Gov’t to borrow ‘millions’ as $100m budget shortfall is projected

BY OLIVIA ROSE THE GOVERNMENT is moving swiftly to borrow money from international lenders as a budget deficit of over $100 million is projected.

According to Premier Sharlene Cartwright Robinson, the Ministry of Finance, Trade and Investment has secured a debt advisor.

While Governor Nigel Dakin this week predicted that the figure the Government is likely to borrow will be in the millions.

The territory recorded a colossal decline in tourism due to the Covid-19 pandemic, which accounts for about 40 percent of the TCI’s gross domestic product (GDP).

The country has lost $94 million in revenue so far representing 9.2 percent of GDP, according to visa service provider Esta.

This means the TCI suffered the highest percentage of GDP loss in the world due to the financial impact of the coronavirus on tourism.

Due to these challenges, the Government has actively sought out financial institutions willing to lend money to supplement a shortfall in the territory’s budget.

In a statement issued on Wednesday (September 16), the premier said the territory’s consistent BBB+ Standard and Poor’s credit rating will bode well with lending institutions.

“The TCI has a debt of $3 million and will at the end of this financial year have a balance of

$1.9 million,” she revealed.

Cartwright Robinson added that while territory’s reserves remain at about $164.2 million, $57.4 million is restricted.

“Drawdown from the TCIG’s cash reserves is averaging $10 million monthly, national Wealth Fund (NWF) - $25.8m (liquid cash), ongoing capital projects (previous financial years) - $ 25 million and National Forfeiture Fund (NFF) - $6.6 million.

“As at September 14, TCIG has spent $119.6 million. This is inclusive of capital expenditure which to date totalled $10.8 million, our revenue intake as at this date is $69.5 million.”

The National Wealth Fund is restricted by legislation, however the investment fund remains liquid.

“Unrestricted cash, net of the NWF, NFF and the 90 days reserves is $22.8 million.

“We are moving hastily to

secure borrowing to assist in stabilising our finances given our present projections.

“We may in this year experience a net deficit of over $100 million, which we intend to fund through the cash reserves and debt financing,” she added.

Cartwright Robinson said borrowing means the required 90 days liquid cash reserves ($84 million) agreed between the governments of the TCI and the UK will remain intact.

The premier said she is confident that the UK will be supportive of the TCI’s need to borrow.

“My Government has shown maturity in the fiscal management and prudence of our country’s affairs.”

THE TCI IS NOT GOING BANKRUPT Governor Nigel Dakin said the

figure that the Government will borrow is likely to be in the millions.

Speaking at a press briefing on Tuesday (September 15) at the Office of the Premier, he assured citizens that the TCI will not go bankrupt.

He said: “The premier, permanent secretary finance and myself have kept the UK informed over the last six months so there will be no surprises in London.

“As and when the territory needs support the UK will backstop loans that are appropriate and properly financed.”

He said it is at moments like this that the relationship with the UK moves into the strategic.

“This island is not going to go bankrupt,” he assured. “The premier told the territory in her last press statement that there will be a need to borrow, and there will.

“The figures will emerge but it’s obvious to me it will be to the tune of many millions of dollars.”

Dakin stressed that the TCI is not alone in borrowing to get through this unprecedented pandemic.

“No country will get through this period without doing so and, for example, UK borrowing is on every measure the highest it has ever been since recent records began and close to two trillion pounds sterling - larger than the whole of the UK economy.”

He said the TCI entered the pandemic in a good position with strong reserves, next-to-no borrowing and a BBB+ rating.

“The finance ministry - who are first class and one of the jewels of the TCI - have a reputation in the UK for excellence and probity.

“The premier’s reputation in the UK for prudence is now a significant advantage in these testing times.”

Governor Dakin underscored that the Covid-19 pandemic is a grave reminder of the territory’s overreliance on the tourism industry.

“If we can wean ourselves off a total reliance on this single industry, the fundamentals that make this territory attractive, remain.

“Proximity to the US market, the US dollar, a legal system that in the end terminates in the Privy Council in London, a reputation built since the Interim administration for good governance, English speaking, and with an environment of sun, sea and sand that are beyond enviable.”

He argued that while little can be done to change the willingness of tourists to travel, the second largest industry, construction, is performing and helping to keep money flowing.

“The wake-up call that we didn’t need – but surely now can’t ignore – is that we cannot go forward as a one-trick economy,” Dakin stressed.

A CONSTRUCTION worker was crushed to death under a concrete wall when it collapsed as he was drilling at a Grand Turk construction site on Tuesday (September 15).

Three employees were pinned under the heavy wall when it fell – one man, aged 31, died at the scene, another was seriously injured while a third received minor injuries.

Emergency services were alerted to the tragic incident just after 2pm and police officers, fire officials and emergency medical technicians attended the scene.

According to witnesses, the three men are Haitian nationals

and were employed by Derek Rolle Construction to work on the Church of God of Prophecy.

“One sustained cuts and bruises but was able to go outside and seek help,” one witness said.

“When help arrived they found the second worker pinned under a pile of concrete rubble, it took several men to rescue him from beneath the rubble.

“Unfortunately, the third man was found to be dead when the rubble was cleared.”

The circumstances behind the event are still under investigation, according to the police press office.

Just last month a stevedore tragically lost his life when a cable attached to a crane that was lifting a loaded container broke and part of the crane’s boom fell on him.

The man, who was employed with Provo Stevedoring to offload containers at South Dock Port in Providenciales, died on August 10.

The TCI Ports Authority said the death is being investigated by the Royal Turks and Caicos Islands Police “A further report on this accident will be available once the investigation is completed,” it added.

Governor blames predecessors for abysmal crime fighting capacity

BY DELANA ISLES IN THE third decade of the 21st century, the Royal Turks and Caicos Islands Police Force still lacks basic crime fighting abilities.

The reason for this, Governor Nigel Dakin believes, is the ineptitude of former governors and police commissioners.

This statement was made during a national press briefing attended by Dakin, Premier Sharlene Cartwright Robinson and Commissioner of Police Trevor Botting on Tuesday (September 15).

The governor also took time to defend the work and professionalism of the current police commissioner.

“I occasionally see calls for the commissioner to resign or be removed,” he said. “I’m afraid I won’t let him resign, even should he wish.”

The governor said the police chief has his full confidence and that he genuinely admires the “no-nonsense, understated but fundamental changes” he is bringing to the police force.

“He won’t be leaving before I leave, and I’m in no rush to go because there is much work first to be delivered.”

He stated that with him, the premier and the commissioner working to arrest rising crime in the territory, he has confidence in the force’s abilities.

This synergy, he added, translates to the leadership of the force.

“The top team of the Commissioner [Botting], Deputy Commissioner [Rodney] Adams, Assistant Commissioners [Kendall] Grant and [Darron] Williams now deliver together, as one team, working off each other’s strengths and experience.

“The police are, as a result, well led and the force leadership is regularly out on the frontline.”

BUILDING CAPACITY There are some very significant capabilities the police lack in the TCI, the governor said, and in the third decade of the 21st century the void must be filled.

“Being frank, these should have been developed long before now. My predecessors and past commissioners can take responsibility for this - not local politicians - and policing would have been making a far greater impact against serious crime had they been.”

First, the governor said, there has been no proper witness protection scheme in the TCI. He added that legislation that has now passed through the House puts this on a statutory footing.

“Going forward we look to the director of public prosecution (DPP) and police to develop a first-class scheme that provides our citizens, who want to do the right

Secondly, Dakin stated, the TCI has no serious local forensic science capability.

“The national laboratory that has just been established with UK support starts to offer us the opportunity to build this capability - that will help speed and secure justice.”

He said a member of the national security secretariat is taking forward this work between the justice stakeholders, UK experts and the Ministry of Health.

Thirdly: “This territory stands almost alone in the world - and is certainly an anomaly compared to other Caribbean overseas territories and most independent Caribbean states - in not providing law enforcement with the ability

to benefit from what is known as ‘legal intercept’.”

Legal intercept, the governor explained, is the ability to capture not just voice but also the type of data that modern telephony provides in terms of uncovering criminal networks or enterprises.

This is a capability the police cannot be without, he added, stating that the technical and legislative work, with proper democratic protections through warranty, has to move forward.

“We have this administration’s and the UK’s support to take this forward, and we must.”

Meanwhile, the governor addressed what he called a “naïve belief” that the police can be in the right place at the right time to prevent a crime occurring.

Acknowledging that this may sometimes be the case, Governor Dakin however pointed out that attempting to industrialise this process is essentially the approach taken to counter-terrorism policing.

It requires the type of extraordinary resources and world class intelligence and security apparatus that the TCI will never be able to afford, he said.

BUILDING PARTNERSHIPS Beyond these measures, the governor said, the police themselves play a huge part in deterring crime, and this is where they need to build professional capacity among officers.

Haitian boat detained after 190-mile crossing A SMALL motorboat carrying 23 people was intercepted in TCI waters last weekend after travelling 190 miles across the Caribbean Sea from Haiti.

Officials from the Radar Station tracked the 25 foot vessel five miles from South Dock in Providenciales at about 10.20pm on Saturday (September 12).

Patrolling officers of the Marine Branch Unit were then dispatched to meet the boat on motor vessel Sea Guardian with the assistance of motor vessel Sea Enforcer.

They found the boat, which was white with blue stripes and had the name ‘Loose Moose’ painted on the side, with 23 Haitian nationals on board.

The 18 men and five women were removed from the vessel and handed over to Immigration Department officials for processing and repatriation.

In a statement on June 11, Hon. Vaden Williams, Minister of Immigration, Citizenship, Labour and Employment Services, reminded it is an offence to harbour or assist illegal aliens.

Anyone found guilty is liable to a fine of $20,000 or a term of imprisonment of four years, or both in accordance with the Immigration Ordinance 2018 Revised.

Any suspicious movements can be reported to the police on 911 or Crime Stoppers anonymously on 1-800-8477.

He noted that one major step towards this is regulating the security industry and building serious partnerships between the industry and the police.

He stated that exploratory work has started, and is being developed out of the National Security Secretariat.

“If we get this synergy right, we will have a significantly expanded group of well-trained individuals, to an internationally recognised standard, working to the same ends – the increased security of our communities.”

Given all of these proposals and measures now being put in place to build capacity and capabilities within the force, the governor said this is not all it takes to curb crime.

He said the permanent secretary of national security has now taken direction from the premier to help build a crime reduction strategy that is cross-government and in partnership with society.

“It builds out of the success in Bermuda and Glasgow. It’s complex, but it is probably the most singularly important piece of work that Government is presently engaged in.”

He added: “I’m heartened to see the way the intelligent conversation has developed over the last year with, I think, a real understanding that what we face today could have been foreseen or prevented had different approaches been taken in the past.”

Government calls out Beaches for ‘mischievous and misleading’ statement

BY DELANA ISLES THE GOVERNMENT has said it is ready to settle its tax dispute with Beaches Resort Villages and Spa after the company publicly accused it of not taking needed steps to resolve the issue.

The dispute surrounds a yearslong tax issue which came to a head when the Government informed the company it owes $26.7 million in principal tax and $76.4 million in penalties.

The alleged unpaid taxes were discovered following an audit conducted by the Government. This led to the administration imposing back taxes on the company with accruing penalties.

But these were taxes that Beaches has since stated it was given a break on paying as part of its development agreements and assurances by the previous administration.

The company has since maintained it does not owe the stated sum, but rather, is owed a refund for taxes already paid to the Government. This led to the company filing a lawsuit in early 2019.

In a press statement on Friday (September 11), general manager of Beaches TCI, James McAnally, said the Government is yet to file a defence to the lawsuit.

He claimed the Government and other defendants in the suit were legally due to file their defence in June 2019 - well over a year ago but to date they have not done so.

He added that numerous meetings, conference calls and letters have led to no positive action on the part of the Government.

“We remain anxious to resolve the matter in a lawful and principle manner but we cannot do so in an environment where our correspondence go unanswered, our lawsuit undefended and our good faith overtures to engage in steps toward resolution are not reciprocated and have led nowhere despite assurances,” McAnally stated.

In a statement on Thursday (September 17), the Government disputed that it failed to respond to the litigant’s suit.

It has called the premise of the resort company’s statement “demonstrably untrue” and alleges that Beaches TCI is actually the cause of the current delay in resolving the proceedings.

there has been an underpayment of taxes.

It added that since the company filed the first of two lawsuits against the administration in May 2019, the matter has been engaging the courts.

Since that time, the Government said it gave notice of its intention to defend those proceedings promptly and in accordance with the rules of the Supreme Court.

“Since then, TCIG has been actively engaged in seeking to find an amicable solution,” the statement read.

“It made little sense at that juncture to spend time and money in pleading its defence and counterclaim in full.”

The second claim made by the resort company, filed in February 2020, is engaging the Magistrate’s Court.

In that proceeding, the company is seeking to challenge an assessment of an independent audit, which it had called for.

“Because the Magistrate’s Court is not a court of pleadings, there was no requirement on TCIG to plead a defence to Beaches’ claim,” the Government said.

On July 29, the proceedings in the Magistrate’s Court came up for hearing before the chief magistrate.

“Following discussions with counsel for TCIG, attorneys for Beaches agreed to take instructions from Beaches about staying the proceedings before the Magistrate and having all matters in issue between the parties dealt with in the Supreme Court.

“Counsel said he would revert to TCIG and the court in short order regarding his clients’ position and the matter was relisted for hearing on August 12, 2020,” the Government said of that proceedings.

It said nothing further was heard from Beaches’ attorneys until enquiries were made on August 11, by the Government’s counsel.

“At that time, Beaches’ counsel said that Beaches agreed to the stay of the Magistrate’s Court proceedings and he provided a draft consent order which included a provision that Beaches would amend its statement of claim in the Supreme Court proceedings to incorporate those reliefs sought in the Magistrate’s Court but not otherwise raised in the Supreme Court proceedings.”

This is most helpful to the TCI’s recovery efforts and very welcome.

Good news and positive promotion are both the engine of any tourism reliant economy.

The Tourist Board and Ministry of Tourism have just been handed a powerful marketing tool.

Where these Islands are facing competition from its regional partners - Cayman, Bahamas, Jamaica - news of these desirable numbers couldn’t come at a better time.

Like most nations in the world, the TCI strives against all odds to make a comeback in tourist arrivals.

Such positive numbers from renowned travel data collection agencies portend well as a desirable outlook for the TCI continues to emerge.

The data signals that past visitors must have had a welcoming experience and are talking good things about the TCI. Consequently, it is important that the TCI’s market leaders intensify positive marketing and promotion of the Islands as our survival really depends on good, objective, independently obtained and truthful data.

Not big enough

Such a small survey doesn’t really deserve much attention. Be that as it may, if we had managed to keep our Covid-19 cases down, we’d be number one in any survey.

But, we blew it, thanks to the inability of many to maintain a few simple practices.

Diversify

The Turks and Caicos Islands will be a travel secret and gem for about 15 more years, as long as we are selective in our development strategy.

We have to continue to always offer a different product and be very mindful of crime.

In the offset of this travel glamour, we need to focus more on TCI’s people benefiting from this prospect.

And we must be very concerned post Covid-19 influences, which taught us that we need to be keen on diversification of our economy.

TCI will recover

The TCI brand is standing up and proving resilient despite the unprecedented and untold ravages of Covid-19.

It could also mean that the marketing machine of the Islands is in high gear.

It helps that the new director of tourism is found at the Hamptons in New York, focusing on a higher end and ritzier tourism market than usual for the TCI.

This week alone, despite the refusal of the big resorts to open early, demanding that the Government do it their way, in the context of visitor testing and screening prior to arrival, the Ministry of Health reports positive recovery numbers.

Likewise, the TCI has garnered a greater ability to track cases using World Health Organisation data collection technologies, so the Travelzoo numbers on TCI visitor preferences are borne out well.

Being third in regional desirability means that the TCI will recover.

As these Islands seek to recover, borrow monies, employ its ability to obtain a sovereign guarantee for loans from the Her Majesty’s Government, attracting new visitors will enable the Government to show a greater ability to repay its new and emerging obligations.

These findings couldn’t come at a better time and will do well to help the TCI to recover economically.

Overall crime drops 32% during pandemic But 19 murders overshadow positive trend

BY DELANA ISLES THE OVERALL crime rate has taken a hit since the global coronavirus pandemic forced the Turks and Caicos Islands into a lockdown.

But, serious crimes - murder and aggravated burglaries - have shown little indication of declining, with murders rising significantly.

On Tuesday (September 15), Commissioner of Police Trevor Botting released to the public the crime statistics spanning April to September.

“Whilst overall crime is down 32 percent for the period from April to early September this year compared to the same period last year, the number of serious

crimes is not falling at anywhere near that figure and in the case of some crimes the numbers are rising.”

He said that between April and September, murders have risen from eight to 14, while aggravated burglaries have risen from 11 to 14.

Robberies, on the other hand, have fallen; a fact the commissioner was happy to report.

“I am pleased to say that robberies have reduced, with 48 this year compared to 52 for the same period last year.”

He noted that the number of murders is unprecedented for the TCI with 13 murders in the whole of 2019, and 19 already this year.

“These figures are grim reading

and are a tragedy for those affected, their families and the local communities.

“The officers and staff of the TCI Police Force feel every one of the murders on the TCI, and the officers are working hard to bring those responsible to justice.”

POLICE UPLIFT Commissioner Botting said the current levels of crime have not happened overnight - they have been years in the making through societal issues and a police force that was under-resourced for several years.

He expressed gratitude that the current Government has taken the stance to fill these gaps in policing capacity and capabilities.

Since October 2019, 40 officers were added to the force’s ranks 20 last year and an additional 20 officers this year.

“This uplift in staff is very welcome. The additional staff, 20 of which are now on the street of the TCI, will allow the force to introduce community policing.”

The commissioner stated that with the additional ranks, the force will move full speed ahead with building relationships and enhancing the trust and confidence the public has in them.

The police force and the TCI are also receiving support from the UK government through additional resources.

These include uplift in the tactical unit with the provision of one sergeant and seven constables, all of them UK police trained firearms officers.

These officers will be given six month contracts initially, with the option of extending their time here through financial support from the TCI Government.

There is further uplift in the force’s investigation capability.

This entails the recruitment of a crime management supervisor and an analyst support, the latter of which will assist the force in better understanding crime and the causes of crime.

There will also be recruiting case officers, who will function as investigators working with the RTCIPF’s serious crime detectives.

Additionally, the commissioner revealed, they will also be recruiting a telecoms investigator, who will work to enhance the force’s technical capability.

Botting added: “These uplifts will further enhance the capability and capacity of the force and support the work of the RTCIPF officers and staff as they work very hard to protect and serve the communities of the TCI.”

Three men were on board the blue and red go-fast boat

Jamaican speedboat intercepted in TCI waters TWO Jamaican men and one Haitian man were taken into custody after their go-fast boat was spotted illegally entering TCI waters early on Tuesday morning (September 15).

At about 3.10am while it was still dark the Radar Station detected the motorboat two miles south of Southside Marina in Providenciales.

Patrolling Marine Branch officers used the motor vessel Sea Guardian to intercept the

blue and red boat, according to the police press office.

The men were taken into custody for further investigations and the Ministry of Immigration was informed.

A go-fast boat is a small, fast boat designed with a long narrow platform and hull to enable it to reach high speeds.

They are usually difficult to detect by radar except on flat calm seas or at close range, according to Wikipedia.

TCI moves closer to inking MoU with Bahamas to combat illegal migration

BY OLIVIA ROSE THE TURKS and Caicos Islands has inched one step closer towards inking a historic agreement with the Bahamas to combat illegal migration in both nations.

Cabinet has approved a final draft of the long-awaited Memorandum of Understanding (MoU) between the TCI Government and the Government of the Bahamas.

It will see the Royal Bahamas Defence Force and TCI Joint Task Force combining efforts, sharing intelligence and conducting training to cut human trafficking and illegal migration.

Premier Sharlene Cartwright Robinson made this announcement during a press conference held at her office in Providenciales on Tuesday (September 16).

She said: “I am pleased to announce that Cabinet at its last meeting has approved a final draft of the MoU with the Bahamas in an effort to enhance our border protection initiatives.

“This is the first of its kind and we are proud of this initiative which we know will strengthen our border protection efforts.”

The premier explained that the final draft of the agreement has been submitted to the UK for appraisal and will be sent back for a final review and consultation with the Bahamas soon.

She stressed that creating a better network and collaboration with the Bahamas will bode well for the TCI since the territory has struggled with containing illegal

migration for years.

Although the Bahamas has assisted the territory with interception and intelligence sharing for years, the MoU when signed will provide a legal framework for the cooperation.

The unification will see the Bahamas’ marine forces patrolling the TCI’s waters in an effort to reinforce the work of the territory’s Immigration Task Force and Police Maritime Unit.

CHASING THE TRAFFICKERS For years, the TCI has been overwhelmed by a large number of Haitian migrants who often embark on a treacherous 190mile journey to the TCI in search of a better life.

Governor Nigel Dakin said that while the US, the UK or the TCI cannot prevent the push factors out of Haiti, the TCI can work towards

“Following the deployment of the Royal Marines and the UK’s Wildcat helicopter there are further plans to make our command and control arrangements, already good, ever tighter.

“Scoping work has started - led by the police commissioner - to procure a sustainable and persistent aerial platform that can see over the horizon.”

The TCI Military Regiment once operational will also assist the maritime officers at sea and also through land based operations.

Car recovered after armed robbery MASKED gunmen stole a black Honda CR-V that was being parked at a construction site in Grace Bay, Providenciales.

According to the car’s owner, two men wearing dark clothing approached him and demanded the keys to his vehicle just after 12pm on Monday, September 7.

The victim reported the crime to police and officers

were dispatched to Grace Bay. They tracked his car to Horse Shoe Lane in The Bight.

It was found parked next to a Nissan Sunny sedan which was up in flames.

Firefighters were called and contained the blaze. The Honda CR-V was not damaged.

One arrested after Provo robbery spree Two suspects still at large ONE man is in custody following three related armed robberies that took place within the space of 45 minutes in Providenciales on Tuesday (September 15).

Shortly after 3pm, a woman was approached by three armed men as she was getting out of her silver Toyota Rav4 SUV on Sea Sage Road on Long Bay Hills.

According to the victim, they were driving a black Nissan Fuga with no licence plate.

The men stole the woman’s car and her cell phone and fled the scene.

At 3.32pm a report was made to police that men driving a silver Toyota Rav4 SUV robbed a gas station in the Lower Bight.

Then at 3.42pm police received a report that a woman on Tropical Street in Grace Bay

was robbed by men driving a grey SUV – suspected to be the same stolen car.

The silver Toyota Rav4 SUV was discovered soon afterwards in a bushy area in the Lower Bight.

The black Nissan Fuga, reported in the first robbery, was also tracked to the Lower Bight.

Officers pursued the vehicle along the Lower Bight Road before the driver surrendered.

Two of the suspects escaped on foot while the third suspect, a 21-year-old man, was arrested and taken into custody on suspicion of robbery and carrying firearm.

No injuries were reported in any of the robberies.

Illegal resident charged with malicious wounding ANDRE Desouza, a Jamaican national, appeared in court recently charged with wounding with intent.

Court documents show that the accused is alleged to have unlawfully and maliciously wounded Jerry Ewing with a knife off Millennium Highway in Blue Hills, Providenciales, on August 29.

Reports are that the victim was stabbed repeatedly about his body and is still hospitalised in a serious condition.

Last week, the defendant appeared before Providenciales

Magistrate’s Court charged with the offence.

He was then remanded to prison, with an order to appear before the Supreme Court for his sufficiency hearing on November 6.

However, earlier this week, Desouza appeared before the Supreme Court with his attorney for a bail hearing, which has since been granted.

Desouza, 30, was also charged with staying in the Turks and Caicos Islands for three years, eight months and 19 days beyond the permitted time.

Haitian man charged with overstaying and forgery JEAN Rony Aliz, a native of Haiti, has been slapped with two immigration and forgery charges.

Court records show that Aliz was permitted to remain in the Islands for 90 days in 2017 when he entered legally, but remained without permission for an additional three years.

in the amount of $900 on August 9 and was subsequently arrested.

The offence of uttering a forged document was committed at Danny Buoys in Grace Bay, Providenciales.

Aliz has since been remanded to prison for both offences, as well as for entering the Islands unlawfully.

He will make an appearance in the Supreme Court on November 6, for a sufficiency hearing.

‘We are coming after you’, police chief warns criminals

BY OLIVIA ROSE “WE ARE coming after you and you will be held to account for the harm you are causing our communities.”

This stern warning was issued

by Commissioner of Police Trevor Botting to the criminals who continue to terrorise residents of the Turks and Caicos Islands.

The commissioner’s remarks came as the territory recorded its 19 murder for 2020 making it by far the deadliest year on record for the TCI. The number of murders is unprecedented for the territory with 13 murders for the whole of 2019 –the second highest number of homicides recorded in a year.

For the period, April to September, compared to last year, murders have risen from eight to 14 and aggravated burglaries have risen from 11 to 14.

However, robberies have reduced, with 48 this year compared 52 for the same period last year, Botting said.

Speaking at a press conference on Tuesday (September 15) at the Office of the Premier, Botting said these figures are a “grim reading” and are a “tragedy” for the victims, their families and the local communities.

The top cop stressed that his officers “will not back down” as they work to bring those blighting the lives of residents and causing fear within the communities to justice.

“To those criminals who are murdering, shooting and harming our communities on the Turks and Caicos Islands - you are the problem, you are a blight in our society, “Despite your attempts to intimidate the communities of the TCI and deter us, the men and woman of the TCI police force will not back down in their resolve and commitment to find you and bring you to justice.”

He added: “My officers will take all measures within the law to hold you to account for what you do and if you pose a threat to officers they will defend themselves robustly and uncompromisingly.

“We are coming after you and you will be held to account for the harm you are causing our communities.”

The commissioner stressed that addressing crime in the TCI requires a holistic approach and cooperation from all stakeholders.

“To believe that this issue rests solely with policing is simply failing to understand the problem,” he said.

“The force senior leadership is, in my view, a strong, united and

determined team that is leading the force through a challenging period.

“We are committed to working with all political parties, all stakeholders and most crucially our communities in reducing the levels of serious crime.”

UK SUPPORT

Botting revealed that two superintendents have been recruited from the UK to lead the crime and specialist operations teams.

“The two officers are highly experienced, highly trained and current and they will be joining us in October.

“As well as providing a great deal of experience and expertise to the force, they will play a crucial role in helping fulfil our commitment to developing local officers and staff.”

He said that two current officers will be selected to work alongside them to develop and prepare to take over the superintendent roles in two years.

“This succession planning is a fantastic opportunity for two of our officers and it will give the force a strong base for the future in these two critical leadership roles,” Botting said.

“We have strengthened our resources this year through local recruitment and the best initial training we can provide for them.”

The Royal TCI Police Force will also receive support from the UK government through additional resources including a tactical unit uplift and investigation boost.

Botting said: “One sergeant and

seven constables – all UK police trained firearms officers on sixmonth contracts initially with the option of extending their time here through financial support from the TCI Government.

“Crime management supervisor to support the RTCIPF senior investigating officers, analyst support - to better understand crime and the causes of crime, case officers - investigators working with RTCIPF serious crime detectives and telecoms investigator - enhance our technical capability.”

The police commissioner acknowledged that the police force and by extension the TCI, is facing a significant challenge in stemming the rise of the most serious crimes.

“To do this we must tackle the societal issues that cause them,” he said.

“We need a long-term financial commitment from successive governments and a crossgovernment approach to tackling the causes of crime.

“We need to engage with and build trust and confidence within our communities. We need to be unified in our resolve to make a difference.”

Last year, on September 10, Botting announced that the force was working to assemble a “special” team of police detectives devoted to capturing violent gun offenders.

The specialist ‘Gun Crime Team’ was designed to bring a dedicated and sharp focus to gun crime and those who are committing gun related offences.

THE FATE OF HUMANITY:

How temporarily adapting socialism can defeat Covid-19 FEW leaders around the world hailed this philosophy and rightly so - many more despised it for its notorious political and socio-economic impacts.

Since February this year, a new domain was created by a killer disease and it seems capitalism is incapable of curbing this incessant threat.

This leaves a vacuum for socialism - the infamous and out-casted economic system that most of the world detested - which seems to have the answer.

In this era of uncertainty, the TCI Government is advised to temporarily adapt features of socialism to deal with Covid-19.

Globally, the capitalist approach to healthcare is epitomised by insufficiencies which pose grave threats to healthcare as a commodity.

Subsequently, accessibility to treatment is dependent upon the individual’s capacity to pay.

There is a remarkably blinding inconsistency between the probable cost of proposed medical procedures and the capacity for low income earners without insurance to pay, as in the US. As a response to the pandemic, in

capitalist run states the system is definitely weakening public health guarantees, as demonstrated in England whose National Health Service (NHS) is growingly undermined by denationalisation standards.

In fact, the mounting strife between capitalist principles and human need exists in other sectors – mostly visible in food security, necessities, energy and national security, exemplified by an existing capitalist dearth.

Coupled with this, the lockdowns have certainly crippled the chances of capitalism to be effective.

Businesses are closing and filing for bankruptcy, workers are losing their jobs and there are food insecurities disrupted by shrinking trade activities.

Considering these portrayals of the capitalist system, the TCI authorities are encouraged to seriously consider some socialist propositions for this occasion.

I believe too, if a socialist approach is applied the healthcare sector can bear positive results for the TCI. From this perspective, all areas of the economy are positioned to harmoniously apportion its expertise and essentials on the basis of needs.

A report out of Florida indicated that management at a private hospital threatened to fire any member of its medical team that is currently underutilised if they temporarily offer their expert services to another private hospital that has an overwhelming Covid-19 patient inflow.

Ideally, fashioning the socialist philosophy around healthcare and other areas goes far beyond solely responding to market demands or to the interest of the private medical arena.

Rather, it involves assembling an infrastructure designed to adequately respond to emergency requirements.

A striking example exists in China where temporary hospitals were installed in Wuhan just two weeks after the outbreak in its response to the crisis.

Additionally, planning takes into consideration the Government’s obligation to sustain food supplies to people under quarantine.

In contrast, the capitalist system – in its neo-liberal framework – not only suffers from the aforementioned setbacks, but it has increasingly prioritised financial cutbacks.

Similarly, the technologically-driven manufacturing industry is practicing ‘just in time’ production, instead of increasing inventories, risking instant inadequacy.

Where socialism invigorates its advocates to regard the international domain as a realm of cooperation, capitalism is too focused on competition and influence.

The unbalanced approach in dealing with Covid-19 FIRST of all, I believe each of us has a responsibility in dealing with Covid-19, however the overall responsibility in managing it is the Government’s.

Unfortunately, in my opinion, the approach in dealing with Covid-19 has been less than acceptable and it is unbalanced.

THE STIMULUS

A stimulus package was initially implemented that was catered primarily to one sector.

The one-off payment of $1,200 was for both Turks and Caicos Islanders and work permit holders but the business grants had different criteria.

A second stimulus package was introduced last week and again it is unbalanced. The transportation sector was singled out.

While I have empathy for the taxi drivers who appeared to not benefit from the previous package because their NIB were not up to date, there were other individuals

and businesses who did not benefit too.

THE CURFEW

The curfew was implemented to try and contain the spread of Covid-19. What is significant about 7pm?

We have opened the country up but the curfew is creating a negative impact for businesses particularly restaurants and some of them did not qualify for any type of grant.

We also have a limit on people for social gathering but as far as I know there is no

limit for grocery stores.

THE TESTING

I believe more testing needs to be done.

Therefore, I think we should do mass testing so we can know our true condition.

THE QUARANTINE PROCESS

We are sending people home who are positive and some of these same people are not staying at home and thus the virus is being spread in the community.

THE MINISTER AND THE MINISTRY

There seems to be a major communication gap between the minister of health and the ministry.

For example, when the minister said the private labs can commence testing, the ministry put out a contrary statement.

There are many other examples of the mixed messages coming from the minister and ministry.

PRIVATE MEDICAL FACILITIES

It took too long for the private facilities to get approval to do Covid-19 testing.

Having private facilities in place can alleviate the burden off the national lab.

Thankfully, we now have three approvals.

Time to repurpose the Caribbean public sector OVER the last 12 months the Caribbean has been able to demonstrate through the ballot box that its democracies remain strong.

Despite flaws and low coronavirus virus related turnouts, general elections have taken place in Jamaica, Trinidad, the Dominican Republic, Suriname, Guyana, St Kitts, Anguilla and Montserrat, and the outcome accepted.

Even in Guyana, after a lengthy political stand-off, the rule of law prevailed and its electoral system delivered what most consider to be a fair outcome.

Nevertheless, the problem of matching Caribbean governance to rhetoric continues, with every nation’s capacity to implement what has been promised, dependent on the very variable quality, ability, and attitude of the public sector and its agencies.

At best, the higher levels of the administrative arm of governments provide permanence, continuity, experience as well as options and

advice to ministers, and for the most part act apolitically.

Notwithstanding smallness, many senior officials lead teams able to deliver successful world class outcomes especially in foreign relations, trade policy, security, tourism and more recently public health.

However, a more common daily experience is to encounter departments that are poorly staffed, where decision making is slow, siloed, bureaucratic and absent the ability to rapidly implement, requiring frequent recourse to ministers appointed for political or less savoury reasons.

The inherited model of governance in the Anglophone Caribbean and Europe’s dependent territories, for the most part, has little changed over the decades since independence, involving delivery through structures that seek to administer and respond in ways similar to those of the former colonising power.

Recently however, the British government has begun to tear up the model of public administration it bequeathed to much of the region.

In June, a senior British politician, Michael Gove, the minister for the cabinet office, delivered a major

speech to the Ditchley Foundation on reforming governance.

Mr Gove argued that there was a pressing need to address the deep sense of citizen disenchantment and belief that the political system has failed them.

He suggested that globalisation had served to cement relationships between elites and that growth had principally benefitted the already fortunate.

He also observed that rapid changes in science and technology would result in profound economic dislocation, requiring new forms of response and skills.

To address this, he believes the “crumbling” model of governance that political leaders have inherited and the gulf that has emerged between the people who run government and the public requires a change in the “structure, ambition and organisation” of the British state.

This he said should involve rigorous internal scrutiny and an end to insulation from accountability, the retraining

of the public sector, changes in career progression so that officials with expertise become creators of original policy, and experts being brought in from the outside.

Ministerially-led Cabinet committees must set direction and hold departments to account.

Although it is easy to challenge his argument based on present political practice in the UK, including the bypassing of parliament, ministers’ unwillingness to any longer be held responsible, multiple policy U-turns, and a desire to blame and remove officials for mistakes that are political, the general intellectual thrust of Mr Gove’s analysis has relevance to the parallel model of governance bequeathed to the Anglophone Caribbean.

Many of the region’s governments lack credibility because of their failure to deliver basic services efficiently, to say nothing of their longer-term failure CONTINUED 

The governor is a crafty politician THE GOVERNOR’s statements relating to the standing of the premier in the UK, was either a signal to electors generally or an attempt to burnish her reputation in the face of her leadership challenges within her own party.

It crossed the line in my view - he is clearly a very polished communicator, a gifted wordsmith and now one can add to that, a crafty politician that has now betray his political bias as the leading man in the Sharlene Cartwright Robinson Government.

Cartwright Robinson once said that they finish each other’s sentences, and on Tuesday proudly said that there was no daylight between her office and that of the governor’s.

That is a serious indictment on the governor and a betrayal of the confidence of the electorate, who expect the premier to counterbalance the imperious nature of the colonial power.

This was a press conference in which the governor was the star and the premier was supporting lady - where in his own words “the TCI is doing more than okay”

Washington Misick is a former chief minister of the TCI and current leader of the PNP Opposition. He describes himself as a politician, entrepreneur, thinker and strategist.

- supported by the premier’s assertion in her previous press briefing that the TCI is not now in recession, but will be there at the end of the second quarter (October 1). Really?

The premier continues to ignore the fact that the confrontational and isolationists stance to business is hurting the economy and imperiling the quality of life of TC Islanders.

The nonsensical curfew at 8pm in the evening is inconsistent with an opened border policy purportedly welcoming tourists.

Restaurants including resort restaurants peak business time is between 7pm and 9pm.

Keeping a 10pm to 5am curfew was a reasonable position; the

current time cures no mischief, but is a major inconvenience for business and visitors.

Another brain-dead policy is the limiting 5,000 square foot floor space to 10 diners the same number of persons for a 500 square foot restaurant.

On the issue of borrowing, it is amazing that the Government has not made more progress in securing borrowing and is still speaking about when or if it is required, the UK will be the ‘backstop.’

TCIG should have since March identified sources of funding at that time it would have been able to secure debt cheaper, and without the undoubtedly onerous conditions that the UK will wish to impose on the TCI.

The premier spent more time trying to campaign than speaking to crime and security - taking credit for a list of infrastructure projects that she had diddly squat to do with, instead of focusing on the immediate life and livelihood of the electorate.

She seems to be tone deaf to the cries of the people who made it clear that in their opinion, her 12-point crime plan was never a plan and existed only in her own mind.

Now, there are rumours of another round of stamp duty exemption from October 1, to December 31.

This kind of knee jerk reaction is a poor excuse for a revenue policy.

A proper revenue policy requires a holistic and collaborative approach to economic recovery.

Instead, the premier and colleagues seem poised to offer another unnecessary gift to wealthy foreign interest who do not need it or are already committed to pay their duty based on existing real estate contracts - including all of the presale condominium and villa units now be completed.

Given that strata titles can be transferred once units are ‘dried in’ this will benefit the Ritz Carlton’s existing purchasers.

It will also benefit the recently announced purchase of Dellis Cay and others, none of whom should expect this concession.

If there is a concession to be given, it should be given to struggling locals who are trying to own their own shelter.

In that regard, TCIG ought to engage with the banks to extend the mortgage relief scheme offered in March, given that many people are still out of work or on reduced pay, and without TCIG’s intervention, may find themselves homeless at this critical time.

This situation is grave, given that people are being kicked out of their apartments and are unable to pay water bills, electricity bills and feed their hungry children.

Despite all of this, the premier believes that the TCI is doing better than okay.

We need a Government with real leadership that can empathise with the plight of the people. Clearly, this Government does not.

Covid-19 recoveries surge as Gov’t adopts hi-tech data system THE ADOPTION of a more advanced data processing system is the reason behind a huge surge in reported recoveries from Covid-19, according to the health ministry.

Between Saturday (September 12) and Sunday (September 13) the number of active cases dropped from 362 to 108 and the number of recoveries shot up from 276 to 532.

This is all down to the use of the World Health Organisation’s Go.data system which replaces previous manual reporting of data, a press release from ministry on Tuesday said.

The Public Health Team had, until recently, largely depended on a manual system for tracking Covid-19 cases in the TCI. This process ran seamlessly at the beginning of the epidemic when the number of daily cases reported was minimal, the ministry said.

However, as the number of cases and the associated contact tracing work increased the manual process of data collection became difficult to maintain.

“While it did not impact the tracking of positive cases, it did cause

a delay in the reporting of persons being released from quarantine and persons being considered recovered,” it said.

To enable more efficient data collection and to prevent delays in reporting, the Go.data electronic data processing system is being implemented throughout the TCI. The Go.data system is an outbreak investigation tool for field collection during public health emergencies.

It includes functionality for case investigation and contact follow up and is designed for flexibility in the field.

With the new system, contact tracers throughout the TCI are equipped with tablets for the purpose of data collection and up-to-date reporting.

This system is already being used in Providenciales and Grand Turk following a brief training session and will be rolled out to the other islands throughout the week.

As a part of the data transfer process from the old system to the new system, an exercise was undertaken to update all case and contact records.

This led to a significant increase in the number of recoveries being reported and a significant reduction in the quarantine numbers being reported.

“It is important to note that with the up-to-date recording, facilitated by the Go.data system, releases and recoveries will be reported in a more timely manner,” the ministry said.

“It is also important to note that all recoveries were reported in accordance with the new policy which was recently adopted by the Government.

“Persons have been released in accordance with this policy, however there was a lag in updating and reporting active cases due to the high workload of the public health teams.”

The Ministry of Health acknowledged the hard work of the National Epidemiology and Research Unit who, it says, were integral in implementing the Go.data system, and the Public Health Team for their continued efforts.

“This positive development will greatly assist in timely data collection and reporting going forward.”

With that said, returning residents should be allowed to return home without taking a test in the country they visited.

Let them take the test upon arrival in the islands.

CONCLUSION

I know that this is the first time for all to experience Covid-19 and therefore it may take a trial and error approach in dealing with this virus.

However, we can learn from other countries and we should embrace and encourage dialogue with the private sector too.

Reforming, even tearing up existing public sector structures so that governments meet 21st century challenges may make for uncomfortable reading in societies where almost everyone knows someone who works in one or another way the public sector.

However, without a thoughtful restructuring of Caribbean governance it is hard to see how the region will ever be ready for the world that is coming.

In this respect, what is happening in New Zealand may provide a far better model for the Anglophone Caribbean than the politically brutal ‘state capture’ that some UK politicians and their advisers seem to be pursuing.

Since the election of prime minister Jacinda Ardern in 2017, the government in Wellington has focused on making New Zealand public administration fit for purpose by promoting cross-departmental work and management reforms.

Earlier this year it passed a Public Service Act which aims to create a modern, better joined-up and citizen-focused public service.

Recent changes have recognised that to be effective a more collaborative whole of government approach is required to deal with social, economic and technological

challenges, requiring new organisational forms, open government and reconnecting the public service with the nation’s core values and practical needs.

Its focus is on personal accountability rather than overformalised governance.

A Prime Minister’s Delivery Unit - a ‘stock take model’ makes ministers and senior civils servants accountable in the cabinet room to the prime minister for performance against clearly specified targets.

The act also allows for public servants to move easily between agencies, creates budgeted interdepartmental single-minister led boards to address highpriority issues collaboratively, and a public service leadership team to provide strategic direction across the public service, while guaranteeing officials political neutrality and merit-based appointments Covid-19 has demonstrated how Caribbean government ministries and agencies can combine and respond with agility and in new ways to solve complex challenges in a crisis.

It has shown how governments can be repurposed and restructured and that the public sector is a key to accelerating delivery in ways that touch ordinary lives.

As New Zealand has recognised, to successfully navigate the world that is coming, a repurposed public sector and the adaptation of governance will not only accelerate implementation and make the delivery of services more efficient but it will also convince citizens that their leaders care.

Covid-19 cases drop after spiking at 48 per day THE NUMBER of people testing positive for Covid-19 is averaging about 10 to 14 per day, according to Minister of Health Hon. Edwin Astwood.

They have dropped since spiking at 48 per day on August 25, he said during a press briefing on Friday (September 11).

“We can only hope that our collective behaviour can continue to influence a decrease in daily positive cases.”

He said the Ministry of Health’s

team is working hard on testing, contact tracing and on keeping the public informed of the developments with the pandemic.

“In addition, we continue to be committed to the continued building capacity in our hospitals and laboratory,” he said.

“Our health professionals are caring for those who are ill.

However, we cannot, and will not defeat Covid-19 on our own.

“We need all our residents and the visitors to do their part by

abiding by quarantine orders and practicing infection prevention and control measures.”

These include wearing a face mask in public places, maintaining the six-feet physical distance, frequently washing hands and sanitising commonly used surfaces, he said.

He reminded the public of the latest Covid-19 measures.

Curfew is revised for Grand Turk and South Caicos to 6pm to 5am daily starting Tuesday

(September 15) to September 30 with the closure of all businesses at 5pm daily.

Curfew for all other islands will continue to be in place from 8pm to 5am daily starting Tuesday to September 30 with the closure of all businesses at 7pm daily.

Restrictions will remain on domestic travel for non-essential reasons until September 30.

No person shall offer for hire or seek to travel on any public service vehicle transportation or

any public transportation save for persons who are authorised under regulation 7(1).

Or inter-island private or commercial air or sea transport that is non-essential.

Airlines or boats shall reduce the number of people traveling on inter-island flights to permit physical distancing, the health minister said.

CABINET MEETING SUMMARY A CHANGE in quarantine rules, rations for HM Prison and an international vaccine programme were all discussed at the 33rd meeting of the Cabinet.

Governor Nigel Dakin chaired the meeting on Wednesday, August 26, and Friday, August 28, by videoconference.

All members were present except Premier Sharlene Cartwright Robinson.

Minister of Health Hon. Edwin Astwood updated Cabinet on the current Covid-19 health situation.

AT THIS MEETING CABINET: - Approved the Ministry of Health recommendations for the revised criteria for the discharge of people from quarantine and isolation following diagnosis of Covid-19, as well as those who are primary contacts of confirmed cases. The revised criteria will be published in the relevant regulations.

- Approved recommendations by the Ministry of Health for the extension of control measures and additional measures to control Covid-19 across the TCI. The recommendations will be published in the relevant regulations.

- Approved Ministry of Health recommendations regarding amendments to the Turks and Caicos Islands Public and Environmental Health (Covid-19) (Control Measures) Regulations 2020 in order to facilitate Covid-safe state funerals.

- Noted the progress made in the development of the National Youth Policy 2020 to 2025 by the Ministry of Education, and obtained approval for further public consultation on the draft document before finalisation.

- Approved the renewal of a phase one Wreck and Salvage Licence, under section four of the Protection

of Historic Wrecks Regulations to Jannish.

- Noted Procurement Board recommendations on the award of a contract, in line with the process under the provisions of the Public Procurement Ordinance, for SSP, Aviation Equipment – Extensions of the Providenciales Public Announcement (PA) System, Turks and Caicos Islands Airports Authority.

- Noted an information paper on a contract award for the supply and delivery of fresh and frozen rations for Her Majesty’s Prison Grand Turk (TR 19/97).

- Approved a draft development agreement regarding the South Bank Resort and Marina for execution by parties, Windward Long Bay, Ougin, WW Holdings and the TCI Government.

- Approved the recommendation that a contingency warrant be issued for the Ministry of Infrastructure in regard to costs relating to accommodation for Cuban doctors and operating costs for quarantine facilities in Providenciales and Grand Turk.

- Approved TCIG follow-up with the Pan American Health Organisation (PAHO) regarding its intention to participate in PAHO’s Covax (Covid-19 vaccines and updates) programme.

The Governor’s Office also released details of the 32nd meeting of the Cabinet, with apologies for the delayed information.

- Approved use of the Contingency Fund to cover the cost of the state funeral for the late Hon. Austin A Robinson, former speaker of the House of Assembly.

- Approved a further extension of three business days of the Business Licence Renewal deadline of July 31 to August 6 following the tropical storm Isaias.

- Approved a budget for the extension of leased accommodation for Cuban health staff; government quarantine facilities in both Providenciales and Grand Turk, and associated costs.

- Approved Planning Application GT 4923 for the construction of a Youth Centre / Hurricane Shelter on Block and Parcel (10404/198) North Back Salina, Grand Turk.

- Approved a policy to amend the existing Limited Partnerships Ordinance and Partnerships Ordinance and related ordinances to ensure the collection and retention of beneficial

ownership information.

- Were updated on the processing and implementation of the Social Enhancement Aid Stimulus Policy for people affected by the Covid-19 pandemic.

- Approved the appointment of chair Ruth Ariza, and Wesley Clerveaux, Sriya Smalling, Selvon Whatley, Dixie Smith and Darron Hillaire as appointed members and the Prison Superintendent as ex-officio member of the Parole Board for a period of two years with effect from September 1.

- Noted the financial performance of the TCI Government for the period April to June 2020 and approved the publication of the quarter report.

- Approved amendments to current regulations prohibiting gatherings of 10 and 25 (depending on the island) to facilitate, at the discretion of shelter managers, higher shelter occupancy levels where necessary during a natural disaster whilst adhering to strict Covid-19 protocols.

- Approved the implementation of a phased approach for the reopening of schools throughout the TCI in order to mitigate health risks and facilitate efficient learning - Were updated on the recent extradition of a detainee to the USA and the status of Sri Lankan nationals who remain in TCI. - Were updated on recent events at HM Prison and steps being taken to address areas of concern.

- Were update on preparations being made for adverse weather conditions expected over the weekend.

- Were updated on potential implications of recent travel advice issued by the UK government and discussed next steps.

Is the PDM convention over, or not?

Differing statements emerge from party officials

BY DELANA ISLES TWO conflicting statements from different officers of the People’s Democratic Movement (PDM) have left confusion about whether a challenge to the party leadership is resolved.

The public statements, one released by the second vice chairman for the party Patricia Saunders-Missick, and other by the PDM secretary general Ashwood Forbes, gave a differing perspective on what took place during last weekend’s convention.

The main event was to have been an upset for leadership of the 45-year-old political party, brought

by elected representative for the Cheshire Hall and Richmond Hill constituency, Hon. Doug Parnell.

In the Saunders-Missick press statement, it said technical difficulties experienced during the second day of the convention Saturday (September 12) - as well as constitutional challenges, forced a halt to the proceedings.

Technical difficulties arose as many of the attendees were attending the event virtually due to the curfew and restrictions on travel brought on by the pandemic.

The release stated that those constitutional challenges can only be brought by members of the party who are delegates to

the convention. This resulted in a motion to suspend.

“Despite efforts to move forward, the national chairman [Doug Parnell] felt that the number of challenges could lead to divisiveness in the party and suggested a halt to the process while inviting the party leader [Sharlene Cartwright Robinson] to discuss with him the way forward in the best interest of the party.”

The statement added: “The party’s business session did not progress and the party rejects reports of anything else transpiring.

“The PDM believes in the democratic process and will continue to uphold the rules of the party

contained in the constitution and the democratic principles on which was founded.”

It further goes on to state: “There are no lingering challenges to any post held in the party to be disposed of and all officers remain the same.”

ELECTION OF OFFICERS POSTPONED, NOT SCRAPPED

However, the second statement claims that it was only during the Saturday afternoon session that the meeting started to experience “unforeseen circumstances” which challenged its progress.

This, the secretary general’s statement reads, furthered the chances of disenfranchising some of the delegates in the family islands and in Providenciales.

“For this cause, coupled with the then short time to curfew of 8pm, in total respect to same, the session and convention was delayed.

“We remain at the election of officers, which has not concluded.

Dates and times for a resumption of the same will be announced later.”

Last week, the national chairman, during a five-minute Facebook address stated that he is better suited to lead both the party and the country than the current leader and Premier, Hon. Sharlene Cartwright Robinson.

While thanking Cartwright Robinson for her work over the years as first leader of the PDM, and the Premier of the TCI, Parnell said that he has what it takes to lead the party and the country during the current times.

In a news article last week, the premier had indicated that she welcomed any and all challenges.

banking, doctor and hospital visits, emergencies and cargo is essential travel as well as utility companies.

This includes travel between the islands for the purposes tourism where another island is their final destination.

Persons inbound and outbound for international travel purposes should also be permitted.

Travel for the purpose of attending an approved funeral also forms a part of essential travel.

The cruise ports will remain closed until January 1, 2021.

Visiting military aircraft or vessels must be approved by the chief medical officer.

Restaurants and bars will continue from Tuesday to September 30 to have a limit on patrons/customers to no more than 10 people at a time.

Enforcement of wearing of face coverings in public through the implementation of fines through the ticketing system which has already been developed will continue.

Restrictions on social activities from Tuesday to 5am on September 30 - no person shall host or attend any social activity of any description, including a wedding, of a gathering of more than ten people.

Schools are to remain closed, Astwood added.

MORE SUPPORT The Government now has three private health care providers

approved to offer Covid-19 testing in the TCI. Omnicare is the latest to be added, while ACCU Diagnostics and Grace Bay Interactive Medical Centre have already been approved.

Additional enforcement and compliance officers will be recruited and placed on all islands.

In addition, a Covid-19 Compliance Task Force has been established with members from the police force, public health inspectors and compliance officers.

“There continue to be a number of reports of persons breaking the quarantine order and leaving their place of quarantine,” the minister said.

To assist in combating this occurrence, the Ministry of Health will be introducing a telephone tracking app for individuals placed under a quarantine order.

This is now in its advanced stage of implementation. This intervention has already been successfully implemented in a number of countries in the region.

The Ministry of Health, in collaboration with the Governor’s Office and the Premier’s Office, will be receiving additional outbreak management and technical human resource support from Public Health England.

Professor Ian Cummings, who previously advised the Governor’ s Office, Premier’s Office, and the Ministry of Health, will return to lead the team.

THE SALT CAY NOTE

The Provo factor Memories, manuscripts and musings THIS December will mark my 31st year in the Turks and Caicos Islands, which means that I have spent 79.5 percent of my adult life in this country.

I’ve never really thought of it in those terms and probably would not have, had it not been for a Facebook post which featured several photographs of buildings on Providenciales from days long gone.

The caption read: “If you can remember these places, you’re officially old.”

With the exception of the first ‘airport’ on Provo from the 1960s, I couldn’t just remember every building featured but had actually set foot in each and every one of them.

So, it’s confirmed, I am old. No sooner had I seen the photos of Provo from the mid 1980s and early 1990s, memories came flooding back. Good memories.

Happy days.

I lived in Provo from 1990 to 2011 and while no doubt the ‘pioneering days’ of the late 1960s to the mid 1980s must have been fascinating and no doubt fun and wildly entertaining, I’d like to think that the 1990s were perfect on Provo, and here’s why.

When I first came to Provo in January 1990 (having spent my first few weeks in Grand Turk to sort out licences and permits) there were approximately 4,000 people living on the island.

Titus was born in Hamburg and has lived in the Turks and Caicos Islands since 1989.

He works as a general business consultant and has been based in Salt Cay since 2016.

Life was simple, especially compared with today’s Provo, but life was good.

And it was stress free.

There were enough eateries and restaurants to offer variety (Dora’s Restaurant, Fast Eddies and Alfred’s come to mind) and between the BWI and Butterfield’s supermarkets, one perhaps didn’t have the opulence and choice of a Graceway Gourmet, but the BBQs and dinner parties were just as enjoyable.

For everything else, there was CaribWest and a seemingly endless supply of cold beers, wine, booze and ice.

“Make sure you close the screen door at night because of the mozzies,” I remember my first landlady in Provo

telling me as she showed my rental to which no one seemed to have a key.

Not that it mattered. Hard as it may be to imagine today, there really was no serious crime to speak of.

Unlocked doors, car keys left in the ignition were the norm.

This is probably why I so enjoy living in Salt Cay - it reminds me of Provo in the ‘good old days’. Gracious, I really do sound like an old fart now.

Never mind, those readers who were here during these days will know exactly what I mean and those who weren’t I encourage to ask other old timers about them.

They’ll tell you; those were the days!

One such old friend called me last week, after over a decade or so of little or no contact.

He and his wife had moved to Provo three years before me and we spent many a happy evening together.

As we chat and reminisce (agreeing the 1990s were indeed the ‘happy days’), he informs me that he’s written a book about his times in the Islands and would I mind having a look at the manuscript, as it was in the final stages of being proof read, before publication later this year.

Needless to say, I didn’t need to much motivation to read the manuscript and as I write these lines, I have.

In his epilogue, my friend quotes Christopher Hitchens, who wrote: “Everybody does have a book in them, but in most cases, that’s where

it should stay.”

I am not entirely sure why he refers to that quote. Second thoughts?

Just as I finish reading his epilogue, the phone rings. It’s my selfproclaimed amateur-writer friend from Provo.

He asks me for my opinion about the manuscript and I give it to him.

Perhaps a review will be in order, once the book is published.

A professional critique of my friend’s memoirs would have been almost impossible.

For not only is this not a roman à clef by a professional writer, but as someone who has lived through many of the events described, I also lack the necessary objectivity.

In other words, I enjoyed the read not because I felt I was looking at best seller material but because of the descriptions of the times and the fond memories they triggered.

With my friend’s permission, here is one such description of Provo, as he found it in the mid-1980s: “Provo in those days was something of an outpost as far as Grand Turk was concerned. They looked upon it as a sort of troublesome child existing away from home.

“I won’t exactly say it was an antipathy but there was always a sort of resentment and suspicion; rather along the lines of what was it up to and perhaps a bit of jealousy as well.

“An attitude that is even still there today...”

Here’s to good memories and the people who keep them alive.

Gov’t names tertiary scholarship awardees for 2020 SIXTY-TWO students have been awarded 2020 scholarships for tertiary level studies.

The Ministry of Education, Youth, Culture, Social and Library Services published the complete list on Tuesday (September 15).

The Education Advisory Committee met in August to review all international applications received on or before the application deadline of May 31.

The committee considered 156 applications for further study, regionally and internationally.

Sixty-two international awardees were successful based on the identified priority areas, grade point averages and other policy related criteria.

Minister Hon. Karen Malcolm extended a “profound thank you” to all the members of the committee for their dedication to complete the review

Help to clean the coast this Saturday RESIDENTS are invited to take part in a huge clean-up of the TCI’s coastline this Saturday (September 19) in celebration of International Coastal Clean-Up Day. The Department of Environment and Coastal Resources (DECR) is planning to continue its tradition of getting the whole territory involved, it said in a September 8 press release.

The main goal of the initiative is to encourage people to go out into their communities and remove litter found along the shoreline, underwater or in bushes.

The aim is to help create healthy waters for everyone “including the wildlife that calls these coasts home”, the DECR said.

“You, your school, your business or your organisation can get involved by getting a group

together and spending an hour out of your day cleaning up a beach, bushy area, path, road, or sea-bed in your local area.”

Residents can also join the DECR for an organised litter pick at the Bight Children’s Park on Lower Bight Road in Providenciales from 7am to 9am.

“Show you care for the TCI’s natural environment by getting involved in International Coastal Clean-Up Day,” the department said.

“Together we can fight for trashfree seas, on Saturday, September 19. It doesn’t matter where you are, just grab a bag and collect that litter,” To register an individual, group or organisation, anyone can contact the DECR at aavenant@gov.tc Strict Covid-19 protocol will be observed and enforced.

Online application for local travel goes live A NEW portal was launched on Wednesday (September 16) for people to apply for essential travel between the islands.

It was developed by the Computer Information and Technology Unit and according to the Ministry of Health is more userfriendly than previous methods.

The online application form is available through a link on the Ministry of Health’s website at https://domestictravel.gov.tc/ Anyone wishing to travel for essential purposes can apply using the link and they will be guided through a series of fields to complete.

Existing applications will still be processed but future travel applications should go through the new online form, the ministry said.

People will be required to apply within 48 hours of their intended date of travel and applications will need to be submitted by each

person in a group wishing to travel.

A unique ID will be issued for each person and approval will only be provided for the dates of travel specified.

People should only apply to travel if absolutely essential.

Applications for non-essential travel will be denied.

Travel by construction workers for construction project work is deemed essential as of Tuesday (September 15) provided measures approved by the health ministry are put in place They must also have the written approval of the permanent secretary of infrastructure and the chief medical officer.

Evidence of written approval from the Ministry of Infrastructure should be uploaded to the portal for review with any applications for travel.

Electronic approvals should be presented at the time of travel.

I sometime cut them all down if the foliage has turned brown or yellow - it will just grow back like nothing happened.

Remember it’s a bulb (like onions), so after a few years it is easy to separate them and transplant them somewhere else.

Overall, cultivate this plant as a green plant because the blooming period doesn’t last all year around.

It’s green and it’s no headache - just the kind of thing I like as I’m getting older.

Decade-long turtle study uncovers need for habitat investment A STUDY of the migratory habits of teenage green turtles in the TCI has highlighted the need for the conservation of vital marine habitats.

The paper, published on August 25, collates and expands on information gathered by researchers and conservationists over the space of a decade.

Using flipper tags and satellite transmitters to track migration, they found that the turtles will stay within a Marine Protected Area (MPA) while they are growing.

But as they near maturity they will migrate hundreds of miles across the Caribbean to search out adult feeding grounds.

The study was conducted by the Marine Conservation Society, the University of Exeter, the TCI Government’s Department of Environment and Coastal Resources (DECR), and other partners including the Amanyara Resort.

Dr Peter Richardson, head of ocean recovery at the Marine Conservation Society and project lead, stressed the importance of the “exciting, collaborative” research.

“These turtles are feeding and growing up on the seagrass beds at this one relatively small site for years and then travelling to countries throughout the region to live the rest of their lives.”

He said turtles from around the region really depend on these key seagrass and mangrove habitats, which are also important for blue carbon storage and climate change mitigation.

“The turtles have shown us why we should invest resources in protecting these special, wild and pristine places in our UK overseas territories now and for generations to come.”

Between 2002 and 2017, researchers worked with local fishermen to flippertag 623 green turtles and fit 16 of the larger teenage turtles with satellite transmitter tags on their shells.

The tagged turtles were released where they were captured on remote and pristine seagrass beds within the North, Middle, and East Caicos Nature Reserve MPA. Four of the satellite-tagged turtles migrated away from the TCI - three having spent months after release within the MPA, while one turtle migrated away just 13 days after release.

Two of the migrating turtles headed west to Cuba, one headed

north to the south-east USA and the high seas, and another headed south to Central America.

This turtle eventually settled at a feeding habitat on the Colombia coast, some 900 miles from the TCI after having swam through the territorial waters of eight Caribbean countries.

Four of the flipper-tagged turtles were captured years after release by fishermen in Nicaragua’s waters, and another was caught in Venezuela’s coastal waters.

Dr Phil Doherty of the University of Exeter and lead author of the study said it showed the value of tracking and monitoring techniques. “…which allow us to follow animals across distance from areas where they grow during early life, to adult foraging and breeding areas.

“There is a real need for regional cooperation to support effective sea turtle conservation.”

Lormeka Williams, Director of the Department of Environment and Coastal Resources (DECR), said the results of the study show the importance of turtles and MPA in the region.

“It is important for the TCI and the entire region to be aware of the connectivity of the turtle species and how management measures can and

do impact the species.”

The research was funded by several private individuals, many of whom were guests at the Amanyara Resort, which also supported the study, along with The People’s Trust for Endangered Species, Princess Yachts, Big Blue Unlimited and the National Marine Aquarium, Plymouth, United Kingdom.

The analysis was funded by a NERC Knowledge Exchange Fellowship.

Nida Alfulaij from People’s Trust for Endangered Species (PTES) said: “PTES is proud to have supported

this research which compares and contrasts the movement of so many different individual turtles in the same region.

“The findings provide really detailed insights into the ecology of a species that is not easy to study.”

2020 Atlantic hurricane season on pace to rival 2005 for total storms WILFRED is the last name in the alphabetical list designated for the 2020 Atlantic hurricane season, and with tropical threats looming and development expected to continue at a record-setting pace, it will soon be given to the next storm to emerge.

Forecasters say the Greek alphabet is likely to be tapped by late this week or next week.

Cristobal and each system from Edouard through Teddy has set a record for the earliest tropical storm for their respective letters in the Atlantic. This trend will likely continue through the rest of the season, AccuWeather meteorologists said.

The last and only time the Greek alphabet was used was during the historic 2005 hurricane season that brought devastating storms such as Emily, Katrina, Rita and Wilma.

During 2005, six Greek letters from Alpha to Zeta were used with a total of 28 named systems. There is a list of 30 Greek alphabet storm names available to be tapped from Alpha to Omega.

“There are three main areas being monitored for tropical depression formation on Wednesday,” according to AccuWeather’s top hurricane expert Dan Kottlowski.

The system most likely to form first of the bunch was a strong tropical disturbance centered a few hundred miles south of the Cabo Verde Islands, which are located off the northwest coast of Africa.

“This Cabo Verde disturbance will move westward the next several days and could become a tropical depression and then perhaps Tropical Storm Wildfred within the next few days,” Kottlowski said.

Current projections take this Cabo Verde system northeast of the Leeward Islands, but until a center

forms and the system can be reliably tracked, people in the Leewards should closely monitor the feature.

Even if the Cabo Verde feature fails to form, there are other candidates out there that could snag the name Wilfred and potentially the first letters in the Greek alphabet.

One such system, currently a non-tropical storm located to the northeast of the Azores, could acquire tropical characteristics in the next several days.

“The size of the system northeast of the Azores will make this transition rather difficult, so the chance for this to happen is low at this time,” Kottlowski said.

Meanwhile, close to North America, over the western Gulf of Mexico, a slow-moving disturbance caught the eye of AccuWeather meteorologists this past weekend.

Barbados to become Republic, remove Queen as Head of State in 2021 BARBADOS has announced its intention to become a republic and remove Britain’s Queen Elizabeth as head of state by November next year.

Governor-General Dame Sandra Mason gave the update this week at the opening of a new parliamentary session in Bridgetown.

Dame Sandra said the administration of Prime Minister Mia Mottley, will take the “next logical step” to make Barbados into a republic in time for the country’s 55th anniversary of independence in November 2021.

The governor general is dutybound to deliver the speech prepared by the political administration.

In 1998, a Barbados constitutional

review commission recommended republican status and in 2015, then Prime Minister, Freundel Stuart said his administration would have implemented the recommendation.

Most Caribbean Community (CARICOM) states maintained formal links with the British monarchy after gaining their independence.

If Barbados goes through with its plans, it will join Trinidad and Tobago and Guyana as members of CARICOM’s ‘Big Four’ to sever ties with the monarchy.

Various administrations of Jamaica, the fourth member, have repeatedly said they would make Jamaica into a republic but no steps have been taken do so.

Governor: no reason to postpone Bermuda election THE Governor has confirmed that there is no reason to delay the General Election next month.

John Rankin said: “I am grateful to all those who have worked so hard to get the island back up and running quickly following Hurricane Paulette and do not see grounds under current circumstances to postpone the General Election on 1 October.”

He was speaking on Tuesday after Marc Bean, the leader of the new Free Democratic Movement, said before Hurricane Paulette hit the island that consideration should be given to pushing back the date of the poll.

The Governor has the power under election laws to postpone an election and call another one no more than 30 days later in the event of a hurricane or other significant events.

David Burt, the Premier, said: “We do not believe that there’s any need for the postponement.

“I think what this hurricane, and also the pandemic, has shown us is that Bermuda works best when we work together and we come across party lines to make sure that we take care of the divisions inside of our society.”

He said that “prolonged division” was the last thing the country needed.

Mr Burt added: “If there was any thought that a fair election could not be held, the Governor would act in his discretion.”

Some candidates were also concerned about Tropical Storm Teddy, which advanced forecasts showed will become a major hurricane before the weekend as it moves closer to the island.

The Bermuda Weather Service said there was “large uncertainty” about how close it could get.

Mr Bean said that he was “very grateful” that the country was “relatively unscathed” by Monday’s hurricane.

Hurricane Teddy, which was scheduled to become a major hurricane on Thursday, is set to pass near Bermuda on Monday as a category two hurricane.

He added: “That’s something to be grateful of and give thanks for but it also highlights the risk of having elections during hurricane season.”

But Mr Bean, who will face the Progressive Labour Party’s Kathy Lynn Simmons and Jeff Sousa, of the One Bermuda Alliance, in Sandys

North, pointed out the potential impact of Atlantic storms such as Teddy was unknown.

He said that was why the FDM had said that it would be “wise” for the Governor to “seriously consider making adjustments or postponing the election”.

Mr Bean added: “This was prior to Paulette coming and going.

“Now, because it has come and gone still doesn’t negate from the fact that the Governor should seriously consider these options.”

He said the storm was “just an added disruption to the lives of the people of this country”.

Mr Bean asked the Governor and the Government on Saturday to make sure there were “contingency measures in place to mitigate the potential impact” of Hurricane Paulette on administration of the election.

He added then: “Given the immediate feedback from potential voters and the prevailing uncertainty of the emergency preparations, the FDM believes it is more than reasonable to consider postponing the General Election date in order to give the candidates and the people of Bermuda a proper time frame to exercise their right to vote.”

Bahamas: First Covid-19 vaccines for key staff THE country’s most vulnerable population, including medical workers, will be among the first to receive a COVID-19 vaccine when it becomes available, Health Minister Renward Wells said on Monday, as he revealed the government would have to pay an initial $2m down payment to secure 80,000 vaccinations.

Speaking during his ministry’s COVID-19 press conference, Mr Wells said the Pan American Health Organisation will secure the vaccines, suggesting it was acting as an intermediary to ensure smaller nations can acquire it as first world countries are in a better financial position to secure them.

“The Pan American Health Organisation is going to secure any potential COVID vaccine for the Bahamas,” Mr Well said when asked about the government’s plan to acquire vaccines.

“The World Health Organisation has required that all countries that would be seeking the COVID-19 vaccine, one that has the capacity to be able to do what we expect it to, that every country put a down payment so to speak to ensure that at least 20 percent of its population (can receive it).

“The Cabinet of the Bahamas has taken a decision to move forward with that.

“We do secure our vaccines through the WHO via PAHO and we’re guaranteed to receive enough vaccines in the first tranche

to vaccinate 20 percent of our population, which if you’re looking at 400,000 persons is about 80,000 individuals.

“The overall cost is going to be somewhere in the area of perhaps $2m initially and at the outset what we will do is we will seek to vaccinate those who are most vulnerable — healthcare workers, along those lines.

“But because there is such a demand for a potential COVID vaccine, and you understand that first world countries, because their monies are long and deep, have the capacity to be able to purchase upfront more so, but the World Health Organisation is securing and ensuring that all countries have an

opportunity to receive the vaccine and there is a global agreement among all countries that we will receive at least 20 percent initially to secure our populations.”

On Monday officials said confirmed cases in the country now stand at 2,974. Of that number, 1,344 have recovered, with 1,545 cases active. Additionally, 72 of the active cases are in hospital.

The bulk of cases are in New Providence where there have been 2,113 confirmed cases. Grand Bahama follows with 597, Abaco 100, Bimini 54, Exuma 24, Inagua 17, Berry Islands 15, Eleuthera 12 and eight each on Cat Island and Long Island, seven on Acklins, five in Crooked Island, three in Andros,

three in Mayaguana and 108 cases with pending locations.

There have been 75 deaths from COVID-19 and eight are under investigation. Of the deaths, 45 or 69 percent were in New Providence, 14 or 22 percent in Grand Bahama and three percent in Bimini. Officials said 130 children or adolescents have tested positive, accounting for four percent of overall cases.

Also at the press conference, Chief Medical Officer Dr Pearl McMillan revealed that in this second wave of COVID-19, there were 27 times more cases than the first round of cases.

Dr McMillan said New Providence now accounts for the largest number of new COVID-19 cases each day, with data showing that cumulative cases continue to reflect increases in the capital.

However, she said, new cases on the island have been on a decline.

On average for the last week, Dr McMillan revealed that 40 new cases are being reported in New Providence per day.

“Specifically by island, for New Providence which has the highest population density we had 76 cases in the first wave. At this point in the second wave COVID-19 cases now stand at 1,797, which is almost 24 times more than the total cases seen in the first wave.

“Grand Bahama recorded a total number of eight cases in the first

wave. So far for this wave our second city has a total of 603 cases, which is 75 times more than their total cases in the first wave.

“Bimini had four times more total cases in the second wave compared to the first.

“The first wave we confirmed cases only on three of our islands.

On the contrary during this wave, COVID-19 has impacted a larger proportion of our Family Islands and cays as referenced on the Ministry of Health’s dashboard.”

She said contact tracing continues, with officials identifying almost 8,000 connections in the second wave.

The ministry continues to retool the process to ensure the shortest possible time between confirmation of a positive test result and notification of a newly diagnosed case, Dr McMillan said.

While there continues to be new cases almost daily, officials have repeatedly touted the success of the latest lockdown in Grand Bahama.

However, asked if officials made the right decision to reopen most businesses in New Providence despite rising cases, Dr McMillan said lockdowns are not sustainable.

“Whether or not we opened everything or just a few things certainly what we require to happen as we move forward is that we follow the necessary public health measures in order to decrease the likelihood of spread.

Jamaican church leader says Barbados on wrong path with same-sex civil unions NEWS that Caribbean neighbour Barbados has indicated that it is “prepared to recognise a form of civil unions for couples of the same gender” and will be going to the country of almost 300,000 citizens in a referendum to settle the matter has been met with revulsion by key Jamaican church groups.

President of the Jamaica Evangelical Alliance (JEA), senior pastor of Hope Gospel Assembly Dr Peter Garth, speaking with the Jamaica Observer this week, questioned what he said appeared to be a foregone conclusion based on the pronouncement of the country’s leadership.

The country’s Governor General Dame Sandra Mason, in a speech signalling the opening of the new parliamentary session, said the Administration of Prime Minister Mia Mottley will allow citizens to decide through a referendum whether same-sex civil unions will be permitted.

“My Government is prepared to recognise a form of civil unions for couples of the same gender,” Dame Sandra told legislators, adding that this would “ensure that no

human being in Barbados will be discriminated against in exercise of civil rights that ought to be theirs.

In a civil union same-sex couples are given legal right to the same status and privileges granted to heterosexual married couples”.

“If you are going to have a referendum what is the purpose if you have already decided? What if 90-odd per cent of Bajans are not in favour, are they still going to go ahead with it? The referendum would be a farce,” Reverend Garth noted.

“If they go to referendum, my prediction is the vast majority are going to say no. The Government by force can go to a conscience vote and have them passed, but the people of the country are not going to have it.

“I think Barbados is on the wrong road and what it is going to cost them is frightening,” Reverend Garth stated.

The JEA president said the body remains as one in its position on the matter since the previous Government indicated that it would be going to the populace in a referendum on the same issue.

“While there are some issues that there is a divide when it comes to the

“The JEA is not standing for that, and we will resist to the maximum level authorities so given to marry

persons who are same sex. We are not going to do it. They have the power, they can remove our licences and they are free to do so, but we are not going to do it,” he told the Observer.

Added Reverend Garth: “It is totally opposite to our family values and what we have been taught in scriptures. I look at it also from a psychological and medical

perspective and nobody has been able to show any scientific research to show that anyone was born that way. They have not put that evidence on the table.”

Meantime, general secretary of the Jamaica Baptist Union Reverend Karl Johnson said, while not knocking Barbados for its decision to put the matter to referendum, there was no denying foundational truths.

“If Barbados is going to put it to a referendum, then one cannot fault a country for asking its people where their mind is. I have always said that the Christian community must organise itself and have a position on a lot of these issues, be they of a moral, sexual nature or around corruption. We have to think about those things.

“My conviction in this is that I still affirm that God’s intention is for intimate relations to exist between male and female. They [Barbados, based on the report] do not seem to be calling it a marriage, because a marriage speaks to a certain covenantal arrangement grounded in the divine purpose, and so I take note of the fact that they are calling it a ‘union’,” he stated.

Waterloo features in book of historic Crown properties THE EARLY 19th century Waterloo building in Grand Turk features in a new book showcasing more than 50 vice-regal residences of the Crown across the world.

The book, launched on Friday (September 11), highlights historic properties in British commonwealth realms, Crown dependencies and overseas territories.

Writer and photographer Jeffrey Hyland created ‘Government Houses: Vice-Regal Residences of the Crown’ containing 250 photographs of the unique exteriors and interiors.

The 175-page book brings this exclusive group of official residences together for the first time, and explores the relationship between the royal family and these government houses.

Hyland said: “Government houses play a central role in the official and ceremonial life of each of these Commonwealth nations and territories, hosting receptions, investitures and formal ceremonies as well as garden parties and charity events.

“This book on government houses explores these unique residences and their relationship with the British royal family from the time of Queen Victoria to the present day.”

Having been interested in royalty since an early age, Hyland was inspired by a visit to government house in Sydney’s Botanical Gardens in New South

Wales, Australia.

His book explores more than 50 buildings, most of them still in use by governors, governors-general and officials.

“Many of these official residences continue to play host to visiting members of the royal family on their overseas royal visits today,” he said.

“Queen Elizabeth II has visited more government houses than any other member of the royal family during her many travels around the Commonwealth.”

Entries for each of the government houses provide an overview of its history and architecture, the unique features of the residence, and any special events or visitors with particular reference to royal visits or occupants.

Although Hyland was not able to visit the TCI to see Waterloo in person he employed the services of professional photographer Andrew Mann to take photographs.

He wrote: “The official residence of the governor is located on Grand Turk, and it was named Waterloo after the famous Napoleonic battle of the same name fought in 1815, the same year that the property was built.

“Its design is in the traditional Bermudan style, with one wing and an open-air kitchen, characteristic of the Caribbean region at the time.”

He explained that in 1857, James Misick, the owner of Waterloo,

sold the property for £1,046 to the British government.

It had been looking for a residence for the Crown’s viceregal representative in the TCI, then known as the president.

In 1873, the Islands became a dependency of Jamaica at the request of the local people and the monarch was no longer represented by a president but by a commissioner, who reported to the governor of Jamaica, and who lived at Waterloo.

After Jamaica became independent in 1962, responsibility for the TCI fell to the governor of the Bahamas, who nominated administrators to represent the Crown there and they continued to live at Waterloo.

However, when the Bahamas gained independence in 1973, the TCI received its own governor and has remained a separate autonomous British overseas territory ever since.

Biden says US trade deal hinges on UK ‘respect’ for Good Friday Agreement JOE Biden has said he will not allow peace in Northern Ireland to become a “casualty of Brexit” if he is elected US President in November.

The Democratic candidate said any UK-US trade deal had to be “contingent” on respect for the Good Friday Agreement.

Foreign Secretary Dominic Raab has been trying to reassure US politicians about the latest Brexit developments during a trip to Washington.

US Secretary of State Mike Pompeo said he trusted the UK to “get this right”.

But US Speaker Nancy Pelosi said there was “no chance” of a UK-US trade deal getting through the US Congress if the UK violated international agreements, undermining the Good Friday Agreement.

After a meeting with Mr Raab, the Speaker of the House of Representatives said the UK’s exit from the EU could not be allowed to “imperil” peace in Northern Ireland.

She said the lower house of Congress, which is currently controlled by her party, would defend the 1998 Good Friday Agreement as a “beacon of hope for peace-loving people throughout the whole world”.

And Mr Biden, who is going up against US President Donald Trump in November’s election, tweeted.

“We can’t allow the Good Friday Agreement that brought peace to Northern Ireland to become a casualty of Brexit. Any trade deal between the US and UK must be contingent upon respect for the Agreement and preventing the return of a hard border. Period.”

Brexit is high on the agenda at the Washington meetings, after the Internal Market Bill cleared its first parliamentary hurdle earlier this week.

The proposed law would give the UK government the power to override part of the Brexit withdrawal deal which Prime Minister Boris Johnson agreed with the EU last October.

It now faces further scrutiny in the House of Commons, and also needs to be passed by the House of Lords.

If the law comes into force, it would breach international law - a prospect that prompted an angry response from senior figures in the US last week.

On Tuesday, four senior congressmen also issued a similar warning, saying a UK-US trade deal would be blocked if the UK failed to preserve the gains of the Good Friday Agreement.

In a letter to Mr Johnson, the four congressmen said the plans to give ministers powers to override part of the UK’s exit agreement - designed to avoid a hard Irish border - could have “disastrous consequences for the Good Friday Agreement and broader process to maintain peace on the island of Ireland”.

“We therefore urge you to abandon any and all legally questionable and unfair efforts to flout the Northern Ireland protocol of the withdrawal agreement and look to ensure that Brexit negotiations do not undermine the decades of progress to bring peace to Northern Ireland,” the letter added.

The letter was signed by Democratic congressmen Eliot Engel, Richard Neal, and Bill Keating, who all chair committees in the US House of Representatives, as well as Republican Congressman Peter King.

However asked about the bill at a joint UK-US press conference Mr Pompeo said: “We trust the UK, we know the complexities of the situation, I have great confidence they will get this right.”

Mr Raab said “the threat to the Good Friday Agreement comes from the EU’s politicisation of the issue”.

He defended the bill as “precautionary and proportionate” adding “what we can’t have is the EU seeking to erect a border down the Irish Sea between Northern Ireland and Britain”.

Asked earlier about the letter from US politicians, UK Prime Minister Boris Johnson said: “I think when they understand what we are trying to do they will share our ambition and concern which is to protect the peace process.

Former Democrat congressman Bruce Morrison, who co-chairs a committee of American politicians dedicated to protecting the Good Friday Agreement, accused the UK of reneging on its withdrawal agreement with the EU. He told BBC Radio Ulster: “That deal recognised the importance of the open border on the island of Ireland, and now some of that agreement is being taken back or sought to be taken back by unilateral action by the UK. “Anything that says ‘well we made a deal once, but it’s inconvenient now and we’re going to recede from that agreement when Northern Ireland is at stake’ - we think that’s a threat,” he added.

In his talks on Wednesday, Mr Raab argued that the government’s plans are precautionary and proportionate - and in response to what ministers describe as threats from the EU to block food imports.

Sally leaves 550,000 without power in US TROPICAL Storm Sally has left more than half a million Americans without power as its torrential rains and storm surges lashed the US Gulf coast.

Sally weakened after it made landfall as a Category 2 hurricane on Wednesday, but the slow-moving storm continues to batter Florida and Alabama.

One person was killed and hundreds were rescued from flooded areas.

Pensacola, in Florida, was badly hit, with a loose barge bringing down part of the Bay Bridge.

“Catastrophic and life-threatening flooding continues over portions of the Florida Panhandle and southern Alabama,” the National Hurricane Center (NHC) said.

The storm has brought “four months of rain in four hours” to the city, Pensacola fire chief Ginny Cranor told CNN. One person died and another was missing in the town of Orange Beach, Alabama, the mayor said without giving further details.

Sally made landfall at Gulf Shores, Alabama, at 04:45 local time on Wednesday, with maximum wind speeds of 105mph (169 km/h).

The storm later become a tropical depression with winds decreasing to 35mph, but it has been the torrents of rainfall and high storm surges that have caused most damage.

As the storm moved north from the coast, some 550,000 residents in affected areas were left in the dark on Wednesday night, according to local reports.

Sally is one of several storms in the Atlantic Ocean, with officials running out of letters to name the hurricanes as they near the end of their annual alphabetic list.

The latest on power cuts from the poweroutage.us website lists some 290,000 customers without electricity in Alabama and 253,000 more in Florida.

As well as pylons being brought down, many trees were uprooted.

Rain appeared to fall sideways in Alabama, which led to submerged roads as the storm inched ashore.

Other areas along the coast were also affected, with beaches and highways swamped in Mississippi and lowlying properties in Louisiana covered by the rising waters.

Alabama, Florida and Mississippi all declared states of emergency ahead of the storm.

John De Block, at the National Weather Service in Birmingham, Alabama, told the New York Times that Sally was drifting “at the speed of a child in a candy shop”.

Brexit: PM in compromise with Tory critics over Internal Market Bill NO 10 has reached a deal with some of the Tory MPs unhappy with plans to give the government the power to override parts of the UK’s Brexit agreement.

Boris Johnson has agreed to amend the Internal Markets Bill, giving MPs a vote before he could use the powers in it that would break international law.

The move could head off a potential rebellion over the issue next week.

But Labour said the UK was on course to break its word, as a senior government legal officer quit over the issue.

Lord Keen, Scotland’s Advocate General, stood down after days of speculation about his future.

In his resignation letter, he told the PM: “I have found it increasingly difficult to reconcile what I consider to be my obligations as a Law Officer with your policy intentions.”

The statement claims that on the Tory benches there is “near-unanimous agreement that the government must be able to use these powers as a final resort, that there must be legal certainty, and that no further amendments are required on these powers”.

It adds that the government will table another amendment “which sets clear limits on the scope and timeliness of judicial review into the exercise of these powers”.

Mr Green urged the government to focus on settling the terms of its future economic partnership with the bloc before the 15 October deadline set by the PM. The bill has provoked a backlash from the EU, which has threatened legal action - and the possible suspension of trade talks - if it is not withdrawn.

And Labour’s shadow business secretary Ed Miliband said his party would continue opposing the legislation.

Responding to the joint

statement he said: “This does not fix the problem of breaking the law, damaging our reputation around the world and damaging our future prosperity.

“We need a trade deal with Europe and that is what we were promised.

Breaking our own word and the treaty the prime minister signed puts that at risk.”

Defending the bill earlier during an appearance before a committee of senior MPs, Mr Johnson said he believed the EU may not be negotiating with the UK in good faith over the agreement’s implementation.

Pressed by Labour’s Hilary Benn on whether he thought the EU was negotiating in good faith, he said: “I don’t believe they are.”

This contradicted Northern Ireland Secretary Brandon Lewis, who earlier told MPs he believed the EU was acting in good faith.

When that was put to him, Mr Johnson said it was “always possible that I am mistaken and perhaps they will prove my suspicions wrong”.

Both sides have a duty to act in good faith under Article 5 of the withdrawal agreement - but it is difficult to demonstrate a lack of “good faith” or “best endeavours” - another phrase enshrined in the treaty.

The legal definition of “good faith” is stronger than the generally accepted meaning of the words.

Child rapists will also be listed in a sex offenders register to be published in the media.

The governor confirmed he had signed the law in a tweet on Wednesday evening.

Kaduna is the only state in Nigeria with such legal provisions on rape.

A SALT Lake City cop was charged with aggravated assault on Wednesday for ordering a police dog to attack a Black man lying on the ground during an April arrest, authorities said.

Officer Nickolas Pearce, 39, repeatedly encouraged the K-9 to blitz Jeffery Ryans while cops responded to a domestic violence call on April 24, according to charging documents filed by the Salt Lake County District Attorney’s Office.

Pearce was suspended from duty in August after the Salt Lake Tribune published a 97-second body-camera clip showing Ryans writhing in pain on the ground as the police dog attacked.

“Why are you doing this?” Ryans, 36, yells in the video. “Why are you biting me?”

Ryans screams out in pain repeatedly during the jarring video before he is handcuffed in the grass.

After the attack, Ryans was left with a pair of wide lacerations that required medical care, according to a four-page probable cause complaint filed by prosecutors.

The Salt Lake City Police Department said in a statement on

James sets record with 16th selection to All-NBA team LOS Angeles Lakers star LeBron James made history Wednesday when he was named to a 16th AllNBA team in his 17-year career, which snapped a tie with Hall of Famers Tim Duncan, Kobe Bryant and Kareem Abdul-Jabbar for the most in league history.

While Gobert can make more money in the future, Siakam and Simmons both are able to make more money now as a result of their respective selections. Because Siakam was selected to the All-NBA second team, the contract extension that he agreed to last summer jumped from being 25% of the amount that the salary cap is set at after this season to 28%.

Simmons, who also agreed to a contract extension before this season, also had his deal increase to 28% of the salary cap by making AllNBA third team.

Bolt’s birthday party probe on track IT WILL take at least another 10 days for the Jamaican police to complete investigations and present a case to the director of public prosecutions (DPP) into last month’s surprise birthday party for sprint legend Usain Bolt that reportedly breached COVID-19 risk management protocols.

Days later, Bolt was confirmed COVID-19-positive.

Both Prime Minister Andrew Holness and Health Minister Christopher Tufton declared there would be no special treatment for the superstar, and that an investigation would be launched into the event following a viral video of Bolt and guests dancing and singing at the party held at the Football Factory in St Andrew to celebrate his 34th birthday.

But unlike 37-year-old Denham Town resident Dayne Mitchell, who was pulled from under a bed by cops within hours after posting a video online disrespecting the prime minister and blatantly disobeying curfew orders in the early days of the local COVID-19 outbreak, the police say they are taking their time with this probe.

Last Friday, Anthony McLaughlin, superintendent in charge of the Counter-Terrorism and Organised Crime unit, said sleuths were still resolute, even though the superstar is in isolation recovering

from COVID-19; and even though some visiting patrons had already returned home overseas.

“An investigation is still ongoing into the breach of the Quarantine Act. Although a permit was granted, we still want to find out whether the social-distancing rules were breached, and then with those who came into the country, we still want to find out if they actually breached the quarantine rules,” McLaughlin told The Sunday Gleaner.

“We will prepare the file and send it to the DPP. There is a wide range of things that can be done. I wouldn’t get into them now, but once we have prepared a file and sent it to the DPP, if there are breaches, it doesn’t matter where they (persons) are, they can be sanctioned. I’m hoping that within another two weeks or so we can wrap up the investigation,” he continued, adding that Bolt’s party was not the only high-profile event currently under police scrutiny.

When pressed, McLaughlin could not say with surety possible sanctions that could be brought against any international visitor to the island who violated quarantine orders to attend Bolt’s party. This came as no surprise to renowned constitutional lawyer Dr Lloyd Barnett, who suggested that the police, for the most part, were bluffing.

While there was temperature screening, mandatory sanitisation, and mask-wearing upon entry to the event, social-distancing and mask-wearing protocols were later ignored, sparking criticisms from the wider public.

Bolt and his executive manager Nugent Walker have shied away from commenting on the police investigation openly. Contacted Friday, Walker was still tight-lipped.

“If you want to write that you checked and that Bolt is in good health, I have no problem with that, but nothing else in regard to what the police are doing or not doing. I have no comments on that,” offered Walker, a pale contrast to sentiments shared by other friends of the superstar’s family.

“The minister came out and said that COVID-19 positive cases are spreading among the upper echelons

of society. So let us put him (Bolt) in that category, it wouldn’t be him one then! So who else is going to be under investigation? What is happening with the rest of the people, the friends of ministers in Jamaica?” one person close to the track legend said.

Another said curtly: “The party is being investigated? You will have to speak back to those doing an investigation because I am not aware of that. I don’t know why there would be an investigation. Did he do something wrong?

Sports Commission’s infrastructural work intensifies THE NATIONAL Sports Commission is not allowing the Covid-19 pandemic to slow it down—in fact it has been hard at work with a number of infrastructural projects over the last few months and according to Director of Sport Jarrett Forbes, the intensity will continue into 2021.

Mr. Forbes indicated that renovations to several sports and recreational facilities across the islands are currently ongoing.

THESE INCLUDE: Development of a Sports Performance Centre, Providenciales Installation of artificial turf and bathroom and storage block to the Grand Turk Parade Ground Phase one refurbishment works to the Leeward Green Park Refurbishment of the Gustarvus Lightbourne Sport Complex and Down Town Ball Park Resurfacing of outdoor play courts across the TCI:

TCIFA enters phase one of re-opening THE TURKS and Caicos Islands Football Association (TCIFA) has entered Phase One of its re-opening, which means that its offices will be opened and some training will resume.

According to information from the FA, the Men’s National Football team, who are scheduled to compete in the Qualifying Campaign for the 2022 World Cup in March, have commenced training.

Initially the battle between

TCI, Haiti, St Lucia and Central American sides Nicaragua and Belize were scheduled for October and November, but regional body CONCACAF later postponed all the qualifying battles to give the teams time to prepare.

The TCIFA is observing all health protocols during the pandemic and has maintained that the re-start of the world’s top sport would be done in a safe and sustainable manner.
