PNP commits to passing Freedom of Information Ordinance if elected

DEVELOPING countries in the Caribbean have recognised the role of a free media in the democratic process and the Turks and Caicos Islands’ Progressive National Party (PNP) has committed to passing a Freedom of Information Ordinance if elected.

In the English–speaking Caribbean, Antigua and Barbuda (2004), Belize (1994), Jamaica (2002), and Trinidad and Tobago (1999) have passed access legislation and several countries including the British Virgin Islands, Cayman Islands, and Guyana are discussing their own draft legislation.

At-Large candidate for the PNP and former Chief Minister, Mr. Washington Misick, told the Weekly News that the Freedom of Information Ordinance will be a

priority of a PNP administration.

He said, “One of the things we have to do is find out what legislations have been drafted and prioritise them.

“We can only move as fast as the legal resources allow us, but definitely the Freedom of Information Ordinance is important.

“I cannot say it will happen in the first 100 days, because we have a large number of important legislations, such as socially related legislations, that we have to address, but it something we must deal with.”

Misick added that in the interim there are other provisions that will support access to information.

He referred to the party leader, Dr. Rufus Ewing’s commitment to being transparent in governance.

According to Misick, this commitment includes making public their list of targets, of which

the public will be able to judge the progress.

He noted too that a PNP administration will hold regular post cabinet press briefings, as well as issue weekly updates from the Premier’s office.

In an invited comment, Ewing said there will also be continuous collaborations with Turks and Caicos Islanders so they are involved in the process and will be able judge the party’s administration of the nation’s affairs.

“You will know what we will be doing every step of the way,” Ewing posited.

Neighbouring Bahamas, this year introduced their Freedom of Information Act and Environment Minister, Mr. Earl Deveaux, in his contribution in the Bahamian House of Assembly in March, said, “This freedom of information law has the potential to dispel fears about secret deals, cronyism, personal favours, preferential contracts, and other perversions of the public interest for private gain.”

Governments worldwide are

moving towards openness and transparency with the development of legislation to facilitate access to information, which has been touted as an essential requirement for modernisation of the public sector and for effective governance.

Factors influencing the approval of this legislation have included internal and external pressures from civil society, local and international press associations, and regional and international organisations.

Freedom of Information laws have an overall objective of mitigating corruption and provide the general public with the ability to request documents and other materials held by all government agencies and other agencies receiving public funds.

The exemptions identified under the laws are usually based on ensuring national security.

Final list of electors ready THE final list of electors was made public on Wednesday, in accordance with the Elections Ordinance.

The Supervisor of Elections, Mr. Dudley Lewis, has arranged for the Electors Register to be placed at 56 locations across the Turks and Caicos Islands.

This Electors Register currently shows 6,896 verified electors who can exercise their right to vote at

general elections on November 9.

According to the election’s office, an additional supplementary register of 349 electors will be published later.

Dolphin Cove Jamaica picked up the top award as the Caribbean’s leading adventure excursion operator at the World Travel Awards ceremony held last month, coincidentally held in the Turks and Caicos.

This project has been granted a business license to operate, but it still requires to complete all of the necessary planning and environmental impact studies.

The company is in ongoing discussions with Department of Agriculture’s Environmental and Maritime Affairs officials to ensure that it complies with planning and the highest welfare standards.

The company is also seeking to lease Crown Land.

Dolphin Cove already operates to the animal welfare standards required in the United States relating to marine mammals in captivity.

During 12 successful years of operation, Dolphin Cove Jamaica has also demonstrated a strong contribution to dolphin educational and conservation programmes. It is now seeking to extend this worldclass service and unforgettable experience of interacting with these amazing marine mammals to the Turks and Caicos Islands.

“It is further confirmation of what we already know – that the Turks and Caicos Islands is a very attractive place in which to do business.

The Governor maintained that there are a number of extremely positive leads being dealt with by the Investment Unit, adding that further announcements on other deal may be made soon.

InterHealth Canada may forfeit on hospital deal – Ewing

LEADER of Progressive National Party (PNP), and former Medical Services Director, Dr. Rufus Ewing, has said that InterHealth Canada could have to forfeit on the healthcare deal, if it is found that they have breached performance clauses.

The result of the contract was two two-storey hospitals – one in Provo with 20 beds and the other in Grand Turk with 10 beds that came at a high cost to the people of the Turks and Caicos Islands.

The ‘exit clause’ in the InterHealth contract is reported to have penalty cost of $125 million, exclusive of the $125 million mortgage on the hospital buildings, which has a reported 12 per cent interest rate.

If the mortgage runs its full 24-year course, the buildings will have cost TCI residents half a billion dollars.

Ewing told the Weekly News that reviewing the performance indicators against what InterHealth Canada has accomplished will be something that the party will address from day one, if elected.

He said, “The first thing to look at will be service reviews and this will involve putting in place a contract management team, a clinical service review board to do reviews…this is

something we will definitely push.

“According to the contract they should have put forward an audited financial reconciliation before we go to what we call capitation [the annual fee paid to a healthcare practice by each participant in a health plan.

“The first two years of the contract is what we call a cost plus and after those two years we go to capitation and the cost is fixed.

“The service contract is only binding for that time (before we go to capitation) and if they do not perform there could be a termination of the service agreement.

The ‘exit clause’ in the InterHealth contract is reported to have penalty cost of $125 million, exclusive of the $125 million mortgage on the hospital buildings, which has a reported 12 per cent interest rate.

“We have to look at this before we go to capitation.”

According to the party leader, there are clear default clauses in the contract.

Ewing said, “In the past both parties, the government and InterHealth, defaulted against each other so they were not inclined to enforce the clause on each other.

“But we have to as a government make full commitment to the contract and enforce all the clauses.”

The full version of the contract, which included 187 separate files and a mind boggling 7,665 pages, was leaked in August.

The speedboat that was siezed

Police sieze suspicious vessel POLICE, on Sunday, arrested a male suspect and seized a boat after its captain failed to comply with instructions.

According to the police, the Turks and Caicos Islands Government Radar Station informed the Royal Turks and Caicos Islands Police Marine Division of a vessel they

were tracking.

The vessel was located and given verbal instructions to stop by the police.

However, the captain disregarded the instructions and proceeded to the South Side Marina, where all the occupants abandoned the vessel.

Police officers searched the boat, which is believed to have transported illegal migrants, where a large quantity of rum was found.

Marine officers later found and seized two duffel bags containing a large amount of suspected marijuana in the water.

Investigation is continuing.

New Grand Turk water plant doubles production capacity GOVERNOR Ric Todd signed the $890,000 contract promised in this year’s budget for a new salt-water reverse osmosis (SWRO) water production plant on Grand Turk, on Tuesday.

Todd’s signature confirms the contract between the Turks and Caicos Islands Government and Matrix – a division of Aqua Chem, Inc., of Fort Lauderdale, Florida.

Under the contract terms, Matrix will design, supply, install and commission a new salt water reverse osmosis (SWRO) plant for the Water Undertaking of Public Works Department, Grand Turk.

The project is a turnkey contract, with a completion time of 19 weeks from the date the first advance payment is issued on October 12.

This will see the works completed by the end of February 2013.

The Governor said, “The replacement of the outdated plant on Grand Turk was clearly long overdue.

“This is why it was identified in the budget process this year as one of the key infrastructure projects for this financial year, alongside the refurbishment of roads and schools.

“It is almost miraculous that the water engineers on Grand Turk have been able to keep the plant that they have operational for so long.

“I am also pleased to say that the situation on Salt Cay has also stabilised. The plant there has been operating steadily now for some time.

“The same budget process that identified the funds to replace the plant on Grand Turk this year has also planned to replace the plant on Slat Cay too.

“The situation there has improved considerably and we have a sound plan for it to be remedied permanently as a priority next spring.”

The Water Undertaking and Project Management Division of the Public Works Department will manage the project.

The production capacity of the new SWRO plant alone will be 300,000 gallons per day, more than doubling the existing 250,000 gallons currently produced on the island each day.

Water demand on Grand Turk is around 350,000 gallons per day.

When the project is commissioned, the following are some of the expected benefits: • More efficient and modernised operating system; • Increased production capacity; • Improved level of service throughout Grand Turk; and • Increased continuity of service throughout Grand Turk.

The two existing reverse osmosis plants on the island are expected to be fully repaired and maintained to act as a back-up to the new plant.

Works on a new permanent building to house the existing and new SWRO plants to prevent deterioration of the units are expected to be tendered separately and in addition to acquiring the new plant over the next few weeks.

LEADERS in the Christian community and the political arena amassed the support of their followers in a definitive stand last week against the provisions of the Equality Bill proposed by Governor Ric Todd, in particular the push for gay rights.

Do you think the protest action will yield any results?

Or will the interim administration move forward with the bill, in the same way they pushed through with the Value Added Tax, which continues to face major opposition?

The Equality Bill, according to the Governor’s office, is expected to be passed early October.

Socialist bureaucrats

It will be shoved down our throats, as were other bills in the past.

The British socialist bureaucrats do know what is best for us after all!

Bill will pass regardless

Everyone is entitled to basic human rights, however we are a country that believes in what

the Bible teaches.

Therefore besides those rights, if this means that gay persons can freely express themselves in public places displaying intimate affections, I cannot agree with it.

However, I know that most of these bills are only being put out there and are only going through the formalities.

This bill will pass no matter what the people want or say. This is why we need to be more careful as to whom and what we open our gateways to.

I do not think the protest will make any difference to the interim administration.

However, the protest will make a difference to our country and the world because we showed that TCI will stand for something.

We will continue to be grounded in our Christian faith and will not compromise our position on anything that is contrary to the word of God. The Christian community has spoken by way of a protest and the record is that they were not silent. Therefore, it made a difference to me personally.

I just hope when the politicians are elected they will not forget our stance and become easily persuaded by the British and their socalled equality rights.

Little effect

This as so many previous laws will be put in place, but also will have little or no effect except to bring those gays who wish to be married in the public eye, out of the

closet.

Otherwise, they and we will not say and will not tell.

Later we will change it in Parliament and let Britain refuse to incorporate the change!

Fooling the people

If the politicians cannot make any changes in the bill, or stop the bill then this shows the people of the Turks and Caicos Islands how powerless they are.

This is just how they have been all the time while they are running around trying to fool the people.

Billboard vandalism condemned by political parties

BY VANESSA NARINE TWO of the three political parties have had billboards vandalised in the last two week, an act that has drawn significant criticism from all the political parties.

The most recent incident was in Wheeland, where a People Progressive Party (PPP) billboard was knocked down.

Deputy leader of the party, Mr. Zhavago Jolly, told the Weekly News that such acts are not a great display of maturity.

He said, “It is disheartening this level of malicious intent and vandalism in TCI politics.”

According to him, many Islanders are open-minded, the exception being a minority.

Police sieze massive amount of marijuana THE Royal Turks and Caicos Islands Police, on Monday, in a joint operation with the Immigration Task Force acted on information and executed a search warrant on a home located in The Bight for illegal drugs.

During the search 67,254grams (148.13lbs) of suspected marijuana with a street value of

$672,540 was found in a vehicle belonging to the homeowners.

The Police have arrested a 50-year-old-woman along with two males, a 21-year-old and a 45-year-old, (21and 45years old) in relation to their findings.

Investigations are on going into this matter, according to the police.

“We are not accepting responsibilities as a party for any allegations being made now and we wish to ask the electorate to be tolerant and respectful of each other.

“We encourage all of us to lift the standard to focus on the myriad of issues that face us a people and to demand all political aspirants to offer their plans and solutions.”

Inspector Mary Durham said, “Stealing campaign billboards

will not be tolerated…this act is not an appropriate behaviour that the Turks and Caicos Islands communities want during this election period.”

Advisory Council meets for last time – Discuss public financial management framework THE Advisory Council met with Governor Ric Todd on Wednesday for the last time and addressed the public financial management framework.

The Fiscal Framework aims to build on the longstanding United Kingdom’s Foreign and Commonwealth Office borrowing guidelines for its Overseas Territories and the Framework for Fiscal Responsibility (FFR).

It covers the following subject areas: • Broad principles of good financial management, including transparency, accountability risk management and measurement; • Standardised borrowing limits (FCO borrowing guidelines), which are specified as needing to be complied with by a certain date. (a) Net debt must be less than 80 per cent of revenue; (b) debt service must be less than 10 per cent of revenue; and (c) Liquid assets must be greater than 90 days of expenditure; • A National Economic Plan; • Capital project procurement; and • Partnership with the UK, including exchange of public finance information.

Todd said, “During my inauguration speech last year, I said that I had set three personal goals for my time here as Governor: to continue to make progress against the milestones, to increase Government transparency and to support economic growth.

“It is only fitting, therefore, that the very last Advisory Council meeting tackles regulations which ensure continued delivery against all three of these objectives.”

Under the new constitution, the new elected government of the Turks and Caicos may choose, after consultation to bring forward a further framework document, which must be agreed by the UK Secretary of State.

The standards and thresholds for good financial management will be clear and will not be able to be superseded by a further framework document written by a new administration until the Secretary of State gives his approval.

FRAMEWORK’S FOCUS The management framework outlines its focus as being committed to: • Creating a vibrant and sustainable

Voter education plan outlined SUPERVISOR of Elections, Mr. Dudley Lewis, on Thursday, disclosed the contents of the Election Office’s voter education programme for the Turks and Caicos Islands (TCI) in the run up to the general elections.

He said, “There is a new voting process for this election with each voter receiving two ballot papers when they enter the polling station on November 9.

“The first white ballot paper will list all of the candidates for that single electoral district in which that voter is registered.

The voter should mark a single X next to the candidate that they want to win.

“The second green ballot paper will list all of the All Island or ‘at large’ candidates for the entire Turks and Caicos Islands. The voter should mark an X next to a maximum of five candidates that they would like to become Assembly Members.

“To be clear, they can mark five or less than five candidates on the green paper, but if they mark six or more they will spoil their ballot paper and their vote for at large candidates will not

be counted, unless that paper is destroyed by the presiding officer and a new ballot paper completed correctly.”

• According to him, the voter education programme will feature: • Public meetings held by the Elections office in Grand Turk, Providenciales, North, Middle and South Caicos and Salt Cay, which will explain the voting process using a range of education materials.

• The distribution of voter education leaflets through Government offices, District Commissioner offices, community centres and shops.

• Posters detailing the voting process mounted at the polling stations.

In addition, the Elections Supervisor noted that returning officers and staff will be available at each polling station to explain how the voting process works on the day of the election.

It also addressed the restoration of prudent fiscal management and creation of an environment in which people and businesses can plan with confidence, through: • Controlling government expenditure; • Limiting new borrowings; • Re-aligning the revenue base; • Improving the performance of statutory bodies; and • Reducing costs by working in partnership with the private sector.

On the note of policy principles, the framework calls for government to commit to effective mediumterm planning, to ensure that the full impact of fiscal decisions is

understood; and putting value for money considerations at the heart of the decision making process; effective risk management; and delivering improved accountability in the public sector.

This framework sets out the key principles that are encapsulated in the Public Financial Management and Procurement Ordinances, which will also specify the detailed requirements necessary to deliver the principles in practice together with agreements to operate within the debt structure approved by the Secretary of State as required under the ordinances.

Todd officially thanked the council’s members, past and present, for their contribution to their country and their “expert counsel” to him personally as leader of the interim administration.

He said, “I know that I speak also on behalf of Governor Wetherell in

thanking all the men and women of the Advisory Council for their exemplary service which they have given with honour and dedication.

“On behalf of the people of the Turks and Ciacos Islands, I would like to simply say a heartfelt thank you.”

The Advisory Council was instituted in 2009 to “contribute to the good governance and sustainable development of TCI and promote the principles of transparency and accountability in public life”.

It has acted as a “cabinet” where the Governor could discuss issues in confidence, take advice and gauge local opinion on key matters.

It included the TCIG Chief Executive, Attorney General, Permanent Secretary Finance, and up to seven other ‘nominated members’ appointed by the Governor, of whom at least five shall be Turks and Caicos Islanders.

Registration process for candidates almost complete

THE registration process of candidates contesting the upcoming election is almost complete, according to Director of the Integrity Commission, Mr.Eugene Otuonye.

Otuonye told the Weekly News the commission met this week and will pronounce on approvals early next week.

He noted that currently, in line with the Political Activities Ordinance that was passed in August, political parties are reporting weekly in relation to records of donations and candidate expenditure.

The director added that the next step for political parties is for its candidates to report any interest in government contracts.

He explained that the constitution will be reinstated on October 15 and the Election Writ is expected to be signed on October 16.

“After that is done, if candidates have any personal interests in government contracts, or their firm has an interest, then they have to declare that with the commission,” Otuonye said.

According to him, once the registration process is complete, the declaration of interests made and the reports of donations and capital expenditure are made, parties will go forward to the November 9 elections.

PROCESS FOR INDEPENDENTS Otuonye told the Weekly News that the process for persons running as independent district and independent At-Large candidates are slightly different.

The director said independent candidates do not have to register.

However, he noted that the commission is in talks with the Attorney

General’s Chambers to have an amendment of the Integrity Commission Ordinance drawn up to register in the same way political parties do.

He said, “We are considering the amendment, but it will most likely not be ready for this round of elections.

“The purpose is mainly to ensure that they are documented as participating in the process.”

Otuonye maintained that even though the independent candidates are not registered the commission still has checks in place to ensure that they are capable to run for public office.

He added that also, unlike political parties, independent candidates are not required to make weekly reports in relation to records of donations and candidate expenditure.

According to him, section 68 of the Political Activities Ordinance outlines clearly that a person who stands as an independent candidate for election to the House of Assembly, including election as a member for the all islands district, must, not later than ten days after the date of the poll at the election submit to the commission a record all money paid or other property transferred to him during the relevant period; and the identity of the person who paid the money or transferred the property.

The law also stated that such a person must, at the same time submit to the commission a record of all expenditure incurred by him during the relevant period.

According to the Political Activities Ordinance independents are allowed a campaign spending limit of $30,000 if they are running in an electoral district and $100,000 if they are running At-Large.

The director added that if elected, the independent candidate, as a person in public life, has to file his or her declarations with the commission.

Otuonye maintained that the commission only has jurisdiction over persons in public life and pointed out that the constitution is clear about the powers of the commission.

According to him, after the elections, the new officials have three months to file their declarations with the commission.

The director added that if all is well the officials continue as persons in public life and if not they are asked to step down.

The commission met with candidates who expressed their intention to run as independents on Wednesday, where Otuonyeoutlined how the commission intends to manage and operate the compliance rules concerning independent candidates and their obligations under the Political Activities Ordinance.

Otuonye stressed that the commission will continue to work with the parties and independent candidates in the run up to, and after the general elections to establish and maintain transparency and integrity of party and candidate election finance on behalf of the people of the Turks and Caicos Islands.

TCI’s financial services industry to get boost THE public and private sectors are collaborating to revitalise Turks and Caicos Islands’ financial services industry.

The TCI Government, on Wednesday, announced progress towards the revitalisation of the industry.

Governor Ric Todd confirmed that following the Financial Services Commission (FSC) seminar entitled ‘Vision 2015’ of earlier this year a Financial Services Coordinating Committee was established.

The aim of the committee is advancing plans and activities that will serve to position the Turks and Caicos Islands as an attractive, well regulated financial services centre among its global competitors.

The seminar, held in February, was attended by a wide representation from government and the private sector.

It had addressed the sustainable development for the financial

services sector, and agreed that improved communications between all stakeholders within the industry and government was key in identifying opportunities for the promotion of the Turks and Caicos Islands to international markets.

According to Todd, government continues to build on the success of the seminar and the willingness of the financial service industry to fully collaborate with the public sector.

The Governor said, the Turks and Caicos Islands has a key opportunity to revitalise its Tourism, Investment and Financial Services industry as it sits on the doorstep of two of the world’s biggest markets.”

Reports are that talks have already taken place to improve and introduce a number of pieces of legislation in the TCI to ensure the most modern legislative framework supports the financial products and services

available.

The committee has also begun exploratory discussions aimed at producing a robust marketing programme that will seek to raise the visibility of the Turks and Caicos with a clear message that the country is open for business.

Todd said, “The partnership of public and private sector represents a key turning point and demonstrates the government’s ongoing commitment to support the growth and further development of the financial services industry and all that it has to offer to the economic viability of the Turks and Caicos Islands.”

The Financial Services Coordinating Committee is presently comprised of both public and private sector membership, including representation from the Governor’s Office, TCIG Investment Unit, the FSC and various Financial Industry Associations.

Major parties not satisfied with information provided by TCIG

BY VANESSA NARINE THE two major political parties, the Progressive National Party (PNP) and People’s Democratic Movement (PDM), contend that they are not satisfied with the information provided by the Turks and Caicos Islands Government (TCIG).

Leader of the PNP, Dr. Rufus Ewing, told the Weekly News that the party is not convinced that it has a clear understanding of the real picture.

He said, “We still have to find out what the true picture is, particularly with the financial position.

“We have been engaging the interim administration, but going in, we will not do it with our eyes closed, but with our eyes open, expecting the

worst.

“We have to go in knowing what our priorities are and how quickly we can act on our priorities.”

At-Large candidate and former Chief Minister, Mr. Washington Misick, added that in his assessment the Ministry of Health and Education has proven to be working effectively.

He pointed out that in past, a PNP administration has had trouble with senior civil servants continuing their functions under a new administration.

“What we had was senior civil servants who were not getting down to the tasks of the public service, but were taking sides,” he said.

However, Misick was optimistic that going forward there would not be major conflicts on issue of policy.

Police headquarters relocated

THE Royal Turks and Caicos Islands Police headquarters on Providenciales, along with a few other departments, have been relocated to the previous TCI Community College Building located on the Old Airport Road.

The Departments which include the Office of the Commissioner, Deputy and Assistant Commissioner, Professional Integrity Unit, Criminal Investigations, Financial Crimes Unit, Information Technology, Joint Intelligence Unit, Scene

of crimes, fingerprint analysis, Tactical Unit, Traffic Department, 911 and Police Records.

Commissioner of Police, Mr. Colin Farqhuar, said, “ The Royal Turks and Caicos Islands Police will have two headquarters, one on Providenciales and one on Grand Turk.

“I also would like to inform the public that there will be relocations of Police Headquarters on Grand Turk at the end of this month, further information as to new locations will be given soon.”

Sharlene Cartwright-Robinson, told the Weekly New that the party is continuing its engagement with TCIG. However, like her fellow politicians, she agreed that the PDM is not satisfied with the information provided.

She said, “They have presented us copies of the budget, but I would not say that what we are seeing is the complete story.

“We are not confident that we have the whole picture. When we get into office only then we will fully see what is going on.

“Until we sit in government we will not know….when we get there we will see the whole picture.”

The interim administration began meeting with the leadership of local political parties and independents in the run up to the General Elections in July.

TCIG’s Chief Executive, Mr. Patrick Boyle, on July 13, said, “The Permanent Secretaries and I are looking forward to the meetings and are keen to share information in a fair and equitable manner by meeting with all of those who will put themselves up for office.

“Our objective is to ensure that politicians forming the new administration will have the knowledge they need to be up and running immediately after the elections.”

According to Boyle, the aim of the meetings was to brief politicians on TCIG’s strategic policies and plans and was in keeping with the interim administration’s commitment to a smooth transition to self-government in the Turks and Caicos Islands.

TCICB claims subjective, CFO

CHIEF Financial Officer (CFO), Mr. Hugh McGarel-Groves, this week, debunked claims made by the Turks and Caicos Independent Business Council (TCIBC) that the reductions in import duty figures are misleading.

In a statement, the CFO noted that the overall position is that the Value Added Tax (VAT) is a replacement tax intended to be revenue neutral with any cost rises kept to a minimum – hence the extensive list of exempt and zerorated items.

McGarel-Grovessaid VAT’s purpose is to provide the government with a more stable and predictable income stream with which to better support spending priorities.

The CFO maintained that the TCIBC’s figures “appear subjective” given that they only support their anti-VAT case.

He pointed out that: • No calculations included for hotels and restaurants, which will be able to offset input tax against output tax, which they cannot do at present against Accommodation Tax. • Calculations assume rather high mark-ups of 35 per cent +, which will produce greater VAT effect on sales prices. (Question: is this IGA’s mark-up, if we assume their accountants were involved in the worked examples provided?).

• TCIBC figures makes no mention of the extensive list of everyday items that are zero rated and VAT exempt. There will be no effect on these prices.

• There is also no mention of the

input VAT that can be recovered on overhead costs, hence individual product margins can be reduced without reducing overall business profitability.

• Some prices could fall slightly where import duties have been reduced by 15 per cent pending on the make-up of costs and sales price mark-ups; generally we would expect the prices of these item to remain about the same.

• Where import duty has been reduced by 10 per cent, we would expect a net price rise averaging three to four per cent, depending on the sales price mark-ups and the extent of VAT recoveries on overhead costs.

McGarel-Grovessaid, “As we have always said, service businesses that have very little input VAT to offset against output VAT, we would expect the sales price inc VAT to rise by up to the amount of the VAT, that is 11 per cent, although VAT can be offset too.”

Commonwealth parliamentary association observer team for TCI

GOVERNOR Ric Todd, on Thursday, confirmed that the Commonwealth Parliamentary Association British Islands and Mediterranean Region (CPA BIMR) will facilitate a team of observers for the upcoming elections.

Todd said, “Applying the highest international standards has been crucial to the reforms and changes that have been brought about over the last three years.

“It is a logical extension of this process to make sure that we show the world that we can meet and exceed the highest standard of conduct through this election monitoring team’s judgement, conclusions and report.”

According to the Governor’s office, during a busy programme on polling day, the team will cover seventeen polling stations on Grand Turk, Providenciales, South Caicos, Salt Cay, North and Middle Caicos.

The team has been selected, in coordination with the Association of Caribbean Electoral Organisations

(ACEO), and will include Members from the UK Parliament and the Parliament of Gibraltar together with observers from BVI, The Bahamas, Guyana, Jamaica and St Lucia.

The Election Observer Team members are: Mr. Gasper Jn Baptiste, Deputy Chief Elections officer, St Lucia; Mr. Joe Bossano MP, Minister for Enterprise Training and Employment, Gibraltar; Mr. Thomas Doherty MP, UK Parliament; Mr. James Duddridge MP, UK Parliament; Mr. Sherlyn Hall, Deputy Permanent Secretary, Parliamentary Registration Department, The Bahamas; Mr. Keith Lowenfield, Assistant Chief Election Monitor, Guyana; Reverend Lowenfield, Assistant Chief Election Monitor, Jamaica; and Ms. Juliette Penn, Election Commissioner, British Virgin Islands.

The Election Observer will be in the Turks and Caicos Islands (TCI) from November 6 to the 12 and will present its report to the Governor before departure.

However, the Weekly News made several requests for information from the People Progressive Party’s (PPP) deputy leader, Mr. Zhavago Jolly, which were not answered up to press time.

That said, the fact the deputy leaders of the PDM and PNP are known accomplished individuals is only half the story.

Leading up to a critical election, the electorate demands something to change the narrative – the basis of representative democracy – politicians answering the questions people need answered.

Sharlene Cartwright-Robinson PROFILE Deputy Leader of the PDM, Mrs. Sharlene Cartwright-Robinson: Born in 1971, she is a lawyer by profession and spends a great deal of her time in service to her Country.

She has held membership on many influential bodies including: the Legislative Council; Chairman of LegCo’s Select Committee on The White Paper entitled “Partnership through Progress”; the Country’s First Indigenous Constitution Review Body; Blue Ribbon Commission on Immigration; Ten Year Country Plan; Boundaries Commission; Coordinator of ‘The National Conversation’; and until recently she served as a member of the Governor’s appointed Consultative Forum.

Cartwright Robinson is widely known for her work among youth. She currently serves the TCI Baptist Union as its National Youth Director and is the Union’s Legal Counsel. She is also a Northern Director for the Youth Department of the Caribbean Baptist Fellowship. An active member of the Kiwanis Club she was the first female elected Secretary and President.

She has also served as a Director and Chapter President in the TCI Cancer Foundation. She was recently appointed as a Justice of the Peace with special responsibility for HM Prison.

A candidate in the General Elections of 2003, Sharlene was the first female to serve her Party as Vice Chairman, Secretary General, National Chairman and now Deputy Leader.

Cartwright Robinson is a privileged member of a small Alumni of 5000 people around the World having last year completed the Canada Caribbean Emerging Leaders Dialogue, a Duke of Edinburgh Leadership Development Conference.

She is married with two daughters.

Cartwright-Robinson on Issues 1. What is your party’s focus?

My Party's focus is the focus of the people of these Islands. The cries are unanimously the same.

Our people want a strong economy - one that provides finance for the Government of the day and one that provides jobs for the people with living wages. They want access to proper healthcare and specialist care, general accessibility. They want proper policies in immigration, labour and business systems that address our needs and protect our opportunities and lands. Our youth want a chance to be educated and to be afforded a chance to be productive

citizens. Our civil servants, workers generally, businesses and residents want an environment that is conducive to working, living and doing business.

2. Can you say how your contribution and experience will assist in the development and growth of TCI? I have had a unique experience in having become the single TC Islander that has served in the most influential bodies in recent times.

In the past ten years or so, I have served in Parliament, on the National Constitution and Immigration Review bodies, 10 years on the National Planning Committee, on the Boundaries Commission and on the legal team that defended against Election challenges, as Coordinator for the National Conversation and recently on the Consultative Forum.

These bodies allowed me the opportunity to understand how Government works, to see how the electoral system works, to hear from all peoples of the TCI, to understand the Constitution and what we need and want, to understand from inside out our Immigration system and also the ability now to know the laws that must be addressed on elected to Office.

I have had the benefit of working with peoples in various countries and sectors and this is certainly a plus.

3. What are your plans and the party’s plan for the first 100 days in office?

We have a series of Meetings lined up already to meet with stakeholders to get the economy going. We must meet with the various departments in government, hotel workers and others in the hospitality industry.

We must immediately commission a review of the Police, Immigration, Education and other vital sectors.

We must engage our youth and review the staffing and funding of the Youth, Sports and Culture Departments.

We will revisit the structure of Ministries and set in motion our review

of legislation recently passed that are not "TCI friendly" and we have to meet with the Clergy and people of these Islands and take a listening tour.

4. Each politician has his/her own agenda, an issue that is close to him or her. What is yours?

Youth is my daily function. All of my work is directed at youth and for youth.

I believe that if we work and shape the youth of today, we can shape the future of this country.

I also believe that this calls for touching each child through Church, Civic Groups like Kiwanis or through formal education in Schools.

We have serious talent, great ideas and skills trapped in our youth and we just have to tap into it and provide a release.

Carlos Simons PROFILE Deputy Leader of the PNP, Carlos Simons, OBE QC: Simons was born in Salt Cay to Carl and Susan Simons, merchant seaman and housewife respectively. Carlos is the fifth among seven surviving siblings of four girls and three boys (including Carlos): one girl died in infancy. He attended the Salt Cay Primary School until age eight when the family moved to Grand Turk so his older siblings could attend high school. Carlos attended the Grand Turk Primary School and then the Turks and Caicos High School from which he graduated in 1970 at age 15.

Simons continued his education at Queen’s College in Nassau and returned home to teach for two years at his old High School before going off to the University of Guyana in 1974. He subsequently taught for another year before enrolling for his Master’s at the University of London in 1978 and upon completion, he was appointed to the post of Under Secretary in the Ministry of Education where he served for two years.

In July 1983, Mr. Simons graduated from the Inns of Court School of Law in London as a Barrister and was called to

the Bar of England and Wales. He was admitted to practice as an Attorney at Law of the Supreme Court of the Turks and Caicos Islands in January 1984.

He helped to establish the law firm of Miller Simons O’Sullivan where he is currently the Senior Partner and where he has spent his entire practicing career.

Simons has always been keen to give back to country and community and in this vein he has served as chairman or as a member of most statutory boards, including the Community College, the National Insurance Board, the Public Service Commission and the Financial Services Commission. He has also twice served as President of the Turks and Caicos Islands Bar Council. He comes to his present offer of service with two terms in the legislature already under his belt, once as the PNP elected member for Salt Cay and more recently as the Governor’s appointed member. He resigned in February 2010 as Chairman of the Consultative Forum.

In October 2002, Simons was appointed to the rank of Queens Counsel (QC) in recognition of his contribution to the legal profession

in the Islands and of the example and standards, he has set in the practice of law. Also in June 2002, he was admitted to membership of the Order of the British Empire (OBE) in recognition of his record of public service, a record that he now offers to build upon.

Simons’ vision and goal for the TCI is that of a prosperous, stable 21st century democracy, based upon the rule of law and where access to education, jobs and affordable health care is available to all.

Simons on Issues 1. What is your party’s focus?

Putting people to work has to be number one, which means revving the economy and creating jobs so people can take care of themselves and their families.

Nation building is about building institutions and historically this is what we have done.

2. Can you say how your contribution and experience will assist in the development and growth of TCI? I can contribute to stable and

responsible government. This is what I intend to provide to the TCI, stable and responsible government where people respect each other at home, as well as abroad.

Without the reins of political power there is nothing really you can do. I have been helping in the community since I left school, but without the reins of power your impact is limited.

3. What are your plans and the party’s plan for the first 100 days in office?

I caution people against thinking that things will change drastically for the better on November 10. This will be a hard struggle against a very stubborn Interim Administration, the remnants of which will be the Governor and the

Chief Financial Officer.

It will be an almighty struggle for an elected government to represent the people, but we will do that from day one.

The longest journey begins with the first step and November 10 will be that first step. Going forward from there, we will be looking short-term goals like restoring the 10 per cent cut on civil servants salaries.

Everything and everyone; the PNP intends to take government on November 10 and make the lives of people better.

Governor responds to members of the Providenciales Ministerial Fellowship Dear Sirs, Thank you for your letter of September 24 enclosing a copy of your press statement regarding the draft Equality Bill.

I am grateful to you for joining the public consultation about this bill.

I hope that you would agree that this bill offers protection from discrimination for everyone, whether based on age, disability, marriage, political opinion, race, religion or belief, sex (male or female), and sexual orientation.

It is very comprehensive and has been designed to benefit all.

Your concerns, as set out in your press statement, largely relate to sexual orientation.

In it, you say that there are portions of the Equality Bill that “impose a culture which contradicts both our Christian heritage and convictions” and that it will “eat away at the very heart of the family”.

You underline the importance of both marriage between a man and woman, and the family headed by a husband and wife.

I hope that if I set out some of the background and objectives to this bill I will be able to allay your concerns.

The purpose of the Equality Bill is to support the constitution, and the European Convention on Human Rights, in their application and to ensure that those who believe they have been discriminated against have appropriate legal recourse.

In other words, the Equality Bill is designed to dovetail with the existing law.

Homosexuality is legal in the Turks and Caicos Islands.

Furthermore, non-discrimination on the grounds of sexual orientation was included in the 2006 Constitution by virtue of reference to ‘other status’ [Section 15 (3)], and is included in the 2011 Constitution by actual reference to ‘sexual orientation’ [Section 16 (3)].

So, the inclusion of sexual orientation in the Equality Bill is in accordance with current law; the constitution; it is not a new initiative

by the interim administration.

There is provision in the bill to equalise the age of consent: to make the age of consent for homosexuals the same as the age of consent for heterosexuals.

This is because the Turks and Caicos Islands is in breach of the European Convention on Human Rights.

The European Court of Human Rights has already ruled against discrimination on this matter in other cases it has heard.

As a responsible government, we must act accordingly and ensure the TCI is compliant.

Turning to your concerns about the imposition of values and undermining the traditional family, you will note that the 2011 Constitution specifically includes both provision for the importance of marriage and the protection of the rights to marry and found a family [Section 10(1)].

It also protects the interests of children and spouses in the event of a dissolution of marriage [Section

It is time for a change Dear Editor, Let’s get direct and straight to the point. It’s time for a change in the TCI. I’m not talking about a change of clothes or dress.

We need to change the way we see ourselves in relation to each other; change our attitudes towards the way we acknowledge the facts about our history – past to present.

Unless and until we make the necessary adjustment realistically we will forever be lost.

BLINDNESS Neither blindness nor ignorance is bliss. Can the blind lead the blind?

Can the ignorant (ill-informed) pilot the educated? I think not.

Again, without vision the people will perish. A person without a political consciousness is not a complete human-being, because whether he/she likes it or not, politics control our lives.

We must have social consciousness, spiritual consciousness, and civil consciousness – a consciousness that’s realistic, progressive, proactive and responsible.

Are we not our brother’s keeper?

Who is better – a brother or a friend.

Again, at the end of the parable of the ‘Good Samaritan’ Jesus asked the question of who is thy neighbour, the answer is the person that does well onto you.

Do you realise that Cain and Abel were brothers? All of the above proverbial clichés points to the necessity for us to seriously reflect on our attitude/relationships to/with persons residing in our country.

MIGRATION OF THE HUMAN RACE From the Garden of Eden the whole human race has been and continues to migrate from place to place.

300 TCI SLAVES When Haiti unilaterally declared its independence from France in 1804 as the first black republic in the western hemisphere, some 300 slaves (our brothers & sisters) escaped from the TCI and fled to Haiti to freedom.

HAITIAN CONSTITUTION The Haitian constitution declares and dictates that as long as a person can prove that they are of African heritage, that person can become naturalised as a Haitian national upon request.

That is the noblest gesture that

Haiti’s fore-fathers could offer to the black of the world.

Unfortunately when Haitians fought for their independence was the only time in their history.

At the same time there have been Haitians that continue to make historical impact upon the world, such are persons like the governor general of Canada, the past mayor of Miami.

These persons were born in Haiti but no longer Haitians. Where you were born you cannot change, but you can change your nationality.

WHAT ARE THE RIGHTS OF A CITIZEN? The apostle Paul, when he was arrested, was about to be flogged.

He asked the question about having a roman citizen punished without a trial.

He appealed to Caesar the Roman Emperor. Paul said that with a great price, he bought his roman citizenship. That’s why they took him to Rome. That’s how come he wrote the Biblical book of Romans.

Nothing in the Equality Bill has any effect on the family, marriage or the rights of husbands, fathers, wives and mothers.

Nor, does the Equality Bill legislate for same-sex marriage: the bill could not do so given that the constitution is clear that marriage in the TCI must be between an unmarried man and woman.

Far from undermining the traditional family, the Equality Bill supports it.

Under the bill, anyone who suffers discrimination because they are married can seek recourse.

Similarly, the bill provides protection with regards to pregnancy and maternity. In this respect, the bill provides support for those wishing to start a family.

Additionally, the bill provides for protection for those who are religious.

In doing so, those in the community who wish to uphold the long-held Christian traditions of the Turks and Caicos Islands are also offered protections in the event that they should suffer discrimination because of their religious beliefs.

The right of individuals to disseminate the tenets of their religion, whatever that religion may be, is also protected.

I also note that the 2011 Constitution makes specific provision for the freedom of conscience. No one is obliged to do anything other than follow the law.

The public consultation on the Equality Bill is still underway and it will be discussed at an open session of the Consultative Forum on Friday, October 5.

It is my intention to reflect carefully on the results of that consultation and the discussion of the Consultative Forum as well as the advice of the Advisory Council and the Human Rights Commissioner before reaching a conclusion on whether I should pass the bill into law.

Finally, I would like to take this opportunity to inform you that a new consultation will begin later this week.

The government will be reviewing current different age limits in law such as for the consumption of alcohol, owning a gun, gambling, as well as for getting married without parental consent, which is currently five years higher than the legal age of consent for sex between men and women.

Your views on these issues will be welcomed too.

Boldness of vision

Dear Editor, In the Turks and Caicos Islands there is a need for ‘Boldness of Vision’ by its leaders to ensure that sustainable development is achieved.

The two parties need to know loud and clear that inspiration is not enough to tackle the challenges the Turks and Caicos Islands face.

Challenges facing developing countries like ours. Turks and Caicos needs specific practical actions from its leaders that are relevant for today's realities.

To do so, Turks and Caicos needs both boldness of vision and agreement on specific actions that match the scope of challenges we as a nation face.

This boldness of vision should be set out through a high quality of sustainable development goals.

I think all leaders of this nation should know that goals on their own are insufficient if sustainable

development is to be achieved in these beautiful shores.

The vision leaders must translate into actions so that all, and I mean all, will benefit.

Leaders should acknowledge that accomplishing these goals will prove expensive, when a nation like ours is literally broken financially.

But don't let that deterrent set them back from achieving the ultimate goal of sustainable development.

These actions will be difficult and expensive, so we as a nation need to face up to the funding. There needs to be investments in areas that have been recognised as solutions to many of the problems facing the Turks and Caicos Islands.

We call on you leaders to commit to strong polities that will ensure that sustainable development is achieved.

THE People’s Democratic Movement’s (PDM) manifesto, or blueprint as it has been dubbed, will be made public next week, according to the deputy leader.

Mrs.Sharlene CartwrightRobinson said that the party is continuing to increase its presence around the islands as the elections draw nearer.

She told the Weekly News that the party held a meeting in South Caicos last week and, for the large part, addressed the revitalisation the island’s fishing economy.

Cartwright-Robinson added that the party’s leader, Mr. Oswald Skipping, recently met with officials of the recently opened Untied States of America Consulate.

Last Friday, she noted that she and Skippings met with top-level Carnival Cruise Lines officials Mr.Giora Israel and Mr. David Candib, to address the current operations at the Grand Turk Cruise Centre, which is operated

by Carnival Corporation, and their future plans for the port.

The deputy leader said, “The

meeting was important because it is vital to Grand Turk’s economy…we have to begin to look at private sector and revitalise the private sector in Grand Turk, especially since many who took the severance packages and left the civil service are leaving Grand Turk for better opportunities in Providenciales.

“We have to expand and diversify what we have in all the islands to create opportunities for all Turks and Caicos Islanders,” she posited.

At another key meeting recently, Cartwright-Robinson met with the Financial Industry Association.

The deputy leader said, “We are trying to ensure we diversify economy, we want to diversify financial services, so it is a strong sector.

“We have committed to working with them, especially in areas like staffing and the legislative framework they need to support them.”

THE Progressive National Party (PNP), last Saturday, hosted its National Policy Forum, where they engaged members of the public in an effort to allow them to provide feedback for the development of the party’s manifesto.

Party leader, Dr. Rufus Ewing, told the Weekly News that the party’s manifesto will be made public before October 17.

According to him, the forum was successful, particularly since it was well received.

He said, “What we did was outline all our policies related to the platform areas, jobs and the economy, tourism and hospitality, education and youth empowerment, healthcare and social policy and immigration and border control.

“We took questions and got feedback so that the public will assist in informing our plans.”

The party’s five At-Large candidates addressed the five main platform areas.

Former Chief Minister, Mr. Washington Misick addressed jobs and the economy; former Tourism Minister, Mr. Wayne Garland spoke to tourism and hospitality; Mr.Royal Robinson addressed healthcare and social policy; and deputy leader, Mr. Carlos Simons, addressed immigration and border control Ewing took on education and youth empowerment.

In his remarks at the forum, Ewing said, “As our country readies herself for democratic rule, it is incumbent upon us as future leaders to critically analyse the dynamics of the many key issues impacting our

society today.

“Even more important, it is essential for us to generate, sound governing principles and policies specifically targeted towards addressing these matters to the benefit of our people and our nation on the whole.”

He added that the forum was an opportunity for stakeholders across the Turks and Caicos Islands to participate in the “evolution” of the vision for the country, through exchange of ideas, experiences and perspectives.

The PNP leader stressed that the party holds the views of the people in “highest regard” and welcomes dialogue going forward.

Adding his bit, deputy leader, Mr. Carlos Simons stated that the PNP believes that democracy should involve the widest

possible participation of people in their governance, including the formulation of policies that shape laws under which they live.

“The National Policy Forum is intended as an opportunity for you to… participate in shaping the foundations of your democracy,” Simons said.

Chairman on the PNP, Mr. Trevor Cooke, in his address at the forum, said, “The forum is the first of many to come and is representative of the type of relationship we hope to forge with the people of this country, as we develop a prosperous and healthy Turks and Caicos Islands.”

According to him, the presentations made are in sync with the party’s key pillars, which are tied to the PNP’s vision for the country – particularly in the interest of creating opportunities for Islanders.

Sean Pratt gets bail

THE NASSAU GAURDIAN: A judge on Friday (September 28) set bail at $150,000 for a man accused of having cocaine worth $2.5m with intent to supply.

Sean Pratt, who has both Bahamas and Turks and Caicos Islands citizenship, was arrested on suspicion of drug smuggling on August 3 at North West Cay, off Great Inagua.

Jose Cabrera, the Dominican who was arrested with Pratt, pleaded guilty when he made his initial appearance before Deputy Chief Magistrate Carolita Bethell on September 4.

Law enforcement officers dug up six crocus sacks containing 140 kilos of cocaine after Cabrera

showed them the hiding spot on the cay, according to the evidence.

Cabrera was sentenced to the mandatory four years.

Prosecutors objected to bail for Pratt because he has Bahamas and Turks passports.

Justice Indra Charles ordered Pratt to surrender his passports to the court and report to the Cable Beach Police Station on Tuesdays and Fridays until the conclusion of his trial, which is to begin on April 25, 2013.

The judge initially set bail at $1.5m, but Pratt’s lawyer Ian Cargill persuaded her to reduce the bail sum, saying that it amounted to no bail at all.

COMMENTARY

The “Dawning of a New Day” is the slogan of the Progressive National Party; we suppose it denotes another new beginning for a party that indeed has had to start all over a couple of times before.

All ‘dawnings’ are not good!

For example how did the Haitian people feel the morning after the earthquake struck? This was the dawning of a very new, but not a better day.

After Hurricane Ike beat up Grand Turk, South Caicos and took the roof off Raymond Gardiner High School it was the dawning of very new tough times.

The tides were flowing through the dirt roadbed; the plastic cloth lay in tatters. It was in all ways a disaster.

One hundred years ago a bigger and better ship sailed. The Titanic was bigger and supposed to be better. It

held all classes of passengers from the poorest in steerage to first class folks with their fancy cloths and jewelry. When it sunk, there were not enough lifeboats and very many people went down with the ship.

The captain was never seen again.

The next morning’s dawn was full of that disaster.

A slower smaller ship carried away the survivors. That was a blue trip.

We had an Inquiry. It revealed what Bigger and Better and unstoppable progress voted in two years before was all about, our own serious disaster. The prosecutions begin next month and may last for years.

We need to look around at the results of our last elected bigger

better government – two stadiums and no new schools, two new hospital buildings but broken health care; people paying to use private clinics, the DR and USA doctors.

We got casinos and lost our prescription drugs.

Draconian taxes on our backs to pay millions in the left over bills, obligations that will last for 20 years and more.

Niki Beach and Ambergris Cay closed. Star Island, Dellis Cay, Royal Reef, St Charles Place, Lucayan Condos, Middle Caicos West, Joe Grant Cay, Conch Bar Government Building, the causeway, Clement Howell, TCI Bank gone with our money, the toxic dump, National Insurance stripped of millions. All of them are monuments to our disaster!

We have an expanded $40m runway, but when, if ever, will a wide body aircraft ever land? Middle and North Caicos Airports are now history.

Would the survivors and the relatives of those lost on the

original Titanic ever set sail on a similar ship and with the same crew? The Titanic’s sister ship Britannica launched years after Titanic incorporated every improvement.

After short service, it blew up and sank!

Will the voters of the TCI set sail on another Titanic trip. Will they sail with the crew of our own Bigger Better failure? With our Titanic’s doctor at the helm?

With crew members Washington, Royal, Norman, Greg, Wayne and Donahue, the same staff and crew of our Titanic?

I wonder if all this will dawn on voters.

In six weeks, we will be beginning again and a new ship of state will set sail.

This time we have a wellinformed and cautioned choice; the Blue ship with the experienced captain and mates and a chosen crew; or the same Titanic team of our own disaster.

Will we board the yellow submarine and sink even lower?

PNP taken to task on accountability and practicality – Leader assures of engagement once in office

BY VANESSA NARINE THE Chamber of Commerce, on Monday evening, met with the Progressive National Party (PNP) and while the party was taken to task on issues of accountability and a practical platform, party leader, Dr. Rufus Ewing, assured representatives of the business community that the PNP will not shy away from engaging the private sector once in office.

Along with Ewing, the other four At-Large candidates were part of the delegation that fielded questions from the chamber and included, Mr. Wayne Garland, Mr. Royal Robinson, Mr. Washington Misick and deputy leader, Mr. Carlos Simons.

In the PNP leader’s remarks to the stakeholder group, Ewing acknowledged that the private sector is the engine of growth and went the extra mile to draw the nexus between a healthy economy and a developing people and nation.

The PNP leader stressed that making the connection between revitalisation of the Turks and Caicos Islands economy; elevation of the standard of living, by expanding the middle class; and implementation of a social programme to tackle the nation’s social ills, is essential.

He added that these goals will not be achievable without partnerships with the private sector.

According to him, in improving the economy, the priorities for a PNP administration will be: • Growing the economy; • Reducing tax and reviewing the Value Added Tax (VAT); • Developing an efficient public service; • Reduce the cost of living; • Reduce cost of shipping; • Increase business incentives; • Diversifying tourism to allow TCI to maintain its attraction as a high-end destination, as well tap into new markets; • Invest in other economic earners, such as agriculture and light processing and manufacturing; • Creation of added economic centres across the Islands, instead of centralising activity in Providenciales; • Boosting international trade; • Focus of jumpstarting stalled projects by engaging developers; • Revive and revise the financial services provided by the TCI to make it a vital niche market; and • Incorporate the use of information technology across government.

Ewing stated that in achieving these priorities education is quintessential, as is healthy people.

He added that a strong and sensible immigration policy is also key in ensuring that the TCI attracts the skills and investment it needs to push growth, while at the same

time protecting the interests of local islanders.

“The PNP will develop all these plans and policies,” Ewing posited.

ACCOUNTABLE POLITICIANS At the end of his presentation on the party’s plans to advance the TCI, one businessman questioned what measures the party had in place to keep their members in check and prevent a recurrence of past mistakes – particularly in light of the fact that many businesses suffered because of them.

Ewing pointed out that to err is human, however, did not make light of the fact that the mistakes made in the past has had their consequences.

He stated that efforts have been upped to ensure that the party’s members stay true to principles of integrity and good governance.

The party leader assured the business community that changes are being made to address possible

pitfalls and hold members accountable.

The deputy leader noted that he is currently working on updating the party’s constitution to reflect new legislations passed by the interim administration, such as the Integrity Commission Ordinance and the Election Ordinance.

According to him, these will see party members operate within certain parameters to ensure politicians remain accountable.

Mr. Washington Misick pointed out too that disciplinary measures are being address in the constitution to ensure that party members live up to a high standard, which is what the people are demanding.

Misick also addressed the issue of what possible financial commitments a PNP administration could take.

He noted when an elected government comes into power the 2012/2013 budget will be in its last five months, hence no major commitments will be able to be made.

However, Misick noted that decisions like undertaking a two-year development at the airport where people work during the night and the result lasts for 25 years is the type of major development commitments a PNP administration will make.

Another chamber member questioned the practicality of funding development goals.

Leader of the PNP pointed out that the party is working on two possible tax models, excluding VAT, to give the TCI a broad based and stable revenue earner that the people are not opposed to.

Ewing also pledged to repeal VAT, a commitment that was well received by the business community.

PRACTICALITY However, one member questioned

the practicality of the party’s platform.

Misick pointed out that developing the economy will not happen overnight, nor will most of the answers come quickly.

He stressed that elected officials are not elected to work in a system, but rather to work on the system.

“The system needs to be changed,” Misick acknowledged.

According to him, the party’s short-term goals will be the first step to the change people want.

Another pressing concern was the need for access to capital for young entrepreneurs to advance their ideas, which can put TCI on the map, not only for its beaches, but for brains and innovation.

Ewing made it clear that his party is about youth empowerment and pointed out that such empowerment can be done if young people are able to own their own homes and businesses.

According to him, the party will be looking to recreating a structure similar to the TC Invest model to ensure that TCI’s youth have access to capital.

The party leader acknowledged that TCI has gone through many hardships, in particularly nationally, with the suspension of the constitution and the rule of the interim administration.

However, he noted that the last three years of the interim administration’s rule has been a “prolonged halftime” of sorts and in the second half, the PNP will deliver.

The PNP’s meeting with the chamber was the second of three such meetings, the next one slated for October 15, with the People Progressive Party (PPP), headed by Mr. Harold Charles.

TCI status cards being distributed THE Ministry of Border Control and Labour has begun issuing the National Turks and Caicos Islander Status Card.

Some 7377 applications were received, following the Ministry’s nationwide registration and verification exercise of for all Belongers, from April to June,

in preparation for the upcoming general elections.

According to the Ministry, the card is being issued under the provisions of the Turks and Caicos Islands Immigration (Amendment) Ordinance 2012, which came into operation on August 13, 2012.

Threat from plant Youths have to take initiative, pests halted Youth Parliament leaders

FRUIT, vegetables and plant cuttings that are imported without a valid permit will be seized and destroyed according to new rules.

The measures have been introduced by TCIG’s Department of Agriculture to prevent the unintentional introduction of pests and diseases by importers and airline passengers.

This follows the introduction of strict Sanitary and Phytosanitary Measures (SPS) at all ports of entry in the TCI. A spokesperson for TCIG said: “TCIG has no intention of stifling one’s intention to partake in traditional meals and treats; however the Department of Agriculture must take seriously potential threats posed by the introduction of harmful plant pests and diseases.

“The Caribbean region, including some of our nearest neighbours Haiti, Jamaica and Dominican Republic, is grappling with the invasion of many alien plant pests which are impacting the economic viability of their agricultural sectors.

“Some of these pests and diseases like the citrus greening

disease, which is impacting the productivity of the Florida and Jamaican Citrus industries can be extremely costly to control or eradicate and have the potential to destroy plants at an alarming rate and wipe out entire agricultural industries.

“As the TCIG embarks on a path to develop the local agriculture, it is imperative that controls are in place to mitigate the possible impacts of plant pests and diseases on the local economy.

“The Department of Agriculture is therefore seeking the cooperation of the public in ensuring that materials brought into the TCI are disease and pest-free.”

It may not be possible to see or identify vectors with the naked eye therefore the general public is being advised that anyone who wishes to import agricultural articles must apply and obtain an import permit before the items are shipped.

An import permit is free of charge and granted to an applicant after they satisfy the conditions for importing agricultural material into the Turks and Caicos Islands.

Selver outlines plans for Cheshire Hall

CHESHIRE Hall District candidate for the People’s Democratic Movement (PDM), Mr. Isaac Oral Selver, outlined his plans for the district at a press conference on Thursday.

According to him, his areas of focus are education, jobs security, equality and creation, technical and apprenticeship programmes, and reading and literacy initiatives in primary schools, among others.

He said, “The major difference that sets me apart from my opponent, the PNP’s candidate, Ms. Amanda Missick, is that I am known to accomplish things.

“I worked in hotel administration and was involved in the opening of four major hotels and in the last few years I worked in training and development.”

Selver stressed that his plans for his district are goals that have secured buy-in from many in the community.

He noted that he has already begun working on implementing his plans, particularly in the area of training for youths.

“I have a draft in place for a work readiness seminar for youths who are not employed. This way we can do more to prepare them for employment,” Selver said.

However, he stated that one plan he is enthusiastic about is his reading plan for primary schools.

The energy and the support and the faith of the people has made me confident going forward,” he posited.

THE consensus from the leaders of Turks and Caicos Islands’ Youth Parliament is that the Islands’ young people have to step up and take initiative to influence the changes they want to see.

In an interview with the Weekly News, the Youth Parliament’s Premier, Ms. Andresha Gardiner, explained that the Youth Parliament strives to be a voice for the youth – a medium through which young people can have their concerns and ideas shared at a more visible level.

According to her, the group has representation in Providenciales, Grand Turk, South Caicos and North Caicos.

“We have video conferencing as well as meetings so we keep connected,” she said.

Gardiner pointed out the group also tries to engage youths across the island so that the Youth Parliament becomes truly representative.

Deputy Premier, Mr. Kirkley Parker Jr., pointed out that the Youth Parliament has a web page set up and individual members use other means of social media to engage other youth.

Parker Jr. explained that getting involved with the Youth Parliament is a simple matter of applying, though the Turks and Caicos Islands Government’s (TCIG) Youth Department.

“You apply and then there is an interview and when you are selected you have a three day training and your colleagues vote you in as a particular member of the Parliament,” he said.

The Deputy Premier noted that the tenure is usually for two years, but those who wish can go through the process again to serve a second tenure.

Leader of the Opposition, Ms. Kanthal Capron, adding her bit, stated that taking initiative is very important.

She pointed out that the Youth Parliament works closely with the

Youth Department and its Director, Ms. Angela Musgrove.

Capron stated that the Youth Parliament articulates its views on issues and discusses them with Musgrove, who on some occasions gives the group a head up on areas they may be interested in.

The team concurs that the Youth Parliament’s ultimate goal is to effect change and make a difference in their country, where the youths are the future.

The Youth Parliament’s next session is scheduled for Wednesday, October 12.

Journalists prepped for elections at Thomson Reuters workshop JOURNALISTS were given the opportunity to prepare for the upcoming election in a three-day workshop last weekend at the Department of Environment and Coastal Resources (DECR).

The ‘Election Reporting’ training sessions sponsored by the Foreign and Commonwealth Office (FCO) were delivered by programme instructor Matthew Walsh of the Thomson Reuters Foundation.

Walsh said that the foundation undertakes similar sessions quite regularly in developing countries to strengthen the media and expose them to wider ideas that apply to journalism as a profession, but especially with countries that are moving from a direct rule situation to democratic conditions.

The course outlined the election process, tips in getting prepared for elections, interviewing skills, balanced reporting and other topics.

Walsh conveyed that from the discussions and feedback, he believes that there is a good standard of integrity among the journalists here in the TCI. He said “In the end the most important thing from these sessions is that the people who take part take the concepts that we expose them to

and apply them in their own way… this isn’t about us saying this is how you must or should do things, it’s saying please have a think about it.”

Zadie Neufville, head of the government press office for the Turks and Caicos Islands, said she thought it “quite prepared the journalists for commenting and general reporting in

the upcoming election”.

Journalists present from both newspaper and television were in agreement that the workshop was very informative, not only in providing guidelines in election reporting but also in highlighting beneficial material applicable to other areas in the field. (KH)

Dental implants If you have suffered tooth-loss whether due to cavities, gum disease or injury, it is likely that you would like to fill the gap or gaps that remain.

For many years, the only treatment options available were either bridges or dentures. However, dental implants may be the best solution to replace those missing teeth.

They offer the most technologically advanced and the closest-to-nature solution available to replace missing teeth.

What are dental implants?

Dental implants are metal (titanium) screw-like fixtures that are secured into your jaw bone and replace the missing root of a natural tooth. A porcelain crown is then attached to the implant that has the appearance of a normal, natural tooth. A single implant stands alone and it not attached to teeth on either side (unlike a bridge). Two or more implants can be used to carry a bridge in a situation where several teeth in a row are missing.

The procedure might sound a little

Dr Mark Osmond scary but in general it takes less than an hour to place a single implant and is as painless as any routine treatment, such as a filling.

After an implant is placed, a healing period of 8-12 weeks is allowed, to enable the bone to heal, anchoring it securely into the jawbone. The implant is then restored (the crown placed). This is the final stage of the procedure.

The advantages of dental implants versus the alternatives Implants are the closest-to-nature solution available to replace missing teeth; they look and feel like your own, natural teeth and you clean them in the same way. Titanium has a unique property in that bone will fuse with it, thus fixing the implant firmly and permanently into the

jaw-bone. With sensible care many implants last a lifetime.

Unlike dentures, implants are not removable so they are more convenient and more comfortable; there is never the risk of them sliding when eating or clacking when speaking and the necessity to remove them to clean or at night is eliminated.

Implants do not require altering the adjacent teeth, as with a bridge.

Therefore, more of your own teeth are left intact and healthy. Flossing is also possible with a single implant thus making it easier to maintain good oral hygiene.

When implants may not be the best option If there has been significant boneloss in the area where the tooth was, there may not be enough bone to support an implant. In this case, a bridge would be a more suitable solution. If a patient has gum disease this must be treated before an implant is placed and if a patient has an uncontrolled chronic disorder (such as diabetes) they would not be

a suitable candidate until the disorder is being effectively managed. Finally, patients who smoke may not be suitable. This is due to the smoking negatively impacting the body’s ability to heal the bone at the site the implant is placed. Statistically the success of implant placement goes from 99% in non-smokers to 80% in smokers. If you are a smoker

considering implants I recommend you have this discussion with your dentist.

Ingredients • 1 (12 fluid ounce) can frozen limeade • 1 1/2 cups tequila • 1 1/2 cups ruby red grapefruit juice • 1 1/2 cups ice • 4 lime wedges, for garnish Directions 1. Combine the limeade, tequila, grapefruit juice, and ice in a blender; blend until smooth. Serve in glasses garnished with lime wedges.

Indeed, it is my pleasure to write again. This week our focus on a fruit that is popular throughout the supermarkets and in the market place, it was named the "forbidden fruit' and it is commonly called 'grapefruit'.

The grapefruit is a subtropical citrus tree known for its bitter fruit, an 18th-century hybrid first bred in Barbados.

Hence its name, the forbidden fruit.

Grapefruit is also categorized as white, pink, or ruby red.

It is low in calories and provides a good source of, potassium, folic acid, pectin, fiber, and Vitamin C. Grapefruit also contains phytochemicals, including lycopene, liminoids, flavonoids, and glucarates.

Studies have shown that grapefruit pectin, like other fruit pectin, is effective in lowering cholesterol.

The red and pink fleshed grapefruit contain a larger amount of lycopene than the other varieties. Lycopene is an important phytochemical that battle cancer, heart disease, macular degeneration, reducing water retention, and swelling of the legs during pregnancy, acidity, and

artherosclerosis.

Lemongrass

I just really like lemongrass (Cymbopogon ciatrus). It is really easy to grow. Once it gets established, it doesn’t need much care, it grows very well in the Turks and Caicos Islands.

The plant is a tall grass and gets beautiful plumes on it when it goes to seed. The plant grows tall and wide though. The edges of the leaves can be sharp, like the edges of paper.

Lemongrass is an herbaceous perennial that's originally from India.

It can be used in the Islands landscape as a border, as an accent, or in mass plantings, and it's also edible and they add an appealing, lemony fragrance to the garden.

Plant your lemongrass in full or part sun. It can grow up to six feet tall and four feet wide, and makes an excellent choice for edging along fence lines and wide walkways. If you know somebody that already has some growing and you want some, just ask for a stalk that has been dug out with some roots on it.

You can use lemongrass in Thaistyle soups and curries. Harvest stalks at the ground level, cut off the lower bulb, and remove the tough outer leaves. Cut or "bruise" the inner stalk and use it to add fresh flavor to your cooking.

If I’m getting a piece to cook with, I just cut an individual stalk (stem) off with a sharp knife at the base.

The part of the plant that I like to use for flavor is the base of the stalk, but the leaves can be used as well.

I cut off the top and use the bottom few inches. The bulbous bottom has a tough outer husk. This part is easily cut off and can be composted.

The white inside is tender and full of flavor. You can chop it up, slice it, bruise it, mash it… whatever. I usually bruise mine with the back of my spoon and then slice it up. You could add the whole plant to a soup base and then remove it after it’s imparted its great flavor. You can add lemongrass to lemonade, limeade, iced tea, stir-fries and rice.

that distinctive Thai flavor - a balance of spicy, salty, sweet and sour.

Ingredients: • 6 cups good-quality chicken stock (Serves 2 as the main entree, or 4-6 as an appetizer) • 1-2 chicken breasts, sliced, OR 1-2 cups roasted chicken or turkey • 1 lemongrass stalk • 4 kaffir limes leaves (fresh or frozen) • 1 cup shiitake mushrooms, sliced • 1 thumb-size piece galangal or ginger, grated • 1-3 fresh red chilies, minced (to taste), OR substitute 1/2 to 3/4 tsp. dried crushed chili • 1/2 to 1 can coconut milk • 2 Tbsp. lime juice Directions: • Slice and mince the lower portion of the lemongrass stalk. Retain the upper stalk for the soup pot.

• Place chicken broth in a large soup pot over medium-high heat.

If you have leftover chicken or turkey bones, add those too.

Bring to a boil.

• Add fresh chicken and

mushrooms. Also add the prepared lemongrass (including upper stalk pieces), plus kaffir lime leaves and fresh chili. Boil 5-8 minutes, or until chicken is cooked.

• Turn heat down to medium. Add the galangal or ginger, 1/2 can coconut milk, the fish sauce, and extra vegetables (if using). Stir well. Simmer gently 1-2 minutes.

– • Turn heat down to minimum. Add lime juice and stir.

• Do a taste test. Look for a balance between spicy, sour, salty, and sweet flavors. Start with salty, adding more fish sauce if not salty or flavorful enough (1 Tbsp. at a time). If too sour, add the sugar plus a little more if you need it. If too spicy, or if you'd like it creamier, add more coconut milk. If not spicy enough, add more chili.

• Ladle soup into serving bowls.

Sprinkle a little fresh coriander, basil, and spring onion over each bowl. Noodles can be added if you are planning to make this soup as a main entree. So sip, slurp, and enjoy!

Cancer and nutrition The month of October has become synonymous with Cancer Awareness and here in the Turks and Caicos Islands (TCI) there is no exception.

In recent years there has been an alarming increase in the amount of persons affected by cancer here in the TCI; many of us either have dealt with it personally or know someone who has.

There are many theories as to why cancer develops—genetics, family history, lifestyle, foods we eat etc.

According to the American Institute for Cancer Research (AICR), about one third of the most common cancers could be prevented by following three simple guidelines: eating a healthy diet; engaging in regular physical activity; and maintaining a healthy weight.

Research shows a diet rich in plant-based foods such as fruits, vegetables, whole grains and legumes have protective benefits against certain types of cancers. Brightly colored fruits and vegetables have compounds known as phyto-chemicals that are powerful antioxidants that may protect the body’s cells from harmful cancer causing agents.

Phyto-chemicals are chemical compounds that are only found in plants that offer no nutritive value but have many other health benefits in humans.

There is no magic food that will either prevent or cure cancer; however, eating a variety of plant-based foods allow the many vitamins, minerals and phytochemicals found in these individual foods to interact with each other thereby boosting their cancer fighting power. Here is a list of foods recognized by the AICR: Beans Beans are a natural rich source of fiber which can help protect against colorectal cancer. Soy products are high in isoflavones—one of the anti-cancer compounds that mimic the action of estrogen in the body.

Therefore, eating soy foods may offer protective benefits against breast cancer.

Flaxseed Flaxseed is commercially available in various forms. However, the whole seeds are not digested so they offer very little nutritive value except for fiber, so it’s important to use ground seeds.

Red & Purple Grapes Both grapes and grape juice are excellent sources of resveratrol—the compound thought to help block breast and skin cancers. The skins of red and purple grapes have the most resveratrol when compared to green.

Dark Green Leafy Vegetables Spinach, kale, lettuce, mustard and collard greens, and Swiss chard are excellent sources of carotenoids such as lutein. They also are rich in fiber and folate.

Other foods that that pack a serious cancer punch are berries, cruciferous vegetables (broccoli, cauliflower, cabbage, Brussels sprouts), garlic, tomatoes and whole grains. So make it a habit of including these foods as you become accustomed to “eating the rainbow.”

ISLANDCOM’S third annual domino tournament kicks off ISLANDCOM’S third annual domino tournament kicked off in North Caicos on Friday.

Each year the event takes place in four of the main islands; Providenciales, South Caicos, North Caicos, and Grand Turk.

The tournament has been dubbed a competition of bragging rights for the best domino player in the Turks and Caicos Islands.

Teams of two sign up to compete against one another in knock out rounds of domino playing and teams can register at any local Islandcom distributor for a $20 fee, which comes with a free t-shirt. Each team must come up with a unique team name.

The team that beats all of the players from their island wins a prize of a phone with service and $500. They also get a free trip to

the finals.

In the finals, a team from each of the islands competes for the grand prize of bigger cash and phone service.

This year’s tournament is cosponsored by the Wine Cellar.

In 2011, the Wine Cellar held its own Domino Tournament in Providenciales.

In this year’s finals the winning team will receive $2,000 cash and Samsung Galaxy S3’s with a year of service from Islandcom.

It is also a wise idea to attend seminars to learn new skills to help grow your

business and reduce anxiety and stress.

Enjoy nature: As persons living in the beautiful TCI, I cannot emphasise how therapeutic it is to take time out and enjoy the natural beauty of these islands. I particularly find that a long walk or stroll along Grace Bay beach clears my mind and rejuvenate me within minutes.

Scheduling a relaxation in nature is ideal for forgetting the responsibilities of Entrepreneurship and help to recharge your batteries.

Avoid unnecessary stress: Not all stress can be avoided, and it is not healthy to avoid a situation that needs to be address, particularly if it compromises customer service.

Family Therapy This week’s article is going to be short. I am not sure about the sweet part yet, but let us see where this goes: So you got your child’s diagnosis, now what?

If we are talking about a learning disability (LD) or a pervasive developmental disorder (PDD), which are two different things, the point is that the “label” that has just been attached to your child can be quite a blow.

You know that your child is so many more things than just that label and you want other people to know that as well.

So, you start the compensation game. If there is one thing that disappoints me, it is when parents downplay their child’s condition: “Oh, yeah! Mildred has mild dyslexia, so we might need to get her a little tutoring.”

“Well, they keep saying it’s Autism…but we’re not speaking those words over Steven’s life!”

The only thing that is more damaging in the long term than this type of minimizing is flat out denial that there are some deficits that need to be addressed.

Here it is: When your child is handed a diagnosis, BOMBARD the

diagnosis from every possible angle with as much intensity as you can muster! Consult with professionals and do your own research to find treatment options that can begin breaking the walls down.

So what if some of them turn out to have been unnecessary! At least you can say you covered ALL the bases and know for certain what works and what does not!

If your child was diagnosed with cancer, and the doctor said, “If we do chemo, he might improve…if we do surgery, he might improve…if we do BOTH he WILL improve!” what would you do? BOTH, of course!

And ironically, the response you would get from your social circle would be filled with praise and support: “Boy, they are doing all they can for their son!”

“Anything to save his life!”

However, since dyslexia or Autism or any of the other LD’s or PDD’s seem to be more embarrassing than deadly, they tend to be pushed aside.

“She keeps saying she thinks her boy has ADHD! The child is just rude and needs some discipline!”

Really?

Listen parents, who cares what ANYONE has to say about the lengths

you go to in order to find out if there is a problem with your child and how to improve on the problem? If you overreact, people will judge you. If you under react, people will judge you.

So, you might as well go all in and treat the issue as if it is worst case scenario.

When Josiah was diagnosed at 2 and a half years old, the doctor said it is Classical Autism (meaning that he is a textbook case). I asked him, “Now are you sure it’s not Asberger’s, PDD-NOS or any of the other PDD’s I’ve read about?” I guess he was expecting that question because many people mistakenly believe that the other diagnosis are less severe than Classical Autism and therefore may be recovered more easily. He asked, “Would it make you feel any better if it were?” I responded, “Doc, I don’t care if you call it Banana Nut Muffin Syndrome. My son will need the same help no matter what it is called! I just need to know what name to tell the world so they can wrap THEIR heads around it and work with me!” He smiled and said, “I think your family is going to be just fine, Nicole!”

Parents, wrap your head around what is going on with your child.

Then put up your dukes and fight!

Entertainment Pattinson and Stewart look like a couple again

Rowling’s first book for adults has divided critics

JK Rowling novel tops fiction chart JK ROWLING has gone straight to the top of the fiction charts with The Casual Vacancy, the Harry Potter author’s first novel for adults.

It sold 124,603 copies in its first three days, 10 times more than its closest rival, 1356 by Bernard Cornwell.

Figures from Nielsen BookScan show it also sold 20 times the next new entry by Jackie Collins, The Power Trip.

The Casual Vacancy is now the 15th best-selling book of the year so far.

Set in a small town in the West Country where a local election divides the apparently cosy community, Rowling’s new book has

also divided critics.

Their comments do not appear to have put readers off buying the book, which has already become this year’s best-selling hardback fiction title, and the fastest selling since 2009’s Dan Brown hardback The Lost Symbol, which topped 550,000 in its first week.

However The Casual Vacancy has failed to touch sales of Rowling’s seven Harry Potter titles.

When her final instalment, Harry Potter and the Deathly Hallows, was published in 2007 it sold more than 2.6 million copies in its first week in the UK. That was two fifths of all the books sold in the UK that week.

KRISTEN Stewart and Robert Pattinson stepped out for a romantic dinner date this past weekend, and according to eyewitnesses, the couple looked like all had been forgiven between them.

David Blaine unveils shocking feat of endurance US PERFORMANCE artist David Blaine is to spend three days and three nights amid an artificial lightning storm as part of his latest feat of endurance.

Beginning on Friday, he will stand surrounded by seven Tesla coils electrical columns that shoot out small bolts of lightning - for 72 hours.

“I had wanted to do this for years,” the 39-year-old said at a launch event on Tuesday at New York’s Pier 54.

Blaine will wear a chain-mail suit, helmet and headphones throughout.

He will suck water through a tube, urinate through a catheter and will be fasting.

Blaine demonstrated to reporters how the stunt - called Electrified: One Million Volts Always On - will

work on Tuesday by shooting arcs of lightning out of his hands.

The body suit - a so-called Faraday suit, named after the English scientist Michael Faraday - and helmet will serve as a barrier between himself and the electric currents.

Stuart Weiss, Blaine’s doctor, said one of the stunt’s main risks was exposure to the ozone and nitrous oxides that are a by-product of ionised air.

Ionised air, or plasma, is created when air is separated into positive ions and electrons, making it much more conductive.

A ventilation system will ensure the magician has breathable air, while a visor in his helmet will protect his eyes from ultraviolet radiation.

Bahamas tops the Caribbean in Economic Freedom of the World rankings ACCORDING to the Fraser Institute’s latest Economic Freedom of the World report, the Bahamas has by far the freest economy in the Caribbean.

Copping the 40th spot worldwide, the Bahamas placed way ahead of Barbados, the next-highest-ranked Caribbean country, which came in at 73rd, closely followed by Trinidad and Tobago, which bagged the 76th slot.

The Bahamas position was boosted by a ranking of 12 worldwide for size of government; fifth worldwide for regulation, and second for labour market regulations.

The Economic Freedom of the World report examines a series of criteria, including the size of government, legal system and

Fraser Institute report places Bahamas 40th worldwide and way ahead of other countries in the region.

property rights, sound money, the freedom to trade internationally and regulation.

The Fraser Institute study, which has been published annually since 1996, looks at “the degree to which

the policies and institutions of countries are supportive of economic freedom.”

Jamaica, ranked fourth in the Caribbean, is listed at 79th in the world, while Belize followed, taking the 88th spot worldwide.

Haiti placed 97th, ahead of Egypt, and Guyana was ranked 114th, just ahead of Benin, completing the listed Caribbean nations in the report.

Several Caribbean countries were not included in the rankings, which were based on data through 2010.

Father gets custody of preteen Jamaican rape victim THE 11-year-old St Ann girl who was reportedly sexually molested by the 63-year-old common-law husband of her grandaunt, is to be released into the custody of her father.

“They [social worker] called me this morning and said I should come to the courthouse where they will deliver her to me,” the father told The Gleaner on Tuesday.

The child was admitted to the St Ann’s Bay Hospital over a week ago on suspicion that she was

pregnant for the accused. According to the father, tests conducted at the hospital proved that the child was not pregnant.

WELCOME NEWS He said that was welcome news to himself, the child and her mother.

The father also said he is relieved that his daughter appears to be in a better state of mind following the ordeal.

Jamaica judge sends warning with 40-year imprisonment for rapist A SENTENCE of 40 years’ imprisonment has been imposed on 37-year-old gardener Neville Barnes, of a Kingston address who raped a woman at her home in Cherry Gardens, St Andrew in 2005.

“This sentence is a stern warning to rapists that they will serve long stretches in prison,” a policeman remarked after the sentence was handed down in the Home Circuit Court.

Supreme Court Judge Majorie Cole Smith, in passing sentence, yesterday told Barnes that what he did was very awful.

She reminded Barnes of the remarks he made when the complainant asked him if he did not have female relatives.

“A Jamaica we deh,” Barnes replied when the complainant asked him the question while he was about to rape her.

The Crown led evidence that

in June 2005, Barnes broke and entered the dwelling house and raped the complainant. He also stole some money from her and also indecently assaulted her.

He was linked to the crime by the results from DNA samples he had given to the police.

The victim also pointed him out at an identification parade.

Barnes gave an unsworn statement from the dock last week denying that he raped the woman.

He said DNA samples were taken from him without his permission.

He said his lawyer was not present when the DNA samples were taken.

However, a policeman had deponed at the preliminary inquiry that Barnes had willingly given permission for the samples to be taken.

A jury convicted Barnes last week and sentencing was put off until yesterday.

The 63-year-old accused, who was arrested on Monday remains in custody while the authorities conduct their investigations.

BIG HUG In the meantime, the father, who also lives in St Ann, said despite the fact that his daughter was living with her grandaunt, she would often spend time with him and his family.

“The last time she come by me, my other babymother tell me say she hug her like she don’t want to leave and say she want come live with us,” the father said.

He said his common-law wife had surmised that the child had something to tell her, which could possibly have been the abuse to which she was reportedly subjected at the hands of the 63-year-old common-law husband of her grandaunt. (Jamaica Gleaner)

‘T&T heart attack capital of Western Hemisphere’ PRESIDENT of the Caribbean Cardiac Society Dr Ronald Henry says research has shown that T&T is the heart-attack capital of the western hemisphere and has called on the government to provide more funding for health. Henry was speaking at the Eric Williams Medical Sciences Complex on Thursday night at a function in commemoration of World Heart Day. This event was put on by the T&T Heart Foundation (TTHF) and supported by pharmacology companies, including Bayer HealthCare, Bhoeringer Ingelheim, Roche, Medtronic and the Caribbean Cardiac Society. Henry said 17.3 million people die annually from heart disease and the government needs to take funding for cardiac healthcare seriously.

He pointed out that the government’s health expenditure in 2011 was 5.7 per cent of Gross Domestic Product, which was low when compared with most

countries. The United States leads with 17.9 per cent. “It is a thin slice of pizza, and (healthcare professionals) need to have a say on how much is allocated to health. It does not matter what government is in power. Heart care is under-cared. There is no happiness and there must be a voice, political but not partisan, because everybody benefits when their health is at risk,” he said.

“We have four local specialists on call and we have a rotating circuit of foreign doctors. The average person is unlikely to get care unless he has deep pockets.

There is a need to change and we need to lobby for state funding on emergency heart-attack victims.

This is how we will save lives,” he said. Henry said anyone suffering a heart attack when they visit the hospital should say: “I am here and having a heart attack. I need to open my arteries,” and that was what created change. (Trinidad Guardian)

US couple Michael and Thelma King were killed on the southwest tip of the Dutch island nation last month.

Second suspect in St. Maarten killing arrested Police arrested Monday a second suspect in connection with the stabbing deaths of an American couple on the Caribbean island of St. Maarten, authorities said.

The 17-year-old man was identified by his initials, J.C.M. He was arrested in the Cole Bay area shortly before 4 p.m., according to a statement from the St. Maarten Public Prosecutor’s office.

It said further arrests could not be ruled out.

A 28-year-old suspect is already in custody in connection with the deaths of Michael and Thelma King. Their bodies were discovered last month at their oceanfront residence in Cupecoy, a beach town on the southwest tip of the Dutch island nation.

That suspect, known as M.K.J., denies any involvement in the killings, his attorney has said.

He appeared in a closed-door court hearing last week and is expected to appear again Wednesday, when prosecutors will seek to have the judge order the suspect’s pre-trial detention.

Neither suspect has been formally charged in court.

St. Maarten is a self-governing country within the Kingdom of the Netherlands, whose economy is based on the tourism industry. More than 1 million tourists visit the island each year.

The killings occurred in what is generally considered a safe area that is popular with tourists, according to the island’s solicitor general, Taco Stein.

Stein, who was once solicitor general for Aruba, has said authorities “are not certain of the motive in the case.”

BY VANESSA NARINE ‘STAND Up, Speak Up – Take responsible action’ was the them for this year’s Youth Week activities, which culminated last Saturday with a colourful parade, which enlivened the downtown ball park.

It was a grand day for a parade.

Although the sun was not out in all its glory, the costumes and brightly painted streamed their rainbow colours as the children marched around the ballpark.

The faces of hundreds of children glistened, adding opulence to the already heady reds and blues and greens of the varied costumes.

The Ianthe Pratt Primary School secured the top place in the parade, while Wesley Methodist took away

the honours for the best banner.

The energy was tangible and the lift in the atmosphere knocked those entering the hall of the theatre with full force.

The pulsating music, coupled with smiling, singing, dancers made for a memorable day.

Also memorable was the speech made by BEST Institute’s Kirnae Rigby, who inspired the theme for this year’s activities.

She urged her peers to recognise that the time is now to stand up, speak up and take responsible action.

The seven-year-old, in an impressive speech, said, “We need to stand up…stand up for just justice and freedom, for our rights, for our future of our country.

“We have to speak out against

actions that hurt and frustrate us such as child abuse, abandonment, negative peer pressure, crime and violence, gangs in our schools, high rise in teenage pregnancy, bullying, drug abuse, racial, religious and health discrimination.

“Let us all, youths of the Turks and Caicos Islands (TCI), take responsible action beginning with the choices we make to prevent and alleviate these issues that affect us.

“Let us be a generation that will work towards a brighter future and better country.”

Her peers and hundreds of parents and other spectators cheered the youngster on when, at the end of her speech, she received two awards for her contribution to the Youth Week 2012.

However, as parades are, it was not all serious and after the official closing ceremony ended, those gathered immersed themselves in fun and frolic until the late afternoon hours.

New Community College President urges youths to make education main objective RECENTY appointed president of TCI’s Community College encourages local youths to make education a lifelong objective because it is something no one can take away.

Lee Ingham, originally an islander from Grand Turk, was formally introduced during a press conference at the Community College in Providenciales on Thursday, October 4.

He was selected from five final applicants to serve as President of the college from August 1 and will be stationed at the Grand Turk campus.

Having worked for the last 30 years in Central State University in Ohio as a faculty member in the department of Philosophy and Religion and also serving as an executive director of students’ academic success, Ingham brings to the community college a solid background in the field.

Ingham said, “It is certainly a distinct honour for me to come back to my native country and I hope to contribute significantly to the development of higher education... and hopefully, even if not in my time here, get (the college) to university status”.

As the county moves forward, he said the need for higher education is going to be greater and the idea is to move the college forward to meet the educational needs of country.

“There is a significant amount of money being spent on scholarships for students to go abroad and if we can develop the institution to meet the educational needs, we will not have to depend on so much foreign

Through educating the local population, he believes importation of workers will decrease and that is the direction for the future development of the country.

His plans include development of the institution, to improve on what is already there and said he has an idea where they want to go and how they will get there.

Another plan is to boost the amount of students that enroll by visiting schools to encourage them to set their minds from ‘if I go to college’ to ‘when I go to college’.

Implementing quality programmes is also weighty on his agenda towards improvement but the main concern remains the financial situation.

Dr. Carlton Mills, member of the Community College Board of Governors said the level of the associate’s degree awarded by the college saw students receiving advanced placements in universities in Florida and top universities in the UK, like the University of Manchester and others.

“The things that happened three years ago will no longer happen where you can call a politician to hook you up on a job.

“The thing that will determine whether you get a job is the qualifications that you have.”

Ecuador and UK still in deadlock over Assange TOP diplomats from Ecuador and the United Kingdom failed to reach an agreement Thursday over the case of WikiLeaks founder Julian Assange, but they agreed to meet again to discuss the issue.

“We still do not see, of course, an immediate solution, but we understand that there is a willingness to discuss the topic.” Ecuadorian Foreign Minister Ricardo Patino told reporters after the meeting on the sidelines of the United Nations General Assembly in New York.

Ecuador granted Assange asylum in August, but he faces arrest in Britain if he leaves the South American country’s embassy in London.

On Thursday, British Foreign Secretary William Hague told Patino “that the UK was under an obligation to extradite Mr. Assange to Sweden” and that “the concept of ‘diplomatic asylum,’ while well-established in Latin America, did not feature in UK law,” a spokesman for his office said.

For much of 2011 until June, Assange had been under house arrest in Britain while he filed appeals against his extradition from Britain to Sweden. Assange has not been charged with a crime, but Sweden has said it wants to question Assange on allegations that he sexually assaulted a woman there.

Gunmen kill 25 at Nigerian school

AN ATTACK that killed 25 people, mostly students, at a Nigerian school Monday night appeared to be “an inside job” in which the gunmen called out the names of their targets, a police spokesman told CNN Tuesday.

“The attackers went to the houses of the victims, called them out by their names and killed them,” Adamawa State Police spokesman Mohammed Ibrahim said. “They used guns and knives on the victims.”

Some of the victims’ throats were slit, he said.

Georgia’s ruling party concedes defeat in parliamentary elections Georgian President Mikheil Saakashvili conceded his party’s defeat Tuesday, setting the stage for the nation’s first peaceful, democratic transition through election since the breakup of the Soviet Union.

Victory in the parliamentary elections went to a coalition headed by billionaire businessman Bidzina Ivanishvili.

Ivanishvili is set to become the next prime minister. Saakashvili will remain president until presidential elections next year.

The result of Monday’s election means Georgia will have a multi-party parliament, boosting democracy in the nation, observers said.

The vote also is a reflection of how the people feel about Saakashvili.

He took power in 2004 after the Rose Revolution, the name given to widespread protests over disputed parliamentary elections.

Saakashvili is credited with having changed the country by moving toward integration with the West, with steps such as seeking membership in the European Union and NATO. He also revamped the nation’s economy, retooling it to reflect a free market system.

But critics said that beneath the surface, his government was dominated by Soviet-style “administrative measures.”

Ivanishvili, whose Georgian Dream alliance won a majority of seats in the 150-member parliament, said the new government would seek to mend the country’s troubled relations with Russia. The two nations fought a brief but bitter war four years ago over the breakaway region of South Ossetia.

“Restoring relations with the Kremlin is one of our main tasks and we will strive in every way to do this,” he told CNN. “I think it’s achievable but not easy. First we have to convince the Kremlin that our strategy toward NATO and Europe is not harmful to and does not contradict Russian interests.”

His coalition shares the outgoing government’s ambitions to join the NATO alliance, he said.

Russia and Georgia would also need to work together in the future to resolve the issue of separatist territories, Ivanishvili said.

“The Caucasus is a very complex and explosive region. I think, here, we will find common interests in the future,” he said.

In a statement released by his office, Saakashvili said he would assist the transition to a new government and that his party, the United National Movement, would now assume the role of the main opposition.

Among the 25 killed were 19 Federal Polytechnic students and three students from the School of Health and Technology, Ibrahim said. The three others killed were a school official, a former military man and an older gentleman, he said.

Pope’s ex-butler Gabriele ‘kept top secret papers’ THE FORMER butler of Pope Benedict XVI kept documents that were considered top secret and were marked “to be destroyed”, his trial has heard.

Police officers told the Vatican court they had found “dozens” of papers about the Pope and the Vatican in Paolo Gabriele’s possession.

They also found a cheque for 100,000 euros (£80,000) made out to the Pope.

Mr Gabriele admits leaking papers to a journalist which revealed alleged corruption in the Holy See. The landmark trial is due to end on Saturday, the Vatican has announced.

The officers said they also came across a small gold nugget and a rare old book in Mr Gabriele’s home.

Commenting on those items, Mr Gabriele said he was allowed to borrow books from work sometimes, and he denied any knowledge of the piece of gold.

As for the cheque, he said he might have simply scooped it up by mistake as he carted off documents from the Pope’s office, the BBC’s Alan Johnston reports.

Vatican spokesman Federico Lombardi confirmed the trial would end on Saturday just hours before a major Vatican conference of the world’s bishops.

Mr Gabriele’s arrest and trial have proved embarrassing for the Vatican, correspondents say.

If convicted, he faces up to four years in an Italian prison but Pope Benedict is expected to grant a pardon.

The court has been under pressure to close the case rapidly, the BBC’s David Willey reports from Vatican City.

The Vatican butler was arrested in May, accused of passing papal correspondence to journalist Gianluigi Nuzzi, whose book His Holiness: The Secret Papers Of Pope Benedict XVI was published that month.

The last four witnesses called by the defence, the Vatican police officers, told the court they had removed more than 1,000 incriminating documents - including originals initialled by the Pope himself - from the butler’s home before his arrest.

“There are around 1,000 documents of interest including both photocopies and originals and some documents with the signature of the Holy Father,” said Inspector Silvano Carli.

Police officer Stefano De Santis told the court: “There were also documents in code. There were many more documents than were published in the book.

“There were dozens and dozens of documents about the Holy Father, the Secretariat of State and the other Congregations, about the total privacy and family life of the Holy Father.

EU Single Market Act II aims to boost competition THE EUROPEAN Commission has put forward new proposals to make it easier for people and businesses to move and do business within the European Union.

The commission’s Single Market Act II has four key aims.

They include fostering mobility of citizens and businesses across borders and making it easier to gain access to finance across the 27 nation EU area.

The act also hopes to strengthen social entrepreneurship and boost consumer confidence.

The commission says the new act should raise employment across the crisis-hit region, particularly for young people.

The crisis in the eurozone is serving as a trigger for a renewed push on deregulation because the need for measures to try to boost

jobs and promote growth is more urgent than ever, says BBC Europe correspondent Chris Morris.

The new Single Market Act follows close after the first Single Market Act, which was adopted in April last year. However, key actions proposed by the commission under the first act are currently being discussed by parliament and ministers, and not all of these will be in place by the end of this year.

The commission says that the changes that have been introduced have meant a steep fall in the cost of mobile phone calls and air travel.

However, the commission says this second act, with a second set of priorities, is now needed to continue expanding ease of investment and movement within the single marketplace. (BBC)

Mother allegedly kills young son, attempts suicide A WESTCHESTER County mom, caught in a lengthy custody fight over her 4-year-old son, killed the child before a botched suicide try in their suburban condo, authorities said.

A despondent Manuela Maria Morgado was found semiconscious and cradling the dead boy’s body when police arrived at the Mamaroneck home Monday morning.

Cops were summoned by a nervous relative, and they found the mother and son Jason inside a bedroom on the third floor, officials said.

Morgado, 46, tried to take an overdose of pills after taking her son’s life, a source told The Associated Press.

Authorities did not say how the mother killed the little boy. Morgado, charged with second-degree murder, reportedly left behind suicide notes at the house.

The distraught father, Manhattan sports orthopedist Dr. Timothy Reish, arrived at the house Monday afternoon after the grisly discovery by police.

Morgado, after an initial evaluation at the Sound Shore Medical Center in New Rochelle, was arraigned in Mamaroneck Village Court and jailed pending a Thursday court date.

According to court papers, the boy was killed sometime between 8 p.m. Sunday and 10:20 a.m. Monday — when a family member showed up to help Morgado move out of her condo.

A neighbour said the little boy and the mother were both pleasant people who never bothered anyone in their apartment building.

“He was a nice kid, a gorgeous kid, a really beautiful kid,” Andrew Landau, 63, told the Journal-News.

“And she was just a sweet person.

Rescuers search for missing after deadly Hong Kong ferry crash Pig farm near Riverton, Ore., where 700-pound hogs are believed to have eaten their 70-year-old owner.

Pigs allegedly eat farmer A FAMILY member of an Oregon pig farmer discovered his relative’s body parts scattered across the pen — a gruesome find leaving authorities to believe it was a case of hog eats human.

A pathologist couldn’t immediately determine whether the pigs were the actual cause of 70-year-old Terry Garner’s death, but a forensic expert at the University of Oregon will conduct further tests, CBS affiliate KCBY reported Monday.

“What a way,” someone who answered the phone at Garner’s home told NBC News.

Investigators aren’t ruling out the possibility another person could have been involved.

“Due to the unusual circumstances, the Sheriff’s Office is investigating to determine if foul play may have resulted in the death of Mr. Garner,” District Attorney Paul Frasier told KCBY. Garner was at his farm near rural Riverton last Wednesday, when a

family member went looking for him, according to The RegisterGuard.

Garner’s dentures were first spotted inside the hog enclosure, and then other random body parts were located — although most of him had already been devoured, the newspaper added.

The Coos County Sheriff’s Office has a couple of theories on what occurred: Garner could have suffered a medical emergency, such as a heart attack, leaving him in “a position where the hogs could consume him,” according to a statement.

In another scenario, the swine — weighing about 700 pounds each — may have knocked Garner down, overwhelming him before killing him, authorities said.

It’s unclear exactly how many pigs live on the farm, but police believe one of them had been aggressive toward Garner before.

Pigs are omnivorous, and have previously been known to feast on people.

THEY stepped onto the evening ferries in Hong Kong’s crowded harbour to watch the sky light up with fireworks to celebrate China’s National Day. Instead, the night ended in chaos and tragedy.

Two ferries collided Monday night, upending one of the vessels and sending passengers into the water. At least 38 people died.

Rescuers picked up 123 survivors and are still searching for a countless number of others who are missing.

Passengers on board the ferries said they had only moments to escape.

“First it was up to here and then here. The water rose so quickly,” one woman, who declined to be named, told CNN affiliate i-Cable. “We thought we were going to die for sure.”

The boat rolled violently before it partially sank.

“I opened the window and pushed a child out. I put a life jacket on him and pushed him out first,” he told i-Cable. “At the time, it was very chaotic. The boat was completely standing straight up in the water. It was chaotic. All the tables and chairs were everywhere. It was like a slide; everything was sliding down.”

“I thought we’d hit a rock or a lighthouse,” said Chris Head, a teacher who was on the passenger ferry. He said the vessel went from what felt like full speed to “an abrupt halt.”

As the damaged ferry began to move toward a pier in the small town of Yung Shue Wan on Lamma, Head said, he could see the other boat had started to sink into the water vertically, like the Titanic.

“It was very dark,” he said. “There were very few lights on board.”

According to the Hong Kong Fire Services Department, which led the rescue, the vessel began to sink quickly after the impact. It said low visibility and many obstacles on board made work difficult for rescuers. (CNN)

Alonso backs Hamilton’s move to Mercedes FERNANDO Alonso says Lewis Hamilton has made the right choice in leaving McLaren for Mercedes next year.

The Ferrari driver said McLaren, for whom he drove in 2007, have not been as successful as they would have liked.

He said: “For Lewis, it is good to move on. From McLaren, [Alain] Prost was going out, [Ayrton] Senna, me,

normally for a better life, a good change.

“McLaren is 14 years without winning a constructors’ championship, most of these sometimes with the best car.”

McLaren have won more races in the last 30 years than any of their rivals, but only Hamilton - in 2008 has taken the drivers’ championship for them during the last 12 years.

They scored more points than any other team in 2007, when Alonso and Hamilton were paired, but were disqualified from the constructors’ championship as a result of the ‘spy-gate’ scandal, in which the then McLaren chief designer Mike Coughlan was found to have nearly 800 pages of confidential technical information about Ferrari.

Eight persons qualify as football referees

Cole Nickson is now a qualified football referee.

FIFTEEN persons have qualified to officiate at football games in the TCI. Of the lot, some of whom are youngsters, eight have become fullfledged referees and seven assistant referees.

The participants completed their training (theoretical and practical) last weekend with a ‘Laws of the Game’ exam and fitness tests.

The Turks and Caicos Islands Football Association (TCIFA) organised the event to get more persons trained in the area of officiating since there are over 20 leagues and competitions running throughout the year.

Only two candidates narrowly missed out. The real test however came early Sunday morning when the soon-to-be qualified referees had to go through two vigorous fitness tests. The first challenge was the sprint test: candidates had to complete six forty-metre sprints in under 6.5 seconds with only a forty second rest period in between. All candidates passed this test which meant that they had reached the level of assistant referee; however the final and most daunting task was to come. In order to become a fully qualified referee, each candidate would have to complete a stamina test, which basically consisted of running ten laps in a given time. For each lap, each person would have had to make two 150m sprints within 35 seconds, without stopping. The candidates gave their best, but some feel short of the required standard.

Technical Director Matthew Green was pleased with the effort.

“It is great to see such enthusiasm to become a referee, a position which is often a thankless task. The exam results were promising and those that just missed out on the fitness test will be more prepared when they get a chance to re-take it later this month.”

TCIFA president Chris Bryan was equally full of praise. He complemented the group on their performance: “You have all done a great job and you should be very proud of your achievements. The standards we have set are not easy to reach, but you have all put in a lot of hard work to reach this level.

Congratulations, to all of you that have qualified as either a referee or an assistant referee.”

In closing Green added that there were many standout performances during the course: “Gaya Smith achieved the highest score in the exam and I was impressed with Gianni Ascani and Herby Magny as well as the young boys Cole Nickson and Gabriel Diotte. We also had a large number of females participating from our youth programmes.

Sarah Cenary, Jenny Fluerenvil and Shinaydine Pluviose did a great job in passing the course, but the highlight for me was Kadine Delphin’s performance during the fitness tests, she led from the front the whole time and encouraged her team mates to keep up with her. She also put in a blistering final lap and her times were faster than most of the men. If this group of referee’s stick together, they can reach a very high level and it is not too far fetched to suggest that they could one day officiate in World Cup games”.

Cricket programme for youths in Provo resumes this Saturday CHILDREN between the ages of six-18 will benefit from a cricket coaching programme from this Saturday until December at the Downtown Ball Park in Providenciales.

The event, organised by the TCI Cricket Association, was expected to start last month, but was pushed to this date because of technical difficulties.

Children will be taught how

to bat, bowl, field, catch and they will also learn the rules of the game, discipline, scoring and umpiring etc.

Williams will continue education in Jamaica – Eyes on Utech or UWI – Set to join Bolt and Blake at Racers WORLD junior 200M champion Delano Williams has decided to continue his education in Jamaica after he finishes high school next year.

The 18-year-old, Munro College sixth former, has also made up his mind to join the premier track club in the Caribbean, Racers, in which the likes of Usain Bolt and Yohan Blake train.

After winning his world junior title, the TCI born, Williams was undecided about which university to attend. He had earmarked Florida State as a possible alternative to the University of Technology (Utech) in Jamaica. But upon listening to the advice of a number of recognised persons in the sport the teenager

decided against leaving Jamaica.

“I have seen top athletes out of Jamaica go there and get burnt out by coaches just so that their schools can get points at the NCAA Championships. To me they (US universities) don’t specialise some of the athletes, especially when you are getting a full scholarship from that school…. I don’t think it’s a bad decision, because I have the fastest man in the world [Bolt] training in the camp I’m going to join in August after the World Senior Championship in Moscow next year.”

SENIOR DIVISION Except for CHAMPS in Jamaica and Penn State Relays, Williams will now have to complete as a senior athlete. The transition for him as a dominant junior to a dominant senior is not one he will rush into.

“I’m actually a senior now so it’s

going to be a rocky road before I start doing some damage on the track. It’s where my professional life starts, so I feel that it would take roughly 2-3 years before I can adjust to the senior stage. I’m just looking to run some fast times this new season.”

Williams will try to run new personal best times while trying to win a few competitions in Jamaica, before he joins Bolt and Blake.
