Humanitarian ban on Haitian repatriations lifted THE Ministry of Border Control and Labour has lifted its freeze on deportation of illegal Haitian migrants who arrived after the devastating 2010 earthquake. Permanent Secretary, Ministry of Border Control and Labour, Clara Gardiner, said, “The lifting of the moratorium on deportation is part of the Ministry of Border Control and Labour's commitment to enforce the law firmly, fairly and effectively. “Through the development of our intelligence capability and establishment of a joint protocol with the police, we are focusing on threats and individuals who seek to undermine the integrity of our borders, such as sloop arrivals, facilitators and traffickers, whilst targeting those migrants involved in criminality or causing harm to our communities.” After the Haitian earthquake in January 2010, the United Nations High Commissioner for Refugees (UNHCR) appealed to governments to suspend temporarily all involuntary returns to Haiti. And in addition to grant interim protection on humanitarian grounds to all those that had left Haiti, until the situation there had stabilised and basic services had been restored. The Turks and Caicos Islands Government (TCIG), like other neighbouring countries, including the Bahamas, the US, and Jamaica, suspended the deportation of illegal migrants already in TCI, except for those arriving illegally by sloop. In July 2010, UK ministers agreed that TCIG should maintain its moratorium on returning those Haitians who had arrived illegally before January 2010, with the exception of those convicted of criminal offences or already serving sentences for criminal offences who
could be deported irrespective of when they arrived. Twelve months later, in 2011, the UNHCR issued a further “returns advisory” asking countries not to return Haitians to Haiti, and if they did, to make specific exceptions for unaccompanied children and various categories of vulnerable migrants. However, in that same year, TCIG repatriated all illegal Haitians who arrived since January 2010 on the grounds that the country did not have the capacity or the resources to hold
them. The UNHCR has not objected to these repatriations. According to the government, all other nationals continued to be treated in accordance with the law throughout this period. TCIG also disclosed that United Kingdom ministers have been consulted about the most recent decision regarding lifting the ban, and support it on the understanding that all deportations from the territory are subject to due process
of the law. On that note, the UK has committed to continue to provide the TCIG with technical assistance to support more effective border control and enforcement. People can only be removed from the Turks and Caicos by lawful deportation under the Immigration Ordinance. This will either be on the basis of having been convicted in a court of law of a criminal offence, and recommended for deportation by the
court, or by administrative deportation, in which case they will be given due notice of the intention to deport them. Gardiner said, “We also continue to crack down on illegal workers and those employing persons without the proper permits.” Alongside partners, and in line with the enhanced 'track and trace' capability that the new coastal radar facility will provide, the government is reviewing instructions and refining guidance contained in the National Irregular Migrant Contingency Plan.
Political parties blast administration over Salt Cay water woes – Boyle underscores their own inaction BY VANESSA NARINE DEPUTY leader of the Progressive National Party (PNP), Mr. Carlos Simons, in a statement on Monday, said the people of Salt Cay are in “serious danger” of running out of potable water. His comments followed a visit to the island on Saturday by a PNP team that included party leader, Dr. Rufus Ewing, and the At-Large candidates. Simons lashed out at the interim administration for not treating the situation with a greater sense of urgency. He said, “What is disturbing and unacceptable is that the interim government is willing to put the wellbeing and welfare of the community of Salt Cay, and the island’s fragile tourist trade at risk in

the name of fiscal austerity and not take the steps necessary to fix this urgent situation. “This is the same interim government that halted a development that would have solved Salt Cay’s water problems once and for all and that recently announced it had settled law suits against the developer for payments of over $7m. “Just how cold and uncaring can a government be? “We now call on the interim government to halt its neglect of the community of Salt Cay and to attend to these matters immediately. “The situation should not await the arrival of an elected government in November though if it does, we in the PNP will address these problems for the Salt Cay community immediately.” PARTY INACTION However, the Turks and Caicos Islands Government (TCIG) Chief Executive, Mr. Patrick Boyle, hit back when he underscored the fact that the water problem in Salt Cay was left unaddressed for decades. He said, “It is most unfortunate that Mr. Simons seems to be seeking to whitewash the political parties’ roles in this extremely unfortunate matter.” The Chief Executive pointed out that the interim administration is has spent $110,000 on the upkeep and maintenance of the water supply on Salt Cay and Grand Turk this financial year. He added that TCIG also proposes to spend a further $40,000 in maintaining and upgrading the water storage tank on Salt Cay this financial year. DIRECTOR of the Integrity Commission, Mr. Eugene Otuonye, maintained that while the Political Activities Ordinance is new to the TCI, penalties will be enforced where necessary. He said, “We do not want to go down the enforcement route, but if we have to we will.” The Political Activities Ordinance came into effect on August 28 and sets out clearly how parties finance themselves and account for the money they raise; who can donate and the amounts; and controls how the parties spend the money raised in their election campaigning. Thirty-two representatives from the People’s Democratic Movement
(PDM), the Progressive National Party (PNP) and the newly formed People’s Progressive Party (PPP) met with the commission on Wednesday to discuss the practical implementation of the ordinance’s requirements. The new legislation is specified explicitly in the New Ordinances Milestone and takes forward one of the recommendations of the 2009 Sir Robin Auld Commission of Inquiry. Otuonye stated that the TCI is leading the Caribbean region with such a legislation that regulates political financing. He said, despite the fact that the legislation is a new one; the commission is working with stakeholders to ensure compliance. According to the director,

by the people or tell the truth. “Mr. Boyle, we think you owe the country an apology and a commitment to fix the Salt Cay water situation immediately.” Up to press time, Boyle had no further comment to make. UNACCEPTABLE Deputy leader of the People’s Democratic Movement (PDM), Mrs. Sharlene Cartwright-Robinson, stated that Boyle’s comments were totally unacceptable. She called for an apology for what she described as “ill mannered, immature and unprovoked” comments. Cartwright-Robinson said, “We have had a full report on the situation and have within the past week been working on a proposed resolution to the problem. “We have unfortunately come to the conclusion and have accepted that the interim government is prepared too often to take and use the power of an elected government void of compassion and care for our people and so we as a people will have to take care of our own. “Water is crucial and during the PDM’s first of its double term served 1995 to 2003, many strides were made in the area of water provision through the securing of reverse osmosis plants, introducing city water and in securing a joint venture to form Provo Water Company. “As tempting as it can be to refer in detail to our record, this is a current issue that requires a current response. “With less than three months to go, it is disheartening that the interim government would still seek to
remove itself from its responsibility as the sitting government of the day on such a crucial issue. “It seems to be hurriedly going on with business that should be left to an elected government as if it were facing reelection at the polls come November 9. “We find it troubling that the interim government has found itself in so many issues that are not related to the milestones but are all too hesitant to address our social issues and vital issues such as access to water in 2012. “We will in the furtherance of transparency wish to ask the interim government to disclose how and where it spent $110 million in this financial year, now only in its sixth month, in Grand Turk and Salt Cay when areas of Grand Turk remain without city water and where in Salt Cay the problem persist.” The deputy leader stressed that the PDM has not been the governing party since 2003 and will not allow itself to be drawn into a game of political football and casting blame with the interim government. She said, “Water is crucial and is not a political issue to be debated but requires immediate attention as the people of Salt Cay deserve much more than talk. “We have enjoyed many successes under ministerial government and our record will speak for itself. “The snide remarks at political parties show a total lack of respect and evidences more and more that there is no regard for us as a people and for which we must respond loud and clear at the polls our desire to see an elected government back in office with a strong mandate from its people.”

penalties will not be the first step taken to ensure compliance. Otuonye also made it clear that the commission has checks and balances that will aid its investigation into anything out of the ordinary. He stated that breaches of the
ordinance, in the worst case, could result in a fine of $5,000 or 12 months in prison, or both. Otuonye added that the meetings were productive in that the parties were able to go through the ordinance with commission members and
understand what needs to be done. He pointed out that the meeting was initially intended to be with party leaders and their treasurers, but the large turnout indicated the seriousness with which the parties view such engagements. He noted that the tone set at the meeting reflected that the parties are satisfied with the working relationship with the commission and have a sense of confidence going forward. Head of the commission’s newly established, Political Financial Activities Unit (PFAU), Mr. Patrick Noonan, noted that the discussions were frank and open. Noonan stressed that his unit will be proactive in assisting where it can to support the parties in being in compliance with the laws. The commission is expected to hold a similar meeting with those running as independent candidates in the upcoming elections.

LOCAL businessman, Mr. Oswald Simons, announced on Wednesdaythat he would be running in the upcoming November 9 elections as an independent candidate. According to Simons tough choices lie ahead with regard to several current issues at both the national and individual level. However, he maintains that these are decisions he can assist with. Simons said, “I believe that my life experiences and training have made it possible for me to serve you in the capacity of an elected representative for our entire country. “I am therefore asking you here and now for your vote. “My vision for our country in the near term is debt reduction and financial solvency followed by a period of financial growth and consolidation and eventual financial independence. “Concurrent with the improving financial condition of our country must be the improving financial position of our people together with their better employment opportunities

and education.” PLATFORM Outlining his platform, Simons has pledged to tackle the quality of healthcare and healthcare coverage, to ensure that it is affordable to all. He also addressed the issue of attracting solid and beneficial inward investment, as well as focusing on the proper level of infrastructural
improvements, continuing growth and improvement of the tourism industry. Simons said, “These are and will continue to be contributing factors in our recovery and our journey to political and financial maturity. “I know that the majority of the electorate is staunch party supporters but I trust that those of you across the TCI who know me and are prepared to consider an alternative to total party domination in our politics over the next four years will consider a vote for me as a vote for a change for better.” Simons is the brother of deputy leader of the Progressive National Party (PNP), Mr. Carlos Simons. An entrepreneur in Providenciales, he is also experienced in banking, debt and financial management, real estate and property development. Simons previously served as chairman of the Turks and Caicos Islands Investment Agency and director of the TCIG Financial Services Commission. Currently, he is involved in the Masonic Fraternity and is a board member of the British West Indies Collegiate, as well as a board member of the Turks and Caicos Tennis Federation.

THE People’s Democratic Movement (PDM) introduced their ‘Magnificent Ten’ last week, in the run up to the November 9 elections. The ten candidates for the constituencies are: Mr. Derek Rolle for Grand Turk, North; Mr. Edwin Astwood for Grand Turk, South; Ms. Edith Cox for South Caicos; Mr.Ashwood Forbes for North and Middle Caicos and Parrot Cay; Mr. Ezra Taylor for Leeward; Mr. Sonny Forbes for the Bight; Mr. Isaac Oral Selver for Cheshire Hall and Richmond Hill; Mr.Goldray Ewing for Blue Hills; Mr. Sean Astwood for Five Cays; and Mr.Delroy Williams for Wheeland and West Caicos. The announcement follows the party’s selection of its At-Large team, which includes: PDM leader, Mr. Oswald Skippings; deputy leader, Mrs.Sharlene Cartwright-Robinson; former PDM leader, Mr. Derek Taylor; former minister, Mr. Samuel Harvey; and political tenderfoot, Mrs. Josephine Connolly. What are your thoughts on the selections?
Transparent
What we saw with the PDM’s announcement was transparency. The PDM released profiles on their candidates, detailing what they bring to the table and how they will contribute to the PDM’s vision for a better Turks and Caicos Islands. Rather than saying they are pleased with the candidates they selected, those selections were justified to the people of these islands. Such an effort is to be lauded, since the past trend was that politicians take the people for granted and just put anyone to represent the majority. The PDM’s justification of their choices shows respect for the people of the islands – this is a more than welcome sign. However, the team in my view is not completely the best, but undoubtedly, better than what we have seen from the PNP. For example, the PDM has approved of taxi
drivers to becoming politicians (a criticism that the PNP shares), but in the PDM’s case, that individual is saved by the fact that he has strong grassroots connections and is more likely than not going to represent fairly the views of the people in his constituency. Overall, the transparency that is seen with the PDM, I think, bodes well for the party going into the elections.
Next step depends on portfolio
Well I only can speak about the candidates for my constituency. They both will need to do a lot of groundwork. I personally feel this area has a lot of business potential. It needs many regulations to be enforced, it needs more presence of whoever will be the elected minister. Mr.Astwood is a developed businessman
and has been involved with politics for some years. However, he will really have to do many meetings with the people of this community to get a feel of what they want for their community and what they would expect of him should he be the elected minister. I wish the PNP and PDM candidates the best in this venture, but I am voting PDM – that is if Mr.Astwood can present a great and genuine portfolio.
Lack of interest
There is an obvious lack of interest in this election because whoever wins will have no money to work with. The elected representatives are expected to be as ineffective as the appointed Consultative Forum and the Advisory Council. The slate of candidates with one rare exception leaves us uninterested. We obviously can no longer support the people and party that made this mess. However, the slate put forward by the PDM with one rare exception is only superior under direct comparison to the PNP. Once again, they will back into a win.
Sharlene Cartwright Robinson is the exception. She deserves support from PNP and PDM alike because of her willingness to fight for what was right under sleeping chairman Simons and chairman Misick, who was only out to prove to the Brits she deserved a permanent paying job. I suspect many PNPs will choose her over Rufus and certainly over Carlos. PDMs will give her their all. Only Sharlene has the credentials out of all the candidates from both parties to be premier and hold the British accountable. Her husband, now a retired civil servant, gives Sharlene the understanding to represent, train and manage the public sector.

$2m Caicos Causeway contract signed GOVERNOR Ric Todd signed a $2.042m contract with Cove Construction on Wednesday to carry out the much-anticipated repair of the Caicos Causeway. The extent of the repairs necessary to this iconic structure has meant the interim administration’s investment has increased from $1.35m to more than $2m. Todd, earlier this year, committed to having works start on the causeway linking North and Middle Caicos at the end of June. However, according to him, the agreement of the contract took longer to negotiate, considering the technical implications of stakeholders’ suggestions on the way forward. The Governor noted that the negotiations were also made lengthy because calculations on the final price had to be agreed on. The works are expected to begin
in November, following the end of this year’s hurricane season, and are due for completion by May 2013. Works are expected to involve: • The reconstruction of the causeway including filling and resurfacing both the bridge and its approaches; • Improving the barriers that protect the causeway from tides and winds; • Repairing the bridge’s waterproof membrane; • Replacing the existing street lights with new solar powered units; and • Removing casuarinas trees and replacing mangroves. The work on the Caicos Causeway is one of the key infrastructure projects highlighted in this year’s budget, which also included repairs to the Millennium Highway, the replacement of the decrepit Reverse Osmosis plants on Grand Turk in

2012/13 and Salt Cay in 2013/14, as well as investment in schools. Todd said, “As a regular visitor to all of the family islands, I am very sensitive to the importance of the causeway in the daily lives and businesses of the people of North and Middle Caicos. “I have said that rebuilding the causeway is a high priority for the
interim administration, so I am delighted the contract is signed and work will soon be underway. “I am sorry that the work did not begin when I said it would before this hurricane season, but this was for good reason. “We wished to be certain that the works carried out provided a long-term solution to achieving
a permanent road connection between the two islands and avoid the problems associated with the previous attempt. “It is too important to the people of these two islands for that. I hope that the residents will look back this time next year and be pleased with their ability to use the causeway with greater ease.”

Safeguarding public finances NEW legislation to protect the TCI from poor commercial decisions by government was a hot topic at the latest Advisory Council meeting. During the meetingin Grand Turk on Wednesday the draft Public Procurement Bill was discussed. The bill is one of a number of pieces of legislation being introduced as part of a body of legislative and regulatory changes designed to protect the public sector and its finances. It is one of the milestone related pieces of new legislation that will be made law before the election in November. Patrick Boyle, Chief Executive of the TCI Government, said, “It is clear that too many contractual decisions were taken in the past that did not sufficiently take into account the future longer term needs of the taxpayer. “It was not right that some development agreements, for example, were signed for immediate short term gain, often for a duration of decades without any opportunity for renegotiation or sharing of success as that business grew. “These days, procurement is a specialist role and this proposed law will make sure that this skill set is included at the heart of all future public sector commercial contracts.” Following the enactment of the Public Finance Management Ordinance 2012 in March, it was concluded that a further specific procurement ordinance was necessary. This would reduce the opportunity to bypass procurement procedures and ensure significantly improved management and accountability in all future procurement activities. The proposed improvements
include: • The need for all public servants engaged in procurement to refer to this and related ordinances, such as the Public Finance Management and Chief Financial Officer Ordinances when considering procurement matters. • Creation of a statement of principles that public servants will be required to apply. • Creation of a central contract management cell led by a director of contracts to oversee the process and provide advice as required. • Introduction of disciplinary and legal processes where elected members and/or public servants deliberately circumvent the provisions of the ordinance. • The intentional splitting of a large procurement requirement into smaller lots to get round bidding requirements is a new offence. • Achieving value for money and encouraging competition are always to be prime considerations before procurement is undertaken. • Introduction of reporting arrangements relating to contracts for capital projects with a life time value above that set by the Permanent Secretary Finance and all other contracts/amendments above the reporting threshold set by the Permanent Secretary Finance via the Gazette and/or government website to provide transparent information to the general public. • Setting out clear responsibilities of the Procurement Board (also known as the Tender Board). • Defining the stages of the procurement process. Amanyara Resorts leases 17 acres for expansion GOVERNOR Ric Todd, on Monday, signed a multi-million with Caicos Resorts Limited, owner of the world class Amanyara resort, which will see an additional 17acres of crown land leased at Northwest Point. The lease is for 999 years for a $3.04m down payment, as well as an annual rental income. The resort is expected to expand its successful villa program on the new site and is considering other additional facilities too, such as a spa and tennis centre. Todd said, “This new investment in the TCI shows that business growth does not always come from inward investment. “While business conditions remain challenging here, we are in
a much stronger position than many other parts of the world as the recent publication of the country’s GDP figures showed. I remain confident that we will see further investment here in the TCI in the next few months. “Further, this is the first deal under the new terms of the Crown Land laws which sees land held for the long term benefit of the people of the TCI, not sold off for a short term gain. Michel Neutelings of Caicos Resorts Ltd. said, “The increased demand of Amanyara Villas over the past years has inspired us to extend the portfolio further. We are happy to also boost the profile of Turks and Caicos and create a significant number of jobs for the local economy
with this expansion.” The Turks and Caicos Islands is expected to benefit from increased revenue streams from Amanyara through its ongoing growth and through increasing levels of employment at the resort. The deal is also significant as is demonstrates the commitment of an already successful Turks and Caicos business to the future of the Island’s leading industry. Amanyara’s expansion follows on from other indigenous investment such as Digicel’s $7m growth plans for TCI, the £15 million second Fixed Base Operation (FBO) at the airport and the Global University Schools of Medicine and Public Health’s (GUMED) $9m investment in a new medical school.
PNP uses beginning of school year to outline education plan Political parties to be registered with Integrity Commission by end of September REGISTRATION of all political parties with Integrity Commission should be completed by the end of September, according to Director of the Integrity Commission, Mr. Eugene Otuonye. Otuonye told the Weekly News that no parties have been registered yet, but stated that the Commission is working closely with them to get the process started. “We expect that it will take a few weeks, so by the end of September, we should be done,” he said. According to him, the Commission is working with parties, as well as candidates who have expressed interest in running as Independents in the upcoming November 9 elections, to ensure
that the laws regulating the election process are followed. Otuonye explained that Independents are not required to register, as political parties are expected to, but there are requirements that they have to meet. “This is why we are working with the Independent candidates separately from the political parties. We do not want to lump them together, because there are some differences in how the Ordinance deals with them,” he said. The Director added that guidelines regarding who is qualified to run in the elections, as well as what the grounds for disqualification are will be made public soon. (VANESSA NARINE)
THE Progressive National Party used the beginning of the new school year to outline their education plan, stressing that a PNP government would be committed to all levels of education. According to a statment from the party on Monday, they would focus on: • Building/opening new schools where needed, such as in Providenciales to relieve
overcrowding; • Keeping open existing schools with small student enrolment, such as in Salt Cay and Middle Caicos; • Focusing on early childhood education to ensure learning disabilities are detected and corrected at the earliest possible stage early so as not to retard later educational achievement; and • Ensuring post-secondary

The Ministry of Border Control and Labour has issued guidance on how to apply for Permanent Residence Certificates (PRC) under the new regulations. The new rules, which become effective on September 10, 2012, were introduced under the Immigration (Amendment) Regulations 2012. Guidance notes and application forms are now online a twww.gov.tc.

PPP to finalise slate of candidates, leader Harold Charles – Four candidates names so far BY VANESSA NARINE THE newly formed People’s Progressive Party (PPP) is still to decide on its final slate of candidates, according to leader, Mr. Harold Charles. Charles had previously expressed his intention of running as an independent At-Large candidate, but in an interview with the Weekly News, he stated that he was subsequently in talks with several other persons who have a shared vision for a better Turks and Caicos Islands. To date, three others on the party’s ticket have been named: Zhavago Jolly, as deputy leader; Dr. Edward Smith, who like Charles had indicated his intention to run as an independent candidate; and Mr. Lou Clare. Charles stated that there is a possibility that the PPP will contest all ten constituencies. The PPP leader told the Weekly News the party’s door is still open for people who share its vision to contribute to the cause. The party’s slogan is ‘New
Horizons’ and, according to Charles, it signals change for the TCI in several areas, including economic development, healthcare, affordable housing, social services, environmental protection and public education, among others. When asked about the criticism over his Haitian roots, Charles pointed out that he has been living in the TCI for years and has contributed in several areas. Born in poverty-stricken Haiti in a family of 13, Charles left Haiti for the TCI as a young man and worked as airplane cleaner. He ended up buying and owning the airline he worked for - Provo Flying Service in l983, which he renamed Charles Air. In 1992, Harold sold Charles Air and two years later, he founded SkyKing. Unit to enforce Political Activities Ordinance established
THE Integrity Commission, this week, established a unit to implement the Commission’s responsibilities under the Political Activities Ordinance, which included overseeing the registration of political parties and the monitoring of their financial transactions under the Political Activities Ordinance. The Political Financial Activities Unit (PFAU), headed by Mr. Patrick Noonan, began operation on Monday, ahead of the enactment of the Political Activities Ordinance, which came into force on August 28. The new Ordinance means that all parties will therefore need to formally register with the Commission with effect from this date and weekly reporting of donations and rules concerning campaign spending will be in force. The Ordinance gives the Integrity Commission responsibility for ensuring that political parties and candidates comply with their respective legal obligations under the Ordinance. The Commission is also responsible for the registration of political parties, the monitoring
and publication of significant donations and the regulation of party and candidate spending on election campaigns. Director of the Integrity Commission Eugene Otuonye, said, “This is an extremely important piece of legislation and a crucial part of the Commissions work. This is a major step forward for the Turks and Caicos Islands, which is leading the way in the region. Our aim is to ensure integrity, transparency and public confidence in the process which we take very seriously”. According to Otuonye, the Commission will be engaging the political parties, as well as Independent Candidates, to cover issues relevant to them concerning their obligations under the Ordinance. He stated that the Integrity Commission intends to work with the parties and candidates in the run up to, and after the general elections to establish and maintain transparency and integrity of party election finance on behalf of the people of the Turks and Caicos Islands.

He said, “If I had decided to join the PNP [Progressive National Party] or the PDM [People’s Democratic Movement] the fact that I was born in Haiti would not be an issue.” The PPP leader added that his party’s vision for the TCI is essentially focused on opportunity and equality for all and, by extension, a better Turks and Caicos Islands.
Dr. Edward Smith, in speaking to the Weekly News, stated that he did assess the options of joining the two major parties, but was eventually drawn to Charles’ vision for the country. “His goals and mine are not dissimilar,” Smith said. Mr. Lou Clare was unavailable for comment up to press time. Party leaders, Mr. Oswald Skippings and Dr. Rufus Ewing, in television interviews this week were confident that the new party does not pose a threat. Skippings stated that a third party forming so close to the elections would be ineffective. Ewing, while acknowledging that another party would diminish votes, stated that major support would be dependent on the PPP’s slate of candidates. TCI has historically had only two political parties in the running, with the exception of the Mr. Glen Evans Clark’s Teacup Party formed in the
1980s and later dissolved after it failed to attract major support. The party is expected to host its official launch before the end of September.
SHARED VISION Deputy leader of the PPP and newcomer to the TCI political scene noted that while working with Charles in his bid to run as an independent At-Large candidate, it was evident that his focus was on contributing to change and improvements in the TCI. Jolly functioned as Charles’ campaign manager, prior to being selected as deputy leader. The deputy leader noted that as a young person he hopes to appeal to others in the same demographic.
Single donations of over $30,000 to parties must be returned or put into Consolidated Fund POLITICAL parties, according to the Political Activities Ordinance, are only allowed spend $600,000 on their campaigns, with the limit of single donations being $30,000. Director of the Integrity Commission, Mr. Eugene Otuonye, at a press conference on Wednesday, explained that if donations exceed $30,000 they have to be returned. However, Otuonye stated that if the single donor of over the $30,000 limit cannot be identified, those monies have to be placed into the Consolidated Fund. When asked if there was a limit on the number of donations, the commission’s director explained that there was none. According to him, a political party can collect as much as they like, but can only spend $600,000,
and no single donation must be over $30,000. Otuonye stated that the Political Activities Ordinance makes clear the requirements for financial reporting by political parties. He noted that reports are expected to be made on a weekly and biannual basis to the commission. The director said the commission’s approach and method of dealing with the reporting requirements was discusses at a meeting on Wednesday morning. He stated that the areas where the parties need more clarification will be addressed in guidance notes provided by the commission, as well with as explanatory notes that will accompany the necessary forms that need to be filled out. AMID calls for candidates presenting themselves in the upcoming elections to be scrutinised more closely, Director of the Integrity Commission, Mr. Eugene Otuonye, said the commission only has jurisdiction over persons in public life. At a press conference on Wednesday, he explained that once the candidates are elected only then do they become persons in public life. Otuonye pointed out too that “intimate” financial information is disclosed once the commission gets involved, and the constitution is clear about the powers of the commission. According to him, after the elections, the new officials have three months to file their declarations with the commission. “The process is not unfair… the constitution is what it is,” he said. The director added that if all is well the officials will continue as persons in public life and if not they will be asked to step down. He added that the Elections Ordinance makes provisions to fill the vacant post, if such a situation arises. Fire show shock
Dear Editor; I have first-hand experience from four serious fires in my lifetime and from one of them I'll always carry burn scars. Consequently I'm very careful to not do anything that may cause a fire. On two of these four occasions the firefighters arrived surprisingly fast and dealt with the fires in an efficient and exemplary professional manner. I hold deep respect for and admiration of professional and volunteer firefighters in general, since confirmed by a particular experience here on Provo. But this letter is not about the good firefighters of the Provo Fire Department. This letter is about the mindboggling event that occurred on the evening of Wednesday, August 29, when the old, long unoccupied and bone dry wooden house called Treacly West, suddenly and spectacularly burned in an almost explosive bloom of flames and sparks that could be seen from miles away. The house on the ridge above Leeward Highway (near Cherokee Road) hadn't caught fire, it was set
ablaze deliberately. Torched. Not by some arsonist or pyromaniac or by careless or mindless kids as one might suspect, but by the Provo Fire Department, or rather: The Department of Fire. This didn't only scare me out of my old and burn scarred skin, but surely arose the hairs of anyone else in our neighbourhood that was home and saw the ‘show’. I'm grateful to my next door neighbours who were home in the closest house to the fire (excepting the just recently occupied Treacly East - will it be the next to go?). They called me after having called 999 and 911where nobody answered (itself a worrisome disgrace), and then having discovered firetrucks, two of them, already on the scene. Hurrying there with heart pounding and eyes ablaze, I was informed that this was just a training exercise, no problem! I regret that in the proverbial heat of the moment I expressed myself with a vocabulary I didn't learn at my mother's knee. My apologies! Not your fault, blushing firefighters! Third shock of an evening: “It's okay, ‘cause the owner said so.”
Well, I guess it also saved him some bucks by not having to hire anyone to properly demolish the house. (Did anyone remove the vinyl flooring, the insulated wiring, the PVC pipes or any other stuff that is not really green when it melts or turns into gas?) The fourth shock of the evening I had already struggled with on my way home: Why was nobody told about this? No foreplay, no notice, no phone calls. Nada. It is not conceivable that the idea for this infernal training session was something the firefolks themselves had cooked up, they must have been ordered to do this by their leader. On this Wednesday night, somebody with plenty gold or silver upon sleeve or shoulders demonstrated something to our neighbourhood and perhaps the whole community. But what? Dangerous driving taxis
Dear Editor, With reference to an article appearing in the Weekly News, edition dated September 1-7, under the headline ‘Police issue another warning for motorists to slow down on the roads’, I wish to express my dismay at the actions of the police. I read with great intent and I was hoping that there would have been some mention of one of the biggest culprits that this beautiful island has to deal with when it comes to excessive speed - taxi drivers.
The article mentioned the need to slow down and act responsible when driving. Ask anyone who dares venture out on a Saturday on Leeward Highway; it is a risk that I no longer take due to the excessive speed that manytaxi drivers seem to believe is necessary while returning to the airport in the hopes of acquiring another fare. On any given day, the taxis speed anywhere from 40mph upwards to 80mph. I admit that at times I have

broken the speed limit by 10mph, but numerous times I have seen taxis overtake other vehicles at speeds that would be reserved for NASCAR or the Formula One circuit. If the RTCI Police Force’s Winston Diamond of the traffic department would like to make a difference, then I would suggest that he and his division pay close attention to the strip of Leeward Highway from the Seven Stars roundabout and the airport. Taxi drivers drive at such speeds that if an accident where to happen, I am certain that a fatality would be the outcome. I have witnessed taxis overtaking vehicles on the shoulder, cutting people off to gain a mere ten feet, following so close behind another car that it would be impossible to avoid a rear end accident if the driver in front had to stop abruptly. If the police’s traffic department wants to make a difference, start with the taxi drivers. Control their speed and the island would be a safer place. Taxis need to be better controlled and they need to be ticketed like any other person on this island. Thank you, Jeffrey Racette
Lazy advisors Dear Editor, There seems to be a trend in the Attorney General's chambers to constantly just give bad advice. Like the situation with Temple Mortgage -the fact that the government did not enter a loan agreement with Temple but agreed to be bound by the security on a piece of land that was stolen from the government. This just adds to the picture. The developers of the Conch Farm have shown they intended to hire people, invest heavily but the Governor, TC Invest, the CEO, all wanted to say no. If the letter from the Conch Farm is true, the government is wrong and they should just settle the case and the AG should advise in this way. But it seems that there are lazy or incompetent people advising the Governor from the ground up and they are either supplying him with wrong information or they are maliciously being obstructive. One cannot envision a situation where as many suspect that the Governor, the British, the CFO, the FCO all want to shut the islands down. They all in turn use silly mistakes like this to keep investment out and punish the people to death by high taxes. Incompetence and venality like this should be stopped. Either the Conch Farm is wrong or the Governor is under orders by
the one who sent him to the islands to keep the islands closed from foreign investment or keep away new money. We are not seeing any initiative, plan, effortetc, by the Governor to allow new investment. Misunderstandings are allowed, encouraged and are being used by the Governor as an excuse to say no! They plan, plot and cajole elaborate schemes which are badly conceptualised to tax the people to death. However it seems that the problem with the Conch Farm is a major misunderstanding or a deliberate one. The AG, the CEO, TCInvest, the CFO are all obliged to advise the Governor that the suit is wrong. The Conch Farm's position, it seems, is correct. So allow the project, allow the jobs and end this trend, which seems to point in the direction of stopping investment. Is it organised or is it bungling at the highest and lowest levels of government? If you accept bungling, dropping the ball or screwing up then the problem can be corrected through further talks. Respect for Usain Bolt Dear Editor, I am thrilled that the world’s fastest man and destroyer of time, Jamaican sprinter Usain (lightning) Bolt, has been invited to address a Vatican conference on religious liberty. As a Catholic, Bolt is known for making the sign of the cross before racing competitively. He also bears the middle name Saint Leo. The Greeks knew that athletic prowess was a gift from the heavens and that it needed to be cultivated and appreciated as such. Artistic talent, also God-given, was used in the ancient world to produce the stunning sculptures we admire today in the Vatican Museums, from the discus thrower to the heroic amazons. I applaud Usain for using his God given talents and gifts to help
promote a modern conversation about art, faith and athletic achievement in the same way that the early Christian community extolled those same qualities in their saints and spirituality. I commend the gold metal Olympian for his determination in helping to spread the message of peace, and highlight the fact that religious freedom constitutes a very important dimension of man and culture. Paine, pain and suffering COMMENTARY
AMERICAN, Mr. Thomas Paine was the author of a pamphlet called ‘Common Sense’, which was published 250 years ago. It argued logic and influenced the lead up to independence in the USA. Independence worked in the USA for one simple reason; America is much larger and was potentially richer than Britain. Jefferson, Madison, Hamilton and Paine learned from the British and did them one better creating by a classic American constitution with its bill of rights. To this day, Britain does not have a constitutional document only a collection of disconnected laws. In TCI, we hear about preparing for independence but in considering this let us use Paine’s logic and employ common sense.
By David Tapfer We are now hundreds of millions in debt. Because of health care and the lingering results of mismanagement and greed, we continue to go financially backwards, adding to that debt. The Direct Rule government has followed in the footsteps of the Progressive National Party by raising taxes on the heads of the people. Pause and remember. It was the PNP who raised auto registration
from $35 to $75. It was PNP who gave us fuel taxes. It was the PNP who raised the cost of business licenses for mom and pop stores as well as outside big investors. It was PNP who gave us the payroll tax to pay for healthcare. A tax obviously not well thought out because in Aruba that tax is 14 per cent. Now we tax everything and everyone to attempt paying the cost of NHIP. PNP closed the airport stranding tourists. Now we suffer less arrivals and less tourist income. Put on your memory caps and think back to the last PNP budget hearing. Floyd Hall told of his looming income and property taxes. We were already on the road to where we are, probably worse. Remember the millions of overdue bills hidden in drawers. Only Hall, Royal and Gilly
knew they were hidden there, remember ? Can a country deep in debt, already bankrupt go independent? For what reason? Yes, British rule has been an extension of PNP policies. However, at the end of the day Britain has the resources to eventually put money in the pot and bail out the TCI economy. The Brits can disqualify NHIP and immediately create a surplus that would pay off the debts and lower taxes. Would Rufus Ewing have the courage to cancel his own unaffordable health program? I think not, but Skip says he will! When we get rid of NHIP we rid ourselves of the need to pay billions in taxes over the next 20 years and that, my friends, will truly be the dawning of a new day!
We read and hear some of the spinners say if the PDM wins the election, it will extend British interference. That argument makes no common sense. As long as the PNP runs the TCI the Brits will never leave. They have twice learned that lesson. This second time, they learned big time! We must ask ourselves when did honest development stop and corrupt plus over-leveraged development begin? Answer, August 2003 Sharlene will be watching the CFO-TCI checkbook and Anya's antics close. Sam will make sure Wesley puts out the right repair specs for our causeway and stops playing “let’s pretend”. Anything else will be more pain and suffering, not Paine’s ‘Common Sense’.
PDM misinterprets financial information again BY VANESSA NARINE THE People’s Democratic Movement (PDM) this week, in misinterpreting financial information, lashed out at the interim administration’s spending priorities. Deputy leader, Mrs. Sharlene Cartwright-Robinson, in a statement released on Tuesday, called for better transparency from the government. She said, “We will in the furtherance of transparency wish to ask the interim government to disclose how and where it spent $110 million in this financial year, now only in its sixth month, in Grand Turk and Salt Cay when areas of Grand Turk remain without city water and where in Salt Cay the problem persists.” However, when contacted, the Governor’s spokesman, Mr. Neil Smith, stated that the amount spent was not $110m, rather it was $110,000. He said, the speculations on spending made by the PDM are unfounded, as is their claim of lack of transparency. Smith said, “This is surely one of the most transparent budget processes in the Turks and Caicos Islands. “We have a spending plan and we are sticking to it.” PAST ERROR In August, the party charged that the quarterly report on the finances of the Turks and Caicos Islands was misleading. The party’s statement said, “It is important for our people to remember that during this quarter, lands were sold and the shares owned by the
TCIG in the Water Company were also sold. “It would appear that there should have been a greater surplus as a result of these two transactions, but the surplus recorded is a little over the amount of the monies received as a result of the sale of the government’s shares in the Water Company only. “We now note the receipt of a large sum of monies from the Salt Cay Development Company and expect at least this full amount to be a part of the surplus for the second quarter.” However, Permanent Secretary of the Ministry of Finance, Mrs. Anya Williams, told the Weekly News that said land sales for the first quarter was approximately $220,000 and, like the shares owned by the TCIG in the Water Company, these are assets and their sale do not influence

LEGAL REQUIREMENT The Governor’s spokesman told the Weekly News that the interim administration has been transparent in its financial dealings, particularly since that is what is required by law. He said, “It is written in the public financial law that a quarterly breakdown of expenditures must be made public. It is a legal requirement that we have met.
“We are doing exactly what the law requires of us. To say that we are hiding the figures is poppycock.” The financial year 2012/2013 began in April and to date the details regarding government revenue and expenditure for April to June has been made public – revealing a surplus of $8.2m. The information for the second quarter, ending September, is expected to be made public by October 28. According to the law, the information must be made public 28 days after the end of the quarter. Smith told the Weekly News that as at the end of July, recurrent revenues were $69.7m and recurrent expenditures were recorded at $49.7m, in addition to another $8.9 on other expenditures – resulting in a surplus of $11.1m.
Extra funding ensures primary school placements of all registered students EVERY child in the Turks and Caicos Islands who requires a primary school place will be given one this financial year thanks to an additional $68,000 of funding provided by the Turks and Caicos Islands Government (TCIG). According to a statement from the government on Wednesday, the funding was approved to secure places at three private schools for 63 children. This announcement follows a
proposal by Director of Education, Mr. Edgar Howell, to TCIG’s Chief Executive Officer (CEO), Mr. Patrick Boyle, made via Permanent Secretary Desiree Lewis. Boyle said, “I am aware that this year TCIG is faced with the problem of overcrowding in its schools, in particular on the island of Providenciales. “Whilst this is clearly only a short term stop gap, I have tasked the Department of Education to
now develop a sustainable solution to this recurring issue.” A total of 213 children were registered for school this year. TCIG initially had funding in place for only 150 children, leaving 63 four-year-old students were left without a school place on Providenciales. These students were already on the Department for Education’s official waiting list having registered
for school earlier in the year. According to TCIG, the students will be put into three classes one each at three private schools. The agreement will cover the basic salaries for three class teachers one at each school. There are three public (non-fee paying) primary schools and one public high school on Providenciales serving approximately 2,600 students.

Conch farm demands up to $85m damages from gov’t OWNERS of the world famous Caicos Conch Farm have filed a law suit demanding damages of $50 to $85 million from the TCI Government. Trade Wind Industries have said that the government violated important agreements which led to a loss of funding and closure of the farm. The company also hit out at TCIG for allowing destructive construction to take place near the unique breeding centre at Heaving Down Rock. It claims that dredging for the nearby marinashas destroyed four million embryo and young adult conch. The writ, which was filed on August 27, gives the government 14 days to respond or have a judgment entered against it. Last month the Weekly News reported thatTrade Wind Industriessaid that$15m in financing was withdrawn from a long term lender. The company blamed the government for the upheaval saying a development order needed to secure the loan had failed to appear. A statementfrom the company said that in early August “after 28
months of efforts” Trade Wind Industries secured a letter of intent from a qualified long term lender for $15m to redevelop the farm. The commitment for the loan was secured if they could produce, among other documents, the May 28, 2010, development agreement between the Caicos Conch Farm and TCIG that was signed by Governor Gordon Wetherell. “Despite government obligations to draft a development order ‘within 30 days of signing’ of that document, approximately 26 months elapsed,” the statement read. It went on to claim that once it was finally released, previously granted concessions had been modified. The Governor responded to the statement by claiming that Trade Wind Industries had reported a number of “factual inaccuracies”. He wrote: “It is unfortunate that the Caicos Conch Farm has ceased operations, especially as the development order giving TCIG support for its operations was signed so recently. “TCIG has made every effort to accommodate the wishes of the developers, and has consulted them at every stage of the process.”
FortisTCI acquires Turks and Caicos Utilities Limited FORTISTCI announced, last Friday, that it acquired 100 per cent shares of the Grand Turk based electricity company, Turks and Caicos Utilities Limited (TCU). The purchase agreement was finalized last Thursday. TCU operates two diesel-fired power plants that serve more than 2,000 residential and commercial customers between Grand Turk and Salt Cay. Combined, both islands have a generating capacity of 9.2 megawatts (MW) with a peak demand of 4.2 MW. TCU currently functions pursuant to a 50-year license that expires in 2036. Chief Executive of FortisTCI, Mr. Eddinton Powell, said, “We believe that there are immediate and long term synergies from the operational amalgamation of both companies that will benefit all stakeholders. “We look forward to working with electricity consumers on Grand Turk and Salt Cay in the weeks, months, and years to come. We intend to be a full strategic partner in all areas of our service territories. Quality service, infrastructure, technology,
and human resource development will continue to be our main focus across all Islands.” FortisTCI is a subsidiary of Canadian owned Fortis Inc. and is the licensed provider of electricity on Providenciales, North Caicos, Middle Caicos, East Caicos and on adjacent cays. The Company also provides services through Atlantic Equipment & Power Limited (AEP) to South Caicos. Together, FortisTCI, AEP, and TCU will service over 11,000 electricity consumers in the Turks and Caicos Islands. Since entering the market in 2006, Fortis Inc. has invested approximately $210 million, inclusive of the TCU acquisition, in the Turks and Caicos Islands. Stan Marshall, President and CEO of Fortis Inc. stated that, “The electricity business is highly capital intensive and we are focused on meeting the growing needs of electricity consumers. The acquisition of TCU further demonstrates our commitment to being a long term strategic partner in the Turks and Caicos Islands.”

Tenders to open soon for tax administration system TENDERS will open on September 24 for qualified Information Technology (IT) service providers to implement a new tax administration system - Standard Integrated Government Tax Administration System (SIGTAS). The Turks and Caicos Islands Government (TCIG) this week announced that they are inviting tenders to provide a proposal to customise and implement SIGTAS for Value Added Tax (VAT) in the TCI. The scope of the engagement, according to TCIG, is: 1. To confirm functional requirement specifications; 2. To provide programming and unit testing; 3. To provide quality assurance testing; 4. To provide training support; 5. To install the newly customised
software; and 6. To provide post implementation support. SIGTAS is an integrated information system that enables governments to automate the administration of taxes and licences. This software was designed to meet the needs of developing countries. As stated in the VAT Green Paper, the current TCIG indirect tax regime incorporates unnecessary inefficiencies and inequities that contribute to high cost of conducting business and deters investment, economic growth and development. As such, TCIG has embarked on a mission to implement VAT. The proposed tax measures are expected to raise 2.3 per cent of the Gross Domestic Product (GDP) revenue. The proposed VAT is envisioned
to simplify and improve the efficiency in the tax system thereby encouraging voluntary compliance among taxpayers. However, while TCIG is advancing moves to implement the new tax regime, local stakeholders remain strongly opposed. Contrary to statements made by Governor Ric Todd that an elected government will not be able to repeal the VAT legislation, leader of the Progressive National Party (PNP), Dr. Rufus Ewing said there is a chance to stop VAT. Ewing’s statements came after a meeting with Parliamentary Under Secretary of State at the Foreign and Commonwealth Office (FCO), Mr. Henry Bellingham in August. Rehab works in public schools delayed
SCHOOLS reopened on Monday, but rehabilitation works in public schools only commenced last Friday. Director of Education, Mr. Edgar Howell, told the Weekly News that there was a delay in the bidding process, hence the late start of the rehab works. “All 10 public primary and four high schools reopened on Monday, but with schools in session the works are estimated to be completed in three weeks,” he said. According to him, the works include repairs to classrooms, electrical work and plumbing, among others.
Howell explained that the Department was in talks with different stakeholders over the summer holidays to ascertain the status of works. However, he noted that there was not much the Department could do to accelerate the process, for works completed before schools reopened.
POPULATION SHIFT Up to press time, Howell reported that approximately 4,220 students were registered in both primary and four high schools, over 1,700 of whom are enrolled in the latter. According to him, this year the
Department saw a shift of the student population from private schools to public schools. There are currently 30 private schools operating private schools across the Turks and Caicos Islands (TCI). He added that the total student population, taking the private school population, is close to 6,000. Repeated attempts by the Weekly News to contact the Permanent Secretary (PS) of the Ministry of Health and Education, Mrs. Desiree Lewis, for a comment on the numbers for the new school year, as well as the delay with the rehabilitation works, proved futile. Beaches treats local residents to a fun filled day BEACHES Resort Villages and Spa treated more than 200 local residents to a day of activities and entertainment last Saturday when it hosted its very first Family Fun Day. The guests, who included their local business partners, the media, the tourist board, political leaders and governmental agencies along with their families, delighted in a range of services and amenities at the luxurious family resort. Pirates Island Water Park in the French Village was the major sensation with fun games for children and adults, surf and boogie board competition, barbeque and a live DJ. Children with megawatt smiles buzzed about the water slides and the lazy river while others learned to surf and paddle board with the assistance of expert instructors. Little kids could not get enough of the beloved cast of furry Sesame Street characters who joined in the fun for a photo shoot and lots of hugs. The excitement was extended to the beach where guests had the
opportunity to paddleboard or kayak or enjoy a cruise along the coastline on the 65 foot Kitty Katt catamaran. Options to dine at any of ten restaurants for lunch was an additional indulgence offered to invitees. Guests of all ages expressed their enjoyment, not wanting the day to end. Some kids said it was the “best and funnest day ever” and were “very anxious to come again” even though they had not yet left. Beaches PR manager Elanor Finfin Krzanowski said that the Family Fun Day, which was the brainchild of Beaches’ chairman Mr. Gordon ‘Butch’ Stewart, allowed families the opportunity to enjoy a relaxed outing before the start of the new school year. Krzanowski said, “We always aim to give our guests more than he or she expects and we’re proud to have delivered this opportunity to our residents.v “The Family Fun Day was a successful and gratifying event that saw our guests experience all there is to Beaches Turks and Caicos.” (KH)

Gov’t ramps up health and safety campaign THE government has taken steps to increase awareness of the country’s occupational health and safety standards. The Employment Services Department (ESD), formerly known as the Labour Department, has planned a series of lectures intended to boost public understanding. It is all part of their commitment to the International Labour Organisation (ILO), which they joined in recognising World Day for Safety and Health at Work on April 28. Labour Commissioner Michelle Fulford-Gardiner said, “As one of the agencies responsible for regulating and ensuring compliance we thought a good start was through an educational campaign in which employees can recognise their rights and employers can be sensitised to what they need to do.” The seminars are intended to make people aware of certain processes, standards and procedures and encourage them to have a healthy and safe work environment in order to reduce the risk of injuries on jobs. Later this year the occupational health and safety ordinance, as
modelled by CARICOM, is expected be in effect, Fulford-Gardiner said. She explained that the department has guidelines from ILO to distribute, and people to aid companies in the preparation or improvement of their standards. “Before it comes into force we want to give people the opportunity to know what is expected of them and can help them get a start,” she said. Representatives from big and small establishments as well as community members are expected to attend the workshops. During the sessions employers and employees will learn the importance of developing and implementing occupational safety and health standards in the workplace. The outbreak of the norovirus in hotels earlier this year and the increase in construction accidents lately are some of the issues of concern for the department. Fulford-Gardiner said that these seminars will be especially beneficial to those groups and others alike in reducing such risks. The first lecture was presented last Wednesday at the Department of

Fillings A filling (or restoration) is required when there is a cavity (hole) in the tooth. The filling will replace the missing enamel and dentine that make up the hard parts of a tooth. A hole can occur for several reasons- decay, abrasion and erosion. Decay occurs when sugars and/ or

acid have been allowed to build up and attack the enamel of the teeth. Abrasion happens when an area of the tooth has been worn away, and erosion occurs when the enamel has begun to dissolve due to the direct effects of acid on the tooth. This can be seen for example if you consistently eat lots of citrus fruits, suffer with stomach acid reflux or vomit on a regular basis. If the hole is due to decay, this is usually visible to a dentist and can be identified by the area of the tooth turning brown in colour. In some instances it may not be immediately obvious and it may be that the first sign is the pain. In this case a dentist would x-ray the tooth in question. Before a filling is placed, the decay is completely removed. If this is not done properly, the decay will continue to erode the tooth underneath the filling and it is likely

to become painful. Metal or White fillings Metal (amalgam) fillings contain mercury which is known to be toxic. I consider them to be an old-fashioned treatment option and nowadays there are certainly superior alternatives. Personally I have not placed a metal, mercury-based filling for over 15 years. The white (composite) fillings do not contain mercury, are as strong as metal fillings, are bonded to the tooth and are aesthetically more attractive due to them matching the colour of the existing enamel/ other teeth. The composite material is available is different shades so your dentist can get a good colour match to your natural tooth colour. If you already have metal fillings in your teeth, they can be replaced with the white fillings. There are two reasons why a metal filling would be changed. Firstly, if the metal filling is breaking down and so potentially releasing the amalgam particles into the body it is clinically advisable to have the fillings replaced. The
second reason is cosmetic and is a personal choice in order to achieve a more natural look. However, if your metal fillings are smooth, shiny and not breaking down there is no immediate need to change them. During pregnancy metal fillings would not be placed or removed, unless there is clear evidence that the filling is breaking down and the risk of leaving it is greater than removing it. Fissure Sealing This is a preventative treatment whereby a liquid filling material is used to fill in the narrow fissures (grooves) in the molar teeth. It works by preventing material getting into these hard to clean places and it is proven to reduce the risk of dental

Great ground covers Ground covers can be the solution to your landscaping problems. Ground Covers are very useful plants for use in the garden. They can be used simply to cover a bare piece of earth, in rockeries, on banks and can be used to help suppress weed growth if a dense cover is established. Ground Covers often provide a colour display and some have a climbing nature making them suitable for growing over a wall or other object. Ground Covers vary considerably in the size they grow to so with right choice you can find ones that suit all garden situations from a small rockery to a large open space. Wedelia Trilobata: Few ground covers are used more widely in tropical gardens than this hardy native of the Caribbean, which grows in sun or shade, tolerates most soil conditions as well as salty winds, and spreads very rapidly over a large area. It has shiny, dark green leaves and bright yellow daisy-like flowers, and spreads by means of creeping, rooted stems. Left alone it can become rather straggly but it responds well to frequent pruning and can even be clipped into attractive forms. It is also effective when planted so that is trails down a wall from a raised container. Other than pruning, Wedelia requires little in the way of maintenance. It is easily propagated by terminal cuttings which root quickly. Lantana: Though Lantana is usually found as a shrub, sometimes an invasive one, this species is trailing and a very useful cover for sunny areas. It has rough dark green, ovate leaves and an almost continuous display of flowers. There are many colours, yellow, white, pink or a combination of colours. It spread

Oyster plant: Tradescantia spathacea is originating in Central America, this attractive plant is now used everywhere in the tropics as a ground cover or to edge pathways. It has a short stern and a spiky rosette of leaves that are reddish purple bellow and greenish purple on top. White flowers appear between boast shaped bracts in the axils of the leaves, giving rise to popular names. It usually grows to about 15 inches but a dwarf form is about half that size. Given well drained soil and full or lightly filtered sunlight. Oyster plant needs little care and spreads quickly. It can easily be propagated from seedlings or by plant division.
Purple queen: Trasdescantia pallida is a Mexican native and is a trailing plant with fleshy stems and slightly hairy lanceshaped leaves, both a vivid shade of purple. It has small flowers that are paler purple. The branches break easily, so it needs some protection, but well sited it is a colourful as a ground cover or in a rock garden. Purple queen likes well drained soil but not completely dry, and full sun is necessary for the most intense colour. Pinching back encourages bushier plants and a thicker cover. Healthy aging September is recognized for many nutritionally related observances— Cholesterol Education month, Childhood Obesity Awareness and Healthy Aging just to name a few. To make Healthy Aging possible, a person must make eating healthy a habit from early on in life, but many persons are not entirely sure of what healthy eating really is. Many people think eating healthy means, you eat salads all day every day. As you would imagine, you will become very bored very quickly eating only salads. To eat healthy, you have to choose a variety of nutrient dense foods every day. Nutrient dense foods are those foods that are loaded with nutrients but have little calories. The opposite of nutrient dense is calorically dense— high in calories but low in nutrients. Eating healthy is important as you age because it helps to delay the onset of chronic diseases and helps you to better manage or control them. What foods should I eat? Your food and nutrient requirements will be based on individual needs so I can only provide general guidelines on eating in this forum. Plan your meals and snacks to include: • Fruits and vegetables are powerhouses of antioxidants. Equally important as healthy eating is staying physically active. This is one area many older adults stay away from because of the overwhelming fear of falling. However, if you stay active you increase your balance and coordination and decrease your risk of falling. Participate in gardening, walking the beach, dancing, playing with the grandkids, lifting lightweights or any other activity you may enjoy. There are so many negative connotations associated with getting older that you sometimes fail to celebrate the many positive possibilities that have become available to you. This is a time when you can choose to “reinvent” yourself. Maybe you were never able to fully follow your life’s passion because of family commitments or finances; now is the time for you to focus on you and doing what makes you happy. Make healthy eating a part of your new commitment because it’s never too late to start doing something great for your body.

Develop a “Can Do” attitude I sometimes wonder why some Entrepreneurs have a tendency to blame everything and everyone for the failure of his business. Some Entrepreneurs fail not because of the economy, lack of ability or market, but because of lack of desire, plan, attitude, and discipline. People with positive attitudes have certain personality traits that are easy to recognize, including confidence and patience. They have high expectations of themselves and others. They anticipate positive outcomes. An Entrepreneur with a positive attitude is like a fruit of all seasons. He/she is always welcome. Positive attitude is as important to an Entrepreneur as technical skill. Most success stories are stories of great failures. Henry Ford and Walt Disney both experience failures at the start of their business. The only difference is that every time they fall they bounced back. They learnt, they strategize and move forward. Setbacks are inevitable. A setback can act as a driving force and teach us humility. If a business idea fails, find the courage and faith to overcome the setbacks. Learn to become victors, not victims. Fear and doubt short-circuit the mind. Fear of failure is often worse than
failure itself. Failure is not the worst thing that can happen to an Entrepreneur. People who don’t try have failed even before attempting. Entrepreneurs, our attitude determine how we look at a setback. A smart Entrepreneur thinks a setback can be a stepping stone to success. To a negative thinking Entrepreneur, it can be a stumbling block. A defeatist attitude prevents people from accepting responsibility for their circumstances. People with defeatist attitudes attribute success and failure to luck. They assign themselves to their fate. They accept the predestined future written in their horoscope. They believe that regardless of their effort whatever has to happen will happen hence they never put any effort and complacency becomes a way of life. They wait for things to happen rather than making them happen. Entrepreneurs, whatever the mind can conceive and believe, the mind can achieve. Move towards the positive strive to build a positive attitude and achieve success in your business. As Entrepreneurs, you may sometimes sail with the wind and sometimes against the wind, but sail you must. Always remember the greater the struggle, the greater the reward.

Back to School Checklist In the immortal words of the KoolAid Man…”Oh, yeah!” Week one of back to school is down and we have clearly established to the kiddies who is in charge! Well kind of, it is a work in progress, but all the habits of lethargy that may have been picked up over summer break will soon dissipate and leave behind diligence and other high ideals of academia! So, until that moment, let us check our back to school list and see if we have geared ourselves up to expedite the process! Secret Weapon #2: Labels. If I say I bought my child some Clark’s shoes, a Land belt, or a Lacoste polo shirt, many of you would smile knowing exactly what I was talking about. There is a certain quality expected when you name a certain brand. The name is supposed to vouch for the type of wear that you can expect from that article of clothing. Because of this phenomenon, there are many who SWEAR by certain brands! They would not dare buy clothing from a commonplace brand. Now, I am not really that person, the label doesn’t much matter to me as long as the item serves
its function well. However, I do understand the concept: The label tells you what you are getting. If I went to my cabinet to cook and all the tin cans had no labels, dinner would be very interesting! “Mom, this corn looks like lima beans!” “Honey, this corn tastes like lima beans!” Well, I guess if it looks and tastes like lima beans, it probably is lima beans! However, I would have known that if the can had a label! The label tells you what you are getting. Many of us are sending our children to school and they are still reversing letters or words, they are still unable to sit still for more than a minute, they are still unable to process 2-3 step instructions, they are still reading far below their grade level, they are not talking, they are still not potty trained, they are overly aggressive, they are unusually clumsy, you still can’t read their handwriting. I could go on, but I think you get it. And it isn’t that they are not trying, its just not clicking. Sounds like we might need a label! I cannot tell you the amount of parents I have spoken to who tell me that they realize that their child has some deficits but they

don’t want to have the child tested because they don’t want their child to be labeled. WHAT? Listen parents, please listen! A label can be your best friend! MICHAEL Clarke Duncan, the Oscar-nominated actor who died Monday, and reality-TV personality Omarosa Manigault planned to marry next year, Manigault’s representative told CNN Tuesday. Duncan, 54, and Manigault, 38, intended to have children together, Priscilla Clarke said. The actor died Monday at CedarSinai Medical Center, where he had been treated since suffering a heart attack on July 13 from which he “never fully recovered,” a written statement from his rep Joy Fehily said. Nominated for an Academy Award for his role in the 1999 film “The Green Mile,” Duncan was most recently on the TV series “The Finder,” on the Fox network. Manigault became a celebrity when she competed on Donald Trump’s “Apprentice” show in 2004. She later appeared on several other reality shows. According to TMZ, Manigault provided lifesaving efforts when Duncan had the heart attack in his home. A towering and hulking figure, the 6-foot-5-inch Duncan also was known for his deep voice. A Chicago native, he went to college at Alcorn State University in Mississippi with plans to major in communications, but he dropped out and moved home. Jamaica police charged with murder of pregnant woman CORPORAL Dwayne Smart, the police officer who shot and killed a heavily pregnant St Thomas woman and injured her sister on the weekend, is to be slapped with murder and other charges. Yesterday, Acting Director of Public Prosecution, Lisa Palmer-Hamilton ruled that Smart be charged with murder, illegal possession of firearm, wounding with intent, and assault. Upon the charging of Smart, the prosecution is expected to skip the preliminary enquiry stage of the case in the St Thomas Resident Magistrate’s Court and have the matter transferred to the Home Circuit Court in Kingston. The circuit is expected to be reopened on September 17. Twenty-seven-year-old Kayann Lamont, who was a month away from giving birth, was shot in the head in Yallahs square by Smart following a tussle. Smart had accosted Lamont over the use of indecent language. Her sister, Novia Lamont, was shot in the shoulder while running to her aid. Another sister, Shemean Lamont, was allegedly assaulted by the cop, who also turned the gun on her. However, the weapon did not fire.
Grantley Adams to do background checks on immigration, customs officers THE Grantley Adams International Airport has been mandated by the International Civil Aviation Organisation (ICAO) to do background checks on its Immigration and Customs officers. This was recently revealed by the “top brass” of the Customs & Excise Department at a meeting that involved representatives from the Barbados Workers’ Union (BWU) and the National Union of Public Workers (NUPW) held at the Warrens Complex. Cable Bahamas seeks 30% price hike CABLE Bahamas is seeking to raise the price of its basic cable package by nearly 30 per cent, prompting the Utilities Regulation and Competition Authority to call on Bahamians to weigh in on the proposed increase. At a press conference on Tuesday, URCA also challenged Cable Bahamas’s compliance with regulatory standards that requires Cable to provide “affordable basic television services” to the country. According to Kathleen Smith, URCA’s Chief Executive Officer, Cable Bahamas submitted an application for a price increase to its SuperBasic television package – now known as RevTV Prime – on December 1 last year. As the package is a price regulated service, Cable must receive URCA’s prior written approval before any price changes can be made to that service, Mrs Smith explained. The proposed price increases are from $30 to $38 for residential customers – an $8 or 27 per cent increase, and from $50 to $63.50 for business customers – a $13.50 or 27 per cent increase. Cable Bahamas, Mrs Smith
said, pointed out to URCA that the cost of living has increased by 37 per cent since 1995 – when Cable Bahamas was established – and the reason for the price increase is because programming costs have also “increased significantly” over the years with huge increases being experienced in more recent years. “Today, URCA launches a public consultation on Cable Bahamas’ price increase application,” Mrs Smith continued. “URCA has a duty to consult on matters that are of public significance and URCA deems this application for a price increase by Cable Bahamas to be a matter of public significance. “Therefore, URCA has to allow persons with sufficient interest, or whose interest may be materially adversely affected by any regulatory measure to be issued to URCA, an opportunity to comment on the proposed regulatory measure. URCA has a duty to give due consideration to all comments received prior to introducing any regulatory measure, in this case being URCA’s decision on Cable Bahamas’ price increase application.”
SMARCK Michel, a businessman who served for almost a year as Haiti’s prime minister after the United States restored President Jean-Bertrand Aristide to power in the mid-1990s, died Sept. 1. He was 75. He died in his family home in a neighbourhood above the capital of Port-au-Prince following a brain tumor, said his son, Kenneth Michel. Smarck Michel was born March 29, 1937, in Saint-Marc, a port city north of the capital, and moved around the country during his childhood because his father was serving in the Haitian armed forces. Mr. Michel attended college in New York, then returned to Haiti in the 1950s to help run the bakery his father had started. He later ran a grocery store in downtown Port-auPrince. Mr. Michel became prime minister in 1994, one month after a U.S.-led multinational military force restored Aristide to the presidency after three years in exile. Aristide’s first term was cut short in 1991 when the army ousted him in a coup. The choice of Mr. Michel was seen as an effort to placate business
leaders and many in Haiti’s small middle and upper classes who felt threatened by the return of Aristide, a populist, left-leaning former Roman Catholic priest. Mr. Michel resigned almost a year later over opposition to his economic reforms, which advocated a privatization plan that was unpopular with Haiti’s poor majority. Before he became prime minister, Mr. Michel served as commerce and industry minister for nearly four months in Aristide’s first government, in 1991. He also financed several of Aristide’s endeavors, including an orphanage for street children. Mr. Michel was dismissed from the post by Aristide amid criticism that the government was unable to lower prices for food and other basic goods. Mr. Michel had instituted price controls, but they were widely ignored. After his brief stint in politics, Mr. Michel returned full time to the family grocery store until he closed it in 2010 and retired, his son said. Head of CXC warns of prosecution for persons holding falsified grades Chief executive officer of the Caribbean Examinations Council (CXC) – Dr Didacus Jules – has warned that holders of falsified preliminary results slips can be prosecuted. Jules was responding to a Sunday Gleaner exclusive which revealed that crooks were selling doctored preliminary results slips on the streets of Kingston. During the undercover operation, a Gleaner reporter contacted one of the scammers and purchased a grade one in the CXC’s Caribbean Secondary Education Certificate (CSEC) mathematics exam for J$12,000. “Buyers beware. The presentation of these certificates could result in criminal charges being brought against the holders of the fraudulent results,” said Jules via a video response dispatched by the CXC headquarters in Barbados.
He added: “Each participating territory has legislation in place to prosecute persons suspected of fraudulent activities in respect of CXC examinations.” Even though criminals are making J$12,000 per subject from their illicit operations, the CXC Act states that anyone found guilty of examination fraud “shall be liable on summary conviction in a resident magistrate’s court to a fine not exceeding J$2,000 or in default of payment thereof, to imprisonment for a term not exceeding six months”. Section 6 subsection two of the act stipulates that a person commits an examination fraud if he, whether by himself or in concert with others and whether as a candidate at an examination or otherwise, does anything in relation to an examination with the intention of falsifying the result of the examination.

Ecuador has granted Mr Assange asylum as he fights extradition from the UK to Sweden over sex assault allegations. Mr Hague told MPs the UK and Sweden would seek assurances about his human rights if a “third country” sought to try him for disclosing documents. He called for further meetings with Ecuador to resolve the row. Mr Assange, a 41-year-old Australian citizen, denies assaulting two women in Stockholm in 2010 and says the sex was consensual. DEATH PENALTY SAFEGUARDS Swedish prosecutors, who want to question Mr Assange, have dismissed his claims that their case is part of a wider political move to see him stand trial in the US over his work with Wikileaks. Mr Assange has said he fears
he could face the death penalty if convicted in the US, but BBC correspondents say the Human Rights Act prevents the UK or Sweden from being able to extradite people for trial in countries where they could face such a sentence. And in a written statement to Parliament, Mr Hague said: “As we have discussed with the government of Ecuador, the United Kingdom and Sweden robustly implement and adhere to the highest standards of human rights protection. “The suggestion that Mr Assange’s human rights would be put at risk by the possibility of onward extradition from Sweden to a third country is also without foundation... “In practice, this means that the United Kingdom could only consent to Mr Assange’s onward extradition from Sweden to a third country if satisfied that extradition would be compatible with his human rights, and that there was no prospect of a death sentence being imposed or carried out.” (BBC)
North Carolina woman delivers baby before dying from car crash injuries MEGAN Riggans was in labor and on her way to the hospital when a crash cut her young life short. Doctors delivered her baby boy, but the 22-year-old died from her injuries before she could spend any time with him. Her husband of four months, Brian, was rushing her to UNC Chapel Hill Hospital Sunday night when his car veered off the road, slamming into a tree, WGHP-TV reported. Megan was not wearing a seatbelt when they crashed, Highway Patrol Trooper J.R. Zachary said. She was unconscious at the scene and rushed to Alamance Regional Medical Center, while her husband, also 22, was taken to another hospital. Doctors at Alamance Regional delivered Megan’s baby, but she was later pronounced dead. The newborn boy was breathing and had a pulse, but his condition

SOUTH African Archbishop Desmond Tutu said Sunday that Tony Blair and George W. Bush should be “made to answer” at the International Criminal Court for their actions around the Iraq war. Writing in an op-ed published by The Observer newspaper, the Nobel laureate accused the former leaders of the United Kingdom and the United States of fabricating a motive to invade Iraq, namely that it possessed weapons of mass destruction, and said that they had acted like “playground bullies.” “The immorality of the United States and Great Britain’s decision to invade Iraq in 2003, premised on the lie that Iraq possessed weapons of mass destruction, has destabilised and polarised the world to a greater extent than any other conflict in history,” wrote Tutu. “In a consistent world, those responsible for this suffering and loss of life should be treading the same path as some of their African and Asian peers who have been made to answer for their actions in the Hague.” Tutu detailed some of the costs of the war. More than 110,000 Iraqis have died in the conflict, while millions have been displaced, he said. Close to 4,500 U.S. soldiers

Why 2013 will be a year of crisis (CNN) -- Prediction: 2013 will be a year of serious global crisis. That crisis is predictable, and in fact has already begun. It will inescapably confront the next president of the United States. Yet this emerging crisis got not a mention at the Republican National Convention in Tampa. We'll see if the Democrats do better. The crisis originates in this summer's extreme weather. Almost 80% of the continental United States experienced drought conditions. Russia and Australia experienced drought as well. The drought has ruined key crops. The corn harvest is expected to drop to the lowest level since 1995. In just July, prices for corn and wheat jumped about 25% each, prices for soybeans about 17%. These higher grain prices will flow through to higher food prices. For consumers in developed countries, higher food prices are a burden -- but in almost all cases, a manageable burden. Americans spend only about 10% of their after-tax incomes on food of all kinds, including restaurant meals and prepackaged foods. Surveys for Gallup find that the typical American family is spending one-third less on food today, adjusting for inflation, than in 1969. But step outside the developed world, and the price of food suddenly becomes the single most important
fact of human economic life. In poor countries, people typically spend half their incomes on food -- and by "food," they mean first and foremost bread. When grain prices spiked in 20072008, bread riots shook 30 countries across the developing world, from Haiti to Bangladesh, according to the Financial Times. A drought in Russia in 2010 forced suspension of Russian grain exports that year and set in motion the so-called Arab spring. Since the days of Gamal Abdel Nasser, the Egyptian government has provided subsidized bread to the population. A disk of round flat bread costs about a penny. In the later 2000s, however, the Mubarak government found it could not keep pace with surging grain costs. As Egypt's population doubled from 20 million in 1950 to 40 million in 1980 and now more than 80 million, Egypt has gained first place as the world's largest wheat importer. The price rises of 2007-2010 exceeded the Mubarak government's resources. Cheap bread vanished from the stores. Discontent gathered. In the August 18 issue of the British magazine The Spectator, John R. Bradley, an Arabic-speaking journalist long resident in Egypt, described what happened next: "The conversations of tiny groups of Cairo's English-speaking elites, and their Western drinking
companions, were a world apart from talk among the Egyptian masses. ... The main hope of those who poured into Tahrir Square was shared by the revolutionaries in Tunisia: that sudden and radical change would miraculously mean affordable food." And if food prices surge again? China is especially vulnerable to food cost inflation. In just one month, July 2011, the cost of living jumped 6.5%. Inflation happily subsided over the course of 2012. Springtime hopes for a bumper U.S. grain crop in 2012 enabled the Chinese central bank to ease credit in the earlier part of the summer. Now the Chinese authorities will face some tough choices over what to do next. The Arab Spring of 2011 is sometimes compared to the revolutions of 1848. That's apter than people realize: the "hungry '40s" were years of bad harvests across Europe. Hungry people are angry people, and angry people bring governments down. Will 2013 bring us social turmoil in Brazil, strikes in China or revolution in Pakistan? The answer can probably be read in the price indexes of the commodities exchanges -- and it is anything but reassuring. According to cinema tracking website Box Office Mojo, the superhero film took $1.7m in the US and Canada last week, and remains the top film of 2012. Meanwhile, The Dark Knight Rises became the thirteenth film in history to break the $1bn mark on Sunday. In doing so, it has become the highest grossing Batman film ever made. Weekend attendance at cinemas across North America was down 4% compared with the same period in 2011. Colombian “Godmother of cocaine” gunned down A VICIOUS Colombian heavy known as the “Godmother of Cocaine” who funneled millions of pounds of blow into the U.S. in the 70’s and 80’s was gunned down by motorcycle hitmen on Monday, reports said. Griselda Blanco, 69, was shot to death in front of her pregnant daughter-in-law as
she walked out of a butcher’s shop in Medellin, the Miami Herald reported, citing local newspapers. Two motorcycle gunmen pumped several shots into the aging queen-pin’s head — a fitting end for the ruthless capo who pioneered the practice of death by “motorcycle assassin,” the newspaper
reported. “It’s surprising to all of us that she had not been killed sooner because she made a lot of enemies,” former Miami homicide detective Nelson Andreu told the Herald. Raised in the Medellin slums, Blanco became the head of a criminal cartel that vastly expanded the
U.S. cocaine trade through a complex distribution network beginning in south Florida. At the height of her empire, some 3,400 pounds of coke was coming into the U.S. every month. The Medellín Cartel matron relished her outlaw status and even named her youngest son Michael Corleone Blanco, for Al Pacino’s character in “The Godfather.” Authorities estimated she ordered at least 40 hits between Miami and New York, though she was only indicted for three of them. In one of those cases,
Blanco spent 13 years in prison for drug trafficking and appeared to be headed to death row before a three-count murder indictment against her collapsed in 1998. She served six more years and was deported to Colombia in 2004.
Blanco’s thugs shot and killed the 2-year-old son of a former enforcer as he rode in a car with his father.

Blaze at India fireworks factory ‘kills 34’ AT LEAST 34 people have been killed and 30 others injured in a massive blaze at a fireworks factory in the southern Indian state of Tamil Nadu, police say. The fire at the Om Shakti factory triggered off several explosions of firecrackers with thick black smoke rising into the sky. The blaze took place in the town of Sivakasi, the hub of India’s firecracker industry. The town has hundreds of factories and produces 90% of India’s fireworks. Najmul Hoda, superintendent of police for Virudhunagar district where Sivakasi town is located, told the BBC that the number of dead had risen to 34.
He said some of the victims were factory workers, but most were local villagers. “People had walked to the factory after the fire and many of the bystanders were then caught in the explosions,” he said. Mr Hoda said the factory’s licence had been suspended on Tuesday for violating safety rules and “no work should have been happening there today”. He said the police were trying to trace the factory owner. He faces possible charges of culpable homicide, police say. Earlier, Mr Hoda told the BBC that firefighters and rescuers had been unable to get into the factory because of continuing explosions.

Queen Zola Mafu, who is his youngest wife, is sharing a palace. The KwaZulu Natal government, one of nine provincial administrations, has already budgeted about $6.9m for the royal family this year. Opposition parties have previously accused the king, his wives and more than 25 children of lavish spending. King Zwelithini, as leader of South Africa’s largest ethnic group, is an extremely influential traditional leader in the country. Royal household department chief financial officer, Mduduzi Mthembu, told a parliamentary committee that

QUALIFICATIONS AND EXPERIENCE The position requires the incumbent to have a Bachelors Degree in Social Work or related field. The incumbent is also expected to have at least three (3) years relevant experience. A valid driver’s license would be an asset.
Duties include:
SALARY: $ 22,356.00 - $25,704.00 per annum
• Supervising, training and coaching staff to meet Regent’s standard of luxury, and ensure Regent Experience for guests. • Developing business strategies for food & beverage outlets aligned with business objectives for maximizing revenue and guest satisfaction. • Participating in development of budgets and monitors status regularly to ensure achievement of financial targets. • Assisting in developing and implementing marketing and promotions to increase business and revenue. • Working closely with culinary team to create and implement menus consistent with guest expectations and Regent standards of luxury and quality. • Starting salary $40,000.00 per annum, not including service charge.

Lewis Hamilton insists his plans for 2013 are undecided MCLAREN driver Lewis Hamilton says he does not know which team he will be driving for next season. BBC F1 chief analyst Eddie Jordan reported on Wednesday that Hamilton, 27, whose McLaren contract runs out this year, had agreed terms with Mercedes. Asked if he knew which team he would be with in 2013, Hamilton said: "No." He said his motivation in the decision was that "I want to win. Just need to think of the right place to do so." Hamilton, who has been with McLaren since beginning his F1 career in 2007, was talking in the official news conference ahead of the start of practice for this weekend's Italian Grand Prix at Monza.
Lewis Hamilton is now undecided about his future. He knows he wants to be a part of a winning team.
Another driver in the conference was Mercedes' Nico Rosberg, who would be expected to partner Hamilton if he moved to the German team in 2013.

Warwickshire win the County Championship WARWICKSHIRE wrapped up the 2012 County Championship title at New Road as they completed a local derby victory over Worcestershire to relegate their Midland neighbours to Division Two. Resuming on 100-2, the home side faced a thankless task, needing another 311 runs to make the visitors bat again. But, despite 72 from exWarwickshire youngster Moeen Ali, the home side were bowled out just after lunch for 209. That completed victory for the jubilant Bears by an innings and 202 runs. First innings heroes Chris Wright and Keith Barker, who routed Worcestershire for just 60 on Tuesday morning, were again among the wickets as the Bears secured their seventh title - their first since 2004. Barker weighed in with 3-39, getting the key wicket of home skipper Daryl Mitchell, who jabbed the ball into his stumps without adding to his
overnight score of 42. Wright took 4-65, the last three of them all clean bowled inside half an hour after lunch for a match return of 9-89 - to take the Bears new-ball pair's combined haul to 112 wickets this summer. Former Warwickshire fast bowler Alan Richardson (who played in the visitors' last Championship-winning team) was his final victim, meaning that there were two Bears old boys at the crease when the end finally came. Warwickshire, who cruelly missed out on the title on the final day of the season to Lancashire a year ago, made no mistake this time round, their sixth Championship win of this rain-ruined summer earning the title with still one game to spare - against Nottinghamshire at Trent Bridge next week. Worcestershire's young side, by contrast, have won just once in 15 games - to secure relegation for the fourth time since the County

Sixth Filipino Basketball League tips off next Sunday THE SIXTH edition of the Filipino Basketball League will tip off on September 16th from 14:00h at the Gus Lightbourne Sports Complex. The league, which is sponsored by Moneygram and Islandcom, will have six teams competing this year. The two-time champions Hartling Group will look to get past the likes of HAB Group, Moneygram, Islandcom, Digicel and Allied Management Ltd (Owners of Island Club).
The league which will be played under the theme, “All in the name of fun” is being organised by Triskelion International TCI, a sub-group of the Filipino Community. Hartling will look to defend their crown; this would not be an easy task since there has been a drastic change in their lineup, given that some of their last season players will now wear the HAB uniform. Sharp shooter Jai Cabrera and the commanding Richard Sanchez will
still battle for the two-time champs. Another exciting aspect of this season is the return of one of the best players of the league, the “Prodigal Son” Mark Micabalo. He will be playing on Allied Management team, last year’s 3rd place finishers. Micabalo, who is a scoring machine, did not play in Season Five due to some health issues. He has since recovered and is expected to deliver an awesome display of basketball prowess.
Paralympics 2012: Sarah Storey wins third London gold BRITAIN'S Sarah Storey made it three victories from three events at London 2012, winning the C5 women's road cycling time trial at Brands Hatch. Defending the title she won in Beijing, the 34-year-old finished one minute 34 seconds clear of the rest of the field. Elsewhere, Welshman Mark Colbourne won his third medal of the Games with silver in the C1 time trial. The 42-year-old finished 12.94 seconds behind Germany's Michael Teuber, the same man who beat him in the 2011 world championships. The team though still has former 2010 rookie of the year/MVP Junel Baybay. They are still competitive and can win big. Three games will be played every Sunday from 16:00h (4 PM) until the championship clash. During the halftime of each game
there will be spectator events. On the halftime of the first game, there will be a shooting competition; winners will receive $20 worth of groceries or a gift certificate. Montreal Irish rugby tournament:
TCI Flamingos finish second
THE TCI Flamingos, the national Rugby team of the Turks and Caicos Islands, finished second in the Montreal Irish tournament which was held in Canada last weekend. In the opening clash the Flamingos defeated the West Potomac of the US 24-12 after scoring four tries. Andrew Ayre, Levardo Talbot, Cody McLee and Alex Williams all scored with Gareth Butler providing two conversions. Team TCI then went on to lose a close game against the host Montreal Irish side. The game ended 10-7 after a contentious penalty was given in the last minute right in front of the Flamingos’ goal posts. Sean O’Neill scored in that match with Blair Mason adding the extras. The Flamingos then played the Connecticut Yankees in the last game on day one. A rout this turned out to be as the Flamingos spun the ball wide and ran the opposition ragged. They scored six tries in all to Daniel Pelletier (2), Gareth Butler, Jesse Owen, Alex Williams and Fred Pichote. Victory was a comprehensive 38-0. Butler added four conversions. Owing to the win the Flamingos reached Sunday’s final, but went down to the much stronger Burlington Centaurs from Ontario, Canada. The Centaurs had previously played the TCI U-19 side two weeks before on

a variety of visiting sides in the 2013 spring season. They were nevertheless happy to have finished second in such distinguished company. Meanwhile the TCIRFU would

TCI can be in the hunt for Caribbean titles by 2015 – Says Green on beach soccer’s development THE Turks and Caicos Football Association (TCIFA) can produce a female team which could rank in the top five in the Caribbean and a male team in the top eight, opines Technical Director Matthew Green. Green, in an invited comment, said that the standard of play locally is “relatively high”. He said that with the quality of players, some of whom he feels are ideally suited for this version of football, the local side can be in the mix for titles in the not too distant future. The U-14 girls proved how much they have developed in beach soccer when they defeated the New York team MSC Boca boys 2-1 a few weeks ago. Green, who has been instrumental in the grass root development of the sport, singled out players like Herby Magny and Kadine Delphin for their rapid growth in the sport. YOUTH DEVELOPMENT “People criticised our performance
at senior national level last year in the Men’s World Cup Qualifiers, but what they fail to understand is that in the past we have relied heavily on ex-pats. This is no longer the case, our national teams are full of local talent, who were born here and have grown up in the islands playing in our programmes. In addition we have almost 20 youth national team players studying and playing overseas, so our commitment to youth development has allowed us to ensure we have a bright future.” To be competitive in the coming years Green feels that all systems must be in place. He said that the association must have the resources, such as qualified and experienced coaches as well as international games on a regular basis to support its players. The association will look to have a beach soccer pitch ready by December when they host national women’s teams from Bahamas and

regional programmes for players at U-11 and U-13 levels and it won’t be long before we have school and youth leagues in place. “We have the talent and desire to make it a success and we also have the sun, sand and sea to back that up—a perfect recipe for success.”
