Controversial immigration and status bills passed THE CONTROVERSIAL and contentious Immigration Bill and the Turks and Caicos Islander Status Bill were passed last week in the House of Assembly, and now the Government is extending its thanks to all those who participated in the consultation process. And while the Opposition is still against aspects of the bills and maintains that the consultation was unsatisfactory, Minister of Border Control and Employment, Donhue Gardiner is convinced that the bills will improve the lives of Turks and Caicos Islanders. In press statements this week, the minister said: “These bills will improve the lives of Turks and Caicos Islanders by ensuring greater opportunities for employment as well as upward mobility on the job for our people.” The minister further extended thanks to those who made written submissions via email, and the 550 people who participated in the online survey, as well as to the 305 who attended the public meetings in communities throughout the Turks and Caicos Islands for their invaluable contribution. The most recent comprehensive overhaul of TCI Immigration laws was over 20 years ago in 1992. “The bills contain provisions to ensure that newcomers to our shores who comply with the rules are treated fairly,” the minister noted. The bills will be implemented after a period of training, public

education and resourcing of personal and equipment as necessary. Earlier this month, Leader of the Opposition Sharlene Cartwright Robinson had cautioned against “rushing” the Immigration Bill without properly consulting the people of the Islands. The PDM does not think that email and written submissions to the Government are sufficient means of consultation with the TCI public and has consistently called for proper town hall meetings. “We are therefore admonishing the Government to take the wishes of the people into account, accurately reflect them and ensure that there is a proper balance between adequate protections for its people and the need for growth,” the party leader said at the time. She added that one week of public consultation in a whirlwind fashion has left many heads spinning and concerned over the rushed and hurried approach to something so critical and fundamental. She noted that the absence of a true and full appreciation for the content of the life altering Bbills, and the information to show the impact, people are left seriously concerned. “We have just ended a forced consultation period on the Immigration Bills – a consultation repeatedly called for by the PDM and more specifically by myself as the Shadow Minister for Border Control. “Until Friday, August 21, 2015,

the consultation period was largely an online consultation with limited access to and difficulty accessing the Immigration Bill and with the need to request a face to face stakeholder meeting. “As recent as yesterday, I was still providing individuals with a copy of the Immigration Bills. “In October when the PDM was successful in halting the bill due to a lack of consultation and then knowing full well that it could not be presented in the current session, we expected that the Government would have used the time to conduct meaningful and accessible consultations.” The party leader said that while they are grateful that the Government has changed its position following an acknowledgement of a request for same from PDM members to hold public meetings, they are not happy with the rushed, sham of a

consultation for which they have grown a reputation. “A more detailed approach outlining what exists now, what is being proposed and the reasons for same, all in an effort to better educate and then a means to gauge the responses would have been the most effective approach. “The responses from persons as early as the first public meeting here in Provo prompted the PNP’s own party treasurer to ask the minister publicly for a longer educational process. “The one week of public consultation in a whirlwind fashion has left many heads spinning and concerned over the rushed and hurried approach to something so critical and fundamental. “This together with the absence of a true and full appreciation for the content of these life altering bills, and the information to show the

impact, our people are left seriously concerned.” Cartwright Robinson also expressed concern at what she sees as the Government’s “usual hurried approach to the passage of laws in this country” and called on them to take better care of the future of the people of the Islands. She stated that: “We must be careful to not pass laws based on any other reason than in the best interests of our people and to always be mindful of the fact that there are some decisions if not carefully made can adversely affect us as a people. “We therefore cannot see how this Government can possibly continue with its plan to force through the Immigration Bill on September 14 in the climate of mistrust, uneasiness and scepticism that it has created by their own approach to this important immigration reform.”

Toxicology test being run on Rev Howell’s body – Autopsy findings point to suicide POLICE are awaiting the results of a toxicology report on the remains of Revered Dr Conrad Howell after the shocking revelation of the autopsy report on Friday (September 18), that he may have committed suicide. The revelation, which was disclosed by police officials during a press conference last week, left many people reeling in shock and disbelief with staunch denials that the report gave a full account of what happened to the well known and loved Howell. The autopsy, which was done by an outside specialist who was flown to do the procedure last week Wednesday, revealed that there were stab wounds in two places of his abdomen, supposedly self-inflicted. Howell was reported missing on Friday night, September 11, by his wife who had awoken in the wee hours of the morning to find him missing from the home. He was last seen on Thursday evening. Reports are that the front door of the Howell residence was left unlocked and a glass of liquid was found on top of his vehicle in the yard. On Saturday a search was launched and the Reverend’s body

was recovered in bushes aback of his Blue Mountain home. His death was initially ruled as suspicious. The late Reverend has been hailed as a statesman, someone who had a voice on radio and television, on Speak Your Mind, one of the prominent members of the national honours and awards committee, a

representative for the TCI to the United Nations Committee for decolonisation, among many other things. At the time of his death he also served as the Chaplain of the Progressive National Party (PNP). No indications have been given by police as to when the toxicology report will be ready.

Corruption trial to start on December 7 THE CORRUPTION trial of former Premier Michael Misick and several ex Government officials has been set to commence this December 7 in the Myrtle Rigby courthouse in Providenciales. This past week, on Monday and Tuesday, the presiding judge Paul Harrison met with the lawyers to iron out some case management issues. The defendants are Michael Eugene Misick, Floyd Basil Hall, Mcallister Eugene Hanchell, Lillian Boyce, Jeffrey Christoval Hall, Clayton Stanfield Greene, Thomas Chalmers (‘Chal’') Misick, Lisa Michelle Hall, Melbourne Arthur Wilson And Earlson Robinson. Lawyers for the defence and from the Special Investigations Prosecution Team (SIPT) will meet on December 7 for training on how to access trial documents on iPad devices during the duration of the trial and for the electronic presentation of evidence. The trial is expected to last some six months. The trial will be the Turks and Caicos Islands’ first electronic case and is it is expected that approximately 36 volumes of legal arch files will be used. The former Premier’s specialty arguments will also be heard at that time. Following that argument, the court will then hear and determine the issues raised by the prosecution in relation to the gateway to proof of certain matters set out in the proposed admissions document and supporting schedule. Following the resolution of that issue the Crown will proceed to open the case until December 18. The court will resume sitting on the January 18, 2016 when the Crown will conclude the opening (if it is not concluded in December) and thereafter the evidence will be called. The evidence to be called in the first part of the case is to be that evidence which is likely to be the least controversial thereby allowing those defence counsel who have only recently been instructed to further read into the case. However, there are still two pending appeals for the former Premier which his lawyers have

confirmed to this publication, which will be filed soon. The charges Floyd Hall, McAllister Hanchell, Jeffrey Christoval Hall, Clayton Greene, Thomas Misick and Lisa Hall, are alleged to have conspired together and with others to receive bribes between August 1, 2003 and August 31, 2009 to enable Michael Misick, Floyd Hall, Hanchell and Jeffrey Hall to accept inducements by unlawful corrupt payments or other rewards while they were serving as ministers of Government. In another count, Floyd Hall, McAlliser Hanchell, Jeffrey Hall, Lillian Boyce, Clayton Greene and Thomas Misick were charged with conspiring between August 1, 2003, and August 31, 2009, together with Michael Misick and others to defraud the Government and/ or the Belongers of the Turks and Caicos Islands whilst they – with the

exception of Greene - were ministers of the Crown by acting in a way that was contrary to the economic interests of the said Government and/or Belongers in respect to Crown land. In this count the Crown alleges that contrary to the Crown Lands Policy, they agreed that Crown lands be sold to particular Belongers at a value or in circumstances that were disadvantageous to the TCI Government and Belongers. The Crown also accuses the six of agreeing that particular Belongers become owners of Crown land at a value disadvantageous to the TCIG knowing that said land was not owned by the particular Belongers on terms consistent with the relevant and prevailing Crown Land Policy. In the same charge, the six are further accused of agreeing to the sale of Crown land at an undervalue thereby reducing the revenue to be obtained from the sale including the

stamp duty. The Crown further alleges that they agreed that planning permissions and/or development rights would be granted to prospective developers on terms and conditions adverse to the interests of the TCIG and Belongers. Another count names Floyd and Jeffrey Hall, Lillian Boyce and Melbourne Wilson. They are accused of conspiring together between January 1, 2004, and June 30, 2006, with Michael Misick and other persons to defraud the TCIG by arranging the transfer of Crown land at North West Point on terms that were contrary to the economic interests of the Crown. A similar count of conspiracy to defraud has been laid against Clayton Greene. That charge alleges that between January 1, 2004, and July 31, 2008, he conspired with Michael Misick and other persons to defraud the TCIG by arranging the transfer

of Crown Land at Juniper Point on terms that were contrary to the economic interests of the Crown. Yet another count of conspiracy to defraud has been laid against Floyd Hall and Thomas Misick. The Crown alleges that between January 1, 2006, and August 31, 2009, they conspired with Michael Misick to defraud the TCIG by arranging the lease of a gulfstream jet on the basis that this was for the benefit the Government when in fact it was intended that the jet would be for the personal use of Michael Misick. A final count of conspiracy to defraud names Floyd and Jeffrey Hall, McAllister Hanchell, Lillian Boyce and Thomas Misick. They are charged with conspiring with Michael Misick and others between July 1, 2002, and August 31, 2009, to defraud the Progressive continued 

Department of Mental Health and Substance Dependence

More attention to be placed on mental health By OLIVIA ROSE THIS year will see the establishment of a mental health group home for people living with chronic mental health conditions in the Turks and Caicos Islands. This was revealed by Dr Alicia Malcolm, Director of the Mental Health and Substance Dependence Department during an interview with the Weekly News. Dr Malcom said the centre will eliminate the need to refer people overseas who require long term care. “Instead, they will be able to remain in the country close to their families and receive treatment.” Dr Malcom further revealed that steps will be taken to strengthen the Community Mental Health Outreach Programme. This new development will see the expansion of the mental health task force that will ensure a multidisciplinary team approach that will enable a round-the-clock mobile psychiatric care unit. She said: “The aim here is to minimise or prevent recurrent acute episodes of the illness, to improve functioning and enhance an individual’s ability to live independently.” Turning her attention to the role the department plays in helping people to deal with practical mental health issues, she said: “The department has on staff clinicians who are trained in evaluating, diagnosing and treating persons with mental disorders.” Additionally she noted: “We have one psychiatrist, two clinical psychologists and four persons trained in substance abuse counselling.” People are often assisted in

dealing with mental health issues through a number of psychological and medical interventions including psychotherapy, substance abuse counselling, professional coaching and consultations, and psychiatric services. Dr Malcom said as the organisation continues to seek ways to combat and treat mental illness, in-home treatment and care is administered to shut-ins (disabled) as well as inmates by a team consisting of psychiatrist and social workers. In an effort to comprehensively assess the number of people living with mental diseases on the Islands the department frequently carries out community surveys and keeps a sharp database system according to the director. “Data is garnered all year round on the number of persons accessing these services and types of disorders that are treated throughout the Islands. “A report is produced annually by

the department containing statistics on the prevalence of various mental health conditions.” She added: “Based on recent data over 1,000 persons accessed one of our outpatient clinics in 2014.” The three main disorders that people were treated for in 2014 were anxiety disorders, mood disorders e.g. bipolar disorder and schizophrenia. Armed with this data Dr Malcom said her department will be placing much more emphasis on access to care and treatment for people diagnosed with mental illnesses in 2016. A mental disorder is a condition that affects a person’s mood, thinking and behaviour and makes it difficult for the person to function. Mental disorders vary based on their symptoms these include depression, anxiety disorders, schizophrenia, eating disorders and addictive behaviours.

We need this law to prevent another Commission of Inquiry. This Government is already on the selfserving goody train while our people are struggling. We elected them to serve us and when they served themselves it needs to be exposed via a freedom of information law. This will also work for the police and the Governor who hold information secret without the need to hide it. Unfortunately our Integrity Commission will do nothing anyway except collect their salary.

Pass the law!

Freedom of information, especially when it concerns the Government information, should be free for all of the citizens to read and see. Government information should always be visible to the citizenry. Yes, please pass the law ASAP!

PNP all about covering up

Sharlene Cartwright Robinson is a lawyer and she understands laws. She heads the oversight of Government expenditures and understands why that works. She has been stonewalled time after time in parliament. The speaker Robert Hall and Premier Rufus manipulate parliament’s agenda to avoid the legally submitted questions of Government operations the minsters are required to answer for the public. Same game of cover-up that was

played by Mike Misick and Speaker Greene. Look where that got us. Rufus is a medical doctor and he understands pills, bandages and sickness. He abandoned his medical career to get on what he feels is the gravy train of Government. Once he got there he avoided being health minister making people wonder. After three years under pressure he takes on health. Now as Premier he has a high salary, many benefits and a fancy car and driver and who knows what else he and his ministers are up to. No wonder he avoids a freedom of information law. His party will never permit the voters to know what they are doing. Mike did not, Washy did not and neither did Skippings or Norman.

Critical law

The Government should heed to the voice of reason, common sense and democracy to enable the passage of a freedom of information law. If only to show the world that we, the TCI, are an emerging, reforming and growing democracy this law is critical. Fighting the notion of a freedom of information law or deferring it begs the question what do they have to hide? Openness and transparency sheds the light on the Government and closes the door on repeat corruption. This is one time the Government should accede to the request and pass the law. Not being against the proposed law and not tabling it is no different than opposing the measure. There is a critical need for such a law. The TCI has a competence and corruption legacy to overcome and such a law will go a long way to turning the right page on history for these Islands.

Cultivating a culture of compliance – anti-money laundering seminar BY OLIVIA ROSE “THE LOCAL anti-money laundering compliance unit must ensure internal disciplinary measures are adhered, in an effort to protect businesses from being sanctioned for noncompliance.” This call was made by senior head and legal counsel of the Financial Services Commission (FSC) Kenisha Bacchus, who was at the time speaking at a ‘Compliance in practice’ seminar on Thursday (September 24) at The Palms. The compliance workshop was aimed at sensitising public and private sector officials, money laundering reporting officers (MLROs) and compliance officers on the risks and vulnerabilities of money laundering. Underscoring the need for more attention to be placed on awareness of money laundering regulations, Bacchus noted that due to limited

information individuals and organisations are often sanctioned for non-compliance, “this paradigm” she said has to be changed. She cautioned that many existing regulations are “principled regulations” in the sense that they are not “hard and fast” rules, but laws that outline the general framework for businesses to operate in. She added that the industries and its managers will have to work along with the Financial Services Commission in a bid to formulate an amicable solution for the application of these regulations. Bacchus said while the widely accepted and practiced “judgment based regulation” is stringent and is often seen by businesses who fail to comply as a “big stick” approach, it aids the Government in ensuring that the Turks and Caicos Islands good financial status is preserved. “We’re moving away from this type of free for all, everybody doing

what they want to do with no type of focus and direction system.” Bacchus noted that the judgment based regulatory principle, is underpinned by compliance and required outcomes followed by a level of punitive enforcement measures that will be compulsory as a result of non-compliance. The compliance factor is just a piece of the jigsaw; in the whole regulatory framework other fractions of standards include transparency and policy. The bigger picture is encrypted in global anti-money laundering laws which includes the Combating the Financing of Terrorism (CFT). Giving an overview of the role and responsibilities of the money laundering reporting officers (MLROs) and compliance officers, Claudia Coalbrook, also of the FSC, highlighted the need for more training to be administered to personnel in this field.

Coalbrook said: “Training is pivotal in bringing the local MLROs and compliance officers up to scratch with the international anti-money laundering laws.” She noted that it is necessary for these agents to be “empowered to effect positive change in the industry.” It is the responsibility of MLROs to ensure businesses are acting in accordance with the regulations and could stand up to any level of scrutiny, she said. “The law establishes that the responsibility of the compliance officer is to oversee the licensee operations, it also establishes that this officer reports to directors of the licensee and the officer acts as a liaison between the licensee and the commission.” Coalbrook reminded that MLROs are gatekeepers and are required to have expertise in identifying risks and vulnerabilities in order to protect

the businesses to which they are attached. The seminar was hosted by the Compliance Association of the Turks and Caicos Islands (CATC). The CATC is a local nonprofit organisation whose primary objective is to foster a strong culture of compliance within the country by providing relevant training. The CATC also partners with other organisations to cultivate a strong network of compliance professionals both locally and throughout the region. The TCI has a responsibility to comply with international standards of regulation relating to the prevention and detection of money laundering and the combating of terrorist financing. The country committed to complying with its international obligations and has had a framework continued 

Gov’t to draft proposal requests for loan refinance PROPOSAL requests to financial institutions for the refinancing of the residual balance of the $170 million loan bond in February 2016 have been approved for draft by Cabinet. The decision was taken to approve the drafting at the last Cabinet meeting on Tuesday (September 22) in Providenciales, a post Cabinet release advised. Cabinet also approved the recommendations of the Procurement Board to award contracts in line with the Public Procurement Ordinance 2012 as follows – TR15/1 West Road Fish Market Phase 2; TR15/2 Repair of Facilities at Boiling Hole South Caicos; TR15/4 Border Control Building (Sammy Been Building)

Refurbishment Phase 2; TR15/8 Upgrade of Bathrooms at Mary Robinson Primary School, Salt Cay. Also for TR15/18 consultancy for the implementation of legislative and regulatory framework for the energy sector; TR15/29 Long Bay High School phase two; TR15/32 upgrading of bathroom facilities at the Helena Jones Robinson High School in Grand Turk. Members of Cabinet further advised Governor Peter Beckingham to approve a third Supplementary Budget Appropriation for the financial year 2015/2016 to meet urgent transactions and unforeseen policy/regulation changes. The appropriation bill will be

forwarded to the UK government for approval and then subsequent transmission to the House of Assembly and Appropriations Committee for consideration. Cabinet also endorsed the fiscal targets set out in the annual Fiscal Strategic Policy Statement for 2016/2017, which includes the fiscal targets of the TCI Government for the next four years, to be forwarded to the UK government for approval. The targets will be the basis on which the 2016/17 revenue and expenditure estimates are prepared. Members also acknowledged the variation of the Stevedoring Tariff that took effect on September 1 in accordance with

the Stevedoring Agreement 2008 and subsequent amendments; and agreed that the development and publication of a request for proposal to provide estimates for the provision of streets and parks cleaning services in Grand Turk and Providenciales. Cabinet further agreed to the development of a plastic bag and Styrofoam eradication programme based on developed policy options and guided by stakeholder consultations. Additionally, an update by the Ministry of Tourism, Environment, Culture and Heritage on proposed amendments to the National Parks Ordinance ahead of the document being issued for public consultation by October 30 was received by

Cabinet. The body also approved the appointment of Walter Gardiner as CEO of the National Insurance Board in accordance with Section 34 (1) of the National Insurance Ordinance 2009. And agreed that TCI should offer to host the annual meeting of the Board of Governors of the Caribbean Development Bank in May 2017. Meanwhile Governor Beckingham was advised to appoint Oswald Williams as a member of the Immigration Appeals Tribunal with effect from September 1, as well as the appointment of Arthur Forbes as president of the Labour Tribunal for a period of one year with effect from September 1.

UK officials in TCI to explore opportunities BRITISH Ambassador to the Dominican Republic and Haiti, Steven Fisher, and the UK’s Charge D’Affaires in Port Au Prince, Rick Shearn were recently in the TCI to enhance relations with the Dominican Republic and Haiti. During the visit, from September 14 to 16, the men met with the Governor, Premier and Minister of Border Control, as well as representatives from the Haitian community and Haitian Consulate, the radar detection station, and the Department of Border Control. A press statement from the Governor’s Office quoted Peter Beckingham on the visit. “I’m pleased that the senior members of our team in Santo Domingo and Port au Prince have now seen for themselves the importance of the relationships between our three countries,” he said. “A priority was to understand the difficulties created by irregular migration, and our Charge D’Affaires will be underlining again to the Haitian Government the need to do everything possible to prevent it. “The Premier and I agreed that

we should look to build upon recent discussions with Haiti on health exchanges by exploring other areas for cooperation which could benefit both countries.” According to the release, the visitors also discussed with the Governor, Premier and Minister a range of issues involving the DR, including illegal fishing and people trafficking. The British Ambassador, Steven Fisher, also updated the Minister of

Border Control on the dispute over the TCI-DR maritime border. He said that the British government continues to use diplomatic channels to reject the DR’s position, and to request an explanation for it. The Ambassador agreed to raise some of these issues at official level with the Ministry of Foreign Affairs in the DR. Commenting on his visit the Ambassador said: “There are understandable concerns in Turks and Caicos, which I heard very clearly, about illegal fishing, the maritime border dispute, and the exploitation of women. “These are issues which it is appropriate to discuss with the ministry, and I will commence a dialogue at official level – which subsequently the Governor and TCIG might take forward - which will underline some of the concerns I heard in Turks and Caicos. “I hope too that, as a result of the visit, our Embassy might bear in mind tourism, agricultural and business investment from DR or Haiti to Turks and Caicos. “It is evidently a country which has big opportunities for high end tourism.”

Gov’t approves $100,000 for Dominica THE GOVERNMENT has agreed to a relief fund of $100,000 to assist with the restoration efforts in Dominica which today remains in a state of emergency following the recent passage of tropical storm Erika on August 28. The decision was taken at the last Cabinet meeting on September 9. The tropical storm which dumped some 10 inches of rain in just a few hours in the Caribbean country left in its wake 20 people dead and many others missing. The Government of Dominica has reported that tropical storm Erika destroyed over 370 dwelling homes, devastated villages and wrought infrastructural damages amounting to some $228 million dollars. According to a Government press release this week, Premier

Rufus Ewing, following the Cabinet meeting commented: “Dominica has suffered greatly as a result of the passing of tropical storm Erika and countries everywhere, who are in a position to do so, should assist where possible to help to meet the needs of the displaced and to assist in restoring their lives to normalcy. “I am pleased that we are in a position to assist financially and while the grant is but a dent in the estimated value of damages, we know from the devastation of hurricane Ike in 2008 that every little bit helps. We will keep Dominica in our prayers.” The $100,000 relief fund will be appropriated from the Turks and Caicos Island Contingency Fund, a reserve source account intended for emergency spending such as this.

Corruption trial to start on December 7 continued FROM 

National Party (PNP) and its members. In this charge the five are accused of seeking and procuring donations in the name of and for the benefit of the political movement when in fact and truth the donations were applied for their own personal benefit. Alternatively or in addition to that accusation, the Crown alleges that they received and used the donations procured for a purpose which was not for the benefit of the political party. Money laundering charges Meanwhile, a charge of conspiracy to disguise the proceeds of crime was slapped on Floyd and Jeffrey Hall, McAllister Hanchell, Lillian Boyce and Thomas Misick. In this charge they are alleged to have conspired together with Michael Misick and others between August 1, 2003, and August 31, 2009, to disguise the proceeds of crime namely: payments to the PNP purported to be political donations but which were in fact and in truth bribes paid into the PNP account for their own benefit with a view to avoid the making or enforcement of a confiscation order or avoiding prosecution for unlawful conduct contrary to the provisions of the

Proceeds of Crime Ordinance 1998. Additionally, Clayton Greene and Floyd Hall are jointly charged with conspiracy to conceal or transfer the proceeds of criminal conduct between February 20, 2006 and August 31, 2009. The Crown alleges that the duo conspired together and with Michael Misick and others to conceal or transfer the proceeds of criminal conduct knowing it to represent the proceeds of criminal conduct by the former Premier. Clayton Greene is charged separately with two other offences – acquiring the proceeds of criminal conduct and entering into or becoming concerned in a money laundering arrangement. In the first charge Greene is accused of acquiring $20,000 knowing or suspecting it to be the proceeds of criminal conduct of an arrangement to defraud the TCIG on or about April 24, 2006. The other charge states that the former PNP leader on or about May 19, 2006, entered into or became otherwise concerned in an arrangement whereby he facilitated the retention or control of $1 million - which was the proceeds of another person’s criminal conduct - by or on behalf of that person, knowing or suspecting that the other person was engaged in criminal conduct or had

benefited from criminal conduct. In another count, Greene and Thomas Misick are separately charged with acquiring the proceeds of criminal conduct. The details of that charges state that Greene and Misick, on or about March 17, 2008, acquired $12,500 knowing or suspecting that it was the proceeds of criminal conduct of an arrangement to defraud the TCIG. Thomas Misick is further accused of conspiring with his brother Michael Misick and others between August 1, 2003 and August 31, 2009 to conceal or transfer criminal proceeds knowing it to be the proceeds of Michael Misick’s criminal conduct with a view to avoiding the making or enforcement of a confiscation order or avoiding prosecution. A charge of converting or transferring the proceeds of criminal conduct was laid against Floyd Hall. It reads: Between February 5 and 16, 2006, he converted or transferred property which he knew or had reasonable grounds to suspect represented his proceeds of criminal conduct namely, the total sum of $375,000 received from Richard Padgett and others for credit for Paradigm Limited for the purpose of avoiding prosecution or the enforcement of a confiscation order. Meanwhile, Jeffrey Hall is charged

along with Melbourne Wilson with converting or transferring property between May 22, 2006 and June 30, 2006, which they knew or reasonably suspected represented their proceeds of criminal conduct namely $1.8 million for the purpose of avoiding prosecution and the enforcement of a confiscation order. Lillian Boyce is charged with acquiring $1 million knowing or suspecting it was the proceeds of criminal conduct of an arrangement to defraud the TCIG, on or about May 19, 2006. She is also charged with entering into or becoming concerned with an arrangement whereby the retention or control by or on behalf of Michael Misick, the proceeds of Misick’s criminal conduct. The charge said she facilitated him knowing or suspecting that he was engaged in criminal behaviour. Lisa Hall is also charged with a similar offence. The Crown alleges that Hall, between March 1, 2004, and November 8, 2011, she converted or transferred $425,000 knowing or reasonably suspecting it to represent the proceeds of criminal conduct of Floyd Hall for the purpose of assisting him to avoid prosecution or to avoid the enforcement of a confiscation order. She is also accused of using $50,000 knowing or suspecting

that it represented the proceeds of criminal conduct of Floyd Hall for the purpose of purchasing, in both their names, a parcel of land 10103/61 on Grand Turk between April 1 and May 31, 2006. Earlson Robinson is charged with acquiring $1 million, knowing or suspecting it to be the proceeds of criminal conduct, namely an agreement to defraud the Government on or about May 15, 2006. Quinton Hall is similarly charged with receiving the same amount of money on or about the same day as Robinson, for the same purpose. Floyd Hall is further charged with conspiracy to pervert the course of justice between January 1, 2008 and August 2009. The charge against him is that he and Richard Padgett along with other people conspired to pervert the course of public justice knowing that a judicial public inquiry was announced into possible corruption or other serious dishonesty in relation to past and present elected member of the TCI legislature in recent years. It added that they agreed on a course of conduct that would have led to the presentation of false or forged documents to the commission designed to mislead it into believing that payments made for a corrupt or dishonest purpose were in fact for honest means.

TCI to showcase PDM salutes youth on as health National Youth Day destination at – Urges communities to reach out US conference MORE than 50 countries, including the TCI, the Bahamas, Dominican Republic, Cayman Islands and Cuba, will showcase as potential health destinations in Florida next week. The showcase is the eighth World Medical Tourism and Global Health Care Congress to be held from September 27 to October 1 in Orlando. The three-day event is expected to see more than 2,000 attendees from the public and private sectors, health insurance companies, employers and insurance agents, more than 160 speakers and 120 exhibitors and sponsors, a release from the hospital read. The Turks and Caicos Islands Hospital team is led by Chief Executive Officer, Daniel Carriere, who believes that the Turks and Caicos Islands is best suited to accommodate medical tourism. LEADER of the Opposition Sharlene Cartwright Robinson this week observed that the youth of the Turks and Caicos Islands are operating under challenging circumstances and communities need to reach out to help them. Below is the full text of the Youth Day address: “HAVING celebrated the first National Youth Day in these Islands in 1995, this 20th year is therefore a commemorative one for the PDM who first introduced it under the Taylor administration and directly under the leadership of the Hon Clarence Selver. National Youth Day when introduced was held to be a day of celebration – celebration of our youth. We therefore on this 20th year considered this a major milestone worthy of great celebration. We are grateful to celebrate the many persons that served in the capacity as minister with responsibility for youth, youth directors and also former members of the National Youth Council then in place. We then pause to celebrate the youth who allowed their lives to be positively impacted through the department over the years and who we celebrate for their efforts in paying it forward. This week our radio show ‘Raising TCI’ returns and we pause to celebrate our youth. With a youth theme and in honour of our youth worthy of celebration, we will sit and hear from youths who have a vision and who have already begun to impact and change their corner of these Islands. We will hear from them the challenges and what they feel can be done. We will also celebrate with the Miss Teen Organisation as it seeks to offer young ladies a platform to show case their inner and outer beauty.

We recognise that it is difficult to be a youth in today’s TCI with the myriad of challenges ranging from lack of activities that reach them where they are at especially our unattached youth; unemployment; under employment; depression; poverty; the growing inability to find their place or worth in their own country and the response to migrate to other countries in search of better opportunities; lack of adult guidance; crimes; juvenile delinquency and improper facilities and programs to help; drugs and alcohol; imprisonment and society’s too often approach to allow a successful reentry; teenage sex and pregnancy; prostitution; bullying and gang violence; and being saddled with a future where they cannot seem to be able to find or see their place. It is not easy and I encourage us all from where we are to reach out as individuals and collectively in organised bodies to respond to these real challenges tangible and meaningful ways. Nonetheless in the midst of it all, many of our youth continue to rise above the challenges and give us reason to celebrate be it in the area of academia, sports, creative arts, business and civic roles and responsibility. We salute you and will continue to support your efforts and celebrate your successes. We charge you, our youth to seek out the programs and activities that will support your positive development and to also understand that in every generation there will be calls to make decisions and sacrifices for the good of our country. It is never ever about personal wealth and self-aggrandisement. It is always about leaving this world better than we met it. It is in your power to remove the

stigma that too many have of you as youth. I challenge to search within, see if you are living out your fullest potential or existing. You must rise up and make your positive mark. You are required to contribute positively towards nation building. That is your duty and more so as you are the inheritors of what you build or destroy today. Equally, we renew our pledge to help our troubled and challenged youth. We believe firmly that the raising of a child will always be the responsibility of an entire village. My mind goes back to the act of infant dedication and the practice to invite individuals of the church to stand if he/she was committed to assisting the parents with the rearing of the child. I am asking us in an act of rededication to the building of our country, to stand in support of our youth and assist parents in raising our future leaders. And also to stand committed to doing what we can to give them the opportunities so that they can realise their fullest potential. Love of God and country must motivate us. We must help even when it is not welcomed. It may sound foolish but this is a must. Many homes need our help not our destructive criticism. The village encompassing the church, the school, the lawmakers, custodians of the public purse, civic organisations and individuals must come alive as we seek to rear the next generation of leaders and citizens. We celebrate our youth this week. We believe that our brightest minds are ahead and that our future is bright if we act now. We say happy 20th National Youth Day TCI. May God bless guide and protect our youth and our homes.

Illegal boat intercepted with 44 on board POLICE intercepted a boat with 44 Haitian migrants on board as it passed through the TCI’s waters. A release from the Royal Turks and Caicos Islands Police Force stated that a sloop carrying 44 illegal migrants (41 males, one minor and two females) was halted on Sunday, September 20, by the marine division at 2.55pm. The release noted that at about 10.15am marine police were tipped off by immigration staff of a suspicious vessel travelling through the waters, near the Government’s coastal radar station.

The vessel was subsequently tracked, then detained by immigration officials. According to the release the migrants have since been processed by health and immigration officials and will be repatriated at the soonest time. Because of the geographical positioning of the Turks and Caicos Islands, which are distinctively situated between Haiti and the Bahamas, the islands are a prime smuggling route for Haitian migrants. The police are appealing to anyone with tips of smuggling and

National Youth Week activities underway IN RECOGNISING the crucial role that youths play at community and national levels, the Ministry of Education, through the Department of Youth Affairs is gearing up to celebrate National Youth Day with a week of exciting educational activities. Minister of Youth Akierra Missick, in a press release acknowledged the relevance of this year’s theme, ‘Break the silence - Stop the violence’ in tackling issues that face the youth population. She said: “Given the increase in gun violence and the upsurge in violence which has led to the senseless deaths of young people in our Islands. It was decided the focus

will be on combating this surge.” According to the release, the National Youth Week activities kicked off on Sunday (September 20) with a National Youth Day church service, held in Grand Turk. The activities for the rest of the week include a speak-off with motivational speakers and a panel discussion on gun violence. A youth debate on anti-gun violence was also slated for Thursday (September 23), Grand Turk, South Caicos, Providenciales and North Caicos. The week will culminate with peace concerts on Friday (September 25), National Youth Day, in Providenciales at the Downtown

Ball Park. International Jamaican born artist Romain Virgo is also expected to perform in Grand Turk at the library tennis court with international artist Shauna McKenzie, known as ETANA. As part of the entertainment youths will participate in a banner competition and rally from the parade grounds to the library. The annual horse race in honour of Kevino ‘BAH’ Smith is scheduled to commence at 5pm the same day. On Saturday (September 26), the Miss Teen Universe Pageant will be continued 

Spirituality at the workplace ACCORDING to the Journal of Spirituality, Leadership and Management, spirituality has to do with good deeds, inspiring enthusiasm, helping others to achieve their potential, and showing empathy, and right conduct. It might sound strange to some, that the workplace should be humane, caring, and genuinely promote the welfare of others. And also be a source of inspiration, rather than a place where people are sometimes dictated to, not given the respect and recognition they deserve, are subject to blame and seen as threats rather than assets. But spirituality at the workplace is more about recognising the worth of the individual, promoting healthy values, creating an atmosphere of friendship, not animosity and promoting others to their highest potential. This kind of workplace environment enhances interpersonal relationships, creates trust, and inspires greater commitment to achieving the goals of the company. It honours the integrity of the individual, and creates a sense of self-worth, which contributes to higher levels of performance. But the journal also mentions certain organisational blocks to developing these admirable qualities at the workplace.

These include an authoritarian leadership style, unreasonable work demands and a rigid work environment. To me, this style of nonspiritual management freezes the organisation, limits creativity and fosters uncertainty, resulting in employees being unsure of the response they would get when they try to do their job with enthusiasm and joy. An unrewarding work environment restricts individual flourishing and cramps efforts towards better alternatives which would further the achievement of workplace goals through teamwork. It’s the same with political management. If political activity does not result in what is good for everyone, fosters fear at the workplace over concerns about job loss because of political gossiping, then spiritual principles are needed to change behaviours and renew minds. Spiritual politics will see everyone as entitled and serve each equally. We as earth dwellers are here to

help each other progress. And the workplace is where this could easily happen. It should be a family gathering where the responsibilities of each contribute to the welfare of the whole. Everyone chips in to make the mission of the organisation a reality, because their aspirations are realised as well. And these are spiritual acts which make us better human beings and more productive employees, since the workplace reflects our values and our values create the ideal work environment where everyone is a winner. So spiritual values at the workplace humanises everyone. Undermining is replaced with co-operation and helpfulness, and fear and anxiety give way to ‘bigging each other up’ and looking out for each other. A positive, healthy environment then develops, where the interests of the workplace become those of its employees too.

A capital thing

Dear Editor, One of the major the differences between a person with a good to great idea and an entrepreneur, is access to capital. Simply, with any business, big or small, often the starting point of whether or not you can be successful is dependent on your access to capital, ie money. Money dictates the types of risks you can take, as well as how, when and the timeline with which you can implement your vision. What I have just briefly outlined seems straight forward, but I believe that here in the TCI, we as Turks and Caicos Islanders underutilise or miss out completely on the capital that is readily available to us all. What capital you ask? The capital I speak of is that which is inherently built into the family structure of many households within the TCI. Think about the potential savings over a five to seven year period which can form the needed nest egg for any young focused person willing to sacrifice present niceties for future entrepreneurship. After leaving university, my first job within TCIG paid $2,000 a month. But living with my mother, my monthly contribution to the household was $500 or 25 percent of my salary. This essentially provided me a roof over my head, food on the table and clothes once she travelled abroad. So I had $1,500 to do as I like. After entertainment, gas, food etc, I was in a position to save anywhere between $500 to 1,000 a month. One of the things I did was to join an Asue to help ensure I kept a commitment to save. Between what I was able to save over a year and being on a third salary (TCIG scheme) for a year completing my MSc in the UK, I was in position to secure a loan to build a dwelling home with apartments. While I chose to go the building a home route, I could have just as easily chose to invest the $15,000 plus to start a business. Incidentally, years later, my wife and I would use one of the apartments to start our business Learn and Lead Educational Centre on a part time basis. In a few years the business had experienced enough success so that

my wife could leave her teaching job and proceed to develop the business on a full-time basis. Okay, so you are thinking what is the likelihood of a student fresh out of high school or TCICC landing a job making $2,000 a month? Let’s say your first job you make $1,500 a month of which you contribute $500 to the household. I’m sure that in many cases, there may be pressure on newly working children to contribute even more to the household but parents and guardians must resist this impulse especially if a child has a vision for where he/she wants to get to. So of the remaining salary, you save $400 to $500 a month for 10 months of the year. I am accounting for the ‘lil’ extra you may want to spend for Christmas or other festive occasions. So that’s $4,000 to $5,000 a year, and in five years that would be $20,000 to $25,000. Now you are a 22 to 23-yearold young adult with the ability to begin a transition from a point where you are the employee to being an employer/business owner. What I have proposed cannot be done without personal sacrifice or without the 3Ds of Delano Williams: disciple, dedication, and determination. But it can be done. You may not be able to have the latest clothes or sneakers, you may have to miss the Destra or Beenie Man concert. But you won’t be dependent of a government to do for you what you could do for yourself. So when a government eventually prioritises local small and medium sized business creation, the concessions will just be gravy. Take a close look at the children of all local and foreign successful business persons; they are no different from you or me. The ones that choose to pursue business, whether within their family business or a new one, all they had was an opportunity to succeed or fail, but also to try again. While they may not have had to take five years to generate their capital, they had access to it. So we must look at alternate ways to get that same access. Countries are often blacklisted if they fail to comply with the antimoney laundering regulations. The effects of blacklisting encompasses grave consequences for a country’s economy.

REAL TALK

Why worry? When we can pray! I THANK God for being raised by a praying Godly mother Linda Walkin. My mama taught me the value of prayer and believing in the power of God to answer prayer when she sat me down on numerous occasions and talked to me about how I am only alive today because she and some saints prayed for my survival immediately after my birth. Mama told me that when I came out of her womb there was no sound, no cry that you normally hear when a baby is born. According to my mother’s account, my naval chord was wrapped around my neck so tight it began to cut off my oxygen access and disrupt my breathing. It did not look good. Mama had two options, worry or pray. She chose to pray and to call some prayer warriors like Marine

Williams, Amelia Been, Bishop Franklyn Williams and Church of God saints in Grand Turk on my behalf. She shared with me how she told me how she made a vow to God asking him to let me live and in return she would give me back to him in service. Mama said shortly thereafter I began to cry like all babies do. This story was first told to me after I complained about having to go to church and Sunday school every Sunday when my friends were allowed to stay at home. Mama reminded me that prayer brought me from the brink of death and as a result she had a vow to keep. That lesson stayed with me for my entire life because her story reminded to never waste time worrying when I can pray. My mother’s testimony was my first proof that prayer has power.

His early childhood was characterised with trying to fit in in a regular school environment unequipped to cater to special needs students. With support from family, teachers and the community he graduated as valedictorian of Raymond Gardiner High School and has been a graduate teacher for the past last nine years.

Throughout my life I have been faced with many obstacles which forced me to either worry or pray. Those of you who know my stories of overcoming the odds in my life would understand me when I say I did not reach where I am today by worrying. So with my personal experience with the power of prayer, I wish to encourage my readers and country that prayer can turn any situation around. The Bible tells us that the fervent

effectual prayer of righteous avails much. Hence, the true believers of this country who have real relationship with God needs to continue having ‘real talk’ with God. It is obvious that talking and worrying about our problems in the TCI is not solving them. So let us all stop worrying, and let us all start praying. Like the song says: “If you pray the heavens, God will turn the glory on.”

COMMENTARY

The clock ticks on

THE CLOCK is ticking as 2015 speeds downhill. Sixty plus days from now the long wait to the corruption trials will finally end. Hearings should begin in early December in Providenciales’ clinic turned courtroom. The country has been held hostage for six and a half years since the Commission of Inquiry. The trials will test the innocence of those brought before the court. Defendants pleading innocent are innocent unless proven guilty by the evidence. Why did we wait six and a half years? First, defendants claimed the British were jealous of our Government living the high life. Then we woke up to find the former Premier fled. Where was he? Found hiding among 200 million Brazilians, an international arrest warrant was pending. Another year elapsed before Brazilian courts decided Mr Misick was not a political refugee. Home he came, on a US

Are those pledging their assets ashamed or proud to stand for the possible temporary freedom of the former Premier? The former Government officials have declared their innocence claiming they operated within their rights as elected officials. Therefore there will be numerous legal issues to be considered. Issues beyond the understanding of the average lay person. Thanks for a

senior judge. We recall trials were scheduled to begin December 2014. Another year was used up on pre-trial court appeals finally reaching the highest court in the entire British Commonwealth. Unexplained is why the trials were not held for those who did not flee or make appeals of the process. Possibly the trial procedure requires all to be present because of the interplay between the former ministers their families and possibly others yet to be named. The environment of the Turks and Caicos Islands is obviously currently unsettled and unsafe.

The current Premier, who was endorsed for leadership by the first Premier, said in Grand Turk he will not fund additional security because he believed there are no security issues. The next week he admitted what he knew - the TCI is unsafe. Was his party planning something extra security could deter? After the defendants were indicted, PNP officials and supporters started preaching independence. They did not raise the independence issue before their Government fell apart. Why? Our security force, the police, have now proved their incompetence and shown their belief that the public of the TCI are totally naive. Where is the Governor on this issue? He has oversight responsibility for this mess. The clock is ticking and it appears that this time the justice system might be permitted to work... or will it?

TCI’s international coastal clean-up day, a great success LAST Saturday, September 19, a staggering 356 people collected a total of 372 bags of trash countrywide in a coastal clean-up initiative. The well-attended clean-up, hosted by the Department of Environment and Maritime Affairs (DEMA), was in aid of International Coastal Clean-up Day and saw countries around the world working together to fight for trash-free seas. The event was open to all, and participants from all spheres of the community signed up to keep the TCI beautiful by nature. A total of 31 organisations, an encouraging increase from last year’s 17, took to beach accesses, bushes, roads and of course the beach for a few hours, tidying up any litter and other debris they found. Amy Avenant, DEMA’s Environmental Outreach Coordinator, said: “Litter is still a big problem faced by the TCI’s environment, but DEMA is encouraged by both the growth of this initiative, compared to last year’s efforts, as well as the increase in communities who have decided to take matters into their own hands by arranging their own community clean-ups. “We hope to see International Coastal Clean-up Day continue to grow to be one of the largest annual, environmental calendar events in the TCI.”

Participants at last year’s Footsteps4Good charity walk

Governor’s wife hosts charity walk again THE FOUNDER of the Footsteps4Good charity walk, Jill Beckingham, will walk across the country’s main islands once again this year to raise money for charities. Last year the total raised was more than $30,000 and the Governor’s wife is hoping to increase that this year. This year’s walk will start on October 16 at the lighthouse in Grand Turk, a release from the Governor’s Office read. Beckingham will be joined by participants of all ages including children and students who will walk

with her. “This year I would like to open the event to all children and students who would like to join me, and also raise funds for their schools,” Beckingham said. The Provo Road Runners are partnering the event in Providenciales. “This year we have 13 different local organisations who will all get a share of the corporate funding. “Each participant can choose who to support, or donate to their own chosen organisation who are not on the list.

“The concept of Footsteps4Good is that everyone walks or runs for an organisation that is dear to their hearts,” she added. They have already begun registration at IGA, IGA Gourmet and Quality supermarkets each Saturday. Paula Capehart, chair of Provo Road Runners, said: “We are very excited to be part of Footsteps again this year, which not only raises money for charity but encourages more people to start walking and running.” Among the main sponsors for the event are Tropical, Somerset, Grace

Pet ID programme launched in South Caicos A RE-HOME programme has been launched by the Department of Agriculture on the island of South Caicos. Re-home is the licensing and registration programme developed for dogs and cats as part of the National Animal Traceability and Identification Programme (NATIP). A Government release this week advised that the department will be carrying out dog licensing on the island of South Caicos beginning on September 21 to 24. Residents are being asked to go to the Environmental Health Department’s offices on the island to retrieve their application forms, complete them, and pay the $10 fee for new applicants or $8 for renewals at the Treasury Department.

Enrolling pets in Re-home ensures that they are licensed under the Dogs Ordinance and cats are registered (there are currently no legal requirements for cats to be licensed, however). To benefit from the ‘reunite’ aspect of Re-home, pets must be microchipped and registered in AID (Animal Identification Database). The objectives of the programme are to promote responsible animal ownership, animal identification and traceability, and disease control and prevention. The purposes of the programme are to encourage pet owners to microchip, licence their dogs and register their cats, to build a pet identification database, and to use the database (AID) for animal disease control and to reunite lost pets with their rightful owners.

9,000-year-old decapitation victim hints at ‘sophisticated’ society AN international team of scientists says they’ve discovered the oldest known beheaded skull in the Americas – arranged in a strange, possibly symbolic pose. The skull, described in the journal PLOS ONE, was found in a rock shelter at an archaeological site in east-central Brazil known as Lapa do Santo. The skull, which appears to have belonged to a young man, was discovered in a grave nearly 22 inches beneath the surface, over which limestone slabs had been placed. It is estimated to be between 9,127 and 9,438 years old. “This is the oldest case of decapitation found in the New World, leading to a re-evaluation of the previous interpretations of this practice, particularly with regards to its origins and geographic dispersion,” the study authors wrote. And it wasn’t alone: The skull’s face was covered with the bones of two amputated hands, palms facing inward. The right hand covered the left side of the face, fingers pointed at the chin; the left hand covered the right side of the face with fingers

pointing to the forehead. “This is a very unique find ... this is the only one we ever found that has this type of symbolic, of ritual, processes,” said study coauthor Mark Hubbe, a bioarchaeologist at Ohio State University. “We don’t know where the rest of the body is -- which is part of the mystery, I guess.” Previous instances of beheading go back as far back as 3,000 years ago in South America, and they all occur in the ancient populations that lived in the area of the Andes Mountains. This discovery from Brazil shows that the practice may have emerged in other parts of South America as well. “The careful arrangement of the hands over the face is compatible with an important public display component in the ritual that could have worked to enhance social cohesion within the community,” the authors wrote. “This ritualized burial attests to the early sophistication of mortuary rituals among hunter-gatherers in the Americas.” Human skulls in the South American civilizations were performed for a variety of reasons,

which varied from culture to culture; some would use them as a display of military might, beheading their enemies and turning the skulls into ornaments or drinking vessels; others used it as a form of ritual sacrifice within their own community. This skull, on the other hand, was found in present-day Brazil, far to the east of the Andes. And it doesn’t seem to match those descriptions. For one thing, this was probably not an outsider who was attacked during a battle, because the analysis of

strontium isotopes in the tooth enamel connected him to other local residents. A trophy head would usually have been modified in some way -- it might have been drilled, or the hole at the base of the skull that’s meant for the

spinal cord might have been enlarged in order to remove the brain (as a decomposing organ would probably make a messy, smelly trophy). But no such marks are found on this skull. Cross the “trophy” theory out.

Bloodhound car aiming for land speed record unveiled THE design team behind the Bloodhound Super-Sonic Car has put its near-complete vehicle on show in London. Some 8,000 people are expected to come and view it in Canary Wharf on Friday and Saturday. Bloodhound has been built to smash the current land speed record of 763mph (1,228km/h) set by another British car, Thrust SSC, in 1997. The new machine is due to start running next year on a special track that has been prepared for it in South Africa. The aim at first will be to do 800mph (1,287km/h). The team wants to do this on 15 October, 2016. But the goal eventually is to push the record above 1,000mph (1,610km/h). This could happen in 2017. It has taken eight years of research, design and manufacturing to get to this stage. What is on show at the East Wintergarden venue represents about 95% of the finished article. Bloodhound has yet to take delivery of its rocket system - one of three power units in the car - and is

Visitors to the sold-out expo will also get to see the different types of wheel it will be using - solid aluminium discs for its record bids, and the super-thin rubber wheels that will be attached for low-speed shakedowns. The latter have actually been sourced from old Lightning fighter-jets and reconditioned. Once the event is over, Bloodhound will be taken back to its Bristol design HQ to await the integration of the outstanding components.

EVERYONE is surrounded by a unique “cloud” of millions of their own bacteria, according to scientists at the University of Oregon in the US. Walk through someone else’s cloud, and it will “rain” bacteria on your skin and be breathed into your lungs. The study on 11 people, published in the journal PeerJ, showed it was possible to identify people from their microbial miasma. One microbiologist said the findings were simply “gross”. Studies have already shown that our microbiome - the collection of bacteria, viruses and fungi that live on our skin and in our bodies - outnumbers our own cells 10-to-one.

These can be spread through direct contact, airborne emissions and shed skin cells in dust. People were kept in a sealed chamber for four hours with air pumped in through a filter to prevent contamination. Dishes and filters inside the chamber collected samples from the emanating cloud. Scientists then analysed the bacteria collected. One of the researchers, Dr James Meadow, said: “We expected that we would be able to detect the human microbiome in the air around a person, but we were surprised to find that we could identify most of the occupants just by sampling their microbial cloud.”

The Asian cycad scale I HAVE had many people ask me what I think would be the very best way to take care of the scale problem. The Asian cycad scale, or Aulacaspis yasumatsui, was brought into the Turks and Caicos Islands few years from plant importation. Because these scale insects can hide in the roots and in between the leaf bases of cycads, they were brought in undetected at the time. However, it wasn’t long before these insects were detected, yet no one knew what impact they would have on our cycads. This scale insect reproduces itself

so rapidly that a sago will be totally covered in a matter of a few months. The scale will cover the stems and leaves so thick that it looks as if snow has covered the plant. Scale insects suck juices out of the leaves of their host plants, so that if left uncontrolled, they will eventually kill the plant. The insects are not hard to kill, but because they reproduce so rapidly, homeowners have found that they must continually spray their plants. Most homeowners don’t take the time to do this, and many have simply let their plants die and have

had the plants removed. Another factor that has made the eradication of this insect difficult is that they can become airborne. Even though they don’t fly with wings, any time there is a strong wind the immature form of the insect can be carried as far as a half-mile away. This means that even if you have taken care of the problem in your yard, you can get the scale again the next time there is a storm. The primary hosts of these insects are the Cycas species that come from Asia. This includes the king and queen Sagos. The infestation usually starts on the petioles near the crown of the plant, and works out from there. Usually within a couple of months, the plant will be totally covered. So, what can we do to eradicate these insects? Reports show that the most effective way to get rid of them is to spray infected plants with a combination of horticultural oil and

Diazinon. Mature scales have a hard shell that protects them from direct contact sprays. The immature scales are called crawlers and do not have a hard shell. Crawlers will leave the protection of the parent scale and will move to the new growth when possible. Horticultural oil is used to cover the entire plant, which smothers scales. If the plant is not totally covered with oil, the application will not be as effective. A week after an application of oil, the Diazinon is used to kill the crawlers. This process is repeated every two weeks until the infestation is no longer present. But you may realise that this is a constant job because new scales can be blown onto uninfected plants at any time. Another approach is the use of systemic insecticides. Systemic will be effective on a plant for approximately three to four weeks.

Unfortunately, many people have found that systemic insecticide is not a long-term solution to the problem. Thus, you can see why people have not been able to control these insects, and have decided to remove their sagos from their landscape. I have found that products with the active ingredient Imidacloprid are very effective for long term control of the Asian scale (for those of you with pets, this is the same active ingredient that is used in the Advantage system for dogs and cats). These products are made by the Bayer chemical company and go by the names of Merit, Marathon, and Admire. These products are applied to the soil and then the roots draw the chemicals into the plant. These chemicals work best when they concentrate in the new growth of the plant. The Asian scale is a problem that is not going to go away any time soon.

How to deter would-be thieves

THERE are several things that can be done to deter would-be thieves. One of the most important and often overlooked, is to copy down the make, model and serial numbers of your property. If there’s no serial number, then the property should be marked in some way to identify the owner. If a person is found with suspected stolen property, the serial number can confirm that it’s stolen. This then allows police to solve current and past crimes and gather information about who is doing what. Serial numbers are also a good general deterrent for people

purchasing items. Most people don’t want to purchase stolen property because it’s wrong, but they also don’t want to risk being charged with possession of stolen property. The most valuable reason for recording serial numbers is that it allows police to return property to the rightful owner. When thieves break into a house, they target high-end goods: smart phones, TVs, laptop computers. However, there is another common denominator among burglaries, something that’s costing many victims the chance to get their stuff back. Almost everything stolen from a home has a unique serial number inscribed on it somewhere. But few people record the serial numbers on

their property before it’s stolen. That’s a missed opportunity because many stolen goods are recovered by police but there is no way to item their rightful owners. When an item is sold to a pawnshop, the serial number is recorded as part of the transaction. Every transaction is turned over to the police for review. Here’s another reason to record serial numbers from your items or to have them inscribed with your personal mark. A homeowner who has kept serial numbers can turn them over to the investigating officer. When the thief tries to pawn something, police will be alerted because of that serial number. property back is greater if people have recorded their serial numbers. Recording serial numbers can be time consuming, but I cannot stress the importance enough. It’s just as important to keep the list hidden. I can recall a burglary involving a homeowner who had done his due diligence and recorded the serial numbers. But all the information was on a CD labelled ‘serial numbers’ so the burglar took that, too.

I will also take this opportunity to strongly caution persons from buying an item with a serial number that's been filed off or ripped away. There are many ways to be proactive in the fight against crime. The greatest partner a police officer can have is you, a member of the public who has taken steps to make the job of a criminal that much harder to begin with.

Dental care for children Improve your skincare without splurging POLISHING up your skincare routine doesn’t need to involve spending more time at the sink or money at the store. Before we get to the good stuff, let’s quickly make sure you understand why you do what you do to your face. By understanding what each step of your skincare routine is trying to achieve, you’ll understand how just slightly improving the step will make a big impact on your regimen's results. After all, we want to get the most out of those five minutes at the sink each morning and night, right? Here’s the nitty-gritty: 1. Cleansing is doing just that, it’s rinsing and washing the day’s makeup, oil, dead skin and grit off your face. If left on your skin overnight, it would clog your pores and create build-up on the skin’s surface forming a rough texture, dullness and potentially breakouts. Cleansing is the first step in getting your skin prepared to receive your treatment serums. 2. Toning is important because it helps restore your skin’s pH balance and also removes any cleanser residue, remaining makeup, dead skin cells, oil and dirt. Think of it as an extension of cleansing. Again, you’re preparing your skin to accept the next steps of your routine. 3. Applying treatment serums are critical to achieving any goals you may have with your skin (think: aging gracefully, lightening hyperpigmentation, clearing acne, calming rosacea, etc). BY AROUND the age of two a child will have all 20 of their baby (deciduous) teeth. These teeth will stay with the child until the adult teeth come through which is around six to eight years of age for the front incisors and laterals and around 12 years for the molars (the bigger teeth at the back). It is therefore important that the baby teeth are properly cared for with good oral hygiene and regular visits to the dentist. Daily care of your child’s teeth You should begin tooth-brushing as soon as a child’s teeth start to come through (around six months). A child under the age of seven years is unlikely to be able to effectively brush their teeth themselves and so I recommend that an adult takes responsibility for brushing the child’s teeth twice a day. A small-headed brush with medium soft bristles should be used with a small (pea-sized) amount of toothpaste. A child’s fluoride toothpaste should be used. In general I find that flossing is unnecessary for a child as it is difficult for a child to do effectively themselves and hard for an untrained adult to do for the child, especially when baby teeth become loose. A fluoride, non-alcohol mouthwash may be used. Limiting the amount of sugar, especially hard candy, juice and soda, will also help to keep your

child’s teeth healthy. Visits to the dentist I recommend that a child’s first visit to the dentist is nothing more than accompanying a parent or guardian during their own routine dental checkup. In this way, a child sees an adult that they trust sitting happily and comfortably in the dentist’s chair and in turn will help make the child feel more relaxed and familiar with the environment. Then, at the age of around 18 to 24 months I recommend a first checkup. This would be very relaxed, involve no pain and might even involve them sitting on mum or dad’s knee whilst in the dentist’s chair. From then on a routine visit every six months will ensure that the teeth and gums are staying healthy and clean, no cavities are starting and then later that the adult teeth are coming through correctly.

Venezuela says it’s conducting military exercise; Guyana puts citizens on alert VENEZUELA says the deployment of its troops near the border it shares with Guyana – which triggered serious concern in Georgetown – is “an operational deployment exercise”. Defense Minister Vladimir Padrino Lopez said Tuesday that Venezuela was conducting military exercises in the eastern part of the country “because we are really preparing ourselves”, according to French news agency AFP. He did not specify exactly what the country was preparing for. The minister’s comments came after Guyana’s president David Granger expressed concern that the mobilisation of Venezuelan ground and naval troops and equipment was “an extraordinary escalation of Venezuelan military activity in eastern Venezuela”. The development comes amid longstanding border disputes between the South American neighbours. Since the 19th Century, Venezuela has been laying claim to the vast mineral-rich area of jungle west of the Essequibo River, which accounts for about 40 per cent of Guyana’s territory. Partnership with Jamaica police nets Haiti’s biggest 2015 seizure of guns and drugs Days after Commissioner of Police Dr. Carl Williams announced that Jamaica and Haiti law enforcement would be forging deeper ties to combat the guns for drugs trade between the two countries, Haitian authorities are reporting that the partnership has led to the seizure of the largest cache of weapons and drugs so far this year. According to information provided by the Jamaica Constabulary Force’s National Intelligence Bureau (NIB), 15 members of the narcotics arm of the Haitian Police Force were deployed to Ile A Veach, a town in southern Haiti, where 13 firearms, an assortment of rounds and 2,500 pounds of ganja were seized. Ile A Veach is considered the centre from which the illicit gunfor-drugs trade operates between Jamaica and Haiti. The Haitian police thanked NIB for providing critical intelligence that led to the successful seizure of the firearms, ammunition and marijuana. A EUROPEAN Union official warned Tuesday that an impending Haitian ban on some Dominican Republic products will drive up prices in the impoverished country. Alberto Navarro, head of the EU delegation in the Dominican Republic, said that wheat, corn, bread and other affected goods could become up to 40 percent more expensive in Haiti. “There’s no doubt the same ones will keep paying the price: those who are most disadvantaged,” he said. Haiti’s government has said that starting Oct. 1, it will ban 23 Dominican goods from crossing the border of the island it shares with the Dominican Republic to improve tax collection. The goods

will be allowed to enter Haiti by boat or plane through the capital of Port-au-Prince or the northern coastal town of Cap Haitien. The goods represent some $500 million in sales a year and make up 6 percent of all Dominican exports. Haitian business leaders have praised the measure, saying it will help support the local economy. The ban comes amid growing tensions between the two countries as the Dominican Republic steps up deportation of Haitians. 20,000 new Bahamian voters expected by 2017 NEW voter registration for the 2017 general election officially begins next month with Parliamentary Commissioner Sherlyn Hall telling The Tribune he expects up to 20,000 new registrants this cycle. This is because more Bahamian youth have reached the voting age of 18, coupled with an overall growth of the country’s population, Mr Hall said. Voter registration will start on October 5 throughout The Bahamas and also at certain Bahamian embassies and foreign missions oversees, he said.

Mr Hall said the various registration stations will remain in operation until the House of Assembly is dissolved, which is expected to happen in about 18 months time. “We will commence the creation of a new voter register on October 5, 2015,” Mr Hall said. “That means all persons who registered for the last general election will have to come in to us with their passports to re-register. And it is quite normal for us to start at about 18 months before the term of the House comes to an end.

THE Inter-American Development Bank has approved a $10 million loan in an initiative to reduce poverty and create jobs in Barbados. The programme aims to alleviate the country’s poverty and unemployment rates through a program comprised of three components. Firstly, the programme will work to expand and consolidate the Identification, Stabilisation, Enablement, and Empowerment (ISEE) Bridge Programme. The initiative will also aid 8,000 unemployed Barbadians through improved employment services, better local labour market information demand-drive technical

training programs. Finally, the programme aims to create an efficient Management Information System (MIS) that will connect programs enacted by Barbados government agencies, thereby strengthening the government’s coordination and accountability capacities. The new program will cover 250 additional houses – amounting to approximately 2,000 individuals – over the course of a four-year period, focusing on the following disciplines: personal identification, education and human resource development, family dynamics, and health promotion.

Bahamian PM Christie: I won’t be forced out Some Cayman banks are now exchanging US dollars only to their own customers.

Cayman Minister: US cash shortage ‘temporary’ A SHORTAGE in U.S. cash could lead to devaluation of the Cayman Islands currency, but Financial Services Minister Wayne Panton said Monday that he expects the shortage will be temporary. Money transfer companies, used primarily by expat workers to send cash overseas, started shipping U.S. cash off island after Cayman National Bank stopped providing banking services for the transfers. The minister, speaking on Radio Cayman, said Cayman National had to stop offering the cash transfer services or risk losing its own access to the U.S. banking system. Mr. Panton said Cayman’s banks are having trouble getting U.S. cash at the standard 84-cent exchange rate, with some banks having to pay as much as 88 cents CI per U.S. dollar. “If it became a long-term issue, it would have an impact on our economy, a negative impact,” he said. JN Money Services, which handles the transactions for the remaining cash transfer agencies in Cayman, stopped accepting Cayman dollars at the end of August when its account with Cayman National was closed. The transfer companies are currently restricting transactions to US$500. The issue for money transfers companies such as MoneyGram and Western Union is related to increasing regulation in the U.S. over concerns that cash transfers could be used to launder money or fund terrorism. When Fidelity Bank stopped offering Western Union services over the summer, executives there cited higher risk and costs of compliance, along with declining fees for the transfers. Earlier this month the International Monetary Fund, presenting on these issues in St. Kitts and Nevis, called on Caribbean states to come up with a regional strategy to address correspondent banking for money transfers. In the short term, Charles Enoch and Jacques Bouhga-Hagbe noted in their presentation, central banks could step in to provide the banking services. The IMF reports that 10 banks

in at least five countries had pulled out of corresponding banking relationships as of June, following a global trend of banks getting out of the cash transfer business. In an article in the IMF’s September Caribbean Corner newsletter, Mr. Bouhga-Hagbe wrote: “The potential loss of correspondent banking relationships could destabilize financial systems and economic activity in the Caribbean.” JN and Cayman National, along with Mr. Panton’s ministry, the Cayman Islands Monetary Authority and other banks in the area were involved in negotiations for weeks in August trying to find a solution that would allow the remittance companies to continue operating even after the bank closed the account. The current solution, Mr. Panton said, involves flying the cash to Florida to deposit in a bank there, but that has caused a shortage in U.S. currency in Cayman. The minister described bank restrictions on U.S. dollars as an “overreaction” to a short-term problem. Some banks have restricted U.S. cash withdrawals only to customers, while other banks are charging fees to non-account holders to get U.S. cash. He said there could be “a bit of profiteering going on.” Minister Panton said he has heard some reports of hoarding U.S. currency and said some banks are having to import U.S. cash. People in the Cayman Islands sent almost $180 million overseas as remittances in 2014. Most of that, more than $110 million, went to Jamaica through cash transfers. More than $23.5 million in remittances went to the Philippines. Mr. Panton said his ministry continues to work with JN to find a solution so that the company will not have to ship the cash off island. One possible solution, he said, could include working out a model so that the Cayman Islands Development Bank could start taking the deposits and acting as the correspondent bank to move the deposits into the U.S. banking system.

Speaking at a Progressive Liberal Party Women’s Branch meeting at PLP headquarters, Mr Christie said the party may be embroiled in a “divisive race” at its November convention instead of focusing on the important issues of crime and unemployment. Mr Christie also revealed that several members of his Cabinet have asked him to stay at the helm of the party during such “perilous” times. PLP insiders have speculated that Deputy Prime Minister Philip “Brave” Davis will challenge Mr Christie at the convention. “We’re going to subject ourselves to a major divisive race,” Mr Christie said at a PLP Women’s Branch meeting at the party’s headquarters yesterday. “Not that I have a problem of defending. Not that I have a problem of believing that I will successfully defend, but people must understand the importance of a convention.” “All you’re going to do is descend into a race between us and them and quite frankly I don’t believe it will be much of a race.” “We today have the twin problems of unemployment, particularly with our young people, and crime, and our focus, necessarily, must be on both.”

LIAT employee suspended after allegedly beating customer LIAT has confirmed it has suspended one of its employees and launched an investigation into an alleged fight between the female worker and a customer in Tortola last week. The Antigua-based carrier said it began the probe immediately after being informed about the incident at the Terrance B. Lettsome International Airport on September 18. “The employee in question has been suspended pending the outcome of the investigation. LIAT is committed to clearly, openly, and completely establish all of the facts surrounding the incident and to a fair resolution of the matter,” it said in a brief statement issued yesterday. The press release gave no details about the incident. However, media reports out of the British Virgin Islands, where police are also carrying out investigations,

Warner/Chappell acquired the copyright - which was originally filed in 1935 - in 1988. But judge George King ruled that the original copyright was only granted for specific arrangements of the music, not the song itself. The tune was composed by two Kentucky sisters in 1893. Mildred and Patty Hill called their version Good Morning To All, which later evolved into the song that is popularly sung at birthday parties around the world. Warner/Chappell had been collecting fees since 1988, when it bought Birch Tree Group, the

successor to Clayton F Summy Co, which claimed the original copyright. It is thought to have made $2 million (£1.3 million) a year by charging every time the song was used in a film, television episode, advertisement or other public performance. The case against the publishers was launched in 2013 by Rupa Marya and Robert Siegel, who are making a film about the song. Jamaican-born novelist, Anthony Winkler dies CARIBBEAN literary legend and Jamaica-born novelist Anthony Winkler has died. Winkler, renowned for his work The Lunatic, died at his Atlanta home in the United States on Friday, September 18. He is survived by his wife, Cathy. Winkler was born in Kingston in 1942, before migrating to the United States when he was 21 to pursue a Bachelor of Arts degree. CD sales drop by 31% in the US SALES of CDs in the US dropped by 31.5% in the first half of 2015, according to music industry figures. Just 41 million CDs were bought between January and June, down from 56.8 million in the same period last year. But the losses were largely offset by a growth in streaming revenues, which grew 23% to reach $1.03bn (£697,000). Streaming now accounts for onethird of the US music industry’s income, which remains relatively flat, with total revenue down 0.5% to $3.17bn (£2.05bn). Wholesale revenues - which reflects what distributors and record labels actually receive - rose 0.8% to $2.32bn (£1.5bn). The vinyl resurgence continued apace, amid a surge in new independent record shops. Sales of LPs grew by 52% in the first half of the year, raking in $221.8m (£143m) - roughly half as much as CD sales. However the overall value of vinyl was still far smaller than CDs or digital, according to figures from

the Recording Industry Association of America (RIAA). RIAA Chairman Cary Sherman said that the figures showed “the story of a business undergoing an enormous transition.” He also warned that “intense demand and billions of streams does not always equal fair market rates or a fair playing field.” This year has seen increased competition for streaming services with the introduction of both Apple Music, Jay Z’s launch of Tidal and Amazon’s entry into the market in a bid to compete with the likes of Spotify, Rhapsody, Rdio, Deezer and Google Music. However, the revenue from digital downloads is still worth more than streaming, totalling $1.3bn (£842,000) despite being down 4%. Taylor Swift’s 1989 was the biggest-selling album in the first half of 2015, shifting 1,328,000 copies (2,011,000 copies including streaming-equivalent sales). Canadian hip-hop star Drake came second, with 965,000 fans buying a copy of his fourth album, If You’re Reading This It’s Too Late.

Putin offers to meet John after gay rights call – Kremlin RUSSIAN President Vladimir Putin has phoned pop star Elton John and proposed a meeting, according to the Kremlin. Sir Elton has said he wants to talk to Mr Putin about his “ridiculous” attitude to gay rights. The singer previously fell victim to pranksters who impersonated the Russian leader on the phone. But Kremlin spokesman Dmitry Peskov told Russian media that Mr Putin had this time called the singer and asked him not to be offended by the hoax. Mr Putin said on Thursday he was ready to meet Sir Elton - when their schedules allowed it - and discuss “any issues of interest” to the British star, Mr Peskov said. Pope Francis urges divided US Congress to share the wealth Pope Francis urged the United States not to turn its back on undocumented immigrants, to reject the victimisation of religious and ethnic minorities, to overcome income inequality and to save the planet from climate change, citing Scripture and the nation’s founding ideals in a historic address to Congress Thursday. Francis, who then swapped the corridors of power for a humble lunch with homeless people, also asked lawmakers to wage a constant battle against poverty and to ensure the wealth of the world is equitably shared and used to create jobs. Cameron commits additional $175M to battle migration crisis BRITISH Prime Minister David Cameron committed an additional $175 million to tackle the growing migration crisis in the wake of an emergency European summit that was on the verge of falling apart. Cameron announced the new funds as he was arriving in Brussels for the meetings. Cameron said $150 million would be given to help refugees displaced in camps in countries bordering warravaged Syria. The rest would be earmarked for aid in Europe, the Western Balkans and North Africa, he said. Cameron said Great Britain’s $1.2 billion toward the refugee crisis was more than any country has given except the United States. “We must make sure people in refugee camps are properly fed and looked after, not least to help them but also to stop people wanting to make or thinking of making this very, very difficult and very dangerous journey to Europe,” Cameron said. Deep divisions highlighted the talks among members of the 28-nation bloc which had come together to try to stanch the flow of desperate asylum seekers. Leaders meeting in Brussels were looking at long-term ways to tackle “the dramatic situation at our external borders and strengthen controls at those borders,” according to a draft text of their mission statement.

In extremely disturbing details, police say Lopez admitted to shattering a sliding glass door, punching holes into a wall and ripping a closet door off its hinges. He then returned to 31-yearold Maria Nemeth, who was lying unconscious on the floor, and proceeded to sexually mutilate her -- first with various objects, then by inserting his arm into her, up to his elbow. Once inside he said he proceeded to rip out part of her intestines. Neighbours said they heard a man yelling and loud noises for about two hours coming from the apartment,

NEW Yorkers flying the friendly skies may soon need more than a driver’s license to board domestic flights. New York is one of four states and American Samoa that issue identification that is out of compliance with stricter federal rules expected to start sometime next year. Under the Department of Homeland Security’s Real ID program, the standard drivers and identification licenses that 10.5 million in New York are carrying do not make the cut. Under the rules, New Yorkers would have to use a second piece of

ID or a passport to board planes at the region’s airports, according to state officials. There is also an enhanced New York driver’s license available that costs an extra $30. This license would qualify under the Homeland Security rules because it verifies U.S. citizenship. But state Department of Motor Vehicles officials say flyers need not worry: New York is seeking an exemption from the federal rules so that regular driver’s licenses are accepted through 2020. Poll: Trump lead shrinks, still tops in GOP field DONALD Trump remains the Republican front-runner -- but a new poll confirms that he’s losing some support. Hillary Clinton also maintains her advantage on the Democratic side, even if the undeclared Joe Biden jumps into the mix. A new Quinnipiac University national survey of likely GOP voters put Trump’s support at 25% -- ahead of Ben Carson at 17% and Carly Fiorina at 12%. They’re followed by former Florida Gov. Jeb Bush at 10% support, Florida Sen. Marco Rubio at 9% and Texas Sen. Ted Cruz at 7%. Former Arkansas Gov. Mike Huckabee, New Jersey Gov. Chris Christie and Ohio Gov. John Kasich were each at 2% and no other candidates topped 1%. The results reinforce a recent CNN/ORC poll that showed an ascendent Fiorina in the wake of her strong debate performance last week. Fiorina posted the largest gains in favorability since August, up 12 points, with Carson (+10) and Christie (+9) also making big gains. Trump’s ratings have held steady at 36% favorable, meanwhile, and he remains more disliked than liked. The GOP results don’t show much of a gender divide, with Trump performing fairly evenly among men (25%) and women (24%). The same is true for Fiorina, at 14% with women versus 11% with men. But 34% of women say they could never support

Conservative sources deny Cameron pig’s head allegations CONSERVATIVE party sources have denied that David Cameron was involved in a bizarre university dining club ritual involving a dead pig’s head. Downing Street had earlier declined to comment on any of the allegations in a new unofficial biography by the former Tory donor Lord Ashcroft. But a party source later specifically denied the allegation that has caused the biggest stir – that Cameron was a member of the decadent Piers Gaveston club and allegedly put “a private part of his anatomy” into a dead pig’s mouth as part of an initiation rite. Ashcroft admits he has a grudge against Cameron for passing him over for a significant government job but insists the claims were not motivated by a desire to settle scores. Party sources initially said they did not recognise any of the allegations revealed by the Daily Mail, which is serialising the book, Call Me Dave. On Monday afternoon the same sources were more specific in their denial, saying the story about the pig head was “not true” and “nonsense” as Cameron was never a member of the Piers Gaveston club. Downing Street has formally declined to comment on any of the

allegations in the book, saying it “would not dignify” the claims. The prime minister’s official spokeswoman said Ashcroft had himself set out his reasons for writing the book – a reference to No 10’s belief that the book was fuelled by a desire for personal revenge. Downing Street also refused to say whether Cameron intended to sue Ashcroft for libel, or to discuss allegations that the prime minister knew about the peer’s non-domiciled tax status the year before it was publicly revealed. Labour and the SNP called on the prime minister to clarify when he knew about Ashcroft’s tax status. Ashcroft’s unofficial biography of Cameron makes a series of claims about his involvement in a drugtaking environment at university and his knowledge of the peer’s offshore tax status. The publication of extracts in the Daily Mail, two weeks before the Tories’ autumn conference, is a sign of how far Ashcroft has fallen out with the prime minister, who is said not to have followed through on a promise to give him a significant job after the 2010 general election. The allegations about the dead pig’s head come from an

anonymous MP, who said he had seen photographic evidence of the incident. The MP told the authors that Cameron attended a dining club called Piers Gaveston, named after Edward II’s lover and known for its debauchery, as well as being part of the Bullingdon drinking club, which was notorious for trashing rooms. Speaking to the biographers, one Tory MP said he had been asked to join the Bullingdon club but walked out of the first event in disgust and considered it was all about “despising poor people”. The book does not provide any evidence of Cameron ever having been involved in any destruction at the Bullingdon club, and the individual who is said to have a photograph of the incident with the pig has not provided any corroboration. Ashcroft gave millions to the Conservatives before the 2010 election. Relations deteriorated after he was not offered a big job, while the Conservatives were infuriated when Ashcroft published his detailed constituency polling in the runup to 2015, arguing it helped other parties. Europe seeks unified response to unprecedented migration crisis EUROPEAN leaders are seeking to forge a two-part response to the wave of humanity reaching the continent, proposing to require new residents to integrate while also trying to alleviate problems in the Mideast. Speaking Thursday in Berlin, German Chancellor Angela Merkel said refugees would be welcomed -- but would need to assimilate into society, respect the government and the values of the country, and learn German. And following a meeting in Brussels, Belgium, the European Council -- the heads of government of the 28 European Union countries -- said the biggest test still lies ahead. “It is clear that the greatest tide of refugees and migrants is yet to come,” said Donald Tusk, president of the European Council. Tusk said that European leaders had agreed to provide more help to Lebanon, Jordan, Turkey and other countries in the region in the hopes of at least inducing some people who are fleeing conflicts and poverty to stay in the Middle East. Tusk said 1 billion euros (about $1.12 billion) would be committed

to the region in cooperation with the U.N. High Commissioner for Refugees and the World Food Program. Many among the wave of people landing on European shores each day are from Syria, where a 4½-year civil war has reduced cities to rubble and wiped out any means of earning a living. In addition to supplying more aid to Middle Eastern countries, Tusk said the national leaders meeting in Brussels had agreed to strengthen the protection of the EU’s outer borders. The leaders had agreed, Tusk said, that “the current chaos at our external borders must end.” “Proper management and control of our external borders is our common responsibility,” he said. “It would be unfair to put all the burden on Italy or Greece or other countries.” Still, the EU is a long way from agreeing on a united and coordinated response. “The measures we have agreed today will not end the crisis,” Tusk said. “But they are all necessary steps in the right direction.”

Hajj stampede: At least 717 killed in Saudi Arabia AT LEAST 717 people taking part in the Hajj pilgrimage have been killed in a stampede near the Islamic holy city of Mecca, officials in Saudi Arabia say. Another 863 people were injured in the incident at Mina, which occurred as two million pilgrims were taking part in the Hajj’s last major rite. It is the deadliest incident to occur during the Hajj in 25 years. Preparations for the Hajj were marred when a crane collapsed at Mecca’s Grand Mosque this month, killing 109 people. Pilgrims travel to Mina, a large valley about 5km (3 miles) from

Mecca, during the Hajj to throw seven stones at pillars called Jamarat, which represent the devil. The pillars stand at three spots where Satan is believed to have tempted the Prophet Abraham. The wounded were taken to four hospitals by more than 220 rescue vehicles. Saudi Crown Prince Mohammed bin Nayef, who headed an emergency meeting after the stampede, has ordered an investigation. The Saudi health minister, Khaled al-Falih, said the crush occurred because many pilgrims moved “without respecting the timetables” established by authorities.

Saudi-owned al-Arabiya TV reported that the head of the central Hajj committee, Prince Khaled alFaisal, had blamed the stampede on “some pilgrims with African nationalities”. But the head of Iran’s Hajj organisation, Said Ohadi, told Irna that two paths close to the scene of the incident had been inexplicably closed off by the Saudi authorities, resulting in the build-up in pilgrims. Lab-grown kidneys work in animals SCIENTISTS say they are a step closer to growing fully functioning replacement kidneys, after promising results in animals. When transplanted into pigs and rats, the kidneys worked, passing urine just like natural ones. Getting the urine out has been a problem for earlier prototypes, causing them to balloon under the pressure. The Japanese team got round this by growing extra plumbing for the kidney to stop the backlog, PNAS reports. Although still years off human trials, the research helps guide the way towards the end goal of making organs for people, say experts. In the UK, more than 6,000 people are waiting for a kidney - but because of a shortage of donors, fewer than 3,000 transplants are carried out each year. More than 350 people die a year, almost one a day, waiting for a transplant. Growing new kidneys using human stem cells could solve this problem. Dr Takashi Yokoo and colleagues at the Jikei University School of Medicine in Tokyo used a stem cell method, but instead of just growing a kidney for the host animal, they set about growing a drainage tube too, along with a bladder to collect and store the urine. They used rats as the incubators for the growing embryonic tissue. When they connected up the new kidney and its plumbing to the animal’s

existing bladder, the system worked. Urine passed from the transplanted kidney into the transplanted bladder and then into the rat bladder. And the transplant was still working well when they checked again eight weeks later. They then repeated the procedure on a much larger mammal - a pig - and achieved the same results. Prof Chris Mason, an expert in stem cells and regenerative medicine at University College London, said: “This is an interesting step forward. The science looks strong and they have good data in animals. “But that’s not to say this will work in humans. We are still years off that. It’s very much mechanistic. It moves us closer to understanding how the plumbing might work. “At least with kidneys, we can dialyse patients for a while so there would be time to grow kidneys if that becomes possible.” Other scientists have looked at rejuvenating old organs that would not normally be suitable for transplanting. Prof Harald Ott and colleagues have been testing out a method that washes away the tissue from dead organs to leave a scaffold that can be repopulated with healthy new cells. They have built kidneys, hearts and lungs in this way. Prof Ott says using a scaffold is a good short cut, rather than having to grow whole structures from scratch. (BBC)

SINCE humans launched Sputnik 1 in 1957, we have polluted the once-empty space around Earth to the point that it is now becoming dangerous, according to former NASA scientist Donald Kessler. “We’re at what we call a ‘critical density’ — where there are enough large objects in space that they will collide with one another and create small debris faster than it can be removed,” Kessler recently told Marketplace. For nearly 20 years, Kessler (who was retired until very recently) lead NASA’s Orbital Debris Program Office, which keeps track of all the growing clutter around Earth. He predicts that eventually, there will be so much space junk that leaving Earth to explore deep-space will be impossible. That includes sending satellites to distant stretches of the solar system, like Pluto, and mannedmissions to Mars. Something must be done, he says. So he’s come out of retirement to help find a

solution. Endeavour had a major impact on its radiator during STS-118. The entry hole is about 1/4 inch, and the exit hole is twice as large. Right now, more than half a million pieces of man-made space junk orbiting Earth. And about 23,000 of those pieces are the size of a softball or larger. This junk accumulates

over time as defunct satellites are left in space and meteors, as well as other man-made space debris, slam into them, generating even more, smaller bits of junk. After these collisions, the junk doesn’t simply go flying off into space. Instead, it is trapped by Earth’s gravity, and wraps like a belt around Earth, cluttering up our path to space. While the size of this debris

is an important factor, the speed at which it zips through space is what makes it so dangerous. At a distance of over 200 miles above Earth’s surface, objects move at about 17,500 miles per hour. For comparison, that’s faster than a speeding bullet fired from an AK-47 assault rifle — which is about 1600 miles per hour. Needless to say, if your spacecraft were hit with a softball-size scrap of metal traveling at 17,500 miles per hour, it could do some critical damage. For example, in 2009, a retired Russian satellite collided with a US commercial satellite, and the results were catastrophic. The collision destroyed both satellites, adding over 2,000 pieces of space junk to that alreadygrowing pile. Collisions like these, together with the growing number of satellites we place into orbit, have brought us to the “critical density” that Kessler is so worried about.

Tai Chi ‘could be prescribed’ for illnesses TAI Chi is a suitable exercise for older people with conditions like arthritis, a study has found. The ancient Chinese art improves physical performance and enhances quality of life, say researchers. Tai Chi combines deep breathing and relaxation with slow and gentle movements. The study, published in

the British Journal of Sports Medicine, suggests the exercise helps with pain and stiffness in arthritis. It can also help improve quality of life in the lung condition, chronic obstructive pulmonary disease (COPD). And it may have some physical benefits for people with breast cancer or heart failure, according

to researchers from the University of British Colombia, Vancouver. In the future, it might even be possible to consider prescribing Tai Chi for patients with several illnesses, they said. “Our findings support the results of a previous systematic review that showed the effectiveness of

Tai Chi on health outcomes in older patients with chronic conditions,” Dr Yi-Wen Chen and colleagues wrote in their research paper. “Tai Chi can improve some physical performance outcomes in four chronic conditions (cancer, osteoarthritis, heart failure and COPD) but not at the expense of worsening pain or dyspnoea (breathlessness).”

Science & Technology ‘Mind reading’ may be possible with brain-to-brain interface, new study finds RESEARCHERS are hoping to find out if a certain kind of “mind reading” might be possible, with the help of some serious computers. Scientists from the University of Washington published a new study examining the feasibility of a “brain-to-brain” interface between two people that may allow them to communicate with brainwaves and a specially designed computer. The research team set up a game similar to “20 Questions,” where one person would ask a question of the other respondent. In a different room, the respondent would focus on the answer to that question by looking at either a “Yes” or “No” flashing light. The two participants were in separate rooms nearly a mile apart, according to the paper, published today in the prestigious journal PLOS One. The second participant’s EEG brainwaves were then transmitted back to the original participant via a magnetic coil behind the participant’s head. The device is aimed at stimulating the visual cortex so that the original participant sees a flash of light. If the participant sees that flash of light they know to answer yes. “This is the most complex brainto-brain experiment, I think, that’s been done to date in humans,” lead author Andrea Stocco, an assistant professor of psychology and a researcher at UW’s Institute for Learning and Brain Sciences, said in a statement today. Each group of two participated in 20 games -- a mix of both control and actual

experiments. The 10 participants could guess the correct object in 72 percent of games with the device compared to just 18 percent of the control games, according to the study. The team said that their research had limits but that they hope to continue these experiments in the future. “Evolution has spent a colossal amount of time to find ways for us and other animals to take information out of our brains and communicate it to other animals in the forms of behavior, speech and so on,” Stocco said in a statement. “What we are doing is kind of reversing the process a step at a time by opening up this box and taking signals from the brain and with minimal translation, putting them back in another person’s brain.”

The University of Washington has used this kind of brain-to-brain interference with a “mind control” experiment where a scientists “transmitted” his thoughts to a partner while they played a video game. Rajesh Rao, a professor of computer science at the University of Washington who was the lead author of that 2013 study, said that these kinds of devices may someday help people with “locked-in” syndrome or help blind people “see” by transmitting images to their brain directly. The technology is “not quite good enough to transmit images -- but people are working on other technologies that [would be] precise enough to send images,” Rao told ABC News in 2013. “That still [has] some ways to go.”

WHO says most people in Europe too fat Most people in Europe are too fat, according to a report by the World Health Organization (WHO). It said 59% of the population were either overweight or obese. Its European Health Report also said the WHO Europe region, which includes parts of Asia, had the highest levels of alcohol and tobacco use in the world. And as a result, WHO officials warned, young people in the region “may not live as long as their grandparents”. The report praised countries for cutting deaths from cancer, diabetes and cardiovascular diseases (which include heart attacks and stroke). However, it also warned that 30% of the region still smoked - a higher

figure than for any other region. And an average alcohol consumption equivalent to 11 litres (20 pints) of pure alcohol a year was also a global high. Meanwhile, the proportion of people either overweight or obese ranged from 45% to 67%. The report said these figures were “alarmingly high”. WHO regional director for Europe Dr Zsuzsanna Jakab said: “This report shows heartening progress. “But there is a very real risk that these gains will be lost if smoking and alcohol consumption continue at the current rate. “This is especially relevant to young people, who may not live as long as their grandparents.” (BBC)

Healthier lifestyles ‘could cut cancer cases by a third’ ABOUT a third of cancer cases in the UK could be prevented if people ate healthily, exercised more and cut down on alcohol, figures indicate. Data from the World Cancer Research Fund suggests that 20,000 cases of breast cancer and about 19,000 cases of bowel cancer could be stopped each year with small changes in lifestyle. In 2013, there were more than 351,000 new cases of cancer in the UK. The WCRF said 84,000 could have been prevented. Head of research Dr Rachel Thompson said simple changes to diet and lifestyle could make “a huge difference” in the battle against cancer. “Even minor adjustments, like 10 to 15 extra minutes of physical activity each day, cutting down on alcohol, or limiting your intake of high calorie foods and sugary drinks,

will help decrease your cancer risk,” she said. She said that after cutting out smoking, being a healthy body weight was the most important thing people could do to cut their risk of getting cancer. “There is strong evidence that being overweight or obese increases the risk of 10 cancers,” she said. The link between a healthy lifestyle and the risk of developing cancer is well known, and this new data looks at preventable cases in 13 of the UK’s most common cancers. For example, among men, 9% of cases of advanced prostate cancer could be prevented every year if men were not overweight or obese. Lung cancer cases could be cut by 15,000 (33%) by getting people to stop smoking. And 38% of breast cancer cases could be prevented, particularly

Hidekichi Miyazaki, a father of four and grandfather of 10, completed the 100-metre sprint in 42.22 seconds on Wednesday, entering the record books as the world’s oldest competitive sprinter. “I slept very well last night,” he told CNN Thursday. “I was really moved that something like this can happen.” Miyazaki’s daughter Kiyono added her father had not been sleeping well leading up to this year’s Kyoto Masters competition, experiencing pain in his legs. In addition to sprinting, Miyazaki also competed in the shot put event at the Kyoto Masters, marking 3.25 meters. Miyazaki didn’t take up track and field until the age of 93 -- more than three decades after he retired from working in an agricultural cooperative, Kiyono told CNN. He spent the previous 33 years practicing calligraphy and playing Japanese chess with his friends. But as they started to die from old age, he wanted to find something he could do on his own, Kiyono explained. That was track and field.

Singapore Grand Prix: Sebastian Vettel lights up F1 title race EVEN an intruder who risked life and limb by wandering on to the track during a Formula One race could not prevent Sebastian Vettel from racing to a pole to checkered flag victory in an incident-packed Singapore Grand Prix Sunday. Germany’s Vettel was first to spot the man and had the presence of mind to radio in to his team. “There is a fan on the track,” he repeated twice. It led to a second safety car at two thirds distance of the 61-lap race on the Marina Bay circuit. F1 officials later said that a 27-year-old man had been arrested and that the incident was being investigated. After the safety car pulled off, Vettel powered clear again to win from Red Bull’s Daniel Ricciardo and his Ferrari teammate Kimi Raikkonen. Nico Rosberg was fourth. With title leader Lewis Hamilton forced to retire in his Mercedes with a mystery technical issue, Rosberg closes the gap on his teammate to 41 points, with Vettel reviving his title hopes a further eight points back. Hamilton had come to the night race hoping to draw level with his hero Ayrton Senna on 41 Grand Prix victories, but after only qualifying fifth was unable to make much impression before his race ended early just after halfway.

Farah clear to continue with Alberto Salazar - UK Athletics UK Athletics has found “no reason to be concerned” about Mo Farah’s coach Alberto Salazar and his training regime at the US-based Nike Oregon Project. After a full review into allegations of doping against Salazar, UKA restated its view there is “no evidence of any impropriety” from Britain’s double Olympic champion or any reason to “lack confidence” in his training programme. A BBC Panorama programme accused Salazar of practising doping techniques with other athletes, which he denies. There is no suggestion Farah, 32, has been involved in doping.

Salazar has worked as a consultant for British Athletics since 2013. UK Athletics said it will not sever links with the Oregon Project, with its “focus” being on the coaching and support for Farah. However, UKA said its oversight group had made “organisational and procedural recommendations” which would be put in place in the coming months. In July, UKA said none of the “extensive information” supplied to the review panel contained any evidence of impropriety by Farah or gave them reason to “question the appropriateness of the input” into his preparation by Salazar’s team.

A surprise No. 1 overall pick by the Cleveland Cavaliers in a woeful 2013 draft class thrust expectations on a player still recovering from a major shoulder injury that essentially rendered his rookie season moot. He was traded to the Minnesota Timberwolves last summer, a throwin to help the Cavs land All-Star forward Kevin Love. Williams hoping for large turnout at next month’s road race DELANO Williams will be heading home for his sports foundation (The Delano Williams’s Foundation) inaugural 5K and 10K road race which will take place in Providenciales and Grand Turk on October 10th. Speaking from his school in Jamaica this week, the 100M and 200M national record holder, who competes internationally for Great Britain, said he is hoping that a large number of persons can come out and support the races. “I want to see everyone out there and we’ll do it together, bring your 3Ds (dedication, determination and discipline) and let’s have some fun.” Williams, who late last month helped Great Britain’s senior 400M relay team to a third place finish at the IAAF World Championships, said that he will also come home to celebrate with his people. Funds raised from the events will go to local athletes for them to attend national, regional and international championships in 2016. In Provo the race starts at 5:00h (5AM). FOUR individuals will be inducted into the “Sports Hall of Fame” when the inaugural National Sports Award is held on October 24th at the Gustarvus Lightbourne Sports Complex. Local athletes, sport activists and non-governmental organisations will be nationally recognised for their achievements at the event, Director of Sport (ag) Judith Robinson pointed out at a press conference held on Monday last at said venue. “The National Sports awards aim to commend exceptional individuals and organisations that have focused their efforts on creating an environment which fosters sports on the islands”. She noted that the awards will further seek to “inspire and empower” youths to become actively involved in sporting activities which will help them to gain greater personal confidence and self-esteem. Turning her attention to the preparations, Robinson said: “The department of sport has been working with groups and NGOS that have nominated persons deceased or alive that continue to contribute to sports.” She added: “because this will be an annual event we want to induct more persons not only into the Hall of Fame but continue to recognise the achievement of our young people”. When asked about her personal feelings on the hosting of the first awards of its kind, Robinson, told reporters that the awards speak volume of how fortunate the Turks and Caicos Islands are to

be generously endowed with such gifted athletes. Decrying the years it took for a National Awards of this magnitude to be brought into fruition, she cordially thanked those who saw the importance of throwing their resources and support behind the initiative. The Department of Sport intends to place much emphasis on several categories at the awards these include: Sports Personnel of the Year, Sports Hero, the Sponsor of the Year, and The NGO of the year. Awards will also be given to junior, senior and youth sports men and women of the year. In the junior category, awardees will range from ages seven –12, in the youth category, 13-21 and in the senior category, 22 and over. The Department of Sports in a bid to have persons selected fairly and un-biasedly based on their active involvement in sporting activities and leagues on the islands has formulated stringent criteria. To ensure the criterion is followed, a nominating committee has been unanimously established. The basic requirements are: sports training, participation in the development of sporting activities across the islands, and attaining significant success at district, national or international level. The criteria for the selection of individual and organisations was given to all NGO`s, which will in turn submit a list of nominees from various sporting disciplines such as basketball, football, cricket, water sports and athletics.

AFTER a seven-year break, organisers of the Premier’s Cup will hold the fifth installment of the golf championships this Sunday at the Provo Golf and Country Club. Over its first four years, the golf tournament had donated over $250,000 to a number of organisations, including the The Kidney Foundation, The Cancer Society, The Drug Prevention Foundation, The Junior Golfers’ Association and The AIDS Awareness Foundation.

In a release from the tournament’s president Mark Fulford, he confirmed that this year’s charities are: The Turks & Caicos Islands Cadet Corp and The Drug Prevention Foundation. Although playing time is set for a 09:30h tee-off on Sunday, players will get a chance to mingle and meet and greet from 19:00h on Saturday night at a cocktail reception at the same venue. – Etienne nabs another Golden Boot trophy AFC’S Academy attacking midfielder Jerry Liluce was named Player of the Season when the Digicel Play Provo Premier League (PPL) held their annual award ceremony last Saturday

evening at the Chopsticks Bar/ Restaurant in Sandcastle Road, Grace Bay. The 21-year-old Liluce, who scored five goals, was very instrumental in his team’s dominance

of the League last season. Meanwhile the Golden Boot award was won again by Cheshire Hall’s Rodne Etienne. Etienne scored 18 goals in total, one less than last season.

Ishmael Louis copped the Youth Player of the Year award, while Beaches’ coach Johnny Suckrajh was named Coach of the Year. TCI’s internationally acclaimed referee Gianni Ascani won Referee of the Year with Joan Whent copped the Assistant of the Year award and Chris Bryan

Team Hartling win “Spirit of Targa Award” – Beaten by mechanical problems in Targa Newfoundland rally A MECHANICAL problem with his Lotus Exige forced national rally driver Stan Hartling to relinquish a massive lead 15 kilometres from the finish line in the gruelling five-day endurance race, the Targa Newfoundland in Canada earlier this month. A sportsmanlike finish of pushing the car over the finish line and an all-round positive attitude, earned the team the “Spirit of Targa Award” which recognises outstanding determination and competitive spirit. Hartling, the CEO of Hartling Group, had dominated the race with his white supercharged vehicle. Armed with co-driver and longstanding friend David Lothian along with the support crew led by Lotus experts, Yesteryear Motorsports from Maryland, USA, the team got off to a great start. Hartling and Lothian lead the

entire week in first place, not only in their Modern division but also in total points overall. By day five (Friday) the TCI driver had taken only nine seconds in total penalties, which gave him a commanding 40-second lead over his nearest competitor. Hartling team was then perfectly poised to not only take a coveted first place in the Modern class, but to also beat all time standings including those of Canadian Rally Series driver Jean Luc Bergeron running his all-wheel drive STI. With less than a 15 kilometre stage to go in the race, Hartling heard a sickening sound develop in the rear of the car that instantly erupted into a grinding sound which meant the differential on the car could take no more and had shattered. It left the ace driver no choice but to bring the car to rest on the roadside, unable to move.

Stan Hartling was hoping that his Lotus Exige could have shown its speed and endurance over the five-day race.

“I was truly gutted,” Hartling said. “It was surreal that after five full days of racing and driving the car over 2000 kilometres that we could lose everything with less than 15 kilometres to go.” He added, “The car performed flawlessly all week and we really thought this was our year to take an overall win.” In the sportsman-like manner that the Turks and Caicos team are

known for, Hartling had the car dragged to the finish line where he and his co-driver pushed it over the finish line for a ceremonial finish; the move was applauded by spectators and competitors alike. Jaime Goffaux, lead engineer of Yesteryear Motorsports, said that they were hoping to apply their experience to build a dominant rally car.

“The demands put on a rally car over the five days of road rally racing are completely different than a track car that runs on a perfect surface and for shorter periods of time,” Goffaux pointed out. “We sadly continue to work our way through the cars and find out the weak spots that won’t show under normal testing.” Close to 50 entrants competed in various classes at the annual event.
