Simons fires back at Governor Todd’s claims of $10M deficit – Says TCInvest had reasonably healthy net position – Maintains that agency could have been reorganized and continue operations By Vanessa Narine The debacle over the closure of TCInvest continues with the Chairman of the Board of Directors, Mr. Oswald Simons, firing back at Governor Ric Todd’s statements over a deficit of $10M. According to the Governor, the accrued losses from TCInvest’s social lending strategies, although “laudable as an endeavour”, have left a widening financial deficit, which could well leave Turks and Caicos Islands Government (TCIG) with liabilities approaching $10 million if “action is not taken quickly”. However, Simons says the record will show that when the decision was taken to scrap TCInvest there was no deficit of $10M; rather the agency had over $1M in cash and a healthy net asset position. “An unbiased analysis of the Agency’s balance sheet will indicate that there is sufficient capacity to minimize the potential shortfall in the banking division if there is an orderly winding down of the operation,” Simon said. According to his statement, the public announcement from the Governor’s office has created a situation where borrowers are questioning whether they should repay their indebtedness if the Agency is to be shut down. Simons said, “This could have the negative effect of very rapidly escalating the non-performing portfolio thereby fulfilling the

The Governor was called out on the fairness of actions taken during the investigation, which he told the public was ongoing. At a mid-December press briefing Todd gave his assurance of the impartiality of the probe, adding that those involved are back on the job. Franklyn, reportedly, returned to his post some days after the incident. At that press briefing, Todd said, “I think the procedure is a procedure, which is sensible and right in the circumstances.” The concern observers now have is whether this matter will share the fate of previous legal matter involving a high-ranking British official, who caused the death of a young girl on the island.

Attorney-at-law and leader of the Progressive National Party (PNP), Mr. Clayton Greene, at his Wednesday press briefing, made an appeal for the people of Turks and Caicos to band together or risk having elections pushed as far back as 2014. He argued that the Interim Government, through the SIPT, is not only criminalizing the people of Turks and Caicos, but targeting persons who are leading political parties in a direction that does not meet their approval. The PNP Leader stressed that the islanders must band together, as the issue at hand is bigger than partisan politics.

“To those in the Administration and elsewhere who think that my arrest will some how make me less critical of an incompetent, arrogant, and vindictive Administration or for that matter cause me to fail to make public my belief… then you don’t know me at all and you are sorely mistaken as you will come to see,” Greene said. British Minister Alan Duncan announced in December that elections will be unlikely in 2012, as was originally slated. He noted that the disintegrating state of TCI finances, as the primary factor preventing hosting of national elections. The islands have to meet a $20M surplus by 2013

before elections can be scheduled, according to London. Also, on Tuesday, British Foreign Minister, Mr. Henry Bellingham, told the United Kingdom parliament that Islanders can expect to go t the polls in 2013, if the islands continue to make progress with tackling the fiscal crisis. However, the Governor’s Spokesman, Mr. Neil Smith, told TC Weekly in an invited comment Thursday afternoon, that Bellingham made a mistake, one that has been corrected in the Hansard, the official record of the Parliament’s proceedings. “There has been no change. Once the milestones are met we will have elections in 2012,” Smith maintained.

I will not resign – Greene claims absolute innocence after arrest – Says Brits on a mission to tarnish the reputation of islanders By Vanessa Narine Attorney-at-law and leader of the Progressive National Party (PNP), Mr. Clayton Greene, insists that he will not resign, following calls for him to step down by a group calling themselves the PNP Militia. He maintains that he will not agree to any such request by a group he is unfamiliar with. Greene was arrested Tuesday afternoon by the Special Investigative Prosecution Team (SIPT) on suspicion of money laundering; a charge he maintains he is “absolutely innocent” of. On Tuesday afternoon, SIPT disclosed that a 47-year-old male was arrested and questioned under caution and bailed to return to the SIPT offices on February 7. At a press briefing on Wednesday, when asked about a possible resignation if charged, the PNP Leader noted that a resignation is not off the cards, as at that time the some assessments as to the way forward for the party will have to be made. “To those who would wish to see the PNP obliterated from the political landscape and are for that reason reveling in the news of my arrest you have my sympathies. The PNP is much bigger than me or any single politician. It is here to stay and will outlive all of us,” the party’s Leader said. Greene stated that, notwithstanding contrary to advice both legal and otherwise, he ultimately decided to cooperate with SIPT and agreed to be interview under caution. He said, “I feel that if I am to continue to be true to my duty to always be truthful and open with the people of this Country then I have no choice but to corporate. In a corruption investigation, however prolonged and expensive and sometimes unfair and one-sided it might be, I do not have the luxury of hiding behind a right to silence…I am the one asking the people of this Country to trust me and to have faith in my judgment and in my character and this is something they cannot do if in the circumstances of a corruption investigation I am seen not to be cooperating.” ABSOLUTELY INNOCENT “This is an absolute serious charge and I am absolutely innocent…I am insulted at the suggestion that I may

be involved in corruption. I have done nothing wrong…I am happy to let them (the SIPT) do their work,” he said. The PNP Leader gave his side of the story and explained that last December he was approached by SIPT, who wanted to do an interview concerning funds amounting to US$1 million, which his cousin, Mr. Quinton Hall, received for his 2006 sale of a his interest in Crown land. “I did not act for Quinton Hall in the sale, however his proceeds of sale did come to a trust account which my firm operated at TCI Bank and from which I disbursed the funds on Quinton’s instructions. The relevant funds were drawn on the account of a reputable institution in the Turks and Caicos Islands held at a commercial bank in the Turks and Caicos Islands and I had no reason to suspect that they were anything other than clean funds. When I deposited the funds into my account, its source was declared to the bank and the bank did not question me further on it. I also had no reason to doubt that the transaction was anything other than legitimate,” he said. The politician added that many people some of them Englishmen made millions trading in Turks and Caicos Islands Land and concessions that ought otherwise to have brought benefit to Turks and Caicos Islanders. He said, “All of a sudden when Turks and Caicos Islanders benefit it has without more, become criminal. I believed then as I do now, that these funds were 100 per cent legitimate and the investigators have not said anything during the interview to persuade me that as regards the transaction with which my firm was concerned that i was mistaken in that belief.” SMEAR CAMPAIGN The PNP Leader charged that the British are on a mission to tarnish the reputation of Turks and Caicos Islanders. “That cannot be right and it certainly is not in the best interest of the Turks and Caicos Islands and we should continue to fight against it at all cost,” he stressed. However, he noted that while the actions of the Interim Administration cannot be controlled, the responses to them could. Greene said, “We should never allow them to divide us. My fellow Turks and Caicos Islanders let me assure you that I have been honest in

all of my dealings both professionally and politically.” He stated further that he feels victimized and stressed that the only reason he sees plausible for him being investigated is his involvement in the administration under former Premier Michael Misick. “The SIPT cannot be convinced of my guilt,” Greene posited.

Greene maintained that there is the relevant money trail that indicates where the money went, which makes clear that he had no dealings in a wrongdoing. “I don’t see what I can be possibly charged with,” he said. Greene, when asked, noted that on February 7th the possibilities are that he may be asked to come back,

subjected to further questioning or charged. Following an enquiry that reported a “high probability of systemic corruption” being perpetrated, allegedly in particular by the Island’s former Premier Michael Misick, several prominent officials have become targets of the SIPT’s investigations.

PNP Militia calls for Greene’s resignation – Leader declines “faceless request” A group touting themselves the PNP Militia has called for the party’s leader, Mr. Clayton Greene, to resign, but Greene has since declined what he called a “faceless request.” In a letter to the PNP Militia, seen by this newspaper, Greene says, “When a request for the resignation of any leader is made, that those making the request be brave enough to identify themselves and not hide behind masks and meaningless names…your faceless request for him to step aside made not 24 hours following his arrest is respectfully denied.” In the letter, Greene notes that the country is at war with political leaders; particularly those who are prepared to stand up and speak out

against the injustices of this current regime. According to the letter, those who are willing to fight the “evil regime” are the subjecting themselves to all manner of abuse by “an unchecked Executive,” where the abuses include arrest, charge, and imprisonment. “If you would remove the mask from your face, you will quickly see that,” the letter said, “The war, my friend, is against those who seek to cripple our economy, to stifle the growth of our middle class, to repossess our land and render us a country of tenants paying rents to white men, to dismantle our institutions, to take over our parliament and deny us representation, to burden us with

unbearable taxes, to criminalize us all; and thereby remove from our children those examples of Turks and Caicos Islanders that engender in them pride and a sense of place.” The PNP Leader called for the members of the PNP Militia to join him in fighting the real enemy. The letter read, “The Leader of the Progressive National Party will not run and hide at the first shot of battle as you suggest he does. He will not be silenced by the declaration of war. This country needs soldiers, men and women of strength and courage. People who understand that in war there will be casualties and are prepared to take that risk. What we do not need and ought not to tolerate are frauds – self proclaimed militia men.”

Best Permanent Secretaries for TCI? THIS week, the five new Permanent Secretaries who were chosen from a sea of 30 applicants to run the government were formally sworn in. What do you think of the selection? Are they the best of the lot? Was the selection process fair and transparent?

A step forward I believe the interim government is trying to put

in the most honest, competent people they can find (who will take the positions). They have no incentive to do otherwise. I do not know if these are the right people, do not know any of them, but I do not see any of the ‘old gang’ among them. This is a step forward. If the 30 candidates were made known before the final selection, and if applications were invited from all quarters, that seems to me to be sufficiently transparent given the current political climate. In the future, under an elected government, such selections could be made after public input.

How do we know?

The thing is, how do we know if the best were selected for the Permanent Secretary jobs when we never knew concretely who was in the running. I say we would be wrong to speculate without that information. Should we have had it? Perhaps, but it concerns me more that we have to deal with the stubborn British another year or more.

No transparency The selection of these somewhat notorious people raises questions and settles little. For one of the few times advocates of both political parties seem to agree that they are all bad choices. Is the

interim government trying to tell us something ? Four out of five are woman and the one man is of Haitian heritage. The PNP party advocates are critical of the choices because they have all shown loyalty to the FCO run government which at this point in time is not the PNP agenda. Perhaps silently they are celebrating. From the PNP leaders down to their scribes they are currently damning anything the FCO is doing . The PDM folks who still have a voice have labeled all the choices as card carrying PNPs. If this is true will the new secretaries be in the next wave of prosecutions or in the third wave ? Only McAlester Hanchell loves the choices and he is in the SIPT cross hairs. One comment we heard was the PNP wins the Permanent Secretaries and loses TC Invest. We don’t believe this governor has been here long enough to know how to achieve balance. After three years Wetherell still did not know. Since we have heard no official word from the PNP as the courtroom looms we also have heard nothing official from the recycled PDM leadership. We wonder how well these appointees will work with any future elected government. Of paramount concern was the selection process. No transparency at all just the classic bums rush. How could the newly arrived CEO contribute anything to the selection process yet he was given a seat. Neither the Forum or Council were consulted and they are the people who could have helped the governor. They know who is who. Meanwhile Mister Jones the loser of 45 million

in hidden invoices and was just used as an excuse by Minister Duncan for the broken budget. A budget put together without consultation by Jones and Wetherell. It is becoming obvious good old British loyalist Jones who is otherwise a known PNP is in line for Deputy Governor. This is all beyond understanding and logic. We shutter at the thought of who will be picked for undersecretaries maybe a belonger in need of a job, Lisa Raye !

Puppets

I think that the new Permanent Secretaries are nothing less than puppets. The Brits know that the selected five are not popular people - they are persons who normally are unwelcoming to deal with on a professional basis. I can only imagine how power will corrupt them. I guess they picked the right “yes sir” house slaves! Too bad for the people of this country who thought we were going get fair minded people who were capable of making independent decisions! The interim admin disease continues.

Except for the publicised ten short listed candidates, I do not know who the other 20 candidates were so it is difficult to say whether they are the best of the lot. I am quite sure there are so many other qualified persons who never applied for the positions. I must admit however, I was surprised with one of the five selected candidates; however, it is so easy to judge one from the outside. Perhaps these individuals have performed well on their jobs. I hope the selection was not made entirely on an interview and presentation. There are some that do well on an interview but when it comes to job performance, they perform poorly.

I am still puzzled though as to how the allocation of the ministries was assigned to some of the PS. I think that in order for the public sector to be a success, we have to ensure that we have the right people in the right positions. Therefore, I would have assigned Health and Education to Clara despite what the critics said about the mismanagement of scholarships under the previous administration. I would have assigned Environment and Home Affairs to either Judith or Wesley given their relevant background in the environment. Personally, I would have given it to Wesley and give Judith Border Control and Labour. I would have retained Susan Malcolm with the Ministry of Government Support Services. I am still unsure as to why the government went through the process of the Permanent Secretaries. If you are trying to get demote or terminate an employee, then be upfront and advise them of their non-performance or put them on a development plan. Because of the uncertainty and the retention of some of the Permanent Secretaries, I am not sure the process was fair and transparent. I was also surprised of the two individuals from the private sector that were selected to be a part of the interviewing panel. There was no one from HR, no one from the public sector. I also understood that the questions on the tests were so inappropriate for the Turks and Caicos and so I am convinced it was a test for UK Permanent Secretaries. I wish all five Permanent Secretaries the best and I hope they truly are given the autonomy and empowerment to lead and manage their ministries without major interference from the UK advisors or the Governor.

‘Considerable progress’ with milestones - Governor CHANGES to the government’s legal and administrative processes are surging ahead, the Governor announced on Thursday (January 19). The news came as the first quarterly report outlining progress against TCIG’s milestones was made public. The milestones are designed to restore principles of good governance, sound financial management and sustainable economic development. Once all eight milestones are reached, a goal predicted to be achieved later this year, general elections will be held to return power to the people of the TCI. Governor Ric Todd said: “The achievements made against the milestones so far are the result of a real team effort across the territory. “I believe that we are going in the right direction. Ministers made clear in Parliament

earlier this week that elections will be held this year if the milestones are met.” The milestones were set out by the FCO minister Henry Bellingham and DFID minister Alan Duncan in a joint written ministerial statement to the UK Parliament on December 9, 2010. The Governor since grouped the milestones into two distinct sets each containing four. The first group has distinct end products, including implementation of a new constitution order, ordinances for the regulation of political parties, integrity and accountability in public life, a new process for achieving Belonger status and a new Crown land policy. The remaining four milestones represent changes to the way things were previously done and set out processes for developing continuous improvement in civic life. These milestones include the establishment

of robust and transparent public financial management processes, the creation of a stable economic environment and the TCI Government being on track towards achieving a financial surplus by March 2013. They also seek to introduce significant progress in the criminal and civil processes recommended by the Commission of Inquiry and substantial reform of the public service. In his first quarterly report Mr Todd revealed that “considerable progress” has been achieved since August 2009 in response to the Commission of Inquiry recommendations and the milestones. “I must thank the Advisory Council, Consultative Forum, other stakeholders such as civil servants, citizens and the islands’ media for their part in delivering key activities and stimulating public consultation and debate,” he said.

“Inevitably, on occasions, there have been differences of opinion. This is to be expected and is a normal part of a mature and constructive dialogue between an administration, its advisers, stakeholders and the community. “What remains important is our joint and continued commitment and determination to meet the milestones and achieve lasting positive reform for the good of the Turks and Caicos Islands.” During 2012 progress the Governor will meet with the community and produce quarterly reports to be submitted to UK FCO ministers. The ministers will inform the UK Parliament when they assess the milestones have all been met and the Foreign Secretary will authorise the Governor to put the new constitution into effect.

Closure of TCInvest absolute rape of the territory – PNP’s Greene – Administration comes in for more flack An absolute rape of the Turks and Caicos territory, were the words given to describe the move by the Interim Government to close TCInvest by attorney-at-law and leader of the Progressive National Party (PNP), Mr. Clayton Greene. Greene, addressed the issue Wednesday at a press briefing at his Stanfield Greene law office, where he maintained that the administration is playing “fast and loose” with the future of the islands. He pointed out that no consideration was given to the fact that, despite the shortcoming of TCInvest, the agency could have been restructured and continue to fulfill its initial mandate – which was essentially to offer financing to those unable to secure assistance from

mainstream banking institutions. “TCInvest helped the poor become less poor…it improved the lives of islanders,” Greene said. The PNP Leader added that he knows all too well the benefits TCInvest brought to the average island. Greene said, “I know firsthand the benefits because as a student I was able to get help from TCInvest.” According to him, the Agency was “cut off at her knees” because the administration was ill prepared to fund its continued operations. “Rather than step up to the plate and develop the economy and encourage investment, like a good government should, they have gotten rid of their obligations,” Greene said. He argued that partisan politics

Country prepares for census Sunday SPECIAL services will be held in churches across the TCI this weekend to encourage people to actively participate in the upcoming census. The population and housing census, which takes place once every ten years, will help potential investors to commit to the country and allow planners to determine needs. Over the coming months more than 100 field workers will be travelling the length and breadth of the TCI to find out how many people live here and what buildings there are. The main ‘Census Sunday’ service will take place at the Salem Baptist Church in Grand Turk. Governor Ric Todd will be present to address the congregation on the importance of compulsory participation. This week the Department of Economic Planning and Statistics (DEPS) is meeting with representatives of the Haitian and Dominican community in Providenciales, after a successful meeting in Grand Turk. Shirlen Forbes from the DEPS said: “As we get ready to begin collecting field data I want to stress the importance of getting full public support for this exercise. “It is essential that we get total and

accurate information which can be used to guide policy formulation and help direct the overall development of the TCI.” The DEPS also plans to gather the census supervisors, enumerators and interpreters for four days of training from Friday (January 20). Training for Providenciales, Middle and North Caicos will take place at the Five Cays Community Centre. And training for Grand Turk, Salt Cay and South Caicos will take place at the DEPS office on Grand Turk. The three groups of census workers will then take their oath of secrecy on Monday (January 23). Field work is scheduled to begin on Providenciales, Middle and North Caicos next Wednesday (January 25) and on Grand Turk, South Caicos and Salt Cay on Friday, January 27. During the census period, specially identified enumerators will visit every household in the Turks and Caicos Islands. Residents will be asked to respond to all the questions on the census questionnaire. There is a fine or penalty for those who do not cooperate with census officers. If anyone is not visited they should call or email their local statistical office.

Government presents five revamped ministries – Chief exec says change is a ‘shot in the arm’ for public sector FIVE freshly revamped government ministries and their new heads were revealed on Wednesday. Chief Executive Patrick Boyle made the announcement at a press conference in the NJS Francis Building in Grand Turk. He described the move as a much needed “shot in the arm” for the entire country’s civil service. The changes will see the Ministry of Border Control and Labour being led by Clara Gardiner, and the Ministry of Environment and Home Affairs headed by Susan Malcolm. Anya Swann Williams will be in charge of the Ministry of Finance and Economics and the Ministry of Health and Education will be led by Judith Campbell. Meanwhile Permanent Secretary Wesley Clerveaux will take charge of the Ministry of Government Support Services. Mr Boyle said: “One of the strategic aims of our work to improve the efficiency of the public service is to create these five larger and more powerful ministries ahead of the start of the new financial year in April. “This proposed structure for the new ministries has been developed with inputs from the five new PSs as well as their predecessors.” In order to create the new ministries, the Permanent Secretaries will begin by merging the existing departments. The Ministry of Border Control and Labour will remain as a separate ministry responsible for policing TCIG’s borders and encouraging the employment of Belongers. One of the issues under consideration by PS Clara Gardiner is to determine whether there is any advantage to be gained from merging all Customs functions, including revenue protection and border protection, with Border Control and Labour. Home Affairs teams will be brought together to create a single ministry responsible for regulatory and related issues. Similarly the Finance, Trade and Tourism teams will be merged into the Ministry for Finance and Economics responsible for promoting macro and micro-economic sustainability. The Office of Public Sector Management and Works will be brought together to create the Ministry of Government Support Services and provide support to all the other ministries. This new function will also include the Department of Disaster Management. Health and Education will be brought together to create the largest department of all, responsible for around 50 per cent of all TCI Government spending, to provide vital services to individuals. It is proposed that the Director of Lands should report to the Attorney General and be responsible for the Land Registry, the Crown Land Unit, Valuation, and Surveys/Mapping. The chief executive will now work

with the new senior team to consult more widely on the allocation of departments and their functions. “This will see business done in a very different way by allowing the new Permanent Secretaries to operate more strategically, each supported by two or three Deputy Secretaries, in turn replacing the previous Under Secretary grades.” He said the move would allow each ministry to have stronger financial, HR and communications functions than previously possible. “A relative weakness of the previous structure is that it required our senior people to get involved in too much detail for someone of their seniority,” Mr Boyle stressed. “In moving forward we wish to further empower Deputy Permanent Secretaries, Directors and all staff to make effective decisions, thereby liberating the Permanent Secretaries and our senior decision makers so they can truly focus on their strategic and managerial responsibilities. “This is a shot in the arm for the entire TCI public service at each and every grade.”

Concerned residents are asking that the bank be moved to a safer location

Another shooting at Royal Bank of Canada LESS than one month after a man was shot and killed at the Royal Bank of Canada on Leeward Highway, Providenciales, a security guard was shot at the same location. This time it was a 39-year-old security guard attached to Security Centre in Providenciales. Reports indicate that on January 13, three security guards went to the bank in an armoured van to make a deposit at the bank when one of them was accosted by two masked men. The guard attempted to flee but was shot in the back by one of the attackers who carried a gun. The bandits then made good their escape with a quantity of cash. The injured man was taken to the Cheshire Hall Medical Centre where he received treatment for his serious but non-life threatening injuries. The police have since taken a total of six males into custody on suspicion of robbery for this incident and investigations are still ongoing. On Friday morning, December 16, Wilfrid Guillaury, aged 58, was shot

and killed while making a deposit at the same bank. Guillaury and another man were attacked by four armed men, who attempted to rob them. Both men were shot and were rushed to the Cheshire Hall Medical Centre for urgent medical treatment but the older man later succumbed. The other man also received lifethreatening injuries. On Saturday, January 14, two masked bandits armed with firearms robbed a restaurant in the Lower Bight, Providenciales The patrons were robbed of their cash and personal belongings. The bandits discharged shots during the robbery but no one was injured. Drive-by shooting trio appeals conviction By Samantha Dash-Rigby THE Court of Appeal reconvened on Monday, January 16, in Providenciales to hear appeals and perhaps alter convictions and sentences imposed by the Supreme Court over the last six months. Justices Edward Zacca, Elliot Mottley and Richard Ground presided over the Appellate Court. The first case to be called was that against Damoy Brown, Harry McKenzie and Lavar Walkin, who were all tried and convicted for the attempted murder of Haywood McIntosh. They were all sentenced to 14 years imprisonment each for the offence which was committed on January 17, 2010. Brown, Walkin and McKenzie

were defended by George Missick, Oliver Smith and Lara Maroof of F Chambers respectively. The panel adjourned the matter until further notice when they will give their judgment. In the meantime, the appellants returned to Grand Turk prison to await either an acquittal or a retrial order. In expounding on his grounds of appeal before the panel, Missick said that the conviction of his client was unreasonable and cannot be supported in regards of the evidence. His client was tried and convicted on recognition evidence and that evidence was weak, he submitted. During the trial last year, the victim testified that he was in Kewtown in his car when a white van drove up and stopped in front of

Police reports decline in crime IN STARK contrast to last month’s sharp increase in crime in the TCI, the police are reporting a noticeable decline in the New Year. Police press officer Inspector Calvin Chase attributed this decrease to the “enhanced patrolling initiatives being carried out by patrol units” and other police tactics. He believed that the beefed up patrolling coupled with several successful investigations by branches of the criminal investigation division may have deterred would be criminals from plying their trade. The police have also made “a number of arrests and laid a significant number of charges,” Inspector Chase said, and these have also been “contributing factors to the decrease”. On Monday, January 16, police responded to three reports of crimes of a serious nature and two the following day. They have arrested four males on suspicion of burglary. They also laid charges against one man for handling stolen goods, a woman for six counts of theft and another woman for five counts of obtaining property by deception. In Grand Turk, police responded to one burglary on Front Street in which responding officers interrupted the suspect in the act. A foot chase ensued and the officers apprehended the suspect a short distance from the scene.

Also in Grand Turk, two females were charged for drug related offences. This, police say, was as a result of drugs located on a vessel searched in Grand Turk on January 9 and 11. The two females, Yolene Laguerre and Flavie Cyril, appeared in the Grand Turk Magistrates’ Court and plead guilty to the charges. Laguerre was sentenced to two years imprisonment for the offences of possession of controlled drugs and possession of controlled drugs with intent to supply. Cyril was sentenced to 21 months imprisonment for the same offences. On Thursday, January 19, police in Providenciales responded to one report of serious nature, a burglary in Blue Hills, and arrested one man on suspicion of robbery in connection with a report made on January 13. A male was arrested on suspicion of forgery but was later released on police bail with a surety to return to the Five Cays Police Station on January 27. The police have also charged one man in Grand Turk with attempted burglary in connection with a report made on January 17. He was later released on police bail with a surety to appear in the Grand Turk Magistrates’ Court on Friday January 20 to answer to the charge.

him blocking his path. The van was not tinted and he had a clear view of the driver. It was appellant Walkin. Brown sat beside Walkin in the front passenger seat. He then hung out the window, aimed a rifle at McIntosh and opened fire. Missick found that hard to believe because of a number of extenuating circumstances. The shooting occurred around 8.30pm. “It was night time,” he told the court of appeal panel. “McIntosh was in his own vehicle which was heavily tinted and when the investigating police officer examined the car in daylight, he had difficulty seeing into the car.” The attorney hinted that McIntosh could not have seen his client as he said because, added to his heavily tinted car, he himself testified that during the hail of bullets he laid down in the front seat. The panel took issue with the fact that an alleged fourth shooter, Chabo Capron was not tried for attempted murder as well, since McIntosh

clearly identified him. However, Senior Crown Counsel Leonard Franklyn informed them that Capron was charged but was acquitted at the preliminary inquiry stage because of identification issues. He was reportedly wearing a bandana over his mouth casting some doubt as to his true identity. At that point Justice Zacca felt that if McIntosh had a difficulty recognising the alleged fourth shooter, then that affected the entire case. In addition, McIntosh testified that the shooting lasted for 10 minutes then he changed his mind and reduced the time to two minutes. However, Isaac Missick, a man who lived nearby, said the shooting took place close to his house and the gunshots lasted 10 seconds. It was so brief that by the time he got to his door, the van was almost out of sight. At the trial, Brown brought his girlfriend as an alibi witness and her testimony was never discredited, the attorney pointed out. Given these circumstances,

Missick opined that after he gave his no-case submissions, the trial judge should have dismissed the case against his client. On behalf of Walkin, Smith told the court of appeal panel that on January 23 when his client was interviewed by the police he told them that he had an alibi and furnished them with the names of five persons who would corroborate his story. However, the investigating officer spoke to one of those persons and did nothing to explore the others. Added to that, there is no other evidence against his client to support the conviction, no DNA, or no gunpowder residue. Justice Zacca reminded Smith that Walkin was the driver and he was arrested five days later. “One would not expect to find residue. Plus the guns were fired from out of the window,” he reminded Smith. While delivering his sentencing remarks at the trial, former Justice Richard Williams condemned the execution-style murder attempt in a residential community.

Child molester awaits court of appeal decision CONVICTED child molester, Desmond ‘Pie’ Arthur, is currently awaiting a decision from the court of appeal after he petitioned them this week to review his conviction and seven-year sentence. Arthur was found guilty in the Providenciales Supreme Court of having sexual relations with a minor on January 1, 2010. Mark Fulford of F Chambers represented Arthur and attempted to persuade the judges that the victim’s mother lied about the teen’s age. He laid out one of his grounds of appeal blaming the trial judge former Justice Richard Williams for not accepting the no-case submission. He inferred that because there was ambiguity surrounding the teen’s age, the evidence against his client was unreliable and the judge should not have left it to jury to decide the case. He attempted to prove that the victim was indeed 16-years-old at the time of the act and as such was at the age of consent. However, a long argument ensued back and forth as the teen’s birth certificate and passport gave one date but her mother gave another. The documents showed that the teen was born in January, 1994, but her mother insisted that she was born in June, 1994. “She is my child. I should know,” the woman stated at the trial.

She dealt with the difference in dates at the trial by explaining to the jury that her daughter’s passport was destroyed during a domestic spat with her husband. She was then forced to send her to her native Haiti and have the child’s father apply for another. But, a mistake was made with the passport and the date was printed as January 6 instead of June 6. She then had the birth certificate changed to match the passport. After some calculations, Justice Mottley discovered that despite the difference in the dates, at the time of the offence, the victim was still below the age of consent. If she were born in January then she would have been a few days short of the statutory limit and if she were born in June, she would have been a few months short. At that point, Fulford asked for an adjournment to obtain the original certificate from Haiti since it was unknown whether another existed that could prove that the girl was over 16-yearsold at the time. The panel noted that, the documents presented to the court bore official Haitian stamps and was most likely legitimate documents. At that point, Arthur was seen earnestly trying to capture his attorney’s attention and after trying for some time he decided to address

the court himself. The appellant informed the court that on the date of the offence, he caught the teen in bed with another man. When he later learnt of the police report against him, he submitted himself to the police and volunteered to have his DNA samples taken to prove his innocence. However, at the trial, no DNA evidence was produced and he was told that they were never sent off for analysis because of the lack of funds. He stated that his samples might still be in storage at the police station. The panel then adjourned the matter until Friday, January 20, to allow Crown Counsel Latisha Brooks to ascertain whether the samples are still available and if they can still be used. Attorney Fulford also appealed against the seven-year sentence saying that it was manifestly excessive. He submitted that the teen was just six days shy of 16 and so the punishment was too harsh. Under the old law, the punishment for such offence was three years, but as of December 21, 2009, a few days prior to the offence, the penalty was increased to 14 years maximum. “The appellant has bad luck with his timing,” Justice Ground remarked.

Proposals for a new constitution

Dear Editor, Although the interim government is still making adequate attempts to improve the economic situation in this country, one must realise that there are many tedious tasks which must be considered before a new constitution is implemented, which will make the various provisions for a general election. It must be understood that the development must be constitutionally inspired. The interim government, however, should be given credit for the achievement already accomplished, bearing in mind that the previous governments had literally destroyed the economic and political foundations of this country. The persons who were selected to form this government were taken from the local ‘strata’ of the society and are now being confronted with the responsibility to rebuild the system for the development of a new constitution. Since it was a system which had been destroyed by corruption and poor

economic judgments, and some of the proposals have already shown signs of progress, it would be in the interest of good governance to give the persons a chance to become elected members in the next general election. It will act as an appreciation for services rendered. General elections proposals: General elections should be ascertained on the basis of a new constitution because the political systems may determine new criteria for the enlistment of political parties, and the people must understand that their appointment to adequate positions in this country is a step in the right direction. A definite period for a general election cannot be considered before a new constitution is restored. When a new constitution is restored, an election date will be made available in accordance with that document for the purpose of electing a properly constituted government. Since the interim government has already been introduced to the

political arena, and has acquired some knowledge with regards to proper governance, the opportunity should be given to them to form a party with the number of persons now available to contest the number of seats. This would be in order that the policies of the previous governments could be eliminated, or allow persons of the old political system to become a part of the newly constituted party. It must be remembered that if there is no unity, there will be no progress. Hence, it is necessary to use all the available resources so that this beautiful country could become a nation of the world. This idea can only become a practical entity after the system is dissolved. Dr Rufus Ewing has already established himself as an opposition to the proposals of the interim government and should be encouraged also to form a party for the purpose of formulating these proposals. This party should also give persons from the old regime the

opportunity to become members, but the young people should be given most of the attention. This is the time to consider the young people of this country, and to exercise the pattern of transparency. Methods available to inform the people: The people should now understand that the restoration of a new constitution is the most important factor, and that they should be prepared to take this country to the next level under that document. Therefore, they must unite for the development of a new system and to ensure that progress is made with the view to become an independent nation. The people should be informed of all relevant issues in order that it can be emphasised that transparency is an important factor. Therefore development must depend on the following: -A system of education based on the development process, so that the youth could become intelligent adults. -Love and respect for one another,

so that there could be love and respect for country. -Amendment of immigration laws in order that the department can become aware of the number of illegal emigrants who are presently violating the work permit status. -The balancing of the budget. -The police had been victims of poor judgment and inadequate condition for many years, hence programmes should be organised to enhance their image in the society. -Law enforcement should be acknowledged so that the criminals could become inactive. -The interim government must be steadfast because there are many difficult tasks ahead, and some of the Turks and Caicos people still do not understand that they must unite to make the Turks and Caicos a nation of the world. The cost of the SIPT and CRT

Dear Editor, Accommodation is not the only expense that is apparently abused by the Civil Recovery and Special Investigation and Prosecution teams (CRSIPT). Reports are that lavish sums are spent on travel, telecommunications, specialist legal support, and other expenditures. Without a proper audit I acknowledge that those are all rumours but they raise additional questions about the fairness of the process when the prosecution is spending so much on this investigation, and the obligation of government to guarantee a fair trial. Will that obligation create a contingent liability and require government to financially assist defendants that can’t afford the same level of expense on their defence, particularly if any apply for legal aid? That is not even to bring into the mix the manipulation of the legal system. These issues are perhaps too philosophical to examine here. Those are not the only costs, however, worth consideration. Reports are that the CRSIPT has been questioning foreign purchasers of local real estate, presumably

to determine if they are real or if they are merely proxies for gifts to ministers. Perhaps that’s not why they are interrogating foreign property owners; maybe they are investigating one of the many wrongs they allege they have uncovered while digging through people’s closets. Just ask yourself: What is the likely collateral damage of that line of inquiry? What is the likelihood that a foreign owner of real estate, most of whom value their privacy, will refer friends to purchase property in the TCI or, indeed, purchase second and third properties themselves after being grilled by the CRSIPT about their foreign ownership of land? What is the extent of the collateral damage to the economy of the CRSIPT’s investigation and can we afford that type of damage? Do these people even care? Further, if no one has picked up on it there is a subtle, if not overt, suggestion in all of this that corruption is so pervasive and widespread in the community that it is a cultural and social norm that generally characterises the local population. At the level at which the court is

rubber stamping licenses for the SIPT to go rummaging through people’s closets, in the form of Production Orders, you would expect that we are all corrupt. What is the short term collateral damage of having a reputation of being corrupt to the bone? The Governor has suggested that government will be recovering several times the expenditure of the CRSIPT against those that have been accused and that will be accused. Even if he is correct that does not license the CRSIPT to a free for all at the public’s expense nor does it remove the need for an audit into the reasonableness of their expenditure. For starters we have to pay for the CRSIPT’s extraordinary expenditure today, with only a hope of recovering an equivalent sum in the future. More importantly, in addition to assuming that we are all corrupt, does the Governor also assume that we are also all stupid? At a minimum anticipated expenditure of $33m the Governor is suggesting that government will recover at least $66m from those who have been accused and who will be accused. Is the Governor serious? Despite the utter inappropriateness of those

comments from someone with absolute power has the Governor considered what equity there might be in assets that could be available for forfeiture? What is the likelihood, for instance, that individuals, who the Governor claims have been financially reckless and has left the country in considerable debt, have been better guardians of their own personal affairs? Or perhaps the Governor is including in his reckless calculations inappropriate valuations on properties like Joe Grant Cay (ie $130m, a sum that no one has come close to paying for any island in this region, let alone one that is totally undeveloped and far away from any utilities). If the Governor is indeed including such ridiculous estimates in his calculations it is imperative that the public know the true likely cost of the CRSIPT, whose rumination apparently also includes a provision for payment based on a percentage of the assets that they recover. If those rumours are correct, and if the Governor is making such utterly reckless estimates, the likely annual cost of the CRSIPT is wholly unreasonable.

It certainly isn’t $11m a year given such wild and utterly ridiculous estimates. With all that said, who exactly are the members of the CRSCIPT connected to because this makes very little sense on any criteria? I can only hope that no one is accepting for one second what the Governor says. If he represents the calibre of individual that the UK is sending here to help us out of this mess we can do much better cleaning it up ourselves. The Advisory Council, at a minimum, should be demanding detailed monthly expense reports and should be critically questioning the extraordinarily large expenditure on the CRSIPT for such a small country. UK gives Overseas Territories nothing Dear Editor, The call this week by Mr Andrew Rosindell MP for UK Overseas Territories to be represented in the UK parliament has stirred a considerable amount of interest amongst TC Islanders. Mr Rosindell is chairman of the British Overseas Territories All Party Parliamentary Group, and he made this call in a submission to the UK Parliament’s Backbench Business Committee. Here, according to a headline report on Tuesday by PTV8, is what Mr Rosindell said: “We give our 21 territories nothing. All they have is an informal all-party group, of which I am proud to be chairman. “We have a democratic hole, with hundreds of thousands of people for whom we make laws, whom we ultimately govern and on whose behalf we can declare war, make foreign policy and sign international treaties. “We have substantial control over their domestic affairs. “Those territories that have sterling are bound by much of our own economic policy. “In a range of areas, although the Crown dependencies and Overseas Territories are not part of the UK they are substantially influenced and ultimately governed by this Parliament, so it is wrong for them to have no voice at all.” I could not agree more. Not least because, amongst the other measures

I proffered that would improve the UK’s relationship with us, I made a similar call at a conference in London last summer that was hosted by the Minister for the Overseas Territories Mr Henry Bellingham. Here, as published in a June 16, 2011 report by the TCI Free Press, is what I said on this point to Mr Bellingham and other UK officials, including Mr Rosindell: “I also think a provision granting the TCI a seat in the UK parliament should be added. “This will not only facilitate the increased engagement and interaction with the UK government that are necessary to build mutual trust and respect, it will also formalise links with the British society as a whole that come with the opportunities our people have to live, work, and study in the UK.” On behalf of the people of the Turks and Caicos Islands, I welcome Mr Rosindell’s support and advocacy. Open letter to the Governor Dear Governor, I am very much confused in that you, Mr Ric Damian Todd, His Excellency (HE) Governor of the Turks and Caicos Islands, have seen it fitting to ‘micro-manage’ the affairs of the TCI! Let me first say that you are on record saying that you were very much surprised that the Foreign Commonwealth Office (FCO) had chosen you to be the Governor of the TCI, and that you had not applied for the position. And Governor, do correct me if I am wrong, in that this thread as printed in the TCI Post is well read far and near and all with intent will judge your responses that is, if it is ‘your will’ to reply to such a peasant as I may be called. Have you ever served in such capacity as Governor, and have you managed a full scale function of government as such the TCI? I ask, would the HE Governor find it insulting to the loyal Chairperson of the Consultative Forum, to have had performed a functional/operational audit of the TCInvest, right under her watch (of course, unless, the good gentle lady was asleep), made such a major change that has severely and adversely affected her livelihood?

Is that the way to reward a good ‘servant’? Of course unless it is the good Governor’s attention to bring the gentle lady closer to him by placing her in the office of the Chief Executive Officer (CEO, a topic for a later discussion). I ask would the HE Governor find it insulting to the highly selected Permanent Secretaries to now have them in place and to make such a major change to administration? Governor, being as slow as I am, I ask would the HE Governor find it in poor taste to have just recruited a highly respected UK professional, and a few days before he takes office make such a major change to administration? Governor, did you not think that the CEO was able to review and appropriately configured? Governor, if the CEO sees it fit to make further changes, does he need for permission? Mr Ric Damian Todd, HE Governor, do you intend to exercise just cause in employing real transparency, proper organizational reporting, now that the PSs are in place, or will you ‘usurp’ authority, continue to micro-manage, and let the individuals, including the CEO, be mere agents of your will?

As a heads up as they say on the streets, Governor, I want you to know that, not too many people here in the TCI, and I am sure world-wide, are not only too happy with the responses that you gave in the Consultative Forum when being asked about the PSs selection process, but the manner that you spoke to the chairperson of the forum. Your position if you know it or not is one of a policy, quasi judiciary, and not administrative. Some of your actions that you are engaging are not recognised human resource management ‘best practices’ and you, with greatest humility, should take heed. I know that your immediate staff, I hope, may know better, or best, but, they may all be afraid, not only to challenge you decisions, but to give better advice, in fear of being sidelined. Governor, your staff is your support, you need friends, not jackals around you. Sometimes what appear to be man’s greatest achievements become his biggest disasters. The unsinkable 20th century British ocean liner Titanic sank on its maiden voyage, exactly 100 years ago. This famous British ship struck an iceberg as Captain Smith, in charge despite two accidents in the past, sailed too fast. Titanic went down, Smith with it. Despite the lack of enough lifeboats, some boats

By David Tapfer were launched without being fully loaded. Later when Titanic was well down by the bow her stern raised and she broke in two. Now it was too late and many lives were lost as passengers died in the icy water.

Here in the TCI we seem to have another Titanic on our hands. We sailed so fast we struck an iceberg called “Inquiry” and the slow settling during the Wetherell administration gave us all time to consider why the FCO appointees let our Captain sail straight into insolvency, bank and all! We kept hoping new Captain Wetherell would close some watertight door and we would all be safe. It is now clear he did not know quite what to do, for three long years! The 260 million dollar loan is probably half enough to keep us afloat. Governor Todd found reverse gear and is trying to back off the iceberg as fast as possible but it is too late and he now seems ill

advised in his selection of a new crew for HMS TCI. In fact, TCI seems unhappy with all of his five selected Permanent Secretaries. Only former Minister Piper, one of original titanic speedsters is pleased. That speaks volumes. We have yet to see one resume, so goodbye transparency. Some of the wreckage we see around us was caused by the appointees. How then can we have faith in the future? It seems a “aye aye sir” and loyal salute was the only qualification needed for these important jobs. When the Captain turns his back he might get a different kind of salute. Will the new undersecretaries be more of the reassigned former crew?

It appears to us that Captain Todd is in a rush to reach those mileage buoys before the UN vessel sails to our rescue. What we find unreal is former crew, including the ships doctor and the last royal second mate, now proclaim their original officers were on the right course and were not sailing too fast. After three years in the FBOs leaking lifeboats, passengers are too numb to care. Soon passengers will be counted, how many will be found missing replaced by stowaways from Haiti? We swear we can hear Titanic’s little band playing ‘Nearer my God to thee’.

‘Provo for Jesus’ in February The Governor’s Spokesman acknowledged that the airports are among the major income sources for the territory

Possibility of airport sale dismissed – Smith says no proposal for privatization was put forward The suggestion to rake in millions through the privatization of a Turks and Caicos Islands’ international airport was just that – a suggestion, according to the Governor’s Spokesman, Mr. Neil Smith, who added that the idea has been dismissed. He explained, at a press briefing on Tuesday, that no formal proposal was put forward for the privatization; rather the suggestion was made and the possibility of having a business do a valuation of the airport voiced. Smith acknowledged that the idea was put to the Advisory Board via a two page scoping paper and the pros and cons of selling off the airport, as against maintaining the facility were considered. He maintains that, apart from the

Board’s consideration, the proposal never actually left the drawing board. The Turks and Caicos Islands interim government has been undertaking a series of measures as part of a major overhaul of the territory fiscal regime following the British government’s intervention in 2009. The Governor’s Spokesman acknowledged that the airports are among the major income sources for the territory. Government recently spent around $40million extending the runway of the Providenciales International Airport so that it will be in a position to accommodate larger aircraft. Also, the Turks and Caicos Islands Airport Authority (TCIAA) is currently undertaking minor refurbishment

work on the existing terminal. leading into the development work required to facilitate Phase Two, the terminal and car park project. Phase Two is estimated to cost between $30M and $40M. This is not the first time that the proposition for the sale of national airports has been put forward and in the 1980’s the Providenciales International was sold and had to be later bought back. A major criticism being voiced by islanders is that the Interim Government is not acting in the interest of the territory; rather is placing the country at a disadvantage if the nation were to sustain itself when the Interim Government relinquishes power to a democratic rule.

The assembly will take place downtown in Providenciales at SAM’s Building Parking Lot. “We, through the power of the almighty God, speak those things that be not as though they were, combat the forces of the enemy, bombard Satan’s kingdom, provoke the hart of

God to forgiveness and reclaim our country. Provo For Jesus 2012, this might be our last chance! DON’T MISS IT!” the Evangelist urges. According to her, in the second book of Chronicles, chapter 20 holds a story that is timely for the Turks & Caicos Islands. It is the story of King Jehoshaphat facing a difficult challenge for his nation. The Evangelist says, “The very enemy that Israel had spared on their way to the promise land had come now and joined forces with two other nations to destroy Israel. The king was in a bind, he knew that his army was incapable of defeating all three foes and he knew as king he had to solve this problem and save his nation. The bible says that Jehoshaphat feared, seek the lord and called a fast. He prayed: “for we have no might against this great company that cometh against us; neither know we what to do: but our eyes are upon thee. I am not Jehoshaphat, but I like him recognize that my nation is in trouble and it is being threaten by enemies both foreign and domestic, we have no might against them, neither know we what to do, but I am asking the Turks & Caicos Islands, especially Providenciales ‘to put our eyes on God’.”

Farewell to Nurse Noble by David Tapfer Registered Nurse Pansy Nobel who has been the principle source of primary health care on Middle Caicos Island was feted on January 13, 2012 at the Conch Bar Community Center, ahead of her return to her homeland, Guyana, on January 27 The mild mannered nurse drew attention when she spoke out during new Governor Todd’s visit to Middle Caicos shortly after his arrival. Nurse Nobel’s comments at that meeting seemed to focus the Governors attention on primary care, which has been in a steady downward slide for years with a national shortage of common prescription medications and several island clinics badly in need of repair. A packed community center on Friday night listened to prepared comments by the

mistress of ceremonies assistant nurse Norma Forbes and District Commissioner Dottis Arthur. One by one the residents took to the podium to express their gratitude for her five years of service Nurse Nobel provided hands on service not only during normal clinic hours but during a number of emergency calls in the middle of the night. The outpouring of gratitude was answered by Ms Nobel who told the assembly that five years ago she was scheduled to work in London but choose Middle Caicos, which, on reflection, she said was due to guidance from God. More residents to become TCI citizens

TWICE as many citizenship applications are now being assessed every week to cut down on a massive backlog. That’s the word from the Ministry of Border Control and Labour who say the tally has been upped from 20 to 40. On August 16, 2011, the Consultative Forum heard that there were 1,658 naturalisation applications awaiting consideration, some of which date back as far as 2006. In order to be naturalised as a British Overseas Territories citizen, a person must have been resident in TCI for at least five years and held a Permanent

Residency Certificate for at least 12 months. In practice most of the new citizens will have been resident for very many more years, often up to 20. Applications for British Overseas Territories citizenship are considered, processed and decided by staff in the Ministry of Border Control and Labour against the requirements set out in the British Nationality Act 1981. Successful applicants are then sworn in by the Governor’s representative. A full report on the cases processed during the 2011/2012 financial year with a detailed

breakdown of outcome, nationality and statutory provision will be published over the coming months. The Consultative Forum is currently consulting on options for a new fair and transparent process for acquisition of Turks and Caicos Islander status. The forum invites comments from all islanders on what should be required of people in order to progress to Turks and Caicos Islander status. Comments can be emailed to the chair of the Consultative Forum at citizenship@gov.tc before mid-February.

11th annual Middle Caicos valentine’s day cup is on The 11th annual Middle Caicos Valentine’s Day Cup is on, according to a news release from Islandcom, which noted that one of the many talents that Turks and Caicos Islanders are known handicraft and those who grew up in the 60’s, 70’s, and even 80’s learned to take everyday items and fashion them into toys, most especially sail boats. It pointed out the amazing fact that with a few items, such as an old sheet, cork, and a few sticks, one can make the fastest sail boat you or your friends have ever seen. “For some, the creation of toy boat building evolved from everyday items into wood. That time old tradition has not lost its flavour in Turks and Caicos culture with events promoting the practice such as the Middle Caicos Valentine’s Day Cup,” the news release said. According to Islandcom, the Valentine’s Day Cup takes the love for boat carving into a sporting event and is expected to be attended by a vast amount of people from around the nation. The Middle Caicos Valentine’s Day Cup is a model sail boat race held every year around Valentine’s Day. Each year, boat carvers and boat captains gather at Bambarra Beach to show off their model sail boat creations. Some boats are small but powerful, some are huge and sleek. Each year you are guaranteed to see a design you have never seen before. This year’s event, sponsored by Islandcom, will feature four different races - Class A for big boats, Class B for medium size boats, and Class C for smaller boats. Newly added to the event is the Women’s Cup race. Islandcom CEO Kate Bonner speaking on the event says, “Islandcom is delighted to sponsor the Valentine’s Day Cup once again. We believe it is important to take part in community events that embrace the traditions of the Turks and Caicos Islands. I know you are familiar with this week’s article title, which is usually paired with a set of carved monkeys demonstrating the admonitions by covering their ears, eyes and mouth. It is a rather humorous reminder of some very basic moral codes. Basically it is a gentle way of warning us against allowing negative things to enter our minds by sight or sound. Also it warns us not to allow negative things to come from our mouths. Pretty good stuff! Well, for some reason, I think we as parents sometimes forget that when our kids are around. No, I don’t mean we indiscriminately drop profanity or bring up inappropriate subjects around them. What I mean is that one of the basic premises of behaviorism is that behaviors are best demonstrated, not explained. That concept reinforced itself with me this week with Josiah. Over the last few weeks we have been working on re-teaching Josiah the skill of washing his hands. Bet you didn’t think that was a skill, did you? Well, it certainly is and it involves following specific steps to do it correctly! Somewhere during the last few months, either because we weren’t paying attention or he is just that sly, Josiah’s hand washing slipped from an elaborate process involving the various tools of cleanliness to turning on the faucet and watching the water run! Hmmm. Skill regression happens often both with children on the spectrum and typical children. One must not panic, but one must act quickly to intervene. So, now I have to re-post the hand washing procedure sheet that shows pictures of what to do with two or three word descriptions of the action. We have to start over and I must hand over hand walk him through the process several times a day. Good times! Needless to say, he HATES this! He has tried every trick in the book NOT to do this. Tears, feigning a fainting spell, suddenly needing a snack; you name it, he’s tried it. All to avoid hand washing! During our last session, in a fit of frustration and hopelessness, Josiah rattled off a series of phrases that I didn’t even know he knew! “Oh my goodness gracious! Oh, dear me! Well, for goodness sakes!” This went on until his hands were totally dry! Desperately fighting my urge to burst into laughter at my 4 year old suddenly sounding like an 85 year old grandmother, we finished the procedure and I sent him to play. As I left the bathroom, still amused at how appropriately Jo expressed is irritation, I managed to stub my smallest toe on the wall corner turning to exit the hallway. “FOR GOODNESS SAKES!” OH!!! It seems my little autistic son HAS been paying attention! Not just to the things taught in work time, but the natural house dynamic as well. I guess I knew that. But I didn’t realize the little things that he had been absorbing. So naturally I took this fact to the infinite power. What else do my little monkeys teach my children? They learn how to behave from what I show them, not from what I tell them. As parents, I think we should resolve to do a “Monkey Check” around our kids. What behaviors and attitudes are we giving them permission to use by displaying to them on a daily basis. I think we would be surprised at the list if we wrote it down. UNAIDS Caribbean launches revamped website UNAIDS Caribbean has re-launched its website. www.unaidscaribbean. org with the aim of offering a fresh approach to engaging with the region on all the social, scientific, economic and political realities that impact the HIV response. The site, according to a news release, will continue to be a resource for up-to-date news, research and publications surrounding HIV. In addition, it is now poised to serve as an online meeting ground for the region’s people as they share information and ideas on shared social issues. “A large component of our new online presence will be you—your stories, your opinions and your concerns,” said Ernest Massiah, Director of the UNAIDS Caribbean Regional Support Team. “We look forward to sustaining a conversation with and by Caribbean people.” The revamped website, the release says, will provide a more intuitive and streamlined browsing experience. It features a dailyupdated blog that explores regional issues surrounding gender and sexuality. The “Stories” section serves as a trove of deeply personal human-interest stories that offer perspective on the region’s strengths and shortcomings in responding to human rights and HIV. The opinion section, “Share”, allows an array of stakeholders to weigh in on their areas of expertise—from civil society leaders to politicians. Additionally, the website will continue to be a resource for researchers, reporters and decision-makers by offering the most recent data and statistics on HIV in the Caribbean in the “Know” segment.

Cauliflower, egg and potato curry

Ingredients: • 3 tbsp vegetable oil • 1 large onion , peeled and diced • 1 plump red chilli , seeds removed if you want, finely chopped • thumb-sized piece of root ginger , peeled and grated • 2 large waxy potatoes (such as Desirée), peeled and cut into bitesized chunks • 2 tbsp curry paste (Patak’s Cumin & chilli is good) • 1 medium cauliflower , broken into florets • 400ml can coconut milk • 6 hard-boiled eggs , halved lengthways • 2 tbsp toasted flaked almonds (optional) • large handful of roughly chopped fresh coriander • 4 garlic cloves, finely chopped Method: 1. Heat a large, deep non-stick frying pan, wok or shallow saucepan over a low heat. Add the oil, stir in the onion and fry over a medium heat for 8-10 minutes, stirring occasionally, until softened and starting to turn golden. 2. Stir the chilli, garlic and ginger into the onion mixture and fry for 2 minutes. Raise the heat a little, add the potatoes and cook for 3-4 minutes, stirring frequently, until the outsides are just softening. Stir in the curry paste, cook for 1 minute, then toss in the cauliflower and stirfry for a further 1 minute to coat. 3. Pour the coconut milk into the pan and stir thoroughly. Add some salt, raise the heat and bring to the boil, stirring frequently, then half cover the pan and reduce to a slow simmer. Cook the curry for 20-25 minutes, stirring often, until the sauce has thickened slightly and the vegetables are tender. 4. Half bury the eggs yolk-sides up in the sauce, then cover and continue to simmer gently for a further 1-2 minutes to heat through. Serve with a scattering of toasted almonds, if liked, and coriander. Per serving 534 kcalories, protein 22g, carbohydrate 30g, fat 38 g, saturated fat 18g, fibre 5g, salt 0.95 g.

Back to Basics It is never wasted time to stop and review how the choices we make in our lives impact on our health and well-being. After the excesses of the Christmas period New Year is a time when many of us might start a diet, try to reduce our alcohol consumption or increase the amount of exercise that we take. New Year is also a good time to have a think about our dental health and consider if the current practices we and our family are following are ideal in ensuring that our teeth and gums are staying in great shape. It can be all too easy when we are busy with work and family life to slip into bad habits and neglect some of the basic steps involved in maintaining good dental health. To help with this, I would like to go back to basics and highlight the steps we should all follow to look after our teeth and gums. (Following these steps will also help keep your breath smelling good too!) Remember- it’s not tough, it’s not expensive and it doesn’t take much time! Brushing teeth This is the single most important thing you can do to care for your teeth. You should brush at least twice a day, when you get up in the morning and the last thing before going to bed at night. Use a toothbrush with a small head as this makes it easier

to get into hard-to-reach places in the mouth. In general I recommend a fluoride toothpaste as fluoride strengthens tooth enamel, can reverse early decay and help reduce sensitivity. Gently brush the outside, inside and chewing surface of each tooth. 2 minutes is enough time to thoroughly brush an adult’s teeth. (Now that really isn’t much is it?!) Also, keep an eye on the ‘health’ of your toothbrush. If the bristles are splaying out and flattening it’s time to invest in a new one. In the case of younger children, it is often better that the adult does at least some of the brushing. I do not want to discourage children from brushing their own teeth but from experience with my own children I know that if I leave them to brush unassisted they generally just eat the toothpaste and then chew the toothbrush for a few seconds before announcing that they’ve finished! How does your garden grow

Dealing with frogs The idea of getting rid of frogs seems to be a controversial subject. Some people claim that frogs are endangered and caution against killing any of them, while others consider them annoying pests that have spiraled out of control in many areas. Overall, frogs are beneficial for the environment because they eat mosquitoes and other undesirable critters. In this way, they can be part of a balanced local ecosystem that enables the possibility of organic farming and gardening. On the other hand, given the right conditions, certain kinds of frogs, such as the Cuban tree frog can multiply to the point that their numbers can create problems. The Cuban tree frog is not a native to TCI but has managed to migrate here and is now reportedly overwhelming the native frog population, disrupting the local ecosystem, and annoying residents with their noisy mating calls. After searching through several different Internet sources, I have identified a significant demand for getting rid of frogs arising from frustrated property owners. Many of them are struggling with large numbers of noisy frogs disrupting their normal sleep patterns and even getting into their houses in some cases. Those who keep dogs in their yard also complain because some dogs foolishly attempt to eat the frogs, which often make them sick because frogs are capable of releasing a poisonous substance called batrachotoxin when threatened. Others seem to like the frogs and do not want to get rid of them, and animal-loving groups do not like to use pesticides for this purpose because they claim that these produce a relatively slow and painful death for their beloved frogs. I personally dislike tree frogs because they often jump on me and it is very nasty, but I tend to favor organic and environmentally friendly ways of getting rid of pest whenever practicable: • Relocate them. Although probably not practical for a large infestation, it is always possible to capture the frogs with a glass or net and simply move them farther away in the hopes that they will take up residence somewhere else. • Eliminate favorable habitats. Old wood piles, pots, ferns, shrubs, and other relatively dark, damp places can provide convenient places for frogs to hide and breed. If you have pets, loose pet food and water dishes can also attract frogs, so these are additional

Move-a-thon a success

Wow!! The first annual ACCU Nutrition Move-a-thon was this past weekend and it was a smashing success!! Over two hundred persons came out to walk, run or bike in the brisk morning air this past Saturday all in an effort to help teach children how to eat better and the importance of eating healthy. As the organizer of this event, I could not ask for anything better than to see so many persons supporting such a worthy cause. All of the proceeds raised from the move-a-thon, which estimates $3,200, will be donated to the Enid Capron Primary to help implement Nutrition Education programs. As part of this program, I will go to the school one day during the week for about two hours; the first hour the children and I will discuss a variety of nutritional topics but the second hour, they will get a chance to cut, chop, peel, mix and stir. In essence, they get a hands on approach to a variety of healthy foods—foods they may not be exposed to on a daily basis. The aim is to introduce the children to these new foods giving them a chance to prepare and taste the food; thereby increasing the chances of making these foods a part of their diet. This event could not have been pulled off without the help, support and dedication of many persons. Let me use this time to publicly thank my family and other persons who sponsored, donated or volunteered with the move-a-thon.

items to consider removing. • Turn off outdoor lights. The idea behind this one is that the lights attract bugs, which in turn attract the frogs because frogs like to eat bugs. If you don’t mind keeping the lights off, this can keep the frogs at a safe distance from your house. • Use the power of citrus. Citric acid is found naturally in citrus fruits such as lemons, limes, and oranges, and is also added to many kinds of fruit-flavored drinks to add tartness. Although generally safe for human consumption, a 16% solution of it (equal to about double the strength of lemon juice) has apparently proved very effective in wiping out large frog populations. Similar solutions may be available at chemical

supply or hardware stores. If you could manage to procure some and have a reliable sprayer, this might turn into an interesting experiment. • Bleach them out. Several people have reported that regular strength bleach is very effective at killing frogs if sprayed directly on them. Note that some people consider this a relatively inhumane method of dispatching them. • Repel them with salt or vinegar solutions. A less drastic version of the bleach treatment is to spray the affected areas with a salt water or vinegar solution. This acts as a repellent by causing a slight burning sensation on the frogs’ feet but will not do any permanent damage or kill the frogs unless you use very high concentrations.

UK-Caribbean relations unequal says Hague – British Foreign Secretary wants a modern partnership THE UK’S relationship with the Caribbean is unequal and backward looking, the British Foreign Secretary said on the eve of his visit to the region. William Hague said the relationship should be a modern partnership and he wanted the UK and the Caribbean to cooperate more closely on what he described as the big international issues. As well as fighting crime and building resilient economies, he said the partnership should involve business, civil society and ordinary people. “I believe that our relationship in recent years has been too backward-looking and less equal than it should be for the twenty-first century,” Hague wrote on the FCO website. “There is no need for this, as there are many areas where our interests, values and views coincide, where our people, companies and NGOs interact and where we work together in partnership to tackle the scourge of drugs and crime.” The Conservative Cabinet minister said that the delegation he

was leading this week was one of the strongest groups of UK Ministers and senior officials to attend a UKCaribbean Ministerial Forum. “This is both a sign of the strength the UK attaches to our enduring friendship with the Caribbean, and of our desire to use the Forum to mark a step change in our relationship. We believe this will herald a transition to a more modern, dynamic and forward looking affiliation,” he said. Hague referred to what he called “the strong bonds that tie the UK and the region together” in all walks of life, from music to food, sport to prominent international figures. “We in the UK value these ties highly,” the minister stated. He said that the UK government’s aid donation of £75million over four years was focused on creating a brighter future for the next generation but he noted there was also British private sector investment in the region. “The private sector is the engine of growth for our economies,

so it is right that they frame the questions that we politicians will discuss,” he said, noting that the first meeting would be with the business community. “The UK is a major investor in the Caribbean. BG has recently made a large investment in Trinidad & Tobago, and Pinewood Studios are building a state of the art film studio in the Dominican Republic with local partners Grupo Vinci.” He said there were more business opportunities available, which was why Nick Baird, Chief Executive of UK Trade & Investment, was among the delegates and would lead a discussion with a range of UK and Caribbean businesses at the forum. Hague added that 2012 provided an unprecedented opportunity for the UK and Caribbean to come together – in marking the Queen’s Diamond Jubilee, celebrating fifty years of independence in Jamaica Trinidad and Tobago, and in cheering on our athletes at the London 2012 Olympics. Atlantis owner ‘out of money at $2.3bn PI sale THE ATLANTIS resort’s potential new owner could lose the entire $175 million it is owed if the proposed debt-for-equity swap with Kerzner International fails to go through, a lawsuit seeking to block the deal is alleging that a sale of the latter’s Paradise Island resort assets would raise less than $2.3 billion. The complaint, filed against Brookfield Asset Management by four other junior lenders to Kerzner International on January 4, 2012, alleges that the Toronto-based asset manager could be “out of the money” because the $175 million it is owed is the “most junior” of the debt tiers owed by the Atlantis and One & Only Ocean Club owner. An alleged analysis conducted on the potential realisation if Kerzner International’s Paradise Island assets were sold said that in “today’s market” the properties would fetch “less than $2.31 billion” - a sum less than the collective $2.5 billion owed to all holders of the company’s mortgage-backed securities. Given that the lending agreement calls for lenders to be paid off in the order of how senior their debt is, the lawsuit implies that Brookfield, through its Brookfield Real Estate Fund (BREF) vehicle, could lose its entire $175 million exposure if the lending syndicate decided to foreclose on the mortgages it holds on Paradise Island and force a subsequent sale.

Islamic scholar accused of sexually assaulting brothers in Guyana AN ISLAMIC scholar is being accused of sexually assaulting several brothers at a Madrassa (Muslim school) in Sophia, Georgetown Guyana, according to the children’s mother, a local online new edition reported on Wednesday. Demerara Waves Online News said that Chief of Criminal Investigations, Assistant Commissioner Seelall Persaud confirmed that the police are probing allegations of sexual assault. While police say the man allegedly committed the act on three boys, the mother is saying that her four sons four, six, eight and 10 years old were all victims. The suspect was arrested Tuesday afternoon. She said a medical examination has unearthed evidence. “There were bruises and when they questioned them separately, the three children came up with same story,” she said. The alleged acts were committed at the Madrassa that’s held at the Turkeyen Muslim Association. The mother, who is a Muslim, said the suspected perpetrator is a Mufti who is highly rated in the Caribbean and goes to Haj (an Islamic pilgrimage). Demerara Waves has confirmed that the man lectures at a school that is associated with the Central Islamic

Organisation of Guyana (CIOG) the high ranked Muslim institution in that country. Efforts to contact senior CIOG officials were not immediately successful. The mother said she was first made aware of the incident when a Welfare Officer turned up at her home Monday night with her three children. Based on the information provided, she believed that her sons have been sexually assaulted between December 2011 and January. The mother said the occurrence might have come to light because other children might have lodged complaints although the man allegedly threatened to kill them with a gun which he had allegedly shown them. According to the woman, she has declined an offer by the Child Care and Protection Agency (CPA) for her children to be taken into care because she prefers to have them with her. At the same time, she said they are not attending a government primary school. “They asked me to…I prefer them home with me. I wouldn’t want anybody abduct them. The children can’t go to school because they are traumatised,” she said. (Demerara Waves)

Therefore, to protect itself, Brookfield had little choice but to propose the debt-for-equity swap with Kerzner International - a deal that allegedly benefits itself at the expense of all the more senior lenders. The lawsuit, filed in the Chancery Court of Delaware, also gives the impression that Sir Sol Kerzner and his company snatched at Brookfield’s proposal because they had no other way out of their over-leveraged debt crisis. Under the terms of the proposed deal, Kerzner International will be freed from its burdensome debt obligations and escape with some upside, via the management contracts for Atlantis and the One & Only Ocean Club. The lawsuit also alleges that: * An appraisal of Kerzner

International’s Paradise Island properties valued them at $3 billion. * Under the terms of the proposed deal between Kerzner International and Brookfield, the former is to “pay all transfer taxes” incurred in transferring Atlantis and the One & Only Ocean Club. Indeed, Brookfield is only to pay $3 million in connection with legal fees and costs incurred in this process * Brookfield is positioning itself to succeed Kerzner International as manager of both Paradise Island properties * The management agreement for the One & Only Ocean Club would be senior to Kerzner International’s existing loan obligations, and remain in place even if a foreclosure took place

T&TEC linesman electrocuted on job A 42-year-old Trinidad and Tobago Electricity Commission (T&TEC) employee was electrocuted on the job on Tuesday. Gary “Boysie” Patterson, a linesman in the Hotline division, was electrocuted while working on an electrical line along the Penal/ Quinam Road, Penal. A media release from T&TEC yesterday stated that Patterson was installing a new Air Break switch around 11 a.m. when he was burnt. He was rushed for medical assistance at the Siparia Health

Facility, but was pronounced dead. The release stated, “Initial reports indicate that the necessary safety measures which protect a worker on a live connection were in place at the time. “However an immediate investigation has been launched to ascertain what occurred in this situation.” The Express was told that Patterson, who was wearing all his safety equipment, came into contact with 12,000 volts of electricity. 50-year old man charged with raping 9-year old girl A 50-year old man, who allegedly raped a nine-year old girl in Guyana, was Friday arraigned and granted bail. The Sexual Offences Act prevents the naming of the victim or the accused to help conceal the latter’s identity. The man appeared at the Sparendaam Magistrates’ Court before Magistrate Alex Moore. He was placed on GUY$200,000 bail. The mother said she was unaware that the man would have been taken to court Friday as she was led to believe by one of the investigators that the matter was still under investigation. The Child Care and Protection Agency of the Ministry of Human Services has intervened in the matter and officials are due to travel to the East Coast Demerara village where the mother and her daughter are

living. The mother told Demerara Waves Online News (www.demwaves. com ) that her daughter has received medical treatment but “she doesn’t even want to stay in her bed.” The mother alleges that her daughter was raped by the man who she termed a family-friend. The incident occurred on January 6 at her home while her mother had left to go and transact business at a neighbouring village. On returning, she observed that the door was locked. The mother said she later found bloodied underwear in a section of the house and on questioning her daughter, she later told her what had transpired. The mother claimed that the man has admitted to committing the act and had offered her compensation. That was refused and she summoned the police. (Demerara Waves)

Brown-Burke renounces US citizenship for Jamaica’s Parliament DEPUTY President of the Senate, Angela Brown-Burke, says she has renounced her United States citizenship and is therefore qualified for membership in Jamaica’s Parliament. “I renounced well in advance of my appointment and the decision made to recommend me for appointment as senator. That is as far as I am prepared to say at this point,” Brown-Burke told The Gleaner on Wednesday. On Monday, Jamaica House announced that Brown-Burke was one of the 13 government senators recommended for appointment by Prime Minister Portia Simpson Miller. A day later, she was among 82 legislators who took the oath of allegiance during the opening of Parliament at Gordon House, Kingston. “I am qualified as expressed in section 39 of the Constitution and I am not disqualified as reflected under section 40 (2) of the Constitution,” she added. Under Section 39 of the Constitution, a Commonwealth citizen of the age of 21 years or upwards; and has been ordinarily a resident in Jamaica for the immediately preceding 12 months, shall be qualified to be appointed as a Senator or elected as a member of the House of Representatives and no other person shall be so qualified. The Constitution, in Section 40 (2) prohibits the election of persons to the House, or appointment to the Senate, who, by virtue of his own act, is under any acknowledgement of allegiance, obedience or adherence to a foreign Power or State. Bishop: Demons loose in the Bahamas THREE demons are holding the Bahamas hostage and can only be exorcised with prayer, Bishop Neil Ellis, of Mount Tabor Full Gospel Baptist Church, warned on Tuesday night. The demons were sexual immorality, financial instability and witchcraft. He insisted this information was a revelation from God and nothing to do with him. The controversial Bishop held Bahamians in suspense yesterday, refusing to reveal the three evils until his church was full. Around 7:30pm, a crowded church accommodated the overflow congregation in its parking lot. There, they watched the action on monitors set up for the occasion. Bishop Ellis had earlier told The Tribune how the Lord had “appeared” to him and told him the Bahamas is possessed by three demons, who are the cause for the rising crime levels and immorality. Bishop Ellis said: “In late November, I went on a sabbatical that lasted 10 days. It was just me and the Lord. It was a great refreshing period for me to get closer to Him. “The Lord appeared to me and said a number of things. Since then I have implemented a few of these initiatives in the church that are working great. But there was one thing in particular the Lord showed me that was quite troubling. “He said three demonic spirits have been assigned to the Bahamian people. “God showed me who they were, what they were, where they came from, how they got here and what their assignments are. He also gave me a prayer of release and told me to call a service to deal with the demonic spirits. “The Lord also told me to have the people present to pray the prayer of release.” Bishop Ellis said the only way to rid the Bahamas, and “our people”, of these demons was for everyone to say the prayer. “You have to be present to say the prayer,” he said. “I was told for this assignment not to stream it over the Internet and not to put it

Fornication and adultery, he said, are “literally glamorised”; speaking of the “sweetheart syndrome” - one of the three sub-assignments under the main assignment of the sexual immorality demon - “has striven and now become accepted as our normal way of life”. As for homosexuality and incest, it was “rampant and ragged in the Bahamas”, he said. Calling up the second demon --financial instability -- Bishop Ellis said it was a demon “sent directly from hell primarily to enslave the people of the Bahamas. “It was designed,” he said, “to keep you working, but keep you broke.”

Twenty four murders in 17 days

TWO MORE men were gunned down in separate incidents in Diego Martin and Santa Cruz between Monday night and early Tuesday. The killings have pushed the murder figure for the year to 24 in 17 days. Out of the 24 victims, 20 of them were killed with the use of firearms while one was stabbed, another chopped and the fourth drowned.

For the same period last year, the murder toll was 22, according to an Express tally. Of the latest two murders, one of the victims was shot dead while taking his usual early-morning jog in Santa Cruz while the other was killed when gunmen stormed his Diego Martin home. Contestant removed after Big Brother Brazil rape claim A CONTESTANT in the Brazilian version of Big Brother is being investigated for the suspected rape of a fellow housemate while she was asleep. Male model Daniel Echaniz, 30, has been questioned by police after live images were shown of him in bed with 23-year-old Monique Amin. “The young woman denies she was raped and has not pressed charges,” police spokeswoman Edileide Macedo said. “We continue to investigate the case because it is a public matter.” Television network Rede Globo has removed Echaniz from the reality TV house. A video was posted on the internet and police were called in to

Soul musician Jimmy Castor dies at the age of 71 SOUL saxophonist and singer Jimmy Castor, one of the most sampled artists in music history, has died aged 71. The musician, who is credited with influencing many hip hop artists, died in a Las Vegas hospital, family members confirmed. His hits Just Begun and Troglodyte were sampled by many artists including Ice Cube and Usher. Kanye West used Castor’s I Just Wanna Stop on his track We Don’t Care, which featured on his debut album. Castor’s son Jimmy Castor Jr said the first few chords of It’s Just Begun are instantly recognisable. “No matter what country you’re in, no matter what language you speak, everyone knows it,” he said. A sample of the song was famously

used in the breakdance battle scene in the 1983 movie Flashdance. Castor’s work has been sampled by other artists more than 3,000 times, the star’s son added. Dancer Richard Colon, professionally known as Crazy Legs, paid tribute to the star, saying “people have been impacted by him and don’t even know it”. The musician began his career for filling in for rock and roll singer Frankie Lymon when he was unable to perform with his band the Teenagers. UK unemployment increases Condoms required in porn films, Los Angeles council rules by 118,000 to 2.69m UK UNEMPLOYMENT rose by 118,000 in the three months to November to 2.69 million, official figures show. The Office for National Statistics (ONS) said the unemployment rate also rose to 8.4% from 8.3%, the highest since January 1996. The number of people claiming Jobseeker’s Allowance in December rose by 1,200 to 1.6 million. The number of young people looking for work hit a new record of 1.043m, taking the rate for 16-24 year-olds to 22.3%. The number of people in employment rose slightly in the three months to November by 18,000 to 29.12 million. The figures support the picture of a flat UK economy, with other data released on Wednesday showing average weekly earnings, including bonuses, grew at just 1.9%. The Prime Minister, David Cameron, said the figures were not good news: “Any increase in unemployment is disappointing and obviously a tragedy for the person who becomes unemployed - that is why we are taking action to get people back to work”. He pointed to an increase in the number of people in work, to new private sector jobs and a small fall in

Sudan faces potential famine, U.S. envoy warns HALF a million people will face an emergency bordering on famine by March if international humanitarian organizations are not allowed into areas of Sudan that are mired in conflict, United States envoy to Sudan Princeton Lyman warned Wednesday. “There is a looming humanitarian disaster in Sudan,” Lyman warned in the South African capital Pretoria as part of his effort to rally support for African intervention in Sudan. Groups like the World Food Programme and UNICEF must be able to work in the border areas of South Kordofan and Blue Nile, he said. The government in Khartoum argues that these areas are too dangerous for NGOs to operate in. Lyman urged South Africa to show leadership on the issue. “As chair of the United Nations Security Council this month, South Africa can play a role in preventing a colossal disaster,” Lyman said. The American envoy said a lack of leadership, a history of vicious ethnic violence and the indictment of Sudan’s President Omar al-Bashir by the International Criminal Court are all factors that have complicated the crisis in that country. “It falls to national leaders to make peace and to make decisions that could

The measure, adopted 9-1, next goes to the mayor for his signature. Before it can take effect, however, the City Council has ordered police officials, the city attorney and others to hold meetings to figure out how it might be enforced. The council’s second and final vote to approve the law was taken without public discussion on a day when most of the porn industry’s major players were in Las Vegas preparing for Wednesday’s opening of the Adult Entertainment Expo, their industry’s largest trade event. Several industry officials condemned the move as being an unneeded exercise in political correctness that cannot be enforced. “The only thing that the city could potentially achieve is losing some film permit money and driving some productions away, but you can’t actually compel an industry to create a product that the market doesn’t want,” said Christian Mann, general manager of Evil Angel Productions, one of the industry’s biggest makers of porn films. He also accused the adult film industry of not being forthcoming in reporting all cases of sexually transmitted diseases, including HIV, gonorrhea, chlamydia and others. British MPs call for Captain of Costa Concordia claims new gang murder law he fell into lifeboat during chaos

A NEW, less complex, law on gangrelated killings is needed to ensure justice for victims and defendants, MPs say. The Commons Justice Select Committee said clearer law on “joint enterprise” in England and Wales would cut appeals. Under joint enterprise, groups or gangs can be charged with murder even if just one person delivered the fatal blow. Ahead of any legislation, the director of public prosecutions has agreed to issue guidelines on the level of involvement needed for a murder charge. The MPs’ committee said the law surrounding gang murder cases was now so complicated that juries “may find it impossible to understand how to reach the right verdict”. Its report said a new law was needed to ensure justice and end the high number of appeals against convictions. In the meantime prosecutors should urgently be given new guidance in joint enterprise cases, particularly those involving gangrelated killings, the MPs said, to help

clarify the situation before a new law can be brought in. ‘OWN ACTIONS ONLY’ The legal principle of joint enterprise - through which two men were convicted earlier this month of the 1993 murder of black teenager Stephen Lawrence - means that entire groups or gangs can be charged with murder, even if only one person carried out the killing. In December, five teenagers were given sentences of detention for killing 15-year-old Zac Olumegbon, who was stabbed to death as he arrived at school in West Norwood, south London, in July 2010. Speaking after the case, Det Ch Insp John McFarlane said: “This case must act as a deterrent to other young people who think they will not be prosecuted or go to prison just because they did not deliver the fatal blow. “The law on joint enterprise is clear and unforgiving - if you are with the knifeman in a murder case you too could be found guilty and sent to prison.” Jordan Towers was jailed for life in 2007 after being convicted of murder under joint enterprise.

THE SAGA of the liner Costa Concordia veered from tragedy to farce Wednesday when her cowardly captain explained that he never meant to abandon ship — he merely tripped and fell into a lifeboat. “The passengers were crowding the decks, storming the boats,” Capt. Francesco Schettino told a closed-door inquest, according to La Repubblica newspaper. “I didn’t even have a life jacket because I gave it to one of the passengers. I was trying to get them into the boats in orderly fashion. Suddenly, because the ship was tilted 60-70 degrees, I stumbled and ended up in one of the lifeboats. That’s why I was there,” he said. The newspaper called it a “curious explanation,” noting Schettino was in a lifeboat with his computer — and two second mates. “Did they trip too?” La Repubblica wondered. Schettino was revealed as a lilylivered craven Tuesday with the release of an extraordinary tape of a Coast Guard official raging at him to do his duty and go back aboard.

United trail leaders Manchester City by three points and were knocked out of the Champions League before Christmas. But the United captain believes the club are starting to overcome injury problems that have hit the club. Vidic, ruled out for the rest of the season, told the BBC: “How we finish is most important. We will be better.” United have been hit by injuries in defence, with Rio Ferdinand, Chris Smalling, Jonny Evans and Phil Jones having all missed games over the past month. Beer ‘must be sold’ at Brazil World Cup, says FIFA BEER must be sold at all venues hosting matches in the 2014 World Cup in Brazil, football’s world governing body, FIFA, has insisted. Fifa General Secretary Jerome Valcke said the right to sell beer must be enshrined in a World Cup law the Brazilian Congress is considering. Alcoholic drinks are currently banned at Brazilian stadiums and the country’s health minister has urged Congress to maintain the ban in the new law. Brewer Budweiser is a big FIFA sponsor. Mr Valcke is visiting Brazil to press for progress on the muchdelayed World Cup law. FIFA has become frustrated, because voting on the legislation has been held up in Congress by the dispute over alcohol sales.

The Brazilian government has also failed to resolve differences with Fifa over cut-price tickets for students and senior citizens, and demands for sponsors of the World Cup to have their trademarks protected. ‘RIGHT TO SELL BEER’ In remarks to journalists in Rio de Janeiro, Mr Valcke sounded frustrated with Brazilian officials: “Alcoholic drinks are part of the FIFA World Cup, so we’re going to have them. Excuse me if I sound a bit arrogant but that’s something we won’t negotiate,” he said. “The fact that we have the right to sell beer has to be a part of the law.” Alcohol was banned at Brazilian football matches in 2003 in an attempt to tackle violence between rival football fans.

Health Minister Alexandre Padilha and other members of Congress have called for the ban to be maintained. Mr Valcke said negotiations with Brazil over details of the World Cup had been slow. “We lost a lot of time and we were not able to discuss with people in charge that are willing to make a decision,” he said, adding that it was the first time a country was still in talks five years after winning the right to host the tournament. During his visit to Brazil Mr Valcke has been touring the stadiums in 12 cities where the 2014 World Cup will be played. DAVID Beckham is to remain at LA Galaxy after signing a new two-year deal with the club. The former England captain, 36, had been linked with a move to Paris St Germain but decided to stay at the team he joined in 2007 from Real Madrid. “This was an important decision for me,” Beckham said in a statement. “I had many offers from clubs from around the world, however, I’m still passionate about playing in America and winning trophies with the Galaxy.’’ Beckham, who began his career at Manchester United, helped Galaxy lift the MLS Cup last season, meaning he has won a major trophy with each of the clubs he has

permanently signed for. His Galaxy contract expired on 31 December but with his family settled in California it now looks like he will finish his career in the United States. He has stated previously he would like to be involved in the running of an American club when his playing efforts come to an end, and he still harbours hopes of competing for the Great Britain team in the London Olympics. “I’ve seen first hand how popular soccer is now in the States and I’m as committed as ever to growing the game here,’’ Beckham said. “My family and I are incredibly happy and settled in America and we look forward to spending many more years here.’’ (BBC)

Pakistan whip England by 10 wickets in first Test ENGLAND folded to a humiliating defeat by 10 wickets in Dubai as their woeful batting performance helped Pakistan go 1-0 up in the three-Test series. Trailing by 146 runs, England made a disastrous start as Umar Gul (4-63) removed Andrew Strauss, Alastair Cook and Kevin Pietersen cheaply. Spinners Saeed Ajmal and Abdur Rehman then claimed three wickets apiece as England were skittled out for 160. Pakistan’s openers easily knocked off the required 15 runs to seal victory.

Just as it had been in the first innings, England’s batting performance made a mockery of their number one Test ranking as their technique and concentration were found wanting. In total, England’s top six made only 143 runs between them in the match as Ajmal became the first spinner to claim seven lbw dismissals in a Test. Perhaps the only crumb of comfort for England will be the fact that the early finish gives them two extra days to regroup before the second Test in Abu Dhabi starting next Wednesday. (BBC)

Women’s Football League:

Net Rockers defeat fighting Strikers LAST year’s champions Net Rockers FC had to work hard to overcome the young AFC Academy Strikers team 3-0 when the Women’s Football League re-started after the Christmas break. Gerline Azemard put Net Rockers ahead as she fired in from close range following a flick-on header. The Strikers had defended resolutely throughout the first half, but were undone moments before the break when Azemard’s long range effort sailed over the outstretched hands of Kateesha Clarke in goal. Rather than adopt a defensive approach in the second half the young academy players decided to try and get back in the game by playing a more attacking system. The ploy almost worked as Strikers enjoyed more possession and were finally able to put some pressure on their more experienced opponents. However, victory was sealed for Net Rockers when Patrice Senior’s clearance was deflected towards Kayla Gardiner who finished well from just inside the penalty box. Both teams had chances to score late on in the game. Senior’s long range effort was well saved by Clarke and both Crystal Stirling and Yarileke De La Cruz came close for the Strikers. Technical Director of the TCIFA Matthew Green was full

of praise for his young team saying: “Week by week they are improving. Last time we played Net Rockers we lost 8-0 so it shows we are moving in the right direction. This was always going to be a long term project, but we are well on our way to developing a strong Under-15 National team.” He added: “they have a great team spirit and they fear no one. As they mature they will improve in all areas of the game: technical, tactical, physical and psychological”. In the second game AFC Hurricanes ensured they remained on top of the league, by goal difference, with a 4-0 win against Revolution FC. Christina Hinds opened the scoring with a well taken goal mid-way through the first half. However, it was not until the second half that the Hurricanes’ passing and movement finally paid off as Sarah Cenary converted Lilli Fenelus’s cross to make it 2-0. Hinds scored her second when she latched on to a through ball delivered by Kadine Delphin and Cenary grabbed her second goal when she dribbled past two defenders and finished from close range. are a very competitive team and are probably favourites to win the championship, however if our girls take their chances we are capable of lifting the trophy this year”.

I do by virtue of being the first national coach and sport director in the history of the TCI going back to 1977, some 35 years ago. When we speak of national coach, there has been no other in the history of this country like myself. I am experienced at the national level in the sports of track and field, volleyball, basketball, softball, table tennis, lawn tennis, weight-lifting and I even tried my hands at national darts competition, plus I was very good at rifle shooting. I could also play cricket and field hockey, but did not particularly

I was president of the TCAAA, volleyball and table tennis, secretary of weight-lifting and rifle-shooting and advisor in lawn tennis and softball. THE STAGNATION OF JUDITH ROBINSON-EWING Jealously lies in the bosom of a fool, and is blind, self destructive and counter-productive. I am not trying to stir up contention, but, reality is reality, without vision the people perish. Can the blind lead the blind or can the least qualified experienced lead the most experienced/qualified? You be the judge. Ever since I wrote a most elevating

and complimentary article praising the commitment, accomplishments and accolades of the indomitable Judith Robinson-Ewing in her post as senior sports development officer in the country she has been on the receiving end of much undermining by some persons around her. I know who they are and they know themselves. THE STRIPPING OF A LEGEND To begin with Judith was forced to leave all her executive positions in the four or so national sports bodies. If this directive is not the epitome of counter-productivity, then there is no such thing. BLOCKING THE NATIONAL HALL OF FAME INAUGURATION It matters not to me to receive favours by kisses. I am basically 61 years old. One can no longer stagnate my life, for it is just about over. Last year December 10, was a projected date for Ms. Judith’s brainchild to give birth in an installation banquet. Information reaching me

revealed that she was systematically blocked by non co-operation of someone in higher authority. I am aware that I was one of the inductees. The Hall of Fame was not the only slip up last year, but our youths suffered when we did not give credit where credit was due. For the first time in the history of the world, the TCI has an U-20 male long jumper who won a bronze medal in the Junior Commonwealth Games. He came back home last year, but there were no float parade, no presentation or award banquet. No financial consideration towards defraying of expense to assist in furthering his career as a sports ambassador of the TCI. THE OPPORTUNITY MISSED Had young Ifeanyi Otuonye been treated with respect deserved at the national level, his accomplishment could have been an impetus for the youths of this nation who desperately need role models. It is time for us to put nation first and self second.

Almost 250 children participate in TCIFA youth programmes THE TURKS and Caicos Islands Football Association (TCIFA) youth programmes got off to an exciting start last weekend as almost 250 children turned out to play football at the association’s academy fields. The TCIFA started its U-7 Coed, U-9 Coed, U-11 Boys, U-14 Boys, U-12 Girls and U-15 Girls sessions for 2012 and the enthusiasm and enjoyment shown by the players was obvious. With over 20 volunteer coaches the association ensures that its young players are given every opportunity to develop their skills in a safe and fun environment. In addition to the Saturday morning sessions the TCIFA runs technical and tactical training sessions during the week for children from the age 5-20. The Saturday morning sessions however focus simply on playing games. The emphasis is on fun and it gives players a chance to showcase their talents in a friendly competitive environment. Technical Director Matthew Green was delighted with the start to the season. “Every year we attract more players, but I was pleasantly surprised how many children turned up today [Saturday]. It just goes to show that not only is football the number one sport in the world, but it is also the number one sport in the Turks and Caicos Islands”. The association is fully committed to developing the sport at youth level ensuring that players of all abilities, ages and nationalities are given an opportunity to participate and enjoy the world’s most popular game. Green added: “It is great to see so many young people having fun. Hopefully football will help them

acquire the discipline they need in their lives to do well at school, behave at home and become model citizens for our country. We want our players to enjoy the sport and understand the importance of hard work, commitment, working together and respecting one another.” AT LEAST EIGHT FOREIGN TEAMS The year promises to be a busy one for the TCIFA with at least eight foreign teams due to visit the islands to play against the association’s Centre’s of Excellence and Youth Development squads. “We already have several US teams committed to playing against our U-14 Boys and the Bahamas will be sending down a female team for a Beach Soccer tournament. With our various youth and school leagues, plus our senior leagues we can guarantee football for everybody for

the whole year”. Green was quick to thank all the people who made the programmes possible. “We have a very supportive executive committee and a very hard working general secretary (Mrs. Sonia Bien-Aime). Our volunteer coaches do an excellent job with the children and we are lucky to have youth sponsors like HAB / Regent Village, Stanfield Greene, Sailrock, Central Storage, Regent Palms and Provo Steel”. Green added that a big thank you must go out to the parents and the players themselves. “Without the support and encouragement of the parents our programmes would suffer, but ultimately it is the players that deserve the biggest praise. They are a pleasure to work with and their energy and enthusiasm is what drives us all at the association to do our best for the young people of our country”.

New cricket executive promises to target youths and women CRICKET in the TCI is under new management with a drive to spread the game to youths and women in 2012. Colin Sterling, who now sits as the head of the Turks and Caicos Islands Cricket Association is passionate about the growth of the sport, especially in the non conventional areas. He said that the plan is to develop the game at the youth level “through the primary and high schools” and through “special days/camps” for women.

Having a school competition is also high on the agenda of the executive which came into power last December. Men’s cricket will not be placed on the back-burner as there will be two senior competitions in Providenciales and Grand Turk this year. The first, a twenty20 clash will commence at the end of February while a 35 overs competition will be played later in the year with an Island Champions Competition, between the two

main stakeholders. At the AGM, Sterling was elected president, while Winston Quelch (Grand Turk) and Leroy Tull (Provo) were elected as vice-presidents; former President Michael Pereira was named secretary while cricketer Gareth Butler was voted in as the treasurer. Mr. Carlton Mills was appointed as the patron of the association and has indicated his interest in youth development, especially in the schools.

Pirates lose twice with reserve goalie THE TWA Marcelin Wolf Pirates suffered losses against the Carib Gaming Panthers and the J and W Constructions Flames mostly because of the absence of their regularly goalie. A last minute replacement was not as potent defensively as the Panthers won 13-6 in the first Midget Division clash for 2012. Rajhan Munnings led the Panthers’ attack with five goals and an assist, while Christian Robinson added four, Luke Ryan two and Serena Delancy and Patrick Musgrove one each. Delancy and Cierra Edross also made an assist each, but it was Jeffrey Been who was the main non-scoring playmaker after he dished out four assists. For the Pirates Gabriel DiotteJoly scored three goals and made an assist while his attacking partner Miguel Malcolm made two goals and two assists. There was also a goal and an assist for Myrhon Pereira and assists for Keanu Been (two) and Maya Saunders (one). The Pirates were able to attack more against the Flames, but they were still three goals down 12-9 after Quinn Higgs continued his aggression with six goals while Kennon Higgs added three and one assist. Kit Griffiths (also one assist), Wellington Williams and Clayon Bennett chipped in with one goal each, while Franklin Been and Justin Hagan made an assist each. For the Pirates Diotte-Joly again led the attack with four goals and five assists while Malcolm had four goals and two assists. JJ Affleck scored the other goal, while Keanu Been made an assist. BANTAM DIVISION The Pearls Residences at Gracebay

Beach Ltd Sharks suffered mix fortunes after going down to the Saunders and Co. Hurricanes 7-6 before whipping the Coco Bistro Lightning 10-3. Against the Hurricanes it was Kyle Cox’s day since his five goals almost propelled the Sharks home. Cox was supported by Cole Nickson and Orrin Campbell. Livingston Ferdinand was equally impressive for the winners with five goals, while Sebastian Turbyfield and Liam Delancy had one goal each. Liam Karam made two assists. Campbell and Nickson (also two assists) led the attack against the Lightning with four goals each, while Darius Coackley (one goal), Kyle Cox (one goal) and Amory Chesterson (one assist) supported. Ricaldo Valcin, Javed Shearer and Javiera Bovell scored for the Lightning, while Jamie Grey and Jack Small made two and one assists respectively. MINI DIVISION The Gansevoort Gators defeated the Sailrock Lobsters 7-6 before finishing 6-6 with the Gracebay Car Rentals and Sales Owls. Dylan Ayer led the attack against the Lobsters with five goals while Carson Greatrex added a pair. Oliver French supported well with three assists. Joshua Saunders scored three times, while Joe Canham added two and Spencer Weldon supported with a goal and an assist for the Lobsters. In the tied clash Ayer scored four while Greatrex and Oliver French supported. For the Owls Dylan Brubaker and Tristan Granshire had two goals each with support from Giovanni Aeillo and Jayden Fuller.
