‘VAT will create poverty’ – Opposition leader talks taxes

INTRODUCING Value Added Tax (VAT) will not alleviate poverty but create poverty, according to the Leader of the Opposition. Charlene Cartwright-Robinson made clear her party’s stance on the proposed consumption tax at a press conference at the PDM headquarters in Downtown Providenciales on Wednesday morning. During her speech she said that the party is “passionately opposing” the implementation of VAT. And she stressed the importance

of making the international arena aware of the country’s current struggles. On Wednesday the Opposition leader alleged that the consultation process was faulty and that conclusions reached by the interim administration could not be supported by feedback from industry professionals. “Governments are put in place to develop laws and policies that protect society and generations to come.

“While we can appreciate the need for government to ensure a steady stream of revenue to foster greater fiscal health and a sustainable economy for the country, there must be a less penalising means to accomplish this goal.” Cartwright-Robinson went on to say that the country had grown the economy and managed well under the existing tax regime and had not outgrown it. She stressed that residents are still trying to recover from the effects of

‘Unmerited and inaccurate’ – Williams – Deputy Governor responds to Premier’s comments DEPUTY Governor Anya Williams hit back at the Premier this week after he made comments she described as “unmerited and inaccurate”. On Tuesday she sent a letter to Premier Rufus Ewing in which she defended her office. A press release from the Governor’s Office on Wednesday detailed what she wrote. She claimed that false comments were made about her office both in public meetings and reported in the media. “Although it is not my preferred way of doing business,” she said, “as there are serious other issues of national importance that are at hand, such has been the breadth and depth of the unmerited and inaccurate comments circulated this week, that I feel compelled to respond.” Williams began her letter by reminding Ewing of his role in collective Cabinet responsibility for decision making, which she described as the correct forum

for raising issues and resolving problems. She stressed that the Deputy Governor's Office had no interest in retaining control of government funds and she denied using them to control Ministers. Williams added that she and the TCI public sector had sought to support him and Ministers at all times. She made clear that the TCI Government is free to determine government structures, and to put in place arrangements to have a function moved to another ministerial portfolio. Williams went on to remind the Premier of the pre-election briefings given to all would-be Assembly Members and political parties. During these meetings they were informed how government would work and she said that no candidate or party expressed any concerns at that time. She wrote details of financial

procedures and budget priorities and explained that if Ministers wished to change the existing 2012/13 budget they were at liberty to do so – through the proper process. In relation to Assembly Member and Ministers’ pay and conditions, Williams' wrote that it is the Integrity Commission Code of Conduct and Report on Remuneration that sets out Ministers' entitlements to pay, travel and all other arrangements, not the Office of the Deputy Governor that is charged with abiding by them. She added that if the Premier or Ministers were unhappy this could be taken up in Cabinet and set out to the House of Assembly and the Integrity Commission. With regard to re-establishing and staffing the Office of the Premier, the Deputy Governor said she had several discussions with the Premier and is awaiting a submission from his office. She also said that the Premier's desire to set up a press office had not been budgeted for and would require a business case and supplementary funding this year or be dealt with in the new budget for 2013/14. Any such arrangement must also be consistent with legislation and the Integrity Commission Code of Conduct. Finally, Williams pointed out to the Premier her commitment to securing employment for suitably qualified and experienced Turks and Caicos Islanders and to redeveloping the civil service. “I conclude by reassuring the people of the Turks and Ciacos Islands that I, and the entire public sector, remain committed to making these Islands a better place in which to live and work. “I will do everything in my power to develop a strong working relationship with all politicians of whatever hue and to work with the Premier and his Ministers.”

the recession. “To implement a tax system that is particularly burdensome to the middle class and the poor will not alleviate poverty but create poverty.” Cartwright-Robinson gave eight specific reasons why the party would not support VAT. First, she said that tax would increase the cost of living in the Turks and Caicos Islands, and secondly, it would increase the cost of essential services. Her third reason was that VAT violates the equity principle of taxation, she said. “VAT is a regressive tax that disproportionately disadvantages the poor, since it is a consumer tax and the poor are more likely to spend more of their income.” Fourthly VAT would have a negative impact on businesses not meeting the threshold, she explained, and fifthly there would be an economic cost to those same small businesses who would take on the burden of VAT to compete with

larger companies. The sixth listed reason for the party’s stance was that there would be an opportunity cost to small businesses. She said an “unnecessary burden” would be placed on the cash flows of these businesses which could eventually lead to their closure. Number seven on the list of problems was that 11 per cent VAT would be applied to all land transactions where no stamp duty is applied. And finally, Cartwright-Robinson said the new tax is outside the scope of the interim administration. “Such a dramatic change in our tax system should be the responsibility of an elected government with a mandate.” She concluded her statement by saying, “We are above all really concerned about the uncertainty of the imposition of the tax. “We cannot afford to make a mistake at this time as it relates to our economy.”

Deputy Governor heads to UK DEPUTY Governor Anya Wiiliams left the Islands on Wednesday for meetings and a training course in the UK. She will attend meetings at the Foreign and Commonwealth

Office in London today (Friday) before attend a training course at Bournemouth University next week. She plans to return to the TCI on Friday, January 25.

Burglars ransack Provo homes THIEVES continued to target homes across Providenciales this January stealing thousands of dollars in cash and personal property. Last week police issued advice to homeowners on how to prevent becoming victims following a spike in burglaries over the festive season. However the attacks have continued with residents in Blue Hills and Long Bay being targeted the most. On Friday, January 11, thieves broke into a home in Blue Hills and stole a case of beer and a wedding ring. The incident happened between 8am and 4pm when the owner returned to her property. The previous day three homes were ransacked in Cheshire Hall and Long Bay as well as a Providenciales hotel room. A female from Cheshire Hall told officers that she was in her bedroom in the morning when she heard a noise coming from her window. She noticed two men taking the mosquito screen out of her window at which point she

shouted and they ran off. Responding officers later arrested two men in connection with the report. A home was broken into on Long Bay between 4.30am and 7.53am and another between 11.30am and 8.10pm. Nothing has yet been reported missing from either home. Meanwhile a safe containing cash was stolen from a hotel room between the hours of 4pm and 8pm the same day. On Wednesday, January 9, money was stolen from a property in Blue Hills between 8am and 6.45pm. And the same day two iPads were taken from a Grace Bay house between 6pm and 11pm. Police are appealing to anyone who may have any information about these incidents to call them on 911 or CrimeStoppers anonymously on 1-800-8477. VAT delay denied – Simmonds rejects government request THE UK government has refused to delay the implementation of Value Added Tax (VAT) - despite repeated requests. But this week’s announcement has not deterred TCI’s Government and Opposition members who agreed to join forces to find alternatives. On Monday Premier Rufus Ewing received a letter from the Mark Simmonds, UK’s Minister for the Overseas Territories, detailing reasons why the Government would not be given more time to work on alternative tax solutions. Ewing had asked for a six month deferral on the controversial new tax scheme after previously being denied an additional year. However Simmonds wrote that he was “not convinced that the delay would make it easier for you [TCIG] to find and commit to the introduction of a credible alternative.” In a press conference at Providenciales’ Tourist Board building on Tuesday afternoon Ewing read extracts from the letter, which was released in its entirety by the Governor’s office the next day. Simmonds said he had discussed TCIG’s proposals with Alan Duncan, Minister of State at the Department of International Development. He explained that they were both in agreement that the proposed delay presented “significant risks”. “A delay at this stage would risk undermining the credibility of the Government’s commitment to VAT particularly with those businesses that have invested in preparation,” he wrote. “It would be unlikely to diminish the opposition of those businesses who will have to pay tax for the first time or open their books or lose some of their benefits of excessive concessions they have obtained.” He went on to say that the delay would create uncertainty about government revenue for 2013-2014 and government expenditure would have to be cut to make up for lack of funds. “I fear that a property or income tax would be likely to attract opposition at least as strong as VAT,” Simmonds wrote. However he stressed that the Governement still has a choice whether to press ahead with VAT or make a clear commitment to a credible alternative. He welcomed TCIG’s proposal to submit to the Secretary of State a Fiscal and Strategic Policy Statement at the end of January. This would have to set out medium term revenue raising and expenditure plans and thus enable the two parties to “conclude debate” on VAT. “This will enable your government to focus on implementation of your

vision for TCI and on the preparation of a budget for 2013/2014.” SUGGESTIONS In his letter Simmonds also offered suggestions to make introduction of VAT more acceptable. The first was to enhance TCIG’s efforts to explain VAT and so address the “misunderstandings and misapprehensions” that VAT would significantly increase the tax burden and the price of staple items. The second option was to commit to a review of VAT after one year including looking at operations, exemptions, thresholds and rates. “In the context of this new review it would of course be open to you to introduce additional and sustainable replacement taxation,” Simmonds said. EWING RESPONDS In response to the letter Premier Ewing said he was discouraged that “a government that is democratically elected with the Opposition behind you, and the people behind you, still will be denied the right to move forward.” He said he would continue to engage in discussions with the public and business community on alternatives to VAT. The Premier added that the Government’s completed Fiscal and Strategic Policy Statement will be presented at the next Cabinet meeting on Wednesday, January 23, and sent to the Secretary of State by the end of January. “We had hopes that that statement which will be void of VAT would be accepted by the Secretary of State. “But from all indications from this letter they will be moving full speed towards the implementation of VAT come April 1 regardless of what we put forward.” He stressed that a request to repeal legislation concerning VAT could be met with a veto from the Governor. “I think that this is important enough as a government for us to just not accept such veto and to still continue to fight it.” Simmonds said he expected preparations for VAT implementation to continue at “full speed” including investment in new IT. “I am sure that you see that it will be vital for you and your Ministers to facilitate effective implementation since your expenditure plans will depend on this,” he said. However during Tuesday’s briefing Ewing said, “We do not have a VAT implementation plan.” MISICK’S OUTRAGE During Tuesday’s press briefing TCIG’s Minister of Finance Washington Misick had some strong

words in response to the letter. He described it as “demonstrable of the attitude of the British government” and added, “It says that we don’t really have a good faith partner.” “It reinforces my view that an election was called because of international pressure and we’ve been elected as window dressing.” Misick stressed that it is a “basic fundamental principle” of British democracy that only parliament can enforce tax on the people. “What they’re trying to do is against their own principles and their own common law.” He said his belief is that the UK government has already made a

decision on VAT and are intent on “pushing that down the throats of the people in this country.” “I think we should all rebel against it,” Misick added. “It’s time for us to stand together; this tragedy cannot be allowed to go on.” The Minister of Finance stressed that the Government has no intention of educating the public on VAT. “Our focus is on opposing this. Our focus us on growing this economy.” OPPOSITION REACTION At a press conference at the PDM headquarters in Downtown Providenciales on Wednesday morning, Leader of the Opposition Sharlene Cartwright-Robinson made clear her party’s stance on VAT. “I think that the position the

Minister [Simmonds] has taken is really unfortunate,” she said. “At the end of the day our position is that if we’re going to have any major change in the tax structure it should really be decided by an elected government. “Going forward we intend to unite forces with the Government and the business community. “We’re not, as the Opposition, going to give up despite the letter that has been written, despite how hell bent he seems on implementing it. “We believe we must still do everything we can to avoid this tax.” The effective rate of VAT to be charged in the Turks and Caicos Islands is 11 per cent on products, materials, and services - the second lowest rate in the Caribbean region, after Haiti.

A united front against VAT -‘Stop gap’ measures in discussion GOVERNMENT and Opposition members presented a united front against the implementation of VAT yesterday (Thursday) afternoon. The two parties stood together during a brief press conference where they reiterated their determination to find “stop gap” tax alternatives. It came just minutes after a meeting with the business community in which they discussed revenue building ideas. During the conference Premier Rufus Ewing said, “We have a government and Opposition elected by the people committed to moving our country forward.” He added, “A budget is due in April 2013 and in the most trying economic

circumstances and under the most trying constraints, we do not intend to squeeze out a new tax model. “With the support of the opposition and members of the public we are going to put in place credible stop gap financial measures to protect our fiscal position, service our debt and meet our developmental obligations. “We met with the business community and took their best soundings on the way forward for the country as is proper in any democracy.” Opposition leader Sharlene Cartwright-Robinson went on to say that the Opposition is committed to working together with the

Government in the best interests of the public. “As promised we have joined efforts on matters of national interest and we are working together with the Government in the best interests of our economy and our people. “We believe that VAT is not an appropriate tax for the Turks and Caicos Islands.” She concluded, “We believe at this stage now that it is not so much an argument against VAT but it is a matter of democracy. “We stand here with all elected members of the House and we support the Government in its initiative to stand up and save the economy of the Turks and Caicos.”

Help or hinder?

The judge’s pending decision on the case could lead to a byelection and a potential shift in political power for TCIG. At this stage would a change in government help or hinder the country’s progress? What are your thoughts?

I don’t think the newly elected government has been in power long enough to consider a change “hindering” the country. If the court sees the need for a by-election and the petitioner has a right to request one, then all is in order. The people will make the decision at the polls.

Party’s right

Out on the streets I believe that it will be a hindrance. I was a little nervous about another PNP government, but from the direction they are going, we may be okay. It is amazing that the socialist bureaucrats, with their good governance policies and alleged ‘watchful’ eyes, let this debacle happen in the first place. Who was really watching the shop? They stated that they were firmly in charge and elections would proceed in a fair manner. But as things happen, with the return and

As much as I would like to believe otherwise, public political infighting within the PDM sends a message of instability that is not easily overlooked. Perhaps it is the party’s right to pursue these legal options. Indeed it’s its responsibility to mount a strong opposition which includes following up on these electoral irregularities that has in fact already put the balance of power into question. At this stage, the PNP government has not had enough tenure to realise many meaningful policy decisions, therefore it’s possible that a shift in political power could have minimum consequences. Nevertheless, that window of opportunity is closing fast, as I expect the PNP must be earnestly trying to make a difference in this country, while it’s in a position to do so. In other words, this legal challenge could

be very disruptive, but less so if outcomes are decided quickly.

No development A change in government must take place. The current Ewing government was caught by surprise and did not expect to win. This is shown by their inability to create a budget or speak to any agenda. All they did was inherit the problems left from the last time the PNP was in power. A massive loan and a costly health plan and diminished primary care. The only way to solve our problems is with money and we are saddled with the PNP loan. We must dismantle Doctor Ewing’s expensive health system and encourage development. The under the table antics of the PNP under Misick and his cabinet have left the country with a bad reputation and developers are discouraged by the fact that the PNP is back at the helm. We never had development under this party only during the PDM years. It will take years to recover our reputation.

Best interests Well I think it needs to be cleared up first. I don’t think it will hinder the progress at all. We finally have a diverse set of individuals on both sides. If we want good things for the country, then we must be fair in all we do. Whatever the outcome, I will support the persons in power to do the job as set forth for them, and what is in the best interests of the country and its people. I do pray however that before putting

anything in ink (black and white) that they meet on it and bring it to the public for opinions and come together for the best possible decisions.

Easily overcome The PNP almost lost by a landslide because the PDM won the popular vote. The election department still has the voters’ lists in the Misick North Caicos and other districts stacked in the PNP favour. After voters heard the first House meetings on December 11, 17 and 30, votes can be easily overcome because PDM got 500 more votes in November. Hopefully PDM will bring a real QC lawyer Allen Wood back to plead the North/Middle and Grand Turk North cases.

Learning experience If a seat was called into question by any party, then all questions about that seat must be answered publicly and fairly. The judge's decision is final and if it results in a by-election; that is what needs to be done. A by-election would help the country rather than hinder it. It will also be a learning experience for all involved.

Infrastructure repairs TCIG appoints new Permanent Secretary By Daisy Handfield THE POST of Permanent Secretary to the Ministry of Education is now newly occupied by Cheryl-Ann Jones. She was appointed the post by Governor Ric Todd on Monday (January 14). It was very stiff competition in which six other applicants vied for the position. Jones told the Weekly News that she was honoured to be given the opportunity to serve at a higher level and capacity. “I am anxious to continue making contributions to the development of this country,” she said. The new PS added that there is a lot to do within the Ministry of Education. “Government has announced that education is their priority for the

coming year and several projects have been named for implementation.” Her goals are to address: manpower, education ordinance, potential curriculum reviews and the overcrowding of schools in the TCI, particularly on Providenciales. She also wishes to look at the better use of technology in the classroom, seek to build partnerships both internally and externally, and work with the College Board to bring together its offerings with the needs of the Islands. Jones aims to work closely with the Minister and existing teams within the Ministry to achieve these priorities. The new Permanent Secretary to the Ministry of Education was previously Deputy Permanent Secretary in the TCIG Ministry of Government Support Services

(GSS). She worked in the TCI public sector for 20 years, previously working as the country’s National AIDS Programme coordinator, training director. She holds an MSc in Human Resource Management and a BSc in Social Work. Governor Todd said, “This appointment of this high profile Turks and Caicos Islander to this very important position shows the huge steps being taken to build up the capacity and capability within the TCIG civil service.” The Ministry’s Youth Department’s National Youth Policy will shortly be submitted to Cabinet, and through the Sports Department will look at developing a programme to strengthen sporting activities across the islands in a logical structured way.

A NUMBER of repairs to roads, the causeway and a school are currently taking place across the country. Asphalt patching has commenced on the road adjacent to Building Materials in Grand Turk. The contractors are awaiting delivery of the bitumen before moving on and patching the Palm Grove area. Repairs to the storm damaged Close Hall Road in Grand Turk has also been held up until the contractor receives the bitumen. Work began last Thursday, January 10, on the grading of the road near the Bohio Dive Resort and this will be followed by a grading of the road to the Grand Turk Prison. The scope of work for asphalt patching of roads in Providenciales has been agreed and the site meeting was held last week with the view of commencing the works immediately. The contractor for the repair of the Middle Caicos Causeway was mobilised late last year and began

excavation for fill at a number of quarry sites. The contractor left the site in December for the Christmas holidays. Site meetings and visits took place last week between the Public Works Department and the contractor and it is intended that the work will commence on the site this week with view to being completed in June. Grand Turk’s HJ Robinson High School administration block is currently being revamped. The contractor has stripped most of the existing form work from the structure and further construction is set to commence soon. In a press conference last Thursday Premier Rufus Ewing said, “In looking at the progress in completing this most valuable project, we in the Government have passed motion in the House of Assembly to allow our funds to be brought forward to this financial year to allow us to have these works completed in a timely manner.”

Tax ‘add-ons’ could raise millions more than VAT – Finance Minister reveals other options MINISTER of Finance Washington Misick said alternative taxes could generate “significantly more” money for the country than Value Added Tax (VAT). This week he announced that the Government’s suggested substitutes could raise between $15m and $16m extra revenue for the country. Meanwhile the UK Government has predicted a hike of just $10m if VAT is introduced. At a government press conference on Tuesday Misick said, “We have credible alternatives that do not substantially alter the way we do business in this country and will raise far more revenue than they’re projecting from VAT.” He later listed the alternatives during a town hall meeting that evening at the Gustavus Lightbourne Sports Centre in Providenciales. He explained that TCIG is proposing to raise accommodation tax by one per cent to 12 per cent. “That is very competitive in the region,” he said, “it is 15 per cent in Jamaica, it is 23 per cent in the Dominican Republic and it is 12 per cent in the Bahamas.” He said the base would also be broadened to include others providing services to tourists such as water sports operators and spas. Other proposed alternatives included returning stamp duty to its previous rate and increasing strata title rates. And finally increasing head tax in the cruise industry by $2; an option that has already

been agreed by cruise company Carnival. “When we add everything together we are projecting something like $15 to $16 million. “Those are based on empirical evidence because we do not have to change any tax laws to make it happen. They are basically addons to our tax system.” At a post-Cabinet press conference on Thursday, January 10, Premier Rufus Ewing said that property levy was no longer an alternatives. “The Government have been busy reviewing and muddling alternatives to VAT that can result in the broadening of the taxation base, in allowing for more predictable and stable revenue streams to government,” he said. “One of the alternatives that the Government was considering is that of property levy. “However after reviewing the land titles and distribution it became quite obvious that land levy, in order for it to work, would place undue hardship on a significant number of persons who cannot afford it. “Therefore the Government has removed land levy as a consideration as an alternative to VAT.” He also explained that TCIG had been considering widening the accommodation tax base and increasing cruise ship passenger head tax. “These measures will allow for greater opportunity for economic growth which would be the main driver of government’s revenue stream,” he said.

TCI and Bahamas merge for celebration By Daisy Handfield AS PART of the Anglican Diocese’s 150th anniversary officials released a book called ‘A Good Heritage’ which contains all of the district’s history. It catalogues both the evolution of Christian presence in the Turks and Caicos and Bahamas and the development of the Anglican Church. The history of the Diocese was put together by Right Reverend Gilbert Arthur Thompson. Reverend Thompson is a retired Suffragan Bishop of New Providence and currently an Assistant Bishop in the Diocese.

He said, “To say that the Anglican Church has been an integral part of all the above is an understatement. “The history of the Anglican Diocese is a story that must be catalogued, proclaimed and known.” Anglican Diocese of the Turks and Caicos and the Bahamas will be merging to celebrate the release of the book. The free event is scheduled to take place at the Holy Trinity Centre, Stapleton Gardens, Bahamas on Thursday, January 17, at 6pm Books will be available for purchase at the event, soft cover copies $35 and hard cover copies $60.

Solar power is ‘big business’ RESIDENTS could produce all of their own electricity and even make money by selling it back to the grid – if they invest in solar power. Premier Ewing described the alternative energy as “big business” and said that TC Islanders could soon be a part of its development. Currently legislation allows any resident or business to invest in solar or wind power production however it does not allow for sales of excess power. During a press conference last Thursday, January 10, Ewing spoke of the Government’s plans to change this. “Our current legislation allows for the residential and commercial generation or alternative energies, solar and wind,” he said. “There is no prohibition whatsoever so any TC Islander can purchase a solar system and make yourself completely independent of Fortis. “The only issue here is that the legislation currently does not provide for you selling back to the grid.” He added, “I am happy to say that discussions with the energy supplier Fortis have begun with the

aim to encourage promote and allow access to the grid by consumers who will then have the ability to sell their excess energy generated by alternative means back to Fortis. “We are aware of the challenges of implementing these technologies and are assessing possible pilot programmes in the short term.” A comprehensive study to examine the viability of renewable energy and energy efficiency projects was commissioned in March 2011. The Government now plans to embark on the adoption of an energy policy and a strategy for its feasible implementation. “Reducing electricity costs and prices is absolute priority,” Ewing said, “while also improving energy security and increasing local and global environmental sustainability.” “Also critical to the implementation of this policy is the reform of the electricity regulatory and legal frameworks.” Ewing stressed that TCIG’s first course of action is to embark on an “aggressive” energy efficiency and energy conservation programme. “While the Government has an obligation to create the environment

incentive and awareness for all consumers to use energy more wisely, the onus will be on all concerned to make changes and to adopt this paradigm shift.” He added that solar water heaters are the most viable small scale source of renewable energy technology that can be implemented immediately and TCIG will design a programme to take advantage of this. “The Turks and Caicos Islands are blessed with year round sunshine and it is time we endeavour to examine our options to first stabilise and eventually reduce energy costs and prices.” In addition TCIG will be looking at reducing or eliminating the tariff on energy efficient electrical appliances. It will also offer incentives to people who design their homes to be more energy efficient. “The impact of the cost of energy on the cost of doing business and the livelihood of residents is of great concern to this government and we are committed to collaborating with the power company and stakeholders to address this issue.”

Issues aired at town hall meetings MEMBERS of the public were given the opportunity to air issues and learn more about government activities and during a series of town hall meetings this week. Premier Rufus Ewing began his first official tour as leader on Monday evening in Grand Turk. He then went on to speak in Providenciales on Tuesday, South Caicos on Wednesday and Middle Caicos yesterday (Thursday). During Tuesday evening’s three hour meeting at Gustavus Lightbourne Sports Centre, Providenciales, the Premier said there were “strong issues” that needed to be addressed. He added that the government was not “making excuses” and that they had achieved a lot in a short period of time.

“For the rights of our people, we will push against obstacles and push against challenges to move forward,” he said. Among the topics he discussed over the three hours were the need for a Premier’s office in Providenciales, employment problems within the public service and the financial services. He also went into depth on the Government’s progress in the areas of economy, education, immigration and healthcare. Joining the Premier at the meeting were Minister of Finance Washington Misick, Minister of Health Amanda Misick and Minister of Labour and Immigration DonHue Gardiner. A popular topic that received applause from the 100-strong audience was that of the refusal of

the Government to implement Value Added Tax (VAT) as requested by the UK government. Finance Minister Misck spoke passionately and in length on the Government’s stance. He said, “They are pushing us in a direction where we have no choice but to send a strong message and say that we will not be dictated to.” During the meeting a number of members of the audience asked questions to the Ministers on issues that directly affected them. Among the topics they raised were VAT, immigration, healthcare, jobs, the youth and small businesses. Today (Friday) Premier Ewing will host a town hall meeting at the Kew Community Centre in North Caicos at 3pm, and on Monday he will speak in Salt Cay at 11.30am.

Ants infest clinic KEW Clinic is likely to be relocated after an infestation of ants spiralled out of control. The North Caicos health centre has been experiencing problems with the insects for a number of months. TCIG’s Ministry of Health and Human Services contracted the services of a pesticide company to treat the facilities but the situation

has continued to escalate. Now the Government is considering the possibility of relocating the clinic to another site nearby. At a press conference last Thursday, January 10, Premier Rufus Ewing said, “We feel that this would be in the best interests of the residents of Kew as well as medical staff at the Kew Clinic.”

Minister of Education tours schools By Daisy Handfield SCHOOLS throughout the islands were visited by government officials this week. The purpose of the visit was for both the Education and Government Support Services Ministries to prepare a suitable budget for the coming financial year. Akierra Missick, Minister of Education, Youth, Sports and Culture, Acting Permanent Secretary Cheryl Ann Jones, and Director of Education Edgar Howell took time out to have one on one time with principals and pupils across the nation. On Tuesday, January 8, officials visited the Ianthe Pratt and the Enid Capron Primary Schools. The Thursday of that same week, they visited the Clement Howell High and Oseta Jolly Primary

School. The purposes of these visits were to meet first hand with the principal and pupils, to see the physical condition of the schools and to hear from both principals and pupils what they felt were immediate needs for the schools. During the tour officials visited each and every classroom to meet and speak with the pupils. Some of the needs of the pupils that were identified were new playgrounds, freshly painted classrooms, new books for the library and more playing space. The principals outlined their needs as an auditorium, repairs to fences, more lighting on the compounds and the construction of tuck shops or cafeteria where one can get food along with sitting room to eat. As the tour continued to Grand Turk on Friday, Minister for

Government Support Services (GSS) and GSS’ Head of Secretariat Kathy Watkin joined the team on their visit to the HJ Robinson High School. Principal of the HJ Robinson High School Reinwald Lewis said he was very pleased with the initiative. “They came in a timely manner. This shows that they care about the pupils and their needs. “We are grateful for anything that will assist with the betterment of the school.” Officials were displeased at the physical condition of some of the schools. They urged pupils to form groups and work with prefects and other school officials to assist with the prevention of damages to the school. The tour continued on Friday, January 11, with visits to North, Middle, South Caicos and Salt Cay.

First it was the argument about the VAT. It appears no one wants the VAT except the Governor, CFO and associates. Some however are taking a second look at VAT. The Premier and financial minister are searching for “alternate” taxes. They don't say what alternates they are considering, if any, they just say “alternates”. The word alternate is the new power word. The one power remaining with this government is

No-one in the administration seems to have a clue how to handle this. However in just less than three years it must be paid off or reduced to a point where the British guarantee can be lifted. That is now 35 months away and counting. Currently the Deputy Premier and Minister of Education is spending all her time at Clement Howell High School and considering what she calls “alternate” locations for a junior high

THE NUMBER of visitors to Turks and Caicos shores dropped slightly last year compared to “record breaking” numbers in 2011. TCI Tourist Board released the latest figures last week, but stressed that some tallies are still being gathered. Director of the Tourist Board Ralph Higgs said he was “obviously disappointed” that they were unable to expand on the record breaking numbers achieved in 2011. However, he added, “I feel confident that the new year will bring new vigour and new numbers to tourism in TCI. “The challenges that we faced throughout the year were met and overcome with renewed determination to continue to bring Turks and Caicos’ ‘Beautiful by Nature’ message to the world.” According to a press release from the Tourist Board, the slight decrease in arrivals in 2012 was caused by a number of issues. In March, a two-day industrial action contributed to decreased air service, the release read, and the summer saw an outbreak of Norovirus affecting arrivals in the short-term. Later in the year the passage of Hurricane Sandy contributed to a

marked decrease in future bookings from the major source markets in which the TCI draws its visitors. And finally a 25 per cent reduction in the Tourist Board’s overall budget also decreased its ability to effectively market the destination in traditional and emerging markets. According to data obtained from the Grand Turk Cruise Centre, in 2012 the total number of ship calls was 261 versus 270 in 2011, and the passenger arrivals were 676,647 an increase of 3.2 per cent over 2011 which stood at 655,497. In 2011 TCI welcomed 354,223 land based visitors providing an aggregate total (cruise and land based) of 1,009,720, eclipsing the one million mark for the first time. As of November 2012 land based arrivals stood at 267,608 and while arrivals for December are still being tabulated, indicators show that arrivals were trending downward when compared to 2011. As of this year the Tourist Board will have the opportunity to provide more timely data on both a quantitative and qualitative basis with the introduction of the CTO Mist system which allows for the refinement of information collected at ports of entry.

and junior detention facility. Does she really have a location in mind or is the word “alternate” a cover-up? How can she pay the rent for any alternate buildings, is the real question. In order to get the country’s finances near breakeven the interim government arbitrarily cut rents paid by government by 20 per cent. She wants to reduce class size from 32 to 15 students. She will need to double the teaching staff. Can the education minister provide a business plan to justify this alternate solution? The education minister was going to teach the court how to renounce US citizenship. Does she have the official state department certificate or an alternate? It seems the best thing about the election is it proved in 60 days that this PNP government deserved the mess left by the previous one. Now it is time to move on and select an “alternate” to a minister who

wants more than her fat salary. We all know who the alternate is bound to be. Fact is it has become obvious we need a whole new government and as soon as possible. This brings me to the gal heading the human rights group. When they asked about her take on Michael Misick’s status she said “not my job...it’s an international issue”. Within 48 hours her connections allowed her to give a lengthy report. The statement by our Minister of Immigration on how to treat Haitians and other undocumented people right here in TCI made both local and international news but she remains deadly silent. Making people’s lives “unbearable” seems to certainly indicate violations of human rights. Hopefully the alternate new members of the HR group will have the power to move on this real human rights issue.

Tourism symposium postponed “AMBITIOUS” plans to host a major tourism and investment symposium in the TCI have been put on hold by the Government. A host of challenges led to the decision to delay the event, which was scheduled to take place before the end of February. Premier Rufus Ewing said, “As a government committed to holding a major tourism and investment conference within the first 120 days on assuming office. “I may say that this might have been ambitious but nonetheless we took on the challenge.” The challenge proved to be too much, however, and last Thursday Ewing announced that the event would be postponed. He said one struggle was that the current investment policy was developed by

the interim administration. “While we are not at this point in time ready to state that this is a policy that we do not agree with, we have to ensure that this investment policy is aligned with our developmental priorities. “And so we have commissioned a working group that will look at amending and revising our investment policy so that it can then be the foundation upon which we can host an investment conference.” He went on to say that in order for the TCI to sell itself, the market needs to know what it is offering. And he added that TCInvest should be reestablished prior to the conference so that it can help to market the destination. The conference will be held this summer.

Anti-VAT group gains momentum A SOCIAL media forum designed to allow debate on the challenges of VAT now has more than 1,600 members. The Facebook group ‘TCI Citizens and Residents Against VAT’ allows members to post photos, videos, event invites and messages on the cause. And they have continued to do so with vigour since it was founded last year. In a post on Wednesday, one passionate member Jerzy Kolodziej, wrote, “Let us all stand in support of our elected representatives showing that the TCI is indeed a unified colony. “The UK and the Governor may choose to meet our resistance but history will show that any attempt to do so would be futile. “If the people of the TCI will not accept VAT, if the elected government will not accept VAT, if the opposition party will not accept VAT, there is no force on the earth that will impose VAT upon us. He continued, “The Governor can sit in his office and live in his residence but his buildings and title will not be anything more than paper, wood and concrete. “The office of Governor of the TCI will have no value, no meaning and no purpose. “The UK has truly set the stage for open rebellion. But rest assured that this will not be a violent rebellion or a

lawless rebellion; that is not the way of the TCI. “The UK has set out to test our resolve from the outset and surely it has been tested. But our resolve has not been broken and neither shall it be. “The people of the TCI shall not be subjected to the will of the UK. “The TCI stands together on this point and while we have our own will and our own lives no man or country shall enslave us.” The comment was met with a number of supporting ‘likes’ and additional comments from members. Civil servants may be reemployed – If they can pay back severance CIVIL servants who gave up their jobs last year can now reapply – if they promise to pay back the balance of their severance. However there is no guarantee they will be given their previous job as the most qualified applicant will succeed, Deputy Governor Anya Williams stressed. Williams, who is also head of the Turks and Caicos Islands Public Service, made clear the new policy for reemployment on Monday. Her announcement clears the way for public servants who took voluntary severance to immediately compete for advertised vacant positions in the Turks and Caicos Islands Government (TCIG). “To be clear, we are not increasing the size of the civil service,” she said. “We wish to make sure that we offer these positions to the very best people for the jobs and we will gladly reemploy people who left under voluntary severance, provided that they are the best person for the job, after a competitive selection process, and that they repay the balance of any financial compensation received.” Previously the policy was that someone who had taken voluntary severance could not be reemployed by TCIG for 48 months from their departure until March 2016. However former employees can now apply for jobs if they are prepared to pay back the balance of their compensation

payment to TCIG at the rate of two per cent for each month outstanding prior to the four year point. So, someone seeking to apply after 12 months out of the civil service would be required to pay back 72 per cent (2 per cent x 36 months) of the compensation received, for example. If the returning former employee provides evidence of their expenditure on additional qualifications relevant to their new post they may be able to deduct this from the amount to be repaid. TCIG Human Resources staff will provide further details. All balances must be

paid back as a condition of employment within a maximum of 60 days of a job offer being made. No payment plans or instalments will be offered or accepted by TCIG. Several voluntary severance recipients have applied for vacant positions within government and have already engaged banks in an effort to obtain funding to repay the outstanding portion of their payment. No appointment of these applicants has been made to date. All TCIG vacancies are open to any qualified persons meeting the stated criteria, so there is no guarantee that

a former civil servant who makes an application will necessarily be successful - the job will always be given to the most competent qualified individual. In March 2012 about 700 expressions of interest were received for voluntary severance from civil servants and 500 people applied to go. In total 399 severance proposals were accepted and 134 rejected, primarily because the public service needed to retain certain skill sets. A sum of $7.8m was paid to staff whose applications were accepted, with the average being $19,548 per civil servant.

Gross injustice

Dear Editor, It is most gratifying to see that the two political parties and the business community have finally gotten together to unify around a common cause in the best interest of the people of the Turks and Caicos Islands. Sadly though, it seems as if it has taken the British Governor and the FCO stepping on the toes of some people or some groups directly before they could appreciate the gross injustice that has been meted out on this beautiful country before unified action is taken. Having said that, it is a good thing that we have achieved some modicum of cohesion, even if this may only be for the benefit of some business owners’ personal self-interest. However, I wish to address a point that is dear to me and my former colleagues in that the former PNP administration is being misrepresented by Neil Smith in the Governor’s Office as it relates to his comments on VAT. In Mr Smith’s statement to the press on January 15, 2013, addressing the implementation of VAT, he stated that the former PNP government was in support of VAT. That statement is completely false. While it is the case that the former PNP had agreed to explore the option of selecting one of four taxation

models being imposed on us by advocates for the Organisation for Economic Corporation and Development (OECD), the E u r o p e a n Union, IMF and the FCO to obtain compliance with international tax standards in our Financial Services Industry and to achieve revenue sustainability, it was never the case where VAT was selected as a done deal for implementation in the Turks and Caicos Islands by our PNP administration. For Neil Smith to suggest that the noble intentions by our government to search for sustainable revenue streams for our country as an endorsement of VAT is grossly misleading and is typical of how the Governor’s Office has been conducting the affairs of this country for the last three years. It was in my budget address of 2007 when I first informed the people of the Turks and Caicos Islands about comprehensive revenue reform for our country. A direct quote from that address follows: “While recent revenue growth has been positive, it is concentrated in a

few areas. “We need to lessen our dependence on import duties as global tariffs reduction become more commonplace. “If we do not do likewise, our competitiveness in attracting foreign investment could be eroded. “The current tax regime also needs to be widened if we are to raise the necessary revenue on a sustainable basis to implement our plans. “We also need to have a tax regime, which incentivises positive behaviours and penalises negative ones. “Mr Speaker, these objectives can be achieved through the introduction of alternative broad based taxes that are elastic, and the introduction of user charges where they can serve to defray costs. “The time to act is now - we plan to consider all options. “In this regard, Mr Speaker, I led a delegation to the Bahamas last week to discuss their revenue regime and strategies, and develop technical cooperation and exchanges in this area. “We have already held discussions with the Caribbean Area Regional Technical Assistance Centre (CARTAC) concerning technical assistance to prepare a Tax Policy Study for consideration by government. “This study would look at our

Human rights focus Dear Editor, This release by the Hon Oswald O Skippings on the condition and fate of Michael Misick is a clarion cry to those of us whole hold constitutional freedoms seriously. This could happen to any of us. It seems that we in the TCI have a low tolerance for human rights and that it is still possible because Mike is at large that we in power or we who support the party in power are free to remain silent and ‘forever hold our peace’. But this message on the part of the Hon Skippings is critical to the further development of our constitutional democracy and growth of our human rights norms. If we allow Misick to rot in his jail cell what will happen to us when we are facing similar circumstances. It is here that the Hon Skippings escapes the political dimension to

address this universal issue that we as a people may join hands. This kind of leadership is reminiscent of the days of JAGS McCartney but it seems that this young generation of leadership in the TCI has moved onto a time warp where matters of the pocket and higher salaries prevail greater on the minds of the newly elected government. In our minds the sub-text to all of this is to remove evidence on the hospital deal and to cover the independent disaster at Leeward Marina. Billions of dollars in damages are at issue in both contexts and Misick whilst at large or back home remains a material witness that we fear may be allowed to fade away through a lack of regard for his human rights. Nonetheless it behoves the Premier and the government to pressure the Governor to invoke

the foreign affairs portfolio of TCI Constitution to call on the Foreign and Commonwealth Office, the UN, the CARICOM community and all related bodies to intervene purely into the human component and aspect of this issue. One must not take the nonpartisan position of this cry to mean that we feel that the former Premier is innocent and is being victimised for British political purposes. Quite the contrary and as an observer I have every reason to believe that Mike Misick, his former government and certain persons from his party have a lot to answer to the people for. The focus and concentration must be on the international human rights aspect only. Thomas Wilson

economic structures, tax regime and recommend reforms to increase revenue yield on a sustainable basis. “We are committed to this worthy task. I look forward to keeping this Honourable House and the nation informed of activities in this area.” I later made a follow up reference to broadening our revenue base in the 2008 budget but never did I offer support for VAT or any other comprehensive tax mechanism. Unfortunately the study referenced to in the 2007 address never materialised as the country was hit by two successive hurricanes in 2008 causing extensive damage throughout the country and the global financial collapse that immediately followed in 2009 made the exercise untenable. Our administration back in 2007 was asked to consider four different models: income tax, property tax, sales tax and VAT. Preliminary indications from the business sector at the time suggested that the real estate and hotel industries had no appetite at all for income tax or property tax. It was believed that the real estate market was just getting its legs firmly established and that any form of taxes on income or property would be a serious deterrent to investment and would derail the real estate sector. The sales tax and VAT likewise had vociferous opposition to them albeit less so than the others but never was there any decision nor was there any canvassing of support for one tax over the other by the former PNP administration. To the best of my knowledge, the deliberate promotion of VAT was only done when the hand-picked members of the Advisory Council and Consultative Forum ill-advisedly passed legislation implementing VAT, Trials With-out Jury, and

Hearsay Evidence legislation. My recollection at the time was that there was a public outcry against all three pieces of legislation. The radio talk shows vented the opposition of the people to these bills and so did the print and televised media. Ironically some of the very same people who were a part of these hand-picked bodies gave credibility to the same pieces of legislation that they are now vehemently against. Similarly, the very same Governor’s office who seeks to castigate and vilify the former PNP administration at every opportunity it gets now seeks to use this same administration to fortify its promotion of VAT. There is a popular saying that I believe resonates universally which states “you cannot have your cake and eat it too”. I think this saying applies aptly to the Governor’s Office promotion of VAT as well as those who now oppose it and gave validity to its imminent implementation. I know some will be quick to say that they opposed those pieces of legislation when they sat on those bodies. To that I will use the other popular maxim which states “the devil is in the details”. However, I believe that the entire country is relieved that the voices that seem to matter are speaking out in unison regardless of the channels that may have brought them to this central point. Only one God Dear Editor, I do feel sorry for our former Premier, Michael Misick. What he has done to himself, his family, those that supported him and our country. He alone is responsible for being in a Brazilian prison. This resulted from his actions including choosing Brazil as a hiding place. We must all remember there is only one God worthy of our worship and that God was not and is not Michael Misick. Let us look at scripture for guidance. Read Isaiah chapter 5:20 which says: “Woe unto them that call evil good and good evil, that put darkness for light and light for darkness, that

put bitter for sweet and sweet for bitter.” I also ask that readers also refer to Romans Chapter 13 Verse1-2 and learn. Remember that in August/ September 2008 Hurricanes Hanna and Ike were sent by God as a warning. God himself is also coming back. So we must ask ourselves in the meantime what we would have God do for us to turn us from our wicked ways...rain fire from heaven? Wake up my friends and pray that God will treat us with his mercy. Racism and It is not about VAT, discrimination it’s about democracy

Dear Editor, I have recently been pondering the question as to whether the detention centre is only place to house Haitian nationals. We all know that we have illegal persons who seem untouchable by immigration officials among us from various countries, yet we only see pressure being put on a select group. Take for instance the recent landing of illegal Cubans, they have been released from the detention centre and are now applying for some sort of asylum to stay in the Turks and Caicos. In my opinion, I think they should be repatriated as well for fear of what the influx of illegal Cubans to our shores would be should we allow them to stay. If we with such few resources set ourselves up as a safe haven for persons who wish to leave Cuba, we would be putting ourselves in a further immigration nightmare. The truth is, we don’t know who these people are. God forbid we have a repeat of the Elian Gonzalez situation depending on the desires of the Cuban government since children are also in tow. I hope the AG Chambers seriously fact checks the legislation in dealing

with this case to ensure that these persons do in fact qualify for asylum. Even then can we afford it? If they are illegal, why have they been released? I’m beginning to wonder if we are racist and show clear discrimination by our actions. Like the Caucasian illegal immigrants taking up numerous jobs throughout the country, SPICE was told to stay away from Grace Bay, we all know that there are numerous Dominican nationals who are also illegal, who no doubt will never see the inside of the detention centre. So why then is it okay for Haitians? Or is there a Haitian-only policy that we are not aware of? I sincerely hope this is not based on geographic origin or a more ancient and evil racism based on skin pigmentation. On the flip side, what is happening to the enforcement of persons who employ illegal immigrants? Numerous Turks and Caicos Islanders and legal persons will continue to find seeking jobs a struggle and employers will continue to ignore the existing laws if they are not enforced. All illegal immigrants should be treated the same. Isn’t the nature of the crime the same? Why is the punishment different or not at all in the Turks and Caicos. Euwonka Selver

Dear Mr Simmonds, I have just read the reports of the recent press conference by the Premier of the Turks and Caicos Islands Government, in which it was revealed that you had denied the elected government’s request for a delay in the implementation of VAT. I am deeply concerned at the lack of respect for the democratic process so recently restored to the Turks and Caicos Islands. The stunning arrogance to dismiss the legitimate request of a government that represents the citizens of the Islands is breath-taking. In case you are of the view that the elected Government's position on VAT is somehow unrepresentative let me point out that both political parties and almost every civic organisation including the Chamber of Commerce, The Small Business Association, The Hotel Association, The Society of Accountants and the Association of Architects have all asked for a delay in the implementation of VAT. A recent petition registered 3,000 individual signatures all requesting a delay and considering that the voting population is just over 6,000 this is a significant number. This country has spoken with one voice to ask for a delay in the implementation of VAT, but apparently the voice of this nation is only a whisper compared to the diktat from your office. The same press conference revealed that $500,000 had been

appropriated from the consolidated fund for the implementation of VAT based solely on the Governors authorisation. The appropriations committee, debate in the House of Assembly and the other constitutional safeguards are being ignored or abandoned. It appears that you and your department are of the view that not only are the citizens of this country incapable of deciding how to raise taxes, but once we have paid the taxes we are apparently incapable of deciding how to spend them! What a low opinion you and your advisors must have of the citizens of this country. What a paternalistic attitude towards this nation and those who reside here. At a time when the UK government is banging the drum in the United

Nations for selfdetermination for the Falkland Islands, you and your department quietly strip away the democratic traditions of this country and replace it with what amounts to government by advisors. These advisors are unelected, unaccountable and, after they get on the plane to go back to the UK, uninterested in the Turks and Caicos Islands. Is it not the right of citizens to be represented democratically a universal right? Or in your department’s view do these rights not apply to all people, or to be more specific at least not to Turks and Caicos Islanders. Protection of the child Thank you! Dear Editor, The statement made on the news by the Minister of Education, “three strikes and you’re out,” in relation to what appears to be the government’s no tolerance policy on school threats and violence seems to be a misguided strategy. It does not take into account the fact that the Turks and Caicos Islands is a party to the Convention on the Rights’ of the Child, which protects any and every individual under the age of 18. It is stated in Article 28 that parties under this convention, “Must recognise the rights of the child to education and with a view to achieving this right

progressively and on the basis of equal opportunity, they shall, in particular: “Make primary education compulsory and available free to all; “Encourage the development of different forms of secondary education including general and vocational education and make them available and accessible to every child. “Furthermore, state parties shall take all appropriate measures to ensure that school discipline is administered in a manner consistent with the child’s human dignity and in conformity with the present convention.” It is CAPAA’s purpose to

advocate for the protection of the rights and safety of each child within the Turks and Caicos, making it incumbent upon this organisation to address public statements made by those in authority which ignore the binding obligations which the Turks and Caicos has made itself a party to. We invite the government to readdress its policy to accord with the right of a child to education and to what end that child will be offered an alternative to receive said rights. Awakening the giant of potential in you Organisational Architecture - Part three THE correlation between ‘Organisational Architecture’ and any kind of strategy session is that OA must precede it. You must be organised and aligned before you can strategize. One would never arrange a race between a toddler and Usain Bolt, or even between a regular person and Usain Bolt. By the sheer virtue of Bolt’s training and experience, he will leave his competitors in his wake. Likewise, groups, businesses, churches or any other entities must bring organisation and cohesion into their ranks first before they can look to advance into new territory or even compare themselves to those around them. There must be a process of planned growth, maturation and settling before that baby becomes a trained athlete himself and can now compete with the Usain Bolts of his time. Orrin Woodward once made this statement, “You don’t know what you don’t know.” This means that we all have

blind spots in our lives, our mental knowledge and in our organisations. Therefore, from time to time, it is necessary to invite someone with an outside view to come in and help us see some things that we just did not see before. There are no exceptions to this statement; none of us know it all. You would be amazed at how far you can advance when you slow down, how well you can drive when you sit in the passenger seat for a while, and how much stronger you can become when you rest in the draft of someone in front of you who takes the lead. If you want to become a better group, business or church, I encourage you to take a good hard look at what you have been doing and ask yourself if it is really working. Study successful companies, churches and leaders and adopt or ‘benchmark’ the aspects of their organisations or personalities that can help you get to the next level. Invest in yourself. TCIG promotes training for small contractors CONTRACTORS in the TCI will be given the opportunity to develop new skills through a training programme this February. The Ministries of Government Support Services and Border Control and Labour will be partnering with the Caribbean Development Bank (CDB) to make the programme a reality. A project coordinator has already been named and a special committee established to further the plans for the workshop Less experienced contractors will be trained to use a Computerised Job Estimation Tool (CJET) developed by the CDB through its Caribbean Technological Consultancy Services (CTCS) network. Members of the bank’s network have experience in working with less qualified contractors in the Borrowing Member Countries (BMCs). They continue to highlight areas of weaknesses among this group to build on skills and ensure competitive advantage. One focus is many contractors’ inability to correctly and dependably prepare job estimates to ensure they are able to manipulate and present their bids. TCIG’s support of the training comes against the need to level the playing field for small contractors who bid for work against larger and

more structured businesses which have the capability to employ or hire the services of consultant engineers, quantity surveyors and accountants. CJET will consequently give these contractors a better competitive advantage through the use of the simple but effective tool developed by the CTCS. It allows the contractor to always know his finite cost as he prepares each line item in the bill of quantities. The tool also puts the contractors in position to determine and manipulate the quality of his bid, see the impact of a given bid ratio/ bid rate on the overall line cost and to anticipate the projected earnings in excess of each line cost. This allows the contractor to intentionally bid high or low on given line item, while maintaining the option to spread any projected line losses over other items. To date, the CTCS network has successfully trained more than 300 contractors in ten of the bank’s BMCs. The Deputy Governor along with the Ministries of Government Support Services and Border Control and Labour have pledged their commitment and support to this event. Non-profit to assist small businesses A NON-profit organisation may soon be established in collaboration with the private sector to financially assist small start-up businesses. The Government is looking at ways to develop the new body that will encourage private donations and loans to Small and Medium Enterprises (SMEs). At a government press conference last Thursday, January 10, Premier Rufus Ewing said that development orders would commit existing companies to supporting small businesses by donating funds. “What you will find is that some companies may be more receptive to donating to a non-profit organisation designed for a specific purpose than donating to government directly.” The body will help to replace one of the functions that was previously conducted by the now defunct TCInvest.

Minister of Finance Washington Misick said, “The SME facilitation organisational process will be done as a public private sector effort. “One of the reasons why we are focusing on a special process or programme for SMEs, is because the function of the new TCInvest will be promotion and to drive inward investment.” A consultation is currently being conducted by TCIG and a decision will be made as to whether it is able to directly contribute funds to the organisation. Misick said, “It is difficult at this time to say whether funds will come from government. “Government would facilitate the operation of the programme but given the current financial restraints that we’re forced to operate under, I doubt very much initially that there’ll be any direct financial support.”

Water sports operators must take care A BOATING accident on New Year’s Day has hit home the importance of following strict water sport regulations. Two tourists were injured during the incident in Columbus Landfall National Park in Grand Turk. In light of the events the Department of Environment and Maritime Affairs (DEMA), the Ministry of Environment and Home Affairs have issued a release urging water sports operators to follow the rules. Any person who commercially operates a vessel that transports passengers must have a valid Turks and Caicos Islands Captain’s license ensuring that the boat captain is qualified to operate the vessel and is knowledgeable of emergency and first aid procedures. Any vessel that is operated commercially in a protected area must be registered in TCI and must be licenced to operate in a protected area. Any company that offers water sports activities to the public must carry adequate liability insurance to compensate passengers for any injury and or damage to property. If the operator does not carry such insurance, he or she must obtain a waiver from each passenger ensuring the passenger(s) is/ are aware that the

operator does not carry insurance. In the case of banana boats, each vessel MUST in addition to the captain, carry a spotter who is at all times responsible for ensuring the safety and wellbeing of the passengers and the public at large. Thursday’s release read, “In addition, DEMA would like to remind all water sports operators that boat access lanes are to be used only for the purposes of dropping off and picking up passengers. “No vessels are permitted to anchor in a boat access lane, nor are vessels to enter any area that is within 300 feet of the shoreline, except in designated boat access zones. “Furthermore, solicitation and/or enticement of customers on beaches within the protected areas will be considered harassment. “Any person or company who contravenes any of the above regulations commits an offense and will be charged to the full extent of the law.” Water sports operators are being urged to familiarise themselves the regulations and where necessary become compliant with the laws in the interest of public safety and the protection of TCI’s reputation.

Festive celebrations for kids’ home THE Midlife Crisis Motorcycle Club organised a Christmas party and barbeque in Leeward as a part of its on-going commitment to Provo Children’s Home (PCH). Following the event, on January 6, generous donations were made to the kids’ home. The event was funded by the members themselves along with contributions from well-wishers. PCH is a care facility in Providenciales which was first established in March 2006 to provide a home for orphans and

children who were at risk from natural disasters. The mission of the Midlife Crisis Motorcycle Club is to raise funds, organise events and raise awareness of the PCH. A spokesperson from the club said, “The club is open to anyone who loves biking but is also committed to giving something back to the community.” At the party, the kids took part in number of activities which included a team treasure hunt, badminton and water basketball. Veranda closes for renovations

The New Year started with yet another welcome affirmation from the British government of the importance of the 54-nation Commonwealth. Hugo Swire, who was appointed Minister of State for the Commonwealth last summer, published an opinion in the Daily Telegraph in London on January 2 in which he said that the Commonwealth “is an important institution” that can “through dedication and reform become stronger and speak with a louder voice than ever before”. This is the second time since his appointment that Minister Swire has published his positive view of the Commonwealth. In doing so, he is echoing the position of his predecessor, Lord Howell, who, with Prime Minister David Cameron and Foreign and Commonwealth Office Secretary, William Hague, was keen to assert Britain’s renewed interest in the Commonwealth from the time that the present ConservativeLiberal coalition government took office in May 2010. What is pushing this renewed interest in the Commonwealth by the Conservative Party in particular? Part of the answer lies in a genuine belief in the global benefits of a respected and influential Commonwealth. Another part resides in the

increasing dissatisfaction with Britain’s membership of the European Union (EU) by leading members of the Conservative Party who have always deeply resented the extent of the EU’s jurisdiction over matters they felt should have remained directly under London’s control. Among these matters are: justice and home affairs, and the financial services sector. There is also deep annoyance that Britain is required to contribute to bail-outs of countries in the Eurozone even though Britain is not a member of the single currency. A further clue to the insistent voices in the Conservative Party that Britain should hold a referendum on the European question and so offer the British people the chance of untying themselves from the EU, is trade. The Commonwealth can be helpful to increased trade, not only for Britain, but for many others of its member states. The association is a readymade network of past and present

connections, of common language (mostly), common laws, and a shared history that makes conducting business easier than it would be in countries with different laws and different languages. However, ambitions for increased Commonwealth trade should be seen for what they are: opportunities for countries which have the vital transportation links to each other or services that are required elsewhere in the Commonwealth. Some Commonwealth countries will be able to take advantage of those opportunities because they already have the capacity; many others will not and they will remain at the margins of increased trade unless there is investment in their infrastructural development, their productive sectors and their knowledge. The Commonwealth can help to promote trade and investment among its member states – something the Commonwealth Business Council (CBC), headquartered in London, was set-up to do. In 2013, it would be beneficial if the Commonwealth countries that are now the principal beneficiaries of Commonwealth trade were to invest in a rejuvenated, refocused and functional CBC – working closely with the Commonwealth Secretariat - so that it could bring more Commonwealth countries into the gains of increased trade. BTC hit back at Christie’s concerns THE Bahamas Telecommunications Company’s (BTC) majority shareholder effectively hit back at Prime Minister Perry Christie’s concerns over its asset sales, adding that $749.7 million it would receive for exiting Macau will be ploughed back into its Bahamian - and Caribbean - interests. Cable & Wireless Communications (CWC) decision to exit its Far Eastern interest, via a sale to CITIC Telecom International Holdings, follows quickly behind the deal to sell its Monaco, Channel Islands and Maldives business for $680 million. But, in what could be interpreted as a direct riposte to Mr Christie’s comments at last week’s Bahamas Business Outlook conference, CWC said in a statement that the asset disposals would free up attention and capital to invest in its Central

American and Caribbean businesses - including BTC and the Bahamas. That reinforces comments made by Geoff Houston, BTC’s chief executive, who in responding to the Prime Minister’s concerns over CWC’s asset sales in other geographic markets, said the moves could only benefit the Bahamas. In a statement this week, CWC, with one eye no doubt on the Prime Minister’s remarks and the continuing tensions over the Government’s efforts to retake majority control at BTC, said the Macau and Monaco disposals would strengthen the company’s ability to “invest in the Central American and Caribbean region, including in the Bahamas”. The company added that it had been reshaping its business portfolio since 2010 to focus on the pan-American region, and

added: “The result of the sales of our Macau and Monaco Islands business – announced in December – is that CWC will build up a strong financial position, and today we announced we intend to invest in the existing businesses in this region, including BTC, and to consider new acquisitions. “We are in the midst of a major investment programme at BTC, worth more than $100 million in the past two years alone, including upgrading all of the company’s networks. “BTC’s networks were aging and in a desperate need of upgrading when CWC took on management responsibility. Our overhaul of the systems has taken time to get right, but we are delivering a 21st century infrastructure which will benefit the Bahamas for many years to come.” (Tribune242.com)

Dancehall pushing crime — Jamaica Security Minister

CRIME is on the decrease in the island’s deadliest police divisions, but popular culture continues to hamper government’s efforts. Security Minister Peter Bunting reiterated the statement on Thursday, citing at least one dancehall tune as evidence of the social ‘dysfunctionality’ behind criminality in Jamaica. He made specific mention of its role in the deadly lottery scam in St James. “I think that a national hero that we haven’t named officially is ‘Anansi’. Because Jamaicans seem to love… an anti-authoritarian element in our culture,” said Bunting, before quoting the lyrics of the song Reparation by incarcerated dancehall artiste Vybz

Kartel and Gaza Slim. The song was banned from airwaves last year, partly after coming under heavy criticisms for its lyrical content. “As long as dem naah buy nuh gun, dem naah support nuh war, big up the man dem star from near and far. Dem call it scam but we call it reparation,” quoted the minister, who was the main speaker at a Rotary Club of Liguanea Plains meeting in St Andrew Thursday. “Big up every scammer weh mek US dollar, Western Union people fi give we more honour. Every ghetto yute fi a live like Tony Montana, live presidential like Barack Obama,” he added, continuing his point.

Jamaica cops kill 18 in 12 days for 2013 SIX fatal shootings by the police in 24 hours on Sunday have pushed the number of police killings since the start of this year to 18. Two incidents in St Catherine and one in St Andrew have been added to the several now being probed by the Independent Commission of Investigations. In St Catherine, two men, who the police said engaged them in a shoot-out, were fatally shot and an illegal firearm reportedly seized along the Port Henderson Road. A short while later, one man was fatally shot when he allegedly opened fire at members of a police party in Bartons. An illegal firearm was also reportedly seized following that

incident. In the Corporate Area, the usual quiet in the upscale community of Acadia Drive was pierced by explosions about 12:30 yesterday morning. It was later reported that three men, two said to be from Grants Pen and the other from Smokey Vale, St Andrew, had been killed in a reported shoot-out with the police. The police reported that a fourth man, who was also travelling in a blue Mitsubishi Outlander car, escaped. The police said they seized two firearms – a 9mm semiautomatic pistol, and a Mack-10 sub-machine gun with twelve 9mm cartridges – following the shooting. (Jamaica Gleaner)

“It’s an amazing piece of propaganda for scammers. [But] bear in mind that St James has one of the highest proportions as it relates to homicides, and approximately 50 per cent of those murders are related to scamming,” he said. “Yet up to last year people are not connecting the dots, they still refer to it [scamming] as a victimless crime,” he continued. Police have attributed more than 400 deaths to the lottery scam violence in St James since 2006, including that of at least one elderly American citizen, who committed suicide after losing millions to Jamaican scammers. It has transformed St James, one of Jamaica’s tourist hotspots, into one of Jamaica’s deadliest divisions, police in the parish have said. Among the other notorious divisions are St Catherine North, Clarendon, St Andrew South, and St Andrew North. Despite the challenges, however, Bunting said his ministry will not give up in its fight. Last year, he noted, his ministry created two advertisements aimed at tackling the nation’s crime problem from a ‘culture change’ perspective. “St Catherine North, this is one of the divisions which has been heavily influenced by gangs; One Order and Klansman gangs. We had a reduction of 34 per cent of murders in St Catherine North in 2012; that is 60 less persons murdered,” he said, noting that the reductions are similar for the parish of St James. In the meantime, Bunting said that sexual assaults of minors declined from 108 in January 20I2 to a staggering 18 reported incidents in December. Barbados national strike averted for the moment

A NATIONAL strike over the way LIME went about the retrenchment of 97 workers has been averted for the time being following the intervention of Prime Minister Freundel Stuart. After three hours of talks with the telecommunications company and the Barbados Workers’ Union (BWU) at Government Headquarters on Wednesday, Stuart told reporters that they had managed to get to the root of the differences between the two sides and narrow down the issues that needed to be resolved. Talks were expected to continue

on Friday. Stuart said he asked both parties for time to “hammer things out” and to allow him to do further research. However, he revealed his displeasure at how LIME issued the termination letters, saying it was an “unworthy path”. The Prime Minister said the company “went on a frolic” and chastised it for “repudiating the authority” of the Minister of Labour Esther Byer Suckoo, which he said prompted an apology from LIME to the minister, who was also present. Georgia man threatened to eat judge’s children A NORTH Georgia man has been arrested after authorities say he mailed a letter to the wife of a Cobb County Superior Court judge saying he would cook the couple’s children and eat them. The Atlanta JournalConstitution reports 58-yearold James Edward Satterfield is accused of sending the threatening letter Dec. 20 to the

home of Cobb County Superior Court Judge Reuben Green. The newspaper reports the letter was addressed to Green’s wife and instructed her to give a copy of it to police. Satterfield was arrested Dec. 30 for making terroristic threats and is being held without bond. It is unclear whether he has a lawyer. (NYdailynews.com)

Cuba confirms 51 cholera cases in Havana CUBA’S health ministry has confirmed a cholera outbreak in Havana with 51 people infected - the biggest incidence of the disease there in decades. An official statement said health workers had detected an increase in “watery diarrhoea” in some districts, which has been established as cholera. The source has been identified as a foodseller who caught cholera during a previous outbreak in eastern Cuba. Doctors have been going house to house in Havana areas, checking for symptoms. The official confirmation follows several days of speculation about an upsurge in diarrhoea in the capital, where the BBC understands a 46-year-old man died of suspected

cholera earlier this month. In the central Havana district of Cerro, where the outbreak is believed to have begun, cafes and restaurants have been closed and only the sale of sealed food and drink is permitted. The outbreak was detected on 6 January. According to the health ministry, measures taken since then mean the disease is in its “extinction phase”. People are being urged to take care with hygiene and in the preparation of food. Cholera is carried by contaminated water or food. It causes severe dehydration through diarrhoea and can prove fatal if untreated. Until last July, Cuba had not experienced any significant outbreak since well before the 1959 revolution. (BBC)

EIGHT people have been arrested in connection with the fatal shooting of a British girl in Jamaica. Eight year-old Imani Green from Balham, south London, was inside her cousin’s shop in the north coast town of Duncans on Friday when a man entered the store and an argument broke out. Police said the man opened fire. Imani died and three relatives were injured. Deputy Supt Steve Brown, from Jamaica’s police force, said the arrested people were being questioned. “We have taken people into custody as we search for a motive for the attack,” he told BBC Breakfast “We’ve heard about gang warfare but we find it a bit difficult to believe because where the incident took place it is a sleepy community, nothing happens there, it’s an isolated incident. “But it could be linked to a number of things and we are looking at all possibilities and following all the leads that we are getting. “We are confident we will make a breakthrough very, very soon.” ‘HAPPY CHILD’ He said the injuries of the three others shot, believed to be two women and a man, were not considered lifethreatening. 80% of murder over last five years unsolved in T&T MORE than eight out of every ten murders committed over the past five years have remained unsolved, according to statistics provided by the Crime and Problem Analysis Branch (CAPA) of the Trinidad and Tobago Police Service (TTPS). CAPA statistics show that as many as 1,951 killers may have gotten away with murder in this country over the past five years. According to CAPA statistics for the period January 1, 2008 to December 30, 2012, 2,256 murders were committed in this country. Statistics supplied by CAPA and posted on the TTPS official website show that over the past five years 305 murders were solved. The number of murders solved last month, however, was not available on the TTPS website up to press time. A murder is considered solved when detectives gather enough evidence so that a suspect is charged and carried before the court for the crime. The detection rate for murders over the past five years was 13.5 per cent, according to the statistics provided by CAPA. According to the CAPA figures, 377 murders were reported last year. This worked out to an average of 31 murders a month or just over one murder a day. (Trinidad Express)

Sweet potato and chicken curry

Ingredients • 500g sweet potatoes, peeled and cut into bite-size pieces • 1 tbsp olive oil • 4 skinless chicken thigh fillets, each cut into large chunks • 1 large red onion, cut into wedges • 2 tbsp rogan josh curry paste • 2 large tomatoes, roughly chopped • 125g spinach PREPARATION • Cook the sweet potatoes in boiling, salted water for five to seven minutes until just tender. • Drain well then set aside. • Meanwhile, heat the oil in a large frying pan then add the chicken and onion. • Cook for five to six minutes until the chicken is browned and cooked through. • Stir in the curry paste, cook for one minute, add the tomatoes then cook for another minute. • Pour in 100ml of boiling water and mix well. • Simmer for five minutes, add the spinach then cook for two minutes until wilted. • Fold in the potatoes and heat through. Serve with rice and naan breads.

This is an example how sports medicine is used not just for the athlete but also for individuals who work at physical jobs. This term is called the ‘industrial athlete’ and will be subject to a future column. Just as core strengthening helps prevent injury and improve function, strengthening of the rotator cuff goes a long way in preventing shoulder injury and ensuring optimal performance.

For each cup of tea, add approximately two to three teaspoons of fresh leaves and/or flowers. Allow to steep for five minutes. This will ensure that the flavours are released and the full benefits of the herb's or flower's qualities are available.

Horsemeat found in beef burgers on sale in UK and Ireland HORSE DNA has been found in some beef burgers being sold in UK and Irish supermarkets, the Republic of Ireland’s food safety authority (FSAI) has said. The FSAI said the meat came from two processing plants in Ireland, Liffey Meats and Silvercrest Foods, and the Dalepak Hambleton plant in Yorkshire. It said they posed no health risk. The burgers were on sale in Tesco and Iceland in the UK and Ireland. In the Republic of Ireland they were on sale in Dunnes Stores, Lidl, and Aldi. Retailers have said they are now removing all implicated batches of the burgers. A total of 27 products were analysed, with 10 of them containing horse DNA and 23 containing pig DNA. ‘UNACCEPTABLE’ Horsemeat accounted for approximately 29% of the meat content in one sample from Tesco. In addition, 31 beef meal products, including cottage pie, beef curry pie and lasagne, were analysed, of which 21 tested positive for pig DNA. The chief executive of the FSAI, Professor Alan Reilly, said that while the findings posed no risk to public health, they did raise some concerns. “Whilst, there is a plausible explanation for the presence of pig DNA in these products due to the fact that meat from different animals is processed in the same meat plants, there is no clear explanation at this time for the presence of horse DNA in products emanating from meat plants that do not use horsemeat in their production process,” he said. “In Ireland, it is not in our culture

Two killed in London helicopter crash TWO people were killed and 12 were injured when a helicopter crashed into a crane in central London. Police said the helicopter hit the crane on top of The Tower, One St George Wharf at about 08:00 GMT. About 80 firefighters were at the scene near Wandsworth Road in South Lambeth. Doctors said one of the dead was the pilot and the other was on the ground. Six people were taken to hospital. The pilot had asked to be diverted to a nearby heliport because of bad

Chavez misses key speech, but names new minister

VENEZUELAN President Hugo Chavez wasn’t well enough to give his annual state of the union speech on Tuesday and hasn’t been seen publicly in more than a month. But that didn’t stop the country’s vice president from announcing a highlevel appointment in Chavez’s name. Elias Jaua will now be Venezuela’s foreign minister, Vice President Nicolas Maduro told lawmakers on Tuesday, saying Chavez had just designated Jaua as the man for the job. The surprise appointment Tuesday was the latest twist in a political drama that has intensified in the South American country ever since Chavez headed to Cuba for cancer surgery last month. For weeks, supporters and opponents of Chavez have been sparring over an increasingly contentious question:

Florida teacher among 50 arrested in child sex sting THEY came from all over, police say, and at least one carried condoms in his pocket. A middle school teacher, a tourist visiting from Turkey, college students, a businessman from North Carolina. All of them were arrested in a weeklong law enforcement operation, which ended Monday, that targeted men seeking sex with children. About 16 Florida law enforcement agencies came together to create the ruse that the suspects were chatting online with children or parents offering up their kids for sex. The men drove down to a pristine home in the city of Oviedo, about 19 miles from Orlando. Footage released by authorities captured their surprise as their illicit date turned into a rough tackle by a posse of officers. The black and white footage shows officers slamming the men against the wall of the home before cuffing them. At least one man led police on a brief footchase in the front yard before they took him down. One of the men, authorities said,

Bolivia achieves coca-chewing victory at United Nations BOLIVIA has achieved a victory in its campaign to decriminalise the chewing of coca leaves. It has been re-admitted to the UN Convention on Narcotic Drugs with a special dispensation recognising the practice as legal in Bolivia. Bolivia withdrew from the convention last year in protest at its classification of the coca leaf as an illegal drug. The chewing of coca leaves is a centuries-old tradition in Bolivia. Coca, the raw ingredient for cocaine, has been used in the Andes for thousands of years as a mild stimulant and sacred herbal medicine. ‘GREAT ACHIEVEMENT’ Fifteen countries objected to Bolivia’s special dispensation, far short of the 62 it would have taken to block the country from rejoining. UN spokeswoman Arancha Hinojal said objections had been received from the United States, Mexico, Japan, Russia, Canada, the UK, Germany, France, Italy, the Netherlands, Sweden, Finland, Portugal, Israel and Ireland. A US official said the administration continued “to believe it [the legalisation of coca leaves] will lead to a greater supply of cocaine and increased cocaine

Depp confirms role in Pirates of the Caribbean 5 JOHNNY DEPP has signed on to star in a fifth instalment of

the Hollywood film franchise Pirates of the Caribbean.

The 49-year-old will return as Captain Jack Sparrow, but

there is no word on other cast members and no director has been attached to the Disney project. The film is expected to be released in July 2015. Details about the script are being kept secret but it is thought screenwriter Jeff Nathanson, who is also behind Men in Black 3, has been working on it. There were rumours about him working on the script a week before the official announcement. It’s thought that Johnny is still working on The Lone

Ranger for Disney, so filming isn’t expected to start on the Pirates movie until 2014. The fourth film in the franchise - Pirates of the Caribbean: On Stranger Tides - which was directed by Rob Marshall earned just under £1 billion at the box office worldwide. Disney has also announced other movies release dates. The Muppets 2 will be released in March 2014. Ricky Gervais will star opposite the Muppets. The company also gave release details for George

Clooney’s new sci-fi epic 1952. The film will be released in December 2014 and will be directed by Brad Bird. Plot details are being kept under wraps. Angelina Jolie’s Maleficent will get a summer release in 2014. The film centres around the villain from Sleeping Beauty. Captain America: The Winter Soldier will open in cinemas in April 2014 while Guardians of the Galaxy will be released as a 3D movie and will be in cinemas in August 2014. (News Beat)

Les Miserables tops UK box office chart THE Les Miserables film had box office tills singing a happy tune over the weekend, recording three-day takings of £8.13 million in the UK and Ireland. Tom Hooper’s adaptation of the popular stage hit enjoyed the biggest ever UK opening for a movie musical, beating a record set by Mamma Mia! in 2008. The Abba-based stage-to-screen transfer took £5.2m in its opening weekend, with an extra £1.4m coming from previews. Internationally, Les Miserables has now taken more than $200m (£124.6m). “It’s fantastic to see Les Miserables become the top-grossing film at the UK box office,” said Eric Fellner, of film company Working Title. “We’re incredibly proud that this film, like the stage play, is proving to be a truly global phenomenon.” Life of Pi, Ang Lee’s 3D film of the Yann Martel novel, climbed one place to two, its weekend tally of £2.34m taking its overall UK and Ireland haul to almost £22m. Schwarzenegger says he is a better actor now This weekend’s action release, “The Last Stand,” will see Arnold Schwarzenegger return to a leading man role - the type of gig the 65-yearold actor hasn’t held in years. But his time away from Hollywood has actually helped him improve, Schwarzenegger told CNN at “The Last Stand’s” premiere in Los Angeles on Monday. “I got older. I got wiser. I experienced certain things as governor [of California] that helped me with my performance,” Schwarzenegger said. “I think I’m better today than when I left the acting field. I think the movie turned out really terrific and I was very fortunate to work with a director that is really good at pulling performances out of actors. Die Hard Director heading to jail DIE Hard director John McTiernan has lost his appeal to have a one-year prison sentence overturned for lying to the FBI in a wiretapping case. The 62-year-old was sentenced in 2010 after pleading guilty to lying over hiring a private investigator to wiretap a film producer. He had been free on bail while he appealed the conviction, however the US Supreme Court declined to review it. A judge is now expected to order Mr McTiernan to go to prison. After serving a custodial

sentence, the filmmaker - who also directed The Hunt for Red October and Predator - will be on supervised release for three years. Mr McTiernan was originally accused of lying about hiring former celebrity private investigator Anthony Pellicano to wiretap film producer, Chuck Roven, after they both worked on the movie Rollerball. The director initially pleaded guilty in 2006 after the FBI obtained a recording in which the men discussed the wiretap, but he later withdrew his guilty plea. (BBC)

Sheen hints of a return to ‘2.5 Men’ THE craziest thing about Charlie Sheen’s tiger-blood-soaked, “WINNING!” meltdown — er, “melt-forward”? Now that the crazy is nearly two years in the past, the ex-”Two and a Half Men” star is actually ashamed of his behavior. (Well, some of it, anyway.) When David Letterman asked last night if Sheen ever feels embarrassed when he thinks back on the spring of 2011, the actor answered the question quickly and matter-of-factly: “Of course. Have you seen some of those interviews? That stuff’s out there forever, man.” That said, Sheen still seems proud of his very public crackup’s sheer audacity. “I booked a 21 city tour in 33 days with no act!” he crowed at one point during the Letterman interview, sounding equally

incredulous and boastful. He also didn’t miss a chance to take a swipe at his old sitcom, even as he revealed that he’d like to return to the show for its last episode: “I am dead,” Sheen said, referring to the convenient subway accident that killed off his character at the beginning of season 9, “but so’s the show.” How’s that for a violent torpedo of truth? As funny as Sheen’s quip is, it’s not entirely accurate — CBS entertainment president Nina Tassler told TV critics last week that the network wants to bring Men back for an 11th season next fall, though a renewal has not yet been finalized. General Manager must possess a broad range of skills and be multifaceted. Provo Hockey League:

Munnings scores 10 in first playing week of 2013 – But Flames suffer mixed fortunes THE dominant Saunders and Co. Flames suffered mix fortunes when the Provo Hockey League continued after the Christmas break at the Graceway Sports Centre last Saturday. The Flames, who had just lost one game, last year, went down to nemesis the TCBC Pirates in the Midget Division of the league after they had edged past the Carib Gaming Panthers. Rajhan Munnings, who has had a sensational season thus far, continued his aggression with the stick with five goals in each game. Against the Panthers, the Flames won 7-6 with Tzar Brodber (also an assist) and Jeffrey Williams adding a goal each for the winners. Kennon Higgs netted four goals for the Panthers. The Flames, however, ended the day on a low with an 8-6 lost to the Pirates. Gabriel Diotte-Joly showed his experience with four goals and an assist while Christian Robinson with two goals and three assists and Myrhon Pereira with two goals, undermined Munnings’s fiver. MINI DIVISION There were two other players to have scored five goals. The Gansevoort Gators’ Zachary Scholar did so in the Mini Division, but, unfortunately, in a losing cause to

For the first time in my life, I’ve gone out of my way and personally secured a scholarship for an athlete from the goodness of my heart and have been made ashamed and a laughing stock by the recipient. But who loses? Definitely not me. I have nothing to lose; I’ve never been paid to secure a scholarship for any of my athletes. I’m personally responsible for acquiring at least $1M worth of athletic scholarships in the past. Can you imagine an individual not appreciating a $100,000 scholarship to prepare himself for the future? I’ve always said that without vision the people perish.

Nickson and Bovell were again in scoring mode with four goals and an assist each for the duo. Ricaldo Valcin finished with two for the Hurricanes. Meanwhile the PHL will host a poker tournament on January 26 from 7:30pm at the Tiki Hut. THE EPITOME OF IGNORANCE Around the end of last year, I singlehandedly acquired a full NCAA Athletic scholarship for high jumper Kivarno Handfield to attend one of the top universities in the USA— the University of Tennessee. Young Handfield was a bronze medallist at the 2012 CARIFTA Games in the high jump U-20 division. At the Panthers Track Club Meet on August Monday, he improved his PB record to 2.1M or 6 ft 11” yet he was not assisted in the right way. It literally pained me to see one of our national talents gone to waste. The government (interim) did not even notice him. The TCAAA forgot what he did for our country. The Sports Commission did not exist. But as soon as I acquired a scholarship for him and it became public knowledge, all the “black

I feel that the government should create a National Sports Council. Once again, Happy New Year.

Women’s Football League:

AFC Hurricanes move into second place – Cenary scores hat-trick THE AFC Hurricanes started off the New Year with an impressive 4-0 win over the Revolution Football Club owing to a hat-trick from Sarah Cenary. The win moves them to the second spot in the Women’s Football League (WFL). The Hurricanes showed their intent early as Cenary ran through the Revolution’s defence to open the scoring in the 4th minute. Cenary soon doubled the lead as she latched on to a through ball from Jacinda Alfrena and drove the ball home past the

outstretched hands of Marie Dorellus. Revolution tried to get back in the game before the half time break, but Gaya Smith did an excellent job in controlling the Hurricanes’ defence to restrict the Revolution to just the occasional break on goal. The second half continued in a similar vein as Hurricanes passed the ball around well and created several chances. However, strong defence from Joan Whent and Barbara Anderson kept the Hurricanes forwards at bay.

Eventually, Alfrena cut inside from the right wing and shot into the bottom left corner and then Cenary completed her hat-trick as Lilli Fenelus put the ball into the penalty area for her team mate to finish with a fierce strike. Revolution coach Paul Collis was pleased with the performance of several players but was disappointed that some of his more experienced players were absent. “I cannot fault the players for their efforts on the pitch but with a few key players missing, it was always going to be an uphill struggle”. Hurricanes Coach, Gerry Gregg, who was pleased with the win,

said that the team showed a high level of professionalism in how they approached the game. “The girls trained very well last week and prepared for this game like a professional team. They were relaxed and focused and supported each other on and off the field. If they continue in this fashion, maybe they still have a chance of taking the title” On Sunday (January 20th) there will be a double header as Revolution take on the surprise league leaders, the Strikers and Net Rockers face the Hurricanes in what promises to be an exciting and closely fought encounter.

Jaguars and Jam Turk into semis THE Guyana Jaguars and Jam Turk have joined Police in the TCICA T-20 cricket competition semifinals after victories last weekend at the Downtown Ball Park, in Providenciales. The Jaguars recorded a six-wicket win over Beaches while Jam Turk got past the bottom-of-the-table KB Homes by a similar margin. It was Christopher McFarlane who did the damage, as he blasted his way to a quick-fire 70. The burly batsman spanked 13 fours and a six in his innings for the Jaguars who were faced with scoring 173 for victory on Saturday. With the help of Nuwan Bodhinayake, who scored 30, the target was met in the 17th over.

Earlier Damian St. Ange had scored 54 (7X4s, 1X6) to lead the Beaches’ attack. Winick Caleb was the pick of the Jaguars’ bowlers with 3-16 from four overs while Terrence Thomas took 2-40, also from four overs. On Sunday KB Homes were dismissed for a paltry 109 from 14.3 overs after Glen Campbell snarled 4-15 from three overs. Craig James showed some resistance with 47 (7X4s). Jam Turk, who had lost four wickets, reached the total in the 15th over with Campbell leading the attack with 31. Paul McKenzie was the pick of the KB Homes’ bowlers with 2-16 from 3.5 overs.

S. Joseph had a huge doubledouble with 18 points and 15 boards, but it was E. Smith who led the scoring attack with 21 points and five boards. M. Williams assisted with 16 points, seven rebounds and three steals. E. Smith had a game high 23 points and 12 boards for the Stingers while L. Missick had 13 points, nine boards and three assists and T. Garland had 12 points, seven boards, six assists and five steals. Salt Cays Saltons recorded

a 62-51 point victory over the Cobras. A Williams had 15 points and four steals, while V. Forbes (also 12 boards, three steals and three assists) and D. Bootex had 11 points each. D. Santilien and M. Cox led the Cobras’ attack with 10 points and eight points respectively. In the other clash Tubbz Stars got past Truenos 59-53. S. Taylor dominated the boards with 19 rebounds to go with his 12 points while C. Ariza had 14 points and eight rebounds and O. Harvey had 12 points. F. WHEN the TCI national players march onto the Meridian Field this Saturday, it will be about pride and about making a historic step forward. For skipper Sean O’Neill, the NACRA Senior Men’s 15 Caribbean Rugby Championships against Jamaica, will be that “first step on the moon”. The first full sanction event by the International Rugby Board (IRB) in Providenciales should be a proud moment for all of TCI. For O’Neill it is extraordinary. “This game represents a phenomenal step forward in the development of rugby in the Turks and Caicos Islands. Every year we’ve continued to grow, first from the occasional touring side, touring ourselves, then annual touring games and representation at regional seven-a-side competitions. The high point of any Rugby Union is international 15 a side matches and now we get to take on Jamaica, a side that played in the opening match of the 2015 Rugby World Qualifiers last year.” SMART RUGBY O’Neill said that the players have been working hard to sharpen their skills for “a really challenging game”. He said that the key for the local boys would be to keep their heads up and play smart rugby. “It will be no surprise that the Jamaicans will be fast, we just have to be sure that we maintain the ball and are discipline in our defence and set pieces.” TCI would also have some young legs in the mix since three of the U-19 players, who represented these islands in Canada last year, have been selected. For O’Neill this is

Henry leads Steelers to big win THE Steelers started 2013 with a bang after their star player Cameron Henry scored 27 points in their 36-point blowout over the Cobras when action continued recently in the Provo Amateur Basketball Association (PABA) Night League. Henry also had eight steals, four rebounds and four assists in the 7236 point win. Support came from J. Forbes with 11 points. The GT Stallions got past the Predators 55-48 with Kino Williams

and I. Taylor (also nine boards) leading the charge with 13 and 12 points respectively. The Predators’ Roger Martinez led all scorers with 14, while teammate M. Taylor had 12 points. In another clash Top Shottas defeated the North Caicos Spartans 48-44. Calvin Dean scored 20 points and grabbed six boards for the winners, but it was E. Williams for the Spartans who led with a game high 27 points.
