Public opinion sought on 12 storey impact assessment BY DELANA ISLES THE GENERAL public is invited to review and send in their comments on the Environmental Impact Assessment (EIA) report for the Ritz Carlton Hotel Development to the Department of Planning over the next 28 days. The report has been finalised and is now available online for review at www.gov.tc/pressoffice/927-ritzcarlton-resort-eia-final-report. This step of the process is in accordance with planning requirements, the Physical Planning Department said on Wednesday (August 30). Physical copies of the EIA can be uplifted from the Department of Planning offices in Providenciales and Grand Turk. The assessment was submitted in accordance with condition 25 of the Outline Development Permission PR. 12462 for the Ritz Carton Hotel Development, granted on August 15, 2016. Upon review of the EIA, members of the public can send their comments to the Department of Planning at planningconsultation@gov.tc or to the Department of Planning, Emily House, Leeward Highway, and Providenciales or at South Base, Grand Turk within 28 days of the date of the publication on August 26. Additionally, a public consultation meeting will be held on Thursday, October 12, at the Gustarvus Lightbourne Auditorium,

That process has held up any forward movement on the $224 million project, which was signed and approved since 2015 by the then PNP Government. The EIA statement that is now available for review was prepared by Caribbean Environmental Design Associates (CEDA) and Applied Technology and Management (ATM).
A six-day construction work week (Monday to Saturday) is planned, with work beginning at 7am and ending at 5pm each work day. The casino would operate during the hours of 9am to 4am. The contract for the construction of the facility will be awarded to a local, regional or international construction company with the capacity, qualifications and experience in the construction of resort hotels of this scale and nature.
SCOPE OF THE DEVELOPMENT The proposed development comprises of hotel rooms, condo hotel residences with rental pool and amenities that are normally associated with a five star resort, including restaurant, spa, fitness centre, meeting spaces, retail shopping, and casino. A total of 317 rooms are planned, comprising a mixture of hotel rooms, condo hotel units and residences, with three prominent centrally located board-walks offering uninterrupted beach access. The project will be constructed in two phases, however, phase two will commence when phase one is about 50 percent completed. Construction work is scheduled to commence during the fourth quarter of 2017, with a construction time period of approximately 36 months.
EXCERPTS FROM THE EIA STATEMENT The construction of the proposed high-rise resort hotel brings with it a number of challenges and opportunities for management and the community. Among the challenges are potential weather delays: the availability of adequate numbers of skilled and unskilled workers; safety of construction workers and time constraints. Potential opportunities may include – increased revenues to government, generation of significant employment opportunities, both during the construction and operation phases of the development and the provision of training for Turks and Caicos Islanders in specialised construction areas. Baseline assessment of the site and surrounding environment
included the upland environment to evaluate flora and fauna and the marine environment to evaluate the effects of increased human activities due to the proposed development. The percent cover of individual groundcover species and vines was estimated. The presence of fauna observed within the plot or in the vicinity was recorded. Evidence of impacts was recorded to assist in determining the quality of the vegetative community on each plot. Investigations of marine communities included near shore areas and extended to approximately 300 feet (91 metres) from shore. Vegetative communities on portion of the property were so highly disturbed that native vegetative communities were essentially non-existent, and were designated as either “Disturbed Upland Communities”, or “Developed”. No wetlands were present on the property. The dominant vegetation present in disturbed uplands community was found to consist of opportunistic, weedy upland species that are typical of disturbed areas. Cow bush was by far the most abundant species on the site, being present in all 16 of the vegetative plots in this community. Other trees present were primarily ornamental species, including palms (e.g., coconut palms and fan palms), black olives and neem. No plant species that are designated as endemic to the Turks and Caicos or the Lucayan archipelago were observed in this Disturbed Uplands habitat. Two species, however, that are designated as “Native Plants of Special Conservation Concern” were observed. The disturbed uplands community was given a low rating for its environmental value and quality. No bird nests or other evidence of significant wildlife value was observed. The developed area consisted of a core three-wing, three story hotel building, that included one shoreparallel wing with views directly north onto Grace Bay, and two northsouth oriented wings with side views to the bay. Approximately 20 percent of the property is developed, consisted of buildings, driveways, parking lots and other areas of infrastructure associated with the resort that formerly occupied the site. Very few wildlife species were observed in the developed areas. This community was given CONTINUED

Marriage for immigration status is illegal, Gov’t warns BY DELANA ISLES TWENTY-FOUR days after the Government announced its plans to tackle the immigration issues in the country, it is now reminding and warning members of the public of the illegality of entering marriage to gain immigration advantage. On Wednesday (August 30), the Ministry of Border Control and Employment, under whose authority the immigration matters fall, found it necessary to remind the public of the consequences related to this offence. Anyone who enters into a marriage designed to gain immigration advantage commits an offence and is liable on summary conviction to a fine of $10,000 or a term of imprisonment of two years or to both. All persons are thereby being encouraged to avail themselves of the rules and regulations that fall under the Turks and Caicos Islands Immigration Ordinance 2015 and
Regulations 2016. Further enquiries can be directed to Customer Service Quality Assurance Manager, Emilio Seymour on 338-4114 or infobordercontrol@ gov.tc in regard to this or any other immigration concerns. Members of the public are being advised to cooperate and obey these rules. The warning comes as illegal workers, along those who are still in the process of renewing their documents through the relevant avenues, have been asked to comply with the laws of the country regarding entry, residency and work permit requirements. August 14 was the last day that anyone who was residing in the country illegally or with expired documents had to leave the TCI or be prosecuted and deported when apprehended. As previously advised by the ministry, the Immigration Regulations 2016 Sections 38 (3)

Extension or renewal of Work Permit (Self-Employed) and 46 (5) Extension or renewal of Work Permit (Employed Persons) provides some exceptions for persons whose permits have not yet been renewed. These are: Section 38 (3) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due
to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but for the extension or renewal. Section 46 (5) If an application for the extension or renewal of a work permit has been made before the expiry of the existing permit but has not been dealt with by the board when the permit is due to expire, the permit continues in force until the application for extension or renewal is dealt with and any extension or renewal in such case shall be taken to have commenced from the day when the permit would have expired, but for the extension or renewal. Therefore, the August 14 deadline does not apply to the following people: those with active applications for renewals or extensions that are already before the labour
commissioner for labour clearances or the work permits boards for work permits; People with applications in for freelance work permits; People who have applied for permanent residency certificates, residency permits, naturalisation or registration, nor any other residence product other than those specified; People that have expired work permits or have yet to apply for the freelance work permits, and who desire to remain in the country after the 14 days are able to apply for same during this period. The ministry also continues to remind those who have remained in the TCI on expired visas without the benefit of an extension and those who have entered the country illegally to leave the country immediately. A reminder is also issued for anyone who has matters under dispute with the Labour Tribunal to contact the tribunal office for advice on status.
Young TC Islander dies while vacationing in Thailand – Thai police are not ruling out suicide BY DAISY HANDFIELD A TWENTY-three-year-old TCI woman fell to her death from a hotel room during a holiday in Thailand last week. The lifeless body of Maxine Vernice Missick was found by a motorcyclist in Hat Yai on August 25. According to a Thai news source, the young woman checked into the Lee Gardens Plaza hotel on Monday, August 21. Missick was found dead by a motorcyclist at 5.30am that Friday, August 25, just a few days before her scheduled departure date.
The motorcyclist told Thai police that he heard her body hit the ground and medics confirmed that she suffered major injuries, including suspected neck and back damage. According to an online report, Inspector General Sornpet Tantiamonchaikul from the Hat Yai Police Department said officers were still waiting for the results of a post mortem examination before ruling on the official cause of death. He said: “Police were notified by the rescue foundation about the accident involving the British tourist Maxine Missick. “She was staying alone in the room. Our investigation showed she
checked in on August 21. “In the room there was no damage or signs of violence. There are no suspicions or investigations into foul play or another person being involved. “A window was open. We believe she either committed suicide by jumping or she fell accidentally.” Missick was a studying biomedical science at Keele University in the United Kingdom. Her friends and family took to her Facebook page to express their grief and astonishment. One said: “No one is indispensable some people say, but some are irreplaceable, and you are!

Josephine Connolly blasts Gov’t on dormant account amendment IN HER first address to the House of Assembly since being fired from her post as education minister, elected member Josephine Connolly has questioned why the Government is attempting to take away the rights of Islanders when there are more pressing issues to deal with. Connolly’s comments were delivered in respect of the Dormant Accounts Amendment Bill 2017, which was read for the second time and debated in the assembly on Monday, August 21. “We have many issues to deal with in this country, crime is rising, the education system is in need of reform, and our borders are under constant threat,” she said. “The hospital contract needs to be reviewed. The service charges for hotel workers need resolution in accordance with the promise we made at the time of the election. “So I am at a complete loss as to why we, as a government, would have the time or the inclination to bring a bill that takes away the rights of Turks and Caicos Islanders to get their own money back,” Connolly told the House. She stated that this is what the amendment to section 10 of the Dormant Account Bill does; it takes away the rights of Islanders to claim their money back from the Government after six years. “I spoke earlier about supporting the Government as we fulfilled the promises we made at the time of the election. “I know that we, as the Government in waiting, did not promise to take people’s right to their

own money away from them.” Connolly said that as an elected member of the house, she interacts with her constituents on a regular basis and no one has suggested to her that the Government should take away their rights to claim their own money. “Why would we want to pass a law that takes away people’s money,” the member questioned. She further recalled that she was an advocate of the dormant accounts legislation when it was brought before the House in 2014, but that was based on the guarantee that Islanders could claim their money back should it be seized from a dormant account. “That guarantee was written into the law in section 10, the same section that this amendment seeks to change by removing that guarantee. “My memory from that debate is that many of my colleagues now on this side of the isle expressed their concern that Turks and Caicos Islanders would lose their bank
accounts and section 10 was seen as the only protection,” she recalled. Before the dormant accounts ordinance was passed, money placed in local accounts could remain there for some 30 years and the account holder would still be able to access it during that time. Connolly noted: “Under the 2014 Dormant Accounts legislation I could come back 30 years later and get my money from government. “But after this amendment you come back after 30 years your money has gone, you come back after 20 years your money has gone, you come back after 15 years your money has gone.” The member said that the Government was not voted in to take away people’s money. She also stated that while she is not blind to the administrative burden section 10 places upon the Ministry of Finance, there is a simple, fair and equitable way of dealing with this, which leaves Islanders in a better position. She further suggested: “The Government should pass an amendment which levies an administrative charge on the balances in the same way that the banks do. “The fee will eventually extinguish all the balances, the smaller ones first, and Turks and Caicos Islanders will be no worse off because of the actions of their Government.” Connolly said she could not support the amendment and expressed the hope that the bill is withdrawn and replaced with one that does not disadvantage Islanders.
$20m South Caicos Airport runway completed – Gov’t to make announcement soon on new terminal BY DELANA ISLES THE SOUTH Caicos (XSC) Airport runway has finally been completed, and the Government is now reviewing the process to commence works on the new terminal. This was revealed by Premier and Minister of Finance, Sharlene Cartwright Robinson following questions posed to her by the island’s representative and PNP elected member, Ruth Blackman during a House of Assembly meeting on August 21. The premier stated that since June the works to the airside of the South Caicos Airport have been complete, and that immediately following this on June 19, the TCI Airports Authority inspected the works. The premier also revealed that the
work came on budget at $20,144,111. She was also asked for a status report on plans for the new terminal building which are part of the redevelopment works for the entire airport. “There were concerns surrounding the process including the cost which exceeded the budgeted amount of $8 million, and which resulted in a review of the entire process and works,” the premier responded. “However, we are at a point where a decision can be made and is imminent.” She added that an announcement will be made soon with regard to this. When the entire redevelopment is completed, the premier said the airport will be able to accommodate the critical aircraft Embraer 195, which holds 70 to 120 passengers for
scheduled operations. She added that it will also be capable of accepting larger aircrafts up to the Boeing 737, which holds 80 to 215 passengers on a nonscheduled basis. The construction has been broken down into three phases being: phase one - the tower, phase two - the airside works and phase three - the terminal facility. The first phase of works saw the construction of a control tower, while the second phase consisted of the airside works, which include the resurface and extension of apron, resurface and extension of taxiway, new lighting system, as well as new perimeter fencing. Phase three consists of the design build of the terminal building and fire hall.
HEALTH OF THE LOBSTER INDUSTRY
THE NEW lobster season, which opened August 15, showed a 25 percent drop in landings for the first day. Is this an indication of the dwindling health of the industry? What can be done to ensure the survival of this important sector of our economy?
Fewer fishermen
I understand that there were fewer fishermen out on the first day than last year. This may be the reason as the fishermen I know have told me it is better this year than last. We will see.
Less is more
The TCI’s fisheries management suffers from a common form of insanity – they keep doing the same thing, expecting a different outcome. The bulk of spawning in TCI lobsters takes place from mid-March until mid-August. Ideally the lobster season should be closed for all this time (e.g. March 15 until August 15). Another factor affecting catch is size. When the season opens every year, last year’s undersized lobsters have had time to gain weight. The more time they have, the bigger (and more valuable) they get, which equates to more pounds landed at the opening of season. Furthermore, as the end of season draws near, the legal-size lobsters have been mostly fished out. Therefore, landings that take place in the end of March are usually spawning and/or undersized lobsters that will never have a chance to spawn and/or gain weight. Closing the season on March
15 results in larger, more abundant lobster. The one year this was done (2014 to 2015) resulted in the highest catch in recent history the following season. When it comes to the length of lobster season, less is more.

First and foremost - get a handle on the poaching! Then close sections of the bank to ALL lobstering and conching for two years at a stretch. Not the entire bank, just two to four protected areas to let stocks regenerate.

Fortis unveils $10.8m operations and engineering centre BY DELANA ISLES A NEW multi-purpose building that brings together the engineering and operational functions of FortisTCI under one roof, was officially opened on Wednesday (August 30). Dubbed the ‘Operations and Engineering Centre’, the new facility is a $10.795 million project constructed over a 20-month period. The three-storey building, which is also located on Leeward Highway in the compound of the utility company, was officially opened with a ribbon cutting ceremony. In attendance were members of the local and business community, FortisTCI employees, president and CEO Eddinton Powell, several of the company’s local, regional and international executive arm, as well as Barry Perry, president and CEO of parent company Fortis Inc. During his remarks, and looking very pleased, Powell revealed that the facility is intended to integrate new and innovative technologies and infrastructure to ensure that the company can meet the growing energy needs of the Turks and Caicos Islands. “It is especially pleasing to officially open this building that has been designed to support our
customer-focused mission of greater operational efficiencies, delivered via trained and engaged employees utilising the latest technologies.” He added that available, reliable and affordable energy is fundamental to the continued growth and development of the TCI’s’ economy. Powell also recalled the company’s investment in the local economy over the years, stating that Fortis has invested approximately $340 million in capital infrastructure over the past 11 years, and that most of that investment was made directly in the local economy. “Let us conservatively estimate that 40 percent of that investment was paid for goods and services locally, that would represent some $130 million injected into TCI economy by this company.” Other remarks were delivered by the company’s vice president of finance for Ruth Forbes, on behalf of the minister of infrastructure, Goldray Ewing, who was unable to attend the opening, following which the ribbon was cut and a guided tour of the facility was conducted. The 20,220 sqft building will house the company’s engineering, environmental health and safety and site services departments, the transmission and distribution and

energy production administration offices and a new systems control room. The new systems control room features the latest supervisory control and data acquisition (SCADA) platform, and state-of-the-art, consoles, displays and equipment all designed to improve efficiencies throughout the company’s transmission and distribution systems and meet future growth over
the medium to long term. The building was designed by architect John Redmond of John Redmond Associates and built by Projectech Construction Management and Services. Leading the project at FortisTCI was Devon Cox, senior vice president of operations with support from Alvejes Desir, manager of plant control and Caltricia HamiltonEvans, engineering assistant.
The newly opened building is one of two major construction projects that FortisTCI is undertaking this year. The other project is a new multipurpose building consisting of offices for technical staff, a warehouse and workshop. This facility is currently under construction in Grand Turk, and is expected to be completed by October 2017.

IT IS illegal to drive without a driver’s licence or an expired driver’s licence and there will be a penalty for those committing the offence, according to the Road Safety Department. These sentiments were expressed in a press statement issued by the department last week. The statement also mentioned that it is illegal to operate an unlicensed vehicle. Acting Director of the Road Safety Department, Wilbur Caley, said in an interview that residents can expect to see more police patrolling on the streets in an effort to crackdown on offenders. He said: “You will see the police from time to time on our streets making stops. “The plan, I understand, is to increase the number of traffic stops that you will see taking place, so that persons who are driving without the proper licences will be ticketed and taken to court, in some instances for driving without the proper licences.” Motorists are advised to update all expired driver’s licences and those who have applied for a driver’s licence are encouraged to visit the

The department also took the opportunity to advise the public that renewals are now processed on the same day. If the application is submitted in the morning, the maximum turnover time is three days.

an extremely low rating for its environmental value and quality. No bird nests or other evidence of significant wildlife value was observed. Approximately 25 percent of the property consisted of a sand strand and beach dune community. A wide un-vegetated beach averaging approximately 75 feet in width above the mean high water line extends in a shore-parallel orientation along the entire 635 foot frontage on Grace Bay. Holes of ghost crabs were observed in the sandy beach. No evidence of sea turtle nesting was observed, but other beaches along Grace Bay have been documented as having been used for nesting by marine turtles. MARINE INSPECTION Marine inspection revealed the presence of three marine habitat types – barren sand, sea-grassdominated submerged aquatic
vegetation and marine-life on intermittent hard substrate. The vast majority of the bottom within the assessment area consisted of barren sandy bottoms that were devoid of submerged aquatic vegetation, corals, reefs, hard bottom or other submerged epi-benthic natural resources. Due to the lack of extensive hard-bottom and coral reef habitats within the marine assessment area, relatively few species of corals, fish and other marine life were observed. Preliminary site geological investigations suggest that the physical substrate is sufficient to support anticipated site development. Established, local technologies for structure and foundations are suitable for this project site. The recently approved maximum allowable building height on Providenciales has increased from seven storeys or 90 feet to 12
storeys or 150 feet. The Ritz Carlton Resort and Residences project is designed to conform to the requirements of the Turks and Caicos Building Code. The project would be designed and constructed in accordance with the requirements of the National Fire Protection Association life and safety Code, 1981, NFPA 101, and amendments. The Crown Land Policy would impact the proposed development in the case of proposed activities on the beach, coastal areas and within the marine environment. Permission would need to be sought from the Crown for developments on accreted lands, including construction of beach structures and activities within the marine environment. The project has been designed to conform with, and operate in accordance with all the basic requirements of the Public and Environmental Health Ordinance.

Dead fish at Flamingo Pond ‘unsettling but natural’ BY GEMMA HANDY ALARMING images showing hundreds of dead fish at one of the TCI’s prime natural tourist attractions are no cause for panic. Nor does the “unsettling natural phenomenon” pose any threat to North Caicos’ prized 10,000-strong flamingo flock. That’s according to environment chiefs who hastily issued a statement after a video was widely circulated on social media earlier this week, revealing the mass die-off at Flamingo Pond. Intense seasonal droughts are being blamed for triggering conditions which killed hundreds of shad, snapper, barracuda, permit and mojarra fish. Government workers investigated the site on the west shore of the pond – sometimes called ‘Big Pond’ – which is part of a national parksprotected nature reserve. Officers from the Environmental Health Department and Department of Environment and Coastal Resources (DECR) visited the area separately to collect samples for analysis. The fish are said to have shown signs of ammonia poisoning which can occur due to a lack of rainwater. Intense summer heat causes pond water to evaporate. This increases salinity and the presence of waste metabolites like ammonia and carbon
dioxide – and depletes oxygen, making it hard for fish to breathe. “It’s as natural as night and day,” Ralph Higgs, Environment and Tourism Minister, told the Weekly News. “It happens from time to time due to prolonged drought. I have known it happen before; just last year, ponds in Middle Caicos dried to the point where some fish died.” Minister Higgs said the video’s “viral spread” had sparked concern and speculation about Flamingo Pond’s health. While it “appears unsettling”, it is just “part of our wetlands ecosystem,” he explained. For aquatic life to survive, both in the wild and in aquariums, ammonia levels should be zero. Presence of any ammonia – fish’s primary waste product – is an indication that the system is out of balance. FLAMINGOES WILL RETURN As for North Caicos’ cherished flamingoes, numbers are currently low but their frequent movement is normal, said Higgs. “Some flamingoes have left but they will come back. Their estimated total population is 10,000. “They often move around to other locations in the country and return at a time of their choosing.” Kathleen Wood, of SWA Environmental, agreed, saying:
“Flamingoes eat a wide variety of foods, including small crustaceans and aquatic vegetation, plus algae which would actually flourish under conditions of high nutrient loading. “It is probably not the lack of food that forced them out.” She continued: “Flamingoes naturally enjoy a large range and will move around from place to place, depending on conditions and food availability. “I have noted hundreds of them at a time on East Caicos during some times of the year, and other times of the year they are completely absent. “They probably didn’t like the current conditions at Flamingo Pond and simply moved elsewhere.” Meanwhile, members of the public are being urged not to collect dying or weakened fish from the pond to eat. This “has been practiced historically but is not advised,” Wednesday’s government statement warned. Higgs added that this was in tribute to the nature reserve’s protected status. “This is national park land and people are not permitted to take fish from there,” he said. Flamingo Pond falls within the North, Middle, and East Caicos Wetlands Nature Reserve, an area of international importance due mainly to the large numbers of native and migratory birds which thrive there.

Long Bay High designated ‘Junior High’ – Third formers will join next year BY DELANA ISLES A PROPOSAL by Minister of Education, Karen Malcolm to designate the Long Bay High School as a ‘Junior High’ was on Wednesday (August 30) endorsed by Cabinet. This means that only first, second and third formers will attend the Long Bay school, while fourth and fifth formers will be schooled at the Clement Howell High School in Blue Hills, Providenciales.
As such, the Clement Howell High School has now been designated as a ‘Senior High’. This was confirmed by Premier Sharlene Cartwright Robinson on Thursday. The premier also stated that no additional costs were incurred in the re-designation of the two schools. not completed … so starting next September the third formers will be at the Long Bay High School.” The school repairs for all other public schools are still ongoing and it is hoped that all repairs are completed by this weekend, the minister said in response to queries from other members of the House. The Long Bay school was commissioned on November 26, 2015, and embraced its first batch of students in the first form in January
2016. It was initially slated to be constructed in two phases, with the first phase accommodating all first formers or year one students who registered for public high school in Providenciales, while the second phase would allow for the enrolment of students entering forms two to five. All public schools across the Turks and Caicos Islands will reopen on Monday, September 4.

Caribbean tourism experts advocate collaboration THE CARIBBEAN Hotel and Tourism Association (CHTA) has applauded efforts by the region’s public and private sectors to grow tourism, But it cautions against the inherent risks if the sectors do not work more closely together to resolve differences. With regional and global investor confidence critical to the Caribbean’s tourism future, on Sunday (August 27) the organisation issued a call for more effective collaboration. It pointed to tourism’s immense contribution to employment, entrepreneurial activity, tax revenues and its untapped potential to grow and develop to the benefit of the Caribbean’s people, governments and the industry. Given that the Caribbean is the most tourism-dependent region in the world - generating more than 80 percent of GDP in some jurisdictions - the CHTA maintained that tourism’s contribution to the region’s economies cannot be understated. Travel and tourism is already one of the world’s largest economic sectors, supporting 292 million jobs, and is projected to become the largest in the next several years. Frank Comito, director general and CEO of CHTA, said that a healthy investment climate and investor confidence are linked directly to good governance and sound business practice.

CHTA recognises the committed and hardworking public sector officials who are devoted to ensuring Caribbean countries and territories continue to generate revenues to maintain systems that keep communities running. The association also observes greater resolve by civic, business and government leaders to create
a more positive investment climate, eliminating the corruption, bureaucratic apathy and inefficiencies stifling development in other regions. The common ground between the public and private sectors is far greater than points of difference, CHTA asserts, and the Caribbean should focus on what can be done together for the greater good while addressing differences in a manner that engenders confidence and trust. Expressing concerns about those situations where the public and private sectors do not see eye-to-eye, Comito was confident that all parties, today and in the future, will rise above their differences to work together towards what is best all around. He asserted that collaboration was beneficial not only to the thousands of people directly benefiting from tourism, but also to the investors who have risked their resources and placed their confidence in the stability and predictability of investing in the region. “Our region has come a long way and we should remember these achievements as we move towards honourable conclusions to unfortunate misunderstandings.”
Cabinet to approve new primary school for Long Bay Hills ON WEDNESDAY (August 30) Cabinet advised the Governor to grant a long term lease for a Crown land parcel at Long Bay Hills, Providenciales, for the development of a public primary school. The announcement came via the post Cabinet statement on Thursday. The lease is granted to the Ministry of Education, Youth, Sports and Library Services over in accordance with the Crown Land Ordinance subject to an environmental impact assessment being carried out and other environmental considerations being met. Governor John Freeman was also advised to approve the first registration of approximately 0.14 acres of accreted Crown land in Providenciales and to grant a longterm 99 year lease to Mansfield Hotels over that parcel of land for the purpose of regularising its occupation of that land. Cabinet also called on the Crown Land Unit to prepare a policy on accreted land as a matter of priority. He was further advised to approve the allocation of Crown land parcels at East Suburbs in Grand Turk to successful applicants who filed applications under the Grand Turk Residential Land Allocation Scheme GDT002 in accordance with the Crown Land Ordinance. Meanwhile, approval was given for MSME concession orders to
North Win Unites and Bayside Estate to operate vacation rentals in Grand Turk and North Caicos respectively in accordance with the MSME Development Ordinance 2015. During the meeting, Justine Pierre of Dunn, Pierre, Barnett and Associates made a presentation on the outcome of the National Skills Audit and Migration Survey consultancy. Cabinet is set to reflect on the recommendations in the report. The members also noted the financial performance of the TCI Statutory Bodies for the period April to June 2017 as submitted in the First Quarter Financial Report for the Financial Year 2017/18. The publication of the report was also approved, however concern was expressed about the financial position and management of some of the statutory bodies. Approval was given for the publication of the First Quarter Financial Report, which shows financial performance of the TCI Government for the period April to June 2017. Cabinet also received an information paper from the premier, as Minister of Finance, Trade and Investment, on the status of the loan portfolio purchased from TOLCO which was formerly managed by Invest TCI. The body further advised the
Governor to revoke the appointment of Natasha Hall as Secretary of the Immigration Appeals Tribunal with effect from August 30, 2017 and to appoint Lillian Gibbs, a civil servant attached to the Employment Services Department. She will replace Hall with effect from Thursday, August 31. The Governor was also advised to approve the extension with immediate effect of appointments to the TCI Health Practitioners Board for a period of one year in accordance with the Health Practitioners Ordinance. They are Dr Nadia Astwood, as chairman/ex-officio member; Dr Dionne Lightbourne, member; Audrey Ewing, member; Shanwell Gardiner, member; Dr Kendra Gardiner-Hall, member. An update was on the refurbishment and other works being undertaken at HM Prison on Grand Turk was presented by the Minister of Home Affairs. The premier presented an update on the latest financial position of the National Health Insurance Board (NHIB) including on measures to increase revenue inflows to the NHIB. While the Minister of Health updated Cabinet on steps being taken to arrest expenditure by the NHIB. Cabinet members agreed on measures to be taken to address the management problems at the NHIB.

Fighting for a full pension Dear Editor, According to the latest available figures, there are 32,710 people living in 16 Caribbean countries entitled to a British government pension. Most of these people are Caribbean nationals yet 25 percent of them are cheated out of part of their pension every year by the British government. The British government misuses a piece of outdated legislation to save the British exchequer millions of pounds each year by failing to meet its commitment to pay pensions to Caribbean nationals who have paid exactly the same as everyone else for their pension. It is simple and straightforward discrimination. The UK government claims that anyone leaving the UK for a country with which there is no reciprocal
agreement will have their pension frozen at the time of leaving and will not receive annual increases. This is an abuse of legislation which was designed to protect pensioners not penalise them. More puzzling is that if you move to one of the British dependent territories such as Montserrat, Anguilla, the Cayman Islands, the Turks and Caicos Islands or the BVI, you still have your pension frozen. How can the UK government have a reciprocal agreement with a territory over which it has overall control? About 60 percent of British Caribbean pensioners live Jamaica and about 15 percent in Barbados and they have their pensions uprated every year. But if you are unlucky enough to have moved to one of the dependent territories listed above or to Dominica, Grenada, St Kitts-
Nevis, St Lucia, St Vincent, Antigua, Trinidad or Guyana then the British Government cheat you out of part of your pension each year. However, if you live in the USVI or Guadeloupe or St Maarten, St Barts or Martinique, never British territories, or in Jamaica and Barbados, you do get your pension increased each year. How fair is that? Worldwide, the British government annually cheat 550,000 pensioners out of part of their pension, mostly in Australia and Canada but not in the United States. Of around 200 countries, 150 are discriminated against by the UK government. In 2006 an organisation called the International Consortium of British Pensioners (ICBP) comprising other groups around the world but particularly those in Australia and Canada, was founded to fight the
British government. Recently, the ICBP invited the Caribbean to set up its own organisation - the British Caribbean Pensioners Association (BCPA) - to assist in the fight for the rights of British Caribbean pensioners. At present, there is an Early Day Motion being presented to the UK parliament to correct the injustice but it needs support from UK MPs. Anyone with a frozen British pension should write to the MP where they last lived in the UK and urge them to support EDM 159 details can be seen at https://www. parliament.uk/edm/2017-19/159. the UK government to end this discrimination. There have been suggestions that the UK should be suspended from the Commonwealth until it introduces equal treatment for all its pensioners as its discrimination is contrary to Commonwealth principles. At the end of October a group of representatives, including one from the Caribbean, is travelling to the UK to meet with MPs to press for a correction to this massive injustice. The more support from British Caribbean pensioners, the greater the pressure which can be brought to bear on the UK Government. Tourism development with boutique flair Dear Editor, There is no universal definition for luxury tourism. One person’s luxury is another’s ordinary. Even if there was a definition of a tweet length, what purpose does it serve? Why hide behind academic fabricated definition that is no better than an astrological horoscope profile that one can read in a boulevard magazine. Everyone has his own perception what luxury tourism is, according to his own needs, desires or commercial interests. All the perceptions have wild variations. The perspectives are also multilayered. There is already a distinction between ultra-luxury and affordable luxury. For those who like the idea of developing luxury tourism for the benefit of a destination how about a straight talk three-word definition like ‘Big Spender Tourism’? The first thing that may come to mind for the development of such tourism segment is five-star-plus hotels. I would consider such naïve thinking. My primary thoughts would be about what this clientele is really looking for, how does it fit in their lifestyle, and what might meet their expectations. Here are the ten things that they expect: 1) Secluded pristine white sandy
beachfront with crystal clear and turquoise waters 2) Lush tropical emerald greenery with palm trees and flower bursting landscaped gardens 3) Boutique properties styled after traditional island architecture 4) Harmonious sense of place that blends masterfully into the natural surroundings 5) Private utopia to unwind, lifetimes away from the hustle and bustle 6) Daily life adorned with elegance, intimacy and serenity 7) Savoring the spice-of-life in a heaven like paradise 8) Impeccable personalized, detail-oriented service delivered by a passionate team 9) Unmatched sophisticated amenities in style with contemporary comforts 10) Cultural authenticity and genuine conviviality of the Caribbean These are the development benchmarks that need to be considered. If one cannot meet eight of the ten on this list, the advice would be to try try-harder or start rethinking. Mind that this listing nowhere includes the two words that you might have expected, ‘luxury’ or even ‘hotel’. Commonly recognised as the Caribbean hub for exclusive guests like celebrities and tycoons, St Barth, apparently has twice as many
villas that are rented out than it has hotel rooms. The next thing that may come to mind as essential to develop this exclusive tourism segment is to have a big international airport to receive these guests. Again, naïve thinking. If we use a bit more class and elegance to replace the crude definition ‘Big Spender Tourism,’ this category of people is usually known as high-net-worth-individuals (HNWI) and ultra-high-net-worthindividuals (UHNWI). Most of these affluent persons arrive on private jets. Many of these jets only need a runway of about 5,000ft/1,500 meters even when they come from far away. Some of the most beloved island destinations worldwide can only be reached via a hub airport. The one claim that can be made with high accuracy is that ‘big spenders’ typically don’t arrive from abroad with cheap airlines or low cost carriers. Surveys and research in the Caribbean have indicated that private flyers spend an average of $69,000 on that destination. Furthermore, these visitors do have the means to invest in a destination, if they like the location. It underlines the thesis that depending on ‘headcount statistics’ is one of the worst mistakes made in tourism development. How much each ‘head’ actually
spends is a better indicator for what concept should be advanced. To top it all off, high net worth individuals are more loyal visitors to return to a particular destination and in many cases, more than once per year. Destinations that offer more authenticity and are less commercialised are more to their liking. These people may not be considered vacationers anymore. The multiple visits can make them integrated part-time members of the community and they may become valued friends. There is not only a positive economic impact coming from this visitor segment. It has a positive social impact also. The affluent individuals are usually successful individuals. The saying goes that success breeds success. It may a bit of exaggeration but it could rub off on a community that has to adapt to the expectations and demands of their guest who are actually raising the bar. The upscale guests who have personal preferences that combine enrichment, enjoyment, but also education, can encourage communities to maintain their culture and society. They appreciate access to the local people, places and experiences that represent all that is authentic about a destination. Becoming more affected to a
community and destination may result in an increased willingness to assist in improving the quality of life the members of a community. These visitors, who often wish to immerse into local culture than ever before, will protect the natural resources and the culture of a destination for future generations. A fact is that on the international tourist market, there is one segment that keeps expanding regardless of any set-backs, be it recession, increased full prices, currency fluctuations; it is the upscale or luxury market remains on top like oil on water. I’m not advocating that luxury tourism as something all could or should pursue. In cases where destinations put more emphasis on mass tourism, it is hardly feasible because the two segments are like the oil of the affluent and the water of the masses, and they just don’t mix. While others see the minimum standard of luxury tourism as the development of five star hotels. I have tried to give you different exclusive boutique perspective. TCI’s young people SEVERAL weeks ago, I was shocked when O’Brien Forbes on the Patriot Hour read our premier’s August 3 statement on crime. In her statement she attributed the increase in crime within the Turks and Caicos Islands to a few “misguided youths”. I was further disappointed on hearing the interview given by our premier while in the Bahamas, where she reiterated that this spike in violent crimes and robberies is accredited to our youths. I could not and still cannot understand how such things would be said about our TCI youths. Mind you, our honourable premier has served as the youth director of the Turks and Caicos Islands Baptist Union since 2006. Following on there from she became president of the Caribbean Baptist Fellowship’s youth department, making her an ex officio member of its executive board as well as a vice president of the Baptist World Alliance Youth Committee. For a person that is considered by some to be a champion for the young, it is most disheartening to see our premier join the long list of persons to pick on our youths - while at the same time forgetting who
raised them. It is said that a government’s budget is a financial expression of its priorities for that fiscal year. With this in mind, let’s have a look at the priorities of this Government when it comes to our youths. First, the Youth Department: The Youth Department’s budget estimate increased by $2 this budget cycle. That’s right, $2! In other words, dollar chicken and dollar fries from Sweet T’s! While $2 makes for a nice meal on a budget, it does not do much in the way of funding youth development programmes and initiatives. Second, scholarships: The scholarship budget estimate decreased by $59,554 this budget cycle. Now we can understand why only 43 full and partial scholarships/ grants were awarded this year. The scholarship projections for the next few years also see a further reduction by an additional $63,791. The Department of Culture also saw a $5,650 decline this budget cycle. Similarly, The Sports Department saw a $16,966 cut. When you look at the numbers, it’s very clear that this premier is not a champion of the young who helped
to put her and her Government in office. Moving on to the police and prisons, they both saw an increase of $365,674 and $242,485 respectively - the majority of which is allocated for adding additional staffing and not the funding of initiatives and programmes. Case in point, the ‘Chance for Change Programme’ has been mentioned several times by the minister of home affairs over the past several weeks as a solution for youths coming out of prison. Unfortunately, the budget tells a different story - as the line item of prisoner intervention has only increased by $6,000 to $22,000 this budget cycle. Exactly how many prisoners does this Government intend on helping with $22,000 over a 12-month period? To add an additional insult to injury, on Saturday, August 5, the Minister of Immigration appearing on the Haitian community radio station, Hope Radio, encouraged kids of work permit holders, who would have been in our school system for many years but aren’t going on to college, to apply for something called freelance work permits.
In an environment where TCI youths are already stereotyped as lazy, unambitious or misguided - our Government is unfairly asking that they compete against the children of work permit holders who will ensure that their kids get a leg up in the job market while our Government sits idly by. This is unconscionable. There are many programmes that the Government can emulate or replicate for the betterment of our youths. However, these questions must be asked: Why aren’t we expanding the youth apprenticeship programme at Beaches TCI to include other resorts and work places? Why are we not increasing the previous administration’s policy of making the TCI Community College (TCICC) free for Turks and Caicos Islanders under the age of 40 and/ or making it free for all Turks and Caicos Islanders in general? The way I see it, is that older persons can utilise the TCICC to retool themselves and the young can attain their first degree or various certifications that are offered at the college. The fact is you pay a lecturer the same amount whether they teach 10 students or 45 students, so an
increase in the student population would result in an increase in the options offered at the TCICC. With the much touted ‘Chance for Change Programme,’ it seems that it is easier to get help after going to jail, rather than getting the help to prevent you from going there in the first place. The African proverb ‘It takes a village to raise a child’ is no truer today than it was I when I was a child. It is imperative that our Government puts measures in place to ensure that the youths of today and tomorrow makes positive contributions to the society in which they live. Immigration and integration THE LEAD story in the Turks and Caicos Islands in recent weeks has been the action of the Government to straighten out illegal immigration. Illegal migrants have been ignored for well over a decade. This ignorance raised the level of encouragement from the illegals living in TCI to potential illegal migrants living in Haiti and the Dominican Republic. If the news in Haiti becomes, “don't come because you will be found, arrested and sent back home,” then and only then we just might see fewer people risking their lives by paying an illegal human traffic agent to board a risky rickety ship. Further more, those with expired work permits might not risk being deported because deportation puts their name on

the list that prevents them from returning legally. They just might take the legal route, go home and try the legal way. We do need workers but they must be legal. We must expedite legal entry and not stall the process for multiple months while raising the cost so high it encourages illegal stayovers and illegal entries. That has been the case for years.
Minister Astwood is working on all aspects of the mess left to him by years of ministers who created the problems then ignored them. All part of the ‘mess’. We remember the mess we saw in one or two illegal Provo communities a few years ago. A multiple dwelling building without a tie beam but with its raw sewer emptying directly into the sea. A heavy-set stark naked woman

The next aspect of immigration in our opinion is threefold. -Placing our own and bringing our own people home to take the important jobs now held by contracted foreigners who have no stake in the TCI. No stake except to earn our American dollars and send them home, outside the TCI. -Let us bring in skilled foreigners who want to spend their lives in the TCI and become Turks and Caicos Islanders for the rest of their lives. That can be a good thing if managed. -Opening the doors to the North and South American retirement communities.
Folks who will build and buy homes here and live here in retirement. Bringing their pensions and savings to spend in our economy. Make it easy for them to come and stay. They do not want voting rights but they do expect good healthcare. That also is a mess caused over 14 years by our last premier. A massive health care mess that will take time and commitment to straighten out. Pretty hospitals and clinic buildings can do nothing without dedicated staff. Medical buildings staffed by TCI native and naturalised health care workers. Not foreigners passing through! We need real immigration and integration.

When we put people into leadership positions in our churches who do not meet scriptural qualifications.. When we make little effort to witness to the lost. When we do not tremble at the Word of God. When preaching lacks conviction, confrontation, and divine fire and anointing. When we seldom think thoughts of eternity. When God's people are more concerned about their jobs and their careers than about the Kingdom of Christ and the salvation of the lost. When church services are predictable and "business as usual.". When sin in the church is pushed under the carpet. When our prayers lack fervency.
When our hearts are cold and our eyes are dry. When we aren't seeing regular evidence of the supernatural power of God. When people have to be entertained to be drawn to church. When our music and dress become patterned after the world. When we start fitting into and adapting to the world, rather than calling the world to adapt to God's standards of holiness. When we are more concerned about what others think about us than what God thinks about us. When we are unmoved by the fact that 2.5 billion people in this world have never heard the name of Jesus. When the lost world around us doesn't know or care that we exist. When we are making little or no difference in the secular world around us.
I Corinthians 14:8, “Again, if the trumpet does not sound a clear call, who will get ready for battle?” The Turks and Caicos Islands is in crisis. This nation has become bitterly divided by opposing ideologies, religion and denominational barriers that are ripping apart the Christian fibre of its nation. There is a clarion call for revival. The greatest revival Bin history is just not just the healing of bodies or a church catching on fire again, or even an organisation or a denomination being re-fired.

All through the history of the church at different times in different places there have been great revivals that have had tremendous impact on their communities, their states and even nations and societies have been transformed as the result of God sending revival. But no revival, has ever equalled the depth and the width of the revival of Ezek Ch. 37. An entire nation was raised from the dead in one day. The reason I want to draw your attention today to this mighty revival is to show you the awesome omnipotent resurrection power of the Holy Ghost. The reason that is so important is because: God does not change, and he is no respecter of persons of people, of race, of country, or nation. It doesn’t matter if your rich or poor, educated or uneducated, black
or white, young or old. The point I’m making is: The same Holy Ghost and power that blew through Ezekiel’s bone yard that day and produced the greatest revival in history, is the same Holy Ghost moving in the church today and it’s the same power that can revive Turks and Caicos and its churches. The church is in critical need of revival. It is sad but true, the church has done a poor job in how we represent Christ. The church has become a stumbling block to many sinners and backsliders. It is a crying shame when sinners can rightfully call believers wicked. It is a crying shame, when so many of God’s people hands are mixed up in witchcraft and sorcery. God told me to tell this nation, to put down their idols and strange worship and return to him, for there is a handwriting that is on the walls of Turks and Caicos and judgment is pending. Will this nation continue this course of turning away from God and stepping away from Christian principles? If so, what kind of future Turks and Caicos will your children and grandchildren live in? What will be our excuse if we do nothing to stop this decline? Somehow, we must realise we are in crisis, and we must put aside the things that have kept us from getting involved.
Churches must realise that Christianity is not about competing for the biggest congregations or churches but rather our primary focus should be the final mandate, that Jesus left for the church, Matthew 16:15-18, “And he said unto them, go ye into all the world, and preach the gospel to every creature. “He that believeth and is baptized shall be saved; but he that believeth not shall be damned. “And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues; They shall take up serpents; and if they drink any deadly thing, it shall not hurt them; they shall lay hands on the sick, and they shall recover.” We are not fulfilling the mandate. The only hope for our nation is God. The problems that we face are not political, but spiritual. No candidate or political party alone can save our nation. There are no human solutions to remedy the situation we are in. Only God has the answers. We are in a Joel 2 moment in our history. God’s remedy for a nation in crisis is to gather the leaders and the people to humbly pray and repent of national sins. I encourage leaders from all over Turks and Caicos to gather, and call for a Solemn Assembly, your future depends on it. Please help us carry this Gospel around the world. Relief team revisits Haiti to help hurricane victims BY DAISY HANDFIELD A TEAM of 12 from the Adventist Development and Relief Agency (ADRA) visited Haiti for the second time to assist victims of 2016 hurricane Matthew. The ADRA team flew out to Haiti for the first time last year November after the category four hurricane swept through the country the month before, leaving devastation and massive flood damage in its wake. Assistant director for ADRA Jermaine Reid spoke on behalf of the team, stating that they were elated to be able to go back for a second time to finish what they started. He said: “This time we went in to continue what we started in November of last year… we visited Les Cayes with clothing for the needy children there, but our major project was the painting of a school and the giving out of backpacks and
school supplies for back to school. “Also, the conducting of a vacation Bible school which was very successful.” Upon their return last year agency officials recalled the levels of devastation that they saw while they were there. They spoke of houses and school structures which were completely destroyed by winds and rain water. “Some work has been done, but there is a lot that needs to be done. In the area that we went in, the people are just surviving; just trying to hold their heads above the waters to survive,” Reid said. Director of ADRA Almartha Thomas elaborated more on the depressing living conditions that the team witnessed there. She said that a lot of people were still living in tents around the sea coast. Thomas added that the dwellers were thankful for the donations and happy that the team took the time out the visit. The team returned to the Turks and

The aim of the ADRA is to provide a network of volunteers in an effort to assist the needy and unfortunate within the TCI and the entire Caribbean.

National Trust launches silver jubilee ESTABLISHED in 1992 with a mandate to protect, conserve and promote the cultural, historic and natural heritage of the Turks and Caicos Islands, the Turks and Caicos National Trust (TCNT) now celebrates its silver jubilee. Kicking off the celebration, members of the TCNT engaged in its annual general meeting for the year on August 25 at the Blue Haven Marina conference room.
Following which, the trust’s silver jubilee celebration programme was launched. Goals and activities to celebrate the significant achievement of 25 years of service to the people of the Turks and Caicos Islands are planned throughout the rest of this year, culminating in July 2018. Patricia Bradley, wife of former and now deceased governor of the
Turks and Caicos Islands, Michael Bradley was instrumental in the conception of the trust in 1992. She sent her congratulations to the governance council, executive director and staff for reaching such a memorable milestone. Bradley expounded on the tremendous responsibility of the trust in sustainable tourism and guarding and conserving the cultural, historical and natural
heritage of the Turks and Caicos Islands. She also reflected on the initial stages in the development of the organisation, and how these were exciting, but yet challenging periods. Bradley applauded the founding members and all those who have supported the work of the trust through the years. Part of the celebrations included
honouring the five past chairmen who steered the governance council in oversight of the organisation over the 25 years. The first chairman was Oswald Williams, Royal Robinson, Michael Taylor (deceased), Norman Hamilton and Princie Harris, respectively. Also on the evening’s agenda, was a timeline video depicting scenes, events and achievements from 1992 to 2017.
Youth centre pupils participate in multimedia camp BY DAISY HANDFIELD NEARLY 20 pupils from the Edward Gartland Youth Centre (EGYC) participated in a multimedia camp last week Monday, August 21, to Friday, August 25. The initiative was held at the centre’s headquarters in Downtown, Providenciales, and saw guests such as cameraman Renau Destine from Spotlight Communications and Fox News writer and anchor, Kelly Wright. The first three days were hosted by the team from Spotlight Communications who taught the children how to use a video camera. They also collaborated with the children to produce a Crimestoppers video. Fox writer and anchor Wright hosted the final two days, teaching the children some of the important elements of news writing. The children also produced a
show called Good News Turks and Caicos Islands, with the assistance of Wright. The anchor told media houses that he has been in the news business for about three decades and wanted to share his knowledge with those who aspired to enter the mass communication industry. He said: “I have been in this profession for 30 years now and I have been blessed to do some great things, but the greatest thing I can ever do is repay, or give back to those communities that helped me grow up. “Now, while I did not grow up in Turks and Caicos, I see young minds and hearts desiring the same things that I had hoped to accomplish at the age of 12 and 13, by some stretch of a miracle. “I am actually here, not to just have fun in the sun, but to actually try and instil my experiences into the children; give them a sense of

actually having the same aspirations that I had as a child and to go out and accomplish it.” Faith Brown, a youngster who attended the workshop, said that her dream is to become a trained journalist. “We came together and made up this whole new television show called Good News Turks and Caicos Islands and we were basically giving
each other lines. “Mr Wright was telling us what to do and how the news business goes on,” she said. Sarah Stuart, another attendee, said that the workshop helped her a lot in projecting her voice. She added that naturally she is a bit shy, but the training has help her to build up her confidence level, especially when it came down to
speaking in front of large crowds of people. Wright is an American reporter for Fox News and co-anchor of America's News Headquarters on Saturday, and is based in the network’s Washington, DC, bureau. He was a co-host of Fox and Friends Weekend from July 2006 to January 2008.

Pupils interact with guest speakers during college orientation BY DAISY HANDFIELD PUPILS were granted the opportunity to hear from working professionals who previously attended TCI Community College during orientation at the Providenciales campus on Tuesday (August 29). The young adults were briefed on the importance of preparing for their future by investing in their education from an early age. Past student at the college and well-known entrepreneur Wellington Williams shared a story with the pupils on how he had to repeat subjects at the college because he was not as focused as he should have been. He said: “Everybody might think that I had an easy ride through college, but even though I am telling you guys this, I actually was one of them that did not pay attention
in some classes and I watched my whole class graduate, but guess who was behind because they failed two courses?” He explained to the pupils that they may struggle with failure through life, but that should not be a reason for them to not try or give up. Rachel Harvey, public relations officer at the college, said that she was impressed with the turnout for the orientation, stating that it was the largest number she had seen since her time there. The college is offering a series of short courses for the new academic school year, including fruit carving, international cuisine and mixology - all available at the campus in Providenciales. Some new degree courses will be added to the college course list as well. “We have some new courses that
we have coming on stream. For the Grand Turk campus, we have an associate’s degree in clinical nursing, associate’s degree in surveying and a bachelor’s degree in social services,” Harvey said. Harvey said that there are other courses that staff would like to offer but because of space constraints, it is not possible at the moment. The Turks and Caicos Islands Community College was established in September 1994. It exists to provide quality education for all sectors of the Turks and Caicos Islands community by equipping individuals with the knowledge, skills and dispositions that would enable them to access emerging and existing opportunities, exercise their civic responsibilities prudently, enhance their social and cultural lives and become productive citizens.
Expert speaks on the importance of sunblock BY DAISY HANDFIELD A SKINCARE expert has stressed that in order to have healthy skin people must protect it from ultraviolent radiation. These sentiments were expressed by general practitioner and dermatologist Dr Marsha Barnett during an interview last week. Dr Barnett spoke on the importance of sunscreen, stating that living in the Caribbean causes greater exposure to the sun and it has certain effects on the skin. She said: “Firstly, it is the number one ager of the skin, so if you are going in the sun, especially during the midday hours, you want to protect your skin from the sun for that reason. “The second thing is that it can affect the immune system of the skin if you have too much sun exposure and of course most people know that prolonged sun exposure and sunburn increases your risk of things like precancerous lesions, but of course skin cancer.”

The dermatologist explained that people of darker complexion are less likely to develop skin cancer due to the ultraviolent radiation from the sun, but are still exposed to other conditions. “It is true that the darker you are, you would tend to be more resilient to the effects of the sun, so you would be less likely theoretically to develop
things like skin cancer. “However, we do see in persons of colour, signs of premature aging. “These include fine wrinkles and deep wrinkles… At that point you are increasing your signs of aging,” she said. She added that simple routines like going out to do grocery shopping or other outdoor activities are still exposing your skin to the sun. According to the Skin Cancer Foundation, sun protection is essential for skin cancer prevention, which made Dr Barnett touch on the importance of using sunscreen every day. She said: “When you buy a sunscreen you are going to see different SPF levels, which really speaks to how long you can stay in the sun before you burn if you did not have on the sunscreen in comparison to if you had it on. “Generally in dermatology, we prefer if persons who are going out in the sun use SPF 30 and above and if you are going to the beach you use SPF 50 and above.”

Junior chefs place first at culinary competition in Barbados BY DAISY HANDFIELD THE TURKS and Caicos Islands copped first place at the ninth staging of the Caribbean Junior Duelling Challenge at Carifest XIII in Barbados on Saturday (August 26). Kentisha Hall and Christin Green, two junior chefs, not only took home the first place title, but also were awarded in the category of Most Creative Dish with a total of 45.3 points. St Lucia followed in second in that segment with 44.7 points and the Cayman Islands in third with a total of 42.3 points. Then junior teams took part in the competition on August 24 and 25 at the Lloyd Erskine Sandiford Centre in Barbados. The team returned to the Turks and Caicos Islands through the Providenciales International Airport on Tuesday, August 29, and were met by family members, members of parliament and We Funk junkanoo band. The group of two were accompanied by their mentors, executive chef for Seven Stars resort Edward Gallardo and Nicholette M Thomas. Reacting to their success, Stacy Cox, executive director of the Turks and Caicos Hotel and Tourism Association, said: “I am so elated to congratulate our team for successfully capturing first place in the National Dish preparation and the gold medal for the overall competition. “Their hard work and dedication
really paid off. They left the island with one goal in mind, and were determined to get it. “Kudos to Team TCI! You’ve made us all proud.” Minister of Tourism Ralph Higgs added: “I wish to extend hearty congratulations to the Junior Culinary Arts Team for their victories they achieved in their competition. “This is just the beginning of success for you. We are extremely proud of you.” Stacy Cox, executive director of the TCHTA, explained how the two chefs were selected to represent the TCI at the competition in Barbados this year. She said that every year the TCHTA hosts a ‘Black Box’ competition, in addition to a week of activities which give them the opportunity to identify the most passionate individuals on the culinary team. She said: “At the end of that week those individuals were chosen, not only to be a part of the Barbados team, but to also participate in the Taste of the Caribbean team that you would have seen TCI a part of in June of this year.” Since 1993, the best chefs and culinary teams unite to learn, demonstrate their skills and provide the general public with tasty treats at the annual Taste of the Caribbean event. Bahamas, Barbados, Cayman, Dominica, Grenada, St Croix, St Lucia, Trinidad and Tobago and the Turks and Caicos Islands were the countries that competed at this year’s Caribbean Junior Duelling Challenge.

Drugs used in dental care PART THREE IN THIS final article on drugs used during dental procedures I want to look at the area of anti-anxiety medication and sedation. These drugs are not used routinely due to their serious nature, the potential risks and/or side effects, and the potential for interaction with other prescribed medication. They should also only be used for long or complex dental surgery, not for simple cleanings or fillings. The vast majority of my patients are happily treated with the use of a local anaesthetic which is effective for even complex and lengthy surgery and if required can be ‘topped-up’ during the course of the procedure. However, some patients suffer
with genuine anxiety and request help in order to be able to have treatment. This is where anti-anxiety drugs or a mild-moderate sedation might be helpful. It is important to underline that these drugs should be used with caution and only when strict safety protocols are followed by fully trained staff. The patient’s full medical history should be taken to ensure that any potential for negative drug interactions or allergic reactions is minimised. As with any drug, the benefit should be proven to outweigh the risk. In most cases experience has taught me that a calm and relaxed atmosphere, time to listen to the patient and a clear explanation of the procedures and what to expect, are

enough to help the patient manage their anxieties. ORAL SEDATION/ANTIANXIETY MEDICATION An example of this would be diazepam (‘Valium’). This tablet would be prescribed by the dentist to be taken the evening before treatment and then a second around 30 minutes before treatment commences. The amount prescribed should be sufficient to induce a relaxed state in the patient whilst remaining fully conscious and alert enough to respond to verbal instructions. These drugs can cause some amnesia and the patient may not remember clearly what is said around the time of taking the medication. It is important that the patient is accompanied even for the lowest level of sedation and should not drive themselves. Whilst taking one or two benzodiazapine tablets would not lead to addiction problems, these drugs are known to be highly addictive.

Swimmers’ sunscreen killing off coral THE SUNSCREEN that you dutifully slather on before a swim on the beach may be protecting your body but a study finds that the chemicals are also killing coral reefs worldwide. Four commonly found sunscreen ingredients can awaken dormant viruses in the symbiotic algae called zooxanthellae that live inside reefbuilding coral species. The chemicals cause the viruses to replicate until their algae hosts explode, spilling viruses into the surrounding seawater, where they can infect neighbouring coral communities. Zooxanthellae provide coral with food energy through photosynthesis and contribute to the organisms' vibrant colour. Without them, the coral “bleaches” - turns white and

dies. “The algae that live in the coral tissue and feed these animals explode or are just released by the tissue, thus leaving naked the skeleton of the coral,” said study leader Roberto Danovaro of the Polytechnic University of Marche in Italy. The researchers estimate that 4,000 to 6,000 metric tonnes of sunscreen wash off swimmers annually in oceans worldwide, and that up to 10 percent of coral reefs are threatened by sunscreen-induced bleaching. Danovaro and his team studied the effects of sunscreen exposure on coral samples from reefs in the Pacific, Atlantic, and Indian Oceans. Even low levels of sunscreen, at or below the typical amount used by swimmers, could activate the algae viruses and completely bleach coral
in just four days, the results showed. Seawater surrounding coral exposed to sunscreen contained up to 15 times more viruses than unexposed samples. Several brands of popular sunscreens were tested and all had four ingredients in common: paraben, cinnamate, benzophenone, and a camphor derivative Rebecca Vega Thurber, a marine virus and coral researcher at San Diego State University in California, said the new results are further evidence of an alarming trend. “Other factors such as coastal pollution, overfishing, and sedimentation all contribute to coral reef habitat degradation, and this work continues in that vein,” said Vega Thurber, who was also not involved in the research.
INHALATION SEDATION As an alternative to oral sedation a dentist might use a gas called nitrous oxide. This is administered via a nose mask whilst in the chair and the treatment is carried out. The dosage should be only enough to cause a relaxed state in the patient whilst still being able to respond to verbal instructions. It is essential that the equipment supplying the gas is fitted properly to ensure that the waste gas is vented safely to the outside of the building otherwise there is a risk that the treating dentist and nurse will be inhaling the gas. This is generally considered a rather old-fashioned method of sedation and some patients do not like the feel of the mask on their face. However, it is considered safe as long as the dentist and staff involved in its administration are qualified in its use and the mandatory emergency treatment equipment is available.
By Dr Mark Osmond INTRAVENOUS SEDATION Intravenous sedation is used to achieve ‘moderate sedation’ in dental care. Moderate sedation can be achieved using the same type of drugs as the oral sedation but in a form that is injected into the blood stream. This is the most ‘serious’ form of sedation and requires stringent measures to be taken to ensure it is performed correctly and safely. This should be carried out with one dentist performing the work and a second person, a qualified anaesthetist or doctor, present solely to be responsible for the administration and monitoring of the anaesthetic. Even with intravenous sedation in the office environment the patient should still be able to communicate and respond verbally. As with the inhalation sedation, emergency treatment equipment, such as oxygen gas, adrenalin, a defibrillator and the antidote to the drug used, should be immediately available.

Jamaican Muslim cleric facing extradition to US for allegedly recruiting fighters for ISIS A JAMAICAN Muslim cleric made his first appearance in court on Monday, as United States authorities move to get him extradited to face charges for his alleged involvement in the recruitment of fighters for terrorist group ISIS. Trevor William Forrest, also known as Shaikh Abdullah Faisal or Shaikh Faisal, was remanded in custody when he appeared in the Kingston and St Andrew Parish Court. He returns on September 11 for a possible bail application hearing. The Muslim leader, who was previously convicted in the United Kingdom of crimes related to inciting murder and using racially charged,
hateful rhetoric in furtherance of terrorist ideologies, was arrested on an extradition warrant last Friday. That was the same day he was indicted in a New York State Supreme Court for soliciting or providing support for an act of terrorism in the first degree, following a yearlong investigation by the New York Police Department (NYPD) Intelligence Bureau and the Manhattan District Attorney’s Office’s Counter Terrorism Programme. According to US prosecutors, the 53-year-old used his public profile and personal network to recruit and provide support to those seeking to commit acts of violence and terrorism against others. They alleged he used
his influence and direction to groom and inspire terrorists who have bombed trains, attempted to blow up airliners and attack Americans in the US and abroad. “Shaikh Faisal has dedicated his life to terror recruitment. Through his lectures, website, and videos, he incites untold numbers of people around the world to take up the cause of jihad,” said Manhattan District Attorney Cyrus Vance. “As is alleged in this case, he provided material support to the Islamic State by facilitating the passage of a self-described ISIS sympathizer from New York to Syria. Hanna-Martin seeking to become first female leader of PLP A WOMAN has stepped into the ring to contest the leadership of The Bahamas’ beleaguered Opposition Progressive Liberal Party (PLP). Member of Parliament for Englerston, Glenys Hanna-Martin is seeking to become the first woman to lead the political party and assures she is just right for the job. Declaring that she was driven by a passion and love for the Bahamian people, Martin, one of four PLP members who survived the May election, signalled she was ready for the challenge at hand. “I hereby declare with bold humility that I will be offering myself at the next convention of the Progressive Liberal Party for the position of leader of our great party,” she told a gathering, which included supporters, friends and her father, former Governor General Arthur Hanna, and other family members, at her constituency office on Monday. Hanna-Martin was first elected to the Parliament in 2001 and has served as Minister of Transport and Aviation in a PLP administration. She is the first candidate to publicly announce an intention to challenge Cat Island, Rum Cay and San Salvador MP Philip “Brave” Davis for leader at the PLP’s October 22-25 convention. As charged in today’s indictment, the defendant also served as the fulcrum of a recruitment effort that encouraged individuals to carry out acts of terrorism in the name of the Islamic State and connected them with other radical supporters who were willing—or already in the process—of doing the same in countries around the world.” According to the indictment and documents filed in court, beginning in December 2016, Faisal and an undercover NYPD officer based in New York began communicating while he was living in Jamaica.
During their conversations, which occurred over email, text messages, and video chats, Faisal encouraged the undercover officer to view his lectures online and began sending propagandist reports from an official ISIS news outlet. After their initial exchanges, Faisal offered to help the undercover officer leave the US and travel to the Middle East to support foreign fighters abroad. He also offered to connect the officer with contacts, cautioning the individual to be circumspect about explicit references to the plan, employ coded language, and use an encrypted chat tool while communicating with him (Faisal) and his associates.

BERMUDA could become the first country in the world to re-ban same-sex marriage. The first same-sex coupled tied the knot in Bermuda earlier this year, after the country’s Supreme Court ruled that a ban on samesex unions is a discriminatory violation of human rights. The Bermudan government subsequently confirmed it would not appeal against the ruling. However, the issue may not remain settled indefinitely. An MP has already introduced a bill which would re-ban samesex marriage in Bermuda. It was confirmed this week that the issue would go back to the country’s Parliament, where the bill is likely to win support from anti-LGBT lawmakers. The Royal Gazette reports that government MP Wayne Furbert plans to bring forward his bill next month, where it is highly likely to pass. Speaking to the Gazette, Home Affairs Minister Walton Brown insisted that the government will work on new ways to protect same-sex couples if equal marriage is overturned. He said: “Our position is that
same-sex couples should have all the legal rights of heterosexual couples, save for marriage. “If the private member’s Bill is successful, then we will draft and table legislation to ensure that same-sex couples have those rights enshrined in the law. “At present there is no need for this to be done due to the ruling by Justice Charles-Etta Simmons. “There already exists a Bill, the Civil Unions Bill, which would have similar elements to what is needed, although it obviously would not be called that.” Preserve Marriage, the group seeking to overturn same-sex marriage in the country, recently had its charitable status renewed. Bermudian native Winston Godwin and his Canadian husband Greg DeRoche were the first couple to win marriage recognition in the country. A change to the law in Bermuda could be a major spanner in the works for cruise liners based in Bermuda. Bermuda-based cruise line P&O Cruises has already begun taking bookings for same-sex weddings at sea, with ceremonies beginning in January 2018.

Regional News Retired US Army colonel charged with conspiring to bribe senior officials in Haiti A RETIRED US Army colonel was charged in a complaint unsealed on Tuesday for his alleged role in a foreign bribery and money laundering scheme in connection with a planned $84 million port development project in Haiti. Joseph Baptiste, 64, was arrested on Tuesday morning on a criminal complaint filed in the District of Massachusetts. He was charged with one count of conspiracy to violate the Foreign Corrupt Practices Act and to launder money. The complaint alleges that Baptiste solicited bribes from undercover agents in Boston who posed as potential investors in infrastructure projects in Haiti, in connection with a proposed project to develop a port in the Moles Saint Nicolas area of Haiti. According to the complaint, the proposed project was expected to cost approximately $84 million, and was to involve the construction of multiple cement factories, a shipping-vessel recycling station, an international transshipment station with numerous slips for shipping vessels, a power plant, a petroleum depot and tourist facilities. The complaint alleges that Baptiste told the agents, in a recorded meeting at a Boston-area hotel, that he would funnel the payments to Haitian officials through a non-profit entity that he controlled -- which was based in Maryland and purported to help impoverished residents of Haiti -- in order to secure government approval of the project. The complaint further alleges that in telephone calls intercepted by agents pursuant to court authorization, Baptiste discussed bribing an aide to a senior Haitian

Bahamas: Baby’s killing rocks cabinet HOURS after an eight-month-old baby was shot dead in his home, Prime Minister Dr Hubert Minnis met with the attorney general and Royal Bahamas Police Force (RBPF) officials to reinforce the government’s “zero tolerance” approach to crime, stressing his commitment to provide the support police need to fight crime, Press Secretary Anthony Newbold said yesterday. The baby’s murder, he told reporters, has left “everybody really shocked.” However, while the family grapples with this tragic end to the infant’s life, Mr Newbold said the country must understand there is no one solution to crime. He said a complex approach must be taken to arrest this multifaceted problem. The Minnis administration’s crime plan or perceived lack thereof by some detractors has been the source of much criticism. Asked to respond in this regard during his regular press briefing, Mr Newbold said: “Plans won’t stop crime (or) certainly killings.” He continued: “The Minister of National Security (Marvin Dames) has spoken to plans. They are both listed in serious condition in hospital. Shortly after the tragic killing, police said they wanted to speak with 19-year-old Anthon Stevens, aka “Bigga,” for help with the investigation.

A North Korea crisis would threaten more than a third of the oil moving on the oceans MORE than half of China’s oil production will be at risk if tensions between North Korea and its North Asia neighbours spirals into conflict, energy consultancy Wood Mackenzie warned. Military action could halt the flow of crude oil imports to South Korea, Japan and China, which together account for 34 percent of seaborne oil trade globally, the consultants said in a Wednesday report. Under a “worst case scenario,” China could permit the release of oil from strategic reserves “for the first time since it started building these 3-4 years ago,” said Chris Graham, product suite director for gas and LNG at Wood Mackenzie. South Korea and Japan could take similar action and both countries have emergency reserves to cover 90 days’ worth of demand. Japan may accelerate the re-commissioning of nuclear power generators to compensate for any squeeze on imported oil and gas in the event of a conflict. For China, its domestic oil production would provide a buffer, but the proximity of key producing basins to the North Korean border leaves the country vulnerable to disruption. “China has domestic oil production options, although up to

A half-million flooded cars and trucks could be scrapped after Harvey THERE are scores of cars and trucks with water up to their windows and in some cases over the hood and roof due to flooding in Houston. In fact, the flooding is so extensive, Cox Automotive estimates a half-million vehicles may wind up in the scrap yard. “This is worse than Hurricane Sandy,” said Jonathan Smoke, chief economist for Cox Automotive. “Sandy was bad, but the flooding with Hurricane Harvey could impact far more vehicles.”
After Hurricane Sandy battered New York and New Jersey in October 2012, an estimated 250,000 vehicles were scrapped. While the New York metropolitan area has more residents than Houston, the number of vehicles per household is much higher in Houston. That means more cars, trucks and SUVs were parked on the street and in garages when Harvey swamped the city and surrounding areas.
No decisive progress on Brexit - Barnier EUROPE’S chief Brexit negotiator Michel Barnier says there has been “no decisive progress” on key issues in talks with the UK. He said negotiations were still “quite far” away from being in a position to begin talks on future trade arrangements. He also said there were issues of “trust” between the two sides. But UK Brexit Secretary David Davis urged the EU to be “more imaginative and flexible” in its approach. Storm deaths: Death toll from Harvey flooding exceeds 30 MORE than 30 people - including a veteran Houston police officer have died or are feared dead in the Houston area and beyond in flooding or circumstances connected to Tropical Storm Harvey, according to local officials. Among those is a family of six reported missing after their van was swept away by floodwaters in east Houston near Greens Bayou on Sunday afternoon. The van driver, a relative, was trying to transport an elderly couple and their four greatgrandchildren away from rising floodwaters but encountered high
water. The driver survived but was unable to rescue the other occupants. The van was recovered Wednesday, Sheriff Ed Gonzalez said. Medical examiners are in the process of confirming which deaths are related to the historic flooding. And authorities are still searching for some of those believed to have perished during the flooding that has overwhelmed the region. Local officials expect the grim discoveries of additional bodies once the floodwaters retreat and the streams, rivers and bayous go back into their banks.

The woman can be heard telling the officer she’s afraid to move her hands because of recent police-involved shootings. “Remember, we only kill black people. We only kill black people, right?” the officer from Cobb County tells the woman. WSB identified the officer as Lt. Greg Abbott. The traffic stop occurred in July. WGCL Channel 46 reports the department has confirmed the comments and Abbott has been placed on administrative duties while the incident is investigated.
Lance LoRusso, the lawyer for Abbott, says the officer was trying to “de-escalate a situation involving an uncooperative passenger.” “In context, his comments were clearly aimed at attempting to gain compliance by using the passenger’s own statements and reasoning to avoid making an arrest,” LoRusso says. Cobb County Police Chief Mike Register tells WSB that Abbott is a “good officer” and he’s unaware of any racial complaints against him. Still, he released a statement condemning the incident. “No matter what the context, statements like these are unacceptable and are not indicative of the type of culture we are trying to facilitate here in the police department, as well as within the county,” the statement says. SOME Conservative backbenchers have said they do not believe Theresa May will be able to fight the next general election as prime minister. Their comments follow Mrs May’s claim she was “here for the long term”. Labour said she was “deluding herself” - but Foreign Secretary Boris Johnson led her defence, insisting she could win an absolute majority. However, ex-Conservative Party chairman Grant Shapps said it was “too early to be talking about going on and on”. Having had “conversations with 50 or so colleagues” in the run-up to the summer, he said: “The truth is we ran a very poor election and you can’t just brush that under the table and pretend it didn’t happen - not least because we went from having a workable majority to no majority at all, so that stands to reason. He added that while there was no mood for a leadership election, Mrs May’s remarks “will certainly raise some eyebrows”. “Let’s get some performance, let’s get some delivery for the British people and then let’s see where we are, rather than vice versa,” Mr Shapps told BBC Radio 4’s Today programme. But former education secretary Nicky Morgan told BBC’s Hardtalk it would be “difficult” for Mrs May to lead the party into the next election, due in 2022. A “SERIAL liar” who made a series of bogus sexual assault allegations against 15 men has been jailed for 10 years. Jemma Beale, 25, claimed she was raped by nine men and sexually assaulted by six, all strangers, in four encounters spanning three years. One allegation led to the conviction of a man who was jailed for seven years. Beale from Hounslow was found guilty of perjury and perverting the course of justice at Southwark Crown Court. Judge Nicholas Loraine-Smith told Beale, who was in a relationship with a woman: “This trial has revealed, what was then not obvious, that you are a very, very convincing liar and you enjoy being seen as a victim. “The prosecution described your life as a ‘construct of bogus victimhood’.
Evidence of Beale lying about the rapes came to light when police investigated a separate allegation.
“These offences usually began as a drunken attempt to get your partner’s sympathy or perhaps to arouse her jealousy.
“They each began impulsively, but what is particularly chilling is the manner in which you persisted in making allegations which you knew were untrue even to the extent of committing and repeating perjury.” Prosecutor Madeleine Wolfe told the court police spent 6,400 hours investigating Beale’s lies at a cost of at least £250,000, and the trial cost at least £109,000. “Cases such as this bring a real risk that a woman who has been raped or sexually assaulted does not complain to the police for fear of not being believed”, the judge added. “False allegations are likely to have the perverse impact of increasing the likelihood of guilty men going free.” In a victim impact statement, Mahad Cassim, who was wrongly convicted of raping Beale in 2010, told the court he had been hugely affected by the false claim.

Man with cancer kills co-worker who got him hooked on smoking A CHEF in India who was diagnosed with throat cancer was accused of killing his coworker for introducing him to cigarettes, according to a report. Mustakeem Ahmad, 25, told cops that he was so enraged with the victim after receiving the grim diagnosis that he bought a pistol, the Hindustan Times reported. The victim, identified only as Inayat, 25, worked at the restaurant in Uttam Nagar owned by Ahmad’s brotherin-law. “Though Ahmad and Inayat were friends at the workplace, Inayat was reportedly better at his job and well-behaved and soon became the favorite of the restaurant owner,” Deputy Police Commissioner Shibesh Singh said. An increasingly frustrated Ahmad developed a hatred toward Inayat and took up smoking – as well as marijuana. “Ahmad developed a throat infection, forcing him to consult a doctor. Ahmad has claimed that the doctor told him he had developed throat cancer due to excessive smoking,” Singh told the paper. Ahmad, who was fired after his work quality deteriorated, later blamed Inayat for getting him hooked on tobacco, which he said led to cancer. The cook then hatched a plan to exact revenge on Inayat by buying the pistol and some ammo. He practiced firing the weapon and then returned last week to the restaurant, where he asked his brother-in-law to sack Inayat, the Hindustan Times reported.

Couple charged over pregnant North Dakota woman’s death A COUPLE in North Dakota are facing murder charges over allegations they killed a pregnant woman to claim her baby as their own. Savanna LaFontaineGreywind, 22, was eight months pregnant when she went missing on 19 August. Her body was found by kayakers in the Red river on Sunday, wrapped in plastic and trapped by a log, the Minneapolis Star Tribune reported. Her death has been preliminarily ruled a homicide, according to Fargo police. Thirty-two-year-old William Hoehn and 38-yearold Brooke Crews are in custody. They have told police differing accounts of how they came to be caring for a healthy two-day-old newborn after Ms LaFontaine-Greywind visited their apartment on the day she went missing. The discovery of her body brings an end to the eight-day-long search for
the expectant mother and nursing assistant, which included hundreds of volunteers, search dogs, and local, state and federal law enforcement officers. Police presume the baby is Ms LaFontaine-Greywind’s daughter, but DNA test results are pending. Ms Crews and Mr Hoehn face further charges of kidnapping and lying to investigators. In interviews with the police, Ms Crews said she invited Ms LaFontaineGreywind to her upstairs apartment and told her how to induce childbirth. Two days later, Ms Crews claimed, Ms LaFontaineGreywind returned to the apartment and handed her a baby. According to the police affidavit, she “admitted she had taken advantage of Savanna Greywind in an attempt to obtain her child and possibly keep the child as her own”. (BBC)

TCI on display at Carifesta XIII in Barbados EARLIER this month (August 17 – 24) the Turks and Caicos Islands joined with several other Caribbean countries to proudly display its culture and heritage to the world at the annual Carifesta event. This year marks 13 years since Caribbean countries decided to come together as one to showcase and celebrate the region’s many artists and artisans in fashion, food, festival and the arts. A delegation comprised of Minister of Culture and Heritage Ralph Higgs, Director of Culture Ludwina Fulford and Senior Cultural Officer Alishia Duncanson and several members of the TCI Junior Chef team ably represented the TCI at Carifesta XIII held in Barbados. Held under the theme ‘Asserting our culture, celebrating ourselves,’ the event brought together more than 23 Caribbean and Latin America nations. At the largest gathering for artistic expressions, each showcased a wide array of disciplines including film,
folk traditions, several genres of music, theatre and dance, traditional culinary cuisine inclusive of national dishes and beverages. The Culture Department participated in the ‘Country Booth’ segment held in the ‘Grand Market’ during which the culture team displayed many local products including music by a number of our local artists, Bambara rum, Caicos tea and promoted a variety of local products and souvenirs. The team met directors from around the region and sat in on a cultural policy workshop that included about 100 cultural practitioners, policy makers and academics from around the Caribbean in support of the development of the draft Turks and Caicos Islands Cultural Policy. In addition, the Turks and Caicos Junior Chef team, comprising team leader Edwin Gallardo, chaperon Nicholette Thomas and junior chefs Kentisha Hall and Christian Green entered the Caribbean
Junior Duelling Challenge which commenced on the August 24. They were victorious in capturing the first position for the competition. Upon his return to the TCI, Minister Higgs remarked: “Having travelled with the team and observing the various activities that took place during Carifesta XIII, I am happy that we were able to participate in such an activity. “This mega cultural festival has given the Department of Culture exposure but by extension it gave the Turks and Caicos Islands maximum exposure.” The Director of Culture expounded on the experience and exposure afforded to the TCI at Carifesta XIII. “We were able to not only promote our country, but were also able to sample cuisine, view crafts, observe demonstrations of various art form productions, and build stronger relationships with regional counterparts.”

Autistic character introduced to Beaches’ Sesame Street lineup BY DAISY HANDFIELD IN AN effort to promote an awareness of autism, Beaches Turks and Caicos have added a new character called Julia to their Sesame Street programme. An official launch was held on the resort’s grounds last week to introduce the character to members of the press and to provide more information on her role. Dr Rosemarie Truglio, senior vice president of curriculum and content for the Sesame Street workshop, explained that the purpose for incorporating Julia to the list of Sesame Street characters was to educate children on autism.
She said: “We introduced a new character on Sesame Street and her name is Julia and she has autism. “So, we wanted to include Julia here with the rest of her Sesame friends and introduce an activity at the Kids Camp, so that children could be exposed to Julia, so that they could learn more about what it means to be a child with autism. “The training has been going on since Monday [last week], so we want to make sure that all Kid’s Camp staff and animators handlers are trained, so they know how to do this activity with the children at the kid’s camp. “The animators are the people who bring Julia to life, so it is really important that they be trained in what Julia can and cannot do.”
Animation manager at Beaches TCI Roxanne Wade said that it took a day for the team members to get in character and learn the talents and persona of Julia. “This is exciting for us because we always had our walkabout characters who are more outgoing and exciting and for a child with autism that would not be the right approach for them. “With Julia being here, it just feels overwhelming and of course it is exciting because she would be the one to let those children feel comfortable and for the families to relate and see that we understand what autism is and how a child may react.” Kid’s camp counsellor Maleika Adams said that the training will be

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES • The Port Engineer is responsible for ensuring that all equipment and the Port’s marine assets are maintained and repaired. • Ensures the safe operation of all marine vessels within the legal requirements of the TCI Ports Authority Ordinance and the International Ship Port Facility Security Code (ISPS). • Perform monitoring activities to ensure that ships comply with international regulations and standards for life saving equipment and pollution controls. • Develop preventative maintenance plans for all Port navigational aids and Lighthouse device servicing, also updating published navigation charts. • Ensure proper Port State Controls inspections for Foreign Vessels visiting the TCI Ports Authority Port Facilities. • Develop quayside and port services safety policies to ensure best practices with regards to accidents and damages. • Responsible for all timely submissions of port engineering reports and project assessment data. • Estimating of budgets /cost for port terminal mechanical/electrical projects. • Responsible for Port terminal land use plan, terminal supervision and container management system. • Submissions to capex expenditure for new fiscal year budget preparations for Port engineering maintenance. • Recognize performance and cost control measures to achieve operational objectives with regards to port terminal profit outputs. • Monitor regulatory mandates and requirements for Cruise Port Terminal. • Establish and implement Port Traffic Management Plan. • Design and implement Port Led Lighting System to provide complete luminous coverage for Dock/ Wharf and all Port entry and exit points.
• Compile and submit logistical and statistical reporting in regards to cargo handling procedures, equipment and risk management. • Oversee proper certification and verification of stevedoring machinery and equipment. • Provide training for associated engineering team members to develop and enhanced individual and group performance. • Develop marine oil spill prevention, controls and countermeasures training plans. REQUIREMENTS • Proficient in Word, Excel, PowerPoint and Ship Maintenance Software • Oversee the safe and economic operation of an assigned group of vessels and cost-effectively managing the assigned vessels. • Manage day-to-day vessel-related problems including operational, technical support, safety areas, providing supervision, and handling crewrelated issues. • Manage daily operations according to the Safety and Quality Management System. • Work with assigned vessel personnel to ensure they operate according to the policies, procedures, and performance standards of the TCI Ports Authority. • Exhibit strong leadership skill/qualities to effectively lead engineering personnel in optimizing productivity, port compliance and port technical goals. • Be flexible and adaptable to change within the dynamic maritime industry. • Member of the Incident Response Team (IRT) for any vessel casualty assigned. • Conduct accident or near-miss investigations. • 25-40% travel QUALIFICATION AND EXPERIENCE • Possession of High school diploma • Marine Engineering degree from a university, Maritime college, or Technical Institute • Six (6) years’ minimum experience in the Maritime Port environment • Knowledge of Marine Oil Transportation • First Aid – CPR training or Certification • Must possess clean police record • Six Sigma trained or certified Salary: $68,500 per annum

Missick set to start Mico University College on Monday NATIONAL sprinter Courtney Missick will begin his tertiary education next week when he starts school at the Mico University College in Kingston, Jamaica. The 19-year-old will attend the school through a Turks and Caicos Islands Government Scholarship. “Feels great knowing that my application was selected out of the 203 applicants that were
sent in total. I’m really grateful and thankful for this opportunity and will make the most out of it. Thanks be to God,” Missick told the Weekly News this week. The former Jamaica College student will study Physical Education Teaching, and focus on track. “I’m putting my academics first, so as long as my GPA is good then I’ll be putting in the same level of effort on the track.”
YOUNG footballers will be transported in a new vehicle acquired by the Turks and Caicos Islands Football Association according to TCIFA president Sonia Bien-Aime. Grace Bay Car Rentals (GBCR) donated a Toyota Regius Mini-Van to the FA last week. “This vehicle will assist us in transporting our young players to and from practices and games and will go miles in our objective to reach the communities not within the immediate range of our facilities. We cannot thank GBCR enough, and we wish them success in all their business endeavours and look forward to continue this mutually beneficial and blessed relationship that the TCIFA enjoys with GBCR,” Bien-Aime said in a press release. She added: “Grace Bay Car Rentals is a phenomenal corporate citizen, having been associated with the Turks and Caicos Islands Football Association (TCIFA) in excess of a decade. Beaches beat Mitsubishi Electric Tigers by six wickets An unbeaten 92-run 5th wicket partnership between opener Mario Smith and middle order batsman Alston Byfield propelled Beaches to a six-wicket win over the Mitsubishi Electric Tigers when action in the TCICA T20 Cricket Competition continued on Sunday at the Downtown Ball Park, in Providenciales. The match was no one sided affair as both teams had their moments of dominance. Beaches opted to bowl first after winning the toss, and although they had both openers back in the pavilion by the fourth over, their opponents had already amassed 38 runs. Vickram John fired two sixes and a
four for a score of 19 from nine balls, while Gareth Butler was watchful with 10 runs from 15 balls (2X4s). New batsmen Jittu Gaglani and Damian St. Ange batted themselves in before accelerating. St. Ange, who scored 54 runs (7X4s and 3X6s) from 34 balls, took eight balls to get off the mark, while his partner scored 17 of his 39 runs (4X4s) from singles. When St. Ange fell in the 14th over, the Tigers had already amassed 129 runs, but the pendulum swung again and Beaches, through stifling bowling spells from Sidu Hunter and Anthony McKnight, were able to restrict the scoring. The left-handed Byfield then joined Smith and the duo batted their team to 155 in 18.1 overs. The eventual man-of-the-match, Smith, finished with an even 50 (4X4s and 2X6s) from 40 balls, while Byfield scored 44 runs from 31 balls. He hit fours sixes and three fours in the process.

Barbados TD expecting “well prepared” TCI team TECHNICAL Director of the Barbados Football Association Ahmed Mohamed feels that the TCI National Women’s team will be well prepared for their international friendly clashes on Friday (September 1st) and Sunday (September 3rd) at the BFA Turf in Wildy. In an invited comment with the Weekly News, Mohamed said that the home team would not take the TCI team for granted. “We have been preparing our national team since December 2016. I’m expecting two positive results, while from the TCI team, I’m expecting a well prepared side.” Mohamed, who hails from Switzerland, has been the BFA TD since March 2017. For him, the clashes are very important because his side has not had an international fixture for a while. According to the TD, his side will triumph because of their “collectivity” on the pitch. For TCI the clashes will give our young girls much needed exposure. Both games are scheduled to start at 16:00h.

Lynn Robinson finished her 2017 miles challenge last Sunday.
Robinson completes 2017 miles challenge TCI’s renowned long distance runner Lynn Robinson has completed her 2017 miles challenge way short of her intended deadline. The ace runner finished this year’s task on Sunday last, some four months short of her original deadline. “I was planning to take the whole year, but then when I realised I could
do it sooner I decided to aim for 27th Aug, before I left for vacation.” The 49 year-old said that she decided to do the run after a friend posted the challenge on FB. She then dedicated all her miles to little Rowan, a girl in the US, who has Down Syndrome, to raise awareness. Robinson ran at least 5.5 miles for
239 consecutive days to finish the task. Her best month was June when she tallied 320 miles. She totalled 221 miles in both March and April. In terms of her best day, on June 25, she clocked 34.5 miles, twice the length of Provo. The Iron Man participant was only a bit worried when she was injured.
“I was confident I would finish, although I did have a calf injury early this year that I was worried would impede my progress. I managed to keep running throughout though.” The 2017 miles is the most that Robinson has run in a calendar year, but she is not finished as yet. “Plan is still to run every day, at
least 2 or 3 miles for the next couple of weeks as recovery runs.” Robinson was set to compete in a half marathon in England this weekend, before a run in Albania on September 10th—(136 miles over six days). The Vegan runner is also expected to compete in the Berlin Marathon on September 24th.
