Premier clears the air on ‘embarrassing’ helicopter bill Takes complete responsibility for judgement call BY OLIVIA ROSE “IF I have to reach the people of the Turks and Caicos Islands I will do it by any means necessary.” These were the sentiments of Premier Sharlene Cartwright Robinson who attempted to clear the air on what she called an “embarrassing situation”. The territory’s leader suffered harsh online criticism for not paying a substantial amount of money owed for helicopter services rendered from the Camacho Emergency Relief team after last year’s storms. Speaking on the popular RTC radio show ‘Expressions’ which was webcast live on Wednesday, August 22, Cartwright Robinson fervently took responsibility for her actions. She emphasised that during that distressing time it was absolutely necessary for the Government to use every option available to connect with the people across the territory. She acknowledged that given the urgency of the situation, which was
described as a “crisis”, she failed to follow bureaucratic protocol. “This would be the first time I’ll be speaking to this issue publicly because I find it quite embarrassing, but nonetheless I had reached to a place where I assumed that I would then have to take personal responsibility for $55,000. “Unfortunately when Irma and Maria hit we had no small crafts left in the Islands, all the airplanes were taken out, but Cayman Islands’ government had loaned us their helicopter. “We had the benefit of the Cayman Islands police helicopter and because communications were down we had already communicated to at least two of the islands that we will be travelling (myself and the Governor) to the islands to meet with the executive staff. “The challenge we had already with Grand Turk, with prisoners breaking out and then the fire and the whole question of security on the island, the Governor and I were

not allowed to travel into Grand Turk for the first two days until the police would’ve gone in and brought additional staff and made sure that the environment was safe.” She said that the evening before the day they planned to travel, the police commissioner said that he would need the helicopter. “The morning we went to the airport with the hopes that we could’ve left earlier, we were able to secure the services. “I shouldn’t say we. I agreed to use the service of the helicopter that was used after Ike, the services of the same company, and the governor and I boarded the helicopter and we travelled to Grand Turk to meet our commitment.” She further revealed that the helicopter service was also used to travel to South Caicos, since the cell towers were down and the Government needed to establish some form of communication with the island. “Additionally the director of the Department of Disaster Management and Emergencies who also had to
travel to the islands to make first assessment travelled as well on one of those occasions. “So a total of four trips were made to South Caicos, to Salt Cay, to Grand Turk on two different occasions and that is because I had no other means of reaching to the people of the Turks and Caicos.” The premier further explained that although she made a judgment call to use the only available mode of transportation at that time to touch base with the storm ravaged islands, clearing the outstanding fees owed for the helicopter trips was an arduous task. She said: “Now I will tell you that I accept responsibility and that I did not ask anyone’s permission and this is where people need to understand that as minister of finance and as premier I have no authority to incur expenditure. “Now when this would’ve happened I assumed incorrectly under the circumstances that it would not have been such a major issue but it was declared as an unauthorised expenditure.”
She stressed that as minister of finance she had no authority to make that call even in a state of emergency. “It was a situation that is quite clear and evident to all of us as ministers, that even in circumstances like that we actually have no administrative power...I did it on the spur of the moment to reach to the people. “The truth is I don't regret doing it because we had to reach to those islands. Maybe I shouldn’t have said that, but we had to reach to the people of Grand Turk and touch base with the executive.” The premier revealed that she has since been working with the attorney general to resolve the almost yearold issue. Even though she assumed responsibility for the expenses incurred, it was decided the monies could be claimed and ultimately cleared under ‘Claims against Government’. The premier added that during October she hopes to launch ‘Civics in Turks and Caicos: How the system works’ to educate the public on the workings of the Government.

A MULTI-disciplinary oil and gas exploration company has approached the TCI Government with a proposal to conduct offshore hydrocarbon exploration in the territory’s waters. According to a post Cabinet press release issued on Thursday (August 30), the Ministry of Tourism will be following up with CaribX (UK) and further information on this matter will be provided in due course. The Caribbean region is just behind East Africa in its exploration and production evolution. It remains lightly explored despite the nearby presence of petroleum systems that have resulted in the massive oil and gas accumulations in Venezuela, Colombia, Trinidad and Tobago and Mexico. To date there have been giant

oil and gas finds in Venezuela, Trinidad and Tobago, Columbia, Mexico and the USA along with modest finds in Cuba, Suriname, Belize, Barbados, Costa Rica, Guatemala, Dominican Republic and Panama.
The latest Guyana has since unearthed nine high-quality oil bearing sandstone reservoirs. This massive discovery, which heralds the dawn of a new age for Guyana, reinforces the potential of the Caribbean basin.

House of Assembly adjourns after intense arguments and insults BY DELANA ISLES AN AMENDMENT to a private member’s motion caused an hour-long ruckus in the House of Assembly on Tuesday (August 28). The issue arose when Leader of the Opposition Hon. Washington Misick requested an amendment to one of several motions that were up for discussion. The requested amendment would have affected the motion ‘to debate the merits of a motor vehicle import policy for the Turks and Caicos Islands’. But after an hour of back and forth, accusations of fear on the Government’s part and denials of such, the proceedings were called to an abrupt end after Premier Sharlene Cartwright Robinson apologised to Misick. The apology came after she asked for a ten minute adjournment for Misick to “collect his thoughts, see the direction he would like to take” when the party leader sought an amendment to his initial amendment which caused some confusion in the House. But Misick did not take too kindly to premier implying that he was confused and rose to protest the call for an adjournment. To this, the premier responded: “You cannot object to an adjournment, you don’t have the power to call an adjournment or… you sit…sit down old man, sit down old man,” amid inaudible shouts from Misick, and the speaker loudly calling for order and an adjournment of the House. Following the adjournment, the premier apologised to Misick for her comments, stating that it was a knee jerk reaction from what she knew was coming from the other side. She then adjourned the House sine die, as she felt the House was not in a position to carry on with the motions before them on Tuesday given the atmosphere it had sunk into. AMENDMENT DISPUTE Prior to the ruckus which led to
Premier Hon. Sharlene Cartwright Robinson
the adjournment, Misick had asked Speaker Dwayne Taylor if he could make an amendment to the motion so that the motion has more of a committed resolution without actually committing the territory to any additional financial obligation. That amendment to the motion vehicle import police read: “Be it resolved that this honourable House appoint a committee to look into or to review the current situation in the Turks and Caicos Islands and to make recommendations for the motor vehicle import policy similar to that introduced in Jamaica, an example of which is attached for easy of reference.” This amendment, Misick said, is to ensure that there is action taken after the motion was presented and debated in the assembly. However, the first objection to the amendment came from the speaker who stated that if Misick was only amending one or two words that would have been fine. “But that is a complete motion… if you’re going to bring a motion like that…where the amendment is taking on that amount of body, it presents a whole new aspect of debate in terms of preparation and persons having to gather information in order to be able to speak consistently to the motion that you are bringing to the floor.”
Caicos Express to lose just two flight services LAST week the Weekly News reported the headline, ‘Caicos Express to pull plug on GT flights’. Caicos Express Airways would like to make clear that the flights removed by the carrier are only those between Grand Turk
and Salt Cay and between Grand Turk and South Caicos. All other flights will continue as usual, as reported in the story. The company has stressed that charter flights are also available throughout the territory.
Leader of the Opposition, Hon. Washington Misick
The speaker insisted that the motion was a new one given the amendment and in that light he said it is not fair to other members of the House to have to contribute to a new motion. Misick objected, stating that he is unaware on which basis or standing order the speaker was basing his decision, as he does not consider it a new motion at all. He said that the way the original motion is framed it is a debate that would go nowhere and one which has no commitment, if there is any sort of positive response to the idea the motion is presenting. He said there is no reason why the House cannot make the amendment, adding that at the end of the day members have the right to vote against the motion. He then questioned why was there “fear” in allowing the amendment. “What is there fear? I mean, if I put the motion and they disagree then they can vote against the motion. “I know you are the speaker but I don’t understand the basis upon which you are making that decision, because it is not a new motion.” He said the only change allows members to debate what is already in front of the House with the option to make a commitment to take action if it is approved. The speaker again objected, telling Misick he should have made the amendment prior to Tuesday’s sitting, and he should give the House ample time to consider what he insisted was an entirely new motion. The PNP leader then asked the acting Attorney General, Dr Michael Dillon to weigh in on the issue. Reading from the Standing Orders, Dillon stated that the matter is governed by Order 52 and 53 of the Standing Rules which says in 53, while a motion or bill is under consideration in the House or committee, a member may propose an amendment to the motion or bill if it is relevant to the question or matter under discussion. Dillon added: “So, it would
appear that a motion to amend can be made and then put to a vote.” He said that in order 52 that notice of a motion does not have to be given in respect of an amendment. The speaker then acknowledged that the request for the amendment can be done and told the House that he would be putting the motion to amend the original motion to a vote on the floor. At this point, the premier objected, stating: “This side of the House looks forward to a debate of this motion because it is ongoing works that we have announced to the House already in terms of the environmental policy. “Old cars were dealt with under the interim administration, but the amendment that is being proposed - and I know what the AG acting has said - but when it materially changes the debate there has to be an opportunity for members of this house to intelligently speak to that bill.” She stated that she nor anyone on her side of the House has ever seen the motor vehicle policy for Jamaica, as such could not speak to a motion that introduces that policy for review and consideration. “That is the whole spirit behind whether it can be amended or not... but if I, this House or anybody on that side of the House have not had the benefit of seeing the policy that is now going to be included in the amendment, it is not fair to be debating the merits. “I totally agree with the leader of the opposition because the resolution just asks for us to talk about it.” She insisted that the House needed time to review the Jamaica policy. However, the speaker stated that in the spirit of democracy, they should put the motion to floor for a vote, given the advice of the acting attorney general on what the standing orders say. The premier further objected, stating that this move was very unfair to the Government, as they genuinely wanted to review the policy and have
an intelligent debate. “This puts us in a position where this House ought never put any member of this House in. So, if we sit on this side of the House and vote no it would be said that you don’t want to debate a motor vehicle policy.” She insisted that it is an important debate to have: “If we say no, it is because we can’t speak to this materially different motion. “You can’t do that Mr Speaker, this House can’t sit and allow that to happen. So, if we vote no because we haven’t had sight of the policy which would be the basis of the debate; that doesn’t benefit this House or this country.” Misick then addressed the House, stating that he understands the argument, and to demonstrate his intention is not to catch the Government off guard, he is willing to move forward with the amendment by deleting any reference to Jamaica’s policy and only speak to a debate about the merits of the introduction of a motor vehicle import policy and to consider the appointment of a select committee. “But the truth of the matter is that the Government doesn’t want to commit to it,” the PNP leader accused. Cheshire Hall member, Doug Parnell stated that the leader of the opposition is in conflict with himself, not the Government. After several more minutes of back and forth among members from both sides, the premier noted that an hour after the issue of an amendment was raised the leader of the opposition is still not clear what he wants to do; this led to the eventual naming calling and subsequent apology. THE MOTION Below is the summary of the contentious motion that Misick presented to the House on Tuesday. It noted that the Turks and Caicos Islands is a tourist dependent economy that prides itself as one of the most desirable high end tourists destinations in the world evidenced by its tagline ‘Beautiful by Nature’ with some of the most exclusive resorts in the region. It continued that high end visitors are generally more conscious and decimating regarding the environment. “In the PDM election manifesto 2016: ‘The Change Document Real Leadership; Real Plans and Real Change.’ (PDM, 2016) set out 20 anchor projects for real change including the following: “Anchor Seven - Introduce sustainable funding for protection of the environment”; “Anchor Nine - Establishment of critical authorities - public CONTINUED

Provo hit with nine armed robberies in five days A SPATE of robberies that hit Providenciales over the weekend and into the new week, have prompted more calls for help from the Royal TCI Police Force and increased patrols around the island. On Monday (August 27) Acting Police Commissioner Trevor Botting informed the public that they are increasing patrols and policing activity in all areas targeted in the recent robberies and other potential locations. He also gave assurances that investigators are actively following key leads to bring the offenders to justice, but stated that the force needs the assistance of the local community to give officers information into these offences. “We have been doing extra surveillance in all areas and the community should expect to see an increase in officers on patrol, including armed officers. “We’re doing everything we can and I think we can make progress with the public’s help.” He further encouraged the public to always remain vigilant in the day and during the hours of darkness, to avoid walking alone in the dark and in isolated areas especially in parking lots. Members of the public are also advised against carrying large amounts of cash and to as much as possible make use of the ATM/debit card for cash deposits, but to avoid using ATM machines located in isolated areas at night. “Please report anything or anyone you believe is suspicious. With your help, we can bring those who are committing these offences to justice,” Botting concluded. Meanwhile, the latest reported incidents took place on Tuesday, August 28. In the first incident, sometime around 9pm, three masked gunmen approached a woman who was driving her black Honda car in Five Cays. The men ordered her out of the car then relieved her of a cell phone and other personal items that were left inside of the car before driving off in the vehicle. The woman was not injured and the vehicle was later discovered damaged near a bank on Leeward Highway. In the second incident, according
to 911 Central, at 9.30pm, three masked gunmen entered a supermarket on Cooper Jack Bay Road and demanded money from the staff there. No one was injured. The offenders escaped with an undisclosed sum of cash in a black car. Police are also investigating a third robbery that occurred that same evening. In this incident, a man was robbed of his green Nissan car after offering a ride to four men at the corner of Bible Street in Blue Hills. The men, who were armed, escaped with the man’s wallet which contained identification and bank cards, an undisclosed amount of cash, and a black iPhone 7. The incident was reported to 911 Central at 8.45pm. Another slew of robberies that took place between Saturday and Monday have police on high alert. These armed robberies occurred on Airport Road, Kew Town, The Bight and Grace Bay in Providenciales. In these five cases, one or two men were reported to be in possession of a firearm at the time of the robbery. Money, cellular phones and other property were taken from the victims at the following locations and times: Saturday, August 25, at a plaza store on Airport Road at about 11.30pm; Sunday, August 26, again at a plaza store on Airport Road, this time at 6.30am, then later that same day at a Kew Town bar at 10.30pm and another one in the parking lot of an apartment building in the Bight at 11.30pm the same Sunday. And on Monday (August 27) the fifth robbery was carried out at Grace Bay Apartments at about 12.14am. Meanwhile, on Friday, August 24, armed men stormed a Downtown Providenciales gas station, and robbed the business of an undisclosed sum of cash. The incident occurred around 2.57pm. Reports are that a man dressed in a blue shirt and armed with a gun entered the gas station and demanded cash from the staff. He then jumped into a grey car and sped off. No shots were fired and no one was injured.

FRANCHISES A GOOD IDEA?
FOR many years now the TCI has been devoid of fast food restaurants and chain stores, up until August 20. Now an Outback Steakhouse has opened in Providenciales and, we understand, the popular US coffee chain, Starbucks, is opening in Grand Turk soon. What are your thoughts?
Does not fit
The TCI is fast losing its identity. This will be another interim step towards a world of McDonalds, Burger King, Walmart. I live in the US and love Starbucks but it doesn’t fit in the TCI where there are nice little bakeries and coffee shops owned and operated by local people.
We will see
Time will tell if that is what the people want.
A soft yes
A high end coffee house or steak house may be okay. McDonalds and Burger King, no. Be careful the high rise resort and fast food outlets and we will no longer be an unique island location. Just another Miami, Daytona or Fort Lauderdale. In our case, expensive to reach by plane.
Export our identity
A TCI entrepreneur should start an ‘Inback conch aphrodisiac eating house’ and establish a chain of them all across North America, Europe and Australia. That will teach them for bringing their fast food here in the TCI.
Enjoy the moment
Let’s eat steak and drink coffee.
Protect the brand
Outback steakhouse is here and its presence will now form part of the TCI’s history. The Starbucks saga is part of a trend in attracting chain brands, and a cultural issue emerges. It opens the question of how do we preserve our culture and prevent being a victim of fast foods and those wild brands? The question is where do we stop and where do we begin? Now here is the challenge. The people of the TCI need to support laws and regulations that would encourage resorts, restaurants to hire local musicians and employ more local staff. Most places you dine at in these Islands are equally devoid of local music and local cuisine, a cultural gap. There are high end brands such as Tiffany, Gucci etc that the Islands can attract. So, the debate is not so clear. Essentially the Islands cannot allow itself to be overcome with any and every brand that would definitely water down the authenticity of the
pristine TCI brand. As a destination, the TCI has managed to retain is distinctive image and achieve that by staying away from things which are fast. Maybe a policy on product development, imaging, branding, culture, music, dance, food in relation to the TCI must now be fostered by the Tourist Board. It would certainly help if incentives could be given to encourage the employment of the TCI music and foods in resorts. To save the TCI and its people we may consider promoting and protecting all things TCI.
A replica
Oh, this will be fantastic! We can be just like Cayman, St Maarten, Nassau, and Fort Lauderdale. Just wipe out the TCI’s uniqueness and magic or any kind of home grown businesses that might distinguish us from everyone else.

UK inquiry deadline approaches But findings unlikely to be published for ‘many months’ BY GEMMA HANDY ISLANDERS wishing to submit comments to London on the future of the TCI’s relationship with Britain have just two days left to do so. But it is likely to be “many months” before the findings of the latest probe by the UK into its governance of its territories are made public. The note of caution came in response to a series of questions posed by the Weekly News to the Foreign Affairs Committee (FAC) which is leading the investigation. The FAC would not be drawn on the number of submissions to date from the TCI - or on the likelihood of the committee visiting the Islands to gain a deeper insight into local sentiment. Individual submissions will be made public “if and when” the committee agrees to report them to the House of Commons, FAC spokeswoman Clare Genis said. “That is a decision for the committee to make,” she explained.
How effectively the UK ensures the “security and stability” of its 14 remaining territories is currently under the microscope in the first inquiry of its kind in 11 years. Opinions are being sought from the 250,000 residents affected on everything from their country’s adherence to human rights, to the way they are financed, represented internationally, and their assets and natural resources. London is only accepting comments submitted via the FAC’s online portal which can be found by visiting www.parliament.uk and entering ‘foreign affairs committee’ into the search box. While the official deadline for written submissions is Monday (September 3), this may be extended in some circumstances, Genis said. Decisions will then be made on who to invite to provide oral evidence. “Committees normally consider and publish the written evidence they receive without comment,” she continued.
COURT ROUNDUP
Two-time convicted killer wins second appeal COLIN Delancy Jr, who has been convicted of manslaughter twice, has for the second time won his appeal. The verdict came down on Thursday, August 23, with the court ordering the Director of Public Prosecutions Jillian Williams to conduct a third trial. Delancy was first convicted in 2013 for the part he played in the death of the Dominican barmaid Santa Suarez Ramirez in December 2011. He and his co-accused Lavardo Smith, who was convicted of Ramirez’s murder, both appealed their convictions and sentences and won. They were both sent for new trials and again the jury found them guilty and sentenced them to their original sentences, which for Delancy was 12 years. Last week, Delancy got yet another victory, as the appellate court quashed his conviction and ordered another trial. Delancy was represented in both appeals by attorney Noel Skippings, who will be approaching the Supreme Court
for bail for his client as he awaits his third trial. The DPP’s Office has meanwhile not given any indication if it will be taking the inmate to trial again; if not, then Delancy will be a free man. Last week, the Weekly News reported that the Court of Appeal had ordered the return of two time convicted murderer Lavardo Smith to be returned to the Turks and Caicos Islands for his appeal hearing on August 24. This past week, it was revealed that Smith has still not been returned to the TCI from St Lucia where he was shipped off following last year’s devastating hurricanes which wrecked some parts of Her Majesty’s Prison. His appeal will now be heard during the next session of the appellate court in November. Smith was similarly convicted for the murder of Santa Suarez Ramirez in December 2011, and given a life sentence. This is his second appeal, after winning the first one and being tried and convicted again in 2017.
“They usually then take oral evidence. Later they agree and publish a report. The whole process usually takes months, often many months, from issuing terms of reference to publishing a report.” The spokeswoman added: “The committee will decide in due course whether to undertake a visit in relation to this inquiry. For security reasons, we generally do not comment on upcoming visits in advance.” The probe was announced on July 20, eight months before Britain is due to exit the European Union (EU). FAC chair, senior Conservative MP Tom Tugendhat, said that the relationship between Britain and the OTs had evolved greatly over the last few decades - and would change again after Brexit. Locally, reaction to the investigation has been mixed. Islanders who responded to a recent Weekly News ‘Talk Back’ column expressed scepticism as to London’s motives. Others have welcomed the opening of dialogue and some view it as a means to garner increased autonomy for the TCI, particularly in light of recent decisions made in the House of Commons which directly impact its territories. Fury erupted earlier this year in a number of OTs, including the TCI and the British Virgin Islands, following an announcement that territories would be forced to adopt public registers of company
ownership by the end of 2020 in a bid to curb money laundering. Many fear the negative impact this could have on lucrative offshore financial services industries. Leaders on both sides of the TCI’s political fence have been unanimous in calling for Islanders to make their voices heard. Leader of the Opposition Washington Misick has expressed hopes that the FAC will look into the threats posed by illegal immigration
and gun crime. Misick also called on London to examine laws put in place to ensure good governance and financial management as a result of the 20082009 Commission of Inquiry. PDM chairman Doug Parnell said he hoped the process would scrutinise the role of the Londonappointed governor and non-elected members of the House of Assembly and, ultimately, pave the way for greater local autonomy.

transportation authority”; “Anchor 20 - A mass clean-up and beautification campaign throughout the Islands”,” the motion outlined. It added that there is growing concern about the sustainability of the carrying capacity of the local environment and the volume of used motor vehicles imported into the Islands. It stated that there is currently no policy in place to regulate the importation of motor vehicle into the Islands, that some of these imported vehicles may be contaminated with carcinogens and that solid waste disposal is a major problem in the Islands

worsened by the continual accumulation of derelict and abandoned vehicle. It stated that the unregulated disposal of derelict and abandoned vehicles poses a threat to underground water and surrounding reef by potential leaching of harmful toxins into the water, noting that many other countries in the region has adopted policies to regulate the importation of motor vehicle over a particular age. In light of all of the above, the motion called for the House to debate the merits of introducing a motor vehicle import policy similar to that introduced in Jamaica.

Displaced primary pupils relocated to temp school BY OLIVIA ROSE STAFF and students from Oseta Jolly Primary School will be ushering in the new term on Monday (September 3) at a more spacious and comfortable location. This was disclosed by Minister of Infrastructure, Housing and Planning Hon. Goldray Ewing on Wednesday (August 29). He told the Weekly News that the school will move into the Whole Gospel Christian Academy on Leeward Highway, Providenciales. He said: “The location is very spacious, comfortable and conducive for learning. It is ready for the opening of school on Monday.” The government school in Blue Hills was severely damaged by the ferocious winds of hurricanes Irma and Maria last September. For almost a year the school’s students and teachers have occupied the Gustarvus Lightbourne Sports Complex,
which also sustained damage during the storms. Investigations carried out by the Weekly News earlier this year unearthed shocking conditions at the centre which threatened the health and safety of students. Washrooms filled with filth and mould, overhead hanging objects, littered classrooms and broken furniture were just some of the issues. The facility has since been widely condemned by parents, teachers and the TCI Human Rights Commission. Contractors told the Weekly News that the remaining structure will not be demolished but rebuilt using the existing foundations. Mark McAulay, the principal architect in the Public Works Department, said a complete dismantling of the primary school is unnecessary and costly. “There is no need for a complete demolition but there will be some

South Caicos gets new certified shelter managers BY OLIVIA ROSE SEVERAL members of the South Caicos community will be called upon to assist in the event of a disaster or emergency following a two day shelter management training course. The devastation caused by natural disasters in the Turks and Caicos Islands in past years has highlighted the critical need for the territory to be able to rapidly and efficiently respond. As a result the Department of Disaster Management Emergencies (DDME) has hosted several training sessions, the latest of which took place at the District Commissioner’s Office in South Caicos on August 23 to 25. The workshop forms part of a nationwide effort to build disaster resilient communities and strengthen the territory’s overall level of preparedness for the 2018 hurricane season. It saw several volunteers becoming certified in shelter management. Similar two-day sessions in shelter management and damage
and needs assessment were held in Providenciales, Grand Turk and North Caicos during August. The comprehensive course includes both classroom activities and simulation exercises and attracted attendees from governmental and non-governmental agencies. Over the two days participants learned the role and responsibilities of shelter managers, how to setup a shelter, the importance of developing and maintaining a good shelter management team, the contents of a shelter and how to keep records and maintain the rules of the shelter. They also received background information on the range of threats that would prompt the opening of a shelter, such as hurricanes, floods, earthquakes and fires displacing a large resident population. Upon completion of the damage and needs assessment course, the new shelter managers will be better able to rapidly assess the damage caused by a disaster as well as identify the needs for immediate assistance in relief and reconstruction. The Government has allocated $1.5 million in this year’s budget to

TCI’s recovery so far is due in major parts to the Government creating an environment where this can be possible. “We were able to rebound very quickly, and this is not a political comment, but Government has a lot of credit to get in making sure it happened by sending out the right message, by creating policy that allowed the private sector to rebuild their businesses, especially the hotel industry. “We really went above and beyond to get them concessions, get them materials, additional labour and to work with them in any way
2018 hurricane activity ramps up While this hurricane season is not projected to be as active or have as many storms as 2017, over the past few days there has been an increase in activity as the peak of the hurricane season draws near. The tropical Atlantic has been springing to life with the potential for direct impact on some coastal areas in the days ahead. USA Today reported on Thursday (August 30), that “the sleeping giant may be about to awaken” as hurricane activity in the Atlantic Ocean, Caribbean Sea and Gulf of Mexico is forecast to ramp up over the next couple of weeks. “Weather models have flipped the switch on the Atlantic hurricane season and see multiple areas of development possible, starting mainly this weekend,” weather.us meteorologist Ryan Maue reportedly said. One storm could spin up in the Caribbean over the next few days and affect Florida over the Labor
Day weekend. Looking further ahead, “there is the potential for two or three tropical features spinning over the Atlantic by the second weekend in September,” AccuWeather meteorologist Dan Kottlowski said. The next tropical storm or hurricane in the Atlantic basin will be called Florence. People along the US Atlantic and Gulf of Mexico coasts, as well as the Caribbean, have enjoyed an extended period with no great concern for tropical storm activity during August. However, things are beginning change, and that change may escalate during the first couple of weeks of September, USA Today reported. “There are signs now that wind shear may drop over a significant part of the Atlantic basin over the next couple of weeks,” according to AccuWeather senior meteorologist Bernie Rayno.
Wooden boat captured with scores of illegal migrants FIFTY-FIVE illegal migrants from Haiti were caught trying to sneak into the Turks and Caicos Islands by way of a sloop last week Thursday (August 23). Police reported that the vessel was spotted by the Radar Station personnel late in the evening on the aforementioned date. Officers from the Marine Branch sea division were quickly dispatched, giving chase and
eventually capturing the white wooden boat. On board were 47 men and eight women. The detainees were transported to the South Dock Port and handed over to the Task Force members who escorted them to the Detention Centre for processing. The men and women are currently awaiting repatriation to Haiti.
possible to get them back out there.” He noted that in spite of the millions of dollars of damage hotels and other businesses sustained from Irma and Maria, only a few months later - just weeks in some cases many businesses were able to open their doors to the public. “That’s a miracle, when you look at examples around the region, it doesn’t happen that quickly and they could not do it on their own - it had to be that partnership with the public and private sector to make it happen, with a lot of people working a lot of hours, and a lot of millions and millions of dollars reinvested back into the country.” He also pointed to the huge dip in revenue the territory was hit with as a result, and the resulting slowing down of some areas of the Government’s functions and bounce back. “Obviously, government processes and government finances took a huge dip; about 40 to 60 percent that was loss during that period in finances. “So, Government can’t respond and be as nimble as the private sector with rebuilding, renovating and restoring our schools, etc, and we understand the frustration of the public in that regard, but the reality is what it is.” He added that as a result of this, they focused the bulk of the capital

projects’ budget on school repairs for the 2018-2019 financial year. “Pretty much every government school in the country got some level of damage; that is not an easy thing that you could fix, it requires a serious level of investment to do that and we are working on that. “We have been working on making makeshift scenarios for classrooms to try and make sure that our kids are hosted in a proper environment, and we are going to be moving Oseta Jolly students out of the sports complex. “We have rented a new building up on the highway where they will be placed temporary, while the repairs to their school gets done. “We are taking those types of steps and obviously we are also taking care of our people by having government functions fully up and running.”
GRAND TURK’S RECOVERY Addressing one of the many issues the public has been complaining about the lack of movement on since last year’s storm, the deputy premier pointed to Grand Turk Airport, where infrastructural works will soon begin. “The work is commencing. We are pushing the contract to try to see when it can be completed as soon as practical, and other things are being done at the airport to make it better.” He acknowledged that the airport is just one of the things in Grand Turk that needs attention. “And we are paying attention, Grand Turk needs some serious injection and we need to get some development going up there. “We have a lot of interest in Grand Turk and we are trying to move those forward. So, I think that by the time we get into the Christmas period we will have a real better feel and sense of the place coming alive. “And of course the other islands, they are also provided for under the budget.” He noted that the current budget is a good example of every island getting touched in one way or another. “We have been very careful and strategic to try and spread whatever funds are available around far enough,” the minister said.
Community clean-up last Saturday, August 25
Filipino Community cleans up the Bight Park THE FILIPINO Community (Filcom) has yet again showed its commitment to being stewards of environmental preservation in the Turks and Caicos Islands. Last Saturday, August 25, almost 20 volunteers from the organisation’s membership gathered at the Bight Park in Providenciales for a community clean-up exercise. Over the course of a few hours, the volunteers collected 30 bags of garbage from the park and its environs, stretching all the way to
Leeward Highway. The exercise is one of many that the organisation arranges and carries out on a yearly basis around Providenciales. Showing gratitude for Filcom’s commitment and its clean-up efforts was Amy Avenant of the Department of Environment and Coastal Resources (DECR). She commended the group for inspiring others and being an example of environmental stewards in the TCI.
Meanwhile, in the group’s continued environmental efforts, Filcom has initiated its ‘Raffle for a Worthy Cause’ project. Part of the proceeds from the raffle drawing will be going to the Hope Foundation, a group led by Maxcia Rigby who expressed gratitude at being chosen by Filcom to be the beneficiary of its raffle project this year. Previously, Filcom supported Oseta Jolly Primary School and Ashley Learning Centre in its raffle.

TCI aviation needs investment boost PART TWO
Dear Editor, Economic development is often linked with infrastructure development, which means that airports are expected to further the development of the economies of our islands. Moreover, the connections created between islands and markets represent an important infrastructure asset that generates benefits through enabling foreign direct investment, new business, and other spillover that will positively impact an economy’s productive capacity. The airports will create a substantial economic impact, both through its own activities and as an enabler of other industries. By facilitating tourism, airports and air travel generate economic growth, provide jobs, increase revenues from taxes, and foster the conservation of protected areas. The air transport network in our country could facilitate the delivery of emergency and humanitarian aid relief, and ensure the swift delivery of medical supplies, easy access and
movement in times of emergencies especially medically. What happens when there is a medical emergency at night in North Caicos and the patient needs immediate care and must be transported via air to Providenciales. We have the basic infrastructures’ existing already, we need to make repairs on all our airports and improve our runways adequately meeting the requirements to functionally operate to further improve on an air travel industry that is on an upward trajectory globally. Airports are the new harbours of economic growth and development and, as such, have a critical role to play in both the macro and micro economy of Turks and Caicos Islands. We need to capitalise on our geographical location and broaden our airport industry to attract not only revenue but profitable businesses to our shores. As a private pilot, I have flown numerous trips and expended monetarily on several of the southern Bahama Islands such as Inagua, Mayaguana, Long Island
and other islands and cays with small aerodromes. The experience and service encountered at these aerodromes have always been highly professional and uneventful. This too could be our realities, if we move expeditiously in opening the doors to such economic opportunities for our sister islands. Envision a private flight coming from Long Island, stopping in Provo for fuel, proceeding to North Caicos for lunch, then Middle Caicos to see the caves, or South Caicos for real authentic seafood. Such a trip would result in earnings for several of our islands. We are currently limiting ourselves and essentially must think on creating this new line of revenue stream. Over the years we have seen increased flights and airlines soaring to our shores. I don’t want to overshadow the progress we have made thus far. However, we still have ways to go in not only improving our quality of services but to embark on further growing our airport services and travel industry.
Let us implore the relevant authorities to implement strategic planning and infrastructural changes that will have all our airports fully operational. We urge you to be visionaries in not only focusing on PLS but create the atmosphere that will have flights soaring to our sibling islands and cays. The bottom line is that we must recreate an industry that will further boost our capacity within

Expose and flux BY DAVID TAPFER
David is a retired mobile hydraulic engineer and business executive. He has been married to Middle Caicos native Yvette Robinson Tapfer for 27 years and has lived in Conch Bar, Middle Caicos, since 2002. David formerly served as branch chairman of the PDM from 2008 to 2011
dynamics of internal party politics could be exposed. In our opinion the strings that are being pulled by the British behind the scenes are a factor. If we have one word of advice for our premier it’s ‘expose’. She should expose these strings. Expose the failures of the London Foreign and Commonwealth Office to offer the means for the PDM or any
Government to work out plans to overcome the problem areas. Immigration/border control, civil service and safety and police services. Our elected Government will be held responsible for failures in these areas despite the British dictated constitution assigning themselves the responsibility. What is happening on the opposition side of the parliament?

COMMENTARY
THE HIGH-risk time of the hurricane season is upon us. While no storms are looming, they could quickly form and arrive at our shores. If this happens the whole midterm political situation would be side tracked. It happened last year. Given a peaceful storm season, we are fast approaching the midterm of the current Government. It is time for both parties to plan where they want to be in 2020. Is the current PDM Government ruling from a firm position? Has our premier met the expectations of the voters and the other strong members within the PDM fold? When and if the PDM conducts a convention, the
international airlines, local airline operators and more importantly private pilots’ associations. The local industry offers a path of advancements for pilots and aviation professions, and that chain flows from student, to flight instructor, to courier pilot, to domestic airline pilot, to international opportunities.
The PNP seems more vocal. Does the PNP feel the political mess in Britain is now moving to the PNP’s favour? The PNP problem is leadership. The current leader now speaks as if he has political capital However in the last election he barely overcame a rank PDM newcomer by 25 votes. Had a known PDM entity been permitted to run, Washington would have slipped into retirement. Washy has said he will not seek re-election. Will he rethink that decision in two years? If not Misick, then who will lead? Josephine Connolly? Akierra Missick, Porsha or Amanda? Ladies all! PNP has been in flux for years. Can they reorganise? Will the trial defendants have a post-verdict opportunity?
Would the country accept Piper, Floyd or Jeffrey Hall back in politics if they were to become available? Mike and Washy have recently remarried. We now know who pulls their strings. We wish Mike and his bride well. The third time’s the charm? Politics in the TCI needs to be viewed in a historic sense. It is not about personalities it is about platform. The PNP now has a wellestablished reputation for self-enrichment from the organisations funded by our citizens. The NIB pension fund became a cash cow for the private bank and rich pensions at the expense of the little people. The health plan filled the pockets of the health leader and wife. It is not up to the PNP. The ball is in Sharlene’s court. Can she expose the Brits and take the reins for full reform of the mess of 15 years of PNP/ British leadership?

Governor John Freeman joined on a shelter tour by his wife, the district commissioners for North and Middle Caicos and Government personnel
Governor John Freeman inspects shelters across the Islands
Governor tours TCI’s hurricane shelters BY OLIVIA ROSE GOVERNOR John Freeman recently conducted a shelter assessment tour across the territory to ensure the facilities are adequately staffed and equipped. The tour began on Thursday, August 9, and saw the governor and his wife visiting designated shelters
in Grand Turk and North Caicos to assess their readiness. Freeman has responsibility for disaster management and hurricane preparedness and has urged residents to make every effort to be prepared. Before the 2018 Atlantic hurricane season began, he said: “Last year, more than any in recent times, taught us that we all need to prepare for the
hurricane season. “None of us who lived through hurricanes Irma and Maria and who witnessed the devastation caused by both storms can be in any doubt that preparation is key. “We need to make ourselves ready to the best of our individual and collective abilities. “As I said last year and want to say again, I am determined to
play my part in the collective task of mitigating risks so as to make ourselves - as an Islands-wide community - as ready as possible. “I know too that this remains the shared objective of the premier and of other ministers as well as of all relevant agencies both public and private.” He said that while the Department of Disaster Management and
Emergencies (DDME) is already actively engaged the onus is on every individual to be ready. “This is not just about DDME or of Government more widely, it is also a task for us as individuals and as members of families to prepare and protect ourselves and our properties as best we can. “We, once more, all have a part to play.”
Doctorate degrees – A dime a dozen BY DR CARLTON MILLS THE TURKS and Caicos Islands is rapidly becoming a country where manufactured doctorate degrees are being handed out like what the British once termed ‘grant in aid’. Strange enough, there are people who have barely completed secondary level education who are being awarded these degrees. There are those who also insist that they be addressed as doctor ‘so and so’. There are honorary doctorates and there are earned doctorates. The TCI has set a new stage, ‘purchased doctorates’. The honorary doctorates are usually awarded to someone for outstanding work or service in a particular field. This is just a recognition. The earned doctorate on the other hand, is different. The successful candidate first of all must have completed their bachelors’ and masters’ degrees
before being admitted to pursue the doctorate. Some institutions of higher learning also insist on a quality of performance in the previous degrees as a matriculation requirement. Some universities also conduct an interview with the prospective candidate to make a further judgement on the individual’s ability to pursue this level of work. The doctorate is usually a minimum of four years of study as a full time student. The length of time for a part time student varies. Some institutions require a course work component for the PhD. There is also the EdD which has a course work component and dissertation. The length of the dissertation for the PhD is 80,000 words or more. In the case of the EdD, some institutions require that you do six 6,000 word research papers over a two or so year period. Additionally, there is the dissertation which is about 50,000 or more words in length. The individual must also be able
Dr Carlton Mills
to clearly demonstrate that he or she has the ability to successful complete the requirements. This is not the end. You are appointed a supervisor by the university who helps to guide and support you through the research process. When the dissertation is completed, the individual has to defend what he or she has researched
before a panel. One of the panel members is usually someone from the university where the candidate is registered. The other panel member is from an outside university. He might not even know the candidate. What is important here is the work that is being reviewed. This individual usually has the final say in determining whether the candidate meets the criteria or not. The idea behind this is to determine whether this was an independent piece of research work done by the candidate. A doctorate degree is not an award that is bestowed on an individual overnight. It’s a lengthy and tedious exercise. If the TCI continues on this current path, we will develop a reputation where people see us as being ‘faked’, a country where short cuts are done to be successful. This is not healthy for this ‘beautiful by nature’ country. I hereby call on the chairman of the Higher Board of Education to look into this matter as a matter of
urgency. Many of these institutions that are granting these awards are not accredited in no sense of the word. People gravitate towards them because of ease of acquiring a piece of qualification. The concern also is that, why is it that these doctorates are awarded primarily in one discipline? We have to ensure that we have high standards and procedures regarding how institutions in this country grant such awards. We need to have the necessary requirements and standards in place regarding how such institutions operate. They need to be regulated and follow the prescribed protocol of awarding degrees. This cannot be allowed to continue. It is only making a mockery of systems where individuals had to work hard to achieve this level of success. We cannot afford to be the laughing stock of the region.

Part of the gathering at the Government’s first agriculture seminar
Visiting Jamaican delegation imparts agriculture knowledge to local farmers
TCI turns to Jamaica for agricultural expertise BY DELANA ISLES FARMERS in the Turks and Caicos Islands could soon see themselves getting much-needed help and support to boost the territory’s agriculture sector, with an aim towards local food security. Spearheading the Government’s first agriculture seminar was the Ministry of Agriculture headed by Hon. Edwin Astwood, who was joined by local farmers this past Monday (August 27). Farmers came from Middle and North Caicos, Providenciales, South Caicos, Grand Turk and Salt Cay to listen to Jamaican agriculture experts at the Blue Haven resort. They welcomed to the territory current Minister of Agriculture in Jamaica, William Hutchinson and his delegation Chief Technical Director Courtney Cole and Peter Thompson, CEO of Rural, Agricultural, Development, Authority. The trio visited the TCI on the invitation of Astwood, to share their knowledge, skills and lessons they learned in Jamaica’s agriculture sector over the years.
Agriculture is a critical sector of the Jamaican economy, employing almost 19 percent of the population and accounting for nine percent of the country’s Gross Domestic Product (GDP). During remarks to the press, Astwood said that the TCI could be doing a lot more when it comes to agriculture and securing the territory’s food supply, at the same time acknowledging that the sector is still in its infancy stage. As such, he said he decided to reach out to the Jamaican experts to help the TCI’s fledgling industry in its development. “Last year a team from the Ministry of Agriculture and a few farmers went over to Jamaica to view their agriculture show and the hospitality we received from the ministry and the minister Hon. Hutchinson and was overwhelming. They really took care of team TCI when we were in Jamaica. “Minister Hutchinson is very experienced in agriculture. He has been in the political realm for a number of years. “He is a farmer and he has also
seen the sector grow in Jamaica, so we are happy to have him here to impart his knowledge and the Jamaican experience for the farmers in TCI,” Astwood explained. Among the things the delegation will be doing while in the territory, is signing a memorandum of understanding with the TCI Government in the area of agriculture. “We’re trying to see if we can work out an MOU in many of the areas where the TCI is having issues…to assist farmers here with some of the basic technical assistance and speaking to some of the farmers,” Jamaican Minister William Hutchinson told the press. “We are looking to see if we can get some workers from Jamaica to come over here and help with some basic agriculture assistance that is needed here.” He said that the Jamaican government is now in the process of developing the agriculture sector on a structural basis, stating that his team will also be imparting this knowledge to their TCI counterparts when the cooperation agreement has
been reached and signed. “One complaint of the farmers here is that there is no government assistance and if they got the assistance then they can supply more produce,” the minister observed. He pointed to the large and booming hotel industry in the TCI, noting that if local farmers were given the necessary tools and help, they could tap into that industry, making the territory’s agriculture sector sustainable and even prosperous. He added that another plus for the TCI is that it already has the land to produce and the irrigation system required for a good farming industry. “If we had water like you had, we would be booming,” Hutchinson said. Courtney Cole, Jamaica’s chief technical director for special projects, suggested that the TCI should look at how it can focus on a few agriculture products that can be grown in abundance on island and do these well. This, Cole said, would stop the importation of those items from the United States and ensure fresher and cheaper produce.
“I don’t know what the food import bill here is, but TCI can target a percentage of that, and say well let us do two or four products from it and see how you can supply. “This would result in import substitution, and even though the country might have a surplus, you could still have a bigger surplus, and whatever you save from importing produce then you can plow that into the development of your infrastructure for agriculture, because agriculture is not going to go far if you don’t have proper infrastructure,” Cole noted. Addressing the MOU that the TCI is looking to sign with Jamaica, Minister Astwood noted that the Government is keen to put things in place where local farmers can get training and where they can have access to the latest farming and breeding technology - knowledge that Jamaica already has. He said the fact that the TCI is already very familiar with Jamaica and the Jamaican product, makes that country the perfect one for the territory to learn from in the Caribbean region.
Altruistic pair create restaurant training for Five Cays youth A BUSINESS owner and a young athlete have joined forces to train Five Cays youngsters on the skills of restaurant management. Bugaloo’s CEO Michael Stolow and Lashano Pierre created the ‘Each One Teach One’ programme together to boost career prospects for young people in the area. “This area has a reputation of being one of the most underappreciated communities in Providenciales,” Stolow said. “With crime a constant threat and on the rise, I’m always looking for ways to make a difference.”
Stolow and Pierre became friends when the restaurant founder began sponsoring his expenses for studying in the UK. “My friendship with Pierre has only reinforced my belief that anyone can turn their life around if they have a little help. This project will do exactly that.” Pierre chose the first three candidates to take part in the programme and they have enjoyed a variety of hands on training. “They have blossomed on the job,” Stolow said, “giving suggestions, insight and showing a
great sense of responsibility. “We are very pleased. Five Cays is the home of Bugaloo’s and we want to give back. We are training them in both front and back of the house management. “Once they have experience, they have a career and a chance to make a good life. This is the mission of ‘Each One Teach One’.” Stolow is a visionary who opened Bugaloo’s restaurant and bar against the advice of a host of people. He succeeded beyond even his expectations and has now taken his vision and focused it on the youth of Five Cays.

Bromeliad plant BROMELIAD plant care is a breeze. Bromeliads are unique, low-maintenance plants related to pineapples. They don’t need much water and will grow happily in a low light environment. Their tough leaves are impervious to most insects. With their often spotted or striped leaves, bromeliads are more exotic in their appearance than many other plants. They are unique in that they are nearly as striking out of bloom as they are when flowering. Although flowers are not exactly what they produce. A bromeliad produces an inflorescence with colourful bracts. Whatever you call them, they are beautiful and long lasting when they appear. The leaves of a bromeliad are arranged in a rosette. This forms a natural ‘cup’ which holds water just like a manmade cup does. In the rainforests from which it hails, the bromeliad is an epiphyte. It attaches itself to trees and uses its cup to catch the rain. Because the roots of epiphytes are not really functional, bromeliads have small root systems. Pot your bromeliad in a container just large enough to hold it without tipping over. Use any fast draining potting mix. Something with a lot of

peat or bark in it will work nicely. You can water your plant by pouring water into the cup or onto the soil, or both. Just don’t allow the soil to become saturated. Add a small amount of liquid fertiliser to the water every once in a while. Bromeliads do not need much food. In the wild, these plants often live on the jungle floor where not much sunlight filters through. You can also spot some in our Turks and Caicos Islands bushes. But just because they don’t need bright light does not mean that they don’t need any. A bromeliad’s leaves are so thick and tough that not many insects are interested in feasting upon them. Unfortunately, they are vulnerable to one of the arch villains of the garden. Scale has two forms: the crawlers which are invisible, and the mature bugs which look like brown dots attached to the leaves. Good bromeliad plant care
requires that you check the undersides of the leaves periodically for these beastly pests. If you find them and there are only a few, wash them off with a soapy sponge and rinse the plant off. Follow this with a horticultural oil spray. Repeat the soap and oil treatment each week for a month. Then keep a close eye on the plant so you can catch any re-infestation in the early stages. Each bromeliad plant blooms just once. The inflo can last for months. Once it dies, you can remove it. The mother plant will live for as long another two years. During this time, she will not bloom again, but she will produce pups. These offshoots will emerge all around the base of the momma. Instead of one plant, you'll end up with a cluster. You can leave the pups with the mom or separate them as you see fit. I think they re-bloom quicker if left together.
DIVE operators, tour leaders and beach vendors attended Government hosted meetings to air their views on the TCI’s watersports industry earlier this month. The Department of Maritime and Shipping and the Department of Environment and Coastal Resources (DECR) held events in Providenciales and Grand Turk. It was an opportunity for the regulators and users of the marine space on each island to come together and discuss the various issues and challenges of the industry. An August 29 statement from the DECR explained that discussions during the meetings encouraged a mutual platform for all parties present to raise their concerns. “…with the aim of developing solutions to the issues and challenges raised.” The main issues raised during the meetings were the provision of and clear demarcation for access to ramps, beach and boat access lanes,
watersports operators navigating dangerously, dangerous operation of jet skis, improper disposal of conch shells on the beach by operators, captains anchoring vessels on the reef and maintenance to swim and dive moorings. The talks concluded with the understanding that there will be quarterly meetings held on both islands to ensure that concerns of the Government and the private sector are being addressed effectively and in a timely manner. The next round of meetings is scheduled for November with specific dates to be announced in October. The statement concluded: “The Government would like to thank everyone who attended for their cooperation and would like to encourage stakeholders to attend future sessions as we work together to develop and sustain the Turks and Caicos Islands’ ‘beautiful by nature’ tourism product.”

Deep forehead wrinkles may signal a higher risk for cardiovascular mortality ARE wrinkles just an inevitable consequence of aging, or could they signal something more sinister? According to research presented in Munich this week at the ESC Congress 2018, the annual conference of the European Society of Cardiology, people who have lots of deep forehead wrinkles, more than is typical for their age, may have a higher risk of dying of cardiovascular disease (CVD). Assessing brow wrinkles could be an easy, low-cost way to identify people in a high-risk category for CVD. “You can’t see or feel risk factors like high cholesterol or hypertension,” says study author Yolande Esquirol, associate professor of occupational health at the Centre Hospitalier Universitaire de Toulouse in France. “We explored forehead wrinkles as a marker because it’s so simple and visual. Just looking at a person’s face could sound an alarm, then we could give advice to lower risk.” That advice could include straightforward lifestyle changes like getting more exercise or eating healthier food. “Of course, if you have a person with a potential cardiovascular risk, you have to check classical risk factors like blood pressure as well as lipid and blood
glucose levels, but you could already share some recommendations on lifestyle factors,” Dr Esquirol points out. Risk of heart disease increases as people age, but lifestyle and medical interventions can mitigate the danger. The challenge is in identifying highrisk patients early enough to make a difference. According to the study authors, previous research has analysed different visible signs of aging to see if they can presage cardiovascular disease. In prior studies, crow’s feet showed no relationship with cardiovascular risk but these tiny wrinkles near the eyes are a consequence not just of age but also of facial movement. A link has been detected between malepattern baldness, earlobe creases, xanthelasma (pockets of cholesterol under the skin) and a higher risk of heart disease, but not with an increased risk of actually dying (2). The authors of the current prospective study investigated a different visible marker of age -horizontal forehead wrinkles -- to see if they had any value in assessing cardiovascular risk in a group of 3,200 working adults. Participants, who were all healthy and were aged 32, 42, 52 and 62 at the beginning of the study, were examined by

physicians who assigned scores depending on the number and depth of wrinkles on their foreheads. A score of zero meant no wrinkles while a score of three meant “numerous deep wrinkles.” The study participants were followed for 20 years, during which time 233 died of various causes. Of these, 15.2% had score two and three wrinkles. 6.6% had score one wrinkles and 2.1% had no wrinkles. The authors found that people with wrinkle score of one had a slightly
higher risk of dying of cardiovascular disease than people with no wrinkles. Those who had wrinkle scores of two and three had almost 10 times the risk of dying compared with people who had wrinkle scores of zero, after adjustments for age, gender, education, smoking status, blood pressure, heart rate, diabetes and lipid levels, “The higher your wrinkle score, the more your cardiovascular mortality risk increases,” explains Dr Esquirol. Furrows in your brow are not
a better method of evaluating cardiovascular risk than existing methods, such as blood pressure and lipid profiles, but they could raise a red flag earlier, at a simple glance. The researchers don’t yet know the reason for the relationship, which persisted even when factors like job strain were taken into account, but theorise that it could have to do with atherosclerosis, or hardening of the arteries due to plaque buildup. Atherosclerosis is a major contributor to heart attacks and other cardiovascular events. Changes in collagen protein and oxidative stress seem to play a part both in atherosclerosis and wrinkles. Also, blood vessels in the forehead are so small they may be more sensitive to plaque build-up meaning wrinkles could one of the early signs of vessel aging. “Forehead wrinkles may be a marker of atherosclerosis,” says Dr Esquirol. “This is the first time a link has been established between cardiovascular risk and forehead wrinkles so the findings do need to be confirmed in future studies,” cautions Dr Esquirol, “but the practice could be used now in physicians’ offices and clinics.” “It doesn’t cost anything and there is no risk,” concluded Dr Esquirol. Google and Harvard use AI to predict earthquake aftershocks RESEARCHERS from Google’s AI division and Harvard University have created an AI model capable of predicting the location of aftershocks up to one year after a major earthquake. The model was trained on 199 major earthquake events, followed by 130,000 aftershocks, and was found to be more accurate than a method used to predict aftershocks today. Aftershocks included in the dataset used to train the neural network took place in a perimeter that stretches 50 kilometers vertically and 100 kilometres horizontally from each earthquake epicenter. “We found that after feeding these model stress changes into the neural network, the neural network could sort of predict aftershock locations in the testing dataset more accurately
than the sort of baseline Coulomb failure stress change criterion that’s used a lot in studies of aftershock locations,” Phoebe DeVries of the Department of Earth and Planetary Sciences at Harvard University told VentureBeat in a phone interview. Data used to train the model came from noteworthy earthquakes over the past few decades, such as the 2004 Sumatra earthquake, the 2011 earthquake in Japan, the 1989 Loma Prieta earthquake in the San Francisco Bay Area, and the 1994 Northridge earthquake near Los Angeles. The results were published today in the journal Nature. The study was authored by DeVries, alongside Google machine learning researchers Martin Wattenberg and Fernanda Viégas and Google AI recruiting lead
Brendan Meade. No actual seismologists took part in the research, though DeVries and Meade consider themselves to be computational earth scientists. Lessons learned training the AI model will be used to explore an even bigger question: What triggers earthquakes? “While most neural networks are extraordinarily difficult to interpret, and are sometimes referred to as black boxes, I think because we had some idea of the physics that might be involved in this, we brought with us knowledge that the transfer of stresses via elasticity was important,” Meade told VentureBeat in a phone interview. “It turned out that our result was interpretable. We could look at what was coming out of this network and actually make sense
Aftershocks are especially harmful to already damaged buildings.
of it, and it’s actually pointed us to some possibly different physical theories of what causes earthquake triggering, and so it’s leading us in a new direction, which is exciting for us.” The model is unable to factor in earthquakes produced by other major natural disasters, such as a volcanic eruption, Meade said.
“Any machine learning application, whether or not the neural network has inferential power, really depends not only on the architecture but on the training set used for it, and we used no training sets related to volcanoes or anything like that, so we have no reason to believe at all it would work for events like that,” he said.

PORTS PROJECT MANAGER
The Ports Authority of the Turks and Caicos Islands is seeking an outstanding professional to serve in the role of Ports Project Manager.
Just one drink a day leads to health risks.
No alcohol safe to drink, global study confirms
BAD news for those who enjoy what they think is a healthy glass of wine a day. A large new global study published in the Lancet has confirmed previous research which has shown that there is no safe level of alcohol consumption. The researchers admit moderate drinking may protect against heart disease but found that the risk of cancer and other diseases outweighs these protections. A study author said its findings were the most significant to date because of the range of factors considered. HOW RISKY IS MODERATE DRINKING? The Global Burden of Disease study looked at levels of alcohol use and its health effects in 195 countries, including the UK, between 1990 and 2016. Analysing data from 15 to 95-year-olds, the researchers compared people who did not drink at all with those who had one alcoholic drink a day. They found that out of 100,000 non-drinkers, 914 would develop an alcoholrelated health problem such as cancer or suffer an injury. But an extra four people would be affected if they drank one alcoholic drink a day. For people who had two alcoholic drinks a day, 63 more developed a condition within a year and for those who consumed five drinks every day, there was an increase of 338 people, who developed a health problem. One of the study authors, Prof Sonia Saxena, a researcher at Imperial College London and a practising GP, said: “One drink a day does represent a small increased risk, but adjust that to the UK population as a whole and it represents a far bigger number, and most people are not drinking just one drink a day.”

Entertainment West finally apologises for saying slavery was a choice KANYE West learned his history lesson. The 41-year-old rapper finally walked back controversial remarks in a bizarre TMZ appearance in May, during which he said slavery was a choice. “I have never really approached or addressed the slavery comment fully. And it’s not something for me to overly intellectualise. This is something about the fact that it hurt people’s feelings and the way that I presented that piece of information. I could present it in a way more calm way, but I was ramped up. And I apologise,” West said on 107.5 WGCI Chicago Wednesday. “I don’t know if I properly apologized for how the slavery comment made people feel. I’m sorry for the one-two effect of the MAGA hat into the slave comment, and I’m sorry for people that felt let down by that moment. And I appreciate you giving me the opportunity to talk to you about the way I was thinking and what I was going through.” West said the response for his comments showed “how much black people love me and how much black people count on me and depend on me and I appreciate that.” As for his friendship with President Trump, West returned to a question from Jimmy Kimmel about
Clayne Crawford co-starred in “Lethal Weapon” alongside Damon Wayans before being fired in May.

whether POTUS cares about black people. “I feel that (Trump) cares about the way black people feel about him, and he would like for black people to like him like they did when he was cool in the rap songs and all this,” West said, still not particularly answering the question. “(He’ll) do the things that are necessary to make that happen because he’s got an ego like all the rest of us, and he wants to be the greatest President, and he knows that
he can’t be the greatest President without the acceptance of the black community. So it’s something he’s gonna work towards, but we’re gonna have to speak to him.” Since his rambling May remarks to the gossip site, West has stayed busy, including the releases of five albums he produced. He’s also rehired his management team, led by Scooter Braun and John Monopoly, after severing ties with much of his inner circle earlier this year. (NYDailynews)
CLAYNE Crawford, who was axed from the Fox reboot of “Lethal Weapon” in May after multiple reports of emotional abuse and creating a hostile environment on set, says the allegations against him were false and even accused coworkers of blackmailing him. Crawford was reprimanded twice on set during last season when, he claims, he spoke out about unsafe work conditions. Co-star Damon Wayans also shared photos and videos of injuries he sustained after he was hit in the head by
falling shrapnel while filming a scene directed by Crawford. Video, acquired by Variety, also shows Crawford cursing at an assistant director over the noise level. On the Drinkin’ Bros podcast, released Monday, Crawford said he knew about “those tapes.” “They had been blackmailing me with that…anytime I had a problem with [Damon Wayans],” Crawford said of his co-star, who allegedly wouldn’t do table reads or film in certain locations, including churches because he’s a Jehovah’s Witness.
Janet Jackson pays tribute to Michael on his 60th birth anniversary JANET Jackson was certainly remembering the good times with her brother Michael on what would have been his 60th birthday. The “Rhythm Nation” singer released a sneak preview of a new music video inspired by one of Michael’s most famous clips on Wednesday, the day he would have celebrated turning 60. The teaser, for a Daddy Yankee collaboration called “Made For Now,” is a reimagining of Michael’s Egyptian-themed 1992 video for his hit “Remember the Time.” As a refresher, the original video starred Eddie Murphy as a pharaoh, Iman as a queen and Magic Johnson in an Egyptian palace. A bored Iman requested entertainment, but was not impressed – until, of course, Jackson appeared to sing “Remember the Time.” In Jackson’s version, she plays a character similar to Iman’s, who auditions several dancers including social media star Andrew “King Bach” Bachelor. The clip was directed by Kwaylon “BlameItOnKway”
The film, which has been approved by the singer, actress and businesswoman, will be “much more a character study than a music film”.

A DOCUMENTARY on Barbadianborn international superstar Rihanna, which has been in the works since April 2016, should be released later this year. Director Peter Berg has told Slash Film that it will be out in about two months. He said the film, which has been approved by the singer, actress and businesswoman, will be “much more a character study than a music film”. Berg praised the singer, whom he worked with her first film,
‘Battleship’ in 2012, for her enthusiasm on the project. “I think she’s an extraordinary young woman and it really is kind of a pretty comprehensive profile of what goes in to making her this talent that she is. The work ethic, the talent, luck, the hustle, the vision,” Berg said. “She’s a really, really interesting woman and the movie will be out in about a month and half, two months we’ll be able to start showing it.” There’s no word yet on the name of the documentary. Hurricane season coming to life in Atlantic HURRICANE activity in the Atlantic Ocean, Caribbean Sea and Gulf of Mexico is forecast to ramp up over the next couple of weeks. “Weather models have flipped the switch on the Atlantic hurricane season and see multiple areas of development possible, starting mainly this weekend,” weather.us meteorologist Ryan Maue said. One storm could spin up in the Caribbean over the next few days and affect Florida over the Labor Day weekend. Looking further ahead, “there is the potential for two or three tropical features spinning over the Atlantic by the second weekend in September,” AccuWeather meteorologist Dan Kottlowski said. The next tropical storm or hurricane in the Atlantic basin will be called Florence. One of the reasons for the predicted increase in activity is that wind shear, which tends to rip apart developing hurricanes, appears to be decreasing. “There are signs now that wind shear may drop over a significant part of the Atlantic basin over the next couple of weeks,” said AccuWeather meteorologist Bernie Rayno. It’s too early to predict exactly where or when any storm might form or whether a storm will affect land areas. “When models start suggesting

tropical cyclone development many days in advance in multiple parts of the Atlantic basin, while they might not be right about exactly when and where, it does indicate that the atmosphere is changing and it’s about to get busy overall for September,” Weather Channel hurricane expert Rick Knabb said. Regardless of what happens this year, 2018 will be hard-pressed to top the calamitous 2017 season, which featured monster hurricanes such as Harvey, Irma and Maria. Overall, 10 hurricanes formed in the Atlantic last year, well above the average of six. The prediction for a busy
September this year follows an unusually quiet August for the Atlantic. For the first time since 2013, no hurricanes formed in August in the Atlantic basin. “A quiet August does not guarantee a quiet Atlantic hurricane season,” said Colorado State University meteorologist Phil Klotzbach. In 1961, he said, no hurricanes formed in August, but four major hurricanes blew up in September. September is the peak month for Atlantic hurricanes, recording more hurricanes in that basin than any other month on record, the Weather Channel said.
More investors attracted to Caribbean citizenships, new CBI index shows CARIBBEAN nations lead today’s growing citizenship by investment industry, with Dominica’s programme crowned best in the world for the second year running. That’s according to Professional Wealth Management (PWM), a publication from the Financial Times, which has released the 2018 CBI Index, ranking the world’s active citizenship by investment (CBI) programmes. The special report notes that the expanding industry attracts more investors seeking greater mobility and business opportunities, often prompted by shifting global economic and political tensions. Of all 13 CBI jurisdictions worldwide, Dominica spearheads the industry, scoring perfect marks in five of the seven pillars against which each programme is evaluated. Four fellow Caribbean nations follow shortly, with CBI pioneer St Kitts and Nevis as a strong contender. The programmes assessed in this year’s CBI Index include those offered by Antigua and

notion of obtaining dual nationality. This trend is predicted to grow among global families affected by socio-political instability in their home countries, or international businesspersons seeking expanded visa-free travel and business opportunities.
THE Caribbean Development Bank (CDB) has approved a grant of US$3 million to cover Haiti’s 2018-2019 insurance premiums with CCRIF SPC—the company that provides parametric insurance coverage to the Caribbean and Latin America. The Bank’s funding will help the country meet the cost of the premiums for tropical cyclone, earthquake and excess rainfall coverage to which the Government of Haiti will contribute up to US$1.8 million. CDB’s Director of Projects, Daniel Best said that among the Bank’s 19 Borrowing Member Countries, Haiti is one of the most vulnerable to natural hazards.
“A large percentage of the population of Haiti is exposed to multiple hazards, due to climate change, the rapid growth of unplanned settlements, and ecosystem degradation and decline. We are pleased that the Government of Haiti is collaborating with development partners like CDB to design and implement development projects that focus on reducing the country’s risk to natural hazards, and help it adapt to climate change,” he said. In the event of a future disaster, however, Haiti’s parametric insurance contract under CCRIF SPC is designed to pay out quickly and reliably.

Ten Jamaicans sent home as Cayman’s Immigration amnesty comes to an end
The purchase of the Grand Lucayan has been a hot topic in the Bahamas.
Grand Lucayan: We’ve hit a home run THE $65m Grand Lucayan deal “is not a cataclysmic event” for the Government’s finances, a Cabinet minister argued this week, insisting: “We think we’ve hit a home run.” Dionisio D’Aguilar, minister of tourism and aviation, told Tribune Business that the purchase price paled into insignificance when compared to the $2.636 billion recurrent spending budgeted by the Minnis administration for the 20182019 fiscal year. Defending the Government’s hotel acquisition from critics he described as “armchair quarterbacks”, Mr D’Aguilar said it was only paying $30m of the purchase price this fiscal year - a sum that was just $5m greater than what it had originally allocated to support the failed Wynn Group purchase. The Minister admitted the Government is “taking a risk” through its intervention, and “history will judge” whether it “hits a home run” - as it believes - or “strikes out” as critics such as Fred Smith, the Freeport-based QC, anticipate. Comparing the Grand Lucayan situation to a baseball game, Mr D’Aguilar said the Government could ill-afford “to sit in the dugout and do nothing” as current owner, Hutchison Whampoa, closed the property and the majority of Freeport’s stopover tourism industry. He pointed to the nearby Royal Oasis as an example of shuttered resort properties that had proven impossible to re-open, and described the Grand Lucayan as “a rounding error already written off” by the Hong Kong-based conglomerate. Mr D’Aguilar revealed that Cheung Kong (CK) Property Holdings, Hutchison Whampoa’s real estate arm, had been threatening to close the resort since the May 2017 general election, and it was only the Minnis administration’s intervention then that kept the Grand Lucayan
open “for as long as it has been”. With CK Property Holdings’ patience wearing thin as the Hurricane Matthew insurance payments ran out, and Wynn withdrawing from the purchase, he argued that the Government was faced with “an emergency situation” that left it no alternative but to act. Mr D’Aguilar also confirmed to Tribune Business that appointing a brand operator/management company to run the Grand Lucayan was the Government’s “second choice”, and would likely only be considered if a quick sale was not achieved. He added that the Minnis administration was not keen on adding an extra layer of cost, and to become a landlord, given that such a scenario would likely incur increasing losses for Bahamian taxpayers. Mr Smith and others have blasted the Government’s Grand Lucayan purchase as “economic suicide”, and a move that will “plague” Bahamian taxpayers and the Public Treasury for years to come, but Mr D’Aguilar countered that its economic importance to Freeport meant it could not be allowed “to wither and die”. “Look, the analogy I like to draw is the game of baseball,” he told Tribune Business. “We could sit in the dug out and do nothing, and let it take the course it was going to take. Hutchison Whampoa was going to close the hotel, and history shows when you allow a hotel to close it’s a lot more difficult to get it open again. “We decided to go up to the plate and swing the bat. We could hit a home run, which we think we’re going to do, or strike out, which Mr Smith thinks could happen. History will tell us who was right. “We feel it was worth the risk; that we had to do something. We had to step up to the plate, we had to swing the bat. We can’t let the hotel wither and die without making some effort.”
TEN Jamaican Immigrants who took advantage of the Department of Immigration’s (DOI) amnesty have been sent back to their country of origin. The DOI on Wednesday reported that a total of fourteen persons have taken advantage of the ongoing amnesty. The amnesty which will see those in violation of Cayman’s immigration law avoid prosecution is set to end on August 31, 2018, at 3 p.m. Others that took advantage of the amnesty included: one Indian national, one Honduran national, one South African national and one American national. One individual who took advantage of the DOI’s amnesty was found to have overstayed in the Cayman Islands for close to 14 years. As part of wider efforts to enforce the Immigration Law, DOI enforcement officers are still conducting targeted operations across the Islands, and Tuesday arrested a foreign national for overstaying by 12 years. Under the terms of the amnesty which began on 1 August, foreign nationals can leave the Cayman Islands during the amnesty period without fear of prosecution, in any of the four scenarios listed: · Persons who are residing illegally in the Cayman Islands,
i.e., individuals without a valid work permit or any other lawful permission to remain in the Islands. · Employers may cancel work permits for employees for whom they have no work. · Similarly, employees who are employed on a valid work permit, but whose employers no longer have full-time employment for them may cancel their work permit. · Also, workers who are not working for the employer named on their work permit will be allowed the opportunity to depart voluntarily. Workers who have reached the end of their term limit but who have not left the Islands, and persons visiting the Islands who have not sought a visitor’s extension to remain beyond the time authorised upon arrival are also included in the amnesty. To take advantage of the opportunity, persons who are in the Islands illegally should simply make an airline reservation and leave during the amnesty period. Those who are unsure of their immigration status during this time may seek confirmation from the Immigration Department. As such officials remind persons illegally resident in the Islands that if they do not immediately surrender to enforcement officers in such
situations, they will be liable for arrest and prosecution. After the amnesty concludes, the DOI will continue to actively pursue those persons who have not taken advantage of the amnesty and continue to commit immigration offences. In regards to employers and/ or employees who wish to cancel work permits, the individual must submit written notice to that effect, to Immigration Headquarters, at 94A Elgin Avenue, George Town. Also, employees whose work permits have been cancelled by employers, or by themselves, will be required to report to the DOI headquarters with a passport, or other valid identification, for assistance. They may also report to Owen Roberts International Airport with a valid ticket for departure. The maximum penalty for overstaying is a fine of CI$20,000 and imprisonment of up to five years. Penalties for work permit offences range from fines between CI$5,000 and imprisonment for one year for a first offence, to CI$10,000 and imprisonment for two years for a second or subsequent offence. Administrative penalties for work permit breaches can vary by occupation and may be as high as CI$187,500.00 for a single breach in some instances. (Loopcayman)
Poisoned Conch - Just one case last week MINISTER of Health Dr Duane Sands this week pointed to a dramatic decrease in the number of conch poisoning cases - with just one reported last week. Dr Sands said there had been no established link between the outbreak that swelled to some 54 clinical conch poisoning cases earlier this month and work being carried out at Malcolm Park near Potter’s Cay Dock. “Go ahead and enjoy scorch conch or conch salad, but just make sure you wash it in water,” Dr Sands said. “We do not have any conclusive nexus between what is happening at Malcolm Park and what is happening with the bloom of vibrio. While we pay attention to all the things that are happening we don’t believe there is a connection between excavation works in the harbour and what’s happening with the vibrio.” Agriculture and Marine Resources Minister Michael Pintard had previously suggested several factors at the Potter’s Cay Dock could be creating an environment for the bacteria which leads to conch

poisoning to thrive. He pointed to issues with a nearby water treatment facility and ongoing dredging in the area. However, Water and Sewerage Corporation Executive Chairman Adrian Gibson told The Tribune at the time that a number of tests were conducted with results that free the corporation of any culpability.
As for the outbreak of gastrointestinal illness at Sandals Royal Bahamian all-inclusive resort, Dr Sands said the total number of guests staying at the property had dropped to just over 200 people. The total number of cases had fallen to just one or two, he said, adding that no patients presented with the full syndrome. (Tribune242)

World News Macron ‘to tell EU leaders to agree Brexit deal with UK’ EMMANUEL Macron will urge European leaders to agree a Brexit deal and is developing proposals that could see the UK remain closely aligned with the EU, according to reports. The French president is said to be ready to put forward a vision of the bloc and its allies as a series of “concentric circles”, with Britain closely tied to the 27 “core” EU member states. He will reportedly use a summit in Salzburg, Austria, in a few weeks to announce the plan, which would see the EU and Eurozone countries surrounded by close allies such as Britain in a second “ring”. It comes as reports suggest the French leader is increasingly concerned that a no-deal Brexit would “poison relations” between European countries. Mr Macron’s intervention will be seen as a boost for Theresa May and marks one of the most significant calls from a major European leader for a close relationship between Britain and the EU after Brexit. With time running out for a Brexit deal to be reached, British ministers have adopted a strategy of lobbying European leaders to urge Brussels officials to compromise and agree to the UK’s Chequers proposals. It had previously been reported that Mr Macron was among staunch opponents of the plan, which would see the UK adopt a “common rule book” for goods and collect customs

duties on behalf of the EU. In a sign that his stance may be softening, however, a diplomatic source told The Times: “He sees a no-deal scenario as something that would break links and poison relations at a time when Europe needs to be united beyond the EU.” The chances of a deal being reached were given a further boost on Wednesday when Michel Barnier, the EU’s chief Brexit negotiator, said he would offer the UK a trade deal “such as there has never been” and insisted he wanted to keep ties with Britain “as close
as possible”. However, any agreement that keeps Britain closely tied to the EU will be strongly opposed by Tory Brexiteers, who insist that Britain must have a clean break from the bloc. President Macron is expected to use the European Council meeting in Salzburg on 20 September to stress the need for the EU to maintain a strong relationship with the UK, although council president Donald Tusk is said to have not yet agreed to the French president’s request to present his plan.
Ex-police officer jailed for killing black US teen AN ex-police officer has been sentenced to 15 years in prison for shooting dead an unarmed black teenager in Texas. Roy Oliver, who is white, fired a rifle into a car that was driving away from a party in Dallas in April 2017, killing 15-year-old Jordan Edwards. It is very rare for police officers to be convicted in shooting deaths. Oliver’s lawyers say they intend to appeal against the verdict. Jordan’s family say the jail sentence is too lenient. “He can actually see life again after 15 years - and that’s not enough because Jordan can’t see life again,” his stepmother, Charmaine Edwards, said. On the night of 29 April 2017, police responded to reports of underage drinking at a house party in the suburb Balch Springs. Officers were inside the home trying to find the owner when they heard outside what they believed to be gunshots, causing panic at the home as people fled. According to police documents,
Oliver said he had felt he “had no other option than to use lethal force”.
Oliver’s partner, Tyler Gross, attempted to stop a car full of teenagers leaving the party. He walked up to the passenger door of the car and punched the window, breaking it. Oliver then fired several times into the car - shooting Jordan, who was in the front passenger seat, in the back of the head. Oliver said he believed the car was reversing “aggressively” towards his
partner. However, bodycam footage showed that the car was actually driving away from police when the shots were fired. Officer Gross later told the court that he had not felt his life was in danger and had not felt the need to use his gun. Oliver was fired by police shortly after the shooting. A jury in Texas found Oliver guilty of murder on Tuesday, and on Wednesday night, after 12 hours of deliberation, they sentenced him to 15 years in jail. This means he could be eligible for parole after seven and a half years. Prosecutors had argued for a sentence of at least 60 years. Jordan’s family cried and hugged prosecutors after the guilty verdict. His father, Odell Edwards, said he was “very happy... it’s been a long time, hard year”. However, his stepmother said she would have preferred a longer sentence of 25 to 30 years.
FIRST Minister Nicola Sturgeon has spoken of her “huge sadness” following the resignation of former Scottish National Party (SNP) leader Alex Salmond from the party. Mr Salmond announced he was quitting on Wednesday amid allegations of sexual misconduct, which he denies. The ex-first minister said he intended to apply to rejoin the party once he had an opportunity to clear his name. Ms Sturgeon called Mr Salmond her “friend and mentor for almost 30 years” and said she understood his decision. But she said: “The hard fact remains that two complaints were received by the Scottish government that could not be ignored or swept under the carpet.” Mr Salmond, who was Scottish first minister from 2007 to 2014 and oversaw the independence referendum, released a video on social media on Wednesday evening
announcing his resignation from the SNP. It follows allegations, which emerged last week, from two Scottish government staff members about his behaviour when he was first minister. Mr Salmond has described the allegations as “patently ridiculous” and has begun legal action against the Scottish government over its handling of the claims. In his statement, Mr Salmond said he was quitting because he wanted to avoid potential divisions within the SNP, which has faced calls to suspend him. He stated: “I did not come into politics to facilitate opposition attacks on the SNP and, with Parliament returning next week, I have tendered my resignation to remove this line of opposition attack. “Most of all, I am conscious that if the party felt forced into suspending me it would cause substantial internal division.”
Mrs May spoke to victims of modern slavery in Nigeria on Wednesday.
UK and Kenya to step up child protection co-operation THERESA May is to announce a tie-up with the Kenyan authorities to help track down British paedophiles as she concludes her tour of Africa. The UK is to build a cyber centre in Nairobi to help Kenyan police stop child abuse images being shared online. It will also assist efforts to identify potential victims and access data
from tech firms to catch offenders. Mrs May is the first British prime minister since Margaret Thatcher in 1988 to visit the country. She is to meet president Uhuru Kenyatta and see British soldiers who are training troops from Kenya and other African countries fighting Islamist militant group al-Shabaab in Somalia.

World News Giant Sadiq Khan bikini-clad balloon to fly over London John McCain died on Saturday aged 81.
John McCain name suggestion for new Nato HQ A CALL to name Nato’s new $1.4bn (£1bn) headquarters after the late US Senator John McCain has been backed by three former secretariesgeneral. Anders Fogh Rasmussen, Lord Robertson of Port Ellen and Javier Solana said it would be a fitting way to “pay back a lifetime of service” to the Western military alliance. The move was initially suggested by UK Conservative MP Tom Tugendhat. A Nato spokesperson told CNN the idea “will be considered carefully”. Mr McCain, who died on Saturday at the age of 81, was a vocal advocate for Nato throughout his career, which latterly set him on a collision course with US President
Donald Trump. Mr Trump has been highly critical of the alliance, complaining the US pays more than others and threatening to pull out. Following Mr Trump’s contentious appearance at July’s Nato summit, Mr McCain hit back, releasing a statement saying there was “little use in parsing the president’s misstatements and bluster, except to say that they are the words of one man”. “Americans, and their Congress, still believe in the transatlantic alliance and the North Atlantic Treaty Organization, and it is clear that our allies still believe in us as well,” Mr McCain, who served as chairman of the Senate committee on armed services, added.
PROTESTERS have been given permission to fly a bikini-clad blimp of London mayor Sadiq Khan over Westminster. Campaigners raised £58,182 for the 29ft-long ‘baby Khan’, which will fly over Parliament square on 1 September. A crowdfunding anti-Khan campaign was launched following the giant Donald Trump baby balloon flown by protesters during the president’s visit in July. Mr Khan said: “If people want to spend their Saturday looking at me in a yellow bikini they’re welcome to do so. “I don’t really think yellow’s my colour though.” The giant inflatable - a nod to the ‘Beach Body Ready’ advert Mr Khan banned in 2016 - has been approved by City Hall, the police and air traffic controllers NATS. The fundraising page for the balloon said: “In light of the Donald Trump ‘Baby Trump’ balloon being allowed to fly over London during his visit to the UK, let’s get a ‘baby Khan’ one and see if free speech applies to all.” It adds: “Under Sadiq Khan, we have seen crime skyrocket to unprecedented levels. London don’t feel safe and they aren’t safe. [...] Khan out.” The site also says that if the campaign raises any extra money it will be “used for a continuing campaign to remove Sadiq Khan from office” and “defending free speech”. The Greater London Authority (GLA) city operations team gave permission for the blimp to fly over Parliament Square between 09:30 and 11:30 BST. “As always, City Hall has been
working in very close coordination with the Metropolitan Police and other key agencies to ensure this protest is able to be carried out in a safe and secure way,” a spokesman for the mayor said. A NATS spokesperson said: “Following a thorough evaluation, we are satisfied that the balloon will have no impact on normal air traffic operations. The Met Police has also approved the flight and accordingly air traffic control permission has been granted.” (BBC)
Rohingya crisis: Myanmar leader Suu Kyi ‘should have resigned’
“IMF, never again,” reads a banner held by protesters in Buenos Aires last month.
Argentina asks IMF to release $50bn loan as crisis worsens ARGENTINA’S government has unexpectedly asked for the early release of a $50bn (£37.2bn) loan from the IMF amid a growing economic crisis. President Mauricio Macri said the move was designed to restore confidence in the Argentine economy. The Argentine peso has lost more than 40% of its value against the US dollar this year and inflation is
rampant. The IMF confirmed on Wednesday it was looking to strengthen the arrangement and changing its phasing. “I stressed my support for Argentina’s policy efforts and our readiness to assist the government in developing its revised policy plans,” Christine Lagarde, the International Monetary Fund’s managing director, said in a statement.
THE outgoing UN human rights chief says Myanmar’s de-facto leader Aung San Suu Kyi should have resigned over the military’s violent campaign against the Rohingya Muslim minority last year. Zeid Ra’ad al Hussein told the BBC the Nobel Peace prize winner’s attempts to excuse it were “deeply regrettable”. His comments come after a UN report said Myanmar’s military leaders should be prosecuted for possible genocide. Myanmar rejected this, saying it had no tolerance for human rights violations. The army has previously cleared itself of wrongdoing. The UN report, published on Monday, blamed Ms Suu Kyi, a longterm leader of the pro-democracy movement, for failing to prevent the violence. “She was in a position to do something,” Mr Hussein said in an interview with the BBC’s Imogen Foulkes. “She could have stayed quiet - or even better, she could have resigned.”
More than 700,000 Rohingya have fled to neighbouring Bangladesh since August 2017.
“There was no need for her to be the spokesperson of the Burmese military,” he said, suggesting: “She could have said look, you know, I am prepared to be the nominal leader of the country but not under these conditions.” On Wednesday, the Nobel committee said Ms Suu Kyi could not be stripped of the Peace Prize she
was awarded in 1991. While it is acknowledged that the 73-year-old does not control the military, she has faced international pressure to condemn the army’s alleged brutality. The military launched a crackdown in Myanmar’s Rakhine state last year after Rohingya militants carried out deadly attacks on police posts.

The Duke and Duchess of Sussex, Vanessa Nadal and Lin-Manuel Miranda meet the cast and crew.
Prince Harry wows crowds by singing at ‘Hamilton’ in London’s West End PRINCE Harry stole the show in London’s West End after bursting into song at the hit US hip-hop musical “Hamilton.” The Duke of Sussex gave those in the theater something to remember Wednesday night after breaking into song at the end of a charity performance of the show, treating the cast to a song sung by the George III character -- Harry’s sixth-greatgrandfather.
On stage with the cast, Harry broke into mock-song, starting off with “You say ...” before cutting himself amid cheers and laughter from the cast and audience. The show was held to raise money for the Duke’s HIV charity, Sentebale. He watched the production alongside his wife, Meghan, Duchess of Sussex, and the show’s creator, Lin-Manuel Miranda.
Ahead of the show, Miranda had commented it would be “fun and surreal” to see the royal couple watch the performance of King George III. “Hamilton,” one of London’s most popular musicals, tells the story of American founding father Alexander Hamilton and his rise from poverty to power against the backdrop of the American Revolutionary War. Rapper Lil Pump arrested in Miami for driving without a license “GUCCI Gang” rapper Lil Pump was arrested in Florida Wednesday after cops caught him driving without a license. Pump, 18, was pulled over in Miami because police noticed that the license plate on his Rolls-Royce actually belonged to a Mini Cooper, a spokesperson for the Miami Police Department confirmed to the Daily News. When confronted over the license issue, Pump, whose real name is Gazzy Garcia, admitted that he did not have a driver’s license. The rapper was taken to the Turner Guildford Knight Detention Center, the spokesperson said, but was released on a $500 bond Wednesday night, according to local ABC affiliate WPLG. The romantic comedy sensation slid just 6% from its charttopping debut to again lead the box office with $25 million in ticket sales, according to studio estimates Sunday.
‘Crazy Rich Asians’ tops box office for second week in a row THE opening weekend for “Crazy Rich Asians” was historic. Its second weekend was even more impressive. The romantic comedy sensation slid just 6% from its chart-topping debut to again lead the box office with $25 million in ticket sales, according to studio estimates Sunday. Almost as many people turned out over the weekend for “Crazy Rich Asians” as they did for its opening Friday-toSunday bow — an unheard of hold for a nonholiday release. Drops of close to 50% are common for wide releases. But propelled by enthusiastic reviews and an eagerness for a major Hollywood film led by Asian stars, “Crazy Rich Asians” is showing almost unprecedented legs. After opening last weekend with $35.3 million from Wednesday to Sunday and $26.5 million over the weekend, the Warner Bros. release — the first Hollywood studio movie in 25 years with an all-Asian cast — has already grossed $76.8 million. The adaptation of Kevin Kwan’s best-selling novel, starring Constance Wu and Henry Golding, was helped by weak competition. STX Entertainment’s critically slammed R-rated puppet caper “The Happytime Murders” debuted with $10.1 million, a career-low wide release for star Melissa McCarthy. The robot-dog fantasy “A.X.L.” from the beleaguered Global Road Entertainment, flopped with $2.9 million.
But the talk of the weekend was the sustained success of “Crazy Rich Asians,” which grossed approximately the same from one Saturday to the next. “I’ve been telling my team that Big Foot sightings are more common than zero percent Saturday drops,” said Jeff Goldstein, distribution chief for Warner Bros. Goldstein noted that after a 44% Asian-American audience over opening weekend, that percentage fell to 27% on the second weekend while Caucasian and Hispanic ticket buyers grew. “The audience is broadening,” he said. The remarkable hold left many in Hollywood searching for comparisons. While such slim drops or second-week increases regularly happen over holiday weekends, you have to go back to the likes of “The Sixth Sense” (-3.4% in August 1999) and “The Fugitive” (-5.6% in August 1993) to find something similar. There are a few other stray examples of movies that held so well without adding substantially more theaters like “Brother Bear,” ?Puss in Boots” and “Mother’s Day,” but that’s about it. Even “The Help,” which also opened mid-August, slid 23.1% in 2011 on its way to $169.7 million domestically and four Oscar nominations including best picture — a path that’s not out of the question for “Crazy Rich Asians.” (NYDailynews)

This Giovanni Battista Piranesi etching of Rome was in the book.
Book found in Olney Oxfam charity shop sold for £30k A BOOK of etchings by a famed Italian artist which was found in a charity shop has fetched £30,000 at auction. Despite being without its front cover, the book attracted the attention of Tim Street - who volunteers at the Oxfam shop in Olney, Buckinghamshire. Mr Street said he thought the book was “a mess” before realising it contained work
by the 18th Century artist Giovanni Battista Piranesi . It was sold at Cheffins Fine Art Auctioneers in Cambridge in July. Oxfam shop manager Joanne Papworth-Smith said the book “could have been easily overlooked”. She said the money raised from the sale “will help make a difference to people living in poverty”.
The book, which was part of a large anonymous donation to the shop, contained 52 drawings of various views of Rome and sold for more than four times its initial estimate. Charles Ashton, director of Cheffins, said: “Piranesi was famous for his etchings of Rome and his drawings rarely come for sale on the open market. (BBC)

England v India: Geoffrey Boycott says hosts have ‘gone backwards’ as a team
David West was an NBA All-Star in 2007-08 and ‘08-09 seasons.
Veteran forward West announces his retirement from NBA GOLDEN State Warriors forward David West, who spent 15 seasons in the NBA and was a two-time NBA All-Star, announced his retirement from the league on Thursday morning. In a post on Twitter, West wrote the following: “I have been fortunate enough to live out my childhood dream of playing in the NBA. After 15 seasons, I have decided to retire from the game of basketball. I am humbled and thankful for the support of my family, friends, coaches, teammates, organizations and fans throughout this experience. To anyone who has ever cheered me on, been in my corner, prayed or simply said a nice word on my behalf, I am grateful. Belief in yourself is not negotiable. Cheers!” Most recently, West was a member of the Golden State Warriors and a
key contributor as the team collected NBA titles in back-to-back seasons. In his career, West played in 1,034 regular season and 118 playoff games. He averaged 13.6 points, 6.4 rebounds and 2.2 assists per game and was an All-Star in 2007-08 and 2008-09. Originally drafted by the New Orleans (now Charlotte) Hornets with the 18th overall pick in the 2003 NBA Draft, West spent the first eight years of his career with the Hornets. After leaving the Hornets following the 2010-11 season, he played four seasons with the Indiana Pacers as that team became one of the top squads in the Eastern Conference. He spent the 2015-16 season with the San Antonio Spurs before joining the Warriors in the summer of 2016 as a free agent. (NBA.com)
EX-ENGLAND opener Geoffrey Boycott says the Test team have “gone backwards” and called their batting “rubbish” after another collapse against India. India, who cut England’s series lead to 2-1 with a 203-run win at Trent Bridge, had the hosts 86-6 on day one of the fourth Test at Southampton. Sam Curran’s 78 helped England to 246, before India reached 19-0. Boycott told BBC Test Match Special: “It’s not a solid batting lineup. You just don’t have confidence.” After England chose to bat, Keaton Jennings suffered a horrendous fourth ball lbw dismissal in the third over. Root and Jonny Bairstow also fell cheaply. “If you can’t bat, you are always up against it,” said Boycott, returning to the TMS commentary box after heart surgery. “You are climbing against the wind all the time.” England have made 100 or fewer at the loss of their fourth wicket in 32 of their past 63 innings, over the past three years. They have gone 15 innings since last making 400, against Australia in Melbourne in December. It needed a career-best from Curran - left out of the team at Trent Bridge - in a partnership of 81 with Moeen Ali, who made 40, to help them to 246. “Cook’s form is getting worse, not better; Jennings is not cutting it,” Boycott said. “We have dropped our young kid at four, Ollie Pope. We are no further forward in finding batsmen. The selectors would be better at county matches trying to find somebody. “It’s puzzling because they have a batting coach - I’m not just blaming [Mark] Ramprakash - but they have

a head coach [Trevor Bayliss] who is supposed to be a batsman - he played for New South Wales. And you wonder what they are doing. “Isn’t it a poor reflection on county cricket’s batsmen that a wicketkeeper/batsman has to bat four?” Former England captain Michael Vaughan said number eight Curran, who has made 225 runs in his first five Test innings, is the “best technician” in the England side this summer. “He looks naturally the best defensive player that England have had in this series,” Vaughan said. “The rest of them still jab at the ball even in defence. “Alastair Cook looked OK but he is a concern for me at the top
of the order. I still don’t think he looks in. “When he is in quality form, it’s the mind that plays so well and it has always been so strong. To see him deflect it to third slip, like fielding practice, I’ve not seen that from him. “I don’t think Joe Root wants to play at three, he wants to bat at four. If he continues to play with that head falling to one side, it doesn’t matter where he is batting - he is going to get out.” Surrey all-rounder Curran, 20, in only his fourth Test, said: “I was disappointed to miss out on the last Test but you can’t drop someone who has got a hundred [Chris Woakes]. “I saw it as a positive and luckily I’m back in the team.” (BBC)
Nine-man Rangers reach Europa League group stage STEVEN Gerrard’s nine-man Rangers survived a frantic secondhalf Ufa onslaught to clinch a place in the Europa League group stage. The Scottish Premiership side remain unbeaten in 12 games under Gerrard despite playing the final 24 minutes with a two-man deficit after Jon Flanagan received a second booking. Alfredo Morelos had earlier been shown his second red card of the campaign - this time being given a second yellow for dissent after being cautioned for kicking the ball away. At that stage, Rangers were ahead 2-1 on aggregate after Ovie Ejaria’s curling shot was cancelled out by Dmitri Sysuev’s leveller. Ufa registered 26 attempts as
they pushed late on but they found Allan McGregor and his defence a formidable barrier, with an injurytime strike ruled out for offside. Rangers now visit Celtic in Sunday’s Old Firm game having reached the group stage of a European competition for the first time since the 2010-11 Champions League. Nobody could have foreseen the nervy second half that would befall Rangers when Ejaria’s stunning opener put the Glasgow outfit into the lead on nine minutes. Flanagan’s cross was not dealt with by the Ufa defence and the on-loan Liverpool defender curled his shot high into the net from just inside the box to leave the Russians needing three goals to prevent the

Premiership side reaching the group stage. Rangers had not conceded a goal away from home in three European
ties this season until Sysuev struck on 33 minutes - running in on goal and slotting beyond McGregor despite looking marginally offside.
The equaliser caught the Scottish side by surprise, and was one of the few times Gerrard’s defence appeared vulnerable at the Neftyanik Stadium. Ufa still needed two more goals, but the tie appeared to take an even more ominous turn on 38 minutes. Morelos was booked for kicking the ball away after being penalised for a challenge, and a second yellow followed after he directed his frustrations towards the officials. It was the Colombian striker’s second red card of the season, having been dismissed for a kick at Aberdeen’s Scott McKenna in the opening game of the season, albeit the punishment was later downgraded to a booking.

Ginobili always thought this past season would be his last MANU Ginobili expected “at all times” that the 2017-18 NBA season would be his last, but Monday’s retirement announcement won’t prevent the future Hall of Famer from continuing to contribute to the San Antonio Spurs. A day after announcing his retirement on Twitter, Ginobili, 41, penned a column for the Argentine newspaper La Nación in which he detailed his decision to conclude a 16-year NBA career that included four NBA championships and a pair of NBA All-Star appearances. “I can’t say this was a hasty or unexpected decision,” Ginobili wrote. “I’m 41 years old. I’ve been stretching a little bit this basketball thing, right? In my head, last season was at all times ‘the last one.’ I never said it publicly because I didn’t want to limit my options. I wanted to leave the door open for any changes in my mind or to see if I still felt the physical and mental strength needed to face a new season. “I was sure to make it clear to [Spurs coach Gregg Popovich] this is not a ‘goodbye, I’ll see you,’” he added. “My kids have already started school, and while I’m in town, I’ll be close to the team and the franchise. I can’t help anymore by taking a

charge or with a steal, but I’ll try to contribute somehow. I appreciate all my teammates, the staff and all the people in the team. I want the best for the Spurs. If I can help, I will do it with pleasure.” In all, Ginobili competed in 23 professional basketball seasons, winning an Olympic medal for Argentina in addition to a EuroLeague MVP award. Ginobili turned 41 on July 28 and
took careful consideration in coming to his decision. Before heading off on vacation with his wife, Marianela, and their three sons in Canada and the Pacific Northwest, Ginobili told Popovich that he was more likely to retire than to continue playing. Once Ginobili returned to San Antonio, he immediately headed back to work out at the team facilities, which ultimately cemented his decision to retire.
JUAN Angel Napout, the former president of South America’s football governing body Conmebol, has been jailed for nine years for his part in the Fifa bribery scandal. He was found guilty in December last year at a trial in Brooklyn, New York. The Paraguayan was convicted of racketeering conspiracy and two wire fraud charges. The former Fifa vice-president will also have to forfeit $3.37m (£2.6m) and pay a fine of $1m (£767,000). The 60-year-old was found guilty along with the former head of the
Brazil Football Confederation Jose Maria Marin. Marin, 86, was jailed earlier this month for four years and fined $1.2m (£920,000) and ordered to forfeit $3.34m (£2.59m). Napout was arrested at the Baur Au Lac hotel in Zurich in December 2015, seven months after an initial dawn raid at the same hotel in which seven Fifa officials were detained. The crimes related to Napout’s participation in schemes to accept millions of dollars in bribes in exchange for the media and marketing rights to various football tournaments. (BBC)
Champions League draw: Cristiano Ronaldo to face former club Manchester United CRISTIANO Ronaldo will return to former club Manchester United with new side Juventus in the Champions League group stages. If Juve is to win the Champions League for the first time since 1996, the Serie A side will need to emerge from a group that also includes Spanish club Valencia and Swiss team Young Boys of Bern. United has made an uncertain start to the season in the English Premier League -- Jose Mourinho’s side has lost two of the three games it’s played -- and last season was knocked out by Sevilla in the Champions League last-16 round. Holders Real Madrid will face Roma, CSKA Moscow and Viktoria Plzen in Group G. Ronaldo, who first won the European Cup with United in 2008, helped Real Madrid lift the most coveted trophy in club football four times in the past five years. But his departure from the Spanish side, along with manager Zinedine Zidane, means this year’s competition is one of the toughest to call in recent seasons.
Two of the greatest golfers to play the game, Jack Nicklaus and Tiger Woods both agree on respect for the US president.
Nicklaus praises Tiger Woods for Trump comments Ronaldo, who first won the European Cup with United in 2008, helped Real Madrid lift the most coveted trophy in club football four times in the past five years.
“Each year is more difficult, but we will try and hopefully we can repeat,” said Real midfielder Luka Modric, who was named as the UEFA Men’s Player of the Year for the 2017/2018 season at the draw in Monaco, when he was asked if
the Madrid team could win a fourth successive title. Last season’s beaten finalist Liverpool was handed a tough draw in Group C, which includes Paris Saint-Germain, Napoli and Red Star Belgrade.
LEGENDARY golfer Jack Nicklaus commended Tiger Woods on Wednesday for his comments about having “respect” for President Trump. “I couldn’t have agreed with Tiger more,” said Nicklaus during an interview with the Golf Channel. “Whether it’s Barack Obama or Donald Trump in the office of the president, you respect the office.” Nicklaus, 78, believes a person’s political views shouldn’t matter when it comes to respecting the commander-in-chief.
“It doesn’t make any difference,” he said. “The office of the president is the head of the greatest country in the world.” The golf legend has been a vocal Trump supporter over the years, but hadn’t commented on what Woods said until Wednesday — calling it “very appropriate.” “I’ve known Donald for a number of years,” explained Woods. “We’ve played golf together. We’ve had dinner together. I’ve known him prepresidency and obviously during his presidency.”

“We have to start changing the football culture here” – Opines new Men’s Football Coach MATTHEW Barnes is not looking for a quick fix. The new Men’s Football Coach wants to make permanent changes and if it means overhauling the entire process—he is up for the challenge. “The mindset right now is just learning the system and the language we use within it. We also have to start changing the football culture here. Things like taking care of your body at the elite level, being on time regularly, consistency of performances, managing larger training workloads, and acting like a professional are all things we are
addressing.” Barnes told the Weekly News that the local players are doing very well, but not having full time footballers in the local based squad makes the work a bit harder. “…it’s been a difficult transition for my first 10 days however, trying to get the training schedule adapted to the local work schedule. Since we don’t have full time footballers, this is a difficult task. The local players especially need more games under their belt. They don’t play enough meaningful matches over the course of a year compared to most

federations. The Nations League helps this issue and will help Segway the transition into finding off island opportunities for the national team pool.” LOOKING PAST CUBA
Although the 47-year-old is excited about the Cuba clash on September 8, his focus is on development. “Yes, Cuba is a big game and a great opportunity for our federation, but right now I’m focused internally and trying to lay the foundation for
the future of the MNT. Doing things the right way, for the right reasons at the right time is more important to me than a result in Cuba right now.” Barnes is documenting his journey at Blue Collar Football on both Facebook and Instagram.
NACAC experience was a confidence booster for Agenor TCI’s newest senior track athlete Emmanuel Agenor feels that his participation in Canada at the North American, Central American and Caribbean (NACAC) Senior Athletics Championships was a positive step in his young career. The 18-year-old told the Weekly News that the meet was a confident booster and that it has opened his eyes to greater things. “I was very thankful to be chosen for this meet and I always will continue working hard to make future teams, this experience has really built up my confidence, the fact that I was
rubbing shoulders with some off the world’s best means that nothing is impossible.”
HARD WORK The St. Jago High School (Jamaica) student said that the meet helped him grow. “Watching the other athletes run and seeing how technical and calculated they were showed me the level of hard work and professionalism it takes to be the world’s best, and also proved to me that there’s a lot of hard work left for me to do.” FIRST STEP Despite not dominating in his
individual meet, Agenor will forever remember his first international senior meet. “Well I was excited because of the relay team; we wanted to break the Turks national 4X100M record and we did just that ….Although we didn’t t get the time we wanted, we were happy nevertheless and it shows that it’s a big step in the right direction.” At the meet a few weeks ago, Agenor and teammates Ifeanyi Otuonye, Colby Jennings and Devante Gardiner broke a sixyear-old record. The quartet ran 41.38s to eclipse the previous record of 41.48s.
Emmanuel Agenor is ready for another bout on the big stage.
