Gas prices and power bills likely to go down soon POWER bills are expected to go down soon due to a global decrease in crude oil prices, and a decrease in the cost of petrol will not be far behind. For three months the value of petroleum has plummeted all over the world and the benefits are likely to reach the TCI soon, according to Premier Rufus Ewing. He made the statement in the latest House of Assembly meeting in Grand Turk on November 17 in response to a supplementary question. The Governor’s appointed member Ruth Blackman asked if the Government had any plans to investigate whether the decreasing costs of fuel would affect the cost in the TCI. Ewing, who is also Minister of Tourism, said that there is no entity that regulates fuel at retail level however prices are likely to drop. He said he has met recently with the Electricity Commissioner, representatives for FortisTCI and Rubis to discuss the matter. “I can tell you that it has been almost three months since the world price of oil has dropped and it will take that level of time for us to reap the dividends of that decrease.” He said the delay is due to the logistics of getting the fuel from the US to the Bahamas where they offload it onto small ships to come to Turks and Caicos Islands for

storage. The Premier said that reductions will first be felt with the power company and resultant power bills. “You will see it in your fuel factor which has already dropped,” he said, “and I’ve been told will drop even further as they deplete their supply of higher priced fuel that is stored on island.” On Wednesday (November 26) FortisTCI sent out a notice to customers advising that the recent decrease in world market prices of crude oil continues to filter its way to the Turks and Caicos Islands. “This decrease reflects in this month’s fuel factor calculation,” according to Talisha Simons, manager of corporate communications. “Customers are reminded that the fuel factor is based on the price of fuel at the time it is purchased from Sun Oil Ltd, and is subject to fluctuating prices in the world market. “While the cost of fuel may remain lower than recent averages, customers are still encouraged to continue practicing energy conservation methods at home and in businesses to help manage individual consumption.” In September the fuel factor was $0.2366 while in October the fuel factor was $0.2305 and is expected to drop further this month. that the public is also likely to see reductions for larger fuel consumers “who purchase on a wholesale commercial basis”. “Individuals who control and import their own fuel have the flexibility to drop it lower at their own pumps, so I’m sure you will see some reduction in the price of fuel at some pumps. “In true competition this may go down.” Petroleum is a naturally occurring, yellow-to-black liquid found in geologic formations beneath the Earth’s surface, which is commonly refined into various types of fuels. It is formed when large quantities

of dead organisms, usually zooplankton and algae, are buried underneath sedimentary rock and subjected to intense heat and pressure. The name petroleum covers both naturally occurring unprocessed crude oil and petroleum products that are made up of refined crude oil.

Petroleum is recovered mostly through oil drilling and is refined and separated, most easily by distillation, into a large number of consumer products. These range from gasoline and kerosene to asphalt and chemical reagents used to make plastics and pharmaceuticals.

TCI Constitution likely to be amended BY DELANA ISLES

CABINET is making plans to clearly define a section of the 2011 Constitution which talks about the authority of the TCI’s Attorney General. The change is being made as a result of a motion filed by Premier Rufus Ewing while the embattled Huw Shepheard occupied the Attorney General’s Chambers. In October 2013 Ewing filed a court summons in his own name following a number of decisions taken by former Attorney General without prior consultation or approval from the elected Government. Shepheard was accused on a number of occasions, outside of the court, of over reaching his authority to file and defend legal matters for which the Government is held accountable, without its authorisation or consent. The ambiguity in section 41 of the Constitution gave rise to the motion. The Premier contended that while the section states that the Attorney General in exercising his functions in that regard is not to be subject to the control of any other person, this does not mean that the Attorney General can institute and defend proceedings without reference to Cabinet. However, that motion has since been struck down; as such, the question raised has not been answered. During the last sitting of the House of Assembly, Ewing revealed

that special effort is being made to clarify Section 41. The changes will ensure that there is no doubt that the Attorney General has to inform Cabinet of any legal matter being taken on behalf of the Government or for which it is being defended. “Cabinet has noted the principle upon which Section 41 of the Constitution was made,” Ewing said. “And so the policy and practice which we are trying to formalise in a separate policy is that any matter related to charges being brought against the Government which it has to defend and any case the Government is bringing against someone else, the Cabinet must be informed and that the Attorney General would have to advise Cabinet on these kind of issues.” Last Monday, Ewing told members of the assembly that the crux of the matter with regard to the constitutional question still remains. “But I do hope that with the constitutional review and the recommendations that have been made by the committee, that matters like that can be made clear so that there can be no ambiguity,” he stated. The question, as posed in motion is: “Whether on the true construction of the TCI Constitution Order 2011, or any other provisions of the constitution, the Attorney General is authorised to institute and prosecute civil proceedings on behalf of the Government of the TCI. “And to defend proceedings

brought against the Government without informing Cabinet of his intention to institute and prosecute such proceedings; and without obtaining the prior approval of the Cabinet for the institution, prosecution or defence of such proceedings except where such proceedings involve matters on which the Government is not required to consult and act in accordance with the advice of the Cabinet.” During Shepheard’s tenure Ewing confronted him about his role in prosecuting and defending proceedings on behalf of the Government without Cabinet’s approval. The former Attorney General had responded that he is independent of the Government and need not consult or seek Cabinet’s approval. Shepheard took this stance, even as all civil litigation by or against the Government involves the TCIG having to meet any financial penalty of such action or reaps any potential benefits. At the time the motion was filed, the Premier noted that there is not only the financial aspect of the country to consider, but the issue of public interest and policy. “I do not believe that the proper construction of section 41 of the Constitution is one which enables the Attorney General to make these important decisions on behalf of the Government with the elected members of Cabinet being kept in the dark,” Ewing had stated.

Brits are responsible

Earlier this month Governor Peter Beckingham and fellow TCI officials finalised details of a memorandum of understating with the Haitian government. The document, when signed, will cover “economic ties, illegal migration and people to people links,” said Beckingham. However, it will not suddenly change the relationship with Haiti or immediately reduce illegal immigration. What do you hope to see happen as a result of the agreement?

Amount to nothing

There will be a HUGE difference between what people hope to see from this agreement and what they should expect to see. With Haiti’s current financial condition it is foolish to expect them to pick up the repatriation costs for their people found here illegally and as anyone making it to our shores becomes a burden to us rather than to them, we should also not expect any meaningful efforts by them to restrict the outward flow of Haitians illegally coming up this country. All this MOU flurry sounds fine but, like so much else that our Government talks about, we should expect it to amount to nothing!

Where is the minister?

The key phase uttered by the Governor was “expect nothing to suddenly change due to this MOU”. Furthermore we don’t expect anything to change in the long term. Where is the Minister of Border Control in this process? Two years ago he said he intended to make illegal aliens lives “unbearable”. Has he changed his position due to this document? We all know it is the Haitians Don-Hue

The first thing we must all understand is that the Haitian government wants the boatloads of people to leave the country. The more that leave, the fewer they have to feed there! All the political posturing and MOUs in the world are not going to change this. What has to be done is immediate interdiction in international waters by the British Navy (who are, by the way, responsible for our national defence). The problem with that, of course, is that the Brits would then be responsible for their safe return to Haiti. The Brits will gladly spend our money with the airline to return the refugees until the end of time. Everybody will be happy. The Haitian Government, the airline, the Haitians who manage to escape into the bush, the Governor. Everyone except us poor dumb taxpayers who keep funding this charade!

I would hope to see a halt in whole sale Haitian migration into TCI, but that will never happen! The Haitian government has never and will never honour any accord signed with any Government in the Caribbean. The Bahamas has signed numerous MOUs with that country over the years - the Haitian government has never complied with any. The Bahamas and its people has had enough of the Haitian and their governments noncompliance with accords, illegal immigration and smuggling in people, arms etc. Now, like the Dominican Republic, the Bahamas has taken a unilateral stand in getting rid of the Haitian problem in its country, in spite of the Haitian government’s hue and cry about how the Bahamas is treating ‘their’ people. The Bahamian people had determined that enough is enough - no jobs, no work permits, must have their passports and be here legally or ‘back to Haiti you go’!

Gov’t will consult with the public on Immigration Bill AFTER the PDM promised to frustrate any efforts by the Government to take the Immigration Bill to the House of Assembly without taking it back to the people, the Premier has stated that the bill will be sent out for public consultation. Premier Rufus Ewing was responding to a question posed by the Leader of the Opposition, Sharlene Cartwright Robinson who asked if the Government had any plans to conduct further consultations with the public on the document. He gave the assurance that they will consult, with a mere “Yes” to the question. Cartwright Robinson has

Governor to have private meeting with the Queen GOVERNOR Peter Beckingham jetted off on travels to the UK and briefly New York on Monday (November 24). He will be out of the country until December 8 during which time deputy Governor Anya Williams will act in his role. In London the Governor will have an audience with Her Majesty the Queen, and take part in the annual Joint Ministerial Council of Overseas Territories. He will also be taking some leave. In New York the Governor will attend an event arranged by the Hotel and Tourism Association to promote the TCI, and to meet potential and existing investors. “I look forward to having the honour of an audience with Her Majesty,” the Governor said “as well as having the

opportunity to describe the exciting developments in Turks and Caicos. “The Joint Ministerial Council will also provide an excellent opportunity for the Premier and I to discuss our progress with other territories, and share experiences. “There will be a separate meeting with the Foreign and Commonwealth Office Minister responsible for the Territories, James Duddridge MP, and after his visit here in 2012 I am sure he will be interested to hear from Premier Ewing about progress.” “On the way back,” the Governor concluded, “I will be pleased to return to New York, where I have worked previously, and meet potential and existing investors. “It is essential to build on the great reputation TCI has in the US.”

“Gentle, loving, kind” Family and friends mourn the loss of road death victim A SIXTY-four-year old man was killed instantly when his pick-up truck careered into an electricity pole on Leeward Highway, Providenciales, on Friday evening (November 21). Donald Percival Walters from Blue Hills was driving a blue Ford Ranger west along the highway just after 9pm when he lost control of the vehicle. He drove head first into an electricity pole near to the 7-11 supermarket and suffered fatal injuries. Firefighters arrived at the scene to find Walters unresponsive. A doctor later pronounced him dead. Police press officer Audley Astwood said that the cause of the collision is being investigated but “speed is considered to be a factor”. The violence of the crash broke the pole in half leaving the top half suspended from power lines and

caused power to go out for several hours in central Providenciales. Talisha Simons of FortisTCI told the Weekly News: “The emergency response team contacted FortisTCI and asked us to immediately disconnect the power along Leeward Highway so that they could assist and respond on the scene of an accident. “Once the scene was cleared, a FortisTCI crew began repairs to a damaged pole and the power was restored to the affected area.” The plumber originally from Jamaica was a well-known and much loved character in Providenciales. On a public social media post on Sunday (November 23) Walters’ daughter Tanae spoke of her heartbreak and loss after the tragic incident. “Today I weep for the loss of my dad, Donald Percival Walters. I heard the news coming from my mom and sister,” she wrote. “How does one face this

Plans still in the works for public transportation system THE GOVERNMENT still has plans to implement a public transportation system in the Islands, Minister of Home Affairs has confirmed. Amanda Missick assured the House of Assembly last week Monday (November 17), that her Government has been putting things in place to make public transportation a reality. Her statements came following a question from the Opposition on what the Government is doing to address the growing number of illegal jitneys in Grand Turk and Providenciales. She said the Road Safety Department has already begun work on many of the surrounding issues such as zoning and busing routes. “As well the basic infrastructure issues such as terminals and stations, types of vehicles and types of operation. “This initiative would demand that the Road Safety Department work in close collaboration with other departments and entities such as the police and the Attorney General’s Chambers and the Planning Department.” Missick added that this venture also demands public consultation

and sensitisation. “My Government understands that a lack of a safe and legal transportation system has the potential to create complex, legal, social, economic and safety issues and we are working hard to bring order to this matter.” Last year the minister had indicated to the House that the Government was assessing the illegal jitney problem and would be charting a way forward. And in her budget address at the time, she stated that a socioeconomic study was set to be conducted. Its aim was to conduct widespread consultation to assess the need for registered jitneys as public service transportation which will help to decrease the number of illegal jitneys that operate on the streets of Providenciales. “We are aware that many of these vehicles are unlicensed and uninsured and frequently cause accidents. “Immediate attention will be given to this problem,” she said at the time. However, no indication was given last week, if this is still an option for the Government. (DELANA ISLES)

Daddy this is really too soon, I never knew I would not get to see you again, hug you and say I love you.” She described her father as “the most gentle, loving, kind person I knew,” always willing to give his all just to help others. “All when they have wronged you, you still gave your all to helping them.” Tanae wrote of all of the names his loving family and friends used to address him such as Donald the Plumber, Kenneth’s brother, Uncle D, Sleepy, Mr Walters, Daddy, Brother and Husband. In her moving message she said that her mother Pauline Walters and large family are grieving for their loss. “We are all trying to be strong and welcome all the love and support that we have received and will receive as we are going ahead each day. “Remember love thy neighbours as thyself, be kind to each other and treat each other with respect no matter what. “Love is the universal language we all share, let us all try to remember this at all times, and keep it with us in all our dealings.”

More than 120 people offered their condolences to the Walters family. Quinton Higgs and family sent the Weekly News a tribute describing Walters as a “gem of a man”. “I knew him for the past 25 years, and had the pleasure of working with him for most of that time at Ocean Club. “He was the best plumber in the Turks and Caicos Islands, truly a miracle worker when you needed one the most. “Donald was creative, and innovative, finding a solution for any plumbing issue. We spent many late night or middle of the night maintenance calls together, as he was always willing to come out and assist at any time. It will be difficult to find someone to fill his shoes. “As a man, Donald was passionate about people, loving everyone. He would give you the shirt off of his back if you needed it. “Whenever you spent time with him, you would leave with your outlook on life just a little bit brighter. “I will be forever grateful for the time I spent with Donald, and am thankful for all he taught me, both about plumbing, and about life.

“His most memorable words to me were that everything happens in its time, and nothing happens before its time. “I just never thought the time of his departure would be so soon, leaving us on my birthday. We had so much more to do, and so much more to talk about. “Though he was not my uncle by blood, I, along with many others called him Uncle D. In fact, he was as close as a brother, and I will miss our daily talks and laughter, and his encouragement. “He left us too soon. We loved him dearly, and will miss him immensely. Rest in peace Uncle D.” The owners, management and staff of Ocean Club and Ocean Club West also expressed sincere condolences to the family of Donald Walters. “Uncle D was a true professional, with an unrivalled breadth of knowledge in his trade, reliable, always courteous and a pleasure to work with. “As we mourn the loss of our colleague and friend, we lift up prayers for Donald’s family, grieving a husband, father, brother, and uncle. “He was loved and respected, and he will be missed.”

Conch continues to seriously decline – Gov’t looks at conservation methods A SECOND conch visual survey has confirmed that the Turks and Caicos Islands’ conch stock continues to seriously decline. Minister of Environment and Home Affairs, Amanda Misick told the House of Assembly last week that the preliminary results of the survey and stock assessment show that the conch stocks are still going down. As such, her ministry will be conducting public consultations to alert stakeholders of the findings of the report.

She said that they are also hoping to establish a way forward based on the recommendations arising out of the survey. “Our aim is to find ways to conserve our conch industry,” Misick added. The last visual survey was completed in 2001, but following hurricane Ike in 2008, a significant decline in stock was recorded, necessitating an updated survey. The current survey, which the ministry will be consulting on, is

Diabetes highlighted during month of activities A CANDLELIGHT walk, free health checks and informative seminars focusing on diabetes all took place this month in recognition of World Diabetes Day. The Government’s Ministry of Health and Human Services joined the TCI Diabetic Association to put on a series of events. The World Diabetes Day campaign, led by the International Diabetes Federation (IDF), took place on Friday, November 14. Every year it engages millions of people worldwide in diabetes advocacy and awareness. In the TCI from November 10 to 15 several activities took place including a special radio programme, blood pressure and blood glucose screenings, a diabetic foot health seminar and consultations with a Miami specialist.

Diabetes prevention and management information sessions were held at the hospitals and local clinics. A candlelight walk which was set for Friday, November 14, was cancelled because of bad weather and instead took place on Friday, November 21. Those who took part walked from the Sands roundabout in Grace Bay to the Seven Stars roundabout. There they formed a human circle in blue shirts, as a demonstration of support for the people around the world with diabetes. The TCI Diabetic Association meets on the first Tuesday of the month at Cheshire Hall Medical Centre from 6pm. Everyone is invited to attend. aimed at establishing the distribution of queen conch on TCI banks to identify and assess the status of deep water stocks and to provide an accurate estimate. In the 2014/2015 budget, Government budgeted $43,842 for the continuation of the study so as to comprehensively determine the available conch stocks in the wild. At the time the budget was presented, the minister noted that the study is important so as to have a sound basis in setting the yearly quota and making informed decisions on other measures to protect the industry. Earlier this year, the Department of Environment and Maritime Affairs (DEMA) released some aspects of the survey, which show that in the TCI conch is being over-fished by some half a million pounds per year for the past two years and by far greater amounts in previous years. The fear, as expressed by DEMA at the time, is that the continued over fishing of conch will eventually lead to the collapse of conch fishery. The body also recommended a closure on exports of conch to be implemented for a period of no less than five years. Preliminary findings also showed that densities of adult conch have declined dramatically and maximum sustained yield (MSY), which was previously estimated at approximately 1.5 million pounds per year, is now estimated at 610,000 pounds per year. MSY is the maximum amount of a fishery product that can be harvested without causing declines in stocks and stock collapse. In 2013-2014 a local consumption survey was conducted, indicating that local consumption of conch is approximately 560,000 pounds per year. This figure is within 10 per cent of estimated MSY.

Wife of integrity commission’s head of investigations charged

Integrity Commission investigator’s wife charged with airport incident PHILIPPA Lake, wife of the head of investigations with the Integrity Commission, has been charged with three offences by the Director of Public Prosecution. Lake appeared in the Grand Turk Magistrate Court before Magistrate Kelly Cheema on Wednesday, November 26. She is charged with entering a restricted zone, remaining in a restricted zone and obstruction. Lake is set to appear again in court on December 15 at 9am in the Magistrate’s Court. Information reaching the Weekly News indicated that the incident occurred when some weeks back, luggage belonging to the defendant’s husband, Simon Baker, made it onto an American Airlines flight

that flew into the Grand Turk Airport. Baker was however not on the flight. Sources say that Lake then travelled to the airport to collect the luggage, but when she got there the aeroplane was getting ready to leave the terminal. According to reports, Lake then breached the security area and ran onto the apron and attempted to stop the flight. Police were then called in and Lake was charged. When contacted by this publication, Baker declined to comment on the incident. He said that the matter is before the court to be dealt with, and as such it would be inappropriate to make any comment. Registration deadline for new tourism tax THE BUSINESS community is being notified that the repayment for overpaid business licence fees is available and that the deadline for registration of the Hotel and Tourism Tax is Thursday (November 27). In a notice on Wednesday, the ministry said that Cabinet has approved the repayment of the money and for the revenue department to start collecting from those persons who underpaid for their business licences. Cabinet also approved the amendment to the current business licence fee in the ‘commercial space rental’ category from $0.50 per square foot to $0.25 per square foot. The minimum amount payable

is $300 and the maximum amount payable of $5,000 with effect from April 1, 2014. Businesses in this category that renew their licence by December 15 will not incur the 10 percent penalty for late renewal, the notice reminded. People anticipating refunds can contact the Revenue Department as soon as possible to ensure registration to TCI Government’s smart stream system. The ministry is also reminding tourism service providers that they are required to complete the registration process for the Hotel and Tourism Tax no later than Thursday (November 27).

Braithwaite Knowles meets fellow attorneys general TCI Attorney General Rhondalee Braithwaite Knowles discussed justice in the overseas territories with fellow attorneys general during a regional conference this month. She jetted off to Miami for the three day UK Attorney General’s Conference where she was updated on a range of topics relating to the rule of law and administration of justice During the conference attendees discussed mutual legal assistance and extradition procedures, tackling bribery, fraud and corruption in the territories, improving legislative drafting processes, child safeguarding and constitutional matters. The AG said: “The meeting was very meaningful and presented a rare but important opportunity for attorneys general across the UK overseas territories to meet and share experiences and lessons learnt. “There are clearly similar challenges and successes across the overseas territories and coordination and cooperation are key to addressing the wide variety of issues that confront attorneys general in

these territories. “I was very pleased to attend the meeting for the first time and look forward to working with colleagues over the course of the next year to realise the goals we set for ourselves.” The attorneys general of ten of the UK’s overseas territories and representatives from the US and Canadian Departments of Justice attended the conference. The meeting was held from November 12 to 14 and aimed to enhance mutual cooperation between the territories. It was chaired by the UK Solicitor General, Robert Buckland QC MP and co-chaired by Braithwaite Knowles. In a press release Buckland said: “This government has set out to reinvigorate our relationship with the overseas territories, to increase the UK’s engagement with territory governments at all levels and to support them where required. “The attorneys general of the territories play a key role in driving forward legal reform and helping us meet our wider ambitions for the territories.

“Ensuring good governance and respect for the rule of law is a fundamental and vital platform for delivering security and prosperity for our citizens so that territories present themselves as reliable and transparent partners in business and attract new investment.” He said that attendees committed to work together to continue efforts to ensure that the territories meet global standards in tackling bribery and corruption, particularly through the extension of the UN Convention Against Corruption and other related conventions where they do not already apply. They also agreed to address gaps in the territories’ legislation and provide training support, enabling them to deal effectively with complex fraud and corruption cases, including through the recovery of criminal assets. Thirdly attendees said they would simplify and improve extradition and mutual legal assistance arrangements, including through the extension to the territories of the UK Extradition Act. They committed to ensure the territories develop and implement

robust child protection measures, including through the completion of comprehensive child protection reviews, where these have not already been undertaken. And finally they mutually agreed to improve forward-planning and

information exchange on UK and territory legislative programmes and to improve the legislative drafting process in the territories, through better coordination and sharing of resources where possible.

No-Jury Repeal Bill meant to be retroactive BY DELANA ISLES IN A turn of events and contrary to what was previously reported in the press, the Trial without a Jury Repeal Bill 2014 if passed is expected to effect the upcoming Government corruption trial. This was revealed in the House of Assembly last week during a debate of the seemingly innocuous proposed piece of legislation that was presented by the Government appointed member Ruth Blackman last October. The issue, which was vaguely outlined in the one page document, came up when the Attorney General, Rhondalee Braithwaite-Knowles quizzed the member about her motives for presenting the bill to the House. The Attorney General wanted to know if the member intended for the bill to retroactive. Blackman emphatically stated that the proposal is that the legislation, once it is passed will be retroactive. The Attorney General responded that in light of this, it is her responsibility as the legal advisor of the House to caution members that the Commonwealth Westminster system of government in the TCI requires that there be an independent legislature, an independent judiciary

and an independent executive. She said that in relation to some matters that have been handled under the current Trial without a Jury Ordinance 2010, there are judicial decisions that have been made at the Supreme Court and the Court of Appeal levels, which are subjudice at the moment. “So if this House intends to pass legislation which has the impact of setting aside the decisions that have been made by the independent judiciary in this country then I would certainly caution members that that would be unprecedented, and it would be wrong and unconstitutional,” the AG advised. Blackman however stated if at the end of the day the bill is passed, then the Governor will handle the issue of the constitutional impact. In response to whether she had sight of the bill before it got to the House, the AG said no. She stated that as the legal advisor to the House, she is available to all members on any issue in the House. She added that from its inception, the way the bill was drafted raised a question in her mind. “The court’s role is to interpret the law as it is made in the House, so they have to carry out the wishes of the House. “Once the House has made a law

and the court has made a decision against that law I think that it would be wrong for the House to come back and say we are setting aside what you have done and replace it that with our own decision.” Braithwaite-Knowles did however concede that this has happened in many jurisdictions in which the executive branches of Government have been able to issue decrees that sweep away the decisions taken by a judge. “I hope that it is not the intention of anyone in this House to do that in this country. “Because I certainly am not aware of that ever happening in the history of these Islands,” she noted. Leader of the Opposition, Sharlene Cartwright Robinson asked whether the House should move forward to the next stage of the bill with what could be deemed unconstitutional. Speaker of the House, Robert Hall suggested to Blackman that she can move for it to go to the committee stage or take another route. Blackman moved that the bill go to the Committee of the Whole for further debate and possible amendments when the House sits on December 15. Meanwhile, in her presentation of the bill, Blackman noted that the TCI should be practising the

same thing with respect to the trials by jury as is being practised in the Commonwealth. “Every single person in the Turks and Caicos has a fundamental right to be judged by a jury of their peers.” She added that the test now comes to whether they are going to allow the 2010 Ordinance to stay on the books or whether it will be repealed by majority vote. She also pointed out that there is no telling who might be the next victim to the legislation, or when, if it is allowed to remain as it is. “We have to very mindful that when trouble comes to our doorsteps that we are going to be looking to those persons in authority and in our country to come to our aid and that aid would be in the form of having a trial and judged by our own peers.” The member noted that with the stroke of pen, the then Governor decided to take away the automatic right to a jury trial in the TCI. She added that juror-less trials are designed to make a specific point or to reach a specific conviction on certain matters that come before the court. The Attorney General at that point intervened, questioning the member if what she means to say is that the decision to try a defendant without a jury is a way of ensuring a guilty

verdict. She said, if this is what the member meant, then this is view is quite alarming for any member of the House to make. Blackman clarified that she consulted with very eminent constitutional lawyers and that is what they said. “That most times a juror-less trial is set up or designed for the sole purpose to achieve a specific verdict.” She reiterated that it is her understanding that in situations where a juror-less trial is held it is done for the sole purpose to achieve a specific purpose – to present a guilty verdict. “And I am sticking by that madam AG; because that is what has been said,” Blackman maintained. Minister of Home Affairs, Amanda Missick in her contribution to the bill echoed Blackman’s sentiments. “To be accused by the Crown, charged by the Crown, tried by the Crown and judged by the Crown is a gross representation of uncontrollable power.” She said to deny persons their right to a trial by jury is an infringement of their rights and a move that she continued 

Sacred documents cast upon the ground Dear Editor, Back on June 10, 1215, a group of powerful barons forced King John to put his seal to ‘The Articles of the Baron’s’ so as to curb King John’s lawless and despotic rule. Following this a formal document was issued the Magna Carta, ‘The law of the land,’ and this document was sealed by the Crown at Runnymede on June 15, 1215. To this day the Magna Carta is revered worldwide and in the UK with the Lord Chief Justice of England and Wales Lord Woolf describing it as the “first of a series of instruments that now are recognised as having a special constitution status”. As I look at what is happening in the British run Turks and Caicos

legal system it is as if this sacred document has been rejected and cast upon the ground. Point number 40 of this sacred document promises, ‘to no one will we sell (justice) to no one will we delay or deny justice or right.’ We need to look no further than the first point, ‘to no one will we (the Crown) sell justice!’ But is not this exactly what is happening right under our noses? The FCPA Blog (www.fcpablog. com) of January 30, 2013, clearly reports that Sandals Resort paid $12 million to settle a bribery and money laundering investigation by the Special Investigation and Prosecution Team (SIPT) saying: “Sandals did not admit guilt or

liability in reaching that settlement”. This is a no plea deal, where a person who has done wrong admits guilt and shows remorse so mercy can be extended to a repentant party. To myself and those I talk to in the general population, plain and simple, this is the Crown selling justice. And this action of the Crown raises further questions - in the upcoming SIPT trials will Sandals and the like have to take the stand, or have they paid to be let off this odious job as well? And were similar type deals made with the other expatriate business men who paid fines after they were investigated for bribery and money laundering? To me and those I talk to it is as if justice is being sold and the Crown has thrown this sacred document out the window to be cast upon the ground. My conscience compels me to ask these questions and as I am no lawyer I stand to be corrected and enlightened by one of our many, many legal experts and QCs or even our Governor, or Ms Garlick, or even the folks from Sandals. Cool man, cool! COOL man, cool was the iconic phase of the 1960s. Invented by the musicians of that era it quickly spread becoming emblematic of all things good. Now ‘cool’ is back because of the temperatures of the northern USA. On November 20, Cleveland, Ohio, reported a low of 8 degrees F. At that rate great Lake Erie will soon be frozen over. Pleasure boats using the great lakes spend the winter on land because those huge great lakes often freeze over. I remember decades ago hauling my Cleveland based sailboat as late as November.

This brings to mind the possibility of recent global cooling. Global warming folks are claiming that the cold winters are a symptom of global warming! Others are claiming there has been no warming in 18 years. Then one ‘expert’ announced last week that 2014 is on track to be the warmest year on record. We are not taking sides on this issue except to say the jury is still out. However why are liberal US politicians so willing to spend $14 billion annually of the public’s money on actions and studies of predicted warming trends? They still spend millions on the study of the sex life of fruit flies

therefore the possibility of global warming is a welcome way to enlarge bigger better government. In TCI last year the long cold winter sent thousands of extra tourists to our shores and our bigger better government suggests their expertise on tourism, not the cold, brought extra tourists to our shores late in 2014s winter after the northern airports were able to open. Well over one billion dollars! Our Premier who is a physician, a central player in this new healthcare plan, avoids addressing healthcare as if he would catch Ebola by examining his own creation. That is not cool man!

Conch Fest celebration takes place this weekend THE ELEVENTH annual Turks and Caicos Conch Festival is set to take place this Saturday (November 29) with activities for all the family. The popular beachside event attracts tourists and locals alike every year to celebrate the Islands’ most famous delicacy, historical icon, and number one export - conch. And the main event will take place in Blue Hills, Providenciales, outside of the Three Queens Bar and Restaurant. The ‘conch-etition’ will pit the TCI’s best chefs against each other in a hotly-contested tasting competition judged by a panel of experts as well as the festival attendees. Categories include Best Conch Salad, Best Conch Chowder, Best Specialty Conch and Best in Show. More than 25 restaurants are expected to compete for the cash prizes and bragging rights this year. Tasting begins at 12pm and runs until 5pm. For an entry fee of $25 festival-goers can sample all the

dishes entered and cast a vote for best in show. Home cooks will also be able to show off their favourite conch recipe and earn a chance to win a cash prize and more. A separate vote will be held in this category and best in show will again be decided by the general public. Participants will receive each receive $75 to help offset the cost of their ingredients. They are urged to bring a big pot of their conch recipe so everyone can get a chance to sample what they have prepared. Augmenting the always delectable restaurant competition is the annual mojito-making contest sponsored by Bacardi. The Islands’ best bartenders will display their creative twists on this classic Cuban cocktail. Special conch competitions for conch blowing and other conch skills will assure that chefs and bartenders are not the only ones who can win prizes.

More than 100 students join re-established cadet programme BY DAISY HANDFIELD A month into the TCI Cadets Corps programme and the voluntary initiative has already seen a turnout of about 70 students just on the island of Providenciales. The Weekly News spoke to Nimrol Beckles, one of the instructors for the programme, on Tuesday (November 25) where he discussed expectations and what the students have accomplished so far within the space of a month. “They have learned so far, standing at ease, standing at attention, right and left turn and introduction to marching, just to name a few. “I must say that I am personally impressed with the progress we have made so far. “It is our intention to continue with the programme with the support we are getting from the kids and the parents to help take the programme to a whole other level.” Beckles said that he really appreciates the unity that the instructors have with the parents and the children and that he hopes that this continues in the near future as the programme goes on. “I would like to commend all

the participants involved, it took the support of many volunteers contributing their time and energy to this programme to get it up and running again. “We implore more young persons to join the programme, the TCI Cadet Corps is the first step in providing you with the disciplines necessary to be successful no matter what path you would like to pursue.” Beckles said that the training is for the course of three months, but they have the option of continuing in the programme and moving up in levels. Full completion of the programme will require a little over a year, but then students can move on to become instructors and train the next potential batch of students. “When they graduate at the end of the stars they would be allowed to continue in the programme as instructors assisting us with the younger ones because we are going to be taking a seat back to supervising them and allowing them to run the programme.” The students train in Grand Turk and Providenciales every Monday and Tuesday at 3.15pm for an hour. The nation’s capital saw about the

‘A beacon of hope, inspiration – Governor talks of the importance and responsibility’ of religious community CHURCHES have a huge role to play in supporting the country’s young and poor, according to Governor Peter Beckingham. In an online article he spoke fondly of the religious community and said that they provide vital comfort, guidance and companionship. Beckingham’s monthly blog

post on the UK’s Foreign and Commonwealth Office website was titled ‘Three bishops and a pastoral fraternity’ and posted on November 19. “Over the last few weeks I have been reminded of the significance of the churches in Turks and Caicos to so many people here,” he wrote. Gov’t building must be completely demolished, says minister A SHABBY Government building housing the Grand Turk Education Department is badly damaged and should be demolished. That’s according to Minister of Government Support Services (GSS) George Lightbourne who added that staff will soon be relocated to new premises. The minister was responding to a question from the elected member for Wheeland Vaden Delroy Williams on the status of the building in the latest House of Assembly session on November 17. He said: “The ministry of GSS has undertaken an assessment of the building that houses the Education Department and I can assure you that it has to be completely demolished because the damage to that building is so severe.

“In light of that assessment we have decided to relocate the Education Department staff as soon as practically possible.” In August a disgruntled employee told the Weekly News that the conditions at the office were disgraceful. “The building is deplorable. The walls are peeling. The roof is caving in. The doors cannot lock. The walls are falling down. It’s just a terrible place to work in.” On a public social media forum she said being forced to work in such deplorable conditions is a “shame and a disgrace” and posted photographs of a shabby and deteriorated building. She said that workers had spoken out to the Government about the issues “over and over” but to no

When it rains some offices get flooded out. Beckingham wrote that the second point he took away was the importance of the churches’ work with the younger generation. “Especially in some of the

smaller communities, but also in Providenciales and Grand Turk, there is sometimes not much for children and young adults to keep them occupied in the evenings and at weekends.” He said that he attended the launch of a Junior Achiever scheme in Grand Turk recently to provide more activities, like film shows and sports events. “There is a real gap which church leaders can fill,” he stressed. “The number of youth in the prison, including some who sadly return all too quickly after their release, is a reminder of how fragile our society can be, as my wife sees when she visits them every week.” Lastly, he said that he is in no doubt of the importance of the example set by the churches, and the Christian faith. “Unlike most countries we have little diversity of religions, with few Muslims, Hindus, Jews or other faiths represented in the Islands. “This puts enormous responsibilities on the shoulders of the leaders of the Christian churches here to be a beacon of hope, inspiration and responsibility to their communities, especially to the young and poor. “I was left in no doubt from my meetings that is the aim of the churches of Turks and Caicos.” The Governor’s monthly blogs can be found at www.blogs.fco.gov. uk/peterbeckingham.

Ebola screening and workshops continue SCREENING is taking place at Providenciales International Airport to detect anyone coming into the country with signs of Ebola. And workshops are being held to educate medical professionals on prevention and management of the disease. Porsha Stubbs Smith, Minister of Health and Human Services, updated the House of Assembly on the precautionary measures during the latest sitting on November 17. “The Ministry of Health conducted its first workshops for healthcare providers on Ebola which were held both in Grand Turk and Providenciales,” she said. “These workshops were attended by healthcare providers throughout the TCI and were intended to sensitise and prepare all local healthcare providers about Ebola and its clinical

management.” Stubbs Smith added that the Ministry of Health has purchased the appropriate personal protective equipment and training is being conducted on its proper use. “Anyone who has entered the TCI via Providenciales International Airport from an international flight would have seen the points of entry screening which is being carried out by the Ministry of Health and Human Services,” the minister also told the House. The purpose of this screening is to identify people with fever through the use of non-contact thermometers and those with a recent history of travel to Ebola affected countries. The Ministry has partnered with the airlines, TCI Airport Authority, port security and the Immigration Department to implement the screening process.

Nearly 450 catch mosquito viruses this year

CLOSE to 200 people are thought to have been struck down with chikungunya since the virus arrived in the TCI in June. Meanwhile 244 cases of dengue have been recorded to date this year, according to the Minister of Health and Human Services Porsha Stubbs Smith. She made the statement during the latest House of Assembly sitting in Grand Turk, on November 17. Fifth all island elected member Josephine Connolly asked for an update on the statistics regarding the mosquito borne diseases during the question section of parliament. “The number of cases of chikungunya are 19 laboratory confirmed cases and 197 suspected cases,” Stubbs Smith replied. “The number of dengue cases stands at 244 in the Turks and Caicos Islands.” Connolly also asked the minister to explain whether adequate supplies of anti-mosquito fogging chemicals are available. The health minister confirmed that there was plenty and encouraged the TCI public to also play their part in preventing mosquito breeding. “By ensuring that their premises and communities are clean and we will see a decrease in vector borne diseases,” she said. On Tuesday (November 25) Director of Environmental health

Kenrick Neely told the Weekly News that bad weather has caused a brief delay in fogging. “We conduct fogging once the weather is good. Right now we’re having a lot of rain, so there’s no fogging taking place at this time.” The last fogging exercise took place in Providenciales on Sunday (November 23). “We’re not focusing on any particular area just conducting fogging exercises throughout the various communities of the TCI.” The chemical used for fogging is malathion, a pesticide in the organophosphate chemical family. It is often used in US federal and state insect eradication and mosquito control programmes. The Ministry of Health and Human Services advises residents to shut windows and use air conditioning or window and door screens, use mosquito repellents on exposed skin, and wear long-sleeved shirts and long pants. People should also properly dispose of any old tires, clear roof gutters of debris, clean pet water and food dishes regularly, monitor and empty children’s toys left out in the yard and repair leaky outdoor faucets. Canoes and boats should be turned over or covered, people should avoid water collecting on their pool covers, empty water collected in tarps

around the yard or on piles of wood and plug tree holes. Flower pots, vases, bottles, barrels, buckets, open cesspits, tanks, overturned garbage can lids can all collect water and breed mosquitoes. Where there are large bodies of standing water, residents can notify the Environmental Health Department so that they can treat them on 338-5062 in Providenciales or 338-2143 in Grand Turk. Mosquito-borne virus chikungunya arrived in the Caribbean when it was identified in Saint Martin in December 2013. It has since spread to 25 other countries and territories in the region including the Dominican Republic and Haiti, and arrived in the TCI in June. According to the Pan American Health Organisation close to 915,000 cases are suspected while more than 16,000 have been confirmed across Caribbean islands. Symptoms of chikungunya appear between four and seven days after someone has been bitten by an infected mosquito and include fever, joint pain, rashes, headache, nausea and fatigue. They can last for a few days to several weeks however joint pain may persist for much longer. Severe cases of chikungunya requiring hospitalisation are rare.

According to the Pan American Health Organisation there are 1,020,000 suspected cases of dengue across the Caribbean. Symptoms include fever, headache, muscle and joint pains, and a characteristic skin rash that is similar to measles. In a small proportion of cases the disease develops into the life-

threatening dengue haemorrhagic fever, resulting in bleeding, low levels of blood platelets and blood plasma leakage, or into dengue shock syndrome, where dangerously low blood pressure occurs. Residents who suspect they may be suffering from either disease should visit their health practitioner immediately.

Emergency responders to be trained in arson and explosion investigations FIREFIGHTERS will soon be receiving training in arson and explosion investigations through a UK grant. This was revealed by Minister of Environment and Home Affairs, Amanda Missick during her ministerial statement before the House of Assembly on November 17. “I am pleased to report that the Domestic Fire Service has been successful in a bid from the Jubilee Fund to secure training in arson and explosion investigation,” she added. The fire service also will

soon be receiving much needed protective gear and other equipment, the minister said. She also informed the House that consultancy for the construction of a new fire hall has been sent out for tender and that the evaluation process was just completed. According to the minister the process will assist in the phased development of a purpose built facility to assist the fire service in more effectively responding to emergencies and comfortably housing staff, equipment and fleet.

1. November 4: Fire officials responded to a vehicular accident on Leeward Highway where one person was taken out of the vehicle by firefighters and the ambulance. 2. November 8: Fire officials received a call at 10.47pm in relation to an abandoned vehicle that was on fire in Five Cays. 3. November 10: Officials responded to a house fire on Bay Road Blue Hills by the Haitian Baptist Church. By the time fire officials arrived on the scene, the fire was already extinguished by bystanders. 4. November 11: Fire officials received a call about a garbage fire at midnight on Millennium Highway. 5. November 16: A Toyota Corolla car rear-ended a Ford Windstar van, causing the van to slam

into the Maranatha High School wall. Two out of the three male occupants in the van were taken out by firefighters and emergency medical technicians. 6. November 21: Fire officials responded to a suspected arson. It is said to have been a container that was used as a living quarters that was put on fire. When fire officials arrived on the scene there were no occupants, no electricity or cooking taking place. 7. November 21: A blue Ford Ranger pickup truck with one male occupant slammed into one of FortisTCI’s electrical poles on the Leeward Highway. When firefighters arrived on the scene, there was no sign of life, so a doctor was called on scene. The doctor pronounced the male occupant dead on scene. Firefighters took him out of the vehicle and turned him over to the police. The call was made at 9.11pm and fire officials arrived on the scene 10 minutes later.

Bird Rock Point trail now open in Long Bay A NATURE trail leading through the wetland and coastal areas of Long Bay in Providenciales is now open to the public. The Bird Rock Point field trail features stunning scenery and allows walkers to view the beautiful flora and fauna that the island has to offer. The Turks and Caicos National Trust officially opened the newly constructed pathway on October 31 following an introductory hike around the trail. Deputy Premier Akierra Missick and Leader of the Opposition Sharlene Cartwright Robinson made presentations during the event. Students and teachers from Precious Treasures Primary School were also in attendance along with Amy Avenant, Department of Environment and Coastal Resources outreach coordinator. PDM Shadow Minister for the Environment Goldray Ewing, who also took part in the walk, said: “It is so important that we protect our heritage and our natural environment. “For me, it brought back memories of stories told to me by my mother who walked this field trail while playing vital roles in the trade industry of yesteryear.

“It was certainly a privilege to be a part of the first group to tour this historical site.” He went on to encourage the public to embrace the opportunity and expose children, residents and tourists to a positive and beautiful part of the country’s history. “I wish to remind us all that protecting these sites is everyone’s business.” A press release from the TCI National Trust said the site was “originally settled by Christopher ‘Chris Rock’ Lightbourne, a sponge agent from South Caicos.” It continued: “Bird Rock Point has the potential to evolve into an eco-tourism hotspot for the Turks and Caicos Islands.” The TCI National Trust will keep the field trail freely open to the public until spring of next year. “Hopefully all schools will take this opportunity to visit the site teaching students about the about the natural environment and historical heritage of the Bird Rock Point heritage site,” the release read. According to the TCI National Trust the trail is about 30 to 45 minutes long depending on walking pace. Bird Rock Point consists of 111

Financial commission staff complete degree courses FIVE employees of the Financial Services Commission (FSC) have completed their Bachelor’s and Associate’s Degrees at the Turks and Caicos Islands Community College. Kristen Brown, Gessie Germain, Tanecia Hall, Zonelle Hamilton and Clinteriah Wilson are the latest members of the FSC Tuition Assistance Programme (TAP) to graduate this year. Established in 2010, the TAP initiative has proven to be an integral part of the FSC’s mission and has since helped 25 young professionals to gain further qualifications. It is geared towards assisting employees to pursue higher education courses to sharpen specific skills. Brown, employed by the commission since September 1, 2003, has completed her Bachelor’s and Associate’s Degrees in finance and management. She said: “Being a student and an employee was a bit challenging at times but perseverance,

dedication and determination to do my best in both was my aim.” She added: “Education and self-improvement bring great dividends when it comes to quality of life and I am grateful for the opportunity TAP provided.” Managing director Kevin Higgins said the FSC will continue to provide support for those wishing to develop their skill set in today’s competitive market. Salt Cay has not been forgotten - Premier A NEW reverse osmosis water plant should be up and running in Salt Cay before the end of the year, according to Premier Rufus Ewing. In addition more funding will go into marketing the island and concerns about airlift subsidies will be addressed. Ewing, who is also the Minister of Tourism, spoke about the TCI’s least populated island during the latest House of Assembly meeting in Grand Turk on November 17. It was in response to a question from Leader of the Opposition Sharlene Cartwright Robinson. She said that Salt Cay residents are concerned that their island will not benefit from repeat and new visitors due to a decrease in airlift and a potential water shortage, and asked for the Premier’s response. “I do understand the concerns by the residents of Salt Cay,” he told parliament, “and we are approaching the winter season when the numbers on the island will probably be double and triple.

“I can state that as it relates to the water plant, the building to house the reverse osmosis (RO) plant has been constructed and completed.” He went on to say that the tender for the design, supply, installation and commissioning of the 14,500 gallon per day salt water plant has been awarded to the same company that completed the Grand Turk plant. The equipment should arrive before Christmas, Ewing said, and if

not by early January. The tourism minister agreed that the Government had received complaints about the airlift but stressed that the Government subsidy has not been cut. “So we expect that they should have the same level of airlift,” he said, adding that if there are deficiencies the Government will look into them. Finally he said that the Ministry of Tourism through the Tourist Board intends to put more funding into the marketing of the family islands including Salt Cay. “So you will see more persons purchasing tickets and booking trips to places like Salt Cay hence it makes the airlift even more viable.” Salt Cay is the TCI’s least populated island with around 100 people living on the small triangular land mass which measures about two miles across. It is known best for excellent whale watching excursions and scuba diving trips.

PARENTS were given an opportunity to find out more about the Junior Achievement programme during a special get together recently. Governor Peter Beckingham and his wife Jill Beckingham hosted the event at their home Waterloo in Grand Turk on November 12. The free Junior Achievement programme puts young people in a company environment and teaches them about economics and business concepts. It is run locally by both the Providenciales Chamber of Commerce and the Department of Youth Affairs. The initiative was first introduced in the TCI on October 20 as a replacement for the Young Enterprise scheme.

More than 125 students from four islands are enrolled in the programme and have divided into 11 company groups. During the ‘Parent’s Mingle Night’ attendees met with corporate advisors as well as the young members of each company. Among the other attendees at the event were Deputy Premier and Minister of Education, Youth, Sports and Culture Akierra Missick and Permanent Secretary of the ministry Cheryl Ann Jones. Two members of the board of directors Cathrice James-Williams and Tamera Robinson were also in attendance along with members of the company groups in Grand Turk Haven Artistry and Filmax.

Corporate advisors from Financial Services Commission (FSC) and Lapels TCI attended as well as Scotiabank’s Ludwina Fulford. During the evening Missick congratulated parents on the role that they have played in preparing their children for activities such as this. She asked that they continue to “encourage them to work hard and be inventive, to use their initiative and be the kind of entrepreneurs we know they can be - unafraid to try.” Governor Beckingham also encouraged: “Take advantage of the opportunity to learn from your advisors.” The next anticipated Junior Achievement Programme event is the tradeshow scheduled for Saturday, December 13.

AN IN depth analysis of poverty in the TCI is now available in full online at www.sppdtci.com. The 262 page report, which was released in its draft form in February, is made up of four principal components. It includes a review of available reports and statistics, a sample household survey, a series of poverty assessments, and a series of meetings and discussions on poverty reduction programmes. The aim of the report is to identify the extent, characteristics and causes of poverty in TCI, to evaluate the effectiveness of current poverty reduction policies and programmes, and to make recommendations for the future. The Caribbean Development Bank (CBD) social sector division officially handed over the final document to the Government on September 11. It showed that the percentage of people living in poverty in the Islands went down from 1999 to 2012 when the assessment took place. In 2012 about 22 percent of the population and 16 percent of households were living in poverty, compared to 26 percent and 18 percent in 1999. However, due to the greatly increased population, the total number of poor people in 2012 which was 6,800, rose from the 1999 figure of 3,900. The study also found that there was a strong correlation between nationality, household size and level of poverty in the Turks and Caicos Islands. To address the poverty and wellbeing issues, the CPA report proposes four broad objectives. They are the promotion of economic growth and job creation,

the development of the skills, healthcare and infrastructure that will enable current and future households to achieve, and maintain, a fulfilling life, improving the conditions of those currently in poverty through direct income and other support, and the reduction of potential causes of future impoverishment. The country poverty assessment was a joint undertaking of a national assessment team including members from Government and non-Government organisations, and a team of consultants appointed by the CBD. It was funded through a CBD grant of more than $130,000 which also included support for the 2012 census. The study started in late 2011. Data collection and processing continued throughout 2012 and was completed in early July 2013. Commenting on the exercise Deidre Clarendon, CDB social sector division chief, said: “Having completed the country poverty assessment and indeed the census, the Government is now equipped with up-to-date information and data that is readily available to inform its development, planning and responses.” Deputy Governor Anya Williams said: “I would like to thank the Caribbean Development Bank for their continued support and partnership with the Ministry of Finance, particularly the Strategic Policy and Planning Unit.” Premier Rufus Ewing added that the Government is grateful to the CBD for the report. “We will carefully review and will use to assist us in developing policies and programs to assist in improving the conditions of those living in poverty,” he said.

Island wide stray dog trapping to resume THE DEPARTMENT of Agriculture will soon be resuming its trapping exercise on Providenciales and sister islands to capture stray and feral dogs. This is according to the Minister of Environment and Home Affairs, Amanda Missick. She was at the time addressing the House of Assembly on November 17 when she gave her assurance. The trapping exercise is being boosted by 30 traps that were procured with the assistance of the Grand Turk Cruise Centre. These traps are being distributed to the various islands and will be further boosted with the procurement of an additional 30 traps by the Department of Agriculture at a cost of about $400 each, inclusive of shipping, Missick said. This will significantly boost the effectiveness of the trapping programme, she said, adding that trapping will resume across all of the islands by the end of November. The minister further warned

people who are destroying the traps to cease and desist and that they will be prosecuted when caught. “I want to take this opportunity to appeal to the public to desist from destroying these valuable traps which serve to alleviate the stray dog problems in all our neighbourhoods.” These acts of vandalism occur especially in Blue Hills, Wheeland and Five Cays areas, the minister said. She is urging anyone with information on the thieves to inform the police. In some instances, people used the stolen traps to capture lobster and fish. She added that the department will continue to make every effort to alleviate the feral dog problem across the Turks and Caicos Islands. The minster updated the House of the emergency programme that was launched in Grand Turk between June and September. She said a similar action plan is awaiting approval to be

Credit training for finance professionals A TWO day intensive credit workshop took place in Providenciales recently in order to address urgent training demands of the financial services sector. The event, organised by the Financial Service Commission (FSC) in partnership with the Institute of Financial Services of the Bahamas, was open to TCI banks and mutual funds professionals. Attendees were presented with a combination of tutorials linked to case studies and business scenarios. Practical exercises to manage credit risks under competitive and realistic conditions were also conducted during the workshop. The training event took place on October 28 and 29 at the Regent Palms resort on Grace Bay. Delegates were provided with an in depth understanding of four major topics - retail credit, credit risk grading, corporate lending and managing problem loans. Keith Checkley, FCIB Strategic Consultant, presented the course while managing director of

Scotiabank TCI, Cecil Arnold, offered opening remarks. Checkley is a business consultant, advising on a number of strategic consulting situations and designing implementation-training programmes for various banks. He worked for many years at the Barclay’s Bank in the bank’s credit and risk management team and was responsible for sector risk analysis, bank exposure monitoring and corporate restructuring amongst other things. Checkley has an extensive experience in the UK, North America, Africa, the Caribbean, Europe and the Far East. Meanwhile Arnold has been leading and managing teams of bankers with focus on retail and business banking for Scotiabank for a span of 12 years in Belize, Canada and the Turks and Caicos Islands. He also sat as president of the Turks and Caicos Banking Association. Arnold left the TCI and returned to Canada in early November to take up another position within Scotiabank.

THE COCONUT palm (Cocos nucifera) is among the most extensively used trees worldwide and strongly associated with tropical landscapes. Multiple cultivars of the coconut palm offer varying degrees of trunk crookedness, leaf petiole and fruit colours (yellow, orange and green), growth rates, adaptability to soil conditions and levels of disease resistance. The origin of the coconut palm tree is not known with certainty, as this plant was widely spread throughout the tropics long ago, although it may be native to the South Pacific or the Malay Archipelago. Coconut palm trees require full sunlight and well-drained soil and can tolerate brackish soil and high winds. The coconut is the most cultivated nut in the world and a very important commercial crop in many tropical countries. The nut meat, coconut oil from the dried meat and milk are used

for drinks, cooking, cosmetics and numerous other types of products. Unopened flowers can potentially produce coconut molasses and the hard-grained shell of the nut is carved into practical utensils and ornamental objects. Trunk wood is used for building and ornamental purposes and the coir from the fruit husk is woven for fabric or ropes. The coconut palm tree has a single, smooth columnar trunk and can grow 50 to 100 feet tall, depending on the cultivar. The trunk is light grayish-brown in colour, sometimes swollen at the base and usually gracefully curved or leaning. Leaves of the coconut palm tree are feather shaped, growing up to 18 feet long with individual lanceshaped leaflets that are two to three feet long and two to three inches wide. The evergreen leaves grow in a terminal crown at the top of the trunk.

To prevent sun damage, it is best to wear a broad spectrum sunscreen that blocks both types of UV rays with at least an SPF of 15 or greater.

It can be in the form of fine lines and wrinkles and dry or sagging skin due to a decrease in elasticity. Premature aging or extrinsic aging can be caused by various factors such as:

A HEALTHY, white smile is an asset for anybody, professionally and personally but you may have noticed as you get older that your teeth have changed; they may have lost some of their whiteness and started to take on a more yellow/brown or grey colour. This is normal and comes with aging, as the tooth enamel becomes worn and less translucent due to tiny micro-cracks and the dentine inside the tooth becomes thicker and darker. You may also be more aware of irregularities and an uneven smile as the teeth may be displaying signs of wear, the teeth may have moved (drifted) or there are restorations placed in the teeth. So, how can you get that perfect smile? If the tooth position, shape and appearance is fine but it is just the colour then a great place to start is a professional cleaning. This removes any extrinsic staining and calculus that builds up over time and is recommended every six months. Staining is particularly common if you are a smoker, regularly drink red wine, coffee or black tea. Additional to professional cleaning, professional whitening may be suitable for you. This addresses intrinsic staining which is when the dentine inside of the teeth has changed. Dental whitening safely permeates the tooth enamel and bleaches the dentine inside the tooth thus noticeably whitening and brightening the teeth. It is important to stress that dental whitening does not cause any damage to teeth. However, I would add some 'watch outs'. I do not recommend any method using the higher concentrations if you have sensitive teeth or for anyone under the age of 20 years. If you have crowns or veneers you need to be aware that these will not change colour during the whitening procedure. If there are visible restorations in the smile area then, it is a simple procedure to remove any visible metal fillings or old discoloured white fillings and replace them with new tooth-coloured (white) filling material. A range of colours are available which ensure a perfect match can

be found for your teeth and once complete, your teeth will look completely natural and as though you have no fillings. Filling material (composite) can also be used to build up small chips on the teeth and give the teeth a more uniform, even appearance. In the follow-up to this piece, I’ll look at the use of veneers, crowns, dental implants and orthodontics and the role they can play in improving your smile.

Hashed or minced lobster

Serves: 4

INGREDIENTS • 5 lobster tails • 2 limes • 1 white onion, chopped • 2 stalks dried thyme • Garlic salt – season to taste • 1 diced green pepper • 1 diced red pepper • Scotch bonnet pepper • 1 tbsp tomato paste • ¼ cup water METHOD • Get fresh local lobster tail in season. Clean it up by squeezing the juice of two fresh limes all over it. • Boil in water for about 30 minutes or until the tail shell changes from a brownish to orange/yellow (that is how you know it is done). • Pour all water off and discard. Allow lobster tail to cool for about an hour. • Use a knife to split the lobster tail

down the middle. • Remove the lobster meat from the shell and peel it apart, shredding it with your hands, removing all the bright orange parts (some may prefer to use kitchen scissors for this step). • In a skillet, simmer onion, then add lobster and approximately two stalks of thyme (you will be able to smell it when it is right). Then add garlic salt seasoning to taste. • Add the red, green and scotch bonnet peppers. Finally, add tomato paste and water to make a sauce (this gives it a rusty orange colour when complete). • Simmer on low for about 15 minutes. • Can be accompanied by rice, grits or mashed potatoes and a green salad. A side dish of fried plantains and avocado is also recommended. • Don’t forget some Johnny cake too!

RBC Wealth Management pulls out of Caribbean markets THE Royal Bank of Canada (RBC) is now the latest Canadian bank to cut its losses in the Caribbean, following a decision to close its Caribbean wealth management divisions and several international advisory businesses in North America. The move follows RBC’s sale of its Jamaican operations earlier this year, and an announcement by The Bank of Nova Scotia earlier this month of its plans to close around 120 branches in Mexico and the Caribbean. Canadian bank CIBC also suffered a net-loss on its FirstCaribbean bank operations in April 2014, for which it incurred a CDN $420 million goodwill impairment charge primarily related to its under-performing operation in the Bahamas. Speaking to media sources in Canada following the RBC developments, Craig Fehr – an analyst with Edward Jones – said: Sources indicate that the closure of RBC’s regional wealth management divisions – domiciled in The Bahamas, Barbados and the Cayman Islands – as well as management teams in Toronto, Montreal and the United States, could affect over 300 employees. While heads of RBC’s regional wealth management divisions in the Caribbean declined specific comment on the exit and its impacts, RBC spokesman Claire Holland has confirmed the closures, while declining to offer specifics on the

Bermuda refuses Cameron’s request to lift ‘cloak of secrecy’ DAVID Cameron’s campaign to destroy the “cloak of secrecy” around the ownership of offshore companies has been snubbed by the richest and most important of the UK’s oversea territories. Bermuda boasts of being the “risk capital of the world” because of the huge number of insurance and reinsurance companies registered on the islands, which account for more than a quarter of Bermuda’s GDP. Bob Richards, finance minister of Bermuda, was in London this month, warning that the islands face a hostile economic climate, despite being host to many of the world’s insurance companies, and having a per capita income of nearly £55,000 – one of the highest in the world. After his departure, he announced that Bermuda would “reserve any commitment” to create a register of who owns Bermuda-based companies until after the UK, USA and Canada had created registers,

which means a delay of several years at least. “If we agree to a public register while our competitors around the world do not, we will put ourselves at a distinct disadvantage, severely damaging our economy,” he said. When David Cameron hosted the G8 summit in Northern Ireland in June 2014, he urged the richest nations to join him in a worldwide campaign for transparency, claiming it would be a potent weapon against corruption and international crime. In line with his campaign, the UK has promised to create a public register that will identify the beneficial ownership of every UK company. Denmark is also creating a register, and the EU is debating the issue. In April, Mr Cameron wrote to the heads of governments of overseas territories urging them to copy the UK’s example. But the pressure on these territories creates resentment, and

fears that wealthy clients would be targeted by criminals if they were publicly identified. The Bermuda government denies that the islands’ financial system makes them a haven for criminals or tax dodgers. Mr Richards said: “Bermuda has for the last 75 years led the way in terms of transparency, having established a legislative framework requiring that persons wishing to incorporate in Bermuda provide central authorities with information on the proposed beneficial owners of the business. “Bermuda has never been a jurisdiction with bank secrecy laws. Whilst we respect the privacy accorded to people bestowed by British Common Law, we are not in the business of parking and hiding tax evaders’ money from legitimate authorities. NEWLY re-elected Free National Movement Leader Dr Hubert Minnis said if elected in 2017, his party will create inner city “tax free zones” and develop a new plan, more efficient than the current government’s policies, to “stomp out crime.” Addressing hundreds of FNM supporters and delegates at the Holy Trinity Activities Centre on Friday night, Dr Minnis said now that the internal election is over, it is time for all FNMs to work together to build the “kind of country Bahamians want”. He said the party must also focus on winning the 2017 general election. Dr Minnis said in 2017, there will be a new government, a new vision, a new FNM and a new Bahamas.” “My vision includes transformation of urban centres, and communities. No more public relation exercises where one house out of

500 is touched while other families struggle to feed their children,” Dr Minnis said in an apparent criticism of the government’s Urban Renewal 2.0 programme. “I will no longer tolerate the wholesale neglect of our inner cities. Change is coming! I will lead a government that will provide incentives to residents and businesses who participate in meaningful ways in our community revitalisation programme. This will involve inner city tax free zones. Our people must live in dignity. “Habitats that breed criminality must be fundamentally changed. If we are to change their lives, we must first start by changing their environment,” Dr Minnis said. He added that crime continues to be a major concern but stressed that a Minnis administration would veer away from PLP policies.

Sentencing postponed for Jamaican doctor convicted of sexually assaulting patients A UNITED States court has adjourned to December 16, the sentencing of a 68-year-old Jamaica-born doctor who had been convicted earlier this year of sexually assaulting four of his patients. Dr. Norman Williams was due to have been sentenced on Wednesday, but his decision to hire a new attorney postponed sentencing to December 16. He remains in custody. The judge said he would grant time for the attorney to review the case and prepare for sentencing, but was unwilling to let the doctor remain out on bond. Reading from the case file, the judge said Williams was born in Jamaica, educated in Europe and

practiced medicine in Canada before moving to the United States. He said Dr. Williams’ lack of ties to the community posed a substantial risk he might try to flee the area before sentencing. After a four-day trial that began September 8, a Rock Island County jury found Williams guilty of four counts of criminal sexual assault. He was accused of inappropriately touching the genitals of four female patients during appointments at his Moline clinic between 2010 and 2012. Williams faces a mandatory minimum prison sentence of 16 years, at least 85 per cent of which must be served. (CMC)

New lottery scamming trend identified in Jamaica A UNITED States professor who chairs Business and Financial Journalism at the Missouri School of Journalism is reporting that a new trend is developing in lottery scamming in Jamaica. Professor Martha Steffens says the scammers are now presenting themselves as Federal Bureau of Investigations (FBI) agents and officials of the Financial Crimes Enforcement network as they seek new ways to exploit their victims. Professor Steffens told a financial forum that the new move is aimed at preventing detection since the clamp down on traditional approaches like forcing their victims to wire money to them. According to Professor Steffen scammers will call victims telling them they have won the lottery. She says where the potential victim hangs up, the scammers will call back pretending to be an FBI agent following up on the

attempts to scam them. She says the scammers are also aware of the measures put in place by money transfer companies such as Western Union and Money Gram in an effort to clamp down on the lotteries scam. As a result, Stefens says the scammers are now using prepaid debit cards so victims can send the money to them directly. Professor Steffens also says the lottery scammers are also setting up accounts in Caribbean tax havens such as Panama. Meanwhile, the Professor says Interpol has set up a coalition, to handle the lottery scam. She says victims are encouraged to step up and report the crimes. However, she says many of the victims are hesitant to come forward as they have been threatened and a number of them are also ashamed that they fell for the scam. (Jamaica Gleaner)

Immigration spurs Cayman Islands population growth SINCE 2008, more than 12,000 people have gained permanent residence or Caymanian status. More than half got residency or Caymanian status by marrying or being the child of a Caymanian. About 3,500 people got residency or Caymanian status without family ties to the Cayman Islands. By far, the most frequent paths to Caymanian status have been acknowledgement, when the government acknowledges someone was born to a Cayman parent, or by marriage or naturalization, according to information provided by the Cayman Islands Department of Immigration. Most people get permanent residence either by marrying a Caymanian or by working here for more than eight years, and in the latter case, only after applying to the Caymanian Status and Permanent Residency Board and having their residency status approved. In the years since 2008, more than

5,600 people – more than 15 percent of the Caymanian population – have gained the right to be Caymanian. Of those new Caymanians, 1,136 gained that status through naturalization without documented family ties to the islands. Premier Alden McLaughlin, after reviewing the data provided by the Cayman Compass, said “the numbers here are clear evidence the system is working and working well.” “There’s a perception that the board makes a huge number of grants,” Mr. McLaughlin said, but he pointed out that many of those who get Caymanian status are descendents of people from the Cayman Islands. Two categories of people included in that number, those who gained residence through independent means or as retirees, are not technically permanent. Their residency rights last 25 years. According to the Department of Immigration, 2,404 people have

received permanent residency and employment rights since 2008. Most who obtained permanent residency since then are people whose applications were reviewed under the old law, which was replaced last year. Christopher Eakin, policy director for the Department of Immigration, said there are still 33 applications pending under the old law. Any applications for permanent residency, Mr. Eakin said, are being prepared by immigration staff to go before the Caymanian Status and Permanent Residency Board or the chief immigration officer. “We anticipate that these applications will begin to be considered in the near future,” he said. Under the previous law, only people deemed “key employees” and who lived and worked in Cayman for seven consecutive years could apply for permanent residency during their eighth year.

Located at the Eco-Park on the island of St Kitts, the greenhouse was officially opened on Friday (November 21) by Taiwan’s Ambassador to the twin island state, Miguel Li-Jey Tsao, a release from the St Kitts /Nevis government said. The Eco-Park is a cooperation project between Taiwan and the twin-island state, the release said. It incorporates the “successful integration of tourism, agriculture and renewable energy” and boasts

SEA Breeze MP Hope Strachan on Monday said she felt that the Free National Movement might have found it “easier” to elect Loretta Butler-Turner as their new leader if she were a man. While FNM Senator Heather Hunt maintained that the focus of the party’s national convention was on leadership and not gender, she admitted that there were still some “patriarchal and traditional mindsets” that needed to be broken. Mrs. Hunt added that the effort was “something that requires more than just a two-month campaign”. Both women gave their feedback on Mrs. Butler-Turner’s reported landslide defeat to newly re-elected FNM Leader Dr Hubert Minnis during the convention on Friday. Mrs. Strachan said the Long Island MP’s defeat demonstrated that there was still a long way to go before women were viewed as equal and politically viable by the internal party electorate, and to a wider extent the general public. However, she and Mrs Hunt agreed that the loss was not a setback for women in politics, but a teachable and historic moment. Mrs. Strachan said: “To me it shows basically that we women still have a way to go in politics, not only in terms of being the choice for the electorate, but particularly as it relates to internal party politics. “It is still largely influenced by men and we have a way to go before we are basically looked at as

being equal. We have just as much to offer, but we have to change the mindset and that is more to internal politics of the political party than the actual electorate.” Both women agreed that Mrs Butler-Turner, the former deputy leader, raised the profile of women in the political sphere as the first female politician to contest the leadership of a major party. Another actress accuses Cosby of sexual assault in Las Vegas hotel A PREDATORY Bill Cosby, in a freaky Las Vegas hotel scene, allegedly assaulted another actress — who was forced to fondle America’s Dad in his luxury suite. The naked Cosby was lying in wait before the 1992 ambush of model-actress Angela Leslie, a beauty who says she was targeted after sending the comedian a letter and photograph. “The main thing I want is for people to know him for who he really is,” Leslie told the Daily News on Thursday. “He’s not this dad of America.” After a driver delivered her to the hotel, she checked into her room before Cosby summoned Leslie to his place. When she spoke about her career aspirations, Cosby called for an impromptu audition. “If you want to act, show me what you’ve got. Pretend you’re intoxicated,” she recalled he demanded.

The egotistical comedian then poured Leslie a stiff drink and told her to act like she was blasted on booze. “I couldn’t drink it,” she recounted. “I tasted it and put it down. Then he asked me to go into the bathroom and wet my hair. . . . I walked back out, and he had removed his clothing and gotten into bed.” Cosby began rubbing against the actress before pouring lotion into her palm and pulling her hand under the blankets. “With his hand on top of mine, he had me massage his penis,” she said. “He masturbated with my hand. I wasn’t pulling back. I was in shock.” She now assumes that the cocktail was probably dosed with something to knock her out. She recalled that Cosby quickly tired of her — “I didn’t drink the alcohol, and maybe since I didn’t pass out, he decided to get rid of me.” The despondent actress spent the rest of her Vegas stay alone.

“I felt so used,” she said. “I felt that he didn’t get what he wanted, and he threw me out. . . . He didn’t make me feel special in any way. He said, ‘Come here, put your hand here, do this.’ ” The allegations from Leslie boosted the number of Cosby accusers to eight as the four-time Emmy winner continues to remain mum about the seamy allegations. Leslie, now 52, described a scenario similar to one related by another accuser, Barbara Bowman. Other common threads emerged in the growing number of retellings: Cosby’s victims were all younger than he was, and six claimed the funnyman drugged them. Leslie, of Warren, Mich., believes she narrowly escaped the same fate. She said she received two money orders for $700 and one for $800 with instructions from Cosby’s camp to travel to California. She got sick, however, and returned her ticket, she

Franklin dismisses explosive new biography as ‘Lies and more lies!’ DO NOT cross the Queen! Aretha Franklin has issued a blistering statement, condemning the author of an explosive new book about the Queen of Soul titled “Respect.” The most sensational parts of David Ritz’s 520-page tome portray the legend as delusional about her love life, jealous of other successful female singers, manipulative of her sisters, highly demanding of those around her and consistently irresponsible about money. It also details her alleged alcoholism during the height of her fame in the late ‘60s and early ‘70s, and her supposed promiscuity starting from age 13. Franklin’s statement begins, “As many of you are aware, there is a very trashy book out there full of lies and more lies about me. Clearly the writer has no class, no conscience or standards!” According to the statement, Franklin takes particular offense to

the fact that she had hired Ritz to write her official biography, “Aretha: From These Roots,” in 1999. “His actions are obviously vindictive because I edited out some crazy statements he had the gall to try and put in my book written 15 years ago,” the star writes. “Evidently, he has been carrying this hatred ever since.” In the new book, Ritz says one prime motivation for taking a second crack at her life was to provide a fairer, and truer, context for Franklin’s background and talent. In his intro, he says he felt forced to completely sanitize her life in the first, star-approved biography. Death row rapper Cool C scheduled to die in January RAPPER Cool C, who tried to live up to his “Glamorous Life” single by robbing a Philadelphia bank and gunning down a cop, had his death warrant signed by Pennsylvania Gov. Tom Corbett. Christopher Roney, aka Cool C, was convicted of firstdegree murder after shooting Philadelphia Police Officer Lauretha Vaird, 43, a nine-year veteran who responded to a 1996 heist at PNC Bank on Rising Sun Ave. Corbett announced he signed the warrant Friday and Roney, 44, is scheduled to be executed by lethal injection on Jan. 8 at the State Correctional InstitutionGreene. Vaird, a single mother of two, was shot in the abdomen as Roney, Ernest Canty and Warren McGlone tried to rob the bank as it opened at 8:20 a.m. on Jan. 2, 1996. His mother testified that she was making Roney breakfast at home when the robbery took place, but the conviction was upheld on appeal in 2005, The Philadelphia Inquirer reported.

Obama: ‘You can come out of the shadows’ PRESIDENT Barack Obama is ordering the most sweeping overhaul of the immigration system in decades, despite Republican claims he is acting illegally by moving unilaterally to shield five million undocumented immigrants. Obama rejected accusations by conservatives that he is offering a free pass to undocumented immigrants and warned in a prime-time address that he would bolster border security and make it harder for unauthorised outsiders to get into the country. “Today our immigration system is broken and everybody knows it,” Obama said. “It’s been this way for decades and for decades we haven’t done much about it.” Obama is pressing ahead and making broad changes to the immigration system without the consent of Congress, which has failed to pass a comprehensive reform bill. The announcement prompted an angry response from House Speaker John Boehner. “By ignoring the will of the American people, President Obama has cemented his legacy of lawlessness and squandered what little credibility he had left,” Boehner said. “Republicans are left with the serious responsibility of upholding our oath of office.” A key element of Obama’s plan is to instruct immigration authorities to target those undocumented immigrants who are dangerous rather than law-abiding undocumented parents of U.S. citizens and residents and others. He said they will go after “felons, not families. Criminals, not children. Gang members, not a Mom who’s working hard to provide for her kids.” “We’ll prioritise, just like law enforcement does every day,” he said. Suicide bomber kills 45 at Afghanistan volleyball game AT LEAST 45 people were killed and 60 others wounded Sunday when a suicide bomber attacked a crowd watching a volleyball match in the Yahyakhil district of Afghanistan’s southeastern Paktika province, according to a spokesman for the provincial governor. In 2010, a suicide car bomb exploded in the middle of a group of men playing volleyball, a popular sport in the region, in northwest Pakistan. That attack left 30 people dead and 52 wounded. Sunday’s attack comes the same day the nation’s parliament agreed to allow U.S. and NATO forces to

remain in Afghanistan after 2014. It’s unusual for an attack in Afghanistan to kill so many people. Only a few comparable incidents come up in the University of Maryland’s Global Terrorism Database, which tracks acts of terror from 1970 to 2013. In October 2012, a suicide bomber dressed in a police uniform attacked a mosque in the city of Maymana in Faryab province, according to the database. At least 42 people, including 19 members of the Afghan security forces, were killed and another 50 people injured in that blast. No group claimed responsibility for the incident,

but sources attributed it to the Taliban. In April 2013, nine attackers dressed as soldiers killed 53 people at a courthouse complex where several Taliban members were standing trial in the city of Farah. At least one suicide bomber detonated an explosives-laden vehicle at the entrance to the complex, while the other attackers entered other buildings and began shooting and throwing grenades. Ferguson riots: Ruling sparks night of violence THE US town of Ferguson has seen rioting and looting after a jury decided not to bring charges over the killing of a black teenager. Michael Brown was shot by a white police officer, Darren Wilson, on 9 August, sparking protests. A police chief said the latest violence in the suburb of St Louis, Missouri, was “probably much worse” than on any night since the teenager’s death. St Louis County police chief Jon Belmar said rioters had fired 150 shots. Many in the African-American community had called for Mr Wilson to be charged with murder, but after three months of deliberation a

Missouri grand jury - of nine white and three black members - made no recommendation of charges. President Barack Obama joined the teenager’s family on Monday in appealing for calm, urging Americans to accept the decision was “the grand jury’s to make’’. The BBC’s Aleem Maqbool reported seeing more vandalism and looting after Monday’s ruling than on any night in August. Authorities said more than 80 people were arrested amid chaos in several areas of St Louis overnight. Sixty-one of those arrests were in Ferguson, with charges including burglary and trespassing.

Portugal ex-PM Jose Socrates to be held amid corruption probe PORTUGAL’S former centreleft prime minister, Jose Socrates, has been remanded in custody on preliminary charges of corruption and tax fraud. Mr Socrates, 57, was detained on his return from Paris on Friday and has already spent three nights in jail. The judge delivered the decision after investigators looked into suspicious money transfers and banking operations. Mr Socrates, who denies any wrongdoing, is being investigated alongside his driver, a close friend, and a lawyer.

The former prime minister was in office from 2005 to 2011. His lawyer, Joao Araujo, told reporters on Monday that his client would appeal against the decision. Falkland Islands are Argentine signs ‘regrettable’ ARGENTINA’S decision to display signs expressing the country’s claim over the Falklands is “regrettable”, a diplomatic source has said. A law passed by the Argentine Congress says public transport must have signs saying “Las Malvinas son Argentinas” (the Falkland Islands are Argentine). The Argentine MP behind the initiative said it would reflect “our undeniable sovereignty” over the islands. But the source said the move was a “hostile course of action”. The move was introduced as part of a wider raft of public transport reforms which were passed unanimously on Thursday. Senator Teresina Luna, the

member of Congress who proposed the new regulation, wrote to the president of the parliament to say: “It is directed not only at the foreigner who comes here as a tourist or visits our country, but also at the citizens in general, and will serve to reinforce our history, our culture and our identity.” Argentina lays claim to the islands, which it calls Las Malvinas, but Britain maintains that it has sovereignty and has accused Argentina of ignoring the wishes of the island’s residents who wish to remain British. Last year, Falkland islanders took part in a referendum, voting by 1,513 to three to remain a British overseas territory.

Spain arrests Granada priests over child sex abuse POLICE in Spain have arrested three priests and one layman on suspicion of child sex abuse, according to the country’s interior minister. Jorge Fernandez Diaz said the arrests took place in the southern city of Granada, but gave no further details. The Archdiocese of Granada suspended several priests last week after a man wrote to Pope Francis saying he was abused when he was an altar boy.

The Catholic Church has been rocked by the scandal of sexual abuse by priests. Media reports said the latest inquiry was personally ordered by the Pope, who also telephoned the man directly to apologise on behalf of the church. Vatican spokesman Federico Lombardi refused to confirm or deny the call, according to the Associated Press.

TURKISH President Recep Tayyip Erdogan has said women cannot be treated as equal to men, and has accused feminists of rejecting motherhood. “You cannot put women and men on an equal footing,” he told a meeting in Istanbul. “It is against nature.” He also said feminists did not grasp the importance of motherhood in Islam. His comments often seek to appeal to his pious core supporters, says the BBC’s Mark Lowen in Istanbul, but they anger more liberal voters. Turks who have more secular views argue that the government’s social policies are taking the country in a dangerous direction, our correspondent says. Mr Erdogan has previously urged women to have three children, and has lashed out against abortion and birth by Caesarean section. His latest remarks were delivered at a women’s conference in Istanbul. “In the workplace, you cannot treat a man and a pregnant woman in the same way,” Mr Erdogan said, according to the Anatolia news agency. Women cannot do all the work done by men, he added, because it was against their “delicate nature”.

The Attorney General's Office is appealing against a Court of Appeal ruling that it unlawfully prevented letters being released. Guardian journalist Rob Evans applied to see letters to seven government departments written in 2004 and 2005. The attorney general has said releasing the letters would undermine the principle of the heir being neutral. The Guardian newspaper said it had been "pressing the government" for nine years to see letters written by the Prince of Wales between September 2004 and April 2005 "to influence official policies". Mr Evans's requests, under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004, were initially denied by the information commissioner. Diabetes: eating yogurt may prevent onset of disease A NEW study highlighted the importance of including yogurt in one’s daily diet to lower the risk of developing type 2 diabetes. Researchers from Harvard’s School of Public Health examined the results of three different studies that looked at the medical data and lifestyle habits of more than 194,000 health professionals aged 25 to 74 from 1976 to 1989. None of them had diabetes, cardiovascular disease or cancer during the start of the study. Researchers followed up with them every two years. During the follow-up period, eight percent of the participants, or 15,156 people, were diagnosed with type 2 diabetes. Researchers looked at the overall dairy consumption of the participants and did not see a significant benefit, but when they focused on each type of dairy product, they found that yogurt helped to lower the risk of developing type 2 diabetes. The results remained consistent, even after factoring in each person’s age and body mass index (BMI). The study predicted that a serving of at least 28g of yogurt per day

Researchers claimed that their study was accurate because it involved a large sample size, repeated follow-ups and continuous assessments of dietary and lifestyle factors. “This work adds to existing evidence that people who eat yoghurt are less likely to develop type 2 diabetes, but what it doesn’t tell us is whether eating yoghurt can directly reduce risk of type 2 diabetes,” Dr. Alasdair Rankin of charity Diabetes UK, who is not involved in the study, said to Daily Mail. “That is why more research will be needed before we can change our advice that the best way to reduce risk of type 2 diabetes is by maintaining a healthy weight, being physically active and eating a healthy balanced diet that is low in salt, fat and sugar,” he added. Brain’s dementia weak spot identified THE brain has a weak spot for Alzheimer’s disease and schizophrenia, according to UK scientists who have pinpointed the region using scans. The brain area involved develops late in adolescence and degenerates early during ageing. At the moment, it is difficult for doctors to predict which people might develop either condition. The findings, in the journal PNAS, hint at a potential way to diagnose those at risk earlier, experts say. Although they caution that “much more research is needed into how to bring these exciting discoveries into the clinic”. The Medical Research Council team who carried out the study did MRI brain scans on 484 healthy volunteers aged between eight and 85 years. The researchers, led by Dr Gwenaëlle Douaud of Oxford University, looked at how the brain naturally changes as people age. The images revealed a common pattern - the parts of the brain that were the last to develop were also the first to show signs of age-related decline. These brain regions - a network of nerve cells or grey matter - coordinate “high order” information coming from the different senses, such as sight and sound.

The findings, in the journal PNAS, hint at a potential way to diagnose those at risk earlier, experts say.

When the researchers looked at scans of patients with Alzheimer’s disease and scans of patients with schizophrenia they found the same brain regions were affected. The findings fit with what other experts have suspected - that although distinct, Alzheimer’s and schizophrenia are linked. Prof Hugh Perry of the MRC said: “Early doctors called schizophrenia ‘premature dementia’ but until now we had no clear evidence that the same parts of the brain might be associated with two such different diseases. This large-scale and detailed study provides an important, and previously missing, link between

development, ageing and disease processes in the brain. “It raises important issues about possible genetic and environmental factors that may occur in early life and then have lifelong consequences. Experts fear bubonic plague will spread after 40 die in Madagascar AN outbreak of bubonic plague in Madagascar has left 40 dead in less than three months, according to the World Health Organisation (WHO). The number of confirmed cases of the killer disease on the Indian Ocean island now stands at 119 and health experts fear it may spread rapidly. While only two cases of plague and one death have been recorded to date in the capital Antananarivo, experts now fear it could be the area most at risk, with its high population density and weaknesses in the health care system conducive to rapid spread. The current plague outbreak in Madagascar reportedly saw its first known case on August 31 in a man from Soamahatamana. He died on September 3. The country’s health authorities alerted WHO to the outbreak at the beginning of this month. Neither trade nor travel restrictions have as yet been recommended by the international health body due to the outbreak. Bubonic plague, which killed

around 100 million people during the 14th century when it was known as the “Black Death,” is caused by a bacterium known as Yersinia Pestis, which uses fleas as hosts and is usually transmitted to humans by rodents. It derives its name from the large swellings, or “buboes” that develop on the groin, armpits or neck, and kills up to two thirds of victims within four days without treatment. Patients receiving antibiotics within 24 hours of infection have a better chance of survival. If the bacteria reach the lungs, however, the victim develops pneumonic plague, which is passed from person-to-person through coughing and can kill within 24 hours. About two percent of the cases reported in the current outbreak in Madagascar have been the lethal pneumonic plague. Bubonic plague has now almost completely vanished from the developed world. Trans fats affect memory Women bosses ‘more depressed’ not only waistline than male counterparts A STUDY presented last week at the American Heart Association’s conference showed that there is a direct connection between the consumption of Trans fats and memory loss. After investigating over 1,000 healthy, middle age men, the study’s authors are convinced that trans fats affect memory, aside from the obvious effects it has on one’s waistline. Dr. Beatrice Golomb was the scientist leading the investigation. She and her team followed the 1,000 men who would consume large amounts of trans fats and attempted to quantify the loss of memory connected to that much fat intake. During testing, the men were presented with a series of cards. The 104 cards had words written on them and the subjects had to recall whether they had already read the word on previous cards or whether it was a completely new word. Results showed that the more trans fats the men consumed, the worst they performed on these world recall tests. In fact, the group

EXCESS body weight caused about 481,000 new cancer cases in 2012, according to a new study by the International Agency for Research on Cancer, an arm of the World Health Organization. That works out to about 3.6 per cent of all cancers worldwide, the majority of which occur in North America and Europe, according to the study published in the medical journal Lancet Oncology on Wednesday. The study estimates that a quarter of all obesity-related cancers in 2012 are directly linked to rising average body mass index (BMI), especially in developed parts of the world where BMI has been increasing since the 1980s. BMI is a measure of body fat based on a person’s height and weight, and has become the standard in determining whether someone is at a healthy body weight. Scientists hypothesise that excess body fat may trigger cancer by changing insulin, glucose and hormone levels, and increasing chronic inflammation.

The 28-year-old from Ireland secured gold by beating Yana Allekseevana of Azerbaijan in the lightweight final. THE British government has called on FIFA to publish the full findings of its investigation into the 2018 and 2022 World Cup bidding process. Secretary of State for Culture, Media and Sport Sajid Javid has written to president Sepp Blatter urging FIFA to make public the full report. FIFA has so far only published a 42-page summary of the investigation. Javid argues FIFA’s handling of the report “further calls into question their independence and transparency”. The summary report into alleged corruption regarding the bidding process for the both tournaments was published on 13 November and cleared Russia and Qatar of wrongdoing. However, United States attorney Michael Garcia, who led the two-year investigation into the allegations, said it contained “numerous materially incomplete and erroneous representations”. Garcia and FIFA’s ethics judge Hans-Joachim Eckert have now agreed to allow the head of the world governing body’s Audit and Compliance Committee, Domenico Scala, to access all of their findings. Scala will then decide whether the full investigation is passed on to FIFA’s Executive Committee,

leaving the door open to a possible re-vote. Javid says Blatter and FIFA must allow the full report to be made public if the organisation is to restore credibility. “Without the disclosure of the full report, FIFA risks not just further damage to its own credibility, but significant damage to the reputation of football as a whole,” he said. Football Association chairman Greg Dyke has already written to FIFA demanding full publication. However, the FA says it has no intention of boycotting the tournaments in Russia and Qatar.

That is despite a suggestion from former FA chairman David Bernstein and others that members of European governing body UEFA should withdraw from future tournaments until FIFA made the bidding process more transparent. “The World Cup is a fantastic tournament and we want to be playing in it,” FA general secretary Alex Horne said. “To link the two issues is extreme. I don’t see us boycotting the World Cup.” Blatter has so far rejected requests to publish the full report, insisting it would break FIFA’s rules over witness confidentiality and Swiss law. FIFA has filed a criminal complaint with the Swiss attorney general over unnamed individuals in the report, but the British government says the organisation should find a way to publish the report while still respecting the privacy of witnesses. “I understand there are challenges around confidentiality within the report, but this is a challenge faced by many public bodies in conducting their work in an open and transparent way,” Javid said. Rosberg collided with the rear of Hamilton’s car while battling to regain the lead and the resulting damage to his car ultimately put the Briton out of the race. From May to September, Rosberg held the championship lead but the pendulum swung back in Hamilton’s favour as, reinvigorated by the Belgium bust-up, he motored to the checkered flag in Singapore. The Briton ticked off victories in Japan, Russia and the United States to make it five in a row before Rosberg fought back at the penultimate race in Brazil to close the gap to 17 points. Just days after breaking the record for the top scorer in Spanish football history, Messi went one further, establishing himself as the leading marksman in the history of the European Champions League. Messi scored a hat-trick for Barcelona in its 4-0 victory against Apoel Nicosia in Cyprus on Wednesday to take his tally to 74 goals in 91 appearances. Raul, who scored 71 goals in 142 appearances, was unlikely to hold onto his record for much longer with Messi and Cristiano Ronaldo rewriting the history books. Messi,who began the night level with Raul, required 38 minutes to break the record before adding a couple more for good measure later on. He now sits three clear of Ronaldo, who will hope to feature

Federer, Switzerland win first Davis Cup tennis title A YEAR that began in uncertainty for Roger Federer ended with a historic title for the 17-time grand slam champion and his country. When Federer defeated Richard Gasquet of France 6-4 6-2 6-2 in front of another record crowd Sunday, it gave Federer a maiden Davis Cup title at the not so tender age of 33. The visitors prevailed 3-1 in the best-of-five match series. Switzerland had never before won team tennis’ most prestigious event, playing in one previous final in 1992 when Federer was merely 11. “For me personally, obviously I’m unbelievably happy because I’ve been playing in this competition for probably almost 15 years now,” Federer told reporters as he sat

Pacquiao targets Floyd Mayweather fight after Algieri win MANNY Pacquiao has targeted a showdown with five-weight world champion Floyd Mayweather after retaining his WBO welterweight title in Macau on Sunday. The Filipino eight-weight world champion knocked down unbeaten American challenger Chris Algieri six times during the 12-round contest. Now the 35-year-old wants to strike a deal to finally meet Mayweather after repeated failures to agree a bout. “I want that fight,” he said. “The fans deserve that fight.” Filipino Pacquiao and American Mayweather, 37, are widely considered the best fighters of their generation but have never fought. One stumbling block has been Mayweather’s insistence on a strict blood-testing programme during training. Against Algieri, Pacquiao registered his 57th win from 64

bouts. The 30-year-old challenger withstood two knockdowns against Russian Ruslan Provodnikov in his previous fight but he wilted in the face of the champion’s power. Algieri was on the canvas in the second round when a punch forced him to slip, then fell against four rounds later, before suffering a third tumble following a right hook. “It’s not just his hand speed - he’s a great fighter. AUSTRALIAN Phil Hughes remains in a critical condition after being struck on the head by a shortpitched delivery during a first-class domestic match. The 25-year-old batsman is in an induced coma in a Sydney hospital. He underwent scans on Wednesday, but team doctor Peter Brukner said: “Phillip’s condition is unchanged and he remains critical.” Cricket Australia has also announced that the current round of Sheffield Shield matches has been abandoned. Hughes was carried off on a stretcher after a delivery from New South Wales bowler Sean Abbott struck him on the head, missing his helmet. The South Australia left-hander also needed CPR and mouth-tomouth resuscitation before he was taken to hospital and placed in an induced coma and had a 90-minute operation to relieve pressure on his brain. Peter Larkins, one of Australia’s leading sports physicians, said people who suffer serious injuries can remain comatose for days but can still make full recoveries. “While it’s an extraordinary injury in cricket, such head trauma injuries are seen in high-speed car crashes all the time and there are some miracle stories of full recoveries,” Larkins told Reuters news agency. Members of the Australian national team, including the captain Michael Clarke, have visited Hughes in hospital comforting the stricken player’s mother and sister. Police lose again – Jaguars take commanding lead THE injury to frontline batsman and dependable spinner Garvin Bruno and the absence of a few others have left Police in a somewhat precarious position this season in the HAB Group sponsored Turks and Caicos Islands Cricket Association T20 cricket tournament. When action continued last weekend at the Downtown Ball Park, Police suffered their third straight loss, this time to the hands of KB Home while the Sunny Foods Jaguars were able to return to their winning ways against Jam Turk. As in stands on the points table, Jaguars have accumulated 12 points from four wins (one loss); while the other three teams are tied on six points each. On Saturday KB Home made it two wins in two games. Still basking

in their opening win of the tournament the week before (against the then undefeated Jaguars), the Rugby team marched to an impressive 181-6 after calling correct. National batsman Gareth Butler, who had starts a few times this season, stamped his authority in the middle. He played a mature hand and selected his strokes well. He made a total of 12 fours and three sixes in his innings of 76, while Lloyd Lynch with 25 (2X4s and 2X6s) and Blair Mason 19 (3X6s) added a spark with the bat. Police were led by the dependable Ira Baptiste who captured three wickets from his four overs for just 17 runs. Lynden Tyson supported with 2-39. The feature clash of the night was expected to be a scorcher since the J&D Collectors were rebranded as the Classics with the addition of Alvin Parker and Devon Cox, but the Lawmen with the addition of former Harbour Boys Duran Dean and Ehlo Seymour fortified the front and back court. Adding to this was the presence of recent graduate from Tabernacle High in the Bahamas Melvin Elsie Jr. Elsie Jr. added 11 points, eight steals, five boards and three assists while Evans Dubolis led the team with 19 points and five assists. When action continued at the Graceway Sports Centre last Saturday Shawn Nesbitt and Samuel Connolly scored three and two goals respectively in the commanding win. In the other novice clash Big Blue Thunder got the better of Scotiabank Sailfish after Kurt Rivers continued his scoring dominance. The youngster was on target eight times in his team’s 9-6 win. Harry Schofield and Maddox Jones led the Sailfish with three and two goals respectively. BANTAM DIVISION In the Bantam Division the Coco Bistro Lightning scored three unanswered goals in the second half to defeat the Saunders and Co. Owls 7-4. Joe Canham led the winner’s attack with three goals and three assists while Brooke Rivers and Jamie

Fenelus: “I have improved a lot since TCI’s last win” TCI’s football future looks bright. Not only do we have the services of San Antonio Scorpions’ ace player Billy Forbes, but another first-rate forward has also marked his territory at an extremely high level. National player Marco Fenelus, who is basking in the glory of handing his school team, the Cal State Fullerton University Titans, the Big West Tournament Championship title, feels that he has improved a lot since the TCI defeated the BVI 2-0 in June at the Preliminary Qualification Round for the 2014 Caribbean Cup in Aruba. Fenelus scored in that game. “I have improved a lot. Physically, my speed has been pretty good. Tactically, my skills, touches and passing have been enhanced. And it’s something we worked a lot on at practice. We did a lot of fitness and tactical work. So yeah I have really been improving.” Fenelus who was in scoring mode this season led the attack with eight goals and although he did not earn

the finals MVP, he was instrumental in taking his school to their first ever Big West title and their seventh NCAA tournament—the first time in 14 years. “It was a lot of hard work, team efforts and understandings. I’m glad I was a part of this moment.” Although he exploded this season, Fenelus has dominated throughout his school career. In two years of Junior College (Western Texas College) he scored a total of 41 goals, became the best player and top scorer of the region twice, best forward twice, school’s top scorer twice, second-team All American, first-team All-Region twice, before his recent historic feat of leading his school to their first ever Big West title. “If you look at it, I had a pretty decent college career that I really enjoyed a lot.” The 22-year-old who is into his last semester at university is now looking to go pro.

Academy and Cheshire Hall win big DEFENDING champions of the Provo Premier League (PPL) and the President’s Cup respectively the AFC Academy and Cheshire Hall FC opened the new season of the PPL, now sponsored by Digicel Play, with commanding wins. In front of a reasonable crowd on the Astroturf on Sunday last the Academy side got past a depleted Trailblazers team 17-0. In the clash Trailblazers were unable to raise more than 10 players, but the game was still fairly even in its early moments until the flood gates opened. Stand out performers in the Academy camp included Ras Diamond, Fred Dorvil, Wildens Delva, Alex Bryan, Elton Charles

and Jerry Liluce. In the feature clash the SWA Sharks were hoping for a replay of last season’s opener when they got the better of Cheshire Hall, but it was not to be as they lost 1-7. Stephens Derilien opened the scoring in the seven minute and Lenford Singh, Rodney Etienne and Jeanlis Job (who transferred from Rozo this year) made their presence felt with constant attacks on goal. Syed Hassan scored the consolation goal for the Sharks. The league continues on Friday with Rozo meeting Flamingo from 19:00h and then on Sunday from 17:30h with Beaches against Teachers and Sharks against Trailblazers (19:45h).
