Draft immigration ordinance ready for debate THE draft Immigration (Amendment) Ordinance and Regulations have been completed, following extensive consultation on the pathway to citizenship. Led by the Consultative Forum, the consultation saw more than 140 submissions made, including one from ‘The Men of Grand Turk’ featuring 387 signatures. Hundreds of people attended more than a dozen public meetings between November 2011 and February 2012. Permanent Secretary, Ministry of Border Control and Labour, Clara Gardiner maintained that the ministry is determined that the new provisions be set out clearly in published rules and guidance for everyone to understand. She said, “This is what the people told the forum that they wanted during the public consultation. “All decisions on immigration status in the Turks and Caicos Islands will in future be made fairly, objectively, consistently and with no improper interference.” The proposed new laws to enshrine the fair and transparent process for becoming a Turks and Caicos Islander in law were provided to members of the Consultative Forum and Advisory Council on Tuesday for consideration. The provisions in the draft Immigration (Amendment) Ordinance and Regulations reflect the concerns and feedback provided to the Consultative Forum. They were welcomed by the Advisory Council at its last meeting on May 31 and stipulate that: • Belonger status should be limited to those who acquire it by birth, descent, adoption or marriage to a Belonger for at least ten years. There will be no provision for discretionary grant of Belonger status. • Routes to PRC should be standardised and simplified, with the minimum qualifying period for Permanent Residence Certificate (PRC) generally being increased to at least ten years, and with a new requirement that applicants for PRC should have a

sound knowledge of the English language and of the islands. • PRCs should be available to those on unskilled work permits only where they have already held a work permit for at least ten years, when the legislation commences. The majority view in the consultation was that migrant workers filling unskilled jobs should not be able to qualify for PRC in future. Other provisions responding to the messages in the consultation address: • The introduction of a National Turks and Caicos Islander status card which will be sole evidence of Belonger status. These cards will be issued from July following the voter/Belonger registration process currently underway and which concludes on June 29. • The concerns about young people who were born on the islands and have spent all their lives here, there should be no route to Turks

and Caicos Islander status, but provision for British Overseas Territories citizens, by virtue of a connection with the islands, to live and work in the islands. • Investors, no immediate route to PRC, but a new long term investors’ residence permit, up to ten years and renewable,

for people who have bought a property, without a mortgage, or have invested in a business, to the value of $500,000 or more in Providenciales, or $250,000 or more in Grand Turk, North Caicos, Middle Caicos, South Caicos or Salt Cay. • A new criminal offence, of entering into a marriage to benefit from or avoid the provisions of the Immigration Ordinance, or enable someone else to do so. • The removal of the provision under which Belonger status can be granted to the spouse, where the Belonger dies, on the assumption that the marriage would otherwise have lasted for the required period. But there is a new provision for a PRC to be granted in these tragic circumstances, where the marriage has lasted five years or more. • A new definition of ‘dependent child’, removing stepchildren

from the provisions of the ordinance except where they are formally adopted. • Provision for revocation of Belonger status, where it was bestowed under existing Section 3(4) of the Immigration Ordinance or its precursors, if the Belonger is not ordinarily resident in the islands and has been convicted of a criminal offence and sentenced to a period of imprisonment of 12 months or more. Both the Consultation Forum and the Advisory Council will be considering the draft legislation before it is enacted in the next few weeks. Gardiner noted that the opinions of Belongers themselves have shaped the draft legislation following one of the country’s most comprehensive public consultations. She said, “The ministry looks forward to extensive engagement with the community to improve service delivery, and to increase compliance with the law.”

Benchmarks for good governance set THE Interim Administration, last Friday, made public several benchmarks for good governance that will be worked on between now and the November 9th elections. Parliamentary Under Secretary of State at the Foreign and Commonwealth Office (FCO), Mr. Henry Bellingham, at last Tuesday’s press conference, committed to publishing the set of governance principles. Bellingham maintains that in the exercise of their functions, all organs of government in the Turks and Caicos Islands have a duty to give effect to the following principles: 1. All government action shall be taken in a manner designed to safeguard the fundamental rights and freedoms of every person in the Islands, as set out in the Constitution. 2. The government of the Islands should involve the participation of the people. The Government

shall serve and take account of the interests of all the people in the Islands. In particular, any process of consultation shall be accessible and meaningful. All ordinances, regulations, policies and actions must be fair, proportionate, and capable of being implemented impartially. In particular, decision-making required by law shall be objective, and the granting of discretionary powers shall be limited to those that are necessary for good government. The Government shall ensure that its decisions and acts and those of public officials are lawful, rational, proportionate and procedurally fair. The Government shall maintain a broad and long-term perspective on the sustainable development of the Islands, and shall encourage lawful business and economic activity. The Government shall take steps to protect the environment in accordance with the Constitution, and shall promote the protection thereof. The Government shall ensure that the TCI Public Service implements policy in accordance with the rule of law and internationally accepted standards. The Government shall respect the integrity and impartiality of the Public Service and the Public Service shall be protected from partisan interference. All public appointments shall be based on merit, and all public officials shall be treated fairly. The Government shall ensure compliance with the Code of Conduct for Persons in Public Life. All government bodies shall, in order to build confidence in their operations and effectiveness, be accountable and transparent to

the public and accessible to the media. 10. Government processes, institutions and information shall be directly accessible and transparent to those concerned with them as provided by law, and enough information provided to understand and monitor them. The Government shall keep and use information in line with applicable law. Decision-makers shall provide written reasons for decisions and advise applicants of their procedural rights. 11. The Government shall act in an accountable manner, especially in relation to those who will be affected by its decisions and actions. The Government shall cooperate with and support the work of constitutional institutions protecting good governance and other oversight, regulatory and investigatory institutions, while respecting and preserving their independence. 12. The Government shall act in good faith and a fair manner that is non-discriminatory, for the benefit of all people in the Islands irrespective of race, national or social origin, political or other opinion, colour, religion, language, creed, association with a national minority, property, sex, sexual orientation, birth or other status. Services shall be made available on an equal basis, free of preference based on family ties, political allegiance, friendship or personal gain. 13. The Government shall at all times respect the rule of law, the independence of the judiciary and the impartial administration of justice. 14. The Government shall ensure compliance with international obligations applicable to the Turks and Caicos Islands. 15. The Government shall administer Crown Land and

other Government assets in a lawful, transparent and equitable manner. 16. The Government shall manage public finances according to established principles of value for money, affordability, propriety and regularity and in the interests of securing the sustained long term prosperity of the people of the Islands. In doing so, the Government shall also observe the principles set out in any framework document on public financial management made in accordance with the Constitution. 17. The Government shall ensure that financial decisions are made within the context of a mediumterm plan which aims to achieve and sustain an annual budget surplus. The Government shall take action to mitigate fiscal risks, and ensure that liabilities, including debts, are sustainable and fully taken into account when setting and implementing budgets. 18. The Government shall ensure that a budget is approved which secures the effective operation of Government and which is in accordance with all relevant laws and standards. Governor Ric Todd said, “Minister Bellingham thought it extremely important that the people of the TCI know that the Interim Administration is working to the highest standards of Corporate Governance. “Further, he felt that it would be useful to allow the people to see the sorts of behaviours and ways of doing business that they should expect of their future Governments too.” The new Constitution states that all future incoming administrations must agree on their own statements of Governance Principles with the House of Assembly and the United Kingdom (UK) Foreign Secretary within 28 days of taking office.

Politicians engage TCIG leadership team

– Elections timetable set BY VANESSA NARINE POLITICIANS from the Progressive National Party (PNP) and the People’s Democratic Movement (PDM) have been engaged with the Turks and Caicos Island Government (TCIG) leadership team. Governor Ric Todd, at a press conference on Monday, said that the meetings with the Permanent Secretaries will allow the politicians to align their priorities with how they can be accomplished. Todd explained that the meetings will better place the public sector to serve a newly elected government, as well as assist the political parties to draft their realistic manifestos that can advance the development of the

Turks and Caicos Islands. The Governor pointed out that significant work has been done in reforming the public sector and work will continue to consolidate those reforms. According to him, the Public Service Ordinance, expected to be in place in July, supports a public service that is professional and protected. “To have a well running government you need to have a civil service that is effective, professional and focused on service delivery. “Equally you need to have a public service that is protected, not from political decisions, but from improper political pressure,” Todd said. The Governor added that the

consensus from the public sector is that they want to work with the newly elected government to advance development. TIMETABLE Before that can be done, Todd stated that that there is much work to be completed to ensure that the return of the TCI to democracy is done in a fair and transparent way. The timetable of tasks to be accomplished to set the stage for elections has been established and features: 1. Publishing of the provisional Register of Electors in July. 2. Establishment of the Electoral Boundaries Commission in July. 3. Provision of support to political parties by the Westminster

Foundation for Democracy, expected back in the TCI in July. 4. The publication of the Final Register of Electors in August. 5. The passage of the Electoral Boundaries Ordinance, which will put into law the ten new electoral districts in August. 6. The passage of the Integrity Commission Second Amendment Ordinance and the legally enforced Code of Conduct in Public Life (including ministerial/political parties’ Special Advisors’/public servants’ codes) in August. 7. The issue of regulations on the polling stations and procedural matters related to the election by the Supervisor of Elections in September. 8. The establishment of the Election Campaign Monitoring Unit within the Integrity Commission, in preparation to address election complaints, in September.

9. The announcement of a candidate for the post of Deputy Governor in September. 10. The registration of political candidates in October. Also in October, independent election monitors are expected to arrive in TCI and election campaigns are slated to officially commence on October 15, with the 2011 Constitution coming into effect on the same day. Elections have been set for November 9, an announcement that has been widely welcomed across the TCI. NHIP is absolute scandal, CFO says BY VANESSA NARINE THE National Health Insurance Plan (NHIP) is an absolute scandal and the biggest financial mess the interim administration has had to deal with, according to Chief Financial Officer (CFO), Mr Hugh McGarel-Groves. The CFO was addressing stakeholders at a Value Added Tax (VAT) consultation meeting last Monday when he made this statement, in response to a point made by Dr Sam Slattery. An upset Groves said, “The NHIP is the biggest financial mess I have had to sort out since I have been here…it is an absolute scandal. “I will not accept Dr Slattery telling me how to do my job. When you [Dr Slattery] sort out your responsibilities then I will listen to you. “I am not prepared to listen to this nonsense…I am getting upset at this. “He [Slattery] sits on the board on NHIP and look what has happened to the NHIP. “I really cannot accept Dr Slattery telling us how to run our government. Dr Slattery has absolutely no basis for these statements.” Slattery conceded that the NHIP is facing difficulties, adding that the reason he opposed the implementation of VAT was because of lessons learnt from NHIP – a system that saw people railroaded

into major change. However, the CFO did not allow him to continue, cutting him off to reiterate that he would not accept being told how to do his job. NOTHING WRONG Leader of the Progressive National Party (PNP), Dr Rufus Ewing, in an invited comment told the Weekly News that there is nothing essentially wrong with the NHIP model. Ewing was Director of Medical Services and has input into the decisions that saw the establishment of the NHIP. According to him, it was unfortunate that the premiums had to be increased from five to six per cent, but stated that this was understandable given the current economic situation. However, he noted that the charges that were enforced for dependents of the plan and the lack of coverage for persons who are unemployed are wrong and go against the essence of the NHIP model, which is to support the vulnerable. “It is grossly wrong that persons who are unemployed are only covered for 90 days…a process should have been put in place to ensure that those who are unemployed are actually looking for work rather than limit their coverage,” Ewing said. He maintained that the NHIP was intended to be a social health

insurance plan where those who have assist in paying for those who do not have, and was not designed to be funded by the people though direct taxation. According to him, the government would have had to make a significant contribution to cater for the needs of their employees, the indigent, the elderly and the unemployed. EWING-CARE Ewing told the Weekly News that personalising the difficulties of the NHIP should not be done, as is the case with the NHIP having been dubbed ‘Ewing-care’. He noted that the decisions made were made by the then government which he advised, adding that not all

of his advice was taken on board. Prior the establishment of the NHIP, Ewing’s position has been that he had felt that healthcare would be better managed from within, using a local authority to hire medical practitioners. However, he changed his position, saying that he felt a contractor had to be sought to handle healthcare. That contractor was InterHealth Canada. Governor Gordon Wetherell signed the 800-page contract in late 2008 following negotiations and decisions made by the Health Minister Lillian Boyce, Finance Minister Floyd Hall and Ewing. NHIP was established in April 2010 and Ewing had the responsibility for managing primary care in TCI, while InterHealth Canada took over the responsibility for hospital management and secondary care. The reports are that primary care patients are no longer dispensed medications but are given prescriptions which they fill at private pharmacies. Those holding a health card are entitled to a discount. However, only those earning wages or receiving benefits from the National Insurance fund can qualify for the NHIP. Participants pay upwards of $250 per month to belong to the plan. Employees and their employer pay six per cent of their wages and

$10 each for their dependents. They must pay a minimum of $50 per month plus the dependency fees. Laid off workers must leave the plan and those not locally employed are not qualified to join the plan. Ewing, in a television interview in April, claimed that the contract is being mismanaged under the interim administration. In the interview he said, “If they (the interim administration) cannot manage the contract, then simply cancel it according to the exit clause,” Ewing said during the Howell interview. The ‘exit clause’ in the InterHealth contract referred to by Ewing is reported to have penalty cost of $125m, exclusive of the $125m mortgage on the hospital buildings, which has a reported 12 per cent interest rate. If the mortgage runs its full 24year course, the buildings will have cost TCI residents half a billion dollars. The NHIP is now reported to be costing the people of the TCI $60m annually or approximately 40 per cent of government revenue. The NHIP has proven to be a tremendous burden on the government and many residents are dissatisfied with the coverage provided.

From the horse’s mouth CHIEF Financial Officer (CFO), Mr Hugh McGarel-Groves, last Monday at a VAT consultation meeting said that the National Health Insurance Plan (NHIP) is an absolute scandal and the biggest financial mess the interim administration has had to deal with. His statements were made in response to comments made by Dr Sam Slattery. Hetold Slattery that he had no grounds to tell him how to do his job when he serves on the board of the NHIP, which is a financial mess. What are your thoughts?

Why rush VAT like NHIP was rushed?

MrMcGarel-Groves should have listened to Dr Slattery who was asking - why rush this VAT just as the NHIP was rushed? I was at the meeting and I can tell you that Mr McGarel-Groves is way too close to this issue and seems to have some very personal grudges against some key players in the ‘No To Vat’ group. His standard answer is that we do not understand and that it will be okay. We do not want to institute the programme to find out it is not for us, just like NHIP. Give it time and give the people time to digest the plan.

CFO’s statements inappropriate

While the origins and feasibility of the NHIP, the Interhealth Canada contract and the hospital’s construction costs remain in question and are a constant reminder of politics at their worst, it was in no way appropriate for the CFO to direct his off-subject tantrum towards Sam Slattery when tasked with fundamental

questions about the implementation of VAT. The NHIP scheme requires restructuring and possible consolidating some administrative aspects with NIB to rein in costs, in addition to ensuring that quality healthcare is provided for all contributors. But this is separate from VAT. It is concerning that the FCO has selected a person with such poor emotional qualities to administer during these difficult times and it is disturbing that the new CFO Bill will somehow shelter this conduct, as he will only be accountable to UK-based management. The current CFO's tenure must be cut short and a person of suitable interpersonal skills and competency must be appointed.

CFO was frank

He was right in that it is an absolute scandal and one of the biggest financial messes for this country. Hopefully the government can save it and rescue it from what I see as its eminent death. They must first start with the administration which, in my view, is too top heavy and lacks the capacity to find more creative ways to improve efficiency whilst still providing quality services to the population. The board needs to be restructured and emphasis placed on providing health services not paying for all the staff perks until they can reposition themselves. They must streamline their operations.As it stands now it lacks direction

Not the time or place

The truth is finally coming out, but the VAT consultation meeting was neither the time nor the place to for the CFO to make such statements. This man is a straight shooter and I like this about him. If he does not like you he tells it to you and if he is going do something whether you like it or not, he is going do it. However, I do not think that this is the place and the time to display this kind of an attitude.

Wrong all round

As a citizen, I do agree with what MrMcGarelGroves said, but what is missing is the fact that it was the UK that signed off on this deal against the wishes of the people. So how can it be morally right or acceptable for the population to be asked to continue to financially support a deal that is crooked and unsustainable, and accept the draconian taxes being imposed on us. Well, we are all watching to see if Helen Garlick is going to touch this one or if she will say that it is not in the public’s best interest to investigate it, just like she said about the Carnival deal in Grand Turk. Maybe too many in high office will be implicated? If so, well congratulations to the boys who aided and supported the ‘rape and pillage’ of our citizens via this scam as we all will be paying well into the next generation. Job well done boys, you were all so busy ensuring that each one of you got your share of the largess and rights to sell the pharmaceuticals.

Cancel the concept

The NHIP is a scandal and financial mess. The concept was wrong and it needs to be cancelled. We must remember who cooked this deal up. It was Minister of HealthLillian Boyce and Floyd Hall, who could not balance the chequebook of his party let alone the TCI, and Dr Ewing. Anyone attempting to access healthcare since April 2010 will have found it very poor. The NHIP has to go because it is breaking

our budget year after year. Most of the new taxes are because of NHIP. Why not apply for a new mortgage for the hospitals at a better rate? Why not audit the construction contract given to Johnston without a bid? The TCI is bankrupt, so if we cancel NHIP we cannot pay the $125m cancellation fee anyway. We still have one of those promotion booklets passed out by Desiree James.The promises made were never kept. Desiree is long gone and so is Dr Ewing who wants to show us what he can do as Premier McGarel-Grooves is a man with a bad attitude, but in this case he told the truth. Slattery starts out making sense then his comments seen on television contradict each other.

CFO’s attitude unwarranted

McGarel-Groves is a pompous man. His comments reflect the total disdain that the socialist bureaucrats have for the TCI. His attitude, especially when it was his FCO and Governor that signed the NHIP into law, is completely out of line and unwarranted.

An air of arrogance

It is clear that the CFO has taken on the air of arrogance and the ‘don’t care’ attitude of the Governor and many of their British counterparts. Overall, the British do not understand the dynamics of Turks and Caicos Islands and historically are the most unpopular, undemocratic dictators we have ever seen.

Ona Glinton’s Jyles Javier is GSAT top student JYLES JAVIER, from Grand Turk’s Ona Glinton Primary School, is this year’s top performer at the Grade Six Achievement Test (GSAT). A total of 514 students from 22 schools throughout the Turks and Caicos Islands (TCI) sat the GSATs earlier this month. GSAT determines whether a child will move onto the secondary education level of learning. In order to proceed to the secondary learning, each student must obtain a passing grade of 50 per cent or more. The exam consists of seven subjects covering areas such as Mathematics,

Science, General studies and English. All papers in general add up to approximately 630 points. This year the students, from 22 schools throughout the Turks and Caicos Islands, in preparation for the exams were able to make use of ‘Go GSAT’, an online learning website. The online programme gave students the opportunity to complete practice questions, download handouts and access live tutorials in relation to topics that more than likely appeared on the examination. Last year’s performance resulted in 82 per cent passes.

No reason why TCI cannot handle VAT, Governor Todd BY VANESSA NARINE GOVERNOR Ric Todd has maintained that there is no reason why the Turks and Caicos Islands cannot handle Value Added Tax (VAT). At a press conference on Monday, Todd acknowledged that taxation is an emotive subject and the resistance to a new tax is understandable. However, the Governor stressed that VAT’s introduction is not about increasing taxes, but about broadening the tax base and spreading it “a bit more thinly” across the TCI. “We can have a tax that is balanced and fair without having increases,” Todd posited. He pointed out that there is some level of misinformation surrounding the new tax regime, which once in place will replace five other taxes, the Hotel/Restaurant Accommodation Tax, Communications Tax, Vehicle Hire Stamp Duty, Insurance Premiums and Financial Services Tax. The Governor contended that a common rule in tax administration is that a wider base and tax at a low rate makes for the best tax. He pointed out that throughout the consultations the main concerns have been that there will

be significant prices increases, the TCI Government lacks the competencies to implement VAT, and the number of new businesses that will be captured in under the new tax regime. Todd said that if there are increases they will be marginal increases and basic food items are not expected to attract VAT. He added that the Caribbean Regional Technical Assistance Centre (CARTAC), the regional expert that has supported VAT implementation across the Caribbean, has been supporting TCIG with the needed expertise. The Governor also explained that once VAT is implemented the tax base will be spread fairly between the service and the financial based sectors. Previously financial based sectors attracted less tax than the service based sectors. According to him, the VAT Implementation Team will be working closely with the Customs Department to both make collections and police the new tax system. “The education will continue,” Todd said. He added that many of those who opposed the introduction of VAT are not actively engaged with the VAT Implementation Team.

Beaches’ $2m expansion creates more jobs Beaches Turks and Caicos has recently decided to expand its Kimono’s Japanese restaurant and its kid’s camp. And the expansion, estimated to cost roughly $2m, will provide at least 50 construction jobs, as well as 35 permanent jobs upon completion. Beaches is currently the island’s largest private sector employer with 1245 employees on its payroll and the expansions comes at a time when the latest unemployment statistics of the department of economic planning and statistics suggests than eight percent of the 23,438 labour-force is unemployed. General Manager, Donald Dagenais stated that once completed the two expansion projects will require professionals from an array of fields. He said, “We will need chefs. Service professionals, management staff and stewarding practitioners for the restaurant, and for the kids facility we will need more child care professionals. CONSULTATION ENDS Public consultations on the Green Paper ended on Tuesday, but Finance Ministry Permanent Secretary (PS), Ms Anya Williams, told the Weekly News that the VAT Implementation Team are still holding individual stakeholder meetings. She said, “We expect the White Paper to be completed early July. “The White Paper will be a summary of what will be in the legislation; things like the rate and the threshold, basically a summary of the decisions we have made.” According to her, the feedback form the consultations has been mixed, but she noted that the stakeholder meetings in particular have been useful. “There have been contentious issues with all parties, but stakeholders

have been actively engaged by the VAT team,” Williams said. The Green Paper consultations so far have been heated debates between the VAT Implementation Team and very resistant stakeholders over the practicality of implementing VAT into a struggling TCI economy. Business proprietors argue that businesses are barely hanging on as it is without VAT. At one of the most recent meetings in Provo, Dr Sam Slattery was very vocal to point out that the current tax regime is working. Slattery acknowledged that people are escaping the process, but stressed that the business community is struggling enough with the existing taxes. He said, “We would have confidence if the interim administration showed that they can administer the current tax.” Slattery countered the VAT team’s statements that there are many people who support the implementation of a new tax regime, asking for the names of these groups that support VAT. “Let us meet the people who support VAT so we can discuss… as far as we know the tourism industry, the banks and the business community are saying no,” he said. Slattery argued that business people work on facts and if the team says there is majority support for VAT’s implementation then they should be able to point out the supporters of VAT. He said, “I am not completely

opposed to VAT, but in this jurisdiction we recognise what the interim administration does not, that there are local issues in this community that will make this a difficult and potentially difficult to collect.” Slattery added that as a group the business community recognises that it needs to pay tax. He said, “There seems to be a misguided belief that we do not think that is the case…the Roe report places us very high on compliance… we are not anti-tax…we are business people and residents who understand the culture and how this community put together. “We are trying to let the administration understand that you will end up getting egg on your face.” PETITIONS Asked about what real impacts the petition started to delay the implementation of VAT will have, the Finance Ministry PS stated that she could not speak to those; rather pointed out that ultimately the decisions taken about the implementation of VAT will be taken by the Foreign and Commonwealth Office (FCO). The anti-VAT group calling themselves, TCI United against VAT, has so far secured over 860 signatures of the 3,001 they are targeting. The group is calling for the FCO to delay the scheduled July 13 passing of VAT Bill, until concrete answers can be given to even the most basic questions that plague stakeholders.

TCHTA rejects VAT

– Calls for delayed implementation THE Turks and Caicos Hotel and Tourism Association (TCHTA) this week pronounced on the Value Added Tax, rejecting its implementation, which is slated for next April. And is calling for several measures to be taken, particularly to cultivate goodwill between the government and the private sector. The measures include: • That the timeline of the implementation be re-visited and extended; • That all justifying research be shared with the public; including the draft legislation; and • That the VAT Implementation Team be enlarged to include specialists in the variety of sectors that reflect the current character and future potential of the TCI economy. In a statement seen by the Weekly News, the Association stated that these measures will support prudence, given the limited analysis of the medium term and long term technical capacity in TCI. In the past week, the TCHTA has taken steps to engage the VAT

Implementation Team and other government VAT and Economic advisors. The statement said, “The TCHTA has also engaged its own consultants and reached out to other professional and community organizations, to ensure the broadest possible, most meaningful participation in the process. “While we are engaged fully, regrettably, we cannot say that we embrace the VAT initiative in the same measure. Our sense of anxiety arises not from fear of change, but from the concerns:” Among these concerns are: an unconvincing rationale for VAT; what appears to be an unduly rushed process; an unfortunate and utter lack of detailed information on the preparatory studies for VAT; lack of sight of the VAT Legislation; and short-handedness of the VAT Implementation Team; which has no hospitality expert, knowledgeable concerning the Villa/Resort Model. According to the TCHTA, the pressing concerns over the new tax regime had left stakeholders in the

tourism industry uncertain at best and skeptical at worse, that VAT is the right strategy for TCI. The TCHTA maintains that while the tourism industry is committed to working with all concerned parties for the good of Turks and Caicos Islands, stakeholders find it difficult to support the new tax regime. The statement said, “We feel strongly, given the current state of the world economy, the competitive nature and rising costs in the tourist sector, that a prudent process, based on a proper transparent assessment of government revenue needs, fairness of the tax burden and transparency is the best way to secure the economic foundation of these Beautiful by Nature Islands.” The Association noted too that the TCI will be the smallest jurisdiction in which VAT has been tried. Finance Ministry Permanent Secretary (PS), Ms. Anya Williams, told the Weekly News, that discussion ions between the TCHTA and the VAT Implementation Team are continuing to resolve concerns as early as possible.

Governor makes public work plan leading up to November elections GOVERNOR Ric Todd on Monday made public the Interim Administration’s work programme leading up to the November elections and stressed that much work has been done in the last three years and the focus must now be on consolidating those successes. He said, “The Turks and Caicos (TCI) has turned around its governance, financial management and economy over the three years of the Interim Administration… when we took over the Government burden of disorganized management, major debt and unpaid bills meant the public service had almost ground to a halt. “Lots of hard work has been completed by hundreds of people committed to making their country a better place in which to live and

LIME gives scholarship to GSAT top performers LIME has congratulated the students who sat the Grade Six Achievement Test and two of this year’s top 10 students have been qualified for LIME’s Scholarship / Grant Program for 2012/2013. This year’s top student Jyles Javier came from Ona Glinton Primary School and Alan Joy of Oseta Jolly Primary School captured the spot as top male and top student at Oseta Jolly Primary School. There are currently 12 students on LIME’s scholarships or grants. General Manager of LIME, Mr. Drexwell Seymour noted that the company’s investment in the GoGSAT online program assisted many in their preparation for the examinations. Seymour said, “LIME began this partnership in 2008 with

the Education Department and GoGSAT to provide access to all students who would sit GSAT in the Turks & Caicos Islands.” He continued, “LIME wanted to provide an avenue for scholarships for students as they entered secondary school since nothing was in place for that age level and the company’s partnership with the rewards served as an incentive for students to aim for excellence.” Director of Education, Mr. Edgar Howell has spoken about the positive impact that the GoGSAT’s online program has had on the performance of students who sat GSAT. Bight man jailed on drug charges JUSTICE Joan Joyner this week sentenced a man to two years imprisonment after he was found guilty of drugs charges. Sherman Hutchinson, 34, of the Bight,Providenciales, was tried and found guilty of possession of cannabis and possession with intent to supply after a two day trial. A jury panel consisting of five women and two men after hearing the evidence against Hutchinson returned the unanimous verdict following less than one hour of deliberation. For the Crown, Prosecutor OreikaSelver said that at around 6.57pm on Monday November 21, 2011, police officers stopped and search the accused and found 48 grams of the illegal substance in his possession. Hutchinson’s second cousin Livingston Churchill Hamilton was the first witness to take the stand and give evidence.

He testified that on the date in question he called Hutchinson and invited him to “hang” with him. He then drove from his South Dock residence and picked up Hutchinson who then drove them from the Bight to Kewtown to pick up Hamilton’s son. While parked in Kewtown a police vehicle pulled up at the side of them and police officers informed them that they were carrying out a routine check for anything illegal. After exiting his vehicle, Hamilton told the officers that he had nothing illegal. “I knew I had nothing illegal,” he told the jury. After body searching him, the police found nothing illegal on him and then turned their attention to Hutchinson. But before searching him the police asked him if he had anything illegal.

Registration process must end next week REGISTRATION must end on June 29th, according to Director of Strategy in Governor’s Office, Mr. Phillip Rushbrook, who noted that there is much to be done. On Monday at a press conference he said, “The process is proceeding as we designed since April this year…registration has to end next week because we have to have to prepare the register, give people time to challenge that register in the claims and objections period and then use the final electors’ list to set the boundaries…there is much work to be done.” Rushbrook acknowledged the birth certificate fee as an area of contention, but stressed that the fee has been reasonably reduced from $40 to $20. This week the Interim Administration announced that those who are unemployed who have not registered and still wish to do so, will have the $20 fee for birth certificate waived. Rushbrook noted that this is an opportunity that should be seized, adding that there is a number of birth certificates that have already been processed, but not collected. Persons who have applied for birth certificates to facilitate registration are being advised to collect them at Sam’s Building in Providenciales, Franklyn Misick’s Building in Grand Turk or at the District Commissioner’s

Office in South Caicos, North Caicos, Salt Cay and Middle Caicos. “The team in working very hard to get everything in place,” Rushbrook said. To facilitate those who have not yet registered, the Ministry of Border Control and Labour and the Elections Office, also announced this week, that registration centres will be open on all islands from 9:00am to 5:00pm from Monday to Friday. Also, registration centres will be open on Grand Turk and on Providenciales this Saturday, June 23, during the hours of 9:00am to 2:00pm. The Director of Strategy maintained that the processed being followed for hosting elections are internationally accepted as best practice to ensure free, fair and transparent elections. Rushbrook noted that there are a few Ordinances to be passed over the next two months, which will provide framework for free and fair elections. “We will make sure the provisions of those are enforced,” he said. According to him, there will be international monitors present in the TCI to observe the conduct of the November elections. “There is much work we have to do, but we are making progress,” Rushbrook said.

When he did not reply they conducted the search of his person and in his left coat pocket they found a white plastic bag with the drugs. Hamilton said that he became frustrated because “I didn’t expect him to have drugs in the vehicle with us. I did not know he had it,” he emphasised. The officers then searched the vehicle and after finding nothing illegal, they arrested and handcuffed the pair and took them into police custody. During cross-examination by defence counsel Benson Harvey, Hamilton testified that the vehicle did not belong to him but to his friend Debra Ewing who had travelled to the US to seek medical attention. He said that he called and asked the defendant to hang out with that night because he was home alone and bored.

He admitted that his driver’s license was suspended but he had taken risks and had driven the vehicle many times. “I knew the risks. If was ever caught I would face the consequences,” he stated. However, during his testimony, detective police constable Jerry Grant said that when he asked the two men if they had anything illegal on their person or in the vehicles, the defendant replied: “I don’t have anything illegal to declare.” Hutchinson opted to exercise his right to remain silent and so did not offer any evidence in court neither did he call any witnesses. After the jury found him guilty Hutchinson’s lawyer mitigated on his behalf. Harvey informed the court that Hutchinson had been working at K106.3fm as a manager for the past

two months. He revealed to Judge Joyner that sometime in 2005, Hutchinson worked with the DECR and had found some 14 packages of cannabis. He turned it in to the police. “It is rather sad that at that time he had proved himself an honest citizen and turned the drug in but is now found guilty of drug possession.” The attorney then begged the court’s leniency for his client. The judge learnt that at the Magistrate Court level, the Crown asked for the matter to be tried in the lower court but Hutchinson elected to be tried by a judge and jury. He was sentenced to 18 months imprisonment for simple possession and 24 months for possession with intent to supply. The sentences are to run concurrently.

Haitian man tried for uttering a forged TCI driver’s license HAITIAN national Robert Jean Joff faced trial in the Providenciales Supreme Court this weekfor uttering a forged TCI driver’s license. He was set to hear his fate on Friday, June 22,(at time of press) when the jury was expected to deliberate and announce their verdict. At the end of Thursday, June 21, the defence closed their case and closing submissions were expected the following day (Friday). Joff was tried before Justice Joan Joyner for uttering a forged document in that on October 31, 2011, at the Road Safety Department in Providenciales he presented a forged TCI driver’s license to officer Lavert Taylor. For the prosecution Crown Counsel Leanna Brooks said that Joff knew or suspected that the driver’s license was forged. Drawing from his 13 years’ experience working at the Road Safety Department, Taylor testified that there are two ways to obtain a TCI driver’s license. The applicant must be 17 years or older and must past three tests or as a citizen of a Commonwealth country, foreigners can obtain a TCI driver’s license using the driver’s license from their home country. “No other agencies in the TCI can issue a TCI driver’s license,” he stated. Taylor said that in October 2011 he was at the front desk at the Road Safety Department when Joff approached and handed in a driver’s license renewal application along with a receipt for $150 and other

supporting documents. Taylor collected the driver’s license, accessed the computer database and entered the relevant information in order to process the application. However, no record was found under the driver’s license number. He then tried entering Joff’s name but still nothing came up. Then the officer decided to peruse the card and noticed several things were wrong. The name and address were in all capital letters and the quality of the card was not the same of those issued in 2007, the purported issuing date. In fact, the layout matched the one being used now by the department. Additionally, the date of birth and expiry date did not match and the serial number was used as the actual driver’s license number. Taylor told the jury that he realised that the license was false and asked Joff where he got it. At first, the defendant remained mum but at the officer’s insistence he finally replied, “I get it from Grand Turk.” Taylor threatened to call the police but Joff told him not to call the police and said that he got the license form a man named ‘Maurice’. The officer said that no one named Maurice ever worked at the department. During cross-examination by defence counsel Finbar Grant, Taylor said that the card was issued in 2007. However, the colour and layout of the card is not consistent with those printed in 2006 and 2007 but of the ones being issued now.

He testified that although he does not know how the cards are printed, he knew that the ones issued in 2006 and 2007 were the same. “It is only about two years now, they started using a different but similar card,” he stated. He agreed with Grant that the system used for licensing had experienced a lot of trouble over the years and between 2007 and now the system has crashed several times. However, information sent from Providenciales to Grand Turk via the database system does not change although sometimes pictures are crossed with other applications. The officer explained that the database could be subject to two types of errors, human error and the database itself. “All capital letters could have been a human error,” he added. The witness said that from the moment he saw the driver’s license he suspected something was wrong but he had to check it out first to be sure. He told the jury that after Joff told him that he got the license from Grand Turk, he called the office in Grand Turk and had the supervisor check the filing cabinet and the database, however no record of Joff’s license was found there. During re-examination by Crown Counsel Brooks, Taylor stated that driver’s licenses cannot be printed when the system crashes and that all licenses are verified before given out to persons. The case continued at time of press.

We are one Dear Editor, I am grateful for the opportunity to write a message to the people of the TCI. My prayer is that as I write God will instil in me the wisdom, knowledge, understanding and discernment as a child of the most high God to deliver what he has instructed me to deliver. Martin Luther King Jnr as we know him was a preacher and an activist who stood for righteousness. Moreover, King was a man who believed that the best way to solve a problem was not through violence but through peace. I support that statement with one of his quotes of December 11, 1964, where he states: “Nonviolence is a powerful and just weapon which cuts without wounding and ennobles the man who wields it. It is a sword that heals.” Hence the reason why Martin Luther King Jnr became my role model. One may ask, is there any hope for the Turks and Caicos Islands? My answer undoubtedly is YES! Like King, we must begin to dream a dream in order to restore hope. Even though we face the difficulties of today and tomorrow in the Turks and Caicos Islands, I still have a dream. This dream is rooted in unity, prosperity, hopes and love for ourselves and our neighbours. I have a dream that the Turks and Caicos Islands will return to it a state of normalcy despite our setbacks. I have a dream that Turks and

Caicos will go back to the state where we honestly and sincerely fear God. Going back to the days when people respect Sundays and continue to remember the Sabbath to keep it holy. I dream of a day when we return to a God fearing nation. I dream of the day when we can unite as one. I dream of the day, like Rev Luther, that our “nation will rise up and live out the true meaning of its creed. “We hold these truths to be selfevident, that all men are created equal.” I have a dream that regardless of Haitian-TCI, Dominican-TCI, English-TCI, African-TCI. We are one. Turks and Caicos Islanders! I have a dream that our churches, whether it be Pentecostal, Catholic, Baptist or Methodist, can unite and reach a common goal – that there is one heaven, one God. I dream of the day when Christians can redefine Christianity and really live by biblical principles and uphold standards. I have a dream of the day when our political leaders and elected members can share a common goal that they are elected of the people, by the people to serve the people. I dream of the day when this nation, under God shall have a new birth of freedom. I have a dream that one day our politicians will realise that political differences when advocating for the nation is the one thing which hinders

much progress in this country.This is because when a politician brings an important motion, they want it to be party affiliated. Political differences cannot help to develop this country because any development is meant to benefit the whole nation regardless of which party affiliation. Even government strategies should not be fuelled by political party’s differences. In order for Turks and Caicos to go further and achieve its 2012 objectives, politicians need to change their mind-set and look at institutional policies that will bring up instruments that support economic diversification. Our leaders need and must prioritise the constituency they represent. I have a dream that our leader will stand for what is right and demonstrate every level of integrity, taking out self-interest and stemming out every level of corruption. I have a dream that God will raise up a God- fearing leader. I have a dream that our people will stand together not as Turks Islanders or Caicos Islanders but as Turks and Caicos Islanders! We are moving forward. I have a dream that it would not be about PNP or PDM, but it would be about the issues. Moving ahead - I have a dream. The future of our country is looking bright. Mortgage security set aside Dear Editor, It is possible that the Attorney General representing TCIG and itspeople, may apply to the court to have the mortgage security made between Star Platinum Limited and Temple Mortgage set aside. The AG is arguing that the mortgage binds the government even though the land title at Joe Grant’s Cay, on which the security rested, was improperly transferred from the Crown. The Crown successfully reversed that improper transfer and had the lands returned to it. Now the government is agreeing to be bound by a mortgage and a security over its lands even though the Crown was successful in proving to the court that the lands were improperly taken from it. People who know what mortgages are all about do not agree. Many observers see this bad precedent being set so that the government may take the same approach to the 2,500 acres on Middle Caicos where Belize Bank, British Caribbean Bank (BCB) has a mortgage. It is being said that when Temple gave the mortgage to Star Platinum that Temple did not know that the security ie. the land title, was improper. The AG’s response as published would suggest, subject to clarification, that they, the Crown, are relying on the rules relating to the law of illegality. It is agreed that if Temple were not aware that the title to the land was bad, ie. illegal, that Temple ought not

Yet before the interim government had to get here there are a number of things that irk us and have been making our lives harder. That is the Stevedoring deal at South Dock,Providenciales, causing consumer prices to increase some four times. Now there is the Interhealth Canada deal, the National Health

Insurance deal and many other inflationary deals. The interim government has so far increased our taxes, increased the payments to NHIP by a further one per cent and are paying some $60m annually to Interhealth Canada. All of this even before the interim government with gas tax was inflationary. Next is the agenda to change the burden and incidence of taxation by shifting the burden of taxation off developers, tourists, visitors, land sales, customs duties and off onto the backs of the wider population as a whole with a newer tax. There are plans to remove a

number of taxes though not all, such as the communications tax and a few customs duties. There seems no commitment to remove the Stevedoring deal at South Dock,Providenciales, or the Interhealth Canadadeal. Yet our payments and taxes are increased to pay for these to date. We are paying over $6 dollars a gallon for gas and $0.75 cents goes to the government. The shift in taxation, mentioned earlier, is being accomplished by Value Added Tax (VAT) which may be 15 per cent or 17 per cent. You expect that with the removal of customs and a few taxes to be replaced by VAT that prices may go down.

You have been met with cries from the public that people want price control to force prices downward to the extent of the removal in taxes. Many fear that merchants will increase their prices, cause inflation and there will be more suffering. Mr CFO, please seriously consider and implement price control in these islands. We need laws enforced that will give you the power to maintain a consumer price index and to monitor prices. Please abandon the free market economy notion because that cannot work here. We need relief all over. You must control prices. Finally Sir please review the

The whole PPC and Fortis deal requires review and the monopoly with that 17.5 per cent over our heads removed. The answer is price control so that inflation cannot be artificial or manufactured. In the Bahamas the Consumer Prices Commission has the power to go in stores, monitor prices, shut the place down and close shelves if prices controls are not adhered to. The TCI needs the same here. The Audacity of Hope COMMENTARY

The “Audacity of Hope” is the title of a book by President Obama. Obama promises the American dream through the actions of government. While government sets the stage for people to fulfill their ambitions and achieve their dreams, it is now proven this cannot come from government giveaways or social welfare programs. Public assistance is a necessary entity only for those unable to help themselves and not for those who decide not to. Growing up my dad was terminally ill, my one sibling mentally challenged. Dad worked his last years in a wheelchair carried to the office by his dad, Granddad Tapfer. I remember them both on fathers’ day and during the year. Grandfather Herman, mom’s dad, looms big in

TCI waters for sale Dear Editor, Today, unfortunately, I was unable to keep an appointment in the bid for the presidency of the TCI Community College in Grand Turk due to inability to defray the high cost of the airline ticket. So in reminiscing here at the airport I thought I would make a trip fishing at the local seaside. But horror set in when I realised that I did not have a fishing license and, even if I did, I needed permission from the new owners of the waters around the islands! The water around the TCI is about to change hands, or at minimum, the new owners will have as expected all and full rights to the use of the water around the islands. Some may say there goes Dr Smith again with his wild ideas! The old man sounds cuckoo, but do spare the lost soul a little space and explain who, why, where and when will the rights to the sea around the TCI be transferred for a one-time $7.5m! Let us first look at the players. Provo Water Company (HAB = 54 per cent), Provo Water Company (TCIG = 46 per cent), and Turks and Caicos Water Company (salt water to potable water converter, and seller to Provo Water Company). Ok, the TCIG sees or believes there is opportunity to sell, does, and now PWC-HAB owns 100 per cent of Provo Water Company, and still TCWC converts and continues to sell to PWC. The big question is, where does TCWC get is water from to convert? It sounds like it is part of the under layer which is salt water and a resource seemingly owned by the TCIG. The next big question is the sale

for the $7.5m includes the right to harvest the sea/salt water for conversion. If it did, the TCIG is had! This diagram clearly shows that with the population of say, 35,000 persons, each taking two showers per day and using five gallons of water for each, and for 365 days per year, at a water sales rate of the standard consumer rate of $.035 per gallon results in gross sales of $4.9m the first year. Year two using the same exercise shows $5.3m. Projections for population and unit cost result in a whooping gross sale of $69.5m over a ten year period, not hardly the $7.5m proposed sale. The TCIG should reconsider such a move. It is most definitely not in the best interests of the people of the TCI, not at this time or ever. Looking at the imbedded chart, it clearly shows that the $7.5m will be more than recovered in less than two years of the sale. And TCWC from then will have unfitted rights to the natural resources of the TCI absolutely free. I did not dream this! This needs a reality check. Even if the TCIG sells its shares in PWC, why is it that the TCIG is not collecting for the sales of its resources? A little birdie just told me that if the resource officers catch me getting sand from the beach, I will be prosecuted. Then why is TCWC excluded? I invite all others to join together to formulate a strategic way forward in assisting our dear county on the right path. Regards,

During my short lived political career I was on the platform committee for the PDM when Floyd Seymour was leader. I remember meetings with Floyd while other committee members stayed home. Here was a man with a vision and the knowledge to make it come true. I have found it amazing that certain PDMs did not back him. Floyd eventually had to take care of his personal business. Also amazing is the fact that at this time when Floyd is most needed his political

assassins are back in the PDM fold. PDM leadership passed to Doug Parnell, also a visionary willing to use his valuable time and resources working on behalf of all the people. He put together the march for rights, the allparty constitutional reform group and the celebrated national conversation run by Sharlene Cartwright Robinson. He sponsored mission after mission to Britain. Parnell as leader looked like a winner so he had to go. The big lie did the instant trick. For those who do not know “dismissal with prejudice”(not racial prejudice), results from a judges decision that the plaintiff, in Parnell’s case the US SEC, should NOT have filed on him. The SEC can never bring the dismissed case back to court. The taint is on the SEC, this is the way the SEC operates. The SEC has this reputation,

charge first, and then back off. Remember also Doug is possibly the only current politician who has passed the needed clearance by the AG's office. Both Floyd and Doug are fathers and family men, married to beautiful and intelligent TCI women. Far different from our former Premier. With leaders of their caliber, hope would not be an audacity but a reality. We all know where our problems came from. The principle problem leader is on the lam and his associates are about to be judged. Their heirs want to put the whole country on the lam with calls for independence. Dare we now embrace the audacity of hope?

Your vote is your voice Dear Editor, With the announcement of November 9, 2012, as the date for general elections, registering to vote is now more urgent than ever. Everyone is saying they are excited that an election date has been set. I am hoping that the number of persons registered to vote will quickly begin to reflect this. Simply having a locally elected government should not be enough for us as a society. Having a government that cares and does right by its people is what Turks and Caicos desperately needs in November 2012. We need an informed electorate to make this happen. Have you ever heard the saying ‘your vote is your voice’? It is a phrase normally used during political campaigns to urge the disenchanted or persons not interested in politics to get involved in the political process. Voting gives you a voice on important issues that will shape the future of these islands. A person’s vote determines who will be elected to implement those policies that will directly affect them. While it is becoming harder and harder to trust some politicians, the reality is on November 9, 2012, the next government will be elected whether people vote or not. However, I believe that it is imperative that all eligible voters should be a part of this process. The right to vote is one of the most important responsibilities that every citizen of this country has. On November 9, 2012, citizens have the power to determine the

next government, citizens have the power to elect a government that shares the vision they have for Turks and Caicos moving forward, citizens have the power to elect a government that will implement policies that will make Turks and Caicos better place for future generations. However that power lies within their vote and we all know registering to vote is the only way we can do that. Think about this, in South Africa, not until the end of apartheid in 1994 did black people obtain the right to vote. Imagine that! There are still places around the world where people are still denied this right, so how dare we as a society be apathetic of the importance of a right that persons throughout the world are willing to die for. The world will be watching us on November 9, 2012. They will be watching to see how we will progress after suffering under a bad government for seven years and an uncaring interim administration under direct rule for the past three

years. The voter’s registration process remains open until June 29, so there is roughly two and a half weeks left to register. Citizens must use this time to ensure they and anyone they know that is eligible to vote is registered. Some people might be convinced today that they have no intention to vote in November; however during the course of the political campaigns they might find themselves agreeing with some of the positions of one of the political parties after the voter’s registration process is closed. By then it will be too late to let their voice be heard. If they are not on the list by June 29, 2012, they will not be voting in November 9, 2012. Remember registering to vote doesn’t mean a person has to, it just means they can if they want to. No-one will get a do over. Everyone must get registered and let their voice be heard! Alexandra Resort in receivership Fortis launches – Fifth TCI resort summer taken over by BCB programmes

THE Alexandra Resort and Spa (ARS) was put in receivership by British Caribbean Bank (BCB) formerly Belize Bank earlier this month and is the fifth property in the Turks and Caicos Islands that the banking giant or one of its affiliates has taken control of in recent months. The others properties include the Sporting Club in Ambergris Cay, St. Charles Resort in North Caicos, the Turks and Caicos Club and the Leeward Resort, originally Nikki Beach. ARS developer, Mr. Washington Misick, said, “I am disappointed that BCB chose receivership rather than a number of possible work-out options available to it.” However, he noted that BCB has given its assurance that business will continue as usual, that all employee jobs are protected, and that every effort will be made to enhance the going-concern value of the business. Misick said, “I have agreed to assist where necessary in the interest of all stakeholders…this property, together with the associated concessions, employs up to 120 persons, it contributes millions of dollars to government revenue as well as to NIB and NHIB.

It is for this reason that I have poured my soul and resources into it, over the last twelve years. I genuinely consider it a national imperative to have local ownership in the islands’

The Alexandra Resort and Villas Limited is the development arm of Alexandra Resort and Spa (ARS). Its subsidiary Millennium Management Ltd. (MML) manages the resort.

TCI’s brightest students will learn how to conduct themselves in a busy workplace during a series of new summer classes. FortisTCI has announced the start of two new student programmes to begin this summer. On Friday principals from high schools throughout the country joinedstaff from TCI Community College and the Ministry of Education to discuss the scheme. They gathered at the FortisTCI conference room on Leeward Highway to hear the benefits of the Student Summer Employment Programme (SSEP) and the Summer Internship Programme (SIP). Judy Missick,director of human resources atFortisTCI,said: “It is a wonderful occasion to be able to open our doors and our workplace to contribute to the human resources development in the Turks and Caicos Islands. “Establishing these programmes has been a goal of ours for a long time and we are proud to have the infrastructure in place to

accommodate them.” SSEP has been developed to expose participants to the utility industry while also encouraging growth in young adults pursuing their respective career paths. SIP reaches out to high school students within the TCI and will give them a chance to be exposed to a professional working environment for two full working weeks. The focus of the programme is to show participants how to interact in a highly developed workplace while also showcasing professional fields they may not have been exposed to. Ruth Forbes, vice president of finance and chief financial officer at FortisTCI, said: “There is nothing more valuable than investing in human resources. “This is why we are taking the opportunity to invest from an early age, because we know that one day those that walk our halls and our property as interns and student workers are potential future employees.”

Sailors get more winds than they bargained for

- 22nd Fool’s Regatta a success BY VANESSA NARINE SAILORS in the 22nd annual Fool’s Regatta prayed for winds to guide their sails past the finish line, but got a bit more than they bargained for when a slightly overcast day turned into something of a small windstorm with a drizzle of rain. This year’s Regatta, held at Kid’s Park, drew the support of hundreds – unfortunately more tourists and expatriates than Islanders. The activities kicked off at 10:30hours with the kids’ Lockland Trading Trophy race, one of seven races that saw the participation of over 50 sailors, aged from as young as 13-years-old. Several young sailors who spoke to the Weekly News agreed on their love for the sea and the opportunity to gain skills that allow them to be able to maneuver the waves. Vice commodore of the Provo Sailing Club, Mr. David Douglas, in an invited comment said, “The response this year was good…we have been doing this for 22 years and the kids are what keep us going, their appreciation for what we do.” There was fun to be had by all, who enjoyed the live music and the attraction of the hot-dog tent, among other local foods that were on sale. However, long before the day’s activities were scheduled to be completed massive high winds picked up, accompanied by a little rain – putting a very different spin on the day’s activities than expected. Some grounded sailboats that still had their sails up were turned over by the magnitude of the winds and soon enough the mass of relaxing beachgoers turned into a flurry of activity – with parents quickly packing up to get their young children out of the stinging sand that was blows about by the wind. Despite that though, some of the older children and even adults stuck around to watch the spectacle that was the ocean, as the high winds played with the waves and rain clouds darkened the skies. The passion of the Provo Primary steel band drew the attention of the remaining beachgoers as they pounded out popular tunes in the wind and all, with the tent being held down by volunteers. When the wind calmed down, the activities though interrupted, concluded with the awards ceremony. The remaining beachgoers who were not part of the awards took up other fun activates, some going back to the water, although it was a bit cold. Probably the most interesting were a group of young children who took up a game of tug-o-war. All in all, especially given the circumstances, this year’s Fool’s Regatta was a success.

Exercise for travelers Its vacation time again and everyone is excited about it. However, while traveling is fun, simply getting to a vacation destination or back home —whether by plane, train, bus or car—often involves extended periods of immobility. Hours of inactivity associated with air travel—first in the airport waiting lounge and then on the plane—may leave you in stiffness or in pain before your vacation has even begun. To help combat potential problems associated with traveling like swollen legs, stiff back, neck or knees, try these suggestions below:

• Avoid sitting while waiting to get in a plane or train; try to move , walk or stretch before you will have to sit. • While sitting, place a tennis ball under your feet and keep rolling it applying slight pressure on it. That will give you a free reflexology massage, while activating blood circulation. • From time to time, stand up and walk if in the plane or train and do some easy moves and stretches. Do not worry who is watching you. Your health is more important and you will be able to enjoy your vacation from the moment you stepped on ground. Here are some exercises to follow while sitting: • Figure-Four Stretch: Place one ankle on top of opposite knee. Hinge forward at hips, keeping spine neutral. Hold for 15–30

seconds, feeling a deep stretch on outside of hip. Repeat on other side. • Shoulder Shrug and Roll: Inhale as you lift shoulders up toward ears. Exhale as you roll shoulders back and down, opening chest and letting shoulder blades come together. Continue sliding shoulders down the back, away from ears. Repeat 3–5 times. • Neck Stretch: With chin slightly tucked, let right ear drop toward right shoulder. Hold stretch for 3–4 breaths, letting weight of head stretch left side of neck. Gently release stretch and repeat on other side. When standing exercises you can do includes:

• Footwork: Stand with feet parallel, 2–3 inches apart, balancing weight equally on both feet. Come up onto balls of feet, and slowly lower heels to floor, keeping weight centered. Repeat 20-30 times. • Prancing in Place: Use same start position as in exercise above. Come up onto balls of feet. Lower one heel to floor while keeping other heel raised. Alternately press one heel up as other heel comes down to floor. Repeat 30 times. • Knee Lift: Keeping hips level, raise one knee until thigh is parallel to floor. Maintain neutral spine, and balance in this position 15–30 seconds. Place foot back

on floor and repeat balance on other side. (You can also balance on standing leg, slowly raising and lowering knee, touching toe to floor.) • Roll-Down: Bring chin to chest and slowly roll down, one vertebra at a time until spine is flexed forward, arms hanging toward floor. Bend knees slightly and roll up, stacking vertebrae one at a time, bringing head up last. Repeat 2–3 times. These are just few suggestion, but you can do literally whatever you know. Many times your body will know what it needs to do to get better. Enjoy summer friends and mostly enjoy your vacation.

Ingredients • 1 pound dried pinto beans • 6 cups water, or more as needed to cover • 1 smoked ham hock • 1 teaspoon kosher salt • 1 tablespoon brown sugar • 1 (6.5 ounce) can tomato sauce Directions 1. Cover pinto beans with water in a large bowl. Soak beans for 4 hours, changing water every 30 to 45 minutes. Drain. 2. Bring 6 cups water to a boil in a large pot. Add pinto beans, ham hock, and kosher salt to the pot. Pour in more water if needed to cover ingredients by at least 1 inch. 3. Reduce heat to medium-low and simmer until beans are just tender, 2 to 3 hours. 4. Remove ham hock from beans; cut meat from the bone, chop the ham, and return to pot. 5. Stir tomato sauce and brown sugar into the beans. Continue to simmer until beans are tender and flavors are blended, about 1 more hour. Wonders of pinto beans This week we will look at the wonders of Pinto Beans, an incredibly healthy food. Pinto beans have a beige background strewn with reddish brown splashes of color. They are like little painted canvases, à la Jackson Pollack; hence, their name "pinto," which in Spanish means ‘painted’. When cooked, their colored splotches disappear, and they become a beautiful pink color with a delightfully creamy texture. According to research Pinto Beans originally from the land of Peru, in the 15th century made its way across the Atlantic to Europe. Pinto beans are a very good source of cholesterol-lowering fiber, as are most other beans. Dental Myths

In the clinic, I am sometimes asked some rather strange questions or hear some strange statements around the subject of how people care for their teeth. Some of these things are ineffective but harmless but some things can actually do more harm than good. Over the next couple of articles, I wanted to consider, and where necessary correct, some commonly held misconceptions or misunderstandings concerned with dental care or treatment. MYTH: There is no need to take care of children’s teeth as they all fall out and are replaced by adult teeth anyway. TRUTH: This is absolutely wrong. Firstly, neglecting your child's teeth will result in dental decay and cavities. This means your child will be in pain and there is a strong likelihood that the child will require several visits to the dentist for cleaning, fillings or extractions. Losing baby teeth prematurely can impact a child's ability to eat or speak. It can also be the cause of orthodontic problems in future. Secondly, a child who has reached the age of 5 or 6 years and has not been taught good dental habits is unlikely to change their habits overnight when their adult teeth start to come through. Over time this poor care is likely to result in decay, cavities and pain. The time to start good dental practices is as soon as a baby's teeth start to come through. MYTH: I must not brush my teeth if my gums bleed TRUTH: Bleeding gums is a sign of gum disease and it is advisable that you visit the dentist. In the immediate term do not stop cleaning your teeth but brush them gently with a soft bristled brush. You should not ignore the symptoms of bleeding gums as this can lead to periodontal disease and ultimately tooth loss.

Dr Mark Osmond MYTH: Placing a tablet of aspirin beside an aching tooth can ease the pain. TRUTH: This is not advisable. Using aspirin topically (ie. directly onto the site of the pain) can damage the soft tissue in the mouth. Instead, take a painkiller such Tylenol or Advil and seek treatment from a dentist. MYTH: A decayed tooth should be pulled out. TRUTH: Not necessarily. Often teeth can be saved and restored even if the cavity is quite large. If the decay reaches the nerve, the tooth can still be saved with a root canal treatment. It is only if the tooth is beyond repair that the best option is to have it removed. If you have a decayed tooth you should visit your dentist for a dental check-up. During this your teeth with be examined and your dentist will recommend the best course of treatment.

MYTH: It is better to remove wisdom teeth because they usually cause problems. TRUTH: Historically it was the practice that the majority of people had their wisdom teeth removed. This however is not the case anymore. Wisdom teeth should only be removed if they are consistently causing problems and there is a sound clinical reason to do the surgery. MYTH: Regular bicarbonate of soda can be used to clean and whiten teeth. TRUTH: This is not true. Bicarbonate of soda can be very harmful to teeth due to its very strong abrasive effects damaging the tooth enamel. Special whitening toothpastes which contain bicarbonate are specially developed and contain much smaller particles that, when used correctly, will not damage teeth. How do I know if my child is overweight for his/her age? Childhood obesity is a “touchy” subject. Howeve, it is one that should be addressed by health care professionals so that families (parents and children) can get the help they desperately need. Research shows that few parents can correctly identify when their child is overweight or obese. Therefore, the best indicator is talking to your child’s pediatrician or primary care doctor. These health care providers have clinical parameters and tools that are used to determine whether a child is at risk of becoming overweight. One such tool is a Growth Chart. Growth Charts show how your child is growing compared to other children of the same age and gender. Children’s heights and weight gain are recorded on the chart each time a visit is made to a pediatrician, which allows a growth pattern to form. If there is a deviation in the pattern, your pediatrician will tell you and discuss treatment measures. Treatment measures may include changing the eating behaviors and physically activity patterns of the child but NEVER putting the child on a diet. Childhood obesity is a problem that can only be remedied if the entire family is involved. That is, everyone in the family has to make changes in the way they eat and increase their exercise. Getting everyone involved is extremely important because the child does not purchase and prepare his own food and will only have access to the foods available to him at home. Try to avoid buying junk food and sugary drinks but ensure the child has access to a variety of healthy foods. Many parents have a difficult time labeling their child as overweight but if you do think your child has a weight problem, below are some tips to help you: 1) Show unconditional love--do not play the blame game because this only helps to lower the child's self-esteem. 2) Be good role models--let your children see you making healthy food choices 3) Make it easy for your child to eat healthy--avoid foods such as chips and cookies but ensure the house is stock with healthy foods like 100% fruit juice, low fat yogurt and fruits. 4) Reduce the amount of time the child is watching television-children are more likely to eat the high fat foods advertised on television. Ensure they have plenty of time to go outside and play. 5) Do NOT put the child on a diet--this can be the starting point for an eating disorder later in life. Get the child involved in activities that he or she likes and watch portion sizes.

Caribbean tears into UK government over APD CARIBBEAN tourism leaders have torn into the UK government for its policy on air passenger duty, which they claim is crippling travel to the islands. Their comments came as a poll of travel agents carried out by TravelMole revealed that travellers are altering their plans to avoid or reduce the amount of air passenger tax they pay. Almost two-thirds of agents who responded to the week-long poll on TravelMole.com said their customers were flying less or choosing to fly to cheaper destinations because of APD. Speaking at the annual Caribbean Tourism Summit conference in Jamaica, chairman of the Caribbean Tourism Organisation Ricky Skerritt said no other tax was having the same negative impact. David Scowsill, president and CEO of the World Travel and Tourism Council said: “We now have empirical economic research that this tax costs the UK 91,000

‘Charge parents for child’s crimes’ – Says Branville McCartney PARENTS in the Bahamas should be charged before the courts and held responsible for their children’s illegal activities, DNA Leader Branville McCartney said this week. Mr McCartney said if parents are found liable for their children’s actions when they are young, they will do a better job at raising them. He said there are laws on the books that allow for this type of action and the new government needs to enforce them. “In the Child Protection Act under section 125 an order can be made where a minor is found guilty but the parents are responsible. The parents pay a fine, damages or costs. Holding parents responsible for their children’s actions is a start to combating the crime problem. The law is there for it. In the Education Act under sections 24 and 25 parents can be held responsible for their children not going to school. We have a lot of children that are not in school. If they are not doing what they are supposed to as a parent there are consequences for it. We do not have a disciplined society, we need to get disciplined. We need to ensure there are consequences,” he said. “We need to catch these things from young. A parent won’t be saying ‘my good son’ if they are found liable for their sons actions. They won’t be saying ‘my good son’ when

Haitians abroad get more rights with new constitution A NEW constitution has been published in Haiti, giving some two million citizens living abroad the right to own land and run for public office. President Michel Martelly said the new text would allow Haitians to hold dual nationality. “This matter was creating division between the diaspora and people here in Haiti,” said Mr Martelly. Remittances from Haitians living in the US and Canada have a huge impact on the economy of the Caribbean country. Haiti is one of the poorest countries in the Americas. Its capital, Port-au-Prince, was hit by a devastating earthquake in January 2010. Thousands of people still live in tent cities. The new constitution was

approved by parliament in May 2011. President Martelly initially opposed the right of Haitians to hold dual nationality and tried to persuade legislators to change the text. But he finally bowed to international pressure and signed it. “All Haitians are Haitians,” he said after the signature at a ceremony at the presidential palace. Marleine Bastien, a leader of the Haitian community in the US, told the AP news agency that she was pleasantly surprised by the decision. “I think it was overdue,” said the founder of Haitian Women of Miami. “It show that he understands the great positive impact that the diaspora can play in the future of Haiti.” (BBC)

A CONVICTED paedophile left the appellate court in the Bahamas earlier this week with a reduced sentence after winning his appeal to lower the “harsh” life sentence given to him. Albert Alexander Whyley, 60, of Freeport, Grand Bahama will now serve 30 years at Her Majesty’s Prison for the February 6, 2011 sexual assault of a nine-year-old girl. The sentence takes affect from the date of his conviction, which was in September last year. Appellate court Justices Anita Allen, Stanley John and Abdulai Conteh made the ruling following an hour of debate on whether or not Whyley’s actions could be deemed the “worst of the worst” to warrant life imprisonment and his condition, paedophilia, which he was diagnosed with after he admitted to having sexual urges about children since his incarceration. Whyley, a clergyman and former policeman, was convicted of having unlawful sexual intercourse with the minor. While he had maintained his innocence throughout trial, a probation report compiled after his conviction revealed that the father of 11 children admitted his guilt,

expressed remorse for his actions and a desire to apologise to the victim and family for the pain he caused. He was sentenced to life imprisonment last November by Justice Hartman Longley, who made the sentencing based on the report of a psychiatrist who diagnosed Whyley as a paedophile and a possible threat to children. In recent proceedings, Whyley’s attorney, Carslon Shurland, argued that the sentence given to his client was “harsh, excessive and inappropriate in the circumstances” and that Justice Longley erred in principle when imposing the sentence. He said that his client should if anything, notwithstanding the aggravating circumstances, should have been given a maximum of 14 years in jail, as he was charged under chapter 99, section 10(a) of the Sexual Offences and Domestic Violence Act. However, the appellate court president, Justice Allen, said the Act has since been repealed and changed and life imprisonment was the next punishment for a repeat offender such as Whyley who had been convicted on the same offence in 1993.

Jamaica telecoms sector could see fierce competition as LIME slashes rates by up to two-thirds

CSEC is the Caribbean’s premier high school examination. Students from all across the region are tasking with writing the exam to complete their secondary education.

Thirty percent of CSEC candidates got no subject at acceptable grade – CXC THIRTY percent of the candidates who sat the Caribbean Secondary Education Certificate (CSEC) in the 2011 May to June sitting obtained no subjects at acceptable grades. This statistic was disclosed on Monday by the senior assistant registrar, examinations administration and security division of the Caribbean Examination Council (CXC), Susan Giles, as she made remarks during the launch of 15 study guides produced by CXC and British-based publishing house Nelson Thornes, targeting

CSEC and Caribbean Advanced Proficiency Examination (CAPE). According to a concerned Giles, with the cost of education to regional governments rising exponentially, there must be some correlation between candidate performance and the money being spent. Giles also stated that the council’s engagement in teacher training workshops across the region had revealed there was a struggle with the paradigm shift from teachercentred to learner-centred education. Further rate cuts could follow Thursday’s announcement by LIME to slash its rates by up to two-thirds. Effective yesterday, LIME mobile rates will fall between 40 and 62 per cent. Crossnetwork rates will drop from J$12 to J$6.99 for prepaid and post-paid, while on-network rates will drop from J$8 to J$2.99 and J$1.99 for prepaid and post-paid, respectively. Regulatory rate drops and a massive write-off of mobile assets allowed it to offer those rates, management stated. “This plan is sustainable,” reasoned Rochelle Cameron, head of legal and regulatory affairs at LIME, at the head office in Kingston on Thursday. Digicel, the mobile market leader, gave no indication Thursday night whether it would also be moving to drop its call rates. In a media release, Mark Linehan, Digicel CEO, noted his company’s previous rate drops. “Digicel also led the way again by lowering retail rates twice so far this year and introducing innovative pricing such as our one-rate option,” said Linehan. in LIME’s call rates coincides with the Office of Utilities Regulation (OUR) setting interim wholesale and retail telecommunications rates at J$5 from J$9 effective July 15 and follows an earlier amendment to the Telecommunications Act. Phillip Paulwell, the minister with responsibility for telecommunications, Thursday night told The Gleaner that the decision by Parliament to amend the Telecommunications Act has now redounded to the benefit of consumers. “Competition is going to be fierce now and the market is going to me more robust and attractive for others to enter,” Paulwell said. The minister also told The Gleaner that while he is glad to see call rates coming down, “there is still room for the lowering of price on the data side”. Lime’s most aggressive move The slash in rates represents the most aggressive

move by LIME to win back market share from Digicel, the nation’s largest mobile network. LIME’s rates are so reduced that its highest rates at J$6.99 cross-network are now below some of the lowest rates on Digicel’s network. “This is an aggressive move and we promised it. This is what people were waiting for,” she said. The rates are effective today but customers must opt into the plan. The issue of mobile rates spanned a decade and involved four court battles, one even pegging Paulwell against his own agency, the OUR. The lower rates provide the loss-making telecoms with a strong marketing platform to earn a profit for shareholders. “We will not reveal our targets but let’s say that this will pull in legions of new subscribers,” said Garry Sinclair, managing director of LIME. LIME has 300,000 active customers compared to some two million on the Digicel network, according

to previously stated statistics from both providers. Cut cross-network earnings The new rate will cut the net amount earned on each crossnetwork call for LIME from $3 to $2 but, interestingly, raise its gross margin in the process. “Everything we do is to enhance shareholder value … and this offer will improve shareholder value and carve back market share,” he said acknowledging that LIME’s massive write-down of mobile assets allowed it to offer these rates. LIME Jamaica lost J$20 billion at year end March 2012, the majority of which related to a near J$16-billion write-down of fixed assets. Revenue was virtually unchanged, year to year, from J$20.8 billion to J$20.4 billion. It was the fifth straight year of losses for the company which spent billions to upgrade its mobile and broadband infrastructure to compete against rivals Digicel and Flow.

Sandals Foundation tackles hurricane preparedness In efforts to prepare for the 2012 Atlantic hurricane season, Beaches Resort Villages and Spa and its philanthropic arm, The Sandals Foundation, along with some Sesame Street furry friends hosted a fun-filled ‘Let’s Get Ready’ Hurricane preparedness seminar at one of their local adopted school the Enid Capron Primary. The event, aimed to increase the hurricane readiness awareness levels of hundreds of students at the Enid Capron Primary featured an exclusive screening of Sesame Street’s ‘Let’s Get Ready’ movie which saw popular Sesame Street characters Grover and Rosita prepare their own families for emergencies through song,

dance and games. Across the Caribbean the Sandals Foundation has adopted a total of 27 schools including Enid Capron Primary. The foundation works closely to provide support and assistance to schools while teaching students important life skills through interactive fun-filled learning with the help of Grover, Elmo and the whole Sesame Street gang. Students were given essential information on the role of the emergency service professionals in their community and the importance of having a comprehensive hurricane kit in their homes. They were also given tips on remembering their personal details and received

Man rescued after fall EMMERGENCY services were alerted to an incident at a Provo beauty spot, yesterday. The TCI 911 Call Centre received reports of a man in difficulties at The Hole in Seasage Hill Road, Long Bay. Members of the Turks and Caicos Emergency Response Task Force (TCERTF), which is made up of volunteers from across the island, rushed to the scene along with police, fire fighters and paramedics. On arrival, they discovered a 57-year-old tourist had fallen

down and injured himself. The man was eventually brought to the surface where paramedics treated him before being rushed to the Cheshire Hall Medical Centre by ambulance. A RTCI Police spokesman said, “It is believed the victim was climbing out of The Hole using a rope which was attached to a tree. “Unfortunately it would appear the whole tree was uprooted, causing the man to fall about 15 feet onto a rocky ledge.

Millions remain as “slaves” worldwide – report

MORE than 42,000 people were found living in conditions of slavery around the world in 2011, but 20.9 million are still enslaved, according to a new report from the U.S. State Department. The “Trafficking in Persons Report,” released in June, is based on data provided by governments around the world. The U.S. requires it as proof that they are working to combat slavery. Anecdotes woven throughout the report offer a stark picture of the lives of millions of people stuck in modern-day slavery, forced into back-breaking labor and sexual exploitation. One girl, 13-year-old Maria Elena was brought across the border from Mexico to the U.S. with the promise that she would be able to earn 10 times as much money as she could at home. Instead, she was gang-raped and forced into prostitution, made to “have sex with up to 30 men a day.” When she finally escaped, she was arrested along with her captors. Her situation is not unusual for human trafficking victims, who “have typically been tricked, lied to, threatened, assaulted, raped or confined,” according to the report. Fifty-five percent of slaves today are estimated to be women and girls. Uta, a 7-year-old from Romania, was sent to the U.K. by her family to work as a domestic servant in an attempt to give her a life away from poverty. Instead, she was beaten and verbally abused by the family she went to work for. The same family also raped another man they had recruited. By the time Uta was able to escape and get help from the police,

she was “dressed in filthy clothes, had scabs covering her head, and her teeth were so rotten they had to be removed.” The couple was sentenced to 14 years in prison. In some situations, even police intervention hasn’t been enough to save these victims. One Nepalese woman, whose story is included in the report, followed a man on the promise of a job, but ended up being sold into sex slavery at an Indian brothel “where she was forced to have sex with at least 35 men each day” and beaten “with an iron pole” if she tried to refuse. When the police raided the brothel, they arrested the girls working there, and the woman was forced to serve jail time before she was ultimately sent back to the brothel. A recent survey found that “women and girls with disabilities were assumed to be virgins and thus targeted for forced sex, including by HIV positive individuals who believed that having sex with a virgin would cure them.” The scope of human trafficking is so large, the report found, that it costs $20 billion per year in money and benefits withheld from the victims. The report is prefaced with a letter from Secretary of State Hillary Clinton, who talked about her experience meeting trafficking victims in Kolkata, India, and noted that 2012 marks the 150th anniversary of Abraham Lincoln’s emancipation proclamation. “A century and a half after the promise of freedom was fought and won in the United States, freedom remains elusive for millions,” she wrote.

Jimmy Carr tax affairs ‘morally wrong’ – Cameron PRIME MINISTER David Cameron has said the tax arrangements of comedian Jimmy Carr are “morally wrong”. He made the comment to ITV News after reports that Carr was understood to be a member of a legal but aggressive tax avoidance scheme. According to the Times, Carr told an audience on Tuesday: “I pay what I have to and not a penny more.” HM Revenue and Customs has said it is taking “firm action to protect the Exchequer from unacceptable tax loss”. More than 1,000 people, including Carr, are thought to be using the Jersey-based K2 scheme, which is said to be sheltering £168m a year from the Treasury. Under the scheme, an individual resigns from their company and any salary they subsequently receive is paid to an offshore trust. The individual then receives a small amount of that as salary and

the rest as a loan, which because it can technically be recalled, does not attract tax. Carr was reportedly confronted over his financial arrangements during a show in Tunbridge Wells, Kent, by an audience member who shouted: “You don’t pay tax.”

His lawyers have insisted he has done nothing wrong, but the Treasury has said K2 is already being investigated. According to the Times, the K2 scheme allows someone on an income of £280,000 to reduce their tax bill from £127,000 to just £3,500. In an interview with ITV News, the prime minister was asked about Carr’s arrangement. He replied: “Some of these schemes we have seen are quite frankly morally wrong. “People work hard, they pay their taxes, they save up to go to one of his shows. They buy the tickets. He is taking the money from those tickets and he, as far as I can see, is putting all of that into some very dodgy tax avoiding schemes.” In his Budget speech in March, Chancellor George Osborne described illegal tax evasion and legal but aggressive tax avoidance as “morally repugnant”. Ronald Page, 55, pleaded guilty to bellying up to the bank over and over again for 15 days in 2009, until he’d pulled out $1,543,104. But apparently unsatisfied, he pressed his luck in the casinos, eventually gambling away the entire amount, ABC News reported. Now, the U.S. Attorney’s Office in Detroit is recommending Page receive 15 months in prison for stealing the funds from Bank of America and pay back every penny when he’s sentenced June 27 in federal court, according to ABC News. “In this case, the bank’s glitch allowed the defendant to lose a significant amount of money that was not even his in the first place,” the U.S. Attorney’s sentencing memorandum, filed June 11, said. Texas dad who beat his daughter’s alleged molester to death won’t face charges A YOUNG Texas father who beat to death with his fists a man molesting his 5-year-old daughter will not be charged, authorities said Tuesday as they released a dramatic 911 tape of the dad frantically pleading for help before the hired ranch helper died. A Lavaca County grand jury Tuesday declined to indict the 23-year-old father in the death of Jesus Mora Flores, 47. Prosecutors said the grand jury reached same conclusion as police after reviewing the evidence: The father was authorised to use deadly force to protect his daughter. Flores was killed June 9 on a family ranch so remote that the father is heard profanely

Uganda bans 38 agencies it says are promoting gay rights THE UGANDAN government said Wednesday it will ban at least 38 nongovernmental agencies it says are promoting gay rights and recruiting children into homosexuality. “We have investigated them thoroughly and we have found their sponsors,” said Ethics Minister Simon Lokodo. “We will ask them to step aside and stop pretending to work in human rights.” “Some NGOs, under the pretext of providing social services, are receiving funds to promote homosexuality,” he said. The organisations -- both international and local -- will lose their registrations and no longer be able to operate in Uganda. He did not name the groups on the list. “The sooner they are phased out, the better,” he said. Homosexuality is illegal in Uganda, as it is in many African countries, and legislation is pending in parliament that could bring even harsher penalties for gays. At one point the bill included

Wikileaks founder Julian Assange faces arrest, police say WIKILEAKS founder Julian Assange, who is seeking asylum at Ecuador’s London embassy, faces arrest for breaching his bail, police say. Mr Assange, 40, whose conditions included staying at his bail address between 2200 and 0800 BST, spent Tuesday night at the embassy. Last week he failed to reopen an appeal against his extradition to Sweden. Mr Assange, wanted for questioning in Sweden over rape and sexual assault allegations, denies any wrongdoing. Ecuador had said it was “studying and analysing” Mr Assange’s request for asylum. ‘WITHOUT MERIT’ Mr Assange’s website has published a mass of leaked diplomatic cables that embarrassed several governments and international businesses. Mr Assange fears if he is sent to Sweden it may then lead to him being sent to the US to face charges over Wikileaks, for which he could face the death penalty. Two female ex-Wikileaks volunteers alleged in 2010 that Mr Assange had attacked them while he was in Stockholm to give a lecture. No charges have been filed. Mr Assange claims the sex was consensual and that the allegations are politically motivated. A further £40,000 put up as sureties are thought to have been provided by socialite Jemima Khan and film director Ken Loach, who each offered £20,000. One gym in Canada is taking the growing “plus-size friendly” gym trend to the extreme and banning too-trim gym rats from exercising at its facility. Body Exchange in Vancouver has a strict policy that only allows plus-size women to join their fitness centre. Founder and CEO Louise Green told TheProvince.com last week that the gym is a “safe haven” for overweight people. “Many of our clients have not had successful fitness pasts so I can see the anxiety before we get started and I can see the relief and happiness after we finish,” she said. “People are often too fearful to become active. There wasn’t a model that offered camaraderie.” Marty Wolff, who competed on season three of NBC’s “The Biggest Loser,” owns and operates the community based health club Square One in Omaha, Nebraska with wife Amy, who appeared alongside him on the televised weight loss show.

Carrey drops out of ‘Dumb and Dumber’ sequel, blames studios’ tepid handling of project

JIM Carrey apparently considers Warner Bros. and New Line Cinema as “Dumb and Dumber.” The 50-year-old actor had intended to team up with actor, Jeff Daniels, in a sequel to the 1994 hit comedy, but pulled out from the project after growing “increasingly frustrated” by the lack of enthusiasm from the two studios, his rep told Entertainment Tonight. “I would have thought Dumb and Dumber To was a no-brainer,” Carrey said in a statement to ETonline. “After all it’s implied in the title.” While promoting “The Three Stooges” in April, director, Peter Farrelly, announced that he had gotten the original cast of “Dumb and Dumber” to agree to start production on the sequel in September. “It’s the first sequel we’ve ever done,” he told ComingSoon.net. Many expected the film to rake in the cash since when “Dumb and Dumber” was first released it brought in a total of $127 million almost 20 years ago. For now the future of “Dumb

We can only hope that all will end well again for the Mills family— though that probably means Murad's men are going to get a pretty raw deal. Olivier Megaton takes over from Pierre Morel as director, while producer Luc Besson again cowrote the script with Robert Mark Kamen. The sequel to the 2008 blockbuster takes theaters Oct. 5.

A NEW Sesame Street movie is thought to be in development, following reports that Fox has purchased film rights to the iconic TV show. Industry website The Hollywood Reporter says the studio will enlist Sesame Street writer Joey Mazzarino to pen the script. It follows the recent $158m (£100m) box office haul of Jim Henson’s other fuzzy creations, The Muppets. Sesame Street’s best known characters include Elmo and Big Bird. The educational children’s show, which also features the likes of Bert, Ernie and Cookie Monster, combines live-action, puppetry and animation. The long-running show has won more than 100 Emmy Awards and the format is now broadcast in dozens of countries. Celebrities including David Beckham, Ricky Gervais and Julia Roberts have had cameos on the show, with performances from a host of music stars including REM, Paul Simon and James Blunt. Britain’s best set for this weekend’s Olympic trial

A STAR-studded line-up of Britain’s best athletes will descend on the Birmingham Alexander Stadium this weekend, for what UKA Head Coach Charles van Commenee has described as the most competitive Olympic trials in 20 years. With over 800 athletes and a close to capacity crowd for Saturday and Sunday, the Aviva 2012 Trials are the largest trials in British athletics history, and the largest British trials of any Olympic sport this year. Leading the way is Jessica Ennis (Toni Minichiello) as she hopes to capitalise on her current form which saw her break Denise Lewis’ British heptathlon record in Götzis, Austria, last month, scoring 6,906 points. Ennis will be taking on four events in a demanding weekend of action. The Sheffield star, who is aiming for heptathlon gold at London 2012 and will compete in the 100m hurdles and high jump on Saturday 23 June, followed by the long jump and 200m on Sunday 24June. Ennis is focused on pushing herself in Birmingham with the Olympics less than six weeks away. Ennis said: “I want to use the meet to give myself a real physical test over two days. Everything is focused on London 2012 for me and a packed Birmingham Alexander Stadium will be the closest I’ll come to replicating that tough schedule and environment ahead of the Games.” Mo Farah (Alberto Salazar), Britain’s greatest ever male distance runner and World 5,000m Champion, will compete over 1500m on Friday and Saturday as he puts his speed and finishing ability to the test against metric mile specialists. And as this is an 18 year-old tipped by the locals here to follow in the scorching spike tracks of Usain Bolt and Yohan Blake, it might just transform British athletics too. Williams is committing himself to British athletics because his native Turks and Caicos (TCI), the Caribbean island chain where he was born and raised, does not have its own Olympic committee. an honour,” enthuses a lad who sets Olympian standards in politeness. “If I can qualify, or just make the relay team, or be a reserve — even just a waterboy. Anything!” Williams is aware of the furore, the fact that some in Britain would apparently feel outraged if a boy who only applied for a UK passport in January, received it just two months ago and has had to join a club here, Enfield and Haringey, simply to be able to compete, could win a place in the team. He explains how in Grand Turk, the TCI’s main administrative centre, the islanders are in high dudgeon about British newspaper reports suggesting he is a ’plastic Brit’. “The governor is very, very upset,” he observes. That is no understatement. Governor Ric Todd branded the controversy “nonsensical, wrong and shameful. He is a born TC Islander, he is born British and he is as British as I am”. Yet the fuss simply washes over Williams. “I never let things get to me,” he shrugs. “On the track, I’m serious. Off the track, I laugh up, I smile up! I hope the other British

athletes will be OK with me and Jodie will put in a good word.” Jodie is Jodie Williams, Britain’s world junior 100m champion he met at the championships in Canada in 2010. “She’s been a tower of strength. We’ve developed a bond since Canada. She said, ‘don’t worry’ and that she’d show me the ropes.” Delano’s mission seems impossible: how can a lower-sixth schoolboy, in the middle of his exams, who trains on three rutted football pitches watched by a grazing cow, and who never steps on a synthetic track until he arrives at a competition, beat streetwise UK sprinters on the back of a transatlantic flight and no proper prerace preparation? This is how. Williams is already a history maker who in April became the first non-national ever to win the Jamaican high school 100m and 200m double in front of 30,000 fans, all going crazy at Kingston’s National Stadium. Not even Bolt ever did that. He beat Jamaica’s own new teenage star Jazeel Murphy in the 100m and has such a range, having run a 45.4sec 400m leg at the Penn

Relays, that he would have won the schools’ one-lap championship, too, if he had entered. His potential is boundless. Williams believes in fairytales too because he is already living one, blown fatefully into Jamaica’s Munro College, nestled in the mercifully cooler air on Santa Cruz mountain some 150km from the sweltering capital Kingston. This is his Hogwarts, an oldfashioned English-style boarding school perched in a happy world of its own overlooking the Caribbean, an academic institution which for 150 years has shaped hundreds of Jamaica’s great and good, including a former Prime Minister. “This place has taught me to be a man, gave me my three Ds — discipline, dedication and dedication,” says Delano, an A-student who shares a dormitory with two friends, prays at the school’s chapel and is told strictly to put studies first. “Everything work out for me here.” Neil Harrison, his PE teacher, is the coach and father figure who brought him to his Eden. When teaching in Grand Turk, he saw this 12 year-old sprinting like the wind to retrieve a hit in a softball game and recognised the discovery of a lifetime. But after persuading his initially reluctant charge to take up athletics and guiding him to the TCI schools title, Harrison returned to Jamaica to teach at Munro, leaving the youngster, whose own father had effectively separated from the family, crestfallen. Fate brought them back together in the early hours of Sept 7, 2008, when Hurricane Ike flattened Grand Turk — not that the lad himself noticed. “I knew something bad would happen so when I heard it was on its way, I decided just to go

Williams feels “good” about this weekend’s Olympic trials

TCI’s sprint sensation, Delano Williams, is ready for this weekend’s British Olympic trials. He said he is “feeling good” about his chances. The youngster is aiming to qualify for the 200M event so that he can represent the UK at the most prestigious sporting event. Williams was forced to try for a spot on the British team since the TCI is barred by the International Olympic Association (IOC) from taking part in the Games owing to us being a

British Overseas Territory. Despite dominating the regional scene, including victory at Champs in Jamaica and a 200M win at CARIFTA, Williams always felt his starts could have been better. He told the Weekly News on Thursday that he had some good training sessions. “My training sessions have been going well in London. I’m working on my starts in the race, so I’m actually putting all the components of my race together to better it.”

The 18-year-old Williams’s only worry is the weather, which is considerably colder to what he is accustomed to in TCI and in Jamaica where he attends the Munro College, but he promises to be optimistic. “I heard it is going to be chilly, but I trained in that type of weather. I am hoping for the best. I have to run the race in a professional manner in order to qualify.” The Grand Turk born is the senior 100M and 200M record holder in the TCI.

His house largely escaped damage but school was closed for two months and mum Ruthe, who had blocked Williams going to Munro because she thought Jamaica too dangerous, reluctantly let her 13-year-old baby go on a TCI-funded scholarship. It was a wrench for Delano to leave twin sister Ashley, with whom he’s very close, and Ruthe, a beauty salon owner who had effectively brought him up alone. “His mum cried a lot when she had to leave him here,” says Harrison. “Now she cries with joy if she comes here.” Down the hill from the school, Delano shows me his football pitch training track, practically invisible with the lines needing repainting. You can, though, see “a lotta holes” as he points ruefully to the one which left him with a twisted ankle at Christmas. This is where Harrison puts him through four hours of daily hell. “It’s sooo hard I end up every session on my back but coach always tellin’ me, ’good medicine never taste good’.” The only thing that tastes worse, apparently, is Munro cuisine. “Sometimes I go to my bed hungry because the food they serve there is ridiculous. Sometimes, rice, cabbage and corned beef but there’s no corned beef in the cabbage. So, it’s just rice and cabbage. I don’t eat that, sir.” What a recipe for success, though. “Countless” US universities have courted him since Delano won the Inter-Caribbean under 20 championship recently but he plans to study sports management in Kingston after finishing school next year and is earmarked to train under Bolt’s coach Glen Mills. Stephen Francis, Jamaica’s other great sprint guru, says Delano is a “can’t miss” kid. But can he miss at the UK trials? His 20.53sec 200m makes him Britain’s fourth-fastest, but flying in late to avoid training in the cold is a gamble. The only time Delano was in Britain was for an awards ceremony in 2010. “And I can still feel the cold in my bones”. Did anything warm him about Britain? “I liked the big buses,” he grins, “And the girls, yes sir!” My guess is we will all fall for him. “You can’t help but like him,” says Harrison. “Humble, genuine, a wonderful person.” And he is Britain’s wonder now. “If I don’t make it to the Olympics, no problem, it’s a stepping stone,” he shrugs. “I’ll try again until I do. I truly believe I can be a big part of the future of British athletics.” Plastic? This boy looks 24-carat gold. (Daily Telegraph)

Pink Mermaids perfect to title THE CAPTAIN Marvin’s Women’s Beach Soccer League came to a very satisfying end last week as the Pink Mermaids finished a perfect season with a 7-1 victory over the Blue Marlins in the Championship final. The Mermaids had topped the standings during the regular season and went into the final full of confidence. However, the Marlins had every right to feel that an upset could be on the cards, given that, with the likes ofMonae Gooden, AmelieSpeer, Jenny Fluerenvil and

Sarah Cenary, they had enough weapons of their own in the final showdown. The opening period was a very close affair and neither team was able to exert their influence on the game until player-of-the-season KadineDelphin managed to score from long range. At the start of the second period the Marlins pressed for an equaliser and were looking dangerous until Speer had to receive treatment after an accidental clash of heads with Yarileny De La Cruz.

After the restart the Mermaids began to control the game as Delphin’s expertise resulted in her team taking a 4-1 lead going into the final period. The Marlins had some early chances in the final quarter but De La Cruz made some impressive saves in goal as her team ran out worthy 7-1 winners. Dephin scored five of her team’s goals, with De La Cruz and GrietVanbrabant adding the others. Sarah Cenary scored the lone goal for the Marlins. In the opening game the Great White Sharks ensured they finished in third place with an impressive 11-7 win against the Purple Pirates. Despite a poor start to the season, the Sharks finished off with two back-to-back wins. Their overall team play and spirit shone through and the goals were split among several players: Crystal Stirling (3), Simone Smith (3), Jachelle Gardner (2), Jessica Lange (2), Kimberley

Angelo. Christina Hinds scored four goals for the Pirates with Cydnee Campbell (2) and Yarielca De La Cruz scoring the others. After the games were over Technical Director Matthew Green and league sponsor Tracey Pratt of Captain Marvin handed out several awards and trophies. Green was very pleased with the league this year. “This season has shown a vast improvement in the level of play. The referees and players are more familiar with the game and this bodes well for the future as we prepare for games in December against the Bahamas and Puerto Rico. We are the only country in the region that has regular leagues in this format so it will not be long before we can compete on the world stage.” Green was equally pleased with the overall development of the players: “Many of our young players have adapted very well to beach

Police to meet Jaguars in final DEFENDING Twenty20 champions Police will meet the Guyana Jaguars in the final of the HAB Group/ Gansevoort Resort T20 cricket competition. Police defeated Quality Supermarket Kings XI while Jaguars book their place after Beaches were disqualified. Beaches, who had defeated the Jaguars in the last preliminary clash, initially won the semi-final, but then, according to cricket chief Colin Sterling, it was brought to the attention of the tournament officials that they had fielded an illegal player for the final-four clash and the result was a disqualification. FAVOURITES Police stamped their authority with a 111 run win over their opponents and are now strong favourites to take the title. Batting first the lawmen raced to 244-5 owing to a 125-run opening stand between Sabuton John and Kareem Jack. The pair belted runs to all corners of the field and by the

third over had climbed to 45. John led the attack with 74 (9X4s and 4X6s), while Jack scored 48 (9X4s). Captain Garvin Bruno continued the aggression with an unbeaten 61 (5X4s and 3X6s) batting third. Bruno is confident that his side can win the competition since he opined that all the players are playing with a lot of heart. Earl Henry, who skippered the losing side, was the pick of the bowlers with 3-43. Needing to score at over 12 runs per over, the Quality Kings were always on the back-foot since they could not put partnerships together. Seven batsmen, including Henry, fell for under 10 runs. The skipper looked aggressive as he belted two fours in three balls, but he was outdone by speedster Tony Hutchings. Jitender Ganglani (18) Kevin Hinds (15) and Lloyd Lynch (27) occupied the crease for a while, but it was always an uphill climb. Ira Baptiste cleaned up the middle and lower order with figures of 4-15 from three overs.
