Kenisha Bacchus, who currently works as a legal consul for the TCI Financial Services Commission (awarded in 2014), Myrlchina Lewis, who has recently been appointed as financial manager within the Accountant General’s Office (awarded in 2015), and Lormeka Morley-Williams who is currently in the UK finishing up her studies (awarded in 2016).

The scholarship programme is supported by the Foreign and Commonwealth Office (FCO) and partner organisations.

The applications season for this year’s 2017 to 2018 scholarship is still open until November 7.

Sailrock president gives an update on development

We are very thankful to report that all residents of the South Caicos community and staff at Sailrock Resort and Sailrock Living are all safe and in good spirits following the impact of hurricane Irma in the Turks and Caicos Islands.

Sailrock Resort and Sailrock Living’s private villas sustained some damage from the hurricane, most of which is roofing, cosmetic and grounds-related.

We are working through plans to reopen Sailrock Resort before the end of this year!

All of the villas and residences are structurally sound which we attribute to the thoughtful construction and design of these buildings to weather this type of rare event.

We have been in close communication with all Sailrock villa owners to identify and plan necessary repair work.

Construction of new homes in the Peninsula as well as the Sailrock Resort new construction projects fared well and all development activity will continue forward as planned.

While Sailrock prepares to get back to normal operations soon, the damage to Cockburn Harbour town is impactful and we have been very involved in the recovery and response efforts immediately following the storm.

FortisTCI is on-island and has restored power in key parts of the community with the assistance of Sailrock operators and machinery.

Sailrock has continued efforts with East Bay Resort to supply water distribution throughout the local community and we have provided the necessary equipment and operators to repair the damaged port to allow for continued shipping.

The airport has reopened for regular scheduled flights and the community is bound together with a spirit of resiliency to restore South Caicos.

The South Caicos Heritage Foundation (SCHF) has been established to support the recovery,

Initial funding will be driven to the immediate recovery efforts from hurricane Irma such as water distribution, food, shelter, clean up, ongoing education and basic supplies for the 1,200 residents of South Caicos.

The long-term donations to SCHF will support the preservation of history, culture and community of South Caicos through revitalisation of Cockburn Harbour’s historic buildings, the Queen’s Parade Ground and public areas of the island.

Currently, the foundation has raised almost $80,000 which is a great start!

Those donations allowed our Chicago team to procure and consolidate a tonne of construction materials and to get them shipped to South Caicos.

In the next few days supplies will arrive and will be used to put roofs on more than 120 homes and businesses.

Treasury and Revenue Department back to original location THE PROVIDENCIALES branches of the Treasury and the Revenue Department have resumed operations from their original office.

According to a Government press release, the office reopened at Butterfield Square, Downtown, Providenciales on Tuesday (October 10).

While progress is being made there is still much to be done. We’ve set an ambitious fund raising goal, and Colin Kihnke has personally pledged to match every donation up to $1 million.

The SCHF’s mission is to preserve and support the history, culture, and community of South Caicos.

Police officers promoted to inspectors and sergeants

BY DAISY HANDFIELD EIGHTEEN officers from the Royal Turks and Caicos Islands Police Force (RTCIPF) have been promoted.

A police press statement was issued this week to speak on the new leadership roles.

Seven of the officers have been promoted to the rank of inspector and 11 have moved up to the rank of sergeant.

These promotions came following a successful promotion exam and interview procedure.

According to the press statement, this was the first such selection procedure conducted by the RTCIPF since 2008.

Those promoted to inspectors are Dwayne Baker, Drexel Porter, Ensa

Wilson, Kemron Lowhar, Lionel Mapp, Neal Stanislaus and Winston Diamond; and promoted to sergeants are Anthony Cumberbatch, Dakota Smith, Damien Mitchell, Delton Robinson, Inga Taylor, Jerry Grant, Kevin Clarke, Latoya Rigby, Lavern Seymour, Sabuton John and William Lightbourne.

Commenting on the promotions, Commissioner of Police James Smith said: “Congratulations to each of these competent, capable and talented officers on their promotion.

“Their new roles are vital to the continued success of the force and our ability to properly deploy our resources.

“These promotions complete a radical review of force supervisory needs and will ensure effective 24/7 operational management of our

uniform resources.”

The officers have already started in their new positions from as early as last week.

The RTCIPF recently hired 13 Jamaican officers and one Filipino officer.

These officers were sworn in as constables on August 14, by Commissioner Police James Smith and have been assigned to the Criminal Investigation Department, Tactical Unit and Marine Branch.

Commissioner James Smith said: “We are using this opportunity to promote experienced, specialised officers to fill the most critical skills gaps that exist in the force, including our Criminal Investigation Department, our Cyber Crime team, our Tactical Units and our Marine Branch officers.”

Food donation reaches masses

BY DAISY HANDFIELD PASTOR Kenneth Chukwu has collaborated with volunteers from the community to provide hot meals and other necessities to the less fortunate.

This was through a non-profit group called Good Neighbors Purse, founded by the pastor to help those in need throughout the Turks and Caicos Islands.

The non-profit set up the food distribution at the Downtown area in Providenciales on Saturday, October 7.

Pastor Chukwu said that his passion is to feed people, with both nourishment of the body and nourishment of the soul.

Through his missionary efforts throughout the years, hundreds of families across the TCI have been fed and clothed.

He said: “We have been in the society and in the community for all these years. So, [this is] not something that I am just doing now.

“Everyone knows me and knows that this is something that I have been doing for all these years as a

missionary…

“We have been quiet doing our own thing, but we feel that this is a time to call people together and do a big one.”

Volunteers cooked the food at home and brought it out to the event to share with those in need.

Pastor Chukwu added that he believes that God wants to bless people in abundance, but in order to receive those blessings, people must be willing to give back to those in need.

“If you really want God to restore you and you want God to give you

and bless you, you have to donate something to somebody. So, that is what we are doing now,” he said.

The Good Neighbors Purse is a non-profit company founded by Apostle Kenneth Chukwu, a man sent by God to the Turks and Caicos Islands in March 2008.

He believes in the preaching of the gospel the ‘Jesus way’ by ministering to the whole man, spirit, soul and body.

He began his feeding and food distribution by giving up his lunch to feed the hungry. Since then, he has sourced for food and selflessly

used his time and money to deliver food to schools, churches, social and welfare departments, special needs children, detention camps, HIV units, to disabled people and to all the needy people in different communities in Providenciales, Grand Turk, South Caicos, and North Caicos.

Aside from feeding people in the TCI, the non-profit trains, teaches and offers free financial counselling to the people that they feed, on budgeting and proper financial management of their income.

Mould can make you ill – Dr Menzies

BY DAISY HANDFIELD MOULD in your home can make you sick, especially if you have allergies or asthma, according to general practitioner at Associated Medical Practices, Dr Euan Menzies.

Due to the rain produced by hurricane Irma, which struck the Turks and Caicos Islands as a category five storm, many homes and businesses experienced leaks and damage which provided ideal breeding ground for mould.

He shared that even if you are not allergic to mould, exposure can irritate your eyes, skin, nose, throat and lungs.

“Typical symptoms will be of the respiratory passages, a reaction in the nasal passages, stuffiness, sneezing, and feeling of not being

able to breathe through the nose.

“It can affect the surfaces of the eyes as well… [If] somebody who may be having cancer treatment, whether they have strong drugs that suppress their own immunity, or if they were immunosuppressed from conditions of HIV then they might be more at risk to getting localised reactions of particular fungi or moulds in the lungs or they might get the peculiar respiratory infection,” he said.

Those sensitive to mould, inhaling or touching mould spores can cause allergic reactions, including sneezing, runny nose, red eyes, and skin rash.

Those with serious mould allergies may have more severe reactions, including shortness of breath.

In people with asthma who are allergic to mould, breathing in spores

can also cause asthma attacks.

WHAT IS MOULD? Mould is considered a type of fungus that consists of small organisms found almost everywhere.

They can be black, white, green, orange, or purple.

Outdoors, mould plays an important role in nature, breaking down dead plans, trees and leaves.

It thrives on moisture and reproduce by means of tiny, lightweight spores that travel through the air.

Dr Menzies explained that it is possible to get rid of all mould and mould spores in homes, but it will take some hard work.

If there is already mould growing in a home, it is important to clean up the mould and fix the problem causing dampness first.

Some advice includes opening doors between rooms to increase circulation, which carries heat to

cold surfaces.

People can also increase air circulation by using fans and by moving furniture from wall corners.

The use of dehumidifiers and air conditioners, especially in hot, humid climates, will reduce moisture in the air.

FIVE Cays dogs were provided with free food and consultation by volunteers from a non-profit organisation called SNIP on October 6.

The Providenciales based nonprofit is dedicated to providing free vet service to pet owners across the Turks and Caicos Islands, especially those who are unable to afford it.

Director of Spay and Neuter Programme (SNIP), Laurie McCann explained that the volunteers set up at about 2pm in Five Cays, with about 4,000 pounds of dog food.

She said: “We had people bring their dogs in from the community.

[We provided] some free vaccinations from the Government that are still left over from the vaccination campaign.

“We signed up about 30 to 40 animals for our free spay and neuter clinic and I think people are excited that there is free dog food for the animals.”

The donation was a result of an international fundraising campaign to provide assistance post hurricane Irma, which battered the Turks and Caicos Islands as a category five storm about a month ago.

Most low back strain and sprain injuries will resolve themselves with a little help within a week or so.

To determine if your injury is more serious, look for the following symptoms: pain in other body areas, numbness, and loss of strength or co-ordination are all signs to seek professional help sooner rather than later.

Here are five smart tips to help you regain your back health and mobility.

ICE NOT HEAT Use ice, not heat, to soothe the painful area. Where there is pain, there is inflammation.

In the case of back injury, the inflammation may not be visible the way swelling of a sprained ankle might be.

A good rule is to remember the word inflammation includes the word ‘flame’ because where there is

heat, there is inflammation and pain.

Icing cools down the heat associated with inflammation, so ice your back for a maximum of ten minutes every hour for the first 24 to 48 hours.

Long term use of back braces can promote muscle weakness.

KEEP MOVING Stay as active as possible. Change positions often and try not to sit, stand or lie in the same position for prolonged periods.

Resting in bed or remaining sedentary is only necessary if you’re in so much pain that you can’t move.

SLOW AND STEADY Over a recovery period of a week or so, you should experience slow and steady improvement.

While in the recovery phase, review your daily routine and consider whether your activities might be contributing to your back pain or slowing your recovery.

A chiropractor can help you identify potential triggers.

For example: -Are you doing too much lifting, bending, or repetitive activities?

-Are you sitting for long periods of time at home or work without changing positions?

-If you have to carry items, are you dividing the load to prevent stress on your lower back?

If your symptoms persist, consult a health care professional such as a chiropractor.

STRETCH Do gentle stretching to the point where you feel some relief. Don’t stretch to the point where the pain is aggravated.

LOWER YOUR HEELS Set those high heels aside until you have recovered. High heels put excess strain on the lower back muscles making them work harder to keep you from falling forward.

SHORT TERM SUPPORT

McCann, elaborated on the campaign, stating that the initiative was to assist animals that were injured during the storm.

“After hurricane Irma, one of the things we did at SNIP was we started a fundraiser in the [United] States called International Pets and Animal Welfare.

“We raised funds to provide free vet care for animals that were injured during hurricane Irma,” she said.

Volunteer veterinarian, Dr Meghann Kruck stated that she noticed that a lot of dogs were fighting due to the lack of food and water and stress that they were dealing with.

She said: “Today we have seen a lot of healthy animals that have been coming in for vaccines or just coming along with their owners to pick up food.

“We have had a couple of dogs that were tested for heartworm and were positive…really common issues on the island, but we are getting a lot of animals signed up for spay/neuter which is amazing. “[We have been providing] a lot of animals with food [that] they need.

They give us a chance to educate the public where needed.”

The volunteers added that although the wellbeing of pets might not be a major priority for many at the moment, considering the fact that a number of individuals were more focused on the rebuilding of their homes, pets must still not be neglected and disregarded.

Dr Kruck said: “We are here to help. We know that the people are stressed, we know that the animals are stressed.

“We are here to help and take off the stress of worrying about the animals.”

She mentioned that some of the food will also be sent to the sister islands and also spoke on another international donation which was made that will benefit the sister islands as well.

She said: “We have a shipment arriving next week, which is fully donated food from a charity in the United States called Recue Bank.

“They keep food in their food bank, which is like a food bank for pets. So, they have actually donated to us 10,000 pounds of dog food.

“Once here, we are looking to set up in the Blue Hills area and then ship some of the food to Grand Turk, Salt Cay and the other islands.”

Bermudan firms to pay out $25bn on hurricanes Bermuda market companies are likely to pay out at least $25 billion to cover insured losses resulting from hurricanes Harvey, Irma and Maria.

That is the preliminary estimate of the Association of Bermuda Insurers and Reinsurers, which said on Wednesday that Bermuda companies had already started wiring hundreds of millions of dollars to insurers covering the impacted areas.

The three storms caused massive devastation across the Caribbean and areas of the southern US, with preliminary estimates showing around $100 billion of aggregate insured losses.

Already, several companies have issued preliminary estimates of catastrophe losses from the three storms, as well as other disasters including two earthquakes that struck Mexico, also in the third quarter.

Among those are RenaissanceRe, which estimated third-quarter catastrophe losses of $625 million and PartnerRe $475 million, while Validus Holdings expects to see losses of more than $400 million.

Bermudian-based commercial carriers represent the second-largest insurance hub outside London and are the leading providers of catastrophe reinsurance in the world, according to Abir.

“Bermuda’s global insurers and reinsurers first and foremost express

their sympathy to those suffering from the loss of life, property, food and water from the recent storms,” said Kevin O’Donnell, Abir chairman and chief executive officer of RenaissanceRe Holdings Ltd. “At this time, we are helping in the best way we can — by forwarding billions of dollars to help begin and sustain recovery in Texas, Florida, Puerto Rico, the US Virgin Islands and the rest of the affected Caribbean and Southeast US.” “Going forward, we are committed to helping our clients and their communities rebuild more resiliently, and supporting continued innovation to help close the insurance protection gap.

“By diversifying the financial risks of these disasters to a willing global private market, we can best reduce financial burdens on exposed communities, taxpayers and policyholders.”

Shortly after the storms ravaged regions across the Caribbean and US, Bermuda reinsurers began wiring hundreds of millions of dollars to primary insurance company accounts impacted by the disasters, the association said.

The Bermuda share of hurricane losses will be aggregated from business segments including commercial insurers and reinsurers;

captive, or self-insurance companies; catastrophe-focused managing general agents (MGAs); and alternative capital risk funds and pools.

Based on historical experience, regulatory stress tests, and publicly announced preliminary estimates by listed companies, Abir estimates the island’s insurance market may absorb 25 per cent or more of insured-loss claims. Preliminary aggregated loss estimates put the total at approximately $100 billion for the three storms.

Bermuda reinsurers, including ABIR members, began reporting estimates of net insured losses last week.

“The value reinsurers provide is threefold,” said Brad Kading, Abir’s president.

“First, advancing cash for liquidity so insurance clients can pay consumer claims; second, transferring risk around the world and diversifying it, so the cost of hurricanes is not solely paid by policyholders and taxpayers in the affected area; and, third, by providing balance-sheet protection so while insurers are liquidating assets to pay claims, additional funds provided by reinsurers allow them to continue selling new insurance contracts daily and still meet regulatory capital targets.

In recent weeks, Haiti has been engulfed in protests over tax hikes, with massive and sometimes violent street demonstrations.

Pressure on Haiti’s president to step down WIDESPREAD discontent with the Jovenel Moise administration in Haiti is mounting.

Disgruntled opposition forces this week announced a fresh round of demonstrations and warned that nothing but the President’s departure from office would stop them.

For several weeks now, strikes and protests have broken out across the country over the Government’s 2017/2018 budget.

Several groups have objected to the financial measures because they provide a significant pay increase and other benefits for Members of Parliament while ordinary Haitians have been asked

to pay higher taxes and fees.

Last weekend, thousands took to the streets to vent their frustration with Government policies, and several people were arrested.

Members of opposition parties, including several legislators, last weekend visited at least 40 demonstrators who were detained by police.

Spokesperson for the opposition coalition, Michel André, said the demonstrators who are being held at the National Penitentiary were political prisoners and called for their immediate and unconditional release. (Caribbean360)

McCartney to step down as DNA leader BRANVILLE McCartney will officially step down as leader of the Democratic National Alliance on October 24th. “I am not good for the party,” he recently told The Tribune.

Though the decision to resign is a “difficult one,” he would not rule out a future return to frontline politics, saying: “Never say never”.

DNA’s Deputy Leader Christopher Mortimer will become the party’s interim leader and a new deputy leader will be elected at the special October 24th meeting.

The DNA won fewer votes in the May 10th general election than it did in 2012, a fact that weighed on Mr McCartney. He believes the election results were as much an outright rejection of the DNA under his leadership as it was a simple reflection of the powerful two-party dynamics in the country that gives little space to third parties.

“No doubt dynamics of the two party system is very strong and alive,” he said. “When we did our report, (pollsters) came back and

said people just want to get rid of the PLP. Well, the bottom line is they wanted to get rid of the FNM in the previous election and they brought back the PLP; now they wanted to get rid of the PLP, but they went back to the FNM. have gotten some more votes. In this last election the PLP got more than 50,000 thousand votes and became the Official Opposition. Although they didn’t get a lot of seats, they still have a significant base.”

Mr McCartney believes his critics in rival parties succeeded in turning Bahamians against him.

“Other parties have done a good job politically of giving the impression that I’m someone I’m not,” he said, “arrogant, self-centred, power-hungry. IMF finds that Bahamian dollar ‘over valued’ by 10-20% THE Bahamian dollar is “overvalued between 10-20 per cent”, the IMF has revealed, warning that this is further eroding the economy’s cost competitiveness.

The International Monetary Fund (IMF), in its full report on the Article IV consultation, found that the Bahamas’ currency was “17.6 per cent stronger than the level deemed consistent with fundamentals and desired policies” on a real effective exchange rate (REER) basis.

This strips away the one:one peg with the US dollar, and measures the Bahamian dollar’s value against a basket of other currencies adjusted for inflation, to determine its competitiveness.

The IMF said its analysis, suggesting the Bahamian currency was overvalued, had major implications for the competitiveness of an economy still struggling with structural impediments such as high energy costs/unreliability and bureaucratic bottlenecks facing the private sector in its dealings with government.

While the Bahamas’ reliance on US tourists had helped to mitigate the dollar’s appreciation via the peg, the Fund warned it was exacerbating a situation where real wages are growing faster than productivity.

US counterpart had implications for efforts to diversify tourism source markets, as this made vacations to this nation relatively more expensive for Canadians, Europeans and others.

“From a cost perspective, the Bahamas is among the most expensive tourism destinations and its share in the ‘exclusive’ Caribbean tourism market has been declining,” the IMF added. “The strength of the currency in real effective terms,

and real wages growing faster than productivity, have further eroded competitiveness.

“Overall, staff assess the REER to be overvalued by around 9 to 18 per cent in 2016. The model finds that the REER is 17.6 per cent stronger in 2016 than the level deemed consistent with fundamentals and desired policies..... The current level of the REER is around 11 per cent higher than the long-term average.”

The IMF said the currency overvaluation, and tie to the US dollar, gave the Bahamas less flexibility than Caribbean tourism rivals such as Jamaica and the Dominican Republic, both of which do not have fixed exchange rate regimes.

It added that while the Bahamas’ foreign currency reserves of $904 million at year-end 2016 were below the international benchmark of three months’ worth of imports, standing at 2.4 months’ worth, they were above 100 per cent of the country’s short-term debt.

On a more positive note, the IMF is forecasting that the Bahamas’ ‘negative credit gap’ will gradually be closed as bank lending to the private sector picks up to an annual 2.5-3 per cent growth rate by 20212022.

However, it revealed that bank ‘spreads’ - the difference between lending and deposit rates - are currently “much higher” than before the 2007-2009 recession due to a lack of economic growth and

difficulties in assessing borrower creditworthiness.

“Banks have maintained a cautious lending attitude, particularly as the lack of a credit bureau and of a well-established book-keeping tradition have made it difficult to assess borrowers’ creditworthiness,” the IMF said.

“These challenges have led banks to increase the risk premium on new lending, bringing intermediation spreads to levels much higher than those seen before the global financial crisis. Consequently, the total stock of credit to the private sector has remained flat, leading to a negative credit gap.” This gap was assessed as equivalent to 2 per cent of GDP (around $200 million) in 2016.

The IMF urged the Bahamas to “reverse the self-reinforcing negative feedback loop” created by the lack of GDP growth, and high levels of loan delinquency, on credit supply. It said the enactment of legislation to create a Credit Bureau is also essential to this effort.

The Article IV report also exposes why the 2008-2009 recession hit the Bahamas, and so many families, especially hard as it revealed the high level of household indebtedness and “explosion” in reckless bank lending prior to the crash.

“Households have not been able to fully repair their balance sheets following the sharp economic contraction during the global financial crisis, which turned many loans nonperforming,” the IMF said.

UN chief urges accelerated climate action after visit to hurricane-stricken Barbuda HAVING seen first-hand the destruction wrought by the recent hurricanes in the Caribbean, United Nations Secretary-General António Guterres has called for the full mobilization of the international community to support the people of the affected areas, while stressing the need to accelerate climate action.

“I have just witnessed a level of devastation that I have never seen in my life,” Guterres told a press conference on Saturday following a visit to storm-battered Barbuda.

“I have been in areas torn by conflict. In my own country, I have seen earthquakes, I’ve seen storms […] I have never seen such a highlevel of devastation like the one that I witnessed in Barbuda.”

“This must make us think seriously,” added Guterres, who arrived today for a two-day visit to Antigua, Barbuda and Dominica to survey the damage and to assess what more the UN can do to help people recover from the back-toback, Category 5 hurricanes that struck the region recently.

The Secretary-General cited “a

clear link” between the level of greenhouse gas in the atmosphere, including CO2, the temperature of the water and the intensity of the rainstorms and of the different hurricanes in the region and in other parts of the world.

Hurricane Irma, which struck the region in early September, had winds of 300 km per hour for 37 hours – the longest such period ever recorded.

“So the link between climate change and the devastation we are witnessing is clear, and there is a collective responsibility of the international community to stop this suicidal development,” stated Mr. Guterres.

“And for that, it is essential that the Paris Agreement on climate change is fully endorsed and respected but also to recognize that the commitments made in Paris are not enough,” he said.

Guterres also stressed the need to mobilize resources, including through innovative financial mechanisms, so that people can rebuild their lives, noting that middle-income countries such as Antigua and Barbuda cannot

do it alone.

“This is an obligation of the international community, because they are suffering the effects of climate change but they have not contributed to it.”

In Barbuda, the Secretary-General walked through Codrington town and met with some of the returnees.

The island’s 1,600 residents were evacuated to Antigua before Hurricane Irma struck last month. In Antigua, many of the displaced are staying in shelters, while others with family and friends. Some residents have been traveling back to Barbuda to check on their homes and lands.

Since the disasters struck, the UN

and partners have delivered relief by both air and the sea, reaching thousands across the region with food, water purification tablets, water storage tanks, tents, school kits, mosquito nets and cash assistance.

They also launched a US$113.9 million appeal to cover humanitarian needs for the immediate period ahead.

The UN family is also supporting those staying in the shelters.

Guterres had a chance to meet with some of the displaced during a visit to the National Technical Training Center in Antigua, which is currently sheltering 112 people, and even got a lesson from some of the younger residents in ‘warri’ – a game that was brought over to the region from Africa and is played with 48 seeds on a rectangular board with 12 receptacles or ‘houses.’

“The most immediate need they have right now is privacy,” Samantha Burnette, who manages the shelter at the Training Centre, told UN News.

“Most of them are complaining that they have been bunking with a lot of people. So they don’t have the space they need.”

WTO countries fret over Brexit plans THE UK and EU have formally set out plans for World Trade Organization commitments postBrexit, but they have already been opposed by some countries.

The issue is about how much of certain goods can be imported at reduced tariffs after Brexit.

These quotas currently apply to imports anywhere in the EU. But seven nations, including the US and Canada, have already made it clear that they think plans to divide existing quotas will put them at a disadvantage.

After Brexit, exporters of goods will need to know what access they can expect to the separate markets of the UK and EU. The dissenting nations object to proposals from London and Brussels about how they plan to handle access to their markets for about 100 mainly agricultural goods.

They feel that proposals for dividing quotas for goods imported at reduced tariffs will leave them worse off.

This is perhaps the most difficult aspect of Britain untangling its WTO membership from the EU. Its status as a member is not an issue. The UK is a full founding member of the organisation.

But the commitments made to other members of the WTO have been done through the EU. The government has said that it intends to replicate those

arrangements so far as possible.

In some respects, it is likely to be straightforward.

Where the EU commitment is that the tariffs (or taxes) on certain types of goods will be no more than a certain level, the UK can simply take on that same commitment (and, incidentally, be free to impose a lower tariff if it chooses).

But where the commitment is to allow a certain quantity of imports at a reduced tariff, sometimes tariff-free, then it becomes more difficult.

How do you allocate that quota between the UK and the EU? Indeed, do you just allocate the existing quota? Some other trade partners think that isn’t good enough.

The EU and the UK have agreed

a method and they have set it out in a letter sent by the heads of the two WTO delegations in Geneva to their opposite numbers from other member nations.

The letter says the new commitments will come from “an apportionment of the EU’s existing commitments, based on trade flows under each tariff-rate quota”.

The word “apportionment” suggests the new totals would be the same as the EU’s current quotas.

Some WTO members think that is not acceptable. Word had got that a proposal on those lines was in the works. So a group of seven of them wrote to the UK and the EU, as it were, to get their retaliation in first.

Spain threatens direct rule as Catalan leader calls for talks CATALONIA is prepared to enter into a dialogue on independence from Spain “without preconditions,” Catalan President Carles Puigdemont told CNN on Wednesday, as the Madrid government took the first steps to imposing direct rule on the region.

Speaking a day after he appeared to delay a formal declaration of independence, Puigdemont struck a conciliatory tone, saying he favored mediation to resolve the crisis.

But Spain’s Prime Minister Mariano Rajoy gave Puigdemont five days to clarify whether he had made a declaration of independence or not, after which Madrid could take over the Catalan government.

On Tuesday Puigdemont delivered an ambiguous speech to the Catalan parliament, saying that Catalonia had won the right to declare a republic following a disputed October 1 referendum.

But he said the declaration would be suspended, in order to allow for dialogue.

window for dialogue in response to international demands -- adding that a formal offer of dialogue like the one he had made to Madrid “needs a response in days.”

Puigdemont insisted the government in Madrid had no reason to apply article 155 of the constitution to Catalonia and that to do so would be a mistake.

California wildfires destroy thousands of buildings – Over 20 confirmed dead A COUPLE who recently celebrated their 75th wedding anniversary are among the 21 dead in some of California’s worst-ever wildfires.

Charles Rippey, 100, and his wife, Sara, 98, perished in one of 22 blazes that have destroyed 115,000 acres (26,000ha) and 3,500 buildings.

The couple, originally from Wisconsin, first met in primary school, their sons told the New York Times.

Officials in the hard-hit Sonoma County say 380 people are still missing.

Sonoma County Sheriff Robert Giordano earlier said 670 people were missing, adding the situation was changing quickly.

He also said about 150 people have been located and expects that some of those who have been found have yet to update their status on the missing registry.

The Rippeys died on Sunday at their home in Napa, California, where the fast-moving fires trapped them inside.

The couple’s son, Mike Rippey said he and his brother found their parents’ remains near each other amid the rubble of their home on Tuesday.

“We kids would always talk about what it would be like if one of them died and the other was still alive,” Mr Rippey, 71, told the newspaper.

“They just couldn’t be without each other. The fact that they went together is probably what they would have wanted.”

The couple attended the University of Wisconsin and married in 1942 before World War Two took Charles Rippey abroad.

The Rippeys had five children together and lived in the Napa home for 35 years.

Mike Rippey said his father appeared to be heading to his mother’s room when he was engulfed in smoke and flames.

“My father certainly wouldn’t have left her,” he said.

The fires are among the deadliest in California’s history and have sent smoke as far south as San Francisco, about 60 miles (100km) away.

Eleven of the deaths have been in Sonoma County, where officials said 530 were still unaccounted for, although that could be due to the chaotic pace of the evacuations.

Family members and friends of those missing have made appeals on social media to locate their loved ones while authorities have urged missing residents to mark themselves safe on the registry.

Six people have died in Mendocino County, two in Yuba County and two in Napa County, Cal Fire spokeswoman Heather Williams told the Los Angeles Times.

In Sonoma County’s city of Santa Rosa, a Hilton hotel and a mobile home park were destroyed. Tens of thousands of Sonoma County residents have fled, authorities said.

In the hills above Santa Rosa, resident Peter Lang was forced to choose between saving his home or more than 1,000 animals that were trapped at his Safari West wildlife preserve, the Press Democrat newspaper reported.

The 77-year-old owner said he did not lose a single animal, but his home was destroyed.

At least four wineries have suffered “total or very significant losses”, Napa Valley Vintners said, with nine others reporting some damage to buildings or vineyards.

More than 91,000 homes and businesses are without power.

California Governor Jerry Brown declared emergencies in Sonoma, Napa and five other counties.

Though illegal, child marriage is deeply rooted in India. Factors such as poverty, weak law enforcement, patriarchal social norms and concerns about family honor are often blamed.

Sex with underage wife is rape, Indian supreme court rules INDIA’S top court on Wednesday ruled that a man is committing rape if he engages in sexual intercourse with his wife who is under 18, a landmark decision that will affect millions of child brides.

The legal age of consent is 18 years.

The law regards even consensual sex with a woman under 16 as rape, but an exception had been made for intercourse between a man and his wife who is between 15 and 18.

Marital rape is not a crime in India, where the government has said criminalising marital rape could destabilise marriages and make men vulnerable to harassment by their wives.

The Supreme Court ruled the age of consent was 18 for “all purposes” after hearing a petition by Independent Thought, a non-profit group that sought to criminalise sex

with underage wives.

“Sexual intercourse by a married man with their minor wife below 18 years is rape,” the court said in its judgment, which was welcomed by women’s rights campaigners.

“I am very happy with the supreme court judgment,” Vikram Srivastava, a lawyer for Independent Thought, told Reuters.

“The judgment gives a boost to the national campaign of ‘Beti bachao and beti padhao,’“ he added, using a Hindi phrase meaning ‘Save the girl child and educate the girl child’.

The additional solicitor general, P.S. Narasimha, who represented the government, declined to comment.

Wednesday’s verdict would not be applied retrospectively, however, said the court, which based its conclusions on India’s Child Marriage Prohibition Act.

Trump open to a bilateral Canada-US trade deal if NAFTA talks fail PRESIDENT Trump says if talks to reform NAFTA fail, he could envisage a US-Canada trade pact, excluding Mexico.

The US president said if there was no deal on the North American Free Trade Agreement, it would be terminated.

He was speaking at the White House with visiting Canadian PM Justin Trudeau.

But he said that Canada had to “be ready for anything” if the attempts to modernise the 23-year-old deal faltered.

Nearly three weeks after Hurricane Maria pummeled Puerto Rico, the vast majority of the island remains without power and the death toll from the storm has risen to 45, authorities said.

At least 113 people remain unaccounted for, according to Karixia Ortiz, a spokeswoman for Puerto Rico’s Department of Public Safety.

Television coverage showed a delighted Putin, who celebrated his 65th birthday on October 7, holding and kissing the dog, named Verny, or “Faithful” in Russian, during a meeting in Sochi, Russia.

The albai, a top Turkmen-bred variety of the Central Asian shepherd dog, joins the Kremlin’s growing kennel.

Foreign leaders from Japan and Bulgaria have also gifted Putin puppies, but the President’s most beloved dog was a black Labrador named Koni, a present from Russian Defense Minister Sergei Shoigu.

“As far as bad moods go,” Putin said once, “of course I have them like any other person, but in those cases I try to consult with my dog Koni -- she gives me good advice.”

Koni was famous for terrifying German Chancellor Angela Merkel during a meeting in 2007. Photos of the meeting showed Merkel, who was once attacked by a dog, looking apprehensive as Koni approached.

Gov’t discusses financial impact of hurricanes in Cabinet

– But still no data released to the public AT THE last Cabinet meeting of the Turks and Caicos Islands Government, held on October 5, the Governor was advised of the potential financial impact of hurricanes Irma and Maria.

This is according to a post Cabinet statement issued to the press earlier this week.

The statement said that Governor John Freeman requested further information to be provided on the financial impact of the two major storms and for there to further consideration of this information at

the next Cabinet meeting.

Meanwhile, similar information has been requested by S&P Global, an American publicly traded corporation headquartered in New York City.

Its primary areas of business are financial information and analytics.

Other matters discussed during the 22nd meeting of the body included the inclusion of a trans-shipment fee within the Tariff Schedule to the Ports Authority (Stevedores, Fees and Charges) Regulations 2008. The governor’s approval was sought for

the institution of the shipping fee.

The governor’s approval was also sought for the extension of a client relief programme to the holders of performing loans in the portfolio formally managed by TC Invest.

Additionally, several information papers and updates on the status of their ministries and departments were provided by members.

The premier presented an interim paper on the formation of a Recovery Task Force following hurricanes Irma and Maria, as well as an information paper on expenditures that may be

funded from the Contingency Fund as a result of the hurricanes.

Minister of Education, Youth, Sport and Library Services’ information paper outlined the resumption of public schools across the country.

And the Minister of Tourism’s paper, which also sought the approval of the Governor, showed support for a proposed 90-day tourism strategy on the basis of a cost-sharing arrangement with the private sector.

Meanwhile, the Deputy Premier updated Cabinet on work being

taken forward by the private sector to improve the provision of community housing.

While the Minister of Home Affairs updated the body on the ramping up of the enforcement of immigration laws following hurricanes Irma and Maria.

The Premier, as Minister of Finance, provided Cabinet on the latest financial position of the National Health Insurance Board (NHIB) including measures to reduce expenditure.

The governor raised particular concern about the financial position of NHIB and Cabinet discussed ways to address this.

Gov’t offers advice on coping with stress WHEN a community has been hit by a natural disaster, many people can find themselves trying to make sense of what happened.

The events can create a tremendous amount of stress and anxiety for those directly and indirectly affected.

The Department of Mental Health has offered the following advice for those who feel their mental health has been affected by the recent storms: In the days and weeks following the disaster, you may begin to experience some of the following reactions:

• Disbelief and shock • Fear and anxiety about the future • Disorientation; difficulty making decisions or concentrating • Apathy and emotional numbing • Nightmares and reoccurring thoughts about the event • Irritability and anger • Sadness and depression • Feeling powerless • Changes in eating patterns; loss of appetite or overeating • Crying for ‘no apparent reason’ • Headaches, back pains and stomach problems • Difficulty sleeping or falling asleep • Increased use of alcohol and drugs

It is normal to have difficulty managing your feelings after major traumatic events. However, if you don’t deal with the stress, it can be harmful to your mental and physical health.

Here are some tips for coping in these difficult times: • Talk about it. By talking with others about the event, you can relieve stress and realise that others share your feelings.

• Spend time with friends and family. They can help you through this tough time. If your family lives outside the area, stay in touch by phone. If you have any

children, encourage them to share their concerns and feelings about the disaster with you.

• Take care of yourself. Get plenty of rest and exercise, and eat properly. If you smoke or drink coffee, try to limit your intake, since nicotine and caffeine can also add to your stress.

• Find time for activities you enjoy.

Read a book, go for a walk, catch a movie or do something else you find enjoyable. These healthy activities can help you get your mind off the disaster and keep the stress in check.

• Ask for help when you need it. If your feelings do not go away or

are so intense that they interfere with your ability to function in daily life, talk with a trusted relative, friend, doctor or spiritual advisor about getting help. Bon Jovi, LL Cool J among Rock & Roll Hall of Fame nominees THE nominees for the Rock and Roll Hall of Fame’s 2018 class was revealed this week, and the list spans multiple genres of music including rock, rap, metal, jazz, R&B, punk, progressive rock, and funk.

Among the big names are Bon Jovi, LL Cool J, Dire Straits, Eurythmics, The Cars, and the Moody Blues.

“It’s a remarkably diverse group of artists, and it’s reflective of the diversity of rock n’ roll,” Rock and Roll Hall of Fame President and CEO Greg Harris told ABC News. “We have a number of different eras, we have a number of different styles of music, and just a great balance.

And any five out of this [list] would make for a wonderful

induction class.”

CARA Delevingne is the latest actress to come forward with allegations about sexual advances from movie mogul Harvey Weinstein.

The British model and actress issued a statement in which she said Weinstein had made advances to her in a hotel room, in the presence of another woman, after they had discussed a film role.

A string of actresses have come forward over the last week to accuse the movie mogul of sexual harassment or assault.

Together, the claims build up a picture of one of the most powerful men in the industry exerting pressure on younger women at the start of their careers, often in hotel rooms and offices.

He has admitted his behaviour has “caused a lot of pain” but has described many of the allegations against him as “patently false”.

His spokesperson has said “any allegations of non-consensual sex are unequivocally denied” and there were “never any acts of retaliation” against women who turned him down.

The star took Sony to court in 1992, claiming he had little control over his work, with the company treating him as “no more than a piece of software”.

Science & Technology Child and teen obesity spreading across the globe CHILD and teenage obesity levels have risen ten-fold in the last four decades, meaning 124m boys and girls around the globe are too fat, according to new research.

The analysis in the Lancet is the largest of its kind and looks at obesity trends in over 200 countries.

In the UK, one in every 10 young people aged five to 19, is obese.

Obese children are likely to become obese adults, putting them at risk of serious health problems, say experts.

These include type 2 diabetes, heart disease, stroke and certain types of cancer, such as breast and colon.

The Lancet analysis, released on World Obesity Day, comes as researchers from the World Obesity Federation warn that the global cost of treating ill health caused by obesity will exceed £920bn every year from 2025.

Although child obesity rates appear to be stabilising in many high-income European countries, including the UK, they are accelerating at an alarming rate in many other parts of the world, lead researcher Prof Majid Ezzati from Imperial College London says.

NEW fossil evidence has pushed back a key step in the evolution of bird flight by millions of years.

Skeletal changes that helped birds take to the air happened 120 million years ago, during the hey day of dinosaurs, according to a specimen from China.

Features such as fused bones were thought to be present only in relatively advanced birds, living just before the dinosaurs went extinct.

A strong, rigid skeleton is part of the blueprint of modern birds.

The bird, Pterygornis dapingfangensi, lived in northeastern China during the Early Cretaceous.

It is only the second of its kind to be discovered and is exquisitely preserved.

The find ‘’pushed back the date for these birds’ features by over 40

million years,’’ said co-researcher, Min Wang from the Institute of Vertebrate Palaeontology and Palaeoanthropology at the Chinese Academy of Sciences in Beijing.

One of the requirements of all flying machines is a structure that is both strong and lightweight.

To achieve this in birds meant changes to the basic body plan of most back-boned animals.

During the course of bird evolution, some of the vertebrae and bones of the pelvic girdle fused together, as did some finger and leg bones.

And many tail, finger, and leg bones were lost.

The specimen is the oldest known bird fossil with fully fused hands and pelvic girdles, said Dr Steve Brusatte of the University of Edinburgh, who reviewed the scientific paper, published in the journal PNAS.

Beyond the orbit of Neptune, a dwarf planet is found to have a ring THERE may be more ringed objects in the outer solar system than anyone knew.

This week, researchers revealed that the egg-shaped dwarf planet Haumea — one of four known diminutive planets that circle the sun from beyond the orbit of Neptune — is surrounded by a ring of material roughly 43 miles in width.

Although rings are well known around Saturn as well as Jupiter, Neptune and Uranus — the new discovery represents the third time in just the last few years that scientists have found a ring around a solar system object that is not a planet.

The new work, published Wednesday in the journal Nature, suggests that ring systems in the outer solar system are not uncommon, said Amanda Sickafoose, an astronomer at MIT and the South African Astronomical Observatory in Cape Town who was not involved in the research. She said we can anticipate additional ring-related discoveries in the future.

Haumea’s ring was found by an

international team of astronomers working on an ongoing program to characterize Trans-Neptunian Objects, or objects that are farther from the sun than Neptune.

Because these relatively small bodies are so far away, they are difficult to see even with the most sophisticated telescopes.

“Unfortunately, even with the largest telescopes on Earth, and even with the Hubble Space Telescope, we cannot see anything more of Haumea than a dot of light,” said Jose Ortiz of the Institute of Astrophysics of Andalusia in Spain, who led the research.

But there are other ways to glean information about distant objects.

To better understand TransNeptunian Objects, Ortiz and his colleagues often use a technique known as stellar occultation. By measuring minute changes in the amount of light a star gives off as an object passes in front of it, they can determine the body’s size, shape, the amount of light it reflects, whether it has an atmosphere and whether or

not it has rings.

In this study, the authors relied on data collected by 12 telescopes located in Italy, Germany, Hungary, Slovakia, Slovenia and the Czech Republic.

Small dips in starlight recorded at all these locations just before and just after Haumea briefly blocked a star provided the clues that the dwarf

planet is surrounded by a ring of material approximately 600 miles from its surface.

The authors were also able to determine that Haumea’s rings are considerably darker than its surface — perhaps by as much as a factor of five.

Ortiz and his colleagues were the first to discover rings around a nonplanetary object back in 2013.

At that time, they detected a pair of rings around a 155-mile-wide cometasteroid hybrid known as Chariklo.

“We had puzzling data that we did not know how to reconcile,” Ortiz said in 2014, when the discovery was published. “But when I realised that an elliptical ring could explain all the secondary occultation events, I almost jumped out of my seat!”

In 2015, the same team found evidence of possible ring material around a similar object called Chiron, although that discovery is not universally accepted by the scientific community.

Ortiz said the discovery of a ring around Haumea still came as a shock, because, with a length of 1,218 miles, Haumea is significantly larger than either Chiron and Chariklo.

But the era of ring surprise might be over.

“Now, after finding a ring around Haumea, rings should not come as a surprise anymore,” he said.

Scientists are not entirely sure what causes rings to occur, and it may be different for different bodies.

THE third goal was just Lionel Messi showing off. Sports Interational Ireland to play Pakistan in first Test match in May IRELAND’S first Test match will be on home soil against Pakistan in May 2018, with the exact dates and venue still to be revealed.

An agreement between the two countries was reached during the International Cricket Council meeting in Auckland.

Ireland and Afghanistan were given Test status in June when they became the 11th and 12th Full Members of the ICC. Cricket Ireland has since been looking for suitable opponents for an historic first match.

“We are excited to welcome Pakistan to Ireland for our inaugural Test match next year,” said Ireland CEO Warren Deutrom.

“It has been our wish to make our Test debut in front of our own fans within 12 months of becoming a Test nation, and against a big team - so I’m delighted.”

Pluviose restarts University of Virgin Islands after Hurricane Maria NATIONAL footballer Shinaydine (Naya) Pluviose re-started school this week at the University of the Virgin Islands in St. Croix, USVI. The British territory was severely affected by Hurricane Maria, which among other things destroyed the dorms she had occupied.

“The dorms are all two storey dorms and all the second level rooms are messed up. The roofs caved in and no one can live in them,” the 19-year-old recently told the Weekly News.

SCHOOL FOOTBALL The former CHHS student followed her college coach (Charles Long) to the islands after he transferred from the Garden City Community

College in Kansas a few months ago. Her hope was to continue her tertiary football career. Until last month, everything looked set for that to happen, after Maria hit however, several players left the island and forced the team into uncertainty.

“Coach Long is saying that the season is going to continue, but we had players that left to go back home.

He said that if we still have enough by the time school starts, then we’ll travel for a game, but the main season will start in January.”

The players are yet to resume practice, but the business major is hoping that the team will soon be back on the pitch for competitive games.

Shinaydine Pluviose is hoping that her university’s football team can get over the hurdles created by Hurricane Maria.

Turbyfield makes Chesapeake Conference All-Star team NATIONAL rugby player Luis Turbyfield will be heading to his first University Conference All-Star tournament this December after making the Chesapeake Conference Select side.

The fullback, who is captain of his Mount St. Mary’s University team this season, told the Weekly News that he is excited about the selection, which was announced on Wednesday.

“It’s a great feeling because I have the chance to play in front of

professional team coaches, USA All American coaches and USA Men’s national team coaches.”

After winning the CRC 7s Division 1 Challenge Cup in June, the university team was promoted to the premier division. Halfway into the season, Turbyfield’s team sits in second place.

He said that it feels great to lead the team. “There is a lot of pressure on my part. I need to lead by example and not only play good rugby, but also have good academics.”

Otuonye sending relief supplies to TCI NATIONAL athlete Ifeanyi Otuonye is expected to send the first set of several relief boxes to victims of last month’s hurricanes within the next few days.

The national long jump record holder said that he is using the TCI Commonwealth Games Association as the drop off point for distribution.

Otuonye was on island when Hurricane Ike struck in 2008 and understands how difficult it must be for some of the residents, especially young athletes.

“I just want to let them (those affected) know that I feel for them. I understand the situation they are in and that all is not lost.

There is hope. With God, we will rebuild. Don’t give up on your dreams. Continue to persevere during this time, it will make you stronger.”

The post-graduate student at the Kansas State University has set up a GoFundMe page to support the venture. He also got the support of close friends, fellow students and some staff members of the university, but only to accumulate the items, not to ship them.

The 23-year-old is appealing for help to get the items down to the islands.

“I am able to get so much, but to send it over is the real barrier. I’m funding everything out of my pocket, so I can’t send everything at once, because I can’t afford it. If I can get some help financially to move the items, we can get a lot of help to Turks quickly.”

AFTER a successful fitness camp in June-July, which attracted 127 persons, Hammer Boxing and Fitness Gym (HBFG) has started “Get Fit Boot Camp” part two.

Led by boxing coach and ace heavyweight pugilist Jimkelly “The Hammer” Joseph the camp will focus on changing the lives of Turks Islanders.

With its slogan “We don’t quit, we get fit”, the camp started on Monday with a number of returning members and several new ones. The camp runs until November 17 at 538 Bay Road, Blue Hills (Old Computer

Line building).

“The first boot camp changed a lot of people’s lives and it made me excited to do a new one,” Joseph said. He added that the minimum weight loss for the first group was 14 pounds.

He along with general manager of HBFG Damian Williams will run the second camp, with a local trainer Peterson Everaiste covering some sessions.

Joseph said that the focus is on a lot of cardio workouts and strength training. “My goal is to get you in the best shape of your life. Help you

lose weight, tone your body and feel confident about yourself.”

The camp is opened to all ages and already he has an eight-year-old and an over 50 participant.

There are two sessions 5am to 6:15am and 5pm to 7pm. Saturday is rest day. Participants can do one session per day or both if they are up for it. Persons desirous of joining the camp can still do so; they just need a broomstick and a mat.

Blue Hills residents are asked to pay $60, while other participants will pay $70.

Robinson carries 2017 tally past 2300 miles TCI’s long distance ace runner Lynn Robinson increased her 2017 tally to 2300 miles this week as she stays fit in preparation for the Reggae Marathon that is set for Jamaica in December.

The 49-year-old, who is currently in the UK, was super competitive last month when she ran a half-marathon in England, before tallying 136 miles at the Global Limits, Hidden Treasure race in Albania over six days.

At that event, she finished 30th overall and 12th in the female category.
