Akierra Missick recounts harrowing health condition BY DELANA ISLES ELECTED Member for the Leeward and Long Bay constituency, Akierra Missick, has asked her constituents and the wider TCI to forgive her prolonged absence due to illness. During a House of Assembly meeting on Tuesday, August 28, Missick got emotional while she recounted her medical emergency that was potentially life threatening in a personal statement to her colleagues in the House and the listening public. She recalled that when she became ill after the last session of the House for the month of June, she assumed she had picked up a flu bug, but was proven wrong when she became severely sick and had to be admitted to the Cheshire Hall Medical Centre. Emotion thickening her voice, Missick recalled: “It wasn’t the flu, I was admitted to the hospital in Provo for three days, I had my entire bone marrow suppressed, I was in an isolation ward, my family and friends were unable to see me due to having an autoimmune matter thyroid problem. “The medication that they put me on to treat my thyroid decided it was just going to wipe out and I was in that .000005 percent risk rate of having all my bone marrow suppressed and unable to fight any form of infection and unable to function, organs were beginning to shut down.
“Once I got well enough, stable enough with the IVs and the medication at the Cheshire Hall Medical Centre, the decision was taken that it was an emergency to have my thyroid removed because there was no way to treat it given the reaction I had to the medication.” She said this was nerve wracking enough on its own, but other factors added to the stress of the moment. “What made it even more difficult was that I was unable to be the beneficiary of assistance from the NHIB, they were unable to get me an appointment despite this matter being urgent and the report saying it was urgent, so I had to fund my own trip overseas to have it dealt with. “The reason why I am choked up about this is because I was in a position to help myself, my family was in a position to help me…” She added that she is saddened that this is an issue for others who suffer from this or other life threatening conditions, and called on her colleagues to work together and with her to see what can be done at the NHIB to help save people’s lives. “I wouldn’t say I was one foot in the grave, I was two in there, and I just being kept going because of the doctors at Cheshire Hall Medical Centre. “I want to say a heartfelt thank you for forever Dr Braithwaite and Dr Forbes who saw my labs [results]

and tried their hardest not to scare me, but told me it was bad and I needed urgent treatment and so I was able to go out and get the urgent treatment.” She thanked the nurses, her friends, and the staff at Misick and Stanbrook, her HOA colleagues, the speaker of the House, and everyone else who visited her in the hospital. Missick eventually had to have her thyroid removed during a medical procedure in a Florida hospital where she stayed for four days. “The road is long. I am by no means necessarily healed. It will be a challenging 12 months ahead but I am prepared for that, and I want to tell the people of Leeward and Long Bay that as long there is strength and breath in my body, I will continue to represent them. “I also apologise to the people of Leeward and Long Bay, to the people

recover as best as possible.” Missick resolved to have more dialogue with the Ministry of Health and public health on thyroid conditions in the TCI, its prevalence in the territory, and what measures can be taken to help or treat the issue.
Prince Brutus, 22, murdered TWENTY-two-year-old Prince John Brutus was murdered last Friday night (August 31) and his body discarded along Leeward Highway in Providenciales. Brutus, who has a long string of arrests, was found lying motionless at the side of the highway at Horseshoe Lane about 9.40pm when someone made a call to the 911 Centre. Both police and emergency personnel were dispatched and Brutus was pronounced dead at the scene. Reports are that he was shot to the neck. Earlier this year, the court had heard a case against Brutus in which he had escaped from police custody while being held for questioning in connection with the shooting of American tourist veterinarian Kevin Newman in June last year. Newman was at the time on vacation with his family when he was allegedly robbed by Brutus and two others. During the robbery Newman was shot in his abdomen, with the bullet exiting his back, severely injuring him. He was put in a medically induced coma before medical crews flew him back to the United

States, where he was admitted to a Fort Lauderdale hospital in critical condition. Shortly after the incident police issued wanted bulletins for Brutus, Renardo Delroy Clarke, Deangelo Harvey and Denardo Ewing. Brutus and Clarke eventually surrendered to police and were expected to be charged with the

Layoffs predicted if new service charge bill is passed Gov’t to meet again with hoteliers BY DELANA ISLES THE GOVERNMENT is heading back to the drawing board on the service charge issue as hoteliers warn of an economic downturn and job losses if they are forced to pay workers the entire 100 percent collected. The issue is a People’s Democratic Movement (PDM) campaign promise to TCI hospitality workers that they will restore the entire sum collected back to them. That promise is proving quite difficult for the PDM administration to fulfil as its first major attempt - in the form of a Draft Service Charge Bill - has received resounding protest from the local hotel community. The new bill proposes to restore 100 percent of the service charge collected to the workers, sets the service charge to be collected at 10 percent of a guest’s bill and allows hoteliers to add an additional five percent to that bill in the form of a facility fee that they will be able to retain for themselves. While the bill has made it past Cabinet, it has not quite made it to the House of Assembly for passage. On Tuesday, August 28, during a meeting of the House of Assembly, the bill was to have been tabled and read for the first time. However, that never occurred as the session descended into chaos (on another issue), prompting Premier Sharlene Cartwright Robinson to adjourn the meeting to a later date. Since that time, one hotel has clearly and now publicly stated that they will have to take drastic actions if the bill is passed. That hotel is Ports of Call, owned and operated by Dale and Wendy Papke, both of whom clearly outlined in a commentary in this issue of the Weekly News that they will be forced to downsize and lose business if the bill is passed in its current form. In light of this development, on Thursday (September 6), the Weekly News reached out to the Labour Minister, Sean Astwood to ascertain what measures the Government is taking to resolve the issue before the bill is debated in the House of Assembly. Astwood said that the premier has convened another meeting with hoteliers to be held sometime in the coming days. Although he was unable to say

exactly what date that will be, he noted that the meeting is expected to be held before the next sitting of the House of Assembly on September 24. It is expected that the bill will come up for discussion on that date, as it was on the previous Order Paper of the assembly but never got to the stage of being read into the record.

It continued: “We cannot increase our charges to our guests (which is the Government’s suggestion) and

He said that in the last two years, the Government has been ignoring the well-being of businesses on the Islands with some of the policies they have put in place. “We believe that the hotels and condo resorts will have to lay off some employees or roll back wages should the proposed service charge amendments become law. “We personally have no problem
with paying the employees 100 percent of the service charge collected but feel the Government has no right setting the amount charged. “Presently 60 percent of the fees collected are given to the employees with the remaining 40 percent used by management to partially cover operation expenses. “The Government is proposing 100 percent distribution to the employees on an equal basis as opposed to position or hours worked,” Papke said. His comments can be read in its entirety on page 12 in this issue of the newspaper. The Ports of Call owner is but one of many hoteliers who feel the same way. Last week, a joint statement from owners of non-inclusive condo-resorts in the territory was disseminated to hospitality workers. The letter, which lays out the options available to them if the bill is passed, has been in circulation for

However, the collection of the service remains a voluntary one and non-inclusive hotels can opt out of its collection entirely if they choose. This was conveyed in the letter to hospitality workers - that they run the risk of losing out entirely on the service charge if the House of Assembly passes the bill in its current state. The condo-resorts reminded their employees that at the end of the day, the owners have that choice, and it is one they may have to institute if a satisfactory solution is not met.

DR CARLTON Mills, educator and former Minister of Education, said in his column last week that the TCI is rapidly becoming a place where manufactured doctorate degrees are being handed out like British grant-in-aid. “There are honorary doctorates and there are earned doctorates,” he said. “The TCI has set a new stage: purchased doctorates. “Many of these institutions that are granting these awards are not accredited. I hereby call on the chairman of the Higher Board of Education to look into this matter as a matter of urgency.” What are your thoughts?
Credibility of institution
Dr Mills is correct, and there is absolutely nobody that understands the TCI educational system better than he. The value inherent in any educational degree, from Bachelor’s to PhD, is determined by the credibility of the institution that awards it, and the system will very quickly evaluate that credibility, and discount the quality of any degree issued by an institution who standards and faculty do not measure up. Any graduate of such a sub-standard school will soon discover how very little weight his/ her degree is accorded when they try to use it to meet the pre-qualification requirements for further study at a genuinely accredited institution. Just like everything else in life, educational degrees are a matter of “getting what you pay for,” except that payment in this case is not a matter of covering the fees, but instead relates to the amount of study and work one is prepared to put into the degree, under the tutelage of qualified professors adhering to strict standards. There has recently been talk of the TCI Community College soon intending to offer Bachelor’s Degrees, and there can be no more obvious example of exactly the case in point. How long until one is able to wave their doctorate degree from this anything-butillustrious institution? And the same problem seems to exist in the area of religious qualifications evident in this country.
There are so many claimed bishops here that one must suspect the existence of an organisation something like ‘Bishops R Us’ where one answers an online questionnaire (maybe), pays the stipulated fee, buys the required vestments, and then, poof, they are a bishop!
Ashamed
Dr Mills is correct! We want success without the hard work. I was appalled when two former PNP Ministers displayed Dr in front of their names. Looks like they came to their senses. If there are other persons out there doing the same thing they ought to be ashamed of themselves.
You say potatoes
He needs to just shut up. Some with earned degrees are as dumb as bricks as well. Some honorary are brilliant. Who knows what is in the bought degree. Intelligence doesn’t come from degrees, nor does better knowledge. You say potatoes and I say potatoes.
Honest effort
Dr Mills is absolutely correct. This has been going on for some time. Credentials should be earned and not purchased. The Labour Department should also be made to understand that employers have a right to disregard credentials that are not acquired by honest effort in evaluating candidates for open positions.
Pure horse dung
Dr Mills is on point and is very qualified to speak on the issue since he is an academia and a past minister of education. Yes, we are now trivialising the importance of a sound tertiary education which requires so much more than a few seminars. Some of these persons cannot even construct a proper sentence. If gaining a Phd was so simple then why is the Government continuing to spend millions of dollars each year on tertiary education? Instead it should award this qualification on our students and use the funds from the scholarship fund to improve our living standards. I heard someone once say that this kind of Phd qualification is “pure horse dung”.
Based on what?
Clearly as a scholarly and accomplished man, Dr Mills is correct. Not because so much of his scholarship, but because of his truthfulness. If Usain Bolt heard a ‘Johnnie come lately’ starting to profess that he was now the world’s greatest sprinter he would ask of the person a) what are your times b) what are your overall records and c) upon what do you actually base that which you profess to be?
So, to be a learned doctor (be that in medicine or by way of production of a credible and distinguished doctoral thesis) then there is something to which the person can reference of substance and credibility to profess and proclaim to be who he/she is. So again, all Dr Mills is asking is, as would the great Usain Bolt in his chosen field of endeavour, based on what?
Earned not given
This is a very important issue. With education, on any level, what you achieve should be earned not given. It is never good in the long run to lower standards to fit some people. They should try to meet up to the standards.

Ewing tells Gov’t to remove illegal guns from streets BY OLIVIA ROSE FORMER premier Dr Rufus Ewing has called on the Government and police to “get to work” to remove illegal guns from the streets. He expressed his concerns about a recent spate of murders and armed robberies in the TCI in a Facebook post on Friday, August 31. “I am sitting here thinking what could we have done as individuals, institutions and Government to avert the scourge of crime we are experiencing today, particularly gun related crime that was once a stranger but now becoming an unwelcome resident,” he wrote. “What we are experiencing now is not an overnight affair or a product of a few hours baking, but a product with many ingredients and many bakers as we all had a hand to play in it one way or another. “But that does not mean that we cannot work together to reverse this trend. It takes leadership, guts, vision, passion and cooperation.” He acknowledged that while the root cause of crime is multi-factorial and some of these factors will not be addressed overnight, there are
many causes, reinforcing factors and prevention strategies that can be addressed immediately. “Yes the saying, ‘guns don’t kill people, people do’ is true, but we have to address with expedience this low hanging fruit of removing the illegal guns from the streets while we work on the social issues that drive persons to want to pull the trigger of a gun,” the former premier said. “The last time I checked we did not manufacture guns in the Turks and Caicos, at least not the automatic and semiautomatic weapons that are now in abundance. “So if we don’t manufacture them then they are being imported.” He said gun reduction strategies that have been tried included gun amnesty and restrictions on access to guns by law-abiding citizens. “These strategies which have been promoted by the commissioner of police and the governor do not work. “It simply denies level-headed, good corporate citizens the right to keep and carry guns and become victims while those who are disturbed and have ill-intentions will not relinquish their weapons during
TCI nominated as leading beach destination - again THE TCI has been nominated for another top travel accolade thanks to its beautiful tropical beaches. The territory is once again battling to retain the title of Caribbean’s Leading Beach Destination at the 2018 World Travel Awards, the TCI Tourist Board has announced. According to a statement on August 31, this coveted award has been captured by the Islands since 2015 and from 2012 to 2014 by Grace Bay beach specifically. Director of Tourism Ramon Andrews said the nomination has been met with great enthusiasm and pride. “My team is elated to be considered and it is a testament of the Turks and Caicos Islands Tourist Board’s strategic efforts and diligence to promote brand Turks and Caicos to the world. “More recently we have placed a persistent focus on promoting our sister islands and we’re seeing the benefits as our visitors are opting to go beyond Providenciales and explore the other beautiful, unspoiled beaches throughout the Turks and Caicos Islands.” The World Travel Awards is the most prominent awarding institution in the travel and tourism industry. It has bestowed the prestigious honour of Caribbean’s Leading

The TCI has also received Trip Advisor Travellers’ Choice 2018 Number One Beach in the World. The 25th World Travel Awards Caribbean and North America Gala Ceremony will be held at Sandals Montego Bay in Jamaica on September 22. The world class event is expected to convene the top industry leaders and high level tourism professionals from the Caribbean region. The World Travel Awards was established in 1993 to acknowledge, reward and celebrate excellence across all sectors of the tourism industry. He listed the plan’s action points: “Increase manpower and patrol of police marine branch. “Increase air surveillance with reinstatement of our airplane and or drone surveillance (yes drones are less costly than a life). “Increase the effectiveness of the radar by increasing its range, relocation of the radar closer to the edge of the southern banks or additional radars on the southern banks. “Install container scanning equipment at the ports that can scan all cargo and cars for guns. “Random stops and boarding of all informal trading vessels, incoming and outgoing looking for guns, drugs and stolen products being exported. “Random vehicular traffic stop and search for illegal guns. “Develop an intelligence network. Follow the money trail, where there is ill-gotten money there are guns to protect it. “Fully operationalise the CCTV camera system and use it for it for intelligence gathering.” He stressed that all of this is within the remit of the Government which finances border protection and national security.

“Yes, the governor and the commissioner of police have the last say with respect to policies and strategies related to national security but it is time that we have our way. “If the commissioner of police is not listening to the Government elected by the people, then call him out and get rid of him and lobby for more power to be able to protect our people.” Ewing in his seethe said he has grown tired of reports stating that crime is down and the police giving themselves a pat on the back for a job well done, while young people are dying on the streets. He underscored that while stiffer penalties for possession of guns and gun related crimes can be good deterrents, they are only as good as the effectiveness of conviction. “So the issues of conviction and sentencing must be addressed at the level of the police handling of cases to avoid persons getting off on technicalities and at the level of the judiciary to ensure maximum sentencing allowed under the law.” Turning his attention to the social factors that drive people to a life of crime, he said the solution rests not only with the Government but with every individual.

More time to respond to FAC inquiry Extension welcomed by fellow territories – and reignites independence talks BY GEMMA HANDY PEOPLE wishing to have a say on the future trajectory of the TCI’s relationship with Britain have been given more time to do so. Islanders now have until September 18 to submit written comments to the UK’s Foreign Affairs Committee (FAC) which is leading the inquiry into London’s governance of its overseas territories. There was “no big reason” for extending the deadline by 15 days, FAC spokeswoman Estelle Currie told the Weekly News. “With the summer break, people were away and requested whether they could still submit evidence, so the team pushed the deadline back a little to offer some leeway,” she added. The probe was first announced on July 20, initially giving residents just over six weeks to respond. The timeframe was met with anger by residents in fellow territories in the region who claimed it was not long enough for leaders to formulate and present a national position. Cayman Islands officials were among those to demand more time.
A Caymanian Times editorial this week slammed the “very poorly publicised” July news that the FAC “was about to undertake what could turn out to be a Brexitlevel inquiry into the future of the OTs”. “Polite resistance, diplomacy and lobbying resulted in an additional fortnight for the OTs’ governments and citizens to have their say,” the editorial claimed. Of Britain’s 14 remaining territories, six are in the Caribbean/ North Atlantic region and share similar concerns about the level of autonomy afforded to them. The probe has reignited discussions about everything from their lack of official representation in the House of Commons to independence. In the British Virgin Islands, a series of meetings to gather input from the public found that while most people were ostensibly content to remain part of the UK, they were keen for reform. “People generally are pushing for a constitutional review with an eye toward obtaining a greater degree of autonomy for the BVI,” Freeman Rogers, editor of the BVI Beacon,
Updated legal assistance guidelines published THE ATTORNEY General’s Chambers has produced its second edition of the ‘Guidelines on Requests for International Legal Assistance’. The document aims at providing comprehensive guidance on the different types of legal assistance available in the TCI jurisdiction. The second edition addresses information gaps and is updated to reflect legislative changes made since 2014, a Government statement on Tuesday (September 4) said. Attorney General Rhondalee Braithwaite Knowles said: “This is an important document as it signals to other countries that there are systems in place in the Turks and Caicos Islands for the processing of legal assistance requests which allow us to effectively cooperate internationally with other

countries. “It also demonstrates our commitment to keeping such guidance updated to better assist requesting countries in obtaining international mutual legal assistance from the Turks and Caicos Islands.” The Attorney General thanked Principal Crown Counsel, International Khalila Astwood-Tatem and Senior Crown Counsel, International Shayone Handfield-Gardiner of the International Division of the Attorney General’s Chambers for their work on these guidelines. told the Weekly News. There has not been a major drive for independence but the topic has come up “with increasing frequency” in light of recent unpopular UK decisions, he continued. Fury erupted earlier this year across the OTs when London declared its territories would be forced to adopt public registers of company ownership by the end of 2020 to put the brakes on money laundering. Many fear the move will negatively impact lucrative offshore financial services industries. BV Islanders also shared Caymanians’ ire about the lowkey nature of the FAC inquiry’s announcement. “I think some people here were upset that the UK didn’t launch any sort of effort here to advertise the review or to solicit input from the VI public,” Rogers added. One reason for the FAC’s investigation – the first of its kind in 11 years – is to scrutinise what Britain’s exit from the European Union in March will mean for its territories. FAC chair, senior Conservative MP Tom Tugendhat, said the relationship between the OTs and the mother country had evolved greatly over the last few decades and would change again after Brexit. TCI Premier Sharlene Cartwright Robinson previously described Brexit as an “immediate concern” for the Islands as a beneficiary both of EU funding and freedom of movement. In Bermuda, there was speculation as to London’s motives for staging an inquiry among respondents to a Bernews article. Some suggested the UK wanted a greater slice of the island’s relatively wealthy economy. Others urged Bermuda to “look out for its own interests”, just as Britain was by pursuing Brexit with apparent scant regard for the impact on its OTs. London is only accepting comments submitted via the FAC’s online portal which can be found by visiting www.parliament.uk and entering ‘foreign affairs committee’ into the search box. How effectively the UK ensures the “security and stability” of its OTs is under the spotlight. Opinions are sought on territories’ adherence to human rights along with the way they are financed, represented internationally, and their assets and natural resources. The FAC said last week it was likely to be “many months” before the findings are made public.
CABINET MEETING SUMMARY A SARGASSUM seaweed policy, the Government’s first quarter financial report and a rental waiver for retailers at the cultural market were all discussed at the latest meeting of Cabinet. Governor John Freeman chaired the 18th meeting on Wednesday, August 29, at the NJS Francis Building in Grand Turk. All ministers were present. At this meeting Cabinet: -Advised the governor to approve the grant of a long-term commercial lease for 25 years in the first instance to Howard Dickenson over Crown land parcel 10409/184 in Grand Turk for the construction of storage facilities. -Received a progress report from Hon. Ralph Higgs, Minister of Tourism, Environment, Heritage and Culture, on the drafting of a Sargassum Policy for TCI which is well advanced and on measures which are already being taken to address the problem of the increasing influx of sargassum seaweed on TCI shores. The ministry will submit the draft policy paper to Cabinet at the earliest opportunity for approval. -Noted a procurement waiver granted for the quarter April to June 2018 in accordance with Section 21 of the Public Procurement Ordinance. Cabinet also noted the consolidated list of all procurement waivers for the financial year 2017-2018. -Noted the financial performance of the TCI Government for the period April to June 2018 as submitted in the 2018/19 First Quarter Financial Report by the Accountant General. -Approved the waiver of rental payments for a period of three months by licensed vendors of the culture markets in Grand Turk and Providenciales by way of compensation for loss of business and revenue through damage caused to their stalls after the September 2017 hurricanes. -Noted an information paper by Hon. Ralph Higgs updating Cabinet on the establishment of a Maritime Oversight Committee to advise TCIG on work to ensure that the TCI meets its international maritime obligations and compliance with international
maritime conventions and standards ahead of an audit by the International Maritime Organisation in 2020. -Advised the governor to endorse the ‘Adopt a Highway’ programme initiative aimed at cleaning up and beautifying the roadsides in Providenciales. -Considered and approved the proposed TCI Climate Change Policy and noted a list of possible measures to be undertaken subject to further assessment of each measure including resources being available. -Noted the financial performance of the TCI Government for the period January to March 2018 as reported by the Accountant General in the Fourth Quarter Financial Report 2017-2018 submitted in accordance with Section 36 of the Public Finance Management Ordinance 2012. -Advised the governor to approve the appointment of Curtis Simmons as deputy chairman of the NHIB in accordance with Section 16 (1) (ii) of the National Health Insurance (Amendment) Ordinance 2017. -Received a paper from Hon. Goldray Ewing, Minister of Infrastructure, Housing and Planning, and a presentation by the energy and utilities commissioner on discussions between TCIG and FortisTCI on reforms to the electricity sector regulatory framework. Cabinet approved the recommendations in the paper and requested the Attorney General’s Chambers to draft the necessary legislation to implement the recommendations. -Was informed by the Premier Sharlene Cartwright Robinson that she had received the draft National Health Insurance Board actuarial report which would be submitted to Cabinet for consideration. -Was informed by Hon. Ralph Higgs of an approach by the company, CaribX (UK), with a proposal to conduct offshore hydrocarbon exploration in TCI waters which the ministry would be following up with the company. -In response to a request by Hon. Higgs re ceived an update by Attorney General Rhondalee Brathwaite Knowles on banking services on North Caicos.

Medical emergency halts Disney cruise ship A DISNEY Fantasy cruise ship stopped outside the Princess Alexandra National Park in Providenciales last week due to an on board medical emergency. The boat could be clearly seen from the island’s north shore on Thursday, August 30, as a sickly passenger was “evacuated”. An emergency vessel took the passenger and ship’s nurse to Blue Haven Marina where they were then transported to Cheshire Hall Medical Centre for treatment. According to a statement from the TCI Tourist Board on August 31, the Department of Environmental and Coastal Resources (DECR)
has conducted a preliminary investigation “We learned that emergency medical services responded to the scene where an emergency vessel made landfall at Blue Haven Marina accompanied by a nurse from Disney Fantasy and provided the necessary aid in transit to the Cheshire Hall Medical Centre,” the statement read. “All relevant government and statutory bodies were advised and were prepared to provide assistance as required.” Further details on the incident will be made public pending the DECR’s detailed investigation.
Man wins appeal of gun and drug conviction RASHAD Stubbs who was in 2016 tried by a judge and jury and convicted on charges of illegal firearm and cocaine possession has now won in the appellate court. He was found guilty and sentenced to five years on both charges, and immediately filed an appeal. His attorney Ashwood Forbes argued before the Court of Appeal that the trial judge was wrong to allow the case to go to the jury and allowed the application of no case by the defence attorney. The lawyer argued that when the police found a gun and drugs in
the ceiling of a house Stubbs was occupying at the time, they failed to link the gun or the drug to his client. Forbes said that during the trial, the Crown did a poor job of trying to establish a link between Stubbs and the illegal items, hence the trial judge should have dismissed the case. The Court of Appeal agreed and quashed the conviction and set aside the sentence. However, Stubbs remains in prison on remand for another trial that is pending against him for over two years.
Grand Turk man remanded for Beer Fest attack TWENTY-one-year-old Deon Emmanuel of Grand Turk has been remanded for grievously harming Dexeraux Williams. The incident occurred during one of the island’s popular events Beer Fest a few months ago. Reports are that Emmanuel and
Williams got into an altercation at which time the accused struck the victim in the head with a rock, causing him to have to be airlifted overseas for medical treatment. Last week, a Grand Turk magistrate remanded Emmanuel to prison until later this month.
Neal Rigby admits to burglary NEAL Rigby who led police on a high speed chase last week has admitted to the crimes for which he was being chased. Reports are that Rigby was travelling at speed in a vehicle last Friday, August 31, in the Five Cays, South Dock Road area. The chase abruptly ended when the fleeing bandit ran into a parked vehicle along the Five Cays road.
Rigby was arrested and later charged with stealing $9,000 worth of goods from Northstar Group Construction company. A large quantity of tools was stolen by Rigby between the August 24 and 25 from a building on Prince of Wales Drive Leeward Estate in Providenciales. He has since been remanded to prison pending sentencing.

Take part in ‘biggest clean-up ever’, says DECR THE TURKS and Caicos Islands will be joining the rest of the world in a massive coastal clean-up this September – and the public is being encouraged to play their part. Saturday, September 22, marks International Coastal Clean-up Day which asks people to clear litter from in and around their nation’s shoreline. This year the Department of Environment and Coastal Resources (DECR) has teamed up with the TCI Tourist Board, the Turks and Caicos Hotel and Tourism Association (TCHTA) and the Turks and Caicos National Trust to make it happen. Amy Avenant, environmental outreach coordinator for the DECR, said that in 2016, 237 people collected more than 455 bags of rubbish nationwide. “Unfortunately, last year’s efforts were thwarted by hurricanes Irma and Maria, but this year we hope to not only gain increased support for the clean-up campaign, but make it the biggest clean-up effort the TCI
has ever seen,” she said. The main goal of the initiative is to encourage people to go out into their communities and remove litter found along the shoreline, underwater or in bushes. This will help to create healthy waters the public and local wildlife, a Government statement on Monday (September 3) said. Hon. Ralph Higgs, Minister of Tourism, Environment, Heritage and Culture, expressed his support. “This international event is significant in bringing awareness to the importance of our coasts and keeping it free of waste and debris,” he said. “The ministry remains committed to supporting and promoting initiatives that reduce waste and promote sustainable use of our natural resources.” Ramon Andrews, Director of the TCI Tourist Board, said that with the community’s support and involvement the issue of pollution can be addressed. “This initiative is not only important
to preserve our tourism product and to safeguard its sustainability, but also to ensure that as residents we are able to live in a clean environment and be accountable for maintaining its cleanliness.” Tourism Environmental Awareness Month will follow in November when the TCI Tourist Board will educate the public on the drawbacks of single use plastics. Anyone can get involved in the clean-up by getting a group together and spending an hour cleaning up a beach, bushy area, path, road, or seabed in their area. “Show you care for the TCI’s natural environment by getting involved in International Coastal Clean-up Day,” the statement read. “Together we can fight for trash-free seas, on Saturday, September 22. It doesn’t matter where you are, just grab a bag and collect that litter.” The DECR has registered the event with the Ocean Conservancy. More details are available at www. oceanconservancy.org
Jim Kelly gets reprieve from appellate court LOCAL boxer Jim Kelly Joseph has been granted a reprieve by the Court of Appeal in his case against a ruling by Chief Justice Margaret RamsayHale. Last Friday (August 31) the Court of Appeal adjourned Joseph’s appeal hearing until its next session in November. He was to have been sentenced on a gun possession charge on Wednesday (September 5) if the appellate court had denied his appeal. The boxer is appealing a decision by the chief justice to reject his change of plea application in the gun case. In June, Joseph had pleaded guilty to charges of possession of gun and ammunition. The change of plea application was made by attorney Ashwood Forbes, who had replaced Joseph’s old attorney Lara Maroof-Misick. Forbes argued in front of the court that his client was given bad advice when he entered a guilty plea. This advice, Forbes claims, caused Joseph to plead guilty to charges for which the defendant has now stated he is innocent and wished to contest at a trial. However, on Thursday, the Weekly News learned that the court found no grounds on which to grant
the application, and thus it was rejected. The court found that Joseph made an unequivocal confession of his guilt by his plea with full understanding of the elements of the offences if keeping a firearm and ammunition with which he was charged, this publication was very reliably informed. Ramsay-Hale had disagreed with
the lawyer’s arguments and found that Joseph was properly instructed by Maroof-Misick and set a date for his sentencing. Forbes then advised the court that he would be appealing the ruling, hence the delayed sentencing. Due to the appellate court’s recent adjournment of the matter, that sentencing has now been stayed until the appeal hearing and determination.
Thursday night shooting and robbery - latest gun crimes OFFICERS of the Royal TCI Police Force are investigating two incidents that occurred last week leaving one man nursing a gunshot wound and another without a car. The first incident occurred at about 9.20pm on Thursday, August 30, whereby a man who was at the FirstCaribbean International Bank was approached by armed men dressed in dark clothing. Details of the incident are sketchy, but the man was eventually transported to the Cheshire Hall Medical Centre for treatment of a gunshot wound.
Later that same night, at about 11.18pm, masked gunmen approached a Five Cays man, ordered him out of his grey Toyota car and then escaped in the stolen vehicle. Police said that the licence plate of the stolen vehicle is unknown. Investigations are ongoing into these and other incidents that have been plaguing Providenciales for the past several weeks. Police continue to appeal to anyone with information that can assist in these matters to call Crime Stoppers on 1-800-8477.

A message for parents No respect Dear Editor, The time has come for parents to kiss this great TCI summer holiday goodbye and send the little ones back to school. Whether this is their first year doing so or they’re an old pro by now, it can be a little hard on their emotions and even tougher on their child’s nerves. Parents should take the time to read through this post and send their babies off to school on a positive note. No matter whether their children are feeling scared, excited or a combination of both, they should make sure to keep the following words in mind and close to their hearts. September morning, our children will get to start a new chapter in their school life, filled with new lessons, new friends, new challenges and new adventures. They are going to have all sorts of new feelings. They might be scared, angry or sad. Parents should tell them they might feel happy and excited, that they might be nervous and shy or even a little bit worried. But above all they should tell them to be brave. All of these firsts can be scary. Making new friends, meeting a new teacher, learning new rules - these are not easy, even for mums and dads.
Some days they may not get it right and that’s okay. Every day is a new day filled with new beginnings. Parents should tell them to be strong. Stand up for themselves and what they believe in. If some of the other children are being mean, parents must tell them to tell someone. Parents should tell them it’s okay to be different and it’s okay to say no when they feel in their heart that something is the wrong thing to do. Parents should tell them to be kind. Think about those around them and treat everyone as they would like to be treated. Most kids will feel a little shy and scared too and a smile or a hello can really make a difference. And finally, parents should tell them to be themselves. Our children
are amazing creatures; parents should tell them how much they love them. Some days they are going to encounter kids who may be mean on the playground or they may feel like no one wants to be their friend. Other days they may feel like they have too many friends and unsure who to play with. This all part of growing up in and out of school life. Parents should tell their child (ren) they will be right there when school is out, waiting to give them for that biggest cuddle ever, to hear all about their first day and to do it all over again with them tomorrow. Parents must remember school is a journey that they and their child or children are on together, just like every other adventure they’ve shared since they were a little baby. And while parents might not be there when they are doing show and tell, when they sit down to write or when they are having lunch, they should tell them they will always will be close by. That they are always thinking about them. And, in a few short hours, they will be right back here, by their side again. Welcome back to a new school year parents and students. for officers Dear Editor, Providenciales is full of murder and crime. There are no cabs, no Uber. Your lawmakers put breathalyser tests in place with no recourse. They arrest and release still drunk people to get back to their hotels or homes any way they can, so tourists can get robbed or killed Even the people that live there have to find their way home while they’re still lightheaded. Even after an accident. Just alcohol tests, no questions about how they’re feeling, do they need a hospital visit, just released to the street. There’s no information on how to ease the drinking - it’s a sickness. DUIs don’t stop people from drinking. Traffic cops are arresting their own top cops without trying to help them find a programme to control their drinking. Police are underpaid and stressed out and you take the good ones off the street and parade them all over the news. It just shows there’s no loyalty for officers protecting and serving that dangerous island. You’re scaring tourists away. Your traffic cops are harassing the tourists and arresting cops that are
hunting down killers. If the system doesn’t care about their own, these officers are not going to give the job their all to the citizens that live there and the tourists and their families. Shame on this dangerous island. You should be on the do not visit list. Americans do not disrespect our public service people. We do not make a mockery of our police officers that just might appear to need help to ease their drinking because of that stressful job. They spend more time solving crimes than with their own families. So, while the best officers are laid off fighting fake DUIs, traffic cops ride past accidents all the time just looking for a tourist to harass while killers are out stalking people and committing crimes because they know the best cops are off duty and the others are worried about traffic cops sneaking around trying to get them in the trouble. Crime is out of hand because your island has no respect for the men and women that protect them. The officers that are solving all the crimes are the ones are not respected. Look, listen and learn THE PROGRESSIVE National Party (PNP) is at a low ebb. Who will reorganise them? Washy? Jamal? The PNP was in this position before. Seniors remember when the PNP changed its name and started over. The good book says: “Unjust things will be revealed.” The PNP has been talking down to the voting population of the TCI since its inception. After 15 years of PNP, British backlash and trials of the PNP principles, folks are no longer taking it. During the 2016 election, the People’s Democratic Movement (PDM) had a detailed manifesto. In the end, they won on the simple promise for change. The people need to pay attention and confirm what the PNP is all about. Look, listen

This question now seems obvious: Is the PNP benefiting from FortisTCI’s exorbitant rates? Benefiting from the folks’ pockets? Remember resort rates are higher! PNP spokespeople on the internet now question the resort workers being paid 100 percent of their tips. Unbelievable.
“This will deter future development,” they say. Tips earned are a determent to development but exorbitant electrical rates are not? Either way the people pay under the PNP. The PNP’s private TCI Bank is another prime example. Four thousand folks lost their savings. Others had to renegotiate their mortgages. $23.5 million of the people’s pension fund was blown away, invested in the PNP TCI Bank.
People would love a pension raise. PDM and PNP folks alike. Sorry! The Ewing government awarded Washy $500,000 in back pension. People heard this on the radio in the premier Ewing parliament. Premier Ewing was angered when former attorney general Shepheard returned the stolen PNP headquarters to the people’s Crown land bank. He forced Shepheard back to London. Shepheard sued for his unfinished employment contract. Behind the scenes in London, with Ewing, the AG was paid off. Not by the PNP but by the people. Do the people believe the InterHealth contract was a good deal? We are paying more than double for the hospitals. The people are paying for first class care. Pause and think about it. Are you getting health value for your dollars? Who is benefiting?
Doctor Ewing? Never mind me, what do you think? What about civil servants? Fifteen years later can you get a birth certificate in a reasonable time? Are government offices being operated on a time schedule? The PNP added 1,200 people into the service. Wetherell laid and paid off those with seniority. I charge each and every civil servant to try their best to do their job to the best of their ability. Jon Llewellyn from London showed the civil servants how to keep track of the land records on a simple computer. Why are civil servants still using the Piper PNP system from scraps of paper? Where was the 2012-2016 administration on civil service? There is so much more. Just look, listen and learn.

Retaliation over closer relations with China is misguided
TWO weeks ago, El Salvador recognised China, breaking off its long-standing relationship with Taiwan. Its decision to do so enhanced further China’s standing in the hemisphere and followed similar actions by Panama and the Dominican Republic. What, however, was different this time around was the response from the Trump administration. The language was unequivocal. A statement from the White House said that the decision was of “grave concern”. Washington would, it observed, now revaluate its relationship with El Salvador and counter Chinese “political interference in the western hemisphere”. It added that the government of El Salvador’s decision affected “the economic health and security of the entire Americas region”. The statement coincided with US media reports that the Florida senator Marco Rubio had discussed with Donald Trump ending US aid to the country and an earlier assertion by the US ambassador Jean Manes, that China might seek to transform the country’s commercial port of La Union into a military base. What the strength of language in the White House statement suggested is that after decades of relative disinterest in China’s engagement in the Latin American and Caribbean region, the US has decided that it will now actively oppose China’s presence in the hemisphere. For the Caribbean - where now only Belize, St Kitts, St Vincent, St Lucia and Haiti recognise Taiwan - the language now being used by Washington suggests the need to consider how the region should respond to the increasingly fractious super power struggle between China and the US. Speaking last October in Beijing, president Xi could not have been clearer about the way that China sees its future role in the world. Then he told members of China’s Communist Party “it is time for us to take centre stage in the world and to make a greater contribution to humankind” and to offer a “new choice for the developing world”. His and Washington’s words suggest, Venezuela apart, that the most taxing future foreign policy challenge the Caribbean and its neighbours will face is how to balance the quixotic nature of the present administration in Washington with China’s accelerating global role. While the US is still the Caribbean’s principle economic partner, recent studies have shown that within three decades a vastly more populous China will have far outstripped the US, enabling it to control around 30 percent of the

global economy though the unique model it is now constructing. What seems not to be well understood in Washington is that this means that the region’s choice is not ideological. Instead it is based on China’s statements that it has no interest in imposing its model on any nation it works with, but rather is seeking through investment, trade and other forms of linkage a ‘winwin’ approach, that is respectful of national interests. In the Caribbean, this translates into billions of dollars in investment in infrastructure, new enterprises and multiple forms of development assistance. This was reflected in the outcome of January’s Second ChinaCommunity of Latin American and Caribbean States (CELAC) Ministerial Forum. There an agreed ten-page action plan advanced initiatives that will provide support for the development of modern transport, telecommunications and IT infrastructure as a part of China’s Belt and Road project as well as a deeper political and security relationship. Unlike the US, which is busy trying to re-shore economic activity to make ‘America great again’, Beijing’s strategic approach revolves around a belief that any overdependence on the west in trade is dangerous and that by enhancing cooperation with the non-western world all developing economies and many developed economies can grow, enabling in the process its economic and political rise. No one should be under any illusion about what this means or the ultimate outcome: by peaceful means China is advancing a desire to lead the world economy in a manner that ensures its continuing wealth, power and security in ways that will change global relationships and thinking and diminish the US’s role in the world. Nothing better illustrates this and the ways in which China is causing even powerful nations to adapt than a section of a recent speech made by the French president Emanuel Macron to his country’s ambassadors. “China,” he said “has posed one of the most important geopolitical concepts of recent decades with its new silk routes. “We cannot pretend that it does
not exist. We must not give in to any guilty or short-term fascination: it is a vision of globalisation which has the stabilising virtues of certain regions, but which is hegemonic.” Speaking to me recently about this, one Caribbean foreign minister told me that the region must determine where mutual interest lies. While there are positive relationships with the US on security and investment, the region has to
be clear about its sovereignty, the minister noted. The minister concerned said: “When it comes to China we have pointed out that they are investing and offering new opportunity. The US cannot expect to have influence without similar levels of engagement. “The relationship with Washington has become more transactional, but we have shared values and global outlook. “The influence of the US would be greater with greater investment.” What this suggests is that if the US does not want to see China playing a central role in Caribbean development, it should recognise that threatening sovereign nations is the wrong approach. By framing China’s growing influence in the hemisphere in terms of security, giving consideration
to cutting in response what little aid remains and stressing US hegemony in the hemisphere the Trump administration seems intent on fighting a war that was lost long ago. Washington needs to recognise that if it is to ever compete with China in the Caribbean, now is the time to develop in depth complimentary programmes based on shared values and common interests. That is to say, the US should consider creating a new development model that addresses practically the impact of climate change on the region, provides funding or tax incentives to US business to help renovate critical infrastructure and make productive investments, and gives support to multilateral programmes that address economic fragility.

The politics of tourism BY OLIVER MILLS MANY of us fail to realise that politics operates in every sphere of life. It is involved in education, determining policies and priorities. It influences the economy, directing which economic path the government will follow based on its political philosophy and politics operates in the social sphere determining how goods and services will be dispensed based on scarce benefits and spoils. So, politics directs, shapes, engineers and proposes what kind of society a country will have, how it is constituted and who gets what, when and how. But in a subtle and sometimes covert way politics heavily influences particular sectors of the economy, using it as a cash cow to cover important expenses and social demands, particularly when the returns are immediate. This is most noticeable in the tourism sector where the politics of tourism is highly pronounced. Some governments put immense resources into tourism because the product is visible, response to its demands in terms of additional infrastructure can be seen in key sectors of the country and more money flows into the waiting pockets of patrons.

This is good for politics since the system points to it as an example of governmental accomplishments. The politics of tourism is seen where political institutions formulate policies that impact tourism, making it more sustainable. These policies shape the aims and objectives of political parties which contribute to making tourism an important revenue earner. Politics also determines and influences the budgetary allocations for tourism and the returns on tourism go towards the socioeconomic and cultural development of various infrastructural projects enabling governments to use it as a development tool to provide employment and this enhances its chances to remain in office. The tourism strategies a government uses contribute to the expansion and development of a small business sector, which
in turn employs additional persons, and these employment statistics when added to those of other industries could show the government in a positive light in terms of the economic health of the society. When tourists are attracted to an island, it indicates among other factors the political stability of its culture, political system and its institutions. Political instability and uncertainty are a deterrence to potential visitors and undermine the role of tourism as a factor in development. Whether a country is welcoming to tourists or its political ideology causes the local community to display negative attitudes towards them, it encourages or deters the possibility of tourism being a positive element in that country’s progress and growth.

Downturn for Islands predicted AS THE owners of Ports of Call Resort, we predict a major downturn for the Islands if the proposed service charge amendments are passed and the Government’s trend to tighten the immigration rules continues. Until recently we have always been a strong supporter of the Turks and Caicos Islands and its investment potential. Unfortunately, over the past two years we have seen a government shift in policies that is ignoring the well-being of businesses on the Islands, especially the hotels and restaurants. We believe that the hotels and condo resorts will have to lay off some employees or roll back wages should the proposed service charge amendments become law.

InterCaribbean Airways wins subsidy bid AIRLIFT services to the islands of South Caicos and Salt Cay will be provided by InterCaribbean Airways for the next year, the Government announced this week. A statement on Monday (September 3) said the airline has won the bid for a Government subsidy after taking part in the annual tender process. “The subsidy will ensure that essential air services are in place to guarantee that these small communities receive a minimal level of scheduled airlift,” it read. For the past four years during the appropriation process, the Ministry of Finance, Trade and Investment has assessed the need for the service. The assessment is based on
market perception and actual data recorded by the airlines and the TCI Airport Authority. To date, the assessments have indicated a need for the subsidy as passenger volumes are inadequate to attract a profitable business proposal from wouldbe service providers. “Based on the analysis, unsubsidised airfares would be prohibitive for the average consumer or there will be no service at all,” the statement said. The ministry has then included a provisional amount in the budget accordingly. Following the House of Assembly’s approval of the budget a tender process is conducted each year to determine the carrier.

The Government is proposing 100 percent distribution to the employees on an equal basis as opposed to position or hours worked. With the condo resort model giving the unit owner 50 to 60 percent of all revenue collected, combined with the very high costs of operating a business on the island, the management companies need their portion of the service charge to help cover expenses, insure a proper return on their investment and have the extra funds available for staff events, staff training and charitable donations to the Islands. I sincerely doubt that if the proposed changes are passed, that hoteliers will continue to jump in and donate hundreds of thousands of dollars a year to various island charity projects such as the recent CCTVs. If it is deemed that the employee must receive 100 percent of the service charge collected, then the percentage should be maxed out at six percent so that the hotel owners and management companies can recoup their lost 40 percent share with a four percent resort fee as seen in many resorts around the world. We are all for ensuring that employees are properly compensated but the Turks and Caicos Islands already has one of the highest minimum wage levels in the Caribbean, even without adding the employees portion of the service charge. Very few hotel workers in the TCI are paid minimum wage and the market will dictate even higher wage levels as new resorts open and compete for the workforce. If the proposed changes are passed, we are confident that all wages outside the hospitality sector, including government employees, will have to be increased to match the combined wage and service charge income that the hospitality employees will be earning. We doubt that this was taken into consideration when the proposed changes were drafted. Due to the high minimum wage, import duties and water and

electricity costs the Turks and Caicos Islands already has one of the highest room rates in the Caribbean. There is no way that hotels and resorts can increase rates to offset the lost 40 percent without seeing a downturn in occupancy. This will be disastrous for the Islands, with higher room rates affecting occupancy and lower investment returns, resulting in lost condo sales or stalled developments. Above and beyond the lost condo sales or stalled developments, the lower occupancy levels will lead to staff layoffs or wage reductions at the hotels. Lower occupancies and layoffs would prove disastrous for the restaurant, taxi and retail sectors. Even the Government would suffer as reduced occupancy would result in reduced collection of accommodation taxes. This is above and beyond any impact on tourism from a downturn in the US economy that many foresee in the next 12 to 24 months. The proposed changes, combined with the ever-increasing difficulties in getting renewed or new work permits for employees, severely restricts the TCI businesses’ ability to keep and bring employees to the Islands that are willing to be employed for the entry level or ‘get your hands dirty’ positions. These strict immigration policies, combined with the proposed service charge changes could be the nail in the coffin in making the TCI undesirable as a territory to operate a hotel or resort on. Contrary to the claims by the Government that there are lots of Turks and Caicos Islanders willing
to take on any available position, our experience has proven otherwise. The TCI is no different than Canada or the United States where the lower paying or ‘get your hands dirty’ positions are only of interest to immigrants. In the past two weeks, 15 percent of our employees including a senior manager have received stamped notices from the Government on their permit renewals that this is their final permit and that their permits will not be renewed next year. These are employees that have worked hard for the benefit of the resort and the island for many years. Not only will it be very difficult to replace their skills with competent Turks and Caicos Islanders but how do you expect them to keep on doing a great job for the resort for the remainder of the year, knowing their time on the island is coming to an end? The Government must consult more with businesses and be open to their input before implementing changes. If the Government and public do not start realising the benefits that investors like ourselves and the other hotel developers have done for this territory, and stop making doing business on these islands difficult, investors will start giving consideration to disposing of their assets and relocating to places that are actually “open for business”. In the interim, until we see a more pro-business attitude we have cancelled plans to purchase another hotel on the Islands and have put on hold plans to develop a forty-unit tower on our empty corner lot. Sad because this would have resulted in jobs and tax creation.

Contractors resurface the Blue Hills roundabout in Providenciales
Main roundabouts in Provo to be resurfaced BY OLIVIA ROSE SIX roundabouts in Providenciales will be resurfaced and patched in the coming weeks, the Government has announced. The Public Works Department in collaboration with Herzog will be carrying out road upgrades during September, according to a statement on Monday (September 3). They will take place on the
Tropicana Plaza roundabout, Seven Stars roundabout, Beaches roundabout, IGA roundabout, Venetian roundabout and the Downtown roundabout. The resurfacing and patching works have already begun with the expansion and redesign of Blue Hills roundabout. The project has seen the widening of Millennium Highway to four lanes
at a point just before it approaches the Walkin Marine premises. In addition, the Ministry of Infrastructure has embarked on a project which will see about one mile of pavement added to roads throughout the TCI. At a press conference in March, Minister Hon. Goldray Ewing said it is aimed at protecting pedestrians who use the roadways and highways
daily. “Sidewalks are also going in place and that is because of our new policy of making sure that pedestrians have some place to walk, instead of walking in the street. “All new road construction from here on in will be done with sidewalks properly,” he said. Minister Ewing shared that the work has a dual benefit.
“Roads without sidewalks or curves continue to have these big gouges eaten out of the sides of the road, and to combat that action by heavy equipment we need to put curves and sidewalks on all roads.” The Cabinet on February 28 agreed for a company to complete the National Physical Development Plan which will see more infrastructural enhancements nationally.

Former and deputy premiers trade words on incompetence BY DELANA ISLES FORMER premier Dr Rufus Ewing threw some punches in the Government’s direction last week, prompting Deputy Premier Sean Astwood to throw back some of his own. The issue arose from the abrupt adjournment of the House of Assembly after a requested amendment to a motion led to an hour-long debate with accusations being made and insults being traded. This led to the former premier questioning whether the Government was incompetent or just too scared to debate the opposition. On Thursday, August 30, the deputy premier fired back accusing Ewing of his own incompetence under his leadership. EWING TAKES THE FIRST SWING A Facebook post on Wednesday, August 29, touched on not just the disputed motor vehicle import policy motion. In it the former premier said the PDM Government’s lack of a comprehensive agenda with timelines to address the issues important to the TCI people has resulted in their constitutional requirement to meet once every six weeks not being met very often. He stated: “The convening of a parliamentary sitting just to meet constitutional mandate of six weeks uncloaks the Government’s lack of strategic planning and leadership abilities.” He said that there were items on the Tuesday’s order paper that were important to the people, but the meeting was “purely just to meet the constitutional mandate of six weeks.” Ewing questioned why Premier Sharlene Cartwright Robinson “intentionally threw an unprovoked temper tantrum, or as we call it ‘hissy fit’ and suspended the House of Assembly?” He wanted to know if there were issues that the Government does not want to be addressed, such as leader of opposition’s motion to debate the issue of aged vehicles, or whether the premier was disturbed by issues surrounding the Service Charge Bill that was on Tuesday’s order paper for the first reading. “Having placed such an important bill on the Order Paper, why be concerned about its progress through to a second reading?” He said that maybe all of those reasons factored into the early suspension of the assembly. He then pointed to a letter that has been in circulation over the past week from hospitality employers to

their employees. The letter, which he attached to his social media post, warned hospitality workers that they will have to scrap service charge if the Government goes ahead with the Draft Service Charge Bill that restores 100 percent of the charge to workers. In the letter, employers emphatically stated that this will be the action taken if the Service Charge Bill was passed without further dialogue with them and proposed amendments being made to it. Ewing opined that all of these inactions and actions on the part of the Government are reflective of “a weak and indecisive government that is clueless and without vision and strategic planning abilities and are there just for the ride, wasting taxpayers money convening parliament meetings without real and meaningful purpose.” He stated that disrespecting a former chief minister and now leader of opposition by use of temper tantrum tactics as a distraction and means to an end is the “lowest of low” and unbecoming of a leader. The former premier said that the premier ought to apologise to the members of the House of Assembly and the entire Turks and Caicos Islands for her behaviour. “If the Speaker of the House does not see the need for this then he is blinded by political patronage and should remove himself from the chair that he continues to dishonour.” ASTWOOD FIRES BACK First observing that he usually avoids referring to events of the

past, the deputy premier said that since the “failed former leader of the PNP, Hon. Rufus Ewing, accused the current PDM administration of either running scared or being incompetent, I will have to remind him of the PNP Government being both scared and incompetent under his leadership.” He reminded the former leader that in April 2016, the PDM, while in opposition at the time, successfully brought a private members motion to the House of Assembly asking for the reinstatement of 100 percent gratuity that had been amended by the PNP Government in 2004 to allow 40 percent of the gratuity paid by guests to be retained by hotel and resorts. He said that Ewing and his Cabinet members gave numerous reasons why the reinstatement could not be done and that all government ministers abstained from voting for the motion. Those ministers and members were Rufus Ewing, Akierra Missick, Washington Misick, Portia Stubbs Smith, Norman Saunders, Ruth Blackman and Donhue Gardiner, Astwood pointed out. “This is a matter of public record, all eight members of the PDM opposition voted yes and the motion was carried. The PNP Government then refused to implement it.” He said this was a clear indication that the Rufus Ewing led PNP Government had no intention of ensuring that 100 percent service charge was received by the people in the tourism industry who rightfully deserve it. “PDM was the only party that ran on reinstating 100 percent gratuity
and the only government to bring the bill to the House of Assembly to ensure that this happens.” He added that history shows that the only party that was scared to restore the 100 percent to the hospitality workers was the Rufus Ewing led PNP Government. He added that as it relates to the motor vehicle policy issue, Misick could not expect to debate an incomplete motion when the Government was not privy to information he wanted to be added in at the last moment as reference. “With all his years of legislative experience, Hon. Misick should have known better. Hon. Misick must accept fault for his failure to prepare a proper motion. “If he is serious about his private member’s motion, he should resubmit the motion with the reference document attached.” He continued: “The former failed PNP leader refers to the premier disrespecting the leader of the opposition, however, he neglected to mention the disrespect displayed by the leader of the opposition towards the premier.” ‘DISRESPECTFUL WORDS’ The deputy premier said that after the premier asked the speaker to take a ten minute break to allow Misick to collect his thoughts, the party leader “became irate and hurled disrespectful words towards the premier and the premier responded.” He said that while the premier apologised to Misick, “the HOA, and the country” for her response to the him, Misick is yet to offer a similar
apology. On the issue of incompetence, Astwood said that it was the Ewing administration’s premature firing of the former attorney general that resulted in his Government being sued and ultimately having to settle, costing taxpayers thousands of dollars. He added that this is just one example of incompetence under Ewing’s leadership. “The Rufus Ewing led PNP Government was also sued by students that were entitled to scholarships that his Government refused to honour. “The fact that Hon. Rufus Ewing called the wrong election date in 2016 which resulted in him going into an election like a deer in headlights, magnified his level of incompetence.” He added that the ultimate demonstration of incompetence and recklessness was when the former premier and former member of the National Security Council in a press release after hurricane Irma publicly stated that the terriotry’s radar station was damaged and needed to be repaired, thereby announcing to the world that its borders were open to be breached. “The former leader of the PNP was out of touch when he was premier and he continues to be out of touch and clueless as to what is transpiring in the HOA, but if he wants to go down the road of being reminded of his lacklustre performance as the former premier of this country, I will oblige him,” Deputy Premier Astwood stated.

Sandals donates school supplies to primary pupils PUPILS from Ianthe Pratt Primary School in Providenciales received a donation of school supplies, backpacks and literacy tools recently. The Sandals Foundation donated hundreds of items to its neighbouring school on Friday, August 24, to mark the start of the academic year. Ange Toussaint, public relations coordinator for Beaches, explained that the annual giveaway has
provided thousands of school supplies to students throughout the TCI over the years. “We’ve donated items to the Enid Capron Primary School and the Clement Howell High School for back to school in the past,” she said in a statement on Thursday (September 6). “This is the first year the giveaway has taken place at the Ianthe Pratt
Primary School.” She added the resort is excited to bring the event to the school as it is “right in our community”. “We note that there’s still work to done and hope these items can bring some form of relief to parents and students alike.” The items were donated through the Sandals Foundation, the philanthropic arm of Sandals Resorts
International. Neekimo King, principal of the Ianthe Pratt Primary School, said: “Recently, our office has been bombarded with complaints from parents about the struggle they face with preparing for back to school. “So, it is with a heart of gratitude that I write on behalf of all the stakeholders of the Ianthe Pratt Primary School to say thank you.
“Your back to school tokens was timely and much appreciated.” Nearly a dozen staff volunteers from Beaches took part in the donation drive. Through the foundation’s partnership with Packed for a Purpose, guests are encouraged to bring school supplies to the resort based on wish list provided by the schools.
‘Learn to swim’ programmes continue throughout the school year SUMMER is over and it’s time to hit the books once again, but one local charity shares a reminder that summer fun can be year round when you live in the Caribbean. That fun is swimming, and Swim and Surf TCI continues to encourage parents and guardians to keep their little ones signed up in ‘learn to swim’ classes throughout the new school year. Sandra Shaw, founding member of Swim and Surf TCI, told the Weekly News recently that the charity’s learn to swim programme is expanding this school year now that they have acquired their first trainee swim teacher. “Angelo Clarke is working with us and learning from one of the most experienced swim teachers in TCI, our head swim teacher Angela Carey,” Shaw said. Other activities centre on getting more swim teachers certified in Providenciales so that the charity can offer even more affordable classes for parents to enrol their children.
Swim Australia has been invited to TCI, Shaw said. They will conduct a swim teacher training course for people in the community who are currently interested in teaching swimming but are unable to travel to attend the courses in other countries. The Swim Australia programme will provide a four year certification as a learn to swim teacher. This certification will then allow them to gain employment or volunteer to develop and expand learn to swim throughout TCI. “We are very honoured to have Shannon Townsend travelling to Providenciales to help us progress the development of swimming in TCI. “She is a top industry professional and has presented the Swim Australia learn to swim courses throughout Australia and South East Asia. “This programme is so much in demand that Tankeeya Butts from The Josh Project in
the USA is travelling to TCI to participate and train in the programme,” the Swim and Surf TCI founder stated. The charity will also be offering a babies and toddler programme, during which a parent must accompany their child in the water for group sessions. Other programmes will include ‘Kids Alive Do the Five, Living with Water’ programme which was developed by Laurie Lawrence former Australian Olympic coach, and owner of Worldwide swim school. This programme, Shaw said, is endorsed by the Australian government and is an integral component of many swimming programmes throughout the world. It targets parents and children under the age of five. The full schedule of programmes follows an equally busy one over the summer holidays. Shaw expressed happiness that awareness is growing within the local community about the importance of swimming in a territory
such as the TCI. She continues to appeal to parents to join their children in learning this life saving skill. “It is not just children that need to learn to swim, parents also need to learn to swim and be educated on how to have a water safe family and what to do in emergencies in the event of someone coming into difficulty in and around the water, whether at home, pool or the beach,” Shaw encouraged. Recently the local charity joined with the rest of the world in celebrating the World’s Largest Swimming Lesson (WLSL) event which included 41,814 participants at 603 facilities in 27 countries. Those countries included Australia, Bahamas, Bahrain, Benin, Brazil, Canada, China, Colombia, Costa Rica, Cyprus, Ghana, India, Ireland, Jamaica, Mexico, Panama, Philippines, Poland, Portugal, South Korea, Thailand, Turks and Caicos Islands, Ukraine, UAE, UK, the US and Uruguay. The transition towards more sedentary jobs in wealthier countries is likely to be making people less active, experts say.
Lack of exercise puts one in four people at risk, WHO says
VERY little progress has been made in reducing levels of inactivity worldwide, experts have warned. A WHO report estimates that more than a quarter of people worldwide - 1.4 billion - are not doing enough physical exercise, a figure that has barely improved since 2001. Inactivity raises the risk of a raft of health problems, such as heart disease, type-2 diabetes and some cancers. High-income countries, including the UK, were among the least active. And women were found to be more sedentary throughout the world, with the exception of two regions of Asia. Researchers from the World Health Organization (WHO) looked at selfreported data on activity from 358 population-based surveys in 168 countries, including 1.9 million people, for their study in The Lancet Global Health. They found in high-income countries, which include the UK and the USA, the proportion of inactive people had risen from 32% in 2001 to 37% in 2016, while in low-income countries it had remained stable at 16%. Those who were classed as inactive did less than 150 minutes of moderate exercise - or 75 minutes at a vigorous intensity - a week. Countries driving the upwards trend included Germany, New Zealand and the US. Women were less active than men in all but East and South-East Asia, with the biggest differences being in South Asia, Central Asia, the Middle East, north Africa and high-income Western countries.
OVERVIEW: The Ports Authority of the Turks and Caicos Islands is a selfsupporting public statutory body established in 2008 for the management of maritime affairs. The port system consists of three international ports on Providenciales, South Caicos and Grand Turk as well as domestic ports at Bellefield Landing, North Caicos and Dean’s Dock, Salt Cay. The port system is important for international and domestic connectivity. It is essential that all facilities are operated in compliance with local regulations and international standards. This position seeks to ensure port infrastructure is properly maintained to support efficient and effective port operations; and support planning and timely implementation of port improvement projects throughout the ports system. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Under general direction of the Deputy Director of Ports, the Ports Project Manager shall plan, organize, integrate and oversee the engineering/construction work of the Ports Authority of the Turks and Caicos. • The holder of the post will provide expert professional assistance and support on engineering, construction and major maintenance, and related facilities matters; and performs related duties as assigned. • He/she will be responsible for basic engineering designs and concepts, project management, surveying, consultancy and construction contract administration, construction inspection, scheduling and quality control, cost estimating, and overseeing maintenance programs. • The holder will have to travel within the Islands to undertake works throughout the ports system. • The post holder will work closely with PWD in carrying out the job responsibilities. • The incumbent is expected to support high-level decision making within general policy guidelines and utilize exemplary and analytical skills on matters that are critical to the operational success of the Ports Authority. PROJECT SPECIFIC DUTIES TO INCLUDE BUT NOT LIMITED TO THE FOLLOWING:
• Prepare regular condition reports on facilities and port infrastructure to inform capital budget formulation • Prepare project concepts, scope of works and cost estimates as inputs to preparation of business cases and project proposals • Prepare terms of reference, assist with contracting and oversee inputs of external engineers engaged by the Ports Authority
from time to time • Review and approve the design drawings on behalf of the Ports Authority to ensure compliance with the designs of projects. • Assist with the preparation of Contract Documents using FIDIC conditions of contract. • Oversee facilities modification, including obtaining estimates on equipment, labour, materials and other related costs and requirements. • Review testing methods and materials in the lab when necessary. • Monitor and approve construction progress. • Preparation of Engineer Certificates for progressed work. • Liaise with the Public Works Department to implementation of work plans • Provide weekly/monthly (or as determined) progress reports of projects to the Director and Deputy Director of Ports as inputs to Operations Report to be sent to the Board • Engage and manage subcontractors and service providers to ensure minimal interruptions. • Be a standing participant of the Infrastructure Subcommittee of the Board of Directors and provide secretariat service by preparing action reports and follow reports on outcome for such meetings. Science & Technology First attempt to permanently change a person’s DNA to cure a disease shows promise EARLY, partial results from a historic gene editing study give encouraging signs that the process might be safe and achieving at least some of its hoped-for effect, but it’s too soon to know whether it ultimately will succeed. The results announced Wednesday are from the first test of gene editing in the human body, an attempt to permanently change a person’s DNA to cure a disease – in this case, a genetic disorder called Hunter syndrome that often kills people in their teens. In two patients who got a
medium dose of the treatment, urine levels of large sugar compounds that are hallmarks of Hunter syndrome had fallen by half, on average, four months later – a possible sign the treatment is working. Two others who got a low dose have seen little change in these sugars so far. There’s no way to know yet whether the change in the middle-dose patients is due to the gene editing or something else. But the fact that their sugars have declined consistently since treatment suggests it might be.
“I cannot absolutely say it’s a treatment effect,” but the drop is “really encouraging,” said Dr. Joseph Muenzer of the University of North Carolina, Chapel Hill, the study’s leader. The main goal of early treatment studies is to test safety, but researchers also look for hints that the therapy is working. In November, a Phoenixarea man with Hunter syndrome, Brian Madeux, became the first person to test this inside the body. He lacks a gene that makes an enzyme that breaks down certain large sugar compounds called GAGs. These build up in cells and cause havoc throughout the body. Through an IV, Madeux received many copies of a corrective gene and a geneediting tool called zinc

This could help doctors design the most effective treatment for each patient. A team led by the Institute of Cancer Research London (ICR) and the University of Edinburgh developed a new technique known as Revolver (Repeated Evolution of Cancer). This picks out patterns in DNA mutation within cancers and uses the information to forecast future genetic changes. The researchers said the ever-changing nature of tumours was one of the biggest challenges in treating cancer with cancers often evolving to a drug-resistant form. Cayman Government working on mosquito eradication plan THE Cayman Islands government’s new focus group for mosquito eradication will debate a variety of approaches, said Jim McNelly, the director of the Mosquito Research and Control Unit. The group met for the first time last weekend in an effort to compose a new eradication plan for the Aedes aegypti mosquito, and Dr. McNelly said it will debate strategies in surveillance and control. “MRCU currently has a ‘kitchen sink’ of potential tools and tactics that we’ve discussed internally. We have tried to identify anything and everything that has potential to help us meet our objective,” said Mr. McNelly via email on Friday morning. “Eradication is no simple task and it is vital that we engage the community as part of our approach, and maintain communication, education and engagement. “A ‘Top Down’ approach, meaning MRCU is entirely responsible for eradication, is unlikely to succeed. MRCU will seek to stimulate a ‘Bottom Up’ approach at the same time which is, simply put, getting

Aegytpi – as we have done and continue to do in response to imported cases of mosquito-borne disease such as dengue, chikungunya and Zika viruses,” said Mr. McNelly. “In addition, the money will support tools and tactics identified by MRCU as part of our eradication plan. Those tools and tactics will be agreed upon for the most part prior to 2019. St Vincent PM denies existence of local ‘Mongoose Gang’ FOLLOWING the recent evacuation by the US government of 23 Peace Corps volunteers from St Vincent and the Grenadines (SVG) at short notice due to a “specific safety reason”, Prime Minister Dr Ralph Gonsalves has denied allegations that their safety was threatened by what is said to be a modern-day equivalent of Eric Gairy’s infamous paramilitary “Mongoose Gang” in neighbouring Grenada. “I have decided to speak on this matter today because of much “fake news” which have been in circulation about it including in one local newspaper and in an online regional publication. In the case of the latter, the brazen falsehoods were published that one of my sons has allegedly organised a ‘mongoose gang’, a group of thugs, going about smashing vehicles belonging to the Peace Corps volunteers because of their alleged links to the Central Intelligence Agency (CIA) of the USA,” Gonsalves said. The Mongoose Gang was a private army or militia that operated from 1970 to 1979 under the control of Sir Eric Gairy, the premier and later prime minister of Grenada. Officially, Mongoose Gang members were called Special Reserve Police or Volunteer Constables.

The Mongoose Gang was responsible for silencing critics, breaking up demonstrations and murdering opponents of the Gairy regime, and has often been compared to Haiti’s Tonton Macoute, a similar special operations unit within the Haitian paramilitary force created in 1959 by dictator François “Papa Doc” Duvalier. The parallel with the Mongoose Gang in Grenada was brought to the attention of Caribbean News Now by a US government source, speaking on condition of anonymity, who told us that the safety concerns expressed in relation to the Peace Corps volunteers had in fact existed
for some time and were not simply based on one specific recent incident. The existence of a so-called police “Black Squad” has been reported and debated in SVG for some years, something that appears to have been confirmed by acting commissioner of police Colin John on local radio last week. “There are some police officers within the Royal St Vincent and the Grenadines Police Force (RSVGPF) who are involved in activities unbecoming of the oath and expectations of their positions,” John said. According to one local resident, the Black Squad is made up of men “who, literally, have been taken from the streets and with little or no police training are placed in the force with guns… They actually go around terrorising and intimidating opponents of this regime.” Another resident told Caribbean News Now that his house had been broken into by the police Black Squad a few weeks ago. “My interpretation is that the police are so incompetent and desperate (because of political pressure to clamp down on violent crime) that they are madly dashing from pillar to post to at least seem to be doing something,” he said.

Beach access controversy continues in the Cayman Islands A NEWLY formed Public Lands Commission in the Cayman Islands has begun rolling out beach access signs across Grand Cayman as part of efforts to address issues concerning beach access. This includes owners of oceanfront homes continuing to deter the public from using beaches in front of their property. Local activist groups are nevertheless still trying to get the issue addressed in court, especially because increasing coastal development is making it harder for residents to enjoy the Cayman Islands’ beautiful beaches. The government has repeatedly promised to address the issues of access, but many activists still believe the issue is not being tackled and owners continue to chase away local people attempting to get to
the beach, because what belongs to landowners and what is public remains confusing. A group of concerned citizens who have been pressing government for more than 15 years to register beach access points are still battling to get the case heard in court, even though they say it is within the remit of the attorney general to get the easements and rights of way registered. After a long battle, the group has secured some legal aid funding, though not enough to cover the cost of bringing the case, which they say is a public interest case and should therefore be paid for by the public purse. While the land commission has begun rolling out the signs, the message is not always getting through.
British police officer to be extradited to Antigua to face 2015 rape charge A BRITISH police officer who allegedly committed rape in Antigua and Barbuda more than three years ago has been ordered extradited to the twin-island nation to face the court, following the historic, successful extradition request by the country’s Director of Public Prosecutions (DPP). A statement from the government today said that the country achieved a first in legal history for the Organization of Eastern Caribbean States (OECS) and a very rare occurrence for the wider Caribbean, when Anthony Armstrong was successful in getting a British court to accept his request to extradite the officer. It is alleged that the officer, who was not identified in the statement, was on vacation in Antigua and Barbuda in May 2015, and raped a foreign student studying at a local educational institution shortly after meeting her.
The matter was reported to the police who commenced investigations, but before the officer could be apprehended, he returned to the United Kingdom (UK) in late May. The statement from government said the extradition request was made through the UK Crown Prosecutions Service who presented the extradition request before the Westminster Magistrates’ Court before a senior District Judge in October of 2017. The request was granted in July this year, after the British Court heard legal arguments for and against the request for the police officer’s extradition. The court’s decision was sent to the British Home Secretary for him to decide whether to issue an order for the return of the fugitive officer. The order was signed by the Home Secretary in August of 2018, paving the way for the British officer return to Antigua and Barbuda.

St Maarten joins catastrophe risk insurance facility

Bahamas: Shanty task force broken up as legal wrangles continue THE government’s Shanty Town Action Task Force has been dissolved in New Providence, according to Labour Minister Dion Foulkes, who told reporters outside Cabinet Tuesday his team was still fulfilling its mandate in the Family Islands. Mr Foulkes said he and Minister of Public Works Desmond Bannister are investigating why a letter mandating the removal of a structure located east of Bacardi Road was sent out by the Building Control Division last month. The Supreme Court previously ordered the government and utility providers to halt any planned evictions, service disconnections or demolitions in shanty towns pending a judicial review of the Minnis administration’s policy to eradicate those communities, filed on behalf of 177 shanty town residents from both New Providence and Abaco. Legal counsel for residents, Fred Smith, QC, has threatened to petition the court to have top officials cited for contempt if the notices are not rescinded, and certain conditions met by 4pm on Friday. Attorney General Carl Bethel told reporters outside Cabinet yesterday he was confident the matter would be amicably resolved with legal counsel. “We are investigating,” Mr Foulkes said, “we do not know whether that is connected to the shanty town matter or that’s a separate thing that they normally do in their normal course of work down at the Ministry of Works.” He continued: “Since the injunction, we have dissolved the Shanty Town Action Task Force in New Providence pursuant to the court order. We are very active in the Family Islands, we are active in Abaco.” When asked whether there were any concerns a judicial review would
be launched to cover unregulated Family Island communities, Mr Foulkes said: “I cannot anticipate that, we have a mandate by the prime minister to pursue the matter and we are pursuing it.” Mr Foulkes said he plans to travel to Abaco on Saturday for a meeting on the next phase of consultation, establish five subcommittees, and to explore alternative housing arrangements for the resident population, which is estimated to be between 2,000 and 7,000 people in the Mud and Pigeon Pea settlements. “The survey will give us the exact number of the residents in terms of the children,” Mr Foulkes said, “in terms of the adults, who have legal status, that will give us an idea of what exactly we are faced with in Abaco.” In early August, Haitian Pastors League President Dr Jean Paul Charles told The Tribune he did not think the number of families still living in all 11 shanty towns in the capital exceeded 150 groups. On Tuesday, Dr Charles said there did not appear to be any significant level of recidivism in those communities as a result of the injunction. Outside Cabinet, Mr Foulkes said: “We removed close to 400 derelict vehicles (in New Providence), we were in the process of having very good meetings with Haitian Bahamian leadership. We had Haitian leaders going into the communities persuading people to leave. “In one community, there were about 40 households, and there was only one remaining household left there and I was told that that family was about to leave. “I don’t know what happened since the injunction.” He added: “We are under strict instructions not to do anything in New Providence until the court matter is heard.” (Tribune242)

It’s now illegal to import styrofoam into Grenada STYROFOAM can no longer be imported into Grenada. From September 1, a ban on importation took effect. It is the first step in a phased approach to the eradication of Styrofoam and reduction of single-use plastics, in keeping with the Non-Biodegradable Waste Control Act which was passed in both Houses of Parliament this year. The second phase will be a ban on the sale of Styrofoam, effective March 1, 2019; and by the start of the following month, the sale and offer for sale of food in or with these products will be prohibited. Ultimately, there should be no Styrofoam across Grenada, Carriacou and Petite Martinique, the government said. Minister for Climate Resilience and the Environment, Senator Simon Stiell said the ban was not instituted arbitrarily, but in consultation with importers and other stakeholders. “…The importation ban will prohibit more Styrofoam from being imported into the country. We have been discussing with importers what product they have coming into the country, what they have on order and what they have in inventory,” he

World News British navy’s HMS Albion warned over South China Sea ‘provocation’ CHINA has accused the UK of “provocative actions”, after a British warship sailed close to the disputed Paracel islands in the South China Sea. The Chinese told HMS Albion to leave in “an aggressive manner”, taking position “irresponsibly close” to the ship, the BBC’s Jonathan Beale has been told. The Royal Navy said it was conducting a freedom of navigation exercise “in full compliance with international law”. But China said the UK had entered its territorial waters without permission. A source told the BBC that a Chinese warship tailed the Albion from just 200 metres, while Chinese jets flew low over the British warship during the encounter. The Paracels are controlled by China but also claimed by Vietnam and Taiwan. China’s definition of the 12-mile limit around the islands is not the same as those limits which have been internationally recognised. The UK Ministry of Defence has insisted the Albion was always in international waters. Details of the challenge have not been made public, but both sides are said to have remained calm during the encounter on 31 August. New York City health officials say they obtained respiratory samples from the patients and their symptoms look like influenza. They say they won’t know for sure until they get final results. All of the patients were listed in stable condition. It follows them being taken to hospital for “further medical care and evaluation” after the quarantining of a flight from Dubai in New York. Around 100 passengers reported unknown illnesses.People complained of cough and fever on the

Initially, as many as 19 people had been confirmed unwell, NBC New York reported, with 10 taken to hospital. Novichok attack: Putin ultimately responsible - minister VLADIMIR Putin must take responsibility for the Salisbury Novichok attack, Security Minister Ben Wallace has said. A POWERFUL earthquake Thursday on Japan’s northernmost main island of Hokkaido triggered dozens of landslides that crushed houses under torrents of dirt, rocks and timber, prompting frantic efforts to unearth any survivors. At least nine people were killed, Japan’s Prime Minister Shinzo Abe said. Officials said at least 366 were injured, five of them seriously, and about 30 people were unaccounted for after the magnitude 6.7 earthquake jolted residents from their beds at 3:08am. Nearly 3 million households were left without power by the quake - the latest in an exhausting run of natural disasters for Japan. LA prosecutors drop sexual assault charge against Spacey KEVIN Spacey will not be prosecuted over an accusation of sexual assault that allegedly took place in 1992. The Los Angeles County District Attorney’s office said the alleged incident was outside California’s statute of limitations. Officials confirmed in April that an allegation involving Mr Spacey and an incident with a man in West Hollywood in 1992 was being
investigated. Another case concerning an alleged incident in 2016 remains under review. A number of allegations of sexual misconduct have been made against the Oscar-winning actor since last November, when he was accused by actor Anthony Rapp of making a sexual advance in 1986. Mr Spacey claimed to have no
memory of the events but publicly apologised. He has since issued an “absolute” denial of the other allegations that later emerged. Police in London are investigating six criminal cases against him. Prosecutors in Los Angeles have also said they would not charge actor Steven Seagal and TV comedy star Anthony Anderson over two other sexual assault accusations.
The case, allegedly involved Kevin Spacey with a man in West Hollywood in 1992.

Philadelphia-based law firm Schnader Harrison Segal & Lewis filed a complaint in Montgomery County, Pa., on Tuesday claiming the disgraced comedian is a deadbeat client. Cosby is accused of “failure to pay for legal services rendered,” the paperwork obtained by the Daily News states. The “amount in controversy” is “more than $50,000,” it states. “This claim arises from a disagreement over the amount of legal fees charged,” Cosby lawyer Joe Green said in a statement to The News. “Mr. Cosby’s team offered to submit that dispute to mediation, but Mr. Silver’s firm decided to file suit. We still hope to resolve the claim fairly,” Green said. Schnader lawyer Samuel Silver represented Cosby in his breach-ofcontract battle with accuser Andrea Constand. In April, a jury convicted Cosby of three counts of aggravated indecent assault for the drugging and sexual assault of Constand inside his Philadelphia-area mansion in 2004.
Before the conviction, Schnader lawyers tried but failed to have the criminal charges tossed based on the claim Cosby had a nonprosecution agreement with former Montgomery County District Attorney Bruce Castor. Cosby, 81, is due for sentencing in the felony case on Sept. 24. Meanwhile, Montgomery County’s current district attorney, Kevin Steele, filed paperwork Tuesday asking for the court’s permission to have “numerous” victims testify in person at Cosby’s sentencing. Steele said some of the in-court testimony would likely include “uncharged sexual misconduct.” He said such testimony should be considered relevant to the court’s assessment of Cosby’s character. The judge did not immediately rule on the request. “The district attorney’s latest motion is another publicity stunt, not supported by any existing Pennsylvania law. Moore Cohen for defamation over ‘Who Is America?’ FORMER Alabama Supreme Court Justice Roy Moore, who was accused of sexual assault of several minors, filed a defamation suit against Sacha Baron Cohen and Showtime Wednesday. In a late July episode of Cohen’s “Who Is America,” the comedian met with Moore in costume, pretending to be an Israeli anti-terror expert. On camera, Cohen presented the former judge with a socalled pedophile detector. “It turns out sex offenders
and particularly pedophiles secrete an enzyme for DDHT, which is actually detectable,” Cohen told Moore of the handheld device he said was developed in Israel. “It is three times the level as non-perverts. So the phrase ‘sweating like a rapist’ is actually based on science. So in Israel they’ve developed a machine that is used in schools to detect anyone coming in, and if they detect the pedophile, the wand alerts the law enforcement and the
schools within a hundred-mile radius.” The apparatus beeped whenever in contact with Moore. “I’ve been married for 33. I never had an accusation of such things,” he told Cohen. “If this is an instrument, then certainly I’m not a pedophile.” Three women accused Moore of sexually assaulting them when they were 14,16 and 28, respectively. He denied the assault allegations and later sued the women.

Asia Argento’s attorney says 17-yearold sexually ‘attacked’ her IN a lengthy letter posted to his website on Wednesday, Asia Argento’s attorney disputes allegations from actor Jimmy Bennett that his client sexually assaulted Bennett in 2013. “As revealed in the text messages published by TMZ, Asia stated, ‘The horny kid jumped me ... I had sex with him it felt weird.’ She went on to relate that she became ‘frozen’ when he was on top of her and told her that she had been his sexual fantasy since he was 12 years old,” Argento’s attorney, Mark Heller, wrote in a statement Wednesday. “Asia chose at the time not to prosecute Bennett for sexually attacking her.” Argento’s attorney claims that although Argento’s former boyfriend, Anthony Bourdain, paid Bennett $250,000 as part of the settlement, Argento would not be making further payments. “It was inaccurately revealed that a $380,000 settlement had been paid by Asia to Bennett in an attempt to preclude Bennett form making any allegations against Asia which would certainly create the impression that Asia was responsible for the alleged incident,” the statement continued. “Bourdain chose to protect Asia’s and his reputation and to pay Bennett and allowed Bennett to extract payments from him ... now that Mr. Bourdain has passed away and is not able to comment on his desire to avoid potential scandal which resulted in his facilitating payment to Bennett, Asia will not permit any portion of the balance of the $380,000 payment to be paid to Bennett who has already received $250,000 from Anthony Bourdain.” Bourdain, whose series “Parts Unknown” airs on CNN, died by suicide in June.

The beautiful and calm waters of Grand Turk proved an ideal teaching ground for the six-day long programme.
SURFside and CGA take swimming programme to Grand Turk SURFside Ocean Academy, in collaboration with the TCI Commonwealth Games Association, delivered a comprehensive learn to swim and water safety programme to the community of Grand Turk recently. The outreach swim programme was the second of this summer for sister islands in TCI, with the first being delivery on North Caicos in July. Lifesaving Society qualified swim teacher, Morgan Luker, led thirtyminute classes to adults and children throughout the week. “What was amazing about this outreach group,
was that the adults made up one third of the swimmer! Everyone progressed extremely quickly and I was especially impressed with this group of swimmers,” said Luker. The programme last month was a massive success with over 30 participants learning water safety, proper swim technique and fun on the water. The beautiful and calm waters of Grand Turk proved an ideal teaching ground for the six-day long programme. The progressions for the programme were mostly derived from the swim curriculum of the
Canadian Lifesaving programme, of which SURFside is the Turks and Caicos Affiliate, with an inclusion of the Swim to Survive programme as well. In Canada, the Swim to Survive programme serves as the minimum skills needed to survive an unexpected fall into deep water in the schools. These minimum skills are roll into deep water, tread for 1 minute and swim 50 metres. In addition, participants learned basic swim progressions of breathing, floating, gliding and kicking. More advanced were able to learn various
kicks and strokes including front crawl, backstroke and breast stroke. The cost for the programme was free with a one-time $15 registration fee. The Grand Turk swim project was made possible through a fundraiser that SURFside Ocean Academy hosted in May with an open water swim race event and auction that raised over $2,000 in proceeds towards this summer’s outreach swim programmes. According to a release, the event was made possible with the help of Katya and Tonya Viera from Manta House
and Erika from Salt Raker for assisting with accommodation, and Ms. Rita Gardiner and the CGA for support and administration on Grand Turk. “I would like to thank all involved in helping to make this possible for both Grand Turks and North Caicos this summer, and especially the participants for making the very brave choice to try something new and work on skills in the ocean. My heart is so full, and I cannot wait to contribute further and see the progress of swimming in the Turks and Caicos Islands,” says Luker.

Fenelus to lead national team against Cuba NATIONAL striker Marco Fenelus will lead the senior national male football team when they take on Cuba this Saturday from 16:00h in Havana. The Taiwan based footballer replaced regular captain Billy Forbes, who opted not to compete in the game due to personal reasons. Olympic size swimming pool one-step closer to reality – AFTER FRUITFUL MEETING WITH PREMIER AN Olympic size swimming pool is on the horizon for the TCI—and according to one stakeholder, it will be the envy of the Caribbean. A meeting between swimming representatives, a pool building company and the premier of the TCI, Sharlene Cartwright-Robinson, on Wednesday put plans into motion. Information reaching the Weekly News indicates that several designs have already been seen by the premier, and although funding and a location were not announced, all at the meeting seemed satisfied with the direction of the project. Once completed, the pool will be a community pool in Providenciales with the ability to cater for all age range and even international visitors. “From my impression, it will be a
