Editorial A Failed Experiment Two Governor's ago - in 2010 - former Governor Gordon Wetherill initiated a unique experiment upon us.

We appeared to be in dire need of help in policing. He called in aid from the Great White North, our Canadian brothers.

Fairly quickly we had a Canadian Commissioner of Police and a Canadian Deputy too. As if that were not enough we soon also had a Canadian 'Director of Public Prosecutions (Designate)'.

In 3 years we have seen the crime rate and the sheer overall stats jump to historical levels. The interior of the Police force is more divided than we have ever known it to be. And never in modern times in this country has the public image of the Prosecutor's Office been so low. Controversial former Attorney General Huw Shepheard was no doubt in part to blame for it, because before the change in the Constitution prosecutorial responsibility ultimately rested with him. If you ask most of the lawyers in this territory about their opinion of recent developments in the criminal justice system here you must then step back.

One may question the reasons for such low opinion from the Bar and other quarters. One may put it down to parochial attitudes and the unusual politics of our present day.

But the raw data can not be doubted.

Most jurisdictions worry over any spike in the crime rate over 5 per cent. But 24 per cent? That lies on the verge of catastrophic.

Commissioner of Police Colin Farquhar must fall on his sword for this. Former Governor Wetherill's experiment has proven a failure. Perhaps it may be put down to the inadequacies in trying to implement Canadian approaches to our Criminal Justice system. Maybe our criminal justice system (both policing and prosecutorial branches) proves continuously to reject the attempted surgical implementation of Canadian transplants.

Maybe that added an additional level of sociological complexity in an all too human endeavor. We do not know. We just know that the figures are undoubtedly incredibly alarming. And we know that even our local longterm Canadian brothers will have to agree that we all have too much stake in this territory to risk further gambling on this particular experiment.

So whatever might be the true causes we call on present Governor Beckingham as head of Her Majesty's Royal TCI Police Force to do whatever it takes to correct the present course. With the greatest of respect Governor, there can be few more critical responsibilities on your plate which will greater impact your legacy here.

FINALLY: Seventh member picked to review the 2011 Constitution FORMER leader of the Progressive National Party (PNP), Daniel Malcolm was on Thursday (March 6), selected as the seventh member to serve on the committee to review the 2011 Constitution.

The motion was put forward for approval by the Premier, Rufus Ewing during the sitting of the House of Assembly on Grand Turk and seconded by Leader of the Opposition, Sharlene CartwrightRobinson.

It was passed with unanimous support.

The former party leader makes up the seven member committee which is comprised of Government appointees: Ministers Don-Hue Gardiner and Akierra Missick, Queen’s Counsel Carlos Simmons QC and from the Opposition: Cartwright Robinson, Ashwood Forbes and Sean Astwood.

Last September 19, the assembly unanimously passed a government resolution on constitutional review, making way for the appointment of a committee to engage the public.

The six were selected since October and appointed by the Speaker of the House in December.

Woman struck by car in Blue Hills A WOMAN received serious injuries when she was hit by a car in Blue Hills, Providenciales, on Tuesday evening (March 4).

The lady in her 60s was struck by the white Jeep Liberty as she ran across the road close to her home between Boodle Avenue and Bible Street at about 5.30pm.

According to Constable Damien Mitchell of the police Road Traffic Department the woman suffered from a broken left femur, three broken ribs and lacerations to her face.

Emergency services were called and she was taken to Cheshire Hall Medical Centre where she was treated for her injuries.

Mitchell stressed that the driver of the vehicle was fully licenced and insured and has cooperated fully with the police.

Daniel Malcolm has been appointed as the seventh member of a committee to review the Constitution

agreeable decision on the seventh member since that time.

This held up the review of the constitution which the Government and the Opposition both believe is instrumental to the country moving forward.

In September when the resolution was passed, Ewing said that even though the people of the TCI had opportunities to give input to the 2011 Constitution, their views were not incorporated.

He has always maintained that the constitution is not in the best interest of the TCI people.

Also during the September session, Leader of the Opposition, while supporting the resolution, rhetorically asked the Premier what

took him so long to call for the review.

She said her party has identified sections of the constitution they are not in favour of, but added that there are also some good features in the instrument.

Governor’s Appointed Member, Lillian Misick had at the time suggested to the Premier that when they go to the people for consultation that they itemise what they find to be regressive in the instrument.

She cautioned that they need to operate on the basis of facts, rather than emotions.

She further suggested that they need to encourage the people to come out of their state of apathy and participate in the review exercise.

Misick also advised that Turks and Caicos Islanders need to stop being so reactionary. If the constitution is not in the best interest of the people then the people need to be heard stating what it is in the constitution that is not in their best interests.

Meanwhile, the seven member committee will work along with community leaders and will be hosting public consultations.

At the end of the process, a document will be formulated and sent on to the United Kingdom.

The Government has expressed the hope that the review will afford the elected Hovernment, the members of the house and the community at large greater participation in the affairs of the country. (DI)

No purchase order, no payment A STRICT new Government procurement policy will come into effect on April 1, according to ministry officials.

The ‘No purchase order, no payment’ policy aims to improve internal controls over outstanding bills, ensure timely payment and clear debts.

It essentially means that any time a Government employee buys goods and services for TCIG they must have a valid purchase order.

Athenee Harvey, Permanent Secretary in the Ministry of Finance, Trade and Investment, said: “Suppliers of goods and services to TCIG should not, under any circumstances, accept verbal or written orders from any official of TCIG unless these orders are

accompanied by a signed copy of a valid TCIG purchase order.

“Any transaction with TCIG that does not follow this procedure will not be processed and payment will not be made.”

Vendors must include a valid TCIG purchase order number on all invoices to avoid delays in processing and payment.

In addition, as a part of the new policy, all providers of goods and services will be required to re-register as a vendor with the Government.

To register vendors must produce a valid business licence and fill in new forms now available at the Accountant General’s office.

“These measures will be strictly observed and there will be no exception,” Harvey said.

Criminals will not get away

Governor and Premier commit to providing more resources for police force following murder MORE resources will be provided to the police force to help them to combat the alarming increase in violent crime.

Premier Rufus Ewing and Governor Gordon Wetherell both vouched to help improve the failing force following the brutal murder of a TC Islander this week.

Robert ‘Robbie’ Been Senior was shot and killed behind his own shopping centre and apartment block on Tuesday evening (March 4).

The 47-year-old was attacked just before 8pm while he was inside his car at the back of the building in Grace Bay. He was taken to hospital but doctors were unable to revive him and he was pronounced dead at 8.30pm.

Police are investigating the incident but at time of press no-one had been arrested for the shocking crime.

According to a police press release multiple shots were heard being fired in the vicinity of Turquoise Point Plaza on Dolphin Road on Tuesday evening.

pawn shop, Girls R Us hairdresser and Jerkies restaurant, as well as apartments above.

Been owned the entire building, renting out the various units to businesses and residents, and lived in an apartment above.

At about 7.57pm police and emergency services were called to the scene of the incident.

They found Been suffering from “multiple gunshot wounds” and he was taken to Cheshire Hall Medical Centre in a private vehicle for urgent treatment.

“Despite efforts of doctors, they were unable to revive Mr Been and he was pronounced dead at 8.30pm,” the release read.

Police established a crime scene around the perimeter of the plaza and specialist forensic officers examined the area.

Meanwhile hundreds of people, including friends and family, gathered at Cheshire Hall Medical Centre in the hours following the incident.

Acting Commissioner of Police Wayne Jones told the Weekly News: “This is an atrocious crime and the motive was not robbery but something else as the intent seems

to be focus on taking the life of the deceased.

“The police are rigorously pursuing all leads as it relates to this investigation and the suspected vehicle that the perpetrators used to commit this heinous crime was found yesterday afternoon and taken into police custody to be process by crime scene officer.”

MORE RESOURCES The incident came just over a week after three men were injured during a shootout at Downtown nightspot Jamrock Bar on Monday (February 24).

In a statement to press on Wednesday (March 5) Premier Rufus Ewing condemned the murder, TCI’s first of 2014, and called it “cowardly” and “brutal”.

“Even though we still boast one of the lowest crime rates in the Caribbean, these recent incidents of violent crimes, are totally unacceptable,” he said.

“Not only are we destroying the lives of our citizens, we are also potentially destroying the reputation of our beloved country in the international arena and damaging our bread basket tourism industry all

at the same time.”

Last week police revealed that firearms incidents had increased by a huge 64 per cent - from 85 in 2012 to 139 in 2013.

According to Chief Firearms Officer, Superintendent Darron Williams, many of the firearms used are illegal weapons such as AK47 assault rifles.

“These are weapons that are very deadly and they can cause a lot of damage, injuries and death.”

Senior officers blamed a portion of the crime leap on an appalling lack of resources from Government.

In his recent statement Ewing added: “As Premier, I will ensure that the necessary resources at our disposal are made available to fight crime and in this vein I am calling on the Governor, the Commissioner of Police, the judiciary and on you, the residents of our Islands - let us all do our part and work together in the prevention and detection of crime and the conviction of the offenders.

“Together we must ensure that our country remains the safe haven that it is known to be.”

He concluded: “My Government continues to beseech the UK Government to also do their part in the fight against crime.”

In a statement to the Weekly News on Thursday Governor Peter Beckingham said he was saddened and shocked to hear of the murder.

“I am in touch with the

Acting Commissioner about the investigation and I hope that the police will be successful in arresting the guilty party quickly.

“TCI needs to show that criminals cannot get away with abhorrent acts of this sort.”

He went on to say that he was worried about the increase in crime and would ensure that more resources are provided for the suffering police force.

“We are obviously concerned about the increases,” he said, “although we took some comfort from the fact that TCI levels of crime and violence are comparatively low against many other Caribbean islands.

“But there is clearly room for improvement and the Commissioner and I will continue to meet regularly to look at ways of ensuring – not least with more resources - TCI’s reputation remains high as a safe destination for tourists, and secure for its citizens.

“There is no room for complacency.”

Why more crime?

POLICE recorded a massive leap in reported crime in 2013 with major areas of concern including burglaries, thefts and firearm related incidents.

A total of 3,337 crimes were recounted to police last year compared to 2,692 in 2012, and 2,857 in 2011, according to the annual Crime Report.

In a press conference officers admitted that an appalling lack of resources such as vehicles has resulted in a less visible presence and longer response times.

Why do you think there has been such a hike in crime? What does this mean for the country? What can be done to combat this?

No concern

The appalling lack of resources is due to an appalling lack of maintenance. These guys just drive the vehicles into the ground and then there is no money to fix them.

First put a proper maintenance programme in place, then have intense driver training programmes and then tell them to get off their cell phones and get out there and actually mix with the people.

Foot patrols do not require vehicles! Where are the foot patrols?

Basic law enforcement should start with the basics. Why are all the ‘little’ rules allowed to be broken? Breaking little rules leads to a basic disregard of the law.

Where are the traffic cops stopping vehicles that have broken tail lights or no tail lights?

Why are the cops not standing at Susie Turn, flagging down motorists and ticketing them for failure to stop?

Why are they not busting the illegal jitneys?

Why are they not ticketing litterbugs?

When the little things are not enforced the big things tend to slip out of control as well.

Am I impressed with our Police Commissioner? No! It seems he is here on a ‘golden parachute’ retirement plan and isn’t about to break a sweat about his indifferent and ill-trained police force.

Why are we surprised about the increase in crime?

Many reasons

While not being employed is not an excuse for crime, many persons have turned to criminal acts to make a quick dollar.

Most of the young males are being set up by older men who encourage them to do these acts and blatantly tell them they are not going to get locked up because they are juveniles.

Times have changed so that old story is not going to work anymore.

Another thing is we the public feel helpless.

Half the time you call for assistance and there is none to get, due to the lack of vehicles and man power.

Also we have too many undocumented people in this country doing some of these crimes as well.

Throw back

The rise in crime is connected to expectations after the return to power of the same party who threw parties, hired over 1,000 people into government without assigning them work and spending like there was no end of money.

There was an end and the young folks do not understand.

There’s a lack of employment from numerous underfinanced resorts gone sour and others continuing their government given rights to bring in foreign workers.

A police force not trustworthy for a dozen years prevents finding the perpetrators.

They had new vehicles a few years ago and they are destroyed by poor drivers and no mechanics or fleet management, not worn out.

The new Government forgot to order replacements months ago.

The state of the nation

The police are chasing the registered gun owners. Who is investigating the source for the illegal guns?

Murders are unsolved from years ago, politicians shut down the airport like angry children throwing a tantrum and a house speaker gives them a voice.

Overcrowded schools and heavy bills from taxes and the health system are causing frustration among the parents.

We are lucky crime is not higher. Millions spent on an airport as tourist arrivals slow down.

No schools planned for 11 long years as we graduate more potential criminals.

Neglect from FCO

It’s a terrifying scenario and worsening. People have left because of crime. Everyone has been affected or known someone who has.

The police aren’t to blame nor the Governor, who is merely the cypher of the Foreign and Commonwealth Office (FCO), whose real responsibility this is.

Decades of neglect combined with a parsimonious attitude have brought us to this; though they seem to have oodles of money to waste elsewhere!

It’s ridiculous that you have police, without vehicles, thumbing lifts. The criminals know this and think TCI is a soft touch.

A revolving door judicial system for these miscreants doesn’t help either. It’s no use massaging the statistics, camouflaging what happens and making ludicrous comparisons elsewhere. We are in deep trouble.

You can kiss goodbye to tourism, when murders and assaults get plastered over the international press.

It makes the whole stigma of being a stable British dependency seem farcical. One wonders how these ghouls at the FCO reconcile with their consciences.

The FCO must step up to the plate. Properly fund our police force!

Poor Gov’t management

The serious increase in crime is the result of the poor, short-sighted way the present Government is managing the financial future of the TCI. Note that the first order of business for the new Government after the last election was to decide their own salaries and benefits.

Does that sound like a Government that is trying to help the people or one that is only interested in helping themselves?

The future of our tourist business and the ability to attract inward investment to the TCI rests on the ability of the TCI to be seen as a safe place to visit or invest in.

The short term, small savings that restrict the ability of the police to do a good job will ultimately lead to a serious loss of tourists and inward investment.

Once that happens all the efforts in the world to correct the situation will not help – we will be doomed to higher taxes and more unemployment!

Police force must step up

In addition to limited resources in other areas of police operations, the availability of a single patrol car for all of Provo severely limits their ability to respond as necessary, and who knows this better than their opponents in crime.

Given the high rate at which the force trashed their last batch of vehicles, one must wonder how quickly the new ones will also be disabled by poor drivers and a lack of maintenance.

Looking at the condition of the Government garage, even the replacement of an oil filter seems to be beyond their capabilities, so routine maintenance of the new vehicles is likely to be neglected just like in the past.

So, if a lack of vehicles is limiting patrol capabilities, why not place the officers where they need not be mobile - like at the apparently crimeridden Clement Howell High School, and issuing tickets to those motorists who fail to observe the stop signs at the Suzie Turn roundabout.

If $500 tickets were issued for failing to obey those stop signs, the force would be guaranteed to raise at least $750,000 in the first month.

Root cause

Could it be that there’s a root cause to the massive rise in crime?

A while back we had a crime spree, so our British rulers brought in some peaceful Canadians to assist, and we saw a reduction in crime.

Now the British have done the exact opposite and even after being warned, sworn in an individual into our criminal justice system at a very high level who has brought the exact opposite spirit - one of lawlessness to trouble our beautiful peaceful Islands.

Gangs and drugs

I think the recent hike in crime is due largely to gang or drug related violence. Illegal immigration and unemployment are also factors to consider.

We cannot fail to mention that police, especially when documenting cases and using forensics, have been extremely sloppy in this process.

This leads to convictions being overturned or charged persons walking free from our court rooms.

The lack of enforcement of laws and stiff penalties for breaking them, has led to repeat

offenders committing crimes once released.

I agree that police need transportation, however they have been very careless with the vehicles they have.

It’s as if crash test dummies have been using them. I think until they are more responsible it’s pointless giving them new cars to wreck without any repercussions.

A blanket of scepticism

The community at large is somewhat responsible for this level of crime rate, especially the expats and investors, simply because they continue to give a false illusion of jobs and a low rate of young local people are employed gainfully in these islands.

We should not wait for the Government to forcefully level the work market, we all should do all that is in our power to cause young local persons to be trained, study and given opportunities undreamed of.

The power is in our hands to turn these beautiful Turks and Caicos Islands in to a land of equal opportunity, security and tranquillity.

There is a blanket of scepticism and misinformation that clouds generation after generation of young people here and it is called ‘TIs don’t like to work’.

What are we to expect if rumours are blocking them from working - change has to come.

We as parents also share blame with these problematic and radical people. We have to go back to basics.

We all need to take pride in our country and do more to help our youths.

Pattern and picture

It is often said that with development comes crime, yet we seem to be outnumbered and crime is getting out of hand.

Morals have broken down and there is no respect for human life. The recent cold, heartless and brutal shooting of Robbie Been illustrates this.

We now have to ask the question again - why do we pay higher taxes and there are still no funds for police officers, facilities, training and equipment?

We are paying monies out in higher taxes and people are dying, children are suffering and we are going nowhere as a people.

Why do we have a $260 million debt obligation that we know little about? Why do we pay from our treasury some $5 million a month to the hospital deal with InterHealth Canada but we have no resources for schools, youth programmes, scholarships and the rest?

Why are we just content to suffer like this?

Where is our Government? What are you guys doing?

We have serious problems in the TCI, our police force is neglected, ill-equipped, badly trained, under resourced and we seem to be diverting our funds to pay for unexplained debt.

Crime will grow if we have this pattern and picture.

Payee files for judicial review against NHIB THE NATIONAL Health Insurance Board (NHIB) faces court action after they refused to pay for the emergency spinal surgery of a health plan beneficiary.

Scott Sutherland has filed for a judicial review over decisions taken by the board not to honour payments for treatment he had done in Texas, USA. On Monday (March 3), attorneyat-law George Missick of Karam and Missick law firm, filed a notice for leave to apply for a judicial review in Providenciales Supreme Court.

Sutherland, who is a work permit holder, has been a beneficiary of the national health plan since its conception and has been paying close to $4,000 annually.

The issues as stated in the notice include, the decision taken by the National Health Insurance Board (NHIB) to cancel Sutherland’s planned surgery, their decision not to pay for his surgery in Providenciales as well as their decision to refuse him reimbursement for the surgery he paid for due to the cancellation of

the planned operation.

Sutherland is asking the court to order the decisions taken by the board to be quashed and further or alternatively that a declaration be made that the decisions were beyond their powers or were otherwise irrational or unreasonable.

He also wants the court to require the NHIB to reimburse him costs for the surgery he had paid for, grant him further or other relief and for the costs of the proceedings, if leave for judicial review is granted.

Details of the matter, as outlined in filed court documents, stated that last summer, Sutherland had magnetic resonance imaging (MRI) test done on his back at the Cheshire Hall Medical Centre.

The need for the test stemmed from an injury he sustained while playing beach volleyball.

The MRI was done on the recommendation of Dr Joe LeMoine, an orthopaedic consultant with Interhealth Canada TCI. According to the court documents the results of the tests showed that

Anthony Quinn murder trial further delayed – One of the accused still unrepresented THE MURDER trial for Anthony Quinn, the British surveyor found murdered on a Providenciales beach in May 2012, has been set for October 6 this year as one of the two accused is still unrepresented by counsel.

Since October 16, 2013, 16-yearold Misael Castillo has been without legal representation due to Arthur Hamilton’s withdrawal from the case.

Hamilton had claimed a conflict of interest when the case was called for trial in a Providenciales Supreme court on the same day.

This week, Registrar of the Supreme Court, David Chetwynd told the Weekly News that the court is hopeful that by the new date Castillo will be represented.

He said that no one has come forward since the attorney withdrew last October.

At the October 16 hearing, another attorney had indicated that he might be willing to represent the defendant; however, the legal aid fees being offered were not to his satisfaction.

Chetwynd said Castillo has been made aware that he needs to take steps to retain counsel.

However, the murder accused is not taking heed of this, as he remains insistent that he wants one particular lawyer to represent him, but the lawyer is similarly insistent that he will not work at the current legal aid rates, the registrar told this publication.

Sutherland had a severely herniated disc and that he required surgery immediately.

Spinal surgery was then scheduled by the hospital and the NHIB with a US neurosurgeon, Doctor Richard Weiner, to be performed at the hospital in Providenciales on November 15.

Both the surgeon and the Chief Medical Officer at the hospital confirmed this and Sutherland was reportedly told that the hospital and the NHIB had given its agreement for the surgery to proceed.

The court documents also noted that Sutherland is aware that the hospital had flown in surgeons from abroad in the past to perform surgeries at the Cheshire Hall Medical Centre and thus he legitimately expected that his surgery would take place there.

It went on to state that on November 11, the applicant received a call from Anne Mayner (who organised the surgery at the hospital with Dr LeMoine and Dr Weiner) telling him that she was informed that his surgery would not be proceeding anymore on the said date or in Providenciales.

He was also informed that the surgery would instead be done on an unknown date at a hospital in Jamaica.

According to the court documents, Sutherland visited the Salt Mills offices looking for answers and resolution, without success.

It further states that the only response he received was that he had to read the ordinance.

As a result of postponement of

his surgery and in fear of his injury getting worse, Sutherland spent his personal savings to go to Texas, where the neurosurgeon who was originally supposed to perform his spinal surgery on November 15 in Providenciales does the bulk of his operations.

The spinal surgery was successfully completed and Sutherland returned home to the TCI on November 22.

He is seeking approximately $12,600 from NHIP for expenses he incurred.

In a letter dated December 5, 2013, Sutherland wrote to the board requesting reimbursement for his surgery and consequential losses.

On Thursday (March 6) Premier Rufus Ewing moved that the committee of the whole, of which all members of the house are a part, be discharged from considering the bill and a four member committee be appointed instead.

Last year, the attorney expressed his dissatisfaction with the legal aid fees, given the volume of work and complexity of the case.

The rates were increased, but the lawyer was dissatisfied with the hike.

He believed that both fees - the brief and refresher fees - should have been doubled.

Forbes was given a $600 increase to the initial $1,200 brief fee while the refresher rate remained the same at $600.

When contacted, president of the Bar Association, George Missick said the discretion on if and by how much to raise the rates is with the registrar and this is done on a caseby-case basis.

However, he stated that care needs to be taken that the victim is not denied justice or the accused are denied representation.

He said he would be speaking with the registrar on the steps being taken to retain counsel for Castillo.

TCI’s first local AG takes oath of allegiance THE HISTORICAL appointment of the first Turks and Caicos Islander and the first woman to hold the post of Attorney General of the TCI was further solidified on Thursday (March 6) when Rhondalee Braithwaite-Knowles took the oath of allegiance.

The ceremony took place before a crowd of well-wishers, Government ministers and officials, Opposition members and her family at the NJS Francis Building in Grand Turk just before the sitting of the House of Assembly.

Onika Been sang the national anthem before Braithwaite-Knowles’ husband and son joined her as the oath was administered.

Speaker of the House, Robert Hall offered congratulations to the AG, saying he is proud and overjoyed at the appointment, particularly considering where the country came from to get to this point.

He said the post is well deserved and all TC Islanders should be proud.

Hall also voiced his desire to see other TC Islanders becoming magistrates, judges and the Chief Justice someday soon.

“While Turks and Caicos Islanders have received their MBE and their OBEs, there isn’t one TC Islander yet to have received the highest honour of knighthood… and there are prominent TC Islanders who with their sweat and blood have toiled to build this land.

“I am calling on all concerned to make sure that that is set right.”

The Premier, Rufus Ewing, too expressed his pride that a TC Islander

has advanced to the rank of AG. He pointed out that the appointment was not gotten through favours, but through hard work and dedication.

He said he is confident that Braithwaite-Knowles will continue in that vein.

“I am not going to compare this Attorney General to no other Attorney General because there is no comparison.

“There is no comparison because she is one of us, and like me and like others who have been given the opportunity to work for and do good for this country, she likewise has been given the opportunity to shape the legal profession and to be the adviser to this honourable house, in Cabinet and in Government in this country.

“I am sure she will take on that responsibility and do her work with pride, without fear or favour.”

Ewing said the Government intends to respect her advice and work along with her.

Leader of the Opposition, Sharlene Cartwright-Robinson also extended her party’s well wishes on Braithwaite-Knowles’ appointment.

Cartwright-Robinson said they worked with her when she was acting as Attorney General and they know that she is competent and knowledgeable.

“We appreciate the Attorney General also because her journey calls for leadership and clear decisions - essential in addressing crucial issues that have legal and economic implications - and

has already towered above her predecessors.

“Even when it was unpopular the honourable Attorney General stood firm and I commend her for that virtue.”

The party leader said she is proud that among the 26 applicants, one of their own compatriots stood tall.

She further advised: “As trail blazers we have to ensure we leave the path open for others. We have to set the standards high and maintain high standards, especially in accountability, transparency and integrity. I know you will do well, thank you and congratulations.”

Meanwhile, the newly appointed AG offered her own thanks for the sentiments and the support she received since her appointment last week Monday (February 24) from her family, colleagues and the community.

“I feel that the Turks and Caicos Islands is small enough, resourced enough, and skilled enough that we can accomplish things here in the Turks and Caicos Islands.

“It has always been my dream from a little girl - as young as my son Gary - to participate in that and so I am honoured with the privilege of playing a small role in the development of these Turks and Caicos Islands.”

She extended thanks to several people, most notably God for bringing her through the challenges she faced on her journey to her current position.

She thanked her parents – Pastor and Susan Braithwaite – her husband

and son for their enduring support.

About her mother, the AG said her legacy lives on in many people in the community and that she has always striven to emulate her in all aspects of her professional and personal life.

“The only thing that I have not been able to conquer is her ability to arrive at work at 7.30am every morning and I still aspire to that, but my colleagues in the chamber will tell you I have still not attained that but I strive,” Braithwaite-Knowles told the gathering.

She again thanked her staff in the various departments that make up the chamber for their dedication and commitment to their work and the overwhelming support shown to her.

Governor Peter Beckingham was again singled out for an expression of gratitude for his willingness to listen to advice; the same went for the Premier.

“I would wish to thank the Premier. We have had a lot of challenging experiences in the short tenure of this administration. The Premier has shown leadership and I must say in my dealings with him, in giving advice to him, he has always listened.”

She noted that while - as he admitted in his speech – he did not always follow the advice, he always listened and most times, he did follow her advice.

“And I thank him for that because that after all is the professional relationship we ought to have as colleagues.”

Special thanks were extended to

Cynthia Astwood for her support and former Attorney General, David Jeremiah QC for his confidence in her ability to rise to the top post in the chambers.

Braithwaite-Knowles said that Jeremiah worked with her on her professional development and that he had a role to play in her personal development and in her making history in the TCI. She added that his legacy lives on in the TCI. Conspicuously missing among the thanks offered was BraithwaiteKnowles’ immediate predecessor’s name - the controversial former Attorney General, Huw Shepheard.

Addressing the issue of moving forward amidst the many challenges the country faces, the AG said she intends to give guidance in an impartial manner.

“The Attorney General is not in any particular camp in this House; the Attorney General is an independent legal adviser to the house.

“The advice that I have given to the Government is the advice that I have given to the speaker and to the honourable Opposition members and I will strive to continue to be fair, impartial and unbiased in my advice and professional in the advice.”

She asked that members take any advice she gives in the same spirit, acknowledging that in challenging situations it may be difficult to do this but that her advice is impersonal and only based on the principle.

She said if they all behave in this manner, the work of the house would be productive. (DI)

Premier says Gov’t is working to make things better

CREATING opportunities for youths, keeping jobs filled with local talent, and improving the business and public sectors were some of the things the Premier addressed during the Thursday (March 6) session of parliament.

“I came to this job prepared. I am not one to complain for the sake of complaining or make excuses for failure to make progress, but there comes a time for one to say ‘when things are not working, they are not working’ and as a people and as an elected Government the time has come for us to agitate to make it better,” Premier Rufus Ewing told the House of Assembly.

He noted that while the challenges the country is currently experiencing come as no surprise to him, the solutions, though clear as day, are near impossible to implement as the road to progress is fraught with obstacles.

He added that while the PNP administration inherited a Government that was on the brink of economic recovery after going through three years of austerity measures, there is still excess expenditure from the time of the interim administration which has not be been accounted for.

He said they also inherited a Government with laws that the interim administration was never governed under and hence there was free reign for those who governed; as well as a Government that was stripped of much of its talents due to the redundancy exercise conducted by the interim administration.

The Premier also pointed to the commitments made by the interim government, which the current one and the people of the TCI are now forced to bear.

However, he added that his Government will continue to develop its human capital, build capacity, expand and develop its middle class of Turks and Caicos Islanders.

“To achieve this we have to create opportunities for employment in our civil service and implement strategies that will ensure the recruitment, retention, training, professional development and promotion of Turks and Caicos Islanders,” he said.

These include strategies to improve equitable remuneration and benefit packages such as gratuity or performance award bonuses to TC Islanders in the service.

On Thursday (March 6) Leader of the Opposition Sharlene Cartwright Robinson released a

statement on the incident.

“We regret the tragic passing of Robbie Been and extend our sincerest condolences to his family who has suffered such a great loss,” she said.

“I had two separate opportunities to live with Mr Been and his family and therefore knew him very well. I know his family and his older children very well and mourn this loss with them.”

She stressed that there are far too many guns on the streets and that something must be done.

“We cannot solve what is going on from a desk. The police needs leadership and resources.

“The police must also make every effort to establish a relationship with the communities who are partners in crime fighting.

“I am therefore appealing to the people of this country to please come forward if you know anything. Crime Stoppers will treat all callers anonymously.

This is all of our business.”

He said that while the Government welcomes the wealth of knowledge brought to the TCI in the form of UK technical assistance and consultancies, these consultancies have not benefited TC Islanders from the stand point of knowledge transferred to them.

“In some cases, posts were converted into permanent jobs thereby robbing a Turks and Caicos Islander of an opportunity for advancement and gainful occupation.”

Ewing said he recently brought this issue up with the Governor and told him that this practice has to be stopped.

“Any consultant or advisor must be paired with a specific Turks and Caicos Islander who will be the beneficiary of knowledge transfer and who will in the future continue to serve this community,” he said.

He added that he has been instrumental in organising a group of young, educated and talented locals, many of whom are entrepreneurs and will become the small and medium enterprise (SME) owners.

“The information to be gathered from the YESurvey which is currently being conducted by the national

Epidemiology and Research Unit (NERU), under the auspices of the Premier's Office, would assist my Government in formulating policies that would ensure that our young people are empowered to succeed as we progress with the development of this country and stride towards greater financial independence and security.”

He also informed the House of an increase in business licence categories – from 46 to 223 - because of an amendment to the business licencing regulations.

“We have also, in addition to the reserved category of business licence, created a restricted category of business licences.

“We have added several new reserved categories with a resulting increase from 19 reserved categories to 78 reserved categories in addition to the 21 businesses in the restricted categories.”

Ewing said his Government sees this as necessary to ensure that TC Islanders get the opportunity to participate in SMEs as the country seeks to grow its Belonger middle class.

The creation of the reserve and restricted categories will be facilitated by the establishment of TCInvest like agency, SME programme and the implementation of policies that would provide incentives to TC Islanders aspiring to engage in entrepreneurship, especially in the reserve categories, he added.

Speaking to the recently released Country Poverty Assessment (CPA) draft report, the Premier said the data presented was indeed telling of the state of affairs that existed between 2008 and 2012 and some of which the country is still experiencing.

“We have some challenges to address in this country that are not of our making, but we are here now and fix it we will.”

However, he observed that many of these problems are a direct result of decisions taken by the interim government.

He added that the constraints that were put in place for the elected Government make it difficult for them to adequately address these problems.

“Many of the problems stem from illegal immigration and the competition for scarce resources.

“We just simply cannot adequately address these problems in a timely manner due to the financial and legal constraints under which we are working.”

Ewing said he has called on the UK Government and will continue to call on them to live up to their responsibilities and to deal with issues of their making.

“I will have much more to say on the subject of the CPA and their inferences at another time as it was clear from the document they wanted to paint a picture that the last elected Government was the sole and only cause of the state of poverty in the TCI, which is far from the truth.”

He added that many people would like to directly link the state of poverty and unemployment with the increasing incidents of crime in the TCI. “Many of us in this house may have been exposed to, and were victims of, poverty during our upbringing but crime was low simply because family values, morals and integrity were high and respect for each other’s life and property was the order of the day.”

He added that the root cause of the social decay in the country today is the lack of discipline and decline of family.

He further advised that for the country to adequately address crime, people need to pay attention to and address what is going on in their homes and in their society. (DI)

Chickenpox strikes Grand Turk GRAND Turk residents are being warned to look out for signs of chickenpox – a highly contagious rash that can be dangerous to babies and the elderly.

Four children from Ona Glinton Primary School in the capital were recorded with symptoms of the disease when the Government’s environmental health officer paid a visit on Monday (March 3).

A press release from the Ministry of Health said: “The principal of the affected school is following the prescribed protocol of ensuring that children are sent home and only return to school when the doctor gives a medical certificate to state that they are well enough to return to school.

“Unfortunately this is the time of year when we experience outbreaks

of chickenpox in TCI and the region, but the general thought from the Pan American Health Organisation (PAHO) is that the number of cases seen in TCI does not warrant immunisation against the disease, also it may be better for children to develop natural immunity.”

Chickenpox is a very contagious disease caused by the varicella-zoster virus (VZV). It causes a blister-like rash, itching, tiredness, and fever.

Chickenpox can be serious, especially in babies, adults, and people with weakened immune systems.

It spreads easily from infected people to others who have never had chickenpox or received the chickenpox vaccine.

The disease spreads in the air

through coughing or sneezing. It can also be spread by touching or breathing in the virus particles that come from chickenpox blisters.

There are several things that can be done at home to help relieve the symptoms and prevent skin infections.

Calamine lotion may help relieve some of the itching. Keeping fingernails trimmed short may help prevent skin infections caused by scratching blisters.

Acetaminophen or Panadol can be used to help relieve fever from chickenpox.

The general advice is that all children suspected or diagnosed with chickenpox should be seen by the doctor and sent home on sick leave until they are well.

Dear Editor, I understood that public recreation areas are public areas where the inhabitants can gather to enjoy their right as set out in Articles 20 and 21 under the UN Convention on Human Rights.

That is the right to freedom of peaceful assembly and association and to equal access to the public service in the country.

It seems as though more and more we are being locked out of public areas. Say you were to venture to the

Hon Braithwaite-Knowles has served in the capacity of Acting Attorney General from October

2013, following the departure of her predecessor, Mr Huw Shepheard from the territory.

The position of Attorney General since its inception has historically been held by foreign nationals and this latest appointment makes Hon Braithwaite-Knowles the first Turks and Caicos Islander to hold this prestigious position.

As the Attorney General, Hon Rhondalee Braithwaite-Knowles will be the legal advisor to the Government and the House of Assembly, according to Section 41 of the 2011 Constitution.

We have now been informed that the culturally fulfilling and popular Fish Fry’s location is at the centre of controversy, because the Environmental Department wants the Tourist Board and all participants of the Fish Fry to vacate the area.

Let me say I understand the terms of the contract to be that the speakers must face the ocean to avoid excess noise and the occupants are to clean up after each function.

I have a few problems with the issue at hand. The tone and timing of the letter signed by Mrs Wood are simply not acceptable.

I have never seen anyone given such short notice to vacate and find an alternative location for such a major event.

Since she suggested on the same week of her correspondence that that week’s Fish Fry was to be the last at the Kids’ Park.

I personally think that the situation should have been dealt with privately as was the setting up of the initial agreement between the parties.

She instead opted to announce that she was vacating her nasty noisy tenants and seems to not care that they have no future location set for the weekly event.

I am a landlady and I can tell you, this was not the proper route to take.

Rufus finally put his foot down and immediately responded to the situation, but the fact is the crux of the matter goes so much deeper than

we would like to believe.

We have been swindled, run amuck, bamboozled, disrespected and ignored by HMG and its puppets.

I feel like they replaced the ‘Whites only’ signs we would have had during the time of segregation with ‘No Turks and Caicos Islanders welcomed’ at every public place and job interview in this country.

If we don’t all stand together on these issues and others affecting us as a people, then we can no longer sing the words ‘we salute this land of ours’.

Having served in the post as the Acting Attorney General, she has given us an opportunity to witness firsthand the quality of her legal advice and her judgment calls where leadership and clear decisions were essential in addressing crucial

It is worthy of note that she was not appointed simply because she acted as Attorney General, as she was selected from a field of 26 applicants by an impressive panel of well qualified professionals.

We need to investigate the gates THE USA had Water-gate, Monica-gate and recently Weiner-gate. What gates and legacy bother the TCI? Resort-gate haunts the young people emerging from high school and college. What are the prospects for these young, vital people?

Do they have opportunities for employment, business and home ownership?

How about education-gate for the next generation now in primary school? Can they count on finding a seat in a safe classroom in the high school?

We have seen crime-gate grow last year due to disappointment and expectations in the elected Government currently in power.

Children exposed to the ‘me first’ Government have

unfulfilled expectations.

We have been tough on the current Government because they had the opportunity to work with the Opposition and create a plan for opportunities and growth.

Instead we see the same agenda as the previous elected administration me first, now and in the future.

The people are only needed to elect, they are pawns in the chess game meant to enrich certain people.

If the current Government has anything to complain about it is the legacy of their former leaders who have in the past and who will soon face the judgment of the courts of the TCI and USA. Perhaps it is worth a few years in the lock up to own a freight handling firm, a shipping agency, oil importer, the fishing industry.

Some voters believed they would be included on a smaller scale but only a few were.

However the funds did not come from the businesses these folks own, it came from the people’s treasury.

Roads were built for everyone and now everyone has to pay for them because the bills were left for an interim government to sort out. $45 million in bills hidden in a drawer and $300 million more left on the table unpaid.

It’s now paid back with funds needed for high and middle schools, trade schools, community college, causeways and public power.

belt for 20 years to come. Hopefully the Opposition will have the tools and committees to check into the bank failure, hospital, health and power debts that are due to haunt our pocketbooks for years.

Will investi-gate uncover mansion-gate, Hollywood-gate and headquarters-gate? How about TCI Bank-gate, Fortis-gate and Ewingcare-gate?

Integrity Commission defends code of conduct DIRECTOR of Integrity Commission, Eugene Otuonye QC has responded to criticisms of the code of conduct for persons in public life, which were sparked after two members recused themselves from a debate in the House of Assembly.

During the February 17 sitting of the House of Assembly, Deputy Speaker, Josephine Connolly and Minister of Border Control and Labour, DonHue Gardiner recused themselves from the debate on the Broadcasting Commission Bill due to interests they both have in the local industry.

In a statement to the press on Tuesday (March 4), Otuonye set the record straight about what he saw as confusion concerning some provisions of the code and particularly how its provisions on conflict of interests apply to members of the assembly.

He stated that the purpose of the code and the commission is not to catch people out, but rather to help persons in public life raise the standards of integrity in the Islands.

He added that although the code was formulated and published after public consultation in the Islands, its provisions are not set in stone but are kept under constant review by the commission and are subject to be amended as practical circumstances may warrant.

He said the commission therefore welcomes constructive suggestions as to its workings and how it can be improved.

The director noted that the code, as it relates to conflict of interest, was drafted after taking into account the unique challenges of small islands environment of TCI, its antecedent history and the need to ensure the protection of the decisionmaking integrity of the relevant public bodies, including the House of Assembly, and to secure public confidence in them.

For this reason, the provisions of the code on conflict of interest are deliberately detailed and fairly comprehensive, he said.

“It is not possible for the commission to prescribe in advance an exhaustive list of situations in which a member of the House of Assembly should or should not abstain from any debate and or vote.

“Neither can the code be reasonably expected to provide a hard and fast rule on how to identify, avoid and or manage all circumstances of conflict of interest.”

However, he added, the code and its appendix B provide a unique and useful framework to guide and inform public bodies in the formulation or revision of their internal rules and regulations on conflict of interest.

Accordingly, and consistent with parliamentary best practice and commitment to good governance, it is expected that the TCI assembly should, under its rules and standing orders, address in more practical terms, the issue of conflict of interest

Actors wanted for Christmas play PERFORMERS of all ages are being sought to fill roles in this year’s colourful Christmas production.

The Turks and Caicos Friends of the Arts Foundation (TCFAF) is holding auditions next week for budding actors to take part.

The British-style pantomime ‘A Caribbean Sleeping Beauty’ will feature comedy, dance and singing, as well as beautiful costumes and stunning scenery.

Organisers are hoping to recruit people from across Providenciales to take part – even if they have not graced a stage before.

Director Justine ‘J’ Richardson told the Weekly News: “First timers are especially welcome.

We are looking for any talent you possess.”

Actors, dancers and singers are all required “but we don’t need you to be a triple threat,” she stressed.

There are eight to ten major roles, some of which have already been cast, but more are up for grabs including the sleeping beauty, prince, good fairy and dame. There will also

be smaller walk on and ensemble parts.

Richardson left school at 16 to join a professional theatre production company as a wardrobe assistant until eventually being moved up into the costume supervisor’s job.

“I was in charge of designing, buying and maintaining the costumes on touring productions and in the West End in London for 15 years before moving to TCI.” The keen thespian worked on plays, musicals and Royal Variety performances in the UK as well as a pantomime every year.

Richardson will be assisted

by TCI pantomime veteran Cora Malcolm in directing the performance slated to run for eight shows this December.

Open auditions are set to take place on Saturday, March 15, from 10am until 2pm at the Stargazer Villa on International Drive off Cherokee Road.

and have its members be governed thereby, Otuonye said.

“In this regard, and as a matter of principle, it is unreasonable and fraught with inherent danger to the democratic process to expect the commission to advise individual members on every issue of conflict of interest that arises or may arise in the house.

“This is a matter best suited for the house to deal with, assisted by its officers which include its legal adviser.”

However, the director noted that at the end of the day it is the ultimate responsibility of members to order their own private lives in such a way as to avoid criticism and to decide whether and what action is needed to avoid a conflict or the perception of a conflict.

He said that in each case, the member must ask him or herself not only whether the private

interest would affect how he or she participates in the debate and or voting, but whether that interest might create a reasonable suspicion in fair-minded members of the public that this might be the case.

He said this is a judgment call in most cases.

“That is why they are ‘Honourable members’. Where the member has made a decision honestly and in good faith, even where an alternative course may have been arguable, then that member need not be concerned that the commission or the House of Assembly will fault him or her for an honest and diligent attempt to comply with the code or any house rules or standing orders which have been informed by or have like effect as the code on conflict of interest.”

On the specific case of the Deputy

Speaker – who had declared her ownership of a radio station and excused herself - the director said the commission confirms and endorses the position that its director had taken on the matter, namely that Connolly ought to, in the circumstances, declare her interest and abstain from participating in the debate and voting.

“The commission is aware that in doing so, the director was merely endorsing similar position earlier taken by the Hon Opposition members of the house of which the Deputy Speaker is a part.”

He added that the commission however regrets that the highly commendable stance on a conflict of interest matter appears to have been overshadowed by the criticism of the code and the commission in and outside of the house. (DI)

Police to use Government vehicles for patrol OFFICERS will soon be patrolling the Islands in Government vehicles due to a lack of official police cars, according to Premier Rufus Ewing.

A batch of new vehicles is set to arrive soon, but until then cars assigned to the Special Investigation and Prosecution Team (SIPT) and other statutory bodies will be made available.

The news comes just a week after police revealed to press that for several months they have only had a single vehicle to patrol Providenciales.

Officers admitted this has greatly hampered their attempts to prevent and fight crime – contributing to a huge hike in illegal activity.

During his address to the House of Assembly on Thursday (March 6) Ewing said he was “extremely disappointed” that new cars had not yet arrived.

The House of Assembly approved a supplementary appropriation excess of $790,000 to pay for 19 police vehicles a year ago, the Premier stated.

About six months later the tender was awarded for the procurement of the cars but they are yet to arrive.

“Even though I was informed that the vehicles are on the way, this kind of delay in procurement is unacceptable, be it the creation of the procurement ordinance or be it the performance of individuals, and I call on all responsible to perform to the task at hand.”

He added that in the interim he will ask the Ministry of Government Support Services to ensure that vehicles assigned to SIPT and other statutory bodies, are made accessible to the police department.

These will enable day and night time patrol functions until the official vehicles arrive on island.

Police Headquarters on Old Airport Road on Wednesday, February 26.

During the conference police revealed that Providenciales police force has been sharing a single patrol vehicle for a number of months and on occasion has had no vehicle available at all.

Acting Superintendent Kendall Grant, who is responsible for Providenciales, North Caicos and Middle Caicos, said that the vehicle situation “really hampered our strategies”.

“The general public needs to be aware and needs to understand our constraints which we work under here at the division.”

He said the force has had problems

patrolling tourism areas and incident response times have also suffered.

New patrol vehicles – 18 Ford Explorers and one Ford Econoline van – are expected arrive within the month.

They will come complete with radios, decals, lights and sirens and will be ready for immediate use. A training programme will be provided for all authorised drivers.

“This will certainly improve our dire situation,” Commissioner of Police Farquhar said.

However he stressed that many of these vehicles will only replace vehicles that are decommissioned and more will be needed over the next few years. (RB)

Governor gives to Community College STUDENTS at TCI Community College will benefit from brand new computers, thanks to a hefty donation from the Governor.

Peter Beckingham recently presented $7,500 to the college to be split between the two campuses Providenciales and Grand Turk.

College secretary Jewel Selver said: “The administration, staff and students are all very grateful to His Excellency Governor Beckingham for his generosity.

“An order has been placed and when the computers arrive and are in place we hope that His Excellency will be able to join us at the college for a celebration.”

TCI Community College (TCICC) is partly funded by the Government but requires additional assistance to upgrade its facilities and provide scholarships to young people with limited funds.

As a result the TCICC Foundation

is partnering with civic and business communities in a number of fundraising ventures.

Contribution brochures have been distributed across the country, which allow individuals or companies to choose to contribute to any of four donor categories.

Selver said: “With the TCIG’s current financial austerity situation, it is clear that funds necessary for the effective operation of the college are not readily forthcoming.

“Therefore, this donation by the Governor, fundraising activities of the TCICC Foundation board and other donations from individuals, organisations and businesses in the community are more than welcome and greatly appreciated.”

A large scale fundraising event will be held later this year as part of the college’s 20th anniversary celebrations.

A multitude of people behind the Downtown Ball Park during the event

Hundreds of Dominicans celebrate homeland independence CROWDS of Dominicans paraded the streets of Providenciales on Sunday (March 2) to celebrate their country’s 107th year of independence from neighbouring country, Haiti.

The number of cars that took over the Leeward Highway was uncountable and many other nationalities joined in with the celebrations.

Just about every Dominican resident that was out during the event carried either a flag or something that represented the Dominican Republic.

During the parade, a variety of Dominican music was played and

dancers dressed in the Dominican colours shimmied on the back of trucks.

The parade went from the Downtown Ball Park up to the roundabout by the Grace Way IGA supermarket on Leeward Highway then back down to the Ball Park where the celebration continued.

Restaurants behind the Ball Park sold a variety of Dominican dishes and drinks, which included Dominican fried pork chop, plantain, salami, Dominican patties and of course Dominican beer, Presidente.

There were several mini competitions, dance performances

by Dominican girls, performances

by Dominican artists who reside in the Turks and Caicos Islands and speeches by Dominican community members.

Vice president of the Dominicans United Committee, Candido Moreno, said that even though these Dominican nationals were miles away from home, they celebrated this event as though they were at home.

“This is a big time for us, every year we acknowledge the fact that our country is now free and we are not ruled by any other country. Our country makes its own rules and own laws now.”

Moreno described the Turks and Caicos Islands as a home away from home.

Gourmet convenience store and café open in Leeward FREE samples will be on offer all weekend at a newly opened convenience store in Leeward, Providenciales.

The Market at Blue Haven Resort and Marina is welcoming shoppers from 7am until 8pm this Saturday (March 8).

A variety of grocery items will be on offer including fresh produce, fine cheeses, beer, wine, spirits and nonalcoholic beverages.

The adjacent café, which will also be opening this weekend, features organic ingredients and homemade menu items ranging from fresh

pizzas, pastas, breads and pastries to a variety of sandwiches and salads.

It will also serve Allegro coffees which can be taken away or enjoyed on the terrace overlooking the Leeward canals.

To celebrate the openings, a ‘Taste of the Market’ event is taking place all weekend with complimentary teasers of the product offerings.

The Market completes the ‘Dining Destination Blue Haven’ agenda along with its choice of two further food and beverage venues, Fire and Ice Restaurant and Salt Bar.

Choose the right plants Before choosing plants for your landscape design, you will want

to take into consideration several factors.

Review your landscaping space.

Determine whether your space has direct sun or shade. Determine how much water is available in your space.

Once you have determined the light and moisture in your space, you will want to pick plants best adapted to those conditions that will require the least amount of maintenance.

If you are landscaping an area with lots of direct sunlight and dry soil, then you will want to plant draught resistant plants.

Weekly Recipe

Avocado fries SERVES: 6

INGREDIENTS

• Canola oil for frying • 1/4 cup flour • About 1/4 tsp of kosher salt • 2 large eggs, beaten to blend • 1 1/4 cups panko (Japanese bread crumbs) • 2 firm-ripe medium avocados, pitted, peeled, and sliced into 1/2in wedges

DIRECTIONS

• Preheat oven to 200°. In a medium saucepan, heat 1 1/2 inches of oil until it registers 375° on a deep-fry thermometer.

• Meanwhile, mix flour with 1/4 teaspoon of salt in a shallow plate.

• Put eggs and panko in separate shallow plates.

• Dip avocado in flour, shaking off excess.

• Dip in egg, then panko to coat.

Set on two plates in a single layer.

• Fry a quarter of avocado slices at a time until deep golden, 30 to 60 seconds.

• Transfer slices to a plate lined with paper towels.

• Keep warm in oven while cooking remaining avocados.

• Sprinkle with salt to taste.

Enjoying the taste of eating right NATIONAL Nutrition Month is an annual observance in March created by the Academy of Nutrition and Dietetics (AND).

This is a time when more attention is focused on the importance of eating healthy and how we can make living healthy, through nutrition and exercise, a lifelong habit.

This year’s National Nutrition Month’s theme is ‘Enjoy the taste of eating right’.

We eat foods for a variety of reasons - to satisfy our huger, socialising or for growth and maintenance.

What is the first thought that comes to mind when you think of eating?

If you are like most of us, we think of finding foods that taste good.

Other factors such as cost, availability, cultural and religious associations as well as an individual’s health also play a role in the food that is chosen.

However, research shows that taste is the most important factor considered when choosing foods.

This year’s theme ‘Enjoy the taste of eating right’ suggests that eating healthy does not mean we have to sacrifice the taste of our foods.

There is a common misperception that in order to eat healthy, it means we only eat bland, tasteless foods. Just thinking about that seems like torture to me.

I have heard many people lamenting how the ‘good for you’ foods always taste so bad. If this is the perception, then it is easy to see why people find changing their eating habits to hard.

I believe that eating should be enjoyed; not a task to be endured.

Even though taste is our number one priority in choosing foods, more and more people are making food choices based on the nutrients it can provide to their bodies. In other words, they are choosing foods because of their health.

Having a clear understanding of how foods and the nutrients they provide affect our bodies - either positively or negatively - can also be very influential in our choosing not only tasty foods but foods that do a body good.

Below are some tips on how you can continue to enjoy the taste of eating right: -Find new recipes. Sometimes it is so easy to get caught in a food rut where we are eating the same foods over and over again usually because it’s what we are used to or we lack the creativity to create new dishes.

Either way, there is a plethora of healthy recipes already created for you; you just have to find them and let the cooking begin.

-Experiment, experiment, experiment. Let the kitchen be your playground. Find new ways of seasoning foods; use a variety of herbs and spices. This can also help you to lower the salt content of some foods.

You may also want to start buying new foods. Start slowly at first and then become more adventurous. For example, if you always buy red apples, why not try Granny Smith apples?

-Try new restaurants. Start choosing restaurants that are known for serving healthier foods.

Usually many of the ethnic cuisines would have more options that are good for you but also meet the requirements for taste.

-Acquire a taste for new foods. There may be foods that you traditionally would not eat, but why not give them a second or third try?

Try new foods in a variety of ways - grilled, steamed, baked, mashed, lightly sautéed or even raw depending on the type of food.

With a little effort it’s not so difficult to ‘Enjoy the taste of eating right’.

Wisdom teeth WISDOM teeth or third molars are the last teeth to erupt (between the ages of 17 and 25 years) and are located at the back of the mouth.

They are called wisdom teeth because they come through much later than the rest of our teeth, at a time when we are supposed to be an adult and therefore ‘wise’!

It is usual to have four although some people can have less or occasionally more.

Many people are familiar with the idea of wisdom teeth being removed and indeed it was normal practice in certain countries around 30 years ago for wisdom teeth to be routinely removed.

Best practice has moved on since then and now it is recommended that a wisdom tooth should only be removed if the patient is experiencing recurrent infections, several times a year for two to three years. If there is no clinical need to remove a wisdom tooth, it should not be removed.

Problems with wisdom

teeth A common problem is an impacted wisdom tooth which is when the wisdom tooth emerges at an angle or gets stuck and only partially emerges, due to lack of space.

Food debris and bacteria can easily become trapped around the area. This, combined with the area being difficult to clean effectively, increases the risk of gum disease, infection, dental decay and pain.

Wisdom tooth removal If a tooth requires an extraction it may be performed by your dentist or you may be referred to a specialist surgeon.

This depends upon the complexity of the extraction, the individual patient and the abilities of the dentist.

Before the procedure you will usually be given a local anaesthetic injection to numb the area around the tooth and prevent any pain.

In some cases a cut (incision) may be needed in your gum and the tooth may need to be cut into smaller

pieces before it is removed.

After the tooth been removed, some swelling and discomfort may be experienced but this should subside after a few days.

Possible complications As with all surgery, there are risks associated with removing a wisdom tooth. These include problems such as infection or delayed healing, both of which are more likely to occur if you smoke during your recovery.

Another possible complication is ‘dry socket,’ which is a dull, aching sensation in your jaw, and sometimes a bad smell or taste coming from the empty tooth socket.

In this case you should return to your dentist for the socket to be dressed.

There is also a small risk of nerve damage, which can cause problems such as pain or a tingling sensation and numbness in the tongue, lower lip, chin, teeth and gums. This is usually temporary, but in rare cases can be permanent.

POLICE SAFETY TIPS

Don’t fear your child THERE are times when your authority as a parent isn’t enough. If your adolescent has escalated to the point of physical abuse and destruction of property, or if he is engaging in risky or dangerous behaviour outside the house, you already know you need help.

Calling the police on your child poses a risk that you might not be willing to take, but it’s an option you might want to consider.

You should not have to live in fear of your child and you shouldn’t have to live in constant fear of how he will manage in life later on if he’s out of control now.

Many parents feel powerless to stop their out-of-control adolescent’s behaviour. I have had a parent tell me: “My teenage son is bigger than me, and he threatens me physically. I’m afraid of him. What can I do?”

To parents who tell me: “I’m afraid of my teen,” I say: “I believe you. These kids can be very scary and threatening.

But I think if your child doesn’t respond

to your authority, there’s another authority you can call upon if you choose to.”

Kids with behaviour problems often make choices that lead to less and less selfcontrol.

They’ll say and do things, which give you the impression that they’re out of control, but remember: everything they say and do is a choice. And it’s those choices that we need to be concerned about.

Picture our community for a moment - the police don’t let your child assault people, punch holes in the wall or speak in a verbally abusive way to others in public.

Police take action because we understand something that parents can lose sight of - kids make the choice to

do these things, and as a result, they should be held accountable.

And why do parents give their kids a consequence or a reward? To encourage kids to make better choices.

If your son can choose to handle his emotions maturely and not curse out his little sister when she’s annoying, that’s a good choice; we want to reward that.

If on the other hand he chooses to be verbally abusive to his sister, the consequence you give him holds him accountable for that choice.

So whenever we’re thinking about steps like calling the police, I think the important thing is to understand that kids make choices - your child made the choice to hit you, take drugs or destroy your neighbour’s property.

And I believe you should hold him accountable for that by using whatever appropriate means you have at your disposal.

Famous ocean explorer visits the TCI

BY DAISY HANDFIELD FRENCH aquatic filmmaker and ocean explorer Fabien Cousteau visited the Turks and Caicos Islands recently to be a part of the TCI Reef Fund fundraiser.

Cousteau was present at Brayton Hall in Providenciales on Tuesday (March 4) where he presented to primary school children and answered some of their questions as it related to the oceans.

In an interview with the Weekly News Cousteau said that during his stay, he went diving on French Cay and visited the Thunderdome area with some of the children.

“It is just the most amazing thing to be able to interact with the children of Turks and Caicos, whether they are expats or they are nationals. They are all amazing children.”

When asked about his impressions of the Turks and Caicos Islands, he said: “I think Turks and Caicos is in a very unique position to have an environment under water that is still in fairly healthy order as opposed to many island nations around the Caribbean.”

He said that there is a prime and unique opportunity to do the upmost to protect the environment because it is the natural resources bank account

Disaster heads educate people on preparedness

BY DAISY HANDFIELD A WEEKLONG workshop geared at educating volunteers on disaster preparedness in their community, was held by the Department of Disaster Management and Emergencies (DDME).

The workshop kick started on Monday (March 3) at the Felix Morley Community Centre in Five Cays and then continued at the DMME office on Leeward Highway in Providenciales.

Director of the Department of Disaster Management and Emergencies, Virginia Clerveaux, said that the programme aimed to educate people on disaster preparedness for hazards that may impact their area.

It also trained them on their basic disaster response skills such as a fire safety, light search and rescue, team organisation and disaster medical operations.

The event was well attended with volunteers from almost all constituencies in Providenciales.

Clerveaux said: “The DDME aims to establish Community Emergency Response Teams (CERT) in all islands and in as many communities as possible in order to build resilience and capacity at the local level.”

This will allow communities to be self-sufficient in responding to small emergencies and hazards in their communities.

The teams will also help to reduce loss of lives and the strain on local emergency services, she added.

Minister of Government Support

Services, George Lightbourne, brought remarks during the event and encouraged the volunteers to take care of their surroundings.

He said: “It is always a pleasure to be involved in anything that is positive and that is going to assist in recovering, repairing and responding to any form of disaster.

“I would encourage each and every one of you to reach out to others and to show them the wisdom of wanting to be involved in disaster situations.”

Lightbourne said that people in the Turks and Caicos Islands should

become competitive and see who can keep the best and cleanest yards.

“At the end of the day our surroundings and what we do or what we refuse to do can potentially lead to a situation that we will not be very proud of.

“We need to clean up our yards, we need to clean up our country; Turks and Caicos is beautiful by nature, but we have issues in terms of cleanliness.”

The training was provided through support from TCIG and TCI Red Cross and was facilitated by Jason Lyons from the British Virgin Islands.

Government offers cheap photography classes BUDDING photographers can learn all about how to take a great nature photo during a series of fun educational classes this March.

Two of the three tutorials will cover camera settings, composition, exposure and techniques on getting better environmental photos, while the final class will cover basics of Photoshop.

The Government’s Department of the Environment and Maritime Affairs (DEMA) is heading the programme with assistance from the Turks and Caicos Reef Fund.

Classes will begin at 9am on Saturday, March 15, and last about two hours. They will continue on Saturday, March 22, and Saturday

March 29.

David Stone, a former professional nature photographer, will present the first two sessions and DEMA intern Leila Atallabenson will present the third.

Attendees will be asked to take photographs based on the information provided in the first tutorial and present them in the second class.

Minimal cost will be $25 for all three classes or $20 for the first two only to cover light refreshments and a small donation to the Turks and Caicos Reef Fund.

Science & Technology Hopes rise for AIDS drugs that last longer RESEARCHERS are reporting that injections of long-lasting AIDS drugs protected monkeys for weeks against infection — a finding that could lead to a major breakthrough in preventing the disease in humans.

Two studies by different laboratory groups each found 100 percent protection in monkeys that got monthly injections of antiretroviral drugs, and there was evidence that a single shot every three months might work just as well.

If the findings can be replicated in humans, they have the potential to overcome a major problem in AIDS prevention: that many people fail to take their antiretroviral pills regularly. A preliminary human trial is to start late this year, said Dr. Wafaa El-Sadr, an AIDS specialist at Columbia University’s Mailman School of Public Health, but a larger trial that could lead to a treatment in humans may still be some years away.

It has been known since 2010 that healthy people taking a

small daily dose of antiretroviral drugs — a procedure known as preexposure prophylaxis, or PreP — can achieve better than 90 percent protection against infection.

But in several clinical trials since then in gay men, in intravenous drug users, and in couples where one partner is infected, it has been shown that the only participants protected were those who took their pills every day without fail.

Many did not. The failure rate was particularly acute among women in Africa. Although some participants in one PreP study told researchers they were scared by rumors about side effects, many also said they were afraid to keep the pills in their home for fear that their sexual partner or a neighbor would see them and mistakenly assume they already had the disease.

An intramuscular injection that a woman could get every three months could change all that, several AIDS experts said.

Early treatment ‘cures’ second US HIV-positive baby US researchers have revealed another baby carrying the HIV virus, which leads to Aids, may have been cured through early treatment.

Antiretrovial drugs were reportedly administered to the baby in California just four hours after birth.

The unidentified nine-month-old child is now said to be HIV negative.

It is the second such case after an HIV-positive Mississippi infant brought into remission following early treatment was reported in 2013.

‘NOT WITHOUT RISK’ “This is a call to action for us to mobilize and be able to learn from these cases,” Johns Hopkins University paediatrics specialist Dr Deborah Persaud said at a Boston medical conference.

No trace of the virus can now be found in the infant’s blood or tissues, the doctor revealed.

Angry people ‘risking heart attacks’

HAVING a hot temper may increase your risk of having a heart attack or stroke, according to researchers.

Rage often precedes an attack and may be the trigger, say the US researchers who trawled medical literature.

Regional News Concerns over increased drug traffic between Haiti and Bahamas – TCI also identified in US narcotics report THE Bahamas was a prominent feature in a newly published United States narcotics report that cited concerns of increased drug trafficking connections between the Bahamas and Haiti.

According to the March 2014 Bureau for International Narcotics and Law Enforcement Affairs International Narcotics Control Strategy Report, smugglers exploit the wide distribution of numerous islands and the high number of recreational vessels flowing through the Bahamas in 2013.

Despite a long-standing cooperation between the Bahamas and US authorities, the report noted challenges which included delays in extradition requests and a lack of Creole speakers in key Bahamian law enforcement units.

“Haitian and Haitian-Bahamian drug trafficking organisations,” the report said, “increasingly networked between Haiti and the significant Haitian diaspora in the Bahamas,

continue to play a major role in the movement of cocaine.

“Investigation of these organisations is hindered by a lack of appropriately vetted and assigned Creole speakers within the Royal Bahamas Police Force (RBPF) Drug Enforcement Unit.

“Strong familial connections between the Turks and Caicos Islands and the Bahamas, coupled with direct flights between Haiti and the Turks and Caicos Islands, compel many Bahamian smugglers to travel to Haiti via the Turks and Caicos Islands with large amounts of cash for future smuggling ventures.

“There was an increase in cocaine and marijuana washing ashore on Florida’s coastline during the year, which indicates a parallel growth in the use of airdrops by traffickers.”

In addition, US officials noted that an agreement between the Bahamas and Panama based Copa Airlines in 2011 lead to an increase in cocaine

seizures at the Lynden Pindling International Airport.

“Aviation routes are a cause of concern. Small, privately owned and operated planes ferry loads of cocaine from and between significant source countries in South America into the Caribbean. Law enforcement information suggests that drug trafficking organisations utilise airdrops and remote airfields to deliver large cocaine shipments to the Turks and Caicos Islands and to the Bahamas from Venezuela and Colombia.”

The report urged additional resources for drug abuse programmes in an effort to bring improvement to the rate of retention among patients at the Sandilands Rehabilitation Centre and inmates at Her Majesty’s Prison.

“Current, comprehensive drug consumption and use data is not available.

“Intake surveys and testing found that many inmates at Her Majesty’s Prison at Fox Hill, the only prison in the Bahamas, tested positive for drugs and some of these inmates maintain access to drugs during their incarceration,” the report read.

Bahamas government will not be bullied on VAT – Says Minister of State for Finance THE GOVERNMENT of the Bahamas will not be “bullied or threatened” to postpone or cancel the implementation of Value Added Tax, Minister of State for Finance Micheal Halkitis said earlier this week.

Mr Haikitis was responding to comments made by Super Value’s owner, Rupert Roberts, who warned that a 400 person lay-off may be “coming down the pipeline” across his various food retail interests unless the Government relents over its Value-Added Tax (VAT) proposal, Price Control, and other recent tax increases.

Mr Roberts told The Tribune that unless the Government responded to the industry’s cries with “quick action”, his supermarket chain’s first potential move would be to assess the future of its smaller, inner-city stores.

Mr Halktis said instead of “causing hysteria” persons in the private sector should sit down with the government and have an intelligent conversation.

Mr Halkitis said after VAT is implemented, the Price Commission will fall under Shane Gibson’s Ministry of Labour and National Insurance, and be responsible for ensuring that items that should be exempt from VAT will not increase in price.

The government plans to introduce VAT at a rate of 15 per cent on July 1.

Several Caribbean countries named in US money laundering report THE United States has named several Caribbean Community (CARICOM) countries as major money laundering states whose financial institutions engage in currency transactions involving significant amounts of proceeds from international narcotics trafficking.

In its just released “2014 International Narcotics Control Strategy Report,’ the US State Department listed Antigua and Barbuda, Bahamas, Belize and Haiti as among major money laundering countries and jurisdictions around the world.

In addition to these CARICOM countries, the other Caribbean islands named are the British Virgin Islands and the Cayman Islands.

The report also notes that countries like the United Kingdom, the United States, Australia, Brazil, Russia, France, Canada as well as the Dominican Republic, Germany, Greece and the Netherlands had been designated major money laundering countries The report which describes the steps taken during the previous year by the governments of nearly 90 countries, to reduce illicit narcotics production, trafficking, and use, as well as money laundering and financial crimes, said that the “complex nature of money laundering transactions today makes it difficult in many cases to distinguish the proceeds

of narcotics trafficking from the proceeds of other serious crime. “Moreover, financial institutions engaging in transactions involving significant amounts of proceeds of other serious crime are vulnerable to narcotics-related money laundering.”

Washington said that “this year’s list of major money laundering countries recognizes this relationship by including all countries and other jurisdictions, whose financial institutions engage in transactions involving significant amounts of proceeds from all serious crime”.

The report also notes that Caribbean countries like the Bahamas, Belize, Haiti and Jamaica had been classified as major drug-transit countries.

The State Department defines a major drug transit country as one “that is a significant direct source of illicit narcotic or psychotropic drugs or other controlled substances significantly affecting the United States; or (B) through which are transported such drugs or substances”.

It said that apart from the Caribbean countries, Afghanistan, Bolivia, Burma, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, India, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru, and Venezuela were identified and notified to Congress by the President on September 13, last year. Nearly 6000 suspected cases of chikungunya virus reported in the Caribbean THE European Centre for Disease Prevention and Control (ECDPC) says there are reports of new cases of the chikungunya virus in the Caribbean.

The ECDPC said in the past week, 293 new cases of chikungunya have been reported in the region, with confirmed ones in St. Martin (French), Martinique, St. Barthélemy and Guadeloupe.

New cases also surfaced in Dominica and French Guyana as well as St. Kitts and Nevis.

The ECDPC said as of February 21, 2014, more than 5,900 suspected cases have been reported in the region.

An outbreak of chikungunya in the Caribbean was reported from the

French part of the island of St. Martin on December 6. The chikungunya transmission was detected during a concomitant dengue outbreak in the Caribbean. Both diseases are transmitted by the Aedes aegypti mosquito.

Chikungunya is a mosquito-borne viral disease causing symptoms such as fever, joint pain, muscle pain, headache and nose and gum bleeding.

Chikungunya is present in parts of Africa, Southeast Asia and on the Indian subcontinent.

The most recent large outbreaks were reported in 2005–2006 from Réunion Island, Mauritius, Mayotte and several Indian states.

Regional News Jamaica still largest Caribbean supplier of marijuana to US - report THE United States says Jamaica remains the largest Caribbean supplier of marijuana to the US and Caribbean islands and that even though cocaine and synthetic drugs are not produced locally, Jamaica is a transit point for drugs trafficked from South America to North America and other international markets.

But in its just released “2014 International Narcotics Control Strategy Report” the US State Department said Jamaica continued to make “slow but steady progress” in combating narcotics trafficking, corruption and organised crime in 2013.

It said success stories included the Jamaica Constabulary Force (JCF) Anti-Corruption Branch, which continued to make progress in eliminating corrupt and unethical police officers; the National Forensic Sciences Laboratory, which showed dramatic improvement in its ability to process crime scene ballistic evidence; the JCF Major Organised Crime and Anti-Corruption Task Force, which significantly reduced Jamaica lottery scam operations that targeted retirees and the elderly in the United States.

Washington said the Financial Investigation Division of the Ministry of Finance that, with new organisation and leadership, ramped up its efforts to curb money laundering and seize criminally-

acquired assets and also praised the Independent Commission on Investigations, which was successful in establishing its legal authority to prosecute police officers who illegally injure or kill citizens in the course of their duties.

“The momentum of progress gained within Jamaica’s law enforcement agencies, however, is being obstructed by the inability of prosecutors and the courts to keep apace and secure prompt convictions.

The United States will therefore continue to support efforts to reform and strengthen Jamaica’s criminal court system,” the report noted.

The report noted that in 2013, drug production and trafficking were both enabled and accompanied by organised crime, domestic and international gang activity, and police and government corruption.

It said illicit drugs were also a common means of exchange for illegally-trafficked firearms entering the country, exacerbating Jamaica’s security situation.

Drugs flow from and through Jamaica by maritime conveyance, air freight, and human couriers, and to a limited degree by private aircraft.

“Drugs leaving Jamaica are bound for the United States, Canada and other Caribbean nations. However, marijuana and cocaine are also trafficked from Jamaica into the United Kingdom, Belgium, Germany,

and the Netherlands. Jamaica is emerging as a transit point for cocaine

leaving Central America and destined for the United States, and some drug

trafficking organizations exchange Jamaican marijuana for cocaine.”

MPs raise fears over cuts to UK Army PLANS to cut soldiers could leave the UK Army “short of personnel” and unable to meet future national security needs, a report by MPs has warned.

The Commons defence select committee also voices “surprise” at the lack of consultation over the Army 2020 plan.

Under the plan, personnel numbers will be cut from 102,000 to 82,000 by 2018, with a doubling of reservist numbers.

Defence Secretary Philip Hammond said it would ensure the Army was a “flexible and agile force”.

The number of part-time soldiers, or reservists, is to be doubled from 15,000 to 30,000, but the Army is still a long way off from meeting its targets and the MPs’ report says there is scepticism that it will be able to recruit the numbers it needs.

Overall, the report echoes a familiar theme: the cuts to the armed forces have been driven by the need to save money, rather than any strategic vision of Britain’s place in the world.

‘FAILED TO COMMUNICATE’ The MPs say they were “surprised” at the lack of consultation on such a radical change. The new size of the Army was not part of the original Defence Review in 2010 and had never even been discussed by the National Security Council.

So, perhaps it is no surprise the committee feels the Ministry of Defence needs to explain and justify how an army of 82,000 regulars and 30,000 reservists will be adequate to meet the threats of the future.

The MPs say they “remain to be convinced” that the Army 2020 plan represents a fully “thought through and tested concept”. They conclude “the MoD has failed to communicate the rational and strategy behind the plan”.

But it is not just the lack of strategy that worries them. They’re not convinced the Army will be able to deal with the more practical steps of meeting its recruiting targets either.

“We note the scepticism of some of our witnesses that it will be possible to recruit the required number of reservists in the timescale envisaged,” they say.

‘WORLDWIDE REACH’ They say it is “essential” the Army has the ability to undertake future military operations, adding that “any loss of such capability would have serious implications for the UK’s national security”.

They also note that there is a financial incentive not to use reservists, who will suddenly cost a lot more if they’re ever sent on operations. The MPs say “it would be unacceptable if the UK decided not to take part in any action because of the cost of deploying reservists”.

Labour claims Britain’s armed forces are already significantly under-strength, with a shortfall of 8,000 service personnel. The MoD says those figures are misleading as it includes those who’ve recently been made redundant as the overall size of the British military shrinks.

EU to provide Ukraine with $15B aid package THE European Union is proposing to provide Ukraine a $15 billion aid package in loans and grants over the coming years, the head of the bloc’s executive arm said Wednesday, as it prepared to freeze the financial assets of 18 people held responsible of misusing state funds.

The package will include 1.6 billion euros in loans and 1.4 billion euros in grants from the EU budget and up to 8 billion euros fresh credit from the EU’s financial institutions, the European Investment Bank and the European Bank for Reconstruction and Development. In addition, another 3.5 billion euros could “potentially” come from the bloc’s assistance to neighboring countries through 2020, the European Commission said.

The package is “designed to assist a committed, inclusive and reforms oriented Government in rebuilding a stable and prosperous future for Ukraine,” Commission President Jose Manuel Barroso said.

The EU’s 28 foreign ministers also approved Wednesday the list of people who will have their financial assets in Europe frozen. The identity of those targeted was withheld pending the official publication in the EU’s legal journal Thursday, at which point the sanctions will be effective for the coming 12 months.

Officials say releasing the names

could give those targeted a last chance to pull their assets out of the 28-nation bloc.

The ministers said the sanctions also contain provisions facilitating the recovery of the frozen funds for Ukraine’s new government “once certain conditions are met.”

The United States announced a $1 billion aid package in energy subsidies Tuesday. Kiev estimates it needs $35 billion in international rescue loans over the next two years.

The International Monetary Fund is expected to play a key role in providing those bailout loans.

The EU package foresees helping to modernize the country’s gas transit system and providing technical assistance ranging from judicial reform to assistance in preparing elections, the Commission said.

The package also calls for steps to accelerate achieving visa-free travel for Ukrainians to the 28-nation bloc.

That measure, if approved, would go down particularly badly in Moscow, since Russia has sought visa-free travel to Europe for its citizens for years. Suspending discussions on that project are among the punitive measures against Russia over its move against Ukraine’s Crimea Peninsula, which are being weighed by EU leaders at an emergency meeting Thursday.

Scottish independence: Shell boss wants Scotland to ‘remain in UK’ THE chief executive of the oil company Shell has said he would like Scotland to “remain part of the UK”.

Addressing the company’s annual reception in London on Wednesday, Ben van Beurden said he valued the “continuity and stability” of the UK. He said the company had reached this view for the same reasons it supported the UK staying “inside the EU”.

The Scottish government said an EU referendum was the “real risk” facing the oil and gas sector.

Last week, Shell hosted the UK cabinet at its headquarters in Aberdeen.

At the time, the chairman of Shell UK, Ed Daniels, said the independence debate was “a matter for Scottish people” and that “it would be wrong” for Shell to intervene.

Islamic militant group Boko Haram has been blamed for a spate of attacks in recent weeks.

Nigeria: ‘Militants’ kill villagers, torch village in raid SUSPECTED Islamist militants have torched a village in northeastern Nigeria’s Borno state, killing at least 11 people, a lawmaker told the BBC. They raided Jakana overnight, destroying about a third of homes, Senator Khalifa Zannah said.

A local person told the BBC that as many as 40 people had been killed but this could not be confirmed.

The Islamist group Boko Haram intensified its insurgency in northeastern Nigeria in recent weeks.

It has been blamed for about 130 killings in Borno alone since Friday.

The group has not commented on

the attacks.

It launched its insurgency to create an Islamic state in mainly Muslim northern Nigeria about six years ago.

Thousands of people have been killed in the conflict.

Mr Zannah told BBC Hausa the suspected militants had withdrawn from Jakana, 33km (20 miles) from the state capital, Maiduguri, after government forces arrived.

Most people had fled after rumours spread that Boko Haram was planning an attack but some elderly and disabled people were unable to get away, Mr Zannah added.

Putin nominated for Nobel Peace Prize INVADE Ukraine and get nominated for a Nobel Peace Prize.

It was all in a day’s work for Russian strongman Vladimir Putin, whose name popped up Wednesday among the record 278 put forward for the prestigious prize.

Putin, who is also known for his persecution of gay Russians, was reportedly nominated for helping defuse last year’s crisis in Syria.

Never mind that Putin is the power behind the brutal Syrian despot who caused the crisis by gassing his own people.

Norwegian Nobel Institute’s Director Geir Lundestad said they don’t pick the nominees, they just vet them.

“We receive nominations from absolutely everywhere in the world,” he said.

Putin is not the only notorious name on the list of confirmed nominees compiled by the Peace Research Institute Oslo, which is not affliated with the Nobel folks.

There’s also National Security Agency leaker Edward Snowden, who is receiving Putin’s protection in Russia.

Devastated husband kills himself just hours after wife’s death HE DIED of a broken heart hours after hers gave out.

Welshman Adrian Cross, 45, committed suicide at the couple’s home hours after his wife, Tammy Cross, 37, died of a weak heart at Prince Charles Hospital, a review revealed Tuesday.

Cross’ aunt Yvonne Thornley told the coroner that when she got to the hospital on Oct. 8, she saw her devastated nephew lying over his wife’s body, Wales Online reported.

Thornley heard him say ‘I’ll see you later, Tam,’ and ‘I can’t live without you.’ She assumed he was only mourning his wife of 15 years and meant to return to the hospital to see her again. He didn’t.

A toxicology report shows he took a cocktail of painkillers and antidepressants to end it all. He was found later that night wearing her pink dressing gown, holding a picture of his wife in the couple’s bed.

The coroner declared it a suicide, according to the inquest of their deaths held Tuesday at Aberdare Coroner’s Court.

Venezuela’s Maduro breaks diplomatic links with Panama VENEZUELA’S President, Nicolas Maduro, has broken diplomatic relations and frozen economic ties with Panama.

“There are moves by the United States government in accord with a lackey government of a right-wing president which has been creating the conditions for the OAS and other bodies to step towards an intervention in our country,” Mr Maduro said.

The Venezuelan president also criticised OAS President Jose Miguel Insulza, who had suggested earlier that a group of observers could be sent to Venezuela – if its government and the opposition found it useful.

Massachusetts court says ‘upskirt’ photos are legal MASSACHUSETTS’ highest court ruled Wednesday that it is not illegal to secretly photograph underneath a person’s clothing -- a practice known as “upskirting” -- prompting one prosecutor to call for a revision of state law.

The high court ruled that the practice did not violate the law because the women who were photographed while riding Boston public transportation were not nude or partially nude.

“A female passenger on a MBTA trolley who is wearing a skirt, dress, or the like covering these parts of her body is not a person who is ‘partially nude,’ no matter what is or is not underneath the skirt by way of underwear or other clothing,” wrote Justice Margot Botsford of the state Supreme Judicial Court.

CNN legal analyst Sunny Hostin said the law has not caught up to technology and called it an assault on a woman’s right to privacy.

“I think the courts got it wrong,” Hostin said. “The spirit of the law makes it clear it is about the person’s

privacy.”

The ruling stems from the case against Michael Robertson, 32, who was arrested in 2010 and accused of using his cell phone to take pictures and record video up the skirts and dresses of women on the trolley, according to court documents.

Two separate complaints were filed against Robertson with the transit police. Authorities then staged “a decoy operation” to catch Robertson, who was eventually arrested and charged with two counts of attempting to secretly photograph a person in a state of partial nudity.

Police observed him point a cell phone video camera up the dress of a female officer, court documents state.

Wednesday’s ruling reversed a previous decision by a lower court, which had denied a motion by Robertson seeking the dismissal of the case, said a statement from the Suffolk County district attorney’s office.

“In sum, we interpret the phrase, ‘a person who is ... partially nude’

in the same way that the defendant does, namely, to mean a person who is partially clothed but who has one or more of the private parts of body exposed in plain view at the time that the putative defendant secretly photographs her,” the high court ruled.

The ruling that state law “does not apply to photographing (or videotaping or electronically surveilling) persons who are fully clothed and, in particular, does not reach the type of upskirting that the defendant is charged with attempting to accomplish on the MBTA.” Prosecutors had argued that the current statute, which prohibits secretly photographing or videotaping a person who is “nude or partially nude,” includes upskirting, according to documents.

But Robertson’s lawyers argued that the female passenger on the trolley was not “nude or partially nude” and was not in a place where she had a reasonable expectation of privacy, according to court documents.

‘12 Years a Slave’ added to 1,000 more theaters after Oscars win THE story of Solomon Northup is being revived on the big screen after “12 Years a Slave” took home Oscars gold.

Steve McQueen’s award-winning film secured more than 1,000 new theaters wanting to host viewings, just one day after it won Best Picture, Variety reports.

The studio behind it, Fox Searchlight, is reportedly expecting an additional $3 million to 4 million from the upcoming weekend box office.

“12 Years a Slave” also took home

Oscars for Best Supporting Actress, boosting current Hollywood favorite Lupita Nyong’o’s profile, and Best Adapted Screenplay for writer John Ridley.

The film also just became available to home viewers, via DVD and On Demand, on Tuesday. It debuted in theaters nationwide Nov. 8.

The new interest in “12 Years a Slave” may be enough to push its earnings further past the $50 million domestic mark, Variety reports.

Education Week 2014 jump starts with nationwide church services A CHURCH service was held at the Faith Tabernacle church in Providenciales on Sunday (March 2) to bring in the 2014 Education Week school festivities.

During the service, teachers were recognised for their perseverance during difficult times and thanked their hard work and dedication.

Education Week is held in the TCI each year to promote the hard work of teachers, education staff and students.

Missick said that this year’s theme ‘Promoting education through teacher appreciation’ is something that the Government strongly supports.

“When we speak of the promotion of education through teacher appreciation we think about taking the time to thank those persons who gave of themselves and their service to nation building,” she said.

“To ensure that our youths are equipped with the requisite tools and skills to function effectively at

the societal levels, the ministry has embarked on a drive to continue to expose our teachers to the best practices available in instructional delivery, classroom management, and professional development.”

Missick said that without the teachers, then the vision of selfactualisation, sustainable growth, and lifelong learning would be futile.

“It is futile that we continue to give our teachers the level of respect and appreciation that they deserve.”

Second win for Raymond Gardiner; graphic arts poster

Science fair deemed successful by organisers NINE schools in total throughout the Turks and Caicos Islands participated in the fifth annual FortisTCI National Science Fair.

The event is one of the highlights of Education Week and was held at its annual location, the Gustarvus Lightbourne Sports Complex, between March 5 and 6.

On Wednesday (March 5) the students displayed their projects and judges and supporters had the opportunity to critique the work.

Then on Thursday (March 6) the quiz took place and shortly after, an awards ceremony was held to announce and acknowledge the winners of the various competitions.

The competition was broken up into four sections: science project, science creative arts poster, science fair quiz and graphic arts poster.

Students from the British West Indies soared, being announced as winners of the science fair quiz.

Brandi Maynard from Champions for Christ told the Weekly News that her school did not go into the

competition to win, but just to represent her school.

She said: “Today was a very nerve wrecking day, but I knew that once I put my confidence in God things would work out.

“We didn’t come here to win, we came here to represent and we did that and we are happy with the outcome.”

Raymond Gardiner student, Helcy-Ann Selver was very humbled about their win, describing the feeling as ‘great’.

“I feel great because I feel like if God has something for you, you will get that. We prepared adequately, maybe not enough, but we prepared.”

When asked about next year’s preparation, she said that they will come up with something better for the experimental part, but for every other part they will just try and continue to maintain being in the top three.

Director of Education, Edgar Howell, explained previously that the competition has evolved to the point where FortisTCI has accepted

full sponsorship, changing the name from Ministry of Education Science Fair to FortisTCI National Science Fair.

He said: “I am really pleased with the outcome of the Science Fair this year, we had more schools participating and the level of work from the projects is definitely coming through from the students is definitely up a notch from last year.”

Howell said that one of the things people have commented on when coming to see the projects, is the level of readiness from the students to speak about their work.

“They are extremely competent and we are quite pleased with that.

We are looking forward to an even more exciting fair next year.”

Nine schools participated in the quiz portion of the competition and eight in the projects.

Public relations officer for FortisTCI, Talisha Simons, said that FortisTCI is always ready and willing to contribute to anything that has to do with education. (DH)

Students write their own book PUPILS at The Ashcroft School have written and published their second book.

They displayed its contents during a book reading event organised for Education Week on Tuesday (March 4).

There was a launch party at the school in Leeward, Providenciales, where the students dressed up in their fanciest clothes and drank sparkling apple juice as they discussed their contributions.

Parents and visitors were invited to the school and were given the opportunity to review the book entitled ‘We are writers’.

Minister of Education Akierra Missick attended the book reading and read to the students from

kindergarten class all the way up to grade three.

Missick said she was elated to be invited to take part in their Education Week activity.

She said: “It’s very good because most of my day to day visits tend to be to the TCIG management schools.

“I was very honoured, I really enjoyed reading the stories to the students.”

She said she enjoys celebrating with students as they promote education through teacher appreciation; which is the theme for this year’s Education Week.

Vice principal Katie Hinks said the school introduced a new approach to the teaching of writing a while back, so this book was a creative way to

SESAME Street’s Cookie Monster visited a primary school in Providenciales to read to students as part of Education Week.

About 100 pupils enjoyed the visit and the story which featured the well-known Sesame Street tale ‘Happy and Sad, Grouchy and Glad’.

The story taught the attending children not only to read along, but also how to identify colours, shapes, and numbers.

The event was held to celebrate the 2014 Education Week and is a part of the Sandals Foundation’s literacy programme which aims

to create a fulfilled learning environment where children are taught the importance of reading.

Principal Rachel Taylor said: “Literacy is very important in the development stages and our kindergarteners look forward to our Education Week story time with the Sesame Street characters.

“I applaud corporate sponsors like Beaches Resort and the Sandals Foundation for taking this initiative to include the Enid Capron kindergarten class in their Education Week activities year after year.”

Elanor Finfin Krzanowski, Beaches Resort and Spa public relations manager, was on hand to help with the reading session.

She said: “We are always looking for interactive ways to promote literacy within the schools.

“I am glad that our Sesame Street partners have allowed the foundation to take the characters into the schools to help break the ice and create a fun environment to give the kindergarteners an interactive reading experience.”

The Five Cays based primary school is the second Sandals Foundation adopted school in Providenciales.

In addition to the Enid Capron Primary reading session, the foundation also hosted a series of educational events throughout the week.

Bill Gates regains top spot as world’s richest person Pharrell Williams’s song is only the third to reach number one on three separate occasions, the last being Guy Mitchell in 1957 with Singing the Blues.

Third time lucky for Pharrell Williams’ Happy PHARRELL Williams has gone to the top of the UK singles chart for the third time with his song Happy.

The song, which is nominated for an Oscar, features in the hit animated film Despicable Me 2.

The track is only the third to reach number one on three separate occasions, the last being Guy Mitchell in 1957 with Singing the Blues.

Happy first made number one in December, and its return saw Sam Smith’s Money On My Mind toppled.

The track also passed the million-seller mark this week, matching the glory of his

collaboration with Daft Punk on Get Lucky.

“I am beyond grateful for the amount of love and support I’ve received in response to Happy - it is overwhelming,” he told OfficialCharts.com.

“I’ve always respected the great taste of the UK, and I’m honoured to have my music embraced in such a positive way.

I am so thankful.”

His song with Robin Thicke, Blurred Lines, has also racked up sales of more than one million, putting Williams in a select group of three acts to have released three million-selling singles.

MICROSOFT founder Bill Gates has regained the top spot as the world’s richest person, according to Forbes magazine’s annual ranking of global billionaires.

Mr Gates’ total net worth was estimated at $76bn (£45.5bn) this year, up from $67bn in 2013.

His rise in wealth knocked Mexican telecoms tycoon Carlos Slim off the top spot into second place.

In total, there were a record 1,645 billionaires, according to Forbes.

The funds needed to make it into the top 20 ranking are now $31bn, up from $23bn last year, Forbes said.

School teacher crowned ‘Miss Dominica’ A 20-YEAR-old school teacher, Francine Tiffany Baron, was crowned ‘Miss Dominica’ as Carnival activities continued at the Windsor Park Sports Stadium on Friday night.

Ms Baron won the awards for best swimwear, best performing talent, best response to question and best in costume.

She outshone Donella Riviere of Roseau who placed first runner up, while Octavia Prosper of La Plaine placed third.

Seven young ladies participated in the competition with Ms Baron saying the journey to the throne was “extremely difficult” and that her months of hard work had paid off.

SUNDAY’S Oscars ceremony, hosted by Ellen DeGeneres, was watched by 43 million TV viewers in the US. According to broadcaster ABC, it was the biggest audience for the Academy Awards in a decade.

The audience was 6.4% bigger than last year when the event was fronted by Seth McFarlane, according to ratings figures from Nielsen.

Chris Froome: ‘It’s our burden’ to prove cycling is clean WINNING the Tour de France may be one of sport’s toughest challenges but last year’s winner Chris Froome believes the current generation of cyclists have an equally arduous task ahead of them.

Through an accident of timing, the Briton says today’s best racers are constantly having to prove to the world that they are riding clean.

This is because they are unfortunate enough to follow an era where some of the biggest names in sport repeatedly shattered the illusions of cycling fans by failing doping tests.

“It’s a challenge for the new generation of cyclists to be able to show people that the sport really has turned

around -- and that doping is not something that’s done any more,” he told CNN World Sport.

“The pressure falls on us now. It’s our burden but it does fall on us to tell people that the sport is no longer how it used to be.”

The state of affairs is such that a virtuoso Froome display on the Mont Ventoux stage of the 2013 Tour did not receive wholehearted sporting acclaim but was forensically examined for evidence of cheating instead.

Barcelona club captain Carles Puyol to leave Camp Nou IS IT the end of an era for a side recognized as one of the best in football history?

Just four players made the squads for all three of Barcelona’s Champions League successes of 2006, 2009 and 2011 -- and now the first is set to leave in the shape of club captain Carles Puyol.

South African captain Graeme Smith makes shock retirement announcement GRAEME Smith has led South Africa to the top of the rankings, but Monday he made the shock announcement he would quit international cricket at the completion of their current Test match against Australia in Cape Town.

The 33-year-old Smith has captained South Africa in 108 Test matches and played 347 games for his country in all forms of the game, scoring over 17,000 runs from the opener position.

South Africa are currently No.1 rated in Test cricket, but were defeated by Australia in their recent three-Test series.

At the end of the day’s play he broke the news to his teammates.

“This has been the most difficult decision I have ever had to make in my life,” said Smith.

“It’s a decision that I have been considering since my ankle surgery in April last year.

“I have a young family to consider, and I felt that retiring at Newlands would be the best way to end it because I have called this place home since I was 18 years old.”

South Africa are having to cope without record run scorer Jacques Kallis, who quit Tests earlier this year although he will carry on playing in one-day internationals.

Head-butt EPL manager charged with improper conduct by English FA NEWCASTLE manager Alan Pardew’s head-butt on an opposition player has landed him with an improper conduct charge by the English Football Association (FA) and the prospect of a lengthy ban.

As widely expected, the FA acted swiftly Monday to charge the 52-year-old Pardew, who has until March 6 to respond.

“Due to the serious violent and/or aggressive nature of the reported behaviour this case has been designated as non-standard,” a statement on the official FA website said.

Pistorius trial: Athlete blamed for restaurant shooting A WITNESS at the murder trial of Oscar Pistorius has said the South African athlete was responsible for a weapon being fired at a restaurant last year.

Boxer Kevin Lerena told the court that Mr Pistorius had asked the owner of the gun to take the blame.

The incident happened the month before Mr Pistorius shot dead his 29-year-old girlfriend, Reeva Steenkamp.

The 27-year-old double amputee denies intentionally killing her, saying he mistook her for an intruder.

He also denies charges of illegally possessing ammunition.

Steenkamp, a model and reality TV star, was shot dead in the early hours of Valentine’s Day last year at Mr Pistorius’s home in the capital, Pretoria.

The arrest of a national sporting hero, who won gold at the London 2012 Paralympic Games and also competed at the Olympics, astounded South Africa.

‘IN SHOCK’ Mr Lerena, a professional boxer, is the fourth witness to take the stand at the trial, which began at the High Court in Pretoria on Monday.

He testified that he had been to Tasha’s Restaurant in Johannesburg with Mr Pistorius and two other people, including Darren Fresco, in January 2013.

Mr Fresco had passed his firearm to Mr Pistorius and said “I’m one up”, meaning there was a bullet in the chamber of the gun, Mr Lerena said.

When the firearm was handed over, there was a shot followed by “complete silence”, the boxer added.

“I looked down, and where my foot was there was a hole in the floor,” he told the court. “I had a little graze on my toe, but I wasn’t hurt.”

Mr Pistorius had apologised and asked Mr Fresco to take the blame, which he had agreed to do, Mr Lerena said.

“Please, I don’t want any attention around me. Just say it was you,” he pleaded, according to Mr Lerena.

During his cross-examination of Mr Lerena, defence lawyer Barry Roux said Mr Pistorius had told him that he did not hear the warning about the loaded bullet as the gun was passed under the table and was checking the chamber when it was accidently fired.

Restaurant owner Jason Loupis then took the stand and told the court that 220 diners had been present at the time of the incident, and confirmed that Mr Fresco had taken the blame for the gunshot.

His wife, Maria, also testified, saying a child had been sitting at the table next to the group.

The BBC’s Andrew Harding, who is in the courtroom, says the questioning showed the prosecution’s broader attempt to prove that Mr Pistorius was trigger-happy.

Prosecutors say Mr Pistorius planned the killing and shot Steenkamp after a row.

Mr Pistorius has said he believed his girlfriend was in bed when he fired at the toilet door in the early hours of 14 February 2013.

Earlier witnesses at the trial were neighbours of the athlete who testified about the sounds they heard around the time of Steenkamp’s death.

On Wednesday morning, Mr Roux sought to undermine the testimony of a couple who said they had heard a woman’s screams followed by gunfire.

He said telephone records would show that the banging sounds had not been gunshots but Mr Pistorius in distress, breaking down the toilet door with a cricket bat after realising that Ms Steenkamp was inside.

If found guilty of premeditated murder, Mr Pistorius could face life imprisonment.

There are no juries at trials in South Africa, and his fate will ultimately be decided by Judge Thokozile Masipa.

Much of the case will depend on ballistic evidence from the scene of the shooting, correspondents say.

“Meow says the cat, I smell a rat” HOW long will we be held hostages by incompetence and conflict of interest? For the life of me I just can’t understand the mentality of the TCAAA and the Commonwealth Games Association (TCI). How long will certain individuals in this country seek to compromise national interest as it relates to advancing athletics and sports in general?

THE WORST ORGANISATION Without vision the people perish.

The two named associations are my brain children, dating back to 1977/8. I am the founding presidents of both, under Hon Jags McCartney.

Instead of progression we’ve seen systematic regression. I see them as the two worst associations in the TCI. HISTORICAL RECOGNITION Back in 1978, we so impressed the world that the government (elected and British) coined and printed commemorative coins and stamps to celebrate our participation in the Games in Edmonton, Alberta, Canada. Furthermore the national film board of Canada came to Grand Turk to do a film documentary on our ambitious aspirations and efforts to seek international acceptance, identity and pride through the Commonwealth Games.

GONE CONTRARY To my knowledge for many years (at least over a decade) the TCAAA has been violating every legal, constitutional aspect of its charter/ constitution and in my humble opinion it is no longer functioning as a national athletics association and needs to be shut down.

To begin with, the association operates more like a private social club rather than a national body and there needs to be clearer transparency and accountability.

Although I’ve checked many times I have not seen the elections of officer bearers publicised and information reaching me indicates that some those eligible to participate (including past presidents) are not always invited.

Furthermore there are instances where athletes were placed on the national teams who did not qualify

CONFLICT OF INTEREST In 2007 or thereabout the then sitting president of the TCAAA stood in an election to be a candidate for a political party to contest the relevant seat for the constituency in question, at that time the president spearheaded the effort to bring the 2007 CARIFTA Games to the country.

This was tantamount to conflict of interest and the president should have quit the sports position. This above stated information was enough to suspend the TCAAA charter. This must be the first time in the history of the IAAF that this was overlooked.

For the record, the person lost, continued as president, took us through CARIFTA where we won no medals and became the laughing stock of the Caribbean.

IMPOSSIBLE Can you imagine having elections over the phone via teleconference?

THE COMMONWEALTH GAMES FIASCO

Like I said before, I created the Commonwealth Games Association (TCI) in 1978 and was the founding president. There were three sports presidents who were members of this association (weightlifting, rifleshooting and athletics).

From 1998 TCI began to participate in the Commonwealth Games again.

SUDDEN ENLIGHTENMENT 2010 After the long standing past president of the TCAAA resigned that individual saw it fit to create a so-called brand new TCI Commonwealth Games Association.

To my knowledge no public announced elections were held.

THE OFF SHOOT What subsequently transpired (up to this day) is a travesty of justice for sports in this country.

The “new” association handpicked a couple of athletes and a coach to travel to India to represent the TCI in the Junior Commonwealth Games. To begin with one of our athletes broke a leg.

Secondly according to reports the TCAAA did not select these athletes to represent our country. This maneuver was and is totally illegal worldwide.

The TCAAA president resigned.

This new association is alleged to have received US$100,000 as a result of participation in those Games.

There has been no accountability as to how those funds were spent.

2014 With the upcoming Commonwealth Games in July, I’m aware that the same association is supposed to receive another similar amount from the Games Association.

INDIA 2010 COMMONWEALTH GAMES ASSOCIATION As a result of irregularities at the 2010 Games in India that country was investigated by their government.

Their charter was suspended. They were subsequently suspended by the International Olympic Committee.

Just recently they were re-instated during the Russian Winter Olympics.

MY FINAL WARNING I’m beseeching the authorities to act now so that our chances to participate in this summer’s Games are not compromised.

I need to reiterate that I have no vendetta and no ulterior motives when I pen my columns. My only objectives are the development of sportsmen and sportswomen and the positive rise of all sports at a national and international level.

Henley holds nerves to win Honda Classic

It was over a year since England won a one-day series.

England beat WI in one-day series JOE Root scored his first one-day international hundred as England beat West Indies by 25 runs in a gripping contest to win the series 2-1.

Root (107) defied the pain from an early blow on his thumb to put on 175 with Jos Buttler, who fell in the final over for 99 as England piled up 303-6.

Root then struck with his third

ball as the Windies slumped to 43-4.

Denesh Ramdin kept the match alive with a superb 128 before Tim Bresnan bowled him to leave the hosts 278 all out.

Wicketkeeper Ramdin had plundered 14 runs off the previous three balls to raise the prospect of a Windies win, but Bresnan found the ideal yorker length to clatter into leg stump to seal the victory.

DESPITE a miracle shot to join a four-man playoff, Rory McIlroy ultimately was left to rue his failure to negotiate the notorious Bear Trap at PGA National as Russell Henley claimed the Honda Classic title Sunday.

Looking to lead from start to finish, McIlroy endured a wayward final round 74 but after brilliantly scrambling a par three on the 15th still held the lead at 10-under-par.

An ugly double bogey at the 16th after he found the water and a bogey four on the par-3 17th then all but ended his chances.

The former world number one appeared to need an eagle three on the par-5 to rekindle his victory hopes and from 245 yards hit an approach of laser-like accuracy over the water and to within 10 feet of the flag.

Playing partner Henley fluffed his chance to make a birdie four to get to nine under and McIlroy saw his eagle putt slide agonisingly wide.

It left the pair tied at eight-under 272 with earlier finishers Russel Knox of Scotland and American

Ryan Palmer, who had missed a short par putt on the 18th, which would have given him outright victory.

Panthers’ unbeaten run ends AFTER 11 games without a loss the Gracebay Car Rentals and Sales Panthers saw their unbeaten streak snapped last Saturday when the Provo Hockey League restarted after a brief break.

At the Graceway Sports Centre the BCQS Flames defeated the Panthers 6-4. JJ Affleck led the attack in the Midget Division clash with three goals while Daniel Forbes added a pair and Gregory Lewis the other goal and two assists. Darius Coackley Jr. scored three times for the Panthers while Kaylam Pratt added the other and Greshun Been made two assists. The Panthers still have the best record in the 20132014 season (10 wins, one tie and one loss).

In the other Midget Division game the Twa Marcelin Wolf Pirates defeated the Scotiabank Sharks 4-2. Kyle Cox led the attack for the winners with two goals.

MINI DIVISION The Digicel Comets recorded a huge 6-1 win over the Sailrock Lobsters in the opening clash. Gabriel Osmond was aggressive. He finished with four goals while Jaden Robinson added two goals and an assist and Julien Lightbourne an assist.

In the other Mini Division clash the Saunders and Co Owls and the Gansevoort Gators drew 3-3. Joshua Saunders led the Owl’s attack with three successful strikes while the Gators’ goals were shared between

Jake Whent, Oliver French and Jude Smith.

BANTAM DIVISION The Coco Bistro Lightning edged out the J & W Construction Hurricanes 3-2 when action continued in the Bantam Division.

Sebastian Turbyfield scored all of the Lightning’ goals while Orin Campbell and Bradley Ayer were on target for the Hurricanes.

Campbell bounced back from his slow performance to fire in six goals in a 9-9 tie with the Gracebay Resort Surge later in the day. Joe Canham added a pair and an assists for the Hurricanes. Zarek Swann and Tristan Grandsire scored four each for the Surge.

TCI has nearly two-dozen new sailors –After successful TCISA courses ELEVEN new sailors were added to a group of over 150 when the Turks and Caicos Islands Sailing Association (TCISA) ended two successful courses.

The level one and two courses, which targeted mostly participants between the ages of 8-15 years old, were held over a five-week period at the Bight Park in Providenciales.

Six participants collected their level one certificates. At that stage the prospective sailors learnt

about wind direction, rigging of a boat, capsizing recovery and basic maneuvering.

The five who graduated with their level two certificates were tasked with fine tuning their level-one skills and adding to it. Among other things they learnt how to recover someone who had fallen out of the boat and how to sail upwind.

The Sailing Association will be holding a level three course (introduction to racing) later this

month.

The TCISA is also planning to host level one and two courses for adults at a date soon to be announced.

All courses follow TCISA guidelines, which are based on the courses taught by the RYA (Royal Yachting Association, official governing body for boating in Great Britain & Northern Ireland).

This Sunday, the association will be hosting an Open House for people that want to come down and learn about sailing and the TCISA. There will be sailing, games, and fun from 15:00h to 18:00h at The Bight Park.

THE AFC Academy continued their dominance in the WIV Provo Premier League (PPL) with a commanding 7-1 win over the Teachers FC when action continued last Tuesday at the TCIFA Academy ground.

Jerry Liluce led the attack with a hat-trick, but all eyes were on 13-year-old Cole Nickson who started his first game for the Academy at this level and played beyond his age. His performance was at such a high level that he was voted as the President’s Player of the Week.

The win has pushed the Academy side to 15 points from six games (five wins), five more than Cheshire Hall (10 points from five games) and Rozo FC (10 points from five games).

Elton Charles added a pair for the league leaders, who were up 4-1 at the half, while Herby Magny and Kelly Louima also found the back of the net.

Andre William was on target for the Teachers who were not at full strength.

Prior to Tuesday’s clash Rozo FC recorded their third win when they eased past the SWA Sharks 3-0.

The Sharks started upbeat and were showing signs of aggressions early. Dady Aristide hit the base of the post with a looping shot after a surging run and a through ball from Bryan and Aristide had a further one on one chance later.

Rozo however grew in confidence and composure and it was Jeanlis Job, who broke the deadlock with his fourth goal of the season after the Sharks’ defence couldn’t deal with a through ball.

A score of 1-0 at half time showed how well the Sharks had competed and kept their shape. This continued into the second half, but again a lack of fitness began to show and Rozo took control of the midfield more.

On the 60th minute, Yakubu Yussif took advantage of some confusion in defence to pounce on the goal for his second successful strike of the season. The Sharks did fight back a little in the last 20 minutes, but couldn’t find the net and a third goal for Rozo came from a fine shot from some 20 yards out by Edmond Blanc after he picked up the ball from a clearance.

Flawless TCI whip NY Bayonne Bombers – Prepare for George Washington University RFC SINCE 2006 the New Jersey Bayonne Bombers have visited the TCI three times, last Friday night was the first time they exited the field without scoring a point.

The Flamingos, TCI’s national senior team, were flawless in their attack and executed with precision to record a lopsided 47-0 victory.

This is the third victory for the home side in the series. In 2006 TCI won 50-3, while in 2011 the game ended 46-12.

Steven Taylor and Miguel Malcolm made their senior national debut.

Malcolm made the most of his opportunity as he scored twice to lead the locals. Nik Hight, Alex Williams, Callis Jones, Andrew Seymour and Mark Defraine also scored while there were conversions for Trevor Kenneally and Gareth Butler.

West three-peat after exciting double overtime win

THE WESTERN All-Stars stamped their authority on the PABA organised, fourth annual Kia All-Star Weekend after they won the highly entertaining senior championship game for the third consecutive year.

The Gus Lightbourne Sports Complex was brim with excitement over the weekend as the West used their quickness and sharp shooting to romp to a double overtime 92-90 point win.

Owing to the win the Flyers’ Chad Campbell was named MVP. Campbell scored 18 points and pulled down five boards. Club mate Anthony Cash also finished with 18 points for the winners, while the Police Badgers’ Sandro Germain added 12 points and 10 boards.

The GT Stallions’ Ray Harris powered his way to a huge double double (27 points, 14 rebounds and

five assists) and would have easily gotten the gold if the East had won.

Kirk Adams from the Harbour Boys added 26 points and six boards while his teammate Alvardo Parker finished with 17 points and 10 boards.

Duran Dean won the threepoint title after he drilled ten shots, including two money balls, from beyond the arc, while Kadis Simmons completed the skills challenge in 32.7 seconds to record a victory.

The Pastors recorded their third consecutive win against the Coaches while the Haitian team defeated a TCI side for the international title.
