Police inspector shot during failed robbery A UNIFORMED police inspector was shot in the arm as he made his escape from armed men at CIBC First Caribbean International Bank in Providenciales on Friday evening (January 17). Two men tried to rob the officer after he pulled up at the bank, then fired shots at his back when he ran from the building towards Leeward Highway. Doctors at Cheshire Hall Medical Centre treated him for the serious but non-life threatening injury and he has since been discharged. A motorist also escaped serious injury when a stray bullet flew through his car narrowly missing him. Police issued a statement on the attack on Saturday morning (January 18) describing the terrifying incident. It said that at about 9.33pm two men were seen in the area of a “financial institution” on Leeward Highway and gunshots were heard being fired. Police were dispatched to the scene and when they arrived they found their fellow officer with what appeared to be blood coming from his right forearm. He told officers that as he got out of his private vehicle which he parked in front of the bank, two

men carrying guns came from the eastern side of the building and shouted at him to drop what he had in his hand. They started shooting in his direction and as a result he ran through the parking lot towards the main road. The two assailants pursued him and continued firing shots in his direction, the police statement explained. During the shooting a bullet from one of the men’s weapons shot through a car as it drove past the entrance of the car park. The bullet entered the left rear window and exited through the front windshield of the vehicle which was heading in a western direction on Leeward Highway. “The motorist received a few scrapes on his face from the glass fragments. [He] went to the Cheshire Hall Medical Centre where medical treatment was received and later discharged,” the police statement said. The injured police officer was also taken to the Cheshire Hall Medical Centre where his injuries were deemed serious but not life threatening. He was treated and later discharged. of the attackers was provided. In a statement to the Weekly News on Thursday (January 23) Police Commissioner Colin Farquhar said that the Royal Turks and Caicos Islands Police Force (RTCIPF) is continuing to investigate the shooting. “This incident is very disconcerting since it highlights the aggressiveness and recklessness of these individuals,” he said. “The RTCIPF have conducted a number of successful search warrants in the last few days and various operations are ongoing.” His statement went on to say that because the officer was in uniform the force’s Professional Integrity Unit will review his actions at the time of the incident. Farquhar added that he will not be commenting on whether the inspector was on duty or off duty at the time as this will form part of the unit’s investigations. “The public are reminded not to carry credit cards, identification, or large amounts of cash that they do not need. Carry only what you need and when threatened, simply turn over your items,” he stressed. Debra King, head of corporate communications at CIBC First Caribbean International Bank, said: “CIBC First Caribbean regrets the incident that took place outside our branch at Leeward Highway and that a customer was injured in the incident. We wish the client a speedy recovery.” She explained that the bank is cooperating fully with the police on this matter and is therefore not at liberty to divulge any details. “We wish to advise any clients using our facilities, particularly after hours, that they should exercise every reasonable precaution to ensure their personal safety on entering, exiting and whilst they use the bank’s facilities,” she stressed. The RTCIPF is investigating the incident and officers urge anyone with information to call Crimestoppers on 1800 8477 or use the Crimestoppers online reporting page www.crimestoppers.tc. Opposition calls for a major investigation into healthcare MILLIONS of dollars are being spent on a healthcare system that is both inadequate and unregulated, according to the Leader of the Opposition. Sharlene Cartwright Robinson told media recently that she would be calling for a major investigation to take place to look into a plethora of problems. Meanwhile the Government remains quiet on the issue with no response forthcoming from the Minister of Health up until press time. During a press conference at the PDM headquarters, Cartwright Robinson listed huge gaps in the system which she said remain unaddressed a year after a return to democratically elected government. Insufficient primary care medication and equipment, a shoddy ambulance service, no publication of hospital audits and a lack of transparency were just some of the issues she highlighted. Meanwhile, she said, following a supplementary appropriation request for an additional $6.2 million, the budget now places healthcare as the largest expenditure, costing more than $61 million out of an approximate $200 million per year. “The state of healthcare in this country ought to worry the people,” the party leader said. “If there was one thing that the former Chief Financial Officer got correct was the fact that the system

is an albatross around the necks of the people of this country. “But what he failed to tell us at the time was the full picture and actual damage being done and the payments associated.” The Opposition Leader said that a number of questions have been asked over the past few meetings of the House of Assembly and the answers have simply created more alarm. “In our raising the issue of care received under this system, the

Government contracts to undergo intense scrutiny FOLLOWING a protest against a breach in the award of Government contracts in Middle Caicos, Cabinet has decided that these grants should now be reviewed jointly by the Labour and Government Support Services Ministries. The decision was taken at the January 15 meeting of Cabinet after Minister of Labour DonHue Gardiner raised the issue as a result of a protest on that island, a post Cabinet statement from the Governor’s office said. In the interest of transparency and fairness, Cabinet agreed that the two ministries would be reviewing the contracts. The Ministry of Government Support Services has now been tasked with reviewing the grant of the particular contracts in Middle

and North Caicos which were the subject of the demonstrations on January 13. Where it is determined that the contracts were awarded outside the established policy or that the awardee did not possess a business licence on the date the contract was granted, the contract will be cancelled and the awardee struck from the list of approved contractors, the statement read. The issue on Middle Caicos was brought to the public’s attention after a number of persons took to the streets to air their dissatisfaction with a particular contractor who was awarded a Government cleaning contract. The protesters alleged that the contractor hired non-Belonger labourers who did not have up

to date work permits to clear the roads of overgrown plants and debris. Shortly after the street demonstration, Minister Gardiner made a public statement, stating that he had dispatched persons to the area to investigate the claim. In his press statement he pointed out that contracts should only be awarded to individuals who are prepared to exercise hiring practices that would benefit the communities where the works are to be carried out. He further expressed dismay that the contractors would sideline and by-pass Turks and Caicos Islanders by their hiring practices and bring a Government programme meant to assist the unemployed to find temporary work, into disrepute. to lack of funds. “We have seen no audits on the hospital or the National Health Insurance Plan (NHIP) since it began its operation some three years ago,” she declared. Another concern is that a lot of money assigned to healthcare is being spent on undocumented residents, however under-18s are still paying for access to healthcare and the unemployed are only being covered for 90 days then not covered at all. In addition high costs are being paid to send certain cases overseas to countries such as Jamaica, US and the Bahamas. Her list of problems continued, including no comprehensive catalogue of services from NHIP and no solid information given on the merger of the National Insurance Board (NIB) and NHIP collection processes. “The Government just simply needs to tell the people the true position, set out how it intends to save monies especially since the Premier assures that there will be no loss of jobs,” she said. Vital equipment and basic lifesaving medicine is scarce in local clinics for primary healthcare, and residents in the family islands are often forced to borrow what they need. As highlighted in a recent Weekly News article, the ambulance service is decrepit and insufficient particularly outside of Providenciales. “In North Caicos recently traffic accidents received no visit from the ambulance and residents were forced to remove injured and place them on trucks,” the Opposition Leader said. “After the amounts that we are paying in healthcare, this is

unacceptable.” Other issues she listed included the lack of effort made to fill important management positions while medical students and nurses are left unemployed. “…the Health Regulatory Authority is not in place, the national lab is far from properly established…” Cartwright Robinson said that it is against this background, that the Opposition will communicate these concerns and others to Governor Peter Beckingham and call for a major investigation into the healthcare system. Next week from Monday (January 27) to Friday (January 31) the PDM party is hosting a radio show from 4pm until 6pm on 105.5 Tropical Vibes. The show gives members of the public the opportunity to call in to log complaints on healthcare either on or off air. In the meantime Opposition members plan to visit the constituencies to reach out to the public on a personal level. GOVERNMENT RESPONSE When asked for comment Premier Rufus Ewing directed the Weekly News to the Ministry of Health and Human Services. However Minister Porsha StubbsSmith did not respond to repeated requests for comment up until press time. The Government last addressed the issue of healthcare in the Throne Speech read by Governor Peter Beckingham in the House of Assembly on January 9. Beckingham said the Government is currently undertaking a review of the healthcare system at all levels and sectors with the goal of developing a healthcare reform strategy. He said it is continuing its conduct of the financial and clinical audits of the TCI hospitals, with the implementation of corrective recommendations to take place as deficiencies are uncovered. “My Government has as its goal the rationalisation and reduction of costs of various aspects of operation of the hospitals, as well as an increase in financial accountability and new revenue regeneration from medical tourism and other third party revenue sources,” he said. “My Government intends to introduce Health Professions Legislation which will facilitate the regulation of the standards of delivery of healthcare at all levels and all sectors.” He went on to say that the Government will amend the National Health Insurance Ordinance and continued 

Problems with healthcare

OPPOSITION Leader Sharlene Cartwright Robinson told media recently that she would be calling for a major investigation into healthcare. She listed a plethora of problems including insufficient medication and equipment, a shoddy ambulance service, no hospital audits and huge expenses. “The state of healthcare in this country ought to worry the people,” she told a press conference at the PDM headquarters. What are your thoughts? What are your personal experiences of TCI’s healthcare system? Do we need an investigation?

More education

Yes, I truly believe that there should be a thorough investigation. The hospital facility is beautiful and clean, but I don’t understand the continuum of care. My experience was caring for my sister recently. She was discharged from the hospital, but there was no homecare follow up or visit to see what were her homecare need. For one thing she could have used a bedside commode. I don’t know their purpose and/or their function for the community. Is it to care for the acutely ill, discharge them and then? I see a great need for patient education. Patients should be well educated in their diagnosis, prognosis, treatment plans, follow up care, etc. We need a healthcare system that provides primary care, tertiary care and long term care for all the stages of life and a well-informed, educated population.

Trial for man found with counterfeit note adjourned THE TRIAL for the man who is facing a charge of uttering a false bank note has been adjourned until March 24. Dominican national Hector Capellan appeared in the Magistrate’s Court number one on Thursday (January 23) before Judge Clifton Warner. Capellan was represented by lawyer, Beryn Duncanson of Duncanson and Co. The case was adjourned because the police investigating officer who was handling the case was said to have been in an accident on New Year’s Eve with the case file in his possession. Attempts have been made to locate the files but to no avail. The investigating officer is expected to return to work on January 30, so Judge Warner gave the Crown until February 10 to put together their case. Capellan was found using a counterfeit $100 note last year August at a variety store in Providenciales. (DH)

Stop it now

This is criminal mess. It needs a complete investigation from top to bottom and inside out. All the people are paying for it because the taxes put on us to pay its cost have raised the cost of food and goods yet anyone not employed is not covered. Our doctor leader avoids the health issue like the plague. He gave the health ministry to Amanda and Porsha who have no knowledge of health administration. The $60 million a year for 20 years for 30 beds and poor service is well over one billion dollars. Add in the co-pays, transportation and the out of pocket costs for medicines, and this system needs immediate cancellation

Eager for results

I believe that the ‘care’ in healthcare is sometimes missing when dealing with our system here in the TCI. I think that there should be an investigation so that the general public and those paying money into the NHIP could have a comprehensive understanding of what is being paid and how the money is being used. Many times, there is little or no acknowledgement while in the waiting rooms by hospital staff when one visits the hospital for care. A simple ‘Good day’ could go a long way. Personally, I thank God for private insurance and that I still have the ability to maintain that in 2014. So yes, I would support this investigation and I would be eager to see the results as well.

Lives sacrificed

Yes. Bring the investigations on. This is a criminal enterprise being operated under the disguise of healthcare. People are being murdered daily due to malpractice and maladministration and no one is checking. How can the current Government sleep at night knowing that the lives of its people are being sacrificed by individuals whose only goal is to satisfy the mortgagor debt.

Keep experienced ex-pats

Why not actually keep the expats until you have learned from them?

A bunch of noise

Just noise! At this time the Opposition Leader should let bygones be bygones and strive to work to get us out of the mess we are in. We did not get there yesterday, we got there when she was a member of the interim government, or did she conveniently forgot? And just in case she has forgotten, the current Government has been in power over a year, and what have we received from her? The same as now - a loud bunch of noise. Get with it, and try to be productive lady Opposition Leader! How do we fix the mess that we are in, now?

Doing a shoddy job

It is abundantly clear that since the ‘conductor’ is central to this $200 million cost overrun for two hospitals estimated to cost $30 million to build and equip – that is the real scam. Her Majesty’s Government is as collusive and corrupted, as they are the inept, greedy and incompetent people fleecing the people of the Turks and Caicos pretending to be health providers. The hospitals collectively function more as a band of gangsters out to get as much as possible as they can from the public while doing a damn shoddy job in treating people in need.

Why no ministerial outcry?

The ordinance under which NHIP was established mandates that audited financial statements be prepared and filed at specified intervals. We are now approaching the deadline for the third such statement, and yet even the first has still not been submitted. Notwithstanding the opinion of Hugh McGarel-Groves that the NHIP is an “absolute scandal”, it is hard to imagine that its financial reporting can be this far behind – unless, of course there is some hidden plan to keep the truth hidden from the public, who are the ultimate stakeholders in this programme. Why has the Government minister responsible for the NHIP not raised an outcry about these statements being unavailable?

Something to hide

From the outset, NHIP has pledged that its operating expenses would not exceed five per cent of its revenues, with the other 95 per cent being spent on the delivery of care. Is this limit being adhered to? How can we know in the absence of the audited accounts? We have had a double-pronged audit of the costs and quality of care under InterHealth Canada underway for several months now and yet nothing has yet been revealed. The financial auditors have delivered their interim report but are apparently waiting for the ‘approval’ of the Government and

InterHealth Canada before tendering it in final form. How can the auditees delay such a report indefinitely, and why would they be interested in doing so unless they have something to hide? The engaging of KPMG as an independent and objective body to examine the financial aspects of the hospital contract was a terrific first step – but why does it now appear that their findings are being muzzled? A thorough and detailed review of healthcare in the TCI is indeed necessary, but such an exercise will be futile unless it is comprehensive and its results acted upon, and such an investigation must also examine the extent and nature of, and the compensation for, the current Premier’s involvement in the setting up of the current programme and its hospitals.

Overpriced debacle

Utterly appalling, but as everyone knows the UK government will never reopen the whole issue of the hospital scam for embarrassing reasons. It’s certain the executives of InterHealth Canada won’t be enduring this, or be shunting themselves off to the Dominican Republic, Jamaica or Bahamas for their treatments. Interesting also that the MP mandarin responsible for the Islands at the FCO had to apologise to the UK parliament for stuffing fifty big ones in his back pocket for lobbying them on behalf of a medical supply company. So much for probity in leadership! As usual it is the public coughing up the cash for this over-priced debacle. Quite a joke really when you hear successive Governors prattling on about medico-tourism! The hospital looks pleasant and the staff work and try hard, but they are short resourced and cannot supply the five star service we are paying for. They deserve better. As to the miscreants behind it all, well that’s essence of it nowadays, image over substance, profit over lives and so the racket continues.

Poor record

Not only is this the most expensive health systems per person in the world, it has a poor record of treating patients. One after another sent to Jamaica - previously it was Nassau by the time they send some of them out they never come back. We thank the Lord every day we have not had to use the facility because the reports we get from our neighbours are disappointing. Several have given up and dug into their own pockets to take their people to the USA. This is another Canadian rip off as is the electrical monopoly. Both arrived with the present party in power. We have used a private clinic and paid out of our pockets.

Substandard ambulance service to get overhaul – But former director says it is not enough AN IN depth review of the department, a new director, new ambulances and more training are among the measures that will be taken to improve the country’s shoddy ambulance service. Porsha Stubbs-Smith, Minister of Health and Human Services, released a statement on Friday (January 17) explaining plans for a “revitalisation initiative” for the Governmentfunded department. But former director of Emergency Medical Services (EMS), Patrick Riel said that the changes are too little too late. The update comes just weeks after the Weekly News exposed failings in the vital emergency service that consistently put the lives of the public at risk. Insufficient numbers of workers, elderly equipment and badly maintained trucks were among the issues that were highlighted by former frontline employees. And it was all down to a lack of funding and cooperation from the Government’s Ministry of Health, they said. This week in response StubbsSmith said that the ministry would be embarking on various activities to strengthen the EMS department. She said the changes would “positively impact the EMS employees and most importantly the residents and visitors of the beautiful by nature Turks and Caicos Islands who depend on their life saving services”. The first change on her list was the recruitment of a new Director of EMS following the departure of Riel in December. He told the Weekly News that he resigned from his post of four years because the Government was unwilling to cooperate with requests for funding and improvements. “My role was constantly undermined and my professional opinion dismissed routinely,” he said. In her statement Stubbs-Smith went on to reveal that the ministry is currently in the process of purchasing two new ambulances – one for Providenciales and one of which will go to North and Middle Caicos. “In addition, a new project is being embarked upon to purchase additional vehicles for the islands of Grand Turk, South Caicos and Salt Cay,” she said. The minister explained that the entire EMS department will soon undergo an in depth review and a strategic plan will be developed to span the next two years.

Current staff will undergo additional training following the formation of a training agenda and will be certified in various areas of expertise. On top of these internal changes the ministry will start to promote the department and its services to the general public as well as offering it as an option for school leavers. “It is sincerely hoped that through all of these activities, the department will see an improvement in staff satisfaction and the delivery of services,” Stubbs-Smith said. “I would also like to commend the EMS department for all of their hard work and dedication thus far in delivering these crucial services to the general public.” This week ex-chief Riel commented on the validity of the Ministry of Health’s suggestions which he described as “vague and evasive statements and half-hearted measures”. He said the move to purchase new ambulances is important but simply a “band aid solution” and that the ministry must learn to look after its fleet of ambulances. Riel explained that the Ministry of Health does not have the expertise to review the ambulance service. “They have repeatedly shown disregard for the importance or role of this essential service as a part of the overall health care strategy. “They have never once asked for any data showing our operational statistics, response times, on scene times, patient status data, or patient care outcomes.” He went on to say that the ministry rejected or ignored every training initiative he previously presented. “If the Ministry of Health doesn’t understand EMS processes and can’t develop and maintain a system to care for its vehicle assets, it likely will not be able to develop an appropriate training regime for the EMS staff.” He stressed that the budget for training is robust and ample, but the department has never been permitted to use it.

“In addition as long as the Ministry of Health refuses to pay overtime, it is very difficult to motivate and encourage staff to participate staff in training and to take it seriously,” he said.

public volunteer programme, to the development of joint training with the police or fire departments, to public CPR training and school visits to the development of a free helicopter system to North Caicos, Pine Cay, and Parrot Cay, to any attempt to celebrate our tireless efforts to support the community at large at public events; the MOH has repeatedly chastised and discouraged these efforts.” Riel finally said that encouraging school leavers to become interested in working within the department is a very good idea, but staff were previously discouraged from visiting schools. He concluded: “These initiatives are all good things, but nothing new. The Ministry of Health seldom follows through with their statements and the staff generally have little faith in them. “The working conditions in Provo are still poor and after initial discussions going back to 2009, there are still no EMS services on the family islands and the busiest centre for EMS operations in Provo remains overburdened and in a state of disrepair.” (RB)

Multi-million dollar Shore Club project breaks ground FOR several years the TCI saw a significant decline in construction but that is all about to change with the development of the $100 million Shore Club in Long Bay. The official ground breaking took place during a distinguished ceremony on Friday, January 17 at the site’s nine acre beachfront location. Surrounded by dignitaries, special guest Olympic gold medallist Sanya Richards-Ross, almost the entire graduating class of 2014 and members of his team, Shore Club’s developer and CEO of the Hartling Group, Stan Hartling launched the project development. With hope that the project “signals a restart of economic growth in the TCI,” Hartling said that the company is “proud to be the first one coming out of the gates”. Hartling said that he has been anticipating the start of the project for seven years but it was delayed because of the world economy and challenges faced in the Turks and Caicos Islands. The huge economic downturn in 2009 caused them to lose sales, then a Commission of Inquiry arose delaying the process further. After investigations proved there was no wrong doing and they were given the go ahead, it took another two years to reengage and refinance, explained Hartling. Although it was almost like starting over, 60 to 65 per cent of the luxury development is already sold. Construction management and financial services of the project will be provided by DECCO, a Dart Enterprises company based in the Cayman Islands. Hartling said he is very pleased to have them join the development as they have managed some exceptionally beautiful projects. When completed in an estimated 20 months, the low-density development will feature 38 beachfront condos and six detached villas. Facilities will include three swimming pools, a wellness centre and spa, restaurant, retail stores, tennis court and non-motorised water sports. A predicted 200 jobs will be available after completion for everything that a resort needs. The construction process has been broken into about 16 contracts to allow smaller companies to bid and participate, he said. Part of what Hartling wants to do is empower Long Bay and create a balance of infrastructure in Providenciales. He also foresees more development coming into the section of the island, something he says will

add confidently to the growth of the community. The Shore Club is the third beachfront project for The Hartling Group; the two others are the awardwinning Regent Palms and the Sands on Grace Bay Beach. Involving and encouraging graduates With hopes of the project being a model of great success, he invited the graduating class of 2014 from high schools across the entire island. “I wanted you to see this sight empty… see a blank canvas…when you come back here you can see this place grow,” he told them. Hartling delivered a heartening speech, reassuring them that he wanted them to feel empowered and show them that the things they want to do can be done. He encouraged the students to be persistent and to keep dreaming, and explained the difference the project can make in their lives. Underlining the wide opportunities available in the industry, he also encouraged them to open doors for themselves by building relationships, networking and working hard. The students were not only able to witness the historic moment but some were lucky enough to participate. Some students from Clement Howell High School sang the National Song while a Raymond Gardiner High School student sang God Save the Queen. Also, two lucky students were selected to join the official team in the significant event of putting the shovels in the ground for the first time. Olympic gold medallist delivers motivating message “THINGS just don’t come over night and they don’t come gift wrapped to you ….that is how life is… you will have to work hard to get it.” These were the inspirational words of four time Olympic gold medallist Sanya Richards-Ross who left not only her autograph with the graduating class of 2014. Organised as part of the Shore Club ground breaking celebration and career fair, close to 300 students had the once in a lifetime opportunity to meet Richards-Ross up close. She was invited to be a part of the Shore Club ground breaking and career fair at the Regent Palms on Friday (January 17), facilitated by CEO of the Hartling Group Stan Hartling. “Ms Richards-Ross’ incredible achievements in sport and academics, combined with her commitment to promote literacy and numeracy through her Fast Track Programme in Jamaica, provide a perfect example of how hard work and a passion to

achieve a specific life goal can be accomplished,” Hartling said. The Jamaican-American Olympic track and field star, in her first visit to the TCI, delivered a motivating and captivating message to the students, urging them to pursue big dreams. “No matter where you’re from or how you look, all that matters is your dreams and your work ethics,” she said. She dared them to let nothing stand in their way because she too was born on a small island and has not let that hinder her dreams. Similar to the speech given by Hartling, she told them that “hard work is the differentiating factor in those that make it and those that don’t because there will be obstacles that will come up but you have to persevere and you have to believe in yourself”. Richards-Ross continues to have big dreams and wants to win one more gold in Brazil before she retires and ventures into other arenas. She is married to American football cornerback for the New York Giants Arron Ross, who also captivated a fair amount of attention

Scholarship fund gets $35,000 boost

A NOTABLE $35,000 was contributed to the Turks and Caicos Scholarship Fund by CEO of the Hartling Group and developer of the Shore Club Stan Hartling on Friday, January 17. The cheque was handed over to Minister of Education Akierra Missick by Hartling’s sons Ben and Sam at a career fair hosted at the Regent Palms. Quite fittingly, the presentation was made in front of the graduating class of 2014 at the event facilitated by Hartling to help empower and enlighten students about possible advancement for their futures. Hartling said the money contributed was based on a development agreement made with the Government to contribute $35,000 every year for ten years. Usually paid in June, the donation was given early this year. “We thought it would be nice to give it to Government early as part of the event so it’s in the scholarship fund now for more immediate needs,” said Hartling. Minister of Education Akierra Missick said that the contribution, which became customary before the current administration, will go to the consolidated fund to supplement the scholarship budget for 2014/15 school year. TWI withdraws deal to settle $100m lawsuit with TCIG

TWI expressed that in light of the Premier’s evidence to the court, the company sees no alternative but to withdraw forthwith the offer extended to the TCIG in its letter of July 25, 2013

TRADE Wind Industries (TWI) has withdrawn its offer to settle a $100 million lawsuit with the Turks and Caicos Islands Government, in a case in which the TCIG is a defendant. The decision followed a ruling by Supreme Court Judge Margaret Ramsay-Hale on January 16 staying the arbitration of the dispute, so that another matter questioning the appointment of Kenneth Rokison QC, an arbitrator appointed by the former Attorney General, could proceed to trial. In the letter of withdrawal - a copy of which was obtained by the Weekly News - the company noted its regret at the change in policy of the Government towards TWI (operators of the Conch Farm) as expressed in evidence submitted during the hearing on January 15, 2014. That evidence was a letter written by the Premier, Rufus Ewing to the acting Attorney General and dated January 13, 2014. The withdrawal letter went on to say that in light of the Premier’s evidence to the court, the company sees no alternative but to withdraw forthwith the offer extended to the TCIG in its letter of July 25, 2013, to which no reply was ever given.

summons in the court – in October 2013 – questioning the AG’s authority, under the 2011 Constitution - to institute, prosecute and defend civil proceedings on behalf of/against the Government without Cabinet’s knowledge or approval. In his affidavit to the court, he cited two cases in which the AG made decisions on behalf of the Government without consent. One of those cases was the action brought by Trade Wind Industries against the TCIG and former Governor Ric Todd. He told the court that Cabinet’s approval was never obtained to defend the proceedings and that it was never consulted by the Attorney General to ascertain its position on these matters prior to the AG’s decision to defend the actions. “To the extent it is necessary to state this explicitly I confirm that at no time did Cabinet instruct or consent to the appointment of the arbitrator by the Attorney General. “Furthermore in Action CL175/2012 the decision of the Supreme Court was appealed by the Attorney General to the Court of Appeal without reference to Cabinet,

“The offer in its entirety is hereby withdrawn with effect from the date of this letter and email,” it read. The withdrawal letter was dated January 19, 2014. The offer to settle the charges – in which the TCIG and the Governor are sued for breaches of leases, breaches of the development agreement of May 28, 2010, defamation and malicious falsehoods – only applied to the TCIG. The company had proposed to terminate all legal costs and exposure to the TCIG if it would agree to honour the terms and conditions of the existing development agreement and amendments that the Conch Farm operators signed with the TCIG, former Governor Gordon Wetherell and the Crown in 2010 and 2011. However, in September 2013, the offer met with resistance from the Attorney General’s Chambers, which Huw Shepheard occupied at the time. TWI contends that the Government did not give permission for Rokison’s appointment, while Shepheard claimed that as AG he did not need authorisation from the TCIG for the appointment. The Premier had also filed a

He added that he confronted Shepheard about his role in prosecuting and defending proceedings on behalf of the Government without Cabinet's approval. “The Attorney General's response was that he is independent of the Government and need not consult or seek Cabinet's approval. “I do not believe that this is a proper construction of section 41 of the constitution on which the Attorney General relies,” the Premier said. However, in his letter January 13, 2014 letter to the acting AG, the Premier stated it is not his position that it was necessary for the AG to refer back to Cabinet a decision that had already been taken by the interim administration. It went on to chronicle Ewing’s current understanding – as explained to him by the acting AG - that the decision to refer the lawsuit to arbitration was taken by the interim administration prior to the election in November 2012. He further stated that he accepts

that the authority given by the interim administration to the AG to refer the disputes to arbitration and to appoint an arbitrator on behalf of the Government did not cease on the election of the new Government. Ewing also noted that Cabinet has confirmed that the current disputes are subject to arbitration proceedings and that Rokison is to continue as the arbitrator appointed by Government and that the acting AG should take all necessary steps, including continuing the application to stay court proceedings in favour of arbitration. However, in her judgement delivered on January 16, Judge Ramsay-Hale in her stay of arbitration cited the Premier’s filing for judicial review regarding the AG’s authority in the TWI case as part of her decision to deny the Crown’s application to send the matter of Rokison’s appointment to be decided in arbitration. She also stated that the cost of the application should be awarded to the plaintiff and paid by the defendant. A request by the Crown to appeal her decision was also denied by the judge. (DI)

I have known some very wealthy folks and they do not seem to fare much better in this regard. Everyone arrives with nothing except their precious soul and we take nothing else with us.

Dementia and Alzheimer’s in the aged are said to be a bane but possibly those affected escape the reality of life when they cannot cope. This year the TCI will reach another milestone in a journey which began in late 2003 - the prosecutions of the activities of former government ministers, their families and friends. They have delayed justice at every way point, and there are many. No matter what your political persuasion this has not and will not be pleasant. No joy in the TCI because PNP has struck out yet again and this time big time. Justice must be achieved no matter how long it takes. I have a new revelation to

propose. There is a heaven! No golden gate or choir of angels but life fulfilled. As one matures you begin to think back on the mistakes you made and the opportunities you missed. “If I could only do it over, knowing what I know now.” That is a heavenly thought. I look forward in the afterlife to seeing my son and expressing gratitude to relatives and friends for all they did for me in life. Having a new opportunity for our souls to travel paths that in our lives we ignored will be a wonderful heaven that angels singing cannot equal. For all of us now, still the living, after the prosecutions, will TCI have a heavenly or hellish afterlife?

Agriculture projects Agreement for Provo and Middle reached over Caicos being reviewed National Stadium THE GOVERNMENT of the Turks and Caicos Islands is to pay $650,000 to the Education Foundation for back rent for the National Stadium with details of annual rent to come soon. Minister for Education, Youth, Sports and Library Services, Akierra Missick told the House of Assembly on January 9 that after several years of negotiations an agreement has finally been reached. She was at the time responding to questions posed by Opposition appointed member, Clarence Selver. “Will the Hon Minister be pleased to lay on the table of this honourable house a copy of the agreement reached on behalf of the people regarding the use of the National Stadium and will the Hon Minister further say how much is the amount paid as a rent annually to the owner of the land where the stadium was erected?” Selver asked. The Education Foundation – which owns the land the stadium was built on - took ownership of the facility some six years ago to force an agreement with the Government concerning ownership and management of the property.

“After long negotiations over several years, the Ministry of Education of the TCI have been able to settle the historic arrears issue that was filed in litigation against the Government with the Education Foundation,” Minister Missick said in response to Selver’s question. The monies to be paid out formed a part of the Supplementary Appropriations Bill recently passed in parliament. “We are currently in negotiations with the Education Foundation to finalise the terms of the annual lease of the stadium; these items have not been finalised yet and are currently with the ministry and the Attorney General’s Chambers,” Missick added. She said when the agreement is completed and the lease executed, a copy of the agreement will be laid before parliament. When contacted for comment on the minister’s statements before the house, president of the Education Foundation, Richard Savory would only say that things are proceeding nicely with the lawyers and that he hopes to have an announcement in about two weeks. Quinton Hall settles with the Crown QUINTON Hall has agreed to settle in a case in which he was accused of benefitting from the acquisition of $1 million from crooked Crown land sales. A statement from the Governor’s Office earlier this week stated that the criminal charges against Hall were dropped on January 16 following an application by the Special Investigation and Prosecution Team (SIPT) to the court. It read: “At the same time Mr Hall agreed with the acting Attorney General, as the Civil Recovery Authority for the Islands, to settle proceedings under the Proceeds of Crime Ordinance, by paying the sum of $95,000, plus $5,000 in costs to the Turks and Caicos Islands Government.” Checks with the Governor's Office as to the discrepancy in the figures quoted in the charge and that which Hall has repaid, indicated that the civil recovery order for Hall was calculated according to the benefit gained by the defendant from the offence. Hall and ten others were charged by the SIPT and all appeared in court on January 6 to answer to charges of corruption and money laundering. The charge against him was that

on or about May 15, 2006 he acquired $1,000,000 knowing or suspecting that it was in whole or in part directly or indirectly the proceeds of criminal conduct of an agreement to defraud the Government of the Turks and Caicos Islands. Hall was charged in relation to a 2006 sale of an interest in Crown land. The SIPT have also dropped charges against Jak Civre and Samuel Been after reaching agreements with the men in 2012 and 2013, respectively. Civre who was charged with bribery agreed not to resist the SIPT’s application for a civil recovery order. He paid the Civil Recovery Authority the sum of $4,750,000 plus $250,000 in costs. Been - on the other hand, while maintaining his innocence - settled with the Civil Recovery Authority in the sum of $825,000 last April 15 plus $50,000 costs. He was charged with conspiracy to defraud and acquiring the proceeds of criminal conduct contrary to Section 29 of Proceeds of Crime Ordinance 1998. The settlement resulted in the transfer of property owned by Been at Sammy Been Plaza on Providenciales to the TCI Government.

THE DEPARTMENT of Agriculture is currently looking favourably on three proposals for agricultural ventures on the islands of Providenciales and Middle Caicos. Minister of Agriculture, Amanda Missick told the House of Assembly on January 9 that her ministry is in the process of reviewing a number of proposals submitted by individuals interested in commencing operations on the two islands. Missick was responding to a series of questions posed by Opposition Appointed Member, Clarence Selver relating to the Government’s agriculture policy, applications for Crown land by Turks and Caicos Islanders for agriculture purposes and the type of ventures being proposed. The minister informed the assembly that the projects being

assessed favourably promote sustainable green energy. She said one proposal outlines plans for a greenhouse for crop production on Providenciales and a sustainable green energy goat farm for dairy production on Middle Caicos. The other two proposals are for a broiler poultry operation and a shrimp farm and processing plan, all on Providenciales. “The Crown land unit has received 11 applications for agricultural purposes, however the process associated with these applications is in its initial stage; the majority of them have not been forwarded to the ministry to be vetted,” she said. The Minister said of the three proposals being considered by the department, two are from expatriates and one from a Turks and Caicos

Islander. “All of the three proposals… being reviewed are considered by the Department of Agriculture to be good projects, so they are all favourable and good for the country. “However, there were concerns noted with a few of them, so we had to request clarifications and more substantiated information to enable us to make better judgement.” Selver also wanted to know if the Government’s agriculture policy is available to the public as yet, but Missick said that it is currently being fine-tuned. “With the advent of the new director, we hope it would be submitted to Cabinet by the end of March this year and once approved by Cabinet, the document will be available to the public,” she added. regulations to ensure that adequate healthcare coverage and access to healthcare at all levels are provided for all persons legally resident in the TCI. “To this end my Government will be relentless in our pursuit to ensure that, with regards to the NHIP, children under the age of 18, the unemployed and the elderly will be granted coverage, and that a pharmaceutical procurement programme is developed to provide medications at a cost effective price to NHIP community-based pharmacies.” INTERHEALTH CANADA In December 2007 former Finance Minister Floyd Hall and Health Minister Lillian Boyce signed an agreement on behalf of the TCI Government to see two new hospitals constructed. InterHealth Canada was contracted to design, build, equip, maintain and staff the buildings for 25 years at which point the responsibility will be handed back to TCIG. They hired Johnston International to build the $125 million facilities; work began in 2008 and was completed in 2010. Jill Magri, Interhealth Canada’s chief executive officer of the hospitals, told the Weekly News that the company continuously strives to meet the

healthcare needs of the country. She said the financial and clinical audits were both welcomed and staff have provided all information requested. As a result KPMG has completed its financial audit and submitted an initial draft summary of the findings to TCIG. “The hospital has also provided its analysis of and response to that summary draft; however, to my knowledge, a final document has not yet been fully discussed and/or released.” Meanwhile the clinical audit, originally designed to follow the financial audit, is presently within the remit of the Ministry of Health and Human Services, she stressed. A clinical audit vendor has been tendered by TCIG, but it is unknown to Interhealth Canada if a vendor has yet been selected. “InterHealth Canada and the Turks and Caicos Islands hospital continue to strive for full transparency in its operations and will participate fully in any ensuing investigations,” Magri stated. “As partner stewards of our nation’s scarce resources, we sincerely welcome the completion of both of these audits. “Further, if opportunities for improvement are identified through either of these vehicles, we will take every step necessary to best fulfil our mission to serve the healthcare needs of the Turks and Caicos Islands…at the highest quality and at the lowest

possible cost.” CONTROVERSIAL NHIP In 2009 the NHIP was established to gather funds for both the 24 year mortgage and healthcare provision. Enrolment is mandatory for all those who are employed or reside in the TCI including Belongers and expatriates. At the launch of the plan all legal residents in work had to contribute 2.5 per cent of their wage to the plan while their employers contributed a further 2.5 per cent. In 2012 the percentage increased to 3 per cent. In exchange participants are eligible to receive primary care, outpatient services, outpatient specialty care, day surgery and hospital care, diagnostic services, maternity care, ambulance services and outpatient drugs for chronic conditions. Drexwell Seymour, chair of the National Health Insurance Board (NHIB) which runs the plan, previously described it as a “comprehensive reform of the healthcare system”. However former Chief Financial Officer (CFO) Hugh McGarelGroves in June 2013 said NHIP is an absolute scandal and the biggest financial mess the interim administration had to deal with. Graduating class benefits from career fair CLOSE to 300 students from the Islands’ graduating class of 2014 got the opportunity to meet and mingle with representatives from more than 20 diverse local organisations at a career fair hosted at the Regent Palms on Friday (January 17). It was an exciting day for the graduates who were also treated to lunch and had the unique chance to meet and be inspired by Olympian Sanya Richards-Ross and Shore Club developer and CEO of the Hartling Group, Stan Hartling. Prior to the afternoon’s activities, they were also witnesses to the momentous ground breaking ceremony on the $100 million Shore Club site. All made possible by Hartling and his team, the events were in an effort to build a relationship between the students and businesses. Hartling explained that TCI is in “an age of opportunity and not prosperity” as it was in 2009. He said he saw it more promising to spend and celebrate by empowering the children then to entertain a bunch of adults with alcohol. Sitting on a business development committee recently, he said that they identified a lack of communication between upcoming students and businesses as a problem. Having recognised this, Hartling said he did not want to wait until the kids are out of school but rather find ways to cultivate reassurance and confidence before they leave. He said that solving the communication problem will reduce the issues of work permits because they will be able to hire people from the TCI. Both Hartling and four time Olympian gold medallist Sanya

Lunch was served by students from the Turks and Caicos Community College, while Director of Culture and MC of the event David Bowen kept it smooth and entertaining. It was a way to show them the large spectrum of professions out there as well as to help some of them with overcoming possible shyness, said Hartling. To motivate them further some great prizes were promised to students who made an effort to communicate and network with exhibitors. Firms which took part in the career expo included architecture, law, construction, retail industry, banks, the Government and tourism entities. Students were present from high schools on all islands except South Caicos and Grand Turk because unfortunately they could not get the planes coordinated to bring them over, explained Hartling. Deputy Premier and Minister of Education Akierra Missick told the students “the future is bright here in the Turks and Caicos Islands and your Government is behind you.” She reminded them that they were receiving an incredible opportunity and by just being there they could see the different elements of hospitality and how various organisations contribute to the function of the industry. Pharmacy manager Rachel Ramdin said that it is something that they have been wanting to do for the local community since they opened in 2010. The store now offers an expanded range of GNC products including vitamin supplements for children and adults, sports nutrition, weight loss, bodybuilding and other natural

diet products. There are products now available for every stage of life, even diabetic and prenatal supplements. Ramdin believes that even with a good diet supplements are important, especially for people living on the island since food coming in may not be as fresh and may lose some nutrients in the journey. She is excited about offering the new products also because there is a growing interest in nutrition and supplements, and natural ways of dealing with health problems.

To acquire the franchise, the company needed to demonstrate a demand in the market and the willingness and ability to conform a section of the store to GNC specifications. The popular nutritional line started in 1935 and is said to go through rigorous testing and be of very high quality.

Rotaract Club looks forward to a prosperous new year EXISTING and new members of the Rotaract Club were introduced to the public during a ‘meet and greet’ at the Edward C Gartland Youth Centre on Tuesday (January 21). During the event, the club took the opportunity to educate folks on the mission statement of the club, what it consisted of and why they should become a part of this non-profitable organisation. According to Sean Arthur Bassett, international service director and public relations director of the Rotaract Club, this was the first ‘meet and greet’ for the year and the second for the Rotaract term. “We wanted to show the public what the Rotaract is about and persuade them to join,” he said. Arthur Bassett said that the club currently consists of about 30 members at the moment and that they are looking to grow the club. “We are known as a community club because we

get out in the community to get things done and you also get to improve yourself as an individual and as a leader,” he explained. Arthur Bassett, who is the former president of the Rotaract Club ended his tenure last December. An election was held last that same month to elect a new president for 2014. Nikimo Williams was nominated by the majority of the Rotaract members, the Rotaract Board approved the nominations and declared him the president of the Rotaract Club for 2014. The club is expecting to have an even more active year and members are already preparing some activities to raise funds for the club. Prisoners learn how to control anger SIX inmates from Her Majesty’s Prison in Grand Turk passed an anger management course recently. On Tuesday (January 21) four of the graduates were presented with certificates to mark their success on the programme. The other two participants have since been released from prison and will be awarded their certificates at a

later date. The anger management programme was run by Reverend John Malcolm from the National Drug Unit, while Assistant Superintendent Meshelle Jennings coordinated the course. The inmates that participated in the programme said it helped them to develop new skills and coping

mechanisms to deal with difficult situations. The prison service thanked Reverend Malcolm for his and his department’s continued support. Next Tuesday (January 28) two additional workshops will be delivered - an adult session in the morning and a juvenile session in the afternoon.

Looking out for hummingbirds FEEDING hummingbirds is an easy, inexpensive and rewarding pastime. All you need is a feeder, table sugar, some water and you are all set. Here are some easy guidelines to get you started. The most important criteria when selecting a feeder are that it be easy to clean and easy to fill. In order to be a responsible host, you must keep your feeder very clean and full of fresh nectar. Feeders should come apart so that all parts are open and available for cleaning. Please do not underestimate the importance of this. Hummingbirds will eat from

anything with nectar in it, but they must be able to find it. Most hummingbird feeders have red on them because the birds seem to be more attracted to red than to other colours, but if your feeder does not have red on it, don’t worry. Just tie a piece of bright red ribbon. In nature, hummingbirds eat flower nectar for energy and bugs for protein. Flower nectar is 21 per cent to 23 per cent sucrose, regular table sugar, so it is very easy and inexpensive to make. Here is the recipe for making hummingbird nectar:

Mix four parts water to one part table sugar in a pan. For example, use one cup sugar to four cups water. Do not use honey, Jell-O or brown sugar. Especially do not use artificial sweeteners. Putting hummingbirds on a diet will kill them. They burn prodigious amounts of energy for their size and need real sugar. Do not use red food colouring. It is unnecessary and can harm the little hummers even in low concentrations because they eat so much nectar. Do not add anything else that you might think of. Just sugar and water, that’s all. Bring to a boil then remove from

the heat. Stir it while it is heating until all of the sugar is dissolved. Don’t boil it for long because that will change the ratio as water is boiled off. The reason for boiling is not to make syrup, but to drive out the chlorine in the water and to kill mould and yeast spores that might be in the sugar. This will help make the nectar last longer both in the feeder

and in your refrigerator. Cover and allow to cool before using or pouring into the storage bottle. We recommend making a large batch of nectar and storing it in the refrigerator in a two litre soda bottle (washed thoroughly first). This makes refilling the feeder so easy that you won’t mind doing it every few days.

What’s trending for spring? The 90s!

INGREDIENTS • 125g butter, softened • 100g light brown soft sugar • 125g caster sugar • 1 egg, lightly beaten • 1 tsp vanilla extract • 225g self-raising flour • ½ tsp salt • 200g chocolate chips DIRECTIONS • Preheat the oven to 180°C, gas mark four. • Cream butter and sugars, once creamed, combine in the egg and vanilla. Sift in the flour and salt, then the chocolate chips. • Roll into walnut size balls, for

a more homemade look, or roll into a long, thick sausage shape and slice to make neater looking cookies. • Place on ungreased baking paper. Either bake for just seven minutes until the cookies are just setting - the cookies will be really doughy and delicious - or cook for 10 minutes until just golden round the edges. • Take out of the oven and leave to harden for a minute before transferring to a wire cooling rack. • These are great warm, and they also store well, if they don’t all get eaten straight away.

MY FASHION spidey senses were tingling on this one and it brings me real joy to tell you that the 90s are back in business in time for the spring. Oh but wait, the

list continues. You will be seeing acid wash jeans more than ever, crop tops still going strong and for the rebellious souls, the occasional print of cartoon illustrations. Mostly of monsters. Yes, cute monsters. Shop the trend Remember anybody can wear fashion or ‘follow fashion’ but style is what you do with it. With that said, I have TWO goto places on island that for the most part, keep up with the latest crazes. La Femme in Saltmills, a new

comer to the game. They’ve managed to garner a decent following. Number two is what many refer to as Barbara’s Shop, another boutique located in Down Town, Provo with a good crowd of returning clientele. What about online? Do we really need gluten free? EVERY so often, a new trend pops up in the food industry and consumers go into a frenzy trying to ensure they are eating the food or nutrients that are trending at that particular time. A few years ago it was fibre, then omega-3s, now the hot button issue in the food industry and nutrition seem to be gluten. It seems like everywhere you turn you hear of gluten-free foods or a glutenfree diet. Everybody seems to be cutting gluten out of their diets. A few days ago I saw the funniest thing - I saw a popular cereal brand with “gluten-free” written in big, bold letters. The funny part was this cereal has always been gluten-free because it is made from rice - a naturally gluten free product! So, what is gluten and all the hype about? Gluten is a protein found in wheat, barley and rye. It is responsible for giving the elasticlike characteristic to dough. Gluten by itself is not nutritious per se but it is usually found in a lot of whole grain foods that are loaded with fibre and many vitamins and minerals. Eating foods with gluten is usually not a problem for the majority of the population but for persons suffering from celiac disease, eating anything with gluten may mean abdominal bloating, pain, gas, diarrhoea, and weight loss. Some people may not experience any of these digestive symptoms or, in addition to these symptoms, may experience anaemia, headaches and itchy, blistery skin rash. Celiac disease is a disorder of the small intestines where the body triggers an immune response to anything with the protein gluten. An immune response or reaction to the allergen is severe and something you have no control over. This immune response causes damage to the lining of the intestines so that vital nutrients are not absorbed. The only relief for celiac disease is to avoid the offender which can be done through a gluten-free diet. So, unless you have celiac disease, there is absolutely no need to eliminate gluten from your diet. Gluten is in many grains so unnecessarily eliminating it from your diet could mean the elimination of many other nutrients as well. Gluten and gluten-free are hot button topics right now. People report feeling more energetic or even losing some weight. This may just be a placebo effect. The food industry knows this so as consumers, we have to be extremely careful that we are not being taken for a ride. Knowledge is power!

Teeth grinding and clenching (bruxism) I'VE recently spoken with several patients who have all been experiencing similar problems with jaw pain and clicking sometimes also connected with aching in the face, head or neck. Although there are a number of possible causes for this, including injury or disease (such as arthritis) the most common cause is bruxism or the clenching and grinding of teeth. Typically people do this without being aware of it and therefore sometimes the cause of the pain is not immediately obvious. How do I know if I suffer from bruxism? It is often the case that people grind their teeth unconsciously at night and it is only when it is highlighted by a partner (often complaining about the horrible grinding noise while sleeping) that they become aware that it is happening. This clenching of the teeth and jaw can also happen whilst you are awake, without you really being aware of it. It is sometimes, although not exclusively, associated with situations in which you find yourself feeling stressed. The symptoms This ongoing clenching and grinding inevitably leads to problems.

Tightness and tension in the muscles around the jaw joint can give rise to pain, headaches, neck pain and clicking or locking of the jaw. If it continues over an extended period of time it can cause the teeth to become painful, chipped, become loose or literally to get worn away. In extreme cases it can destroy bone and gum tissue. If enamel is getting worn away this leads to the dentine being exposed and further complications, including highly sensitive teeth and an increased propensity to tooth decay and pain. The treatments The appropriate treatment for you will depend on what is causing the problem. By asking careful questions and examining your teeth, your dentist will be able to help your determine the potential source of you problem. Once causes such as injury or disease have been ruled out and

the diagnosis is bruxism then a first course of action is to have a night time mouth guard made. This is generally a firm, clear plastic device that is custom made for you and covers most of the teeth. Whilst not necessarily stopping the grinding completely it will certainly protect the teeth and will often make the grinding less pronounced. Another possible treatment that can help is Botox injections. You may have heard of Botox in relation to reducing facial wrinkles but Botox actually works by relaxing muscles. For the treatment of bruxism the Botox is injected into the muscle at the sides of the jaw and works to relax the muscle and so help clenching and therefore the pain subside. De-stressing It is also worth saying that stress is often a common factor amongst people that suffer with bruxism. Therefore taking steps to relieve the stresses in your daily life plus making a conscious effort to relax before retiring to bed, for example taking a bath or reading a book, might help you go to sleep in a more peaceful state of mind and therefore less likely to grind your teeth. It is very important that certain steps are taken before people leave their home each day for work or on a vacation. Make sure that you always leave your home looking like it is being lived in. It is also very important that you have a reliable friend or family member check your house each day. Make sure all your windows are locked and that good proper working door locks are in place. Each year people also leave messages on Facebook or other social networking sites that they will be away on holidays making an open invitation for a burglar.

Other steps can be taken in protecting your house. It’s a very good idea to place a TV or radio on a timer so that people will see a TV on or if they come to the door they can hear music playing. Steps should be taken as well to protect your vehicle from theft or the contents inside it. Take the time to place your items in a locked trunk and never leave the doors unlocked.

It’s also important while shopping to never leave your purse in a shopping cart. It only takes a few seconds to reach for an item. If you lose your credit cards immediately report them to the credit card companies. Make sure that while you are shopping you watch the clerk when you hand them your credit card and look at the receipt to make sure that you have been charged the proper amount. The Royal Turks and Caicos Islands Police Force (RTCIPF) would like everyone to take a stand in crime prevention. By working together we can reduce burglaries and thefts and make it safer for everyone.

Regional News Climate-sensitive diseases affecting the Caribbean CARIBBEAN countries, struggling to emerge from a slump in exports and falling tourist arrivals brought on by the worldwide economic crisis that began five years ago, have one more thing to worry about in 2014. Dominica’s chief medical officer, Dr. David John, said climate change and its effects are taking a toll on the health of people in his homeland and elsewhere in the region. “You have seen what is happening [with] the effects of climate change in terms of our infrastructure, but there are also significant effects with regards to climate change on health,” John said, adding that “these effects relate to the spread of disease including dengue fever and certain respiratory illnesses.” John said the Dominica government would be seeking assistance from international agencies, including the World Meteorological Organisation (WMO), to mitigate “the effects of climate change on health as it relates to dengue, leptospirosis and viral disease.” In late 2012, the Ministry of Health in Barbados alerted members of the public about a spike in leptospirosis cases. Senior Medical Officer of Health-North Dr. Karen Springer said then that five people had contracted the severe bacterial infection, bringing the number of cases for the year to 18. Springer explained that the disease, which includes flu-like symptoms such as fever, headache, chills, nausea and vomiting, eye inflammation and muscle aches, could be contracted through contact with water, damp soil or vegetation contaminated with the urine of infected animals. Bacteria can also enter the body through broken skin and if the person swallows contaminated food or water.

Caribbean countries have been debating the decriminalisation of marijuana after St Vincent and the Grenadines Prime Minister Dr Ralph Gonsalves, last September wrote his regional colleagues calling for a “reasoned debate” led by CARICOM’s political and civic leadership on the issue. Researchers say that the Sahara dust which comes in from Africa brings in not only the sand but also other pathogenic agents within the sand, together with some insecticides.

In recent years, dengue has also been on the rise throughout the Caribbean with outbreaks in Dominica, Barbados, Trinidad and Tobago, Puerto Rico and the French islands of Martinique and Guadeloupe, among other places. Professor of environmental health at the Trinidad campus of the University of the West Indies Dr. Dave Chadee told IPS there is ample “evidence that climate-sensitive diseases are being tweaked and are having a more significant impact on the region”. He said he co-authored a book with Anthony Chen and Sam Rawlins in 2006 which showed “very clearly” the association between the changes in the seasonal patterns of the weather and the onset and distribution of dengue fever. “There is enough evidence, not only from the Caribbean region but worldwide, that these extreme events are going to have and going to play a significant role in the introduction and distribution of these sorts of diseases in the region,” Chadee, who

previously served as an entomologist at the Insect Vector Control Division of the Ministry of Health in Trinidad and Tobago, told IPS. “If you look at the various factors that are associated with climate change, the first is heat waves. There has also been a reduction in air quality. You also see an increase in fires and the effects on people’s ability to breathe as well as the association between the Sahara dust and asthma which was demonstrated in Barbados and Trinidad recently. “The Sahara dust which comes in from Africa brings in not only the sand but also other pathogenic agents within the sand, together with some insecticides which have been identified by people working at the University of the West Indies,” Chadee told IPS. Dr. Lystra Fletcher-Paul, the Food and Agriculture Organisation (FAO) representative for Guyana, said she has no doubt that climate change has contributed significantly to some of the issues related to diseases in the region.

Bahamas: Background check on expat teachers create row – MoE don’t want any sex predators hired THE vetting process for expatriate teachers is a crucial tool for the Ministry of Education as past shortfalls have resulted in hiring teachers who were sexual predators, Education Director Lionel Sands revealed. Bahamas Union of Teachers president Belinda Wilson on Monday expressed outrage over attempts to organise the fingerprinting of expatriate teachers, whom she claimed have been subject to intimidation tactics.

“[Wilson] is claiming that the Employment Act says that it’s illegal, well that may be so, but the point is you can’t get a job without it because we need to know who you are. You come from Iceland, we don’t know who you are. We could be hiring a predator, and we’ve done that in the past, we’ve hired predators in the past. You know the consequences of that,” Mr Sands said. After talks with government over the matter for the past two weeks, Mrs Wilson said she broke her

silence yesterday when 15 teachers from CR Walker High School were bused to the Criminal Detective Unit to be fingerprinted that day. In a BUT press statement on Monday: “This is against the law, the Employment Act 2001 and when President Belinda Wilson called her to enquire about the matter (CR Walker president) she said she was busy and she hung up the telephone. “The BUT will not stand idly by and allow any member of our union rights be violated. The Government is in violation of its own laws.”

Bermuda Govt and Opposition differ on ways to decriminalise marijuana GOVERNMENT and opposition legislators in Bermuda appear to be adopting differing positions with regards to the decriminalisation of marijuana. National Security Minister Michael Dunkley said the proposal contained in the proposed Misuse of Drugs Amendment Act 2014, which the opposition Progressive Labour Party (PLP) is not likely to find support from government legislators. According to the amendment being proposed by the PLP at the upcoming parliamentary session, possession of up to 20 grams of cannabis will be decriminalised. But Dunkley, who is also Deputy Premier, has dismissed the proposal as “reckless and not thought through. “The average cannabis cigarette contains about half a gram of cannabis. If the PLP’s Bill became law, it would be legal for someone to possess 40 joints. This is outrageous and I refuse to believe that this is supported by the people of Bermuda. “For collaboration to be useful it must make sense and be reflective of reality and best practice. This is no more than pandering by the opposition and it fails both tests from the outset,” he added. But PLP legislator, Marc Daniels, speaking at a news conference, has disagreed with plans by the government to establish a task force to examine the merits and demerits of decriminalising the use of marijuana. He wants the government to act with urgency on the matter. “Bermudians, residents and guest visitors alike, who have been caught with small amounts of cannabis, have suffered life altering and devastating consequences for far too long,” said Daniels, who is also an attorney. “Bermudians have been prohibited from travelling to the United States and Canada, we have had our reputations smeared

and job prospects shattered due to convictions for simple possession of cannabis. “While we welcome the OBA (One Bermuda Alliance) for taking the lead in creating an island wide discussion with town hall meetings and presentations to come, we feel that such discussions should be limited to the aspects of legalisation and/or regulation, and that decisions concerning decriminalisation, or de-penalising small said amounts of cannabis, should take place with immediate effect”. Daniels said “there is an overwhelming level of support for such initiatives based on the feedback we have heard within our community that reflects the sentiment and contemporary mindset of our people today”. The opposition proposals would result in the law decriminalizing marijuana coming into effect in June this year. But Dunkley said introducing a Bill that did not have public input and did not meet several government aims was ‘simply irresponsible. “The people of Bermuda will recall that one of our principal objectives in the whole debate around cannabis is to eliminate the restrictions on travel to the United States that can result from a conviction and also to ensure that the United States Government supports our approach to this issue,” he added. World News India: Woman gang-raped on orders of ‘kangaroo court’ POLICE in India’s West Bengal state have arrested 13 men in connection with a gang rape of a woman, allegedly on orders of village elders who objected to her relationship with a man. The 20-year-old woman has been admitted to a hospital in a critical condition. Unofficial courts in India’s villages often sanction killings of couples deemed to have violated local codes. Scrutiny of sexual violence in India has grown since the 2012 gang rape and murder of a student on a Delhi bus. The government tightened laws on sexual violence last year after widespread protests following the attack. But violence and discrimination against women remain deeply entrenched in India’s staunchly patriarchal society. The suspects were produced in court and have been remanded in custody. They have not yet made any public comment. Police said the latest incident on Monday night was prompted by the relationship between a woman belonging to the Santhal tribal group and a non-tribal man from a nearby

village in Birbhum district. Clan-based village councils made up of local elders wield great influence over life in large swathes of rural India and often mete out punishments for offences deemed to contravene local traditions and mores. Although honour killings, sanctioned by unofficial courts that are common in parts of northern India, are unheard of in the tribal Santhal community, women are still treated as second class citizens. “The relationship was going on for almost five years. When the man visited the woman’s home on Monday with the proposal of marriage, villagers spotted him and organised a kangaroo court. During the ‘proceedings’, the couple were made to sit with hands tied,” Birbhum police chief C Sudhakar told the BBC. He said the headman of the woman’s village fined the couple 25,000 rupees ($400; £240) for “the crime of falling in love”. The man paid up, but the woman’s family were unable to pay, police said. The headman, who is a distant relative of the woman, then allegedly ordered the rape, Mr Sudhakar said.

Madeleine McCann case: British investigators request Portugal interviews AUTHORITIES in Portugal have received a letter from British prosecutors asking to interview people there in connection with the 2007 disappearance of Madeleine McCann, the authorities told CNN on Thursday. The letter was sent on January 10 by Britain’s Crown Prosecution Service, amid a renewed push to find the British girl who disappeared while on vacation with her family in the Portuguese resort town of Praia da Luz. She was three years old at the time, and the case prompted headlines around the world. The latest developments in the

case come about three months after new police sketches were released of potential suspects and UK police appeared in a TV appeal for information. The program prompted a flurry of tips, and police in Portugal announced in October that they would reopen the case. Since then, the Portuguese investigation has run in parallel with the British one. Pedro do Carmo, the deputy national director of the Judiciary Police in Portugal, said last week that the Scotland Yard investigation was focused on three people but did not give further details. Hundreds of protesters -- who have been clashing with police in the capital, Kiev, since Sunday -told boxer-turned-politician Vitali Klitschko they would suspend further action until negotiations were over, his UDAR party said in a prepared statement. US supermodel National Trust to create to hit the catwalk development management during fashion week plans for four sites BY DAISY HANDFIELD DEVELOPMENT management plans are underway for four of the TCI National Trust’s most visited heritage sites. During a press conference on Monday (January 20) at the Cheshire Hall Plantation, officials announced that these would include Cheshire Hall Plantation, Wade Green Plantation, Bird Rock Point and Little Water Cay. Mike Pollard, a representative of the Royal Society for the Protection of Birds (RSBP) in the United Kingdom, is assisting the trust in putting the plans together. He said their main objective is to make sure that these places, which are considered to have rich historical and natural interest, are conserved for the long-term benefit of all the country’s residents and visitors. Pollard, who will be in the Turks and Caicos Islands until the end of January, said that by the end of his visit he plans to have completed a draft management plan for each of the properties. The management plans usually have detailed programmes for five years and then they set a longer term vision for what is thought these

sites would look like in 25 years, he explained. “For Cheshire Hall we have been looking at what’s our long-term aspiration, what might we achieve, but also in the short term, what are the things we have to put in place immediately to make sure that it is effectively managed.” Pollard said that a long term goal is to make sure that these properties are sustainable and that they can be managed on a cost effective basis. “We want to build more support, long term for the conservation of this site with more investment from the Government and from grant giving bodies to ensure that this site is a real top heritage asset for the country. “We want to make sure that they can deliver a really good experience for people coming here [Turks and Caicos], so people really get a chance to learn from the guides, from the staff and some volunteers about what the sites are important for.” The RSPB representative said that another primary objective is to bring the Cheshire Hall Plantation buildings to life for visitors. “They are starting to crumble a little bit and people don’t only want to see the ruins, they want to know

more about how the buildings were used, what it was like here when it was run as a plantation…we want to encourage more people to come here.” A major issue that arose during the conference was the introduced cats and rats that prey on the iguanas on Little Water Cay, which threaten their long term existence. Pollard explained that visitation records to Little Water Cay have been kept since 2007 and on average the island sees about 12,000 visitors per year. “The challenge on Little Water Cay is to make sure that we can control or eradicate these introduced mammals so that the iguanas can be conserved and we can enable them to flourish long term,” he said. Pollard concluded that this has been an ongoing issue and the National Trust has been working with the RSBP to control this problem and hopefully eradicate the rats in the next couple of years, with the funding support of the European Union. Executive director for the National Trust, Ethlyn Gibbs, said that when the development plans are completed other stakeholders will be called on to support the project.

Brothers kayak 6,500km across the Caribbean TWO brothers who are undertaking an epic journey across the Caribbean in 19ft kayaks, stopped off in the Turks and Caicos Islands this week. Canadians Russell and Graham Henry have given themselves just six and a half months to paddle 6,500km from Brazil to Florida. This week the Weekly News caught up with the adventurers to talk to them about their amazing excursion. “We wanted to go on an adventure, to do something really hard, and it all fell into place,” Graham, 23, said. Twenty-one-year-old Russell, who started adventure tourism studies at university, said the idea came about when his tutor asked him to create his dream expedition. He pitched the idea to his brother who had just finished university himself and it soon became a solid plan. The pair sought sponsors and arranged their trip, but said it was not until they touched down in Sao Paulo, Brazil, last summer that it all began to feel real. They spent six weeks in the huge South American country waiting for their kayaks to arrive through shipping. Then it was a gruelling month of kayaking as they travelled 1,000km of coastline up to French Guyana, then another 1,500 up to Venezuela. “We kind of divided the trip into two sections, the American section which took us from along Brazil to Trinidad,” Russell explained. “Then in Trinidad we recouped and stayed there for a few days before we started the second section of the trip which is the Caribbean.” The boys both grew up kayaking

in Victoria, British Columbia, in western Canada and their parents were both guides and kayak fanatics. “We’re both good sea kayakers and very comfortable in the boats, so we can paddle in almost anything,” Graham said. The fearless pair told the Weekly News that so far they have not encountered any treacherous weather conditions or sea swells. “Our boat bounces around on the top and if we were to flip over we’d flip back up and we’ve got our spray skirt that covers us. We’re not invincible but we’re kind of durable.” During the journey the boys paddle for about 35km a day, eating as they go, then camp in a tent at night on land. Inside their boats they have

clothes, a tent, stove, pots and pans, food and drink for a number of days, VHF radios and SOS signalling equipment. Their longest crossing took 26 hours, and while they struggled with physical endurance at the beginning of their trip, they say that the mental endurance is the real challenge. “I didn’t think I’d be able to tune out for eight hours,” Graham explained, “and we banned music to make sure we’d still communicate.” The experience has brought the boys closer together, and they have even developed a chant they say together each morning before they paddle. They explained that their family back home have been worried for their safety but supportive. “The longer we go on this trip the

more confident people get with us. We’ve managed to silence the critics so far.” They said the best part of the trip has been the people they met along the way, particularly in the TCI. Russell and Graham set off on the next leg of their journey on Friday (January24).

Entertainment ‘Captain Phillips’ Oscar nominee gives back BARKHAD Abdi’s success isn’t going to be his alone. The Oscar-nominated “Captain Phillips” actor is already looking at ways he can take his newfound Hollywood fame and help others, he tells Parade magazine. The actor, who was born in Somalia and moved to the States as a teen, has plans to work with a humanitarian organisation called Adeso, which aims to change the ways people think about and give aid to Africa. “Adeso is an NGO organisation

that a good friend of mine works for,” Abdi tells Parade. “I had read about them and they’re trying to make things better. They’re trying to look for jobs for people and helping them. I totally respect them. My friend approached me and I chose to work with them.” In “Captain Phillips,” Abdi portrays one of the Somali pirates who hijacks a vessel manned by - you guessed it - Capt. Richard Phillips, who’s played by Tom Hanks. The film, directed by Paul Greengrass, is based on a true

story and is nominated for the best picture Oscar at this year’s ceremony. Abdi, of course, is also in the running for the best supporting actor Academy Award, an accomplishment made all the more special by the fact that “Captain Phillips” was his debut role. And while he’s thinking about the future and how this awards season could impact his acting career, he’s also hoping he’ll be able to take his success and share it with those in need.

Haiti begins preparations for national carnival in Gonaives HAITI officially launched the 2014 carnival season on Monday with a press conference at the Ministry of Culture in Port-auPrince. Following a trend of holding the country’s national carnivals outside of the capital, this year’s National Carnival will be held in the city of Gonaives. The 2014 carnival will be held under the theme “Tet Kole power yon Ayiti pi djanm,” or “heads together for a stronger Haiti.” The festival will run from

March 2 to March 4, with precarnival festivities hosted in Artibonite on Jan. 26, Feb. 2, Feb. 9 and Feb. 16. The Ministry said 340 hotel rooms had been listed for visitors. Last year, the country made an effort to certify small bed and breakfasts and guest houses for the carnival, which was held in Cap-Haitien, although it’s not yet clear how many such properties will be participating this year in the Gonaives area. The comedian will play the patriarch of a multigenerational family. The show brings the 76-year-old comedian back to the same network where his groundbreaking 1980s sitcom “The Cosby Show” had an eight-year run. “The Cosby Show” portrayed an upper-middle-class AfricanAmerican family, and it’s credited with helping revive NBC’s fortunes and blazing a path for other shows

JUSTIN Bieber was expected to be released from the Miami-Dade County jail on Thursday afternoon, after he was arrested early in the morning for charges including DUI and drag racing. He has a bond hearing at around 1pm. The pop star, 19, was arrested at 4:11 a.m., Miami Beach Police Detective Vivian Hernandez told the Daily News. “For his DUI charge it’s going to be a combination of alcohol and narcotics,” she said. The singer was stopped near the 300 block of 41st St., near Pine Tree Drive in Miami. He was driving a rented yellow Lamborghini and going “up to 60” miles per hour in a residential neighbourhood where the limit was 30. TENDER NOTICE FOR CROWN LAND The Turks and Caicos Islands Government (TCIG) is in receipt of a proposal to acquire a leasehold title over Parcels 60706/68 & 69, situate at Cheshire Hall and Richmond Hill, Providenciales, together comprising of 1.0, approximately – as shown and depicted on the MAP, Annex 1, attached, for a commercial related development. In the spirit of good governance and in keeping with Section 34 of Crown Land Ordinance 2012, we would like to open the tender process for competing tenders to this parcel of Crown Land. This process promotes transparency and helps to mitigate against favouritism and corruption; as well as affords the Government the opportunity to get the best value for the land. This is a professional position which has unit level responsibility to help students overcome problems that impede learning and to assist them in making educational, occupational and life plans that hold promise for their personal fulfillment as mature and responsible men and women.

• Liaises with school administrators to identify curricula needs, and plans to effect the necessary changes to the curricula • Coordinates the development of curricula for any new or expected educational programs and revises curricula for existing programs for both primary and secondary levels. • Coordinates the local adoption and purchase of textbooks to complement and revised or newly developed curricula. • Closely monitors the implementation of newly revised or developed curricula and give guidance where difficulties may be experienced. • Plans and directs staff development activities to meet teachers’ needs, which may evolve as a result of any newly developed curricula. • Constantly seeks to improve the quality of curricular offerings to address the needs of all children. • Works constructively in securing staff involvement and support for the development and implementation of instructional changes. • Organizes production and design of curriculum materials. • Performs any other duty as may from time to time be delegated by the Director of Education. • Adhere to all Public Service codes, rules and regulations

QUALIFICATIONS AND EXPERIENCE

• A Bachelor’s degree in Guidance and Counselling is essential. • A diploma in education and/or a Bachelor’s degree in social work or psychology is desirable. • The position requires a minimum of three (3) years working in a school in a related field to be able to respond effectively to the challenges of the job.

Saying he did not want to disappoint boxing fans around the world, Pacquiao on Saturday night challenged the undefeated American fighter to face him in the ring— and donate all the proceeds from their fight to charities. “I’m not desperate to fight him just for the sake of money or material things. I’m not the one seeking this fight; rather it’s the boxing fans all over the world,” Pacquiao told the Inquirer on the phone. Pacquiao said he was willing to fight Mayweather anytime, anywhere—even without a single centavo as prize money. “I am ready to submit myself to any kind of stringent drug testing,” the Sarangani congressman said. “Above all, I challenge him to include in our fight contract that both of us will not receive anything out of this fight. We will donate all the proceeds from the fight—guaranteed prize, should there be any, gate

receipts, pay-per-view and endorsements—to charities around the world.” Pacquiao said Mayweather should agree to such a fight— if the American was not afraid to meet him. The search is on for a history making legend THE search is on for a TCI athlete to become the first person in history to win a gold medal in the Commonwealth Games. We stand a realistic chance of realising this feat for the first time ever. What I’m envisioning is totally possible, yet it is a very tall order. The person that fits this bill will have to have the vision and ability to defeat some of the best athletes in the world. This includes defeating the whole UK, Australia, New Zealand, the Caribbean and most of Africa.

We have the potential to do just that, we must be focused and prepared as of now. There are at least 17 different

sporting disciplines contested by some 70+ countries and 6500 athletes. This competition is slated to be held in Glasgow, Scotland this year between the latter part of July to the first week in August. We have at least eight different sports that qualify— but without vision the people perish. The first time the TCI participated in these Games was in 1978 in Edmonton, Alberto Canada in athletes, rifleshooting and weightlifting. To qualify to represent the

TCI requires only that the person possesses a PRC. SAILING Olympic sailing is definitely a sport that we have the ability to be competitive in. We have an abundance of natural and raw talent. Our youths have been taught the basic, fundamental skills that would enable them to compete at this level. Also we have a wealth of veteran sailors who are legends of the sport in this country. Big names include: the Dean brothers and the Ewing brothers. All that’s left for them to do now is to commit themselves to the cause and task at hand. If Sir Duward Knowles and Sterling Cook of the Bahamas could have defeated the whole world some 50 years ago at the Olympics then we should feel that it’s quite possible a task from our end as well. MARTIAL ARTS In this country we have refined karatekas who have made their mark internationally in this discipline. We have youths who have done well and constantly continue to excel. I implore all of our instructors to make your marks now on the world scene. Specifically, I’m publically calling out Mr. Forbes of the Clement Howell High School, Mr. Patrick Musgrove and all of you advanced experts to step up to the plate and officially put the TCI on the map. As national/international

ambassadors representing the TCI you must set the example for your students. I know that you all can do it. Prove to the world that you have the intestinal fortitude and courage to stand upon the world stage representing our flag. While I’m at it let me not forget to call out Cardinal Porter to step forward.

in your sport you are classed by weight division. I’m sure that we have weight lifters here that can be competitive on the world stage. Do you have the guts and national pride to try? Remember no steroids. In 1978 Dee Brisco and Huge Wilson (deceased) showed that guts when they competed.

RIFLE SHOOTING I know that we did well in 1978 (Canada) in this sport. I’m calling on all of you veterans, including Mr. Albert Grant Sr., Mr. Lee Astwood and all the law officials who are qualified, to re-activate the national association and prepare to represent us at these games. In 1978 some of our shooters defeated some of the world’s best shooters at that time. I beg the question, “can you improve from your performance back then, or have you grown old/cold, having lost your competitive spirit and edge?” Personally, I believe that you can now prove to me, the entire world and yourself that you have become better with age.

TRACK AND FIELD Athletics is one of the original sports (in 1978) in which we competed at these games. Now the challenge is thrown out to you track and field athletes. This is one of the most prestigious Games in the world at the senior level. We cannot cry over spilled milk. Yes we’ve lost Delano Williams to GB and Teray Smith to the Bahamas. But yet have hope in the persons of Kivarno Handfield, our high jumper who now attends Lincoln University and long jumper Ifeanyi Otuonye who has the distinction of placing third in the Junior Commonwealth Games.

WEIGHT-LIFTING Again, I’m personally issuing this challenge to all of you weight-lifters to show us the stature of your intestinal fortitude. Organise yourselves into a national association. Become re-instated into the world governing body and earn your respect globally by competing in these games. The good part about it is that

Panthers on top, Lightning win and lose big THE 2013-2014 Provo Hockey League re-started last Saturday with the Grace Bay Car Rentals and Sales Panthers continuing their unbeaten run and the Coco Bistro Lightning stamping their authority on the J and W Constructions Hurricanes, before suffering at the hands of the Gracebay Resorts Surge. MIDGET DIVISION The Panthers recorded another big win in the Midget Division. In the feature battle last Saturday, at the Graceway Sports Centre, they got past the TWA Marcelin Wolf Pirates 7-1. Matthew Harnett led the attack with four goals and an assist while Darlius Coackley Jr added two and Gabriel DiotteJoly one. Greshan Been made two assists and Malik Cox one. Liam Delancy scored for the Pirates. In the other Midget clash

the BCQS Flames defeated the Scotiabank Sharks 6-3. Gregory Lewis and Valentine Antolinez led the winners with two goals and one assist each, while Watson Higgs and Daniel Forbes added one apiece. Simran Khalon finished with two assists. The Sharks were led by Alyssa Laing (two goals) and Cole Nickson (one goal and one assist). BANTAM DIVISION The Lightning defeated the Hurricanes 9-2 after Sebastian Turbyfield (four goals) and Carson Greatrex (three goals and two assists) exploded offensively. Joe Canham scored both goals for the Hurricanes, while the sharp shooting Orrin Campbell was held to a single assist. The Lightning’s celebrations were short-lived as the Surge handed them an 8-3 defeat later

in the afternoon. Bradley Ayers scored four goals and made an assist while Zarek Swann added three. Turbyfield (also an assist), Greatrex and Zach Scholar netted one each for the Lightning. MINI DIVISION In the Mini Division the Sailrock Lobsters edged out the Gansevoort Gators 2-1 with Sam Connolly and Kalhid Fulford scoring a goal each. The Gators got into the scorer’s book after Ronin MacLaren found the back of the net. In the second game the Digicel Comets and the Saunders and Co Owls drew 3-3. Joshua Saunders led the Owls with a pair, while Maddox Zaidan Madden added the other. Michael Saunders, Jayden Robinson and Gabriel Osmond scored for the Comets while Jack Blain added an assist.

Angelo Garland just missed the TCI national indoor 400M record held by Ifeanyi Otuonye.

Garland just off national mark, but breaks school’s 400M indoor record TCI’s US based athlete Angelo Garland fell just short of the national 400M indoor record when he competed last Friday at his Texas A&M University Invitational at the Gilliam indoor track at College Station, Texas. The freshman did however make his mark after breaking his university’s record. Garland, who holds the national junior 400M outdoor record (48.14s), ran 48.99s (twice around a 200M track) en route to

a fifth place finish in the race. Garland eased passed current student David Carrillo’s previous mark of 49.86s. Ifeanyi Otuonye is the national 400M indoor record holder. At the New Mexico Don Kirby Open in February last year he ran 48.82s. TCI born, Great Britain athlete, Delano Williams still holds the national 400M overall record. Last January (prior to switching allegiance) he ran 47.81s.

WIV Provo Premier League:

Sharks hand defending champs opening loss THE SWA Sharks are pumped up going into the second round of the WIV Provo Premier League (PPL) after defeating last season’s winners Cheshire Hall 1-0. In the opener last Saturday the Sharks were tactical in their approach and created a wall defensively, this happened after Cheshire Hall’s Samuel Nacius had an opening kick that hit the bar then the keeper. When Sharks gained possession they broke well and got Dadi, Rodrigo Torres and Emerson Barsotelli into the attack. The eventual winners converted after Barsontelli hit the wall on a free kick and followed up with a wellplaced shot. Also on Saturday the AFC Academy got past the Trailblazers FC 3-2. Elon Charles and Kelly Louima converted for the winners while an own goal added to the score. For the Trailblazers

Richcove and Romain Small found the back of the net. Last Tuesday Beaches, who returned to the PPL after a five-year hiatus, lost to the President’s Cup champions Rozo FC. Jackius Monfils netted a pair while Jackson Joseph and Yakubu Yussif scored one each in the 4-2 win. For Beaches Omar Chambers and Phenel St Jean were on target.

Co-Ed Slow Pitch World Cup:

TCI beat Bulgaria – Lose to France and the US THE TURKS and Caicos national co-ed softball team defeated Bulgaria, but lost to France and a US team when they competed in the International Softball Federation 2014 Co-Ed Slow Pitch World Cup on Thursday in Tampa Bay Florida. In the tournament, which was last held in 2005, TCI

opened with a 17-11 loss to France. Quimby Hall scored two home runs and had a RBI while senior women’s player Paula Virgil Stubbs hit a RBI which brought in the first two runs of the game. VirginStubbs told the Weekly News after the defeat that there were some simple mistakes that the team made.

VICTORY The team seemingly corrected their flaws as they enjoyed success in their next clash. It was Hall again who led the attack. He scored two home runs in his country’s first win at this level. The victory against Bulgaria was by a 9-8 margin. With TCI brimming with confidence they tackled a

powerhouse US team. The game was somewhat evenly match early and TCI managed to tie things up at 10-10, but then the home side scored 17 unanswered runs for a 27-10 run win. Virgil Stubbs said that overall the World Cup was an unforgettable experience for the entire side.

Battle of the undefeated: GT Stallions to meet Harbour Boys IT will be strength against speed. Island against island and the stakes will be high when defending champions of the Provo Amateur Basketball Association (PABA) Night League the GT Stallion battle rivals the South Caicos Harbour Boys in the battle of the undefeated on Saturday night at the Gus Lightbourne Sports Complex. At press time both teams were 5-0, the only undefeated in the league, but the GT Stallions were expected to play the TCI Supersonics (a game they are favourites to win) on Friday night.
