Do not rush imm. bill - Opposition Leader warns OPPOSITION Leader Sharlene Cartwright - Robinson is warning the Government not to rush its decision in making changes to the Immigration laws without properly consulting the people of these Islands. In a press release issued this week the leader of the Opposition said the one week of public consultation “in a whirlwind fashion has left many heads spinning and concerned over the rushed and hurried approach” to adopting a new Immigration bill. “We are therefore admonishing the Government to take the wishes of the people into account, accurately reflect them and ensure that there is a proper balance between adequate protections for its people and the need for growth.” Cartwright-Robinson said: “The one week of public consultation in a whirlwind fashion has left many heads spinning and concerned over the rushed and hurried approach to something so critical and fundamental. This together with the absence of a true and full appreciation for the content of these life altering Bills, and the information to show the impact, our people are left seriously concerned.) “We have just ended a forced consultation period on the Immigration Bills – a consultation repeatedly called for by the PDM and more specifically by myself as the Shadow Minister for Border Control. Until Friday, August 21, 2015, the consultation period was largely an

online consultation with limited access to and difficulty accessing the Immigration Bill and with the need to request a face to face stakeholder meeting. As recent as yesterday, I was still providing individuals with a copy of the Immigration Bills. “In October when the PDM was successful in halting the Bill due to a lack of consultation and then knowing full well that it could not be presented in the current Session, we expected that the Government would have used the time to conduct meaningful and accessible consultations. “Whilst we are grateful that the Government has changed its position following an acknowledgement of a request for same from PDM Members to hold public meetings,

we unfortunately are not happy with the rushed, sham of a consultation as they have grown a reputation for. “A more detailed approach outlining what exists now, what is being proposed and the reasons for same, all in an effort to better educate and then a means to gauge the responses would have been the most effective approach. The responses from persons as early as the first public meeting here in Provo prompted the PNP’s own Party Treasurer to ask the Minister publicly for a longer educational process. “The one week of public consultation in a whirlwind fashion has left many heads spinning and concerned over the rushed and hurried approach to something so critical and fundamental. This together with the absence of a true and full appreciation for the content of these life altering Bills, and the information to show the impact, our people are left seriously concerned. “Often times and as recent as the last House of Assembly Meeting on an immigration amendment, the Government had no statistics or pressing information to support their hurried approach on its major policy change. We note with amusement however, the many occasions where members of the Government have been sorely agitated by members of the PDM posing questions. Our people are now asking questions and they require answers. “We are sincerely troubled by the Government’s usual hurried approach to the passage of laws in this country and we are again publicly cautioning this Government to take better care of the people of these Islands and the country’s future. We must be careful to not pass laws based on any other reason than in the best interests of our people and to always be mindful of the fact that there are some decisions if not carefully made can adversely affect us as a people. “We therefore cannot see how this Government can possibly continue with its plan to force through the Immigration Bill on September 14th in the climate of mistrust, uneasiness and skepticism that it has created by their own approach to this important Immigration reform. “We are therefore admonishing the Government to take the wishes of the people into account, accurately reflect them and ensure that there is a proper balance between adequate protections for its people and the need for growth. “We are also calling on them to take another look at its Bills, engage in meaningful educational and informative consultations and carefully consider the proposals made to them.”

FortisTCI signs MOU for the first utilityscale solar system ON Monday (August 31), FortisTCI signed a memorandum of understanding (MOU) with a local company on Providenciales for the commissioning of a utility-scale solar project. This MOU is the first step in what the company hopes will be the first large-scale solar system interconnected to the country’s electricity grid, a company release read. In September 2014, the company commissioned an independent renewable energy infusion study that identified how much intermittent power, such as solar and wind, can be accommodated on the transmission and distribution system. The study also determined how much of these renewables can be supplied to the grid without compromising integrity and reliability, and without increasing cost. FortisTCI President and CEO Eddinton Powell said, “The company is very enthusiastic about the potential of this project and partnering with this potential IPP in the generation of green energy. “This project, and soon
to be launched renewable energy programs for residential customers, will usher in a new era of green energy in the TCI. We know that this will not happen overnight, and we realize that this is still an expensive proposition.” However, the company believes that renewable sources of energy will play an increasing role in the TCI’s energy mix as the technologies improve and become more cost-effective. Fortis is equally adamant that renewable energy should not increase the cost to customers, or undermine the safety and high-service reliability the country has come to expect from them, Powell added. The approach to the introduction of renewable energy sources is to carefully accommodate both utility scale and small scale residential solar systems that can interconnect to the grid within proposed limits. At this time, the release continued, windpowered systems cannot be accommodated on the grid, due to restraints placed by the Planning Department on the company’s proposed wind energy pilot project.
Police seek help in solving vehicular crimes in Provo The Royal Turks & Caicos Islands Police Force is continuing its appeal for vigilance in the wake of a number of vehicular crimes in Providenciales. Police responded to eight such incidents earlier this morning (Friday August 28, 2015), in some cases vehicles were left unattended overnight, others for just a few hours. Six vehicles were reported broken into and two vehicles were reported stolen overnight. Of the six vehicles broken into, one was at Grace Bay Village, another in Kew Town and the other four at The Market Place. One of the two stolen vehicles was stolen from a Richmond Commons address and recovered this morning behind the Rugby Field. The other stolen vehicle was reportedly stolen from Kishco’s parking lot on Leeward Highway and recovered this morning at The Market Place. Both stolen vehicles were reportedly "hot-wired". The Royal Turks & Caicos Islands Police Force would like to offer vehicles owners some ideas on how
to prevent their vehicles from being stolen or being broken into. Avoid leaving your car while it is running, even if only for a few minutes. Locking your car is always the best solution. If you make it easy for someone to get in, they will most likely take advantage of this. Control your keys. Only leave the keys necessary for repair shops to do their job, or have a spare key made that says "Do Not Duplicate" for just this purpose. Park in well lighted, busy areas if possible and close to buildings with windows. Buy and install a car alarm. If your vehicle is older, have the door locks replaced with tapered ones. These are more difficult to "Jimmy". Take your keys with you when going in to pay at convenience stores or fuel stations. Avoid parking in between larger vehicles, which may obscure surveillance on your vehicle. Periodically check your license plate to ensure that it is still present. Rufus rebukes Governor and CFO - their action is an abuse of power PREMIER Rufus Ewing Ewing has strongly condemned the Governor and the Chief Financial Officer for appropriating $2.2 million from the Treasury to fund the protection of Helen Garlick and her team in the Turks & Caicos. Branding their action “an abuse of power,” the Premier said he has demanded and “has not yet received any information about any threat to national security or the security of any members of SIPT that warrants such exorbitant additional expenditure.” In a strongly-worded press release yesterday (September 3), the Premier stated:“The Governor in his press release last week communicated that he was instructed by the Foreign and Commonwealth Office to instruct the Chief Financial Officer to use his powers under the Constitution and Chief Financial Officer’s Ordinance to authorize an additional $2.2M to fund security cost for SIPT. “My Government is on record condemning this action, which, while being within the legal authority of the Governor and CFO, is considered by my Government to be an abuse of power and without proper justification. Even though I have demanded I am yet to receive any information about any threat to national security or the security of any members of the SIPT that warrants such exorbitant additional expenditure. The release continued: “The only threat to national security that I am aware of is the constant threat of illegal immigrants and poachers traversing our maritime borders engaging in illegal fishing, and trafficking of human, guns and drugs. Such funding is better spent on the procurement of marine defense vessels and manpower to defend our boarders from these illegal activities, a responsibility that
the UK Government has constantly shunned. Ewing said: “The Turks and Caicos Islands is a peaceful nation of friendly people that enjoys some of the lowest crime rates globally, and we should not be compared to other countries where acts of terrorism abound. I condemn this characterization by the Governor and demand his retraction and clarification of this outlandish and unwarranted statement. The SIPT has been operating in these islands for the last five years without incident, at the expense of the tax payers of this country, and they seem to be no further ahead than when they started but they certainly are richer. He continued: “The Turks and Caicos Islands’ House of Assembly, in previous sittings has appropriated funding for the SIPT and now, so too has the CFO and without the approval of Cabinet or House of Assembly, and in all of these instances, my Government’s calls for accountability and transparency for the expenditure of the people’s money have been blatantly ignored by the Governor, the CFO and the Commissioner of Police.” The Premier said this action by the Governor and the CFO Is not an example of good governance. “We have a right to know how much of the tax payers money is being spent and what specifically it is being spent on. We do not seek to compromise the investigations but making that information available after the trials have ended is totally unacceptable and we will therefore not approve another “red cent” for SIPT,” he said. He continued: “Since coming to office in 2012 I have made representation to the UK Secretary of State, the FCO and DFID, both in writing and in person requesting them to assume the responsibility

for the funding of the SIPT, as previously recommended by the UK Foreign Affairs Committee and
Chief Prosecutor Helen Garlick, and the UK Government has consistently refused to accept its responsibility as a sovereign nation and provide support to these islands, but instead insists on providing employment and financial opportunities for the British on the backs of tax payers in the Turks and Caicos Islands. “The economic prosperity of these islands came with the hard work of this Government and the hard work and sacrifice of the people of these islands, and such economic gains should be spent as a priority for the improvement of the lives of the people of these islands and not for the enrichment of SIPT and other UK tax payers. The UK’s insistence on the brow beating of the people both by their insistence on taxing the people to pay for SIPT as well as their recent denial of the people’s call for constitutional review are acts to be abhorred.
“My Government will continue to make representation to the Secretary of State, FCO and FAC and agitate for the UK Government to live up to its responsibility as a sovereign nation and fund the SIPT or find alternate methods of exacting justice as recommended by the Report of the CARICOM Mission to the Turks and Caicos Islands and for them to uphold good governance instead of demonstrating the might of the Great British Empire in abusing its authority. “My Government is prepared to take this fight to Whitehall as we will not accept this nor the UK’s response to the House of Assembly’s recommendations for constitutional amendments. It is past time for a frank discussion on the future of the relationship between the UK Government and the people of these “beautiful by nature” islands,” he concluded.
Imports increased in Turks and Caicos by 8.5% The Strategic Policy and Planning Department (SPPD) announced today that imports for the first half year increased by 8.5%. The Turks and Caicos Islands Merchandise imports totaled approximately $208 million for the first half of 2015, representing an increase of $16.3 million or 8.5% when compared to the same period last year. Exports from the Turks and Caicos Islands during this period were valued at $2.1 million when compared to $3.8 million during the first half of 2014. This resulted in an overall merchandise trade balance of approximately -$205.9 million during the first half of 2015 and the worsening of the overall trade balance by more than 10.4 percent or $9.6 million. "Due to the current growth that is taking place in the tourism
sector, the attraction of direct investment, the projected growth in the construction sector of the TCI economy and the lack of a more diversified group of exports, it is likely that the trade imbalance will continue to increase in the foreseeable future," stated Acting Director of SPPD, Mr. Shirlen Forbes. "The rising imports however, could be looked at in a positive light. As a country with high value of imports, the increase in imports may also be reflecting the uptick in activity taking place in the TCI economy, showing that Turks and Caicos consumers are buying and developing more. Evidence of this can be seen in the increase of motor vehicle imports by 61.5% during the first half of 2015 when compared to the same period last
year. "This undoubtedly reflects the significant increase in motor vehicles from Asia. Motor vehicles imports at the Grand Turk Port and Providenciales South Dock Port increased by 112.4% and 110% respectively. The increase in motor vehicle imports made Machinery and Transport equipment, by far the largest expenditure, amounting to $58.2 million, or 28.0% of total imports when analyzing the data using Standard International Trade Classification (SITC)." Given the performance of Merchandise trade during the 1st half of this year, SPPD is forecasting that imports will increase by more than 22% for the 2015 calendar year. Whereas exports will experience a decline of more than 5 percent.

We, of no constitution
Note: Recently, in a continuing exercise of absolute power in Turks and Caicos, a British Minister of government rejected the resolution for reforms to the Turks and Caicos Constitution; turning upon his opinion, that there are risks. He did not open a negotiation or deliberation, but merely rejected the resolutions, as one does food preferences. Some say, he has this power in law. If that is so the Turks and Caicos has no law worthy of the name; certainly not in the tradition of English law. Here Professor Gilbert Morris - Former Professor at George Mason University, former Chairman of TC Invest and former Special Envoy from the Office of The Premier to the House of Lords, shows why our position is unacceptable. INTRODUCTION: A Constitution is a sovereign law. It is not the law of the/or a sovereign in modern thinking. No. A Constitution is that law that is sovereign to all laws within a country. This means, even “sovereigns”, are subject to the Constitution. This means also that since we are not governed by sovereigns, we are not governed by the preferences of this or that government nor the personal opinion of this or that politician. We are governed - at least that is the theory - instead by laws, applied equally to all; laws protecting rights not granted by a Constitution, but granted by God, and recognised in a Constitution. Whilst it is the mantra of “American Constitutionalism”, the principle of “Inalienability” must be true to any legitimate Constitution. As such, under this principle, not only can your rights not be taken away, but you do not have the power to give them away. These rights are the lungs of democracy. Therefore, where or whenever you hear the suggestion or idea that you may “give” some rights away to protect your security, it is a perfect nonsense. In general, each country has its own Constitution, and all who come within that country’s ambit or sphere are subject to that Constitution and may draw rights therefrom. Under Constitutions, Persons (be they human or corporate) have rights and privileges; some of which are conditional. Governments do not have rights, but rather powers and allowances; both of which are always conditional. Governments must always possess and give reasons for the exercise of its powers and must demonstrate the legitimacy, reasons, extent and finality of the exercise of any allowance by and in law, and must provide compensation where the exercise of either powers or allowances interfere with the rights of citizens. Not all rights due to citizens are identified in Constitutions - as no document can contain the total complement or meaning of rights but the existence of a constitution, implies that such rights exist, and will be recognised once a situation arises in which they are or must be
identified. Finally, the existence of a Constitution means literarily that all government power is limited, even if and where the Constitution fails to say so. In fact, a Constitution cannot fail in saying this, because its very existence implies this. Therefore, where there is no mention of a limitation of power, government by Constitution must seek or cultivate such limits by “convention”; which is an informal practice that constitutes and exhibits a demonstration of a ‘good faith’ commitment and intention of a government to be bound by the Rule of Law. OUR SITUATION: Let’s speak plain and forcefully as like our fathers who were men of the sea: If the principles above do not reflect the current situation of the Constitutional life - rights, privileges of citizens; powers and allowances of elected government - for the sake of Belongers in The Turks and Caicos Islands, then we do not have a Constitution. If it is the case that in any respect of the British responsibilities to and in Turks and Caicos Islands, they can arbitrarily reject (for a reason that does not advance Constitutionality), the desires of the people of Turks and Caicos Islands, or decisions of the government duly elected by the people as an expression of their desires, then we do not have a Constitution. Rather the document we refer to as a “Constitution” is a mere management charter, aimed at the convenience of the managers rather than the rights and privileges of the citizens of these islands. If we - in Turks and Caicos Islands - do not possess a Constitution, then the duty of the British under the United Nations Charter to move the peoples of these islands steadily toward self-governance is sorely in breach, and it raises a question concerning further duties to have established legitimate and credible national institutions by now; which must serve as the foundation for the self-governances of the peoples of these islands. Either we have a Constitution and if so, then the British have no power to reject the reforms proposed by
the elected government which were drawn from the expressed wishes of the people; Or, We do not have a Constitution and the British have been negligent (and so have we), in cultivating a legitimate, sustainable institutional framework for proper governance.

THE PROBLEM: There are additional issues: A reason that the British may not reject Constitutional reforms proposed by the elected government of Turks and Caicos, is because Turks and Caicos is not a Crown Colony. It was not won by Britain in a war. It was the request of the city fathers of these islands to come under British administration by an agreement of consent. As such, the means by which Turks and Caicos is to associate with Britain and by which Britain is meant to undertake its responsibilities in Turks and Caicos is by and with the consent of the peoples of Turks and Caicos; which is consistent with the Rule of Law, reflecting a principle of legitimacy. If this be not the case, then there is no rule of law in Turks and Caicos, and these islands are an outpost of all that is anathema to what British students learn in laws schools and to what any British subject may expect to enjoy under the prospects of “British law” or the jurisprudence or legal philosophy upon which it rests.
Act implies inadvertently, but necessarily that every law extant in British has validity for reference in the Territories. This means again because law always cuts both ways the assumption of absolute power in Turks and Caicos means, if we have Constitution our Constitution is the British Constitution and such laws as limits the power of British Ministers as limited they are in Britain. The Declaratory Act became - with some caveats - The West Indies Act of 1967. And the English today are attempting the very same thing: The West Indies Act is a law the permits an English Minister of Government to act without reference to law in Turks and Caicos, or to act - again - in a manner in which no Englishman would stomach, and yet to claim that he is acting according to law. For instance, if a Turks and Caicos islander travelled to Britain, upon landing in Britain that same Minister with unlimited power over all of Turks and Caicos Islands, would hold, immediately, less powers over a Belonger standing on English soil. Can this really be the reality of English law, British justice or the country that gave the world Magna Carta?
BUT IS IT THE CASE? In fact, under the Declaratory Act of 1766, it was stated as follows: “Parliament had hath, and of right ought to have, full power and authority to make laws and statutes of sufficient force and validity to bind the colonies and people of America ... in all cases whatsoever”. This means that by means of the Declaratory Act, The English Parliament reserved for itself highhandedly and hypocritically - a power to make laws and tax its colonies, without representation or to induce, enforce and advance an approach to government no Englishman would stomach. The inverse - as argued by Maurice O. Glinton - the distinguished South Caicos Barrister - is that the Declaratory
CONCLUSION: Who will say that I have made controversy where there is none? Who will say that I have taken a little cause and made it greater for no good reason? If you are a foreign investor who evidenced your faith by placing investments here, with us…having done so for the benefit of English law, can you see that your own rights are less secure than you imagined? Suppose you say that previously mischief abounded in these lovely rocks and Cays, and that “something had to be done”, can you see that the logic of law cuts both ways? And so whatever correction is imposed to cure the ‘mischief’ aforementioned, raises questions which must be predictable upon and within the law. Your investment must enjoy
the protection of a fixed set of rules or soon any convenience deemed necessary by a British Minister of government could mean harm to what you took to be the untroubled “even equipoise” of an “English Law footing” in these islands. Take another specific example: suppose it was a question about whether Crown Lands were being dissipated. That would be a genuine problem. But is the solution to remove Crown Land grants completely from the government elected by the people? The answer is NO! It is the right of Belongers to have access to this land. As such, it is not the risk to the loss of land nor the convenience of the British overlords that is important. If that is the case, when the foreign investor’s interest poses a risk in the opinion of UK Ministers, that risk rather than the investor’s right will take precedence. But if we are a constitutional government were are not ruled by options concerning risks. We are governed by the rule of law. As such, the duty of the UK Minister is to discover a means to maintain the validity and expectation of our rights; because that is the obligation of constitutional government. Let us put the matter this way finally: If we have a Constitution, then the UK Minister’s perception of risk cannot form the basis of a decision to a government elected under that Constitution. Therefore if there is a Constitution in Turks and Caicos Islands, then it must be underscored that in every case, the Belongers of these islands must enjoy every right and protection that every British subject enjoys in the United Kingdom., and any decision therefore that is inconsistent with that, is in law void and of no effect, including therefore any decision to reject the resolutions of the government of these islands. If we do not have a Constitution, then we are either in a non-man’s land - outside the protection of laws, continued

Woman hospitalized after being shot nine times A WOMAN was hospitalized after being shot nine times by a masked armed suspect in the vicinity of South Dock Road, Providenciales on Monday (August 31). In a press release issued by police officials, shortly before 10:30am that morning multiple gunshots were heard near a business place in South Dock. Shortly thereafter, a woman was discovered lying on the ground with multiple gunshot wounds to her body. It is alleged that the woman was approached by a masked man armed with a firearm.
A struggle is said to have taken place with the masked armed suspect who shot the 37-yearold woman multiple times before fleeing the scene. After the discovery, she was then rushed to the Cheshire Hall Medical Centre. The Turks and Caicos Weekly News contacted the hospital to get an update on the woman’s condition. According to public relation’s officer for the hospital, Takara Bain, the woman is in critical but stable condition at the hospital. This is up to press time. (BY DAISY HANDFIELD)

What must be done is NOT protesting, in which we march, make noise, call people names demonstrating our ineffectuality, and as soon as we turn the corner we head for Sweet T’s. This is time for serious deliberations about the meaning of Constitutional government in these islands, in a manner and method that demonstrates to ourselves and the world that our governance of ourselves in this moment is an indication of our ability to govern ourselves at all.

Anger as Grand Turk dolphin park moves a step closer by Gemma Handy INTERNATIONAL animal rights campaigners are the latest to add their voices to the fight against dolphin parks in TCI - as planning chiefs confirm outline permission has been granted for the Grand Turk site. "Cruel greed", "exploitation" and "nothing short of water circuses" are just some of the accusations from heavyweight critics which include world champion freediver Tanya Streeter. Ogail Awad, deputy director of planning, revealed that proposals by Dolphin Cove had moved a step closer for the proposed North Creek facility. Mr Awad said outline planning permission - the first stage in securing official approval - was given in the "last few months". The Jamaica-based firm has one year from the date it became effective to complete the next stage of the process which includes submitting detailed development plans and completing environmental impact assessments now underway. Meanwhile, Ms Streeter - a longtime TCI goodwill ambassador who famously set her 2002 world freediving record off the coast of Providenciales - has publicly condemned the scheme. "In this day and age, where we understand the welfare needs of marine mammals, it's nothing short of cruel greed that motivates anyone to be in the business of keeping these intelligent animals in captivity," she told the Weekly News. "I am sad that a country that has so much natural beauty would seek to stoop to the level of torturing dolphins in the name of tourism." Ms Streeter had a word of caution for advocates who say the park would enhance the capital island's touristic offerings. "Grand Turk is such a unique island and that would be lost if a dolphinarium is put there," she added.
When Jamaica-based Dolphin Cove first proposed building attractions in Grand Turk and Providenciales in 2012 a maelstrom of controversy ensued. Thousands signed a petition demanding the application be thrown out and planning bosses were bombarded with more than 100 angry letters from across the globe. Further contention erupted when it emerged that then Governor Ric Todd had amended regulations to allow marine mammals to be kept for display, exhibition and performance. At the time, Mr Todd lauded the economic boost he said would "significantly complement" the country’s tourism product. Locally, opinions regarding the multi-million dollar investment remain deeply divided. Critics say dolphin parks are anachronistic and at odds with the destination's highend branding as they appeal mainly to lower end mass tourism. Many believe they're inhumane too, as dolphins have long been considered highly intelligent and cognitive creatures with one of the highest ratios of brain size to body mass in the animal world, capable of emotions, personalities and developing complex social structures. But many Grand Turk residents say the park would trigger the economic activity the sleepy island badly needs, luring in more visitors and fiscal spin-offs on everything from taxis to restaurants. Derek Taylor, former PDM leader and erstwhile Chief Minister, is one such supporter. "Nothing has happened in Grand Turk for a decade and the call for private sector development is one we are hearing in all quarters here," he said. "There are few jobs available outside government." He added that the facility would also provide welcome activities for cruise ship passengers. Billed as Jamaica's number one attraction, Dolphin Cove has been in operation since 2001 with a handful

of outlets across the island. It plans to spend several million dollars rolling out parks across the region. One reason the TCI may appeal is its use of the US dollar, the currency in which it is most likely to capitalise on its investment. Despite the postBlackfish controversy - the 2013 documentary that accused SeaWorld of mistreating killer whales - marine mammal parks remain popular in parts of the Caribbean, driven by a thriving cruise industry. There are currently around 30 in operation in the region's holiday hotspots, including the Bahamas, Cayman Islands and Dominican Republic. Some believe they have a conservation role to play, a theory charity Born Free, which is campaigning for the closure of all marine mammal parks worldwide, rigorously rebuffs. Spokesman Daniel Turner said: "Having investigated numerous dolphinaria around the world, we are adamant that these facilities offer nothing more than using these animals as objects of entertainment.
There is clearly no benefit to the conservation of the species, nor will the public receive any form of meaningful education; they are nothing more than water circuses." Mr Turner said captive dolphins "have no life worth living, devoid of any form of stimulation and social interaction", unable to swim hundreds of kilometres a day and a live in family groups as they would in the wild. He said forcing animals from different localities to live together in close proximity breeds aggressive behaviour. "That's why you often see captive dolphins covered in deep scratches all over the body." He claims many parks administer antianxiety medication such as diazepam to prevent them attacking each other and the people they interact with. Dosages are increased as tolerance develops, causing side effects and even deaths, he said. Mr Turner added: "If people really want to engage with these animals to truly be inspired by their intelligence and see how they live in
the wild, they need to see them in the wild; there’s plenty of opportunity for them to do so." The thousands of tourists fortunate enough to have interacted with TCI's numerous wild bottlenoses, such as national treasure Jojo, can testify to that. Charterboat owner Tim Ainley has swum regularly with Jojo for 30 years and says he often encounters pods of a dozen or more dolphins swimming alongside his boat Beluga. "Jojo has swum with so many tourists, none of whom would want to see dolphins in captivity. You learn nothing about a dolphin watching it jump through hoops," he added. "We're so busy exploiting them but if we stopped and listened, we'd find they had a lot to teach us instead." Barbara Young, supporter of the TCI Reef Fund, an ardent campaigner against Dolphin Cove's plans, agrees. In 1991 through the NGO PRIDE she helped rehabilitate and release three of the UK's last remaining captive dolphins - Rocky, Missy and Silver - into TCI waters.

She recalls the poignant moment they were finally set free following a major campaign by international organisations and British newspaper the Mail on Sunday. "It was the first time in 27 years Rocky had experienced being able to swim without boundaries," she said. "He had been on his own for years in Morecambe. When he first met Missy and Silver he was so delighted he started chattering straight away and the fungal skin infection he had suffered from for years cleared up within two months." Ms Young said many people who visit marine parks mistakenly believe dolphins have been "rescued" and have no idea that the animals have often been seized from the wild. She claims they are routinely given medication to ward off stress-induced ulcers and invasive endoscopies to monitor their condition. Dolphin Cove did not provide a comment despite repeated requests. The company has operated an inhouse breeding programme for
several years. "Swim with dolphin programmes support the capture of dolphins in the wild," Ms Young continued, "and when you remove dolphins from their pod the pod's whole social structure is destroyed. Additionally, dolphins, like humans, get highly stressed especially when they are forced to cohabitate with other dolphins they don't know. Aggressive behavior and sometimes death can result." In recent years, several countries have outlawed captive cetacean attractions while numerous travel agencies worldwide have boycotted destinations that operate them. Susan Blehr, executive director of the TCSPCA, another vocal opponent, said: "When the rest of the world is moving in the opposite direction and closing these facilities, our government could get so much mileage by saying no. Instead, we are redefining the whole slogan of the country which is 'beautiful by nature'."

Putting the bar on a high WE all know what bars are used for - sharing good conversation, releasing tension, and cutting business deals. But each of these areas has its own challenges. I recently watched a programme called ‘Bar Rescue’ where a ‘bar rescuer’ is brought in to improve the performance of a bar. He found the bar to be inauthentic, since its owner took its concept from the one across the street. The soup served was taken from cans, when it should have been made locally, the manager was untrained, some customers interfered with patrons, and the security was not present to deal with issues. The owners were also stubborn, despite the intervention of the individual brought in to rescue the bar. After two weeks, things returned to business as usual. What we have here, is a situation which occurs in all types of organisations. There are issues which need attention, but managers find suggestions for reform not to their taste. There is little change, so performance further deteriorates. The programme did not give the recommendations of the ‘bar rescuer.’ But I will briefly appraise

his findings, and give suggestions for reform. The observation that the idea for the bar came from the one across the street, means it did not have a nature of its own. It was structured around another workplace culture. And this is also why many organizations fail, since they are copies of existing ones, rather than being based on the needs of their environment. Because the ‘soup’ was not homemade, it compromised the view of the bar as providing local stuff. This was compounded by the fact that the manager was not trained. This limited his thinking as to which activities were unproductive. Most strangely was the issue of patrons being interfered with, and the absence of security when issues needed solving. This represents a breakdown in organizational culture, and a lack of vision as to what social purposes the
bar should serve. It should not be surprising that what we normally see as just a bar should be spoken of in terms of having to be rescued from internal problems, and putting it on a high. It is the same with other organizations too. To transform such organizations, managers need to be trained in managing the unexpected, and being flexible in order to manage disruptive change. And their awareness must be raised to concentrate on doing only those things that add value. Managers, including those of bars, must also have skills in customer relations techniques, how to create a productive and sustainable culture, and be agents of transformation, if their organizations are to be rescued, and put on a high.

ERIK STAAF steps down as CEO for Digicel TCI AFTER less than one year as Chief Executive Officer (CEO) for Digicel Turks and Caicos, Erik Staaf has stepped down from the post, allegedly due to personal reasons. According to a press release issued by the telecommunications company, the resignation became effective on Friday (August 28). The Weekly News attempted to get in touch with Staaf, who is originally from Sweden, for further comment but was unsuccessful up to press time. In the release, Regional CEO for Bermuda, Cayman and the Turks and Caicos Islands, Alistair Beak said that he wanted to thank Staaf for his contribution to Digicel and wished him all the best for the future. Tourist found floating in water A MAN who was believed to be vacationing in the Turks and Caicos Islands was found floating in waters near the Sands resort in Providenciales on Thursday (September 3). According to police press officer, Audley Astwood, 911 officials received a phone call at about 10am that morning, stating that a body was seen floating in the water near the resort. It is alleged that the 85-year-old man was originally from Russia, but resided in New York.
Attempts were made to resuscitate him on the scene, but they were unsuccessful. He was then rushed to the Cheshire Hall Medical Centre where attempts were also made to revive him, but were all unsuccessful and he was pronounced dead at the hospital. Details on this matter are still vague and up to press time police officials said that they did not have any more information. (BY DAISY HANDFIELD)

REAL TALK Sandals Foundation First Step in Addressing Crime launches Dominica fundraising campaign is Addressing National Security A FUNDRAISING campaign was launched by Sandals Foundation, the non-profit arm of Sandals Resorts International, to aid the recovery effort in Dominica after the Caribbean nation was recently devastated by tropical storm Erika. According to a press release from Beaches Turks and Caicos, the campaign will include fundraising efforts involving the tens of thousands of guests staying at Sandals and Beaches resorts as well as online donations through the Sandals Foundation webpage. President of the Sandals Foundation and CEO of Sandals Resorts International, Adam Stewart said that thankfully, the nine islands in which they operated their resorts were unscathed by Tropical Storm Erika but tragically the same was not true for their Caribbean neighbours in Dominica who have suffered great loss; both of life and infrastructure. He said: “We know first-hand how badly natural disasters can affect a nation and we will be doing all we can to help the people of Dominica to recover as quickly as possible and we urge our corporate partners to play their part too.” Erika wreaked havoc on the island nation for over five hours on Wednesday (August 26) causing intense flooding and landslides that left 20 people dead and at least 50 missing. The Prime Minister of Dominica, Roosevelt Skerrit recently appealed for international assistance to recover from the disaster which he estimated could set his country back two decades. Man charged with assault on police A MAN was recently charged with assaulting a police officer during a search warrant at an address in Kew Town, Providenciales on Monday (August 31). According to a police release, sometime just after 9:30pm on that day officers from Chalk Sound Police Station executed a search warrant at a house in Kew Town following the arrest of the 22-year-old perpetrator. Police alleged that the man assaulted a police officer while the officer was assisting in the execution of the search warrant. The man was taken to Chalk Sound Police Station where he was charged with assault on a police officer. He was granted bail and is scheduled to appear in Providenciales Magistrates’ Court on Wednesday (September 9).

One of the first promises I made to my readers in the first publication of this column was to be real and direct about the issues other people want to avoid or ‘sugar coat’ because the truth was either unpopular or stayed in the dark because the light would force unwanted resolutions to be made. This week’s column is in-keeping with my promise. It does not matter how many new police vehicles, stations, patrol equipment or community policing the Turks and Caicos Islands Police Force implement, none of these initiatives will curb crime until there is a collective and consistent effort by all the law enforcement agencies of this country to; limit the amount of illegal trafficking of people and contraband in this country; monitor the cargo which leaves and arrives in this country more closely and enforce the laws of this country regardless of who breaks them . This leads me to the biggest point of this column; Police department will forever have difficulty zeroing in on perpetrators if they do not have reliable information on the people who are in this country. Constitutional Penance “NO” is the word from Britain on changing our constitution and not giving the left over PNP government one bit of additional authority. Are we paying a penance for letting PNP loose on the country? As every thinking person knows, by 2006 there was something wrong with the government of the TCI. The PNP was in charge after taking over in a suspicious byelection in late 2003. By 2006 things were beginning to come unhinged. Government payrolls were late, bills were not being paid yet government ministers were living the high life. Mansions, servants and expensive automobiles became the toys as ministers flew off on holiday junkets in TCI planes. Britain was asleep with only (Tauwhare's) one eye open. In 2006 an election in 2007 was not anticipated. Then a phone call from England and one was called. The PDM government had

received a grant to build a causeway/ bridge between North and Middle Caicos. Three years later under PNP it was not started. Then with the 2007 election looming dirt thrown in the sea marked the beginning of a causeway on the cheap, a PNP election ploy. Ten years later and what a mess. A British judge and Governor Posten, had ignored what was going on in 2003 to 2005 by giving PNP the near independence of the 2006 Constitution that allowed them to further create this mess. Mismanagement at a level higher than the Washy and Skippings years has left us with a government and
civil service almost totally haywire. It will take years and the real PDM to fix it. Emerging from the 2007 election was a very small but ultimately powerful opposition, Floyd Seymour, Art Robinson and Douglas Parnell. Less than a year later, a threatened motion of no confidence and Mike Misick and Floyd Hall were gone. Then and now the British have begun to realize what had been going on. We have a new constitution and Brits are here watching and waiting for the justice system, with witness Tauwhare, to reveal how the PNP party abused the power afforded
them in the 2006 constitution. It is still a learning experience for Britain. Britain gave us Governor Beckingham to factor development. Robin Auld reported and now Britain acknowledges PNP has given TCI such a bad reputation it may take years for TCI development to take up where PDM left off in mid-2003. However the raised taxes and fees which are the means to pay back the bills and obligations of the PNP are not a welcoming situation for developers. TCI remains bankrupt and being propped up by those ultimately responsible, the British Foreign Commonwealth Office. We cannot return to the 2006 constitution until total justice is served and our penance is paid.

Hundreds of children receive free school supplies BY DAISY HANDFIELD HUNDREDS of students received free school supplies during the annual back to school drive at the Alice and Alice Shopping Centre in Providenciales on Sunday (August 30). The initiative was a collaborative effort between the National Church of God and telecommunications company, Digicel Turks and Caicos, for the second consecutive year.
According to head at the Alice and Alice Shopping Centre, this event was organized as a means of giving back to the community, particularly to needy children whose parents find it difficult to provide some of the basic essentials for school. He said that the back to school event was also designed to be a time of entertainment and enrichment with acts such as a children’s gospel rap contest, pantomime dancing, praise teams and other gospel

Dean said that this event was envisioned by his wife about ten years ago, which is the actual number of years that they have been putting this initiative forward. He said: “We had partnered with other local churches and organizations in the past, and each year the event grew in support. We are happy that Digicel continues to partner with us. We secured over 1400 school bags and a number of other school supplies, which we have given away as a way of helping our community.” As partners of the event, Digicel Turks and Caicos provided barbers, who spent the evening providing free haircuts for the young boys who were gearing up for the first day of school. The company also assisted with funds for the purchasing of school kits, back packs and pencil cases with all of the essentials. In a press release, head of marketing at Digicel Turks and Caicos, Trina Adams said that Digicel has always been pleased to assist in efforts that give back to their communities in a meaningful way. She said: “This initiative by Pastor Dean is a tremendously worthy cause and helps to alleviate some of the financial burden that many families find difficult to bear, especially at this time of the year.”

International school open doors to nursery school BY DAISY HANDFIELD THE DOORS of the new nursery school introduced by the International School of the Turks and Caicos Islands was officially opened during their inauguration ceremony on Thursday (September 3) on the school grounds in Leeward, Providenciales. During the opening ceremony the principal of the school, Katie Hinks said that the opening of the nursery has been a dream come true for her and her team at the school. She said: “It has been a big dream of ours for a long time. “It has only been able to be possible due to the help and support of our friends at Waterloo Investment Holdings Limited who have allowed us to make our dream a reality.” Hinks wanted to emphasize that it was not a day care that the school had opened, but more so a nursery. “We are not providing a day-care. “While our first and foremost
priority is children’s safety, we are looking at the personal development of those children. “Every single bit of the planning of the building, every piece of equipment that has been purchased has all been with the specific focus in mind of how it is going to aid children’s development,” Hinks said. The nursery included a large outdoor playing facility in a shaded area. Inside is a reception area with a parent resource section, an open play room with a number of toys for the children to play with, a lunch area that can even be used for the performance of arts and crafts, a fully equipped kitchen, a bathroom and a sleeping room. The nursery will run from 8am to 3pm and there will be an option of additional hours available for parents who work late. The nursery was built to accommodate 12 children and will include a nursery manager along with a helper.
InterHealth Canada announces new CEO INTERHEALTH Canada (TCI) Limited has recently announced and welcomed their new Chief Executive Officer (CEO) for the Turks and Caicos Islands hospital, Daniel Carriere. This post will become effective as of September 14. According to a press release from the hospital, Carriere has a strong background in the managing of hospitals. He previously held the CEO position at the Southlake Regional Health Centre; a 400bed hospital in Newmarket, Ontario, Canada, and prior to that appointment was CEO of other hospitals in the Toronto area. Speaking on his new role, Carriere said that as he reflected on his success as a health care leader, whether in a small, medium-sized or large hospital, he was always brought back

to one important but ultimately essential element- teamwork! Cadets receive dive experience at Beaches ELEVEN members of the Turks and Caicos Islands Cadet Corps recently received first hand dive experience at Beaches Turks and Caicos as part of their extracurricular training. According to a press release from the resort, the initiative was spearheaded by Regiment Sergeant Major Michael Reid, who is also an employee of Beaches TCI. He was determined to not only introduce the cadets to diving but also to showcase the various career options available in the water sports industry. “Diving is a huge industry in the Caribbean and being able to dive can open so many doors for these kids.” Reid said. He was also very happy that Beaches TCI was able to take on 11 cadets to showcase the industry to, and that the youths were able to gain valuable skills, broadened their career options and even open the door to a new hobby if they should
choose to pursue a PADI Open water certification. “I hope that they enjoyed the experience, but my biggest hope is that they seize the opportunity they’ve been given and use their new skills to form a career,” Reid said. Under the guidance of Dive Shop Manager Leonard Suckrajh, the cadets underwent vigorous training. The course offered insightful theory, followed by a series of confined and open water exercises which included a 20 foot dive along the Grace Bay Beach. Suckrajh said: “This is such a great initiative and I am happy that we are able to donate our time and equipment to the TCI Cadet Corps. “All of the kids were eager to learn and very respectful of their instructor. “Half of this island’s beauty lies beneath the surface of the ocean and
I think everyone here should have the chance to experience it. “I am happy that we were able to introduce students to this wonderful underwater world.” This is the first time Beaches Resorts has offered this program to the cadets, but Suckrajh plans to continue the partnership. The programme took place over four weeks, with the cadets split into two groups and each group receiving two classes. During the coaching the cadets began in a training pool and then participated in a mini dive. The Cadet Corps program is offered to any high school student ages 12 to 18. The organization promotes five core values: leadership, discipline, volunteerism, patriotism and virtue. The corps is made up of four battalions and over 190 cadets on North and South Caicos as well as the islands of Grand Turks and Providenciales.

Crossing the finish line fueled for success Endurance events like marathons, half marathons, triathlons, and adventure races are popular ways people challenge themselves to stay in shape and reach new goals. Training for an endurance event takes time, commitment, and requires proper fuel. Without the right fuel you won’t perform your best. If following a popular low carbohydrate diet you put your body at risk for dehydration and injury. And chances are you’ll perform at subpar levels. Who wants to barely have enough energy to cross the finish line? Not me, that’s for sure! This month I’m sharing fueling tips and tools to help enhance your endurance performance—crossing the finish line fueled for success. If training for an event this fall or winter, contact me and schedule a consult. We’ll work together to enhance your performance—I want to help you be the best you can be! Fueling Before and During Endurance Events Experimenting with fuel sources and timing before your event is essential. And not just the week before, but at least 6 weeks before. Everybody is unique. We all respond to various fuel sources differently which is why should never introduce new foods or beverages on race day. What foods can be tolerated by one may send another to the nearest restroom. Pre-Event Fueling Basics: Foods rich in carbs such as whole grains, oats, brown rice, quinoa, sweet potatoes, fresh fruits and vegetables should make up at least fifty percent of your energy needs. Since muscles only store carbohydrates (and not protein) as glycogen, it is important to fuel on quality carbohydrates to ensure adequate glycogen stores for an event. Food tips for pre-race nutrition: Eating a high carb dinner and snack to fill your liver with glycogen will help prevent drop a drop in blood glucose. Focus on eating easy to digest foods. Avoid trying any new or unusual foods. Limit foods high in fat and keep protein portions small. Avoid foods high in fiber. (They’re harder to digest and may cause GI discomfort during the event.) Fueling During the Event or Training Workouts Lasting >60 Minutes: If less than 1 hour, there is no need to fuel during the activity. If more than 1 hour, then fuel every 20 -
sugar and saturated fat by replacing ½ the butter with applesauce and reducing brown sugar from ? cup in the original recipe to ½ cup. Servings: Makes 24 bars, Prep Time: 20 minutes, Cooking Time: 20 minutes Ingredients:
30 minutes. During exercise or an event, the body will respond better with simple carbohydrates, such as those listed below. They are easier to digest. Fueling during an event will help: Maintain blood glucose levels Provide fuel to glycogen depleted muscles Spare liver glycogen, allowing liver to maintain glucose output later in exercise Prevent symptoms of glucose deprivation (fatigue, poor coordination, etc.) and prevent drops in serotonin in the brain Post Event or Workout Nutrition: Immediately after an exercise there is a 60 minute window of opportunity that the body has to up-regulate and utilize nutrients to build and repair muscle tissue. For adequate recovery, consume quick digesting carbohydrates and little protein. The more time that elapses after a run without refueling, the more one’s glycogen replenishment and protein repair is compromised. 1-¼ cups wheat flour 2 tsp pumpkin pie spice 1/2 tsp baking soda 1/4 tsp salt ¼ cup butter ¼ cup unsweetened applesauce 1/2 cup packed brown sugar 1 large egg 1-1/4 cup mashed ripe bananas (about 3 small bananas) 1-1/2 cup Quaker® oats (quick or old fashioned, uncooked) 2/3 cup chopped pitted dates or golden raisins 2/3 cup chopped toasted walnuts
Preparation: Heat oven to 350°F. Lightly spray 13 x 9 x 2-inch metal baking pan with nonstick cooking spray. Stir together flour, pumpkin pie spice, baking soda and salt in medium bowl; mix well. Set aside. In large bowl, beat butter, applesauce and brown sugar with electric mixer until well blended. Add egg and bananas; mix well. (Mixture will look curdled.) Add flour mixture; beat on low just until well blended. Stir in oats, dates and walnuts. Spread evenly in prepared pan. Plums wannabe Although they are not really plums like… Two easy plants, Cocoplum (Chrysobalanus icaco) and Natal plum (Carissa): Cocoplum can reach a height of 15 feet and a spread of 15 feet (but maybe not as much here), and is salttolerant. Cocoplum grows in full sun or partial shade on a wide range of soils, needing little irrigation once established. Plant 3 feet apart to establish a hedge farther apart for a less formal affect in a shrub border. The small edible fruit could make a slight mess on walks and patios for a short period. Cocoplum is used most often as a clipped hedge,
however it can be pruned into a multi-trunked small tree or specimen shrub. Emerging foliage is an attractive maroon color. Healthy plants respond nicely to reduction pruning which keeps plants small. This pruning technique presents a very formal or neat appearance to the surrounding landscape. The fruit is edible for both wildlife and people; it's slightly sweet with a hard shell surrounding the nut. This feature actually qualifies it as a 'drupe.' You can make jelly from the drupes using any standard recipe from your good old standard
cookbook. The little flowers are delicate and give off a delicate fragrance as well. The Natal plum is not related to the real plum. Unfortunately it is a member of one of the most deadly plant families alongside its cousin the Oleander, which makes headlines by fatally poisoning. Officially known as Carissa the Natal Plum is part of the Dogbane family. The botanical name for that family is Apocynaceae which is Greek for “keep it away from the dog” meaning it kills them easily. All parts of the Natal Plum are
poisonous, like the Oleander, except for the red-ripe fruit. They taste like a slightly sweet cranberry with the texture of a ripe strawberry some say like a slightly unripe cherry. It’s surprising that someone hasn’t concocted a commercial fruit juice that tastes like the Natal Plum. If they mixed it with some orange juice it could be Natal Naval… Natal Plum copes well with salty winds, making it a good choice for coastal areas. It grows in mounds two to seven high and as wide. It’s tolerant of various lighting conditions
and is a popular landscaping plant. Because of its double spines, it makes a popular security hedge. Natal Plums have shiny, deep green leaves and snowy white flowers. Their scent intensifies at night and they bloom for months at a time, great smell, remind me of Jasmin. The fruit appears in summer and fall, or fall and winter in warmer climates, and at the same time as it blooms. The fruit can be eaten off the bush or made into pies, jams, jellies, or even sauces. It is rich in Vitamin C, calcium, magnesium and phosphorus.

Tips for Preventing Theft of Laptops and Personal Electronics Laptop computers, tablets, cellular phones, and other personal electronics have become a target of choice for thieves. Why? Because they are small, valuable, can be removed quickly, are easily hidden, and there is a market for them. A thief can sell a stolen laptop, MP3 player, or other device to an unsuspecting persons or a pawnshop, and easily receive up to half its value in cash. The cost of a stolen tablet, laptop, or other small electronic device is not just its replacement cost, but also the cost of peripherals and accessories, the installed software, the cost of configuring
and loading replacement software, and the cost of lost time for the owner while the device is being replaced. An even greater cost (especially if your employer issued your device) is the potential exposure and liability that results from lost confidential corporate and client information. Many times, often after the fact, we think about what we could have done to prevent valuables from being stolen. Here are a few tips to help you protect your personal electronics and laptop computer, whether you’re at home, school, or on the road: Don’t leave your devices in an unlocked vehicle, even if the vehicle is in your driveway or garage, and NEVER leave it in plain sight, even if the vehicle
is locked — that’s just inviting trouble. If you must leave your devices in a vehicle, the best place is in the trunk. If you don’t have a trunk, try to conceal them or fit them under a seat and lock the doors. Carry your devices in a nondescript carrying case or bag when moving about. Placing these items in a case designed for computers is an immediate alert to thieves that you have these valuable devices. Don’t leave a meeting or conference room without your laptop or personal electronics. Take them with you. Lock your device in a safe place when not in use or use a cable lock that wraps around a desk or chair leg. You can also apply distinctive paint markings

Conserving Water LUCKILY for us tropical storm Erika decided not to visit the Turks and Caicos Islands this year although everyone was certainly looking forward to some much needed rainfall due to the very dry summer we have seen so far this year. One thing I have learnt while living on this small rock in the North Atlantic is how to conserve water, something I probably would have never considered while living in the “real world”. Water was never an issue, as it was always there at the turn of a tap. I remember the first little rhyme my first boss taught me upon my arrival here almost 13 years ago which will ring true to many longtime residents….”In this land of sun and fun, never flush for number one. When it’s yellow, let it mellow, when it’s brown, flush it down.” Many homes are reliant on the rainfall to fill the cisterns and if the rain doesn’t fall it means ordering a tanker full of water to fill up instead. Murphy’s Law will see that just after ordering and paying for a top up, a deluge of rain will follow close behind. I am now fortunate to be connected to “city water” so I don’t have to worry about the cistern running dry but due to the high cost of living here it’s always useful to limit water consumption to help keep the bills low. As well as not flushing the toilet every time, another useful water saving tip is to take “navy showers”. Simply turn on the shower and get wet, then turn off whilst soaping up, washing your hair, shaving your legs and whatever else you have to do to scrub away the dirt and sweat from your day, then turn

the shower back on to rinse off. I love the sound of running water when it’s coming from a river or a waterfall; however the sound of a shower running constantly drives me insane as I imagine all that precious water being wasted down the drain. The same goes for cleaning your teeth and washing the dishes. Turning off the tap and limiting the amount of water used will make a big difference in keeping the bills low, and dirty dish water collected in a bowl in the sink can be used to water the plants, especially if ecofriendly dish soap is used. Backpack 101 Kids think it’s “cool” to strap on their backpacks and head out to school. But if they don’t know how to choose, load, lift and wear a pack properly – these all-important accessories can be a pain in the back. Teaching children the importance of properly using their backpacks is key to helping them avoid injury. Backpacks can affect your children's health Carrying a heavy load that is unevenly or improperly distributed can result in poor posture; and even distort the spinal column, throwing it out of alignment. This can cause muscle strain, headaches, back, neck and arm pain, and even nerve damage. Prevention is key Choosing the right backpack: Go for lightweight vinyl or canvas. Pick a pack that has two wide, adjustable, padded shoulder straps, along with a hip or waist strap, padded back and plenty of pockets. Packing it properly: Make sure your child’s pack contains only what is needed for that day, and that the weight is distributed evenly. The total weight of the filled pack should be no more than 10 to 15 percent of the wearer’s body weight. Putting it on: Put the pack on a flat surface, at waist height. Slip on the pack, one shoulder at a time, and then adjust the straps to fit comfortably. Wearing it right: Both shoulder straps should be used, and adjusted so that the pack fits snugly to the body, without dangling to the side.

Clinton emails reveal details of “incompetent” Haiti response IN THE more than 7,000 pages of Hillary Clinton’s emails released on Monday, Haiti was mentioned at least 307 times—more than Israel, Iraq and Afghanistan, and more than Russia and the U.K. combined. The mentions highlight the importance of events in Haiti—and the Clintons’ involvement there— during the period the emails covered, from December 2009 to January 2011. In early 2010, a catastrophic magnitude-7.0 earthquake hit the Caribbean nation, causing widespread devastation. In one email Clinton received, that was sent to “Dad” and “Mom,” Chelsea Clinton slammed the international response to the disaster. “The incompetence is mind numbing,” she wrote in a 7-page memo following a four-day visit to Haiti. “If we do not quickly change the organization, management, accountability and delivery paradigm on the ground, we could quite conceivably confront tens of thousands of children’s deaths by diarrhea, dysentery, typhoid and other water-related diseases in the near future.” Much of Chelsea’s criticism focused on the UN and international NGOs. The UN people she encountered were “frequently out of touch,” “anachronistic at best and arrogant and incompetent at worst,” she wrote. She later added

that “UNICEF was the only UN agency that seemed to be universally acknowledged to be doing a good job by settlements’ residents, by Haitian doctors and by INGO partners.” Since the disaster in 2010, the Clinton Foundation has raised more than $30 million for Haiti. But the family’s involvement dates back many more years: Over the last two decades, Hillary and former President Bill Clinton have played a critical role in the country’s politics and pushed hundreds of millions of dollars in investment, U.S. taxpayer money and aid into Haiti’s development, according to Politico. While Hillary Clinton was with the
State Department, she visited the nation four times—the same amount of visits she paid to Afghanistan, Russia or Japan, Politico reported. A Vocativ analysis of the thousands of emails released by the State Department on Monday found that the messages reflected how Haiti has been a focus for the Clintons. By comparison, Israel was mentioned at least 266 times, Iran was mentioned at least 253 times, while Iraq had at least 130 mentions in the massive email batch, according to a Vocativ analysis of the documents on the State Department’s website. The analysis focused on searches of specified words in the emails, which were converted from paper documents to electronic text. Some materials in the messages deemed classified appeared in redacted form, meaning those portions were not included in results of searches. The batch of messages Vocativ analyzed is the largest the State Department has released to date. Clinton has been criticized for having kept them on a private server, particularly as she seeks the 2016 Democratic presidential nomination. About 150 of the emails have been retroactively classified. Before Haiti, the United States, or “USA,” was mentioned in the messages the most—522 times. Dominica pleads for help as storm death toll rises DOMINICA Prime Minister Roosevelt Skerrit is pleading with world leaders to come to the rescue of his Caribbean island nation after it was battered by a tropical storm that killed at least 31 people. Another two dozen remain missing, including two French nationals, after Tropical Storm Erika barrelled her way through late last week. The death toll has risen steadily since the storm hit the island of 72,000. In a message to the nation on Monday night, Skerrit said 21 nationals and two French citizens are missing. He added: “We have written to all foreign governments for help and assistance and I can tell you that the responses that we have received thus far are tremendous.” At the weekend, in the immediate aftermath of the worst of the storm, which also brought heavy rain to
Haiti and Cuba, the prime minister ordered the evacuation of Petite Savanne, a coastal village cut off by mudslides. Venezuela and Trinidad and Tobago were among the countries helping the evacuation effort by providing helicopters. The evacuations of Petite Savanne’s 750 residents was expected to be completed on Tuesday. “We welcome the evacuation process because it has been very difficult for us and we were in a state of helplessness since we had no communication,” Johna Guiste, a tearful Petite Savanne official, told AFP. Anelta Hilaire-Francis said she has been marooned on the seashore for the past two days with her children “trying to get out of the village.”
US and UK announce humanitarian aid for storm-ravaged Dominica THE United States and the United Kingdom governments are sending personnel and humanitarian aid to assist in Dominica’s ongoing recovery effort on the heels of the destructive Tropical Storm Erika. The US Agency for International Development (USAID), through its Office of Foreign Disaster Assistance (OFDA), said this week that it is providing disaster relief support to the storm-ravaged island. In addition to sending a fourmember assessment team to provide initial damage assessments and needs analysis, USAID said it is in the process of providing humanitarian assistance totalling USD$50,000 for the immediate supply of storm-related disaster relief supplies. “Working through the Dominica Red Cross, USAID will provide essential relief items to citizens in nine hard-hit areas identified by the government of Dominica,” it said. UK’s Department for International Development (DFID),
which has committed £300,000 (US$459,751) in humanitarian aid, said it had rerouted the Royal Fleet Auxiliary (RFA) Lyme Bay to assist humanitarian relief efforts in the Caribbean island. The British ship is carrying a range of disaster relief stores including bedding, shelter, torches and stretchers, as well as a Lynx Mk 8 helicopter and considerable supplies of fresh water. Tropical Storm Erika hit Dominica last Thursday, resulting in severe flooding, landslides and wide spread infrastructure damage across the island. RFA Lyme Bay is stationed in the Caribbean and as part of its primary tasking acts as a first responder in the event of a disaster in the region. “It is clear that Dominica has borne the brunt of this storm, with a number of deaths already confirmed and hundreds of people made homeless. Roads, bridges and health clinics have been affected and large parts of the island are without
water and electricity,” International Development Secretary Justine Greening noted. “Part of RFA Lyme Bay’s tasking is to respond to just this sort of emergency and the ship is already en route to assist with relief efforts. As well as essential supplies and helicopter support, the ship can also provide vital expertise to help cleanup operations and recovery efforts.” Victoria Dean, British High Commissioner to Barbados and the Eastern Caribbean, said the UK was saddened to see the devastation the storm has had on Dominica and the government was working hard to offer the very best support it could. Other aid continues to roll in. Dominica’s Prime Minister Roosevelt Skerrit said Cuba is sending medical personnel and engineers to the island. St. Kitts and Nevis has also allocated an EC$1 million (US$370,370) humanitarian relief package to assist Dominica. (Caribbean360)

Bahamian caught at Florida port with cocaine taped to ankles US Customs and Border Protection (CBP) officers arrested a Bahamian man for smuggling approximately 2.4 pounds of cocaine into the country, taped to his ankles and in his luggage. The man, whose name was not given, had arrived at Port Everglades on a cruise ferry from his homeland. During an inspection, CBP officers noticed he was nervously moving
items around in his luggage and they questioned him and inspected his bag. They discovered two brickshaped packages containing a white, powdery substance that tested positive for cocaine. After patting down the man, the officers discovered additional packages of cocaine taped to his ankles. A total of 2.4 pounds of cocaine was seized.

Former Bermudian policeman jailed for incest A FORMER police officer and “respected” athlete has been sentenced to 15 years behind bars for sexually exploiting his daughter and committing incest. Such offences in Bermuda are “fast becoming an epidemic”, according to prosecutor Cindy Clarke — and charity Saving Children and Revealing Secrets (Scars) says the problem is being brought “out of the shadows”. The 37-year-old Warwick man, who cannot be named because it could identify the victim, was convicted of sexual exploitation of a young person while in a position of trust and three counts of incest at a previous court appearance in June — he maintained his innocence throughout the trial, but was found guilty on all four charges by a jury. The court heard that the abuse began in 2011, when the complainant was 15 years old, and continued on a monthly basis up until ten days before her 18th birthday. During the sentencing on Monday in the Supreme Court, Puisne Judge
Carlisle Greaves described it as the saddest case he has had to preside over, “outside of cases involving death”. “I say that this is a sad case because so much has been, is and will be lost because of it,” he added. Mr Justice Greaves said the defendant was a man with a “promising and long career in the Police Service,” as well as a “promising and long-serving athlete”. He added that the victim now has to “live with the knowledge that she has been sexually exploited by her own father”. Ms Clarke, the deputy director of public prosecutions, said the defendant, who was a “respected policeman with almost 20 years of service”, had “shown no remorse at all”. As she called for a six- to ten-year prison sentence, Ms Clarke said that the Island is seeing an “extraordinary increase” of such cases and that a deterrent is needed to “stunt the tumour of sexual offences in our society”.

Hundreds with “residency gaps” receive Antigua citizenship OVER 300 nationals from around the region and internationally on Monday became citizens of Antigua and Barbuda in keeping with a promise made by the Gaston Browne administration to overlook their residency gaps once they paid all the relevant fees. A person qualifies for Antigua and Barbuda citizenship after lawfully residing in the country for at least seven years. During the campaign leading up to last year’s general election, the Antigua Labour Party had promised to “correct the injustice facilitated by the United Progressive Party administration which deemed those having gaps
within their residency period of not being eligible to become citizens of Antigua and Barbuda, even after living and making meaningful contributions to Antigua and Barbuda for over seven years and beyond”. The Gaston Browne administration introduced a citizenship amnesty legislation (Immigration and passport (Amendment) Act 2015) to facilitate the granting of citizenship to those affected. Structural woes put Bahamas on ‘shaky ground’ THE Bahamas is “on very shaky ground” due to its failure to correct long-standing structural deficiencies in its economy, a leading private sector executive on Monday branding Moody’s decision not to downgrade this nation as “a silver lining”. Gowon Bowe, the Bahamas Chamber of Commerce and Employers Confederation’s (BCCEC) chairman, told Tribune Business that the credit rating agency’s analysis had given some “credibility” to the Government’s fiscal reform efforts. Yet, while Moody’s had opted for a “glass half full” assessment of the Bahamian economy, Mr Bowe warned that every passing day without resolution at Baha Mar brought this nation closer to reduced future growth expectations. And while the rating agency had praised the Government for exceeding its initial Value-Added Tax (VAT) and fiscal consolidation targets, the Chamber chief said it had joined S&P in noting the economy’s structural weaknesses. “It gave a little bit of credibility to the growth and performance we’ve had up to this point, but it is very shaky ground,” Mr Bowe told Tribune Business. “Despite VAT and other developments, we’ve not turned around the structural deficiencies that would lead to lead to sustained growth and sustained prosperity.” Detailing these structural weaknesses, Moody’s said: “Other important issues facing the Bahamas involve the labour market, household
leverage (debt), and ease-of-doing business. “With unemployment remaining relatively high, mainly due to structural considerations, and considering the debt overhang of households, private consumption and residential investment will likely remain depressed. “The liberalisation of the labour market as well as measures aimed at fostering employment of youth, who suffer from higher unemployment rates, could provide some relief. The Government is also in talks with banks in order to seek ways to reduce non-performing loans and kick-start private credit again.” Referring to the Bahamas’ consistent slump in the World Bank’s ‘Ease of Doing Business’ rankings, Moody’s added: “The Bahamas ranks 97th out 189 economies. While it has improved in terms of paying taxes (it went from 47th in 2014 to 31st), it still lags on starting a business (95th); dealing with construction permits (92nd); registering property (179th); getting credit (131st); and enforcing contracts (125th).” Mr Bowe on Monday said the reports by both Moody’s and Standard & Poor’s (S&P) had highlighted the need for the Bahamas to develop a long-term economic development strategy to ensure it “stayed the course”. “What we now see is a need for that National Development Plan,” Mr Bowe said, referring to the Government-initiated project that is currently consulting with Bahamians throughout the country. “It will give us a long-term strategy
paper. With it, there will be bumps in the road but we can stay the course. Currently, we don’t know if we have been thrown off course if we hit one of these bumps, as we are not sure what direction we’re driving in. “The rating agencies have highlighted the need for a long-term strategic plan, and hopefully that plan is the National Development Plan.” Mr Bowe described as “a silver lining, if you will” Moody’s decision not to follow S&P’s lead and downgrade this nation’s sovereign credit rating itself. While this was “very important” in breaking the cycle of downgrades, the Chamber chief added that Moody’s was still warning of reduced medium term growth with Baha Mar “on the backburner”. “We need to somehow get the flame burning beneath it, so it’s not sitting in the back,” Mr Bowe told Tribune Business. He added that both credit rating agencies would be “working back” timelines to assess the growth rates this nation would need to achieve, and when, to avoid further action on its sovereign creditworthiness. “Every day that passes without agreement and the commencement of construction pushes us closer to that trigger line,” the Chamber chairman said of Baha Mar. With the international credit rating agencies applying close scrutiny to the Bahamas, Mr Bowe warned politicians and policymakers that they would be held accountable for their words and deeds, as “our every move has a ripple effect”. ‘Bank’ email part of phishing scam in Cayman RECENT emails purporting to be from Cayman National Bank or CIBC FirstCaribbean International Bank are part of a phishing scam, asking individuals to click on a link in an attempt to acquire personal information. The emails, which include digitally imitated logos of the banks, request users to click on a link to update their accounts. They include the “warning” that “any account owner that refuses to update their account after receiving this email will lose their account permanently.” Individuals who receive these emails should not click on the link and should report the emails to the banks immediately, authorities said. Raymond Christian with the Financial Crime Unit of the Royal Cayman Islands Police Service said the banks have been made aware of the phishing scams, and that police are investigating. One of the fake emails reads:
“As part of our security measures, we regularly update all accounts on our database system. We are unable to update your FirstCaribbean Bank account and therefore will be closing your accounts to enable the upgrade. “You have been sent this invitation because our records indicate you are currently a user whose account has not been activated. We are therefore sending you this mail so you can inform us if you still want to use this account.” In some cases, individuals who are not account holders with the banks received these emails. Both banks have statements on their websites warning against such scams. On the main page of its online banking site, CIBC FirstCaribbean notes to customers that it “never emails them to verify confidential information online.” The bank also has a fraudulent email and phishing email warning,
and asks customers who think they have been targeted by phishing to contact the bank. “We would wish to inform customers that when they receive any info by email like that they should immediately view it with suspicion,” said Debra King, director of corporate communications for CIBC FirstCaribbean. “We do not ever ask customers to click through and provide any personal account information.” Ms. King said that such phishing scams come up from “time to time” and as soon as the bank is made aware of such scams, it begins investigating and attempts to put a stop to them. “It’s something that we have to be eternally vigilant about,” Ms. King said. Under the “Privacy and Security” section of its website, CIBC FirstCaribbean has a page for Online Fraud Reporting and Alerts where it posts examples of recent email scams.

ASHLEY Callingbull, a 25-yearold from the Enoch Cree Nation in Alberta, Canada, on Saturday became the first native woman and the first Canadian to ever win the Mrs. Universe pageant. The Mrs. Universe pageant (not to be confused with the Miss Universe pageant of Donald Trump ownership and infamy) honours the beauty and accomplishments of married women. Callingbull is a dancer, model, actress and former Miss Canada who currently stars in the Aboriginal Peoples’ Television Network show “Blackstone.” Callingbull originally planned to compete in the Miss Universe pageant but switched to the Mrs. Universe pageant after getting married in February. Although her legal name -- and Instagram handle -- is now Ashley Burnham, the Mrs. Universe winner still uses her maiden name professionally. This year’s Mrs. Universe Pageant took place in Minsk, Belarus, and focused on how domestic violence hurts women and children. In both the United States and Canada, native women and children face epidemic levels of violence, an issue that Callingbull is all too familiar with. In a 2012 interview with the

Swift is accused of channelling colonialism in the video for her single ‘Wildest Dreams’. In it, she portrays an actress shooting a film with the handsome Eastwood (Clint’s son) in Africa. There’s plenty of wildlife and passionate kisses set against a stunning landscape, but it’s what’s missing that has some folks buzzing. “The singer debuted her vid for ‘Wildest Dreams’ at the VMAs Sunday night, and even the most casual observer would have noticed that -- for a clip that’s set in Africa -- it’s about as white as a Sunday

Controversial metro cards featuring porn star become popular in Taiwan A CAUTIONARY tale for public transport officials around the world who might be considering using adult film stars to spice up their marketing plans. A set of sexy pre-paid swipe cards featuring Japanese adult video star Yui Hatano has proven to be both popular and controversial in Taipei. The drama all started August 26, when Taiwanese card producer EasyCard announced that it had teamed up with the popular actress for a limited edition set of the stored value cards, used to pay for rides on the city’s metro and buses and small convenience store purchases. According to the Taipei Times, the move drew much criticism from the public, particularly among parents, educators and women’s advocacy groups. Some critics -- including Taipei Mayor Ko Wen-je, whose government holds 40% of the swipe card company -- complained that the cards would be available at major convenience store chains, making

them easily accessible to children. In a statement posted on its website, EasyCard apologised for the controversy and said the cards would only be sold via a phone line. Can’t I use action to repay the love for me from Taiwan?” Online images of the set show two versions of the stored value cards -an “Angel” and a “Demon.” There is no nudity in either image, one of which features Hatano wearing white, the other black. Controversy aside, it would appear some have no problems carrying around Hatano’s image in their wallets. On September 1, EasyCard announced the 15,000 available cards had already sold out by 4:18 a.m. local time, just four hours after phone lines opened.

Jones was 84. The cause of death was Parkinson’s disease, according to publicist Richard Hoffman. Jones made his film debut in
1956’s “Somebody Up There Likes Me,” which starred Paul Newman as boxer Rocky Graziano. The next year he appeared in the Elvis Presley movie “Jailhouse Rock.” He also starred on Broadway in such works as “There Was a Little Girl,” with Jane Fonda, and the hit “Under the Yum-Yum Tree,” also starring in the 1963 Jack Lemmon film.

Entertainment Academy critic Spike Lee to get honorary Oscar SPIKE Lee, probably the most famous black filmmaker in the history of American cinema and long an outspoken critic of the Academy of Motion Picture Arts and Sciences, will be presented with an honorary Oscar at the Academy’s seventh Governors Awards on November 14, the organisation announced Thursday. At 58, Lee is the youngest male tapped for an honorary Oscar -- which historically has been something of a lifetime achievement award -- since one went to 46-year-old “Planet of the Apes” makeup artist John Chambers in 1969. Now the question is: what will he say when accepting the honour? Lee’s long and complicated relationship with the Academy dates back 32 years. In 1983, he won a Student Academy Award for “Joe’s Bed-Stuy Barbershop: We Cut Heads,” his NYU thesis film, which helped to put him on the map. Just a few years later, his films “She’s Gotta Have It” (1986), which premiered at
Cannes and won the best first feature Indie Spirit Award, and “School Daze” (1988) made him a major player on the indie scene. And then came “Do the Right Thing.” The 1989 dramedy, which chronicles simmering racial tensions that eventually boil over on a block in Brooklyn, premiered at the Cannes Film Festival in May — and, despite a rapturous reception, ended
up receiving not a single prize, to the shock of many and the vocal displeasure of Lee. When it opened in the U.S. in June, it sparked nationwide debate, discussion and further awards buzz. Pope Francis says all priests can forgive women who’ve had abortions POPE Francis shook up the Catholic world -- again -- on Tuesday by announcing that priests around the world will be authorised to forgive the “sin of abortion” when the church begins a “Year of Mercy” this December. “The forgiveness of God cannot be denied to one who has repented,” the Pope said, adding that he has met “many women” scarred by the “agonizing and painful” decision to have an abortion. Francis’ announcement will give all priests full authority to absolve Catholics contrite about their role in a procedure that the church considers a grave “moral evil.” In the United States, many priests already have that power, but Vatican officials portrayed Tuesday’s announcement as “a widening of the church’s mercy.” “What’s new is that Pope Francis, at least for the Year of Mercy, is universalising this permission,” said the Rev. James Martin, a Jesuit priest and editor-at-large at America magazine in New York. “Just as notable is his pastoral, compassionate and understanding tone towards women who have had abortions.” The Pope’s policy does not change church doctrine and applies only to the Year of Mercy,

The Catechism of the Catholic Church says that person who procures an abortion incurs automatic excommunication, a penalty that often only a bishop can lift. Some experts in the Catholic canon law expressed confusion about the practical effects of the Pope’s announcement. Edward Peters, a canon lawyer at Sacred Heart Major Seminary in Detroit, said Francis’ statement seems to assume that the “sin” of abortion and the “crime” of abortion are treated equally under church law.
‘Certainty’ that Reunion debris from MH370, French official says A PIECE of debris that washed up on the shore of Reunion Island in July was part of Malaysia Airlines Flight 370, the Paris prosecutor’s office said Thursday, backing up a statement that Malaysia’s Prime Minister made weeks ago. Following the analysis of the debris, it is “possible to say with certainty that the flaperon discovered on the Reunion Island on July 29 2015 corresponds to the one on MH370,” the prosecutor’s office said in a statement. The Malaysian Prime Minister said a few weeks ago that the debris clearly is from MH370, which disappeared with 239 people aboard in March 2014. Investigators in France had said there were “very strong presumptions” that the debris, called a flaperon, was from MH370, but that further testing was needed to say that with ironclad confidence. In the early hours of March 8, 2014, Flight 370 took off from Kuala Lumpur International Airport in Malaysia en route to Beijing, with 239 passengers and crew on board. The crew’s acknowledgment of the request was the last thing ever heard from MH370: “Good night Malaysian three-seven-zero.” Shortly afterward, air traffic controllers in Malaysia lost contact with the plane somewhere over the sea between Malaysia and Vietnam. The aircraft’s transponder, which
identifies the plane and relays details like altitude and speed to controllers, stopped transmitting. MH370 seemingly disappeared without a trace. Malaysian authorities revealed later that military radar had tracked the plane as it turned back to the west and flew across the Malaysian Peninsula, up the Strait of Malacca, before flying out of radar range at 2:14 a.m. and vanishing once again. Europe struggles to respond to worsening migrant crisis EUROPEAN leaders clamoured for a swifter response to the migrant crisis this week as a spate of recent tragedies brought the worsening situation into the global spotlight. Germany and France reached an agreement Thursday and called for Europe-wide migrant quotas, saying that each country in the European Union needs to “share the tasks,” Bloomberg reports. “Germany is doing what is morally and legally required of us, no more and no less,” German Chancellor Angela Merkel said Thursday. “That’s why this problem concerns all of us in Europe.” Another recent decision by Germany highlights the challenges this crisis poses to the entire region: Germany announced that it would allow Syrian refugees to stay and apply for asylum rather than be deported to the European country where they first arrived. Germany’s decision conflicts with the Dublin Regulation, an E.U. rule that says refugees must stay in their initial European country of arrival until their asylum claims are processed. The call for countryby-country quotas would address a problem arising under the Dublin Regulation, in which nations like Italy and Greece, which are the easiest to access by the Mediterranean, end up bearing the brunt of the burden.
British Prime Minister David Cameron also weighed in on the issue Thursday, saying, “Britain is a moral nation and we will fulfill our moral responsibilities,” BBC reports. Cameron referenced the disturbing photograph of a drowned 3-year-old boy washed up on the beach, which went viral online Thursday. The boy was one of 12 migrants who drowned trying to reach a Greek island from the Turkish coast on Wednesday, and the shocking photograph is putting further pressure on European governments to address the crisis. Cameron said “as a father [he] felt deeply moved” by the image. But not all countries in Europe are in agreement on how to handle the influx of refugees. Some countries reject Germany and France’s quotas proposal, including Hungary, which called the migrant crisis a “German problem” during a tense standoff at the Keleti Railway Terminus this week. Two-thousand migrants had been stopped by Hungarian authorities from traveling further into Europe, many wanting to go to Germany. Hungary reopened the train station Thursday, but held an emergency session of Parliament to debate its role in the migrant crisis. Hungary has also erected a barbed wire fence along its border with Syria, where many refugees enter the country.
Police hunt for suspects in death of man punched in head in Brooklyn A 42-year-old man was punched in the head and hit the ground hard during a brutal beatdown in Brooklyn, police said Wednesday. Jose Guzman, who lived just down the block, was knocked over by the jab during a fight on Gates Ave. near Myrtle Ave. in Bushwick around 4 a.m. Aug. 24, cops said. He hit his head on the ground and was rushed to the hospital in critical condition.
He succumbed to his injuries Monday, cops said. On Wednesday, cops released surveillance footage of two men wanted for questioning in the incident. In a similar incident on Sunday, Jose Lucero, 30, died after he was punched and struck his head on a Bronx street following a dispute over a scratched car. His attacker was nabbed soon afterward. European court says minimum alcohol pricing ‘could break trade rules’

Guatemala’s President Otto Perez Molina resigns Guatemalan President Otto Perez Molina has resigned hours after a judge issued a warrant for his arrest. Prosecutors accuse Mr Perez Molina of masterminding a scheme to defraud the customs service of millions of dollars. He denies the allegations. On Tuesday, Congress stripped him of his immunity from prosecution, a first in the Central American nation. A spokesman said Mr Perez Molina had decided to step down to “confront the proceedings against him”. Mr Perez Molina’s resignation comes just days before Sunday’s presidential election, in which he was barred from standing under constitutional rules. Vice-President Alejandro Maldonado is expected to govern until the new president is sworn in on 14 January. Mr Maldonado has only been in the post since mid-May, when his predecessor Roxana Baldetti
resigned. Ms Baldetti is accused of involvement in the same corruption scheme which Mr Perez Molina allegedly masterminded. Investigators say the scheme, dubbed La Linea, or The Line, involved businesses paying bribes to government officials and custom officers in return for being allowed to evade import duties. The corruption scandal has triggered a series of mass protests in Guatemala and widespread calls for Mr Perez Molina to resign. But until Wednesday night, the president had stood firm, saying he would serve out his term. His spokesman said Mr Perez Molina had handed in his letter of resignation just before midnight local time. Congress still has to approve his resignation before it comes into force. Local media said Mr Perez Molina’s current whereabouts were unknown.
Two women brawl on plane at JFK, razor and pepper spray used CALL it Jet Black and Blue. Two women brawled on a JetBlue flight landing at Kennedy Airport Wednesday morning — a fight that left a good Samaritan slashed and six passengers sickened by pepper spray fumes, officials said. Flight 960 from Kingston, Jamaica, had just landed at the Queens airport at 8:45 a.m. when 61-year-old Jean Ballentine, of Brooklyn, who had the window seat on row 21, tried to climb over 52-year-old Mary Cannady of Linden, N.J., who was sitting next to her. Cannady pushed Ballentine away, who punched her in the face, according to Port Authority spokesman Joe Pentangelo. A good Samaritan tried to intervene when Ballentine lashed
out with an eyebrow razor, cutting the man’s elbow. As the three scuffled, Cannady pulled out a canister of mace and sprayed it at Ballentine, giving everyone nearby a dose of noxious chemicals, officials said. Port Authority police were called to the plane and took both Ballentine and Cannady into custody. Seven people were treated for difficulty breathing, Pentangelo said. Ballentine was charged with assault, criminal possession of a weapon and criminal mischief. Cannady was charged with possession of tear gas. It was not immediately clear how she got the pepper spray onto the plane, officials said.
PLANS to introduce a minimum unit price for alcohol in Scotland risk infringing EU rules on free trade, according to an initial ruling by Europe’s top court. The European Court of Justice (ECJ) said it would only be legal if it could be shown no other mechanism - such as raising taxes - could deliver the desired public health benefits. In 2012, MSPs passed legislation which set a minimum unit price of 50p. But the Scottish Whisky Association (SWA) challenged the proposals. It argued that the legislation acted as a barrier to trade. The legal bid was initially rejected by judge Lord Doherty at the Court of Session in Edinburgh in 2013. But following an appeal hearing, the case was referred to the European court in Luxembourg last year. In an Opinion released on Thursday, the court’s advocate general Yves Bot said a minimum unit pricing (MUP) system risked infringing the principle of the free movement of goods and would only be legal if it could be shown that no other mechanism was capable of achieving the desired result of protecting public health. He stated that “a Member State can choose rules imposing a minimum retail price of alcoholic beverages, which restricts trade within the European Union and distorts competition, rather than increased taxation of those products, only on condition that it shows that the measure chosen presents additional advantages or fewer disadvantages by comparison with the alternative

Linda Bauld, Professor of Health Policy at Stirling University’s Institute for Social Marketing, said raising the price of alcohol in Scotland would save lives. Professor Bauld told BBC Radio Scotland’s Good Morning Scotland programme: “The reason the Scottish Parliament passed this measure is that there is strong and clear evidence that increased price reduces both hazardous drinking and alcohol problems. “It is really unfortunate that we have had this delay because of this legal case. “We know that since minimum pricing was passed in the Scottish Parliament, around 2,500 Scots have died because of alcohol. If we could raise the minimum price, we know we could save some lives and also the other harm caused by alcohol in Scotland.”
Florida woman offered three officers oral sex to dropped charges IT WAS an offer not one, but three officers could refuse. A Florida woman arrested for drunken driving and possession of marijuana and cocaine offered repeatedly to perform oral sex on three different officers if they would drop the charges, authorities said, according to an arrest affidavit provided to the Daily News. But when the cops rejected her offer for an impromptu plea bargain she was hit with three counts of bribery. Arielle Engert, 24, was pulled over at 2:48 a.m. Monday in Pinellas County and charged with drunken driving. She allegedly failed a series of field sobriety tests and her blood alcohol level was .162, which is more than twice the legal limit, police said. She also admitted she had a bag of marijuana in her purse. While being processed for the two

Bayern Munich to set up refugees ‘training camp’ BAYERN Munich are to set up a ‘training camp’ for refugees coming into Germany and will donate 1m euros (£730,000) for refugee projects. Parts of Europe have seen an influx of migrants arriving, with many in Hungary wishing to travel to Germany. The Bundesliga champions plan to provide food, German lessons and football equipment for children. “Bayern sees it as its social responsibility to help the refugees,” said club CEO Karl-Heinz Rummenigge. The number of migrants entering Europe has reached record levels this year, largely driven by the conflict in Syria. Germany expects to take in 800,000 asylum seekers this year four times last year’s total. Bayern, who have won the German league title 25 times and are five-time European champions, will also highlight the current refugee crisis in their next home match against Augsburg.

Venus Williams graduated last month from Indiana University East with a Bachelors in Business Administration. Mo Farah is GB’s ‘greatest sportsman’ - Brendan Foster OLYMPIC medallist Brendan Foster has described Mo Farah as Britain’s “greatest sportsman” after claiming the first distance ‘triple-double’. Farah added the 5,000m to his 10,000m title at the World Championships - a feat he also achieved at the London Olympics in 2012 and the 2013 Worlds. Foster said: “Mo is the greatest sportsman that Britain has ever had.” Farah, 32, responded: “We have had so many legends and to be in the same category as them is amazing.” Farah has now gone ahead of Ethiopian Kenenisa Bekele who is the only other person to claim an Olympic and world ‘double-double’ in the distance events. Judge overturns Brady’s four-game deflate-gate suspension THIS was the NFL’s nightmare. After more than seven months, several millions of dollars and big talking from the league and commissioner Roger Goodell in the deflate-gate controversy, the first time someone independent looked at the case against Tom Brady it was thrown out. Judge Richard M. Berman ruled that Brady’s four-game suspension by the NFL will be vacated. Brady maintained his innocence even while the NFL tried to make its most popular player a scapegoat in a scandal the league let grow to outrageous proportions, but from the moment investigator Ted Wells’ report came out it was clear that there was no evidence against Brady. The NFL, for whatever reason, didn’t want to admit that and kept trying to turn Brady into a villain. An independent judge saw it for what it was worth. And with that, Brady will play. The reigning Super Bowl MVP will be on the field for the season opener on Sept. 10 against the Pittsburgh Steelers. Officially speaking, Brady is off the hook for whatever happened when the Patriots’ footballs were found to be under-inflated during the AFC championship game against the Indianapolis Colts. That’s great news
for the Patriots. And — if you need one sentence to sum up how badly the league botched this entire thing — the fact that Brady will not miss any games is a horrible look for the league. The NFL under Goodell has been criticised for becoming quite a mess, especially when it comes to player discipline, and deflate-gate sums that up. As soon as the parties got in front of Berman, he chided the NFL, asking, “What is evidence of scheme or conspiracy that covers the January 18 game? I’m having trouble with that.” There never was any. The entire process didn’t stand up to much scrutiny. The investigation was never independent, which became clearer as the process went along. The NFL never did anything to correct false information leaked to the media, information that Patriots owner Robert Kraft said he believes came from the NFL itself, which might have showed its mind was made up from the beginning. The lack of real evidence in the report was somewhat stunning, based on Wells’ assertions and the NFL’s punishment. And Goodell upholding an appeal that basically amounted to his own verdict really looked bad after Berman ruled against the NFL. (Yahoo Sports)

Commonwealth Youth team set for Monday start in Samoa
THE four athletes that will represent the Turks and Caicos from this Saturday to next Friday in Apia, Samoa at the 2015 Commonwealth Youth Games have arrived in good health and are getting ready for their opening clash on Monday. Speaking to the Weekly News from the South Pacific Island on Thursday night, president of the TCI Commonwealth Games Association (CGA) Alvirto “Ali” Smith, who also travelled as team coach and team leader, said that the Helcy-Ann Selver, one of the four athletes at the Games will compete in the 100M on Monday morning. Selver will also run the 200M. The other athletes are Akia Guerrier, who will run the 200M and the 400M, Khambrel Caley (100M and 200M) and Ken Reyes (400M and 800M). Along with Smith, official Brenda Lightbourne has also travelled with the team. It is anticipated that up to 1000 young Commonwealth athletes ages 14- 18 will represent their countries and compete for 107 gold medals in several sporting disciplines at the Games.

At press time the Nazarene Kings and the Paradise Baptist Church were playing the final game of the night. On Friday night teams will play the knockout games, while on Saturday night the final and the much touted battle between the Pastors and Politicians are scheduled to take place.
Otuonye’s failed jumps were over 8M – Coach Smith NATIONAL coach Alvirto “Ali” Smith, who accompanied TCI’s longer jumper Ifeanyi Otuonye to the IAAF World Championships in Beijing, China, was impressed with what the Kansas State University student is capable of. Smith told the Weekly News this week that all of Otuonye’s jumps were “well over eight metres”. The 21-year-old, 2015 NACAC senior bronze medal winner, was against the wall since he was just one of three
jumpers in a field of 32 athletes who had a personal best of 7+ metres (7.87M). Because of this, Otuonye had to go hard and unfortunately his three attempts at the Beijing National Stadium (Bird Nest) were unsuccessful. Smith, who is also president of the TCI Commonwealth Games Association, is excited about what the national record holder is capable of when he hits his mark. “He did a great job nonethe-less; look out for him next season.”

Williams calls 4X400M bronze medal an “amazing achievement” – Splits personal best in heats TCI born British sprinter Delano Williams feels that winning bronze medal at this year’s World Championships is one of the best achievements in his senior track and field career. The 21-year-old was instrumental in the British team winning their heat in the preliminary state of the competition and raking up a season best 2:59.05—the then best time by a European team this year. Williams, who ran the second leg, recorded a personal best split of 44.1s. His previous best split was 44.60s at the European Team Championships in Russia over two months ago. “I was very confident, because I have been running it (the 400M) a lot this year. So I know I was in good shape to do well,” he told the Weekly
News. The 2012 200M World Junior Championships gold medallist did enough to solidify his place in the team for the final. Again he ran the second leg and was right in the mix with a split of 44.60s. With his solid run and a bit of magic by anchor Martyn Rooney, who kept a level head to pip his Jamaican counterpart at the line, team GB recorded another season best performance: 2:58.51. READY FOR THE FUTURE The former Munro College athlete feels that his new splits: “show I’m very strong and ready for the future.” “It’s an amazing achievement in my career. You know how many athletes went to the championship
for a medal and couldn’t get one.” What has also made the TCI 100M and 200M record holder happy is how he has solidify himself in the British team. He said it feels great to represent Great Britain, especially since he is working his way up the ranks of the team. “They (British athletes) were truly happy that I could have produced such a good performance and repeat it in the space of two days. The coaches were happy. My coach, my family and my friends are proud of me because I can say I’m a world medallist.” ROLE MODEL Since his achievement last Sunday congratulatory messages have poured in.
TCI’s Deputy Premier and Minister responsible for sports Hon. Akierra Missick thanked Williams for his amazing performance. “During the 4X400M relay rounds and now the Finals, from start to finish, you displayed discipline, strength, determination and teamwork. You are indeed a true role model and a shining example to future athletes of the Turks and Caicos Islands.” She added: “This is a great day for The Turks and Caicos Islands and we stand proud and salute our son of the soil.” Also enthralled with Williams’s performance was leader of the opposition Hon. Sharlene Cartwright Robinson, who also called Williams a role model. Speaking on behalf of the PDM, Robinson said: “…We are confident that he (Williams) is succeeding as he is because he not only possess a healthy body
but because he also possesses the right attitude to working hard, making sacrifices and remaining committed to the brightest future possible.” The release added that the Grand Turk born sprinter’s hard work could be an example not just for local athletes, but for the island chain as a whole. Political veteran Hon. Oswald Skippings, leader of the Progressive Democratic Alliance, called Williams a worthy international ambassador for the TCI. “…Your hard work, dedication and positive attitude continue to earn you great achievements.
