Old curfew imposed again for Providenciales BY OLIVIA ROSE THE FORMER 8pm to 5am curfew has been imposed again in Providenciales due to a dramatic increase in Covid-19 cases over the past two weeks. From Thursday (July 9) until July 20, residents have to be at home throughout the evening and night or risk being charged by the police for violating the curfew. In addition, all businesses across the island must close their doors at 6pm, while the reopening of hotels, restaurants, bars, gyms and spas has been pushed back until July 20. Beach and water activities are now also limited to four persons from the same household. Speaking at a press conference on Wednesday, Minister of Health Hon. Edwin Astwood revealed the new measures. He said that every person on the island of Providenciales shall, during the curfew period, remain confined to his place of residence (inclusive of the yard space) to avoid contact outside of their family. This is except for essential travel to and from the doctor or hospital, an attorney, for travel to and from a

police station, or essential workers, who are directed to report to work by the person in charge of the service. There will be a delay in reopening of certain businesses which were scheduled to reopen on July 6, he said, and shall now remain closed until July 20 at 5am. The businesses referred to include hotels, dine in restaurants, casinos, bars and discotheques, and gyms, spas and fitness centres. Astwood also said that no social gatherings of any description will be allowed with people living outside of the same household. Restrictions were also reinstated for domestic travel. A person desirous of returning to his home in Providenciales may travel from any of the other islands into Providenciales. However, from June 30 until July 20, except for essential travel, a person shall not be allowed to travel from Providenciales to any of the other islands. People in high risk categories such as the elderly and those with underlying ailments were reminded to shelter in place. The minister revealed that new cases were discovered almost daily

Minister of Health Hon. Edwin Astwood announced new measures this week

for the past two weeks. In his sobering remarks Astwood said: “Covid-19 is most likely to be with us for the next 18 months to two years in some form or the other, we need to adapt to our new norm.” He called on residents to heed health guidelines and practice good hygiene tips in a collective effort to reduce the spread of the virus.

“It is critical that we all take the personal responsibility to slow the transmission of Covid-19. “That includes as mentioned before physical distancing, hand hygiene after touching high touch surfaces that might be contaminated and social distancing avoiding mass gatherings. “I cannot stress enough - these

measures will avoid your risk of exposure to the virus.” The latest test results catapulted the total positive cases in the territory since the pandemic began to 55 with two deaths. There have been 43 new cases of Covid-19 identified within the TCI since June 22 including one death.

Haitian boat enters TCI waters illegally A WOODEN boat from Haiti containing 39 people was spotted illegally entering TCI waters in the vicinity of French Cay last Saturday evening (July 4). The Royal Navy’s Wildcat helicopter, currently based in the TCI, tracked the sloop 3.2 miles from the island and

reported it to the Radar Station. Officers of the police force’s Marine Branch Unit were dispatched to the area on the motor vessel Sea Guardian and intercepted the boat before towing it to South Dock. At about 9.45pm, 29 men, nine women and one child were handed over to the

Director of Health Kenrick Kneely and his team for health screenings. They were then processed by officials from the Immigration Department and escorted to the Detention Centre for repatriation to Haiti, which took place on Tuesday (July 7).

Residents of family islands get freedom of movement BY DELANA ISLES THE FAMILY islands reopened their economies fully on Monday (July 6) but are still at a standstill as they watch the Covid-19 situation balloon in Providenciales. Providenciales - which is the hub of activity for the Turks and Caicos Islands - has had its own economic reopening postponed to July 20 and its curfew extended. That curfew was also tightened on Wednesday (July 8) from what was previously 10pm to 5am, to now 8pm to 5am as positive Covid-19 cases continue to rise. The full reopening of the family islands - namely North and Middle Caicos, South Caicos, Grand Turk and Salt Cay - means that residents can now dine-in at island restaurants, move freely around their island, travel among those islands, go to church, attend weddings and visit bars. All which entails life getting back to some semblance of normalcy, with one major exception - travel back from Providenciales. The Weekly News reached out to representatives on these islands to get a sense of how they are coping and what they think of the situation in Providenciales. SOUTH CAICOS District Commissioner Evette Cox stated that with the exception of people not being able to go to Providenciales, residents are doing well. “We are able to get cargo in, there is still ferry that runs, and there is still Lew 1 Shipping on which people are still able to get items in if they are able to find persons on Provo to do their shopping for them, and that has been pretty steady for the community of South Caicos.” In terms of monitoring the situation in Providenciales, Cox said they are all being very vigilant. “We are looking out for persons who may want to come in from Provo, we know that we may have one or two persons who may try to slip in and out to go to Provo and come back… we don’t have much control over that, as our borders are pretty open locally. “It’s not like you have to go through any security to get in and out of the islands with your local boats, but outside of that we are doing pretty good.” District Commissioner Cox said

Elected representative for Grand Turk, Hon. George Lightbourne told the Weekly News that people in Grand Turk are worried about the situation in Providenciales residents’ spirits appeared to be high as they are not restricted. “Our only lockdown is not being able to access Provo and of course though we may be able to access the other islands the airlines are not flying and so if there is any disappointment, it would be in that… as we are still no able to move freely between the open islands.” She added: “It seems like with Provo being locked down, everything is locked down for us like that, but outside of that we’re okay.” NORTH AND MIDDLE CAICOS District Commissioner, Cynclair Musgrove commended businesses in North and Middle Caicos for following the protocols that are in place as it relates to wearing masks and sanitising, and for customers conforming to the new normal. “We have people wearing masks, all of the stores are enforcing that and they are also using the hand sanitisers. “They are also adhering to social distancing so once we can just stay safe, stay away from Provo for now, it will be better.” Musgrove added that residents are taking the protocols seriously, with the exception of a few. As for welcoming visitors from Providenciales and international travellers back to North and Middle Caicos, the district commissioner said they are a bit worried.

“On one hand, we do realise that we have to open because of the economy, but at the same time we are cautious because we don’t know what we’re going to get once we reopen. “Some people are anxious and some people don’t know what to expect… it’s a catch 22 situation... while people are not coming here, as long as people are going into Provo we’re still at risk.” Access to North and Middle Caicos, like Salt Cay, takes place chiefly by ferry service. The district commissioner has one final caution for residents on Providenciales not to travel to the twin islands unless it is for essential purposes only. She said the community of North and Middle Caicos has a chiefly elderly population - which is more vulnerable to Covid-19. “I implore the public, if there is no essential need to travel on the ferry from Providenciales, please don’t.” She confirmed to the Weekly News that this is still happening, even as the Government has placed restrictions on non-essential travel out of Providenciales to the family islands. SALT CAY District Commissioner Almaida Wilson said Salt Cay is still at a standstill because of what is going on Providenciales. She stated: “The restaurants are still not really opening fully

because they are not getting no guests from other places. “But there are people coming from Grand Turk… but it’s not really different than what has been happening for the past two weeks.” Wilson added that Providenciales “has everything held up” for the entire country. “It’s summertime and the children can’t go to any of the other islands…” She is thankful for the travel

between Grand Turk and Salt Cay, as this has afforded residents the ability to attend special family gatherings - with all of the protocols being observed. “So we might find more of that coming for the summer, but as far as I can say we are still at a more crippled situation because of Provo. “We still have a good CONTINUED 

John Smith leaves TCI Airport Authority FORMER chief executive officer of the TCI Airport Authority John Smith left his post on July 1 after 13 years at the helm. The Grand Turk native joined the organisation on September 1, 2007 and went on to restructure the authority by focusing on staff development through training. Smith enabled the authority to recover from losing $3.5 million a year to generating $40 million within ten years, an Office of the Premier press release said. Premier Sharlene Cartwright Robinson awarded Smith with a plaque to mark his time with the TCI Airport Authority which recognised his “visionary leadership”. “My Government wishes to thank Mr John Smith for the service he has rendered towards the growth and development of the TCI Airports Authority and we do so on behalf of the people of the Turks and Caicos Islands,” the premier said. “As minister with responsibility, I am particularly pleased with the many capital projects that we have been able to realise together over these past three years.” Among the projects Smith completed over the past 13 years include the introduction of new routes, acquisition of a $70 million loan in 2011 and purchase of Provo Airport Company’s (PAC) shares of $30 million. He assisted with airside redevelopment at Providenciales International Airport of $40 million which now can accommodate Boeing 777. In 2013 he presided over the

completion of the extension to Providenciales International Airport valued at $10 million, in 2015 construction of South Caicos control tower, in 2017 a new 6x6 fire truck for South Caicos and in 2017 South Caicos aerodrome redevelopment worth $22 million. In 2019 Smith was head of the TCI Airport Authority which saw Salt Cay airside improvements valued at $4.5 million A fleet of aircraft Rescue and fire fighting vehicles were purchased for Providenciales International Airport this year valued at $2.5 million. Also this year, a contract was executed for a TCIAA office block in Providenciales valued $1.7 million, a contract executed for a new control tower and fire hall building for Providenciales valued $5 million. A contract was executed for the South Caicos terminal and combined services building, valued at $10 million and acquisition of new security baggage scanners for Grand Turk and Providenciales valued at $300,000. In 2019 construction commenced at Grand Turk fire hall. Restoration works took place at JAGS McCartney International Airport in Grand Turk after the 2017 hurricanes valued at $630,000. Smith also initiated works for new terminal building for Providenciales International Airport and led on negotiations for a joint venture agreement for North Caicos Airport operations.

TAKING CARE WHEN REOPENING BORDERS As of July 22, the TCI will join a growing list of Caribbean countries that are welcoming back leisure travellers with new guidelines implemented to curb the spread of Covid-19. All visitors will be required to have health insurance and proof of a negative Covid-19 test to avoid a two-week long quarantine. What are your thoughts?

A catalyst

We are missing an important point. Covid-19 is already here. We do not know to what extent because the testing was too slow off the mark and not extensive enough. To what extent we do not know but many foolish people are not adhering to the protocols and it is increasing. By admitting tourists and opening facilities this will serve as a catalyst to its spread and we simply do not have the facilities to cope. It’s a stark choice between money or lives as this is an undoubted killer and spreading; not enough is known about it either. The US and Brazil have ignorant and bellicose leaders refusing to accept these realities and look what is happening there. Let’s not follow suit!

Test on arrival

I think it’s a great idea, however the Government should make the rapid test mandatory upon arrival. Returning residents should be quarantined at a facility as opposed to doing so at home which would expose their family. On a tangent, work permits should not be granted for positions that Belongers ought to hold. Reduce the number of work permits issued for sectors or

professionals such as insurance agencies, realtors, bankers, hotel managers etc so that if we ever have to stimulate the economy, that money stays here.

A disaster

My thoughts are that unless the airport is able to screen incoming passengers for the disease effectively, unlike their inconsistent methodology in the spring, it may be a disaster for the country.

A moving economy

This is a good idea. Because the reality is the economy needs things to start moving. Lots of people from abroad have health insurance and some countries are doing testing now, so this is fine. However, the immigration situation must now more be looked into along with this because the disease will spread a whole lot more through a weakened immigration stand than through tourists.

Who is listening?

There are some critical steps that should long ago have been taken. First, protection of the domestic

population by way of having nationwide testing for everyone accompanied by a health card, requiring the same test once every 30 days for the next six months. In that way, the entire nation can be assured about its health status. So far as tourists coming, then fine, yet some with the virus will still slip through and the domestic population will become infected. However, if the domestic health strategy is in place then the TCI will be protected and we can cope. Finally, there should long ago have been two rapidly built quarantine centres - one in Grand Turk able to house at least 20 persons and one in Providenciales able to house 60 persons. These would be dual purpose buildings so when the virus is gone the buildings would be used for say a school, mental health unit or similar public use. Ideas come easy but who the hell is even listening much less doing what is necessary?

New cases identified almost daily in past weeks BY OLIVIA ROSE THERE have been 43 new cases of Covid-19 identified within the TCI since June 22 including one death. The latest test results have catapulted the total positive cases in the territory since the pandemic began to 55 with two deaths. Speaking at a press conference on Wednesday, Minister of Health Hon. Edwin Astwood spoke of the positive cases. He said that on June 22, the Ministry of Health was notified of two new cases of Covid-19 - a returning resident who had been quarantined and tested as a part of the repatriation protocol and a symptomatic community member with no known epidemiological link to a confirmed case. “A total of 25 primary and three secondary contacts were investigated, quarantined and tested as a part of the contact tracing strategy. One of the primary contacts has tested positive. “On June 25, a TCI resident who had attended an event with several other persons in the community, tested positive for Covid-19.” He explained that in this case contract tracing efforts revealed a total of 25 primary contacts and 77 secondary contacts, who have all been quarantined. Of these, a total of 12 primary and 11 secondary contacts have tested positive.

“On June 26 a symptomatic resident, who had been hospitalised, tested positive for Covid-19. No clear epidemiological link to a confirmed case was reported. “Contract tracing efforts have revealed a total of eight primary and five secondary contacts. One primary has tested positive. The case subsequently passed away.” He stressed that the number of cases identified over the past two weeks were as a result of the ministry’s aggressive contact tracing systems, and persons who contacted the Health Department with symptoms as well persons who were detained at the South Dock Detention Centre. “We have increased testing and have added an addition staff to strengthen and build the capacity of the Public Health Laboratory to respond to Covid-19.”

George Lightbourne told the Weekly News that people in Grand Turk are worried about the situation in Providenciales. “I think protocols should be put in place for persons who want to leave Provo and in fact any country outside of TCI. “Protocols should be put in place so that persons interested in coming to Grand Turk can be tested before they leave their respective islands or countries and tested again on their arrival to Grand Turk to maintain a

level of security and peace of mind for our people.” He said they should not have to rely on people saying they are going to quarantine when they land on the island, it should be mandatory that they are first tested. Hon. Lightbourne added that apart from this worry, his residents are happy that they have been Covid-19 free. Pointing to the cruise industry and the dependence of the island on it, the representative said that business, even though allowed to open, is slow. “The main companies in Grand Turk...have been forced to shut down and things as you would imagine - commercewise - are pretty slow.”

The health boss underscored that the ministry is still actively testing contacts and suspected cases. “I can say that for tomorrow’s dashboard there will be at least an additional 11 new cases “In addition, evaluations for persons testing positive on June 22, 25 and 26 are commencing in order to ascertain if those persons have fully recovered.

“We are expecting 27 returning residents from South Florida, who will be reflected in our dashboard quarantine numbers.” Even as the Government’s touted contact tracing system continues to yield results, health officials are experiencing a myriad of challenges with the process. Minister Astwood pointed out that a lack of compliance is one of the major issues. He explained that some individuals who were tested positive are reluctant to divulge information which makes it difficult to ensure that all contacts are identified, quarantined and tested in accordance with established protocols. Additionally, he disclosed that people are not calling the hotlines for various reasons. “Some out of fear, fear of discrimination, fear because they may be illegal, fear of the unknown. “It is critical to call the hotline

if you experience chills, repeated shaking with chills, muscle pain, headache, sore throat, and loss of taste or smell and even diarrhoea. “In some cases you will note that there are a lot more signs and symptoms than originally stated fever, dry cough, fatigue or shortness of breath. “If you know that you have been in contact with someone who has been diagnosed with Covis-19 call the hotline. “Even if you have no symptoms not everyone has symptoms together we can reduce and contain the spread of Covid-19.” From the onset of the Covid-19 pandemic, the territory has been mandated to report on cases through the UK International Health Regulations Focal Point. This information is then shared with the World Health Organisation and is updated regularly online along with information from all affected countries.

Royal Marines suspended after crashing vehicle TWO Royal Marines who were involved in a road traffic accident in the early hours of Wednesday morning (July 8) have been suspended from duty. According to Damian Wilson, press officer for the Governor’s Office, no other vehicle or person was involved and the marines were admitted to hospital with minor injuries. They were treated in the Emergency Department of Cheshire Hall Medical Centre and cleared to go the same day. A joint investigation by the Royal Military Police and the Royal Turks and Caicos Islands Police Force will determine the details surrounding the incident and break of curfew. “The immediate collaboration between military and civilian authorities to investigate this incident was impressive and speaks to the collaborative relationship developed over the preceding months,” the Governor’s Office said. The Royal Marines are among 29 paid for by the UK who arrived in the TCI in April to support the maritime police. The members of the UK’s elite fighting force joined the

20-member Security Assistance Team that was already on the ground in the battle against Covid-19 and illegal migration. Speaking at the time, Premier Sharlene Cartwright Robinson said the additional support from the UK was in response to a request from the Government. “We are grateful for this, and we must realise that this is not a normal assignment or the usual

approach by the military, and we believe that these times call for unusual approaches.” Governor Nigel Dakin in an Instagram post at the time said: “The arrival of the Royal Marines will allow the police to deploy more boats and deliver a different type of response. “It’s all designed as part of a layered approach to reducing the risk from Covid-19.”

The roadmap to reopening TCI’s economy

CONSIDERING the US president’s inept response to the coronavirus, the TCI authorities should reconsider reopening its borders so quickly and without any real plans. We are aware most of the visitors to the Islands are from North America, mainly the US, and considering that Trump has surrendered to the coronavirus and while the outbreak is escalating the TCI Government must examine this deeply. Noteworthy, an IMF report suggests that global economies are taking nose dives to disintegration. In fact, the IMF is forecasting a 6.1 percent fall in advanced GDP this year. They cited that global economies would enter a recessionary period worse than in 2009. Besides this, the institution is warning that world trade would contract by 11

percent. Ideally, the TCI must respond decisively, innovatively and jointly to suppress the spread of the virus, while addressing the socio-economic ruin that Covid-19 has brought to the region. While economic conditions are extremely vital, the health of the nation is more important for survival. However, the question about how to

reopen the economy is still hovering. First, the authorities must demonstrate the requisite capabilities to achieve public confidence - as purported by the IMF through testing, tracing, quarantine, supplies of face masks and other personal protective equipment. In addition to calibrating coherent priorities on which parts of the economy to reopen first.

In addition to, the reasons, taking into account both supply and demand factors, while addressing the urgency of delivering essential supplies, the capacity to pioneer protocols to safeguard employees and customers and the functionality of sectors to other parts of the economy. Evolution of war from bombs to bugs THE LESSONS taught in high school and college today have little emphasis on history and history’s lessons. They now slyly try to convince us that if the world would embrace some modern form of communism, the entire world population would be equally wealthy. There would not be any rich folk or poor folk. No one would have to work hard or think along creative lines. Just follow along government guidelines and be happy. I find this hard to understand as the disastrous results experienced by the countries who have gone the commie route. Yet here we are watching our big USA neighbour and our mother country’s citizen groups demonstrating to go that way. Burning buildings, breaking up other people’s properties, businesses, autos. They have used incidents of police abuse as trigger points. Is their method of lobbying logical? More than likely it’s the return of near total unemployment caused by the Chinese bat virus on these ill-informed souls causing them frustration.

The virus is just one of the causes of frustration caused by the unaffordable social programmes of US president Lyndon Johnson’s Great Society. No wonder the world’s democratic economies have lost track of what earning a living means. Johnson was also the Vietnam War president. He followed in the footsteps of president Harry Truman - the atomic bomb and Korean War president. Before that, presidents Woodrow Wilson and Franklin Roosevelt ruled over two world wars in six terms as US leaders. All these 20th century presidents were members of the USA Democratic Party. These early wars were the shooting-

bombing types. Millions of people killed and maimed. Governments and private citizens now spend millions treating disabled veterans. What if that money had been spent on cancer research? One example of mistakes of the past was selling scrap metal and rubber to Japan by billions of tonnes leading up to WWII. Another mistake made after WWII was buying trillions of gallons of expensive oil from the once poor Middle East countries whose people have attacked the USA World Trade Center and created all kinds of trouble. One insists on having its own stock of nuclear weapons. Interesting is that

in the last three years we have found enough oil to furnish our needs nearby in the USA. Back in 1945 it took two atomic bombs to get Japan to surrender. When they laid down their guns that country was in absolute starvation. General Douglas MacArthur had to save them using USA military stores. This eventually led to Japan unrestrained selling products including Japanese cars, trucks and construction equipment back to the USA, UK and the TCI which caused the first round of USA and UK unemployment. Over the last 70 years, China has been selling our people their products through Walmart, Amazon and other big retailers. Their governments are using our dollars to buy our land, businesses and media. They are ready for the next step to own the rest of the UK and USA as one big happy commie nation. Their people don’t want it - only the commie leaders. We all have bigger hydrogen bombs now so regular warfare is not an option. Hence a bio war. The virus.

Stranded residents back home in TCI BY DELANA ISLES SCORES of Turks and Caicos Islands residents who were stranded in Florida for a week as confusion about return flights over spilled into online complaints, are now safely home. On Wednesday afternoon (July 8), a Provo Air Centre flight chartered by the Government safely landed at the Providenciales International Airport with the passengers. The confusion began on Wednesday, July 1, when residents were denied entry to the TCI without explanation by local health authorities. It happened just as they were ready to board a Covid-19 rescue flight on InterCaribbean out of Florida. Some of the passengers had bought their own tickets while others had their flight airfare paid for by the National Health Insurance Plan (NHIP). Minister of Health Hon. Edwin Astwood reported the same day to local media houses that he was reviewing the passenger list to ascertain why the denial was issued. He reported: “In reviewing the list of persons scheduled on the flight, the majority are NHIP patients and the remainder is in possession of a recent Covid-19 negative test result. “Also included are three mothers with new-born babies. In addition, most stated that they would be able

to quarantine at home (being in possession of their recent negative Covid-19 test). “I am recommending that the flight be granted leave to enter the TCI tomorrow (Thursday) afternoon, bringing the returning residents.” But that did not happen and the residents were once again stranded for another week. Over the ensuing days, the stranded residents reached out to the Government on social media in their own press statement. It read: “I write this on behalf of all the Turks and Caicos Belongers and residents who have been left stranded in Florida after Thursday’s cancelled flight. “We implore you to take action to help us out. It is now day five and we have yet to have any communication, any response from anyone in Government on helping

us return home. “It has been three days since you released a statement saying you were making plans to help us, and still no one has reached out with a plan, with timelines, or with help while we are stranded. Nothing has been done.” The statement went on to list some of the people who are affected by the situation. “A mother, sent here by NHIP, who has brand new twin babies left at the airport with no help or news, forced to seek shelter at a friend’s while her aunt who is helping had to go elsewhere. “A mother, her partner and brand new baby, also stranded with no support and a sweet baby needing formula, diapers and help. “Another mother with a new baby, sent here by NHIP and left stranded with no help or plans to get home. “A woman who came for treatment through NHIP for a blood clot for lung, stuck in a hotel, taking heavy medication, in the heart of a pandemic, when she should be somewhere safe “A gentleman who came here to have surgery and now who cannot get home to help his wife who is caring alone for his one and threeyear old children. “A family of three who came

here to mourn the passing of their father and are now stuck in a hotel, at a huge expense, with no other support. “A well-respected doctor on island who had to leave to help an ailing father and now wants to return to her patients and practice. “A woman/wife who wants desperately to return to her husband who just had emergency surgery in Providenciales and has no one to help care for him. “A husband and his wife who had to come to Florida for major

surgery in May and has been stuck in Florida since, who want to return to their home.” On Wednesday (July 8), a resolution was finally reached and Premier Sharlene Cartwright Robinson confirmed that another flight had been chartered to bring the residents home. She stated: “The incident which caused our fellow residents to be left back initially is still under review and I have no further information to share. “Our focus has been to secure the requisite clearances and approvals and these are now in hand and all protocols have been met. “During the last few days, I have personally attempted to reach out to all those affected and express my regret of their experience.” Premier Cartwright Robinson thanked the various officials who have granted the relevant approvals to ensure that the residents can get back home. She stated: “We are cognisant that these are extraordinary times, and as a consequence, it is our ongoing commitment to deal with such matters with all necessary humane considerations.”

No police record privileges for anyone NO PRIVILEGE will be granted to any individual or company on applying for a police record certificate, the Royal TCI Police Force has said this week. The statement came after the force was made aware of an advert on Facebook of a company offering to conduct services on behalf of applicants. “Please be advised that no such arrangements have been made with any individual or company,”

a statement from the police press office said on Monday (July 6). “The RTCIPF will not grant special privileges to a particular company over any other individual or group of persons requiring our services.” Except for special circumstances where a person is authorised to apply on behalf of an individual domiciled abroad, a child or a sick or infirmed patient all applicants must apply in person.

There is the need to demonstrate how the authorities would manage the movements of people across borders to lessen the risk of further outbreaks, which complements opening-up measures. At minimum, a successful border plan necessitates close cooperation with the TCI’s approximate neighbours and both the TCI’s and its neighbours’ plans should depict a broader global reopening strategy. For public support, the

authorities must communicate its final plan in a way which illustrates not only that the plan is adept but to incorporate the notion that prompt adjustments may be necessary as the plan progresses. My take is, no ‘opening up’ plan is likely to succeed unless it commands the conviction of all the main actors in the economy - consumers, firms, employees, investors and local authorities. Ideally, the authorities must let health outcomes and science, not politics, determine when to lift social and business restrictions.

Gunmen raid highway store FOUR armed men wearing masks raided a shop in Central Square along Leeward Highway, Providenciales, last Friday, July 3. They entered the store at about 11.30am and demanded money, the police press office said. They left in a brown Nissan March car with jewellery and cash. A day prior on July 2 at

about 8am, police officers were dispatched to the Lower Bight following reports of the robbery of a yellow Nissan March car. According to a female complainant, a lone gunman approached her and demanded her vehicle. She was left unharmed after handing over the car. Twenty-five minutes later two suspects in what appeared to be the stolen car robbed a man after

he entered the Bight Kids Park. The victim was approached by the masked men who demanded his champagne-coloured Nissan March car. Also taken were two cellular phones and other personal items. Cuban medical team gets to work BY OLIVIA ROSE A TEAM of doctors and nurses deployed from Cuba to help the fight against Covid-19 have received their licences to practice in the TCI and have officially started work. Following 14 days of mandatory quarantine since their arrival on Monday, June 15, the group of medical professionals received a hands-on induction to the TCI Hospital. On July 7, Premier Sharlene Cartwright Robinson and Minister of Education Hon. Karen Malcolm visited Cheshire Hall Medical Centre and met with the Cuban medical delegation. During her visit the premier applauded the Cuban government and members of the contingent for their bravery and willingness to render their expertise to assist other countries. “We recognise that you have put your lives on the line in this battle. Now, you are a part of history in the Turks and Caicos Islands. “We are so grateful, and we pray God’s blessing upon you as you serve. We also pray God’s blessing over your family, as you have left them behind. “We pray God’s blessing over Cuba, your leader, and your vision. We have always known Cuba to be excellent in medicine. “Now, you have the opportunity to show the world and be a part of representing your country and making history.”

Cuba and the TCI Government signed a three-month agreement to provide additional medical support to intensive care units, with the possibility of extending if necessary. During the quarantine period, the team members were virtually engaged in meetings three times a week and were also required to review the hospital’s policies and procedures. The official orientation which began last week included a refresher session including a tour of Cheshire Hall Medical Centre. This allowed the team of nine doctors, ten nurses and one healthcare administrator to familiarise themselves with the computerised system and other medical equipment. During the orientation process, they also shadowed clinical and medical teams. A statement from TCI Hospital on July 2 said the team engaged in a revision session on the functionality and features of Puritan Bennett 840 ventilators. “There is a carefully designed sensitisation pathway which the team is required to undergo prior to entry into direct patient care,” the hospital said. The hospital added: “The Cuban medical contingent provides a wealth of additional expertise and represents one component of the TCIG-led efforts to expand critical care capacity within the country due to the ongoing COVID-19 pandemic.” Dr Alfredo Moran, head of

No more free water RESIDENTS will have to pay for their water supply once again from July 1 as the Government’s three-month waiver under its economic stimulus plan comes to an end. Premier Sharlene Cartwright Robinson announced the free utility in an address to the nation on March 26. She offered a three-month dismissal of water charges from April to June 2020 at a cost of

$9.7 million to the Government. However, the Government has now issued a reminder that this benefit is to come to an end. “Customers are also reminded that with effect from July 1 the provision of free water services under the Government stimulus plans in response to Covid-19 will have expired and water supply will attract a charged in the normal manner.”

Premier meets with taxi drivers to iron out stimulus payment issues

Taxi drivers must clear NIB debts to get stimulus grant BY OLIVIA ROSE TAXI operators who owe National Insurance Board (NIB) payments need to agree to clear their debts before receiving the Government’s stimulus payment. This is according to Premier Sharlene Cartwright Robinson who recently disclosed that many cabbies were unable to access the financial assistance due to arrears. The premier met for the second time with members of the Turks and Caicos Taxi Association headed by Sonny Forbes, at her office on Thursday, July 2, to iron out their grievances. During the meeting, the Government offered a partial solution that would allow taxi operators to access some of the stimulus money allocated to the hospitality sector. This comes after disgruntled taxi drivers picketed the Premier’s Office to demand their $1,200 stimulus payments. The taxi drivers who were without work for months due to the pandemic lockdown restrictions said the Government had turned a blind eye to their plight. However, contrary to their claims the premier said: “Many taxi operators have been unable to access the available stimulus money because there was a high rate of delinquency in national

insurance payments and also incidences of operating without business licences. “Without those being up-todate, the taxi operators were unable to qualify for the stimulus benefits, even though the Government has allocated the money.” The premier promised to seek adjustments at policy level if the taxi operators with NIB outstanding payments agreed to a “good faith” payment plan to settle those arrears. She told the group that she has no authority to completely waive fees owed to the board and they need to be paid over the next year. “We had a very open and productive session. As eager as they were to be able to access the funding, they were very cognisant of the things they needed to do,” she said. “We are very aware of the plight of many of these taxi operators and they are no doubt hurting, like many sectors, as a result of this pandemic. “We are clear in our minds that politics is about people and we have already demonstrated our determination to find solutions to get monies to the people as evidenced by the several policy shifts to assist in the processing of the employee grant.” She reminded that there are rules and systems in place to ensure fairness and to guard against abuse.

“Many make this about a $1,200 grant but it is so much more - it is a $15 million cash programme which the Opposition dubbed as an election gift. “This programme is bound to see increased audit scrutiny and hence the need to be ever more vigilant in the administering of this fund,” she added. Cartwright Robinson also disclosed that the information she previously requested from the taxi association was submitted at the recent meeting. “I did share publicly that I had requested certain information and once provided, I would seek to assist and I am happy to report that the information was received on Monday past. “It is now up to the taxi operators themselves to do the right things to be able to access the stimulus money.” The territory’s leader explained that the policy proposals will now be taken to Cabinet for consideration. ‘WE WEREN’T CONSIDERED’ Bloneva Greene, president of All Island Transportation, said taxi drivers are not pleased with the Government’s proposal. She told the Weekly News that the Government has waived millions for companies in the

past, but is making every excuse to pardon a few hardworking taxi drivers in dire need of assistance. “The Government has pardoned other companies and businesses in the past such as Beaches Resort, Flow company and the list goes on. And those companies could have afforded to pay the Government.” She said that moving forward taxi drivers will ensure that they are in good standing with the NIB. “It appears to some of the drivers as if we weren’t considered in the beginning because if now you have to go back to try and do a policy to include taxi drivers it makes us feel you didn’t think it through from the beginning and it’s very upsetting.” Greene emphasised that it is a frustrating situation for the drivers who are preparing for the reopening of the airport but are yet to receive a dime from the Government. “I think the premier was very misleading in her release saying that all taxi drivers are operating illegally,” she said. “If that’s the case, the traffic department and national insurance is not doing their jobs. “We acknowledge that there might be one or two delinquents, a few drivers who might be behind on payments but all taxi drivers can’t be placed in that category.” She lamented that since drivers need a business and service licence, a health certificate and police

record to operate, these documents could have been used to qualify them for the stimulus payment. “We came together as a group to offer solutions. If we hadn’t come together no one seemed to remember they’d need these same people to take the visitors to Grace Bay. “Taxi drivers who did not realise they had to register their business with NIB said moving forward they’re willing to do that, but don’t try to pretend as if you can’t pardon us. “We recently learned that arrangements are being made for teachers in the private sector to be able to access the stimulus package, so if adjustments can be made for other persons why not this group of taxi drivers, why are we being penalised?” In response to Covid-19 the Government enacted an economic stimulus package to help people and businesses cope with the economic downturn inflicted by the pandemic. The premier stressed that as a result of the health crisis the Government has spent in excess of the original budget at a time when its own revenues have dramatically plummeted. “We understand the difficulty of the times, but our first mission, even if it’s against many odds, is to ensure that the engines of this economy are kept afloat.”

TCI gauges border re-openings around the Caribbean BY DELANA ISLES AS THE TCI’s border reopening day draws near, officials are taking cues from other tourism-dependent Caribbean islands that have since opened their borders to tourists. Many of the concerns about reopening surround when and how visitors will have to show their Covid-19 negative results when travelling to the TCI and other regional countries. At a press briefing on Wednesday (July 8), Minister of Health, Hon. Edwin Astwood said his ministry is conferring with the Ministry of Tourism and stakeholders to get these issues ironed out as soon as possible. He noted that they are keenly observing what has been going on around Caribbean, in terms of where countries have made adjustments. “Seeing what each country in the region is doing, how they had to pull back, what they had to add, what they had to subtract from their own opening. “We have seen what Jamaica has done and the measures that they

have learned, so at this time we are watching what our Caribbean brothers and sisters had to include and exclude. “And we will be finalising our measures shortly,” Minister Astwood noted. THE CARIBBEAN REOPENS On June 15, Jamaica reopened their international borders, Bahamas on July 1, Antigua and Barbuda on June 4, Haiti on July 1, and Dominican Republic on July 1. Just days after reopening their borders, Jamaica reported 14 new coronavirus cases in a 24-hour period, with all 14 being imported cases coming from flights from the United States. Before their trip, travellers to Jamaica had to get preauthorised by completing a travel authorisation form. Individuals coming from highrisk countries, such as the US are required to get Covid-19 PCR test just before their travel date or at the airport after going through immigration and customs.

They will be notified of the results and isolated if necessary. That policy changed last week Monday. As of July 10, travellers from Florida, New York, Arizona, Texas and other high-risk places will be required to take a molecular Covid-19 test seven days before arriving in Jamaica. Similarly, Antigua had required all arriving passengers by air to have a negative Covid-19 RTPCR (real-time polymerase chain reaction) taken upon arrival in the Caribbean nation. But barely three weeks into reopening, 39 visitors tested positive for Covid-19 upon arrival and American tourists started flouting the rules. When Antiguan health officials informed the infected tourists that they needed to be placed under a 14-day mandatory quarantine, the visitors threatened to sue and some immediately booked return flights back to the United States. Last weekend, prime minister Gaston Browne announced that the country will be switching

course and rather than having a six-inch swab inserted into their noses upon arrival at VC Bird International Airport, tourists will now be required to be tested within 48 hours before their arrival in the island. Puerto Rico announced last week that all incoming passengers will now be required to provide a negative molecular Covid-19 test performed in the 72 hours prior to arrival. Grenada postponed their planned July 1 reopening, as according to the country’s prime minister commercial airlines will not agree to pretesting, which is required under the country’s protocol. “Commercial airlines have thus far not agreed to make it mandatory for passengers to test prior to travel and this is contrary to Grenada’s protocols,” prime minister Keith Mitchell said in a national address last week. The Grenadian government this week announced that from July 15, the airport will accept commercial flights from countries across the Caribbean region, viewed as low risk.

From August 1, the airport will accept international flights, from countries listed as medium risk, such as Canada, the United Kingdom and other countries in the European Union. Only chartered flights will be accommodated from all other countries not mentioned, until further notice. No mention has been made on the government website of the flights from the United States, a hotbed for the coronavirus. Upon their reopening, Haiti had required visitors to show proof that they are Covid-19-free, but no details as to when and how have been provided. St Lucia, which reopened its borders on June 4, requires passengers to complete a health form, PCR test is done upon arrival, and arrive with a Covid-19 negative test administered no more than 48 hours before arrival. Barbados will officially reopen their borders on July 12, with passengers required to have had a PCR antigen test for Covid-19 within 72 hours of travel.

Ritz-Carlton partners with FortisTCI for sustainable energy THE RITZ-CARLTON Hotel and Residences and FortisTCI are working together to increase renewable energy integration in the TCI by installing a huge solar power system at the resort. The luxury-branded development has signed on as the power company’s tenth Utility Owned Renewable Energy (UORE) Programme customer. The Ritz-Carlton Hotel and Residences is currently under construction on Grace Bay, Providenciales, and is expected to open in 2021. A 210.6 kW rooftop solar

photovoltaic system will be installed on the resort’s casino and restaurant rooftop, a press release from FortisTCI said on Wednesday (July 8). It will be a grid-tied installation, generating about 310MWh annually and help avoid about 244 tonnes of CO2 emissions. Customers participating in the UORE Programme receive a monthly fixed credit for rooftop space and an annual variable incentive based on system production. Ritz-Carlton director Roberto Stipa said his team is excited

to partner with FortisTCI on the project and to reduce the development’s environmental impact. “Our goal at the Ritz Carlton is based on building and operating sustainable hotels and doing our part to protect our natural surroundings. “We are especially proud to be the first resort property in the Turks and Caicos Islands signed on to this FortisTCI renewable energy programme.” FortisTCI president and CEO Eddinton Powell said sustainability projects like solar and wind will be

key to the diversification of energy in the TCI. “And we cannot achieve cleanenergy goals without partnerships such as this. By working together, we will transform the energy landscape of the Turks and Caicos Islands. “I am pleased to welcome the Ritz-Carlton on board as our newest partner in renewable energy. “With the right regulatory framework and business environment, I am confident that we can increase our roof-mounted solar uptake in the coming years. “Certainly, we look forward to

joining with more customers for sustainability projects that benefit all stakeholders." To date, FortisTCI has installed over 1MW of distributed solar PV generation and has plans to complete an additional 1MW project across the Islands. The company is aiming to integrate 33 percent renewable energy by 2040, as outlined in the Resilient National Energy Transition Strategy (R-NETS), developed by the TCI Government and FortisTCI in conjunction with the Rocky Mountain Institute.

Medical emergency sees flight stop in TCI BY DELANA ISLES A PUERTO Rican family of three on a flight to Philadelphia were dropped off at Providenciales International Airport last week due to a medical emergency On Tuesday, June 30, Spirit Airlines sought permission from the TCI Airport Authority to conduct an emergency landing when a four-year-old girl started to have a seizure. Flight attendants immediately offered first aid, putting the young child on oxygen before a decision was taken to divert the plane to the TCI for further medical treatment. Once on the ground, the

child and family were met by local medical personnel who immediately rushed them to the hospital. The Spirit Airlines plane then departed Providenciales to complete the journey to Philadelphia without the family. The child was treated at the Cheshire Hall Medical Centre and discharged, but upon her discharge the family realised they were stranded in TCI without passports or a way back home. This was due to the closure of the territory’s international borders because of the Covid-19 pandemic. Earlier this week, international aviation news site Paddle Your

Own Kanoo reported that the Florida-based Spirit Airlines “really went above and beyond” and rescued the family once again. Last weekend, the airline sent their own private Airbus A319 jet to fly them safely home to Puerto Rico. “Thankfully, Spirit decided not to abandon the family like it could have done and instead got permission to charter one of its planes to rescue the family and fly them back home to Puerto Rico,” the news site said. “And with scheduled flights suspended, of course, they were the only passengers on the 145-seater aircraft.”

With the advanced surveillance equipment on board, the helicopter can also help to locate and track any illegal drug-trafficking activity, a Royal Navy press release said on July 2. Flight Commander and pilot of the Wildcat helicopter, Lieutenant Jim Carver, said: “We will be disembarking the aircraft into the TCI to conduct routine maintenance prior to the hurricane season whilst also conducting scheduled flying and mandated flying currencies in

direct support to maritime security operations for the RTCIPF.” The Wildcat is an important part of a wider Tailored Air Group that has three other Merlin helicopters embarked on RFA Argus. HMS Medway is also part of this regional task group. Construction work begins on South Caicos Airport terminal BY OLIVIA ROSE HEAVY construction work on a new terminal building at South Caicos Airport has started and is expected to take 18 months to complete. The new terminal will help meet growing demand for air travel services in and out of the island after the old terminal was completely gutted by fire on March 8. This was a serious blow to the people of South Caicos that depended on regular scheduled flights to get food, service, workers and tourists in and out of the island. A temporary facility was created in the interim to allow Islanders to travel. Phase three of the rehabilitation project which includes the terminal building and combined services building (fire hall) is being constructed to the tune of $10 million. When the project is brought to fruition, the airport will be able to accommodate larger aircrafts resulting in an increase in passenger numbers.

The better, modernised facility will also benefit the travelling public of South Caicos and there will be better facilities for firefighters and firefighting equipment. In an invited comment, the Office of the Premier told the Weekly News that the project will stimulate economic activity on the island. “This will encourage economic growth and with the removal of the restriction it will fully open up South Caicos to direct international flights.” Earlier this week, residents of South Caicos shared photos on Facebook of the ongoing construction work at the airport. Some hailed the development as a “timely blessing” as the project would help to generate funds especially for those who were out of work due to the Covid-19 pandemic. One resident Latavia Elliot said: “As a hospitality professional and island lover, I am beaming with emotions to finally see this project has started. “With this new addition to the

island, I see our young men who would have been otherwise idle now out there learning new skills and making an honest living. “I see our technicians and operators climbing aboard heavy equipment using their skills and abilities some of which were hidden. “No job is too big or too small. What you do today makes room for where you go tomorrow.” She encouraged young men and women in the community to seek out work at the airport. “This is more than just a contract, this is a blessing,” she added. Other residents praised the Government for getting the project off the ground as promised. After years of deliberation and

controversy, the construction of the airport terminal for South Caicos is now underway. The project endured serious snags along the way with an unfinished controversial structure and more recently the termination of the procurement process by former governor John Freeman in early 2018 due to flaws in the process. On April 2 following a Cabinet meeting, Premier Sharlene Cartwright Robinson announced that the Government had allocated money to construct the terminal building. “I am happy that my Government has been able to finally advance this project to the stage where we are about to execute an agreement,” she said.

The premier explained that South Caicos was already enjoying over $10 million in Government funded projects and the airport project now takes it over $20 million in investments over the past four years. “With a growing tourism sector, a new airport terminal will certainly lift the image of the island,” she said, “as we address day to day challenges of maintaining the island’s natural and manmade environment under district administration.” The premier said South Caicos had been neglected by previous administrations. “There is much work to be done on this island which has not enjoyed serious Government investment over many years.”

New law to guide Water Undertaking Department A BILL which will guide the Water Undertaking Department of Grand Turk, Salt Cay and South Caicos was passed at the House of Assembly on June 22. According to the Government, it was necessary to increase the efficiency of the office and establish a legal framework that would allow a more effective operation and service delivery. The legislation will support the following: The functions and powers of the director who will be responsible for the management and administration of the department. The powers to abstract water, to fix rates, fees and charges to collect rates, fees and charges, to require the installation of meters and to enter premises to provide services. The ability of the director to diminish, withhold, suspend stop, turn off or divert the supply of water when the director thinks fit to conserve water or to repair the water undertaking. The prohibition of customers from wilfully injuring or

Wine Cellar closes doors as staff test positive BY DELANA ISLES LIQUOR and wine store The Wine Cellar has closed its doors out of an abundance of caution for the safety of its staff and the public after one of its workers tested positive for Covid-19. The Leeward Highway shop was open up until early Wednesday afternoon (July 8), but shortly after the company sent out a statement confirming that one of its staff had contracted the virus. In that statement Desmond Williams, public relations executive of the company, said the closure was to facilitate a “deep cleaning” of the building and equipment. “We are conducting a deep

cleaning of our facilities and for this we will be closing for the time it takes to complete the cleaning and getting the ‘ok’ from the Health Department to reopen. “Our staff members took all precautions during working hours so we are hoping that this is an isolated incident.” Williams said the Wine Cellar is working with the Department of Health to “assess the situation” and will reopen when it is deemed safe to do so, and on the advice of the department. During a press briefing on Wednesday, Minister of Health, Hon. Edwin Astwood commended the company for being proactive in seeking to protect the health of its

staff and the public. He further encouraged other businesses to take similar steps if presented with such a situation. “We encourage and praise people for stepping forward and any business who feel like they have a situation growing in their department…if you have to close and send all of your workers home, do that. “Protect your people, protect yourself and protect our nation.” The Weekly News learned that staff who had contact with the person positive for Covid-19 are to undergo testing and have since been quarantined at home. Aggressive contact tracing is currently underway.

Health ministry issues warning over hand sanitisers HAND sanitisers manufactured by Eskbiochem SA de CV in Mexico may be dangerous and should not be sold in the TCI, the Ministry of Health has warned. Following a US Food and Drug Administration advisory, the ministry said all healthcare facilities, suppliers and the public must discontinue the sale or use of these hand sanitisers There is a potential presence of methanol (wood alcohol) - a substance that can be toxic when absorbed through the skin or ingested in this product. Methanol is not an acceptable ingredient for hand sanitisers and should not be used due to its toxic effects, the ministry said.

Therefore, consumers who have been exposed to hand sanitisers containing methanol should seek immediate treatment. Immediate treatment is vital to reverse potential toxic effects of methanol poisoning. Symptoms associated with methanol exposure or poisoning include nausea, vomiting, headache, blurred vision, permanent blindness, seizures, coma or permanent damage to the nervous system. NOTHER eventful week on Salt Cay. A week when, at times, a harsh reality appeared to clash with dreams; dreams of a speedy recovery from the economic hardship so many have endured, not just in Salt Cay but around the country as a result of the Covid-19 pandemic. A week when it seemed like even the last, staunch doubters appeared to finally take the virus seriously and when there wasn’t a single passenger aboard the Salt Cay Ferry not wearing a mask. A week when, in view of the latest figures, both domestic and in the United States, our main feeder market, there appears to be increasing unease about the opening of the borders on July 22. As I write these words there are now 55 confirmed positive Covid-19 cases, presumably all in Providenciales which, by the time this column appears, would herald a fivefold increase in active cases. This is worrying. Not only had we doggedly recorded only 12 positive cases for almost two months, but it also appeared the early imposition of the lockdown had succeeded leading the Hon. Premier to conclude on June 25: “The Turks and Caicos has one of the lowest incident rates in the region and one of the highest recovery rates.” And she continued: “Indeed our management of this crisis will someday be formally documented to be used as a guide should any such thing occur in the future.” And on that day, with a total of 16 active cases, she was absolutely right, even as she hastened to add: “…we have won significant battles against this pandemic, but the war wages on; a reality that calls for eternal vigilance and increasing discipline.” Vigilance and discipline. Two very powerful words. Words which resonated with the people in Salt Cay and Grand Turk where the widespread sentiment was ‘good on us, we stuck it out, stayed home, endured difficulties and even hardships and now look at us, Covid-19 free and ready to face the new reality with optimism and determination!’ And then, suddenly, the cases increased, first on

June 20 ever so slightly and then from June 26 to 27, from 16 to a whopping 28 cases. It very quickly dawned on us - we’re not out of these woods yet, not by a long shot. And as the premier noted on June 29: “The last few days also reminded us about the dangers of letting our guards down.” How precisely and who exactly let their guards down has been the cause for much speculation and conjecture, something I never have nor ever will subscribe to. The numbers and facts speak for themselves not just in the TCI. As I write this, Tuesday, July 7, in Florida’s hospitals at least 56 intensive care units have reached capacity and another 35 hospitals show ICU bed availability of 10 percent or less. The state of Georgia surpassed 100,000 reported coronavirus cases, becoming the ninth state to pass the mark. In California, the number of hospitalisations across the state were at an all-time high and the

virus positivity rate jumped more than two percent in Los Angeles. On July 22, our borders will open or at least that’s the plan. According to the Government: “International travellers arriving to the Turks and Caicos Islands must be certified by TCI Assured, a quality assurance portal which will be available on the Turks and Caicos Islands Tourist Board website (www.turksandcaicostourism.com). “The certification sticker will be provided only after visitors have provided proof of negative Covid-19 PCR test results from an accredited facility within 72 hours prior to their arrival to the destination, proof of medical insurance, and a completed health screening questionnaire.” These safeguards sound good in theory and yet here on the ground in Salt Cay, despite the obvious desire to welcome visitors back as soon as possible, there is also genuine nervousness and concern as to what our visitors may unwittingly bring with them. As one native conversation partner shared with me: “Should Salt Cay receive the attention it desires, what measures are in place to protect the health and well-being of citizens and residents of the island? “Currently, there is one nurse on island with minimal facilities and no relief. Who then is expected to assist the nurse when, God forbid, residents or visitors fall ill? “Has an area been identified on Salt Cay to quarantine individuals who may exhibit symptoms of Covid-19? “Is the nurse equipped with the proper PPE and training to deal with suspected cases? “Who will police the island and ensure that everyone adheres to health protocols which remain effective until December 31, 2020?” These are well grounded concerns, which should and have to be addressed between now and the arrival of our first visitors. Only this way can Salt Cay truly say, without the slightest hesitation, welcome back!

Change in Dominican Republic as opposition wins presidency Hurricanes season is expected to go into another gear in the coming weeks.

Twenty named storms predicted for hurricane season, the most since 2005 THE research team at Colorado State University is now forecasting 20 named storms for this hurricane season. This is the earliest in a season that the group has made a prediction this high. The only other time CSU researchers predicted 20 or more storms was in their August update of the record-breaking 2005 season. Nearly all seasonal forecasts for the 2020 Atlantic hurricane season have been well above normal. Current and long-term conditions across the Atlantic continue to favor a 2020 season that is well above average. When combined with the new record set for the earliest fifth

named storm, the high prediction doesn’t seem so bold. The previous record for the earliest E-named storm was 2005. While this season is on a recordbreaking pace and comparisons can easily be made to the 2005 season, much more goes into a season than the number of storms. A quick comparison of the first five named storms for this year so far shows that 2005 had three hurricanes including a category 4 and 5. And each of the first five storms in the 2005 season made landfall in the Caribbean or Gulf of Mexico. Meanwhile, the first five storms of the 2020 season have all been short-

lived tropical storms and only two have made landfall. The team at Colorado State continues to point to many key factors that favor above-average activity across the Atlantic. For starters, sea surface temperatures across much of the hurricane-breeding grounds in the Atlantic are well-above average and have been for several months. Storms feed off warm ocean waters and can grow stronger under those conditions. Warm ocean temperatures are expected to remain in place moving into the peak months of hurricane season -- August to October.

RULING party presidential candidate Gonzalo Castillo conceded defeat to the opposition’s Luis Abinader in a vote overshadowed by the Dominican Republic’s struggles with the coronavirus pandemic. Abinader’s landslide triumph marks the end of 16 years of rule by the Dominican Liberation Party (PLD), which achieved one of the strongest economic growth rates in Latin America but faced corruption allegations and grievances over inequality. The PLD also came to face criticism over its management of the coronavirus outbreak in the country, which shares the Caribbean island of Hispaniola with impoverished Haiti. Dominican health authorities are currently registering record new daily highs, four months after reporting the country’s first cases. So far, the relatively small nation of just 10.4 million inhabitants has registered more than 38,000 cases and 804 deaths from the virus. “Our congratulations to Luis Abinader,” Castillo told supporters gathered outside his campaign

headquarters overnight. “This is a well-deserved triumph, and we wish God guide him and give him the health to wisely manage our country.” Leonel Fernandez, a former president who split the PLD vote by forming a splinter party last October, and President Danilo Medina also congratulated Abinader and his Modern Revolutionary Party (PRM) on their win. All leading parties are centrist. A preliminary count of 46 % of the vote puts Abinader on 52.51 percent, Castillo on 37.68 % and Fernandez trailing in a distant third on 8.72 %. Abinader said late on Sunday he had been tasked to deal with one of the biggest challenges of the Dominican Republic’s history, namely tackling its coronavirus outbreak and economic impact. Cases are spiking again after the government started to open up the economy last month. UN Group calls for end to violence in Haiti THE United Nations Integrated Office in Haiti (BINUH) is expressing concern at the “increase in violence and barbaric acts perpetrated in the neighbourhoods of the metropolitan area of ??Port-au-Prince”. It said that the attacks, which have intensified in recent weeks, have left at least six people dead, and 12 wounded as well as the looting and burning of at least 70 houses. BINUH said that there were also serious allegations of rape noting that the increase in insecurity and the recurrence of these attacks have also resulted in people moving to other neighbourhoods. BINUH said it was calling on the authorities to take all the necessary actions to protect the population, in particular by “strengthening

the presence of law enforcement personnel in areas marked by violence. “The State has an obligation to protect all citizens, regardless of their place of residence on national territory,” it said, recalling that the violence committed recently against the inhabitants of Pont Rouge, Martissant, Cité Soleil, as well as that of La Saline in 2018 and Bel Air in 2019 should also be investigated. BINUH said that the perpetrators must be identified, arrested and prosecuted by the police and judicial authorities “through fair and equitable investigations “adding “it is essential to end impunity which constitutes one of the main factors of violence and destruction of the social fabric.

Guyana: CCJ scraps Chief Elections Officer’s report that gave governing coalition victory

Cayman Islands: Speaker Bush pleads not guilty to assault charges Cayman Islands’ Speaker of the House and West Bay West MLA William McKeeva Bush on Friday pleaded not guilty to assault charges stemming from an incident earlier this year at a West Bay Road bar. Appearing in Summary Court by speaking via video link from his lawyer’s office, Bush pleaded not guilty to three counts of common assault, and one count of drunken disorderly conduct. Bush is alleged to have assaulted a member of the bar staff on 21 Feb. at Coral Beach. The assault charges allege that Bush grabbed the woman by her hair and hit her in the head as well as threw bus tubs at her. The charge of drunk and disorderly conduct alleges that Bush acted in a drunken manner and then failed to leave the premises when asked. The name of the alleged victim was read aloud in court but the Compass is not publishing her name in order to protect the identity of the alleged victim of an assault. No trial date was set Friday and

Michael Alberga, Bush’s lawyer, requested a 30-day adjournment. “We have received a number of pieces of evidence of videos that was captured by security cameras,” said Alberga. “The videos have been sent to the experts in Miami for forensic analysis, however due to the pandemic in the US, we have not been able to receive a response from them. “A number of cameras captured video in the night and the quality of the video is poor, but we have sent it to the video experts for their analysis.” Alberga said that once the video experts have returned their findings, his client might be willing to change his plea, but until then the plea of not guilty would be entered. Bush, 65, is the current West Bay West Member of the Legislative Assembly, and the longest-serving politician. Bush serves as the Speaker of the House, however he has taken a leave of absence from the position since the incident.

THE Caribbean Court of Justice (CCJ) on Wednesday scrapped Guyana’s Chief Election Officer, Keith Lowenfield’s report that showed A Partnership for National Unity+ Alliance For Change (APNU+AFC) the winner of the March 2, 2020 general and regional elections. CCJ President, Justice Adrian Saunders said categorically in its unanimous decision by the panel of judges that “the court also declared that the report of the Chief Elections Officer of 23rd June, 2020 is similarly of no effect.” The court also threw out the case by APNU+AFC supporter, Eslyn David, saying that the Guyana Court of Appeal did not have jurisdiction to hear her case on the matter in the first instance as Article 177(4) does not apply to someone who was not yet President. Saunders said the Chief Elections Officer was now expected to submit a report based on tabulated results of the recount, as the Guyana Elections Commission cannot address concerns about alleged voter fraud or annul the elections. The GECOM Chair had said aggrieved parties could file an elections petition in accordance with the law and the constitution. “It is for GECOM to ensure that the CEO submits a report in accordance with its directive of 16th of June in order to proceed along a path directed by the laws of Guyana,” Saunders said. The CCJ states that the recount order’s reference to valid votes is qualitatively expressed in the Representation of the People

I am sure we will rise again, says Turnquest AMID current economic uncertainty, Deputy Prime Minister Peter Turnquest has expressed hope that Grand Bahama will move forward again in a positive direction. His comments came at a flagraising ceremony in Grand Bahama as part of the country’s 47th anniversary of independence. He noted that Grand Bahama has shown its resilience time after time and will rise again, despite these current major crises. “The last couple of years have been rough, but we started to see progress. COVID-19 and Hurricane Dorian have put us all down on our knees again. But just as we did in the past we will rise again, and we will start moving again,” he said. Last September, Grand Bahama was devastated when monster storm Dorian hit the island, causing widespread flooding, destruction, and death. And during its recovery from the hurricane, the coronavirus

pandemic forced economic shutdown, impacting the island’s already beleaguered and struggling economy. The pandemic has also limited the country’s independence celebrations. The flag-raising ceremony held at the Office of the Prime Minister in Freeport will be the island’s only official public celebration this year. However a television programme will air Thursday to mark the occasion. Mr Turnquest stressed Grand Bahama continues to show its resilience. “Grand Bahama has a resilient spirit; we have been tested over and over again, and though we stumble and fall to a knee, we have not succumbed to the pressure, disappointment, and despair. The charts are suddenly crammed with pop songs that celebrate joy and sensuality and precipitous thrill: Dua Lipa’s Physical, Doja Cat’s Say So, Harry Styles’ Watermelon Sugar and Gaga’s own Stupid Love. At the same time, music is getting faster. The average tempo of 2020’s top 20 best-selling songs is a pulsequickening 122 beats per minute. That’s the highest it’s been since 2009. The outbreak of euphoria is as sudden as it is unexpected. Johnny Depp denies slapping ex-wife for laughing at his tattoo JOHNNY Depp has denied he slapped exwife Amber Heard after she laughed at one of his tattoos, as he appeared at a hearing at London’s High Court. He accused Ms Heard of “building a dossier” against him after the court heard she wrote an email describing him as a Dr Jekyll and Mr Hyde character. Mr Depp, 57, is suing the publisher of the Sun newspaper over an article that referred to him as a “wife beater”. The Sun has defended the accuracy of its story. It had referred to “overwhelming evidence” that Mr Depp attacked Ms Heard, 34, during their relationship - which he strenuously denies. Mr Depp is suing News Group Newspapers (NGN) and its executive editor Dan Wootton over the article, published in 2018. Ms Heard claims that Mr Depp first hit her in early 2013 - one of 14 separate allegations of domestic violence, all denied by Mr Depp, which are being relied on by NGN in their defence. On the second day of the hearing, NGN’s lawyer Sasha Wass QC began by asking Mr Depp about an alleged incident in March 2013 involving one of his tattoos which reads “Wino Forever”. It had originally said “Winona Forever” in reference to his relationship with actress Winona Ryder, but he had changed it when they split in 1993. Ms Wass said Ms Heard - who was also in court - had made a joke out of the tattoo at a time when he was drinking heavily after about 160 days of sobriety. Mr Depp replied: “I don’t recall any conversation.” Ms Wass said the actor then slapped his ex-wife across the face, a total of three times. He denied this. The barrister then put it to Mr Depp that he “broke down” after coming to his senses and realising what he had done, to which he said: “I didn’t hit Ms Heard.” The High Court also heard details of the

email Ms Heard wrote to the actor - but never sent - saying he lived “in a world of enablers”. It it, she said: “It’s like Dr Jekyll and Mr Hyde. Half of you, I love. Madly. The other half scares me.” She wrote that she knew she was “dealing with the monster” when he had been drinking. In response, Mr Depp, 57, said the “dossier” was being built up from early on “that appears to be an insurance policy for later”. He agreed he would describe the allegation he was a serial domestic abuser as a “hoax”, adding the claims were “patently untrue”. The court heard about another alleged incident that month when Ms Heard claims Mr Depp hit her several times after an argument about a painting by her ex-partner, Tasya van Ree, which was hanging in her Los Angeles home. Ms Wass read out part of Mr Depp’s witness statement in which he said he had asked Ms Heard to remove the painting “as a courtesy” to him. He said she hadn’t taken it down it but denied allegations put to him by Ms Wass that he tried to remove the painting and to set fire to it, saying each time they were “not true”. Mr Depp was asked whether he would describe himself as jealous. He responded: “I am, yes. I can be jealous.” Ms Wass asked Mr Depp about an alleged incident on a flight from Boston to Los Angeles in May 2014. The barrister put it to Mr Depp that he had been “screaming obscenities” at Ms Heard on the plane and brought up the subject of fellow actor James Franco - whom Mr Depp “suspected” was having an affair with his partner. Ms Wass said Mr Depp threw ice cubes at Ms Heard, and was “in a blind rage”, becoming so angry he slapped her across the face. Mr Depp denied that happened, or that he called Ms Heard a “slut” and a “whore”.

Coronavirus: WHO rethinking how Covid-19 spreads in air THE World Health Organization has acknowledged there is emerging evidence that the coronavirus can be spread by tiny particles suspended in the air. The airborne transmission could not be ruled out in crowded, closed or poorly ventilated settings, an official said. If the evidence is confirmed, it may affect guidelines for indoor spaces. An open letter from more than 200 scientists had accused the WHO of underestimating the possibility of airborne transmission. The WHO has so far said that the virus is transmitted through droplets when people cough or sneeze. “We wanted them to acknowledge the evidence,” Jose Jimenez, a chemist at the University of Colorado who signed the paper, told the Reuters news agency. “This is definitely not an attack on the WHO. It’s a scientific debate, but we felt we needed to go public because they were refusing to hear the evidence after many conversations with them,” he said. THE World Meteorological Organisation says there’s a growing chance that global temperatures will rise by more than 1.5C over the next five years, compared to pre-industrial levels. It assesses a 20% chance the threshold will be broken in one year before 2024 and a 70% chance it will be broken in one or more months in those five years. Scientists say it shows the tough task of controlling climate change levels. The 2015 Paris accord had tasked world leaders with certain goals. It committed them to pursue efforts to try to keep the world from warming by more than 1.5C this century. This new assessment, carried out by the UK’s Met Office for the World Meteorological

Organisation (WMO), says there’s a growing chance that this level will be breached. Researchers say that the Earth’s average annual temperature is already more than 1C higher than it was in the 1850s - and will probably stay around this level over the next five years. Previous studies had put the short-term chances of going above 1.5C at 10% - that’s now doubled say the climate modellers, and it’s increasing with time. Some parts of the world will feel this rising heat more than others, with the scientists saying that the Arctic will probably warm by twice the global average this year. They also predict that over the coming five years there will be more storms over western Europe thanks to rising sea levels.

Add fruit, veggies and grains to diet to reduce type 2 diabetes risk by 25%, studies say ADDING about a third of a cup of fruit or vegetables to your daily diet could cut your risk of developing type 2 diabetes by 25%, while higher consumptions of whole grains such as brown bread and oatmeal could cut the risk by 29%, according to two new studies published Wednesday in the journal BMJ. The studies add to the growing database of literature that shows a healthier diet of whole grains, fruits and veggies -- along with regular physical activity, no smoking and maintaining a healthy weight -- can significantly impact your risk of developing the deadly disease. Diabetes was the seventh leading cause of death in 2016, according to the World Health Organization, and is a “major cause of blindness, kidney failure, heart attacks, stroke and lower limb amputation.” Some 463 million adults between the ages of 20 and 79 years

But a group of European researchers used an objective measurement -- a composite score of blood biomarkers of vitamin C and carotenoids (the richly colored pigments of yellow, red and green on fruits and vegetables) -- to measure the amount of fruits and veggies eaten. The study compared nearly 10,000 adults with new-onset type 2 diabetes to a group of nearly 14,000 adults who remained free of diabetes. All were participating in the European Prospective Investigation into Cancer and Nutrition (EPIC)InterAct study that took place in eight European countries. There was a 25% lower risk of developing type 2 diabetes for every 66 extra grams of fruit and vegetables eaten each day, the study found. That’s not much -- just over 1/3 cup of either fruits or veggies. “The public health implication

of this observation is that the consumption of even a moderately increased amount of fruit and vegetables among populations who typically consume low levels could help to prevent type 2 diabetes,” the study said. “It should be noted that these findings and other available evidence suggest that fruit and vegetable intake, rather than vitamin supplements, is potentially beneficial for the prevention of type 2 diabetes.” The second study used questionnaires to measure the whole grain intake of more than 158,000 women and nearly 37,000 men taking part in the Nurses’ Health Study, Nurses’ Health Study II, and Health Professionals Follow-Up Study. All three studies have been following the health of Americans free from diabetes, heart disease and cancer over long periods of time.

World News George Floyd: Officer told dying man to ‘stop yelling’

All four officers involved in taking Mr Floyd into custody were fired and arrested. Derek Chauvin, who knelt on his neck, faces several charges including second-degree murder.

THE US police officer accused of George Floyd’s murder told him to stop talking as he repeatedly gasped under the man’s knee, according to court documents. The unarmed black man cried out for his late mother and children as he said the Minneapolis policeman would kill him, transcripts from body-cam footage show. They were disclosed in court by lawyers for one of the four officers involved. The documents offer the clearest picture yet of Mr Floyd’s last moments. His death in May sparked global uproar. It led to a wave of anti-racism

protests led by the Black Lives Matter movement, and stirred debate and reflection in the US over the country’s history of slavery and segregation. All four officers involved in taking Mr Floyd into custody were fired and arrested. Derek Chauvin, who knelt on his neck, faces several charges including second-degree murder, while the other three - Thomas Lane, J Alexander Kueng and Tou Thao are charged with aiding and abetting murder. The transcripts were made public on Thursday as Mr Lane’s lawyers asked for the case against him to be dismissed. WHAT DO THE TRANSCRIPTS SHOW? Until now, eyewitness footage shared on social media revealed most of what was known about Mr Floyd’s arrest and his final moments. The new transcripts give a more detailed account, shedding light on significant parts of the encounter, from the time Mr Lane and Mr Kueng arrived at the scene, to the point where Mr Floyd was given CPR in an ambulance. Transcripts of footage recorded by body cameras fitted to Mr Lane and Mr Kueng show Mr Floyd said more than 20 times he could not breathe as he was restrained by the officers in a Minneapolis street.

They confronted him outside a convenience store where he was suspected of having used a forged $20 note to buy cigarettes. At one point, a handcuffed Mr Floyd, while pinned down on the road next to the police car, gasps that he cannot breathe, adding: “You’re going to kill me, man.” Mr Chauvin, who is shown in bystander footage appearing to kneel on Mr Floyd’s neck for nearly eight minutes, replies: “Then stop talking, stop yelling. “It takes heck of a lot of oxygen to talk.” The transcripts show Mr Floyd appears co-operative at the beginning of the arrest, repeatedly apologising to the officers after they approach his parked car. Mr Lane asks Mr Floyd to show his hands at least 10 times before ordering him to get out of the vehicle. In response to one of the demands to see his hands, Mr Floyd says: “Man, I got, I got shot the same way, Mr Officer, before.” It is not clear what he is referring to. At one point Mr Lane says: “Why’s he getting all squirrelly and not showing us his hands and just being all weird like that?” The officers then handcuff Mr Floyd and try to put him into the back of their police car. As they do, Mr Floyd becomes agitated, repeatedly pleading that he is claustrophobic.

Brazilian press group will sue Bolsonaro for taking off his mask THE Brazilian Press Association has said it will file a lawsuit in Brazil’s Supreme Court against President Jair Bolsonaro over possibly exposing members of the media to Covid-19, according to a statement from the association on Tuesday. The association, known as ABI, alleged Bolsonaro did not respect the health safety distance from reporters, and took off his mask at Tuesday’s televised press conference in the

capital Brasília, where he announced that he had tested positive for Covid-19. ABI’s statement accuses Bolsonaro of endangering the lives of journalists who were present. “The country cannot watch continued behavior that is beyond irresponsible and constitutes clear crimes against public health, without reacting,” said the association’s president, Paulo Jeronimo de Souza.

UK: Chancellor Rishi Sunak sorry for not being able to protect all jobs

Coronavirus: US surpasses three million cases MORE than three million people in the US have now tested positive for Covid-19, according to Johns Hopkins University. Over 131,000 deaths have been reported, and on Tuesday the US broke its record for most new cases reported in one day. Despite the rise, the White House wants to press forward on some reopenings, including for schools. US Vice-President Mike Pence, who leads the White House Coronavirus Taskforce, argued rules should not be “too tough”. Cases were flattening out, he said, while President Donald Trump said on Tuesday that America was “in a good place” regarding the pandemic. Over 60,000 new cases were reported Tuesday, shattering the previous highest tally of 55,220 new cases on 2 July. The latest figures came as the states of California and Texas each reported more than 10,000 new daily cases. Dr Anthony Fauci, an infectious disease expert and adviser to the White House on the coronavirus, said the country was still “knee-deep” in only its first coronavirus wave. Speaking to reporters at the US Department of Education on Wednesday, Mr Pence defended the Trump administration’s response to the pandemic.

“While we mourn with those who mourn, because of what the American people have done, because of the extraordinary work of our healthcare workers around the country, we are encouraged that the average fatality rate continues to be low and steady,” he said after lowering his face mask. He added that the US Centers for Disease Control and Prevention (CDC) will issue new guidelines on reopening schools after Mr Trump criticised a plan put forward by the expert body as “very tough and expensive” and threatened to cut off funding to schools that don’t open in the autumn. “The president said today we just don’t want the guidance to be too tough,” Mr Pence said. “That’s the reason why, next week, CDC is going to be issuing a new set of tools, five different documents that will be giving even more clarity on the guidance going forward.” Schools in the US normally begin for the year in either August or early September. The CDC’s guidelines suggest pupils and staff all wear face coverings and stay at home if necessary. They also suggest schools should implement staggered timetables and socially distanced seating arrangements, and close communal spaces. (BBC)

THE chancellor has said he is “sorry” for not helping “everyone in exactly the way they would have wanted”. Rishi Sunak said the government was “throwing everything” at stemming job losses with a £30bn stimulus package. But he told the BBC he will not be able to protect “every single job” as the UK enters a “severe recession”. He also admitted that some of the £1,000 bonuses being offered to take back furloughed staff would go to firms that were already keeping workers on. Labour has called for a more targeted approach to saving jobs, saying the government will “waste billions at a time when others are crying out for support”. In his summer statement on Wednesday, Mr Sunak said the “jobs retention bonus” could cost as much as £9bn if every worker currently furloughed is kept on. It comes as figures released by the Treasury reveal that public spending on the battle against coronavirus has risen to nearly £190bn. Mr Sunak told BBC Breakfast: “If you’re asking me ‘can I protect every single job’ of course the answer is no. ‘Is unemployment going to rise, are people going to lose their jobs?’ Yes, and the scale of this is significant. “We are entering one of the most severe recessions this country has ever seen. University of California names first Black president

THE University of California (UC) has named a black president for the first time in the public institution’s 150-year history. From next month, Michael Drake, 69, will lead one of the largest public university systems in the US. He takes the helm as budgets shrink and campus life for 280,000 UC students is up-ended by the Covid-19 outbreak. Mr Drake will succeed Janet Napolitano, the former Arizona

governor, who became UC’s first female president in 2013. Ms Napolitano described Mr Drake’s appointment, as “one more step in our university’s ongoing effort to ensure that the university reflects the rich diversity of our state”. “I recognise the significance of these firsts,” she said. “I hope that this kind of leadership diversity at our nation’s universities will soon become commonplace.” His appointment comes as

universities around the country grapple with issues of economic and racial diversity, and face uncertainty over the coronavirus pandemic. Wigan Athletic owner didn’t raise any red flags - EFL chief EFL chief Rick Parry insists Au Yeung Wai Kay was ‘absolutely’ a perfectly acceptable owner for Wigan Athletic - despite placing the club into administration a month after taking charge. Latics were put into administration last week, having only changed hands last month when Next Leader Fund LP bought the club from International Entertainment Corporation. Local MP Lisa Nandy has written to the government and the English Football League asking for an inquiry as the 2013 FA Cup winners stare down the barrel. Parry himself says the EFL will be launching their own investigation into what exactly has happened. But speaking on talkSPORT, he also revealed there was nothing to suggest Au Yeung wasn’t a fit and proper person to take charge prior to last week’s events. When asked by host Jim White whether Au Yeung was ‘perfectly acceptable as an owner’, Parry replied: “He was, absolutely. “There was nothing to suggest there was anything untoward. “He made the financial commitment, we verified he had the wherewithal. “Clearly what we can’t legislate for is people changing their mind. “To be fair to IEC, they put in £24million of funding to support the club since they took over. “So there was nothing to suggest that the support that had been promised wouldn’t be forthcoming.” Regarding the EFL’s plans to get to the bottom of the mess, he added: “We haven’t managed to get in touch with the owners. “But we are launching our own investigation to find out exactly what has gone on. “Clearly that is not being helped by them not being here, they’re a long way away. “Which of course raises the question of foreign and absentee owners. “We are obviously communicating on a regular basis with the administrators, who have access to far more information than we have.

Alonso targets third Formula One world title IT’S as if Fernando Alonso can’t quite imagine a life without a steering wheel in his hands. Which helps explain the two-time Formula One world champion’s decision to make a comeback with Renault next season less than two years after bidding farewell to the sport. “I think life is sort of taking the decisions that you feel in that moment. And you have to be brave and you have to commit to something. And that moves you in everyday life,” Alonso told CNN Sport’s Amanda Davies. “I love having the steering wheel in my hands. You know, every weekend I’m driving something ... go karts, rally car buggies,” added the Spaniard, who will turn 39 later this month. The choice of team cannot be understated: Alonso won both his championship titles with Renault during the 2005 and 2006 seasons. “The target is a third world championship,” added a bullish Alonso. “Yes. I think everyone that starts a championship has, you know, some wishes and some internal fire of winning and some motivation.” The veteran driver has made 314 grand prix starts in his F1 career, notching up 32 wins and 97 podiums (both his wins and podiums place him in sixth on the all-time list) across three teams -- Renault, McLaren and Ferrari -- and his return will mark the first time a driver has had three separate stints with a single F1 team (2003-06, 200809 and from 2021 onwards). While Renault did not confirm if the deal will last longer than a single season, the driver himself clearly has designs on his return being not so much a curtain call, but a considerable new chapter in his impressive career.

Added to this, he feels the new regulations -- meant to be introduced in 2021, but now delayed until 2022 because of coronavirus pandemic -- will give him, and Renault, a chance to be more competitive. Lowe and Garland to head male and female football leagues RECENTLY appointed second vicepresident of the Turks and Caicos Islands Football Association (TCIFA) Victor Lowe and former national footballer Lisa Garland have been appointed as new league presidents within the FA. The pro-active and accomplished Lowe replaces Steve Kendrew, who recently stepped down after nine years as head of the Provo Premier League, while the dedicated Garland, who is one of the longest serving workers at the Misick and Stanbrook law firm, replaces Candace Hanchell, who also served the sport for many years. Both administrators were enthusiastic with their appointments. HUMBLED Lowe said that he was “humbled by, and appreciative of the confidence that has been placed in him by the Executive Body of the TCIFA led by the competent and passionate President Sonia Fulford….” “I am distinctly aware of the ensuing responsibilities and I am committed to the obligations that come with the task. I am especially excited to be working with such a dedicated group of professionals who lend themselves selflessly to the endeavors and the vision of the association. Lowe also built a successful automotive accessories development and marketing company in the United States, while he was a technological pioneer in his native Jamaica where he established the first company (World Telenet International) to provide internet service by way of fiber optic or submarine cable. He also holds the distinction of being the first Caribbean national to secure an international telecommunications license to break the then monopoly held by Cable and Wireless, and secured the second FCC-214 telecoms license issued by the United States Federal Communications Commission to a telecommunications entity in a foreign

jurisdiction. According to information from the FA, Lowe is deeply committed to youth development, and this is manifested in his service and contribution as a trustee and member of the board of management of The Mannings School - Jamaica’s oldest British co-educational secondary school. “He continues to support academic development of students while leading a sustainable competitive sports programme and funding a sports directorate. Victor is also a founding member of the annual Westmoreland Curry Festival, a fundraiser, which supports the school’s development and NGOs in the city of Sav-La-Mar. Safety is number one priority as FA moves forward – Football expected to phased return THE Turks and Caicos Islands Football Association has opted to do a phased return, starting either later this month or early next month. According to information from the Sonia Fulford-led administration, the decision was made to ensure that all safety protocols are in place as the nation continues to grapple with the Covid-19 virus. The FA recently met with the Environmental Health Department to discuss the particulars of initiating guidelines, protocols and safety measures prior to the resumption of football practices, leagues and competitions. “To protect the health of stakeholders and employees, a careful and considered approach is being adopted in relation to the reopening of the facilities. As such, it will be done in a phased format. This will help to ensure that the appropriate safety measures and best practices are in place to limit risks to public health. The phased reopening will be based on what is best for our players and stakeholders in general, as well as our community as a whole. In doing this, the TCIFA remains guided by the epidemiological situation, and advice received from the Ministry of Health,” the FA noted in a release. Fulford added that she is hoping for a smooth return to the field, but noted that it could only be achieved if all stakeholders work in tandem. “The COVID-19 pandemic has forced significant changes to our 2020 Calendar, and has created a great deal of uncertainty in the world of football. Although we are excited about the strategic and cautious return of ‘the beautiful game’, we are still encouraging persons to stay home unless necessary, practice physical distancing, and avoid social gatherings. We look forward to sharing updates on the reopening of football, and thank everyone in advance for contributing to this development.
