Governor says it was DPP’s choice not to return to office BY OLIVIA ROSE GOVERNOR John Freeman has refuted an article which claims that he refused to renew the recent Director of Public Prosecution’s contract. He instead revealed that Jillian Williams will not be returning to office when her contract runs out next month, on her own volition. In a Facebook post on Monday (October 15), the governor responded to an article carried in a local newspaper which stated that “Governor Dr John Freeman has decided not to renew the contract of Director of Public Prosecutions (DPP) Jillian Williams.” In his response to the newspaper Freeman said the report contained material inaccuracies, potentially injurious to the DPP’s professional reputation, and called for the article to be retracted. He said: “Given that the DPP is appointed by and reports to the governor, I feel duty bound to do so. “Your report states that the governor ‘has decided not to renew the contract of the DPP’. “That is quite simply untrue. Ms Williams decided of her own volition not to seek renewal of her contract; therefore, the statement that I decided not to renew her contract is

plainly wrong. “Your report also quotes an unnamed ‘high level government source’ as saying that ‘Miss Williams turned out to be a failed experiment and a complete waste of time’. “As regards Ms Williams’

appointment there was no ‘failed experiment’ (whatever that is meant to mean or imply) but rather a public appointment of a well-qualified and experienced prosecutor.” The governor said Williams discharged the duties of her position as DPP due to serious health concerns. She suffered a severe stroke last year, just a few months after assuming office, and has been on a long road to recovery ever since. He added: “Allowing for certain temporary health challenges which might have afflicted any of us and might be thought deserving of sympathy and respect - over the period of her contract to date.” The governor underscored that until the conclusion of her tenure next month, she has his complete confidence and support. Williams, a native of Trinidad and Tobago, will occupy the role until her contract expires in November. Under Section 91 of the 2011 Constitution, the DPP is appointed by the governor in consultation with the premier, the leader of the opposition, and the Judicial Service Commission. The DPP’s role was created by the 2011 Constitution, which confers upon the governor the power to remove a DPP only with the prior approval of the secretary of state, in two cases: for inability to discharge the functions of his or her office, or for misbehaviour.

AS PART of the national response to last Thursday’s observance of International Day of the Girl Child, Hon. Karen Malcolm has hailed the TCI as giving girls a platform to express themselves. Malcolm, who is the minister of Education, Youth, Culture and Library Services, expressed the Government’s delight in joining with the global community to celebrate the day (October 11) and the rest of the year in recognition of girls around the world. “As minister with responsibility for youth affairs, I support all efforts being made to promote, educate and agitate for the girl child.” She added that while the world celebrates, the Turks and Caicos Islands should take particular pride in its strides to empower women. “We celebrate the fact that 71.4 percent of our permanent secretaries are females and females hold several key positions in the country, namely the chief justice, premier, deputy governor and attorney general.” She noted that in spite of these successes, there is still much work to be done so that girls are able to maximise their full potential. On December 19, 2011, the United Nations adopted a resolution to declare October 11 as the International Day of the Girl Child, and since 2012, the day has been celebrated around the world. This year’s observances are being held under the theme ‘With her: A skilled girl force’. It is intended to highlight and address the needs and challenges girls face, while promoting the empowerment of girls and the unique fulfilment of their human rights. Minister Malcolm stated that the Government has already taken the necessary steps to integrate

skills education in the revised curriculum for classes from as early as infant one to grade two, and will include these skills as the curriculum is being developed for grade three to grade six. “I agree with Antonio Guterres, the United Nations Secretary General, that ‘we need to equip girls with transferable and lifelong skills such as critical thinking, creativity and digital awareness’. “This is what we hope to achieve through the Caribbean Vocational Qualifications (CVQ) and the Caribbean Certificate of Secondary Level Competence (CCSLC) programmes. “Our children will have a range of pathways and choices through which they will develop the necessary skills and competencies to transition smoothly in a world of work driven by technology and innovation.” She added that through child safeguarding, the child-friendly school framework and the Caribbean safe school initiative the Government will create an environment in which the TCI’s children can thrive. Other successes cited by the minister included the Youth Listening Tours, through which young people are given an opportunity to express themselves and share their concerns. “During the sessions, girls across the Turks and Caicos Islands were not afraid to share their views and contribute to a national dialogue about the issues affecting them and the changes they would like to see.” She added that the well-being of young people, especially the girl child, is important to her. “Let this International Day of the Girl Child be a reminder to all of us to make sure that our girls develop the skills they need to fully participate in the workforce,” Malcolm advised.

UK politicians’ stance towards OTs has left them ‘vulnerable’ Same-sex marriage and treatment of travelling OT leaders come under the spotlight in the first heated FAC inquiry appearances BY GEMMA HANDY OVERSEAS territories are currently facing a “much more hostile and less supportive” relationship with British political leaders. That was the claim from a leading analyst whose written submission to the Foreign Affairs Committee’s (FAC) inquiry was among the first evidence to be published this week. Right-leaning leaders – traditionally seen as allies to the territories – “conveniently ignored” OTs’ “strong preference” to remain part of Europe during the Brexit referendum, associate professor of politics Peter Clegg asserted. Meanwhile, those on the left have used the threat of direct rule from London to force OTs to “make radical changes” to their financial services industries, he said. “For many years there has been a high degree of consensus between the major political parties in terms of how the overseas territories should be managed and supported. But that has now changed, which has made their position more vulnerable,” Clegg warned in his 2,300-word submission. The FAC’s first inquiry in 11 years into Britain’s governance of its territories and how it envisages their future was announced in July.

It came amid anxiety as to what the UK’s exit from the EU might mean for the OTs. On Tuesday (October 16), representatives of the Cayman Islands and Bermuda were the first to be called to address a parliamentary select committee and share their concerns in a highly charged opening to the proceedings. Cayman is “happy overall” with the constitutional relationship between the islands and the UK, Cayman’s London representative Eric Bush told the committee. “Being British is in our DNA,” he added. But things got heated when the subject of same-sex marriage was brought up by former OTs Minister Chris Bryant. “There has been a long battle about whether or not you should have same-sex marriage in Cayman,” said Bryant, who married husband Jared Cranney in 2010 in the first civil partnership ceremony ever held in the Houses of Parliament. Bush replied that he felt it “inappropriate” as a civil servant to give an opinion about Cayman government policy. “It seems like you are having your cake and eating it. You want to be under the British umbrella, but you do not want to be part of the British way of life,” Bryant retorted.

Dialogue also centred on what Brexit might mean for the Cayman Islands. Bush said the territory had created a thriving economy through its health, tourism and financial services sectors. “The risk lies in the realities of Brexit… The UK is going to be more concerned about its own external affairs for the foreseeable future,” he explained, adding that Cayman needed to be more “proactive” in forming its “own international identity”. Former Governor to Bermuda George Fergusson was quizzed by FAC member Andrew Rosindell as to why Britain’s remaining territories chose to stay part of the UK. Security, sovereignty and a need for financial assistance were cited as reasons, plus “an element of, if it’s not broken why fix it?” Rosindell also asked Fergusson, who served as Bermuda’s governor from 2012 to 2016, for his thoughts on how the OTs fit within the “overall British family”. “The Danish allow the Faroe Islands and Greenland to vote in the Danish Parliament. We are the only former colonial power that does not allow our territories any say at all,” Rosindell said. He added that he believed the

British parliament should have a committee specialising in the day-today issues of the OTs. “I am not sure it would be very busy. The day-to-day business is not enormous,” Fergusson replied. “It is difficult to make the relationships too tidy, or much tidier than they are.” Rosindell also raised concerns over the way OT leaders were treated on official visits to Britain. “For instance, when the premier of Cayman comes here, he is not given VIP treatment, even coming into the British parliament,” he told the committee. Bush replied that ambassadors and even their staff were “afforded certain privileges” that territory premiers were not. “When the premier comes into parliament as a guest for whatever reason, he is subject to the normal security checks, as is anybody off the road,” he said. “If those courtesies could be extended to … elected leaders of overseas territories, that would be most welcome, because then we could start to feel as if we are accepted as equals,” Bush added. EU FUNDING Also speaking on Tuesday was international human rights barrister Susie Alegre. Alegre expressed concern about post-Brexit axing of EU funding for OTs. “There is a cut-off of international funding that won’t obviously be replaced from elsewhere, which is a very big deal in a small economy,” she said. “Whether or not the needs of

Pitcairn, Tristan da Cunha or Turks and Caicos are going to be taken into serious account … is open to debate,” Alegre continued. She also chided OTs’ “lack of voice” in the matter, saying there was an “urgent need to review and clarify the constitutional position of OTs with regard to decisions that the UK takes”. TCI Premier Sharlene Cartwright Robinson confirmed the Islands’ representative to London had also been invited to appear before the committee but did not provide further details, and the TCI Government’s London office did not respond up to press time. Governor John Freeman’s office also declined to comment except to confirm that the Foreign and Commonwealth Office’s response to the FAC would be made public in due course. FAC spokeswoman Estelle Currie told the Weekly News a “healthy amount of written evidence” had been received and was likely to be published in the next fortnight. “The team is working through it at the moment so it’s not possible to say how many [submissions] came from the Turks and Caicos Islands,” she said. “We hope further representatives from the OTs will join us to give evidence but there may still be some fluctuation to final arrangements. “Depending on how the evidence goes, we would probably expect a few more oral evidence sessions,” Currie added. The students gave a cultural performance in the TCI’s national dress

NINE talented students from Enid Capron Primary School in Five Cays gave an impressive cultural performance in New York last week. The show was lauded as the highlight of the ID Travel Group Travellers Collection brochure launch event which was held at St Regis Hotel on October 11. The trip was a partnership between Island Destinations and the TCI Tourist Board, a press release on Thursday (October 18) said. Laurie Palumbo, chief operating officer at Island Destinations, explained that the ID Travel Group Foundation for Better Living dedicated to providing educational opportunities - recently adopted Enid

Capron Primary School. “This year at our annual Travellers Collection brochure launch we invited nine talented students, chosen out of 600, to perform for our hotel partners and travel advisors. “This provided a unique opportunity for the children to learn about the tourism industry and for our guests to experience the warmth and hospitality that makes Turks and Caicos so special.” The students performed in the TCI’s national dress and entertained the crowd with folk songs and dance. Pamela Ewing, regional marketing manager for the Tourist Board, attended the event and commended the students for their remarkable

performance. “The Enid Capron Primary School students were truly the highlight of the evening. “I was extremely proud to witness Turks and Caicos Islands’ talent and culture on display for an international audience which included some of our prominent travel partners. “The Tourist Board extends our gratitude to Island Destinations and the ID Travel Group Foundation for Better Living for presenting this amazing experience for our students.” The nine students were accompanied by Enid Capron Primary School’s vice principal Ms Delancy and music teacher Mrs Wright.

DEPORTATIONS ON THE RISE Police cordon off Quality supermarket

Armed bandits rob Quality’s Western Union in broad daylight BY OLIVIA ROSE THREE masked men, all armed with guns, pounced on Western Union staff in Quality Supermarket on Hospital Lane and carted off an undisclosed amount of cash. On Tuesday (October 16) at about 11.28am, employees and customers were left terrified when the men burst through the supermarket doors and accosted a lone Western Union agent demanding cash. The Weekly News was informed that shortly after receiving the money, the trio who concealed their identities with plain white t-shirts draped around their faces, sprinted to a getaway car which was conveniently parked horizontally at the supermarket’s door. According to staff, police responded quickly but unfortunately arrived at the scene minutes after the bandits made good their escape. When investigators arrived on the scene, the visibly shaken up staff were asked to step outside as they carried out investigations. Contrary to rumours and reports on social media, police advised that no shots were fired, no injuries reported and that it was not a hostage situation. The Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force is still investigating the robbery and is appealing to members of the public who may have any information in connection to this robbery to make contact on 911 or Crime Stoppers at 1800-8477. CCTV SURVEILLANCE Reports to this publication are that staff manning the Closed Circuit Televisions (CCTV) system were in possession of

a description of the getaway vehicle and possibly some of the routes the vehicle took in its escape. However, it is unclear whether this information was conveyed to the officers to aid them in the capture of the escaped thieves. The CCTV system was officially launched on July 31, and as stated by officials at the time most of the cameras are live and transmitting to the 911 control room located in the Digicel Headquarters on Leeward Highway. Monitoring the cameras are 911 operators as well as a police officer. It is not yet clear whether all of the cameras are now transmitting live around Providenciales, but reports

have indicated that many are active and recording incidents as they take place. Efforts to reach the Commissioner of Police by phone and text to ascertain what percentage of their crime fighting abilities have been boosted by the CCTVs footage, were unsuccessful up to press time. There are more than 100 cameras in 50 locations around Providenciales. Those locations are Leeward Highway, Blue Hills, Kew Town, Five Cays, North West Point, Down Town, Grace Bay, Long Bay, Millennium Highway, Venetian Road and Chalk Sound. Figures released last week by the Department of Immigration show that this year the TCI had already surpassed the total number of illegal migrants deported in 2017. The figure as of August 31, according to Director of Immigration Derek Been, stands at 1,476 compared to last year’s 1,335. What are your thoughts?

Stricter stance

Take a look at how the Bahamas is dealing with their problem. No work permits, remove shanty towns, aggressive deportation, strict adherence to all social-economic regulations, vigorous prosecutions of all Bahamians corrupt or hiring without required documentations and they will disappear. The legal ones are now adjusting to a more orderly society. Those who don’t get the message are being given long prison sentences.

Provide status

Immigration needs to urgently address the status of children born in this country or here before the age of 10, have lived here and gone to school here all their lives and yet are not being provided with status even though applications have been submitted for many, many months. TCIG needs to realise they are putting these children at a huge disadvantage, as when they reach 18, they have no status and cannot get jobs, accommodation or have any way to provide for themselves. We are risking making future criminals by not automatically providing status to these children prior to them turning 18.

Yes, the immigration policy and the work permit regime are doing a great job: at closing down economic growth. Just wait for the next US recession and see that we remain exceptionally vulnerable.

The Ministry of Immigration, and Minister Hon. Sean Astwood are doing a brilliant job policing this most serious impact on our shores. Illegal immigrants into the TCI seem to be entering an age old revolving door where they come illegally, the Government would finance their repatriation and then

they come right back. From Director Derek Been’s input we learn that the trend in successful repatriation is improving. Yet somehow this age-old problem needs fixing. A regional summit with Haiti, the TCI and the UK should lead to some suggested fixes. The nation of Haiti should be required to pay for the illegals who leave their shores to be returned. If they were to be bound to pay for this, then they would be motivated to police their own shores and stem the tide of escape. Not possible when they are benefitting from it. This is an area, where the governor, being responsible for external affairs such as this needs to do something. He can lobby for more UK patrols and allow Bahamian vessels to enter TCI waters to assist in patrolling. Globally there needs to be a fund, a commitment to assist Haiti economically and socially. The world has a material interest in seeing Haiti economically free but somehow they all benefit from her economic challenges. International aid can assist the TCI in more radars, drones, vessels, personnel, training and resources to police this issue.

Tropic Freedom makes maiden voyage to the TCI BY OLIVIA ROSE TROPICAL Shipping welcomed a new state-of-the art vessel, the Tropic Freedom, to its fleet last week when it arrived in the TCI following its maiden voyage. The vessel is faster, bigger, safer and more reliable than previous ships used by the shipping company, and is predicted to deliver provide a more eco-friendly service. It is the first of six new ships worth $150 million that the firm is having custom built to better serve the region. A simple ceremony was held at South Dock port in Providenciales on Friday, October 12, to mark the occasion. Carl Simmons, director of Cargo Express Services - a local agent for Tropical Shipping - lauded the strides made by the company. He said: “Twenty-three years ago Tropical Shipping had their first vessel arrive at this port of Providenciales; a vessel carrying seven containers with two members of staff that worked along with me. “Today we’re celebrating the arrival of Tropic Freedom and that vessel that arrived 23 years ago was Tropic Flyer… “Today this vessel, the Tropic Freedom, made its history to these Islands. “It was built in China. It left China, sailed to West Palm Beach, Florida, loaded with containers for Turks and Caicos and it arrived to Providenciales on its maiden voyage here today.” Simmons said that the new addition to the company’s fleet is more efficient and modern and will boost shipping services across the territory. “Tropic Flyer had a capacity of 64 containers at the time 23 years ago. Today this vessel the Tropic Freedom can carry 308 containers. If you look at the back of me it says, ‘commitment to island life’. “Tropical Shipping has seen so much confidence in the agency and the staff of Turks and Caicos Islands including Grand Turk so they went and invested in two of these vessels strictly for the Turks and Caicos Islands, because of their work, their commitment and the staff that work along with them and I thank all my staff.” SOUTH DOCK PORT Turning his attention to the deplorable conditions of the South Dock port, Simmons expressed his appreciation to the Government for making efforts to improve these critical facilities.

He said: “I have been on to former premiers - no let’s go back - chief ministers about the horrible conditions of the port in Provo because I had foreseen the need for bigger capacity. This island is growing in leaps and bounds. “They all put a blind eye to it, and I said to them, just because the public does not see the port you all think it’s not going to be good for the Islands, but they all turned a deaf ear to it. “But thank God, today the Government has seen that this was of importance to the development and growth and the needs of the people of the island.” Several dignitaries including premier Sharlene Cartwright Robinson attended the event. Also delivering brief remarks was chairman of the TCI Ports Authority, Devon Williams. He said the introduction of the new carrier will help to relax shipping restrictions in the TCI. Williams also stressed that shipping services should be “so reliable that it becomes second nature”. Tropical Shipping has invested more than $150 million in six new vessels that are being custom-built in Guangzhou, Wenchong Shipyard, China. Tropic Freedom, which is the latest vessel to be added to the freight company’s Carib Class ships, is outfitted with the latest technology and equipment. The four Carib Class ships have a capacity of 1,100 20-foot equivalent units (TEUs) and can travel up to 20 knots. These will serve ports in Halifax, Canada, Palm Beach, Florida, as well as Puerto Rico, the eastern

Caribbean and the Virgin Islands. The smaller Mini Express Class carry up to 300 TEUs with a speed

of 14 knots. They can deliver cargo in ports as shallow as 12 feet and will serve

the Turks and Caicos Islands, Marsh Harbour, the Bahamas, and the Dominican Republic.

Visitor found dead among bushes in Provo THE LIFELESS body of 61-year-old woman was recently discovered among some bushes near a resort in Providenciales. The upsetting discovery was made on Tuesday morning (October 16) at about 7am. Police reported that the woman’s body was found lying in bushes in Leeward.

Emergency officials were called in and the woman was pronounced dead at 7.45am, when they arrived on the scene. Police said they are currently awaiting the results of a post mortem examination to determine the cause of death, due on Friday. They have also advised that details surrounding the woman’s

death are unknown at this time, as their investigations are still in the preliminary stages. No one has been arrested in connection with the death, the police press office has advised. A report to this publication stated that the woman is a New York city resident.

Hospital leaders learn enhanced skills SUPERVISORS and team leaders at TCI Hospital were provided with enhanced leadership training earlier this month. InterHealth Canada hosted a special workshop for more than 30 emerging leaders across the company on October 4 and 5 at The Atrium Resort. The workshop was held under the theme ‘Inspired to lead’ with a mission to provide participants with enhanced skills in foundational concepts of leadership. Jacqueline Moe-Cox, TCI hospital education and training manager, said the sessions were specifically designed to stimulate discussion and interaction.

“The speakers used a mixture of industry models, standards and personal experiences to highlight best practices in their specific presentations,” she explained “A review of the postworkshop evaluation forms and the concluding statements at the session suggested that the participants benefited tremendously from the experience.” The initiative aligns with the private healthcare management company’s strategic succession plan, a company press release said on Monday (October 15). The facilitators delivered interactive presentations on topics that included analysis, decision-

making, coaching and mentorship, channelling motivation and influence. The initial segment of the two-part programme focused primarily on self-development and encouraged participants to seek personal introspection and analyse their current skill sets to identify areas for professional growth. Other components of the workshop featured learning activities and roleplays to showcase how the knowledge gained can be applied to real work situations. The second instalment of the workshop is scheduled for the first quarter of 2019.

A WORRYING 90 cases of breast cancer were diagnosed by the end of last year in the TCI, the Government has announced. This figure was revealed by the Ministry of Health on Friday (October 12) as the territory joins the rest of the world to observe Breast Cancer Awareness Month. Breast Cancer Awareness Month is observed annually in October to help increase attention and support, early detection and treatment as well as palliative care of the disease. According to the TCI’s National Cancer Society (NCS) which works in tandem with the health ministry, breast cancer is still the most prevalent cancer in the TCI, followed by prostate cancer. President of the NCS, Rosemary Jolly, revealed that about 30 types of cancers are present in the TCI and women make up 54 percent of those diagnosed. P r o v i d e n c i a l e s , understandably, has nearly three quarters of all cancer patients while Grand Turk makes up 17 percent and the remaining percentage covers the less populated islands. In terms of nationality, Turks and Caicos Islanders are 75 percent of those with cancer, Jamaica and Haiti combined are about 14 percent and the remaining 11 percent is made up of about 10 other nationalities. Locally every year a cancer walk is organised to help bring more awareness to the disease. Jolly told the Weekly News that this year’s walk was a huge success with more than 500 people participating. Minister of Health Hon. Edwin Astwood, in a statement encouraged people to get screened early. He said: “I would like to focus

on the importance of persons making it a habit to go for regular screening for breast, cervical, prostate and colorectal cancers. “There is good evidence that these cancers with early detection and treatment will be able to save lives. “When there is detection and treatment in the early stages, there are better outcomes.” He emphasised that there has been an alarming increase in the diagnosis of cancer in the territory and the risk factors must be addressed at national and local level. Astwood added that physical inactivity and poor nutrition are two of the major risk factors that must be addressed. Internationally there are about 1.38 million new cases and 458,000 deaths from breast cancer each year. It is the most common cancer worldwide in both developed and developing countries. Although breast cancer mostly occurs among older women, in rare cases it does affect women under the age of 45. About 11 percent of all new cases of breast cancer in the United States are found in women younger than 45 years of age. All women are at risk for getting breast cancer, but some things can raise a woman’s risk for getting breast cancer before age 45. Learning what factors increase a woman’s chance of getting breast cancer is an important first step in assessing risk. Learning the symptoms of breast cancer will also help a woman know when to seek medical assistance. Most deaths occur due to late diagnosis, therefore raising awareness and understanding breast cancer risks, early signs and symptoms and overall breast health is an important part of an effective public health approach.

Salt Cay pupils learn about art appreciation STUDENTS from Mary Robinson Primary School in Salt Cay were given a lecture on art appreciation last week. It was part of the National Art Lecture and Promotion Programme which started its second academic year with the interactive talk. Programme coordinator Titus de Boer, expressed his delight at having recommenced the lectures at the territory’s smallest Government school. He said the students and their teacher made up for the small numbers with their genuine enthusiasm and interest in art. “These lectures are intended to familiarise students of all ages with the subject of art appreciation as well as the practical aspects of how to launch a career as an artist,” explained de Boer.

Key elements of the lectures are to allow participants to discuss some basic questions such as what is art, what is culture and what is commerce. After that students are given a basic introduction to some of the related key questions, such as how to price, value and sell art and finally to establish what makes a good painting. The programme, which has been very well received by a wide cross section of local educators as well as members of both the public and private sectors, was most recently officially recognised by Hon. Karen Malcolm, Minister of Education. In a letter to the programme coordinator, Hon Malcolm expressed her gratitude stating: “I believe that art has the power to heal, inspire, provoke, challenge and offer hope.

“I am dedicated to raising awareness about how art enhances individuals, society, and the environment and offer my appreciation to you and your volunteers for using your time and expertise to train and encourage our students through lectures, presentations and art lessons.” The prime objective of the National Art Lecture and Art Promotion Programme is to expose the young people of the Turks and Caicos Islands to professionals from the world of international fine arts, be they artists, art dealers, art promoters, art collectors, art historians, art journalists or art publishers. In practical terms this means that visiting art professionals will volunteer their time and expertise to students in the TCI, through lectures, presentations and art lessons.

Long term, the objective is for talented students to partake in exchange programmes, thereby exposing their talent and work to the wider world. According to de Boer, the philosophy behind this initiative is simple: Helping artists to help themselves, in pursuing sustainable artistic careers. With almost 30 years of experience in the field of art promotion, it become clear to him that the main obstacle to many an artist’s career is the artist themselves “as they struggle with the departure from the proverbial artistic ivory tower to successfully pursuing a sustainable artistic career”. By giving young artists the advice of art professionals, they will not only see a practical path to their future career but also - through

meeting established artists - have living proof that artistic careers are achievable, he said. The National Art Lecture and Art Promotion Programme will focus on the following activities this academic year: -Regular art lectures by art professionals at all the primary and secondary schools of the TCI. -Summer programmes for young people, in the fields of painting and sculpting. -Summer programmes for young people, in the fields of art history, promotion and marketing. -Regular workshops with visiting artists for young artists of the TCI. -Exhibiting work by local artists. Digicel launches free wifi for dialysis patients FREE high-speed wifi internet access is now available to dialysis patients who receive treatment at Cockburn Town Medical Centre in Grand Turk. Digicel officially launched the service during a special ceremony held inside the main foyer of the capital island’s medical centre on Tuesday (October 16). Representatives from TCI Hospital, Digicel executives and the Minister for Home Affairs, Transportation and Telecommunication, Hon. Vaden Delroy Williams, were in attendance. Eleanor Hall, TCI Hospital’s chief of allied services who is responsible for the dialysis unit, opened the ceremony with a prayer. Williams expressed heartfelt gratitude to Digicel for the gesture

and commended the organisation on its corporate endeavour to provide greater internet access across the TCI. Lydia Tucker, Digicel’s head of business solutions, delivered remarks on behalf of the telecommunications company. She emphasised the firm’s resolve to seek out opportunities to improve the community as a part of its corporate social responsibility. Dr Denise Braithwaite-Tennant, TCI Hospital’s chief of medical services, flanked by other senior managers, praised Digicel for the partnership during the vote of thanks. The company ensured that dialysis units across both medical centres received the service at no cost, to enhance the patient experience.

Huge turnout for Provo breast cancer walk WALKERS, runners and volunteers came together two Saturdays ago to honour cancer survivors and those who have lost the battle against the disease. The annual event is observed throughout the Caribbean region and the rest of the world with an aim of raising awareness about reducing cancer risk as well as raising money to fund national efforts to bring hope to cancer patients. This is the seventh year that CIBC FirstCaribbean International Bank has hosted the event in collaboration with the National Cancer Society. Supporters first gathered at Graceway Gourmet supermarket at 5.45am for a warm up session and a few words from president of the National Cancer Society, Rosemary Jolly, who thanked everyone for showing up and showing their support. Jolly also honoured cancer survivors during the short ceremony. Many people who came out to show their support were also willing to say why they thought the awareness campaign was so important. One walker said: “We’re doing it for health reasons. I haven’t done it in a while, but I am enjoying this and we’re really here to support the Cancer Society because I am sure for everyone here, their families have been touched by this horrible disease. “So we thank God for healing, for all the cancer survivors and we want to say we’re praying for you and keep on keeping on.” Another said: “So many people are touched by cancer unfortunately, and we just wanted to get out and be an example for the rest of the community.” Other supporters spoke of their own relatives who either passed away or survived the dreaded disease. Following the event, president Jolly reported that some 500 people

walked for various reasons, calling this year’s event a huge success. Among those who did was a significant number of young people. “We need to educate our young people and young men need to realise that not only women get breast cancer,” Jolly observed. Meanwhile, on the national front, the Ministry of Health recently reported that it has now developed guidelines for breast cancer screening in the TCI and has also increased its awareness activities for prevention and early detection. The ministry reported that it is also seeking to develop a national cancer registry and a STEPS survey this is an evidence based information platform to develop more targeted interventions. Additionally, there are things women themselves can do to lower their risks of contracting the disease. Namely: Women over the age of 40 should consider getting a mammogram as early detection of breast cancer is the best chance for a cure. Further, they should not put off screening because of discomfort or fear of the results. A mammogram should never be painful. To lessen discomfort, try to plan the exam after a monthly period, when breast tissue is less sensitive. Women who have family members who have had breast cancer, especially a mother or sister, are advised to tell their doctor as their own risk of cancer may be higher than average. High risk women may be recommended for an annual MRI in addition to a screening mammogram. All women are advised to follow a healthy lifestyle and keep their weight in the normal range. Young women should consider breastfeeding their babies for as long as possible as women who breastfeed

their babies for at least a year have a reduced risk of developing breast cancer. Postmenopausal women should

avoid hormone replacement therapy as this increases the risk for breast cancer. If hormones must be taken to

manage menopausal symptoms, they should avoid those that contain progesterone and limit their use to less than three years.

Our Anancy heritage NEARLY every TCI youth has been exposed to Anancy folklore. The activities of Anancy are associated with trickery, misleading others and playing the victim to gain sympathy. Anancyism is used to describe behaviours that represent deception and being on top in any situation. We practice it without knowing we are, and are often victims of it without realising it. To some extent, Anancy behaviour is protective. We employ it to defend ourselves when accused, presenting a case where we place others as the perpetrators instead. We do it in a way that is convincing and when we succeed we keep our thoughts private. There was a case in South Caicos where after Sunday school a number of persons gathered on a pier to watch a school of sharks swimming in the water below. Everyone was having fun when an adult onlooker pushed a young boy into the sea. Luckily he could swim and made it safely to shore. The adult then quickly blamed another youngster although the accused insisted he did not do it. This adult was well known and was believed over the much younger accused. This is Anancyism at its

height. Being the instigator, yet blaming someone else for the act. Anancyism is used when we want to be part of an event but are prevented. We then use trickery to convince those with some say, how it would be beneficial to have us involved. We get our way through deception, pretending to be honest but stage a hoax in the process. As a behaviour Anancyism is used in office politics. Here, we undermine others to make it appear they are not functioning, spread fake news to hide our incompetence and crosstalk others to give the impression we are knowledgeable. And we knowingly ascribe to others political allegiances to smear them into being for this and against that political entity to mask our own way of playing one against the other while appearing to sit on the fence: Anancy-style. Pamela Mordecai, a cultural

writer, says that Anancy is a survivor in the face of adversity. She sees Anancyism as a mode of profiling by means of general trickery, approaching every situation as an opportunity to gain advantage over opponents or anyone in its way and is not to be tied down. My view is that the survivor mentality makes us nimble. So we are not daunted by any challenge. I do not see Anancyism as trickery, rather it is the ability to analyse and make decisions based on the situation. Approaching situations as an opportunity means having a positive belief that everything will work out and we will triumph. Anancyism is not seeking to gain an advantage, rather it is a competitive strategy with a purpose and an important ingredient of our heritage to further enrich.

TCI kids learn valuable lessons from former competitive swimmer BY DELANA ISLES BROTHERS Lenin and Arthur Hamilton have been paving the way over the past year for competitive swimming in the Turks and Caicos Islands. Almost a year ago, the Hamilton brothers ventured out on a journey to help the youth of the TCI not only learn how to swim for survival, but to do so at such an advanced level they are able to compete regionally. That journey saw them opening the TCI Aquatics Swim Club catering to children aged two to 12-years-old. The Hamiltons, who hail from the Bahamas, have intrinsic roots in Middle Caicos through their grandfather, and have over the decades decided to make Turks and Caicos Islands their home. Of the two, Arthur pursued competitive swimming more fiercely, going on to become the Bahamas’ national swimming champion. Lenin, like most little brothers, followed his brother into the sport also at an early age, but he gave up on the competitive side of it at the age of 14. He did not, however, give up on it altogether. Through the years, he retained his love for the sport, eventually transferring that love into coaching children. The Weekly News recently interviewed 33-year-old swim coach, Lenin Hamilton. Lenin spoke of how the idea of starting their own swim club was born while he and his family were away on vacation in the United States. Over that two month vacation, he and his girlfriend, both strong swimmers, took it upon themselves

to help her nieces and nephews learn how to swim. “I saw the kids’ improvement and I said to myself, ‘Hey, I can do this’,” Lenin recalled. Upon returning home to the TCI, Lenin decided to use his talents to help other children learn how to swim. He then volunteered with Swim and Surf TCI for a while before branching off on his own, and a few short weeks later, TCI Aquatics Swim Club was up and running. Since that time, he has not looked back. “I used to swim, but I didn’t even know the studies, the health benefits and things like that, but from reading them now, I am so glad that my old man had me doing this thing. “There were times we would dread the mornings because it’s very cold in the mornings. Even my kids have the same problems now, but I instill in them what my old man instilled in me - discipline and determination.” Among those who volunteer their services with the club are Lenin’s girlfriend and a parent of one of the students, both of whom teach about 30 children how to swim and help train them for competition. Lenin noted that one of the challenges when he first started was finding a pool where the kids could train and learn consistently. Previously, the club used the pool at the International School in Leeward. They are now located at the Banyan Inn along Venetian Road where training is more consistent and morale has been high. “There is so much potential down here in TCI. In nine months of training these kids and seeing what they can do, the accomplishments they made down here locally and

in the Bahamas makes me feel very good,” Lenin expressed. He believes that the encouragement and the support have really brought out the potential and enthusiasm in many of the young local swimmers, two of whom he has already identified as having the immense potential to make it all the way to the Olympics representing the TCI. “Also thank you to the parents who are dedicated, waking up early in the mornings and making sure their children get to training. There’s a lot of investment on all sides.” As they have twice before over the past several months, little swimmers from the TCI Aquatics club will again be travelling to the Bahamas to compete on November 26 and 27.

“Instead of three kids going like before, this time I have approximately ten kids, from ages four to 11, who will be competing at that event,” Lenin proudly boasted. Lenin has since started a GoFundMe campaign on Facebook to raise $8,000 to help fund the club’s upcoming Nassau invitational swim meet. “Our swimmers have been swimming for less than a year but have made great strides since. “We would love for our swimmers to participate in such an event for the experience internationally and also to make qualifying times for nationals,” the club posted to its fundraiser page. It continues: “Our young swimmers are eager to travel and

compete with other clubs. With your generous donation, you will be helping with tickets for our swimmers’ and coaches’ travel and accommodations. “To show how dedicated we are to this sport our swimmers will swim 100 laps in the pool for you all to see. Please help us in any way you can.” Meanwhile, in terms of membership costs, the TCI Aquatics requires a monthly fee of $150 per child per month. Over the past few months, the club has caught the interest of Premier Sharlene Cartwright Robinson who has made it a point to select them as one of the recipients of corporate and charitable sponsorships in the past year.

Biggest crowd ever at In The Pink 2018

IN THE Pink 2018 has been hailed another huge success and the largest yet in the event’s history. This is according to member of the organising committee, Karen Whitt this past week who spoke with the Weekly News. “This year’s event was the biggest in history. It was all good fun and for the most worthy cause. It was a sea of pink fantasy.” Last Saturday saw The Palms playing host to a multi-faceted and energy packed evening of shopping, dining, dancing, Pink Poker, music and artistic talent. Whitt thanked the many volunteers, committee members and others who gave several hours of their time to make this year’s 10th anniversary event another rousing success. She observed that the night built upon the tremendous legacy of the past nine years,

allowing the team to successfully pull off an incredible party attended by several hundred people. “Beautiful people came together to celebrate our commitment to the National Cancer Society, and work ahead as we continue to raise funds for those persons afflicted by this terrible disease.” She added that in the coming weeks, the organising committee will celebrate with sponsors at a thank you event, and announce the final amount raised through the In the Pink party. “Being our 10th year anniversary we could have never imagined such overwhelming support from the community and from our sponsors. “For Jai’s to step up to the plate like this and really support us in such a big way $15,000 from the raffle in sales of these tickets - is so amazing and it’s really a

testament to their continued support in the community and to civic causes,” Whitt said. Jai’s has been a strong partner to In The Pink from its inception. “We want to thank the community for supporting this raffle, for supporting the event. We had one of the biggest and best events ever imaginable this year. “That courtyard at the Palms, you could not walk, you couldn’t make your way through, it was a sea of beautiful pink everywhere.” Whitt stated that while their main cause is to raise awareness for breast cancer, it is also to support the families of cancer survivors. “It is all of our responsibility to pitch in and do what we can to play our part.” She also thanked entertainers Prime DJ’s, V6 Band, and Val Kalliecharan, and artists Tawana Kennedy, Aysha Stephen and

Christine Morden who also helped create lasting pink memories. “This event could not have happened without the contributions and the hard work of our committee, sponsors and volunteers. “We are incredibly proud of the highly dedicated and coordinated group of community and corporate partners who worked together to make In The Pink an event we can all take pride in.” Organising committee members are Hon. THE AMAZINGLY bizarre screw pine (Pandanus) creates a stop traffic effect in a home landscape with its swirl of foliage, showy leaf scars and unique stilt-like prop roots. A novelty plant, this is not a pine or a palm though it has a somewhat palm-like appearance. It’s best used as a single specimen and given plenty of room because as it matures, a screw pine can take up 10 to 15 feet (or more) of space. Be careful. These unusual trees can hurt you. There are wicked little red spines lining the edges of the leaves. Run your hand one direction on a leaf and nothing happens. But go the other way and ouch! James S asked me if the fruit was edible. First I wanted to point out the name of the tree comes from the fact of the tree grows in a giant swirly pattern with old leaf scars encircling the stems, hence the ‘screw’ in its common name. The ‘pine’ derives from the pineapple like unique fruits borne on female plants that are sun-grown. They’re edible and very pretty. The fruit of the screw pine does bear some superficial similarities to pineapples, not to mention that some species change from green to yelloworange just like a pineapple does.

However, pineapples grow up from the soil and sit on the top of low-to-the-ground stalks. Adan hangs down from the branches of the screw pine tree. Finally, while a pineapple is internally filled almost to the core with sweet (and sometimes tart) delicious meat, the screw pine’s fruit is 99 percent husk, fiber and hard skin, with only a small amount of the external nuggets available as an edible treat. So, there is no contest James, the pineapple wins hands down. A mature tree has a bushy top with leaf scars forming a circular pattern and aerial roots lift that the whole thing out of the ground. The roots keep the tree propped up and stable during strong winds and tropical rains. This plant can add a dramatic touch to more subtle landscaping. Avoid placing near walks, drives or children’s (or adults’) play areas. There’s a beautiful variegated pandanus that stays smaller (four to five feet) but it will spread so allow some space for it. Screw pines grow at a slow to moderate pace and can get 20 to 30 feet tall. They can take many kinds

of light, from full sun to partial shade. This plant is drought tolerant as well as salt tolerant, making it a striking accent for a coastal property. No soil amendments are necessary, though you can add composted cow manure to the hole when you plant. The only trimming needed is to remove dead or dying leaves by cutting them close to the stem. Water on a regular basis with time for the soil to dry out between waterings. Though these are drought tolerant trees, they’ll look their best with a regular and well timed irrigation schedule. You can fertilise two to three times a year with a good granular fertiliser. Plant at least eight feet from everything - other large plants, the house and more if possible from areas where passers-by might be sliced and diced by the spines. This tree will grow in a container and the smaller variegated variety does very well in a pot on the patio or in the pool cage.

NOW that we are well into the final quarter of the fiscal year many entrepreneurs are trying to make sense of the results of their businesses for 2018. At the same time, soon-to-be entrepreneurs are putting together their business plans in an effort to get a handle on how financially feasible their grand idea could be. In either scenario, the three primary financial statements that a business owner or investor will be most interested in are the income statement (profit and loss), the balance sheet and the cash flow statements. The income statement provides information for understanding how much the business must spend on every dollar of sale before deducting other variable expenses. So, for every operating period the income statement will tell you how much revenue was made and how much expense the company incurred to earn the income for that period. It is a key tool for measuring the performance of your business over time. Besides the knowledge that revenue – expenses = income, the figures in the income statement are also used to answer questions such as: How much sales do we need to make in order to breakeven? How many units must we sell to breakeven? How much money does our sales mix contribute towards our fixed cost? By sales mix we refer to the combination of products and services sold by the business. What is our fixed cost per unit? That is the per unit cost from which we cannot get away no matter how many units we produce. What is our variable cost per unit? That is the cost that changes with each unit that we produce and the cost that we can control. We mentioned breakeven above, but what does it really mean? It is point or dollar value at which income and cost are equal. At the breakeven point, you are neither losing money or making a

profit. Now that we know what information we most need to focus on from our income statement we can turn our attention to the cash flow statement. Most entrepreneurs understand well what director Danny Boyle means when he said: “There’s lot of things that can be solved with cash.” The cash flow statement is made up of three sections, they are: 1) The cash flow from operating activities. 2) The cash flow from investing activities. 3) The cash flow from financing activities. We all know that cash is the life blood of a business; if a business makes less net income than it spends on operating activities for three consecutive quarters it could mean the business is not financially viable. Signs of financial health problems faced by the business may include its inability to pay bills or loans, its inability to increase dividends to share owners, to pay the owner, or to acquire needed tools and investments for supporting its growth. If your business has a pattern of generating a certain level of cash flow periodically, it will be seen to be stronger and have a greater capacity to take on and service debt than a similar entity that has unpredictable cash flows. CASH FLOW Let’s break the cash flow statement into its three bite sized sections to find out what we can learn about our business from it. The cash flow from operations (CFO) tells the owner and investors how much money the business made from its operations. That is - the cash generated from sales after paying the cost incurred for making the sales (this includes interest on debt, rent, taxes, salaries, inventory, entertainment etc). With routine operations out of the way, lets focus on the cash flow from investment (CFI) section, which CONTINUED 

TCI included in OECD list of Caribbean countries that offer “golden passports” SOME of the Caribbean’s citizenship and residence programmes have raised the eyebrows of the Organisation for Economic Cooperation and Development (OECD). The Paris-based organisation on Tuesday released a list of 21 countries, nine of them in the Caribbean, that offer “golden passports” or visas that could help people evade tax. Antigua and Barbuda, The Bahamas, Barbados, Dominica, Grenada, Montserrat, St Kitts and Nevis, St Lucia, and the Turks and Caicos Islands are on the list. The OECD said while residence and citizenship by investment schemes allow individuals to obtain citizenship or residence rights through local investments or against a flat fee for perfectly legitimate reasons, they can also be potentially misused to hide assets offshore. “[These schemes], often referred to as golden passports or visas, can create the potential for misuse as tools to hide assets held abroad from reporting under the OECD/ G20 Common Reporting Standard (CRS),” it said in a statement issued along with the list which was published after analyzing residence and citizenship schemes operated by 100 countries. “In particular, [identification] cards, residence permits and other documentation obtained through CBI/RBI schemes can potentially

be abused to misrepresent an individual’s jurisdiction(s) of tax residence and to endanger the proper operation of the CRS due diligence procedures.” In the case of Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, and St Lucia, it’s the Citizenship by Investment programmes that has caused the OECD to flag them. The OECD is also concerned about Antigua and Barbuda’s Permanent Residence Certificate and St Kitts and Nevis’ Residence by Investment. While the others do not have CBI programmes, other residency

provisions have landed them on the list. The Bahamas is named for its Economic Permanent Residency; Barbados for Special Entry and Residence Permit; Montserrat for its Economic Residency Programme; and the Turks and Caicos Islands for its Permanent Residence Certificate. The OECD said it characterized the named countries’ schemes as potentially high-risk as they give access to a low personal tax rate on income from foreign financial assets and do not require an individual to spend a significant amount of time in the jurisdiction offering the scheme.

The forum arising from COP21’s Nationally Determined Contribution Initiative (NDC) or climate change mitigation contributions, has examined the role of the private sector, external financing and the new investments required in the Caribbean’s transformation to resilient, low carbon economies. OECS Director General, Dr. Didacus Jules said that few challenges facing the Caribbean were more pressing than climate change which now posed the biggest risks to the region’s economies, security and indeed the planet. “If as a global community we do not achieve the long-term goals of the

Thousands protest corruption in Haiti as president calls for unity and patience AN anti-corruption campaign that started on social media saw its biggest street protest yet when tens of thousands of Haitians took to the streets across the Caribbean country Wednesday to demand an accounting for nearly $2 billion in allegedly misused funds from an oil program sponsored by Venezuela that was supposed to be used to rebuild the country after its devastating 2010 earthquake. Haitian National Police spokesman Michel-Ange LouisJeune said at least two people were killed during the tension-filled day and several others were wounded by gunshots including five people in Cap-Haitien, the country’s second largest city. The wounded were taken by police to a local hospital. Early in the day, a Port-au-Prince police officer was injured when a rock was thrown and hit his head at Pont-Rouge near Cité Soleil. Police responded by firing shots in the air and were videotaped scrambling on the ground for cover. The officers had been providing security for Haitian President Jovenel Moïse, who was visiting the site with members of his government to lay a wreath, as is customary, to commemorate the death of founding father Jean Jacques Dessalines. He was assassinated at Pont-Rouge on Oct. 17, 1806. When the violence erupted, the president, who had been met by crowds of protesters and some supporters, had departed in his motorcade. He was flown by helicopter to Marchand Dessalines, the city that Dessaline founded and Haiti’s first strategic capital after independence. In Port-au-Prince, Louis-Jeune said protesters damaged several buildings and vehicles, threw rocks at the Swiss embassy, blew up a car and, at Morne Lazard, attempted to burn down a gas station. At least 11 police vehicles were either damaged or set ablaze, while 11 officers were

injured with rocks. In Gonaives, where Sen. Youri Latortue led one of the anti-corruption protests, LouisJeune said ”lots of rocks” were thrown and flaming tire barricades were erected in front of the law school. Overall. at least eight arrests were made, he added. “The police continue to work to guarantee the security of the protesters.,” Louis-Jeune said, as protesters barricaded the road in St Marc, blocking government ministers and other motorists from traveling between Marchand Dessalines and Port-au-Prince. The protests — which took place on the 212th anniversary of the assassination of Dessalines, a slave-turned-revolutionary hero who declared Haiti free from French rule in 1804 — extended all the way to Miami. About 100 protesters gathered in Little Haiti, holding up signs depicting Moïse and convicted drug trafficker Guy Philippe side by side, while singing a refrain in Creole —“corner the thief” — to the sounds of beating drums. In Haiti, where the protests drew a crowd, that included many young people fed up with the country’s governance, rising cost-of-living and lack of jobs, the chant was the same. Donning black-and-white T-shirts with the Creole words Kot Kòb Petwo Karibe a, or “where is the PetroCaribe money,” some protesters also demanded an international audit of the government’s books. They chanted, “arrest the accusers” and called for Moïse’s resignation. The PetroCaribe program allows Haiti and several other struggling Caribbean and Central American countries to acquire petroleum products at a discounted price and pay the costs over 25 years at a 1 percent interest rate. The savings are supposed to finance social and economic projects — which critics in Haiti say has not happened.

Migrants’ birth rate cause of concern in the Bahamas Eric Bush appeared before a U.K. parliament Foreign Affairs Select Committee this week.

Cayman, UK address differences at Foreign Affairs Select Committee CAYMAN’S representative in London, Eric Bush, faced a grilling from British MPs Tuesday and deflected questions on the controversial issues of beneficial ownership and same-sex marriage. Mr. Bush, appearing before a U.K. parliament Foreign Affairs Select Committee, declined to say if Cayman was on a “collision course” with the U.K. over its intent to impose public beneficial ownership registries on the overseas territories. And he refused to answer questions from MP Chris Bryant on whether Cayman’s stance on gay marriage was in keeping with its purported commitment to “British values.” Mr. Bush said he could not comment because there was a legal challenge going on contesting the ban on same-sex marriage in the Cayman Islands. “You want to be part of the British umbrella but not part of the British way of life,” Mr. Bryant said, referencing earlier comments from Mr. Bush that the island considered itself to be fundamentally British and had no plans to seek independence. Mr. Bush appeared alongside politics professor Peter Clegg in the committee’s investigation into the Future of the British Overseas Territories. Many of the questions for the Cayman Islands representative focused on financial services and the controversial decision by the U.K. to include an amendment in the recent Sanctions and AntiMoney Laundering Act, to require Britain’s overseas territories to introduce public company beneficial ownership registries by 2020 or face having that decision made for them through an order in council. Mr. Bush told the panel there was a sense of disbelief in Cayman about that decision, which he said “betrayed years of constructive conversation.” He said Cayman Islands Premier Alden McLaughlin had been very clear in stating that the move was a “constitutional overreach.” Asked if the Cayman Islands would accept the legislation now that it had been passed into British law,

Mr. Bush replied, “That is not for me to say.” He said the Cayman Islands had made it clear it would become an “early adopter” of public beneficial ownership registries when they became a global standard. Mr. Bryant questioned him on this, saying, “The U.K. government has raised the bar and said our standard is higher. Are you choosing a lower standard?” Mr. Bush said the Financial Action Task Force and the Organisation for Economic Cooperation and Development were the two bodies that set global standards, and they ranked the Cayman Islands on par with the U.K. in terms of its standards on financial transparency. Tom Tugendhat, chair of the committee, came briefly to the defense of the Cayman Islands on the issue, pointing out that it did keep registers on beneficial ownership, which, though not public, were available to law enforcement agencies on request. “Some elements of the overseas territories registers seem to be rather better than the U.K. registers, certainly in terms of identifying actual directors and checking genuine ownership. It is clear to many of us there is a lot we could learn in reverse.” But, he said, the U.K. had got involved in a financial services matter, previously seen as a devolved issue for the elected governments in the territories, because it now considered the issue to be less about tax evasion and more about national security. “Today, it is money going through that is being used to corrupt allies around the world, weaken defensive alliances, influence civil society in various ways. This is no longer a financial matter; it is a national security matter. Our national security support to the Cayman Islands is part of the infrastructure that allows the prosperity of the Cayman people. That is part of it from our perspective.” Asked whether the issue had prompted discussion of independence in the overseas territories, Mr. Bush said this was not the case in Cayman.

THE birth rate of immigrants living in The Bahamas is just one phenomenon driving the current overhaul of immigration laws, according to Minister of Immigration Brent Symonette, who suggested the potential number of people entitled to apply for citizenship stood to eclipse the current population. Mr Symonette stressed the country’s immigration problem was bigger than the outcry over the undocumented status of children born to migrants as he foreshadowed critical debate on nationality laws by year’s end. Proposed amendments to immigration laws are currently before retired Justice Anita Allen, he said. Far-reaching changes could impact the way citizenship is accessed by people born in the country to foreign nationals; introduce the use of biometrics for birth records; establish limits on work permits; criminalise immigration fraud; or see the policy mandating everyone in the country to obtain a nationality document enshrined in law. Mr Symonette spoke to The Tribune this week on present challenges following criticism levelled by US congresswoman Frederica Wilson last week. It also follows upset stirred by Prime Minister Dr Hubert Minnis’ recent comments in the wake of an earthquake in Haiti. “When the prime minister makes comments…it’s a serious issue,” he said. Mr Symonette added: “Check how many were in the census and then realise how many work permits. Some 24,000 applications come into this building a year and the large majority of them come from one country. I’m not trying to be prejudiced, but I’m trying to sensitise people to that. Let’s say there are 150,000 files out there. One file is at least one person, and some of them have three kids. “Say three times 100,000,” he continued, “now you see the problem. Sometimes you may think I’m insensitive or whatever but the reality is we only have 21 miles by seven (in New Providence).” People born in the Bahamas to non-nationals are entitled to apply for citizenship between 18 and 19-yearsold. Individuals can still apply for consideration after missing this window, Mr Symonette advised, but there is no constitutional entitlement. He lamented this feature was particularly desirous to migrant parents, some of whom resist registering their children in their home country to ensure their path to Bahamian citizenship is unfettered. “My mother was born here,

hypothetically . . . she has three kids, they have three kids, they have three kids, so that’s up to about 30 kids all deriving citizenship off that one person,” he said, providing an example. “Now in the financial services industry for instance, they (expatriates) will come for three or four or five years and then leave. But there are a lot of them that have been here for 20 years. “So maybe the question of citizenship shouldn’t arise, maybe permanent residency.” In his 2018/2019 budget speech, Mr Symonette stated 3,032 permits were approved from July 2017 to May. Highlighting numbers of some of the categories, he said permanent residency approvals were granted to 2,481 people: 1,012 residency spousal permits were granted and 9,095 work visas were granted. During that period, work visas were approved for 417 Canadians, 199 Brazilians, 128 Swiss people, 149 Colombians, 105 Cubans, 258 Dominicans, 5,064 Haitians, 1,013 Americans, 191 Guyanese, 107 French and 360 English. He said 515 visas have been approved for Chinese nationals, although this number does not include those who work at The Pointe or Baha Mar. “This is a bigger question than just some lady who’s unfortunately sick trying to go to Miami,” he said, “and a congresswoman who’s trying to win an election.” Mr Symonette was referring to The Tribune’s coverage of sick teen Taranique Thurston, who is currently receiving medical treatment in Florida on an emergency visa obtained with assistance from Fredericka Wilson, a South Florida representative. The teen, born in the Bahamas to a naturalized Bahamian mother, does not hold a passport, but was granted a certificate of identity in August that lists her as a Haitian national.

The present ambiguity in law is exacerbated by irregular migration, according to Mr Symonette, who insisted the country would soon have to reconcile whether children born to migrants in the country illegally should be considered for citizenship. Speaking generally, Mr Symonette continued: “If you’re here illegally and you have a child here, does that make the child legal? If the child is born here to illegal parents and we deport the parents, do we leave the child here? These are all issues. We have to have this discussion, these are the things a lot of people don’t talk about, and they don’t want to talk about it. “Another issue we have to discuss publicly, is do we allow the spouse of the work permit holder to be in the country? “Do you allow the child or do we just say ‘no, you can come in but you have to stay out.’ Those are issues we have to look at. If I bring the head of BPL in, are we discriminating against one over the other? So these are the issues, it has to be a very big discussion. It affects so many people.” “The 27 (people) I swore in (last Thursday) have the right to vote tomorrow,” Mr Symonette said, “they go straight from here to the Passport Office. But their view on this immigration policy probably might be different than yours and mine because they had to go through the hassle of getting the permit. It would be interesting to know what their position is. Because if they had children before, they are going to want those children to be ok - which is only natural, you want your world to be sorted out.” As of May 3, 2010, there were 351,461 people resident in The Bahamas. Residents, as defined by the 2010 report included all people regardless of their legal status, who had been living in the country for a period of six months prior to the census.

Brexit: UK ‘may consider longer transition period’ BREXIT-backing MPs have reacted angrily to the idea that the UK’s transition out of the EU could be extended for another year, to the end of 2021. No. 10 refused to rule out an extension after a summit of EU leaders in Brussels failed to make progress. The move could buy the two sides more time to come up with a solution to the problem of the Irish border. But the UK would have to pay billions more into the EU’s budget and follow its rules for even longer. Theresa May addressed her 27 European counterparts on Wednesday evening, urging them to give ground and end the current Brexit deadlock. However, they said it was up to her to offer new ideas, and declared that insufficient progress had been made to call a special summit next month to draft a withdrawal deal. Both sides did, though, agree to keep talking. The UK is due to leave the EU on 29 March 2019 - but an agreement on how this will happen is proving elusive amid differences over how to prevent a hard border between Northern Ireland and the Irish Republic. The UK has signed up to the principle of a backstop - an insurance policy designed to prevent the need for customs checks - but the two sides cannot agree over what form the backstop will take and how long it will last. As it stands, the transition period in which the UK would remain in the single market and customs union - is set to last until 31 December 2020. The UK Parliament would have to agree to any extension and some MPs are warning that

Mrs May will face a rebellion if she tries to do it. Irish Prime Minister Leo Varadkar said a longer transition period was not a substitute for a concrete agreement over the backstop. But he said the idea would have some merit, adding “if it did help to reassure people that the backstop would never be activated, that would be a positive thing”. Brexiteers, though, claimed Mrs May had conceded ground again without getting anything in return. One long-term critic, Nadine Dorries MP, said it was time for her to let someone else - namely ex-Brexit secretary David Davis - negotiate instead. That was echoed by another backbencher, Andrea Jenkyns, who said the extension proposal was “completely ridiculous”, and if Mrs May was struggling in the talks she should be replaced. Former Ukip leader Nigel Farage said a longer transition period would delay full withdrawal almost until

the general election - currently scheduled for May 2022 - and “may mean we never leave at all”. The president of the European Parliament, Antonio Tajani, suggested Mrs May was “neutral” on the idea of extending the transition but had shown willingness to look into the possibility. While not commenting on the transition issue, No 10 said Mrs May had asked EU leaders to work with the UK to find a creative way out of their current dilemmas. Downing Street emphasised the solution lay in agreeing a future framework for an ambitious trade deal so the backstop would not be needed. At the same time, a row has erupted back in Westminster over plans for Parliament to get a vote on any Brexit deal. Some in Parliament want more than just a “take it or leave it” choice - with options for another referendum or further negotiations to be available.

Sex slave ‘passed around England for a decade’ A VICTIM of modern slavery says she was passed around England for a decade by gangs of men using her for sex. Jenny* said she was groomed from the age of 11 and at 13 was ordered to have sex with a drug dealer to pay off another man’s debts. She said on one occasion the men who trafficked her poured petrol on her and threatened to set her alight. The Salvation Army says modern slaves often come from abroad but the number of British slaves has nearly doubled. As well as being used for sex, they are often found working in nail bars and car washes. Kathy Betteridge, director the charity’s anti-trafficking and modern slavery unit, said: “Modern slavery shows itself in a number of forms including forced labour and sexual exploitation where women are taken

and deceived, and abused. “Although it might appear they could escape, the fact is that they may have been tortured and are so frightened and immobilised they can’t escape.” Jenny, who was born in the UK, said she met a man when she was 11 who initially “was quite nice to me”. But by the time she was a teenager, he had ordered her to have sex with his dealer to pay off his drug debts, she said. Later, she was forced to sleep with six or seven men in one night and would take drugs to “block out” the ordeal. “You just become really numb - it’s like you’re not really alive,” she said. Jenny said she had tried to escape by moving house, but the gangs, who were spread around the country, found her.

Hurricane Michael leaves dozens dead AS rescue workers continue to dig through miles of devastation left in the wake of Hurricane Michael, medical examiners face the grim chore of determining which of the many bodies found in the rubble were officially killed by the horrific storm. By mid-day Wednesday, the death toll had already reached 22 deaths in Florida alone — in addition to the 10 deaths attributed to the hurricane when it blew through Georgia, Virginia and North Carolina. And there still are areas of the Panhandle that rescue workers have not yet reached. While state officials have not released an overall count, county by county, officials began to release

their own figures as the chaos began to ebb. Fifteen people have so far been identified as fatalities of Hurricane Michael in Bay County, as well as three in Jackson County, two in Gadsen County, one in Gulf County and one in Clay County. Bay County, where Mexico Beach took the brunt of the storm, was still in search and rescue mode Wednesday and the number of fatalities are expected to rise in the days to come. Capt. Ignatius Carroll, with Miami-based Florida Search and Rescue Task Force 2, confirmed that four people have been found dead by crews scouring Mexico Beach after the storm. Before Michael, police

took the names of about 100 people, including adults and children, who decided to stay. Two people were found in the rubble of their homes. One was found across U.S. 98 and another was found behind a condo on the east side of the city. Both were caught in the storm surge. The number of casualties could increase as search and rescue operations continue throughout the remainder of the week. “With search and rescue, our focus is to place our hands and do searches on every building,” Carroll said. “Even if there is no reports (of missing people), we still need to make sure everything is clear of any signs of life in there.” (Pnj.com)

Manhunt in Crimea for possible accomplice in school attack that left 20 dead

Turkish officers again searched the Saudi consulate in Istanbul on Wednesday and Thursday.

Saudi journalist’s last column published by Washington Post THE Washington Post has published missing Saudi journalist Jamal Khashoggi’s last column - a call for press freedom across the Arab world. The newspaper said it decided to go ahead after accepting Mr Khashoggi was not going to return safely. The journalist has not been seen since entering the Saudi consulate in Istanbul on 2 October, where Turkish officials allege he was killed. Saudi Arabia, which denies the killing, allowed investigators inside overnight. Turkish crime scene teams were seen leaving the consulate early on Thursday morning. Sources close to the investigation have said they have audio evidence of Mr Khashoggi’s torture and eventual murder at the consulate. However, these have not been made public. On Wednesday, President Donald Trump said the US has asked for the recording “if it exists”. Meanwhile, politicians from around the world have said they will not be attending an investment conference in Saudi Arabia next week. However, a number of major businesses - including Goldman Sachs, Pepsi and EDF - were still intending to go despite growing pressure for a boycott. The Post’s Global Opinions editor Karen Attiah said the column “perfectly captures [Mr Khashoggi’s] commitment and passion for freedom in the Arab world”, adding it was “a freedom he apparently gave his life for”. Ms Attiah revealed it was submitted the day after Mr Khashoggi went missing. For some time, she “hoped Jamal would come back to us so that he and I could edit it together”, Ms Attiah wrote. But realising this was “not going to happen”, it was decided to publish the column. In it, Mr Khashoggi - who went into self-imposed exile last year after reportedly being warned by Saudi officials to stop criticising the crown prince’s policies - presented a strong criticism of the state of press freedom in the Arab world, which, he claimed, leaves its people “either

uninformed or misinformed”. “The Arab world is facing its own version of an Iron Curtain, imposed not by external actors but through domestic forces vying for power,” he wrote. “The Arab world needs a modern version of the old transnational media so citizens can be informed about global events. More important, we need to provide a platform for Arab voices.” He mentioned the case of his fellow Saudi writer, Saleh alShehi, who he said “is now serving an unwarranted five-year prison sentence for supposed comments contrary to the Saudi establishment”. “Such actions no longer carry the consequence of a backlash from the international community,” he wrote. “Instead, these actions may trigger condemnation quickly followed by silence.” The result, he said, was that governments had “free rein” to silence the media. WHAT IS TRUMP’S LATEST POSITION? Saudi Arabia is one of Washington’s closest allies and the Khashoggi disappearance is putting the administration in an awkward position. Confirming that the tape said to provide evidence of the killing had been requested, Mr Trump added: “I’m not sure yet that it exists, probably does, possibly does.” Mr Trump said he expected a report from Secretary of State Mike Pompeo who has just been to Saudi Arabia and Turkey. The president said the truth would come out “by the end of the week”. He rejected suggestions he was trying to provide cover for Saudi Arabia: “No, not at all, I just want to find out what’s happening.” Over the past few days, Mr Trump has raised the possibility of “rogue killers” being behind the journalist’s disappearance. And he has cautioned against rushing to blame Saudi leaders, telling the Associated Press news agency that they were being treated as “guilty until proven innocent”. (BBC)

AUTHORITIES on the Crimean Peninsula were searching for a possible accomplice of the student who carried out a shooting and bomb attack on a vocational school, killing 20 people and wounding more than 50 others, an official said Thursday. An 18-year-old student, who later killed himself, was initially believed to be the only one to have been involved in the carnage at the Kerch Polytechnic College on Wednesday. Authorities haven’t provided a motive for the shooting, and teachers and classmates described the attacker as a shy man who had few friends. But Kremlin-appointed Crimean chief Sergei Aksyonov told Russian news agencies on Thursday that it is possible that the attacker, identified as Vyacheslav Roslyakov, had an accomplice. “The point is to find out who was coaching him for this crime,” he said. “He was acting on his own here, we know that. But this scoundrel could not have prepared this attack on his own, in my opinion and according to my colleagues.” Residents of the Black Sea city of Kerch brought flowers and toys to a makeshift memorial outside the school on Thursday morning. Dozens remain hospitalised in Kerch, and at least 10 people with severe injuries will be airlifted to top Russian hospitals for surgery, Health

Most of the people killed died from gunshot wounds, and those who ended up hospitalised have injuries from a blast from an improvised explosive device that was packed with shrapnel. “The kids’ muscles have been ‘minced’ with small metal objects,” Skvortsova said. “Those who have their organs ripped apart, we are finding metal balls in kidneys, intestines, in blood vessels. That is how powerful the blast was.” Skvortsova spoke of the severity of injuries some of the victims have sustained.

US commander survives Afghan gun attack in which police chief dies A SENIOR US commander has narrowly escaped a gun attack in which top Afghan security officials were killed. The gunman, reported to be acting as a bodyguard, opened fire as officials left a meeting in Kandahar province. Provincial police chief Gen Abdul Raziq died, as did the head of the NDS intelligence service, reports said. The Kandahar governor was badly wounded. US commander Gen Scott Miller escaped unhurt but two other US citizens were injured, Nato said. Initial reports say the attacker was killed. The Taliban said they carried out the attack and that Gen Miller and Gen Raziq were the targets. In a statement, the group referred to Gen Raziq as a “brutal police chief”. Violence in Afghanistan has been escalating ahead of Saturday’s elections. Afghan and international security officials said Gen Raziq had been shot in the back as he left the meeting and died from his wounds.

US General Scott Miller was unharmed in the attack, Nato said.

High school student gives speech on youth empowerment FOURTH form student Raymond Kendall of HJ Robinson High School in Grand Turk led a passionate youth address as part of National Youth Month 2018. He spoke before Government ministers, directors, teachers, friends and family at St Mary’s ProCathedral as part of the month’s official service. His address written under the theme, ‘Empowering the youth, one island at a time, no child left behind’ is as follows: Youth empowerment is a process where children and young people are encouraged to take charge of their lives. They do this by examining their circumstances and then take action in order to improve their access to resources, and change their consciousness through their beliefs, values, and attitudes. In many countries around the world children have to travel many miles to go to school, while here

in the Turks and Caicos Islands we barely have a mile to travel to the nearest school. Also, some children in other countries have to pay to get into schools, in contrast to the TCI where education is free for all children except for us having to purchase school supplies. I am also aware that certain schools in the Turks and Caicos Islands offer special programmes to students who are slow learners - which is very good and is a good example of the theme ‘No child left behind’. Unfortunately, some of our students do not take advantage of the opportunities that are provided for them and sometimes lose interest in their education. Every year, some students who enrol in high school fail to graduate five years later because of early academic failure, retention in a grade, behavioural problems, and regular absenteeism.

Often, some of these youths turn to criminal activity. Some words by Victor Hugo and I quote: “He who opens a school door, closes a prison.” Parents concerned about their children getting involved in risky and criminal behaviour take the time to help them to participate in sports, church, and community activities, but even this method does not work sometimes. All children have a right to an education so this means that places must be found for every child to enrol in a school. I was saddened to hear of a child in Providenciales who has not gone to school for a whole year and is still out of school. Her mom has been trying to get her into a school since last year, but was told that there was no space and she will have to wait until school CONTINUED 

reopens; and she will only get in if space is available. A few months ago, her aunt tried again and was told to wait until September, 2018, because the register was closed. Her mother was told that if the child is to get into the school, they will have to go to the Welfare Office. They went to the Welfare Office and were told that the child would have to go to a private school and her family would have to pay. That is not acceptable because the parents will not be able to pay and the child would be left behind.

Brothers and sisters, do you know that the children of Salt Cay did not have a teacher for two weeks at the beginning of this term, and in previous years one teacher had to teach children of six different grades? That should not be. I look forward to the day when the Government or a private company will invest in a fast ferry to bring the few children that are in Salt Cay to attend school in Grand Turk on a day to day basis when the weather is good. If the children in Providenciales are entitled to a school bus, the children of Salt Cay are entitled to a school boat.

Information from the CFI is used in valuing the shares of a business. It also tells if the business is in a growth phase. The higher the investment in fixed assets the greater the investment in future production and growth thus, making easier for potential investors and owners to be confident in the belief that the business is in a growth phase. Which means they are also more likely to invest more in the business. The third section we’ll look at is the CFF or cash flow from financing. This section shows the commitment of the owners in terms of capital invested (that is monies invested by both the proprietor and shareholders to purchase stock), as well as monies received from employees who purchase stock (also known as an exercise of stock options). It also provides information on cash inflow from the issuing of debt - such as bonds or debentures. Outward cash flows presented in the CFF include monies used to pay dividends to shareholders. Having explored the three sections of the cash flow statement the key point to remember is - at the end of the day the value of a business is determined by its ability to generate financial cash flow.

BALANCE SHEET The balance sheet is another key financial statement; it provides an overview of the assets owned by a business and its liabilities (what it owes) for a specific period of time. It also tells how much was invested by shareholders, who invested or the kind of shareholders, and is used to calculate the internal rate of return (IRR). The IRR tells how profitable the investments undertaken by the business were. Another key indicator is the return on assets (ROA). To calculate the value of the ROA, the figure for total assets found on the balance sheet is divided into the net income from the profit and loss statement (income statement). The ROA tells how much and how efficient the business is in generating profit from its assets. If the ROA is to provide meaningful information, the ROA for different quarters or years are usually reviewed to gain an understand of the direction of profitability and

efficiency that was calculated. In addition to fixed assets and liabilities the balance sheet also provides information on intangible assets such as goodwill and intellectual property. Like a selfie, the balance sheet is a picture of financials of your business a specific point in time. Positioning your business for growth requires comparing balance sheets for different periods, analysing the changes and using the information gained to make decision for driving desired change. Growing and managing a business means you must understand some of the financials. Let the accountant do the job you pay them for but bear in mind the figures and statements discussed above and asked your accountant about each of them the next time you sit to discuss the performance of your business. Over time you will become a pro in understanding these statements and guiding your business accordingly.

I believe that at my age I should be able to spend money to buy lunch at school, but the fact is the tuck shop sells unhealthy foods. I am not saying that the normal chips and fried foods must not be sold, but should be limited, and healthier foods should also be sold. If children have unhealthy diets, that will affect their academic performance. We in the TCI should follow the example of the United States which recently banned unhealthy foods, including sodas, from public schools. Les Brown said: “Shoot for the moon. Even if you miss, you will land among the stars.” Every child leaving

secondary school should have a skill which we can use later in our lives to earn a living. Even if we leave school with 12 or more CXCs, the school should provide us with a skill such as catering, tailoring, carpentry, art or a second language - which would allow us to earn money when we leave school, especially if we do not progress to tertiary education. The school system would have failed us if we left school and did not have the qualifications to get a job, and no skill to provide for ourselves. Brothers and sisters, I believe that when students finish their end of year tests they should be allowed to get their results before they leave for the school break. They must receive their results in order to participate in summer classes when they

have failed, so that they can write another test, progress in that particular subject, and avoid being put back in a lower class. If we do not get the opportunity to correct what we get wrong, we will continue in this same path and will be left behind trying to figure out what we did not do right. In conclusion, Canon Kendall, Honourable Minister, acting director of youth, other officials from the Ministry and Department of Education, principals and teachers of Grand Turk schools, members of St Thomas Parish, and fellow students, I trust that all of us whether the Honourable Minister, the director of education, teachers, administrators, parents and especially we students, will do everything in our power to make sure that no child is left behind.

Bolt ‘turns down’ Valletta football contract

Former USA Gymnastics president Steve Penny is alleged to have tampered with evidence in the sexual assault investigation of now-imprisoned gymnastics doctor Larry Nassar.

Ex-USA Gymnastics head indicted in Texas on tampering charge FORMER USA Gymnastics president Steve Penny was arrested Wednesday after a Texas grand jury indicted him, alleging he tampered with evidence in the sexual assault investigation of nowimprisoned gymnastics doctor Larry Nassar. In a statement issued late Wednesday night, the Walker County district attorney’s office in Huntsville, Texas, said Penny was arrested by a fugitive task force in Gatlinburg, Tennessee, and awaits extradition to Texas. The third-degree felony is punishable by two to 10 years in prison. It was unclear if Penny has an attorney. Messages left with USA Gymnastics weren’t immediately returned. Penny resigned under pressure in March 2017. The indictment alleges Penny ordered the removal of documents from the Karolyi Ranch relating to Nassar’s activities at the ranch, near Huntsville. It alleges Penny acted after learning that Texas Rangers and Walker County authorities were investigating the ranch, which was being managed by USA Gymnastics. The indictment states the documents were delivered to Penny at the USA Gymnastics headquarters in Indianapolis, they have not been recovered

and their whereabouts are unknown to authorities. Nassar was charged in June with sexually assaulting six minors in Walker County. A former sports medicine trainer, Debra Van Horn, was also indicted on one count of second-degree sexual assault of a child. Prosecutors said Van Horn was charged as “acting as a party” with Nassar. In Michigan, Nassar was sentenced earlier this year to decades in prison, after hundreds of women and girls accused him of molesting them with his hands under the guise of medical treatment. They said the abuse went as far back as the 1990s while he worked at Michigan State University and USA Gymnastics, which trains Olympians. Nassar was a former team doctor for both the women’s program at USA Gymnastics as well as Michigan State University athletics. In Texas, a number of gymnasts who had trained at the Karolyi Ranch have said Nassar sexually assaulted them there. Walker County prosecutors have said there is no corroborated evidence of wrongdoing by worldrenowned gymnastics coaches Bela and Martha Karolyi, and the couple has denied wrongdoing. (NYDailynews)

The winner of eight Olympic sprinting titles, who retired from athletics in 2017, is currently on trial at Australia’s Central Coast Mariners. Fortis Youth Football League launched in GT, North Caicos and South Caicos THE premier youth football league in the Turks and Caicos Islands, the TCIFA Fortis Youth Football League, just got bigger with the launching of leagues in Grand Turk, North Caicos and South Caicos this week. The league has been successfully running in Provo over the last two seasons, and has targeted youngsters (age 9-13) on that island, but FortisTCI and the FA wanted to also get the youngsters from the other islands involved. FortisTCI Senior Vice President of Corporate Service and CFO, Ruth Forbes, in an invited comment, stated: “As sponsor, we are pleased to see these leagues come to life at this time, and to witness the enthusiasm of all the kids and their coaches as we launched in Grand Turk, North Caicos and South Caicos this past week. This program is in keeping with our ongoing support for educational, sports and cultural activities that help our boys and girls to learn, to develop valuable life skills, to compete and to pursue their passions.” President of the TCIFA, Sonia

and a recognition of the significance of sports in their development and by extension, in nation building.” According to Fulford, the league has given new life to the programmes on our sister islands and the FA welcomes it wholeheartedly. General Secretary of the FA Oliver Smith said that the leagues are imperative in developing the game on the sister islands. “The TCIFA in recognising the need to develop the sport of football islandwide and not only on Providenciales, took the initiative in having development officers on the islands of Grand Turk, North and Middle Caicos and South Caicos. The Youth Programs involves

weekly training sessions, but lacked a competitive league format. The TCIFA recognised this and was fortunate to have a motivated sponsor in the form of Fortis TCI who sponsored firstly the League on Providenciales and thereafter fully embraced the idea of doing the same on the sister islands.” The League is a series of competitive small-sided games played weekly. The teams are grouped by age and play is a roundrobin format, leading into a playoff and the crowning of a champion for each age group. Smith said that the unique nature of the Fortis League on the outer islands is that given the smaller

population and numbers within age groups and gender, all the teams will be co-ed. This gives each and every player an opportunity to participate and compete. “The TCIFA sees these leagues as an integral part of our youth development. It provides the players with an opportunity to compete, to develop their technical and tactical abilities as through competition comes improvement. It is also an outlet for the development officers and coaches on the other islands to improve on their “in competition” coaching ability; for them to recognize what are the errors and how to fix them in the next practice session.”

Devante Gardiner said that winning the award has unearthed a new passion to excel.

Coach Barnes sees continued improvement in national team COACH of the senior national football team, Matt Barnes is confident that our players are developing despite our latest result against Guyana at home last Saturday in the CONCACAF Nations League qualifiers. “A lot of people can sit in the stands and be critical of our performance, which is easy to do when you suffer an 8-0 loss, but from the statistical based viewpointwe were much better than our last outing.” In the first clash, TCI lost 0-11 to home team Cuba, due mostly to a lack of fitness. “Right now the team is on very solid ground - we had another great camp. This camp had a couple specific goals; increase our overall fitness level and improve possession of the ball. We accomplished both of those goals. Comparing the Guyana match to Cuba, we had more possession, more passing strings, more shots, more shots on goal, more possession in their half of the field and a higher pass count. Those are all good signs. Especially considering the fact that we had five changes from Cuba.”

The senior national footballers will continue to improve according to head coach Matt Barnes.

Barnes said that goalkeeping is one of the issues that we have to work on. He spoke highly of Sharks’ goalie Pendieno Brooks, but

indicated that “his lack of high level experience is apparent”. “We clearly have to improve our goal keeping situation. Guyana had

12 shots on target and scored 8 of them. That’s not a stat you want to see. Guyana were a very good team but shouldn’t be that proficient in

front of the net.” The home team coach said that Guyana’s left winger Trayon Bobb was the X factor in the game. “Although we had a plan to deal with Treyan Bobb (#20), we didn’t execute it well. I felt he was by far the most impactful player on the pitch. We knew his tendencies, had a specific way to manage him and he still killed us. He’s a very good player in my opinion.” Barnes said that Guyana also did their homework on Billy Forbes, who captained the TCI side. “We used Billy in the midfield underneath Marco. He had some good opportunities during the game but I thought Guyana defended him very well.” The former US Premier Development League coach said that he is confident that the national team would continue to develop. “I think people will recognise an improvement in November when we will be at home again for match 3 where we should make more progress on our tasks and goals.” TCI will play Saint Vincent and the Grenadines in November before tackling the BVI next year.

Rodgers finish as top cyclist for 2018 TWO stage wins in the first annual Tour of the Turks and Caicos helped Sean Rodgers achieve the overall award for category one riders by the Turks and Caicos Islands Cycling Federation for the 2018 season. President of the federation Shanwell Gardiner and Tyrone Bishop were tied for second with Fred Registre in fourth. In category two, Gabriella Hegedus, the only registered female
