DSDW faces funding shortfalls due to rising demand for services

The Department of Social Development and Welfare (DSDW) is grappling with significant challenges in meeting the needs of the Turks and Caicos Islands’ most vulnerable citizens.
This was recently revealed in a 2024 report of the Department delivered at the opening of the 2025 law year, by Attorney General Hon Rhondalee Braithwaite-Knowles on behalf of Director Ashley Adams-Forbes.
In her statement Adams- Forbes highlighted the department’s accomplishments, stating, “Between April 1st, 2024, and December 13th, 2024, our psychiatric social workers saw a total of 388 clients across the islands, all of whom benefited from mental health counselling.”
She emphasised the department’s crucial role in child protection, revealing that in 2024, they encountered 89 child protection cases, with approximately half affecting indigenous Turks and Caicos Islanders.
Despite these achievements, Adams-Forbes didn’t shy away from addressing the department’s struggles. “In 2024, the DSDW operated under some budget limitations, which hindered our ability to provide comprehensive services and support programmes to the wider public,” she admitted.
“Reduced funding affected staffing levels, training opportunities, and the resources necessary for the effective service
delivery of programmes and reviews.”
The department’s data reveals a stark reality that the demand for social services is surging.
In Zone 2 alone, the department facilitated 319 childcare matters, completed 378 home visits, and enrolled over 200 people in welfare benefits programmes.
“This data has far surpassed data from previous years, demonstrating an increased responsibility of the state to provide care and protection to its most vulnerable population,” Adams-Forbes stated.

recruitment drive. However, Adams-Forbes acknowledged that the department has faced difficulties engaging some community members, particularly non-English speakers.
The department’s 2025 plans include advocating for a Family Court, amending the Children’s Care and Protection Ordinance 2015, and implementing strategies to improve community engagement.

Despite the obstacles, AdamsForbes expressed optimism for the future. “In 2024, the Department of Social Development and Welfare demonstrated a steadfast commitment to enhancing the
well-being of the Turks and Caicos Islands community,” she declared.
“The department has worked tirelessly to support vulnerable populations and empower individuals towards selfsufficiency. For the department, the year 2025 promises to be a pivotal year to implement meaningful reforms and elevate the standards of care and protection for all vulnerable populations, driving meaningful change across the island.”
Brazen armed robberies plague Provo; police seek public’s help as fear increases
A wave of audacious armed robberies has swept across Providenciales leaving residents on edge and law enforcement scrambling to contain the escalating crime spree.
The Royal Turks and Caicos Islands Police Force (RTCIPF) is actively investigating a string of three incidents that occurred within a chilling 48-hour period, all marked by the perpetrators’ blatant use of firearms and their seeming disregard for public safety.
The latest incident unfolded on Sunday, January 12th, 2025, at approximately 7:03 pm. Officers on routine patrol along Millennium Highway were approached by a distraught victim who recounted a harrowing encounter with six armed men who had robbed him. Law enforcement swiftly cordoned off the area and launched a manhunt for the suspects.
Adding to the mounting tension, the Police Command Centre received another distress call just an hour and a half later, at around 8:30 pm.
This time, the scene was a residence in Sanke Hill, Blue Hills. Five armed assailants stormed the home, held the occupant at gunpoint, and ransacked the dwelling before fleeing in an unidentified black vehicle.
The terrifying spree had begun the previous day, Saturday, January 11th, 2025, shortly after 3:30 pm. A man reported being carjacked by two armed men dressed in black near Grant’s Gas Station on Millennium Highway. According to reports, the victim was forced out of his black Honda Fit rental at gunpoint, and the thieves sped away.

The perpetrators had fled the scene, but a chilling discovery remained: a firearm, ammunition, and a facemask were recovered from the wreckage.
In response to the escalating crisis, the RTCIPF has intensified patrols in the Blue Hills area and is appealing to the public for assistance. They urge anyone with information about these robberies or the suspects involved to come forward immediately. Tips can be provided by calling 911, contacting the nearest police station, or submitting information anonymously through Crime Stoppers at 1-800-8477 or via the Crime Stoppers P3 app.
As the investigation continues, residents are cautioned to remain vigilant and report any suspicious activity.
TCI gears up for general elections amidst flurry of nominations

The Turks and Caicos Islands are currently in the height of election season, with political parties and independent candidates vying for positions in the upcoming February elections.
Nomination Day, January 14, 2025, saw a frenzy of activity as boisterous supporters donned party colours, rang bells, blew conch horns and cheered gleefully at nomination sites across the territory as candidates from various political factions were officially nominated.
The Supervisor of Elections, Lister Dudley Lewis, announced that a total of 43 candidates have been nominated.
These include 19 candidates representing the Progressive National Party, 19 from the People’s Democratic Movement Party, and five independent candidates.
In accordance with the Constitution, each candidate was required to submit a written declaration confirming their eligibility and the absence of any
disqualifications.
These declarations were due on Nomination Day and are open to challenge by any registered voter or the Attorney General within five days of their publication.
Any such challenges will be heard and determined by the Supreme Court, with its decision being final and un-appealable.
The Supervisor of Elections has published the list of nominated candidates, setting the stage for the General Elections scheduled for February 7, 2025.
The electoral districts and the respective candidates representing each party have been officially announced, marking the beginning of the final leg of the election race.
The political landscape is now set for a fierce battle as the parties and candidates ramp up their campaigns to win over the electorate.

DISCARDING THE BOUNDARY COMMISSION’S REPORT
The Turks and Caicos House of Assembly voted to discard the 2024 Electoral District Boundary Commission’s report. The report was deemed inadequate due to constitutional amendments and a lack of comprehensive data. Premier Charles Misick and Opposition Leader Hon Edwin Astwood both supported the motion to discard the report. The House voted unanimously to set aside the 2024 report and begin a new boundary review process that aligns with the amended Constitution and accommodates new electoral seats.

This must be correct. It is too soon to take the smallest risk to the apartheid system.
Why the rush?
In all of the things that a country “must do”, voting is one of them.
It is how we appoint those to “control, manipulate and abuse us”. An oft-disputed comment that “those who cast the votes decide nothing”. Those who count the votes decide everything,” History has proven that there are more factors than voting and the role of voters that contribute to “who decides how a country is run”. In the case of the TCI, there is now an attempt to introduce electronic voting systems. This will be ‘revolutionary’ and ‘scary’ in so many respects.
The ghost of Stalin comes to light because like the hanging chads in Bush v Gore, 2000 US Presidential elections, the malfunctioning of the voting machines gave rise to the extension of the George Bush Snr era by his hapless son, George Junior and history was changed forever.
Bush was elected, losing the Popular Vote; and the voting machines malfunctioned so bad that had there been time sufficient to count all of the votes in the machines, he would never have been elected. The machines spoke. The “Machine” and the “system” booth spoke.

In the context of the TCI the outcome of the February 7th 2025 elections will inevitably be affected by the decision to discard the Electoral Boundaries Report and to implement the law on voting machines. Whoever made the statement, i.e. whether it was Stalin or someone else, is not at issue, but the fact of the matter, is those “in charge of the system”, the ones who “count the votes”, control all outcomes.
Not the ones who really count, the people. One thing is sure, with electronic tabulating machines, the outcome will be at issue and hotly contested.
Rare bipartisan effort
It is not unknown in local politics for the PDM and PNP parties to unite on certain issues. It was either the elections were delayed or the bipartisan vote to discard the 2024 Electoral District Boundary Commission report. The choices were ‘stark’ and ‘immediate’.
Implementing the report would have yielded more constituency seats and an unpredictable outcome for elections. Greater representation would have been possible. So the objectives of the constitution are now obtained. February 7, 2025 is going to see one of the most consequential elections in TCI’s history. It will give rise to five year terms, something the TCI people have never had to endure. Where the country is doing well -that is one thing. Where the people are unhappy, falling behind, well that’s
No choice
Where PDM and PNP speak with the same voice and language, it is perhaps that they “had no choice” but to agree a narrative. It may have been possible to request a constitutional amendment so that the time to go to elections could be extended, to enable the public to consider and see the recommendations of the Boundary Commission’s Report implemented. That was perhaps their only option but doing things through the Privy Council in London, i.e. obtaining constitutional amendments, is long, hard, laborious and perhaps would not take place for another two years.
Facile and cosmetic
It is on an election that we go through the illusion that we are “free” and that it is “we who- govern ourselves”. What a pious and tempting delusion. At the end of it elections mean little to nothing.
Governments pretend to be of the people but systems are in place to make that aspiration virtually impossible. The timing and impact of the Boundaries report amount to little.
The New Constitution will not change the role of the Governor in the Cabinet and dynamics of governance in the TCI remain constant. She will chair the meetings, ensure the laws are followed, “t’s” Crossed, “I’s” dotted and then move to “sum the consensus of cabinet meetings, even where Ministers
are responsible for certain areas. The ordering of Boundaries and the timing of elections are all then facile and cosmetic. The people do not really govern and their representatives are accountable to a Governor, Debt Collectors and global policy making agencies. Sound and fury, and will be signifying nothing.
Politicians need to govern for the people
At the end of this next five-year term of government, be it PDM or PNP, it will not be the effect of the Boundaries Commission Report that will be at issue. The issue will be whether, the GDP of the TCI, reputed to be $1.7bn, will be held by more of the people and less by foreign investors.
Whether the people will still be saddled with a multibillion dollar hospital deal or not. What about the Howard Hamilton Airport? A huge undertaking but another diversion of funds from the economy. Less money for people to have access to for saving, eating or just to live. The report is one thing, there will be time sufficient in the next five years for the pretenders to the throne to deal with.

The Department has announced that it has sourced high-quality pig semen from Newport Genetics in Jamaica. This semen includes two of the most productive breeds in the world: Landrace and Large White. These breeds are well known for their superior meat quality and high productivity, making them ideal for enhancing the local pig farming industry.

a reproductive specialist from Jamaica, is conducting the inseminations. He will work alongside Dr Reginald Thomas, the Chief Veterinary Officer, to ensure the success of the initiative.
The Department said preparations for this past week’s activities began earlier, with female pigs (sows) receiving treatments to bring them into heat, thereby optimising the conditions
for successful insemination.
They said the initiative aligns with the Department’s ongoing commitment to bolstering the food security status of the TCI. “By improving the genetics of pigs on local farms, the Department aims to increase productivity and contribute to the islands’ sustainable agricultural development.”
Local farmers are commended for their cooperation and support in making the initiative a success.
SpaceX loses payload rocket, creates sonic booms and light show over TCI
– Debris recovered by some residents
The Turks and Caicos Islands witnessed a light show that thrilled and scared its residents and visitors, then came the thunder, and for some—falling debris.
The eventful minutes after SpaceX seemingly lost their payload Starship rocket had some residents scampering for safety.
Others were lucky that the debris did not fall on them. In the end, social media was alight with several debris pieces that made landfall, some closer than expected.
SpaceX’s Starship 7 was expected to orbit Earth before splashing into the Indian Ocean, but eight and a half minutes into the flight, the upper stage of the system, Starship, was lost in what the Space Exploration Technologies Corp called a “rapid unscheduled disassembly”.
The lost vehicle re-entered the atmosphere and created a “series of sonic booms,” according to information posted by the Turks and Caicos Islands Weather Info on social media.
Airlive.net stated that the Starship was “auto-destroyed” by the Flight Termination System (FDS), which resulted in the light show over the TCI and Exuma in the Bahamas. Immediately, flights over the Caribbean Sea were diverted, including three from American Airlines and two from Delta.
In the TCI, some homes shook, people panicked, and children
screamed. Then a few debris pieces landed. Residents online claimed that some small pieces landed on the tennis court and golf course. Throughout the evening, other pieces surfaced.
According to ABC News, Elon Musk, the billionaire CEO of SpaceX, reposted one of the videos of the debris over the TCI and stated, “Success is uncertain, but entertainment is guaranteed.”
Belliard and Been nominated: PNP candidates rally support for upcoming election

In a whirlwind of excitement and anticipation, supporters of the Progressive National Party (PNP) officially nominated two of its prominent candidates, Willin Belliard and Samuel “Sammy” Been, for the upcoming February 7th General Elections in the Turks and Caicos Islands.
The Gustavus Lightbourne Sports Complex was transformed into a sea of jubilant supporters, their cheers and applause echoing the candidates’ aspirations for progress and unity.
Hon Willin Belliard, the Governor’s appointed member to the House of Assembly, took centre stage on Tuesday, January 14, 2025, as he signed his name on the dotted line, solidifying his candidacy. The atmosphere was electric as Belliard, known for his steady voice and advocacy for community strengthening, addressed the crowd.
“Today is Nomination Day, and I want to give thanks to God for this incredible journey,” Belliard declared, his voice filled with emotion. “God has been so good to me and continues to be good to me.”
Belliard’s gratitude extended to his family, especially his mother, Sunilda Aracena, and his brother, Danneri Belliard, for their unwavering support.

In a rousing display of political fervour, Hon Alvin Garland, the Peoples’ Democratic Movement’s (PDM) Appointed Member to the House of Assembly, has officially been nominated as one of the party’s All-Islands Candidates for the upcoming General Elections.

“I’m now officially nominated, so now we begin the process,” Garland declared, his voice ringing with determination.

change in this country, now’s the time. Let’s make a difference in this country. Vote PDM.”

Five Cays mourns brutal slaying of beloved pastor Elva Talbot

In a horrifying incident that has sent shockwaves through the community of Five Cays, beloved Pastor Elva Talbot was found stabbed to death in her own home.
The Royal Turks and Caicos Islands Police Force (RTCIPF) has launched a homicide investigation and a male suspect is currently in custody.
The victim, Elva Talbot who served as Senior Pastor of the New Life Global Harvest Apostolic Int’l Center, was discovered lifeless with apparent stab wounds after authorities responded to a distress call on Robinson Street shortly after 2 p.m.
Superintendent Dean Holden, Head of Crime, Safeguarding, Public Protection, and Intelligence, expressed his
condolences to the grieving community and vowed to bring the perpetrator (s) to justice.
“Our officers, along with medical personnel, were dispatched and, upon entering the given residence, discovered the lifeless body of a female with what appeared to be stab wounds,” said Superintendent Holden. “Based on preliminary investigations, a male suspect has been arrested.”
The news of Talbot’s tragic demise has left the Five Cays community and the wider Turks and Caicos Islands reeling.
Talbot was a well-respected and beloved figure in the neighbourhood. Her loss has left an irreplaceable void in the lives of those who knew her.

CIBC Caribbean warns customers about SMS links scam
“Don’t click”
CIBC Caribbean is advising its customers not to click on links sent via SMS messages that appear to be from the bank.
The warning comes amidst an ongoing ‘smishing scam’ targeting clients in the Turks and Caicos Islands and The Bahamas.
Fraudsters have been sending text messages to persons stating that their accounts were placed on hold or that their cards were locked, requesting them to click on a link and enter their banking credentials to regain access to their accounts.
The bank has reiterated that it does not send SMS messages with clickable links to clients.
The bank said clients should verify that any communication with links is from a legitimate source before clicking on them.
“The latest fraud attempt is a smishing scam, and we are taking the necessary steps to report the fraudulent sites,” the bank said.
Smishing occurs when fraudsters attempt to steal customers’ data or money through a text message that tries to trick them into following a link and revealing personal details or login information.
The bank has outlined several steps for customers who think they have encountered suspicious messages.
Namely: “Firstly, don’t click on any links or attachments and don’t reply to the message. Try and establish the legitimacy of the message by getting in contact with the organisation through alternative means, for example, calling the phone number on your printed statements.

Within less than a month there will be general elections in the Turks and Caicos. Many people refer to this time as ‘silly season’, where so much silliness goes on. Some people are getting mad at one another. Some people are fabricating stories and rumours about others. Some people act like politicians are their saviours. So many unrealistic promises. Families and friends are divided. Some churches are divided. In fact, the country is divided. Some people refuse to wear any colours for a party they do not support. There is nothing wrong with choosing a side but be mature about it and quite frankly no one should know who you are voting for. I encourage you today to be wise and not get caught up in the silly season.

I don’t have a problem with Christians getting involved in politics. However, as Christians, we must conduct ourselves as the word of God wants us to. Therefore, don’t get caught up in
doing some of the things other people are doing during this silly season. Be wise and don’t compromise your relationship with God.
CONCLUSION
Even though this time is considered ‘silly season’, it does not mean that you must be silly too. Life goes on and some things are so ironic. Some of the same people you are getting mad with and fighting over maybe some of the same people who may be on your party’s ticket in the next four years or so. There is so much more to life than politics. Examine some of the most successful people in your community and you will realise that they have become successful not because of politics. They have clients who are supporters of both parties. They are friends with supporters of both parties.
Uncommon forgiveness
Unforgiveness is a cancer that kills relationships and wreaks havoc in the souls of those who harbour it. Jesus presents a clear and urgent call to forgive others in order to free us from this tyranny in Matthew 18:15-34.
THE MAGNITUDE OF FORGIVENESS
Peter’s question in verse 21, “Lord, how often will my brother sin against me, and I forgive him?
As many as seven times?” reflects a human tendency to quantify forgiveness. Jesus’ response—“not seven times, but seventy-seven times”—shatters the notion of limitation. Forgiveness, in God’s kingdom, is boundless.

the parable of the unforgiving servant. A servant, burdened by an impossible debt of ten thousand talents (millions of dollars in today’s currency), pleads for mercy. Remarkably, the king not only grants him patience but cancels the debt entirely. This act of extraordinary grace is contrasted with the servant’s behavior: he refuses to forgive a much smaller
debt owed by a fellow servant. The hypocrisy and lack of mercy lead to his downfall.
The message is clear: we are recipients of a forgiveness far greater than we can comprehend. The immense debt forgiven by the king symbolizes the weight of our sin and the cost of God’s grace. To withhold forgiveness from others, especially for comparatively minor offenses, reveals a heart disconnected from the transformative power of God’s mercy showered upon us through Jesus’ sacrifice.
FORGIVENESS IS FREEDOM
Forgiveness is often misunderstood as weakness. However, Matthew 18 reveals that it is a courageous act of strength and liberation.
Forgiveness frees the forgiver from the burden of bitterness and creates
the possibility for restoration and healing. It breaks the cycle of vengeance and allows God’s grace to flow through us to others.
Jesus warns that unforgiveness carries serious consequences: “So also my heavenly Father will do to every one of you, if you do not forgive your brother from your heart”. This sobering statement reminds us that forgiveness is not optional for believers. It is the hallmark of a heart transformed by God’s love.
WHY UNCOMMON FORGIVENESS MATTERS
In a world often characterized by division and retaliation, uncommon forgiveness stands out as a testament to the gospel. It reflects God’s character and draws others to Him. Forgiveness is not merely an act but a lifestyle rooted in gratitude for the mercy
we have received. It’s a bold declaration that we trust God’s justice and sovereignty, even when forgiveness feels undeserved. This radical forgiveness doesn’t deny the pain caused by offenses but seeks to redeem it. It invites reconciliation while acknowledging that some relationships may remain changed. The essence of forgiveness is not forgetting but choosing to release the offender from the debt owed, trusting God with the outcome.
A CHALLENGE
Matthew 18:15-34 challenges us to let go of the grudges and burdens of the past. It’s an invitation to embrace the freedom that comes from forgiveness and to reflect God’s boundless grace in our relationships. In doing so, we participate in God’s work of reconciliation and reveal His kingdom on earth.
Uncommon forgiveness is not easy, but it is transformative. As we forgive, we experience the depth of God’s mercy and extend His love to a world desperately in need of it. Let this year be marked by hearts free of bitterness and lives that mirror the grace of our Savior.

As the nation grows, its democracy appears increasingly influenced by the interests of the wealthy, leaving the majority of its citizens underserved.
In free enterprise systems like TCI’s, this imbalance often arises when development is prioritised over equity. A sustainable political framework must deliver benefits for all, not just for the privileged few. Leadership must step forward to implement bold measures that ensure fairness and prosperity for all island residents.
The government holds the power to shape this future. New investors must meet higher standards, contributing directly to the expansion of infrastructure, affordable housing, and renewable

energy solutions. These demands are not only fair but also essential to sustainable development.
At this stage in our development, the nation cannot afford to give away incentives without expecting meaningful returns that benefit the broader population.
While strides have been made in improving infrastructure in select areas, they fall short of the demands posed by the increasing influx of tourists and migrants.
Traffic congestion on Providenciales is now commonplace. With the increasing number of Golf-carts and other vehicles, Grand Turk is not far behind. This is a sharp departure from the islands’ tranquil past.
Public transportation must be reimagined with safe, reliable, and affordable bus services to replace outdated jitneys. Perhaps, developers should be required to contribute a portion of their project budgets to road improvements, job training programs, education, and waste management, ensuring community growth aligns with economic expansion.
Safety measures for both locals and tourists must also evolve to match the growing complexity of the islands. Particularly on the island of Providenciales, roundabouts should be phased out-traffic lights and four-way stops are critical investments that will prevent accidents and ease
navigation for visitors unfamiliar with local driving norms.
Balancing development with the needs of local communities requires strong negotiation. A two-tiered economy like TCI’s can thrive if policies ensure that progress doesn’t come at the expense of its people. By requiring more contributions from large corporations and prioritizing sustainable practices, TCI can create a model for equitable growth.
The stakes are clear. Allowing capitalism to dominate unchecked, will only deepen the divide between the wealthy and the working class, perpetuating
economic inequality.
The million dollar question is, which political party will be a force for change in this moment and time, and not just as the custodian of the status quo?
Whichever way the wind blows in this upcoming election, immediate action is necessary to prevent these patterns from becoming entrenched.
TCI has the opportunity to chart a course that secures its future, providing for all residents, safeguarding its natural and cultural heritage, and ensuring big corporations live up to their ethical and social responsibilities.
Ditch perfection and let life be “meh”
Let’s face it: perfection is exhausting. Living to your utmost potential is what keeps you wide awake at night. You will be grey and wrinkled before you get that perfect body. Less stress_ more romantic encounters. That is the secret recipe.
Those Instagram influencers telling us to “manifest greatness” and “radiate positivity” don’t seem to realise that radiating anything requires energy, and I’m already using mine to remember if I drank water today.
So, let’s normalise doing the absolute least—and being okay with it. Take your hair down. Leave home without make-up. Don’t sign up for the gym. Eat that darn cookie. Cry. Ugly cry, if you have to. Whatever you do_ do not hold it in.
Here are eight solid reasons why the bare minimum might just be the way to live your best, most mediocre life.
1. NOBODY ACTUALLY NOTICES YOUR “EFFORT”

Spent three hours frosting cupcakes for the bake sale? Cute. Karen still bought hers from IGA and they were gone first. Bare minimum means no frosting at all - frosting straight from the can, or just say no to that bake sales. Let those kids bake their own capes. Stay in bed a bit longer. You need that for yourself.
2. PERFECTION SETS UNREALISTIC STANDARDS
If you’re always amazing, people start expecting it. Everyone and then, offer 10% only. Keep the 90% for yourself, and spend it on a good film in bed.
3. “Good vibes only” is a trap It’s impossible to stay relentlessly positive without turning into a Stepford robot or lying. Some days, you need to embrace the bare minimum, the chaos, yell at your coffee machine, and admit you hate Mondays. It’s not negativity—it’s honesty.
4. PEOPLE RELATE TO FLAWS, NOT PERFECTION
No one’s bonding over your colour-coded planner or perfectly styled hair. You remember when you were younger and you were totally fine walking around with
an ice cream-stained shirt. This is the authenticity we need. A bare minimum fosters community.
5. LIFE BECOMES A LOT LESS STRESSFUL
When you let go of the need to nail every little detail, you start focusing on what actually matters. Like, does it really matter if your socks don’t match? No. Unless you’re at the Sock Olympics, and if you are, congratulations.
6. YOU’LL HAVE ENERGY FOR WHAT YOU ACTUALLY LOVE
Spend less time scrubbing grout or trying to be the Pinterest mom of the year, a perfect dad like Cliff Huxtable and suddenly you’ve got time for that book you’ve been meaning to read— or that nap you’ve been craving.
7. PERFECT PEOPLE ARE EXHAUSTING TO BE AROUND
You know that one friend who’s always perfect? Their house is clean, their life is flawless, and they probably wake up smiling. You avoid calling them, don’t you? Don’t be that person. Be the friend who shows up with chips and calls it “charcuterie.”
8. HAPPINESS IS FOUND IN THE IMPERFECT
The best memories come from messy, imperfect moments. Like that time you wore mismatched shoes to work and laughed about it all day. Bare minimum energy creates space for those weird, wonderful things that make life fun.
So there you have it: the case for doing just enough to get by. Perfection is overrated, positivity is exhausting, and sometimes, meh is more than enough. Join me in the bare minimum revolution—there’s room for everyone.

HRA informs health care facilities of provisional licensing requirements
Healthcare organisations in the Turks and Caicos Islands will receive provisional licenses that are valid until March 31, 2025, provided they were operational before the passage of the Health Regulation Authority Ordinance in August 2024.
According to the Health
Regulation Authority (HRA), the provisional license is intended to ensure a smooth transition to compliance with the new regulatory framework.
During this period, organisations are required to take the necessary steps to align their operations with the updated
standards and complete the formal licensing process as mandated by the HRA.
The HRA stated that they will be offering informational sessions, support materials, and consultation services to assist entities in meeting compliance requirements. Organisations are encouraged to utilise these resources to avoid operational disruptions.
During the provisional period, they must review and adjust their operations to meet the new standards set by the HRA. Comprehensive guidelines and compliance checklists will be
provided to aid this process. All organisations must complete the formal licensing process before the provisional licences expire on March 31, 2025. They are urged to begin preparations promptly to ensure a smooth transition before the provisional licences expire.
Dr Grant nominated as PDM candidate for ED7, vows to deliver change

In a rousing display of support, Dr Finbar Grant was officially nominated as the People’s Democratic Movement (PDM) candidate for Electoral District 7 (ED7) on Tuesday, January 14, 2025.
The Gustarvus Lightbourne Sports Complex was awash with a sea of blue as a boisterous crowd of supporters, family, and friends gathered to celebrate Grant’s nomination on Nomination Day.
“I’m excited,” Grant declared, addressing reporters following the spirited nomination event. “I enjoy, like I said earlier, it’s an opportunity to represent black people.”
Dr Grant, a respected Attorneyat- law emphasised the diverse needs of ED7 which includes Kew Town, Cheshire Hall, and Richmond Hill, the largest constituency in the Turks and Caicos Islands, and his belief that his position will allow him to address these needs and effect positive change for the entire country.
“The reality is the needs of a constituency can reflect the needs of the country,” Grant stated.
“And I think that I am being put in a position that I can address these needs to better my country aggressively. And if I can do that to the best of my ability with a good team, then I think we can move this country in a great direction, and not only people with access to people will benefit.”
Grant expressed confidence in
the PDM’s prospects for victory in the upcoming general election.
“Have you looked around?” he asked, gesturing to the diverse crowd. “You see some spots of different colours? But I think the PDM is well poised for victory. “
“I think the country needs a PDM victory right now, because looking at the campaign, the
PDM is speaking on issues, right? They are speaking on issues while the other side just seems to be campaigning on a previous government’s record.”
Grant’s nomination comes after his announcement in November 2024 that he was joining the PDM. He vowed to fight for those who have been overlooked
and underserved by the current government. His entry into the political arena has been seen as a turning point for the residents of ED7, who have long been yearning for a representative who truly understands their struggles and is committed to delivering tangible solutions.
Malcolm nominated, touts PNP’s achievements and promises ‘landslide’ victory

In a show of party unity and confidence, the Progressive National Party (PNP) officially nominated Hon Shaun Malcolm, the incumbent Minister of Health and Human Services, as an AllIsland Candidate for the upcoming General Elections.
The nomination which took place at the Ianthe Pratt Primary School in The Bight, Providenciales saw Malcolm flanked by party members and supporters on Tuesday, January 14, Nomination Day.
Speaking to the Weekly News about his party’s record and its vision for the future; Malcolm, a seasoned politician, expressed his gratitude for the nomination.
He stated, “This is my third nomination... My first one was in 1999.” He emphasised the PNP’s accomplishments during their four years in government, highlighting their commitment to fulfilling the social and economic needs of the people.
“We have accomplished more than 85% of what we promised the people that we will do in this
term, which is remarkable by any political standard,” Malcolm declared.
He added: “Do we deserve a second term? Do we have other things left to improve? Of course we do…no government in history of the Turks and Caicos Islands
has taken care of the social and economic development of our people, like this Government.” He touted the government’s track record, citing the passage of over 100 pieces of legislation and various initiatives aimed at improving the lives of citizens.
Malcolm expressed unwavering confidence in the PNP’s chances in the upcoming election, predicting a landslide victory. “I believe we will landslide. We will make history again on these Turks and Caicos Islands,” he asserted. He emphasised the need for
stability in government, stating, “This country needs stability…we need continuity in order to achieve this.”
Looking ahead, Malcolm outlined the PNP’s plans for the next term, focusing on infrastructure development, including a half-a-billion-dollar road project, improvements in Blue Hills, and comprehensive reforms in real estate, construction, and immigration.
Malcolm also addressed concerns about inclusivity and the PNP’s commitment to serving all citizens. “The day after election, we are all Turks and Caicos Islanders. And every policy, every law that we make should be to benefit all Turks and Caicos,” he affirmed. With the election just weeks away, Malcolm’s nomination and bold statements have set the stage for a heated campaign.

‘Hear our cries’, Judiciary appeals once again to Govt in New Year message

‘Providing access to quality justice with quality judgements, efficient and effective dispute resolution and excellent court services’, has been the motto of the local judiciary for many years.
However, to achieve this end, the Judiciary needs better infrastructure, adequate funding and staffing. Once again, Madam Chief Justice, Mabel Agyemang made this appeal during the opening of the 2025 law year on January 6.
In outlining the Judiciary’s goals for 2025, the Chief Justice emphasised the importance of maintaining their core values: excellence, accountability, service, independence, integrity, impartiality, and fairness, as they move into the new year.
“We must also train our eyes on our vision of working towards the attainment of ‘a Turks and Caicos where Justice is Available, Accessible and Attainable’.”
She added that as they strive to provide quality service, they must remain focused on their mission.
“I am confident that as we do our part, the Executive and Legislative arms of our Government will hear and grant our request for improved infrastructure, adequate funding and staffing.”
She outlined that the Judiciary’s reform agenda is to achieve modernisation incrementally. In that agenda, funding is key.
“In the confidence that what we need will be made available, we have an ambitious programme for enhanced access to justice, which will include the ability to pay filing fees on the Curia E-Folio platform, as well as the introduction of electronic transcription services which will make the production of transcripts speedy.”
The Chief Justice said this will aid judgment writing and the time within which judgment is delivered, as well as the preparation of parties for appeals.
She said they will continue to explore the possible integration of Artificial Intelligence into their services with the hope of advancing consultations with service providers.
The judiciary is also focused on the establishment of specialised courts for family and domestic violence, juvenile justice, and immigration. They also intend to revamp their adjunct services of court-connected mediation, particularly restorative justice
which lags, Agyemang stated.
She also revealed that as the judiciary’s strategic framework (2020-2025) ends this year, they will commence the development of a new five-year strategic plan to guide the judiciary’s work from 2026-2030.
In a brief overview of his department, King’s Counsel Philip Bennetts, the Director of Public Prosecutions, revealed that their case statistics indicate 160 cases were prosecuted, resulting in a 56% conviction rate.
No additional details were provided, as has been the case in previous years.
Mention was made of the former DPP, King’s Counsel Eugene Otuonye and the tireless work he undertook while heading the department.
Bennetts said: “Many of the achievements of this office are a direct result of his leadership. He continues to offer advice and support for that I am truly grateful.
“I do not rehearse the many achievements that he put in place. One, however, must be mentioned and that is the digitisation of the office files. An enormous task that was put in place under his leadership and completed as scheduled by the end of last year.
“This has put the ODPP in a good place to move forward with a Case Management system which is critical for the office, and I hope in the very near future work can start on implementation with completion before the end of this year.”
He also mentioned Dr Angela Brooks, thanking her for the time she acted as DPP before he took up the post.
“To all at the ODPP both prosecutors and administrative staff who work tirelessly on many occasions seven days a week.
“My thanks also to the SIPT team and the prosecutors headed by Andrew Mitchell K.C. whose work and support have been invaluable to me.”
Bambarra Beach voted Best Beach in the Caribbean
Bambarra Beach has been judged as the Best Beach in the Caribbean, according to USA Today’s 10Best Readers’ Choice Awards 2025. Grace Bay Beach also received recognition, coming in at #10.
The news follows several weeks of public voting. Last year, Bambarra Beach was voted the #2 Best Beach while Grace Bay copped #9.
Minister of Tourism, the Hon Josephine Connolly, is ecstatic about Bambarra’s ascent to the number one position.
“This is really good news to welcome in the new year,” she gushed. “As we continue to sell the Turks and Caicos Islands as a multi-island destination, it is very heartwarming to see our sister islands getting greater recognition. The fact that we have two beaches in that top ten list reaffirms the Turks and Caicos Islands’ reputation for having a variety of beautiful beaches.” The minister thanked everyone who voted and encouraged those who have not yet visited the TCI to include it on their travel itinerary for 2025.

Housing, education and crime emerge as hot topics in PDM youth session
Young TCIslanders were presented with several issues that would affect their future by members of the PDM party, during a special live interactive session on Wednesday, January 15, at the PDM’s headquarter.
A stark picture was painted with the PDM offering solutions if they are voted in at the upcoming general elections on February 7.
The housing crisis emerged as a cornerstone issue, with Deputy Political Leader Robert Bean Jr laying out a three-phase approach to tackle what has become an increasingly pressing concern for young residents. “I would guess they’re between the ages of 21 to 35... no young person actually raised their hand,” Bean observed after asking the audience about home ownership, highlighting the severity of the situation. He detailed the PDM’s commitment to making homeownership accessible through government intervention, stating, “If the home cost is about $400,000 to $500,000... if the
person only qualifies for $200,000, it’s our duty to find the balance of that money for our people.”
Education reform featured prominently, with PDM Leader Edwin Astwood announcing a dramatic increase in scholarship funding. “Your People’s Democratic Movement is committed to moving that from $3.7m straight up to $12m,” Astwood declared, contrasting their proposal with current spending levels.
This commitment to education was further elaborated by Temard Butterfield, who outlined a comprehensive vision for educational transformation.
“We want to ensure that our students are receiving the best modern education with all the resources, not only to learn but to thrive and be successful citizens of this country,” Butterfield explained.
He emphasised the PDM’s commitment to reopening technical vocational schools and expanding
curriculum offerings, particularly in STEM fields.
“We want to ensure that our systems make sense. We have the resources here. We have the technical expertise throughout the education sector.”
The party’s approach to crime and rehabilitation revealed a nuanced understanding of the challenges facing young people. Astwood outlined a multi-faceted strategy that begins with prevention and extends through rehabilitation and reintegration. “We have to put those programmes inside of the prison that young man, when you are incarcerated you are learning a trade,” he explained, adding that the government must “ensure that everyone who leaves prison who wants a job can get a job.”
Sabrina Green’s passionate advocacy for youth entrepreneurship highlighted the PDM’s commitment to economic empowerment. “We need funding specifically for our youth and no one else can partake in it,” she insisted, proposing a dedicated
youth entrepreneurial development fund. Green emphasised the need for comprehensive support, stating, “If one of our young people step forward today or tomorrow and say hey, I need $100,000 because this is my plan... we give them the support they need through training and workshops.”
Sports development emerged as another key pillar of the PDM’s youth strategy, with Keith “Coach” Cox emphasising its role in character development and community building. “Sports for us is a powerful tool,” Cox noted, while Butterfield added the necessity of proper facilities: “We have to provide our schools and our students and our youth with every opportunity there is to be the best not in this country, but in the world”.

We have a lot of young people who have many issues and they’re not getting the help they need,” he explained.

Illegal migrants detained after two vessels intercepted
Last weekend saw two illegal migrant vessels being intercepted and detained within the space of one hour.
The first boat was first spotted by the Marine Branch of the Royal Turks and Caicos Islands Police Force at around 2:25 am on January 12, in the Bird Rock area of Long Bay in Providenciales.
Officers of the Marine Branch were informed, and at 2:35 a.m., they spotted a dark blue wooden vessel with two outboard engines carrying several individuals.
The illegal sloop was stopped and 27 illegal migrants – 21 males, including two minors and six females – were found onboard.
Shortly after 1 am on the same day, the Marine Branch, along with the TCI Regiment, received reports of a blue 38-foot wooden vessel with two outboard engines present in TCI waters. Upon their arrival, they apprehended 121 illegal
security in place are increasingly effective, and we continue to build our defensive measures to tackle this type of crime.”
The TCI Border Force is once again reminding the public that harbouring or facilitating the entry of illegal migrants is a serious criminal offence under the Immigration Ordinance, punishable by fines of up to $20,000 and up to four years of imprisonment.
Authorities are fully committed to prosecuting anyone found in violation of these laws to the fullest extent.
Police are urging residents to notify the closest police station, contact 911, the Serious Crime Unit at 231-1842, Crime Stoppers at 1-800-8477, and anonymously give any information on illegal activity.

McLaughlin’s lone stand for justice: A grassroots challenge to the status quo

In a stark contrast to the exuberant rallies of other political parties, Winston McLaughlin’s nomination as the Progressive Democratic Alliance’s sole candidate was a quiet affair.
With only three steadfast supporters by his side, he signed his name on the dotted line at the Gustarvus Lightbourne Sports Complex, marking his entry into the race for the Turks and Caicos Islands’ general elections.
Despite the subdued atmosphere, McLaughlin’s determination was palpable. “I feel like I have achieved something,” he declared in an interview with the Turks and Caicos Weekly News.
“When you fight for the right thing, fighting for your people, reaching this far is a milestone.”
McLaughlin’s journey to the nomination was not without its hurdles.
He recounted a delay at the Treasury due to a shortage of receipts, a minor setback that did not dampen his spirits.
He spoke passionately about his party’s 12-year history and its commitment to justice for the people of Turks and Caicos.
“We are wasting hundreds of millions of dollars, and my own people are living in misery,” McLaughlin lamented, highlighting the stark contrast
between the islands’ rampant development and the lack of local benefit.
“We are not a part of the development. We can’t buy shares in the foreign development. So where are we going to be in 10 years’ time?”
His campaign message is clear: “Vote smart. We cannot continue doing the same thing for 49 years and look for different results.”
McLaughlin is urging voters to break the cycle of unfulfilled promises and elect leaders who will prioritise the needs of the local population.
Pastor Daniel H. Delancy, who nominated McLaughlin, echoed these sentiments.
“Turks and Caicos Island is really at the back,” he observed, pointing to the lack of local involvement in the islands’ economy.
“We’re the only people in the Caribbean who don’t have a bus or [public transportation] system on the road... and that is because of the people who represent us presently.”
McLaughlin’s candidacy represents a grassroots movement for change, a challenge to the established political order.
His solitary stand at the nomination may have been quiet, but his message is a resounding call for representation and a brighter future for all Turks and Caicos Islanders.

Number of internally displaced people in Haiti tripled in 2024
The number of people internally displaced by gang violence in Haiti has tripled to more than one million, the United Nations’ International Organization for Migration (IOM) warned on Tuesday.
The situation is particularly dire in the capital, Port-au-Prince, where displacement has risen by 87% between 2023 and 2024, IOM figures show.
Gangs control almost the entire city, leading to the collapse of the remaining health services and triggering food insecurity.
More than 5,600 people were killed in gang violence in Haiti last year alone.
IOM Spokesman Kennedy Okoth Omondi said many of the more than one million displaced people had had to flee multiple
times as the gangs expanded their territory in Port-au-Prince.
An estimated 85% of the capital is now estimated to be under gang control.
Most of those displaced fled Port-au-Prince for rural areas, where resources are limited, the IOM warned.
Its Director-General, Amy Pope, said that Haiti needed “sustained humanitarian assistance right now to save and protect lives”.
Half of those displaced are children, according to the IOM’s figures.
The agency described how families were “struggling to survive in makeshift shelters while facing mounting health and protection risks”.
Haiti has been engulfed in a wave of gang violence since the
assassination in 2021 of the thenpresident, Jovenel Moïse.
A UN-backed multinational security force arrived in Haiti in June to try and re-establish control but has so far made few inroads into gang-held territory.
The international police force, which is meant to bolster the Haitian National Police force, is underfunded and lacks the necessary equipment to take on the heavily armed gangs.
Meanwhile, the Transitional Presidential Council (TPC) - the body created to organise elections and re-establish democratic order in Haiti - appears to be in turmoil.
The TPC replaced the interim prime minister in November and seems to have made little progress towards organising log-delayed elections. (BBC)

China aims to deepen Caribbean ties, Grenada affirms one-China principle
China is ready to deepen its comprehensive cooperative partnership with Caribbean nations, President Xi Jinping said today during a meeting in Beijing with Prime Minister Dickon Mitchell of Grenada, a one-time diplomatically of Taiwan.
China is willing to keep up assistance to regional countries to aid their economic and social development, the official news agency, Xinhua, cited Xi as saying.
Grenada has benefited greatly from ties with China and looks forward to strengthening cooperation with the Asian giant, it quoted Mitchell as saying at the meeting.
“Both sides should … draw a
new blueprint for the long-term and high-level development of bilateral relations,” Xi said, adding that two-way ties had developed successfully over the last two decades.
Mitchell said Grenada firmly adhered to the one-China principle and called for its sovereignty and territorial integrity to be respected, Xinhua added.
Mitchell, the first foreign leader Xi has met this year in Beijing, was on an official week-long visit to China from Saturday.
The Caribbean and Latin America have the largest concentration of Taiwan allies, with seven of its remaining 12 allies in the region.
BVI: Govt proposes Residency by Investment programme
The Virgin Islands government has announced plans to establish an official Residency by Investment (RBI) programme aimed at boosting economic development and government revenue.
Speaking recently with BVI News, Premier Dr Natalio Wheatley described the RBI programme as a strategic initiative to generate revenue through application and processing fees for residency permits, as well as taxes on new businesses and economic activities brought by investors.
“The RBI is designed to diversify and strengthen the economy by encouraging investments aligned with the territory’s economic goals and standards,” Dr Wheatley stated. “It aims to attract investments across various sectors, including emerging industries, and foster job creation and skills development
through new business ventures.”
The Premier also highlighted potential additional revenue streams, such as property taxes and other related fees, as part of the programme’s objectives.
NOT TO BE CONFUSED WITH CITIZENSHIP BY INVESTMENT
Unlike the Citizenship by Investment (CBI) programmes offered by some Caribbean countries, such as Dominica, St.
Kitts and Nevis, and St. Lucia, the proposed RBI programme will focus exclusively on residency rather than granting citizenship.
“This initiative primarily focuses on residency for direct investment rather than immediate citizenship,” Dr Wheatley explained. “It aims to attract foreign direct investment (FDI) by offering residency permits to investors.”
The programme will involve a joint evaluation process between the Investment and Immigration agencies to assess and approve applications. “This approach ensures that investments meet both economic criteria and immigration requirements, potentially making it more precise than some CBI programmes,” Dr Wheatley added.
Governor Daniel Pruce, in his Throne Speech on Tuesday, January 7, confirmed that the
RBI programme will be separated from the Investment Act and incorporated into the Immigration and Passport Act. The move is expected to provide new pathways to residency, establish clear guidelines and criteria, and implement a quota system based on the territory’s capacity.
While no implementation date has been set, Premier Wheatley confirmed that the initiative is currently under discussion in the Cabinet. The overall aim, he said, is to create a clear, effective, and collaborative approach to administering the residency policy while maintaining robust immigration management.
“Its ultimate goal is to contribute to the Virgin Islands’ economic development while upholding strong immigration standards,” Dr Wheatley emphasised. (BVINews)

Union chief: ‘We’ll do what we have to’ over strike injunction
The Trades Union Congress (TUC) president pledged “we will do what we have to do” after the Bahamian Government obtained a temporary court injunction ordering all doctors, nurses and air traffic controllers back to work.
Obie Ferguson, who seemed not to have been aware of the Supreme Court stay obtained on Tuesday by the Government until informed by Tribune Business, said it “goes without saying” that the TUC and its 14 affiliates - who all possess individual strike certificates - will advocate for either its removal or changes to the terms when all parties appear before the Supreme Court on January 28, 2025.
Despite the TUC and its affiliates previously stating their planned sick-out would only last for two days and end on Tuesday, the Government opted to take no chances by obtaining a Supreme Court injunction that mandates workers in the two hardest-hit sectors - the public healthcare system and air traffic control - to report to work as scheduled or be “held in contempt of court” and exposed to potential fines and jail time.
Justice Darron Ellis, in a signed injunction drawn up by the Attorney General’s Office which was the only party present at yesterday’s hearing, ordered that members of the Bahamas Air Traffic Controllers Union, the Bahamas Doctors Union, Consultant Physician Staff Association (CPSA) and Bahamas Doctors Union (BDU) be “restrained.. from taking part in any strike activity or any form of industrial action” against their employer.
Examples of such action included “refusing to report to work when
scheduled to do so, or by leaving their place of employment when they are scheduled to be at work”.
Justice Ellis ordered the four unions and their members to also not “induce, incite or intimidate” others, or “impede” persons from working and/or encourage others not to work. Sick leave will not be allowed without “a valid sick certificate”.
The Government has thus employed the same Supreme Court injunction tactic that it used before Christmas to halt the sick-out by members of the Airline, Airport and Allied Workers Union (AAAWU) that shut down Bahamasair’s operations for an entire day during the peak Christmas travel period.
The claimants who obtained yesterday’s injunction were the Public Hospitals Authority (PHA), the Attorney General, minister of labour and the public service, minister of health and wellness and the minister of tourism, investments and aviation. The latter has ministerial responsibility
for air traffic control at Lynden Pindling International Airport (LPIA).
Mr Ferguson, upon being informed of the Government’s legal manoeuvres, told Tribune Business of the injunction: “I guess we’ll have to see it and respond to it. We’ll see what happens when we get it. We will do what we have to do.”
Asked whether the TUC and its affiliates will either seek to overturn the injunction or persuade the Supreme Court to vary its terms and conditions, the TUC president signalled this was exactly what the union movement will likely do.
“It goes without saying. We have a legitimate situation,” Mr Ferguson said. “We have a legitimate right to be heard, and we’ll make our case with that. We’re going to follow the law. The law is there to be followed by everybody. We’ll do what we have to do. We want to see what they have, but we know we have 14 [strike] certificates.”
The Government’s caution
may have been wise as the TUC president did not definitively confirm whether the sick-out, which the unions are denying represented a strike or industrial action, was still due to end yesterday as originally planned or that no further industrial action was planned for a later date.
“I don’t know about that,” Mr Ferguson replied when questioned by Tribune Business. “This is the second day, so we’ll see what happens today. I’m going to talk with my colleagues this afternoon and see what the deal is. We want this to be resolved like yesterday. We need to solve the problem.”
Dr Duane Sands, ex-minister of health who was among senior physicians filling the void created by the absence of up to 98 percent of the BDU’s junior doctors, said the Government’s move to seek Supreme Court recourse was “not surprising” but challenged whether it would further inflame industrial tensions as he urged “cooler heads to prevail”.
Comparing the injunction to the Government “winning the skirmish but worsening the war”, he asserted: “I think it’s probably going to inflame the situation a little bit more. I’m not sure it was necessary and, you know, skirmish won and now the war intensifies.
“The goal ultimately is to sit down and talk to arrive at a compromise, and I’m sure the justices at some point in time will tell both parties to get in a room and work this out. This is ultimately what the direction is going to be....
“I get it. The Government finds itself in a tough spot and doesn’t want to be seen to be soft, but I’m not certain this is the way to go,” Dr Sands continued. “We’ll see;
we shall see. Cooler heads ought to prevail, and this is about rolling up the sleeves, sitting around the negotiating table, thrashing out differences and agreeing not to leave tell you get an agreement.
“This is what needs to happen. Hopefully they will recognise the need to use non-judgmental, nonpunitive and a non-threatening approach to resolution. This can go south very quickly.” The Bahamian public healthcare system, especially the hospitals and care facilities under the Public Hospitals Authority (PHA), have been among the agencies most heavily impacted by the sick-out.
“I shudder to think of the potential consequences to patients,” Dr Sands had said, prior to the injunction’s confirmation, if the healthcare sick-out had extended into a third day. “It’s not a sustainable situation. It’s absolutely not sustainable. We can only hope that, as was forecasted, this is going to be an isolated twoday event and the expectation is things will return to normal tomorrow [today].
“I think that is very important. We can only delay certain things for so long. On a good day the public healthcare facilities are challenged with capacity constraints. You add this additional strain and something is going to give, something is going to break, and in health that is going to be measured in human terms.”
Tribune Business was informed by aviation sources on Monday that air traffic control at Lynden Pindling International Airport (LPIA) was short-staffed in the morning, which resulted in the authorities only permitting scheduled commercial and cargo flights.
Bahamas reports 37 percent decrease in migrant apprehensions in 2024
The Royal Bahamas Defence Force (RBDF) reported a 37 percent decrease in migrant apprehensions in 2024, totalling 2,019 compared to 3,201 in 2023.
Nonetheless, Defence Force Commodore Raymond King said a surge is expected in The Bahamas in response to the potential rescindment of the Temporary Protected Status and Residency Sponsorship Policies by the incoming Trump administration.
The Temporary Protected Status (TPS) and Residency Sponsorship Policies provide legal protections to migrants unable to return to their home countries due to conflict, natural disasters, or other crises. The rescinding of these policies by the US could
force thousands of migrants back to unstable or unsafe conditions, potentially triggering a surge in undocumented migration through the Caribbean.
Commodore King said 875 Haitian nationals were intercepted from Haiti to The Bahamas in 11 incidents.
He said there was a “general decline observed in 2024 compared to previous years, which was likely attributed to the Temporary Protected Status and two-year Residency Sponsorship Policies in the US for Cubans, Haitians, and Venezuelans in particular”.
“However,” he added, “an uptick of Haitians has been observed towards TCI within recent months.”
Meanwhile, United States Coast Guard Cutters intercepted 112 Cuban nationals attempting to reach Florida in nine incidents on the Cay Sal Banks.
Commodore King said “the number of Cubans attempting to reach the US via the Cay Sal Banks have increased significantly during December 2024 and January 2025 to date”.
March 2024 saw the highest number of apprehensions, with 516, followed by April, with 331. July recorded the lowest, with 26 apprehensions. May and December each saw 49 apprehensions.

UK pledges support for Ukraine with 100-year pact
Sir Keir Starmer has pledged to put Ukraine in the “strongest possible position” in a trip to Kyiv where he signed a “landmark” 100-year pact with the war-stricken country.
The prime minister’s visit on Thursday was at one point marked by loud explosions and air raid sirens as Ukraine’s defence systems intercepted a Russian drone attack.
Acknowledging the “hello” from Russia, Volodymyr Zelensky said Ukraine would send its own “hello back”.
The Ukrainian president praised the UK’s commitment against the backdrop of wider concerns that US President-elect Donald Trump could reduce aid.
Zelensky is looking to firm up security guarantees from key allies as there are worries the new US administration could start pushing Ukraine to make peace with Russia.
On Thursday, the UK prime minister vowed to commit more support to Ukraine in its ongoing war effort against Russia - which it has been fighting since February 2022.
“We are with you not just today, for this year or the next - but for 100 years - long after this terrible war is over and Ukraine is free and thriving once again,” he told Zelensky.
Sir Keir said the air raid that greeted him in Kyiv was a reminder of daily attacks and “the resolve of the Ukrainian people in the face of it”.
Thursday’s pact formalises
economic and military support the UK had already promised to Ukraine.
As well as military support, including the delivery of a new mobile air defence system to be designed in the UK and funded by Denmark, the agreement includes economic aid, support for healthcare, and increased military collaboration on maritime security and drone technology.
The UK will also continue to train Ukrainian troops. More than 50,000 have been trained on British soil during the conflict so far.
In Kyiv, the two leaders walked behind an honour guard which carried wreaths in the national colours of the UK and Ukraine.
After soldiers set down the wreaths, Sir Keir and President Zelensky placed their bouquets at the foot of the wall outside
St Michael’s Golden-Domed Monastery.
The Kyiv landmark is covered in photos of the dead and has become a place of pilgrimage for grieving families to pay tribute.
When the leaders met for talks inside Kyiv’s Mariinsky palace, multiple explosions and air raid sirens were heard.
The prime minister also visited an apartment building damaged in a New Year’s Day drone attack, which killed a couple who had been prominent scientists. The apartment is just down the street from the president’s office.
“They were sending us a message,” the head of Kyiv’s military administration told Sir Keir. “No one is safe”.
Sir Keir also visited a school, partnered with a sister school in Liverpool, and a hospital in Kyiv
specialising in treating burns.
On the tour of the intensive care unit, he met wounded Ukrainians on a rehabilitation ward supported by the British Red Cross.
“If Ukraine falls, so does Europe,” an injured civilian who had burns across both hands and arms told the prime minister.
Sir Keir said the injuries he saw were “a grim reminder of the heavy price that Ukraine is paying”.
“One of the consequences of this conflict has been to draw Nato more strongly together,” he said.
Zelensky declared the visit “a truly historic day” and said “our relationship is closer than ever.”
With Donald Trump’s inauguration days away, Ukrainian President has previously said he is looking to the UK for help getting security guarantees to deter future attacks.
Joining Nato is near the top of his wish list, but Ukraine also wants its allies to send peacekeepers to the country if fighting does stop, to patrol the current frontline which could become a buffer zone in any peace agreement.
Ahead of the visit, Zelensky had said he would discuss this with the prime minister.
The latest pledges build on £12.8bn of support the UK has already given to Ukraine. It has also already committed to giving the country £3bn in military aid every year for “as long as it takes”.
Russian forces are gaining ground more quickly than at any time since the country launched its
full scale invasion of Ukraine in 2022, despite Ukrainian strikes on Russia.
According to latest reports from reputable Ukrainian open source material, Russia has cut off a key highway and railway to the southwest of Pokrovsk, a strategically important hub in eastern Ukraine. Ukraine says most of Russia’s attacks in the past 24 hours focused on the town.
They have also made big advances in other big population centres in the east – in Toretsk and Chasiv Yar.
As the invasion reaches the end of its third year, with an estimated million people either killed or wounded, Ukraine is losing territory in the east.
Ukraine has already been using British-supplied Storm Shadow missiles to attack Russian military facilities far from the border.
The change to allow their use in Russian territory late last year was welcomed by Kyiv, and slammed by Moscow.
The partnership, formed of a treaty and a political declaration, is due to be presented to Parliament in the coming weeks.
Plans for it began under the previous Conservative government.
While this is his first visit as prime minister, Sir Keir visited Ukraine when he was leader of the opposition in 2023, and has hosted President Zelensky twice at Downing Street since entering office. (BBC)
Trump will ‘put measures in place’ to stop TikTok ban, top adviser says
US President-elect Donald Trump will find a way to save TikTok before a ban on the app is due to take effect this weekend, his incoming national security adviser has said.
Congressman Mike Waltz, a Florida Republican, said Trump would intervene if the Supreme Court upholds a law that bans the platform in the US unless it is sold by 19 January.
In its last week, the Biden administration is also looking for ways to prevent TikTok suddenly disappearing, reports NBC News.
Chinese owner ByteDance has said it plans to shut off the app for its 170 million US users by Sunday.
“We will put measures in place to keep TikTok from going dark,” said Waltz on Thursday.
He noted that the law allows a 90-day extension for ByteDance if significant progress has been made towards a sale.
“Essentially that buys President Trump time to keep TikTok going,” said Waltz.
A day earlier the incoming national security adviser hinted on Fox News that Trump was planning an executive order in an effort to suspend the ban.
However, it is unclear whether any such measure could circumvent a law passed by Congress.
The app has been banned on national security grounds, because of concerns that its data could be collected by the Chinese Communist Party.
But according to the New York Times, Trump has invited the chief executive of TikTok, Shou Zi Chew, to attend his presidential inauguration next Monday, sitting in a position of honour on the dais.
Trump has previously asked the Supreme Court to delay the banwhich would go into effect one day before he is sworn into office - so he can seek a “political” solution.
Congress passed a bipartisan law last year that gave TikTok’s owner, ByteDance, nine months to find a US-approved buyer or face a ban of the platform in the United States.
The legislation does not forbid use of the app, but would require tech giants such as Apple and Google to stop offering it and inhibit updates, which analysts suggest would kill it over time.
President Joe Biden signed the bill into law last April as part of a package that provided aid to Ukraine and Israel.
But NBC News reports that Biden, too, has been considering ways to keep the app available if a ban goes into effect.
Under that plan, they would defer the issue, according to three people familiar with the matter who spoke to NBC.
TikTok and ByteDance deny being linked to the Chinese government. They have also ruled out a sale.
The Supreme Court heard TikTok and Bytedance’s arguments against the law last week.
A decision is expected any day. Both Biden and Trump have reversed their stances on the platform.

What happens on Trump’s Inauguration Day?
Donald Trump will be sworn in as president of the United States on Monday, ushering in his second term in office and capping one of the most astounding political comebacks in American history.
Inauguration Day is, by tradition, largely dedicated to pomp and circumstance. One president leaves the White House, and another moves in. But Trump, a Republican, also has pledged to sign a flurry of executive orders on subjects ranging from border security to oil and gas production on his first day in office.
WHEN IS THE INAUGURATION?
Trump will take the oath of office, likely administered by U.S. Supreme Court Chief Justice John Roberts, at 12 p.m. EST (1700 GMT) in front of the U.S. Capitol.
Trump will then deliver his inaugural address. In interviews, he has said he intends it to be uplifting and unifying. That would mark a departure from his first speech in 2017, which detailed a broken country he described as “American Carnage”.
The outgoing president, Democrat Joe Biden, has said he plans to attend the ceremony and witness the transfer of power, a courtesy Trump did not afford him four years earlier.
The joint congressional committee that administers the swearing-in ceremony on the Capitol grounds says it will be releasing more than 220,000 tickets for the event.

PARADE TO THE WHITE HOUSE
After a lunch with congressional leaders at the U.S. Capitol, Trump will proceed down Pennsylvania Avenue in a motorcade to the White House, accompanied by a procession of military regiments, school marching bands, floats and citizens’ groups. The new president and his guests will then observe the rest of the parade from a reviewing
stand.
GETTING TO WORK
Two sources familiar with the planning said Trump is preparing a flood of executive orders and directives that could total more than a 100 for Day One and beyond.
He is expected to sign orders that give immigration officers more latitude to arrest migrants with no criminal records, send more troops to the U.S.-Mexico border and restart construction of the border wall.
The orders will include a drive to increase energy production and follow through on Trump’s oftstated campaign vow to “drill, baby, drill.”
Trump also is likely to issue the first wave of pardons for defendants convicted by the federal government for their participation in the Jan. 6, 2021, attack on the U.S. Capitol.
PARTIES AND A RALLY
There will be at least 18 inaugural galas held throughout Washington over the weekend and Monday, three of which are considered official and which Trump is expected to attend.
On Sunday, on the eve of the inauguration, Trump is set as well to hold a campaign-style “Make America Great Again Victory Rally” at an arena in downtown Washington.
Such an event likely will help spur thousands of Trump’s supporters to pack the city for the inaugural festivities. It would be Trump’s first rally in the District of Columbia since the Jan. 6, 2021, incident.
On Monday, Meta’s Zuckerberg will co-host a reception for billionaire Republican donors along with casino magnate Miriam Adelson and Houston Rockets owner Tilman Fertitta, Trump’s pick for ambassador to Italy.
Oil and gas tycoon Harold Hamm, a top Trump donor, will host an inauguration watch party on Monday on the roof of the historic Hay-Adams hotel near the White House.
WHO COVERS THE COSTS?
The official events are financed by Trump’s inauguration committee, which is chaired by longtime Trump allies Steve Witkoff, a real estate developer who is Trump’s pick to be his Middle East envoy, and Kelly Loeffler, a former U.S. senator and Trump’s pick to head the Small Business Administration.
The committee will be responsible for covering the costs of everything but the swearing-in ceremony at the Capitol, which is borne by taxpayers.
Bezos and Zuckerberg pledged to donate $1 million each to the committee, as have Apple (AAPL.O), opens new tab CEO Tim Cook and OpenAI CEO Sam Altman. Uber (UBER.N), opens new tab and its CEO, Dara Khosrowshahi, have each donated $1 million to the fund.

US therapy abroad team supports communication development in TCI schools
The Special Education Needs Services (SENS) recently welcomed a team of 10 dedicated volunteers from Illinois State University’s Department of Communication Sciences and Disorders through the Therapy Abroad programme.
During their visit, the team made a significant impact, conducting 45 speech assessments and providing invaluable support to private and public schools and students
The visiting team worked with the SNAP Centre, Preparing Little Minds, Tumble Tots, Thelma Lightbourne Primary, and Ianthe Pratt Primary schools this past week.
Their work included one-on-one speech assessments, group speech therapy sessions with students, and collaborative meetings with teachers to provide insights and
strategies to assist children with speech delays and other neurodevelopmental disorders.
Director of the SENS Department, Dr Anya Malcolm-Gibbs, expressed her gratitude for the
collaborative effort: “We are immensely grateful to the Therapy Abroad team and the volunteers from Illinois State University for their unwavering commitment to supporting our students. Their assessments and

Obesity label is medically flawed, says global report
Calling people obese is medically “flawed” - and the definition should be split into two, a report from global experts says.
The term “clinical obesity” should be used for patients with a medical condition caused by their weight, while “pre-clinically obese” should be applied to those remaining fat but fit, although at risk of disease.
This is better for patients than relying only on body mass index (BMI) - which measures whether they are a healthy weight for their height - to determine obesity.
More than a billion people are estimated to be living with obesity worldwide and prescription weight-loss drugs are in high demand.
The report, published in The Lancet Diabetes & Endocrinology journal, is supported by more than 50 medical experts around the world.
“Some individuals with obesity can maintain normal organ function and overall health, even long term, whereas others display signs and symptoms of severe illness here and now,” Prof Francesco Rubino, from King’s College London, who chaired the expert group, said.
“Obesity is a spectrum,” he added.
The current, blanket definition means too many people are being diagnosed as obese but not receiving the most appropriate care, the report says.
Natalie, from Crewe, goes to the gym four times a week and has a healthy diet, but is still overweight.
“I would consider myself on the
larger side, but I’m fit,” she told the BBC 5 Live phone-in with Nicky Campbell.
“If you look at my BMI I’m obese, but if I speak to my doctor they say that I’m fit, healthy and there’s nothing wrong with me.
“I’m doing everything I can to stay fit and have a long healthy life,” she said.
Richard, from Falmouth, said there is a lot of confusion around BMI.
“When they did my test, it took me to a level of borderline obesity, but my body fat was only 4.9%the problem is I had a lot of muscle mass,” he says.
In Mike’s opinion, you cannot be fat and fit - he says it is all down to diet.
“All these skinny jabs make me laugh, if you want to lose weight stop eating - it’s easy.”
Currently, in many countries, obesity is defined as having a BMI over 30 - a measurement that estimates body fat based on height and weight.
HOW IS BMI CALCULATED?
It is calculated by dividing an adult’s weight in kilograms by their height in metres squared.
For example, if they are 70kg (about 11 stone) and 1.70m (about 5ft 7in):
square their height in metres:
1.70 x 1.70 = 2.89
divide their weight in kilograms by this amount: 70 ÷ 2.89 = 24.22

People with excess body fat can still be active and healthy, experts say
BUT BMI HAS LIMITATIONS. It measures whether someone is carrying too much weight - but not too much fat.
So very muscular people, such as athletes, tend to have a high BMI but not much fat.
The report says BMI is useful on a large scale, to work out the proportion of a population who are a healthy weight, overweight or obese.
But it reveals nothing about an individual patient’s overall health, whether they have heart problems or other illnesses, for example, and fails to distinguish between different types of body fat or measure the more dangerous fat
around the waist and organs.
Measuring a patient’s waist or the amount of fat in their body, along with a detailed medical history, can give a much clearer picture than BMI, the report says.
“Obesity is a health risk - the difference is it’s also an illness for some,” Prof Rubino said.
WHAT ARE THE TWO GROUPS?
CLINICALLY OBESE
When obesity is a disease, there will be signs of it affecting organs in the body - through heart disease, breathlessness, type 2 diabetes or joint pain - and a person’s day-
to-day activities. Treatment with drugs or surgery is likely.
PRE-CLINICALLY OBESE
When obesity is a risk to healthbut not yet causing any illnesses, people should be offered weightloss advice, counselling and monitoring, to reduce the chances of health problems developing.
Doctors should also pay close attention to a patient’s family history to see if they are at risk of particular diseases.
At a time when drugs that reduce body weight by up to 20% are being prescribed on a large scale, the report says redefining obesity “is all the more relevant” because it “improves the accuracy of diagnosis”.
Access to weight-loss drugs such as Wegovy and Mounjaro is often restricted to patients with a BMI over 30 and a weight-related health condition.
Children’s obesity expert Prof Louise Baur, from the University of Sydney, who contributed to the report, said the new approach would allow adults and children with obesity “to receive more appropriate care”, while reducing the numbers being over-diagnosed and given unnecessary treatment.
The Royal College of Physicians said the report laid a strong foundation “for treating obesity with the same medical rigour and compassion as other chronic illnesses”.
But others worry pressure on health budgets could mean less money for patients in the “preobesity” category. (BBC)
Sedentary work linked to 37% higher risk of insomnia-like symptoms, new study finds
A restless night may leave you feeling tired at work, but what if your job is the very thing disrupting your sleep?
People with highly sedentary jobs — accounting for 80% of the current US workforce — face a significantly higher risk of insomnia, according to a new study published January 7 in the Journal of Occupational Health Psychology.
“We already know sleep is as close as a magic bullet that we have for employee productivity and well-being, yet the way job design has changed work endangers sleep health,” said Dr. Claire Smith, lead study author and assistant professor of psychology at the University of South Florida.

To track changes in sleep patterns over 10 years, the study identified three distinct sleep health categories: good sleepers, insomnia sleepers and catch-up sleepers.
Good sleepers are those individuals who exhibit optimal sleep patterns, which include regular sleep cycles with low levels of daytime tiredness.
Workers operating on nontraditional schedules, particularly those working overnight hours, were 66% more likely to fall into the catch-up sleeper category because of their evening shifts. Smith noted that white-collar employees were more frequently categorized into the good sleeper or insomnia sleeper groups, whereas blue-collar workers were more likely to be catch-up sleepers because of their demanding shift schedules.

Job design, as defined by the study, includes elements such as the amount of technology used at work, levels of physical activity and work schedules, specifically the time of day when employees work.
Insomnia sleepers experience short sleep cycles and higher levels of daytime fatigue. Catch-up sleepers fall between these two groups and often rely on naps or extra weekend sleep to compensate for irregular sleeping patterns.
Employees who develop poor sleep patterns because of their job design are also at risk of dealing with these habits for years. Ninety percent of insomnia sleepers saw continuous symptoms up to 10 years later.

The secret to feeling good after a night’s sleep may start during the day. Here are some tips on how to improve your sleep and feel less tired.
Feeling tired? You’re not alone – and you may be thinking about how to tweak your sleep habits as a result.
Often, the strategies we’re told will help us feel more rested focus on night-time strategies, like having a regular bedtime and not scrolling on your phone in bed. (Read more about some sciencebacked ways to improve your sleep).
But getting a good night’s sleep isn’t just about your nighttime routine. And feeling refreshed isn’t always about getting a good night’s sleep. There are other things you can do earlier in the day, while wide-awake, that can have an effect.
Here are five ways to feel more rested, increase your energy levels and, yes, even improve your sleep that don’t have to do with changing your sleep habits themselves.
WATCH YOUR IRON LEVELS
Around one out of every three people worldwide lack sufficient iron levels. Particularly susceptible groups include infants and toddlers, girls and women of reproductive age (thanks to blood loss during menstruation), pregnant people, endurance athletes, vegetarians (especially vegans) and frequent blood donors. But anyone can wind up with an iron deficiency or its potential consequence, iron-deficiency anaemia – and symptoms can include tiredness and fatigue, but also restlessness and waking at night.
If you frequently feel tired, despite making tweaks to your sleep habits, it may be worth consulting your physician about testing your levels of ferritin (a protein that helps store iron), or haemoglobin, which transports oxygen throughout the body.
Even if you don’t have an iron deficiency, being mindful of nutrition can help avoid one. Sources of the most readily absorbed iron, called heme iron, include meat, fish and eggs, while non-heme sources (like beans and green vegetables) can have their bioavailability boosted by consuming a vitamin C-rich food at the same time.
EAT YOUR GREENS
Several large-scale studies have
found that adults who consume more fruits and vegetables report better sleep, while those who consumed more fast food and soft drinks report worse. In particular, research has found that individuals who eat the so-called Mediterranean diet – characterised by high levels of vegetables, fruits, nuts, legumes, whole grains and low-fat dairy –sleep more consistently, and better, than those who do not. Meanwhile, people who slept less than five hours per night have been found to consume lower amounts of iron, zinc, selenium, phosphorus, and magnesium, as well as vitamin C, lutein and selenium, than those who slept more.
It’s always hard to untangle the relationship between cause and effect, particularly with topics as tricky to study as nutrition and sleep. For this reason, it’s not clear from most studies whether people eat better when they sleep more, sleep better because they’re eating better, or both.
Still, it’s not just that we’re likelier to reach for junk food when we’re tired – it can also alter the kind of sleep we get. One study of 15 young men in Sweden found that when they consumed high fat, high sugar diets their brain waves changed as they slept and the quality of deep sleep they had deteriorated. When they switched to a healthier low fat, low sugar diet, their deep sleep improved.
While such studies are small due to the difficulties in collecting brain activity data as someone sleeps – they need to attend a sleep lab and be monitored through the night – there is plenty of other evidence pointing to the benefits of
while exercising more regularly also improved sleep quality. Most of the effects were small, but they were larger for people who had sleep complaints. In other words, adults who struggle with their sleep might especially benefit from working up a sweat.

Some randomised controlled trials indicate that getting our five (or ten) vegetables a day can boost our sleep. One study of more than 1,000 young adults who ate less than three servings of fruits and vegetables per day, for example, looked at their sleep after they increased their intake.
Three months later, women (but, interestingly, not men) were twice as likely to improve their insomnia symptoms, had slightly better sleep quality, and took less time to fall asleep if they increased their servings to at least six per day, compared to those who had not.
Meanwhile, a randomised controlled trial found that when children were put on a diet that included eating green vegetables five times per week, they said they felt more rested and had better sleep. The researchers wrote that this is likely down to the high levels of vitamins in green vegetables, particularly A and C, which also help with the absorption of other minerals that can help with sleep, like iron.
FIT IN A SHORT WORKOUT (EVEN IF IT’S IN THE EVENING)
While the precise relationship between physical exercise and sleep is still being researched, physical activity, in general, seems to help us sleep longer and better –and you don’t have to do as much as you might think.
One authoritative 2015 metaanalysis of 66 studies, for example, found that even just a few of days exercise helped people to fall asleep faster and sleep more,
Other studies indicate that workouts don’t have to be intense, or even every day, to make a difference. One review found that working out three times a week had better outcomes for sleep than working out every day (or just once a week). Moderate intensity exercise may promote sleep more than a high intensity, and that even just 10 minutes a day of exercise may make a difference. And another review of the research indicates that exercising in the evening, up to two hours before going to bed, doesn’t disrupt sleep – good news for those of us who don’t have any other time to lace up our trainers. Improving sleep isn’t the only way that exercise may help us feel more rested, however. Research has found that doing physical activity makes us more likely to feel refreshed and even to say we slept better the night before – no matter how well we actually slept.
CUT DOWN ON (OR CUT OUT) ALCOHOL AND TOBACCO
It appears on many people’s New Year resolutions list, but for those of us who regularly drink or smoke, suddenly cutting it out can be hard to stick to. That is perhaps because approach-orientated goals – those that are attainable and where success can be easily measured, such as adopting a new habit or introducing a positive change – are more successful than those that focus on abstinence. This year, though, you may want to try kicking a drinking or smoking habit as a way to feel more rested. Smoking has been linked to having a harder time falling asleep and to less restorative, slow-wave sleep.
Drinking also seems to result in worse sleep, although there’s a caveat. Having up to two or three drinks before bedtime may make us feel sleepier, but only at first: if we continue to tipple like this for three days (or more), the effect backfires, with regular drinking linked to greater risk of insomnia. Other research has found that even as little as a single drink before bed changes our sleep physiology, with drinkers falling asleep faster
and sleeping more soundly in the first half of the night, but waking up more in the second half of the night and getting less REM sleep. Drinking may also mess with our circadian rhythm, reduce the amount of total sleep we’re able to get and make any sleep disorders related to breathing, like sleep apnea, worse.
DON’T SKIP BREAKFAST
As the BBC has covered before, when it comes to the question of whether eating breakfast helps with weight loss (or maintaining a healthy weight), the evidence is mixed. One series of randomised controlled trials, for example, found that there’s no clear impact of eating (or skipping) breakfast on outcomes like body mass.
The benefits of breakfast are a little clearer, though, when it comes to the meal’s potential effect on feeling mentally alert and sharp. One review of 43 studies found that eating breakfast may improve our memory and concentration – and while these effects were generally small, they were also consistent. The same has been found to be true for children, with randomised controlled trials finding that children who eat a meal after they wake up experience a boost to their attention, memory and executive function.
Other research has found that eating breakfast might help with feeling less tired. One study of 127 medical school students, for example, found that those who ate breakfast reported feeling less fatigue than those who skipped it.
Eating at consistent times might also be beneficial. Both the study of medical school students as well as other research, including a study of more than 1,800 graduate students in Taiwan, found that participants who ate at irregular times experienced more fatigue than those who did not.
These two studies were observational, so it’s possible that the more fatigued participants were simply less likely to make the time for breakfast or to eat at regular times. Still, a growing body of research has found that our circadian rhythms affect when we eat, and that when we eat affects our circadian rhythms – so it seems likely that the relationship goes both ways.
If nothing else, if you struggle with tiredness, squeezing in time for a couple of eggs or a bowl of porridge before you head out the door might be one more relatively easy fix to try. (BBC)

FDA bans red dye No. 3 from food, drinks and ingested drugs in the US
The US Food and Drug Administration has banned the use of red dye No. 3 in food, beverages and ingested drugs, more than 30 years after scientists discovered links to cancer in animals, the agency announced Wednesday.
A synthetic colour additive made from petroleum and chemically known as erythrosine, red dye No. 3 is used to give foods and beverages a bright cherry-red colour.
The move acts on a November 2022 petition submitted by multiple advocacy organizations and individuals, including the Center for Science in the Public Interest and the Environmental Working Group, which cited links to cancer. The decision by the federal agency also follows in the footsteps of California, whose government banned the additive in October 2023.
Manufacturers using red No. 3 in food and ingested drugs have until January 15, 2027, and January 18, 2028, respectively, to reformulate their products, according to the FDA. Foods imported to the United States also must comply with the requirements.
“Today’s action by FDA is long overdue, is a small step in the right
direction, and hopefully signals a renewed effort by FDA to do its job despite the many barriers the food industry places in its way,” said Dr Jerold Mande, adjunct professor of nutrition at the Harvard University T.H. Chan School of Public Health, via email.
The decision marks a “monumental victory” for consumer health and safety,” said Ken Cook, cofounder and president of the Environmental Working Group, in a news release.
“We wouldn’t be celebrating this historic decision today without the relentless leadership of public health champions like Michael Jacobson and others who took up this fight decades ago on behalf of consumers.”
Red dye No. 3 is found in at least dozens of candy, food and beverage products, but some of the most popular brands either never used, or have already stopped using, the additive. Fewer than 10% of products made by the candy company Ferrara, which produces Brach’s candies, for example, contain the additive, as the company began phasing out the use of it in early 2023, a Ferrara spokesperson said via email.
Just Born, the company behind
PEEPS, stopped using red dye No. 3 in its production after Easter of 2024, according to a spokesperson.
Some companies instead utilize red dye No. 40, which has been considered a healthier alternative as it hasn’t been as extensively associated with cancer in animals.
However, California also banned red No. 40 from foods and drinks sold in public schools in September due to concerns over links to behavioural and attention difficulties among children. One study found a potential link to accelerated immune-system tumour growth in mice, and other sources say the dye contains benzene, a known carcinogen.
‘THE REGULATORY PARADOX’ OF DYE RED NO. 3

The study’s large sample size and statistical technique, which allows the volunteers’ sleep patterns to be tracked over an extended timeframe, makes the research incredibly valuable, said Dr. Luis Buenaver, director of the behavioral sleep medicine program at Johns Hopkins University’s department of psychiatry and behavioral sciences.
Unlike other sleep studies, which tend to focus on sleep quantity or quality, Smith said this research considered many factors that could provide
a deeper understanding of common sleep problems.
“By using this approach, we’re able to gain access to a whole new population of people, (catch-up sleepers) who are having sleep problems that are typically ignored,” Smith said.
While the researchers expected extensive computer usage to worsen sleep health, they found little correlation between the two factors.
While that’s surprising given that devices are known to emit light that can be disruptive to sleep, Smith said the rise in technology use may offset these negative effects by increasing employee efficiency, ultimately protecting their sleep health.
WHAT YOU CAN DO TO IMPROVE YOUR SLEEP
Smith acknowledges that switching careers to better align with sleep needs is unrealistic for most people. However, if possible, she recommends job crafting — making small adjustments throughout the workday to better align with personal needs — to address sleep issues. For sedentary workers, these tweaks could include short breaks throughout the day to move. Quick bouts of physical activity such as briefly walking through the office may help you feel more tired at bedtime and help some people avoid sleepdisrupting musculoskeletal issues, Smith said.
use of red dye No. 3 in cosmetics and topical drugs in 1990 under the Delaney Clause after research found the additive to be carcinogenic at high doses for rats in lab tests. The mechanism for the dye causing cancer in rats doesn’t occur in humans, so those studies didn’t raise safety concerns, and therefore the FDA didn’t revoke the authorization for red dye No. 3 in food, according to the agency.
The FDA has re-evaluated the ingredient’s safety multiple times since its initial approval — based on trials conducted in animals, not humans — in 1969, according to the agency.
There don’t appear to be any studies establishing links between red dye No. 3 and cancer in humans, and “relevant exposure levels to FD&C Red No. 3 for humans are typically much lower than those that cause the effects shown in male rats,” the FDA said in its constituent update posted Wednesday. “Claims that the use of FD&C Red No. 3 in food and in ingested drugs puts people at risk are not supported by the available scientific information.”
But “it doesn’t matter, because the FDA mandate under the Delaney Clause says that if it shows cancer in animals or humans, they’re supposed to keep it from the food supply,” said Dr. Jennifer Pomeranz, associate professor of public health policy and management at New York University’s School of Global Public Health.
The FDA’s decision to revoke the authorization for the use of red dye No. 3 is a matter of law, the agency said.
A few other studies have cast further doubt on the safety of red No. 3, including a 2012 report that found a link between the additive and cancer in animals. That same year, researchers concluded artificial food colourings “are not a main cause of (attention deficit hyperactivity disorder), but they may contribute significantly to some cases, and in some cases may additively push a youngster over the diagnostic threshold.”
Then in 2021, the California Office of Environmental Health
Hazard Assessment study found red dye No. 3 can make children vulnerable to behavioural issues, such as decreased attention. The report also concluded that federal levels for safe intake of food dyes at that time may not protect children’s brain health. The study noted that the current legal levels, set decades ago by the FDA, didn’t consider new research, according to the Environmental Working Group.
The FDA’s decision “ends the regulatory paradox of Red 3,” said Dr Thomas Galligan, principal scientist for food additives and supplements at the Center for Science in the Public Interest in Washington, DC. But the agency “has a long way to go to reform the broken system that allowed Red 3 to remain in foods decades after it was shown to cause cancer when eaten by animals.”
The ban also moves the food landscape slightly closer to that of the European Union, which banned the dye in 1994, with the exception of some maraschino cherry products, Pomeranz said. “Europe takes the precautionary principle when it comes to these things.”
“There is not a rational reason within FDA’s mission that they did not ban red dye #3 from food in the 1990s,” and why the agency takes “so long to ban ingredients with known health harms” is unclear, Pomeranz said via email.
At least 10 other states — besides California — have introduced legislation seeking to ban red No. 3 from foods, according to the Center for Science in the Public Interest.
“Americans are sick because of our food,” Mande said. Though the United States is one of the wealthiest nations, in terms of overall life expectancy, the nation ranks as 49th out of 204 countries.
“This is because food companies have lost sight of their primary mission, providing food we will thrive on, and focusing entirely on their profits instead,” Mande added. “Unfortunately, the U.S. government doesn’t fund the research needed to determine the exact health risks posed by Red Dye #3. Industry works with Congress to block funding for the needed research.” (CNN)
Littler opens Bahrain Masters title defence with win
Newly crowned world champion Luke Littler started his Bahrain Masters title defence with a 6-3 victory against Lourence Ilagan in Sakhir.
Littler, who lifted his maiden PDC senior trophy at the tournament 12 months ago, was 4-1 up when Filipino Ilagan won back-to-back legs to put slight pressure on the 17-year-old.

Sacked basketball player is US murder suspect
A Scottish basketball club signed and then sacked a player who is linked to a murder in the US.
Caledonia Gladiators said it was unaware that Malik Dunbar, who joined last month, was the suspect in the shooting of Arthur Braxton in Augusta, Georgia.
Dunbar, 28, and teammate Jared Wilson-Frame have both had their contracts terminated by the super league team.
Caledonia Gladiators said this was due to a disciplinary matter unrelated to the investigation into the 4 October murder.
Arthur Braxton, 32, was found dead outside Mexican restaurant El Presidente, with multiple gunshot wounds.
Local media in Augusta reported that Dunbar was the suspect in the case.
Caledonia Gladiators said the contracts of Dunbar and Frame, who also signed last month, had been terminated “with immediate effect based on a “serious breach of club discipline”.
BBC Scotland News understands this is not connected to any sort of violence.
The club, based in East Kilbride, just south of Glasgow, plays in Super League Basketball - the top tier of basketball in the UK.
It said in a statement: “Following this breach, we have since been made aware of serious allegations circulating on a separate matter in relation to Malik Dunbar in the US and prior to his arrival with the club.
“We work with reputable sports agencies who supply players to
clubs across the world and no allegations were disclosed as part of our due diligence process.”
It said an internal review had been launched into the signing process.
Sports agency Interperformances, which represented Dunbar, said they had not been made aware of his links to the shooting and learned about the matter through media reports.
US media reports also stated that Dunbar was also arrested in August and charged by the
Richmond County Sheriff’s Office with possessing a firearm or knife, and with possessing marijuana with the intent to distribute.
The small forward and shooting guard had enjoyed a successful college career with the Auburn Tigers.
He helped Auburn University to the famous “final four” of the yearly college basketball tournament in 2019 before playing overseas in Germany and Egypt, as well as in the NBA’s minor league, the G League. (BBC)
Raducanu apologised to Murray to avoid ‘bad blood’
Emma Raducanu said she apologised to Andy Murray over her Wimbledon mixed doubles withdrawal last year as she did not want any “bad blood” between the pair.
Murray was due to play alongside Raducanu during his final outing at the All England Club before his fellow Briton pulled out of the mixed doubles because of “some stiffness” in her right wrist.
The former men’s world number one was not permitted to find a replacement partner as the draw had already been made and was said to be “disappointed” by a decision which ended his Wimbledon career.
It meant Murray’s last match
Murray’s mother Judy - in response to a post on X from television presenter Marcus Buckland describing Raducanu’s decision as “astonishing” - wrote: “Yes, astonishing.”
After a string of negative responses, she later wrote: “Not sure anyone understands sarcasm these days. Pretty sure the scheduling... will have played a major part in any decisionmaking.”
Raducanu addressed the issue after her second round win against Amanda Anisimova at the Australian Open on Thursday.
“Afterwards I sent him [Andy Murray] a long message basically apologising if I caused any trouble, I guess, at Wimbledon, that’s
definitely the last thing I want,” said Raducanu.
“He’s someone that I’ve grown up looking up to and I don’t want any bad blood or harsh feelings with him.
“I sent him a long message and he took it really well and responded saying he was disappointed but he understood.”
Murray, who retired after competing at the 2024 Olympics in Paris, is also at the Australian Open as he is part of Novak Djokovic’s coaching team.

‘Norman exit a good move but LIV isn’t going away’
Rory McIlroy says Greg Norman’s departure from the chief executive role at LIV Golf is “probably a good move” for a Saudi-backed tour which he believes is here to stay for the foreseeable future.
Veteran sports executive Scott O’Neil has been named as Norman’s successor and McIlroy hailed the new LIV boss’ “amazing track record” which has included being in charge of the Philadelphia 76ers NBA team.
Norman, in his LIV role, was at the centre of the split in professional men’s golf which has led many of the world’s top players to sign for the Saudi-funded tour.
McIlroy, initially a vocal critic of the new circuit, called for the two-time Open Champion to “exit stage left” in 2022 and let the “adults” heal the wounds in the sport.
However, the Northern Irishman has considerably softened his stance on the breakaway circuit and gave credit to Norman when asked about the moves in LIV Golf after an opening two-under-par 70 left him five off the pace as he began his bid to win a third straight Dubai Desert Classic.
“He’s probably one of the only people in golf who could have taken on that role. He got it off the ground. You’ve got to commend him for that,” said McIlroy of Norman.
“Now it’s time for someone with a bit more experience in this to take over. I honestly don’t know what the future holds for them but the moves they are making, especially from an executive standpoint, it doesn’t look like they are going to go away any time soon.”

O’Neill attended last month’s Showdown event in Las Vegas when McIlroy and Scottie Scheffler defeated Bryson DeChambeau and Brooks Koepka and also attended the launch of the Tomorrow’s Golf League which the Northern Irishman and Tiger Woods have developed.

European Under-23 champion
Rory Leonard has knocked six seconds off the British men’s 10km record set by Mo Farah.
The Morpeth Harriers runner, 23, ran a time of 27 minutes 38 seconds at the Valencia 10km.
But that was only enough to finish 15th on a 10km course widely regarded as one of the fastest on the international road circuit.
The previous British record was set by Farah in 2010 and equalled by Emile Cairess in 2022.

MCILROY’S 70
McIlroy was joined in a large group on 70 by Tom McKibbin and Padraig Harrington, with US amateur David Ford, Portugal’s Ricardo Gouveia and Australia’s David Micheluzzi, who occupy 405th and 225th spots in the world rankings, leading after rounds of 65.
McKibbin’s next competitive appearance is expected to be the first event of this year’s LIV circuit in Riyadh with the 22-year-old Northern Irishman being strongly linked with a switch to the Saudibacked tour.
McIlroy, who has been something of a mentor to McKibbin, said on Wednesday that he would be “personally a little bit disappointed” if the 2023 European Open champion does indeed commit to LIV Golf while adding that he was entitled “to make his own decisions”.

September started with the news of Skyhawks winning the 2024 Police Action League (PAL) Softball title.
In the championship clash at the Downtown Ball Park, Skyhawks edged past the Avengers 12-11. Guardians finished third.
The two top teams in the league shared the individual spoils. Jayanna Ferguson finished as the League’s MVP, while her teammate Maurisha Kolas finished as the League’s Best Pitcher.
Overall, Skyhawks had three individual awards, with two coming from the championship clash. Christina Pratt finished as the finals MVP, while Roselyn Sampath was the final’s Best Pitcher.
Skyhawks also had the League’s Best Hitter in Ruth Louis.
In basketball, Skyhawks won the 13U PAL title, while Avengers won the 16U trophy.
In the younger age division, Skyhawks, who had a dominant season, were able to defeat the Commanders 2724 in the final.
Overall, for his dominance, Bethenly Joseph finished with the Most Points award, while the Guardians, who finished third, had two individual awardees.
Yeniel Santana finished with the most rebounds and Romeo Higgs Jr finished as the League’s MVP.
The other two awards went to Avengers’ Carlos David Morel (Most Steals) and Seaquest’s Midjelyn Dorelus (Defensive Player).
In the older age division, Victory Gbemudu scored some crucial baskets to help Avengers win the championship clash, 35-31 over another Skyhawks team.
In cricket, an unbeaten half-century from Rohan Hines and solid bowling from Dane Ritchie spurred Omar’s Cricket Club to victory in last season’s Turks and Caicos Islands Cricket Association (TCICA) Senior Men’s T20 Cricket Competition.
In the much-anticipated final at the Downtown Ball Park, GK Foods won the toss and opted to take first strike.
A few of their batsmen had starts, but none played a match-winning innings as the side succumbed to 109-7 from their allotted 20 overs.
Richie led the bowling attack with 4-15 from his four overs, while Robert Johnson 1-12 from four and Marlon Turner 1-18 from four, lent support.
GK Foods were led by Rajakumar Kasi with 24 (3x4s, 1x6) and Ashok Kumar with 15 runs (3x4s).
Needing just 5.5 runs per victory, Hines was in scoring mode as he carved out 65 not out to lead his side to 111-5 from 14.3 overs.
Ariharan Kuthalingham and Kasi finished with two wickets each to lead GK’s bowling attack.
For his exploits with the bat, Hines finished as the Manof-the-Match.
Football captain Billy Forbes was also voted as the “Most Famous Living Person” by President of the Caribbean Employers Confederation Wayne Chen in a social media post in September.
Chen, who is also a member of the CARICOM’s Human Resource Development Commission, selected persons from 29 Caribbean countries (English, Spanish and French). He did not give his criteria for selection, nor indicate his measurements.

“I’ve watched a lot of his highlights from the World Cup days,” adds Harvey, who says he also admires Liverpool goalkeeper Alisson and Manchester City’s Ederson.
The teenager said it was his sister who first got him into football at the age of five, but initially he did not play as a goalkeeper.
Also in football, Clement Howell High School Boys team and the HJ Robinson High School Girls were crowned champions of the Turks and Caicos Islands School Sports (TCISS), Inter-High School Football competition, which concluded last weekend in Providenciales.
Both games were low-scoring encounters.
In the female final, HJ Robinson went up against BWIC and both sides had opportunities, but at the end of regulation and overtime, the scores were locked at 0-0, however, HJ Robinson kept their nerve to surge 2-1 ahead in penalty kicks.
Azaria Brooks, who converted from the penalty spot twice was named Player of the Match.
Prior to the championship clash, defending champions, A. Louise Garland Thomas High School had defeated CHHS 5-4 also on penalties to secure the third place position.
In the male final, CHHS took the lead in the 21st minute, via a Dadsly Desir goal, before Elite High School equalled the clash via an Israel Stanley goal in the 43rd minute.
Six minutes later, Sonlay Aimes, however, scored the decided for CHHS which ensured the 2-1 win.

A. Louise Garland Thomas High School also finished third in the male division, after they gained a walkover victory over Maranatha Academy.
Also in October, the Turks and Caicos Islands hosted two important events in international sport, the Caribbean Association of National Olympic Committees (CANOC) XI Workshop and XXII General Assembly, and Commonwealth Sport 2024 Americas & Caribbean Regional Meeting.
According to information from the TCI Sports Commission, these meetings drew in over 33 delegates to discuss important topics and inform decisions in sport.
Minister responsible for sport, Hon Rachel Taylor who spoke at the Commonwealth Sport Américas & Caribbean Regional Meeting opening ceremony underscored the importance of sport in the development of society.
She spoke of the unity that sport can foster across borders and noted that TCI is honoured to host the event as the world looks towards “sports to inspire change, bridge divide, promote inclusivity and equity”.
Prior to the events, the minister also hosted a delegation of high-level visiting sporting officials and some big names from the TCI at a cocktail reception.

In November, the Provo Hockey League (PHL) restarted and current commissioner, Lise Gula announced that after being involved in the league for the last eight seasons and at the helm for four years, she would step down from the top
position after the season.
The PHL, one of the most dynamic leagues in the TCI, is a non-profit sport league, run entirely by volunteers.
The 2024/25 season is expected to run until late March with games every Saturday.
In golf, Kurt Rivers and Andrea Todd emerged as the Men’s Club Champion and Ladies Club Champion in the 31st Annual Royal Turks and Caicos Golf Club Championships in Providenciales.
Some 36 golfers battled for the top spots, including six ladies across various flights and special categories.
When the dust had settled it was seasoned player Andrea Todd, who finished ahead of the group with a score of 156. Denise Douglas won the low gross honours with an impressive 177 in the Ladies First Flight; while in the Ladies Second Flight, Carol Brown claimed the low gross score (201), with Tazmara Gowans following behind on 208.
The young talented Rivers finished with an outstanding 149 over the two days of golf (October 26-27), while Bill Koutsouras, with a score of 166 finished as the Senior Club Champion.
There were four male flights in this year’s strokeplay tournament. In the Men’s Fourth Flight, Simon Dobbs led the field with the lowest gross (180), followed by Mark Norman (187), Bryan Montgomery (189), and Tony Garland (191).
The Men’s Third Flight was led by Toby Barkworth with a gross of 172, with strong performances from Jamie McAnally (174) and Carl DeFazio (176).
The Men’s Second Flight had Rick Sanmiya topping his flight with a score of 168, with close competition from John Donatien (169), Vaughan Paisley (172), Jumphol Srinark (172), and Steve Ross (175).

Meanwhile, Cesar Castillo finished with a special Comeback Award for his inspiring eight-shot improvement. Also in golf, the North American team edged out Team International by the slimmest of margins, to retain the Provo Ryder Cup at the 32nd edition of the golf tournament.
The tournament, which was played at the Royal Turks and Caicos Golf Club, was littered with rivalry, camaraderie and a solid comeback performance as the eventual winners claimed a one-point victory 21.50 to 20.50.
Team International came out swinging on day one, dominating the four-ball matches and securing an early lead of 8-6. But the tide turned on day two, as the North American team rallied in the singles matches.
Fuelled by determination and perhaps a little pre-round pep talk, they delivered a stellar performance, scoring 15.50 points to Team International’s 12.50. The comeback sealed their victory and sparked jubilant celebrations that spilled from the 18th green to the clubhouse.
The Provo Ryder Cup format spans 36 holes of matchplay competition, pitting North American golfers against their International counterparts. Day one is all about teamwork, featuring four-ball matches where pairs compete, with the best individual net score from each pair counted per hole. Day two shifts to the high-pressure intensity of singles matches, where every player has the chance to shine (or sweat). Match Play rules were in effect, awarding one point for a win, half a point for a tie, and zero for a loss. If the two teams had tied after both days, the Defending Champion
Last year’s event had 56 players compete in total, all vying for the glory of bringing home the cup. The North Americans were expertly led by Captain Nik Lashley and Assistant Captains Rob Ayer & Mike Adamo, while the International team was helmed by Captain Kurt Rivers, with Assistant Captain Chris Gornall offering his invaluable support and strategy.
While the International Team fought valiantly, they continue to lead the overall Ryder Cup rankings 21-11, adding yet another chapter to this exciting rivalry.

In December, the Turks and Caicos Sports Commission held a TCI Sporting Bodies meeting to advance athletic development in the TCI.
The event was attended by several associations and federations.
According to the Director of Sports, Mr Jarrett Forbes, the Turks and Caicos sporting bodies can strategically work together to create long-term success for sport as a collective in the islands.
He called the meeting “a critical step in uniting our sports community and ensuring we make the best use of our resources to support our athletes. By working together strategically, we can create pathways for long-term success and inspire the next generation of athletes in TCI.”
The event brought together representatives from rugby, football, basketball, swimming, softball, athletics, and the Commonwealth Games Association to discuss strategies for advancing athlete development and enhancing the governance of sports in TCI.
According to information from the Commission, with over 5000 participants represented across the federations in conjunction with the Sports Commission, the meeting underscored the importance of a unified approach to maximise resources and improve athlete support.
Discussions highlighted several challenges, including limited funding, the need for expert coaching, inadequate facilities (competition pool, additional tracks, fields, and gymnasiums), and insufficient athlete support services.
Participants also raised concerns about the need for age-appropriate competitions, greater community buyin, and stronger collaboration among coaches and sports administrators.
AMONG THE SOLUTIONS PROPOSED BY THE SPORTS COMMISSION
INCLUDED:
• Launching a National Athlete Database to track athlete progress and achievements.
• Implementing Long-Term Athlete Development (LTAD) frameworks to provide structured pathways for athlete growth.
• Proposing the establishment of a National Sports Training Centre to address gaps in infrastructure, coaching, and athlete support.
The meeting also emphasised the need for professionalism, national pride, and collaboration among federations to elevate TCI’s sports performance on regional and international stages.
