Electricity restored to 10,000 across the TCI – But Grand Turk still largely without power BY OLIVIA ROSE ELECTRICITY has been restored to more than 10,000 customers across the Turks and Caicos Islands. Most homes in North and Middle Caicos have been reconnected, while service in South Caicos is expected to be back by the end of the week. However, the majority of residents in Grand Turk are still living without power. Following the massive destruction left by hurricane Irma, FortisTCI has been working around the clock to restore service to the islands severely affected by the storm. According to the company, it has made significant progress in its restoration drive after suffering extensive damage to poles, power lines, and transformers across the territory. FortisTCI in a press release issued on October 17, reported that progress has been rapid on the islands of North and Middle Caicos which saw service being restored to all of the customers able to take electricity. Unfortunately the few customers whose homes received extensive damage are still unable to be connected. The company credited the successes achieved on North and Middle Caicos to the joint efforts of local based personnel and the emergency Fortis crews from

Caribbean Utilities Company (CUC) in Grand Cayman and UNS Energy in Tucson, Arizona, USA. The release further revealed that the underwater cable between Providenciales and North Caicos was successfully reenergised. “This transmission cable from Heavin’ Down Rock on Providenciales delivers electricity to the inlets and cays between Providenciales and North Caicos, and onward through to Lorimers, Middle Caicos. “Progress is also being made on other islands. On South Caicos, it is expected that service will be available to all customers that can be

connected by the end of this week. “On Providenciales, over 80 percent of customers have electricity available to them and service is expected to be restored to all customers by the first week of November,” the release stated. However, on the capital island, Grand Turk, the damage sustained to the electricity grid was as much as 90 percent and about 60 kilometres of transmission, distribution, and service lines have to be rebuilt. According to FortisTCI, a lack of available accommodation for emergency workers, and the complete lack of communication in the nation’s capital in the days immediately after hurricane Irma have compounded the restoration efforts on the island. “Despite these challenges, the company has restored power to almost 500 customers to date. “The initial focus was to restore power to key and essential services like the airport and control tower, the FAA facility, the water plant, and hospital. “More than 40 utility workers are currently assigned to help rebuild and restore the system on Grand Turk, and these workers will be joined shortly by additional manpower.” The release further noted that progress on Grand Turk is expected to increase over the next couple of weeks. six weeks. Powell noted that while significant work has already been done, much is still left to be accomplished. He said: “We will not relent in our efforts to restore power to every single customer as quickly as possible. “We know how important electricity is to our customers and to the overall economy and we are applying all available resources to this effort.” The utility company reiterated that the process of restoring electricity begins with getting power to essential services such as hospitals, water plants, and airports. Then crews are working on repairing and restoring main power

lines that will provide electricity to large groups of customers. Following this, the focus will move to restoring smaller service lines that feed particular streets and cul-de-sacs from the main power lines. Finally, the crews will address individual customers with damage or disruptions affecting their particular service. As restoration of electricity service continues across the TCI, the company is reminding its customers to turn off breakers, unplug appliances and equipment and turn off wall switches. Customers are also encouraged to consult a licensed electrician before undertaking any electrical repairs.

Tears and a shaky memory mark LisaRaye’s testimony BY DELANA ISLES TEARS flowed from the reportedly duped eyes of US actress LisaRaye McCoy at the end of the first day of testimony in the SIPT trial seconds after she was asked about her connection with Z&M Media Production which managed ‘Hip Hop Weekly’ magazine. McCoy, who split and eventually divorced from former premier and now chief defendant in the corruption trial Michael Misick shortly before Misick was first fingered by investigators in corrupt dealings, finally testified in her exhusband’s trial this past week. She was led in her testimony in chief by lead Crown Prosecutor Andrew Mitchell QC after having to be summoned by a US court to testify. As Mitchell got to the questions about Z&M Media Production, McCoy teared up and had difficulty controlling her emotions, forcing the presiding Judge Paul Harrison to call a halt to the first day of the

witness testimony at a few minutes to 6pm. Asked by the judge if anything was wrong, the actress answered: “No.” However, a halt was called to the proceedings and McCoy, who had previously admitted to having a “bad back,” was excused for the day. Z&M Media Production, a company based in New Jersey, had produced the magazine in which both McCoy and Misick had invested in and which was managed by David Mays and other partners. The following day, McCoy continued with her testimony, stating that AK Benzino produced the magazine, but upon further questioning said could not recall how long their investment lasted. She did however remember that it ended up in a US court, with her and Misick losing a lawsuit they filed against Mays and Scott. The Misicks’ involvement with the publication began in 2006, when it was started by US entrepreneurs David Mays and Raymond ‘Benzino’

Scott. Legal documents in a New Jersey court by Mays and Scott stated that McCoy and Misick agreed to invest in Hip Hop Weekly in 2006 as minority shareholders to create “the bible of the hip-hop industry”. The investment in Hip Hop Weekly was made through My Way 2 Productions, a company controlled by Misick. In court this past week, McCoy was asked about the company, to which she recalled very little of its financial dealings – debits and credits. The civil lawsuit claims the firm made some $800,000 in capital contributions into Hip Hop Weekly’s holding companies in return for a 25 percent stake. The lawsuit accuses Mays and Scott of fraud and embezzlement. In a countersuit, Mays and Scott said Misick was trying to unlawfully seize control of Hip Hop Weekly and sell it to fund his defence of a “likely criminal prosecution by the British government”.

Gov’t to inform on country’s budgetary position next week THE GOVERNMENT is getting set to provide a full report on the country’s budgetary position for the rest of the financial year sometime next week, starting October 23. This was revealed in the post Cabinet statement from the Government’s press office on Thursday (October 19). All ministers were present at the meeting held on Tuesday, at the Hilly Ewing building in Providenciales. Chairing the meeting, as usual, was Governor John Freeman, who was provided with the Government’s financial report for the month of September. Dr Freeman was advised by Cabinet members: To approve several items on the agenda, among which was a reduced provision from the National Forfeiture Fund for the hosting in the Islands of Pre-Assessment training in October and Financial Action

Task Force Standards training in November by the Caribbean Financial Action Task Force. To approve the tabling of a bill recognising the offices of the Supreme Court Registry in both Grand Turk and Providenciales. To approve the tendering of Crown Land Parcel 60603/18. To approve the regularisation of fees for services being rendered by the Survey and Mapping Department to the general public. To approve extended repayment terms for salary advances paid to public officers under the Hurricane Irma Salary Advance scheme. Details will be provided to the Public Service separately. And to approve Planning Applications NC 1109 and SC 760. Members were also presented with several updates and reports from fellow Cabinet members during that sitting.

The Attorney General presented an information paper on Crown land holding in TCI, as requested by the Premier. The Deputy Governor provided an update, as requested by the Premier, on TCIG’s Annual Recruitment Plan for the Financial Year 2017/2018, including an update on critical current vacancies and efforts to fill them. The Minister of Tourism provided a report on the arrest of a vessel caught poaching in TCI waters. The Deputy Premier updated Cabinet on the two recent sloops intercepted and the repatriation process. While the Premier provided two reports on the visit to the TCI last week of the UK Recovery Advisory Team, on discussions held with them and on a meeting she held with the Caribbean Representative of the UN Economic Commission for Latin America and the Caribbean team.

WHAT TO DO ABOUT PRICE GOUGING?

IN THE wake of the two hurricanes, some people have complained about a rise in the cost of essential items in food and hardware stores in the Islands. In a statement on this matter Premier Sharlene Cartwright Robinson stressed that price gouging will not be tolerated by the Government. Is this only lip service, since no system is in place to monitor or prevent these abuses taking place? What are your thoughts?

Scarcity

Price control doesn’t happen overnight. Plus prices don’t hike starting in the TCI. It starts from the overseas supplier. When questioned about the hike in price they respond that it was difficult to have items delivered. Scarcity. Everybody is trying to buy so prices go up from USA. Ask me. After Ike my first shipment of items came in almost double. God bless the duty concessions given on products. Most retailers hardly made 10 percent over cost, freight and processing fee. I’ve experienced it.

As easy as ABC

There is very obvious price gouging taking place. The simple answer is: A. Pass the laws to prohibit price gouging. B. Enforce the law. C. Make no exceptions and make the gougers suffer to the maximum of the penalties. Of course, it is not going to happen, but it really is as easy as ABC.

No evidence

I have not seen any evidence of this happening. Only comments on social media, without any evidence, or details supporting the accusations.

Lip service

It is absolutely lip service. The premier and her cabinet have been very reactive. Lip service is their only action every time there is public outrage over any issue. Illegal shanty town redevelopment, lip service! Price gouging. Lip service! We have consumer protection legislation

passed last year by the previous government but the body and director that would be responsible for enforcement has not been set-up or hired. To announce that your government won’t tolerate it when you have no means of ensuring this is putting the cart before horse. There is inadequate manpower in the Planning Department to monitor developments and enforce the law, so to say that you will be enforcing the law before adequately staffing the department is again, putting the cart before the horse. All the shanty homes will be rebuilt before the hiring process in the TCIG starts. I’ve come to expect nothing more than talk from this Government. The premier is blessed with the gift of gab and is a woman of many words and no action!

Horrendous

This is lip service unless she says that they will be prosecuted, charged and/or spend time in prison. This is horrendous. Cost of living and prices are already high. Just why are they trying to kill people? Depriving families of being able to provide nutritious food and necessities for their family.

It is lip service but not because there is no system in place to monitor prices, but because they want the island to be a high end one.

Laughable. Of course it is only lip service. Only when it is written into law will that kind of statement be active. But we as consumers need to boycott or spend less with any business that has done that at a time when persons really were hurting financially. They have no damn heart. Just shameful.

It’s much reminiscent of the UK, when the prime minister says the rip off antics of the banks and utility companies won’t be tolerated. It’s purely to curry political favour. As to the miscreants their reaction is: “So what, you and whose army?” especially when they have to appear before parliamentary committees, as they know they have no teeth. Truth is and as far as can be figured out, there are no anti-usury laws here. That’s also why people lose their properties under punitive mortgage schemes. US court summons unwilling ex-first lady to testify in TCI court TAKING the witness stand on Monday (October 16) was former first lady of the Turks and Caicos Islands and ex-wife of Michael Misick, LisaRaye McCoy. McCoy was summoned to testify before a TCI court in the Special Investigation and Prosecution Team (SIPT) trial that is currently underway, but had initially refused to cooperate with the prosecutors. However, under the Mutual Legal Assistance Treaty (MLAT) between the United States and Turks and Caicos Islands, McCoy was summoned by a US court to give testimony in the SIPT trial. Mutual Legal Assistance Treaties allow generally for the exchange of evidence and information in criminal and related matters. The MLAT was enforced in this instance. As such, McCoy appeared for three days of direct testimony and cross examination by defence lawyers this past week, via audio and video link from Los Angeles to the Providenciales courthouse. McCoy had previously been called to testify, and had complied, in the Sir Robin Auld Commission of Inquiry in 2009, where she provided testimony about her life as the first lady of the TCI and wife of ex-premier Michael Misick. Misick and seven others are currently being prosecuted for

several corruption related offences they allegedly committed while Misick was the premier of the TCI. He and his co-defendants have all pleaded not guilty to the charges, and have been standing trial since 2015. The prosecution, headed by Queen’s Counsel Andrew Mitchell, is expected to conclude next month, where after the defendants will get an opportunity to present a defence against the charges. FROM all indications during LisaRaye McCoy’s testimony in the Special Investigation and Prosecution Team’s (SIPT) trial this past week, Czech billionaire financier and “gangster capitalist” Mario Hoffman is very forgettable. Called on to recall when she met him, who she was with other than her ex-husband Michael Mick, or why she was at that particular location when she finally recalled meeting Hoffman, the former Mrs Misick was hard pressed to provide any pertinent details to the lead prosecutor Andrew Mitchell’s questions. McCoy took the ‘witness stand’ in a Los Angeles, California legal office and her testimony was transmitted via video link to the Supreme Court annex, on Leeward Highway, Providenciales, in the Turks and Caicos Islands. Among the many individuals she was called on to recall meeting or having interactions with, was Mario Hoffman who was himself investigated by authorities in his home country for his suspected involvement with TCI politicians in bribery and corruption during Michael Misick’s tenure as premier. Hoffman figured prominently in the 2009 Sir Robin Auld commission of inquiry into government corruption in the TCI with J&T cofounders Ivan Jakabovič and Patrik Tkáč, partner Peter Korbačka and former TCI premier Michael Misick.

He was alleged to have bribed the former premier and other TCI Government officials to secure favourable treatment in relation to a $600 million luxury golf resort on Salt Cay, which J&T Banka arranged. Misick is alleged to have orchestrated a deal granting to Hoffman’s company the land on which the resort and golf course was to be built on a 99-year lease at a nominal or peppercorn rent. Asked in court this past week to recall where she met Hoffman, Misick’s ex-wife told the court that while she remembers meeting him, she could not recall where, whom she was with at the time other than her ex-husband or how she was introduced to him. Through a series of questions, several of which were objected to by Misick’s lawyer Reginald Armour,

McCoy finally remembered that she met Hoffman in France, that he was a developer in his 30s, that she and Misick went car racing while there but could not recall who else joined them. McCoy further testified that while her ex-husband told her who Hoffman was and that he was interested in investing in the TCI, she was not told on which island he was interested in investing. She further stated that she met Hoffman less than 10 times and that she could not remember anything about Misick and Hoffman’s personal relationship. Misick’s involvement with the Czech billionaire has figured prominently in the trial which has been ongoing since December 2015. Back in August 2006, Salt Cay Golf Club was set up as the company that would own and operate the golf club. Fifty percent of the shares in that company were held by Hoffmann’s Cyprus-based holding company and the other 50 percent was given to a holding company of which Michael Misick’s brother, Chalmers ‘Chal’ Misick, was the owner. The transaction was allegedly concluded at a meeting between Misick and J&T Bank officials in Prague in 2005, which Hoffmann organised. According to detectives, Hoffmann and J&T Bank representatives had tried to cover up the fraud, it was reported at the time of the Auld COI.

Scores of illegal Haitian migrants arrested – Second group in less than a week BY DAISY HANDFIELD ABOUT 57 illegal Haitian migrants were captured and detained as they attempted to enter the Turks and Caicos Islands through French Cay on October 17, according to sources. Government officials have yet to release a statement on the interception. Just last week on October 11, more than 150 illegal Haitian migrants were apprehended on the island of West Caicos after making landfall in the TCI. From last week’s group, 81 people were apprehended and ferried to Providenciales for processing and more than 80 more illegal migrants were still on West Caicos awaiting transportation to the processing unit

in Providenciales. Women, men and children were found around the waters and the island of West Caicos by local authorities. In a statement last week, the Department of Immigration warned the public that harboring illegal migrants is a crime and such people can now face a fine of $20,000 on a summary conviction or to a term of imprisonment of four years, or both. Deputy Premier and Minister of Border Control, Sean Astwood, commented on the matter in a previous interview, reiterating that there would be serious consequences for those harboring illegal migrants and for those migrants captured. He added that they would be charged, deported and added to the

Immigration Stop List. “I am also appealing to the Haitian diaspora and persons who have connections with Haiti, to assist us with discouraging persons from attempting this journey. “As a Government, we remain committed to zero tolerance approach to human trafficking and through this media I am sending a very strong message to persons involved in human trafficking and illegal migration, that when discovered you will be prosecuted to the full extent of the law,” he said. In addition, people who have acquired status other than by birth that are convicted of such an offence, face the possibility of having their status in the islands revoked, thereby making them liable to deportation.

‘Climate change is real’ – Premier BY OLIVIA ROSE “Climate change is real and we’re not a Government that is going to deny it.” These sentiments were expressed by Premier Sharlene Cartwright Robinson in response to a question posed by reporters on the Government’s position on climate change. Climate change refers to a broad range of global phenomena created predominantly by burning fossil fuels, which add heat-trapping gases to the Earth’s atmosphere. These phenomena include the increased temperature trends described by global warming, but also encompass changes such as sea level rise, ice mass loss in Greenland, Antarctica, the Arctic and mountain glaciers worldwide, shifts in plant blooming, and extreme weather events. This global trend has been blamed for intensifying hurricane Irma which wreaked havoc on many Caribbean countries and territories including the Turks and Caicos Islands. Speaking at a recent press conference, the country’s leader maintained that the Government is keen on formulating strategies to mitigate the effects of climate change

locally. She said: “Our position is: it is real, something is changing something is happening, and while we can’t duck and dodge or ignore it we have to build a resiliency towards it. Cartwright Robinson added that over the last few months, staff of the Ministry of Public Works attended training sessions on climate resilience hosted by the Caribbean Development Bank (CDB) which has its headquarters in Barbados. “At those seminars they would’ve done some training in building roads in resilience to climate change. “Also in our last meeting in the House of Assembly we passed what was a motion for a loan from CDB to look at restoring and rebuilding seawalls to be resilient to climate change. “So we have already taken action showing that we believe that climate change is real unlike some heads of government.” She emphasised that in order to protect the socioeconomic gains and make development efforts in the territory sustainable, efforts to build climate and disaster resilience are essential. “We believe that it is real and we will have a firm policy where critical

departments which serve on that committee, headed by Mr Ronlee James of my office, will play a role in how we build our resiliency.” Several economists from the CDB have argued that rising disaster and climate risk, in addition to high vulnerability to seismic events, is threatening to undo much of the territory’s impressive development over the last few years. PROTECTING THE TCI’S COASTLINE A feasibility study and designs for coastal protection works in Grand Turk, North, Providenciales and Salt Cay are expected to be carried out soon. A shoreline management plan will also be created to protect the Islands’ coastlines using climate-resilient approaches. This project will be supported by a $440,000 loan, a $50,000 grant allocated from resources provided by the European Investment Bank under the Grant Facility for Climate Action

Support to CDB, and counterpart funding of $289,000 from the TCI Government. The provision of the loans and grant come directly on the heels of the CDB’s 47th annual flagship event held in the Turks and Caicos Islands in May this year. According to O’Reilly Lewis, the chief of economic in the infrastructure division of the CDB, coastal defence is important in sustaining the TCI’s tourism industry. He said: “Tourism is the main pillar of TCI’s economy, with its coastal and marine resources as the basis of the sector. “The loss of critical beach assets due to coastal erosion, as well as the other anticipated changes resulting from climate change, would potentially have significant negative implications for settlements, tourism sites and livelihoods resulting from the reduction in coastal and marine economic activity.” Lewis pointed out that the feasibility study and designs derived

from the technical assistance project will provide the TCI Government with viable designs for climateresilient infrastructure solutions to safeguard social and economic development, economic growth and livelihood security. The shoreline management plan will strengthen the TCI’s capacity to sustainably monitor and manage the country’s beaches and related coastal assets. It will also assist the Government with the development of a more comprehensive integrated coastal zone management plan. The intervention is consistent with the CDB’s strategic objective of supporting inclusive growth and sustainable development within its borrowing member countries. It also aligns with the bank’s corporate priorities of promoting disaster risk management and climate change mitigation and adaptation, and improved protection and sustainable management of natural resources.

Tension reported among UK staff and local prison guards AS PART of the United Kingdom’s continued assistance to the Turks and Caicos Islands, the UK recently dispatched 22 staff to join the TCI’s prison ranks - but there are now reports of mounting tension among the local and foreign prison workers. Reliable reports reaching the Weekly News this week, are that at least one local prison guard is currently under investigation after one of the UK guards saw him hitting a prisoner. The matter was allegedly reported to the superintendent of prison. Sources said that the rank is now facing possible suspension from duty within the coming weeks. The 22 Serco public service workers include middle and senior managers as well as prison officers, all of whom are working to boost the operations and restore order to the Grand Turk prison. Serco is an international service company which provides justice services across Australia, New Zealand and the UK that help to

make communities safer by holding prisoners securely and working to reduce reoffending. The staff are currently working to implement new systems, processes and procedures to improve safety, security, care and opportunity at the TCI facility. They are also providing an additional focus towards assessing and challenging those in custody who do not behave in accordance with expectations, and are also coaching local ranks on implementation and enforcement of operational instructions. Sources said that the UK workers are performing their jobs quite well, but that the execution of their duties is resulting in tension among the local guards and prison personnel. Banshee wailing in paradise – PART TWO AFTER Irma tore through the Caribbean, British PM Theresa May announced that £32 million would be provided in assistance for all of their impacted overseas territories. Can you believe this? Yes, £32 million pounds to be shared between British Virgin Islands, Anguilla, and the Turks and Caicos Islands for recovery. What do they expect these islands to acquire with this pittance? Maybe a bag of chips. Horrendous! Get this. In their most recent capital expenditure budget Britain allotted £175 million through DFiD to their military branch for maintaining the territorial integrity of the Falkland Islands. So they earmark hundreds of millions of pounds to an overseas territory in a long-running dispute with Argentina, but three other territories are hit by dual hurricanes and the most they can let go of from their cold, clammy hands is £32 million pounds. How does that arithmetic compute? Or does this even have anything to do with arithmetic? The Falkland Islands is an exclusively white population, while all the hurricane-hit territories are majority black. Is this not a clear-cut case of bold-faced racial preference and prejudice? Moreover, since another

hurricane of the same force, Maria, came along after PM Theresa May’s announcement, to lay waste what had not already been ruined, does arithmetic not dictate that her original amount should double or triple, or does this line of logic not apply? One must remember that throughout its history of connection with Britain, the Turks and Caicos Islands have been a goldmine to that colonial enterprise. Proceeds from TCI salt, the best in the world, filled their coffers for centuries. A pretty penny prior to the days of refrigeration. But besides salt, the TCI sisal production in the Caicos Islands provided the world with high-quality rope. But who benefited from this mostly? Britain, of course! As the leading maritime nation, its navy and merchant marine relied on rope like a fish relies on water. So the TCI was a goldmine here as well. But that is only the natural resources. In the days of wooden

ships, when Britain ruled the seas, the Turks and Caicos Islands was their most strategic possession. From these Islands, with their coves and hidden beaches, their privateers would lie in wait and replunder the Spanish of the gold they had plundered from Mexico and Central and South America when they reached their trans-shipment depots in Puerto Plata and Puerto Rico, just a stone’s throw away. No wonder Britain, and the world powers of the day, France, Spain, and the Dutch, were always back and forth in battle for possession of these Islands. It was a most invaluable asset. Now today, in 2017, the TCI is in dire straits from a natural disaster, doubled, and Britain decides that all it can muster is a piddling £32 million to be shared among other territories, also desperately in need. A shame and a disgrace of monumental proportions! But if that were not enough now hear this, because it gets worse.

MISSING AID A BBC article from September 13, 2017, reveals that there is a £13 billion aid budget that Britain has access to for overseas but it cannot be used because the TCI, as well as all of these sister territories hit by hurricanes Irma and Maria, are classified as too rich to qualify for assistance. Now try not to have a coronary on hearing this. Presumably it is OECD rules, of which Britain is a member, which does not permit spending of this pot of money on these territories. It is not clear whether this money is OECD money jointly or exclusively British money. But be that as it may, these ‘too rich’ island territories have been hit by, not one, but two massive category hurricanes in a fortnight. An unprecedented event that calls for an unprecedented solution. But the OECD, Britain, and these champions of the colonial era are stolidly sticking to precedent. Absolutely outrageous! But should this be a surprise when colonialism, in its purest form, is solely geared to bleeding the colonial entity of everything that is of value, while providing them with as little as possible? Maybe in this unprecedented time those champions should experience an epiphany in realising that the overriding source for their

accumulated wealth and quality of civilization they now enjoy is from the abundance of these same territories now facing dire straits. As it concerns the TCI, and it probably applies to the other hurricane-impacted locales as well, here are two things worth mentioning. Prior to the British interim government takeover of local affairs in the wake of the last commission of inquiry, the TCI stood on two financial legs. It generated its monies from tourism and offshore banking. Immediately upon this takeover Britain, along with major European nations and the United States, rammed down the Turks and Caicos Islands’ throat legislation severely curtailing offshore banking in this territory on the grounds that it was tied to global financial criminal activity, facilitated terrorism, and drained them of legitimate income worth billions. They really pulled out all the stops. It was so suspect that the consulting firm evaluating the losses sexed up the report, much like Tony Blair’s WMD fiasco to get Britain into the Iraq war, to come up with a colossal figure of financial losses at $6 billion. Once the legislation was passed and the deed was done this firm came CONTINUED 

Taxes, right and wrong THE DEMOCRACIES of the world are in trouble economically. In the USA the debt rose from $8 trillion to $18 trillion during the 20082016 US administration. This is not due to low taxes. USA taxes are very high. Each city, town and county charges property taxes. Some cities and states also charge income and sales taxes. States charge employers unemployment, workman compensation, and pension taxes. The federal government collects pension, healthcare income, sales and numerous regulatory and other taxes levied on people and companies. Taxes, taxes and taxes! The US federal government, many states, counties and cities are in fact bankrupt. The governments are paying out more than they are collecting.

The federal government simply prints more money and borrows more and more dollars. Soon the interest alone on the USA debt will exceed the federal government’s income. The debt is growing faster than the economy. One political party wants to raise taxes even more and one wants to stimulate the growth of the country’s overall economy and therefore collect more taxes from economic growth. The future is at stake. Citizens

take home income is no longer adequate. In the TCI from 1995-2003 the economy was in a growth position. Resorts were approved and none failed. Starting 2003 growth stopped. Resort after new resort failed. Existing resorts had their agreements tampered with. Government ministers raised their salaries, pensions and benefits. Then the 2012-2016 Government faced tremendous

debt that had to be addressed. Minister Washington Misick raised citizens and resort taxes to pay down the debt of his brother’s administration, his party’s leaders and minister’s perks. Less than 12 months into the 2016 ‘change’ Government, infrastructure needs ignored from 2003-2016 had to be addressed. Then along came Irma and Maria. This will be a test of this new Government. It is not time to be critical but cooperative! We hear the cries for extended duty free and agree. Agree only if the duty is not charged because the materials will be definitely be used for hurricane repairs and future protection. Can the TCI ever get by without duty? Duty raises the cost of living for every man woman and child. Our hospitality industry brings us tremendous income. Income to support our infrastructure. We could

not and should not afford jet planes, mansions, Hollywood starlets and huge pensions for premiers and ministers. How about former one term chief ministers? Ask yourself, why did a former one term chief minister collect a huge retroactive pension? While he was not retired he granted himself $500,000. Meanwhile the little people were trying to live on pensions of $75 a week. It all boils down to what is right and wrong. Government leaders in this democracy are elected and voters who wanted nothing but conservative honest government voted for change. Those who lost or won by winning by a slim, slim margin over a youthful beginner need to retire or go back to trying to earn an honest living, if they can.

TWI accuses AG of muzzling Gov’t Thankful to God – As company collects $400k on last arbitration ruling BY DELANA ISLES CHAIRMAN of Trade Wind Industries (TWI) Richard Berke has accused the Attorney General of encouraging the sitting PDM and past PNP governments not to engage with the company even when it is to their mutual benefit to do so. Berke also accused AG Rhondalee Braithwaite-Knowles of ‘special interest’ alleging that she is advocating on behalf of Lord Michael Ashcroft. The outspoken chairman expressed these strong sentiments during an interview with the Weekly News last month. It came shortly after the company was granted the final award in the long running arbitration of a seven year dispute involving former Governor Ric Todd and the past PNP government. Berke said the following: “It is my personal opinion that Rhondalee is advocating now for the largest land owner, that would be Lord Michael Ashcroft.

“I believe she is advocating for him because there is no other excuse for her to have spent the last seven years refusing to even have a discussion with TWI. “Instead she chose to spend somewhere between $10 and $13 million of taxpayers’ money fighting TWI and the point is that today we have every legal right we have sought, except the Government is still refusing to talk to us. “The arbitrators have said that TWI is plainly the successful party but the Government refuses to talk to us. “We ask why have you refused to talk to us, and they say because the attorney general says we can’t.” He further questioned: “Where in the world is refusing to meet with your adversary considered an acceptable means of resolving a problem? “Rhondalee doesn’t want this Government to meet with us because she does not want this problem solved, she has never wanted it solved.”

out and said that their figure was in error and that the amount lost to those economies to offshore banking was actually only $2 billion. What a joke! Who pays an economic forecasting and accounting entity for such unreliable services? Well, anyone who is seeking a windfall would. The second thing is this, and it applies almost exclusively to the Turks and Caicos Islands, as it is almost certain this situation does not exists in any of the other British territories mentioned in this article. The TCI pays the British Governor, a man sent by the Queen as an agent of the Crown, a monthly salary for his governing duties (someone from our Treasury Department please fill in what that monthly salary is). This surely turns out to be a substantial amount, in terms of the TCI’s financial wherewithal. Now imagine that. We pay a man a handsome salary who we never asked for, whose qualification to do the job we

are unaware of, and who does not represent the interest of the Islands, but rather that of those who sent him. Other than this being an atrocious and non-beneficial arrangement for the TCI, it translates into an accumulated source of what must me millions of dollars paid to him that could have been directed to our hurricane relief effort for our now-stricken people. Is it not obscene that a fledgling hurricane-prone country like the Turks and Caicos Islands is paying the representative from a wealthy so-called ‘overseeing authority’ presumably to ‘oversee’ their affairs? The TCI must see that this ends now! The fact that this even takes place should be an embarrassment to the British in the eyes of the civilized world. It seems that the sooner these territories put away their long spoons and get away from this dining table arrangement the better they will be. Otherwise they will forever be in dire straits.

The problem being referred to by Berke involved TWI and the former governor. The company’s 2010 development which allowed them to farm fish, conch and stone crab was in dispute, with the governor and the attorney general claiming that the company did not have those rights, and accused TWI of trying to add the rights to farm fish after the development order was already agreed and signed. As a result, in 2012, TWI instituted action against the Government and former Governor Ric Todd for breaches of leases, breach of the development agreement (dated May 28, 2010), malicious falsehoods, defamation and interference by unlawful means. In 2014, the company had offered to settle its $100 million claim against the Government, but not the former Governor. They also proposed to terminate all legal costs and exposure to the TCIG if it would agree to honour the terms and conditions of the existing development agreement and amendments that the Conch Farm operators signed with the TCIG, former Governor Gordon Wetherell and the Crown in 2010 and 2011. ARBITRATION The legal battle culminated in an arbitration hearing, whereby the panel, presided by three British senior counsels, decided that the company did have the rights they initially said they had, and ordered the Government to pay a significantly reduced claim and the company’s legal fees. In July, TWI won $255,010 in damages, interests on that sum, and now the final award of $400,000 of its legal costs. On September 19, the Government was ordered to pay 80 percent of TWI’s legal costs, and 80 percent of the tribunal costs since the second award was delivered. Recounting the long legal process, TWI’s chairman observed: “Governor Todd admitted in his testimony under oath in February 2016 that within 60 days of making that statement he knew he was wrong. “He admitted under oath that within two months of making that statement and refusing to correct the defective development order he knew he was wrong. “TWI attempted for five years to have a meeting with the attorney general or the Government, they have consistently refused to meet CONTINUED 

Dear Editor, Having just survived the traumatic experiences of hurricanes Irma and Maria, we are thankful to God that not one life was lost. When we look at hurricane Irma’s flattening of so many other countries, we have to give thanks that our infrastructure did not suffered the same fate and know from our heart, head and gut, that God favoured us. We can look at what buildings stood, identify the roofing materials that best withstood the effects of category five hurricane and ensure that becomes our new standard. We can use this to look at investing $1 million per month for the next two years to do a proper underground communications, water, sewage and power setup programme.

REBUILDING WITH INSURANCE Since the departure of the troops, the Government have been less visible and vocal on updating the country on the recovery. A lot of questions are left unanswered. But the most significant one that we have not heard anything about is how the insurance money of $13.6 million is going to be spent. In 2008, we received a pay-out of $6.3 million from the Caribbean Catastrophe Risk Insurance Facility (CCRIF) and those funds were put to immediate use in the rebuilding exercise. Given that CCRIF’s mandate is to pay its claims in 14 days, will the Government say if they have received the funds and how will it be used? This is a real opportunity for the TCI to take care of the TCI through the receipt of these funds from our insurance policy. The Government would have to, upon receipt of the insurance policy proceeds, deploy those funds immediately without red-tape to the hardest hit areas and infrastructure like our schools countrywide. Construction is yet to start on key infrastructure – two months on. The Government also needs to waive any procurement and tender rules that are going to prohibit the swift rebuilding of our key infrastructure.

SPEEDY TOURISM RECOVERY Tourism is our lifeblood and it is all we have, so we cannot allow it to be in limbo as to if we are open for business or not, or have prebooked guests wondering whether they should change their already scheduled Thanksgiving vacation from the TCI to another island. The pace needs to be sped up on how the TCIG is responding to restoring the TCI to becoming beautiful by nature again. This industry and by extension the country is suffering millions daily without information being communicated to our industry partners on our tourism recovery efforts. There remains an opportunity for us to enhance our Tourism Brand stronger than before not just by uttering the words on Facebook about #TCIStrong but rather by the Tourism Ministry putting its money not the private sector money where its hashtag is and by strategically implementing a plan to do so. Here is what I suggest the TCIG should do to lead the marketing of the TCI worldwide: -Pass an immediate Hurricane Irma Recovery Bill that sanctions the demarcation of $10 million for tourism marketing and promotion. -Hire the best marketing and consulting firm in Canada and the United States. -Instruct those firms to organise 15 minute spots on all the leading morning shows and late night shows for the Minister of Tourism on every US and Canadian TV station to promote that we are open for business. -The minister needs to be on the road worldwide now more than ever. Remember we are in this together, and we won’t be in this long, once we all put our hands together and work to help return TCI to its former glory. TCI to benefit from CDB’s poverty reduction programme BY OLIVIA ROSE THE TURKS and Caicos Islands is one of several nations to benefit from a $40.8 million grant as part of the Caribbean Development Bank’s (CDB) poverty-fighting flagship programme. The CDB has unveiled an ambitious plan for its ninth cycle of the Basic Needs Trust Fund (BNTF), a fund which aims to provide resources to deprived Caribbean communities to improve access to public services, enhance employability, and reduce socioeconomic vulnerability. The programme is CDB’s main vehicle for tackling poverty in the region, through the provision of basic infrastructure and skills training towards improving the livelihoods of beneficiaries in participating countries. According to a release from CDB, the bank has negotiated more funds for the BNTF and taken steps to improve the programme’s efficiency and effectiveness, while strengthening partnerships with the private sector. These innovations will be outlined to BNTF stakeholders during a series of project launch workshops, which are taking place in the nine participating countries, where stakeholders will also receive guidance on implementing the new cycle. CDB’s acting portfolio manager for the BNTF, George Yearwood, said the countries and territories stand to benefit from a grant allocation of $40.8 million, which could be boosted by funding secured

through private sector partnerships. “CDB has negotiated increased contributions for the Special Development Fund, to secure grant resources for BNTF sub-projects to tackle poverty in the region. “Also, the bank will seek to leverage additional resources through partnerships with the private sector, charities and other civil society organisations,” said Yearwood. He also noted that country projects found to be performing well during the mid-term review may be in line for additional funding. “The funds from BNTF are to be carefully targeted through an evidence-based country policy framework or action plan which responds to poverty, particularly in rural areas. “CDB has set aside an incentive amount of $ 5.2 million, which will be distributed at mid-term based on project performance,” added Yearwood. Other changes designed to improve the efficiency and effectiveness of the BNTF programme and to accelerate social transformation include restructuring of implementing agencies in some countries, expansion of the areas of support to include livelihoods enhancement, shortening the process flow from identification to implementation, increasing the upper limit of a sub-project’s cost to $1 million, improving CDB’s internal processes for sub-project appraisal and approval, and introducing new tools for enhanced monitoring and evaluation. The project launch workshop was held in Saint Lucia on October 4 and

5, and in Guyana on October 9 and 10. Other launches already scheduled include Jamaica on October 17 and 18, Belize on October 23 and 24, Grenada on November 7 and 8, and Suriname on March 30 and 31, 2018. BNTF’s ninth cycle was approved in March 2017, and will run until December 31, 2020. Under the eighth cycle, BNTF allocated $12.388 million for supporting projects in Turks and Caicos Islands, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, St Kitts and Nevis, Saint Lucia, St Vincent and the Grenadines. The CDB held its 47th annual meeting of the bank’s board of governors in Providenciales on May 24 this year.

Toddler falls to death THE LIFE of a four-year-old boy tragically came to an end after he fell into a sewage well at his home in The Bight, Providenciales, on October 13. A police press release stated that at about 11.53am, police officers and emergency services responded to the scene where it was reported that the deceased and his twin brother were outside playing when he fell into the hole in the yard. The details are still vague,

however, according to a police statement, an investigation has been launched to ascertain the circumstances that led to the death of the young boy. A police official told the Weekly News that they are unable to provide the media with any additional information. However, they added that investigations are ongoing and further details will be provided once available.

with us. Because they refused to meet with us we had no option but to file an arbitration.” He stated that the Government went into the arbitration and they first tried to deny that TWI had a development order and a development agreement, and when every excuse failed the attorney general finally admitted to being responsible for the defective order. “And through a series of Rhondalee’s testimony she acknowledged that TWI was entitled to a development order, that we had an active development agreement, we had the right to farm fish. “Because of the Government’s admission to that, the arbitrators turned to us and they asked are you still asking for total enterprise value or would you accept a partial award?” He explained that TWI told the arbitration panel that they would accept a partial award. He further stated: “The attorney

general has run around trying to make it seem like she won a big case, like the case was for $200 million, when it was just for a few million. “The reason it was just for a few million was because she represented that the Government was going to do the right thing but the Government didn’t do the right thing and she has continued to tell Cabinet and to tell the elected ministers of PDM not to meet with TWI. “They have been told not to meet with us and not to engage us, so at the very moment that she was able to lower the Government’s exposure by misrepresenting her intent, here for nine months we have been trying to meet with this Government.” The chairman claims that he has it on good authority that the Government is prepared to meet with them, but that they are being blocked from doing so by the attorney general.

Flow TCI still working to restore services to all islands FIXED services, phone and internet from Flow TCI have been restored to several communities in Providenciales over the past few weeks, while work continues to get coverage to the entire territory up and running. This is according to an update from Flow TCI this past week. The utility company says that since September 10 it has been diligently working to have services restored. In Providenciales, services have been restored to Leeward Gates, Leeward Palms, Provo Golf Club and Grace Bay. In Long Bay services have been restored to Long Bay High, Technology Drive, Shore Club, Flamingo Crossing. Partial services have been restored to Juba Sound, Tropicana Plaza, Leeward Highway, Lower Bight, Flamingo Park, Richmond Hill, Turtle Cove, Glass Shack, Cherokee Road, Plantation Hills/Thompson Cove, Cheshire Hall, Industrial Park, Blue Hills, Roundabout Downtown (Butterfield Square east and west). On Airport Road, partial services have been restored to Downtown roundabout to Kishco Plaza, TCI International Airport, Old Airport

Road, Aviation Drive (FBO, Club 2005, Oral Selver Plaza. Kewtown, Blue Hills (Stammers Run, Millennium High Way – Partial and Phase II) now have services. Customers who are not receiving Flow services in any of the listed areas are being asked to report a fault by dialling 611 from any Flow mobile or visiting their nearest Flow store. The following areas were expected to be restored during this week, from Monday (October 16) to Sunday (October 21) at Juba Sound (Long Bay High School to Juba Sound, Venetian Road (Rubis roundabout – British West Indies Collegiate), Blue Mountain, Downtown (Complete),and complete restoration of services to Millennium Highway. For all other areas not mentioned, the company stated that the delay in restoration in services in these areas is due mainly to their network’s fibre and cable in some instances being damaged and vandalised during residential and commercial restoration and clean up exercises, and also commercial power not being restored to their equipment. Flow further states that to date,

services have been restored to all settlements on the island of North Caicos. Again, customers in North Caicos who are not receiving services are being encouraged to report a fault by dialling 611 from any Flow mobile. On the island of Middle Caicos, services have been partially restored to Bambarra Conch Bar. Customers in Grand Turk, South Caicos and Salt Cay have not been forgotten, according to Flow. On the islands of Grand Turk, South Caicos and Salt Cay, services will be restored to customers as soon as the distribution cables have been reinstated, the company says. “Due to the extent of the damages sustained to our network during the passage of the two recent category five hurricanes, Irma and Maria, in Grand Turk, South Caicos, and Salt Cay, the fixed lines will be rebuilt as quickly as possible,” the company assured. For all fixed lines services, bills for the month of September and October have been waived for all sister islands. There will also be subsequent updates as the restoration process continues, Flow promised.

FREE WIFI Since the passage of the recent storms, Flow continues to provide critical office space to 911 emergency services at its central office in Providenciales and CIBC First Caribbean Bank to provide banking services at their central office in Grand Turk. “We have also accommodated customers at our central office in Providenciales during and after store closing hours to charge their handsets and devices, and use the free wifi services to connect with family and friends, both locally and internationally,” the company further stated. The Weekly News has since reached out to a number of businesses and residents for their reaction to the restoration efforts of both communication and electrical efforts. Manager of ABC Printing Eroll Guthrie said: “Service was restored in a timely manner; our phone lines were not damaged but because we didn’t have electricity we were unable to access some services, but as soon as the electricity was restored in this area our lines were back up and running.”

Staff of AVIS Car rentals said: “Our lines were down for a few weeks after the hurricane, we had a rep from Flow come and inspect our telephone lines to determine if they were damaged, shortly after that our wifi and main telephone lines were working.” A Do- It- Centre representative said: “The company’s wifi and telephone services have all been restored, we contacted the providers and they sent someone over to carry out a damage assessment, approximately two weeks now we`re receiving internet.” A resident of Kewtown said: “We haven’t had internet connection since the storm. Digicel and Flow now connecting in this area, most of our phone lines were destroyed so I’m not sure when again we will get that.” Meanwhile a resident of Five Cays said: “Hurricane damaged all of our poles and wires, we only just got back power and in some cases water. “Flow and Digicel were in the area only last week I saw them doing some work, so at least that gives us some hope. It’s over a month, we ain’t had internet.” (DELANA ISLES)

Premier welcomes international partners offering assistance OVER the past weeks Premier Sharlene Cartwright Robinson has been welcoming many regional and international partners who are offering assistance and support in the country’s recovery efforts. This is according to a press release issued by the premier’s office on Thursday (October 19). In it she stated: “The level of assistance being offered is unprecedented and we are grateful that in this climate where many countries around the world are affected by recent disasters, our country is being considered favourably in our early framing days of our recovery strategy. “We have a few more critical assessments to complete and we are pleased that the various offers of assistance can be factored in for consideration in our Strategic Recovery Framework.” She added that people are eager to learn what, if anything, the

Government is able to do in terms of housing repairs, business support and rebuilding. “We are closer to that date and we are pleased with the critical work done thus far.” She stated that last week she was pleased to welcome the DFID/ FCO reconstruction team which comprised of critical skills and posts. The team led by Chris Austin, Barbados based head of the UK Joint Task Force in the region, comprised of David Barlow, Consultant on Emergency Planning, Alex Stevens, Head of OT Governance Team, DFID, John Bowker, Infrastructure Advisor, DFID, David Woolnough and Miriam Sachak, head of Economic and Financial team, DFID, FCO. The team was able to meet with the governor, premier, ministers, senior public service management and critical department heads. “I was pleased with the dialogue

Politician, pilot and historian among National Award winners BY OLIVIA ROSE PAUL HIGGS, Conrad Howell and Bill Clare are among 37 outstanding individuals from various fields who were given National Awards for their outstanding service and sterling contributions to national development. The ceremony which was set to coincide with the observance of National Heritage Day on October 9 was delayed due to the hurricane aftermath. The awardees appeared on an extensive list which was published in the October 3 Gazette. They were selected through a nomination process that allowed the public to recommend individuals they considered worthy of receiving the auspicious awards. The late Paul Stephenson Higgs who was one of the first political representatives for North Caicos was honoured posthumously. Higgs, who was known as an industrious and candid politician and a visionary among his people, received the highest honour, the Order of Turks and Caicos Islands. Sessions will run from 10am to 5pm and will feature expert speakers, who will address topics such as ‘Banking and how to work with your financial institution to stay afloat,’ ‘Business property and revenue interruption insurance claims’ and ‘Mental health of the business owner and employees’. ‘Shovel ready’ initiative launched to fast-track investments INVEST Turks and Caicos is looking to attract more local and foreign investment into the country’s economy through a newly formed initiative dubbed ‘shovel ready’. The ‘shovel ready’ initiative is being developed as part of the agency’s efforts to pre-package a number of investment opportunities to streamline and expedite the process of investment in the TCI, the agency revealed on Thursday (October 19). Angela Musgrove, acting CEO for Invest TCI, stated: “We are confident that this initiative will add momentum to the flow of investment into the Turks and Caicos Islands. “Our goal is to gather all ‘shovel ready’ projects that are seeking financing and assist in matching projects to interested investors. “Once an investor expresses interest in a project that is

predesigned and permitted, there should be a quicker turnaround time for the project to move through the phases of development.” The agency is thereby inviting people to showcase their ‘shovel ready’ projects which will be featured in Invest TCI’s investment opportunities catalogues at regional and international conferences, roadshows and industry events. NGO donates pharmaceuticals to TCI Hospital BY DAISY HANDFIELD PHARMACEUTICALS worth $30,000 were donated to the Turks and Caicos Hospital recently to benefit their patients and also shared with the Ministry of Health. The donation was made by a US based nonprofit medical relief and health assistance organisation called Direct Relief. A press conference was held at the Cheshire Hall Medical Centre in Providenciales on Monday, October 16, where InterHealth Canada handed over a portion of the supplies to representatives from the Ministry of Health. Those supplies will be used to support the Primary Healthcare Department’s inventory. Dr David Bernado, a medical officer within the Primary Healthcare Department, accepted the supplies on behalf of the ministry. CEO of InterHealth Canada, Daniel Carriere commented on the donation, stating that collaborations such as this one were important, especially during such a time of need. He said: “In any natural situation like the hurricanes that affected our country and many other countries in the Caribbean and in the US, the only way you get through these events is through collaboration, cooperation and communication. “We are very happy today to say that we want and will continue to cooperate and collaborate with the Ministry of Health and this is just an example of what you can do when organisations get together at the end of the day for the benefit of the people that really count… that’s our potential patients.” Pharmacy manager for InterHealth Canada, Tony Wilson, reiterated that the donation was much needed and that it included many items that people would need, especially those who still have no electricity and water.

InterHealth Canada corporate board referred the international charity to the Turks and Caicos Islands Hospital following the passage of hurricane Irma. The donated pharmaceuticals will be provided to patients free of charge and will not be billed to the National Health Insurance Plan. Direct Relief is dedicated to serving the poor and victims of natural disasters and civil strife in the United States and throughout the world.

The Bight residents clean their district BY DAISY HANDFIELD A MUCH needed facelift was given to the graveyard area in The Bight, Providenciales, over the weekend. Members of the community gathered at the cemetery, just off the road to the side of Ianthe Pratt Primary School to clean up the garbage and debris left after hurricane Irma. The cleanup was orchestrated by the Bight Community Awareness Association. Elected representative for the district, Porsha Stubbs participated

in the initiative, in an effort to show support to her district. Stubbs emphasised the importance of keeping the cemetery and its surrounding areas clean. She said: “A lot of it is the debris, since the passing of Irma. And then a lot of it is because persons did not take away items responsibly after their funerals… “This cemetery has been in existence for quite a number of years. It is not only used by the residents of The Bight, it is used by the entire Turks and Caicos and so, in order to preserve it we have to keep it clean.”

She added that those who refused to adhere to the laws pertaining to littering will have to suffer the consequences. “I will ensure that the Government waste collectors collect your garbage. I would like to preach that you need to store your garbage properly, or else I will have the Environmental Health Department inspectors come in and enforce the law, especially since The Bight is in the tourism district of the Turks and Caicos Islands. “Yes, we have some persons who have been falling down on

that, but we are working with them to help to keep their surroundings clean. “I hope that individuals would consider being a part of further initiatives, such as educating persons on the environment and cleanliness of their personal space,” she said. Following the hurricanes, residents were instructed by the Government to gather their garbage and place them in a pile or bin at the end of their property, accessible to the garbage collectors to be taken away. Stubbs mentioned that she will

ensure that the Government lives up to its promise. She said: “We are still waiting for the Government to come in and do what they are supposed to do, in terms of moving some of that debris that they have done so in most of the constituencies here in the island of Providenciales… “I am just hoping that the Government would remember that The Bight still has some debris left. “Persons have done excellent jobs in cleaning their yards, we are just waiting for the debris now to be moved from the side of the streets.”

TOURISM Minister Ralph Higgs lead a delegation to the Caribbean Tourism Organisation (CTO) annual State of the Industry Conference in the ‘Spice Island’ recently. During the five day conference, held from October 9 to 13 in Grenada, a number of high profile speakers delivered remarks on best practices, current trends in tourism and what vacationers are looking for now and in the future. This year’s conference was held under the theme, ‘Super-charging the Caribbean brand: Meeting the needs of the new explorers.’ According to a press release from

the ministry, following the passage of hurricanes Irma and Maria which affected several countries and territories across the region, the CTO added to its programme a special session which focused on recovering and rebuilding. These sessions zeroed in on the economic cost of disasters, employment, the cost to rebuild and the recovery time from leading experts. A staple on the programme was the highly anticipated Caribbean Tourism Youth Congress during which the TCI was represented by Zaria Ingham, Junior Minister of Tourism. Commenting on the visit Higgs said: “Although we did not secure

the top prize in the competition, Miss Ingham did an amazing job representing Turks and Caicos. “I must commend her on an outstanding performance, she was well-prepared and poised presenting on the indigenous rock iguanas.” He noted that this year’s conference came at a particularly significant time since the region recently endured two devastating hurricanes. “It was important for us as policy makers and tourism professionals to assemble in an effort to share our stories and garner support,” he said. “Like some of our neighbours, we also used the opportunity to spread the message, that we are open for business.”

The TCI’s delegation, which consisted of Minister Higgs, Head of Secretariat Mellisa Ariza, Training Manager Blythe Clare and Junior Minister of Tourism Zaria Ingham, participated in various sessions. They included Spicing up the Caribbean Brand, Active Engagement-Riding the Technological Wave, and Identifying the New Explorers. The Caribbean Tourism Youth Congress featured the National Junior Ministers of Tourism comprising of students between the ages of 14 and 17 from several CTO member countries. Participants debated on prominent tourism issues, sharing their vision for the future direction of regional

tourism. CTO’s State of the Industry Conference is the Caribbean Tourism Organisation’s annual assembly where Caribbean tourism practitioners, policy makers and strategic partners, at the highest levels, gather to discuss issues, identify solutions and generally develop courses of action that will benefit the tourism industry in the Caribbean. The organisation provides specialised support and technical assistance in sustainable tourism development, marketing, communications, advocacy, human resource development, event planning and execution, and research and information technology.

FilCom helps to rebuild community BY DAISY HANDFIELD THE FILIPINO Community (FilCom) has donated time and contributed financially towards a number of projects to help rebuild the Turks and Caicos Islands. Since hurricane Irma the Department of Environment and Coastal Resources in conjunction with the Turks and Caicos Hotel and Tourism Association have organised a number of cleanups throughout Providenciales, which FilCom has also participated in. President of FilCom, Alfonso Palatino said that he and other Filipino natives were honoured to be given the opportunity to participate in these cleanup campaigns. Palatino stressed that Filipinos remain committed to serving the TCI community. He further encouraged its members to serve individual employers with full dedication and commitment and remain

UK government establishing task force to help reconstruction in hurricane-hit islands The United Kingdom (UK) government will set up a private sector task force to help longterm reconstruction in countries and territories hit by last month’s Hurricanes Irma and Maria. International Development Secretary in the Department for International Development (DFID), Priti Patel said the task force will mobilize private sector support to rebuild critical infrastructure such as roads and power supplies essential to get economies up and running again, and better withstand future natural disasters. It will look at ways in which support from the private sector, both financial and technical, in industries such as construction, insurance, banking and tourism, can be used to help reconstruction on the three UK Overseas Territories worst hit by last month’s Hurricane Irma: British Virgin Islands, Anguilla and the Turks and Caicos Islands. The team of top business leaders, with experience in the Caribbean, will sit on the task force. The announcement about the task force was made last Friday at a meeting to discuss the response to the hurricanes and how to enhance global crisis preparedness and response, hosted by the World Bank in Washington D.C. Patel will convene a meeting in London in November to discuss how best to maximize the contribution of the private sector.

The UK government has already committed over £62 million (US$82 million) towards the immediate relief effort, and has delivered or procured nearly 180 tonnes of aid for the region. It also established a UK Joint Task Force, led by DFID’s Chris Austin, in the immediate aftermath of the hurricanes, to deal with the humanitarian crisis on the ground and the initial relief effort as well as to carry out assessments to identify both short and longer term needs. The focus of the private sector

task force will specifically be the long-term reconstruction on the affected islands. “No small island can reasonably be expected to recover and rebuild from a catastrophic disaster that undermines their entire economy without international support,” Patel said. “They need businesses to step up. The private sector is key to reviving the region’s economies and must play a central role in the reconstruction of these islands, helping them to build back better.”

Fresh UN mission on the ground in Haiti with new mandate The UN Mission for Justice Support in Haiti (MINUJUSTH), which comprises 1,275 police officers and 350 civilians, began its tour of duty on Monday dedicated to supporting the rule of law. It replaced the United Nations Stabilization Mission in Haiti (MINUSTAH) which ended its operations in the French-speaking Caribbean nation after 13 years. MINUSTAH had been aimed at bringing stability to a politically chaotic Haiti. UN officials say MINUJUSTH, a much smaller successor mission that is going to assist the government on security issues, will consolidate the progress achieved by MINUSTAH, particularly by ensuring that the Haitian National Police can function independently. It will also work on some major new projects in the area of the rule of law, such as combating impunity, strengthening the judiciary’s

professionalism and independence and establishing a prison system that is compatible with the country’s needs and respects the rights of prisoners. MINUJUSTH will also have to work closely on the ground with

the United Nations country team, which from now on will be the actor in the forefront in dealing with the country’s other challenges, especially where the Secretary-General’s new approach to combating cholera is concerned.

Bahamas looking for ways to fund increased repatriation exercises IMMIGRATION Minister Brent Symonette and Deputy Prime Minister and Minister of Finance Peter Turnquest are looking at how to fund the increased repatriation exercises that will come in response to Prime Minister Dr Hubert Minnis’s goal of more stringently enforcing the country’s immigration laws. Speaking in the House of Assembly last week, the prime minister called for all illegal nationalities to leave by yearend, adding that Bahamians and residents who employ these illegal persons have the same timeline by which to either regularise them or cease employment. He stressed that people who employ illegal migrants after this time will be prosecuted, and implored Department of Immigration officials to execute their duties in a professional and humane manner. “We must be a country that abides by the rule of law,” Dr Minnis said during the wrap up of a resolution thanking Governor General Dame Marguerite Pindling for reading the Speech from Throne in May. “Those migrants who are here illegally must leave by December 31, 2017. After which period they will be aggressively pursued and deported. This applies to all nationalities. “Those Bahamians and residents who employ illegal migrants have until December 31, 2017 to regularise these individuals or to stop employing them. “I implore Immigration Officers to execute their duties in a professional and humane manner. “Those who illegally employ such migrants are legally liable and they will be prosecuted. We must be a country of law and order.” During his appearance on Guardian 96.5fm on Monday, Mr Symonette told host Quincy Parker that $1.4 million has already been allocated in the 2016/2017 budget

for repatriation exercises. However, “that figure if we are going to do (repatriating exercises) stringently, is going to go up,” he said. “The Deputy Prime Minister and I are in conversations at the moment about how we are going to fund this process and that’s a work in progress so I don’t want to go any further than that,” he said. Mr Symonette floated the possibility that work permit fees, which haven’t been raised in years, may be raised to fund the increased repatriation activities. During a wide-ranging interview on immigration, Mr Symonette reiterated his view that the administration will be humane in how it deals with people who may have run afoul of immigration laws. In response to assertions from some that the Minnis Administration’s new immigration policy is more a reflection of his wishes than Dr Minnis’, he said: “The policy is a policy of the Prime Minister.” Mr Symonette also said that for people who have been in the country a long time, he would support a mass regularisation type of process. “I do a swearing in like I did last week,” he said. “These people have been waiting 20, 33, some cases 40 years to be regularised. They have an entitlement as far as they are concerned to be regularised as a citizen of the commonwealth of the Bahamas. They feel frustrated, angry, whatever word you want to use. So if we’re going to do a mass regularisation of them, I see nothing wrong with that. If you been waiting in a country 20 years, you feel like you belong.” Mr Symonette highlighted the problem of fraudulent documents turned into the Department of Immigration, adding that foot printing may be necessary to address the issue.

World Bank says region on course for modest growth DESPITE the recent impact of natural disasters, the World Bank says the Latin American and Caribbean region remains on course to record modest economic growth for the first time in six years. The bank’s Chief Economist for Latin America and the Caribbean Carlos A. Végh issued the projection last week in the wake of two powerful category 5 storms, Irma and Maria, which devastated Anguilla, Barbuda, the British Virgin Islands, Dominica and St Martin last month. With these islands currently struggling to get back on their feet, he said the Bank was still anticipating regional growth for 2017. “After a growth slowdown that lasted six years (including a contraction of 1.3 per cent last year),

the Latin American and Caribbean region is finally expected to resume positive growth in 2017, with market analysts forecasting real GDP (Gross Domestic Product) growth of 1.2 per cent for 2017 and 2.3 per cent for 2018,” Végh said in his presentation, entitled ‘Between A Rock and A Hard Place’, to the annual general meetings of the World Bank and International Monetary Fund in Washington DC. IN a tough crack down on crime in the West Kingston community of Denham Town, the Jamaica government has declared the area its second zone of special operation (ZOSO) in just over a month. Prime Minister Andrew Holness announced the move during a news conference on Tuesday, 46 days after Mount Salem, St James was the first community to get the designation. Under the Zone of Special Operations legislation, security forces are given special powers. According to Holness, rampant gang warfare, which had resulted in murders and other crimes, had forced authorities to take what he called “strategic” action. “The selected zone was deemed to have met the first order criteria for being considered and declared a zone,” Holness explained. “Those first order criteria would be ongoing gang warfare, rampant criminality, escalating violence and murder, and a threat to rule of law.” Police Commissioner George Quallo disclosed that there were 12 gangs currently operating in the volatile community. “The ongoing gang feud has resulted in increased violence in the area which directly affects the free movement

JAMAICA’S Minister of Culture, Gender, Entertainment and Sports Olivia Grange, has urged Caribbean countries to place greater emphasis on monetising intellectual property (IP). Addressing the recent Association of Caribbean Copyright Societies (ACCS) Regional Conference at the Royalton Negril Resort, she said only a targeted multidisciplinary approach to monetizing IP, which includes the public and private sectors, will help Caribbean economies increase value-added and gain a greater share of the global economy. “Hosting these intellectual discourses signal on the part of Government and the Collective Management Organizations (CMOs), the importance placed on Intellectual Property rights in Jamaica. We are operating in a time and space when monetising intellectual property related to our creativity has become an imperative,” Grange emphasized. The minister noted that as the

Caribbean’s traditional export sectors – sugar, banana and bauxite – have stagnated in large part due to lack of economies of scale, increased competition in the global market, and/or high production costs, “our creativity has increased, yet we earn a mere pittance from those earnings.” Turning to the issue of copyright and royalties in Jamaica, Grange said although there have been modest increases in the collection of distributable royalties by the Jamaica Association of Composers, Authors and Publishers (JACAP) over the last few years, most of the funds have to be paid over to foreign entities, due to the high level of usage of non-Jamaican material. “It is interesting that $50.8 million was paid out to foreign societies, whereas only $19.1 million was paid to JACAP members based locally and overseas,” she noted. The minister said although alarming, the imbalance in royalty

payments represents both a challenge and an opportunity to decrease consumption of foreign content in the country’s tourism product, on the airwaves and in public spaces, while offering an opportunity to increase local content through quotas. She also expressed concern about the impact technological advancement in the digital environment has been having on music, and urged the ACCS to be advocates and vanguards in the challenging technological environment. “In 2016, US streaming revenue represented 51.4 per cent of music industry revenue. Digital downloads and ringtones represented 24.1 per cent, physical sales amounted to 21.8 per cent and sync sales 2.7 per cent. Globally, streaming income represented 50 per cent of total music industry revenue and overall, digital revenues increased by 17.7 per cent in 2016. Some 432 billion songs were streamed on demand in 2016,” she said.

Catalonia crisis: Spain moves to suspend autonomy SPAIN is to start suspending Catalonia’s autonomy from Saturday, as the region’s leader threatens to declare independence. The government said ministers would meet to activate Article 155 of the constitution, allowing it to take over running of the region. Catalonia’s leader said the region’s parliament would vote on independence if Spain continued “repression”. Catalans voted to secede in a referendum outlawed by Spain. Some fear the latest moves could spark further unrest after mass demonstrations before and since the ballot on 1 October. Spain’s supreme court declared the vote illegal and said it violated the constitution, which describes the country as indivisible. Article 155 of the constitution, which cemented democratic rule three years after the death of dictator General Francisco Franco in 1975, allows Madrid to impose direct rule in a crisis but it has never been invoked. BBC Madrid correspondent Tom Burridge says that for Madrid this is about upholding the rule of law in Catalonia, protecting the Spanish constitution and disciplining what it sees as an unruly, disobedient devolved government. However, the central government wants to minimise the risk of large-scale demonstrations, our correspondent says. Civil servants and government lawyers have thought long and hard about what measures to adopt and when and how they should be implemented. Spanish Prime Minister Mariano Rajoy had set a deadline of 10:00 local time (08:00 GMT) for Catalan leader Carles Puigdemont to offer a definitive answer on the

The article says: “If a selfgoverning community does not fulfil the obligations imposed upon it by the constitution or other laws, or acts in a way that is seriously prejudicial to the general interest of Spain, the government... may... take all measures necessary to compel the community to meet said obligations, or to protect the above-mentioned general interest.” It is thought the measures implemented could range from taking control of the regional police and finances to calling a snap election. Spain’s Senate, controlled by Mr Rajoy’s conservative Popular Party (PP) and its allies, would then have to approve the list. Analysts say Article 155 does not give the government the power to fully suspend autonomy, and it will not be able to deviate from the list of measures. Mr Puigdemont said in a letter to Mr Rajoy on Thursday morning that the independence declaration remained suspended but this could change.

Brexit: May demands urgency on citizens’ rights THERESA May has called for “urgency” from EU leaders on the issue of citizens’ rights after Brexit - and said “concrete progress” was being made in negotiations so far. Arriving at a key summit in Brussels, the PM also promised “continued cooperation” on defence and security. Earlier she sought to reassure EU citizens living in the UK about Brexit. Campaigners welcomed her message but said it seemed more aimed at persuading the EU to progress Brexit talks. Mrs May was expected to address EU leaders at the summit. The leaders of the other 27 member states were then set to consider the overall progress in the talks so far. At a meeting on Friday, at which the UK will not be present, they are expected to conclude officially that “insufficient progress” has been made on the first topics for discussion to move

onto the second phase of trade discussions. Mrs May spoke of her desire for a future partnership with the EU as she arrived in Brussels. “At the heart of that remains cooperation on the key issues and dealing with the shared challenges that we face,” she said. She added: “We’ll also be looking at the concrete progress that has been made in our exit negotiations and setting out ambitious plans for the weeks ahead. Nineteen US states sue to keep Obamacare cost-sharing measures A COALITION of 19 US states has asked a federal judge to force the White House to continue Obamacare cost-sharing payments to insurance companies. Last week the White House said it would end the payments - aimed at reducing costs for low-income customers - after determining them to be illegal. A bipartisan deal to extend the subsidies has soured within a day of its announcement on Tuesday. President Donald Trump at first praised the deal before saying he opposed it. The 19 Democratic state attorneys general asked a federal judge in northern California on Wednesday

to quickly issue a ruling, requiring the White House to keep the costsharing payments. Republican Senator Lamar Alexander, the chairman of the Senate health committee, and Senator Patty Murray, the panel’s top Democrat, said on Tuesday they had reached an agreement to temporarily continue the funding. The payments - which the White House chose to end last week after Mr Trump’s Department of Justice ruled against them - would continue for two more years under the proposal. Mr Trump offered mixed opinions on the deal, at first appearing to take a share of the credit for the deal.

“The solution will be for about a year or two years, and it will get us over this intermediate hump,” he told reporters at the White House. But in the following hours the proposal came under fire from members of his Republican party. By Wednesday morning the president tweeted: “I am supportive of Lamar as a person & also of the process, but I can never support bailing out ins co’s who have made a fortune w/ O’Care.” Mark Walker, who heads the influential Republican Study Committee, earlier described the bipartisan compromise. Tom Cole, a Republican lawmaker from Oklahoma, said: “None of our

guys voted for Obamacare.” “They’re not very interested in sustaining it,” he told the Washington Post. Republican House of Representatives Speaker Paul Ryan showed no interest either. “The speaker does not see anything that changes his view that the Senate should keep its focus on repeal and replace of Obamacare,” his spokesman Doug Andres told Reuters news agency. Critics have warned that Mr Trump’s decision last week to end the payments would destabilise the healthcare markets by leading to higher premiums. They argue it would leave more

people uninsured and cause some insurers to abandon unprofitable markets. The bipartisan compromise would allow states more flexibility to waive some Obamacare policy requirements so consumers can buy cheaper plans, say its adherents. Last week, the president also signed an executive order to allow the sale of insurance plans that are exempt from some Obamacare regulations. Shannon Kepler was off-duty in August 2014 when he shot and killed 19-year-old Jeremy Lake, the young Tulsa man who had been dating his daughter Lisa. The 57-year-old police officer has said that he was acting in selfdefense, saying at trial that he believed Lake had a gun and that “it was either him or me.” No weapons were found on Lake or at the scene of the shooting. Lake’s aunt said that her loved one was extending his hand for a shake when he was shot.

Three previous trials over the past year failed to reach verdicts on murder charges, with frustration over the resulting mistrials leading to criticism that the juries had a low number of black members. Lake was biracial but identified as black, and Kepler is white with partial Muscogee Nation heritage, according to the Tulsa World. Kepler was convicted of manslaughter late Wednesday night after a judge repeated the decision from a previous trial allowing the jury to consider the less serious charge instead of murder. The jury recommended that he serve 15 years in prison, though sentencing is scheduled for Nov. 20.

At present, parents in Scotland can claim a defence of “justifiable assault” when punishing their child - although the use of an “implement” in any punishment is banned, as is shaking or striking a child on the head. There are no bans on smacking in England, Wales and Northern Ireland, where parents are currently allowed to use “reasonable chastisement”.

UK financial regulators and the Serious Fraud Office are to review if banks HSBC and Standard Chartered are linked to a South Africa corruption scandal. It comes after Lord Peter Hain said the banks may “inadvertently have been conduits” for laundered money. The Labour peer told the House of Lords that up to £400m of illicit funds may have been moved by the banks. His concerns relate to links between South Africa’s President Jacob Zuma and a wealthy business family, the Guptas. The peer has written to the Chancellor Philip Hammond, telling him a whistle-blower had indicated the banks “maybe inadvertently have been conduits for the corrupt proceeds of money”. Lord Hain told the BBC he named 27 people in the letter, in addition to companies, adding that any person or firm linked to alleged corruption in South Africa is “going to be badly contaminated”. A three-judge panel of the 1st U.S. Circuit Court of Appeals in Boston upheld a lower court ruling dismissing Kathrine McKee’s lawsuit against Cosby. The former actress said Cosby defamed her in a letter that his lawyer sent to the New York Daily News demanding a retraction of a 2014 story about McKee’s rape allegations. The judge who dismissed McKee’s case said the letter was protected by the First Amendment. McKee, who said Cosby raped her in a Detroit hotel room in 1974, was among dozens of women who came forward with allegations against the actor once known as “America’s Dad” for his TV role as Dr. Cliff Huxtable. Cosby has denied all allegations of wrongdoing. Alan Greenberg, an attorney for Cosby, said in an email that they are pleased

Olympic gymnast Maroney says team doctor repeatedly molested her OLYMPIC gold medalist McKayla Maroney said she is a longtime victim of sexual assault at the hands of her former USA Gymnastics doctor. Maroney identified convicted sex offender Larry Nassar as her repeat abuser in a statement inspired by the “Me too” movement, which encouraged women to say they are victims of harassment or sexual assault. The abuse began at a Texas training camp when she was just 13 years old, Maroney said, and continued for at least seven years — when she retired from gymnast competitions. “It seemed whenever and wherever this man could find the chance, I was ‘treated,’” Maroney wrote. “It happened in London before my team and I won the gold medal, and

it happened before I won my Silver.” She said the worst of the abuse took place during the 2011 world championships in Japan, when she became a

Gordan Hayward underwent surgery to repair a dislocated left ankle and a fractured tibia in Boston on Wednesday night, a procedure that was labelled a success.

Hayward unlikely to return this season after surgery on leg CELTICS All-Star forward Gordon Hayward is unlikely to return during the 2017-18 season, his agent, Mark Bartelstein, told ESPN’s Adrian Wojnarowski. Hayward underwent surgery to repair a dislocated left ankle and a fractured tibia in Boston on Wednesday night, a procedure that Bartelstein labelled a success. “We expect him to make a full recovery and return to his All-Star form,” Bartelstein said. Earlier Wednesday, Hayward taped a video message to Boston fans from his hospital bed, and it aired to thunderous applause before the Celtics’ home opener on Wednesday night against the Milwaukee Bucks at TD Garden. Marcus Smart, the longesttenured Celtic on a team that returned just four players from last season, was scheduled to deliver an address before the game. Smart instead directed attention to the video board for Hayward’s message. Wearing a hospital gown, Hayward told fans he’ll be “all right” and said it pained him not to be with his teammates in Boston. “What’s up, everybody? I just wanted to say thank you to everyone who has kept me in their thoughts and prayers,” Hayward said. “I’m going to be all right. Ellington still in pain after crash BRITISH sprinter James Ellington says he still experiences “a lot of pain”, 10 months after the motorbike accident that nearly killed him. Ellington suffered a fractured tibia, fibula and pelvis when he and training partner Nigel Levine were hit by a car in Tenerife in January. He has since undergone three surgeries and spent time in a wheelchair. Ellington cannot yet put enough pressure on his damaged leg in order to run as the bones are still not fused, but he is hopeful of being pain-free next month. The Croydon Harrier became the first professional athlete to have a carbon-fibre rod - fixed with screws at the top and bottom of his shin inserted in his leg. The rod is strong, but not as stiff as most traditional metal implants, so it works more like a natural bone and is expected to speed up recovery.

Sports Interational SA football boss Jordaan reportedly ‘raped singer Jennifer Ferguson’ SOUTH African singer and ex-MP Jennifer Ferguson has accused the country’s football boss Danny Jordaan, 66, of raping her nearly 24 years ago. He “overpowered” her and “painfully” raped her in a hotel in Port Elizabeth city, she has alleged in a blog. Mr Jordaan, who organised the 2010 World Cup in South Africa, has not yet responded to a request for comment. Now living in Sweden, Ms Ferguson said she had been moved by the #MeToo campaign on social media to speak out. She said the attack took place when she was “high and happy” following her unexpected nomination by Nelson Mandela’s African National Congress (ANC) party to serve in South Africa’s first democratically elected parliament in 1994. Mr Jordaan, a prominent member of the ANC and president of the South African Football Association, came to her hotel suite after she had given a performance at a dinner. “He overpowered me and painfully raped me. Rio Olympics head Nuzman charged with corruption PROSECUTORS in Brazil have formally charged the former head of the country’s Olympics committee with corruption over the Rio games. A payment of $2m (£1.52m) was allegedly made to secure votes for the Rio bid. Carlos Nuzman denies running a criminal organisation, money laundering and violating currency laws. Lamine Diack, a Senegalese former head of the global athletics

body, and his son Papa Massata were also charged, and also both deny wrongdoing. Mr Nuzman was arrested on 5 October. According to the indictment, he and the former governor of Rio state, Sergio Cabral, “directly solicited” the $2m payment from Brazilian businessman Arthur Soares. At the time, Lamine Diack was an influential member of the International Olympic Committee (IOC).

Simmons excited to start college season TCI’s basketball player Dwaine Simmons is excited about his upcoming season that tips off on November 4. The Grand Turk born player, who now attends the Dakota College at Bottineau said that his team has been training two hours per day on the court and an hour in the gym leading up to their opener and have been pumped up after their coach describing them as his “most talented team” at the college. “I’m very excited for this season, because I believe we can win it all if we work hard enough for it and I’m looking forward to showcasing my talent to other coaches and fans.” The hybrid forward, who is also a member of the TCI Rising Stars Basketball Club was very appreciative of the RSBC. “They were the ones who got the connections for me to come here. They helped me with my training all summer to get me in the best shape I can before I came here and I am very thankful and

appreciative for all the time they spent on me.” The 22-year-old said that the club has had a few practice games leading up to the start of the National Junior College Athletics Association League. He was set to travel to Canada with his team on Friday. In terms of his role, the 6’6 player, who attended the HJ Robinson High School before the Tabernacle Baptist Christian Academy in Freeport, Bahamas and prep school in Texas, wants to focus on his all-round game. He wants to become more than a mid-range shooter, who can drive to the basketball. He also wants to continue hitting the boards hard and to develop into an elite defender. Simmons is already one of the main rebounders on the team. Outside of basketball, the Business major said that school is going great. “My midterm grades are As and Bs and I’m quickly learning how to balance ball and school.”

THE Turks and Caicos Islands Rugby Football Union (TCIRFU) will focus on rebuilding and restarting programmes after Hurricane Irma and not on international fixtures PRO Tom Greenfield told the Weekly News on Thursday. “Due to the hurricane, and the repairs to the field, we will not be travelling to Mexico for the 7’s.” The Rugby Americas North (RAN) Sevens tournament is set for November 25th and 26th in Mexico City. The new PR head added that the TCIRFU would re-focus its attention on the men’s game from early next

year. TAG RUGBY With most of the lights back up at the Meridian Field, emphasis is on the start of the tag season. On Thursday evening, new and returning players (both males and females) were expected to register into teams for a next Thursday start. “Newbies, seasoned, young old, men, women are all invited. We are looking to make this the biggest tag league so far.” Due to the late start, the season would likely run into 2018 with breaks for Thanksgiving and Christmas.

Women’s rugby training has already began and will continue every Wednesday evening from 18:30h. According to Greenfield, women’s captain Tiandra “is especially keen for new players to join. It’s a great way of keeping fit for free and improving those coordination skills for better dance moves.” Clifton Simeon is set to start Junior rugby this Saturday. New players are welcomed. The TCIRFU has also decided on a date for its Fall Ball. The event would take place on November 11 at a villa in Blue Hills.

Woods gets green light from doctor to ‘do as much as he needs’ TIGER Woods has suffered a number of setbacks getting his career back on track but the latest medical update on the golfer offers a more optimistic assessment of his recovery from his most recent bout of back surgery. According to the American’s agent Mark Steinberg, doctors have cleared him to “do as much as he needs to do.” “He got a nice report and is allowed to proceed,” Steinberg told ESPN. “He can do as much as he needs to do. Tiger is going to take this very, very slowly. This is good, but he plans to do it the right way.” Steinberg did not immediately

respond to CNN’s request for comment. The 14-time major champion hasn’t played a competitive tournament since his withdrawal from the Dubai Desert Classic eight months ago, and has undergone four back operations in the past three years. Woods hasn’t won on the PGA Tour since the 2013 WGCBridgestone Invitational and told CNN Sport in February he feared he’ll “never feel great again.” But on October 15, the 41-yearold posted a video of himself on Twitter hitting a promising drive

Forbes becomes first San Antonio FC player to score double-digit goals in single season NATIONAL football captain Billy Forbes broke the San Antonio FC single season scoring record when he found the back of the net against Rio Grande Valley FC on Saturday night at home in a United Soccer League Western Conference clash. Forbes’s 29th minute strike was his 10th of the season, one more than previous all-time leader Rafael Castillo in the club’s young history. The pumped up 26-year-old, who called the win “great” has found form in the last few weeks, having scored in three of his last five matches. Scoring is not the winger’s only skill; he is also a wonderful passer. He assisted teammate Ever Guzman in scoring his second goal in the 3-1 win. The assist was Forbes’s eighth for the season, another San Antonio FC record. It also ties his 2014 performance with the now defunct San Antonio Scorpions. San Antonio FC, who finished with the second best record in the conference, will meet the number seven seed Tulsa Roughnecks FC in the Western Conference Quarterfinals at Toyota Field (home ground) on Saturday evening.

Bien-Aime confident that football will recover from the hurricanes PRESIDENT of the TCI Football Association (TCIFA) Sonia BienAime is confident that football will return to normal on the islands. She told the Weekly News that the association is still recovering from the damages of the destructive hurricanes, but that programmes were restarting. Youth development programmes on Provo and North/Middle Caicos have restarted while the FA is assessing South Caicos and Grand Turk. REPAIRING AND REBUILDING “The storm has impacted many of us throughout the TCI,” the FA head said. “Our organisation is now focused on repairing and rebuilding our infrastructure and programmes to provide that outlet for our players

and stakeholders to help them get back to normalcy. We will also be putting on a relief aid initiative to help our players and families who were affected by the storms. This will be done on all of the islands where we currently have programmes and the dates will be announced soon.” The FIFA executive member said that the artificial pitch surface has sustained damages from flying debris and that all lights were destroyed. “We’re unable to use the full pitch until it’s repaired, and we wouldn’t be able to use it at night until the lights are replaced, but we can use sections to carry on with our grassroots programmes.” BEACH SOCCER Beach soccer is also affected and

Bien-Aime feels it might be a few months before the sport returns, since the association would have to refill the sand pitch and replace the beach soccer nets. Some competitions were also pushed back, including the InterIsland Youth Football Festival. The U11 competition would now take place early next month, while the U13 is set for December. Bien-Aime added that prior to Hurricane Irma, the association was getting ready to host the Barbados Men’s National team in early November, but because of the damages to the facility and due to the host hotel and other hotels on the island closing, Barbados cancelled. The associations are now negotiating a new date.

Sonia Bien-Aime said that the TCIFA is now focused “on repairing and rebuilding our infrastructure and programmes”.
