“Bullied” former Governor Tauwhare takes witness stand on Monday IN a trial that has wrung the last ounce of patience and tolerance from the people of the Turks and Caicos Islands, things are about to get even more tense. This week, Weekly News had it confirmed from the SIPT lead prosecutor Andrew Mitchell Q.C. that former Governor Richard Tauwhare will be in Turks and Caicos Islands in the new week to give his testimony. While Mitchell could not say with absolute certainty that Tauwhare will be on the witness stand on Monday, he did confirm that he will be on island from Monday to testify in the corruption trial. Any delays in him taking the stand will come as a result of the lengthy cross examination of the attorney general followed by a reexamination by the prosecution. Over the past week that testimony has been tapering off to allow the Governor to testify, although this is not the last time the attorney general will have to give testimony in the trial. However, there is no doubt that the former Governor will give his evidence in chief in the new week. This publication has also been reliably informed that Tauwhare chief examination will take approximately one week, giving the defence one week during this three week session of the court to cross examine him. Tauwhare, who was governor between 2005 and 2008, is expected to testify about his experiences and recollections in Cabinet during his tenure. He has maintained that he had

no knowledge of the alleged illegal acts under the Michael Misick administration. The two statements he has already provided to the prosecution looks at the general functions of his office and a review of his understanding of several controversial developments. One determination the judge will have to make, following the former governor’s testimony, is whether he, during his tenure, was blinded
to politicians’ receipt of monies, whether he pretended he did not see what was taking place, or whether he just did not know. The Crown’s case, as presented by Mitchell in his opening statements in January this year, is that Tauwhare is
a man of integrity, who did not see sufficient to consider that anyone was in receipt of bribes. According to the Crown’s case, the former Governor was required to act on the advice of the then Cabinet and not on his own accord. The prosecutor stated that Tauwhare’s policy was to discuss Cabinet papers with the Attorney General and the Deputy Governor, most of which consisted of land allocations, development agreements and Belongership applications. According to Mitchell, those Cabinet papers were of a poor quality and were only given to the Governor at the last minute, leaving him no time to consider them in advance of the meetings. And when he asked for papers to be resubmitted or for more time to consider them, Ministers questioned his authority to do so, despite him being Chairman of the Cabinet. The prosecutor said that the former Governor was seeking to improve policies, procedures and institutions leading to long term improvements in the standards of governance but that he was seen as an unelected foreign official, and was met with anger and resistance when he attempted to do so. Mitchell had further stated that Tauwhare was trying to develop a constructive relationship with the Ministers because otherwise the areas of special responsibility that he
had carriage of, would be deprived of funding by the ministers. According to the prosecutor, Tauwhare was often accused of infringing on the powers of the democratically elected Ministers and attempting to impose his personal views or those of the UK over their own. However, Mitchell claimed, the argument by the Ministers at the time was that everything they did was necessary to attract investment and in the best long-term interests of the Turks and Caicos Islands. Mitchell stated that the Governor felt that he was being bullied into agreeing to whatever the Ministers proposed; and although he was not prepared to tolerate that and sought to work in a spirit of cooperation and partnership he gave way to the elected ministers. The prosecutor recounted that on one occasion prior to July 2008 the Governor considered it necessary to revert to the Secretary of State for permission to act without or contrary to the advice of Cabinet. However, he was alert to the Constitutional and political risks of confrontation and took the view that without compelling evidence, he was not prepared to intervene. The Crown’s case is that the politicians were aware of this, and played on that position. In the new week, Tauwhare gets a chance to tell it all.

PREMIER Rufus Ewing has called for a zero tolerance approach to crime in light of the recent spike in criminal activities throughout the Turks and Caicos Islands. While residents bemoan the incessant crime rate and call on the Government to step their crime fighting game up, the Premier has urged the Commissioner of Police to take a zero –tolerance stance as it relates to crime. According to a release issued on Monday, October 24, Ewing said:”This morning I was informed of an armed robbery which took place last night which culminated in a shoot-out with the police and the shooting of a Turks and Caicos Islander by the escaped robbers who attempted to escape in the vehicle of the victim.” He noted that a meeting was subsequently, convened with

the Commissioner and Assistant Commissioner of Police to discuss this most recent incident and the state of crime in the Turks and Caicos. Ewing noted that:”During the one-hour-long meeting, the Commissioner of Police updated me on several previous incidents including the most recent and what is being done by the police force.”
He emphasized that a more rigorous and strategic approach to crime has to be taken in an effort to flush out criminals and ensure that they are brought to justice. At the meeting, the issues of a recent jail break in Haiti and the need for the police force and Immigration to be placed on high alert, was discussed.

Election Day is December 5, 2016 THE ANNOUNCEMENT of the Turks and Caicos Islands constitutionally due elections was made around midday on Thursday (October 27) by Premier Rufus Ewing. Ewing made the announcement of the December 5 date during what was the last sitting of the House of Assembly until a new government is elected. The Premier told the House that he had advised the Governor to prorogue the House, just before Thursday’s session started.
In what degenerated into a loud ruckus by both sides of the House, Premier Ewing made the announcement amid cheers and whistles from the entire Assembly. The date has been long awaited by Opposition members and the general public, but today’s announcement caught the country quite by surprise as the Premier has always made it plain that he has until February next year to call the date, and had appeared not to be any hurry to do so.
Over the past few months he has been egged on by the main opposition the People’s Democratic Movement (PDM) with hilarious billboards erected in front of their Downtown Providenciales headquarters. The announcement means that those campaigning for office, whether on a party ticket or as an independent candidate, will kick into high gear. With 39 days to go (as of date of announcement) voters can expect a major
push for their votes by campaigners and politicians. The last General election was held in Turks and Caicos Islands on November 9, 2012. The PNP won that election, winning eight seats with the PDM winning seven. This is the second general election to be held since the British Government suspended parts of the Turks & Caicos Islands (TCI) constitution on Friday, August 14, 2009.
‘Britain awash with dirty money,’ says anti-corruption think tank BRITAIN is a key facilitator of corrupt money flows across the world, according to a leading anticorruption academic. Criminals, tax evaders, human traffickers and drug dealers have laundered billions of pounds worth of dirty money purchasing British properties through anonymous offshore companies. The Metropolitan Police say more than £180 million (US$276 million) worth of British property has been subject to criminal investigation since 2004 as potential proceeds from corruption. Detectives say this figure is merely the tip of the iceberg. While tax evasion and corruption are likely to be the most common sources of dirty money in Britain, drug dealing, human trafficking and black-marketeering where sanctions are in place are also possible origins, police say. The sheer scale of the problem was uncovered on Wednesday by a report produced by anti-corruption think tank

Transparency International (TI) UK. The group says the UK has become “a safe haven for corrupt capital stolen from around the world.” Professor Paul Heywood of Nottingham University has recently told Parliament’s International Development Committee (IDC) the role of Britain and the City of London “in allowing corrupt money to flow should not be underestimated.” A report published by the committee on Wednesday 19 Oct, 2016 called on Britain to persuade overseas territories to create public
registers of beneficial ownership in a bid to tackle corruption. It urged the government to do more to combat the lack of transparency in its overseas territories else it risks hampering global anti-corruption efforts. Failed attempts to convince overseas dependencies and territories, such as the British Virgin Islands, to create such registers were described as a missed opportunity to fight money laundering. MPs said efforts to tackle corruption have been undermined
by revelations in the Panama Papers, a huge leak of documents exposing the ways in which the rich exploit secretive offshore tax havens. The report said evidence from collected companies and individuals made it clear Britain’s overseas territories “play a major role in facilitating global corruption.” It noted that more than 113,000 companies – roughly half the total featured in the Panama Papers – were registered in the British Virgin Islands, a UK overseas territory. MPs warned efforts by Britain’s Department for International Development (DfID) to reduce corruption in developing countries are in danger of being undermined by the government’s incoherent policies. Committee chair Stephen Twigg MP called on the government to get its house in order. “Ministers must address the role of some UK companies and individuals in facilitating global corruption, including the vast amounts of money laundered through the UK,” he said.
“Huge amounts of money are lost every year through illegal tax evasion, money laundering and bribery. The people most at risk from this scourge are the world’s poorest, who lose out on education, healthcare and infrastructure – not to mention the impact of petty corruption on their daily lives,” he added. The IDC report said: “It is essential that momentum is not lost in the wake of the decision to leave the European Union, when laws, regulations and trading arrangements are reviewed.” Tax expert Richard Murphy has previously argued the British government should implement direct rule over crown dependencies and overseas territories if they refuse to crack down on tax avoidance. “The answer is direct rule. And don’t doubt we can do that. We took over direct rule of the Turks and Caicos Islands to beat corruption in 2009 and no one anywhere batted an eyelid. Nor would they in any of the other locations.”

FOCUS AREAS FOR NEW GOVERNOR The new Governor, Dr John Freeman, who was sworn into office last Monday, has promised to be a good listener and to work closely with our Government in helping solve the many problems facing the TCI. What should be his first areas of concern?
The all say the same thing
Every Governor who comes says the same thing, while some such as Governor Bourke act worse than others. The country needs approval to build the spine link road; money is needed for education and scholarships; the crime situation is getting out of hand; the police are demotivated; there is need for effective border control; and surely the Governor having been briefed by the FCO and outgoing Governor knows the entire range of needs for the TCI. But it will just as before when he goes.
Business as usual
It will be business as usual. The continuity of “Good Governance”. They are all basically ciphers of Whitehall, which is where they get their instructions. However, if he really is a good listener, he should hear the discontent throughout the Islands as to the appalling situation regarding crime and border control; both falling within the Governor’s portfolio of responsibility under the Constitution. So far London has avoided any financial responsibility. Although they donate millions in foreign aid to countries they have no responsibility for, which is often wasted. Such as promoting an Ethiopian version of the Spice Girls. Much more important than channeling monies here to prevent its citizens from being murdered and seeing our only viable industry of tourism going down the tubes. Trouble is we are too small in the scheme of things to really matter. Carry on up the Good Governance!
Crime is number one
Policing!!!! The Governor is DIRECTLY responsible for the police here. He needs to focus on what is needed. If the Brits think we are a drag on their finances now, just wait until the tourists stop coming because of crime!
One must wonder
It seems that the New Governor is taking on a number of issues that take on a ‘decided constitutional initiative”. One must wonder. It would behoove His Excellency to focus on the areas that fall under him. Demand more funding for Crime fighting from the Chief Financial officer.
That’s a Good Start. Invite Law enforcement from the US Coast Guard, Bahamas Defense Force to deal with the Refugee problem. Work with the Elected Government to expand Financial Services, Credit Unions, Cooperatives, Development Finance for small Businesses and New Startups. Move Funding to these areas with the Minister of Finance and the CFO having their input. Bureaucracy and Inefficiency in the Public has become an industry. The Former Governor, the Minister for example has bridled the Registrar General with all and any function relating to immigration and this does not make sense. Whilst adding to her existing work they have not placed anyone to her Aid. No added staff or anything. Forget about the Provo office, one can hardly get anything there. They need to move more staff and assistance to the office of the Registrar General to free up the bureaucracy. Whoever came up with that “Bright Idea” should not be in a position of Leadership. Maybe Dr Freeman can liaise with the Minister of Immigration, His Permanent Secretary and the Registrar to come up with a man power strategy to take the load off. Without that load she’s doing a Great Job. His Excellency, Dr Freeman can see what we as a people can do to remove short, long-term and endemic debt. One of the causes being the Hospital scam. Lead a genuine, real and serious investigation into the funding, financing and running of the hospital. The 25 year deal, the mountain of debt that we have to pay as a taxpaying Community. There isn’t much a Governor can do unless he steps on the shoes of the elected official. These small areas can really go a long way.

Getting the courts to function
Getting the courts to do as the Throne has promised us. “To no one will we deny or delay justice or right”, the Magna Carta . The SIPT
trials drag on for years, and years, and years while the big investors sit on the side lines watching. Other investors who may invest are held hostage by the courts as decisions concerning zoning drag through our courts at snail’s pace, and decisive decisions which allow action just cannot seem to be made.
Get rid of CFO
First thing should be removing external CFO chief financial officer from the constitution it is counter democratic and then seek a pathway to institute the constitutional reform analogies done by the consultation process carried out by Mr. Malcolm.
Vacation in the sun
The time has come for the TCI to have Governors who can make a difference in the lives of the Citizens and Residents. We are sick and tired of the UK continuing to send Governors who arrive here with an agenda often times quite different from those of the Residents. Most times this is the last postings for these Guys prior to Retirement. In such instances what can they offer since their senses are already impaired and all they can do is listen? Sometimes even listening is a challenge without hearing aids. Promises to work with the Government will only be as good as the leaders in Office. Historically the governments have been so weak that the Governors can hardly hear when they speak. All we have had since JAGs are weak leaders who continue to accept this kind of ignorance. This is the 21 century where there is nothing secret anymore and there are no boundaries in accessing information. Good luck Mr. Freeman to another three years of vacation in the sun as we watch our country go to hell in a basket. This is an ideal posting for Mr. Freeman who is constitutionally free to do as he pleases and most of his time will be spend on the Golf course chilling with the Grace Bay boys and
attending their cocktails. That will be the extent of his work until his replacement arrives with the same rhetoric.

Those in glass houses should not throw stones – PNP to PDM BY OLIVIA ROSE “THOSE in glass houses should not throw stones” National Chairman of the Progressive National Party (PNP), Royal Robinson tells, People`s Democratic Movement`s(PDM) Deputy Leader ,Sean Astwood. Astwood last week demanded resignations from chairmen of the immigration and the national health insurance plan (NHIP) boards. He said: “The fact that PNP candidates Arthur Lightbourne, Chairman of the Immigration Board in Grand Turk, Sheba Wilson, Chairman of the Immigration Board in Providenciales, and Mark Fulford , Chairman of the NHIP Board are still Chairmen of these Boards while actively campaigning to various stakeholders have raised alarming questions about the independence and integrity of these boards’ operations. He noted that: “The moment Arthur Lighbourne, Sheba Wilson, and Mark Fulford were named as

candidates for the PNP, they should have resigned as Chairman of these Boards. “By not doing so I am afraid that they have already caused the public to call into question their judgment and integrity.” In a ‘clap back’ to Astwood`s remarks, PNP`s National Chairman Royal Robinson in a release issued, Thursday October 27, exposed that the PDM campaign manager Dwayne Taylor remains on the Public Service Commission. According to Robinson, Taylor hosts a PDM radio show and is
intimately involved in PDM politics. Robinson said: “Contrary to Part VI of the Constitution which states that: “No person shall be qualified to be appointed as a member of the Public Service Commission if he or she is a public officer or if he or she is or has been within the preceding three years (a) a member of the House of Assembly; or (b) the holder of any office in any political party.” “If Mr. Astwood thinks that involvement in partisan politics - even if it is perfectly legal and constitutional - disqualifies you from service to this country, I am surprised that he is not calling for Dwayne Taylor’s resignation.”
Lawyer grills AG about Crown land deal ON THURSDAY (October 27) Queen’s Counsel Jerome Lynch took over the cross examination of attorney general Rhondalee Braithwaite-Knowles from his colleague Earl Witter. Lynch took a different tactic than Witter, focusing the majority of his questioning of the AG on Crown land in Grand Turk that she and her husband Gary Knowles had acquired several years back. Earlier in the week, Witter had first broached the issue, asking Braithwaite-Knowles about the land she and her husband had jointly acquired, hinting at a conflict of interest. The court heard that Knowles had approached Floyd Hall – former minister of finance – with the application for the land despite the discouragement from doing so from his wife. Lynch focused on the land itself, how much was paid down, if the couple acquired freehold title, and the scope of the land and the property that rests on it.
In court a photograph of the unfinished property was shown on the mounted televisions. Braithwaite-Knowles testified that the property is two storeys, comprised of four-bedroom, and sits on beachfront land in Grand Turk. Court adjourned on Thursday with the lawyer still delving into the intricacies of the land transaction by the Knowles. Prior to this line of questioning, Lynch had raised the issue of the Trial Without A Jury legislation. He questioned the witness as to who was responsible for the drafting and the passage of the Bill. Braithwaite-Knowles admitted that the Bill was drafted in the AG Chambers, in which she was the Deputy AG at the time, and that the consultative forum and the advisory council, which represented the legislative arm of the government after the constitution was suspended, passed it. The cross examination continues on Friday (October 28).
He emphasized that :“ After all, Dwayne Taylor is an overtly pro PDM political actor who is actively and officially campaigning for the PDM by hosting a pro PDM radio show and by managing the PDM’s campaign all while serving on the public service commission.” Robinson is adamant that if it were really about the issue, Astwood would certainly call for Taylor’s resignation. He said: “But, it’s clear that it is not about the issue - it’s just the PDM playing political games. “There is nothing unconstitutional or illegal about serving the community while running for office. The PNP Chairman noted that over the last four years, the Rufus Ewing-led government has acted with the highest level of integrity. “It’s clear that Mr. Astwood, sensing that defeat is in the air, is grasping at straws. He should get his own house in order before throwing stones,” Chairman Robinson concluded. The Director of the Turks and Caicos Islands Integrity Commission Q.C. Eugene Otuonye has since weighed in on the saga, making the commission`s position pellucid to the public. Otuonye said in an effort to maintain public confidence and trust in political neutrality, persons who

have declared their candidacy should voluntarily and immediately resign from chairmanship of the relevant Boards. He asserted that the chairmanship or membership of Statutory Boards or similar public Boards by persons who have declared their candidacy for the upcoming general elections, has been a matter of concern for the Commission. Otuonye clarified that although, neither the Integrity Commission Ordinance nor the Code of Conduct specifically addressed the issue, the Commission has held the view that in the interest of maintaining public confidence and the integrity of the operations and decisions of these public bodies, persons who have so declared their candidacy, should willingly resign from their membership or chairmanship of the relevant Boards. He said: “The Commission has subsequently sought and obtained the legal opinion of the Hon Attorney General which confirms our position on this matter. “Consequently, we have used the forum of our on-going engagements with the political parties and candidates and the radio talk shows this past week to urge the concerned candidates to resign immediately.”

Did the premier call it or did the new governor force his hand?
Dear Editor , THE ONE real political weapon that a Premier retains is the Power to call elections when he deems that the time is right and when he is at his Highest in terms of his popularity. He calls it to take the opposition by Surprise and catch them off their feet. Elections at December 5th 2016, may be a good Christmas present for the new candidates especially those fine at large ones that are seen as incumbents already. The Premier has lost the element of surprise. The Public however, was in election mood for a long-time and most persons “couldn’t wait” for him to call it. People saw a Huge Highway being built in Glass ShackProvidenciales- on the road from the Menzies Clinic and so many plans. Yet in the haste of calling elections, all of these plans are side-lined and “no-one” is surprised. The Government is so unpopular with most observers saying that some mainline incumbents will be losing their seats at large. There are
so many independents and a new party, there is really little room for any of the major parties to wiggle in. Is it possible that the new Governor, Dr. Freeman, told the Premier to “Call it -or I will”? Let us look at some of the issues that should feature in the next election. There was so much to do. No Books at the Long Bay High School. No strategy on the spiraling crime rate and getting dangerous. Most voters feel that we have been left behind. Not to talk about the No Child left Behind gimmick, a failed George W Bush Policy, a programme that was unfunded. Nothing new for this Government. Little development. Fourteen stories are promised, but like 7 stars there were very little locals being employed there. Will that model of development repeat itself.? Where the training are schools, the vocational training programmes etc. Why can’t we empower our people...? when we have so much money in taxes.
Investor confidence is at an alltime low and 13 years of a PNP Government, new faces, same policy, same retrograde tactics and TCIslanders falling behind. Companies are treating people with utter disrespect. Workers are fired at will because there is no Government to fight for them. Forget about the Immigration Board and the Labour Machinery. That’s a joke that must be changed from Top down to bottom. The Crown Land Law and policy remains tilted against Native achievement and there seems no room for Turks & Caicos Islanders to really achieve in their own country. Under an Oswald Skippings or Mike Misick Government one wonders if Digicel would have been so bold to fire locals and bring workers in on work permit. Things need to change in these islands. Are we building a country for “them”, ie the rich, the developers, the investors, or those of us who really live here and pay taxes? TCI just paid off a huge debt, whose

Is ensuring safety and security sufficient? According to a report in the Turks and Caicos News, the Chairman of the PDM Doug Parnell has revealed his party’s plans to focus on people-centered development, and the safety and security of those working and living in the TCI. He further noted the various efforts of his party in opposition, on the people’s behalf. Parnell then turns his attention to the creation and sustaining of a strong economy, and looks at the characteristics of the economy and the attributes of the country which make it an ideal place for growth and economic prosperity. These are an absence of income tax, no property tax, no exchange controls, and foreign ownership of land. He further mentions that what has really caused the TCI to flourish are the positive attitudes of the people, and their skills and abilities. And with these attributes, prosperity can be restored. To me, the Chairman has always seemed mature, intelligent, and sincere. He has sensibly recognised that economic and personal safety and security rest on managing social ills, hence his party’s 12-point plan. What’s important also, is his mention of detailed plans for each constituency to address specific concerns. But can an economy

Will our people take the money, the parties, the gifts and treating, then cry for the next four years. Maybe a coalition of independents, PDA’s PNPs and PDMs may be a way out. To get something passed all of us who live here must now have a seat at the table, be taken care of and properly addressed. A new voice, a new idea, a new beginning. United States Presidents, by
contrast are tied to the four year timetable and the first Tuesday in the month of November. They do not have the dastard flexibility to call it when they deem it best to their chances. This ability to call elections at will is a gift to the Premier. Time will tell if he used it wisely. It is not cool to say the Governor forced the Hon Rufus Ewing to call elections but one wonders because they had so much to do.

The time Lyndon Gardiner saved TCI’s airports Dear Editor, Now that I have your attention, lets’take a look at just how Lyndon Gardiner, Sole Owner of Intercaribbean Airlines (formerly Air Turks and Caicos), saved the airports of the Turks and Caicos Islands. To give you some background, on October 15th2016 Mr. Gardiner was the Guest Speaker at the Young Cooperate Alliance (YCA) Speaker Series and one of the questions posed to him was how did he ended up buying out Sky King Airlines, when the headlines at that time, circa 2008, was that Harold Charles and his group were set to buy out Inter Island Airways? It turns out that his proposed
selling of Inter Island Airways (now the parent company name for his many aviation businesses) was part of an overall deal which sort to have a Lord Ashcroft led group not only buy his airline, but to purchase TCIG’s share in the Turks Caicos Islands Airports and that of Coxco as well. Given that Lyndon is a quiet Patriot his main requirement for any deal surrounded two specific outcomes: 1. He would retain at least 10% shares in the airline as he wanted to make sure there would always be a local presence in the Aviation Industry unlike many other CONTINUED

be sustained without some form of revenue generation? In a wider sense, a strong sustainable economy generates private and public sector jobs, and enhances the quality of living of numbers of people. It lowers anti-social activities, and creates a reasonably equal society with reduced social gaps. Here safety and security play an important role in eradicating fear, attracting quality development, and building confidence and trust in the system. Here also, an absence of taxation, and regulations, is another big draw to sustainable development. And most importantly, the disposition and nature of our people is a positive pull for clean investment, and for those interested in properties and developing them for our mutual benefit. The highly skilled levels of our people ensure their involvement in any development
thrust, and the further prosperity of the country. We must also not forget that a government with good intentions, ethical policies, and which earns trust locally and internationally, and has good management skills, brings everything together to make our economic and social development model work. Ensuring safety and security is necessary, but not sufficient. In the development process, people must feel they are needed, and their skills wanted. They must also not feel overwhelmed. And the government must be caring and protective of their rights. A thriving economy is good, but people must feel they are valued, respected, and that their government is working on their behalf. After all, is not the government commissioned by the people?
Ultimate court of Appeal? Dear Editor, I write to bring to light a matter of concern; the Privy Council’s website claims, ‘it is our final court of appeal’; and in reading the Lord Browne-Wilkinson, oral ‘Judgment - In Re Pinochet’ of the House of Lords on 17 Dec, 1998 he adds to this, saying ‘In principle it must be that your Lordships, as the ultimate court of appeal, have power to correct any injustice caused by an earlier order of this House. There is no relevant statutory limitation on the jurisdiction of the House in this regard and therefore its inherent jurisdiction remains unfettered.’ So our Lordships have now ruled that they are our ‘ultimate court of appeal’, this ruling if correct means that our Lordships have closed the courts of the Lord, and put the Good Lord out the justice and judgment business in our territories. However the Holy Bible, which is taught in our churches, sworn on in our courts and is authorized by the British Throne, speaks contrary to our Lordships ruling, in that it speaks of His courts and there is no mention of His courts being closed by a ruling of our Lordships in the latter days. Psalm 100vs4 claims, ‘enter
into his gates with thanksgiving, and into His courts with praise’ so clearly they are still open. This fact is also repeated in hymns sung at both Her Majesty’s Coronation and recent Diamond Jubilee. Furthermore, the Book of Isaiah claims, ‘for to us a child is born, to us a son is given.... and He will reign on David’s throne and over His kingdom, establishing and upholding it with justice and judgment, from that time on and forever’. Isaiah 9vs6-7 St. Matthew confirms, ‘and He will proclaim justice to the nations’. 12vs18 As I see it, one of the two must be erroneous; either the ruling of our Lordships or the Holy Scriptures, which is taught in our churches, sworn on in our courts and by our officials, authorized by our Majesty’s Throne, and if studied, shows that His court claims it is the ‘ultimate court of appeal’. I am sure that my readers will agree that this conflict needs to be clarified and corrected ASAP, with the erroneous party admitting its error and making changes to reflect its error. industries in the TCI; and 2. He would have the ability to buy back shares in his company at a later date is he was financially able. Early on in Gardiner’s career in aviation, he took a course in negotiations and as a result, between his principled stance regarding local ownership in the industry and his skillset in ensuring a specific outcome, the negotiations would drag on for a year and a half - eventually falling through. This result, in my opinion, would have been the case for a couple of reasons: firstly, by that time a Commission of Inquiry would have been eminent, if not having already commenced; secondly, because of shear greed - he wanted to own 100% of all major airlines and the airports on the part of the conductor. Given that Mr. Gardiner had made a gentlemen’s agreement at the beginning of the negotiations that should things break down that he would buy he out, Mr. Gardiner did just that and bought Sky King. There are a few takeaways from that recounts of historic events: 1. You don’t get what you deserve, you get what you negotiate; 2. The Michael Misick led Administration had our Airports on the selling block and everything was set up hook, line and sinker; but for one man principled stance we would not have our airports today which is a big revenue generator. 3. Everything on the surface isn’t always as it seems. I salute you Mr. Gardiner for saving our airports. Be Blessed, Jamell

Crime in the TCI is out of control
Since the start of this column over a year ago, I have tried my very best to stay away from writing about crime. The reason for this decision was based on my belief that if you cannot offer solutions to the problem there’s no need to keep talking about it and the last thing I wanted to do was to politicize crime. Nevertheless we are facing a huge threat to our national security with the rising number of violent crimes and the low rate of them being solved. Moreover, there are persons who are responsible to address these concerns as they have been empowered by a constitution to seek after the welfare of the nation and failure to do so is going to put this entire country’s safety, peace and well-being in jeopardy. When examining the issue of crime and its impact on this country, the Following comes to mind: Why has there been an increase in crimes in this country in recent years? Who are the perpetrators and what is the motive behind the crimes? If the popular opinion is that crime is linked to unemployment then where is the statistics to support such an opinion? Can law enforcement provide stats on the age range and socioeconomic status of perpetrators? Does our
police force have the training, tools and public cooperation needed to fight crime? Has the influx of illegal immigration have a direct correlation to the increase in violent crimes in this country? Since internal security is the responsibility of the Governor, what has been done from his office to address crime in this country? We have changed Commissioners of Police several times and still crime is a problem, what else needs to change? Are we looking at enough preventive measures rather than reactive measures to curb crime? I believe that you can tell that I have more questions than answers at this time, but I believe we can find the answers together as a community, law enforcement and government stake holders. Nevertheless, the following proposals are derived from Mission # 5 of my platform ‘Operation Force Ripe’ in response to crime and national security: 1. Build and equip law enforcement with a state of the art forensic lab and train officers in the field of intelligence, investigations and forensic pathology. 2. Upgrade salaries of police officers, expedite promotions and awards for worthy and qualified officers. 3. Invest in criminal investigative tools, personnel and equipment. 4. Create a national database with DNA, social security info, every

Increase investment in CCTV Cameras, police vehicles, motorbikes and bicycles. Add more man power to the Police Force. 6. Establish Community crime prevention programs or strategies that will target changes in our communities’ infrastructure, culture, or the physical environment to reduce crime. The diversity of approaches should include neighbourhood watch, community policing, urban or physical design, and comprehensive or multidisciplinary efforts. Additionally, these strategies will seek to engage residents, community and faith-based organizations, and local government agencies in addressing the factors that contribute to the community’s
crime, delinquency, and disorder. 7. Border Control requires human resource. The police resources are too strained to effectively guard our borders. To this end, we must establish a National Guard tasked with border patrol and security, assist with national emergency, disaster management and internal security. Finally, establish a Department of Homeland Security to coordinate the activities of Customs, Immigration, Airport Security, Police and National Guard as agents of Law Enforcement to better enforce law in this country, curb crime and tighten up on general security of this nation. Milking the sacred cow Last week we wrote about the National Insurance Board formed in the 1990s as a pension “trust” fund. A hands off sacred cow providing pensions for workers and widows. In 2005 Washington Misick the current Financial Minister wanted to set up his own private bank. He needed capital. He decided to milk the pension trust fund sacred cow through PNP managers on the pension board. They transferred 18.5 million dollars of the peoples pension fund into Washington’s private “TCI Bank”. Corporate stock and deposits factored the transfer. Washington acted as the Chief Executive Officer, (CEO ) of the bank. What salary did CEO Washington earn for 5 years ? No one in the public knows. CEO’s establish and administer

David is a retired mobile hydraulic engineer and business executive. He has been married to Middle Caicos native Yvette Robinson Tapfer for 25 years and has lived in Conch Bar, Middle Caicos, since 2002. David formerly served as branch chairman of the PDM from 2008 to 2011
corporate policies. The risky bank made numerous risky loans. 4,000 families had deposited their money in the bank for “safe keeping”. By 2009 “TCI Bank” was in serious trouble. The PNP government had been removed and Governor Wetherell was in charge of the pension fund. TCI Bank begged Wetherell for more millions from NIB. Wetherell agreed to deposit 5 million more into the bank with
rights of “first class receiver” . Pensioners would recover this final five million, before anyone else, if the bank failed. Five million was promised to keep the bank liquid and save the entire 23.5 million pension fund dollars. (18.5 + 5) However soon 3 unknown people who had huge deposits in the bank withdrew the newly deposited 5 million dollars and a half million more. The bank immediately went
belly up. Who were the three people ? Who alerted them to withdraw the pensioners last 5 million from a lost cause ? TCI’s pension fund lost all 23.5 million dollars. 4,000 depositors lost all their money. Investors owning stock lost everything. The banks records were quickly sent to a firm in the Bahamas by 3 attorneys representing the banks investors, depositors and creditors. Lawyers Ariel Misick, Carlos Simons and Clayton Greene were given the job by someone unknown and were paid to ship the banks records and remaining assets away. What appears to be a cover story was that depositors might get 20 cents on the dollar if the banks loans could be collected. However not said was 5 million had to paid to the NIB first. Did that ever happen ? Amazingly the banks CEO
Washington Misick was elected to parliament in 2012. He placed behind at large candidates Sharlene Cartwright Robinson, Rufus Ewing and Derek Taylor. He barely placed ahead of winner Josephine Connolly. Also amazing Premier Ewing quickly appointed Washington his Financial Minister. Ewing government then awarded Washington 500,000 dollars in “back pension” . Washington supposedly was entitled to this additional pension money ! Washington had acted as TCI Bank’s founding father and CEO. The peoples pension fund, NIB, has been seriously injured by his bank’s failure. Pensioners, widows, depositors, investors wonder exactly what happened ? Will they ever know ?

PDM calls for national conversation on crime and border control BY OLIVIA ROSE THE PEOPLE`S Democratic Movement (PDM) is calling for a national conversation on crime and border control following a criminal spree over the weekend. Leader of the PDM, Sharlene Cartwright-Robinson said over the years her party has called for a national symposium that would shape the way for stronger and more innovative leadership from the Police on Border Control while providing new crime fighting tools that will outmatch today’s criminals. She said: “Over the past four years, the issue of crime and border control has been one of those areas in national life that drew my, as well as my Party’s keen attention. “It is unfortunate that I am again speaking to this issue after a criminal spree over the weekend that saw a series of serious offenses committed which included the physical attack on a young lady.” She noted that her party continues to be concerned about crime and the recent spate over the past few days only heighten it`s concerns. “Whilst persons will say we are out of control and others will say we must be guarded as we are a tourist destination. “I say we are neither at the place that we wish to live in nor one that tourists will like to see. “The recent crimes continue to be out of character for us and at a level that we have never before seen nor can we accept even at the expense of development.” The Opposition leader noted that her party has released a 12-Point Plan publicly for use by the authorities to aid in their strategic fight against crime, which is seemingly engulfing the once peaceful Turks and Caicos Islands. “We renew our call today again to take the fight to crime as crime has certainly taken its fight to our very own homes. “We wish to reemphasize the need to never politicize crime or to use it as a political football and we remind all to continue to recognize that the powers, day to day operations and ultimate responsibility lies with the Governor and the Commissioner of Police. “We must however see ourselves as critical stakeholders and partners in the fight.” Cartwright-Robinson said: “My Party and I have already sought an audience with the Commissioner of Police and Governor Freeman to ensure that all is being done to minimize as much as possible the

recent spike in crime.” She added that the PDM is in dialogue with Flow and Digicel to implement a free non - emergency number to contact Police. Also voicing her concern on the issue of border security after the recent prison break in neighboring Haiti, she called for increased alert and vigilance at all ports of entry. She said: “As we hear also of the recent Prison break from a Prison described by Haitian officials as“violent”, we are cognizant of the fact that it is highly possible that escapees can make their way here to our shores.” To this end, she noted that while the Government has also called for heightened alert of systems and for the UK to patrol the TCI waters, her party is calling for a high level dialogue with partners in Operation Bahamas, Turks and Caicos (OPBAT) , the Coast Guard and the Royal Navy. She said: “These are unusual times and we believe that we do have a strong position for heightened assistance. We can ill afford to become a safe haven to any of these escapees.” The PDM leader further noted that her party recognizes the
importance for stronger and better Police/People relations and will seek to initiate crime prevention programs between the Police and the People. She reminded that since last year the PDM has called on the Government to coin NeighbourhoodWatch Groups in an effort to lower the incessant burglaries on Providenciales and Grand Turk. “However, we will immediately embark on the establishment of a Citizens Advisory Board to advise Police which would foster a better relationship between Police and the People. “We wish to reemphasize the need to never politicize crime or to use it as a political football and we remind all to continue to recognize that the powers, day to day operations and ultimate responsibility lies with the Governor and the Commissioner of Police. “We must, however, see ourselves as critical stakeholders and partners in the fight.” Cartwright-Robinson has urged citizens and residents to form neighborhood watch groups, and to report suspicious behavior to Police. She reminded that crime fighting requires an “all hands on deck” approach.

So long Peter - Hello John A new governor (Dr John Freeman) has arrived in the Turks & Caicos and no doubt I am not the only one who’s found himself trying to remember some of his predecessors. As I am, thankfully, not involved in day to day politics my memories of the various governors amount mostly to little more than amusing anecdotes. One such anecdote, which occurred in the very early 1990’s, illustrates quite well a clash of cultures one could observe quite often in those early days of tourism development on Providenciales. The governor had flown in from Grand Turk to attend the official opening of the first casino on the island, located in the (long since demolished) Ramada Turquoise Reef resort. Greeted by the beaming smile of the American casino manager, the governor was given the grand tour of the facility when towards the end of it, the American (unfamiliar with protocol), said to Bradley, “tell me Governor, I’ve never met a governor before, how should I address you? Governor, Mr. Bradley?” “Oh no”, replied Bradley, “just call me Your Excellency”. Thinking he’d just heard one of funniest jokes in a long time, the American burst out laughing, slapped the Governor on the back and exclaimed, “Your excellency”, that’s hilarious! Good one - Mike! “ I am sure there are countless other stories about the various occupants of Waterloo since 1973. A former local politician once told me the story of a governor who, shortly before his pending departure, asked the politician what his parting words would be to him, to which the reply simply was, “have a safe trip”. This seemingly simple story does, I think, illustrate quite well one interesting question, namely how much can someone who’s on a 3 year appointment (on average) truly bond or for that matter relate with/to the people he’s been sent to serve as governor? Obviously much depends on the individual and the attitude they bring to the job, as well as the “marching orders” they’ve been given by the foreign office. As the former Governor, Peter Beckingham, told me in an interview, shortly before he left, “it was made quite clear to me that I should let the elected government govern, that I wasn’t there to be the government. My role was, if you like, oversight. So I very much bore that in mind and tried to work in that sort of way...” As for that bond with the host country, there have been past governors who, together with their spouses, made a genuine effort to get to know local people and their customs; those who did, seemed to have faired reasonably well. This column is not the forum to opine on the merits or pitfalls of the current constitutional set up of the country; that’s for politicians to debate in the coming years. As I write, the TCI are an overseas territory of the UK and in that context the governor plays his role, as defined in the constitution. Accordingly, I close by welcoming the new governor to these shores and to wish him well.

No new zika cases in TCI BY OLIVIA ROSE THERE HAVE been no new confirmed cases of the Zika virus in the Turks and Caicos Islands according to the Ministry of Health. Since the Ministry of Health ramped up Zika prevention programs across the Turks and Caicos Islands no new cases of the infection has surfaced since September 20, 2016. While other countries in the region have continued to experience daily or weekly confirmations of Zika virus infection, the TCI has not had the same experience. The count remains at a total of 12 confirmed cases. During a press conference held at the Premier`s Office, Hilly Ewing Building on Monday, October 24, the Government updated the media on its efforts to combat the dreaded virus. It was noted that every precautionary measure continues to be taken to enhance prevention and control measures. According to the Government, there is a vigorous action plan in place to deal with households where Zika infection has been confirmed to combat the further spread of Zika to other members of the same household. “All cases of Zika infection are on the island of Providenciales with no areas of concentration. The recently approved funding in the sum of $500k towards the management of Zika in the TCI by the Government will be utilized to strengthen efforts aimed at mitigating

the impact of the Zika virus. “The Environmental Health Department continues to conduct premises inspections, school visits, swamp monitoring, fogging activities and the distribution of mosquito repellents to households. The removal of derelict vehicles also continues throughout the islands. “The department has also received 2400 mosquito larvicide briquettes and purchased an additional 330 gallons of fogging chemicals. “The department also purchased 100 in2care traps to aid in the fight against zika. “Three temporary vector control officers have been hired; one on the island of North Caicos and two in

Grand Turk.” Residents are reminded to keep their premises and surroundings clean as waste which is not properly disposed of can collect water and become mosquito breeding sites. The National Epidemiology and Research Unit within the MHAHS has since hosted three workshops on vector borne diseases targeted at a variety of stakeholders including health care professionals from the public and private sector and continues to conduct its surveillance activities. “Because of the ability of the Zika virus to affect an unborn baby possibly resulting in microcephaly and other neurological and developmental complications,
pregnant women should take special precautions to ensure that they are not bitten by mosquitoes. “Mosquito nets are available for all pregnant women and can be collected from all Primary Health Care clinics throughout the TCI. “Additional precautions should be taken to prevent mosquito bites when travelling to Zika affected areas and countries.” Premier and Minister of Health Rufus Ewing, has cautioned residents and tourists alike to use approved repellents when outdoors. He also urged communities to play their part to take immediate steps to help stop Zika by eliminating all mosquito breeding and potential
breeding sites. Zika is a viral illness, which is spread by the bite of an infected Aedes aegypti mosquito. This mosquito is found in the TCI. Most persons with Zika are not aware that they have the illness as they may not have any symptoms. Symptoms of Zika are similar to Dengue and Chikungunya and appear between four to seven days after someone has been bitten by an infected mosquito. These symptoms include skin rash, mild fever, conjunctivitis (also known as pink eye), muscle or joint pain, and general malaise. There is no specific medication to treat Zika and there are currently no vaccines to prevent the illness.
Sand Jam to continue raising funds to benefit government high school choirs BY DAISY HANDFIELD FUNDS raised from the second annual reggae concert, called Sand Jam, will go towards improving the choir programs at the Clement Howell and the Long Bay High School. These improvements fall under a non-profit called Music is Life, which was created by the organizers of Sand Jam to advance Government schools’ choir programs throughout the Turks and Caicos Islands. A press conference was held at Flamingo Café on the Beach in Providenciales on Tuesday to discuss the line-up for this year’s event. Donna Davis, co-founder of Sand
Jam, explained during the conference that she and co-founder Karen Whitt, came to the realization that there was not any music foundations in the TCI that supported children who are talented in music, but do not have the opportunity or means to pursue their careers further. She said: “This festival was born out of a true desire for us to be able to give back to the community and to help these children develop their music talent. There is so much talent, and I say this all of the time… all of us have been given so much in this community, so to be able to give back and help this program advance will not return void.” During the press conference, the
organization took the opportunity to make a cheque donation for US $5,000 to the Clement Howell High School. These proceeds were derived from the funds raised from the first annual Sand Jam, last year. Kadean Cunningham, principal of the high school, who was present to accept the cheque, thanked the organization for kind their contribution. “This generous donation will definitely go a far way in buying some well needed equipment for our students to use, as well as doing some completion in the music room for our exam students. I must say a big thank you to the Sand Jam team, and I hope

Human Rights Commission conducts “rights training” for new police cadets The Human Rights Commission in keeping with its core functions of education and promotion of human rights conducted its third human rights teaching session for the latest batch of police cadets, the training was conducted at the Training Camp. Director, Mrs. Doreen Quelch Missick and Community Outreach Education Officer, Nicholas Prew congratulated the new recruits and reminded them that the police force has a responsibility to uphold the principles of human rights especially when interacting with the public. She told them that the police are at the frontline and as guardians of the law must provide the first line of defense for human rights. Mrs. Missick re-enforced with the group that all persons deprived of their liberty must be treated with humanity and with respect for the inherent dignity of the human person. She engaged the group and outlined the basic tenets of human
rights, that all persons are entitled to the same basic human rights. Mrs. Missick told the recruits that they have a very important role to play in upholding the rule of law and that the Rule of Law was founded on the principles that a government is bound by the law, guarantees the equality of its citizens before the law, ensures law and order, administers efficient and impartial justice and upholds human rights. She reminded the group that the ultimate test of the strength of our country’s commitment to the rule of law lies in the way it deal with those who offended against its rules. 20 police recruits successfully complete training in Providenciales BY DAISY HANDFIELD TWENTY police recruits have recently successfully completed a three-month long training to become full-fledged police officers. The officers were celebrated during a graduation ceremony last week, and will be posted at the Gracebay Police Post in Providenciales as of October 31. Over the training period, the new recruits underwent both classroom and situational training which included, basic police procedures and duties, swimming and lifesaving exercises, customer services exercises, firearm exercises, selfdefence, drill and physical training. These officers include: Brenton Murray, Sashauna Williams, Jeremy Jones, Bryada Howell Josiah Patterson, D’anna Elliott, Andy Wintz, Destini Handfield, Delano Fulford, Cydric Balanag, Tristan Vanalstine, Michele Forbes, Estafani Diaz, Felicia Robinson, Serika Williams, Licele FortuneJoseph, Bethsaida Jean, Brandalee
Hanchell, Peter Dickenson and Creamo Cartwright. In a previous interview with Police Commissioner James Smith, he explained that this new addition will help increase police presence on the streets. He said: “These officers will be patrolling the main tourist areas in Providenciales, which will allow us to put a focus on that, because we need to make sure that we keep a good name, as far as tourists are concerned.” “We are trying to make sure that we reduce crime across the country, not just prevent crime for the tourists.” He said. However, Mr Smith added that crime detection was everyone’s business, not only the Police. He added that although the Police was continuously working on increasing their presence in the community, the general public should not hesitate to come forward with any information that they may have pertaining to a crime. The recruits commenced training on August 1.

Drug users, paroled offenders to receive treatment in new halfway house ON FRIDAY (October 21) a joint venture between the Drug Prevention Foundation and the Turks and Caicos Islands Government saw the sod being officially turned on a plot of land in the South Dock area with a panoramic view of downtown Providenciales. The occasion, attended by the Premier, Leader of the Opposition, other Government functionaries, the Chief Magistrate, court officials and members of the drug prevention unit, marked the starting point of what will be a halfway house/treatment centre for drug users and paroled drug offenders. Director of the Mental Health Department within the Ministry of Health, Dr Alicia Malcolm, noted it has long been established that there is a coalition between substance use and crime. She said: “However I think that we all will agree that preventing crime is not just about stopping or deterring criminal acts, it also involves trying to rehabilitate persons and helping to reintegrate them back into society.” She added that halfway houses are an important community resource that helps to do this, as they provide drug addicts step-down care in the community; they play a pivotal role in the rehabilitation and reintegration of drug addicts and it also help to bring a country’s drug situation under control. The halfway house that will be established at the South Dock location, will provide services such as group therapy, individual

counseling, family counseling, random drug testing, skills training and job placement for clients. Dr Malcolm added that understanding the benefits of these services she is truly looking forward to the opening of the facility one day. President of the Drug Prevention Foundation, Dierin Longmire, also pointed to the impact the facility would have on the local prison system. “If we are to asses the
overcrowding of our correctional facilities we would immediately observe our failure to address these issues in a meaningfull way. “This halfway house will serve as both a pre- release and presentence opportunity for those who are struggling to find a new way of life, it will offer them an alternative sentencing program which will require them to stay in the facility.” She said they will offer a drug and alcohol curriculum, a twelve step program, urine analysis, counseling
and a reintroduction back into society. The house will host 25 persons at a time, all of whom they hope to shape into productive citizens. Longmire added: “It is not our goal to create a system of welfarism, hence these individuals will not be directly receiving any funds. Our approach is to deliver assistance through empowerment.” She said the unit will continue to support initiatives such as these for the good of the country.
Premier and Minister of Health, Dr Rufus Ewing, in his remarks pledged the Government’s support on the venture. “When Dierin came to me in our meeting and said that she would like the Government’s support on this project, at the time I was wondering whether or not I was overextending myself, but I said to her that you have worked hard so far, so you raise whatever you can raise and we will match it.” Since that time the Drug Unit has hosted several activities to aid in their fund-raising efforts this year with additional support from the Premier’s Cup event. The Premier noted that with the funding from these ventures and with the Government’s support, providing the land the facility will become a reality in the near future. He added: “ I want to thank all of you for your hard work and dedication to such a worthy cause. I know that we have come this far in building the facility, but I know running a facility of this kind has its challenges. “I would like to commit that as a Government we will be there as well to assist in every way, shape or form with the operational management to provide the various funding to assist in the operation of this facility.” The facility is expected to be completed and opened sometime next year, Longmire later revealed. When operational, it will also serve as a custodial program for alternative sentencing of first-time non-violent drug offenders.
Local group touts lower electricity costs in North and Middle THE North Caicos Sustainable Energy group has big plans to lower electricity cost for residents of North and Middle Caicos through the utilization of the casuarina pine. The tree could be seen almost anywhere in the Turks and Caicos Islands, but it grows in abundance in the twin islands. The group, which consists of, Janardio Howell, Desmond Williams and Jim Hodge recently pitched their ideas during a conference at the Blue Haven resort. Howell noted that the idea is to use the casuarina pine - an invasive species - as biomass fuel. “At the moment if you look at the casuarina tree you see that where it grows, nothing else grows
around it. It’s destroying our local vegetation. “If you look at five years ago a lot of these trees weren’t there, it’s taking away our natural beauty, and it blocks the beaches. “Some people say it’s for shade but we realize that it breaks up the soil and causes increased erosion.” Howell said that the intention of their venture is to kill two birds with one stone providing jobs for North and at the same time addressing an environmental problem. Hodge said that what they are essentially trying to do is turn lemons into lemonade. “Casuarina is unique in a couple of respect, it is a very hard wood, it is one of the few woods that sinks in salt water, it takes about four years to mature and produce seeds
while most trees take 20 to 30 years to do the same and that one little seed have about 400 smaller seeds inside which floats onto the wind when released. “And when you go to North Caicos you will see where it starts and just keeps growing and growing and growing.” However, to actually produce energy from the pine, the group would first need to build a plant with biomass boilers and machines to transform the trees into sustainable energy. Hodge says that they have no plans to distribute energy individually but that the plant will provide power to Fortis TCI for distribution at a lower costs to residents. “How fast it is built have a lot to
do with the permitting reality. The construction period is pretty quick on this and in the realm of biomass plant this is a pretty small one, it’s something in the realm of 3 to 5 megawats. “The permit should take about a year and construction will take about six months after that so it’s about a year and a half to two and a half years before we start producing electricity.” He noted that in India there are over three million acres of casuarina plant and they are producing 400 to 500 megawatts of power, adding that it is a proven fuel. However, he said that the problem here is that there is very little to no agriculture. Typically biomass plants are attached to sugar farms were they burn the leftovers of the cane after
it’s been processed. Hodge added that what has to be done here is at a slower pace and that it is first important to have North Caicos identified as a sponsor. The groups has laid out the framework for the project and have formally requested that the government grant NCSE an exclusive concession for the harvest of those trees and once permitted to move forward. For his part, Williams believes that they have found a solution to a very serious problem - that of lower electricity costs. The group is very keen on the fact that the project is being done by North Caicos for North Caicos, producing affordable energy and providing up to 50 jobs for the residents there.

Public Prosecutor completes secondment to UK Serious Fraud Division Public Prosecutor, Latisha S Williams returned to the Turks and Caicos Islands following a three week attachment to the Serious Fraud Office in London, United Kingdom during the month of September 2016. Miss Williams who has been with the department since its inception was identified as an ideal candidate for such an exclusive program by the former DPP John Masters, which was fully funded by the Professional Development Fund under the Office of the Deputy Governor. The Serious Fraud Office (SFO) is a sui generis law enforcement agency within the United Kingdom specifically England and Northern Ireland in that it investigates and prosecutes the most serious economic crime, focusing mainly on criminal conduct such as Fraud, Bribery and Corruption of large companies which debases the confidence in UK plc. The Serious Fraud Office and the office of Director were created by the enactment of the UK’s Criminal Justice Act 1987 and the office is a non-Ministerial Government Department. An ecstatic Miss Williams expressed her pleasure to have the opportunity and stated that her experience at the Serious Fraud Office has completely motivated her to do more in her current role at the DPP’s Office; including heading a

specialist area for serious fraud and economic crime matters. She stated; “My time with the SFO was awe-inspiring and the most thrilling experience of my life. Working in a fast-paced,

Laundering (Asset Recovery) to the Prosecution of these Offences in the High Court and Miss Williams stated that her final week with the SFO was spent shadowing Counsels at the Southwark Crown Court in London. “I have learnt some handy legal techniques” said Williams. “Which I hope to share with my team over the next coming weeks. Financial crime within Turks & Caicos Islands has grown significantly over the past decade and has become a very serious concern for the TCI Government as well as governments worldwide as it threatens the development of economies and their stability. As our Economy grows and financial crime rises so must our standards and practices of combating criminal activities of this kind. “I would like to offer my profound thanks to the Office of the Deputy Governor for their assistance in pursuing and funding this secondment. It was very informative, very well presented, plus enjoyable. I have learned so much during my training that will assist me in my workplace and in Court. I have already started to use some of the strategies and tools given to me, with counsels and witnesses alike and they are working remarkably well. “Having had firsthand experience with procedures and legislation that the TCI Office of the DPP could
greatly benefit from and or mirror I came away from the secondment feeling very confident as to the reforms that could easily take place and benefit the Office of the DPP.” Commenting on Miss Williams secondment to the UK Serious Fraud Office, Deputy Governor, Anya Williams said: “This attachment was arranged to provide Senior Prosecutor Williams with a wider practical knowledge of prosecuting serious and complex fraud matters within the Office of the Director of Public Prosecutions. Wendy Hayward fundraiser aims to purchase MRI System for the Cheshire Hall Medical hospital BY OLIVIA ROSE NCS eMoney Services has collaborated with Bob Hayward, husband of deceased Cancer patient (Wendy Hayward), to raise funds to purchase a MRI Sound Dock System for the Cheshire Hall Medical hospital. Speaking to the Weekly News, NCS Traveling sales and marketing personnel, AntoinetteThomas, said the fundraiser initiative was birthed from the realization that cancer and other terminal diseases have impacted greatly on the lives of many locals. Thomas said: “In 2011, Deceased Wendy Hayward was diagnosed with breast cancer. Surgery, chemotherapy and radiation treatments proceeded into 2012. At the time, doctors felt the treatment had been successful. “Apart from her absence to obtain radiation treatment in Nassau, Bahamas, Wendy worked at her business teaching piano to more than twenty students in Providenciales,
Turks and Caicos Islands. “Some of her students had been in her program since the time she commenced “Music for Young Mozarts” in 2006, and Wendy had become close friends with many students and parents. Wendy taught voluntarily at a small private school in Blue Hills for two years before her schedule became so tight that she had to discontinue that effort.” According to Wendy`s husband, Bob Hayward, Wendy was engrossed and committed to her weekly music teaching program which saw many local youths participating. He said: “She was a pianist for the TCI Youth Chorale on Monday night and accompanied a local teacher of voice lessons every Tuesday night. “She was one of the principle organizers of the annual Hopelessly Romantic event, a fundraiser to benefit scholarships to young people in TCI.” In 2015, Wendy experienced a resurgence of cancer due to stray cancer cells that had lodged,
undetected, in the vertebrae of her neck. She underwent emergency testing at Cheshire Medical Centre, which included an MRI scan. MRI (Magnetic Resonance Imaging) scanning is a medical investigation that uses an exceptionally strong magnet and radio frequency waves to generate images of your body. The MRI scan can reveal problems not readily identified by X-ray. To have an MRI scan, your body is inserted either partially, or completely, into a tube-type machine, which can be a claustrophobic experience to some, and outright scary to children. When Wendy learned that many children were afraid of the machine and either had difficulty being placed in the machine or just refused it, she wanted to do something to help. Although she was being prepared for emergency airlift to the University Hospital in Jamaica, she instructed her husband to obtain the appropriate information to obtain a sound dock

system for the MRI machine; she would need to raise $5000. Sadly, Wendy never became well enough to see this project through and passed away in April of 2016. The sound dock system would allow doctors and technicians to communicate with the person inside the MRI machine as well as allow the patient to listen to calming music or other audio. In keeping with her wishes, her husband is seeking the help of the public to complete this project on her behalf which will benefit the children and others in TCI. Upon completion of the
fundraiser, funds will be turned over to Friends of the Arts, a registered charitable organization. The amount needed for the Sound Dock System will be provided to Cheshire Medical Centre staff by representatives of the TCI Youth Chorale on behalf of Wendy Hayward. Rainwater or tab water for gardens? I can hear the thunder as we talk and I just love it. You know it might not come as a surprise to you that there’s no water that plants love better than rainwater, right! Imagine your thirsty plants doused in droplets fallen fresh from the sky, their leaves expertly channeling the bounty down stalks and into the soil right to the root zone where it is needed most. Why is rainwater such a preferred water source? There is more than
just one reason in fact there are many: Rainwater is 100% soft water, free of the salts, minerals and treatment chemicals. Rainwater is slightly acidic naturally! Green gardeners know that most organically grown plants prefer soil pH levels between 5.5 and 6.5. This is on the acidic side of the neutral pH 7, and by nature’s design, it is the exact pH range for rainwater.
Stored rainwater contains some organic matter. If collected from your rooftop, rainwater contains traces of organic material. While the water is very clean and should run clear, it has been exposed to anything on your roof. We’re not talking about chunks, we’re just talking about contact exposure to leaf litter,
pollen, bird droppings and the like (which perhaps not surprisingly are great for your plants). Rainwater contains nitrate, the most bio-available form of nitrogen. Nitrogen is one of the three key macro-nutrients that plants need to thrive necessary for the development of lush foliage.

Special needs school in Providenciales to benefit from recent fundraiser BY DAISY HANDFIELD TWELVE corporate companies in the Turks and Caicos Islands recently contributed towards a dinner and game night that will benefit the Special Needs Association of Providenciales, referred to as the SNAP Centre. The event was held on Tuesday night at the Seven Stars Resort in Providenciales and would not be possible without these companies that each paid a fee of US $1,500 to reserve a table. The fee covered a buffet style
dinner and two complimentary bottles of wine, along with entertainment. In an interview with Claudine Ewing-Pratt, director of the Seven Stars Community Foundation, she explained that all of the funds raised would go towards the purchasing of equipment for the centre and for additional enhancements. She said that “the funds raised from this event will go towards purchasing much needed equipment for the SNAP Centre. “Equipment that will outfit their

snoozing room and their sensory play area.” Mrs Ewing- Pratt added that these improvements are very essential for this type of school and that she and her team want to make sure that these students receive nothing but the best. The Seven Stars Community Foundation also has awareness programs that provides the SNAP Centre with the necessary tools to
make sure that the special needs children in the TCI are well taken care of. Every year the Community Foundation hosts a variety of initiatives, in an effort to generate funds for the SNAP Centre, which was adopted by the resort around May of this year. The school is situated in Kew Town, Provinciales and currently caters to 13 students.
Last year, the centre received a donation of US $45,000 from the non-profit. This figure was a compilation of funds raised by the Community Foundation throughout last year. The funds were used to upgrade the centre by adding a parking lot, security screens, and a complete media room with 10 computers and to freshly paint the building inside and out.
Kiwanis Club of Providenciales celebrates 25 years BY DAISY HANDFIELD THE KIWANIS Club of Providenciales celebrated 25 years of existence during their annual installation banquet in the conference room at The Vix restaurant. The event, held October 15, was attended by past and present members, along with residents who wanted to make generous donations. During the celebrations, the late Michael Taylor was acknowledged for being a charter member of the Kiwanis Club in Providenciales many years ago. His family was presented a commemoration plaque for his years of service. Michelle Robinson, the new Kiwanis president, replaced Gordon Burton who was previously the president for the last two years and has held nearly every position in the Club. He is also one of the charter members of the Club. Mrs Robinson said in an interview that she was excited about this new opportunity and that she is looking forward to making many positive contributions to the Club. She said: “I am excited. I was a key clubber back in the Bahamas where I went to high school. Therefore, service is in my system and I love helping people. I just love being a part of a positive change in my community and country.”
The new president elaborated on some of the upcoming projects which include expanding a lunch program to the outer islands. Some of the projects the Club is looking to donate to include donating to a basketball camp in Providenciales and a TCI boxing initiative for the youth. “I just want the public to know that the Kiwanis is a reputable organization. UN wants $200M to pay Haiti’s cholera victims, communities
VAT drops Bahamas to 121st in ‘ease of business’ rankings
THE United Nations hopes it can raise $200 million for payments to families of more than 9,300 cholera victims in Haiti and to communities worst-affected by the outbreak of the disease, which has been blamed on Nepali UN peacekeepers. Half could be spent on communities, with the remaining $100 million paid to families of victims, UN special advisor David Nabarro told reporters. This would allow for payments of some $10,000 per family. Nabarro said raising the funds through donations would be “highly unlikely” and UN officials would discuss with member states whether the world body could add the cost to its budget, paid by 193 UN member states through assessed contributions. So far, he said it had “proved to be very hard indeed to get any traction” from member states on providing donations. “I have felt a little bit disheartened about it,” Nabarro said. “I’m not in a situation where I feel confident about it.” Nabarro said UN SecretaryGeneral Ban Ki-moon, who steps down at the end of 2016 after two five-year terms, is due to propose the payment plan to the UN General Assembly in the coming weeks as part of a new approach to dealing
THE Bahamas is now perilously close to dropping into the bottom third of the World Bank’s ‘ease of doing business’ rankings, after the country was ranked 121st out of 190 nations when it comes to facilitating private sector activity. Edison Sumner, the Bahamas Chamber of Commerce and Employers Confederation’s (BCCEC) chief executive, expressed surprise that this nation had tumbled 73 places in the global rankings when it came to the ease of ‘paying taxes’. Pointing to the initiatives undertaken to improve tax collection efficiency and administration, Mr Sumner said the Chamber - via a public private partnership (PPP) style approach - would work with the Government and its agencies to obtain a better understanding of the World Bank’s findings. “We’ve made improvements in the tax system,” he told Tribune Business. “I’m surprised in those numbers, as I believe we’ve improved our tax collection system.” It estimated that Bahamian VAT registrants, on average, spent about 157 hours per year - equivalent to almost 20 working days - calculating, collecting, filing and remitting the tax’s payments to the Government. This negated improvements made in other areas, especially in the ‘ease of registering property, where the Bahamas moved up 18 spots from 184th position (near rock bottom) to 166th. The World Bank attributed the improvement to the Bahamas “reducing the cost of transferring a property”. However, on other criteria,

Baha Mar sale is a fabrication SARKIS Izmirlian criticised the transfer of Baha Mar’s assets to Perfect Luck Holdings Ltd this week, calling the sale to the special purpose vehicle created by the ExportImport Bank of China (CEXIM) an “intricate fabrication”. And nearly two weeks after making a “bona fide” offer to buy Baha Mar, Mr Izmirlian, CEO of BMD Holdings Ltd, said he found it “bizarre” that he has received no response to the “superior proposal”. In fact, in a letter addressed to Liu Liange, vice-chairman and president of CEXIM, Mr Izmirlian said not only has the bank not acknowledged receipt of the proposal, but “nor has anyone associated with either the bank, the receivers, or Perfect Luck,” made contact with him. Mr Izmirlian is the original developer of Baha Mar. In a letter dated October 10, Mr Izmirlian made an offer to purchase the stalled $3.5 billion resort “at a price in excess” of the current undisclosed bid. Mr Izmirlian said BMD Holdings is prepared to pay 100 per cent of all “substantiated” Bahamian claims and all money owed to Bahamians and foreign employees. He also previously said BMD Holdings will drop “all of our
appeals and legal actions in effect within the Bahamian courts” upon acceptance of the offer. On Tuesday, Mr Izmirlian said it makes neither economic sense nor is it in the best interests for the future of Baha Mar, or The Bahamas, that not one of these related parties “have engaged with us to discuss our proposal.” “It is indeed ‘extraordinary’ that the entire sale to Perfect Luck has been an intricate fabrication,” he wrote. “The fact that the receivers were not able to find an arm’s length buyer has nothing to do with the quality of the asset and everything to do with a process where bidders were not given information, and were forbidden to meet with stakeholders or to discuss the status of construction with any of the relevant parties. “The fact that the Bahamian court signed off on the sale does not mean that a comprehensive and inclusive process was followed. It only means that your lawyers were able to craft a story sufficiently plausible for the bank to sell Baha Mar to itself and conduct a further sale of Baha Mar in even more secrecy. Mr Izmirlian urged the bank to “engage” with him to find a solution to the current impasse, “help Baha
Mar open quickly and successfully, improve CEXIM’s economic position and maximise value for other stakeholders.” “We present the best option to complete the project and affirm the policy success of CEXIM. Together, we will have shown that even when faced with a challenge that we have found the solution and resolved the problem. Why not at least engage in a serious discussion with us to consider whether there is a pathway forward? President Liu, I repeat from my offer letter of two weeks ago: together, we can move ahead to a swift and mutually beneficial resolution for Baha Mar, which will result in the resort being open as soon as possible to serve the best interests of the Bahamas, as well as the bank. Now more than ever the country, in its time of need, requires us to come together.” In August, Prime Minister Perry Christie announced that the government and CEXIM entered into an agreement to have Baha Mar completed and sold to a “worldclass hotel and casino operator.” Last month, Mr Christie and a government delegation that travelled to London, England, to meet with investors were informed about the identity of the anticipated buyer for the beleaguered Baha Mar resort.

Gambia joins African queue to leave ICC GAMBIA says it will pull of the International Criminal Court (ICC) after accusing the tribunal of persecuting and humiliating Africans. The small West African nation joins South Africa and Burundi in withdrawing from the court. The ICC was set up to try the world’s worst crimes but has been accused of unfairly targeting African leaders. Gambian Information Minister Sheriff Bojang said the court had ignored Western war crimes. He said the ICC, for example, had failed to indict former British Prime Minister Tony Blair over the Iraq war. Speaking on state television, he said the ICC was “an International Caucasian Court for the persecution and humiliation of people of colour, especially Africans”. The ICC’s chief prosecutor, Fatou Bensouda, is a former Gambian justice minister. President Yahya Jammeh has ruled The Gambia since taking power in a coup in 1994.
Elections are due in December, but opposition leader Ousainou Darboe and 18 others were jailed for three years earlier this year over an unauthorised protest. The country has been unsuccessfully trying to have the European Union indicted by the court over the deaths of thousands of African migrants trying to reach the continent by boat. South Africa said last week that it had formally begun the process of withdrawing from the ICC because it did not want to execute arrest warrants which would lead to “regime change”. US abstains from UN vote against Cuba embargo THE US has for the first time abstained from voting against an annual UN resolution calling for an end to its economic embargo against Cuba. US Ambassador Samantha Power said the historic decision reflected the new policy of engagement over isolation. Diplomatic ties were restored last year but Republican-controlled Congress opposes lifting the longstanding embargo. The vote passed overwhelmingly, with the support of 191 countries. Only Israel abstained alongside the US. The UN General Assembly has voted to approve the resolution every year since 1992, and the US has always strongly opposed it. “After 55-plus years of pursuing

the path of isolation, we are choosing to take the path of engagement,” Ms Power said. She added, however, that the abstention did “not mean that the United States agrees with all of the policies and practices of the Cuban government”, including “serious human rights violations”. Texas Republican Senator Ted Cruz tweeted that the act imposing sanctions on Cuba was “the law of the United States, which should always be defended and upheld”. Cuban Foreign Minister Bruno Rodriguez said Cuba was “grateful” for Ms Power’s efforts. “A change in vote by the United States is a promising signal,” he said. “We hope it will be reflected in reality.”

Haiti was free of cholera until 2010, when U.N. peacekeepers dumped infected sewage into a river. Since then, more than 9,000 people have died of the disease, which causes uncontrollable diarrhea. Philip Alston, the independent U.N. Special Rapporteur on Extreme Poverty and Human Rights, told a U.N. committee on Tuesday that the world body has refused to publicly state the reason for its legal stance. “There is reason to believe that the position adopted by (the U.N. Office for Legal Affairs) in 2013 was consistent with views strongly pressed at the time by the United States,” said Alston, noting that the United States has a strong interest in the issue as a close neighbour of Haiti and the largest contributor to the U.N. peacekeeping budget. He said the United States seemed to believe that the United Nations “must follow American legal practice, which generally takes the view that legal responsibility should never be accepted when it can possibly be avoided because one never knows the consequences for subsequent litigation.” The U.S. mission to the United Nations was not immediately available to comment on Alston’s remarks.

United States on behalf of cholera victims, the United Nations said in 2013 that claims for compensation were “not receivable pursuant to Section 29 of the Convention on the Privileges and Immunities.” A U.S. federal appeals court upheld the United Nations’ immunity in August. Alston said “if there is a private law issue, in other words negligence, then the U.N. is obligated to accept the claims that they make and to process them in some appropriate way – that’s what the U.N. is refusing to do.” He said the United Nations could abide by its obligations under
the treaty without jeopardising its immunity. U.N. Secretary-General Ban Ki-
moon has said the world body has a “moral responsibility” to help the cholera victims with material support. In his speech, he accused Clinton of waging a “war on police” that he said puts black lives at risk, and he called for police and residents to work together.

The National Cancer Society hosts annual breast cancer awareness luncheon BY DAISY HANDFIELD THE NATIONAL Cancer Society of the Turks and Caicos Islands hosted their annual breast cancer awareness luncheon on October 22, in an effort to continue spreading the importance of early cancer detection. The event was held at the Beaches Resort in Providenciales at 1 pm that day and was supported by more than 100 people. Attendees included organizers, health practitioners, cancer survivors and other supporters who all wore their splash of pink, to symbolize the fatal disease. When Keynote speaker Denise Braithwaite-Tenant, chief of medical
services for InterHealth Canada took the podium, she explained that one out of every eight women were at risk of breast cancer. “The whole purpose of my presentation today is for those of us who are breast cancer survivors to be encouraged…there is so much in terms of treatment modalities and we search continuously for all with an emphasis to ensure that the survival rates increase. To also ensure that the treatment provided keeps you as close to maintaining your normal life, as possible,” Braithwaite-Tenant said. She added that InterHealth has started a hospital cancer register, in order to reflect on what is currently happening in the Turks and Caicos
Islands. “It is not a national cancer register because it is not gathering information from all areas within the sector. It is a hospital based register which is probably very good in reflecting what is currently happening in the Turks and Caicos Islands because we are the largest catchment area of health care data. “We are the only hospital within the Turks and Caicos Islands and many of the diagnosis are made by our pathologists. “However, it does not capture all of the other potential data that are in the other areas of the health care sector. “So, that is why we are working
with the Ministry of Health because we need a cancer register; a national one.” During a press conference at the hospital last week, officials from the hospital revealed that there are currently 259 people in the TCI that have been diagnosed with cancer. This number includes cases that were diagnosed at the hospital before the actual registry was launched in January of 2014 and officials said that at least three to four new patients are being diagnosed with cancer every month. Gemma Williams, InterHealth Canada Oncologist, explained that Providenciales, understandably, has nearly three quarters of all cancer
patients. Meanwhile, Grand Turk makes up 17 percent and the remaining percentage covered the smaller islands [in terms of population] South, North and Middle Caicos. Nurse Williams added that women made up 54 percent of the cancer population in the TCI,while men made up the other 46 percent. There are more than 100 types of cancer, including breast cancer, skin cancer, lung cancer, colon cancer, prostate cancer, and lymphoma. Symptoms vary depending on the type. Cancer treatment may include chemotherapy, radiation, and/or surgery.

Delano Williams Foundation continues to raise funds for TCI athletes BY DAISY HANDFIELD THE DELANO Williams Foundation (DWF), a nonprofit sports organization, saw over 100 residents of Providenciales, participate in the second annual DWF five and 10 kilometres walk-andrun last weekend. Those who signed up and paid the small fee to participant in the initiative were given Nike sponsored T-shirts along with wristbands. Chairman of the Foundation, Rita Gardiner, said that the Foundation is continuously growing and that she is extremely proud of Delano Williams because he has paved the way for many athletes in the Turks and Caicos Islands. She added that some of the funds raised from this
walk-and-run will go towards initiatives at the Eliza Simons Primary School and the Helena Jones High school in Grand Turk; both past schools of Delano Williams. Also, a fraction of the funds will be donated to the Clement Howell High and to assist the 2017 track and field athletes. Delano Williams, sprint sensation and leader of the Foundation, said in an interview that he was satisfied with the turnout. He said: “People are saying that last year was bigger, but I think that this year was better.” Mr Williams said that he was looking forward to seeing more corporate companies supporting the Foundation. “I think that this is a good thing that I am doing and people get to enjoy what I am doing here.”
The young athlete reflected back to his early track and field days and said that he wanted to give these young athletes in the TCI the facilities and opportunities that he did not have back in the day. He said that he “wanted to provide the athletes with that opportunity because for them to be fitted in the right gear, gives them that motivation and drive.” The Foundation also hosted a five and 10 kilometres walkand-run on the island of Grand Turk the previous week, where Williams also participated. It was also deemed successful by Williams and the other organizers. The Delano Williams Foundation will not only cater to track and field athletes, but to players of any sport across the country.

The R&B crooner performed with a heart monitor visibly strapped to her chest during a show in Georgia on Saturday — less than two weeks after she was hospitalized for the second time in several weeks due to the disease. Doctors recommended Braxton, 49, wear the device at all times to identify pain in her chest, in addition to potential heart attacks or strokes, TMZ reports. When she took the stage in Savannah, the monitor was in plain sight, particularly when she wore a revealing black jacket that was unzipped to expose her upper chest. The “Un-break My Heart” songstress checked into an Atlanta hospital late last month and spent at least four days there after experiencing health concerns stemming from lupus, according to the celebrity gossip site. BOB Dylan’s failure to acknowledge his Nobel Prize in literature is “impolite and arrogant”, according to a member of the body that awards it. The 75-year-old singer was named the shock winner of the prize this month. But all efforts by the Swedish Academy to contact him have failed, and he has not acknowledged the win in public. Academy member Per Wastberg told Swedish television: “He is who he is,” adding that there was little surprise Dylan had ignored the news. “We were aware that he can be difficult and that he does not like
appearances when he stands alone on the stage,” he told Sweden’s Dagens Nyheter newspaper in a separate interview. A reference to the prize was removed from Dylan’s website last week. It is still not known if he will travel to Stockholm to receive the prize on 10 December. If he does not, a ceremony marking his career will go ahead as planned, Mr Wastberg said. Abba to reunite for ‘new entertainment experience’ ALL four original members of Abba are to reunite for a new digital entertainment project. The Swedish pop group have not formally performed together since they split up more than 30 years ago but did appear at a 50th anniversary party in June. The project, which will involve virtual reality and artificial intelligence, has been described as a “new entertainment experience”. It will be developed in collaboration with music manager Simon Fuller. “We are exploring a new technological world that will allow us to create new forms of entertainment and content we couldn’t have previously imagined,” Fuller said in a statement. Cubs level World Series with first Fall Classic win since 1945 AS of last week, it seemed next to impossible for Kyle Schwarber even to play in the World Series. Now, improbably, Schwarber, who underwent surgery for a torn ACL and LCL in his left knee less than seven months ago, has helped the Chicago Cubs even the series against the Cleveland Indians, giving the Cubs their first win in a Fall Classic game in 71 years. Schwarber had two RBI singles, Anthony Rizzo drove in a run and scored two more, and Ben Zobrist chipped in with an RBI and a run, and the Cubs leveled the best-ofseven series, winning 5-1 in Game 2 at Progressive Field in Cleveland. “This is the moment that
we all look forward when we were little kids, to play in the World Series,” Schwarber said. “We just took a small step today, but we’ve still got a long way to go.” It’s the first time the Cubs have been victorious in a World Series game since 1945, a series they lost to the Detroit Tigers in seven games. It also was the same World Series when the supposed billy goat curse was put on the club. The Cubs haven’t won a World Series since 1908, the longest drought between championships in Major League Baseball. The question now, though, is how much Schwarber will be able to play in Games 3, 4 and 5 at Wrigley Field in Chicago. The DH isn’t an option at a
National League ballpark, and Schwarber has yet to be cleared by the medical staff to play in the outfield. “We’ll see,” Schwarber said when asked if he’s ready to play defense. “I haven’t tried it. We’ll take it day by day.” Game 3 is Friday. In Game 1 on Tuesday, it was Cleveland that got off to a quick start. England chosen as hosts ahead of US & Canada ENGLAND will host the 2021 Rugby League World Cup after being selected ahead of a rival bid from the United States and Canada. It will be the biggest edition since 2000, with 16 teams and 31 matches. England last hosted the competition in 2013, when Australia beat New Zealand 34-2 in the final at Old Trafford. The Rugby Football League received £25m from central government to support its bid and plans to stage 80% of games in Lancashire and
Yorkshire. A mixture of 12 rugby league and other sporting venues, including Manchester’s Old Trafford and Wembley in the capital, are in line to host matches at the 2021 event. The Rugby League International Federation (RLIF) has recommended that the 2025 tournament be staged in North America as it attempts to increase the global appeal of the sport. The American-Canadian joint bid aims to stage the competition outside
Australasia and Europe for the first time since it began in 1954. While praising their “extremely compelling” proposal, the RLIF said that England were preferred “primarily based on the current rugby league participation numbers in North America.” The Toronto Wolfpack Canada’s first professional team - will compete in English rugby league’s third tier in this coming season as part of the game’s development in North America. World Athletics 2017: No evidence of Ed Warner’s corruption claims - IAAF CLAIMS that the 2017 World Athletics Championships bidding process was corrupt will not be investigated further, the IAAF has said. London will stage the event but in January UK Athletics chairman Ed Warner said a “senior person with the IAAF” had told him about Qatari bribes being offered during the bid process in 2011. Warner told athletics’ world governing body that Lord Coe was the source. Coe - now IAAF president - says he has no recollection of hearing a rumour - or communicating one that representatives of the Doha bid were offering “brown envelopes” of cash to IAAF council members in return for Qatari support, on the night before the bid. Warner headed the bid team that
won the 2017 vote in November 2011. Qatari capital Doha was subsequently named as host for the 2019 event in November 2014. Qatar has denied any wrongdoing in either bid. Following Warner’s claims to BBC Radio 5 live’s Sportsweek programme, he gave the IAAF the names of three people he claimed were present when Coe told him of Qatari wrongdoing and the body’s ethics board made contact with those named and all members of the IAAF Council at the time. In a statement, the ethics board said: “To date, none of the respondents have had any relevant evidence corroborative of Mr Warner’s recollection or relevant to the alleged factual matters the subject of the purported rumour.” Warner claimed that on the
morning of the bid, the London delegation were told “we were behind because the Qataris had promised to pay the $7.2m (£5m) prize money, which otherwise the IAAF would have had to pay”. Coe, who spent eight years as vice-president of the IAAF, became president in August 2015. In January, a report claimed “corruption was embedded” in the organisation but its author, Dick Pound, backed Coe, stating he “can’t think of anyone better” to lead it. A French criminal investigation into Coe’s predecessor Lamine Diack and other leading IAAF officials is looking at whether there was any financial wrongdoing in bids for seven World Athletics Championships from 2009 onwards. But the disciplinary committee also criticised the “reproachable behaviour” of the celebrating Barcelona players. The Catalan club said these declarations were “irresponsible”. “The most serious thing is the thrown bottle, but some players acted in a way we don’t like,” Tebas said
after the incident, also suggesting Barcelona players provoked Valencia fans. Barcelona said they have requested the Administrative Court of Sport open disciplinary proceedings against Tebas and members of the federation’s competition committee. SIXTEEN boats successfully navigated the waters around Providenciales last Sunday for charity. The 2016 Round the Rock Charity Challenge, initially scheduled for last Saturday, but postponed to the 23rd, was deemed a success by the Provo Sailing Club’s coach Keir Clarke. Clarke, who organised the event, said that apart from being the largest fleet of dinghies to go around Provo, the event also raised thousands of dollars. “Whilst the final count hasn’t yet been made, we are hoping to have raised over $7,000 in this event. Thank you to all sponsors
and particularly those who set up GoFundMe/generosity web pages to promote outside sponsorship from people living abroad also! “ The sailing coach added: “One of our key mandates is to make sailing accessible to all people and especially children in the Turks and Caicos Islands, so to be able to help out the Provo Children’s Home this year has been a real honour.” The other half of the funds raised (50% will go to the Children’s Home) will be pumped back into the youth sailing programmes and help to financially offset the hundreds of sailing youth
scholarships that get handed out each year to young sailors of the TCI in their learn to sail programmes. In the 50-miler there were a lot of camaraderie and the sailors (from 10-70 years old) were more interested in finishing the challenge. Nevertheless there were some outstanding performers. Tarick Germeil was the first laser sailor to reach the shore, while 15-year-old current youth female laser national champion Grace Mann was the first junior and only female participant to accomplish the task solo. Jamarsh Delancy, who represented the Grace Bay
Club, led the Hobie fleet most of the way with his natural skills and abilities, especially that of sailing close to the wind. The event started from the Kids Park from 06:00h and the sailors enjoyed a full day of sailing with a few stops. President of the TCI Sailing Association David Douglas was quoted as saying: “More people have climbed Everest than have circumnavigated PLS by sailboat in the daylight, we are proud off all of our sailors who have pulled off this amazing feat!” The organisers are hoping to make the event an annual fundraiser for the community.

Wahoos undefeated in regular season THE BCB Wahoos finished the regular season of the Agency Tag Rugby League undefeated after a 7-0 record at the Meridian Field. On Thursday night they got past the Jolly Ranchers 8-7 after, among other things, strong defensive plays from Amanda O’Connell. This Thursday the teams will meet in the semis with Wahoos playing the Unicorns of Doom and Jolly Ranchers battling Nuff Said (tied on points). The winners will then reach in the Cup final the following week.
In the Bowl playoffs: defending champions Meridian Marauders will challenge Red Mist, while the Tipsy Turtles play Pampered Paws Reef Rovers. In their final regular season clash the Marauders drew 19all with Reef Rovers. Skipper Augustine Modeste led the Reef Rovers with 10 points, while Gareth Butler led the Marauders with eight. Nuff Said defeated the Unicorns of Doom 12-6, while The Turtles eased past Red Mist 20-10.

SOME of TCI’s most experience rugby players will represent the national side this Saturday in a 15s competition again the Atlanta Seniors and the Bermuda Seniors at the Meridian Field in Grace Bay. The event, dubbed the 2016 Heineken Halloween Ruck and Roll Rugby Tournament, will see competitive rugby from 15:00h. Along with the Over-35 games, the sevens’ male and female players will also have trial games which will be used to select the national teams for upcoming IRB sanctioned tournaments. Gareth Butler, who will lead the national over-35 side, said that Team TCI is “very excited”. “The TCI Over 35s side is looking forward to dusting off the cobwebs and putting on the boots again against some of their contemporaries, before showing some old school razzle dazzle on the rugby field.” Butler added that the players are not taking the games lightly and that along with training they have also reviewed footage of their old games and shared “a lie or three on how fast they used to be”. Information from the TCIRFU indicates that some 100 plus visitors will travel for the event. The fly-half Butler is hoping for a large local turnout and said that the event, which is the first of its kind, will hopefully become a part of the rugby calendar.

Church Co-ed Softball League had made an emphatic start to the bestin-five finals, with their opening clash ending 11-4 via mercy rule at the top of the fifth, but former champions Jericho Baptist Church
bounced back with wins earlier this month to leave the series 2-1 in their favour. In the second game Pedro Williams and Throy Forbes scored two runs each in the 8-7 victory.
With the series tied 1-1, Jericho surged ahead with a 3-0 win in game three after Quimby Hall scored two runs and brought the only other run home. Forbes also came in for some credit at short stop.
Last Saturday, in game four, Romans bounced back and were leading 16-10 when play ended prematurely at the top of the fifth because of bad light. Action is expected to continue next week.
