PDM cautions about high interest rate loan next year BY DELANA ISLES THE PEOPLE’s Democratic Movement (PDM) has commended the country on receiving a stable credit rating yet again, but cautions the public on buying into the blind optimism touted by the Government of receiving low interest rates on a loan next year. In an invited comment, Leader of the Opposition Sharlene Cartwright Robinson also advised that the ties the TCI enjoys with Britain and the mechanisms in place for financial prudence within the constitution are what really ensured the initial and second positive BBB+ rating from Standard and Poor’s last year and again last month. “The people have to understand how the rating is managed and how it is done. “We [PDM members] had another opportunity to meet with Standard and Poor’s representatives and we were able to share our position, especially from the position of an oversight body like the public accounts committee… “The structure that has been put in place through the PFM Ordinance and regulations, the procurement ordinance and the reporting procedures are embedded in the
constitution; these are what helped us maintain the rating.” She added that this is why in her last budget address she cautioned the Government to be careful when challenging things which are helping the country. “You can be upset about the level of reporting, but they [Government] are still not doing what they are supposed to be doing in terms of answering parliamentary questions – that’s a form of accountability. “The financial structure is sound; it is sound and I expected us to maintain our rating.” The party leader said she is “absolutely sure” that the reins are tighter than they probably would have been, had it been up to the elected Government. “We have to put that in perspective - anywhere you go to borrow money people are going to put measures in place to ensure that your obligation to them is met. “But the structure is there, it is in the constitution. So I feel we will be okay for a while unless we have something that impacts us crucially.” She noted that the analysts do take into account how the country is perceived and viewed and that people must remember that the TCI’s ties with Britain are what helped the
country in the rating, because they provide stability. Speaking to the possibility of the country receiving a low interest rate on the remaining sum (approximately $56 million) of the $170 million which will not be paid back from the sinking fund, Cartwright Robinson was sceptical that the rate will be as low as the Government would have the public believe. However, she had no opinion on where or from whom the loan should be sourced. “We really don’t have a position on that - the truth is we don’t really know much about the situation. “There’s a question that is going

to be asked next week in the House of Assembly as to the balance of the sinking fund – the Minister of Finance is required to give a full report midyear, in September sometime, so until then the Opposition itself is in the dark.” However, she added: “What I know through the Public Accounts Committee is that there are smaller bonds that are being retired; that will certainly change the picture on our
overall financial position. “So only closer to that time can we really say what our financial position is and where they should go – I don’t know what the rates are, what the discussions are. “We are hearing from the minister that he is having discussions with people – he is having all of these talks that banks are going to be competing; continued

Turkey trade mission a huge success, says finance minister “AS A small island economy with a narrow economic base, we have to open ourselves to new possibilities.” Minister of Finance, Investment and Trade, Washington Misick, made this statement following his return from a successful three day trade and investment mission to Istanbul, Turkey. The trip, which spanned over three days from June 29 to July 1, was at the invitation of Umut Emirler of Up Capital Strategy, a business development and strategic consultancy. The minister was accompanied
by John Smith, CEO of Turks and Caicos Airport Authority (TCIAA), and Justin Misick, aftercare executive in the Turks and Caicos Islands (TCI) Investment Unit. According to a press release on Thursday (July 16), Misick presented the TCI as strategically positioned at the crossroads of the Caribbean, Central, North and South America. He emphasised the attraction of the Islands’ legal framework, political stability and sophisticated professional cadre as a facilitator for international business.
“As a small island economy with a narrow economic base, we have to open ourselves to new possibilities and seek to attract capital and resources from friendly countries outside of our immediate region. “This is consistence with our objective of becoming the Monte Carlo of the Caribbean. “Given Istanbul’s strategic position between the east and west, and considering the regional conflicts, there is a real possibility of attracting investment from high continued

PDM reminds Gov’t of Freedom of Information campaign promise BY DELANA ISLES THE 2012 political campaigning has ended, but the PDM has not forgotten their promise to introduce a Freedom of Information Ordinance, neither have they forgotten the PNP’s passionate promise to do the same. But two years down the line, numerous difficulties when it comes to sourcing information from the Government, their agencies and statutory bodies, and the PDM is fed up with the seeming scarcity of basic information to them and the electorate. As such, Leader of the Opposition Sharlene Cartwright Robinson will soon be moving a private member’s motion in the House of Assembly to support the introduction of a Freedom of Information Ordinance. The motion, which was set to be heard on Monday (July 20), will be deferred to the August sitting, as the party leader will be unavailable. However, she spoke with the Weekly News on Thursday (July 16) about her intentions with taking the motion to the House. “Both political parties campaigned on it; we campaigned on it because it is so important in the country we are in to be as transparent as possible. “We are even more annoyed it has not been done – I know the media cries out about the situation – but we
are in the same boat. “I think that as a courtesy, certain information beyond what they [Government] decide to put out ought to be public information,” Cartwright Robinson said. She added that one of the things that inspired the motion – aside from the fact that the PDM gets no information from the Government – is that the public cannot get any information at all on the numbers of PRC holders or how many have been issued since the PNP took office. “A PRC holder with the right to work is a permanent resident and they can’t come back and tell people that they are not allowed to give that information. “You want to tell me that they don’t know how many people are legally allowed to hold PRCs in your country; that it is private? “I think if you don’t force this Government to give information that they can give, you will always be in the dark.” She added that this is one of her greatest problems with the Government - accountability and transparency – them only giving the bare necessities, when there is nothing wrong with going a little deeper. “And what it has done in this climate is to spark unnecessary rumours; I know the struggle that

people have even with the police. “What is wrong with putting up basic statistics – has there been an increase in rape? Okay deny it publicly, fine, but say something, I don’t care what it is. “As a woman, the police owe this to me, to say be on the alert. All of this is information that you ought to give, and I believe if you have that on the books they will do a little bit more,” she stated. The party leader noted that even with a Freedom of Information Ordinance, there will be mechanisms
to protect sensitive things because of national security risks, and this they fully support, but basic information ought to be accessible to the public. “Any Government should want that transparency and accountability,” she added. In her motion to the House, Cartwright Robinson outlines that the introduction of a Freedom of Information Ordinance is provided for in the Constitution Order of 2011. but there is nothing wrong with hearing we are looking at rates in the range of five to eight percent, what’s wrong with telling the public that?” The party leader noted that at the end of the day, when the UK guaranteed bond is retired, the country is more than likely going to be borrowing at a higher rate and the people of the country need to know this. “It was a British arranged loan, and because they guaranteed it, it was low – but remember, this is removing the guarantee, so the rate will be higher.
“… I don’t want people to down play the role of having political ties with the UK; that affects our credit rating, that affects the rating we got and we got to be realistic,” Cartwright Robinson said. The stable financial position and outlook the TCI finds itself in, was commended by the S&P analysts when they released their report last month, following a second rating exercise in May. Like their report last year, S&P made it clear that TCI’s close relationship with the UK, as an overseas territory, was a key factor in its rating calculation. The maintenance of the BBB+ rating strengthens the TCI’s
negotiating position as it holds discussions with financial institutions ahead of refinancing UK-guaranteed $170 million bond, which matures in February 2016. The Government is expected to issue invitations to tender for its refinancing requirement in September 2015 to financial lenders and institutions around the world. Earlier this year, Finance Minister Washington Misick conveyed his optimism for next year - stating that lenders are rushing to the TCI to refinance its loan. “We are now in a situation where based on all the hard work this Government has done, lenders are knocking themselves over,
jockeying for position, putting themselves in line to refinance whatever debt that is left in 2016. “I think that is a very enviable position to be in when you look at what is happening over the world,” Misick said back in April. An FSC report released earlier this year outlined that come March 2016, the $170 million will be paid back, and based on Government projections from the approved budget for this financial year, they intend to have about $116.6 million in the sinking fund to cover the majority of the loan. This leaves about $56 million to make up the $170 million, which will be borrowed.
provide for a right of access to information held by public authorities, for the conditions for the exercise of that right, and for restrictions and exceptions to that right in the interests of international relations, the security of the Islands or the United Kingdom, public safety, public order, public morality or the rights or interests of individuals.” She goes on to state that whereas both parties campaigned that it would bring such legislation to the House of Assembly for passage once elected; the Government has on several occasions presented bits of its proposed legislative agenda and has failed to include this important legislation and to make good on its promise. And that there is a serious need for the introduction of this ordinance to allow for greater access to information which ought to be accessible in the furtherance of good governance, as such the House needs to advise the Government to favourably consider the introduction of a Freedom of Information Ordinance as provided for in the Constitution of the Turks and Caicos Islands. Back in 2012, while still on the campaign trail, the now Minister of Finance, Washington Misick told this publication that the Freedom of Information Ordinance will be a priority of a PNP administration. At that time he said: “One of the things we have to do is find out what legislations have been drafted and prioritise them. “We can only move as fast as the legal resources allow us, but definitely the Freedom of Information Ordinance is important. “I cannot say it will happen in the first 100 days, because we have a large number of important legislations, such as socially related legislations that we have to address, but it is something we must deal with.” Premier Rufus Ewing, also in an invited comment to this publication at the time, had stated that there will be continuous collaborations with Turks and Caicos Islanders so they are involved in the process and will be able judge the party’s administration of the nation’s affairs. He promised that the public will know what they are doing “every step of the way”.

critical reform. They need compassion and training. More than anything else this case and the acquittal of the two lawyers exposes a deep need for training because “stupidly prepared cases” are being brought to court. The Integrity Commission is screwing and the lawyers cannot see this. It ‘don’t’ make sense. It seems as if ‘Dey don’t have no sense’. Cold and mean. They really need to remove the Ric Todd Chip of selective prosecution because we all are paying these costs of wasted energy and costs. The Government must pay the fees of Ms Harvey and train public officers. These people are costing the Government and tax payers money.
THE NEW Director of Public Prosecutions (DPP) has dismissed charges against Permanent Secretary of Finance, Athenee Harvey brought by the Integrity Commission last year. According to DPP John Masters: “The evidence revealed that Ms Harvey had a bona fide belief that she should have been allowed, like others before her, to have luggage offloaded and when there was confusion whether the luggage should be released she questioned the decision making process.” What are your thoughts?
Just smoke and mirrors
We have recently witnessed two high level Government employees using a cruise ship stop in Grand Turk to offload a sizeable number of suitcases, bringing the merchandise into the country without the appropriate duties being paid. In spite of all the hype and shenanigans that have surrounded these cases, nothing else matters. The fact that the goods were apparently misclassified between cargo and luggage is of no significance whatsoever, the Carnival pier not being an official port of entry into the Turks and Caicos Islands is irrelevant, and the apparent botching of the initial charges by the Integrity Commission is meaningless (except to indicate yet again just how ineffective that body really is). What we have here, plain and simple, is two senior civil servants using their positions to import goods into this country and avoiding the duties that would have been attracted had this same thing been tried by an ordinary citizen. And yet both of these women have been reinstated to their Government positions as if none of this had ever happened. Could it be that the Turks and Caicos Islands Integrity Commission is modelled on the Good Conduct Committee at Attica State Prison – having to be very careful of what standards it tries to impose, considering the character of those that come under its jurisdiction?
Incompetent Integrity Commission
This deal shows the waste of money spent on our Integrity Committee which doesn’t know right from wrong. After reading this I read our Human Rights leader was on a free Government trip to Ireland while TC Islanders human rights are snuffed out. Her daughter visited fourth world New
Guinea to find out how to run education and now that shows. The Governor, who to our knowledge has never set foot in the family islands now visits and loves a brewery. It’s time to immigrate to Dogpatch.
Is she really that uninformed?
When you know how to play the system, anything is fair game. I was always thought that ignorance of the law was no excuse. When the department that handles duty and taxes is directly under her control, one wonders about her overall ignorance. Perhaps if she is that ill-informed, she should be in a different position.
More harm than good!
While I believe that better care must be taken before bringing charges in these type instances, I believe that this new DPP has made a major public blunder. Imagine two institutions protecting good governance are publicly in dispute. Thinking the case should have been heard and she cleared as there is so much speculation as to whether this DPP had instructions. Then he makes such a public statement showing that he is a loner and has no responsibility for protecting his other fellow institutions. If I were the Integrity Commission, I would file for a judicial review and then release the findings publicly. Looks like this new DPP is going to be exciting. He should have allowed the jury to clear her and then she would not be under so heavy a veil of suspicion and he may have been saved some of the criticisms to come.

was all a misunderstanding. All cruise ships allow passengers to offload luggage. Most cruise ports are set up to have custom officers in place to examine the luggage that will remain on the island. Whatever custom duties are charged, are paid before the luggage leaves the ship. Unfortunately Carnival doesn’t have this information clearly posted. Passengers have to ask. Carnivals procedure is as follows: 1. Passengers must come to the guest service desk and express their intention to take luggage off. 2. Forms are given to passengers to fill out describing the contents of the suitcase(s) and/or bags to be taken off. 3. The suitcases, bags etc are brought down to the service desk the evening before docking. 4. Carnival informs customs on the island. 5. When customs come on board to clear the ship, they receive the forms, check the bags and determine what charges etc, if any, the passengers have to pay when they return home from their cruise.
Selective, spiteful prosecutions
One must remember that the Integrity Commission was programmed by the Ric Todd Chip. This chip and its properties are consistent with an order that defies the rule of law; selective in its aggression against ‘enemies of the Ric Todd state’ and programmed to avoid going after the real offenders. Compassionate, sensible well trained people are demotivated, kept down, released and cashiered because such minds are of no use to the colonial order and the need to keep a grip on the people. An untrained and mean public officer is to survival of the colonial order and the cases emerging are strong indicators of this. While all of this is going on the Integrity Commission and the AG’s Chambers require
I am not sure I understand this at all. It would seem to be a given that you can take your luggage off a cruise ship, but if you do that at your home port, then surely customs must check it out and charge duty on any items that are not duty free. I thought she was charged with evading the duty payable on items in her 25 pieces of luggage? Turns out she was only charged for being rude? And DID she ever pay any duty on the items she brought in via cruise ship? Perhaps your journalists can answer those questions, so we have the real story.
Slipping through the cracks
Money speaks once you can hire a high profile lawyer. Just another high profile public servant getting away with inconsistencies of another department of Government operations. Each department needs a handbook of how it should operate regardless of who it is dealing with. Here we go again; another one slips through the cracks. Does the law change when someone is not on official duties? Ever since the ‘Top Cop’ case John Public have been asking can an off duty cop arrest anyone deemed to be committing a crime? Would his evidence hold up in court? Mr John Masters you might have to review some other custom cases and give back people their money that was wrongly demanded from them by custom officers in the past.

Gov’t seeks better Taxi driver found dead hurricane prediction in Kew Town home equipment By Daisy Handfield
THE GOVERNMENT is set to formalise its relationship with the University Navstar Consortium (UNAVCO) through a memorandum of understanding to enable the body to upgrade the GPS station at South Base in Grand Turk. This is according to a post Cabinet statement from the Governor’s Office on Thursday (July 16). The GPS station measures changes in movements of the earth’s crust in earthquake zones and measures climatic changes to improve hurricane forecasting. Acting Governor Anya Williams, who chaired the 18th meeting of the Cabinet on Wednesday at the Hilly Ewing Building in Providenciales, was advised to formalise the relationship between the TCIG and the institute, which is based at the University of Colorado. Cabinet also considered the recommendations of the Crown land advisory panel to tender the following parcels for commercial lease – 20307/70, 88, 89, 90 and 20308/58 situated on South Caicos. Members reviewed an aide memoire submitted by the Caribbean Development Bank (CDB) to form the basis of a Country Strategy Paper for co-operation between the CDB and TCIG on the TCI’s future economic development and authorised the Minister of Finance to sign the document on behalf of TCIG. Approval was given to a proposal to upgrade the Reverse Osmosis Plant in Grand Turk to increase the capacity of water production and distribution across Grand Turk.
The body also advised the Acting Governor to formalise the existing agreement between TCIG and Island Displays to position 16 advertising billboards at specified points of Crown land along the Leeward Highway in Providenciales subject to payment of fees consistent with the fees structure under the policy on advertising signs on Crown land. Cabinet received a presentation by the Ministry of Health on progress to manage the InterHealth Canada hospital contract to deliver value for money for TCIG. They also reviewed an information paper prepared by the Ministry of Finance, Investment and Trade on progress to establish the ‘Invest Turks and Caicos Agency’ and discussed changes to the organisational structure in the paper. Cabinet further approved the introduction of a Sports Development Ordinance and Regulations Bill 2015 to promote and develop sport in TCI; as well as a the proposed Disaster Management Bill 2014 to proceed for debate in the House of Assembly. Dates for the opening and closing of the 2015/16 Caribbean spiny lobster season to run from August 15 to March 15, 2016, and other measures to enhance the lobster fishery industry, were also approved by Cabinet. Additionally, Cabinet noted the recommendations of the procurement board on the award of contracts under the Public Procurement Ordinance 2012 for repairs to the Governor’s residence roof and refurbishment works to the Marjorie Basden High School Science Laboratory on South Caicos.

More notably, Turkish Airlines discussed the potential for an air service agreement between Turkey and the TCI, as well as interlining with flights out of Miami into the TCI starting as early as October 2015.
“This trip was an eye opener to all the trading opportunities between our two countries, with some of the best recognised contractors are in the world, this new relationship may create an opportunity for some of our under-resourced contractors to partner with greater expertise, and resources,” Misick said. “The Turkish hospitality was superb, and gave my team an opportunity to appreciate the historic importance of Istanbul as a commercial capital.” While in Turkey, the minister and his team called on the British Counsel General. The UK maintains a cadre of some 250 commercial attaches in Istanbul illustrating the importance of Turkey as a trading partner.
SIDNEY Stuart, former driver for ex-Premier Michael Misick, was found dead in his Kew Town home in Providenciales on Tuesday afternoon (July 14). Stuart’s lifeless body was discovered at about 3.03pm by friends. After receiving reports of the incident, police and an ambulance rushed to the scene. The 45-year-old taxi driver was pronounced dead by a doctor in attendance. A post mortem is expected to be carried out soon to determine the cause of death. Former premier Michael Misick, who was a very close friend of Stuart, told the Weekly News that he was shocked and saddened by the death of his employee and friend. “I am still in shock and trying to come to terms with the loss of Sidney. “Sidney was not only an exemployee of mine, but he was a dear friend and brother to me.” Misick described Stuart as an incredibly loyal and reliable man. He said: “I could count on him at any time. “I know he loved me dearly and I loved him dearly and I am going to miss him tremendously and it was great loss to our church [Abundant Life Ministries], to the wider community and especially to the tourism industry. “I just want to express my sympathies to his wife, his mom and

his children. “His memory will live on forever in our hearts.” Friends of Stuart took to social media site, Facebook, to express how his absence affected them. One said: “Wow. Never saw you without a smile, and always got some mess to tease me about whenever we

spoke. “My deepest sympathy to all the families, friends and associates in mourning in the TCI, my goodness. “Really at a loss for words.” Stuart, who was of Bahamian and TCI descent, leaves to mourn his children, countless friends and family.

Woman hospitalised after car crash By Daisy Handfield A VIOLENT car crash at the intersection by Menzie’s health clinic in Providenciales on Monday (July 13) left a woman hospitalised with serious injuries to her left hand. According to police officer Kevin Clarke, a Honda Civic car was coming out of the Glass Shack area, heading in a northern direction. Upon reaching the corner of Glass Shack, the driver noticed a truck heading in a western direction, indicating that they were turning left. The Honda driver then drove out of Glass Shack only to collide with a Tuscan Hyundai jeep that was heading west on the Leeward Highway on the right lane, closer to the median. The Hyundai rolled several times on the road before landing on the passenger side. The collision caused extensive damage to both vehicles. The driver of the Hyundai was assisted by paramedics to get out of
the vehicle and was then rushed to the Cheshire Hall Medical Centre for immediate attention. She was the only passenger inside of that vehicle. The injured woman, 52-year-old Karen Kidik told the Weekly News on Thursday (July 16) that she is still in the hospital and that her left hand sustained heavy injuries which include a few broken fingers. She said: “I am very thankful to be alive because there is no way I should have walked out of that accident.” Police did not report any injuries to the driver of the Honda Civic. Clarke said: “Drivers must always be reminded to continue to pay attention on the road at all times. “Drivers must also be reminded that although oncoming vehicles may have their signals on to turn, they must wait until that vehicle has turned before coming out of any corner. “They must also be reminded, no texting and driving.”

JetBlue adds Charleston and South Carolina to TCI
JETBLUE said last week that it plans to start service to Charleston, South Carolina and Turks and Caicos later this year. The airline has set of goal of exceeding 100 daily flights at Fort Lauderdale-Hollywood International Airport by 2017. Daily nonstop service between Fort Lauderdale and Charleston International Airport is scheduled to start November 19. JetBlue must receive government operating authority before starting service to and from Providenciales International Airport in Turks and Caicos, but the airline intends to launch that route in November. Both flights will operate with an Embraer 190 aircraft, which seats 100. Charleston and Turks and Caicos are the airline’s seventh and eighth new nonstop routes this year from Fort Lauderdale. Other service includes flights to Mexico City, Albany, Baltimore, Cleveland, Detroit and Philadelphia.

Coastal radar upgrades look likely EXPERTS in coastal surveillance gave presentations on Monday (July 12) to explain how the Government can improve its border control system. The Coastal Radar Department within the Ministry of Border Control and Employment put together the talks which discussed possible technological upgrades to the 24 hour manned radar facility. Attendees included the Permanent Secretary in the Ministry of Border Control and Employment, Clara Gardiner, the Deputy Commissioner of Police Rodney Adams, Assistant Superintendent Mr Bacchus, the new Director of the Department of Environment and Maritime Affairs (DEMA) John Clayvon and senior
officials from the Customs and Immigration Departments. The session was chaired by Rodman Johnson, supervisor of the Coastal Radar Station, who spoke about the benefits of the station and its excellent performance record to date. He also discussed the expanding role it has of information sharing to several stakeholder agencies including the Royal Turks and Caicos Islands Police Force, the United States Coast Guard and DEMA. The guest presenter for the session Steve Dryden, president and CEO of Mariner Group, gave live demonstrations of his company’s products and services. He explained the potential
Salt Cay gets new clinic A NEWLY refurbished and expanded Salt Cay Primary Healthcare Clinic was officially opened on Friday, July 10. Refurbishment and expansion of the Salt Cay clinic commenced in July 2013 through the Turks and Caicos Islands Government capital funding programme. The contractor completed the works within the required timeline, the Government advised last week. The current clinic includes a more spacious waiting room and reception area, dispensary, observation room and treatment room, and patient and staff bathrooms. It also houses space for dental services. This will see the reintroduction of dental services, which will be readily available and easily accessible to the people of Salt Cay. The new clinic is one of five Government primary healthcare clinics earmarked for renovation and expansion. In April, a similar facility was commissioned in Middle Caicos – the Alsada Hall-Malcom Primary Healthcare Clinic - sporting the same amenities and additional services. The objective of the Ministry of Health is to ensure that primary healthcare services remain readily available, easily accessible and
affordable to the Turks and Caicos Islands population including Salt Cay.

benefits they could give to inland and border surveillance, as well as managing response assets and events in the field. In a press release on Thursday (July 16) Minister of Border Control and Employment, Ricardo Donhue Gardiner, said: “The exercise showed the magnitude of the emerging threats and while we can learn from the past, the Turks and Caicos Islands can be better served by looking at systems such as the one presented today in articulating and developing our strategies for now and the future. “I would like to thank the presenters and attendees for this exercise and commend you all for the excellent work you do every day.” Tenders are being invited for construction work which will bring about an extension of the monitoring cabin.
Sloop carrying 99 Haitian migrants intercepted A SLOOP carrying 99 people was intercepted by the Royal Turks and Caicos Islands Police Force at about 9.30am on Saturday (July 11) one mile off Providenciales. According to a police press release, the 27-foot wide vessel which travelled from Haiti was escorted to the South Dock port by the Marine Branch. Officials from various police units, Border Control, and other Government and nongovernmental agencies were on hand to assist with the processing of the people on board. The vessel carried 19 women and 80 men. All of the passengers were

later transported to the Detention Centre for further processing and detention. Plans are currently progressing for the repatriation of the captured people to their homeland within the next few days. A systematic search of the vessel was conducted but nothing illegal was found, police said. Police are further encouraging people in the community to contact law enforcement with any information concerning the whereabouts of any illegal migrants or on pending sloop arrivals. Seven Stars introduces new The carnival performance review continues SEVEN Stars Resort is continuing its efforts to develop a highly skilled team by introducing new methods of evaluating staff performance. Fiona Rassell, managing director of STORM Training and Development, returned to the resort to continue a training programme designed for all team members, managers and the executive team. She also launched Seven Stars’ updated performance and development review programme, according to a press release on Tuesday (July 14). During her visit Rassell spent a lot of time with Seven Stars’ departmental trainers to review their
service standards and to coach and develop the resort’s staffing teams including those on ‘guests first’ and etiquette training. A changed TCI? TCI society has changed. We have previously been a more equal society with religion providing a sense of values and direction. International values have influenced us and we now adopt many of these as our own, and the distasteful parts of our social life have taken on a form usually associated with other societies. This permits us to excuse any behaviour as due to the fact that we are first world in many respects. Because of all of this we have become like everyone else. With economic progress we see ourselves as rich, when a sector of our society lives in want. We used to share our individual resources with others not so endowed but now our capacity to do this has been curtailed. There is a lack of caring, replaced by the ‘me alone’ way of thinking, and we tend to favour others over our own. Some of us sin knowingly but feel a visit with the congregation fixes this. More concretely, we have become a class-based society with a political, professional and a lower ladder class. The political and professional classes live a lifestyle others can merely dream about. They have their own distinctive

politics, but the professional class is not affected irrespective of which party is in office or what the state of the economy is. So distinct social classes have replaced our previously middle class society. Back in the day we respected our institutions but now distrust has taken over. Some feel they work only for the benefit of the few and see the country as an employment agency for outsiders. Coupled with all this, many locals are disengaged from what is going on. There is no sense of connection with a homeland. When we shop we go into most establishments owned by ‘the other people’. And when we need a haircut, we have to check those with a different language. We call this progress. But for whom? We once controlled
everything. Are we now so disengaged that we lack the courage to make ourselves count? There was a time when we had a sense of direction. Now we have lost our bearings. We sound helpless on the talk shows and appear to be whistling in the dark. Our political leaders make statements which bounce off us and we seem to be on our own. A country can only survive when its citizens are motivated. Effective leadership requires a workable and sustainable vision and a strategic plan to make it happen. We must also have ‘buy in’ by all citizens if positive change is to occur. When this happens we can then boast of a TCI that has really changed.
Dear Editor, Once again the Crown and TCIG have effectively demonstrated their inept, incompetent and reckless management of the TCI’s assets while exposing taxpayers to another endless round of civil litigation for wilful breach of contract by the Crown and our elected officials. What will it cost the TCI’s taxpayer this time? For those TCI residents who have not read or heard the facts, the lawyer for the developer of the now defunct Caicos Beach Club on South Caicos, Patti Rahl said that the developers of the project will be suing Scotiabank and possibly the Government of the Turks and Caicos Islands. Rahl said that the Government is in breach of the development agreement which requires the provision of a working runway and a redeveloped airport on South Caicos. She said they have had many discussions with the Government over the years about the airport’s development, to no avail. The Government has an obligation to deliver a working runway and a redeveloped airport and they have not. This is another example of the Crown and TCIG not doing what they said they were going to do, when they said they were going to do it and the consequences of their actions or lack thereof have financially damaged another developer, scores of foreign buyers and now the TCI taxpayer will pay again in the form of inflated legal fees from UK lawyers who continue to feed at the civil recovery lawyers feed trough. Does anybody think this kind of bad government performance of obligations and publicity about buyers and developers losing their hard earned money in the TCI because of the Government’s breaches of contract will encourage and induce new investment in the
TCI? I think not. The TCIG encourages new investors and developers to the TCI to liaise with TCI Invest. From a practical perspective development agreements should be negotiated by TCI Invest with the goal of bringing jobs and prosperity to these Islands and that development agreement should be supported and monitored through the offices of TCI Invest for compliance by the developer and TCIG. But, experienced businessmen perusing the TCI for business opportunities recognise immediately that they are dealing with incompetent and inexperienced amateurs when dealing with representatives of TCI Invest. Ask yourself, how many new job creating projects have actually broken ground in the TCI since 2008? Despite the current robust economy in the USA, most American investors continue to steer clear of the TCI. Business incompetence and legal exposure for the taxpayer will continue here until TCI Invest employs experienced and competent business professionals with a track record of developing, negotiating, managing and monitoring large and lengthy contracts. God is certainly bestowing grand financial largess on marginal UK lawyers fortunate enough to have snagged an unlimited ‘fat hog’ work assignment like working in the TCI for the civil recovery lawyers while living in beach front resorts at the expense of the people of the TCI. They seem to be in no hurry to leave. I wonder why? The carnival continues while the Queen is too old, self-absorbed and uninterested to realise she should be embarrassed and ashamed. National Trust summer camp begins soon THE ANNUAL Children’s Summer Camp 2015 is set to take place from July 27 to 31, it was announced this week. According to a press release from the TCI National Trust on Tuesday (July 14), the five day camp will be held at the Department of Youth Affairs with field trips to heritage sites. Anyone aged between seven and 12-years-old can attend for just $55 for non-members and $50 for members including lunches. The Turks and Caicos National Trust annual camp provides an opportunity for children to become engaged in their heritage, to get involved and share their knowledge. “We have many educational and exciting activities planned this year,” the release read. The themes of the children’s environmental and cultural camp will be on several topics including the Shark Conservation Initiative, the Caicos Pine Recovery Project, Literature and Storytelling, Cultural Music and Dance, Island Expedition and Mock Barn Fire. The camp will run from 10am to 2.30pm, from Monday to Friday. On Friday afternoon at 1pm there will be a closing programme for parents or guardians and friends. Staff from the Turks and Caicos National Trust will lead the programme along with key resources people at each camp session. Parents looking to register their children can do so at the Turks and Caicos National Trust office in Town Centre Mall, Downtown Providenciales. Dominican woman commits suicide in Grand Turk A DOMINICAN woman by the name of Josephine Selver was found hanging in her home in Back Salina, Grand Turk, on Friday (July 10). The woman who is said to have been married to a local man has been living in the Turks and Caicos Islands for a number of years. Police officials were vague with information given to the media, only confirming that someone died and that they are investigating the circumstances of an apparent suicide.

My homework on political independence – Part two SOMETIMES when you do thorough homework you find more information than you intended to. I don’t want to rob you of any information or manipulate my findings, because I have no hidden agenda as it relates to my view on political independence for the TCI. That being said, these are the remaining findings of my homework. One of the main reasons why the British Caribbean leaders fought for political independence for their countries between 1960 and 1980 was because through their eyes they could not see the British government granting their elected government more local autonomy, or initiating the level of economic development and investment in infrastructure they deemed necessary to sustain their growing population. Hungry for more power and the ability to direct the affairs of their country these political leaders examined the natural and human resources that they possessed and convinced the voters in their respective countries that they were ready to become a sovereign
independent state. What were the results? The economic history of those countries will indicate that the economy always blossoms immediately after independence because the governments secure funding and enough investment at the initial stages to paint a picture of stability and sustainability to the British and their local citizens that independence was the right decision. They invest heavily in education and national development believing that a well equipped population will be employed when foreign investment comes to their countries. Additionally, their central banks try to maintain a stable local currency and keep the exchange rate on power with that of international trading currencies such as United States dollar and the British pound. Subsequently, a few years after independence, a few bad economic and political decisions by leaders, overcrowded trading markets and a struggling inflating currency, we find these same countries who demanded political independence now crying out for regional cooperation. The whole idea of political independence is the surety that you as a nation are able to take care of

every responsibility on your own! Moreover, these very same independent nations because of similar economic problems, mismanagement of public funds, corrupt leaders that never answered for their actions, rising crime rates, increase poverty among its population due to stagnated economic growth were force to form ineffective regional bodies like CARICOM, CSME, CARIFTA, and OECS hoping to survive together through cooperation. Additionally these same independent nations are crying for refinancing of loans, and for their lenders to wipe off their debts hoping to borrow again in an effort to sustain their countries’ ability to continue operating as a relevant independent state.
They cannot stop borrowing money and cannot devise a sustainable strategy to pay back what they owe. These very same independent countries are also lobbying for free movement to other countries where a better economy exists. While they might celebrate independence and sovereignty once a year on their birthday they also have to mourn the realities I have touched on in this column. Those realities are just the tip of the iceberg of the challenges faced by independent countries in the Caribbean and British West Indies. I apologise if this was too much for you to consume, however this was my homework. Before you take your position you need to do yours.

Crime, all over
THE TREMENDOUS increase in crime not only in the TCI but also the United States is a serious concern. Almost as serious is unemployment. However crime is directly related to unemployment. We are all sensitive to the rise of crime in both the TCI and the USA; crime reports lead US and TCI news television reports. The PNP media is now using anonymous names preaching against police. The same situation is playing out in the USA but from a different perspective. The TCI’s police are said to be too laid back and inactive, not caring about anything except their paycheques. The USA’s police are said to be too rough and prejudicial. Unfortunately these opinions have some truth. However police problems are not a real cause of crime. The presence of a strong police force can be a deterrent but weak police are rarely a crime cause.
Strong police rarely scare criminals. The TCI’s and USA criminals have similar reasons for turning to crime. Lack of honest employment and/or a need to feed a drug habit. The PNP blames police because cops are under the Governor and the PNP needs to find another scapegoat to blame for the coming trials. The entire PNP party alleged corrupt policies may soon be exposed. The PNP would love to blame Britain but under the 2006 Constitution the TCI was in the PNP’s hands with greatly reduced oversight. We need to explore the real reasons people, young people especially, turn to crime. Remember, ‘Idle hands are the devils workshop’ is as true today as ever. Idle hands need employment as they pick up the marijuana joint, stolen prescriptions and harder drugs. In the USA cocaine and heroin are now big business. Young USA and TCI adults go this way because of a lack of rewarding career opportunities. There are starter

jobs but they are now dead end. In the TCI there are few jobs overall and similar to the USA flipping burgers or landscaping are not career opportunities. The USA started down this high crime road with the introduction of something called the ‘Great Society’ with heavy taxation. Then regulation of business drove companies and jobs overseas to countries with no regulation low wages and taxes. In the TCI it was ‘Bigger and Better’ policies that got into the pockets of present and prospective developers
and resort owners halting growth. Bigger-Better was spending money we did not have. Money now burdening us with debt, heavy taxes, high prices. Money spent on ‘no need to work’ jobs. The PNP used pension funds to loan money through the PNP managed bank to unqualified borrowers. As expected the bank soon went bust! Fixing crime requires reversing policies that cause crime. We need real government, then growth and employment. When will we make this choice?

Cadet corps participate in 10 day summer camp

SIXTY students from the Cadet Corps participated in a 10 day training programme at Brayton Hall, Providenciales, which started on July 9 and will conclude on Sunday (July 19). According to company sergeant major, Mark Wilkinson, the closing ceremony will be held a day early, on Saturday (July 19) at the Brayton Hall at 5.30pm so that corps that came down from the outer islands could leave that Sunday on the midday flight back to respected islands. He explained that the children from the camp, who ranged from ages 11 to 18, were living at Brayton Hall, with meals and everything prepared for them on the compound. Wilkinson said that the purpose of the camp was to refresh their memories on the drills that were taught to them. He said: “There is a cadet programme ‘Star One’ where they were trained, which was required for every cadet after a year. “Some will be promoted to instructor level which will be on the same afternoon of ceremony.” Cadets from North Caicos, South Caicos and Grand Turk also assisted with the camp. The sergeant said that he was impressed with the turnout of this camp and the support received from the Government and from parents. “We used the opportunity to bring our fellow teammates together so
that we all can be trained on the same level.” In previous months Captain for the Provo Cadet Corps, Nimrol Beckles emphasised that the additional training to the corps gave the students the opportunity to have fun while they learnt. Sergeant Winston Grant said that
he was enthused with the response from the students towards the programme. Grant said that it was an opportunity for other youths to see what the programme entailed and to think about joining. Aside from the training programme, the students train

CRIME BLOTTER Man arrested while trying to pawn stolen goods from CHHS POLICE have arrested a 20-yearold man for burglary and handling stolen goods in relation to a report that was made earlier that same day. At approximately 12.21pm on Wednesday (July 15) police officers attached to the Criminal Investigations Department (CID) responded to a burglary that occurred at the Clement Howell High School (CHHS) in Blue Hills. A number of tools from the woodwork shop were reported stolen and officers immediately commenced investigations. Acting on intelligence, officers visited a pawn shop in Providenciales later that same day at about 3.15pm. A 20-year-old man of Blue Hills was found in possession of tools that matched the description of those reported stolen from CHHS, while he was attempting to pawn them. The suspect was arrested and taken to Chalk Sound Police Station. He remains in police custody and was formally charged on Thursday (July 16).
Police seize cannabis at PLS A MAN, 22, was charged by police this past week for possession of a controlled drug at Providenciales International Airport. Police said that about 7.05am on Monday (July 13) officers attached to the airport observed an unattended bag which drew their suspicion as to its contents. A 22-year-old male was identified as the owner of the said bag and officers conducted a search. During the search of that bag, police located and seized 155 grams of suspected Cannabis. The charge of possession of a controlled drug was laid on the man after officers concluded their investigations into the suspected cannabis found in his bag. He was placed on station bail and will appear before Chief Magistrate Clifton Warner in the Magistrate’s Court on Tuesday, July 21.
Police seize six watches and a quantity of jewellery POLICE have arrested a 32-yearold man following a search warrant at a Lower Bight address. At about 8.25pm on Tuesday (July 14), police executed a search warrant at a home in the Bight.
During a search of the home, police located and seized six watches and a quantity of jewellery. The suspected stolen items were seized from the home for further forensic examination. Meanwhile, the man remains in police custody as investigations continue. Anyone who may have information pertaining to this incident, is asked to call police on 941-8083 or Crime Stoppers in Miami on 1-800-8477.
Cannabis and suspected stolen items confiscated by police A TWENTY-one-year-old man from the Bight has been arrested for the offence of possession of a controlled drug and suspicion of handling stolen goods. At about 12.30pm on Monday (July 13) police executed a search warrant at a home in the Bight. During a search of the home, police located and seized several items – three large flower pots containing suspected cannabis plants, one black and grey disc drive, one grey Toshiba laptop, one silver HP laptop, five computer laptop drive, sixteen phones, three memory drives for computer laptops, two wrist watches, one keyboard, two cameras, three microphones, three speakers and a quantity of chargers. The items were seized from the home for further forensic examination. Meanwhile, the 21-year-old man remains in police custody pending further investigations.
Man arrested for assault OFFICERS of the Royal Turks and Caicos Islands Police Force have arrested and charged three suspects for various offences. Tyrell Francis, 26, of Kew, North Caicos, was arrested and charged for burglary in connection with a report that was made on Monday, June 22. He was later given police bail for his appearance to the North Caicos Magistrate’s Court on Thursday (July 16). Another man, 22-year-old William Richard Penn Jr of the Bight, Providenciales, was arrested and charged for burglary and motor vehicle interference. Penn’s arrest is in connection with a report made on Wednesday, June 24. He remains in custody. A third male, age 41, (name undisclosed) of Blue Hills has been arrested on suspicion of assault occasioning actual bodily harm. The arrest is in connection with a report made on Sunday, July 12. He remains in police custody.

Summer interns begin work at FortisTCI FIVE college students were recently welcomed to FortisTCI to take part in an eight week summer internship. Demetrio Quant, Angelique Pereira, Gabriel Saunders, Jonathan Chan Jon Chu, and Miquel Swann, were each selected to participate in this year’s Student Summer Employment Programme (SSEP). As college interns at FortisTCI, they will have the opportunity to experience a professional working environment at a well-established international business. This exposure will help the students develop skill sets in their particular area of study and introduce them to the opportunities available in the energy sector. In a press release on Wednesday (July 15) Ruth Forbes, vice president of human resources, finance and CFO, said: “We are impressed with this year’s group of interns and the varying scholastic backgrounds that they have. “This year’s selection process was fairly tough, and we know that as each year passes, selections will only become tougher as more students apply. “We are excited to get to know the students in this year’s programme, and wish them a summer filled with learning new things.” Demetrio Quant, 22, is currently studying Electrical Electronic and Power Engineering at Newcastle University in the United Kingdom. Quant is working within the Energy Production and Project Planning Division.
He said: “I am currently working with the mechanics, and have been observing the maintenance of the generators on a daily basis. “Upon completion of my degree, I want to join the FortisTCI team full time and help in the development of both the company and my country.” Angelique Pereira, a 19-yearold who recently completed a twoyear Associates Degree in Business Accounting at the Turks and Caicos Islands Community College, is working in the Customer Service Department within the Customer and Corporate Services Division. A part of her responsibilities include responding to customer inquiries and managing customer accounts. Pereira said: “I applied to intern with FortisTCI because I was interested and eager to develop my communication, organisation, and numeracy skills. “I want to obtain my Bachelors and MBA abroad, and then return to the Turks and Caicos Islands to serve as a certified public accountant.” Gabriel Saunders, 18, is studying Business at the University of Waterloo. He is currently working with the Environmental Health and Safety (EHS) Department within the Transmission and Distribution Division. “So far I have conducted research, calculated costs, participated in a business conference call, and started reconstructing a business case that will be presented to the CEO of
FortisTCI,” Saunders said. “My long term goals include getting an MBA.” Jonathan Chan Jon Chu, an 18-year-old economics student at Saint Leo University in Florida, USA, is working with the Innovation Resource Planning (IRP) Department within the Executive Services Division. His responsibilities include helping to build presentations, working on business continuity plans, and researching environmental measures that FortisTCI can adopt. He said: “My long term goals entail returning to the Turks and Caicos Islands to help develop the country.” Twenty-seven-year-old Miquel Swann attends Newman University in Wichita Kansas and is majoring in accounting with a minor in information technology. TCI Beat Records mobilizes vending to PLS LEADING music label in the Islands, TCI Beat Records unveiled its musical CD Vending Machine in Providenciales International Airport last July 4. The machine is a custom design emerging from a normal food vending machine unit and holds up
to 430 CD’s in the racks and there are approximately 10 different local artists readily available for purchase. The list of artists will be updated periodically to better serve customers but now includes, “Caribbean Music Farm” and even “Island Force”. Record prices range from $5 to
$20 and the vending unit is currently only available to take cash but will soon be able to receive credit card transactions. The idea to have a CD machine came when Herbert Swann was working at the airport and he went to the soda machine and it lit up, a
release from the company said. “That was the moment that he realized he could sell his music at the airport in this very same fashion. He discussed his idea with his business partner (Kelci Talbot) and the two formed one vision, which was to bring another aspect of tourism to the Turks & Caicos Islands through music and harness the synergy of all local musicians in order to achieve more.” According to Swann: “Music brings comfort and enlightens my day, it helps me to concentrate and it takes away all ill feelings and grey clouds.” He said this is the type of experience he hopes to pass on to all persons that come to these beautiful by nature shores. “All of the new bells and whistles transform the retail experience into a fun interactive experience for our customers,” Talbot said. The machine was ordered from a company that is an expert in their field of vending to deliver a high quality product for customer use, the release read. Customers are able to engage
with the products through sensory experience of self-serve automation auditory and visually. Two listening stations have been set up with Ipads and Beats by DRE headphones to hear a 20 second clip of each song. Almost every song available in the machine can be sampled by these devices. All artists can be heard by visiting their website at TCIBeatRecords.com. TCI Beats is also looking to sign local talent to their record label and they offer a full range of services to boot. The company stated that their team of designers, engineers and producers will collaborate to create musical works that derive from the TCI. The label will then market and distribute the records on behalf of the musician to complete the full package. One of the main goals for TCI Beat Records would be to host a music festival with all local talent and the company would like to use the festival as a platform to attract international artists to record in the TCI at their studio, the release read.
TCI Blood Bank critically short of blood By Daisy Handfield A BROADCAST was sent out on behalf of the Turks and Caicos Islands Blood Bank on Wednesday (July 15), stating that it was critically short of blood and in need of donors. In the broadcast, people from all blood types were encouraged to visit the Cheshire Hall Medical Centre to donate blood as soon as possible. In a previous interview with medical director of the laboratories at InterHealth Canada, Larry Godfrey, he
explained how the hospital tries to keep sufficient blood in case of an emergency, but that the blood does have an expiration date. He said: “We don’t have access to all this blood so we try to maintain an inventory of approximately 15 units of blood on our shelves here at the hospital. “Remember blood has about 42 days of shelf life so if it’s not transfused within that time frame, it expires. “On Grand Turk we try to maintain at least five units, which is very difficult to do in a small community.”
The Blood Bank is constantly reaching out to the public for blood donations During that interview, Godfrey elaborated on the process that took place at the blood bank in the hospital. “The blood bank and the blood supplying system has been divided into two major activities centres; one is the inventory and the supply chain side, which fall under the administrative control of the Ministry of Health in the TCI. “They are responsible for contacting donors and bringing them in to donate blood.
“Then, there is the transfusion service which is under the laboratory at InterHealth Canada. “The donors come in and they donate a unit of blood which receives initial testing then it comes to the main hospital lab where the testing is repeated and if your physician deems that you need a blood transfusion, then we complete the testing and do the transfusion here at the laboratory,” Godfrey said. The Medical Director said that even though the population was increasing yearly, there is only a small percentage of people’s blood
that can be used, for various reasons. “What we found is that if you look at the total population of our community, it ranges from 25,000 to 35,000. “Of that amount only about 38 percent would be in the best of times eligible to be blood donors and of that 38 percent we have to rely on volunteer donors.” Once you are 17 or older and in good health, you can go to the hospital and state that you are interested in donating blood to the blood bank. Focus on growth at general managers’ conference GENERAL managers from all 23 Sandals Resorts International’s (SRI) properties attended a conference at Beaches Turks and Caicos recently. The Caribbean tourism industry and future development were topics that featured at the top of the agenda during the three day event, according to a press release on July 13. The conference, which takes place every two months, was attended by general managers from throughout the region as well as SRI executives and Premier Rufus Ewing. Anguillan revenue and customs bosses review TCI operations EARLIER this year the Anguillan government asked TCIG to host their Comptroller of Revenue Perin Bradley and Comptroller of Customs Travis Carty. During a two week understudy from June 8 to 19 the two men examined the operations of TCI’s Revenue and Customs Departments. Assisted by Collector of Customs Chawa Williams and Commissioner of Revenues Cynthia Castillo they witnessed the departments’ day to day operations. According to a Government press release on Thursday (July 16) both officers commended the management and staff on a rewarding professional experience. All parties committed to continue to assist each other with the view to further strengthen their respective administrations. “Both heads of TCIG’s Revenue and Customs Departments were elated that TCI was identified as models to conduct this understudy and that the recent revamp and successes of the departments have earned recognition within the region,” the release read.

Don’t die By Rebecca M There’s a shadow slowly drawing closer to the edge of a cliff, but, when life isn’t too complicated my little time much too precious to take notice. There is a cloud overcasting which is gradually causing the shadow to diminish so who am I to bother and waste time trying to figure out how to prevent this? Life is much too short to allow other people’s so-called problems to lower me into bondage. I’m pretty sure it’s agreeable to say the sunlight sometime scorches so why not let the cloud block this and shade you with its cool darkness? SMH…excuses, excuses. If only you’d take a step out of your limited vision and behold what presents itself before you, then your life would actually be worth living. Shadows flood this nation, the shadows of our youth so before darkness consumes them stretch forth your hand. Stretch forth your heart, you still have a chance to rescue them. So please don’t die just yet. Turning a blind eye to the reoccurring sledgehammer that pounds the hearts of others. Round one got you and round two got me so before round three defeats her and round four destroys him why can’t we just join hands and fight against the negative impact that constantly replays in different lives from day to day. Life has its struggles but not every struggle was meant to be fully experienced by every individual alone. We are our brother’s keepers. So please don’t die just yet.

Royal poinciana IF YOU are looking for a tree to be the centre of attention of your garden, the royal poinciana, also call flamboyant tree (Delox regia) may be the one, with its astonishing red/ orange blooms. Delonix regia is a species of a flowering plant from the Fabaceae family, noted for its fern look alike leaves and flamboyant display of flowers and colour. The royal poinciana is claimed to be amongst the most beautiful trees in the world. The flamboyant tree is a native to Madagascar and related to the
Tamarind and Mimosa trees. The tree should be planted in full sun. It is also a fast growing tree that can reach up to 40 ft. It spreads widely, giving it an umbrella form which will provide good shade during the warm months. Be sure to give it plenty of room when you plant it. During winter, it will lose its leaves which will allow the sun to penetrate through. And once established, it is very drought tolerant, which is why this tree is very popular in the Turks and Caicos Islands. A downside of the poinciana
is that the limbs are susceptible to breakage, they are soft wooded and so they take a beating from hurricanes. Early pruning encourages branch growth and will compensate for the weak wood. Poinciana flowers give rise to large bean pod fruit. These pods look like the old fashioned razor straps seen in the barber shop, 18 inches long and two inches wide. They hang on the tree throughout the winter and will fall on the ground in spring. It easily propagates from seeds. You could just allow the pods to dry on the tree then open the pods and collect the seeds. This tree is not aggressively invasive. It is generally spread
by planting and rarely by wind or wildlife. There are no significant pests or diseases of major concern, although sometimes caterpillar infestations can be a problem at one point during the season. Rarer is the yellow poinciana (Peltophorum pterocarpum). The yellow poinciana is a native from Sri Lanka and Indonesia. It grows a little bit taller than the original one and can reach up to 50 feet. It is easy to grow and has a beautiful fragrance but it doesn’t bloom every year in the Islands here. Royal poinciana is tolerant of some salt drift, not too fussy as to soil. Light fertilisation is recommended. Plant as a foundation tree or if you
have the land use three about 20 feet apart in a triangle. The effect will be a huge protected shaded area suitable for almost all plants and people There is also a dwarf Poinciana (Caesalpinia pulcherrima) that blooms in spring, summer and fall. It is a shrub growing up to 10 feet tall. C pulcherrima is the most widely it is a striking ornamental plant, widely grown in domestic and public gardens and has a beautiful inflorescence in yellow, red, pink and orange. Its small size and the fact that it tolerates pruning will allows it to be planted in groups to form a hedgerow, it can be also used to attract hummingbirds.

Talking to your kids about 911 emergencies ONE of the challenges of being a parent is arming your kids with the skills to handle the obstacles life presents. Teaching them how to use 911 in an emergency could be one of the simplest and most important lessons you’ll ever share. Not that long ago, there was a separate telephone number for each type of emergency agency. For a fire, you called the fire department; for a crime, you called the police; for a medical situation, you called an ambulance or doctor. But now 911 is a central number for all types of emergencies. An emergency dispatch operator quickly takes
information from the caller and puts the caller in direct contact with whatever emergency personnel are needed, thus making response time quicker. Everyone needs to know about calling 911 in an emergency. But kids also need to know the specifics about what an emergency is. Asking them questions like: “What would you do if we had a fire in our house?” or “What would you do if you saw someone trying to break in?” gives you a chance to discuss what constitutes an emergency and what to do if one occurs. Role playing is an especially good way to address various emergency scenarios and give your kids the confidence they’ll need to handle
them. For younger children, it might also help to talk about who the emergency workers are in your community - police officers, firefighters, paramedics, doctors, nurses, and so on - and what kinds of things they do to help people who are in trouble. This will clarify not only what types of emergencies can occur, but also who can help. When to call 911 Part of understanding what is an emergency; is knowing what is not. A fire, an intruder in the home, an unconscious family member - these are all things that would require a call to 911. A skinned knee, a stolen bicycle, or

a lost pet wouldn’t. Still, teach your child that if ever in doubt and there’s no adult around to ask, make the call. It’s much better to be safe than sorry. Make sure to teach your kids never to call 911 as a joke. Stress that whenever an unnecessary call is made to 911, it can delay a response to someone who actually needs it. If someone dials 911 as a prank, this could mean life or death for

Sunshine and your gums
Makeup terms and definitions THIS article touches upon some common and uncommon makeup terms and their meanings. Contouring/Shading This method is used to subtly enhance one’s features by causing the area to visually recede. Contouring can be done with either a cream and/or powder one to two shades darker than your skin tone and is used to give the illusion of a slimmer nose, defined cheekbones, angular jawline, smaller forehead and more. When contouring, always blend the product out so there are no visible or harsh lines. Highlighting This method is used to bring out or draw attention to features such as under the eyes, the bridge of the nose, centre of the forehead and chin and even on the bow of the lips. Strobing This method is used to highlight the face and create the illusion of glowing, radiant skin. It involves strategically placing a luminising product on places where the light naturally catches the face, such as the high points of the cheekbones, brow bones, down the bridge of the nose and the cupid’s bow. Special care should be taken to avoid applying too much product or product in the wrong areas as it can cause the face to look oily. Bronzing This is used to achieve a subtle sun kissed look and add ‘warmth’ to the face where you would naturally become tanned by the sun. Bronzer can be applied to the forehead, temples, chin, under the cheekbones, bridge of the nose and even across your collar bones. Try to avoid applying too much product which can look obvious and unnatural. Stippling This is a method of applying makeup and involves continuous patting and pressing motions or small dabs to
spread the product around the face. Due to the gentle motion of stippling, it’s also a great technique to use when you want to apply one product over another, or build up the coverage on problem spots or specific areas without disturbing what you've already applied underneath. For example, stipple concealer over a foundation, or a lip gloss over a lipstick. Buffing This is done by using a brush or clean fingers to blend the product into the skin. It is done in small circular motions all over the face so that it looks seamless as if it has melted in and become one with the skin instead of sitting on the surface. This method of application can give a smooth airbrushed appearance. Products that can be buffed into the skin are liquids, creams and gels.
GREAT dental news for all of us in the Turks and Caicos Islands! Some research recently published in the journal of Community Dentistry and Oral Epidemiology (UK) has reinforced previous studies in the connection between a lack of sunlight and gum disease. Approximately one billion people globally are estimated to be vitamin D deficient but due to our glorious weather here in the TCI we have no excuse not to be getting our full dose. Gum disease is a swelling or soreness of the supporting tissues around the teeth and is one of the main causes of tooth loss in adults. Chief Executive of the British Dental Health Foundation, Dr Nigel Carter OBE, explains why it is so important to get enough sun: “Gum disease is one of the most common chronic diseases in the world and can lead to abscesses, the loosening of teeth and in some cases the removal of permanent teeth. “People sometimes feel they are helpless when it comes to preventative measures in regards to gum disease and it is important that they know the basics. “While getting a bit of sunshine should not replace your daily oral health routine like twice daily brushing, it’s a simple addition that could make a positive difference. “Vitamin D plays a key role in the
immune system by assisting in the activation of infection fighting cells and therefore providing a boost in immune response times. “Vitamin D also helps keep bones and teeth healthy so I am urging people to get outside and smile this summer as what could be a better and easier way of looking after your mouth than simply going out into the sun?”
In addition to problems inside the mouth, in recent years gum disease has been linked with general health conditions such as diabetes, strokes, cardiovascular disease, poor pregnancy outcomes and even dementia. “The first sign of gum disease is blood on your toothbrush. Your gums may also bleed when you are eating, leaving a bad taste in your mouth. “If this is happening to you, the first thing to do is visit your dental team for a thorough check-up of your teeth and gums,” adds Dr Carter. “There are many dangers of being in the sun too long and these are well documented. To stay safe you should always use the appropriate factor sunscreen and don’t forget to protect your lips too as this is an area many people forget. “Staying well hydrated by drinking plenty of water is also important and as a bonus this is good for your teeth too. “If you take all of these precautions then you should be able to safely enjoy being outside and topping up your vitamin D levels.” So, let’s celebrate our wonderful TCI sunshine, and while you are enjoying the sun you can be reassured that you are taking the first step to better oral health. Another great case of prevention being better than the cure!

Stir in the peas and simmer uncovered until warmed through, about five minutes. Taste and season with salt and pepper as needed.

Slow cooker beef stew – A summertime staple INGREDIENTS • 1/4 cup plus 1 tablespoon allpurpose flour • 2 teaspoons kosher salt, plus more for seasoning • 1 teaspoon freshly ground black pepper, plus more for seasoning • 1 (3-pound) boneless chuck roast • 3 tablespoons vegetable oil • 1 medium yellow onion, large dice • 2 tablespoons tomato paste • 1 cup dry red wine • 4 cups (1 quart) low-sodium beef broth • 2 bay leaves • 4 fresh thyme sprigs • 3 medium carrots INSTRUCTIONS • Place 1/4 cup of the flour and the measured salt and pepper in a large bowl and whisk to combine; set aside. Trim the roast of excess fat and sinew and cut it into one to one and a half inch cubes. Place the meat in the flour
mixture and toss to coat; set aside. • Heat the oil in a large, heavy bottomed pot or Dutch oven over medium heat until shimmering. Shake off the excess flour from about one third of the meat and add it to the pot. Cook, stirring rarely, until browned all over, about four to five minutes. Remove to a large bowl. Repeat with the remaining meat in two more batches; set aside. • Add the onion to the pot and season with salt and pepper. Cook, stirring occasionally, until softened and just starting to brown, about five minutes. Add the tomato paste, stir to coat the onion, and cook until the raw flavour has cooked off, about one to two minutes. • Sprinkle in the remaining tablespoon of flour and cook, stirring occasionally, until the raw flavour has cooked off, about one minute. Pour in the wine, scrape up any browned bits from the bottom of the pot, and cook until the mixture has thickened, about three minutes.

Caribbean leads world in reducing the number of new HIV/AIDS infections
THE United Nations is reporting major progress by the Caribbean in battling HIV/AIDS, with the region recording the biggest drop in new infections compared to all regions in the world. According to a report from the Joint UN Programme on HIV/AIDS (UNAIDS), ‘How AIDS changed everything — MDG6: 15 years, 15 lessons of hope from the AIDS response’ which indicates that the world has met and exceeded the sixth millennium development goal of halting and reversing the AIDS epidemic, it is estimated that the number of people newly infected with HIV in the Caribbean in 2014 had been cut in half since 2000. “The number of people living with HIV in the Caribbean fell sharply in the first half of the past decade, as new infections declined and substantial AIDS-related mortality persisted. As access to HIV treatment has expanded, the number of people living with HIV has stabilized and begun to increase, consistent with trends seen globally,” stated the report which was released yesterday on the sidelines of the Third International Conference on Financing for Development. The decrease in new infections was most pronounced in the 2000 to 2004 period, when they fell by almost 32 per cent. In the 2005 to

2009 and 2010 to 2014 periods, more modest declines in new infections of about 10 per cent occurred. AIDS-related deaths in the region have also fallen by 59 per cent since 2005. “The Caribbean is the only region in which the estimated decline in tuberculosis-related deaths among people living with HIV has exceeded 50 per cent. From 2004 to 2013, TBrelated deaths among people living with HIV in the Caribbean fell by 66 per cent,” the report stated. Worldwide, new HIV infections have fallen by 35 per cent and AIDS-
related deaths by 41 per cent, and UNAIDS said the world is on track to ends the AIDS epidemic by 2030. Meantime, the UN body also reported that evidence indicates the Caribbean has achieved important successes in delivering essential HIV prevention services to sex workers. Reported condom use among sex workers in the region during their last episode of commercial sex ranged from 72 to 98 per cent. In recent years, HIV prevalence among sex workers in the Caribbean ranged from one per cent in Antigua and Barbuda to eight per cent in Haiti. By contrast, the prevalence of HIV in men who have sex with men in the region ranges from two per cent in Antigua and Barbuda to 38 per cent in Jamaica.

5,000 pounds of marijuana seized near the Bahamas Over 5,000 pounds of marijuana was seized by the United States Coast Guard and multiple agencies near the Bahamas Wednesday. A U.S. Customs and Border Protection aircraft spotted the 35foot vessel speeding without lights at around 12:53 a.m., according to a news release. “This is another great achievement by OPBAT and highlights how our joint efforts reduce the negative impacts illicit trafficking has on the United States and the Bahamas,” said Cmdr.

Cayman Islands: Accused child abuser permitted to travel to Jamaica A MAN accused of sexually abusing seven girls while working as a special support aide at a government primary school has been granted permission by the court to travel to Jamaica to apply for a student visa. The 19-year-old Bodden Town man was charged on June 25 with 10 counts of indecent assault on females, all minors, police said. The Cayman Compass is not naming the man or the school in order to protect the children involved from potential identification. The man appeared before Magistrate Grace Donalds on July 7 and again on July 9, when he was given permission to travel to Kingston, Jamaica, from July 13 to July 15 to apply for a student visa. The court set a $1,500 cash bond to ensure his return, and he will have to surrender his passport when he returns. Crown counsel “strongly opposed” the man’s application to travel while he faces the charges. His next court appearance is set for Aug. 6. Police spokeswoman Jacqueline Carpenter told the Compass, “We raised our concerns to the court regarding his bail and travel. However, the court has jurisdiction in this decision and we abide by its decisions.” In a statement released Friday, the Ministry of Education and
Department of Education Services said it first received reports of sexual abuse on students on Monday, Nov. 27, 2014. Police said they received the complaint the next day. Responding to questions this week, officials with the ministry and the department said the man resigned on Dec. 1, one week after the school received the first complaint. The ministry and the Department of Education Services said in last week’s statement that the man resigned before he could be put on required leave. Ms. Carpenter said police “conducted an investigation which included interviews with several juveniles and the gathering of necessary evidence.” She said police arrested the suspect on Dec. 17, 2014. “After his arrest, investigators worked closely on this complex case with the Legal Department to bring about the charges that were filed on 25 June,” she said, confirming that the man had been out on bail since the day of his initial arrest. The ministry said in a statement that the man had a clean police record and good references when he was hired to work in the primary school. Optional EU regulatory regime sought for Cayman funds GOVERNMENT has released two bills that enable Cayman-based funds and managers connected with the European Union to elect a regime of prudential regulation consistent with the EU Alternative Investment Fund Managers Directive. The bills, which amend the Mutual Funds Law and the Securities Investment Business Law, may mean that the Cayman Islands qualifies for a so-called “third country passport” under the European directive. The passport would allow Cayman funds to be marketed to professional investors across the EU, rather than through private placement in each EU member state individually. The European Securities and Markets Authority will assess Cayman’s regulatory regime and its supervisory cooperation with EU regulators to provide advice to the European Commission by July 22 on which jurisdictions should be considered for a “third country passport.” The proposed amendments of the Mutual Funds Law introduce the concept of a “regulated EU connected fund” which is either managed from or marketed in a member state of the European Economic Area and elects to fall within the Cayman Islands Monetary Authority’s regulated EU connected fund regime. The AIFMD regime applies to both open and close ended funds. The bill amending the Securities
Investment Business Law creates the “EU connected manager” designation for individuals who fall within the existing scope of the law, who conduct management, marketing or depositary activities as defined by the EU directive and who voluntarily decide to fall within CIMA’s new EU connected manager regime. EU connected funds and EU connected managers that opt in to the AIFMD regimes will be subject to CIMA’s enforcement powers under the respective amended laws. Non-EU connected funds or managers will not be affected should the bills become law because the AIFMD regimes are optional. Cayman Finance believes there is a compelling case for European Securities and Markets Authority and the European Union to consider extension of the AIFMD passport to the Cayman Islands. “The AIFMD regimes, combined with the long-standing reciprocity of access for EU funds and managers to investors in the Cayman Islands, will put Cayman in an excellent position to secure an extension of the AIFMD passport to the Cayman Islands,” Cayman Finance said in a statement. “This will be of particular interest to those seeking to market Cayman funds in the EU whether using existing national private placement regimes or, once extension to Cayman is approved, the AIFMD passport mechanism.”

FNM anticipates 2016 election in the Bahamas FREE National Movement Chairman Michael Pintard on Tuesday forecast that the Bahamas could expect a snap election in 2016 in his defence of the party’s decision not to hold a national convention this year. Mr Pintard pointed to indicators within the government’s budget for this fiscal year, the myriad of scandals that have plagued the Christie-led administration, and increasing clamour over whether Prime Minister Perry Christie will step aside as leader of the Progressive Liberal Party (PLP). For this reason, the FNM chairman explained, the party may be faced with a general election before the two-year period when it will be mandated to hold another convention under its constitution. While there was no consideration for a convention at this time, Mr Pintard added that the organisation was pragmatic and would review its position to make the best determination to achieve its goals. He added that the FNM is planning smaller events that would allow its members to galvanise before the next election. “It’s been less than a year since the last (convention) so that’s not a matter being discussed,” he said. “What is being discussed is holding a function that would permit us to showcase the talent in the organisation. Mr Pintard said if an early election was not called next year, the party would poll its members to see the desire for another convention. “Then we would have to then check the appetite of officers and members of the party, whether or not they are minded to go into a convention that is potentially divisive so close to a general election. “One cannot say definitively one way or another if we hit the two-year mark that it will not happen. We have an obligation to get clearance from the membership on what they want to do.” Meanwhile, former FNM Deputy Leader Brent Symonette, who sits on the party’s Central Council, yesterday said he felt that a convention would be a good vehicle to stage the party’s election campaign. He explained that while the party’s constitution mandated there be at least one convention every two years, there were times when the event was not held for economic reasons.
Unions and BIDC reach deal to avert national strike in Barbados THE Barbados Investment and Development Corporation (BIDC) has given into the demands of the island’s largest public sector trade union and reinstated workers it forced into retirement last month, narrowly averting a national strike that was set to begin as early as today. The National Union of Public Workers (NUPW) yesterday declared victory after the BIDC agreed the 10 employees would go back to work. The statutory body will also hold further consultations with the NUPW and its planned court action will be halted. The reinstatement offer from the BIDC was put on the table during a meeting of the sub-committee of the social partners. The acceptance by the union staved off an islandwide shutdown that would have been phase three of industrial action which started last Monday with a protest march through the capital and intensified with Sanitation Service Authority workers going on strike and Customs and Immigration

When the BIDC retired the 10 workers a month ago, it said it had invoked its right under the Statutory Boards (Pensions) Act to retire officers reaching the age of 60, but the NUPW insisted the move was illegal and demanded the reinstatement of the workers or payment until the age of 67. Speaking at a joint media conference, top officials of the NUPW and the Barbados Workers’ Union (BWU) which gave its support throughout the impasse, said the development was a victory for workers all across Barbados. But even as the BIDC and the NUPW reached agreement, the union served notice that it was also expecting that similar letters sent to other public sector workers would be withdrawn. “It is hoped that the decision of today’s meeting will inform all other decisions of statutory boards and central government which are aimed at similar action,” NUPW president Akanni McDowall said.

US President Barack Obama answered a question about Bill Cosby on Wednesday by saying that no civilised country should tolerate rape. Obama, at a White House press conference, said that there was no way to revoke the Presidential Medal of Freedom from Cosby, who has been accused of sexual assault by dozens of women. Obama declined to address those allegations. Then he said: “I’ll say this. If you give a woman — or a man, for that matter — without his or her knowledge a drug, and then have sex with that person without consent, that’s rape. And I think this country, any civilized country, should have no tolerance for rape.” Cosby said in a 2005 legal deposition that he obtained prescriptions of a powerful sedative to give to women he wanted to have sex with, according to documents released last week in a Pennsylvania court. Cosby has never been charged and denies sexual assault allegations. Cosby publicist Andrew
Wyatt declined to comment on the president’s remarks Wednesday. Cosby was awarded the Medal of Freedom, the country’s highest civilian honour, in 2002. Angela Rose, executive director of the victims group PAVE that spearheaded a petition drive to revoke Cosby’s Medal of Freedom, repeated her call Wednesday for the award to be taken away. “The Medal of Freedom embodies our nation’s values. Pharrell wins back $1m in Blurred Lines plagiarism case A JUDGE has trimmed more than $1m (£639,000) from the damages Pharrell Williams was ordered to pay after the Blurred Lines copyright trial. The case revolved around the question of whether Williams and his co-writer Robin Thicke had copied Marvin Gaye’s 1977 hit Got To Give It Up. In March, a jury ruled that they had, and awarded Gaye’s family $7.3m in damages. But US District Judge John A Kronstadt has now slashed
that to $5.3m. The cut comprises a reduction in actual damages from $4m to just under $3.2m, and a drop in the profits that Williams has to turn over from about $1.6 million to about $358,000. The judge also gave Gaye’s family a 50% cut of future earnings from the song, but rejected a request that would have temporarily blocked sales and performances of the track. Kronstadt’s ruling also refused a request by Thicke
and Williams’ lawyers for a new trial. In March, jurors found that rapper TI, who received a songwriting credit and a share of the royalties for his verse on Blurred Lines, did not commit copyright infringement - but Kronstadt ruled that other elements of the jury’s verdict mean he must be included in the judgment. The “Moneyball” megastar sent a letter to the big-box chain Thursday saying it contributed to animal cruelty by hawking such eggs. “As you know, these birds producing eggs for your shelves are crammed five or more into cages that are not large enough for even one hen to spread her wings,” the Hollywood heavyweight wrote. “In these cruel cages, the animals’ muscles and bones atrophy from years of immobilisation. That’s why the cages are illegal in most of Europe, and why California banned the cages by an overwhelming vote years ago,” he wrote. “Cramming hens into cages for their entire lives constitutes cruelty to animals, and animals deserve better,” he said, adding that Whole Foods hasn’t sold eggs from caged hens in years. Pitt said he admired Costco’s “integrity” on a range of issues but hammered the company for dragging its feet on eggs. “Nearly a decade ago, Costco indicated that its next step on this issue would be creating a timeline for getting those cages out of your egg supply, and yet today, you appear to have made no progress at all — even as you have set timelines for getting pigs and calves out of cages,” he wrote. He asked the company to extend some “basic decency” to chickens and set a timeline for ending its sale of the offending eggs. Pitt’s letter came after comedian

TLC cancels “19 Kids and Counting” THE reality show “19 Kids and Counting” is never coming back to TLC. The cable channel said Thursday that it has officially cancelled the show, nearly two months after revelations about acts of child molestation committed by one of the 19 kids, Josh Duggar, when he was a teenager. Several of his sisters were among the victims. TLC initially pulled the past episodes of “19 Kids and Counting” from its schedule, but kept open the possibility that the show would resume someday.
Now it’s saying production of the series will not resume, despite its longtime popularity. “TLC and the Duggar family have decided to not move forward with ‘19 Kids and Counting,’” the channel said in a statement. “The show will no longer appear on the air.” However, a spokesman for Discovery Communications, which owns TLC, said the channel is not ruling out a spin-off show featuring some of the Duggar children in the future. “With God’s grace and help Josh, our daughters and our
entire family overcame a terrible situation, found healing and a way forward,” the Duggar family said in a statement. “It is our prayer that the painful situation our family went through many years ago can point people toward faith in God and help others who also have lived through similar dark situations to find help, hope and healing, as well,” the statement continued. World leaders strike development finance deal, focus on taxes RICH and poor countries agreed this week to overhaul global finance for development, unlocking money for an ambitious agenda to end extreme poverty, protect the environment and improve economic opportunity by 2030. The United Nations announced the deal on its website, capping three days of tough negotiations in Addis Ababa on how to finance the new Sustainable Development Goals (SDGs) that world leaders are due to adopt in September. “This agreement is a critical step forward in building a sustainable future for all,” UN SecretaryGeneral Ban Ki-moon said on the website. “The results here in Addis Ababa give us the foundation of a revitalized global partnership for sustainable development that will leave no one behind.” Development experts estimate that it will cost over $3 trillion each year to finance the 17 new development goals, which range from ending poverty and hunger
to ensuring quality education for all, achieving gender equality and making cities safe and sustainable. Central to the agreement is a framework for countries to generate more domestic tax revenues in order to finance their development agenda, rather than relying on foreign aid. Countries agreed on widening their domestic tax base, improving tax collection and combatting tax evasion and illicit financial flows, which rob countries of revenues they can use for development. A key sticking point had been a demand by the G77 developing countries to have a greater say in reforming the international taxation system, which they say bleeds them of desperately needed money by allowing multinational corporations to shift profits out of their countries into low-tax regimes. Under the agreement, the UN Committee of Experts on International Cooperation in Tax Matters will be strengthened,
the press release said. It gave no further details though the G77 wanted a more powerful role for the UN. There was no agreement, however, for the world’s richest countries to increase their share of development aid. Rather they pledged to live up to their commitment to spend 0.7 percent of gross national income on foreign aid. Jubilee USA Network, an alliance against poverty, applauded the agreement that included strengthening measures on debt relief for countries, limits on vulture funds that trade on distressed debt and more transparency in credit arrangements. “We can only end poverty if we address the systems that perpetuate poverty,” said Eric LeCompte, Jubilee’s executive director. “That’s why world leaders focus so specifically on debt, tax and trade policies.” The agreement is due to be formally adopted at a UN meeting this week. Conteh said allegations that burial teams from Connaught Hospital had demanded bribes were being investigated. He did not give details of where the new illegal burials were happening.
Charleston church shooter mental competency won’t be issue DYLANN Roof, the man accused of slaughtering nine people at a historic black church last month, is likely mentally competent to stand trial, his attorney said in court Thursday. Roof sat quietly at the 25-minute hearing without entering a plea as public defender Ashley Pennington declined to seek bond. Roof, who is charged with nine counts of murder, three counts of attempted murder and a firearms charge, would likely not have gotten bond anyway, Judge J.C. Nicholson said. The judge set the 21-year-old man’s trial date for July 11, 2016. Pennington said he did not see Roof’s mental competency interfering with the trial and that he communicated fine. Nicholson also extended a gag order on investigators, preventing the release of public information about the slaughter until July 22. News organizations had demanded the release of 911 calls, witness statements, graphic pictures or coroners’ reports in the case. Nicholson argued their release could jeopardize Roof’s right to a fair trial and extended his motion from last week to give the victims’ families enough time to file to extend the motion further, according to the Post and Courier, which was one of the groups

EUROZONE ministers have agreed to give Greece a €7bn (£5bn) bridging loan from an EU-wide fund to keep its finances afloat until a bailout is approved. The loan is expected to be confirmed on Friday by all EU member states. In another development, the European Central Bank agreed to increase emergency funding to Greece for the first time since it was frozen in June. The decisions were made after Greek MPs passed tough reforms as part of a eurozone bailout deal. Greek banks have been closed for almost three weeks. Eurozone leaders agreed on the bailout in principle in Brussels on
Monday, on the condition that the Greek parliament passed reforms on taxation increases and pension curbs by Wednesday. The €7bn bridge loan was agreed in a conference call on Thursday to tap the EU’s EFSM emergency fund. At a news conference on Thursday, ECB President Mario Draghi said emergency funding - ELA - to Greek banks was being raised by €900m over one week. “Things have changed now,” he said. “We had a series of news with the approval of the bridge financing package, with the votes, various votes in various parliaments, which have now restored the conditions for a raise in ELA.” (BBC)

Hanging death of Chicago woman inside Texas jail cell sparks outrage AUTHORITIES say a Chicago woman hanged herself inside a Texas jail cell this week, but her outraged loved ones say she had no reason to take her life. Sandra Bland, 28, was days away from starting a new job in Texas when she was arrested Friday for allegedly assaulting an officer, police said. She was found dead in her jail cell in Waller County on Monday from “self-inflicted asphyxiation,” Waller County Sheriff Glenn Smith said in a statement. An autopsy classified her death as suicide by hanging, Harris County Institute of Forensic Sciences spokeswoman Tricia Rudisill Bentley said. But Bland’s friends and family say the Illinois woman, who was about to start a new job in Texas at her alma mater, Prairie View A&M, would never kill herself. “The Waller County Jail is trying to rule her death a suicide and Sandy would not have taken her own life,” longtime friend LaNitra Dean told ABC 7. “Sandy was strong — strong mentally and spiritually.” Bland’s mysterious death has triggered Internet uproar and an

Clinton’s standing falls among Democrats: poll HILLARY Clinton’s standing is falling among Democrats, and voters view her as less decisive and inspiring than when she launched her presidential campaign just three months ago, according to a new Associated Press-GfK poll. The survey offers a series of warning signs for the leading Democratic candidate. Most troubling, perhaps, for her prospects are questions about her compassion for average Americans, a quality that fuelled President Barack Obama’s two White House victories. Just 39 percent of all Americans have a favourable view of Clinton, compared to nearly half who say they have a negative opinion of her. That’s an eight-point increase in her unfavorable rating from an AP-GfK poll conducted at the end of April. The drop in Clinton’s numbers extends into the Democratic Party. Seven in 10 Democrats gave Clinton positive marks, an 11-point drop from the April survey. Nearly a quarter of Democrats now say they see Clinton in an unfavourable light. ``I used to like her, but I don’t trust her,’’ said Donald Walters of Louisville, Kentucky. ``Ever since she’s announced her candidacy for the presidency I just haven’t liked the way she’s handled things. She doesn’t answer questions directly.’’

His spokesman said he was in a stable condition and his hospital stay was expected to be brief. Mr Bush, who has Parkinson’s disease and cannot use his legs, celebrated his 90th birthday last year with a sky dive. He had to go to hospital at the end of last year with shortness of breath. Two years before that, he was treated for more than two months for bronchitis and other issues. Spokesman Jim McGrath
said Mr Bush would need to wear a neck brace following his fall on Wednesday morning in Kennebunkport. On Thursday, his daughter, Jenna Bush Hager, said the family were “optimistic that he will heal well”. Mr Bush is the oldest living former US president and a World War Two veteran. HEALTH Secretary Jeremy Hunt has said he is prepared to impose sevenday working on hospital doctors in England. Mr Hunt said that a “Monday to Friday culture” in parts of the NHS had “tragic consequences” and said 6,000 people die each year because of this. British Medical Association leader Dr Mark Porter said the union supported more seven-day working but accused Mr Hunt of being “too simplistic”. A September deadline has been set by Mr Hunt for a deal with the BMA. The current consultant contract means senior doctors can opt out of weekend work as long as it is nonemergency in nature - although they are still expected to be on call. In a speech in London, Mr Hunt promised he was prepared to enforce changes if necessary by imposing a new contract on newly-appointed

Mr Hunt said: “The problem dates back to 2003 when the then government gave consultants the right to opt out of working at weekends - that’s a right that nurses don’t have, midwives don’t have, paramedics, ambulance drivers and so on don’t have and that has created a Monday to Friday culture in many parts of the NHS with tragic consequences for patients. “And if you want the evidence it’s very straightforward. We have around 6,000 avoidable deaths every year because if you are admitted to hospital on a Sunday you have a higher chance of dying than if you are admitted on a Wednesday.”

New Horizons: Images reveal ice mountains on Pluto PLUTO has mountains made of ice that are as high as those in the Rockies, images from the New Horizons probe reveal. They also show signs of geological activity on Pluto and its moon Charon. On Wednesday, scientists presented the first pictures acquired by the New Horizons probe during its historic flyby of the dwarf planet. The team has also named the prominent heart-shaped region on Pluto after the world’s discoverer Clyde Tombaugh. The spacecraft sped past the dwarf planet on Tuesday, getting as close as 12,500km and grabbing a huge volume of data. Mission scientist John Spencer told journalists that the first close-up image of Pluto’s surface showed a terrain that had been resurfaced by some geological process - such as volcanism - within the last 100 million years. “We have not found a single impact crater on this image. This means it must be a very young surface,” he said. This active geology needs some source of heat. Previously, such activity has

He recently co-authored an academic study with colleague Dr Kelsi Singer making some predictions based on such a scenario. “What Kelsi and I predicted was that if we saw steep (waterice) topography on Pluto with only a volatile veneer, there must be internal activity that’s dredging nitrogen up through cryo-volcanism or geysers or some other process that’s active into the present on this planet,” the mission’s chief scientist explained.

SCIENTISTS at the Large Hadron Collider have announced the discovery of a new particle called the pentaquark. It was first predicted to exist in the 1960s but, much like the Higgs boson particle before it, the pentaquark eluded science for decades until its detection at the LHC. The discovery, which amounts to a new form of matter, was made by the Hadron Collider’s LHCb experiment. The findings have been submitted to the journal Physical Review Letters. In 1964, two physicists - Murray Gell Mann and George Zweig - independently proposed the existence of the subatomic particles known as quarks. They theorised that key properties of the particles known as baryons and mesons were best explained if they were in turn made up of other constituent particles. Zweig coined the term “aces” for the three new hypothesised building blocks, but it was Gell-Mann’s name “quark” that stuck. This model also allowed for other quark states, such as the pentaquark. This purely theoretical particle was composed of four quarks and an antiquark (the anti-matter equivalent of an ordinary quark). During the mid-2000s, several teams claimed to have detected pentaquarks, but their discoveries were subsequently undermined by other experiments. “There is quite a history with pentaquarks, which is also why we were very careful in putting this paper forward,” Patrick Koppenburg, physics co-ordinator for LHCb at Cern, told BBC News.
“It’s just the word ‘pentaquark’ which seems to be cursed somehow because there have been many discoveries that were then superseded by new results that showed that previous ones were actually fluctuations and not real signals.” Physicists studied the way a sub-atomic particle called Lambda b decayed or transformed - into three other particles inside LHCb. The analysis revealed that intermediate states were sometimes involved in the production of the three particles. These intermediate states have been named Pc(4450)+ and Pc(4380)+. “We have examined all possibilities for these signals, and conclude that they can only be explained by pentaquark states,” said LHCb physicist Tomasz Skwarnicki of Syracuse University, US. Previous experiments had measured only the so-called mass distribution where a statistical peak may appear against the background “noise” - the possible signature of a novel particle. But the collider enabled researchers to look at the data from additional perspectives, namely the four angles defined by the different directions of travel taken by particles within LHCb. “We are transforming this problem from a onedimensional to a five dimensional one... we are able to describe everything that happens in the decay,” said Dr Koppenburg who first saw a signal begin to emerge in 2012. “There is no way that what we see could be due to something else other than the addition of a new particle that was not observed before.”

'Softener' may help kill cancers IT MAY be possible to “softenup” cancers before hitting them with chemotherapy drugs, researchers suggest. A study, published in the Cancer Cell, uncovered how tumours can become resistant to commonly used drugs. The University of Manchester team suggest drugs already in development may be able to counter this resistance to make chemotherapy more effective. The approach has not yet been tested in people. The team were looking at a class of drugs called taxanes, which are used to treat a range of cancers including breast and ovarian. The research group at the University of Manchester were trying to determine how taxanes work. By studying cancerous cells growing in the laboratory they were able to show how the class of drugs trigger cancer cells to kill themselves. But at the same time they discovered a key difference between cancers that were susceptible to the drugs and those which were inherently resistant, or later developed resistance.
The found high levels of one protein, known as BclxL, in those cells that were resisting treatment. But drugs are in development which can neutralise Bcl-xL’s effects. One of the researchers, Prof Stephen Taylor, told the BBC News website: “Potentially combining this with taxanes you could take resistant [cancers] and make them sensitive. “These new inhibitors would essentially soften-up the cancer cells so when they are treated they are more likely to die.” The team want to test their approach on samples of a patient’s cancer as well as in animals studies. One concern will be whether making cancers more vulnerable to chemotherapy would also make healthy tissue more vulnerable and increase the risks of side effects. Dr Emma Smith, senior science information officer at Cancer Research UK, said: “In cases where patients don’t benefit from taxane-based chemotherapy, doctors could add drugs that target Bcl-xL to overcome cancer’s defences.

A FIFA official detained in a raid in Switzerland has been extradited to the US, Swiss authorities say. The unnamed man was one of seven football officials held on corruption charges in Switzerland on 27 May. He was taken to New York by a three-man police escort on Wednesday, the Swiss Justice Department says. The person was not named, but earlier reports said Cayman Islands official Jeffrey Webb had waived his right to fight the American extradition request. Mr Webb, 50, is the former
president of the Central and North American football federation, CONCACAF, and is a FIFA vicepresident. He is accused of accepting bribes worth millions of dollars in connection with the sale of marketing rights. But the 43-year-old, who was stripped of those yellow jerseys for years of “systematic” doping strategies, acknowledged that he was no longer welcome on the scene. Tour chiefs had called him “disrespectful” for agreeing to take part in the charity ride, which tackles the race’s 21 stages a day ahead of the competing riders. “It’s nice to be back, yes,” Armstrong told journalists, as reported by Cycling News magazine. “I understand people’s reactions. I really couldn’t hit serves.” Williams said she first experienced discomfort in the elbow during her first-round match Wednesday against Ysaline Bonaventure of Belgium. But it wasn’t enough to slow her down en route to a 6-2, 6-1 win. Thursday morning the pain was worse, however, and Williams said she was forced to withdraw. “I always enjoy my time here in Bastad. Kishco register five-wicket win AN all-round performance from Antoine Das propelled Kishco to a five-wicket win over the Quality Super Kings when action in the HAB Group sponsored TCI Cricket Association Summer T20 Cricket League continued at the Downtown Ball Park last Sunday. Kishco won the toss and inserted the Kings to take first strike. The Kings could not get on top of the bowling and by the end of the 20 overs were left on 146-7. Damian St. Ange led the attack with 42 (8X4s and 1X6), while fast bowler Ian Heath showed his all-round abilities with 31 (5X4s). Das was the pick of the bowlers with 2-17 from his four overs. He then led with the bat to chase down the target in 19 overs. In his innings of 45, Das laced the boundary six times and crossed it once. Lloyd Lynch added 29 runs (4X4s) for the winners. Windvibes thrill Provo THE 9th Windvibes Watersports tournament, which returned to the south shore of Providenciales, was a scorcher last Sunday. Crowds descended upon Long Bay Beach for the country’s only kiteboarding and multiple watersports event. The amateur competition hosted events in kiteboarding, kayaking, stand up paddling, swimming, and windsurfing. Professional windsurfers Brian Talma of Barbados and Kevin Pritchard of Hawaii entertained enthusiastic fans. The Windvibes Charity Challenge, which is a team relay event in kayaking, swimming, and

Large turnout for TCI Swim Federation fundraiser OVER 100 people showed their support for TCI swimming at the 2nd annual TCI Swim Federation fundraiser at the Beach House Resort on Thursday July 2. Featured speaker, three time Olympic gold medallist Rowdy Gaines, gave a rousing presentation on his own, often challenging, path to Olympic stardom and the importance of having a proper pool to teach people to swim and develop TCI’s own swim stars. Several Provo residents working to expand TCI swimming were recognised, including Morgan Luker, Jill Swan, Chloe Zimmermann, Kevin Bethel, Dan Redmond, Dorn Fulford, and Melissa Lunn. TCI Swim Federation president Ben Stubenberg noted how swimming has advanced over the past year with more swim training for youngsters, including
in North Caicos, more local swim races, and steps made towards defining requirements and design for a 25 metre competition pool and a learn-to-swim pool. Large posters at the event showed exactly what the pools could look like. “A good pool is crucial for a controlled environment to teach young and old to swim and build the kind of swimming programme the Turks & Caicos deserves,” said Mr. Stubenberg. “There is a lot of good support from the TCI government, particularly Deputy Premier Hon. Akierra Missick, and the TCI private sector. Next step is to secure land and attract investment to make it happen.” Tourism Director Ralph Higgs, wrapping up the fundraiser, praised the TCI Swim Federation and supporters for excellent work and pledged strong support.
McComish Summer basketball begins next Wednesday THE MALLORY McComish 19-and-Under Summer Basketball tournament will bounce off this Wednesday at the Gus Lightbourne Sports Complex court. Teams from South Caicos, North Caicos and Provo will compete for the title. The teams
include the Raiders, the Eagles, North Caicos, BWIC, Blizzards, Sting Rays, TCIPS and South Caicos. The tournament which runs until Saturday July 18 will also see PABA female and junior players showcasing their skills. Entrance fee is $5 with music by DJ Flow.

THE Turks and Caicos Junior male team defeated Bermuda in a key clash this week in the NACRA U19 tournament in Orlando. The win propelled the side to the Plate final this Friday (July
17). The TCI boys held off Bermuda in the second half to win the clash 17-11. In the Plate final our boys are scheduled to meet the Cayman Islands.
Church Co-Ed Softball League:
Roman Catholic Church win title ROMAN Catholic Church are the new champions of the Church Co-ed Softball League. The dominant post season side were flawless in the finals against defending champions Jericho Baptist Church. After winning game one (130) in the best-in-five series, the Catholic Church were able to win two other clashes.
According to information from TCI Softball Federation executive member, Paul VirgilStubbs, the Catholic Church triumphed 18-10 and then 12-11 to take the title.
