Hon. Jamell Robinson is TCI’s new Minister of Health BY OLIVIA ROSE
Honourable Jamell Robinson was on Friday August 6th, 2021 swornin as the new Minister of Health of the Turks and Caicos Islands. Hon. Robinson who has replaced Hon. Erwin ‘Jay’ Saunders as minister of health was admitted into office by Governor Nigel Dakin at his office in Providenciales at the RBC Royal Bank on Leeward Highway. The country’s newest cabinet member recited an oath of allegiance, the oath of due execution of office and officially assumed his portfolio in the presence of loved ones including his wife Yolande Robinson, father Hon. Royal Robinson (former Deputy Premier) and mother Annie Garland. Premier Hon. Charles Washington Misick and Cabinet members were also present at the

swearing-in ceremony. Speaking briefly to the media, Hon.Robinson said first on his agenda is getting a proper grip and understanding of the Covid-19 situation in the territory. In congratulating, Hon. Robinson, Premier Misick said, “I have a great team in this Administration. “Hon. Robinson will add valuable assistance in ensuring that our government fulfills the Citizen’s Contract. “We look forward to formally welcoming Hon.Robinson as a Cabinet Minister over the coming weeks”. When the Progressive National Party(PNP) Government took office in February, Premier Misick asked the UK for a constitutional change to allow for an eighth Minister. Back in July a “minor” amendment was made to TCI’s constitution to pave the way for

Following the approval by the Privy Council, Premier Misick who doubles as the Minister of Finance resigned from this post, handing it over to the former Minister of Health Hon.Erwin Saunders who subsequently turned over the reins of the Ministry of Health to Hon. Jamell Robinson. In an instagram post following the brief ceremony, Governor Dakin congratulated Hon. Robinson on his new role.
He said: “So much depends on the delivery of a full spectrum of healthcare while keeping our Covid numbers low, our vaccination rates high and our hospitals within capacity. “The business of Government is increasingly complex and the position we were in of having the Premier also responsible for a Ministry, in this case the Finance Ministry, would stretch anyone’s bandwidth to an unacceptable level. “I watched - with admiration
- our previous Premier manage both roles at times of crisis and the workload on her was extraordinary although one she relished. “As he himself says, the new arrangement allows the Premier to be “Premier” and have the time and space to both understand the broad span of Government work, dive deep into areas he needs to - when he needs to - and most importantly be focused on the future and the implementation of it rather than fighting the crisis of the moment”, he added.

As the Delta variant of SARSCoV-2, a highly contagious strain sweeps across parts of the world, health officials in the TCI are increasingly concerned about the hospitals’ ability to handle a new surge. Chief of Medical Services at the TCI Hospital, Dr. Dawn PerryEwing explained that although the hospital has increased its
bed capacity and boosted its human resource and equipment capabilities, those efforts could still be inadequate if the territory experiences a third wave. Speaking at a national press conference on Thursday August 5, Dr. Perry-Ewing said prevention is the TCI’s most important weapon in the fight against this pandemic, as she urged residents to get vaccinated. She said: “And if this third wave is anything characteristic of what we’ve been seeing in other jurisdictions and in other locations, our best efforts will perhaps not be
TCI records 19th Covid death THE TURKS and Caicos Islands has recorded its nineteenth Covid-19 related death this past week. The notice of the passing was revealed in the daily Covid-19 dashboard, but no further details have been shared. The death makes it the twelfth Covid-19 related death for 2021, whereby in 2020, the territory’s death rate from the pandemic stood at six. The general public is reminded to practice the relevant public health measures to suppress the spread of
Covid-19. Should you experience any symptoms suggestive of Covid-19, the government is advising persons to please stay at home and contact the Ministry of Health Hotlines on 232 9444 or 333 0911. Residents are asked not to visit health care facilities if they have symptoms or signs of COVID-19. However, if these symptoms are severe, please call 911, and consult with a health care provider regarding the Covid-19 vaccine.
good enough. “So it is imperative for the public to realize that even though we do have resources at hand, even though we do have the benefit of staff who are no more comfortable in the management of Covid positive patients, more experienced, more knowledgeable, that we do have a very small human resource cohort.” HOSPITAL PREPARATION Dr. Perry-Ewing further revealed that preparations are well underway for patients who may require medical treatment at the hospital. She explained that the Delta variant may actually cause infected individuals to become symptomatic within about five to seven days earlier than individuals who would have been infected with other strains. She said: “So what we also do know is that we do have a small hospital and thanks to the Ministry of Health & TCIG were able to add a few beds to the hospital in Turks and Caicos. “We have 31 beds in Providenciales and 13 beds in Grand Turk, if we do see any appreciable impact, similar to what we’ve been seeing and our fellow countries in the region or even internationally, this may not necessarily be enough for us to manage major impact in the Turks and Caicos Islands.” With regards to Personal Protective Equipment (PPEs),she said the Hospital has received a consistent supply from public health, England and a few other
agencies. “So as it stands right now, if we do have a surge in the next few weeks or days, we should be able to meet whatever requirements our staff would have for protective equipment. “However, if we do see large levels of admissions in terms of patient volume, we are unsure how well we will be able to meet the demand in terms of PPEs.” Additionally, she said that both hospitals’ in the TCI are equipped to generate oxygen for Covid-19 patients who may need to be placed on a ventilator. “In the past, oxygen was shipped into the island in large tanks and during our last wave when we had as many as 13 ill patients admitted to the hospital, keeping pace with the oxygen requirements for individuals had been quite challenging. “We currently have successfully with the efforts of the Ministry of Health, been able to install two oxygen generators, one here in the Providenciales facility, and the second in the Cockburn town facility, this now enables regeneration and the production of oxygen on site. “And this should be able to help us meet the demands of any patients who are oxygenated, and who may be on high flow oxygen as a part of their therapy’, she added. CHALLENGES She stressed that the Hospitals’ could quickly become overwhelmed if the situation worsens, as she reminded residents
that there is a global shortage of medical professionals. She said:“And it is very easy for our staff to become burnt out. “Replacing staff has proven to be quite challenging in a pandemic, because globally, there’s a shortage of health professionals, doctors, nurses, and all other members of the healthcare fraternity. “So limited amount of bed space, supply chain disruption, and human resource constraints are the things that limit our capacity to respond to a third wave.” Coupled with these challenges, she disclosed that recently the TCI hospital has become limited in its ability to transfer critically ill patients abroad. She said: “In the past, we had been fortunate to be able to transfer some of our Covid-19 critically ill patients to the USA. “But in recent days or recent weeks, we were forced to find a second avenue and we were fortunate enough to have our last patient transferred within the region. These doors close on us quickly when other jurisdictions are dealing with their own surges.” In belaboring the grim possibility of another surge in infections, Dr. Perry- Ewing called on residents to do their part in helping to reduce the rate of transmissions. “ We cannot underscore the importance of the cooperation of the community and the community participation in the preventative measures that we need to utilize in order to fully prepare for this pandemic”, she stressed.

Opposition leader calls for another stimulus – new Finance Minister says not so fast BY DELANA ISLES THERE is no dispute that the Turks and Caicos Islands is recovering and rebounding well, but many are not feeling the effects of this economic revitalisation. This is according to the Leader of the Opposition, Hon. Edwin Astwood in a press statement his office issued on August 5. “A second stimulus or relief package is greatly needed for citizens in the Turks and Caicos Islands. “It has been 17 months since the Covid-19 pandemic, and many individuals in this country continue to be disadvantaged and suffer financial setbacks caused by the effects of the pandemic.” He added: “Even though tourism and the economy has restarted wonderfully in Providenciales, not everyone is directly benefiting, and some families continue to be hurting under the financial burden brought on by the pandemic.” But this view is not shared by the newly sworn in Minister of Finance, Hon. Erwin Jay Saunders. In a telephone interview with this reporter Wednesday evening, August 11, he stated that the PNP government is not considering a second stimulus at this time.
While Saunders did indicate that he has not yet been fully briefed on his portfolio by the Premier who up to last week held the post - he does not think it is even being considered, but that it is not off the table. “As we said when we first came into office, we were going to give a stimulus, and that was the $1000 we gave to everyone, and if we find there is a need to give more, we will give more.” He added: “If we find that people are in a position that they need another stimulus, we will give another stimulus, but to be honest, right now we feel that the economy is opening up and people are getting back to work, and that’s what we are focusing on right now, getting people back to work.” He reminded that his government wrote off large sums of money owed to the NHIP and NIB. “Right now the focus is on finding the right balance, getting the economy open and keeping people safe,” Saunders stated. But according to the opposition leader unemployment is still high and many local businesses continue to be inactive, or have closed indefinitely, wondering if they will get another stimulus check, and if so when will it be paid out.
Astwood pointed to Grand Turk as a prime example of this: “This lack of employment and business inactivity is greatly seen in Grand Turk, where the prolonged absence of cruise ship visits is driving half of the population under and closer to living in poverty. “Persons are leaving their homes in order to seek employment in Providenciales.” When asked about the current unemployment rate among Turks and Caicos Islanders and Belongers, the Finance Minister said he does not have those statistics. However, he added: “I can confidently say this: there are more people working today, than were working on February 20, but that may be furloughed people than new jobs… people going back to work versus new people being hired… because the economy is more open now.” Another point raised by the Leader of the Opposition was that businesses in the other family islands have not bounced back the way those in Providenciales have. Asked about this, the finance minister said, Grand Turk particularly is not seeing the resumption of businesses the way that Providenciales have because
their main economic driver is the cruise ship industry. He stated that come October, when the ships are proposed to come back, that will change significantly. “We are working very hard to not only get it back to pre-pandemic levels but even bigger, so we are negotiating with Carnival to bring in larger ships and those ships are going to bring in more people.” Saunders reminded that his government is also speaking with other cruise lines about coming into Grand Turk. The minister said that long stay tourists are going to Grand Turk, and North and Middle Caicos are seeing spill over tourists, but he did acknowledge that the economies of these family islands are still lagging behind Providenciales’. In his press statement, the Leader of the Opposition was not satisfied with the spillover tourism, as according to him, they are not enough. SUPPORT FOR SMALL BUSINESSES He is robustly calling for assistance for small businesses in these islands. Astwood stated: “There is still a great need for the government to
provide stimulus support to those struggling persons and businesses throughout the Turks and Caicos Islands. “And since the stimulus check issuing process has been simplified, this can be expedited immediately, after gaining approval in Cabinet. “Thereafter, the Treasury could start sending out checks in a matter of days.” He is proposing that the second stimulus be at the same $1,000 level. As it relates to finances, should this be brought up as an issue by the government, the opposition leader said they should look at the money allocated for land acquisitions in the recently passed budget. This, he stated, is not as pressing as the hardships being faced by TCI families. “Additionally, consideration should be given to providing local businesses with grants and duty concessions for restarting. “The grants may vary in amount with consideration given to the size and nature of the local business.” Astwood appealed: “Therefore, I want to put it to the government to seriously consider giving an additional stimulus to those needful citizens and businesses in our country.”

TCI moves from level 1 to 2 on CDC’s travel rating BY OLIVIA ROSE THE U.S Centres for Disease Control & Prevention (CDC) has moved the TCI’s Covid-19 travel rating from level one to level two as cases continue to climb in the territory. In its latest travel warning which was posted to the organization’s website on Monday August 9, the CDC has urged travelers to the TCI to be fully vaccinated before traveling to the destination. The new rating shifted the TCI from level one “low risk”, to level two “moderate risk”, as Coronavirus cases shot up over the last few weeks. The CDC said: “Because of the current situation in the Turks and Caicos Islands even fully vaccinated travelers may be at risk for getting and spreading Covid-19 variants and should avoid nonessential travel to the Turks and Caicos Islands. “If you must travel to the Turks and Caicos Islands, get fully vaccinated before travel. Unvaccinated travelers who are at increased risk for severe illness from Covid-19 should avoid nonessential travel to the Turks and Caicos Islands, the CDC added.
NEW HERD GOAL SHIFTS TO 85 %
Speaking at a press conference on Thursday August 5, former Minister of Health Hon. Erwin ‘Jay’ Saunders explained that the territory is still struggling to reach its vaccination target which has now shifted from 80 % to 85% as a highly contagious strain (Delta B.1.617.2 ) of the Covid-19 virus was recently detected in the Turks and Caicos Islands. He said: “As I’ve spoken before, in the previous and other press conferences, we talked about when we reach 70% we would fully open up the economy. “And after which we said that Public Health England had come back and said, with that herd immunity is actually 80%. “Two days ago I was on a call with a number of members from the health community in the United States, an epidemiologist from the CDC, a doctor from Baylor University and what they are saying now is that with the Delta variant, because it’s so virulent, herd immunity is 85%. “So we need to achieve 85%, we can comfortably believe that

we can manage this delta variant.” Saunder stressed that certainly now that the Delta variant is in the community, the Government has to shift its herd immunity goal which requires 85% of the public to be fully vaccinated in an effort to balance both lives and livelihoods as the territory battles the pandemic. He said: “So the government is taking this very seriously”. As of Thursday August 5, 66.4 percent of the territory’s population
has been fully vaccinated and at least 72.3% has had one jab of the Pfizer Biotech vaccine. The Delta variant (B.1.617.2) which has since been classified by the World Health Organization as a Variant of Concern (VOC) emerged quietly in the Indian town of Maharashtra in October 2020. It barely caused a ripple at a time when India was reporting around 40,000 to 80,000 cases a day, most being the Alpha variant (B.1.1.7) first found in the United
Kingdom. That changed in April when India experienced a massive wave of infections peaking at close to 400,000 daily cases in mid-May. The Delta variant rapidly emerged as the dominant strain in India and rapidly spread around the world and has been identified in at least 98 countries to date It’s now the dominant strain in countries as diverse as the UK, U.S, Russia, Indonesia, Vietnam, Australia and Fiji and is on the rise.

“Pandemic is far from over”- says acting Chief Medical officer as Covid cases surge BY OLIVIA ROSE As Coronavirus cases surge in the Turks and Caicos Islands, acting Chief Medical Officer Dr. Jeremy Myers has reminded residents that the “pandemic is far from over”. Many countries around the world are experiencing a third or even fourth Covid-19 wave, the Turks and Caicos Islands is also bracing for its third wave of infections as the delta strain, a more virulent variant, was recently detected in the territory. Speaking at a Ministry of Health press conference on Thursday August 5, Dr. Myers urged residents not to let their guards down, as he warned that the virus is still alive and kicking in the community. He said: “What recent Covid positives have shown us is that the pandemic is far from over. “And even though measures were relaxed, we felt that kind of comfort with the low numbers. “What we’re seeing now is that we’re having to prepare ourselves for yet another surge.” He also informed listeners who were tuned into the livestreamed press briefing, that the Delta variant has become the most dominant strain in the United States which is a key source market for tourism in the TCI. Dr.Myers explained that as of March 2021, the World Health Organization has declared the Delta variant a variant of concern (VOC). He added: “What this really means is mainly three things, one, it is more transmissible; meaning it spreads from one person to another a lot easier than the other variants that we’ve seen with Covid-19. “It is more virulent, meaning that it causes more severe disease,

it also plays a premise that the incubation period is less than some of the other variants. “So while before with the alpha and beta variants, for example, we would have expected an incubation period of up to 14 days. “But the recent data that we are seeing with the delta is that there are a lot of persons who will have the incubation period of sometimes as little as a week or sometimes even less.” He stressed that the third premise of it being classified as a variant of concern is that it has reduced efficacy of the vaccine. “The initial protection that is offered, that was studied when vaccines are initially launched has been shown to be somewhat less than what we are seeing now with
this delta variant. “The Delta variant as described by the UK and is also known as the B1.617.2, spreads a lot more quickly than even the alpha variant which was predominant over the Christmas, New Year and into the January, February period. “So if we have detected the Delta variant locally, we can expect quite an accelerated surge. “And it is not to really instill any fear but to really have us on our guard, because it is here and we know it can spread and it is coming. “It would seem to be the cause of another surge.” The acting CMO called on residents to take any and all available precautions. “It’s not just one thing that is
going to protect you. “Wash your hands, wear your mask, keep your physical distance. “And of course, take the Covid-19 vaccine. “Avoid any large gatherings, parties, those kinds of events that really can be super spreader events.” He stressed that these are all proven practices and tools to really fight the pandemic. “These are all layers to protect yourself, protect your family and the community that we serve.” CONTACT TRACING & QUARANTINE
Turning his attention to some of the challenges surrounding the Ministry’s contact tracing and quarantine efforts, Dr. Myers
underscored the importance of both methods in helping to break the chains of Covid-19 transmission. He said: “Honest information is needed in the same way you would go to your doctor and your nurse and give them that kind of genuine transparent information or contact tracing teams need this kind of information to really put in place what we can to stem the spread and break the transmission of the disease. “The information that we ask about, where you have been, who you have been around is absolutely crucial. “We are not the police. We are health professionals. We are here to help. “ We are not here to punish, some people see our quarantine order, they see us showing up and asking them for information. “It is really not out of any untoward meaning; it is really for the interests of the public health and safety.” He further encouraged those placed in quarantine to maintain the quarantine order. “This is a measure that we just have to use Covid-19 does not have a quick fix, it does not have a cure, we have gone well over a year in the pandemic and see that we are still facing surges and waves.” As of August 11, 2021, Fifteen(15) new cases of Covid-19 have been identified and one (1) new Covid related death has been recorded leaving the total number of deaths standing at nineteen (19). The number of Active confirmed cases in the TCI now stands at Fifty-nine (59), with two (2) New recoveries, according to the Ministry of Health’s update. One (1)person is hospitalized.

Tropical Storm Fred misses TCI – DDME reviews storm prep BY DELANA ISLES A TROPICAL Storm projected to impact the Turks and Caicos Islands Thursday evening had the entire territory on high alert, but the Islands was spared a direct impact. Isolated showers and thunderstorms marked its passage in the early morning hours and into Thursday afternoon. A storm watch was first issued for the TCI on Monday, August 9 at around 6:30pm, with mostly heavy rainfall projected to impact the territory. By Wednesday evening, as residents of TCI were urged to shelter in place, Tropical Storm Fred eventually weakened to a tropical depression over Central Hispaniola, with heavy rains over Haiti and the Dominican Republic. At 6am on Thursday the all clear was given by the Disaster Management and Emergency (DDME). This is the first system that was projected to impact the TCI since the start of the Atlantic Hurricane Season in June. To update residents on the preparations in place should the TCI be impacted, the Department of DDME hosted a press briefing on Wednesday. Director of the DDME, Dr.
Virginia Clerveaux was joined by several department heads from public works, to advise residents on drainage systems, available shelters, and areas that could become flooded as a result. Tropical Storm Fred is the sixth named storm for the 2021 hurricane season. DDME Director stated: “The scientist are predicting that it would break down while it passed Hispaniola… but we know that it can regain strength, as soon as it reaches over water it can slow down and regain strength, Hurricane Dorian did that, it just remained over water and moved at zero miles per hour.” Hurricane Dorian was an extremely powerful and catastrophic Category 5 Atlantic hurricane, which became the most intense tropical cyclone on record to strike the Bahamas, and tied for strongest landfall in the Atlantic basin. It is also regarded as the worst natural disaster in The Bahamas’ recorded history (source: Wikipedia). Director Clerveaux stated should any storm stay over the Turks and Caicos Islands for extended hours, just with rainfall, the territory is threatened. “I am confident that most of our homes are built strong but I also know as a geographer that the geography of the Turks and

sea level.” As it relates to available shelters, Dr. Clearveaux said they are prepared to take in residents
who need to be evacuated as all shelters have been repaired since the last major hurricanes, and new shelters have been added.
Young man is fifth murder for 2021 A MURDER investigation is now underway following the country’s fifth murder for 2021. Shortly after 9pm on Sunday, August 8th, 23 year old Joshua Swann was shot while in the Five Cays area. In a statement on Tuesday, August 10, Police said the young man was rushed to the hospital in a private vehicle, but he later succumbed to his injuries. Commissioner of Police Trevor Botting has extended his condolences to the family and appealed for information. “I want to extend condolences
to the family and friends of the victim who died yesterday due to gun violence. “As always, we depend on the cooperation of witnesses to come forward to assist with bringing the suspect to justice. This time is no different as we are appealing to anyone with information about the shooting to call the Crime Stoppers Hotline on 1-800-8477 (TIPS). Alternatively, you can contact 911.” Investigations are continuing, and up to press time no arrests have been made.

Cabinet put new health measures in place as Delta variant identified CABINET has agreed to several new measures to combat Covid-19 in the territory in light of a new strain of the virus being detected. During the August 4 meeting of the Cabinet in Grand Turk, the Ministry of Health provided an update on the Covid-19 situation in the country. These discussions centred on the rising number of positive cases since the Delta variant arrived in TCI, recent outbreaks of the Norovirus, advances with PCR testing in the national laboratory, staffing levels at the two hospitals, and progress with the vaccination programme, now standing at 66% fully vaccinated. Members have, as a result, approved amendments to existing measures under the Public and Environmental Health (Covid-19 Pandemic) Regulations 2020, with effect from August 6 until October 31. These are: that large public and private social gatherings, including functions at hotels, villas, and tourism accommodations, be reduced to 50 persons only. They have approved the imposition of a $550 fine for individuals not wearing face masks or facial covering in public places including hotels, villas, and tourism accommodations. Additionally, members agreed that a $5,000 fine will be slapped on those businesses and venues where the offences take place. A final new measure will see businesses that breach the Covid-19 regulations three times being ordered to close their operations for two months. Islands, the members considered options to have all visitors be fully vaccinated on arrival. They are also looking at implementing higher penalties for non-adherence of regulations such as mask wearing, social distancing, and use of logbooks. The members are considering having recommended health insurance for all visitors. According to the Cabinet statement, before any of these measures are agreed to, the government will be consulting with the tourism industry. Other matters discussed in Cabinet included putting in place a revised three-year strategic Plan for the National Culture and Heritage Policy for the TCI and agreeing on the next steps required prior to its implementation. Cabinet has approved planning application PR 15404 for the erection of a boundary impasse fencing at the Gustarvus
Lightbourne Sports Complex, in Downtown Providenciales on parcel 60602/401. The body has approved amendments to the Credit Union (Amendment) Bill 2021, embedding the requirement for deposit insurance across both banks and credit unions operating in the TCI. The members also agreed on the next steps required for the full implementation of these amendments. Meanwhile, approval has been given for the design and development of a Revenue Authority (RA) for TCI. This body will be tasked with administering and enforcing the laws currently under the remit of the Inland Revenue Department. Members also agreed to the integration of the Customs Department into the new RA, the composition of board members and for all taxes, duties and fees to be managed by the Revenue
Authority. In other news coming out of the Cabinet, Governor Nigel Dakin, who chairs Cabinet meetings, updated members on a recent discussion he had with the President of Fortis Canada. These discussions, the Cabinet statement reads, focused on renewable energy, among other things. During that August 4 meeting, several appointments were made to statutory bodies, and the members are considering having these bodies brief them on the work they are doing at future Cabinet meetings. August resumption of Island Fish Fry scrapped BY DELANA ISLES THE RESUMPTION of the popular Island Fish Fry has been further delayed, due in large part to the rising number of Covid-19 cases and the emergence of the Delta variant in the Islands. The last update on the resumption of the event was that the government is looking at the end of August. But that date is no longer feasible, minister of tourism, hon. Josephine Connolly revealed to this reporter on Wednesday, August 11. “We were hoping to return the event at the end of August but given the current restrictions of 50 persons maximum per gathering due to the increase in cases and the spread of the Delta Variant, we are reviewing our plan,” Minister Connolly said. That restriction came into effect last week Thursday, August 5, following a steep increase in cases and several super spreader events that flouted the Covid-19 regulations. Previously, social gatherings could host up to 100 people, but that is no longer the case, until at least the end of October. The Tourism Minister stated: “We understand that this event has been an income generator for many small business persons and we want to open the event but we have

RELOCATION STILL IN FLUX
As far as relocation from The Kid’s Park in Lower Bight, the minister says they are still looking at a number of locations, and are now considering making the event a traveling one. She stated: “We are looking at all viable options...we are still discussing it because we would like to see something happening in all of the settlements - a night in Blue Hills, a night in Five Cays etc…” However, there is still no word from the government on a permanent site. The minister said discussions are continuing, with at least one location along Allegro Road, Grace Bay identified and under consideration. The last location identified was to have been a three acre lot of land adjacent to the Key West Village and Italian Village that are part of Beaches Resort and Spa in Providenciales. But those plans were swiftly scrapped in 2018.

It was reported earlier that year, that Beaches TCI late founder, Butch Stewart had objected to the relocation, reportedly saying that his development agreement with the TCI Government does not allow for vending to be carried out in the proposed relocation area. No other site has been definitively identified since that
time. During his budget debate speech in 2018, the then opposition leader, Hon. Charles Washington Misick had protested the conditions at the Bight location, saying that it had become quite untenable for vendors and even attendees when it rains. He stated at the time: “The situation is that when it rains the
place gets flooded, creating a hazard to the vendors from electric cables running along the ground and many times vendors lose food and merchandise because they are unable to secure their product fast enough, yet they still have to pay $210 for a space on the ground, and there are no plans for improving the venue.”

Large gatherings now restricted to 50 – $500 fine for not wearing a mask in public BY OLIVIA ROSE THE Government has now restricted attendance at large public and private social gatherings, to 50 people, while a $500 fine will be imposed on anyone found without a face covering or mask in public. This comes as a raft of new measures to stem the wave of Covid-19 transmissions were announced on Thursday August 5, by the former Minister of Health Hon.Erwin Saunders. Speaking at a press briefing last Thursday, Saunders said that while the nationwide 1 am curfew remains unchanged, other measures are being enforced to curb the spread of the virus as the territory braces for a third Covid-19 wave. He said: “We did change some things..large, public and private social gatherings, including functions and hotels, villas, tourist accommodations, before it was 10 and you needed a permit for it, we’re reducing that down to 50
only.” “We are imposing a fine of $550 for individuals not wearing face covering in public places, including hotels, villas, tours, accommodations, and a 5000 fine for those business venues where the offense takes place. “So if you are found to have persons in your establishment without face masks, you can be fined 5000.” He continued:“And after three fines your businesses can be closed for up to two months.” Saunders stressed that the Government will be taking these measures seriously as many people and businesses continue to blatantly ignore the Covid-19 rules and regulations. “And so we’re taking this very, very, very seriously.” Saunders further disclosed that he recently met the Hotel and Tourism Association as some hotel guests are not adhering to the government’s mask wearing

He said: “Because we’ve seen a lot of tourists around, not wearing the mask we’re imploring upon you and encouraging you to are to have your guests where their face masks, particularly when they’re out in public, and particularly when they’re outside of their groups, their own groups among their friends and family.” He warned the businesses who
have taken the position to break the rules and pay the fine, to desist from this practice as it continues to put the entire country at risk. :“One of the other things that we’re seeing is we’re seeing a lot of lack of compliance, we’ve seen unsanctioned parties, large gatherings. “ I know people have been asking and wanting to know how it is that the government approved
those parties, I can certainly say that we did not. “The only parties that we have approved that I’m aware of were up to 100%. “ So anything that you’ve seen, bigger than that, is a breach of the regulations and of their permit.” He stressed that the government will not allow these high risk activities to continue without consequences. “ I think people have taken the position that it’s better to ask for forgiveness than to ask for permission. “We’ve been told that they’re making so much money, I guess they think it’s easier to pay the fine than to comply. “ I want to let them know now that we want you to comply, we don’t want you to pay the fine. “And if you’re going to test our resolve, and we believe that you are testing our resolve to see how serious we are. “ We’re going to put in measures to increase the fine and we’re going to keep increasing the fine to the point where it stings. “ We don’t want you putting the country at risk,” Saunders stressed.
PAC members undergo bespoke training The House of Assembly in collaboration with the United Kingdom Commonwealth Parliamentary Association recently hosted a public accounts workshop in Grand Turk. The training was hosted last month at the House of Assembly in the nation’s capital. On the agenda was a real life scenario whereby committee members were tasked with ensuring they get value for money on a government contract. This allowed the committee to question witnesses. These witnesses are persons involved in the planning and execution of contracts. Members probed for answers to satisfy the outcome of the agreed contract. In a PAC press statement issued last week, chair of the committee, the Hon. Leader of the Opposition, Edwin Astwood expressed thanks to the members for their display and attendance. These reports were laid in the House of Assembly and referred to the Public Accounts Committee for scrutiny. The mandate of the PAC is to scrutinize and hold accountable all
government entities, statutory bodies, institutions protecting good governance and any entity or individual that are in receipt of 50% or more of their income from the TCI Government. In her remarks following last month’s training session, the auditor General said the PAC members benefitted from bespoke training which included hearing from leading parliamentarians
including the hon. Akeirra Misick, a former PAC chair. The auditor general stated that the training received by members complimented the diverse knowledge and expertise they already possess. She added that the combination of these factors provide a powerful platform on which to examine reports, question witnesses during evidence sessions of the committee,
and ultimately achieve impact on public financial management. As auditor general, Mrs. Stephen-Malcolm said she looks forward to working with the members. The Public Accounts Committee is one of the two standing committees of the House of Assembly to whom reports are referred for scrutiny so as to ensure effective accountability to the legislature.

Aggressive marketing of TCI at UK and EU roadshow AS TOURISM continues to pick up in the territory, the Turks and Caicos Islands Tourist Board is not letting up on its marketing and promotion of the Islands. Posted to its Facebook page on Wednesday, August 11, the Tourist Board said they are continuing to “aggressively market and promote destination Turks and Caicos in the United Kingdom & European Union region.” Courtney Robinson, the Tourist Board’s Marketing Representative for the UK & EU region, recently held an exhibition at a Midlands roadshow. The roadshow was organised by destination representatives and took place in Birmingham, West Midlands, UK.
The showcase saw presentations from the tourism board, hotels and destination representatives to tour operators and travel agents. The Tourist Board said the primary focus of the roadshow was luxury destination weddings, for which the Turks and Caicos Islands is renowned. Alongside the presentations were many networking opportunities, the Board said, and at the conclusion of the event one lucky travel agent went home with a Tourist Board gift bag. That gift bag included many locally made products such as Bambarra jam, Caicos Roasters coffee and a TCI Doll along with destination magazines and guides.

World News Afghanistan: Taliban take 10th provincial capital as Ghazni falls THE Taliban have taken the strategically important city of Ghazni, the 10th provincial capital to fall to the militants in less than a week. Afghan security forces arrested Ghazni’s governor and his deputy after they fled the city. Ghazni is on the major KabulKandahar motorway, linking militant strongholds in the south to the capital, Kabul. Taking Ghazni is thought to increase the likelihood that the Taliban could eventually aim to take Kabul itself. Almost a third of the country’s 34 provincial capitals are now under Taliban control. The insurgents have moved at speed, seizing new territories almost daily, as US and other foreign troops withdraw after 20 years of military operations.
In Ghazni, a provincial council member told the BBC that the Taliban had taken most of the city, with only a police base on the outskirts controlled by the Afghan security forces. Heavy fighting was also reported in the city of Kandahar on Wednesday. The Taliban claim to have taken over the city’s prison, though this has not been confirmed. In the southern city of Lashkar Gah, the capital of Helmand province, militants have taken over the police headquarters. Meanwhile, the US embassy in Kabul said it was hearing reports that the Taliban was executing Afghan troops who were surrendering, saying it was “deeply disturbing and could constitute war crimes.” More than 1,000 civilians have been killed in Afghanistan in the past month, according to the UN.
Thousands of people are living in makeshift camps in Kabul after fleeing the Taliban insurgency.
Just this week thousands of people from northern provinces have become internally displaced, travelling to Kabul to seek safety. Makeshift camps have been established on scrubland on the outskirts of the capital, while many others have reportedly been sleeping on the streets or in abandoned
warehouses. “We have no money to buy bread, or get some medicine for my child,” a 35-year-old street vendor who fled Kunduz province after the Taliban set fire to his home told the BBC. In response to the insurgency, the German government has threatened to end its annual financial support of
$500m (£360m) to Afghanistan if the Taliban gains complete control of the country. Germany has also suspended the forced repatriation of Afghan citizens whose asylum applications have failed. The French government says it is also following the same policy.

Woman pleads not guilty Bahamas: Arthur Dion Hanna to wounding St Vincent’s to replace Queen on $100 bill Prime Minister ANNAMAY Lewis, a 56-year-old vendor of Layou, appeared before a Kingstown Magis-trate yesterday morning charged with wounding Prime Minister of St Vin-cent and the Grenadines, Dr Ralph Gonsalves during a protest last Thursday in Kingstown. She entered a not guilty plea to the charge and was granted bail with one surety in the sum of EC $3,000 dollars. The matter was adjourned to September 15.

PRIME Minister Dr Hubert Minnis announced this week that the face of former Governor General and Deputy Prime Minister Arthur Dion Hanna will replace that of Queen Elizabeth II on the $100 bill starting next year. Dr Minnis revealed this in the House of Assembly as he paid tribute to Mr Hanna, who died at home last week at 93. Mr Hanna was instrumental in the move to independence and the development of the Bahamianisation policy. Throughout his life he rejected honours from the Queen and
advocated for a Bahamian honour system to take its place. Dr Minnis said yesterday that he is speaking to Mr Hanna’s family as they prepare a state funeral for him. “While his family has lost a father through bloodline, the nation has lost a founding father,” he said. “Through the bonds of citizenship and affection, all of us are in some way the sons and daughters of this great man whose love for the Bahamas was boundless. He was a firebrand and patriot who loved our Bahamas with unrelenting devotion, courage and action. “He gave his life to the Bahamian
people through the struggle for majority rule and independence. AD Hanna fought for equality and social justice throughout his long life. He was a champion of the poor, vulnerable and downtrodden. Many of our national institutions and progressive national policies bear the hallmark of his advocacy for Bahamiansation. “So that we can remember the contributions of the honourable AD Hanna, a new $100 bill bearing the face of AD Hanna replacing that of the Queen will commence and be issued officially in The Bahamas in 2022.”
New date for delayed Haiti vote after president’s slaying HAITI will hold presidential elections last scheduled for September on November 7, officials said Wednesday, with the assassination of president Jovenel Moise still shrouded in mystery. The provisional electoral council said polling day will include the first round of the presidential election, legislative elections that should have been held in 2019, and a constitutional referendum that Moise supported. The referendum was twice postponed due to the coronavirus pandemic. According to the new electoral calendar, the second round of presidential and legislative elections will be on January 23, 2022 at the
same time as municipal and local elections, which have also been delayed for years. Prime Minister Ariel Henry, who was sworn in last month, has vowed to restore order in the country and organise the long-delayed elections sought by Haitians and the international community. Jamaica tightens curfew with Covid-19 cases surging JAMAICA has imposed tighter Covid-19 restrictions due to the rapid surge in case numbers and hospitalisations since June 1, said Prime Minister Andrew Holness in a press conference on Aug. 10. The new restrictions are in effect through Aug. 31. From Wednesday, August 11 until Tuesday August 31, the new curfew hours will be 7:00 p.m. to 5:00 a.m. Mondays to Fridays; 6:00pm to 5:00am on Saturdays; and 2:00 p.m. to 5:00 a.m. on Sundays. Mr. Holness said that closing hours for establishments will generally be one hour before curfew begins. The Prime Minister pointed out that the revised strategy of the government is to now “gradually ease in” the tighter measures. “For various reasons, we have analysed how we have implemented measures in the past and … have heard the concerns, criticisms and suggestions of our stakeholders who have said that the implementation of tighter measures steeply sometimes causes congestion and panic,” he said. Gradually adjusting the curfew hours has provided persons with enough notice to enable them to rearrange their business hours, stock purchase items, schedule
appointments and make other adjustments in preparation for the changes. The Prime Minister warned, however, that while the government has not yet implemented a “no movement day”, it is possible.” “In fact, no movement days, if the numbers do not show signs of improving, will probably come two weeks from now. So we are gradually easing in tighter measures so that people can prepare and have enough time to adjust their scheduling and so forth,” he said. Announcing tightening of other measures, Mr. Holness said that beaches which are not under management or control are to be closed. The beaches that remain open will operate under the existing protocols and subject to tighter operating hours of 6:00 a.m. to 4:00 pm Mondays to Saturdays; and 6:00 am to 1:00 p.m. on Sundays. In addition, rivers will be restricted to domestic use and river rafting only, in accordance with the established protocols. The operating hours will be the same as for beaches. Bahamas Immigration Minister has Covid BAHAMAS Immigration Minister Elsworth Johnson has confirmed he has tested positive for COVID-19. Mr Johnson, who is vaccinated against the virus, said he has mild symptoms. “I am truly grateful to God for His unmerited favour to my family and I,” he told The Tribune on Tuesday. “Stay safe, be careful, practice the protocols and get vaccinated. I am advised that my symptoms were mild because I am fully vaccinated.” This comes as attorney Wayne Munroe was discharged from Doctors Hospital yesterday amid his battle with COVID-19. “This morning I am happy to announce that I will be discharged from hospital,” Mr Munroe said in a statement. “Again I would like to thank the hardworking team at Doctors Hospital led by Dr Kevin Moss for the care I have received. I will continue my outpatient care at home in isolation until I have fully recovered.” Last week, Mr Munroe revealed he was admitted to hospital after his doctor grew concerned with his oxygen level. He told The Tribune:
“I have a priest who is a doctor, Dr Roland Hamilton, and I let him take a rapid antigen test that came back negative. I took a PCR test the same time and Dr Hamilton came and tested my oxygen level and said my oxygen level was 91 or something like that and so he felt that must be COVID despite the antigen test. “He asked us to get oxygen for our home. We did that. Over the course of the evening the oxygen was running out and the oxygen wasn’t what he liked so I was brought here and admitted here. “They did a CT scan of my lung. They say it is inflamed or something like that and that based on what they see, the treatment is drugs, steroids, that kind of thing. Sixth Atlantic storm hints at above-average hurricane season METEOROLOGISTS have named the sixth Atlantic storm of 2021, hinting at an above-average season ahead. The US National Hurricane Center (NHC) earlier this week bestowed the name Tropical Storm Fred on a low pressure system barrelling through the Caribbean. The sixth named storm of the year usually forms at the end of August. In early July, Tropical Storm Elsa became the earliest fifth named storm on record. In the month since, the Atlantic has been very quiet. But we’re now entering what are historically the busiest months of the season. Tropical Storm Fred is likely to remain a tropical storm as it moves towards Cuba and Florida later in the week. While this season is not expected be as active as the 2020 recordbreaking season, when the Greek alphabet was used to name storms for only the second time, forecasters are confident that it will still be a busy season. “A mix of competing oceanic and atmospheric conditions generally favour above-average activity for the remainder of the Atlantic hurricane season, including the potential return of La Niña in the months
ahead,” said Matthew Rosencrans, lead seasonal hurricane forecaster at Noaa’s Climate Prediction Center (CPC) in College Park, Maryland. La Niña and a counterpart - El Niño - are climate patterns in the Pacific Ocean that can affect weather worldwide. During La Niña, trade winds are stronger than usual, pushing more warm water toward Asia. El Niño has the opposite effect. In a recent update to the seasonal forecast, experts at the CPC increased the expected number of storms, hurricanes and major hurricanes by a small amount based on the latest atmospheric and Atlantic ocean conditions. In their early August update, forecasters at Colorado State University in Fort Collins actually reduced the number of named storms expected from 20 to 18. However, “overall, we still think that we will have an aboveaverage season, just slightly less active than anticipated last month”, Phillip Klotzbach, a research scientist at Colorado State told BBC Weather. Tropical storm formation requires a number of different environmental parameters, such as a sea surface temperature above 26C and weak wind shear to come together.
Fred is expected to hit the US later as a tropical storm.

Thousands march in Barbados against vaccine coercion ALMOST 2,000 people, mostly dressed in white, took to the streets of Bridgetown this morning to show their disapproval of mandatory and coerced vaccination in Barbados. They walked from Pelican Village to Independence Square in about 40 minutes. The walk started at 9 a.m. and along the journey, some people carried placards while others shouted “We have rights”, “We ain’t taking the vaccine” and quoted lyrics from Bob Marley’s Stand Up For Your Rights. Motorists honked their horns in support of the activity as the walkers passed through lower and upper Broad Street. At the end of the route, student minister of the Nation of Islam, Abdul Rahman, who is a part of the organising body of the walk – the Barbados Concerned Citizens Against Mandated and Coerced Vaccination (BCCAMCV) – gave a
speech and shortly afterwards police asked the crowd to disburse just before 10 a.m. However, a large section of the crowd decided to extend the protest. Hundreds of people left Independence Square, heading to Jubilee Gardens, where they circled and went onto Tudor Street. A number of police officers followed the group. The walkers eventually ended up on Harbour Road where two of the popular members of the Rastafarian Progressive Movement – Lumumba Batson and Emmanuel Beryllia – were pulled aside for a few minutes. A swarm of police officers arrived at the scene including members of the task force. After pausing in that area for a while, the walkers continued to Pelican Village, where they eventually dispersed. demonstrate an individual still has the right to live and work in the UK. “This bottleneck in the system is failing EU nationals, especially when employment has had to be temporarily suspended,” she said. “The delay is also prejudicial to landlords and employers, who are left in a predicament when assessing whether an applicant is legally permitted to continue renting or working in the UK.” Immigration minister Kevin Foster said anyone who makes a late application will receive temporary protection until it is concluded. “I’m delighted thousands more EU citizens have had their status secured through our hugely successful EU Settlement Scheme and we continue to work as quickly as possible to conclude all applications received,” Mr Foster said. THE Italian island of Sicily may have registered the hottest temperature ever recorded in Europe - 48.8C (119.8F). Regional authorities reported the reading, which needs to be verified by the World Meteorological Organization (WMO), near Syracuse on Wednesday. According to the WMO, the current official record in Europe is 48C, registered in Athens, Greece, in 1977. The latest heatwave in Italy is being caused by an anticyclone nicknamed Lucifer - moving up from Africa. Anticyclones are areas of high atmospheric pressure where the air is sinking. Lucifer is forecast to head north across mainland Italy, further raising temperatures in cities including the capital, Rome. Italy’s health ministry has issued “red” alerts for extreme heat in several regions and the number of cities that face the highest health risk is expected to rise from eight to 15 by Friday. The Mediterranean heatwave, which has seen some countries record their highest temperatures

Climate change increases the risk of the hot, dry weather that is likely to fuel wildfires. The world has already warmed by about 1.2C since the industrial era began and temperatures will keep rising unless governments around the world make steep cuts to emissions. Covid: Germany fears thousands got saline, not vaccine from nurse AUTHORITIES in north Germany have asked more than 8,000 people to get repeat Covid vaccinations because a nurse is suspected of having injected saline instead of vaccine in many cases. Police are investigating the nurse’s actions at a vaccination centre in Friesland, near the North Sea coast. Initially just six people were believed to have received the harmless salt solution there in March and April. Many of those affected were aged over 70 - a high-risk group in the pandemic. Inspector Peter Beer, quoted
by Süddeutsche Zeitung, said the 40-year-old woman had been sharing “corona-critical information” on social media, criticising the government’s restrictions aimed at curbing the virus’s spread. Regional broadcaster NDR says 8,557 people have been asked to go back for repeat vaccinations, and so far about 3,600 new appointments have been confirmed. In April the nurse had admitted giving saline to six people to cover up the fact that she had dropped a vaccine vial on the floor. But as the police investigation unfolded it became clear that many
more people had been given saline instead of the Pfizer/BioNTech vaccine. Police are not ruling out that a political motive could have prompted the nurse’s action, though her lawyers have rejected that and they also dispute the reported scale of the saline swap. More witnesses are being questioned and so far no charges have been reported in the case. Germany has seen many antivaccination protests. Indonesian army says it has stopped invasive ‘virginity tests’ on female cadets THE Indonesian army has ended a controversial practice of virginity tests on women who apply to become cadets, according to its chief of staff, a move welcomed by activists who have long campaigned against it. The so-called “two-finger tests,” where doctors check the hymen of female recruits to try to determine their virginity, was systematic, abusive and cruel, according to the New York-based Human Rights Watch (HRW), which conducted investigations in 2014 and 2015 into the practice and in 2017 renewed calls for it to end. The military previously said the tests were important in determining recruits’ morality. The World Health Organization has said they have “no scientific validity” and the appearance of a hymen was not a reliable indicator of intercourse. Andika Perkasa, the Indonesian army chief of staff, told reporters
on Tuesday that such tests no longer took place in the army. “Whether the hymen was ruptured or partially ruptured was part of the examination ... now there’s no more of that,” he said, in comments that were confirmed by a military spokesman. Andika last month said that the army selection process for male and female recruits must be equal. The navy conducted pregnancy tests on women applicants, but no specific virginity tests, its spokesperson Julius Widjojono said on Wednesday, adding “both men and women undergo the same examinations.” Indan Gilang, an air force spokesperson, said female reproduction tests were undertaken to check for cysts or other complications that could impair recruits’ ability to serve, adding that “virginity tests” did not exist in the force’s terminology.
The UK economy grew by 4.8% between April and June, according to official figures, as most businesses emerged from lockdown. Data from the Office for National Statistics showed that the expansion in gross domestic product (GDP) was fuelled by retail, restaurants and hotels. Education also boosted the economy as schools reopened in the second quarter. However, the figure was slightly below the 5% the Bank of England expected. The UK economy is now 4.4% smaller than it was before the pandemic. Growth in the second quarter contrasts with the first three months of the year, when the economy shrank by 1.6% while Covid restrictions were still in place. Chancellor Rishi Sunak told the BBC: “Today’s figures show that the economy is recovering very strongly, exceeding many people’s expectations. “But I’m not complacent. The economy and our public finances have experienced a significant shock. It is going to take us time to fully recover from that.” Capital Economics said it expected the economy to return to pre-Covid levels later this year. “We are comfortable with our view that monthly GDP will return to its February 2020 pre-pandemic size by October and that the economy may yet surprise most forecasters by emerging from the pandemic without much scarring,” said senior UK economist Ruth Gregory.

In April, non-essential retailers reopened, as well as gyms, hairdressers and outdoor dining. so far not really materialised.” However, the ONS revised down its figure for May from 0.8% to 0.6% during a month of heavy rainfall. The UK economy has been supported by the government’s wage support scheme. But from July, employers have had to make contributions to staff wages and the scheme is set to close by the end of September. Following the release of secondquarter GDP figures, Mr Sunak said the UK had “the fastest quarterly growth rate among the G7 economies”. But Pantheon Macroeconomics said: “The UK economy almost certainly was the hardest hit by Covid-19 in the G7.” While UK GDP is still 4.4% smaller than its pre-pandemic level, the US has seen its economy recover, making it 0.8% larger than before Covid.
California dad killed his kids over QAnon and ‘serpent DNA’ conspiracy theories, feds claim A CALIFORNIA surfing school owner who was charged with killing his two children in Mexico is a follower of QAnon and Illuminati conspiracy theories who thought the children “were going to grow into monsters so he had to kill them,” federal officials alleged. Matthew Taylor Coleman, 40, was charged Wednesday with foreign murder of U.S. nationals in connection with the death of his 2-year-old son and his 10-monthold daughter, according to the U.S. Attorney’s Office for the Central District of California. Authorities said Coleman confessed to the killings and told the FBI that he used a spear fishing gun to stab them. A criminal complaint alleges that he told the FBI that he killed his children because he believed they
“were going to grow into monsters” and that conspiracy theories led him to believe that his wife had passed down her “serpent DNA” to the children. Coleman’s wife, identified only by her initials, contacted Santa Barbara police after her husband had taken the kids out on Saturday but didn’t tell her where they were going, the complaint said. She grew concerned after he failed to respond to her messages, and, knowing that her husband didn’t have a car seat with him, she called police. A missing person’s report was filed Sunday, and officers asked her to use Apple’s Find My iPhone feature to see whether she could find Coleman, the complaint said. The program showed Coleman’s last known location in Rosarito, Mexico,
it said. Police alerted the FBI to the investigation as it became a case of suspected parental kidnapping. Coleman was detained Monday after an inspection by border protection agents of his van upon his re-entry into the U.S., where agents didn’t see his children and found blood in the vehicle, authorities said. The complaint alleges that Coleman confessed to the killings upon being interviewed Monday and gave authorities the location of the murder weapon and the discarded bloody clothing. He also identified two bodies recovered by Mexican authorities as those of his children, it said. A judge ordered that Coleman be held without bond Wednesday and scheduled his arraignment for Aug. 31.

Scientists say this invisible gas could seal our fate on climate change SLASHING carbon dioxide emissions is critical to ending the climate crisis. But, for the first time, the UN climate change report emphasised the need to control a more insidious culprit: methane, an invisible, odorless gas with more than 80 times more warming power in the near-term than carbon dioxide. According to the UN Intergovernmental Panel on Climate Change, the concentration of methane in the atmosphere is higher now than any time in at least 800,000 years. With Earth rapidly approaching the 1.5-degree-Celsius threshold above preindustrial levels, scientists say methane emissions need to be reduced fast. Charles Koven, a lead author of the IPCC report, said this is due to methane’s incredible warming power. “The fastest way that we might mitigate some of the climate change that we’re seeing already in the short term is by reducing methane,” Koven told CNN. “If we were to reduce methane emissions, it would act to offset one of these sources of warming.” If the world stopped emitting carbon dioxide tomorrow, Koven said, global temperatures wouldn’t begin to cool for many years because of how long the gas stays in the
atmosphere. Reducing methane is the easiest knob to turn to change the path of global temperature in the next 10 years, he said. Methane, the main component of the natural gas we use to fuel our stoves and heat our homes, can be produced in nature by belching volcanoes and decomposing plant matter. But it is also pumped into the atmosphere in much larger amounts by landfills, livestock and the oil and gas industry. Natural gas has been hailed as a “bridge fuel” that would transition the US to renewable energy because it is more efficient than coal and emits less carbon dioxide when burned. Importantly for industry, natural gas is in abundant supply around the world and is less costly to extract from the ground. But proponents for this new “cleaner” gas missed a dangerous threat: that it could leak, unburned, into the atmosphere and cause significant warming. Methane can leak from oil and natural gas wells, natural gas pipelines and the processing equipment itself. According to data from the US Energy Information Administration, the US has thousands of active wells for natural gas, millions of abandoned oil and gas wells, about two million miles

of natural gas pipelines, and several refineries that process the gas. One in three Americans lives in a county with oil and gas operations, posing climate and public health risks, according to a report by the Environmental Defense Fund. Until recently, tracking the location and magnitude of methane leaks was difficult. Now, infrared cameras and advanced satellites can estimate methane emissions around the globe, giving scientists and regulators insight into what’s being released from facilities. Climatologists at NASA and the National Oceanic and Atmospheric Administration previously told CNN that pernicious changes in the climate system will only intensify unless people stop using fuels that burn and leak greenhouse gases like methane. “For carbon dioxide, we’ve always known about power plants
and smokestacks and things like that; but with methane, until recent years, we didn’t understand how much an influence a small number of large sources have really had,” Robert Jackson, professor of environmental science at Stanford University, told CNN. “We didn’t understand how long the tail was and how important the super-emitters were for reducing emissions.” The latest IPCC assessment highlights that scientists now have a better understanding of how much methane is being released by human activity like agriculture and the fossil fuel industry, and how much it contributes to the climate crisis. Around the world, fossil fuels, agriculture and coal mining are skyrocketing methane emissions. Nonetheless, the production and sources vary by region. In the North America, a majority -- 14% of total methane emissions -- come from
the oil and gas production followed by livestock at 10%. In China, coal mining is the biggest methane driver, contributing 24% to total emissions. Though agriculture is a major source of methane, Jackson said the emissions from farming and food production would be harder to tackle. “There are only certain things we can do with cattle,” Jackson said. “We can either ask people to stop eating beef or we can try and give cattle feed additives to change the microbes in the chemistry of their guts. But that’s not easy to do for billions of cattle around the world.” The International Energy Agency estimate that the oil and gas industry around the world can reduce methane by 75% using the technology already available. It also estimates that 40% of the emissions could be reduced without extra costs, since the natural gas captured could then be sold. (CNN)
‘Smallest baby at birth’ home after 13 months in hospital A BABY thought to be the world’s smallest at birth has been discharged from a Singapore hospital after 13 months of intensive treatment. Kwek Yu Xuan was just 212g (7.47oz) - the weight of an apple when she was born and measured 24cm long. She was delivered at just under 25 weeks - far short of the average 40. The previous record holder was a girl in the US who weighed 245g at birth in 2018, according to the University of Iowa’s Tiniest Babies Registry. Yu Xuan’s mother gave birth to her by emergency C-section four months early after she was diagnosed with preeclampsia - dangerously high blood pressure that can damage vital organs and be fatal for both mother and baby. Yu Xuan now weighs a much healthier 6.3kg (14 pounds). The baby girl had a “limited chance of survival”, according to Singapore’s National University

Her mother, Wong Mei Ling, told local media that Yu Xuan’s birth and size came as a shock because her first child - a four-year-old boy - was delivered at term. Long-lasting Covid-19 symptoms rare in children CHILDREN who become ill with coronavirus rarely experience long-term symptoms, with most recovering in less than a week, research suggests. King’s College London scientists say that while a small group may experience prolonged illness, they were “reassured” that number was low. Headaches and tiredness were the most common symptoms seen. A Royal College of Paediatrics and Child Health expert said the data reflected what doctors saw in clinics. Compared to adults, children are far less at risk of coronavirus. Many who are infected do not develop symptoms and those that do, tend to have a mild illness. This peer-reviewed study, published in the Lancet Child and Adolescent Health journal, wanted to understand how Covid affected children and how it compared to other respiratory diseases. It used data provided by parents or carers to the UK Zoe Covid Study app. The study looked at 1,734 children, aged between five and 17, who were reported to have developed symptoms and tested positive for Covid between September 2020 and February 2021. The researchers say it’s very difficult to know how many children were infected during this time period as the four UK nations record data differently, but they estimate more than 400,000 children and young people tested positive. Fewer than one in 20 (4%) were found to have experienced symptoms for four weeks or more, with one in 50 (2%) having symptoms for more than eight weeks. The most common symptoms reported were headaches and tiredness. Others included a sore throat and loss of smell. On average, older children were typically ill for slightly longer than primary school children, with those aged between 12 and 17 taking a week to recover while for younger children the illness lasted five days.
It’s the scientists hope that these findings will reassure families, while also validating those who have experienced prolonged illness. The team also looked at an equal number of children who had symptoms but tested negative for Covid. Only a few children - 15 out of 1,734 - had symptoms for at least 28 days, fewer than one in 100. Emma Duncan, professor of clinical endocrinology at King’s College London who worked on the research, said the “takeaway message” was: “Can children have prolonged illness after Covid-19? Yes they can, but it’s not common and most of these children get better with time. “Children can also have prolonged symptoms from other illnesses as well. We need to be looking after all children who have protracted illnesses, irrespective of whether that illness is Covid-19 or anything else.” Dr Michael Absoud, a consultant in paediatric neurodisability at Evelina London Children’s Hospital and a senior author of the study, says it’s important to listen to families who say their children have symptoms. “If you are concerned about your child, the first thing you need to do is go to your GP and describe your particular symptoms,” he explains. “They can provide information or refer you to a paediatrician. It’s important to remember there may be something else going on. “If they think it is related to Covid, there are NHS clinics dedicated to providing advice on how to approach this. Hopefully they will be properly funded to support this small proportion of children.” Dr Liz Whittaker, infectious disease lead at the Royal College of Paediatrics and Child Health who was not involved in the research, said: “This study is reassuring for the majority of children and young people who develop SarsCoV-2 infection, and reflects what paediatricians are seeing in clinical practice.” (BBC)

Astronomers spy first moonforming disk around an exoplanet FOR the first time, astronomers have found a disk around a Jupiter-like planet outside of our solar system -the kind of disk where moons could actively be forming. The disk, known as a circumplanetary disk, was discovered around an exoplanet known as PDS 70c. It’s one of two massive planets similar to Jupiter that orbit a star 400 light-years from Earth. An international group of astronomers found the disk while observing the planetary system with ALMA, or the Atacama Large Millimetre/submillimeter Array of telescopes in Chile. The diameter of the disk is large enough that it spans the distance from Earth to the sun and it contains enough mass to form as many as three satellites the size of our moon. The disk is 500 times larger than the massive rings around Saturn. Researchers thought a moonforming disk may exist around this exoplanet based on previous findings, but it was difficult to distinguish it from the surrounding space environment. Now, the researchers have confirmed its presence with their unambiguous detection. The study published Thursday in the The Astrophysical Journal Letters. “Our work presents a clear detection of a disc in which satellites could be forming,” said Myriam Benisty, lead study author and a researcher at the University of Grenoble, France, in a statement. “Our ALMA observations were obtained at such exquisite resolution that we could clearly identify that the
disc is associated with the planet and we are able to constrain its size for the first time.” While these findings will help scientists learn more about how moons form in young star systems, they also reveal more about planet formation. Planets are born when they form from the gas and dust in disks that circle around stars. They grow larger as they take in more material from the disk around the star. Sometimes, this causes a planet to have its own disk of material around it that feeds planet growth. “These new observations are also extremely important to prove theories of planet formation that could not be tested until now,” said Jaehan Bae, study coauthor and a researcher from the Earth and Planets Laboratory of the Carnegie Institution for Science, in a statement. The gas and dust in this circumplanetary disk can also grow independently as materials within the disk collide, resulting in the creation of moons. But astronomers still don’t know all of the details when it comes to the birth of planets and their moons. The two exoplanets in the system, PDS 70b and PDS 70c, were first discovered using the European Southern Observatory’s Very Large Telescope in Chile in 2018 and 2019. And these exoplanets are still forming, which allows astronomers a unique opportunity to study and observe them as they -- and potential moons -- form. The latest ALMA observations show that the other Jupiter-like planet in the system, PDS 70b, does
not have its own disk, which means that the other planet likely stole that material for itself. Future observations of the system will allow astronomers a better 3D look at PDS 70c. “More than 4000 exoplanets have been found until now, but all of them were detected in mature systems. PDS 70b and PDS 70c, which form a system reminiscent of the Jupiter-Saturn pair, are the only two exoplanets detected so far that are still in the process of being formed,” said Miriam Keppler, study coauthor and researcher at the Max Planck Institute for Astronomy in Germany, in a statement. This research is also intriguing to astronomers because exomoons, or moons located around planets outside of our solar system, have proven elusive so far. Detecting exoplanets is difficult; trying to find moons around them is even more arduous because they are smaller and fainter. However, finding disks where these moons could form around exoplanets is an exciting new way of studying these satellites -- and could even help scientists understand more about how our own moon formed. “In the last two decades, we have discovered planet-forming disks around young stars,” said Thomas Henning, study coauthor and Max Planck Institute for Astronomy director, in a statement. “Now we are taking on the new challenge of studying the disks around young planets. Our ALMA observations of circumplanetary disks are a big step in this direction.” (CNN)

Johnny Depp’s film festival awards insulting, domestic abuse charities say LEADING domestic abuse charities have criticised two major European film festivals for deciding to honour Johnny Depp at their forthcoming events. Depp, who lost a libel case last year over an article that called him a “wife beater”, will be feted at the Karlovy Vary Film Festival later this month. The US actor and director is also due to receive the San Sebastian Film Festival’s Donostia award in September. The Women’s Aid Federation said this was disrespectful to abuse survivors. Solace Women’s Aid, another charity that is one of its member organisations, said such awards were “misleading” and “insulting”. The San Sebastian Film Festival in northern Spain announced on Monday that Depp would receive its “highest honorary award” on 22 September. It hailed Depp as “one of contemporary cinema’s most talented and versatile actors” with a reputation for playing “almost always misfits”. On Tuesday, the Karlovy Vary Film Festival in the Czech Republic said it would pay its own tribute to the actor’s “extensive career and lasting legacy”. It described him as a “multifaceted artist” and “icon of the contemporary cinema” whom it was “thrilled” to honour at the festival, which runs from 20 to 28 August.

Beyoncé recounts struggles with insomnia, dieting: ‘Your body tells you everything you need to know’ BEYONCÉ opened up about the health struggles she has faced during her time in the spotlight, and in her time at home as a mother. Speaking to Harper’s Bazaar as the cover of Icons issue, the “Black is King” artist spoke about the important roles that mental and physical health have played in her life. “I think like many women, I have felt the pressure of being the backbone of my family and my company and didn’t realise how much that takes a toll on my mental and physical well-being,” the 39-year-old said. “I have not always made myself a priority.” The star continued to describe her experiences in greater detail. “I’ve personally struggled with insomnia from touring for more than half of my life. Years of wear and tear on my muscles from dancing in heels. The stress on my hair and skin, from sprays and dyes to the heat of a curling iron and wearing heavy makeup while sweating on stage.” Beyoncé went on to add that her years of touring the world have taken a physical toll on her, but has allowed her to “pick up many secrets and techniques... to look my best for every show.” However, there were many

With a new attitude, the mother of three now approaches her diet in a more meaningful and healthy way. “My health, the way I feel when I wake up in the morning, my peace of mind, the number of times I smile, what I’m feeding my mind and my body — those are the things that I’ve been focusing on,” she said. While in quarantine, Beyoncé placed a lot of her focus toward her mental health. “I’m learning to break the cycle of poor health and neglect, focusing my energy on my body and taking note of the subtle signs that it gives me. Your body tells you everything you need to know, but I’ve had to learn to listen,” she said. “It’s a process to change habits and look past the bag of chips and the chaos everywhere!” Most importantly to the singer is the example she is setting for her children. “I’m so happy that my daughters will have the example of those rituals from me,” she concluded. LONG-RUNNING US quiz programme Jeopardy has picked two new permanent hosts to replace presenter Alex Trebek, who died of cancer last year. Programme producer Mike Richards and Big Bang Theory actress Mayim Bialik will share presenting duties, Sony Pictures announced on Wednesday. The new season of the trivia game show - where contestants must answer clues “in the form of a question” - will debut on 13 September. It will be the programme’s 38th season. Mr Richards will also continue in his role as executive producer of the series, Sony said in a statement, as well as remain producer of game show Wheel of Fortune. Australian Olympians forced to undergo ‘double quarantine’ of almost a month on return home AUSTRALIAN Olympic athletes returning from Tokyo to South Australia via Sydney will be forced to undergo a double quarantine of 28 days, a mandate that has been described as “cruel and uncaring” by the country’s Olympic Committee. The athletes are currently undergoing two weeks of quarantine in Sydney as part of the country’s travel rules. But those making the onward journey to their home state of South Australia will have to comply by restrictions on inter-state travel and complete an extra two weeks of quarantine in the South Australian capital of Adelaide. In a statement on Wednesday, the Australian Olympic Committee (AOC) condemned the four-week quarantine for some of the team’s athletes. “While other countries are celebrating the return of their athletes, we are subjecting ours to the most cruel and uncaring treatment. They are being punished for proudly representing their country with
distinction at the Olympic Games,” AOC Chief Executive Office Matt Carroll said in the statement. Australia’s Olympic team has 56 members returning to South Australia, with 16 of those currently quarantined in Sydney, according to the AOC. All of the country’s athletes are fully vaccinated. “They have also been living in a highly controlled bubble in Tokyo, taking the utmost precautions -tested daily over many weeks,” the AOC said in their statement. South Australia’s state premier Steven Marshall said in a press conference on Thursday it had been a “tough decision” to impose the additional quarantine. “But we have got to take tough decisions to protect South Australia. When we look interstate, we see devastating conditions really affecting lives. In South Australia, we had our own lockdown in place for seven days. We know the effects of that,” Marshall said.
MANNY Pacquiao will still challenge for a welterweight title on Aug. 21 in Las Vegas -- it just won’t be against Errol Spence Jr. The Filipino senator will now face Cuba’s Yordenis Ugas after a retinal tear in Spence’s left eye was discovered during a pre-fight medical exam, PBC announced Tuesday. The exam was conducted by the Nevada State Athletic Commission and took place Monday. Spence will undergo surgery Wednesday in Dallas. Pacquiao was installed as a -300 favourite over Ugas by SuperBook at Westgate Las Vegas on Wednesday. Ugas, ESPN’s No. 6 boxer at 147 pounds, was scheduled to defend his title against Fabian Maidana in the PBC on Fox PPV chief-support bout. Maidana suffered an injury in sparring Monday and had already withdrawn from the Ugas fight, sources told ESPN. A fight will be added to the card to once again make it a four-bout pay-per-view telecast. “I’m very disappointed that I won’t be able to fight Manny Pacquiao on Aug. 21,” said Spence, who holds two welterweight titles. “I was excited about the fight and the event. Ex-Olympian Stan Wild continued gym coaching after abuse claim AN ex-Olympic gymnast, who denies abusing children, was expelled by the sport’s governing body 12 years after a complaint was first made against him. Stan Wild, 77, competed at two Olympic Games and later founded a club in York. In 2008, a woman reported alleged abuse to police and British Gymnastics, but after an inquiry no action was taken. Mr Wild, who denies the allegations and has never been charged with any offence, was barred after a new inquiry by British Gymnastics in 2020. Nikki O’Donnell, who has waived her right to anonymity, said she was sexually assaulted multiple times between the ages of nine and 14 at Mr Wild’s club. She said the abuse included groping and touching her chest and

it, but they allowed it to carry on and they allowed it to carry on for a long time,” she said. In 2016, another girl complained she had been abused by Mr Wild at the York City Gymnastics Foundation club and he was then suspended. The girl, who cannot be named, said: “I was sat on a bench and he said, ‘there’ll be no more kisses for anyone’ and I sort of went, ‘yes’ because I was happy about it. “He pushed me back onto the floor with him on top of me and his chest against my chest and then pretended to kiss me again in front of everyone, which just made me feel really embarrassed and uncomfortable.” The family said the way the club dealt with the matter made them feel as though they were the problem. The present trustees at the club said they had “limited knowledge” of the complaint brought by Ms
O’Donnell in 2008. However, they said safeguarding was at the heart of the gym. “Our policies and procedures have been rigorously overviewed by the appropriate authorities and comply with best practice,” they said. The trustees added they “deeply regret the hurt and upset which has been caused”. In July, British Gymnastics confirmed it had expelled Mr Wild from membership, following the conclusion of the sporting authority’s 2020 investigation. A spokesperson said British Gymnastics did not comment on individual safeguarding cases, but it encouraged anyone with concerns to report them. “As soon as we receive a complaint, we act swiftly and definitively to investigate in all cases,” a spokesman said.

Overall, the battle was against a small field since not all of Provo’s cyclists were available for the meet. Cyclists competed in three divisions, with the Elite and Masters battling over 64 miles and the Masters II riders racing over 55 miles. The race started and ended at Long Bay Express service station, but of the five starters, only three finished. Bishop, who made a breakaway from the pack and maintained a sizeable lead, was the first Elite and overall cyclist across the line, while Dan Redmond finished second and captured the Masters
title. Kenneth Grant crossed the line third and finished as Masters II champion. The other two cyclists suffered mechanical issues and did not finish the race.

TCI’S ELITE ATHLETES WILL JOIN FORCES FOR TRACK AND FIELD DEVELOPMENT CAMP – US Olympic gold medallist and Jamaican national champion expected as guest facilitators TCI elite athletes: Ifeanyi Otuonye, Delano Williams and Yanique Haye-Smith will join forces to teach a new generation of athletes from August 25-28 at the Downtown Ballpark in Providenciales. The “Elite Development Track and Field Summer Camp” will also be facilitated by Olympic high jump gold medallist Erik Kynard Jr, six-time Jamaican national high jump champion and Pan American Games medallist Kimberly Williamson and Kansas State University sprint coach Vincent Johnson. TCI’s first Olympian Williams is a sprint specialist, who won bronze at the World Championships and gold at the 2012 World Junior Championships. TCI’s most complete athlete, Otuonye, is the national long jump record holder and the holder of multiple national relay records. He was also a top high jumper in his junior days.
Haye-Smith is TCI’s top female athlete and a World Championship qualifier. She holds multiple national records, including the 400M relays. According to information from the Sports Commission, during the camp, TCI’s young athletes “will be taught how to develop their techniques in track and field events such as sprints, distance races, hurdles, long jump and high jump”. “Due to increasing Covid-19 cases, the Elite Development Track and Field Summer Camp is an Invitation Only event.” Persons can follow the Sports Commission on Facebook for live updates related to camps and other upcoming events. The camp will also serve as an avenue for talent identification and will give athletes an opportunity to learn about how track and field can help further their educational pursuits.
