Vaccination efforts put TCI ‘near the very top’ of global league tables But immunisation drive is losing momentum, says governor BY OLIVIA ROSE Governor Nigel Dakin has said the territory’s Covid-19 vaccination programme is losing momentum as fewer people are being vaccinated compared to previous weeks. His remarks came just weeks after the TCI received a third batch of vaccines from the UK - 14,040 doses of the Pfizer/BioNTech vaccine and 300 doses of the AstraZeneca vaccine. In an Instagram post on Monday, April 12, Dakin said although the territory’s vaccination efforts are laudable, momentum is dwindling. “We remain a global leader. Forty-three percent of our adult population (that puts us ahead of the US if behind the UK) are vaccinated, while 35 percent are fully vaccinated, which puts us way ahead of them both and near the very top of global league tables. “But, Team TCI we are losing momentum, less are being vaccinated this week than in previous weeks. “We have supply, we have distribution right, we have the doctors and nurses to do this - but demand is falling.” Governor Dakin stressed that it is critical for residents to internalise that Covid-19 is not going away, but the vaccination programme

will stop when demand ceases. He further explained that current stocks will expire on June 30, and if the TCI is forced to discard unused vaccines, the territory might not be able to receive a new batch anytime soon. “First doses will need to therefore be administered by early June. If we throw away vaccine on July 1, I’m not in a good place to ask for more. “Come on TCI - we have an open goal in front of us to score an extraordinary success that will make our territory an amazingly safe home and destination, allow our residents to travel easily and our economy to turbo charge.” The governor called on residents

to dismiss myths and rumours and urged them to seek out factual information about the vaccine. “Let’s not lose the chance on superstition, misinformation, social media ‘fake news’ or worst of all timidity, let’s get this done, TCI Strong.” Deputy Governor Anya Williams in YouTube video on Friday, April 9, said about 14,300 people have received their first dose of the Pfizer/BioNTech vaccine, while more than 10,000 people have been fully vaccinated to date. She added: “On March 24, 2021, the TCI marked the first anniversary of the first case of Covid-19 here…. To date we’ve recorded 2,300 positive cases and

have sadly lost 17 lives.” Williams said it has been a challenging year for both the Government and healthcare professionals who have worked tirelessly to keep residents safe and healthy. She added: “This is, of course, a major achievement, but for us there’s still much more work to do. “The pandemic is far from over, and for us we’ve lost one too many lives and we intend to do our best to keep people on these Islands safe and healthy.” The deputy governor encouraged those that have not yet been vaccinated to consult their physicians, and friends or family members that have already taken

the vaccine.. “We ask that you continue to pay attention to the advice issued by the Ministry of Health, continue to follow the health and safety protocols and you continue to work to keep yourselves and your family safe.” She continued: “We in the TCI will continue to do our best to keep you safe and healthy, but you must join with us in this fight and you must be responsible for making wise decisions regarding your healthcare.” Governor Nigel Dakin, Deputy Governor Anya Williams and former premier Sharlene Cartwright Robinson were among the first to receive the vaccine. The TCI Government accepted the offer from the United Kingdom for doses of the vaccine in November 2020, shortly before the UK received regulatory approval from the Medicines and Healthcare Products Regulatory Agency. The TCI, along with the Cayman Islands and Bermuda, were the only British overseas territories in the Caribbean to receive this initial batch of vaccines from the UK. This was attributed to the territories having the required infrastructure to maintain the vaccine which (requires cooling to -70 C) and distribute it effectively.

All of the corruption accused will continue to receive legal aid, in the event of a new trial led by the Special Investigation and Prosecution Team (SIPT). This is according to reliable sources, who revealed to the Weekly News this week that the money will keep flowing for about another 18 months. On Monday, April 12, Chief Justice Mabel Agyemang met in chambers (not in open court) with the defence team to iron out legal aid issues. The assurance of payment comes even before a decision on whether a new trial will be held. Last month the chief justice had indicated to defence counsels that some of the new legal aid rules will apply to them.

New Legal Aid Rules 2021 were made by the Chief Justice under Section 16 of the Supreme Court Ordinance earlier this year, and came into force on February 8. The Weekly News has so far been unable to ascertain which of those rules will apply to the lawyers of the corruption accused. Over the past two weeks, the court’s attention has been engaged in two preliminary matters - a constitution motion alleging breaches of rights of the seven accused, and a defence application for abuse of process. In the latter application, lawyers argued the point that their clients’ rights to a fair hearing in a reasonable time have been severely breached in the five-year long trial.

They bemoaned the burdens placed on their clients during the arduous process, saying failures in the management of the case led to the length of the trial. Those failures, the defence lawyers claim, can be evenly shared: from the late Judge Paul Harrison, to the Crown, to the judiciary, and even to themselves in some respects. Both hearings have since been completed, and now the issues are with the chief justice for her to consider the arguments from the defence and the prosecution. Her decision on the motion and the application will determine whether there will be a new trial. As at time of press, there was no confirmation as to when those crucial decisions will be issued by the chief justice.

MP calls out Elections Department for not correcting vote count BY DELANA ISLES Hon. Jamell Robinson has claimed that 82 of his votes were missed at the general election on February 19 and his total count should have been 3,500 - the second highest of all the electees. The new count would put him well ahead of both the Deputy Premier, Hon. Erwin Jay Saunders and Minister of Tourism, Hon. Josephine Connolly. The two received 3,478 and 3,464 votes, respectively, at the February 19 polls, while Premier Hon. Charles Washington Misick was the front runner with 3,594. The PNP all island elected member said the Elections Department is aware of the miscalculation and claimed it is now “ducking the issue”. Robinson posted a statement on the matter after several online commentators alleged over the weekend that he was blackballed for the position of deputy premier through deliberate miscalculation of his votes. One wrote: “Our premier and others seem to be very scared of

what Robinson brings to the table,” adding, “This man’s family will leave no rock unturned to deal with this.” In the statement posted to his Facebook page on Monday, April 12, Hon. Robinson outlined his position. “In regard to my overall vote count being incorrectly reported, I can confirm that this is indeed the case as my correct total was 3,500 votes,” he wrote. “Specifically, in the Bight District the total shortfall was 82 votes because the three polling station returns were not added up correctly.” He said the issue was flagged with the Elections Department in sufficient time to make an immediate correction. “…or at the very least to have it addressed in the elections report which is required by Section 57 (5) a) of the Election Ordinance. “Institutions of good governance must carry out their functions with integrity or be made to do so.” Robinson said that as a member of the voting public, he believes this is an issue relevant to all Turks

and Caicos Islanders. “Mistakes do happen, but we have to be willing to do the right thing, learn from them, and adjust for the future,” he added. “This is not a challenge with the PNP and as I made clear on the campaign trail, the PNP is ready for the work that needs to be done and I am honoured to serve as part of the governing party that will lead us through these unprecedented times.” Hon. Robinson continues to stand behind his statements, telling the Weekly News on Wednesday, April 14, that the Elections Department appears to be “ducking the issue”. Asked what information the office is giving him, Hon. Robinson said: “In their mind there is no issue because they are saying I didn’t petition in time.” However, he said the Electoral District 6 (ED6) returning officer raised the issue with Supervisor of Elections, Lister Dudley Lewis, on Saturday, February 20 - one day after the general election. “And they sat on the information until I discovered the irregularity

by accident and raised it with him on Tuesday, February 23. “He investigated the issue and confirmed my findings on Wednesday, February 24. Since that time to now they have been

ducking the issue.” Efforts by the Weekly News this week to reach the Supervisor of Elections, Lister Dudley Lewis, to confirm these allegations were unsuccessful up to press time.

Gunmen captured on video during failed robbery Two masked men armed with guns were captured on security video fleeing from a grocery store in Grand Turk on Sunday, April 11, after they failed in their attempt to rob it. At about 5.27pm, the Police Control Room received a call alerting officers to an attempted robbery at the shop in North Back Salina. Police were dispatched to the scene where they discovered that two men had tried to enter the shop but security personnel closed an emergency entrance door in time. The suspects fled the scene and no shots were fired. A day earlier, two masked men dressed in black robbed a grocery store on Bay Road in Blue Hills, Providenciales. According to the police press

office, the men entered the store and demanded money from the cashier and patrons, before escaping with cash in a black Nissan Teana car. Officers were dispatched and gave chase along Leeward Highway onto a dirt road near the Thomas Stubbs roundabout where three people exited the vehicle and ran into nearby bushes. No shots were fired during the robbery or the chase. Police took the car for processing. Officers of the Criminal Investigation Department are investigating the robbery. Four visitors charged with forging negative Covid-19 test results Two sets of Bahamian visitors have been charged with forging negative Covid-19 test results which they used as documentation when they attempted to leave the territory. The first pair, who were scheduled to travel to the Bahamas on Thursday, April 8, presented the forged documents to officials at Providenciales International Airport that day. On Monday, April 12, the 54-year-old woman and a 56-year-old man were arrested and charged with the offence of uttering forged documents. They appeared in Providenciales Magistrate’s Court on Wednesday, April 14, and are expected to attend a sufficiency hearing on June 5. In a second incident, two women, aged 36 and 39, also presented what appeared to be forged negative PCR test results to officials at Providenciales International Airport. Both women were arrested and subsequently charged with the offence of uttering forged documents on Tuesday, April 13. They are scheduled to appear in Providenciales Magistrate’s Court on Friday, April 16, to answer to the charge. The

women were scheduled to travel to the Bahamas. In a press release on Wednesday, Commissioner of Police Trevor Botting congratulated his colleagues at Providenciales International Airport for their vigilance. “Secondly, the visiting and local community need to understand that it is a serious offence if you decide to make false or fraudulent representations, and there are severe consequences for violating the emergency measures.” The police chief said that given the widespread technology available, and as long as travel restrictions are in place, this behaviour is inevitable. “However, we will remain vigilant, and if you are caught, please know that you will be punished to the fullest extent of the law. “We are tasked with the protection of people and property, and we will continue to do so while protecting the reputation of this country.” The Criminal Investigation Department of the Royal Turks and Caicos Islands Police Force is actively investigating two cases.

He described the dump site during his speech in the House of Assembly on March 30 as a “thorn in our side” and promised to do everything required to correct “this long-awaited contentious situation”. Five more cases of UK variant discovered in TCI Half of the latest batch of Covid-19 samples sent away for testing have been identified as positive for the B.1.1.7. variant of Covid-19, also known as the UK variant. On Monday, April 12, the Ministry of Health received the results of genomic sequencing which was conducted through the Caribbean Public Health Agency on samples from the TCI. They were selected by the National Public Health Laboratory from positive samples identified through PCR testing locally. The agency undertook sequencing in order to identify whether any of the variants identified internationally were in circulation in the TCI. Of the 10 samples that were sent for analysis, five cases of the B.1.1.7. variant were identified. All of those with the variant have completed quarantine and recovered. The first case of the UK variant was confirmed in the TCI on February 27, when one case of the B.1.1.7. variant was identified

from four samples sent for testing. The variant was first detected in the UK and was first sequenced in the UK in September 2020. It includes a mutation in the spike protein. Changes in this part of the spike protein may result in the virus becoming more infectious and spreading more easily between people. The ministry said the results were “not unexpected” due to the borders opening to international and regional travel and the spike in confirmed cases at the end of 2020 into early 2021. “This evidence of Covid-19 variants being detected locally does highlight the need for all TCI residents to remain vigilant in protecting themselves and one another through the use of face coverings, social distancing and getting vaccinated.” The Pfizer/BioNTech vaccine, which is being rolled out in the TCI to residents, has been shown to be effective against this variant.

Talk, talk and more talk. The solutions are known - but will take money. So back to talk, talk and more talk.

Stranglehold of bureaucracy

Signs of this subterfuge can be seen throughout the Government. Hon. Knowles is doing a brilliant job by taking on this issue. He will find that this is really a matter of a constitutional nature. To add to the treachery, all previous governments did budgets and provided for waste management, but the civil servants had the final say. Sheer madness to say the least. Hon. Knowles serving under a premier with the experience and wisdom of the Hon. Washington Misick may learn that this is time to use the mandate of 14 to one, to change the rules, change the constitution, amend the tendering laws, and effect real change. Where they succeed, we all do. The issue is not the dump but the stranglehold of bureaucracy that prevents the TCI to be run as a real country, or a democracy where the voice of the people must prevail.

Waste to energy

We heard during last year’s campaign the Hon. Member for Wheeland and West Caicos speak of progressively managing the dumpsite. Waste to energy was said to be an option that would be explored. Is this new Government looking for innovative technology, or was all that election rhetoric about the dumpsite just garbage?

Mini ministers

It is brilliant and excellent that incumbent MP for Blue Hills, the Hon. Kyle Knowles is taking a stand against the environmental fallout from the Blue Hills land fill site. He declares, without wavering, that it will “not go unaddressed”. All can be in agreement with the honourable member that this is a thorn in our side for so many reasons. The country will realise that the previous minister responsible the Hon. Delroy Williams, took similar public stances on the issue. We can also be sure that the minister responsible under the previous administration of the Hon. Rufus Ewing took similar

wide, absolute and powerful stands. Yet alas, ministers do not run the TCI. Not since the interim regime of 2009 thru 2012 and onwards. Civil servants were empowered and weaponised to be mini ministers in and of their own right. It’s alleged that many tenders were sent out for the dumps in Provo and Grand Turk but that officials unilaterally vetoed the decision. Many tenders were published, completed and went to the boards for consideration but were routinely sent back for this or that while the dumps burned and the Islands were being destroyed. No one, it seems, got the memo, that the interim regime ended in 2012.

Two migrant boats intercepted, 380 detained Others escape after a third boat makes landfall on South Caicos After a 190 mile journey over the Caribbean Sea from Haiti, two wooden sloops overcrowded with men and women were intercepted in TCI waters on Wednesday, April 14. The Coastal Radar Station detected the two boats at 5.20am and 7.13am near West Harbour Bluff, allowing the Royal TCI Police Force’s marine officers to quickly intercept them. Both boats were towed to South Dock Port, Providenciales, where the 380 migrants were met by police officers, Ministry of Health staff, customs and immigration officers. The first blue and red 44 foot boat held 176 people – 132 men and 44 women, while the second blue and red 44 foot boat held 204 people – 152 men and 52 women. All of the boats’ passengers were detained at the Detention Centre and at time of press repatriation was set to begin shortly. Police searched the boats but found nothing of interest. Minister of Immigration Hon. Arlington Musgrove issued a warning to people smugglers in a statement later that day. “To the masterminds, we will catch and prosecute you as the

borders of the Turks and Caicos Islands are closed to illegal migration and related activities. “So please do not waste your money attempting to enter these islands illegally. You will be sent back.” The minister thanked everyone who assisted in the successful apprehension of the two boats, which he said was a “testament to our teamwork”. He gave special thanks to the coastal radar staff for their early detection, the rapid response of the marine police officers, the Enforcement Unit, and personnel from the Ministry of Health. In a police press release that day, Commissioner of Police Trevor Botting said the protection of the TCI border remains a high priority for the police force and its partners. “I wish to acknowledge the professional work of my Marine Branch team, who successfully and safely intercepted the vessels and brought them and the persons on board to safety,” he said. “These are challenging operations in a dangerous environment, and no matter the reason for those persons being on the sloops, their safety is paramount in our consideration.”

Bullets hit car and home in Grand Turk shooting Thankfully no one was injured when bullets penetrated the window of a family home and an occupied car during a shooting in Grand Turk on Sunday, April 12. At about 10.42pm, the Police Control Room received a call from a resident who said they had heard gunshots along Green Bar Street in Overback. Officers were dispatched and on arrival at the scene they saw that bullets had passed through the window of a home that was occupied by a family. They also found that

gunshots had entered a silver Nissan Teana car which had three occupants, according to a police press release. The Serious Crimes Unit is investigating the shooting. No arrests had been made at time of press. Just a day earlier, two gunmen had tried to rob a grocery store in North Back Salina – but were unsuccessful. Just two days earlier on Monday, April 12, an illegal Haitian boat made landfall at a beach close to the Sailrock Resort on South Caicos. It was found abandoned. A press release from the Ministry of Immigration, Citizenship, Labour and Employment Services said the number of people who were onboard has not been determined. Searches of the island by police officers, immigration officers, the Department of Environment and Coastal Resources and the Environmental Health Department are ongoing.

Officers are also monitoring both the sea and airport. In the press release, Musgrove said maritime smuggling operations are dangerous and too frequently end in tragedy and death at sea. “There are many different reasons that migrants attempt such unsafe voyages at sea, but none of them are worth the risk of life. “The landing on South Caicos is a further indication of the abuse of our borders by persons and this is something that we will not entertain.” It is an offence to harbour or

assist illegal migrants and anyone found guilty may be fined up to $20,000 or face four years in prison or both according to the Immigration Ordinance 2018. Syrian man smuggled into the TCI Immigration minister defends staff actions

A Syrian man, who arrived in the TCI on a migrant boat from Haiti in January, has been taken to safe accommodation after being detained for nearly three months. Moin Alhashash has applied for asylum and has been granted six months stay in the TCI while he waits for a decision. Hon. Arlington Musgrove, Minister of Immigration, Citizenship, Labour and Employment Services, released a statement this week providing details of the man’s detainment. In the April 7 press release he said he wanted to “set the record straight” after The Sun newspaper published an article, describing the TCI as a hub for people smuggling. It also alleges that other Syrians have made it through the territory on their way to the USA, but “the contents of the story are somewhat misleading”, said Musgrove. The minister explained that on January 8 at about 8.23am, marine police officers discovered a boat in the Northwest Point area of Providenciales, with just one person on board. The boat, which entered TCI waters illegally, had previously contained 25 people - three women and 22 men of which Moin Alhashash was one. The minister did not make it clear when Alhashash was found. But said he was interviewed in Creole, a language he knew after spending 14 months in Haiti, through an interpreter. “It was never Mr Moin’s intention to remain in the TCI, as his plan was to go to the United

States (Miami, FL), having paid the captain of the Haitian sloop $4,000,” Musgrove said. Alhashash was arrested and charged by members of the Enforcement Unit under the Immigration Ordinance for the offence of unlawful entry to which he pled guilty. After three months in detention, the matter was heard before Chief Justice Mabel Agyemang on March 22. Alhashash was sentenced

to time already served and the recommendation for deportation was suspended for six months. Subsequent to the hearing and having been advised of the outcome by the deputy director of prosecutions, the immigration authorities began to secure alternative accommodation for Alhashash. Application for the issuance of a writ of habeas corpus (an act of parliament which ensures that no one can be imprisoned unlawfully)

in respect of Alhashash was scheduled for the Supreme Court on March 30. However, Alhashash had been safely relocated by 2pm the same day. His release made the proposed issuance of the writ “nugatory and of no effect”, Musgrove said.

DEFENDING THE DEPARTMENT The immigration minister said the contents of the published newspaper story “are somewhat misleading in certain respect” and paint a distorted picture of his department and staff. He claimed it contains “flagrant allegations of abuse of statutory power” which is “regrettable”. “The immigration authorities are not infallible and have made some mistakes, but endeavour as much as possible to keep their processes and operations within the four corners of the law,” Musgrove wrote. He explained that the department has begun to review its processes in the Detention Centre, which it will continue to do every six months. This will take place with the assistance of senior managers, legal advisers and independent and experienced personnel. “There is ongoing training in key problem areas and post mortem reports and reviews,” he added. Out of these reviews, there were recommendations for improvement and bridging of gaps in both immigration legislation and policy development. Those recommendations have begun to be implemented, the

TRAFFICKED SRI LANKANS Musgrove also mentioned the case of a human smuggler attempting to traffic 28 Sri Lankan men through the TCI to the USA in October 2019 when they were captured and detained. Since then one was charged and deported to the USA, and six left the territory for the USA in May to assist with a people smuggling investigation. After 10 months in detention, on August 28, 2020, all of the remaining men were released and granted exceptional leave to remain in the territory. Five returned home to Sri Lanka last week, while 16 remain in the TCI awaiting outcome of asylum appeals, Director of Immigration Derek Been told the Weekly News on Wednesday. Musgrove said this matter should not be used as a “yardstick to measure the competence of the Immigration Department to adequately manage the entry of unlawful immigrants, their detention and eventual removal from the TCI”. He said the situation with the Sri Lankans was “unique CONTINUED 

Judge Carlos Simons takes the bench once again BY DELANA ISLES Queen’s Counsel, Carlos Simons has once again been appointed a judge to the Supreme Court of the Turks and Caicos Islands. His appointment took effect from April 1, 2021. Same as his first appointment in February last year, this will be a temporary assignment and he will serve on the bench for one year. His appointment in 2020, made him the first indigenous Turks and Caicos Islander to become a judge in the Islands.

At the recommendation of the Judicial Services Commission, Simons was sworn in last week by Governor Nigel Dakin for the second time. Commenting on the appointment in a press statement this week, the governor expressed that Simons’ judgeship could at some point in the near future become a permanent one. “My hope is that as a more permanent position emerges his experience in the role will allow him to compete with the best in the region, in an interview process run by the Judicial Services

Commission.” This, the governor said, will consolidate the steps forward that are being taken in the wider justice sector under the guidance of Chief Justice Mabel Agyemang. Judge Simons brings to the post a wealth of experience and knowledge, having led his law firm’s - Miller Simons O’Sullivan - civil and commercial division for many years. He was admitted to the TCI Bar in January 1984, appointed as Queen’s Counsel in January 2002 and as an Officer of the Order of the British Empire in June 2002.

No congregating at bar and restaurant counters allowed. NEW MEASURES: a) Pleasure craft to be limited to 50 percent of normal capacity. Vessels with a capacity of 10 people or less to be limited to a maximum of six people. Sometimes the grass is not greener on the other side Sometimes we make decisions because the grass appears to be greener on the other side. Of course, there are many cases where the grass is greener. And I am also cognizant of the fact that some people make decisions not because the grass is greener, it is because the situation they are currently in is really out of hand and they need to get out and move ahead in life. This article therefore is about people who make decisions because they think the grass is greener on the other side. Don’t be too hasty or too emotional when making a decision to leave your country, your job or a relationship. Don’t leave because you see others did it. You should know what your goals are and make the decision to exit based on your personal goals. Many Caribbean nationals leave their country to migrate to other countries. However, some individuals are better off remaining in their country. While you may earn more money, the cost

While I encourage people to take a break from their home country for exposure and experience, don’t ever think the grass is greener. Before you migrate, take a vacation and

spend some weeks in that country to see if you think this is where you want to live. Many people leave jobs for a myriad of reasons but one of the main reasons people leave is due to higher pay. However, the higher pay may come with a lot of responsibilities. You may have to work so many hours. You may also have a lot of taxes to pay. The environment may be a toxic environment. The management style may be awful. The thing that you are running away from,

you may also be running to it on the next job. Before you move to another job, do a lot of research on the company including enquiring with employees. While a higher salary is a great thing, you must also be happy on your job. I’d rather have a lower salary and be happy than to have a higher salary and be angry and upset about going to work daily. Some people have been blessed to get out of a relationship and meet others. However, there are some who thought the grass was greener. They were looking at the outward appearance of individuals. Many people want more, and they feel in order to do so, they must get out of the current situation. Sometimes, this is not necessarily true. Examine your current situation and try to enhance it and improve it. Water your grass on a daily basis. You see the other green grass you are looking at it may be just artificial green grass.

But we always knew that the Caribbean Single Market Economy (CSME) could not work, because of the varied economic performance of small independent states, dependent territories and mainland entities. They each have recognisable strengths and weaknesses in their economic endeavours and regarding their per capita, seemingly, it is the dependent territories that are doing well. The reality is, within the global sphere, competition is not among equals, it is influenced by giant firms, backed by the governments in developed countries that are setting the rules to their own advantages. Commission for Latin America and the Caribbean, is capable of competing alone on the global stage. The financial moguls of the G20 Summit meet yearly to discuss international issues and among them is trade. This simply suggests that the rest of the world, including the TCI and the other Caribbean nations, must play by their rules. The leaders of the G20 envisage economic benefits from forming trade alliances, effected through the obligations of the WTO treaty, the construction of hemispheric trading areas and the conditionalities of multilateral and bilateral funding agencies in their lending programmes within their regions; be it North American Free Trade Agreement, the EU or the Trans-Pacific Partnership. The challenge here is not whether the region should participate in globalisation, the question is, what approach should be taken. Hence, the TCI and rest of the region

should adopt an ‘active’ approach toward globalisation, which emphasises that acting as single states will never match the bargaining power of the G20 in external negotiations and the selective development of competitive competencies in the economy. Regionalism within the TCI context suggests a steady rise in real wages and living standards for its population, and more generally, to participate in the global economy on terms consistent with equitable development and good governance. However, to achieve such massive feat, the region must undertake a ‘passive’ approach the policy package of across-the-board trade and financial liberalisation, deregulation and factor markets, privatisation and the downsizing of the state. What is most concerning for the TCI, is the intensifying global competition in tourism, as the relative cost of air travel continues to fall, along with other risk factors, such as environmental degradation, tourist harassment and adverse media publicity with overreaching impact from the US and the European markets. Relative to trade, competition and tourism, the TCI and the region must act together to confront the world, and considering the Caribbean basin as a strategic trade line for US, we must flex our muscles.

Illegal immigration, a real threat without real solutions PART TWO Dear Editor, Continued from last week. It’s sad to say, but given the declining rate of our indigenous population and the construction boom over the years, the country cannot continue to thrive and survive without foreign workers. The reality is, our country does not have a sufficient labour force to meet the construction demands and the growing need for workers in the service industry. The question is, at what point are we willing to accept this reality? I also believe there is a broader appetite by the public for the Government to make some necessary amendments to our current immigration policies. It’s evident, the British government, which is ultimately responsible for our external security, is only spoon feeding us when we cry out. In my opinion, the road we are currently on is putting us in a very precarious position which will be difficult to rebound from. With that being said, I would like to present to the Government the below two options to ponder. The first option: Let’s put the pressure on the British government to station a coastguard ship in our waters on a semi-permanent basis to help deal with illegal immigration. With our limited marine resources, why are we processing hundreds of illegal migrants on our shores? Our system was not designed to house and support such levels of immigration. The cost of repatriation is draining our already strapped fiscal budget, which in turn creates other shortfalls. The second option: Consider passing an amnesty bill with a path

to citizenship for those without criminal records who can prove they have entered the country prior to XYZ date. For eligibility, such persons would have to provide some form of legal documentation, work history, passport and credible references. Obviously, this will need to be a well thought out process and will require some kind of ‘think tank’ committee to get it started. It will also need to include our census bureau embarking on a countrywide effort for a more accurate headcount. By doing this, it could accomplish a number of things. For one, it will decrease what I would characterise as the ‘slave labour pool’ in our country and also allow those who were once illegal to pay into our national insurance and national health insurance system rather than draining it at our own expense. The bottom line is, we can’t continue to operate the same way and expect different results. As we have seen over the years, even though many of these voyages could be very treacherous, these migrants are undeterred by the seemingly odds of dying to get here. Therefore, it is futile to just sit back, complain and think it will magically go away. Because, at the end of the day, they have been here, living and working among us for years undetected. Something unprecedented has to be done. Illegal immigration is a matter that should concern all of us. Now whether or not we choose to confront the problem, put a Band-Aid on it or just look the other way, it’s definitely something we need to tackle head on. Ed Forbes, Grand Turk

Murder suspect stands trial for killing of resort employee

Murder accused Jumillo Isma appeared in court this week, charged with the murder of Godly Petiote. Isma appeared before Judge Shiraz Aziz in the Grand Turk Supreme Court on Monday, April 12, for jury selection. That initial hearing was live streamed on the Judiciary of the Turks and Caicos Islands’ Facebook page. This is the first time a trial has been live streamed in TCI history. Isma has since pleaded not guilty to the capital offence, and currently a 12-member jury is considering the testimonies of Crown witnesses. These witness testimonies are not being livestreamed, however. This, the judiciary said, is to safeguard the integrity of the process. Isma’s murder trial is the first jury trial to be held in a year since the Covid-19 pandemic began. The man who was 21 at the time of arrest on March 14, 2020, is charged with shooting 21-yearold Godly Petiote multiple times on Cherokee Road, Providenciales. Isma is also charged with carrying a firearm, carrying ammunition, discharging a firearm, and discharging ammunition. The defendant is represented by defence attorney Lara Maroof-Misick of James Law Firm. The event occurred at about 10am on March 11, 2020, as Petiote was walking along International Drive, off Cherokee Road in Providenciales. He was on his way to work at Beach Enclave. Police quickly responded to reports of several gunshots from people in the vicinity, and arrived on the scene to find the bullet riddled body of the victim. Petiote was quickly rushed to the Cheshire Hall Medical Centre where he succumbed to his injuries.

Haitian man remanded for sexual assault Michelson Fleurino, a resident of Dock Yard, Kewtown, Providenciales will remain in prison to await a new trial after being charged with sexually assaulting a female. Fleurino is already serving a prison term for illegally entering the Turks and Caicos Islands. He appeared before Magistrate Oreika SelverGardiner on Wednesday, April 14, on the new charge. The allegation, according to police information, is that sometime on February 23, 2021, the accused intentionally sexually assaulted a female (age unknown). A report was made shortly after the alleged crime and Fleurino was later charged and remanded to Her Majesty’s Prison in Grand Turk. No date for his next appearance on the sexual assault charge had been issued at time of press.

Man, 29, remanded on rape charge Following intense investigations by police, Omarr Lenteen, 29, was arrested and charged with the 2020 rape of a woman. The victim - a resident of Wheeland, Providenciales - first reported the incident in October 2020, to police. The accused was arrested on March 23 and charged. The Grand Turk court registrar Carlo Mason has indicated to the Weekly News that Lenteen has not yet appeared before the Supreme Cour, but has been remanded to prison until May 7. A police source told the Weekly News the accused is the son of a police officer.

Remand for accused who flouted bail conditions Twenty-four-year old Evenx Pierre has been locked up in Her Majesty’s Prison in Grand Turk, after failing to adhere to court-imposed conditions. The man appeared before Judge Tanya LobbanJackson on April 1, and was remanded to prison after it was determined that he failed to comply with his bail conditions. Pierre was first arrested on August 9, 2020, around 12.46am during a stop and search operation in Five Cays. Officers of the Royal Turks and Caicos Islands Police Force pulled over a champagne Chevrolet Trax, with three occupants on board. During the search, Pierre was found to have in his possession an illegal firearm, with one round of ammunition. Pierre was arrested on suspicion of possession of a firearm and ammunition, and later charged with the offences. His trial is set for November this year.

Breached bail lands released convict back at HMP Last week, police hauled Derrick Missick before the court to have his bail revoked. Missick appeared before Judge Shiraz Aziz on April 7, on allegations that he breached his bail conditions. The 30-year old man is charged with inflicting grievous bodily harm on another inmate at Her Majesty’s Prison. This offence took place on August 15, 2020, during which time Missick and several other inmates of HMP are alleged to have brutally beaten inmate Evano Roberts. The injuries sustained by the victim landed him in the hospital. Missick was charged with the offence and released on bail with conditions, as he had just completed a prison sentence he was serving at the time of the assault on Roberts. That sentence was for a firearm related conviction. In court last week, police told the judge that Missick was not complying with the bail conditions and should be returned to prison to await trial. The judge agreed and Missick was remanded.

Environmental group to research new coral disease treatments TCI environmentalists who have been at the forefront of the fight against a coral killing disease, are joining forces with medical experts to conduct research into new treatments. Turks and Caicos Reef Fund (TCRF) is teaming up with USAbased Ocean Alchemists to test a new, non-antibiotic treatment for the stony coral tissue loss disease. The company previously developed the special ointment base for the amoxicillin which has proven extremely affective at wiping out infection and allowing coral to recover. However, the new treatment option uses a proprietary formulation of naturally occurring products which is impregnated into hemp rope and then applied around the edge of a lesion. “None of us want to use antibiotics in the marine environment,” fund executive director Alizée Zimmermann said in a press release on April 6, “but the alternative would result in the loss of many decades to hundreds of years old coral colonies on the reefs that protect our islands from storm surge and wave action. “So we are excited to be involved in conducting research on potential alternative therapies that don’t involve antibiotics.” Within the next month TCRF will be comparing the effectiveness of this new treatment option to the current standard of care, the

amoxicillin ointment. TCRF began trials of the antibiotic treatment in the summer of 2020 and on February 15 this year completed and filed its final report of those treatment trials with DECR. The treatment trials were conducted at six locations around the TCI – three on the reefs of Providenciales, two on those of Grand Turk and one on the reefs of Salt Cay. With up to eight months of monitoring on 122 assessed colonies there was a 93 percent success rate. Most of the control colonies that were not treated died within a few days or weeks, some of them continue to display slow disease

progression. Species specific efficacy ranged from 50 percent to 100 percent with most species seeing more than 67 percent efficacy. To this date no untoward effects have been observed – fish occasionally nibble on the ointment during treatment, but seemed to ignore it after the first nibble. “We are very excited to see such a high efficacy rate for our treatment programme,” Zimmermann said. “Our results are consistent to slightly better than seen in other parts of the Caribbean where this treatment is being used.” On January 13, the Department of Environment and Coastal Resources granted TCRF a research

Surveyors observe important migratory shorebirds A team of conservationists observed very high numbers of important migratory shorebird species when they surveyed wetlands, salinas and ponds on Grand Turk and Salt Cay. The sightings included hundreds of short-billed dowitchers, lesser yellowlegs and ruddy turnstones, terrestrial ecologist B Naqqi Manco told the Weekly News on April 6. “These migratory species use the salinas and ponds for winter feeding or migration pitstops, and many of the salinas they need remain unprotected and threatened by development. “By counting numbers of shorebirds and logging them into the eBird app, we’re able to make long-term comparisons over time to determine what areas most require protection.” The TCI survey was supported by the Spring National Audubon Society Shorebird Surveys which is part of a larger partnership with the Royal Society for the Protection

of Birds. It took place on the weekend beginning March 26 at habitats which provide resting and feeding points for wintering and travelling migratory shorebird. Manco, acting Assistant Director of Research and Development at the Department of Environment and Coastal Resources (DECR), said his team was supported during the survey. Surveyors included members of the Turks and Caicos National Trust, and colleagues from the wider TCI conservation community. The gathered data will contribute to the collaborative Darwin Plus funded project Restoring and Safeguarding Wetlands of the Caribbean UKOTs. The project seeks to protect and restore wetlands, while providing public education about the valuable ecosystem services they provide. TCI National Trust executive director Winema Sanders-Penn said: “The development of restoration and conservation actions

that have identified environmentally significant wetland sites has provided the opportunity to engage our communities and promote the cultivation of eco-tourism. “Furthermore, we are educating the public about the importance of safeguarding our natural treasures and appreciation of the diverse bird life in the TCI.” Shorebirds are considered important indicator species, especially for the long-term effects of climate change as changes in sea level rise and weather affect their habitats. They are also popular with birdwatchers and species can be logged using the eBird app. DECR Director Lormeka Williams said: “We are blessed in TCI to have this incredible free resource for birdwatching opportunities in the historic salinas and ponds of the Turks Islands. “Once an economic powerhouse of salt production, they now offer a focal point for the lucrative birding guide industry.”

They will be tagged with special tags instructing any divers observing these colonies to take photos of the colony and send them to TCRF at sctld@tcreef.org The goal with the expanded treatment effort is to target and save old, reproductive colonies of the most susceptible species to preserve the reef’s genetic diversity and ability to repopulate. Stony coral tissue loss disease is a highly deadly, fast moving disease that affects about 30 species of hard corals on the reefs of the TCI. First observed on the reefs of South Caicos and West Caicos in early 2019, the disease spread quickly to reefs off NW Point, Grace Bay. It continues to spread eastward past Pine Cay, recently being observed on the reefs off North, Middle and East Caicos. A paper from the School for Field Studies in South Caicos published on February 1, reported an approximate 60 percent reduction in live coral coverage

since the disease outbreak. Scientists in Florida have been dealing with this disease since 2014 and through extensive research identified the antibiotic, amoxicillin, mixed with a specially developed, proprietary ointment base was the most effective option for stopping the progression of this disease. The antibiotic paste is pressed into the coral tissue at the edge of a disease lesion. The ointment base expands in sea water to fill the ridges and valleys of the coral skeleton slowly releasing the antibiotic into the coral tissue and minimising the amount of antibiotic leaching into sea water. In 2020 TCRF were granted a permit by the TCI Government to test this treatment to determine its effectiveness on TCI reefs and to watch for any untoward effects on the marine environment. Atlantic hurricane season to be above average Researchers at Colorado State University (CSU) released their predictions for the 2021 Atlantic hurricane season last week, saying it is likely to be “above average”. On Thursday, April 8, they forecast 17 named storms and eight hurricanes, of which four are expected to be major - category three or higher with max sustained winds of at least 111mph. According to CSU’s Dr Philip Klotzbach, the primary reason for the above-average forecast is based on a predicted lack of El Nino and a warmer than normal subtropical Atlantic. The same day, in a press release the Department of Disaster Management and Emergencies (DDME) reminded residents that “it only takes one storm to make it an active season”. “Keep in mind that even a weak tropical storm impacting the Turks and Caicos Islands can cause major impacts, particularly if it moves slowly and rainfall triggers flooding.” The department encouraged residents to take proactive

steps to ensure that their homes, businesses and families are well prepared for this year’s hurricane season. “We all have to prepare the same for every season, regardless of how much activity is predicted,” it said. On March 30, Akierra Missick, Minister of Infrastructure, Housing, Planning and Development, gave an update on the TCI’s hurricane readiness in the House of Assembly. She said an inspection of shelters is complete and several Government owned hurricane shelters have been refurbished and outfitted with standby generators. The other Government approved and private shelters require minor repair works, which are being scoped and prepared to be sent through the Public Procurement Process for quotations. like jazz. Actually, let me rephrase that, I love jazz. Ever since I was given, aged 15, my first vinyl record of the 1938 Carnegie Hall Jazz Concert, I have been hooked to an art form that, to me, represents one of the finest ways humans can be entertained. So, while my contemporaries were moving away from the disco sounds of the late 1970s to the dance-pop, electro, techno, house, R&B, hiphop, of the 1980s and 1990s, I was firmly stuck in the Jazz Age. Of course, jazz spans a very long time period, from early 20th century ragtime, to the Dixieland bands of the early 1920s, the free jazz of the 1950s and 1960s, right up to jazz rap and punk jazz of the late 20th and early 21st century. So just for a bit of clarification, while meaning no disrespect to contemporary jazz musicians, mine is the jazz of what I consider to be the truly golden age of jazz, namely from the early 1920s to the late 1940s. It came as no surprise that, while I barely knew any of the pop musicians of the 1980s, let alone any of their songs, and shunned discos, clubs and other mass gatherings

like the plague, I was fast becoming an insufferable little teenage jazz aficionado, who had no trouble identifying a tune by Duke Ellington, Count Basie or Artie Shaw and could recite and was all too wellversed in the lyrics of Cole Porter, Irving Berlin and the Gershwin brothers. As time went on, jazz became more

than a musical passion to me; it became a philosophy and a movement which, to this very day, I still think had a profound effect on the world of music but more importantly on society in general. Here’s why.... If you asked me to point out the three great contributions of jazz to humanity, they would be: Firstly, its undeniable contribution to musical diversification, illustrated best by all the musicians and styles that find their origins in razz, from rock and roll to R&B. Somewhere along the way, jazz left its mark. Secondly, I would point to jazz as being on the forefront of improving race relations in the USA. At a time when the southern United States were still heavily segregated and Jim Crow (laws) ruled supreme, jazz broke through some of the racial barriers, as black and white musicians performed together, united by their love of music. And finally, I would highlight how ‘democratic’ an art form jazz is. Anyone who’s ever witnessed a jazz ensemble play, will know what I mean; everyone gets their moment in the limelight, be it the bass player, the pianist, or the drummer, they all get their moment to shine. Okay, here comes the tricky bit, or at

least that’s what I imagine you’re now thinking, dear reader. How on earth do we now make the connection to Salt Cay? Easy! Think Ouagadougou or Gibraltar - think Trinidad and Tobago or indeed St Lucia. If at this point the coin hasn’t dropped, conduct a quick Google search and you’ll soon discover that they all have one thing in common. You’ve guessed it, internationally-recognised jazz festivals. Can’t be done on Salt Cay, because we haven’t got the facilities in place? Think again. The beauty of a jazz performance is, aside from the actual music, its simplicity. No need for a fancy concert hall, a stadium or an arena - a church yard, beach bar, disused salt shed or parade ground will do the trick. Add to that the fact that while you can surely attract a good-sized crowd, it’s not like you’re inviting The Rolling Stones or Lady Gaga. In other words, visitor sizes can be kept manageable. Now close your eyes and envision an enticing publicity campaign, featuring a saxophone-playing dolphin, inviting you to the 2022 Salt Cay Jazz and Culture Festival. Time to start planning!

TCI Bar Council gets new president and members BY DELANA ISLES Selvyn Hawkins, attorney with Misick and Stanbrook, is the new president of the Turks and Caicos Islands Bar Council. Hawkins and several others were elected to the council on Saturday, April 10, during its annual general meeting, which was this year held virtually. The other appointees are Sarah Knight as vice-president, and Kerchelle Bain, Tremmaine Swann and Desiree Downes as members. Downes is a Crown officer appointed to the council by Attorney General Rhondalee Braithwaite-Knowles. Each member is appointed for a period of one year, subject to reelection. The council also appointed Shantae Francis as treasurer and Chalsianna Misick as secretary for the 2021 to 2022 year. The new council will meet for the first time on Friday, April 16, to set out its agenda for the year ahead. The newly installed president spoke with the Weekly News on Wednesday evening, April 14, about some of the plans the council will be looking to implement going forward.

A significant number of those plans involve training for young attorneys and returning law graduates. The 33-year-old attorney said

the hope is to provide at least one year of training for young attorneys, particularly Turks and Caicos Islanders, when they finish school and return to the jurisdiction

to lend their skills and education. Hawkins said ongoing professional development of attorneys is also paramount to the council’s mandate. “We have a chief justice who is very progressive in what she’s doing in modernising the judiciary. We endorse that wholly. “I think the bar should follow suit, so we are going to explore ways in which we can assist our local attorneys with their professional development.” He said the council is also looking to foster stronger relationships with regional legal bodies, exploring regional opportunities. This will in turn widen the professional capacity and capabilities of TCI lawyers. The new president is hoping to work with the chief justice to have more attorneys engaged with pro bono work, and coming up with a system that will allow young attorneys to further develop their skills in this way. Meanwhile, Hawkins wants to make the council more relevant and more in tune with its purpose. “We realise that the legal professionals’ bar association was created 24 years ago for the purpose of empowering, increasing

the presence and involvement of Turks and Caicos Islanders in the legal profession.” However, he said that when those 24 years are examined - and while the association does have a presence - the question as to whether it is actually empowered to do what it has to is an issue. Hawkins said next year the council will be 25 years old and his hope is to make it more relevant. “When you think of young persons like myself, I was in primary school when the bar came into existence… and now is the perfect opportunity for us to take a step back and look at whether we have achieved what we aimed to achieve 24 years ago. “What do we want to look like 20 years from now? What should the profession look like? And what strategies do we need to put in place from now to help us get there?” Hawkins follows in the footsteps of current Magistrate Oreika Selver-Gardiner (immediate past president), attorneys Jonathan Katan, Bianca Harvey, George Missick, Sarah Knight, Clayton Greene, Richard Savory QC, Conrad Griffiths QC and senior partner at Misick and Stanbrook and doyen of the TCI Bar, Ariel Misick QC OBE.

Police welfare association collects donations for St Vincent BY DELANA ISLES Humanitarian aid is pouring in from all across the Caribbean region and international countries for St Vincent and the Grenadines, where volcano La Soufrière erupted this past week. The Royal TCI Police Welfare Association has emerged as the first organisation in the territory to lend a hand to the sister Caribbean islands. Speaking with the Weekly News on Wednesday, April 14, was Sergeant Latoya Rigby. On average, Vincentians make up about 40 percent of the Royal TCI Police Force, and Rigby said it is only right that the TCI comes out in a big way for the neighbouring country. “Officers from St Vincent and the Grenadines are in our police force, and you know we always look out for family.” She said the local association has contacted the counterpart committee in St Vincent and the Grenadines and they are concerned for their officers who live in the volcano hit area. “They need things like water

and other supplies… so we decided to lend assistance because when we are down and out they usually come out and they lend assistance to us. “We have it set up where we can accept cash… once we collect a certain amount of money… we MoneyGram it out to the welfare president in St Vincent, so that they can quickly start to get some of the supplies.” Cash donations can be made to CIBC First Caribbean Bank, under the Police Welfare Association Committee account - account number 10559526. Donations can also be made to Scotiabank under the Royal TCI Police Welfare Association account number 001195657. Rigby stated that in terms of physical supplies, the group has not yet decided if it will provide those. “We all know that in Turks and Caicos the cost of shipping things is very high, so we looked at that

and we said the cash and the money we accumulated, maybe it would be easier to send the money than the supplies...at least at this time.” VOLCANIC ERUPTIONS CONTINUING All of the last week, St Vincent residents were told to brace themselves for the eruption of the La Soufrière volcano, and intense evacuation plans were activated. On Friday, April 9, the volcano erupted. Scientists have since warned that eruptions could continue for days - or even weeks. Emergency officials described the landscape as a “battle zone” and said more damage and destruction was likely. On Monday, the volcano fired what experts called a “huge explosion” of ash and hot gas into the air. More eruptions occurred on Wednesday, rocking the island, and burying it under even thicker layers of ash. On the northern part of the island, eruptions from the La Soufrière volcano have displaced about 20,000 people, with 4,000 of those living in shelters around the

island, government officials said on Wednesday. The National Emergency Management Organisation for St Vincent and the Grenadines, said on Facebook that “explosions and accompanying ashfall, of similar or larger magnitude, are likely to continue to occur over the next few

days. In addition to blanketing St Vincent, the plumes of volcanic ash and smoke moving through the atmosphere forced the closure of the island’s airspace and also affected the nearby islands of St Lucia and Barbados with dust clouds.

Jobseekers turn out in the hundreds for Ritz-Carlton job fair BY OLIVIA ROSE Hundreds of people descended on Gustarvus Lightbourne Sports Complex in Providenciales on Wednesday, April 14, seeking employment opportunities at The Ritz-Carlton job fair. From as early as 8am, people started to queue outside the Downtown complex waiting to hand in their resumes and be interviewed on the spot for jobs at the soon to be opened resort. The 155-room world-class luxury hotel and residences, which is expected to open in June this year, seeks to hire about 150 local people for a wide array of

positions. These include front desk concierge, bellman, valet, housekeeper, administrative assistant, accounting assistant, sales coordinator, maintenance supervisor, front office supervisor and housekeeping supervisor. Danitra Clare, director of human resource operations, told the Weekly News that she was pleased with the quality of applicants hoping to land work at the luxury resort. “We’re very happy and excited to see that Turks Islanders are here in large numbers, which means that we still have persons that are unemployed and that’s exactly

Airport Road bar fined $5k for breaking Covid-19 restrictions Monte Bar on Airport Road, Providenciales, was given a $5,000 ticket on Sunday, April 11, for breaching restrictions which aim to prevent the spread of Covid-19. The citation was given for exceeding the permitted occupancy, according to the police press office. On January 20, executive members of the Royal TCI Police Force agreed to name any business that fails to follow the Government’s rules to stop the spread of the coronavirus. The decision was made to provide a further deterrent to anyone deciding to breach the public safety regulations. The Public and Environmental Health (Covid-19) (Control Measures)

Regulations 2020 indicate that businesses must close by 10pm nightly. The number of customers allowed in a restaurant, bar, night club or discotheque, at any one time, cannot exceed 30 percent of occupancy based on square footage verified by the Public and Environmental Health Department. And the business must indicate its capacity with a sign posted outside the entrance of the building, having regard to social distancing and maskwearing requirements. Any person who disregards these regulations commits an offence and is liable on summary conviction to a fine of $5,000 or a term of imprisonment for three months, or to both.

For years there’s been a stigma around working in hospitality. “We want individuals to understand that it is a great and fantastic industry…and you can have lucrative and really rewarding careers within this industry.

“We just want to enhance that and ensure that, you know, we bridge that gap and the stigma of people not wanting to work in hospitality.” General manager of The RitzCarlton hotel John Hazard said he was “absolutely delighted” with the massive turnout. “It far exceeded our expectations, we are so happy to be part of the community in terms of providing jobs and welfare to local Islanders in particular.” Hazard said the one-day job fair targeted the local population, who suffered various losses due to the Covid-19 pandemic. “We can see green shoots of recovery and we can see a light at the end of the tunnel. The island is getting busier. The airport is getting busier as the vaccines globally, the percentage increases. “We are delighted to be a part of the recovery of the local economy.” The mega 12 storey luxury development which is set to dominate Providenciales’ skyline will feature a club lounge, a casino, a spa, multiple pools and a BLT Steak restaurant.

‘The vaccines will not make you sterile’ - health minister tells youths BY OLIVIA ROSE Minister of Health Hon. Erwin Jay Saunders has assured young people that the Covid-19 vaccines being offered in the TCI will not cause infertility. As the Government continues to vaccinate the local population against the coronavirus some young men and women who are eligible to be vaccinated are taking a pass. Despite health campaigns and assurances that the vaccines are safe, many people especially youths are still sceptical of their effectiveness and worried about potential side effects. One major reason for the hesitancy is the worry that the vaccines can cause infertility, according to Saunders. These fears are often spurred by baseless conspiracies which have inundated social media feeds from the time Covid-19 vaccines were developed. In a YouTube video on April 7, titled ‘Myths amongst our youth’,

Saunders explained that the Pfizer/ BioNTech Covid-19 vaccine does not cause infertility. “We talked about the vulnerable… and most times when we talk about the vulnerable we talk about older folks because they may have underlying conditions. “But I want to talk to a specific group of people I hear saying more often than not that they don’t want to get vaccinated for various reasons. “It’s about the youths, those youths that say to me, I don’t want to get vaccinated because I want to have children in the future.” Saunders said it was both male and female young people who believe that the vaccine will make them sterile. “I want to tell you, that is not true. The vaccines would not make you sterile, the vaccines are actually very safe.” The health minister explained that scientists around the world who possess a wealth of knowledge and years of experience creating vaccines, have put a lot of time, effort and money into

creating the Covid-19 vaccine as quickly as possible due to the high demand and catastrophic effect the pandemic has had on the world. “That’s the reason why this vaccine got approved quicker than normal,” he said. “The Food and Drug Administration (FDA) in the United States that would normally approve vaccines, they reduced the amount of time to get the approvals because they knew that the world needed this right away.” He explained that the virus came from animals and mutated to affect humans, “and the only way we can deal with that virus is to come up with a vaccine against it”. The health minister continued: “There is no conspiracy going on, sometimes these things happen. About 100 years ago, there was the Spanish flu, today we have Covid-19. He also dispelled conspiracy theories that Microsoft co-founder Bill Gates is using the vaccine to “control the world”. “That is not true, that is certainly

not true.” He stressed that if the virus is left to run rampant, it will cripple the world’s economy for an extended period and lead to a global depression. Saunders called on youths in the TCI to take the Covid-19 vaccine in an effort to protect themselves and their loved ones. “We’re counting on the young people. The quicker you get vaccinated, the quicker the world can come out of this. “Particularly us in Turks and Caicos. We can get our economy open, we can get kids back to school, and we can get you back to work as quickly as possible,” he added. Saunders said those aged 16 and over can take the vaccine, while those under 16 have to wait until more studies are completed to know if it is suitable for children. “There have been some tests for adolescents, that’s for people

under 16, but we know for certain it’s safe for people 16 and over to take it. “The results from tests on adolescents are looking good and we should know in about two to three months whether or not persons under 16 can take it.” According to the Centers for Disease Control and Prevention (CDC) there is currently no evidence that any vaccines, including Covid-19 vaccines, cause fertility problems. It does not recommend routine pregnancy testing before Covid-19 vaccination. According to information on the CDC’s website, if you are trying to become pregnant, you do not need to avoid pregnancy after receiving a Covid-19 vaccine. The CDC said, like all vaccines, scientists are studying Covid-19 vaccines carefully for side effects now and will report findings as they become available.

Police sergeant laid to rest The funeral service for Sergeant Carl Lightbourne, who died in March, after 32 years with the Royal Turks and Caicos Islands Police Force, was held on Friday, March 9. Friends, family and colleagues attended the full military honour service at the Parade Ground in Grand Turk. Lightbourne enlisted into the

force on May 2, 1988, at the age of 22 after graduating from the Regional Police Training Centre in Barbados and went on to serve in several roles. During the last few years of his life, he was a supervisor on the Response and Operation Unit on Division A in Grand Turk. “Sergeant Lightbourne had

an easy-going personality and conducted himself as a true professional,” a police press release said on March 17. “He was passionate about music and was one of the founding members of the Royal Turks and Caicos Islands Police Force Combo Band, where he remained a member for many years.”

A fire at the solid waste disposal site in Wheeland, Providenciales, has been “addressed”, according to the Environmental Health Department. On Wednesday, April 14, at about 6.18am, the site security company and local residents informed the department of a fire. “[The department] wishes to advise the residents of Providenciales, especially those living in the Wheeland and Chalk Sound communities, that the department has addressed the fire at the disposal site,” it said in a press release later that day. “We wish to assure the public that we are committed to safeguarding public health while also creating an environment that is healthy

and aesthetically pleasing to both residents and visitors to enjoy.” The department added that the day before, on Tuesday at 6.30pm, the site was covered and there was no presence of fire. In the House of Assembly on March 30, Member of Parliament for Wheeland, Hon. Immigration officers complete enforcement training Nineteen officers from the Ministry of Immigration, Citizenship, Labour and Employment Services have completed a ten-day period of intensive operational enforcement training. The course, which was delivered by the UK’s Home Office in partnership with TCI’s Immigration Taskforce, was held at Graceway Sports Centre from March 22 to 31. Training included refreshing techniques and tactical skills, first aid, intelligence, searching and seizing, enhanced communication. Officers took both written tests and operational drills.

of song and prayer, and a poignant clip of Stubbs singing his favourite song ‘Old Rugged Cross’. The sound of Stubbs singing this tune was more than many attendees could handle, leaving several people inconsolable. Apostle Clayton Harris delivered a stirring sermon, interspersed with his personal recollections of Peter Stubbs, and his own road to salvation in Christ.

Haiti’s Prime Minister resigns, president appoints new PM HAITI’S Prime Minister (Joseph Jouthe) has resigned and a new prime minister has been appointed, President Jovenel Moise announced on Wednesday, saying the change was aimed at tackling insecurity in the country. “The resignation of the government, which I accepted, will make it possible to address the glaring problem of insecurity and continue discussions with a view to reaching the consensus necessary for the political and institutional stability of our country. Minister Claude Joseph has been appointed PM,” Moise tweeted. Haiti, the poorest country in the Americas, is plagued by poverty, insecurity and natural disaster. Kidnappings for ransom have surged in recent months in Port-

au-Prince and other provinces, reflecting the growing influence of armed gangs in the Caribbean nation. Anger has been piqued by the abductions on Sunday of 10 people in Croix-des-Bouquets, a town northeast of the capital Port-au-Prince. France has opened an investigation into the kidnapping and the case has been entrusted to the Central Office for the Fight against Organised Crime (OCLCO), which has jurisdiction over crimes committed against French citizens abroad. On Monday Haiti’s Catholic Church slammed the government’s failure to act over the unrest, with stinging comments decrying Haiti’s “descent into hell”. The rise in gang violence and political instability have recently

drawn protesters onto the streets of Port-au-Prince. A week ago, hundreds of women protesters rallied in the city against the growing power of gangs, which has led to a spike in kidnappings for ransom. The US has warned of the risk of kidnappings as it reissued advice to citizens to avoid all travel to Haiti. The unrest comes as the government remains mired in a political stand-off. Moise maintains that his term of office runs until February 7, 2022, but others claim it ended on February 7, 2021. Deaths in Dominican Republic linked to tainted alcohol More than 25 people have died in the Dominican Republic after drinking adulterated alcohol, according to authorities. The Ministry of Public Health reported 26 deaths and more than 80 people affected throughout the country. The agency called on the population to not drink illegally produced alcoholic beverages. The outbreak of methanol poisoning began during the Easter holiday and has affected people in Distrito Nacional, Santo Domingo, Monseñor Nouel, Santiago and Puerto Plata. Slightly more than half of those sick are men while a third fall in the 20 to 29 years old age group. Two possible sources have been identified; a homemade adulterated drink known as clerén and the other is a type of frozen cocktail. Clerén is an illegal alcoholic beverage without a health registration that is sold in bulk and consumed by poor people, because of its low cost.

The Ministry of Public Health called on the population to not drink illegally produced alcoholic beverages.

Officials also believe some bottles of recognized alcohol brands in the Dominican Republic have been refilled with product containing methanol. Investigations are ongoing with the Santo Domingo Oeste prosecutor’s office, police and Ministry of Public Health. Action has included raids in La Guáyiga, seizure of adulterated beverages, identifying possible suspects

responsible for their manufacture and sale, taking samples and sending to laboratories, and requests for arrest warrants to authorities. Officials have also been to hospitals to check on the health of victims and interview their families. A number of businesses have been closed and people have already been arrested. In Barahona, a lab and distillery was raided with 20 to 30 55-gallon tanks of product seized.

St Vincent volcano: UN warns humanitarian crisis will last months THE humanitarian crisis caused by volcanic eruptions on the Caribbean island of St Vincent will last for months, a UN official has warned. Didier Trebucq said nearby islands including Barbados, Antigua and Barbuda could also be badly affected. He said the UN was setting up an international funding appeal. About 20,000 people have been evacuated from their homes since La Soufrière volcano began erupting last Friday. It had not previously erupted since 1979. Mr Trebucq, the UN co-ordinator for Barbados and the Eastern Caribbean, said clouds of ash and smoke were continuing to pour from the volcano every day. “We are expecting that continuous explosions and ash fall will continue over the coming weeks in Saint Vincent and the Grenadines, but also in neighbouring islands such as Barbados, which has also been severely affected... as well as Saint Lucia and Grenada,” he told reporters. He described the situation as “a crisis that will require a humanitarian response but also a response in terms of rehabilitation”. “This is a crisis that is going to last certainly more than six months in the sub-region, in Saint Vincent, and other islands,” he said. The UN says about 4,000 of those displaced are now living in 87

shelters - many of which lack basic services such as drinking water. Others have moved in with family or friends and some have taken boats to neighbouring islands. Mr Trebucq said water provision was the main priority for aid teams, followed by shelter. “The clean-up of the ashes, finally, is another important priority, in terms of environmental health but also clean-up to make sure that life can come back to normal outside the red zone as soon as possible,” he added. On Wednesday, Prime Minister Ralph Gonsalves said that despite the dangers many residents were choosing to stay on the island rather than be evacuated by ship. “There are some people who want to go to different countries but it is not a large number,” he told a TV programme in Grenada. “They said they want to stay at home. I have been around several of the camps and that’s the message.” The volcano had been dormant for decades, but in late 2020 it started rumbling and then began spewing steam and smoke. The first sign that an eruption was imminent came last Thursday evening, when a lava dome became visible on La Soufrière. Just before 09:00 on Friday (13:00 GMT), seismologists from the University of the West Indies confirmed that an “explosive eruption” was under way. (BBC)

Regional News Bermuda goes back into lockdown, premier has COVID BERMUDA went back into lockdown on Tuesday morning for at least seven days after 118 people tested positive over the weekend. Bermuda’s premier David Burt revealed at a press briefing via Zoom on Sunday that he had tested positive for COVID and was isolating, while his family members, who have tested negative, were in quarantine. He said he had no symptoms as he had been vaccinated. Among the latest cases, 20 were classified as local transmission, five were travellers who arrived on flights from the US, and another 93 were under investigation. Bermuda has a similar-sized population to Cayman, with approximately 64,000 residents. The premier said at the briefing that it was clear “the rate of spread is far more advanced than believed and the regulations put in place have not been enough to slow it down. We must act now as continued household mixing is leading to increased transmissions.” From 5am Tuesday, the government implemented ‘stay at home’ protocols, requiring people to work from home and the closure of all businesses, other than grocery stores, gas stations, banks and pharmacies. As it did in its previous lockdown, Bermuda will be adopting alphabetised days for residents to

visit supermarkets, similar to the requirements Cayman implemented last year. Burt said at the briefing, “I know this is not the news many people wanted to hear. What is important is to remember the importance of staying at home and do not mix households.” He blamed the increase in COVID number among the local population as being due to “reckless conduct” of individuals who had mixed outside their family groups in the weeks before and during the long Easter weekend. Local media in Bermuda have

reported on a number of private parties, attended by more people than the maximum 25 under the previous regulations, that have been broken up or investigated by police in recent weeks. One such party at a house in Smiths Parish in mid-February has been described by authorities as a “superspreader event”. As of Sunday, Bermuda had 877 active cases, which accounts for nearly 50% of all cases reported since March last year. Of the current active cases, 36 people were in hospital, with six in intensive care, Bermuda’s health minister Kim

Wilson said, adding that two people with COVID had died over the weekend. Four people have died in the latest surge of the disease in Bermuda over the past two weeks. A total of 16 have died since March last year. Bermuda has enough PfizerBioNTech vaccines to meet its aim to inoculate 70% of its population and reach herd immunity by the end of May, Burt said at the briefing. The latest available statistics show that 32% of the population has received both doses of the vaccine. Wilson said that, as health minister, it was “extremely frustrating to know that Bermuda is in a state of community transmission because some people chose to ignore public health measures such as mask wearing and/or hold or attend parties with large groups of people in contravention with the law”. She said she was hearing stories of people who were feeling unwell running errands or visiting friends, or going to work with a cough. “When tested, they’re found to be positive and have already infected people they have come into contact with,” Wilson said. The UK variant of COVID-19 is the one most commonly found in Bermuda in recent tests, she said. Cayman’s Chief Medical Officer Dr. John Lee told the Compass earlier

that the surge in cases in Bermuda is “really worrying”. “Unfortunately, when case numbers of COVID-19 start to rise, after a couple of weeks that’s when the [hospital] admissions start to increase as well. Some of the new variants of COVID are even more infectious and difficult to contain with the measures we have learned,” he said. Burt explained on the Zoom video briefing that he had been tested five times over three weeks, and had he and his family had returned negative results on Good Friday, 2 March. However, he tested positive in the test following that one. He said the result, even though it came back as a “very low-level positive”, had come as “quite a shock, especially as we had been extra cautious”. “I am fine,” he said, but added that this was a reminder to “all of us that we cannot be too careful”, and he urged Bermudian residents to get vaccinated as soon as possible. Disney in 75% fleet visit promise to the Bahamas DISNEY promises 75 percent of its fleet will have one stop in The Bahamas when it becomes fully operational. Kim Prunty, vice president of communications and public affairs at Disney Signature Experiences - speaking at a virtual town hall last week on the company’s Environmental Impact Assessment (EIA) for its project at Lighthouse Point - said the company contributed $60m a year to our economy when fully operational. Ms Prunty said: “The Bahamas is as much our home as anywhere. From an economic impact perspective it is estimated their operations lead to more than $60m annually in direct spending in The Bahamas. That’s when we’re operational and when we’re operational, 75 percent of the cruises have at least one stop in The Bahamas.” Disney has been operating Castaway Cay off the coast of South Abaco for over 20 years. The town hall last week was to assure members of the public in Eleuthera that the company’s

latest investment at the Lighthouse Point in South Eleuthera, will have minimal environmental impact and that Disney was following all of the environmental guidelines on maintaining proper environmental protocols. Dr Mark Penning, vice president of animal science and environment at Disney, said: “On the very first conversation we had about Lighthouse Point, we said that we as Disney would not move forward unless we could do so in an environmentally responsible way . “There are no unique marine habitats or species in the development footprint. There are no coral reefs in the footprint, there are no patch reefs either.” Disney intends to add a “75 foot buffer space” on either side of the pier it will build off the point. Dr Penning said: “When you think about the extent of the pier itself, that total space will result in around a 10th of an acre of coral that we will mitigate.” Scott Tiegs, a biology professor at Oakland University in Michigan, challenged Dr Penning’s analysis

Another of Disney’s representatives responded saying: “We do have plans in the fall to tag fish to understand exactly how to use

that area. “One of the biggest concerns from the bonefish trust is the Marina. We have discussed with them exactly how we can mitigate that and they have given feedback which we’ve incorporated. “It’s kind of experimental at this point, but we are looking at having some time to tag in that exact area to make sure that we know exactly how to utilize that point.” Ms Prunty also spoke about the partnerships Disney has created on the ground in Eleuthera saying: “We spent a lot of time in The Bahamas,

talking to people about what’s important to make sure that when we contribute to the community, we’re doing it in a way that meets community needs. “A few things can come out of that and one is the importance of Bahamian ownership, which is why we invested a million dollars over three years to the Small Business Development Centre and the Eleuthera chamber to create an Eleuthera business hub to take advantage of the project that we’re bringing as well as the others that we are bringing to Eleuthera.”

Daunte Wright shooting: Officer Kim Potter charged over killing A WHITE police officer who shot dead a black motorist in Minnesota has been charged with second-degree manslaughter, prosecutors say. Officer Kim Potter has been arrested and will be held in custody. Mrs Potter says she shot Daunte Wright accidentally, having mistakenly drawn her gun instead of her Taser. Responding to the charges, the Wright family’s lawyer Ben Crump said the killing was an “intentional, deliberate, and unlawful use of force”. Both Mrs Potter and Police Chief Tim Gannon have quit the Brooklyn Center force. The killing has sparked three nights of clashes between police and protesters. It happened in a suburb of Minneapolis, a city already on edge amid the trial of a white ex-police officer accused of murdering African American George Floyd. Minnesota’s Bureau of Criminal Apprehension (BCA) said Mrs Potter had been arrested on Wednesday morning at the BCA in St Paul and would be booked into Hennepin County Jail on probable cause second-degree manslaughter. The charge carries a maximum sentence of 10 years in prison and a $20,000 (£14,500) fine. Prosecutors must show that Mrs Potter was “culpably negligent” and took an “unreasonable risk” in her actions, Reuters reported. In a statement, Mr Crump said “no conviction can give the Wright family their loved one back”. “A 26-year veteran of the force knows the difference between a taser and a firearm. On Tuesday night, bottles and other projectiles were thrown at the Brooklyn Center police headquarters and officers responded by firing tear gas, stun grenades and rubber bullets. Earlier on Tuesday the families of Mr Wright and Mr Floyd came together to demand an end to the killing of unarmed black Americans by police. “The world is traumatised

Bodycam footage showed Mr Wright fleeing from officers after they told him he was being arrested for an outstanding warrant. As Mr Wright re-enters his car, Officer Potter is heard shouting “Taser” several times before firing a shot.

Greensill: Cameron says he will ‘respond positively’ to MPs’ lobbying inquiry DAVID Cameron has said he will “respond positively” to any requests from MPs for him to give evidence about Greensill Capital. The former prime minister has faced criticism for lobbying on behalf of the finance firm, which recently collapsed. It has sparked a wider row over private companies’ attempts to influence ministers and officials. The government has asked a senior lawyer to conduct a review into the issue and to report by the end of June. But on Wednesday the Commons Treasury committee announced plans for its own probe, with other committees reportedly planning to do the same. A spokesman for Mr Cameron said he would “respond positively” to requests to give evidence “when the terms of reference of each inquiry are clear”.

It is not yet clear whether the former Tory leader will be asked to appear in person, or to provide a committee with evidence such as documents. Labour had wanted a “full” probe, including public hearings by a cross-party panel of MPs - but the government rejected this, and voted down the plan. Afghanistan: Biden calls for end to ‘America’s longest war’ THE US will continue to support Afghanistan after withdrawing all US troops, but not “militarily,” President Joe Biden has pledged. “It is time to end America’s longest war,” he said in a speech from the White House room where US airstrikes there were first declared in 2001. The pull-out is to coincide with the 20th anniversary of the 11 September 2001 terror attacks, officials say. At least 2,500 US troops are part of the 9,600-strong Nato Afghan mission. The number of US troops on the ground in Afghanistan fluctuates, and US media report the current total is closer to 3,500. US and Nato officials have said the Taliban, a hardline Islamist movement, have so far failed to live up to commitments to reduce violence in Afghanistan. In Kabul, Afghan officials say they will continue peace talks in preparation for the withdrawal. Afghan President Ashraf Ghani tweeted that he had spoken on the phone with Mr Biden on Wednesday, and that the country “respects the US decision and we will work with our US partners to ensure a smooth transition”. He added that Afghanistan’s

He also paid his respects to the victims of the 11 September 2001 attack which triggered the US invasion of Afghanistan. “We went to Afghanistan because

of a horrific attack that happened 20 years ago,” he said. “That cannot explain why we should remain there in 2021.” “We have to focus on the challenges that are in front of us,” said Mr Biden, citing the threat of cyber attacks and rising tensions with China. “We already have service members doing their duty in Afghanistan today whose parents served in the same war,” he added. “We have service members who were not yet born when our nation was attacked on 9/11. War in Afghanistan was never meant to be a multigenerational undertaking.” Later on Wednesday, Mr Biden will visit Arlington National Cemetery, where some of the 2,488 US troops who died fighting in Afghanistan are buried. Mr Biden’s plan pushes back the 1 May deadline agreed to by the Trump White House. The deal signed in February 2020 said the US and its Nato allies would withdraw all troops by May 2021 if the Taliban upheld its promises, including not allowing al-Qaeda or other militants to operate in areas it controlled and proceeding with national peace talks.

Although the group stopped attacks on international forces as part of the historic agreement, it has continued to fight the Afghan government. Last month, the Taliban threatened to resume hostilities against foreign troops still in the country on 1 May. On Tuesday, a senior US official warned that the Taliban “will be met with a forceful response” if they attack US troops during the pull-out phase. Abdullah Abdullah, head of the nation’s High Council for National Reconciliation, said on Wednesday that the news of foreign troops withdrawing means “we need to find a way to co-exist”, Reuters news agency reported. “We believe that there is no winner in Afghan conflicts and we hope the Taliban realise that too,” he said. Bernie Madoff: Disgraced financier dies in prison BERNIE Madoff, a Wall Street financier disgraced after he admitted to one of the biggest frauds in US financial history, has died in prison at age 82. His death was announced by the Bureau of Prisons. Mr Madoff had been serving a 150-year sentence after he pleaded guilty in 2009 to running a Ponzi scheme, which paid investors with money from new clients rather than actual profits. It collapsed during the 2008 financial crisis. “Bernie, up until his death, lived with guilt and remorse for his crimes,” his lawyer Brandon Sample said in a statement. “Although the crimes Bernie was convicted of have come to define who he was - he was also a father and a husband. He was soft spoken and an intellectual. Bernie was by no means perfect. But no man is.” Mr Madoff,the son of European immigrants who grew up in New York,set up his eponymous firm Bernard L Madoff Investment Securities in 1960. The company became one of the largest market-makers - matching buyers and sellers of stocks - and Mr Madoff served as chairman of the Nasdaq stock exchange. The firm was investigated eight

But it was the global recession which effectively prompted Mr Madoff’s demise as investors, hit by the downturn, tried to withdraw about $7bn from his funds and he could not find the money to cover it. The list of those scammed included actor Kevin Bacon, Hall of Fame baseball player Sandy Koufax and film director Steven Spielberg’s charitable foundation, Wunderkinder.

UK banks were also among those who lost money, with HSBC Holdings saying it had exposure of around $1bn. Other corporate victims were Royal Bank of Scotland and Man Group and Japan’s Nomura Holdings. But it was not just the elite and large firms who were victims of the fraud. School teachers, farmers, mechanics and many others also lost money. “We thought he was God. We trusted everything in his hands,” Nobel Peace Prize winner Elie Wiesel, whose foundation lost $15.2

million, said in 2009. In court, Mr Madoff said that when he started the scheme in the 1990s, he hoped it would only be for a limited time. “I cannot adequately express how sorry I am for what I have done,” he said in March 2009, when he pleaded guilty. “I realised that my arrest and this day would inevitably come.” The scam involved an estimated $65bn, a figure that included gains Mr Madoff’s clients believed they had made due to fake account statements. Of the more than $17bn in cash

losses, more than $14bn has been recovered. Last year, Mr Madoff requested early release from prison citing health problems, including kidney disease. In an interview with The Washington Post he said he had “made a terrible mistake.” “I’m terminally ill,” he said. “There’s no cure for my type of disease. So, you know, I’ve served. I’ve served 11 years already, and, quite frankly, I’ve suffered through it.” Judge Denny Chin denied Mr Madoff’s request, noting many victims were still suffering due to their financial losses. “I also believe that Mr. Madoff was never truly remorseful, and that he was only sorry that his life as he knew it was collapsing around him,” he wrote. At least two investors with Mr Madoff took their own lives after their losses. His son Mark also killed himself on the second anniversary of his father’s arrest. His other son, Andrew, died of cancer in 2014. Mr Madoff is survived by his wife, Ruth Madoff, who maintained she was unaware of the scheme and was never charged. Prosecutors let her keep $2.5m from the the $825m fortune the couple once possessed. (BBC)

Health minister praises ‘stellar work’ at SNAP Centre The Special Needs Association of Providenciales (SNAP) Centre hosted two Government officials last week, who were delighted

with what the facility offers. Deputy Premier Hon. Erwin Jay Saunders who is Minister of Health, Agriculture, Sports and Human Services, was joined

by Deputy Permanent Secretary Tamera HowellRobinson. They visited the centre on April 8 to learn about its programmes and services.

In a press release on Wednesday, April 14, director Betty-Ann Been said the centre’s goal is to provide intellectual and life skills opportunities to the students. “…thus enabling them to function as productive citizens where possible.” The SNAP Centre provides intellectual and life skills opportunities for children and young people aged four to 21 with special needs. This can include autism spectrum disorder, intellectual disability, developmental coordination disorder, speech/language disorder, learning disorder

and down syndrome. On arrival at the centre, each student is evaluated. This is followed by diagnostic reports and treatment plans to guide parents and teachers. Each student will have an individual education plan inclusive of life skills. The plan is reviewed quarterly using a combination of various international standard programmes. The centre is staffed by trained teachers who impart life skills programmes, sign language and outdoor programmes - all within a friendly learning environment.

During his visit Saunders said: “This Government and in particular my ministry will ensure that every action is taken to guarantee that our vulnerable children and young people have equal opportunities to succeed by providing the right educational support and healthcare. “I am very proud of the stellar work being done by the staff of the SNAP Centre. The students are in good hands.” The deputy premier pledged a personal donation of $2,000 for life skills training, and shared that his desire is to “be a champion for those most vulnerable”.

College students enjoy some domestic tourism Hospitality and tourism students from TCI Community College enjoyed a two-day educational tour of Providenciales and North and Middle Caicos last weekend. It was led by the college’s faculty of hospitality and tourism management and aimed to give the youngsters an insight into the local industry. Lecturers and pupils from the Grand Turk campus met with lecturers and pupils from the Providenciales campus for the event, a college press release on Monday, April 12, explained. Bugaloo’s opens second location in the heart of Grace Bay BY OLIVIA ROSE Bugaloo’s Conch Crawl restaurant is now serving locals and guests alike at its highly-anticipated second location on the Grace Bay strip in Providenciales. The popular eatery held its official opening event on Saturday, April 10, to launch the new restaurant at the former site of The Landing, adjacent to Jai’s in the Regent Village. Several invited guests, including restaurateurs, business owners, as well as former premier Michael Misick, enjoyed a wide array of free drinks and local seafood hors d’oeuvres. They were treated to Bugaloo’s famous fresh conch salad and entertained by musical performances from a live band. In an interview with the TC Weekly News, restaurant owner Michael Stolow said the second location will make it even more convenient for tourists to visit. The new restaurant was inspired by its beloved Five Cays location, he said, and as such the design is full of tropical details with bright colours and an outdoor beach atmosphere. “We’re giving them the nonGrace Bay experience right in

Grace Bay. We’ll have a separate conch bar in the restaurant, which is not opened as yet, but we’ll have a whole system there where the guys will prepare fresh conch salad and make it in front of the tourists. “We’re sure the tourists will get a good kick out of the whole conch show, so we think that’ll be a big attraction.” Stolow said that although Bugaloo’s aims to bring a different vibe to the Grace Bay strip, customers will enjoy the same unbeatable prices and service provided its the other location. “It’s the same menu and the same price and no one else is offering that. Being that the price is right and we offer a different atmosphere I think it will be very popular. “A lot of folks want to come and enjoy a fresh conch salad on their lunch breaks and so forth so I think people would love to have that option.” When asked if the new location will take away from the Bugaloo’s Five Cays experience, Stolow said it will certainly have an impact on the restaurant’s daily attendance. “It will definitely take away from our general crowd, but right now Grace Bay sells two to three times as much for lunch and dinner than in Five Cays because the

tourists don’t want to head all the way up there. “In the long run I’m hoping those who try it here and love it, will want to rent a car or get a taxi and come down to Five Cays,” he added. Stolow said the move is a dream come true since he had his eyes set on that location in Grace Bay for a long time, and was waiting for the perfect opportunity to make it his own. “For years I’ve wanted that spot, since the previous owners put that boat there. I thought why didn’t I think of that. “But most times locations on Grace Bay never go on the market. You just hear about it after someone gets it.” Stolow said he is optimistic that the new location will make up for losses in revenue at the Five Cays location, which suffered due to the pandemic and lockdown restrictions. Bugaloo’s island cuisine restaurant will serve lunch and dinner, along with cocktails, beer, and wine. The name Bugaloo’s came from the man who started the initial restaurant in Blue Hills - Berlie ‘Bugaloo’ Williams. He later partnered with Stolow to open the Five Cays location.

Well known recording artist David ‘Jack’ Lightbourne and Dr Marcela Malcolm of Carolina Clinic are co-partnering on The Farmacy plant-based cafe and supplement store. Lightbourne said that amid the pandemic, he knew that certain business opportunities would present themselves, even though the economy was experiencing a hit. He said people were much more health conscious, in need of boosting their immune system in the unlikely case of being exposed to Covid-19, and others simply wanted to lose weight. This presented a great opportunity to help residents while creating a new business brand, he added. Lightbourne grew up in a family of chefs which included his father and uncles who worked at the US military base while on Grand Turk. “Cooking has always been a passion, stress reliever and a perfect form of entertainment for family and friends wanting to try new dishes,” he said. “It’s definitely something I look forward to exploring daily.” Co-partner Dr Malcolm said she is very excited for the opportunity to meet the health needs of the public, stating that there is absolutely nowhere else in the TCI for people wanting to experience a complete plant-based diet and lifestyle. Aspiring young leaders quiz politicians on their winning strategies BY DELANA ISLES Aspiring politicians are making determined strides to bridge the gap between their young age and their potential future as leaders of the Turks and Caicos Islands. On Saturday, April 10, entrepreneur and aspiring premier Walter Cox hosted a bipartisan panel discussion connecting current leaders with their would-be replacements at The Palms TCI. The event, named ‘The Connect’, was not open to the media, but Cox shared a press release on the outcome of the talks on his Facebook page afterwards. It stated that Cox, “who

has long been an advocate for getting the real story from the horse’s mouth”, provided just such an opportunity at the event. Attendees got an insight on each person’s ‘why’ as it pertains to pursuing country leadership, as well as how the process affects their personal, professional and family lives. Panellists included: Hon. Temard Butterfield, Hon. Akierra Missick, Hon. Jamell Robinson, Hon. Kyle Knowles, Robert Been Jr and O’Brien Forbes, who also doubled as master of ceremonies. The statement explained that the panellists gave candid accounts of their personal campaign strategies, how they

chose their political party, and insight on rallies, public speaking, election day and the results, from beginning to end, win or lose. The inaugural event had no cover charge, the release read, and limited seating due to Covid-19 protocols for invitees who responded to an informal invitation via Facebook post and suggestions from panellists. The event was meant to inspire courage while giving insight and setting realistic expectations for all, and garnered comments such as: “Happy to have been invited, these are the types of events we need”, “Stellar event, those who missed out truly missed

In the release, Cox shared his own ‘why’ for hosting the event as well as what is next for him. “I myself have political interest and look forward to putting my name up for public office one day. “The question after that is, how, where do I start, do I really want to do this and what is it really like.” He added: “I thought, wouldn’t it be great for young people to get the real scoop from their peers on what

it’s like putting their name forward.” With the event being well received by all in attendance, Cox said he would like to host a part two and three with another panel on being a member of parliament and a Cabinet member while holding a ministerial post. Prince Philip honoured with 21-gun salute Officers from the Royal TCI Police Force gave a 21-gun salute at midday on Saturday, April 10, to mark the passing of HRH Prince Phillip, the Duke of Edinburgh. The TCI joined the other British overseas territories and Commonwealth nations in honouring his life at the Clock Tower in Grand Turk In attendance were Governor Nigel Dakin, Deputy Governor Anya Williams, Premier Hon.

Charles Washington Misick and Hon. Otis Morris. Deputy Commissioner of Police Rodney Adams, Assistant Commissioners of Police Kendall Grant and Darron Williams, and other senior ranks of the force were also at hand. Prince Philip died on April 9 aged 99. He was married to Queen Elizabeth II for over 73 years and holds the longest tenure as a royal consort in the history of the British

monarchy. Gun salutes are a tradition in the UK spanning back at least three centuries and were carried out following the deaths of former prime minister Winston Churchill and Queen Victoria. Prince Philip’s funeral is on April 17 at St George’s Chapel at Windsor Castle. He will lie at rest at Windsor Castle instead of lying in state, a choice he made before his death.

Valued at $4.76 billion, the Catalan giant head the Forbes rankings for the first time after narrowly pipping fierce rivals Real Madrid to the top spot this year. Like, I take an inhaler before the game since I’ve tested positive.”

“This has kind of helped with that and opened up my lungs, and, you know, I never took an inhaler before. So I think that’s something different.” The good news? After roughly 12 weeks of fighting it, Tatum says he’s closer than ever to getting back to normal. “I for sure feel better now than I did a month ago,” Tatum said. ENGLAND all-rounder Ben Stokes has been named Wisden’s leading cricketer in the world for the second year in a row. Stokes, 29, is the first Englishman to win the award twice since its inception in 2004. He scored more Test runs than any other batsman in 2020, with 641 in seven matches, while also taking 19 wickets. Kent all-rounder Darren Stevens has become the oldest person since 1933 to be named as one of Wisden’s five Cricketers of the Year. Stevens, 44, is the fourth-oldest recipient of the award, which dates back to 1889. England batsmen Zak Crawley and Dom Sibley, Pakistan wicketkeeper Mohammad Rizwan and former West Indies captain Jason Holder join Stevens on the 2021 list. FORMER Zimbabwe captain Heath Streak has been banned from all cricket for eight years for corruption offences. The International Cricket Council (ICC) found that Streak, 47, engaged with an Indian man known as ‘Mr X’ during his time coaching Zimbabwe and in Twenty20 leagues across Asia. Streak passed on information on matches and contacts details of players, including one national team captain. In return, he received two Bitcoins and an iPhone for his wife. Streak, a former pace bowler, is Zimbabwe’s all-time leading wickettaker and once took 6-87 in a Test against England to earn a place on the Lord’s honours board. He also had spells in county cricket with Warwickshire and Hampshire. The ICC found that he disclosed information likely to be used for

betting on matches in the 2018 tri-series involving Zimbabwe, Bangladesh and Sri Lanka, the 2018 Indian Premier League and 2018 Afghanistan Premier League. He also facilitated introductions to four players, failed to disclose the gifts and payments he received, and the approaches to engage in corrupt activity. Women in Sports TCI celebrates its eighth anniversary IN April of 2013, Sports Hall of Famer and former President of the Commonwealth Games Association Mrs Rita Gardiner partnered with the Director of Gender Affairs, Mrs Carolyn Dickinson to organise an initiative for women and girls of the Turks and Caicos Islands. The collaboration was to promote gender equality in sports. After much consultation with sporting bodies, the first group to holistically promote women, sport and physical activities was established, and duly named “TCI Women in Sports”. The launch of this most needed body took place on April 13, 2013 in Providenciales and in Grand Turk on April 14, 2013, by the then Minister of Education, Youth and Sports, Akierra Missick. This week, the organisation, which has highlighted and promoted female (and some male) sporting achievements in the TCI, celebrates its eighth anniversary. According to current TCI WIS President Mrs Symadia InghamWallace, “The organisation is an independent group with a crosssection of women throughout the communities of the TCI with interest in bringing about gender equality in all sectors of society as well as persons keen in sporting activities. This association

will help to identify and place women and girls in the various sporting disciplines; provide the required support to allow them to maximise their full potential; to award women’s achievements; to increase the number of women in decision-making roles. WIS is committed to changing attitudes to ensure girls and women have a life-long involvement in sport and physical activity and to cultivate

relationships with international organisations.” To this end, Women in Sports TCI members recognised early that they needed support and signed an MOU with their Canadian Women in Sports partners, while they also established greater ties with the Women’s Commission in the Caribbean. The vision of WIS is to have a holistic and equitable sport and

physical activity system where all girls and women can participate. Its mission is to change the mindset of stakeholders, close the gender gap and create a revolution of women and girls involved in sports and physical activity through a multi-sectoral approach. According to information from WIS, its members believe in “being fair” and in fostering partnerships and engaging in discussions. They

also believe in inclusiveness and encouraging equal access to all programmes and opportunities. Ingham-Wallace added that WIS has always embraced diversity. She highlighted several of WIS annual achievements, including its Learn to Swim programme. “Our Canadian partners assisted us immediately with an intern, Kathleen Reeves who immediately set to work with the CGA President by developing Grassroots programmes. WIS’ first programme was ‘Learn to Swim,’ a programme for young girls and women who needed to master the art of swimming or learn basic survival skills. That programme runs every summer and is one of our most popular on WIS’ sporting calendar for the youths of the Turks and Caicos Islands. Due to the pandemic, it was postponed in 2020, there are many other sporting activities for adults and children alike. Our most anticipated event is the Christmas Gala and Awards banquet.” Although Mrs Gardiner was the pioneer of WIS and Mrs InghamWallace is the current president, there were several others who led the important body over the years, including Mrs Florence JarrettDunkley, Sherry Ingham and Angela Brooks.

National football coach hopes to have full squad for clash with Haiti NATIONAL Football Coach Omar Edwards is not predicting a victory against top 10 CONCACAF side Haiti, when we play them in June in the CONCACAF Qualifying Campaign for the 2022 World Cup, but he is hoping to see TCI battle with their full squad. The national side were without three of their starters when they lost to Central American teams Nicaragua (7-0) and Belize (5-0) in late March. Edwards pointed out that not having the starters hindered the side. “Going up against professional players with 99.9 percent amateur players it will always be an uphill task, you know with our limitation, with the number of players we have available. We played without one of our professional players in Marco Fenelus, we played without Jepthe Francois and Herby Magny, they are three good starting players for us and all three were missing, nevertheless, the team went out there and gave it their very best. From this experience, it showed that the team can only grow and get better.” Defeating Haiti even with the trio would be an extremely difficult task, but Edwards feels that the game would bring out the best in the Turks Islanders. His hope is not only to add the missing players, but maybe a few new faces. “I am hoping that we would get all of our players available to us, with the addition of maybe one or two new players, who knows.” POSITIVES FROM BELIZE CLASH Edwards said that although the games in the Dominican Republic

He said that the side came out flat in the second half and lacked concentration, hence the reason we conceded four additional goals. “The first half compared to the second half, it was like night and day. I strongly believe that the players could have gotten something out of the Belize game. In the first half of the Belize game, we also created two to three opportunities, but we failed

to capitalise on them and hence Belize created a few chances and they capitalised on it.” GOOD EXPOSURE Edwards pointed out that the overall experience was very good for our players. “We played against professional players, players who grew up in academy and has been getting good preparation from a very young age… So all and all, I believe that the players went out there and they gave it their utmost best, we have fallen short in a few departments and as I have said before, the experience is good. The players, I believe, can only get better.” Along with the regular starters, TCI also travelled with U16 midfielders: Callum Park and Christopher Louisy. Only Park played. He came on as a substitute in the last 16 minutes of the Belize

According to Edwards, having the youngsters there was a good sign for the TCI. “The coaching staff just have to keep motivating the players and we have to also invest a lot in the youth players…we have been giving them experience and exposure, because very soon they will become the centre of the team.” Overall, the senior national coach pointed out that the defeats, although not the desired outcome, can help to channel the players in the right direction. “Growth comes when players leave their comfort zone and they did that, they left their comfort zone and they went and played against professional players, teams that are ranked way above them. I believe that the team has certainly grown and the team can only get better going forward.”

TCI aiming to participate in swimming, athletics and road cycling at Commonwealth Games 2022 – Ingham-Hall named Chef-de-Mission THE Turks and Caicos Islands Commonwealth Games Association (TCICGA) has appointed Mrs Rosalie InghamHall as the Chef de Mission to lead Team TCI into the 2022 Commonwealth Games. According to information from the local CGA, TCI will look to participate in three sporting disciplines: swimming, athletics and cycling (road race). Mrs Ingham-Hall is not new to the role of Chef de Mission, having served as Chef de Mission for Team TCI at the Commonwealth Games in 2014, when the event was held in Glasgow and at the Centro

Caribe Sports, formerly Central America and Caribbean Sports Organizations (CACSO) in 2018, held in Barranquilla, Colombia. She currently holds the position as General Secretary of the Turks and Caicos Islands Amateur Athletic Association (TCAAA) as well as the General Secretary of the Turks and Caicos Islands Commonwealth Games Association (TCICGA). In addition, she is a former board member for the Turks and Caicos Islands, to the Caribbean Regional Anti-Doping Organization and a member of Women in Sports TCI. She has also travelled on several

occasions as Team Manager for the CARIFTA Games, North American Central American and Caribbean Athletics Association (NACAC) Under 23 Championships, World Junior Championships and World Championships. Information from the TCICGA indicated that Mrs InghamHall “has an illustrious athletic background spanning five (5) years at the HJ Robinson High School where she had the distinct pleasure of being Champion Girl for four (4) consecutive years. She remained undefeated in the 100M, 200M and 400M sprints. She also held the national female records for the 200M and 400M for a number of years. In 2016, her twenty-three (23) year old record for the 200m was finally broken. She had the honour of representing the Turks and Caicos at various International Events: CARIFTA, Central America and Caribbean Games and Pan-Am Championships. Over the years, she has had the opportunity to attend various regional and international training seminars. Mrs Ingham-Hall is certified as an IAAF certified level-3 Track and Field Coach and also an IAAF certified Track and

It is always a privilege and honour to lead Team Turks and Caicos to any championship event or to be away from the spotlight getting things done. My task is an important responsibility which I take on whole-heartedly”.

Haye-Smith breaks national 400M outdoor record

TCI’s top female sprinter Yanique Haye-Smith broke the national 400M outdoor record in her season opener over the weekend. The 31-year-old carried the TCI female record under 53 seconds in the 400M for the first time ever, when she competed at the Aggie Invitational in North Carolina. She was able to break her April 2019 (Sun Angel Classic) record, which stood at 53.19s.

The new record is 52.50s. With the performance, the Turks Islander finished second in the competition. She also registered a topseven finish when she competed in the 200M sprint. In that race, she clocked 23.51s, just shy of her national record of 23.48s, which she had also achieved in April of 2019. In the indoor season, the ace sprinter had also broken the 60M record.

TCICGA President, Mr Godfrey Been, described Mrs Ingham-Hall as an individual who is dedicated to sports and who will go the extra mile to get the task done. He added that, regardless of her quiet demeanour, she is no pushover and that he has the utmost confidence in her abilities.

CARIFTA Trials to be live-streamed in May NEXT month’s CARIFTA Trials will be live-streamed to spectators, given that no fans will be allowed at the stadium. According to information from the Turks and Caicos Islands Sports Commission, they will collaborate with the TCAAA to run off the 2021 CARIFTA Trials. The Sports Commission described the event, which is scheduled for May 7 and 8, as the “first of its kind”. They will stream it on their Facebook page, their Youtube channel, while it will also be shown on FLOW Sports Channel 104 and on Sports Watch on RTC 89.1FM. From the meet, TCI will select its team for the event, which is now scheduled for Bermuda in August.
