“Good time to be coming to TCI” –newly sworn-in Governor Freeman ON his arrival here in the Turks and Caicos Islands on Sunday, October 16, Deputy Governor and Acting Commissioner of Police at the Providenciales airport warmly greeted new Governor Dr John Freeman and his wife Corinne Freeman. The couple was then whisked off to Grand Turk the following day for the swearing-in ceremony and the official welcome parade by the Royal Turks and Caicos Islands Police Force and the school children in the country’s capital. Dr Freeman was then officially welcomed to the House of Assembly in the NJS Francis Building by the Chief Justice, the Premier, the leader of the opposition and other members of the Assembly. He was then officially sworn in. In his address to the House, Dr Freeman, who revealed he had previously visited the TCI before his official posting, stated that in his representation of the Crown here in the TCI, he intends to learn as much as he can and share in the cares, concerns and aspirations of the people of the Islands. ‘I have read and heard a great deal about the history and attainments of these Islands, your Islands. I want however to learn more about TCI directly, by engaging with all of those who live here, by looking and

The Governor added that the memory he retains from his first visit to the TCI, several years ago, is one of warmth. As such, he said he did not hesitate to accept the posting by the Foreign and Commonwealth Office (FCO). In his remarks he touched on the role of the public sector, representatives of which he will soon be meeting with, and the role of the judiciary. He noted that issues such as the independence of the judiciary, the independence, competence and integrity of the public service including proper financial oversight, are not acquired quickly or easily. He remarked that such independence under the law is hard won, and, unless nurtured with care, can all too easily and speedily, be lost. “In TCI these aspects of good governance have also been hard won. I am sure precisely because of this that they are especially cherished.” The Governor further observed that in the achievement of continued economic growth and prosperity, the role of the local business community is vital. Touching on his previous posting in Singapore and his responsibility for the promotion of trade and investment, Dr Freeman said he hopes to draw on that experience and engage helpfully with and for the local business community and even
externally. Dr Freeman also expanded on what he understands his role as Governor and what the people of the country can expect of him during his three-year tenure. “I want to work closely with the TCI government, our government. I want to contribute to problemsolving initiatives of benefit to TCI. “I want to be a co-operative partner going forward, listening more than talking. I want to help find common sense answers to matters of concern to these Islands. And, of course and in all humility, I realise and start from the recognition that the people of these Islands know the kind of future they want to have for themselves and for their families; and ultimately it is for them to decide what future they want and for them to work for that future. “As your Governor I want to contribute positively to the
attainment of that future.” He encapsulated his role as one of service; assuring that he will play his part under the constitution. However, while Freeman intends to stick to his role as defined by the constitution, not all are pleased with his or other British appointments made in recent times. On the heels of the swearingin ceremony, former Premier and controversial figure Michael Misick called for the removal of police commissioner James Smith, while calling the need for yet another Governor, as un-democratic. Misick called for the new Governor to remove James Smith and save the police force as a matter of urgency. Meanwhile, over the coming weeks Dr Freeman will be meeting with government ministers and a cross section of officials and people of the TCI.

Former Digicel employees protest against recent dismissals BY DAISY HANDFIELD THE SACKING of seven Digicel employees led to a protest in front of one of the company’s branch offices in Providenciales on Monday. The group was accompanied by two former premiers of the TCI, Oswald Skippings and Michael Misick, and former principal of the Long Bay High school, Carlton Mills, and other residents who deemed the dismissals ‘unfair’. Skippings said in an interview that the people of the Turks and Caicos Islands (TCI) are lacking representation, which is the reason why many employers feel they can play politics with the workers. “Our people need representation and we, the PDA, will provide that representation. We will stand up, we will represent our people, and we will make our voices heard and our presence felt. In fact, we are committed to doing whatever it takes to bring about a level playing field to provide jobs and business opportunities for Turks and Caicos Islanders and to secure equal rights and justice for our people, especially our aspiring youth.
“We cannot allow this oppressive discrimination to continue to prevail against our people in their own country. We are not ignorant, we are not incompetent, we are not mentally retarded and we are not helpless. “Therefore, we must begin to demonstrate that we are willing and able to stand up, fight for our rights and take our country back; come hell or high water,” Mr Skippings said. Last week Mike Misick issued a statement describing the layoffs as an insult to the country and to its people. Mr Misick said: “The recent decision by Digicel to terminate the employment of a number of Turks and Caicos Islanders, while retaining the majority of their expat workers, is an insult to Turks and Caicos Islands and its people. This is indeed a dark day as the efforts of TCI Governments to ensure that we have one of the most educated populations per capita has been frowned on by a CEO who is also on work permit. “Digicel has reaped the fruits of this market, the company has indeed been given every reasonable
privilege and opportunity that a company of its nature can receive in an island nation. The Turks and Caicos Islands’ Government has even transferred a century-old contract that was formerly held by Cable and Wireless/LIME to Digicel and pays to the tune of millions of dollars annually. The people of the Turks and Caicos by and large are loyal to the communications company, but today it appears that that loyalty is not reciprocal. Misick added that it is important that corporate entities such as Digicel understand that Turks and Caicos Islanders must have first preference in this our country and actions such as the one demonstrated this week on their part will not be tolerated. Local taxi driver Lloyd Stubbs reiterated what Misick said and added that he along with his fellow taxi driver colleagues will stand tall with the redundant workers. “We are saying that we are going to be here for the Turks and Caicos Islands because we need to keep food on the tables in the TCI and not having this money continuously sent overseas. We are tired of it; this is not political, this is a stand that we
as Turks Islanders believe must be done, or employers will feel like all Turks Islanders can be fired,” Stubbs said. Officials from Digicel issued a statement assuring the public that
the redundancies were a product of a restructuring exercise. The statement explained that “the restructuring process has naturally resulted in a small number of roles being made redundant.”
Halfway House for TCI ON FRIDAY (October 21) the sod will be officially turned to allow the construction of the first ever ‘halfway house’ in the Turks and Caicos. The move is a joint initiative of the Drug Prevention Foundation and the Government designed to assist in the re-integration of drug offenders placed on parole by the courts. It is intended to serve as an aftercare program for substance abuse clients who have completed inpatient services but need additional support. The facility will also serve as a custodial program for alternative sentencing of first time nonviolent drug offenders.
It is also hoped that it will increase the participants’ ability to function in a socially acceptable manner and reduce their reliance on criminal behaviour as well as on drugs and/or alcohol. Other expected benefits of the project include a reduction in recidivism (reoffending) among drug offenders, a reduction in numbers of drug offenders, a reduction in drug related crimes and a reduction in the level of poverty associated with loss of income resources to substance abuse. The site for the facility is located on South Dock Road, Providenciales.

The Policy Proposal by the Hon Oswald Skippings as Leader of the PDA is brilliant, so obvious and novel, that it may have been easy to miss by the Powers that be. It seems that the youth, confident that they can “get away” with anything, are free to do what they like. They take a shortsighted approach to the issues and the realities of Life. Being a former Chief Minister and Minister of Tourism, the Hon Skippings is well aware that Tourism is a sensitive product for these islands and more critically our Economic Mainstay. Crime can wipe out all that we as a people hold dear to our lives. It must be seen as the voice of experience. The Government and the House of Assembly must act quickly on the Policy Suggestion and not wait until the Elections to review Fines. In some cases, there are Rules, Regulations, Orders in Council, i.e. secondary legislation, that require only Cabinet review and approval to be amended. In many cases, where Fines are the Subject of an Ordinance, a Brief Amendment Bill could be introduced in “NO-Time Flat” to be tabled in Parliament and with the Support of the Loyal Opposition, passed ASAP. It is a pity that they have abolished the Death Penalty. There is a further measure to bring in Bahamian Police to get “them” ie the Perpetrators but resisted owing to Political Sensitivities. They don’t want the Police Upsetting certain demographic group and ethnicities, which have a negative impact on votes so close to an election. Government needs to chose: either we live in Peace or die from harboring Crime. All in all the Government, the Public, the Opposition and all stake-holders should get behind this Policy Initiative of the Hon Skippings, support it fully and get additional measures enacted to stave off this new crime culture. Our Youth also need leadership, guidance, awareness and dealing with before they get to this stage of
hopelessness. We also need to see who is coming “in here” from the US, UK, on Deportation Orders and “hitting the Street to do as they like”. There should be some monitoring these hardened crew who are kicked out of Bigger Countries because even there where crime is US Culture, those youth have in their eyes reached that “Point of No Return”. New measures of the Skippings Policy Proposal may go somewhere to meeting that issue head on.
Cart before horse
Although the recent handing out of suspended sentences to two young robbers makes one wonder what the judge was thinking, I fear that Mr. Skippings is putting the cart before the horse here! Before we can even think about the sentencing issue, we have to APPREHEND AND CONVICT the perpetrators first, and it seems to me this is where our legal system falls drastically short. Either the police can’t make an arrest or, when they do, the evidence is so poor or so mishandled by the officers involved, or the laying of charges and subsequent prosecution are so badly bungled by the Crown Attorneys, that all too many “guilty” persons end up being acquitted. Anyone who does not realize that crime in the Turks & Caicos Islands is following the same path as it has in the Bahamas, with likely the same effect on tourist volumes, is REALLY hiding his head in the sand!
Prevention is key
Only a small slice of a huge pie. We should focus on prevention to avoid creating victims and loss of property or life. That is an outdated approach and will not serve as a deterrent with the low detection rate that we have. Criminals will take the chance because it is a 30% chance that they will get caught. A comprehensive strategy like the PDM’s 12 Point Plan must be considered. Longer term sentences will breed hardened criminals and in this climate, not even the Government will hire them. The PDM has been calling for a national conversation on this long time and I am hoping that we would do just that but this piece meal, reactive approach will not solve anything. We need real comprehensive strategy.

facility more than anything. Letting 18 year old criminals walk out free is not the way to go. Also, stiffer penalties will mean nothing if the jails are overcrowded and the parole board keeps letting them out.
Secure the borders
Penalties are not the solution. We need to tighten our immigration policies and tighten our borders
Not that simple
Not that simple. The US had all the stiff penalties it could devise. A Black youngster smoking his joint on the corner not being involved in any criminality of rape, murder, theft and the like and “three strikes” and he statutorily gets 25 years without chance of parole. Nice solution - huh? Then, the Wall Street crooks that just about tank an entire country into bankruptcy and destroy millions of lives and livelihoods simply don’t get prosecuted. Please, think, apply the equivalent US experience to TCI. What are you talking about? The real issues are - rehabilitation proactive community policing - and - well much more - just think. The Rudy approach out of New York appeals to voters at the get go and most basic level. But convenient political rhetoric without carefully formulated solutions gets no one anywhere John or Jane wins an election - so what? Real solutions take a lot more than Donald Trump style rhetoric and/or recommendations - being ultimately tried and tested failures. It needs serious analysis and much, much more than mere political posturing.
Not the solution
While it is true that stiffer penalties are warranted they are not the solution to crime. This has been proven in countries which tried tough penalties. Skip has failed to check. It was the promises of free jobs which required little or no work. It was the booze parties the casinos and high life of the government members which created expectations and now frustrations. That has created the backlash called crime. However Mr. Skippings cannot call out his buddies in the administrations that created the frustrations and the crime wave. He named his new party Progressive and it was Progressives that caused the crime.
Where was Skip?
Where was Skip when crime in government began the down slide that started the crime wave. He has never hesitated to preach negative but during the last election he failed to address what was going on in the Misick government who now end up with their entire cabinet and relatives in court. We are waiting to hear from double O what he prescribes as proper punishment for these former leaders.
Catch em first
Cart before the horse. We need to catch them first. Quit talking & train the police so they are able to catch the criminals and successfully prosecute them & send them to jail.
Perhaps offer rewards to the large portion of the population who know the criminals. Might actually do the right thing & turn these creeps in via CrimeStoppers.
Pigs might fly
Not a bad idea, deterrents can work. But as they say “pigs might fly”. Laws and the judiciary here are influenced by the libertarian thinking prevalent in the UK and EU nowadays. Ask the average person and they would say they want aggressive policing towards violent and serious crime and perhaps routine patrols to catch dangerous driving culprits (it’s like Death Race 2000 on the Leeward Highway). Instead we get them nicking people driving a few miles over the speed limit or legions of them checking driving licenses at rush hour in the morning. Most people have experienced burglaries here and know that the police follow up is a waste of time; a simply ‘going through the motions process’. Mind you, they must be reported, otherwise you have Government bleating that we have “low crime” to excuse themselves from the neglect. Serious crime detection is at an all time low.. The trouble is that to the criminals this place is a ‘soft touch” with little or no chance of them being detected. They figure they are up against Mack Sennett and the Keystone Cops. The bottom line is that there is simply no effective policing here when it comes to serious crime. Worryingly, it makes for a bleak future unless serious money is invested in it.
Police is the problem
The penalties aren’t the problem. The police and their inability to solve crimes and put criminals away and the legal systems lack of desire to keep them there is the problem. That said, when criminals are caught and sent to jail, they are ignored and forgotten only to come out of jail and still be anonymous enough to easily become repeat offenders. I believe the criminal should be removed from their cell every day for two weeks and displayed down town locked up in a set of stocks with a placard around their neck describing his(or her) crime. Rotten eggs and tomatoes should be on sale at the same time for law abiding citizens to express their feelings towards criminals in their midst. Bring back public shaming. Many crimes are committed here by repeat offenders. We should adopt the USA’s “3 strikes rule” so repeat offenders eventually are locked up for life. Further, any crime against a tourist (the undisputed life blood of this country) should be classified as treason. The penalties for this “crime against the country” should be double or triple the penalty for the same crime against anyone else. Their placard can simply read “Traitor”

Safety and security of the populace at the top of PDM`s agenda BY OLIVIA ROSE THE SAFETY and security of islanders, residents and visitors will be at the top of the People’s Democratic Movement (PDM) agenda in the upcoming general election campaign. This is according to PDM`s Chairman Doug Parnell who unveiled his party`s plans to focus on people-centered development under a PDM government. Parnell, in a release issued last week, pointed out that the safety and security of people living and working in the Turks and Caicos Islands is chief on the party’s scheme. He said :“ We understand the fears, hunger, thirst and the deep longing that exists in the minds, hearts, bellies and souls of our people, which can only be calmed, satisfied, quenched, and fulfilled through political change. “We know that our constituents are tired of politicians who make lofty promises during a campaign that remain unfulfilled. “We also know that an outgoing government can sometimes try to preempt the ideas, plans and policies
for change that are contemplated by their political opponents.” Parnell noted that despite these tactics the PDM thought it necessary to release its 12-Point Crime Plan early in the campaign.” Coupled with this, he reminded that the PDM has fought for people who have lost their homes, businesses and property through what he deemed ‘an unholy’ arrangement with the Government and TOLCO. Parnell said: “The PDM, in opposition, has been working assiduously, demanding real change in Crown land, in labor rights, in environmental protection, economic relief, the rights of stateless children, expanded access to educational opportunities, civil servant benefits, infrastructural development and maintenance, health care reform, development opportunities, and immigration control.” He asserted that none of these issues have been holistically addressed to date. He explained that: “The numbers in Parliament to enact laws remain with the government which is precisely why a campaign that details specific credible plans and
policies is on the horizon to improve our numbers in parliament with buyin and the support of the people.” Turning his attention to creating and sustaining a strong economy, another prime component of the party`s agenda, he pointed out that based on his extensive experience as President of the Providenciales Chamber of Commerce he has been able to identify several key characteristics of the Turks and Caicos Islands economy. “I recognized and reported then that the fundamental attributes of the
Turks and Caicos Islands, which it had enjoyed for decades, and which make it an ideal place for growth, investment and economic prosperity are the “Four No’s..No Income Tax, No Capital Gains Tax, No Property Tax, and No Exchange Controls. “Additionally, permitting foreign ownership of land supports this economic environment as well as our labor and business-licensing regime, which is one of the most liberal in the region. “However, what has really caused the Turks and Caicos to flourish is the friendly and tolerant attitude and nature of our people coupled with the skills and abilities of our people and residents alike to run a soon to be billion dollar a year economy. “Yes we are small but we have massive promise. These intrinsic qualities when put into the hands of the right government can bring us back on track to wealth and prosperity for years and decades to come.” In addition to the party`s highly touted 12-Point Crime Plan, corresponding initiatives will be implemented to bring about a vibrant and affluent business climate, while providing better income earning

He said: “When I first returned from the University of the West Indies and began the second phase of my teaching career, I met problems in the education system. “Teachers were complaining and frustrated from the lack of adequate response from the administration to provide any redress to the different issues. It was out of this that grew my motivation to start a Teacher’s Association. “In no time I embarked on a mission to let the voices of the people be heard. I took self-funded trips to every island where I met with teachers and conducted meetings seeking their support. With the help of people like Celia Bradley and many others we successful pulled of

I recall Mr. Mark Capes, accompanied by police in khaki, came to the Oseta Jolly Primary School where I was teaching at the time . In boiling fury and heavy confrontation we maintained our stands. “We were summoned to Grand Turk and with a team conducted negotiations on behave of teachers for some needed changes. There were efforts made to fire me and I recall even being summoned to Mrs. Astwood’s office where I met two British personnel there to ‘talk out’ my termination. I simply pulled my constitution, quoted the law and left. Others were threatened with being

opportunities for workers, all while paying keen focus to improve our physical environment and infrastructure. Parnell said: “Detailed plans for each constituency will be unveiled to address the specific needs of each community. “In North, Middle and South Caicos our primary objective will be to develop a sustainable economy so that our people can have opportunities at home. “Our islands will be united through a link from Providenciales to South Caicos by building bridges across our beautiful waters. “This will ultimately light the path to future prosperity. For the nation’s capital, Grand Turk, and the historic island of Salt Cay, the vision for the future has already been written that will lift these islands up to the prominence they so justly deserve.” He revealed that in the upcoming months, the party`s leader Sharlene Cartwright-Robinson, will champion these and other initiatives in a campaign that is expected to bring about dire political change in the country for the betterment of all people.
“Shut it down!” – Local attorney Finbar Grant weighs in on Digicel saga
BY OLIVIA ROSE LOCAL Attorney at law Finbar Grant, has weighed in on the recent Digicel redundancies, urging those retained workers to stand in solidarity with their colleagues and shut down the organization. The public was outraged this week after news broke of the telecommunications giant ‘Digicel’severing some seven people from their payroll after a restructuring exercise by the company. Chief executive officer, Sinead O`Marcaigh, said the company has invested heavily in their networks and processes in the TCI over the past three years. In what some call a public relations stunt to do some damage control ,O`Marcaigh said : “This
investment sees us restructuring our business to keep putting our customers at the heart of everything we do, which in turn will mean better customer service, faster response time and integration of all products and services into a streamlined highly functional organization. She added that: “The restructuring process has naturally resulted in a small number of roles being made redundant.” But Local attorney and activist Finbar Grant said: “Shut it down, lock it up, stop production, stifle the profits you will get management’s attention. In a media release Grant acknowledged that some politicians will call him irresponsible and reckless from his stance on the issue but he is adamant that workers need

He said: “What we fail to recognize is that the workers are the engine that powers and drive production and without that engine there is no profits. He added that: “If you don’t participate, thinking you are protecting your job, you just made it easier for management to have their way with you when they want. There is a saying: today for me, tomorrow for you.”

NHIP Amendment Bill 2016 passed – Plan lauded by PAHO and countries in the region BY OLIVIA ROSE THE NATIONAL Health Insurance Amendment Bill 2016 was passed in the House of Assembly at its meeting on Tuesday, October 18, with an aim to ensure that healthcare is accessible and affordable to all. Premier and Minister responsible for Health, Agriculture and Human Services, Dr. Rufus Ewing, had carriage of that Bill and told the House that the bill seeks to guarantee access to optimal healthcare. He explained that: “The national Health Insurance plan was conceived to be a social health insurance plan, and the objective is to ensure that those who are most vulnerable in our society are the ones who are protected through the social protection legislation. “The principle of the plan is that those who have will pay more for those who have not, or during the time of your productive years, you pay to cover those less productive years when you reap most of the benefits. “This plan also has a principle engrained in it. What we call universal health, means that we do as much as we can to ensure that as much of the population is covered with some kind of basic health coverage.”
Premier Ewing noted that this aspect of the plan is important, from a health perspective, since it makes certain people get basic health care, while serving as means for financial protection. He noted: “With the pooling of resources from employers and employees and Governments combine, the financial burden on each of us as individual is lessened.” The Premier had the opportunity to present the National Health Insurance Plan at a special health forum during PAHO’s Directing Council Meeting in September. Premier Ewing shared that the Plan is seen as a ‘model plan’ by many countries throughout the region, which are now seeking to emulate such a plan. He said: “This National Health insurance plan, I must say, is one that has been given much praise and accolades throughout the Caribbean and throughout the world. There are just a few of such plans that exist in our region, and there are many countries who are now looking to us as the trailblazers in this region to see how we go about designing, implementing. “And looking at lessons learned from us, mistakes that we would`ve made or gaps that we would’ve had and how do we overcome those

challenges. “Just the end of September I presented at PAHO`s directing council on a special session, which is a health forum called “Investing for Universal health.” During that session our national Health insurance plan was one that I presented and highlighted and it was lauded as a model that other countries can indeed try to follow. “Even though these things vary from country to country, based on demographic and the pedigrees of individuals and stakeholders that exist in the country.” “Our neighbors to the Northwest, the Bahamas, whom this plan was indeed modeled after, are now still struggling and having challenges implementing their national health insurance plan. “The British Virgin Islands just
recently implemented their national health insurance plan and they`ve just recently visited us on few occasions and consulted with us as to how they go about it ,even though theirs may be a little bit different from ours because of their local circumstances. Premier Ewing said the Turks and Caicos Islands are blessed to have such a robust plan that the world is looking to adopt and implement. Although, the bill is one that got the support of members of the House, Opposition Leader Sharlene Cartwright-Robinson said there is need for a comprehensive review of the National Health Insurance Board. She said: “To see how it’s working and how we can tweak it further to better serve the people of this country, but I welcome these amendments with two concerns. “One that I had hoped to see and
one that’s I think is a bit restrictive and one that I think we need to look at what presently obtains now on the ground, and challenges that I know exist with individuals who are subscribers to national health insurance and the first concern for me, Mr. Speaker, is the definition of ‘independence’, and unemployed spouse, the grandchild of a subscriber, a parent or grandparent of subscriber. “We do have legal relationships with persons who are guardians. The children are not considered ‘child’ but they`re in guardianship-relationship, and I want to make sure that that is going to be included or considered. In solidifying her argument she emphasized that: “There has been a situation that I’m aware of and this has been one of the criticisms of this scheme, that it is restrictive in its registration. “Secondly, I had hoped to see something on the unemployed. I don`t know the financial state of the NHIB, but unemployed persons who may have contributed since the inception of the scheme, and once they become unemployed they are covered for 90 days; once they register with Labour, but they are dependent; their spouses and children are left uncovered; they`re immediately dropped.” Premier Ewing acknowledged that while there are many issues relating to the national insurance plan, which his administration is now addressing, the plan, he said, is still looked at as a good plan.
Identifying the “real fight” – A call to Akierra Misick to stop playing games with the minds of the people. Dear Editor, The idea of Akierra Missick talking about “it’s time for the people to know the fight” is something else now. If she wants to be honest, she will place the “much needed and Honest” pressure on her party, the Progressive National Party, the “PNP” to come and be honest with the people. Problem is she and her party “ain’t real.” This country never needed to be saddled with any Bond or any $250 Million Debt. What she fails to say is that we have all been made to pay for a debt that her PNP racked up. Never once did she, or any one in her party, ever demand that the former Premier or any of his Ministers account for or own up to any debt. All of this debt that caused the British to place the Chief Financial Officer CFO in the
Constitution, in the first place, was only because of this debt caused by the former PNP Government. As a party, a political organization they all need to come to the people and explain what happened. If they cannot do this then they are playing the usual Political games and should never have been trusted in the first place. This is the fight!, Truth, honesty and coming clean with the people. Somehow coming clean, being truthful and honest is problem for the PNP and “honesty and none at all, is really their fight.” They cannot live up to it. So far the PNP, past or present, have not called anybody to account or laid the blame at their own feet. So they have no room to demand the recall of the CFO because he is here to watch them
and only them, the PNP. They have proven that they cannot be trusted with the people’s money but now want to play games by blaming the Opposition. This cannot stand and it cannot make sense. People must remember that the CFO is here to make sure that the money is not stolen and to ensure the Debt, the $250 Million the PNP racked up is paid off. She also needs to stop claiming credit for the payment of the debt. Last we remembered and know to this day, was that the recklessness of the PNP 2003-2009 created this debt and when the British came in the bill was sent to “we the people”. Not them. As soon as they got the Government they-yes the PNP again – started taxing the people, right left and center for the
debt they created. Not one of them being Akierra, Don-hue, Rufus, Porsha, Amanda and the likes ever went into their pockets to say they are paying off the debt. Not one of them attacked their PNP partners, 2003-2009, for racking up the debt. They all sent the Bill to the people. Not the PNP and not the British, the people were made to pay. They need to be reminded, “We the people” paid for that debt. Not one of them! Right now they are telling students “we have no money for law” but they are happy to make us all pay for PNP debt and to grant Work Permits for Lawyers to come in here. She needs to realize and admit that this is the Real fight. The enemy of the people, it seems, is the recklessness of this PNP Government.-2003, 2009 and now. As speak, the elderly, the sick, the suffering and infirm cannot be admitted to the Hospital, that we are all paying 100s of millions for; because there are “no beds,” medicine or supplies.
You want the CFO gone but you have not demanded nor supported any investigation or control of the hospitals and the monies they are taking from our people. Thank God for this at large system, we can run independents and change this system for the better. People smell freedom; they see light and the end of these Games and Gimmicks. This country needs men and women with the guts to stand up and who will fight for the people. Akierra needs to know that there is no Fight, no push from the public, people or the Opposition to remove the CFO because if there were no PNP Corruption, no Commission, no Interim Government, all caused by “them in the PNP”, there would not have been any need for any CFO. Man gets life in prison for killing his lover After seven days of testimony, the trial of 27-year-old Jamesly Joseph ended with a guilty verdict before Judge Robert Shuster in a Providenciales Supreme courtroom on Thursday (October 20). Joseph was arrested last year for the murder of 44-year-old Dielua Jean, a mother of five and Haitian national. Joseph has received the mandatory life in prison for the murder of his on May 25, 2015. The twelve person jury took four hours to deliberate the two weeks worth of evidence during the trial and return with a resounding and unanimous verdict of guilty. Although Joseph had initially admitted to the crime to police when he was arrested, he had pleaded guilty to the murder and during the trial the issue of self-defense and provocation on the part of the victim was continually raised. Attorney at law, Finbar Grant, represented Joseph while Lenard Franklin appeared for the Crown. Closing arguments were heard on Wednesday, during which time Grant reminded the jury that the prosecution had not presented a witness who saw his client inflict the fatal stab wounds to the victim and mother of five children. In his speech, Franklin reminded the jury about Joseph’s claim of self defense when he was arrested by the police, but that the weapon he claimed the victim had was never recovered. The prosecutor also reminded the court that the defendant had also claimed that the victim had washed her private parts with water which she later gave him to drink and that she constantly put his clothes and other belongings out of their shared home. Franklin put it to the jury that

all of these things could amount to provocation, leading to the 44-yearold woman’s brutal death. Following the closing speeches, Judge Robert Shuster dismissed the jury for the day with a directive to return at 9:30 Thursday morning when he will sum up the case, and allow them to retire to consider the evidence and return a verdict. On Thursday morning, the judge summarised the entire case for the jury this morning advising them that they can either bring back a verdict on murder or one on manslaughter. Remarking on the evidence submitted to the court, Shuster had advised the jury that a strong circumstantial case had been presented to them, while cautioning them to look at the evidence in its entirety. Joseph had not testified on his own behalf during the trial, neither did his lawyer call any witnesses. Joseph was accused of stabbing the woman who is mother of five children at her home in Kew Town, Providenciales. Her body was discovered outside of her Dockyard home by neighbors at about 2:56 in the afternoon with severe stabs wounds about her upper body. The woman was pronounced dead when emergencies services arrived on the scene. At the time of the incident neighbours had stated that they saw what appeared to be a wound inflicted by a hammer on the head of the woman. Reports are that the two had been fighting first from inside their shared home and then it escalated and ended up outside on the alleyways of Dockyard. Joseph was picked up by police just two hours after the murder in the downtown Providenciales area.

A few more issues that need to be protested against There is nothing more sensational and more enthusiastic than the public display of democracy during a protest. You find that it is one of the most vibrant and full demonstration of freedom of expressions by individuals who have a cause they wish to stand up for, or an issue they desperately need to be addressed. Concern however arises when a protest becomes a show and not motivated by a deep desire for bringing Justice to the situation in which injustice has been distributed. I will probably be one of the last persons to have a problem with a protest by citizens of this country on any matter of importance to them but I would also like to encourage them to be motivated by facts, conviction and an honest desire for true justice and deliverance for those who are oppressed, and not simply a photo opportunity to boost one’s public standing. Nevertheless, I applaud the efforts of recent politicians, civic leaders, citizens and their supporters who have taken to the streets to protest the rights of individuals. However, since you are protesting for justice and equality let me bring a few more issues to your attention that need some protesting: 1. It has been a practice for a number of years for corporations

to marginalize the promotion and employment of Turks and Caicos Islanders in their establishments in an effort to retain expat workers in key positions in this economy. This needs to be protested against. 2. Despite the millions of dollars that has been spent on the training and education of Turks and Caicos Islanders in the last 30 years; there has still not been enough citizens who have been promoted or established in middle and top management in this country. These issues need to be protested against. 3. I have heard too many stories of Turks and Caicos Islanders in the hotel sector who have to train their supervisor to do their job that they were doing prior to the hiring. This is a cause which needs to be protested against. 4. We have an economy that has been designed and built to be dependent on foreign labour while at the same time marginalizing the empowerment of its local people. We have a country in which political
leaders still believe in trickle-down economics. We have a number of unsolved murders in this country in which the cold cases need to become closed cases. These issues need to be protested against. 5. We have instances where foreign investors receive concessions from our elected government to assist with their businesses but young up and coming TCI businessmen are women are denied similar concessions. 6. We have cabinet ministers being paid retroactive for pension owed to them for services rendered to the country while civil servants who have retired after 30 and 40 plus years of service have yet to receive a dollar. These issues need to be protested against. Do I really need to add more to this list? I do not think so. But I know you get the picture; if you are going to tackle issues, tackle issues and do not stop until the situation has been resolved.

Sacred cow turned cash cow? The National Insurance Board, (NIB) set up in the 1990s is a “Trust” administrated under a board as a non political entity. Money (8 %) of every workers wages are sent into the trust for all their working years. When they reach retirement age they therefore receive a pension. Any trust is also called a “sacred cow” because it must not be touched or used for any purpose other than those prescribed in the principles laid down in forming the Trust. Pensions and disabilities for workers are based on what the worker pays into the Trust. However widows can collect a minimum pension of 200 to 300 dollars a month. Foreign workers have to pay into the trust but almost never collect. Is that

This is now assured under DonHues new immigration rules which send foreign workers home after 5 years. Is this unfair ? The NIB monies held in trust do not sit idle. They are supposed to be carefully invested in very secure stocks and bonds where they
earn interest adding to the Trust’s assets and wealth. It is the sacred responsibility of the pension board to protect the trust’s assets so the funds will be there when workers retire. Widows and pensioners must have something to live on ! The board must refrain from making risky investments with the peoples money. The current Financial Minister,
Washington Misick it seems viewed the pension fund Trust as his “Cash Cow” ignoring its “Sacred Cow” status. In setting up his private corporation, TCI Bank Ltd. in 2005, 18.5 million dollars of the NIB assets were transferred into his private bank during his brothers administration. Millions invested as TCI Bank Ltd. Corporate Stock and the rest of the 18.5 million as deposits. To justify the transfer of pension funds the bank was expected to pay interest on the deposits and dividends on the stock. The persons on the pension board who arranged this insecure investment in 2005 are well known members of the PNP. One once serving as the PNP National Chairman. Any brand new corporation must be considered
high risk and it appears TCI Bank was in fact very high risk. The bank may have had difficulty attracting business people to buy its stock. Perhaps Washington’s reputation for business problems in the past was a factor but this is unknown. TCI Bank is gone, bankrupt. Any remaining assets and records now at an accounting firm in the Bahamas. The peoples pension fund lost its entire investment and deposits of 18.5 million and more. Lost also is interest the fund could have earned making secure investments. Lost are the jobs of people employed by the bank. This is only part of the story. More on this next week.

Missick calls on new Governor to remove Police Commissioner BY OLIVIA ROSE THE REMOVAL of the Commissioner of Police, James Smith must be at the top of the new Governor`s agenda. This call was made by Former Premier Michael Misick on Monday October 17, following the swearingin ceremony for the new Governor, Dr. John Freeman. Misick in a strongly-worded release, said if the new Governor has any interest in the safety of the country he will remove the incumbent Police Commissioner.. This is not the first time the Former Premier has called for the resignation or removal of the top cop. Only recently he expressed his frustration at the level of crime and the spate of unsolved murders in the Turks and Caicos Islands. Misick, who is now in the lineup of Independent at-large candidates for the upcoming general elections, said it was quite evident that British-appointed Governors and Commissioners of Police are incapable of managing the crime situation in the Turks and Caicos Islands. “They stand accused of only paying lip service to crime, and failing to provide the police force with adequate and necessary equipment and resources. “By their own admission, crime is rising and the detection rate in this country is extremely low. The Turks and Caicos Islands is now paying a very dear price for the gross incompetence of the Governor and the Commissioner,” he said. Misick in his sneering remarks said: “In what must be heralded as the least democratic ceremony in the free world, we will formalize the appointment of a new Governor.

“While the rank and file of the police force performs their drills and march with rifles pointed to the sky, there is at least one unsolved crime for every ceremonial rifle on the parade. “Today as Ministers greets the new Governor, there is at least one unsolved murder for every Government Minister in attendance, at least one unsolved violent crime for every member of the Opposition present, and there may be one unsolved burglary for every person at the swearing-in inclusive of press, event workers and spectators.” Misick is adamant that the recent spike in crime, coupled with the ultra low crime detection rate under Commissioner James Smith, has undermined his ability to provide the leadership required to bring about a safer Turks and Caicos. He said: “Commissioner Smith is yet to present the people of the TCI with a crime fighting strategy, and criminals strike in with a bloodchilling boldness, in some cases less than a kilometer from a major police post.
“James Smith is a shining example of failing law enforcement leadership.” He pointed out that his prior calls for Commissioner Smith’s removal has seemingly fallen on deaf years. “The only advancement since my last call was a series of meetings in which the Commissioner, the former Governor and the Premier sat, enjoyed refreshments and agreed on a date to meet and sit and enjoy refreshments again.” Misick asserted that crime in the TCI is at an unacceptable level and the old excuse of how low the crime rate is in comparison to the rest of the world is not the answer. He added: “Crime must be fought and fought with a view of winning the fight against crime. Sadly, James Smith is not the man to lead this fight. “This is no time for an experiment; this is no time to protect egos; this is no time to waste time; and this is the time to bring suitable leadership to the police force and allowing the good talent in the TCI Police force to shine”, he said.
Police send out tips to residents to help prevent home invasions BY DAISY HANDFIELD IT IS becoming more common for burglars in the Turks and Caicos Islands to enter the home of residents while they are asleep, according Kevin Clarke, the police PR. Mr Clarke said in a recent interview that police officers are investigating a number of burglaries that have been reported this past week, while victims were inside of their homes. Although this information is alarming, Clarke explained that sometimes these home invasions are a result of many people not properly securing their households. He said: “During these burglaries, homeowners were either awaken by the movement of the culprits in their home and had to come face to face

with them, or when they awakened the following morning, they would notice that property from their homes missing. “The weakest home security link is the home occupant who fails to lock doors or windows or who will open the door without question at the sound of a knock.” The officer is encouraging residents to lock all outside doors and windows before going to bed; check locks on doors and windows and replace them with secure devices as necessary. “Sliding glass doors are vulnerable and there are special locks available for better security. “Residents should leave lights on when going out, especially if going to be away for a length of time. “Individuals should change locks
immediately if your keys are lost or stolen, especially when moving into a new home. “I am encouraging persons to be a good neighbor; if you notice anything suspicious in your neighborhood, call 9-1-1 immediately. “Mark your valuables with your driver’s license number with an engraver you can borrow from your precinct because marked items are harder for a burglar to dispose of and easier for police to recover.” Clarke is encouraging residents to continue to be vigilant and to not hesitate to report suspicious people, or activities to the police. “If you feel as though something is not right, notify the police so that they can check it out. It is better to be safe than to be sorry.”

Stuck or how to make do, Salt Cay style It could have been a scene out of comedy or perhaps a novel describing life on a very small island. There I was, making my way to the dock (aka Balfour Harbour) on Salt Cay last Monday - having just spotted the captain of my now favourite vessel in the world, the “Brittany Leigh”. My link (and that of all other salt cay residents) to the rest of the world - aka Grand Turk. I remembered a conversation I recently had with a lady resident of Salt Cay, who told me about those periods during the winter season, when the “Salt Cay Boat” can’t make the trip due to bad weather. She concluded, rather philosophically, “actually I enjoy those periods and think that’s the charm of the place - you make do”. You make do. How true. When the following day, the internet crashed, my phone stopped working and the golf cart (the preferred mode of on island transport) died, it was truly back to basics. But the basics aren’t bad, especially when one is stranded on an island where people really look after each other. Goods and services are bartered. The neighbour gets a loaf of bread in return for some fresh fish, somebody gives someone a lift on their golf cart, veggies are traded for conch and so on. In the absence of any other forms of entertainment, the day concludes at the “Chill Spot”, currently the only watering hole on Salt Cay that is open. Here you learn that Fireman Newton is also a passionate singer/songwriter, as he plugs his tunes into the bar’s sound system and that his colleague, when he’s not preventing fires, has a passion for making home made ice cream. (As a self proclaimed connoisseur of ice cream I give his product 10/10!). People on Salt Cay don’t just make do, they multi task constantly. Chief amongst the multi taskers must be the owner of the said “Chill Spot”, Enrique, who not only owns a bar but is also the telecommunications technical support team (in one person) for one of the phone companies, as well as the man responsible for the refuge collection on the island. “Just call Enrique”, is an all to common phrase and once you’ve been in Salt Cay for a while, you know why. I am back at the dock, looking at the rough seas. It is Thursday and perhaps there is a boat to Grand Turk tomorrow, perhaps there isn’t. We’ll see. The captain joins me and we decide to philosophise for a bit (there’s little else to do). Suddenly he comes out with a sentence that really sums up the “Salt Cay experience”. Instead of bemoaning the fact that another day has gone by on which he can’t sail, he looks out at the waves crashing, with the late afternoon sun giving them a turquoise luminance and exclaims, “but it is really beautiful, isn’t it.” That really says it all. Salt Cay is quite simply a beautiful place - even when you have to make do. - To be continued.

Candidates should resign immediately from chairmanship of Immigration & NHIP boards – Integrity commission BY OLIVIA ROSE IN AN effort to maintain public confidence and trust in political neutrality, persons who have declared their candidacy should voluntarily and immediately resign from chairmanship of the relevant Boards. This is according to Director of the Turks and Caicos Islands Integrity Commission, Q.C. Eugene Otuonye. Otuonye`s remarks come after Deputy Leader of the People`s Democratic Movement (PDM) Sean Astwood on October 19, demanded resignations from board chairmen of the immigrationand the national health insurance plan (NHIP). Astwood in a release said: “Our Immigration Boards and NHIP Board should not be politicized. “The fact that PNP candidates Arthur Lightbourne, Chairman of the Immigration Board in Grand Turk, Sheba Wilson, Chairman

of the Immigration Board in Providenciales, and Mark Fulford , Chairman of the NHIP Board are still Chairmen of these Boards while actively campaigning to various stakeholders have raised alarming questions about the Independence and integrity of these Boards’ operations . “The moment Arthur Lighbourne, Sheba Wilson, and Mark Fulford were named as candidates for the PNP, they should have resigned as Chairman of these Boards.
“By not doing so I am afraid that they have already caused the public to call into question their judgment and integrity.” Astwood noted that persons expect fairness whenever they have a matter raised before these Boards. He said: “There are already rumors that the PNP Ministers are using their new candidates via these boards to carry out their political agenda. “There are also rumors that these three candidates are now making
decisions in this election season to promote their individual campaigns. “Regardless of whether these rumors are true, the integrity of these Boards’ decisions and their respective Chairmen are already being called into question.” He emphasized that the question of conflict of interest is a very serious one. Astwood remarked that rumors of corruption has done irreparable damage to the country`s reputation and has caused the country to lose its constitution before. He said: “So it is baffling to me that these three do not see the error in judgment in staying on as Chairmen. “Of even more concern is why Dr. Rufus Ewing does not see this as an issue? He should have given his new candidates strict instructions to resign once they were selected, again by not doing this his integrity should be called into question as well.” He called on the candidates to do the right thing and resign as chairmen of these Boards. However, in a correspondence obtained by this publication, Otuonye said the chairmanship or membership of Statutory Boards or similar public Boards by persons
who have declared their candidacy for the upcoming general elections, has been a matter of concern for the Commission. He clarified that although, neither the Integrity Commission Ordinance nor the Code of Conduct specifically addressed the issue, the Commission has held the view that in the interest of maintaining public confidence and the integrity of the operations and decisions of these public bodies, persons who have so declared their candidacy, should willingly resign from their membership or chairmanship of the relevant Boards. He said: “The Commission has subsequently sought and obtained the legal opinion of the Hon Attorney General which confirms our position on this matter. “Consequently, we have used the forum of our on-going engagements with the political parties and candidates and the radio talk shows this past week to urge the concerned candidates to resign immediately.” In addition, the commission has received assurance that the Governorin -Cabinet which would have appointed these persons, is prepared to revoke their appointments in default of voluntary resignation.
FSC appoints new board member and head of departments – Announces establishment of Human resources department BY OLIVIA ROSE THE FINANCIAL Services Commission (FSC) has appointed Dr. David Oakden as the Commission’s newest board member and three exceptional women as heads of departments. During a press conference at the Commission`s headquarters in Providenciales, (Caribbean Place) on October 13, Managing Director Niguel Streete told the media that the new appointments are in an effort to further enhance the Commission’s effectiveness and efficiency in the Turks and Caicos Islands. Coupled with these appointments it was revealed that some 11 members of staff were also promoted to various positions within the Commission; these staff changes took effect from 1 October 2016. One of the major changes in the Commission is the establishment of a Human Resources department. In this regard Streete remarked that this new development is in keeping with the Commission’s efforts to ensure that it human resources are adequate and prepared to meet the regulatory challenges of a dynamic financial
services industry. Speaking on the appointment of the new board member, the Commission’s Managing Director, Niguel Streete, remarked that: “Dr Oakden is an excellent complement to our existing Board’s skill set, bringing demonstrated and relevant industry and regulatory experience and strategic acumen to the Commission in the area of insurance. There were few paved roads or streetlights, no IGA (it was the brief era of KFC!), the Turquoise Reef Resort stood on Seven Stars’ footprint and the Ports of Call shopping center had just opened. It was also the year that the Community Fellowship Centre Assemblies of God was born. In mid-December 1995, young, charismatic, Holy Ghostfilled missionary Pastor Cleveland J. Stubbs and his wife Valerie arrived in TCI from Eleuthera to start off the ministry. They joined CFC founding members Rex and Jan Messam, Claudette Basden and Normica Campbell, with services held at the Ramada Turquoise Resort.
By January 1996, the young congregation was growing in number and relocated to Sam Lightbourne’s Building on Airport Road. Fundraising efforts for the current church building commenced in 1998, with the first service there held on April 25, 1999. With over a dozen nationalities represented in the 100+ strong congregation, Community Fellowship Centre continues to serve and uplift the local community through its powerful, Spirit-led worship, prayer, and outreach. Minister Bradley Handfield has served as pastor since 2001, and was ordained as Senior Pastor in 2002. CFC also supports a Creole ministry in Five Cays led by Pastor Wouliem Pompilus and a church in Croix de Bouquet, Haiti. It launched the Community Christian Academy in September 2008, a primary school that has grown significantly in both size and attendance. InterCaribbean Airway’s chairman Lynden Gardiner speaks on business development at YCA meeting BY DAISY HANDFIELD THE FOURTH instalment of Young Corporate Alliance (YCA) saw guest speaker Lynden Gardiner, the Chairman of InterCaribbean Airways, who shared his personal experience on building a successful business in the Turks and Caicos Islands. The meeting, which was held at the Blue Haven Resort conference room on Saturday, saw a full room of individuals who were eager to hear Mr Gardiner’s testimony, to gain knowledge on business development. When Gardiner took the podium, he spoke on incidences that he experienced during the inception of his business, where he was unable
to pay his workers on time. He also spoke on the benefits of going to the bank to finance a new business and he encouraged those in doubt about banks, to use the bank as a form of financing. “I have had failures along the way, but I have never fallen down. Failure comes in a number of different ways and I think that we all look at failure as economics, but there are other ways that you can fail… I think you need to take the leap of faith and do a lot of your homework and I think that you would need to prepare yourself for the hard work and dedication in order to make your business successful, especially here,” Gardiner said. The chairman said that
he was pleased with the turnout and the feedback that he received from the young attendees. “I thought that it was important so that young aspiring Turks Islanders can know my story and the long journey I had. This should serve as an inspiration to them, to persevere and bring out their best, in terms of developing a successful future.” The Young Corporate Alliance (YCA) TCI was born from the election of a team of young professionals lead by Chairman Kyle Smith in February 2014. The organization in the Turks and Caicos Islands is geared towards the economic empowerment of young professionals and entrepreneurs.

Regional Nurses Start Specialised Training At UWI, Trinidad – Thanks to CIBC FirstCaribbean A CORPS of Caribbean nurses will soon be even more skilled at providing care for children afflicted with blood disorders and cancers. Drawn from Barbados, The Bahamas, Jamaica, St. Lucia and St. Vincent and the Grenadines, the nurses recently enrolled in a specialised one-year Nursing Training Programme at the University of the West Indies School of Nursing in El Dorado, Trinidad and Tobago. The training is part of a partnership with SickKids Caribbean and is being funded by the FirstCaribbean International Comtrust Foundation, the charitable arm of regional bank, CIBC FirstCaribbean. The nurses, many of whom
specialise in caring for children suffering with various forms of paediatric cancer and blood disorders, will form the first cohort in this segment of the training. CIBC FirstCaribbean’s partnership with SickKids Foundation extends from the signing of a Memorandum of Understanding in Barbados in 2013 when the bank pledged to provide US$1,000,000 over a seven-year period to train medical professionals specialising in the care of paediatric patients affected by cancer or blood disorders such as sickle cell disease. The partnership is being undertaken in collaboration with the University of the West Indies. SickKids Foundation is a charity
registered in the Caribbean, to, among other things, fund training for Caribbean medical professionals as part of the SickKids-Caribbean Initiative (SCI) through the Centre for Global Child Health at The Hospital for Sick Children (SickKids) in Toronto, Canada. “Childhood cancer, affecting our most vulnerable citizens, is particularly heart-breaking,” said Trevor Torzsas, the bank’s Managing Director, Customer Relationship Management and Strategy and a Trustee of the FirstCaribbean International Comtrust Foundation. “Unfortunately, some of the children of our employees have been touched by diseases like cancer and sickle cell anaemia. For us, therefore, this programme to provide improved care for our
region’s children is personal,” he added. “We were particularly pleased to join the list of contributors to this project as the Nursing Training Partner”, he said. “We consider it an honour to be a part of this programme, and we are excited at the possibilities it opens up for health care in the Caribbean.” Director of Corporate Communications at the bank and Trustee of the FirstCaribbean International ComTrust Foundation Ltd, Debra King said “CIBC FirstCaribbean is pleased to be able to assist in this training initiative to better equip our already dedicated nurses here in the Caribbean, to take care of the region’s children.” In addition to enhancing knowledge and skills in safely caring for patients with cancer and
blood disorders, the training also focuses on caring for the whole family, by recognizing that family is the constant in every child’s life. In addition, the moral distress nurses experience in caring for these patients will be addressed by teaching them coping strategies. The overall objective of the initiative is to enhance the care for children in the region who are affected by cancer and blood disorders, and ultimately increase the survival rates. The five-year plan that was developed by SickKids in association with their Caribbean partners, addresses the region’s gaps in capacity to advance diagnosis and the treatment of paediatric cancer and blood disorders. It also aims to create awareness throughout the region of childhood cancers and blood disorders.
Eight prisoners receive certificates in anger management BY OLIVIA ROSE EIGHT inmates of the Her Majesty`s Prison (HMP) on Grand Turk, recently completed an intensive anger management program. According to a Government release, a graduation ceremony was held for the participants on October 12 at HMP. Speaking to the Weekly news via telephone, an official of the Department of Mental Health & Substance informed that the management program which began in 2007 has seen over 137 inmates graduated to date. The program, which is conducted in two parts, allow inmates the opportunity to learn better train conflict resolution techniques and how to control their anger.
The class is voluntary for inmates. Those completing the program and the required weekly assignments receive a certificate of completion and the tools to effectively manage their anger. The premise of the program is simple and built upon the belief that anger is an emotion that can be properly managed. If an individual has learned the wrong ways of dealing with anger, the program teaches that the individual can learn new ways. For many of the men, anger and the mismanaging of it has been a dominant problem in their lives and has been a primary factor in alcohol and substance abuse, as well as a contributing cause of many problems in their interpersonal relationships. The Department of Mental Health & Substance Dependence has been allotted future calendar dates so as to assist the prison with these support services.
This program is an integral part of the collaborative work being done to aid in the rehabilitation of prisoners within the Turks and Caicos Islands. Any program that can be offered in the jail to provide inmates with alternative coping skills and the necessary emotional, spiritual, and relational tools to help them to succeed with successful reentry into society means the potential of one less individual returning to the jail.

To date 259 in the TCI have been diagnosed with cancer BY DAISY HANDFIELD TWO HUNDRED and fifty-nine people have been diagnosed with cancer in the Turks and Caicos Islands (TCI) to date, according to officials from the TCI Hospital. This number includes cases that were diagnosed at the hospital before the actual registry was launched in January of 2014 and officials said that at least three to four new patients are being diagnosed with cancer every month. During the media briefing, which was held on Monday at the Cheshire Hall Medical Centre in Providenciales, medical officials elaborated on the statistics and on the types of cancers that are deemed prevalent in men and women in the TCI. Gemma Williams, InterHealth Canada Oncologist, explained that Providenciales, understandably, has nearly three quarters of all cancer patients. Meanwhile, Grand Turk makes up 17 percent and the remaining percentage covered the smaller islands [in terms of population] South, North and Middle Caicos. Nurse Williams added that women made up 54 percent of the cancer population in the TCI, while men made up the other 46 percent. She said: “The breakdown of
nationality; Turks and Caicos Islands by birth is 75 percent, Jamaica and Haiti combined are about 14 percent and the remaining 11 percent is made up of about 10 other nationalities.” She also revealed that the most common cancers found among women in the TCI is breast cancer and among men she revealed that the silent killer is prostate cancer. Roy McGregor, visiting Urologist added on to Williams’ comments, stating that aside from Prostate cancer being the most prevalent cancer in men in the TCI, it is also the leading cause of death in men in the TCI. However, he explained that if the cancer was detected early, it could be cured. Mr McGregor is encouraging men in general to start screening for prostate cancer at the age of 40. “The thing about prostate cancer is that when it presents early, there are no symptoms. In order to get symptoms from prostate cancer it has to be quite far advanced, so screening is important and it is important to realize that the test is a simple blood test for something called the prostate specific antigen. This is a protein produced by the prostate gland, which is elevated in cancer. “Family history is probably the most important risk factor for prostate cancer. If you have a first

or second degree with prostate cancer that means that your risk of developing prostate cancer is much higher,” McGregor said. Rosemary Jolly, president of the TCI National Cancer Society (NSC) said that she is alarmed by the cancer numbers that exist in the TCI, especially relating to breast and
prostate cancer. The president added that the function of the NSC is to help promote the awareness of the disease. Therefore, she will continue to play a collective role in educating the TCI about cancer and the importance of regular cancer screenings, at the required ages.
There are more than 100 types of cancer, including breast cancer, skin cancer, lung cancer, colon cancer, prostate cancer, and lymphoma. Symptoms vary depending on the type. Cancer treatment may include chemotherapy, radiation, and/or surgery
The Turks and Caicos stands with Haiti during their time of need BY DAISY HANDFIELD OVER one hundred individuals donated boxes of non-perishable items and clothes, during a recent fundraising initiative over the weekend, to benefit those recently affected by Hurricane Matthew in the southern part of Haiti. The numbers have not been confirmed, but the death toll in Haiti is over 1,000 due to the devastating hurricane. The drive was held on Saturday at Sarah’s Kitchen on the Airport Road in Providenciales, and it attracted scores of residents that were touched by the unfortunate situation. Kevin Clarke, Police PR and representative from Sakpase TCI promotions, said in an interview that the donation drive was a collaborative effort between Sakpase TCI, the Haitian Consulate, InterCaribbean Airways and a number of other companies. Mr Clarke explained that once the drive was over, the items would be handed over to the Haitian Consulate, who would then pass it on to InterCaribbean Airways, who

would send the goods over to Haiti and hand it over to the respective personnel.
He said: “We and other persons within the community decided to come together in collaboration,
to assist in getting donations for Hurricane Matthew victims in Haiti. I think what we are doing now would
help in some way. “We do know that there are about 250,000 people or more who have been severely affected by Matthew. “We also have millions of people who are now exposed to cholera, because now there is an issue with the water.” Clarke thanked the Turks and Caicos public for their support at such a critical time for Haiti. “We just want to tell everyone thank you. Like someone said, the Haitian community is a fabric of the Turks and Caicos Islands and despite what anyone say, we know that the people in the Turks and Caicos love the Haitian people and the Haitian people love them. “We need to continue to keep that unity, not only when a catastrophe happen; that we all come together. We need to continuously come together at all times to support each other,” Clarke said. The Barbados cherry The Barbados cherry (Acerola) is native to the Lesser Antilles from St. Croix to Trinidad, also Curacao and Margarita and neighboring northern South America as far south as Brazil. It has become naturalized in Cuba, Jamaica and Puerto Rico after cultivation, and is commonly grown in dooryards in the Bahamas and Bermuda, and is becoming more and more popular in the Turks and
Caicos Islands. The Barbados cherry is a large, densely branched shrub. The plant can be pruned so it will form a central trunk and can grow as a small tree. The shape varies from a low and spreading habit to more upright and open. Leaves are shiny and light to deep evergreen, leaves will vary in size from 1 to 3 inches and are rounded in shape. Soft, juicy, thin-skinned Barbados Cherry fruit are light red to deep crimson when mature. The outer shape somewhat resembles a small apple, but inside the fruit are several very un-apple like seed. The fully mature fruit average about an inch in diameter. Barbados cherries are borne in leaf axils, singly or in clusters of 2 or 3. The shrub may have 3 to 5 crops per year, from May to November, with the largest crops appearing during the summer. The fruit is rather tart but some selections are sub-acid to almost sweet. Inside, the flesh is yelloworange and very high in vitamin
C (ascorbic acid). The Vitamin C content of one fruit ranges from 1000 to 2000 mg per 100 grams of edible fully ripe fruit. More acid fruit has higher vitamin C content, and the amount of this compound is much higher in partially ripe fruit. The tree does well on limestone, marl and clay, as long as they are well drained. The Barbados cherry tree will grow and fruit fairly well with little care. For best performance, a fertilizer formula of 8-8-13 twice a year. On the Island limestone soil, sprays of minor elements–copper, zinc, and sometimes manganese will enhance growth and productivity. Young trees need regular irrigation until well established; older trees require watering only during droughts. Mature plants will bear better if thinned out by judicious
pruning after the late crop and then fertilized once more. Barbados cherries are eaten out-ofhand, mainly by children. For dessert use, they are delicious merely stewed with whatever amount of sugar is desired to modify the acidity of the particular type available. The seeds must be separated from the pulp in the mouth and returned by spoon to the dish. Many may feel that the nuisance is compensated for by the pleasure of enjoying the flavorful pulp and juice. Other-wise, the cooked fruits must be strained to remove the seeds and the resulting sauce or puree can be utilized as a topping on cake, pudding, ice cream or sliced bananas, or used in other culinary products. Wine made from Barbados cherries in Hawaii was found to retain 60% of the ascorbic acid.

Providenciales high schools participate in youth empowerment workshop BY DAISY HANDFIELD APPROXIMATELY 68 students from six different high schools in Providenciales recently took part in a youth forum, geared to providing children with the skills that they need to become successful professionals and leaders in the TCI. The initiative was held at the Beaches resort in Providenciales on Friday from 9 am until 2pm and was spearheaded by Outreach TCI, a recently established non-profit organization that aims at promoting the wellbeing of women, families and the youth of the country. The students participated in activities that required them to focus on their goals and aspirations. They prepared boards that indicated lifelong goals, and throughout the event they were encouraged to express their opinions and feelings, boldly. Stephanie Duncanson, member of the executive team explained that in the near future, the organization plans to focus on children with behavioural problems. She said they were also looking at targeting women and children who were facing abuse. Edith Cox, another committee

She said it was important to have a “united European stance” against “Russian aggression”, including “sickening” violence in Syria. The PM, who will trigger Brexit talks by the end of March, is expected to tell counterparts she wants a “smooth, constructive, orderly” Brexit. EU leaders will attend a dinner later. Georgia teen will have leg amputated after being ‘thrown to the floor’ by teacher A 13-YEAR-OLD Georgia student who was allegedly “thrown to the floor” by his teacher was scheduled to have his right leg amputated this week after undergoing four surgeries, his attorney said. “As anyone can anticipate, there was certainly an emotional response,” the boy’s attorney, Renee Tucker, told the Ledger Enquirer. The student, Montravious Thomas, was in class at the Muscogee County School District’s AIM program -- dedicated for students removed from their schools because of their misconduct -- when behavioural specialist Bryant Mosley slammed the student to the floor due to behavioural issues, according to a police report. Montravious was heading to the main office to call his mother to pick him up, Tucker told the Ledger Enquirer. Instead, the boy’s teacher followed him as he was exiting the room and slammed him to the ground, she said. Mosley allegedly sent the boy home on a school bus without notifying his family. Tucker said that the family plans to file a lawsuit because the boy was wrongfully treated without the proper medical attention. A call to Tucker and the Columbus Police Department were not returned.

Scottish independence bill to be unveiled THE Scottish government is to publish its draft bill on a second independence referendum. First Minister Nicola Sturgeon announced at the SNP conference last week that a formal consultation on the legislation would begin within days. She said Scotland should have the ability to reconsider the issue in light of the vote for Brexit. And she said it could do so before the UK leaves the European Union. The draft bill will be formally unveiled by Constitution Secretary Derek Mackay later on Thursday, despite the Scottish Parliament being in recess until next week. Speaking in advance of the bill’s publication, Ms Sturgeon said the SNP had been elected on a manifesto pledge that Holyrood should be able to consider a second referendum if there was a “material change in circumstances” since the first one in 2014. She said this would include Scotland being taken out of the EU against its will. Scotland voted by 62% to 38% to remain in the EU in June’s referendum, but the UK as a whole voted to leave - with Ms Sturgeon immediately instructing Scottish government officials to start drawing up plans for a fresh vote on independence.

Buyer revealed for Bahamas megaresort THE assets of the unfinished Baha Mar resort have been sold to an affiliate of Export-Import Bank of China, the project’s primary lender. The entity, called Perfect Luck Holdings, will likely resell the Bahamas mega-resort once it is completed. The office of Bahamas prime minister Perry Christie confirmed the sale. Christie in late August said it reached an agreement with ExportImport Bank of China to sell Baha Mar to a “world-class hotel and casino operator,” which obviously did not happen. Christie’s office said that Perfect Luck “may sell the resort to whomever it wishes, subject to the proposed purchaser being acceptable to the government and other bodies performing their public function.” “If our offers had been considered, it is very likely that Baha Mar would be open today, employing thousands
of Bahamians,” Izmirlian wrote in an Oct. 10 letter to Export-Import Bank of China president Liu Liange. The 1,000-acre beachfront project, which broke ground in 2011, is slated to include five hotels totaling about 2,200 rooms as well as a casino, a 200,000-square-foot convention center and a Jack Nicklaus-designed golf course. The project ground to a halt last year after Izmirlian and an affiliate of China State Construction Corp., the project’s primary contractor, began blaming each other for delays. That was followed by Izmirlian’s failed attempt to file for bankruptcy in a U.S. court. Izmirlian laid off 2,000 employees last September. Officials counted 773 cases of cholera in the Caribbean country, but the actual number of infected Haitians may be higher. The Category 4 storm destroyed countless buildings, including cholera treatment centres. The waterborne illness has flared in the hardest hit areas after floods contaminated drinking water in the southwest. The World Health Organization this week said that it would send 1 million cholera vaccine doses to the country. In the relief effort, UN peacekeepers from Nepal were blamed for accidentally pouring cholera-infected sewage into a river, spreading the disease. The number of cases spiked to 300,000 in 2011. Nearly 10,000 people have died of cholera in Haiti since 2010. More than 1 million people require assistance after the hurricane

A teenager was shot in the chest by Haitian police on Tuesday while attempting to loot a truck at a center for aid distribution. “We don’t know if there are many people with the problem of cholera in the areas that we cannot access and that is why I ask the people, let us access everywhere,” said David Nabarro, a special advisor to the UN Secretary-General who was previously in charge of the UN’s response to cholera. During a brief stopover in Haiti on Saturday, UN Secretary-General Ban Ki-moon witnessed the looting of a food aid container in Les Cayes, an aid distribution centre.
Bahamian PM backs away from hurricane tax plan DESPITE Prime Minister Perry Christie’s previous suggestion that the Bahamian government may need to “tax some item” to accumulate funds for the country’s Hurricane Matthew recovery and repair, he yesterday back-pedalled from this position insisting that the current tax system is sufficient to raise the money needed for the efforts. Mr Christie was adamant, as he spoke in the House of Assembly, that the Ministry of Finance knew this prior to Matthew’s arrival as external experts presented the information as part of a specially commissioned study. The Christie administration has been subjected to a wave of criticism over the prime minister’s comments on Monday that the country needed to give serious consideration to a more effective way of financing its losses. During that interview he said it might have been time to consider a “selective approach” to accrue the money by “taxing some item that would be of minimal impact on people”. However, when he stood in Parliament for the first time since Matthew pummeled New Providence, Grand Bahama and Andros, Mr Christie suggested that his comments on Monday were the result of an off-record conversation with reporters. No new Zika cases recorded in the Bahamas since October 3 THERE have been no additional confirmed cases of the Zika virus in New Providence in the wake of Hurricane Matthew, with a senior health official claiming there have been fewer reports of mosquito bites in the wake of the category-four storm. Chief Medical Officer Dr Glen Beneby told reporters on Tuesday there have been no new confirmed cases of the virus since October 3, when the Ministry of Health, via its official website, reported that the number of confirmed cases in New Providence had risen to 17. Dr Beneby said since the passage of Hurricane Matthew, he and another “senior physician” have had discussions about the virus, and are both of the view that the number of persons reporting mosquito bites is less than before. Nonetheless, Dr Beneby said the Ministry of Health and other affiliated government agencies have
“benefitted” greatly from the efforts by residents in local communities to try and clean up their surroundings following Hurricane Matthew’s passage. Earlier this month, the MOH announced that 17 cases of the Zika virus had been recorded on New Providence, up seven from the 10 cases recorded as of September 6. ““I’ve also had a conversation with one of our senior physicians on this matter, and since the hurricane, it would appear that the number of persons, patients, reporting mosquito bites is less. And so what we believe and we’re thinking about is that the high winds during the hurricane may have caused the adult mosquito to take flight or be blown out of the area. But at the same time, if we don’t clean up and get rid of the water, we are likely to have a rebound from the larva. Subsequently, on August 23, officials confirmed three more
cases; two of which were reported in women and two of which were transmitted locally, via mosquitos in the area infected with the Zika virus. A short time later, Health Minister Dr Perry Gomez reported four additional cases of Zika on the island. On September 6, Dr Beneby reported that two more women had contracted the virus. In its latest update on October 3, the Ministry of Health said based on the histories received from the cases it was determined that there was a “mix of travel associated and local transmission.” The ministry said all cases sought medical attention after having symptoms of the Zika virus. It said at the time that all patients had been treated for associated symptoms and were “doing well.” Last month, the government announced that it would spend $2.5m a month on combatting the Zika outbreak. Wyclef Jean faces criminal probe over Haiti charity WYCLEF Jean, the hip-hop artist and former candidate for the presidency of Haiti, says he is “committed to ensuring that things are made right” amid news of a criminal investigation into the finances of his personal charity. The musician’s lawyer, Avi Schick, confirmed that Jean’s Haitian aid organization, Yele, went out of business in August, leaving a trail of legal disputes and unpaid debts. Regulators in the US, where it was registered, are now attempting to establish how the non-profit organization burned through US$16 million in public donations in just over two years. A report in the New York Times alleged that much of the money was spent on administration, public relations and consultants, or was funnelled to outside businesses owned by friends and relations of Jean. In one mysterious transaction, detailed in Yele’s tax returns, the singer’s brother-in-law was given US$600,000 for helping with the “rebuilding of Haiti”. In 2010, the charity devoted more than half of its US$9 million budget to travel, staff salaries, consultant fees and expenses related to its property portfolio, the newspaper revealed. It spent US$37,000 to

Bob Marley is still pulling in big bucks IN a replay of the last few years’ rankings, Jamaican reggae legend Bob Marley has once again featured in the top 10 of Forbes magazine’s topearning dead celebrities. Taking sixth place on the rich list, Marley was the only Caribbean star to shine among a galaxy dominated by North American and British luminaries. The enduring “One Love” singer is said to be still earning steadily since his death at the age of 36 in 1981, with a line of fruit flavoured drinks, accessories and the familiar T-shirts bearing his name. The “Redemption Song” star has also sold well over 75 million albums in the past two decades and reportedly hauled in US$21 million year-to-date. David Bowie, who was 69 when he died from cancer in January, earned $10.5 million, while actor Steve McQueen earned $9 million. The Great Escape star died in 1980 at age 50.

The 2017 nominees for the Rock and Roll Hall of Fame have been announced, and this year’s group has something for almost everyone. This year’s first-time nominees are Bad Brains, Depeche Mode, Electric Light Orchestra, Jane’s Addiction, Joan Baez, Journey, Pearl Jam, Steppenwolf and Tupac Shakur. They join past nominees
who are back on the list: Chaka Khan, Chic, Janet Jackson, J. Geils Band, Joe Tex, Kraftwerk, MC5, The Cars, The Zombies and Yes. To be eligible for nomination, an individual artist or band must have released their first single or album at least 25 years prior to the year of nomination. The 2017 nominees had to release their first recording no later than 1991, and this year marks Pearl Jam and Shakur’s first shot at eligibility.

In the six-team league, for young players between the ages of 7-14, the Jaguars beat the Meridian Warriors and the Bayview Lightning. Michael Saunders, with two scores, and Aniyah Forbes made significant contributions in both games. KPMG Pirates remain top of the league and unbeaten from four. FIVE national players are among a group of 21 participants who successfully completed a FIFA Beach Soccer Intermediate coaching course last week in Provo. Amongst the persons were national male players Mackenson Cadet, Alexander Bryan, Jeff Beljour, Sean O’Neill and Ledson Jerome. Several coaches also took part in the course, including head coach Chris Bryan. The course was led by Eduard Loewen, an exGerman international beach soccer player. According to the Technical Director of the TCIFA Daz Meehan, having the players involved will help with their overall knowledge of the game. “This was a great course as Eduard held discussions with myself and Chris Bryan prior to the course to tweak the course content to help the TCIFA national players who will be competing in the World cup qualify games in the Bahamas in February 2017.” Meehan said that the participants were drafted from coaches, players and referees who are involved in the beach soccer programme or who participated in the basic beach
Gardiner first female to win Commonwealth Games Federation Award of Merit FORMER president of the Commonwealth Games Association in the Turks and Caicos Islands, Rita Gardiner will be honoured by the Commonwealth Games Federation for her outstanding work in the development of youth and sports in the Caribbean. The sports pioneer is the first ever female in the 71-countries/territories block to win the CGF Award of Merit. Mrs. Gardiner, who has served as a sports administrator in the TCI for several decades, will receive the award at the Commonwealth Youth Games next year in Nassau, Bahamas. She recently received the news officially via a letter from the Vice President of the Caribbean Region, Fortuna Belrose. “Rita Gardiner, at the General Assembly held this month in Edmonton,

Williams ready for Provo leg of DWF 5K and 10K – Impressed with turnout in Grand Turk AFTER a successful Grand Turk leg of the Delano Williams’ Foundation Inc. 5K and 10K walk/run for charity event, TCI’s first Olympian Delano Williams is ready for the Provo leg this Saturday morning. “I expecting a large crowd, since last year was a huge success. We got a great amount of support out of Grand Turk than last year so that was good.” Williams said that proceeds raised from the event will go towards the Eliza Simons Primary School in Grand Turk and to the Clement Howell High School in Provo for the
school gym. The event, which is sponsored by Nike, will see participants receiving Nike t-shirts. “I’m hoping we have better performances and that we get some good results to ensure folks stay fit.” Racers are expected to check in at 5:30h for a 6:00h start. Monica Anglican Saints, competed from last Thursday. After the preliminary round, Church of God of Prophecy and Community Christian Fellowship were knocked out. The eventual winners defeated the Nazarene Kings 38-32 to win the title. The Kings had beaten the former champions in the semi-final.
The Faith Life Worship Center’s guard Jake Been was crowned the Most Valuable Player of the competition. Centre Mt Chad Campbell of Community Christian Fellowship pulled down the most rebounds, while Lofton Seymour from the Kings finished with the most steals.
Ben Gearing and Simon Taylor could not keep the Jolly Ranchers’ unbeaten record intact. Gearing scored six times in the loss.
Defending champions end Jolly Ranchers’ unbeaten rugby streak DEFENDING champions of the Agency Tag Rugby League, Meridian Marauders, ended the winning streak of the BCQS Jolly Ranchers in an exciting clash at the Meridian Field on Thursday night (October 20). Jolly Ranchers had soared to five consecutive wins, while the defending champions had lost three in a row. Ranchers were comfortably ahead 6-2 at the half, but Tyrese Taylor and James Schofield pressed home for the win. Taylor scored five tries for the winners, while Schofield crossed for two points to seal the 10-9 victory. Ben Gearing led the Ranchers with six points. Week six started with Nuff Said
beating Tipsy Turtles 13-7. Nuff Said controlled the game from early, but pulled away in the second period after a scoreline of 7-4 at the half. Wesley Cheryl and Rosemont Joseph scored five and four points respectively. The only remaining undefeated side, the BCB Wahoos made it 6-0 with an 18-10 win over the Pampered Paws Reef Rovers. Norven Princima scored a try and assisted Shalone Robinson for his hat-trick. In the other game Unicorns of Doom defeated Red Mist 16-11 after a strong second period. Red Mist were ahead 9-1 at the half.
Sailors will navigate around Provo from 05:00h this Saturday.
Sailors set to race around Provo this Saturday SAILORS, as young as 10 and as old as 70, are set to compete this Saturday in a 50-mile race around Providenciales. The meet, which is scheduled to start at 05:00h is being organised by the Provo Sailing Club. Head coach Keir Clarke said that the event is a fundraiser for the club and a charity event for the Provo Children’s Home. “The club constantly needs to find new ways to improve and sustain its youth sailing programmes. It’s a first event of this kind for the Provo Sailing Club and
the club has decided to encourage further donations by donating 50% of the funds raised to the Provo Children’s Home.” As of midweek, there were over 20 persons ready for the event, with crews from the sailing club, Waterplay Provo, Grace Bay Club, Parrot Cay and Amanyara. Clarke added that a support boat is going to be provided by Blue Haven Marina, who has been a huge factor in the success of the sailing club. The company is currently
sponsoring three of the boats in the sail logo programme: An Optimist, a Hobie Cat and an Olympic Class Laser. “Blue Haven is one of the best supporters that we have on the island. From uniforms, to BBQ’s, to rescue boats, to individually sponsoring talented sailors through to the three boats that they sponsor in our fleet, Adam and Portia must be praised and thanked by us all. They are also big sponsors of the children’s home so to put their name on this event I guess was a win win for all of us.”
