FortisTCI’s rate increase application to be examined BY DELANA ISLES THE GOVERNOR’S Office, the Electricity Commissioner’s Office and the Attorney General’s Chambers are currently putting measures in place to examine FortisTCI’s application for a 6.8 percent rate increase. This was confirmed by both Premier Sharlene Cartwright Robinson on Wednesday (September 12) and the Governor’s Office on Thursday (September 13). They were both approached for an update on the Government’s consideration of the utility company’s application. Governor’s Office spokesperson Damian Wilson stated that the matter is of a legal nature, and as such they have to await directives from the Attorney General’s Chambers before disseminating any additional information on where they currently are in the consideration process. Wilson did promise that the public will be informed of this in the coming days through the Governor’s Office. Premier Sharlene Cartwright Robinson also gave this assurance. The premier said that she has also requested that the minister with the utility portfolio Hon. Goldray Ewing engage the public soon. The premier said that the Government’s role at this stage is to name an independent person, which has to be agreed to by FortisTCI, to sit on a commission and then the consideration process will proceed under the governor’s direction. She added: “Local government’s role is at the tail end of it but when it comes around for persons to come

The increase is for an average of 6.8 percent to be applied to all electricity consumers in the TCI. The company has repeatedly stated that it is not in a good financial position. This was substantiated by a ratings downgrade by rating agency Standard and Poor’s shortly after the announcement. Powell and other executives of the utility company have remarked on numerous occasions that it is beneficial to all stakeholders for the firm to return to a stable financial position, which will allow it to effectively respond to storms when they hit the Turks and Caicos Islands again. They have also stated that while the company does have different types of insurance coverage for property and generation equipment as well as for business interruption, it sustained the most damage to its transmission and distribution (T&D) network - poles, wires and transformers – assets, which were not covered as insurers do not take the risk on these items. Powell had also stated that the rate increase, if approved, will still not recover the full financial impact of the hurricanes ($42 million) even over the next five years. “This rate application seeks to return the company to a stable financial position so that it can effectively respond to storms when they hit our Islands again, and to maintain the high quality service and reliability customers expect,” he said at the time.

Robber shot dead with illegal gun, shooter arrested DE’ANGELO Harvey, also known as ‘Lil D’, is the latest fatality in Providenciales. He was shot and killed during the commission of a robbery in the early hours of Sunday morning (September 9). Multiple gunshots rang out from a Dominican bar and club located in the Cinema Complex on Leeward Highway in Providenciales at about 3am. Reports are that Harvey entered the establishment with robbery on his mind; he was stopped by one of his would-be victims, but not before he had already shot a woman he had just robbed. The woman was transported to the hospital where she was treated for a gunshot wound while the police were called in. The shooter, a native of the Dominican Republic, was subsequently arrested after police determined that the firearm he used to kill the criminal did not belong to him and may have been

unlicensed. Up to press time, it was still unclear what the exact charge is against the man, or whether he was charged in relation to causing Harvey’s death. The man was taken to court on Wednesday (September 12). An initial release from the Police Press Office only stated that the man was in police custody for a firearm offence. Harvey is said to be the brother of Rachel Taylor, former PNP candidate in the 2016 general elections. Court records reveal that he was before the court on another robbery charge and was on bail at the time of his death. Reports also state that Harvey and the recently murdered, professional criminal Prince John Brutus were colleagues in crime. Brutus was found murdered and his body discarded along the roadway on August 31. He was laid to rest last weekend. (Delana Isles)

No change to service charge bill, says premier BY DELANA ISLES THERE will be no downturn in the economy and neither will hospitality workers lose out on their service charge “when” the new service charge bill is passed later this month. These are the words of Premier Sharlene Cartwright Robinson, expressed during an interview with the Weekly News on Wednesday (September 12). Following an official joint press conference at the Hilly Ewing Building with the premier and Governor John Freeman, questions related to the concerns and warnings aired by local hoteliers about the service charge bill, were raised with Cartwright Robinson. She was firm in her statement that the Government is done drafting the service charge bill and that it will be debated on September 24, following which it will be passed. “Service charge will be debated on September 24, it has had its first reading in the House already, this is the tail end, this is far from the drawing board. “There will be no changes to the bill as it stands. Only change was the five percent facility fee. The bill is still the bill,” she stated.

Responding to hoteliers’ claims that they cannot charge an additional five percent on what is already being charged, the premier said: “I find that very difficult to believe.” She added that hoteliers are misjudging the market, saying: “I believe even after the storms some of them put up their fees. “I don’t know, but the bottom line is we are making sure there is a facility fee so they can’t say they are losing revenues and saying to their staff we can’t give you some of the things we gave you. “In fact one of the hoteliers had said why not up it to nine percent, but we said up to five percent so if you think you can’t absorb it at five, then do two percent, or three, we are not saying just five percent, so it’s in their judgement.” As for claims that the bill in its current form will lead to a downturn in the economy, the premier rubbished those utterances. “I absolutely disagree with that, if we look at the region comparatively that is absolutely not the case. “We have the benefit of the former director of tourism and now minister of tourism, we did not look at this ordinance in isolation. “We spoke to the Caribbean

Tourism Organisation as well, so we do know the market and perhaps the experience of the director, he knows the market even better than the operators.” The premier was also quite firm, and very brief, in stating that hoteliers who apply the service charge to their guests’ bills will not be able to opt out of doing so when the bill is passed. “They won’t be able to, I will explain that during the debate. It will pass on the 24th or the 25th,” was all she would reveal at this time. As the Service Charge Ordinance stands right now, hoteliers have the option to opt out of charging the fee. Last week, the Weekly News reported that Premier Cartwright Robinson had convened a meeting with local owners, but on Wednesday she told this publication that the meeting has not taken place as yet due to time conflicts, but that she still intends to meet with them. “I had committed to the industry that I will meet them again before the bill is passed. They weren’t able to meet the time I’d asked last week. “I will prefer to have the courteous approach of speaking to them before I pass anything else onto the media on that,” she said.

While not addressed by the premier, yet, hoteliers have issued a warning that they may have to cut hours for hospitality workers and possibly lay some of them off if the service charge bill is passed. They have also claimed that it will damage the condo business model, precipitate closures and discourage future developments. The new bill proposes to restore 100 percent of the service charge

collected to the workers, sets the service charge to be collected at 10 percent of a guest’s bill and allows hoteliers to add an additional (up to) five percent to that bill in the form of a facility fee that they will be able to retain for themselves. Premier Cartwright Robinson is urging the TCI public to tune into RTC 89FM on Monday, September 24, to hear the full debate on the new service charge bill for themselves.

5, stated that according to section 101 of the Customs Ordinance all cash, which includes negotiable instruments such as bank drafts and cheques, must be explicitly

declared. The department said that the ordinance requires individuals transporting cash amounting to $10,000 or more into or from the Turks and Caicos Islands, to make a declaration in writing to customs officers. “For travellers or persons sending or receiving cash in postal mail, this must first be declared on the customs declaration form, and additionally further details of the cash must be captured on our new report of international transportation of cash form which is attached for convenience, and may also be downloaded from our website at www.customs.gov.tc “For cash in cargo, this must be declared through the ASYCUDA declaration process using the

aforementioned form.” ASYCUDA is a computerised customs management system which covers most foreign trade procedures. The system handles manifests and customs declarations, accounting procedures, transit and suspense procedures. “Individuals responsible for the cash will be subject to further scrutiny by the Customs Department,” the statement said. “Where any individual fails to make a declaration or it is determined by the officer that any declaration made is untrue in a material particular or where it is determined that the cash declared was obtained through CONTINUED 

SERVICE CHARGE BILL PROTESTS The Government is heading back to the drawing board on the service charge issue as hoteliers warn of an economic downturn and job losses if they are forced to pay workers the entire 100 percent collected from customers. What are your thoughts?

Amicable settlement

He that pays the piper calls the tune. When you pull a knife be careful what part of the knife you are holding. Things that you advocate for in opposition you might not be able to honour when you are the government of the day. If and when hotels lay off workers, those who remain will have to work more hours lots of overtime pay coming? When you are burnt out you cannot give quality service. When guests cannot get quality service in a high end destination they will go elsewhere, so it might be as long as it is wide and we can well have more losers than winners. An amicable settlement is needed for all stakeholders and for the good of the industry.

Highway robbery

The hotels need to pay the workers 100 percent of what the guests have left for them. Better still, let the guests tip them directly. Cruise ship workers who are considered service workers get all of their tips. The current situation is called highway robbery, thievery from the poor. Workers need

Don’t back down The Government has done a brilliant thing by deciding to give the service charge to the employees - 100 percent. Taking these monies from the workers was a wrong that had to be made right. Resorts in times past found a Government in 2003 that was favourable to cutting the proverbial baby in two. So, the reinstatement proposal in respect of the service charge makes perfect sense and must be encouraged. Yet resorts must be challenged to answer the question whether the service charge formed part of their business plans and financial projections when they applied to enter the Islands and seek certain concessions from the Government under the

Of course, the hoteliers will cry foul because 100 percent service charge to employees will mean less profits for them. Don’t forget when the National Insurance Board (NIB) first came of stream a lot of employers cried foul and how it will have a negative impact on the economy - high unemployment blah, blah, blah. Well, thank God for NIB I say! I will stay silent on the National Health Insurance Plan (NHIP), the money maker and death machine that does not deliver on services. I also say shame on the Government if they allow hoteliers to pressure them. Politicians need not forget that the majority of the voters are employees! We put you in power and we will most definitely throw you out if you do not act in our best interests.

Encouragement of Development Ordinance. Wouldn’t such an application raise eyebrows in the Ministry of Finance or Invest TCI? Resorts are not in a joint venture arrangement with workers. The notion does not make sense. Providenciales is one of the fastest growing cities in the Caribbean region and as such the feasibility of conducting resort activity in this country is profitable. What they have been getting is really a super profit. Local headlines read that certain resorts are trying to threaten the Government, people, workers and economy by announcing the possibility of layoffs should the Government insist on doing justice and equity by giving the people what is theirs. The reality is that the 2018 tourism season

This is only one issue affecting the resorts’ profits. What about the super high electrical rates? Can anyone imagine what Beaches’ electric bill looks like? Then there is the possibility of another government demanding bribes and then the huge fines as a result of the SIPT. This is not a PDM problem, it belongs to the British.

Resorts in the past, especially in the wake of the ill-fated interim Government 20092012, were found to have owed the TCI Government and people huge amounts of monies in the regions of $36 million, $17 million etc and some still owe much more for alleged work permit fees and labour

clearances. They really had a gravy train going on and the SIPT, asset recovery teams refused to touch some of this. Why? This PDM Government came to office in December 2016, after 14 years of this kind of rape of our people, with much hope and promise. Proposing this service charge reform is really a fulfilment of one of their many promises. Workers complained for many years about this issue and they do indeed deserve their monies. The issue is valid, the reinstatement proposal is good public policy and should be implemented. The Government in its entirely should be congratulated on this stance and it ought not back down.

Premier: Gang violence and murders will be addressed BY DELANA ISLES PREMIER Sharlene Cartwright Robinson has promised to publicly address the rising crime situation in the Turks and Caicos Islands very soon. Speaking with the Weekly News on the matter on Wednesday (September 12), the premier said that the Government is looking at all avenues available to them to try to halt the problem. One such avenue is tapping into the expertise of those who sit on the National Security Council (NSC). Robinson said that she met with NSC members on Monday (September 10) and will soon be meeting with the Royal Turks and Caicos Islands Police Force before she publicly addresses the issue. These meetings, the premier said, looked at what they will be doing and can do that will go beyond the provision of resources, with the police handling the operational part. However, she expressed a deep concern at the nature of many of the recent crimes, particularly the gun violence and deaths. “People are saying it is getting out of hand; as I said during the town

hall [meeting], the offences that are happening, there is no government programme or resources that could stop people from ‘beefing’ with each other. “If I have a problem with you, I am going to find you and what we have is serious concerns that resources wouldn’t just solve it. Operation from the police can’t just solve it. “I am saying to the people of the Turks and Caicos, some of us saw the video that was put out that really brought it home as to where some of the young men’s minds are. “When you have a deceased victim laying on the ground and you’re saying the devil wants souls, that is bigger than a government, that is bigger than police, that is even bigger than families, we need all hands on deck.” She insists that the police can’t throw operations at that kind of mentality, but stated that the Government is working on finding ways to address it. The video the premier referred to shows a man kneeling over the dead body of another as gangster rap plays in the background and the words ‘burn in hell’ and ‘R.i.hell’ appear

unlawful means, the cash will be seized by the officer.” The department strongly warned that failing to declare cash over the threshold is an offence and is punishable on conviction to a fine of $10,000 or three times the value of the undeclared sum, whichever is greater, and the cash or negotiable instrument shall be liable to forfeiture. The rigid enforcement of this ordinance comes in light of the completion of the territory’s first Anti-Money Laundering Combating the Financing of Terrorism (AML/CFT) strategy. The two-year action plan will be used by private and public sector stakeholders to implement effective measures across the board to combat risks to the local financial sector. Money Laundering Committee, Attorney General Rhondalee Braithwaite Knowles, said the plan is intended to fortify the territory against the perils of money laundering. “The ultimate goal of the AntiMoney Laundering Committee in producing this national strategy is to provide a guide to our jurisdiction of actions required to be undertaken in order to advance the TCI as a secure and well-regulated international financial centre which is effective in mitigating against money laundering, terrorist financing and the financing of weapons proliferation.” Countries with weak measures to combat money laundering and terrorist financing are placed on a black list or grey list which has grave financial consequences for any jurisdiction.

down outside a bar on Aviation Drive. Kendal Dean has since been charged with that murder. Reports, which are not confirmed by police, suggest that several of the murders so far for the year are related to the burgeoning gang violence in the territory.

RESIDENTS in the Turks and Caicos Islands will soon have access to a variety of primary healthcare services within their own communities. The Ministry of Health launched the TCI’s first ever mobile health clinic at the Town Centre Mall, Downtown, Providenciales, on Monday (September 10). The clinic is designed to reach children, adults and seniors in remote places with no prior access to healthcare. Staff will provide physical exams as well as blood pressure, cholesterol and glucose level screenings. Other services include immunisations and flu shots, prescriptions to treat high blood pressure, non-insulin dependent diabetes mellitus, high cholesterol and nutritional counselling and health education.

Speaking at a brief ribbon cutting ceremony, Minister of Health, Agriculture and Human Services, Hon. Edwin Astwood, who commissioned mobile clinic, said it will be instrumental in increasing access to primary healthcare services. Astwood said the Government has a responsibility to ensure residents have access to sustainable, comprehensive and high quality healthcare services. “The world at one time was looking to go to centralisation of healthcare and I think the Turks and Caicos Islands also got caught up in that notion that we need to centralise healthcare, but eventually the world figured out that centralisation isn’t working so there was some move back to decentralise healthcare. “And now today in the Turks and Caicos I am happy to say that we are leading in that decentralisation and this mobile clinic…is that step in the

right direction.” Astwood said the initiative is in keeping with the Government’s effort to prioritise primary healthcare in a bid to reduce the financial burden on the treatment abroad programme. The skyrocketing cost of the programme and the prevalence of non-communicable diseases has compelled the Government to gear its energy towards improving facilities and promoting healthy lifestyle practices. “Our Government is committed to primary healthcare and disease prevention and that is something that we continue to speak about - getting people to adopt healthy lifestyles, that is one of our main goals, preventing people from becoming sick.” He emphasised the dire need for the populace to adopt healthy lifestyle practices as fundamental to the overall approach to health and wellness across the territory.

“We want our population to be healthy and one of the ways is early detection and again we have a history, not just in the Turks and Caicos Islands but in the Caribbean, persons do not like to go to the clinic, persons do not like to go to the hospitals. “We find a reason not to go and seek healthcare and I’m not excusing myself, I’m one of them who do not like to go to hospitals and clinics. “I think that I’m super healthy, but I know that is the wrong approach.” Astwood pointed out that taking these services directly to their community will ensure people get the help and information they need at a place that is more convenient for them. “This is very important…we need to get our population healthy. There are too many of us dying from lifestyle disorders, diseases and conditions that could’ve been prevented if detected earlier. “This mobile clinic will assist in

that, this clinic will bring healthcare to where the people are, where the elderly are. “We have a portion of the population that really cannot access healthcare when they need it and so we are taking healthcare to the people.” Director of Health Services Dr Nadia Astwood agreed that the promotion of healthy lifestyles and early detection of diseases remains a priority for the ministry. “There is an identified need and commitment to strengthen primary healthcare in order to deliver integrated, comprehensive patient centred services in communities. “Our aim is to improve access to primary healthcare in communities through the provision of services to promote health in an equitable manner in order for persons to live healthy and more productive lives.” Several Cabinet ministers and Premier Sharlene Cartwright Robinson also attended the launch.

CRIME UPDATE

Haitian men illegally detained for five months in TCI prison LAST Friday (September 7) attorney at law Keith James was successful in securing the release of four Haitian men who were unlawfully remanded to Her Majesty’s Prison for several months. During a hearing in the Grand Turk Magistrate’s Court, James argued persuasively for his clients Joseph Jacky, Jules Denel, Loudior Murat and Jhonny St Cylaire who were first arrested in April. They were arrested by law enforcement agents of the Department of Environmental and Coastal Resources (DECR). The men were subsequently charged by the Royal TCI Police Force with illegally digging up and removing sand, earth, stones, coral or any calcareous from the coastal area in the Turks and Caicos Islands, without a licence and contrary to section 3(1) of the coastal protection regulation chapter 10.06. The four men and their boss

Kristian Maric were all charged with the offence, but while Maric was granted bail pending his September or October trial, the four Haitian men were remanded to prison. The men were allegedly hired by Maric to work on the beach in front of his property. The lawyer argued that the offence the men were charged with did not warrant a remand to prison, or necessarily prison time. James told the court that in cases such as these, accused are oftentimes ordered to pay a fine. The Crown’s representative told the court that they were not to blame for the five months the men were left to languish in the prison as prison authorities did not produce them for their court dates since their remand in April. Following the discussions, the case against the four was dismissed and they were all handed over to immigration authorities for repatriation back to Haiti.

Haitian man charged with indecent assault Guilbaud Thomas of Sandy Lane, Five Cays, Providenciales has been charged with indecently assaulting a child. Thomas, a Haitian national, was arrested on August 27 after the child’s mother reported to the police that her daughter was sexually molested by the accused in the Granny Hill area.

Armed bandits attempt to rob plaza store OFFICERS in Providenciales are investigating an attempted armed robbery that occurred on Friday, September 7. At about 1.32pm, two men armed with guns attempted to rob a store located in a Millennium Highway plaza. Police reported that a gun was fired. There were no reports of injuries to anyone.

Just minutes after the robbery a video of two men running away from the scene of the crime was circulating on social media. The two men were dressed in all dark clothing, with one man wearing white material to conceal portions of his face. As they fled the scene the man wearing the white cloth fired a

shot into the air before they both disappeared into the lot next to the building. Police are appealing to members of the public who may have any information in connection to this robbery or recognise the culprits in the video, to contact them right away on 911 or Crime Stoppers at 1-8008477.

Thomas was officially charged by police on August 31 with indecent assault. Last week, he was taken before the Magistrate’s Court where he was remanded to HM Prison until his sufficiency hearing on October 5 in the Grand Turk Supreme Court. He was unrepresented at the time of his arraignment.

Accused rapist for trial Haywood McIntosh of Lower Bight, Providenciales, has been committed to stand trial for the role he played in the alleged rape of a woman. The accused appeared in the Grand Turk Supreme Court on Friday, September 7, for his sufficiency hearing. Justice Shiraz Azeez determined that there was sufficient evidence to take the matter to trial and continued McIntosh’s remand at HMP. The rape is said to have occurred at North West Point, Providenciales,

on April 8. McIntosh and co-defendant Patrick Delancy are both accused of the committing the heinous act. McIntosh had avoided the police for almost four months before being arrested, charged with the crime and remanded to prison. Both men are expected to be tried later this year for the crime. Representing the men are attorneys Ashwood Forbes for McIntosh and Finbar Grant for Delancy.

Inmate gets nine more months tacked on to prison term An inmate at Her Majesty’s Prison will have to serve an additional nine months for several other offences. Bryant Bassett was sentenced on September 11 to nine more months in prison for a number of crimes. Nine months each for three counts of burglary, nine months for taking a

motor vehicle without authority and nine months for theft. These sentences will run concurrently to each other, but will be served after Bassett completes a 12 month sentence he is already serving for earlier burglaries and offences.

Police detain 111 Haitian migrants THE POLICE Marine Branch’s MV Sea Pursuit this week captured yet another illegal vessel from Haiti. On board the wooden vessel were

85 men and 26 women, totalling 111. The boat was intercepted on Tuesday (September 11) after detection by the Coastal Radar System at 12.10am.

The detainees were transported to the South Dock port and handed over to Operation Guardian task force members who escorted them to the Detention Centre for processing.

Crime is everybody’s business PART ONE Dear Editor, Within the last year, our country has been faced with a spate of serious criminal conduct, especially pertaining to gun-related crimes. These criminals are becoming more and more brazen and don’t hesitate to use guns to commit their criminal acts. It seems that they are breaking all the rules with no fear of being caught. Their actions, whether random or systematic, are dreadfully changing our normal everyday lives and people are becoming very anxious, nervous and terrified. On a daily basis, law-abiding citizens are leaving the safety of their homes, wondering if they will return unharmed or be at the mercy of these ruthless criminals. They are taking over, unhindered and it seems as if some of the leaders of this country would rather take comfort in reacting to frivolous jabs thrown at each other, rather than put forward aggressive resolutions to eradicate these blatant and horrific criminal acts. It is time for our leaders to address

this nation and present us with a roadmap of their immediate plans to combat crimes in our country. The recent spike in violent crimes not only needs proposals from those in the country’s legislature but from the country’s populace at large, as a crisis is already before us. There are too many gun relatedcrimes which have resulted in individuals being killed or seriously injured and robbed at the hands of vicious, boldfaced and cold-hearted gun-toting criminals as stated above. The present rampage, if not resolved in the immediate future, will serve to destroy our beautiful Turks and Caicos Islands and the livelihood of everyone who calls this land their home. Something must be done NOW! We must unite and be each other’s keeper. We must do so with vigilance and report any knowledge we might have of criminal activities to Crime Stoppers, our local police department or any other trusted parties, whether we do so in person or anonymously. People should not be fearful to come forward with information even if the perpetrators of the crimes are persons known to them. And so, I make the following plea:

My people: As it relates to crime, we cannot continue to turn a blind eye or be tight-lipped. We can no longer accept criminal behaviour because the perpetrators are our friends, family members or relatives. We must speak out on crime, no matter what, as the life you save may be your very own or that of the same friend, family member or relative you chose to protect. The minor crimes we accept or turn a blind eye to today can incite an individual into major crimes

tomorrow. But as a citizen of this country we have a civic duty to not condone criminals and we must report them. This is not an attack on our leaders, but as concerned citizens, we are calling on them to address and speak on the issue. My political leaders, those on the sitting Government and on the opposition, the time has come for you to take a direct bite out of crime in the TCI and carry out the mandate you were given and utilise new crime-fighting tools and resources. You must make the necessary legislative changes that would support stiffer prison sentences in light of this crime situation. Madame premier: As is everywhere in the world and the TCI is certainly no exception, an important factor of any government is to ensure the safety and wellbeing of its citizens. We are aware that you do not have direct responsibility for national security. However, as the leader of this country, it must be within your interest that action is taken swiftly. Hence, I say that it is high time that you, as the leader of this

Government, implement steps five and six of your promised 12-Point Crime Plan. The wellbeing and livelihood of the people of this country are at stake and we need to hear what your immediate plan and crime-fighting initiatives are to curb these grievous crimes in the TCI in order to ease the fears of your people. Mr leader of the opposition: Please call your team into action, brainstorm and create a plan that will address criminal activities and probable solutions to help rectify the same. This criminal atmosphere in the TCI calls for both political leaders to come together in a nonpartisan way to bring about crime-fighting initiatives and solutions that can help minimise these heinous criminal activities. These criminals seem to be taking over our land, whilst shattering the lives of our people. in 2012. Dudley did his work as Skip blew it! Brits left in place their chief financial officer (CFO) remember? The British CFO held on to the chequebook after the 2003/2009 PNP, the costly National Health Insurance Plan (NHIP), Alexandra and TCI Bank they decided not to let go of the TCI’s finances to a Rufus/Washy led PNP. Remember that after the

interim government ended in 2012, the TCI was still deeply in debt? In 2009 the debt was $300 million. The TCI had no money to build roads or other infrastructure. Every spare dollar went to pay down the huge PNP debt of 2012/2016. In the end the debt was not, I repeat, not paid off. Almost $40 million was still overdue. Finally, there was a British guaranteed new loan with a smaller interest rate and long pay off schedule. This remaining PNP debt was passed off to the new PDM 2016 Government. To be fair, a school was built in Long Bay. Provo needed this school since 2004 and the British CFO had to permit it. Former education minister PDM Clarence Selver had this school and more already planned when

Mike did his late 2003 ‘thing’. The Ewing administration inserted Carlton Mills as principle. That did not last. Recently Dr Mills explained the reasons on the pages of this paper. Remember the new Middle Caicos Clinic opening? Put in place by governor Todd and Roger Harvey Nevertheless. Ministers fought over the unearned credit at the meeting. It is time to stamp out fake news. Why the spin? Ewing is being spun as acceptable to return as leader of the PNP. He lost in the 2016 general election. Doctor Ewing is a medical doctor. Politics is all consuming. Mixing politics with medical practice and you get what you got. A messed up PNP and a messed up NHIP.

Special education in the TCI Dear Editor, I have been actively tuning in to the myriad of concerns being circulated about the state of special education needs in our country by parents, teachers and administrators alike, though I have been passive. I felt the need to do some investigations and educate myself on the policies worldwide while profoundly reflecting on where we are currently in terms of special education development for our students and parents in the TCI. From the reports on the news, town hall meetings and basic conversations, it is evident that parents are rallying together and they want to see action and practice put in place to assist their children with these varying learning differences. It is evident that special education needs is a work in progress however, how do we compensate for those individuals’ we already have in our systems? How can we offer additional support for these parents? It is indeed the Government’s responsibility to provide learning environments to benefit every learner. As an advocate for education in general, it appears that there has been some failure to keep the pace with the expanding needs or students with disabilities. Therefore, I wish to draw special attention about the special education funding throughout all school systems in the country. I am concerned about this issue because I believe that special education funding deserves more support not only from our Government but the communities around the schools. Our society can greatly benefit from increasing funds for special education children within school systems because it enables the no child left behind policy that promotes inclusion and education for all students. Every child deserves a good education and parents also need the support to assist in maximising the potentials of their children to become global citizens of tomorrow to effectively enter the post-secondary world as productive citizens able to participate fully in the life of their communities, workers, neighbours and friends. We have wasted enough time in this crucial area of special education in TCI. With the appointment of the special education needs officer and special education teachers in the schools, it is only fair to

Six experienced police officers sworn in fund, create programmes and find resources to manage successful special education facilities around our country. Let us not half indulge on this serious issue and not allocate what is necessary to assist every individual with a disability in our society. There are other institutions with special education models that are positively impacting and supporting students with special education needs. Therefore, the Government should be encouraged to liaise and collaborate with these entities to improve and provide education for all the different learning needs. We do not need to reinvent the wheels of what exists. However, it is pertinent that we work smartly and infuse resources and expertise to serve this growing population of students and parents. Funding needs to be allocated appropriately by the Government. Failure to do this will leave the education agencies short of funding and will put students in jeopardy of never having all they need to overcome their disabilities. Principals and teachers need this support to create and manage these programmes that need ample funding most because making these programmes effective will largely benefit our society and enrich our nation. Statistics show that the number of special education students has been rapidly increasing over the years, yet the help these students need has not increased due to inadequate funding as promised by the law. Let me implore parents of special needs students who are still silent to find their voice and join the few parents who are becoming more vocal in the advocacy for their children who are currently denied educational instructions in a public school. POLICE officers from the Jamaica Constabulary Force have been sworn in to serve with the Royal Turks and Caicos Islands Police Force. The six officers have taken the oath to protect and serve the citizens of the Turks and Caicos Islands, and will be assigned to beat and patrol. Commissioner of Police James

Smith, who administered the oath to the officers, said: “We are fortunate to have had these many quality officers sworn in all at once. “This is a result of our recruiting efforts and getting experienced officers necessary at this critical time.” The officers have completed orientation and introduction sessions

Could the food be too much for the pot? IN SOME Caribbean cultures when making soup it is usual to put a lot of vegetables, sometimes referred to as food, in the soup. Many soup lovers enjoy this since they feel it is more filling than having the naked soup without veggies or meat. But sometimes the pot is too small to hold the amount of veggies and soup together at the same time. So, some veggies are cooked with the soup while the leftover ones are cooked by themselves, put away when done and served along with the finished soup ensuring everyone gets their portion of soup with veggies. On one occasion, a partner inquired why all the veggies or food was not placed in a single container or pot. The reply given, was that the food was too much for the pot. But how could the amount of food being cooked be too much for the pot under normal circumstances? In the Turks and Caicos Islands the cook knows which utensil could hold the amount of food being prepared. This is why the normal kitchen has utensils of various sizes.

There is no question about the food being too much for the pot. And each family member gets their fair share. A bit is even left over for later or saved for a few days in the week which lessens the amount of cooking to be done. So, the chosen pot does its job each time with no notice of whether the food is too little or too much that it has in it. But this idea of the food being too much for the pot goes further. It relates to how we manage our lives and deal with others. We find that during our chores we experience situations at different levels and it is wise if we deal with a particular challenge using the appropriate level of response. We decide whether to be excessive or reasonable.

The former may result in our response being too strong for the situation resulting in the food, our actions, being too much for the pot, the situational moment. Consequences we had not bargained for could shape our lives in unintended ways. So, could the food be too much for the pot? Somewhat! But to avoid this, we carefully choose our battles, be cautious in interpreting challenging events, use reason over emotions, let laughter soften tempers and ensure our perspective is openminded and positive. We then live a life of flexible restraint. But if our reaction to every storm is excessive it would overcome us. If it is courageous but gentle, then the storm subsides and we win at every step.

TCI features on Times Square screens A COLOURFUL promotional video featuring the TCI is being broadcast on triple play screens in Times Square, New York. More than one million people are expected to see the advert every week, the TCI Tourist Board said on Wednesday (September 12). The video went live on September 1 and will run for a period of 61 days. Pamela Ewing, TCI Tourist Board regional marketing manager, said: “Our advertisement in Times Square, a location which provides optimal exposure for brands, will feature visually stimulating footage that tells the story of our Islands and which will certainly capture the attention of potential visitors.”

The Turks and Caicos Islands was also featured on the US television game show Wheel of Fortune this week. The 36th season of the show premiered on September 10 and TCI was featured on the Thursday (September 13) episode. It will also feature on a subsequent episode in the new season. Wheel of Fortune, hosted by Pat Sajak, is the most watched and one of the longest-running syndicated game shows in the United States averaging 25 million weekly viewers. The featured TCI trailer showcased Ocean Club Resorts and the Turks and Caicos Collection in 20 second video placements.

“Wheel of Fortune has proven to be an effective and popular medium for destination marketing,” Ewing said, “and we are thrilled to present brand Turks and Caicos to their large television audience. “Families typically gather to watch the show and we’re hoping to bring the splendour of the Turks and Caicos Islands right into their living rooms.” The marketing campaigns were both coordinated by the TCI Tourist Board. They will be complemented by a US September sales blitz with exhibitions in key markets throughout the United States including New York, Atlanta, San Jose, Los Angeles, and Chicago.

THE DEPARTMENT of Youth Affairs will be hosting a ‘Saving Our Boys’ panel discussion this Friday (September 14) in a bid to break the cycle of gun violence among young people. The symposium at the Gustarvus Lightbourne Sports Complex will be hosted under the theme, ‘Stop the gun violence, let’s talk solutions.’ Acting Director of Youth, Nixon Dickenson, in a statement on Friday, September 7, stressed that it is imperative for this multifaceted issue to be addressed from all angles. He said: “This crippling disease has quickly made its way throughout our neighbouring Caribbean country and has now taken up residence in our beautiful by nature Turks and Caicos Islands. “We must face the reality that there is just no escaping this threat.” He added: “Boys in our communities are challenged today in ways they have not been before.” The panel discussion will kick off at 6pm and will be centred on the topics of: -Youth, violence and the society

(the relationship between violence and the impact on family, home, individual and society). -Conflict solving (different approaches to solving conflicts, the benefits to be derived from conflict solving, management and total transformation). -Changing course: Preventing youths from joining gangs (the role of family, counsellors, religious institutions, community, government). -Violence prevention, coping and destressing strategies and cultivating leadership skills. The overarching aim of the conference is to involve young men in community awareness activities regarding violence against each other. It will also consider their point of view and make them responsible for a process of culturally sensitive change, oriented towards a zero tolerance of violence. And finally, organisers hope the panel will raise awareness of the laws in place that address violence while repairing the vision and future of the young men of the Turks and Caicos Islands.

‘We must never let our guard down’

Minister warns nation as he reflects on 2017 hurricanes BY OLIVIA ROSE

“WE MUST never let our guard down. None of us is more powerful than Mother Nature.” These sentiments were expressed by Minister of Home Affairs, Agriculture and Human Services, Hon. Vaden Delroy Williams on Friday (September 7). He delivered his comments one year after the TCI was hit by the onetwo punch of hurricanes Irma and Maria. The 2017 storms’ ferocious winds and rains caused homes to be levelled, power grids destroyed and thousands of people displaced across the region. Speaking on the anniversary of the storms, Minister Williams in his message to the nation warned residents to not become complacent and to take the necessary precautions. He said the “unforgettable memories” of the damage caused were “still deep in our minds”. “As you hear or read this message,

many of you are no doubt casting your minds back to what you were doing around this time last year when hurricane Irma was approaching the Turks and Caicos Islands. “As the country battened down and prepared for what turned out to be the worst, the atmosphere and environment then was certainly nowhere as calm and tranquil as it is today as we mark the first anniversary of the first of two powerful hurricanes that left a trail of destruction on this ‘beautiful by nature’ country. “One year later, although the

country still bears some scars from that fierce battle with Mother Nature, I can safely say that we have much to be thankful for.” He said the territory rebounded and recovered at a rate that has made the TCI the envy of the Caribbean. “We, in the Turks and Caicos can take pride in knowing that through it all, we demonstrated that we have the capacity and ability to withstand whatever challenges come our way. “Be that as it may, we must never let our guard down. None of us is more powerful than Mother Nature.

Public schools will be designed to withstand storms ALL public schools will be rebuilt or refurbished to withstand any future storms, the Government announced this week. The statement came from Minister of Education, Youth, Culture and Library Services, Hon. Karen Malcolm, who released a back to school message on Thursday (September 13). In it she assured that the education ministry had been working hard in conjunction with the Ministry of Infrastructure to make sure that all schools are prepared to receive students. “…and that teachers and

students are able to access classrooms that are conducive to learning,” she said. “We thank you for your steadfastness, patience, hard work and dedication. We pray that this year and going forward we will not experience any hurricanes as we did in 2017. “As promised, all public schools will be rebuilt or refurbished to withstand any future storms.” She added that Oseta Jolly Primary School and Eliza Simons Primary School “are happy to be at their individual premises and enjoying their locations”.

The minister encouraged students, parents and teachers to work hard and enjoy the experience of learning together. “I am pleased to welcome all new teachers who joined the teaching profession this year. “The skills and competencies you bring to the profession are valued and I look forward to what we will accomplish over the next ten months. “Together, we will accomplish the objectives we have agreed on for this school year and those set out in the Education Sector Plan 2018-2022.”

“Indeed, she must be respected and taken for granted, and we must learn from the very instructive lessons she continues to teach us.” He pointed out that the Government has worked feverishly to ensure shelters across the territory have been repaired in the event of more storms. “It is my belief that the better prepared we are, we will be in a better position to reduce the impact of hurricanes. “This is precisely why this Government, my ministry and the Department of Disaster Management and Emergencies (DDME) have taken a very serious approach to disaster management. “The shelter list for the 2018 hurricane season has been published and despite the fact that about 80 percent of buildings were destroyed last year, the DDME through the Ministry of Home Affairs has identified shelters in each island, and

some islands we have more shelter capacity than what is required for the population.” Almost 80 percent of buildings were damaged in the territory’s economic centre Providenciales. Salt Cay sustained 100 percent building damage, and South Caicos 99.9 percent damage as only two homes remained with no damage from the storms. North Caicos had 70.9 percent damage and Middle Caicos saw 62.9 percent of its infrastructure damaged. The TCI’s capital Grand Turk had 45 structures completely destroyed and overall saw just under 77 percent building damage, according to a Caribbean Disaster Emergency Management Agency report. The minister encouraged residents to pay close attention to local and international weather bulletins and to ensure every effort is made to be ready for any storms.

Preparation is key, says DDME THE PEOPLE of the TCI must reflect on the importance of being prepared, according to the Department of Disaster Management and Emergencies (DDME). The department issued a statement on September 7, the one year anniversary of hurricane Irma and ten year anniversary of hurricane Ike. In it, it spoke about the damage caused by several vicious storms that have struck the territory over the years. The department described September 7 as “an unforgettable date in the history of the Turks and Caicos Islands”. “Notwithstanding, there was no loss of life, hurricanes Ike in 2008 and Irma in 2017 brought the chain of islands together to recover from nationwide devastation. “Declared ‘disaster areas,’ both the islands of Grand Turk and South Caicos were ravaged by category 4 hurricane Ike on September 7, 2008. “Ike was responsible for extensive damages to approximately 85 percent of physical infrastructure, with an estimated cost of $6.3 million for reconstruction.” The department went on to say that while still in recovery mode from the extensive devastation caused by hurricane Irma last year, it is opportune that the people of the TCI reflect on the importance of being prepared “…especially as we are currently in the peak of this Atlantic hurricane season.” It added: “The TCI experienced the passage of two major hurricanes within a span of two weeks in 2017. Irma category five on September 7 and Maria category three on September 21.

“In addition to structural damage to critical infrastructure such as schools, hospital facilities and utilities, the emotional impact borne by our people highlights the need to become more resilient to disaster impacts.” The department said that as a nation, everyone remains committed to building capacity and resilience in communities across the chain of islands. “Disaster risk reduction best practices have been reinforced in our faith based, community based and non-governmental organisations. “In fact, disaster resilience awareness continues to secure its spot on our school circulars.” The statement said that with climate change, gender and psychosocial centred approaches also being incorporated on the agenda of key stakeholders, the TCI is sure to maintain a solid state of preparedness. It added that the principles of public private partnerships are also embedded in the TCI’s approach to building resilience. “The TCI now serves as a sustainable model for response and early recovery within the Caribbean region due to the existing relationships between the government and critical private sector agencies. “Our experiences have also contributed to the forging of new relationships with the business community, as continuity of operations is also vital to our resilience.” Fulfilling the mandate as the national coordinating, promoting and monitoring body for comprehensive disaster management in the TCI, the DDME said it can boast on

improvements made as a result of the lessons learnt post impact. In addition to building technical capacity within the department, the National Disaster Management Plan and other key sectoral plans have either been reviewed or drafted, about 150 residents throughout the TCI trained in damage and needs assessments, shelter management

and community emergency response teams operations during the months of August and September, an official shelter list was published for all islands and public education campaigns were executed at the start of this year’s Atlantic Hurricane Season. “As we reflect on the past storms and look towards the future let us

remember that the Turks and Caicos story of how we were able to rebound so quickly from such devastation is now a model for the world, and it was more than just cleaning up or reconstruction - it was our spirit. “We were determined not to be out for the count. Let us all continue to play our part in building resilience in the Turks and Caicos Islands.”

Lesser Antilles islands brace for tropical storm Isaac AS THE Caribbean celebrates its continuing recovery from the devastation caused by hurricanes Irma and Maria, some nations are bracing themselves for a tropical storm over the next few days. On Wednesday (September 12) Caribbean360 reported out of Florida that tropical storm Isaac was on course to reach the Lesser Antilles on Thursday (September 13), but it wouldn’t be at hurricane strength as previously forecast. At time of press Isaac had weakened and was carrying maximum sustained winds near 60 miles per hour, according to the National Hurricane Centre (NHC) in Miami. It is expected to weaken further as it moves through the Caribbean.

The Bahamas Department of Meteorology has also been issuing advisories for multiple systems in the Atlantic, with residents being encouraged to pay close attention to the Atlantic and to continue with preparations as peak season arrives. The Department of Disaster Management and Emergencies (DDME) reported on Wednesday that at 5am EDT, the centre of tropical storm Isaac was located near latitude 14.5° north and longitude 53.5° west or about 500 miles east of Martinique. Isaac is said to be moving toward the west near 16 miles per hour and this general motion is expected to continue through the weekend. On the forecast track, Isaac’s

centre is forecast to move across the central Lesser Antilles and into the Western Caribbean Sea on Thursday. Current projections from the Bahamas Department of Meteorology are that Isaac is south of the Turks and Caicos Islands and moving west so should not pose a threat. A tropical storm warning is in effect for Martinique, Dominica and Guadeloupe, while a tropical storm watch is in effect for Antigua, Montserrat, St Kitts and Nevis, Saba, St Eustatius, St Martin and St Maarten. But interests elsewhere in the Leeward Islands have been advised to continue monitoring Isaac’s

progress. Isaac is expected to bring heavy rains which may cause lifethreatening flash flooding. “The storm is expected to produce total rainfall accumulations of two to four inches with isolated amounts up eight inches across Martinique, Dominica and Guadeloupe. “Rainfall amounts of one to two inches with isolated amounts to four inches are expected across Puerto Rico and the southern United States Virgin Islands,” the NHC warned. It projected that swells generated by Isaac would have been affecting portions of the Lesser Antilles since Wednesday afternoon.

Meanwhile, as of Wednesday at 5am, the location of hurricane Florence was at 29.0° north and 70.1° west and hurricane Helene was at 19.2° north and 35.7° west. Hurricane Helene’s maximum sustained winds have weakened slightly to 90 miles per hour, and it was expected to weaken to a tropical storm on Thursday. Helene poses no threat to land at this time. The DDME has promised to continue monitoring these systems and provide the public with updates accordingly. It further reminded residents that now is a good time to review family emergency plans to ensure necessities are at hand.

Inmate claims false imprisonment due to collusion and corruption BY DELANA ISLES A SOUTH Caicos native currently imprisoned at Her Majesty’s Prison has accused the court, the police and his lawyer of corruption and collusion in his continued imprisonment. Recently, Samuel Augustine reached out to the local media to vent his grievances by way of a letter, outlining what he perceives to be unfairness in the judiciary of the Turks and Caicos Islands. Augustine is currently serving an 11 year sentence for robbery and

wounding with intent for an incident that took place in 2011. He was convicted by a jury for shooting and robbing veteran security officer and ex-policeman Calvin Lightbourne, as the victim was attempting to make one of IGA supermarkets’ ATM night drop off deposits of a large sum of cash. The security officer was robbed in a shootout outside Scotiabank in Providenciales by two masked men. Augustine has since appealed his conviction and sentence, and lost. In his letter, the inmate stated:

“The TCI judiciary is not fair to most people with Haitian last names or what I should call the small men of the community in the TCI…the ‘biasness’ and unfairness goes as far as the head, the chief justice, and most other judges that have been around here far, far too long. “Even with the sentences, who’s granted bail, the amount of bail granted, it’s all very, very corrupt and unfair and wrong.” He further outlines that he has already lost his trial and appeal in the appellate court, and is now in the

process of trying another appeal with a fresh look at his case as he believes the way his appeal was handled was not fair. “I expected to be dealt with wrongly in the TCI Supreme Court because the TCI juries like to convict Haitian last name people even if we born here and have full TCI status. “I was dealt a bad deal in the TCI judiciary system. I am in prison serving an 11 year sentence for robbery and wounding with intent outside the Scotiabank in 2011. “From that date to this, I have

MP blames tendering process for stalling critical projects Premier says lack of Cabinet consensus is the cause BY OLIVIA ROSE ELECTED Member of Parliament for Grand Turk South, Hon. Edwin Astwood, said a slothful tendering process is stalling critical infrastructural projects in Grand Turk. Astwood was at the time speaking to Robert Hall on RTC’s radio show ‘Expressions’ on Wednesday, August 22. He expressed his frustration with the system which he said is holding up the development and beautification of the nation’s capital. “This long process has been so frustrating to me,” he said. He explained that the hardest part

of the process is not getting money approved but it is the execution of the contract. “For the last couple of months, this Government has been jumping through hoops…and one hurdle after the next and I always tell people that this Government will never say our hands are tied.” He explained that while the Government has been working tirelessly to bring several projects, including the upgrading of roads throughout the island, to fruition there have been many stumbling blocks along the way. “It’s just that roadblocks are constantly put in our way that we have to burst through over and over

because of their alleged bias against Haitians. He said that in spite of this, he wanted the information to be put out in the public domain. “I just wanted to make the public know that not everybody in prison serving long or short sentences mean they did it or mean the judiciary system dealt with them fairly and justly.” Augustine further explains his contention that that the judiciary leaves much to be desired in their treatment of defendants and prisoners, stating that the lawyer who represented him at trial and during his appeal was against him throughout the entire process. Pointing particularly to the performance of his attorney, Augustine accused her of deliberately ignoring facts and strategies, the latter of which was allegedly pointed out to her by the court of appeal president to be employed in defence of her client. “This whole case was made up against me by the police and others follow in the corruption.

“There’s no piece of evidence that was official in this case. The evidence in the trial was solely circumstantial. It relates to an alleged money band, footprints, cash, confession and the GSR.” He further noted that higher authorities should carry out a proper investigation into the court system, as a lot of innocent inmates are currently sitting in prison. Also contained in Augustine’s letter is a note from his family. They stated that they have proof that he is imprisoned illegally and that they will continue to fight for his freedom. “I have to say for an innocent man doing time at HM Prison, I have to find some kind of way to let the public know I have been seriously wronged in my case round and round.” Efforts to reach the registrar of the court in relation to Augustine’s accusations have so far been unsuccessful, but more attempts will be made in the coming days.

Astwood noted that most of the roads, especially those that are riddled with potholes, will be graded, tarred and paved for the first time in Grand Turk’s history. Turning his attention to Grand Turk’s Carnival Infrastructure Fund, Astwood said money from that fund also has to go through the slow tendering process. “This same system that we have seen failing us and causing so many delays, I’m hearing now that these contracts have to go through the normal procurement system, and I’m thinking, wow, when are we going to get to spend this money in Grand Turk? “I mean we can’t keep saying we’re ‘beautiful by nature’ and tourists complain…really look at the state of Grand Turk.” NO CONSENSUS Premier Sharlene Cartwright Robinson who also spoke to the issue on the radio show said it is imperative for people to understand the entire process. She explained that there’s no shortage of political will or funds, but rather a lack of Cabinet consensus hinders pivotal projects from going

forward. “These monies were approved from the first budget in 2017-2018, so from last year March the monies were approved. “We noted the contract in March this year which means it took about a year plus to get to the contract and the minister has said that we’ve had some surprises along the way, so there’s been some challenges in getting to the contract stage.” She stressed that what was said in last year’s budget address, that money was approved for the Grand Turk roads, was true. “The infrastructure account, on coming to office we immediately begun the conversation with Carnival and as of March the infrastructure account has $7 million in it.” She explained that the Grand Turk Carnival Infrastructure Fund is managed by the Ministry of Finance, and both the Government and Carnival contribute to its sustainability. “People call it the Carnival fund but it is not a Carnival fund, it is jointly funded by Government and Carnival.” She further revealed that there were instances when she, as minister of finance, took projects to Cabinet but did not receive consensus. “We agreed to projects that we would like to move ahead and we had the opportunity to have some works done and I of course took it to Cabinet where I was unable to get consensus. “The position now from Cabinet is that we must complete or sign a memorandum of understanding which was never done in the 11 years that Carnival has been here.

“We are currently waiting and having the Chambers deal with the lawyers of Carnival to execute a memorandum that is not as straightforward as we apparently understand it to be and that of course is now holding up the $7 million that could be spent in Grand Turk.” She stressed that while many people may believe that the Government has the last say, this is not the case. “It is one of the biggest surprises I’ve had on coming to office. I think that when you put your name on the line and you fight to get to a place where you want to bring change you think when you get to Cabinet and you have a majority of members and you are elected members that unless it is contrary to the law, that the Government will have its way in Cabinet - not so. “Consensus is a word attached to the process for Cabinet. We do not have a vote so there is no majority vote.” There are now ten Cabinet members for the first time since the new constitution - the attorney general and the deputy governor are full voting members. “There are ten members of Cabinet, not ex-officio members, but full right members and if either one of the individuals elected or unelected does not agree, that does not go forward,” the premier said. “So if the deputy governor doesn’t agree it doesn’t go forward, if the attorney general doesn’t agree it doesn’t go forward and if the governor doesn’t agree it doesn’t go forward. “So I think that it is important for people to understand that and how the country works.”

UWI official visits TCI to discuss Provo Open Campus BY OLIVIA ROSE AS THE University of the West Indies (UWI) gears up to relaunch its Open Campus in Providenciales, a representative visited recently to conduct a site inspection. During her trip, Dr Phyllis FlemingBanks, manager of the British Overseas Territories Open Campus, spoke with the minister of education and other education officials. A Government statement on September 4 explained that an increasing number of TCI residents are enrolled in the UWI’s online programmes. Minister of Education Hon. Karen Malcom said the university’s reintroduction will allow for ease of access to the programmes as well as its continuing and professional education programmes. She pointed out that the initiative forms part of the TCI Government’s plan to ensure that Turks and Caicos Islanders, who may be constrained by

economic or social responsibilities, can access tertiary education within the borders of the territory. “While education has inherent value beyond the economic function, it is essential for an individual to have a productive and meaningful career,” she said. “This depends on the opportunities created in the economy. The more vibrant and sophisticated the economy, the more individuals can fulfil their aspirations and the more governments will have the resources to invest further in education.” She said the partnership between the TCI Government and the UWI Open Campus will help many “realise their dreams” and allow everyone an opportunity to obtain a degree at tertiary level. “Given that most people would love the opportunity to obtain their degree but do not have the time, they now have access to online studies in the comfort of their own home,” the minister added.

Dr Luz Longsworth, pro vicechancellor and principal of the UWI Open Campus, said the university is excited to collaborate with the TCI Government to relaunch the local site. “This initiative is particularly significant because it comes during the university’s 70th anniversary celebrations and at a time when the university is expanding its operations around the globe. “As the fourth campus of the UWI we are charged with meeting the needs of the non-campus territories of the region. “We are therefore delighted to reestablish our physical presence in the Turks and Caicos Islands to meet the growing needs of our TCI current and potential students, as well as the society at large.” Speaking at a recent press conference Dr Hubert Fulford, president of the Turks and Caicos Islands Community College, said the rekindling of this partnership

He said: “The thing about the open campus is that it is available to all persons and it provides for us several modalities of learning, several opportunities for us to engage in education. “Through the open campus we can have face to face contact as we would in a regular classroom, we could do it by internet. “The opportunity that this offers especially for graduate and post graduate studies is that we see this as complementing what we do already at the college in Grand Turk and Providenciales. “We can take students to a particular level but then the continuing education aspect for them stops because we don’t go further than the certificate, associate and the bachelors’ degrees.”

He explained that the open campus is intended to complement courses already offered at the TCI Community College but at a more advanced level. “So we’re offering early childhood associate degrees, there will be no need for that to be offered by the open campus. “However, the open campus may decide to offer the masters in early childhood education because we already offer a certificate, the associate degree and the bachelors so that’s what we’re talking about, the complementary support that the university provides for us.” The reopening of the UWI Open Campus in Providenciales follows the closure of the site in Grand Turk some years ago. More than 19,000 students across the Caribbean are currently enrolled in the UWI’s Open Campus.

The workshop took place from August 27 to 31 at the Department of Registration and Citizenship within the Ministry of Border Control. UK lecturers Elisa Jackson and Natalie Fearon from the UK Home Office presented to department and

ministry staff as well as employees from the Attorney General’s Chambers. Topics covered included overseas territory registration and nationality, and the overseas registration and nationality legislation guide. The lecturers also discussed fraud awareness guidance on examining identity documents and the British overseas territory citizenship

registration case work guide. A Government statement on September 6, said: “The Department of Registration and Citizenship would like to extend sincere thanks to the Deputy Governor’s Office, all participants and offers sincerest apologies to the general public for any delays that this training would have caused.”

ANYONE who is not on the TCI Register of Electors has until November 30 to request to be included. Supervisor of Elections Lister Dudley Lewis issued the reminder on Tuesday (September 11) and added that the new register will be published on March 31, next year. “Eligible voters on the present Register of Electors do not need to reapply to be included in the new one,” he said. “They will be automatically included unless they notify the Elections Office that they have changed their name or place of residence, or no longer meet the eligibility criteria. “This includes being resident in the TCI for at least 12 out of 24 months.” Lewis encouraged new applicants to apply to be included on the register especially those who have turned 18 since March 1 this year and those over 18 who did not apply to join the register

earlier in 2018. An elector’s status as a Turks and Caicos Islander must be verified first by the Ministry of Border Control by obtaining a TC Islander status card. Potential new electors should complete a voter registration application form which may be collected from the Elections Office in Grand Turk, Strategic Policy and Planning Department South Base or Butterfield Square, Providenciales, or the District Commissioner’s Offices in Salt Cay, South Caicos, Middle Caicos and North Caicos. The move should alleviate some of the “potential burden” for South Caicos parents equipping their children for the new school year, a resort statement on Wednesday (September 12) said.

“The start of the school year can be an expensive time for parents as they attempt to equip their children with the needed supplies to put them in the best possible position to excel with their educational studies,” it read. Nassau man ordained in Eleuthera DAVE Dimitri Thomas was ordained to the Holy Order of Deacons on Thursday (September 13). The ceremony took place in St Patrick’s Church, Governor’s Harbour, Eleuthera at 7pm. A statement from The Anglican Diocese of the Bahamas and the Turks and Caicos said: “The Anglican Diocese calls on one and all to pray for Mr Dave Thomas as he takes this further step in ministry.” Thomas was born in Nassau and grew up in Governor’s Harbour. He received his early education there and graduated from the Central Eleuthera High School in 2008. Growing up in St Patrick’s Church he was active in the Sunday school, the youth

His work experience includes working for the Ministry of Tourism for three years as a tourism ambassador while at the College of the Bahamas. For the last year he was a full time religious studies teacher at Jordan Prince William Baptist School. While in New Providence he attended St Agnes Parish where he was active as an altar server and in David’s Army, the Sunday school, the after school programme and the boys brigade. He is a former Toastmaster.

The Atlantic is littered with storms; fortunately, none is heading towards the TCI.

Most storms in a decade swirling in the Atlantic Ocean

Between 1961 and 2017, the Caribbean island nation of St Kitts and Nevis lost more than a quarter of its land area – the most of any country in the world – primarily due to rising sea levels.

St Kitts-Nevis has lost 35 square miles of land since 1961, says new report ST KITTS and Nevis has shrunk by a quarter over the past 56 years. “Since 1961, the twin island country of St Kitts and Nevis has shrunken by more than 25 percent,” said Statista.com, an online portal of statistics that claims immediate access to over one million statistic and facts. “This dramatic land loss can be attributed to regular erosion and natural disasters, notably Hurricane Luis, Hurricane Georges and Hurricane Lenny,” said the post authored by Niall McCarthy. “Between 1961 and 2017, the Caribbean island nation of St Kitts

and Nevis lost more than a quarter of its land area – the most of any country in the world – primarily due to rising sea levels. The dual-island country is relatively exposed geographically, making it more heavily impacted by extreme weather events like hurricanes and extreme storms, such as Hurricanes Luis (1995), Georges (1998), and Lenny (1999), which have battered the nation in recent years,” said Madison Dapcevich in another post on London-based IFLScience Store. “In all, St Kitts and Nevis lost about 90 square kilometers (35 square miles) of land. Ecuador saw

the next largest decrease, losing more than 10 percent of its area or a total of nearly 28,500 square kilometers (11,000 square miles). Vietnam and Bulgaria, which lost 4.74 percent and 1.87 percent of their land respectively, were closely followed by the island nations of the Seychelles and Cuba,” Dapcevich said. Statista and IFLScience gave no data of the square miles in 1961 and at the end of 2017. Dapcevich noted that around the world, coastal communities may soon find themselves struggling to keep their heads above water.

THIS is the first time since 2008 that the Atlantic has been so busy, and many forecasters felt that the record for the most storms at a single time (four) would have been broken on Thursday, but Invest 95L, which is off the coast of the Mexican Yucatan Peninsula lost some energy on Thursday morning. That disturbance had an over 60% chance of turning into a tropical storm in 48 hours when it was monitored on Wednesday evening, but by Thursday morning, it had dropped to a 50% chance due to unfavourable conditions. As of Thursday morning, Hurricane Florence was still barreling towards the US Coast, and was expected to do damage, although it had downgraded from a category three to a category two hurricane.

Hurricane Helene was also scheduled for a downgrading to a tropical storm as she moves north. Tropical storm Joyce, which is also far away from the Caribbean, was expected to make a semi-circle before heading north east. The only storm that was set to hit the Caribbean was Tropical Storm Isaac. Earlier in the week, it was predicted to make landfall as a hurricane, but the impact of the Lesser Antilles was expected to be tropical storm wind at 39-73mph. Isaac will be further weakened when it passes south of Jamaica on Monday morning, according to predictions from the National Hurricane Center. Despite the high level of activities, TCI is expected to be off the radar of these storms.

CIBC FirstCaribbean’s Anguilla operations to close CIBC FirstCaribbean International Bank announced this week that it has taken a decision to close its Anguilla office early in the new year. Managing Director of Barbados and the EC Islands, under which the Anguilla business falls, Donna Wellington, noted, “We conducted a strategic review of our business across the region and given the growth path we have identified we have made the difficult decision to close our operations in Anguilla. “Our operation in Anguilla is a small one accounting for just 5 per cent of overall market share there. Since the economic downturn, our business in Anguilla has been experiencing operational losses. Given the continuing economic

climate, we have therefore taken the difficult decision to close our office there.” CIBC FirstCaribbean has held discussions with the Government of Anguilla and the Eastern Caribbean Central Bank, as the regulator, and all parties have agreed to work in close coordination to ensure that the transition can take place in an orderly manner and that all are committed to ensuring continued financial stability in Anguilla. The bank’s employees in Anguilla will be offered separation packages consistent with the bank’s policy. Ms. Wellington added that branch operations will cease on Thursday, 31st January 2019 and the bank was requesting all account holders to close their accounts and transfer

their business to another commercial bank in Anguilla. As it prepares for the closure of its Anguilla branch the bank will not be transacting any new business with immediate effect. The regional bank is also making arrangements with National Commercial Bank of Anguilla Ltd, to allow clients with loan facilities and credit cards to service their debts to completion. Ms. Wellington asserted, “We have met with our staff in Anguilla to apprise them of our decision and we are fully committed to supporting our employees and customers through this process.” She noted: “Additionally, we will be communicating with our clients to offer them the support they need in winding up their business with us.”

Trinidad and Tobago Shaken by 4.2 Magnitude Earthquake TRINIDAD and Tobago was rattled by a 4.2 magnitude earthquake late last night. The Seismic Research centre (SRC) of the St. Augustine campus of the University of the West indies (UWI), said the quake occurred around 11:34 p.m., about

22 kilometres northwest of San Fernando, 24 kilometres south of Port of Spain, and 36 kilometres southwest of Arima. It struck at a depth of 40 km. However, there were no reports of any damage or injury. (Caribbean360)

Davis calls for independent probe into BPL

Massive stockpile of bottled water found in Puerto Rico a year after Maria HUNDREDS of thousands of water bottles meant for victims of Hurricane Maria are still sitting at a Puerto Rico airport — nearly a year after the deadly storm, according to a report. A photo showing the bottles in boxes and covered in a blue tarp on a runway in Ceiba was shared widely on social media Tuesday evening. “Although you don’t believe it… almost a million boxes of water that were never delivered to the villages,” posted Abdiel Santana, a photographer working for a Puerto Rican state police agency who took the pictures. “Is there anyone who can explain this?” FEMA acknowledged to CBS News on Wednesday that the bottles were brought inland in 2017 in

the wake of the hurricane and that they were turned over to “central government.” It is unclear where the breakdown that caused the bottles to never be distributed was caused. A POLICE officer is dead after he was shot earlier on Wednesday near H O Nash Junior High School on Dolphin Drive in front of his young daughter. Police said Inspector Carlis Blatch, who was attached to Government House, was shot after 3pm. He was seated in his car with his daughter, awaiting his son who attends H O Nash, when a gunman approached and ordered him to exit the car. The suspect shot Blatch, pulled him out of the car, and escaped in the victim’s vehicle. The officer’s daughter was able to escape the car unharmed and ran for help. Blatch was taken to hospital but died after 6pm, police reported. The Tribune was told he died in surgery. (Tribune242)

MORE than 3,600 children in Germany were assaulted by Roman Catholic priests between 1946 and 2014, a leaked report has revealed. The study was commissioned by the Church itself, and was due to be published on 25 September. According to the report, some 1,670 clergymen in Germany committed some form of sex attack on 3,677 minors, German outlet Spiegel Online reported. A Church spokesman said it was “dismayed and ashamed” by the findings. The report is the latest in a long series of revelations that have uncovered decades of sex abuse by Roman Catholic priests around the world. According to the new study, only 38% of the alleged perpetrators were prosecuted with most facing only minor disciplinary procedures, German media said. About one in six cases involved rape. Most of the victims were boys, and more than half were aged 13 or younger. Predatory clerics were often moved to new communities, where no warning was issued about their actions. The study was compiled by three German universities, using 38,000 documents from 27 German dioceses. Its authors said the true extent of the abuse may be even

While Warner Bros. has remained mum, the Hollywood Reporter broke the news on Wednesday morning that after three films, Cavill looks to be finished with his superheroic duties, as the studio has focused its energies on developing a new Supergirl film, and talks broke down about bringing Cavill in for a cameo in next April’s Shazam! While the studio didn’t immediately respond to the report both Variety and Deadline followed with similar reports citing their own sources. All the reports suggest that Warners and Cavill’s team could not come to terms for his Shazam! appearance, leading him to sign on to Netflix’s The Witcher series. With his commitment to the new show and

the studio’s plans to fast-track the teen-oriented Supergirl origin story — which, for timeline purposes, wouldn’t include Cavill’s adult Superman — instead of pursuing a Superman sequel anytime soon, the actor’s return to the iconic character is unlikely. European Parliament backs copyright changes CONTROVERSIAL new copyright laws have been approved by members of the European Parliament. The legislation had been changed since July when the first version of the copyright directive was voted down. Critics say it remains problematic. Many musicians and creators claim the reforms are necessary to fairly compensate artists. But opponents fear that the plans could destroy usergenerated content, memes and parodies. Leaders of the EU’s member states still need to

sign off on the rule changes before the individual countries have to draft local laws to put them into effect. The vote in Strasbourg was 438 in favour of the measures, 226 against and 39 abstentions. MEPs voted on a series of changes to the original directive, the most controversial parts are known as Article 13 and Article 11. Article 13 puts the onus on web giants to take measures to ensure that agreements with rights holders for the use of their work are working. Critics say that would require all internet platforms to filter content put online by

users, which many believe would be an excessive restriction on free speech. Article 11 is also controversial because it forces online platforms to pay news organisations for the use of their content. MEPs settled for a version of the directive that compromised on some of the methods news organisations will be able to use to charge web companies for links to content. The final version clarifies that this will not include the sharing of hyperlinks to content such as news stories. It also watered down a proposal for upload filters to

automatically delete content that violates copyright. EU commissioners Andrus Ansip and Mariya Gabriel, who proposed the reform, said it was “an essential step to achieving our common objective of modernising the copyright rules in the European Union”.

Phil Sherrell, head of media, entertainment and sports at law firm Bird & Bird said: “Rights holders will be delighted as the directive provides them with additional rights and should strengthen their ability to negotiate royalty payments from online platforms that use their work.”

Police in Portland, Oregon arrested Nancy Crampton-Brophy, 68, last Wednesday and charged her with murder and the unlawful use of a weapon. Her husband, a 63-yearold chef, was fatally shot in a kitchen at the Oregon Culinary Institute on June 2, The Oregonian reported. On the day after the murder, the author of the self-published novels “The Wrong Husband” and “Girl Most Likely To,” took to Facebook to express her disbelief.

Crampton-Brophy has since made her now-famous essay “How To Murder Your Husband” private. It was published on the See Jane Publish blog and reportedly included sections on motives and possible weapons. In 2012, Crampton-Brophy told the Romancing the Genres blog what attracted her to romantic suspense stories. “Murder, mayhem and gore seem to come naturally to me which means my husband has learned to sleep with one eye open,” she told the blog. That was one of the elements that led to my getting to the place where I said to myself, ‘I have to do something’ and I was thinking, ‘What can I do?’ and the answer ended up being Trader Joe’s, which is actually a wonderful situation for me in many ways. But I got to the point, I just had to do something to support myself and my family.” Cosby, 81, was convicted of sexual assault in April and found guilty on three felony counts of drugging and sexually assaulting former Temple University staffer Andrea Constand in his suburban Philadelphia mansion in 2004. SPEAKING about Saturday’s controversial US Open final, Billie Jean King, the tennis legend and equal rights advocate, told CNN’s Christiane Amanpour that Serena Williams was “out of line,” but umpire Carlos Ramos aggravated the situation. “Serena was out of line, there’s no question, no one’s saying she was a good sport,” King said. “The point is he [Ramos] aggravated the situation.” What was supposed to be a fairytale matchup for Japan’s Naomi Osaka and the player she idolises spun out of control Saturday after Williams was handed code violations that she described as unfair. It started when chair umpire Carlos Ramos warned Williams for receiving coaching, and eventually ended up with accusations of sexism in the aftermath. Williams, furious over the first call, approached the net and told Ramos: “I don’t cheat. I’d rather lose.” The match unraveled after that. “I felt like at the very beginning he blew it,” King said. “As an umpire you’re supposed to keep the flow of the match going and he did just the opposite.” While King said that Serena Williams was “out of line” for her subsequent behaviour -- which included cracking her racket and calling Ramos “a thief” -- she

emphasized that Ramos didn’t control the match. King suggested that “everything would have been different” if Ramos had told Williams he wasn’t attacking her character from the outset. Asked about whether sexism played a role in the match, King said that it was still an issue in the world of tennis. “Men are outspoken when they stand up for themselves. UFC fighter Chiesa to sue McGregor over bus attack CONOR McGregor is being sued by UFC fighter Michael Chiesa, who claims he suffered physical, emotional and financial damage following the Irishman’s attack on a bus in April. McGregor threw a metal dolly into the window of a bus carrying fighters at a UFC media day at Brooklyn’s Barclay’s Center on 5 April. Chiesa was injured and withdrew from his fight at UFC 223 two days later. McGregor avoided jail after pleading guilty to disorderly conduct in July. The claims levelled against McGregor and his entourage are negligence, infliction of emotional distress, assault and battery. Chiesa, 30, who suffered facial cuts from broken glass, said McGregor’s attack caused “serious personal, economic and other injury” and “severe emotional distress, mental trauma and/or bodily harm” in court papers filed to Kings County Supreme Court in Brooklyn, seen by BBC Sport. MANCHESTER City chairman Khaldoon Al Mubarak says the club’s journey “is not complete” despite reporting revenues in excess of £500m last season. City’s annual report, to 30 June 2018, confirms they are the second English club to break the £500m barrier.

The group completed the repairs to the NJS Francis Park in Grand Turk recently and came in for some high praises from Forbes. “The repairs to the NJS Park since the Storm has been completed by the Overback Community Group. They are very active and enthusiastic. They recently started a monthly Fish Fry in Grand Turk and uses the proceeds to rebuild their community.”

According to Forbes, the Department of Sports is collaborating with community groups around the TCI to revitalise their parks. “We are speaking with the Palm Grove Community group; have had some discussions with members of the Five Cays Community Group.” Forbes added that the groups are not just looking at infrastructure, but also about development. “We met with some folks in North Caicos last week to consider forming a group to organise after school sport programmes for children as well as adult fitness groups.”

LYNN Robinson is ready to run her longest race this Saturday and her family will be present. The TCI ace long-distance runner will compete in a 100 miler through Sherwood Forest. By Wednesday, she was tapering down and relaxing for the race. “I am confident that I will finish the 100 miles well within the 30 hour cut off,” Robinson told the Weekly News. She said that her family was scheduled to stay at a caravan and camping park in Clumber Park from Friday and due to the nature of the course, they will get a chance to see her in action twice. Last weekend, the-50-year-old finished as the third fastest female in a 10K parkrun in England. Prior to that, she trained for several months in the TCI. Although she did a number of big runs, none was close to what she is expecting to complete on Saturday. “It’s hard to train for a 100 miles. You can never train as far due to recovery times. I am more than happy that I have done 40 miles.” Robinson said that her plan is to have a 5-minute walk break after every 25 minutes of running. “It helped to break up the time and also gave my legs a chance to have a rest.”

Bahamas icon Ferguson joins University of Kentucky coaching staff BAHAMIAN track icon Debbie Ferguson-McKenzie has been appointed assistant coach at the University of Kentucky for the 20182019 season. The 42-year-old FergusonMcKenzie will form part of the support staff for head coach Lonnie Greene, who was appointed to his position earlier this year after a successful six-year run at Purdue. “I want to be one of the first to welcome coach Debbie FergusonMcKenzie to The University of Kentucky,” Greene said. “She brings a wealth of knowledge and experience in this noble profession of ours. She will bridge the gap between coach Tim Hall and myself. I am excited for her to get started on our staff.” Ferguson McKenzie joins the UK staff after spending the past four seasons at the University of Houston where, according to a statement put out by UK, she helped build that programme into a nationally relevant contender.

Despite defeat, Fenelus sees big improves in football team especially since Cuba played at a high level. “From a learning standpoint the Cuba trip was invaluable. Turks haven’t played internationally since 2015 and we traveled with a very young and inexperienced squad. Just getting regular games will allow us to grow so much. We had to use a field player as our goalkeeper and the overall fitness of the team is poor right now.”

TCI senior men’s football team suffered their biggest international defeat last Saturday when they played Cuba in the qualifying phase of the 2019-20 CONCACAF Nations League, but there were positives. New captain Marco Fenelus said he noticed some big changes in the way the team executed during the 11-0 defeat. “Despite the results, I’ve noticed that there are big changes and improvements among the guys. We’re playing more as a team and everyone is willing to work the way they were told/coached to do.” MORE MOTIVATED The 27-year-old Fenelus, who plays for Tatung Football Club, in the Taiwan Football League, said that he is excited about the direction of the team and praised the coaching staff. “The fact is that most of our guys have a full time job off the field. So it is hard to focus on being fit, and getting ready for those games is no easy task, because we’re playing against quality professional players. It’s really hard to keep up with that, but for the one week that I spent training with the team, I’ve noticed

TCIRFU continues preparation for Barbados Sevens THE TCIRFU’s players are preparing for the 2018 RTEK Men’s Rugby Americas North (RAN) Sevens Championship, which is scheduled for next weekend in Barbados. TCI are scheduled to play Mexico, Guadeloupe and Bermuda at the Bellevue Plantation and Polo Club in Waterford, St. Michael. One of the public relations officers attached to the local body, Bobby Mox, said that several players have been training for a while with a quest of making the squad. “TCI have been training for a couple of months with the 7s league continuing at the weekends. Some of the younger players like Stanley and David have shown great improvement. Senior members such as Trevor and Dean will show their experience on the pitch.” Mox said that Callis Jones will lead the side with Davidson Martin serving as his deputy. The rest of the team should be selected this weekend. TCI’s last international sevens clash was against Trinidad and Tobago in 2016.
