with two counts of murder BY DAISY HANDFIELD CHRISTOPHER Forbes, a 33-yearold Bahamian, has been charged with two counts of murder, which tied him to the horrific death of two Dominican women. Yuneiry Veras and Sonrineida Moreno Arias were found dead in Providenciales, within three months of each other in a secluded area in the western district of Providenciales. The accused murderer appeared
in Magistrates’ Court #1, in Providenciales on Monday, before Chief Magistrate Tanya LobbanJackson. The arraignment, in keeping with the magistrate’s orders, was read in closed court. All in the courtroom were ordered to leave, including family members and journalists. Forbes, who is being represented by attorney Arthur Hamilton, has been remanded and is scheduled

to appear in the Supreme Court in Grand Turk on November 4, for a sufficiency hearing. Forbes was arrested by detectives from the Royal Turks and Caicos Islands Police Force (RTCIPF) at his home in Millennium Heights, on August 31. Sonrineida Moreno Arias, a 26-year-old Dominican woman, was found naked in the bushes on July 13. The last time she was seen was around 4 am that morning, after leaving her residence on Robinson Street, Five Cays. According to reports, around or before 4am she was picked up by an unknown driver. She reportedly left work at the Shadow Bar around 3 am Sunday morning and was dropped off at her home by a co-worker. The body of Yuneiry Veras was also discovered in the bushes in a remote area of Providenciales at about 1.04pm on Saturday, April 23. Veras was last seen on April 18, at about 2.15am, at her residence in Blue Hills. She was wearing a black top and blue short skirt. Assistant Consul for the Dominican Republic, Edwin Hernandez issued a press statement last Friday, the day that Forbes was charged. He said: “The Dominican community is very happy about the news of the arrest by the police, because it shows their commitment in dealing equally and fairly with the issues of every community.” Hernandez said that the Dominican community hopes that justice will be served swiftly, and that there is enough evidence to secure a conviction.
BY DAISY HANDFIELD CONTRARY to the criticisms of former premier Michael Misick, Minister of Education Akierra Missick insisted that the “Government did indeed take a lead in the celebrations for Delano Williams.” She said: “I have had the opportunity to review the statement from Michael Eugene Misick and there are elements of that statement that gave me a pause. “Mr. Williams is a professional track athlete; he is governed by different rules, IAAF [International Association of Athletics Federations] rules in terms of sponsorship and endorsements, which is very different from the NBA,” she said.. She explained that the celebrations were a three-tier approach, with the Office of the Premier leading on the logistics, the Ministry of Education taking care of accommodations in Grand Turk and Flow. “Delano is an ambassador for Flow, he is contracted by them for advertising, as it is appropriate for a professional athlete and so it would have not been fair to him to go against his wishes to have Flow incorporated in the welcome home celebrations, which culminated in Providenciales. “The motorcade, a press conference and a speech appearance at the island Fish Fry, which were at his wishes,” The Minister said. The minister explained that with an appropriate budget structure moving forward, there is an opportunity for the Government to see how Williams could benefit from the Government and also, how he could endorse the TCI. “Whether it is as a tourism ambassador or sports ambassador, but we must be mindful that he
is contracted by Great Britain, to compete and advertise for them. “It is not that he just runs or represents them [he is under a contract], he is the only professional track and field athlete that hails from the Turks and Caicos Islands and again, is contracted by Great Britain.” “So, it is not a question of whether or not the Government wants to celebrate Mr. Williams, of course we are celebrating Mr. Williams. “His accomplishments cannot be diminished in any way, shape or form, but there has to be a proper structure in place which this Government will ensure is done for sports management,” Missick said. She added that with the addition of the sports consultancy, the Government was looking to implement portions of the review recommendations, in terms of talent scouting, talent management and ensuring adequate training is provided. “The Turks and Caicos Islands does not have a professional track and field body, our association is an amateur body and as such, certain athletes cannot receive endorsements due to their amateur status,” Missick said. The Minister of Education said that there were many things that the Government would sit and discuss with Williams, moving forward. “There is no time limit on what we can do and what we can provide for him, but let us not forget that Mr. Williams’ ability to be in Jamaica and train is due to the Government of the TCI. “Mr. Williams is a beneficiary of a scholarship from the TCI to the University of the West Indies, which provides him an opportunity to live and train in Jamaica, but receive an education at University level.”

Trial ‘without an end’ could run into June 2017 IT IS now very difficult to say when the Special Investigation and Prosecution Team-led corruption trial will end, this is according to lead prosecutor Queen’s Counsel, Andrew Mitchell. However, Mitchell said that they have planned and timetabled the Crown’s case until June 2017. In an invited comment by the press last week, just as the trial was about to adjourn for its one-week hiatus, the Crown prosecutor appeared as tired of the long sessions as many in the country. When the trial resumes, Attorney General Rhondalee BraithwaiteKnowles will conclude this session of her testimony, then the court will recall a number of other witnesses who have already given their evidence, to be further cross examined. Mitchell said that the September session will be focused on making

progress on one of the many developments named in the trial documents. The trial will then take a threeweek break, following which former Governor Richard Tauwhare, a controversial figure who some in the TCI believe should have been charged too, will take the witness box in the Providenciales Supreme Court. While Tauwhare is considered by some to be as culpable in the alleged criminal misdeeds of the Michael Misick Cabinet, he has consistently claimed that he was bullied by his colleagues during his tenure as Governor of the Islands. Mitchell said that Tauwhare will talk about what was going on in Government when he was Governor. He will also be relying on the records he made at the time and he will tell the judge what it is he recalls from those times, using the minutes
of Cabinet and his own notes of recollection. During the attorney general’s testimony some weeks back, when she initially took the stand, defence lawyers had objected to certain things being said on the stand by her that were divulged to her in her capacity as a legal advisor to the Government. Similarly, the lawyers had objected, via a recent motion to the court, that the business of Cabinet is confidential and should remain between those that were present at those meetings. Mitchell noted that in principle and during the course of ordinary government this is expected to be the case. He added: “But it can’t be a shield that is hidden behind when there are criminal investigations taking place.” The motion was defeated as the judge decided that he will hear the

issues and matter that were discussed in Cabinet from witnesses who were privy to those discussions. Meanwhile, another significant and awaited testimony is that of LisaRaye, American actress and former wife of Michael Misick. Asked when she will take the stand, Mitchell said that while she is still slated to appear, he is unable to say when she will, as she is currently filming. Asked about his take on how the trial is progressing and the country’s tiredness with the lengthy process, Mitchell said he understands it. “One of the issues I have always considered as important for us to get through this is that there must be due process in the decision, and a fair trial means that people must take the points that are considered relevant and those points need to be litigated
out, and they may take time. “Justice really shouldn’t have a price; we need to see this through to a conclusion and the most important thing to the Islands, particularly bearing in mind the prospects of future investments and the world order of how monies appear in countries and how to make sure those monies are clean, requires in my view this case to see itself to a conclusion.” He added: “It almost doesn’t matter where we go so far as verdict is concerned, it is the proof that this country could take on an issue, try the issue and get to a conclusion through the court process.” On Monday, September 13, the corruption trial of former Premier Micheal Misick and eight others, some of whom are former members of Cabinet, will resume in the Myrtle Rigby Courthouse in Providenciales.
Tuscany and Venetian deny being against TCI development THE Hotels that have been embroiled in an ongoing struggle with the Government of the Turks and Caicos Islands regarding the allowance of twelve storey developments in the country have firmly stated that they are not against continued development in the TCI. An unnamed spokesperson for the Tuscany Strata Corp. #62 and The Venetian Strata Corp. #108, released the following Press statement on Friday: “The Tuscany and Venetian Resorts are IN FAVOR of continued development in the Turks and Caicos Islands. “We SUPPORT thoughtful building, consistent with the density
and height guidelines which have contributed to the beauty and appeal of the islands for Islanders, tourists and investors alike. “We are OPPOSED to construction authorized under a law where there was so little opportunity for public debate and where no national development plan exists. “We believe the recent changes fail to recognize the damage such high density development will do to the TCI infrastructure (fire protection, water and sewer, traffic, etc.), the country’s environment including its national parks and beaches.” The release further stated that the peaceful, uncluttered image of Providenciales, carefully created
over so many years, should be maintained to promote the Turks and Caicos Islands as being ‘Beautiful by Nature’ and to attract property investors and developers alike. On Thursday (September 15) and Friday (September 16), the hotels’ application for an appeal will be heard by the three justices of the appellate court. They are challenging Chief Justice Margaret Ramsay-Hale’s July 21 judgement on their application for a judicial review of a decision made by the Government in February this year to increase the building height under the development manual. The hotels will be asking the court of appeal to decide whether
the Chief Justice was guided by the law and the facts in the case when she concluded that the Government had conducted adequate consultation with respect to proposed changes to the development manual to permit increases in building height from seven storeys to twelve and for increases to be made in the density of buildings allowed in the islands. They also want the justices to give notice that the Chief Justice erred in law and in fact in concluding that the environmental protections of section 18 of the Constitution had been met. Ramsay-Hale had also ordered that Strata Corporation pay the cost incurred by the respondents in the application for a judicial review.
Strata is also appealing that ruling. The hotels are of the view that the February 2016 amendment to the development manual to allow the increases in height and density represent a fundamental change to the nature and character of the built environment of the TCI, particularly Grace Bay, Providenciales. They also contend that the amendment was enacted pursuant to section 39 A of the physical planning ordinance; and that the section was in itself enacted as a result of the 2015 ruling by the same Chief Justice that struck down an earlier amendment to the development manual that was made without a current development plan in place for the country.

SIPT LEGAL AID COSTS On August 3, the Ministers of Government, who make up the Cabinet, denied the request for an additional $3 million for legal aid costs in the SIPT trial. The Governor, who has the power to veto Cabinet’s decision, chose instead to refer the matter to the Commonwealth Office (FCO) for their determination. No decision has yet been made. Michael Misick says that Delano Williams’ welcoming was disappointing BY DAISY HANDFIELD THE FORMER Premier of the TCI, Michael Eugene Misick, issued a press statement, criticizing the Government for their lack of involvement in welcoming the TCI’s first Olympian, Delano Williams. Misick said:: “I would like to first congratulate Mr. Delano Williams on his achievement of becoming the first Turks and Caicos Olympian. “He made us all proud by his grace, class and raw talent. Watching him run that race was gratifying to all Turks and Caicos Islanders. “I must say that I am disappointed by how the present Government handled his return.” Misick contrasted William’s reception with that of Trevor Ariza, who received a hero’ welcome when he was drafted into the NBA. He said that if he was in power, he would have offered Williams the same treatment as Ariza, or even better. “When Trevor Ariza was drafted to the NBA, under my Government, we made him a tourism ambassador, with a sponsorship of $150,000 per year. “If I was Premier today, Thursday [the day Williams returned to the TCI] would have been a national holiday and the Government, not Flow, would be organizing the welcome and reception for him. “He would be bestowed with one of the Turks and Caicos highest honours. In addition to this, he would be given water-front property to build his home here at home and would be made a tourism and sports ambassador for the Turks and Caicos Islands with a sponsorship of $200,000.00 per year.”
Good for the Cabinet! We have spent more than enough on this jolly little adventure in the islands for the SIPT! In the many years that they have been “working” on this, they have come up with bloody little return for the people of the Turks & Caicos Islands! Enough! Let the FCO pay for Ms. Garlick and her lay about staff from here on in! They should have been paying for it from the start. This has just been an exercise in padding the pockets of the British Government loyalists! .

They are going to force us to pay again. It is not democratic when the people have spoken and the Queen plows ahead with her own plans anyway. They need to stop sending drug addicts here to do this SIPT work and then maybe they would not need so much extra money all of the time.

The former Premier said that he hoped that the rumoured cheque for $3,000, which was allegedly given to Williams by the current Premier, Rufus Ewing, was false. “I call on the premier to treat our first Olympian with dignity and respect and bestow a package similar to what is outlined above to him. “I further call on him to make a greater effort to utilize the facilities that have been built like the national stadium, and to invest more in sports and in our youths. Start by making the facilities available at no charge to our people, as it was intended. “We have many more Delano’s in our midst, but they just need the opportunity, facilities and support to maximize their full potential,” he said.
Governor Beckingham who had a reputation for bringing development failed because the voters put Washy in charge of inward investment. Washington who failed his own resort and the TCI Bank have scared investors away. Beckingham will be leaving forever next month. Therefore he referred the continued financing of the defendants up to his supervision at the Foreign Commonwealth Office (FCO). They must continue to finance the former ministers defense to prevent them from having an excuse to stop their trial. The judge seems to be enjoying the salary he is making from delays of the defense which went on for years before the trial and now continues during the trial. It is time to stop the nonsense and finish the trial.
Why should we have to pay?
Premier Rufus refuses to fund the defense to give former PNP a get out of jail excuse. The reason the defense needs more money should be revealed. After receiving huge salaries and allegedly corrupt millions why do the people have to continue to pay for their defense ? Every time we have to conduct a corruption or incompetence inquiry of the PNP party it gets bigger and more expensive. First Norman, then Francis and currently Mike and his merry men and woman. Who is next? Get it over with ASAP.
Governor is deflecting
This Governor consistently avoids making critical decisions. He is deflecting his decision-making obligation. HMG at some stage will have to decide
whether or not to continue for another 2 or 3 years with this trial or drop it. In fact, it is HMG’s responsibility to fund the trial. This round HMG will override the Cabinet and the trial will continue - but - for how long? Your guess is as good as mine.
Court System Is Supposed To Provide Justice
It is said that the British (our Governor) is in charge of our court systems. The court system is supposed to provide justice, in line with the Magna Charta, ‘to no one will we deny or delay justice or right’. If the court system is not functioning as the Crown has promised us the Governor is the one that has the power to change it so that it fulfills the promise. The ‘never ending’ SIPT trials are showing the world the type of court system that the population of the Turks and Caicos has to endure to try to obtain justice in their disagreements, maybe the FCO unlike our Governor will come to their senses and say this so that the court system can be fixed.
A fraud on the people
A fraud on the people of the Islands and merely turning these gravy train accustomed prosecution lawyers into multi- millionaires. Just like the monies swiped for their security. As if it was justified. The Islands will have nothing to show for this farce.
Cabinet was right
Cabinet did the right thing by the TCI people; at least they tried to show the people that they have their best interest at heart and are capable of protecting the publics` purse .As for FCO they will eventually approve that money and do as they did before .It’s only a matter of time .
Government should pay
It would be nice to know how much of the time was spent by the SIPT to dat. Was it unnecessary? And how much was occasioned by defense efforts to postpone the day of reckoning. To the extent the former may be true, the Ministers have a legitimate grievance. However, to the extent that the defendants may have created delays by discharging attorneys, or occasioned additional work for the prosecution by making frivolous motions or taking appeals that were unsuccessful, the Government should bear the expense

Anthony Quinn killers appeal their convictions THE 2012 Mother’s Day murder of British Quantity Surveyor Anthony Quinn was a gruesome act carried out by two young men – Misael Castillo and Stanford Forbes Jr. – who were convicted and sentenced to life in prison on November 11, 2014. But the two are now appealing their convictions. On Wednesday the court of appeal heard arguments put forward on their behalf by attorney-at-law Courtenay Barnett on Castillo’s behalf and lawyer Noel Skippings for Forbes. Orica Selver, from the Director of Public Prosecution’s office, represented the Crown. One of the points raised by Skippings was that the jury had not deliberated for an adequate amount of time before returning with their unanimous guilty verdict and subsequent life sentence. Citing the Jury Ordinance, Skippings told the court that the Jury had to deliberate for four hours for capital offenses before reaching a majority verdict. The eleven jurors returned with a unanimous guilty verdict after only two hours of deliberation at about 6:15 in the evening of November 11, surprising many at the time. Selver explained that one of the jurors had been excused on the second day of the trial, leaving eleven. She also stated that the Jury Ordinance allows eleven and as little as ten jurors to be considered as a full jury, and thus can return a unanimous vote. That was Skippings only point on Wednesday as he had not filed the rest of his grounds; which he was subsequently allowed to do. In his submissions Barnett argued that trial judge Joan Joyner erred when she avoided hearing all defense objections in the absence of the jury. Barnett argued that a number of items such as the cellphone which was found on his client, blood evidence on a rock and a credit card found in Forbes’ jeep were all inappropriately addressed to the jury. He also argued that crime scene photographs of Quinn’s credit card, which was retrieved from Forbes’ truck, was never produced when the crime scene officer took the stand to give his testimony. However, the prosecutor pointed out that a lot of the photos taken by the police were corrupted when a jump drive was inserted into a computer that had a virus. The lawyer’s point was further picked apart when the justices questioned him about whether the officer’s testimony that he retrieved the credit card from Forbes’ truck should not have been taken as evidence and considered by the jury, in the absence of crime scene photographs.

After a lengthy discussion on this issue that point was conceded by the lawyer. He then argued that Castillo’s witness statement was taken by the police even though he had not been given a caution statement. In that witness statement Castillo had allegedly confessed to some involvement in the crime. The lawyer argued that the officers who took the statement acted improperly and that the statement should have been excluded from the trial and consideration by the Jury. Castillo and Forbes are also appealing their conviction on the charge of robbery.

She issued that warning because the two men had pointed fingers at each other as being in Quinn’s vehicle and being responsible for the crime. THE TRIAL The discovery of Quinn’s body, clad only in underpants and floating face down, was made by Projetech Construction Director, Desmond Quant. The search for the missing man got underway when Projetech owner David Hartshorn received a call from Steven Thompson, his managing director. Thompson had received a call from a stranger using Quinn’s phone, and demanding the passcode to the dead man’s bank card. A threat to kill Quinn was issued, if the code was not supplied. The court heard testimony from friends who had seen Quinn out partying the night before his tragic death and who had launched the frantic search for him. Testimony was also given by the investigating officers who gathered the evidence and carried out investigations which led to the arrest of the now convicted young men (aged 21 and 22 years old). The Crown’s case was put forward by Director of Public Prosecution, JoAnn Meloche. She presented both direct and circumstantial evidence for consideration by the jury. In summing up both the

Additionally, there was witness testimony that at about 7.30am Castillo solicited the aid of a friend to get jeep out of the ditch. He claimed that the jeep belonged to his brother. The prosecution also presented video surveillance of another vehicle rendering assistance to get the jeep out of the ditch. The video showed activity suspected to be human movement in the vicinity where Quinn was discovered. Following swift investigations, police searched a vehicle in Forbes’ yard where they discovered Castillo asleep on the rear seat of a vehicle. Under the seat police found Quinn’s Nokia cell phone and his First Caribbean International bank card.

Police also seized a pair of blood stained camouflage shorts as well as pair of slippers Castillo was wearing. Later the same day, with a search warrant in hand, the police returned to Forbes residence to seize clothing Forbes was wearing on the day of the crime. On the pants, a smear of blood was later discovered. Further direct evidence related to the caution statements given by both men following their arrests. Castillo in his statement denied any involvement in the theft of the jeep, the phone and the bank card. He also denied killing Quinn. However, he did admit to driving the jeep up to the Technology Drive area where Quinn’s body was dumped into the sea. Forbes in his statement said that he was in the passenger side of the jeep which was driven by Castillo. He also denied that he killed Quinn. Forbes told the police that Castillo had driven to the Technology Drive area, placed Quinn at the edge of the water, hit him in the head with a rock and then kicked him into the water. PDM to tackle crime first if elected to Government – Part of the party`s 100 days plan BY OLIVIA ROSE TACKLING the rising crime rate in the Turks and Caicos Islands will be high on the Opposition`s agenda, if elected Government in the upcoming general elections. Leader of the People`s Democratic Movement (PDM) Sharlene Cartwright-Robinson said her party will endeavor to effectively curb the worrying crime rate during its first 100 days in office once elected. Cartwright –Robinson was at the time speaking during an appearance on Radio Turks and Caicos where she was accompanied by the party`s deputy leader Sean Astwood on Monday August 29. She said: “I think if we polled any citizen in this country, immediately we would perhaps get crime as the number one issue, people want to work, people want to access health care, people want to live in an environment that is healthy and all of that but people want to feel safe in their homes.
“These are issues that are affecting this countr, that we can`t say 1-2-3; we have to treat them simultaneously. And the chairman would have pulled out civil servants. We have to look at getting our people to work, even as we address the crime situation. “We would find that a lot of the crimes that the police are reporting are crimes of opportunity. We find that a lot of persons are unemployed, so we see that as one of the main reasons, and of course, we have to see what other reasons there are that people are committing crime, and (that) would, of course, be in a comprehensive national security plan. Earlier in the year the party had crafted a 12-point crime plan in an effort to provide solutions to the country’s crime problem. The plan incorporates every component necessary to prevent and/or reduce crime in communities throughout the TCI. Cartwright Robinson said then, the Government cannot continue to underfund the police force.
She noted that the leadership of the force must produce a plan that all can buy into, and officers need to recommit, as well as the people, to joining the fight against crime. “The truth is today’s criminals are younger, colder, braver and even more desperate, and are altogether of a different kind. “We as a country can no longer fight the crime and criminal of yesteryear. “This country continues to take a weak stance and a lukewarm response to crime. This country needs a strong Gonernment that will take this issue head-on, with plans and resources.” In this vein the Opposition leader outlined her party’s plans to tackle crime at its root and create a safer country for both locals and tourists. She said: “A PDM government will ensure that the UK, who maintains responsibility for internal security, meets its obligations. “PDM government will support the infusion of credible Turks and Caicos Islanders into the force
and we will support all efforts to engender a trust that is so visibly missing within the force and also the relationship between the police force and the people of these Islands.” She said that a PDM government within the first 100 days will meet with law enforcement and seek a comprehensive review of the police force. “We will create a substantive national security strategy; the TCI has seen tremendous changes in recent years in its political, economic, social, technological, environmental, and legal and governance structures. “As a political organization it is imperative that going forward a clear path is identified debated, developed and agreed as a platform for our national security strategy. “We need to be conscious of the fact that we are living in a more globalised world bearing in mind that while many incidents may be global in origin, they can end up becoming local in effect. “One, we will ensure that a compressive training policy is formulated, two, that there is a proper succession plan, three, that
there is capacity building within the police force. “Four, that there is a review of the resources and equipment programme, five, that there are comprehensive crime prevention initiatives, six, that there are comprehensive border protection initiatives.” Cartwright Robinson also highlighted that a PDM government will strengthen border patrol and protection through the creation of a Border Patrol Unit. “Seven, that there are comprehensive community partnership initiatives. A PDM government will support and resource an aggressive beat patrol school and after school programmes, especially for single parent homes and support the establishment of neighbor watch programmes. “Eight, that there is an offender management programme. A PDM government will ensure that the correction facilities are funded to ensure that the persons in custody receive the best care and rehabilitative programmes to ensure that they have the best opportunity to reintegrate into a society to reduce the rate of recidivism.”

Is it really difficult for at large candidates to win? Politics and elections in the TCI are becoming more complicated, and challenging to predict. We not only have three official parties fielding candidates, as of now, but candidates running at large being affiliated with parties, along with the new category of independent candidates at large. This has increased the number of candidates running than previously. And has prompted a PDM sitting member to raise the issue of whether an at large candidate could win a seat without the backing of a political party. Before discussing this, someone said that when the category of candidates at large was introduced, it meant no affiliation with a political party. It was to give the process an independent element, that would deliberate matters of state rationally, and autonomously, so that some objectivity could be brought to matters of governance. But the political parties put their own spin on this new innovation, and shaped the situation so that at large meant running for a particular party, and being a part of the elected government as well. At large was therefore perceived on the same level as constituency

politics, although the determination of the winner was different. What has happened is that the at large candidate who wins, backed by a political party, now feels he or she has more legitimacy, not only because of the numbers factor, but by representing the country at large, rather than a constituency. And this brings the issue back to whether an at large candidate could win a seat without party backing, particularly when the candidate runs as an independent. An at large candidate, supported by a party has access to the party’s resources, and can move throughout the islands as part of a team, or even individually, if the candidate wants to engage in face to face politics. He or she appears in party advertisements, public meetings, and in the presence of already elected officials who held
ministerial posts. The weight, might, and image of the party machinery is therefore solidly behind him or her. But the independent candidates running at large, unless they have some means, will find themselves outcompeted, however wellliked they are, or captivating their promises. The way TCI’s observe things, they might see such candidates either as deserving a chance, whatever the result, or mere opportunists. Some might even think such a candidate showing great confidence, could pull it off, and be in a position, given the balance of forces, to be appointed a minister. Even the new Premier? Or, is it that the party system is so embedded in the population, that it will choose a government in the traditional way?
To the Commissioner of the Royal Turks and Caicos Islands Police Force I would like to take the time thru the news media to thank the hard working Police Officers of the Royal Turks and Caicos Islands Police Force here in Providenciales. On Wednesday around 12.30am my son’s car was stolen and we reported it to the 911 call center and within minutes, Officer Jolly and his late night crew was there on the scene and started working right away. At approximately 10 20 am the next morning, my son got a call from some friends who was following the car at that time, stating that his car was in front of them on Leeward Highway driving very fast going up, he called the 911 desk and they were on it and within the hour he was called to identify the car. Today I am thankful and proud to say that my son’s car was found within 12 hours of it been stolen with damages to the rear. I would like to thank OFFICER JOLLY and the crew that was on the late night shift for their quick response on getting to the scene and off they went looking for the car. The Police Officers have done an impeccable job, the
ones on the scene and behind the scene (OFFICER CHASE) with the little that they had and with the help of three good friends who alerted us and the Police. OFFICER EWING, OFFICER FELIX BROWN AND OFFICER BRYON worked very hard throughout the morning in the boiling hot sun and all I saw them doing was swiping away the sweat, cutting away bush and they never once complain. They even stayed on the scene until the wrecker came to offer further protection because the car was ditched in the deep parts of the Long Bay in a wooded area as the thief/thieves escaped. TO THE GOVERNOR, WHO IS IN CHARGE OF SECURITY IN THE TURKS AND CAICOS ISLANDS. “When students are not learning: teachers must make adjustments” The former President of Haiti, Michel Martelly
Former Haitian President to perform in the TCI FORMER Haitian President, Michel Martelly, will be in the Turks and Caicos Islands (TCI) this October, as the headline act for a concert, hosted by Stage Entertainment. Martelly, returns to the TCI to perform at the one-night-only concert in the Downtown Ballpark, Providenciales, October 28. The self-proclaimed President of Kompas will perform some of his notable career hits including, ‘Pa Manyen’ and ‘I Don’t Care’. Michel Joseph Martelly began his musical career as Sweet Micky in 1989, releasing some of Haiti’s most memorable songs. For years, Sweet Micky also reigned at the top of Kanaval (Carnival) charts in Haiti. After two successful decades as one of Haiti’s top performers, Martelly sought public office and became Haiti’s president in 2011. Martelly left office in 2016 and three months later returned as Sweet Micky, performing at sold out venues across cities in the US.

During a recent broadcast of the Patriots Hour on Tropical Vibes 105.5, I was having a conversation with Mr. Ron Higgs about the failure of the PDM to convince the electorate to elect them as a government in the last 13 years in this country. He along with several party supporters continue to refer to their belief that the PDM has been educating the TCI people of the issues and still the people have not given them a mandate to govern in 13 years. As a ten years teaching veteran, this narrative raised a number of concerns for me. Firstly, for the PDM to believe that despite their failure to become government in the last 13 years, they have done an excellent job educating the people is a major cause for concern in this little democracy. For instance, why haven’t your education translate into a victory? What have you been educating the people about? Has your education been described as enlightenment or historical recaps? Why has this country not rewarded your efforts? On one hand I can sympathize with my friends on team PDM when after educating someone, they still fail to grasp what you have been teaching and continue making the same decision over and

However, the difference between my teaching experience and PDMs is that when my students did not grasp my concepts or new objectives; I did what any good trained teacher would do; I went back to drawing board and planed a new lesson, made adjustments, did thorough evaluations and discovered a methodology that reached that student until they grasped the concept. As a teacher, I can tell you from experience that the lesson plans you used two and three years ago might not be suitable for this year so imagine a plan or teaching strategy from 13 years ago? Please note that if a student sees the teacher unable to relay a new idea to them, eventually they become frustrated and lose confidence in the teacher’s ability. If your goal is to educate the people in an effort to be elected by them than you must go back to the drawing
board and make adjustments to your methodology and strategies. Failure to do so will result in 4 more years in opposition. It serves this democracy no benefit if one party despite their many catastrophic administrations; continue to win elections while the other continue to lose. Nevertheless, PDM be encouraged, do not give up, you are not the first or last political party to be in opposition for a long season; the FNM did twenty years in the Bahamas, JLP did 18 years in Jamaica and in the United States, the Republicans were the minority in the House of Representatives for 40 years (1955-1995). Each of those parties made adjustments and eventually became a majority government. Learn from them and it might happen for you.

Skip elected after Normans mess served only 3 years. Then Washington beat Skippings but failed his own re-election because of debt and incompetence Only once did PNP serve a second term. After 3 years Michael and Galmo held power for another 2 ½ when they were removed. Three times PNP has been removed from power. Not by election rejection but by Commissions of Inquiry into possible corruption and incompetence. We can not blame 2012 voters for re-electing PNP. PDM earned 16,431 total votes against PNP’s 14,764. It was the system that cut Provo into 6 election districts and Skipping’s
unacceptability at large. In Provo districts PDM won 1852 total votes and PNP 1687. In Grand Turk PDM won 880 votes, PNP 622. However on both islands districts were split down the middle, 3/3 and 2/2 . This would seem to focus attention of the Election Commission on the possibility of wrongdoing. That group is now warning of laws against voter treats large or small ! Middle/North was won by only 11 votes. PNP won GT North by 17 votes, and Longbay by 30. At least 7 independent at large candidates and parties fielding up to 15 candidates for a total of 37 candidates, maybe more, are now running against the PNP.The clear motivation of the 37 is to rid TCI of the Rufus/Washington/Akierra PNP government !

FLIGHTS were suspended at the Jags McCartney International Airport on Tuesday, after the driver of a fire truck lost control of the vehicle, causing it to flip over, leaving two officers injured. The officers were the only two people in the vehicle when it flipped, and both sustained moderate injuries. According to a press statement from Turks and Caicos Islands Airports Authority (TCIAA), the incident happened during an annual Turks and Caicos Islands Civil Aviation Authority (TCI-CAA) audit of the Grand Turk aerodrome. The Grand Turk Rescue and Firefighting Services (RFFS) crews were participating in a response time exercise that was being conducted by the TCI-Civil Aviation Authority. The statement read: “At this point it appears that the driver of the vehicle may have misjudged the capabilities of the vehicle and resulted in the vehicle rolling over on its side. “The vehicle in question has sustained damages and the TCIAA’s chief mechanic was called in to assess the fire truck. “Having an incident such as this prompted the closure of the airport, but this made minimal effects on flights to the nation’s capital.” Representatives for TCIAA explained that RFFS crew have had proper, hands-on training to drive the vehicle to avoid incidents such as this. “Response time exercise and many other training evolutions are designed so that firefighters will be less likely to be involved in an accident or pose a threat to others. “One of our main goals is to raise firefighter’s skills and safety levels through hands on training to ready them for real world experiences,’the statement concluded.

The CEO for TCIAA, John Smith, said that while a fire truck is most often required to travel at very high speeds on its way to respond to an incident, caution must be taken. He said: “Although the firemen are trained to save lives, they must not unduly put themselves at high risk. An accident such as this can easily occur if
proper care is not taken.” He added that the TCIAA remains committed to operating in a safe and secure environment and to be in compliance with all safety standards and procedures as set by the regulators. The Grand Turk airport has since returned to its regular service.

tendered in court, revealed that Quinn was alive when he was thrown into the sea. Cause of death was blunt force trauma to the head and salt water drowning. The report revealed that the drowning caused death within 10 minutes. It also revealed that without being kicked into the water and medical attention, it would have taken Quinn one hour to die from the blow to his head. Other direct evidence was the recovery of fingerprints belonging to Castillo on the outside of the
Jeep Liberty. The blood stains on Castillo and Forbes’ clothing were later tested and discovered to be that of Quinn’s DNA. The defence put forward for Castillo was that his caution statement was false and unreliable and should be given no evidentiary weight by the jury. His lawyer, Clayton Greene also argued that his client’s rights were violated by the police as he had no attorney present during the questioning. Greene contended that his client was badgered during the
questioning and fed suggestions by the police. He also argued that the cell phone and bank card were not found on Castillo and that the vehicle in which it was found was not his. Forbes’ defence was that he was intimidated by Castillo, that he was induced by the police to give untrue statements, and that his caution statement was not given of his own free will. His lawyer, Ashwood Forbes, argued that his client did not rob Quinn and that his fingerprints were not found on anything.
The good news continues. At the time I wrote,...”The vets from Provo were in town, or to be precise a group of American vets, technicians and volunteers from Minnesota whose one week stint in Grand Turk was organised by the TCSPCA. They and all their local volunteers, both from Provo and in Grand Turk, have to be commended for a job very well done. Working long hours out of an impromptu clinic, which was set up in an empty unit on Middle Street, they neutered, spayed, checked, vaccinated and performed surgeries on scores of animals, both wild and domestic.” And on a more universal note, I couldn’t agree more with the anonymous letter writer that, “...sadly, animal cruelty is a worldwide thing, not just on Grand Turk!” Of course it is. Which is why made reference in my piece to the Animal Legal Defence Fund in the U.S. and quoted a foreign activist, commenting on animal welfare, as well as animal cruelty, in general. These clarifications aside, I think it it fair to say that any initiative that directs attention to the animal situation in Grand Turk, is commendable - be it my “musings”, the response to them or indeed the recent efforts of Michael Fenimore to create a sanctuary for abandoned horses and donkeys in North Wells. Even if all the participants agree to disagree at times on how to solve the animal situation in Grand Turk, it is good to have this conversation as we strive to find a long term solution. And yes, it is good the donkeys made the front page! Convicted fraudster Donahue Bassett’s appeal dismissed DONAHUE Bassett, the man who defrauded the Royal West Indies resort and the First Caribbean Bank of $83,680 has appealed his fouryear prison sentence, calling it too excessive. However, on Tuesday (September 6) when the hearing was held in a Providenciales Supreme court, the three justices dismissed the appeal on the basis that given Bassett’s previous convictions for other offences, they cannot find that the judgement is excessive. They thereby affirmed the judge’s four-year sentence. Basset was represented in his appeal by lawyer Finbar Grant who told the court that the crime was non-
violent and that the sentence, which is the maximum allowed for the crime, was too excessive. The judge at the time, Margaret Ramsay-Hale in sentencing Bassett in August 2014 found that the prisoner was motivated by greed, and that the crime was well planned and executed. In October 2010 Basset was charged with five counts of theft, totalling $83,680. The fraud was accomplished by three other persons along with Basset. They stole cheques belonging to the resort and presented them to the bank for deposit into several personal accounts. None of the money was ever recovered.

According to the Minister of Education, Akeirra Missick, the rebuild is progressing and should be finished approximately a month after the new school term commences. In a recent media release Missick said: “This building was lost to fire in early January and we were able through the support of cabinet colleagues to quickly appropriate the necessary funds to move this rebuild along in record time.” Back in February, shortly after the fire, Missick told the House of Assembly that the Government had secured allocations in the upcoming budget for the reconstruction of the block. She said: “I want to express that this Government, since coming into office, has spent nearly $7 million on the island of Grand Turk for education.” This project reportedly cost the Government some $2 million to construct and another $400,000 to have the furniture and infrastructure put in place. “The HJ campus, the oldest secondary institution in the Turks and Caicos Islands, will return to normal as soon as possible for its users. “The resources that were lost then are now gone but we thank the teachers and the students who rallied around their principal, their vice principal, the administrative staff,

including parents and guardians, who assisted in devising a strategy to accommodate students and ensure classes continue as seamlessly as possible at the HJ campus. “This contingency is that the four classrooms that were affected will be relocated to alternate accommodation on the campus.” During that time the administrative staff and guidance councillors were relocated to other rooms. As classes at the school officially resumed on Monday (February 8) the minister along with a team from the Department of Education welcomed the students back to their school. Government heads subsequently visited HJ Robinson High School in Grand Turk. During the visit the Education Minister conducted a walkthrough of the affected area. She was joined by Permanent Secretary Cherylann Jones and Deputy Secretary Russell Cox ,
representatives from the Ministry of Infrastructure and Planning Public, Works Department (PWD), Mark McAulay and Norman Watts, and school principal Reinwald Lewis. Based on the visit and the advice of the experts, it was deemed necessary to begin school on Monday (February 8). It was expected that before then, PWD would construct a permanent barrier to corner off the affected building and ensure the health and safety of the students and staff who occupy the campus. PWD subsequently marshalled its resources to ensure a structural report was submitted to the Ministry of Education. The Ministry thereafter engaged the services of the required people for a design and costing for tendering. The HJ Robinson High school is the only high school in Grand Turk and it caters to about 350 students at the moment.
Hospital mentors oversee TCI medical students MEDICAL students from Turks and Caicos who are pursuing tertiary level studies overseas, spent portions of their summer break at the Cheshire Hall Medical Centre, shadowing doctors and other health physicians in practice. Andresha Gardiner and Latavia Ingham are studying Diagnostic Imaging (Radiography) at University of the West Indies in Jamaica, while Paul Lewis is pursuing his degree at the University of Guyana. The three students are poised to become three of few certified local Radiographers in the near future. Each mentee spent at least two full weeks at the healthcare facility. Coral Pratt, who is studying Medicine at Bristol University in the United Kingdom, recently concluded her mentorship. She also spent two weeks on rotation across multiple departments, gaining invaluable first-hand exposure to internal healthcare operations. These departments included Infection Control, Outpatient, Dialysis Unit, Orthopaedics, Laboratory Service, Operating
Diagnostic Imaging Manager, Larry Stout with hospital summer intern, Coral Pratt
Theatre, Emergency, Diagnostic Imaging and the Ministry of Health Clinic. TCI Hospital Chief Executive Officer, Daniel Carriere said that it was so important to impart their knowledge into these aspiring health
practitioners, because in the future they will be the guardians of these healthcare facilities. He said: “We are proud of their performance, and will continue to monitor their progress and assist in any way we can.”

Delano Williams meets with Governor Beckingham BY DAISY HANDFIELD DELANO Williams, TCI’s first Olympian, paid a special visit to the TCI’s Governor, Peter Beckingham in Grand Turk, on Tuesday. There he discussed his aspirations, experiences in Brazil and his future plans. Mr. Beckingham issued a statement stating that he was pleased that Williams found the time in his busy postOlympics schedule to meet with him. He said: “He confirmed my view that, while the disqualification had been a devastating experience for him and his team mates, he had picked himself up from it
with enormous determination. “Delano left me in no doubt of his aim to compete in the Olympics again in four years’ time in Japan, and we discussed some of the key events en route to that goal. “I said that I hoped I might have the opportunity to see him competing live in the World Championships in London next year.” They also discussed his participation in the Brisbane Commonwealth Games in 2018, which will be another important step on the way to the Olympics. The Governor said that they exchanged ideas about sponsorship, on top of the important contributions that
Williams receives from Flow and Nike. “I was delighted that Delano indicated his support again for Footsteps4Good across TCI later this month, and that he hoped to participate in one of the legs of it on Provo, which can support his Foundation. “I am in no doubt that Delano is a fantastic role model for the young of Turks and Caicos, and a great international ambassador for the country. “He has picked himself up with extraordinary resilience from the disappointments of Rio, and I’m confident all of Turks and Caicos will be able to celebrate his victories as he pursues his aim of Olympic medals,” Beckingham said.

Digicel reveals winners of recent text promotion BY DAISY HANDFIELD THREE lucky winners walked off with hefty prizes on Wednesday, after participating in Digicel’s three-month ‘text to win’ promotion. Grand prize winner for the promotion, Pertmy Higgs drove out of Bayview Motors’ parking lot, Providenciales, in a brand new 2016 Suzuki Alton. James Schofield, Bayview Motors representative, handed Higgs the keys to her new automobile. Not only was she ecstatic about her win, but she was also thrilled to know that she would receive a five year warranty on her new automobile. The telecommunications company gave room for more people to win prizes, by incorporating a second and third place winners. Elcie Hinson walked off with $5,000 US as the second place winner. Islands, participated in this competition. He said: “We decided to run this promotion as part of our tenth anniversary celebration.” Wilson added that the winners were selected by a third party company which sent Digicel the reports on the close-off date for the competition. Losing weight Dear Marlene, My doctor wants me to lose 30 pounds. What can I do to lose the weight? 1. No snacking in between meals.
Drink water. You may have water or herbal tea without sugar added. No fruit, juices, gum, nothing. 2. Wait 5 hours in between each meal.

3. Try eating 2 meals per day instead of 3; breakfast and lunch, not lunch and dinner. If you must have a third meal make it very light, fruit would be good and light. Remember this rule or guideline: Breakfast like a king or Queen Lunch like a prince or princess and supper like a pauper, if at all! The more meals we eat per day the greater the chance of colon and rectal cancer; the chances actually doubles. 4. Drink 7 – 8 glasses of water per day. Do not drink with your meal. Drink water half hour before meal and one to two hours after your meal. This will prevent dilution of digestive juices, which can lead to fermentation of foods in the stomach, and poison the entire system. 5. Avoid soft drinks like sodas, juice and drinks. Make your own juice - carrot, celery and drink it 15 - 30 minutes before your meal or for supper.
6. Include more fruits, vegetables, nuts and grains with your meals. Try making your plate 60 - 75 percent raw. 7. Limit salt intake. It retains water and causes blotting. Salt is necessary but not more than a teaspoon per day. 8. Use Olive oil in food preparation, instead of the others. It aids in digestion. 9. Make sure your last full meal is not late. Preferably by four p.m. YES YOU CAN! Drink lots of water and this will help you to avoid feeling hungry and light headed. Please see your doctor and get his/her approval of this time change. 10. Avoid sugar and foods with sugar. Avoid all refined carbohydrates. This slows the metabolism and suppresses the immune system. 11. Limit your intake of meats. Use non-meat products, legumes, nuts and seeds to get your daily intake of protein. Meat slows down
the metabolism. 12. Avoid process foods, made from white flour, canned foods etc. Canned foods have lots of sodium. 13. Exercise is very important for the success of any weight loss. Try to get at least 30 minutes of exercise 3-5 times daily. 14. Fast 1 day per week, or miss at least 2-3 meals per week, this helps to cleanse, heal and boost weight loss. The meals that you choose to miss should not be breakfast. NEVER! 15. Do not chew gum. When you have a desire to chew gun, drink water. 16. Chia seeds are a great addition to your diet. Take 1 tablespoon of chia seeds add to 1 glass of water or homemade live juice and stir well, allow it to sit for about 5 minutes, and then drink the solution 15 minutes before you eat. I have never tried to raise seeds in pots, I just put them straight into the ground and they do fine anywhere. However, I see no problem with raising them in pots. Any standard mix, supplemented with a balanced fertilizer, should do. Neem trees develop a very deep and strong tap root. Leaving them in pots or polythene bags for too long will lead to stunted and distorted roots, and it is also very easy to damage roots when the tree is planted out. So if you start them in pots, get them out in the garden as soon as they are big enough. Neem trees grow slowly during their first year, but they reach maturity
fast. You can expect to harvest your first neem fruit after three to five years. It takes about ten years for a neem tree to get to full production. After that it will produce 30 to 50 kg of fruit a year. A neem tree can be expected to live 150 to 200 years.

Growing neem trees Growing neem trees is not hard. The neem tree is very hardy and fast growing. It tolerates a wide range of conditions and neem is growing in many countries and regions of the world. Today you can find neem trees growing in Asia (of course, that’s where they come from), in Africa, in Central and South America and of course in the Caribbean. The neem tree originated in India

and loves growing in a tropical to subtropical climate. It needs and positively thrives in hot weather, but it can handle the occasional cold spell. The more sun the better, especially young neem trees cannot handle shade. Any soil is good, you can grow neem trees in just about any soil. Clay soils or sandy soils, rocky or saline soils, it does not matter. Like most plants neem trees grow
best in deep, rich, dark soils with lots of nutrients and good water holding capacity, but it is amazing to see how well neem trees grow on the poorest, shallowest rocky slopes as well. Neem trees don’t care much about pH either. Up to 8.5 is fine, and so are acidic soils. In fact, growing neem trees can help bring acidic soils back to a neutral range, and improve the water holding capacity and nutrient level of poor soils. Ample supply of water is good when growing neem trees, but the tree can make do with very little. The areas where neem trees grow naturally receive between 450 and 1200 mm of rain per year, but neem has been planted in drier regions as well. There are neem trees growing in areas that receive as little as 200 mm annual rain. The one single thing that neem trees can’t handle are soggy, waterlogged soils. The plant roots need to breathe, so don’t try growing neem trees in swamps. The most common propagation method is to grow neem trees from seed. There have been trials using cuttings, suckers, roots and tissue
WHAT IS NEEM OIL? Neem oil is a naturally occurring pesticide found in seeds from the neem tree. It is yellow to brown, has a bitter taste, and a garlic/sulfur smell. It has been used for hundreds of years to control pests and diseases. Components of neem oil can be found in many products today. These include toothpaste, cosmetics, soaps, and pet shampoos. Neem oil is a mixture of components. Azadirachtin is the most active component for repelling and killing pests and can be extracted from neem oil.

Invest Turks and Caicos hosts inaugural ‘Competitiveness’ conference BY OLIVIA ROSE INVEST Turks and Caicos hosted its first conference since the establishment of the Investment Agency, under the theme “Enhancing National Competitiveness”. The one-day event, which was held on September 1, at Beaches Resort Village & Spa, brought together representatives from the public and
private sectors to discuss areas of importance for strengthening the Islands’ economic competitiveness, as well as providing an opportunity for businesses to contribute to future Government policy making. According to a release from the agency ,the conference was divided into two parts, with a plenary session held in the morning, featuring presenters: Deputy

Youth of the TCI invited to empowerment event BY DAISY HANDFIELD ROBERT Been Jr., PDM at large candidate, has recently collaborated with other young locals in putting on a one-day youth empowerment event at the Brayton Hall, Providenciales, on September 16. Youth Evolution is scheduled to commence at 7:30 pm. The aspiring politician said in an interview that the event is geared at motivating and inspiring the youths of the Turks and Caicos Islands (TCI), to do great things. “The goal of the event is to basically get those young people out of the areas that they normally hang out in and present something different to them, where they can feel inspired and motivated to do great things,” Been Jr. said.
The event will feature international guest speakers Mathew Lawrence and Dwan Edwards; both National Football League (NFL) players. Local speakers, Bernard Young and Cutella Talbot are also featured in the program. Other highlights include music selections by Carl Lewis and Janardo Laporte. David Bowen will perform a cultural piece and music will be provided by popular local DJs, Been said: “This event will be an avenue to educate the youth on how they can obtain their successes in life.” He said that although the event is geared towards young adults, the older crowd is still welcomed to attend.

In his closing remarks, John Rutherford, CEO of Invest Turks and Caicos, said that he hoped the conference would be the first of many important events the Agency organizes. He thanked the plenary speakers and facilitators and stated that “the success of the event was due
in no small part to the excellent contribution by all participants”. He said that it was important to keep up the momentum created by the conference and ensure that the actions and promises made were followed up. Minister of Finance, Investment and Trade Washington Misick, commended the Agency for a job well done and stated that the conference was an eye opener for him and he had found it extremely useful. He stated that it is important to continue a national dialogue on improving the economy and he announced that Invest Turks and Caicos and the Ministry of Finance would launch a quarterly Government Business Forum to identify and discuss issues and come up with specific actions. His vision is that the National Competitiveness Conference will grow into a bigger event in future years. Prior to the conference Governor Peter Beckingham welcomed the focus by Invest TCI on co-operation between business and the public sector. He said: “I am pleased that the conference will also be looking at
the contribution of the public sector to growing our economy” “Too often the public service is viewed as a drag on economic development rather than a provider; and again we need to work hard to gain and maintain the confidence of business and the public. “To this end I am particularly pleased that, over the last few months, I have been able to introduce the start of more private sector buyin to improve public service delivery and customer service.” Acknowledging that notable changes will not take place overnight, he encouraged new business owners to seek the advice of seasoned entrepreneurs. Invest Turks and Caicos is the Islands’ Investment Promotion Agency, responsible for enhancing the economy through the attraction, growth and retention of overseas investment; and supporting the growth of local businesses. The agency provides free and confidential service to overseas businesses looking to expand and will work with a company project team throughout the investment process, providing advice and support.
Robert Jackson wins appeal; he is now a free man ROBERT Jackson, is now a free man, after winning his appeal and only serving six years of a 12-year sentence, for what has been described as one of Turks and Caicos Islands’ most frightening and infamous home invasion in 2008. Jackson was released over the weekend from Her Majesty’s Prison in Grand Turk, without notice to the general public. In the appeal, he claimed that he was framed with fabricated evidence in the case, where a Blue Mountain couple were terrorized, robbed and the woman raped.

In 2008, Jackson turned himself in after a national manhunt was launched. Jackson lived most of his life in the USA, but was deported to the TCI in 2005 after spending 20 months in prison on drug charges. Both of his parents were Haitian nationals and are both deceased. At the time, then Commissioner Edward Hall said that there was nothing that could be done about the return of Jackson to the TCI, despite his Haitian parentage.

Bahamas working on getting Zika under control – Fears level-three travel alert on tourism industry GOVERNMENT officials are working to “arrest” the Zika virus situation in the Bahamas in order to avoid a level three travel alert from the US Centres for Disease Control and Prevention, with a senior tourism official suggesting that such an advisory could have a damning effect on the country’s tourism offering. Recently, the CDC issued a level two travel advisory for persons visiting The Bahamas due to the presence of the feared virus in this country. During a Zika information session for tourism stakeholders, Director of Tourism Joy Jibrilu said officials are seeking to “arrest the situation” in order to “keep fear at bay” regarding the virus. However, she said it is “still too early” to tell if the 10 confirmed cases of Zika in New Providence has had or will have any impact on travel bookings to The Bahamas. “We have a complete picture of what we’re up against from a tourism standpoint,” Mrs Jibrilu told a meeting at the British Colonial Hilton on Monday. “Ensuring that we arrest the situation so that we

It is important that we stay focused and keep fear at bay.” A level three alert, the highest advisory the CDC can issue for international travellers, means the destination in question is a “high risk” to travellers who should avoid non-essential travel to the area. The lowest warning is a level one advisory, that means travellers should follow “usual precautions” when travelling to that particular destination. As of August 23, the CDC had issued a level two alert for The
Bahamas. Additionally, the Public Health Agency of Canada has issued a travel health notice for its citizens, recommending that Canadians practice “special health precautions” while travelling to affected countries, and those pregnant or considering becoming pregnant should avoid travel here. Mrs Jibrilu said the country “remains a safe zone where all stops have been pulled out to curtail the spread of the Zika virus.” This, Mrs Jibrilu said, has been made possible because of The Bahamas mounting a “united campaign” of Zika prevention across all related government ministries and private sector entities, inclusive of the Ministry of Health, the Department of Environmental Health Services (DEHS), and the Bahamas Hotel & Tourism Association (BHTA). “In The Bahamas, we have no illusions,” Mrs Jibrilu said. “When it comes to the management of threats to public health, we must do so with transparency and openness. We are keenly aware of our status with regard to Zika and what the implications are for our destination, a destination that is heavily dependent on tourism.” The Bahamas reported an initial case of the virus on August 10 in a man who had recently travelled to Jamaica. The man is a resident of Pinewood Gardens, officials have said.

St. Kitts PM and opposition leader to battle in court PRIME Minister Dr. Timonthy Harris has started legal action against Opposition Leader Dr. Denzil Douglas and a local radio station for what he says were “false, malicious and libellous” allegations made against him. The action relates to a statement which Dr. Douglas made on Freedom FM 106.5 radio last Friday afternoon, regarding threats being made against his life on the popular social media network Facebook. In addition to airing the former prime minister’s statement, Dr. Harris said, Freedom FM 106.5 published it on its Facebook page.
“As soon as the offending publications were brought to his attention, the Prime Minister immediately engaged Thomas W.R. Astaphan QC in the matter, and after Queen’s Counsel communicated with Freedom FM 106.5…the offending posts were removed from its Facebook page,” a statement from Harris said. “The Prime Minister’s Counsel has commenced legal action against both Freedom FM 106.5 and Dr. Douglas for the publications of these false, malicious and libelous allegations. Justice will now take its course,” it added.
Canadian charged with ordering hit on Jamaican husband A CANADIAN woman was expected to appear in court this week after detectives charged her with allegedly ordering the contract killing of her estranged Jamaican husband. The accused, 56-year-old Monique Cooke-Reid, a retired psychologist from Ontario, was charged last week with soliciting to commit murder. Her estranged husband, Jamari Reid, 25, was gunned down execution-style at his home in Falmouth, Trelawny, on August 24. The victim, a dancehall entertainer, was reportedly in the company of two friends when they were attacked by two armed assailants around 10 p.m. The intruders tied up Reid and his companions before shooting him dead. Neighbours called the police, who found Reid’s body in a pool of blood with his hands and feet bound. He had been shot multiple times. Cooke-Reid who, according

BRITAIN’S Prince Harry will visit the Caribbean later this year, stopping in on seven countries. He will be travelling on behalf of the Queen on this trip, according to a statement from Kensington Palace. The announcement that Prince Harry will visit Antigua and Barbuda, Barbados, Grenada, Guyana, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines was made on Kensington Palace’s social media accounts as well.
In 2010, he made an official trip to Barbados – whose Prime Minister Freundel Stuart has since said he intends to remove the Queen as the island’s head of state –, but this will be his first official visit to the other countries. The trip will coincide with Barbados and Guyana marking their 50th Anniversary of Independence, as well as the 35th Anniversary of Independence for Antigua and Barbuda.

Regional News Trump attacks the Clinton Foundation on Haiti REPUBLICAN presidential candidate Donald Trump on Tuesday accused the Clinton Foundation of failing to live up to promises it made to help redevelop Haiti after the massive 2010 earthquake devastated the country. And those attacks — which come as the foundation faces intense scrutiny over receiving foreign donations — in some way echo complaints that have been made by Haitians on the ground. “While Haiti has suffered, the Clintons and their pals have cashed in. Bill and Hillary’s brothers have signed housing deals in Haiti, and one wound up on the board of a gold mining company,” Trump said during a speech in Greenville, N.C., Tuesday evening. “Clinton Foundation donors have seen the Clintons pave the way for their investments.” The former secretary of state’s brother, Tony Rodham, was in fact involved with a gold mine in Haiti — a political liability that caught attention last year and raised eyebrows among political observers. Rodham was introduced to the chief executive of the VCS Mining company at a Clinton Global Initiative meeting, he said in an interview last year.

Brexit may bring difficult times, says May BRITAIN needs to be prepared for some “difficult times” ahead as it leaves the European Union, Prime Minister Theresa May has said. Speaking to the Andrew Marr Show - in her first major interview since taking office - Mrs May warned Brexit would not be “plain sailing” for the UK. She said formal EU talks will not begin until 2017, but vowed the process would not be “kicked into the long grass”. Mrs May also ruled out a snap election, saying the UK needs “stability”. The former home secretary became prime minister after David Cameron resigned in the wake of the EU referendum - with the Brexit process likely to dominate the first years of her premiership. Speaking before travelling to China for the G20 summit, Mrs May said she would not pretend that leaving the union would be “plain sailing”, despite positive economic figures in the UK since the referendum. “We have had some good figures and better figures than some had predicted would be the case. I’m not going to pretend that it’s all going to be plain sailing. “I think we must be prepared for the fact that there may be some difficult times ahead. She said ministers were looking at “options” for new EU migration controls. “People also want to see the job opportunities, to see the economic opportunities, and so getting a good deal in trading goods and services is also obviously important for us,” she added. The prime minister said she was “very clear” that she expected the status of British citizens in other EU countries to be guaranteed and would “guarantee the status of EU citizens living here”. Florida boy, 10, charged with manslaughter in death of 2-year-old cousin A 10-year-old Florida boy beat his 2-year-old cousin until she suffered severe head trauma and died three days later, police said Wednesday. Medical examiners in Marion County, roughly 100 miles north of Orlando, ruled the June death of Journee Blyden a homicide, WFTV reported shortly after her death. Witnesses had initially said Journee fell out of her playpen, according to the Marion County Sheriff’s Office. Yet another little girl later told investigators the as-yet-unidentified 10-year-old boy physically abused her and Journee when the three were unsupervised, deputies said. “After a thorough investigation and an interview of the witnesses involved, detectives determined that the 10-year-old caused the 2-yearold’s extensive and ultimately fatal injuries,” officials in the sheriff’s office said in a statement. The boy told deputies he was running while carrying Journee and fell on the kitchen floor at her family’s Silver Springs Shores home June 21. He said he had also placed Journee on a counter then “accidentally” pushed her off of it, according to the sheriff’s office. Journee’s sustained injuries so severe an emergency crew had to airlift her from Ocala Regional Medical Center to University of Florida Health in Gainesville, investigators said. She died June 24. Medical examiners concluded that the boy’s account did not square with Journee’s trauma, according to the

US election: Trump pledges big US military expansion REPUBLICAN presidential nominee Donald Trump has said he will expand all areas of the US military if he wins November’s election. Mr Trump called for more troops, more planes and more boats at a rally in Philadelphia. He also wants US generals to come up with a plan to defeat the self-styled Islamic State (IS) in his first 30 days in the White House. Recent polls show the race for the presidency has narrowed. Democrats and even some Republicans have painted Mr Trump as unfit to serve as US commanderin-chief but he has made up some ground on rival Hillary Clinton. In his speech he called his vision for the US military “peace through strength”. “I am proposing a new foreign policy focused on advancing America’s core national interests, promoting regional stability, and producing an easing of tensions in the
world. This will require rethinking the failed policies,” he said. “Our adversaries are chomping at the bit,” he added. Mr Trump said his plan would be paid for by cutting government waste, collecting uncollected taxes and slimming down the federal workforce. He also called for US NATO allies to meet their obligations to spend 2% of national income on defence. Earlier this week, Mr Trump was endorsed by 88 former military leaders in an open letter, who declared the Republican nominee “has the temperament to be commander-inchief”. During his speech Mr Trump attacked Mrs Clinton as “triggerhappy and very unstable”. But on Tuesday Mrs Clinton said US voters “know they can count on me to be the kind of commander-inchief who will protect our country and our troops, and they know they cannot count on Donald Trump”.

Russian fighter jet makes ‘unsafe’ intercept of US aircraft THE Pentagon says a Russian fighter plane flew within about 10ft (3m) of one of its reconnaissance aircraft operating over the Black Sea. US officials described the intercept by the SU-27 jet on Wednesday as “dangerous and unprofessional”. Russia’s defence ministry said the US plane had been approaching Russian territory and the SU-27 pilots had adhered to international rules. Russia is currently carrying out military exercises in the Black Sea. Pentagon spokesman Capt Jeff Davis said the US Navy P-8A Poseidon aircraft had been conducting routine operations in international airspace when the Russian fighter made the unsafe manoeuvre. “These actions have the potential to unnecessarily escalate tensions, and could result in a miscalculation or accident,” he said. A US defence official quoted by AFP news agency said the Russian plane had flown within 30ft of the
P-8A before closing to just 10ft. However, the Russian defence ministry said fighters intercepted the US plane because it was heading towards Russian territory with its transponder signal - which helps others identify it - switched off. “After the Russian fighters got close to the spy planes for visual confirmation and to determine their wing numbers, the American aircraft changed course sharply and flew away,” a statement said. “The Russia pilots acted in strict accordance with international rules for flights.” Relations between Russia and the West have been strained since the Russian annexation of Crimea from Ukraine in March 2014. In April, the US complained that Russian jets had confronted one of its reconnaissance planes over the Baltic Sea in an “unsafe and unprofessional manner”. US PRESIDENT Barack Obama exchanged “pleasantries” with his Philippines counterpart on Wednesday following an ugly outburst earlier this week that led to a cancellation of formal talks between the two leaders. Obama said at a news conference Thursday that he told Rodrigo Duterte during the exchange that he wanted to move past the episode. “It was not a long interaction, and what I indicated to him is that my team should be meeting with his and determine how we can move forward on a range of issues,” Obama said. A White House official said that Obama had a “brief discussion” with Philippine President Rodrigo Duterte ahead of a gala dinner in the Lao capital marking the beginning of the yearly ASEAN summit. The meeting took place in a holding space for leaders, the official said, adding the “exchange consisted of pleasantries between the two.” Duterte was likely keen to clear the air after publicly scoffing earlier this week at suggestions that Obama would raise the issue of extrajudicial killings during their planned meeting. “Who does he think he is? I am no American puppet. I am the president of a sovereign country and I am not answerable to anyone except the Filipino people,” he proclaimed before traveling to Laos for the summit. Carney says Bank actions reduced impact of Brexit

He said the Bank took “timely, comprehensive and concrete” action, which acted to “support, cushion and help the economy to adjust”. Last month’s rate cut to an historic low of 0.25% helped support house prices and the wider economy, he added. He added he was “absolutely serene” about the Bank’s preparations for the impact from the Brexit vote. Mr Carney was being questioned by MPs on the Treasury Select Committee about how the Bank handled the referendum outcome and its decision to cut interest rates to a record low. The Bank was criticised by Brexit supporters for saying the economy
would be hit from a vote to leave the EU. But Mr Carney said the Bank’s decisions had so far been “validated”. The “extraordinary preparations” made by the Bank “cushioned” the economy and will help the UK “make a success of Brexit”, he told MPs on the Treasury Select Committee. He said the Bank’s actions were made in an effort “to help make the leaving of the EU a success as quickly as possible”. “This financial system, under the oversight of the Bank of England, sailed through what was a surprise to the vast majority of financial market participants,” Mr Carney said. MPs questioned whether the Bank was too aggressive in supporting the economy after the vote. The UK’s services, manufacturing
and construction industries have all showed signs of recovery in August after taking a hit in July. However, Mr Carney said he was “absolutely comfortable” with the Bank’s decision to cut interest rates to 0.25% and pump billions of pounds into the economy. He added that it is “welcome there is a rebound” in the economy. Mr Carney said there has been quite a considerable improvement in mortgage borrowing costs “and we are seeing pass through of our actions”. When Labour MP Rachel Reeves raised concerns that the majority of lenders had yet to pass on the full cut in rates, Mr Carney said the Bank expected “virtually” all the rate cut to be passed on to borrowers in the next few months. MEXICAN Finance Minister Luis Videgaray has resigned following the visit of Donald Trump last week. Mr Videgaray was seen as the main organiser of the controversial meeting between Mr Trump and President Enrique Pena Nieto. The visit was widely criticised by Mexicans both in the national press and on social media. A spokesperson for the ministry said Mr Videgaray would not take on another public office. He will be replaced by the current Minister of Social Development, Jose Antonio Meade. Mr Meade previously held the finance portfolio in 2011 and 2012. Mr Trump, the Republican nominee for the US presidency, visited Mexico briefly on 1 September, despite widespread condemnation of some of his earlier comments about Mexican migrants to the United States. He had called Mexican migrants “criminals” and “rapists”. Such remarks led President Pena Nieto to compare the American to Italian fascist leader Mussolini, and Adolf Hitler. Mr Videgaray has been one of the president’s closest advisers, orchestrating a successful election campaign in 2012. However, Mr Trump’s visit almost immediately caused public relations problems,when he appeared later that day at a rally in Arizona. There, he told the crowd Mexico would “100%” pay for a planned border wall, though he told reporters he had not discussed the issue with President Pena Nieto. The president later insisted he had told Mr Trump that Mexico would not pay.

Online crowdfunding launched to preserve China’s Great Wall THE Great Wall needs you! That’s the message from a group protecting China’s -perhaps the world’s -- most famous monument. A online crowdfunding campaign to raise $1.6 million (11 million yuan) has been launched by the China Foundation for Culture Heritage Conservation, a semi-official organization. So far, around 385,000 yuan has been gathered from more than 24,000 pledgers. “Despite the support from the central government, a large part of the Great Wall is at risk and disappearing,” said Dong Yaohui, deputy director of the Great Wall of China Society, an NGO that is also involved with the crowdfunding campaign. The ancient fortification snakes for 13,000 miles (21,000 kilometers) across northern China, running through nine provinces. Many local governments don’t have enough funding to preserve the Great Wall, nor is there enough manpower, says Dong. The money will be used
to restore a 500-year-old and 460-meter-long section of the Great Wall located in Xifengkou, Hebei Province. The organizers also hope the campaign will raise awareness of the many threats facing the Great Wall. Built in different stages from the third century B.C. to the Ming Dynasty (13681644), the wall was built to defend an empire but parts of it are now crumbling. Bricks have been stolen to build houses, for agriculture or to sell as souvenirs to tourists -- exacerbating the natural erosion wrought by wind, rain and sandstorms. According to a 2014 survey by the society, only about 8.2% of the Great Wall is in good condition. Since 2005, China’s central government has allocated $285 million (1.9 billion yuan) to a long-term project to restore the Great Wall section by section. It’s also a UNESCO world heritage site but Dong said the body doesn’t provide funding. UNESCO didn’t respond to a request for comment. (CNN)
The holder of the post will provide expert professional assistance and support to the Board of Directors and management of the Ports Authority on engineering, construction and major maintenance, and related facilities matters; and performs related duties as assigned. Holder may be expected to relocate within the Islands to undertake works. Beaches staff partake in a sales training seminar
Hundreds of Beaches employees receive sales training certificates MORE than 400 staff from Beaches recently received sales training certifications, as part of an ongoing effort from the resort to improve their sales service standard. Beaches invited luxury travel sales guru, Geoffrey Fullerton of the Fullerton Management Group, to host his highly successful M3 Sales and Service training. M3 Sales, which stands for Mind-set, Mission & Moves of luxury travel professionals, is a comprehensive training system designed to have its attendees apply the most successful mind-set, mission and moves of highly successful luxury travel professionals, including the revenue areas of various resorts, such as Beaches TCI. Fullerton, founder and CEO of the Fullerton Management Group, delivered the training to 430 managers and staff at the resort using its Mind-set, Mission & Moves approach, a highly interactive mixed media training system, designed for luxury travel professionals. Attendees said that the training is life-changing, empowering easy to understand and apply. Store clerk, Monisheka Forbes attended the training and said that she attributed her success to Fullerton’s M3 course. She said: “I work in the resort shop at Beaches Turks & Caicos. “I made a list of things that I wanted to accomplish and out
of that list I have accomplished one of my major goals, which was to buy my own house. “I have actually lived up to it and I now have my own home. “I am very thankful for the M3 Training; it has taught me a lot. “Now, I am just going out and pushing through to make a difference in my life.” The end goal of the M3 Sales training is for attendees to raise revenue and returning guest counts through seven key objectives. They will become more self-confident, willing to communicate with anyone, anywhere and anytime. Large turnout for Williams’s Grand Turk homecoming GRAND Turk residents turned out in their numbers to celebrate the homecoming of TCI’s first Olympian Delano Williams last Saturday. The international sprinter arrived in the capital to a festive and party-like celebration with a motorcade that stretched over a considerable distance. Former Commonwealth Games Association president Rita Gardiner said that: “Residents expressed their amazement at how many persons came to the JAGS McCartney Airport dressed in their welcome home TCI 1st Olympian t-shirts and flying their TCI flags.” After he arrived, Williams joined the impressive motorcade, which was led by police cars, followed by a flat bed with beauty queens wearing crowns and sashes. Gardiner said she was overwhelmed by the support and patriotism on display. She added that despite the grand spectacle and the many fans, Delano, who competed in his first Olympics this year in Rio, was still his humble self.
“Delano Williams, a young boy from Palm Grove just a few years ago was running behind donkeys and riding with other kids on the handlebar of rickety bikes, something he did on Saturday to the amazement of bystanders.” This is just the attitude of this guy,” Gardiner pointed out. The motorcade drove throughout the island of Grand Turk with soulful sounds and the “Delano Mash Em Up” song ringing through the loud speakers. It then ended at the Victoria Public Library where hundreds of persons gathered with the fish fry in progress. At the Library, speeches were given by the Minister of Sports, President of the TCAAA Edith Skippings, Flow Rep, Darron Hilaire, Chairperson of the Delano Williams’s Foundation Mrs. Gardiner, Delano’s coach Neil Harrison and the Golden Boy himself. A short video of Delano’s journey to the Olympics depicting his wins in numerous championships was shown. The evening ended with a party and dance.

Wheeland in the mix after slow start AFTER losing their first three games, Wheeland are now on four points with a walkover win against Grand Turk and a draw against Flamingo in the inaugural Caicos United Premier League football competition at the Downtown Ball Park. The draw against the Flamingo team took place last Sunday evening. Ricardo Richardson found the back of the net for Flamingo in the first half, before Jude Romelus equalised for Wheeland in the second period. Academy and Full Physic are set to meet this Sunday.

Beaches to face Quality Super Kings in final BEACHES are set to face the Quality Super Kings in the final of the HAB Group TCICA Summer T20 Cricket competition when the two teams meet for the second time in two weeks this Sunday at the Downtown Ball Park. The Super Kings had advanced to the final after a clash with Beaches to decide the regular season winner late last month. Beaches were then tasked with playing the Mitsubishi Electric Tigers in the lone semi-final. On Sunday last they made light work of their opponents, with in form batsman Sidue Hunter and Anthony McKnight leading the charge. The Tigers won the toss and took first strike, but were dismissed for 111 in 17 overs. Beaches’ skipper Ancell Williams had a dream over. His medium pace bowling produced a hat-trick. In reply Beaches had little trouble as their top order reached the target in 13.1 overs. Hunter scored 31 (7X4s) and McKnight added 26. Hunter is expected to play an important role for Beaches if they are to beat the Super Kings. Teammates: all-rounders Jessie Alexander and Danar Lewis and top order batsman
Kareem Jack (early this season) have been pretty consistent in this competition. Alexander has been one of the better all-rounders this season. He has performed consistently with the ball while he has also added some important runs. Teammate Sanjay Pawan had also been effective with his medium pacer bowling. The side, though, will have to defend against a strong Super Kings batting line-up, which includes two of the highest T20 runs scorers in the TCI, the record holder Garvin Bruno (165 not out) and former record holder Nuwan Bodhinayake (150 not out). Bruno has been instrumental for the Super Kings towards the latter part of the competition, while Bodhinayake is yet to show his aggression. Another batsman, Errion Charles has also played some solid innings, batting high up in the order, while left handed opener Odayne Ewart has also shined. Against Beaches he scored 69 and 31. Although the batting is very strong, against the Tigers in early June the Super Kings imploded for a meagre 47 in 10.4 overs, so they will

definitely need for their top order to give them a solid start. The Supermarket sponsored team’s medium pacer Robert Johnson is having one of his better seasons with an abundance of wickets. The Super Kings’ opening bowlers Naga Kuthalingam and Mark Henry have held their own and should also be important in restricting Beaches. In terms of wins, when the two teams met in mid-June Beaches won by 33 runs, while the Super Kings won by 48 runs two Sundays ago.
Several competitions planned for new PABA season THE Provo Amateur Basketball Association (PABA) will have a packed few months with several competitions billed for the remainder of the year. On Monday players and coaches are asked to assemble at the Gus Lightbourne Sports Complex from 18:30h to discuss
the upcoming plans for the 20162017 season. Among the plans are: the annual Church Tournament, a Three on Three tournament, the High School Development League and the much anticipated Night League. Most of the competitions are scheduled to start next month.
