BBC features TCI In new ‘Preserving our Treasure Island’ - documentary BY OLIVIA ROSE THE UNIQUE and diverse flora and fauna of the Turks and Caicos Islands will be featured in a new British Broadcasting Corporation (BBC) documentary. ‘Preserving our treasure island’ – is a new series coined by BBC which aims to highlight the exceptional biodiversity of several islands. Commenting on this announcement Governor Peter Beckingham said the documentary will augur well for the TCI as it relates to exposure. He said : “There are many reasons why our Turks and Caicos Islands attract so many visitors each year, but one must be at the top of everyone’s list: the magic of an environment surrounded by crystal clear turquoise seas. “The colour is so distinctive, even from the height of a jet crossing from Miami to South America that I have heard of passengers asking to know which group of islands they were flying over. We should treasure that beauty. “Thanks to the endurance and hard graft of a British naturalist our “beautiful by nature” islands have been recorded for thousands to see on film or in a book. Stewart McPherson decided, with enormous ambition, to create a series of films for TV on
all the Overseas Territories, entitled “Britain’s Treasure Islands”, the Governor added. The series was shown earlier this year on BBC’s Channel Four, and a book of the series has just been published. “Extraordinarily, he must be one of the few people who can claim he has visited, in a journey of over 70,000 miles, all 14 Overseas Territories, from Anguilla to Pitcairn Islands, and the British Indian Ocean Territory to the Falkland Islands. “I’m delighted to say that Turks and Caicos Islands have its own section, and Stewart has highlighted in some beautiful photography and film many of our natural highlights. “Of course the wildlife is featured prominently, with some great film (some of it by David Stone, former Vice President of our Reef Fund) of migratory humpbacks, the endangered loggerhead turtles, sting and eagle rays and sea turtles. “Our wonderful birdlife is also shown: where, as the film asks, can you be in a capital city with its own resident flamingos? “The film doesn’t spare some of the more disturbing aspects of TCI’s earlier history, depicting the “vile industry” of cotton picking and salt production before slavery was abolished.” Thankfully the filming does gloss over the recurring

environmental problems we face by litter. The Governor noted that the documentary is a wonderful boost for Turks and Caicos. “It highlights the urgent need for us to preserve and be proud of our environment. I hope that copies of the book, which I expect to be able to present to schools during Jill’s Footsteps4Good walk across the islands in September, will encourage and educate our younger generation to take pride and pleasure in one of the most beautiful environments in the world.” According to the information found on BBC`s website about
the series ,the Turks and Caicos islands because of its exceptional biodiversity importance is one of very few sites on UK’s current Tentative List for World Heritage Site status. The East Caicos, Middle Caicos and North Caicos wetland complex forms one of the best examples of natural marine to freshwater transitions in the Caribbean. It is also one of the most natural amongst some 160 wetlands of international importance listed by UK under the Ramsar Convention. The coral reefs, flats and mangroves, marshes, tropical dry forest and salinas (salt-pans)
provide a haven for wildlife and the natural basis of fisheries and tourism. The historically important Salinas at Grand Turk and Salt Cay are internationally important for migrant and breeding waders and terns – and also provide some of the best birdwatching in the world of normally shy water-birds. There are endemic subspecies of two land-birds, and several species which are endemic either to TCI and the Bahamas or TCI and Cuba. Offshore cays hold the largest Caribbean breeding populations of several sea-bird populations, as well as nesting turtles and land reptiles.

SUPERVISOR of elections, Dudley Lewis, is urging candidates to refrain from ‘treating’ voters. In a release issued Thursday, September 1, Lewis reminded candidates that under the Election Ordinance they are not allowed to offer inducements to electors to influence their voting intention. “Political campaigning is well under way for the yet to be announced general elections of the Turks and Caicos Islands and the Supervisor of Elections would like to remind candidates, political parties, or anyone associated with them, of the need to comply with the provisions of the Elections Ordinance and, in particular, what is expected by virtue of ‘Section 70’ of the said Ordinance. The ordinance specifies that during political rallies, meetings or general campaigning candidates, political parties or anyone associated with them, are not permitted to

FCO could veto Cabinet’s refusal of legal aid money for SIPT defendants GOVERNOR Peter Beckingham is currently awaiting the decision of the Foreign and Commonwealth Office (FCO) on how to handle Cabinet’s decision to deny a request for an additional $3M for legal aid costs in the SIPT trial. This week, the Governor’s office confirmed that the FCO has been informed of the August 3 denial by the ministers of the Government, who make up the Cabinet, to give the judiciary more money in a supplementary appropriation budget. The money was to have gone towards legal aide costs for the defendants in the trial. This latest development by Cabinet has many in the public wondering about the future of the trial, as the Government strongly objects to the financial burden it is placing on the country, in a neverbefore-seen marathon played out in
TCI court. According to media reports, noticeable changes have been made to the structure of the security detail for attorneys prosecuting the trial: all of the foreign security staff has been replaced by local officers. This is a stark change, as since the start of the trial this year, there have been several (more than five) specially recruited UK security personnel acting as bodyguards for the members of the Special Investigation and Prosecution Team (SIPT). The Commissioner of Police also confirmed this change, but would not say why the change was made. In the 2016/2017 budget $5.2 million was allocated to the SIPT under the police budget. $2.6million of that sum went to security for the prosecution team, and the remaining for housing and salaries, the Minister

of Finance had told this publication. An additional $4million has already been allotted in the current budget for legal aid costs.
In August last year, Governor Peter Beckingham had approved the initial $2.2M in a separate supplementary appropriation budget for security detail for the SIPT. The allocation was made in late August 2015, after the House of Assembly had already passed a supplementary appropriations bill last week, which did not include the $4.3 million initially requested by the Commissioner of Police. The approval of the money came despite continued objections and disapproval from the Government of the TCI, and rejection by the defendants involved in the upcoming trial, that a real and credible threat of terrorism exists. Premier Rufus Ewing and his ministers had issued an adamant “no” to the request, during a Cabinet meeting in early August last year,
citing their reasons as a refusal by the SIPT to provide a clear account of how the monies they have already been allocated were spent. However, in a later statement Governor Beckingham gave assurances that the SIPT would provide the requested information on the monies spent when the trial is completed, for security reasons. But the only security threat to date, was made this year against the former Premier and main defendant in the trial, Michael Misick. A complaint was made to police by Misick’s lawyer, Queen’s Counsel Ralph Thorne, who reported that a local man had levelled threatening words to Misick outside of the Supreme Court, following that day’s adjournment. Since then there has been no reports of threats made to anyone involved in the trial.
Man arrested for murders of two Dominican women BY DAISY HANDFIELD AFTER months of investigations, police have confirmed that a man, 33, has recently been arrested on suspicion of the murders of Dominicans Yuneiry Veras and Sonrineida Moreno Arias. Both women were found dead in Providenciales, within three months of each other. Following extensive inquiries, detectives from the Royal Turks and Caicos Islands Police Force (RTCIPF), arrested the man at his home in Millennium Heights, on August 31 and he remains in custody, where he is being interviewed by detectives. Police officials say that investigations into the two offences continue. In an interview with the Police Commissioner James Smith, prior to the arrest, he confirmed that the police were following leads, but he could not give details, because it could hinder their investigations. located on Tom Lightbourne’s Drive, in the north western area of Providenciales. The area is very secluded and is surrounded by bushes. Veras was last seen on April 18, at about 2.15am, at her residence in Blue Hills. She was wearing a black top and blue short skirt.

TAX REGIME A BURDEN Former Opposition leader Floyd Seymour says the Government`s current tax regime is placing an economic burden on consumers. He noted that the “cripplingout of pocket cost for essentials is burdensome to the average man in the TCI” what are your thoughts?
On point
Seymour is always on point, especially when it comes to the economy and finances. Remember he and his team were responsible for exposing the massive waste of the people’s money by the former PNP government. His current warning is timely and necessary. I hope he will be advising the Government after elections.
Destroying value
The entire tax strategy of the TCIG is destroying value. The plan was to gather revenue to pay the Misick debt. UKGOV just shrugged when the locals chose a bad strategy. They didn’t care as long as the debt was paid. Most TCIG policies are designed to make the islands poorer. Despite that we have recovered from the Misick disaster because of the US recovery. We will now enter a period of low growth unless steps are taken on many fronts.
He should shut up
This is what one will call - “efforts of a drowning person, who will grab on to anything to preserve or save life”. Former Opposition leader Floyd Seymour, he was there and he knew of these burdens, and not only did he fall asleep on the job, but after he awoke, he did absolute nothing to relieve this ill. Now he wants his “15 seconds of literary fame”, he has it, and he should shut up. TCI need real representative, not opportunists. Maybe now that reality has set in or beginning to evolve, these fake leaders should all stay put! Government`s current tax regime is still placing economic burdens on consumers; and these re-threads and failed engines are lost. Government and Opposition have done nothing, do not know what to do, and do not want anyone
to help them. These people are very much lost, and not even the “dove” returning with the tree of life cannot help, because there are opportunists and self-conceits among them. We all need to stop fooling the people and admit that we need help, and real help!
Yes, I agree
Yes, I agree. The only winners in this type of economy is TCIG, politicians, SIPT, Former corrupt Ministers and their Attorneys who are being paid legal aid that is from the public treasury. There is no trickledown effect from any economic policy currently in place by this government. The plans to spend $100m in the near future is the proceed of a new loan and is for political reasons because an election is due and the politicians need some slush funds. You can bet your bottom dollar that no one will ensure that the public gets value for these monies. The present economic policy is simply to tax and spend, there is nothing progressive or trans-formational about TCIG current economic policy. Our country needs visionaries.
Sorely missed
Floyd Seymour is sorely missed in our politics. Floyd is a brilliant Certified Public Accountant who has a resume that includes experience from Miami Dade county to Saudi Arabia. Washington Misick or Floyd Hall cannot hold a candle to Mr. Seymour’s education, experience and financial knowledge.However it does not take Seymour’s background to realize that heavy taxation not only hurts the little people and middle income folks it also detours development. That is why our current government cannot attract the level and type of inward investment TCI realized 1995-2003. They have to resort to
huge financial concessions and allow the importation of foreign workers to keep the current resorts from leaving. They raised the tax on the resorts and then let them keep all or part of the gratuities earned by our local workers. It is much better to have a broad based eco friendly low tax base to prop up this economy than high taxes coming after a reputation for corruption chased honest investors away.
We need him back
We need Floyd Seymour back in the PDM and Sharlene is encouraging him to participate. Of course he is right; a larger base with lower taxes brings in more revenue. It is easier on local people and workers from those on pensions to those earning minimal wages.
Hurting our pockets
Floyd is right the average man , can`t see where his paycheck goes to , after hours of backbreaking labor ,the Government needs to fix the current tax regime , its hurting our pockets ..But don’t worry dooms day is swiftly approaching.
They nearly killed the country
This is what Hon Sharlene Cartwright Robinson has been saying all along and particularly during the Debate which she led, that saw the cessation of the payroll tax. The heavier the tax burden, the less
money to spend, the higher the cost of doing business and the higher the cost of living. I can hear her now saying that the Minister of France says that austerity measures do not work. The PNP never did get that memo and they have nearly killed this country to turn around the Treasury while the country’s economy has suffered. Those who were rich are still rich, those who were making it are now barely making it or not at all.
On the people
I agree with Mr. Floyd Seymour. The current government is proud of its achievements,as far as the increase in TCI revenue is concern. However, they never realized that the bulk of the revenue is all in the form of taxes, and the burden of its success is being passed on to the ordinary people, especially those who live on a payroll-to-payroll basis. That is why the purchasing power of the U.S. dollar in this island has declined dramatically, due mainly to the over imposition of taxes causing too much increase in the prices of the basic commodities and services, while the income of the people remain stagnant.

Hotels wants appellate court to throw out CJ’s ruling in 12-storey debacle STRATA Corporation is not giving up its fight to prevent the Turks and Caicos Islands Government from introducing twelve-storey hotels on the GraceBay strip. Once again, the players in the one-year-long battle, head back to court in the new month. This time, for the three justices that preside over the appellate court to decide whether Chief Justice Margaret Ramsay-Hale was guided by the law and the facts in the case when she concluded that the Government had conducted adequate consultation with respect to proposed changes to the development manual to permit increases in building height from seven storeys to twelve and for increases to be made in the density of buildings allowed in the islands. They also want the justices to give notice that the Chief Justice erred in law and in fact in concluding that the environmental protections of section 18 of the Constitution had been met. However, before a determination is made on the appellant’s application, at this upcoming hearing the justices will make a decision as to whether they will allow the appeal to be heard in the first place. In her ruling, delivered on July 21, Ramsay-Hale had also ordered that Strata Corporation pay the cost incurred by the respondents in the application for a judicial review. Strata is also appealing that ruling. The respondents are – Governor of the TCI; Minister of Infrastructure, Housing and Planning; Director of Planning and the Desarrollos HotelCo TCI Limited (which is listed as an interested parties). Notice of Appeal
In the application for appeal, a copy of which was obtained by this publication, Strata stipulates that the 2016 amendment to the development manual to allow the increases in height and density represent a fundamental change to the nature and character of the built environment of the TCI, particularly Grace Bay, Providenciales. They also contend that the amendment was enacted pursuant to section 39 A of the physical planning ordinance; and that the section was in itself enacted as a result of the 2015 ruling by the same Chief Justice that struck down an earlier amendment to the development manual that was made without a current development plan in place for the country. The Government had appealed that decision, but it was dismissed by the appellate court in May this year. The hoteliers further pointed out that section 39A has a twoyear sunset clause – due to a TCI development plan now being prepared by the Government. They contend that because of this state of affairs the need is greater for there to be appropriate and meaningful consultation and for that consultation to be carefully considered before any changes are implemented in the absence of a development plan. They further argue that the 2016 consultation was inadequate because there was no written proposal, let alone a written proposal giving any reasons in support of the change. The application for appeal states: “It is difficult to conceive of any consultation process, let alone one concerning a matter of this gravity,

of giving or providing any food, drink, entertainment, or provision to or for any person for the purpose of corruptly influencing that person or any other person, to vote or to refrain from voting at such election, or on account of such person or any other person having voted or refrained from voting at such election and this behavior is known as ‘treating’ is illegal.” The Supervisor also explained that ‘treating’ has been illegal for many years, although in past campaigning leading up to general elections some people have chosen to ignore it, and such behavior, he said, is no longer being ignored. “The person offering this kind
of inducement is committing a serious criminal offense, and so is any member of the public who accepts a gift or cash.” The Supervisor has also warned that he will follow-up on all reports received and will not hesitate to collaborate with the Police to initiate criminal investigation. He said: “Political party leaders and candidates should make it known throughout their organization, or campaign machinery, of the need to comply with the la, so as to uphold the law and ensure a level playing field between campaigns, in the best interest of voters in the Turks and Caicos Islands.”

being adequate when even the outcome proposed is not set out in writing. “Consultation does not take place in the ‘ether’ nor does it mean whatever the proposer might think it means and when consultees may not share or be aware of the proposer’s understanding or the reasons for and against the proposal.” The hotels argue that a proposal to limit 12-storey developments to coastal parcels of five acres in Grace Bay and NorthWest Point was not part of the stated consultation process, and it was never advanced in writing. They said it was merely part of the outcome set out in the 2016 amendment. They further stipulate that the narrowing of the changes to the geographical areas made it even
more important that the limited class of property owners in these areas (including themselves) should be given meaningful access to all the relevant issues underlying the proposals to allow them to respond on an informed basis and to have reasonable time in which to do so. They further pointed to the Chief Justice ruling that consultation had taken place prior to 2015, pointing out that she had previously struck down an amendment to the development manual on the basis that there was not any defined consultation done in 2014. They also pointed to the court’s November 2015 decision to strike down the change to the development manual made in February that year, following which consultations were carried out in August. The appellants are adamant that the Chief Justice should never have found that consultations were reopened in January 2016 when as far as they are aware that was only consultation on the change that was ever lawfully done. They also believe that the judge was wrong when she found that the alternatives to the proposed changes were ‘self-evident’, as the respondents had allegedly withheld all relevant reports and explanations as to why the proposal to increase height and density was being considered.

They finally claim that the consultation was inadequate, contrary to Ramsay-Hale’s findings. As the first announcement of a consultation appeared on Facebook on Monday, January 4, that these notices did not begin to appear in newspapers until January 8 and 9, and that the consultation was only done for one week. This, they said, is grossly inadequate for a matter of this magnitude and complexity which involved important economic and environmental issues. Strata stated that there was no point for the consultation to be so abrupt, and no explanations as to why it was, was advanced by the Government. Meanwhile, in relation to their claim that the Government breached the Constitution, the appellant stated that the Chief Justice was wrong in concluding that the Government paid due regard to the environment under section 18 of the Constitution before they enacted the 2016 amendment. “To have allowed the 2016 amendment without any evidence of the impact on the environment including expert evidence of the impact on the environment of the proposal as a whole, fell so far outside the boundary of reasonable responses that the judgement amounted to an error in law and fact,” the appellants claim.

PDM still the Government`s Watchdog – Opposition Leader BY OLIVIA ROSE OPPOSITION Leader Sharlene Cartwright -Robinson says the People`s Democratic Movement (PDM) is still the Government`s watchdog and has been keeping the Government`s feet to the fire on serious issues that affect the populace. Cartwright –Robinson was at the time speaking during an appearance on Radio Turks and Caicos where she was accompanied by the party`s deputy leader Sean Astwood on Monday August 29. Cartwright took the opportunity to remind voters who have expressed concerns in the public domain that the Opposition is giving the Government an easy ride and not holding them accountable as it relates to certain matters. She said: “We`ve spent the last
almost four years trying to educate an reeducate and to pretty much debunk those persons who are choosing to be mischievous and malicious by telling them that the opposition basically has the same powers as the Government. “The Opposition under my leadership has been very vocal and we`ve actually had some very strong representation in the house of assembly where we`ve been able to make history in many areas, we have been vocal on the issues and keeping them in front of the people of the country.” She explained that Opposition`s constitutional role is that of a watchdog with limited powers to keep the Government in line. “Persons would remember not too long ago that Government would say ‘opposition will have its say and the Government will have its way’, nothing has changed that is the democracy that we have when
a party gets the majority of seats whether it’s by one they become the government, with that authority comes the right to run the country`s purse and to determine the agenda.” The Opposition Leader also dispelled comments made recently in the House of Assembly by the Minister of border control Don Hue Gardiner who said ‘motions don`t change anything bills do’. In this vein she said: “We`ve had a record on bringing private members motion, trying to stay in dialogue on issues in the house of assembly and hold the Government`s feet to the fire ,issues that people have told us about and that we have seen from our visits where leadership needs to be addressed . “I want to say that motions do not change laws bills do, but the most important thing about why we do bring motions it that we cannot

Should the TCI have developed much further than it is now? At certain periods in the TCI, talk of development was often heard. In a meeting on South Caicos, with officialdom present, people spoke of the need for better roads, but were told a certain number of vehicles was first required. When the authority was told that if you have decent roads, development would be encouraged, the statement was ignored. The salt and marine industries developed before proper roads did, and the advent of tourism saw the need for even more infrastructure. So industry came before roads and a certain number of vehicles which we were told were necessary before anything could happen. When the earlier projects came in the form of hotels, locals in many instances were spectators, because of their lack of access to the benefits of the new development. Grand Turk saw the construction of American bases, which brought employment, but many low level government employees remained in the same jobs, in many cases until they retired. Even air transport throughout the islands took time to fully develop, and the travel horrors of people are difficult to recount. But eventually, more expansive development projects came and

control the country`s purse , we are not allowed to bring a motion that would increase the expenditure. Making the Opposition`s situation pellucid she said:“So while I would have brought a motion for example to introduce pensions or paying persons for gratuity or ex- gratia payments, I could not say to the government do it in a motion, because that’s increasing expenditure. “Whilst Honorable Goldray would’ve said we need biometrics,we should be looking at CCTV and fingerprinting and all of these other things, we could not say do it in a motion because that’s increasing expenditure we could only recommend to the government that they consider ,so I want to make that abundantly clear.” Turning her attention to several burning issues the Opposition has been vocal on for some time, she noted that unemployment, crime and illegal jitneys are just a few. “From something that affects six people to something that affects the entire population we have been very
visible, very vocal and we`ve done it through private members motion, through questions, we`ve done it through committees, we`ve used every tool that we can. “Unemployment has been our issue that we flagged straight through, squatting has been an issue that we`ve flagged straight through, illegal jitneys and Im picking on those issues out of the clear blue ,because within the last two weeks nobody has been saying anything on these issues. “We have been on these issues and many other issues, now we`re in the political season people are paying attention so its important for us to then remind persons who were not listening the entire time on some of the issues that we would’ve raised as an opposition. “We spoke about roads generally and the un-cleanliness of the country, we`ve been on national security and crime for four years.” Opposition Leader CartwrightRobinson reiterated the party`s readiness for the looming general elections.

some islands received benefits, despite stops and starts. The present day is beyond comparison from what happened previously, although many locals say despite progress, and some spin-offs, there is much to be desired. The cruise industry has provided many opportunities, and continues to do so in Grand Turk, and development projects announced for other islands. But should the TCI have developed much further than at present? Some say we should have surpassed Cayman, and the British Virgin Islands. But projects that could have benefitted us, were not accommodated. Locals say the Morton Salt Company wanted to set up shop here, but certain individuals objected, so the company moved to Inagua. Others say our own have prevented us from developing further. They allege that some expats
and locals said only development of a certain size was welcome. This deterred interested investors. The idea of expansion later did not register. And in a situation of developed politics it is said some of us wanted our take before anything moved. Of course, developers shifted. We tend to blame our stronger partner for limiting our development. But is it not that because of our situation, there is a greater voice than ours, which okayed the development we now enjoy? And if at any point development was delayed because of questions to be cleared up, was it not because we would not have received the real benefits as a country? But would certain individuals have? What then has prevented us from developing further?
Grand Turk cares about animals Dear Editor, As a resident of Grand Turk I was most dismayed by Titus De Boer’s last musings in your newspaper. This time it was on the welfare of animals on Grand Turk. To say Grand Turk is rampant with animal cruelty and disregard is way over the top. There are many people on Grand Turk, both Islanders and Expats, who care greatly about animals. We all remember fondly “Dog Lady Elaine” who spent 20 years taking care of animals and, in her quiet way, teaching people how to build simple huts so their dogs would have shelter from the scorching sun. She began spay and neuter programs on these islands with volunteer vets and kept an animal shelter sponsored by the government. She left soon after Ike, taking all her shelter animals with her. I guess Mr. De Boer has not seen
the “wellness clinics” offered every few months in which 40 + animals are seen by a vet. Nor the twice yearly TCSPCA run spay and neuter clinics which also offer specialty surgeries. I also imagine Mr. De Boer doesn’t know that there is a local chapter of the TCSPCA on Grand Turk that has over the years gone into schools to talk about taking care of your pets, taken part in divers children’s club activities to promote better animal care and is an integral part of running the spay and neuter and wellness clinics. Finally, I would like to tell Mr. De Boer that, sadly, animal cruelty is a worldwide thing, not just on Grand Turk! Yes there is a need to take better care of our animals on Grand Turk, but that goes also for animals in the US and yes, even in Germany. A Grand Turk Resident

Priton development residents tired of Government`s lip service – Williams BY OLIVIA ROSE HOME OWNERS of Priton development are tired of the Government`s lip service. This is according to Opposition Blue Hills and Wheeland Parliamentary representative Delroy Williams, who says the Government is failing to address the plight of shoddy pre-fab homes constructed by Priton development in the Millennium Heights area. Priton development has been at the center of controversy recently after homeowners bitterly complained to the media and the Government about substandard construction by the developer. The issues bedeviling Priton housing development phase two, came to light on Saturday, June 18, when homeowners complained of being ignored by the company. The Millennium Heights residents held a press conference to air their grievances and call out the company for the deplorable work they carried out in constructing what many homeowners were hoping to be their dream homes. Instead, what they ended up with was poor workmanship, popping and leaking tiles, sink holes on their properties, mildew, no drainage system on the roadways, unfinished roads and none of the promised community facilities. The homeowners are now saddled with a 25-year mortgage, unsellable houses, and a company that refuses to address their issues, or even give
them a listening ear. Responding to questions posed by Dwayne Taylor, host of” raising TCI talk show” on Monday August 29 that the Priton home development issue is not a Government problem but rather a developer problem. Williams in his response noted that: “there are two issues here, we have a development agreement with Priton and its residents and Priton development has an agreement with the government, the government has to make sure that Priton development stands by its agreement and if the agreement with Priton and the government isn’t completed then the one with Priton and the residents can`t be completed. He explained that if the Government had done its monitoring and evaluation ground work in the initial stages of the agreement the problem could have been avoided. “The problem we have with Priton right now is if the Government had their team in place, teams from planning and all the other necessary departments we wouldn’t be having all of these problems that we`re having right now. “From cracking floors ,to leaking roofs to mold and even to the big sink holes we have in one lady`s yard she has about five holes ,one is right at her backdoor and this issues has been going on since I got elected in 2012.” He added that he has been propounding the issue in the House of Assembly for over four years but the issue seemingly felt on deaf ears, but since election season is on the

horizon politicians from all corners are suddenly paying attention. “It amazes me that one politician said that he heard it the first time two week ago and about a month ago or less the Premier and his team went down and visited, well to me it was just a photo-op because all they got was a letter back from the premier saying that he is off-island and they must contact his personal assistant and that is it nothing else. “You can`t really go to bed at nights knowing that you have residents who don`t know if they`re ground is sound, not knowing whether or not they`re going to wake up the next morning, their microwave is going to be blown, their fridge is going to be gone, their dryer isn’t going to be working.” Only Last month, The Department of Planning halted the construction of new pre-fab homes by Priton Development until the concerns by residents are addressed and resolved. To this end the Minister of Infrastructure, Amanda Missick, issued
a statement to the media noting that the Planning department has informed Priton that no more occupancy certificates will be issued until outstanding matters are addressed. She stated: “Priton Development is a company which constructed affordable housing project in Blue Hills and off Millennium Highway Phase 1 and phase 2 respectively. “Phase 1 consists of 130 homes and phase 2 consists of 297 homes, from which approximately 250 homes were completed and received occupancy certificate. “These homes are a prefabricated building system that was approved by the Physical Planning Board. “The Department of Planning instructed Priton to upgrade the system that was used for phase 1 in phase 2 by building a cistern in each house and installing hurricane shutters on each building. “Change the way of connecting the wall panels, to have three (3) supporting connections instead of two (2) connections.” Priton development was also instructed to use hurricane straps on the roof rafters instead of hurricane clips and instructed to use pressure treated timber or spray anti – termite substances on the timber used in structures. “All houses were inspected during construction and upon completion of construction (For Occupancy Certificate.” According to the Minister Priton
has obligation to pave all roads, develop a park, install drainage system and install street lights. She said: “Approximately 65% of roads have been completed, some street lights have been installed, however the park is not yet developed and the drainage system is not yet completed. “It was found that one of the parcels had a natural hole and the Department of Planning investigated the problem and the initial investigation revealed that the building itself is not affected. Priton was instructed to conduct further structural assessment.” According to reliable sources Priton hired Civil and Structural Engineering Limited (CSE) and a foreign engineering firm to investigate the problem. Both companies reported that the natural hole had no impact on the building and recommended to fill back the hole with stones and quarry. The Minister noted that recently it had come to the Department’s attention that some houses had problems with storm water leaks, which caused damages to the tiles and walls. Missick said the Development Control Engineer is in the process of conducting urgent investigation, and if it is determined that the responsibility for repairs rests with Priton, the Company will be contacted and asked to resolve the problems.

Calling evil good? While we have little authority to preach from the Bible, those holy words often seem to apply in the realm of political campaigning. Isaiah 5:20 tells us “Those who try to call evil...good and bitter... sweet will suffer woes.” There is an unbelievable campaign to paint the current administration’s lack of attention to the needs of the people as excusable. Excusable because they had to pay down the evil debts of their own party...and themselves. Why then did their leadership promise on the eve of the 2012 election to hit the ground running and address the public’s needs ? Needs ignored by their party between 2003-2009 ? Financial minister Washington laid the debts on the backs of the people and the investors of the TCI.

He had collected the CEO’s salary of the TCI Bank as the bank failed under his leadership costing pensioners a huge chunk of their pension fund. Brother Mike, out on bail still lives in a deluxe suite of Washys failed resort. PNP Ministers collect huge salaries, drive 2 new huge cars each and spend their evenings bar and casino hopping. Widows try to survive on a 300 dollar monthly pensions.The future truth printed on the pages of this newspaper is that with 28 million in unpaid debt still on the books this PNP government is arranging to borrow 108 million more ! They
want another raise and more constitutional authority. 10 years ago PNP promised property and income taxes! It seems when we learn of their borrowing plans we can now expect to have these previously promised taxes.Some want to excuse the Doctor Rufus Ewing failed managed primary care system, the double priced hospitals and millions of dollars being shipped to Canada for healthcare. Not for healthcare in the TCI or USA but performed on the cheap somewhere else. The woeful dead and seriously ill can not complain.God is still in charge everywhere. Police to increase their presence in the Islands BY DAISY HANDFIELD TWENTY new members have been recruited to the Police Force in Providenciales, in an effort to increase police presence on the island. In an interview with Police Commissioner James Smith, who hailed the increase in their ranks, he explained that the reason there was not enough police presence on the streets was because of insufficient staff numbers. The new recruits of men and women started initial training on August 1 and will be embarking on a three-month journey to become fullfledged officers. During this training period, the recruits will undergo both classroom and situational training, which includes basic police procedures and duties, swimming and lifesaving,
customer service, firearms, selfdefence, drill and physical training. Smith said that the trainees, along with additional district constables, will complete the training process at the end of October. He said: “They will be patrolling the main tourist areas in Providenciales, which will allow us to put a focus on that, because we need to make sure that we keep a good name, as far as tourists are concerned.” Smith said that with the new recruits, the police force will be able to increase presence around the entire island of Providenciales. “We are trying to make sure that we reduce crime across the country, not just prevent crime for the tourists.” He said. However, the Commissioner added that crime detection was everyone’s business, not only the Police.

Specialty shops to be exempted to advertise and display tobacco products BY OLIVIA ROSE SPECIALTY shops, whose sole business is tobacco, will be exempted to advertise and display tobacco products. This comes as Cabinet last month advised Governor Peter Beckingham to approve the advancement of the amendments to the Tobacco Ordinance to the House of Assembly, which will exempt those shops whose lone business is tobacco, to publicize tobacco products. In this vein the Governor agreed for the Attorney General’s Chambers to commence drafting the regulations to the Tobacco Ordinance. A tobacco control law, which made public places in the Turks and Caicos Islands smoke-free, came into effect on April 1 this year. This law made it illegal for some shops to sell tobacco. The bill which was passed in the House of Assembly in October
2015, aims to prevent tobacco use by minors, regulate tobacco use overall and enhance public awareness of the hazards of tobacco use. Since the law came into effect, some businesses made the necessary adjustments to ensure customers observe the law, many of them have since erected no-smoking signs on conspicuous spots throughout their establishments. Back in March, senior substance abuse counselor John Malcom, told the Weekly news that the department was looking to engage tobacco importers and wholesalers to discuss the ramifications of the bill. He noted that special emphasis will be placed on protecting individuals from exposure to tobacco smoke, prohibiting and restricting promotional practices. He said: “In addition to the legislation, a national smoke free policy was devised to give a framework for the legislation.
“The fact is that a lot of people are exposed to second-hand smoke because of the environment that they work in, restaurants, bars where people smoke So non-smokers are exposed to second hand smoking, and we’re really concerned about that. “So this legislation is going to help curb those kinds of behaviours and activities, so that persons who are non-smokers are not exposed to second-hand smoke.” Malcom noted that the legislation will also give teeth to the relevant authorities to clamp down and prevent smuggling of tobacco and provide for the regulation of tobacco products to mitigate against the harmful effects of tobacco in the Turks and Caicos Islands. He said: “The legislation provides for the establishment of a Tobacco Control Unit, and the Tobacco Control Unit is going to enforce the legislation.
“There will be a new structure of license fees for businesses that sell tobacco products, which means that if you have a bar of restaurant you have to get a separate license to sell tobacco products. “Also we have these little corner stores especially in communities, corner stores that sell loose cigarettes. “We’re going to strictly enforce the age limit for people who can purchase tobacco products from this legislation.” Malcom noted that strict measures will be implemented to ensure businesses comply with the new legislation. Worldwide, tobacco use is the single greatest cause of preventable death, killing a total of five million people each year including an estimated 5,600 in the Caribbean region. Tobacco use is therefore a source of tremendous concern and as such the World Health Organisation has
declared that the tobacco epidemic is one of the biggest public health threats the world has ever faced. Tobacco use affects all human organs and is responsible for the development of several chronic noncommunicable diseases. Although data on the burden of chronic non-communicable disease in the Turks and Caicos Islands has been limited, it is clear that chronic non-communicable diseases are the leading cause of premature death in the Latin America and Caribbean. In this region tobacco accounts for half of all deaths in people less than 70-years-old and two thirds of all deaths in general. The Turks and Caicos Islands national policy for 100 percent smoke free environments is guided by the World Health Organisation Framework Convention on Tobacco Control which was signed on June 16, 2003, and ratified on December 16, 2004, by the United Kingdom.
Police arrest individuals for offensive behaviour during protest TEN INDIVIDUALS are currently on police bail and could be facing a number of charges for offensive behaviour, during what was supposed to be a peaceful march against violence on July 17. These people could be facing charges for assault on police, resisting arrest, inciting a riot, disorderly conduct, obstruction, throwing missiles and making use of threating and obscene language. Police officials have confirmed
that the arrests were made over the past weeks, and that there are still more to come. Police statement read: “Police have a duty to facilitate and encourage the right to peaceful protest, while still protecting their safety and that of the public and in doing so, maintaining law and order.” The alleged offenders are expected to be charged at some point this month. Grand Turk resident raises funds for abandoned animals BY DAISY HANDFIELD MICHAEL Fenimore, a Grand Turk resident, has raised over $2,000 towards building an animal sanctuary in North Wells, Grand Turk, for abandoned horses, donkeys and mules of the nation’s capital. This initiative falls under the TCI’s Animal Welfare and Rescue Effort (TCI AWARE), a non-profit organization, formed by Fenimore. Fenimore explained to the TC Weekly newspaper that he was concerned about the state of these animals, because they were suffering from a lack of food, fresh water and also proper medical attention. His objective was to raise $75,000 to build this sanctuary, where these animals could get fresh water, food and receive free medical care. He said: “North Wells is an animal ancestral watering home. We will construct a secured feed-storage building surrounded by several shaded feeding and drinking huts

where the animals can come eat hay, drink clean fresh water and receive medical attention for any injuries or
illnesses. “The facility will be manned and operated twenty -four hours, seven

feed. “The animals are allowed to come and go freely. “One of the key benefits is simultaneously alleviating the nuisance that the animals cause to the human population. “Often they are walking around thirsty, looking for something to drink, so they would burst a water pipe.” Fenimore explained that there was still no commencing date, as he was still waiting to raise at least half of the budgeted amount, in order to build in phases, and also to have a ground-breaking. A MOTORCADE was held for the Turks and Caicos Islands’ first Olympian, Delano Williams, shortly after his arrival through the Providenciales International Airport, on Thursday. The sprint prodigy was greeted with enthusiasm, as he exited the airport. The motorcade commenced at the Sammie Been Plaza and finished off at the local Fish Fry, where Williams gave a speech. Upon arrival, the track star told media houses that he was elated to be back in the TCI. He said: “It feels great to be back. “It is amazing; I cannot wait to
hear what people have to say tonight and I know that they want to hear what I have to say. I am just excited to be here!” Williams represented Great Britain in the men’s 4x400m relay, at the 2016 Olympics Games in Rio, last month. Delano Williams, Matt HudsonSmith, Conrad Williams and Martyn Rooney clocked the third fastest time in the world this year (2:58:88) and celebrated their performance in front of the cameras, that night. However, their excitement was short-lived, when it was revealed that Rooney had started outside the changeover zone, so they were disqualified.

It also has a vital function in the brain and nerves. Research has indicated that increased intake of monounsaturated and polyunsaturated forms of fatty acids can lower blood cholesterol. When cholesterol levels in the blood become abnormally high, fatty deposits compose of both cholesterol and calcium tend to accumulate in the arteries, including those of the heart-a situation that increases the susceptibility to heart attacks and other complications. Cholesterol
deposits occur mostly in parts of the blood vessels which have been weakened by high blood or undue strain. Another collection point for fatty cholesterol deposits and plaque, one of the first signs of heart disease in men, may be in the arteries that supply the penis, making it less full during an erection. There are other factors besides diet that contribute to high cholesterol, these include stress, anxiety, smoking, overeating, lack of exercise, and high consumption of refined carbohydrates. Also we should consider the fact that individuals health as it pertains to: diabetes, gout and high blood pressure. The normal cholesterol level should be no more than 100 + your

Oral Piercings Piercings in and around the mouth have been popular for some time, tongue piercing dates back as long ago as the Aztec and Mayan cultures. The resurgence in tongue piercing dates back to the 80’s but has been increasingly common. CEO of the Oral Health Foundation, Dr Nigel Carter OBE, discussed the hazards which oral piercings can have on a person’s oral health. Dr Carter said: Our research has found that a sizeable amount of people are choosing to have oral piercings, they have become a very fashionable form of self-expression but not everybody realises the potential long and short term damages that they can have on our mouths. Oral piercings are a major cause of chipped or cracked teeth due to trauma when they come into contact with the teeth; many people even have a habit of biting or playing with their piercing which can be extremely dangerous and can often lead to extensive dental work. The mouth also contains a huge amount of bacteria and is an ideal
place for infection to arise, this is especially the case with new piercings as it is an open wound and needs constant care and attention to prevent infection. An infection can quickly lead to other more serious conditions such as blood poisoning (septicaemia). The act of getting a piercing is itself very dangerous as if done incorrectly can cause issues such as permanent numbness of the tongue, blood loss, excessive swelling which affects breathing and swallowing and and in severe cases and increased risk of HIV and Hepatitis B. Patients are encouraged to fully research the health risks associated with oral piercings and if they still wish to have it done ensure that they do so with a trustworthy provider and confirm that it is done in a clean and safe environment. Eight Zika cases confirmed in New Providence THE number of confirmed Zika cases in New Providence has doubled to eight, with Health Minister Perry Gomez reporting four new cases throughout the capital on Tuesday. While Mr Gomez stopped short of supplying more details of the new cases, he did indicate that officials were still receiving results associated with the 83 suspected cases reported earlier this month. “I can tell you at this time that we are up to eight cases in New Providence,” Dr Gomez told The Tribune. “I can’t give you any more details on those cases, but you can relay to the public that there are now eight confirmed cases in New Providence.” Dr Gomez said that health officials would provide more information on the four new cases in the coming days. Both Fox Hill MP Fred Mitchell and Pinewood MP Khaalis Rolle have urged residents in their communities to take the necessary precautions to prevent mosquito bites after Zika cases were confirmed in both areas. The Bahamas reported an initial case of the virus on August 10 in a mane who had recently travelled to

Last Tuesday, the United States Centres for Disease Control and Prevention (CDC) issued a Zika virus travel notice for the Bahamas, following confirmation of local transmission. The advisory recommended that US citizens travelling to or residing in the Bahamas enrol in the Department of State’s Smart Traveller Enrolment Programme (STEP), which provides those enrolled with security updates and direct link to local consulates in case of emergencies. It advised people travelling to the Bahamas to protect themselves from mosquito bites while there and for three weeks after returning home. Pregnant women are advised not to travel to Zika infected areas or to have sex with partners who have lived or travelled to infected areas.
Canada issues travel advisories for nine CARICOM countries THE Canadian government on Monday updated its travel advisory for nine Caribbean Community (CARICOM) nations, among a list of countries across the world. And it’s the Zika virus that’s responsible. The government has urged its citizens travelling to the Bahamas, Belize, Dominica, Guyana, Haiti, Jamaica, Suriname, St. Lucia, and Trinidad and Tobago, to “exercise a high degree of caution”. It suggests that pregnant women and those planning a pregnancy should avoid travel to those countries. “If travel cannot be avoided or postponed strict mosquito bite prevention measures should be followed due to the association between Zika virus infection and increased risk of serious
health effects on their developing foetus,” the travel advisory states. Zika is caused by a virus which is primarily spread by the bite of an infected mosquito. It can also be transmitted from an infected pregnant woman to her developing foetus. In addition, Zika virus can be sexually transmitted, and the virus can persist for an extended period of time in the semen of infected males. Symptoms of Zika virus can include fever, headache, conjunctivitis and skin rash, along with joint and muscle pain. The illness is typically mild and lasts only a few days and the majority of those infected do not have symptoms. There is no vaccine or medication that protects against Zika virus infection although trials are underway. (Caribbean360)
Aristide joins Haiti rally to urge voters to back candidate TWICE-OUSTED Haitian leader Jean-Bertrand Aristide made a rare public appearance Monday at a street rally to support the presidential candidate of the political movement he founded decades ago. Several thousand backers of the Fanmi Lavalas party chanted and sang as they walked alongside a campaign convoy in Petionville, a hillside district where some of Haiti’s wealthiest citizens live. Aristide and Lavalas candidate Maryse Narcisse waved from the sunroof of a car. Some marchers said the rally was intended to demonstrate to Haiti’s small economic elite the support Lavalas still has among members of the impoverished majority, particularly the urban poor. “Aristide is a force for Lavalas and Petionville must know that,” said Jean Bernard, a resident of a seaside ghetto. At a swanky hotel, Aristide and Narcisse spoke briefly to reporters. Aristide said Haiti is “sick” and needs “all of its children to work together to get well.” “Our next rendezvous will be on February 7, 2017, with Dr. Narcissse as president in the National Palace,” said Aristide, referring to the date that an elected leader is due to take power.

Police and security guards stood outside hotels, shops and Haiti’s elections office as the rally wound through Petionville. Aristide remains a popular but highly divisive figure more than a decade since he was toppled in a 2004 rebellion. As Haiti’s first freely elected president in 1990, he had already been ousted once by a military coup before being restored to power after a U.S.-led invasion in 1994.
He insisted he wouldn’t get involved in politics upon his return to Haiti in 2011 after seven years of exile in South Africa. But he is actively stumping for Narcisse, a doctor who served as a spokeswoman for Aristide while he was in exile. He has mostly kept a low profile since returning to Haiti. He was under house arrest in 2014 amid an investigation into corruption under his government.
BERMUDA’S premier Michael Dunkley is currently in the UK where he is expected to discuss matters with government representatives including Britiain’s exit from the European Union. It will be the first opportunity the Premier has had to meet government officials since the appointment of new Prime Minister Theresa May and her cabinet. Mr Dunkley will be updating the representatives on Bermuda’s stance regarding Brexit. He is also expected to discuss “matters of importance to Bermuda” such as the driving
licence issue in the US state of Massachusetts, immigration and the upcoming Overseas Territories Joint Ministerial Council meetings being hosted by the UK Government in November. The Premier had meetings scheduled with Baroness Anelay, Minister of State for the Commonwealth, and MP Robin Walker, Parliamentary Under Secretary of State. Bahamas: Union leader Pinder says images of dead son will haunt him forever UNION leader John Pinder said Tuesday the memory of seeing his son dead in the driveway of their Hillside Park home will haunt him forever. In an emotional interview with The Tribune hours after his son was murdered, Mr Pinder said it is taking “every bit of strength” he has not to break down and remain a “tower” for his wife and his family. John Jamal Pinder Jr, a father-of-one who turned 27 just seven days ago, was shot multiple times and killed late on Monday night while playing video games in his home off Bernard Road. Officer-in-charge of the Central Detective Unit, Chief Superintendent Clayton Fernander said the victim was in the living room with several other people when unknown persons shot through a window of the home. The victim, who sat right under the window, was
shot several times and was pronounced dead at the scene. A second man was also shot and rushed to hospital by ambulance, where he remains in stable condition. Mr Pinder, leader of the National Congress of Trade Unions Bahamas and the Bahamas Public Services Union, said he received a call shortly after 10pm from his eldest son’s fiancée telling him that “some guys walked in the yard and shot Jamal” and she thought that he was dead. He said five minutes later he arrived at home to see his son lying on the ground, bleeding and lifeless. “This is shocking and hard for me,” Mr Pinder said. “I mean he was just there, dead. That morning when I left, we were talking about getting a business license for him because he wanted to get a contract from the government to clean parks and roadways because he was into landscaping.
PRIME Minister Perry Christie said on Monday he is “not at all” concerned about former Attorney General Alfred Sears’ bid to challenge him for the leadership of the Progressive Liberal Party (PLP). In fact, Mr Christie said “his record” and his “value” would ensure his re-election at the party’s convention in November. Appearing as a guest on radio talk show “Darold Miller Live” with host Darold Miller, Mr Christie laughed off speculation that he may be ousted as leader of the PLP by the Fort Charlotte candidate because of voter frustration with the current administration. “No, I am not concerned,” Mr Christie said. “What I have done for the people of The Bahamas and what I have done for the Progressive Liberal Party and its supporters, will enable them to see the value, my value as prime minister of the Commonwealth of The Bahamas.” Earlier this month, Mr Sears announced his intention to challenge Mr Christie for the PLP’s top post, meaning that Mr Christie will face the first challenge to his leadership since National Security Minister Dr Bernard Nottage and attorney Paul Moss faced him in 2009. For months, Mr Sears has been laying the groundwork for a leadership run, having recently released a list of proposals he intends to champion if he becomes leader of the PLP. May vows Brexit deal will limit migration whatever the impact on EU trade BRITAIN will control immigration from the European Union after Brexit, Theresa May has pledged. Setting out her first “red line” for the forthcoming exit negotiations, the Prime Minister told her Cabinet that immigration controls were not negotiable. European leaders have repeatedly insisted that Britain must accept the free movement of EU migrants in exchange for full membership of the single market. However, Mrs May’s statement now puts the onus back on European countries over whether they wish to continue trading freely with this country and whether they will accept controls on migration as a price. In her first address to the Cabinet since the summer break, Mrs May told ministers gathered at Chequers, her official country residence, that Britain would pursue a “unique” model after it left the EU and would not adopt an “off-the-shelf solution”. Her comments effectively rule out taking a similar approach to Norway, which retains access to the single market in exchange for accepting the free movement of EU migrants. A Downing Street spokesman said: “Several Cabinet members made it clear that we are leaving the EU but not leaving Europe, with a decisive view that the model we are seeking is one unique to the United Kingdom and not an off-the-shelf solution. “This must mean controls on the numbers of people who come to Britain from Europe but also a positive outcome for those who wish to trade goods and services.”

Curbing the number of EU citizens coming to the UK is central to the Government’s pledge to reduce the level of net migration to “tens of thousands”. Last week it emerged that more than three million people born in the EU are now living in the UK, as Poland overtook India as the most common overseas country of birth for the first time. The figures show that net migration was at near record levels of 327,000 last year, more than three times Mrs May’s target. Mrs May is considering plans to introduce work permits to limit the number of low-skilled workers that can come to the UK. The Prime Minister also confirmed that she will “push ahead” with invoking Article 50 and beginning the formal process of leaving the EU without a parliamentary vote. Ministers suggested Britain
should draw inspiration from the days of Empire and cement its reputation as a “great trading nation” after leaving the EU. Mrs May opened the meeting by saying: “We must continue to be very clear that ‘Brexit means Brexit’, that we’re going to make a success of it. That means there’s no second referendum; no attempts to sort of stay in the EU by the back door; that we’re actually going to deliver on this.” She said it was “imperative” that Britain got the “best deal for people at home and the right deal for Britain abroad”. The Prime Minister also made clear that she and her government would “establish the terms” of Brexit and decide when to trigger Article 50, rather than consulting Scotland and Wales. Nicola Sturgeon, the Scottish First Minister, suggested earlier this year that Scotland could have a veto over Brexit.
Florida judge reprimanded for sending sexual abuse victim to jail BELITTLING in the name of the law. A Florida judge has been publicly reprimanded for sending a sexual abuse survivor to jail for three days last year. The victim’s crime: she failed to testify against the man who had allegedly abused her. Seminole County Judge Jerri Collins admitted Tuesday she had wrongly sent a sexual abuse survivor to jail and agreed to taking anger management and domestic violence courses, the Orlando Sentinel reported. “You berated and belittled a victim of domestic violence,” Chief Justice Jorge Labarga told Collins. “You were discourteous and impatient… You raised your voice, used sarcasm, spoke harshly and interrupted the victim.” Collins remained mum throughout the humiliating five-minute lecture. A local judicial commission argued Collins had not violated the law – but she broke a slew of ethical codes for how Florida judges are supposed to act. The reprimand came down as punishment for a heartless incident last year when Collins snapped at an unidentified sexual abuse victim who begged not to testify. “I’ve been dealing with depression and a lot of personal anxiety since this happened,” the victim said, tears running down her cheeks. “You think you’re going to have anxiety now?” Collins, 54, shot back. “You haven’t even seen anxiety.” “Judge, I’ll do anything...I have a 1-year-old son, and I’m trying to take care of him by myself. ‘Glaring deficiencies’ in EU debate, Electoral Reform Society says

Rousseff’s supporters take to the streets to protest impeachment vote MICHEL Temer, Rousseff’s former vice president who has been serving as interim president since her suspension in May, will assume the office of president and serve out the remainder of her term. Temer, a leader of the Brazilian Democratic Movement Party, was sworn in Wednesday afternoon. Police lined the streets to curb the often violent demonstrations, which saw property vandalized and police vehicles damaged. Police fired tear gas at some supporters of the former leader in an attempt to quell the protests. Temer, 75, inherits a tattered economy along with the keys to the presidential palace in Brasilia, the nation’s capital. In an attempt to bring calm to the streets and reassure ordinary Brazilians, Temer said: “This is a moment of hope, to rebuild trust in Brazil. Uncertainty has come to an end. It’s time to unify the country.” The new President met with his Cabinet and promised to tackle unemployment. “I am not saying it is an easy task, since we have almost 12 million people unemployed in this country,” he said, according to a CNN translation. “It’s a scary number, and there is nothing less dignified than unemployment.” A general election is scheduled for 2018. Wednesday’s vote marked the culmination of a contentious impeachment process that has dragged on for months. It’s a political crisis that ordinary Brazilians could do well without as the country, which just hosted the Summer Olympics in Rio, is trying to pull itself out of recession. While Brazil’s first female president is out of a job, but not
barred from the ballot if she wants to run again -- a motion to bar her from holding any public office for the next eight years failed. Rousseff, 68, a former Marxist guerrilla, said earlier this week that she had committed no crime and said she was proud she’d been “faithful to my commitment to the nation.” Sen. Lindbergh Farias of the Workers’ Party made an impassioned plea against Rousseff’s impeachment. “This is a farce. This is a pretext. This is absolutely irrelevant. There are two types of senators, the one that know there was no crime of responsibility and vote against the impeachment and those that know there was no crime of responsibility and vote in favour,” he said, shouting from the Senate floor. Sen. Ronaldo Caiado of the Democrats argued that Rousseff should be ousted, saying that lawmakers weren’t the ones behind the impeachment process. “It began because 90% of the population has said loudly, no more (Workers’ Party),” he said. The heir to former President Luiz Inacio Lula da Silva, Rousseff was re-elected by a narrow margin in 2014, but a recession and a crossparty corruption scandal put an end to any political goodwill she might have earned, eventually leading to her ouster. A statement from the spokesman for Ban Ki-moon said the U.N. Secretary-General had “taken note” of the impeachment process and Temer’s swearing in. “The Secretary-General extends his best wishes to President Temer as he begins his tenure,” the statement said. “He trusts that under President Temer’s leadership, Brazil and the United Nations will continue their traditional close partnership.” (CNN)
THE EU referendum campaign was dogged by “glaring democratic deficiencies” with voters turned off by big name politicians and negative campaigning, a report says. The Electoral Reform Society attacked both sides of the referendum campaign, saying people felt “illinformed” by the “dire” debate. The society said the impact of political leaders had been “minimal”. It called for a “root and branch” review of the way referendums are run. Recommendations made by the society in its report include having a public body intervene when “misleading” claims are made by campaigns, reviewing broadcasters’ role and publishing a “rule book” to govern conduct by campaigns. They also propose that future referendums have a guaranteed six month official campaign, and citizenship education be extended in schools with the voting age reduced to 16. The UK voted to leave the EU on 23 June by 51.9% to 48.1%. The then prime minister David Cameron and the government backed a Remain vote, while the Leave campaign was fronted by ex-mayor of London Boris Johnson, who is now foreign secretary. The Electoral Reform Society, which campaigns for “democratic reform”, said its polling showed Mr Cameron and other political “big beasts” had failed to convince the public. When asked about eight prominent politicians, most people said they had had no effect on the way they voted.

The only high-profile figures who, according to the poll, persuaded more voters of their position than drove them to vote the other way were Boris Johnson, Nigel Farage and US presidential candidate Donald Trump, who backed Brexit. “Above all, what these numbers tell us is that people had by and large lost faith in established political figures as opinion-leaders - except where those figures might be said to be kicking against the establishment,” the society said. It said voters had viewed both sides as increasingly negative, and many “simply did not trust” their key claims. These included Remain saying households would be on average £4,300 a year worse off outside the EU and Leave claiming an extra £350m a week could be spent on the NHS. The government’s controversial mail-shot to every household in the UK had “little effect on people’s
levels of informedness”, it said, and towards the end of the campaign nearly half of voters thought politicians were “mostly telling lies”. The society said the EU debate was in “stark contrast” to the 2014 referendum on Scottish independence, which it said had featured a “vibrant, well-informed, grassroots conversation that left a lasting legacy of on-going public participation in politics and public life”. The society’s chief executive Katie Ghose said: “This report shows without a shadow of a doubt just how dire the EU referendum debate really was. “There were glaring democratic deficiencies in the run-up to the vote, with the public feeling totally illinformed. Both sides were viewed as highly negative by voters, while the top-down, personality-based nature of the debate failed to address major policies and issues, leaving the public in the dark.”

TWO people teamed up to rescue a baby from a hot car at a New Jersey shopping centre on Monday — with the help of a sledgehammer. Steve Eckel, 53, and 30-year-old Sara Mazzone saw the 4-month-old girl struggling inside a locked vehicle, with temperatures in the high 80s. “There’s no doubt in my mind the baby would be dead if we didn’t do what we did,” Eckel told the Daily News on Wednesday. Eckel, a retired sergeant with the Middlesex County Sheriff’s Office, had recently arrived at the Howell shopping centre to purchase some new shirts at Kohl’s. He needed the shirts for a new job as a security officer in the school system. He saw Mazzone walking in the other direction, and she had just noticed the baby locked in the car. “Right as I passed her she screamed and said, ‘Oh my God,’” Eckel recalled. “I saw an infant clearly in distress in the backseat,” Mazzone told The News. After quickly notifying people in Kohl’s and calling 911, the pair desperately went to work to get the baby out of the car. Eckel asked a couple of people if they had a tire iron, but they didn’t. Then he remembered he had the sledgehammer in the back of his car. He had cleaned out most of the vehicle so that his teenage daughter, who was driving, could see through the back. But he had left the sledgehammer. “I am just thankful that I heard the baby crying, and that Steve was there with his sledgehammer,” said Mazzone, a school teacher.

Apple chief Tim Cook says tax ruling ‘maddening’ APPLE chief executive Tim Cook says the European Commission ruling that Apple should pay billions of euros in back taxes to the Republic of Ireland is “maddening” and “political”. He told Irish broadcaster RTE that Apple had not been given preferential tax breaks in Ireland. The EU ruling said Apple had been given €13bn of “illegal” tax benefits. Mr Cook said he was “very confident” the ruling would be overturned on appeal. ‘OUTRAGE’ On Tuesday, the European Commission said Ireland had granted undue tax benefits of up to €13bn (£11bn) to Apple. Speaking about the ruling, Mr Cook told RTE: “It’s maddening, it’s disappointing, it’s clear that this comes from a political place, it has no basis in fact or in law, and unfortunately it’s one of those things we have to work through.” “When you’re accused of doing something that is so foreign to your values, it brings out an outrage in you, and that’s how we feel. Apple has always been about doing the right thing. “We haven’t done anything wrong, and the Irish government hasn’t done anything wrong.” Mr Cook disputed the Commission’s finding that Apple had effectively paid a corporate tax rate of just 0.005%, or €50 out of every €1m, from one of its Irelandbased subsidiaries in 2014. “It’s a false number. I have no idea where the number came from. It is not true. Here is the truth. In that year, we paid $400m to Ireland, and that amount of money was based on the statutory Irish income tax rate of 12.5%.” However, the European Commission said the rate of 0.005% applied to one of Apple’s subsidiaries. Apple Sales International
made research payments totalling $2bn to its parent, Apple Inc, in 2011, which significantly increased in 2014, the Commission said. “Apple paid an effective tax rate of 0.005% in 2014 on the profits of Apple Sales International. “Apple has more subsidiaries in Ireland, as indicated in the Commission’s decision to open an investigation. “The tax affairs of other Apple subsidiaries, be it in Ireland or elsewhere, have not been the focus of this investigation,” it said. Commissioner Margrethe Vestager said: “This is a decision based on the facts of the case, looking into Apple Sales International, how they are arranged within Ireland, and with the profit recorded there, how they’re taxed.” But Apple said it was the largest corporate taxpayer in Ireland in 2014. He said Apple paid income tax on products sold in different European countries to those countries, and an additional income taxes on profits in the US at a rate of 35%. In addition, Apple has provisioned “several billion dollars” from its profits in 2014 to be repatriated to the US, he said. “Right now I would forecast that repatriation to occur next year. It’s not true that we paid just $400m or even just $800m [to Ireland and the US combined] - the number is materially larger.” “In 2014 our worldwide income tax rate was 26.1%,” Mr Cook added. On Tuesday, the European Commission ruled that Apple’s Irish tax benefits were illegal. After a three-year investigation, the Commission said Ireland had enabled Apple to pay substantially less than other businesses, in effect paying a corporate tax rate of no more than 1%.

The employee will be responsible for acting as Owner’s representative during construction of infrastructure, hospitality and residential components of Sailrock Development. Beach & Pool Maintenance attendant is responsible to ensure all the pools (main resort, villas) are clean and up to safety standards, this include ensuring the main beach area is always in pristine condition. The Swiss investigation centres on the use of 7m euros (£6m; $7.8m), later reduced to 6.7m euros, earmarked for a gala event.
“It is suspected that the suspects knew that this sum was not being used to fund the gala event, but instead to repay a debt that was not owed by the DFB,” prosecutors said in a statement. “In particular, it is suspected that the suspects wilfully misled their fellow members of the executive board of the organising committee for the 2006 World Cup. “This was presumably done by the use of false pretences or concealment of the truth, thus inducing the other committee members to act in a manner that caused DFB a financial loss.” No further details were given. Reporting earlier on Thursday, Germany’s Spiegel magazine said the investigation centred on payments made from 20022005. Last October, Mr Beckenbauer said he did not give “money to anyone in order to buy votes”. But in a statement, he said: “In order to get a subsidy from FIFA [for the organisation of the 2006 World Cup] those involved went ahead with a proposal from the FIFA finance commission that in today’s eyes should have been rejected.

Teams had already spent a combined £1.005bn as of 08:30 BST on Wednesday, shattering last year’s record £870m. Thirteen top-flight teams broke their own transfer records. The 20 clubs in the Premier League have benefited from a record £5.1bn television deal which came into effect this season. “The increases in broadcast revenue, with the 2016-17 season being the first of the new broadcast deal cycle, is the principal driver of this spending power,” said Dan Jones, a partner at financial analyst Deloitte. While this year’s figure of £1.165bn easily broke the record set 12 months ago, it dwarfed the £215m spent during the first window in the 2003-04 campaign. Such financial strength owes much to the record £5.136bn domestic TV deal, which was more than £2bn larger than the previous contract from 2013 to 2016. Former England winger Trevor Sinclair said: “There’s so much money in it for a reason - supply and demand. Bruno steers Super Kings past Beaches
Garvin Bruno picked up four wickets and scored 46 runs for the Super Kings.
NATIONAL T20 record holder Garvin Bruno scored 46 runs before returning to pick up four wickets for the Quality Super Kings who recorded a 48-run win over Beaches in a critical final game of the preliminary round in the HAB Group TCICA Summer T20 Cricket competition. With the win the Super Kings have booked a place in the final. Beaches on the other hand will now face the Mitsubishi Tigers in the lone semi-final of the tournament this Sunday. Bruno, who picked up his third four-wicket haul at this level, told the Weekly News that the match was always going to be an
important one. “We finished with four games out of six, levelled with Beaches but a more superior run rate. We go straight in the final, because we finished first.” In the game played at the Downtown Ball Park last Sunday, the Super Kings won the toss and elected to bat. Openers Odayne Ewart and Bruno led the charge with a solid 85 run, first wicket partnership in 9.2 overs. The more watchful Ewart, scored a run-a-ball 31 (4X4s and 1X6), while Bruno hit seven fours and a six in his 46 (31 balls). The talented Erion Charles took over when Ewart fell and kept the run rate ticking. By the 15th over the Super Kings had already scored 144,
Williams going for gold in Tokyo 2020 DELANO Williams has promised the TCI a medal in the Tokyo 2020 Olympics, and he hopes that it’s gold. The nation’s first Olympian returned to the TCI on Thursday afternoon to excitement and encouragement from all walks of life and he made the promise that they all wanted to hear. At the Flow homecoming celebrations, his declaration of a hopeful gold medal in four years’ time was met by loud and encouraging applauses. “In 2020 we are going for the gold.” Williams had told the Weekly News prior to the conference that he intends to train in the 200M and the 400M with the hope of being selected for more than one events at
the Games. “Thank you for the support and hopefully we will be Olympic champions and we will sit right down in this room and we will be talking about it,” he told the gathering. Williams added that at the Rio race, he had TCI in his mind and in his heart. He said he felt very encouraged to see supporters from the TCI at the event and was even more pumped up for the race. He was also high in praises for his coach Neil Harrison and Rita Gardiner whom he said were rocks in his life. In heat 2 in the 4X400M relay the Great Britain team, for which Williams ran a successful second leg, won the race, only to be later disqualified for an infraction. GB were favourites for a medal.

Although Jessie Alexander (28 3X4s) and Danar Lewis (39 5X4s, 1X6) got starts, the team could not dominate the bowling and eventually succumbed for 124. Bruno snapped 4-25 from 3.5 overs, including the key wicket of Lewis, while Ira Baptiste assisted with 2-19 from three overs.

Williams brings nationalities together in TCI – opines Premier Ewing DELANO Williams may have represented Great Britain at the just concluded Rio Olympics, but Premier of the Turks and Caicos Islands Dr. Rufus Ewing feels that he was able to transcend nationalities and inspire all of TCI. Speaking at the Flow homecoming celebrations press conference on Thursday afternoon, Dr. Ewing said that Williams is beloved because of his multi-nationality and his dedication towards athletics. He pointed to the fact that TCI’s first ever Olympian was born and bred in Grand Turk, with Haitian parentage while he trains in Jamaica and represents Great Britain. “Just about everyone who lives in the TCI have a reason to cheer for Delano. It’s great that you are able to bring so many nationalities together.” The premier added: “TCI needs more Delano Williams”. He indicated that Williams’s performance and attitude have always produced happiness and unity in the islands. Dr. Ewing stated that although he traditionally supports Caribbean nations, such as Jamaica and the Bahamas at the Games, with Williams in the GB team, he found himself cheering on their athletes as well. VERY PROUD He also told Williams that his performance was an inspiration. “Even though you did not medal in the Olympics, you were victorious, and the tapes and videos do not lie,

you were the man behind that race. “We would like for you to know that we stand proud of you and that you are our Golden Boy.” As the premier, all the other speakers in the DEMA Conference Room were high in praises for Williams despite the unfortunate disqualification of Great Britain at the Games in the 4X400M relay heats. Deputy Premier Anya Williams said that Delano made the entire TCI proud. “He took that race and owned it… he made sure that Delano Williams was a name that would never be forgotten. I believe that Delano has done something exception. He has given the youths something to look
forward to.” She added that Delano is committed to his 3Ds (determination, dedication and discipline), and that he made sure that he took himself and the TCI to another level. The deputy premier encouraged Williams to keep up his enthusiasm and determination for the Tokyo Olympics in 2020. She stated that the TCI will be at his side all the way. “We know in our hearts that you will bring back an Olympic medal… it may seem to be a long road to the 2020 Olympics, but we will be there, we will be with you all the way. We stand with you all the way.” FLOW Country Manager, Delleriece Hall said that Williams returned with something even more respectable than a medal: “He
returned with an unwavering spirit and humility”. She said that Delano kept his head held high and showed his humility by uttering the simple words, “all things are lessons that God help us learn.” “You don’t need a medal to make us proud; you put our country on the map, making history as our country’s very first Olympian and showing that there is nothing that hard work can’t achieve…the pride we feel together is something TCI will hold on to for a very long time. ” Williams’s long-time coach and boyhood mentor, Neil Harrison promised the TCI that the IAAF World Championships in 2017 and Tokyo Olympics in 2020 will
be even bigger for Williams. He also indicated his gratefulness for Williams’s mum and all the other persons who helped Delano in his journey to Jamaica. “I’m really and truly happy for these persons who have supported me and my vision….I assure you that I will continue to do my best as his personal coach.” Director of Sport Judith Robinson also had encouraging words for Williams. After the press conference, Williams was led to the FLOW Island Fish Fry by the Cadet Corp. He later mingled and took out pictures with fans and well-wishers at the venue. On Saturday he will head to Grand Turk for a similar celebration.
